    “Once again, Trump is weakening our economy and taking money out of working families’ pockets under the guise of ‘efficiency.’ But we know the truth.”

    WASHINGTON – Ranking Member Robert C. “Bobby” Scott (VA-03), House Committee on Education andWorkforce, issued the following statement after President Trump released his proposed budget for Fiscal Year 2026.

    “In the first 100 days since Donald Trump has returned to the White House, he has made one thing abundantly clear: he has no plan to improve the lives of students, workers, and families.  Instead, he has decimated federal agencies that provide key services, stripped away workers’ rights, and imposed reckless tariffs that threaten to skyrocket prices.

    “President Trump’s budget proposal is yet another attack on working families.  The budget calls for slashing funding for the Department of Health and Human Services, eliminating Community Services Block Grant (CSBG) funds that support efforts to reduce poverty, and terminating programs such as the Low Income Home Energy Assistance Program (LIHEAP) that help families heat and cool their homes.  This budget pulls the rug out from families and proposes devastating cuts that would cause immense harm.

    “Additionally, the budget continues the illegal dismantling of the Department of Education, with no suggestion on how this downsized Department will be able to fulfill its statutory duties.  By cutting funding for K-12 schools, eliminating a program that provides child care on campus, eliminating programs that provide direct support services for disadvantaged students that promotes college access, President Trump’s budget proposal does nothing to deliver for students.  Moreover, students deserve safe learning environments.  Trump’s further slashing the Office for Civil Rights is alarming and leaves students who have been victims of discrimination without recourse.  

    “Despite the recent economic volatility, President Trump’s budget proposes to double down on its agenda which could harm both workers and small businesses by cutting $3.6 billion from crucial workforce development programs at the Department of Labor.  These programs help displaced workers, veterans, and people with disabilities get trained and connected to employers who need skilled workers to compete in a global economy.  Worse still, the budget fails to explain how it will cut a further $1 billion from the Department of Labor’s budget.  If this remaining $1 billion is slated to come from slashing the capacity of agencies to protect workers from wage theft and deadly workplace hazards, the Administration should be up front about it.  The same is true for the Administration’s failure to come clean on whether it will actually reverse the destruction of the National Institute for Occupational Safety and Health in the Department of Health and Human Services.  Working families depend on these programs for their lives and livelihoods.

    WASHINGTON – Today, on Workers’ Memorial Day, Ranking Member Robert C. “Bobby” Scott (VA-03) and Rep. Joe Courtney (CT-02), a senior member of the House Committee on Education and Workforce reintroduced the Protecting America’s Workers Actas the Trump Administration dismantles workplace protections.   

    This bill would meaningfully strengthen and modernize the Occupation Safety and Health Act (OSH-Act) for the first time in over 50 years by ensuring employers promptly correct hazardous working conditions, protect whistleblowers from retaliation, and hold unscrupulous employers accountable for violations that cause illness, serious injury, or death to workers. 

    Since January 20, the Trump Administration and Elon Musk’s DOGE have proposed closing 11 Occupation Safety and Health Administration (OSHA) field offices, slashed funding and staff at the National Institute for Occupational Safety and Health (NIOSH), and dismantled systems that enable workers to advocate for safer workplaces.  

    “Today, on Workers Memorial Day, we are called upon to honor the workers who have been killed or injured on the job and to prevent future tragedies by making workplaces safer,” said Rep. Bobby Scott (VA-03), Ranking Member of the House Committee on Education and Workforce. “The Protecting America’s Workers Act makes long overdue improvements to the enforcement provisions of the Occupational Safety and Health Act, expands coverage to millions of workers who are currently excluded from the law’s protections, and strengthens whistleblower protections. These reforms are critical to deterring the most serious violations that endanger workers’ safety on the job. Passing this bill would be a major step toward ensuring our nation’s workers can do their jobs and come home safely to their families at the end of the day.”

    “While the Occupation Safety and Health Act has helped protect Americans for generations, too many workers are still facing injury, illness, or death. Now, instead of improving workplace safety which we know is still under threat, the Trump Administration and Elon Musk’s DOGE are going in the complete opposite direction by slashing the programs and agencies dedicated to protecting workers on the job. Congress must pass the Protecting America’s Workers Act to ensure workers can return home to their families safely,” said Courtney. 

    The legislation is particularly important to the eastern Connecticut community after six workers died at an explosion at the Kleen Energy Systems power plant in Middletown, Connecticut in 2010. 

    “I’ve seen the devastation that unsafe workplaces can bring upon a family. Fifteen years ago, an explosion at an energy plant in Connecticut left six workers dead and dozens injured. Some of the workers who died were my friends, and I watched as their families fought for justice and accountability for years afterwards. Their story, and the horrifying reality that hundreds of workers die each day as a result of hazards faced at work, is why I am a champion for the Protecting America’s Workers Act,” Courtney added.

    Specifically, the Protecting America’s Workers Act will:  

    • Protect millions of workers by expanding OSHA coverage to 8.1 million state and local government employees in 24 states who currently have no right to a safe workplace; 

    • Ensure worker safety is protected by mandating that employers correct hazardous conditions in a timely manner; 

    • Reinstate an employer’s ongoing obligation to maintain accurate records of work-related illness and injuries, and reverses President Trump’s first-term Congressional Review Act resolution that undermined OSHA’s ability to hold employers accountable who violate requirements to record workplace injuries and illnesses;

    • Improve whistleblower protection for workers who face retaliation for calling attention to unsafe working conditions;

    • Update obsolete consensus standards that were adopted when OSHA was first enacted in 1970;

    • Deter “high gravity” violations by providing authority for increased civil monetary penalties for serious or willful violations that cause death or serious bodily injury;

    • Expand injury and illness records that employers are required to maintain and report in order to enable OSHA to more effectively target unsafe workplaces; 

    • Authorize felony penalties against employers who knowingly commit OSHA violations that result in death or serious bodily injury and extend such penalties to corporate officers and directors; 

    • Require OSHA to investigate all cases of death and serious injuries that occur within a place of employment; 

    • Establish rights for families of workers who were killed on the job by giving them the right to meet with OSHA investigators, receive copies of citations, and to have an opportunity to make a statement before any settlement negotiations; and

    • Improve protections for workers in state OSHA plans by allowing the Secretary of Labor to assert concurrent enforcement authority in those states where the state OSHA program fails to meet minimum requirements needed to protect workers’ safety and health.

    The bill is co-sponsored by Reps. Omar, Bonamici, and Norcross.

  • MIL-OSI USA: School of Nursing’s Sigma Theta Tau Mu Chapter Inducts 69 New Members

    On April 27, UConn School of Nursing’s Sigma Theta Tau Mu Chapter held their annual induction ceremony. Undergraduate and graduate students, as well as nursing professionals and community leaders, were offered membership to the Honor Society. 

    In 1955, the UConn School of Nursing chartered Mu Chapter as the 11th chapter of Sigma Theta Tau International, the Honor Society of Nursing. There are now over 540 chapters internationally. 

    President Elizabeth Mayerson, DNP, RN, APRN, FNP-BC, CNE, presided over the ceremony. She explained “in the name of our honor society, Sigma represents love, Theta represents courage, and Tau represents honor. Our crest represents wisdom and discernment, service, professional endeavor, strength of leadership, and knowledge. Our key, which is represented on Sigma’s pin, denotes the satisfaction of professional life, the six founders, the lamp of knowledge, and our charge.”

    Based in Indianapolis, Sigma Theta Tau promotes scholarship and research in the field of nursing. The Mu Chapter hosts local meetings year-round and sends delegates to the society’s annual conferences at the regional, national, and international levels. It also supports exceptional research proposals through monetary awards provided by both the Mu Chapter and Sigma Theta Tau International. 

    “This is a really important and exciting part of your nursing journey,” Dean Victoria Vaughan Dickson, Ph.D., RN, FAHA, FHFSA, FAAN, shared with the inductees. “Many of you, if not all of you will be graduating soon, and that will mark you on your professional journey. This is a recognition of the academic excellence that you have brought to the School of Nursing, your commitment to service, and your leadership that we anticipate will continue throughout your professional career.” 

    The keynote address was delivered by Judith Hahn, Ph.D., RN, executive director of nursing professional practice and education at Yale New Haven Health System. She is also a graduate of the UConn SoN Ph.D. program.  

    “When I say leadership, many of you will think about the boardroom or wearing a managerial badge. But let me be clear, leadership in nursing starts long before the title does, it starts with a mindset, a commitment, a refusal to settle for average,” Hahn stated. “Which brings me to the University of Connecticut women’s basketball team. Both groups are forged in pressure, both are grounded in discipline, and most must be prepared to lead, not someday, but every day.”

    In 2025, the induction class consisted of 44 undergraduate students, 20 master’s students, and five doctoral students. Additionally, Sigma Mu Chapter recognized Nancy Dupont, UConn Health’s director of epidemiology, as a nurse leader.  

    “So as a member, I welcome you, as Dean, I want to extend my heartfelt congratulations for your accomplishments, and I also want to say that we are all proud of you as UConn nurses, and we look forward to seeing the many important and meaningful contributions you will make over the course of your career, both as a nurse, and now as a Sigma Honor Society member,” remarked Dickson.

    The North Carolina Department of Health and Human Services today announced the launch of a digital resource to help people with disabilities in the workforce. North Carolina DB101 was guided by beneficiaries and their experiences with the goal to simplify how to apply for, access and understand public benefits. This new resource will help North Carolinians navigate programs such as social security disability insurance, food and nutrition services and Medicaid. 

    “The world of public benefits can be complex, with regulations and processes that are different based on funding and what state you live in,” said NC Health and Human Services Secretary Dev Sangvai. “DB101 is a long-awaited resource that will help users cut through the complexities of receiving disability assistance to ensure every person can easily access their benefits.”

    DB101 provides comprehensive, state-specific information on benefits programs, rules around work and work incentives in North Carolina. Using the site’s Estimator Tool, users can calculate the potential impact of earning income on their benefits to help them plan for the future and set goals for work.  DB101 also provides answers to frequently asked questions about benefits, tips on how to avoid common pitfalls, information on how to save money while working and resources to help people with disabilities prepare for work.  

    “Many people with disabilities fear they’ll lose needed health care and other disability benefits if they go to work,” said Kathie Smith, Director for the NCDHHS Division of Employment and Independence for People with Disabilities. “DB101 helps people with disabilities and service providers understand the connections between work and benefits.”

    NCDHHS provides North Carolinians the tools they need to pursue their goals for competitive employment, self-sufficiency and more independent living at home and in their communities.

  • MIL-OSI Canada: Help Kids be Kids: supporting youth mental wellness

    [. Youth at risk of mental health challenges can benefit significantly from programs that focus on building resiliency, mental wellness and social connection, such as those offered through the Youth Suicide Prevention Grant Program.  

    Alberta’s government invested an additional $1 million into Youth Suicide Prevention Grants, for a total of $4 million over 2024-26. This means more organizations received grant funding, which increases access to programming for youth across the province. 

    So far, more than 2,100 youth have been supported through programs that provide spaces for young people to develop life skills and build long-term resilience. Initiatives include after-school programs, cultural camps and events, and educational workshops.

    “Supporting innovative mental health programs for youth is not only vital to improving individual well-being, but also strengthens families, schools and communities. I’m grateful to partner with community organizations that provide young people with useful tools and strategies that help them recognize and manage their thoughts and feelings.”

    “When someone is struggling, we want them to know there is help available. Suicide prevention is a priority for our government, which is why I am grateful for our cross-ministry approach for better mental health and well-being for Alberta children and youth.”

    Programs funded through the Youth Suicide Prevention Program offer unique supports for diverse communities. For example, grant funding for Free Play for Kids Inc. supports the organization to offer the expanded Free to Play: Wellbeing, Resiliency & Belonging for Refugee Youth program, providing young newcomers in Edmonton opportunities to gain social, emotional and mental health skills and connecting them with peers through sport.

    “Every child needs a safe space where they can play, belong and grow. Here, they make new friends and find role models in the caring leaders who run the programs. These relationships are so critical in supporting mental health and well being. We are extremely grateful to Minister Turton and the Alberta government for supporting us in creating these spaces of support.”

The government’s continued recognition of the importance of youth suicide prevention is heartening: suicide prevention is long-term work.     Alberta’s government recognizes Mental Health Week from May 5 to 11, and is committed to continuing to expand access to supports and services to young people struggling with mental health and addiction challenges. This includes investments to increase access to supports in schools and in the community, support youth-focused online and telephone resources and ensure mental health and addiction services are available through Recovery Alberta.

  • MIL-OSI USA: King, Hyde-Smith Introduce Bill to Crack Down on Violence Against Health Care Workers

    WASHINGTON, D.C. — U.S. Senators Angus King (I-ME) and Cindy Hyde-Smith (R-MS) introduced bipartisan legislation to curb violence against health care workers. The Save Healthcare Workers Act would help deter and prevent violence against health care workers by making it easier to prosecute individuals who commit violence against hospital employees.
    The legislation would establish fines and federal criminal penalties for persons convicted of assaulting hospital personnel, with increased penalties for the use of deadly or dangerous weapons or infliction of bodily harm. These penalties would provide hospital staff with the same existing protections given to flight attendants and airport workers. If passed, the Save Healthcare Workers Act would be the first federal law to protect threatened hospital employees — including those who work in states that have not enacted laws imposing penalties for harming healthcare workers.
    “Maine’s health care workers deserve respect and appreciation for the work they do to keep our communities safe and healthy — there should never be injuries in the lines of duty for those delivering care,” said Senator King. “As violence against health care workers rises, we have a duty to protect the men and women serving in hospitals and health care facilities. The bipartisan Save Healthcare Workers Act will help to combat this senseless violence and ensure it no longer goes unpunished — keeping staff safe and free from harm so they’re able to focus on patient care.”
    “I am proud that Mississippi has been leading the way by strengthening laws to protect our healthcare workers. But we know there’s still more work to do on the federal level, and this bill is a big part of that,” said Senator Hyde-Smith. “I believe the federal government can help deter violence and keep our healthcare workers safe by establishing stronger penalties for those who assault hospital employees. Our legislation will protect these workers and, importantly, the people who rely on their care.”
    “Workplace Violence continues to be pervasive across Maine hospitals, with hospitals reporting over 300 incidents each month — of which half are physical assaults,” said Sally Weiss, Vice President of the Maine Hospital Association.  “A multipronged approach is needed to address this epidemic; however, federal legislation like the Save Healthcare Workers Act would act as a deterrent and send a strong message — just as it does for the aviation industry — that the safety and wellbeing of health care workers matters.  We thank Senator King for his advocacy and support on this issue and sponsoring this legislation to provide better protection for all health care workers across the U.S..”

  • MIL-OSI United Kingdom: Lottery funding support for Coventry Dementia Hub

    Coventry Dementia Partnership Hub has secured extra support from the National Lottery Fund to help fund a café.

    The Hub opened two years ago and the Forget Me Not Café has played an integral part in offering a warm welcome to regulars impacted by Dementia and visitors arriving at the Hub for the first time.

    The Hub has received more than £280,000 over the next five years and everyone involved in the Dementia Hub are delighted at the news.

    The Holbrooks based Hub helps to support around 4,000 people throughout the year and provides a wide range of social activities and advice sessions that benefits both people experiencing Dementia and their carers.

    The lottery funding will fund two-café coordinators for five years. The two café co-ordinators run the café that leads into the social space. The social space has become a safe and welcoming space for people with dementia and carers. The social space has information drop-in sessions run by various partners as well as user led sessions and exercise groups.

    Coventry Dementia Partnership Hub was opened in July 2023. 

    Councillor Linda Bigham, Cabinet Member for Adult Services at Coventry City Council, said: “The Coventry Dementia Partnership Hub is a wonderful venue that I have visited many times. It supports individuals to continue to live as independently as possible in their homes whilst maintaining their safety and good quality of life.

    “The café is at the heart of the Hub, which adds to a fantastic resource for families and carers to get the support, respite and helps to reduce any stigma of dementia within communities. 

    “There is a very special atmosphere when you go into the Hub reflecting the love and compassion that people experience there. The café co-ordinators are wonderful and know and talk to everyone who comes to the hub.

    “We are all very grateful for the generous support from the National Lottery Fund. It will help make a big difference to people affected by Dementia.”

    The Hub links with many other agencies external services which all can offer advice, guidance and support – including the Carers Trust, Telecare Services Coventry and Warwickshire Partnership Trust, Admiral Nurses and the Police.

    Coventry City Council (CCC) is one of the lead partners of the Coventry Dementia Partnership Hub (CDPH).

    Teenage pregnancy rates remain high across many parts of the developing world: In Africa, on average, about one in ten girls between the ages of 15 and 19 has already given birth. These early pregnancies often come with serious consequences for young mothers and their children. They are linked to lower education levels, poorer health outcomes, and reduced economic opportunities.

    Scientists, development agencies and NGOs have long heralded education as a powerful tool to reduce early childbearing. Education may directly influence women’s reproductive behaviour, but it can also improve their employment and income-generating opportunities, leading them to postpone pregnancy.

    But does access to basic education for young girls result in such successes uniformly across population groups?

    We are economists who conducted a study to explore the effect of primary school education on fertility and its related outcomes in Burundi. A bold education reform took place in that country in 2005: the government abolished formal school fees for primary education. As a result, many children who had been excluded from school by cost were able to get a basic education.

    The free primary education policy displays a natural experiment for researchers interested in the effects of education. Because the reform applied only to children young enough to be in school, we could compare girls who were eligible for free schooling with those who were just too old to be eligible (but similar in other ways). This allowed us to track the policy’s direct and causal effects.

    Indeed, we see that Burundi’s free primary education policy increased educational attainment of women by 1.22 years on average. Our findings also provide new, robust evidence that education can reduce downstream effects, as we see teenage childbearing reducing by as much as 6.9 percentage points. In other words, while about 37% of teenage women who did not benefit from free primary education had given birth before the age of 20, only 30% of those eligible for free primary education had done so.

    Importantly, and new in our findings, education conferred the greatest benefit to girls from the poorest segment of society. Our study thereby underscores an important lesson for policymakers: education policies can be highly effective, but not necessarily for everyone in the same way.

    A natural experiment in Burundi

    We used nationally representative data from Burundi’s Demographic and Health Surveys to establish the effects of education. We compared women born between 1987 and 1991 to those born between 1992 and 1996 – aged 14-18 and 9-13 respectively when the free school policy took effect. We applied modern econometric techniques to identify the increase in years of schooling induced by the policy. We then examined the effect of this increase in schooling on girls’ outcomes, including teenage pregnancy, literacy, and the likelihood of working for cash income, among other outcomes.

    The results were striking. Girls who had been young enough to benefit from free schooling gained, on average, 1.22 more years of education thanks to the programme. That corresponds to a 34% increase in the years of education compared to similar women who missed out on the policy. Crucially, this increase occurred across the board – both poor and wealthier women gained more education.

    But there was a twist: only young women from poor backgrounds seemed to reap broader benefits from that extra schooling.

    For girls from very low-income households, one additional year of schooling reduced the likelihood of becoming a teenage mother by nearly 7 percentage points.

    It also decreased their desired number of children and boosted their literacy and chances of working for a cash income outside their own home. These are all powerful indicators of women gaining autonomy and making more informed reproductive choices.

    While girls from wealthier households experienced an increase in education too, this additional schooling showed no measurable effect on fertility, literacy, or employment outcomes for them. Thus, we did not find any statistically significant impact of increased schooling for these girls.

    In other words, the free primary education programme in Burundi increased the number of years of education for girls in general but the downstream effects of that education appear to have materialised only for the very poor.

    Why does household wealth matter?

    Why would women from the relatively wealthier families not benefit equally from more education?

    One reason could be that somewhat wealthier households had already ensured higher levels of education for their daughters, even before school fees were abolished in Burundi. The education reform thus made less of a difference in their lives. Very poor families, on the other hand, were far more likely to be constrained by the costs of primary education. When that barrier was removed, their daughters could finally access schooling, and this had transformative effects also for sexual and reproductive health.

    For the most disadvantaged, education is more likely to open up new economic opportunities. We found that policy-induced education increased their likelihood of working outside of their own household for a cash income, which raises the opportunity cost of early childbearing. The classic economic theory by Nobel prize laureate Gary Becker and Jacob Mincer suggests that when women have better employment prospects, they are more likely to postpone childbirth. And they invest more in their children but tend to have fewer of them. This is precisely what we observed in our data.

    Education also seems to empower women by increasing their knowledge and capacity to access information. We found that literacy rates among poor women rose significantly with each added year of schooling. Another prominent theory in the literature on education is that educated women are more likely to understand and use contraception, make informed reproductive decisions, and challenge traditional gender norms.

    Rethinking one-size-fits-all policies

    Our study underscores an important lesson for policymakers: education policies can be highly effective, but not necessarily for everyone in the same way.

    When evaluating the success of reforms like free primary education, we must go beyond average effects. Aggregated data can mask substantial differences between population groups. If we had only looked at average outcomes, we might have concluded that free schooling had little effect on teenage childbearing. But by disaggregating our data by household wealth, we see a different and far more hopeful picture. Free schooling has powerful effects – if we know where to look.

    WASHINGTON, D.C. — U.S. Senator Peter Welch (D-Vt.), a member of the Senate Finance Committee, last week joined Senators Ron Wyden (D-Ore.), Ed Markey (D-Mass.), Angus King (I-Maine) and 15 Senators in introducing a bicameral resolution calling on the Trump Administration to reverse course on a decision to stop seeking public input on many major changes to programs and policies overseen by the Department of Health and Human Services (HHS). The Trump Administration’s actions break with decades of precedent that have allowed the public and health care organizations to make their voices heard. 
    “Donald Trump and Robert Kennedy Jr. are taking a wrecking ball to our health care system. Their cruel actions will destroy HHS’ capacity to deliver services that are essential to the well-being of the American people—including tearing down the long-standing tradition of giving patients a voice in decisions about their health care. If the goal is to have more efficiency, better service, and better outcomes for patients, this is a backwards way to do it,” said Senator Welch. “The Trump Administration must immediately retract this disastrous policy and prioritize people’s lives over power grabs.”

    In early March, HHS reversed its long-standing practice of taking public comments on everything from proposed rules, grants, loans, and contracts to the structure of the agency itself. This came into full view when Secretary Kennedy announced a mass wave of firings and closures of dozens of offices across the agency that work on matters related to supporting seniors, cancer and infectious disease research and more. 
    The resolution would express the sense of the Senate that the Trump Administration should withdraw the change in policy that would significantly reduce public notice and comment, limit public engagement on new regulations at HHS, and allow HHS to take actions that will have immediate impacts on the health care system and the people it serves without soliciting public input. The text of the resolution mirrors a bipartisan resolution that was introduced in the House in 1982, which led HHS under the Reagan Administration to reverse course on a similar action to limit public input on rulemaking at the agency.

  • MIL-OSI United Kingdom: New £4.5million project to boost NHS staffing

    Anglia Ruskin University (ARU) is to lead the East of England delivery of a £4.5million national project, funded by the National Institute for Health and Care Research (NIHR), to improve healthcare in rural and coastal areas as well as disadvantaged urban communities.

    The five-year Allied Health Professions Workforce Research Partnership aims to improve patient care by ensuring staff such as paramedics, physiotherapists and radiographers are available when and where they are needed in NHS hospitals, community services, and general practice.

    There are 14 different allied health professions, providing specialist emergency, diagnostics, and treatment services from birth to end of life. After nurses and doctors, they are the third largest workforce in the NHS.

    The most recent figures put the East of England’s NHS unfilled vacancy rate at 8.1%, the highest in the country outside of London.

    Professor Sally Fowler-Davis of ARU will work closely with partners across the nation including Sheffield Hallam University, University of Lincoln, University of Sheffield, University of Suffolk, University of Leeds and NHS East of England.

    Researchers will collaborate in three regional hubs based in Lincolnshire, South Yorkshire and the East of England to test new ways to address staffing problems in these areas and help them to best meet the needs of patients.

    The project will bring together researchers and NHS partners, as well as patient and staff groups, to jointly design new ways of working that will improve patient care and help recruitment, retention and job satisfaction.

    Conducted midyear 2024, the survey of approximately 170 colleges and universities showed an overall average plan cost rise of 7.1% with schools in the survey’s Eastern region seeing increases of 10% or more. Other regions surveyed experienced more moderate hikes of 5% or less. The survey also noted a decline in enrollment in student health plans, from 29% in 2023 to 24% in 2024.

    “While student health plans are generally more stable in cost than employer-based plans, they are not immune to larger pricing trends,” said Terry Lyons, National Education Practice Leader, Risk Strategies. “Our survey shows the higher education industry is working hard to manage the issue and meet student needs.”

    To address rising costs, 32% of schools indicated that they had adjusted medical benefits offerings, and 18% said they had modified the prescription drug coverage offered in the plan. The most common changes included:

    • Higher copays and deductibles, with the average deductible increasing from $300 to $360
    • Shifts from copays to coinsurance for specialty drugs, rising from 12% to 27%
    • Increase in insurance verification for waiver/opt-out enrollment

    “With plan costs increasing and enrollments in those plans declining, we see institutions working to find new ways to engage their students about the value of plan coverage,” said Elizabeth Marks, Senior Strategy Consultant, Student Health, Risk Strategies National Education Practice. “Clarifying plan benefits and emphasizing affordability will likely be key elements of this effort.”

    In other findings from this edition of the survey, mental health remained an important focus, though it ranked fourth nationally as a priority (76%) – lower than in previous years. It does remain, however, a leading priority for small schools (88%) and institutions in the East (91%). The survey also indicated that more schools (89% in 2024, up from 74% in 2023) are offering wellness programs, though smaller institutions face resource constraints.

    The National Institutes of Health (NIH) and the Centers for Medicare & Medicaid Services (CMS) today announced a landmark partnership to enable NIH to build a real-world data platform enabling advanced research across claims data, electronic medical records, and consumer wearables.
    This partnership will focus first on enabling research around the root causes of autism spectrum disorder (ASD). In the long term, the partnership will link real-world data, in a manner consistent with applicable privacy laws to protect Americans’ sensitive health information, for research on chronic conditions—a core priority of President Trump and the Department of Health and Human Services (HHS) Secretary Robert F. Kennedy, Jr.
    “We’re using this partnership to uncover the root causes of autism and other chronic diseases,” said HHS Secretary Robert F. Kennedy, Jr. “We’re pulling back the curtain—with full transparency and accountability—to deliver the honest answers families have waited far too long to hear.”
    CMS and NIH will start this partnership by establishing a data use agreement under CMS’ Research Data Disclosure Program focused on Medicare and Medicaid enrollees with a diagnosis of ASD. Using ASD as the pilot research program, teams at CMS and NIH will establish a secure tech-enabled mechanism to enhance this data sharing with timely, privacy and security compliant data exchange. This pilot research program will inform continued development of a landmark NIH platform to ultimately be used by researchers in understanding healthcare utilization, chronic disease etiology and treatment, and the economic burden of chronic conditions.

    Robert F. Kennedy Jr, the United States’ top public health official, recently claimed some religious groups avoid the measles, mumps and rubella (MMR) vaccine because it contains “aborted fetus debris” and “DNA particles”.

    The US is facing its worst measles outbreaks in years with nearly 900 cases across the country and active outbreaks in several states.

    At the same time, Kennedy, secretary of the Department of Health and Human Services, continues to erode trust in vaccines.

    So what can we make of his latest claims?

    There’s no fetal debris in the MMR vaccine

    Kennedy said “aborted fetus debris” in MMR vaccines is the reason many religious people refuse vaccination. He referred specifically to the Mennonites in Texas, a deeply religious community, who have been among the hardest hit by the current measles outbreaks.

    Many vaccines work by using a small amount of an attenuated (weakened) form of a virus, or in the case of the MMR vaccine, attenuated forms of the viruses that cause measles, mumps and rubella. This gives the immune system a safe opportunity to learn how to recognise and respond to these viruses.

    As a result, if a person is later exposed to the actual infection, their immune system can react swiftly and effectively, preventing serious illness.

    Kennedy’s claim about fetal debris specifically refers to the rubella component of the MMR vaccine. The rubella virus is generally grown in a human cell line known as WI-38, which was originally derived from lung tissue of a single elective abortion in the 1960s. This cell line has been used for decades, and no new fetal tissue has been used since.

    Certain vaccines for other diseases, such as chickenpox, hepatitis A and rabies, have also been made by growing the viruses in fetal cells.

    These cells are used not because of their origin, but because they provide a stable, safe and reliable environment for growing the attenuated virus. They serve only as a growth medium for the virus and they are not part of the final product.

    You might think of the cells as virus-producing factories. Once the virus is grown, it’s extracted and purified as part of a rigorous process to meet strict safety and quality standards. What remains in the final vaccine is the virus itself and stabilising agents, but not human cells, nor fetal tissue.

    So claims about “fetal debris” in the vaccine are false.

    It’s also worth noting the world’s major religions permit the use of vaccines developed from cells originally derived from fetal tissue when there are no alternative products available.

    Are there fragments of DNA in the MMR vaccine?

    Kennedy claimed the Mennonites’ reluctance to vaccinate stems from “religious objections” to what he described as “a lot of aborted fetus debris and DNA particles” in the MMR vaccine.

    The latter claim, about the vaccine containing DNA particles, is technically true. Trace amounts of DNA fragments from the human cell lines used to produce the rubella component of the MMR vaccine may remain even after purification.

    However, with this claim, there’s an implication these fragments pose a health risk. This is false.

    Any DNA that may be present in this vaccine exists in extremely small amounts, is highly fragmented and degraded, and is biologically inert – that is, it cannot cause harm.

    Even if, hypothetically, intact DNA were present in the vaccine (which it’s not), it would not have the capacity to cause harm. One common (but unfounded) concern is that foreign DNA could integrate with a person’s own DNA, and alter their genome.

    Introducing DNA into human cells in a way that leads to integration is very difficult. Even when scientists are deliberately trying to do this, for example, in gene therapy, it requires precise tools, special viral delivery systems and controlled conditions.

    It’s also important to remember our bodies are exposed to foreign DNA constantly, through food, bacteria and even our own microbiome. Our immune system routinely digests and disposes of this material without incorporating it into our genome.

    This question has been extensively studied over decades. Multiple health authorities, including Australia’s Therapeutic Goods Administration, have addressed the misinformation regarding perceived harm from residual DNA in vaccines.

    Ultimately, the idea that fragmented DNA in a vaccine could cause genetic harm is false.

    The bottom line

    Despite what Kennedy would have you believe, there’s no fetal debris in the MMR vaccine, and the trace amounts of DNA fragments that may remain pose no health risk.

    What the evidence does show, however, is that vaccines like the MMR vaccine offer excellent protection against deadly and preventable diseases, and have saved millions of lives around the world.

  • MIL-OSI Global: Measles could again become widespread as cases surge worldwide

    Globally, measles is on the rise across the U.S., Canada, Mexico, South America and parts of Europe. In 2025, North and South America saw 11 times more cases than during the same period last year. In Europe, measles rates are at their highest point in 25 years.

    In the U.S., as of May 2, 2025, health authorities have confirmed 935 cases of measles affecting 30 states. This is a huge surge compared with the 285 cases reported in 2024. A large measles outbreak is happening in Canada, too, with over 1,000 cases.

    The Conversation asked Rebecca Schein, a specialist in pediatric infectious diseases, to explain what this spike at home and abroad might mean for a disease that was declared eliminated from the U.S. in 2000.

    How do measles cases this year compare with previous years?

    From 2000 to 2010, less than 100 measles cases were reported each year in the U.S. Since 2010, there have been isolated outbreaks, mainly in unvaccinated communities, with approximately 200 to 300 cases a year. The latest major outbreak in the U.S. was in 2019, with 1,274 cases, primarily in the New York City metropolitan area and parts of New Jersey.

    Cases fell in 2020 to 2023 during the COVID-19 pandemic, returning to prepandemic levels in 2024. Currently, most U.S. cases are coming from an epidemic in Texas, with 702 confirmed cases as of May 6. Of these, 91 people were hospitalized and three people, two of them children, died. Measles cases are still being reported. Texas is one of 12 measles outbreaks documented in the U.S. in 2025 to date.

    The World Health Organization has declared both North and South America to be at high risk for measles. Canada reported a total of 1,177 cases as of April 19, with 951 of them linked to an outbreak that began in New Brunswick in October 2024 and spread to seven provinces. In 2023, there were 12 measles cases in all of Canada.

    Mexico reported 421 confirmed measles cases as of April 18, and another 384 cases are under investigation. There are also small measles outbreaks in South America, with Belize reporting its first two cases since 1991. Brazil reported five cases, and in Argentina there are 21 confirmed cases of measles, mainly in the capital city of Buenos Aires.

    U.S. exports these days include measles.

    In Europe, measles cases rose tenfold, hitting 35,212 in 2024, according to the European Centre for Disease Prevention and Control.

    How did the US eliminate measles?

    Measles is one of the most contagious infections ever identified. One person with measles can spread the infection to 12 to 18 others. That number, which epidemiologists call R0, is 1 to 4 for the flu and 2 to 5 for COVID-19.

    In 1912, measles became a nationally reportable disease tracked by all the health departments in the U.S. At that time, there were about 3 million to 4 million cases and 6,000 deaths each year in the country. Medical care improved and the death rate decreased, but cases spiked to epidemic levels every two to three years.

    It was not until 1963, when the first measles vaccine became widely available, that cases dropped dramatically. The current measles vaccine, which is called the MMR vaccine because it also includes vaccines against mumps and rubella, was released in 1971. In 1977, the U.S. government launched the National Childhood Immunization Initiative to ensure that school children received vaccination against polio, diphtheria, pertussis, tetanus, mumps, rubella and measles. Vaccination rates in children starting elementary school rose to 96% by 1981. Beginning in 1993, the Vaccines for Children program helped ensure that every child could receive vaccinations regardless of ability to pay.

    Vaccination programs were a resounding success. By 2000, measles cases arising in the U.S. had fallen to zero, with infections occurring only in people who traveled abroad. That year, the Centers for Disease Control and Prevention declared that measles was eliminated in the country.

    Why are rising measles rates so worrisome?

    Measles is a virus, like the common cold. Unlike bacterial infections, which can be treated with antibiotics, viral infections are typically not treatable but can often be prevented through vaccination programs.

    Vaccination stimulates the body’s immune system to make antibodies to fight a specific infection. For most people, just one dose of the measles vaccine protects them from infection. The second dose helps ensure long-term protection. Measles is so infectious that 95% of the population must be vaccinated to protect the community, a concept called herd immunity.

    During the past 20 years, however, vaccination rates are decreasing globally, with an especially sharp drop during the pandemic from limited exposure to medical care. Aligned with this trend, measles cases in the U.S. have been rising. As a result, some infectious disease experts worry that measles is heading toward becoming a common infection again.

    What happens if measles rates continue to rise?

    Public health officials define endemic infections as being consistently present within a region. For example, the common cold and now COVID-19 are endemic in the U.S.

    A higher-than-normal number of cases in an area is termed an outbreak. For measles, an outbreak is defined as more than three cases in a county or local area. When cases from an outbreak spread outside the local area, that is an epidemic, and if an epidemic spreads into many countries across the world, it becomes a pandemic.

    The measles outbreak in Texas started in January 2025 as an outbreak in six counties and quickly reached epidemic levels, hitting a total of 29 counties and a count of 702 cases as of May 6.

    A 2022 study used a computer algorithm to model the trajectory of measles cases in the U.S. given the drop in vaccination rates during the pandemic. If children who missed vaccines due to the pandemic do not receive catch-up vaccinations, and vaccine hesitancy continues at current rates, the study found, then 21% of U.S. children – about 15 million – will be vulnerable to measles over the following five years. That is well below the number needed to prevent measles outbreaks.

    A study using a similar approach published in April 2025 found that measles is likely to become endemic again in the U.S. and predicted that the country could experience 850,000 cases over the next 25 years if vaccination rates remain the same. If vaccine rates decrease further, the study found, case numbers could increase to 11 million over the next 25 years.

    What would it take to reverse the rise in measles?

    Reversing this trend will require steadily increasing community vaccination rates. The April 2025 study found that boosting community vaccination rates by 5% would tamp down the increase in cases to between 3,000 and 19,000 over the next 25 years.

    Another epidemiological model that estimates measles spread, published in February, predicted that by intervening early in an outbreak with local health department support, measles outbreaks can be contained as long as 85% of the population is vaccinated against the disease.

    That, of course, requires ensured ongoing access to free and accessible childhood vaccinations and restoration of the public’s trust in measles vaccines.

  • MIL-OSI Global: Contaminated milk from one plant in Illinois sickened thousands with ‘Salmonella’ in 1985 − as outbreaks rise in the US, lessons from this one remain true

    In 1985, contaminated milk in Illinois led to a Salmonella outbreak that infected hundreds of thousands of people across the United States and caused at least 12 deaths. At the time, it was the largest single outbreak of foodborne illness in the U.S. and remains the worst outbreak of Salmonella food poisoning in American history.

    Many questions circulated during the outbreak. How could this contamination occur in a modern dairy farm? Was it caused by a flaw in engineering or processing, or was this the result of deliberate sabotage? What roles, if any, did politics and failed leadership play?

    From my 50 years of working in public health, I’ve found that reflecting on the past can help researchers and officials prepare for future challenges. Revisiting this investigation and its outcome provides lessons on how food safety inspections go hand in hand with consumer protection and public health, especially as hospitalizations and deaths from foodborne illnesses rise.

    Contamination, investigation and intrigue

    The Illinois Department of Public Health and the U.S. Centers for Disease Control and Prevention led the investigation into the outbreak. The public health laboratories of the city of Chicago and state of Illinois were also closely involved in testing milk samples.

    Investigators and epidemiologists from local, state and federal public health agencies found that specific lots of milk with expiration dates up to April 17, 1985, were contaminated with Salmonella. The outbreak may have been caused by a valve at a processing plant that allowed pasteurized milk to mix with raw milk, which can carry several harmful microorganisms, including Salmonella.

    Overall, labs and hospitals in Illinois and five other Midwest states – Indiana, Iowa, Michigan, Minnesota and Wisconsin – reported over 16,100 cases of suspected Salmonella poisoning to health officials.

    To make dairy products, skimmed milk is usually separated from cream, then blended back together in different levels to achieve the desired fat content. While most dairies pasteurize their products after blending, Hillfarm Dairy in Melrose Park, Illinois, pasteurized the milk first before blending it into various products such as skim milk and 2% milk.

    Subsequent examination of the production process suggested that Salmonella may have grown in the threads of a screw-on cap used to seal an end of a mixing pipe. Investigators also found this strain of Salmonella 10 months earlier in a much smaller outbreak in the Chicago area.

    Finding the source

    The contaminated milk was produced at Hillfarm Dairy in Melrose Park, which was operated at the time by Jewel Companies Inc. During an April 3 inspection of the company’s plant, the Food and Drug Administration found 13 health and safety violations.

    The legal fallout of the outbreak expanded when the Illinois attorney general filed suit against Jewel Companies Inc., alleging that employees at as many as 18 stores in the grocery chain violated water pollution laws when they dumped potentially contaminated milk into storm sewers. Later, a Cook County judge found Jewel Companies Inc. in violation of the court order to preserve milk products suspected of contamination and maintain a record of what happened to milk returned to the Hillfarm Dairy.

    Political fallout also ensued. The Illinois governor at the time, James Thompson, fired the director of the Illinois Public Health Department when it was discovered that he was vacationing in Mexico at the onset of the outbreak and failed to return to Illinois. Notably, the health director at the time of the outbreak was not a health professional. Following this episode, the governor appointed public health professional and medical doctor Bernard Turnock as director of the Illinois Department of Public Health.

    In 1987, after a nine-month trial, a jury determined that Jewel officials did not act recklessly when Salmonella-tainted milk caused one of the largest food poisoning outbreaks in U.S. history. No punitive damages were awarded to victims, and the Illinois Appellate Court later upheld the jury’s decision.

    Raw milk is linked to many foodborne illnesses.

    Lessons learned

    History teaches more than facts, figures and incidents. It provides an opportunity to reflect on how to learn from past mistakes in order to adapt to future challenges. The largest Salmonella outbreak in the U.S. to date provides several lessons.

    For one, disease surveillance is indispensable to preventing outbreaks, both then and now. People remain vulnerable to ubiquitous microorganisms such as Salmonella and E. coli, and early detection of an outbreak could stop it from spreading and getting worse.

    Additionally, food production facilities can maintain a safe food supply with careful design and monitoring. Revisiting consumer protections can help regulators keep pace with new threats from new or unfamiliar pathogens.

    Finally, there is no substitute for professional public health leadership with the competence and expertise to respond effectively to an emergency.

  • MIL-OSI USA: Graduate Student Research Symposium Recognizes Academic Excellence and Innovation

    For the first time at UConn, graduate students across all seven campuses had the opportunity to present their work at a single event: the Graduate Student Research Symposium. 

    Much of UConn’s graduate students’ research addresses real-world issues, allowing this inaugural symposium to not only celebrate academic excellence, but to also spotlight the impact graduate research has on Connecticut and beyond.  

    “Graduate students are having such a large impact on our community and on our state,” said Joy A. Hamer ’25 JD, the chief organizer of the symposium. “It was my mission to unite all seven of UConn’s branch campuses and showcase the hard work of our students.”

    Hamer, who serves as the graduate student trustee on the UConn Board of Trustees, started envisioning the event that ultimately became the poster competition while campaigning for her trustee position. A key part of her campaign was going to all of UConn’s campuses and meeting with graduate students to hear about their experiences and find ways to help them succeed.

    “Ultimately, what I found is most graduate students—irrespective of location or field of study—are conducting research that is very much interdisciplinary. For example, students studying pharmacy in Storrs, law in Hartford, or marine biology in Avery Point may all be focusing their research on environmental sustainability. Unfortunately, as we’re so dispersed across the state, a lot of our research becomes siloed,” said Hamer.

    Hamer’s mission was to highlight not only the work of graduate students but also how their research benefits the places where they live and work, which culminated in the April 23 symposium held at Rome Commons Ballroom at UConn Storrs.

    With scores of posters on display and hundreds in attendance, the symposium showcased the impressive breadth and depth of graduate research at UConn.

    In the College of Agriculture, Health and Natural Resources’ Department of Plant Science and Landscape Architecture, Ph.D. candidate Alvaro Daniel Pantoja-Benavides presented his findings regarding the extent to which the Gray Water Footprint (GWF) – the volume of fresh water required to assimilate pollutants to meet water quality standards – can be used as an indicator to compare the environmental impacts of agricultural practices. His work provides insight into how irrigation and fertilizing strategies can be advanced while maintaining sustainable practices.  

    “This has given me great opportunities to show how research can impact the environment and agriculture,” said Pantoja-Benavides. “If we know how to utilizes strategies to practice agriculture better and teach people more about it, it will benefit so many.”

    Each student who competed in the Symposium Poster Competition had their work categorized into one of six interdisciplinary research categories, with each category recognizing a winner and runner-up, followed by the winners competing in a final round. The overall winner and runner-up in the final round both came from the department of Molecular and Cellular Biology in the College of Liberal Arts and Sciences. 

    Ph.D. candidate Caroline Vieira da Silva won overall in the Cognition, Health, and Medicine category and then won the final round for her research titled, “Identification and characterization of the surface layer protein AvsA in outer membrane vesicles, antibiotic resistance, and in vivo host colonization in Aeromonas veronii.” Ph.D. candidate Sarah Pasqualetti came in first in the Economy, Energy, and Environment category, and was the overall runner-up for her work with microplastics.  

    One goal Hamer kept in mind while planning the poster competition was to give graduate students the opportunity to present their research to wider audiences, especially individuals who are not in their respective fields.  

    “Because we’re so dedicated to our research, as graduate students, it becomes easy to communicate exclusively in terms of art and industry jargon. This can make comprehension difficult for someone who isn’t in that discipline,” said Hamer. “So, the point is to be able to articulate and explain your research across sectors.

    Although poster competitions are commonly found in STEM fields, said Hamer, they seem to be translatable across disciplines. “As a law student, I’ve primarily participated in Moot Court, Mock Trial, and Negotiation competitions—all of which are very industry-specific.” Hosting this event as a poster competition offers graduate students of any field the chance to participate in sharing their findings. Additional formats such as pitch competitions and video competitions are in the works for the future iterations of the symposium.

    “It’s been helpful to learn how to communicate my research with different audiences,” said Muireann Nic Corcráin, a Ph.D. candidate in Applied Linguistics and Discourse Studies. “Talking to departments who aren’t in my field and don’t initially understand my work can further show the importance of cultural revival.”

    In her research titled, “I Have a Voice: Towards the Development of Synthetic Voices for the Passamaquoddy Language,” Corcráin focused on the language revitalization of the Passamaquoddy language.  

    This Native American language is only spoken by 12% of 3,600 members, according to Corcráin’s research, which motivated her to work towards developing a text-to-speech synthetic voice for the language.  

    Her commitment to language revitalization and developing resources for ancestral languages, like the Passamaquoddy language, led her work to be recognized as the runner-up in the Humanity, Culture, and Arts category of the competition.  

    “It’s nice to be able to research something that has an impact on so many people, and that UConn provides us with these resources to do so,” said Julia Jerolamon, a Ph.D. student in the department of Molecular and Cellular Biology. Her research focuses on deactivating a protein that, when found in high levels, has been shown to reduce survivability rates among patients with cancer.

    Hamer, who worked closely with Leslie Shor, Vice Provost for Graduate Education and Dean of The Graduate School, on organizing the event, said she was thrilled with the successful debut of what she expects to become a regular event for UConn graduate students.

    “This was our very first year, and I am so proud of our team and our engagement with the students. We’re looking forward to hosting this again in the future,” said Hamer.

  • MIL-OSI USA: Rodney Butler, Ahead of CAHNR Commencement Speech, Reflects on Decades Spent Helping His Tribe

    Rodney Butler, Chairman of the Mashantucket Pequot Tribal Nation, never aspired to become a Tribal leader. Yet, he has served on tribal council for over two decades, overseeing tremendous progress for his tribe.

    Butler ‘99 (BUS) will deliver the commencement address for the College of Agriculture, Health and Natural Resources (CAHNR) on May 10, 2025. He will also be awarded an honorary degree “in recognition of extraordinary and lasting distinction.”

    “I can’t think of someone more deserving and better suited to usher our class of 2025 into their next chapter,” says CAHNR Dean Indrajeet Chaubey. “Rodney’s ability to make a difference through innovation, collaboration, and a drive for the common good is remarkable. It’s a model we can all look to and learn from.”

    Butler studied finance at UConn and initially intended to work on Wall Street.

    “I’ve had my own savings account since I was four or five years old, and I’ve always been an avid investor,” Butler says. “The stock market was pretty steady in the 90s and my father set me up with a small investment account and I was dabbling with that and growing that, and I just fell in love with finance and analytics.”

    Butler was also a member of the UConn Football team, playing defensive back during his undergraduate years.

    After graduation, Butler returned to Mashantucket Pequot Tribal Nation to work as a financial analyst for Foxwoods Resort Casino. He later served as the interim CEO of Foxwoods in 2018.

    “Coming out of college and coming back to work for my tribe, it was just such an incredible honor to be able to do that, to give back to my community and work for my family,” Butler says.

    Butler transitioned to managing the Tribe’s non-gaming assets, like hotels, golf courses, and a pharmaceutical company. Through this work, Butler joined various governmental committees that support the Tribal Council.

    “I enjoyed it, and I was making contributions,” Butler says. “Even then, though, I didn’t think I would get into tribal leadership.”

    When Tribal Council elections rolled around in 2004, a cousin encouraged Butler to run. And he won.

    Two weeks later, Butler’s first child, his son, was born.

    “It gave me a much different perspective,” Butler says. “Yes, I’m doing this for my larger tribal family. But what I’m working for every single day is that baby at home and making sure that I’m doing right by him. It kept me humbled, grounded, and focused on long term success for the Tribe.”

    After seeing the Tribe through the 2008 financial crisis as its treasurer, Butler was elected to his first term as chairman in 2010. He has held the position ever since.

    “Because [my tribe] it’s my family, it’s personal, and every day knowing that I’m working to make a life better for them, and the tens of thousands of people who rely on Pequot, that’s very, very rewarding and keeps you driven,” Butler says.

    Despite his profile as a leader, Butler credits everything he does to community efforts.

    “What I do, especially in this position, is all about teamwork and working together for a collective success,” Butler says.

    The Mashantucket Pequot Nation was federally recognized in 1983. Since then, the tribe has made great strides developing their economy and community infrastructures.

    “What we’ve done in the last 40 years as a Tribal Nation, going from rocky ledge and wooded land, raising pigs and producing maple syrup, to a billion-dollar enterprise with multiple business units and a thriving community…to me that’s the accomplishment,” Butler says. “There’s been so much growth in a very short period of time that you just can’t help but be proud of what this community has accomplished.”

    Since 2017, the Tribe has partnered with UConn Extension to develop their agricultural infrastructure.

    This partnership has been supported by a Federally Recognized Tribes Extension Program grant through the U.S. Department of Agriculture National Institute of Food and Agriculture program.

    This collaboration stemmed from the initiative of tribal members who wanted to develop agriculture to support the tribe’s food sovereignty, or the ability of a community to feed itself.

    “It initially was just a labor of love by my cousins Jeremy Whipple and Councilor Menihan with a dream to achieve food sovereignty,” Butler says. “Their efforts and the relationship with UConn kept blossoming organically into a thriving agriculture department that has become a core initiative for our community.”

    Meechooôk Farm on the Mashantucket Pequot Tribal Nation is now a vibrant food producer for the tribe. The farm includes produce, cattle, hydroponic tunnels, and a sugar shack.

    In 2021, the Tribe established the Mashantucket Pequot Tribal Nation Department of Agriculture.

    “The passion of everyone at UConn for this and the commitment that UConn has made to the tribe and vice versa – these are lifelong friendships that just continue creating success as we grow our agriculture initiatives here,” Butler says.

    Mashantucket Pequot recently hosted a food sovereignty conference with more than 30 tribes from the Northeast represented, highlighting their relationship with UConn and how it has supported the tribe’s food sovereignty efforts.

    “We as a tribe have the ability to provide for our own in a way that we didn’t prior,” Butler says. “We’re thankful that UConn has been committed to helping us get to this level of self-resilience from a food perspective, and we’re continuing to build on it.”

    This work is one example of many that Butler has seen throughout his life and career that highlights the importance of collaboration.

    Butler encourages this year’s graduating class to remember, as he has, that everything is built through working with others.

    “I live through the notion that people are all so interconnected and you have to realize how much we need each other,” Butler says. “Real success is pulling others in, lifting them up, working together, and having that shared success.”

    The EU’s Occupational Safety and Health (OSH) Directive (89/654/EEC), establishing minimum workplace safety requirements, has remained unchanged since 1989. However, over the past three decades, the work environment and its risks have continued to evolve. The World Health Organization and the International Labour Organization have reported that work-related deaths fell by 14 % from 2000 to 2016, yet heart disease fatalities related to long working hours saw a rise of 41 % in that same period. It is thus crucial to mitigate the risks associated with health emergencies, such as sudden cardiac arrests. EU legislation can be updated to meet this risk by improving access to cardiopulmonary resuscitation (CPR) training and automated external defibrillators (AEDs). By strengthening workers’ ability to respond to medical emergencies, the EU can promote a culture of preparedness within the workplace and beyond.

    In this context:

    • 1.Does the Commission intend to revise the OSH Directive to include mandatory CPR training and AED availability in workplaces, ensuring a harmonised approach to emergency preparedness across the Member States?
    • 2.How does the Commission intend to integrate the Council conclusions of 3 December 2024 on cardiovascular health into occupational health and safety legislation, given its focus on making AEDs publicly available and ensuring individuals are properly trained to use them?

    Cyber is a poster child for growth

    The Chancellor of the Duchy of Lancaster spoke about the cyber threat landscape and how the government is using cyber to drive economic growth in a speech at CyberUK 2025 in Manchester.

    Introduction:

    Good morning everyone, 

    It’s really great to be here with you in Manchester.

    This is one of Britain’s great cities.

    From music to sport to industry, Manchester has made its mark on the world in so many ways…

    And today I want to talk to you about an area where I believe Manchester, the North West, the whole country can grow in strength in the future.

    There might have been times when a government minister making a speech about cyber security was thought to be something routine. 

    Ritual calls for preparedness, and it might not seem to have much connection to the real world.

    But not today. Not this time. Not this week. Not with what we have been seeing happening over the past few weeks. 

    Great British businesses. Household names like M&S, the Co-op, Harrods, all the subject of serious cyber incidents.

    These cyber attacks are not a game. They’re not a clever exercise. They are serious organised crime.

    The purpose is to damage and extort good businesses. It’s the digital version of an old-fashioned shake down. Either straight theft or a protection racket where your business will be safe as long as you pay the gangsters.  

    And what we’ve seen over the past couple of weeks should serve as a wake-up call for everyone – for government and the public sector, for businesses and organisations up and down the country, as if we needed one, that cybersecurity is not a luxury – it’s an absolute necessity. 

    Whether it is a system failure or a deliberate attack, no organisation can afford to treat cyber security as an afterthought.

    So it’s not routine. It’s a good time to be gathering today, to discuss what we can do to make our defences as strong as possible.

    Now it’s one of the paradoxes of modern life: technology brings huge benefits, and there’s no going back – but it also brings risks.  

    The internet is one of the greatest engines for creativity and innovation in modern history. It has transformed the way we live, work and learn. 

    Just think of the applications. Busy parents who can save so much time by ordering goods online, students with an unfathomable range of knowledge at their fingertips, families all around the world able to share pictures of those precious moments – birthdays, christenings, weddings – just at the press of a screen. All of us benefit from this astounding level of connectedness.

    Yet the technology that underpins it can be weaponised by those who want to destabilise our infrastructure, our information systems, or our industrial base.

    The UK’s critical infrastructure is now more interconnected than ever. That is empowering…

    But it also carries risks, because there are vulnerabilities –  and more than we had years ago. Right down to the household level.

    As the cost of the tech has plummeted, and broadband speeds have risen, more and more devices are connected online. In 2020, it was thought to be about 50 billion. By 2030 – which isn’t that far away now – it will be 500 billion, according to projections. 

    More connections, more interconnectedness. 

    Technological leaps are rarely born in comfort; more often, they are forged during conflict, or competition or by sheer necessity. And history shows us that innovation always accelerates when the stakes are highest, from nuclear energy to the space race.

    The stakes are high right now. And we are in the middle of another huge technological leap – a “technology shock” if you like – with AI and other emerging technologies developing at breakneck speeds. 

    It’s a duty for Government and all of us to keep up. 

    Because in the modern world, where everything is connected, and so much of it’s online, it doesn’t take much if that is attacked to cause serious disruption. 

    Just ask anyone in Spain or Portugal who went through the power outage last week. Passengers stuck in underground trains. Payment systems disabled and suddenly, for a day, cash is king again. And a host of other effects. 

    I experienced last July, just a couple of weeks after the general election, the CrowdStrike incident. We worked closely with one of the sponsors of this conference, CrowdStrike, to manage the fallout of that.

    That wasn’t a cyber attack but it did cause ripples right across the country and the world. 

    Flights grounded. Hospital appointments disrupted. Holidays cancelled. GP services cut off.

    We worked closely with the company to resolve it. But what did we learn?

    Lessons:

    First, you’ve got to bring people together and coordinate. We had the National Cyber Security Centre, the Cabinet Office – the department I lead – Microsoft and CrowdStrike, all the different parts of government to understand what the incident was. 

    Secondly, Government cannot do it alone. You have to have good partnerships between the public and private sector. 

    And thirdly, even though it exposed a responsibility, there is also a prize to be grasped here. 

    Because if interconnectedness that I’ve spoken about requires greater protection and powers of recovery, then those countries that think about this, that invest in the cybersecurity services, will be able to offer those services to those that need them. 

    Just think about previous waves of interconnectedness and how the UK led the way in protecting them. Think about how Lloyds of London, for example, insured shipping right across the globe, well so too can the UK play a major role in cyber security. A new kind of technological insurance.

    We are already the third largest exporter of these products and services in the world.

    And as the technology continues to develop, I believe that our cyber companies and start-ups can use that current competitive advantage as a launchpad for greater success – for the benefit of the entire UK economy.

    So my message this morning to you is that it’s not just about vulnerability and risk – it’s about economic growth too.  

    Later this year, we’ll publish a new National Cyber Strategy that will set out how we want to approach these challenges and opportunities in the years to come. 

    Today I want to touch on three aspects of that today: threats, security and growth.

    Threat landscape

    Scale of activity:

    The threat is growing. 

    Last year the NCSC received almost 2,000 reports of cyber attacks – of which 90 were deemed significant, and 12 at the top end of severity. 

    That is three times the number of severe attacks compared to the year before (2023).

    They’re targeted both Government and private systems.

    Combatting it is a constant challenge. I can’t stand here this morning and tell you that Government systems are bombproof. That is not the case.

    These are new systems, built on top of legacy systems, and we’re doing everything in our power to modernise the state, and to upgrade those core systems . But the Government, and the country as a whole, has to take this seriously if we’re going to do it securely in the future.

    Artificial Intelligence:

    It’s our strong conviction that Artificial Intelligence will bring huge opportunities to the UK. We want this country to be a good home both for investment and adoption in this field. But like all general purpose technologies, it can be used for good or ill.

    And just as people and businesses across the country are using AI in all sorts of applications, so too are our adversaries. 

    Today, we are declassifying an intelligence assessment that shows AI is going to increase not only the frequency, but the intensity, of cyber attacks in the coming years.

    Our security systems will only remain secure if they keep pace with what our adversaries are doing. 

    And that’s why it’s imperative to understand what they’re doing and why.

    State-actors:

    And today state-backed cyber hacking has become the new normal.

    Hostile states constantly working to degrade our military advantage. With cyber criminals who will routinely sell their services to other states. These cyber mercenaries can cause huge harm.

    Sometimes to steal money. For example, it is thought that North Korea stole $1.34bn through cryptocurrency theft last year, causing US officials to describe their hackers as the “world’s leading bank robbers”.

    The cyber activity we are seeing in countries like North Korea reflects that grey area that exists between some states and cyber criminals. 

    My colleagues at the Home Office, under the leadership of the Home Secretary and the Security Minister, are working hard to strengthen our overall response to cyber crime. They have been consulting on a number of ransomware proposals designed to thwart our enemies.

    Other state-backed hacking is done as part of a wider war – and we’ve seen that with Russia’s illegal invasion of Ukraine. 

    How Ukraine is putting up an incredibly brave fight against cyberwarfare unleashed by the Russians, and we have vowed to stand shoulder-to-shoulder with Ukraine for as long as it takes to defend their sovereignty. 

    And so we’re going to invest £8 million in the Ukraine Cyber Programme over the next year to counter the Kremlin’s cyber aggression.

    What Russia is doing doesn’t stop in Ukraine. There have been a number of other attacks and disinformation campaigns in other countries.

    For example, in Moldova’s presidential election last year. And we know that they will keep trying. So we will be investing £1 million in cyber capabilities in Moldova, to help give that country the tools to combat Russian cyber attacks and ensure their upcoming parliamentary election can be as democratic, fair and open as possible.

    Our country has always defended freedom.

    This is part of the defence of freedom and democracy that has been part of our country’s history.

    But defence today is not just about troops and missiles.

    It’s also about this cyber realm, too – and this Government is absolutely committed to making sure we and our allies are strong in this domain. 

    China:

    And let me say a word about China.

    When we think about international activity in cyberspace, we need to be clear-eyed about the challenge posed by China. 

    It is well on its way to becoming a cyber superpower. It has the sophistication. The scale. And the seriousness.

    It’s one of the world leaders in AI, as the world’s second largest economy it’s deeply embedded in global supply chains and markets.

    We need to view China’s approach to cyberspace with open eyes. Disengagement economically from China is not an option. Neither’s naivety. 

    The job of a responsible Government is to protect our people and constructively engage with the world as it is.

    “Stop the world I want to get off” is not in the United Kingdom’s interests.

    Rather, our approach should be to engage constructively and consistently with China where it is in the UK’s economic interests, but also to be clear that we will robustly defend our own cyberspace.

    Bolstering our defences

    And I want to thank the organisations that do that. GCHQ, NCSC, the National Cyber Force – they keep watch, working tirelessly with our allies, with the Five Eyes alliance, to stay ahead of our competitors.

    Our intelligence agencies also play a key role in growing our overall cyber ecosystem – acting as a training bed for all kinds of experts who go on to be successful cyber entrepreneurs.

    LASR:

    And we’re investing in new capabilities in this regard. 

    Last year, I launched a new public-private partnership to keep the UK on top of some of the risks emerging on how we harness AI.

    The idea behind the Laboratory for AI Security Research – or LASR, as we’ve come to call it – is simple: accelerate innovation and research into how AI can protect our national security.

    Since November, its funded 10 PhDs at Oxford University; funded an in-house team of 9 researchers at The Turing Institute; and its funded research at 8 other leading UK universities including Queen’s University Belfast and Lancaster University.

    And we are committing an extra £7million to LASR’s research over the next financial year. 

    And I’m pleased to announce it has agreed a new partnership with one of the biggest tech companies in the world, Cisco.

    They are going to be collaborating with GCHQ and the NCSC, and other partners to expand the research and innovation capacity of the Lab.

    They will be running challenges across the UK, and build a demonstrator here in the North West to showcase how our scientists and entrepreneurs can work together to manage the risks, build the skills and grasp the opportunities of AI security.

    This is the first collaboration of its kind with LASR, and will be a trailblazer and it will help LASR drive cutting-edge research into the impact of AI on national security.

    Cyber Security and Resilience Bill:

    We’re also modernising the way the state approaches this, through the Cyber Security and Resilience Bill. 

    That legislation will bolster our national defences. It will grant new powers to the Technology Secretary to direct regulated organisations to reinforce their defences.

    And as we begin scrutiny of that Bill in Parliament, we will be launching a new Software Security Code of Practice – to help all organisations take the measures they need to embed security and resilience. 

    And the prize of all this is growth. Safe economic growth. 

    Growth

    When we’re talking about cyber, it’s easy to focus on the risks and threats. 

    But we also need to think about the reward. There is enormous potential for cyber security to be a driving force in our economy. 

    We already have over 2,000 businesses across the UK. An estimated 67,000 jobs – with an increase of 6,000 in the last 12 months.

    Revenue of more than £13billion.

    And as I said, we’re exporting this across the world.
    But there is still potential on the table.
    So we’re supporting an independent report from Imperial College and Bristol University, who are going to apply their knowledge and expertise to help us establish which levers we need to pull, and how we do that.

    And ahead of the report, we are already making some big investments like the £1billion going into a new state-of-the-art Golden Valley campus near GCHQ’s Cheltenham office.

    That site alone is expected to create 12,000 jobs and be home to hospitality, retail businesses, as well as 3,700 new homes. It is all growth. 

    Industrial Strategy:

    And that is why cyber is part of our Industrial Strategy too. It is a significant part of our economic future.

    Conclusion:

    So as I said at the start of my remarks, we are in a new world.

    In fact, it’s incredible to think it’s been only 36 years since Tim Berners Lee invented the World Wide Web. 

    I have teenage children and sometimes I try to explain to them the world before the internet. It’s not something they find easy to understand. The pace of change that we have seen during that time is unlikely to slow down.

    So we have got to take the long view: not just think about the technologies of today, but what it might look like in 10 or 20 years.

    Cyber attacks and cyber hacking are likely to be permanent features of this new global order – there is no point in pretending otherwise.

    But the opportunities are also huge, and I believe that this country, in its position of creativity and innovation, will be at the vanguard of cyberspace and cybersecurity for decades to come.

    Seizing the opportunities to grow the sector, protecting and defending other parts of the economy.

    Standing by our allies in an ever changing world, and defending democracy right across the world.

    It is at once one of the challenges and opportunities of our time, and we have to work together to meet it.

  • MIL-OSI United Nations: 7 May 2025 Departmental update Low-cost, quality-assured HIV tests to sustain access to life-saving services

    HIV testing is an essential health service and is the critical gateway to both prevention and treatment. With several countries facing significant financial uncertainty, it is urgent for countries to adopt pragmatic cost-saving measures. By prioritizing low-cost and effective differentiated HIV testing solutions, countries can ensure continuity of services for people living with HIV on life-saving treatment and protect hard-won public health gains.

    To adapt to this new environment, WHO encourages countries to adopt low-cost WHO pre-qualified HIV rapid tests as the first test in their testing strategy and update their national algorithms accordingly. This also applies to the HIV syphilis dual tests in antenatal care. Adopting a high quality and low-cost first test in a national HIV testing algorithm will result in an immediate and substantial reduction in testing costs for countries. Countries can refer to WHO’s Toolkit to optimize HIV testing algorithms to select a listed low-cost product and to be able to rapidly transition their testing programmes. 

    WHO recommends flexible algorithms and supports verification studies during or after the algorithm transition, using multiple WHO prequalified products as the first test. 

    For additional savings, WHO urges countries to adopt low-cost and quality-assured HIV self-tests (blood or oral). Programmes with limited health workers and testing capacity may also consider using HIV self-tests as an alternative first test, especially in contexts where gaps in maintaining service delivery remain. Further guidance on using HIV self-tests can be found in the 2024 WHO Consolidated guidelines on differentiated HIV testing service. This includes a recommendation on facility-based self-testing. It also aims to help countries sustain and expand HIV testing coverage amid constrained budgets.  

    “The global HIV response and epidemic control is at risk,” said Dr Meg Doherty, Director of WHO Global HIV, Hepatitis and STI Programmes. “We must continue to do everything we can to support countries in delivering life-saving HIV services. Providing countries flexibility and shifting to low-cost, quality-assured HIV rapid tests  , dual HIV/syphilis and self-tests will ensure impact, quality and allow more resources to reach people living with HIV and prevent new infections.”

    WHO can support countries to expedite product availability in countries, such as through waivers to expedite regulatory approvals, which are needed to make this rapid transition. Existing national regulatory pathways can also help fast-track the introduction and registration of new products.

    There is a wide selection of low-cost, WHO-prequalified HIV tests available. Countries can use the WHO diagnostic catalogue and product selection tool to review these options and optimize their national testing strategies. “This guidance is only possible thanks to   WHO’s Prequalification (PQ) Programme, which ensures that quality-assured diagnostics are accessible and affordable for all low- and middle-income countries,” said Dr Rogerio Gaspar, Director of WHO Department of Regulation and Prequalification. 

    The WHO PQ Programme evaluates HIV in vitro diagnostics against international standards of quality, safety and performance. It plays a crucial role in ensuring that countries can provide high-quality diagnosis, effective prevention, and access to treatment for those who need it.

    Engagement with procurers and those hosting pooled procurement mechanisms is critical as well. 

    “The Global Fund welcomes this important guidance from the World Health Organization, which will help countries sustain life-saving HIV services,” said Marijke Wijnroks, the Global Fund’s Head of Strategic Investment and Impact. “We look forward to working with countries to support adoption and implementation of this guidance to both minimize the costs of HIV tests and ensure sustained provision and access to HIV testing services.”

    With support from global partners,  WHO continues to work to secure access to HIV diagnostics in all countries and across all settings to ensure life-saving services continue and no one is left behind.

  • MIL-OSI Australia: Firearm seizure – Moil

    The Northern Territory Police Force has seized a homemade firearm and other firearm equipment following an incident in Moil on Sunday.

    About 4:10am, the Joint Emergency Services Communications Centre (JESCC) received multiple calls in relation to the discharge of a firearm at a residence. As part of these calls, a 43-year-old male called to self-report that he had unintentionally shot himself in the foot.

    Police deployed and applied first aid to the male at the residence before he was conveyed to Royal Darwin Hospital by St John Ambulance in a serious but stable condition. Police seized a privately manufactured firearm following the incident.

    Yesterday, members from the Firearms Audit and Enforcement Unit conducted a lawful search at the residence and subsequently seized a partially manufactured firearm, an electronic firing device for explosives and other equipment used in the manufacturing of firearms.

    Investigations remain ongoing and the male is expected to be charged at a later date.

    Police urge the public to be aware of the serious risks posed by illegal and privately manufactured firearms. These weapons are often unreliable and can cause severe injury or death. The illegal manufacturing of firearms is an offence against the Northern Territory Firearms Act 1997 and carries penalties up to 10 years imprisonment.

    Anyone with information regarding illegal firearms, their misuse, or individuals involved in manufacturing firearms is strongly encouraged to report it to the police on 131 444. Reports can also be made anonymously through Crime Stoppers on 1800 333 000 or via Crime Stoppers NT.

    Following the inauguration of the 47th President of the United States in January 2025, the new administration has swiftly introduced substantial budget reductions to key scientific institutions, including the National Institutes of Health and the National Science Foundation. These measures risk severely undermining progress in global scientific research. Concurrently, the administration has reversed existing diversity, equity and inclusion programmes and suspended federal funding to educational institutions that have declined to comply with its directives.

    A recent Nature survey indicates that approximately three quarters of researchers are now contemplating leaving the United States due to these concerning developments. In response, several European countries have begun actively seeking to attract American researchers, scientists and academics to their institutions.

    • 1.In the light of this situation, what steps has the Commission taken to formulate a common European approach to attract highly qualified and talented American researchers, scientists and academics to the European Union?

    Peter Ameerali (2005) is a leading public law litigator and has been a constitutional expert with the B.C. Ministry of Attorney General since 2005. He pioneered B.C.’s civil forfeiture regime and has argued at all court levels. A recognized mentor and trainer, Ameerali has shaped the careers of dozens of lawyers and articled students. He is a respected leader in legal ethics, equity and inclusion, serving in senior advisory roles within and outside government.

    Morgan Camley (2006) is a nationally recognized barrister known for her excellence in complex litigation and regulatory matters. With a practice rooted in advocacy, she has appeared at all levels of court in B.C. and beyond. A dedicated mentor and leader, Camley is a champion for 2SLGBTQ inclusion in law and a respected voice in legal education and access to justice.     Nikki Charlton (2004) is one of British Columbia’s leading family law practitioners, recognized by Lexpert and Best Lawyers Canada for her expertise and advocacy. She chaired the BC Hear the Child Society and has contributed to multiple family-law organizations. A passionate advocate for children, she strives to support families through less adversarial processes, enhancing access to justice and promoting child-centred practices in the family justice system.

    Christina Cook (2010) founded the Indigenous Lawyer History website and has held key leadership roles, including as an elected bencher for the Law Society of BC and chair of the Canadian Bar Association BC (CBABC) Aboriginal Lawyers Forum. She is a recognized advocate for diversity and inclusion, having received awards such as the UBC Indigenous Law Students Association’s Courage in Law Award and the Philippa Samworth Award for the Advancement of Women in Law.     Barbara Cornish (1992) is a nationally and internationally recognized mediator and arbitrator, specializing in commercial, insurance and regulatory disputes. A partner at Cornish Margolis Boyd, she focuses exclusively on alternative dispute resolution (ADR) and has been named a Global Elite Thought Leader in ADR.     Vincent Critchley (1997) is a highly regarded professional liability lawyer and the managing partner at QA Law. With more than 25 years of experience, he is the go-to lawyer for repairing legal errors, particularly on behalf of the Lawyers Indemnity Fund. He has been at the forefront of developing the law in areas that affect legal malpractice. Critchley has appeared as lead counsel in precedent-setting cases at the Court of Appeal.     Kevin Kohan (2003) is chief legislative counsel and registrar of regulations for British Columbia and has played a pivotal role in shaping provincial legislation for more than two decades. Known for his legal precision, leadership and integrity, Kohan has drafted landmark laws, such as emergency COVID-19 legislation and the Declaration on the Rights of Indigenous Peoples Act. He leads a team of more than 50 professionals and has modernized legislative drafting to reflect inclusive and transparent governance. He is a adviser to cabinet and a two-time Premier’s Award recipient.

    Andrew MacDonald (1989) is a deputy regional Crown counsel with the BCPS, after stepping down as regional Crown counsel for the Fraser region in 2024. Known for his integrity and exceptional judgment, he has mentored young lawyers and contributed to legal education. He is recognized for his commitment to justice and volunteer work in the community. His leadership within the BCPS has made a lasting impact on the prosecution service.

    Andrea MacKay (2000) is one of British Columbia’s top trial and appellate litigators, with a practice spanning complex civil, criminal and administrative law. MacKay has appeared in numerous landmark cases, including at the Supreme Court of Canada, and has also made a significant contribution to the bench and bar through her extensive work on criminal ineffective assistance appeals. She frequently assists the Law Society of B.C. and colleagues in challenging matters and provides pro-bono representation in cases of public importance. She has taught at the national criminal law program and has been an instructor at the McEachern advanced trial advocacy course.

    Anne MacKenzie (1979) has had a distinguished career, including 34 years as a judge, serving as Associate Chief Justice of the Supreme Court of B.C. and as a Court of Appeal justice. Recently returning to practice at Hira Rowan LLP, she has presided over significant civil, criminal and family trials, including in French. As a mentor, she has played a key role in judicial education. She retired from the bench in 2024 and continues to contribute to the legal community through practice and educational initiatives.

    Raji Mangat (2011) is a respected non-profit leader and litigator with 20 years of experience working to improve access to justice for marginalized communities through systemic change efforts. She is a strong advocate for equity and inclusion in the legal profession and has donated her time to several legal organizations, including Access Pro Bono, Health Justice, and Federation of Asian Canadian Lawyers BC.

    Suzette Narbonne (1995) is the managing lawyer at the Society for Children and Youth Legal Centre in Vancouver. Her legal career began in 1989 with Legal Aid Manitoba, where she served in remote areas and First Nations communities. After moving to B.C. in 1995, she focused on legal-aid clients before joining the Society for Children and Youth in 2017. She is an advocate for children’s legal rights, leading initiatives to ensure children’s voices are heard in legal matters.

    Emily Ohler (2001) is a respected human rights leader known for her innovative, values-driven approach to complex challenges. As chair of the BC Human Rights Tribunal, she led a turnaround during a period of crisis, securing critical funding, restructuring operations and launching reforms that reduced delays and restored public confidence. With a global background in international law and United Nation’s reparations, Ohler combines legal expertise with strategic vision, equity and integrity.

    Mark Oulton (2000) has long been recognized as one of B.C.’s leading public law, natural resource and commercial law barristers. His unique background has allowed him to develop a multi-disciplinary litigation practice that sits at the intersection of forestry, commercial and Indigenous law, and engages challenging and important issues at the centre of reconciliation and its intersection with the provincial economy. Beyond the courtroom, Oulton is a director with VanIAC and Brockton school, and an author for CLEBC.

    David Paterson (1985) is a prominent litigator in Aboriginal law and reconciliation, currently practising at Paterson Law Office. He played a key role in landmark cases and negotiated the historic Haida Title Lands Agreement. His contributions to residential school litigation were instrumental in the Indian Residential Schools Settlement Agreement. He is a leader in public service and legal organizations, such as Reconciliation Canada. His integrity and expertise have earned him widespread recognition for his dedication to justice and reconciliation in Canada.

    Georges Rivard (1992) practises criminal law in Fort St. John, defending cases in English and French. Of French Canadian Métis heritage, he advocates for marginalized communities in northern B.C., particularly First Nations clients. He is committed to language rights, advancing these causes in court and mentoring young lawyers. As a bencher for the Law Society of BC, he contributes to ethics and complaints review. His fierce advocacy and dedication to diversity and justice have earned him respect in the legal community, particularly in the northern and rural regions of B.C.

    Salima Samnani (2008) is the director of legal services at the Indigenous Community Legal Clinic and a lecturer at Peter A. Allard school of law at the University of British Columbia. She is the principal of Salima Samnani Law Corporation, where she practices in family law and employment law, providing legal expertise to individuals, community organizations, non-profit legal services and marginalized communities. She has served as the counsel for the Union of BC Indian Chiefs at the National Inquiry into Missing and Murdered Indigenous Women and Girls and commission counsel for the Missing Women Commission of Inquiry (B.C.). She received her J.D. from the University of Victoria and a master’s degree in law and international business from the University of Fribourg in Switzerland.

    Kate Saunders (2007) leads one of the largest litigation teams in British Columbia’s Ministry of Attorney General, serving as supervising counsel since 2018. She provides strategic leadership on more than 5,000 active cases and oversees the Province’s settlements under the Crown Proceeding Act. She has worked on landmark cases involving the public health-care system, safe-injection sites and free speech. Saunders’ commitment to public service further extends to serving as an adjudicator on the Law Society of B.C.’s tribunal, advocating for lawyer wellness, volunteering as an instructor at universities and promoting access to justice through pro-bono initiatives.

    Jon Sigurdson (1974) has had a distinguished career as a lawyer, judge and educator. After practising with Bull Housser Tupper, he became a partner at Fraser Kelleher Sigurdson Watts and Gudmundseth. Serving as a Supreme Court Justice from 1994 until 2017, he contributed to judicial education and legal education as an instructor at UBC’s Allard school of law. He was also a contributing editor for The Advocate. His leadership in legal education and commitment to justice and mentorship have made him a highly respected figure in B.C.’s legal community.

    Thomas Spraggs (2003) is a respected civil litigator, legal innovator and dedicated leader in British Columbia’s legal community. He owns Spraggs Law and has championed technology to modernize legal practice. A bencher for Westminster County since 2020 and the Law Society of B.C.’s second vice-president for 2025, Spraggs is widely recognized for his integrity, mentorship and commitment to professional wellness, access to justice and reconciliation. He contributes to legal education through CLEBC and CBABC and has served on numerous boards, reflecting his deep commitment to public service and the advancement of the legal profession.

    Karen Tse (2012) is a rural family lawyer, family law mediator, Legal Aid BC duty counsel and civil litigator. As the first female and IBPOC partner at Rockies Law LLP and first Asian female to serve as vice-president and president-elect of the Kootenay Bar Association, she is dedicated to promoting access to justice in rural communities and providing mentorship to the Kootenay bar. Tse was named volunteer of the year by the Fernie Chamber of Commerce. Her work with the Fernie Women’s Resource Centre and Fernie Child Care Society continues to support rural families accessing child care and women and children in crisis.

    John Tuck (1995) is the acting assistant deputy attorney general in the Legal Services Branch at B.C.’s Ministry of Attorney General. With nearly 30 years of experience specializing in information and privacy law, he provides strategic advice to government, including premiers and senior officials. He has appeared at all levels of court, including in front of the Supreme Court of Canada. In addition to his legal practice, he is an adjunct professor at the University of Victoria law school, where he teaches privacy law.

    Gaynor Yeung (1996) is a partner at Whitelaw Twining in Vancouver, specializing in insurance law and mediation. She has appeared before all levels of B.C. courts and is widely respected by plaintiff and defence counsel. She is regularly recognized by Best Lawyers in Canada and is a member of the Canadian Academy of Distinguished Neutrals.          The Hong Kong Computer Emergency Response Team Coordination Centre handled a total of 12 536 security incidents last year, with phishing accounting for over half of all cases, marking a 108 per cent increase from 2023. In addition, between January and February this year, the Hong Kong Monetary Authority (HKMA) posted on its website press releases on phishing instant messages and fraudulent websites related to banks for more than 50 times. Regarding combating phishing, will the Government inform this Council:
     
    (1) of the respective numbers of fraud cases involving phishing and the losses incurred in each of the past five years, together with a breakdown by industry;
     
    (2) among the phishing websites reported by members of the public on the public intelligence platform since the launch of “Scameter”, of the proportion of those that have actually been added by the Police to the scam database; whether a mechanism for immediate takedown of the reported phishing websites has been put in place; if so, of the average time taken to take down such websites;
     
    (3) as it has been reported that in view of the susceptibility of SMS messages issuing an SMS one-time password (OTP) to interception by hackers, the HKMA has requested that banks implement measures by the end of last year requiring customers to authenticate online credit card transactions using the banking applications in their mobile phones instead of using an SMS OTP for authentication, whether the HKMA will formulate a specific timetable for phasing out OTP authentication; if so, of the details; if not, the reasons for that; and
     
    (4) as the Office of the Communications Authority has launched the SMS Sender Registration Scheme for companies or organisations that have registered as Registered Senders to use SMS messages with the prefix “#” in order to help members of the public ascertain the authenticity of SMS messages, but it has been reported that some fraudsters use fraudulent mobile base stations, which are illegal radio devices, to circumvent the existing mechanism, impersonating official or financial institutions to send fraudulent SMS messages, whether the authorities will study the formulation of measures to address the aforesaid situation, and at the same time step up publicity to raise the public’s anti-deception awareness; if so, of the details; if not, the reasons for that?

         Deception is a serious crime. Regardless of the tactics used by criminals, we will take stringent combat actions as long as illegal activities are involved. Phishing scams as mentioned in the question generally refers to a crime where illegal elements sent out through SMS messages, emails, voice messages, QR codes, etc, to potential victims en masse, impersonating organisations such as banks, telecommunication service providers (TSPs) or even government departments. Alleging that irregularities in the recipients’ accounts are detected or account verification is needed, criminals lure recipients of the messages into clicking on an embedded link and entering a fake website to provide their account login credentials, credit card information, personal information, etc. The criminals will then use such information to make purchases with credit cards or transfer the bonus points out of the recipients’ accounts. The Police have been making every effort to combat various types of fraud cases, including phishing scams, in collaboration with different government departments. Apart from taking intelligence-led enforcement actions, the Police are raising public awareness against this type of crime through public education and promotional activities.
     
         In consultation with the Financial Services and the Treasury Bureau and the Commerce and Economic Development Bureau, the reply to the Member’s question is as follows:
     
    (1) The Police have maintained statistics on phishing scam cases since 2023. In 2023 and 2024, 4 322 and 2 731 cases on phishing scam were received respectively. The monetary losses involved were $102.4 million and $53.5 million respectively. In the first two months of 2025, the Police received a total of 242 phishing scam reports, a decrease of 347 cases (58.9 per cent) as compared with the same period last year. The monetary loss involved decreased by 54.2 per cent to $4.9 million.
     
         The Police do not maintain any breakdown by industry in relation to phishing scams.
     
    (2) “Scameter” has yielded remarkable results since its launch in September 2022. As at February 2025, more than 7.60 million searches had been recorded and about 950 000 alerts on frauds and cyber security risks had been issued. Members of the public had also reported over 355 000 suspicious phone calls and over 38 000 suspicious websites through the public intelligence platform of “Scameter”.
     
         In February 2023, the Police launched a mobile application version, “Scameter+”, to help members of the public distinguish suspicious online platform accounts, payment accounts, phone numbers, email addresses, websites, etc, and to provide the public with anti-fraud tips. “Scameter+” has now been upgraded and is equipped with automatic detection functions, namely the Call Alert function and the Website Detection function, which will automatically identify scam calls and fraudulent websites. If potential fraud or cyber security risk is detected, “Scameter+” will issue a real-time notification, reminding users not to answer the call or browse the website. There is also a public intelligence platform in “Scameter+” for members of the public to report frauds and pitfalls, thereby further enriching its database.
     
         The Police update the database of “Scameter” on a daily basis and will continuously review and enhance its functions, while strengthening other anti-fraud measures in a proactive manner. The database of “Scameter” comprises information collected from reports made by members of the public and obtained by the Police from other channels, including criminal investigations and intelligence. We do not maintain statistics on the percentage of phishing websites reported by the public that have actually been added by the Police to the scam database.
     
         Moreover, under the co-ordination of the Office of the Communications Authority (OFCA), the Police and major TSPs have established a mechanism where TSPs will, based on the fraud records provided by the Police, block the telephone numbers suspected to be involved in deception cases and intercept suspicious website links as soon as possible. As at end February 2025, the TSPs had successfully blocked about 40 000 website links involved in fraud cases and more than 8 600 suspected fraudulent phone numbers at the Police’s request. The OFCA does not maintain any record of the average time required for relevant actions by TSPs.
     
    (3) The Hong Kong Monetary Authority (HKMA) has been closely monitoring the trend of digital frauds and actively encouraging banks to implement effective anti-fraud measures. In line with the HKMA’s guidelines, card-issuing banks have gradually started providing customers with more secure authentication methods since late 2024. Customers can authenticate online payment card transactions through their bank’s mobile application (App) instead of using SMS One-Time Passwords (OTPs). According to banks’ statistics, the related fraud rate has decreased by nearly 80 per cent.
     
         In response to the latest modus operandi of digital frauds, the HKMA announced three new measures in April 2025, and which are succinctly referred to as E-Banking Security ABC. The measures require banks to strengthen E-banking security to further enhance customers’ fraud prevention capabilities.
     
         Firstly, banks are required to implement (A) a new measure called Authenticate in-App by Q4 2025 or earlier. Thereafter, when customers log into Internet banking and conduct high-risk transactions (such as adding new payees, increasing transfer limits, changing the phone number for receiving bank notifications, or binding Internet banking accounts to mobile devices), they will need to conduct authentication through their bank’s mobile App instead of using SMS OTPs. Furthermore, starting in Q3 2025, when customers bind or rebind their mobile devices, they will have to conduct authentication via facial recognition or similarly stringent authentication methods (such as visiting a branch in person), replacing the current practice of using SMS OTP for two-factor authentication. If customers insist on using SMS OTPs for authenticating transactions or device binding, banks will need to follow the HKMA’s requirements, and implement effective risk management measures for those transactions or binding requests, such as enhancing the monitoring of related transactions and deferring the execution of higher-risk transactions. These measures will help gradually phase out the use of SMS OTPs for authentication purposes.
     
         Additionally, banks will also need to implement the remaining two new measures, namely (B) “Bye to unused functions” and (C) “Cancel suspicious payments”, during Q2 2025. The former will give customers the option to deactivate Internet banking functions like increasing transfer limits and adding new payees, to better suit their personal needs while strengthening risk management. The latter will further enhance the effectiveness of the Suspicious Account Alert mechanism, and provide customers with sufficient time to review the alert content.
     
         Together, the three new measures referred to as E-Banking Security ABC mentioned above will offer more comprehensive fraud prevention and protection coverage for bank customers.
     
    (4) The SMS Sender Registration Scheme (the Scheme) was implemented on December 28, 2023, and was fully opened to all industries in February 2024. As at end March 2025, over 495 public and private organisations (including the Immigration Department, the Department of Health, the Police and the Consumer Council) have participated in the Scheme. Under the Scheme, only those companies or organisations qualified as Registered Senders are able to send SMS messages using their Registered SMS Sender IDs with the prefix “#”. TSPs will block fraudulent SMS messages sent by non-Registered Senders via the Internet. In addition, to enhance the implementation effectiveness of the Scheme, the OFCA will, after obtaining the consent of the Registered Senders, request TSPs to prohibit non-“#” SMS messages suspected to impersonate identities of a Registered Sender, further safeguarding the public’s interest. An SMS Sender Registry is available on the OFCA’s website for the public to verify registered companies, and efforts will continue to engage more organisations to participate in the Scheme.
     
         In mid-February this year, there were public enquiries about suspected fraudulent SMS messages with the prefix “#”. The Police and the OFCA were highly concerned. Of the 31 reports received by the Police, two involved monetary losses, totalling about $30,000. The Police subsequently arrested a male and seized illegal radiocommunications apparatus. A joint press briefing with the OFCA was held to brief the public on how to stay vigilant against this type of fraud. The incident was an isolated case, and the relevant apparatus could only affect mobile phones within a limited area without undermining the overall implementation effectiveness of the Scheme. The OFCA has requested all TSPs to enhance monitoring of abnormal network signals, and has established a reporting mechanism. If similar cases are detected in future, the OFCA will promptly co-ordinate with the Police to take follow-up actions.
     
         In response to these illegal activities, the Police will continue to adopt a multipronged approach, including use of technology in fraud prevention and enhanced enforcement actions, to combat fraud on all fronts. Regarding use of technology in fraud prevention, the Police will collaborate with other departments to step up interception of suspicious transactions and fraudulent phone calls. Anti-scam applications will also be upgraded to provide immediate alerts. Enforcement-wise, the Police will carry out rigorous investigation on money laundering activities and stooge accounts, and will work with overseas law enforcement agencies to combat cross-border fraud syndicates.
     
         Apart from resolute law enforcement actions, the Government has adopted a multipronged publicity strategy to enhance public awareness of fraud. The Police will continue to work jointly with the OFCA and the industry in stepping up publicity and education, with a view to raising the public’s anti-deception awareness. The OFCA and TSPs will strengthen monitoring on network signals and take timely response measures when abnormalities are found.
     
         Specifically, in January 2025, the OFCA launched the District Anti-Phone Deception Ambassador Scheme, which received support from more than 150 District Council (DC) members’ ward offices covering 18 districts in Hong Kong with the participation by more than 300 DC members and their staff members, to promote anti-phone scam messages at district level. The OFCA will continue to step up publicity and public education in the community through issuing press releases, broadcasting TV and radio announcements, publishing social media posts, producing and distributing promotional leaflets and posters, and organising various different community activities to deliver anti-phone scam messages to the public more comprehensively. Since 2023, the OFCA has conducted a total of 21 roadshows with Legislative Council Members and DC members, and organised 182 public education and publicity programmes. 
     
         To combat the rampant phishing scams, the Police have increased publicity efforts. Through the Police electronic platform, the website CyberDefender as well as traditional media, the Police have educated the public about common and new tactics used by fraudsters. The Police have warned members of the public not to click onto any hyperlink embedded in messages of unknown sources or suspected to contain phishing websites. Instead, they should contact the relevant institution directly for verification, or carry out risk assessment and fact checking using the “Scameter” or “Scameter+”. For assistance, they are advised to call the Anti-Scam Helpline 18222.

    Question:

    The Hospital Authority (HA) has earlier on announced its plan to merge the Hong Kong East Cluster (HKEC) and the Hong Kong West Cluster in anticipation of a decline in the demand for healthcare services due to a reduction in the catchment population in the two clusters to about one million in future. It has also indicated that it is necessary to re-examine the plan to expand the Ambulatory Care Block of the Pamela Youde Nethersole Eastern Hospital (PYNEH) under the Second Ten-year Hospital Development Plan. However, there are views that population is not the only indicator of service demand, and if the decline in population is accompanied by an increase in the proportion of the elderly population, this may lead to an increase in the demand for chronic disease treatment, long-term care and services of the accident and emergency departments, etc, and there are concerns about whether the suspension of the expansion project of PYNEH will adversely affect the local community. In this connection, will the Government inform this Council: 

    The catchment population of HKEC in 2024(3) whether it knows the following information on the services provided by PYNEH in the past three years: (i) the numbers of beds for ambulatory services and beds for inpatient services and (ii) their utilisation rates, (iii) the ratio of the use of these two types of beds by elderly people aged 65 and above to the total number of people using such beds, (iv) the average waiting time for patients to be admitted to wards and (v) the average inpatient days;

    (4) given that HA has proposed in the Hospital Authority Strategic Plan 2022-2027 to re-orientate service models to reduce the reliance on inpatient care by promoting ambulatory care to cut down on unnecessary hospital stay and enhance the efficiency of bed usage, whether the Government knows if HA has assessed the impact of suspending the expansion project of the Ambulatory Care Block of PYNEH on the efficiency of bed usage and patients’ waiting time for admission to wards, and of the relevant corresponding measures; and
    The catchment area population of the HA clusters (including the HKEC) in 2024 and 2031 are set out in the table below (Note 1 and 2):

    YearNote 3: The HA had adjusted its services to cope with the outbreak of COVID-19 in Hong Kong in early 2020. The above situation should be taken into consideration of when comparing the volume of services provided by the HA in the relevant years. As the COVID-19 epidemic situation in Hong Kong gradually subsided and various epidemic control measures were lifted in early 2023, the HA had been dovetailing with the Government’s measures in resumption of normalcy and gradually resuming its public healthcare services.

Infirmary, mentally-ill and mentally-handicapped beds are special in nature and the 400 mentally-ill beds at PYNEH are hence not included herein.
