    WASHINGTON–U.S. Senators Chris Murphy (D-Conn.) and Richard Blumenthal (D-Conn.) co-sponsored the Break the Cycle of Violence Act, legislation that would create a new Office of Community Violence Intervention (CVI) and a new grant program within the Department of Health and Human Services to award $5 billion in grants to community-based, nonprofit organizations and eligible units of local government to create or support evidence-based and prevention programs to interrupt cycles of violence. U.S. Representative Steven Horsford (D-Nev.-04) introduced companion legislation in the House.

    “Community violence intervention programs work – we’ve seen proof of that in Connecticut and in cities across the country. The Bipartisan Safer Communities Act made a historic $250 million investment in these programs, helping lead to the largest two-year drop in gun violence rates in our country’s history. This legislation doubles down on that investment and makes sure we keep putting federal dollars behind evidence-based strategies that save lives and make communities safe,” said Murphy.

    “The gun violence epidemic requires tested and true community-centered solutions to break tragic cycles of violence. Here in Connecticut, dozens of organizations are saving lives through community violence intervention programs, but they do so with severely limited resources. While the Trump Administration slashes the life-saving grants these organizations depend on, our Break the Cycle of Violence Act makes investments that will save lives and make our communities safer,” said Blumenthal.

    Murphy’s past support for robust community-based violence intervention programs includes his Bipartisan Safer Communities Act (BSCA), which provided millions in grants to community-based nonprofits that directly provided counseling and support to at-risk youth, and families traumatized by gun violence. On day one of his presidency, President Trump shut down the White House Office of Gun Violence Prevention responsible for coordinating efforts across the federal government and working with states and local governments to identify available resources for impacted communities. On April 30th, the Department of Education (ED) notified grant recipients of the School-Based Mental Health Services (SBMH) and Mental Health Service Professional (MHSP) Grant Programs, which BSCA funded, that their funding would not be continued after this fiscal year.

    The Break the Cycle of Violence Act provisions include:

    • $5 billion investment in anti-violence programs to create and support violence interruption and crisis management initiatives.
    • $1.5 billion investment in workforce training and job opportunities, including improved youth employment and training activities, paid work experience for school aged youth, and partnerships with community-based organizations to serve youth in high-crime and high-poverty areas.
    • An Office of Community Violence Intervention at HHS to implement evidence-based violence reduction initiatives.
    • A Community Violence Intervention Advisory Committee to ensure people with expertise in community violence intervention have a voice in CVI policies.
    • A National Community Violence Response Center to provide technical assistance for implementing community violence intervention and prevention programs.

    The bill is endorsed by Community Justice, Sandy Hook Promise, Giffords Gun Violence Prevention & Advocacy, and Everytown for Gun Safety.

  • MIL-OSI Australia: City calls for groups to be part of 2025 Seniors Festival

    The City of Greater Bendigo wants to hear from local community groups and organisations interested in holding a free or low-cost event or activity as part of this year’s Greater Bendigo Seniors Festival set to take place from October 5 to October 12, 2025.

    This year’s festival will celebrate with the theme Connect Create Celebrate!

    City of Greater Bendigo Acting Director Healthy Communities and Environments Andie West said the City is calling on local community groups and organisations to hold an event or activity during this year’s festival, to showcase their group, provide entertainment, activities and a chance for older adults to connect with others.

    “We are looking for groups to hold activities and events that older people will enjoy such as, craft and gardening activities, tours, morning teas, entertainment, information sessions, learning opportunities, come and try days or exercise programs and events that promote positive ageing,” Ms West said.

    “The annual Seniors Festival recognises and celebrates the valuable contribution of older adults to our community and encourages them to discover new activities and interests in our community.

    “It’s a great way for groups and organisations to connect with older adults who make up a large part of our population.

    “If you think your group or organisation can host a great event for older adults in the spirit of the festival then we want to hear from you.

    “We have limited space in the printed program but would love to include as many events as possible that meet the broad needs of the community.

    “Community events and activities registered by Wednesday August 6, 2025, where possible, will be listed and promoted in the printed and online festival program.

    “Groups and organisations are also encouraged to promote events through their own networks and on the Connect Greater Bendigo events calendar.”

    When someone is making the brave step of reaching out for help whether it’s you, your child, a friend or family member, this Government is committed to ensuring we have the right support in place to answer that call, Minister for Mental Health Matt Doocey says.

    “It is promising to see reports showing New Zealand’s mental health and addiction workforce is growing. This will help us ensure that people are getting the support they need, when they need it and no one’s call is going unanswered,” Mr Doocey says.

    “Over the past two years, there has been substantial progress in building up the mental health and addiction workforce. We have more mental health nurses, psychologists, support workers and addiction counsellors working on the ground, and overall vacancy rates are starting to ease.

    “Behind every one of those new psychologists, nurses, support workers or counsellors are hundreds of people at what can be the lowest time of their life, now able to be seen, heard and supported.  

    “I’ve been very clear that increasing access to support is a top priority. The Auditor General called for a specific mental health workforce plan in response to wait-times and vacancy rates increasing under the previous Government. We treated this as a priority and delivered the first dedicated mental health workforce plan in New Zealand within the first year.

    “It’s pleasing to see HNZ payroll data shows total full-time staff employed in mental health grew by more than 9 per cent year-on-year between Quarter 3 in 2023 and Quarter 1 2025.”

    While challenges remain, particularly in psychiatry vacancies, HNZ Payroll data also shows there has been 9.5 percent growth in the number of full-time staff employed as Senior Medical Officers – Psychiatry between Quarter 1 2024 and Quarter 1 2025.

    “We know we need more psychiatrists in New Zealand. That’s why we’ve increased training places and funding to support more people into the field. We’ve lifted the number of funded registrar positions from 33 in 2024 to 54 a year after Budget 2025,” Mr Doocey says.

    “I’ve also written to both Health New Zealand and the Royal Australian and New Zealand College of Psychiatry to encourage them to do everything they can to remove any additional barriers to grow the psychiatry workforce.

    “It is heartening to see that the Government’s focus on growing the workforce and our commitment to addressing long-standing workforce gaps is starting to pay off because at the end of the day, when someone is making the brave step of reaching out to get well, workforce should never be a barrier.”

    •    The Health Workforce Information Programme shows the overall Mental Health and Addiction FTE employed by Health NZ in the two years to December 2024 have increased and vacancies are down. Growth has been recorded in a number of key professions within Health NZ including:
    o    Registered Mental Health Nurses grew by 21 per cent
    o    Nursing Support Workers increased by 20 per cent
    o    Clinical Psychologists and Drug and Alcohol Counsellors both saw 6 per cent increases 
    •    The general trend is also supported in the recent Te Pou report on Health New Zealand Te Whatu Ora adult mental health & addiction workforce estimates, 2024. This report shows that between 31 March 2023 and 31 March 2024 The total number of employed roles increased by 404 FTEs and vacant roles decreased by 60 FTEs. The overall estimated vacancy rate for the adult Mental Health and Addiction workforce has decreased from 11 per cent to just under 10 per cent.

    The ACT Government has launched ‘Minds Together’, a free online program to support families, friends, and carers of those experiencing suicidal distress.

    People in support roles often provide life-saving practical and emotional support, Minds Together provides additional support and tailored resources for those support people when a loved one is experiencing suicidal distress.

    Minister for Mental Health Rachel Stephen-Smith said the program benefits the person experiencing distress, while also reducing distress and enhancing coping mechanisms for the carers themselves.

    “There are many complexities and challenges that friends, families and carers navigate when supporting those in suicidal distress, or after a suicide attempt,” Minister Stephen-Smith said.

    “The Minds Together program provides free access to information, lived experience stories and targeted low-intensity modules to help support people when they are supporting someone who is experiencing suicidal distress or has attempted suicide. It also connects users with information about aftercare services available in the ACT.”

    The ACT Government is celebrating International Safewards Day by recognising the success of the ACT’s Towards a Safer Culture – Safewards program, making public hospitals safer for healthcare workers, patients, carers and families.

    Safewards is an evidence-based model that helps staff and patients communicate more effectively to reduce conflict and instances of occupational violence.

    It promotes collaboration between healthcare teams, consumers, carers and families to create safer, more supportive hospital environments.

    The model includes 12 practical strategies staff can use to reduce the likelihood of conflict and support a positive environment. These include:

    • sharing more information between team members and patients to build stronger relationships and find common areas of interest
    • senior team members visiting each patient, enabling them to escalate any concerns and ensuring they feel seen and heard
    • staff and patients agreeing on mutual expectations of each other in the hospital environment.

    Minister for Health Rachel Stephen-Smith said the ACT Government was proud to support the continued rollout of Safewards across Canberra’s public hospitals.

    “Safewards is transforming the way care is delivered in our hospitals. It’s about creating and supporting environments where patients feel heard, staff feel supported, and everyone feels safe,” Minister Stephen-Smith said.

    “Today, on International Safewards Day, we celebrate the dedication of our nurses and healthcare workers who are championing this change. We are proud of our progress so far and grateful to our staff and consumers who are leading the way.”

    An initial pilot of the Safewards Model carried out in the ACT in 2021 found:

    • more than half of Safewards nurses thought that the model of care had had an impact on conflict and containment in their workplace
    • two out of three Safewards nurses thought their colleagues viewed Safewards favourably
    • nearly half of all Safewards nurses had heard positive consumer/patient feedback.

    Following the successful trial in four wards across Canberra Health Services, the ACT Government committed $4.67 million to expand the program under the Nurses and Midwives Towards a Safer Culture ‘The Next Steps’ Strategy aiming to implement Safewards in 12 wards by June 2026.

    To date, Safewards has been introduced in 10 wards, with the Towards a Safer Culture team delivering more than 400 in-service education sessions and training over 450 Safewards Champions across Canberra Health Services.

    Phase 4 of the rollout began on 30 June 2025 in Wards 7B and 7C of Building 5 at Canberra Hospital, which will complete the Government’s commitment once fully implemented.

    “The ACT Government made a commitment to implement Safewards in 12 wards by the middle of next year and that’s exactly what we’re doing. Congratulations to the team for their excellent work implementing this important model of care in our hospitals,” Minister Stephen-Smith said.

  • MIL-OSI USA: Cortez Masto, Rosen Introduce Bill to Support Veterans Exposed to Radiation and Toxins While Serving in Nevada

    Washington, D.C. – U.S. Senators Catherine Cortez Masto (D-Nev.) and Jacky Rosen (D-Nev.), introduced legislation to ensure service members and veterans who served at classified locations within the Nevada Test and Training Range (NTTR) since 1951 are able to prove that they served there, and can finally get the PACT Act benefits they deserve following exposure to radiation and toxins. 
    From the 1950s through the 1990s, the NTTR – and the Nevada Test Site contained within it – conducted over 900 explosive nuclear weapons tests and other dangerous, toxic activities. Currently, due to issues with the classified nature of their location while serving, veterans who served at the NTTR are unable to prove their service there to the VA and, therefore, are unable to receive care and benefits connected with exposure to radiation and toxins from burn pits. The Fighting for the Overlooked Recognition of Groups Operating in Toxic Test Environments in Nevada (FORGOTTEN) Veterans Act would help to correct a historic wrong and inequity by officially recognizing the risk that veterans assumed during their service at the NTTR, and other Department of Energy (DOE) Covered Facilities, where DOE employees are already automatically presumed to have been exposed, while the service members who served alongside them are not. Senator Rosen also worked to secure commitments from multiple high-ranking military officials to address this care gap.
    “As a nation, it is our obligation to take care of all veterans once their service has ended,” said Senator Cortez Masto. “This is especially true for veterans of the Nevada Test and Training Range, who faced toxic exposure daily as part of their duties and should have parity with their civilian counterparts. I will continue to push for these brave men and women to receive the care and benefits they’re due.”
    “Veterans have been exposed to radiation and toxic chemicals as a result of their selfless service to our nation, and the least we can do is ensure they get the treatment they need,” said Senator Rosen. “I’m introducing this bill to recognize the radiation and toxic exposure experienced at the Nevada Test and Training Range so our veterans can access the care and benefits they deserve. It is unconscionable that one U.S. government agency deems portions of the range as contaminated and their personnel exposed, while another U.S. government agency does not. I’ll continue working to make sure we take care of our veterans and their loved ones.”
    “Today, after decades of denial by our own government, the veterans who were exposed to toxic radiation and materials on the Nevada Test and Training Range are closer than ever to getting the recognition and benefits they’ve earned,” said Dave Crete, Chairman of The Invisible Enemy, a nonprofit dedicated to supporting veterans who have experienced toxic exposure at the Nevada Test and Training Range. “We thank Senators Rosen and Cortez Masto for making the FORGOTTEN Veterans Act a legislative priority in the U.S. Senate, and all of our allies in Congress who are dedicated to righting this wrong, and securing justice for the brave men and women who risked their lives and lost their lives fighting this invisible enemy.”
    Specifically, the FORGOTTEN Veterans Act would: 
    Classify the Nevada Test and Training Range as contaminated.
    Require the Department of Defense (DOD) to document all exposures, including those that occur domestically, into the service member’s Individual Longitudinal Exposure Record, so it can be seen by the VA when service members transition to civilian life, while still protecting the classified nature of the location of their service. 
    Require the Secretary of the Air Force to identify all those who served within the NTTR since January 27, 1951, establish a process for service members and veterans to provide proof of their assignment within the NTTR, and make all efforts to identify individuals, without requiring them to submit evidence of their stationing.
    Establish a presumption of toxic exposure for DOD personnel who served at any Department of Energy (DOE) Covered Facilities – such as those within the NTTR – where DOE employees have a presumption of exposure and are covered under the Energy Employees Occupational Illness Compensation Program Act. One such DOE-covered facility within the NTTR is the Tonopah Test Range, which is both a DOE and DOD installation. 
    Add service at military installations within the NTTR to the list of recognized “radiation-risk activities” under VA law, dating back to January 27, 1951, including veterans who participated in the development, construction, operation, or maintenance of military installations at NTTR—beyond just nuclear test observers.
    Establish a presumption of toxic exposure for veterans who served on or above NTTR, easing the burden of proof in VA claims.
    Expand presumptive conditions for service connection by adding lipomas and tumor-related conditions to the list of automatically presumed service-connected illnesses.

    The CommBank Household Spending Insights (HSI) Index rose for the third month in a row in June, up 0.3 per cent following gains of 0.4 per cent in April and May.

    Eight of the twelve HSI categories recorded spending growth for the month, led by Utilities (+2.9 per cent), Education (+1.1 per cent) and Communications & Digital (+1.0 per cent). The timing of the energy rebates has made the utilities category choppy, while the release of Nintendo Switch 2 likely supported sales in the Communications & Digital category.

    Three categories saw a fall in the month, led lower by Hospitality (-0.8 per cent), Motor Vehicle (-0.1 per cent) and Recreation (-0.1 per cent). These categories all performed relatively well in May and again show the fickle nature of consumer spending at present.

    “Household spending is starting to show signs of consistency month-on-month and should continue to pick up this year as consumers begin to loosen their purse strings. This recovery is taking longer than expected to occur, but there are green shoots emerging. The annual growth rate has picked up, but the recovery is not yet assured. Spending around sales events and new items show consumers are still deliberate on their spending decisions,” said CBA Senior Economist, Belinda Allen.  

    “At the same time there remains a clear preference to save and pay down debt. Recent data from CBA showed that just 10 per cent of eligible home loan customers chose to reduce their mortgage direct debit payments following the May interest rate cut. This follows a similar trend after the February rate cut when around 10 per cent of eligible customers had adjusted repayments at the same point in time – eventually rising to 14 percent before the May RBA decision.”

    Taking the whole of June quarter together, the HSI lifted by 1.4 per cent, just a little above the 1.2 per cent recorded in the March quarter, but still below the 1.6 per cent recorded in the December quarter of 2024.

    “The RBA’s decision to hold rates at 3.85 per cent in July was unexpected, but we anticipate the RBA to cut the cash rate in August by 25 basis points, with November the most likely option for a follow up rate cut. While we still anticipate a pickup in household spending in 2025, a slower rate cutting cycle could soften this recovery over the remainder of the year.”

    In June, homeowners without a mortgage saw the weakest yearly spending growth per capita at 3.5 per cent, continuing the trend from May. Homeowners with a mortgage saw a shift higher in spending in June, with gains over the past year now tracking at 5.2 per cent. Meanwhile renters saw a lift to 4.2 per cent.

    “Homeowners with a mortgage have reduced spending on transport, hospitality, and food and beverage goods over the past year but lower interest rates are expected to boost disposable income in the coming months. Renters continues to spend more following an increase in April and May,” commented Ms Allen.

    NSW recorded the strongest household spending growth in June of the states and territories, rising 0.7 per cent. Over the past year, NSW has outperformed nationally, up 8.4 per cent in a change at the top of the state leaderboard. Meanwhile Queensland has grown 7.3 per cent, recovering well from ex-tropical cyclone Alfred in March, when the state posted the softest growth of all states at just 0.2 per cent.

  • MIL-OSI Submissions: Gaza: A survey among MSF workers and their families showed that almost half of the people killed are children

    Gaza, 9 July 2025 – A recent retrospective mortality survey of Médecins Sans Frontières (MSF) staff and their families reveals the appalling death rate of Israel’s all-out war on Gaza, especially among children, which is consistent with conflict-related figures provided by the Gazan Ministry of Health.

    Compared to pre-7 October Ministry of Health estimates, the mortality rate was five times higher among the population surveyed. For children under five, mortality increased tenfold. For babies less than one month, the mortality rate was six times higher.

    The survey, run by MSF’s epidemiological Epicentre, covered 2,523 people (MSF workers and their family members) over the period between October 2023 and March 2025, and showed that more than two per cent of the people surveyed died since 7 October 2023, and seven per cent were injured. Furthermore, three-quarters of the deaths were due to war injuries, the vast majority of those from blasts.

    Forty-eight per cent of the people who died from blast injuries among our colleagues’ households were children and 40 per cent were under 10 years old.

    “This disregard for children’s lives clearly indicates that this war run by Israel in Gaza is against all Palestinians. The children of Gaza are being decimated,” says Amande Bazerolle, deputy manager of MSF’s emergency department. “Israel’s allies must put all their efforts to end the genocide taking place before our very eyes,” she says.

    The MSF survey has found a mortality rate in Gaza of 0.41 deaths per 10,000 people per day. It rises to 0.70 deaths for children under five years old. Twenty per cent of MSF households had at least one member injured by a blast or gunshot.

    The results of the survey, conducted among MSF staff and their families only, cannot be extrapolated or assumed as representative of the whole population of Gaza. In fact, medical staff and their families, including MSF, could be considered as having better access to healthcare than the rest of Gaza’s population.

    Despite this, the number of deaths not directly attributable to war wounds is increasing over the war, according to study observations. Findings showed that two-thirds of those with a chronic disease experienced one or more treatment interruption.

    This is the result of the Israeli campaign to systematically destroy the health system and the means of survival of the whole population. In addition, Israel has reduced medical evacuations to a minimum. According to WHO, more than 10,000 people are in urgent need of medical and surgical treatment that cannot be provided inside Gaza.

    Since 7 October 2023 and as of 25 June 2025, the Ministry of Health in Gaza reported the killing of at least 56,156 Palestinians and the injury of 132,239 others.

    The quantitative data from the MSF study helps illustrate part of the reality in Gaza and supports other available data, a point emphasized by the study coordinator Dr Wendelin Moser, from MSF Epicentre.

    “When we compared the names of deceased individuals due to violence from our survey with the list of war-related deaths from the Ministry of Health in Gaza, we matched nearly 90 per cent. This indicates the validity of the Ministry of Health statistics on the number of deaths in Gaza since 7 October,” he says.

    The survey also provides unequivocal data on the level of destruction of MSF family members’ households. Only two per cent had a house that remained untouched. At the time of the survey, 59 per cent had a completely damaged house, 39 per cent had a partially damaged house, and 41 per cent of them live in tents.

    MSF calls on the Israeli authorities to stop the genocidal campaign against the Palestinians in Gaza; to lift the siege on food, fuel, medical, and humanitarian supplies immediately; and calls for Israel’s allies to help facilitate the urgent medical evacuations of people whose lives are in danger, and in particular of children.

    “I’m thrilled to be supporting the construction of the Totara River Rail Bridge, ensuring visitors can once again ride this popular trail from start to finish,” Tourism and Hospitality Minister Louise Upston says.

    “The West Coast Wilderness Cycle Trail is one of our Great Rides and attracts both international and domestic visitors alike, showcasing the stunning scenery of the West Coast.

    “Investment in this piece of infrastructure will benefit the local businesses and communities, particularly in the township of Ross located at the trail end.” 

    The Totara River Rail Bridge, a few kilometres north of Ross, has been closed for structural assessment and repairs since August 2024, cutting off the final 15km section of trail between Ross and the Treetops Zipline and Walkway. 

    “While cyclists can still enjoy parts of the trail, they currently cannot reach Ross – meaning the township, along with the wider region, is missing out on valuable visitor spending.  This investment will help turn that around, bringing more visitors back.” 

    This investment is part of the first stage of the Government’s Tourism Growth Roadmap, which also includes additional international marketing funding and other activity to encourage more international visitors to New Zealand.

    Washington, D.C. – Today, Senator Patty Murray, a senior member and former chair of the Health, Education, Labor and Pensions (HELP) Committee, released the following statement regarding the postponement of the U.S. Preventive Services Task Force (USPSTF) meeting that was scheduled to take place tomorrow. USPSTF is an independent advisory panel of the U.S. Department of Health and Human Services (HHS). The USPSTF is made up of 16 unpaid, volunteer members serving four-year terms. USPSTF is supported by Agency for Healthcare Research and Quality (AHRQ) staff, but that agency has lost roughly half of their support staff due to President Trump and Secretary Kennedy’s mass firings across HHS.

    The Supreme Court’s 6-3 decision in Kennedy v. Braidwood Management, Inc. on June 27th ruled that USPSTF members are “inferior officers” consistent with the Appointments Clause to the Constitution, therefore affirming their authority to determine coverage of preventive services. The Affordable Care Act Democrats passed gave USPSTF recommendations the force of law for the first time—ensuring that mammograms, colonoscopies, and screenings for depression, osteoporosis, lung cancer, and other recommended preventive care would be covered by insurance at no cost to patients.

    “The U.S. Preventive Services Task Force is essential to ensuring cancer screenings and other lifesaving preventive services are covered by insurance at no cost to patients—and the abrupt postponement of tomorrow’s task force meeting should set off alarm bells for everyone worried about what our conspiracy-promoting Health Secretary is up to next.   • MIL-OSI United Nations: UN warns of deepening health crisis in Gaza amid mass casualty incidents

    Across the Gaza Strip, as people desperately search for food, mass casualty incidents are reported almost daily, UN Spokesperson Stéphane Dujarric, told reporters at his regular briefing in New York.

    Hospitals, already under immense strain, are struggling to cope and lack of essential supplies – including fuel and medicines – is placing even greater pressure on overstretched teams.

    The war has also had a devastating impact on health workers. According to Gazan health authorities, more than 1,500 medical staff have been killed in Gaza since October 2023.

    Medical supplies arrive – but much more is needed

    The World Health Organization (WHO) reported that 11 trucks carrying medical aid, including surgical supplies, assistive devices, orthopaedic instruments and other essential medical items, had entered the Strip on Tuesday.

    These supplies are set to be distributed to various health facilities across Gaza.

    “The health needs remain immense. Much more medical supplies are needed. We urgently call for the unimpeded entry of fuel, food, and health aid at scale into Gaza through all possible routes,” Tedros Adhanom Ghebreyesus, WHO General-Director, said in a post on social media.

    Mr. Dujarric echoed that message, calling for the opening of all crossings and corridors “to ensure the consistent, frequent and large-scale distribution of aid to people in need, wherever they are.”

    Disease risk rising

    Against the backdrop of access challenges, the spectre of deadly disease outbreaks is also rising.

    In northern Gaza, 10 water wells have stopped functioning due to lack of fuel, and another 25 are operating only partially and could soon shut down.

    “Shorter pumping hours, reduced water production and limited solid waste collection provide fertile ground for diseases to spread – especially among vulnerable people including children, older people and pregnant women,” Mr. Dujarric said.

    No hygiene items have entered Gaza since early March 2025, he noted, added that the ongoing shortage of cleaning and sanitation supplies is severely affecting health and impeding an effective medical response.

  • MIL-OSI USA: Attorney General Bonta, Multistate Coalition File Motion to Block Trump Administration’s Unlawful Discontinuation of School Mental Health Grant Funding

    OAKLAND – California Attorney General Rob Bonta yesterday, as part of a multistate coalition, filed a motion for preliminary injunction to block the U.S. Department of Education from unlawfully discontinuing grants awarded through Congressionally-established school mental health funding programs, including roughly $200 million awarded to local education agencies, county offices of education, and universities in California. The motion for preliminary injunction seeks to block the Trump Administration from implementing their non-continuation decision, and ensure grant funding continues to flow to grantees who received discontinuation letters irrespective of the performance and success of their projects.

    “The Trump Administration’s Department of Education should be focused on supporting the success and education of our students, but instead they are using flimsy and unlawful excuses to rip funding from projects that support the mental health and well-being of our students,” said Attorney General Bonta. “The loss of this funding would cause immense harm to California students, especially in our low-income and rural communities. That’s why we are back in court, fighting to ensure that our students have access to mental health programs that work. We’re asking the court to block the Trump Administration’s illegal actions while litigation continues.” 

    BACKGROUND: 

    On June 30, Attorney General Bonta joined a coalition of 16 states in suing the Trump Administration’s Department of Education over their unlawful decision to discontinue grants awarded through Congressionally-established school mental health funding programs. If allowed to stand, starting this fall, many states’ elementary and secondary schools will lose mental health services critical to students’ well-being, safety, and academic success. The Department had awarded this funding to the nation’s high-need, low-income, and rural schools pursuant to its Mental Health Service Professional Demonstration Grant Program and its School-Based Mental Health Services Grant Program. The lawsuit, filed in the U.S. District Court for the Western District of Washington seeks injunctive and declaratory relief to safeguard this critical funding, which fosters safe and supportive learning environments, and supports the well-being of our students. 

    Despite the success of these mental health programs, on or about April 29, 2025, the Department sent boilerplate notices to grantees, including state education agencies, local education agencies, and institutes of higher education, claiming that their grants conflicted with the Trump Administration’s priorities and would not be continued. The notices claimed the Department intends to reallocate funds based on new priorities of “merit, fairness, and excellence in education,” providing little to no insight into the basis for the discontinuance, while destroying projects years in the making. However, in the press, the Trump Administration admitted that it targeted Plaintiff States’ grants for their perceived diversity, equity, and inclusion (DEI) efforts, which the States argue is not a legal basis for discontinuation. In the lawsuit, the attorneys general argue that the Trump Administration’s decision to discontinue funding through a vague boilerplate notice, without any mention of grantees’ performance, violates the Administrative Procedure Act and is an unconstitutional violation of the Spending Clause and Separation of Powers.

    What to Do
    On May 15, AirLife sent all affected customers a letter recommending the following actions:

    Examine your inventory for affected product.
    Quarantine all affected product in inventory. 
    Immediately stop use of affected product or product that has been removed from the outer bulk labeling (e.g. included on a Broselow Color-code Cart) with version “AirLife brand, 2025 Edition, and 36-23446 Rev 2 Print Version.”  
    If you have further distributed this product, please identify your customers/consignees and notify them of this product removal. 
    Please make sure that all affected personnel in your organization are informed of this removal notice. 

    Reason for Recall
    AirLife stated that certain lots of Broselow Rainbow Tapes have been manufactured with incorrect information on the tape. Incorrect values are printed in the Red zone, Orange zone, and Grey zone.
    Incorrect joules in the cardioversion and defibrillation section are printed in the Red zone of the tape. Using the incorrect information in this section for cardioversion and defibrillation could lead to shocking a patient with an excessive dose of joules, causing potential significant harm including burns, heart damage, and cardiac arrest.
    Incorrect sodium bicarbonate concentration information is printed in the Orange zone of the tape. Using the incorrect information in this section may lead to overdosing the patient and may cause metabolic alkalosis, electrolyte imbalances, tissue damage, and potentially worsen respiratory status.
    Incorrect sodium bicarbonate concentration information is printed in the Grey zone of the tape. Using the incorrect information in this section may lead to underdosing the patient and may cause reduced myocardial contractility, decreased response to vasopressors, and increased risk of dysrhythmia.
    AirLife has not reported any serious injuries or deaths associated with this issue.
    Device Use
    The Broselow Rainbow Tape is a color-coded length-based tape measure. A child’s height, measured on the tape, corresponds to a color zone and a weight range. This color zone provides pre-calculated information for medication dosages, equipment sizes, and other relevant emergency procedures. It reduces the time needed to calculate dosages and equipment sizes in a critical emergency.

    What to Do

    Do not use affected devices with the adapter connections from the accessory bag of the AirLife Infant Heated Wire Circuit. 
    Immediately stop using any devices that are connected using these adapters.
    If the adapter connection is not being used with the device, you may continue to use it. 

    On April 10, 2025, AirLife and legal manufacturer Vyaire sent all affected customers an Urgent Medical Device Recall letter recommending the following actions: 

    Examine inventory for affected lots. 
    Quarantine all affected product. 
    Make sure all affected personnel are aware of this recall notification. 
    For in-use products: 

    Stop use of affected product if adapter connections are used in the circuit.
    Continue using affected product if the adapter connections are NOT being used with the device. 
    Perform frequent checks on ventilator settings, tubing, and connections to ensure they are firmly tight, secure, and functioning properly. 
    Make sure all alarms for pressure, flow, and disconnection are activated and monitor the patient’s respiratory parameters closely. 
    Keep backup ventilation and/or manual resuscitation devices should be available at the bedside for emergent situations.
    Monitor oxygen saturation (Sp02), heart rate, and respiratory rate to make sure clinicians are alerted to any adverse event. 

    Before use:

    Test the circuit by blocking the patient connection port and pressure testing it to ensure that there are no leaks.

    Complete and return the Response Form attached to the letter. 
    Notify any customers/consignees who may have received affected product.
    Call AirLife directly at 1-800-433-2797 if replacement products are needed urgently. 

    Reason for Recall
    AirLife and legal manufacturer Vyaire are recalling certain Infant Heated Wire Circuits due to the risk that accessory adapters provided with the product may unintentionally disconnect during setup or use when the circuit reaches operating temperature.
    Use of the affected product may cause serious adverse health consequences, including lack of oxygen to the body (hypoxia), carbon dioxide build-up in the blood (hypercapnia), organ failure and death.  
    To date, Airlife and Vyaire have reported no serious injuries or deaths associated with this issue.
    Device Use
    AirLife Infant Heated Wire Circuits are used during ventilation support to warm breathing gases before they enter a patient’s airway. They are used in neonatal and infant patients and function as a conduit for respiratory gas between the patient and a ventilator.

  • MIL-OSI USA: Governor Kehoe Signs Education and Workforce Development Bills into Law

     — Today, during a bill signing ceremony at the Missouri State Capitol, Governor Mike Kehoe signed eight bills into law: House Bills (HB) 296 and 419, and Senate Bills (SB) 49, 63, 68, 150, and 160, and Senate Concurrent Resolution (SCR) 3.

    “From implementing distraction-free classrooms to expanding school safety efforts, the legislation signed into law this afternoon impacts both K-12 students and Missourians pursuing higher and career technical education,” said Governor Kehoe. “We are proud to join the General Assembly in supporting these wins for Missouri schools, students, and teachers.”

    HB 296, sponsored by Representative Jim Kalberloh and Senator Rusty Black, modifies provisions relating to school personnel.

    • Expands substitute teaching eligibility for retired teachers.
    • Requires background checks to be conducted on all personnel employed by charter schools, consistent with public school requirements.
    • Raises the age for driver’s license renewal exams for school bus-endorsed drivers from 70 to 75 and adjusts the renewal requirements from annual to biennial.

    HB 419, sponsored by Representative Don Mayhew and Senator Sandy Crawford, modifies several provisions relating to education.

    • Requires the Missouri State High School Activities Association to waive the minimum practice requirement for all students who are active-duty military, including active-duty Army National Guard and Army Reserve.
    • Establishes a separate custodial account with the State Treasurer to deposit the moneys from the University of Missouri’s Seminary Fund to support agricultural programs at the University and general operations at Missouri University of Science and Technology.
    • Expands healthcare workforce recruitment by giving the Department of Health and Senior Services flexibility to approve more medical training programs for loan repayment

    SB 49, sponsored by Senator Rusty Black and Representative Brad Banderman, authorizes school districts and charter schools to employ or accept chaplains as volunteers.

    SB 63, sponsored by Senator Ben Brown and Representative Dirk Deaton, allows homeschool students to participate in school activities within their respective district, requires an intent to homeschool declaration, and exempts Family Paced Education from background clearance check requirements.

    SB 68, sponsored by Senator Mike Henderson and Representative Bill Allen, creates, repeals, and modifies provisions relating to elementary and secondary education.

    • Directs all school districts and charter schools to implement a written policy, starting in the 2025-26 school year, banning the use or display of students’ electronic personal communication devices throughout the day – including during class, meals, breaks, and study hall.
    • Improves school safety measures including:
      • Requires cardiopulmonary resuscitation training.
      • Requires school districts and charter schools to adopt a comprehensive emergency operations plan covering school safety, emergency response, prevention, and recovery.
      • Directs districts to designate a primary and secondary school safety coordinator and defines the job duties, trainings, and expectations for this position.
      • Requires local educational agencies report all school safety incidents and credible threats to DESE. DESE will maintain a regularly updated database of these incidents and threats and share this data with DPS.
    • Expands the Teacher Recruitment and Retention Scholarship to cover educational costs related to teacher preparation.

    SB 150, sponsored by Senator Jill Carter and Representative Ann Kelley, creates, repeals, and modifies provisions relating to workforce development initiatives.

    • Creates a temporary license that allows childcare providers currently licensed and in good standing to expand their current operations while the additional licensure requirements are being completed.
    • Raises the Access Missouri financial assistance award for students attending public two- and four-year institutions.
    • Expands the eligible use of the A+ Scholarship program to include career-technical education certificates offered outside traditional higher education settings, effective for the 2026-2027 school year.

    SB 160, sponsored by Senator Brad Hudson and Representative Darin Chappell, establishes provisions relating to educational institutions.

    • Establishes the Missouri Creating a Respectful and Open World for Natural Hair (CROWN) Act to prevent discrimination based on a person’s hair texture or protective hairstyle if commonly associated with a particular race or origin in elementary and secondary educational institutions.
    • Prohibits higher education institutions from taking adverse action against a student group due to the group’s beliefs or of its leaders.
    • Establishes Danny’s Law, which provides limited immunity to individuals who participated in hazing when they contacted authorities, sought immediate medical attention, provided necessary information to authorities, and remained on scene to assist the victim until authorities arrived.
    • Authorizes Missouri State University to offer research PhDs degrees in disciplines other than engineering and Bachelors of Science in Veterinary Medicine.

    SCR 3, sponsored by Senator Jill Carter and Representative Cathy Lo Joy, expands the mission of Missouri Southern State University from operating as a statewide institution of international or global education to also include health and life sciences and immersive learning experiences.

  • MIL-OSI Canada: Drug Treatment Court Proceedings are Officially Underway in North Battleford

    The Battlefords Drug Treatment Court is now in Session 

    This June, the first sitting of drug treatment court was held in North Battleford Provincial Court. The program, an expansion of the existing drug treatment courts in Regina and Moose Jaw, will serve the Battlefords and west central Saskatchewan. 

    “Drug treatment courts offer individuals a pathway in recovery rather than incarceration,” Provincial Court of Saskatchewan Chief Judge Shannon Metivier said. “This model of therapeutic justice provides an opportunity to address the underlying issues that bring people into conflict with the law and support lasting change that benefits not only the participants, but their families and communities.” 

    To participate in drug treatment court, offenders must plead guilty to their criminal charges. As an alternative to serving a sentence in custody, participants are instead required to complete 12-18 months of individualized programming with wrap-around services covering addiction, cultural and spiritual guidance, anger management, education, parenting, employment and more. This programming allows participants to overcome obstacles, find sustained sobriety and reunite with loved ones.  

    “The opening of the Battlefords Drug Treatment Court represents another step forward for the strong partnership that the courts and province have built to support residents in overcoming addictions and mental health challenges,” Justice Minister and Attorney General Tim McLeod, K.C., said. “Together we can promote proactive and transformative change that gives individuals the skills they need to create a successful and sustainable future for themselves.” 

    Drug treatment court is just one of three models of therapeutic court in Saskatchewan. There are also domestic violence courts in Regina, Saskatoon and the Battlefords, and mental health courts in Regina and Saskatoon. 

    The drug treatment courts in Moose Jaw and Regina have had over 156 graduates since the program started in 2006.

    “This model has been successful in southern Saskatchewan for almost 20 years, and the Provincial Court is very pleased to now expand the reach to the Battlefords and surrounding communities,” Chief Judge Metivier said.

    Judicial leaders and community stakeholders in the communities of North Battleford and Battleford have been instrumental in building the framework for the new Battlefords Drug Treatment Court. 

    “The Battlefords are full of caring and compassionate leaders,” Health Minister and MLA for the Battlefords Jeremy Cockrill said. “Today, we acknowledge the hard work of a community that has brought us a therapeutic court program that will improve the lives of individuals, families and our entire community for years to come.” 

    The federal government reimburses the province up to $850,000 annually for costs associated with the operation of drug treatment courts.

    “Substance use is a complex social and economic issue,” Federal Minister of Justice and Attorney General Sean Fraser said. “When someone is struggling, they deserve support and the right resources. By investing in the Battlefords Drug Treatment Court, we are strengthening our justice system and helping people get the care they need to recover, break the cycle of drug use, and prevent criminal reoffending. This ongoing support for drug treatment courts not only promotes healing but helps build healthier and safer communities.”

    The province is investing $624 million in mental health and addiction services in the 2025-26 Budget.

    The U.S. Food and Drug Administration today called for increased attention to product recall communications from industry leaders involved in the manufacturing and distribution of infant formula, baby foods, and foods intended for children.
    As food production and distribution systems continue to advance alongside new communication technologies, the FDA is encouraging industry to examine how they communicate with the public, and continue to work with the Agency, whenever a product is recalled.
    “Today I am asking food industry leaders to join me in my commitment to radical transparency, with a focus on ensuring the safety and wellbeing of infants and children,” said FDA Commissioner Marty Makary, M.D., M.P.H. “Protecting our most vulnerable is not just a moral duty—it is our responsibility. For many children, infant formula is their only source of nutrition. That’s why it’s vital that we use every tool at our disposal to enhance recall communication about these products and other foods for children.”
    This outreach to industry leaders amplifies and supports the FDA’s priorities and recent efforts, including Operation Stork Speed, an FDA Expert Panel on Infant Formula, and increased stakeholder engagement.
    “By issuing this letter, we are taking concrete steps to help protect our nation’s children. We look forward to working with industry to increase public awareness of recalls involving infant formula, baby foods, and other foods intended for children,” said FDA Deputy Commissioner for Human Foods Kyle Diamantas. “We will also be creating a centralized, consumer-oriented webpage on FDA.gov focused on these products, ensuring that parents and caregivers can easily access the information necessary to protect the health and wellbeing of their kids.”
    These enhancements, which require increased public-private partnerships, and sufficient resources and time, will provide increased information to parents and caregivers about the foods they rely on to nourish their children.

  • MIL-OSI USA: Professor Sir Cato T. Laurencin of UConn Honored by the American Institute for Medical and Biological Engineering

    The 2025 President’s Circle Reception was part of the annual meeting and hosted by AIMBE President, Lola Eniola-Adefeso, Ph.D. The event brought together AIMBE Fellows and supporters to recognize those who have gone above and beyond in advancing AIMBE’s mission of advocacy for medical and biological engineering.

    Each year, a leader from AIMBE, or the broader medical and biological engineering community, is invited to serve as the designated honored guest. Dr. Cato T. Laurencin of UConn was invited because of his exceptional leadership in biomedical engineering, and his pioneering work in regenerative engineering. His presence highlighted the importance of continued advocacy and engagement at the highest levels of science and policy.

    AIMBE is the authoritative voice and advocate for the value of medical and biological engineering to society.

    Laurencin is the University Professor at UConn and the Albert and Wilda Van Dusen Distinguished Endowed Professor of Orthopaedic Surgery at UConn School of Medicine, professor of Chemical and Biomolecular Engineering, professor of Materials Science and Engineering, and professor of Biomedical Engineering at the University of Connecticut. He is the CEO of The Cato T. Laurencin Institute for Regenerative Engineering, a cross-university institute created and named in his honor at UConn.

    Laurencin is a fellow of AIMBE and previously served on its board of directors. He served as chair of the College of Fellows for AIMBE. He received the Pierre Galletti Award, the highest honor of the American Institute for Medical and Biological Engineering. More recently, Laurencin received the Professional Impact Award for Leadership from AIMBE recognizing his work as the founder of the field of Regenerative Engineering.

    In 2025, he has received the Paul Terasaki Innovation Award from the Paul Terasaki Foundation,  and the Bioactive Materials Lifetime Achievement Award. He will receive the Dickson Prize in Medicine this year. Many of the Dickson Prize awardees have gone on to receive the Nobel Prize.

    Laurencin was bestowed Knight Commander of the Order of St. Lucia, under the auspices of King Charles III of England by the Governor General of Saint Lucia. He is recognized as the leading international figure in polymeric biomaterials chemistry and engineering who has made extraordinary scientific contributions and with profound contributions to improving human health.

  • MIL-OSI Asia-Pac: Employers and employees should make reasonable work arrangements after tropical cyclones or rainstorms

         The Labour Department (LD) today (July 10) reminded employers to make practical and reasonable work arrangements for employees after the cancellation of tropical cyclone warnings or rainstorm warnings, with due consideration to the road and traffic conditions and other factors, and make flexible arrangements for staff to resume work or work remotely (if applicable). This will help maintain good labour-management relations, and ensure the safety of employees as well as the smooth operation of organisations.
          
         “For staff who have genuine difficulties in resuming work on time upon cancellation of a tropical cyclone or rainstorm warning, employers should be sympathetic and handle each case flexibly. For example, employers may allow employees to resume work in stages, permit employees who have difficulties in returning to workplaces to work remotely (if applicable) or allow more time for them to report for duty and resume work,” an LD spokesman said.
          
         The spokesman reminded employers to observe the statutory liabilities and requirements under the Employment Ordinance, Occupational Safety and Health Ordinance, Factories and Industrial Undertakings Ordinance, Employees’ Compensation Ordinance and Minimum Wage Ordinance.
          
         “As natural calamities cannot be avoided, for employees who are not able to report for duty or resume duty on time due to adverse weather or extreme conditions, employers should neither deduct their wages, good attendance bonus or allowances, nor reduce employees’ entitlement to annual leave, statutory holidays or rest days under the Employment Ordinance, or ask for additional hours of work from employees to compensate for the loss of working hours when they are unable to report for duty,” the spokesman said.
          
         Employers should note that they have an obligation to provide and maintain a safe working environment for their employees under the Occupational Safety and Health Ordinance. Moreover, under the Employees’ Compensation Ordinance, employers are liable to pay compensation for injuries or deaths incurred when employees are travelling by a direct route from their residence to their workplace, or from their workplace back to their residence after work, four hours before or after working hours on a day when Tropical Cyclone Warning Signal No. 8 or higher, a Red or Black Rainstorm Warning Signal or extreme conditions are in force.
          
         The LD has published the “Code of Practice in Times of Adverse Weather and ‘Extreme Conditions’”, which provides the major principles, reference guidelines and information on relevant legislation on making work arrangements for the reference of employers and employees.     Member States had to transpose Directive 2014/24/EU into their national legislation by 18 April 2016, with each facility over 50 % publicly-funded having to comply with the rules on transparency, equal treatment and efficiency in public procurement. However, Bulgarian legislation allows for the injustice of private hospitals purchasing medicines through direct negotiations, without public tenders, despite the fact they receive significant funding from the Bulgarian National Health Insurance Fund (NHIF).

    This practice is creating significant differences in medicines prices between public and private hospitals, with private hospitals paying tens times more for the same medicines and the cost being covered by Bulgarian taxpayers through the NHIF.

    These breaches led to infringement procedure INFR(2018)2268 being initiated and, under the Commission’s reasoned opinion issued on 24 April 2024, Bulgaria has two months to remedy them before the case is brought to the Court of Justice of the European Union.

    So far, there is nothing to indicate that Bulgaria has taken any action in response.

  • MIL-OSI Europe: Briefing – Peste des petits ruminants: A race against time for livelihoods and livestock – 09-07-2025

    Peste des petits ruminants (PPR, also known as sheep and goat plague) is a highly contagious viral disease affecting goats, sheep, camels and wild ruminants. With a mortality rate of up to 90 %, the disease causes severe economic losses, threatening food security and livelihoods. The Food and Agriculture Organization of the United Nations (FAO) estimates annual global losses to stand at €1.3 billion to €2 billion. Since its first occurrence in Bulgaria in 2018, PPR has caused significant losses in Greece, Romania and, more recently, Albania. To address this worrisome situation, the World Organisation for Animal Health (WOAH) and the FAO launched a strategy aimed at eradicating the disease by 2030. The strategy, which was officially launched in 2015 and endorsed by 70 countries, integrates vaccination, diagnostics and veterinary system strengthening. While live-attenuated vaccines (vaccines using weakened live disease-causing pathogens) are available and offer three or more years of protection, it is not possible to serologically distinguish vaccinated from infected animals, which is a crucial difference in eradication strategies. PPR has profound economic and trade impacts, and recent outbreaks within the European Union (EU) have underscored the urgency of transboundary disease management. Effective collaboration between global and EU frameworks, alongside community engagement and innovation, remains critical to achieving PPR eradication and safeguarding smallholder livelihoods. The European Parliament has been advocating for robust policies to address animal health threats.
