  • MIL-OSI Russia: We invite you to the advanced track of the Acceleration program “Healthy Life Technologies 2.0”

    The State University of Management and LAB Business Studio LLC are opening enrollment for the advanced track of the Healthy Life Technologies 2.0 Acceleration Program.

    Both students and graduates of Russian universities who completed their bachelor’s, specialist’s, master’s or postgraduate studies no earlier than 2022 are invited to participate.

    The advanced track program will have 3 key areas:

    Business model, competencies and pitch Market, data and analytics Thinking and readiness for responsibility

    Over the course of 6 weeks, participants will be able to check the completeness of the team and distribute areas of responsibility, focus the product on market needs, confirm the presence of a large market for the product, choose a suitable investment strategy, prepare a professional pitch deck and data room.

    Participation in the program is free. The number of places is limited.

    The accelerator will be held online, the in-person final will take place at the Boiling Point of the State University of Management on December 7, 2014.

    Applications are accepted until October 9 via the link. The decision on the team composition will be made on October 14, and the accelerator is scheduled to start on October 21, 2024.

  • MIL-OSI Russia: HSE to Expand Cooperation with Agency for Strategic Initiatives to Develop Advanced Solutions

    The Higher School of Economics hosted the Day of Acquaintance between the University and the Agency for Strategic Initiatives (ASI). The parties presented their research and analytical projects and outlined areas for joint work. The task of scientists and experts is to increase efficiency and accelerate the implementation of breakthrough scientific developments in a wide range of areas – from economic forecasts to neuroprosthetics.

    First Vice-Rector, Director Institute for Statistical Studies and Economics of Knowledge (ISSEK) of the National Research University Higher School of Economics Leonid Gokhberg, opening the meeting, noted that the focus of the cooperation between the university and ASI is neurotechnology, development of regions and cities, artificial intelligence, digital transformation, etc. The university has strong teams of scientists in many disciplines, modern databases on various aspects of the country’s socio-economic development have been formed, Leonid Gokhberg emphasized. HSE teachers and research staff annually publish more than 3 thousand articles in leading world journals, including 40% of all Russian reports on artificial intelligence at international A* conferences, and also carry out more than 600 research projects.

    HSE is one of the most important partner universities for the Agency for Strategic Initiatives, which has the potential to develop breakthrough solutions, which is extremely important for ASI, said Georgy Belozerov, Deputy Director General of ASI. “We are not a financial institution, we do not allocate money, but we help overcome administrative barriers that can hinder the emergence and implementation of new initiatives,” he said. Georgy Belozerov believes that an important task of ASI is to identify and scale up successful regional practices and transfer advanced experience to other territories.

    During the meeting, representatives of ASI and HSE presented promising projects. Thus, Director of the Center for Creative Economy Development of the Agency for Strategic Initiatives Ekaterina Cherkes-zade believes that the creative economy can become one of the key drivers of the country’s development. “We are striving to build a new block of the economy so that artists in Russia are not hungry, so that creative industries influence the social sphere and related industries,” she said. Among the possible joint areas of work, Ekaterina Cherkes-zade highlighted strategies and forecasts for the development of creative industries until 2030 and 2036 and the creation of regulations aimed at stimulating the creative economy.

    Director of the ASI National Ratings Center Mikhail Utkin noted: “The main objective of our ratings is not to rank, but to offer the best solutions.” Currently, the center, in cooperation with the HSE, is improving methods in accordance with new challenges, including refining indicators and algorithms for their calculation. A promising task for joint efforts is the creation of an evidence-based information base.

    HSE representatives spoke about fundamental and applied projects. Director of the HSE ISSEK Center for Strategic Forecasting Mikhail Goland reported on the preparation of the report “Scenarios for the Development of the Russian Economy in the Context of Geopolitical Turbulence” dedicated to the analysis of possible scenarios for the development of key areas of the economy and social sphere for the period up to 2030-2036. The report is updated annually, it is registered as know-how, and access to it is provided under a license. A number of large state and private companies have already acquired the corresponding licenses. Along with the report, HSE specialists regularly prepare accompanying materials, including reviews of Russian and foreign forecasts, unique databases, specialized consensus forecasts based on a survey of more than 500 leading Russian experts, and quarterly reviews of the Russian economy and social sphere in 14 key areas. Access to all of this analytics is provided to businesses on a commercial basis.

    HSE Director for Regional Cooperation Natalia Ryazantseva recalled that HSE projects are being implemented in 62 regions of Russia. The university has implemented 250 urban and regional development projects, created integrated systems for monitoring and forecasting key indicators of the socio-economic development of regions and cities. They objectively reflect the development of entrepreneurship and human potential, demographic processes and the situation on the labor market. Particular attention was paid to projects for the integrated development of territories. Striking examples of the university’s developments were the renovation projects of Norilsk and the expansion of its green and park areas, as well as the creation of a health quarter on the basis of the National Center of Medicine in Yakutsk.

    Deputy Director of the HSE ISSEK Pavel Rudnik added: “Machine learning and big data analysis methods play an increasing role in our research on regional development. Thus, to assess a wide range of socio-economic development indicators in an automated mode, we actively use the ISSEK system for intelligent analysis of large volumes of dataiFORA“.

    Director Center “Russian Cluster Observatory” ISSEK HSE Evgeny Kutsenko reported that his team has been systematically studying innovations in regions and cities since 2012. Thus, in September of this year, the third issue was presented at the forum “Cloud Cities. Forum on the Future of BRICS Cities”Innovative attractiveness ranking of world cities — HSE Global Cities Innovation Index 2024, covering more than 1,000 agglomerations in 144 countries. By collecting data on 90 different indicators, it was possible to fully cover three areas: technological development, creative industries and the quality of the urban environment. Among the longest-running studies of the center, he also named the Rating of Innovative Development of Subjects of the Russian Federation, the 9th issue of which was published in August of this year. Among the landmark works, the Atlas of Economic Specialization of Russian Regions, the Rating of Creative Regions of Russia, reports on creative specializations of Russian cities, import dependence of Russian subjects and the potential for their cooperation with the EAEU countries in the industrial sphere, as well as monitoring of entrepreneurial activity were noted.

    Deputy Director Institute “Development Center” HSE University Sergey Smirnov reported that the institute is completing the development of a database of regional forecast indicators up to 2030, comparable with the overall forecast for Russia. The nowcasting method is used for current forecasts, and longer-term forecasts are developed based on the production function.

    Director Geodata Center Faculty of Geography and Geoinformation Technologies, National Research University Higher School of Economics Tatyana Aniskina spoke about the rating of regions by the level of climate risks, which assesses the risks and probability of natural disasters. Another major area was the assessment and support of climate projects aimed at increasing carbon absorption through afforestation.

    Director of the National Research University Higher School of Economics scientific research and development Igor Sokolov spoke about neurocognitive research, including the development of clinical neurotechnologies for preserving cognitive functions. Currently, the HSE neurocluster has an international team of researchers and unique scientific equipment, including an automated system of non-invasive brain stimulation with the ability to synchronously record brain biocurrents and eye movement. A system of evidence of the influence of the urban environment on the physical and mental health of residents is being developed, which will make it possible to develop indices of the psychological well-being of the city. HSE scientists have created a neuroorthosis based on the principles of neurofeedback to restore motor functions of the upper limb in children with congenital or traumatic motor disorders, allowing for faster return of arm and hand functions. These developments can be extended to adults. According to Igor Sokolov, it is necessary to develop proposals in cooperation with the ASI to change the legal regulation of experimental medicine, which, on the one hand, will make it possible to expand the clinical base for the development of technologies, and on the other, will allow people in need of the latest treatment methods to receive modern medical care. “Everything is done in accordance with the HSE motto ‘Not for school, but for life’,” he is confident.

    At the end of the meeting, Georgy Belozerov emphasized that many of HSE’s developments could become the basis for creating specific solutions, and proposed supplementing the cooperation plans and intensifying coordination in areas where HSE and ASI are conducting projects on similar topics. “The list of areas of our activity is not limited to the topics discussed today; during the discussion, I sketched out several dozen ideas. We have great potential for cooperation, and together with the agency team, we will continue to develop initiatives in the format of bilateral cooperation,” Leonid Gokhberg concluded.

  • MIL-OSI Asia-Pac: CE, principal officials get flu jab

    Chief Executive John Lee today led Principal Officials to receive the seasonal influenza vaccination (SIV) and called on the public to get vaccinated early for better protection before the winter flu season.

    Mr Lee and some of the officials also received the COVID-19 booster jab at the same time.

    The Chief Executive said it is the best time to receive the SIV for effective protection in the coming year against the influenza strains predicted by the World Health Organization in preparation for the impending winter and summer influenza seasons.

    He noted that through the concerted efforts of various stakeholders in the community under the Government’s leadership, 1.87 million doses were administered under various government vaccination programmes in the 2023-24 season – a record high 20% increase from the 2022-23 season.

    “I hope the vaccination rate in this season can reach even greater heights so as to build a more robust protection barrier in society to safeguard citizens’ health.”

    Mr Lee added that high-risk priority groups should also receive an additional COVID-19 booster six months after the last dose or COVID-19 infection, whichever is later, to enhance protection and reduce the risks of serious complications and death.

    Secretary for Health Prof Lo Chung-mau, who had earlier received the SIV and COVID-19 vaccination, was also present to show his support.

    Prof Lo said: “Various SIV programmes commenced on September 26 to provide free or subsidised SIV for eligible people. I urge members of the public to act now and receive the SIV in October.”

    Special arrangements were made under the Seasonal Influenza Vaccination School Outreach Programme this year, wherein kindergartens and childcare centres can choose both injectable inactivated influenza vaccines and live attenuated influenza vaccines (LAIV) (ie nasal vaccines) for the same or different outreach vaccination activities.

    Additionally, a pilot scheme was rolled out in which LAIV will be provided for the first time to primary and secondary schools that had indicated earlier this year their preference for arranging LAIV for their students.

    To offer greater convenience for receiving the SIV this year, the Government specifically designated additional vaccination venues for citizens’ selection.

    Elsevier has published updated lists of the most cited scientists in the world over the past year and throughout my entire scientific career.

    Stanford University (USA) annually collects and analyzes information from the international scientometric database Scopus about the most authoritative scientists. When compiling the ratings, both qualitative and quantitative citation metrics are taken into account. The obtained information is posted on the Elsevier website.     The President of India, Smt. Droupadi Murmu graced a Global Summit on ‘Spirituality for Clean and Healthy Society’, being organised by Prajapita Brahma Kumaris Ishwariya Vishwa Vidyalaya at Mount Abu, Rajasthan, today (October 4, 2024).

    Speaking on the occasion, the President said that spirituality does not mean being religious or renouncing worldly activities. Spirituality means recognising the power within and bringing purity in conduct and thoughts. Purity in thoughts and actions is the way of bringing balance and peace in every sphere of life. It is also necessary for building a healthy and clean society.

    The President said physical, mental and spiritual cleanliness is the key to a healthy life. We should not focus only on external cleanliness but should also be mentally and spiritually clean. Holistic health is based on a clean mindset. Emotional and mental health depends on right thinking because thoughts only that take the form of words and behaviour. Before forming an opinion about others, we should look within ourselves. By putting ourselves in someone else’s situation, we will be able to form the right opinion.

    The President said that spirituality is not only a means of personal growth but also a way to bring about positive change in society. Only when we can recognize our inner purity will we be able to contribute to the establishment of a healthy and peaceful society. Spirituality empowers many issues related to society and the earth, such as sustainable development, environmental conservation, and social justice.

    The President said that materialism gives us momentary physical and mental satisfaction, which we consider as real happiness and get attached to it. This attachment becomes the reason for our dissatisfaction and sadness. On the other hand, spirituality allows us to know ourselves, to recognise our inner self.

    The President said that in today’s world, the importance of peace and unity has increased even more. Only when we are peaceful, we can feel sympathy and love for others. The teachings of yoga and spiritual institutions like Brahmakumaris make us experience inner peace. This peace can bring positive change not only within us but in the entire society.

    The shortage of critical medicines in the European market is a serious problem with implications for patient health and safety. Medicines used to treat chronic conditions, rare diseases and emergencies, such as oncological medicines and painkillers, are particularly hard to get hold of. This crisis was exacerbated by the COVID-19 pandemic, which revealed supply gaps and a dependency on global production chains. The repercussions of a shortfall in key medicines could be catastrophic, ranging from treatment delays to a rise in patient deaths. In December 2023, the Commission published a list of 200 medicines that are critical in the EU. In view of the above:

    • 1.After publishing the critical medicines list, what specific measures did the Commission take to combat the shortage of these medicines?
    • 2.Since December 2023, in the case of which medicines and which Member States has the Commission noted shortfalls, and what measures have been taken to overcome them?
    • 3.What action is it planning on taking in future to prevent any shortfalls in these medicines?

  • MIL-OSI Russia: From September 30 to October 4, 2024, a series of popular science events for mathematics teachers of basic schools of the Russian Academy of Sciences took place in Novosibirsk

    Over the course of a week, unique popular science events for mathematics teachers of the RAS basic schools (hereinafter referred to as the School) were held in Novosibirsk at the S.L. Sobolev Institute of Mathematics of the Siberian Branch of the Russian Academy of Sciences and Novosibirsk State University. The project was launched in 2022 and is aimed at popularizing science, discussing significant discoveries, exchanging experiences among specialists, developing a scientific worldview among young people and adolescents, increasing the prestige of science, and expanding the scientific horizons of schoolchildren.

    This year, 29 teachers from 14 regions of Russia took part in the School: Arkhangelsk, Voronezh, Irkutsk, Kemerovo, Moscow, Novosibirsk, Omsk, Rostov, Sverdlovsk, Chelyabinsk regions, as well as from Krasnoyarsk, Perm, Primorsky Krai and the Udmurt Republic.

    Summing up the results of the school, Deputy Governor of the Novosibirsk Region Irina Manuilova noted:

    — Such schools that unite professionals from different regions are extremely useful, so I would like to see as many of them as possible in different parts of Russia. Their goals are in line with the strategy of the Decade of Science and Technology in the Russian Federation, announced by the President of the Russian Federation, as well as the new national projects “Youth and Children” and “Personnel”. I would like to note that recently our region hosted a satellite event of the Technoprom forum, the Big Mathematical Workshop, where student and school teams are involved in solving specific mathematical problems. It is very important that the policy of forming specialized classes and taking a serious attitude towards mathematical education is gaining momentum today. People who come to such training programs are people, thinking people, who are passionate about the cause. Therefore, your thoughts and your experience are extremely important in order to make the right decisions at the level of the Government of the country. I am sure that you have received a good professional background and will continue to work with each other and cooperate. I think that mathematics will take the place it rightfully deserves in school education.

    Dean Faculty of Mechanics and Mathematics, NSU Igor Marchuk spoke in more detail about the training of mathematicians at the university and noted that NSU offers the main profiles of mathematical education.

    — The faculty has created a whole space for applicants, they can choose any of the profiles — someone wants to be a researcher, someone wants to do engineering, and someone — programming. At the same time, there is a principle of openness, when, having passed certain exams, a student can transfer to another profile during their studies.

    On the basis of the S.L. Sobolev Institute of Mathematics of the Siberian Branch of the Russian Academy of Sciences and NSU, a Mathematical center in Akademgorodok, which supports many events, including events with schoolchildren. For example, this is the winter school of the young mathematician “Lobachevsky”, the Workshop of Creative Mathematics. Also, active cooperation with the educational center “Sirius” is now beginning.

    The School program included practical classes and master classes, where issues of organizing research activities for schoolchildren, solving Olympiad problems in mathematics, and conducting in-class and extracurricular activities for students were discussed. This year, in addition to the traditional participant, Gymnasium No. 6 “Gornostay”, one of the Basic Schools of the Russian Academy of Sciences, the School was also joined by SUNC NSUTherefore, the sessions were held in both educational centers.

    The participants of the School visited the leading institutes of the country and educational institutions located in the Novosibirsk Akademgorodok: Sobolev Institute of Mathematics SB RAS, Budker Institute of Nuclear Physics SB RAS, Lavrentyev Institute of Hydrodynamics SB RAS, Sobolev Institute of Geology and Mineralogy SB RAS, SUNC NSU, Educational Center – Gymnasium No. 6 “Gornostay”.

    Popular science lectures were given by leading scientists, including Pavel Vladimirovich Logachev, Doctor of Physical and Mathematical Sciences, Academician of the Russian Academy of Sciences, Director of the G.I.   • MIL-OSI Asia-Pac: 13 private properties receive Gold Awards for best landscape design and maintenance (with photos)

         Winners of the Best Landscape Award for Private Property Development 2024, organised by the Leisure and Cultural Services Department (LCSD), were announced at a prize presentation ceremony today (October 4). Thirteen private properties with outstanding landscape design and quality horticultural maintenance received Gold Awards. Thirty Merit Awards and 12 Environmental Efficiency Awards were also given out at the ceremony to commend organisations for their efforts in greening and enhancing public awareness of green issues.
     
         Addressing the ceremony, the Director of Leisure and Cultural Services, Mr Vincent Liu, said the Best Landscape Award, held once every two years, is one of the LCSD’s major activities to promote greening. The award aims to honour private property developments that excel in landscape design and horticultural maintenance.
     
         Mr Liu added that to offer members of the public more green space, last year the LCSD planted over 500 flowering trees in Sha Tin Park and along Shing Mun River and Yuen Long Nullah. Over the next five years, 2 500 additional trees will be planted in leisure venues and along roads across all the 18 districts to create more flower-viewing hotspots. Also, the LCSD has started to systematically replace senescent Acacia confusa with other flowering trees, in compliance with the Development Bureau’s guidelines. This serves the dual aim of reducing the risk of tree collapses and satisfying public interest in flower appreciation. Replacement work has started in Victoria Peak Garden, Sai Kung and Kwun Tong; by the end of the year, around 400 trees are expected to be planted.

         Apart from planting trees and shrubs, the LCSD has been organising a wide range of community engagement and public education activities. The Best Landscape Award is a notable example. The response to this year’s competition was fervent, with close to 200 nominated entries received. Each entry had its own characteristics, demonstrating the immense efforts made by the participating organisations in greening.
     
         In terms of landscape design, the winning projects integrated distinctive landscape features, large trees, seasonal flowers and plants to create a natural and soothing haven. Rooftop gardening and vertical greening concepts were also employed to enhance greenery coverage.
     
         As for horticultural maintenance, some winning projects highlighted plant care and adopted a variety of environmentally friendly measures to promote environmental awareness and green living. These served to reduce the effects of urban heat island and also offer comfortable greening spaces to residents.
     
         The prize presentation ceremony was held at the Hong Kong Convention and Exhibition Centre today. Other officiating guests included representatives from the co-organisers. They were the President of the Hong Kong Institute of Architects, Mr Benny Chan; the President of the Hong Kong Institute of Landscape Architects, Mr Paul Chan; the Chairman of the Professional Green Building Council, Mr Kenneth Yun; the President of the Hong Kong Association of Property Management Companies, Dr Edmond Cheng; Vice President of the Institute of Horticulture (Hong Kong) Mr Kingsley Choi; and the Chairman of the Planning and Development Division of the Hong Kong Institute of Surveyors, Mr Victor Ng.
     
         The competition presented awards in five categories. The Gold Award winners are as follows:

    DOH REPORT FINDS EARLIER DEATH ASSOCIATED WITH HEPATITIS C

    HONOLULU – As part of Liver Cancer Awareness Month in October, the Hawai‘i Department of Health (DOH) has released a report that found hepatitis C was associated with death at an earlier age in Hawaiʻi. “Premature Deaths and Disparities Associated with Hepatitis C: The Hawaiʻi Hepatitis C Mortality Report,” analyzed mortality data from 2000 to 2021 to understand the burden of hepatitis C infections on local communities. The findings will guide efforts to improve liver health and reduce preventable deaths.

    This novel report was the first comprehensive analysis of hepatitis C death data for Hawaiʻi. The most important findings from the report include:

    • People with hepatitis C die at a younger age than the general population. Most (88 percent) Hawaiʻi residents with hepatitis C-related deaths did not reach age 75, which was lower than the U.S. life expectancy in 2021.
    • Many deaths occur before retirement age. Among Hawaiʻi residents with hepatitis C-associated deaths, more than 40 percent died before the average retirement age of 65 years (as compared to 23 percent for all causes of death).
    • Progress is being made. Hepatitis C death rates were lower than the national average  from 2017 to 2020, with 2.63 deaths per 100,000 in Hawaiʻi compared to 3.45 per 100,000 in the U.S. in 2020. However, disparities in death rates were observed for male and white residents in Hawaiʻi.

    To stem the tide of preventable deaths, the report makes recommendations on how to eliminate hepatitis C in Hawaiʻi, including universal reflex testing and increased access to curative medication. The report also prioritizes population-based data collection and analysis to share more information with community partners.

    “Deaths due to hepatitis C are completely preventable,” said State Health Director Dr. Kenneth Fink. “Although Hawaiʻi has made progress in reducing these deaths, people are still dying unnecessarily from a curable infection. DOH is committed to working with our local coalition, Hep Free Hawaiʻi, and other partners to eliminate this deadly disease.”

    The development of this report was the result of a multi-sector collaboration between DOH and external partners, including Hep Free Hawaiʻi and the Centers for Disease Control and Prevention (CDC).     HONOLULU — The Hawai‘i Department of Health (DOH) Food Safety Branch has approved the reopening of Crackin’ Kitchen after a follow-up inspection found that it had resolved the water backup issue in their kitchen.

    Crackin’ Kitchen, located at 2330 Kalākaua Ave. Unit 318, received a red placard on Oct. 1 and was immediately closed. A follow-up inspection conducted on Oct. 2 found that the water backup issue was resolved, and the floor had been sanitized.

    The food establishment was advised to continue to monitor and maintain the proper drainage.

    The DOH Food Safety Branch protects and promotes the health of Hawai‘i residents and visitors through education of food industry workers and regulation of food establishments statewide. The branch conducts routine health inspections of food establishments where food products are prepared, manufactured, distributed or sold.

    The branch also investigates the sources of foodborne illnesses and potential adulteration; and is charged with mitigating the effects of these incidents to prevent any future occurrences. The DOH food safety specialists strive to work with business owners, food service workers and the food industry to ensure safe food preparation practices and sanitary conditions.

    DOH encourages parents and caregivers to create a safe sleeping

    environment for babies

    HONOLULU — Governor Josh Green, M.D., issued a proclamation declaring October Infant Safe Sleep Month to coincide with the national observance of Sudden Infant Death Syndrome (SIDS) Awareness Month, which is marked to increase the public’s awareness of the high rates of these preventable infant deaths. The Hawaiʻi Department of Health (DOH) Maternal and Child Health Branch (MCHB) leads Safe Sleep Hawaiʻi, a statewide coalition that works to prevent infant sleep-related deaths by promoting safe sleep practices.

    “According to the Centers for Disease Control and Prevention, about 3,400 infants die each year in the U.S. from sleep-related deaths,” said Annie Bell, MCHB supervisor. “Through Safe Sleep Hawaiʻi, we provide information, resources and referrals to help parents and caregivers create a safe sleeping environment for their babies, which includes following safe sleep recommendations.”

    The American Academy of Pediatrics (AAP) provides the following recommendations to help parents and caregivers reduce the risk of sleep-related infant deaths:

    • Always place your baby on its back for naptime and bedtime, or whenever it sleeps.
    • Never put any soft objects such as pillows, blankets, toys or crib bumpers where your baby is sleeping.
    • Infants should sleep in your room and close to your bed but on a separate surface designed for infants, ideally for at least the first six months.
    • Use a firm, flat, non-inclined sleep surface to reduce the risk of suffocation or wedging/entrapment. It’s dangerous for babies to sleep on a couch, armchair or nursing pillow.
    • It’s OK to swaddle a baby, but stop swaddling as soon as they start learning to roll.
    • Breastfeed and/or feed human milk to both term and preterm infants for at least the first six months if possible.
    • Offer your baby a pacifier at naptime and bedtime to reduce the risk of SIDS.
    • Never smoke or use substances around your baby or let anyone smoke or use substances around your baby. Smoking and using substances such as alcohol, marijuana, opioids or other illicit drugs should be avoided during pregnancy and after birth.

    The Safe Sleep Hawai‘i webpage includes referral links to community organizations partnering with the DOH. The Parent Line offers resources and information related to parenting, including free online safe sleep workshops, and will host a Community Baby Shower this Saturday, Oct. 5, from 11 a.m. to 2 p.m. at the Child & Family Service ‘Ewa Community Center (91-1841 Fort Weaver Rd.). Expectant and new parents with babies up to six months are invited to this free event for food, giveaways, resources and fun. Call The Parent Line at 808-526-1222 to register.

    Another safe sleep partner is the Healthy Mothers Healthy Babies Coalition of Hawaiʻi, which provides social services and clinical support for birthing families in Hawaiʻi. The coalition also runs the Hawaiʻi Cribs for Kids program that provides safe sleep education, support and cribs for income-eligible families.

    HONOLULU — The Hawaiʻi State Department of Health (DOH) Food and Drug Branch (FDB) is alerting residents to a recall issued by Lystn, LLC for certain lots of raw dog food products because of potential Salmonella and Listeria monocytogenes contamination. These products were sold directly to consumers online and through local boutique pet stores. The FDB is following up with local pet stores to ensure that the recalled products are no longer available for sale.

    Salmonella and Listeria monocytogenes can affect animals eating the products and there is risk to humans handling contaminated pet products, especially if they have not thoroughly washed their hands after contact with the products or any surfaces exposed to these products.

    Pets do not always display symptoms when infected with Salmonella, but signs can include vomiting, diarrhea (which may be bloody), fever, loss of appetite and/or decreased activity level. If your pet has these symptoms, consult a veterinarian promptly. You should also be aware that infected pets can shed the bacteria in their feces without showing signs of being sick.

    Listeria monocytogenes can cause listeriosis, a serious and sometimes fatal infection in pets that eat Listeria-contaminated food. Listeriosis illnesses in pets are rare, and infected pets may display symptoms including mild to severe diarrhea, anorexia, fever, nervousness, muscular and respiratory issues, miscarriage, depression, shock and death. Pets exposed to contaminated food can also be asymptomatic. Infected pets, even those without symptoms, can transfer Listeria monocytogenes through their feces and saliva into the home environment and to people and other pets in the household. If your pet has eaten the recalled product(s) identified as below, please contact your veterinarian immediately.

    People can become infected with Salmonella and/or Listeria monocytogenes illness by handling the contaminated products, having contact with pets that have eaten the contaminated products, and/or having contact with surfaces that have touched the contaminated food, such as bowls, utensils or countertops. Risk of illness increases if people do not thoroughly wash their hands after handling the food or having contact with their pet, or by not thoroughly cleaning contaminated surfaces. Risk of illness also increases for those who are very young, very old, or have weak immune systems.

    People infected with Salmonella can develop diarrhea, fever and abdominal cramps. Most people recover without treatment, but in some people, the diarrhea may be severe enough to require hospitalization. In these patients, the Salmonella infection may spread from the intestines to the blood stream and then to other body sites unless the person is treated promptly. Consult your health care provider if you have symptoms of Salmonella infection.

    Listeria monocytogenes can also cause listeriosis in people, a disease that can cause miscarriages and stillbirths. Healthy individuals may suffer symptoms such as fever, severe headache, muscle aches, stiffness, nausea, abdominal pain and or diarrhea. Although people can develop listeriosis up to two months after exposure, symptoms will usually start within several days from exposure, often with diarrhea. Listeriosis may be treated with antibiotics. Contact your health care provider immediately if you are exhibiting symptoms after having been exposed to any of the recalled products.

    To date, there have been no reports of illness or adverse events attributed to the recalled products. The FDB advises consumers to check for the products listed below by “best used-by date” (BUBD) and do not feed the recalled product to pets or any other animals. Use gloves — do not touch the food product with bare hands — and seal the contaminated food in a plastic trash bag and dispose to make it inaccessible to children, pets and wildlife. Areas that may have touched the contaminated product should be sanitized.

    Nine Inmates Earn Certificates, Degree Graduation Ceremony Honors First Inmate to Earn AA While in Custody

    HONOLULU — The Women’s Community Correctional Center (WCCC) in partnership with Windward Community College (WCC) hosted a graduation ceremony Wednesday, Oct. 2, 2024, for nine women who earned a Certificate of Competence in WCC’s Mental Health Technician Program.

    One of the nine women also earned her Associate of Arts degree in Liberal Arts, the first woman at the correctional facility to receive an AA degree while in custody.

    Honored guests attending the ceremony in the WCCC Maunawili Cottage courtyard included: Department of Corrections and Rehabilitation (DCR) Director Tommy Johnson; Dr. Michael K. Champion, senior advisor for Mental Health and the Justice System, Office of the Governor; State Rep. Lisa Marten (D – Waimānalo, Keolu Hills, Lanikai, portion of Kailua) State Rep. Linda Ichiyama, member of the House Committee on Corrections, Military and Veterans; Honolulu Councilmember Esther Kia‘aina who represents District 3 (Windward O‘ahu); and WCC Chancellor Ardis Eschenberg.

    During the event, Director Johnson addressed the graduates and said, “We all make mistakes in life but the content of our character is better defined by what we do after that. To move forward, to put those things behind us. To show people we’re not that person that they think we are, that we can change.”

    “We’re so proud of you. No matter what, never give up,” he added. 

    “This should be the beginning of your educational journey, not the end, and likewise, your achievements represent the start of opening doors to new and exciting paths forward to change the trajectory of your lives and those of your loved ones that supported you through your period of incarceration and positive changes forward,” Director Johnson said.

    Inmates’ Sarah Liaszenik,Tamila Alcoran, Mickie Kolo, Necia Hao, Ashley Nihipali, Juanita Grammer, Randikeli Banagan, Charisse Lawelawe and Ewalani Cluney earned a Certificate of Competence in the Mental Health Technician Program. Seven of the nine inmates attended Wednesday’s graduation ceremony.

    Individuals in the program earned nine college credits that encompass two required courses: Survey of Psychology and Conflict Resolution and Mediation and one elective psychology course. 

    In addition to earning a Certificate of Competence in the Mental Health Technician Program, Kolo, 52, received her Associate of Arts degree in Liberal Arts, the first woman to receive her AA degree awhile in custody at WCCC.

    “It was hard work and a long journey for me. It took a lot of discipline and a lot of focus and a lot of perseverance,” Kolo said after the ceremony. Earning an AA degree and certificate helped Kolo gain a positive outlook where she aims to continue her education and work as a case manager when she reenters the community.

    The nine graduates are participants of the WCC Pu‘uhonua Program which provides incarcerated individuals the opportunity to earn college credits through coursework and classes taught by WCC staff.

    WCCC Warden Ione “Noni” Guillonta said, “I’m very proud of them, all nine of them.” The AA and Mental Health Technician programs, Guillonta added, are examples of the efforts by WCC, WCCC and DCR’s Corrections Program Services – Education Services’ staff to better prepare inmates to transition back into the community when released from custody.

    WCC Chancellor Ardis Eschenberg said she is thankful for the partnership with DCR to help change the lives of female inmates. At the ceremony, Eschenberg addressed graduates: “Your palapala (degree) is your gateway to your next dream. It is a testament to your knowledge, your skills, your abilities and hard work. I wish each of you big dreams.”

    On the Day of Secondary Vocational Education, Russian President Vladimir Putin, Moscow Mayor Sergei Sobyanin and Russian Minister of Education Sergei Kravtsov opened the Rudnevo practical training site for Moscow colleges.

    “We have started building a large area related to education. This is secondary vocational education. This building where we are is an intercollegiate center for training specialists on high-tech equipment. Next, a laboratory complex is being built. Next, a building for the Stankin University is being built, where there will be a student training center, their laboratories and production areas. Next, a building for the production of Rostec machine tools will be built. So this is a large machine-building complex that will be a center of competence for our country,” the Moscow Mayor said.

    The Rudnevo site is the first innovative educational space for practical training of qualified personnel taking into account the needs of the Moscow economy, which is the largest production and scientific-engineering center of Russia. More than 4.5 thousand enterprises operate here and over 750 thousand people work.

    Educational platform “Rudnevo”

    The college training platform was created taking into account the new concept of secondary vocational education (SVE) development. The capital’s industrial enterprises took part in the development of the project. Advanced training programs, workshops equipped with the most modern equipment, close cooperation with future employers ensure high quality training of sought-after specialists.

    The educational platform is located in the industrial park “Rudnevo”, which is part of the special economic zone “Technopolis Moscow”. College students will study on the same territory with industrial partners – future employers.

    “The site’s capacity allows for training more than three thousand people per year. Practical classes are conducted by the most competent and experienced master teachers and employees of partner employers. Students from 15 Moscow colleges will be the first to undergo practical training here. A Center for Professional Competencies has also been created on the site.     The building with a total area of 9.1 thousand square meters houses a high-tech complex, which includes 21 workshops and laboratories. It is as close as possible to the conditions of real production. Here, students will be able to practice professional skills in production conditions in such areas and specialties as:

    — mechanical engineering (assembly mechanic, turner, milling machine operator, operator of CNC machines, general machine operator, welder (manual and partially mechanized welding – surfacing), adjuster of machines and equipment in mechanical processing, specialist in the quality control department);

    — electronics (installer of electronic equipment and devices, assembler of electronic equipment and devices, adjuster of electronic equipment and devices, SMD line operator);

    — automation of production (specialist in servicing mechatronic and robotic systems, fitter of control and measuring instruments and automation, specialist in additive technologies);

    — aviation industry, including unmanned aircraft systems (UAS) (aircraft electrical equipment fitter, aircraft equipment assembler, aircraft composite parts assembler, unmanned aircraft system operator up to 30 kilograms).

    Thanks to cooperation with residents of the Rudnevo Industrial Park, all conditions for training have been created on the site. Workshops and laboratories are equipped with equipment that is installed in production facilities, and the training programs take into account the needs of future employers.

    The training and production complex of the site includes three blocks.

    The industrial block consists of a section where CNC machines are installed, laboratories for metrology, standardization and certification, precision digital measurements, mechanical engineering design, as well as testing grounds for turning, milling machines, and metalworking and welding work.

    The UAS production site includes areas for programming, installation of aviation and electronic equipment, final assembly of UAS, modeling and manufacturing of molds, composite materials, unit and modular assembly, as well as laboratories for aerodynamics, aeromechanics and UAS data analysis.

    The multi-profile unit consists of metalworking and electrical installation workshops, laboratories for technical systems control, materials science and composite materials, pneumatic and hydraulic systems.

    The uniqueness of the workshops is that they allow for a full-fledged production process to be organized. At the UAS site, students will be able to manufacture drone bodies, solder electronic boards, program, assemble, pilot, and decipher flight data, and in the mechanical engineering zone, they will be able to do metalwork and evaluate the quality of finished products.

    Large industrial enterprises take part in the practical training of students. Among them are the Moscow machine-building plants Avangard and Skorost, the production complex Salut, the National Helicopter Manufacturing Center named after M.L. Mil and N.I. Kamov, the Moscow Design and Production Complex Universal named after A.I. Privalov, the companies Gaskar Group, Kronstadt, Aeromax, Nyukon Energy, CARS, Vemina Aviaprestige, Monolith, Aeropribor-Voskhod.

    Preparing students at the educational site “Rudnevo”

    The capacity of the Rudnevo educational site allows it to train more than three thousand students per year.

    In the 2024/2025 academic year, practical training will be provided to students from 15 secondary specialized educational institutions. These include Polytechnic College No. 8 named after I.F. Pavlov, Polytechnic College named after N.N. Godovikov, Moscow State Educational Complex, College of Communications No. 54 named after P.M. Vostrukhin, College of Automation and Information Technology No. 20, Educational Complex “Yugo-Zapad”, Moscow Industrial College, College of Architecture, Design and Reengineering No. 26, College of Hospitality Industry and Management No. 23, Police College, Moscow College of Business Technologies, College of Modern Technologies named after M.F. Panov, College of Entrepreneurship No. 11, First Moscow Educational Complex and Technological College No. 24.

    Depending on the specialty, students will be able to complete a single professional module in one of the courses or work on site for the entire period of study. In addition, they will have the opportunity to find employment at a partner enterprise. In this case, you can complete your studies according to an individual schedule.

    Practical classes will be conducted by competent and experienced master teachers, as well as representatives of partner employers. In total, 42 masters of industrial training from Moscow colleges and 40 current employees of industrial enterprises of the capital will be able to teach at the site.

    A center of professional competencies has been created on the basis of the site. Here they will be engaged in updating educational programs taking into account the prospective development of science and production technologies, forecasting the emergence of new competencies based on the transformation of production and including them in training programs, as well as methodological support for industrial training masters and improving their pedagogical and professional skills. Cooperation with the country’s leading engineering universities, such as the Moscow State Technological University (MSTU) “Stankin” and the Moscow State Technical University named after N.E. Bauman, will help solve these problems.

    In addition, an entrance control of students’ readiness to master programs at the Rudnevo educational platform is provided. For this purpose, the center of professional competencies will interact with partner colleges, providing them with methodological and consulting support.

    Each student has an individual work place on the site. The logistics of the classrooms are well thought out: for example, there are areas for project and group work. Modern public spaces will make extracurricular time comfortable.

    In the coworking space, students can work on projects, discuss ideas, and analyze situations they have considered in class. The assembly hall is designed for conferences and business events.

    The college has a 147-seat canteen where students on a budget are provided with free hot meals. On the third floor there is a cafe whose products are produced and sold by students of Moscow food colleges.

    In addition to the practical training platform for colleges, the Moscow Government, together with MSTU Stankin, is implementing a project within the framework of which the first competence center for the machine tool industry in the country is being created in Rudnev.

    The 19.5 thousand square meter building will house a tool and equipment testing center, an expert analysis center, a design bureau, pilot production, a reverse engineering center, and a numerical control center.

    The center will be able to train and practice about a thousand students per year. The site also organizes pilot and small-scale production of specialized products.

    On the industrial policy of the city of Moscow

    Modern Moscow is the largest industrial and scientific-engineering center of Russia. There are more than 4.5 thousand industrial enterprises in the capital, employing more than 750 thousand people.

    Every year, 150 new technology companies open in Moscow and dozens of investment projects are implemented, providing the city with additional jobs. By 2030, the number of industrial production facilities will increase to 5.5 thousand, and their employees – to 850 thousand. The total area of industrial infrastructure will grow from 14 million square meters to 21 million.

    The manufacturing industry is the driving force behind Moscow’s economic development.

    “I will say about industry that in general it is actively developing. Over the past five years, I reported, the manufacturing industry has doubled,” said Sergei Sobyanin.

    By the end of 2024, private and public investment will amount to 310 billion rubles. According to forecasts, by 2030 they will grow by 620 billion rubles – to 930 billion rubles.

    One of the effective measures to support the city is the localization of industrial enterprises in the special economic zone “Technopolis Moscow”. This is the center for the development of the capital’s advanced high-tech industry, which includes six sites with a total area of more than 280 hectares. More than 1.5 million square meters of industrial and public-business areas have been built here. The plan is to increase this figure to 3.8 million square meters by 2030.

    Today, there are more than 220 enterprises operating in Technopolis Moscow, 112 of which have resident status and receive tax preferences. Residents are exempt from paying property, land and transport taxes for 10 years, and the income tax rate for them is only two percent instead of 20.

    During the operation of the special economic zone, companies invested about 330 billion rubles in the development of their high-tech production facilities and created 22 thousand jobs. The volume of investments from the Moscow budget amounted to almost 135 billion rubles.

    Innovative developments of enterprises can be applied in various fields – from microelectronics to medicine and space. Among them are optical multiplexers, portable ultrasound machines, mobile ventilator complexes, multifunctional amphibious robots designed for reconnaissance and liquidation of consequences of accidents at various flooded objects, nuclear power plants and mines.

    Another tool for developing Moscow industry is clustering. By 2030, more than 13 inter-industry clusters will operate in Moscow – this is over seven million square meters of production space and 100 thousand jobs.

    Thus, one of the largest pharmaceutical clusters in the country, which includes 13 companies, is successfully operating at the Alabushevo site of the Technopolis Moscow special economic zone. A photonics and microelectronics cluster has also opened there, with 61 companies participating. Total investments in this site amounted to 137.9 billion rubles, of which 7.9 billion rubles were invested by the Moscow Government. Total investments will grow to 353 billion rubles by 2030.

    Two years ago, the Moscow cluster of electric vehicle manufacturing began its work. It included 64 companies, most of which receive benefits from the city. In particular, they are exempt from paying property, land and transport taxes.

    One of the important projects is the construction of the first gigafactory in Russia for the production of batteries. The city has signed an offset contract for the supply of batteries for public electric transport. The total purchase amount will be 172 billion rubles over six years. The enterprise will produce 50 thousand batteries per year, which will cover about 40 percent of the needs of the Russian market. The opening of the production will create 900 new jobs. The total investment in the project is 52 billion rubles, of which 25 billion rubles were allocated by the Moscow Government, and 27 billion are private funds.

    On behalf of the President of the Russian Federation Vladimir Putin, a new industrial park was opened in Rudnevo in 2023. Federal Center for Unmanned Aircraft Systems.     In the capital it is being created shipyard for the production of electric ships. Its capacity will occupy 23 thousand square meters. Commissioning is scheduled for the first quarter of 2025. The enterprise will provide more than 500 new high-tech jobs. Investments from the Moscow Government amount to more than 4.6 billion rubles.

    In addition, two new large industrial clusters will appear in TiNAO – automobile manufacturing and eco-industrial. In total, almost 23 thousand highly qualified jobs will be created there.

    Sobyanin named innovative clusters that will be created in New Moscow

    A cluster of innovative technologies in the field of construction is being created on the basis of OOO “Innovative Technology Plant – Monarch”. Last year, the first stage was put into operation – this is an experimental plant with an area of 26.6 thousand square meters. The volume of investments amounted to 3.4 billion rubles. Today, 500 people work here.

    A glass cluster is also being built in TiNAO. 120 hectares will be allocated for it for facilities with a total area of 840 thousand square meters. 9.6 thousand jobs will appear here. Investments will exceed 105 billion rubles. The implementation of the project will allow to cover the need for special glass, including medical glass.

    The elevator construction industry is quite promising for investment. The departure of foreign companies from the domestic market opens up new opportunities for capital enterprises to occupy vacant niches. Thus, on the basis of the Karacharovsky Mechanical Plant, a cluster of elevator construction and vertical transport of Moscow is being formed, which will accelerate the development and localization of vertical transport production in Russia.

    The National Space Center is being built on the territory of the Khrunichev State Research and Production Space Center. This is a large-scale project implemented jointly with Roscosmos. According to preliminary estimates, about 27 thousand jobs will be created on the site.

    “Rudnevo” is an industrial park within the SEZ “Technopolis Moscow”, built in the east of the city in record time to accommodate critically important production. This is an example of a modern high-tech industrial park, where it is convenient to work, study, create production and educational clusters.

    Construction work in Rudnev began at the end of 2020. During the construction of production buildings, domestic materials were used (for a number of items, import substitution was 100%) and modern technologies, which made it possible to reduce construction time by 35-50 percent, and the cost of work by 10-15 percent.

    Currently, 21 production buildings with a total area of 377 thousand square meters have been erected, including a pilot production facility and a design bureau. Additional production buildings are in the active stage of construction, as well as a social infrastructure building, which will house laboratories, office space, a training center and other social facilities for company employees.

    In the future, 21 thousand highly qualified jobs will be created at the enterprises in Rudnev, primarily for residents of the rapidly developing Moscow districts of Kosino-Ukhtomsky, Vykhino-Zhulebino and Nekrasovka, as well as the urban district of Lyubertsy in the Moscow region.

    Thanks to the SEZ regime, companies – residents of Rudnev receive significant tax benefits. In particular, they are exempt from property, transport and land taxes. The income tax rate for them is only two percent. Residents have a free customs zone regime and land lease benefits.

    Today, Minister Randy Boissonnault, Curtis Eck, Vice President, Engineering, FortisAlberta, and Josipa Petrunic, President and CEO of the Canadian Urban Transit Research and Innovation Consortium (CUTRIC), announced a combined investment of $550,092 for the Alberta Municipal Constellation Project.

    The Alberta Municipal Constellation Project is a comprehensive study to guide the acquisition and deployment of zero-emission buses for nine transit agencies – Airdrie, Banff/Bow Valley, Fort Saskatchewan, Hinton, Leduc, Rocky View, Spruce Grove, Strathcona County and Whitecourt – in Alberta by assessing the economic, technical and environmental considerations associated with this transition. The study, led by CUTRIC and FortisAlberta, is being conducted in collaboration with local municipalities and the Ontario Society of Professional Engineers (OSPE). The project will guide local transit agencies in planning for the integration of zero-emission buses in the years ahead and provide a regional energy needs modelling study to ensure that needs can be met. Once the project is complete, the results will be shared with all participating communities, helping to spread the benefits of this important project.

    The Government of Canada is providing a contribution of $440,074 to this project through the Zero Emission Public Transit Fund (ZETF). FortisAlberta is contributing $110,018.

    The nine Alberta communities included in this study are: Airdrie, Banff/Bow Valley, Fort Saskatchewan, Hinton, Leduc, Rocky View, Spruce Grove, Strathcona County and Whitecourt. The study will help these communities plan their transition to zero-emission buses.

    The Government of Canada is investing billions of dollars to provide predictable federal funding for public transit. This funding will be available starting in 2026–27 to support solutions for reliable, fast, affordable and clean public transit. The CZETF complements Canada’s Strengthened Climate Plan: A Healthy Environment and a Healthy Economy. As part of this plan, the federal government is committing to providing permanent federal funding for public transit to ensure every community has clean and affordable transportation options.

    Under an agreement with CRITUC, the Government of Canada is investing $10 million over five years through the FTCZE to help transit bus operators conduct planning work and improve their readiness for a transition to zero-emission bus fleets.

    CRITUC’s mission is to support the commercialization of technologies through industry-led research, development, demonstration and integration projects that bring innovative design to Canada’s low-carbon smart mobility ecosystem.

    Former hospital chief executive officer (CEO) Jeffrey Madison, of Georgetown, Texas, has agreed to pay $5,343,630 to resolve allegations under the False Claims Act involving illegal payments to physicians for laboratory referrals in violation of the Anti-Kickback Statute. Madison also has agreed to cooperate with the Justice Department’s investigations of, and litigation against, other participants in the alleged schemes.

    “The Justice Department will continue to pursue individuals — including C-suite executives — who commit health care fraud,” said Principal Deputy Assistant Attorney General Brian M. Boynton, head of the Justice Department’s Civil Division. “Kickbacks to physicians from laboratories or other healthcare providers can undermine healthcare decision-making, subject patients to unnecessary medical services and waste taxpayer funds.”

    The Anti-Kickback Statute prohibits offering, paying, soliciting or receiving remuneration to induce referrals of items or services covered by Medicare, Medicaid and other federally funded health care programs. The Anti-Kickback Statute is intended to ensure that medical providers’ judgments are not compromised by improper financial incentives and are instead based on the best interests of their patients.

    The settlement announced today resolves allegations in a lawsuit alleging that Madison, the former CEO of Little River Healthcare (Little River), a critical access hospital in Rockdale, Texas, caused the submission of false claims for laboratory testing to Medicare, Medicaid and TRICARE from January 2015 to June 2018. Madison allegedly agreed to a kickback scheme in which Little River paid commissions to recruiters who used purported management service organizations (MSOs) to pay kickbacks to doctors to induce their laboratory testing referrals to Little River. The settlement resolves allegations that Madison knowingly signed, and caused others to sign, false certifications in Medicare cost reports regarding Little River’s compliance with the Anti-Kickback Statute, and thereby caused the submission of false claims to federal health care programs.

    In addition, the settlement resolves allegations in the same lawsuit that, after defendant Doyce Cartrett Jr., M.D., of Silsbee, Texas, informed Little River of his potential laboratory testing referral volume, Madison agreed to have Little River pay Cartrett $2,000 per month in kickbacks disguised as purported medical director fees from February 2015 to May 2017, to induce Cartrett to shift his laboratory testing referrals to Little River. Madison allegedly agreed for Little River to pay the monthly fees, even though Little River did not receive any genuine medical director services from Dr. Cartrett.

    Madison did not contest, and accepted responsibility for, the allegations against him in the United States’ amended complaint. Under the terms of the settlement agreement, Madison was excluded from participating in federal healthcare programs for 25 years. The lawsuit is captioned United States, et al. ex rel. STF LLC v. True Health Diagnostics LLC et al., No. 4:16-cv-547 (EDTX).

This settlement reinforces the commitment the DCIS shares with our law enforcement partners and the Justice Department to pursue all available remedies against those who conspire to commit fraud against our Military Health System.”

    The settlement was the result of a coordinated effort between the Civil Division’s Commercial Litigation Branch, Fraud Section, and the U.S. Attorney’s Office for the Eastern District of Texas, with assistance from HHS-OIG and DCIS. The United States has recovered over $52 million relating to conduct involving MSO kickbacks to health care providers, which includes recoveries from 46 physicians.

    Trial Attorneys Christopher Terranova and Gavin Thole of the Civil Division’s Commercial Litigation Branch, Fraud Section, and Assistant U.S. Attorneys James Gillingham and Betty Young for the Eastern District of Texas handled the case.

    The government’s pursuit of this matter illustrates the government’s emphasis on combating health care fraud. One of the most powerful tools in this effort is the False Claims Act.     The William F. Neuman Award, the oldest and most prestigious honor conferred by the ASBMR, recognizes Dr. Andrew Arnold for his outstanding and major scientific contributions in the area of bone and mineral research and for contributions to associates and trainees in teaching, research, and administration.

    Arnold accepted the Society’s highest honor during its late September ASBMR 2024 Annual Meeting in Toronto.

    Arnold is a pioneer in studying endocrine tumors and hyperparathyroidism. Arnold’s achievements include discovery of cyclin D1, the first known parathyroid oncogene and fundamental cell cycle regulator.

    The award is named for William F. Neuman, Ph.D., a world-renowned scientist in the field of mineral metabolism. Neuman’s seminal work on bone-seeking isotopes as part of the Manhattan Project was followed by major works in the chemistry of mineral and matrix, the function of bone cells, the metabolism of parathyroid hormone, and the concept of bone membrane.

    Arnold shared, “I would like to express my deepest gratitude to the ASBMR. Receiving the William F. Neuman Award is uniquely meaningful, coming from my academic home society and the organization most familiar with the contributions of our group.”

    Arnold currently serves UConn’s medical school as the Murray-Heilig Chair in Molecular Medicine, professor of Medicine and Genetics & Genome Sciences, and chief of the Division of Endocrinology & Metabolism. He is also director of the Center for Molecular Oncology, chief academic officer for the Carole and Ray Neag Comprehensive Cancer Center, and also directs the Office of Physician-Scientist Career Development.

    He attended Brown University and Harvard Medical School, trained in internal medicine at University of Chicago followed by fellowships in molecular oncology at NIH and endocrinology at Massachusetts General Hospital. On the faculty of Harvard Medical School and MGH he led the Laboratory of Endocrine Oncology, then moved to UConn School of Medicine.

    In addition to the William F. Neuman Award, Arnold’s honors include the ASBMR’s Fuller Albright Award and Louis Avioli Founders Award, the Gerald Aurbach Award of the Endocrine Society, the International Medal of the Society for Endocrinology, and the Outstanding Investigator Award of the American Federation for Medical Research.

    WASHINGTON — As search and rescue, power restoration and communications capability remain top priorities throughout the Southeast, FEMA has already helped thousands of Hurricane Helene survivors jumpstart their recoveries with more than $10 million in flexible, upfront funding. 

    More than 4,800 personnel from across the federal workforce are deployed and more than 1,000 are from FEMA. To date, FEMA has shipped over 8.8 million meals, more than 7.4 million liters of water, 150 generators and more than 225,000 tarps to the region.

    Today, President Biden will be in North Carolina and Vice President Harris will be in Georgia meeting with community leaders and first responders. FEMA Administrator Deanne Criswell will remain in North Carolina to oversee response efforts and ensure the federal government provides urgent and extensive support to Asheville and surrounding areas.

    President Biden has approved a Major Disaster declaration for 24 counties and cities in Virginia. This declaration comes in addition to areas of Georgia, Florida, North Carolina and South Carolina. Disaster survivors in these areas can begin their recovery process by applying for federal assistance through FEMA.

    People with damage to their homes or personal property who live in the designated counties should apply for assistance, which may include upfront funds to help with essential items like food, water, baby formula and other emergency supplies. Funds may also be available to repair storm-related damage to homes and personal property, as well as assistance to find a temporary place to stay. 

    There are three ways apply for FEMA assistance: 

    Homeowners and renters with damage to their home or personal property from previous disasters, whether they received FEMA funds or not, are still eligible to apply for and receive assistance for Hurricane Helene.  

    Voluntary organizations are also providing personnel and resources to the hardest hit areas. The American Red Cross has more than 850 trained disaster workers providing comfort and operating shelters. They are also helping find loved ones through their helpline 1-800-RED-CROSS (1-800-733-2767) or by visiting the Red Cross Hurricane Helene Reunification page, where you can enter pertinent information about the person you’re looking for. If someone is missing a child related to this disaster or any other incident, they need to call 9-1-1 and then 1-800-THE-LOST to receive assistance from the National Center for Missing and Exploited Children.

    People can receive free services like cutting fallen trees, tarping roofs and mold mitigation with the help of Crisis Cleanup by calling 844-965-1386. The hotline is open through October 11 and can connect people with volunteers from local relief organizations, community groups and the faith-based community who may be able to assist. 

    North Carolina 

    President Biden will visit today to survey damage and meet with community leaders and first responders. So far, FEMA has received over 30,000 applications and provided more than $2.6 million to survivors. 

    As of today, more than 62% of originally reported power outages have been restored. Nearly 8,000 crews continue to assist with remaining power restoration efforts. 

    Cellular restoration continues to improve, with less than 50% of cellular sites down as of today. Ten counties, down from 17, have 50% or more cell sites down. Two Federal Communications Commission surveillance teams are conducting inspection operations on equipment in targeted counties. 

    To date, FEMA has helped provide 67 total Starlink to the state, including 3 Starlinks for the Eastern Band of Cherokee Nation and 4 Starlinks for critical lifeline locations as determined by the state. 

    As of today, search and rescue teams have conducted nearly 1,500 structural evaluations and over 1,660 human and animal interactions including rescues, evacuations and other assistance. Additional federal search and rescue teams are enroute to support the mission.

    Voluntary organizations are supporting mass feeding operations with bulk food and water deliveries coming via truck and aircraft delivery.

    Four additional shelters opened yesterday, totaling 29 shelters with over 1,000 occupants. 

    The Salvation Army has provided over 1,000 meals, 1,900 snacks and 1,900 beverages to survivors. Mobile feeding operations continue to help survivors in heavily impacted areas.

    The North Carolina National Guard has delivered 12 aircraft pallets, totaling more than 100,000lbs of food and over 38,000lbs of water to Asheville. 

    Information for Residents: 

    • Residents should not travel to western North Carolina to keep the roadways clear for search and rescue teams and utility crews. 
    • Residents can get in touch with loved ones by calling 2-1-1 or visiting unitedwaync.org to add them to search and rescue efforts. 

    Florida

    Today, FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties helping survivors apply for FEMA assistance and connecting them with additional state, local, federal and voluntary agency resources. 

    In Florida, FEMA has received over 85,000 applications for assistance and has provided more than $4.8 million to survivors. 

    The U.S. Army Corps of Engineers is conducting either debris assessments or water/wastewater assessments across seven counties. 

    The American Red Cross is conducting direct emergency feeding and working with feeding partners to provide distribution in support of partner production. Sixteen shelters remain open with over 500 occupants. 

    The Salvation Army has 29 active mobile feeding units serving meals and distributing supplies in nine counties. 

    Residents in need of information or resources should call the State Assistance Information Line (SAIL) at 1-800-342-3557. English, Spanish and Creole speakers are available to answer questions. 

    Georgia

    Vice President Harris will visit Richmond County today to survey damage and meet with the community. As of today, more than 60% of originally reported power outages have been restored.

    In Georgia, FEMA has received over 60,000 applications for assistance. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties helping survivors apply for FEMA assistance and connecting them with additional state, local, federal and voluntary agency resources. 

    The Salvation Army has 26 active mobile feeding units providing meals and support to 10 counties in the affected areas. 

    The American Red Cross is conducting direct emergency feeding and working with feeding partners to provide distribution in support of partner production. One new shelter opened yesterday, totaling 8 shelters with over 500 occupants. 

    Team Rubicon continues route clearance operations in Ray City. 

    Residents can find resources like shelters and feeding sites at gema.georgia.gov/hurricane-helene.

    South Carolina

    Today, Disaster Survivor Assistance teams will begin canvassing impacted communities across the state, meeting survivors where they are, to register for FEMA assistance. 

    As of today, more than half of originally reported power outages have been restored, including all Trauma 1-level hospitals. 

    In South Carolina, FEMA has received over 70,000 applications and distributed more than $4.4 million to survivors. 

    The state has established a Mass Feeding Task Force to include multiple voluntary agencies. FEMA is supporting the state’s feeding mission with Meals Ready to Eat and drinking water. 

    Information for Residents: 

    • Residents with questions on Hurricane Helene can call the state’s toll-free hotline, open 24 hours a day, at 1-866-246-0133.
    • Residents who are dependent on medical equipment at home and who are without power due to Helene may be eligible for a medical needs shelter. Call the state’s Department of Public Health Care Line at 1-855-472-3432 for more information.

    Virginia 

    Last night, President Biden approved a major disaster declaration for the commonwealth. 

    Residents in Giles, Grayson, Smyth, Tazewell, Washington and Wythe counties and the independent city of Galax can begin applying for assistance today. Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses and other programs to help individuals and business owners recover from the effects of the disaster.

    Damage assessments are continuing in other areas and more counties and additional forms of assistance may be designated after the assessments are fully completed.

    Tennessee

    In Tennessee, shelter and mass feeding operations are ongoing. The Salvation Army has provided over 250 meals, 60 snacks and more than 180 beverages to survivors. 

    Eight shelters remain open with decreasing populations, as people are able to safely return home. 

    Power and cellular restoration continues to improve. Now less than 0.2% of customers are without power and less than 15% of cellular sites are down. As of today, there are no counties with 50% or more cell sites out.

    • Residents can call 1-800-824-3463 to report a missing person. Callers should be prepared to relay as much information as possible including names, phone numbers, vehicle identification and last known whereabouts.

    Washington, D.C. – U.S. Senator Susan Collins, the Vice Chair of the Senate Appropriations Committee and a member of the Committee on Health, Education, Labor, and Pensions, announced that her bipartisan Supporting and Improving Rural EMS Needs (SIREN) Reauthorization Act, which she co-authored with Senator Dick Durbin (D-IL), has been signed into law. The legislation will extend funding for five additional years for SIREN Act grants to rural fire and EMS agencies nationwide. This funding from the the Substance Abuse and Mental Health Services Administration (SAMHSA) supports rural EMS agencies in training and recruiting staff, conducting certification courses, and purchasing equipment, including naloxone to address the opioid overdose epidemic.

    “It is vital that Americans who live in rural parts of Maine and across the country have access to lifesaving emergency medical services, which is why I have long advocated for funding to support access to quality rural health care,” said Senator Collins. “I thank my colleagues for supporting this critical bipartisan legislation that will help to alleviate staffing shortages, upgrade training and equipment, and ultimately boost response times when seconds count. This program will continue to make a real difference for recruiting and retaining EMS personnel in Maine’s rural communities.”

    The bipartisan SIREN Act was initially signed into law in 2018 as part of the Farm Bill. Since then, Senators Collins and Durbin have led the appropriations effort to grow the program from $5 million annually to $11.5 million this year, resulting in a total of $40 million in grants nationwide to 42 states. The SIREN Act has resulted in new funds to rural EMS/fire agencies in Maine, most recently for the Brooks Ambulance Service, MaineHealth, the Northern Oxford Regional Ambulance Service, and the United Ambulance Service.

    A decline in primary care and hospital service availability, workforce shortages exacerbated by the pandemic, great distances between health care facilities, and low insurance reimbursement for transport and emergency treatment have all strained rural EMS agencies. At the same time, EMS agencies today are tasked with ever-greater responsibilities— preparing for natural and manmade disasters and bioterror threats, supporting the chronic and emergency care needs of an aging population, and responding on the front lines of the opioid epidemic.  These first responders are often the only health care providers in their area and face difficulty in personnel recruitment and retention, and securing expensive equipment.

    The SIREN Reauthorization Act is endorsed by the National Association of Emergency Medical Technicians, International Association of Fire Fighters, International Association of Fire Chiefs, National Rural Health Association, National Volunteer Fire Council, and National Fire Protection Association.

    More than six million Americans are living with Alzheimer’s. Alzheimer’s costs our nation an astonishing $360 billion per year, including $231 billion in costs to Medicare and Medicaid. If we continue along this trajectory, Alzheimer’s is projected to claim the minds of 13.8 million seniors by 2060 and nearly surpass $1 trillion in annual costs by 2050. In 2022, family caregivers provided 18 billion hours of unpaid care for loved ones with dementia.

    In 2011, Senator Susan Collins authored the National Alzheimer’s Project Act (NAPA) with then-Senator Evan Bayh (D-IN).  NAPA convened a panel of experts, who created a coordinated strategic national plan to prevent and effectively treat Alzheimer’s disease by 2025. The law was set to expire and needed to be reauthorized to ensure that research investments remain coordinated, and their impact maximized.

    The NAPA Reauthorization Act will:

    • Reauthorize NAPA through 2035 and modernize the legislation to reflect strides that have been made to understand the disease, such as including a new focus on promoting healthy aging and reducing risk factors.
    • Update language in recognition of the need to include underserved populations, including individuals with Down syndrome, who are at increased risk for Alzheimer’s as they age.

    This bill is endorsed by the National Down Syndrome Society, the National Down Syndrome Congress, and LuMind IDSC Foundation.

    The Alzheimer’s Accountability and Investment Act will:

    • Continue through 2035 a requirement that the Director of the National Institutes of Health submit an annual budget to Congress estimating the funding necessary to fully implement NAPA’s research goals.
      • Only two other areas of biomedical research – cancer and HIV/AIDS – have been the subject of special budget development aimed at speeding discovery.

    Senator Collins authored the NAPA Reauthorization Act with Senator Mark Warner (D-VA) and the Alzheimer’s Accountability and Investment Act with Senator Ed Markey (D-MA). Both bills are cosponsored by Senators Shelley Moore Capito (R-WV), Jerry Moran (R-KS), Lisa Murkowski (R-AK), and Debbie Stabenow (D-MI).

    The NAPA Reauthorization Act and the Alzheimer’s Accountability and Investment Act are endorsed by the Alzheimer’s Association and UsAgainstAlzheimer’s.

    Elizabeth Métis Settlement, Alberta, April 29, 2024 — Upgrades to the local community hall will make this gathering place better and more energy efficient thanks to an investment of nearly $250,000 from the federal government.

    Announced by Minister Randy Boissonnault and Elizabeth Métis Settlement President Kathy Lepine, this project will improve the settlement’s main community centre, where people come together for cultural, recreational and local activities throughout the year.

    Improvements are underway to the Community Hall, which will reduce greenhouse gas emissions and maintenance costs through boiler replacements, smart thermostats, low-flow fixtures, and LED and solar-powered lighting. The Community Hall at Elizabeth Métis Settlement is located in the centre of the community and is widely used by local residents as a gathering place for social activities and celebrations. The hall is a communal gathering place for youth and seniors. It features a stage for performances, a kitchen, a nursing station, outdoor play areas, and baseball diamonds. Improvements to this central hub for community members will enhance the quality of life for all members of Elizabeth Métis Settlement.

    The funding announced today by the federal government through the Green and Inclusive Community Buildings program aims to improve the places where Canadians work, learn, play, live, and gather by reducing pollution, reducing costs, and supporting thousands of good jobs. Through green and other retrofits to existing public community buildings and new construction in underserved communities, these investments will help ensure community facilities are inclusive, accessible, and have a long service life, while also helping Canada achieve its net-zero emissions targets by 2050.

    The federal government is investing $249,999 in this project through the Green and Inclusive Community Buildings (GICB) Program, and the Elizabeth Métis Settlement is providing $39,719.

    These improvements should allow annual fuel savings of around 47.30% for the facility and a reduction in greenhouse gas emissions of 79.30 tonnes.

    The Green and Inclusive Community Buildings (GICB) program was created to support Canada’s Strengthened Climate Plan: A Healthy Environment and a Healthy Economy. It supports the first pillar of the Plan by reducing greenhouse gas emissions, increasing energy efficiency and helping to build resilience to climate change.

    The program provides $1.5 billion over five years for modernization, repair or improvement work that promotes the environment and accessibility.

    At least 10 percent of the funds are allocated to projects for First Nations, Inuit and Métis communities, which includes Indigenous populations in urban centres.

    The application period for the Green and Inclusive Community Buildings program is now closed.

    On December 18, 2023, the federal government launched the Prairie Green Economy Framework, which highlights the need for a collaborative, regional approach to sustainability, focused on strengthening the coordination of federal programs and initiatives with significant investments. The Framework is the first step in a journey that will bring together many stakeholders. PrairiesCan, the federal department responsible for diversifying the economy in Canada’s Prairies, is providing $100 million over three years to support projects aligned with priority areas identified by Prairie stakeholders to create a stronger, more sustainable and inclusive economy for the Prairie provinces and Canada.

    Infrastructure Canada supports the Prairie Green Economy Framework to encourage greater collaboration on investment opportunities, leverage additional funding and attract new investment to the Prairies to better meet their needs.

    NEW YORK/JERUSALEM, October 2, 2024 — One year into the escalation of war in Gaza, the medical and humanitarian situation is catastrophic, said Doctors Without Borders/Medecins Sans Frontieres (MSF). Israel’s all-out war and punishing siege have destroyed Gaza’s already fragile health system, repeatedly displaced people who have been forced into smaller and smaller areas, and choked off access to desperately needed food, water, and medicines. 

    On October 7, 2023, Hamas militants launched a horrific attack inside Israel, leaving 1,200 people dead and taking 251 people as hostages. In response, the Israeli military launched an assault on Gaza that has so far killed more than 41,500 people, wounded 96,000, and displaced approximately 1.9 million people. Violence has since surged in the West Bank, in Lebanon, and across the region.

    “This has been a year of unrelenting horror and violence against civilians, with no end in sight,” said Avril Benoît, chief executive officer of MSF USA. “As this conflict spreads across the region, we repeat our urgent call for an immediate ceasefire in Gaza. This is the only way to stop the spiraling violence and bring lifesaving care to people who are struggling to survive.” 

    Medical needs of Palestinians in Gaza

    Palestinians in Gaza are suffering from war wounds, infectious diseases, malnutrition, and mental trauma while living in overcrowded and inhumane conditions. MSF medical staff have treated patients on a daily basis with wounds caused by bombings. People have extensive burns, crushed bones, and amputated limbs—all of which require intensive and long-term care that is not possible under current conditions. Since the escalation of war last October, MSF teams have treated more than 27,500 patients for violence-related injuries, with more than 80 percent of the wounds linked to shelling. 

    Our teams have been forced to perform surgeries without anesthesia, witness children die on hospital floors due to a lack of resources, and even treat their own colleagues and family members. Meanwhile, the health care system in Gaza has been systematically dismantled by Israeli forces.

    “Israeli bombardments of densely populated areas have repeatedly caused injuries on a massive scale,” said Dr. Amber Alayyan, MSF medical program manager. “Our teams have been forced to perform surgeries without anesthesia, witness children die on hospital floors due to a lack of resources, and even treat their own colleagues and family members. Meanwhile, the health care system in Gaza has been systematically dismantled by Israeli forces.”

    Well before October 7, MSF was already treating people in Gaza suffering from the effects of Israel’s 17-year occupation, blockade, and recurrent attacks. Teams have cared for patients with life-altering physical injuries, severe burns, and mental health conditions.

    Attacks on health care leave few medical options

    As medical needs are growing exponentially, people’s options for care are shrinking. Israeli forces have committed widespread and systematic attacks on Gaza’s health care system and other vital civilian infrastructure. The health care system is now on the edge of collapse. Today, only 17 out of 36 hospitals are partially functional. Warring parties have conducted hostilities near medical facilities, endangering patients, caretakers, and medical staff. Six MSF colleagues have been killed. From October 2023, staff and patients from MSF have had to leave 14 different health structures, due to serious incidents and ongoing fighting. Each time a medical facility is evacuated, thousands of people lose access to lifesaving medical care. This will have consequences on people’s health, not just in the immediate term, but in the weeks and months to come.

    The lack of access to health care is compounded by the lack of humanitarian and medical supplies in Gaza. Israeli authorities have routinely imposed unclear, unpredictable criteria for authorizing the entry of supplies. Once supplies cross into the Gaza Strip, they often do not make it to their destination, due to an absence of safe and accessible roads, ongoing fighting, and looting of food and basic items. The first step in addressing this is for Israel to open vital land borders to ensure massive humanitarian and medical aid can reach those in need. The blockade on Gaza must end.

    The US has a responsibility to ensure its support is not used to harm civilians 

    “For one year, Israel’s allies have continued to provide their military support to Israel, as children are killed en masse, tanks fire on deconflicted shelters, and fighter jets bomb so-called humanitarian zones,” said Chris Lockyear, MSF’s secretary general. “This has been accompanied by a consistent public narrative dehumanizing people in Gaza and failing to distinguish between military targets and civilian lives. The only way to stop the killing is with an immediate and sustained ceasefire.”

    Israel and Hamas, supported by their respective allies, have failed time and time again to implement a sustained ceasefire in Gaza. While the US led efforts in June to secure passage of a ceasefire resolution by the UN Security Council, it has vetoed previous resolutions brought by other Council members and continues to provide arms to Israel. Israel must immediately stop the indiscriminate killing of civilians in Gaza and urgently facilitate the delivery of aid to alleviate suffering inside the Strip—and its allies must demand they do so. Under international norms and laws, civilians must be protected from violence and have the right to access humanitarian assistance, especially medical care. 

    As a leading ally of Israel, the US has a particular responsibility to ensure that its support is not used to kill and maim civilians, attack hospitals and health workers, and block the delivery of humanitarian aid in Gaza.

    “The US remains the leading provider of military and financial support to Israel, fueling the destruction of Gaza and the resulting humanitarian crisis,” Benoît said. “As a leading ally of Israel, the US has a particular responsibility to ensure that its support is not used to kill and maim civilians, attack hospitals and health workers, and block the delivery of humanitarian aid in Gaza.”

    In Gaza, MSF is currently running medical activities in two hospitals, Al-Aqsa and Nasser Hospitals, eight health care facilities, and two field hospitals in Deir al-Balah. Field hospitals cannot replace the health care system that Israel has dismantled in Gaza.     Calgary, Alberta, May 2, 2024 — Energy upgrades are coming to the South Fish Creek complex thanks to a joint investment of more than $1.2 million from the federal government, the YMCA of Calgary and the complex’s partners.

    Announced by MP George Chahal and Shannon Doram, President and CEO of the YMCA of Calgary, this project will extend the life of the facility and improve energy efficiency. The South Fish Creek complex has served the needs of Calgarians for over twenty years. These renovations will extend the life of the facility, improve air quality and energy efficiency, and reduce greenhouse gas emissions. By replacing the systems that keep the complex running, the YMCA will be able to continue to provide important services and programs that meet the needs of children, youth, newcomers and residents of all ages and backgrounds.

    The YMCA of Calgary will replace its current heating systems with more efficient models and upgrade air handling units. These upgrades are expected to generate cost savings that can be reallocated to meet the community’s future needs. The upgrades will allow the systems that help operate the complex to adapt to a changing environment, maintaining a comfortable atmosphere and improved air quality during the cold winter months and the scorching summer months.

    The Green and Inclusive Community Buildings (GICB) program aims to improve the places where Canadians work, learn, play, live and gather by reducing pollution and costs, while supporting thousands of good jobs. By making green and other improvements to existing public community buildings and constructing new buildings in underserved communities, the Green and Inclusive Community Buildings program helps ensure the inclusivity, accessibility and longevity of community facilities, while helping Canada achieve its net-zero emissions targets by 2050.

    The federal government is investing $979,800 in this project through the Green and Inclusive Community Buildings (GICB) Program, and the YMCA of Calgary is providing $244,950.

    These improvements are expected to result in annual fuel savings of approximately 20.5% for the facility and a reduction in greenhouse gas emissions of 268 tonnes.

    The Green and Inclusive Community Buildings (GICB) program was created to support Canada’s Strengthened Climate Plan: A Healthy Environment and a Healthy Economy. It supports the first pillar of the Plan by reducing greenhouse gas emissions and increasing energy efficiency, and by helping to build resilience to climate change.

    The program provides $1.5 billion over five years for modernization, repair or improvement work that promotes the environment and accessibility.

    At least 10% of the funds are allocated to projects for First Nations, Inuit and Métis communities, which includes Indigenous populations in urban centres.

    The application period for the Green and Inclusive Community Buildings program is now closed.

    On December 18, 2023, the federal government launched the Prairie Green Economy Framework, which highlights the need for a collaborative, regional approach to sustainability, focused on strengthening the coordination of federal programs and initiatives with significant investments. The Framework is the first step in a journey that will bring together many stakeholders. PrairiesCan, the federal department responsible for diversifying Canada’s Prairie economy, has committed $100 million over three years to support projects aligned with priority areas identified by Prairie stakeholders to create a stronger, more sustainable and inclusive economy for the Prairie provinces and Canada.

    Infrastructure Canada supports the Prairie Green Economy Framework to encourage greater collaboration on investment opportunities, leverage additional funding and attract new investment to the Prairies to better meet needs.

  • MIL-Evening Report: How can we improve public health communication for the next pandemic? Tackling distrust and misinformation is key

    There’s a common thread linking our experience of pandemics over the past 700 years. From the black death in the 14th century to COVID in the 21st, public health authorities have put emergency measures such as isolation and quarantine in place to stop infectious diseases spreading.

    As we know from COVID, these measures upend lives in an effort to save them. In both the recent and distant past they’ve also given rise to collective unrest, confusion and resistance.

    So after all this time, what do we know about the role public health communication plays in helping people understand and adhere to protective measures in a crisis? And more importantly, in an age of misinformation and distrust, how can we improve public health messaging for any future pandemics?

    Last year, we published a Cochrane review exploring the global evidence on public health communication during COVID and other infectious disease outbreaks including SARS, MERS, influenza and Ebola. Here’s a snapshot of what we found.

    The importance of public trust

    A key theme emerging in analysis of the COVID pandemic globally is public trust – or lack thereof – in governments, public institutions and science.

    Mounting evidence suggests levels of trust in government were directly proportional to fewer COVID infections and higher vaccination rates across the world. It was a crucial factor in people’s willingness to follow public health directives, and is now a key focus for future pandemic preparedness.

    Here in Australia, public trust in governments and health authorities steadily eroded over time.

    Initial information from governments and health authorities about the unfolding COVID crisis, personal risk and mandated protective measures was generally clear and consistent across the country. The establishment of the National Cabinet in 2020 signalled a commitment from state, territory and federal governments to consensus-based policy and public health messaging.

    During this early phase of relative unity, Australians reported higher levels of belonging and trust in government.

    But as the pandemic wore on, public trust and confidence fell on the back of conflicting state-federal pandemic strategies, blame games and the confusing fragmentation of public health messaging. The divergence between lockdown policies and public health messaging adopted by Victoria and New South Wales is one example, but there are plenty of others.

    When state, territory and federal governments have conflicting policies on protective measures, people are easily confused, lose trust and become harder to engage with or persuade. Many tune out from partisan politics. Adherence to mandated public health measures falls.

    Our research found clarity and consistency of information were key features of effective public health communication throughout the COVID pandemic.

    We also found public health communication is most effective when authorities work in partnership with different target audiences. In Victoria, the case brought against the state government for the snap public housing tower lockdowns is a cautionary tale underscoring how essential considered, tailored and two-way communication is with diverse communities.

    Countering misinformation

    Misinformation is not a new problem, but has been supercharged by the advent of social media.

    The much-touted “miracle” drug ivermectin typifies the extraordinary traction unproven treatments gained locally and globally. Ivermectin is an anti-parasitic drug, lacking evidence for viruses like COVID.

    Australia’s drug regulator was forced to ban ivermectin presciptions for anything other than its intended use after a sharp increase in people seeking the drug sparked national shortages. Hospitals also reported patients overdosing on ivermectin and cocktails of COVID “cures” promoted online.

    The Lancet Commission on lessons from the COVID pandemic has called for a coordinated international response to countering misinformation.

    As part of this, it has called for more accessible, accurate information and investment in scientific literacy to protect against misinformation, including that shared across social media platforms. The World Health Organization is developing resources and recommendations for health authorities to address this “infodemic”.

    National efforts to directly tackle misinformation are vital, in combination with concerted efforts to raise health literacy. The Australian Medical Association has called on the federal government to invest in long-term online advertising to counter health misinformation and boost health literacy.

    People of all ages need to be equipped to think critically about who and where their health information comes from. With the rise of AI, this is an increasingly urgent priority.

    Looking ahead

    Australian health ministers recently reaffirmed their commitment to the new Australian Centre for Disease Control (CDC).

    From a science communications perspective, the Australian CDC could provide an independent voice of evidence and consensus-based information. This is exactly what’s needed during a pandemic. But full details about the CDC’s funding and remit have been the subject of some conjecture.

    Many of our key findings on effective public health communication during COVID are not new or surprising. They reinforce what we know works from previous disease outbreaks across different places and points in time: tailored, timely, clear, consistent and accurate information.

    The rapid rise, reach and influence of misinformation and distrust in public authorities bring a new level of complexity to this picture. Countering both must become a central focus of all public health crisis communication, now and in the future.

  • MIL-Evening Report: How to help your child return to school after a long illness, new diagnosis or an accident

    It is very common for children to have a day or two away from school due to illness. But children can also miss much longer periods of schooling if they have a serious illness or injury.

    This could be a severe episode of mental illness, a diagnosis of Type 1 diabetes or in my family’s case, our youngest child being hit by a car at a pedestrian crossing, requiring months of rehab.

    After the initial shock, treatment and recovery, families then need to navigate a complex return to school – to make things as normal as possible for the student while handling their ongoing medical needs.

    How can families support their child?

    How many students are missing school?

    There are many reasons why children may need to have a significant break from school.

    At least one in every ten children under the age of 14 live with a chronic health condition.

    These conditions, which can include heart disease, diabetes and asthma, mental illness and cancers can lead to weeks or months in hospital.

    A 2018 study found 70,000 Australians under 16 are also hospitalised with a serious injury each year.

    Students can end up missing a significant amount of school due to injury or chronic illness.

    Come back with a plan

    We know going to school is central to children’s social and emotional wellbeing, as well as their academic progress. So getting back to school is a key part of a student’s ongoing health and wellbeing.

    The Royal Children’s Hospital Melbourne warns children can get mentally and physically tired after a long or serious illness.

    So they recommended returning to school gradually. Students may just go for half days or for a few hours initially.

    To make this as smooth as possible, parents or caregivers should meet with the school before you hope to return. This meeting should include the student if possible, relevant teachers (such as class teachers and year-level coordinators) and school nurse.

    Not all schools have a dedicated nurse. But if there is one available, they can play an important liaison role and manage a child’s medications or situation at school. If there is no nurse, make sure you include the school’s administration team.

    The meeting with the school should make a clear plan around what new support the student needs and how they will receive this. They may need changes to their uniform, timetable or where they physically go in the school. Students may also need extra time to do work, extra academic help and extra breaks.

    Families may also want to schedule regular catch-ups with the school.

    How is the student feeling?

    Children can be worried about not fitting in, especially if something significant has happened to them that makes them feel different from their peers. They may not want a huge fuss when they come back.

    Arranging time to talk to or see friends before they come back can help ease a student into their new routine.

    Depending on the situation, you could enlist a trusted buddy to help with bags or walk a bit more slowly with them between classes.

    Or students may get special permission to leave class a bit early to avoid crowds, or to be able to go and see the nurse without asking the teacher each time and drawing attention to themselves.

    As your child returns, make sure the focus is not just on catching up academically but catching up with friends as well. If their hours are reduced at school, try and allow for social time (such as including recess or lunch) as well as lessons.

    Your child will likely be dealing with a lot, both mentally and physically. So keep talking to them as much as possible about how they are feeling and going as they return.

    Things may have changed for them (and for you), but with time and support, school can feel like a normal part of life again.
