  • MIL-Evening Report: NZ households will be slightly worse off if Trump triggers a trade war – new modelling

    Donald Trump has already made good on his threat to impose an additional 10% tax on Chinese goods, and is due to announce a 25% tariff on all steel and aluminium imports into the United States.

    While he has paused proposed 25% tariffs on Canadian and Mexican imports for the time being, a trade war between the US and the rest of the world remains a real possibility.

    Mexico, Canada and China responded to Trump’s tariff plans by drafting retaliatory tariffs and countermeasures. But Trump’s threatened tariffs extend well beyond North America and China.

    During his 2024 election campaign he said all trading nations could expect similar treatment, and he explicitly stated his intention to target the European Union (EU):

    They don’t take our cars, they don’t take our farm products, they take almost nothing and we take everything from them. Millions of cars, tremendous amounts of food and farm products.

    While it’s true the EU exports more to the US than it imports, it’s simplistic to use bilateral trade balances as a gauge of the overall economic benefits. International trade allows countries to concentrate on producing the goods and services they do well, and to exchange them for ones more costly to produce domestically.

    Ultimately, trade allows everyone to consume more. A trade war therefore makes nations worse off: tariffs divert trade flows and reduce the exchange of goods. And, of course, this filters down to affect ordinary household incomes.

    Households worse off

    The impact of a trade war on any given country will depend on several factors, including the share of a nation’s exports exposed to new tariffs, and the importance of trade to each economy.

    Small countries tend to trade more than large ones because they specialise in producing a relatively small number of goods, and rely on trade to consume a variety of products.

    To quantify the impacts of a trade war, I consider a scenario where the US imposes additional tariffs of 25% on all merchandise imports (the figure Trump has consistently used), and all other countries respond with similar tariffs on US goods.

    I simulate the tariffs in a global model of production, trade and consumption similar to that used by the New Zealand Productivity Commission’s inquiry into improving economic resilience. The model uses input-output tables that describe production of 32 commodities in each country, and data on bilateral trade in each commodity between nations.

    National-level impacts are measured by calculating the equivalent impact on aggregate household income. This metric converts the effects from the tariffs – including changes in product prices, wages and business profits – into changes in household income.

    In New Zealand, the trade war decreases aggregate household income by 0.1% or NZ$322 million per year. Divided among the country’s nearly two million households, this means each household is worse off by NZ$163 per year.

    Global income declines

    The impacts of the simulated trade war are larger in North America. It decreases US annual aggregate household income by 1.5%, which equates to US$262 billion, or US$2,963 per household.

    In Canada and Mexico, for which the US is both a major export market and source of imports, average household income decreases by 3.6% (US$2,963) and 4.6% (US$1,192), respectively, each year.

    Across all nations, the tariff war results in an equivalent decrease in aggregate household income of 0.7% (US$414 billion) per year.

    The simulated tariff war also results in a reshuffling of trade. New Zealand merchandise exports to the US decrease by NZ$4.4 billion, but exports to other nations increase by a similar amount (due to their price advantage relative to US goods).

    Likewise, New Zealand merchandise imports from the US decrease by NZ$4.7 billion and imports from other nations increase by about the same amount. As a result, the trade war has little impact on New Zealand’s total exports and imports.

    Aggregate trade changes are largest in the US, which imposes new tariffs on all its imports and faces new tariffs in all export markets. US merchandise exports and imports both decrease by around US$565 billion (NZ$1 trillion).

    Overall, the modelling confirms the well known result that trade wars decrease global economic activity and routinely make all nations worse off.

  • MIL-Evening Report: AI is being used in social services – but we must make sure it doesn’t traumatise clients

    Late last year, ChatGPT was used by a Victorian child protection worker to draft documents. In a glaring error, ChatGPT referred to a “doll” used for sexual purposes as an “age-appropriate toy”. Following this, the Victorian information commissioner banned the use of generative artificial intelligence (AI) in child protection.

    Unfortunately, many harmful AI systems will not garner such public visibility. It’s crucial that people who use social services – such as employment, homelessness or domestic violence services – are aware they may be subject to AI. Additionally, service providers should be well informed about how to use AI safely.

    Fortunately, emerging regulations and tools, such as our trauma-informed AI toolkit, can help to reduce AI harm.

    How do social services use AI?

    AI has captured global attention with promises of better service delivery. In a strained social services sector, AI promises to reduce backlogs, lower administrative burdens and allocate resources more effectively while enhancing services. It’s no surprise a range of social service providers are using AI in various ways.

    Chatbots simulate human conversation with the use of voice, text or images. These programs are increasingly used for a range of tasks. For instance, they can provide mental health support or offer employment advice. They can also speed up data processing or help quickly create reports.

    However, chatbots can easily produce harmful or inaccurate responses. For instance, the United States National Eating Disorders Association deployed the chatbot Tessa to support clients experiencing eating disorders. But it was quickly pulled offline when advocates flagged Tessa was providing harmful weight loss advice.

    Recommender systems use AI to make personalised suggestions or options. These could include targeting job or rental ads, or educational material based on data available to service providers.

    But recommender systems can be discriminatory, such as when LinkedIn showed more job ads to men than women. They can also reinforce existing anxieties. For instance, pregnant women have been recommended alarming pregnancy videos on social media.

    Recognition systems classify data such as images or text to compare one dataset to another. These systems can complete many tasks, such as face matching to verify identity or transcribing voice to text.

    Such systems can raise surveillance, privacy, inaccuracy and discrimination concerns. A homeless shelter in Canada stopped using facial recognition cameras because they risked privacy breaches – it’s difficult to obtain informed consent from mentally unwell or intoxicated people using the shelter.

    Risk-assessment systems use AI to predict the likelihood of a specific outcome occurring. Many systems have been used to calculate the risk of child abuse, long-term unemployment, or tax and welfare fraud.

    Often data used in these systems can recreate societal inequalities, causing harm to already-marginalised peoples. In one such case, a tool in the US used for identifying risk of child mistreatment unfairly targeted poor, black and biracial families and families with disabilities.

    A Dutch risk assessment tool seeking to identify childcare benefits fraud was shut down for being racist, while an AI system in France faces similar accusations.

    The need for a trauma-informed approach

    Concerningly, our research shows using AI in social services can cause or perpetuate trauma for the people who use the services.

    The American Psychological Association defines trauma as an emotional response to a range of events, such as accidents, abuse or the death of a loved one. Broadly understood, trauma can be experienced at an individual or group level and be passed down through generations. Trauma experienced by First Nations people in Australia as a result of colonisation is an example of group trauma.

    Between 57% and 75% of Australians experience at least one traumatic event in their lifetime.

    Many social service providers have long adopted a trauma-informed approach. It prioritises trust, safety, choice, empowerment, transparency, and cultural, historical and gender-based considerations. A trauma-informed service provider understands the impact of trauma and recognises signs of trauma in users.

    Service providers should be wary of abandoning these core principles despite the allure of the often hyped capabilities of AI.

    Can social services use AI responsibly?

    To reduce the risk of causing or perpetuating trauma, social service providers should carefully evaluate any AI system before using it.

    For AI systems already in place, evaluation can help monitor their impact and ensure they are operating safely.

    We have developed a trauma-informed AI assessment toolkit that helps service providers to assess the safety of their planned or current use of AI. The toolkit is based on the principles of trauma-informed care, case studies of AI harms, and design workshops with service providers. An online version of the toolkit is about to be piloted within organisations.

    By posing a series of questions, the toolkit enables service providers to consider whether risks outweigh the benefits. For instance, is the AI system co-designed with users? Can users opt out of being subject to the AI system?

    It guides service providers through a series of practical considerations to enhance the safe use of AI.

    Social services do not have to avoid AI altogether. But social service providers and users should be aware of the risks of harm from AI – so they can intentionally shape AI for good.

    Thousands of new jobs are set to be created as the government opens bidding for its AI Growth Zones in a major drive to revitalise local communities as part of the government’s Plan for Change.

    Local and regional authorities across the UK are being encouraged to put their communities forward to become dedicated hotbeds for AI infrastructure development and attracting millions in private investment.

    The UK government will put particular focus on deindustrialised areas of the country to become the next AI Growth Zones as local and regional authorities submit their proposals, including sites with existing access to power or which would be suitable to establish major energy infrastructure.

    This closely follows the AI Opportunities Action Plan, which has put the UK on course to revolutionise public services and become an AI superpower – already attracting over £14 billion in investment since launching just last month. 

    Secretary of State for Science, Innovation, and Technology, Peter Kyle, said: 

    We set out our new blueprint for AI less than a month ago, and we’re already delivering on that vision by harnessing technology to supercharge our Plan for Change.

    These new AI Growth Zones will deliver untold opportunities – sparking new jobs, fresh investment and ensuring every corner of the country has a real stake in our AI-powered future. 

    We’re leaving no stone unturned in how we can harness expertise from all over the UK to deliver new opportunities, fresh growth, better public services and cement our position as an AI pioneer, and that’s the message I will be sending to international partners and AI companies at the AI Action Summit.

    As part of the talks, he will also bang the drum for more inward investment to deliver the AI Opportunities Action Plan, including to build the infrastructure needed across AI Growth Zones.

    Industry – including energy companies and data centre developers – are also being called upon to help drive forward government plans to rollout AI Growth Zones. Their proposals will help to inform the final selection of sites and broader policy decisions later this year, meaning the government will be able to move swiftly to secure investment and drive growth in regions across the country. 

    Interest is already building for promising sites in Scotland, Wales, the North East, and North West, with further exploratory work now set to begin on additional locations across the UK.

As part of this, the government will work with network operators to rapidly scale each zone to 500MW+, enough to power roughly two million homes.

    This will attract significant private investment, create local jobs and strengthen the UK’s global AI leadership – delivering opportunities for working people across the country as part of the AI Opportunities Action Plan announced less than two weeks ago. The ideal ingredients and key criteria for communities looking to host AI Growth Zones include: 

    • sites with large existing power connections (with a current capacity of 500+ MW) or a clear vision on how energy capacity can be increased. 
    • deindustrialised areas with land and infrastructure standing ready for redevelopment. 
    • locations close to suitable sites for major energy infrastructure such as nuclear reactors, solar stations and wind farms, or battery storage. 

    This expression of interest also extends to AI data centre companies and energy firms who are looking to tap into the potential of AI Growth Zones to deliver on the government’s AI blueprint.

This site will also serve as a testing ground to drive forward research on how sustainable energy like fusion technology can power the UK’s AI ambitions. The creation of a new AI Energy Council chaired by the Science and Energy Secretaries will also help to ensure responsible energy sources are being used to drive forward the UK’s AI blueprint, directly supporting the government’s mission to become a clean energy superpower.

    The AI Opportunities Action Plan announced last month is also at the heart of the government’s Industrial Strategy and the first plank of the upcoming Digital and Technology Sector Plan, to be published in the coming months. Following the opening of the expression of interest, the government will open the formal selection process in the spring, with the first AI Growth Zones then due to be announced in the summer.

  • MIL-OSI United Kingdom: UK-wide blitz on illegal working to strengthen border security

    Most successful January in over half a decade for Home Office Immigration Enforcement teams tackling illegal working.

    A record-breaking January for illegal working enforcement activity has been revealed by Home Secretary Yvette Cooper as the government’s landmark Border Security, Asylum and Immigration Bill returns to Parliament for its second reading, today (Monday 10 February).     

    Tackling illegal working plays a vital part in the Home Office’s system-wide approach to ending the promise of false jobs used by smuggling gangs to sell spaces on boats and taking down their business models as we restore order to the immigration system. 

    Following a drive from this government to have more deployable enforcement staff, a renewed crackdown on those attempting to undermine the UK’s borders last month saw the highest January in over half a decade for enforcement activity.   

    Throughout January alone, Immigration Enforcement teams descended on 828 premises, including nail bars, convenience stores, restaurants and car washes, marking a 48% rise compared to the previous January. Arrests also surged to 609, demonstrating a 73% increase from just 352 the previous year.    

    More broadly, between 5 July last year and 31 January, both illegal working visits and arrests have soared by around 38% compared to the same 12 months prior. During the same period, the Home Office issued a total of 1,090 civil penalty notices. Employers could face a fine of up to £60,000 per worker if found liable.   

    In many cases, those who come to the UK and end up working illegally are sold false promises about their ability to live and work in the UK, creating a dangerous draw for people to risk their lives by crossing the Channel on a small boat.  

    In reality, illegal working is inextricably linked to squalid living conditions, little to no pay and inhumane working hours. By paying so little, rogue employers often attempt to avoid paying their fair share in taxes to contribute to the economy and undercut honest competitors who follow the law.   

    Under its Plan for Change, the government is delivering steadfast action to restore order to the UK immigration system and the surge in enforcement activity to crack down on illegal working is a vital cog in the government’s wider machine to identify, disrupt and tackle irregular migration across the country.    

    Home Secretary Yvette Cooper said:     

    The immigration rules must be respected and enforced. For far too long, employers have been able to take on and exploit illegal migrants and too many people have been able to arrive and work illegally with no enforcement action ever taken.

    Not only does this create a dangerous draw for people to risk their lives by crossing the Channel in a small boat, but it results in the abuse of vulnerable people, the immigration system and our economy.   

    That’s why, as part of our Plan for Change, we are boosting enforcement to record levels alongside tough new legislation to smash the criminal gangs that undermine our border security and who have been getting away with it for far too long.

    While enforcement teams respond to illegal working intelligence in all sectors, a significant proportion of last month’s activity took place at restaurants, takeaways and cafes as well as in the food, drink and tobacco industry.  

    An operation in Cheshire to vape shops led to 10 immigration arrests and 2 criminal arrests for counterfeit documents, with civil penalty referral notices being made to employers, and a visit to an Indian restaurant in Humberside led to 7 arrests and 4 detentions. Elsewhere, in South London, a visit to a grocery warehouse resulted in 6 arrests and 4 people being detained.  

    As part of this activity, Immigrant Enforcement play a critical safeguarding role, working closely with the Gangmasters and Labour Abuse Authority and other organisations to allow employees to report labour exploitation.

    We also know that many people who end up working illegally are often subjected to extremely poor conditions, so we will continue to do all we can to safeguard and protect the most vulnerable.

    Border Security is central to the government’s Plan for Change and, alongside enforcement activity, the Home Office is ramping up returns of individuals with no right to be in the UK. Just last month, the department smashed its target to drive the removal of foreign criminals and immigration offenders to the highest level since 2018, with 16,400 people removed since the election. This figure is expected to go up later today when the Home Office publishes updated figures running to the end of January.  

    Since July, bespoke charter flights have also removed immigration offenders to countries around the world, including 4 of the biggest returns flights in the UK’s history carrying more than 800 people. Individuals removed since the election include criminals convicted of drug offences, theft, rape and murder.   

    We’re also working upstream to deter people from entering the UK illegally by launching a new international campaign to debunk people smugglers’ lies.  

    Social media adverts went live in Vietnam in December and Albania in January, highlighting real stories from migrants who entered the UK illegally, only to face debt, exploitation, and a life far from what they were promised. The campaign also warns prospective migrants about the realities of illegal working, as the government continues to crack down on employers who break the law and exploit people for profit. 

    In the months ahead, we will go further than ever by introducing new counter terror-style powers to identify, disrupt and smash people smuggling gangs as part of new, robust legislation to protect UK borders, set to be discussed in Parliament today.    

    The Border Security, Asylum and Immigration Bill will grant law enforcement additional powers to take earlier and more effective action against organised crime gangs, including seizing mobile phones from people who come to the UK illegally before the point of arrest. 

    Next month, the government will go further by hosting a landmark Border Security Summit at the historic Lancaster House in London.   

    A watershed moment in the UK’s fight against Organised Immigration Crime, the summit will bring together delegates from over 40 countries, as well as guest participants from a range of international institutions, including the European Union.   

    The summit will be held on Monday 31 March and Tuesday 1 April, and will facilitate a range of discussions on the best ways to tackle criminal networks facilitating organised immigration crime and migrant smuggling.

    By taking part in the campaign, he will be the first serving British Prime Minister and serving G7 leader to take a public test on camera. 

    Joined by Terrence Higgins Trust Patron Beverley Knight, the Prime Minister took a rapid home test to raise awareness that during National HIV Testing Week, anyone in England can order a free and confidential HIV test from www.freetesting.hiv to do at home. 

    The campaign which sees up to 20,000 funded kits being available to the public – centres on regular home or self-testing – one way to meet the Government’s ambition to end new HIV cases in England by 2030 committed to by the Prime Minister in December. 

    After undertaking a test, the Prime Minister said:

    It is really important to do it, and I am pleased to have taken part too. It’s easy, it is quick. And during testing week you can get a test free – so it is a great time to also take part.

    If people test, they will know their status, it is better that people know, and that is a good thing because you can then get access to treatment, and that will also help meet our collective target to end new HIV transmissions by 2030.

    It comes as polling by YouGov, on behalf of leading HIV Charity the Terrence Higgins Trust, has found that more than 80% of adults in England are unaware it is possible to test for HIV at home.  

    However, when prompted as an option, at-home testing was the most popular way to know your HIV status, with 44% of people saying it would be their preference.  

    The Prime Minister has committed to ending new HIV cases in England by 2030, with a new HIV Action Plan to be published in summer 2025.  

    Once diagnosed, people living with HIV can access free, effective treatment which means they can have a normal life expectancy and can’t pass on the virus.

    There have been some expressions of interest in the facility from other parties, and DOC will further investigate these opportunities alongside key stakeholders.

    Great South Southland Regional Development Agency will support DOC in the evaluation process given their involvement with Te Punanga Manu over the years.

    The sanctuary will keep operating as usual while alternative management options are explored further.

    The review found work at Te Punanga Manu, although important for conservation, is not critical to the advocacy or protection of the species it houses – and is therefore not considered high priority biodiversity work for DOC.

    The sanctuary also requires substantial investment in infrastructure and staffing to make it sustainable, says DOC’s Southern South Island Operations Director Aaron Fleming.

    “One example is the takahē enclosure, which needs significant investment, with 2023 costings sitting around $100,000.”

    DOC faces its own financial challenges and must prioritise its investment into conservation – which means it is not currently in a position to fund the upgrades needed at Te Anau Bird Sanctuary/Te Punanga Manu.

    “Locally DOC’s high priority biodiversity work also needs investment, such as critical infrastructure to maintain predator-free Fiordland islands that are home to critically endangered species, including kākāpō, tīeke and mohua,” says Aaron.

    “We know Te Punanga Manu is much loved by the Te Anau community and visitors alike, which is why alternative models to fund and operate the sanctuary will be considered.”

    Currently Te Punanga Manu holds a small number of South Island takahē, kōwhiowhio/blue duck, pāteke/brown teal and Antipodes Island kākāriki.

    “The well-being of manu will continue to come first no matter the outcome of the review,” says Aaron.

    “We will keep the community, sponsors and stakeholders informed as things develop.”

    Background information

    DOC started the review of Te Anau Bird Sanctuary/Te Punanga Manu o Te Anau (Te Punanga Manu) in June 2024 and completed it in October 2024. The review assessed its current condition, purpose and sustainability. The decision to withdraw from management was made in January 2025.

    New homes for rent at a subsidised rate are on the way for essential workers in Sydney with the Minns Labor Government today announcing the first site of it’s essential worker Build-to-Rent plan.

    Funded through the Minns Labor Government’s $450 million investment to deliver housing for essential workers, the Government’s developer Landcom will transform the former WestConnex dive site in Camperdown to deliver:

    • at least 200 build-to-rent units offered to essential workers like health workers, paramedics, teachers, police officers and firefighters at a discount to market rent, through a separate subsidy
    • approximately 300 additional units, including private units and a proportion of affordable rental housing
    • ground-floor retail or commercial, landscaped outdoor spaces and new pedestrian links, enhancing the neighbourhood’s amenity and vibrancy.

    The site was identified under the NSW Government’s Land Audit, which set out to find surplus government land that had been sitting unused and could be used to develop more homes.

    Landcom and Homes NSW were given first pick of the land audit sites, with this being the first site to be developed by Landcom.

    The site is well-located, close to transport, public spaces, amenities and education and health centres including one of Sydney’s largest hospitals, Royal Prince Alfred Hospital.

    Community and stakeholders will have the opportunity to help shape the design of the mixed-use development as the applications progresses through consultation.

    Construction is expected to begin in 2026, pending approvals, with the first essential workers moving in around 2028.

    The Camperdown site is the first secured by Landcom as part of the NSW Government’s build-to-rent essential worker housing program, with Landcom investigating additional sites.

    Landcom is also expected to start construction this year on 110 build-to-rent units in NSW’s Northern Rivers and South Coast, boosting rental supply in regions feeling the combined stresses of rising rents and lack of housing availability.

    The Government will retain ownership of the build-to-rent housing. Details about eligibility criteria, how to apply and the rental subsidy will be available closer to project completion.

    This is all part of the Minns Labor Government’s plan to rebuild our essential services while delivering critical new housing for those who need it across NSW.

    Premier of New South Wales Chris Minns said:

    “Essential workers are feeling the impact of the immense cost of housing and many can’t afford to live near their jobs. That’s why our plan is delivering this well-located, secure and accessible rental housing for the essential workers who keep Sydney running.

    “The former WestConnex dive site in Sydney’s Inner West has sat unused for years and thanks to our plan to identify vacant land, it will now to deliver housing for essential workers close to their jobs.

    “Every single day essential workers turn up to work keep our state running, the very least we can do is make sure that they have access to the housing they need, near their jobs at an affordable price.”

    Minister for Planning and Public Spaces Paul Scully said:

    “The Camperdown site is the first secured by Landcom as part of the NSW Government’s $450 million investment to deliver more than 400 build-to-rent homes for essential workers in metropolitan Sydney, closer to their jobs and services.

    “The new rental homes in Sydney’s Inner West will ease the pressure on essential workers employed nearby, providing greater housing choice, security and affordability, improving quality of life.

    “The development will transform unused Government-owned land with new homes for renters and buyers, while rejuvenating a key part of the Parramatta Road corridor.”

    Minister for Lands and Property Steve Kamper said:

    “The land audit is delivering and this site is proof. Instead of collecting dust, this site will help deliver much needed housing as part of approximately 7,000 new homes identified by the land audit.

    “The Minns Government is focused on building better communities and this large site will support our number one priority of delivering more housing for the people of NSW.”

    Minister for Housing Rose Jackson said:

    ”This is about providing much-needed affordable housing for the next generation of Sydneysiders so they can continue to live and work in their local areas.

    “Key workers are being priced out of their own communities, making it harder to build a future where they live and work. This investment is about backing them in—giving nurses, teachers and first responders more affordable rental options close to their jobs so they can keep doing the work that keeps our city running.”

    Mayor of Inner West Council Darcy Bryne said:

    ”We desperately need more affordable housing for essential workers in the Inner West and this project will make a real dent in the problem.”

    “For years people have talked about the Parramatta Road corridor as being an ideal location for higher density housing, this project will actually make that happen.”

    The 15th edition of Aero India, Asia’s biggest aerospace and defence exhibition, will be inaugurated by Raksha Mantri Shri Rajnath Singh at the Yelahanka Air Force Station in Bengaluru, Karnataka on February 10, 2025. With the broad theme of ‘The Runway to a Billion Opportunities’, the five-day extravaganza will showcase India’s aerial prowess and indigenous cutting-edge innovations alongside state-of-the-art products of global aerospace companies. In line with ‘Aatmanirbhar Bharat’ and ‘Make in India, Make for the World’ vision, the event will also provide a stage to forge international collaborations to fast-track the indigenisation process, thereby providing a thrust to Prime Minister Shri Narendra Modi-led Government’s resolve of making the country Viksit Bharat by 2047.

    Addressing a press conference in Bengaluru on the eve of the event, Raksha Mantri described Aero India as a crucial platform, which will drive forward the Government’s vision of a strong, capable India, secure and self-reliant India. “Aero India is a platform that showcases the strength, resilience, and self-reliance of New India. It is not just crucial for India’s defence preparedness, but it also plays a pivotal role in shaping the future of our nation.     Organised in a total area of over 42,000 sq m and with the confirmed participation of over 900 exhibitors, including 150 foreign companies, the event is set to be the biggest-ever Aero India till date. Shri Rajnath Singh termed the participation of more than 90 countries as a testament to the growing global confidence in India’s aerospace and defence capabilities. “Defence ministers or representatives from about 30 countries have come to participate in this event. The presence of Air Chiefs and Secretaries from 43 countries further highlights the significance of this event – not just for India, but for the entire international defence community,” he said.

    Highlighting the transformation of the defence and aerospace sector in the recent years, Raksha Mantri asserted that, today, India is not only capable of designing and developing major platforms and equipment within India, it has also successfully established a vast supply chain within the country. “Advanced platforms like Light Combat Aircraft Tejas, Light Combat Helicopter Prachand and C-295 Transport Aircraft are now being produced in India. We have also taken a firm resolve to manufacture fifth-generation fighter aircraft within the country. From the advanced variants of the Agni missile, the Astra missile system, and the Pinaka missile system to the cutting-edge Hypersonic missile system and the Akash air defence system, we have built numerous success stories. These achievements have played a crucial role in strengthening our defence sector, making India more self-reliant and secure,” he said.

    Shri Rajnath Singh added that post corporatisation of Ordnance Factory Board, the newly formed companies have started performing exceptionally well in defence production. “Under a well-considered and well-developed plan, we have actively worked to empower the private sector in the defence and aerospace industries. Today, India has a thriving private defence industry that has firmly established itself and is making significant contributions to our national security,” he said.

    Raksha Mantri expressed confidence that defence production, having crossed the record figure of Rs 1.27 lakh crore, will exceed Rs 1.60 lakh crore by the end of 2025-26. Defence exports, which touched the record figure of Rs 21,000 crore, he said, will surpass Rs 30,000 crore.

    Shri Rajnath Singh underlined the crucial role being played by the defence industrial sector in making India an economic super power. He stated that any breakthrough in the defence sector not only strengthens national security, but also impacts the economy. Technologies developed for defence applications promote innovation in the civil sector as well, leading to employment generation and economic development, he said. He termed Aero India a significant driver of economic strength, contributing to the overall growth and development of the economy. He expressed confidence that Aero India will be remembered as a historic milestone in India’s journey towards becoming a global leader in the aerospace and defence sector.

    The 15thAero India will be held between 10thand 14thFebruary 2025. February 10thto 12thhave been reserved as business days, with 13th& 14thset as public days for people to witness the show. The event comprises Defence Ministers’ Conclave; CEOs Roundtable; inauguration of India & iDEX Pavilions; Manthan iDEX event; Samarthya Indigenisation event; Valedictory function; seminars; breath-taking airshows and an exhibition of aerospace companies.

    Defence Ministers’ Conclave

    With the aim to strengthen defence cooperation with friendly nations amidst a rapidly-evolving global security landscape, Raksha Mantri will host the Defence Ministers’ Conclave on February 11 in hybrid mode. The theme this year ‘Building Resilience through International Defence and Global Engagement (BRIDGE)’ underscores the importance of supply chain resilience and strategic collaboration in defence.

    The last edition witnessed the participation of 27 Defence Ministers and Deputy Defence Ministers alongside 15 Defence & Service Chiefs and 12 Permanent Secretaries. This year, the participation has expanded as representatives from more than 80 countries are likely to participate in the conclave. Approx. 30 Defence Ministers in addition to Defence/Service Chiefs and Permanent Secretaries from friendly nations will attend the event.

    The conclave will provide a crucial platform to address key aspects such as Defence capacity building through investment, joint ventures & co-production, Collaboration in R&D, training & technological advancements in AI & space, Maritime security cooperation and strategic partnerships.

    CEOs Roundtable

    CEOs Roundtable 2025 will be chaired by Raksha Mantri on February 10, on the theme ‘Enabling Defence Cooperation through Global Engagement (EDGE)’. Over 100 Original Equipment Manufacturers (OEMs) have confirmed their participation in the event. These include 55 from 19 countries (USA, France, Russia, South Korea, UK, Japan, Israel & Brazil etc), 35 Indian (Larsen & Toubro, Bharat Forge Ltd, Adani Defence & Aerospace, Mahindra Defence Systems Ltd, BrahMos Aerospace & Ashok Leyland Defence) and 16 Defence Public Sector Undertakings (DPSUs). Shri Rajnath Singh had addressed over 73 CEOs of 28 Foreign OEMs and 45 Indian OEMs in the 2023 edition of the event.

    Major foreign OEMs including Airbus (France), Ultra Maritime (USA), GNT (South Korea), John Cockerill Defence (UK), Mitsubishi (Japan), Rafael Advance Defence System (Israel), Safran (France) and Liebherr Aerospace (France) are expected to highlight their future plans, Joint Ventures, collaborations, partnerships with Indian companies for production of spares parts, development of aero-engines, setting up of Maintenance, Repair and Operations (MRO) facilities and establishment of R&D facilities etc.

    India Pavilion

    The India Pavilion will provide an opportunity to Indian Defence Industries to showcase their design, development, innovation and manufacturing capabilities. It will be inaugurated by Raksha Mantri on February 10. The grandeur show at India Pavilion would signify the ‘Flight of Self-Reliance’ which encapsulates India’s journey towards becoming a global aerospace and defence powerhouse.

    India Pavilion will be divided into five distinct zones displaying indigenous capabilities in aero aviation, land aviation and naval aviation, def-space and niche technologies domains.  More than 275 exhibits will be at display through various mediums, represented by complete defence ecosystem of the country which includes DPSUs, design houses, private corporates including MSMEs and start-ups. The Central Area exhibits will include a striking display of marquee platforms including Advanced Medium Combat Aircraft, Combat Air Teaming System, Twin-Engine Deck-Based Fighter.

    iDEX Pavilion

     The iDEX Pavilion will be inaugurated by Raksha Mantri on February 10. It will showcase cutting-edge indigenously developed products and technologies, marking a significant milestone in India’s defence innovation journey. Leading innovators will display their indigenously-developed products spanning a wide-range of advanced domains including Aerospace, DefSpace, Aero Structures, Anti-drone systems, Autonomous Systems, Robotics, Communication, Cybersecurity, Surveillance & Tracking, Unmanned Ground Vehicles etc. The Pavilion will also feature a dedicated section highlighting the winners of Acing Development of Innovative Technologies with iDEX (ADITI) scheme, showcasing their ground-breaking work in critical and niche technologies.

    iDEX has successfully onboarded over 600 start-ups and MSMEs, marking a significant milestone in fostering innovation. Furthermore, 40 prototypes developed under iDEX have received official clearance for procurement, with 31 procurement contracts worth Rs 1,560 crore already signed.

    Manthan

    Manthan 2025, the flagship annual defence innovation event, will be graced by Raksha Mantri on February 12. Organised by Innovations for Defence Excellence – Defence Innovation Organisation (iDEX-DIO), the event will bring together stakeholders of the defence innovation ecosystem including innovators, industry leaders, academia, incubators, investors, thought leaders, senior government officials etc.

    Manthan will deliberate on emerging challenges and opportunities in the sector, with a focus on supporting defence start-ups and MSMEs, enhancing innovation capabilities, and fostering strategic collaborations within the defence ecosystem. It stands as a testament to the scale and speed of iDEX, showcasing the rapid strides made in defence innovation and the pivotal role of start-ups in transforming India’s defence capabilities.

    Samarthya

    On the success story of indigenisation and innovation in the defence sector, an Indigenisation event on the theme ‘SAMARTHYA’ will be held on February 12 alongside the Valedictory function which will be graced by Raksha Mantri. This event is first-of-its-kind during Aero India, as it will showcase India’s indigenous ingenuity in defence manufacturing by demonstrating some of the major items indigenised by DPSUs, DRDO and Services with the involvement of the private sector.

    Bilateral Meetings

    Bilateral meetings at the levels of Raksha Mantri/Raksha Rajya Mantri/Chief of Defence Staff/Service Chiefs/Defence Secretary/Secretary (Defence Production) will take place on the sidelines of Aero India 2025.

    Seminars

    A number of seminars on a variety of topics will be organised as part of Aero India 2025. On February 11, Raksha Mantri is scheduled to address a seminar organised by the Indian Air Force on the theme ‘Manned Unmanned teams for Aerial Warfare – concept to targeting’ and another organised by DRDO on the theme ‘DRDO Industry Synergy towards Viksit Bharat’.

Its presence at Aero India 2025 will enable visitors to witness the flagship of US Air Force.

     

    The inclusion of both the Su-57 and F-35 highlights India’s position as a key hub for international defence and aerospace collaboration. Aero India 2025 will provide a rare side-by-side comparison of Eastern and Western fifth-generation fighter technology, offering defence analysts, military personnel and aviation enthusiasts valuable insights into their respective capabilities.

    With key infrastructure upgrades and improved amenities, Aero India 2025 promises to be bigger, smoother and more visitor-friendly than ever before.

     

    • Enhanced Infrastructure & Traffic Management: Recognising past challenges, extensive improvements have been made to facilitate seamless entry, movement and connectivity and there has been close coordination between Ministry of Defence, Indian Air Force (IAF), various arms of Karnataka State Government like Bengaluru Traffic Police, BBMP, NHAI, and Namma Metro. Approach roads have been widened to optimise traffic flow around Air Force Station Yelahanka so as to ease congestion and improve movement around the venue.

     

    • Security and Emergency Preparedness: Red drone zones have been designated and published with countermeasures in place to tackle unauthorised drone activity. Rapid Mobile Units will be deployed strategically to provide quick assistance and emergency support. Continuous mock drills with multiple agencies are being conducted to ensure practical and implementable contingency plans.

     

    • Exhibitor & Visitor Experience Enhancements: To enhance the experience for exhibitors and business delegates, the exhibition area has been revamped with several key upgrades:

     

    • Expanded and better-ventilated exhibition halls to accommodate more exhibitors and visitors comfortably.
    • Improved seating and rest zones throughout the venue.
    • Additional food courts and refreshment kiosks, including Indira Canteens (at parking areas).
    • Lost and found counters and ATM kiosks for visitor convenience.
    • Multiple water points, medical aid posts, and a dedicated cardiac aid post for emergencies, including medical evacuation.

     

    • Multi-Layered Security Measures: Ensuring the safety of all attendees, a multi-layered security system is being deployed in collaboration with the Ministry of Home Affairs, Bengaluru Police, CISF, and Intelligence Agencies. Measures include:

    • An operational Command and Control Centre for real-time responses to security concerns.
    • 24/7 CCTV monitoring for situational awareness.
    • Dedicated screening zones for visitors, exhibitors, and VIPs.
    • Disaster management and fire safety committees to handle emergencies.

     

    • Connectivity & Digital Infrastructure: To address connectivity challenges, all telecom service providers are deploying temporary mobile towers and network boosters for uninterrupted communication. A dedicated Aero India 2025 mobile app has also been launched which will provide live updates, navigation assistance, and event scheduling. Secure digital communication channels have also been established for coordination among agencies. Additionally, provisions have been made to support increased electricity demands during the event while ensuring safety.

     

    • Airspace Management & Demonstrations: Aero India demonstrations and aircraft movements are a major highlight of Aero India 2025. In coordination with AAI and HAL, the Indian Air Force has structured a dedicated Airspace management plan including:

     

    • Temporary flight restrictions around Aero India Force Station Yelahanka to maintain safety during scheduled demonstrations.
    • Strategic Aircraft parking and refuelling plans for domestic and international participants.

     

    • Business and Innovation Support: The Aero India provides a platform for collaborations and to facilitate B2B, G2B interactions and hosting roundtable discussions to showcase technological advancements. Special focus will be given to supporting start-ups and MSMEs by providing them with a global platform to present indigenous innovations.

     

    • Sustainability Initiatives: Aero India 2025 is committed to sustainability and has incorporated several eco-friendly measures in its conduct like:

     

    • Reduced vehicle movement to minimise pollution and enhance pedestrian comfort.
    • Exclusive use of more than 100 E Karts for movement of visitors in the exhibition venue.
    • Comprehensive waste management, including increased recycling bins, waste segregation zones, and timely disposal of waste.

    Union Minister Dr. Jitendra Singh said here today that India’s quantum leap was testified by global success stories like Vaccine and Chandrayaan.

    He was speaking after inaugurating the new premises of “Vigyan Bharati” in the national capital, describing the same as a long-felt need. He emphasized that the office would serve as a center for exchange of ideas and a seat of learning.

    Addressing the ceremony, Union Minister of State (Independent Charge) Science & Technology; MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh stated that India is witnessing a transformative era in science under the leadership of Prime Minister Narendra Modi. He highlighted how the Prime Minister not only encourages but also provides unwavering support to the scientific community, strengthening it with resources and enabling collaborations with non-governmental sectors to achieve the best outcomes.

    Reflecting on the advancements of the past decade, Dr. Jitendra Singh stressed that while India has always had immense scientific acumen and talent, the missing element was commitment and prioritization from the political leadership—something that is now being actively addressed under PM Modi’s governance.

    Dr. Jitendra Singh underscored the significant progress India has made, particularly in healthcare. He noted that India, once not taken seriously in curative healthcare, is now emerging as a global leader in preventive healthcare. He proudly mentioned India’s achievements, including: The first DNA vaccine developed during the pandemic. The first indigenous HPV vaccine to combat cervical cancer and rapid advancements in space technology, despite a late start in the sector. He also spoke about India’s commitment to global climate change efforts, reaffirming the country’s target of achieving net-zero emissions by 2070.

    Dr. Jitendra Singh highlighted the importance of Traditional Knowledge Digital Library (TKDL), calling it a valuable repository of indigenous wisdom. He cited examples such as:
    The Konark Temple in Odisha, which remained intact even after the super cyclone of 2000, showcasing India’s architectural resilience.

    The growing interest in traditional medicine, as seen during the pandemic when the West explored homeopathy and naturopathy for potential remedies. He also referenced India’s success in using steel slag for road construction in Arunachal Pradesh, in collaboration with the Tata Group, drawing parallels with the durable routes of Ajanta and Ellora that have withstood the test of time.

    Quoting Dr. Syama Prasad Mookerjee, Dr. Singh remarked, “By remaining committed to our legacy, we should not deprive ourselves of what is happening across the world.” He urged Vigyan Bharati to act as an interface for identifying initiatives and fostering collaborations, similar to how IN-SPACe and BIRAC have become successful platforms for the space and biotechnology sectors, respectively.

    He also proudly announced India’s recent breakthrough in pharmaceuticals with the creation of the indigenous antibiotic ‘Nafithromycin’, positioning India as a leader in both traditional and cutting-edge technologies.

    Dr. Jitendra Singh emphasized that integration is no longer an option but a necessity and called upon Vigyan Bharati to become a key medium for broader scientific integration. He expressed confidence that such efforts would drive India’s continued rise as a global powerhouse in science and technology.

    The Department of Youth Affairs, Ministry of Youth Affairs and Sports, Government of India hosted the inaugural session of the first-ever BIMSTEC Youth Summit today in Gandhinagar, Gujarat, with the goal of strengthening youth collaboration across the region and facilitating the exchange of youth-led initiatives among BIMSTEC Member Countries. The session was held at the Mahatma Mandir Convention Centre, chaired by Union Minister of Youth Affairs & Sports, Dr. Mansukh Mandaviya.

    The opening ceremony was graced by distinguished dignitaries, including Shri Bhupendra Rajnikant Patel, Hon’ble Chief Minister of Gujarat, Smt. Raksha Khadse, Hon’ble Minister of State for Youth Affairs & Sports, and Shri Jaideep Mazumdar, Secretary (East), Ministry of External Affairs.

    In his address, Dr. Mandaviya emphasized the pivotal role of young leaders in shaping a resilient, prosperous, and interconnected BIMSTEC community. He highlighted the immense potential of the region’s youth, who make up more than 60% of BIMSTEC’s 1.8 billion population, stressing the need for skill development and opportunities in a fast-evolving global landscape. Dr. Mandaviya also showcased India’s commitment to youth empowerment, citing initiatives like the Skill India Mission, the National Education Policy 2020, and the PM Internship Scheme, which have trained over 15 million youth in fields like AI, robotics, and digital technologies. He further underscored India’s thriving startup ecosystem, which is now the third-largest in the world, with over 157,000 startups, nearly half of which are women-led.

    He proposed that BIMSTEC nations should collaborate to build an integrated regional startup network to foster innovation and entrepreneurship. Additionally, Dr. Mandaviya announced India’s proposal for BIMSTEC to serve as a “Youth Bridge,” a multi-sectoral initiative to empower young leaders through knowledge-sharing, leadership programs, and regional networking opportunities. This initiative aims to create a transformative platform that integrates entrepreneurship, sports, academia, and technology.

    In his remarks, Shri Bhupendra Rajnikant Patel, Chief Minister of Gujarat, echoed the vision of Hon’ble Prime Minister Shri Narendra Modi, describing the Bay of Bengal as a vital bridge for connectivity, prosperity, and security, essential for fostering regional unity and growth.

    Shri Jaideep Mazumdar, Secretary (East), Ministry of External Affairs, spoke on the shared history and common values that bind the BIMSTEC nations. He stressed that the region, home to more than 1.7 billion people, offers vast opportunities and challenges, and emphasized that the strength of BIMSTEC lies in its deep-rooted bond across borders.

    Dr. Mandaviya also engaged in one-on-one interactions with BIMSTEC Youth delegates, during which he highlighted the Government’s Viksit Bharat Young Leaders Dialogue Initiative, which empowers Indian youth to engage, exchange ideas, and contribute to the country’s growth. Heads of delegations from the seven BIMSTEC member countries also showcased their respective countries’ youth development initiatives, focusing on strategies for empowering youth populations and promoting innovation.

    A session on “Viksit Bharat @2047” was chaired by Smt. Raksha Khadse, Hon’ble Minister of State for Youth Affairs and Sports, where she outlined India’s vision for a developed nation by 2047, emphasizing the key role youth will play in realizing this vision.

    The summit also featured a panel discussion on “Celebrating Diversity across BIMSTEC Countries,” which delved into the importance of cultural inclusivity, mutual cooperation, and shared heritage in strengthening regional ties. Following this, a session on “Digital Infrastructure for Inclusive Economic Growth and Sustainability” explored the role of technology in promoting equitable economic progress and sustainable development.

    The day concluded with a visit to Dandi Kutir, where delegates immersed themselves in the life and legacy of Mahatma Gandhi, gaining a deeper understanding of his ideals and contributions to India’s freedom movement.

    Day 1 of the summit set the stage for meaningful exchanges, insightful discussions, and the exploration of collaborative solutions and partnerships for the future. The day ended on a vibrant note with a cultural performance by local artists, celebrating the theme of unity in diversity.

    ERADICATING ANTI-CHRISTIAN BIAS: Today, President Donald J. Trump signed an Executive Order establishing a task force to end the anti-Christian weaponization of government and unlawful conduct targeting Christians.
    The task force, officially known as the Task Force to Eradicate Anti-Christian Bias, will be comprised of members of President Trump’s cabinet and key government agencies.
    The task force will review the activities of all departments and agencies to identify and eliminate anti-Christian policies, practices, or conduct.
    The task force will gather input from various stakeholders to ensure broad perspectives are considered, including faith-based organizations, State, local, and Tribal governments, and Americans affected by anti-Christian conduct.
    It will identify and address gaps in laws and enforcement that have contributed to anti-Christian conduct, including by remedying any failures to fully enforce the law against acts of anti-Christian hostility, vandalism, and violence.
    The task force will recommend further presidential or legislative actions necessary to rectify past wrongs and protect Americans’ religious liberties.
    The task force will submit an annual report on its progress, with a final report upon its conclusion.
    PROTECTING AMERICANS’ RELIGIOUS FREEDOM: The previous Administration engaged in an egregious pattern of targeting peaceful Christians while ignoring violent, anti-Christian offenses. President Trump will not tolerate this abuse of government and is taking action to ensure that any unlawful and improper anti-Christian conduct, policies or practices are identified, terminated, and rectified.
    The United States Constitution enshrines the fundamental right to religious liberty in the First Amendment.
    The Biden Department of Justice brought felony charges and obtained multi-year prison sentences against nearly two dozen pro-life Christians for praying and peacefully demonstrating outside abortion facilities.
    The Biden Department of Justice ignored hundreds of attacks on Catholic churches, charities, and pro-life centers.
    In 2023, a Federal Bureau of Investigation memo asserted that traditional Catholics were domestic-terrorism threats and suggested infiltrating Catholic churches as “threat mitigation.” 
    The Biden Department of Education sought to repeal religious-liberty protections for faith-based organizations on college campuses.

    ADDRESSING HUMAN RIGHTS VIOLATIONS IN SOUTH AFRICA: On Friday, President Donald J. Trump signed an Executive Order to address serious human rights violations occurring in South Africa.
    As encapsulated in its recent land confiscation act to seize disfavored citizens’ property without compensation, the government of South Africa blatantly discriminates against ethnic minority descendants of settler groups.
    As long as South Africa continues to support bad actors on the world stage and allows violent attacks on innocent disfavored minority farmers, the United States will stop aid and assistance to the country.
    The United States will establish a plan to resettle disfavored minorities in South Africa discriminated against because of their race as refugees.
    STANDING UP AGAINST INJUSTICE AND OPPRESSION: President Donald J. Trump is committed to holding South Africa accountable for its actions.
    South Africa has taken positions against the United States and its allies.
    Merely two months after the October 7th terrorist attacks on Israel, South Africa accused Israel, not Hamas, of genocide in the International Court of Justice.
    South Africa also strengthened ties with Iran, which supports terrorism globally.

    While championing terrorism and autocratic regimes abroad, South Africa has committed similar human rights violations at home.     The Office will be housed in the Domestic Policy Council and will consult with experts within the faith community and make recommendations to the President regarding changes to policies, programs, and practices to better align with the American values.

    WASHINGTON–U.S. Senator Chris Murphy (D-Conn.) on Sunday joined ABC’s This Week with Martha Raddatz to sound the alarm on Donald Trump’s corrupt power grab and the billionaire takeover of the U.S. government. Murphy slammed Trump’s move to eliminate USAID and vowed to keep fighting to protect American democracy.
    “I think this is the most serious constitutional crisis the country has faced, certainly since Watergate,” said Murphy. “The President is attempting to seize control of power, and for corrupt purposes. The President wants to be able to decide how and where money is spent so that he can reward his political friends, he can punish his political enemies—that is the evisceration of democracy. You stand that next to the wholesale endorsement of political violence with the pardons given to every single January 6th rioter— including the most violent, who beat police officers over the head with baseball bats— and you could see what he’s trying to do here. He is trying to crush his opposition by making them afraid of losing federal funding, by making them afraid of physical violence. So yes, this is a red alert moment when this entire country has to understand that our democracy is at risk—and for what? The billionaire takeover of government.”
    Murphy blasted Trump’s plan to cut USAID, calling it a gift to billionaires and a threat to global stability: “The military tells us that if you eliminate foreign aid, you will have to double the number of bullets you buy them. Why? Because we prevent conflict around the world through things like economic development and conflict resolution. I think the American public are learning about the scale of this corruption, how our foreign policy is being turned over to billionaires like Elon Musk to help them financially. As the American people are learning how much influence the billionaires have, how corrupt our policy has become, they are turning against this handover of government to the very few economic elites.”
    He continued: “Most of what USAID is doing is employing Americans, and often foreign nationals, to try to prevent instability and conflict. They are also working to try to reduce the reasons why young people join terrorist groups overseas. They are chasing Chinese and Russian influence. I mean, listen. The major question of the next 50 years is who will control the piping of the international economy: the United States or China? It’s USAID, not the U.S. military, that is working to try to blunt Chinese influence, so it’s ultimately American and European rules that control the global economy, not Chinese rules. So USAID is out there protecting American jobs and American interests, and if you roll up USAID, it is just a massive gift to China in particular, and that is very bad for U.S. national security interests, very bad for the U.S. economy and U.S. workers.”
    Murphy argued that Democrats shouldn’t shy away from forcefully defending our democracy: “I’m not going to calm down. I had 800 people at a rally with 24 hours’ notice in Connecticut this last weekend. This is a fundamental corruption. And democracies don’t last forever, and what those who are trying to destroy democracies want is for everyone to stay quiet, for everyone to believe that the moment isn’t urgent. They want to use violence and the threat of violence and the threat of arrest to keep the opposition at home. We are not going to do this. We see this as a crisis of epic proportions. We are watching the billionaires try to steal government from the people, and I think the broad cross-section of the American public, as you have seen in the last week, is going to rise up and say, enough.”

  • MIL-OSI New Zealand: Auckland Council urges vigilance against wildfire risks in regional and local parks

    Wildfires in California, bushfires in Australia and some significant vegetation fires across Aotearoa has brought global attention to fire risk and is a good reminder of the risks posed by wildfires closer to home in Auckland’s regional and local parks.

    While Auckland’s cooler, damper climate provides some natural protection, climate change is intensifying conditions that could increase the likelihood of fires, particularly with the shift from last summer’s El Niño to La Niña, bringing drier and windier summer months.

    Balancing safety with ecological integrity

    Auckland Council’s General Manager Parks and Community Facilities Taryn Crewe says recent reports of informal “bush cleaning” by community members in urban local parks — where decaying wood and understorey plants are removed — have raised concerns.

    “These practices can inadvertently increase fire risk by encouraging invasive plant species, which are often more flammable than native vegetation,” Ms Crewe says.

    “In other countries, bush cleaning can be a way of preventing fires and encouraging seeds to germinate, as well as to clear old vegetation to let light in,” she says.

    “However, many New Zealand forest species prefer damp conditions and shade to germinate.”

    Regional Parks Manager Scott De Silva adds that while practices like ‘bush cleaning’ and controlled burns may be appropriate in some overseas parks, they are not appropriate in New Zealand parks.

    “If we remove regenerating native understorey, we risk enabling invasive plants like pampas, gorse and prickly hakea to dominate. These species form highly flammable monocultures and can increase fire danger over time.”

    “Of course, the primary goal is ensuring fires don’t start in the first place, so we urge all park users to take care while enjoying their time outdoors,” Mr De Silva adds.

    Long-term resilience through careful management

    With the dry summer the region is having, Auckland Council is also urging Aucklanders to take care when in the outdoors, especially in regional parks, which cover a total of 41,000 hectares.

    “The impact of climate change means dry seasons, with high fire risk, are much longer and conditions are more volatile,” says Mr De Silva.

    “We’re taking proactive steps like controlling highly flammable invasive exotic species like hakea where we can, but visitors must also play their part by observing fire bans, staying cautious, and being mindful of conditions, especially on windy days.”

    He added that while Auckland Council continues ecological restoration efforts, some newly planted areas may temporarily increase vulnerability as native vegetation establishes.

    “Managing invasive species and promoting healthy, diverse ecosystems remain priorities in reducing fire hazards.”

    Practical tips for reducing fire risks

    Tāmaki Makaurau Auckland is currently in a restricted fire season. Anyone who wants to light an outdoor fire will need a fire permit authorised by Fire and Emergency, which they can apply for at checkitsalright.nz.

    Open fires, including charcoal BBQs, are prohibited in all public areas throughout Auckland. This includes on beaches and foreshores, in parks, conservation areas and forests. It’s prohibited to light fireworks in any public places.

    The council urges residents and park visitors to take these steps to help protect Auckland’s natural spaces:

    • Respect fire bans: check current restrictions and avoid activities that could spark fires, such as using open flames or discarding lit materials.

    • Be mindful of conditions: windy days significantly increase fire risks; refrain from activities that could ignite dry vegetation.

    • Support native ecosystems: avoid removing native plants or undertaking unauthorised “clean-ups” in reserves; healthy native vegetation helps buffer fire spread.

    • Manage vegetation at home: for those living near rural or parkland areas, maintain defensible space around properties by removing flammable materials like dry grass, leaves, and twigs; replace highly flammable species with lower flammability alternatives.

  • MIL-OSI New Zealand: Federated Farmers proposes seven changes to lighten ratepayer burden

    After rampant rates rises across the country last year, Federated Farmers is calling for the Government to make seven key changes to restore confidence in local decision-making.
    “The funding model for our councils is broken,” Sandra Faulkner, Federated Farmers local government spokesperson, says.
    “Rage about rates increases will feature strongly when voters have their say in council elections this October, but the Government should also do more to rein in cost pressures.
    “Central governments over the years have pointed the finger at council excesses and failings but part of the solution here is to fix faulty legislation and government policy.”
    It’s clear that change is needed to turn back the tide on massive rates increases, Faulkner says.
    “Fewer people are voting in local body elections, and rates jumped an average 15% this year alone, which has really hurt all Kiwis, including rural families.
    “Meanwhile, central government has chipped away at the autonomy of local government with an ever-increasing list of national directions and requirements.”
    Two of Federated Farmers’ seven recommendations call on the Government to surrender some of its tax take in favour of councils.
    “We say the lion’s share of the cost of repairing and renewing local roads should fall on road users, not property owners,” Faulkner says.
    Outside of the state highway network, councils are responsible for maintaining roads and bridges.
    On average, councils get 53% of this cost via a NZ Transport Agency/Waka Kotahi Funding Assistance Rate (FAR), paid from fuel taxes and Road User Charges. The rest comes from ratepayers.
    “Property value rates are a poor way to fund roads for the same reason as general taxation: it does not tie those who use roads with those who pay for roads,” Faulkner says.
    “The system also lacks logic. In areas with a lot of tourism or freight, for example, locals are left paying for roading networks that serve a wider regional or national purpose.”
    Because ratepayers baulk at rising road costs, councils feel obliged to scale back renewal and maintenance on roads that are a lifeline for rural families and businesses.
    “So, we get deteriorating tarseal, potholes and even road closures in rural areas,” Faulkner says.
    Federated Farmers argues the FAR rate should be lifted to an average 90%.
    Another change that would reduce council funding pressure is to make Crown land rateable.
    Currently, government land is exempt from local authority rates, apart from targeted rates and charges for utilities.
    In 2023/24, Auckland Council estimated the Government was exempt from paying a total of $36.5 million in rates that year – worth $506.40 per household.
    Federated Farmers also seeks legislation that focuses local government on providing necessary infrastructure, local public services and regulation.
    “We want councils to stick to core services,” Faulkner says.
    “That requires withdrawal of the controversial ‘four well-beings’ mandate – social, economic, environmental, and cultural – which has led to councils drifting into areas outside their areas of expertise, often duplicating work already handled by central government.”
    Faulkner says there’s always debate on where to draw the line on what is a legitimate ‘local public service’.
    “There should be room for fostering a sense of community through events such as celebrating Matariki, or investing in social infrastructure such as libraries, halls and swimming pools.
    “But there should be restraint on councils from destroying their balance sheets through risky investments beyond their core purpose – things like convention centres and sports stadiums.
    “We’re proposing that a referendum must be held before spending is committed on commercial facilities and ventures costing more than $500 per resident.”
    New Zealand is at a crossroads with its 78 councils, Faulkner says.
    “We can either continue to underfund big challenges on water, transport and housing, or we can look for new ways to restore confidence in a refocused and resourced local government.”

    • The Government will consult on reducing the frequency of Warrant of Fitness and Certificate of Fitness inspections for vintage light vehicles and private heavy motorhomes.
    • At present these vehicles must be inspected every six months. 
    • The consultation proposes to extend this to a year.

    The Government is looking to reduce unnecessarily onerous compliance requirements for owners of vintage cars, vintage motorcycles and privately owned motorhomes, Transport Minister Chris Bishop says.

    “Everyone loves seeing a lovingly maintained vintage car out on the road for a Sunday drive, and cruising around our beautiful country in a motorhome is a quintessential Kiwi dream,” Mr Bishop says.

    “There are around 128,000 vintage vehicles in New Zealand, and about 39,000 private motorhomes. At present the owners of these vehicles must spend time and money on Warrant of Fitness (WOF) or Certificate of Fitness (COF) inspections every six months.

    “That’s despite motorhomes and vintage light vehicles travelling much less per year compared to most modern cars, and evidence showing that faults in these vehicles are half as likely to have contributed to serious crashes involving these vehicles. That’s true even when factoring in the smaller numbers of motorhomes and vintage vehicles on our roads.

    “Evidence also shows that initial pass rates for vintage vehicles are higher compared to all vehicles under 40 years old.

    “In fact, light vehicle WOF pass rates actually improve as vehicles age from 40 years old showing that, with proper care, some things really do get better with age.”

    “That’s why we’re consulting on easing the overly onerous compliance requirements on these types of vehicles, so that owners of vintage cars and private motorhomes can spend less time waiting in line at the VTNZ, and more time tinkering happily in the garage or cruising the open road.”

    The consultation is being run by NZTA, and proposes to: 

    • Reduce WOF check frequency for vehicles over 40 years old from every 6 months to every year, and
    • Reduce COF check frequency for privately owned heavy motorhome vehicles from every 6 months to every year. 

    “Extending the time between WOF and COF inspections is a sensible approach to ensuring vehicles are safe while not going overboard on compliance.”

    Very proud to be standing here today, joining our great Senator, Kirsten Gillibrand, one of the greatest champions our state has ever had fighting for children and families, our teachers, and fighting for the highest quality education we can deliver. So thank you for putting a spotlight on this.

    And you perfectly outlined the collateral damage that would ensue if these policies were to go into effect. We’re also very honored to have Randi Weingarten as a national spokesperson on behalf of teachers and children and families with us here today. We’ll be hearing from her.

    I will just tell you the impact on the State of New York. This is $5.5 billion that the State receives annually from the Department of Education. $3.2 billion goes directly into our budget, $2.3 billion goes to localities. If that money is jeopardized, what I can tell you will happen, localities lose that money, they will have to raise taxes. For outside the City, your largest part of your local property tax bill is your school taxes. If that money evaporates from the federal government, where are they going to go? This is going to hit homeowners and businesses, and I want them to be aware of this consequence.

    It also could deny so many people that education — the Pell Grant that makes a difference. I just got off the phone with Chancellor John King, who is deeply concerned of what this will do to our students trying to get an education here in the State of New York. But if you’re an employer, this is going to affect the caliber of your workforce if young people don’t get a great K-12 education and have an opportunity for higher education as well.

    And for people with disabilities, children with disabilities — my God, these are our most vulnerable — they deserve the support systems they have from loving, caring professionals who take care of them today. And we really want kids to go hungry in schools if you touch the school nutrition program? I’m working hard in the State of New York to make sure that no child goes hungry; no little child’s stomach is growling when they’re supposed to be paying attention to their teacher. So the State of New York will provide assistance for free breakfasts and lunches for children, but we’re supported by the federal government to do that.

    So I will close with this, I want to know where New York State Republican members of Congress are on this issue. Where are you? Where are you? You are elected to represent the people who are going to be adversely affected, especially our children. And if you can’t speak up for them, then get out of your job and go do something else. We need your help.

  • MIL-Evening Report: Breaking the silence: new research highlights the impact of sexual violence on queer and gender-diverse Australians

    Australia’s LGBTIQA+SB* communities have long been overlooked in discussions about the prevention of and responses to sexual violence, despite evidence they are at increased risk.

    The National Survey on LGBTIQA+SB Experiences of Sexual Violence, which we carried out, is the first survey of its kind. It is designed to fill a glaring gap in national and global research by focusing on the experiences of sexual violence among LGBTIQA+SB Australians.

    The lack of data on sexual violence affecting sexual and gender minority communities reflects the low priority given to LGBTIQA+SB individuals in national data collection. For example, the absence of questions about sexual orientation and gender identity in the national census means we do not have a representative sample of LGBTIQA+SB people.

    As a result, the findings of the national survey can’t be generalised to all LGBTIQA+SB Australians. But they do give us important insights into experiences in these communities.

    Many LGBTIQA+SB Australians have experienced sexual violence

    With responses from almost 3,200 participants, including 416 First Nations Australians, the survey reveals harrowing truths about sexual violence against LGBTIQA+SB people.

    More than three-quarters (76%) reported experiencing sexual victimisation at some point in their life. More than half of respondents (52%) said they had experienced both child sexual abuse and adult sexual assault.

    Moreover,7% reported only child sexual abuse, while 17% experienced sexual violence solely in adulthood. Notably, those who faced sexual violence in both childhood and adulthood reported the worst outcomes for their health and economic security. This highlights the urgent need for targeted support and intervention.

    Many people carried the burden of sexual violence for a long time. The majority of survivors said they had been most deeply affected by an incident that took place more than five years ago, or in childhood.

    More than 80% of identified perpetrators in adulthood or childhood were cisgender men. Nearly one-third of perpetrators came from within the LGBTIQA+SB community.

    The setting in which sexual violence occurred varied significantly based on sexual orientation and gender identity. Cisgender men were more likely to report that sexual violence took place in public venues such as bars and clubs.

    In contrast, cisgender women, trans men, and non-binary people primarily reported experiences of sexual victimisation in private homes and intimate relationships.

    Additionally, First Nations participants, particularly trans women and trans men, experienced higher rates of recent and severe victimisation.

    Across the sample, key barriers to seeking help included feelings of shame, fear of blame. Many also had doubts about whether their experience met the threshold of assault or violence.

    More support to speak up

    When victims did choose to speak up, their experiences varied widely. Supportive and validating responses were appreciated, but many participants reported unhelpful responses such as disbelief, victim-blaming, and dismissiveness. These responses worsened their trauma.

    The disclosure rates highlighted the stigma surrounding the acknowledgement of sexual victimisation. For example, less than 40% of all cisgender men reported their experiences, while First Nations cisgender men were the least likely to report sexual violence.

    When they disclosed, LGBTIQA+SB survivors were most likely to speak to friends and family. Fewer than half of survivors reached out to support services, and those that did most often sought help from mental health professionals. While satisfaction with these services varied, participants consistently valued professionals who listened, supported, and believed them. They appreciated tailored care and therapy specifically designed for sexual violence survivors.

    However, many trans men, trans women, and non-binary people reported encountering alienating responses from professionals. This finding clearly underscores the urgent need for trauma-informed training that is sensitive to LGBTIQA+SB issues and identities.

    A hopeful finding was the high rate of bystander intervention among LGBTIQA+SB people. Nearly three-quarters of respondents stepped in to help when they saw people at risk of sexual violence. Motivated by ethics and personal experiences, bystander actions ranged from safeguarding friends at parties to directly confronting perpetrators. However, fear, safety concerns, and lack of knowledge could deter potential allies.

    The survey found more than three-quarters of respondents had intervened when they saw people at risk of sexual violence.

    These findings have significant implications for addressing sexual violence. To enhance sexual violence prevention, it is crucial to integrate LGBTIQA+SB perspectives into school curriculum, focusing on respectful relationships and sexual consent.

    The LGBTIQA+SB community plays a vital role in supporting and protecting individuals from sexual violence. By providing additional resources, we can empower community members with the skills necessary to assist survivors and intervene effectively in risky or dangerous situations.

    Health professionals need to be better informed

    Given the high proportion of LGBTIQA+SB survivors who seek help from mental health professionals, improved access to affordable and inclusive mental health care in the aftermath of sexual violence would be of enormous benefit.

    However, many participants reported that counsellors and therapists sometimes struggled to understand how sexual violence affected LGBTIQA+SB identities and individuals.

    Comprehensive care, including from First Nations community-controlled services and organisations, can be strengthened by increasing cooperation and dialogue between sexual violence services and LGBTIQA+SB organisations.

    Despite these alarming findings, the survey also emphasises the resilience of LGBTIQA+SB communities. The responses showed that members support, educate and advocate for one another.

    By addressing the systemic gaps highlighted by this research, Australia has an opportunity to leverage this collective strength to prevent sexual violence before it happens, while also promoting healing and recovery for survivors, regardless of their gender or sexual orientation.

  • MIL-Evening Report: ‘America First’ trade policy is pushing economic self-sufficiency – but history shows this is harder than it seems

    The day he took office for his second term, United States President Donald J. Trump unveiled his “America First” trade policy, including tariffs on imported goods from Mexico, Canada (both of which have since been paused) and China.

    President Trump’s reasoning for the tariffs included revitalising the American economy by bringing manufacturing and business back within US borders. Essentially, pushing the country towards greater self-sufficiency.

    Considering the cost of the tariffs, a number of countries have begun to question their dependence on foreign trade. But there are very clear hurdles including access to precious metals and raw materials.

    In a global market that relies on international trade, is it possible to be totally self-sufficient?

    The history of self-seficiency

    The economic term for self-sufficiency is “autarky”, borrowed from the ancient Greek word autarkeia, meaning “to suffice”. Ideally, this meant that a state could supply the needs of its people without foreign trade. Autarky, in its purest form, isolates the state from foreign economic, political and cultural influence.

    There are numerous historical examples of attempts to achieve complete economic autonomy.

    In 17th century Japan the Tokugawa Shogunate closed the borders to foreigners and prohibited Japanese from travelling abroad.

    There was limited private trade with China through Nagasaki and with Europe through Dutch merchants. They were confined to an artificial island, Deshima, off Nagasaki, to ensure their isolation. These restrictions remained for 265 years, until the threat of US gunboats forced Japan to sign a trade treaty in 1854.

    Self-sufficiency was also a goal of Benito Mussolini’s fascist dictatorship, aiming to lift Italy’s post-war economy in the 1920s. One initiative was the “Battle for Wheat”, an attempt to produce enough wheat to meet domestic demand and “free the Italian people from the slavery of foreign bread”.

    Italy imported more than one third of the flour needed to make bread and pasta, the two main foodstuffs. Pasta was targeted as a “backwards” food to promote consumption of local rice and reduce agricultural imports.

    Tariffs were levied on all imported goods in 1931. These were raised again in 1935 after sanctions were imposed on Italy following the invasion of Ethiopia. Mussolini declared in 1935 that Italy “would manage alone”.

    While imports of food, machinery and raw materials dropped, oil imports increased. Mussolini recognised the limits of autarky in 1934:

    Let us not delude ourselves about autarky. All the modern nations, thanks to the prodigious development of the sciences, can move towards a partial autarky. But we, until the contrary is proven, will have to import liquid combustibles.

    A modern push to self-sufficiency

    Even with reduced reliance on fossil fuels, the scarcity of some natural resources, such as rare earth minerals, still poses a challenge to achieving autarky.

    Even the Democratic People’s Republic of Korea (North Korea), a centrally planned economy subject to United Nations Security Council sanctions for its nuclear and ballistic missile testing since 2006, is not completely self-sufficient.

    China is North Korea’s largest trading partner, with plastics, tobacco, soybean oil, rubber tires and packaged medicines as the top imports. The economic isolation of North Korea also makes it more vulnerable to global price fluctuations, as the movements are magnified due to the limited number of trading partners.

    Supply chain disruptions were highlighted during the pandemic, continued in 2021 with shortages in microchips, followed by Russia’s war in Ukraine.

    Some nations, such as the US and the United Kingdom, have responded to this logistical risk by shifting to local production, or reshoring, of certain critical industries, such as semiconductors and pharmaceuticals.

    This inward turn requires significant investment and lead time and may involve higher local energy and labour costs, or additional environmental restrictions. For industries that involve national security or essential goods, reducing dependence on potential adversaries may be necessary. But for other sectors the higher costs will create inflationary pressure.

    There are also implicit costs in cutting economic ties with the outside world. Foreign investment is reduced and innovation lags as there are fewer incentives for the cross-border flow of ideas.

    Embracing friendshoring

    As the push for self-reliance increases, vulnerable countries will need new strategies to remain resilient.

    Identifying alternative supply chain relationships and increasing inventory stockpiles in advance will minimise disruptions.

    Another tactic is “friendshoring” – relocating supply chains to countries where the risk of disruption from political chaos is low.

    It is likely that geopolitical instability will increase and global fragmentation will continue. While straightforward autarky may not be possible, countries will need to consider how to survive the political and economic volatility of the next four years – and beyond.

    People looking for a sperm donor can go to a fertility clinic, ask a friend to donate or look for a donor online, including on an app or via social media.

    Women in same-sex relationships, single women and others are choosing the online option for a number of reasons.

    But this brings with it various challenges and risks. Here’s what to know first.

    It’s a popular choice

    Up to 4,000 children are estimated to have been born over the past ten years via one Australian sperm donation website alone.

    In just 2022, sperm sourced via one private Facebook group reportedly resulted in 692 births.

    Some donors and recipients choose to use online platforms because they want to form connections and friendships with the other party early on. In some cases, donors choose to remain in the lives of the recipient and any child born from their donation.

    But some sperm donors go online to remain anonymous, an option not usually possible when donating through a fertility clinic.

    Some people might use online sperm donation because the cost of accessing donor sperm at fertility clinics is too high in Australia. Some clinics charge a sperm donation management fee of about A$2,000. This allows people to access information about the donors they can choose from. Then there is the cost of insemination and of the sperm itself, which is about $2,500 out-of-pocket per cycle. Online sperm donation in Australia tends to be altruistic and does not cost anything.

    People in rural or regional areas may live far from fertility clinics, making access challenging.

    Then there’s often a shortage of donor sperm at clinics. In particular, there’s a lack of ethnic and cultural diversity in donors.

    Whatever the reason for seeking sperm online, here are some issues to consider first.

    1. Medical unknowns

    Sperm donors at fertility clinics undergo medical, physical and psychological screening to reduce the risk of transmitting disease to a child.

    However, online sperm donors may provide people with unscreened sperm that might be carrying sexually transmitted infections or inheritable genetic conditions.

    This puts the recipient and the potential child at risk because of the lack of medical information about the donor.

    2. Psychological, personal, social risks

    People might be placed at risk when they agree to meet a potential online sperm donor in person. There have been reported cases where potential donors have pressured people into natural insemination (sexual intercourse) once they meet. This is despite donors initially agreeing to provide sperm for home insemination (using a syringe to inject the donor sperm into the vagina).

    These safety and exploitation concerns are especially pertinent in cases of same-sex female couples and people who are same-sex attracted who might feel coerced or compelled to have sexual intercourse with a man to try to conceive a child.

    In fertility clinics, state laws limit the number of individuals or families that can use a single donor’s sperm (from five to ten families depending on the state).

    The nature of online sperm donation means there are no records kept about the number of children a donor contributes to conceiving. With no formal record keeping, one donor could potentially provide sperm to hundreds of people. This increases the chances of donor-conceived siblings unknowingly having children together later in life.

    There might be cases where donors do not tell the truth about their identity or background, as happened in a case in Japan when a donor allegedly lied about his identity and education.

    There might also be psychological harm when an agreement has been made about contact between the parties and that agreement is later disputed or disregarded.

    3. Legally, it’s a grey area

    A man who donates sperm to a fertility clinic has no legal rights or obligations to a child born as a result of this donation in Australia.

    However, conceiving a child using informally donated sperm can be legally precarious. We are not aware of any reported cases in Australia of legal disputes about parentage that have involved online sperm donation. However, if the practice continues to grow, the courts may need to intervene if a donor is seeking to exercise some rights relating to the donor-conceived child against the mother’s wishes.

    There was, however, a 2019 case that relates to sperm donation by a friend. Here, the High Court ruled a man who donated sperm informally to his friend was deemed the legal parent of a child. This resulted in the mother and her same-sex partner being prevented from relocating to New Zealand with the child and their sibling.

    As each potential case will depend on its own set of unique circumstances, it’s best to take legal advice first.

    4. What’s best for the child?

    Many donor-conceived people want information about, and contact with, their donor. A lack of information, including medical information, can contribute to psychological, medical and social harms.

    So people should carefully consider how this arrangement might impact any child conceived. This includes their potential desire to meet any siblings conceived using the same donor’s sperm.

    Where to from here?

    The decision to have a child using donor sperm is complex. When deciding how to access donor sperm, people may benefit from speaking to an accredited fertility counsellor about their options.

    This may include accessing donor sperm through a fertility clinic, which are strictly regulated and licensed, and need to comply with state laws and ethical guidelines.

    While accessing donor sperm through a regulated fertility clinic may be more costly and time-consuming, it is also markedly safer than online sperm donation.

    However, some people may not want to access donor sperm through a fertility clinic, or this might not meet their needs. We need to understand why so we can try to do something about it.

    If a person decides to access donor sperm online, they should have open and honest discussions with the potential donor about:

    • their medical history

    • what role they envisage in the future life of a child born using their sperm

    • how all parties can keep records and contact information.

    Before seeing a potential donor in person, they should also tell a family member, close friend or someone they can confide in about the meeting to ensure they are safe.

    Taking these measures may help make accessing donor sperm online a positive experience for all involved.

  • MIL-Evening Report: The Nullarbor is riddled with wombat and rabbit warrens. Scientists are watching them from space

    On the vast expanse of the Nullarbor Plain in South Australia, two very different creatures live side by side – but not always peacefully.

    One is the southern hairy-nosed wombat, a slow-moving nocturnal digger that loves its underground burrows. The other is the European rabbit: a small and speedy invader that has spread across the continent, often wreaking environmental havoc and creating its own networks of tunnels.

    How do we know where these semi-subterranean creatures live, and how many there are? The answer is from the sky.

    In new research published in Australian Mammalogy, we show a way to detect wombats and rabbits using satellites that take pictures of our planet from space. By studying high-resolution images from the likes of Google Earth and Bing Maps, we can spot the telltale signs of the burrows and warrens these creatures dig into the ground.

    Why is it any of our business where wombats and rabbits live?

    Knowing where wombats and rabbits live is important for conservation.

    Wombats are unique Australian marsupials that need protection. Rabbits are an invasive species that often damage the land, eating too much vegetation and eroding soil.

    Finding their warrens can help scientists and wildlife managers to understand where they live. This in turn helps to make better decisions about protecting native species and controlling pests.

    How do you spot a warren?

    Imagine looking down at the world from the window of an aeroplane. You might easily see rivers and roads, and even buildings.

    But would you spot a hole in the ground? That’s the challenge we faced in our study of satellite images.

    As it turns out, wombat warrens are relatively easy to spot. They are quite large and have clear trails leading in and out. The digging leaves mounds of lighter-coloured soil.

    Rabbit warrens are trickier to find. They are smaller, lack trails, and can blend in with bare patches of dirt.

    How well did we do?

    By comparing satellite images with surveys conducted on the ground, we figured out we could accurately detect about 82% of wombat warrens from the photos. We weren’t quite as good at rabbit warrens: we could only spot 49%. Small rabbit warrens were particularly easy to miss.

    One complicating issue was the fact that wombats and rabbits sometimes share the same burrow. Usually it’s the smaller, sneakier rabbits taking advantage of the large and sturdy tunnels dug by wombats.

    This makes it even harder to figure out exactly who is living where. We could recognise shared warrens when we inspected them on the ground, but so far we can’t distinguish them from satellite photos.

    What’s next?

    Our research shows we can use satellites to map burrowing animal populations without ever setting foot in the outback. This saves time and money, and also reduces the the risk of disturbing wildlife while conducting research.

    In the future, with higher-resolution satellite images and better software – using tools like machine learning – we may be able to detect and count burrows and warrens automatically. This could be a big change for wildlife conservation and pest control.

    So next time you look up at the sky, remember that somewhere out there a satellite might be taking a picture of a sleepy wombat’s home – or a rabbit plotting its next move.

    Deputy Council Leader and Cabinet Member for Finance and Resources, Cllr Ruth Bennett, outlines the Council’s priorities in setting this year’s budget…

    In the next few weeks, we’ll be setting our 2025/26 budget at Liverpool City Council. It’s been many months in preparation, with a lot of detailed work and careful planning.

    We are acutely aware that, whether it is a government grant or money raised locally, it is your money we are spending.

    At the heart of every decision we make is a commitment to ensure we make the most of every pound, and that it is invested in delivering good quality services. Our priority has been to make sure that we are continuing to invest in the things we know you care about.

    Over the last year, we have been spending more in our neighbourhoods, joining-up services by bringing our Streetscene service back in-house, and placing staff on the ground to work with local Councillors and community organisations to direct our resources at specific issues in particular wards, such as fly-tipping, waste or match day parking. It’s already delivering success, with a 5.7 per cent reduction in the reports about fly-tipping and a drop of around 25 per cent in both street cleaning and weeding requests. We’ve also halfway through recruiting 40 new parking enforcement officers to tackle inconsiderate drivers.

    At the same time, our drive to make sure we bring in as much of our owed income continues. Our in-year council tax collection rate is currently much improved and better than other big ‘core’ cities, and we’re on with being far more robust with businesses who owe money to us and you – the residents of Liverpool.

    We’ve reviewed our Council Tax Support Scheme for the first time in a decade to make sure it is fit for purpose, and a review of single person Council Tax discount is bringing in hundreds of thousands of pounds extra a year. We’re getting into an annual cycle of reviewing fees and charges so that it becomes business as usual, because these make an essential contribution to our overall budget.

    We’ll also be rolling out improvements in customer services, including the introduction of a new case management platform. In simple terms, it will enable you to access more services online, over the phone, or in-person, and get real-time updates and information, in the same way as you would expect from your internet or energy provider.

    Along with many other councils up and down the country, we face demand pressures in areas such as social care, homelessness and SEND transport, but we have plans in place to deal with this and, where necessary, mitigate the financial impact.

    This year we have received a greater amount of money from the Government as they changed the funding arrangements to target deprived areas. In the longer term, they are carrying out a Comprehensive Spending Review which will give us more certainty over our finances by letting us know how much we will receive in the coming years. This will help us greatly in planning for the future, helping us build on the progress we have made in the last 18 months.

  • MIL-OSI Global: Bolstering Canada’s right to repair could shield it against U.S. tariffs and trade uncertainty

    Canada’s economy has long relied on open trade and cross-border supply chains, but as tariff threats and market protectionism rise from the United States under President Donald Trump, so do Canada’s economic vulnerabilities.

    Although the risk of a trade war between Canada and the U.S. has been given a temporary reprieve, with Trump saying he will hold off on imposing tariffs for at least 30 days, the threat still looms large.

    What happens when crucial imports — farm machinery, medical devices, home appliances — become harder to access or more expensive?

    The current crisis has unveiled deep weaknesses and dependencies in Canada’s economy. In 2023, 77 per cent of Canada’s exports went to the U.S., while nearly half of its imports came from its southern neighbour. For decades, this interdependence was viewed as a diplomatic success, but it’s now clear that this has come with risks and vulnerabilities too.

    Political leaders across party lines recognize that Canada needs a plan for bolstering its economic resilience. This will require strengthening domestic manufacturing, expanding trade diversification and building new diplomatic and economic alliances. But this plan must also develop workforce resilience, domestic capacity and innovation right here at home.

    The solution lies in strengthening Canadians’ right to repair the products and devices we rely upon. The right to repair is not just about environmental sustainability, it’s a matter of economic resilience; it can increase the number of well-paying Canadian jobs and reduce Canada’s dependence on unpredictable global markets.

    The right to repair

    The right to repair movement seeks to ensure that consumers, businesses and independent repair providers have access the parts, tools, information and software needed to repair and maintain essential products, devices and technologies.

    That means not only the smartphones in our pockets and the cars we drive to work, but also the machinery that harvests our food and the medical devices that hospitals rely on to save lives.

    Currently, much of this equipment is either imported or relies heavily on imported components. Canada’s agricultural sector, for instance, heavily depends on machinery imports from the U.S. to maintain productivity and food security. This machinery is notoriously difficult to repair as the result of legal and technical restrictions. Canada’s agricultural equipment industry is faced with the same challenges as independent repairers.

    Similar vulnerabilities exist in the health-care sector. Canada imports 70 per cent of its medical devices, with nearly half coming from the U.S. Much like those servicing (or using) agricultural equipment, biomedical engineers across Canada face a range of technical, legal and market barriers to keep devices online, pushing them into exclusive service contracts to keep devices working.

    Consumer devices and home appliances are also overwhelmingly imported into Canada, making them susceptible to tariffs and trade barriers — all with the potential to make Canada’s cost-of-living crisis more dire than it already is.

    A path to economic resilience

    The right to repair movement offers a way for Canada to reduce both its economic vulnerabilities and U.S. dependency.

    Extending the lifespan of products is crucial not only for environmental sustainability and reducing waste, but also for strengthening the economy. It can also help communities be more resilient by supporting local businesses, creating jobs and boosting productivity.

    Canada has made significant progress in advancing the right to repair in recent years. Bill C-59 introduced amendments to the Competition Act aimed at cracking down on manufacturers’ refusal to provide independent businesses with the parts, tools and information necessary for repair.

    And, in 2024, Canada amended its Copyright Act to allow repairers to break digital locks used by manufacturers of digital goods to restrict access to repair and diagnostic information.

    But these are only the first steps in a full-fledged right to repair — more needs to be done to support the right to repair in Canada.

    Governments must step up

    Canada’s provinces need to strengthen consumer protection laws to ban planned obsolescence and oblige manufacturers to provide access to essential repair resources.

    Provinces should also prevent manufacturers from voiding warranties on products and devices that are repaired outside of authorized networks. Québec has taken a leading role in this area, but inter-provincial co-ordination will be crucial going forward.

    The federal government’s job also remains unfinished. It needs to regulate repair restrictions in critical technology sectors like agriculture and health care by developing technical standards and minimum repairability requirements for equipment and devices that are purchased through public procurement processes.

    Canada is also in need of federal leadership in enacting a repairability index, which scores products and devices based on their ease of repair. Such an initiative would provide consumers with the information they need to make informed purchasing decisions.

    Advancing the right to repair is a cost-free policy move that will strengthen Canada’s economy in an era of trade uncertainty. Unlike subsidy programs or industry bailouts, right to repair legislation focuses on consumers and independent businesses.

    By enabling workers and businesses to repair rather than replace, Canada can maximize the value of existing goods, reduce dependence on volatile global supply chains and make the country more self-sufficient, all without added government spending.

    Food insecurity is one of humanity’s most pressing challenges, impacting more than two billion people worldwide.

    Paradoxically, as so many suffer from lack of access to food, more than 30 per cent of the world’s food is wasted each year, driven by inefficiencies in production, distribution and consumption.

    Outdated, imprecise and often incorrect labelling systems — such as printed expiry dates — contribute to these huge problems, leading to the unnecessary disposal of safe, healthy food, increased greenhouse gas emissions and financial losses.

    Addressing these crises requires bold investment in sustainable technologies that are already tested and available. These include smart food-packaging innovations that provide real-time food quality monitoring in every package. This would allow producers, retailers and consumers to receive up-to-date information through the package itself.

    Real-time information

    Unlike traditional expiration-date labels that communicate only time, food packaging innovations use advanced sensors and artificial intelligence to measure spoilage indicators such as pH balance, bacterial growth and biogenic amines. This allows for dynamic and up-to-the-minute tracking of food freshness.

    These systems would increase food safety and prevent food fit for consumption from being thrown out. The early and highly specific warnings they provide would also reduce the need for costly and labour-intensive testing when problems occur.

    Despite the promise of these scientifically proven systems, getting them into the marketplace is a significant challenge.

    Corporations often resist smart packaging due to higher costs and tight profit margins in the highly competitive food sector.

    Innovative solutions

    However, the wider economic argument for smart packaging is compelling: food waste contributes to hundreds of billions of dollars in global annual losses, and smart solutions can reduce these losses substantially.

    By quantifying the potential savings — such as reduced spoilage, fewer recalls, less food-related illness and lower legal liabilities — public and private stakeholders can understand why it’s valuable to share the cost of these innovations.

    These technologies also align nicely with growing consumer demand for sustainability and transparency in food systems.

    Reducing food waste through smart food packaging would lower greenhouse gas emissions, conserve agricultural resources and reduce the strain on global supply chains.

    Such innovations can help improve food availability, especially in underserved regions where food insecurity is most acute, fostering healthier and more resilient communities.

    Policymakers and industry leaders can create an appetite for change by regarding solutions as investments in people and the planet, not just profits.

    Regulatory bodies must take bold steps, as we have seen in California’s elimination of “sell by” dates, which motivated producers to rethink their labeling strategies.

    Governments can further incentivize smart food-packaging adoption through tax benefits, subsidies, or funding for companies to integrate real-time monitoring technologies. Such measures would make this beneficial change more economically viable for corporations.

    Empowering consumers

    Smart food packaging would also empower consumers to make informed decisions. Innovations such as AI-enabled apps that predict food freshness from smartphone photos can help households reduce waste by determining the safety of food without needing to open the package.

    Smart packaging platforms should prioritize universal applications that work across food types, rather than niche, highly customized systems.

    Investing in sustainable innovations to address food insecurity would also deliver broader economic and environmental benefits. Reduced food waste translates to lower greenhouse gas emissions, less strain on agricultural systems and significant savings across supply chains.

    For developing nations disproportionately affected by food insecurity, smart packaging technologies can be transformative, extending shelf life and improving distribution efficiency.

    Collaboration across industry, academia and government is vital to getting these solutions into broad use.

    Profit and societal benefits

    Researchers and innovators must work with corporations to develop proven prototypes into cost-effective, high-performance technologies, while policymakers need to create frameworks to incentivize adoption. Investments must prioritize not just economic returns but also long-term societal benefits.

    As a researcher developing smart food packaging platforms, I have seen firsthand how interdisciplinary partnerships accelerate the translation of bold ideas into practical solutions. I have led research teams that have developed technologies such as Lab-in-a-Package and sprayable bacteriophage microgels. These innovations simultaneously improve food safety and reduce waste.

    Addressing food insecurity demands a holistic, sustainable approach that brings together technological innovation, supportive policies and societal awareness. By investing in smart, scalable solutions, we can transform our food systems to ensure less food is wasted.
