  • MIL-OSI China: 11 killed, 19 wounded in Israeli airstrikes on different areas of Lebanon

    At least 11 people were killed and 19 others wounded on Tuesday in Israeli airstrikes on different areas of Lebanon, local media reported.

    Five people were killed and 16 others wounded, while two children went missing in an Israeli airstrike on a residential building in Riyaq, a Lebanese town in the Bekaa governorate, according to an al-Jadeed local TV channel.

    The channel reported that civil defense teams are still searching for missing people under the rubble.

    In a separate incident, two nurses were injured in an Israeli airstrike on Mortada Hospital in Baalbek in eastern Lebanon, and they were transported to Dar al-Amal Hospital, according to al-Jadeed.

    Meanwhile, an Israeli airstrike on the southern village of Jarjouh killed an Amal Movement member and three of his family members.

    On a separate note, a violent Israeli raid targeted a house in the village of Jennata in the Tyre district, killing two people and wounding one, according to the National News Agency.

    Lebanese military sources told Xinhua that Israeli warplanes and drones carried out 17 raids on towns and villages in southern Lebanon and 11 raids on towns and villages in eastern Lebanon on Tuesday afternoon.

    For its part, Hezbollah announced that in support of the Palestinian people and in defense of Lebanon and its people, its fighters bombed the occupied city of Safed on Tuesday afternoon with a rocket salvo.

    It also announced a second attack on Marbad al-Zaoura in the occupied Syrian Golan, using a salvo of rockets and the Naftali base near the occupied city of Safed.

    Since Sept. 23, the Israeli army has been launching an unprecedented, intensive air attack on Lebanon in an escalation with Hezbollah.

    Since Oct. 8, 2023, Hezbollah and the Israeli army have been exchanging fire across the Lebanese-Israeli border amid fears of a broader conflict as the war between Hamas and Israel continues in the Gaza Strip.

    Healthcare workers will soon have access to modern, fit for purpose accommodation in Finley with the arrival of new accommodation units to support staff at Finley Health Service. 

    Six self-contained units are being installed on the east side of the Health Service on Dawe Avenue, delivered as part of the NSW Government’s $45.3 million Key Worker Accommodation Program.

    The prefabricated units are built off-site and modelled on the Key Worker Accommodation Program Prototype Unit completed earlier this year. 

    The new units will be fully furnished and self-contained, and feature a screened verandah, a light-filled living and dining area, modern kitchen, bedroom with ensuite, and an internal laundry. Parking spaces and secure access are also provided.

    Healthcare workers are expected to move into the new accommodation before the end of the year, once installation, connection of services, fencing, landscaping, and furnishing of the new units is completed.  

    Murrumbidgee Local Health District is one of three regional local health districts to benefit from a $45.3 million investment to deliver accommodation for health workers under the Key Worker Accommodation Program.  

    Finley is the second site in the Murrumbidgee Local Health District to receive new accommodation under the program.

    In the coming months, Leeton and Narrandera health services will also benefit from the Program with the installation of three units at West Wyalong now complete.

    An additional $200.1 million has been committed by the NSW Government to increase key health worker accommodation across rural and regional areas of the State as part of the 2024-25 NSW Budget.

    KUALA LUMPUR, Malaysia  –  

    Capt. Andrew Letizia, science director of Naval Medical Research Unit (NAMRU) INDO PACIFIC, has described the command’s collaborations with partner nations as the lifeblood of Navy Medicine’s OCONUS research and development.

    “The best part of my job is sitting down with excellent researchers from a host nation, putting our goals and concepts on paper, designing a project, and then watching the project help meet the needs of the partners as it comes to life,” Letizia explained. “Since I first started playing with Legos many years ago, I have enjoyed building things. Watching NAMRU INDO PACIFIC build new partnerships and strengthen the previous ones brings back that same joy I felt as a kid, making all of the pieces fit together correctly to make a great creation.”

    NAMRU INDO PACIFIC partners with 10 different countries within the area of responsibility (AOR). This network of collaborators continues to grow as the scope of Navy Medicine research expands to meet the ever-evolving needs of U.S. service members. Malaysia, home to many of the U.S. Navy’s partners, is the latest of these countries to see an expansion in collaboration.

    KUALA LUMPUR
    Like many Sailors, Lt. Cmdr. Dawn Weir wakes up early to make her way to the office. Unlike other Sailors, Weir’s walk to work takes her through the bustling metropolis of Kuala Lumpur, the capital of Malaysia. From her office at the U.S. Embassy, she oversees research projects in Malaysia for NAMRU INDO PACIFIC, one of Navy Medicine’s three OCONUS research commands.

    Weir, a microbiologist, is the first person to fill this brand-new billet. NAMRU INDO PACIFIC has been building partnerships within Malaysia for almost 15 years, and Weir is the first active-duty U.S. Sailor stationed in-country.

    “The best part of my job is working with our Malaysian partners,” Weir said, “to foster and strengthen existing collaborative research endeavors, as well as to expand and create new efforts to achieve both their and our research needs and objectives. I also enjoy sharing space and working with my Office of Defense Cooperation and other U.S. Embassy colleagues to support various medical lines of effort and other global health security initiatives.”

    In 2007 NAMRU INDO PACIFIC, then known as NAMRU-2, initiated a partnership with the University of Malaysia. In the years since, the partnership has grown into a much bigger relationship, spanning multiple projects and interoperability.

    “We have been working with [NAMRU INDO PACIFIC] for the past 16 years,” explained Dr. Sazaly Abu Bakar, professor and executive director of the Tropical Infectious Diseases Research & Education Centre (TIDREC) at the University of Malaysia, “and this relationship has really grown over the years. We are now at a transition point that is going to take this relationship to the next level.”

    Part of that next level involves Weir as an active-duty researcher and in-country liaison.

    “We used to have just a few projects,” added Abu Bakar. “Now we have more activities, focused on biomedical research. This shows how the relationship between the two has grown over the years.”

    NAMRU INDO PACIFIC also partners with the National Defense University of Malaysia. Brig. Gen. Mohd Arshil Moideen, dean of the university’s medical facility and defense health division, spoke highly of the partnership.

    “The collaboration includes capacity building in our research, specifically in diagnostic laboratory capabilities,” Moideen explained. “We are currently running a few major research collaborations with tropical disease, as well as entomology studies. Lt. Cmdr. Weir is here specifically for this research cooperation, and this has never happened before. This means that Malaysia is now a significant partner in term of research collaboration.”

    “A permanent NAMRU presence within Malaysia will not only enhance our ability to achieve our mission, but also demonstrates to our Malaysian partners our commitment to continue to work together to enhance health security in the region for years to come,” said Weir. “In my experience thus far, the biggest challenges have been overcoming various administrative challenges often outside of our control that impede the progress of our collaborative research goals and objectives.”

    NAMRU INDO PACIFIC is also partnering on research in collaboration with The University of Malaysia Sabah, located in the Malaysian state Sabah, which lies on the island of Borneo.

    Borneo is an island east of Kuala Lumpur, and the third largest in the world. It is home to one of the most diverse ecosystems on Earth, with native flora and fauna that includes the world’s biggest flower and world’s smallest elephant. Borneo is also one of the few places where orangutans live in the wild.

    Borneo is also home to East Malaysia, comprised of 2 states and 1 federal territory, the country of Brunei and 5 provinces of Indonesia. The university has over 100 lecturers and more than 500 students, as well as a medical and nursing school.

    “We have a lot of diseases in Sabah,” explained Dr. Yosof Ibrahim, dean of UMS. “The number of research that has been done is limited, because of manpower and expertise. There are a lot more diseases that need to be discovered, identified and to be explored. Sabah has many different ethnicities. We have 32 different ethnicities. This is a challenge. Topography is a challenge. Dialect is a challenge. The way we [in Sabah] live and look at things are very different.

    “This collaboration is beneficial,” Ibrahim added, “not only to NAMRU, but to us. In a way, it opens an avenue for us to expand our research and design what our protective measures should be for rural people. 70 percent of our people are in a rural area. There is a difficulty in access to medical facilities.”

    “Malaysia is rich in culture,” said Weir, “with Malay, Chinese, Indian, and indigenous communities. This diversity fosters a vibrant social scene and a diverse and unique culinary experience! Malaysia is also home to diverse and beautiful landscapes perfect for outdoor activities like hiking, diving, and exploring national parks. I personally love the year-round warm tropical environment. Anyone who is fortunate enough to have the opportunity to visit or work in Malaysia should not pass it up.”

    NAMRU INDO PACIFIC plays an important role in the heath of those in the U.S. Indo-Pacific Command (USINDOPACOM) AOR. One of the most culturally, socially, economically and geopolitically diverse regions, the Asia-Pacific region is home to 38 nations and 60% of the world’s population. More than one-third of these nations are smaller, island nations, where many tropical diseases are prevalent.

    NAMRU INDO PACIFIC collaborates with partners in Singapore, Mongolia, Cambodia, Malaysia, Thailand, Laos, Vietnam, Australia, Papua New Guinea and the U.S. to conduct research efforts throughout the USINDOPACOM area.

    The command’s “hub and spoke” model of operations from its headquarters in Singapore, its wide array partners in the INDOPACOM AOR and the over 375,000 U.S service members stationed in the Pacific allow the NAMRU INDO PACIFIC scientific portfolio to shift, as needed, to align with host nation and sponsor priorities while maintaining focus and efforts on U.S. health security objectives.

    Oxfam and 37 other humanitarian organisations are raising the alarm about the catastrophic situation in Northern Gaza

    The Israeli forces’ assault on Gaza has escalated to a horrifying level of atrocity. Northern Gaza is being wiped off the map. Under the guise of “evacuation,” Israeli forces have ordered the forced displacement of an estimated 400,000 Palestinians trapped in northern Gaza, including Gaza City. This is not an evacuation—this is forced displacement under gunfire. Since 1 October, no food has been allowed into the area, and civilians are being starved and bombed in their homes and their tents. 

    Hospitals, already overwhelmed, are being ordered to evacuate. They are running out of fuel and essential supplies, while doctors and nurses battle to save lives with what little they have left. The wounded flood in – children, older people, victims of Israeli airstrikes – but with no resources to treat them. 

    Dr. Mohammed Salha, acting director of Al-Awda Hospital in northern Gaza, described the dire situation: “The Israeli military has contacted us more than once to evacuate the hospital… [All] the departments are full of wounded people and we are discharging even the wounded who have minor or moderate injuries, because we do not have [enough] beds for them. I [told the Israeli military] clearly that we would not evacuate the hospital unless there are ambulances that can preserve the lives of the wounded people we have and reach another hospital that provides better service to the wounded.” 

    The world cannot continue to stand by as the Israeli government commits these atrocities. Global leaders have both a legal and moral duty to act now. The International Court of Justice (ICJ) has ordered Israel to take all measures within its power to prevent the commission of all acts within the scope of Article II of the Genocide Convention including “killing members of the group; causing serious bodily or mental harm to members of the group; deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part; and imposing measures intended to prevent births within the group”. There is no evidence that Israel has adhered to these orders, and the killing of Palestinians has only intensified. 

    Any attempt to alter the territorial integrity of Gaza constitutes a blatant violation of international law. This is especially egregious in light of the recent ICJ advisory opinion, which significantly heightens the obligation of third states to take decisive action. Failure to do so risks their complicity in perpetuating the illegal occupation. 

    All parties must allow unimpeded access for humanitarian organisations to deliver aid based on need, without restricting types, volumes, or locations. Aid delivery must remain impartial and independent of military objectives to prevent its instrumentalisation or politicisation. Civilians must not be forced to flee to receive aid; those choosing to stay in their homes must be protected under international law. 

    We demand an immediate ceasefire and an end to Israel’s illegal occupation. Global leaders must act in line with the UN General Assembly Resolution on the ICJ Advisory Opinion and fulfil their obligation not to facilitate or support Israel’s illegal occupation. Third states must halt now the transfer of all weapons, parts and ammunition that could be used to commit further violations of international humanitarian law.

    This is not a time for silence – this is a time for action. The people of Gaza cannot wait. The world must intervene now before more innocent lives are lost. 

    The forcible transfer of Palestinian civilians in Gaza is a grave breach of the Fourth Geneva Convention and does not amount to a permissible evacuation. Relocation areas have not provided safety, adequate shelter or essential services, and there has also been no guarantee that displaced populations will be able to return once hostilities end.

  • MIL-OSI China: 26 Palestinians killed in Israeli attacks across Gaza

    At least 26 Palestinians were killed on Tuesday in Israeli attacks across the Gaza Strip, according to Palestinian medical and security sources.

    Medical sources said 11 Palestinians were killed in Israeli shelling near the al-Faluja area in Jabalia refugee camp, while at least 10 others were killed in an airstrike targeting an inhabited house east of Khan Younis city in southern Gaza.

    They added five more were killed in the Israeli bombing of a house in the Nuseirat camp in central Gaza, noting they were all transferred to Al-Aqsa Hospital.

    According to Palestinian security sources, Israeli tanks continue to besiege the Jabalia refugee camp for the 11th day in a row, as residents of Jabalia, its camp, and the nearby cities of Beit Hanoun and Beit Lahia were ordered to evacuate southward.

    The Israel Defense Forces (IDF) said in a statement on Tuesday that the IDF continues its operations in the Jabalia area targeting militant infrastructure and operatives embedded inside civilian areas.

    The IDF added it acted in line with international law to facilitate humanitarian aid to Gaza residents, particularly assistance concerning the health system, including the transfer of patients, accompanying personnel and hospital staff, as well as fuel delivery for operating hospitals.

    Israel has been conducting a large-scale offensive against Hamas in Gaza to retaliate against a Hamas rampage through the southern Israeli border on Oct. 7, 2023, during which 1,200 people were killed and about 250 others taken hostage.

    The Palestinian death toll from ongoing Israeli attacks in Gaza has risen to 42,344, Gaza-based health authorities said in a statement on Tuesday.

    Washington, D.C. – Today, U.S. Senator Reverend Raphael Warnock (D-GA) led a bicameral push to urge the Environmental Protection Agency (EPA) to strengthen federal oversight of facilities manufacturing or storing certain hazardous chemicals in the wake of the latest incident at the BioLab plant in Conyers. 
    Leading alongside Senator Jon Ossoff (D-GA), Congressman Hank Johnson (D-GA-04), and joined by U.S. House Representatives David Scott (D-GA-13), Lucy McBath (D-GA-07) and Nikema Williams (D-GA-05), Senator Warnock sent a letter to EPA Administrator Michael Regan urging the agency to enhance federal oversight of facilities that manufacture and/or store the hazardous chemical Trichloroisocyanuric Acid (TCCA), which is at the heart of the incident at the BioLab plant in Conyers. The environmental and public health crisis that has been ongoing since September 29.
    “We are concerned that facilities like BioLab Conyers, which manufacture and/or store TCCA are improperly managing these substances,” the lawmakers wrote. “When not handled correctly, these chemicals can contaminate local air, water, and soil, posing severe public health risks which include respiratory issues, skin irritations, and long-term conditions like lung and heart disease.”
    Specifically, the lawmakers urge the EPA to “include it on the list of regulated substances under the Risk Management Program (RMP),” which would prompt federal and state agencies to develop more effective safety protocols and management strategies, ensuring stricter adherence to safety standards for facilities handling this chemical.
    “The gravity of this situation underscores the need for changes to the federal and state regulatory systems,” concluded the lawmakers.
    The lawmakers are also requesting the agency respond to nine key questions surrounding the reactive chemical in question.

    Dear Administrator Regan,
    We are writing to urge the Environmental Protection Agency (EPA) to take immediate action to enhance federal oversight of facilities that manufacture and/or store the hazardous chemical Trichloroisocyanuric Acid (TCCA). 
    On September 29, 2024, just after Hurricane Helene slammed the area, a catastrophic chemical fire took place at the BioLab facility in Conyers, Georgia, that stores TCCA. The fire released a large, billowing plume of hazardous, toxic gasses into the air, which caused the closure of parts of Interstate 20 for nearly 17 hours, with local businesses and government offices forced to close while 17,000 residents living near the plant were forced to evacuate.  
    As of today, toxic substances continue to rise into the air from the smoldering ruins of the plant, with corporate and government officials being unable to offer a specific timetable as to when the danger will end.   People not just in the immediate vicinity of the plant but also millions across southeastern metropolitan Atlanta are under constant exposure to hazardous air quality. This incident has raised serious concerns about the community’s vulnerability to toxic chemical exposure. The danger is heightened by approaching rain which will douse the collapsed building under which millions of pounds of TCCA remain exposed to moisture.
    BioLab, a division of KIK Consumer Products, manufactures and stores millions of pounds of chemical mixtures primarily composed of TCCA at the Conyers, Georgia facility. When TCCA comes into contact with small amounts of water, a hazardous chemical reaction is triggered that generates heat and causes decomposition of the chemical and can in turn produces toxic chlorine gas and can also produce explosive nitrogen trichloride. The Conyers BioLab facility has experienced three separate chemical incidents in the past seven years, four in the past 20. Each event resulted in dangerous chemical reactions and fires, releasing toxic gases like chlorine into the air.
    There have been conflicting reports on what caused the most recent fire at the Conyers facility. One report cited water used to douse a fire on the roof of the plant seeping in, while another report blames the fire on a malfunctioning sprinkler system. Rainwater from Hurricane Helene seeping into the BioLab facility during and after Hurricane Helene has not been ruled out as a cause as well.
    We are concerned that facilities like BioLab Conyers, which manufacture and/or store TCCA are improperly managing these substances. When not handled correctly, these chemicals can contaminate local air, water, and soil, posing severe public health risks which include respiratory issues, skin irritations, and long-term conditions like lung and heart disease.
    A similar incident occurred on August 27, 2020, at the Lake Charles BioLab facility in Westlake, Louisiana, in the aftermath of Hurricane Laura. The facility sustained severe damage after TCCA manufactured and stored therein was moistened by small amounts of water and decomposed, producing toxic chlorine gas and nitrogen trichloride. These gases ignited, causing a fire and noxious clouds of toxic gases. The U.S. Chemical Safety and Hazardous Investigation Board (CSB) investigated the incident and issued safety recommendations to minimize the consequences of future accidental chemical releases like the Lake Charles incident.
    The 2023 (CSB) report on BioLab Lake Charles found a regulatory gap regarding the oversight of chemicals like TCCA, particularly in their classification and management under existing federal regulations. Given TCCA’s involvement in multiple safety incidents due to its highly reactive properties, we urge the EPA to include it on the list of regulated substances under the Risk Management Program (RMP).
    This action will prompt federal and state agencies to develop more effective safety protocols and management strategies, ensuring stricter adherence to safety standards for facilities handling this chemical. We hope the Conyers debacle will prompt the inclusion of TCCA to the Process Safety Management (PSM) Standard under the Occupational Safety and Health Administration (OSHA).
    We call on the EPA to collaborate with states to implement training programs specifically designed for emergency responders and facility staff. These programs should address the unique challenges posed by reactive chemicals that adversely react to water used to extinguish fires, focusing on appropriate firefighting techniques, chemical behavior, and risk assessment. The EPA, in partnership with state fire marshals and chemical safety experts, can establish comprehensive guidelines for fire suppression techniques tailored to reactive chemicals, including recommendations for effective alternative extinguishing agents, such as dry chemical extinguishers or foam.
    Considering these concerns, we respectfully request clarification by November 20, 2024, on the following matters regarding regulatory oversight and preventative measures at chemical facilities like BioLab: 
    1. Has the EPA, in conjunction with the State of Georgia, initiated any investigations or inspections regarding BioLab Conyers’ compliance with federal environmental and chemical safety and risk management standards following its incidents since 2020?
    2. What immediate actions are the EPA and State agencies taking in response to this latest fire, given the history of public safety concerns at the Conyers facility?

  • MIL-OSI China: Early cancer testing urged despite growing awareness

    Despite an increased awareness of cancer among older adults in China, it is important to step up early screenings for certain types, such as prostate cancer, to curb rising incidences, according to a recent report and experts.
    A rapidly aging population and changes in lifestyles have elevated cancer rates and related deaths in China. It is estimated that 2022 saw more than 4.8 million cancer cases, and nearly 2.6 million related mortalities, and incidence rates began rising significantly among those in their late 30s.
    According to a report, 85.8 percent of surveyed urban residents age 45 and older said that they are concerned about the risk of being diagnosed with cancer. Cancer of the lungs, stomach and liver are their biggest fears. These three types are also among the top five most common cancers in the nation, according to the report released on the sidelines of an event held by Chinese Aging Well Association on Friday.
    Moreover, more than 96 percent of surveyed men and women said they believe in the importance of cancer screenings, and more than 80 percent said they have undergone such tests.
    Women and high-income groups exhibit a stronger willingness to take screening examinations.
    While screenings for lung, liver and stomach cancer are the most prevalent, the report has called attention to the relatively low screening rates for prostate cancer and cervical cancer. Prostate cancer is the most common cancer for men in two-thirds of the countries across the globe. In China, the incidence rate is lower than that in developed Western countries, but the rate has been on the rise in recent years.
    Xing Nianzeng, vice-president of the Cancer Hospital of the Chinese Academy of Medical Sciences, said that the incidence rate of prostate cancer has increased by about 7 percent annually in recent years. However, the five-year survival rate of the disease in China is around 70 percent, lower than the nearly 100 percent in developed countries.
    “There is a very simple and sensitive test called the PSA test, or prostate-specific antigen test, which only requires collecting a small amount of blood,” he said.
    “Abnormal test results signify that the man should go through further examinations.
    “It is important to raise awareness of early screening among high-risk groups,” he added.
    Experts suggested men age 50 and above take the test every two years, and those with a family history of prostate cancer are advised to have the test done annually starting at 45 years old.
    Gao Jie, chief physician at hepatobiliary surgery department at Peking University People’s Hospital, said during an interview with The-Paper.cn that about 70 percent of liver cancer patients are at an advanced or late stage when seeking treatment, and only 30 percent see a doctor at an early stage.
    Early screenings and diagnoses will play a significant role in tackling cancer, he added.

  • MIL-Evening Report: Mounjaro is more effective for weight loss than Ozempic. So how does it work? And why does it cost so much?

    A weight-loss drug more effective than Ozempic and Wegovy has recently been approved in Australia.

    The drug, tirzepatide, is sold under the brand name Mounjaro and affects feelings of hunger and fullness, as well as changing how the body processess food. (In other countries, tirzepatide is also sound under the brand name Zepbound.)

    So how does tirzepatide work and differ from Ozempic? And with a price tage of $315–$645 per month for the starting dose, why is it so expensive?

    How does it work?

    Think of tirzepatide as a master key that unlocks two important doors in your body’s weight control system. It mimics two hormones: GLP-1 (glucagon-like peptide-1) and GIP (glucose-dependent insulinotropic polypeptide).

    When you eat, your body naturally releases GIP and GLP-1 hormones. These hormones play crucial roles in regulating appetite, food intake and blood sugar levels. Tirzepatide mimics and amplifies the effects of these hormones.

    By mimicking the GLP-1 and GIP hormones, tirzepatide makes people feel fuller with smaller meals. This can reduce the overall food intake and lead to weight loss over time.

    It also helps your body process sugar more effectively and slows down how quickly food leaves your stomach. This results in eating less, feel satisfied for longer and having healthier blood sugar levels.

    How does it compare with Wegovy/Ozempic?

    Tirzepatide (Mounjaro) and semaglutide (Wegovy/Ozempic) are similar in many ways. Both are injectable medications used for weight loss and work by mimicking hormones that regulate appetite and blood sugar.

    The key difference is that tirzepatide acts on two hormone receptors (GIP and GLP-1), while semaglutide only acts on one (GLP-1). This dual action is thought to be why tirzepatide shows slightly better results for weight loss in clinical trials.

    Clinical trials have shown participants lost an average of 25% of their body fat in the first year of treatment with tirzepatide. This is when combined with lifestyle counselling from a health-care professional who encouraged a healthy and reduced-calorie diet (500 calories less per day compared to patient’s diet at the beginning of the study) and at least 150 minutes of physical activity per day.

    This compares with an average of 15% weight loss in the first year for semaglutide, also alongside a reduced-calorie diet (a 500 calorie-deficit per day) and increased physical exercise (150 minutes per week).

    For a person weighing 120kg, this might mean the difference between losing 30kg with tirzepatide versus 18kg with semaglutide. But of course, with both drugs, some people will lose less weight than the average, some will lose more, and some may not respond to the drug at all.

    What are the side effects of tirzepatide?

    Like any medication, tirzepatide has side effects. The most common are nausea, vomiting, diarrhoea and constipation. These could feel like a mild tummy bug and are similar to those seen with semaglutide.

    For most people, these side effects are manageable and often improve over time.

    There are also some rarer, more serious risks to consider. These include inflammation of the pancreas and gallbladder problems. There is also a potential increased risk for thyroid cancer, although this has only been seen in lab rats so far, not humans.

    As with Ozempic and Wegovy, when you stop taking tirzepatide, its effects stop. Most people regain some, if not all, of the weight they lost.

    Who can access tirzepatide?

    In Australia, tirzepatide is approved for use in adults with a body mass index (BMI) of 30 or higher, or a or BMI of 27 or above if you have a weight-related health condition such as diabetes. It can only be prescribed by a doctor, after you have tried other weight-loss methods.

    But it’s not suitable for everyone. It shouldn’t be used in pregnancy and may not be suitable for people with certain medical conditions and those with a history of eating disorders.

    If you’re considering tirzepatide, it’s important to discuss the benefits and risks for your personal health situation with your doctor.

    Why is it so expensive?

    Tirzepatide typically costs around A$345 per month for the starting dose. This can escalate to $645 per month for the ongoing “maintenance” dose if a higher dose is necessary for diabetes and/or weight management. This puts the drug out of reach for most people.

    Tirzepatide, sold as Mounjaro in Australia, is only available on private prescription and is not subsidised by the Pharmaceutical Benefits Scheme (PBS). This means you pay the full cost of the medication without any government support.

    However, the United Kingdom recently announced it would add tirzepatide to the National Health Service in a phased approach over the next three years, so it’s possible we might see it subsidised in Australia in the future.

    Developing new drugs is a costly business. Companies spend billions on research, clinical trials, and getting regulatory approvals. They then set high prices to recoup these costs and make a profit.

    The patent for tirzepatide lasts until 2036. So we won’t have any cheaper generic versions for more than a decade.

  • MIL-Evening Report: Glucose monitors for diabetes have finally been funded – but a chronic workforce shortage will limit the benefits

    Pharmac’s decision to fund continuous glucose monitors and automated insulin delivery systems for the approximately 18,000 people who currently live with type 1 diabetes in Aotearoa New Zealand is good news.

    The decision comes after years of advocacy from patient groups and clinicians.

    But there are problems within the broader system – particularly around workforce shortages – that mean full patient access to training on how to use the insulin pumps will likely take years.

    Failing to address these issues will also perpetuate health inequities for Māori and Pacific people, who are less likely to have used the monitor and pump in the past, and may have to wait longer for training. These delays could mute the positive effect of Pharmac’s funding decision.

    A complex balance

    Type 1 diabetes is an autoimmune disorder that causes a person’s pancreas to stop producing insulin. This all-important hormone is needed to move glucose into every cell in the body.

    Without insulin, the cells (and the person) “starve”. While the current approach to the management of type 1 diabetes – finger pricking to test blood glucose levels and injecting insulin – works, it’s complex.

    Inject too much insulin and you’ll get low blood sugar (hypoglycaemia). This leaves a person with type 1 feeling shaky and weak, or possibly even in a coma. Don’t inject enough and you have ongoing high blood sugar (hyperglycaemia). This leads to long-term health complications.

    Figuring out the right amount of insulin is elusive. Needs constantly vary according to time of day, diet, exercise, illness, caffeine, alcohol, stress and other factors. This can take a toll psychologically and physiologically.

    Modern solutions

    Continuous monitors track blood glucose levels 24 hours a day through a sensor just under your skin, replacing finger-prick testing. They are widely funded and used overseas.

    The monitors alert users to low blood glucose and have significantly reduced hospitalisations for people with type 1 diabetes.

    Combining the monitors with a pump and appropriate algorithm automates the delivery of insulin when glucose levels rise higher than a patient’s target range – significantly reducing the day-to-day burden of treatment.

    But the continuous monitors and insulin pumps are expensive.

    Prior to Pharmac’s decision, the monitors were completely unfunded. Prices ranged between NZ$2,600 and $4,800 per year. Insulin pumps were funded, but only for a small group of people.

    This created an ever-widening equity gap. Māori and Pacific people with type 1 diabetes were less likely to access monitors and pumps. They were also more likely to have recurrent hospitalisations for diabetes-related events.

    A workforce shortage

    When compared with other countries, New Zealand has been slow to fund the monitors.

    Unfortunately, the diabetes workforce is also significantly understaffed when compared to international guidelines.

    There is a shortage of all qualified health care professionals for type 1 diabetes including endocrinologists, nurse practitioners, diabetes nurse specialists, dietitians, psychologists, social workers and podiatrists.

    To meet international recommendations, New Zealand would have to more than double the clinical workforce.

    Most people with type 1 diabetes will be able to rapidly access the monitors because these can be prescribed through GPs as well as by diabetes specialists. However, insulin pumps and automated insulin delivery will only be accessible through specialists.

    While insulin pumps offer advantages for managing glucose levels, learning to use the device takes time and requires support from clinicians. This will likely be a problem, particularly for those who already have challenges accessing healthcare services in this country.

    An equity issue

    Māori and Pacific people with type 1 diabetes are less likely to be current insulin pump users. This means there is a clear risk of workforce shortages causing those who would benefit most from automated insulin delivery to be among the last to have access.

    Increasingly, evidence on continuous glucose monitors and automated insulin delivery shows they improve managing type 1 diabetes for everyone.

    Monitor use has been shown to reduce the differences in the management of glucose levels between Māori and non-Māori children with type 1 diabetes.

    Automated insulin delivery can also be an effective tool for children and adolescents with very high-risk glucose levels.

    So, thank you Pharmac. Funded devices are a game changer. New Zealand has moved from an outdated, inequitable system of technology funding in type 1 diabetes to a progressive and fair system. But so much more needs to be done to support everyone with this disease.

    On Saturday (19 October), New Zealand Nurses Organisation Tōpūtanga Tapuhi Kaitiaki o Aotearoa (NZNO) nursing students take their struggle to the streets calling on the Government to invest in their futures with paid training.
    Students need assistance while they study but are being ignored and exploited by those in charge, NZNO spokesperson and former National Student Unit co-chair Shannyn Bristowe says.
    They are given no additional financial help during clinical placements which sees them working full time without pay for up to 12 weeks – and often away from their hometown, she says.
    “Existing student allowances aren’t enough to cover even the most basic necessities.
    “Tauira (students) are stressed both financially and mentally. They are living in sheds, in cars, or in cramped, temporary spaces, just to get by. Some can’t afford to keep the lights on or put kai on the table for their whānau. The financial burden of studying weighs heavily on us all, forcing some of us to make impossible choices between paying bills, buying food, or continuing our education.
    “This burden is even heavier for Tauira Māori, as existing inequities create additional barriers, leading to the continued under-representation of Māori in the nursing workforce.
    “This is the reality we face every day. And we endure it because we want to serve, we want to help, we want to be the faces of care for our communities.”
    Ms Bristowe says with a high student drop-out rate of 33 percent, paid training is essential to keep students focused on studying and professional development instead of perpetually struggling.
    “Aotearoa cannot wait. Our people need nurses who are well-prepared, culturally safe, and emotionally resilient. Nurses who have not been broken by the journey to get there but have been supported along the way.
    “We ask the Government: Is this not a worthy investment? Because this isn’t just about us-it’s about the health and future of Aotearoa. We’ll be calling on the public to support us by signing our petition to the Government calling for paid training,” Ms Bristowe says.

    Establish the Third InnoHK Research Cluster

    77. The InnoHK research clusters have become home to about 2 500 research and development (R&D) personnel from Hong Kong and around the world.     78. The Government will launch a new round of Research Matching Grant Scheme totalling $1.5 billion to attract more organisations to support research endeavours of institutions.

    Increase Investment for I&T Industries

    79. We will increase investment and guide more market capital to invest in I&T industries, reflecting a revamped approach of Government in this. Relevant measures include:

    (i) setting up a $10 billion I&T Industry‑Oriented Fund – We will set up a fund‑of‑funds to channel more market capital to invest in specified emerging and future industries of strategic importance, including life and health technology, AI and robotics, semi‑conductors and smart devices, advanced materials and new energy. The goal is to systematically build an I&T ecosystem;

    (ii) optimising the Innovation and Technology Venture Fund – We will redeploy $1.5 billion to set up funds jointly with the market, on a matching basis, investing in start‑ups of strategic industries, to further enhance Hong Kong’s start‑up ecosystem; and

    (iii) maximising the impact of the HKIC as “patient capital” – The HKIC will continue to attract I&T enterprises to establish their presence and settle in Hong Kong by channelling and leveraging market capital.

    Attract International Start-up Accelerators to Establish a Presence in Hong Kong

    80. The Government will launch the I&T Accelerator Pilot Scheme with a funding allocation of $180 million at a one‑to‑two matching ratio between the Government and the institution, up to a subsidy ceiling of $30 million. The Scheme aims to attract professional start‑up service providers with proven track records in and beyond Hong Kong to set up accelerator bases in Hong Kong, fostering the robust growth of start‑ups.

    Develop the Low-altitude Economy

    81. Low‑altitude economy, which refers to economic activities in airspace below 1 000 metres, presents a wide array of application scenarios including rescues, surveys and delivery of goods and passengers. Formulating a management system for low‑altitude economy will help drive development in areas such as telecommunication technologies, AI and the digital industry, unlocking the low‑altitude airspace as a new production factor for our economy.

    82. The Government will establish the Working Group on Developing Low‑altitude Economy. Led by the Deputy Financial Secretary, it will formulate development strategies and inter‑departmental action plans, starting with projects on low‑altitude applications. It will designate specific venues for such purposes, draw up regulations and design the institutional set-up, and study and map out plans to develop the required infrastructure and networks. Relevant measures include:

    (i) exploring low‑altitude flying application scenarios – We will press ahead with pilot projects and designate venues to explore deploying drones for delivery, surveys, building maintenance, aerial photography, performances, search and rescue, and other possibilities;

    (ii) amending relevant regulations – This includes relaxing restrictions on beyond‑line‑of‑sight flying activities, as well as those on weight and loading of drones, encouraging market research and investment, facilitating technology tests and developing aerial tours;

    (iii) promoting interface with the Mainland – We will explore with the Mainland authorities the joint establishment of low‑altitude cross‑boundary air routes, immigration and customs clearance arrangements and supporting infrastructure; and

    (iv) studying and planning for low‑altitude infrastructure – In the long run, we need a highly effective, intelligent and digitalised low‑altitude infrastructure system for the real‑time management on networks of low‑altitude activities. It will strategise solutions for complex management and safety issues arising from such activities. The working group will embark on technical studies and planning of support facilities for low‑altitude activities (such as vertiports and charging stations), communications network, air route network, management of low‑altitude flying activities and so on to lay the foundation for the low altitude economy.

    Promote Development of Communications Technology

    83. Low Earth Orbit (LEO) satellites are less costly than traditional ones. The Government will conduct a study on streamlining the vetting procedures of licence applications for operating LEO satellites. The Government will also make available more suitable radio spectrum to the market in a timely manner.

    Advance R&D of Aerospace Science and Technology

    84. Hong Kong’s research teams have been actively engaged in R&D of aerospace science and technology. This year, a Hong Kong resident was selected as a preparatory astronaut. We are very grateful for our country’s support for Hong Kong in developing aerospace‑related technologies. The Government will set up a research centre under the InnoHK research cluster to participate in the Chang’E‑8 mission, contributing to national aerospace development.

    Promote Development of New Energy

    85. The Government will earmark around $750 million under the New Energy Transport Fund to subsidise the taxi trade and franchised bus companies to purchase electric vehicles, and launch the Subsidy Scheme for Trials of Hydrogen Fuel Cell Electric Heavy Vehicles.

    86. We will further promote the development of new energy by:

    (i) setting a target for sustainable aviation fuel (SAF) consumption – We will speed up the reduction of carbon emissions by the aviation industry and cater to the increasing demand of international airlines for SAF;

    (ii) developing SAF and green maritime fuel supply chains – We will formulate the long‑term plan for industry development in respect of fuel supply and demand, storage and bunkering; and

    (iii) promoting green and low carbon hydrogen energy – We will actively support the industry to establish a solar‑to‑hydrogen facility for demonstration, introduce a bill next year to ensure the safe use of hydrogen fuel, and formulate the approach of hydrogen standard certification suitable to Hong Kong.

    (B) Regional Intellectual Property Trading Centre

    87. Hong Kong’s intellectual property (IP)‑intensive industries accounted for about 30% of our Gross Domestic Product and of total employment respectively. We will strengthen our position as a regional IP trading centre by expanding the IP trading ecosystem of the I&T sector and creative industries.

    Enhance the Legislative Framework for IP

    88. The Government will strengthen protection for the products of innovation and creativity yielded by R&D efforts. Measures include putting forward a proposal next year to enhance the Copyright Ordinance regarding the protection for AI technology development, launching a consultation in 2025 on the registered designs regime currently under review, and proposing legislative amendments to streamline IP litigation processes for the High Court to manage and hear these cases more effectively.

    89. Next year, the Trade Marks Registry under the Intellectual Property Department (IPD) will launch a new AI‑assisted image search service to facilitate the public’s search of the trademark database.

    90. With the Central Government’s support, Hong Kong will participate in the World Intellectual Property Organization Lex‑Judgments Database next year, sharing important IP case precedents of local courts, to showcase to the international community the quality of our IP‑related judicial judgments.

    Strengthen Training of IP Talents

    91. The Government will continue to discuss with the patent agent sector and stakeholders to plan for the introduction of regulatory arrangements for local patent agent services, covering qualification, registration, and other areas, aiming to nurture professional talents and enhance service quality.

    92. The IPD will collaborate with the Qualifications Framework Secretariat to develop practical teaching materials for deployment by training providers, benefitting personnel across 23 different industries.

    (C) International Health and Medical Innovation Hub

    93. To expedite patients’ access to advanced diagnostic and treatment services, and to foster new quality productive forces in biomedical technology, the Government will complement technological innovation with institutional innovation, developing Hong Kong into an international health and medical innovation hub.

    Reform the Approval Mechanism for Drugs and Medical Devices

    94. The Government will expedite the reform of the approval mechanism for drugs and medical devices, including:

    (i) extending the “1+” mechanism to all new drugs, including vaccines and advanced therapy products, and improving the approval mechanism to speed up registration, facilitating good drugs for use in Hong Kong;

    (ii) devising the timetable for the Hong Kong Centre for Medical Products Regulation and the roadmap towards adoption of “primary evaluation”, as well as formulating strategies and measures to facilitate R&D of drugs and medical devices; and

    (iii) taking forward preparatory work for legislating for the statutory regulation of medical devices.

    Strengthen Biomedical Technology R&D and Translation

    95. The Government will enhance Hong Kong’s clinical trial capability on all fronts and facilitate the translation of innovative biomedical research results into clinical applications by:

    (i) joining hands with Shenzhen to establish the GBA Clinical Trial Collaboration Platform, extending the R&D network and expediting clinical trials;

    (ii) establishing the Real‑World Study and Application Centre to open up local health and medical databases and promote co‑operation between Hong Kong and Shenzhen to integrate data generated from the “special measure of using Hong Kong‑registered drugs and medical devices used in Hong Kong public hospitals in GBA”. This will accelerate approval for registration of new drugs in Hong Kong, the Mainland and overseas; and

    (iii) supporting R&D, clinical trials and application of advanced biomedical technology in Hong Kong, attracting global top‑notch innovative enterprises and research organisations to set up operations in Hong Kong.

    (D) Promote Integrated Development of Digital Economy and Real Economy

    96. A robust system to promote integration of real economy and digital economy is one of the key drivers of new quality productive forces. The Government will expedite the development of digital economy, which includes accelerating the digital transformation of industries, strengthening digital infrastructure, exploring development of a data‑trading ecosystem, and exploring on a pilot basis facilitation arrangements for cross‑boundary data flow within the GBA.

    Accelerate Development of Digital Trade

    97. The Government will push forward reforms in the digitalisation of enterprises and trade. Measures include fostering participation in discussions among the international community about the development of digital economy and exploring the inclusion of relevant provisions in bilateral trade agreements during the negotiation process, with a view to promoting digital trade and cross‑boundary e‑commerce.

    98. The Commerce and Economic Development Bureau is developing the Trade Single Window to provide a one‑stop electronic platform. It will help the industry lodge import and export trade documents for trade declaration and customs clearance. Separately, the HKMA has established a working group to conduct an in‑depth study into the changes in future supply chains and make recommendations. The scope of study covers promoting the digitalisation of trade through areas such as talents and financial infrastructure, as well as the technology and legal framework, with the goal to lower trade cost and upgrade the trade ecosystem.

    Establish a New Fintech Innovation Ecosystem

    99. The Government will continue to promote the development of innovative financial services including Central Bank Digital Currencies (CBDCs), mobile payment, virtual banks, virtual insurance and virtual asset (VA) transactions. The FSTB will shortly issue a policy statement, setting out its policy stance regarding the application of AI in the financial market. Other measures include:

    (i) promoting the use of CBDCs for cross‑boundary payment – The HKMA is actively testing and exploring more add‑on technology solutions and use cases related to cross‑boundary trade settlement on the mBridge platform, and will further widen the participation of both the public and private sectors;

    (ii) enhancing the regulation of VA trading – The FSTB will complete the second round public consultation on the regulatory proposals for over‑the‑counter trading of VA and put forward a proposed licensing regime for VA custodian service providers;

    (iii) promoting real‑world asset tokenisation and developing a digital money ecosystem – The HKMA is taking forward Project Ensemble, a financial market infrastructure project, to explore the application of real‑world asset tokenisation and the use of digital money for interbank settlement, facilitating the development of the relevant asset trading. Separately, the HKMA also allows potential stablecoin issuers to test business plans and use‑cases through the stablecoin issuer sandbox, and will work with the FSTB to introduce a bill on the regulation of fiat‑referenced stablecoin issuers later this year; and

    (iv) promoting the development of the digital securities market – The HKMA will soon launch the Digital Bond Grant Scheme to encourage more financial institutions and issuers to adopt tokenisation technology in capital market transactions.

    Facilitate Cross-boundary E-commerce Logistics Services

    100. To develop Hong Kong into a cross‑boundary e‑commerce logistics and distribution centre, the Government will review existing procedures to enhance the efficiency of cross‑boundary goods’ distribution, strengthening the competitiveness of our city.

    Promote Smart Construction and Management of Public Rental Housing Estates

    101. The Hong Kong Housing Authority (HKHA) has selected 10 Public Rental Housing (PRH) estates as pilot sites for smart estate management. Next year, it will establish a central platform for property management and introduce digital technologies in daily estate management work, enhancing management effectiveness and service quality. The HKHA will also progressively apply the Project Information Management and Analytics Platform in new public housing projects starting next year, enhancing works efficiency by project management digitalisation and adopting three‑dimensional digital maps and virtual digital models, etc.

    Promote LawTech

    102. The DoJ will set up the Advisory Group on Promoting the Development of LawTech to formulate policies and measures on LawTech and promote its application in relevant sectors.

    The Albanese Government is delivering Bendigo better access to free, high‑quality health care, with a new Medicare Urgent Care Clinic now open.

    The Bendigo Medicare Urgent Care Clinic is available for patients who need immediate care for non‑life threatening conditions like sprains, infections, rashes or cuts.

    Treasurer Jim Chalmers MP and the Member for Bendigo Lisa Chesters MP today visited the Bendigo Medicare Urgent Care Clinic to officially open it.

    There have been more than 800 presentations to the Bendigo Medicare Urgent Care Clinic since it started operation last month.

    This is good news for Bendigo Hospital, where one in three presentations to the emergency room have been for non‑urgent and semi‑urgent issues – saving families time, and making sure busy healthcare workers can prioritise patients who badly need beds.

    The largest proportion of presentations to the Bendigo Medicare Urgent Care Clinic have been children, with over 1 in 3 visits from individuals aged under 18 years old. Almost half of these visits occurred after hours.

    Medicare Urgent Care Clinics are open seven days a week, with no appointment needed, and importantly all patients are fully bulk billed.

    Located at 121 Arnold Street, the Bendigo Medicare Urgent Care Clinic is open 10am‑10pm Friday through Tuesday and 10am‑6pm Wednesday and Thursday.

    There are now 76 Medicare Urgent Care Clinics open across Australia, which have seen more than 802,000 presentations since the first sites opened in June 2023.

    This includes over 177,000 presentations to Victorian Medicare Urgent Care Clinics.

    Minister for Health Ryan Park is calling on more people to sign up as a NSW Ambulance GoodSAM volunteer this Restart a Heart Day so they can help save a life if someone near them has a cardiac arrest.

    NSW Ambulance attends to around 9,000 people in NSW who experience an out-of-hospital cardiac arrest each year and statistics show only 12 per cent of people who receive resuscitation survive.

    The GoodSAM app works by alerting registered responders when someone near them goes into cardiac arrest and a Triple Zero (000) call has been received.

    The GoodSAM app has helped directly save 36 lives in NSW since it was launched in 2023.

    Responders can opt whether or not to accept the alert and respond by providing cardiopulmonary resuscitation (CPR), while at the same time, an ambulance is dispatched.

    NSW Ambulance has incorporated the NSW public access defibrillator registry into the GoodSAM app, meaning responders can also see if an automated external defibrillator (AED) is located near a person experiencing cardiac arrest and use it to improve that person’s chance of survival.

    John Cornell is one of the lucky survivors of a cardiac arrest, thanks to his fast-thinking teenage son and bystanders who sprang into action when he collapsed in March, and he is showing his support for Restart a Heart Day by sharing his story.

    John said his cardiac arrest came out of nowhere while he and his son were out for a walk in Lawson, in the NSW Blue Mountains.

    While John’s son Matthew called Triple Zero (000), community members began chest compressions and fetched an AED from a nearby public swimming pool, which they used to restart his heart.

    When they arrived, paramedics took John to the emergency department at Blue Mountains District Anzac Memorial Hospital, before he spent 12 days in the Intensive Care Unit at Nepean Hospital, where he had another heart attack.

    Fortunately, he has since made a full recovery.

    Restart a Heart Day is an international campaign, coordinated in Australia and New Zealand by the Council of Ambulance Authorities, reminding people how to respond if they believe someone has suffered a cardiac arrest:

    1. Call: Triple (000) and ask for Ambulance and follow their instructions
    2. Push: begin chest compressions by linking your hands and pushing hard and fast
    3. Shock: if available, use an AED to shock the person’s heart.

    Members of the community can sign up as a GoodSAM volunteer and learn lifesaving CPR and how to use a defibrillator with NSW Ambulance paramedics, who will be at Parramatta Farmers Market, Centenary Square, Parramatta from 7.30am to 2.00pm today.

    You can register as a GoodSAM responder if you’re 18 years old or over, and able and willing to provide chest compressions, which are easy and safe to do. You don’t need to have formal first aid or CPR training. To register, please visit: ambulance.nsw.gov.au/goodsam

    In 2022, the NSW Government announced a $2.5 million partnership between NSW Ambulance and the GoodSAM responder app.

    VII. Take Forward the Northern Metropolis as Growth Engine and Deepen GBA Collaboration(A) Take Forward Development of the Northern Metropolis138. The Northern Metropolis is the new engine of Hong Kong’s economic development. We will expedite the implementation of economic and housing‑related projects in the Northern Metropolis, while maintaining a prudent fiscal position.139. The Northern Metropolis will gradually enter the maturity phase. In the next five years, some 60 000 housing units involving about 10 new PRH estates will be completed and ready for intake. The first batch of land at the San Tin Technopole will be put to the market, and the new Huanggang Port building with co‑location of immigration and customs clearance arrangement will be completed. In the second five‑year period, the number of new housing units will increase by about 150 000, with over 10 million square metres of gross floor area available for economic uses. The first joint‑user government building in Kwu Tung North will be put to use, and the expanded North District Hospital will be ready for service. As for transport infrastructure, construction of the Northern Link (NOL) Main Line is scheduled for completion in 2034, and the Northern Metropolis Highway (San Tin Section) is set to open in 2036. These developments will significantly boost our economic growth and bolster our R&D and technology industries, while providing a better living environment which will help attract talents and encourage them to settle in Hong Kong for good. It will also enhance the quality of life of the people of Hong Kong, improving their livelihood and well‑being.140. The Government will seek funding for the first‑stage of San Tin Technopole’s infrastructure and begin construction works this year. The target is to deliver about 20 hectares of new I&T sites in phases, beginning in 2026‑27, for the Hong Kong Science and Technology Parks Corporation’s development and operation. In addition, the second‑phase of the Yuen Long South NDA will begin in mid‑2025. The preliminary development proposal for Ngau Tam Mei will be announced shortly, with land reserved for developing the Northern Metropolis University Town, the third medical school and an integrated teaching hospital. This will be followed by the announcement of the preliminary development proposals for the New Territories North New Town and the Ma Tso Lung area before end this year. The rezoning process for Sandy Ridge in the North District will begin this year, expanding its I&T sites to 10 hectares for use as data centres and related purposes.141. We are exploring the establishment of a pilot industrial park by granting some of the logistics sites in the Hung Shui Kiu/Ha Tsuen NDA to a company established and led by the Government. The company will, in accordance with the Government’s industrial policies, be responsible for formulating the park’s development and operation strategies (including considering whether to accept strategic investment), taking up day‑to‑day management and attracting businesses and investment. We will announce the details in the first quarter of next year. Separately, we will consider flexible disposal approaches for industry land to meet the development needs of individual industries, with a view to driving industry development.142. To expedite development of the Northern Metropolis, the Government will adopt, on a pilot basis, a large‑scale land‑disposal approach, under which sizable land parcels with commercial value and earmarked for provision of community facilities will be selected and granted to successful bidders for collective development. This approach can speed up development of the land parcels, enabling a more co‑ordinated design for the area. We have identified three land parcels, each of 10 to 20 hectares, as pilot sites.(B) Promote Development of the Hong Kong‑Shenzhen I&T Park in the Loop143. The Hetao Shenzhen‑Hong Kong Science and Technology Innovation Co‑operation Zone, located on both sides of the Shenzhen River, consists of the Shenzhen Park and the Hong Kong Park. Capitalising on the strengths of “One Country, Two Systems” with the geographic advantages of “one river, two banks”, the Government will develop the Hong Kong Park in the Loop into a world‑class, industry‑academia‑research platform, an internationally competitive R&D transformation and pilot production base for industries, a hub for pooling global I&T resources, as well as a testing ground for institutional and policy innovation.144. I have established the Steering Committee on the Hong Kong‑Shenzhen I&T Park in the Loop, chaired by myself, to lead the HKSAR Government to formulate the overall strategy, planning and layout for the development of the Hong Kong Park. The Development Outline for the Hong Kong Park of the Hetao Shenzhen‑Hong Kong Science and Technology Innovation Co‑operation Zone will be published later this year, setting out innovative policies to facilitate the flow of personnel, materials, capital and data between the two parks, making the co‑operation zone a crucial source of new quality productive forces for our country.145. The Hong Kong Park will be developed in two phases from west to east. The Government is boosting both the speed and quantity, doubling the first‑phase development’s gross floor area to 1 million square metres. Construction of the first three buildings will be completed in phases, from the end of this year. The first batch of tenants, from life and health technology, AI, data science and other pillar industries, will begin to move in next year. The remaining five buildings will be completed in the coming five years.146. We are also exploring with the Mainland authorities the trial implementation of innovative facilitation measures, including facilitating cross‑boundary travel of designated personnel of the two parks, enabling the cross‑boundary movement of materials by using low‑altitude, unmanned aerial vehicles, and facilitating cross‑boundary fund transfers by Mainland enterprises settling in the Hong Kong Park.(C) Leverage the Strengths of the GBA to Foster Mutual Capacity Development147. The GBA is a strategic fulcrum of the new development pattern of our country, a demonstration zone of high‑quality development, and a pioneer of Chinese modernisation. And Hong Kong is an active participant, facilitator and beneficiary.148. To strengthen top‑level planning and steer, I have established the Steering Group on Integration into National Development to lead the HKSAR Government and all sectors of the community to take a more proactive role in promoting the integrated development of Hong Kong and the Mainland, particularly the Mainland cities of the GBA, deepening collaboration through various co‑operation task forces between the two sides. The Government will continue to promote the GBA development by building a higher level of connectivity, facilitating policy innovations and breakthroughs, pursuing wider harmonisation of rules and mechanisms, and expediting co‑ordinated development of I&T and related industries.Capitalise on the Mainland’s Land Resources and Hong Kong’s Advantages in Cargo Flow to Develop a Logistics Industry Circle149. The HKIA Dongguan Logistics Park is an excellent example for the development of an innovative co‑operation mechanism. The park, built with Hong Kong investment, combines our strengths in aviation and logistics with the Mainland’s advantages in terms of land and manpower resources, leading to a reduction in operating costs and cargo handling time. We will work with the Dongguan Municipal Government to jointly develop the permanent logistics park.Promote Collaboration in the Airport Cluster of the GBA to Expand Business Networks150. We will combine the strengths of the HKIA and the Zhuhai Airport, enhancing the Fly‑Via‑Zhuhai‑Hong Kong direct passenger service and promoting the development of the international air‑cargo business in collaboration with the Zhuhai Municipality, to achieve mutual benefits.Enhance the Mechanism on Recognition of Professional Qualifications151. In collaboration with the Guangdong Province, we have established an evaluation mechanism of post titles for the first batch of Hong Kong engineering professionals. We will continue to do so for other construction professions on a gradual basis.  We are also collaborating with the Guangdong Province and Macao to create GBA Standards on the skill level for skilled workers in the construction sector, and will work with the “One Examination, Multiple Certification” arrangement so that those who pass the examinations adopting the GBA Standards can concurrently obtain vocational skill certificates issued by the three places. This will enhance the training quality of the construction industry in the GBA and nurture talents.Mobilise Capital for Joint Investment in the GBA152. The HKIC is proactively exploring with relevant Mainland organisations co‑operation opportunities for joint investment in GBA projects that present the potential to realise economic and social benefits, taking into account market developments.Promote Data Flow for Public Convenience and Business Facilitation153. The Standard Contract for the Cross‑boundary Flow of Personal Information Within the GBA (Mainland, Hong Kong), piloted in the banking, credit referencing and healthcare sectors since last year, has been operating smoothly, streamlining cross‑boundary data flow in compliance with relevant rules. We will extend the measure to all sectors, promoting more cross‑boundary services to benefit the public and businesses while facilitating data flow throughout the GBA.Scale up Medical Collaboration in the GBA154. We will extend the Elderly Health Care Voucher GBA Pilot Scheme to cover nine Mainland cities in the GBA, and expand the sharing of cross‑boundary medical records via the eHealth platform. We will work to enable the cross‑boundary use of data, samples, drugs and medical devices through the GBA Clinical Trial Collaboration Platform and the Real‑World Study and Application Centre in the Hetao Shenzhen‑Hong Kong Science and Technology Innovation Co‑operation Zone. That will accelerate development of the pharmaceutical industry for medical innovation. We will also foster collaboration with the GBA to promote specialist training that aligns with international standards.Strengthen Legal Co-operation155. We will continue to follow up on the implementation of the enhanced arrangement for cross‑boundary service of judicial documents, and promote the establishment of a GBA legal information platform and a dedicated platform for GBA lawyers to facilitate professional exchange and training.Nurture Talents and Create Opportunities for Youth Development156. We have been encouraging local universities to offer education services in the GBA. To date, four GBA campuses have been set up.     (C) Take Forward the Construction of Transport InfrastructurePromote Major Transport Infrastructure Development183. The Government is actively following through the Major Transport Infrastructure Development Blueprint for Hong Kong, under which the Hung Shui Kiu Station and the NOL Main Line are to commence construction this year and next year for tentative completion in 2030 and 2034 respectively. In parallel, cross‑boundary railway projects are pressed ahead at full speed, including the Hong Kong‑Shenzhen Western Rail Link (Hung Shui Kiu‑Qianhai) and the NOL Spur Line, to enhance linkage between Hong Kong and Shenzhen.Build Smart and Green Mass Transit Systems184. Devoted to take forward the three smart and green mass transit systems, and for compressing the time required for construction, we invited suppliers and operators to submit expressions of interest for the East Kowloon and Kai Tak projects this August.  We will invite expressions of interest for the Hung Shui Kiu/Ha Tsuen projects later this year. Through innovative implementation mode and construction methods, we aim to complete the Kai Tak project three years ahead of the original target completion date.(D) Deepen Reform of the Healthcare System185. To enhance the health of the people of Hong Kong, improve healthcare protection and quality, and capitalise on our healthcare professions’ strengths, the Government will conduct a comprehensive review on the positioning and objectives of the healthcare system. The review will cover the following areas: reforming the functions and division of work among the Hospital Authority (HA), the Department of Health (DH) and the Primary Healthcare Commission (PHC Commission), strengthening health promotion and disease prevention in primary healthcare, and improving public healthcare services. In parallel, we will reform private healthcare services in terms of their quality, cost‑effectiveness and price transparency, providing the public with high quality, cost‑effective and affordable healthcare service options. We will also support manpower training and technology innovation, helping to uphold the global standing and regional advantage of Hong Kong’s healthcare professions. This will also be conducive to the development of Hong Kong into an international health and medical innovation hub, an advanced medical service centre in Asia, a place where medical professionals cluster, as well as a bridge for East‑and‑West healthcare exchanges.Advance Primary Healthcare Development186. The Government will promote the development of primary healthcare on all fronts, including:(i) formulating legislation to strengthen the regulatory framework of primary healthcare and authorise the PHC Commission to set up quality assurance and monitoring mechanisms;(ii) developing a community drug formulary and launching a community pharmacy programme to help the public obtain affordable, primary‑healthcare drugs through central purchasing and the community network;(iii) devising health promotion strategies by adopting a life‑course framework to formulate health management plans for the public according to age and health conditions;(iv) revamping maternal and child health and family‑planning services to strengthen pre‑pregnancy counselling and parental education and promote healthy fertility;(v) strengthening the Whole School Health Programme to recommend targeted school‑based measures for physical activities, meals and other matters for each school to improve students’ physical and psychological well‑being;(vi) upgrading more District Health Centre Expresses into District Health Centres (DHCs), and expanding the service network, and integrating the services of Woman Health Centres and Elderly Health Centres;(vii) expanding the Chronic Disease Co‑Care Pilot Scheme to cover blood lipid testing; positioning the HA’s general out‑patient services as the comprehensive, primary healthcare service providers for the underprivileged;(viii) formulating risk‑based screening programmes for prevalent cancers on a gradual basis, including breast cancer screening, exploring the use of AI to assist lung cancer screening, and implementing hepatitis B screening to prevent liver cancer;(ix) launching a Primary Dental Co‑Care Pilot Scheme for Adolescents to encourage the prevention of dental diseases, as well as a Community Dental Support Programme to enhance dental services for underprivileged groups. This would include elderly persons in financial hardship, replacing the Community Care Fund Elderly Dental Assistance Programme, and introducing preventive dental services for pre‑school children; and(x) continuing efforts in tobacco control.Enhance Public and Private Healthcare Services187. The Government will strengthen the HA’s public healthcare services, including:(i) reviewing the structure and levels of the HA’s fees and charges to encourage prudent use of services and direct resources to patients who need them most and for those with serious or critical conditions, while increasing support for patients with financial difficulties and strengthening the financial sustainability of the targeted subsidisation of public healthcare services;(ii) strengthening the centralised procurement of drugs and medical devices by various clusters of the HA system in order to enhance their bargaining power and to expedite, in a more proactive manner, the introduction of new drugs, meeting efficacy and cost‑effectiveness standards to the Drug Formulary;(iii) formulating a directory for inherited and rare diseases by using the Hong Kong Genome Institute’s genomic data, thereby facilitating early diagnosis and treatment by clinical teams, while supporting relevant research and clinical trials to promote precision medicine;(iv) fully integrating the paediatric services of various clusters at Hong Kong Children’s Hospital and developing more advanced healthcare services to make the best use of the Children’s Hospital;(v) finalising the projects and timetable of the Second Hospital Development Plan to dovetail with the development of the Northern Metropolis and to address the needs of local districts;(vi) setting up, in accordance with national accreditation standards, the first stroke centre and the second chest pain centre;(vii) enhancing the triage system and referral arrangements for specialist out‑patient services, including setting up inter‑specialty, integrated, out‑patient clinics to avoid the need for multiple referrals; and(viii) increasing the service capacity for cataract surgeries by at least 20%.188. The Government will also enhance the quality and efficiency of healthcare services, including:(i) establishing a professional platform for developing evidence‑based clinical protocols and exploring the feasibility of devising service quality and efficiency standards for public and private healthcare sectors;(ii) developing quality indicators for public and private healthcare systems and exploring legislating for private healthcare price transparency to enhance service efficiency and address the issue of medical inflation, with the plan to consult the healthcare sector next year; and(iii) amending relevant legislation to require all healthcare providers to deposit essential health data in the personal eHealth accounts of members of the public, enabling the latter to have more complete electronic health records and enhance continuity of medical care.Bring in More Healthcare Professionals189. We will promote the use of the legislation passed earlier to proactively admit more non‑local doctors, nurses and dentists to enhance manpower. The Government will introduce a bill on the admission of qualified non‑locally trained supplementary medical professionals next year.Support Establishment of a Third Medical School190. In addition to increasing training places of the existing two medical schools, the Government supports the plan, by local universities, to establish a third medical school, increasing the number of doctors and supporting the city’s development as an international health‑ and medical‑innovation hub. A task group will be set up, inviting universities interested in establishing the new medical school to submit proposals. The Government will set aside sites in the Northern Metropolis Ngau Tam Mei to develop the new medical school campus and build an integrated medical teaching and research hospital.Promote Development of Chinese Medicine191. To develop Hong Kong into a bridgehead for the internationalisation of Chinese medicine (CM), the Government will make use of Hong Kong’s advantages in its healthcare system, regulatory regime, standard‑setting, clinical research and trade, and other areas. We will publish the CM Development Blueprint next year, and take forward the following measures:(i) exploring the application of big data to foster international research collaboration on herb‑drug interaction to discover more evidence of clinical significance, promoting the internationalisation of CM;(ii) expanding integrated Chinese‑Western medicine services to cover more diseases in which CM has an advantage, including respiratory diseases and knee osteoarthritis, and to progressively extend the cancer care programme to all hospital clusters;(iii) rolling out the first Chinese Medicine Hospital and the permanent premises of the Government Chinese Medicines Testing Institute, which are expected to be completed and begin phased operation next year; and(iv) organising the first edition of the Hong Kong Chinese Medicine Cultural Festival to promote the culture of CM in collaboration with the industry.Promote Mental Health192. The Government will extend integrated services based on a medical‑educational‑social collaboration model to promote mental health. Relevant measures include:(i) formulating a stepped care model for mental health – We will develop a multi‑disciplinary framework with tiers, from dealing with general emotional problems in the frontline to handling cases requiring follow‑up and more serious mental illnesses cases.  The framework sets out the roles of different professionals (such as teaching staff, social workers and healthcare workers) and their division of work in the provision of mental health services for cases in each tier, enabling them to work together and perform their respective roles smoothly;(ii) raising community awareness of mental health – An annual promotional theme will be set for the Mental Health Workplace Charter, and recognition will be given to participating organisations for achieving targets. We will also promote the 4Rs Mental Health Charter in schools to promote the mental health of students, teaching staff and parents in a more holistic manner;(iii) enhancing support for children and adolescents – We will extend and enhance the Three‑Tier School‑based Emergency Mechanism, and launch the “Mental Health Literacy” resource packages for senior secondary and lower primary levels. A real‑time, online youth‑emotional‑support platform will be set up in the second quarter of next year;(iv) facilitating the integration of persons in mental recovery into the community – We will set up Transitional Support Service Teams for Persons in Mental Recovery, offering support to discharged patients waitlisted for halfway house service. The Social Welfare Department (SWD) will also set up an additional Integrated Community Centre for Mental Wellness; and(v) strengthening teacher training and parent education – We will strengthen teachers’ capacity in the early identification of, and support for, students with mental health needs, and assist parents in acquiring the knowledge and skills in addressing children’s mental health.(E) Build a Caring and Inclusive Society193. I attach great importance to building a harmonious and stable community, one that is caring and inclusive, providing targeted assistance to the underprivileged and families in need. Social welfare tops public expenditures of all policy portfolios, with more than $300 million spent on social welfare each day. This underlines the Government’s emphasis on social welfare.Targeted Poverty Alleviation194. The Government has adopted the strategy of targeted poverty alleviation by directing resources to those most in need. This approach is well‑received by the community. We will focus on the following key areas:(i) expanding the Strive and Rise Programme – We will launch the third cohort of the programme this year to recruit 4 000 mentees. We will also encourage youth leaders of the Alumni Club to organise activities for self‑development, enhance training for mentors and related initiatives;(ii) extending the Pilot Programme on Community Living Room (CLR) – We will set up three additional CLRs next year in areas clustered with SDUs. They are expected to benefit about 1 300 target households, serving about 200 000 attendances a year.  Including the four CLRs already launched, they are expected to serve about 3 050 SDU households, drawing about 470 000 attendances a year;(iii) enhancing the School‑based After‑School Care Service Scheme – Beginning this school year, the number of primary schools covered by the Scheme will increase from 50 to over 110, enabling students in need to stay at school outside school hours for care and learning support, allowing their parents to take up jobs. Subject to actual utilisation and outcome of the scheme, we plan to encourage more schools to participate in the scheme, without capping the number of places, in the 2025/26 school year; and(iv) subsidising elderly recipients of the Comprehensive Social Security Assistance (CSSA) to reside in residential care homes for the elderly (RCHEs) in the Guangdong Province – We will launch a three‑year pilot scheme next year to subsidise elderly CSSA recipients retiring in Guangdong to reside in designated RCHEs in the Guangdong Province. Each eligible elderly person will receive a monthly subsidy of $5,000, subject to a quota of 1 000.Care for the Elderly195. The Government attaches great importance to caring for the elderly in need and has been constantly strengthening elderly services.  The total number of vouchers under the Residential Care Service Voucher Scheme for the Elderly will be increased by 20% to 6 000, allowing more frail elderly persons to be admitted to RCHEs of their choice and receive subsidised care services without waiting.196. We will enhance the Residential Care Services Scheme in Guangdong to provide more choices and support for elderly persons who opt to stay in RCHEs in the province. Relevant measures include:(i) increasing the number of participating RCHEs from the existing 4 to 11 in November 2024;(ii) sharing part of the elderly participants’ medical expenses in Guangdong; and(iii) engaging organisations to provide care services for participating elderly persons to help them adapt to living in Guangdong.197. We are providing, through the Special Scheme to Import Care Workers for RCHs, additional manpower support for local residential care homes (RCHs) and enhancing their staff quality. We are also conducting a holistic review of the skill and qualification requirements of RCH staff providing health and rehabilitation services, including the creation of promotion ranks for incumbent health workers and the relaxation of the academic qualification for the Certificate in Progression Training for Care Workers programme. The review is expected to be completed by the end of this year.198. The Government is also discussing with the banking sector possible ways to enable Hong Kong elderly persons retiring in Guangdong and Fujian Provinces to receive portable cash assistance from the Government more conveniently through banks.Support Carers199. The Government is committed to supporting carers. In addition to providing carers’ allowance, respite services, a one‑stop information gateway and the 24‑hour Designated Hotline for Carer Support 182 183, we launched the District Services and Community Care Teams – Pilot Scheme on Supporting Elderly and Carers in Tsuen Wan and Southern District this March. Trained by the SWD, Care Teams of the two districts identify and reach out to households in need, and provide support to the elderly and carers who seek help from the Designated Hotline. The scheme has achieved good results. In the past six months, the Care Teams visited 4 700 families and referred about 900 cases to social welfare organisations for follow‑up. Next year, we will extend the scheme to across the territory, supporting elderly persons and carers in all 18 districts.200. We will also explore the setting up of an inter‑disciplinary and inter‑organisation database. It will cover carers of elderly persons and carers of persons with disabilities (PWDs) and the use of identification tools designed by university teams for the detection of high‑risk cases and early intervention and support.Strengthen Support for Persons with Disabilities201. We will further enhance the rehabilitation services for PWDs, including:(i) establishing 14 Integrated Community Rehabilitation Centres across the city with the provision of 1 280 additional service places, to support PWDs based on their individual needs and rehabilitation progress through an integrated, case‑management approach;(ii) creating 90 additional peer‑support posts to enhance peer assistance for PWDs and their carers;(iii) setting up an additional District Support Centre for PWDs in New Territories East; and(iv) providing about 1 040 additional places for day, residential and pre‑school rehabilitation services, and exploring the establishment of Special Child Care Centres on vacant kindergarten premises.202. To encourage and support PWDs to engage in employment, the Government will introduce the “Caring Employer” medal, commending employers who actively engage PWDs; promote the establishment of more social enterprises engaging PWDs; and enhance the services and training models of sheltered workshops and integrated vocational rehabilitation services centres, building a better vocational rehabilitation and training ladder for PWDs.Promote Women’s Development203. There are many women in Hong Kong playing leading roles. To promote women’s workplace development, we will establish a network run by leading women from all walks of life and launch a mentorship programme “She Inspires”. Under the programme, female university students will be paired with mentors from the senior management of different sectors.Support Working Parents204. To support working parents, I announced the setting up of 10 aided, standalone, child care centres last year. The Government will set up one more child care centre providing 100 additional places for day child care services. Service places under the Neighbourhood Support Child Care Project will be increased by 25%, to 2 500, with the estimated number of beneficiaries increasing to 25 000.Protect Children205. The LegCo has enacted the Mandatory Reporting of Child Abuse Ordinance to require professionals in the social welfare, education and healthcare sectors to report serious child‑abuse cases. To strengthen parental education, the SWD will launch a pilot scheme to set up four Community Parents and Children Centres to promote parent‑child interaction and pass on positive‑parenting skills to parents through play‑based services, supporting families in need.Provide Support for Ethnic Minorities206. To help ethnic minorities (EMs) better integrate into the community, I announced the setting up of two additional support‑service centres for EMs last year, which will begin operation by the end of this year. The Government will engage one more support service centre to provide interpretation and translation services for EMs next year, reducing language barrier concerns. The EDB will strengthen Chinese learning support and parental assistance for non‑Chinese speaking (NCS) students (including EM students), providing after‑school Chinese‑language courses, enhancing the Online Chinese Language Self‑learning Resources and organising cross‑school, teacher‑learning communities. The EDB will also provide parental education activities for the parents of NCS children.Care Teams207. Care Teams are the Government’s key service teams under the improved district governance structure. Fully launched across the city last year, all 452 Care Teams have been working diligently and providing a wide range of caring and support services for the community. To date, they have visited about 230 000 elderly households and other households in need, and provided over 22 000 counts of simple household care or other support services. Their service have been well‑received by the public. The Government will regularise the funding provision for Care Teams and increase funding by 50% in the next term of service in support of their work.(To be continued.)

    On Oct. 14, the Tongzhou district branch of Beijing Anzhen Hospital hosted a media event to show how Beijing is enhancing its citizens’ quality of life through medical advancements and promoting coordinated development in the Beijing-Tianjin-Hebei region.

    Since its establishment over 40 years ago, Beijing Anzhen Hospital has experienced rapid growth and now ranks among the top in China for the scale and quality of its cardiovascular disease treatments, with clinical capabilities that have reached international standards. Located in the city’s eastern Tongzhou district, the construction of this branch not only reflects Beijing’s strategy to relieve the city of functions nonessential to its role as the capital and optimize the layout of its sub-center, but also responds to the high-quality development goals set forth by the 19th CPC National Congress in 2017.
    The soon-to-open Tongzhou branch of Anzhen Hospital will feature a “smart pharmacy,” which is a highlight in its enhanced medical services. This facility is the first in the country to integrate inventory management and dispensing into a fully automated system, using advanced information technology and automated equipment to ensure precise drug dispensation, storage and distribution.

    “The automated dispensing machines can complete a prescription in as little as 20 seconds, with patients typically waiting only one to two minutes to receive their medications,” said Lin Yang, director of the hospital’s pharmacy department. Additionally, the complete process from supplier to patient utilizes robotic closed-loop operations, significantly boosting the efficiency of medical services and ensuring the safety of patient medications.
    The Tongzhou branch also breaks away from traditional hospital outpatient environments, with vibrant and lively art murals throughout. “Our concept is to create an ‘Art Healing Forest’ atmosphere to minimize the psychological stress on patients using our outpatient services,” explained Yin Pengduan, head of the outpatient department. Plans are underway to collaborate with local artists to host personalized art exhibitions in the hospital’s main hall.

    The Tongzhou branch of Beijing Anzhen Hospital is expected to officially begin operations in late October.     On Friday 15 November, 11am – 3pm, Preston Town Hall will host a Careers Fair designed to support Navigators from the Changing Futures programme.

    This Careers Fair will feature a broad range of employers from both the public and private sectors, providing job opportunities, career advice, and valuable insights. Navigators will have the opportunity to meet with recruiters and explore a variety of roles tailored to their skills and experiences.

    Changing Futures is funded by the UK Government’s Shared Outcomes Fund and The National Lottery Community Fund.

    The programme and the Navigators are dedicated to improving the lives of adults facing multiple disadvantages, including homelessness, substance misuse, mental health issues, domestic abuse, and involvement with the criminal justice system.

    Most of the Navigators from the Changing Futures programme have battled and overcome similar issues in their own lives which makes them uniquely equipped to support other people. Their skills, experience and perspective can be of great benefit to other organisations which support the most vulnerable people in society.

         â€‹The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department announced today (October 16) that in view of a notification from the Ministry of Agriculture of Hungary about outbreaks of highly pathogenic H5N1 avian influenza in Fejér County and Hajdú-Bihar County in Hungary, the CFS has instructed the trade to suspend the import of poultry meat and products from the above-mentioned areas with immediate effect to protect public health in Hong Kong.

         A CFS spokesman said that Hong Kong has currently established a protocol with Hungary for the import of poultry meat but not for poultry eggs. According to the Census and Statistics Department, Hong Kong imported about 40 tonnes of frozen poultry meat from Hungary in the first six months of this year.

         “The CFS has contacted the Hungarian authority over the issue and will closely monitor information issued by the World Organisation for Animal Health and the relevant authorities on the avian influenza outbreaks. Appropriate action will be taken in response to the development of the situation,” the spokesman said.

  • MIL-OSI Europe: EU supports Breast Cancer Awareness Month

    “Don’t miss a single screening – not even by a month,” says Maria, vice-president of a volunteer cancer support group in her workplace in Brussels. Maria was diagnosed with cancer in 2013 at the age of 38 through a routine check. “I was on sickness leave for a year and required heavy surgery. I was the youngest person in the hospital where I was treated – the age at which you can develop cancer is dropping dramatically.”

    October is Breast Cancer Awareness month, an opportunity to raise awareness of the disease, provide support to women with breast cancer and to highlight how early screening can significantly improve the chances of a successful outcome.  

    The EU plays an active part in this battle to beat breast cancer. As part of its European Health Union strategy, it has put in place a Beating Cancer Plan. Through it, it is working on meaningful change in EU countries to achieve better cancer prevention, treatment, care and quality of life for all EU citizens. In 2022, new updated screening guidelines were adopted based on the latest scientific evidence for breast, colorectal and cervical cancer. The EU’s goal is to offer screening to 90% of the eligible target population across the EU.  

    Currently, breast cancer accounts for almost 30% of all diagnosed cancers in women in the EU. There are, however, marked differences in screening participation among countries and population groups. In 2022, the EU set up the first-ever European Cancer Inequalities Registry, to identify trends, disparities, and inequalities between and within EU countries and regions. The results feed into the EU’s future policies and investment in breast cancer treatment. 

     “I was on my own when I was diagnosed,” says Valentina, who is a member of Maria’s cancer support group.  “The support group became like a second family to me. Life is made easier when you share with other people. Just a nice word from a colleague can make all the difference.” The group has 200 members, who have either had or have cancer or caregivers to people with cancer. 

    “Everyone should try to organise such a group,” says Valentina. The group provides support from advice on how to navigate “the sea of procedures” surrounding getting cancer treatment to laying on yoga classes and walks in the woods. Valentina stresses the importance of physical activity in improving energy levels following cancer treatment. “I was not really sporty before cancer,” she says with a laugh, “but now I’m exercising every weekend.” 

    As part of her recovery, Valentina signed up to a local scheme in Belgium which encourages women with breast cancer to engage in group physical activity to help them heal and reduce the risk of cancer recurrence. Valentina walked just over 100km in Iceland with a group of 10 women. “Even with a very heavy workload, I felt so energised when I found out I could take part.” The group called themselves Les Amazones. “We discovered only afterwards that the Greeks had made up an etymology, claiming it derived from a-mazos – without a breast.  These fearsome women cut off their right breasts to remove an obstruction to the bowstring,” explains Valentina.

    A fellow cancer support group member, Alice, was initially diagnosed with breast cancer while working in Niger. “I had just finished breast feeding my 15-month-old daughter and it was the beginning of COVID. The doctor told me to go back to Europe to get a biopsy and I took the last flight before the airport was closed for several weeks. Unfortunately, the biopsy was positive and my treatment began. In Niger, women do not have the same opportunities.” How does she feel about the experience now? “I’m lucky I was born in Europe,” she says.

    The UK has announced a package of measures to tackle the outbreaks of mpox and Marburg in central Africa

    • Support to bolster partners’ efforts to tackle mpox in the Democratic Republic of Congo (DRC), Uganda and other affected countries.
    • UK Public Health Rapid Support Team sent to the region will also provide technical expertise on mpox to the Africa Centres for Disease Control and Prevention.
    • The UK is separately working with Rwanda to deliver its response plan to the Marburg virus outbreak and reduce the virus’ spread.

    The UK has announced a package of measures to tackle the outbreak of mpox in central Africa, including up to £9m in support and the deployment of UK-based experts to provide technical expertise in the region.

    The financial package, unlocked from the existing Official Development Assistance (ODA) budget, will bolster the national response to mpox in DRC, the epicentre of the outbreak, and across the wider affected region. This includes additional funds to strengthen the UK’s existing partnership with UNICEF in DRC.

    Funds will assist partners to strengthen surveillance systems, reinforce health services and work with communities to raise awareness of risks and personal protective measures, in line with the Africa Centres for Disease Control and Prevention and World Health Organisation (WHO)’s Continental Preparedness and Response Plan.

    The Minister for Development, Anneliese Dodds said:

    Across the DRC, dedicated healthcare workers and communities are doing all they can to prevent the spread of mpox. But the reality is they cannot do it alone.

    The UK is working in partnership with others to bolster the national and wider regional response. This vital support will help stem the spread of this deadly disease, protecting communities in DRC, the wider Africa region, and at home in the UK.

    To support the leadership and coordination of the African continent’s response to mpox, the UK has deployed experts from the UK Public Health Rapid Support Team (UK-PHRST), an innovative partnership between the UK Health Security Agency (UKHSA) and the London School of Hygiene & Tropical Medicine (LSHTM), to DRC to support the Africa Centres for Disease Control and Prevention, who is jointly leading the continental response with the WHO.

    These two experts – a field epidemiologist and an Infection Prevention and Control specialist – will use their technical expertise to assist the joint WHO Africa-CDC continental incident management team.

    Dr Ed Newman, UK-PHRST Director said:

    The UK Public Health Rapid Support team ensures that our expertise in tackling infectious disease outbreaks is rapidly available to support countries who are responding to public health emergencies.

    Our staff will provide specialist support to colleagues at Africa-CDC and the joint continental incident management team as they work to manage the ongoing mpox epidemic, as well as using this learning to further strengthen UK preparedness.

    The UK is also supporting Rwanda to deliver its response plan to the Marburg virus outbreak, including through mobilising £1.9m from existing ODA budgets to provide UK expertise and outbreak response.

    UK experts in viral haemorrhagic fevers and researchers leading therapeutic trials have already arrived in Kigali to support the response in coordination with the WHO and Rwandan Ministry of Health.

    Through a continued close partnership, the UK and Rwanda are working together to save lives and reduce the Marburg virus’ spread.

    Africa CDC Director General, H.E Dr. Jean Kaseya said:

    Africa is facing significant public health challenges with the mpox and Marburg virus outbreaks. The UK’s vital support—through both financial assistance and technical expertise—comes at a crucial moment.

    This partnership will bolster our efforts to contain these outbreaks, enhance disease surveillance, and strengthen healthcare systems in the Democratic Republic of Congo, Rwanda, and beyond.

    Together, we are not just responding to immediate threats, but building stronger, more resilient systems to safeguard the health of millions across the continent.

    UNICEF DRC Representative, Grant Leaity said:

    Children affected by mpox in DRC are facing other serious challenges including measles, cholera and other infectious diseases, acute malnutrition, and lack of access to essential services.

    The generous UK funds will help in reducing the spread of mpox, providing comprehensive treatment to these vulnerable children and reinforcing the health system over the longer term, especially at community level.

    Background:

    • The announcement of further support to tackle mpox follows the declaration of mpox as a Public Health Emergency of Continental Security by Africa-CDC and a Public Health Emergency of International Concern by the WHO in August.

    • A recent report from the WHO estimated that there have been more than 30,000 suspected cases of mpox in Africa since the beginning of 2024, resulting in more than 800 deaths.

    • In August, the Minister for Africa, Lord Collins, announced £3.1m in UK funding for a new partnership with UNICEF in DRC to tackle mpox and cholera outbreaks. The UK’s partnership with UNICEF will benefit over 4.4 million people in affected communities and prevent the further spread of mpox to neighbouring countries.

    • As the largest flexible donor to the WHO globally (£340m 2020-2024), the UK supports the WHO to prepare for health emergencies and respond to them quickly, directing funding to where it’s most needed.

    • The UK is also one of the largest donors to Gavi, the Vaccine Alliance – providing £1.65bn over the 2021-2025 period. Gavi is critical to ensuring a sustainable and effective vaccine response to mpox. Gavi has unlocked $2.9m to support the DRC’s vaccination efforts and has secured 500,000 doses of MVA-BN vaccine for Africa.

  • MIL-OSI Russia: Rosneft held regional GTO competitions for the first time

    Rosneft organized for the first time regional competitions to pass the standards of the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO).

    The competition, which took place in Tyumen, was attended by 180 amateur athletes from 17 subsidiaries of the Company. The geography of the participants covered 6 regions of Rosneft’s presence: Tyumen Oblast, Khanty-Mansiysk Autonomous Okrug-Yugra, Yamalo-Nenets Autonomous Okrug, Sakha Republic, Udmurt Republic and Irkutsk Oblast.

    Supporting mass sports in the regions of its operations is one of Rosneft’s key priorities. The Company’s athletes take part in all major mass sports competitions held in our country and win prizes. Rosneft supports amateur sports and carries out large-scale work to popularize a healthy lifestyle among both its employees and the population in the regions of its operations.

    Over the course of two days, participants demonstrated their strength, agility and endurance by passing GTO standards in 13 disciplines, including 50m swimming, short and long distance running, kettlebell snatch, long jump, bends, pull-ups, push-ups and shooting.

    87 oil industry athletes passed the GTO standards for the first time this year. The oldest participant in the competition was 62 years old at the time of the competition.

    In addition, the event included competitions in functional all-around. On the first day of the competition, teams of three people overcame 6 tests: rowing, push-ups, jumping on a box, long jump, squats and throwing a ball into a basket. On the second day, athletes competed for victory in the game “Sniper” and a mixed relay race over different distances.

    The award ceremony was attended by the Ambassador of the All-Russian Physical Culture and Health Complex “Ready for Labor and Defense” in the Tyumen Region, Honored Master of Sports of Russia Natalia Proskuryakova. The winners of the competition were awarded diplomas, cups and certificates.

    Rosneft is holding GTO competitions for the second year in a row, which are attracting more and more employees of the Company. This year, about 800 employees representing 71 subsidiaries and the central management office of the Company took part in the competitions in Moscow.

    The development of the sports movement is one of Rosneft’s key priorities. For active support and systematic work to popularize the GTO complex, in 2023 Rosneft became the winner of the Champion award, established by the Roscongress Foundation’s sports platform RK-Sport and the Reputation educational forum.

    The All-Russian Physical Culture and Sports Complex “Ready for Labor and Defense” (GTO) is a full-fledged program and regulatory framework for the physical education of the country’s population, aimed at developing mass sports and improving the health of the nation.   • MIL-OSI Asia-Pac: Metropolis project to be expedited

    Chief Executive John Lee says the Government will expedite the implementation of economic and housing-related projects in the Northern Metropolis while maintaining a prudent fiscal position, highlighting that some 60,000 housing units will be completed in the next five years.

    Unveiling his third Policy Address today, Mr Lee said the Government is taking an innovative approach to advancing the development of the Northern Metropolis. This involves exploring the establishment of a pilot industrial park by means of granting some of the logistics sites in the Hung Shui Kiu/Ha Tsuen New Development Area (NDA) to a company established and led by the Government.

    The company will, in accordance with the Government’s industrial policies, be responsible for formulating the park’s development and operational strategies, and will decide whether to accept strategic investment. Details will be announced in the first quarter of next year.

    Separately, the Government will also consider flexible disposal of land to meet the development needs of individual industries, with a view to driving industrial development.

    Moreover, the Government will adopt, on a pilot basis, a large-scale land disposal approach, under which sizable land parcels with commercial value and earmarked for the provision of community facilities will be selected and granted to successful bidders for collective development. 

    This approach is aimed at speeding up development of the land parcels, enabling a more co-ordinated approach to their design. Three land parcels, each of 10 to 20 hectares, have been identified as pilot sites.

    Entering maturity

    Noting that the Northern Metropolis project will gradually enter its maturity phase, Mr Lee said that in the next five years some 60,000 housing units there, involving about 10 new public rental housing estates, will be completed and ready for intake. 

    In the same period, the first batch of land at the San Tin Technopole will be offered to the market, and the new Huanggang Port building, providing co-location of immigration and customs clearance, will be completed.

    In the subsequent five‑year period, the number of new housing units will increase by about 150,000, with over 10 million sq m of gross floor area becoming available for economic uses. The first joint-user government building, in Kwu Tung North, will also be put to use, and the expanded North District Hospital will be ready for service.

    As for transport infrastructure, construction of the Northern Link Main Line is scheduled for completion in 2034, and the Northern Metropolis Highway (San Tin Section) is set to open in 2036.

    Mr Lee said that apart from enhancing the quality of life of Hong Kong people, these developments will significantly boost the city’s economic growth and bolster its technology industries, while providing a living environment that will help to attract talents and encourage them to settle in Hong Kong for good.

    The way forward

    The Government will seek funding for the first stage of the San Tin Technopole’s infrastructure and begin construction works this year. The target is to deliver about 20 hectares of new innovation and technology (I&T) sites in phases, beginning in 2026-27, for the Hong Kong Science & Technology Parks Corporation’s development and operation. 

    In addition, the second phase of the Yuen Long South NDA will begin in mid-2025. The preliminary development proposal for Ngau Tam Mei will be announced imminently, with land being reserved for developing the Northern Metropolis University Town, a third medical school and an integrated teaching hospital. 

    This will be followed by the announcement of preliminary development proposals for the New Territories North New Town and the Ma Tso Lung area before the end of this year.

    The rezoning process for Sandy Ridge in the North District will begin this year, with its I&T sites being expanded to 10 hectares.

    I&T zone

    Mr Lee said the “Development Outline for the Hong Kong Park of the Hetao Shenzhen Hong Kong Science & Technology Innovation Co-operation Zone” will be published later this year.

    It will set out innovative policies to facilitate the flow of personnel, materials, capital and data between the Hong Kong Park and the Shenzhen Park in the zone, making the co-operation zone a crucial source of new quality productive forces for the country.

    In addition, the Government is boosting both the speed and quantity of the Hong Kong Park project, which will be developed in two phases from west to east.

    The first-phase development’s gross floor area will be doubled to 1 million sq m. Construction of the first three buildings will be completed in phases, from the end of this year.

    The first batch of tenants, from the life and health technology, AI, data science and other pillar industries, will begin to move in next year. The remaining five buildings will be completed in the coming five years.

    The Government is also exploring with the Mainland authorities the trial implementation of innovative facilitation measures.

    These include facilitating cross-boundary travel of designated personnel from the two parks, enabling the cross-boundary movement of materials by using low altitude, unmanned aerial vehicles, and facilitating cross-boundary fund transfers by Mainland enterprises settling in the Hong Kong Park.

    Bay area strengths

    Turning to Greater Bay Area (GBA) development, Mr Lee said he has established the Steering Group on Integration into National Development to lead the Hong Kong Special Administrative Region Government and all sectors of the community to be more proactive in promoting the integrated development of Hong Kong and the Mainland, particularly the Mainland cities of the GBA.

    The Chief Executive said the Government will continue to promote GBA development by building a higher level of connectivity, facilitating policy innovations and breakthroughs, pursuing wider harmonisation of rules and mechanisms, and expediting the co-ordinated development of I&T and related industries.

    The Government will work with the Dongguan Municipal Government, among others, to jointly develop a permanent Hong Kong International Airport (HKIA) Dongguan Logistics Park.

    It will also seek to combine the strengths of the HKIA and Zhuhai Airport by enhancing the Fly Via Zhuhai Hong Kong direct passenger service and promoting the development of the international air-cargo business in collaboration with the Zhuhai Municipality.

    On recognition of professional qualifications, Mr Lee said that following the establishment, in collaboration with Guangdong, of an evaluation mechanism in relation to post titles for the first batch of Hong Kong engineering professionals, the Government will do the same for other construction professions on a gradual basis. 

    The Government is also collaborating with Guangdong and Macau to create GBA Standards on the skill levels of skilled workers in the construction sector, and will adopt the “One Examination, Multiple Certification” arrangement. Under this arrangement, those who pass examinations adopting the GBA Standards can concurrently obtain vocational skill certificates issued by the three places.

    To accelerate development of the pharmaceutical industry, the Government will work to enable the cross-boundary use of data, samples, drugs and medical devices through the GBA Clinical Trial Collaboration Platform and the Real World Study & Application Centre in the Hetao Shenzhen-Hong Kong Science & Technology Innovation Co-operation Zone.

To complement the country’s development strategy, the Government strives to develop Hong Kong into an international hub for post-secondary education on all fronts, nurture and attract diversified talent to achieve the goal of building an international hub for high-calibre professionals.           “I support the Education Bureau’s ongoing efforts in leveraging Hong Kong’s edge of a highly international and diversified post-secondary education sector.     In a new commentary in the Annals of Internal Medicine, leaders at the National Institutes of Health (NIH) and U.S. Food and Drug Administration (FDA) highlight recommendations and opportunities to promote innovation in research and development of smoking cessation therapies, for which there is an urgent need. The authors provide an update on regulatory pathways for smoking cessation treatment, as well as an overview of innovative therapeutic targets, research gaps, and opportunities. They emphasize that active engagement across clinicians, academia, industry, public health, patient advocacy groups, and other stakeholders is critical.

    Cigarette smoking kills nearly 500,000 Americans each year, and over 28 million adults currently smoke in the United States. Though most adults who smoke report that they want to quit, only 31% of those interested in quitting receive counseling and/or medications, and less than 8% effectively quit each year.

    The commentary authors highlight recommendations to address these gaps, including from FDA’s 2023 nicotine replacement therapies guidance. To spark greater innovation in the development of smoking cessation products, the authors highlight the importance of considering meaningful study endpoints in addition to abstinence in smoking cessation trials. For instance, clinically meaningful reductions in smoking, especially if such reductions increase the probability of eventual cessation.

    The authors also emphasize the urgent need for greater research on e-cigarettes, including on long-term health outcomes and rigorous toxicology studies. In addition, they discuss ongoing initiatives at NIH and FDA that aim to facilitate innovative research on smoking cessation, including among groups that have been historically underrepresented in research trials.

  • MIL-OSI USA: Revealing the Hidden Universe with Full-shell X-ray Optics at NASA MSFC

    The study of X-ray emission from astronomical objects reveals secrets about the Universe at the largest and smallest spatial scales. Celestial X-rays are produced by black holes consuming nearby stars, emitted by the million-degree gas that traces the structure between galaxies, and can be used to predict whether stars may be able to host planets hospitable to life. X-ray observations have shown that most of the visible matter in the universe exists as hot gas between galaxies and have conclusively demonstrated that the presence of “dark matter” is needed to explain galaxy cluster dynamics, that dark matter dominates the mass of galaxy clusters, and that it governs the expansion of the cosmos.

    X-ray observations also enable us to probe mysteries of the Universe on the smallest scales. X-ray observations of compact objects such as white dwarfs, neutron stars, and black holes allow us to use the Universe as a physics laboratory to study conditions that are orders of magnitude more extreme in terms of density, pressure, temperature, and magnetic field strength than anything that can be produced on Earth. In this astrophysical laboratory, researchers expect to reveal new physics at the subatomic scale by conducting investigations such as probing the neutron star equation of state and testing quantum electrodynamics with observations of neutron star atmospheres. At NASA’s Marshall Space Flight Center, a team of scientists and engineers is building, testing, and flying innovative optics that bring the Universe’s X-ray mysteries into sharper focus.

    Unlike optical telescopes that create images by reflecting or refracting light at near-90-degree angles (normal incidence), focusing X-ray optics must be designed to reflect light at very small angles (grazing incidence). At normal incidence, X-rays are either absorbed by the surface of a mirror or penetrate it entirely. However, at grazing angles of incidence, X-rays reflect very efficiently due to an effect called total external reflection.  In grazing incidence, X-rays reflect off the surface of a mirror like rocks skipping on the surface of a pond.

    A classic design for astronomical grazing incidence optics is the Wolter-I prescription, which consists of two reflecting surfaces, a parabola and hyperbola (see figure below). This optical prescription is revolved around the optical axis to produce a full-shell mirror (i.e., the mirror spans the full circumference) that resembles a gently tapered cone. To increase the light collecting area, multiple mirror shells with incrementally larger diameters and a common focus are fabricated and nested concentrically to comprise a mirror module assembly (MMA).

    Focusing optics are critical to studying the X-ray universe because, in contrast to other optical systems like collimators or coded masks, they produce high signal-to-noise images with low background noise. Two key metrics that characterize the performance of X-ray optics are angular resolution, which is the ability of an optical system to discriminate between closely spaced objects, and effective area, which is the light collecting area of the telescope, typically quoted in units of cm2. Angular resolution is typically measured as the half-power diameter (HPD) of a focused spot in units of arcseconds.  The HPD encircles half of the incident photons in a focused spot and measures the sharpness of the final image; a smaller number is better.

    NASA Marshall Space Flight Center (MSFC) has been building and flying lightweight, full-shell, focusing X-ray optics for over three decades, always meeting or exceeding angular resolution and effective area requirements. MSFC utilizes an electroformed nickel replication (ENR) technique to make these thin full-shell X-ray optics from nickel alloy.

    X-ray optics development at MSFC began in the early 1990s with the fabrication of optics to support NASA’s Advanced X-ray Astrophysics Facility (AXAF-S) and then continued via the Constellation-X technology development programs. In 2001, MSFC launched a balloon payload that included two modules each with three mirrors, which produced the first focused hard X-ray (>10 keV) images of an astrophysical source by imaging Cygnus X-1, GRS 1915, and the Crab Nebula.  This initial effort resulted in several follow-up missions over the next 12 years, and became known as the High Energy Replicated Optics (HERO) balloon program.

    In 2012, the first of four sounding rocket flights of the Focusing Optics X-ray Solar Imager (FOXSI) flew with MSFC optics onboard, producing the first focused images of the Sun at energies greater than 5 keV. In 2019 the Astronomical Roentgen Telescope X-ray Concentrator (ART-XC) instrument on the Spectr-Roentgen-Gamma Mission launched with seven MSFC-fabricated X-ray MMAs, each containing 28 mirror shells. ART-XC is currently mapping the sky in the 4-30 keV hard X-ray energy range, studying exotic objects like neutron stars in our own galaxy as well as active galactic nuclei, which are spread across the visible universe. In 2021, the Imaging X-ray Polarimetry Explorer (IXPE), flew and is now performing extraordinary science with an MSFC-led team using three, 24-shell MMAs that were fabricated and calibrated in-house.

    Most recently, in 2024, the fourth FOXSI sounding rocket campaign launched with a high-resolution MSFC MMA. The optics achieved 9.5 arcsecond HPD angular resolution during pre-flight test with an expected 7 arcsecond HPD in gravity-free flight, making this the highest angular resolution flight observation made with a nickel-replicated X-ray optic. Currently MSFC is fabricating an MMA for the Rocket Experiment Demonstration of a Soft X-ray (REDSoX) polarimeter, a sounding rocket mission that will fly a novel soft X-ray polarimeter instrument to observe active galactic nuclei. The REDSoX MMA optic will be 444 mm in diameter, which will make it the largest MMA ever produced by MSFC and the second largest replicated nickel X-ray optic in the world.

    The ultimate performance of an X-ray optic is determined by errors in the shape, position, and roughness of the optical surface. To push the performance of X-ray optics toward even higher angular resolution and achieve more ambitious science goals, MSFC is currently engaged in a fundamental research and development effort to improve all aspects of full-shell optics fabrication.

    Given that these optics are made with the Electroformed Nickel Replication technique, the fabrication process begins with creation of a replication master, called the mandrel, which is a negative of the desired optical surface. First, the mandrel is figured and polished to specification, then a thin layer of nickel alloy is electroformed onto the mandrel surface. Next, the nickel alloy layer is removed to produce a replicated optical shell, and finally the thin shell is attached to a stiff holding structure for use.

    Each step in this process imparts some degree of error into the final replicated shell. Research and development efforts at MSFC are currently concentrating on reducing distortion induced during the electroforming metal deposition and release steps. Electroforming-induced distortion is caused by material stress built into the electroformed material as it deposits onto the mandrel. Decreasing release-induced distortion is a matter of reducing adhesion strength between the shell and mandrel, increasing strength of the shell material to prevent yielding, and reducing point defects in the release layer.

    Additionally, verifying the performance of these advanced optics requires world-class test facilities. The basic premise of testing an optic designed for X-ray astrophysics is to place a small, bright X-ray source far away from the optic. If the angular size of the source, as viewed from the optic, is smaller than the angular resolution of the optic, the source is effectively simulating X-ray starlight. Due to the absorption of X-rays by air, the entire test facility light path must be placed inside a vacuum chamber.

    At MSFC, a group of scientists and engineers operate the Marshall 100-meter X-ray beamline, a world-class end-to-end test facility for flight and laboratory X-ray optics, instruments, and telescopes. As per the name, it consists of a 100-meter-long vacuum tube with an 8-meter-long, 3-meter-diameter instrument chamber and a variety of X-ray sources ranging from 0.25 – 114 keV. Across the street sits the X-Ray and Cryogenic Facility (XRCF), a 527-meter-long beamline with an 18-meter-long, 6-meter-diameter instrument chamber. These facilities are available for the scientific community to use and highlight the comprehensive optics development and test capability that Marshall is known for.

    Within the X-ray astrophysics community there exist a variety of angular resolution and effective area needs for focusing optics. Given its storied history in X-ray optics, MSFC is uniquely poised to fulfill requirements for large or small, medium- or high-angular-resolution X-ray optics. To help guide technology development, the astrophysics community convenes once per decade to produce a decadal survey. The need for high-angular-resolution and high-throughput X-ray optics is strongly endorsed by the National Academies of Sciences, Engineering, and Medicine report, Pathways to Discovery in Astronomy and Astrophysics for the 2020s.In pursuit of this goal, MSFC is continuing to advance the state of the art in full-shell optics. This work will enable the extraordinary mysteries of the X-ray universe to be revealed.

    Funding from Anglia Ruskin University is helping small firms’ cutting-edge initiatives

    Virtual reality therapy for people suffering from mental health disorders, using AI to manage demand on NHS services, and technology that listens to a child’s cough to assist early diagnoses are among the Essex innovations that have received thousands of pounds of funding from Arise Innovation Hubs – part of Anglia Ruskin University (ARU).

    The ABOVE (Arise Beyond Open Innovation for Value and Entrepreneurship) innovation support grants are aimed at assisting small and medium-sized enterprises in Essex working on healthcare solutions through medical technology. Not-for-profit, charitable organisations, micro, small and medium-sized enterprises (SMEs), and start-ups are all eligible for support.

    The following eight businesses have been awarded grants of up to £5,000:

    • Aerial Icon Limited, which is pioneering the production of ultra-high-quality aerial 360 videos to deliver innovative virtual reality (VR) therapeutic health interventions for mental health disorders such as anxiety, fear of heights, and seasonal affective disorder (SAD). The initiative has also received funding from Innovate UK.

    • Elixir AI is working on a project to determine if listening to a child’s cough at the time of GP referral can lead to early diagnosis, and received funding to enhance their software for a larger study with Colchester and Ipswich Hospitals.

    • Japeto, a software agency in Harlow, used their grant to build a dedicated computer rig capable of running Large Language Models (LLMs) at sufficient speed. This project, named ‘The Blue Fairy,’ aims to establish the viability of different LLMs in healthcare chatbot applications.

    • C-Prio Ltd, focusing on automation and AI to meet the growing demand on NHS histopathology services, used its ABOVE grant in the clinical validation phase of their AI models, specifically for acquiring real digital images of colorectal biopsies, enabling rigorous testing and refinement.

    • Tech Balance Limited received grant funding to support the development of a wellbeing app using behavioural science to guide UK university students towards better wellbeing.

    • Guardpack Ltd, a manufacturer of sachets and wipes, used its funding to help develop more environmentally friendly options for its customers.

    • eScent is developing a wearable, context-driven scent intervention to address increasing levels of anxiety and stress. The funding will be used to secure the company’s intellectual property in the USA and commission a design.

    • Southend-based Surgical Holdings will use its grant to complete ecodesign work, leading to patent protection of new products which are sold worldwide.

    The funding for the ABOVE programme has been provided by Essex County Council as part of its 10-year sector strategy to grow life science, digitech, advanced manufacturing and engineering sectors, leading to more opportunities, jobs and growth across Essex.

    Arise Innovation Hubs are also working closely with partners Medilink Midlands, a specialist provider of support to the life science sector, to help SMEs overcome barriers to growth.

    Dr Beverley Vaughan, Director of Arise Innovation Hubs, said:
