    A professor from the State University of Management took part in an extended meeting of the Commission on Interethnic, Interreligious Relations and Migration, which was held in the Public Chamber of the Russian Federation.

    The event was opened by the Chairman of the Commission, Professor Vladimir Zorin, who presented a report on the work done in the previous year and outlined priority tasks for 2025.

These measures include the introduction of a regime for the expulsion of illegal migrants, the creation of a register of controlled persons who do not have the right to be in the country, limiting the number of SIM cards sold, including by illegal immigrants, tightening requirements for concluding contracts for the provision of communication services, including the collection of biometric data, as well as the adoption of a law aimed at combating fictitious marriages and adoptions.

    One of the important areas of the Commission’s work remains work with youth. The meeting participants noted that in the context of destructive influence from abroad, the main areas of activity are called upon to solve the problems of strengthening interethnic unity, improving migration policy and ensuring religious harmony.

    The members of the commission unanimously supported the proposal of the President of the Russian Federation Vladimir Putin to create a Center for Migration Issues under the Ministry of Internal Affairs of Russia.

  • MIL-OSI Russia: GUU helps Anapa: university volunteers fight fuel oil spill on the coast

    On December 15, 2024, two tankers sank in the Black Sea. Several tons of fuel oil ended up in the water and were later washed up on the coast. Rescuers have been fighting the consequences of the accident for over a month. The coast is being cleaned, among other things, by specialists from the All-Russian Student Rescue Corps. On January 16, a group of 18 volunteers joined the liquidators, including representatives of the State University of Management. There is still a lot of work to do, but there are already great results. 35 days after the tankers sank in the Kerch Strait and the fuel oil spill, the main beaches of Anapa are almost cleared. This was reported by the head of the Moscow city branch of the VSKS, director of the Educational and Training Center for Actions in an Emergency and Basic Military Training of the State University of Management Maxim Dzhetygenov and a second-year master’s student Matvey Ulyanov.

    As noted by the university representatives, the work is well-coordinated and productive, but is complicated by weather conditions. Strong winds are raging on the coast of Anapa, which is why rescuers are working in shifts to avoid hypothermia.

    “There is plenty of work now. The sea is rough, yesterday we were cleaning the beach area, and today we arrived and discovered that the waves had washed up fuel oil on the shore again. The guys have to get back to work and clean familiar places from new pollution,” said Maxim Dzhetygenov.

    To ensure the safety and effectiveness of the volunteers, a mutual aid headquarters called “We Are Together” has been created. Two people are on duty there 24 hours a day, giving everyone personal protective equipment. Before starting work, all rescuers undergo safety training and receive instructions on how to perform specific tasks for the day. And there are really many who want to help. As Matvey Ulyanov noted, about 7,000 volunteers participate in the cleanup every day, including local residents and representatives of various organizations.

    “Many local residents come. They bring fuel, food, water. That is, everything that we, in principle, need. We also supply civilians who want to help with personal protective equipment. These are overalls, gloves, glasses, respirators. And we involve them in our work,” said Matvey Ulyanov.

    Volunteers make an invaluable contribution to cleaning the coast. It is worth noting that their work is not limited to this. All the guys are “universal soldiers”. When the weather does not allow continuing rescue operations, volunteers help ecologists. They build structures for cleaning and rehabilitating injured birds, install barriers designed to collect fuel oil. This work is carried out indoors, which allows work even in bad weather.

    “The guys also insulate special houses, where electricity is later installed, lamps are hung to keep it warm, sand is brought in there, and it is also placed on the insulation so that the birds can undergo rehabilitation in more comfortable conditions,” noted Maxim Dzhetygenov.

    Volunteers working on the beach first collect a mixture of sand and fuel oil in bags. Then special equipment comes to the rescue: a tractor with a bucket, which drives up to the collection site and loads the bags. After that, the cargo is transferred to KAMAZ dump trucks, which take the waste to the landfill. During the day, rescuers collect an average of 150-170 bags.

    The situation is now much better than it was in the first days after the accident. This is confirmed by Maxim Dzhetygenov.

    “As the chief of staff, I drive around our area of responsibility along the coastline every morning and inspect it. I can say that there are no large deposits of fuel oil now. But a small “crumb” of oil product is still thrown out,” noted Maxim Dzhetygenov.

    And this once again emphasizes the importance of work to restore the ecology of the Anapa coast. The efforts of volunteers with the support of local residents inspire hope for the successful completion of the work and the restoration of the ecological situation.   • MIL-OSI Banking: Cannabis users’ consumption behavior and product choices are different from other consumers, presenting a key knowledge gap for food and beverages brand strategy, according to new GlobalData study

    The study looks at how the use of cannabis is impacting consumption in key food and beverage categories in key markets.

    GlobalData’s new “Hot Topics” cannabis study on the claimed consumption behavior of cannabis users compared to non-users highlights that this is a large and growing consumer group, who are behaving differently to the general population, in ways that brand owners and their stakeholders may not fully realise.

    Jenny Questier, Consumer Analysis Director at GlobalData, commented: “Currently, there is little research data or analysis available to help companies understand the impact of a new cohort of cannabis users in consumer packaged goods markets where the drug has been legalized. While this study’s findings are indicative, they could apply to any market where cannabis use is prevalent as they do provide some useful insights into the impact that cannabis users consumption behavior could have on product choices being made in key food and beverage categories and which demographics are important in future product development and positioning.”

    The study entitled, Hot Topics Report: Impact of cannabis use on consumption in key markets, provides a top-line indication of how consumers who claim to use cannabis, describe their use of the drug in five key markets which have legalized the recreational use of the cannabis, namely: the US, South Africa, Canada, Mexico and Germany, and the claimed impact this may have on consumer consumption in the alcoholic drinks, non-alcoholic drinks, savory snacks, and chocolate and confectionary categories in each of these markets.

    The study reveals that cannabis users have a tendency to stay at home more, are more concerned about their physical and mental health, spend more time online, and perhaps as a consequence of this, order more food online, when compared to non-cannabis users. Interestingly, the known side effects of cannabis use of increasing hunger and thirst are significantly impacting on consumers’ net consumption of non-alcoholic beverages, savory snacks and chocolate and confectionary, however, the drug’s use currently seems to have a limited impact on alcohol consumption overall.

    This is an important cohort for consumer packaged goods companies because the number of recreational cannabis users is already significant and is set to grow further. In the US, cannabis is legal for recreational use in 24 out of 50 states, according to the *Pew Research Centre. In the US, there were an estimated 17.7 million daily cannabis users recorded in 2022, according to research published in the journal Addiction, based on data collected by the National Survey on Drug Use and Health.

    Questier continued, “In the coming decade, the number of cannabis users is set to grow globally as more US states are likely to legalize recreational cannabis use, public support may lead more countries to do the same, and more people are likely to take up the habit as a means of relaxation, enjoyment, and for perceived health benefits. It is imperative that brands and manufacturers of food and beverages understand what this may mean for future innovation and target consumer groups.”

    Here are some of the top-line indicative findings from the study for each food and beverages category surveyed in each market:

    Alcoholic and Non-alcoholic Drinks

    Cannabis use does not appear to have a significant impact on alcoholic drinks sales!

    Claimed alcohol consumption remains largely unchanged overall as a result of cannabis use, generally holding steady at a plus or minus 1% net change in most markets. Canada and Mexico have a small net decline in alcohol consumption with Germany’s high +10% net change attributed to a smaller sample size as cannabis has only recently been legalized in the country, and reported use remains relatively low.

    An assumption that alcohol sales overall might suffer from the increased use of cheaper cannabis products as the stimulant effects are similar is not evident from this study. However, that’s not to say that the alcoholic drinks market isn’t changing; female cannabis users are drinking less alcohol, but males are drinking more.

    Cannabis use makes you thirsty for non-alcoholic drinks!

    All markets in this study saw a significant rise in the consumption of non-alcoholic drinks by cannabis users. In some markets, this rise occurred among all demographics, in other markets younger consumers dominated.

    Savory Snacks and Chocolate & Confectionary

    Cannabis use gives you the munchies, boosting savory snacks sales!

    All markets saw a rise in savory snack consumption due to cannabis use; North American markets had particularly large rises. Unlike beverages, Gen Z do not dominate savory snack sales, instead it is older Gen Y and Gen X consumers.

    Cannabis use gives you a sweet tooth, increasing chocolate & confectionery sales!

    Cannabis use drives a significant rise in chocolate and confectionery consumption in most markets, although the demographic leading this varies from market to market.

    Questier adds: “The top-line results from this indicative study show that cannabis users’ consumption behavior is different from other consumers. Consumption of soft drinks, savory snacks and chocolate and confectionery is significantly increased, with the balance between male and female, and young and old consumers shifting in each market. Whilst there is limited claimed impact from cannabis users on total alcohol consumption, the demographic make-up of this market is nevertheless changed by the presence of cannabis.

    “With little research conducted into this area to date, the study’s indicative findings suggest that the implications of cannabis use for consumer packaged goods companies and their stakeholders could be significant for brand strategy, consumer targeting, portfolio management, innovation, sales, advertising, and marketing. Further research by brand, category, and geography could be required to ensure that these implications are understood and appropriate strategies devised to manage them.”

This year, it is planned to install almost 1.1 thousand city signs and 3.7 thousand house signs.     From February 1, a number of public transport routes in several districts of the capital will be adjusted. For the convenience of passengers, new stops will be added, and some will have their locations changed. This was reported by the Deputy Mayor of Moscow for Transport and Industry Maxim Liksutov.

    “Starting February 1, we will add new stops for buses and electric buses in 11 districts of the capital. Transport will come closer to residential buildings, social facilities and rail frame stations, and in Novye Vatutinki in TiNAO we will extend the express route. We continue to develop the network of ground transport routes of the capital on the instructions of Sergei Sobyanin,” said Maxim Liksutov.

    Buses #570 will stop at exit #2 of the Vodny Stadion metro station, and #587 will stop at exit #3 of the Bibirevo metro station (the same place where buses #282, 284, 353, 618, 705 and H9 stop).

    At exit No. 4 of the Sokolniki metro station, a stop will also be added for routes E66, No. 78, 265 and 975 – where buses M60, T32, No. 604, H15 and 1716 stop. And for route C17, the stop “Ulitsa Obrucheva” will start operating in both directions.

    In addition, the location of the public transport stop on Aviamotornaya Street will change. Thus, for routes M6, C679, No. 690 and 695, the stop “3-ya Kabelnaya Street” in the direction of the metro station “Aviamotornaya” will be moved behind the intersection with Prud-Klyuchiki Street. On route No. 624, a stop “3-ya Kabelnaya Street” will appear in the direction of “Aviamotornaya”.   • MIL-Evening Report: A marine heatwave in northwest Australia is killing huge numbers of fish. It’s heading south

    Tens of thousands of fish have died off northwestern Australia, as a large and long-lasting marine heatwave intensifies.

    The fish kill at Gnoorea Beach near Karratha is concerning our team of scientists, as the hot mass of water heads south towards Ningaloo Reef and the seagrass gardens in Shark Bay. That’s because we’ve seen this before. An enormous marine heatwave in 2010-11 devastated fisheries and ecosystems further down the WA coast.

    This marine heatwave began in September, with temperatures up to 3°C warmer than usual off Broome. There’s no end in sight.

    The heatwave comes as oceans worldwide experience recordbreaking heat, driven by climate change. More than 90% of all heat trapped by greenhouse gases goes into the oceans.

    The fish kill is a visible way to glimpse a disaster often out of sight and out of mind. But these marine heatwaves do much more, from wiping out seagrass meadows and kelp beds to trashing fisheries.

    How bad is this marine heatwave?

    Marine heatwaves are periods of at least five consecutive days when ocean temperatures are significantly higher than the long-term average for the region and season.

    Since September 2024, temperatures off Australia’s northwest coast have been high enough to be considered a heatwave.

    In late December, the area of hotter water expanded southward along the Pilbara coast and became more intense. Temperatures hit 4–5°C above normal at the surface. Our research group has gathered data from satellite measurements, which tells us it’s hotter than usual. Data from autonomous ocean gliders also show unusual levels of heat as far down as 200 metres.

    In January, this heatwave has become bad enough to be classified in some areas as a severe marine heatwave.

    There’s no relief in sight yet. The Bureau of Meteorology forecasts marine heatwave conditions to continue through February.

    Will it be worse than the 2010 heatwave?

    The current marine heatwave is, so far, the second-worst in Western Australia’s recorded history.

    Over the 2010–11 summer, a severe marine heatwave devastated seas off the state. Temperatures hit up to 5°C above average, peaking in February and March.

    The worst-hit areas were seas off the central West Australian coastline, leaving those to the north largely unaffected. But the heatwave stretched 2,000 kilometres, from the Pilbara all the way down to Denmark in the southwest.

    The reason the 2010 heatwave spread so far south was due to the Leeuwin Current, which was stronger than usual due to weak southerly winds linked to a low pressure system off the coast.

    The heat led to local extinction of kelp species along a 100km stretch of coastline. Scallop and blue swimmer crab fisheries had to close. Seagrass meadows in Shark Bay collapsed. Tropical species were sighted in new areas. And coral bleached at Ningaloo.

    By contrast, this current marine heatwave has concentrated on the northern coastline, but may spread south in coming weeks.

    Unfortunately, there are strong similarities between the 2010–11 heatwave and this one. Both occurred during a La Niña year.

    A similar low pressure system in December 2024 weakened southerly winds during this heatwave, though not as pronounced as in 2010-11. We can expect to see the Leeuwin Current intensify and carry more warm water than usual south, but perhaps not as far as in 2010–11.

    Weather systems at present are developing slightly differently to 2010–11, but they could still lead to weaker southerly winds and produce a stronger current channelling heat.

    What does this mean for ocean life?

    Marine heatwaves at this size and intensity can profoundly damage marine ecosystems and fisheries. The Karratha fish kill is the most visible sign of ecosystem distress.

    We have already seen signs of bleaching in the coral reefs of the Kimberley region, while corals are experiencing heat stress at world-famous Ningaloo Reef.

    The heat is now affecting the Gascoyne region between Carnarvon and Exmouth, and is likely to head further south.

    Damage from the heatwave could threaten valuable industries such as the rock lobster fishery and marine tourism on the Coral Coast.

    More heatwaves will come

    As the climate changes, modelling indicates marine heatwaves will hit more often and to intensify.

    Worldwide, marine heatwaves have devastated ecosystems. One of the worst, the Pacific “blob” heatwave of 2014-2016, killed an estimated 100 million Pacific cod and four million birds from a single seabird species, as well as contributing to the starvation of about 7,000 humpback whales. The intense heat killed off cold-loving species and paved the way for tropical species to enter and even thrive.

    Right now, 28% of the world’s oceans are in heatwave conditions, based on surface temperatures.

    While there is a clear link between the 2010-11 marine heatwave and climate change, we cannot conclusively say this current heatwave off Western Australia is linked to climate change.

    That’s because we don’t have enough data about what’s happening under the surface. Temperatures in the ocean vary greatly by depth, and a hot surface doesn’t always mean heat has reached deeper water.

    So while we know a marine heatwave is in progress, we don’t know how bad it is or how far down the heat has reached in different regions. We need better ways to measure temperatures at depth, to be able to gauge how bad a heatwave is. Installing more temperature sensors along the WA coastline would allow us to better monitor and respond to temperature extremes.

    The earlier we know about a heatwave, the more we can do to prepare. The 2010-2011 heatwave made many people aware of what damage heat can do to an ocean, as fishing boats sat idle and tourists steered clear of dying coral.

    More, and worse, is likely to come. Better conservation and management of our oceans can help. But tackling the root cause of intensifying heat – unchecked greenhouse gas emissions – is still far and away the most important challenge.

    The Chinese artificial intelligence (AI) company DeepSeek has rattled the tech industry with the release of free, cheaply made AI models that compete with the best US products such as ChatGPT.

    Users are rushing to check out the new chatbot, sending DeepSeek’s AI Assistant to the top of the iPhone and Android app charts in many countries.

    However, authorities have sounded a note of caution. US officials are examining the app’s “national security implications”. Australia’s former cybersecurity minister said national security agencies will soon issue formal guidance for users.

    Why are governments and security experts so concerned? The main issue is the app is made in China and stores data there – but that doesn’t mean all the worry is just xenophobia.

    What information does DeepSeek record?

    DeepSeek does not appear to be spyware, in the sense it doesn’t seem to be collecting data without your consent. However, like many online services, it clearly tells you it will record a lot of data about you and your behaviour.

    Specifically, the company’s privacy policy says it collects three categories of information.

    First, there is information you provide directly, such as your name and email address and any text you type in or files you upload.

    Next, there is automatically collected information, such as what kind of device you are using, your IP address, details of how you use the services, cookies, and payment information.

    Finally, there is information from other sources, such as Apple or Google login services, or third-party advertising and analytics companies.

    This is broadly similar to the data collected by ChatGPT and Claude.

    What does DeepSeek do with the information?

    DeepSeek says it uses this information for a range of purposes: to provide services, enforce terms of use, communicate with users, and review and improve performance.

    The policy also contains a rather sweeping clause saying the company may use the information to “comply with our legal obligations, or as necessary to perform tasks in the public interest, or to protect the vital interests of our users and other people”.

    DeepSeek also says it may share this information with third parties, including advertising and analytics companies as well as “law enforcement agencies, public authorities, copyright holders, or other third parties”.

    DeepSeek will also keep the information “for as long as necessary” for a broad range of purposes.

    Again, this is all fairly standard practice for modern online services.

    Causes for concern

    Much of the cause for concern around DeepSeek comes from the fact the company is based in China, vulnerable to Chinese cyber criminals and subject to Chinese law.

    DeepSeek stores the information it collects “in secure servers located in the People’s Republic of China”. The company says it maintains “commercially reasonable technical, administrative, and physical security measures” to protect the information.

    However, we should keep in mind that China is one of the most cyber crime-prone countries in the world – ranking third behind Russia and Ukraine in a 2024 study.

    So even if DeepSeek does not intentionally disclose information, there is still a considerable risk it will be accessed by nefarious actors.

    China is home to a sophisticated ecosystem of cyber crime organisations that often build detailed profiles of potential targets. Microsoft and others have accused the Chinese government of collaborating with cybercrime networks on cybercrime attacks.

    These organisations can use personal information to craft convincing targeted phishing attacks, which try to trick people into revealing more sensitive information such as bank details.

    Should you download DeepSeek?

    So, should you download DeepSeek?

    If you are an experienced user who is familiar with online privacy and the capabilities of modern AI systems, go ahead – but proceed with caution and be very wary about what information you share.

    And if you’re less experienced – if you’re a casual user who is less internet-savvy – my expert advice is to stay well away. DeepSeek won’t give you much you can’t get from other chatbots such as ChatGPT or Claude, and it might make your data vulnerable to Chinese cyber criminals and subject to Chinese law.

    DeepSeek also raises questions for governments. Efforts to prevent scams and cybercrime often focus on banks, telecommunications companies, and social media platforms – but what about chatbots?

    “Earlier today, my Democratic colleagues and I co-sponsored a resolution to condemn these pardons. One would think that my Republican colleagues who claim to be pro-law enforcement would sign onto this resolution and stand against any action that harms our police.”
    Washington, D.C. – U.S. Senator Cortez Masto (D-Nev.) blasted President Trump on the Senate floor for pardoning a drug trafficking kingpin and the violent criminals who assaulted police officers on January 6, 2021. A former prosecutor and Nevada attorney general, Cortez Masto urged her supposedly pro-law enforcement Republican colleagues to join her resolution condemning these pardons.
    Below are her remarks as prepared for delivery:
    Mr. President, I’m so appreciative of my colleagues coming down here to talk about not only the January 6 pardons that President Trump has done but to stand with the men and women in law enforcement.
    When I’m home, quite often I will hear at times that “well, Democrats don’t support law enforcement, they don’t support the men and women who keep our communities safe.” And that’s just not true, as you can see today.
    But here’s what I know, and this is why this was devastating to so many men and women who not only are Capitol Police officers right here, who defended our Capitol on January 6, who stand to protect us, but for all of the men and women in law enforcement across this country who are paying attention and watching what this president does.
    Will he have their back when the time comes? Will he be there to truly support them in their time of need when they’re doing their job like he says he will?
    Now, we’ve spent the last decade hearing Donald Trump talk about “law and order” and cracking down on crime. Last fall, on a national podcast, he called for giving our law enforcement their “dignity back”. Just last week at a White House press conference, he claimed to be a friend of the police.
    Well, Donald Trump has been in office for just one week, and already his actions are making it clear that he doesn’t mean what he says. In fact, from his actions we’ve seen so far, he’s actively working against our men and women in law enforcement – not only here who work at this Capitol, but across this country.
    Let me put this in starker terms that I think my Republican colleagues will understand. Mr. President, Nevada families across my state have been torn apart by dangerous drugs like methamphetamines and opioids. And that’s true for so many families across the country.
    It doesn’t matter if they’re Democrats, Republicans, Libertarians, or independents – illicit drug trafficking is impacting everyone in this country.
    But last week, Donald Trump pardoned the founder of Silk Road, an underground internet site that oversaw the trafficking of $200 million in illegal drugs and other illicit trade.
    The founder was convicted by a jury of his peers and sentenced to life in prison for participating in a criminal organization and distributing narcotics on the internet.
    Americans died after purchasing illicit drugs on his website. A website that was specifically designed to skirt the law and support criminal activity.
    But now, this founder is walking free because of Donald Trump.
    Donald Trump giving a full, unconditional pardon to this drug dealer and criminal profiteer is a slap in the face to the victims of this crisis, and to law enforcement who work to protect our communities and to take drug traffickers like him off our streets.
    What Donald Trump has done is not law and order, it’s chaos.
    And it’s not just with this one pardon.
    Donald Trump has also pardoned more than 130 individuals who were convicted of assaulting police officers right here at the Capitol on January 6, 2021.
    I was here that day. I remember running into a Capitol Police officer who was pepper-sprayed by a rioter in Donald Trump’s mob. And at the same time that he was washing out his eyes, he was saying to us senators, “Don’t worry. I’ve got your back, and I am standing guard.” And he ran back out to the front of the Capitol. He was doing his job.
    That day, those rioters and insurrectionists brought weapons and zip ties to the Capitol, they used WD-40 and bear spray on our officers, and they assaulted Capitol Police with American flags.
    This isn’t some political conspiracy – these insurrectionists posted videos online of themselves shoving, punching, and attacking our law enforcement.
    And now, instead of serving their time and facing the consequences for the dangerous actions they committed against our police officers, Donald Trump is telling them that not only were they wrongfully punished, but in fact, their behavior on that day is encouraged – as long as they’re doing his bidding.
    Criminals convicted of attacking law enforcement are giving TV interviews saying that President Trump’s pardons have vindicated their actions.
    This is an endorsement of political violence, and it’s an insult to the men and women who risk their lives every day to keep our families safe.
    I know many law enforcement officers personally. As a former prosecutor and attorney general of the state of Nevada, I’ve spent most of my life working with some great men and women in law enforcement.
    And by the way, I’m married to one. My husband worked in federal law enforcement his entire career. His priority was doing his job and keeping people safe, because that’s what our law enforcement is trained to do. To put their lives on the line every single time to keep our communities safe.
    And it’s not just about the officers – it’s about their families. When you are the spouse or the loved one of an officer who gets that call, sometimes in the middle of the night, and they leave to address some crime or issue and keep your community safe, you don’t know if they’re coming back.
    There are two calls that are the worst kind you can get as the spouse of a law enforcement officer. The first one is from your spouse saying “I’m in the hospital, but don’t worry, everything’s okay.” The second one is not from your spouse, but it’s from another law enforcement officer telling you that your husband or wife went out on a call and didn’t come back.
    The sacrifices of not only our officers but their loved ones need to be considered. And if we truly believe in law and order and we truly believe that we should support them because they put their lives on the line every single day, then we should have their backs. No matter your politics, we should always be there to support them.
    I will always stand up for law enforcement.
    I’ve passed legislation to support public safety under administrations of both parties. And I will always speak out when our leaders act against law enforcement, whether they’re a Democrat or a Republican.
    I disagreed with President Biden granting pardons to his family, I disagreed when he granted clemency for Leonard Peltier, who was convicted of murdering two FBI agents. And I disagree with President Biden in commuting the sentence of Adrian Peeler, who was convicted of drug trafficking and murder.
    I also spoke out when President Biden nominated Adeel Mangi to be a federal judge. I did not support him because of his affiliation with a group that wanted to let cop killers out of prison.
    That was me standing up for law enforcement.
    So believe me when I say, this is not partisan; this is about standing up for the men and women who put their lives on the line for us every day.
    This shouldn’t be hard. You commit a violent crime in our community, you should face the consequences.
    Don’t take my word for it – the Fraternal Order of Police, which is the largest organization of sworn law enforcement officers in the world, has condemned Trump’s pardoning of those who assaulted Capitol Police officers on January 6.
    But there are too many members of this body, who had the benefit of those Capitol Police officers on January 6 protecting their lives, who have been oddly silent.
    Earlier today, my Democratic colleagues and I co-sponsored a resolution to condemn these pardons. One would think that my Republican colleagues who claim to be pro-law enforcement would sign onto this resolution and stand against any action that harms our police.
    If we truly believe in law and order and we want to work together to keep our communities safe, we have to not only talk about it, we have to act.
    Because the American people deserve better. The American people deserve a president who isn’t going to release violent criminals back into our communities. The American people deserve safety – and our law enforcement, who maintain that safety, deserve to know we have their backs.

If you missed out, here are some key highlights from the Panasonic Group exhibition space. 

    Theme Signals Strategic Shift toward AI, Data-Driven Solutions

    The theme for Panasonic Group’s exhibition space was “Well into the future.” Announced by Panasonic Holdings Corporation Co., Ltd. (Panasonic HD) Group CEO Yuki Kusumi during his opening keynote, this year’s theme signified the organization’s strategic shift toward AI and data-driven businesses in pursuit of an ideal society with affluence both in matter and mind.
    “Well into the future” embodies the idea that, through innovations and a commitment to addressing social issues, Panasonic will lead the development of cutting-edge solutions to help achieve its core mission to inspire a healthy society and enrich the lives of people around the world. 
    “This year’s theme is a reference to Panasonic founder Konosuke Matsushita’s vision of contributing to the well-being of people and the progress of society,” said Mike King, Director, Brand Marketing & Creative Services, Marketing & Communications, Panasonic Operational Excellence of North America. “And you can see that theme throughout the exhibit—with technologies that support the well-being of individuals, of families and all of society, with our focus on green energy transformation and decarbonization, but also the use of AI-powered solutions to help families to experience greater connection, connectivity, comfort, and well-being.”

    Located in Las Vegas Convention Center (LVCC)’s Central Hall, the exhibition space was an enclosed environment divided into four areas: Panasonic Go, Home, Carbon Neutral, and Circular Economy. The design was a departure from the open layouts of previous years, allowing visitors to experience the complete Panasonic story—from its history and vision for the future to technologies they can use today and solutions that will contribute to a sustainable tomorrow.

    Growth Initiative Links Past and Future under “Panasonic Go”

    Panasonic Go is a global corporate growth initiative that will drive transformation through AI-powered, software-led investments across Panasonic Group and create new experiences for customers and partners.
    This area of the exhibition space welcomed visitors with a look back over the storied history of the Panasonic Group, illustrating historical milestones and introducing home appliances that have enriched lives since the company’s founding in 1918. Moving further into the exhibition space, a video explained Matsushita’s ambitious 10-stage, 250-year plan to contribute to solving social issues and improving people’s lives through technology and the role that Panasonic Go will play in driving the transformation to an AI-powered business model towards the plan’s fifth stage (2032–2056).

    Panasonic Group products have already changed the lives of more than one billion people.     Carbon Neutral & Circular Economy Exhibits Highlight Sustainability Efforts

    Panasonic HD took the stage at CES 2022 to announce its long-term environmental vision, Panasonic GREEN IMPACT (PGI), and since then the Group has been engaged in a variety of activities to expand its impact toward achieving carbon neutrality and a circular economy. These areas in the exhibition space, Carbon Neutral and Circular Economy, introduced solutions and technologies that will be contributing to achieving the goals established under PGI.

    Visitors also had the opportunity to learn more about how the Panasonic Group is tackling Carbon Neutral challenges and promoting Circular Economy initiatives in its products and solutions as it advances toward the broader goal of contributing to realizing sustainable lifestyles and society. 
    The Carbon Neutral display was organized into three main technologies/approaches: “Updating,” “Electrifying,” and “Harnessing.”
    “Updating” means replacing existing methods with low environmental impact alternatives to reduce energy consumption and greenhouse gas emissions. Hussmann display cases for refrigerated and frozen goods use natural refrigerant R290 to greatly reduce environmental impact compared to traditional CFC refrigerant alternatives currently in use.
    “Electrifying” represents the transition from fossil fuels to electric power and making the most of renewable energy. Panasonic Group is a leader in automotive battery cells, having delivered more than 15 billion units to date—enough to power three million EVs worldwide. Visitors were able to check out the Panasonic 2170 cell, which features the world’s highest energy density, as well as the new Panasonic 4680 cell, which has a capacity around five times greater than the 2170 cell. The company’s efforts with Redwood Materials, Inc. and Nouveau Monde Graphite, Inc. to reduce its carbon footprint and achieve a sustainable society were also available for visitors to explore. Finally, they could learn more about Panasonic HX, an advanced energy management system that coordinates pure hydrogen fuel cells, solar cells, and storage batteries to efficiently supply renewable energy in response to changes in electricity demand and weather conditions.
    “Harnessing” is an approach that uses natural resources to produce cleaner resources, leading to CO2 reduction and absorption. One technology aiding the approach is the anion exchange membrane water electrolysis, a device enabling highly efficient and low-cost green hydrogen production. A fully developed anion exchange membrane (AEM) electrode made of iron and nickel was on display in the area. Visitors could also see a life-size mockup of window-mounted perovskite solar cells which demonstrated the transparency and design flexibility of this unique power-generating technology. Also on display was the growth stimulant Novitek®, a technology that uses ambient CO2 in combination with cyanobacteria, a type of photosynthetic microorganism, to increase food productivity.

    The Panasonic Group is committed to the Circular Economy under the three principles of “Maximizing,” “Minimizing,” and “Partnering.” In this area, the Group introduced its efforts to efficiently use resources and reduce consumption of the Earth’s limited natural resources.
    Extending the effective use period while maintaining and improving the value of resources across a product’s lifecycle is known as “Maximizing.” Panasonic displayed a concept model based on the principle of Design for Circular Economy (DfCE); DfCE products are easy to assemble/disassemble (ease of repair), have fewer connectors/fasteners (ease of assembly), and can be grouped for reuse and recycling (ease of recycling).
    “Minimizing” means using fewer new materials and more recycled and renewable materials. For example, approximately 45 percent of the plastic used in the Technics EAH-AZ80 earphones and charging case is made of plant-derived DURABIO , while the Lamdash Palm In ES-PV6A shaver uses NAGORI®, an innovative composite material derived from minerals extracted from seawater, reducing plastic use by approximately 40%1. A second exhibit showcased lighting that incorporates kinari , a sustainable material composed primarily of plant fibers that offers the moldability of conventional petroleum-based resins.
    Designing products and systems for a circular economy is a challenge that Panasonic Group cannot tackle alone, so it emphasizes “Partnering” with customers and partners promote a new style of recycling-oriented management, information sharing, and product use. One outcome of these collaborative efforts is Tracephere , a traceability solution for product recycling and recycled resource processes based on blockchain technology.

    OASYS and Home Appliances Supporting People’s Health, Comfort, and Safety

    The center of the space introduced the Group’s next generation of residential solutions for comfortable, healthy, economical, sustainable, and secure living. Grabbing center stage was the new OASYS solution—a residential central air conditioning system being introduced in the U.S. market that uses a combination of existing products to heat, cool, and ventilate the home while reducing energy consumption by over 50% compared to conventional systems in the U.S.2 In addition to maximizing air volume while minimizing temperature differences and noise, OASYS paves the way for homes powered by 100 percent renewable energy based on high-efficiency water heaters and a lifestyle-adaptive home energy management system.

    The release of the new DeepSeek-R1 artificial intelligence (AI) model has shocked the tech world.

    Launched on January 20 with little fanfare, the Chinese AI model was reportedly developed at only a fraction of the cost of OpenAI’s GPT-4o, and over a much shorter period of time. One Chinese commentator has called its release a “Pearl Harbor attack” on the AI world.

    Though the reference to an “attack” may be a strong word, it alludes to the growing competition between the United States and China over dominance in the AI sphere, which the US had been leading thus far.

    Indeed, people across China were celebrating a homegrown success story on Wednesday, as DeepSeek’s AI app soared to the top of the Apple and Google stores in the US.

    So, what does the emergence of DeepSeek’s model say about US-China competition in this space?

    Chinese government control

    First, DeepSeek’s success is undoubtedly sending a message to the Chinese government that excessive control kills innovation.

    Until mid-2023, enthusiasm for innovation in China’s tech companies had been stifled by increasingly restrictive regulations. The Chinese government had embarked on a sweeping crackdown of tech companies like Alibaba and others in order to prevent the spread of rampant entrepreneurial capitalism in China.

    The launch of ChatGPT in 2023 promised to open up exciting new frontiers for the development of AI in the West. But it must have come as a rude shock to China’s tech companies. The Chinese government changed tact and reassured them that it recognised the crucial role of the digital economy as a key driver of economic growth. It soon began to relax its tight grip over the sector.

    But the elephant in the room is how DeepSeek – and China’s AI companies in general – will deal with censorship.

    As it stands, politically sensitive words and questions seem to be no-go areas for DeepSeek. When asked what happened on June 4 1989 in Tiananmen Square (the site of the government’s crackdown on democracy protesters), the chatbot’s answer was along the lines of, “Sorry, that’s beyond my current scope. Let’s talk about something else.”

    This raises the question: can a Chinese AI tool be truly competitive in the global tech race without a solution to the challenge of censorship?

    US efforts to contain Chinese tech development

    Meanwhile, the US has adopted a wide array of measures aiming at curbing China’s AI development over the past few years. These included the Biden administration’s attempts to restrict China’s access to the advanced chips needed for AI, as well as the export of chip-making equipment and other technology to China.

    The US has also blacklisted a large number of Chinese entities that it has identified as having both military and commercial technology.

    The launch of DeepSeek raises questions over the effectiveness of these US attempts to “de-risk” from China in relation to scientific and academic collaboration.

    For one, DeepSeek was able to evade US restrictions on advanced chips by stockpiling downgraded chips made by Nvidia before the Biden administration moved to ban them.

    Western observers have often portrayed China’s AI initiatives as limited due to these US controls. However, these observers have somehow failed to take seriously the emergence of a new generation of Chinese entrepreneurs who prioritise foundational research and long-term technological advancement over quick profits.

    DeepSeek is a good example of this approach. It has embraced open-source methods, pooling collective expertise and fostering collaborative innovation. This approach not only mitigates resource constraints, but also accelerates the development of cutting-edge technologies.

    Another common assumption in the West is that Chinese companies are mere followers or imitators. DeepSeek’s achievements likewise challenge this perception. As the company’s chief executive, Liang Wenfeng, said to one Chinese media outlet:

    Innovation such as ours happens all the time in the US. The Americans are surprised by us, mainly because we are a Chinese company, and we are entering their game as an innovator with original contribution, not as followers.

    DeepSeek’s success also calls into question the legislation supported by both the Biden and Trump administrations that aims to prevent Chinese graduate students from attending universities in the US.

    The assumption behind what researchers call “STEM talent de-coupling” is that the Chinese government may use some of these students to engage in knowledge and technology transfer when they return to China.

    Liang, however, never studied outside China. And he recruited graduates and students from top Chinese universities to staff his research team. None studied overseas.

    These developers belong to a generation of young, patriotic Chinese who harbour personal ambition, as well as a broader commitment to advancing China’s position as a global innovation leader.

    What does this mean for Australia?

    In Australia, the initial reaction to DeepSeek’s AI chatbot has been one of
    caution, even concern. Clare O’Neil, the former cyber security minister, said the government would examine more closely how the app works before providing guidance to Australians on potential data security concerns.

    But DeepSeek may also be a reminder that Australia’s scientific collaborations should be guided primarily by research excellence rather than geopolitical considerations. To stay competitive and reduce its reliance on external technology providers, Australia needs to invest in its own AI research infrastructure and build its own talent pool.

    A narrow focus on political alignments and a growing paranoia about partnering with Chinese researchers means that Australia risks missing out on the next wave of breakthrough technologies.

    To mark the 165th anniversary of Anton Chekhov’s birth, Glavarkhiv opened a new online exhibition, “I’ll Fly to Moscow on Wings…”. Its materials introduce the writer’s life and work in the city. Here Chekhov spent his student years, began his literary work and became famous as a playwright. The exhibition can be viewed in the “Media Library” section, in the subsection “Exhibitions”.

    The exhibition includes photographs of Chekhov and his family, documents about the writer’s studies at the Imperial Moscow University (now Moscow State University), records in the register of marriage of Anton Chekhov and Olga Knipper in 1901, as well as the writer’s death in 1904, and other materials. One of the sections of the exhibition tells about the perpetuation of the memory of Anton Chekhov – the creation of a memorial house-museum of the writer on Sadovaya-Kudrinskaya Street and the holding of events in honor of the celebration of his anniversaries.

    Anton Chekhov first visited Moscow in 1877, when he was 17 years old. Two years later, he entered the medical faculty of the Imperial Moscow University and became one of 10 scholarship holders of the Taganrog City Duma, which allocated funds for the education of city natives in higher educational institutions. At the exhibition, you can see a document on the release of the bearer of a coupon for an assignment of 25 rubles, delivered from the Taganrog City Council, on which Anton Chekhov signed. In 1884, he completed his studies at the university. The document on conferring the title of district doctor on students, among whom Chekhov is also mentioned, was signed by the dean of the medical faculty, Nikolai Sklifosovsky.

    A separate section of the exhibition is devoted to Anton Chekhov’s collaboration with the Moscow Art Theatre (MKhT). Documents and photographs make it possible to trace the history of productions of plays based on the playwright’s plays and see the actors who participated in them. The exhibition presents theatre posters, programmes and tickets for MKhT performances, as well as the memories of spectators who saw the productions in 1899–1900.

    Due to his health, the writer was forced to leave Moscow and settle in Yalta. In the summer of 1904, due to a sharp exacerbation of his illness, Anton Chekhov and his wife Olga Knipper-Chekhova went to a resort in Germany. On July 15, he died in the town of Badenweiler. The writer was buried in Moscow at the Novodevichy Convent Cemetery.

    Students and staff of the National Research University of Electronic Technology (MIET), the flagship university of the Technopolis Moscow special economic zone (SEZ), collected more than 150 kilograms of humanitarian aid for the participants of the special military operation (SMO).

    “The enterprises of the Technopolis Moscow special economic zone actively participate in humanitarian actions. Assistance and support are provided not only to participants in the special military operation and residents of border regions, but also to children’s shelters and centers for keeping homeless animals. Another action to collect humanitarian aid was held at the National Research University of Electronic Technology. In two weeks, employees and students collected 150 kilograms of warm clothes, various household chemicals and special equipment, which have already been transferred to the front lines,” said Gennady Degtyarev, CEO of the SEZ.

    The university staff and students collected sets of thermal underwear, tools, catalytic heaters, fleece clothing and much more. The students wove camouflage nets, which are so necessary for the fighters, themselves. This is not the first such action of the university – in August 2024, the institution’s employees handed over 250 kilograms of humanitarian aid to residents of the Kursk region, and in September they collected things for residents of the Donetsk and Lugansk People’s Republics.

    Collections of humanitarian aid for residents of border regions were held at the sites of the special economic zone “Technopolis Moscow”. Employees of the management company and workers of over 50 enterprises brought more than 2.5 tons of various products.

    Other capital enterprises also provide support to the SVO participants and residents of border territories. For example, a manufacturer of ATMs and other high-tech products donated a number of devices it made to help the military. Among them are metal storage boxes, entrenching hooks, heating stoves, and transport equipment.

    The capital’s coffee and sweets factory has shipped more than one ton of its products since 2022. In addition, the company delivered 4.5 thousand coffee bean bags to the special military operation zone, which are used by military personnel to equip flooring.

    The Chinese New Year festival, which is taking place in the capital from January 28 to February 9 as part of the Winter in Moscow project, awaits guests at the venues on Tverskoy Boulevard. There are two chalets there, where master classes, lectures and creative activities are held under the guidance of experts in Eastern culture, including representatives of China and masters studying centuries-old traditions. Admission to all events is free.

    The festival was a continuation of the events dedicated to the Cross Years of Culture of Russia and China, and is timed to coincide with the 75th anniversary of the establishment of diplomatic relations between the countries.

    “Russia and China are the largest neighbors, they have been developing friendly and partnership relations for many decades. In order to strengthen mutual understanding between the peoples of our countries, it is necessary to talk about traditions and customs.     On January 31, from 12:00 to 14:00, guests will learn how to depict geranium, a flower that in Chinese art often symbolizes renewal and harmony.

    From 3 to 7 February, from 12:00 to 15:00, the chalet will host painting and calligraphy classes.

    Project “Winter in Moscow”— the main event of the season, which until February 28 unites various events of the capital. Citizens and tourists are invited to remember traditions and history, warm up with tea and hot buns, go skating, skiing and tubing, watch ice shows, give gifts to people who find themselves in a difficult life situation, show care for those who need it.

    These people represent different generations: some have recently graduated from school, while others have already retired. But they are united by a common cause – volunteering. They help organize and hold the Victory Parade, are on duty at major events and collect humanitarian aid, and Resource center “Mosvolonter” — preparation and coordination of concerned Muscovites. The unofficial motto of such enthusiasts is “No other way!” On January 21, Sergei Sobyanin presented the “Volunteer of Moscow” badge of distinction 30 residents of the capital.

    A smile as a reward

    One of the youngest volunteers to earn the badge was 18-year-old Yuri Potolokov. He studies at the Moscow City Pedagogical University and plans to teach geography in the future. But even after graduating and getting a job, Yuri plans to participate in public events.

    The young man joined the volunteer movement in 2022, while still at school. “One day I went to a concert at VDNKh and saw guys handing out raincoats to the audience because it was raining. That’s when I noticed that people were smiling at the volunteers. And I realized that I wanted to receive such smiles too. After all, this is the best gratitude for your work! After the concert, I told my mother: “I’m going to volunteer!” She happily accepted my choice,” our interlocutor recalls.

    Yuri Potolokov is a graduate of a cadet school and has been interested in Russian history since childhood. That is why patriotic events are closest to him, for example, meeting veterans who came to Moscow from different cities for Victory Day at train stations. However, over the past two years, the young man has had the opportunity to volunteer at other events. For example, he helped participants National Championship “Abilympics”in 2022 and 2023, navigate the site and get to the competitions on time, coordinated guests at the World Youth Festival in 2024. And recently, I sorted out New Year’s decorations at the N.N. Blokhin National Medical Research Center of Oncology: I twisted the branches of artificial trees with insulating tape, packed the toys and sent them to the warehouse.     “I can imagine how many people applied for the badge! And they chose me. Now I want to try even harder than before. In the near future, I hope to hold a master class on creating eco-paintings from recycled materials in the “Good Place” space in the South-Eastern Administrative District,” says Yuri Potolokov, holder of the “Volunteer of Moscow” badge.

    From the veterans’ meeting to the registry office

    Kirill Kononaev is 21 years old. The volunteer is a final-year student at the Moscow Institute of Economics. He joined the “club of caring people” three years ago: first, he headed the student council, and soon he wanted to do good deeds outside the university. “The opportunity presented itself: the pandemic began, and I went to deliver food to the elderly,” recalls the mos.ru source.

    Then there were other events, for example the International Forum of Civic Participation “Moscow helps”The young man devoted more than 1,700 hours to volunteer work. He personally liked patriotic events.

    “Once I was distributing water in the center of the capital during the Immortal Regiment march. It was an amazing feeling: we were met by participants carrying portraits of their fathers and grandfathers who fought for their country in the Great Patriotic War. And it was in our power to make sure that they did not feel thirsty. Another time I was processing applications for the “Faces of Victory” campaign: relatives sent touching stories about their ancestors, battle heroes,” says Kirill Kononaev, holder of the “Moscow Volunteer” badge.

    At one of these events at the headquarters, organized to meet veterans, our interlocutor met his future wife: Taisiya Borisova, a student at the Moscow State Pedagogical University, also a volunteer. They got married in February 2024 and now come to help together.

    “It was very nice to receive a badge of distinction this year. And although I have less and less free time, I will continue to volunteer. So, soon it will be time to distribute St. George ribbons to Moscow residents. Even when I feel tired, helping people and the city allows me to switch off, charges me with positive energy,” smiles Kirill Kononaev.

    Dream job

    Margarita Buchina teaches English at school #2075In 2018, when the capital hosted the World Cup, her students enthusiastically and delightedly told how they rooted for the teams and interacted with foreign guests on the city streets.

    “I thought it was good language practice and a new experience. And soon I signed up through the website Mosvolonter.ruto her first large-scale event — the Moscow Urban Forum — 2019, where guests from different countries came. She successfully passed the interview and became part of the team of volunteers with knowledge of foreign languages, who help at the information desks,” recalls the mos.ru interlocutor.

    Already at the event, Margarita Buchina realized that applying her knowledge for the benefit of the city is her calling. In addition to her teaching profession, she is also a photographer and journalist. Therefore, she offered her help as a media volunteer.

    “Every year on June 22, I go to the Krymskaya Embankment to collect material for a report on the “Candle of Memory” campaign: I get amazing emotional portraits of volunteers in military uniform from the Great Patriotic War, who came to light the lights in honor of those who died in 1941-1945. I was the manager of the volunteer corps at the International Exhibition and Forum “Russia” at VDNKh and supervised media volunteers, photographed Christmas trees decorated with balls with children’s wishes, as part of the “Kind Christmas Tree” charity campaign at festival venues, photographed artists performing at the International Military Music Festival “Spasskaya Tower”. In addition, I am a volunteer editor of the “Good News” magazine, which tells about the lives of active and caring city residents,” says Margarita Buchina, holder of the “Volunteer of Moscow” badge.

    Now she is trying to find her dream job and realize herself as a journalist. But she does not plan to leave volunteering.

    “When I was awarded the “Moscow Volunteer” badge for my services, I once again realized how important and useful my good deeds are for the city. And you can do them in different ways, for example, by helping to collect humanitarian aid. If you were born with a kind heart, then it is not difficult for you to share kindness with others, volunteering is forever!” our interlocutor believes.

    Six thousand hours of good deeds

    Elena Akhtyrskaia is a “silver” volunteer, she is 56 years old. “In 2015, I began to actively attend excursions organized Department of Cultural Heritage of Moscow. Once I was asked to help a guide gather a group and make sure no one was left behind during a walk around the capital. It turned out to be much more interesting than just listening! So I joined the ranks of cultural volunteers. Now I also help organize events for Mosconcert,” she says.

    During the winter holidays, Elena Akhtyrskaya was on duty at the New Year’s game-journey through Russian fairy tales in the Petrovsky Travel Palace, and after the performance she gave gifts to the young spectators.

    However, our interlocutor participates not only in cultural programs. For example, she had the opportunity to accompany the Victory Parade in 2024. “This is the highest honor for a volunteer!” she admits. Elena Akhtyrskaya met visitors at the entrance to Red Square and explained where to go next, and then seated veterans in the stands and watched the procession from a place of honor.

    “I have dedicated almost six thousand hours to good deeds. But when I was awarded the “Volunteer of Moscow” badge, I was surprised. After all, there are many worthy candidates, including “silver” ones, and they are older than me. Of course, it is very nice to receive such an award.     A training center for Russian national football teams will be built in the northwest of the capital. The City Committee for Architecture and Urban Development (Moskomarkhitektura) has already amended the land use and development rules for the construction of the sports facility. This was reported by Juliana Knyazhevskaya, chairman of the department.

    Land use and development regulations are a set of rules and requirements that govern how land should be used and what can be built on it. They determine what activities are allowed in certain places and what requirements must be met when designing and constructing buildings.

    “According to the document, a territorial zone has been formed in the northwest of Moscow, where a center with an area of over 32.6 thousand square meters will appear. The site will house a training base for national football teams. Its area will be over 19 thousand square meters. In addition, athletes will have the opportunity to live on the territory of the center during training. The total area of the premises for temporary accommodation will be almost three thousand square meters,” said Yuliana Knyazhevskaya.

    The land plot is located on the bank of the Moskva River on Nizhnie Mnevniki Street – a 10-minute walk from the Terekhovo metro station of the Big Circle Line. The area is currently free of development.

    “The training center for the Russian national football teams will be built in the Mnevnikovskaya floodplain as part of a large-scale investment project. For this purpose, the city will provide the Russian Football Union with a land plot of 6.05 hectares. The contract is planned to be concluded for five years, during which time the construction of the sports complex should be completed,” noted the Minister of the Moscow Government, Head of the Department of City Property

  • MIL-OSI Australia: Green light for community projects in regional South Australia

    The Albanese Government is helping South Australia’s regions to thrive by investing almost $11.5 million in community infrastructure that promotes social cohesion and boosts local economies. 

    Five projects will be allocated funding through the Growing Regions Program to build or upgrade social infrastructure – such as sporting clubs, playgrounds and art centres – that improves the lives of locals. 

    The City of Whyalla will receive $3.14 million to deliver the Whyalla Beach Splash & Play Plaza – a destination adventure playground for families and visitors alike. 

    The project will include the construction of an adventure play facility for children and adults, designed for obstacle play with water, nature and accessibility features.  

    The project will also include shelter and seating to create a destination by the Whyalla foreshore for all ages, support 42 jobs during construction and 12 ongoing per annum jobs once open; and provide around $1.2 million visitor spend to the economy. 

    Other successful South Australian projects, which went through a competitive, merits-based assessment process, include: 

    • $3.5 million to the Kingston District Council to deliver a new childcare centre in Kingston including a nature-based outdoor play space, indoor education environment and consultation offices for child allied health services. 
    • $2.5 million to deliver men’s multidisciplinary art studios at four established Indigenous Art Centres across South Australia including Mimili Maku Arts, Kaltjiti Arts, Tjala Arts, and Umoona Community Arts. This will allow these successful studios to introduce better men’s cultural learning and knowledge with an emphasis on employment and training pathways.
    • $1.4 million to redevelop the Penola Football Club and Community Sports Hub to be more accessible, flexible, sustainable, and able to continue into the future. 
    • $900,000 to the District Council of Orroroo Carrieton to upgrade the Orroroo Main Street and revitalise the town’s CBD. This includes wider footpaths to support outdoor dining and pedestrian access, improved disability access, traffic upgrades to enhance safety, tree planting and more. 

    This funding follows $23 million already allocated to South Australia under the first round of the Growing Regions Program. 
     
    The Growing Regions Program is one of four federal funding programs established by the Albanese Government to ensure that all areas of Australia have access to a funding opportunity for programs to support wider community benefit.

Warner and Tim Kaine (both D-VA), members of the Senate Budget Committee, joined Budget Committee Ranking Member Jeff Merkley (D-OR),  Democratic Leader Chuck Schumer (D-NY), and Democratic Budget Committee members in demanding that Committee Chairman Lindsey Graham (R-SC) postpone a vote on Russell Vought’s nomination to serve as Director of Office of Management and Budget (OMB) until he answers questions regarding his role in the illegal freeze of many federal grants and loans that have already been appropriated by Congress. The freeze has sowed confusion among federal agencies. Since the Trump Administration announced this freeze, the senators have heard concerns from across Virginia—including community health centers, child care centers, community organizations, and more—about how they could be impacted. The Administration’s broad directive has left many Virginians wondering about whether federal support for health care, housing, substance use, transportation, and other critical programs will continue. 
    “While Mr. Vought stonewalled Committee members, he was already planning on halting programs that feed hungry children, heat the homes of low-income families, support farmers, and bring relief to those suffering from natural disasters. The laws Congress passes are not suggestions, and Mr. Vought willfully ignoring them harms the constituents of every Member of the Committee,” the senators wrote.

    Last week, Warner and Kaine questioned Mr. Vought during his Budget Committee nomination hearing regarding Vought’s comments to “traumatize the federal workforce” and plans to slash critical federal funding for programs like SNAP.

    Dear Senator Graham:
    During the Budget Committee’s hearing on Wednesday, January 22 to examine the nomination of Russell T. Vought to serve as the Director of Office of Management and Budget, Mr. Vought was repeatedly evasive about whether, if confirmed, he would advise the President to impound Congressionally-appropriated funds in clear violation of Article II of the Constitution and the unambiguous text of the Impoundment Control Act of 1974.
    In written responses to questions following the hearing, Mr. Vought continued his refusal to answer direct questions about how executive orders to pause foreign aid funding, as well as funding authorized and appropriated by the Inflation Reduction Act and the Infrastructure Investment and Jobs Act, complied with the law.
    Now, less than a week after the hearing, it is clear that Mr. Vought’s non-answers were an effort to thwart the Committee from getting the truth of the Trump administration’s plan, per OMB memorandum M-25-13, to freeze all funding for “Federal financial assistance programs.” While Mr. Vought stonewalled Committee members, he was already planning on halting programs that feed hungry children, heat the homes of low-income families, support farmers, and bring relief to those suffering from natural disasters. The laws Congress passes are not suggestions, and Mr. Vought willfully ignoring them harms the constituents of every Member of the Committee.
    It is simply unconscionable that the Budget Committee could vote to confirm Mr. Vought to be Director of Office of Management and Budget without getting some real answers from him about his ongoing efforts to stymie the will of Congress.     WASHINGTON, D.C. – Today, U.S. Senator Tim Kaine (D-VA) spoke on the Senate floor in opposition to President Trump’s pardons of individuals who were found guilty of assaulting police officers during the January 6, 2021 attack on the Capitol. Kaine and his colleagues sought unanimous consent to pass their resolution condemning these pardons, but its passage was blocked by Senate Republicans. During Kaine’s floor speech, he also highlighted the five Virginia law enforcement officers who tragically lost their lives after defending the Capitol on that day, including Howie Liebengood.

    Mr. President.
    I rise together with my colleagues to speak in opposition to the President’s action pardoning those who attacked this Capitol on January 6, 2021. I was here that day. I shared that day with these colleagues, and we all have memories of it—memories that we never would have imagined and hope never to repeat.
    But I’m not going to talk about my experiences of the day.
    I’m going to talk about a friend, a Virginian, Howie Liebengood, a Capitol Police Officer who spent his career protecting this building and who died as a result of that day. And the fact that President Trump would pardon the people who attacked this Capitol leading to Howie Liebengood’s death is a deep, deep stain to President Trump and frankly a stain on this body if we casually tolerate it.
    Howie Liebengood is a Virginian who grew up in this building. His father was the Sergeant at Arms of the United States Senate and prior to assuming that role, worked in other roles in the Senate. And Howie and his two siblings grew up coming to the capitol and treating it like it was sort of their playground and their yard, running through the halls, meeting senators, hearing their dad tell stories about what it was like to serve this Article I branch as a patriotic American public servant.
    When Howie came of age, he started a career that he enjoyed and worked together with his father for a number of years as a NASCAR driver. And he worked on the NASCAR circuit—kind of working his way up from minor league races to more significant races.
    But after a number of years of doing that—look, he was a child of the United States Senate, he was a child of this Capitol—and he decided he would enter the training program to be a Capitol Police Officer. And he told his siblings—by this time, his father had passed—I think my dad would be very, very proud of me.
    Howie went through the Academy and became a Capitol Police Officer, and I came to know him—as I suspect many of my colleagues did—because he usually was staffing the Delaware door at the corner of Delaware and Constitution right here—the Delaware door to the Russell building. And this a door that I know Senator Murray’s office is right close to that door—maybe the closest office to that door and mine is close as well. We would come in in the morning, and Howie Liebengood would be there to greet us, to ask questions about the procedural vote from the night before or what was on today.
    As much as he was a friend to mine, he was even more of a friend to my staff. My staff loved interacting with Howie, and he eventually served as a Capitol Police Officer for 15 years.
    He was here on January 6 when his beloved Capitol was attacked. And as devastating as that attack was for many of us, for Howie—who had made this place his whole life, who had really been raised in these halls—that attack was very devastating.
    In the aftermath of the attack, those working on the Capitol Police were put on extended hours—little sleep. Would there be more attacks? Where was this going? What would happen? It was a time of fear and anxiety and confusion.
    And a few days later, within three days after that attack of January 6, Howie went to his home in Virginia. His wife Serena asked if he was doing okay. She could tell he was under enormous stress, and he said he just needed to sleep. And Howie went upstairs and using his own service revolver, ended his life.
    Howie Liebengood would be alive today if President Trump hadn’t urged people to gather to do something wild in Washington, D.C. on January 6, 2021 and then urged those gathering to go up and raise hell at the Capitol.
    My friend would be alive if President Trump had not done what he did.
    I’ve waited in vain, not naively, but with a hope that there might be some sign of remorse over what happened—for the pain suffered by Serena Liebengood and Howie’s siblings and family members.
    Four other law enforcement officers, all of whom lived in Virginia, lost their life as a result of that day. Dozens of others were injured.
    And I have waited for years to see if there might be some semblance of remorse shown by the president who inspired that attack, for the damage and pain and loss of life and injury that he’s caused, and I’ve seen not a shred of it.
    But these pardons are the ultimate injustice, are the ultimate injury. The family’s still suffering. For them, it’s salt in an unhealed wound and an injury that will never heal.
    And so I join with my colleagues in Howie’s memory, in support of Serena, in support of Howie’s family, to stand on this floor and deplore as strongly as I can—and words aren’t sufficient to really explain how I feel about this—but I stand here to deplore as strongly as I can the pardons of these law breakers who gathered for a particular time at a particular moment in a particular place to conduct violence in the cause of a particular result, the overturning of the peaceful transfer of power.
    And as I sit down, Mr. President, I’ll just say this.
    I lived in a military dictatorship in 1980 and 81 in Honduras when the military ran everything. I know what authoritarianism is. I didn’t live there for years like my Honduran friends, but I experienced it.
    I was very naive. I was 22 years old when I lived there, and I saw what it’s like to have a society run by somebody who believes they are all powerful, who can change any rule, who can foment violence, who can make sure that those who commit violence escape with impunity.
    I know what this is like, and we are in danger of moving into the same kind of authoritarian behavior when we casually pardon and excuse those who perpetrate violence to overturn our democracy.
    That’s a big concept, but it all comes down to the effect that it has on individual people like my friend Howie Liebengood.
    And with that, Mr. President, I yield the floor.

  • MIL-Evening Report: PSNA’s Minto hits back at Gaza ‘genocide hotline’ critics, insists NZ should deny Israeli soldier visas

    A national Palestine advocacy group has hit back at critics of its “genocide hotline” campaign against soldiers involved in Israel’s war against Gaza, saying New Zealand should be actively following international law.

    The Palestine Solidarity Network Aotearoa (PSNA) dismissed a “predictable lineup of apologists for Israel” for their criticisms of the PSNA campaign.

    “Why is concern for the sensitivities of soldiers from a genocidal Israeli campaign more important than condemning the genocide itself?,” asked PSNA national chair John Minto in a statement.

    The Minister of Foreign Affairs Winston Peters, the Chief Human Rights Commissioner Stephen Rainbow and the New Zealand Jewish Council have made statements “protecting” Israeli soldiers who come to New Zealand on “rest and recreation” from the industrial-scale killing of 47,000 Palestinians in Gaza until a truce went into force on January 19.

    “We are not surprised to see such a predictable lineup of apologists for Israel and its genocide in Gaza from lining up to attack a PSNA campaign with false smears of anti-semitism,” Minto said.

    He said that over 16 months Peters had done “absolutely nothing” to put any pressure on Israel to end its genocidal behaviour.

    “But he is full of bluff and bluster and outright lies to denounce those who demand Israel be held to account.”

    Deny illegal settler visas
    Minto said that if Peters was doing his job as Foreign Minister, he would not only stop Israeli soldiers coming to Aotearoa New Zealand — as with Russian soldiers in the Ukraine war — he would also deny visas to any Israeli with an address in an illegal Israeli settlement in the Occupied Palestinian Territories.

    The Human Rights Commission had issued a “disingenuous media release”, he said.

    “Our campaign has nothing to do with Israelis or Jews — it is a campaign to stop Israeli soldiers coming here for rest and recreation after a campaign of wholesale killing of Palestinians in Gaza,” Minto said.

    “To imply the campaign is targeting Jews is disgusting and despicable.

    “Some of the soldiers will be Druse, some Palestinian Arabs and others will be Jews.”

    Israeli soldiers are facing a growing risk of being arrested abroad for alleged war crimes committed in Gaza, with around 50 criminal complaints filed so far in courts in several countries around the world.

    Earlier this month, a former Israeli soldier abruptly ended his holiday in Brazil and was “smuggled” out of the country after a Federal Court ordered police to open a war crimes investigation against him. The man fled to Argentina.

    A complaint lodged by the Belgium-based Hind Rajab Foundation (HRF) included more than 500 pages of court records linking the suspect to the demolition of civilian homes in Gaza.

    ‘Historic’ court ruling against soldier
    The foundation called the Brazilian court’s decision “historic”, saying it marked a significant precedent for a member country of the International Criminal Court (ICC) to enforce Rome Statute provisions domestically in the 15-month Israeli war on Gaza.

    The foundation is named in honour of five-year-old Palestinian girl Hind Rajab who was killed on 29 January 2024 by Israel soldiers while pleading for help in a car after her six family members were dead.

    According to The New Arab, the foundation has so far tracked and sent the names of 1000 Israeli soldiers to the ICC and Interpol, and has been pursuing legal cases in a number of countries, including Belgium, Brazil, Cyprus, France, Thailand, Sri Lanka, Thailand, the Netherlands, and the United Kingdom.

    In November, the ICC issued arrest warrants for Israeli Prime Minister Benjamin Netanyahu and former Defence Minister Yoav Gallant, together with a former Hamas commander, citing allegations of war crimes and crimes against humanity.

    Minto accused the New Zealand Jewish Council of being “deeply racist” and said it regularly “makes a meal of false smears of anti-semitism”.

    “It’s deeply problematic that this Jewish Council strategy takes attention away from the real anti-semitism which exists in New Zealand and around the world.

    “The priority of the Jewish Council is to protect Israel from criticism and protect it from accountability for its apartheid policies, ethnic cleansing and genocide.

    “We are demanding that accountability.”

    WASHINGTON, D.C. – The Senate Veterans’ Affairs Committee (SVAC) held a hearing today to examine and discuss the U.S. Department of Veterans Affairs (VA) Community Care program. Veterans and advocates appeared before the committee to highlight their experiences and the ongoing challenges veterans face when accessing care from VA direct care system and community providers.

    In a rural state like North Dakota, with limited VA providers and facilities, the Community Care Program is a lifeline for many veterans looking to receive timely care at a location close to their home. However, the VA continues to put up road blocks for veterans trying to utilize this option.
    During the hearing, U.S. Senator Kevin Cramer (R-ND) emphasized the workforce shortage the healthcare industry is facing, reiterating the staffing mandate issued by the Centers for Medicare and Medicaid Services that makes it even worse. The rule requires the implementation of new staffing requirements at long-term care facilities which are already understaffed due to a lack of workforce. Cramer said, “Access is not just about the quality of care. It’s about access, period, if the alternative is none.”
    “I think the best way to improve care is competition,” said Cramer. “Whether it’s a competition between the private sector and the public sector, or two private sectors, or two public sector agencies, a little bit of competition is fine. I don’t want to gut the VA’s direct care system […] that said, there are all kinds of barriers to Community Care, a lot of it is the bureaucracy itself.”
    Cramer said even in North Dakota, there are many examples of roadblocks being put up which prevent veterans accessing to Community Care.
    “If we put the choice in the hands of the veteran, the market will determine where they go,” stated Cramer. “The type of care they get will determine where they go, and how long the wait is will determine where they go.”
    “What I’d like to see us do […] is, for many of these critical access hospitals, their margins are very thin,” continued Cramer. “They’re barely hanging in there. Two or three more patients or five more patients in the community might be what keeps that hospital open. If it’s 50 miles to the next hospital, or 350 miles to the VA hospital, that access to critical access hospitals might be the only option that could save a veteran. I’d like to make this automatic.”
    Cramer asked Jim Lorraine, President and Chief Executive Officer of America’s Warrior Partnership, if this proposal was plausible to improve access to care in a very rural place.
    “One of the things that I spoke about was continuity of care and not only continuity of care,” said Lorraine. “As a healthcare provider, I want the family there, I want the physical therapist nearby, I want the staff that does this. And we talk a lot about mental health and substance abuse, but it’s really more than that. We’re talking about access to health care. […] We need to look at what’s the best long-term outcome for a veteran in terms of getting their care. It may be the VA that’s in their community, but it may be your local hospital that the family can be present, the physical therapist is there, the staff is invested and it’s all one.”

    WASHINGTON – U.S. Senator Martin Heinrich (D-N.M.) took to the Senate floor this evening to condemn President Trump’s unlawful unilateral blockade of all federal grant funding. In his remarks, Heinrich underscored the magnitude of damage this unlawful decision has already wrought on the lives of thousands of New Mexicans, highlighting the harm and chaos it has created in communities across the state.
    Heinrich also pointed to the illegality of this action, citing the law that Congress passed — the Impoundment Control Act of 1974 — after President Richard Nixon tried to withhold Congressionally appropriated funds.

    “In an overnight maneuver that would make a dictator envious, President Trump unlawfully and unilaterally froze all federal grant funding. He shut down the housing portal that non-profits and Tribes use to access mortgage financing. He literally shut down the Medicaid reimbursement portal. He threw every town, county, Tribe, nonprofit, health care provider, school, and preschool into total disarray. From our state’s Roundhouse to the classroom to the emergency room, today was chaos. And people want answers,” said Heinrich.
    “The president cannot override, delay, or rescind Congress’s funding laws. Full stop. This has been upheld time and again by the Supreme Court, the Department of Justice, the Government Accountability Office, and by the law, specifically the Impoundment Control Act of 1974,” continued Heinrich. “As a member of the Senate Appropriations Committee, I know how much work goes in to writing and passing our bipartisan funding laws. And I am not going to cede that to ANY administration to be abused.”
    Heinrich called on New Mexicans to share how Trump’s blockade is affecting themselves and their families, “I want to hear from you about Donald Trump’s blockade, and how it is affecting you and your family. If your town’s COPS grant gets frozen, I need to know. If your VA mortgage gets held up, I need to know. If you’re a nonprofit giving services in the areas of violence against women, refuges for people who are battered, and your funding gets held up, these are the stories that I think need to be held up to understand just what is happening in our country right now.”
    Heinrich concluded by calling on his colleagues, “Let’s make sure that whatever we agree to here in this amazing Capitol—that not only passes both chambers but gets signed into law by the President of the United States—that we abide by that. Because only if we all agree to color inside the lines, and act like a democracy, will this remain a democracy.”
    Earlier today, Heinrich also released a statement condemning President Trump’s unlawful direction to unilaterally block all federal grant funding.

    WASHINGTON – U.S. Senator Brian Schatz (D-Hawai‘i) took to the Senate floor today to speak about the Trump Administration’s recent decision to freeze all federal grants, ignoring Article I of the Constitution.
    “There is real pain starting today because of this funding freeze. Schools, child care facilities, fire departments, community health centers, domestic violence shelters all of them will instantly lose their funding at 5 p.m. today because somebody said, ‘we’re fiscal conservatives,’” said Senator Schatz. “You want to enact a fiscally conservative appropriations bill? Pass a law.”
    “If you’re a disaster survivor in North Carolina or Louisiana, or California or Texas or Florida or Maui, you don’t know what happens next,” he continued. “If you’re a low-income family that relies on the Women, Infants, and Children Program to get healthy meals for your kids, if you live in a remote area like Wai?anae or Lana?i in Hawai‘i, and you go to a community health center to fill your prescriptions or to get a checkup, this freeze on funding means you don’t get help.”
    Schatz concluded, “What is happening today is unconstitutional. It is also against statutory law. But most importantly, it is causing pain across the country.”

    Mr. President, the government shutdown that Donald Trump just ordered is illegal and unconstitutional. He is not a king and we do not live in a monarchy. It is Congress’s authority to decide on federal funding. The power of the purse is the foundational funding of the Article I branch. Everybody talks like that. Everybody says those things. But now we are all put to the test – Democrats and Republicans. Are we going to forfeit all of our power?
    We’re the elected branch. We make the laws. And the President of the United States just ordered a funding freeze for stuff he doesn’t feel like funding. That is literally not how it works. And today, the White House Press Secretary was asked about specific, popular, essential programs. And you know what she said?
    She said, “Have those people talk to Russ Vought and make an appeal to him.” Now there’s a couple of problems with that. First of all, Russ Vought doesn’t get to decide in an appropriations law, which parts of the law to follow and which parts not to follow. Second of all, let’s be really clear about this. Russ Vought is not a government employee right now.
    He’s a nominee to lead the Office of Management and Budget. And so we’re supposed to have, I don’t know, Medicaid recipients, VA home loan recipients, nursing homes, education organizations, health care organizations, transportation contractors appeal mercy to the king. “Will you please release these dollars?”
    That’s not how the American system works. This is illegal.
    There is real pain starting today because of this funding freeze. Schools, child care facilities, fire departments, community health centers, domestic violence shelters all of them will instantly lose their funding at 5 p.m. today because somebody said, “we’re fiscal conservatives.”
    You want to enact a fiscally conservative appropriations bill? Pass a law. Pass a law.
    I also would like to select the federal funding, which I agree with and fund that, and select the funding that I disagree with and defund that. But I’m not a monarch and neither is Donald Trump.
    We’re hearing from so many constituents across the country, and I had a bit of a time delay because it’s earlier in Hawai‘i, but all of my colleagues were getting incoming texts and calls and panicked people. This isn’t about some arcane government program. This is like basic stuff. People are like staged to do construction and told not to show up for work.
    Some of these construction projects are in places where you only have a narrow window during which you can even do construction, so a 90-day freeze means wait till next year. I don’t care what the law says, wait till next year.
    If you’re a disaster survivor in North Carolina or Louisiana, or California or Texas or Florida or Maui, you don’t know what happens next.
    If you’re a low-income family that relies on the women, infants, and Children program to get healthy meals for your kids, if you live in a remote area like Wai?anae or Lana?i in Hawai‘i, and you go to a community health center to fill your prescriptions or to get a checkup, this freeze on funding means you don’t get help.
    People are you know how long it takes to get a home loan, VA home loan, or any other kind of home loan. People are showing up to get their VA home loans and saying, “not today”. You might be like 45 days from closing. You’re a veteran. You’re entitled to this thing under the law. Russ Vought, not a member of the federal government yet, has decided you don’t get your home loan today.
    What an embarrassing abdication of the role of the Congress.
    All of this high-minded talk from my fellow appropriators about, you know, there’s two parties. There’s really three parties in the Congress. It’s the old joke. Democrats, Republicans, and appropriators. Right. And the idea is that the appropriators are the adults in the room, the appropriators are the adults in the room, and they’re not going to let nonsense, unconstitutional, illegal acts happen because we’re the ones that control the purse strings.
    And I want to make one final point in addition to all the pain that’s being caused: My goodness, the door swings both ways in Washington.
    Imagine a progressive president reaching into the federal budget after an appropriations bill is passed and saying, “You know what? I don’t like that thing. I don’t like that other thing. I don’t like this one. I don’t like that one. I’m in charge”.
    What are we even here for? And so this is not going to be business as usual. I will tell you one thing. I have never in my 13 years withheld my unanimous consent. I’ve used a little leverage. Everybody does.
    But we better get this straight on a bipartisan basis. Not because I want to score partisan points, not because I want to characterize Donald Trump in one way or the other, but because we all worked so hard and made real sacrifices to get to this place so we could have a position of responsibility to uphold the Constitution of the United States.
    What is happening today is unconstitutional. It is also against statutory law. But most importantly, it is causing pain across the country.

  • MIL-OSI China: Renewable energy accounts for 56 pct of China’s total installed capacity

    The newly installed capacity of renewable energy in 2024 accounted for 86 percent of China’s total newly installed power capacity, while the cumulative installed capacity of renewable energy made up a record high of 56 percent of the nation’s total, according to new data from the National Energy Administration (NEA).

    The NEA data released Monday showed that China’s renewable energy sector added a new installed capacity of 373 million kilowatts in 2024, representing a year-on-year increase of 23 percent. Hydropower and wind power contributed 13.78 million kilowatts and 79.82 million kilowatts, respectively, while solar power and biomass power increased by 278 million kilowatts and 1.85 million kilowatts.

    By the end of 2024, the cumulative installed capacity of the country’s renewable energy reached 1.889 billion kilowatts, a 25 percent increase from the previous year. Hydropower accounted for 436 million kilowatts, wind power for 521 million kilowatts, solar power for 887 million kilowatts, and biomass power for 46 million kilowatts.

    Last year was the second year that China’s cumulative installed capacity of renewable energy power generation has exceeded 50 percent of the country’s total installed capacity. By the end of 2023, the renewable energy power generation capacity in China surpassed half of the total installed capacity for the first time in history.

    Meanwhile, China’s renewable energy generation also reached 3.46 trillion kilowatt-hours in 2024, with a year-on-year rise of 19 percent, accounting for about 35 percent of the total electricity generated. T

    The combined power generation from wind and solar energy amounted to 1.83 trillion kilowatt-hours in 2024, a 27 percent increase from 2023. The figure is roughly equivalent to the electricity consumption of the tertiary industry in 2024, and surpasses the residential electricity consumption, which stood at 1.49 trillion kilowatt-hours.

    As China strives to achieve its dual carbon goals, the country is vigorously developing a green economy, with renewable energy as one of the engines.
