    The Canadian Food Inspection Agency (CFIA) has confirmed the presence of the aquatic animal diseases multinucleate sphere unknown (MSX) and Dermo (also known as Perkinsosis) in oyster samples collected in Chaleur Bay, Québec.

    MSX and Dermo do not pose risks to human health or food safety, but they can cause increased oyster mortality and decreased growth rates. These are the first confirmed cases of MSX and Dermo in Quebec.

    To limit the spread of the diseases, the CFIA, Fisheries and Oceans Canada (DFO) and the province of Quebec are working together with partners to monitor the situation and take necessary action. These actions are part of the Government of Canada’s One Health approach to prepare for, detect, and manage animal diseases.

    In addition to existing robust protective measures and increased animal surveillance, the CFIA, in collaboration with DFO and the province of Quebec, continues to conduct tracing activities and testing of oysters to gain insight into the presence of MSX and Dermo in the area.

    Response measures include:

    • applying movement controls to oysters,
    • further investigating the potential source of the detections,
    • engaging scientists, producers and harvesters to continue to monitor mollusc health, including notifying CFIA or the province of sick oysters or when decreased rates of growth or increased mortalities are observed, and
    • ensuring that information regarding detection and movement control information is available to producers.

    • Canada’s National Aquatic Animal Health Program (NAAHP), co-delivered by the CFIA and Fisheries and Oceans Canada (DFO), is responsible for preventing the introduction and/or spread of significant aquatic animal diseases of finfish, molluscs and crustaceans.

    To limit the spread of the disease, the CFIA, Fisheries and Oceans Canada (DFO) and the Province of PEI are working together with partners to monitor the situation and take necessary action. These actions are part of the Government of Canada’s One Health approach to prepare for, detect, and manage animal diseases.

    Vaccination programmes and services are a competence of national authorities. The Commission supports Member States in increasing and maintaining high vaccination coverage rates and in a lifelong approach to vaccination. It is a theme of #UnitedInProtection[1], the Commission’s campaign promoting safe and effective vaccines’ benefits.

    Immunosenescence is a scientific challenge. In general, a clear understanding of the protective human immune response to infection is key to selecting and designing the right vaccine antigens.

    New or more specifically targeted formulations may be needed to improve response to existing vaccines in different population groups such as the elderly that may mount a suboptimal immune response to vaccination.

    The European Centre for Disease Prevention and Control (ECDC) regularly generates estimates of vaccine effectiveness for key vaccination programmes, such as seasonal influenza and COVID-19 vaccines[2], with specific attention towards older groups.

    The ECDC also regularly provides summaries of scientific data available on the performance of newer vaccines[3] which may help to address some of the challenges related to immunosenescence.

    This scientific evidence, together with existing complementary research in the field, can help to inform on where gaps exist, including areas where research and development for newer and more effective vaccines targeting specific population group needs is key.

    The ECDC also regularly publishes overviews on the performance of national immunisation groups, such as for seasonal influenza vaccination in older age groups[4].

    Such overviews include public health considerations on how Member States and stakeholders can strengthen the implementation of existing programmes.

    In a report published in 2016[1], the Commission defined arduous work as follows:

    ‘Occupations involving the exposure of the worker over a period of time to one or several factors leading to professional situations susceptible to leave long-lasting and irreversible effects on his/her health; these factors are related to physical constraints, psychosocial risks, an aggressive physical environment, working organisation and working rhythms, including shift work’.

    According to a recent study conducted by the European Federation of Salaried Doctors (FEMS), the working conditions of doctors meet all of these criteria, particularly in the more demanding medical specialisations. Furthermore, the current shortage of doctors has further deteriorated their working conditions, increasing the physical and psychological demands of their profession[2].

    In light of the above:

    • 1.Does the Commission intend to promote an EU initiative to define common criteria for fair remuneration, safe working hours, and the recognition of the physical and psychological risks faced by doctors as arduous or hazardous work?
    • 2.Does the Commission plan to initiate a dialogue with the Member States and social partners with a view to harmonising the implementation of national legislative standards on this issue?

  • MIL-OSI Canada: Western Canada’s first menopause clinic supports more people in B.C.

    Women and gender-diverse people who are experiencing complex menopause symptoms can now access specialized care at BC Women’s Hospital + Health Centre’s new Complex Menopause Clinic, a first of its kind in Western Canada.

    “Women and gender-diverse people face unique health challenges that are often overlooked – and menopause is one of them,” said Josie Osborne, Minister of Health. “This new clinic will strengthen the continuum of care for people navigating complex menopause and is another step we’re taking to build a health-care system that’s compassionate, equitable and is there for people through every stage of life.”

    The clinic provides both in-person and virtual care to patients and enhances existing BC Women’s Hospital-led programs related to complex menopause, such as bone, breast and heart health services. The Complex Menopause Clinic offers a range of services, including specialist consultation, counselling, medication management and referrals to other services. Since opening, the clinic has delivered approximately 150 care appointments to eligible patients whose complex menopause symptoms could not be managed otherwise.

    “Menopause is a normal stage in life that is not aways talked about and many people are expected to endure it quietly,” said Jennifer Blatherwick, parliamentary secretary for gender equity. “This new clinic is here to change that. It offers a supportive space for specialized menopause care and is a step toward advancing more compassionate care.”

    Approximately 85% of people experience bothersome or debilitating symptoms during their menopause, such as hot flashes, poor sleep, mental-health concerns and joint pain. Additionally, people who experience premature menopause and those with spinal cord injuries and other chronic diseases and conditions, require clinical expertise that are unavailable in other settings. These specialized services are offered at this clinic.

    In partnership with the Women’s Health Research Institute and the University of British Columbia, the clinic will embed research throughout its services to increase understanding of people’s experiences through menopause and drive new, evidence-based health solutions. The data collected will be used to inform and improve care for women and gender-diverse people during the menopause transition.

    This builds on work government is doing to support women and gender-diverse people through menopause and strengthen B.C.’s universal health-care system. Starting in March 2026, the Province will enhance menopause care by providing free public coverage of hormone replacement therapy to treat menopausal symptoms. This is a significant step toward improving health care for women and gender-diverse people throughout their lifetimes.

    BC Women’s Health Foundation has provided critical funding to establish a professorship within the clinic. This experienced clinician will lead both research and care delivery. Alongside its founding donors, the foundation has also supported the launch and ongoing operations of the clinic. Through ongoing fundraising, BC Women’s Health Foundation will continue to advance the delivery of menopause care.

    There is a well-founded suspicion that EU funding is being severely misused in Romania, where stray dogs are being killed systematically by privately run organisations financed by the Romanian government. The resources used for these operations are EU funds received to protect animals.

    In several counties, local authorities regularly conclude contracts with private organisations whose business model is based on the methodical killing of stray animals. In 2024 alone, 3 871 dogs were captured, of which 3 286 were killed. These operations generated revenues in excess of RON 2.7 million.

    • 1.Does the Commission plan to undertake an immediate, independent investigation into the use of EU funds in connection with the killing of stray animals in Romania?
    • 2.Since animal welfare is expressly enshrined in Article 13 of the Treaty on the Functioning of the European Union, is the Commission prepared to make sure that no form of applicable EU funding is used for the killing of stray animals, but can only be used for the humane management of stray animals, such as castration/sterilisation programmes, public education campaigns and the funding of non-profit shelters?
    • 3.Could the Commission specifically confirm that EU funding has not been used for the killing of stray animals under the pretext of the Animal Health Law delegated act on the eradication of infectious diseases[1]?

  • MIL-OSI Africa: President Ramkalawan Receives Chinese Medical Specialists, Commemorating 40 Years of China-Seychelles Medical Cooperation

    President Wavel Ramkalawan received a delegation of Chinese medical specialists at State House this morning, in a courtesy call that marked four decades of successful medical cooperation between China and the Republic of Seychelles. The delegation was accompanied by Her Excellency Ms. Lin Lan, Chinese Ambassador to the Republic of Seychelles.

    During the meeting, President Ramkalawan warmly welcomed the delegation to State House, expressing sincere gratitude and appreciation for their exceptional contributions and expertise in caring for Seychellois citizens during their two- year of posting with the Seychelles Hospital. President Ramkalawan extended his best wishes for their future professional endeavors.

    The discussions centered on the experiences of the five attending specialists and recommendations to diversify areas of cooperation to better improve the quality of life for the nation. The delegation comprised one cardiologist, one general surgeon, one acupuncturist, one orthopedic specialist, and one radiologist.

    The delegation representative expressed honour at having the meeting with the President, describing it as a historical moment in China’s medical services to Seychelles. On behalf of his delegation, he expressed gratitude for having served the community for two years, stating that this cooperation represents an affirmation of achievement with local counterparts in sharing expertise that helps improve healthcare.

    Following the meeting, Dr. Danny Louange, Chief Executive Officer of the Health Care Agency, commended the thoughtfulness of the group of specialists in extending their stay to allow for a smooth transition with the new group of doctors arriving in the country over the weekend.

    “The cooperation between China and Seychelles has enabled local medical professionals to enhance their knowledge through medical training, particularly in the dynamic aspects of health practices,” Dr. Louange stated. “The Ministry is grateful for the dedication of this group of specialists and looks forward to broadening areas of cooperation, taking into account other sectors that could benefit our health system.”

    The 40-year medical cooperation between China and Seychelles continues to strengthen healthcare delivery in the Republic, with ongoing exchanges of medical expertise and training programs that benefit both nations.

  • MIL-OSI Canada: New Health care Investments in Melville and Esterhazy

    As a part of her Saskatchewan summer tour, Rural and Remote Health Minister Lori Carr is visiting Melville and Esterhazy. While in both communities, Minister Carr will meet with local leadership, health care staff and visit several health care facilities.

    “By visiting local health care facilities, I am better able to learn from front line health care workers more about the conditions for patients, residents and staff,” Carr said. “I appreciate the opportunity to talk with our dedicated frontline health care workers and personally recognize them for the hard work they do.”

    Government is investing over $1.3 million in capital and equipment upgrades in both Melville and Esterhazy over the next two years to ensure safe and comfortable health care facilities for patients, residents and staff.  

    As part of government’s investment, projects in Melville include new flooring at the St. Paul’s Lutheran Home, work estimated to cost $100,000. Additionally, water systems estimated at $160,000 are scheduled to be replaced at the St. Paul’s Lutheran Home. At the Melville & District Health Centre, flooring work is planned and is estimated to cost $150,000.

    Government previously invested $145,000 in 2024-25 to replace windows at the St. Paul’s Lutheran Home. 

    In Esterhazy, early planning work is underway to replace the St. Anthony’s Hospital and Centennial Special Care Home with an integrated facility with $250,000 allocated this year. Additionally in 2026-27, there are plans to replace sewer lines at St. Anthony’s Hospital, and sanitary waste piping at Centennial Special Care home, projects which combined are estimated at $650,000. 

    In 2024-25, the Saskatchewan Health Authority invested in a ceiling mount digital radiology room with a wall stand. The equipment is currently being installed at St. Anthony’s Hospital and will be operational later this year. Equipment funded by St. Anthony’s Hospital Foundation and valued at $358,000 was also recently added. This included: a telemetry system, a chemistry analyzer with interface, a hematology analyzer with interface, a module for a lab information system and an automated medication dispensing system.

    “I want to thank the St. Anthony’s Hospital Foundation for their contributions to improve health care in their community,” Carr said.

  • MIL-OSI Canada: Province Achieves Highest Ever Volumes for Diagnostic Medical Imaging Services

    Over 250,000 Computed Tomography (CT) and Magnetic Resonance Imaging (MRI) scans were performed in Saskatchewan in 2024-25, the highest volumes ever performed in Saskatchewan in a single year. 

    In 2024-25, a total of 187,163 CT exams and 63,299 MRI exams were performed in Saskatchewan, a 9 per cent increase or 20,000 more exams over the previous year. These scans were provided to more than 206,000 patients across the province.

    The additional investment in medical imaging capacity has also resulted in positive impacts to wait times for these important diagnostic procedures. According to the latest report from the Canadian Institute for Health Information (CIHI), Saskatchewan had the lowest 90th percentile CT scan wait time of any province and the third lowest wait time for MRI.

    “Saskatchewan’s steady investment in enhancing this critical service area is resulting in positive outcomes for patient care, with the highest-ever volumes of MRIs and CT scans performed and faster access to these important diagnostic tests,” Health Minister Jeremy Cockrill said. “Investing in additional imaging capacity and capital equipment has increased access and reduced wait times for these procedures.”

    Since 2016, Saskatchewan invested in multiple initiatives to improve access such as:

    • expanding CT service to smaller city centres like Estevan and Melfort and MRI Services in Moose Jaw;
    • introducing community-based CT and MRI services in Regina and Saskatoon which has provided tens of thousands of CT and MRI exams to patients;
    • funding for medical imaging equipment replacements including six CT scanners and one MRI over the past five years;
    • a new mobile MRI scanner in 2024 at Regina General Hospital; 
    • operational funding to support the Swoop Portable MRI scanner donated by the Jim Pattison Children’s Hospital Foundation; and
    • passing Patients’ Choice legislation allowing private-pay MRI and CT service in 2016.

    “Passing legislation for private-pay MRI and CT services has contributed to health system capacity,” Cockrill said. “This unique-to-Saskatchewan, two-for-one policy approach requires private providers to perform a second scan at no charge for a patient on the public waitlist. This policy has provided more than 20,900 additional MRI scans and over 1,700 additional CT scans to patients at no extra cost to the public system due to this innovative two-for-one provision.”

    The province is working to expand access to CT, MRI and Positron Emission Tomography (PET) procedures across the province with an increase of $6 million in the 2025-26 Budget. This will support more than 10,000 additional diagnostic imaging procedures over the coming year. 

    “As we enhance the investment in medical imaging services, the Saskatchewan Health Authority remains focused on providing timely access to high quality care as close to home as possible for people across Saskatchewan,” Medical imaging Executive Director Richard Dagenais said. “None of this work would be possible without the vital support and investments from the Ministry of Health and our valued Foundation partners. We are only able to provide timely access to medical imaging through the exceptional commitment of our team of technologists, nurses, radiologists, and others, who work tirelessly every day to provide high-quality care to patients across the province.”

    To supplement this increased volume and ensure continued reliability of medical imaging services, the province is also providing over $10 million in capital funding this year for the replacement or retrofit of medical imaging equipment. 

    Planned upgrades include replacement of an MRI and CT scanner at Regina General Hospital; replacement of a CT scanner and retrofit of an MRI scanner at Royal University Hospital in Saskatoon; and replacement of medical imaging equipment in several rural health facilities.

  • MIL-OSI Africa: Study Validates Impact of International Teams in Africa’s Outbreak Response

    A new study carried out by the Africa Centres for Disease Control and Prevention (Africa CDC) and the UK Public Health Rapid Support Team (UK-PHRST) confirms the critical role international health teams have played in strengthening outbreak response across the African continent. The study also highlights the need for more strategic and locally tailored support models to ensure long-term sustainability and effectiveness.

    Presented and validated during a high-level virtual workshop held from 23 to 24 June 2025, the study offers one of the most comprehensive assessments to date of international technical deployments and their impact on national outbreak preparedness and response systems in African Union (AU) Member States between 2020 and 2023.

    The findings show that international teams provided crucial short-term surge capacity across several public health domains, including surveillance, laboratory systems, epidemiology, infection prevention and control, clinical care, and risk communication. Notably, nearly half of all deployments supported two or more of these areas, underscoring their value in addressing multifaceted outbreak challenges.

    Beyond emergency response, the study details how international teams supported countries through the provision of equipment and infrastructure, the development of operational systems and protocols, the transfer of skills through training, the enhancement of coordination structures, and rapid deployment of human resources during critical capacity gaps.

    “These deployments have delivered vital expertise, resources, and rapid response capacity at crucial moments,” said Dr Radjabu Bigirimana, Programme Lead for Africa CDC’s African Volunteers Health Corps (AVoHC). “However, they also raise important questions about sustainability, coordination, and how we strengthen long-term national preparedness systems.”

    While national stakeholders widely appreciated the contributions of international teams, the study also captured reflections from international partners on the importance of aligning deployments with local needs, existing national capacities, and longer-term health security goals. Effectiveness, the study found, often depended on the expertise of deployed personnel and their integration into existing national response systems.

    “This workshop reinforces the need for global partnerships to evolve—where international deployments are not just reactive measures, but deliberate investments in national systems, tailored to local realities and long-term goals,” said Dr Edmund Newman, Director of the UK-PHRST.

    “Evidence-informed learning must guide how we improve emergency public health deployments,” added Dr Femi Nzegwu, Assistant Professor at the London School of Hygiene & Tropical Medicine and Monitoring, Evaluation and Learning lead at UK-PHRST. “The findings of the report validate experiences across Africa but also point to what must change to ensure deployments are more effective, context-specific, equitable, and empowering for Member States.”

    The workshop resulted in the collaborative development of a roadmap to operationalise the report’s recommendations, serving as a good practice guide on how to enable sustainable solutions in outbreak management among AU Member States. In turn, the report lays a foundation for reducing long-term reliance on external surge capacity by strengthening national health systems.

    Senator, Dr. Rasha Kelej, CEO of Merck Foundation and President of “More Than a Mother” Campaign emphasized, “It was a great honor to meet H.E. MR. DHARAMBEER GOKHOOL, The President of Mauritius and share with him the impact of our partnership and programs since 2017 that aim to transform patient care, build healthcare and media capacity, to empower women in STEM, support girl education and raise awareness about social and health issues in Mauritius and the rest of Africa. 

    I am proud to share that we have provided 100 scholarships for Mauritian doctors in 42 critical and under-served specialties. During our meeting, we also discussed the possibility of providing specialized training for Mauritian doctors in innovative and emerging fields such as Stem Cell Therapy in pathology, CAR T-cell treatment, AI in Radiology, Radiotherapy and Medical Oncology, Robotic Surgical Oncology, Neurology, Nephrology, Urology, and Neurosurgery.” 

    She further added, “We are strongly committed to work closely with Ministry of Health to improve access to innovative and equitable healthcare solutions.” 

    The 100 scholarships for local Mauritian Doctors have been provided for One-Year PG Diploma and Two-year Master Degrees in many critical specialties including Fertility, Embryology, Sexual & Reproductive Care, Oncology, Preventative Cardiovascular, Diabetes, Endocrinology, Acute Medicine, Respiratory, Gastroenterology, Dermatology, Neuroimaging for Research, Sexual & Reproductive Care, Clinical Microbiology and infectious diseases, Internal Medicine, Pediatric Emergency Medicine, Ophthalmology, Laparoscopic Surgical Skills, Critical Care, Neonatal Medicine, Psychiatry, Family Medicine, Advanced Cytopathology and many more.

    Merck Foundation has so far provided more than 2280 scholarships for young doctors from 52 countries in 44 critical and underserved specialties, with many of them becoming the first specialists in their countries.

    During her visit, Merck Foundation CEO also met the Hon’ble Ms. Marie Arianne Navarre-Marie, Minister of Gender Equality and Family Welfare,  and senior officials from the Office of Hon’ble Minister of Health, Mauritius. 

    Merck Foundation also conducted the 4th Edition of their Health Media Training for the Mauritian Media Representatives in partnership with Ministry of Gender Equality and Family Welfare, Mauritius. The training session was conducted to emphasize on the important role that media plays to influence society to create a cultural shift with the aim to address wide range of social and health issues such as: Breaking Infertility Stigma, Supporting Girl Education, Women Empowerment, Ending Child Marriage, Ending FGM, Stopping GBV, Diabetes and Hypertension awareness. It was co-chaired by Merck Foundation CEO and Minister of Gender Equality and Family Welfare, Mauritius.  

    During the training session, the Call for Application for 8 important Merck Foundation Awards were announced for Media, Musicians, Fashion Designers, Filmmakers, students, and new potential talents in these fields.

  • MIL-OSI United Kingdom: SAIL project making Sunderland City Centre safer as anti-social behaviour falls significantly

    As this week’s UK Anti-Social Behaviour (ASB) Awareness Week with its theme of ‘Making Communities Safer’ draws to a close, Sunderland City Council is highlighting the success of a key project that’s helping to do just that in the city centre.

    The Sunderland Altogether Improving Lives (SAIL) project was launched by Northumbria Police, the Violence Reduction unit and Sunderland City Council in 2022. SAIL continues to make a real difference in the city centre by reducing anti-social behaviour and making the community safer. The project brings together a wide range of partner agencies under one roof to deliver a coordinated, long-term approach to tackling issues that matter to residents, businesses and visitors.

    Latest figures show that between June 2024 and May 2025, the city centre has seen major reductions in key issues:

    • All ASB is down 32%
    • Youth ASB down 20%
    • Alcohol Related ASB down 28%

    Other types of crime have also seen notable reductions during the same period, including a 22% drop in theft and handling, a 23% decrease in vehicle crime, and a 13% fall in serious youth violence.

    SAIL works with many partners including Sunderland City Council’s Neighbourhood Enforcement, Housing and Environmental Service together with officers from Northumbria Police, Northumbria Violence Reduction Unit and British Transport Police. By working together with these key partners and other organisations such as NHS, Gentoo, Wear Recovery Sunderland, Youth Drug and Alcohol Project (YDAP) and Sunderland BID (Business Improvement District)., SAIL has been able to make a real difference to Sunderland city centre.  

    Councillor Kelly Chequer, Sunderland City Council’s Deputy Leader and Cabinet Member for Health, Wellbeing and Safer Communities, said: “These numbers show the incredibly positive impact the SAIL project has had on our city centre.”

    “By working with young people to deter them from committing anti-social behaviour, and reducing overall crime in the city centre, this partnership is helping create a cleaner, safer and more vibrant place.”

    The SAIL project further develops the working relationships between Sunderland City Council, Northumbria Police, the Violence Reduction Unit, Sunderland BID and other key partners to tackle crime and anti-social behaviour in Sunderland.

    Northumbria Police and Crime Commissioner, Susan Dungworth said: “These are fantastic results, and a powerful example of what can be achieved when we come together with a shared commitment to tackling the issues that matter most to our communities.

    “I’m really pleased to see the difference the SAIL project is making in Sunderland City Centre. By tackling anti-social behaviour, and reducing crime, this partnership is helping create a safer, and more welcoming place for everyone who lives, works and visits the city.

    “The strength of the SAIL project comes from having a range of partners based in the city centre, working together to respond to issues in a proactive way. It’s not just about enforcement, it’s about building trust, supporting young people, preventing crime from happening, and making sure residents and businesses feel heard and supported.

    “This is exactly the kind of approach we need to build safer, stronger communities for everyone.”

    Chief Inspector of Communities, Gemma Calvert, from Northumbria Police said: “It’s great to see the continued impact the SAIL partnership has in the local community – it’s a testament to the hard work and dedication of our neighbourhood officers and partner agencies.

    “As a Force, we have a real focus on tackling anti-social behaviour in Sunderland and these latest figures show clearly the progress that we’re making together.

    “And while these results are welcoming ones, we know that our work is far from over.

    “We’ll continue to work alongside each other to have a positive presence in the community, including educating and building trust with young people – doing all we can to divert them from getting involved in crime and anti-social behaviour.”

    SAIL works closely with the businesses in the city centre and Sunderland Business Improvement District (BID).

    Chief Executive of Sunderland BID, Sharon Appleby said: “SAIL is a brilliant project and since its launch has shown excellent results.  It is so important that businesses in the city centre see the issues of ASB and general crime being taken seriously by everyone and it builds confidence in the trading environment.  This is such a key initiative given the transformation journey the city centre is on as we try and attract new businesses to locate here.”

    The SAIL project builds on the success of the award-winning SARA project in Southwick and HALO project in Hetton which were set up to work with local communities and help build a sense of ownership and pride in the area at the same time as tackling a range of issues including anti-social and criminal behaviour, environmental crime, unemployment and poor mental health.

  • MIL-OSI United Kingdom: Raising St George’s Cross for the Lionesses

    A GOOD luck message has gone to the Lionesses as the England flag flies at City Hall for the Women’s Euros 2025.

    England are one of the favourites as defending champions and play their first match against France on Saturday 5 July.

    The England flag and others are regularly raised and flown by the City Council to commemorate national events and special days. Last week the council held a flag raising ceremony to mark Armed Forces Day and pay tribute to the courage and commitment of all service personnel.

    Raising St George’s Cross, Deputy Leader of Sunderland City Council and Cabinet Member for Health, Wellbeing and Safer Communities, Councillor Kelly Chequer said: “As they defend their title, we’re flying the England flag to show our support, recognise all the talent that’s in the team and, of course, wish them the very best for the tournament.

    “Our city and players who were born and nurtured here have had a big part in raising the profile of the women’s game and in the ongoing success of the Lionesses.

    “Looking ahead too, we’re only weeks away from hosting the opening match of the Women’s Rugby World Cup which is a massive occasion and event for our city and the region.

    “Good luck to the Lionesses, we’re all with you.”

  • MIL-OSI Africa: The Gambia: As malaria season begins, a life-saving infusion of medicine

    On a hot and humid Thursday afternoon, the courtyard of The Gambia’s Central Medical Store swarms with people. Despite the oppressive heat, dozens of people gather under a large tent.

    From time to time, clouds appear before dissipating, while the small puddles left by a light rainfall the day before remind everyone of the onset of the rainy season, a period known to bring a surge in malaria cases.

    Against this backdrop, the Gambian Red Cross Society (GRCS) officially handed over a vital consignment of anti-malarial medications to the Ministry of Health in support of the upcoming Seasonal Malaria Chemoprevention (SMC) campaign.

    This life-saving donation is part of the “Accelerating Malaria Elimination in The Gambia” project, funded by the China International Development Cooperation Agency (CIDCA) through the International Federation of Red Cross and Red Crescent Societies (IFRC). 

    This delivery comes at the right time,” said Lamine Dampha, the permanent secretary of the Ministry of Health during the handover ceremony. “The rainy season, commonly referred to as ‘malaria season’, has just begun. These medications will allow us to protect tens of thousands of people, especially children under five, who continue to bear the highest burden of malaria, across the country”.

    Speaking at the handover ceremony, Charles Businge, the IFRC’s regional director for Africa emphasized that these medications come at a crucial time when global funding for malaria is declining.

    In this context, Ibou Fye Njie, secretary general of the GRCS, says these medicines take on even greater significance. 

    Delivery of these medicines marks a significant milestone in our collective efforts to achieve a malaria-free Gambia, while emphasizing that the project will finance the operational costs for the implementation of four SMC cycles during the 2025 malaria season in Kombo North District,” he said.

    Supporting a nationwide mosquito nets distribution campaign

    Valued at over USD 108,000 (excluding transport costs estimated at USD 35,000), the medications handover follows a large-scale mosquito net distribution campaign, conducted in partnership with the Senegalese authorities as part of a coordinated cross-border malaria control effort. 

    More than 1.5 million insecticide-treated mosquito nets were distributed free of charge to households across The Gambia.

    Supporting this nationwide effort, 280 Red Cross volunteers were mobilized across all regions to raise awareness about malaria prevention. They went door-to-door educating families about the proper use of mosquito nets, provided information on where to collect them, and assisted Ministry of Health staff with registering beneficiaries.

    I’m very grateful to have received a mosquito net,” said a mother of three from the Central River Region. “This year, I know my children and I will be protected from malaria.”

    Malaria: a major public health threat

    Malaria is one of the top ten causes of death in The Gambia, with the entire population of the country at risk of the disease. It also remains a leading cause of childhood mortality and morbidity in The Gambia, where under-five mortality rate remains high at 56 per 1,000 live births. 

    Despite significant progress in recent years, global malaria funding is insufficient to sustain essential services for a growing population and addressing biological and non-biological threats. 

    Speaking on behalf of His Excellency Liu Jin, Ambassador of the People’s Republic of China to The Gambia, Mr. Zhan Tong, Counsellor at the Chinese Embassy, reaffirmed China’s commitment:

    We are confident that, with the strong support of the Chinese government and the international community, we will see tangible progress very soon,” he said.

    The “Accelerating Malaria Elimination in The Gambia” project, launched in September 2024, will run through September 2026, with a total budget of USD 1,978,879.

  • Israeli military kills 15 in Gaza as Trump awaits Hamas reply to truce proposal

    At least 15 Palestinians were killed overnight in an Israeli airstrike in Gaza, according to local health officials, as U.S. President Donald Trump said he expected Hamas to respond to his “final proposal” for a ceasefire in Gaza in the next 24 hours.

    Health officials at the Nasser Hospital in Khan Younis, southern Gaza, said the Israeli military had carried out an airstrike on a tent encampment west of the city around 2 a.m., killing 15 Palestinians displaced by nearly two years of war.

    The Israeli military had no immediate comment.

    Later on Friday, Palestinians gathered to perform funeral prayers before burying those killed overnight.

    “The ceasefire will come, and I have lost my brother? There should have been a ceasefire long ago before I lost my brother,” said 13-year-old Mayar Al Farr as she wept. Her brother, Mahmoud, was among those killed.

    Adlar Mouamar said her nephew, Ashraf, was also killed. “Our hearts are broken. We ask the world, we don’t want food…We want them to end the bloodshed. We want them to stop this war.”

    Trump earlier said it would probably be known in 24 hours whether Hamas has accepted a ceasefire between the Palestinian militant group and Israel.

    On Tuesday, the president announced that Israel had accepted the conditions needed to finalise a 60-day ceasefire with Hamas, during which the parties would work towards ending the war.

    Hamas, which has previously declared it would only agree to a deal for a permanent end to the war, has said it was studying the proposal, but given no public indication whether it would accept or reject it.

    ‘MAKE THE DEAL’

    Israeli Prime Minister Benjamin Netanyahu is yet to comment on Trump’s ceasefire announcement. While some members of his right-wing coalition oppose a deal, others have indicated their support.

    Netanyahu has repeatedly said Hamas must be disarmed, a position the militant group has so far refused to discuss.

    In Tel Aviv, families and friends of hostages held in Gaza were among demonstrators who gathered outside a U.S. Embassy building on U.S. Independence Day, calling on Trump to secure a deal for all of the captives.

    Demonstrators set up a symbolic Shabbat dinner table, placing 50 empty chairs to represent those who are still held in Gaza. Banners hung nearby displaying a post by Trump from his Truth Social platform that read, “MAKE THE DEAL IN GAZA. GET THE HOSTAGES BACK!!!”

    The Sabbath, or Shabbat, observed from Friday evening to Saturday nightfall, is often marked by Jewish families with a traditional Friday night dinner.

    “Only you can make the deal. We want one beautiful deal. One beautiful hostage deal,” said Gideon Rosenberg, 48, from Tel Aviv.

    Rosenberg was wearing a shirt with the image of hostage Avinatan Or, one of his employees who was abducted by Palestinian militants from the Nova musical festival on October 7, 2023. He is among the 20 hostages who are believed to be alive after more than 600 days of captivity.

    Ruby Chen, 55, the father of 19-year-old American-Israeli Itay, who is believed to have been killed after being taken captive, urged Netanyahu to return from his meeting with Trump in Washington on Monday with a deal that brings back all hostages.

    “Let this United States Independence Day mark the beginning of a lasting peace…, one that secures the sacred value of human life and one that bestows dignity to the deceased hostages by ensuring their return to proper burial,” he said, also appealing to Trump.

    Itay Chen, also a German national, was serving as an Israeli soldier when Hamas carried out its surprise attack on October 7, 2023, killing around 1,200 people, mostly civilians, and taking another 251 hostage.

    Israel’s retaliatory war against Hamas has devastated Gaza, which the militant group has ruled for almost two decades but now only controls in parts, displacing most of the population of more than 2 million and triggering widespread hunger.

    More than 57,000 Palestinians have been killed in nearly two years of fighting, most of them civilians, according to local health officials.

  • MIL-OSI Africa: Exploring innovation: Business Management System (BMS) User Experience Lab concludes in South Sudan

    In preparation for the rollout of the new Business Management System (BMS), WHO Office in South Sudan conducted a five-day BMS Human Capital Management (HCM) Lab to familiarize staff with WHO’s new BMS, which will replace the current GSM-based system to enhance efficiency and streamline operations.

    The interactive session conducted from 30 June to 4 July 2025, successfully engaged over 189 staff members, giving them practical hands-on experience with the HR BMS module through simulation exercise, enabling participants to test BMS features, fostering clear understanding of the system. As a result, staff members are now better equipped to use this module designed to streamline and simplify HR-related processes.

    Facilitated by the Country Support Unit (CSU), the sessions provided insights on how the BMS system is configured and will be running after roll-out.

    Ms. Sheila Baya, a Public Health Officer, and one of the participants shared her experience. “Initially, I thought the BMS HR module was quite complex, especially, since we, as an affiliate, currently manage leave requests manually. However, after spending some time exploring the platform, I’ve come to appreciate its user-friendly design. I now understand how it will streamline our internal request processes, making them more systematic and efficient. This transition will not only save time but also reduce the potential for errors, ultimately improving our overall workflow”. Said Baya

    Dr Mukeshkumar Prajapati, Health Cluster Coordinator and another participant, added “The BMS User Experience Lab was more than just a demo—it was an empowering, hands-on opportunity that showed me how workday can simplify our day-to-day HR tasks” said Dr Prajapati, “Exploring real-life scenarios gave me confidence in its potential to streamline processes like leave requests, personal data management, and profile updates.”

    Furthermore, Ms. Ida Mkenda, encouraged colleagues to take up the opportunity, saying “The immersive modelling tasks and scenarios enabled me to intuitively navigate and accomplish requests in the BMS. Integration of the various functionalities in the organization has also simplified processes that will greatly impact efficiency and effectiveness” said Mkenda

    Finally, Mr. Kuol Maper Alier, another participant, thanked WHO for initiating the BMS system “this system is easy to use, and it is timesaving. I enjoyed the simulation exercise and looking forward for the rollout of BMS” Alier said.

    Amidst the ongoing cholera outbreak in South Sudan, the World Health Organization (WHO) expressed gratitude for the critical support provided by the UK Foreign, Commonwealth & Development Office (FCDO) and WHO’s Standby Partners (SBPs). Their timely and coordinated assistance has significantly enhanced WHO’s capacity to support the government of South Sudan’s efforts to contain the outbreak.

    South Sudan declared a cholera outbreak in October 2024, since then, the Ministry of Health with support from World Health Organization (WHO) and other partners, has mounted a comprehensive response, designating the outbreak as a highest-priority emergency. This designation has enabled deployment of rapid response teams, prepositioning medical supplies and coordination efforts across all levels to protect communities and safe lives. This is the longest cholera outbreak in the country’s history since independence in September 2011.

    With funding from the UK FCDO, five technical experts were deployed between January and February 2025 through WHO’s Standby Partners, – CANADEM, RedR Australia and UK-Med for six months. This multidisciplinary surge team brought together expertise across key response pillars: case management, epidemiology, water, sanitation and hygiene (WASH), health logistics, and coordination. This coordinated deployment formed a dedicated surge team, enabling WHO to support the government of South Sudan respond swiftly and comprehensively across all key pillars of the cholera response.

    The deployment of these five technical experts played a pivotal role in strengthening the response. Each position was strategically selected to enhance the speed, reach, and effectiveness of WHO’s operations. This integrated, multi-disciplinary deployment model serves as a best-practice example of how surge capacity can be optimized to deliver high-impact results during public health emergencies.

    Together, this team bolstered WHO’s operational capacity, accelerated outbreak containment, and supported broader emergency health systems in South Sudan. Their unified presence and complementary expertise underscore the strategic value of well-coordinated international surge deployments in complex public health emergencies. All efforts were carried out in close coordination with national counterparts and in direct support of the Government of South Sudan’s leadership in managing the outbreak.

    “This team, supported by FCDO, came at a very critical time and has provided a significant boost to our response efforts to contain the cholera outbreak,” said Dr Humphrey Karamagi, WHO Representative for South Sudan, “WHO South Sudan expresses its sincere gratitude to the UK FCDO and our Standby Partners for making this level of response possible. Their extraordinary commitment has directly contributed to saving lives and strengthening resilience in some of the country’s most vulnerable communities.”

    • Mr. Mukasa Kabiri, Cholera Response Coordination Officer, led the successful rollout of oral cholera vaccination (OCV) campaigns, ensuring timely and targeted vaccination coverage where in high- risk areas.

    • Dr. Brendan Patrick Dineen, Epidemiologist, supported the strengthening of real-time surveillance and outbreak mapping, enabling evidence-based decision making in the Upper Nile State and other hard-to-reach areas.

    • Dr. Fuad Said Abdulrahman, Case Management Specialist, provided clinical guidance and training for frontline health workers, improving treatment outcomes and response readiness in affected facilities.

    • Mr. Tai Ring Teh, WASH Officer, supported water quality assessments and hygiene practices at cholera treatment centers in affected communities.

    • Mr. Navjuvon Mazabshoev, Health Logistics Officer, supported logistics operations including the establishing a new treatment center in Tharqueng and improved supply chain management at Juba Teaching Hospital

    India has set up its first Equine Disease-Free Compartment (EDFC) at the Remount Veterinary Corps (RVC) Centre & College in Meerut Cantonment, Uttar Pradesh. The facility was officially recognised by the World Organisation for Animal Health (WOAH) on Thursday, marking a crucial step in enabling Indian sport horses to compete internationally in compliance with global biosecurity standards.

    The EDFC, developed through the coordinated efforts of the Department of Animal Husbandry and Dairying, Ministry of Defence, the Equestrian Federation of India (EFI), and the Government of Uttar Pradesh, ensures strict adherence to WOAH’s guidelines for compartmentalisation. These include robust biosecurity measures, veterinary surveillance, and disease exclusion protocols.

    The facility has been certified free from major equine diseases such as Equine Infectious Anemia, Equine Influenza, Equine Piroplasmosis, Glanders, and Surra, said the Ministry of Fisheries, Animal Husbandry & Dairying in a statement. Additionally, India has remained free of African Horse Sickness since 2014.

    This recognition opens new avenues for Indian riders and horses to participate in international equestrian competitions and enhances India’s potential in equine trade, breeding, and sports. It also aligns with India’s broader strategy of strengthening animal health systems and promoting export readiness through science-based practices.

    The success of the EDFC complements India’s parallel efforts in the poultry sector, where the country is working to develop Highly Pathogenic Avian Influenza (HPAI) Free Compartments to facilitate safe exports of poultry products.

    This achievement positions India as a rising leader in implementing internationally harmonised animal health systems, supporting both safe trade and emerging sectors like equestrian sports.

    Elizabeth Emblem Recognises Scottish Public Servants

    Eight Scottish public servants who died in service recognised in the second ever Elizabeth Emblem List.

    Eight Scottish public servants who died in the line of duty have been recognised with the Elizabeth Emblem.

    The Elizabeth Emblem is a mark of recognition to the next of kin of public servants who have lost their lives as a result of their duty. It is the civilian equivalent of the Elizabeth Cross, which recognises members of the UK Armed Forces who died in action or as a result of a terrorist attack. 

    106 public servants who died in service from across the United Kingdom are being recognised in this second published List.

    Those recognised from Scotland include Gwen Mayor, a teacher who was killed by a gunman at Dunblane Primary School in March 1996, and Rodney Moore, a retired paramedic who rejoined the Scottish Ambulance Service to support its Covid-19 response and later died of the illness.

    The Secretary of State for Scotland, Ian Murray said:

    “I pay tribute to all of those Scots who have been recognised today. Every one of these brave public servants gave their life to protect others. They are people who stepped forward when most of us would step back, and they paid the ultimate price.

    “I am particularly pleased that Dunblane teacher Gwen Mayor has been recognised. No-one will ever forget the horror of the shooting at Dunblane Primary School in 1996, when Mrs Mayor was killed trying to protect her pupils.

    “I hope that the families of all those recognised will take some comfort in knowing that their loved ones, and their service, has not been forgotten.” 

    The full list of Scottish public servants recognised are:

    Gwen Mayor, a teacher at Dunblane Primary School. Mrs Mayor was killed alongside 16 of her pupils on 13 March 1996. 

    Roderick Nicolson, Tayside Fire and Rescue Service. Mr Nicolson, from Perth, died attempting to rescue two workmen from a silo of chemical dust at Perth Harbour. Whilst trying to free the workers Fireman Nicolson became trapped amid five tonnes of sodium carbonate ash. He died on 4 December 1995.

    Ewan Williamson, Lothian and Borders Fire and Rescue Service. Firefighter Williamson was responding to a fire at the Balmoral Bar public house on Dalry Road in Edinburgh when he became trapped in the basement level with the fire. He was unable to escape and fellow firefighters were unable to locate him for a significant period of time. Firefighter Williamson died on 12 July 2009.

    Richard Paul North, Tayside Police. Constable North was killed when on duty as a result of a collision with another vehicle, while driving near Perth in a marked police car. The other vehicle had crossed from the other carriageway into the oncoming traffic, and the driver was found to be under the influence of drink and drugs. PC North died on 17 March 1987.

    William Oliver, of the Glasgow Salvage Corps. Mr Oliver died in the Cheapside Street Disaster, a fire in a whisky bond. The warehouse contained more than a million gallons of whisky and 30,000 gallons of rum. As the temperature of the fire increased, some of the casks ruptured, causing a huge boiling liquid vapour explosion. This instantly killed Mr Oliver and 18 others. Mr Oliver died on 28 March 1960.

    Joseph Stewart Drake, Stirling and Clackmannan Constabulary. Constable Drake was killed when a stolen lorry being pursued by other officers intentionally struck his car as he tried to intercept it at Dennyloanhead near Falkirk.  PC Drake died on 11 August 1967.

    Rodney (Rod) Moore, of the Scottish Ambulance Service. A retired ambulance paramedic of 40 years’ service, Mr Moore, from Falkirk, returned to work with the Scottish Ambulance Service to assist with the Covid-19 pandemic response. Mr Moore contracted Covid-19 in October 2020 and died on 21 November 2020.

    Alistair Soutar, HM Customs & Excise. Mr Soutar was crushed between a HM Customs and Excise vessel ‘The Sentinel’ and a smugglers’ vessel the ‘Ocean Jubilee’. Mr Souter, from Dundee, was taking part in Operation Balvenie off the Caithness coast to apprehend drug smugglers. Mr Soutar was airlifted to Raigmore Hospital in Inverness but died of his injuries on 29 July 1996.

    The Chancellor of the Duchy of Lancaster, Pat McFadden said:

    “We owe an enduring debt to the public servants who give their lives to protect others.

    “The Elizabeth Emblem is a reminder not just of the ultimate price their loved ones have paid in service of our communities, it is a lasting symbol of our national gratitude for their incredible sacrifice.”

    The Elizabeth Emblem was established last year as a national form of recognition. 

    The design of the Emblem incorporates a rosemary wreath, a traditional symbol of remembrance, which surrounds the Tudor Crown. It is inscribed with ‘For A Life Given In Service’, and will have the name of the person for whom it is in memoriam inscribed on the reverse of the Emblem. It will include a pin to allow the award to be worn on clothing by the next of kin of the deceased.

    Families and next of kin of those who have died in public service are encouraged to apply for an Elizabeth Emblem via gov.uk.

    ASEAN-UK Health Security Partnership Programme launched to strengthen ASEAN’s ability to prevent, detect, and respond to health threats.

    The Association of Southeast Asian Nations (ASEAN) and the United Kingdom today officially launched the ASEAN-UK Health Security Partnership Programme (HSP), a five-year programme, in Kuala Lumpur, Malaysia, as a major new initiative aimed at strengthening Southeast Asia’s ability to prevent, detect, and respond to health threats.

    The UK-funded HSP programme will provide grant funding for projects in the ASEAN region which can improve health systems, enhance access to healthcare and strengthen ASEAN capacity to respond to new threats, like the health impacts of climate change. HSP will also establish expert partnerships between institutions in ASEAN and other parts of the world, including the UK, enabling the exchange of knowledge and joint development of innovative solutions. A third component will work with the Quadripartite (WHO, FAO, WOAH, UNEP) to support the ASEAN One Health Joint Plan of Action, helping to tackle threats such as antimicrobial resistance that require a coordinated ‘One Health’ approach across human, animal, environmental and plant health.

    Dr. Kao Kim Hourn, Secretary-General of ASEAN, welcomed the partnership:

    The ASEAN-UK Health Security Partnership Programme is a timely initiative that complements ASEAN’s collective efforts in strengthening pandemic preparedness and building resilient healthcare systems. We value the UK’s commitment to meaningful and lasting cooperation with ASEAN.

    BEIJING, July 4 (Xinhua) — A five-member delegation from the Heilongjiang Provincial Eye Hospital in northeast China recently visited the National Medical Research Center of Eye Microsurgery in Russia’s Irkutsk Region to exchange experiences and demonstrate treatment methods. The visit aims to deepen cooperation in ophthalmology between China and Russia, promote technical cooperation and exchange of achievements.

    According to Heilongjiang News Portal, upon arrival, the hospital delegation immediately held in-depth consultations with Russian experts, focusing on promoting exchanges on multifaceted professional issues.

    The parties had a detailed discussion of key topics, including advanced technologies in ophthalmology, standards of clinical diagnostics and treatment, and joint research projects. The main focus was on the exchange of case data and a detailed analysis of technologies in the field of the latest achievements in complicated cataract surgery, glaucoma diagnostics and surgery, and laser coagulation of the retina in complex cases of diseases.

    At the initiative of the Russian side, the delegation visited key departments of the center, including the laser treatment center, diagnostic center and operating rooms with laminar air flow. The delegation members studied the application of advanced technologies of laser surgical equipment, observed the effective operation of the integrated process of examination, diagnosis and treatment, and also became familiar with the mechanisms of professional organization of inpatient services.

    This visit not only strengthened the cooperation foundation between Heilongjiang Provincial Ophthalmology Hospital and Russian ophthalmological institutions, but also outlined valuable areas for improving the level of medical technology and service quality in the hospital. In the future, the hospital will actively introduce advanced Russian experience, combining it with domestic clinical practice, deeply develop areas in the field of eye fundus diseases, ophthalmic microsurgery, constantly optimizing diagnostic schemes, treatment and service models. -0-

    The Free State Health Department has issued an alert regarding a measles outbreak in the Lejweleputswa Nala (Bothaville) region of the province.

    This comes after the confirmation of 64 cases of the viral infection in the areas of Nala, Masilonyana, Matjhabeng and Tswelopele.

    Individuals primarily currently affected by the outbreak are children between the ages of 5 and 9.

    “Measles is a highly contagious viral infection that can lead to serious health complications. It is crucial for parents and guardians to be vigilant and aware of the symptoms associated with measles,” spokesperson Mondli Mvambi said.

    The following symptoms are associated with the viral infection:
    •    Runny Nose
    •    Red Rash
    •    Feeling Tired
    •    Cough
    •    Fever
    •    Conjunctivitis (Red Eyes)

    “We urge all parents to ensure that their children are vaccinated against measles. The measles vaccine is safe and effective and is the best way to protect your child and the community from this disease,” he added.

    Actions you can take:
    •    Keep an eye on your child for any symptoms mentioned above.
    •    If symptoms develop, visit your healthcare provider as soon as possible.
    •    Ensure your child is up-to-date with their measles vaccinations. If you have questions about vaccination status, consult your clinic or healthcare provider.

    The National Register was a pool of trained mental health consumer and carer representatives from across Australia, who worked at the national level to provide a strong consumer and carer voice in the mental health sector.  

    Members of the National Register used their lived experience, knowledge of the mental health system and communication skills to advocate and promote the issues and concerns of mental health consumers and carers.

    Mental Health Australia hosted an Annual Issues and Opportunities Workshop for members of the National Register of Mental Health Consumer and Carer Representatives (National Register) and the National Mental Health Consumer and Carer Forum (NMHCCF).  

    Over the years, these two-day workshops have supported the development of representatives’ advocacy, policy development and leadership skills of mental health consumers and carers participating in national policy initiatives. The workshops have also provided important networking opportunities for representatives.  

    The 2025 Annual Issues and Opportunities Workshop was the final workshop for these two national groups. The Commonwealth Government has funded two peak bodies, one for consumers and one for carers, meaning the funding for the National Register of Mental Health Consumer and Carer Representatives (National Register) and the National Mental Health Consumer and Carer Forum (NMHCCF) ceased as of 30 June 2025.  

    The final meeting was held in Canberra on Wednesday 7 and Thursday 8 May 2025 and was attended by 57 mental health consumer and carer representatives, and staff from Mental Health Australia.  

    The theme chosen for this final Annual Workshop was Celebrating our Past and Building Our Future. The program encompassed different speakers, thought-provoking sessions on moving forward without the formal structure of the groups, and opportunities for participants to celebrate their achievements.  

    This report provides highlights from the two-day event and a summary of the key themes from the workshop and through the workshop evaluation survey.

    HONOLULU – Governor Josh Green, M.D., signed four measures into law today to strengthen Hawai‘i’s public safety through the enactment of safety measures and protocols surrounding retention and detention ponds, as well as legislation that implements education and safeguards for pressing kūpuna issues. These bills reflect the state’s ongoing priorities to protect the most vulnerable in our communities by fostering awareness and launching educational initiatives to better understand and proactively address the impacts surrounding these concerns.

    “This is about the safety and well-being of our ‘ohana and setting a chain of positive intention to uplift those in our community,” said Governor Green. “These newly enacted laws will provide members of our communities with tools to secure housing, better understand Alzheimer’s disease, and prevent drowning incidents. I am grateful for the community leaders and advocates who identified critical needs and helped bring these quality of life measures to fruition.”

    SB 1221: RELATING TO STORMWATER MANAGEMENT SYSTEMS
    Senate Bill 1221 (Act 281): Due to high drowning rates in the state and the cultural significance of water in the islands, improving water safety and education remains a priority for lawmakers and advocacy groups such as Hawai‘i Water Safety Coalition (HWSC). To make Hawai‘i a safer water state, Act 281 establishes safety measures and regulations for retention and detention ponds.

    Under the new law, counties will now regulate retention and detention ponds within county jurisdiction to require a permitting process for construction and proper maintenance and submission of maintenance plans to ensure compliance with safety regulations. In addition to permitting, safety measures will be mandatory, such as enclosed and secured fencing around pond perimeters, “no swimming” signage and accessible emergency buoys. While these regulations do not apply to retention and detention ponds on private property, managing entities must submit sufficient proof of safety compliance to counties. Lastly, a survey of the ponds will be conducted by counties to be submitted to the Legislature.

    “This is more than just a water safety bill. Act 281 is a legacy enactment in memory of Charlotte ‘Sharkey’ Schaefers, a brave 5-year-old hero who risked her life to save a friend stuck in a detention pond in 2004,” said Governor Green. “The life of such a young girl should have never been taken that day, and now we can hope that it will never happen again.”

    “SB 1221 represents a significant step forward in improving water safety and protecting Hawai‘i’s keiki and families from preventable drowning tragedies,” said Representative Jeanne Kapela (District 5 – Portions of Kea‘au and Kurtistown, Mountain View, Glenwood, Fern Forest, Volcano, Pāhala, Punalu‘u, Nā‘ālehu, Wai‘ōhinu, Hawaiian Ocean View, Ho‘okena). “By regulating retention and detention ponds and requiring clear safety protocols, we are creating safer environments and honoring the memory of Charlotte ‘Sharkey’ Schaefers. No family should have to experience such a loss, and this legislation brings us closer to a future where tragedies like this are prevented, allowing every ‘ohana to feel safer in their community.”

    “The HWSC thanks Governor Green and our legislators for recognizing the need to protect Hawai‘i residents, especially our children, from the hidden hazards of retention and detention ponds,” said Allison Schaefers, Charlotte’s mother. “We must never forget Sharkey’s act of heroism, and this law, which is her legacy, is going to save lives in our state. It’s my hope that Hawai‘i will become the model for a national detention and retention pond safety program.”

    Schaefers was the lead writer of the coalition’s Hawai‘i Water Safety Plan, “I Palekana Kākou Ka Wai: Let Us Be Safe in the Water,” released in February as a roadmap to diminishing Hawaiʻi’s drowning crisis by ensuring that everyone is safe on, in and around the water.

    Kalani Vierra, Chief of Kaua‘i Ocean Safety and president of the Hawaiian Lifeguard Association, which is the umbrella organization for the HWSC, said, “I’m truly speechless to witness the fruits of our dedicated collaboration over the past few years. The recent launch and publication of the Hawai‘i Water Safety Plan is a significant step forward, aiding our efforts to encourage Hawai‘i’s legislation to prioritize the health and safety of our communities, especially during heavy storms. The monitoring and inspection of detention and retention ponds play a crucial role in mitigating risks.”

    HB 703: RELATING TO KŪPUNA HOUSING
    House Bill 703 (Act 282) extends the sunset date for the state’s kūpuna rent supplement program. Under this program, kūpuna who are 62 years of age or older who are homeless or at risk of becoming homeless, can qualify for access to the rent supplement program. The program that originally was scheduled to sunset in 2026, will extend to 2028 to continue providing kūpuna support through rent supplement assistance, housing counseling and landlord assistance, in addition to mental health services and other support care services.

    SB 1252: RELATING TO DEMENTIA
    Senate Bill 1252 (Act 283): To better understand and coordinate care for kūpuna in our communities who are living with Alzheimer’s disease or other forms of dementia, Act 283 appropriates funds for training and educational programs within the University of Hawai‘i at Mānoa John A. Burns School of Medicine. Positions will be established within the University’s Department of Geriatric Medicine to develop and update the curriculum and carry out training to lay the foundation for comprehensive programs to pioneer dementia and Alzheimer’s-informed care. These initiatives will provide better support and nurturing for kūpuna across the state, while also strengthening the state’s workforce to better address these diseases. This bill appropriates $525,000 for both fiscal years 2026 and 2027.

    “The work of the Legislative Kūpuna Caucus has proven yet again the importance of caring for our aging community in Hawai‘i,” said Governor Green. “Housing is healthcare, and by extending the sunset date of the kūpuna housing program, we can continue to provide dignity and access to healthy living. Advancements in our state’s healthcare system to acknowledge Alzheimer’s provides critical care for our kūpuna, helping them get more specialized support so they can remain in the islands they call home.”

    “Hawaiʻi’s aging population is growing rapidly and we must prepare our healthcare workforce to meet its unique needs,” said Senator Stanley Chang (District 9 – Hawai‘i Kai, Kuli‘ou‘ou, Niu, ‘Āina Haina, Wai‘alae-Kāhala, Diamond Head, Kaimukī, Kapahulu). “Investing in JABSOM’s dementia education and training supports our kūpuna and strengthens the future of healthcare in our state. Act 283 helps build a local, informed workforce that can provide compassionate, expert care for individuals living with Alzheimer’s and other forms of dementia. As someone whose father suffered from dementia, this bill is very personally meaningful to me.”

    “This program has been essential for our kūpuna, significantly helping them secure and maintain affordable housing,” said Representative Cory M. Chun (District 35 – Portions of Pearl City and Waipahu, Crestview). “Extending it means we can continue providing not only rent assistance but also the services and support necessary to keep them safe and healthy. As part of our Kūpuna Caucus legislative package, this bill reflects our shared commitment to caring for Hawai‘i’s aging population.”

    “Hawai‘i House Bill 703 and Senate Bill 1252 demonstrate the Legislature and the Governor’s commitment to caring for kūpuna. HB 703 ensures continued access to rent supplement assistance, helping older adults on fixed incomes avoid homelessness and maintain stable housing,” said AARP Hawaii Advocacy Associate Director Audrey Suga-Nakagawa. “SB 1252 strengthens our healthcare system by investing in dementia education and workforce development. AARP Hawaii commends the Governor and the Legislature for their efforts to ensure that kūpuna can choose how they live as they age.”

    MHRA approves nogapendekin alfa inbakicept to treat adult patients with non-muscle invasive bladder cancer  

    The Medicines and Healthcare products Regulatory Agency (MHRA) has today, 4 July 2025, approved nogapendekin alfa inbakicept (Anktiva) for adults with BCG-unresponsive non-muscle invasive bladder cancer, where the disease remains confined to the inner lining of the bladder and may include tumours. 

    The Medicines and Healthcare products Regulatory Agency (MHRA) has today, 4 July 2025, approved nogapendekin alfa inbakicept (Anktiva) for adults with BCG-unresponsive non-muscle invasive bladder cancer, where the disease remains confined to the inner lining of the bladder and may include tumours. 

    BCG (Bacillus Calmette-Guérin) is a standard immunotherapy for early-stage bladder cancer, delivered directly into the bladder to stimulate an immune response. However, some patients do not respond to BCG, leaving limited treatment options.  

    This medicine has been approved through the International Recognition Procedure (IRP). The IRP allows the MHRA to consider the expertise and decision-making of trusted regulatory partners for the benefit of UK patients.    

    Nogapendekin alfa inbakicept mixed with BCG is administered via a liquid that is diluted and then delivered into the bladder through a catheter inserted into the urethra. 

    A full list of side effects can be found in the Patient Information Leaflet (PIL) or the Summary of Product Characteristics (SmPC), available on the MHRA website within 7 days of approval.    

    As with any medicine, the MHRA will keep the safety and effectiveness of nogapendekin alfa inbakicept under close review.    

    Anyone who suspects they are having a side effect from this medicine is encouraged to talk to their doctor, pharmacist or nurse and report it directly to the MHRA Yellow Card scheme, either through the website (https://yellowcard.mhra.gov.uk/) or by searching the Google Play or Apple App stores for MHRA Yellow Card.

    Thanks to support from the IAEA initiative “Rays of Hope” Cancer patients around the world can now more easily receive the life-saving care they need, participants were told at the forum “Rays of Hope”.

    The Rays of Hope initiative aims to increase access to cancer care where it is needed most by helping low- and middle-income countries build and strengthen their capacity in medical imaging, radiotherapy and nuclear medicine. Since its launch in Ethiopia three years ago, more than 90 countries have applied for support.

    “Cancer kills 2,000 people a day in Africa, making it the leading cause of death on the continent,” IAEA Director General Rafael Mariano Grossi said Monday at the opening of the forum in Addis Ababa, Ethiopia. “Three years ago, we launched the Rays of Hope initiative here at the African Union headquarters. Today, we are helping to bring cancer care to countries where it was previously unavailable.”

    Temesgen Tirune, Deputy Prime Minister, said: “This forum must be a signal to work together. Let it inspire us to strengthen cooperation, increase investment and continue to show solidarity – so that no child dies from curable cancer, no mother has to wait forever for a diagnosis and no country is left behind simply because of its geography or the size of its GDP.”

    The opening of the Rays of Hope forum was also addressed by Ethiopian Health Minister Mekdes Daba Feissa and African Union Chief of Staff Mohamed Al-Amin Suef.

    During the morning sessions, representatives of countries supported by the Rays of Hope initiative shared their experiences. Among them were: the Minister of Health of Benin Benjamin Hunkpatin, Minister of Scientific Research and Technology of the Democratic Republic of the Congo Gilbert Kabanda Kurhenga, Minister of Health of Ethiopia Mekdes Daba Feissa, Minister of Health of Lesotho Selibe Mokhoboroane, Minister of Health and Social Welfare of Senegal Ibrahima Say, Deputy Minister of Health of Botswana Lawrence Ookeditse and Principal Secretary of the Kenyan Ministry of Health Fredrick Uma Oluga.

    The importance of the Rays of Hope initiative was also underscored by the countries that have made contributions to it. The forum was addressed by the German Ambassador to Ethiopia and Permanent Observer to the African Union in Ethiopia Jens Hanefeld, the Permanent Representative of Italy to the African Union and the UN Economic Commission for Africa in Ethiopia Maurizio Busanelli, the Ambassador Extraordinary and Plenipotentiary of Japan to the African Union Tsutomu Nakagawa and the First Counsellor of the French Embassy in Ethiopia and the African Union Julien Voiturier.

  • MIL-OSI China: Foreign diplomats explore trade opportunities in Chongqing’s Pengshui

    Pengshui Miao and Tujia autonomous county in southwestern China’s Chongqing welcomed a delegation of foreign diplomats and international representatives from July 2 to 3, as part of an initiative to promote local industries and expand global cooperation.

    The trip was jointly organized by the Foreign Affairs Office of the Chongqing Municipal Government and the Pengshui County Government. Nearly 70 representatives from consulates, international chambers, and media outlets across 11 countries—including Japan, Canada, Brazil, Myanmar, and Vietnam—took part in the visit.

    The delegation explored Pengshui’s growing potential in specialty agriculture, traditional Miao medicine, and cultural tourism.

    At Shan’gan township’s “Miao Medicine Valley,” the delegation was introduced to locally grown wasabi—an uncommon crop in the region. Takada Mari, Consul-General of Japan in Chongqing, said that wasabi typically requires very specific conditions and said she had not expected it to grow successfully in Pengshui. She described the flavor as developing slowly with a natural taste, and noted that local production of wasabi, along with ongoing exchanges with Japanese businesses, could pave the way for deeper cooperation in trade, culture, and talent development.

    The delegation also visited Pengshui’s sweet potato development center, an agricultural product exhibition hall, and rural revitalization demonstration areas. Many participants said that the opening of a high-speed rail line to Pengshui has greatly improved accessibility and opened new opportunities for collaboration.

    U Kyaw Zay Yar Lin, Consul-General of Myanmar in Chongqing, noted that Pengshui’s traditional attire and music reminded him of his own home country. He expressed strong interest in exploring trade possibilities for local specialty products such as Miao herbal medicine and sweet potatoes, emphasizing the cultural connection between ethnic communities in both countries.

    Birgit Murr, head of the commercial section at the Austrian Consulate General in Chengdu, highlighted the high quality of Pengshui’s organic agricultural products, particularly those with national geographical indication status. She said such credentials could serve as a strong marketing point for expanding sales to other regions in China and into international markets.
