  • MIL-OSI Global: Service closures in Vancouver’s Downtown Eastside leave sex workers without vital support

    In late February, the PACE Society, a long-standing pillar of support for sex workers in Vancouver, announced it was suspending services and programming and laying off most staff. For more than 30 years, PACE has provided peer support, counselling and basic services using a “by, for and with” sex workers approach.

    Now, amid a funding crisis that has led to layoffs of mostly staff with current or former experience of sex work, the future of vital support services for sex workers in Vancouver is uncertain.

    PACE’s announcement was another heavy loss following a string of closures and service reductions at organizations serving sex workers and other marginalized women in Vancouver’s Downtown Eastside.

    February also marked the closure of the WISH Drop-in Centre. The centre provided essential lifeline for street-based sex workers in the Downtown Eastside, offering overnight respite and critical access to resources for over four decades.

    While PACE and WISH have described their closures as temporary, their eventual reopening remains uncertain. Both organizations intend to resume services with the renewal of the funding cycle in April 2025. In the meantime, sex workers face an urgent and growing void of essential support services and community spaces.

    Making sex workers more vulnerable

    As collaborators on the AESHA Project (An Evaluation of Sex Workers’ Health Access), we have worked in partnership with sex workers and community organizations to document how criminalization, policing and structural inequities impact sex workers’ health and safety.

    For over 14 years, the AESHA Project, based at the University of British Columbia, has highlighted the crucial role of community services in supporting sex workers’ health, safety and well-being and how a lack of funding undermines sex workers’ access to these vital services.

    The loss of safe spaces for sex workers, even temporarily, carries profound and far-reaching consequences. These impacts were thoroughly documented in the findings of the Missing Women Commission of Inquiry, led by former B.C. attorney general Wally Oppal. The inquiry examined systemic failures that contributed to the targeted violence and murders of sex workers in Vancouver.

    Among the commission’s key recommendations was the urgent need to enhance protections and expand access to critical supports for sex workers, recognizing that such services are fundamental to their safety and well-being.

    For years, front-line organizations such as WISH and PACE have been instrumental in advancing this mandate, providing basic necessities like hot meals and safe overnight spaces, as well as trauma-informed counselling, peer support networks and opportunities for community connection. The abrupt closure of these spaces severs support networks for sex workers.

    Chronic under-funding

    Such organizations are vital, and sex workers deserve to feel like these spaces matter and are worth keeping open. However, funding for community-led, rights-based approaches to sex work services has historically been limited in Canada. Federal governments have prioritized prohibitionist approaches and “exit programs” that do not meet community needs.

    Vancouver-based sex work services are not alone in experiencing funding shortfalls and closures. On March 7, SafeSpace London issued an urgent call for donations following the loss of city funding. This dynamic is also visible in Vancouver, where the closure of PACE and other similar organizations is occurring within the context of a broader “revitalization” agenda, which aims to prioritize development over community infrastructure.

    A leaked draft memo from October 2024 revealed Vancouver Mayor Ken Sim’s plan for reshaping the Downtown Eastside. Among these plans is an effort to expedite private development approvals, notably through the use of spot rezoning — a tool that allows municipal authorities to rezone individual outside the city’s established planning frameworks.

    The memo also outlines the Sim’s intention to conduct a comprehensive review of local non-profit organizations and to actively “track their funding envelope.” While framed as a step toward increased accountability, research highlights that heightened scrutiny of chronically under-funded community organizations often leads to greater instability and compromises service delivery.

    Non-profits are in crisis, but this cannot be solved by increased surveillance and funding cuts. Community organizers have critically examined the potential consequences of this development-driven approach, raising concerns that it will accelerate gentrification and undermine the availability of essential community services.

    Community organizations, often relied upon to fill the gaps left by government disinvestment, often face chronic funding shortages. Despite providing essential services, many are forced into cycles of short-term, unstable funding that limit their ability to plan for the long term or advocate for systemic change.

    This precarious situation is not incidental. It reflects a broader shift in recent decades of governments offloading responsibility for social welfare onto under-funded non-profits while maintaining the illusion of support with fragmented funding schemes.

    The closure of critical services is not a sign of individual organizational failure. Rather, it is a direct consequence of a system that prioritizes investments in policing and property development over sustained investment in community well-being and support for the most marginalized residents of Vancouver.

    Organizations that provide critical support to sex workers need stability and self-determination to cultivate meaningful, community-led approaches that meet immediate needs and work toward long-term change.

    Union Minister for Finance and Corporate Affairs Smt. Nirmala Sitharaman will embark on an official visit to USA and Peru beginning 20th April, 2025. During the visit to the USA, the Union Finance Minister will visit San Francisco and Washington D.C. from 20th to 25th April, 2025.

    In the course of her two-day visit to San Francisco beginning 20th April 2025, the Union Finance Minister will deliver a keynote address at the Hoover Institution at the Stanford University, San Francisco, on ‘Laying the foundations of Viksit Bharat 2047’ followed by a fireside chat session.

    Smt. Sitharaman will also interact with top CEOs from prominent fund management firms during a Roundtable meeting with investors, besides holding bilateral meetings with CEOs from top information technology (IT) firms based in San Francisco. Smt. Sitharaman will also participate in an event featuring Indian diaspora in San Francisco and interact with the Indian community settled there.

    During her visit to Washington D.C., USA, from 22nd to 25th April 2025, Smt. Sitharaman will participate in the Spring Meetings of the International Monetary Fund (IMF) and the World Bank, the 2ndG20 Finance Ministers and Central Bank Governor (FMCBG) Meetings, Development Committee Plenary, IMFC Plenary, and Global Sovereign Debt Roundtable (GSDR) meeting.

    On the sidelines of the Spring Meetings in Washington D.C., Smt. Sitharaman will hold bilateral meetings with her counterparts from several countries, including Argentina, Bahrain, Germany, France, Luxembourg, Saudi Arabia, United Kingdom, and USA; besides meeting EU Commissioner for Financial Services; President, Asian Development Bank (ADB); President, Asian Infrastructure Investment Bank (AIIB); United Nations Secretary-General’s Special Advocate for Financial Health (UNSGSA); and First Deputy Managing Director of the International Monetary Fund (IMF).

    During her maiden visit to Peru from 26th to 30th April 2025, the Union Finance Minister will lead an Indian delegation of officials from the Ministry of Finance and business leaders, highlighting the strengthening bilateral economic and trade relations between the two nations.

    Beginning her visit in Lima, Union Finance Minister Smt. Sitharaman is expected to call on the President of Peru, H.E. Ms. Dina Boluarte, and Prime Minister of Peru, H.E. Mr. Gustavo Adrianzén, besides holding bilateral meetings with the Peruvian Ministers of Finance and Economy; Defence; Energy and Mines; and also holding interaction with local public representatives.

    In the course of her visit to Peru, the Union Finance Minister will chair the India-Peru Business Forum meeting with prominent business representatives in attendance from both India and Peru. Smt. Sitharaman will also hold an interaction with the Indian investors & businesses currently operating in Peru, as well as the Indian Business delegation visiting Peru.

    Given Peru’s importance in the global supply chain of critical minerals and precious metals, discussions during these engagements are also expected to explore avenues for greater collaboration in the mining sector, particularly to strengthen India’s resource security and facilitate value-chain linkages between the two economies.

    The Union Finance Minister will also participate in a community event at Lima, where she will interact with the Indian diaspora living in Peru.

    Union Home Minister and Minister of Cooperation Shri Amit Shah attended the program organized by Institute of Liver and Biliary Sciences (ILBS) on the occasion of World Liver Day in New Delhi today as the Chief Guest. Many dignitaries including Delhi Lieutenant Governor Shri Vinay Kumar Saxena and Chief Minister Smt. Rekha Gupta were present on the occasion.

    In his address, Union Home Minister and Minister of Cooperation Shri Amit Shah said that the liver plays a very important role in our body and in keeping it healthy. Among all the organs in our body, the liver has the greatest ability to regenerate and healthy liver is the gateway to a healthy body. He said that today on the occasion of ‘World Liver Day’, everyone should take a pledge to keep their ‘liver’ healthy with awareness, diligence and complete information. Sharing his experience of a healthy lifestyle, Home Minister said that there has been a huge change in his life since May 2020. Shri Shah said that Young people can achieve a lot in their lives with water, diet, exercise and sleep as per the requirement of the body.

    Shri Amit Shah said that Prime Minister Shri Narendra Modi has set before the country the goal of making India developed in 2047, coinciding with the centenary of independence, where India will be self-reliant in every field and will lead the world. He said that the concept of a developed India cannot be realised by being unwell and that is why it is very important that every citizen remains healthy.

    Union Home Minister said that today the HEALED scheme has been launched by ILBS and this innovative initiative of HEALED scheme by ILBS will be successful in spreading awareness in the country towards keeping the ‘liver’ healthy. He said that every person should also get Vitamin E tested during regular health checkup. Shri Shah said that today the whole world is moving forward by accepting the mantra given in our Vedas ‘Aahaar Hi Aushdhi Hai’. He said that Prime Minister Shri Narendra Modi has launched many programs in the last 10 years to keep the countrymen healthy with a holistic approach.

    He said that the Ministry of AYUSH is working to develop a system so that we do not fall ill. Shri Shah said that today even big allopathic hospitals are opening AYUSH wings. The mental and physical health of a person was included in the idea of ​​​​World Yoga Day. He said that today the Modi government is bearing the entire cost of treatment up to Rs 5 lakh for crores of people of the country. The government is also bearing all expenses up to Rs 5 lakh for the treatment of citizens above 70 years of age.

    Shri Amit Shah said that the Modi government has spent 65 thousand crore rupees to build the health infrastructure in the country and has made arrangements to make every Primary Health Center (PHC) and Community Health Center (CHC) a complete unit. He said that for generic medicines, a network of more than 15 thousand Jan Aushadhi Centers has been created in the country and through these centres medicines are available up to 80 percent cheaper. Under Mission Indradhanush, arrangements have been made for free vaccination of children from birth to the age of 15 years and 1 crore 32 lakh mothers were also vaccinated. Shri Shah said that under the e-Sanjeevani app, the work of providing more than 30 crore 90 lakh digital medical consultations from big health institutions in rural areas across the country has been carried out. Shri Shah said that in 2014 there were 7 AIIMS in the country, today the number has reached 23, there were 387 medical colleges in 2014, today it stands at 780, there were 51 thousand MBBS seats which have increased to 1 lakh 18 thousand today and now 75 thousand more seats are going to be increased. Along with this, there were 31 thousand PG seats which have increased to 74 thousand today. He said that in 2014 the country’s health budget was 37 thousand crore rupees which has been increased to 1 lakh 27 thousand crore rupees by Prime Minister Modi today.

    Union Home Minister and Minister of Cooperation said that over the past 10 years, Prime Minister Shri Narendra Modi has created a comprehensive framework for the health of the country’s 1.3 billion citizens. He said, all countrymen should take good diet, adequate water, adequate sleep and regular exercise, the rest Modi government will take the responsibility of taking care of your health. Home Minister requested the corporate world of the country to give importance to the promotion of healthy liver in their Corporate Social Responsibility (CSR) initiatives and help the organizations working for healthy liver. He also appealed to the media to spread awareness about health along with entertainment. Shri Shah said that ILBS should tie itself up with AIIMS and major government hospitals across the country to make arrangements for guidance of liver patients and spread awareness about it.

    14 Tons of Indian pomegranates exported from Ahilyanagar in Maharashtra to New York, USA

    In a historic initiative towards introducing Indian Pomegranates to distant markets, a landmark commercial sea shipment of the prized Indian Bhagwa variety of Pomegranate has successfully arrived in New York, marking a significant milestone for India’s Fresh Fruits exports. With growing international demand for premium quality of Fresh Fruits, the arrival of this shipment heralds the potential of Indian Pomegranates becoming a preferred choice in the competitive U.S. market.

    The Pomegranate season, which traditionally saw air freight as the primary mode of transportation, shifted gears in recent weeks to embrace the cost-effective and sustainable sea freight mode.

    After India had been granted market access by USA for Pomegranates, during the season in 2023, the Agricultural and Processed Food Products Export Development Authority (APEDA) in collaboration with United States Department of Agriculture’s Animal and Plant Health Inspection Service (USDA APHIS), National Plant Protection Organization (NPPO – India) and National Research Centre for Pomegranate, Solapur (NRCP) successfully conducted the trial shipment of Pomegranate to USA by air.  

    Owing to the success of the static trial to enhance the shelf life of Pomegranates for up to 60 days by APEDA in collaboration with ICAR-National Research Centre for Pomegranate, India had successfully flagged off its first trial commercial sea shipment of Pomegranates comprising of 4200 boxes i.e. 12.6 tons to the U.S. in collaboration with InI Farms from Irradiation Facility Center (IFC), Maharashtra State Agricultural Marketing Board (MSAMB), Vashi, Navi Mumbai in February, 2024.

    APEDA facilitated the USDA pre-clearance program for Pomegranates in December, 2024 which played a pivotal role in easing the logistical and regulatory hurdles for Indian agriculture exporters and enabled them to enter the U.S. market. APEDA’s proactive approach in inviting the USDA inspectors for the pre-clearance process three months in advance ensured the smooth and timely arrival of the shipment

    The inaugural sea shipment of 4,620 boxes of Indian Pomegranates, weighing approximately 14 tons reached the U.S. East Coast in the second week of March, well within five weeks of the point of departure. The shipment was met with exceptional enthusiasm in New York. The arrival quality was reported as “excellent” and customers were captivated by the remarkable visual appeal and the superior eating quality of the Indian Bhagwa variety of Pomegranates.

    Chairman, APEDA, Shri Abhishek Dev remarked, “Government of India has been at the forefront in promoting Indian fresh fruits for the global market. APEDA has been supporting the export of Indian fruits like Mangoes and Pomegranates to USA by funding the pre-clearance program. Indian farmers will achieve better realisation when their fruit gets exported to premium international markets like USA. Indian mangoes have already reached annual exports of around 3500 tons and we hope that Pomegranates will also reach such strong numbers in the years to come”.

    This consignment was sent by Kay Bee Exports, a leading exporter of fruits and vegetables from Mumbai and a registered exporter with APEDA. The Pomegranates in this consignment were directly sourced from the farms of Kay Bee Exports, ensuring that the benefits of this export reach Indian farmers at the grassroots level.

    “We are thankful to APEDA for facilitating exports of Indian Pomegranates to USA. APEDA’s efforts have ranged from securing market access to setting up export protocols, co-ordinating with multiple stake-holders and organising the pre-clearance program in conjunction with USDA. Kay Bee is specialised in Pomegranates and hope to offer the best fruit that India has to offer. Our customers expect the best fruit quality and we always strive to do so” said Mr. Kaushal Khakhar, CEO, Kay Bee Exports on the successful shipment.

    “While Indian Pomegranates have always been recognized for their taste, this shipment has proven that with the right quality and consistency, Indian fresh fruits can meet the discerning tastes of the American consumer,” said a representative from the Indian export consortium. “We are delighted with the reception in the market and are confident that this successful arrival will pave the way for an increase in volumes in the coming seasons.”

    Looking ahead, the industry is optimistic that with continued marketing efforts and strategic promotional campaigns, Indian Pomegranates can carve a niche for themselves in the premium U.S. market. In light of the growing success, industry stakeholders sought APEDA’s continued support in launching promotional campaigns for the Indian Pomegranate in the coming year, with the aim of educating U.S. consumers on the fruit’s exceptional eating quality and diverse culinary applications.

    India, being the second-largest producer of horticulture crops, sees major Pomegranate production in states like Maharashtra, Gujarat, Karnataka, Rajasthan and Andhra Pradesh. APEDA has established Export Promotion Forums (EPF) specifically for Pomegranates, aimed at boosting exports and removing supply chain bottlenecks. These EPF forums include representatives from the Department of Commerce, Department of Agriculture, state governments, national referral laboratories and the top ten leading exporters, ensuring a collaborative effort in promoting Pomegranate exports.

    In the financial year 2023-24, India exported 72,011 metric tons of Pomegranates worth USD 69.08 million. This year, there has been a significant growth in Pomegranate exports from India registering a growth of 21% with a value of USD 59.76 million in the period April – January, 2024-2025.     On the occasion of World Heritage Day (18 April), a compilation of Prime Minister Narendra Modi’s speeches and thoughts on culture, titled ‘Sanskriti ka Panchva Adhyay’, was released at the Indira Gandhi National Centre for the Arts (IGNCA). The book was released  by Acharya Mahamandaleshwar Pujya Swami Avdheshanand Giri Ji Maharaj, the head of the Juna Akhara. The event was chaired by Deputy Chairman of the Rajya Sabha, Shri Harivansh, with IGNCA Chairman Shri Ram Bahadur Rai present as the Guest of Honour. IGNCA Member Secretary Dr. Sachchidanand Joshi also graced the occasion.

    The book ‘Sanskriti ka Panchva Adhyay’ compiles Prime Minister Narendra Modi’s addresses on Indian culture, traditions, spiritual values, and cultural heritage delivered on various occasions. The foreword has been penned by Shri Ram Bahadur Rai, and the compilation has been curated by Dr. Prabhat Ojha. Published by Prabhat Prakashan, the book represents Prime Minister Modi’s vision of cultural resurgence as a central objective of his government.

    On the occasion, Swami Avdheshanand Giri Ji Maharaj remarked that since 2014, innovation has been witnessed in every direction across the country and that a transformation in the atmosphere is evident. He lauded Prime Minister Modi’s cultural contributions, saying, “Since Narendra Modi became Prime Minister in 2014, a definite change has occurred. People now discuss cultural subjects with greater depth and pride.” Citing an example, he said, “In 2008, an Indian guru residing in Europe made great efforts to establish an International Yoga Day and sought help from the Indian government. In 2016, Narendra Modi made it a reality. Today, 21st June is celebrated worldwide as International Yoga Day-a proof to his commitment to India’s cultural heritage.”

    Shri Harivansh referred to Ramdhari Singh Dinkar’s seminal work ‘Sanskriti ke Chaar Adhyay’, whose foreword was written by Jawaharlal Nehru. He said that had Dinkar been alive today, he would have revisited and revised parts of his work to enrich it further. Shri Harivansh added that after 1952, discussions around culture faded, but since 2014, they have re-emerged. “Post-2014, India has begun to speak about its culture and ancient heritage with pride, and this credit goes to the Prime Minister.” He concluded his speech by quoting a famous lines from Shri Raghubeer Narayan’s ‘Batojhiya’ song: “Sundar su bhoomi bhaiya Bharat ke deshwa mein, mor praan base him khoh re Batojhiya.”

    Shri Ram Bahadur Rai highlighted two dimensions of Narendra Modi’s persona – that of a statesman and an administrator, and that of a spiritually inclined leader. Light-heartedly addressing the Prime Minister’s critics, he said, “Narendra Modi’s personality evokes chemical reactions in people -those with a positive outlook see his virtues, while the negative-minded remain entangled in criticism.” He added that various narratives are woven around Modi, but this book presents a distinct portrayal- that of a saint-hearted Prime Minister. “Among the vast repository of books written on the Prime Minister, this one stands out. It contains that brilliant Kohinoor which a saint offers to King Vikramaditya in the ‘Vetal Pachisi’ . That Kohinoor is India’s culture.”

    Delivering the welcome address, Dr. Sachchidanand Joshi highlighted the significance of the Prime Minister’s motto “Virasat bhi, Vikas bhi” (Heritage as well as Development). He noted the special importance of launching this book on World Heritage Day, stating that it presents the vision of a new India. Dr. Prabhat Ojha, the compiler of the book, introduced it, stating that it features 34 of the Prime Minister’s speeches, along with an appendix containing the reflections of two spiritual leaders, both of whom appear to endorse the Prime Minister’s cultural perspective. The programme was anchored by Shri Prabhat Kumar of Prabhat Prakashan, who also delivered the vote of thanks.

    About the Book

    Towards the end of his detailed foreword, Shri Ram Bahadur Rai writes: “If we are searching for the keyboard to the supercomputer of Indian culture, that quest begins and ends with this book. In this sense, this chapter is inspired by culture in the Modi era. It is also an invitation to a cultural journey.” This thought clearly articulates the objective behind publishing Prime Minister Modi’s cultural addresses in the form of a book.

    This journey includes various milestones that the reader can interpret through these speeches. The speeches are arranged chronologically, beginning with the 2015 Independence Day address and concluding with one delivered on 20 October 2024 at the inauguration of the R.J. Shankar Eye Hospital in Varanasi. The first speech, from the ramparts of the Red Fort, discusses national issues, welfare schemes, and government achievements. The final one, naturally, touches on public health, but also includes the Prime Minister’s tribute to three Shankaracharyas of the Kanchi Kamakoti tradition.

    Together, these 34 speeches cover a wide range of cultural contexts – from sacred shrines like Kedarnath, Shri Ram Janmabhoomi, Kashi Vishwanath Mandapam, and Omkareshwar, to occasions such as the launch of various editions of the ‘Bhagavad Gita’, Guru Nanak Jayanti, the Global Buddhist Conference, the birth anniversary of Acharya Vijay Vallabh Surishwar Ji Maharaj, and the World Sufi Conference.

    An excerpt from the Prime Minister’s address at the World Sufi Conference reads:  ‘Rooted in the sacred Quran and Hadith, Sufism became the face of Islam in India. It flourished in India’s openness and pluralism, and by connecting with its ancient spiritual traditions, it evolved a uniquely Indian identity. Sufism helped shape a distinctive Islamic legacy in India.”

    These speeches reflect a quest to identify the Indianness in various religious traditions. The appendix contains reflections by Acharya Shri Pragya Sagar Ji Maharaj and Shankaracharya Shri Shankar Vijayendra Saraswati Swami Ji of Kanchi Kamakoti. Both appear to affirm the cultural vision espoused by the Prime Minister.

    This morning, at Talview Farms in Lebanon, Representative Thompson, Secretary of Agriculture Brooke Rollins, Senator Dave McCormick, and Representative Dan Meuser highlighted one of Pennsylvania’s proudest traditions: our dairy industry.

    Stacey and Brent Copenhaver, the dedicated owners of Talview Farms, shared their insights on how to better support Pennsylvania producers and the vital need to pass legislation like the Whole Milk for Healthy Kids Act, a bill that provides essential nutrients to our students and supports family farms like Talview.

    Next, Congressman Thompson, Secretary Rollins, Senator McCormick, Congressman Meuser, and Congressman Bresnahan toured Bell & Evans in Fredericksburg. This family-run operation, known for its organic, hormone-free, antibiotic-free chicken, has been a staple in the community for decades and employs 1,800 residents. Here, owner Scott Sechler and his family discussed the challenges facing the poultry industry, including bird flu and the measures they’re taking to mitigate these outbreaks. 

    While in Myerstown, Congressman Thompson, Secretary Rollins, Senator McCormick, Congressman Meuser, and Congressman Bresnahan held a roundtable where they engaged with local farmers and various stakeholders on topics including the upcoming farm bill, forestry, nutrition assistance, specialty crops, conservation efforts, and many more.

  • MIL-OSI China: China boosts vaccination accessibility at grassroots

    WUHAN, April 19 — Every township and subdistrict across China now has at least one vaccination unit, bringing immunization services closer to people’s doorsteps, according to the 2025 National Vaccines and Health Conference held Saturday in Wuhan, capital city of central China’s Hubei Province.

    Over 10 million people have already applied for and are using digital vaccination certificates, which provide lifelong coverage for individuals, according to the conference.

    China has established a comprehensive four-tier immunization program management system at the national, provincial, municipal, and county levels, as well as a service network extending to the county, township, and village levels, Shen Hongbing, deputy head of the National Health Commission and head of the National Disease Control and Prevention Administration, said at the conference. This ensures timely and convenient access to vaccination for the public, he added.

    By the end of 2024, China had more than 456,000 professionals engaged in vaccination services, Shen noted.

    Official data presented at the conference showed that the coverage rate for vaccines under the national immunization program has remained above 90 percent. Incidence rates of vaccine-preventable diseases such as measles, hepatitis A, and Japanese encephalitis have dropped to historic lows.

    In recent years, China has allocated over 3 billion yuan (about 416 million U.S. dollars) annually to support the expansion of the immunization program, ensuring vaccine supply and safety, according to the conference.

  • MIL-OSI USA: Congresswoman Maxine Waters Condemns Trump Administration Plans to Slash Health Department Funding

    Washington, D.C. – Today, Congresswoman Maxine Waters (CA-43) released a statement in response to reports that the Trump administration plans to slash $40 billion from the budget of the Department of Health and Human Services in Fiscal Year 2026, which is about one-third of the department’s current budget. Her statement follows:

    I was absolutely appalled to learn of the Trump administration’s plans to slash $40 billion from the budget of the Department of Health and Human Services.

    Far from making America healthy again, this cruel and senseless budget would dismantle the life-saving programs that enable Americans to stay healthy – from medical research by the National Institutes of Health to disease prevention by the Centers for Disease Control – from substance use treatment by the Substance Abuse and Mental Health Services Administration to the training of our nation’s future health care workforce. This budget will undermine our ability to prevent future pandemics like COVID, influenza, bird flu, and measles, and shut down research to find cures for life-threatening conditions like diabetes, heart disease, cancer, and HIV/AIDS.

    Trump’s plan to dismantle our nation’s HIV/AIDS programs is especially outrageous. The budget would slash funding for the Ryan White program and completely eliminate the CDC’s Division of HIV Prevention, the Ending the HIV Epidemic Initiative, and all funding for the Minority AIDS Initiative within the CDC, SAMHSA, and the Office of the Secretary. 

    I created the Minority AIDS Initiative back in 1998 – with the help of the Clinton Administration and my congressional colleagues – and I am proud that bipartisan majorities in Congress have continued to support this critical initiative for more than two decades. The Minority AIDS Initiative is essential because minorities represent the majority of new HIV diagnoses, people living with HIV/AIDS, and deaths among people with HIV/AIDS.

    Dismantling our nation’s HIV/AIDS programs will have catastrophic consequences for public health, particularly in the most vulnerable communities. HIV prevention programs play a critical role in reducing new infections, promoting testing and early diagnosis, and connecting individuals to life-saving treatment. The decision to zero out prevention funding will destroy the very programs that serve as the first line of defense in our battle against HIV, putting millions of Americans at heightened risk and causing transmission rates to soar. Meanwhile, slashing funding for the Ryan White program will leave thousands of Americans who are living with HIV unable to access comprehensive care and treatment for their infection. 

    This budget is not just reckless – it is deadly. By decimating HIV/AIDS funding, lives will be lost. People who depend on prevention services will be left unprotected. People who rely on outreach programs for testing will go undiagnosed. Health systems that have worked tirelessly to combat this epidemic will be overwhelmed with preventable cases and no federal funding to treat their patients. This is an unconscionable abdication of responsibility by the federal government.

  • MIL-OSI USA: Rep. Kelly Attacks Trump Administration Agenda in Week of Action

    MATTESON, ILL. – This week, U.S. Rep. Robin Kelly (IL-02) will host a series of events attacking President Donald Trump’s agenda and hearing directly from constituents.

    “I refuse to stand by silently as President Trump wrecks our democracy and attacks the American people. He’s going after senior citizens’ Social Security paychecks, families’ healthcare, children’s education, federal workers’ jobs and hiking up the cost of living,” said Rep. Kelly. “I’m working to ensure my constituents’ concerns are heard and that their voices are represented in Washington. House Republicans are complicit in aiding Trump’s harmful agenda, and they need to know that the American people do not back them.”

    Rep. Kelly kickstarted the week yesterday with a roundtable discussion on protecting public education against President Trump’s plan to eliminate Title 1 grants. Title 1 grants provide the Second District with $412 million — the most out of all the Congressional Districts in Illinois. Rep. Kelly heard from superintendents and public educators who are alarmed about the elimination of these grants, which would effectively fire 6,243 teachers in the Second District, explode class sizes, close schools and hurt students in low-income communities.

    Rep. Kelly will host a telephone town hall Tuesday evening to hear concerns about President Trump’s and Elon Musk’s attacks against Social Security, which affects 151,140 recipients in the Second District. Over 11,000 constituents called into her last telephone town hall in February.

    On Thursday, Rep. Kelly will defend healthcare in the midst of program cuts at the Department of Health and Human Services and House Republicans’ plans to cut Medicaid. She will go live on Instagram to discuss Black maternal health with U.S. Rep. Bonnie Watson-Coleman (NJ-12) and reproductive justice organization In Our Own Voice. The discussion marks the end of Black Maternal Health Week and their continued leadership to save Black mothers from pregnancy-related deaths. Rep. Kelly will also tour the SouthCom Dispatch Center in recognition of National Public Safety Telecommunicators Week. Her bill, Providing Resources and Occupational Training for Emotional Crisis and Trauma (PROTECT) 911 Act, will also be introduced on the same day.

    WASHINGTON – U.S. Rep. Robin Kelly (IL-02) travelled throughout the Second District this week to hear from constituents concerning President Donald Trump’s agenda.

    “Whether I was in Chicago, the south suburbs, or in rural Pontiac, I heard one clear message from my constituents: President Trump is taking our country down a dangerous, frightening path,” said Rep. Kelly. “Trump has engaged in an unending trade war as our farmers, small business owners and everyday consumers pay the price. As he’s playing a world-stage bully, Elon Musk is on a mission to privatize Social Security, eliminate public education, and terminate federal employees. Meanwhile, Trump’s followers in Republican leadership attack Medicaid and food assistance, making it harder to access healthcare and put food on the table.

    “The American people are engaged and demanding answers from the Trump administration. I will continue to hear their concerns, answer their questions and bring their demands back to Washington, DC. My Republican colleagues need to hear that Trump’s agenda does not align with The People.”

    On Public Education

    Rep. Kelly held a roundtable discussion in Richton Park with public educators and superintendents who are concerned about President Trump’s executive order to dismantle the Department of Education. His plan to eliminate Title 1 grants would effectively fire 6,243 teachers in the Second District and stop $412 million in grants to the district.

    On Social Security

    Over 13,000 concerned constituents called into Rep. Kelly’s telephone town hall on Social Security. There are 151,140 Social Security recipients in the Second District, including widows, children, workers with disabilities and retired senior citizens. Elon Musk has called Social Security a “Ponzi scheme” and fired 7,000 workers at the Social Security Administration, causing chaos and instability.

    On Food Assistance

    On Wednesday, Rep. Kelly toured Free-N-Deed, a food pantry in Dolton, to hear how the facility and the community would be affected by cuts to food assistance. The House Republican budget slashes $230 billion from Supplemental Nutrition Assistance Program (SNAP), which would leave almost 190,000 people in the Second District without a reliable meal. For every meal that a food pantry provides, SNAP provides nine meals. Food pantries like Free-N-Deed would not be able to fill in the gaps if SNAP was cut.

    On the Trump Administration

    Rep. Kelly hosted her second in-person town hall of the year in Pontiac, Illinois, the most western part of the District. She also had a special guest, Ed Yohnka, Director of Communications and Public Policy at ACLU of Illinois, to help give updates on lawsuits against the Trump administration’s unconstitutional actions. About 150 people attended the town hall.

    On Black Maternal Health

    In recognition of Black Maternal Health Week, Rep. Kelly went live on Instagram with reproductive justice organization In Our Own Voice and U.S. Rep. Bonnie Watson-Coleman. They discussed the recent attacks by the Trump administration against healthcare and maternal health, including DOGE-led layoffs at the Department of Health and Human Services.

    On Emergency Operators’ Mental Health

    Rep. Kelly toured the SouthCom Combined Dispatch Center in Matteson, Illinois, to hear how she can best support 911 operators and dispatchers. In recognition of National Public Safety Telecommunicators Week, she also introduced bipartisan legislation to support the mental health and wellbeing of emergency operators.

  • MIL-Evening Report: Palestinian solidarity vigil at Easter in NZ as Israeli bombing rages in Gaza

    Peaceful protesters in Aotearoa New Zealand’s largest city Auckland held an Easter prayer vigil honouring Palestinian political prisoners and the sacrifice of thousands of innocent lives as relentless Israeli bombing of displaced Gazans in tents killed at least 92 people in two days.

    Organisers of the rally for the 80th week since the war began in October 2023 said they aimed for a shift in emphasis for quietness and meditation this spiritual weekend.

    “This is dedicated to the Palestine Prisoners’ Day and those who have died, innocent of any crime — women, children, journalists, patients, friends, healthcare workers, those buried under rubble, non-military civilians,” said Kathy Ross of Palestinian Solidarity Network Aotearoa (PSNA).

    “All those starving and needing our help,” she added.

    The organisers created a flowers and candles circle of peace with hibiscus blossoms in an area of Britomart that has become dubbed “Palestinian Corner”.

    Placards declared “Free all Palestinian prisoners — all 10,000 people” and “Release the Palestinian prisoners.”

    Palestinian fusion dancer and singer Rana Hamida, who last year sailed on the Freedom Flotilla boat Handala in an attempt to break the Israel siege of Gaza, spoke about how people could keep their spirits up in the face of such terrible atrocities, and sang a haunting hymn.

    Calmness and strength
    She also described how the air and wind could help protesters seek calmness and strength in spite of storms like Cyclone Tam that gusted across much of New Zealand yesterday on Good Friday causing havoc.

    She spread her arms like wings as Palestinian flags fluttered strongly, saying: “The wind is now blowing in exactly the right direction.”

    Another PSNA organiser, Del Abcede, spoke about the incarceration of Palestinian paediatrician Dr Hussam Abu Safiya, the director of Kamal Adwan Hospital in northern Gaza, who was kidnapped by the Israeli military last December 27 — two days after Christmas – and has been held in detention without charge and under torture ever since.

    “The reason why he was arrested is because he would not leave his hospital or his patients,” she said, adding that he had been held incommunicado for a long time.

    “I want to dedicate a special honour and prayer for him and I hope that he will be released soon.”

    Beaten in prison
    Dr Safiya is suffering from a serious eye injury as a result of being beaten in Israeli prison, his lawyer has revealed to media.

    According to lawyer Ghaid Qassem, Dr Abu Safiya has been classified by Israeli authorities as an “unlawful combatant” but has not yet been charged or received any court trials.

    Despite a global campaign calling for him to be released from prison, Israeli authorities have continued to interrogate and torture Dr Abu Safiya.

    Another speaker at the vigil, Dr David Robie, said he had been a journalist for 50 years and he found it “shameful” that the Western media — including Aotearoa New Zealand — failed to report the genocide and ethnic cleansing truthfully, and in fact was normalising the “horrendous crimes”.

    He called for silent prayer for the at least 232 Gazan journalists killed — many along with their entire families — who had been courageously reporting the truth to the rest of the world.

    Banners at the vigil referred to “Jesus [was] Palestinian – born in Bethlehem” and “Let Gaza live”. One placard declared “Jesus was an anti-imperialist Palestinian Jew who preached (and practised) radical love for all – not a violent bully bigot”.

    Other vigils and protests took place across New Zealand at Easter weekend, especially in Ōtautahi Christchurch.

    ‘Violating’ religious status quo
    Meanwhile, in Jerusalem reports were emerging that Israelis were “taking pride in violating the status quo” with religious traditions at Easter.

    Xavier Abu Eid, a political scientist and former adviser to the Palestine Liberation Organisation (PLO) from occupied East Jerusalem, explained on Al Jazeera that Jerusalem, “has a very central place” in the history of Palestinian Christians.

    “We have to … understand what the Israeli occupation is doing to all Palestinians, because there is a concept. … It’s called the status quo. It’s understood and it’s under a very old agreement, centuries or older than the state of Israel,” he said.

    Under the status quo, “the status of Christian and Muslim holy sites, including Al-Aqsa Mosque, for example, and the Holy Sepulchre, would be respected,” Dr Eid explained.

    Despite this, he said, “Israeli government officials are taking pride in violating the status quo of Al-Aqsa Mosque compound by allowing Israeli settlers to pray in Al-Aqsa Mosque”.

    He said the Israeli authorities are also trying to “turn the Mount of Olives, a very important place for this [Easter] celebration, into an Israeli national park”.

    “So you’re talking about a community that feels under threat, not just from a national point of view with the Israeli government, pushing for ethnic cleansing and annexation, but also from the traditions that religiously we have kept here for generations,” he noted.

    The UN Palestine relief agency UNRWA reports that after 1.5 years of war in Gaza, at least 51,000 Palestinians have been killed, 1.9 million people have been forcibly displaced multiple times, and the Israel military has blocked humanitarian aid from entering the besieged enclave for seven weeks.

    HAIKOU, April 19 — Amid swaying coconut trees and the soft rustle of sea breeze, I arrived in China’s southern island province of Hainan to cover the fifth China International Consumer Products Expo (CICPE).

    Beneath the clear blue sky, Haikou’s wave-shaped international convention center buzzed with energy. Crowds flowed through halls lined with dazzling displays of vehicles, cosmetics and homeware from across Europe, including the United Kingdom (UK), France, Italy and Slovakia, which captivated attention and sparked curiosity.

    This year’s guest country of honor, the UK, showcased 53 British brands — a mix of long-established players in the Chinese market and first-time exhibitors — signaling its ambition to deepen economic engagement with China, the world’s second-largest economy.

    Among the returning exhibitors was Tricker’s, one of the UK’s oldest shoemakers. “We’re back because last year’s expo significantly raised our profile in the market,” said Mike Hofmann, managing director at Tricker’s China.

    “We see China not only as a sales market but also as a core place to invest and grow,” he added, highlighting the encouraging signals from China’s recent pro-consumption policies.

    Just a few steps away, a subtle floral fragrance drew me toward a charming booth. It belonged to Aromatherapy Associates, a London-based wellness brand making its debut at the CICPE.

    “Hainan’s Free Trade Port is key to our cross-border strategy,” said Yuan Quan, head of Aromatherapy Associates China. “We’ve seen a growing appetite among Chinese consumers for high-quality, therapeutic wellness products, which present great opportunities for us.”

    Health and wellness stood out as a defining theme at this year’s expo. British biotech company Birmingham Biotech (BHM) chose the occasion to announce its official entry into the Chinese market.

    “The expo opens doors to real-time feedback, collaboration and opportunity,” said Michael Hsu, founder and CEO of BHM.

    He noted that Chinese consumers’ rising preference for drug-free, scientifically validated solutions aligns perfectly with the company’s innovations.

    “The Hainan Free Trade Port’s policy advantages and openness to global cooperation make it an ideal destination for our localization plans,” Hsu added.

    “The sheer scale of the Chinese market is a powerful incentive,” said Mark Clayton, chairman of the British Chamber of Commerce South China, noting that “the middle class here is larger than the entire population of the UK.”

    Driven by booming tourism, innovative policies, and robust retail growth, the island province of Hainan is rapidly becoming a vital domestic and international consumption destination, according to a white paper jointly released by KPMG China and the Moodie Davitt Report during the expo.

    France showcased a national pavilion at the expo for the third consecutive year, featuring 12 French brands, including L’Oréal and Pierre Lannier, covering sectors such as cosmetics, luxury goods, health products and wines.

    Familiar names also included Ducati, the legendary Italian motorcycle brand, and ETRO, the renowned Italian luxury fashion house, which set up a dedicated booth celebrating the 40th anniversary of its flagship Arnica fabric.

    “China is rapidly evolving and has become one of our top-priority markets,” said Fabio Lambertini, CEO of Ducati China.

    “Hainan is a crucial node in our long-term vision,” he added. With its winding coastal and mountain roads, he believes the tropical island has the potential to become a new hub for Ducati’s immersive riding experiences and investment.

    The Czech jewelry brand Krasna Duse — meaning “beautiful soul” in Czech — drew a constant stream of visitors with its shimmering displays. While browsing the cases, college student Ma Kanghui selected a pair of earrings. “The brand is completely new to me,” she said. “The designs, with their Czech style, are so beautiful that I couldn’t resist.”

    “Czech crystal has a unique charm and craftsmanship that I believe will conquer customers here in China,” said the company president, Olga Kopalova.

    This year marked Slovakia’s debut with its own national pavilion, featuring a mix of skincare, wine, chocolate, and wellness brands. Pavol Kovarik, sales manager for Slovak beverage brand Cacaofe, said that his 22-hour journey from Vienna to Haikou via Chengdu was not only his first time in China but also the longest trip he had ever taken.

    “I expected an inland Chinese city, but instead I arrived in a tropical paradise. Palm trees, beaches, and a vibrant atmosphere that I never imagined,” Kovarik said.

    “This is a fresh start for our presence in China’s mega market. We also plan to attend exhibitions in Ningbo and Shanghai,” he added. “For now, I am looking forward to taking a bullet train to Sanya after the expo and spend a couple of days there enjoying the beautiful beaches.”

    As the sun dipped below Hainan’s horizon, the expo’s buzz gradually faded, but the conversations it sparked about growth and cooperation are far from over. For many European brands, Hainan is more than just a stage for product display, it’s a gateway to long-term relationships, evolving tastes, and mutual growth.

    On the morning of April 17, President Lai Ching-te met with a delegation from New Zealand’s All-Party Parliamentary Group on Taiwan. In remarks, President Lai thanked the government of New Zealand for reiterating the importance of peace and stability across the Taiwan Strait on multiple occasions since last year. He also stated that this year, the Taiwan-New Zealand economic cooperation agreement (ANZTEC) is being implemented in its complete form. The president expressed hope that deeper collaboration in such fields as smart agriculture, food manufacturing, biomedicine, the digital economy, and clean energy, as well as exchanges among our indigenous peoples, will allow our economies and industries to continue evolving as they adapt to the challenges arising from global changes. New Zealand’s All-Party Parliamentary Group on Taiwan was established in 2023, marking a significant milestone in the deepening of Taiwan-New Zealand relations. I would like to thank Members of Parliament Stuart Smith and Tangi Utikere for leading this delegation, and thank all our guests for demonstrating support for Taiwan through action. We currently face a rapidly changing international landscape. Authoritarian regimes continue to converge and expand. That is why New Zealand had a naval vessel sail through the Taiwan Strait, he said, to underline the importance of freedom of navigation and our mutual security. MP Smith said that they look forward to building stronger relationships and enhancing the trade between our two nations. He added that New Zealand has much to offer in the field of geothermal energy to assist Taiwan, and mentioned that New Zealand is third largest in terms of the number of rocket launchers for satellites, which could assist Taiwan with communications in the future. New Zealand has other products as well, he said, but looks for assistance from Taiwan’s technology and technological sector. Lastly, MP Smith stated that he looks forward to a long and prosperous relationship between Taiwan and New Zealand. MP Utikere then delivered remarks, indicating that like Taiwan, New Zealand is a nation that is surrounded by ocean, which means that they rely on strong partnerships with communities of interest all around the globe. He said that the all-party parliamentary friendship group that was established and that they are a part of goes a long way in ensuring that a secure relationship between our two parliaments can continue to prosper. The MP also thanked Taiwan’s Representative to New Zealand Joanne Ou (歐江安) and her team for their work, which has ensured the success of the delegation’s visit. He said that the delegation experienced meetings with ministers in Taiwan’s government, members of the legislature, and those from the non-government organization sector as well. He also said that they enjoyed the opportunity to visit Wulai, and that the strength of the connections between the indigenous peoples of Taiwan and the indigenous peoples of Aotearoa New Zealand is something that certainly landed with members of the delegation. MP Utikere noted that he will take up President Lai’s offer on experiencing more of Taiwan, and will spend a few extra days in Tainan, which he understands has a very special place in the president’s heart, adding that he looks forward to his time and experiences there. The MP concluded his remarks by saying that this will be a relationship that continues to go from strength to strength.     President Lai meets delegation led by Tuvalu Deputy Prime Minister Panapasi Nelesone

    President Lai pens Bloomberg News article on Taiwan’s response to US reciprocal tariffs
    On April 10, an article penned by President Lai Ching-te entitled “Taiwan Has a Roadmap for Deeper US Trade Ties” was published by Bloomberg News, explaining to a global audience Taiwan’s strategy on trade with the United States, as well as how Taiwan will engage in dialogue with the aim of removing bilateral trade barriers, increasing investment between Taiwan and the US, and reducing tariffs to zero. The following is the full text of President Lai’s article: Last month, the first of Taiwan’s 66 new F-16Vs rolled off the assembly line in Greenville, South Carolina. Signed during President Donald Trump’s first term, the $8 billion deal stands as a testament to American ingenuity and leadership in advanced manufacturing. Beyond its economic impact – creating thousands of well-paying jobs across the US – it strengthens the foundations of peace and stability in the Indo-Pacific.  This deal is emblematic of the close interests shared between Taiwan and the US. Our bond is forged by an unwavering belief in freedom and liberty. For decades, our two countries have stood shoulder-to-shoulder in deterring communist expansionism. Even as Beijing intensifies its air force and naval exercises in our vicinity, we remain resolute. Taiwan will always be a bastion of democracy and peace in the region. This partnership extends well beyond the security realm. Though home to just 23 million people, Taiwan has in recent years become a significant investor in America. TSMC recently announced it will raise its total investment in the US to $165 billion – an initiative that will create 40,000 construction jobs and tens of thousands more in advanced chip manufacturing and R&D. This investment will bolster the emergence of a new high-tech cluster in Arizona. Taiwan is committed to strengthening bilateral cooperation in manufacturing and innovation. As a trade-dependent economy, our long-term success is built on trade relationships that are fair, reciprocal and mutually beneficial. Encouraging Taiwanese businesses to expand their global footprint, particularly in the US, is a vital part of this strategy. Deepening commercial ties between Taiwanese and American firms is another. These core principles will guide our response to President Trump’s reciprocal tariffs. First, we will seek to restart trade negotiations with a common objective of reducing all tariffs between Taiwan and the US. While Taiwan already maintains low tariffs, with an average nominal rate of 6%, we are willing to further cut this rate to zero on the basis of reciprocity with the US. By removing the last vestiges to free and fair trade, we seek to encourage greater trade and investment flows between our two countries. Second, Taiwan will rapidly expand procurement of American goods. Over the past five years, rising demand for semiconductors and AI-related components has increased our trade surplus. In response to these market trends, Taiwan will seek to narrow the trade imbalance through the procurement of energy, agriculture and other industrial goods from the US. These efforts will create thousands of new jobs across multiple sectors.  We’ll also pursue additional arms procurements that are vital to our self-defense and contribute to peace and stability over the Taiwan Strait. During President Trump’s first term, we secured $18 billion in arms deals, including advanced fighter jets, tanks and anti-ship missiles. Future purchases, which are not reflected in trade balances, build on our economic and security partnership while being essential to Taiwan’s “Peace Through Strength” approach. Third, new investments will be made across the US. Already, Taiwanese firms support 400,000 jobs throughout all 50 states. Beyond TSMC, we also see emerging opportunities in electronics, ICT, energy and petrochemicals. We will establish a cross-agency “US Investment Team” to support bilateral trade and investment – and we hope that efforts will be reciprocated by the Trump administration. Fourth, we are committed to removing non-tariff trade barriers. Taiwan will take concrete steps to resolve persistent issues that have long impeded trade negotiations. And finally, we will strongly address US concerns over export controls and improper transshipment of low-cost goods through Taiwan. These steps form the basis of a comprehensive roadmap for how Taiwan will navigate the shifting trade landscape, transforming challenges in the Taiwan-US economic relationship into new opportunities for growth, resilience and strategic alignment. At a time of growing global uncertainty, underpinned by growing Chinese assertiveness, closer trade ties are more than sound economics; they are a critical pillar of regional security. Our approach is long-term and principled, grounded in a lasting commitment to our friendship with the US, a firm belief in the benefits of fair and reciprocal trade, and an unwavering dedication to peace and stability across the Taiwan Strait. She added that she has also tried many different Taiwanese foods, and is looking forward to experiencing even more of Taiwan’s local culture and customs over the next four years. Continuing her remarks in English, Representative Bradley-Jones stated that since taking up her post, she has borne witness to the strength of the relationship between Taiwan and the UK and the potential for it to continue to grow. She said that on trade and investment, there is significant complementarity between Taiwan’s Five Trusted Industry Sectors and the UK’s Industrial Strategy, particularly in areas such as digital technologies, advanced manufacturing, and clean energy. Both governments are also together supporting Taiwan and UK businesses through our Enhanced Trade Partnership and annual trade talks, she said. Representative Bradley-Jones went on to say that on science and technology, Taiwan and the UK can and should do more together. She noted that the UK has the third largest tech sector in the world and is valued at over US$1.1 trillion, while Taiwan is the center of the semiconductor and AI hardware world. Given our complementary strengths, especially in areas such as semiconductors, space, and communications technology, she said, the UK has stepped up its level of activity in Taiwan, including by regularly hosting a UK Pavilion at SEMICON and funding 18 joint R&D programs through our new collaborative R&D fund, and looks forward to doing more together in the future.  In support of Taiwan’s whole-of-society resilience, the representative said, the UK is supporting valuable exchanges, co-hosting GCTF (Global Cooperation and Training Framework) workshops, sharing lessons on financial sector resilience, and reaching out to mayors and community leaders across Taiwan. From financial resilience to cyber resilience, she said, the UK’s public sector and private industries have plenty to share and learn. Representative Bradley-Jones stated that on people-to-people links, parliamentarians, civil society, and academics are continuing to deepen contact, and that she is particularly excited by a new smart parliament partnership agreed upon by the Taiwan Foundation for Democracy and the UK’s Westminster Foundation for Democracy, which aims to facilitate cross-party, cross-society, and cross-border exchanges on issues such as democratic governance, AI, inclusive policy-making, and public safety.     President Lai delivers remarks on US tariff policy response
    On April 6, President Lai Ching-te delivered recorded remarks regarding the impact of the 32 percent tariff that the United States government recently imposed on imports from Taiwan in the name of reciprocity. In his remarks, President Lai explained that the government will adopt five response strategies, including making every effort to improve reciprocal tariff rates through negotiations, adopting a support plan for affected domestic industries, adopting medium- and long-term economic development plans, forming new “Taiwan plus the US” arrangements, and launching industry listening tours. The president emphasized that as we face this latest challenge, the government and civil society will work hand in hand, and expressed hope that all parties, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy. A translation of President Lai’s remarks follows: My fellow citizens, good evening. The US government recently announced higher tariffs on countries around the world in the name of reciprocity, including imposing a 32 percent tariff on imports from Taiwan. This is bound to have a major impact on our nation. Various countries have already responded, and some have even adopted retaliatory measures. Tremendous changes in the global economy are expected. Taiwan is an export-led economy, and in facing future challenges there will inevitably be difficulties, so we must proceed carefully to turn danger into safety. During this time, I want to express gratitude to all sectors of society for providing valuable opinions, which the government regards highly, and will use as a reference to make policy decisions.  However, if we calmly and carefully analyze Taiwan’s trade with the US, we find that last year Taiwan’s exports to the US were valued at US$111.4 billion, accounting for 23.4 percent of total export value, with the other 75-plus percent of products sold worldwide to countries other than the US. Of products sold to the US, competitive ICT products and electronic components accounted for 65.4 percent. This shows that Taiwan’s economy does still have considerable resilience. As long as our response strategies are appropriate, and the public and private sectors join forces, we can reduce impacts. Please do not panic. To address the reciprocal tariffs by the US, Taiwan has no plans to adopt retaliatory tariffs. There will be no change in corporate investment commitments to the US, as long as they are consistent with national interests. But we must ensure the US clearly understands Taiwan’s contributions to US economic development. More importantly, we must actively seek to understand changes in the global economic situation, strengthen Taiwan-US industry cooperation, elevate the status of Taiwan industries in global supply chains, and with safeguarding the continued development of Taiwan’s economy as our goal, adopt the following five strategies to respond. Strategy one: Make every effort to improve reciprocal tariff rates through negotiations using the following five methods:  1. Taiwan has already formed a negotiation team led by Vice Premier Cheng Li-chiun (鄭麗君). The team includes members from the National Security Council, the Office of Trade Negotiations, and relevant Executive Yuan ministries and agencies, as well as academia and industry. Like the US-Mexico-Canada free trade agreement, negotiations on tariffs can start from Taiwan-US bilateral zero-tariff treatment. 2. To expand purchases from the US and thereby reduce the trade deficit, the Executive Yuan has already completed an inventory regarding large-scale procurement plans for agricultural, industrial, petroleum, and natural gas products, and the Ministry of National Defense has also proposed a military procurement list. All procurement plans will be actively pursued. 3. Expand investments in the US. Taiwan’s cumulative investment in the US already exceeds US$100 billion, creating approximately 400,000 jobs. In the future, in addition to increased investment in the US by Taiwan Semiconductor Manufacturing Company, other industries such as electronics, ICT, petrochemicals, and natural gas can all increase their US investments, deepening Taiwan-US industry cooperation. Taiwan’s government has helped form a “Taiwan investment in the US” team, and hopes that the US will reciprocate by forming a “US investment in Taiwan” team to bring about closer Taiwan-US trade cooperation, jointly creating a future economic golden age.  4. We must eliminate non-tariff barriers to trade. Non-tariff barriers are an indicator by which the US assesses whether a trading partner is trading fairly with the US. Therefore, we will proactively resolve longstanding non-tariff barriers so that negotiations can proceed more smoothly. 5. We must resolve two issues that have been matters of longstanding concern to the US. One regards high-tech export controls, and the other regards illegal transshipment of dumped goods, otherwise referred to as “origin washing.” Strategy two: We must adopt a plan for supporting our industries. For industries that will be affected by the tariffs, and especially traditional industries as well as micro-, small-, and medium-sized enterprises, we will provide timely and needed support and assistance. Premier Cho Jung-tai (卓榮泰) and his administrative team recently announced a package of 20 specific measures designed to address nine areas. Moving forward, the support we provide to different industries will depend on how they are affected by the tariffs, will take into account the particular features of each industry, and will help each industry innovate, upgrade, and transform. Strategy three: We must adopt medium- and long-term economic development plans. At this point in time, our government must simultaneously adopt new strategies for economic and industrial development. This is also the fundamental path to solutions for future economic challenges. The government will proactively cooperate with friends and allies, develop a diverse range of markets, and achieve closer integration of entities in the upper, middle, and lower reaches of industrial supply chains. This course of action will make Taiwan’s industrial ecosystem more complete, and will help Taiwanese industries upgrade and transform. We must also make good use of the competitive advantages we possess in such areas as semiconductor manufacturing, integrated chip design, ICT, and smart manufacturing to build Taiwan into an AI island, and promote relevant applications for food, clothing, housing, and transportation, as well as military, security and surveillance, next-generation communications, and the medical and health and wellness industries as we advance toward a smarter, more sustainable, and more prosperous new Taiwan. Strategy four: “Taiwan plus one,” i.e., new “Taiwan plus the US” arrangements: While staying firmly rooted in Taiwan, our enterprises are expanding their global presence and marketing worldwide. This has been our national economic development strategy, and the most important aspect is maintaining a solid base here in Taiwan. We absolutely must maintain a solid footing, and cannot allow the present strife to cause us to waver. Therefore, our government will incentivize investments, carry out deregulation, and continue to improve Taiwan’s investment climate by actively resolving problems involving access to water, electricity, land, human resources, and professional talent. This will enable corporations to stay in Taiwan and continue investing here. In addition, we must also help the overseas manufacturing facilities of offshore Taiwanese businesses to make necessary adjustments to support our “Taiwan plus one” policy, in that our national economic development strategy will be adjusted as follows: to stay firmly rooted in Taiwan while expanding our global presence, strengthening US ties, and marketing worldwide. We intend to make use of the new state of supply chains to strengthen cooperation between Taiwanese and US industries, and gain further access to US markets. Strategy five: Launch industry listening tours: All industrial firms, regardless of sector or size, will be affected to some degree once the US reciprocal tariffs go into effect. The administrative teams led by myself and Premier Cho will hear out industry concerns so that we can quickly resolve problems and make sure policies meet actual needs. My fellow citizens, over the past half-century and more, Taiwan has been through two energy crises, the Asian financial crisis, the global financial crisis, and pandemics. We have been able to not only withstand one test after another, but even turn crises into opportunities. The Taiwanese economy has emerged from these crises stronger and more resilient than ever. As we face this latest challenge, the government and civil society will work hand in hand, and I hope that all parties in the legislature, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy.     WASHINGTON, DC – Congressman Steny H. Hoyer (MD-05) joined a letter led by U.S. Senator Angela Alsobrooks (D-MD) with the Maryland Democratic Delegation – U.S. Senator Chris Van Hollen (D-MD) and Representatives Kweisi Mfume (MD-07), Jamie Raskin (MD-08), Glenn Ivey (MD-04), Sarah Elfreth (MD-03), April McClain Delaney (MD-06), and Johnny Olszewski (MD-02) to express outrage and demand answers regarding the mass terminations of civil servants at the Department of Health and Human Services (HHS). In a letter to Secretary of Health and Human Services Robert F. Kennedy Jr., Congressman Hoyer and his colleagues questioned the extent of the devastation and consequential impacts these mass layoffs will have on the state and country. 

    “This reckless reduction in force and Department reorganization comes at a time when measles is spreading in communities across the country, avian flu is proliferating throughout our livestock populations, families are experiencing a childcare availability and affordability crisis, and cities across the country are still reeling from opioid and fentanyl overdoses. Instead of showing leadership on these concurrent emergencies and fulfilling the Department’s mission, this Administration has crippled the very teams and entire divisions that combat public health challenges, prevent disparities, and ensure that our families and children are safe,” the lawmakers wrote.

    “Maryland has already been hard hit by attacks to NIH research…This medical research funds new life-saving cures for Maryland patients – from our newborns to our seniors, from children battling rare cancers to our servicemembers injured in battle. It funds thousands of Maryland jobs, and to arbitrarily cut it threatens Maryland’s health, safety, and economy. Slashing research funding will ultimately harm patients and even cost lives,” continued the lawmakers. 

    The lawmakers are requesting Secretary Kennedy meet with them to answer these questions by May 1, 2025.

    Dear Secretary Kennedy: 

    We write with shared concerns regarding the plan you announced on March 27, 2025, to begin yet another extensive round of mass terminations of civil servants at the Department of Health and Human Services (Department or HHS), along with an irrational and dangerous reorganization of the staff and operating divisions of the Department. In the weeks since that announcement, thousands of HHS employees have been summarily fired, wreaking havoc and chaos on our public health system. These actions are having a devastating and disproportionate impact on our state of Maryland. We demand a full and comprehensive analysis on what these cuts will mean for access to care, critical services, and lifesaving research in the state. We also demand an in-person meeting with you to discuss these concerns and the impact of the Department’s actions on our constituents. According to the announcement, cuts would include at least 3,500 full-time employees at the Food and Drug Administration (FDA), 2,400 employees at the Centers for Disease Control and Prevention (CDC), 1,200 employees at the National Institutes of Health (NIH), and 300 employees at the Centers for Medicare and Medicaid Services (CMS). 

    According to the Maryland Department of Labor, preliminary data shows at least 2,755 jobs were cut in 11 federal offices located across the state, with an impact rippling across multiple counties.

    This reckless reduction in force and Department reorganization comes at a time when measles is spreading in communities across the country, avian flu is proliferating throughout our livestock populations, families are experiencing a childcare availability and affordability crisis, and cities across the country are still reeling from opioid and fentanyl overdoses. Instead of showing leadership on these concurrent emergencies and fulfilling the Department’s mission, this Administration has crippled the very teams and entire divisions that combat public health challenges, prevent disparities, and ensure that our families and children are safe. 

    The latest reductions are part of a multipronged attack on our state, as the Department has abruptly terminated billions in critical public health grants, including $200 million to Maryland that would go towards vaccination programs, disease surveillance, and alleviating health disparities. The critical services the Department is responsible for were already threatened from the Administration’s initial haphazard firings of probationary employees by the Department of Government Efficiency (DOGE) and Elon Musk’s Fork in the Road policy, which forced thousands of Department staff to resign or retire early. Now, the Administration is further decimating the teams of civil servants that work to make Americans healthy and safe every day.

    As you well know, the FDA, NIH, CMS, and multiple other HHS agencies are headquartered in Maryland, and these cuts pose a direct threat to our constituents, Maryland’s economy, and all Americans.

    At the FDA, headquartered in White Oak, the Administration has annihilated the Center for Devices and Radiological Health and the Center for Drug Evaluation and Research – which the Maryland medical device and pharmaceutical industries rely on for the safe and timely approval of their products or therapeutics for patients. The Administration has also attacked the FDA’s Center for Tobacco Products – which plays a critical role in prevention and harm reduction for Maryland youth. The FDA communications team that writes alerts about contaminated drugs and warnings to emergency room doctors about emerging threats was also terminated — which will have dire consequences for patient care. Across the FDA, thousands of Maryland based staffers that help to keep our food and health systems safe have been summarily dismissed, by an Administration only purporting to want to “Make America Healthy Again.” 

    At the NIH, based in Bethesda, this Administration has compounded its efforts to undermine the excellence of our crown jewel of scientific and medical research, with yet another round of terminations. This Administration has decimated NIH Institutes by firing leadership and critical staff to the point of non-functionality, including the National Institute of Allergy and Infectious Diseases, the National Institute on Aging, and the National Institute of Neurological Disorders and Stroke. 

    Maryland has already been hard hit by attacks to NIH research. In February, the NIH unveiled a new indirect cost rate guidance that would cap indirect cost rates that Maryland researchers rely on to sustain their groundbreaking, life-saving research, studies, and patient clinical trials. It also arbitrarily froze or terminated research grants in the state and has delayed the review of NIH grant applications. This medical research funds new life-saving cures for Maryland patients – from our newborns to our seniors, from children battling rare cancers to our servicemembers injured in battle. It funds thousands of Maryland jobs, and to arbitrarily cut it threatens Maryland’s health, safety, and economy. Slashing research funding will ultimately harm patients and even cost lives. 

    Attacks to the NIH are only the beginning of cuts to our health research infrastructure. The Agency for Healthcare Research and Quality (AHRQ), based in Rockville, is critical for tracking data on healthcare outcomes and conducting research to improve the safety of patient care has been taken apart by DOGE. The Administration plans to merge AHRQ with another operating division at the Department and gut its budget, all while firing half of its employees. 

    The Substance Abuse and Mental Health Services Administration (SAMHSA), based in Rockville, has already faced hundreds of layoffs. The Department dismissed 10 percent of SAMHSA’s workforce during the first rounds of firings, and the Administration plans to further reduce the agency by up to 50 percent. While Maryland has made significant progress in preventing and reducing opioid overdose-related deaths, Baltimore City still has a death rate nearly double that of any other large city in the country. Now, the Administration is pulling the rug from underneath our state and the dozens of community-based organizations on the ground that rely on SAMHSA for training, resources, and technical assistance that helps with opioid use disorder prevention and treatment services.

    CMS, based in Woodlawn, faced hundreds of cuts to staff, including the elimination of the Office for Minority Health and the Office of Equal Opportunity and Civil Rights, which respectively helps address health disparities across the country and resolves discrimination complaints. Employees at CMS’ Innovation Center (CMMI) were fired and a third of the Medicare-Medicaid Coordination office, which helps serve the over 160,000 Marylanders that are dually enrolled in Medicare and Medicaid were let go. CMS is responsible for overseeing coverage for over 160 million Americans through Medicare, Medicaid, the Children’s Health Insurance Plan (CHIP) and the Affordable Care Act (ACA) Marketplace. This includes 1.6 million Marylanders who rely on Medicaid and CHIP for lifesaving health coverage. Any attack on CMS represents a threat to Marylanders’ and the nation’s access to care.

    At the Health Resources and Services Administration (HRSA), headquartered in Rockville, 500- 600 civil servants were fired, compromising HRSA’s mission to improve care for vulnerable and low-income communities. The Maternal and Child Health Bureau was wiped out by staffing cuts, crippling efforts to combat the maternal mortality crisis. Maryland women’s health disparities, including maternal morbidity, remain higher than national averages, and will only be exacerbated by this action. DOGE has also reportedly fired 40 percent of the Bureau of Primary Health Care, which oversees the Health Center Program that provides high quality, accessible primary and preventive medical, behavioral and dental services to all people, regardless of income or insurance status. Maryland’s sixteen Federally Qualified Health Centers deliver comprehensive primary healthcare to more than 360,000 patients across Maryland. That access to care in our state are at risk without civil servants to effectively run the program. 

    The Indian Health Service (IHS), which is also headquartered in Rockville, was not mentioned in initial reporting regarding the HHS reorganization or reduction in force. In fact, longtime civil servants in the Senior Executive Service (SES) have reported that their duty stations have been reassigned to remote IHS locations ranging from Alaska to South Dakota. While these locations suffer from high vacancy rates, the Department is pushing staff that do not have the qualifications or background for available IHS roles into an ultimatum: relocate your family across the country for a job that does not actually exist, or leave the Department. 

    Additionally, the Department fired approximately 500 staffers at the Administration for Children and Families (ACF) in the April 1 wave of terminations, paralyzing the Department’s ability to effectively operate its human services programs. As you know, most program and support staff were eliminated in five regional offices around the country. While ACF’s Region 3 Office – which serves Maryland – remains open for now, staff in Region 3 will likely have to absorb the work and caseload of now shuttered Regions 1, 2,5, 9 and 10. This will put an untenable strain on their ability to support states like Maryland in operating child support, family assistance and child welfare programs, and providers operating Head Start and child care programs.

    This is in addition to the nearly two hundred probationary ACF employees who have been on administrative leave since mid-February, and because of this Administration, are still unable to 3 provide states like Maryland with the technical assistance needed to operate critical programs, increasing the financial burden on already-struggling households. Head Start serves seven thousand children in Maryland. Thousands more families rely on the availability of affordable, quality childcare in the state – availability which is endangered when the civil servants that help providers adapt to workforce challenges or monitor for abuse and neglect in our state’s facilities are shamefully fired or prevented from doing their jobs.

    Also at ACF, the Department terminated the entire Low Income Home Energy Assistance Program (LIHEAP) staff, threatening the timely disbursement of millions of dollars to states like Maryland, to help thousands of our constituents stay safe in the coming summer months. More than 18% of Maryland households are energy burdened; the Maryland Office of Home Energy Programs received a record number of energy assistance applications last year. Likewise, the Department eliminated the Office of Family Assistance – undermining the ability for the nearly 28,000 Maryland families receiving Temporary Assistance for Needy Families (TANF) to receive critical support without interruption.

    Both the dismantling of the Administration for Community Living and the slashing of reportedly half of the staff that work on federal aging and disability programs at the Department will cause real harm to programs in Maryland that support some of our state’s most vulnerable communities – seniors and individuals with disabilities. This includes programs that prevent elder abuse, connect seniors with nutritious meals, and provide supports to caregivers – like the Maryland Caregiver Navigation Grant.

    Perhaps most galling, is that you have admitted that many of these firings at the Department are in error, telling reporters “We’re going to do 80% cuts, but 20% of those are going to have to be reinstated, because we’ll make mistakes.” Further reporting found that HHS has no intention of actually reinstating a significant number of the staffers that have been fired or rectifying the mistakes it has made – calling into question your control of the situation and understanding of the Department’s reorganization. As the Secretary, you are ultimately responsible for answering for both these “mistakes” and any harm that comes from your destruction of our public health workforce and infrastructure. 

    As such, we request an in-person meeting with you no later than May 1, 2025, to discuss these concerns. We also request comprehensive answers to the following questions, including details on the reductions at the Department to date, and your plans for additional workforce reductions and reorganization.

  • MIL-OSI Africa: Health Department calls for vigilance against malaria

    The Department of Health urges all travellers and communities to stay vigilant as the country is experiencing a slight increase in malaria cases, particularly in provinces where the disease is endemic, including Limpopo, Mpumalanga, and KwaZulu-Natal.

    According to the department, outbreaks of malaria have been reported in several neighbouring countries within the Southern African Development Community (SADC) region, specifically in Botswana, Eswatini, Namibia, Mozambique, and Zimbabwe.

    This situation is said to raise the risk of potential cross-border transmission of this preventable disease, especially as people travel throughout the region for religious and cultural events during the Easter holidays.

    “The department will remain on high alert in case of a sudden peak in local malaria transmission, “ the statement read. 

    The disease is primarily transmitted through a bite from infected female Anopheles mosquitoes. 

    Common symptoms include fever, chills, headache, muscle pain, nausea, loss of appetite and vomiting.

    Citizens travelling to malaria-endemic areas are urged to take the following precautions:

    • Take malaria prevention medication (prophylaxis) as advised by a healthcare provider. Doxycycline is available freely in all public health facilities.
    • Use insect repellent containing at least 10% DEET.
    • Sleep under bed-nets, use fans or air-conditioning.
    • Wear long-sleeved clothing, especially at night.
    • Seek immediate medical attention if any of the symptoms appear and always mention recent travel history.

    Meanwhile, the department stated that healthcare providers in both endemic and non-endemic provinces have been alerted to maintain a high index of suspicion for malaria in patients with flu-like symptoms and report confirmed cases immediately to support malaria surveillance and response.

    “They were also reminded to always inquire about travel history, particularly from high-risk regions and conduct prompt malaria testing and repeat the tests if symptoms persist despite negative results.

    Fremont, CA – April 18, 2025 – On April 7, 2025, the U.S. Food and Drug Administration (“FDA” or “the agency”), classified Q’Apel Medical, Inc.’s (“Q’Apel” or “the company”) voluntary recall of 1,617 units of its 072 Aspiration System (also known under the product name “Hippo”, which includes “Cheetah”; collectively, the “product”) as Class I.
    On February 26, 2025, the company initiated a discontinuation and recall of 1,617 units of its 072 Aspiration System product. The recall was initiated because the company received a Warning Letter from FDA that raised questions about whether the features and characteristics of the distal tip of the Hippo aspiration catheter were within the scope of its 510(k) clearance. Rather than pursue a new regulatory pathway, the company chose to voluntarily remove all affected product lots and discontinue the 072 Aspiration System line as part of its strategic shift toward newer technologies
    Q’Apel has submitted three Medical Device Reportable events for the Hippo product to date; these adverse events include a reported tip detachment, retrieved without patient injury; a vessel rupture; and a vasospasm. Based on the company’s investigation of these events, factors other than the device’s distal tip likely contributed to the reported adverse events.
    Notably, each of these event types is a known risk associated with use of any aspiration catheter and is not unique to the Hippo product. The tip of any aspiration catheter used during a thrombectomy could potentially cause vasospasm and/or vascular injury. In particular, if the tip of an aspiration catheter triggers irritation of the vessel wall, it may manifest as vasospasm, which may be self-limiting or may require treatment (e.g., vasodilatation). Vascular injury may result in a non-flow limiting dissection that requires no intervention and causes no permanent morbidity, a flow-limiting dissection that requires intervention and may be associated with morbidity, or in the extreme case, vessel perforation or rupture which requires intervention and likely results in morbidity or even mortality. If unretrieved, a detached tip of a catheter could result in serious adverse events such as blockage of blood vessels, ischemia of end organs, and death.
    The product was distributed in the United States, Qatar, United Arab Emirates, and the Republic of Kazakhstan.

  • MIL-OSI Canada: Statement from the Canadian Food Inspection Agency on Vegemite

    The Canadian Food Inspection Agency (CFIA) is responsible for enforcing Canada’s food laws including the Food and Drug Regulations and the Safe Food for Canadians Regulations. These regulations apply to a broad range of food products, including fortified foods like the food spread, Vegemite.

    It is our inspectors’ job to uphold these regulations, which are in place to protect consumers.

    Recently, the CFIA conducted a planned inspection of a licensed importer to verify compliance with Canadian regulations. During the course of this inspection, it was found that the Vegemite product being sold did not comply with Canadian regulations around vitamin fortification as well as the requirements for information on consumer prepackaged food to be in both official languages. As a result, the importer was informed of the non-compliance and voluntarily removed the product from its menu and retail offerings.

    Since then, the CFIA has requested a health risk assessment from Health Canada. This science-based assessment has determined that the level of risk to human health from the added vitamins present in the product is low when consumed in suggested serving sizes. As such, the CFIA will work with the importer to allow the product to be sold in the short-term, including revised labelling, while we collaborate with Health Canada, the manufacturer, and the importer, to find a longer-term plan for Vegemite sales across Canada.

    The Government of Canada remains committed to food safety while supporting fair and reasonable access to culturally significant products.

    U.S. Senator Kirsten Gillibrand (D-NY) and U.S. Senator Lisa Blunt Rochester (D-DE) led nine of their colleagues in sending a letter demanding answers from Secretary of Health and Human Services Robert F. Kennedy, Jr. on the abrupt and unprecedented mass firing of Health Resources and Services Administration (HRSA) employees. HRSA is the primary federal agency tasked with improving access to health care for vulnerable populations, including uninsured and underinsured children and families and individuals living in rural communities.

    New York has over 4,300 HRSA Health Care and Service Delivery Sites, which are facilities that are funded by or participate in HRSA programs. So far in FY2025, HRSA has awarded over $256 million in funding to these facilities and other health programs across New York State. These grants help fund health care facilities in rural areas; support programs that help patients living with HIV/AIDS, substance use disorder, maternal health complications, and cancer; and bolster health care workforce training programs across the state. Firing HRSA employees imperils their ability to provide care to New Yorkers and potentially puts this funding in jeopardy.

    These firings also include layoffs of HRSA workers who run the National Maternal Mental Health Hotline, which provides free, 24/7 support to pregnant and postpartum women facing mental health challenges. Senator Gillibrand helped establish the National Maternal Mental Health Hotline in 2022. Since its launch, the hotline has received more than 54,000 calls and texts — a large part of which have been from postpartum moms reporting depression, anxiety, or feeling overwhelmed. Maternal mental health issues are the leading cause of pregnancy-related death in the United States. By firing the individuals who keep the National Maternal Mental Health Hotline operational, HHS is jeopardizing the lives of American moms.

    “HRSA employees help struggling mothers, vulnerable children, uninsured patients, and individuals who live in rural areas access critical health care,” said Senator Gillibrand. “By indiscriminately firing these employees, the Trump administration is jeopardizing access to these vital services and threatening programs that help keep New Yorkers healthy. This is unacceptable, particularly at a time when our country is facing a health care workforce crisis. I am proud to work with my fellow senators to demand answers about these egregious firings at HHS, and I will not rest until our concerns are remedied.”

    Dear Secretary Kennedy:

    We write concerning the abrupt and unprecedented mass firing of Health Resources and Services Administration (HRSA) employees who serve vulnerable populations including children, seniors, uninsured Americans, and rural communities. Reportedly, the Department of Health and Human Services (HHS) used spreadsheets to slash entire divisions without fully understanding the critical functions that many of the former employees performed. Therefore, we request detailed information about who was fired, their specific job functions, and the measures you will implement to ensure that at-risk Americans do not suffer due to your Reduction in Force (RIF).

    HRSA is the primary agency tasked with improving access to health care for vulnerable populations, including the un- and underinsured, children, and families. On March 27, 2025, HHS announced a rushed and ill-conceived RIF in accordance with President Trump’s Executive Order 14210, “Implementing the President’s ‘Department of Government Efficiency’ Workforce Optimization Initiative.” This is on top of the firing of seven percent of HRSA staff that occurred on February 14, 2025. These egregious staffing cuts have particularly decimated the Bureau of Primary Health Care (BPHC) and the Maternal and Child Health Bureau (MCHB), which not only runs counter to the administration’s goal of elevating preventative care and reducing the prevalence of chronic disease but comes at a time when the United States ranks last in maternal health outcomes relative to other high-income countries.

    The Department of Government Efficiency (DOGE) has reportedly fired 40 percent of the Bureau of Primary Health Care, which oversees the Health Center Program. This program effectively closes health care access gaps by providing high quality, affordable primary medical, dental, mental health care, and low-cost prescription drugs. Health centers provide care to over 32.5 million patients at 15,000 clinics across every state, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, and the Pacific Basin. Health centers typically provide a wider array of lifesaving health care services for diverse populations impacted by barriers to care, serving one in five rural residents, one in three living in poverty, and over 400,000 veterans. Of the 32.5 million patients served by health centers, almost one-third are children, and 11 percent are seniors. A strong health center network is integral to increasing primary care access for people at every stage of life.  

    Through the Health Center Program, HRSA not only finances critical health care services, but safeguards patients from low-quality, inaccessible care. HRSA ensures that health centers comply with the highest health care standards to support improved clinical outcomes, improved access to services, and proper financial management. As a result of HHS’s actions, the ability of health centers to carry-out their critical mission of providing safe and accessible care is now in jeopardy, particularly at a time when the U.S. is facing a primary care workforce crisis.

    Combined with the Health Center Program, HRSA administered health workforce programs through the Bureau of Health Workforce are our largest defense against nationwide workforce shortages that are driving preventable deaths. HRSA is critical to adequately staffing health professional shortage areas (HPSAs) with physicians, nurses, dentists, and mental health providers. As an increasing number of rural hospitals close- leaving many Americans without reasonable access to emergency, obstetric, primary, or specialty care- the country cannot afford to lose any investment in the health care workforce.

    HHS has also terminated 20% of the employees at the Maternal and Child Health Bureau. This bureau oversees important programs that support children and pregnant women, such as the Maternal and Child Health (MCH) Block Grant and the Healthy Start Program. These initiatives help reduce infant deaths, provide wrap-around services not covered by Medicaid or the Children’s Health Insurance Program (CHIP), and reach families before, during, and after pregnancy. In 2023, the Title V MCH Services Block Grant helped provide services to an estimated 59 million people. This included 94% of all pregnant women, 98% of infants, and 59% of children nationwide, including children with special health care needs. Although your administration claims to support families, mothers, and children, you are actively undermining the health and wellbeing of these vulnerable groups.

    At your direction, HHS has reportedly fired workers who oversee the Maternal Mental Health Hotline, which offers free and confidential support to the very large proportion of expectant and new mothers experiencing postpartum depression and anxiety, and mothers who simply need a listening ear during some of the most challenging moments of their lives. From October to December 2024, the hotline received 7,500 calls and texts— a majority of which were from postpartum parents, reporting depression, anxiety, or feeling overwhelmed. Maternal mental health issues are the leading cause of maternal death in the United States. These firings could disrupt an essential support pathway for saving the lives of American moms. 

    We remain concerned that these indiscriminate firings have destabilized HRSA and reduced the ability of the agency to provide critical, quality services to the vulnerable populations at the core of its mission. We request a full account of the status of HRSA’s workforce and the impact these firings will have on the American people. Please respond to the following questions and requests for information by no later than Monday, April 21st at 5 p.m.: 

    1. Please provide the total number of people terminated or put on administrative leave for all of HRSA, and specifically from each of the following offices as a result of EO 14210. Please provide a complete breakdown of position, GS level, and veteran status, and clearly state the justification for termination. This accounting should include employees who have since been reinstated or placed on administrative leave, noting that change in status.
      1. Maternal and Child Health Bureau
      2. Bureau of Primary Health Care
      3. Bureau of Health Workforce
      4. HIV/AIDS Bureau
      5. Federal Office of Rural Health Policy
      6. Provider Relief Bureau
    2.   • MIL-OSI Australia: CFA smashes $40 million milestone for Good Friday Appeal

    Victorians have dug deep this year in support of the Good Friday Appeal, helping CFA reach a historic milestone and raising our grand total of contributions to $41 million.

    CFA has been a major fundraiser of the Good Friday Appeal for the past 74 years and this year, with the help of generous local community members, our volunteers were able to raise $1,888,912. 

    CFA volunteers were seen in trucks and at traffic lights across the state yesterday, fundraising in their local areas for The Royal Children’s Hospital (RCH) Good Friday Appeal.  

    CFA Chief Fire Officer Jason Heffernan said this year’s Good Friday Appeal was particularly special.  

    “Being able to exceed the $40 million milestone in the same year CFA celebrate their 80th anniversary is quite fitting and is a touching nod to our shared community spirit,” Jason said.  

    “Not only that, but this year the face of the Good Friday Appeal is part of our CFA family.”  

    Jack was the face of this year’s Appeal, and his dad Rohan Stevens is a 30-year volunteer firefighter for Epping Fire Brigade.  

    Rohan said it was an honour to handover the cheque this year to the Royal Children’s Hospital.  

    “As the parent of a child whose life has been saved at the Royal Children’s Hospital, I’m incredibly proud to assist in presenting this cheque to the Appeal which will help other kids just like Jack,” Rohan said.  

    “This cheque represents the collective efforts of CFA members and their families who have collectively spent many hours fundraising for the Good Friday Appeal.  

    “This donation will assist in funding the next generation of technology, research and treatment to support kids just like Jack.” 

    Rohan presented the cheque to the hospital last night alongside fellow Epping brigade members, CFA Chief Officer Jason Heffernan and the Good Friday Appeal Area Manager Andrew Dalla Via. 

    CO Jason Heffernan congratulates and thanks all participating brigades across Victoria for their incredible contributions this year and throughout many decades.   

    “Our members give up their time to serve their communities in times of need and it’s no surprise that their selflessness extends to worthy causes such as supporting The Royal Children’s Hospital,” Jason said.

    Padilla, Schiff Demand Answers on Trump DHS Attempt to Enter Los Angeles Elementary Schools

    After meeting with Homeland Security Investigations last week, Senators express serious concerns about fear caused by HSI’s school visit, push for no further visits without a warrant
    LOS ANGELES, CA — Today, U.S. Senators Alex Padilla, Ranking Member of the Senate Judiciary Immigration Subcommittee, and Adam Schiff (both D-Calif.) demanded additional answers from the Trump Administration regarding last week’s attempt by Homeland Security Investigations (HSI) agents to enter two Los Angeles Unified School District (LAUSD) elementary schools to question students. Their letter follows a meeting with HSI leadership and Immigration and Customs Enforcement (ICE) officials last week that raised additional questions on how and why these visits to LAUSD elementary schools were conducted. The Senators expressed serious concern about the erosion of public trust in the local community and called for assurances that ICE agents do not attempt to visit or enter schools without a warrant.
    In the Senators’ meeting last week with HSI and ICE officials, HSI claimed that they went to LAUSD schools to conduct a “welfare check” on formerly unaccompanied children. Padilla and Schiff questioned why HSI did not coordinate with the California Department of Social Services or the schools if they believed these children were at risk, and pressed HSI leadership not to undertake any further “welfare checks” without a warrant.
    “We are deeply concerned that HSI officers attempted to question several children, between first and sixth grade, during the school day apparently without contacting or coordinating in advance with the schools, parents or guardians, or state or local child welfare agencies,” wrote the Senators. “Though the agents were purportedly there to conduct a ‘welfare check’ on the children, their actions instead terrorized hundreds of thousands of students across Los Angeles and undermine public trust. We urge you to ensure that HSI does not conduct any additional ‘welfare checks’ on school premises and that ICE agents do not attempt to visit or enter schools without a warrant.”
    “These types of ‘welfare checks’ scare children and their family members, rather than promote their safety,” continued the Senators. “If ICE and HSI want to ensure unaccompanied children’s welfare, these agencies should urge the Office of Refugee Resettlement (ORR) within the Department of Health and Human Services and the White House to restore legal and social services for these children, rather than terrorizing them and their classmates at school.”
    While trying to enter these schools, HSI agents reportedly falsely told staff that they had gotten prior permission from the students’ families to talk to them. The Senators asked for a review of the agents’ alleged conduct, including why they reportedly felt compelled to deceitfully claim they had permission to speak with students.
    Additionally, the Senators demanded a full briefing on the nature, scale, and purpose of these “welfare checks,” the policies and protocols involved, and whether steps were taken to consult with victim services, experts, and children’s attorneys before these visits. They also asked for information on whether ICE has conducted subsequent immigration enforcement in California or across the country during these “welfare checks.”
    In a joint statement last week, Padilla and Schiff expressed their outrage at HSI agents’ attempts to enter LAUSD elementary schools.

    Thank you for taking the time to speak with us last week. We are deeply concerned that HSI officers attempted to question several children, between first and sixth grade, during the school day apparently without contacting or coordinating in advance with the schools, parents or guardians, or state or local child welfare agencies. Though the agents were purportedly there to conduct a “welfare check” on the children, their actions instead terrorized hundreds of thousands of students across Los Angeles and undermine public trust. We urge you to ensure that HSI does not conduct any additional “welfare checks” on school premises and that ICE agents do not attempt to visit or enter schools without a warrant.
    We understand from our conversation with you that the stated purpose of HSI agents at the school was not to conduct immigration enforcement, but instead to undertake a “welfare check” on formerly unaccompanied children. We do not understand why, if you obtained evidence that led you to believe that these children were in danger, your agency has not made a referral to the California Department of Social Services and did not coordinate with the school in advance of the “welfare check” regarding potential child welfare or trafficking concerns.
    When we spoke, we informed you that reports indicated that, while attempting to enter the schools, HSI officers falsely told school staff that they received permission from the families to speak with their children. You informed us that you were unfamiliar with those details and would look into the matter. We would like to understand what steps you are taking to review and address your agents’ conduct, including determining why they said they received permission to speak with children from their families when that was not the case.
    We also request that you provide us with a full briefing on the nature, scale, and objectives of, and policies and protocols surrounding these “welfare checks,” including whether there was any officer training, coordination with victim services, or consultation with experts about conducting these visits with a victim-centered approach, as well as whether ICE is contacting children’s attorneys of record prior to conducting “welfare checks” of represented children. We further request information on what, if any, enforcement actions against formerly unaccompanied children and/or their sponsors ICE has performed in connection with the “welfare checks” both in California and nationally, including any initiation of removal proceedings, detentions, or removals.
    These types of “welfare checks” scare children and their family members, rather than promote their safety. If ICE and HSI want to ensure unaccompanied children’s welfare, these agencies should urge the Office of Refugee Resettlement (ORR) within the Department of Health and Human Services and the White House to restore legal and social services for these children, rather than terrorizing them and their classmates at school.
    We ask that you respond to our questions by May 2, 2025. We urge you to end any efforts to conduct “welfare checks” on school premises and to ensure that ICE agents do not attempt to visit or enter schools without a warrant.

    Risk Statement: Introduction of polypropylene particulates into the epidural space (or inadvertent administration into the intrathecal space) may result in a variety of adverse events. There is a reasonable probability that particulate matter in the epidural space may cause an epidural inflammatory process to meningitis or potentially damage the spinal cord. Administered intrathecally, particulate matter could result in inflammation, hydrocephalus (water on the brain), which could lead to embolization and organ damage.
    To date, Amneal Pharmaceuticals has received no reports of adverse events or injuries related to this recall.
    The recalled product was distributed nationwide to wholesalers/distributors between the dates of 04/23/2024 to 11/8/2024 only.
    The product is indicated for the production of local or regional anesthesia for surgery and or acute pain management and is packaged in 12x100mL Single Dose IV bags (NDC 70121-17343). The affected Ropivacaine Hydrochloride Injection, USP, 500mg/100mL, products are Lot AL240003 (exp 01/2026) and Lot AL240004 (exp 01/2026). No other Ropivacaine Hydrochloride Injection, USP lots are impacted.
    Amneal is notifying its customers by UPS and is arranging for return of all recalled products. Wholesalers/distributors are asked to notify their hospital/ user customers of the recall and provide instruction to contact Amneal for the return of the recalled products to Amneal.

    On Thursday, a federal grand jury indicted a man for his alleged role in smuggling an unaccompanied alien child (UAC) to the United States and for allegedly submitting a sponsorship application with false statements to the Department of Health and Human Services’ Office of Refugee Resettlement (ORR) to gain custody of the minor after she entered the United States.

    “The prior administration’s border policies created an environment that enabled human trafficking and allowed bad actors to take advantage of at-risk children,” said Attorney General Pamela Bondi. “We are committed to protecting children from the scourge of human trafficking and will not rest until we deliver justice for those who suffered during the border crisis.”

    According to the indictment, Juan Tiul Xi, 26, a Guatemalan national unlawfully residing in Cleveland, illegally entered the United States in 2023. Thereafter, Tiul Xi allegedly encouraged and induced a 14-year-old Guatemalan girl to illegally enter the United States and to use the identity of Tiul Xi’s sister as her alias. As a UAC, the Guatemalan girl was placed in the care and custody of ORR. As alleged, Tiul Xi then falsely stated on documents submitted to ORR when he applied to sponsor and obtain custody of the girl that he was the UAC’s brother and that her alias was her actual name. ORR relied on Tiul Xi’s alleged false statements when, on or about Sept. 5, 2023, ORR released the UAC to Tiul Xi’s care.

    Tiul Xi is charged with one count of encouraging or inducing illegal entry for financial gain, one count of making a false, fictitious, or fraudulent statement, and one count of aggravated identity theft. If convicted, he faces a maximum penalty of 10 years in prison on the illegal entry count, a maximum penalty of five years in prison on the false statement count, and a mandatory consecutive penalty of two years in prison on the aggravated identity theft count. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    “This case is a testament to ICE’s commitment to hold predators accountable for the harm they inflict on children,” said U.S. Immigration and Customs Enforcement (ICE) Acting Director Todd Lyons. “We are making every effort to ensure the safety of children released to sponsors across the United States. This is vital work and through their victim centered approach, ICE Homeland Security Investigations (HSI) special agents are perfectly positioned to uncover any similar crimes by predatory sponsors.”

    “The Office of Refugee Resettlement is committed to continuing vital policy changes that promote the safety and welfare of unaccompanied alien children related into the Unites States,” said ORR Acting Director Angie M. Salazar. “We have significantly increased sponsor vetting with the wellbeing of the child at the core of our process. We hope that our commitment is evident by our collaboration with law enforcement to right previous wrongs and help bring these crimes to light.”

    The indictment is the result of the coordinated efforts of Joint Task Force Alpha (JTFA). JTFA, a partnership with the Department of Homeland Security, has been elevated and expanded by the Attorney General with a mandate to target cartels and other transnational criminal organizations to eliminate human smuggling and trafficking networks operating in Mexico, Guatemala, El Salvador, Honduras, Panama, and Colombia that impact public safety and the security of our borders. JTFA currently comprises detailees from U.S. Attorneys’ Offices along the southwest border. Dedicated support is provided by numerous components of the Justice Department’s Criminal Division, led by HRSP and supported by the Money Laundering and Asset Recovery Section, the Office of Enforcement Operations, and the Office of International Affairs, among others. JTFA also relies on substantial law enforcement investment from DHS, FBI, DEA, and other partners.     Pub goers will be able to raise a toast to veterans for an extra two hours to celebrate next month’s historic 80th anniversary of VE day.

    With parties planned across the country on Thursday 8th May, Prime Minister Keir Starmer has ordered pubs and bars across the country to be able to keep serving until 1am to celebrate.

    This will mean venues with a usual closing time of 11pm will be able to keep their doors open for a further two hours on the day, allowing people to continue their celebrations of the milestone. 

    Prime Minister Keir Starmer said: 

    As we mark the 80th anniversary of VE Day, the whole country should come together to remember the incredible sacrifices made by the wartime generation and to celebrate the peace and freedom they secured for us all. 

    Keeping our pubs open for longer will give people the opportunity to join in celebrations and raise a glass to all of the men and women who served their country, both overseas and at home.

    Pub licensing hours can be relaxed to mark occasions of ‘exceptional national significance’, and the government is keen that everyone is able to raise a glass and celebrate those who served during the Second World War. 

    Similar extensions to pub hours have previously been used for major Royal celebrations and significant sporting events, such as the Euro 2024 final.  

    As well as bringing people together for longer, the extension is due to be a welcomed boost to the hospitality industry. 

    The VE Day commemorations will start on Bank Holiday Monday, with the Cenotaph dressed in Union flags, a military procession from Whitehall to Buckingham Palace, and an RAF flypast over London.

    On Thursday 8th May, a day of celebrations across the country will culminate in a party at London’s Horse Guards Parade, televised live on BBC One, with more than 10,000 members of the public attending the event to see performances by stars from the stage and screen.

    This is a momentous occasion and, as the nation’s second home, the pub is the perfect place for communities to gather and raise a glass to all of those who made huge sacrifices for our freedom. 

    Extending licensing hours will mean people can come together for longer, nurture community spirit, and allow pubs to host even more commemorative events that honour our veterans and heroes and celebrate peace.

    The 80th anniversary of VE day will see communities across the country come together to mark the special occasion, with many gathering in their local pubs to do so.

    WENATCHEE, WA – Yesterday,Congresswoman Kim Schrier, M.D. (WA-08) convened a roundtable discussion with Chelan County healthcare organization leaders and providers to discuss the impact that proposed Medicaid cuts would have on the community. 

    In Washington State, approximately 1.5 million individuals are enrolled in Medicaid, also known as Apple Health. This number includes about 900,000 children. The House Republican budget has called for nearly a trillion dollars in cuts to essential programs, like Medicaid. These cuts would be devastating for all Washingtonians, especially those in rural communities. In this roundtable discussion, Congresswoman Schrier spoke directly with leaders and providers from North Central Washington healthcare organizations to hear their thoughts about the impacts of the proposed Medicaid cuts. The consensus was that dramatic cuts to Medicaid would have profound impacts on patient health, healthcare access, clinic survival, and the local economy.

    “As a pediatrician, I have seen firsthand the benefits of access to regular, affordable medical care. That is why for the last 6 years, I’ve worked with colleagues in both parties to strengthen Medicaid,” said Congresswoman Kim Schrier. “Here in Washington’s Eighth District, I represent over 125,000 people on Apple Health who are at risk of losing their healthcare under Republican budget plans. If Republicans achieve their goal of cutting 880 billion dollars from Medicaid, we will be sicker, we will be poorer, we will leave our jobs to care for our parents, we will have longer wait times in the ER because that is where people go when they have nowhere else to go, our healthcare system will be pushed to the brink, and our rural hospitals will cut services or close. I’ll keep fighting to protect Medicaid and healthcare for our children, seniors, and most vulnerable.”

    Cutting Medicaid, Senator Maria Cantwell said, “affects the programs, then affects the hospital, then it affects the workforce, then you end up with shortages, then you end up with deserts. Then you end up with, ‘Who wants to have a business there?’ It keeps cascading,” Sen. Cantwell said. “This is a crazy idea. This is not a sledgehammer — this is like a ticking time bomb that’s blowing up the foundation of the system. And we have to take your stories and go back [to D.C.] and convince these people that it’s not even worth thinking about.”

    ALBUQUERQUE – Ryan Ellison has been appointed as the United States Attorney for the District of New Mexico by U.S. Attorney General Pam Bondi. Mr. Ellison was sworn in by United States District Judge Margaret Strickland on April 18, 2025.

    “I am grateful for the opportunity to serve the people of New Mexico in this role,” said Mr. Ellison. “For however long I serve as United States Attorney, my primary objective will be to keep New Mexicans safe through the vigorous enforcement of Federal law. Under my leadership, the United States Attorney’s Office will do its part to stem the unlawful flow of people and drugs into our country. We will also not lose sight of our responsibility to combat violent crime, gang activity, child predators, and to zealously advocate on behalf of the United States’ civil interests. Together with our federal, tribal, state, and local law enforcement partners, the United States Attorney’s Office will work tirelessly to make New Mexico a safer place to live, work, raise a family, and run a business. And we will make New Mexico a far less attractive place to commit a crime.”

    Mr. Ellison, born and raised in Alamogordo, New Mexico, graduated from the University of Arizona with a business degree in 2010. He earned his Juris Doctor and MBA from Texas Tech University in 2013. Since 2018, Mr. Ellison has served as an Assistant U.S. Attorney for the District of New Mexico in the Las Cruces Branch Office, most recently as Supervisory Assistant U.S. Attorney of the Violent and General Crimes Section.

    As an Assistant U.S. Attorney, Mr. Ellison prosecuted members of the Syndicato de Nuevo Mexico (“SNM”) prison gang. To date, more than 175 SNM gang members and associates have been charged with serious federal crimes, making the ongoing SNM prosecution the largest criminal case ever brought in the District of New Mexico. He has also investigated and prosecuted other violent crimes, including VICAR murder, RICO conspiracy, carjacking resulting in death, kidnapping resulting in death, murder-for-hire, and various firearms, immigration, and national security offenses.

    Prior to joining the Department of Justice, Mr. Ellison worked as an Assistant District Attorney in the 47th Judicial District Attorney’s Office in Texas and as an associate attorney in private practice.

    As U.S. Attorney, Mr. Ellison will be responsible for overseeing federal criminal prosecutions and civil litigation involving the United States in the District of New Mexico. Ellison leads a dedicated team of over 150 prosecutors and support professionals with offices located in Albuquerque and Las Cruces. The District of New Mexico encompasses 33 counties and shares a 180-mile international border with Mexico. It is home to five National Forests, four major military installations, two National Laboratories, 19 pueblos, two Apache tribes, and one-third of the Navajo Nation.

    The Lower Elwha Kallam Tribe Project Lands Restoration Act is one of the last steps of the Elwha and Glines Canyon Dam removal project & will help restore fisheries
    WASHINGTON, D.C. – U.S. Senators Maria Cantwell (D-WA), Patty Murray (D-WA) and Representative Emily Randall (D, WA-06) introduced a pair of bills to transfer land back to the Lower Elwha Klallam Tribe and Quinault Indian Nation to be held in trust. Land is taken into trust when land is transferred to the Bureau of Indian Affairs (BIA) to be held in trust for the benefit of the tribe.
    “The Lower Elwha Klallam Tribe led a historic regional effort to restore salmon runs by removing obsolete dams along Elwha River,” said Sen. Cantwell. “Now, it’s time to return over 1,000 acres of land that was taken to build the dams and allow the Lower Elwha Klallam people to reclaim ancestral lands.” 
    “For generations, the Lower Elwha Klallam Tribe have acted as stewards of the lands along the Elwha River—transferring this land back to Tribal ownership is not only the right thing to do, but it will support important Tribal-led habitat restoration and salmon recovery efforts, improving these precious ecosystems for everyone,” said Senator Murray. “As the Trump administration shutters Bureau of Indian Affairs and Indian Health Service facilities, fires the people responsible for ensuring our nation is living up to its trust obligations to Tribes, and terminates federal funding that is owed to our Tribes, I will keep fighting back with everything I have and working to ensure that Tribes in the Pacific Northwest have the support they need to not just survive, but to thrive.”
    “Since time immemorial the Lower Elwha Klallam and the Quinault Indian Nation have stewarded these lands and waters for today’s inhabitants, and for the benefit of the next seven generations,” said Rep. Randall. “These bills — transferring land into trust and restoring the original reservation lands — are part of our federal government’s promise, our constitutional responsibility, and our treaty obligation to protect Tribal Lands and the people who call them home.”
    Lower Elwha Klallam Tribe Project Lands Restoration Act:
    This bill would transfer three parcels of land totaling 1,082 acres to the BIA to be held in trust for the Lower Elwha Klallam Tribe.
    The land is just outside the boundaries of the Olympic National Park and includes 1,061 acres originally acquired by the National Park Service to demolish two dams along the Elwha River.
    The two remaining parcels were acquired by the U.S. Department of the Interior to construct a pipeline to transfer surface water to the Tribe’s new fish hatchery – the House of Salmon.
    The land transfer would boost habitat restoration efforts led by the Lower Elwha Tribe and federal agencies, aiding in the recovery of all five species of Pacific salmon and other native fish, including Chinook, coho, chum, pink and sockeye salmon, along with steelhead and bull trout.
    This bill is an important action in the decades long effort to restore the Elwha River.
    “The Tribe is excited by the introduction of this bill by Senators Maria Cantwell and Patty Murray and Congresswoman Emily Randall,” said Chairwoman Frances Charles, Lower Elwha Klallam Tribe. “This bill is an important final action to the dam removal project and the restoration of the Elwha River ecosystem and salmon fisheries. The transfer of these lands along the Elwha River to the Tribe will safeguard the federal investment in the restoration of the river and fisheries through tribal management of the resources. The bill will also protect the Tribe’s sacred cultural homelands by restoring them to the stewardship of the Tribe.”
    The proposal for the land to be taken into trust is supported by WSDOT, the Makah Tribe, and the City of Port Angeles.
    “Returning 72 acres of the Quinault Indian Nation’s original reservation will restore the Tribe’s ancestral lands and help preserve one of the area’s last remnants of old growth forest as a living museum for future generations,” said Sen. Cantwell.
    “The Quinault Indian Nation Land Transfer Act will right a historic wrong by transferring 72 acres of land from the Forest Service to be held in trust for the Quinault Nation, more than 100 years after the forced breakup and sale of their lands irrevocably changed their way of life,” said Senator Murray. “I’m proud to be part of this important effort to fulfill our nation’s promise to the people of the Quinault Indian Nation—and I’ll keep doing everything I can to fight back against Trump and Elon’s disastrous cuts across the federal government that are hurting Tribes and undermining our nation’s ability to live up to our trust and treaty obligations.”
    Quinault Indian Nation Land Transfer Act:
    This bill would transfer 72 acres from the Forest Service to the Bureau of Indian Affairs to be held in trust for the Quinault Indian Nation.
    The 72 acres, known as Allotment 1157, was originally part of the Quinault reservation that was established by the Treaty of Olympia of 1856.
    After the passage of the Dawes Act of 1887, the Quinault Indian Reservation was separated into individual allotments and in 1928, Allotment 1157 was given to away through a Trust Deed signed by President Calvin Coolidge.
    The Allotment was eventually sold to a timber company and was purchased by the U.S. Forest Service in 1996 for conservation.
    Allotment 1157 is one of the last remnants of old growth forest, particularly old growth cedar, that were a significant part of the Quinault’s reservation.
    The Quinault Nation plans to utilize this land as a living museum for educational purposes, where students and college interns will learn how to preserve other historical places. Trees and downed wood on this land will be utilized for cultural purposes as has been done in the past. 
    The proposal for the land to be taken into trust is supported by Jefferson and Grays Harbor County, the Hoh Tribe, and the Quileute Tribe. A document containing written letters of support is available HERE.
    With the passage of the Dawes Act in 1867, the Quinault Reservation was broken up into 80-acre allotments, many given to individual Tribal Members. As private interests quickly moved in to buy up the allotments, including allotment 1157, reservation land was lost to the Tribe.

    Termination of Naturalization Grants Leaves Legal Residents Without Support to Become U.S. Citizens

    WASHINGTON, D.C. – Representative Jimmy Gomez (CA-34) is leading 54 House Democrats in demanding the Trump administration reinstate the Citizenship and Assimilation (C&A) Grant Program after it was fully terminated last month—just weeks after a surprise funding freeze. This move abruptly cut off support for local organizations helping lawful permanent residents become U.S. citizens, despite the fact that these grants were fully funded by Congress and legally awarded.     “We write to express our outrage regarding the Department of Homeland Security’s (DHS) decision to terminate all work under the Citizenship and Assimilation (C&A) Grant Program,” wrote Rep. Gomez and the lawmakers. “We demand immediate action to restore funding for the C&A Program and a prompt response to our questions regarding the rationale and legal basis for its termination.”

    “This action marks a significant escalation since an abrupt funding freeze was announced just weeks ago on February 4, 2025,” continued the lawmakers. “The sudden and unilateral decision to terminate legally awarded grants funded by Congressional appropriation, without prior notice to Congress or affected grantees, raises serious concerns about due process, legal authority, and the Department’s commitment to advancing naturalization services for aspiring citizens.”

    The lawmakers’ new letter follows an effort led by Rep. Gomez on March 7 demanding answers after the program was frozen without warning. DHS has still not responded. Then on March 27, grantees were notified the program was being shut down — some immediately, others with just 30 days’ notice. Since 2009, the C&A Grant Program, previously known as the Citizenship and Integration Grant Program, has funded organizations that assist immigrants with citizenship applications, English language instruction, and civics education. The lawmakers warn its sudden termination will disrupt services and harm immigrant communities.

    Bill would streamline FDA approval process for generic drugs

    WASHINGTON – U.S. Senators John Hickenlooper, Maggie Hassan, Rand Paul, and Mike Lee reintroduced the bipartisan Increasing Transparency in Generic Drug Applications Act to lower prescription drug prices for patients by streamlining the approval process for generic drugs to enter the market more quickly. Last Congress, Hickenlooper voted the bill out of the Senate Committee on Health, Education, Labor, and Pensions (HELP).

    “More generic drugs means lower health care costs for Americans. Unnecessary and unclear FDA approval processes delay them from reaching the shelves,” said Hickenlooper. “Our bill speeds up the process to help Americans save more.”

    “Skyrocketing prescription drug prices are forcing too many Granite Staters to choose between their health and their financial security,” said Hassan. “This commonsense, bipartisan legislation will help address a critical obstacle in the generic drug approval process that keeps affordable alternatives off of pharmacy shelves. By requiring more transparency from the FDA and streamlining the drug approval process, this bill will help deliver lower-cost medications to Americans faster.”

    “No one should have to play a complicated guessing game with the FDA simply to bring a safe, effective, and affordable drug to market. The Increasing Transparency in Generic Drug Applications Act will help low-cost generics get to American consumers faster,” said Paul.

    “Generic drugs have made the prescription drug market much more competitive, offering cheaper alternatives to their brand name counterparts. Streamlining the generic drug approval process by eliminating the pointless guessing game manufacturers are forced to play would eliminate red tape and bring down costs for American families,” said Lee.

    Current FDA policy requires certain generic drug manufacturers to demonstrate that their medication has the same levels of active and inactive ingredients as a brand name drug. If the generic drug contains the wrong amount of inactive ingredient, the FDA is not allowed to disclose how the generic comes up short. As a result, manufacturers end up playing a time-consuming guessing game until they reach the right formula. This legislation would require the FDA to clearly identify the formulaic differences between a generic and brand name drug to streamline the approval process.

     “S. 1302 expedites generic submission by creating process efficiencies for FDA and Industry. These efficiencies will enhance patient access to lower-cost medicine. When generic medicines become available, they bring immediately lower prices for lifesaving and life changing medications. We are thankful for the work done thus far by Senators Hassan, Paul, Hickenlooper, and Lee,” said John Murphy, III, President & CEO for the Association for Accessible Medicines.
