Six individuals and two teams received the National Medical Excellence Awards (NMEA) this year, for excellence in the areas of care quality, patient safety, research, education, training, as well as community health. Mr Ong Ye Kung, Minister for Health, presented the awards at the NMEA ceremony held on 24 September 2024.
2. The annual national award recognises the efforts of outstanding clinicians, clinician scientists and other healthcare professionals for their contributions. It acknowledges their achievements in advancing healthcare, improving the standards of patient safety, driving research and education, and developing better health in the community, which ultimately improve people’s lives.
3. The National Community Care Excellence Team Award was introduced this year to recognise teams that have contributed significantly to improving community health and raised awareness of preventive health in the community care setting. In addition, the eligibility and criteria of the other award categories have been expanded to better recognise the contributions of healthcare professionals in preventive health and community care.
4. This year’s NMEA recipients are as follows:
Recipients will each receive a trophy, a citation and a prize of S$10,000.

1. I am pleased to join you tonight for the 16th National Medical Excellence Awards (NMEA) ceremony. The awards are given annually by the Ministry of Health (MOH) to recognise outstanding healthcare professionals who have made significant contributions in the advancement of healthcare in Singapore.
2. The NMEA is significant because it recognises people. With resources, any system can construct infrastructure and any system can procure equipment and therapeutics, but it takes special capability to be able to nurture and develop good people who build a great healthcare system.
3. Recently the Pope visited Singapore as part of his Asia-Pacific tour. For those who have visited his home city – the Vatican City, we will know about Saint Peter’s Basilica. It is a majestic structure supported by large stone pillars. We have a very small version of this at MOH. When I go to work every day, I will also admire the brick columns fronting the College of Medicine Building.
4. The equivalent of these pillars for our healthcare system are our people. Let me briefly describe these pillars, in no particular order.
Pillars of Healthcare
5. The first pillar are our doctors and dentists. They stand at the forefront of patient care, working in multi-disciplinary care teams to deliver holistic care.
6. Each clinician – specialists and generalists – brings something important to the table. However, as our population ages and patients have multiple conditions, there is an increasing demand for broad-based competencies. That is why we are trying to train more Hospital Clinicians, and Senior and Principal Hospital Clinicians who can oversee and coordinate care for patients. They are increasingly assuming the role of team lead in acute hospitals.
7. Clinicians also serve as educators, scientists and mentors. Their work in research shapes the future of medicine, while their roles as mentors and educators nurture the next generation of healthcare professionals.
8. This evening, we recognise clinicians who epitomise the spirit and contribution in public healthcare. Tonight, we are recognising Professors Tan Ban Hock, Jerry Chan, Jodhbir Mehta, Tan Suat Hoon, Associate Professor Gerald Chua and Adjunct Professor Lau Tang Ching.
9. The second pillar are our nurses, the largest group of healthcare professionals in our healthcare system. We have over the years elevated the role of nurses. Nurses now coordinate care, ensure treatments are properly delivered, comfort patients and their loved ones, and push the boundaries of care through nursing research, education and innovation.
10. As the healthcare landscape evolves, their contributions extend well beyond bedside care, to anchoring care in the community, even shaping health habits amongst the population.
11. Third, Allied Health Professionals and pharmacists, who cover a wide range of expertise. Again, as the centre of gravity of care shifts out of hospitals and towards the community, their roles in screening, diagnosing, rehabilitating, providing vital support to patients and caregivers, and optimising medication regimens, are becoming more embedded in our day to day living environment.
12. The importance of their roles is growing, and so are the opportunities for them to lead community care initiatives.
13. The final pillar comprises the rich expertise of non-healthcare professionals, who work alongside, around or behind healthcare professionals to keep the healthcare system going. I am happy to say that as a non-healthcare professional, this is the pillar that I belong to!
14. For example, healthcare administrators ensure the smooth operations of our medical facilities and operations. They handle the budgets, finances, manpower, and ensure compliance with MOH’s regulations. IT professionals are transforming healthcare using data and digitalisation. Healthcare social workers help address the determinants of health at home and in the community.
15. These four pillars uphold the two key structures of our healthcare system – acute hospital care, and community care. They are separate, but contiguous, even overlapping structures. As I have alluded to in my speech so far, driven by an ageing population with changing healthcare needs, and major national programmes such as Healthier SG and Age Well SG, care is increasingly anchored in communities, health is being built up outside of hospitals, and new care models involving partnership between hospitals and community organisations, are emerging.
Caring for our Community
16. There is therefore a growing need for awards like the NMEA to recognise these decisive changes that are happening.
17. Hence, this year, we have introduced the new National Community Care Excellence Team Award. The inaugural recipient of this new award category is the Social Prescribing Programme led by SingHealth Community Hospitals, in partnership with the Agency for Integrated Care, SkillsFuture Singapore, and several Active Ageing Centres.
18. The team has successfully integrated clinical care with social prescriptions, by bringing hospital and community partners to work together. As a result, patients recover faster, they can better manage chronic diseases and improve their health and wellbeing. The team has made a name for themselves internationally and have participated as guest speakers for World Health Organization (WHO) webinars and co-developed online courses for WHO’s online course platform.
19. In addition, and I think this does not happen very frequently, the Clinical Excellence Team Award this year goes to a community-based, rather than a hospital-based initiative. The recipient is the Neighbours for Active Living, or “Neighbours” Programme, by Changi General Hospital (CGH).
20. Through this programme, CGH has identified over 14,000 residents who require follow up in the community. With the consent of the residents, they are then engaged by healthcare professionals and trained volunteers, to develop care plans for their health and social needs. The Neighbours programme is a new care model, which gives us a glimpse of the next phase of development of the national Age Well SG programme.
21. I should add that other than care models, there are many other efforts to help anchor care in the community. For example:
• We are expanding the capacity of community hospitals and Transitional Care Facilities.
• From next month, we will enhance the subsidies of community hospitals, to align with those of acute hospitals. This was announced some time ago, and effective from 1 October. The funding will be aligned. We will also allow subsidises for advanced diagnostics at community hospitals. By doing this, we minimise the delays and remove the friction for transfer from the acute hospitals to community hospitals.
• We are expanding the number of Active Ageing Centres. Out of a total of 209 centres, 199 are offering programmes across at least the four domains of physical, learning, volunteer and communal dining activities. About one-third of them is engaging 30% or more of the seniors assigned to them. When we started looking at the data, everyone was at the low, single-digit engagement. Now 30% is engaging 30% or more.
• We continue to make improvements to our data infrastructure, to facilitate sharing of patient data by healthcare professionals across settings. It also removes the need for repeated tests, screenings and assessment each time a patient moves from one setting to another.
22. All these added together, plus all your efforts, I think we are transforming the healthcare landscape. All these transformations are happening at a fairly rapid pace. It may be uncomfortable for some, but we have to change as our demography, patient profile and needs are also changing just as fast. With a common purpose and determination, in a few years’ time, we will have a different healthcare system. What will not change is that it will still be a system upheld by those core pillars, which are our people.
23. In closing, let me congratulate once again all our NMEA recipients. It is an honour and truly inspiring to be able to work with all of you. Thank you for your hard work and dedication, and also that of your loved ones and families who have supported you and continue to support you in this journey. I wish everyone an enjoyable evening.
The Ministry of Ayush, together with its councils and institutes nationwide, initiated the502activities nationwide under ‘Swachhata Hi Seva’ campaign. The 15 day campaign was started on September 17, 2024 which will continue until October 1, 2024. The campaign has been designed on the basis of three key pillar ‘Swachhhata Mein Jan Bhagidari, – The first pillar, ‘Swachhhata Mein Jan Bhagidari,’ ‘Sampoorna Swachhata,’ ‘Safai Mitra Suraksha Shivir’. Under ‘Swachhhata Mein Jan Bhagidari, ministry has created total227activities till date, emphasizing public participation, increasing awareness and making cleanliness a shared responsibility. Under the second domain, ‘Sampoorna Swachhata,’ has successfully created90activities aimed at addressing cleanliness issues in neglected areas. With the third pillar, ‘Safai Mitra Suraksha Shivir,’185activities are under execution. These activities have been focused on improving the working and health conditions of sanitation workers.
The Minister of State Ayush (Independent Charge) Shri Prataprao Jadhav stated “Cleanliness is not just a duty, but a devotion to our nation. Every citizen has the power to build a healthier and stronger India by embracing cleanliness in every action. With Swachhata Hi Seva campaign let us unite to make India cleaner, greener, and healthier for future generations.”
The Ministry of Ayush is successfully running with the campaign supported and initiated by of the Ministry of Housing and Urban Affairs and the Ministry of Jal Shakti, aiming to enhance cleanliness and sanitation across the country. The theme of the campaign, ‘Swabhav Swachchata, Sanskar Swachchata,’ focuses on fostering behavioral and cultural shifts, both.
The campaign is built around three key pillars, each designed to promote greater public involvement and drive meaningful impact through collective action. The first pillar, ‘Swachhhata Mein Jan Bhagidari,’ emphasizes public participation and raising awareness, making cleanliness a shared responsibility. The Ministry has created 227 activities under this pillar to fulfill its objectives. Since the launch of the Swachh Bharat Mission, its success has been driven by collective responsibility, with every citizen playing a crucial role.
The second pillar, ‘Sampoorna Swachhata,’ focuses on cleanliness drives under the Sampoorna Swachhata initiative. This aims to transform neglected or challenging locations, often referred to as black spots, into clean and healthy spaces. These areas are typically difficult to manage during regular cleanliness efforts, posing significant health and environmental risks. The campaign has successfully completed 90 activities to address these issues.
The campaign encourages local bodies, especially in villages, to identify and tackle these black spots through Mega Cleanliness Drives, mobilizing both citizens and partner organizations.
The third pillar, ‘Safai Mitra Suraksha Shivir,’ prioritizes the health, safety, and well-being of sanitation workers, commonly known as Safai Mitras. To support their efforts, 185 activities are completed to improve their working conditions. Under the initiative for Preventive Health Checkups, health camps will be organized to ensure that Safai Mitras and their families have access to necessary healthcare services.
The ‘Swachhata Hi Seva’ campaign is currently in progress and will run until October 1, 2024. The Ministry of Ayush invites all citizens to actively participate in this vital initiative, fostering a culture of cleanliness and hygiene throughout the nation.

(NYSE:HPQ) released the second annual HP Work Relationship Index (WRI), a comprehensive study that explores the world’s relationship with work. The study, which surveyed 15,600 respondents across industries in 12 countries, reveals that work is still not really working. Only 28% of knowledge workers have a healthy relationship with work, a one-point increase compared to last year’s findings. However, new findings hone in on two potential solutions to improve relationships with work: AI and personalized work experiences.
“We know employer and employee expectations have evolved and we believe smart technology is key to meeting the needs of today’s workforce,” said Enrique Lores, President and CEO of HP Inc. “The future of work will be unlocked by using the power of AI to create solutions and experiences that drive business growth and enable individuals to achieve personal and professional fulfillment.”
Personalized Work Experiences Can Lead to Healthier Relationships with Work
In its second year, the study continued to analyze aspects of people’s relationships with work, including the role of work in their lives, their skills, abilities, tools, workspaces and their expectations of leadership. This year, WRI reveals a major universal need from knowledge workers: personalized work experiences.
At least two-thirds of workers expressed a desire for personalized work experiences, including tailored workspaces, access to preferred technologies and flexible working environments. These experiences are crucial for improving relationships with work, and have positive implications for both employees and businesses:
64% of knowledge workers say if work was tailored or customized to personal needs and preferences, they would be more invested in their company’s growth.
69% of knowledge workers believe it would enhance their overall well-being.
68% of knowledge workers stated it would incentivize them to stay with their current employers longer.
This desire for personalization is so strong that 87% of knowledge workers would be willing to forgo part of their salary for it. On average, workers would be willing to give up to 14% of their salary with Gen Z workers giving up as much as 19%.
AI Opens New Opportunities for Knowledge Workers to Enjoy Work and Improve Productivity
AI usage among knowledge workers has surged to 66% in 2024, up from 38% last year. Workers who use AI are seeing the benefits, including a healthier relationship with work:
73% feel that AI makes their jobs easier, and nearly 7-in-10 (69%) are customizing their use of AI to be more productive, indicating AI could be an ingredient to unlocking a more personalized work experience.
60% state that AI plays a key role in improving their work-life balance.
68% say AI opens up new opportunities for them to enjoy work.
73% agree that a better understanding of AI will make it easier to advance their careers.
Further, knowledge workers who use AI are +11-points happier with their relationship with work than their colleagues who don’t. Therefore, there is an urgency to get AI into the hands of workers sooner rather than later as non-AI users have shown increased fear of job replacement by AI, with 37% expressing concern, a +5-point increase from last year.
Business Leaders Lack Confidence; Female Leaders Emerge as a Bright Spot
While at the global scale the index highlights little change, countries that saw an increase in their individual work relationship index saw slight improvement across the six key drivers of a healthy relationship with work – most notably the Leadership and Fulfillment drivers. This year’s index revealed that trust in senior leadership remains a critical factor in a healthy work relationship, but there is a disconnect between the recognition of the importance of human skills (e.g., mindfulness, self-awareness, communication, creative-thinking, resilience, empathy, emotional intelligence) and leaders’ confidence to deliver:
While more than 90% of leaders acknowledge the benefits of empathy, only 44% feel confident in their human skills.
Only 28% of workers consistently see empathy from their leaders, despite 78% valuing it highly.
However, this year’s research uncovered a bright spot: female leaders. On average, female business leaders are +10-points more confident in their hard skills (technical, computer, presentation, etc.), and notably +13-points more confident in human skills than their male counterparts. Additionally, female business leaders’ confidence in both skills grew over the past year (+10-points in human skills, +4-points in hard skills), while confidence among male business leaders remained stagnant in human skills and decreased in hard skills (-3-points).

Methodology
HP commissioned an online survey managed by Edelman Data & Intelligence (DXI) that fielded between May 10 – June 21, 2024 in 12 countries: the US, France, India, UK, Germany, Spain, Australia, Japan, Mexico, Brazil, Canada, and Indonesia. HP surveyed 15,600 respondents in total – 12,000 knowledge workers (1,000 in each country); 2,400 IT decision makers (200 in each country); and 1,200 business leaders (100 in each country).
The Justice Department announced today that it has filed a proposed consent decree with Barnet Dulaney Perkins Eye Centers (BDP) and American Vision Partners (AVP), to resolve its lawsuit alleging that the eye care practices violated the Americans with Disabilities Act. The lawsuit alleged that BDP and AVP refused to operate on certain patients who needed assistance transferring from their wheelchairs for surgery and required other such patients to pay for third-party medical transport and transfer assistance. Medical providers routinely offer this type of assistance to patients who need help transferring from a wheelchair to an examination or surgical table for surgery and exams.
“The Americans with Disabilities Act requires health care providers to offer equal access to their services,” said Assistant Attorney General Kristen Clarke of the Justice Department’s Civil Rights Division. “Patients with disabilities must not be denied crucial medical services or forced to pay surcharges because they need transfer assistance. The Justice Department is fully committed to protecting the civil rights of individuals with disabilities to get the medical care they need.”
“This agreement reflects an important step in obtaining equal access to health care services for Arizonans with disabilities,” said U.S. Attorney Gary Restaino for the District of Arizona. “The U.S. Attorney’s Office will continue to work closely with the Civil Rights Division to ensure that all Arizonans are afforded equal opportunity to access health care services in our state.”
Under the decree, BDP and AVP will end their policies of denying surgery and prohibiting staff from providing transfer assistance to people with mobility disabilities. BDP operates eye care facilities throughout Arizona, and AVP, one of the largest eye care practice management organizations in the country, partners with eye care providers in Arizona, New Mexico, Nevada and Texas, including BDP, Southwestern Eye Center, M & M Eye Institute, Retinol Consultants of Arizona, Abrams Eye Institute, Southwest Eye Institute, Aiello Eye Institute, Havasu Eye Center, Visage Aesthetics and Plastic Surgery and Moretsky Cassidy Vision Correction. These eye care providers will also train staff on the new policy requirements and on safe transfer techniques, and pay $950,000 to patients and prospective patients who were harmed by its policies and a civil penalty of $50,000.

Despite an announcement that brought hope for positive developments—for instance, following Geneva peace talks—no significant amount of humanitarian relief has reached people in Zamzam camp and the nearby, war-stricken city of El Fasher since the Integrated Food Security Phase Classification (IPC) Famine Review Committee concluded that famine conditions were prevalent in the area on August 1 this year. Most supply roads are controlled by the Rapid Support Forces (RSF), who have made it all but impossible to bring therapeutic food, medicines, and essential supplies into the camp since the intensification of fighting around El Fasher last May.
There’s no more time to waste if thousands of preventable deaths are to be avoided. Among the more than 29,000 children under five years old screened last week during a vaccination campaign in Zamzam camp, 10 percent suffer from severe acute malnutrition, a life-threatening condition, while 34.8 percent suffer from global acute malnutrition, which will evolve into a more severe form of malnutrition if not treated effectively and in a timely fashion.
“The malnutrition rates found during the screening are massive and likely some of the worst in the world currently,” said Claudine Mayer, MSF emergency medical manager. “It’s even more terrifying as we know from experience that the results are often underestimated in the area when we use only the mid-upper arm circumference criteria like we did here, instead of combining it with measuring weight and height.”
An MSF mass screening carried out in March 2024 revealed an 8.2 percent rate of severe acute malnutrition and a 29.4 percent rate of global acute malnutrition, which was already twice as high as the 15 percent alert threshold set by the World Health Organization.
Supply blockages and soaring prices exacerbate threat
The only food available is from pre-existing stocks, which is not sufficient for people living in the area, and food prices are at least three times as high as in the rest of Darfur. Fuel prices are soaring as well, making it very difficult to pump water and run clinics that rely on generators for electricity. Our staff on site report that for many, it’s impossible to obtain more than one meal per day.
“In such a dire situation, we should be scaling up our response,” said Mayer. “Instead, running critically low on supplies, we are reaching breaking point and were recently forced to reduce our activity to focus solely on children in the most severe conditions. This means we had to suspend treatment for 2,700 children with less severe forms of malnutrition, and to put an end to consultations provided to adults and children over five years old, who represented thousands of consultations every month.”
Zamzam camp is estimated to host between 300,000 and 500,000 people, many of them displaced many times over, who are trying to flee the war that has been devastating Sudan since last year. In El Fasher, where many of the displaced used to live, only one hospital remains partially functioning after the others were damaged or destroyed in the conflict.
“Due to unconscionable blockages on supplies, we feel like we are leaving behind an increasing number of patients who already have very few options for getting lifesaving medical care,” said Lacharité. “If the roads are not an option for getting massive quantities of urgent supplies into the camp, the United Nations should look at every available option. Delaying these supplies means causing more deaths—thousands of them, among the most vulnerable.”
Agenda for Change pay offer accepted by trade unions.
Almost 170,000 nurses and healthcare workers in Scotland will receive a 5.5% salary increase this year, ensuring they have the best reward package in the UK.
Unions representing NHS Agenda for Change staff – which includes nurses, midwives, paramedics, allied health professionals, porters and others – unanimously agreed to an investment of more than £448 million for improved pay conditions.
The pay rise, backdated to 1 April 2024, will come into effect from next month.

“I am pleased that trade unions have unanimously agreed to accept this pay offer, which ensures that nurses and healthcare staff in Scotland, who are part of Agenda for Change, will have the best reward package in the UK.
“I want to express my thanks again to Scotland’s hardworking healthcare staff for the care they provide to patients, day in, day out. They are the very backbone of the NHS and we are committed to ensuring they feel supported and valued.”
BACKGROUND
A total of £448 million has been invested in Agenda for Change pay in 2024-25. This equates to an uplift of 5.5% for all staff.

After receiving a letter from the Ministry of Justice of Russia, MSF had to close our operations in the country.
This comes after 32 years of working in Russia.
MSF would like to work in Russia again should the necessary conditions be provided by authorities.
Moscow / Amsterdam – Thirty-two years after starting work in Russia, Médecins Sans Frontières/ (MSF) had to close our operations in the country. In August this year, we received a letter from the Ministry of Justice of Russia, with the decision to withdraw the affiliate office of the non-profit association ‘Médecins Sans Frontières’ (Netherlands) in Russia from the register of affiliate and representative offices of foreign NGOs.
“It is with a heavy heart that we have to close our activities in Russia,” says Yashovardhan, head of MSF programmes in the country. “Our organisation’s work is guided by the principles of independence, impartiality, and neutrality, and medical ethics. We provide assistance based on the needs.”
MSF had been present in Russia since 1992. For more than 30 years, we successfully implemented dozens of programmes, ranging from assistance to the homeless to emergency response to the collaborative work with the Ministry of Health on innovative tuberculosis treatment. We worked in various regions of the country, including Moscow, St. Petersburg, the Kemerovo region, Chechnya, Ingushetia, Dagestan, and – more recently – in the Arkhangelsk and Ivanovo regions, as well as in the south of Russia in Belgorod and Rostov-on-Don.
A significant part of the history of MSF in Russia and the region was linked to the implementation of advanced approaches to the treatment of tuberculosis. MSF has collaborated with the medical academic community of Russia and other countries in the eastern Europe and central Asia to extend effective, innovative treatment for drug-resistant tuberculosis to patients in penitentiary and civil sectors across the region.
In 2004-2017, we worked in close partnership with the Chechen Ministry of Health, providing technical and advisory support to the local health authorities in the treatment of drug-sensitive and drug-resistant tuberculosis in the Chechen Republic. The programme covered different aspects of tuberculosis diagnostics, treatment, laboratory services and health education, as well as adherence counselling and psychosocial support for patients and their families. In 2014, MSF supported the Ministry of Health in introducing new treatment regimens for patients with extensively drug-resistant tuberculosis which yielded impressive results giving hope to patients who previously had no treatment options left.
In 2021, MSF and local health authorities of the Arkhangelsk region in the north of Russia started successful implementation of a nine-month all-oral course of treatment for drug-resistant tuberculosis. We enrolled 173 patients on this treatment regimen. And later, in 2023, we started enrolling patients on an even shorter, six months-long, all-oral treatment course that was recommended by the World Health Organization in the updated treatment guidelines in late 2022.
In Arkhangelsk, and starting from 2024 in Ivanovo, MSF was providing expertise and technical assistance to health authorities with a special emphasis on implementing new treatment regimens and enhancing patients’ adherence and integrating person-centred care. To date, 41 patients in the Arkhangelsk and Ivanovo regions started treatment for drug-resistant tuberculosis within this joint programme. The aim of the collaboration was to contribute to the evidence base for more effective, meaning less toxic and person-centred, treatment with a view to scale up these scientifically proven treatment protocols in Russia.
In Moscow and St. Petersburg since 2020, MSF partnered with two community-based NGOs to support access to general healthcare, as well as testing and treatment for infectious diseases, for people living with HIV and other vulnerable groups, such as migrants, who otherwise struggle to obtain medical assistance. Over 14,000 medical consultations were supported for patients from these vulnerable groups.
Since the escalation of the armed conflict in Ukraine in 2022, many people have sought safety in Russia, and MSF, in partnership with local NGOs in the Belgorod and Rostov regions in the south of Russia, started providing assistance to those who crossed into Russia from Ukraine and later – with the development of the situation – internally displaced people. Since the start of our response in 2022, more than 52,000 refugees and displaced people were provided with humanitarian aid and more than 15,400 received free medical, mental health and psychosocial support.
As part of this partnership, we were also planning to respond to the humanitarian and medical needs of the internally displaced people in the Kursk region. MSF would like to work in Russia again should the necessary conditions be provided by authorities.
Moscow / Amsterdam – Thirty-two years after starting work in Russia, Médecins Sans Frontières/ (MSF) had to close our operations in the country. In August this year, we received a letter from the Ministry of Justice of Russia, with the decision to withdraw the affiliate office of the non-profit association ‘Médecins Sans Frontières’ (Netherlands) in Russia from the register of affiliate and representative offices of foreign NGOs.
“It is with a heavy heart that we have to close our activities in Russia,” says Yashovardhan, head of MSF programmes in the country. “Our organisation’s work is guided by the principles of independence, impartiality, and neutrality, and medical ethics. We provide assistance based on the needs.”
MSF had been present in Russia since 1992. For more than 30 years, we successfully implemented dozens of programmes, ranging from assistance to the homeless to emergency response to the collaborative work with the Ministry of Health on innovative tuberculosis treatment. We worked in various regions of the country, including Moscow, St. Petersburg, the Kemerovo region, Chechnya, Ingushetia, Dagestan, and – more recently – in the Arkhangelsk and Ivanovo regions, as well as in the south of Russia in Belgorod and Rostov-on-Don.
A significant part of the history of MSF in Russia and the region was linked to the implementation of advanced approaches to the treatment of tuberculosis. MSF has collaborated with the medical academic community of Russia and other countries in the eastern Europe and central Asia to extend effective, innovative treatment for drug-resistant tuberculosis to patients in penitentiary and civil sectors across the region.
In 2004-2017, we worked in close partnership with the Chechen Ministry of Health, providing technical and advisory support to the local health authorities in the treatment of drug-sensitive and drug-resistant tuberculosis in the Chechen Republic. The programme covered different aspects of tuberculosis diagnostics, treatment, laboratory services and health education, as well as adherence counselling and psychosocial support for patients and their families. In 2014, MSF supported the Ministry of Health in introducing new treatment regimens for patients with extensively drug-resistant tuberculosis which yielded impressive results giving hope to patients who previously had no treatment options left.
In 2021, MSF and local health authorities of the Arkhangelsk region in the north of Russia started successful implementation of a nine-month all-oral course of treatment for drug-resistant tuberculosis. We enrolled 173 patients on this treatment regimen. And later, in 2023, we started enrolling patients on an even shorter, six months-long, all-oral treatment course that was recommended by the World Health Organization in the updated treatment guidelines in late 2022.
In Arkhangelsk, and starting from 2024 in Ivanovo, MSF was providing expertise and technical assistance to health authorities with a special emphasis on implementing new treatment regimens and enhancing patients’ adherence and integrating person-centred care. To date, 41 patients in the Arkhangelsk and Ivanovo regions started treatment for drug-resistant tuberculosis within this joint programme. The aim of the collaboration was to contribute to the evidence base for more effective, meaning less toxic and person-centred, treatment with a view to scale up these scientifically proven treatment protocols in Russia.
In Moscow and St. Petersburg since 2020, MSF partnered with two community-based NGOs to support access to general healthcare, as well as testing and treatment for infectious diseases, for people living with HIV and other vulnerable groups, such as migrants, who otherwise struggle to obtain medical assistance. Over 14,000 medical consultations were supported for patients from these vulnerable groups.
Since the escalation of the armed conflict in Ukraine in 2022, many people have sought safety in Russia, and MSF, in partnership with local NGOs in the Belgorod and Rostov regions in the south of Russia, started providing assistance to those who crossed into Russia from Ukraine and later – with the development of the situation – internally displaced people. Since the start of our response in 2022, more than 52,000 refugees and displaced people were provided with humanitarian aid and more than 15,400 received free medical, mental health and psychosocial support.
As part of this partnership, we were also planning to respond to the humanitarian and medical needs of the internally displaced people in the Kursk region. Outdoor traders will be based at Bert Turner Boulevard/High Street/Church Street, with opening days and times remaining the same: 8am to 3pm on Mondays, Thursdays, Fridays and Saturdays and 7am to 1.30pm for the Bilston Sunday Market and Car Boot.
The redevelopment scheme is also part of the Bilston Health & Regeneration Programme (HaRP), with investment set to maximise the visibility of the market and improve the pedestrian access from the neighbouring Bus/Metro station.
Some of the existing structures will be demolished to make way for a new facility to suit current and future requirements, while reconfiguring the existing uses and enhancing the entrance’s focal points to the indoor market. There will also be a flexible multi use events/market space created.
Other improvements will include a full package of new signage, a complete renewal of all trader car parks and provision of a new taxi drop off and bike hub adjacent to the existing bus/metro interchange, improved landscaping of public spaces, the introduction of new retail units and public toilets, and a taller canopy to cover the stalls.
Councillor Bhupinder Gakhal, City of Wolverhampton Council Cabinet Member for Resident Services, said: “We had good feedback from traders and residents through consultation and have developed attractive plans that will enhance Bilston market for everyone.
“While the improvement works are taking place, I would urge visitors to make themselves familiar with the temporary outdoor market and continue to support their local traders.
“It is important for our traditional local centres to flourish, and this scheme builds substantially on the investment already made in Bilston in recent years.”
The mission to improve the rates of early breast cancer detection in New Zealand has been given a three tonne, 188 horsepower boost, with BNZ gifting a Mercedes-Benz Sprinter van to Breast Cancer Foundation New Zealand’s fleet of breast health education vehicles.
As Breast Cancer Foundation NZ begins a series of events to mark Breast Cancer Awareness Month, including the Pink Ribbon Walk and the Pink Ribbon Street Appeal, it’s CEO Ah-Leen Rayner, says, “Early detection is one of the best tools we have to beat breast cancer. With this new vehicle from BNZ, we will be able to better support remote parts of New Zealand and ensure all our communities can access life-saving breast health education.”
BNZ CEO Dan Huggins says the gift reflects the bank’s commitment to support the communities it’s proud to serve.
“We’re delighted to support the Foundation’s mission, particularly during Breast Cancer Awareness Month. The Foundation has played a vital role reaching into communities across Aotearoa for decades, and with this contribution we look forward to seeing this life-saving work reach even more New Zealanders.”
Since 2014, the Foundation’s early detection education programme has been run across New Zealand through its Pink Caravan, but the iconic retro vehicle relies on volunteers with the ability to tow it around the country.
The addition of the vehicle gifted by BNZ will enable the Foundation’s nurses and other staff to access remote regions the caravan couldn’t easily get to, allowing the charity to talk to even more women and whānau about the importance of early detection, without relying on volunteers.
The importance of early breast cancer detection is underscored by a ten-year survival rate for women diagnosed early standing at 95 percent. The Foundation, in collaboration with Breast Screen Aotearoa, has been leading the charge, especially in areas with low screening rates.
“We know how important early detection is, particularly for Māori and Pacific women, who have poorer outcomes when it comes to breast cancer,” says Rayner. “That’s why our early detection programme is so vital and is a key theme in our breast health messaging – the importance of regular mammograms and self-checks.”
The former BNZ sprinter van is being overhauled to set it up for community outreach. Once finished, it will boast consultation spaces, technology and an awning for outdoor events, all tailored for breast health education and community engagement. It is also being wrapped in bright pink Breast Cancer Foundation vehicle colours.
“We’re incredibly grateful to BNZ for contributing to our early detection programme, giving us the ability to access more remote locations, be more flexible with the timing of our visits, and increase the frequency of our visits.”

Union Minister of State for Health and Family Welfare, Shri Prataprao Jadhav launched the second edition of Tobacco Free Youth Campaign 2.0at a hybrid event held at Lady Hardinge Medical College, here today. He also virtually inaugurated Tobacco Cessation Centres in medical institutions across India. The objective of the campaign is to protect the health and well-being of young people from the harmful effects of tobacco.
Speaking on the occasion, Shri Prataprao Jadhav said that “every year around 13 lakh people lose their lives due to tobacco in India.” He also cautioned that “tobacco has become a fashion statement among the youth but it can lead to dangerous diseases like cancer.”
Motivating the youth to prioritize their health over tobacco use, Shri Jadhav stated that “good health is intrinsically related to own as well as closed one’s happiness”. He also highlighted that the development of the nation is closely linked to the health of its young population and urged everyone to pledge to resist and quit tobacco. He also urged elders to take responsibility of ensuring the youth don’t fall into tobacco use.
He stated that this year’s 60-day campaign prioritizes five key areas:
Increasing public awareness about the dangers of tobacco, particularly among youth and rural communities;
Improving compliance with the revised guidelines for Tobacco-Free Educational Institutions (ToFEI) to keep schools and colleges free from tobacco;
Strengthening the enforcement of tobacco control laws, especially COTPA 2003 and the Prohibition of Electronic Cigarettes Act (PECA) 2019, to limit youth access to tobacco;
Promoting Tobacco-Free Villages, where communities work together to eliminate tobacco and create healthier environments; and
Boosting social media outreach, using digital platforms to deliver strong messages about the harms of tobacco and the benefits of quitting to young people.
All participants took the ‘Say No To Tobacco’ pledge to remain tobacco-free, followed by a photo session featuring students and celebrities. Renowned celebrities, sportspersons and influencers like Aparshakti Khurana, Manu Bhaker, Navdeep Singh, Ankit Baiyanpuria, Gaurav Chaudhary and Janhvi Singh addressed the gathering and shared insightful views.
The event witnessed the launch of an educational video by WHO to be released in all schools, sensitizing young students on the detrimental effects of tobacco use. Three important guidelines-Health Workers Guide,SOPs for Villages to be Tobacco Freeand theGuidelines for Law Enforcers for Effective Implementation of Tobacco Control Laws 2024were launched during the occasion. A testimonial video by Voice of Tobacco Victims (VoTV), a group of cancer survivors sharing their experience of battling cancer due to tobacco use was also run at the event. A bike rally by two famous biking groups – Harley Owners Group and Delhi Bikers Breakfast Run was also flagged off during the event to spread awareness on the campaign.
The event concluded with the Union Health Ministry officials urging all stakeholders to stay actively involved in the campaign by following its social media channels. The Ministry encouraged everyone to show their support by participating in the campaign’s activities and sharing updates on its progress, helping to amplify the message and reach a wider audience nationwide.
Background:
The Ministry of Health and Family Welfare introduced the first Tobacco Free Youth Campaign last year, on May 31, 2023, in celebration of World No Tobacco Day. The campaign centered around four main strategies: raising public awareness about the dangers of tobacco, promoting the establishment of Tobacco-Free Educational Institutions (ToFEI), strengthening enforcement of Cigarette and Other Tobacco Products Act (COTPA) 2023, and creating Tobacco-Free Villages. The campaign was a huge success, with over 1,42,184 educational institutions and more than 12,000 villages declared tobacco-free. Additionally, COTPA 2003 was strictly enforced, with numerous challans issued.
Building on this success, this year the Ministry launched the Tobacco-Free Youth Campaign 2.0 with the aim to motivate young people to resist or quit tobacco use. The campaign will run for 60 days. It will focus on offering educational materials, promoting initiatives such as enforcement drives and IEC activities and establishment of tobacco free villages and educational institutions to encourage a tobacco-free lifestyle among young people across India.
The Tobacco-Free Youth Campaign 2.0 also emphasizes a ‘whole of government’ approach through an increased partnership and coordination between seven ministries – Ministry of Education, Ministry of Electronics and Information Technology, Ministry of Information and Broadcasting, Ministry of Panchayati Raj, Ministry of Rural Development, Ministry of Youth and Sports Affairs and Ministry of Tribal Affairs as well as law enforcement units.
The launch event of the campaign saw the in-person participation of over 500 people, and many participants joined online. Shri Apurva Chandra, Union Health Secretary; Smt. Puniya Salila Srivastava, Officer on Special Duty, MoHFW; Dr Atul Goel, Director General of Health Services, Smt. V Hekali Zhimomi, Additional Secretary, MoHFW; Dr Sarita Beri, Director, Lady Hardinge Medical College; Dr. Roderico Ofrin, WHO Representative to India, senior officials from MoHFW, celebrities, influencers, among others. How we got here
In 2019, Governor Newsom signed AB 272 (Muratsuchi) into law, which specified that school districts have the authority to regulate the use of smartphones during school hours. This legislation was a crucial first step in efforts to minimize distractions and foster a more conducive environment for our students to learn. In June, the Governor announced efforts to restrict the use of smartphones during the school day.
Maintaining student safety
The development of the policies will involve significant stakeholder participation to ensure they are responsive to the unique needs and desires of the local students, parents and educators and must allow students to use their phones in the case of an emergency, or in response to a perceived threat of danger, or as allowed by a teacher, administrator, doctor or the student’s individualized education program.
Why this matters
Excessive smartphone use among youth is linked to increased anxiety, depression, and other mental health issues. A recent Pew Research Center survey found that 72% of high school and 33% of middle school teachers report cell phone distractions as a major problem. Common Sense Media found that 97% of students use their phones during the school day for a median of 43 minutes. Combined with the U.S. Surgeon General’s warning about the risks of social media, it is urgent to provide reasonable guardrails for smartphone use in schools.

Statewide efforts to support youth mental health
California is transforming our entire mental health and substance use disorder system, with a special focus on youth. For the youngest Californians, Governor Newsom developed the Master Plan for Kids’ Mental Health to provide every Californian aged 0-25 with increased access to mental health and substance use disorder supports. The Master Plan also includes the Children and Youth Behavioral Health Initiative (CYBHI), a historic investment by the State of California that takes a “whole child” approach to address the factors that contribute to the mental health and well-being of our children and youth.

GOVERNOR GREENWILL SEEK $45 MILLION IN ADDITIONAL WELFARE RELIEF FOR HAWAIʻI FAMILIES

The state of Hawai‘i will implement rule changes to the Supplemental Nutrition Assistance Program (SNAP) that are expected to generate an additional $45 million in benefits for Hawai‘i’s struggling families.
The changes — prompted by a recent study by the University of Hawai‘i Economic Research Organization (UHERO) — mean that an extra 13,000 to 14,000 households will be eligible for an average of $3,200 a year in SNAP benefits, commonly known as food stamps.
“This is going to provide a huge relief for our working-class families who are struggling with Hawai‘i’s highest-in-the-nation cost of living,” said Governor Josh Green, M.D. “In identifying a critical opportunity for our SNAP program, UHERO’s research team is enabling us to make much-needed changes to our social welfare system so that families living from paycheck to paycheck can afford to put more food on their tables.”
In Hawai‘i, SNAP is one of the largest welfare programs available to low-income families. Currently, a family of four can receive as much as $1,759 a month in SNAP benefits. In a typical month, the total value of SNAP benefits in Hawai‘i exceeds $60 million.
For decades, the SNAP eligibility criteria were controlled by the federal government. Following changes to the program in 2000, states were given more flexibility to adjust the eligibility rules by establishing a program of “broad-based categorical eligibility” (BBCE). Through BBCE, states were able to eliminate asset limits, which prevented households with high savings from receiving SNAP benefits. BBCE also allows states to raise limits on the amount of income households can receive and still qualify for SNAP.
According to UHERO, eliminating another income criteria known as the “net income limit” will expand the number of Hawaiʻi households receiving SNAP benefits by 13,000 to 14,000. (“Net income” in the SNAP program is defined as the total monthly household income after deducting certain non-food household expenses like rent, utilities, medical costs, childcare costs and others. Before BBCE, households needed to have a net income below the federal poverty line to qualify for SNAP benefits.)
Also according to UHERO, eliminating this limit will add little overhead: The state only needs to pay half of the additional administrative costs associated with the additional SNAP cases that would result. In 2019, Hawai‘i’s share of SNAP administrative costs was only about 5.6% of the amount of SNAP benefits that the state paid out to Hawai‘i families.
“This decision has far-reaching implications,” said Dylan Moore, a co-author of the UHERO report. “This change may further increase benefit payments by making it easier for households to understand whether they are eligible for SNAP.”

NAVAL AIR STATION SIGONELLA, Sicily (Sept. 4, 2024) – Hospital Corpsman 1st Class Jose Navarro, 25, from Bremen, Indiana, joined the Navy in 2016 to be part of something bigger than himself. He arrived at Naval Air Station (NAS) Sigonella in March 2023.
“I show up and take care of my Sailors, day in, day out,” said Navarro, who was recently selected as U.S. Naval Medical Readiness and Training Command (NMRTC) Sigonella’s Senior Sailor of the Quarter. According to his leadership, Navarro has demonstrated exceptional leadership and worth ethic as the Human Resources department leading petty officer.
Four junior Sailors have benefitted from Navarro’s mentorship; two have been promoted and two have earned college degrees. He has also managed more than 1,000 pieces of correspondence, more than 100 permanent change of station transfer transactions, ten awards boards, five awards ceremonies, and one command physical readiness assessment as the command fitness leader.
“Petty Officer Navarro’s dedication and achievements exemplify his outstanding performance in his leadership role,” said Lt. Julius C. Wiseman III, human resources department head, U.S. Naval Hospital Sigonella. “Furthermore, he recently achieved the milestone of graduating with a Master of Healthcare Administration from Louisiana State University Shreveport.”
In addition to his administrative duties, Navarro holds several collateral duties, including: serving as Morale, Welfare and Recreation president; supply officer; assistant command fitness leader; and command, pay and personnel administrator. Navarro feels these roles help the command improve and help Sailors.
“Serving means making sacrifices to help others,” said Navarro.
Navarro’s proudest achievement in the Navy is promoting quickly and proving to himself that he can get what he wants if he works hard for it.

Washington, DC: On September 10, 2024, the Executive Board of the International Monetary Fund (IMF) concluded the Article IV consultation discussions[1] with the Kingdom of the Netherlands—Curaçao and Sint Maarten and endorsed the staff appraisal without a meeting on a lapse-of-time basis[2]. These consultation discussions form part of the Article IV consultation with the Kingdom of the Netherlands.
Context. Curaçao and Sint Maarten have continued to experience a vigorous post-pandemic recovery underpinned by strong stayover tourism, which is outperforming Caribbean peers. Headline inflation has declined rapidly led by international oil price developments, notwithstanding a recent uptick, while core inflation remains elevated. In both countries, current account deficits improved markedly from pandemic years but remain high. Fiscal positions remained strong and in compliance with the fiscal rule. The landspakket, the structural reform package agreed with the Netherlands in 2020, continues to guide both countries’ reform agenda.
Curaçao outlook. Growth is expected to accelerate in 2024 before gradually converging to its potential over the medium term. Stayover tourism supported by fiscal expansion is projected to drive economic growth at a robust 4.5 percent in 2024 due to new airlifts and further expansion in hotel capacity. Growth is then expected to moderate to reach 1.5 percent over the medium term, given subpar investment and productivity growth coupled with sustained population decline and beginning saturation in tourism flows, assuming no further reforms and diversification. Headline inflation is projected to decline mildly to 3.2 percent in 2024 from 3.5 percent in 2023, but to continue falling towards its steady state of around 2 percent by 2027 reflecting international price developments. Fiscal balances would be guided by the fiscal rule and debt would continue to decline, while surpluses narrow as investments return and social spending pressures mount. The current account deficit is expected to improve in the medium term but would remain elevated.
Sint Maarten outlook. Growth is expected to moderate in the medium term as tourism recovery and the reconstruction taper off. Growth is expected to be 2.7 percent in 2024 and 3 percent in 2025, supported by a delayed recovery in cruise passengers towards pre-pandemic levels. However, the near-term outlook is threatened by the electricity load shedding (since June) and political instability. From 2026 onwards, growth is expected to gradually converge towards 1.8 percent as the stimulus from the reconstruction peters out, and tourism growth becomes constrained by the island’s carrying capacity and ailing infrastructure. Inflation is expected to remain broadly contained while remaining vulnerable to international price developments. Over the medium term, the government will continue to comply with the golden fiscal rule and capacity constraints will continue to weigh on public investment.
Monetary Union. Monetary policy is appropriately targeted towards maintaining the peg. Efforts to absorb excess liquidity should continue while closely monitoring developments in core inflation driven by tourism-related services. The financial sector is sound and risks to financial stability have substantially diminished as the CBCS advances its reform agenda. Banks are highly liquid and adequately capitalized and systemic risks are contained. Building on the CBCS’s strong progress in strengthening supervisory and regulatory capacity, and the recent resolution agreement for ENNIA, staff welcomes CBCS’s continued efforts in its reform agenda, including financial stability and crisis management.
Curaçao’s economy successfully embraced the pivot towards tourism-led growth, giving rise to a strong near-term outlook. After losing key traditional industries, Curaçao quickly and successfully leveraged its tourism potential to grow, attract new hotels, and create jobs. While this is serving the economy well in the near term – growth is projected to accelerate to 4½ in 2024 – structural shifts have started to emerge, including a low-skilled, informal recovery of the labor market amidst low investment in non-tourist sectors. Growth is expected to moderate over the medium term given saturation in tourism flows, sustained population decline, and subpar investment. Notwithstanding the economy’s recent overperformance, inflation declined significantly and only reversed some of its gains recently on the back of higher international oil prices and unfavorable base effects. Inflation is expected to gradually converge towards its steady state rate of around 2 percent. Fiscal policy remains guided by the fiscal rule, albeit past surpluses are expected to unwind, allowing for the reversal of pandemic wage cuts and a return of public investments. The current account markedly improved thanks to lower oil prices but the deficit remains elevated.
Risks to the outlook are broadly balanced. Growth slowdown in major economies could negatively impact tourism receipts, while positive surprises could boost foreign demand. Domestically, a successful expansion of renewable energy and faster-than-expected development of hotel capacity and yachting marinas would boost growth, while delays in public investment and more persistent core inflation could dent tourist experience and competitiveness.
Efforts to safeguard recently created fiscal space are welcome. Overall surpluses in 2022 and 2023 helped reduce debt and granted access to favorable financing terms from the Netherlands. Safeguarding this space and avoiding procyclical impetus is warranted, including through more gradual unwinding of pandemic wage cuts in 2024, prudent liquidity management to repay a bullet loan in 2025, and general efforts to strengthen tax administration, review procurement and domestic arrears management, and streamline transfers to public entities. Ensuing room for maneuver could be used for priority investments, including for climate adaptation, guided by a medium-term fiscal framework steering towards the island’s debt anchor.
Healthcare and pension reforms are needed to lock in a sustainable expenditure path and mitigate medium-term fiscal risks. Growing health and old-age pension deficits, exacerbated by an aging population, pose risks to the sustainability of public finances. Recent initiatives to incentivize the use of generics and raise the pension age are commendable, and more needs to be done to put the system on a sustainable path. Staff sees a broad range of efficiency gains in health spending, including lowering pharmaceuticals and laboratory costs and enhancing primary care’s gatekeeping role. Reforms on the revenue side, including broadening the contributor base and increasing co-payments, are politically more difficult.
Sustaining the positive growth momentum in the medium term requires investments in capital and labor and resolving existing growth bottlenecks. First, moving up the value chain with high-end resorts and complementary recreational activities would help sustain valuable income growth from tourism but requires scaling up investments in infrastructure and deregulating the transportation sector. Second, further investments in electricity grid and energy storage, as well as a revised pricing strategy, are needed to accompany the ongoing energy transition and reap its vast benefits, including lower fuel imports, emissions, and electricity prices. The envisaged floating offshore wind park for hydrogen production would be a game changer for the island. Boosting public investment to achieve these objectives, however, requires ramping up capacity in planning and execution. Third, to further stimulate growth and offset the sustained population decline, formal labor markets and skills would need to be strengthened. And fourth, continued improvements in the business climate in line with the landspakket’s economic reform pillar could help overcome decade-low productivity growth.
Important strides in reducing ML/FT vulnerabilities are welcome and could be built upon. The draft online gaming law, implementation of risk-based supervision, and a new law to address EU grey listing and enable automatic information exchange represent important strides in enhancing Curaçao’s defenses against ML/FT and related reputational risks. Curaçao can further improve upon these important accomplishments, including by passing and implementing the aforementioned legislations in a timely manner and enhancing coordination and monitoring across relevant agencies.
Sint Maarten
Near-term growth is strongly anchored but preserving the positive momentum hinges on investments to revamp an ailing infrastructure and improve tourism’s value added. The economic recovery is well underway, underpinned by tourism recovery and the reconstruction. GDP is expected to surpass its pre-Irma level in 2025. However, without investments to upgrade an ailing infrastructure, growth will falter as the island approaches its maximum carrying capacity. Strategies should continue to focus on enhancing tourist’s experience, differentiating from other Caribbean destinations, and improving tourism’s value added.
A comprehensive strategy is required to durably resolve the electricity crisis. Mobile electricity generators have been leased and efforts to replace old engines are underway. Once the immediate crisis is resolved, efforts should be devoted towards developing a detailed masterplan for the energy transition with targets, projects, costing, timeline, and a comprehensive assessment of ancillary investments. The Trust Fund could receive a new mandate, beyond 2028, to operate as a public investment agency in charge of planning, securing the financing, and implementing plans for the energy transition.
Revenue mobilization efforts are essential to ensure fiscal sustainability. Plans to lower tax rates, to make the country more competitive with neighboring islands, should be avoided as this would reduce government’s revenues and endanger fiscal sustainability. Instead, additional revenues are required to satisfy the fiscal rule, service loans with the Netherlands, raise public wages to attract and retain talent, increase transfers to cover public health costs, and clear public arrears with the SZV. Envisaged reforms to enhance the tax administration and to digitize and interface government systems should be complemented with plans to i) tax casinos’ profits, turnover, and winnings; ii) enforce the lodging tax on short-term rentals, and income and profit tax on the proceeds from such rentals; iii) update the price of land leases; and iv) institute a tourist levy at the airport.
Without reforms, the healthcare and pensions funds are unsustainable. Health premiums and government transfers are insufficient to cover health costs, which are being cross-financed with pension savings. With unchanged policies, given population aging and rising administrative costs, both health and pensions funds will run deficits by 2027, and the SZV would deplete its liquid assets by 2027. By 2030, the government would need to transfer about 4 percent of GDP per year to sustain the system. Reforms are urgently needed to contain health costs including: i) introducing the General Health Insurance, ii) rationalizing benefits, iii) extending the use of generics, iv) optimizing referrals, v) strengthening preventing care, and vi) adopting out-of-pocket payments. Given the rapid pace of population aging, additional measures such as increasing the contribution rates and linking the retirement age to life expectancy, should also be considered.
Strengthening the implementation of AML/CFT measures is necessary to increase effectiveness of the AML/CFT regime. Laws for an effective AML/CFT framework were approved but their implementation is lagging. UBO registration is yet to begin, while the investigation and prosecution of suspicious activities is lacking. Granting the FIU full independence to investigate and prosecute cases, and increasing its budget for recruitment and operations could strengthen the AML/CFT framework.
The Monetary Union of Curaçao and Sint Maarten
The current account deficit is expected to improve in the medium term but would remain elevated, while international reserves are expected to remain broadly stable. Large CADs in both countries are expected to improve and remain well-financed, leading to a stable and broadly adequate level of international reserves over the medium term. Curaçao’s external position is assessed to be weaker than implied by fundamentals and desired policy settings due to an elevated CAD and sustained appreciation of the real effective exchange rate, while that of Sint Maarten is considered in line with fundamentals and desired policy settings.
Monetary policy is appropriately targeted towards maintaining the peg. In line with global monetary policy tightening, the CBCS increased its benchmark rate during 2022-23 and has kept it unchanged since September 2023. Efforts to absorb excess liquidity should continue while closely monitoring developments in core inflation driven by tourism-related services. Even though credit growth declined further and reached negative territory in real terms amidst monetary tightening, the transmission mechanism of monetary policy remains weak. Structural factors include the absence of interbank and government securities markets. The continued increase in mortgages, the only credit component to display growth, was accompanied by a broadly stable loan-to-value ratio on aggregate, albeit more granular data is needed to monitor potential vulnerabilities. Further acceleration in mortgage credit could warrant introducing a macro prudential limit below the currently by banks self-imposed ratio.
The financial sector is sound and risks to financial stability have substantially diminished as the CBCS advances its reform agenda. Banks are highly liquid and adequately capitalized and systemic risks are contained. Near-term risks to financial stability have substantially diminished with the agreement for a controlled wind-down of ENNIA and the start of the restructuring process, as well as the CBCS’s continued improvements in supervision, regulation, and governance. Staff welcomes CBCS’s initiatives to establish a financial stability committee, further refine stress-testing, and enhance crisis management capacities, including lender of last resort and a deposit insurance scheme.

Thousands of Palestinians, including newborn babies, evacuated from Gaza to Egypt with urgent medical needs are receiving critical support from Save the Children as part of a Community Jameel-fundedinitiativeto support pregnant mothers and children.
With Community Jameel’s support, Save the Children has procured 20 incubators and other medical supplies and installed these in Ministry of Health neonatal intensive care units in Egypt, where medics are delivering urgent obstetric and paediatric care to mothers and neonates, including preterm babies, who have been evacuated from Gaza.
Since October 2023, around5,000people have been evacuated for treatment outside Gaza, with over 80% receiving care in Egypt, Qatar and the United Arab Emirates, and a further10,000 patientscurrently in need of medical evacuation for specialised care. This includes newborn babies requiring intensive care whose families are trying to evacuate them following the bombing of specialist maternity units across Gaza.
The number of evacuations has decreased drastically since the closure of border crossings, with around 2,150 patients unable to leave Gaza since May due to the closure of the Rafah crossing. The health system in Gaza has all but collapsed, with the World Health Organization (WHO) warning that, as the war continues to drive critical medical needs, the number of patients requiring medical evacuation is expected to increase. Relentless bombardment and the ongoing siege have dismantled the healthcare infrastructure, with19 out of 36 hospitalsout of service.
TheWHOalso said that there are more than 500,000 women of reproductive age in Gaza who now lack access to essential services including antenatal and postnatal care. Maternity services are only provided at eight out of 17 partially functioning hospitals, and at four field hospitals.
Since last October, Gaza’s Ministry of Health has estimated that 20,000 babies have been born in the Gaza Strip. Research shows that about 15% of women giving birth are likely to experience complications in pregnancy.
Matteo Caprotti, Country Director at Save the Children Egypt, said:
“Repeated so-called “evacuation” orders, access restrictions on medical supplies and fuel and attacks on hospitals and medical points in Gaza are destroying children’s chances to get life-saving treatment. Those who managed to be evacuated to Egypt are suffering from injuries and are haunted by the horrors they have experienced. We’re proud to partner with Community Jameel to provide Palestinian children with the support they have a right to and so critically need.”
George Richards, Director of at Community Jameel, said:
“Palestinian mothers in Gaza are giving birth in traumatic, unhygienic and undignified conditions without access to basic care. Some women are self-inducing labour to avoid giving birth on the move, while others are scared to seek vital prenatal care because of fears of bombing, and some have died due to a lack of access to doctors. With Community Jameel’s support, Save the Children is providing lifesaving treatment to pregnant mothers and newborn babies in need of urgent care who are evacuated from Gaza through the Rafah crossing to Egypt.”
With Community Jameel’s support, Save the Children is also providing equipment and specialist training to Egyptian ambulance paramedics, who receive and transport medical evacuees from Gaza, including training on child safeguarding and psychological first aid and self-care. Faced with a humanitarian emergency where patients, including children, have suffered deprivation of basic necessities, trauma and catastrophic injuries, paramedics require specialist skills to manage their mental health and wellbeing.
Hakim-, a paramedic who received psychological first aid and safeguarding training from Save the Children as part of the initiative, said:
“I learned that we must build a secure bridge between us and the children to make them feel safe and help them calm down. You start to examine the child’s condition afterwards because first you must establish trust with the child and help them feel secure. For children who have been subjected to a psychological trauma such as the war in Gaza, treatment will vary based on their age. Children who are younger than three will require special treatment because they cannot fully verbally express themselves, they can only cry. This makes identifying what they need more challenging.”
Following initial training of about 90 paramedics, the Egyptian ambulance authority has now requested Save the Children to scale up training to its full staff of 16,000 paramedics as they rotate from across Egypt into the North Sinai governorate to support the Gaza crisis response.
Save the Children in Egypt has been supporting Palestinian children and families who have fled the war in Gaza into Egypt with urgent assistance and support, providing mental health and psychosocial (MHPSS) sessions to children and adults, health services and cash assistance to thousands of stranded Palestinians to support them to meet their basic needs. Since the beginning of the crisis and up until the closure of the Rafah crossing, Save the Children has procured and delivered emergency humanitarian assistance to Gaza through the crossing, including water, medicine, food parcels, shelter kits, baby and dignity kits.

Reporter: What do you think of Professor Dennis Lo possibly becoming the new head of CUHK (Chinese University of Hong Kong)? Is there any progress about the review submitted by the HA (Hospital Authority) Review Committee?
Secretary for Health: I am still waiting for the official announcement of the Vice-Chancellor and President of the Chinese University of Hong Kong. As far as Professor Dennis Lo is concerned, I know that he is a very renowned scientist involving in genetic molecular diagnostics, especially in pre-natal diagnosis and, more recently, early diagnosis of cancer. I really look forward to the official announcement by the Chinese University of Hong Kong about the next Vice-Chancellor and President. Of course, as far as the Chinese University of Hong Kong is concerned, they have a first-class medical school. Our healthcare service depends very much on the graduates from both existing medical schools, including that of the Chinese University of Hong Kong.
About the report of the Review Committee, I understand that the Committee has already submitted the report to the Hospital Authority. As the Chairman of the Hospital Authority has just mentioned, they are studying it in detail because there are 30 recommendations on different aspects of the governance and management of the Hospital Authority. The Hospital Authority is studying it in detail and will make certain analysis and further recommendations to the Health Bureau. We will work together to see how we can, based on this report, improve and enhance public healthcare services in Hong Kong.

Nairobi/Geneva: The United Nations World Food Programme (WFP) is in a race against time to save lives in war-torn Sudan, as 1.5 million people across the country either face famine or are at risk of famine. Without urgent assistance, hundreds of thousands of people could die.
WFP is working tirelessly to get aid into the hands of people who are facing starvation, and we are saving thousands of lives every single day in Sudan. So far this year, we’ve supported 5.4 million people with life-saving food and nutrition assistance. As we speak, we are urgently getting basic staple foods into the hands of 180,000 people facing famine in Zamzam camp. Vulnerable communities are receiving a package of wheat flour, lentils, oil and salt.
Meanwhile in Khartoum, WFP is supporting community kitchens to provide around 175,000 hot meals daily. We’ve also just started in-kind food distributions for around 155,000 people in Karrari and Omdurman where people will receive two-month rations. Around 16,000 people in the metropolitan area received mobile money transfers in July and August, with a higher number planned for this month. WFP has also launched self-registration pilots to expand mobile money transfers to North and South Darfur, South Kordofan, and Gezira State.
WFP is taking advantage of the reopening of the Adre border from Chad into the conflict-rattled Darfur region. Trucks carrying vital food and nutrition supplies are crossing that border most days, despite facing delays due to flooded seasonal rivers and muddy road conditions where aid convoys are getting stuck. Since Adre reopened one month ago, we’ve transported 2,800 metric tonnes of food supplies into Darfur region via this route, enough aid for over 250,000 people. Of that, over 100,000 people in risk of famine areas in West Darfur have so far received emergency food and nutrition supplies.
Even though we are doing everything we can – it’s just a drop in the ocean compared to the needs, not just in Sudan but regionally. Across Sudan, South Sudan and Chad, around 36 million people have been pushed into hunger because of the ongoing war.
I was recently in Adre, Chad – where around 800,000 people have fled to. After enduring unimaginable violence, they are only met with hunger and destitution. Despite receiving food assistance, many are struggling to get by, eating once a day if they are lucky. Like a teenage girl I met called Thuraya who lost both her parents and is solely responsible for her younger siblings, sometimes only able to offer them water instead of a meal. If that is the situation for people in a comparably safe and stable place – it is hard to imagine what people facing famine or at risk of famine in Sudan are going through. I did get a glimpse from the stories I heard of women who had recently fled from ‘risk of famine’ areas. Women like Nadjua. Nadjua, along with other new arrivals, risked their lives to get to safety in Chad because there was nothing left to eat, and all their crops had been destroyed by floods. Others said they could not farm because it was too unsafe to go their fields. Health and nutrition workers in the camp told me that over half of their malnutrition cases in the camp were new arrivals coming from risk of famine areas in Sudan.
It is people like Thuraya and Nadjua – who are among tens of millions bearing the brunt of the brutal war in Sudan – that world leaders need to pay attention to. It is for them that they need to step up for during the United Nations General Assembly in New York this week. WFP and other aid agencies cannot tackle these challenges alone. We are doing everything we can, but we cannot stop widespread starvation and hunger-related deaths without the support and attention of the international community, too.
World leaders need to give this humanitarian catastrophe the attention it requires. That attention then needs to be translated into concerted diplomatic efforts – at the highest levels – to push for a humanitarian ceasefire and ultimately an end the conflict. We also need the international community to step up in demanding that the warring parties guarantee safe and unfettered humanitarian access and adhere to international humanitarian law. Lastly, we need a surge in funding to address the extraordinary level of need – over $600 million in coming six months, to provide urgent aid to people in the most severe levels of hunger across the region. We would require even more to help everyone who needs it.
For over 500 days the Sudanese people have been bearing the brunt of this war, feeling forgotten and abandoned by the world. They are still holding on to hope that one day they can return to their lives. Together, we owe it to the Sudanese people to step up collective action and prevent mass-scale starvation. The hopes of the Sudanese people, their future, are riding on what we do next. We cannot let them down.

BEIJING, Sept. 24 — China has improved its obesity treatment guidelines for private medical institutions as soaring obesity rates threaten the health of people of all ages.
According to a 2020 report from the National Health Commission (NHC), 34.3 percent of the country’s adults were overweight and 16.4 percent were obese. Research predicts that overweight and obesity rates among Chinese adults could reach 65.3 percent by 2030.
Chinese minors are also facing significant weight challenges. Currently, about 19 percent of people aged 6 to 17 and 10.4 percent of children under 6 are overweight or obese.
As treatment options for obesity grow more diverse, more and more patients are turning to health care providers for professional treatment plans. Medication, surgical intervention and lifestyle changes are some of these options.
A new initiative has seen the establishment of a weight management center to offer expert guidance to private health care facilities that provide weight loss services, aiming to enhance their ability to diagnose and treat obesity.
Obesity is regarded as a significant trigger for a variety of chronic diseases, including diabetes and cancer. It is a major obstacle to realizing China’s long-term health goals, such as raising the nation’s average life expectancy to 79 by 2030, as proposed in the country’s Outline of Healthy China 2030.
To combat the rising obesity rates, China has introduced a series of initiatives aimed at raising public awareness of weight management and the importance of maintaining a healthy lifestyle.
In February, the NHC released a set of dietary guidelines to offer advice on food choices and provide recipes tailored to various dietary habits across different regions of China.

With the approach of the National Day holiday, the Centre for Health Protection (CHP) of the Department of Health today (September 24) appealed to members of the public who intend to travel to stay alert to the situation of mosquito-borne diseases in their destinations. In view of the recent increase in dengue fever (DF) activity in neighbouring areas, the CHP specifically reminded members of the public to adopt necessary anti-mosquito precautions to guard against the disease when travelling abroad. From September 1 to yesterday (September 23), the CHP recorded 12 imported DF cases; the patients had been to Guangdong Province (4), India (3), Nepal (2), the Philippines (2) and Malaysia (1) during the incubation period. The CHP has been closely monitoring the latest DF situation in neighbouring and overseas areas. DF is endemic in many tropical and subtropical areas of the world. The latest surveillance data showed that there was a significant increase in DF cases noted in some places in Asia compared to the same period last year. According to information from the Singapore Ministry of Health, a total of 11 847 DF cases have been recorded from January to September 14 this year, which is higher when compared to 6 755 cases recorded in the same period in 2023. In addition, Malaysia has recorded 98 442 cases from January to September 7 this year, which was a 19.3 per cent increase compared to the same period in 2023. According to the Health Commission of Guangdong Province, the number of DF cases recorded in Guangdong Province in the past three months has been increasing, with 233 and 1 220 cases in July and August 2024 respectively. Most of the cases were locally acquired infection. Information from the Guangdong Provincial Center for Disease Control and Prevention further showed that more than 1 400 DF local cases have been recorded in September (as of September 15), with the highest numbers of cases recorded in Foshan, Guangzhou and Zhongshan. According to the World Health Organization, the global incidence of DF has markedly increased over the past two decades, posing a substantial public health challenge. In 2023, ongoing transmissions, combined with an unexpected spike in DF cases, had resulted in close to a historic high of over 6.5 million cases, and more than 7 300 dengue-related deaths reported in over 80 countries/territories. Since the beginning of 2024, the Americas, including Brazil, Argentina and Peru, have recorded over 11 million cases, a record number. Detailed information on the latest DF situation in Hong Kong, as well as neighbouring and overseas countries and areas, has been uploaded to the CHP website (www.chp.gov.hk/files/pdf/df_imported_cases_and_overseas_figures_eng.pdf). A spokesman for the CHP urged members of the public to stay vigilant and adopt appropriate anti-mosquito measures during their travel to prevent DF, as well as other mosquito-borne diseases including Japanese encephalitis, zika virus infection, malaria, etc. The CHP spokesman reiterated that members of the public should follow stringent anti-mosquito measures when travelling. When travelling to areas where vector-borne diseases are common, they may consider to arrange travel health consultation with a doctor at least six weeks before the journey for risk assessment during which the need for any vaccinations, chemoprophylaxis and vector preventive measures will be determined. The following measures on mosquito control could reduce the chance of acquiring mosquito-borne disease during travel:
Wear loose, light-coloured, long-sleeved tops and trousers; Use DEET-containing insect repellent on exposed parts of the body and clothing. For details about the use of insect repellents and the key points to be observed, please refer to ‘Tips for using insect repellents’; and When engaging in outdoor activities, avoid using fragrant cosmetics or skin care products, re-apply insect repellents according to instructions, and apply insect repellents after sunscreen if both are used.
“Returned travellers should consult a doctor promptly if developing symptoms such as fever, respiratory symptoms, rash or painful swelling, and inform the doctor of their travel history for prompt diagnosis and treatment,” the spokesman added. The CHP will continue to monitor the local and overseas situation of infectious diseases and provide the latest information to members of the public in a timely manner for a better understanding of the development of infectious diseases and preparation on precautionary works. Harbour Grace RCMP is continuing to investigate a collision that occurred between two vehicles on the Veterans Memorial Highway on the evening of September 20, 2024.
Shortly before 7:15 p.m. on Friday, police received a report of the collision that occurred on the highway near Tilton. A truck towing a utility trailer crossed over the centre line and collided with an oncoming SUV. Two of the three occupants of the truck fled the scene on foot. The third occupant was located with serious injuries at the scene. The two occupants of the SUV received non-life-threatening injuries. All three individuals were transported to Carbonear General Hospital.
RCMP Police Service Dog (PSD) Marlow and her handler were engaged and, while approaching the scene of the collision, observed a man in a wooded area on the side of the highway. The man, who had serious injuries, was identified as one of the occupants from the truck and was arrested for leaving the scene of the collision. He was transported to the hospital for treatment of serious injuries and was released from police custody.
The third occupant of the truck was tracked by PSD Marlow and her handler from the scene of the collision to a business in Spaniards Bay. Officers learned that the man had departed the business prior to their arrival. Efforts are underway for his arrest.
A quantity of suspected cocaine, as well as numerous prescription pills, were located and seized from inside the truck.
The investigation is continuing with charges pending.

MSF suspended outreach activities in Yei, Central Equatoria state, South Sudan, after a critical security incident.
MSF cannot resume activities until the safety of our staff is assured.
Juba – Médecins Sans Frontières (MSF) has suspended all outreach activities in Yei, in Central Equatoria state, South Sudan, until further notice, following a critical security incident involving MSF staff and staff from a partner organisation on Friday, 20 September 2024. We strongly condemns this attack against health workers in an area where people already face difficulty accessing healthcare.
“We are deeply shocked by this unacceptable attack on the provision of neutral and impartial humanitarian assistance for communities in need,” says Iqbal Huda, MSF’s Head of Mission in South Sudan. “As a result of the attack, our outreach movements and activities to communities surrounding Yei and Morobo have been suspended until we can have concrete guarantees that medical humanitarian services and lifesaving work can continue unhindered in the area.”
At approximately 3 pm on Friday, two clearly marked MSF vehicles were coming back to the town of Yei from an outreach activity, when along the road unknown armed men forced our staff to disembark from their vehicles at gunpoint, while looting MSF and the staff’s personal belongings. The armed men then forcibly took an MSF staff member and a staff member of a partner organisation to the bush, while letting the two remaining MSF staff members, the drivers, proceed with their vehicles.
While the two abducted staff were safely released 24 hours later, this is the third attack on humanitarian organisations occurring around Yei in three months, pointing to a systematic attack on the provision of humanitarian aid. Until the safety of MSF activities and staff are assured, MSF cannot guarantee resumption of activities in the area.
The real victims of these incidents are the most vulnerable people living in underserved areas, as MSF is the only provider of healthcare services in this area outside of Yei town.
“Attacks against humanitarians and healthcare workers are unacceptable and they directly affect the provision of healthcare for communities who desperately need it. We call on all armed groups to uphold their responsibilities under international humanitarian law and respect the provision of humanitarian assistance,” says Huda.
Médecins Sans Frontières (MSF) has been working in the region that today constitutes the Republic of South Sudan since 1983. In Yei, MSF offers primary healthcare services by supporting four Ministry of Health facilities, delivering outpatient consultations, routine vaccinations, and maternal and child healthcare. MSF also conducts mobile clinics and provides community-based healthcare through the Boma Health Initiative programme in the area.
In South Sudan, MSF teams provide a range of services including general healthcare, mental healthcare and specialist hospital care. Our mobile teams also provide health assistance to displaced people and remote communities in six of the country’s 10 states and in two administrative areas. In addition to responding to emergencies and disease outbreaks, we also carry out preventative activities, such as vaccination campaigns, seasonal malaria chemo-prevention, safe drinking water and distribution of non-food items.

Since generative AI first captured the world’s attention, there’s been a vigorous discussion about what, exactly, the new technology is best used for. While we all enjoyed those early funny chats and witty limericks, we’ve quickly discovered that many of the biggest AI opportunities are clearly in the enterprise, government, and with exciting new companies.
When we first published this post during Google Cloud Next ‘24, we showcased 101 of the best use cases out of the hundreds featured across the event. Now, we’re adding another 84 to the list as customers across the globe continue to put generative AI to work.

In a matter of months, organizations have gone from AI helping answer questions, to AI making predictions, to generative AI agents. What makes AI agents unique is that they can take actions to achieve specific goals, whether that’s guiding a shopper to the perfect pair of shoes, helping an employee looking for the right health benefits, or supporting nursing staff with smoother patient hand-offs during shifts changes.
In our work with customers, we keep hearing that their teams are increasingly focused on improving productivity, automating processes, and modernizing the customer experience. These aims are now being achieved through the AI agents they’re developing in six key areas: customer service; employee empowerment; code creation; data analysis; cybersecurity; and creative ideation and production.
Hundreds of Google Cloud customers have now put AI agents and gen-AI solutions into production throughout their businesses and the world — with many seeing a tangible return on investment. They have come to rely on Google Cloud technologies that include our AI infrastructure, Gemini models, Vertex AI platform, Google Workspace, and Google Distributed Cloud.
Here’s a snapshot of how 185 of these industry leaders are putting AI to use today, creating real-world use cases that will transform tomorrow.
Customer agents
Similar to great sales and service people, customer agents are able to listen carefully, understand your needs, and recommend the right products and services. They work seamlessly across channels including the web, mobile, and point of sale, and can be integrated into product experiences with voice and video.
1.Alaska Airlines is developing natural language search, providing travelers with a conversational experience powered by AI that’s akin to interacting with a knowledgeable travel agent. This chatbot aims to streamline travel booking, enhance customer experience, and reinforce brand identity.
2. Bennie Health uses Vertex AI to power its innovative employee health benefits platform, providing actionable insights and streamlining data management in order to enhance efficiency and decision-making for employees and HR teams.
3. Beyond 12, a tech-enabled nonprofit focused on student empowerment, has developed an AI-powered college coach to offer scalable coaching to first-generation students that’s available over text, app, and the web.
4. CareerVillage is building an app called Coach to empower job seekers, especially underrepresented youth, in their career preparedness; already featuring 35 career development activities, the aim is to have more than 100 by next year.
5. Character.ai built its realistic conversational chat platform using the full stack of Google Cloud AI services, including for model training and daily operations, allowing it to manage terabytes of conversations each day without interruption.
6. Click Therapeutics develops prescription digital therapeutics designed to treat disease. Its Clinical Operations team leverages Gemini for Google Workspace to transform complex operations data into actionable insights, so they can quickly pinpoint ways to streamline the patient experience in clinical trials.
7. Formula E can now summarize a two-hour long race commentary into a 2-minute podcast in any language, incorporating driver data and ongoing seasonal storylines.
8. General Motors’ OnStar has been augmented with new AI features, including a virtual assistant powered by Google Cloud’s conversational AI technologies that are better able to recognize the speaker’s intent.
9. Gojek, an Indonesia-based super app, launched “Dira by GoTo AI,” a Bahasa Indonesia AI-powered voice assistant integrated into their GoPay service, allowing customers to use voice command to eliminate typing and scrolling, and complete tasks like bill payments and money transfers with fewer steps.
10. GroupBy, an ecommerce service provider, developed an AI-first Search and Discovery Platform powered by Vertex AI Search for Retail. This solution is meticulously designed to optimize revenue, strengthen brand loyalty, and drive sales growth for B2C and B2B retailers.
11. Hotelplan Suisse built a chatbot trained on the business’s travel expertise to answer customer inquiries in real-time, and, following that success, it plans to use gen AI to create travel content.
12. Justicia Lab is developing an AI-powered assistant that will simplify legal processes for asylum seekers and immigrants; by uploading a picture from a legal letter or document, users can extract valuable information and then receive personalized guidance and next steps.
13. Mercado Libre has incorporated semantic search into its digital shopping platforms, using AI embeddings from the Vertex AI Agent Builder, which greatly improved product recommendations and discoverability for more than 200 million consumers across Latin America.
14. Motorola’s Moto AI leverages Gemini and Imagen to help smartphone users unlock new levels of productivity, creativity, and enjoyment with features such as conversation summaries, notification digests, image creation, and natural language search — all with reliable responses grounded in Google Search.
15. mRelief has built an SMS-accessible AI chatbot to simplify the application process for the SNAP food assistance program in the U.S., featuring easy-to-understand eligibility information and direct assistance within minutes rather than days.
16. Personal AI offers a “personal language model” using only the data of one individual or brand and allowing them to control and own how it is used. Built on your own data, facts, and opinions, it creates a responsive and interactive messaging experience that helps people be more productive and deepen relationships.
17. PODS worked with the advertising agency Tombras to create the “World’s Smartest Billboard” using Gemini — a campaign on its trucks that could adapt to each neighborhood in New York City, changing in real-time based on data. It hit all 299 neighborhoods in just 29 hours, creating more than 6,000 unique headlines.
18. Quora developed Poe, its own generative AI platform for people to discover and chat with AI-powered bots, including Gemini, Anthropic’s Claude, Meta’s Llama, and Mistral’s Large 2 — many of which are hosted on Google Cloud’s purpose-built AI infrastructure.
19. ScottsMiracle-Gro built an AI agent on Vertex AI to provide tailored gardening advice and product recommendations for consumers.
20. Snap has deployed the multimodal capability of Gemini within its “My AI” chatbot and has since seen over 2.5-times as much engagement within Snapping to My AI in the United States.
21. Tabiya has built a conversational interface, Compass, that helps young people find employment opportunities; the platform asks questions and requests information, drawing out skills and experiences and matching those to appropriate roles.
22. Telecom Italia (TIM) implemented a Google-powered voice agent to address many customer calls, increasing efficiency by 20%.
23. UPS Capital launched DeliveryDefense Address Confidence, which uses machine learning and UPS data to provide a confidence score for shippers to help them determine the likelihood of a successful delivery.
24. Volkswagen of America built a virtual assistant in the myVW app, where drivers can explore their owners’ manuals and ask questions, such as, “How do I change a flat tire?” or “What does this digital cockpit indicator light mean?” Users can also use Gemini’s multimodal capabilities to see helpful information and context on indicator lights simply by pointing their smartphone cameras at the dashboard.
25. ADT is building a customer agent to help its millions of customers select, order, and set up their home security.
26. Alaska Airlines is developing a personalized travel search experience using advanced AI techniques, creating hyper-personalized recommendations that engage customers early and foster loyalty through AI-generated content.
27. Best Buy is using Gemini to launch a generative AI-powered virtual assistant this summer that can troubleshoot product issues, reschedule order deliveries, manage Geek Squad subscriptions, and more; in-store and digital customer-service associates are also gaining gen-AI tools to better serve customers anywhere they need help.
28. The Central Texas Regional Mobility Authority is using Vertex AI to modernize transportation operations for a smoother, more efficient journey.
29. Etsy uses Vertex AI training to optimize their search recommendations and ads models, delivering better listing suggestions to buyers and helping sellers grow their businesses.
30. IHG Hotels & Resorts is building a generative AI-powered chatbot to help guests easily plan their next vacation directly in the IHG One Rewards mobile app.
31. ING Bank aims to offer a superior customer experience and has developed a gen-AI chatbot for workers to enhance self-service capabilities and improve answer quality on customer queries.
32. Magalu, one of Brazil’s largest retailers, has put customer service at the center of its AI strategy, including using Vertex AI to create “Lu’s Brain” to power an interactive conversational agent for Lu, Magalu’s popular brand persona (the 3D bot has more than 14 million followers between TikTok and Instagram).
33. Mercedes Benz will infuse e-commerce capabilities into its online storefront with a gen AI-powered smart sales assistant. Mercedes also plans to expand its use of Google Cloud AI in its call centers and is using Vertex AI and Gemini to personalize marketing campaigns.

36. The Minnesota Division of Driver and Vehicle Services helps non-English speakers get licenses and other services with two-way real-time translation.
37. Pepperdine University has students and faculty who speak many languages, and with Gemini in Google Meet, they can benefit from real-time translated captioning and notes.
38. Sutherland, a leading digital transformation company, is focused on bringing together human expertise and AI, including boosting its client-facing teams by automatically surfacing suggested responses and automating insights in real time.
39. Target uses Google Cloud to power AI solutions on the Target app and Target.com, including personalized Target Circle offers and Starbucks at Drive Up, their curbside pickup solution.
40. Tokopedia, an Indonesian ecommerce leader, is using Vertex AI to improve data quality, increasing unique products being sold by 5%.
41. US News saw a double-digit impact in key metrics like click-through rate, time spent on page, and traffic volume to its pages after implementing Vertex AI Search.
42-45. IntesaSanpaolo, MacquarieBank, and Scotiabank are exploring the potential of gen AI to transform the way we live, work, bank, and invest — particularly how the new technology can boost productivity and operational efficiency in banking.
Employee agents
Employee agents help workers be more productive and collaborate better together. These agents can streamline processes, manage repetitive tasks, answer employee questions, as well as edit and translate critical communications.
46. 2bots offers technology solutions, such as chatbots and virtual agents, built with Google Cloud’s AI solutions; these intelligent chatbots and content generation tools are transforming the way companies interact with their customers.
47. Augment is building an AI personal assistant that offers enhanced note-taking and collects information across your apps, including calendar, email, texts, and social media, so users can more quickly and easily find personal information and keep their lives organized.
48. Bayes Impact builds AI products to support nonprofits, and its flagship product, CaseAI, is a digital case manager that integrates with an NGO’s current system to add smart features to draft action plans tailored to a beneficiary’s unique history; caseworkers have saved 25 hours of work per week on average.
49. Bell Canada has built customizable contact center solutions for its business customers that offer AI-powered agents to address callers, and Agent Assist, which listens when a human agent is on, offering suggestions and sentiment analysis. AI has contributed $20 million in savings across customer operations.
50. Best Buy can generate conversation summaries in real time using Contact Center AI, allowing live agents to give their full attention to understanding and supporting customers, resulting in a 30-to-90-second reduction in average call time and after-call work. Both customers and agents have cited improved satisfaction.
51. Camanchaca, a Chilean seafood company, took only six weeks to develop Elon, a virtual assistant that aims to provide more efficient customer service through digital channels, enhancing Camanchaca’s customer interactions.
52. Certify OS is automating credentialing, licensing, and monitoring of medical providers for healthcare networks, relieving the burden of time-consuming and often siloed information.
53. Mark Cuban’s Cost Plus Drugs widely uses Gemini for Google Workspace, estimating that employees are saving an average five hours per week just with AI capabilities in Gmail. Gemini is also streamlining time-consuming, manual processes through uses like AI-generated transcriptions and auto-formatting of pharmaceutical lab results or FDA compliance documentation.

56. Fireflies.ai can transcribe, summarize, and analyze meetings, recordings, and other voice conversations to save time and improve collaboration and information sharing across teams.
57. Fluna, a Pan-African digital services company, has automated the analysis and drafting of legal agreements using Vertex AI, Document AI, and Gemini 1.5 Pro, achieving an accuracy of 92% in data extraction while ensuring security and reliability for sensitive information.
58. Hemominas, Brazil’s largest blood bank, partnered with Xertica to develop an omnichannel chatbot for donor search and scheduling, streamlining processes and enhancing efficiency. The AI solution has the potential to save half-a-million lives annually by attracting more donors and optimizing blood supply management.
59. Hiscox used BigQuery and Vertex AI to create the first AI-enhanced lead underwriting model for insurers, automating and accelerating the quoting for complex risks from three days down to a few minutes.
60. LiveX AI delivers AI Agents that swiftly enhance product education, boost customer conversion, reduce churn, and provide personalized customer support, with the goal of offering everyone a seamless VIP experience across their customer journey.
61. Opportunity@Work is applying gen AI to scale a suite of software tools and APIs that help employers identify “STAR” job candidates — “skilled through alternative routes” such as community college, military service, and on-the-job experience — helping fill roles in a tight market and expand opportunities.
62. QuantumMetric has introduced Felix AI, powered by Gemini Pro, to simplify digital analytics and decision making. Felix AI automatically summarizes a user’s web or mobile session and consolidates the moments that matter most into short, readable summaries for customer service workers.
63. Randstad, a large HR services and talent provider, is using Gemini for Workspace across its organization to transform its work culture, leading to a more culturally diverse and inclusive workplace that’s seen a double-digit reduction in sick days.
64. Sprinklr built Sprinklr AI+ into its unified customer experience management platform, giving brands gen-AI capabilities for customer service, insights, social media management, and marketing that has enterprise-grade governance, security, and data privacy built-in.
65. Thomson Reuters added Gemini Pro to its suite of large language models approved for employee use; with its 2-million-token context window, Gemini makes some tasks as much as 10-times faster to process and can process entire documents in context.
66. Warner Bros. Discovery built an AI captioning tool with Vertex AI and saw a 50% reduction in overall costs, and an 80% reduction in the time it takes to manually caption a file without the use of machine learning.
67. The U.S. Air Force built a new proof-of-concept portal for searching, browsing, and reading e-published PDFs — all within a 90-day deadline that leveraged the prebuilt tools and speed of Vertex AI Search and Conversation.

Code agents
Code agents are helping developers and product teams to design, create, and operate applications faster and better, and to ramp up on new languages and code bases. Many organizations are already seeing double-digit gains in productivity, leading to faster deployment and cleaner, clearer code.

Labelbox has built a fully managed AI model evaluation solution directly integrated into the Vertex AI platform, allowing Google Cloud users to seamlessly launch human evaluation jobs and set specific criteria for evaluation, such as question-answering and summarization; this eases and accelerates the ability to deploy human-in-the-loop AI systems with higher levels of trust and authority.
101. Leroy Merlin, a global home improvement retailer, developed its Pull Request Analyzer using Vertex AI. This generative AI solution summarizes code changes, helping developers understand projects faster and improve code review efficiency.
102. Linear, a product development platform, built Similar Issues, a feature that uses AI to detect and prevent duplicate or overlapping tickets and ensures cleaner and more accurate data representation.
103. Magic is building a developer platform with a 100-million-token context window, so organizations can upload extremely large code bases and more easily query and build on them using gen AI assistance.
104. Pinecone provides infrastructure for developers to build accurate, secure, and scalable AI applications, allowing companies to easily ground gen AI apps in their proprietary data for use in AI search, retrieval-augmented generation, coding agents, and more.
105. Regnology built its Ticket-to-Code Writer tool with Gemini 1.5 Pro to automate the conversion of bug tickets into actionable code, significantly streamlining the software development process.
106. Weights & Biases, a creator of AI tools for developers, created W&B Weave, a lightweight toolkit to track, evaluate, and debug gen AI applications built with Gemini, so teams can confidently go from demo to production.

115. Addy AI is helping mortgage lenders and banks automate their lending processes with custom AI models trained on Vertex AI. For example, the platform can extract loan opportunity details from lengthy email threads with numerous attachments.

Bayer Crop Science has developed Climate FieldView, a comprehensive agricultural platform with more than 250 layers of data and billions of data points; AI-powered recommendations allow farmers to design and monitor their fields for greater yields and efficient fertilization, with the added benefit of reduced carbon emissions.
117. CME Group is building a first-of-its-kind cloud-based commodities trading platform with AI tools built-in, offering CME’s trading customers access to deeper insights and smarter trades as well as rapid experimentation on new trading strategies that won’t interrupt existing trade flows.

124. IPRally built a custom machine-learning platform that uses natural language processing on the text of more than 120 million global patent documents, creating an accurate, easily searchable database that adds more than 200,000 new sources a week.

Ipsos built a data analysis tool for its teams of market researchers, eliminating the need for time-consuming requests to data analysts, which is powered by Gemini 1.5 Pro and Flash models as well as Grounding with Google Search to enhance real-world accuracy from contemporaneous Search information.

Creative agents
Creative agents can expand your organization with the best design and production skills, working across images, slides, and exploring concepts with workers. 170. AdoreMe marketers write differentiated product descriptions in one hour, a tedious task which used to take 30-40 hours a month thanks to Gemini for Google Workspace.
171. Globo, the largest media group in Latin America, is using Google Cloud’s AI to hyper-personalize content for its streaming users, and create a better experience for spectators.
172. Higgsfield.ai built a number of text-to-video apps for consumers, including Diffuse 2.0, which can combine users photos, videos, and texts through AI models to create more realistic avatars.
173. Jasper trains its suite of creativity-, writing-, and marketing-focused AI models on Google’s AI infrastructure, delivering on-brand, data-optimized assets faster and at scale to teams large and small.
174. Puma is using Imagen to customize product photos on its website, saving time and ensuring they are locally relevant across markets; PUMA India has already seen a 10% increase in click through rate.
175. RadissonHotel Group personalized its advertising at scale in collaboration with Accenture and using Vertex AI and Gemini models, training them on extensive datasets stored in BigQuery; ad teams saw productivity rise around 50% while revenue increased from AI-powered campaigns by more than 20%

I want to begin by thanking the Prime Minister of Antigua and Barbuda, Gaston Browne, and WHO Director-General, Dr. Tedros Ghebreyesusas, as well as all of our distinguished guests present for this special occasion.
Our gathering today marks a critical milestone; we are one year away from the next UN high-level meeting on NCDs, and just less than six years out from the 2030 SDG deadline.
Yet despite the ticking clock above our heads, underinvestment in health services has become a deadly norm; the gap between the need for, and availability of, quality care and support for people affected by NCDs remains as wide as ever.
Meanwhile, the SDGs, intricately linked with NCDs and mental illness, are careening off-track.
We are best placed to improve health outcomes for NCDs only if we fully know and understand the complex relationship between NCDs and the global goals.
Excellencies,
Let me briefly outline this connection on three fronts.
First, we must fully understand the link between health, climate change and air pollution.
Extreme weather events, such as heatwaves, storms and floods, impact people living with NCDs by worsening their conditions.
When food systems are disrupted, the opportunities and capacities to maintain healthy diets diminish.
When the air we breathe is toxic, our health can no longer be sustained. Ninety-nine per cent of humanity breathes polluted air – leading to an estimated 8 million premature deaths – including more than 700,000 children under five.
Small island nations understand this deadly interplay all too well, and I commend the bold action championed by many on this front.
Second, NCDs and the economy are inextricably linked.
High out-of-pocket payments for NCD treatment push many people into poverty. Chronic conditions also take people out of work with little or no alternative income, continuing the vicious cycle.
Third, and finally, let me underscore the tragic connection between health, conflict and emergencies.
We are living through a time where conflicts are raging across the globe. In times like these of crisis, the needs of people living with NCDs and mental health conditions, are often left unmet and left behind.
Access to essential medicines is cut off.
Acute mental distress increases.
The impacts of COVID-19 still linger on. The world is still catching up on delayed vaccinations and key health services, most of which are related to the prevention of NCDs.
Excellencies,
We are gathered here today because only political will can help turn the tide. Your political commitments and actions are critical to building more resilient health systems that address these equity gaps.
To succeed in the fight against NCDs, governments must act decisively by integrating One Health principles, strengthening national NCD action plans, ensuring equitable access for vulnerable populations, and allocating sustainable funding to public health initiatives that reduce NCD risk factors and address root causes.
The critical role of research for development, robust data systems, accelerating innovation and technologies in advancing solutions to NCDs is also key.
So today, my ask of you is simple: let’s collaborate across borders, sectors, and disciplines to build a more resilient, healthy world for all.
I hope our conversation today will spark optimism and the bold decision-making that is needed at this critical juncture.

Since his first day in office, President Biden has been committed to restoring American leadership at the United Nations. Our world today faces many challenges that no one country can or should confront alone. But when the United States shows up and leads at the UN, we can rally global action to tackle problems that affect us all. That is why the Biden-Harris Administration has worked tirelessly at the UN to advance American values, safeguard human rights for all, and address conflict and instability. Alongside our allies and partners from around the world, we have worked with UN agencies to tackle the climate crisis, shape our digital future, and fight poverty and disease.
At a time of increasing geopolitical challenges and growing global needs, strong and effective American leadership at the UN is more critical than ever. The Biden-Harris Administration has worked to strengthen American leverage at the United Nations, uphold the UN Charter, and keep human rights at the core of the organization. Without robust American engagement, our competitor nations would gain leverage to advance their interests and values at our expense.
The Biden-Harris Administration has also been committed to reforming and adapting the UN to the needs of the 21st century. For example, President Biden announced a new U.S. openness to expanding the membership of the UN Security Council, including permanent seats for Africa and Latin America. The UN is not a perfect organization, but given the scale of today’s challenges, the world needs global institutions that are more inclusive and effective.
Over nearly four years, the Biden-Harris Administration’s leadership at the UN has delivered results for the American people. At the UN, we have:
Responded to Threats to International Peace and Security
After Russia’s 2022 full-scale invasion of Ukraine, we worked at the UN to build support for Ukraine’s sovereignty and hold Russia to account. We rallied 141 countries in the UN General Assembly to condemn Russia’s violations of international law. We used UN Security Council debates to shine a spotlight on Russia’s illegal war and atrocities. We pressed the UN General Assembly to kick Russia off the UN Human Rights Council. We isolated Russia by denying it senior UN appointments and preventing its election to UN bodies.
Responding to the security situation in Haiti, we partnered with Ecuador to obtain UN Security Council authorization of a new Kenyan-led Multinational Security Support mission.
Working with African partners, we secured a UN Security Council decision to create in December 2023 a new mechanism to largely fund future African Union-led Peace Support Operations from the UN-assessed budget.
Following the horrific October 7 Hamas terrorist attacks on Israel, we defended at the UN Security Council Israel’s right to defend itself and demanded the release of hostages. Also in the Security Council, we called for increased humanitarian assistance to Gaza and established a new UN mechanism to improve aid coordination. In July 2024, we secured Security Council endorsement of President Biden’s plan for a ceasefire and hostage release deal.
As the Sudan conflict worsened, we mobilized action in the UN Security Council, including the adoption of a resolution in June 2024 demanding an end to the siege of El Fasher.
Responding to concerns that Russia intended to deploy nuclear weapons in space, we and Japan proposed a UN Security Council resolution calling on countries not to develop such weapons.
In 2022, we partnered with Ireland at the UN Security Council to reform, expand and strengthen humanitarian exemptions for UN sanctions.
Working with the United Kingdom, we secured adoption of the first-ever UN Security Council resolution condemning the February 2021 military coup in Burma.
Protected and Upheld Universal Human Rights
We rejoined the UN Human Rights Council in 2021, enabling the United States to once again lead multilateral efforts to hold accountable human rights violators worldwide.
We issued a standing invitation to all UN thematic human rights monitors to visit the United States and assess our human rights record at home. In contrast to authoritarian governments, this invitation showed that a confident democracy is willing to have its record scrutinized and receive advice on strengthening rights protections for its citizens.
We pressed for the release of a landmark report from the Office of the UN High Commissioner for Human Rights on human rights violations against Uighurs in China.
We worked in the UN Human Rights Council to establish a new Special Rapporteur on Human Rights in Russia to examine Moscow’s crackdown on dissent at home and a Commission of Inquiry on violations and abuses in Russia’s war against Ukraine.
We restored American leadership at the UN in defending the human rights of LGBTQI+ individuals around the world. This included participating in high-level meetings of the Core Group of countries advocating for LGBTQI+ rights, including a September 23 meeting where the First Lady represented the United States. We also secured the renewal of the mandate of the UN’s Independent Expert on Sexual Orientation and Gender Identity and urged the UN to release its first-ever organization-wide strategy on LGBTQI+ rights, co-sponsoring the first-ever Human Rights Council resolution on the rights of intersex persons, and convening the second-ever informal UN Security Council meeting on the rights of LGBTQI+ individuals.
We spotlighted egregious human rights violations by North Korea, including by organizing the first briefing of the UN Security Council on North Korea human rights since 2017.
We helped establish mechanisms through the UN Human Rights Council to investigate human rights violations and abuses in Ethiopia, Sudan, and Nicaragua.
We worked at the UN to advance the global fight against antisemitism, including to ensure 36 countries and four multilateral organizations joined the U.S.-led Global Guidelines for Countering Antisemitism. In 2023, we convened a UN meeting on antisemitism with Second Gentleman Doug Emhoff and, in 2022, a roundtable at UNESCO.
We advanced the UN’s work to promote racial equality, including by championing the inaugural session of the Permanent Forum on People of African Descent. We co-sponsored a UN General Assembly resolution designating July 25 as International Day of Women and Girls of African Descent.
We engaged seriously with the human rights treaty body process, including through periodic reports about our domestic human rights record to the Human Rights Committee and the Committee on the Elimination of Racial Discrimination.
Reaffirming support for the UN Declaration of the Rights of Indigenous Peoples, we pressed for enhanced participation of Indigenous Peoples throughout the UN system. In 2022, Ambassador (ret.) Keith Harper, the first-ever Senate confirmed U.S. ambassador from a federally-recognized tribe, was elected to the UN’s Permanent Forum on Indigenous issues.
We supported efforts in the UN General Assembly to advance discussion of a proposed convention on the prevention and punishment of crimes against humanity.
After assuming the presidency of the UN Convention against Corruption (UNCAC), we hosted the UNCAC conference in Atlanta, Georgia in 2023, with approximately 2,600 delegates, including an unprecedented 1,000 from civil society.
Advanced Gender Equity and Equality
We restored American leadership in pressing at the UN for the rights of women and girls, advancing their inclusion in societies, and supporting strong language in UN resolutions and at the Commission on the Status of Women on sexual and reproductive rights.
The January 2021 Presidential Memorandum on Protecting Women’s Health at Home and Abroad restored life-saving funding to the UN Population Fund (UNFPA).
We announced that the United States will contribute for the first time to the UNICEF–UNFPA Global Program to End Child Marriage.
Following the Iranian regime’s killing of Mahsa Amini and crackdown on protestors, we helped establish a new UN Fact-Finding Mission to investigate human rights abuses. We spearheaded efforts to remove Iran from the Commission on the Status of Women.
In 2024, we reaffirmed the U.S. commitment to the 1994 International Conference on Population and Development Program of Action.
We launched the Global Partnership for Action on Gender-Based Online Harassment and Abuse, which included actions at the UN to address online safety for women and girls.
Shaped Our Digital Future, Promoted Labor Rights, and Tackled Synthetic Drugs
We sponsored the first-ever UN General Assembly resolution outlining principles for the responsible use of artificial intelligence (AI). This landmark resolution helped define a global consensus on safe, secure and trustworthy AI systems for advancing sustainable development.
We hosted events at the UN on misuses of new technologies, such as countries using commercial spyware to surveil dissidents and journalists.
We worked at the International Labor Organization (ILO) to empower workers worldwide and joined the ILO’s Equal Pay International Coalition to share best practices to close the gender wage gap.
At the first Summit for Democracy in 2021, we announced the Multilateral Partnership for Organizing, Worker Empowerment and Rights (M-POWER), an initiative working with governments, trade unions, labor support, civil society organizations, and philanthropy to uphold and promote workers’ trade union rights around the world.
In coordination with the UN Office of Drugs and Crime (UNODC), we launched and hosted at the UN high-level meetings of the Global Coalition to Address Synthetic Drug Threats and secured adoption of a UN General Assembly resolution to enhance international action to fight such drugs.
Strengthened Global Health Cooperation, Advanced Sustainable Development, and Bolstered Climate Action
We redoubled efforts to support implementation of the UN’s Sustainable Development Goals, launching a U.S. Strategy on Global Development to accelerate progress and mobilizing $150 billion of U.S. funding and billions more from the private sector, philanthropic, and other donor resources.
In 2021, we reversed the previous administration’s decision to withdraw from the World Health Organization (WHO), enabling the United States to shape the WHO’s work on global health and reform.
