    What you need to know: People impacted by the recent fires in Los Angeles may be eligible for new food benefits. A family of four with a monthly income up to $3,529 per month may be eligible to receive $975.

    Los Angeles, California – As part of California’s ongoing wildfire response and recovery efforts, Governor Gavin Newsom today announced that individuals and families directly impacted by the recent fires in Los Angeles County – living in the zip codes listed below – may be eligible to receive Disaster CalFresh food benefits.

    A family of four with a monthly income up to $3,529 per month may be eligible to receive a one-time $975 food benefit through this program, which is available to those who lived or worked in a fire-impacted area within Los Angeles County on January 7, 2025.

    “California’s response and recovery efforts will continue to be guided by the needs of people throughout the impacted region. My administration is focused on serving the individuals and families who need our help the most, which means creating new and expanded benefit programs. Starting February 10th, I encourage eligible people to apply for D-CalFresh benefits, which will allow more families to put more food on the table.”

    Who can apply?

    Individuals and families who lived or worked in a fire impacted area within Los Angeles County on January 7, 2025 may be eligible for Disaster CalFresh food benefits. Wildfire impacted areas include the following ZIP codes: 

    • Eaton: 91104, 91206, 91103, 91016, 91010, 91001, 91214, 91101, 91107, 91006, 91208, 91020, 91105, 91011, 91024, 91008, 91007, 91042, and 91106 (total = 19)
    • Hughes: 91334, 91350, 91355, 91384, 91390, 93015, 93040, 93225, 93243, 93532, 93536, and 00018 (total = 12)
    • Hurst: 91342, 91344, 91321, 91326, 91381, and 91311 (total = 6)
    • Palisades: 90049, 91302, 91301, 90290, 90272, 90265, 90402, 90073, 90077, 90095, 90401, 90403, 90404, 91316, 91356, 91367, 91403, 91436, and 91340 (total = 19)
    • Other (qualifying power outages): 91750, 93510 (total = 2)

    Additionally, at least one person in the household must not already be receiving regular CalFresh food benefits and must have experienced at least one of the following as a direct result of the severe wildfires:

    • Money was spent because of the wildfires or related power outage,
    • Money was lost from work because of the wildfires,
    • Money was spent because of damage to a home or business, or
    • Food loss alone.

    Individuals already participating in CalFresh and living in these zip codes do not need to apply for Disaster CalFresh benefits, but may be eligible to receive supplemental benefits, which bring the household up to the maximum benefit amount based on their household size.

    How to apply

    Households may only apply for Disaster CalFresh between February 10-14, 2025 and February 18-19, 2025 by calling 866-488-8482 (M-F, 8:00 a.m. to 5:00 p.m.) or visiting a Los Angeles DPSS office to apply in person. In most cases, benefits will be available within three days of the date of a qualifying interview.

    Benefits will be provided via an Electronic Benefits Transfer (EBT) card, which is like a debit card that can be used to purchase food items at grocery stores and other authorized retailers. If applicants are approved, the county will tell them when and where to pick up their EBT card.

    Other food supports for survivors 

    California has also secured waivers to support people receiving CalFresh food benefits in the impacted region. People receiving CalFresh can use their benefits to purchase hot foods in Los Angeles and surrounding counties, as impacted individuals and families may not have access to food storage and/or cooking facilities. This waiver will be in effect through February 8, 2025.

    Also, people receiving CalFresh who lost food due to the fires that was purchased with their benefits have an extended period of time to request replacement benefits. This waiver will be in effect through February 5, 2025. CalFresh recipients may contact the Los Angeles DPSS at (866) 613-3777 (M-F, 7:30 a.m. to 6:30 p.m.) to request replacement benefits.

    California also released $1 million in emergency reserve funding that is providing emergency food boxes and potable water to people in need, in partnership with the Los Angeles Regional Food Bank. People can find a list of food distributions in their area here.

    SACRAMENTO – Governor Gavin Newsom today announced the following appointments:

    Mark Tollefson, of Rancho Cordova, has been appointed Chief Deputy Director at the California High-Speed Rail Authority. Tollefson has been Undersecretary of the California State Transportation Agency since 2022. He was Senior Counselor on Infrastructure and Fiscal Affairs in the Office of Governor Newsom in 2022, where he was previously Deputy Cabinet Secretary from 2019 to 2022. Tollefson held several positions at the California Department of Finance from 2007 to 2019, including Assistant Program Budget Manager, Principal Program Budget Analyst, and Finance Budget Analyst. Tollefson earned a Master of Business Administration degree in Finance from California State University, Sacramento and a Bachelor of Science degree in Managerial Economics from the University of California, Davis. This position does not require Senate confirmation, and the compensation is $275,004. Tollefson is a Democrat.

    Ken DaRosa, of Sacramento, has been appointed Chief Deputy Director at the Office of Energy Infrastructure Safety. DaRosa has been the Chief Deputy Director of the State Council on Developmental Disabilities since 2021. He was the Chief Deputy Director at the California Department of Resources, Recycling, and Recovery from 2012 to 2021. DaRosa held multiple positions at the California Department of Finance from 2004 to 2012, including Program Budget Manager from 2011 to 2012, Assistant Program Budget Manager from 2010 to 2011, Principal Program Budget Analyst from 2006 to 2010, and Staff Finance Analyst from 2004 to 2006. He earned a Master of the Arts degree in Literature, and a Bachelor of the Arts degree in Psychology from the California State University, Sacramento. This position does not require Senate confirmation, and compensation is $185,004. DaRosa is registered without party preference. 
     
    Sloane Viola, of Sacramento, has been appointed Chief Deputy Director at the California Conservation Corps, where she has been the Deputy Director of Legislative and External Affairs since 2024. Viola was the Acting Assistant Secretary of Climate Change at the California Natural Resources Agency in 2024. She has had several positions at the Governor’s Office of Land Use and Climate Innovation from 2019 to 2024, including Council Program Manager from 2021 to 2024, Acting Deputy Director of Climate Resilience in 2022, and Legislative Director from 2019 to 2021. Viola held two positions in the Office of Lieutenant Governor Gavin Newsom from 2017 to 2018, including Sea Grant Fellow in 2017 and Staff Scientist from 2018 to 2019. She held multiple positions at the University of California, Santa Barbara from 2010 to 2016, including Graduate Student Researcher from 2014 to 2016, Teaching Assistant from 2015 to 2016, and Laboratory Assistant I, Marine Science Institute from 2010 to 2014. Viola is a member of American MENSA. She earned a Master of the Arts degree in Ecology, Evolution, and Marine Biology, and a Bachelor of Science degree in Aquatic Biology from the University of California, Santa Barbara. This position does not require Senate confirmation, and compensation is $170,004. Viola is a Democrat. 

    Mandi Bane, of Redondo Beach, has been appointed Deputy Director of Hazardous Waste Management at the California Department of Toxic Substances Control. Bane has been an Environmental Protection Specialist at the United States Environmental Protection Agency since 2024. She has held multiple positions at the Los Angeles County Department of Public Health from 2011 to 2024, including CENS Unit Manager, Substance Abuse Prevention and Control from 2021 to 2024, Staff Analyst, Environmental Health Division from 2015 to 2021, and Research Analyst II; Assistant Staff Analyst, Family Services Unit from 2011 to 2015. Bane earned her Doctor of Philosophy and Master of the Arts degrees in Sociology from the University of Michigan, and a Bachelor of the Arts degree in Sociology from the University of Oregon. This position does not require Senate confirmation, and compensation is $199,128. Bane is registered without party preference. 

    Georgia “Pat” Urena, of Calexico, has been reappointed to the Off-Highway Motor Vehicle Recreation Commission, where she has served since 2018.  Urena was a Recreation Supervisor at the City of El Centro from 1982 to 2024. She is the Chair of the Calexico Wellness Center and the Juvenile Justice Commission, and a Board Member of Rite Track. This position requires Senate confirmation, and the compensation is $100 per diem. Urena is a Democrat.

    What you need to know: Governor Gavin Newsom today issued an executive order removing bureaucratic barriers, extending deadlines, and providing critical regulatory relief to help LA fire survivors rebuild, access essential services, and recover more quickly.

    LOS ANGELES — Governor Gavin Newsom today signed a new executive order to cut red tape by suspending regulations and extending deadlines to assist in helping survivors recover quickly from the Los Angeles area firestorms. The order removes bureaucratic barriers, extends deadlines, and provides critical regulatory relief to help families rebuild, access essential services, and recover more quickly by waiving regulations that could make it more difficult for survivors to access important services, such as child care, education, rental housing, health care, and obtaining tax relief.

    “As Los Angeles rises, we will continue to remove the barriers that would stand in the way. This executive order provides targeted relief from regulations that impact victims and would otherwise slow this community’s quick recovery.”

    The executive order issued by Governor Newsom today:

    • Suspends caps on administrative costs for state-funded preschool programs and Community Development Block Grants.

    • Extends deadlines for families to submit documentation for state-funded preschool and child care programs.

    • Extends deadlines for reporting requirements for state-funded preschool and child care programs.

    • Extends deadlines for health care providers to submit requests to the Department of Health Care Services for changes in scope of service.

    • Allows the Department of Developmental Services to suspend certain legal requirements to ensure individuals with developmental disabilities continue to receive services without interruption.

    • Extends deadlines for families to submit eligibility documentation for participation in CalWORKs program. 

    • Extends deadlines for public officials in Los Angeles County to submit FPPC reports.

    • Terminates suspensions of regulatory requirements for private firefighters.

    • Extends the deadline for individuals claiming disaster-related tax relief to submit required documentation.

    • Adds three new ZIP codes to prior executive orders providing tax relief and prohibiting real estate speculation.

    • Exempts housing in zip codes with high fair market values, which has not previously been on the rental market, from statutory rent caps to help ensure that they are available for rental during recovery efforts.

    • Expands rental price gouging protections to leases of any length, rather than only leases of one year or less, in response to examples of leases being offered for 366 days to avoid the protections.

    Recovery and rebuilding, faster than ever

    Governor Newsom has launched historic recovery and rebuilding efforts, cutting red tape and suspending regulations to help make the recovery process faster than ever before:

    • Cutting red tape to help rebuild Los Angeles faster and stronger. Governor Newsom issued an executive order to streamline the rebuilding of homes and businesses destroyed — suspending permitting and review requirements under the California Environmental Quality Act (CEQA) and the California Coastal Act. The Governor also issued an executive order further cutting red tape by reiterating that permitting requirements under the California Coastal Act are suspended for rebuilding efforts and directing the Coastal Commission not to issue guidance or take any action that interferes with or conflicts with the Governor’s executive orders.

    • Providing tax and mortgage relief to those impacted by the fires. California postponed the individual tax filing deadline to October 15 for Los Angeles County taxpayers. Additionally, the state extended the January 31, 2025, sales and use tax filing deadline for Los Angeles County taxpayers until April 30 — providing critical tax relief for businesses. Governor Newsom suspended penalties and interest on late property tax payments for a year, effectively extending the state property tax deadline. The Governor also worked with state– and federally-chartered banks that have committed to providing mortgage relief for survivors in certain zip codes.

    • Fast-tracking temporary housing and protecting tenants. To help provide necessary shelter for those immediately impacted by the firestorms, the Governor issued an executive order to make it easier to streamline the construction of accessory dwelling units, allow for more temporary trailers and other housing, and suspend fees for mobile home parks. Governor Newsom also issued an executive order that prohibits landlords in Los Angeles County from evicting tenants for sharing their rental with survivors displaced by the Los Angeles-area firestorms.

    • Mobilizing debris removal and cleanup. With an eye toward recovery, the Governor directed fast action on debris removal work and mitigating the potential for mudslides and flooding in areas burned. He also signed an executive order to allow expert federal hazmat crews to start cleaning up properties as a key step in getting people back to their properties safely. The Governor also issued an executive order to help mitigate risk of mudslides and flooding and protect communities by hastening efforts to remove debris, bolster flood defenses, and stabilize hillsides in affected areas. 

    • Safeguarding survivors from price gouging. Governor Newsom expanded restrictions to protect survivors from illegal price hikes on rent, hotel and motel costs, and building materials or construction. Report violations to the Office of the Attorney General here.

    • Directing immediate state relief. The Governor signed legislation providing over $2.5 billion to immediately support ongoing emergency response efforts and to jumpstart recovery efforts for Los Angeles. California quickly launched CA.gov/LAfires as a single hub of information and resources to support those impacted and bolsters in-person Disaster Recovery Centers. The Governor also launched LA Rises, a unified recovery initiative that brings together private sector leaders to support rebuilding efforts. 

    • Getting kids back in the classroom. Governor Newsom signed an executive order to quickly assist displaced students in the Los Angeles area and bolster schools affected by the firestorms.

    • Protecting victims from real estate speculators. The Governor issued an executive order to protect firestorm victims from predatory land speculators making aggressive and unsolicited cash offers to purchase their property.

    • Helping businesses and workers get back on their feet. The Governor issued an executive order to support small businesses and workers, by providing relief to help businesses recover quickly by deferring annual licensing fees and waiving other requirements that may impose barriers to recovery.

    WASHINGTON–U.S. Senators Chris Murphy (D-Conn.), a member of the U.S. Senate Health, Education, Labor, and Pensions Committee, and Richard Blumenthal (D-Conn.) joined U.S. Senator Chris Van Hollen (D-Md.) and 14 of their Senate colleagues in reintroducing the Keep Our Promise to America’s Children and Teachers (PACT) Act, legislation to put Congress on a fiscally responsible path to fully fund Title I and the Individuals with Disabilities Education Act (IDEA) on a mandatory basis. These programs, which support public education for children in low-income areas and education for individuals with learning disabilities, respectively, have been chronically underfunded since their inception, leaving our public schools, students, and teachers at a disadvantage.

    “For too long, poor students and kids with disabilities have gotten shortchanged because Congress has failed to fully fund the programs that help them succeed in our schools. The Keep Our PACT Act would finally fulfill the promises we made when we signed the Individuals with Disabilities Education Act into law. These investments are common sense and give every student in this country access to the education and resources they deserve,” said Murphy.

    “Our nation’s children deserve comprehensive, quality education and a stable environment to learn and grow. By bolstering Title I and IDEA and providing access for key resources, the Keep Our PACT Act ensures that America’s most vulnerable students are able to achieve their fullest potential. This critical legislation prioritizes students and helps create a meaningful classroom experience—setting students up on the path for success,” said Blumenthal.

    Title I, which gives assistance to America’s highest-need schools, is a critical tool to ensure that every child, no matter their zip code, has access to a quality education. However, it has been deeply underfunded, disadvantaging the most vulnerable students. According to the Congressional Research Service (CRS), the Title I funding gap for school year 2024-2025 was $35.9 billion. Similarly, IDEA calls on the federal government to fund 40 percent of the cost of special education, but Congress has never fully funded the law. According to the Congressional Research Service (CRS), IDEA state grants are funded at less than 12 percent. The Keep Our PACT Act would create a 10-year mandatory glide path to fully fund both Title I and IDEA, ensuring that education is a priority in the federal budget.

  • MIL-OSI Canada: Minister’s statement on lives lost to toxic drugs in 2024

    Josie Osborne, Minister of Health, has released the following statement about the BC Coroners Service report on illicit drug toxicity deaths in 2024: 

    “Today, we acknowledge the 2,253 people in British Columbia who lost their lives to poisoned drugs in 2024. Behind every number is a child, parent, sibling, friend or neighbour, and their loss is felt deeply by those who knew and loved them. The toxic-drug crisis also continues to take a heavy toll on the people working on the front lines who care for and support many of the people we’ve lost. We must continue to work together to prevent further heartbreak and save lives.

    “This public health emergency touches every corner of our province. Addiction can be influenced by many factors, including housing challenges, the cost of living, mental and physical pain, and intergenerational trauma. By addressing these issues openly and expanding supports, we can help reduce the stigma around substance use and encourage individuals to seek help rather than struggle in addiction.

    “Although there is a decrease in deaths, 152 in November 2024 and 147 in December 2024, this in no way diminishes grief that permeates our communities.

    “Our government is continuing to expand mental-health and addictions care, including early intervention and prevention, harm reduction, treatment and recovery services, support and complex-care housing, and more. We are building up a seamless system of care so everyone, no matter where they live or what their circumstances, has access to the care they need.

    “Most recently, we announced more substance-use treatment beds in communities throughout the province so more people can get the support they need. These beds are part of a record expansion of mental-health and substance-use care for those who need it most, including underserved groups and those in rural and remote communities. 

    “We know there is still more to do. By working together and continuing to expand life-saving services, more people can find their pathway to recovery.”

  • MIL-OSI Asia-Pac: IMPACT OF GLOBAL WARMING AND CLIMATE CHANGE ON FARMERS

    Yes, the Government has taken several steps towards mitigation of adverse impact of global warming and climate change on agriculture in the country including Uttar Pradesh. The National Action Plan on Climate Change (NAPCC) provides an overarching policy framework to enable the country to adapt to climate change and enhance ecological sustainability. One of the National Missions under NAPCC is the National Mission for Sustainable Agriculture (NMSA), which implements strategies to make agriculture more resilient to the changing climate. Several schemes have also been initiated under NMSA to deal with the adverse climate situations. Per Drop More Crop (PDMC) scheme increases water use efficiency at the farm level through micro irrigation technologies i.e. drip and sprinkler irrigation systems. Rainfed Area Development focuses on Integrated Farming System for enhancing productivity and minimizing risks associated with climatic variability. The Soil Health & Fertility scheme assists states in promoting integrated nutrient management through judicious use of chemical fertilizers including secondary and micronutrients in conjunction with organic manures & bio-fertilizers for improving soil health and its productivity. Mission for Integrated Development of Horticulture, Agroforestry & National Bamboo Mission also promote climate resilience in agriculture. Further, Pradhan Mantri Fasal Bima Yojana along with weather index based Restructured Weather Based Crop Insurance Scheme provide a comprehensive insurance cover against crop failure by providing financial support to farmers suffering crop loss/damage arising out of unforeseen natural calamities. 

     

    The Indian Council of Agricultural Research (ICAR) under Ministry of Agriculture and Farmers Welfare, is implementing a flagship network project namely National Innovations in Climate Resilient Agriculture (NICRA). Through this project, various climate change mitigation activities have been under taken. In Uttar Pradesh, one cluster of 3 to 4 villages each from 17 districts viz., Baghpat, Bahraich, Banda, Basti, Chitrakoot, Gonda, Gorakhpur, Hamirpur, Jalaun, Jhansi, Kanpur (Dehat), Kaushambi, Kushi Nagar, Maharajganj, Pratapgarh, Sant Ravidas Nagar and Sonbhadra were taken up for technology adoption. Climate resilient technologies such as system of rice intensification, aerobic rice, direct seeding of rice, zero till wheat sowing, cultivation of climate resilient varieties tolerant to extreme weather conditions such as drought and heat; in-situ incorporation of rice residues; etc. have been developed and demonstrated in these districts. Capacity building programs to farmers on climate resilient agriculture in these districts were also undertaken.

    The restructured National Bamboo Mission (NBM) has been launched as a Centrally Sponsored Scheme in 2018-19. NBM provides assistance to both the Government & private sectors for the propagation and cultivation of bamboo in non-forest land, bamboo treatment, establishment of markets, incubation centers, value added product development & processing and development of tools & equipments. The funding pattern is 60:40 between Centre and State Government for all States except NE & Hilly States, where it is 90:10 and 100% in case of Union Territories/Bamboo Technology Support Groups (BTSGs) and National Level Agencies. 

    Major objectives of the Mission are to increase the availability of quality planting materials, area expansion of bamboo cultivation, improve post-harvest management, primary treatment and seasoning, preservation technologies, market infrastructure, product development, promote skill development and re-align efforts to reduce dependency on import of bamboo and bamboo products.

    The restructured NBM is being implemented in Uttar Pradesh since 2019-20. Bareilly Bamboo cluster under NBM is Operational in Shahjahanpur District. Under the NBM, activities i.e. Nursery establishment, Bamboo Plantation, Skill Development, Demonstration of Bamboo Products etc. have been undertaken in the areas surrounding Shahjahanpur Parliamentary Constituency of Uttar Pradesh State.   • MIL-OSI Asia-Pac: IMPLEMENTATION OF THE NEW SOIL HEALTH CARD SCHEME

    Soil Health and Fertility Scheme has been implemented by the Government since 2014-15. So far, 24.74 crore Soil Health Cards(SHC) have been generated across the country and funds amounting to ₹1706.18 crore have been released to various States/UTs. Till date, 8272 Soil Testing Labs (1068 Static Soil Testing Labs, 163 Mobile Soil Testing Labs, 6376 Mini Soil Testing Labs and 665 Village Level Soil Testing Labs) have been established across the country.

    The Soil and Land Use Survey of India, a subordinate office under the Ministry of Agriculture & Farmers Welfare, organizes short-term training courses (3 days) on topics such as the application of soil databases through Geographic Information System (GIS), Soil Health Management, Integrated Watershed Management (IWMP), Geo-Spatial Technology for Natural Resources Management, and Soil Survey & Mapping. These training programs are designed for officers and officials from various user agencies in different States and Union Territories. In 2024, training program was conducted for officers from the Agriculture, Forest, and Soil & Water Conservation departments of the Government of West Bengal and the North-Eastern States, and in 2025 for the officers of Agriculture Department, Government of Jammu & Kashmir.

    Till date, 665 Village-level Soil Testing Labs (VSTL) have been established in 17 States. These include those set up by the entrepreneurs and Self-Help Groups (SHGs), but their data is not maintained centrally.

    So far, the Soil and Land Use Survey of India has completed soil mapping at 1:10,000 scale for approximately 290 lakh hectares, covering 40 aspirational districts. To promote judicious use of fertilizer by farmers, the Soil and Land Use Survey of India has also generated 1,987 village-level soil fertility maps for 21 States and Union Territories.

    The Government has initiated and is implementing the following schemes aimed to provide farmers with latest skilling requirements.

    The Government is implementing Skill Training of Rural Youth (STRY) with the objective to impart short term skill training (7 days duration) to rural youths and farmers in agriculture and allied sectors for upgradation of their knowledge and skills and promote wage/self employment in rural areas. The component aims at providing short duration skill based training programs to rural youth and farmers on agri-based vocational areas for creating a pool of skilled manpower. Recently, the STRY programme has been subsumed under ATMA cafeteria.  

    The Government is implementing skill development programmes through Krishi Vigyan Kendra (KVK) under Indian Council of Agricultural Research (ICAR) in different States of the Country to serve as single window agricultural knowledge, resource and capacity development centres with mandate of technology assessment and demonstration for its use and capacity building. As part of its activities, the KVKs are imparting training to the farmers, farm women and rural youths on different aspects of agriculture and allied sectors (Crop Production, Horticulture, Soil Health and Fertility Management, Livestock Production and Management, Home Science/Women empowerment, Agril. Engineering, Plant Protection, Fisheries, Production of Input at site, Agro forestry etc.) for their capacity building.

    A Centrally Sponsored Scheme on ‘Support to State Extension Programmes for Extension Reforms’ popularly known as Agriculture Technology Management Agency (ATMA) is implemented across the country by the Ministry of Agriculture & Farmers Welfare. The scheme promotes decentralized farmer-friendly Extension system in the country with an objective to support State Government’s efforts to revitalize the extension system and making available the latest agricultural technologies and good agricultural practices in different thematic areas of agriculture and allied areas to farmers, farm women and youth, through various interventions like Farmers Training, Demonstrations, Exposure Visits, Kisan Melas etc.  Presently, the scheme is being implemented in 739 districts of 28 States & 5 UTs in the country.

    The Ministry of Agriculture and Farmers Welfare is implementing ‘Sub Mission on Agricultural Mechanization’ (SMAM). For implementation of this scheme Four Farm Machinery Training & Testing Institutes (FMTTIs) located at Budni (Madhya Pradesh), Hissar (Haryana), Geraldine (Andhra Pradesh) and Biswanath Chariali (Assam) are engaged in the country for imparting skill development training courses to different categories of beneficiaries like farmers, technicians, under graduate engineers, entrepreneurs on selection, operation, repair and maintenance, energy conservation and management of agricultural equipments.

    Rashtriya Krishi Vikas Yojana (RKVY), an umbrella scheme of Ministry of Agriculture & Farmers Welfare, is implemented for ensuring holistic development of agriculture and allied sectors. There is provision for allowing the states to choose their own agriculture and allied sector development activities including training programmes as per the district/state agriculture plan.

    The Government has launched National Skill Development Mission under the Ministry of Skill Development and Entrepreneurship (MSDE) in July 2015, under which the DA&FW has been operationalizing skill training courses of minimum 200 hours duration for rural youth and farmers as per the approved Qualification Packs developed by Agriculture Skill Council of India (ASCI) in the areas of agriculture and allied sectors. Recently, this programme has been subsumed under ATMA cafeteria.

    PMKKKY mandates DMFs to spend funds on priority sectors viz. Drinking Water, Environment Preservation and Pollution Control measures, Health Care, Education, Welfare of Women and Children, Welfare of aged and differently-abled, Skill Development and Livelihood generation, Sanitation, Housing, Agriculture and Animal Husbandry and other priority sectors which helps in improving the lives of peoples in mining-affected areas. Till November 2024, cumulative amount of Rs 1,02,083.03 Cr. has been collected in DMFs across country, out of which Rs 87,357.28 Cr. has been sanctioned for 3.60 lakh projects. A total 2.01 lakh projects have been completed and an amount of Rs.54,892 Cr. has been spent.

    To ensure effective implementation of the PMKKKY scheme, the Central Government has issued revised PMKKKY guidelines in January, 2024. Some of the key features of these guidelines includes utilisation of at least 70% of DMF funds in the directly affected area and high priority sectors, mandatory audit of DMF accounts by C&AG, inclusion of elected representatives i.e. MPs, MLAs and MLCs in the Governing Council, grievance redressal, compliance mechanism, and establishment of State Level Monitoring Committee under the chairmanship of Chief Secretary.

    The PMKKKY guidelines 2024 provides that Gram Sabha/ Local Bodies may aid in preparation of perspective plan. Further, these guidelines also mandates that the utilization of DMF Funds in the scheduled areas shall be guided by the provisions contained in Article 244 read with Schedule V and Schedule VI to the Constitution relating to administration of the Scheduled Areas and Tribal Areas and the Provisions of the Panchayats (Extension of the Scheduled Areas) Act, 1996 and the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006.

    The National Pharmaceuticals Pricing Policy, 2012 (NPPP, 2012) lays down the regulatory framework for pricing of drugs. The key principles for regulation of prices in the said policy are (i) regulation on the basis of essentiality of drugs, (ii) regulation of prices of formulations only, i.e., medicines used by consumers and not the upstream products such as bulk drugs or intermediates, and (iii) regulation through market-based pricing as against cost-based pricing under the Drugs (Prices Control) Order, 1995.     The issues related to stray animals like dogs and monkeys, and the incidents arising there from, and funds available with local bodies to prevent such incidents are under the domain of concerned State Governments. However, as per the data reported on Integrated Disease Surveillance Programme (Integrated Health Information Platform) portal under Ministry of Health and Family Welfare, Government of India by the states/UTs, the details for January 2024 to December 2024 of rural areas across the country is mentioned below-

    As per the data reported by States/UTs on Integrated Health Information Platform portal under Ministry of Health and Family Welfare, Government of India for dog bite cases to the children less than 15 years of age is 519704 across the country, during Jan-Dec’2024.

    The issue of stray animals falls under the purview of State Governments concerned and therefore, local bodies are mandated to handle these incidents. However, the actions taken by the concerned Departments/ Ministries of Government of India to tackle such incidents are as follows :

    Department of Animal Husbandry & Dairying, Government of India:

    The Central Government has notified the Animal Birth Control Rules, 2023, under the Prevention of Cruelty to Animals Act, 1960, to facilitate the management of the stray dog population. Animal Welfare Board of India also provides financial assistance to recognized animal welfare organizations for sheltering stray, injured, or sick animals in their facilities. Additionally, it supports the implementation of animal birth control programs in collaboration with local bodies. The Animal Welfare Board of India (AWBI) collaborates with the National Commission for Protection of Child Rights (NCPCR) to develop comprehensive programs aimed at addressing safety concerns related to stray animals. These programs focus on preventive measures to ensure children’s safety. The AWBI has also issued several advisories and guidelines for the management of stray dogs.

    Ministry of Housing and Urban Affairs, Government of India:

    The Ministry of Housing and Urban Affairs, Government of India, issued an advisory on 25.07.2024 to all States and Union Territories regarding the implementation of recommendations made by the National Commission for Protection of Child Rights (NCPCR) to prevent stray dog attacks on children.

    Ministry of Health and Family Welfare, Government of India:

    Under the Human Health component, Ministry of Health and Family Welfare is implementing National Rabies Control Programme (NRCP) since 12th Five-year plan in all States/UTs except for non-endemic areas (Andaman and Nicobar Islands and Lakshadweep) to prevent and control Rabies in the Country. Under the program following initiatives & preventive measures have been taken across the country by Ministry of Health and Family Welfare for making rabies free India by 2030

    (i) The National Action Plan for Dog-Mediated Rabies Elimination by 2030 (NAPRE) was developed and launched on September 28, 2021, by Ministry of Health and Family Welfare and Ministry of Fisheries, Animal Husbandry & Dairying, focusing on Human Health and Animal Health. The implementation of the Human Health component is undertaken by the ‘National Centre for Disease Control’ under Ministry of Health and Family Welfare with dedicated budgetary support, while the implementation of the Animal Health component is to be undertaken by the Department of Animal Husbandry and Dairying, Government of India.  As per Animal Birth Control (Dogs) Rules, 2023, mass dog vaccination and dog population management are being done by the animal husbandry department in collaboration with local body authorities.

    (ii)Under the “National Health Mission”, the states are being supported for implementing the ‘National Rabies Control Program’ through budgetary support by Ministry of Health and Family Welfare for Capacity building of the healthcare staff, procurement of anti-rabies vaccine and immunoglobulin, the printing of Information, education and communication (IEC) for rabies & dog bite prevention, for data entry support, review meetings, monitoring and surveillance, the establishment of Model Anti Rabies Clinics & Wound Washing facilities.

    • Training modules have been developed for medical officers and health workers. Over 1.19 lakh medical officers and paramedics trained in rabies prevention (from 2019-2023).
    • Anti-Rabies Vaccine & Anti-Rabies Serum provided free at government hospitals under National Health Mission’s National Free Drug Initiative.
    • To create the awareness to the public and healthcare professionals Dog bite protocols, Information, education and communication (IEC) materials, and training videos on the management of animal bite/dog bite cases for medical officers have been created and disseminated across the country.
    • Established 279 Model Anti-Rabies Clinics in the last three years in districts of the states for better treatment of dog bite victims.

    (iii) Strengthening of surveillance for Rabies:

    • Nine government diagnostic labs strengthened for rabies detection in states/UT
    • Human Rabies classified as a notifiable disease in 26 States/UTs following an advisory by Ministry of Health and Family Welfare.
    • Integration with Integrated Disease Surveillance Programme (Integrated Health Information Platform) Portal for strengthened surveillance of animal/dog bites and rabies cases.

    (iv)  The Rabies-Free Cities initiative has commenced in a phased manner, targeting Tier 1 and Tier 2 cities for rabies prevention and action plan preparation initially for 15 cities of 6 states.

    (v) Joint Steering Committees formed at national, state, and district levels to monitor National Rabies Control Programme progress.

         The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department announced today (February 4) that in view of notifications from the Ministry of Agriculture of Hungary, the World Organisation for Animal Health (WOAH) and the General Veterinary Inspectorate of Poland about outbreaks of highly pathogenic H5N1 avian influenza in areas in Hungary, Canada and Korea; and outbreaks of highly pathogenic avian influenza and highly pathogenic H5N1 avian influenza in areas in Poland respectively, the CFS has instructed the trade to suspend the import of poultry meat and products (including poultry eggs) from the relevant areas with immediate effect to protect public health in Hong Kong.     The relevant areas are as follows:     Hungary—-(1) Heves County(2) Pest CountyCanada—-Province of Ontario(3) Wellington CountyKorea—-Jeollanam-do Province(4) Damyang-gunGyeongsangnam-do Province(5) Geochang-gunChungcheongnam-do Province(6) Dangjin-siPoland—-Podkarpackie Region(7) Ropczycko-Sędziszowski DistrictŁódzkie Region(8) Zgierski DistrictWielkopolskie Region(9) Kolski District(10) Kępiński District(11) Kalisz DistrictLubuskie Region(12) Nowa Sól District     A CFS spokesman said that Hong Kong has currently established a protocol with Hungary for the import of poultry meat but not for poultry eggs. According to the Census and Statistics Department, Hong Kong imported about 300 tonnes of frozen poultry meat from Hungary; about 400 tonnes of frozen poultry meat from Canada; about 80 tonnes of chilled and frozen poultry meat, and about 21.9 million poultry eggs from Korea; and about 6 600 tonnes of frozen poultry meat from Poland last year.     ​”The CFS has contacted the Hungarian, Canadian, Korean and Polish authorities over the issues and will closely monitor information issued by the WOAH and the relevant authorities on the avian influenza outbreaks. Appropriate action will be taken in response to the development of the situation,” the spokesman said.

    The current status of the implementation of the Animal Husbandry Infrastructure Development Fund (AHIDF) scheme in the Country, State-wise including Maharashtra may be seen at Annexure-I.

    The Animal Husbandry Infrastructure Development Fund (AHIDF) scheme has significantly benefited small and marginal farmers across various sectors, contributing to their economic empowerment and improved livelihoods. It is helping in creating better marketing infrastructure for the livestock products produced by the farmers, ensuring better quality, and providing access to the processing facilities for value addition benefiting the farmers for getting remunerative prices. Farmers/ entrepreneurs have been able to move from unorganized market to organized market.

    Individuals, Private companies, cooperatives, section 8 companies, MSMEs and Farmer Producer Organizations (FPOs) are eligible to avail the benefits of the Scheme. After merger of the AHIDF with the Dairy Infrastructure Development Fund(DIDF), the Dairy Cooperatives and dairy farmers have also been included thus availing benefits under the scheme. Under AHIDF, 131 Animal Feed Plants (for Poultry and Cattle) with a production capacity of 85.95 lakh metric tonnes per annum have been approved. This initiative will provide farmers with affordable, high-quality, and balanced feed and fodder, thereby enhancing health, productivity, and income from the farmers.

    The scheme has helped directly in generating employment for 60,000 people and indirectly 2,60,000 farmers have been benefited. Further, by providing access to improved infrastructure, technology, and markets, AHIDF has enabled farmers to increase their production and productivity. This has led to higher income for farmers, as they are able to produce good quality products and sell their products at better prices. So far, the total 366 projects have been approved with the cost of Rs 10367.90 crores under AHIDF.

    So far, under the Animal Husbandry Infrastructure Development Fund (AHIDF)scheme, 366 projects have been approved for interest subvention out of the total 541 sanctioned projects. Out of the approved projects,160 projects have been taken by private companies contributing 43% of the total approved projects. Additionally, projects of 8 Cooperatives, 5 FPOs, 39 individuals, 153 MSMEs, and 1 section 8 company have also been approved.

    The merger of the Animal Husbandry Infrastructure Development Fund (AHIDF) with the Dairy Infrastructure Development Fund (DIDF) has made dairy cooperatives eligible entities under the scheme. This has ensured that small- livestock farmers receive benefits through cooperative structures, which are designed to support equitable access and prevent exploitation by private players. Additionally, Farmer Producer Organizations (FPOs) are also recognized as eligible entities under the scheme, thereby empowering small-scale farmers by providing collective access to financial assistance. The numbers of dairy value addition infrastructure units and other categories established under the AHIDF so far, in the State of Maharashtra is annexed at Annexure – II.

    Primarily, the Department of Animal Husbandry and Dairying is implementing a Livestock Health, and Disease Control Scheme to improve the animal health by way of implementation of prophylactic vaccination programme against various diseases of livestock and poultry, disease surveillance and strengthening of veterinary infrastructure.

    Additionally, The AHIDF scheme aims to strengthen the infrastructure of veterinary drugs and vaccines through establishment of 3 projects, producing 90 Lakhs Boluses, 400 Lakh No of Tablets, 60,000 Kg powder and 2.75 Lakh of liquid veterinary drugs and medicines 70 Lakhs Vials, and 3 Crores Injections.

    Also, by providing the balanced ration the health and productivity is improved which is ensured by the scheme as, 131 projects with the capacity of 85.95 Lakh metric tonnes per annum has been approvedunder AHIDF

    For ensuring the better germplasm of Livestock and Poultry, 77 projects of breed improvement (Poultry), and breed multiplication farms (Cattle, Sheep, Goat, Pig) have been approved under AHIDF

    As far as modern technology, digital solutions, and innovations in Animal Husbandry Infrastructure are concerned, the AHIDF scheme encompasses projects for establishing technologically assisted breed multiplication farms, modern dairy processing units, meat processing facilities, animal feed plants, veterinary drug and vaccine production units, and animal waste-to-wealth management systems. The adoption of innovative technologies and digitization in these units is revolutionizing the sector, particularly through environmentally controlled poultry farms and advanced livestock breeding units. Technologies such as automated feeding systems and smart sensors are enhancing efficiency and productivity, while waste management technologies are contributing to sustainability.

    Also, National Digital Livestock Mission an initiative by the Department to create digital platform for the livestock sector which will improve productivity, Disease control and traceability of animals

    The Start-ups and young entrepreneurs can avail the Animal Husbandry Infrastructure Development Fund (AHIDF) scheme under any of the eligible entities as Individuals, Private companies, section 8 companies, MSME, Farmer Producer’s organization (FPOs) and Dairy Cooperatives.

  • MIL-OSI Asia-Pac: PARLIAMENT QUESTION: Measures for Care of LGBTQ Community

    Various measures taken by Government for the LGBTQ care are as follows:

    1. Department of Food and Public Distribution (D/oF&PD) has issued an advisory to all the States and UTs, that as per existing provisions, enabling partners in a queer relationship are to be treated as a part of the same household for the purposes of ration card. Further, States/UTs have been asked to take necessary measures to ensure that partners in queer relationship are not subjected to any discrimination in the issuance of ration cards.
    2. Department of Financial Services (DFS) has issued an advisory that there are no restrictions for persons of the queer community to open a joint bank account and also to nominate a person in queer relationship as a nominee to receive the balance in the account, in the event of death of the account holder.
    3. Ministry of Health and Family Welfare has issued letters to all stakeholders including all States/UTs to take measures to ensure the rights of LGBTQI+ community pertaining to healthcare, planning awareness activities, prohibition of conversion therapy, availability of sex reassignment surgery, changes in curricula, provision of tele consultation, sensitization and training various levels of staff and making of provision to claim the body when near relative/next of kin/family is not available.
    4. The Directorate General of Health Services, Ministry of Health and Family Welfare has also issued letter to the State Health Departments and other stakeholders on the subject of ensuring the health care access and reducing discrimination towards LGBTQI+ community.
    5. Ministry of Health and Family Welfare has framed guidelines in respect of medical intervention required in infants/ children with disorders of sexual differentiation (intersex) to have medically normal life without complications.
    6. Ministry of Home Affairs has issued advisory to all states/UTs regarding prison visitation rights of the Queer Community and an advisory, on law & order measures to be taken to ensure that queer community do not face any threat of violence, harassment or coercion.
    7. For the welfare of Transgender Persons, ‘The Transgender Persons (Protection of Rights) Act, 2019’ was enacted. ‘The Transgender Persons (Protection of Rights), Rules, 2020’ were notified for implementation of the provisions of the Act. A National Council for Transgender Persons (NCTP) has been setup for advising Government on policies, programmes, legislation and projects for transgender persons. The National Portal for Transgender Persons was made operational to issue Transgender certificates and identity cards to the Transgender applicants. Transgender Protection Cells (TPC) have been set up in 13 states to monitor cases of offences against transgender persons and to ensure timely registration, investigation and prosecution of such offences. Transgender Welfare Boards (TWB) are also setup in 19 states for the purpose of protecting their rights and interests of, and facilitating access to schemes and welfare measures. Ministry has issued ‘Equal Opportunities Policy for Transgender Persons’ to eradicating discrimination, promoting equal opportunities, and providing a workplace that respects the rights and dignity of transgender persons.

    Giving Back to Society – $80 million since IPO

    Since our initial public offering in February 1999, our firm’s combined charitable donations total approximately $80 million, including $48 million through the shareholder designated charitable contribution program.     The year over year increase in Funds revenues was primarily the result of higher average assets under management. The increase in Institutional and Private Wealth Management revenues was primarily the result of higher beginning of the quarter equity assets under management, which are generally used to calculate the revenues. The decrease in SICAV revenues reflects a change in the agreement for the merger arbitrage SICAV, an open-end fund available to non-U.S. shareholders, which became effective in December 2023. The change better aligns the financial arrangements with the services rendered by each party in managing the fund and did not have a material impact on the financial results. The decrease in distribution fees and other income was primarily the result of a decrease in equity mutual funds AUM that pay distribution fees.

    • The lower compensation expense in the fourth quarter of 2024 reflected $2.9 million of waived compensation partially offset by increased fixed compensation of $1.4 million and increased variable compensation of $0.8 million.

    Assets under management on December 31, 2024 were $31.7 billion, a decrease of 1.6% from the $32.2 billion on September 30, 2024. The quarter’s decrease consisted of net market depreciation of $0.2 billion, net outflows of $0.2 billion, and distributions, net of reinvestments, of $0.1 billion.

    Mutual Funds

    Assets under management in Mutual Funds on December 31, 2024 were $8.1 billion, a decrease of 4.3% from the $8.4 billion at September 30, 2024. The quarterly change was attributed to:

    • Distributions, net of reinvestment, of $27 million;
    • Net outflows of $209 million; and
    • Net market depreciation of $126 million.

    Closed-end Funds

    Assets under management in Closed-end Funds on December 31, 2024 were $7.3 billion, a decrease of 1.5% from the $7.5 billion on September 30, 2024. The quarterly change was comprised of:

    • Distributions, net of reinvestment, of $129 million;
    • Net inflows of $169 million, including the issuance of $150 million preferred shares, the issuance of $62 million common shares less the redemption of $30 million of preferred shares, and the repurchase of $13 million of common stock ; and
    • Net market depreciation of $155 million.

    Institutional & PWM

    Assets under management in Institutional & PWM on December 31, 2024 were $10.7 billion, a decrease of 0.9% from the $10.8 billion on December 31, 2023. The quarterly change was due to:

    • Net outflows of $345 million; and
    • Net market appreciation of $61 million.

    SICAV

    Assets under management were $9 million in the GAMCO All Cap Value sleeve and the GAMCO Convertible Securities sleeve on December 31, 2024 versus $11 million in those sleeves at December 31, 2023.

    100% U.S. Treasury Money Market Fund

    Assets under management in our 100% U.S. Treasury Money Market Fund (GABXX) on December 31, 2024 were $5.6 billion, up from $5.3 billion at September 30, 2024.

    The Gabelli Gold Fund – Up 15.2% For 2024

    “Gold performed strongly for the second consecutive year largely driven by overseas central bank purchases. However, gold equities underperformed the gold price. Recently the rise in the gold price has not been fully reflected in the profit margins of gold mining companies.     During the fourth quarter of 2024, Gabelli returned to shareholders $86 million in the form of a special dividend of $2.00 per share totaling $50.5 million that was declared in the third quarter of 2024, the repurchase of 1,304,358 shares for $34.4 million at an average investment of $26.37 per share, and a regular quarterly dividend of $0.04 per share totaling $1.0 million. From January 1, 2025 to February 4, 2025, the Company has repurchased 12,971 shares at an average price of $23.95 per share for an aggregate purchase price of approximately $0.3 million. On February 4, 2025, the board of directors increased the buyback authorization to 1.5 million shares.

    Reporting from the BC Coroners Service shows the continued impact of unregulated drug toxicity in communities throughout the province in 2024, with 2,253 lives lost last year.

    The cumulative number of unregulated drug deaths represents a 13% decrease from the number of deaths in 2023 and is less than the annual figure from any of the previous three years. The rate of death in 2024 was 40 per 100,000 people, compared with 47 per 100,000 in 2023, 45 per 100,000 in 2022 and 44 per 100,000 in 2021.

    “The information collected by our coroners during their investigations into unregulated drug toxicity deaths, indicates a decline in fatalities over the last several months of 2024. This is consistent with reporting from other jurisdictions in Canada and internationally,” said Dr. Jatinder Baidwan, chief coroner. “This doesn’t mitigate the fact that 2,253 members of our communities died in 2024, leaving behind grieving loved ones, friends, colleagues and teammates. Our thoughts are with all of those many, many people who have been touched by this crisis.”

    In 2024, about seven in every 10 decedents were between the ages of 30 and 59, and nearly three-quarters were male. The rate of death among females in 2024 is 20 per 100,000. This is an increase of 65% from 2020 (13 per 100,000) and a slight reduction from 2023 (21 per 100,000).

    As in years prior, the drug-toxicity crisis affected cities of all sizes in 2024. By Local Health Area, the highest rates of death per 100,000 were in Vancouver-Centre North (422), Lillooet (116), Greater Campbell River (109), Terrace (109) and Prince George (103).  

    Fentanyl and its analogues continue to be the primary driver of unregulated drug toxicity deaths in B.C., detected in 78% of expedited toxicological testing in 2024. Cocaine (52%), fluorofentanyl (46%), methamphetamine (43%) and bromazolam (41%) were the other most common substances detected in expected toxicology. It’s important to note that the data from the report is preliminary and subject to change as additional toxicology results are received and investigations are concluded.

    Since the public health emergency was first declared in April 2016, the lives of at least 16,047 people in B.C. have been lost to unregulated drug toxicity.

    WASHINGTON – U.S. Senators Maggie Hassan (D-NH), Susan Collins (R-ME), Katie Britt (R-AL), and Tina Smith (D-MN) today reintroduced bipartisan legislation to support rural health care facilities in providing urgent obstetric care.

    “No pregnant woman should struggle to access quality, affordable health care they need because of their zip code,” said Senator Hassan. “This bipartisan legislation will provide targeted support so that health care facilities in rural New Hampshire and rural communities across the country can get the equipment, training, and resources that they need, and is an important step in ensuring that, no matter where they live, Granite State women can access high quality care during pregnancy, birth, and postpartum.”

    • Creating training programs to help non-specialists respond to emergencies like labor and delivery
    • Providing federal grants for rural facilities to buy better equipment to train for and handle these emergencies
    • And developing a pilot program for teleconsultation services, so that a doctor at a rural facility helping an expecting or postpartum mother facing an emergency can quickly consult with maternal health care experts

    Last year, Senator Hassan announced the introduction of this legislation during a roundtable at Speare Memorial Hospital in Plymouth, New Hampshire—which has a birthing unit and could be eligible for a grant through Senator Hassan’s bill. Eleven maternity wards have closed in New Hampshire in the last two decades, and in recent years the median driving time to a labor & delivery unit has doubled to about 40 minutes—which can jeopardize a woman’s health and the health of her baby in emergency situations.

    Senator Hassan has led efforts to ensure that new and expecting mothers have access to high-quality health care. Senator Hassan and the New Hampshire Congressional delegation also had previously announced nearly $1 million in federal funding for Dartmouth-Hitchcock Medical Center to strengthen maternal health care in the North Country. Thanks to Senator Hassan’s bipartisan legislation to improve mental health for new mothers, the Department of Health and Human Services launched the Task Force on Maternal Mental Health in 2023 and Senators Hassan and Chuck Grassley (R-IA) also previously introduced the Healthy Moms and Babies Act to strengthen health care for women before, after, and during childbirth.

  • MIL-OSI Security: Man Pleads Guilty to Conspiracy to Launder Money in Connection with $100 Million Health Care Fraud Scheme

    Greensboro, NC – Chaudhry Shabbir Ahmed pled guilty on Monday, February 3, 2025, to conspiring to launder over $3 million in connection with a $100 million dollar health care fraud scheme, announced Acting United States Attorney Randall S. Galyon.

    According to court documents, Ahmed conspired with another individual to represent himself as the owner of two durable medical equipment businesses—Dune Medical Supply, LLC located in High Point, North Carolina and Prospect Health Solutions, Inc. located in Fort Lauderdale, Florida. Ahmed and a co-conspirator used a sham purchase agreement to make it appear as though Ahmed owned and operated these companies, even though the co-conspirator continued to control the companies. Once Ahmed was listed on relevant documents as the sole owner of Dune and Prospect, including documents submitted to Medicare, Dune and Prospect collectively submitted more than $100 million in fraudulent claims to Medicare. The claims were submitted between April 2024 and August 2024 for durable medical equipment that Medicare beneficiaries never received, requested, or needed, or that the provider never ordered.

    Before the scheme was discovered, Medicare electronically deposited more than $33 million in claim reimbursements into bank accounts held in the name of Dune and Prospect at various financial institutions. Ahmed had access to these accounts and would withdraw fraud proceeds in cash at bank branches. For example, on June 30, 2024, Ahmed withdrew $400,000 in cash from Prospect’s bank account and on August 9, 2024, Ahmed withdrew $500,000 in cash from Prospect’s bank account.

    As part of the plea agreement, Ahmed agreed to forfeit over $17.6 million dollars that was seized during the investigation, as well as a Rolex watch and cryptocurrency.

    Sentencing is scheduled to take place on June 24, 2025, at 9:30 a.m. in Greensboro, North Carolina, before Chief United States District Judge Catherine C. Eagles. At sentencing, Ahmed faces a maximum sentence of five years in prison, a period of supervised release of up to three years, and monetary penalties.

    The Department of Health and Human Services-Office of Inspector General and the Federal Bureau of Investigation are investigating the case, and it is being prosecuted by Assistant U.S. Attorneys Rebecca Mayer, JoAnna McFadden, and Ashley Waid.

  • MIL-OSI Global: USAid shutdown isn’t just a humanitarian issue – it’s a threat to American interests

    The website for the United States Agency for International Development (USAid), the world’s biggest aid donor, has gone dark.

    Donald Trump’s new administration plans to place the autonomous agency under the control of the state department. The secretary of state, Marco Rubio, has now declared himself as head of the agency to “align” it with Trump’s priorities.

    Several days ago, on January 26, Rubio said: “Every dollar we spend, every programme we fund, and every policy we pursue must be justified with the answer to three simple questions: Does it make America safer? Does it make America stronger? Does it make America more prosperous?”

    But the decision to freeze USAid, which is part of Trump’s policy to put “America first”, places everyone at risk. Organisations that provide vital care for vulnerable people around the world are being forced to halt operations. The boss of one such organisation said: “People will die.”

    Elon Musk, the world’s richest man and a close adviser to Trump, is playing an active role in the destruction of USAid. He has claimed – without providing any evidence – that the agency is “beyond repair”. “It needs to die,” Musk wrote on X.

    Musk, who leads the newly formed Department of Government Efficiency (Doge), is gearing to cut trillions of dollars from the US budget. However, by seeing cuts to USAid as a solution, Trump and Musk are catering to an audience that has a fundamental misunderstanding about US foreign aid more generally.

    Surveys demonstrate that Americans believe 25% of the federal budget is spent on foreign aid. In reality, the US gives about 0.2% of its gross national product (GNP), the total value of goods and services produced by a country, to foreign aid – or less than 1% of its federal budget. This is far below the UN target of 0.7% of GNP.

    But, despite this, USAid provided 42% of all humanitarian aid globally in 2024. This included about US$72 billion (£58 billion) in aid in a wide range of areas, from helping people access clean water, sanitation, healthcare and energy, to providing disaster relief, shelter and food.

    USAid also delivered programmes aimed at supporting democracy, civil society, economic development and landmine clearance in war zones, as well as working to prevent organised crime, terrorism and conflict. The gutting of USAid will have a profound impact on human security.

    The Trump administration has granted a waiver for the continuation of “life-saving humanitarian assistance”. This includes a programme that helps 20 million people living with HIV/Aids access anti-retroviral drugs. But there are questions about the future of US Aids organisation, the President’s Emergency Plan for Aids Relief (Pepfar).

    To date, over 43 million people worldwide have died from Aids. But one of the biggest success stories of the George W. Bush administration was its launch of Pepfar in 2003. The World Health Organization says that Pepfar, working in partnership with USAid, has saved 26 million lives.

    Pepfar employs more than 250,000 doctors, nurses and other staff across 55 countries. One of the functions that USAid performs is ordering and procuring the drugs used by Pepfar to keep the millions infected with HIV alive. It remains to be seen whether federal payments to USAid’s locally run partner organisations will be stopped.

    We are, in any case, likely to see an uptick in other infectious diseases. USAid had been working to prevent current outbreaks of mpox and Marburg virus from spreading beyond Africa. It is not clear what the future is for these programmes.

    And USAid’s work with malaria, a disease that kills about 450,000 children under the age of five each year, is facing uncertainty. From 2000 to 2021, USAid’s work helped to prevent 7.6 million deaths from malaria. Also in doubt is USAid’s work to develop and implement the malaria vaccine, which was considered a gamechanger for combating the disease.

    At the same time, USAid responds to an average of 65 natural disasters each year. In 2024 alone, it responded to 84 separate crises across 66 different countries. The government is letting go all of the staff important for implementing these types of programmes.

    Dozens of senior USAid officials have been placed on leave, while contractors working on the agency’s programmes have been furloughed. Up to 3,000 aid workers in Washington DC could reportedly be laid off this week.

    What Trump’s team misunderstand is that the work of USAid is also vital for preserving American interests. China, which has poured more than US$1 trillion of assistance into infrastructure projects in Asia, Africa, Europe and Latin America since 2013, will now be given an opportunity to exert more influence around the world. The void in US aid is a gift for China in the battle for soft power.

    White House press secretary, Karoline Leavitt, lists some of what she calls the ‘insane priorities’ that USAid has been spending money on.

    Global aid sector in disarray

    Foreign aid relies on certainty and transparency about the future of aid programmes. But the Trump administration has offered little clarity while US foreign aid programmes are all being reviewed. One aid organisation referred to the situation as an “absolute dumpster fire” due to the uncertainty.

    There have already been reports of total confusion in health clinics previously supported by USAid, which were shut down without warning. Africa will probably be the region most negatively affected. Local workers in healthcare-related projects on the continent will lose their jobs, while nurses, doctors and healthcare workers across clinics will be unable to continue their vital work.

    The Democrats have claimed that Trump does not have the legal authority to eradicate a congressionally funded independent agency. They have said court challenges are already in motion and have pledged to try to block approval of Trump’s state department nominations until the shutdown is reversed.

    Trump did try to cut US foreign aid during his first term, but Congress refused. He then tried – and ultimately failed – to freeze the flow of aid appropriated by Congress. This time, Trump is not bothering to play by the rules.

  • MIL-OSI Global: The 30-plants-a-week challenge: you’ll still see gut health benefits even if you don’t meet this goal

    The more plants you include in your diet, the more health benefits you’ll notice. This is why public health guidelines have long encouraged people to eat at least five servings of fruits and vegetables per day.

    But the 30-plants-a-week challenge circulating online suggests that, instead of only aiming to eat five servings a day, we should instead aim to eat 30 different plant foods per week to improve our health. Fruits, vegetables, legumes, nuts, seeds, wholegrains, herbs and spices would all count as a plant serving.

    Some advocates of the approach have even created some ground rules and have generated a points system that gives a point to each different type of plant you consume. However, not every plant counts as a full point. For instance, herbs and spices only count as one-quarter of a plant point. Refined plant products, such as fruit juices or processed wholegrains (such as white bread), don’t count at all.

    Current NHS dietary recommendations around fruits and vegetables (such as the five-a-day message) place the emphasis on quantity – ensuring people eat enough fruit, vegetables and wholegrains to get all the essential nutrients and fibre their body needs. But, the 30 plants approach shifts the focus to diversity – arguing that eating a wide variety of plant foods provides greater health benefits than eating the recommended amount of only a few select fruits and vegetables.

    So does eating 30 plants a week offer any additional health benefits over eating five servings a day?

    Exploring the science

    The 30 plants a week challenge is based on the American Gut Project – a citizen science study of 10,000 participants from across the US, UK and Australia. The findings suggest that people who eat a greater variety of plant-based foods each week have a more diverse gut microbiome compared to those who eat fewer plants. The gut microbiome refers to the trillions of bacteria, viruses, fungi and microorganisms that live in our digestive tract.

    Research shows a more diverse microbiome is associated with a lower risk of chronic disease, better immune function and even improved mental health.

    So in simple terms, it looks like the more plant diversity we eat, the more diverse the population of microbes living in our gut are. This leads to better overall health.

    But does eating 30 plants really provide a greater number of benefits compared to current public health messages? These recommend we eat at least five portions of fruit and veg daily, choose wholegrain carbohydrates and limit refined sugar, processed meats and foods as much as possible.

    Incidentally, research shows that following these recommendations also leads to a more diverse gut microbiome and better health outcomes compared to those who do not meet recommendations.

    So, it looks like following either current public health recommendations or the 30 plants diet will improve microbial diversity and have benefits for health. While 30 is a meaningful and realistic target, it’s important to recognise that small, sustainable changes can also have a lasting health impact.

    Diet changes

    Like any trend, the 30 plants message isn’t without its drawbacks. One major concern is accessibility. Buying 30 different plant foods each week can be expensive – which could exacerbate existing health inequalities.

    There are ways around these limitations, such as buying in bulk and freezing portions, using canned and frozen fruits, veggies, pulses and lentils and meal planning to reduce food waste.

    However, these solutions often require extra resources such as storage, cooking space and time – which may not be possible for everyone.

    There’s also a risk that the message could oversimplify the complexity of public health guidance – potentially overlooking the importance of individual nutrients and overall dietary balance.

    On the other hand, there’s a strong argument that the 30 plants per week challenge is simply the same, old public health advice packaged in a slightly different, more engaging way. As a dietitian, I quite like that.

    Current public health messages around food, nutrition and lifestyle are not landing. Despite the evidence for these guidelines, rates of lifestyle-related health problems are increasing. It’s not that these recommendations don’t work – it’s that as a population we struggle to follow them.

    The 30-plants-a-week challenge is a positive message that encourages adding more variety – rather than restricting foods. If people are encouraged to eat more plant-based foods, they may naturally displace less nutritious choices – which is a win for health.

    If you’re thinking of trying the 30-plants-a-week challenge, here are some easy ways to increase variety in your diet:

    1. Swap your carbs: Swap white bread, rice or pasta for wholegrain bread, rice or pasta. You can also consider alternative wholegrain carbohydrates such as quinoa or wholegrain couscous.
    2. Include nuts and seeds: Easily overlooked, but an effortless way to add diversity. A small handful is a portion.
    3. Add pulses and lentils: Add lentils to a meat dish (such as spaghetti bolognese) for extra protein and more plant points.
    4. Buy tinned and frozen foods: Stock up on frozen berries, mixed vegetables, canned beans and chickpeas to make plant variety easier to achieve and more affordable.

    The challenge to eat 30 different plants is an exciting and positive way to potentially encourage nutritious choices. However, we don’t yet fully understand its acceptability or impact on food choices in real-world settings. While the scientific evidence strongly supports the benefits of plant diversity for health, it would be valuable to gather more research on its practical effectiveness before incorporating it into public health messaging.

    An investigation into the wounding of a man in Birkenhead on Tuesday afternoon will continue today.

    A man suffered multiple stab wounds outside an address on Birkenhead Avenue at around 2pm.

    North Shore Area Commander Inspector Stefan Sagar says the victim underwent surgery at Auckland City Hospital last night.

    “The victim is now in a serious but stable condition in hospital, and we will be looking to speak with him in the coming days as we continue our enquiries.”

    Police will be visible again in the Birkenhead community today with an area canvas as part of the investigation.

    “From what we have established so far in our enquiries, we do not believe this is a random incident,” Inspector Sagar says.

    “We are continuing to make enquiries into information about a vehicle that left the area, but at this point we do not have further information to release.”

    Police acknowledge the Birkenhead community, with many people coming forward to assist the investigation.

    “We have had good support from the neighbourhood, and this information is assisting us in progressing the investigation,” Inspector Sagar says.

    “I know when these events take place in our communities that this can be unsettling, but we believe it is an isolated event and Police are continuing to work hard to identify and hold this offender to account.”

    Senator Elizabeth Warren: Thank you, Mr. Chairman. Since we had our hearing last week, Mr. Kennedy has amended his ethics agreement. Recall that his ethics agreement said that while he was Secretary of HHS, he intended to retain a financial interest in ongoing vaccine litigation—that he was already collecting money from—and that he wanted to continue to collect that money even though he could affect the outcome of that litigation. He has since changed his position on that. Once it was exposed, people talked about it, and expressed some serious reservations about him doing that, he said he will instead give his financial interests to his son. That is a fig leaf that is so small, it would take a magnifying glass to see it. 

    No one is fooled about what is happening here. Mr. Kennedy refuses to say that he will not participate in these lawsuits financially the day after he leaves office. And yet, Mr. Kennedy has acknowledged the American people have a right to know that the decisions he is making are decisions that are in their interest, not in his future financial interest. He has said he thinks that is the right standard, and yet, he has figured out how to make money off of his anti-vax positions. He has already raked in 2.5 million dollars. He is in a position where he can affect the outcomes by things that he does as Secretary of HHS. Yet, he refuses to say that he will delay, by even a day, taking on anti-vax lawsuits the minute he leaves. 

    That is an appalling conflict of interest, and it is one in which the American people can reasonably ask: is Mr. Kennedy’s plan to help the American people, or is he planning to use this job to further enrich himself, as he has pointed out with his son, and enrich his family? 

    The importance of this litigation cannot be overstated. This is not only about a private company that gets sued and has to pay out. Vaccine manufacturers often operate on very slim profit margins. If they get sued repeatedly and successfully, they simply move out of the vaccine space. We have already seen this happen with vaccines in the past. 20 years ago, we watched vaccines just move away if they did not have protection from these kinds of lawsuits. The consequence of Mr. Kennedy’s ability to make those lawsuits easier is also the ability to shut down access and manufacturing for vaccines for every one of us. And I think that is a terrible mistake.

Kennedy Jr.’s nomination to be the next Secretary of Health and Human Services (HHS). Mr. Kennedy would be tasked with leading HHS’ ten public health service agencies and three human services agencies. In remarks following his vote, Senator Welch cited concerns about Mr. Kennedy’s character, competence, and priorities, including his views on the efficacy of vaccines.

    “I want a disrupter in the health care system, and the one leading it. I don’t want a destroyer. 
    “There’s three issues before any nominee that we have to consider: one is character, another is competence, and the third is priorities.  
    “We did not have Caroline Kennedy here, but she gave a statement. And she said that Bobby was able to attract people through the strength of his personality, his willingness to take risks, and break the rules. Those might be desirable qualities if it was accompanied by sober judgment and behavior, because the person who leads a major organization has to have the confidence of the people that work for him. And, frankly, some of the things that he did that [he] never explained—a chainsaw taking off the head of a whale, dumping a bear in Central Park for his own amusement—these are just weird things. We never really got into the character issue of what is required for a person who runs such a major department.  
    “The competence question, this is all on a wing and a prayer and a hope. There’s no record of Mr. Kennedy having experience in managing a large organization, in medicine. No experience with science. And none of the prior experiences required not only to run a major organization—Health and Human Services, but also the CDC, the NIH—and all the other organizations that are under the umbrella of health care.  
    “By the way, on the competence issue, let’s be candid. This was a deal where Mr. Kennedy was running for president as a Democrat. He lost. And he approached President Trump to make a deal, and for political reasons, the deal was made. And the appointment was going to be that he’s at Health and Human Services. The president has a right to make that deal and Mr. Kennedy can seek it, but it doesn’t translate into competence.  
    “The third is priorities. The priority for Mr. Kennedy is about the vaccines and his theory of that. We need reliable vaccines and not a conspiracy theorist on that. But, you know, the health care system is not working for the American people. It is too costly. Our employers who care deeply about providing employer-sponsored health care can’t afford these premiums. The folks who are getting their insurance on their own can’t afford it. Even Obamacare is getting so expensive because prices are escalating constantly with pharma expenses, with private equity getting into health care.  
    “Mr. Kennedy’s priority was about his view of vaccines. It was not about making health care more affordable and accessible. And in response to, really, a very direct and easy, open-ended question from Senator Cassidy, Mr. Kennedy showed a woeful ignorance even between the difference between Medicare and Medicaid.  
    “We have a health care system that is not serving—as it should—the interests of American citizens, of American businesses, and American taxpayers. And I, after this hearing, did not have confidence that Mr. Kennedy would be the one to lead us to a better future.”

    Washington, D.C. – U.S. Senators Roger Marshall, M.D., and Bill Cassidy (R-LA) introduced the Halt All Lethal Trafficking (HALT) of Fentanyl Act. This legislation makes permanent the temporary classification of fentanyl-related substances as Schedule I of the Controlled Substances Act (CSA). Drug overdoses, largely driven by fentanyl, are the leading cause of death among young adults 18 to 45 years old. Synthetic opioids like fentanyl account for 66 percent of the total U.S. overdose deaths. The drug’s Schedule I classification is set to expire on March 31, 2025. 
    “Just last year, an estimated 359 Kansans were murdered through fentanyl poisoning – that’s a Kansan lost every single day,” Senator Marshall said. “We cannot allow fentanyl’s drug Schedule I classification to expire, and we must ensure law enforcement has the tools necessary to combat the overdose epidemic in our country. Lives depend on it.”
    “The Biden administration’s open border was an invitation to drug cartels smuggling Chinese fentanyl into the U.S., fueling the U.S. overdose epidemic,” Dr. Cassidy said. “Law enforcement must have the tools necessary to combat this trend. We cannot let this Schedule I classification lapse.”
    “Today, roughly 150 Americans will die from fentanyl poisoning. Cartels fuel this crisis by marketing their poison as legitimate prescription pills. They also avoid regulation by chemically altering the drugs to create powerful fentanyl knock-offs,” Senator Grassley said. “Congress closed that loophole by temporarily classifying fentanyl related substances under Schedule 1. The HALT Fentanyl Act would make permanent fentanyl related substances’ Schedule 1 classification and ensure law enforcement has the tools they need to combat these deadly drugs.”
    “We’re losing more than 100,000 Americans each year to illicit fentanyl overdoses. I refuse to accept this reality, and that’s why I’m working to deliver tools law enforcement personnel need to keep deadly fentanyl off our streets and out of our communities,” Senator Heinrich said. “Permanently scheduling fentanyl and its analogues will help federal and local law enforcement crack down on illegal trafficking and allow prosecutors to build stronger, longer-term criminal cases. Our HALT Fentanyl Act will help stop the flow of these deadly drugs into our communities and save lives.”  
    Senators Marshall, Cassidy, Grassley, and Heinrich were joined by U.S. Senators Todd Young (R-IN), Steve Daines (R-MT), Eric Schmitt (R-MO), Maggie Hassan (D-NH), Shelley Moore Capito (R-VW), Ruben Gallego (D-AZ), Catherine Cortez Masto (D-NV), Mike Rounds (R-SD), John Kennedy (R-LA), Jeanne Shaheen (D-NH), John Cornyn (R-TX), Angus King (I-ME), and Mark Kelly (D-AZ) in introducing the legislation.
    The legislation also removes barriers that impede the ability of researchers to conduct studies on fentanyl-related substances and allows for exemptions if such research provides evidence that it would be beneficial for specific substances to be classified differently than Schedule I, such as for medical purposes.  
    From August 2021 to August 2022, a record-breaking 107,735 Americans lost their lives to drug overdoses. The surge was primarily fueled by synthetic opioids, including illegal fentanyl, which are largely manufactured in Mexico from raw materials supplied by China. In 2022, there were over 50.6 million fentanyl-laced fake prescription pills seized by the U.S. Drug Enforcement Administration (DEA), more than doubling the amount seized in 2021. 
    BACKGROUND
    According to the U.S. Centers for Disease Control and Prevention (CDC), there were an estimated 107,543 drug overdose deaths in the U.S. in 2023. This was primarily fueled by synthetic opioids, including illegal fentanyl, which are largely manufactured in Mexico from raw materials supplied by China. In 2022, there were over 50.6 million fentanyl-laced fake prescription pills seized by the U.S. Drug Enforcement Administration (DEA), more than doubling the amount seized in 2021. 
    The U.S. House of Representatives passed the HALT Fentanyl Act in March 2023.

  • MIL-OSI Canada: New prefabricated classrooms open in B.C., more on the way

    Prefabricated classrooms have opened in four schools over the past month, with more underway, adding more than 1,000 new student spaces in growing communities throughout B.C.

    “We are committed to providing students with the best possible learning environments,” said Lisa Beare, Minister of Education and Child Care. “These prefabricated additions will provide students with the spaces they need to succeed, and will benefit these communities for years to come.”

    The use of prefabricated construction means students will be learning in modern classrooms that are just like regular classrooms. With sustainable and energy-efficient designs, the additions also align with the Province’s CleanBC targets and meet B.C.’s enhanced energy requirements. Due to their unique build, prefabricated classrooms are more cost effective and can be built twice as fast as traditional schools. Since 2017, the Province has approved more than 42,000 new student spaces, with more than 2,400 open in just the past month.

    “These rapidly built additions are one way we are quickly getting new classroom spaces ready for students now, and we know the solution is working,” said Bowinn Ma, Minister of Infrastructure. “These additions get students into new classrooms faster, while still providing the same lifespan and comforts of a traditional school environment.”

    Newly opened prefabricated additions:

    • a 10-classroom, two-storey addition to Scott Creek Middle school in Coquitlam, adding 250 new student seats;
    • an eight-classroom addition at Lena Shaw Elementary school in Surrey, adding 200 new student seats;
    • a five-classroom addition at North Glenmore Elementary in Kelowna, adding 120 new student seats; and
    • a new five-room school and gymnasium at École La Grande-ourse in Smithers, which replaced the leased facility that École La Grande-ourse has been operating in since 2019; adding 70 new student seats.

    Prefabricated additions starting construction soon:

    • Dr. Charles Best Secondary in Coquitlam will get a 12-classroom addition, adding 300 new seats.
    • R.C. Talmey Elementary in Richmond will get a six-classroom addition, adding 150 new seats.

    The new Ministry of Infrastructure is mandated to reduce costs and expedite construction of projects such as schools and health-care facilities. Prefabricated additions to schools are one approach to deliver on the commitment. Since fall 2023, the Province has invested more than $475 million for 37 prefabricated additions, which will create almost 7,900 new student seats. This investment has been delivered in 17 school districts throughout B.C., including high-growth districts such as Langley, Surrey, Sooke and Burnaby.
