  • MIL-OSI Submissions: Australia – Surgeons call for pause on “risky” fast-tracking of overseas specialists

    The Royal Australasian College of Surgeons (RACS) has added its voice to growing calls for a pause on proposed fast-tracking of overseas-trained doctors saying the plan is risky and won’t increase workforce supply where it’s needed most.

    The College says there is a real need to grow the surgical workforce in rural and regional parts of Australia particularly but says the Australian Health Practitioner Regulation Agency’s (AHPRA) plan lacks the nuance to fix the issue in a safe and effective way.

    RACS has joined other Australian medical colleges in writing to the Federal Health Minister on Friday 11 October asking for a rethink of the proposal.

    RACS President Associate Professor Kerin Fielding says the College has long been advocating for targeted reforms to address healthcare shortages but says these need to be done in a way that prioritise areas most in need, including rural locations, and uphold patient safety. The College’s concerns particularly centre on the proposal to reduce supervision time for Specialist International Medical Graduates (SIMGs) and their lack of targeted measures to retain a rural/regional workforce.

    “The proposals in their current form present significant risks to patients and may result in a lack of consistency of surgical standards across Australia. The lack of clear supervision requirements and inadequate support systems for SIMGs, especially in rural areas, could compromise standards of care.

    “We need to ensure that SIMGs entering Australia are properly trained, supported, and retained in the areas where they are most needed. This is about ensuring every Australian, no matter where they live, has access to safe, high-quality surgical care,” Associate Professor Fielding says.

    RACS has raised the following key concerns with AHPRA’s proposed pathways:

    • Inadequate supervision – The shortened six-month supervision period proposed by AHPRA may not be sufficient to identify performance issues or ensure that SIMGs are adequately prepared to practice safely in Australia’s healthcare system, especially for procedural specialties like surgery.
    • Lack of rural support – SIMGs placed in isolated rural areas may lack the necessary supervision and support, potentially lowering the standard of care for patients in those regions.
    • Undermining surgical standards – The expedited pathways risk creating a two-tier surgical workforce, undermining the rigorous training and accreditation processes currently in place.
    • Retention and distribution concerns – The proposal lacks targeted measures to ensure SIMGs remain in rural and regional areas, which could result in ongoing workforce shortages in underserved regions.

    RACS is advocating for a more strategic and transparent approach, calling on AHPRA to:

    • Pause the implementation of the expedited pathways until further consultation and review can occur.
    • Introduce specific measures to recruit and retain surgeons in areas of critical need, both geographically and by specialty.
    • Ensure transparency around qualification criteria, supervision models, and assessment processes.

    RACS remains committed to working collaboratively with AHPRA, the Medical Board of Australia, and other stakeholders to develop a solution that addresses workforce shortages while upholding the high standards of surgical practice and training in Australia.

  • MIL-OSI Russia: 90% of Moscow’s 2025 budget expenditures will go toward implementing state programs

    The Moscow government approved the draft city law “On the budget of the city of Moscow for 2025 and the planning period of 2026 and 2027”. The budget was formed based on strategic plans for the development of the economy, infrastructure and social sphere of the capital until 2030, the expected results of the 2024 budget execution and the base scenario of the forecast of the socio-economic development of Moscow for the next three years.

    In 2022–2023, the capital’s economy as a whole went through a period of adaptation to unprecedented sanctions pressure from unfriendly countries and is now on a balanced growth trajectory. Active implementation of domestic technological developments, reduced dependence on imported equipment and components, substitution of products from unfriendly countries, and a high level of employment allow us to predict its further progressive development in the next three years.

    In 2025, the costs of implementing 13 state programs of Moscow will make up 90 percent of the budget expenditure. Among them are the development of healthcare, education, the transport system, the cultural and tourist environment, the preservation of cultural heritage and social support for residents.

  • MIL-OSI Global: Gazing at your dog can connect your brain with theirs, research shows

    It might sound far-fetched, but recent research suggests that dogs’ and humans’ brains synchronise when they look at each other.

    This research, conducted by researchers in China, is the first time that “neural coupling” between different species has been witnessed.

    Neural coupling is when the brain activity of two or more individuals aligns during an interaction. For humans, this is often in response to a conversation or story.

    Neural coupling has been observed when members of the same species interact, including mice, bats, humans and other primates. This linking of brains is probably important in shaping responses during social encounters and might result in complex behaviour that would not be seen in isolation, such as enhancing teamwork or learning.

    When social species interact, their brains “connect”. But this case of it happening between different species raises interesting considerations about the subtleties of the human-dog relationship and might help us understand each other a little better.

    What’s new puppy dog?

    The dog was one of the first animals humans domesticated. And they have a long history of sharing time and space with us. Dogs are not only companions for us, they also have key roles in our society, including therapeutic support, detecting diseases and protecting and herding livestock.

    As a result, dogs have developed some impressive skills, including the ability to recognise and respond to our emotional state.

    In the recent study, the researchers studied neural coupling using brain-activity recording equipment called non-invasive electroencephalography (EEG). This uses headgear containing electrodes that detect neural signals – in this case, from the beagles and humans involved in the study.

    Researchers examined what happened to these neural signals when dogs and people were isolated from each other, and in the presence of each other, but without looking at each other. Dogs and humans were then allowed to interact with each other.

    Look into my eyes

    When dogs and humans gazed at each other and the dogs were stroked, their brain signals synchronised. The brain patterns in key areas of the brain associated with attention, matched in both dog and person.

    Dogs and people who became more familiar with each other over the five days of the study had increased synchronisation of neural signals. Previous studies of human-human interactions have found increased familiarity between people also resulted in more closely matching brain patterns. So the depth of relationship between people and dogs may make neural coupling stronger.

    The ability of dogs to form strong attachments with people is well known. A 2022 study found the presence of familiar humans could reduce stress responses in young wolves, the dog’s close relative. Forming neural connections with people might be one of the ways by which the dog-human relationship develops.

    The researchers also studied the potential effect of differences in the brain on neural coupling. They did this by including dogs with a mutation in a gene called Shank3, which can lead to impaired neural connectivity in brain areas linked with attention. This gene is responsible for making a protein that helps promote communication between cells, and is especially abundant in the brain. Mutations in Shank3 have also been associated with autism spectrum disorder in humans.

    Study dogs with the Shank3 mutation did not show the same level of matching brain signals with people, as those without the mutation. This was potentially because of impaired neural signalling and processing.

    However, when researchers gave the study dogs with the Shank3 mutation, a single dose of LSD (a hallucinogenic drug), they showed increased levels of attention and restored neural coupling with humans.

    LSD is known to promote social behaviour in mice and humans, although clearly there are ethical concerns about such treatment.

    The researchers were clear that there remains much to be learned about neural coupling between dogs and humans.

    It might well be the case that looking into your dog’s eyes means that your respective brain signals will synchronise and enhance your connection. The more familiar you are with each other, the stronger it becomes, it seems.

    So the next time a dog gazes at you with their puppy dog eyes, remember you could be enhancing your relationship.

    The State University of Management has long and fruitfully cooperated with Otari Nazirovich in the field of training a personnel reserve for subordinate organizations of the Russian Academy of Sciences. In addition, Otari Didmanidze is the scientific director of a large project “Ensuring food security of the country based on the creation of software and hardware systems and intelligent platform digital solutions in the field of development of agro-industrial technologies of the full life cycle”, carried out by the State University of Management together with the Omsk Agrarian Scientific Center and the Udmurt State University.

    Pay increase formally offered to Resident Doctors

    An incremental pay increase offered to Resident Doctors, formerly known as Junior Doctors, and Dentists in Training will ensure NHS Scotland remains an attractive place to work and train in, Health Secretary Neil Gray has said.

    If accepted by trade union members, the investment of more than £64 million in 2024-25 will see an 8.5% pay increase backdated to 1 April 2024, with a further 2.3% increase applied from 1 October 2024. 

    The offer will make significant progress towards tackling pay erosion and is in line with the shared aims of the multi-faceted 2023-24 pay deal, which included commitments to contract reform and work on a pay bargaining review mechanism.

    Health Secretary Neil Gray said:

    “Following weeks of constructive engagement with BMA Scotland, I am pleased to have agreed a pay offer that will ensure that our Resident Doctors, and Dentists in Training continue to feel valued while allowing NHS Scotland to remain the place of choice for them to work and train in.

    “I want to express my thanks again to Scotland’s hardworking Resident Doctors, and Dentists in Training. I am pleased we have been able to work together to honour the agreement from 2023-24, with this offer making significant progress towards resolving pay erosion.

    “I am grateful for the continued efforts around the table and, with the unions now consulting their members, I hope it will be accepted.”

    BACKGROUND

    This pay deal represents a £64.1 million investment and means a doctor at the start of their career will receive a salary increase of £3,418 in 2024-25. For those at the end of their training, the rise will be £7,088 over the same period. 

    The starting salary for a Dentist in Training will increase by £4,239 in 2024-25. For those at the end of their training, the rise will be £5,902 over the same period.

  • MIL-OSI United Kingdom: VDEC Pre-clinical team helps to develop organ-on-a-chip to protect human health

    Scientists at VDEC use ‘organ-on-a-chip’ models to study infections and immune responses, aiming to improve vaccine testing and reduce reliance on animal research.

    Executive summary

    Scientists are constantly trying to improve the use and efficiency of models in research. As such, they are exploring a move away from traditional tissue or whole-body models. This move is proving to be a successful route to protecting human health against a variety of pathogens.

    Target

    The Pre-clinical team at UKHSA’s Vaccine Development and Evaluation Centre (VDEC) has developed an expanding capability in the use of microphysiological systems (MPS), an example of this are the ‘organ-on-a-chip’ models.

    Essentially, we can grow a range of different cell types in 3D structures that represent tissues and mimic human organs in miniature chambers supplied with very small volumes of growth medium (a substitute for human blood). Although we started out simply by infecting these systems with various strains of pathogens, we are now developing the ability to introduce parts of the human immune system as well so that we can model and understand how our bodies fight infectious disease and how we can enhance or supplement that protection.

    Aims

    Understanding the correlates of protection for new and emerging coronaviruses is at the forefront of science strategy around the world. The pandemic potential of coronaviruses such as Severe Acute Respiratory Syndrome Coronavirus 2 (SARS-CoV-2) and Middle Eastern Respiratory Syndrome (MERS-CoV) has been proven in recent years. Understanding how they evolve, and impact humans is of utmost importance. Once we can understand how this works, we are then able to (or we then have another method to) test the efficacy of vaccines against evolving variants.

    One model that highlights the importance of developing such systems is the adaptation of human alveolus MPS. The SARS-CoV-2 infection model described here (1) replicates the breathing-like stretch observed in lung epithelial cells and other biochemical characteristics of SARS-CoV-2 infection, allowing this to be used as a successful model of infection in live human tissue.

    Options

    An additional future benefit of this cutting-edge research is that it should help to reduce our reliance on animal research. Although that is a long-term view, it may also be possible that by increasing the complexity of the MPS models and analytical tools we use to interrogate them, we may one day be able to replace some aspects of animal research in medical research.

    Outcome

    Working alongside the teams that are developing and testing the MPS technology are teams using established challenge models, allowing direct comparison of human tissue replicating a whole organ system. The team at VDEC currently have 2 human lung-on-chip models. The first, a human bronchial airway and the second, human alveolus. Both models have been infected with SARS-CoV-2 in order to investigate the effect of this virus against various lung tissue types. A ‘non-breathing’ lung-on-chip alveolus model has also successfully been infected with SARS-CoV-2 and SARS-CoV, allowing characterisation of the differences between severe coronavirus infections.

    Future work

    Leading on from the success of the SARS-CoV-2 MPS, further work to develop a MPS model that can rival the current ‘gold standard’ MERS model is currently being carried out by the team at VDEC. This could provide clear evidence that MPS models are equally as effective as current models, refining the process of challenge studies across the board. We are working to extend the range of tissue types available for testing, for example working with brain and gut (2), as well as lung tissue to investigate movement of virus from organ to organ or to study difficult-to-study syndromes like long COVID or premature ageing.

    The team is also pivoting transcriptomics, whole genome sequencing as well as sophisticated histopathological techniques to analyse these tiny samples. This means we will be able to detect small changes in the biochemistry, microbiology, and immunology of infected human cells very early on in the infection process to help us test new ways to protect humans. We have begun countermeasure testing antiviral drugs but intend to include vaccines testing as well using MPS technology, with a view to provide an alternate approach to certain aspects of human clinical trials. MPS-based technologies could allow detection of uniquely human issues with vaccine or therapeutic candidates ahead of human clinical trials, which could add an early ‘go’ or ‘no-go’ step as well as saving money downstream.

    The use of MPS technology also allows our scientists to study infections from a new standpoint, as various environmental or immunological elements can be added or removed to investigate their impact. An example of this is that lung tissue can be infected with SARS-CoV-2 in the presence of individual immune cell populations to help us reveal and understand the significance of their roles in disease and recovery.

    At VDEC we are at the forefront of this exciting technology, pushing its potential to the limits of human disease research and therapeutics for the benefit of public health.

    NMRLC command personnel celebrated National Hispanic Heritage Month on Oct. 9. National Hispanic Heritage Month traditionally honors the cultures and contributions of both Hispanic and Latino Americans as we celebrate heritage rooted in all Latin American countries.

    Hispanic Heritage Week was founded as a seven-day observance in 1968 when President Lyndon Johnson signed Proclamation 3869. As the years passed on, it became clear to the American people that one week per year was not enough time to celebrate all the accomplishments and contributions of the Hispanic community.

    On Aug. 17, 1988, Public Law 100-402 was approved and signed by President Ronald Reagan, expanding Hispanic Heritage Week into a month-long event, from Sept. 15 to Oct. 15.

    NMRLC has a diverse workforce and is honored to celebrate the rich heritages represented by command personnel.

    Headed by Capt. Christopher Barnes, NMRLC develops, acquires, produces, fields, sustains, and provides enduring lifecycle support of medical materiel solutions to the Fleet, Fleet Marine Force, and Joint Forces in high-end competition, crisis, and combat.   • MIL-OSI Security: U.S. Naval Hospital Okinawa Welcomes the New Mayor of Ginowan

    In a display of continuity and stability, Capt. Kathleen Cooperman, Commanding Officer (CO) of U.S. Naval Hospital Okinawa, welcomed the returning City of Ginowan Mayor, Mr. Atsushi Sakima. Mayor Sakima, who previously held the position from 2012 to 2018, stepped back into the role following the sudden passing of Mayor Masanori Matsugawa in July.

    Mayor Sakima and Capt. Cooperman met in a spirit of unity and collaboration. The CO expressed her condolences and fondly recalled the strong relationship she shared with former Mayor Matsugawa. Mayor Sakima, in turn, thanked the CO for her presence at the former Mayor’s funeral and expressed his commitment to continuing the successful relationship.

    The two spoke about the upcoming opening of the new University of the Ryukyus Hospital and the positive economic growth it will bring to the city. The new hospital shares a fence line with the Naval hospital, and the two healthcare organizations have a robust relationship. Capt. Cooperman spoke about the recent opening of the hospital gate with 24/7 access, allowing the hospital sailors to walk off base and frequent the shops and restaurants just outside the entrance. The CO spoke about how she and the hospital leadership talk about being good ambassadors to our neighbors on the other side of the fence. Mayor Sakima expressed his desire to continue building on several current volunteer efforts in which the hospital staff participates and forging new opportunities in the future.

    There is no doubt that the relationships formed between the U.S. forces here in Japan are crucial to the ability to prosper and win during potential threats from natural disasters, pandemics, or potential hostile contingencies. The two leaders discussed upcoming strategic meetings and opportunities to bring children in need to the hospital trunk or treat, and the Mayor was invited to the annual tree lighting in December. The meeting went very well, and there is no doubt that the Naval Hospital personnel and the staff of the Mayor of Ginowan will continue to work together to make their neighborhood better any chance they get!

    The U.S. Navy Medicine Readiness and Training Command Okinawa (USNMRTCO) supports the Defense Health Agency’s U.S. Naval Hospital, Okinawa (USNHO) as the largest OCONUS Navy Medicine medical treatment facility and stands at the ready to respond to contingency operations to support the INDOPACOM region. It is a critical regional asset for direct care delivery, regional referrals, and medical contingency operations. The staff of USNHO understands their vital role as pre-positioned, forward-deployed naval forces within the first island chain, aligned and in support of the joint military commands and operations.

    Beaufort S.C.- Meet Teresa Smith, the Mammography Technician here at Naval Hospital Beaufort. She is local to the low country; she was born in Ridgeland. Teresa said “I’ve moved around the low country throughout my life but seem to always come back to where most of my family lives, which is Hampton, S.C.” She graduated from Trident Technical College in 1994 with an associate degree in Health Science, specific to Radiology Technology.
    While she was living in the Charleston area, she met her husband, and they just celebrated 30 years of marriage.
    Teresa has worked for the last 19 ½ years at Naval Hospital Beaufort, April 2025 will mark 20 years. Teresa is a military spouse. Her husband is a retired Chief Gunners Mate with 24 years of combined active duty and reservist, very active reserve after 911.
    Radiology runs in her family. Her dad was a Radiology Technologist as well as her older brother. Family is very important to her, and she enjoys spending time with family, her 3-year-old granddaughter is the apple of their family’s eye.
    A few things Teresa enjoys doing in her free time include, going to the range with her husband, as well as shopping, traveling, and hiking. She recently hiked the presidential trail at Mt. Rushmore. She is also very active in her church helping with the youth group.
    When asked why she loves her job and has been doing it for so many years she replied “I find my job very rewarding, it’s all about getting the best images for my patient and my radiologist to make a diagnosis for that patient’s care. My passion is patient care, the whole reason we are here is to take care of our patients and provide them with the best care possible.”

  • MIL-OSI Security: I Am Navy Medicine – and Hispanic Heritage – assigned to NHB/NMRTC Bremerton

    The Peruvian coastal capital of Lima is approximately 4,970 miles south of Naval Hospital Bremerton.

    Yet Lt. Renzo D. Sobrevilla has seamlessly bridged that distance from South American to North America as a Navy Medical Service Corps officer assigned to NHB.

    In conjunction with October recognized by the Department of Defense as [National] Hispanic Heritage Month, Sobrevilla reflected on his roots, culture, and lineage.

    “Hispanic Heritage Month, celebrated from September 15 to October 15, is a time of great pride for me,” said Sobrevilla. “It’s an opportunity to recognize the vibrant contributions of Hispanic Americans and celebrate the rich cultures, histories, and traditions of the Hispanic community.”

    “As someone with Hispanic roots, I take pride in celebrating the Hispanic community’s rich cultures, histories, and traditions,” continued Sobrevilla. “I value the diversity of the Hispanic diaspora. I appreciate the influence of countries which have contributed immensely to the arts and culture in the U.S.”

    With this year’s Hispanic Heritage Month theme, ‘Pioneers of Change: Shaping the Future Together,’ Sobrevilla notes that the premise is directly applicable to his responsibility at NHB which is dedicated to ensuring that the right material, contracted services and healthcare equipment are in the right place at the right time to provide medical and dental care to active duty, retirees and their families at NHB and three branch health clinics.

    “The theme is significant in my role at the command. It highlights the importance of diversity and collaboration in shaping the future. It’s about how a diverse community, like ours, can come together to bring about positive change, not just within our command but also in the broader context of Navy Medicine,” stated Sobrevilla, who started from humble beginnings to embark upon his chosen career path.

    “As an immigrant, I always encourage my Sailors to take full advantage of the opportunities the Navy provides. Starting as an E-1 and working my way up, I’ve seen firsthand how hard work, dedication, and motivation can turn the American dream into reality. Becoming an MSC officer was a pivotal moment for me and proof that with the right attitude, anyone can succeed,” remarked Sobrevilla.

    His interest in Navy Medicine began after he enlisted in the Navy in 2007. Several influential leaders set the foundation for him to pursue a career in the medical field. After completing his Bachelor of Science in Finance and Accounting from Northeastern University, Sobrevilla merged his growing healthcare interest with leadership and chose the Navy’s most diverse corps, MSC, which offers a number of healthcare administrator specialties.

    “The Navy Medical Service Corps appealed to me because of its commitment to diversity and inclusivity. This career has allowed me to work in various settings, each contributing to the mission of Navy Medicine,” shared Sobrevilla, NHB Materiel Management Department head, who has been part of Navy Medicine since 2016 and served in various roles, including as a plans, operations, and medical Intelligence officer, comptroller, and logistics officer.

    Sobrevilla epitomizes the value of education, having attained his Master of Healthcare Administration with Executive Concentration, Specialization in Management, Education and Training Management, and Healthcare Management from George Mason University. He is currently completing his dissertation for his Doctor of Business Administration at Grand Canyon University.

    He can also add linguistic chops to a growing curriculum vitae.

    “Thanks to my parents’ heritage, I am bilingual in Italian and Spanish,” Sobrevilla added, noting that the best part of his career has been the opportunity to work with diverse people from all over the world. “There’s the sense of fulfillment that comes from making a positive impact in their lives through Navy Medicine.”

    Sobrevilla is optimistic that staff, as well as patients and visitors, look favorable on NHB’s Hispanic Heritage Month recognition.

    “I hope others take away an appreciation for the contributions of Hispanic Americans to our society, both within the military and in broader cultural contexts,” exclaimed Sobrevilla. “It’s about understanding the importance of diversity and how it strengthens our Navy and our country.”

    When asked to sum up his experience with Navy Medicine, Sobrevilla replied, “Navy Medicine has been a transformative journey, offering me the opportunity to grow both personally and professionally. It’s a testament to the fact that with hard work and a strong work ethic, anything is possible.”

  • MIL-OSI Europe: Briefing – ‘Green claims’ directive: Protecting consumers from greenwashing – 11-10-2024

    In the absence of specific rules on claims regarding the ‘green’ nature of products, how can consumers be sure that such claims are reliable, comparable and verifiable throughout the EU? On 22 March 2023, the European Commission put forward a proposal for a directive on green claims. The proposed directive would require companies to substantiate the voluntary green claims they make in business-to-consumer commercial practices, by complying with a number of requirements regarding their assessment (e.g. taking a life-cycle perspective). In Parliament, the file was allocated jointly to the Committees on Internal Market and Consumer Protection (IMCO) and on Environment, Public Health and Food Safety (ENVI). Parliament adopted its first-reading position on 12 March 2024 and the Council approved a general approach on 17 June 2024. Interinstitutional negotiations are now about to begin. Third edition.   • MIL-OSI Security: Navy Reserve Medical Team Achieves Key Certification, Demonstrating Readiness and Capability

    In a significant milestone for Navy Reserve Medicine, Expeditionary Resuscitative Surgical Suite (ERSS) Team 17 recently passed their Operational Readiness Evaluation (ORE), certifying them as a fully capable unit. This achievement marks the first ERSS Reserve team to complete the rigorous process, aligning them with the same standards as active-duty units. The certification confirms the team is ready to deploy and provide critical medical care in support of Navy operations worldwide.

    The Navy Reserve Medical community, which operates under the same training and certification standards as active-duty units, ensures that when a fleet commander requests medical support, they receive the same level of capability, regardless of whether the team is active or reserve. “The elements of training, billet requirements, and capabilities are identical between active and reserve forces,” stated Rear Adm. Eric Peterson, Deputy Director Naval Medical Forces Atlantic, emphasizing the unified nature of Navy Medicine’s operational readiness.

    ERSS Team 17 underwent months of preparation leading up to the ORE at Camp Pendleton, where they were tested against a curriculum designed to assess their medical, logistical, and operational proficiency. The successful completion of this evaluation now officially designates the team as mission-ready, meaning they can be called upon by the fleet to provide immediate damage control and surgical care in forward-deployed locations.

    Sustaining Readiness

    According to Peterson, the teams ORE certification will last for one year, during which the team will enter a “sustainment phase” in the Navy’s operational readiness framework. Throughout this time, team members will focus on maintaining their skills through professional development and leadership training while preparing for future deployments. After this phase, they will reenter the cycle of preparation and training for their next operational readiness evaluation.

    The readiness process for Navy Reserve medical teams spans approximately three years, moving through phases that include basic training, advanced preparation, and eventual certification. This timeline accommodates the unique demands on reservists, who must balance their military duties with civilian careers. Despite these challenges, the certification process ensures that Navy Reserve medical teams remain on par with their active-duty counterparts.

    Integration into Exercises and Operations

    ERSS teams, like their active-duty counterparts, are integrated into fleet exercises and real-world missions. These exercises are essential for ensuring the team’s skills remain sharp and their readiness validated.

    The importance of certifying reserve teams like ERSS Team 17 goes beyond operational readiness. It also highlights the Navy’s commitment to building a unified medical force. “Whether it’s a reserve or active unit, when a capability is requested by the fleet, they receive the same level of readiness,” said Peterson. “This ensures that regardless of a team’s reserve or active status, they are prepared to meet the mission’s needs.”

    A Vital Capability

    Peterson went on to explain that ERSS teams bring a specialized capability to the battlefield. With a seven-person team, they are designed to provide immediate surgical care in austere environments, where larger medical units might not be feasible. This capability enables them to deliver life-saving care closer to the front lines, stabilizing casualties for evacuation to more comprehensive medical facilities.

    The team includes a diverse array of medical professionals, including a surgeon, an emergency room doctor, a certified nurse anesthetist, a physician assistant, a respiratory therapist, and other key specialists. Together, they offer a range of critical services, from damage control surgery to emergency medical care, in challenging and rapidly changing environments.

    Looking Ahead

    As the Navy continues to align its medical forces with its broader operational strategy, the certification of reserve teams like ERSS Team 17 plays a crucial role in ensuring that Navy Medicine remains ready for any contingency. The team’s success is part of a larger effort to integrate reserve and active-duty medical capabilities, minimizing the differences between the two and fostering a “one Navy Medicine” approach.

    Looking toward the future, the Navy plans to continue certifying and deploying more reserve medical teams. With three more ERSS teams scheduled for certification in the coming months, Navy Medicine is building a deep bench of highly trained, fully capable medical units. These teams will be ready to support the fleet in exercises, real-world operations, and any emerging global challenges.

    “Our people are excited,” Peterson remarked. “This process validates the expertise and readiness of our reserve forces, and it demonstrates that Navy Medicine, whether active or reserve, is prepared to meet the operational demands of today and tomorrow.”

    By aligning their readiness process with that of the broader Navy, these reserve teams are contributing to the Navy’s overall goal of maintaining a constant state of readiness and deterrence, ensuring that they are prepared for the challenges of the future.

  • MIL-OSI Security: Naval Health Clinic Cherry Point Celebrates Navy’s 249th Birthday with Ball

    The Marine Corps Air Station Cherry Point community gathered Friday, October 4, 2024, to celebrate the 249th Birthday of the U.S. Navy.

    Sailors and civilians serving aboard Marine Corps Air Station Cherry Point celebrated the occasion with a Navy Ball hosted by the staff of Naval Health Clinic Cherry Point at the Havelock Convention Center in Havelock, North Carolina.

    “Our mission – to Keep the Warfighter in the Fight – is critical in ensuring service members assigned to “America’s Air Station,” Marine Corps Air Station Cherry Point, remain at the highest state of medical readiness possible,” said Navy Captain Sean Barbabella, Commander of Naval Health Clinic Cherry Point.

    “When the red phone rings on the 2nd Marine Air Wing Commander’s desk with orders to deploy forces, he will find his Marines and Sailors as medically ready as possible because of your commitment to excellence in patient care,” said Barbabella to the clinic staff attending the ball.

    The event’s keynote speaker, Mr. Wilbur D. Jones Jr., a nationally known historian, spoke to the crowd about his father who served with the Marines in World War I and the clinic’s namesake and Medal of Honor recipient, Pharmacist’s Mate Second Class William D. Halyburton, Jr. Halyburton was a native of Wilmington, North Carolina and Jones grew up and lives there today.

    “Progress and time have obliterated and denuded the battlefield. Still, by reading Marine Corps records, we can partially reconstruct what transpired, exposing the character of Hospital Corpsman Halyburton,” said Jones.

    Jones continued his remarks, giving the audience a picture of the fierce combat occurring May 10, 1945 on Okinawa Shima between Japanese forces and the Marines of 2nd, 5th Marines, 1st Marine Division. Halyburton would sacrifice his life that day to save a wounded Marine who lay farthest away from his position.

    The evening’s formal program of events concluded after an official cake-cutting celebrating the birthday and singing of the Marine Corps Hymn and Anchors Aweigh.

    Factor in statistical evidence that 13 percent are at risk of developing breast cancer. For that combined total of 202,000 women, there will be 26,260 who will experience breast cancer, the most common cancer diagnosed amongst females in the U.S.

    That’s one in eight.

    Early detection is the key to lessening any ominous odds for all females in the equation, with a mammogram the ideal screening tool for that one in eight.

    As well as the seven others.

    With the Department of Defense recognizing October as National Breast Cancer Awareness Month, Defense Health Agency military treatment facilities like Naval Hospital Bremerton remind all eligible patients on the importance of screening and prevention of the disease.

    “Any woman over the age of 40 should be getting a mammography exam and continuing to do it every single year,” said Courtney Pease R.T. (R)(M) ARRT, NMRTC Bremerton Radiology, Department Mammography lead technologist. “And don’t skip. Because if you skip it can be harder to get back into it.”

    Pease is an avowed advocate of her chosen field, readily affirming that the mammography exam – able to detect cancerous tumors – is effective in identifying any type of potential breast cancer.

    The earlier the better.

    “It’s important because breast cancer rates are one in eight, regardless of family history,” Pease said. “If you’re getting your mammogram done every year it will increase the chance that we find any cancer early and small, which increases the survival rate if breast cancer is found.”

    According to Pease, a patient does not need a doctor to get a referral for a breast cancer screening appointment at Naval Hospital Bremerton.

    “If there’s no problems, no lumps, no bumps, no pain, no concern, just call [NHB’s Radiology department] Mammography, 360-475-4220, to request a breast cancer screening mammogram,” stated Pease. “If there are no problems, the patient is of age, and everything in their prior record looks good to go, we can get them scheduled.”

    The actual mammography exam – available for all active duty, retirees and dependents – takes about 10 minutes. Yet Pease notes that even before the actual mammogram, every female should take the time for a self-exam.

    “There are prominent breast radiologists in the field who recommend personal monthly checking. So, you’re in the shower. Do a quick little run through, see if you feel any lumps, bumps, anything thing of concern. If there looks or feels to be anything out of the normal, bring it up to your primary care doctor, then they can place a referral if diagnostic imaging is required,” recommended Pease.

    The risk of getting breast cancer increases as a woman ages. Research has found that cancers discovered during early mammogram screening exams are often smaller in size and more likely to be confined to the breast. When considering the two factors – the size and likelihood of spread – the importance of early detection becomes obvious.

    “It’s not as terrible as some think it is. It is uncomfortable. Not getting around that. But we work together, the patient and I, to make it tolerable,” explained Pease. “It’s not the easiest thing in the world and most would rather not be here, but when you’re done, you get peace of mind for your health. So it’s worth it. It’s like going to the dentist. No one wants to go and be told they got cavities. But then you go and you find out you don’t have cavities, it’s way better. We go for our peace of mind.”

    Although there is no definitive explanation what causes a case of breast cancer, what is known is that screening exams, increased awareness, and improved state-of-the-art quality in mammography treatment is critical to early detection and diagnosis.

    HONOLULU — The Hawai‘i Department of Health (DOH) Food Safety Branch issued Café Duck Butt a red placard and ordered the establishment to close on Oct. 8, due to the establishment’s inability to meet food safety requirements. Following the correction of the violations, a green placard and reopening was authorized on Oct. 9.

    Café Duck Butt, located at 901 Kawaiahaʻo Street, in Honolulu, received the red placard and was ordered to immediately close on Oct. 8 due to a lack of electricity and its inability to power refrigerators needed to keep food safe to consume. A follow-up inspection was conducted on Oct. 9, once power was restored which found all critical violations were resolved.

    Café Duck Butt was advised that refrigeration equipment must always be operational. Food establishments must close in the event of a power outage to protect customers from potential foodborne illnesses, some of which, may be very severe.

    The DOH Food Safety Branch protects and promotes the health of Hawai‘i residents and visitors through education of food industry workers and regulation of food establishments statewide. The branch conducts routine health inspections of food establishments where food products are prepared, manufactured, distributed or sold.

    The branch also investigates the sources of foodborne illnesses and potential adulteration; and is charged with mitigating the effects of these incidents to prevent any future occurrences. DOH food safety specialists strive to work with business owners, food service workers and the food industry to ensure safe food preparation practices and sanitary conditions.

    SACRAMENTO – Governor Gavin Newsom today announced the following appointments:

    Kristen Erickson-Donadee, of Folsom, has been appointed Director of the California Department of Child Support Services. Erickson-Donadee has been Chief Deputy Director at the California Department of Child Support Services since 2020 and has served in several roles there since 2009, including Chief Counsel, Assistant Chief Counsel, Attorney and Contract Attorney. She was an Attorney at the Sierra Nevada Regional Department of Child Support from 2006 to 2012. Erickson-Donadee earned a Juris Doctor degree from the University of California, Davis School of Law and a Bachelor of Arts degree in Economics from California State University, Sonoma. This position requires Senate confirmation and the compensation is $226,334. Erickson-Donadee is a Democrat. 

    Jay Wierenga, of Sacramento, has been appointed Deputy Secretary of Communications at the California Business, Consumer Services, and Housing Agency. Wierenga has served as Communications Director at the California Fair Political Practices Commission since 2014. He was Principal at Jay Alan Communications from 2012 to 2014. Wierenga was Vice-President at Aderfo Group from 2011 to 2012. He was a Strategic Communications Advisor at the U.S. Department of Homeland Security from 2011 to 2012. Wierenga served as Director of Communication and Deputy Director of Public Affairs at the California Governor’s Office of Homeland Security from 2007 to 2011. He was Director of Communications at the California Conservation Corps in 2007. Wierenga was an Anchor, Co-Host and Managing Editor at KFBK-AM from 2003 to 2007. He was an Anchor at KTXL-TV from 2000 to 2003 and at KHPO-TV from 1995 to 1999. Wierenga is a member of the KVIE-TV Community Advisory Board. He earned a Bachelor of Arts degree in Communications, Radio and TV from Dordt University. This position does not require Senate confirmation and the compensation is $160,200. Wierenga is a Democrat. 

    Hayley Figeroid, of Carmichael, has been appointed Deputy Director of Strategic Initiatives at the Office of Data and Innovation, where she has served as Head of Government Relations since 2022. Figeroid held several positions at Covered California from 2018 to 2022, including Assistant Deputy Director of Plan Management, Senior Manager of Distribution Services and Manager of the Certification Services Team. She  was an Exam Specialist at the Contractors State License Board from 2016 to 2018. Figeroid was a Provider Enrollment Analyst at the California Department of Health Care Services from 2015 to 2016. She was an English Teacher at St. Francis High School from 2010 to 2015. Figeroid is a member of California Women Lead and the Sacramento State Alumni Association. She earned a Master of Education degree in Educational Administration and Leadership from Concordia University, a Master of Arts degree in English Literature from California State University, Sacramento and a Bachelor of Arts degree in English from the University of San Francisco. This position does not require Senate confirmation and the compensation is $165,000. Figeroid is registered without party preference.

    Ludmil Alexandrov, of San Diego, has been appointed to the Carcinogen Identification Committee. Alexandrov has been Chief Scientific Officer at io9 since 2021, and a Professor at the University of California, San Diego since 2017. He was a J Robert Oppenheimer Distinguished Postdoctoral Fellow at the Los Alamos National Laboratory from 2014 to 2017. Alexandrov was a Consultant at Deloitte from 2007 to 2009. He is a member of the American Association for Advancement of Science, the Environmental Mutagenesis and Genomics Society, the American Association for Cancer Research, the American Statistical Association, and the International Society for Computational Biology. Alexandrov earned a Doctor of Philosophy degree in Cancer Genetics from the University of Cambridge, a Master of Science degree in Computational Biology from the University of Cambridge and a Bachelor of Science degree in Computer Science from the Neumont College of Computer Science. This position does not require Senate confirmation and there is no compensation. Alexandrov is registered without party preference. 

    Dean Felsher, of San Mateo, has been appointed to the Carcinogen Identification Committee. Felsher has been an Oncologist, Cancer Scientist and Professor at Stanford University since 1999 and Director of Translational Research and Applied Medicine since 2011. He was an Oncology Fellow at the University of California, San Francisco from 1994 to 1999. Felsher earned a Doctor of Medicine degree in Medicine and Molecular Biology and a Doctor of Philosophy degree in Molecular Biology from the University of California, Los Angeles. He earned a Bachelor of Arts degree in Chemistry from the University of Chicago. This position does not require Senate confirmation and there is no compensation. Felsher is a Democrat.

    Mark Toney, of Lakeport, has been reappointed to the State Bar of California Board of Trustees, where he has served since 2020. Toney has been Executive Director of The Utility Reform Network since 2008. He was Executive Director of the Center for Third World Organizing from 2000 to 2004 and Executive Director of Direct Action for Rights and Equality from 1986 to 1994. He was Lead Organizer at Workers’ Association for Guaranteed Employment from 1982 to 1985. Toney is a member of the Board of Directors of the National Whistleblower Center. He earned a Doctor of Philosophy degree in Sociology from the University of California, Berkeley and a Bachelor of Arts degree in Political Science from Brown University.     GOVERNOR GREEN ESTABLISHES HISTORIC INAUGURAL HAWAIʻI STATE

    LGBTQ+ COMMISSION

     

    HONOLULU — The state of Hawaiʻi has established an advisory body to develop and improve the state’s interaction with its lesbian, gay, bisexual, transgender, queer, plus (LGBTQ+) citizens in accordance with HRS 369. The commission, one of few in the country, is comprised of eight voting members.

    • Commission Chair – Kathleen O’Dell, Ph.D. (she/her) – representing the City and County of Honolulu
    • Michael Golojuch Jr. (he/him) – representing the City and County of Honolulu
    • Secretary (temporary) Joe Tolbe (he/him) – representing Maui County
    • Finance Director Shanda Brack (she/her) – representing the Hawai‘i Sexual and Gender Minority working group out of the Department of Health
    • Sandy Harjo-Livingston, Ph.D. (he/him/they/them) – representing the City and County of Honolulu

    The commission operates administratively under the Department of Human Services.

    “The eight commissioners come to the table with a wide range of diverse and relevant experience and history,” stated commission Chair O’Dell. “It’s easy to feel how committed the members are and how enthusiastically they honor the responsibilities they are charged to take on.”

    The commissioners were sworn in on June 28, 2024. by Lt. Governor Sylvia Luke. June 28 was selected by the commissioners as it commemorates the 55th Anniversary of the Stonewall Uprising, a significant date in LGBTQ+ history and efforts toward equality.

    Powers and duties of the commission include creating public awareness and understanding of the responsibilities, needs, potentials and contributions of Hawai’i’s LGBTQ+ community; maintaining contacts with appropriate federal, state, local and international agencies concerned with the status of Hawaiʻi’s LGBTQ+ community; recommending legislative and administrative action on equal treatment and opportunities for members of Hawai’i’s LGBTQ+ community, and submitting to the governor and legislature an annual report with recommendations.

    In addition to the eight voting members, the commission includes six ex officio, nonvoting members or their designees, including the superintendent of the Department of Education, the president of the University of Hawai‘i system, the director of Labor and Industrial Relations, the director of Human Resources Development, the director of Human Services; and the director of the Department of Health.

    Honolulu Mayor Rick Blangiardi invited members of the commission to attend the ceremony for Honolulu Pride Month to raise the Pride flag above the Frank F. Fasi Civic Center Grounds and to proclaim the Wilhelmina Tenney Rainbow Shower Tree as the “Official Pride Tree of Honolulu.” This took place on Tuesday, October 1, 2024 in front of the Frank F. Fasi Municipal Building. Commissioners also helped to celebrate the beginning of Pride Month at the Aliʻiōlani Hale that evening and attended a round table discussion featuring current Hawaiʻi Supreme Court Justice Sabrina McKenna,and former Hawaiʻi Supreme Court Justices Steve Henry Levinson and Daniel R. Foley. They discussed Hawaiʻi’s entrance onto the marriage equality stage. The evening concluded with the debut of a traveling exhibition “Kaulike No Nā Mea A Pau: Toward Queer Justice in Hawaiʻi.”

     

    Additionally, the commission will be participating in the Honolulu Pride Parade at 4:00 pm, Saturday, October 19, 2024, down Kalākaua Avenue. Honolulu Pride is celebrated in October to coincide with LGBTQ+ History Month, National Coming Out Day and Spirit Day.

    National Regulatory Authority of India meets WHO international standards for vaccine regulations

    India’s vaccine regulatory system was benchmarked in the year 2017 against Global benchmarking tool version V which is now revised to GBT VI with raised bars and stringency in benchmarking criteria

    The Central Drugs Standard Control Organisation (CDSCO), along with the National Regulatory Authority of India (NRA) and affiliated institutions, has been found to meet the World Health Organization (WHO) published indicators for a functional vaccine regulatory system. This conclusion was reached by a team of international experts from various countries, led by WHO (HQ) in Geneva, following a comprehensive and in-depth scientific review of India’s vaccine regulatory system conducted from September 16 to 20, 2024.

    Safety, efficacy, and quality are three basic parameters of assessment of vaccines. WHO has established global standards and benchmarks for assurance of vaccine quality through the development of tools and guidelines, benchmarking of the NRA and prequalification programme of vaccines.

    The WHO NRA re-benchmarking was aimed to assess and document the status of the India regulatory system in the area of vaccine regulation, re-benchmark the status of the India vaccine regulatory system against the WHO NRA Global Benchmarking Tool (GBT) and measuring the maturity of the system. India has been declared ‘functional’ against all the core regulatory functions of the WHO Global Benchmarking Tool Version VI. India’s vaccine regulatory system was benchmarked in the year 2017 against Global benchmarking tool (GBT) version V which is now revised to GBT VI with raised bars and stringency in benchmarking criteria.

    India retains Maturity Level 3 with highest marks in several functions.

    Speaking about this landmark achievement, Ms. Punya Salila Srivastava, Union Health Secretary, stated, “The Central Drugs Standards Control Organization, in collaboration with WHO, has made exemplary efforts towards this achievement. India is one of the main players in the pharmaceutical industry worldwide and is known for its affordable vaccines and generic medicines.”

    She also congratulated all the teams for their hard work in achieving this milestone for the country and reemphasized the strength of the Indian regulatory system and its commitment to supplying quality products worldwide to enhance health outcomes.

    Dr Roderico H. Ofrin, WHO Representative to India noted, “The WHO plays a pivotal role in supporting countries in strengthening their regulatory systems, and promoting equitable access to quality, safe, efficacious, and affordable medical products and health products. This is indeed a great achievement, and we would like to congratulate the Ministry of Health & Family Welfare and its affiliated institutions,” he added.

    Dr Rajeev Singh Raghuvanshi, Drugs Controller General (India), Central Drugs Standard Control Organization, MoHFW highlighted that “India, as a large vaccine producing country, is currently supplying several vaccines to the UN agencies (UNICEF, WHO and PAHO)”. “National Regulatory Authority of India meets the standards of the WHO NRA indicators (WHO Global benchmarking Tool) on functional regulatory system for vaccines” he added.

    In addition to the general framework for the system, the following regulatory functions were evaluated: General Overview of the National Regulatory System (RS), Registration and Marketing Authorization (MA), Vigilance (VL), Market Surveillance and Control (MSC), Licensing Establishments (LI), Regulatory Inspections (RI), Laboratory Testing (LT), Clinical Trials Oversight (CT) and NRA Lot Release (LR).

    Welcoming the positive outcome of international benchmarking, Dr Alireza Khadem, WHO Team Leader for the NRA Re-benchmarking, said, “It will go a long way in re-affirming India’s role in global health, including the strength of its pharmaceutical sector and drug regulatory capacity. WHO had scaled up its technical support to the India’s national regulatory authority over the past several years. This success is a culmination of intensive effort by the Health Ministry, including CDSCO, in collaboration with WHO, to implement a roadmap to strengthen capacity for regulation of vaccines,”.

    India is a major vaccine producer that has 36 major vaccine manufacturing facilities. These vaccines are used for the national and international market (150 countries), which makes India a major vaccine supplier across the globe.

    The WHO Prequalification Programme (PQP) is aimed at facilitating access to vaccines that meet unified standards of quality, safety and efficacy as well as programme needs. It is also prerequisite for manufacturers to supply to countries through United Nations procuring agencies. A functional NRA is a criterion for WHO prequalification of vaccines.

    As for all NRA benchmarking, sustainability of the gains made in regulatory capacity is critical. For this purpose, the team which has just completed the assessment in India has drawn up a detailed Institutional Development Plan. The plan will outline additional activities to be undertaken to further strengthen regulatory capacity in India in the coming years.

    World Health Organization carried out assessment of the National Regulatory Authority (NRA) of India comprising the Central Drugs Standard Control Organisation (CDSCO), State Drug Regulatory Authorities, Central Drugs Laboratory, Kasauli; Adverse Events Following Immunization (AEFI) structures at the Central and States levels, Immunization Division, Pharmacovigilance Programme of India, and other relevant institutions engaged in the regulation, control and testing of vaccines.

    No community has been left untouched by the toxic drug and overdose crisis. Its tragic impacts are felt among friends, families and neighbours. Too many Canadians have lost their lives to this public health crisis. Canada’s approach is focused on providing access to a full continuum of health care services and leveraging every tool at our disposal to save lives, connect people to care, and keep communities safe.

    Today, the Honourable Ya’ara Saks, Minister of Mental Health and Addictions and Associate Minister of Health, announced the launch of the first call for proposals for Health Canada’s Emergency Treatment Fund (ETF). The fund will invest $150 million to help municipalities and First Nations, Inuit and Métis communities address their urgent needs and support rapid responses to the toxic drug use and overdose crisis.

    The ETF will provide short-term support to rapidly mobilize and build capacity for enhanced access to trauma-informed, evidence-based substance use treatment, harm reduction and integrated services, such as naloxone distribution and drug checking equipment. The fund will work to be responsive and adaptive to allow communities to address their urgent needs in the way that best addresses their unique needs.

    Applications will be accepted until November 08, 2024.

    There is no one-size fits all approach to solving this crisis and no community can solve it alone. Our government is committed to doing everything we can with all partners and communities to save lives.

  • MIL-OSI United Nations: African Countries Commit to Strengthen Cooperation to Better Protect Migrants

    Addis Ababa, 11 October 2024 – Over 300 representatives from African member states, stakeholders, the UN system, and the African Union Commission, gathered for the second Africa review of the Global Compact for Safe, Orderly and Regular Migration (GCM). Co-convened by the International Organization for Migration (IOM) and the United Nations Economic Commission for Africa (UN ECA) on behalf of the UN Migration Network, the discussions from the three-day event will help inform the International Migration Review Forum (IMRF) in 2026. 

    At a time of worsening global tensions around migration, the gathering underscored the commitment of African countries to the GCM. The conference focused on concrete steps to address migration challenges and opportunities. Key outcomes included stronger commitments to improve migrant protection, enhance data for evidence-based policymaking and reshape narratives to highlight migration as an opportunity for development.
    “This review marks a significant step in turning migration commitments into action, ensuring that migrants are recognized as catalysts for positive change and economic growth,” said IOM Director General and Coordinator of the UN Network on Migration, Amy Pope. 

    There is an urgent need for regular migration pathways and stronger international cooperation to ensure migration is safe, orderly, and humane. The GCM’s Capacity Building Mechanism has already supported 16 UN country teams and four governments in Africa, while the Migration Multi-Partner Trust Fund has financed eight Joint Programmes on the continent.  Recent efforts have also been bolstered by new funding pledges, including £4 million from the United Kingdom and the first contributions from sub-Saharan Africa, with Eswatini and Kenya stepping forward.
    “Since Africa is a hub for dynamic and complex human mobility characterized by mixed and irregular migration, the GCM offers an important opportunity for Member States to address all aspects of their migration governance in a comprehensive manner,” stated the Minister of Justice of Ethiopia, Dr. Gedion Timothewos.

    In her opening remarks, H.E. Minata Samate Cessouma, Commissioner for Health, Humanitarian Affairs and Social Development at the African Union Commission, said: “Migration is an opportunity for the African continent, both for the countries of origin of migrants and for transit and destination countries. We need to intensify our cooperation if we want to unlock the potential of migration and achieve the objectives of the GCM. The recommendations of this review meeting will be brought to the table of Heads of State at the next African Union Summit so that action can be taken.” 

    Claver Gatete, ECA Executive Secretary, outlined five priorities to harness migration’s potential: “To make migration a dynamic force for sustainable development across Africa, we must address the barriers impeding its positive impact through five priorities: prioritize the mutual recognition of skills and qualifications across African borders; allow the portability of social benefits such as pensions and healthcare; accelerate the African Continental Free Trade Area for greater labour mobility; integrate climate-induced displacement; and include migration data into national censuses and facilitating cross border collaboration for data collection.”

  • MIL-OSI United Kingdom: New appointments to board of Infected Blood Compensation Authority

    Six non-executive directors with experience in healthcare, finance and local government have been appointed to the board of the Infected Blood Compensation Authority.

    The government has made a selection of important appointments to the board of the Infected Blood Compensation Authority (IBCA) today.

    Six non-executive directors (NEDs) have been appointed to the board of IBCA, an independent authority which will deliver compensation to victims of infected blood.

    Three NEDs have been appointed by the Minister for the Cabinet Office, Nick Thomas-Symonds, and three have been appointed by Interim Chair of IBCA, Sir Robert Francis KC.

    So far, the government has paid over £1 billion in compensation to victims of infected blood, and remains committed to start delivering final compensation payments by the end of the year.

    The government has already established a comprehensive compensation scheme in law, which was based on recommendations from the Infected Blood Inquiry and Sir Robert Francis KC.

    These appointments meet the requirements of the Victims and Prisoners Act 2024, which states that IBCA is to consist of non-executive members among other roles.

    The six NEDs are:

    • Russell Frith, Chair of IBCA Audit & Risk Committee, Former Assistant Auditor General of Audit Scotland
    • Deborah Harris-Ugbomah, Founder and President of Lean In London; with extensive experience in risk, assurance and corporate compliance in financial services and the public sector
    • Paula Sussex, Chief Executive Officer, OneID and former CEO, Student Loans Company
    • Gillian Fairfield, Chair of the Disclosure and Barring Service
    • Sir Rob Behrens, outgoing Parliamentary and Health Service Ombudsman in the UK
    • Helen Parker, former Deputy CEO of WHICH? and a committee member of HealthWatch England

    In their roles, they will provide constructive challenge to the IBCA board, which will support IBCA’s decision making as it delivers compensation to the community.

    Their appointments are another important step in establishing IBCA and preparing to deliver compensation which too many people have waited too long to receive.

    Nineteen-year-old Nidhi Gautam from Karnataka became the British High Commissioner to India for one full day, getting a unique behind-the-scenes look at the life of a diplomat and seeing the UK-India partnership in action. 

    The British High Commission in New Delhi has organised the ‘High Commissioner for a Day’ competition every year since 2017, to celebrate the International Day of the Girl Child (11 October).

    The UK is committed to engaging with girls and shifting our power to them as change makers and future leaders. Protecting and promoting freedoms for women and girls in the UK and around the world is the right and smart thing to do; it is integral to creating resilient economies and strong, free societies.

    This year’s winning entry was chosen from a pool of more than 140 applications from talented young women around the country. Nidhi is pursuing a bachelor’s degree in History and Geography from Miranda House in Delhi. She is passionate about sketching, Wordle, cultural diplomacy and foreign policy.

    Being the British High Commissioner for a day was a transformative experience that left an indelible mark on me. I was fortunate to explore remarkable advancements, from assistive technologies to enlightening discussions on solar energy to ground-breaking developments in biotechnology and ‘femtech’. Each interaction underscored the idea that technology serves a greater purpose by creating tangible social benefits.

    Lindy’s warm encouragement and insightful thoughts throughout the day inspired me profoundly, reminding me of the importance of dedication and passion in serving one’s country. The day’s strong representation of women in leadership roles further motivated me, reaffirming my commitment to championing gender equality. Ultimately, this experience taught me that true progress is not just about advancement but about elevating lives along the way.

She visited the National Centre for Assistive Health Technologies at Indian Institute of Technology Delhi, where she had an immersive experience in new technologies that are helping differently abled people live their lives to the fullest. She also visited the National Institute of Immunology to see how technology is aiding the development of vaccines in India, in addition a range of meetings with government and industry partners over the course of the day.

    Sailors, Marines and civilians serving aboard Marine Corps Air Station Cherry Point celebrated the 249th Birthday of the United States Navy with a cake cutting ceremony at the base dining facility Wednesday, October 9.

    “This year’s theme, “Warfighting Strength and Readiness” should echo in our minds as we serve aboard “America’s Air station,” said Navy Captain Sean Barbabella, Commander of Naval Health Clinic Cherry Point and the ceremony’s kenote speaker. “MCAS Cherry Point is a critical component of the strength and readiness of the Navy and has been since it’s authorization by Congress in 1941.”

    The cake cutting ceremony was part of a larger celebration that included a special meal served at the DFAC.

    Congratulations LSSR Andrea Ordinola Valdez, on becoming a United States citizen, Oct. 8, 2024, during the Naturalization Oath of Allegiance to the United States of America ceremony.

    Throughout our history, the United States has welcomed immigrants from all over the world who have helped shape and define our country. Granting citizenship to eligible lawful permanent residents is vital to our nation’s security, economic prosperity, and a future built on the principles of the U.S. Constitution.

    “The Navy is the most powerful and greatest institution worldwide, so I was excited when my recruiter told me I had the requirements to join, such as having a green card, a Social Security number, and my certificates and academic degrees,” said Ordinola Valdez. “I was interested in the rate or career related to business, logistics and administration.”

    Ordinola Valdez attended one of Peru’s most prestigious universities, Universidad Nacional de San Agustin, studying economics and logistics and earning an undergraduate degree. Additionally, she has a master’s in business management and a PhD in administration.

    She was a professor in universities in Tacna, Jorge Basadre Grohmann University, and Private University of Tacna. She studied at San Agustin University and held the number one ranked position during the development of her career. She also won the Criscos Scholarship to study in Argentina, and ultimately returned to the city where she was born to share her knowledge with local youth in Tacna.

    “My parents always taught me ethics, honesty and the importance of work, since work dignifies human beings,” said Ordinola Valdez. “I’m a person with solid ethical values and a professional at work. These are the values that my parents instilled in me.”

    Today, Ordinola Valdez serves as a logistics specialist responsible for operating financial accounting systems and managing inventories of repair parts and general supplies that support ships, squadrons and shore-based activities.

    “I like all the activities in the office and in the storerooms, the training to learn more about the Navy and the different programs, and to learn more about logistics,” said Ordinola Valdez. “It is the perfect job that combines physical and mental activity.”

  • MIL-OSI United Kingdom: Council keep focus on sunbed premises with test purchasing

    Environmental Health staff from Armagh City, Banbridge and Craigavon Borough Council have welcomed the steps taken by local businesses to stop persons aged under 18 from using sunbeds at their premises.

    Over recent months, council staff carried out test purchases in ten businesses which provide sunbeds and found one sale to a person aged under 18.

    It is illegal for under-18s to use a sunbed on commercial premises, and it is the responsibility of the local council to enforce these laws.

    A spokesperson for ABC Council said their Environmental Health staff remain committed to enforcing the legislation as well as highlighting the potential health risks of tanning beds, to both young people and parents.

    “The risks of using sunbeds are very real and very serious. Using a sunbed, even once at any stage during your life increases your risk of developing melanoma by 20% compared to someone who has never used a sunbed. And this risk increases by 1.8% with each additional time you use a sunbed,” said the council spokesperson.

    “We remain committed to the inspection of sunbed premises in our borough and welcome the fact that the vast majority of our local businesses are compliant, but we don’t want to see any sales at all to people aged under 18 and we will continue to work towards that.

    “Businesses that don’t follow the law on sunbeds are issued with a fixed penalty notice of £250 and non-payment can result in a court case, and if convicted, this can result in a fine up to £5,000.”

    Global efforts to keep children safe online will be boosted under a new UK-US statement agreed by UK Technology Secretary Peter Kyle and US Commerce Secretary Gina Raimondo.

    To improve the sharing of expertise and evidence, the UK and US governments will set up and launch of a new joint children’s online safety working group.

    Currently there is limited research and evidence on the causal impact that social media has on children and young people.

    Once established, the group will work on key areas including promoting better transparency from platforms and consider researcher’s access to privacy-preserving data on social media, helping better understand the impacts and risks of the digital world on young people, including new technologies like generative AI.

    This will build on the work between the UK and international partners to help ensure safety is built into technology from the start to help deliver a more secure digital world for young people.

    Technology Secretary Peter Kyle said:

    The online world brings incredible benefits for young people, enriching their education and social lives. But these experiences must take place in an environment which has safety baked in from the outset, not as an afterthought. Delivering this goal is my priority.

    The digital world has no borders and working with our international partners like the US – one of our closest allies and home to the biggest tech firms – is essential. This joint statement will turn our historic partnership towards delivering a safer online world for our next generation.

    U.S. Secretary of Commerce Gina Raimondo said:

    As more children across the U.S. and around the globe have access to online platforms for online learning and social media, there is also increased risk to this exposure. That is why we are taking the necessary steps in the United States, and with our UK partners, to protect children’s privacy, safety, and mental health.

    We remain committed to combating youth online exploitation and this historic agreement will help us expand resources to support children and young people thrive online at home and abroad.

    The statement outlines both countries’ commitment to ensuring the benefits of technology can be maximised for society, as well as social media companies’ responsibility to respect human rights and deliver safe experiences, especially for children.

    Both the UK and US are spearheading international approaches on children’s online safety. New figures from a UK government research report released today show the countries are leading efforts globally in ‘safety technology’ which is focused on creating safer online experiences for users, from helping platforms to filter out and block harmful content, to detecting and removing fraudulent advertisements. The safety technology sector in the UK is second only in size to the US, and companies contributed over £600 million to the UK economy in the last year.

    The UK’s Online Safety Act places duties on online platforms to protect children’s safety and put in place measures to mitigate risks. Platforms will also need to proactively tackle the most harmful illegal content and activity.

    The UK government is committed to working with the regulator to get the Act implemented swiftly and effectively to deliver a safer online world. The Technology Secretary met with Ofcom Chief Executive Melanie Dawes earlier this week to receive an update on how the regulator is progressing with getting the Act’s protections in place.

    In the US, the government’s Kids Online Health and Safety Taskforce is advancing the health, safety and privacy of children online.

    The statement also commits both countries to working with international partners on the joint priority, promoting the statement’s principles and common solutions to champion a safer online world for children.

    Ministers have unveiled the Employment Rights Bill to help deliver economic security and growth to businesses, workers and communities across the UK.

    • Legislation introduced in Parliament to upgrade workers’ rights across the UK, tackle poor working conditions and benefit businesses and workers alike 
    • Ahead of International Investment Summit, government reveals landmark reforms in under 100 days to boost pay and productivity, showing the benefits of a ‘pro-business, pro-worker’ approach 
    • New balance for early months of a job at heart of pragmatic reforms to help drive growth in the economy and support more people into secure work 
    • Employment Rights Bill will end exploitative zero-hour contracts and unscrupulous fire and rehire practices, while establishing rights to bereavement and parental leave from day one 

    Today (10 October) ministers have unveiled the Employment Rights Bill, introduced within 100 days of the new government coming to office, to help deliver economic security and growth to businesses, workers and communities across the UK.  

    Getting the labour market moving again is essential to economic growth with one in five UK businesses with more than 10 employees reporting staff shortages. Flexibility, for workers and businesses alike, is key to answering this challenge and is at the heart of the legislation to upgrade the law to ensure it is fit for modern life and a modern economy. 

    The existing two-year qualifying period for protections from unfair dismissal will be removed, delivering on the manifesto commitment to ensure that all workers have a right to these protections from day one on the job. 

    The government will also consult on a new statutory probation period for companies’ new hires. This will allow for a proper assessment of an employee’s suitability to a role as well as reassuring employees that they have rights from day one, enabling businesses to take chances on hires while giving more people confidence to re-enter the job market or change careers, improving their living standards.  

    The bill will bring forward 28 individual employment reforms, from ending exploitative zero hours contracts and fire and rehire practices to establishing day one rights for paternity, parental and bereavement leave for millions of workers. Statutory sick pay will also be strengthened, removing the lower earnings limit for all workers and cutting out the waiting period before sick pay kicks in. 

    Accompanying this will be measures to help make the workplace more compatible with people’s lives, with flexible working made the default where practical. Large employers will also be required to create action plans on addressing gender pay gaps and supporting employees through the menopause, and protections against dismissal will be strengthened for pregnant women and new mothers. This is all with the intention of keeping people in work for longer, reducing recruitment costs for employers by increasing staff retention and helping the economy grow. 

    A new Fair Work Agency bringing together existing enforcement bodies will also be established to enforce rights such as holiday pay and support employers looking for guidance on how to comply with the law. 

    Deputy Prime Minister Angela Rayner said:

    This government is delivering the biggest upgrade to rights at work for a generation, boosting pay and productivity with employment laws fit for a modern economy. We’re turning the page on an economy riven with insecurity, ravaged by dire productivity and blighted by low pay. 

    The UK’s out-of-date employment laws are holding our country back and failing business and workers alike. Our plans to make work pay will deliver security in work as the foundation for boosting productivity and growing our economy to make working people better off and realise our potential. 

    Too many people are drawn into a race to the bottom, denied the security they need to raise a family while businesses are unable to retain the workers they need to grow. We’re raising the floor on rights at work to deliver a stronger, fairer and brighter future of work for Britain.

    Business Secretary Jonathan Reynolds said:

    It is our mission to get the economy moving and create the long term, sustainable growth that people and businesses across the country need. Our plan will give the world of work a much needed upgrade, boosting pay and productivity.    

    The best employers know that employees are more productive when they are happy at work.  That is why it’s vital to give employers the flexibility they need to grow whilst ending unscrupulous and unfair practices.  

    This upgrade to our laws will ensure they are fit for modern life, raise living standards and provide opportunity and security for businesses, workers and communities across the country.

    Alongside the legislation, a ‘Next Steps’ document for the Make Work Pay Plan has been published outlining the government’s vision and long-term plans and setting out our ambitions for the plan to grow the economy, raise living standards across the country and create opportunities for all. 

    Ending one-sided flexibility

    The legislation will level the playing field where all parties understand what is required of them and good employers aren’t undercut by bad ones.  

    The bill will end exploitative zero hours contracts, following research that shows 84% of zero hours workers would rather have guaranteed hours. They, along with those on low hours contracts, will now have the right to a guaranteed hours contract if they work regular hours over a defined period, giving them security of earnings whilst allowing people to remain on zero hours contracts where they prefer to. According to TUC research nearly two thirds of managers (64%) believe ending zero hours contracts would have a positive impact on their business.  

    Ending unscrupulous employment practices is a priority for this government and none more so than shutting down the loopholes that allow bullying fire and rehire and fire and replace to continue. The government is closing these loopholes and putting in place measures to give greater protections against unfair dismissal from day one, ensuring that the feeling of security at work is no longer a luxury for the privileged few. 

    This bill turns the page on the previously ineffective, costly and conflicting approach to dealing with industrial relations that has brought so much disruption to businesses and livelihoods. lt repeals the anti-union legislation put in place by the previous administration, including the Minimum Service Levels (Strikes) Act legislation that failed to prevent a single day of industrial action while in force. 

    Employment Rights Minister Justin Madders said:

    We know that most employers proudly treat their staff well. However, for decades as the world of work has changed, employment rights have failed to keep pace, with an increase in one-sided flexibility slowing the potential for growth in the economy.

    The steps we’re taking today will finally right these wrongs, working in partnership with business and unions to kickstart economic growth that will benefit them, their workers and local communities.  

    From tackling fire and rehire to ending exploitative zero hours contracts, we are delivering a modern economy that drives up living standards for families across the UK.

    Supporting working families

    Too many people find that the current system isn’t compatible with the realities of everyday life, whether that’s raising children or supporting a loved one with a health condition. The government wants to make sure that everyone can get on in work and not be held back because work isn’t compatible with important family responsibilities. 

    That is why the government will:

    • Change the law to make flexible working the default for all, unless the employer can prove it’s unreasonable.   
    • Set a clear standard for employers by establishing a new right to bereavement leave, with the entitlement sculpted with the needs of employees and the concerns of employers at the forefront.  
    • Deliver stronger protections for pregnant women and new mothers returning to work including protection from dismissal whilst pregnant, on maternity leave and within six months of returning to work.   
    • Tackle low pay by accounting for cost of living when setting the Minimum Wage and remove discriminatory age bands.  
    • Establish a new Fair Work Agency that will bring together different government enforcement bodies, enforce holiday pay for the first time and strengthen statutory sick pay. It will create a stronger, recognisable single organisation that people know where to go for help – with better support for employers who want to comply with the law and tough action on the minority who deliberately flout it.   

    Beyond the bill

    The Make Work Pay Plan doesn’t stop with this bill. Continuing to reform employment rights in line with changes to the economy and labour market is critical to maintaining growth, prosperity and opportunity. As an outlook to the future, the government has also today published a Next Steps document that outlines reforms it will look to implement in the future.  

    Subject to consultations, this includes:

    • A Right to Switch Off, preventing employees from being contacted out of hours, except in exceptional circumstances, to allow them the rest and get the recuperation they need to give 100% during their shift. 
    • A strong commitment to end pay discrimination by expanding the Equality (Race and Disparity) Bill to make it mandatory for large employers to report their ethnicity and disability pay gap.  
    • A move towards a single status of worker and transition towards a simpler two-part framework for employment status.  
    • Reviews into the parental leave and carers leave systems to ensure they are delivering for employers, workers and their loved ones.

  • MIL-OSI United Kingdom: Construction starts on new healthcare facility for British Army at Leuchars Station

    A ceremony in Fife marked the start of construction for a new medical and dental centre at Leuchars Station.

    A ceremony has been held to mark the start of construction for a new medical and dental centre at Leuchars Station in Fife.

    The construction contract, worth nearly £22 million, was awarded by the Defence Infrastructure Organisation (DIO) to Graham last year. 

    The new building will replace the aging current medical and dental centre, which was built in 1936. Once the replacement facility is complete, medical personnel and patients will transition over to the new medical and dental centre and Graham will demolish the old building.

    Once complete, the new facility will be of sufficient size to cater for the increasing number of personnel forecast to be based at the station in the coming years, as it is to become the Army’s hub in Scotland. Around 3,700 personnel at the British Army establishment and their dependents will benefit from the new building, which will house physical rehabilitation and mental health facilities as well as GP and dental services.

    The building has been carefully designed to be as sustainable as possible, including through thermal efficiency, solar panels, air source heat pumps and provision of four electric vehicle charging stations. Building materials have been selected not only on the basis of suitability but also to reduce carbon impact on the environment. It is hoped that the building can be an example of sustainability in construction of future MOD medical and dental centres.

    Shaun Purdy, DIO’s Project Manager, said: 

    While the current medical and dental centre has hosted great medical care, it is important that we continually strive to improve and modernise. This new, larger facility will ensure that personnel and their families continue to receive the best possible care in the future in a modern clinical practice.

    Working closely with Defence Medical Services, UK Strategic Command and partners it was agreed that a brand-new building is by far the best solution and will provide the sort of high-quality medical and dental care our personnel deserve. 

    It will provide a modern building suited not only for patients, but also for our dedicated professional medical staff.

    Major TB Gray, Station Quartermaster, said: 

    It has been 10 years since the Army took ownership of Leuchars Station from the RAF and the troops returned from Germany to make Fife their permanent home. The new healthcare facility is one of many ongoing and planned multi-million-pound projects which will see Leuchars transform from an ageing RAF site into the largest Army Garrison in Scotland. 

    Our medical provision required a full new build, which when finished will support the Leuchars service community and dependents alike. This shows that the MOD is serious in the development of Leuchars into a modern Garrison with state-of-the-art facilities to support its operational capability.

    Surgeon Commodore Andy Nelstrop, Cdr Defence Primary Healthcare, said: 

    Delivering expert healthcare to our Armed Forces and ensuring that they are able to see a medical professional quickly is a priority for all those who work within Defence Primary Healthcare. 

    It is fundamental that all our medical personnel and patients can work and be treated in a modern environment and have access to the latest equipment and resources, which is why the construction of this new centre is so important. 

    It is just one part of our ongoing programme to ensure everyone in our military receives the primary healthcare they deserve, and I am delighted that all those based at Leuchars will soon be able to benefit from this fantastic facility.
