  • MIL-OSI United Kingdom: Government cuts price of everyday items and summer essentials

Source: United Kingdom – Government Statements

    Press release

Government cuts price of everyday items and summer essentials

The Government has cut prices on the imports of everyday essentials like spices and juices to boost economic growth.

    • Prices slashed on 89 foreign products – ranging from pasta, fruit juices and spices to plastics and gardening supplies – over next two years

    • Cheaper imports will save businesses at least £17 million per year in a further bid to kickstart growth as part of the Plan for Change

    • Savings could be passed onto families, mixologists and amateur gardeners through lower prices on everyday items and summer essentials

    • UK committed to economic growth, business security and lower prices through free and open trade

UK businesses and consumers could benefit from lower prices on imports of everyday essentials like spices and juices as the Government takes further action to make the UK the best place to do business and kickstart economic growth.

In a further demonstration of the government’s commitment to free trade and responding to business need, the UK Global Tariff will be temporarily suspended on 89 products saving UK businesses up and down the country at least £17 million a year.

The products include plywood and plastics, which are essential for construction – making life easier for chippies all over the country.

Working in partnership with industry, the government has decided to suspend import tariffs on a whole range of products to lower costs for businesses, tariffs will now be cut to zero until July 2027.

The savings to businesses on products such as pasta, fruit juices, coconut oil and pine nuts could be passed onto consumers just in time for the summer season, meaning lower food prices in supermarkets, restaurants and pubs.

Products including agave syrup, often used in margaritas, and plant bulbs will also see tariffs removed meaning keen cocktail-makers and amateur gardeners could enjoy lowered costs as the warmer weather approaches.

These changes will support key growth sectors such as advanced manufacturing and clean energy to compete with international rivals, supporting the Government’s Industrial Strategy with the Plan for Change.

Business and Trade Secretary Jonathan Reynolds said:

Free and open trade grows economies, lowers prices and helps businesses to sell to the world, which is why we’re cutting tariffs on a range of products.

From food to furniture, this will reduce the cost of everyday items for businesses, with savings hopefully passed onto consumers.

As we face a new era of global trade, this government is going further faster to make Britain the best country to do business, delivering on our Plan for Change. These suspensions are just another example of that.

Chancellor of the Exchequer Rachel Reeves said:

In a changing world we know families are anxious about the cost of living, and businesses uncertain about their future. That’s why we’ve announced lower prices on imports of everyday essentials – helping businesses to thrive and pass on savings to customers.

Through our Plan for Change we’re supporting British business and putting more money in people’s pockets.

The UK Global Tariff applies to goods entering the UK that do not qualify for preferential treatment under, for example, a free trade agreement.

Businesses across the UK apply for temporary suspensions on a regular basis by providing evidence of the benefits to themselves, their sector and the wider economy.

CBI Europe and International Director Sean McGuire:

In the face of an uncertain and unpredictable global trading environment, government should be commended for suspending import duties on an array of products. Measures like these will be important for reducing the financial pressures on firms and help to drive growth for businesses of all sizes across the country.

The UK has already reduced tariffs on certain imported goods, benefitting British consumers with better choice, quality and prices on products like fruit juices from Peru and vacuum cleaners from Malaysia.

The Government is going further and faster in negotiating trade deals with partners including India, the Gulf Cooperation Council, South Korea and Switzerland which will unlock new opportunities for businesses, support jobs, and boost wages.

These measures come as the government acts swiftly to protect UK businesses and workers in a new era of global trade, through increasing flexibility on the zero emission vehicle (ZEV) mandate, cutting the red tape and bureaucracy that slows down clinical trials in the life sciences sector, investing up to £600 million in a new Health Data Research Service and backing a £30 million package to support the reopening of Doncaster Sheffield Airport which is expected to support 5,000 jobs and boost the economy by £5 billion.

There was a strong sense of celebration in Napier today as 300 EIT students marked the end of their study journey.

Two ceremonies were held at the Napier Municipal Theatre on Friday (April 11), with whānau, friends and supporters gathering to mark the occasion. In total, EIT awarded 2,241 diplomas, degrees and postgraduate qualifications to Hawke’s Bay-based learners who finished their studies last year.

The morning ceremony recognised graduates from the Centre for Veterinary Nursing, IDEAschool, Te Ūranga Waka, and the Schools of Education and Social Sciences, Primary Industries, Tourism and Hospitality, Trades and Technology, and Viticulture and Wine Science.

A graduation parade through Napier’s city centre followed, with students, staff, and supporters cheered on by the community.

In the afternoon, students from the Schools of Business, Computing, Health and Sport Science, and Nursing were celebrated.

Valedictorians Elijah Rogers and Kayla Hughes delivered heartfelt speeches reflecting on their time at EIT. Olympian Nigel Avery was the special guest speaker, and Tukituki MP Catherine Wedd was also in attendance.

The new Maternity in Focus: ACT Maternity Survey is now underway.

The survey will help gather insights into the experiences of women and birthing people in the ACT.

It invites people to share feedback about their pregnancy, birth and postnatal care, particularly in terms of what is being done well and how maternity care in the ACT public health system can continue to be improved.

“This survey is open to any woman or person who gives birth in the ACT through public maternity care and whose baby is in their care. This includes non-ACT residents who give birth in the ACT,” Chief Nursing and Midwifery Officer Marina Buchanan-Grey said.

Anyone who gives birth in the ACT after 1 September 2024 through public maternity care can complete the survey. It will remain ongoing.

Parents can find the survey postcard inside their ‘blue book’.

    Alternatively, it is available online.

Free sessions for new parents about feeding and play for babies

The new INFANT program will support first-time parents with feeding and playing with their babies.

INFANT stands for INfant Feeding, Active play and NuTrition.

The program supports parents and babies with:

    • introducing solids
    • food refusal and fussy eating
    • tummy time
    • active play ideas, and
    • strategies for limiting screen time.

You can also share experiences and ideas with other Canberra parents and carers.

    How the program works

INFANT consists of 4 group sessions when your baby is approximately 3, 6, 9 and 12 months old.

These face-to-face sessions run for around 90 minutes.

    The sessions are in:

    • Belconnen
    • Gungahlin
    • Molonglo Valley
    • Tuggeranong.

The free sessions are run by community partner Capital Region Community Services.

    Register to attend a session

You can register into the program if your baby is less than 4 months old.

    My Pregnancy Options website

The new My Pregnancy Options website is now live.

It features information on reproductive health services in the ACT, all in one place.

The content covers pregnancy, contraceptive and abortion options and is:

    • accurate
    • reliable
    • pro-choice
    • accessible.

Community health organisation Women’s Health Matters developed the website with ACT Government funding.

“You can use the website to help you make a choice, to understand your choices, or to help someone you know,” Women’s Health Matters CEO Lauren Anthes said.

The website contains a list of GPs and clinics that provide no-cost abortion services.

It was developed in collaboration with a Consumer Advisory Group of women and gender diverse people. These people have lived experience of having an abortion or experiencing barriers accessing healthcare in the ACT.

Visit the My Pregnancy Options website.

The Maternity in Focus: ACT Maternity Survey survey will help ACT Health gather insights into the experiences of women and birthing people in Canberra.

  • MIL-OSI USA: Smucker Leads Bipartisan Group Supporting Medicare Enrollment Protection Act

Source: United States House of Representatives – Representative Lloyd Smucker (PA-16)

WASHINGTON – U.S. Representatives Lloyd Smucker (PA-11), Angie Craig, Gus Bilirakis (FL-12), Mike Thompson (CA-05), Erin Houchin (IN-09), and Donald Norcross (NJ-01) have introduced the Medicare Enrollment Protection Act. This bipartisan legislation aims to protect seniors who enroll in Medicare Part B after their COBRA coverage ends from potential coverage gaps and late enrollment penalties.

Under current law, all seniors must enroll in Medicare Part B within three months of turning 65. Seniors who continue working past 65 and maintain employer-sponsored coverage are granted an exception. However, COBRA continuation coverage does not qualify for this exemption.

As a result, seniors who choose to extend their coverage through COBRA instead of enrolling in Medicare are subject to waiting periods of up to a year before they can begin receiving coverage and risk a lifetime of increased Part B premiums and other financial penalties.

The Medicare Enrollment Protection Act seeks to close this loophole by creating a transition period that would allow seniors on COBRA to enroll in Part B during any month they have active COBRA coverage. As long as they enroll in Medicare Part B before their COBRA coverage ends, they would not be subject to a permanent late enrollment penalty.

“This legislation is a commonsense effort to make health care more affordable for American seniors by providing a transition period before Medicare late enrollment penalties are applied,” Rep. Smucker said. “Seniors should be able to make their own choices and enroll in Medicare at an age that makes sense for themselves, not one set by the federal government. I have been fighting for this change to make the enrollment process easier since coming to Congress. I will work to secure support from my colleagues on both sides of the aisle, and look forward to this bill’s passage.”

“Seniors shouldn’t be penalized for keeping their existing health coverage before enrolling in Medicare,” said Rep. Erin Houchin (IN-09). “The Medicare Enrollment Protection Act is a commonsense solution that protects seniors from unexpected penalties and ensures they have the flexibility and peace of mind they deserve.”

“Medicare has provided care to millions of seniors and people with disabilities for decades. Protecting access to this program is vital to ensure they continue to receive the care they need,” said Rep. Thompson. “The bipartisan Medicare Enrollment Protection Act will help Americans enroll in Medicare and work to ensure beneficiaries are not faced with unexpected expensive penalties. I’m pleased to join my colleagues to protect access to Medicare for those who depend on this program.”

“We want to ensure the transition from private health care to Medicare is easy,” said Congressman Bilirakis. “The current law does not meet that objective. Additionally, the law does not properly reflect the need for flexibility due to the various challenges that those exiting the workforce face in today’s economy. Our bill empowers seniors to make the health care decisions that best fit their individual needs without fear of a lifetime penalty, and I look forward to its quick passage.”

“Seniors have paid into Medicare their whole life and it is time we make it easier to access the healthcare they have earned,” said Congressman Norcross. “Seniors already have to overcome complex hurdles to find the coverage they need, and they shouldn’t face excessive penalties for the time it takes them to do so. The Medicare Enrollment Protection Act will empower seniors across South Jersey and America, increasing access to high-quality health care without burdensome penalties.”

“We should be making it easier for seniors to access the health care they need, not harder, and that’s what this common sense, bipartisan bill will do,” said Rep. Angie Craig. “I’ll keep working across the aisle to lower health care costs, cut bureaucratic red tape and make life better for every Minnesotan.”

The legislation has earned support from national and local advocates.

“Ensuring that all seniors, including those on COBRA, receive fair and equitable treatment is a vital step forward. This proposal empowers seniors to make healthcare choices that best fit their needs without the worry of lifetime penalties. NABIP commends Representative Smucker’s commitment to this issue and urges Congress to support this proposal, ensuring seniors are not subjected to undue financial hardships while maintaining access to continuous healthcare coverage.” – NABIP CEO Jessica Brooks-Woods

Joshua Brooker, Chief Visionary Officer at SnapHealth and resident of Pennsylvania’s 11th Congressional District shared the following statement:

“As a constituent and someone who works closely with retirees navigating Medicare, I’m grateful for Congressman Smucker’s continued leadership on issues that impact seniors. In my experience, about 75% of those transitioning into retirement lean on a broker to help make sense of the process. For those who remain on COBRA, it’s often a well-intentioned decision based on familiarity and the desire to avoid making a mistake.

The Medicare Enrollment Protection Act acknowledges that Medicare enrollment can be complex—and that sometimes, people simply need a little more time and clarity. This bill provides a thoughtful, one-time opportunity for individuals to make the switch without being penalized. It’s a practical, people-first solution that reflects the reality many retirees face.

Thank you, Congressman Smucker, for continuing to support policies that meet seniors where they are.”

  • MIL-OSI USA: Sen. Murray, Rep. Brown Lead Members in Letter Urging Secretary Chavez-DeRemer to Abandon Plans to Dismantle OFCCP Amid Reports DOL Plans to Slash Staff By 90 Percent, Shutter Local Offices

    US Senate News:

Source: United States Senator for Washington State Patty Murray

40 Members call on Trump admin to reverse course on plans to dismantle agency charged with combating illegal employment discrimination ahead of April 14th “fork in the road” deadline

OFCCP recovered $22.5 million for 12,756 affected workers in FY24 alone

ICYMI: Senator Murray Presses Deputy Labor Secretary Nominee on Trump Dismantling OFCCP And Enabling Illegal Discrimination

Washington, D.C. — Today, U.S. Senator Patty Murray (D-WA), a senior member and former Chair of the Senate Health, Education, Labor and Pensions (HELP) Committee, and U.S. Representative Shontel Brown (D, OH-11) led 38 of their Senate and House colleagues in sending a letter to Department of Labor (DOL) Secretary Lori Chavez-DeRemer expressing concerns over reports of the Department’s plans to slash the Office of Federal Contract Compliance Programs’ (OFCCP) capacity by 90 percent and close over 50 local offices. Last Friday, Secretary Chavez-DeRemer sent an email to OFCCP employees saying they have until Monday, April 14th, to take the “fork in the road” deferred resignation offer or be fired.

For decades, OFCCP has investigated complaints from workers and reviewed federal contractors’ employment practices—safeguarding federal contract workers from various forms of discrimination, recovering back pay, negotiating job opportunities, and more. In Fiscal Year 2024, OFCCP recovered $22.5 million for 12,756 affected workers and negotiated 407 job opportunities for workers.

In January, President Trump signed Executive Order 14173, which revoked Executive Order 11246—signed in 1965—which gave the Department of Labor the authority to investigate and remedy prohibited employment discrimination on the basis of race, religion, and national origin by federal contractors, the agency remains responsible for enforcing anti-discrimination laws and equal employment requirements for workers with disabilities and veterans. Federal contract workers make up more than 20 percent of the entire U.S. labor force, making OFCCP a powerful force to prevent and remedy discrimination across the country.

“Drastic cuts to staff and shuttered offices in our communities would leave workers vulnerable to discrimination. While Executive Order 11246 was revoked, the agency remains responsible for enforcing anti-discrimination laws and equal employment requirements for workers with disabilities and veterans. As of mid-February, the agency had 317 investigators. These investigators remain responsible for investigating thousands of contractor establishments that employ millions of workers. The estimated 36 million federal workers dispersed across the United States make investigators in regional and district offices critical for effective enforcement,” the 40 Members wrote in their letter to Secretary Chavez-DeRemer.

“The Department cannot abdicate its responsibility to workers. We urge you to abandon plans to dismantle OFCCP and reaffirm the Department’s commitment to protecting equal employment opportunities for federal contract workers,” the Members concluded.

Joining Senator Murray and Representative Brown in sending the letter were U.S. Senators Angela Alsobrooks (D-MD), Tammy Baldwin (D-WI), Richard Blumenthal (D-CT), Cory Booker (D-NJ), Tammy Duckworth (D-IL), Dick Durbin (D-IL), Kirsten Gillibrand (D-NY), Mazie Hirono (D-HI), Tim Kaine (D-VA), Mark Kelly (D-AZ), Ed Markey (D-MA), Alex Padilla (D-CA), Jack Reed (D-RI), Bernie Sanders (I-VT), Brian Schatz (D-HI), Chuck Schumer (D-NY), Chris Van Hollen (D-MD), Mark Warner (D-VA), and Ron Wyden (D-OR) as well as U.S. Representatives Joyce Beatty (OH-03), Donald Beyer (VA-08), Suzanne Bonamici (OR-01), André Carson (IN-07), Judy Chu (CA-28), Emanuel Cleaver (MO-05), Bonnie Watson Coleman (NJ-12), Danny Davis (IL-07), Cleo Fields (LA-04), Eleanor Holmes Norton (DC-AL), Hank Johnson (GA-04), Robin Kelly (IL-02), Ro Khanna (CA-17), Summer Lee (PA-12), LaMonica McIver (NJ-10), Gwen Moore (WI-04), Mark Pocan (WI-02), Dina Titus (NV-01), and Rashida Tlaib (MI-12).

The letter was endorsed by the American Association of University Women, American Federation of Government Employees (AFGE), Lawyers’ Committee for Civil Rights, NAACP Legal Defense Fund, and the National Partnership for Women and Families.

Senator Murray has loudly spoken out against the Trump administration’s plans to shutter OFCCP, slamming Trump’s Executive Order 14173 in a statement and pressing Keith Sonderling, President Trump’s then-nominee for Deputy Labor Secretary, about the consequences of the administration’s efforts to shutter OFCCP at his confirmation hearing. Throughout her career, Senator Murray has championed workers’ rights and fought to combat employment discrimination, including as the top Democrat on the Senate labor committee from 2015-2022—among other things, Senator Murray fought back against a proposed DOL rule by the Trump administration that would allow federal contractors and subcontractors to justify discrimination against women, LGBTQ+ people, and members of certain religious groups on ideological grounds. Senator Murray first introduced the Protecting the Right to Organize (PRO) Act—comprehensive labor legislation to protect workers’ right to stand together and bargain for fairer wages, better benefits, and safer workplaces—in the 116th Congress, and also leads the Bringing an End to Harassment by Enhancing Accountability and Rejecting Discrimination (BE HEARD) in the Workplace Act, comprehensive legislation to prevent workplace harassment, strengthen and expand key protections for workers, and support workers in seeking accountability and justice.

The text of the Members’ letter is available below and a PDF is HERE.

    Dear Secretary Chavez-DeRemer:

We are deeply concerned by recent reports that the U.S. Department of Labor (The Department) plans to slash capacity at the Office of Federal Contract Compliance Programs’ (OFCCP) by 90 percent and shut down its more than 50 local offices.  Federal contract workers make up more than 20 percent of our nation’s workers and are spread across the country, making OFCCP a powerful force to prevent and remedy discrimination. We urge you to abandon these plans and instead uphold the Department’s responsibility to protect equal employment opportunities for federal contract workers.

For decades, OFCCP has worked effectively to prevent and address unlawful discrimination by investigating individual complaints from workers and by proactively reviewing federal contractors’ employment practices. This unique power to proactively review whether employers were complying with the law allowed OFCCP to identify discrimination that might have otherwise gone unreported or undiscovered. Federal contract workers have benefited from OFCCP’s efforts to recover back pay, salary adjustments, and retroactive seniority on their behalf. In FY 2024, OFCCP recovered $22.5 million for 12,756 affected workers and negotiated 407 job opportunities for workers.

Drastic cuts to staff and shuttered offices in our communities would leave workers vulnerable to discrimination. The estimated 36 million federal workers dispersed across the United States make investigators in regional and district offices critical for effective enforcement.

Workers deserve to be treated fairly in all aspects of employment and cannot afford to miss out on pay, a promotion or the chance to be considered for a good paying job because of discrimination. Workers cannot afford to lose their anti-discrimination enforcers.

The Department cannot abdicate its responsibility to workers. We urge you to abandon plans to dismantle OFCCP and reaffirm the Department’s commitment to protecting equal employment opportunities for federal contract workers.

    Sincerely,

  • MIL-Evening Report: Health workers call for NZ government to join global demands for ambulance massacre inquiry

    Asia Pacific Report

Health workers spoke out at a rally condemning Israel’s genocide in Gaza and the latest atrocity against Palestinian aid workers today, calling on the New Zealand government to join global demands for an independent investigation.

They were protesting over last month’s massacre of 15 Palestinian rescue workers and the destruction of their ambulances in Gaza’s Rafah district under heavy fire.

The Palestinian Red Crescent Society (PRCS) has called for an independent international inquiry into the “deliberate killing” of 8 ambulance medics, 6 civil defence workers and 1 UN worker reportedly executed by the Israeli forces on March 23.

Their ambulances were destroyed and buried together with the bodies of the victims in a shallow grave a week after the crews went missing.

One PRCS paramedic, Assaad al-Nassasra, was reported to be still missing.

Among the speakers in the rally in Tāmaki Makaurau Auckland’s Te Komititanga Square, Amnesty International’s Audrey Van Ryn said: “These killings must be independently and impartially investigated and the perpetrators held to account.

“Medical personnel carrying out their humanitarian duties most be respected and protected in all circumstances.”

Health worker Jason Brooke read out a message from the secretary-general of the International Federation of Red Cross and Red Crescent Societies, Jagan Chapagain, in response to the killing of the Palestinian first-responders.

    ‘Their ambulances were clearly marked’
“I am heartbroken. These dedicated ambulance workers were responding to wounded people. They were humanitarians. They wore emblems that should have protected them; their ambulances were clearly marked,” said Chapagain.

“They should have returned to their families; they did not.”

Their bodies were discovered a week later by fellow workers. A video from one of the slain Palestinian Red Crescent medics contradicting the lies propagated by Israel’s military that the vehicles were “advancing suspiciously toward IDF troops without headlights or emergency signals”

These first responders were not mistakenly misidentified. They were travelling, clearly visible in red crescent marked ambulances with their lights on. They posed no threat.

According to the United Nations, at least 1060 healthcare workers have been killed in the 18 months since Israel launched its genocidal offensive in Gaza.

“Whether it’s first-responders and medics, health workers or reporters, not only are these workers being targeted with impunity by the IOF, but their deaths seem to barely cause a ripple,” said Brooke, who was greeted with cries of shame.

“Where is the condemnation of our politicians? Our media?”

    ‘Dehumanisation of Palestinian life’
“As the Palestinian poet and author Mohammed El-Kurd suggests, what we are witnessing is the dehumanisation of Palestinian life.

“Israel only has to mention the word ‘Hamas’ and the indoctrinated look-away. As if resistance to genocide itself were a crime — the punishment a life predetermined for death.

“Genocide does not distinguish between civilian, aid worker, health worker, reporter and militant. All are condemned.”

Medical personnel, medical transport, hospitals and other medical facilities, the injured and sick are all specifically protected under international humanitarian law.

The devastating Gaza massacre represents the single most deadly attack on Red Cross or Red Crescent workers anywhere in the world since 2017.

Secretary-general Chapagain said: “The number of Palestine Red Crescent volunteers and staff killed since the start of this conflict is now 30.

“We stand with Palestine Red Crescent and the loved ones of those killed on this darkest of days.”

    ‘Palestine wants freedom to live’
Palestine Solidarity Network Aotearoa (PSNA) advocate Janfrie Wakim called on the crowd to give each other “high fives” in recognition of their solidarity in turning up for the protest in the 79th week since the war began.

“I like the sign in front of me: ‘Palestine wants the freedom to live while Israel has the freedom to kill!’ she said.

“We mourn those thousands of innocent people  — some with families here and in Gaza and the West Bank — who made the ultimate sacrifice with their lives, and the thousands unaccounted for in rubble and over 100,000 injured.

“Palestine wants the freedom to live while Israel has the freedom to kill!” . . . a placard at today’s Auckland solidarity rally. Image: Asia Pacific Report

    “Mostly women and children.

“The humanitarian workers who have been murdered serving humanity.”

Wakim said the genocide had been enabled by the wealthiest countries in the world and Western media — “including our own with few exceptions”.

“Without its lies, its deflections, its failure to report the agonising reality of Palestinians suffering, Israel would not have been able to commit its atrocities.”

    All fatalities women and children
Meanwhile, the United Nations reports Palestinian women and children were the only fatalities in at least three dozen Israeli air strikes on Gaza since mid-March, as it warned that Israel’s military offensive threatened Palestinians’ “continued existence as a group”.

Ravina Shamdasani, spokeswoman for the UN High Commissioner for Human Rights, said on Friday that the office had documented 224 Israeli strikes on residential buildings and tents for displaced people in the Gaza Strip between March 18 and April 9.

“In some 36 strikes about which the UN Human Rights Office corroborated information, the fatalities recorded so far were only women and children,” she said.

The findings come as Israel’s attacks on Gaza have killed more than 1500 Palestinians since the Israeli military broke a ceasefire in March, according to figures from the Palestinian Ministry of Health, reports Al Jazeera.

A German official was the latest to call for an independent probe over Israel’s killing of the 15 medical aid workers.

An investigation into Israel’s killing of paramedics must be carried out independently, said German Federal Government Commissioner for Human Rights Policy and Humanitarian Assistance Luise Amtsberg.

“This alleged violation of international law must not go unpunished,” Amtsberg said in a message on social media platform Bluesky.

    Israel’s ‘distortion’ straining ties
“The investigation must be carried out quickly and independently, and the perpetrators must be brought to justice as soon as possible. The Israeli government and judiciary have a duty here,” she said.

Israel’s distortion of the event was “once again” straining ties between Germany and Israel, she added.

Myriam Laaroussi, an emergency coordinator with Doctors Without Borders, known by its French initials MSF, told Al Jazeera from al-Mawasi, an area west of Khan Younis that houses thousands of displaced Gaza families, that the health system had been destroyed.

Due to the Israeli blockade, the supplies needed to treat patients were lacking and had left children in Gaza vulnerable to disease, she said.

The desalination unit was not functioning any more due to Israel’s decision to cut electricity, which had decreased the capacity to retain good hygiene and was leading to outbreaks of polio and scabies.

“We see that it’s a ‘slow death’ for many Palestinians, with shortages of food and water leading to a loss of weight and medical issues,” she said.

The ceasefire had been an opportunity to scale up the capacity of the different health facilities, but it had been too short to have enough effect, and now health facilities were being attacked again.

  • MIL-OSI United Kingdom: Providers of care and support for vulnerable adults in line for above-inflation fees increase

    Source: City of Stoke-on-Trent

    Published: Saturday, 12th April 2025

Providers of adult social care in Stoke-on-Trent could receive above-inflation fee increases, under proposals to be considered by the council’s ruling cabinet.

The increases would cover inflationary pressures facing the care sector and ensure providers can continue to give city residents first-class care.

Every year, the council reviews the fees it pays for care and support given to vulnerable adults and older people.

Now council officers have proposed a series of increases for 2025/26 following thorough consultation and engagement with care providers.

They will be presented to the cabinet for approval at a meeting on April 29.

The proposals would see the council increase its fee payments by at least 5.16% for home care and Extra Care and 7.9% for personal assistants.

Council fees would increase by at least 6.37 % for most residential care, rising to an enhanced rate of at least 7.96% for specialist care.

Nursing home fees would rise by at least 4.77%, with an enhanced rate of at least 6.37% for specialist care.

The proposals recognise significant inflationary pressures facing the care sector. Care providers are being hit by the recently-announced increase in employers’ National Insurance as well as the increase of the minimum wage from £11.44p an hour to £12.21p an hour this month.

The council set aside £6.2 million in its budget to cover fee uplifts.

The total cost of the current proposal is £7.4 million. If the fee changes are approved by cabinet, the council will set aside money to cover the difference while  working to reduce spending in other areas to offset the difference.

The rising cost of care is a national issue, as people live longer and require more help. Only those with the most complex problems qualify for NHS care, meaning councils pick up the majority of the public costs.

That is despite the fact councils have faced significant budget cuts over the past 15 years. Stoke-on-Trent had £96.8 million less to invest in services in 2024/25 compared to 2010/11. That is a 25.1% reduction, in real terms.

The city council is focused on enabling independent living, where people can live fuller and richer lives, have their own front doors, and require less complex care. That includes supporting home care, extra care, direct payments and supported living – while maintaining a sustainable care home market for those who need more intensive help.

  • MIL-OSI USA: Department of Energy Overhauls Policy for College and University Research, Saving $405 Million Annually for American Taxpayers

    Source: US Department of Energy

WASHINGTON– The Department of Energy (DOE) today announced a new policy action aimed at halting inefficient spending by colleges and universities while continuing to expand American innovation and scientific research. In a new policy memorandum shared with grant recipients at colleges and universities, DOE announced that it will limit financial support of “indirect costs” of DOE research funding to 15%. This action is projected to generate over $405 million in annual cost savings for the American people, delivering on President Trump’s commitment to bring greater transparency and efficiency to federal government spending.

“The purpose of Department of Energy funding to colleges and universities is to support scientific research – not foot the bill for administrative costs and facility upgrades,” U.S. Secretary of Energy Chris Wright said. “With President Trump’s leadership, we are ensuring every dollar of taxpayer funding is being used efficiently to support research and innovation – saving millions for the American people.”

Through its grant programs, the Department provides over $2.5 billion annually to more than 300 colleges and universities to support Department-sanctioned research. A portion of the funding goes to “indirect costs”, which include both facilities and administration costs.

According to DOE data, the average rate of indirect costs incurred by grant recipients at colleges and universities is more than 30%, a significantly higher rate than other for profit, non-profit and state and local government grant awardees. Limiting these costs to a standard rate of 15% will help improve efficiency, reduce costs and ensure proper stewardship of American taxpayer dollars.

    Full memorandum is available here:

    POLICY FLASH

    DATE: April 11, 2025

SUBJECT: Adjusting Department of Energy Grant Policy for Institutions of Higher Education (IHE)

BACKGROUND: Pursuant to 5 U.S.C. 553(a)(2), the Department of Energy (“Department”) is updating its policy with respect to Department grants awarded to institutions of higher education (IHEs).

Through its grant programs, the Department funds Department-sanctioned research. A portion of the funding goes to “indirect costs”, which include both facilities and administration costs. See 2 C.F.R. 200.414(a). “Facilities costs” comprise “depreciation on buildings, equipment and capital improvements, and operations and maintenance expenses,” while “administration costs” are “general administration and [other] general expenses,” like funding for “the director’s office, accounting, [and] personnel.” Id.

While the Department is cognizant that many grant recipients use indirect cost payments to effectuate research funded by the Department’s grant awards, these payments are not for the Department’s direct research funding. See 89 Fed. Reg. 30046-30093. As these funds are entrusted to the Department by the American people, the Department must ensure it is putting them to appropriate use on grant programs. To improve efficiency and curtail costs where appropriate, the Department seeks to better balance the financial needs of grant recipients with the Department’s obligation to responsibly manage federal funds.

This memorandum accordingly sets forth the Department’s updated policies, procedures, and general decision-making criteria for establishing indirect cost rates when awarding grants to IHEs; these policies, procedures, and criteria are intended to better balance the Department’s dual responsibilities to grant recipients and the American people.
The Department is initially taking this action only with respect to IHEs. See 2 C.F.R. 200.414(c)(1); id. 200.1.

    ESTABLISHING APPROPRIATE INDIRECT COST RATES:

At present, the Department’s indirect cost rate for IHE grants is typically negotiated by either “the Department of Health and Human Services (HHS) or the Department of Defense’s Office of Naval Research (DOD), normally depending on which of the two agencies (HHS or DOD) provide[d] more funds to the [relevant] educational institution for the most recent three years.” 2 C.F.R. pt. 200, app. III(C)(11)(a)(1). Though the Department generally must accept this negotiated rate, see 2 C.F.R. 200.414(c)(1), it may deviate therefrom for “a class of Federal awards” after implementing and making publicly available “the policies, procedures and general decision-making criteria” it will follow when seeking and justifying deviations. Id. 200.414(c)(1), (3). A “class of Federal awards” is defined to include “a group of Federal awards . . . to a specific type of recipient or group of recipients,” such as grants to IHEs—the class relevant to this policy update. Id. 200.1.

For the reasons set forth in this memorandum, hereinafter, the Department will no longer use the negotiated indirect cost rate for grants awarded to IHEs. Instead, it is setting a standardized 15 percent indirect cost rate for all grant awards to IHEs. This is at the high end of the “up to 15 percent” de minimis rate permitted by government-wide regulation. See, e.g., 2 C.F.R. 200.414(f). Consistent with this memorandum, the Department is undertaking action to terminate all grant awards to IHEs that do not conform with this updated policy. See 2 C.F.R. 200.340(a), (b). Recipients subject to termination will receive separate notice and guidance.

All future Department grant awards to IHEs will default to this 15 percent indirect cost rate. This system will better balance the Department’s twin aims of funding meaningful research and upholding its fiduciary duties to the American people.

    Additional information is forthcoming.

This flash will be available online at the Department of Energy Policy Flashes website.

  • MIL-OSI Australia: Upgrading the Watson Health Precinct

Source: Northern Territory Police and Fire Services

New and improved facilities will allow community organisations to offer a welcoming, secure and inclusive environment.

    In brief:

    • Plans to upgrade the Watson Health Precinct are moving ahead.
    • There will be new and improved facilities offering vital rehabilitation services.
    • A new drug and alcohol rehabilitation facility for Aboriginal and Torres Strait Islander people will be built.

The Watson Health Precinct upgrades are moving ahead.

Plans have been conditionally approved and a Head Contractor appointed.

    Important upgrades

Community health organisations have provided vital rehabilitation services from the precinct for almost 20 years.

New facilities will replace the site’s ageing infrastructure. This will help these organisations ensure a welcoming, secure and inclusive environment for people as they recover.

It will also allow them to double their capacity in the future.

The ACT Government will build new facilities in the precinct for:

    • the Ted Noffs Foundation – who offer live-in alcohol and other drug rehabilitation services for young people
    • Marymead CatholicCare – who provide a residential care facility for young people with mental health conditions.

“Seeking support for drug and alcohol treatment is a massive step for any young person to undertake. Having a space that is designed and created to allow for young people to feel safe, comfortable and promotes treatment removes one barrier to young people accessing support. We welcome the ACT Government’s commitment to improve the treatment options for young people in the ACT,” the Ted Noffs Foundation said.

“Young people struggling with mental health concerns deserve and will appreciate the new welcoming and fresh interiors, inspiring the sense of new beginnings and motivation to work towards their identified mental health recovery goals,” Marymead CatholicCare Canberra & Goulburn said.

A new facility for Aboriginal and Torres Strait Islander people

The precinct will also expand. A new alcohol and other drugs rehabilitation facility for Aboriginal and Torres Strait Islander people will be built.

It will be a residential facility with 24 beds.

Winnunga Nimmityjah Aboriginal Health and Community Services (Winnunga) will run the service.

Winnunga has led the facility’s design and will be responsible for its construction and operation.

This partnership will help ensure Aboriginal and Torres Strait Islander people receive culturally appropriate care for the best possible recovery.

Monarch Building Solutions has been engaged as the Head Contractor for the work on the existing services.

They will work with Winnunga and their Head Contractor as they build their new facility.

Construction is expected to be completed in early 2026.

  • MIL-OSI USA: Pappas Continues to Stand Against Republican Budget Proposal to Slash Health Care and Food Programs, Cut Taxes for Billionaires

Source: United States House of Representatives – Congressman Chris Pappas (D-NH)

The Senate amended resolution paves the way for the GOP to add $14 trillion to the national debt, while ripping away health care from over 200,000 Granite Staters and ending Medicaid expansion in NH

Today Congressman Chris Pappas (NH-01) released the following statement after once again voting against the Republicans’ budget proposal:

“I am a strong no on this bill and will continue to stand with my constituents against this legislation, which would gut Medicaid, kick people off their health insurance, cut food assistance, and hurt our economy. Medicaid and Medicaid expansion are essential to so many Granite Staters, helping them access preventative care, medical treatment, substance abuse treatment, and so much more. A constituent of mine who lives with Down Syndrome, Nate, shared with me earlier this week how New Hampshire’s Medicaid expansion helps him access the care he needs to work and live. When asked how he would respond to the officials who want to cut Medicaid funding, he said he would ask them: ‘Why do you hate me?’ That is how it feels to be someone who relies on Medicaid right now and knows the cuts that will come as a result of the passage of this legislation, all so Republicans in Washington can reward the wealthiest Americans and biggest corporations with even bigger tax breaks. I hope my colleagues will stand up against this betrayal of working families and instead focus on how we can work together to make life more affordable for Americans.”

    Background:

Republicans’ amended H. Con. Res. 14 establishes budget toplines that would force deep cuts to health care and food programs for working families to cover the cost of $7 trillion in tax cuts for the ultra-wealthy. Pappas also voted against the original resolution when it first came to the floor.

This legislation would harm our health care system and the well-being of families, children, and seniors by placing the burden of $880 billion in cuts directly on the committee that oversees Medicaid, the Affordable Care Act (ACA), and the Children’s Health Insurance Program (CHIP), in addition to cuts on other committees that will gut other programs, including the Supplemental Nutrition Assistance Program (SNAP).

In February, Pappas held a roundtable with New Hampshire health care advocates and community leaders to highlight the devastating impact the Republican budget would have on New Hampshire residents’ access to health care and local community health centers’ ability to serve their patients. In April, he held another discussion to highlight the negative impact the legislation would have on people who access care through the Medicaid program and New Hampshire’s Medicaid Expansion.

  • MIL-OSI USA: Veasey, Doggett, Fletcher Lead Texas Democrats in Letter to CDC Condemning Mass Firings and Vaccine Misinformation Amid Measles Outbreak

Source: United States House of Representatives – Congressman Marc Veasey (33rd District of Texas)

Headline: Veasey, Doggett, Fletcher Lead Texas Democrats in Letter to CDC Condemning Mass Firings and Vaccine Misinformation Amid Measles Outbreak

Lawmakers demand answers following an unprecedented surge in measles cases across Texas and nationwide, including the death of a Texas child, as DOGE cuts and HHS Secretary vaccine misinformation hinder response efforts.

Washington, D.C. – Today, U.S. Representatives Marc Veasey, Lloyd Doggett, and Lizzie Fletcher led Texas Democrats in sending  a letter to Centers for Disease Control and Prevention (CDC) Acting Director Dr. Susan Monarez expressing deep concern over the surging measles outbreak in Texas and across the country. The lawmakers requested an urgent, detailed report on the CDC’s efforts to contain the outbreak, combat vaccine misinformation, and assess the impact of workforce reductions on outbreak response.

The Texas Department of State Health Services (DSHS) has reported 259 confirmed cases of measles, including 34 hospitalizations and the tragic death of an unvaccinated school-aged child. The outbreak has disproportionately impacted school-aged children.

“We write to you with deep concern and grave urgency regarding the unprecedented spread of measles across the United States, with Texas at the epicenter of this alarming crisis.” The Representatives wrote. “We are troubled that anti-vaccine misinformation, cuts to the Centers for Disease Control and Prevent (CDC) workforce, and reductions of public health funding will threaten the country’s ability to respond to the current measles outbreak, and future public health threats.”

The lawmakers raised alarm over the dangerous spread of anti-vaccine misinformation, including mixed messaging from Health and Human Services (HHS). Notably, HHS Secretary Robert F. Kennedy Jr. has publicly downplayed the effectiveness of the Measles, Mumps, and Rubella (MMR) vaccine, falsely suggesting that “natural immunity” from measles infection is preferable, while promoting alternative treatments such as Vitamin A supplements and cod liver oil.

“Suggesting that children are better off contracting measles during an unprecedented outbreak is not only dangerous, but instills further distrust in the very safe and effective MMR vaccine amongst Americans,” the letter states.

The lawmakers also condemned the Department of Government Efficiency (DOGE) for mass firings at the CDC, including the layoff of at least 750 public health workers—many of whom were critical to outbreak response efforts. These cuts, along with a shift away from real-time public health data reporting, have significantly weakened the nation’s ability to contain infectious disease outbreaks.

“With more than 70% of the CDC’s budget supporting state and local health departments, any cuts will have catastrophic consequences,” the lawmakers warned. “The CDC must have the necessary funding and personnel to protect American communities from infectious disease outbreaks.”

The letter calls on the CDC to provide a detailed briefing on its plans to contain the outbreak, restore public confidence in vaccination, and describe how cuts have impacted the agency’s ability to fulfill its public health mission.

“The people of Texas, and the entire country, rely on your agency’s leadership to address this outbreak and ensure that no more children suffer preventable harm,” the lawmakers concluded. “We look forward to your prompt response.”

  • MIL-OSI USA: Congresswoman Maxine Waters Slams Trump & Musk Mission to Dismantle Social Security

Source: United States House of Representatives – Congresswoman Maxine Waters (43rd District of California)

WASHINGTON, D.C. – Today, Congresswoman Maxine Waters (CA-43) issued the following statement as Donald Trump and Elon Musk dismantles the Social Security Administration’s infrastructure:

“Donald Trump claimed he would not cut Social Security. He’s lying. The same gangster tactics Donald Trump and Elon Musk have used to disrupt other federal agencies, such as the Department of Health and Human Services and Department of Education, are now being aimed at Social Security Administration (SSA). Musk has proposed slashing 7,000 employees and closing field offices across the country — jeopardizing access to critical services. As a result of DOGE infiltrating the agency, retirees are struggling to access their accounts, phone lines are jammed, and the Social Security website is frequently crashing.

“Let me be clear: this has absolutely nothing to do with improving efficiency. It’s sabotage. Trump and Musk have devised a plan they claim will eliminate “waste and fraud” within the agency. However, they have not provided any legitimate evidence of widespread fraud. In fact, this agency is one of the most efficiently run agencies in government. This is nothing more than an excuse to fully dismantle the agency.

“70 million retirees, widows, children, and disabled workers — including over 98,000 in my district — rely on Social Security as a lifeline to pay for food, medicine, and other essentials. Trump is putting them in a position where many will be waiting for Social Security checks that may be delayed or never arrive. Where many seniors will have to choose between putting food on the table and getting their medications.

“I refuse to stand by while Trump and Co-President Musk destroy our country. We must protect Social Security at all costs.”

Source: United States House of Representatives – Congresswoman Maxine Waters (43rd District of California)

Washington, D.C. – Today, Congresswoman Maxine Waters (CA-43) sent a letter to the U.S. Health and Human Services Secretary Robert F. Kennedy Jr. demanding answers regarding the reported complete elimination of $700 million in Centers for Disease Control and Prevention (CDC) funding for HIV prevention.

In the letter, Congresswoman Waters slams the agency’s drastic and irresponsible actions that would have catastrophic consequences for public health, including critical prevention and screening services in our battle against HIV/AIDS.

“This decision is not just reckless — it is deadly. By eliminating HIV prevention funding, lives will be lost. People who rely on outreach programs for testing will go undiagnosed. Individuals who depend on prevention services will be left unprotected. Health systems that have worked tirelessly to combat this epidemic will be overwhelmed with preventable cases. This is an unconscionable abdication of responsibility by the federal government,” wrote Congresswoman Waters.

“NMAC is deeply grateful to Congresswoman Waters for her unwavering commitment to protecting HIV funding. The proposed cuts to HIV prevention would be catastrophic, threatening decades of progress in the fight against HIV. The community is deeply concerned by these potential reductions, but we take solace in knowing that Congresswoman Waters is on the frontlines, fiercely advocating for these critical resources,” said Harold Phillips, Deputy Director of Programs for NMAC.

  • MIL-OSI USA: Rep. Craig Blasts Administration for Using Trade Policy to Enrich Inner Circle

Source: United States House of Representatives – Congresswoman Angie Craig (MN-02)

WASHINGTON, DC – Today, U.S. Representative Angie Craig joined her colleagues in expressing serious concerns that the Administration may be using trade policy to enrich the President’s inner circle.

In a letter to President Trump and top cabinet officials, the Members of Congress noted that Cabinet Members and top officials connected with the Administration are in positions to directly benefit from stock market volatility, while everyday Americans stand to suffer financially.

“Our concern stems from the fact that Cabinet Members and top officials connected with the Administration—including members of the President’s family—are in positions to directly benefit from any manipulation of the stock market, while its volatility puts the financial security of everyday Americans at risk,” the Members wrote. “The volatility in the stock market has devastated the financial security of Americans… These are real losses from retirement accounts, 529 college savings plans, and Health Savings Accounts that families depend on for essential expenses.”

They also raised questions about the President’s choice to post on social media encouraging his followers to buy stocks only hours before reversing his decision to impose sweeping tariffs on America’s trading partners.

“This sequence of events raises serious concerns about the timing of public communications by the President and the use of executive authority in trade matters,” the Members continued. “The lack of transparency in decision-making—especially when so closely tied to significant market movements—undermines public trust and raises red flags about potential manipulation or self-dealing.”

The Members also requested information to better understand the role of the United States Trade Representative (USTR) in overseeing trade policy decisions.

“The appearance that trade announcements or reversals may be timed in coordination with statements that influence markets—even implicitly—warrants immediate and thorough scrutiny,” the Members wrote. “If individuals within the Administration had advanced knowledge of trade actions or reversals and used that information for personal or political gain, such conduct would be deeply troubling —and potentially unlawful.”

Representative Craig has led the charge to clean up Washington and prohibit Members of Congress from profiting off their service. She recently re-introduced her Halt Unchecked Member Benefits with Lobbying Elimination (HUMBLE) Act, which would ban Members of Congress from owning or trading individual stocks, prohibit the use of taxpayer funds for first-class airline tickets, prevent Members from serving on corporate boards while they are in Congress and eliminate access to Members-only perks for former Members. The bill also includes a new provision to eliminate automatic pay raises for Members of Congress.

(Washington, D.C.) – Today, U.S. Representative Emanuel Cleaver, II (D-MO) voted against the Republican Budget Resolution that would open the door to slashing essential programs like Medicaid, SNAP, and Children’s Health Insurance Program (CHIP) while exploding the federal deficit to finance another round of tax cuts that overwhelmingly benefit the wealthiest Americans.

“As Missouri families continue to struggle with the cost of living, as well as the economic chaos created by the president’s reckless tariff policies, my Republican colleagues are laser-focused on passing another round of tax cuts that overwhelmingly benefit the wealthiest Americans—paid for by slashing essential programs that working class Americans depend on like Medicaid, SNAP, CHIP, and more,” said Congressman Cleaver. “This isn’t just fiscally irresponsible, it’s a dangerous proposal that will drive up the cost of everything from healthcare and housing to groceries and energy, all while exploding the federal deficit.”

According to estimates, the resolution would increase inflation, with the average American household’s purchasing power over the next five years falling by $300-$1,250. That does not include the average loss of $3,800 for the average American due to the president’s previously announced costly tariff plans.

The Treasury Department found that the extension of the 2017 Tax Cuts and Jobs Act would give an average annual tax cut of $32,118 for those in the top 1 percent and an average annual tax cut of $314,266 for those in the top 0.1 percent. Nearly half the net benefit of extending the law would go to the top 5 percent of households, or those making more than $450,000 per year.

Meanwhile, working families will only receive a few hundred dollars in tax cuts a year while losing access to programs like Medicaid, SNAP, school meals, and more, as well as facing higher costs due to inflationary effects. According to the nonpartisan Congressional Budget Office (CBO), the Republican budget previously passed by House Republicans would result in the largest Medicaid cuts in American history—which would be particularly devastating to Missouri.

In addition to the $880 billion in cuts to programs like Medicaid and CHIP, other devastating cuts to federal programs from the Republican budget include at least:

    • $330 billion in cuts targeting student loan programs, income driven repayment, Pell grants, and school meals;
    • $230 billion in cuts threatening nutrition assistance programs like the Supplemental Nutrition Assistance Program (SNAP);
    • $50 billion in cuts that endanger government employee retirement benefits and the federal workforce;
    • $10 billion in cuts to investments in local infrastructure made through the Bipartisan Infrastructure Law;
    • $1 billion in cuts that jeopardize the Consumer Financial Protection Bureau and federal financial regulators;
    • $1 billion in cuts to clean energy investments made under the Inflation Reduction Act.

“Rather than pushing an extreme, partisan budget resolution that will take from the most vulnerable in our community and give to those in the top five percent, Congress should be focused on expanding tax cuts for working and middle class families, investing in healthcare and housing programs that will lower costs for Missourians, and ensuring the wealthiest among us pay their fair share,” said Congressman Cleaver. “As Republicans continue to pursue more reckless trickle-down economics, I will do everything in my power to put a stop to these reverse Robin Hood policies.”

Emanuel Cleaver, II is the U.S. Representative for Missouri’s Fifth Congressional District, which includes Kansas City, Independence, Lee’s Summit, Raytown, Grandview, Sugar Creek, Greenwood, Blue Springs, North Kansas City, Gladstone, and Claycomo. He is a member of the exclusive House Financial Services Committee and Ranking Member of the House Subcommittee on Housing and Insurance.

Source: China State Council Information Office

The 22nd batch of the Chinese medical team in The Gambia conducted an outreach clinic and medical supplies donation event at the Farafenni General Hospital in the North Bank Division on Friday.

The event, which began on April 7, covered multiple specialties including gynecology, pediatric surgery, orthopedic trauma, and traditional Chinese medicine.

A total of 21 surgeries, mainly general and pediatric, were performed, and over 300 patients received treatment and consultations.

Momodou Nyassi, director of health services at the Gambian Ministry of Health, said the long-term medical assistance from China has greatly alleviated the shortage of healthcare resources in The Gambia and improved the treatment capacity of the beneficiary hospitals.

“The latest outreach clinic by the Chinese team was not just a medical intervention, but a concrete example of China’s commitment to improving the health and well-being of the Gambian people,” he said.

Famara Sillah, executive administrator at the Farafenni General Hospital, said the Chinese medical team not only brought professional expertise but also donated urgently needed medications, which will benefit many more patients.

Since their arrival in The Gambia in July last year, the 22nd Chinese medical team has carried out four free outreach clinics.

  • MIL-OSI USA: FACT SHEET: Republican Middle Class Betrayal in San Francisco

Source: United States House of Representatives – Congresswoman Nancy Pelosi Representing the 12th District of California

From the Speaker Emerita’s Press Office:

Today, House Republicans passed a budget that betrays the middle class with the largest cuts to Medicaid and SNAP in American history.

Republicans are taking away health care, increasing the cost of essentials like food and housing, and decimating services working families count on – all to pay for $7 trillion giveaways to Donald Trump’s billionaire donors, big corporations and the ultra-rich.

Below is a fact sheet prepared by the Office of Speaker Emerita Nancy Pelosi (CA-11) and the Democratic Staff of the House Committee on the Budget:

This is what Republican budget plans would mean for San Francisco:

    • $7 trillion in giveaways to billionaires and big corporations
    • $314,266 in average annual tax cuts for the richest 0.1 percent

Meanwhile, middle class families would be left holding the bag.

    Ripping Away Health Care

    The Affordable Care Act

Thanks to the Affordable Care Act, tens of millions of Americans can afford high-quality health care. House Democrats built on the Affordable Care Act, delivering lower prices and expanding coverage.

Under the Republican budget plan, the 32,000 people who receive coverage under the Affordable Care Act in San Francisco would see their average premium go up by $3,070 per year — a 112% increase.

Many families would face even steeper consequences. A 60-year-old couple with a household income of $85,000 in San Francisco would see their health insurance costs increase by $22,193 per year — a 307% increase in premiums.

    Medicaid

Nearly 80 million Americans receive health care through Medicaid and the Children’s Health Insurance Program, which provide critical care throughout all stages of life. Medicaid covers everything from childbirth to nursing home care and everything in between.

In San Francisco, the 162,583 people on Medicaid (also known in California as Medi-Cal) are at risk of losing their health care under Republican budget plans.

This includes 33,336 children under the age of 19 and 44,000 seniors over 65 in San Francisco.

    Raising the Cost of Living

    Food Assistance

With many American families struggling to put food on the table, the Supplemental Nutrition Assistance Program provides critical support for over 40 million Americans including children, seniors, veterans, and working parents.

Extreme Republican budget plans threaten the 211,000 people in San Francisco who count on SNAP to put food on the table.

    School Lunches

Every year, more than 23 million children receive healthy school meals thanks to the Community Eligibility Provision.

Across California, the Republican budget threatens 2,452,931 children who rely on free school lunches.

If Republicans are successful, their extreme budget will make it even harder for these children to get the meals they need to grow and learn.

    Pell Grants

About one in three undergraduate students receive Pell grants, which have helped millions of students afford the cost of a college education. These investments in future generations help grow our economy and our middle class.

The Republican budget would jeopardize the futures of 19,382 students in San Francisco who use Pell grants to help afford their education.

And that’s only the beginning. Republicans are targeting even more critical services to fund their tax cuts for billionaires and big corporations.

The Trump Administration is already undermining our nation’s economy by threatening essential public servants with reckless layoffs. In San Francisco alone, the federal government employs 7,602 people.

  • MIL-OSI USA: Evans, House & Senate Colleagues Reintroduce ‘Poverty-Busting’ Bills to Expand Earned Income Tax Credit & Child Tax Credit

Source: United States House of Representatives – Representative Dwight Evans (2nd District of Pennsylvania)

WASHINGTON (April 11, 2025) – Congressman Dwight Evans (D-PA-3) and House and Senate colleagues have reintroduced what Evans calls “poverty-busting” legislation to expand the Earned Income Tax Credit and Child Tax Credit.

Evans is sponsoring the House bill to expand the EITC, the Tax Cut for Workers Act (H.R. 2764).

Evans said, “I’m proud to join with Representative Ro Khanna (D-CA) and our Senate colleagues to introduce this bill to expand the Earned Income Tax Credit. The EITC is one of the most effective poverty-busting tools that we have, and expanding it is something that members of Congress from both parties should support!”

Evans’ bill would benefit an estimated 14 million Americans. It would:

    • Virtually triple the maximum value of the EITC for so-called “childless workers” from about $540 to about $1,500. These are workers not raising children in their home who are currently taxed into or further into poverty.
    • Extend the credit to both younger and older workers who are currently ineligible for the credit because of their age – delivering the credit to people ages 19 to 24 as well as 65 and older.
    • Make the credit more accessible for adults aging out of the foster youth system.

A more detailed one-page fact sheet about the bill is available here.

In addition to co-lead sponsor Khanna, House co-sponsors of Evans’ bill include Reps. Mary Gay Scanlon (D-PA-5), Yassamin Ansari (D-AZ), Jasmine Crockett (D-TX), Rosa DeLauro (D-CT), Valerie Foushee (D-NC), Steven Horsford (D-NV), Jim McGovern (D-MA), Jerry Nadler (D-NY), Eleanor Holmes Norton (D-DC), Alexandria Ocasio-Cortez (D-NY), Delia Ramirez (D-IL), Linda Sánchez (D-CA), Terri Sewell (D-AL), Lateefah Simon (D-CA), Shri Thanedar, (D-MI), Dina Titus (D-NV) and Rashida Tlaib (D-MI).

Organizations endorsing the bill include: Americans for Tax Fairness, Center on Budget and Policy Priorities, Center for Law and Social Policy (CLASP), Coalition on Human Needs, Economic Security Project Action, Golden State Opportunity, National Council of Jewish Women, National Women’s Law Center Action Fund, RESULTS, UnidosUS, and Young Invincibles.

Evans is also co-sponsoring the American Family Act in the House. That bill would make permanent the expanded, monthly Child Tax Credit that was passed in 2021.

“We know from recent experience that this can lift millions of children out of poverty. I’m going to keep pushing for this too!” Evans said.

The Child Tax Credit bill would:

    • Increase the value of the CTC from the current level of $2,000 per child to $6,360 for newborns, $4,320 for children ages 1 through 6, and $3,600 for children age 6 through 17;
    • End the longstanding, discriminatory policy that reduces the value of the Child Tax Credit for low-income families, ensuring that the families of 17 million low-income children left out of the CTC under current law would receive the same credit as families in the middle class;
    • Provide for monthly delivery of the credit so families would have access to it as bills arrive; and
    • Index the CTC for inflation to preserve the value of the credit moving forward.

Evans represents the 3rd Congressional District, which includes Northwest and West Philadelphia and parts of North, South, Southwest and Center City Philadelphia. He recently announced that his office returned to or saved $4.5 million for constituents in 2024 in cases involving federal agencies such as the IRS, Social Security Administration and Department of Veterans Affairs. The 2024 figure brings Evans’ office’s total to more than $45.5 million returned to or saved for constituents during his first eight years in Congress.

Evans serves on the influential House Ways and Means Committee, including its Subcommittee on Health. In addition to taxes, the committee also oversees trade, Social Security and Medicare. Evans’ website is evans.house.gov and his social media handle is @RepDwightEvans on Youtube, Bluesky, Facebook, Twitter, Instagram and Threads.

  • MIL-OSI USA: Congressman Kweisi Mfume Pays Tribute to Dr. Michael Zollicoffer with Congressional Record Statement

Source: United States House of Representatives – Congressman Kweisi Mfume (MD-07)

BALTIMORE – This week, Congressman Kweisi Mfume honored Baltimore Doctor, Michael L. Zollicoffer, M.D., and his selfless work, at the national level by inserting into the Congressional Record a written statement detailing his impact on the community. When a Member of Congress pays tribute to a constituent in this manner, it becomes part of the official, permanent record of the United States Congress, and part of history.

For decades, Dr. Z, as he’s known to most of his patients, has cared for patients at his urgent care facility, Life Care Plus, in an area of Baltimore City that struggles with poor health outcomes and poverty. Beyond his willingness to practice in an underserved area, Dr. Z is admired by many for never turning away a patient due to their insurance status or because they don’t have enough money.

However, in October of 2024, it was Dr. Z who was diagnosed with renal and colorectal cancer, and, due to paperwork issues with Medicare, he was facing the possibility of being unable to pay for his needed medical treatment.

Upon learning of Dr. Z’s health status, the Baltimore community quickly came together and launched a GoFundMe campaign to help. As of 12:00 p.m., on April 10, 2025, the campaign had raised $271,260 to support Dr. Z’s medical expenses.

Months removed from his diagnosis, Dr. Zollicoffer finished a month of treatment and his Medicare issue has been resolved.

“Mister Speaker, you would be hard-pressed to find another individual with as much passion for healing and love for his community as Dr. Michael Zollicoffer. For his kindness, his selflessness, and his God-given abilities, Dr. Z has been a pillar of the Baltimore community for decades. His cancer prognoses are positive and, God willing, he’ll be practicing in our City for years to come,” wrote Congressman Mfume.

After each day that Congress is in session, the proceedings are printed in the Congressional Record. Full text of Congressman Mfume’s Congressional Record Statement can be viewed below.

HONORING A HERO FOCUSED ON GIVING BACK: DR. MICHAEL L. ZOLLICOFFER, M.D.
    ______

    HON. KWEISI MFUME

    of Maryland

    in the House of Representatives

    Monday, April 7, 2025

Mister Speaker, I rise today to commemorate a beloved native son of Baltimore, Dr. Michael L. Zollicoffer, M.D.. Dr. Z, as he’s known to most of his patients, is a physician of boundless compassion and enthusiasm, and he has spent more than 35 years breaking down barriers to healthcare for all Baltimoreans, regardless of their ability to pay. His clinic has been a ray of hope for the under and uninsured, and his selfless commitment to healing has had major impacts on the wellbeing of his community.

Dr. Michael Zollicoffer is the son of trailblazing pediatrician Dr. Lawrence Zollicoffer, co-founder of Garwyn Medical Center, one of Baltimore’s first Black-owned multi-specialty medical centers. Dr. Z followed in his father’s footsteps by attending the University of North Carolina (UNC) School of Medicine located in Chapel Hill; the school that his father helped integrate. While at UNC, Dr. Z was honored with the MacNider Award, a prize given to sophomores with humility, good character, and impeccable personal integrity.

Dr. Z earned his Doctor of Medicine from UNC in 1985 and returned to his hometown to finish his medical training. He completed his residency in pediatrics at Sinai Hospital of Baltimore in 1988 and remained in Baltimore to begin his own practice. He opened his urgent care facility, Life Care Plus, in an area of our City that struggles with poor health outcomes and poverty.

In the decades since he opened Life Care Plus, Dr. Z has been a guardian angel to the people of the 21215 ZIP Code. Beyond his willingness to practice in an underserved area, what is so remarkable about Dr. Z is that he will never turn away a patient because they don’t have enough money. A pediatrician by trade, he encourages patients to bring in their grandparents for free check-ups, and he’ll happily give patients his personal cell phone number to call him any time, 24 hours a day and 365 days a year.

Dr. Z’s spirit of generosity has turned his clinic into a family home, and many of the people he treated as children now bring their own kids to the clinic. His incredible value to his community has been repeatedly recognized, with Dr. Z receiving awards like the UNC Harvey E. Beech Outstanding Alumni Award and the University of Maryland, Baltimore County’s Community Leadership Award.

The love that the people of Baltimore hold for Dr. Z was most clearly shown in recent months, as Dr. Z is now dealing with health struggles of his own. He was recently diagnosed with renal and colorectal cancer, and due to insurance issues, he was facing the possibility of being unable to pay his medical bills. When his patients heard, they leapt into action to create a GoFundMe which has raised more than $250,000 from over 3,000 individual donors. As further proof of his virtue, Dr. Z made clear that every penny that he doesn’t need for his treatment, will go directly into his clinic.

Mister Speaker, you would be hard-pressed to find another individual with as much passion for healing and love for his community as Dr. Michael Zollicoffer. For his kindness, his selflessness, and his God-given abilities, Dr. Z has been a pillar of the Baltimore community for decades. His cancer prognoses are positive and, God willing, he’ll be practicing in our City for years to come.

    US Senate News:

Source: United States Senator for Virginia Tim Kaine

WASHINGTON, D.C. – Today, U.S. Senators Mark R. Warner (D-VA), Tim Kaine (D-VA), and John Fetterman (D-PA) released the following statement on the decision by the Department of Labor (DOL) Mine Safety and Health Administration (MSHA) to pause enforcement of its final rule to better protect America’s miners from health hazards related to exposure to respirable crystalline silica, or silica dust:

“Coal miners deserve to go to work every day and come back healthy, and the recent decision by the Mine Safety and Health Administration delaying enforcement of their landmark rule to better protect miners from silica dust is an alarming abdication of responsibility. Silica dust has caused severe black lung disease in young coal miners, and as the Trump administration continues to cause chaos through their indiscriminate funding cuts and firings, it’s our miners who are being left behind. We expect the Mine Safety and Health Administration to begin enforcement of this rule no later than their August 18, 2025 deadline.”

Last year, the senators applauded the DOL’s decision to amend current federal silica standards after spending years advocating for the updated rule to better protect miners from inhaling toxic chemicals.

  • MIL-OSI: Difference between private money loans and traditional loans by Flexi-View Lending

    Source: GlobeNewswire (MIL-OSI)

LOS ANGELES, April 11, 2025 (GLOBE NEWSWIRE) — When it comes to financing a real estate investment, choosing the right type of loan can be just as important as choosing the right property. At Flexi-View Lending, we understand that no two deals are alike—whether you’re a seasoned investor or a first-time buyer, knowing the difference between private money loans and traditional loans can empower you to make smarter, faster decisions. Let’s break down the essentials.

    What Are Traditional Loans?

Traditional loans are offered by banks, credit unions, and other institutional lenders. These loans are ideal for borrowers with strong credit histories, stable income, and properties that meet strict underwriting criteria.

    Key Features:

    Lower interest rates (typically 5%–10%)

    Longer repayment terms (15–30 years)

Strict underwriting (credit score, income, debt-to-income ratio)

    Slower approval process (30–60 days)

    Best For:

    – Owner-occupied purchases

    – Long-term investment properties

    – Buyers with excellent credit and documented income

    What Are Private Money Loans?

Private money loans, often called “hard money loans,” are funded by private investors or lending firms like Flexi-View Lending. These loans focus more on the value of the asset than the borrower’s credit profile.

    Key Features:

    – Faster approval and funding (often in 14–20 days)

    – Flexible terms tailored to the project

    – Higher interest rates (typically 8%–15%)

    – Shorter durations (6 months to 60 months)

    Best For:

    – Fix-and-flip projects

    – Bridge loans and quick acquisitions

    – Investors with non-traditional income or credit challenges

    – Properties that don’t qualify for bank financing

When to Use Private Money Over Traditional Loans

There are scenarios where speed, flexibility, or the nature of the property make private lending a better fit:

    1. Tight Deadlines: Private lenders can close deals quickly ideal for auction purchases or time-sensitive opportunities.

    2. Property Condition Issues: Distressed or uninhabitable properties often don’t qualify for traditional financing.

    3. Credit or Income Hurdles: Investors with fluctuating or non-traditional income streams may benefit from private lending’s relaxed underwriting.

    4. Creative Deals: Need a loan structure tailored to a unique exit strategy or renovation timeline? Private money offers more creativity.

    How Flexi-View Lending Can Help

At Flexi-View Lending, we bridge the gap between opportunity and capital. Whether you need fast funding for a flip or long-term financing for a rental portfolio, our team is here to help you choose the right loan for your needs. We specialize in:

    • Manufactured Housing & Senior Living
    • Office Buildings & Self-Storage Facilities

    • Vacant Land

    Final Thoughts

Private money and traditional loans each serve a vital role in the real estate financing ecosystem. The best loan depends on your specific situation, timeline, and goals. Understanding these differences is the first step toward making the most of your next investment opportunity.

  • MIL-OSI USA: Duckworth, Murkowski, Houlahan, Bacon Renew Bipartisan, Bicameral Push to Give Public Health Crisis Responders Essential Leave Benefits Enjoyed by All Other Uniformed Services

    US Senate News:

Source: United States Senator for Illinois Tammy Duckworth
    April 11, 2025
[WASHINGTON, D.C.] – Today, combat Veteran and U.S. Senator Tammy Duckworth (D-IL)—a member of the U.S. Senate Armed Services Committee (SASC)—U.S. Senator Lisa Murkowski (R-AK) and U.S. Representatives Chrissy Houlahan (D-PA-06) and Don Bacon (R-NE-02) reintroduced bipartisan, bicameral legislation that would help expand leave benefits for the millions of devoted health professionals serving in the U.S. Public Health Service (PHS) Commissioned Corps. Despite being responsible for leading our nation’s emergency response to dangerous public health crises, PHS officers are still the only federal entity—civilian or uniformed—without access to essential leave benefits, including extended parental leave, emergency leave, court appearance leave and rest and recuperation leave. The lawmakers’ Uniformed Services Leave Parity Act would rectify this issue by ensuring PHS officers have access to the same authorized leave that is available to members of the Armed Services.
“When disease or disaster threatens our public safety, PHS officers are on the front lines helping keep the American people healthy and out of harm’s way—there’s no reason they shouldn’t have the same leave benefits that officers of the Army, Navy or any of our other uniformed services do,” said Duckworth. “Our bipartisan legislation would help right this wrong and ensure these devoted health professionals have equal access to the benefits they deserve.”
“The United States Public Health Service Commissioned Corps shows up when the nation needs them most, from natural disasters to public health emergencies. Despite their work to mitigate the health impacts of the most intense crises, these everyday heroes don’t have access to critical leave benefits,” said Senator Murkowski. “This legislation rectifies this oversight, and gives Public Health Service officers leave benefits on par with their peers across other uniformed services.”
“It is past time that all our servicemembers, including our U.S. Public Health Commissioned Corps, have equal access to paid parental leave,” said Houlahan. “This gap in our law has put our highly qualified public health officers at a disadvantage at a time when their role on the front lines of public health prevention has never been more important. I am proud to reintroduce this bipartisan and bicameral legislation to right this wrong, and I will continue fighting until these honorable officers, and all Americans in fact, have access to paid leave.”
“Our Public Health Service officers serve alongside other uniformed service members during national emergencies, yet they don’t receive the same basic leave benefits,” said Rep. Bacon. “I’m honored to co-lead the bipartisan Uniformed Services Leave Parity Act to ensure these dedicated healthcare professionals, who are vital to protecting American public health, are granted the same essential leave benefits as their uniformed service counterparts.”
When it comes to leave benefits, the inequity that persists between PHS and the other uniformed services undermines PHS’s ability to recruit and retain qualified professionals that help our nation tackle public health crises like natural disasters, COVID-19 or Ebola. Not only does this inequity compromise the wellbeing of PHS officers, but it also ultimately threatens our nation’s public health emergency preparedness.
The Uniformed Services Leave Parity Act is endorsed by the Commissioned Officers Association, Military Officers Association of America and Reserved Officers Association.
Full text of the legislation can be found on the Senator’s website.
Duckworth has long been a leader in pushing for better benefits and support for members of the armed and uniformed services. Last week, she renewed her push to ensure IVF treatment costs are covered on servicemembers’ and military families’ health care plans. Last December, Duckworth helped pass the bipartisan Fiscal Year (FY) 2025 National Defense Authorization Act (NDAA) that gave servicemembers a pay raise and included a Duckworth-led provision to improve access to high-quality medical care for servicemembers and their families in the Indo-Pacific region, among other wins for military families. Duckworth also successfully passed a provision in the Fiscal Year (FY) 2022 National Defense Authorization Act (NDAA) make sure each service is paying its Guard and Reserve members the same monthly incentive pay for maintaining critical skills and taking on hazardous duty as those in the active component. Since this defense bill was signed into law, Duckworth has also pushed to hold DoD accountable for implementing her pay parity provision.

WASHINGTON – Today, U.S Sens. Mark R.
