    WASHINGTON – Today, House Haiti Caucus Co-Chairs Congresswomen Ayanna Pressley (MA-07), Yvette D. Clarke (D-NY), Sheila Cherfilus-McCormick (D-FL), along with Congressman Maxwell Frost (D-FL), joined colleagues and advocates at a press conference to stand in solidarity with Haitian immigrants in Springfield, Ohio and across America, and to demand accountability for the harmful and false narratives perpetuated by Republicans.

    The lawmakers also announced the introduction of legislation to condemn the racism and bigotry Haitian immigrant communities have faced in the aftermath of the GOP’s disinformation campaign, and to celebrate the humanity and contributions of the Haitian community.

    Also in attendance from Massachusetts were Boston City Councilor At-Large and City Council President Ruthzee Louijeune and Reverend Dieufort Fleurissaint of Haitian Americans United.

    Thank you to my Haiti Caucus Co-Chairs, my colleagues standing alongside us today, our dedicated advocates for justice.

    Coming together in this way in defense of the Haitian community is muscle that we’ve had to build.

    The people of Haiti have been neglected and Haitian Americans have been targeted, long victimized by the effects of colonialism and racism.

    So we are used to coming together in this way in defense of our Haitian neighbors.

    Today we come together to vigorously and firmly condemn the reprehensible hate and violence targeting our Haitian neighbors, friends, and colleagues in Springfield and across the country.

    Let me be clear: the straight up lie about the Haitian community in Springfield, perpetrated and amplified by Donald J. Trump and James David Vance is nothing short of racist propaganda.

    These flagrant lies are deeply offensive. They are disgraceful, they are dehumanizing, and they are outright dangerous.

    And even though they have been completely debunked by local and state officials, including the Republican Governor of Ohio, they continue to be amplified by those who traffic in hate and those who seek to distract from their dangerous and deeply unpopular agenda.

    In Springfield, Ohio, this rhetoric has ignited a very precarious situation.

    I’m thinking daily of the thousands of Haitian families who are living in fear, facing harassment, and fearing bomb threats.

    I’m thinking of the children lying awake at night not knowing if they’ll be safe come morning.

    I’m thinking of parents consumed with worry for the safety of their babies.

    This isn’t just about Springfield. It’s about who we are as a nation.

    And we’ve seen this playbook before. Throughout our history, immigrants have been scapegoated, dehumanized, and subjected to violence.

    We must put an end to this.

    America is a nation that has always benefited from immigrants.

    It’s what has helped shaped this country.

    Generations of people fleeing violence, persecution, and instability have made the difficult journey, found a home, found work, and raised a family against all the odds.

    We should celebrate that. And Haitian immigrants are no different.

    That’s why I’m so proud to join my colleagues today, Congresswoman Sheila Cherfilus-McCormick, Congresswoman Yvette Clarke, and Congressman Maxwell Frost, and all of our colleagues here today, in introducing a powerful resolution to condemn the hate and misinformation aimed at the Haitian community and celebrate their endless contributions to our nation.

    Congressional intent is a powerful thing, and Congress must act swiftly without delay on this resolution

    As the Congresswoman for the Massachusetts 7th, I am honored to represent the third largest Haitian diaspora community in the country, and I know firsthand how vibrant, dynamic, and thriving the Haitian community is.

    I could speak at length about the contributions Haitian families make to our cultural and economic fabric.

    But I will close by saying this: to our Haitian neighbors around the nation: I see you and I stand with you.

    Your lives are deeply valued by this Congresswoman. And your dreams, struggles, and aspirations matter.

    You are a part of our shared American story.

    So thank you to our colleagues for being here today. A special thank you to those who flew in this morning from the City of Boston, Boston City Councilor At-Large Ruthzee Louijeune and also our City Council President, and Pastor Keke Fleurissaint  of Haitian Americans United.

    “Immigrants, including Haitians, came to the United States in pursuit of the American dream. When family-owned businesses in Springfield, Ohio were struggling to fill positions and keep production running, Haitian immigrants stepped up. These are hardworking people who have greatly contributed to the economy and have revived Springfield after decades of turmoil,” said Congresswoman Sheila Cherfilus-McCormick. “Politics should not divide our communities. It is our responsibility to protect our communities from hateful rhetoric and work to provide them with the resources they need to thrive.” 

    “The baseless and racist attacks against innocent Haitian migrants and Haitian Americans cannot go unchecked. These are lies that only seek to hurt Haitian people and help MAGA extremists divide our country so they can win an election. I am proud to introduce this resolution alongside Reps.     “This narrative about Haitian migrants that we are seeing today is based on racist policies that saw the US government detain Black Haitians in Florida and Guantanamo Bay while at the same time admitting white Cubans into the US.  The dehumanization of Black migrants is a constant thread in this country’s history – and today we see similar racial inequities with Ukrainians vs Black and brown migrants at the US southern border and within the country,” said Ronald Claude, BAJI’s Policy Director. “The question we must ask ourselves is why are Black migrants treated as a burden for this country while white migrants are welcomed?” 

    “The campaign to denigrate Haitians as unfit to be in America Is a campaign against all immigrants, against decency and against persons of good will who wish to live peacefully in a diverse and culturally rich America. The hate-mongering has no other purpose than to divide and conquer by scaring people away from the voting booth.     “The recent threats against Haitians in Springfield highlight a disturbing trend toward division rather than unity. I call upon the officials in Ohio to provide support and protection for Haitians and to stand against hatred.     As Representative for the Massachusetts 7th Congressional District, Congresswoman Pressley serves as Co-Chair for the House Haiti Caucus and represents one of the largest Haitian diaspora communities in the country, with approximately 46,000 Haitians and Haitian-Americans living across the state and over half in the Boston metropolitan area. Additionally, Massachusetts is home to more than 4,700 Haitians with Temporary Protected Status.

    • In September 2022, Rep. Pressley joined her colleagues on the House Oversight Committee in demanding answers regarding the inhumane treatment of migrants in Del Rio, Texas, by Border Patrol agents on horseback and pushing to Biden Administration to end the ongoing use and weaponization of Title 42.
    • On August 17, 2022, Rep. Pressley, along with Haiti Caucus Co-Chairs Reps. Val Demings, Yvette Clarke, and Sheila Cherfilus-McCormick (FL-20), called on President Biden to appoint a new Special Envoy to Haiti, a position that has remained unfilled since September 2021.
    • On July 7, 2022, Rep. Pressley and Haiti Caucus Co-Chairs Reps. Andy Levin (MI-09), Val Demings (FL-10) and Yvette D. Clarke (NY-09) released a statement marking the one-year anniversary of the assassination of Haitian President Jovenel Moïse.
    • On May 31, 2022, Rep. Pressley and Reverend Dieufort Fleurissaint, chair of Haitian Americans United, published an op-ed in the Bay State Banner in which they called on the Biden administration to withdraw support for de facto ruler of Haiti, Ariel Henry, and instead support an inclusive, civil society-led process to restore stability and democracy on the island. 
    • In April 2022, she joined her colleagues at a press conference reaffirming her support for President Biden’s decision to end Title 42.     • On March 16, 2022, Rep. Pressley and Rep. Mondaire Jones called on Department of Homeland Security Secretary Alejandro Mayorkas and Centers for Disease Control and Prevention Director Rochelle Walensky to fully end Title 42, cease deportations of people to Haiti and affirm their legal and fundamental human right to seek asylum.

  • MIL-OSI USA: Congresswoman Lee Announces $4 Million to Nevada Small Businesses in Key Economic Growth Sectors

    Supports Rural and Tribal Businesses, Healthcare Businesses, and Advanced Clean Energy Manufacturers

    WASHINGTON – Today, Congresswoman Susie Lee (NV-03) announced more than $4 million in federal investments to help small businesses in key sectors of the economy grow and hire new workers. The investment is being awarded to the Nevada Governor’s Office of Economic Development through the State Small Business Credit Initiative (SSBCI) Investing in America Small Business Opportunity Program (SBOP). 

    SBOP provides funding to connect underserved and small businesses to the financing needed to participate in key supply chains, including electric vehicle manufacturing, semiconductor manufacturing, construction, transportation, clean energy generation, and more. It was designed to catalyze additional private sector investment by supporting small business technical assistance services. 

    “Small businesses and their workers are the lifeblood of our economy and our communities,” said Congresswoman Susie Lee. “I will always fight to bring back the federal dollars southern Nevada small businesses need to grow so we can create more local, good-paying jobs right here at home.” 

    This week, Congresswoman Lee was awarded the U.S. Chamber of Commerce’s Advocate for American Business Award for her strong bipartisan record of supporting businesses of all sizes. To date, she has helped secure nearly $4 billion in federal investments for hardworking Nevadans.

  • MIL-OSI USA: Congresswoman Escobar Celebrates Bridge of the Americas Modernization Project

    Congresswoman Veronica Escobar (TX-16) celebrated the General Services Administration (GSA)’s adoption of Viable Action Alternative #4 for the Bridge of the Americas (Puente Libre, BOTA) project. Viable Action Alternative #4, one of several design proposals, which removes all commercial cargo operations and modernizes the bridge with a focus on customer service and environmental justice, comes after years of work and commitment by the Congresswoman to ensure that BOTA is modernized in a way that responds to El Pasoans needs and challenges, including the health and environmental risks posed to residents near the bridge caused by idling commercial traffic.

    “After years of advocacy and work for the modernization of our ports of entry, with particular care given to health and environmental impacts on El Pasoans, I am so excited to announce that GSA has finalized the best (and most popular) design option for the Bridge of the Americas,” Congresswoman Escobar said. “Thanks to the Bipartisan Infrastructure Law and the Biden- Harris Administration’s commitment to environmental justice, we are one step closer to delivering transformational investment – over $650 million – to our border region which will lead to cleaner air and a healthier community for generations to come. I look forward to seeing these designs come to life for a land port that will prioritize El Pasoans, create jobs, and promote economic growth and development for our community. I’m grateful to GSA and CBP who were great partners throughout this process, and grateful to all El Pasoans who took part in these important conversations.”

    $650 – $700 million was appropriated to GSA for Bridge of the Americas modernization in the Bipartisan Infrastructure Law, signed into law by President Biden in November of 2021. Congresswoman Escobar was the only representative in this region to vote in favor of the funding.

    Since the funding announcement – Congresswoman Escobar and her office have held a series of listening sessions, public engagements, and surveys with community leaders, neighborhood associations, business and environmental stakeholders, alongside both Customs and Border Protection (CBP) and GSA. These sessions were critical in ensuring the GSA and CBP made decisions based on facts and community input.

     

    Congresswoman Escobar’s Push to Remove Commercial Traffic and Prioritize El Pasoans at the Bridge of the Americas: 

    • August 2022– Congresswoman Escobar hosted a meeting with GSA to kick off stakeholder engagement for the BOTA modernization. Local government, Customs and Border Protection (CBP), International Boundary and Water Commission (IBWC), Department of State, HOME, neighborhood associations near the bridge and other stakeholders attended to learn about the process. GSA committed to robust community engagement throughout the design concept and environmental impact process. 
    • GSA hosted a series of community meetings beginning in Fall 2022, where the Congresswoman helped ensure local community members were present and their voices heard at the highest levels 
    • April 7, 2023 – Congresswoman Escobar met with GSA to provide feedback on concerns and issues shared with her by El Paso stakeholders.
    • July 5, 2023 – Congresswoman Escobar met with members of the San Xavier, Chamizal, and Washington-Delta neighborhood associations regarding their experiences with past construction projects impacting their communities and their concerns about the BOTA modernization project.  
    • July 19, 2023 – Congresswoman Escobar sent a letter to GSA requesting a Health Impact Assessment to be included as part of the Environmental Impact Survey process. 
    • October 19, 2023 –Congresswoman Escobar announced a series of listening sessionson BOTA with various stakeholders and sent out an email survey asking constituents their opinion on commercial traffic at BOTA.  
    • October 27, 2023 – Congresswoman Escobar hosted a convening of governmental stakeholders- United States federally, Texas state, local and Ciudad Juarez and State of Chihuahua attending. 
    • November 13, 2023 – Congresswoman Escobar hosted a virtual town hall with a legislative update, including an update on the BOTA LPOE modernization project, with over 2,000 constituents in attendance. 
    • November 17,  2023 – Congresswoman Escobar hosted a listening session with US and Mexico industry leaders (maquilas, custom brokers, trucking companies, etc) 
    • January 2024 – Congresswoman Escobar hosted a listening session at the Chamizal Recreational Center with GSA, IBWC, and CBP leadership to hear from the community members including Familias Unidas, San Xavier and Washington-Delta Neighborhood Associations 
    • May 2024 – Congresswoman Escobar hosted a meeting with GSA, CBP, City and County to discuss BOTA and what can be done for City and County to prepare for additional traffic at other ports of entry. 
    • July 2024 – Congresswoman Escobar hosted an update meeting with local and federal governmental stakeholders for BOTA, including Juarez Mayor and ANAM Director.

  • MIL-OSI Security: Swan River — Swan River RCMP looking for man involved in shooting

    On September 18, 2024, at approximately 8:00 am, Swan River RCMP received a report of a female who had been brought to the Swan Valley Health Centre who had wounds from a firearm.

    The investigation has determined that a 48-year-old female from the community was walking outside of a multi-unit residence in Swan River when she was shot by someone in a passing vehicle. The female approached a passerby and got them to drive her to the Swan Valley Health Centre.

    A white SUV was seen in the area and police believed it was involved in the incident. Police located the SUV and determined the female registered owner of the vehicle was not involved. However, evidence that a firearm was used was located inside the vehicle, and the vehicle was seized.

    Officers continue to look for information about the shooting, but do not believe this was a random incident.

    The victim was treated and released from hospital.

    Birmingham, AL – Today, U.S. Rep. Terri Sewell (AL-07) announced $1.2 million from the U.S. Department of Health and Human Services (HHS) Health Resources and Services Administration (HRSA) to expand mental health and substance use services in Jefferson County and the Black Belt. Alabama Regional Medical Services (ARMS) in Birmingham and Rural Health Medical Program in Selma were each awarded $600,000 to expand access to needed care and combat the mental health and opioid crises. The awards are part of a $240 million investment by the Biden-Harris Administration to launch and expand behavioral health care services in Community Health Centers across America.

    “When our most vulnerable Alabamians are in need of care, it is the amazing health care professionals at our Community Health Centers who stand in the gap,” said Rep.     Union Minister of Health and Family Welfare, Shri Jagat Prakash Nadda highlighted the key achievements of the Union Health Ministry in the first 100 days of the government at a press conference, here today. Union Ministers of State for Health and Family Welfare, Shri Prataprao Ganpatrao Jadhav and Smt. Anupriya Singh Patel were also present.

    The Union Health Minister noted that around Rs.15 lakh crores of investment have been made in the last 100 days with speed and scale across different ministries. He noted that the Ministry of Health and Family Welfare has launched several key initiatives aimed at enhancing healthcare delivery and access in India. The following are some of the achievements made in the last 100 days across different health schemes:

    Ayushman Bharat PM-JAY:

    Shri Nadda said that the recent announcement of expansion of the Ayushman Bharat PMJAY scheme to include all senior citizens, irrespective of income group, aged 70 years and above will potentially benefit around 6 crore individuals across 4.5 crore families. Highlighting that Ayushman Bharat is the world’s largest publicly funded health coverage program, Shri Nadda informed that the expanded scheme will be implemented from October this year.

    U-WIN Portal:

    Another significant advancement is the U-WIN Portal which has been developed for full digitization of vaccination services for complete vaccination record of pregnant women and children from birth to 17 years under the Universal Immunization Programme. The citizen-centric services of the digital platform include ‘Anytime Access’ and ‘Anywhere’ vaccination services, Self-Registration by citizens using the U-WIN web-portal or the U-WIN citizen mobile application, automated SMS alerts, universal QR-based eVaccination Certificate and utility to create their Ayushman Bharat Health Account (ABHA) ID for themselves and Child ABHA ID for their children. The portal is in 11 regional languages including Hindi.

    Stating that “the U-WIN portal has been developed for full digitization of vaccination services for complete vaccination record of pregnant women and children from birth to 17 years under the Universal Immunization Programme”, he informed that the portal is already operational on pilot basis. As on 16th September 2024, 6.46 crore beneficiaries have been registered, 1.04 crore vaccination sessions have been held and 23.06 crore administered vaccine doses have been recorded on the portal.

    New TB Treatment Regimen & Made-in-India TB Diagnostics:

    A shorter and more efficacious treatment regimen is now available for use under the National TB Elimination Programme (NTEP) which would help in reducing the treatment duration from 9-12 months to 6 months. It has been validated along with Health Technology Assessment (HTA) by ICMR. Shri Nadda informed that the Union Health Ministry in consultation with the State/UT governments is preparing a detailed rollout plan for logistics and training of health professionals for the introduction of this new regimen early next year. He also highlighted the expected reduction in duration of the treatment regimen in approximately 75,000 DRTB cases across the country.

    In order to ensure country wide coverage for TB and Drug Resistance diagnosis by ‘state of the art’ molecular methods, a new indigenous diagnostic system (Patho detect) has been validated by ICMR, along with field feasibility. Shri Nadda stated that it would lead to reduction in turn-around times for test results, thereby reducing morbidity and mortality of TB patients.

    Deployment of BHISM Cubes:

    BHISHM Cubes are portable and rapidly deployable modular medical facility intended to provide emergency lifesaving clinical care in event of disaster/public health emergencies. Union Health Minister stated that BHISM cubes have the capacity to handle about 200 cases of diverse nature in emergency situations such as trauma, bleeding, burns, fractures, etc. In the 1st Phase, BHISHM Cubes will be placed in 25 AIIMS and Institutes of National Importance (INIs) for rapid deployment in the respective region in case of disaster / health emergencies. States may also deploy at strategic locations subsequently. India has gifted four BHISHM Cubes to Ukraine during the Hon’ble Prime Minister’s visit to the country recently.

    Use of Drone Services:

    Drones service aid in rapid, cost-effective and safe delivery of medical supplies and samples in hard-to-reach and tough terrains. Fifteen (15) AIIMS/INIs/NE institutions have been identified for Drone Services. Drone trials and trainings have been completed in 12 institutes. Shri Nadda said that drones provide safe, accurate reliable pickup & delivery of medicines, vaccines, blood, diagnostic specimens & other life-saving items to difficult-to-reach facilities.

    Medical Education:

    Increase in Medical Colleges:

    The Union Health Minister said that the increase in medical colleges and MBBS and PG seats would lead to increase in the availability of doctors in the healthcare system.

    There is an increase of 8.07% in Medical Colleges from 706 in 2023-24 to 766 in 2024-25. There has been 98% increase in medical colleges from 387 in 2013-14 to 766 in 2024-25. During the same period, 379 new medical colleges have been established and, presently there are 766 (Govt: 423, Pvt: 343) medical colleges in the Country.

    Increase in MBBS seats:

    There is an increase of 6.30 % in MBBS seats from 1,08,940 in 2023-24 to 1,15,812 in 2024-25. MBBS Seats increased by 64,464 (i.e., 125%) from 2013-14 (51,348 seats) to 2024-25 (11,5812 seats).

    Increase in PG seats:

    There is an increase of 5.92% in PG seats from 69,024 in 2023-24 to 73,111 in 2024-25. During the last ten years, the number of PG seats increased by 39,460 (i.e., 127%) from 2013-14 (31,185 seats) to 2024-25 (73,111 seats).

    Operationalization of National Medical Register:

    National Medical Register (NMR) is a comprehensive dynamic database for all allopathic (MBBS) registered doctors in India. NMR is linked with Aadhaar ID of the doctors that ensures the individual’s authenticity.

    Shri Nadda said that NMR being a key component of the country’s Ayushman Bharat digital mission, it would be part of Healthcare Professional Registry (HPR). He further said that NMR will ensure provision of data covering details of around 13 lakh doctors in the country – State-wise, those who have left the country, those who have lost their license to practice, or details of doctors who have lost their lives.

    National Quality Assurance Standards (NQAS):

    Virtual National Quality Assurance Standards (NQAS) Assessment of Ayushman Arogya Mandir -Sub Centre:

    NQAS are set of standards designed to ensure and improve the quality of healthcare services in District Hospitals, Community Health Centres, Ayushman Arogya Mandir – Primary Health Centre, Ayushman Arogya Mandir – Urban Primary Health Centre and Ayushman Arogya Mandir – Sub Health Centre.

    Shri Nadda said that as on 31st August 2024, 13,782 Public Health Facilities are NQAS Certified. A total of 5,784 Public Health Facilities have been NQAS Certified from 1st April 2024 till date, in which 3,134 facilities (including 2,734 Ayushman Arogya Mandir – Sub Centers) have been NQAS certified at all levels in the first 100 days.

    The virtual National Quality Assurance Standards assessments for Ayushman Arogya Mandir-Sub Centres commenced on August 1st after requisite trainings. 58 assessments have been done, with 104 more assessments scheduled to take place by end of September, 2024. “This will give an impetus to ensuring Quality standards for all levels of public health care facilities improving comprehensive primary healthcare of citizens” Shri Nadda said.

    National Quality Assurance Standards for Integrated Public Health Laboratories:

    Release of NQAS for IPHLs spread across district level health facilities is aimed at improving the quality and competence of management and testing systems in IPHLs. This will positively impact the reliability of test results and enhance the quality of diagnostics & patient care.

    Establishment of AIIMS in Darbhanga:

    Union Cabinet has approved setting up of new AIIMS at Darbhanga on 15.09.2020 at an estimated cost of Rs. 1264 Crore. Shri Nadda  stated that the issue of allotment of land for AIIMS Darbhanga, which was pending for over 3 years has been finally settled and the Government of Bihar has allotted and since handed over 150.13 acres of land on 12.8.2024 required for AIIMS Darbhanga. He further noted that AIIMS institutions would serve to fill the gap in affordable tertiary healthcare services and reduce out of pocket expenditure.

    Completion of Super Specialty Blocks:

    Completion of construction works of Super Specialty Blocks (SSB) has been taken up as upgradation projects of existing Government Medical Colleges under PMSSY of four Government Medical Colleges in Bihar, these include:

    a) Jawaharlal Nehru Medical College, Bhagalpur

    b) Anugrah Narayan Magadh Medical College, Gaya

    c) Sri Krishna Medical College, Muzaffarpur

    d) Darbhanga Medical College and Hospital.

    The launch of Super Specialty Blocks in Government Medical Colleges (Bihar) would serve to fill the gap in affordable tertiary healthcare services and reduce out of pocket expenditure, Shri Nadda highlighted.

    Launch of Food Import Rejection Alerts:

    The Union Minister also highlighted the introduction of the Food Import Rejection Alerts (FIRA), an online portal designed to notify the public and relevant food safety authorities about food import rejections at Indian borders and training of food street vendors by the FSSAI. The portal has been launched today at the second edition of the Global Food Regulators Summit 2024 hosted by FSSAI at Bharat Mandapam.

    WASHINGTON – U.S. Senators Maggie Hassan (D-NH), Shelley Moore Capito (R-WV), Bob Casey (D-PA), and Markwayne Mullin (R-OK) are recognizing today, Friday, September 20th, as National Concussion Awareness Day. Senator Hassan has spearheaded Concussion Awareness Day since her time as Governor of New Hampshire, following the advocacy of Brooke Mills, a 25-year-old Granite Stater who experienced a life-altering concussion during her high school years.
    “Every year, many Granite Staters and Americans experience concussions, yet the full scope of these injuries often goes unrecognized,” said Senator Hassan. “This resolution to recognize National Concussion Awareness Day is an important step in our ongoing efforts to educate the public about traumatic brain injuries, from how they happen to how to recover. I am grateful to Granite Stater Brooke Mills and all the advocates who continue to spread awareness about concussions and push for better treatment.”

    Former Miss New Hampshire Brooke Mills first had the idea for National Concussion Awareness Day after suffering a life-altering concussion during her freshman year of high school. Following her advocacy, when Senator Hassan was Governor, Hassan marked Concussion Awareness Day in New Hampshire in 2016. Then she brought this effort to the Senate, introducing the National Concussion Awareness Day starting in 2019. In recognition of Brooke’s impactful work, Senator Hassan honored her as a Granite Stater of the Month that same year.
    The resolution that Senator Hassan introduced recognizes September 20, 2024, as National Concussion Awareness Day, commends organizations that raise awareness about concussions, and encourages further research and prevention efforts.

    Supporting the designation of September 20, 2024, as ‘‘National Concussion Awareness Day’’.
    Whereas mild traumatic brain injury, otherwise known as a concussion, is an important health concern for children, teens, and adults;
    Whereas, according to information from the Centers for Disease Control and Prevention—
    there are as many as 1,600,000 to 3,800,000 sports-related concussions annually;
    as many as 5,300,000 individuals live with the long-term effects of a traumatic brain injury;
    between 2010 and 2016, an estimated 2,000,000 children under age 18 visited an emergency department because of a traumatic brain injury sustained during sports- or recreation-related activities;
    each year an estimated 283,000 children seek care in emergency departments in the United States for a sports- or recreation-related traumatic brain injury, with traumatic brain injuries sustained in contact sports accounting for approximately 45 percent of those visits;
    research suggests that many children with a traumatic brain injury do not seek care in emergency departments or do not seek care at all, resulting in a significant underestimate of prevalence; and
    approximately 15 percent of all high school students in the United States self-reported 1 or more sports-or recreation-related concussions within the preceding 12 months;
    Whereas the seriousness of concussions should not be minimized in athletics, and return-to-play and return-to-learn protocols can help ensure recovery;
    Whereas concussions can affect physical, mental, and social health, and a greater awareness and understanding of proper diagnosis and management of concussions is critical to improved outcomes; and
    Whereas the Senate can raise awareness about concussions among the medical community and the public: Now, therefore, be it
    Resolved, That the Senate—
    supports the designation of September 20, 2024, as ‘‘National Concussion Awareness Day’’;

    It’s so good to be back in Atlanta.  Thank you all.  (Laughs.)  (Applause.)  Thank you. 
    You know, I — I just want to say —
    AUDIENCE MEMBER:  (Inaudible) to have you.
    THE VICE PRESIDENT:  Thank you.  (Laughter.)
    I just — I want to say about Dr. Reddick — you know, I — some of you may have seen I did a — an event last night with Oprah Winfrey and — (applause) — and that — it highlighted so many tragic stories, but it also highlighted so many important issues, which is why everyone has taken time out of your busy lives to be here this afternoon.  And it highlighted the importance of a Dr. Reddick.  
    AUDIENCE:  Yes.
    THE VICE PRESIDENT:  Because the courage, Dr. Reddick, that you are showing in the face of these arcane and immoral laws, to stand so publicly and talk about your commitment to your oath and to the health and well-being of people who need to be seen and treated with dignity is so extraordinary. 
    And I do believe, in moments of crisis, the world has a way of revealing the heroes among us.  (Applause.)  And I would say, Dr. Reddick, you are one of them.  Thank you very much.  Thank you.  (Applause.)  Thank you, thank you, thank you. 
    And thank you to all of the elected and community leaders who have joined us today.  (Applause.)  Thank you, thank you, everybody — everybody who is here.
    So, Georgia, the- — this election right here is a fight for the future.  (Applause.) 
    AUDIENCE:  Yes!
    THE VICE PRESIDENT:  It is a fight for the future, and it is a fight for freedom — for freedom. 
    And we know, in America, freedom is not to be given.  It is not to be bestowed.  It is ours by right.  (Applause.)  It is ours by right, and that includes the fundamental freedom of a woman to be able to make decisions about her own body and not have her government telling her what to do.  (Applause.)  Yes, we must trust women.
    And we all know how we got here.  When Donald Trump was president, he hand-selected three members of the United States Supreme Court — the court of Thurgood and RBG — with the intention that they would overturn the protections of Roe v. Wade.  And as he intended, they did.
    And now more than 20 states have Trump abortion bans — extremists that have passed laws that criminalize health care providers, doctors and nurses, and punish women.  In two states of those states, they provide for prison for life — prison for life for health care providers for simply providing reproductive care, the care they so earnestly and rightly believe must be delivered.  All Trump abortion bans. 
    And think about this: Many of these bans make no exception even for rape and incest. 
    Now, many of you know I started my career as a prosecutor specializing in crimes of violence against women and children.  What many of you may not know is why. 
    So, when I was in high school, my best friend, I learned, was being molested by her stepfather.  And I said to her, “Look, you’ve got to come and stay with us.”  I called my mother.  She said, “Of course she does.”  And she came and she stayed with us. 
    And so, I made the decision early in my life that I wanted to do the work that was about protecting the most vulnerable among us and doing the work that was about giving them dignity in the process. 
    AUDIENCE MEMBER:  Thank you.
    THE VICE PRESIDENT:  And so — well, thank everybody here for being here, standing in solidarity around the importance of that.  (Applause.)
    And so, I say to you, then, from that experience and from the work that I’ve done, the idea that someone who survives a crime of violence to their body — a violation of their body — would not have the right to make a decision about what happens to their body next, that’s immoral.  That’s immoral.
    And let us agree, and I know we do: One does not have to abandon their faith or deeply held beliefs to agree the government should not be telling her what to do.  (Applause.)
    If she chooses — if she chooses, she will talk with her pastor, her priest, her rabbi, her imam.  But it should not be the government or Donald Trump telling her what to do with her body.  (Applause.)
    And think about it — the stories that Dr. Reddick shares with us, the stories we heard last night, the stories we’ve been hearing for two years. 
    One in three women in America lives in a state with a Trump abortion ban.  This includes Georgia and every state in the South except Virginia. 
    Think about that when you also combine that with what we know has been long-standing neglect around an issue like maternal mortality.  Think about that when you compound that with what has been long-standing neglect of women in communities with a lack of the adequate resources they need for health care — prenatal, during their pregnancy, postpartum.  Think about that. 
    And these hypocrites want to start talking about “this is in the best interest of women and children.”  (Applause.)  Well, where you been?  Where you been — (applause) — when it comes to taking care of the women and children of America?  Where you been? 
    How dare they?  How dare they?  Come on. 
    And — and we understand the impact of these bans and the horrific reality that women and families — their husbands, their partners, their parents, their children are facing as a consequence every single day. 
    Since Roe was overturned, I have met women who were refused care during a miscarriage — wanted to have a child, suffering a miscarriage.  I met a woma- — a woman — I’ve actually met several who were turned away from the emergency room.  One, at early stages after the Dobbs decision came down, told me with tears — she was with her husband — about how only when she developed ses- — sepsis did she receive emergency care.  Only when she developed sepsis did she receive emergency care. 
    And now we know that at least two women — and those are only the stories we know — here in the state of Georgia died — died because of a Trump abortion ban. 
    One — and we heard about her story last night — a vibrant, 28-year-old young woman.  She was ambitious.  You know, we — I talked with her mother and her sisters about her, and they described such an extraordinary life of a person.  She was excited.  She was working hard.  She was a medical assistant.  She was going to nursing school, raising her six-year-old son. 
    She was really proud that she had finally worked so hard that she gained the independence.  Her family was telling me that she was able to get an apartment in a gated community with a pool for her son to play in.  She was so proud, and she was headed to nursing school. 
    And her name — and we will speak her name —
    AUDIENCE:  Yes.
    THE VICE PRESIDENT:  Amber Nicole Thurman. 
    AUDIENCE:  Amber Nicole Thurman.
    THE VICE PRESIDENT:  Amber Nicole Thurman.
    AUDIENCE:  Amber Nicole Thurman. 
    THE VICE PRESIDENT:  That’s right. 
    And she had her future all planned out, and it was her plan.  You know, let’s understand — just take pause on that for a moment.  She had her plan, what she wanted to do for her son, for herself, for their future.  And so, when she discovered that she was pregnant, she decided she wanted to have an abortion, but because of the Trump abortion ban here in Georgia, she was forced to travel out of state to receive the health care that she needed. 
    But when she returned to Georgia, she needed additional care, so she went to a hospital.  But, you see, under the Trump abortion ban, her doctors could have faced up to a decade in prison for providing Amber the care she needed. 
    Understand what a law like this means.  Doctors have to wait until the patient is at death’s door before they take action. 
    You know, on the other side of my — you know, the — the other folks, th- — Trump and his running mate, and they’ll talk about, (deepens voice) “Oh, well, yeah, but I — you know, I — I do believe in the exception to save the mother’s life.”  (Laughter.)  Okay.  All right.  Let’s break that down.  Shall we? 
    AUDIENCE:  Yes!
    THE VICE PRESIDENT:  Let’s break that down.  (Applause.)  Let’s break that down. 
    So, we’re saying that we’re going to create public policy that says that a doctor, a health care provider, will only kick in to give the care that somebody needs if they’re about to die? Think about what we are saying right now.  You’re saying that good policy, logical policy, moral policy, humane policy, is about saying that a health care provider will only start providing that care when you’re about to die? 
    And so, Amber waited 20 hours — 20 hours, excruciating hours — until finally she was in enough physical distress that her doctors thought they would be okay to treat her.  But it was too late.  She died of sepsis.  And her last words to her mother — which her mother, as you know, tears up and cries every time she speaks it — last words to her mother, “Promise me you’ll take care of my son.” 
         So, I met last night and I spent time with Amber’s mother and her sisters, and they spoke about Amber — a daughter, a sister, a mother — with the deep love that you can imagine and how terribly they miss her.  And their pain is heartbreaking.  It’s heartbreaking. 
     Amber’s mother, Shanette, told me that the word “preventable” is over and over again in her head when she learned about how her child died — the word “preventable.”  She cannot — she can’t stop thinking about the word that they spoke to her.  It was “preventable.” 
    Because, you see, medical experts have now determined that Amber’s death was preventable.  And through the pain and the grief of her mother, who courageously told her story, I promised her, as she has asked, that we will make sure Amber is not just remembered as a statistic — (applause) — that she will not just be remembered as a statistic, so that people will know she was a mother and a daughter and a sister and that she was loved and that she should be alive today — (applause) — and that she should be alive today.
    And many of us remember — there’s so many leaders here — from two years ago when the Dobbs decision came down, we knew this could happen.  There is a word “preventable,” and there is another word: predictable. 
    AUDIENCE:  Yes!
    THE VICE PRESIDENT:  And the reality is for every story we hear of the suffering under Trump abortion bans, there are so many other stories we’re not hearing but where suffering is happening every day in our country, an untold number of people suffering.
         Women who are also being made to feel as though they did something wrong.  The judgment factor here is outrageous — being made as though to feel as though they are criminals, as though they are alone. 
    So, to those women, to those families, I say on behalf of what I believe we all say: We see you, and you are not alone, and we are all here standing with you.  (Applause.)  Standing with you.  You are not alone.  You are not alone.  (Applause.)
    So, Georgia —
    AUDIENCE MEMBER:  We will not be silent.
    THE VICE PRESIDENT:  We — and we will not be silent.
    AUDIENCE:  We will not be silent.
    THE VICE PRESIDENT:  And we will not be silent.  But this is a health care crisis. 
     AUDIENCE:  Yes!
    THE VICE PRESIDENT:  This is a health care crisis, and Donald Trump is the architect of this crisis.  He brags about overturning Roe v. Wade.  In his own words, quote, “I did it, and I’m proud to have done it,” he says.  He is proud. 
    Proud that women are dying?  Proud that doctors and nurses could be thrown in prison for administering care?  Proud that young women today have fewer rights than their mothers and grandmothers? 
    How dare he?  How dare he?
    And in our debate last week — (laughter and applause).  Well, that was fun.  (Laughs.) 
    But — and I know everyone here paid attention to the words, though — the words, right? 
    AUDIENCE MEMBER:  (Inaudible.)
    THE VICE PRESIDENT: (Laughs.)  I’m trying to get another debate.  We’ll see.  (Laughter.)
    But in our debate last week, remember when he said: Everyone wanted Roe v. Wade to be overturned.
    AUDIENCE MEMBER:  I don’t know where “everyone” is.
    THE VICE PRESIDENT:  Well, exactly.  I don’t know where everyone is either, because — (laughter and applause) — women have been arrested and charged for miscarriages.  They didn’t want that. 
     AUDIENCE:  No!
    THE VICE PRESIDENT:  I — I was speaking with a physician who is here, who has, in her professional experience, been administering care to girls.  And what we know is that 12- and 13-year-old survivors of assault are being forced to carry a pregnancy to term.  They didn’t want this. 
    AUDIENCE:  No!
    THE VICE PRESIDENT:  And couples just trying to grow their family being cut off in the middle of IVF treatments, they didn’t want this. 
    AUDIENCE:  No!
    THE VICE PRESIDENT:  And on that last point, you probably saw, this week, for the second time, Republicans in the United States Senate blocked a bill that would protect access to IVF treatment. 
    Now, consider among the multitude of ironies the fact that, on the one hand, these extremists want to tell women they don’t have the freedom to end an unwanted pregnancy, and on the other hand, these extremists are telling women and their partners they don’t have the freedom to start a family.  Okay.  And they want to restrict access to contraception as well.
    And now Donald Trump says that he would personally cast his vote in Florida, which is where he now lives, to support their extreme abortion ban, just like the one that is here in Georgia.  And —
    AUDIENCE MEMBER:  Felons can’t vote!  (Laughter and applause.)
    THE VICE PRESIDENT:  Well, that’s a whole different policy discussion that we’ll have for another day.  (Laughter.)
    But let’s understand, if he is — if he is elected again as president, Donald Trump will go further.  (Applause.)  But we know what we’re up against, and we must — we must speak of the stakes.  We must remind — everybody here knows, but we got to remind our friends, our neighbors, our coworkers: The stakes are so high. 
    Because, if he is elected again, I am certain he will sign a national abortion ban, which would outlaw abortion in every single state.  And he would create a national anti-abortion coordinator — look at Project 2025 — and force states to report on women’s miscarriages and abortions.  It’s right there.
    I can’t believe they put that Project 2025 in writing.  (Laughter.)  I — I — they — they put it — they literally put it in writing.  They bound it.  (Laughter.)  They handed it out.  I mean, they are simply out of their minds.  (Laughter and applause.)
    And it’s clear that they just don’t trust women. 
    AUDIENCE:  They don’t.
    THE VICE PRESIDENT:  Well, we trust women.  We trust women.  (Applause.)
    And like Dr. Reddick said, when Congress passes a bill to restore reproductive freedoms, as president of the United States, I will so proudly sign it back into law.  (Applause.)  I will so proudly sign it into law.  Proudly sign it into law.  (Applause.)
    So, 46 days to go.  And let us remember that momentum on this and so many issues — momentum is on our side.  (Applause.)
    Let’s remember, since Roe was overturned, every time reproductive freedom has been on the ballot — from Kansas to California to Kentucky; in Michigan, Montana, Vermont, and Ohio — the people of America have voted for freedom.  (Applause.)  The people of America have voted for freedom — and not just by a little but by overwhelming margins, from so-called red states to so-called blue states, providing and making clear, also, this is not a partisan issue.  This is not a partisan issue.  And it is proving that the voice of the people has been heard and will be heard again — and will be heard again.  (Applause.)
    So, 46 days to go in probably the most consequential election of our lifetime. 
         And with that, then, today, I ask: Georgia, are you ready to make your voices heard?  (Applause.)

    Q: How are you supporting families who are struggling with infertility?
    A: According to recent federal statistics, more than 13 percent of women under age 49 are affected by infertility. Coping with infertility, miscarriages and stillbirths takes a painful, emotional toll on families. I’m co-sponsoring legislation that affirms support for those facing infertility and fosters solutions to make meaningful medical advances in reproductive care. The Reproductive Empowerment and Support through Optimal Restoration (RESTORE) Act would expand access to restorative reproductive medicine within existing federal programs. Americans struggling with the anguish and uncertainty of infertility deserve better testing, diagnoses and treatment that a whole-of-government approach can bring. As a co-sponsor of the RESTORE Act, I support marshalling federal resources to promote research on the leading causes of infertility and provide training for medical professionals to learn how to diagnose and treat infertility. Let’s do what’s possible to ensure aspiring parents have information about evidence-based treatments to address underlying medical issues related to their fertility challenges.
    Unfortunately, the issue of reproductive health has been turned into a political football during this presidential election year. Specifically, the Democrat Majority Leader has scheduled votes twice in four months to manufacture a crisis about access to in vitro fertilization (IVF), which is not in question. Democrats intentionally loaded up their bill with poison pills like expensive programs and mandates that go well beyond simply protecting access to IVF while rejecting Republican alternatives to further support families utilizing IVF. The Democrat Majority is needlessly creating anxiety for people who already shoulder burdens of loss and despair. The RESTORE Act seeks to beef up the medical community’s focus on underlying reproductive health issues, such as endometriosis, ovarian cysts, uterine fibroids and more. Treating underlying conditions causing infertility is a common sense solution. Learning more about the causes of infertility will help find cures and answer the prayers of so many Americans who want to be called “Mom” and “Dad.” Although IVF is one example of the miracles of modern medicine, we also must pursue robust holistic approaches to reproductive care and infertility, including education, testing, diagnosis and treatment. Let’s also be clear on one important fact: Access to IVF is not in jeopardy. It’s legal in all 50 states. I know many families, including pro-life families, who have benefitted from IVF. I support IVF and am proud to advocate for pro-life, pro-family and pro-mother policies in the United States Senate.
    Q: What other priorities are you pushing to improve maternal health?
    A: This summer Rep. Ashley Hinson and I scored a victory for expectant moms across America when our bill to help reduce stillbirths was signed into law. Tragically, approximately 21,000 babies are stillborn every year in the United States. The Maternal and Child Health Stillbirth Prevention Act paves the way for Title V funds of the Social Security Act to be used for stillbirth prevention activities and programs. It will help curb infant mortality by enabling evidence-based stillbirth initiatives to qualify for federal funding. The tragedy of losing a baby to stillbirth after 20 weeks of pregnancy delivers immeasurable pain and heartache to families. What’s more, women who experience a stillbirth are more likely to die and have increased morbidity. Our bill will help improve maternal health and save babies by expanding resources for health care providers to proactively talk to their patients about stillbirth prevention strategies. I give a lot of credit to Iowa grassroots advocates for their leadership and commitment to help get this bill across the finish line. It’s an example of government of, by and for the people. For the third consecutive year, I co-sponsored the bipartisan National Stillbirth Prevention Day resolution to recognize those who have endured loss through stillbirth. Raising public awareness will lend urgency to public health efforts to help save lives.
    As an outspoken advocate for rural health care, I’m aware of the challenges faced by expectant moms living in rural areas to access prenatal and OB care. A lack of obstetric services and shortages in the health care workforce put patients and quality of care in rural areas at risk. I’ve introduced the Healthy Moms and Babies Act to address the maternal health crisis that particularly affects women of color and mothers living in rural America. In Iowa, more than 20 labor and delivery units have closed in the last decade. I’ll continue working with stakeholders to push for community-driven solutions and supports, including expanding telehealth services. My Healthy Moms and Babies Act would expand telehealth access for expectant and postpartum mothers to help lower mortality rates and improve patient outcomes. According to the Centers for Disease Control and Prevention, 80 percent of pregnancy-related deaths are preventable. I’ll continue pushing at the federal level to improve access to high-quality care for moms and babies, including my long-time support for the Maternal, Infant and Early Childhood Home Visiting Program.

    Two climbers have been rescued this morning from a remote hut in Aoraki/Mount Cook National Park, days after they became stranded.

    Days of bad weather finally cleared this morning, allowing the Aoraki/Mt Cook Alpine Rescue Team to reach the pair.

    The climbers had been held up in Empress Hut on Mt Cook, a difficult and technical location on New Zealand’s highest mountain, says Sergeant Samantha Stewart of Aoraki Police Search and Rescue. They called Police about 2.45pm on Tuesday, saying they had suffered frostbite but were taking shelter in the hut.

    “Both climbers are receiving medical treatment for their injuries and despite what they’ve been through, they’re in good spirits and are very appreciative of the efforts to get them off the mountain.

    “The pair were caught out by the weather, but thankfully they were experienced in climbing and very well prepared. They’ve had enough food with them for two weeks and plenty of warm clothing.”

    Rescuers were in regular contact with the pair and their families.

    Sergeant Stewart says a number of people have been involved in the operation.

    “We’ve had rescuers on standby through the week, waiting for the opportunity to fly them off the mountain, and we want to thank the Department of Conservation’s Aoraki/Mt Cook Alpine Rescue Team, and The Helicopter Line for their incredible efforts this morning.”

    The rescue got under way at 6.30am, and by 8.30am, the rescue team had reached the pair. Minutes later, they were back at the search and rescue base being assessed.

    The climbers will be taken to Christchurch Hospital for treatment.

    “It’s a fantastic result,” Sergeant Stewart says. “We made one rescue attempt and considered other windows of opportunity, but each time the weather pushed us back.

    “We had a narrow window of opportunity this morning, but we didn’t think it would be as good as it was.

    “We were stoked to see them getting out of that helicopter, and they were very happy to see us too.”

    Washington, D.C. – Last week, U.S. Senator Reverend Raphael Warnock (D-GA) convened survivors and gun safety advocates for a forum aimed at addressing the dangerous, deadly consequences of the nation’s gun violence epidemic on young people, particularly Black youth, during the Congressional Black Caucus Foundation’s 53rd Annual Legislative Conference (ALC) in Washington, D.C. The panel discussion, titled “Youth Under Fire: Addressing Gun Violence in Our Communities”,was Senator Warnock’s second session focused on efforts to curb gun violence at the ALC, and was held in the wake of the shooting at Apalachee High School in Winder, GA that claimed the lives of two teachers and two students. 500 conference participants and community members, including high school students, attended the session.

    The ‘Michelle Alyssa Go Act’ is named after a 40-year-old woman who was tragically pushed to her death in front of an oncoming subway train at a stop in Times Square. After the attack, a 61-year-old man experiencing homelessness with diagnosed Schizophrenia named Martial Simon admitted to shoving Go in front of the train. According to news reports, after showing signs of schizophrenia in his 30s, Mr. Simon spent time bouncing between hospitals, jails, and outpatient psychiatric programs without ever receiving the long-term care he needed.

    Under current federal law, Medicaid is prohibited from covering long-term stays for patients between the ages of 21 and 64 who are receiving mental health or substance abuse treatment in a facility with more than 16 beds, known as an Institution for Mental Diseases (IMD). The ‘Michelle Go Act’ would raise the threshold for a facility to be considered an IMD, from 16 in-patient psychiatric beds to 36. This would more than double the beds eligible to be funded by federal Medicaid in statute. The bill also ensures these facilities meet nationally recognized, evidence-based standards of care.

    The prohibition on Medicaid coverage, also known as the IMD exclusion, has been in effect since Medicaid was created in 1965 and has resulted in people being unable to access mental health care, as many do not have the funds to cover these services out of pocket and many institutions have downsized their capacity.

    WASHINGTON — U.S. Senator Tim Scott (R-S.C.) and Senator Cory Booker (D-N.J.) introduced the Sickle Cell Disease Comprehensive Care Act. The legislation would allow State Medicaid programs to provide comprehensive care to sickle cell disease (SCD) patients through a health home model. Health homes have been used by state Medicaid programs to provide coordinated care through a provider team model to patients with chronic conditions. Health home services include care management, care coordination, and patient-family support services.
    “Nearly 100,000 Americans have sickle cell disease—many of whom are left without access to consistent care,” said Senator Scott. “I am glad to work on this bipartisan legislation to help treat this disease that affects thousands of Americans from minority communities. Creating access to high-quality comprehensive care to avoid costly emergency room visits continues to be a top priority of mine for folks facing diseases like SCD.”
    According to the Centers for Medicare & Medicaid Services (CMS), around 50% of people with sickle cell disease are on Medicaid. Due to limited access to care, many SCD patients have difficulty managing their symptoms which ultimately results in costly emergency department visits and worsened health outcomes. The senators’ legislation directs CMS to establish a SCD Health Home to improve access to high-quality, outpatient care for Medicaid beneficiaries with SCD in states that submit a state plan amendment (SPA).

    The death of a 10-year-old Japanese boy stabbed on his way to school in the southern Chinese city of Shenzhen has sparked public grief and condemnation, while police have detained a 44-year-old male suspect who was caught at the attack scene.
    On Thursday evening, some local citizens laid flowers near the Japanese school where the boy was enrolled, expressing both anger and sorrow over the attack, according to local media reports. One message on a bouquet read: “The boy lived and studied here. He was a child of Shenzhen, regardless of his nationality.”
    According to local media reports, the boy, a Japanese national born to a Japanese father and a Chinese mother, was stabbed by the suspect who was only identified by his surname Zhong at 7:55 a.m. on Wednesday. The boy was rushed to the hospital and succumbed to injuries early on Thursday.
    “Our medical staff immediately took several emergency measures. We restored his heartbeat and put him in surgery,” Ma Xiaopeng, head of the doctors’ team and president of Shenzhen Children’s Hospital, was quoted as saying. “A team of specialists made every possible effort to save him, but unfortunately, due to the severity of injuries, the boy was pronounced dead at 1:36 a.m. on Thursday.”
    Local police said that the investigation into the case is still ongoing, and initial findings showed it was an “isolated incident.”
    In response to the stabbing, local public security and education authorities in Shenzhen have heightened security measures around schools and other public venues.
    The city has pledged to take further steps to safeguard the lives, property and legal rights of everyone there, including foreign nationals.
    The education department in Nanshan District, where the school is located, has also established a psychological counseling team for students of the school, which serves Japanese nationals living in Shenzhen and its surrounding areas.
    “We regret and are saddened by this tragic incident. We mourn for the passing of the boy and our hearts go out to his family,” Chinese foreign ministry spokesperson Lin Jian said on Thursday.
    “The Chinese government never allows any illegal or violent activities and will conduct an investigation into the case and bring the criminal to justice in accordance with law,” Lin said. “We believe individual cases will not affect exchanges and cooperation between China and Japan.”

    Lebanon’s Hezbollah on Friday night mourned the acting commander of its Elite Radwan Force, Ibrahim Akil, who was killed earlier in the day by an Israeli airstrike on Beirut’s southern suburbs.

    “Today, the great jihadist leader Ibrahim Akil joined the procession of his brothers, the great martyr leaders, after a blessed life full of jihad, work, wounds, sacrifices, risks, challenges, achievements, and victories,” read a statement released by Hezbollah.

    Meanwhile, the local MTV channel reported that the body of Akil was found along with seven other members of Hezbollah’s Elite Radwan Force.

    The channel reported earlier that the whole command committee of the Elite Radwan Force was meeting in the building that was targeted by the Israeli airstrike.

    Civil defense teams are still searching for bodies under the rubble.

    According to the Health Ministry, the Israeli airstrike has killed 14 people and injured 66 others.

    Hezbollah launched over 100 rockets at more than 30 settlements in western Galilee and a key intelligence base in northern Israel on Friday, retaliating for an Israeli airstrike on Beirut’s southern suburbs that killed at least 12 people and wounded 66 others, according to the Lebanese Health Ministry.

    The Israeli strike hit a building in the Jamous area of Dahieh, a Beirut suburb. Rescue teams were clearing rubble to find casualties, the ministry said.

    Local TV footage showed extensive damage and chaos in the densely populated neighborhood. Lebanese media reported the strike targeted Ibrahim Akil, a Hezbollah Jihad Council member.

    Israel Defense Forces spokesman Daniel Hagari said that Akil was killed along with other senior commanders in the Lebanese group during the operation. However, Hezbollah has not disclosed any information about Akil’s situation.

    Earlier Friday, the Israeli military said about 120 projectiles were fired from Lebanon into northern Israel, triggering alarms in the Israeli-occupied Golan Heights, Safed, and Upper Galilee. Some were intercepted, with debris causing fires. No injuries in Israel have been reported.

    Lebanese military sources reported Israeli airstrikes hit six locations in southern Lebanon, while artillery shelled 11 border towns earlier in the day.

         To mark the 75th anniversary of the founding of the People’s Republic of China, the Labour Department (LD) and the Occupational Safety and Health Council (OSHC) today (September 21) held the National Day Celebration and Thousand-Person Stretching Exercises event in D·PARK, Tsuen Wan, with 750 participants taking part, setting a new record for the “Largest resistance band demonstration/class” in the Guinness World Records.     Officiating and speaking at the event, the Secretary for Labour and Welfare, Mr Chris Sun, said that this event aims to raise employees’ awareness of doing stretching exercises and promote occupational health. He explained that timely stretching exercises can reduce employees’ muscle ache and risk of injury, improve work performance and create a healthier and more efficient work environment.           Guided by fitness instructors, 750 participants performed a 30-minute resistance band stretching exercise together during the event, setting a world record as a tribute to the motherland, and to demonstrate the unity and collective effort of the Government and various sectors in raising public awareness of occupational health.           The stretching exercise event is one of the key events celebrating the 75th anniversary of the founding of the People’s Republic of China. Another highlight is a two-day occupational health carnival being held today and tomorrow (September 21 and 22) by the LD and the OSHC at the same venue. It offers a diverse range of activities, apart from a variety of performances, booth games, occupational health talks as well as photo corners. Health risk assessment stations will also be available, where registered nurses will offer complimentary health checks to enhance public awareness of occupational health.

    In its largest air cargo shipment to the African region this year, World Health Organization (WHO) today delivered 33.5 metric tonnes of emergency medical supplies and equipment to the Democratic Republic of the Congo to reinforce mpox outbreak response.

    Today’s delivery follows an initial shipment of more than 14 metric tonnes of emergency supplies to the country two weeks ago to support infection prevention and control, and clinical care measures in the ongoing outbreak. The two shipments will contribute significantly to infection prevention and treatment services in the country for the next three months.

    In addition to reinforcing the mpox outbreak response, the medical equipment and supplies will also be delivered to laboratories as well as district and referral health facilities to provide care for other medical conditions.

    “We’re intensifying our support to the Democratic Republic of the Congo in all critical areas of the mpox outbreak response, ensuring adequate testing, prevention and effective clinical care to stop the spread of this virus,” said Dr Matshidiso Moeti, WHO Regional Director for Africa. “We’re grateful to our partners for the important collaboration in strengthening the ongoing national efforts to bring this outbreak to an end.”

    The Democratic Republic of the Congo accounts for about 90% of the more than 31 000 suspected mpox cases reported so far this year from 14 countries in the African region. WHO is working closely with partners and the government to enhance capacity, expertise and outbreak response measures.

    The spread of mpox in the Democratic Republic of the Congo is attributed to two distinct main outbreaks: the spread of mpox clade Ia in the western Equateur and other provinces of the country where the disease is endemic, including spread to and outbreaks in the capital Kinshasa; and the spread of clade Ib in North and South Kivu provinces in the east, with a few cases in Kinshasa.

    As part of increased support to the mpox outbreak response in the Democratic Republic of the Congo, WHO is expanding its operational capacity in the field, with more than 300 disease surveillance and outbreak response experts from WHO’s polio response programme recently integrated into mpox outbreak control efforts.

    In collaboration with national health authorities and partners, WHO experts are also working closely with communities to raise awareness about mpox, promote preventive measures and encourage reporting of cases.

    Efforts are also being ramped up to strengthen national diagnostic capacities by providing testing kits, reagents and machines to decentralize testing in eight laboratories. On 19 September 2024, WHO dispatched 3500 GeneXpert cartridges to provincial laboratories to ensure adequate testing for effective clinical care, thanks to support from the United States Agency for International Development.

    In readiness for mpox vaccine rollout, WHO is working with countries to ramp up measures to ensure effective introduction of the vaccines. WHO has developed an mpox vaccine roadmap and readiness tool and is supporting countries to develop national vaccine deployment plans that target those populations at highest risk.

    A total of 750 people took part in a stretching exercise at D·PARK in Tsuen Wan today, setting a new Guinness World Record for the “Largest resistance band demonstration/class”.

    The “National Day Celebration & Thousand-Person Stretching Exercises” event was held by the Labour Department and the Occupational Safety & Health Council to mark the 75th anniversary of the founding of the People’s Republic of China.

    In an open letter addressed to world leaders, more than 150 notable parents from across the globe are calling for an end to the world’s “dangerous dependence on fossil fuels” ahead of the UN Summit of the Future on 22-23 September.

    The letter is released against months of wrangling over whether and how to include a crucial reference to fossil fuels—the primary driver of the climate crisis—in the Summit’s key document, the Pact for the Future.  

    The parents’ letter says: “The burning of fossil fuels drives the climate crisis, harming children now and stealing their futures. It is crucial that the Summit makes an unambiguous commitment to a just and fair transition away from fossil fuels.”

    The letter has been spearheaded by Our Kids’ Climate, a global network bringing together parents and grandparents from over 55 countries to take action on climate. It is part of an effort taking place during Climate Week NYC supported by Groundswell (Global Optimism), Save the Children International, Potential Energy, C40 Cities, Climate Crisis Advisory Group, WE ARE FAMILY FOUNDATION,  and the Fossil Fuel Non-Proliferation Treaty Initiative, which seeks to harness the power of love-led climate action and share the parents’ letter under the hashtag #ProtectWhatWeLove.

    Parents from entertainment, sport, science, religion, civil society, literature and business have added their names to the letter.     The letter was released alongside a powerful video produced by the Potential Energy Coalition, which was informed by the organization’s research that found the number one reason people around the world care about climate change is to protect children and future generations.

    Today (Saturday 21 September), on the eve of the Summit, a colorful and family-friendly street action, outside the UN, organized by Climate Families NYC and Our Kids’ Climate will see the letter being read out by parents to coincide with the letter’s release. Parents and children from New York together with climate leader parents from around the world will attend. 

    The letter continues: “To be worthy of its name, the Summit of the Future must be a reset moment. We want our children to inherit a world in which they can breathe clean air, enjoy nature, and meet their potential without threat from ever-worsening climate disasters.”

    On the eve of the Summit,  the organizations supporting the letter are urging high-income countries and historical emitters to take the lead in driving a just and equitable transition, calling on these nations to provide critical support to low-income countries, ensuring that children’s rights and needs are prioritized at every step.

    The public supports robust climate action. According to research, 77% of the global population want their government to do whatever it takes to limit the effects of climate change. Next year, countries must present updated climate plans to the UN. These plans are a once-in-a-generation opportunity to respond to this global mandate for action.

    Parents and grandparents across the world are being invited by Our Kids’ Climate to join forces with the eminent parents by signing the open letter themselves.

    The letter to world leaders ends: “We, the parents, simply wish for a decent future for our children, and all children. You have the power to protect what we love. For the children of today and tomorrow, we are counting on you.”

    WASHINGTON, D.C. – U.S. Senator Lisa Murkowski (R-AK), Vice Chairman of the U.S. Senate Committee on Indian Affairs, attended and spoke at a ceremony in Kake, Alaska, where the U.S. Navy formally apologized for bombarding the Alaska Native village of Kake, Alaska in 1869.
    Senator Murkowski has advocated for this formal apology for many years. She has heard directly from the leadership of the respective villages and clans about the pain and suffering that was inflicted on the Tlingit people by this bombardment and how, generations later, it continues to affect the community. This formal apology is long overdue but marks the start of healing for the community. 
    “It was incredible to be present at this ceremony to witness the United States military’s historic apology for the devastating 1869 bombardment of Kake. I have heard for many years how the people of Kake have not been able to heal from the trauma of the Navy’s attack. Families have shared the stories of the destruction, which led to deaths among children and elders. These families have had to live with that sadness and unresolved trauma for too long,” said Senator Murkowski. “One of the cultural values the people of Kake carry is spiritual and cultural balance. When trying to find that balance, apologies need to be made, to say ‘I am sorry, we failed you.’ While far overdue, it is appropriate now that our military offered this apology to the people of Kake for their loss. I commend the clan leaders in Kake for their humble acceptance of the Navy’s apology, and hope that this acknowledgment will promote healing from the intergenerational trauma caused by the United States government’s mistakes. It was my great honor to have worked alongside the community of Kake to advocate for this historic event.”
    Senator Murkowski was previously adopted into the Deisheetaan clan by the late Selena Everson. During the ceremony, Senator Murkowski delivered remarks with fellow Deisheetaan clan members at her side, after inviting them to join her at the podium. Senator Murkowski delivered her remarks wrapped in a peace blanket lent to her by Joe Zuboff via Sealaska Heritage Institute’s President, Dr. Rosita Worl.

    “I was gifted the name Aan shaawátk’I. which means Lady of the Land. It is a tribute and an honor that I carry deeply with me. It is a responsibility that I have to not only the Deisheetaan, but to all of Alaska’s peoples.”

    “I became involved in these discussions – I heard about this story – years ago. Years ago, I’d learned there had been an effort for an apology, which had to work its way up not only through the military leadership, but then needed to be signed off by the Secretary of the Navy and by the President. And that it made its way so far up in the Clinton Administration, but was ultimately rejected. That was before I had heard of these stories, but this effort is one that should not die, that could not die, that must be remedied.”
    “I want to acknowledge Dr. Worl for not only convening so many, but [also for her] very, very direct reach out to our military leadership. It was in 2019 that she reintroduced the story to General Tom Bussiere who was head of the Alaska Command at the time. And General Bussiere said this wrong must be righted. I will work with you. But as happens, Generals come and they go. And General Bussiere worked hard but it was not accomplished.”
    “I was asked in my role as a member of the Senate Indian Affairs Committee for help from the U.S. Navy on an issue thousands of miles from here, in Nevada, where they were looking to convey property to allow for an extension of a military facility. They said what they were going to do was ensure that the Native people who had been harmed by the military’s actions would receive recognition and would receive a level, a show of apology. And I said ‘I will work with you on that issue in Nevada, but you must understand that the people of Kake have a raw and an open scar that has been left for generations. That the people of Angoon have a raw and open scar that has been left for generations. And the people of Wrangell. So, help us to ensure that these wrongs are corrected.”
    “It was humbling to be in Juneau for Celebration this year. To be part of the lengthy discussions with our military liaisons, some of whom are in this room this afternoon. And our Native leaders and elders from Kake, from Angoon, and from Wrangell, and to finally be to that point where the answer is ‘yes, an apology is necessary. Let’s talk about when.’ And now that ‘when’ is here for the people of Kake. And, so, to be able to announce at Celebration was a truly humbling moment.”
    “It is my hope that we can move together, forward, with respect and understanding for each other’s cultures, for each other’s world views, and that with these words of apology, respect is finally afforded to the people of Kake.”

    President Biden signed the SIREN Reauthorization Act into law yesterday, extending funding for SIREN Act grants to support fire and EMS agencies in rural communities
    WASHINGTON – U.S. Senate Majority Whip Dick Durbin (D-IL) and U.S. Senator Susan Collins (R-ME), a member of the U.S. Senate Committee on Health, Education, Labor, and Pensions (HELP), today praised President Biden for signing their bipartisan SIREN Reauthorization Act into law yesterday.  The legislation will extend funding for five additional years for SIREN Act grants to rural fire and EMS agencies nationwide.  The funding from the Substance Abuse and Mental Health Services Administration (SAMHSA), which was created through Durbin’s Supporting and Improving Rural EMS Needs (SIREN) Act, supports rural EMS agencies in training and recruiting staff, conducting certification courses, and purchasing equipment, including naloxone to address the opioid overdose epidemic.
    “In rural areas across the country, EMS agencies serve as a lifeline for their communities.  These first responders are on the front lines, providing medical care to Americans in emergencies when the nearest hospital is miles away.  That’s why it’s critical that EMS personnel, many of whom are volunteers, are provided with the resources, staffing, training, and equipment to treat the medical emergency in front of them,” said Durbin.  “Because a Nauvoo, Illinois, constituent and paramedic Mark Kennedy met with me to advocate for rural EMS agencies back in 2018, I worked to pass the bipartisan SIREN Act to support Mark and other rural EMS agencies in caring for their communities.  This week, President Biden signed Senator Collins’ and my bipartisan SIREN Reauthorization Act into law, ensuring that rural EMS agencies will have access to the funding they need for five more years.”
    “It is vital that Americans who live in rural parts of Maine and across the country have access to lifesaving emergency medical services, which is why I have long advocated for funding to support access to quality rural health care,” said Collins.  “This law will help to alleviate staffing shortages, upgrade training and equipment, and ultimately boost response times when seconds count.  This program has made a real difference for recruiting and retaining EMS personnel in Maine’s rural communities.”
    The bipartisan bill was initially signed into law in 2018 as part of the Farm Bill.  Since then, Durbin and Collins have led the appropriations effort to grow the program from $5 million annually to $11.5 million this year, resulting in a total of $40 million in grants nationwide to 42 states.  The SIREN Act has resulted in new funds to rural EMS/fire agencies in Carbondale, Nauvoo, Amboy, Jerseyville, Mt. Carmel, Paris, and Gibson City, Illinois.  Thanks to SIREN Act funding, the Nauvoo Fire Protection District has been able to increase the number of annual calls it responds to across Hancock County, Illinois, from 140 to 360. 
    A decline in primary care and hospital service availability, workforce shortages exacerbated by the pandemic, great distances between health care facilities, and low insurance reimbursement for transport and emergency treatment have all strained rural EMS agencies.  At the same time, EMS agencies today are tasked with ever-greater responsibilities— preparing for natural and manmade disasters and bioterror threats, supporting the chronic and emergency care needs of an aging population, and responding on the front lines of the opioid epidemic.  These first responders are often the only health care providers in their area and face difficulty in personnel recruitment and retention, and securing expensive equipment.
    The companion legislation in the House of Representatives is led by Representatives Debbie Dingell (D-MI-06) and Dave Joyce (R-OH-14).  The SIREN Reauthorization Act is endorsed by the National Association of Emergency Medical Technicians, International Association of Fire Fighters, International Association of Fire Chiefs, National Rural Health Association, National Volunteer Fire Council, and National Fire Protection Association.
    Last week, Durbin spoke about the importance of the SIREN Reauthorization Act on the Senate floor.
