  • MIL-OSI Security: U.S. Marshals Fugitive Task Force Arrests Two Males Wanted for Homicide

    Cleveland, OH – Late last night, members of the U.S. Marshals led Northern Ohio Violent Fugitive Task Force (NOVFTF) arrested Money Baccus, 18, in Akron, Ohio.  Baccus was wanted by the Canton Police Department for aggravated murder.  This morning, members of the NOVFTF arrested Deshon Baker, 24, in Euclid, Ohio. Baker was wanted by the Cleveland Division of Police for aggravated murder.

    On February 12, 2025, members of the Canton Police Department responded to an address in the 1900 block of 2nd Street SW, Canton, Ohio for a 30-year-old male that suffered a fatal gunshot wound to the chest. It is alleged that Baccus shot and killed the male and fled the scene. Later in the day, members of the U.S. Marshals, NOVFTF arrested Baccus at the intersection of Crosby Street and S. Balch Street in Akron.

    On December 28, 2024, officers with the Cleveland Division of Police – 3rd District, responded to a shooting near the intersection of E. 9th Street and Bolivar Road. It was discovered that two males had engaged in a physical altercation that ended in a shooting near the 700 block of Bolivar Road. Simajah Harris, 24, suffered a fatal gunshot wound and was pronounced at MetroHealth hospital. Deshon Baker, 24, was later identified as the suspect in this incident and a warrant for aggravated murder was issued for his arrest. This morning, members of the NOVFTF arrested Baker at an address in the 27000 block of Sidney Drive, Euclid, Ohio.

    U.S. Marshal Pete Elliott stated, “Within 24 hours our fugitive task force had two outstanding arrests in Akron and Euclid. Our task force is constantly pursuing and arresting wanted fugitives, in hopes to make the communities we serve safer.”

    WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL) today met with Illinois members of the National Rural Health Association (NRHA) to speak about the challenges of providing health care in rural communities.  During their meeting, Durbin and the health care leaders discussed the importance of preserving Medicaid funding from Republican proposals to cut health insurance benefits and coverage from millions of Americans.  They also discussed workforce initiatives to recruit and retain health care providers to serve in rural areas.  To help address the shortage of health care professionals, Durbin secured $1 billion in the American Rescue Plan for scholarship and loan repayment awards through the National Health Service Corps and Nurse Corps to build a more diverse pipeline of clinicians and recruit more health providers to serve in shortage areas. 

    Durbin also spoke about his Rural Hospital Closure Relief Act, which he introduced earlier this week.  The bipartisan legislation would update Medicare’s “Critical Access Hospital” (CAH) designation so more rural hospitals can qualify for this financial lifeline and continue to serve their communities with quality, affordable health care services. Small and rural hospitals are the backbone of their communities, and often the largest employers, contributing nearly $5 billion in direct spending on payroll, goods, and services in Illinois. Yet more than 135 rural hospitals have closed nationwide in the past dozen years, an estimated 50 percent of rural hospitals ran operating losses last year, and more than 400 hospitals are facing closure risk.

  • MIL-OSI: Gabelli Healthcare & WellnessRx Trust Declares First Quarter Distribution of $0.15 Per Share

    RYE, N.Y., Feb. 13, 2025 (GLOBE NEWSWIRE) — The Board of Trustees of The Gabelli Healthcare & WellnessRx Trust (NYSE:GRX) (the “Fund”) declared a $0.15 per share cash distribution payable on March 24, 2025 to common shareholders of record on March 17, 2025.

    The Fund intends to pay a quarterly distribution of an amount determined each quarter by the Board of Trustees. In addition to the quarterly distributions, and in accordance with the minimum distribution requirements of the Internal Revenue Code for regulated investment companies, the Fund may pay an adjusting distribution in December which includes any additional income and net realized capital gains in excess of the quarterly distributions for that year.

    Each quarter, the Board of Trustees reviews the amount of any potential distribution and the income, realized capital gain, or capital available. The Board of Trustees will continue to monitor the Fund’s distribution level, taking into consideration the Fund’s net asset value and the current financial market environment. The Fund’s distribution policy is subject to modification or termination by the Board of Trustees at any time, and there can be no guarantee that the policy will continue. The distribution rate should not be considered the dividend yield or total return on an investment in the Fund.

    All or part of the distribution may be treated as long-term capital gain or qualified dividend income (or a combination of both) for individuals, each subject up to the maximum federal income tax rate for long term capital gains, which is currently 20% in taxable accounts for individuals (or less depending on an individual’s tax bracket). In addition, certain U.S. shareholders who are individuals, estates or trusts and whose income exceeds certain thresholds will be required to pay a 3.8% Medicare surcharge on their “net investment income”, which includes dividends received from the Fund and capital gains from the sale or other disposition of shares of the Fund.

    If the Fund does not generate sufficient earnings (dividends and interest income, less expenses, and realized net capital gain) equal to or in excess of the aggregate distributions paid by the Fund in a given year, then the amount distributed in excess of the Fund’s earnings would be deemed a return of capital. Since this would be considered a return of a portion of a shareholder’s original investment, it is generally not taxable and would be treated as a reduction in the shareholder’s cost basis.

    Long-term capital gains, qualified dividend income, investment company taxable income, and return of capital, if any, will be allocated on a pro-rata basis to all distributions to common shareholders for the year. Based on the accounting records of the Fund currently available, the current distribution paid to common shareholders in 2025 would include approximately 1% from net investment income, 4% from net capital gains and 95% would be deemed a return of capital on a book basis. This does not represent information for tax reporting purposes. The estimated components of each distribution are updated and provided to shareholders of record in a notice accompanying the distribution and are available on our website (www.gabelli.com). The final determination of the sources of all distributions in 2025 will be made after year end and can vary from the quarterly estimates. Shareholders should not draw any conclusions about the Fund’s investment performance from the amount of the current distribution. All individual shareholders with taxable accounts will receive written notification regarding the components and tax treatment for all 2025 distributions in early 2026 via Form 1099-DIV.

    The location is the historic former SJ Dixon & Son premises on Cleveland Road, Wolverhampton where the final phase of the Royal Quarter development is set to begin. The project, which will involve the conversion of the Victorian building, has received funding from the WM Mayor and will deliver 93 new social homes.

    Richard Parker, Mayor of the West Midlands, today (Thursday 13 February) announced another investment to build more social homes as part of his plans to help address the region’s housing crisis.

    The Mayor was at the historic former SJ Dixon & Son premises on Cleveland Road, Wolverhampton where the final phase of the Royal Quarter development is set to begin. The project, which will involve the conversion of the Victorian building, has received funding from the Mayor and will deliver 93 new social homes.

    It is the third social housing scheme the Mayor has invested in since Christmas as his mission to build thousands of new social homes across the region gains momentum.

    This third and final phase of the Royal Quarter development is being built by Morro Partnerships. It will see Dixon House, built in 1885 and once home to paint firm S.J. Dixon & Son’s, converted into 30 specialist social rented flats for the YMCA Black Country Group.

    A further 63 social rent homes are also being built by Morro Partnerships for whg right next to the Dixon House flats.

    With over 6,800 households and 13,500 children currently living in temporary accommodation, the development is the latest step towards addressing the housing shortage in the West Midlands.

    To help tackle the issue, the Mayor has committed to work with partners including local councils, Homes England, housing associations and developers to deliver 20,000 new social homes over the next decade.

    Richard Parker, Mayor of the West Midlands, said: “Too many people in the West Midlands don’t have a safe, affordable place to call home. They deserve better, and that’s why I’m committed to building thousands of new social and affordable homes.

  • MIL-OSI United Nations: Aid surge into Gaza continues, UN teams prioritize immediate needs

    Lifesaving aid continued to reach Gaza on Thursday while UN humanitarians warned that needs remain enormous after 15 months of constant Israeli bombardment.

    Amid reports that a return to full-scale war at the weekend may have been averted with the announcement by Hamas that it would comply with the agreed release of Israeli hostages, the UN Office for the Coordination of Humanitarian Affairs (OCHA) said that aid teams were “seizing every opportunity” to deliver as much relief as possible to Gazans in dire need.

    Speaking from northern Gaza, OCHA’s René Nijenhuis said that families’ main concern was that the ceasefire holds.

    He explained that the fragile truce had allowed aid teams to get water trucks and reach people in “desperate need of assistance. They need shelter, they need schooling,” Mr. Nijenhuis said. Children are pleading: “Where’s my school? I want to go to school,” the OCHA officer added.

    Truck lifeline

    Thousands of trucks carrying food, shelter and medicines have entered the Gaza Strip at a rate of around 600 a day since the ceasefire began on 19 January – far more than those allowed during the hostilities that were sparked by the Hamas-led terror attacks on southern Israel of 7 October 2023.

    On Wednesday alone, more than 800 trucks delivered life-saving goods into Gaza, OCHA said, while the UN agency for Palestine refugees, UNRWA, said that it has now reached 1.5 million people with food parcels since the start of the ceasefire – and has enough coming to reach the rest of Gaza’s population.

    Since Israeli forces withdrew from parts of the Netzarim corridor that separates north and south Gaza, more than 586,000 people are estimated to have crossed to the north, while over 56,000 were estimated to have moved southward, UN humanitarians reported.

    Despite the massive aid boost, it is still not enough to provide the immediate relief that more than two million Gazans require. This will only happen when commercial goods begin to flow into the Strip once again, humanitarians have said repeatedly, including the UN Children’s Fund (UNICEF).

    “A lot of aid has come in. We have scaled up as fast as we possibly could over the last three weeks of this ceasefire, but of course we cannot undo 15 months of suffering in three weeks,” said UNICEF Communications Manager Tess Ingam, speaking to UN News.

    There needs to be much more aid consistently coming in; also need commercial goods to come in so that markets can be stocked. We need the cash sector and the banking sector to restart again so that people can buy those commercial goods. There’s a lot that needs to happen fast to help resume a functioning goods society in the Gaza Strip.”

    UNICEF also warned that its teams cannot quickly repair the damage done by the damage caused by the Israeli military’s use of heavy weapons and high explosives across Gaza.

    Basic public services have been smashed and require equipment that is still not being allowed to enter the enclave.

    “We need to make sure that certain items that are currently restricted for entry to Gaza are able to enter, for example, pipes for the repair of water systems, generators to run water pumps,” Ms. Ingam said, shortly after finishing a two-week assessment mission in the enclave.

    Live fire threat

    “UNICEF needs this ceasefire to hold as much for us as for the children of Gaza,” she insisted. “Like all humanitarian actors, we are able to do our best work to save the lives of children and provide them with protection and support when we’re not operating in live fire.”

    Speaking exclusively to UN News, Ms. Ingam said that the agency’s three priorities were providing water, boosting healthcare and nutrition and helping people withstand the cold.

    “We’re focused on making sure that water flows again, particularly in the areas where water has been really badly damaged, pipes have been damaged, wells have been damaged in the north and in Rafah, so we’re trying to bring water back by doing repairs and also starting water trucking so families have immediate access to water.”

    UNRWA’s vital role

    Key to the humanitarian response across Gaza, UNRWA runs 120 shelters which host around 120,000 people. It has also opened 37 new emergency shelters, including seven in Gaza City and 30 in North Gaza, and on Thursday announced the reopening of a health centre in Rafah – the first UNRWA facility in the southern city to receive patients since the ceasefire.

    The agency said that while the risk of famine has mostly been averted, another immediate priority is providing shelter and warmth to people returning to their shattered homes.

    Since the ceasefire came began, 644,000 people have received shelter assistance, UNRWA said, specifically tents, blankets, plastic sheeting, warm winter clothing, sealing-off materials and tarpaulins.

    In and around the shelters, the UN agency has also committed to repairing water wells and to provide water and waste disposal services to close to half a million people.

    In addition to shelter and food deliveries, healthcare assistance and medical supplies have also increased, too.

    Health needs being met

    According to the head of the UN World Health Organization (WHO), Tedros Adhanom Ghebreyesus, the organization has assisted with the medical evacuation of 414 patients requiring treatment outside Gaza. WHO has also delivered supplies for 1.6 million people since the start of the ceasefire, he said.

    The UN sexual and reproductive health agency, UNFPA, meanwhile, reported the increased distribution of relief items including infant warmers, postpartum and dignity kits. The UN agency has also established a new shelter for women inside Gaza City to provide safety from gender-based violence.

    In anticipation of possible power cuts, the shelter can run on solar power.

    Between 7 October 2023 and 11 February 2025, the Gazan authorities reported that at least 48,219 Palestinians have reportedly been killed in Gaza and 111,665 have been injured. Some 1,250 people were killed in the Hamas-led attacks and more than 250 were taken hostage.

    The AFL-CIO, AFGE, AFSCME, AFT, CWA, SEIU, Economic Policy Institute, and partner organizations are expanding their legal challenge to stop DOGE’s takeover of Americans’ private data

    (Washington, D.C.)—A coalition of the AFL-CIO, unions, an economic think tank and partner organizations filed an amended lawsuit to protect the confidential information of America’s working people housed at the Department of Labor (DOL), Department of Health and Human Services (HHS), and the Consumer Financial Protection Bureau (CFPB).

    The lawsuit expands the initial challenge to the “Department of Government Efficiency” (DOGE)’s attempt to raid the DOL for key information on America’s workers in order to hobble the agency tasked with protecting their rights, health and safety on the job, as Elon Musk expands his slash-and-burn approach to Americans’ private data and their most essential government services.

    As the complaint lays out: “DOGE seeks to gain access to sensitive agency systems of data before courts can stop them, dismantle agencies before Congress can assert its Constitutional prerogatives in the federal budget, and intimidate and threaten employees who stand in their way, without regard for the consequences. The results have already been catastrophic. DOGE has seized control of some of the most carefully protected information systems housed at the Treasury Department, taken hold of all sensitive personnel information at the Office of Personnel Management, and dismantled an entire agency within a week.”

    “Elon Musk and DOGE continue to jeopardize Americans’ most sensitive, personal data, and threaten our health, safety, rights, paychecks, and the essential services we depend on,” said AFL-CIO President Liz Shuler. “Unions and allies will vigorously fight DOGE’s attempt to put working people at risk through reckless actions that endanger workers and our families. They must be stopped—and today we’re getting back in court to do just that.”

    “What Elon Musk is doing is not an audit—it’s an illegal violation of American citizens’ most sensitive personal information by an unelected billionaire who seems to believe he has been delegated the powers of the elected president,” said AFGE National President Everett Kelley. “Unions and our allies will continue to stand up against Elon Musk and anyone else who thinks they can buy the government of the United States.”

    “Together with our union partners and allies, we filed a lawsuit to protect working people from billionaires stealing their data.     Hernandez brings to the board expertise in systematic review methodology, cardiovascular diseases, collaborative work with researchers from South America and prior work within Cochrane. He is an expert in systematic reviews and meta-analyses and has been working for several years in the former Cochrane Heart Group as author, peer reviewer and editor. He performs collaborative work with researchers from several countries and languages, especially Peru and Brazil.

    Cardiovascular disease is one of the 12 broad topic areas of importance identified by Cochrane and the World Health Organization (WHO). Cochrane has brought together the four former Cochrane groups – Cochrane Heart, Cochrane Hypertension, Cochrane Stroke, and Cochrane Vascular – into a single Thematic Group. This group is led by Professor Gillian Mead of the University of Edinburgh, UK. It shares collective expertise and knowledge and ensures that evidence synthesis in cardiovascular disease reflects the multimorbidity paradigm, the large global burden of vascular disease (including in developing countries), and the continuous development of interventions and diagnostic tests for these conditions.

    Professor Hernandez’s work on the board will help map existing reviews and identify areas of overlap of interventions and cardiovascular diseases, identify high priority reviews and updates, provide topic, content and editorial expertise to the Cochrane central team, and create a dissemination strategy of updated and new reviews within the Group.

    Expanding More Trees community nursery to grow, improve and diversify tree stock

    Read how More Trees community tree nursery in Bath and North East Somerset used funds from the Tree Production Capital Grant (TPCG).

    More Trees started their community tree nursery in 2021.

    Their vision is to create a dynamic and diverse tree-rich landscape across Bath and North East Somerset. They collect seed from local woodlands and grow trees to be planted in their local area.

    A community of volunteers are involved in all stages of their work, from collecting and processing seed, to propagating trees and planting them. Volunteers learn about growing and caring for trees and play a role in transforming their local environment for the future.

    More Trees are slightly different to most other community tree nurseries as they use a ‘hub and spoke’ model. They have a central hub, where they process tree seed and grow seedlings in trays. These seedlings are then distributed to a network of community and school-based nurseries for growing on in raised beds. The resulting saplings are then planted out for local organisations.

    Support from the Tree Production Capital Grant (TPCG)

    Before applying for the TPCG, the charity’s hub was based on a temporary site. They secured a 20-year lease on a new site but needed funding to develop it.

    The nursery applied for the first round of the TPCG in June 2022. They were awarded funding for materials and labour to set up a new central nursery hub on the site, expand their network of nurseries and invest in an electric van.

    Through these investments More Trees aimed to increase the number of saplings they could grow, widen the diversity of species being grown, and improve the quality and biodiversity of their stock. They also hoped to provide better facilities for their volunteers and widen the number of communities they could engage with.

    More Trees received 50% funding towards investments for their central nursery hub to buy:

    • a polytunnel for growing seedlings in root trainers and providing a covered area for seed processing
    • a building to provide welfare facilities for volunteers, and act as an office and training space
    • a van for seed collection, to transport trees, and to maintain the network of community tree nurseries
    • materials for rainwater harvesting to increase resilience to drought
    • seed processing and storage equipment
    • deer and security fencing to protect seedlings

    More Trees could also buy for their nursery network:

    • materials for raised beds for growing on seedlings
    • tools for maintenance and plant care
    • biosecurity kits to reduce the risk of pathogens being introduced into the nurseries

    Funding highlights

    More Trees completed their project in March 2024 and are settling into their new nursery hub.

    As a result of the TPCG, they have:

    • created a purpose-built central nursery hub which will have significant benefits for the efficiency of the nursery’s operations
    • expanded their network from nine to 17 community and school-based nurseries – increasing the number of people they can engage with
    • doubled their production from 7,000 to 15,000 saplings, with capacity to grow a total of 18,000 saplings
    • increased seed collections from 30,000 to 150,000 seeds annually
    • diversified the species they grow from 20 to 41, with all seed and cuttings now collected themselves

    Top tips for success

    1). Involve volunteers in the design and development of your site

    More Trees drew on their volunteers’ first-hand experience of seed processing when designing the facilities on the new site. Volunteers helped to decide on the types of sinks, height of benches and layout of the space.

    Richard Higgs, Director of More Trees said:

    Having volunteers involved in the process is really important. We had a lot of discussion and input from the volunteers into the design of the new site. They know best because they’re the ones who are physically doing it. It also gives them a sense of buy- in.

    2). Be realistic about what can be achieved

    More Trees opted for fewer nurseries but were still able to achieve the same increase in capacity and increase the capacity of existing nurseries.

    Sandra Tuck, Former Community Tree Nursery Coordinator, More Trees said:

    Although good for optimising community engagement, setting up multiple smaller nurseries is relatively time consuming. We therefore had to reduce the number of new nurseries from our original plan, opting for fewer larger nurseries to achieve the same increase in capacity as well as increasing the capacity of some of our existing nurseries. Overall, we still achieved a huge uplift in the number of trees we can grow, but in fewer locations.

    3). Share knowledge with other small or community tree nurseries

    More Trees visited and got advice from other small nurseries when they were starting out. They found that other nurseries often face similar challenges and can share what they have learnt. Now that they are more established, More Trees have been sharing their advice with another community tree nursery who are setting up for the first time.

    Plans for the future

    Having expanded rapidly, More Trees now plan to spend the next few years refining their operations and focusing on increasing their species diversity.

    “We will concentrate on increasing our species diversity further and improving our germination rates for more unusual/harder to grow species. We are developing a Tree Spotters application for mobile phones to enable volunteers to spot more unusual species for collections. By growing more unusual, less commercially viable trees and trees with significant genetic diversity (collected from 20+ woodland locations), our tree stock will continue to be in demand in the coming years.” Sandra Tuck, Former Community Tree Nursery Coordinator, More Trees

    The review by 2 specialists remains in place for patients starting valproate under 55 years of age but the Commission on Human Medicines (CHM) has advised that it will not be required for men (or males) currently taking valproate. More information is available in our Drug Safety Update (DSU).  

    The information considered by the CHM and the advice issued is presented in a Public Assessment Report. The current recommendations were implemented on 31 January 2024. Our DSU includes three infographics which have been developed to provide clarity for healthcare professionals about valproate prescribing.

  • MIL-OSI United Kingdom: Council issues advice for residents considering aesthetic procedures

    Environmental Health officers at City of Wolverhampton Council are concerned that people are not always aware of the safety risks and potential complications involved.

    Officers want to encourage residents to ask questions and report any concerns before undergoing aesthetic procedures such as Botox, anti wrinkle injections, cosmetic or dermal fillers, chemical peels or skin boosters.

    They recommend the following:

    • Make sure you have a pre-consultation before undergoing any procedure. This should look at your medical history and give you the chance to understand potential risks and complications.
    • Check the qualifications and experience of the person carrying out the procedure, and whether they are trained to deliver aesthetic procedures, such as injectables.
    • Ask what insurance cover, such as General Liability Insurance, does the practitioner have.
    • Check the name of the product and whether it is licensed, and how and where it is made – products such as Botulax, reNTox and Innotox are not authorised medicines for use in the UK.  
    • Don’t accept treatment on the day of the consultation. A prescription must be written and dispensed by a pharmacist for you only. This takes time, and don’t feel afraid to ask your practitioner what the risks involved are, and how they will manage any complications which may arise.
    • Check that the product is unopened before use and for those which are licensed, that it has a pharmacy dispensing label attached with your name on the label.
    • Remember that if you have any doubts, you have the right to change your mind and withdraw from undergoing the treatment.

    Residents are also urged to consider the place where procedures are taking place and if they have any concerns about the cleanliness and personal hygiene of a practitioner, to report them to environmental.health@wolverhampton.gov.uk

    Some tips on what to look out for include:

    • Sharps (such as needles) must be placed into yellow waste bins.
    • Used soft tissues and PPE (protective clothing) must be disposed of into a yellow waste bag, within a receptacle.
    • Make sure practitioners are washing their hands and wearing appropriate protective clothing, such as a single use apron, gloves and face covering where necessary.
    • Handwashing is particularly important after using the bathroom or a mobile phone. Practitioners should also change gloves after these activities to prevent the spread of infection.
    • The premises must be clean, check that you can see that cleaning products are available.

    Councillor Bhupinder Gakhal, City of Wolverhampton Council’s cabinet member for resident services, said: “The popularity of aesthetic procedures and their availability on the high street is increasing.

    “Residents need to be aware that they can ask important questions before undergoing a procedure, and that they can let practitioners know if they feel uncomfortable.

    “Please don’t feel embarrassed or ashamed to come forward and report your concerns to us confidentially. Our Environmental Health officers are there to help and can take action where necessary when there are potential risks to the public.

    “By being aware, asking questions and reporting concerns, you are helping to make sure that other people are protected and can experience a safe environment when undergoing aesthetic procedures.”

    A new walking group aimed at getting people moving and socialising has been launched at ARU Writtle, led by popular local instructor Natasia Johnson.

    The free weekly Walk and Talk Group will centre on ARU Writtle’s campus in Lordship Lane, and also take in some of the beautiful nearby countryside.

    Natasia already leads several walks in parks around the local area which have proved popular with the Chelmsford public.

    The new walk, which takes place weekly on Mondays at 12.15pm, follows in the footsteps of the successful Nordic Walking workshops that were launched at ARU Writtle in 2024.

    “Going for a walk is one of the most underrated and underutilised activity we can do to help our physical health, mental health and overall wellbeing.

    “The club’s mission is to promote activity that encourages participants to engage in friendly conversation while enjoying the benefits of being outdoors to help support physical activity, mental health, wellbeing and social connection.

    “The walks are very casual with the pace set by the attendees, so there is no pressure to be super fit.”

  • MIL-OSI Canada: Advancing midwifery access in Alberta

    As of January 2025, 181 midwives were practising across the province, reflecting a 26 per cent increase from 2020. Midwives play a crucial role in improving health outcomes for women, newborns and families by bringing maternal care closer to home. They build strong relationships with families, provide emotional support, help manage pregnancy risks and make referrals when needed.

    Alberta’s government is committed to ensuring Albertans can access high-quality maternal health care anywhere in the province. To help achieve this goal, $10 million is being invested over three years to implement the comprehensive new Alberta Midwifery Strategy.

    The midwifery strategy outlines short-, medium-, and long-term goals to strengthen care and support midwifery pathways to practice. In the short term, the focus is on enhancing care for Indigenous populations through provider and community engagement. Medium-term efforts aim to address midwifery attrition and identify the supports needed to sustain the workforce. Long term, the strategy seeks to formalize guidelines and processes to integrate midwifery practice while monitoring supply and demand.

    First Nations, Métis and Inuit families have emphasized that increased access to midwifery services is critical, especially in rural and remote areas of the province. They believe that improved midwifery access will help to address physical, emotional and cultural barriers that affect health outcomes for mothers, babies and communities.

    Numbers show higher than national and regional average staffing levels in nursing, and paramedics

    The Government of Saskatchewan’s strategy to increase the health care workforce is showing results. Health care staffing numbers in Saskatchewan rank higher than the five-year national and western Canadian average in several key categories, as recently released by the Canadian Institute for Health Information (CIHI) and other sources.

    “There are many reasons for Saskatchewan residents to have confidence, as we strive to ensure our province is a desired place for health-care professionals to work and build a career,” Health Minister Jeremy Cockrill said. “As we train and recruit more staff to work here, we continue building capacity that meets or exceeds regional and national levels.”

    According to CIHI’s Health Workforce in Canada Overview, Saskatchewan had the highest per capita numbers of regulated nursing professionals in western Canada every year between 2019 and 2023. Saskatchewan’s 2023 rate of 1,384 nursing professionals per 100,000 people was higher than both the Western Canadian and Canadian averages of 1,188 and 1,192 respectively. Over the past five years, Saskatchewan has added 1,056 more nursing professionals to its workforce, or a 6.7 per cent increase.

    Saskatchewan’s Registered Nurses (RN) rates per 100,000 residents rose to 973 in 2023, up from 940 in 2019, a 3.5 per cent increase. The 2023 per capita RN numbers are considerably higher than the national average of 803, and the western average of 810. Saskatchewan is continuing work to increase those rates by adding capacity in training programs, and targeted efforts in recruitment programs. These per capita rates from CIHI are validated by licensing numbers published by the College of Registered Nurses of Saskatchewan that show a nearly 18 per cent increase in licensed RNs between 2018 and 2023.

    We are also seeing a per capita increase in Saskatchewan’s Licensed Practical Nurses (LPNs) from 318 in 2019 to 324 in 2023, a rate that is expected to grow even further with recent increases in training capacity. Saskatchewan’s 2023 per capita LPNs is also above the western Canadian average of 309.

    Provincial data shows nursing training and recruitment efforts are working. From December 2022 to June 2024, the Saskatchewan Health Authority has hired more than 1,400 in-and-out-of-province nursing graduates.  

    CIHI’s release also reports that in 2023, there were 200 paramedics in Saskatchewan per 100,000, a 19.5 per cent increase from 2019. That 2023 rate for Saskatchewan led all western provinces and was more than double the national average.

    In addition, incentive programs geared to attract physician specialists to Saskatchewan is showing results. Over the past five years, rates increased by 7.1 per cent to 103.1 per 100,000. More can be expected through an increase in residency seats, as well as incentive programs offering up to $200,000 to new physicians practicing in qualifying communities.

    The 65th Medical Brigade hosted senior leaders from the Republic of Korea Army Feb. 6 for a briefing and static display walk-through at the 135th Forward Resuscitative Surgical Detachment. The visit highlighted the ongoing partnership between U.S. and ROK medical forces and their efforts to modernize battlefield medical capabilities.

    “As our partnership with the Republic of Korea Army continues to strengthen, we are working together to modernize battlefield medical capabilities,” said Col. Edgar G. Arroyo, commander of the 65th Medical Brigade. “The exchange of knowledge and experience between our forces ensures that we remain ready to provide life-saving care in any operational environment.”

    As the ROKA transitions from its Mobile Army Surgical Hospital model to adopt the U.S. Army’s FRSD structure, the engagement provided an in-depth look at how expeditionary surgical teams deliver advanced combat casualty care in austere environments. The event included a briefing on FRSD operational capabilities and a static display walk-through to showcase how this capability enhances battlefield survivability.

    Two senior ROKA generals attended the visit. Brig. Gen. Seo, the ROKA equivalent of the U.S. Army surgeon general, plays a pivotal role in shaping medical doctrine and force modernization. Brig. Gen. Jeon, head of the ROKA Analysis and Evaluation Department, oversees the assessment and implementation of force structure advancements.     Sen. Markwayne Mullin (R-Okla.) is an unconventional leading ally for President Donald Trump. As Trump prepared to return to Washington, plenty of Republicans with higher profiles and deeper pockets were jockeying to be his congressional facilitator-in-chief. 
    To understand Mullin’s rise from congressman to senator to Trump confidant, it must be recognized this isn’t a relationship built on politics — rather one forged in the deeply personal throes of a tragedy deferred.
    In early 2020, Mullin’s 15-year-old son, Jim, suffered a life-threatening blow to the head while wrestling, his pulse faint as paramedics airlifted him to a Tulsa hospital. When Trump learned what Mullin’s family was facing, he began calling.
    He never stopped. 
    “He was at rehab for 18 months,” Mullin said in an interview with Bloomberg Government on Capitol Hill. “The president called every week. He flew to Bakersfield, California, to see him. He offered to help us financially, which we didn’t need, but he offered to help us financially with it. He still asks about him. Every time we talk, he still asks how my boy is doing.”
    “You just see a different side of the guy. Not everybody sees it.”
    ‘Significant Relationship’ 
    Mullin’s bond with the president has positioned him to be one of the most influential lawmakers in Trump’s second term, with both a direct line to the president and congressional ties to help shape his legislative agenda. He stuck by Trump during the times when the president’s political career seemed over — through Jan. 6, a second impeachment, and the barrage of criminal charges. In doing so, as Trump returned to the White House, Mullin had demonstrated the attribute he values above all: loyalty.
    “There’s no question he has a significant relationship with the president,” Rep. Jason Smith (R-Mo.), Mullin’s close friend and roommate in Washington, told Bloomberg Government. “I know that to be certain.”
    On the surface, Trump and Mullin look like opposites. Trump, as a boy in New York, had a chauffeur, while Mullin grew up with six siblings in rural Oklahoma.
    The Oklahoman wears square-toed cowboy boots, a look his male staffers copy but one Trump wouldn’t be caught dead in. “And no, I don’t play golf,” Mullin said.
    Despite lacking the name recognition of some of Trump’s other allies, his close ties to the House — where he served for a decade before becoming one of the youngest senators at 45 years old in 2023 — give him a level of influence across the Capitol few senators have. 
    Mullin still leads a bipartisan workout group at 6:30 a.m. in the House gym, a group that included former Rep. Tulsi Gabbard (D-Hawaii), who was confirmed on Wednesday as Trump’s director of National Intelligence, and former House Speaker Kevin McCarthy. It has become his forum for maintaining relationships and building new ones, Smith said.
    “There’s not one senator over there that has better relationships with as many House members as Markwayne, and there is not a senator over there that campaigned more for Donald Trump,” Smith said.
    Frequent Fighter 
    At the same time, he’s one of Trump’s most effective attack dogs. He posts on X frequently — often more than a dozen times a day — defending the administration’s policies, talking up his nominees, and slapping down the “woke” mob out to get Trump. 
    He spent weeks on the road campaigning for Trump last fall, and as a citizen of the Cherokee Nation, he’s one of the few Native Americans in Congress — an attribute that has made him a credible attack dog in Trump’s anti-DEI crusade.
    “I grew up in Indian Country, living on the same land my ancestors were forced to move to,” Mullin posted on X last month. “I was born with bowed [legs] and a bad speech impediment. I lived in a barn. I NEVER let that be an excuse.”
    Mullin also played a pivotal role in getting some of Trump’s nominees across the line, including Defense Secretary Pete Hegseth and Robert F. Kennedy, Jr. for Secretary of Health and Human Services, according to a senior White House official who spoke on the condition of anonymity to discuss internal strategy. The official described him as working tirelessly and being “energetic” in advancing Trump’s goals.
    “President Trump loves people who are fighters,” said Rep. Kevin Hern (R-Okla.). “Clearly, Markwayne Mullin is a fighter.” 
    Mullin’s pugilistic nature was on show in 2023 when he threatened to fight Teamsters President Sean O’Brien during a committee hearing. The two nearly came to blows until Sen. Bernie Sanders (I-Vt.) intervened. The clip went viral on social media, raising the profile of both men. 
    As far as the president is concerned, Mullin has distinguished himself as a resource, Justin Clark, a former Trump White House official who later worked for Mullin’s campaign, said. He is one of a few senators who had direct access to Trump, meaning he can call him directly rather than go through handlers, and has established a regular back-and-forth where the two exchange ideas.
    Yet despite that access, Mullin doesn’t over-communicate — even as countless others constantly fight to get in the president’s ear.
    Mullin said he talks to Trump a few times a week. The two had spoken that morning, he said. However, Mullin wouldn’t say what was discussed — offering a hint at why the relationship has blossomed.
    “There’s a trust factor there, too,” he said.

    Dr. Maxwell Eder recently joined the Calhoun Cardiology Center at UConn Health. The Center is celebrating its 20th anniversary of advancing cardiovascular care, research, and training the next generation of heart doctors.

    “UConn Health is an excellent place for general cardiology,” says Eder. “General cardiology allows me to care for a wide variety of heart patients which I really enjoy!”

    Eder serves as an assistant professor of cardiology at UConn School of Medicine. He joined the UConn faculty from Yale where he completed both his residency and fellowship training in general cardiology.

    Eder cares for patients at UConn Health ranging from those who simply want to prevent heart disease or lower their risk factors to those with a cardiovascular disease diagnosis and are being treated in the echocardiography lab or as inpatients at UConn John Dempsey Hospital.

    Eder loves the heart.

    “I really like the complexity of this muscle we call the heart,” says Eder. “It is more than just a muscle, a lot more. The heart has a very unique pathology, its own piping, and even its own electrical system too.”

    Plus, Eder loves the heart patients he gets to meet.

    “I really connect with my heart patients. It’s very gratifying to be able to offer them really great and evidence-based treatments,” Eder says who finds it also rewarding to meet with patients who are looking to prevent heart disease.

    “I am happy to see all patients, but most people don’t need a practicing cardiologist to begin to prevent heart disease today, right now,” Eder says about heart disease which remains the leading cause of death of American men and women.

    According to Eder, if someone has a new concern or change in their heart health or risk factors for the disease such as a sedentary lifestyle, high blood pressure, high cholesterol, was a past smoker, or has a strong family history of heart attack or stroke, it’s a very good idea to seek a consult with a cardiologist.

    Eder advises three simple healthy lifestyle choices to begin preventing heart disease at any age.

    First, eat heart healthy with a daily diet rich in fruits, vegetables, and high in fiber.

    Second, stay active weekly with brisk walking or other vigorous exercise you enjoy.  In fact, the official recommendation for exercise by the American Heart Association (AHA) is 150 minutes of moderate aerobic activity or 75 minutes of vigorous activity per week with strength training two days per week.

    Lastly, don’t ever smoke, or quit smoking now, as it hardens and narrows the arteries in your body including those in the heart.

    “If you eat healthy, exercise regularly, keep your cholesterol low, and avoid smoking your risk of developing heart disease will be much lower,” stresses Eder. “It’s never too early to start preventing heart disease and reducing your cardiovascular risk factors to prevent a heart attack or stroke in your lifetime.”

    Eder concludes, “Live a healthy lifestyle, with everything in moderation. Do these few simple steps daily and you will be doing an amazing job of keeping your risk factors for cardiovascular disease low and maintaining your heart health.”

    The Seabees were convoying home from an exercise when they noticed a submerged vehicle near the site of a collision and quickly rushed to the aid of the two elderly occupants inside.
    “We spotted the car while stopped for a routine check and ran straight over,” said Builder 2nd Class Thomas McLaughlin, who helped with the rescue. “The occupants were frightened but felt reassured when they saw us get into the water to help.”
    After carrying the motorists to safety through waist-deep mud and water, the Seabees returned to the vehicle to retrieve personal belongings.
    Now safe on dry land, Hospital Corpsman 1st Class Marcos Ramirez assessed all motorists involved in the three-car accident for injuries while Equipment Operator 1st Class Andrew Warren coordinated with emergency services.
    Once first responders took over the scene, the convoy was back on the road and returned safely to Naval Construction Battalion Center Gulfport, Mississippi.
    NMCB-11, assigned to Naval Construction Group (NCG) 2, is homeported in Gulfport as part of the Naval Construction Force.
    The mission of NCG 2 is to organize, man, train, maintain, and equip Naval Construction Regiments (NCRs), NMCBs, the Construction Battalion Maintenance Unit (CBMU), and the Underwater Construction Team (UCT) to provide supported commanders with expeditionary engineering forces capable of general engineering and construction, and limited combat engineering across the full range of military operations.

  • MIL-OSI Global: Lake Victoria is turning green – the deadly bacteria behind it

    Lakes, natural and man-made, provide water, food and habitats for wildlife, as well as supporting local economies. Around the world, though, there’s a growing threat to lakes: toxic bacteria which turn the water green.

    This is the same green as you see on stagnant ponds. It’s caused by tiny organisms called cyanobacteria and can be deadly.

    Cyanobacteria thrive in warm, sunny lakes and ponds that contain excess nitrogen and phosphorus nutrients derived from fertiliser, manure and sewage. When conditions are right, cyanobacteria multiply rapidly and form smelly green scums on the water’s surface.

    Known to science as cyanoHABs (cyanobacterial harmful algal blooms), the scums are harmful to livestock, wildlife, pets, people and aquatic organisms like fish. Toxins make untreated water unsafe to drink, swim in, or even touch. Sometimes they can become suspended in air and be inhaled. The cyanoHABs also harm ecosystems by depleting oxygen, killing off whatever lives in the water, and disrupting food webs and fisheries.

    CyanoHABs are a global threat and receive considerable scientific attention in North America and Europe. Blooms are becoming more widespread worldwide because rising temperatures promote cyanobacterial growth and more intense rainfall delivers nutrients from the landscape. Only effective management of nutrients can reverse this trend.

    The problem is understudied in Africa’s main lakes, including its largest – Lake Victoria. Past research on cyanoHABs has mostly used microscopy to study the kinds found there, but microscopy cannot differentiate between toxic and non-toxic cyanobacterial cells.

    We are on a large project team of scientists who have been studying the socioeconomic and environmental effects of cyanoHABs in the Winam Gulf region of Lake Victoria in south-western Kenya.

    Our latest study identified which cyanobacteria were the most abundant in the gulf and which ones were producing the main toxin of concern.

    These findings can improve public safety:

    • local authorities can monitor for specific cyanobacteria and warn residents to stay away when blooms are present

    • cyanoHAB prevention practices (nutrient reduction, land-use practices) can target the cyanobacteria that cause the problem.

    Greening of lakes

    Lake Victoria now receives large influxes of nutrients because of growing lakeside populations and land-use changes. Nutrients from agriculture, industry and urbanisation fuel the growth of cyanoHABs.

    CyanoHABs occur in many basins in Lake Victoria but are highly concentrated in Kenya’s shallow Winam/Nyanza Gulf. Changing nutrient and temperature conditions can also alter which types of cyanobacteria dominate the gulf and the types and levels of toxins in the water. Lakeside communities that rely on the gulf for drinking water and domestic tasks are at risk of exposure to cyanoHAB toxins.

    Past research on cyanoHABs has mostly used the oldest of microbiological techniques — microscopy — to classify the types of cyanobacteria in the gulf. This cannot differentiate between toxic and non-toxic cyanobacterial cells.

    Modern genome sequencing technologies can identify genes encoding the production of known and novel toxins and other molecules of interest, such as those with medicinal properties. Genomic data from African Great Lakes is scarce, so the chemical capabilities of bacteria in this region are largely unexplored. But this is beginning to change.

    Our latest study adds to a growing number of recent studies our team has carried out in and around Lake Victoria. In this study, our research vessel stopped at over 31 sites to collect scientific samples and data. The samples were later analysed for DNA, the biological “instruction manual” inside every living thing. DNA tells an organism how to grow, function, reproduce, and – in the case of cyanobacteria – make deadly toxins. This analysis produced near-complete genome sequences – that is, the set of all genes in the DNA – for organisms at each sampling site.

    Past reports identified Microcystis as the dominant cyanobacteria in the Winam Gulf. Our research, however, found Dolichospermum was the most abundant type in major cyanoHAB events there. This finding might be due to recent environmental changes in the region.

    But we linked Microcystis to microcystin. This is a liver-damaging toxin that can kill livestock, wildlife and humans, especially those whose immune system isn’t working well. In Winam Gulf, it’s often more abundant than the health limits set by the WHO.

    Our study also found that Microcystis occurs mainly in murkier river mouths where green scums are not visible, making scientific monitoring and public alerts even more important.

    Local authorities can now monitor for these cyanobacteria and warn residents to stay away when blooms are present.

    The findings also mean that authorities know which cyanobacteria to target in prevention efforts like reducing the amount of phosphorus and other nutrients entering the gulf.

    Lastly, our genomic study uncovered over 300 uncharacterised genes that may produce novel cyanobacterial molecules. These molecules could have toxic or therapeutic effects, and provide an opportunity for future investigators to explore.

    A model for what is to come

    Rapid human population growth and settlement around lakes and their watersheds is leading to high levels nutrients in lakes around the world. This results in excessive growth of algae and aquatic plants. This danger is likely to increase with global warming because warm temperatures promote algal blooms.

    Our data provides a foundation for remedying this in Lake Victoria – and possibly discovering beneficial properties in cyanoHABs.

    WASHINGTON, Feb. 13 – Sen. Bernie Sanders (I-Vt.), Ranking Member of the Senate Committee on Health, Education, Labor, and Pensions (HELP), Congressional Labor Caucus Co-Chairs Reps. Mark Pocan (D-Wis.), Debbie Dingell (D-Mich.), Donald Norcross (D-N.J.) and Steven Horsford (D-Nev.), and Rep. Rosa DeLauro (D-Conn.) led every Democratic senator and a bipartisan group of 213 Representatives in urging President Trump to immediately reinstate National Labor Relations Board (NLRB) Member Gwynne Wilcox. The lawmakers called on the president to restore the NLRB’s ability to protect the rights of American workers to organize and collectively bargain, which were already impaired by understaffing at the agency, and are now effectively lost the lack of quorum on the NLRB.

    “We are writing to express our deep frustration at the unprecedented and illegal firing of National Labor Relations Board Member Gwynne Wilcox and the negative impact this will have on working people across the country,” wrote Sanders and the lawmakers. “This firing violates the National Labor Relations Act (NLRA), renders the Board unable to effectively enforce federal labor law, and profoundly undermines the independence of the agency.”

    Congress created the NLRB nearly 90 years ago as an independent, non-partisan federal agency to protect workers nationwide by enforcing the NLRA, which guarantees the rights of workers to join together in collective action, including by organizing unions, negotiating contracts, and going on strike. The lawmakers pointed to specific federal statute that restricts the president’s ability to remove NLRB members for reasons other than neglect of duty or malfeasance. They also clarified that Wilcox’s firing without a hearing or cause expressly violated that law.

    “Workers rely on the NLRB to safeguard their rights to organize and collectively bargain to better their working conditions,” continued the lawmakers. “However, by firing Member Wilcox and leaving the five-seat NLRB with only two Members, you have left the Board without a quorum and effectively shut down its decision-making ability. This simply encourages bad employers to violate the law and trample on workers’ rights, while workers subjected to illegal union-busting will face significant delays in receiving the justice to which they are entitled.”

    Since Trump fired Wilcox, grocery store workers in Philadelphia have already seen their labor rights eroded as large corporations are allowed to violate labor law with no recourse available for their employees. After Whole Foods workers voted overwhelmingly to form a union, the company, owned by billionaire Jeff Bezos, is “attempting to exploit some of the disruption Trump has caused,” according to the Washington Post, by not abiding by the outcome of the union election.

    “We urge you to reverse your decision and to immediately reinstate Member Wilcox to the NLRB to ensure that working people are afforded the protections to which they are entitled under the law,” concluded Sanders and the lawmakers.
