  • MIL-OSI Australia: Teenage driver arrested after pursuit in Athol Park

    A teenage boy has been arrested following a brief pursuit with a stolen car in the western suburbs overnight.

    Just before 9pm Saturday 12 July, Western District patrols spotted a Ford sedan driving on Athol Street at Athol Park. Checks on the registration revealed it had been stolen from a home at Elizabeth Downs earlier that morning.

    Police tried to stop the car however the driver refused and the Ford was pursued along Glenroy Street and Park Avenue. The sedan turned onto Alicia Street where the driver jumped out of the moving car and fled on foot.

    Police gave chase and quickly arrested the teen nearby.

    The car rolled into a small tree, causing minor damage to the front of the car and number plate.

    The 15-year-old boy was charged with illegal use of a motor vehicle, driving unlicensed and dangerous driving to escape police pursuit.  He has not applied for bail and will appear in the Adelaide Youth Court tomorrow, Monday 14 July.

    The Ford was towed from the scene for forensic examination and will be returned to the owner.

    [WASHINGTON, D.C.] — Combat Veteran and U.S. Senator Tammy Duckworth (D-IL)—who served in the Reserve Forces for 23 years and is a member of the U.S. Senate Armed Services Committee (SASC)—secured several important provisions to support servicemembers and boost American competitiveness and national security in the Fiscal Year (FY) 2026 National Defense Authorization Act (NDAA) that SASC approved this week and the full Senate will now consider. Among the provisions that the Senator secured in the Committee-passed legislation, Duckworth successfully led a provision to expand IVF access for uniformed servicemembers and ensure military families have the same level of coverage that Members of Congress and other federal employees already have. As President Donald Trump continues to misuse our military to intimidate American citizens across our nation, Duckworth also successfully secured provisions that would safeguard Americans’ civil rights when servicemembers assist law enforcement on U.S. soil.

    NDAAs set our nation’s defense policy and laws, authorize funding for the U.S. Department of Defense (DoD) and ensure that our servicemembers have the tools they need to defend our nation. Additionally, this year’s committee-passed legislation authorizes funding to support a 3.8 percent pay raise for military members.

    Key Duckworth-led provisions secured in this year’s Committee-passed NDAA would:

    • Expand access to IVF for military families by requiring TRICARE to cover fertility treatment services, including IVF, to ensure servicemembers and their families have the same level of coverage that Members of Congress already receive. This is the second time Senator Duckworth secured this provision in the committee-passed version of an NDAA bill.  
      • Regarding this provision, Duckworth said: “Even before I was wounded, I had made the difficult decision to delay building a family because I knew getting pregnant would impact my ability to be an Army aviator—and to advance in the career I loved. Because of the miracle of IVF—and my access to reproductive healthcare through the VA—I’m now a mom to two beautiful girls. The reality is that the men and women of the uniformed services face unique challenges when trying to start or build a family, and studies show that servicemembers and Veterans have higher rates of infertility compared to the general population. After successfully securing this provision in last year’s Committee-passed bill, I’m so proud my colleagues helped me build on this progress by including it in this year’s bill as well. It’s past time our nation provides our military families with the same access to IVF that all Members of Congress already have and ensure our heroes can start the families they’ve dreamed of.” 
    • Strengthen public trust of the military and enhance civil rights by requiring that servicemembers identify themselves as part of the military when assisting federal law enforcement in the United States. As the Trump Administration continues to send federal agents and our nation’s military into our communities to intimidate their fellow Americans, this provision ensures that servicemembers identify themselves properly—to avoid public misunderstanding about who is providing logistical support versus conducting arrests or law enforcement duties.  
      • Regarding this provision, Duckworth said: “In my own experience serving in the National Guard, I saw firsthand the difference drawing a bright line between the roles of our military and law enforcement can make in terms of maintaining public trust in our military. I’m proud my colleagues agreed that this is a necessary requirement to provide accountability to the public during tense moments when troops might be interacting with citizens, from protests to natural disasters to humanitarian crises, and I hope the rest of my colleagues in the Senate do too.” 
    • Ensure all servicemembers know their legal obligations during deployments both at home and abroad by mandating legal training to all servicemembers, including a refresher within 90 days of any mobilization or deployment, on their responsibilities under the law of armed conflict, rules of engagement, defense support for civil authorities and standing rules for the use of force within the United States. In light of the Trump Administration’s increasing use of troops to support law enforcement within the United States, this provision will ensure troops know how to responsibly operate within the bounds of domestic laws and protect American civil rights.
    • Establish a senior leader of DoD Programs for military to civilian transition efforts by directing DoD to appoint a senior official to oversee policy and programs related to the transition of servicemembers to civilian life or to the reserves. This would elevate and strengthen DoD’s attention on services to assist troops as they leave service and enter civilian life, providing a streamlined conduit for coordination with the Department of Veterans Affairs. 
    • Explore international co-production of auxiliary vessels by requiring DoD to identify opportunities to enter joint ventures between U.S. military, U.S. companies and foreign partners to co-produce auxiliary vessels and small boats. Senator Duckworth’s effort aims to increase our nation’s sealift capacity and shipbuilding workforce through leveraging the strengths of our allies and partners in constructing smaller vessels as well as building our ability to surge production of these vessels closer to the point of need in the event of conflict. 
    • Enhance Congressional oversight of the military justice system by requiring the President and DoD to notify Congress of any removal of Judge Advocates General, to ensure that military commanders have the legal advice they need to make their difficult decisions. In addition to notice, the President and DoD must provide a justification for the involuntary removal of any of the top Judge Advocates General (JAG) at least five days before the JAG is removed. This follows Secretary Hegseth’s unceremonious firing of JAGs, which are our military’s legal experts on everything from administrative and domestic protections to international law.  
    • Protect servicemembers from dangerous PFAS in their protective garments by requiring the DoD’s to articulate its plan for acquiring chemical, biological, radiological and nuclear threat protective garments free from toxic PFAS chemicals as soon as possible. 
    • Enable the nonpartisan, Duckworth-created Afghanistan War Commission to finish its final report by authorizing DoD to provide non-reimbursable support services—like staff, facilities and funding—and authorizing the Commission to enter into contracts to obtain essential goods and servicesauthor, including the ability to publish its final report through a private publisher. These provisions align its authorities with similar commissions, including the 9/11 National Commission on Terrorist Attacks Upon the United States. 
    • Expand the successful Southeast Asia Cyber Pilot Program to allow U.S. forces to work with the Pacific Island nations to improve their cyber capabilities and reduce vulnerabilities, building resilience against threats in DoD’s priority region. 
    • Expand exchange opportunities for allies and partners by authorizing DoD to offer exchange opportunities at universities with ROTC programs for servicemembers from partner nations, creating a cost-effective way to train future leaders of key partner militaries.  
    • Ensure fairness in Special and Incentive Pay for Reservists by directing DoD to deliver a special and incentive pay assessment framework – which was required in the FY24 NDAA — by June 1, 2026, and also requiring DoD to make a specific determination about the percentage of aviation incentive pay that goes to maintaining skill proficiency. This provision is essential to ensuring Reservists are paid fairly when they are required to maintain skills and certifications that are expensive to maintain. 
    • Direct a GAO Report on Aviation Safety to review DoD policies and procedures for data gathering, risk assessment and risk mitigation of U.S. military flights, especially as in U.S. domestic civilian airspace. This provision follows investigations into the tragic crash at Reagan National Airport and close calls with military flights throughout civilian airspace.  
    • Bolster our nation’s aviation supply chain by encouraging the use of domestically manufactured helicopters in Initial Entry Rotary Wing pilot training by the Army. 
    • Improve servicemember mental health services and confidentiality by emphasizing support for consistent compliance with suicide prevention policy and confidential access to mental health care without retaliation for all servicemembers and across all branches. The Senator helped secure this provision alongside U.S. Senator Mark Kelly (D-AZ).  
    • Expand robotic enhancements for armaments manufacturing by authorizing an additional $5 million for the Secretary of the Army to expand prototyping and production capacity by integrating robotics, automation and digital manufacturing into the munitions industrial base. 
    • Use advanced manufacturing to improve the rapid repair of equipment in forward-based locations by authorizing digital manufacturing as part of the prototyping program for contested logistics and removing the sunset for the program. This provision would allow DoD to develop best practices regarding forward-based commercial, advanced digital manufacturing facilities for rapid, distributed parts production closer to the point of use. 
    • Elevate research on total force optimization by expressing support for investments in biomechanical, physiological, and psychological research to mitigate injury risks and improve physical resilience in combat operations.
    • Improve equipment connectivity for military airfields by encouraging the Air Force to integrate connectivity solutions for flightline support equipment, such as generators, light carts, and support vehicles, that are critical for ensuring our military aircraft can safely take off and land. This will improve equipment readiness to ensure our Airmen are prepared for expeditionary flightline operations in contested environments. 
    • Advance U.S. bio-industrial manufacturing innovation by supporting the innovative work being done at advanced facilities like the University of Illinois’s Fermentation and Agriculture Biomanufacturing Hub (iFAB) by requiring more information on how DoD is investing in this technology critical for national security. 
    • Illuminate gaps in the military footwear industrial base by requesting DoD provide data and analysis on the necessary war reserves for footwear and textiles, and the accompanying surge needs in the event of crisis or conflict. This report language is a modified version of the Senator’s Better Outfitting Our Troops (BOOTS) Act, which recognizes that our defense industrial base for combat boots needs investment in order for it to support our troops and help ensure they have the sturdiest and most protective boots in a possible war.  
    • Strengthen domestic suppliers of critical uniform components by prohibiting the DoD from sourcing clothing, fabrics or components from countries of concern—such as China, Iran, North Korea and Russia—when using domestic sourcing waivers under the Berry Amendment, to prevent further weakening of the U.S. clothing and textile industrial base.? 
    • Allow the Office of Strategic Capital (OSC) to explore investments in nuclear energy and Printed Circuit Board (PCB) manufacturing by authorizing inclusion of nuclear energy as a covered technology under Section 149 of Title 10 and directing OSC to explore the value of investments in PCBs. This change would enable DoD to explore new investments with these key industries critical for our national security.  
    • Accelerate commercially-useful Fault-Tolerant Quantum Computers (FTQC) by recognizing the importance of the Defense Advanced Research Projects Agency’s Quantum Benchmarking Initiative (QBI) program, which aims to build a commercially useful FTQC by 2033, and encouraging the Department to concurrently prepare algorithms to operate those machines, while the hardware is being built. This provision recognizes the importance of the development of the first FTQC, which is being built at the Illinois Quantum and Microelectronics Park in Chicago, Illinois. 
    • Improve cross-state medical license reciprocity for Title 32 National Guard medical providers by requiring DoD to analyze any barriers to ensuring medical license reciprocity for Guardsmen to train under Title 32 status. This follows reports from National Guardsmen medical providers that they struggle to get the permissions necessary to conduct essential training across state lines, especially in specialized hospitals for trauma care – vital kinds of training for combat care. 
    • Protect Rock Island Arsenal by restricting the Secretary of the Army from using any funds authorized for restructuring Army commands until the Army provides more information about their proposed plan to integrate Joint Munitions Command and Army Sustainment Command, ensuring operations at Rock Island Arsenal are not unnecessarily affected. 
    • Improve Arsenal Workload Sustainment by establishing a 5-year pilot program requiring DoD to give preference to public-private partnerships in arsenals, especially those non-public partners that ensure equitable workshare to DoD employees to protect critical skills. This provision is a modified version of the  Arsenal Workload Sustainment Act that Duckworth introduced alongside U.S. Senators Dick Durbin (D-IL), Chuck Grassley (R-IA) and Joni Ernst (R-IA) as well as U.S. Representative Eric Sorensen (D-IL-17) to help ensure Army arsenals and factories remain active and viable while preserving the skilled workforce, equipment and production capacity critical to our nation’s defense industrial base. 
    • Improve the governance of the organic industrial base by directing the Army to analyze the effectiveness of their current governance and resourcing model for the Army’s arsenals, depots as well as ammunition plants and identify opportunities for changes to ensure the enterprise and its workforce can support the military’s munitions and sustainment requirements now and in the future. The Senator helped secure this provision alongside Senator Tom Cotton (R-AK).  
    • Improve predictive manufacturing analytics at Army Arsenals by urging the continued implementation of industrial control networks across our Army’s arsenals to enable the collection, aggregation and analysis of data associated with the manufacture and repair of equipment and supplies. 
    • Ensure Lovell Federal Health Care Center (FHCC)’s continued success by securing a one-year extension of the Joint Medical Facility Demonstration Fund, which supports the operations of the North Chicago-based Lovell FHCC. This provision, led with Senator Durbin, will help safeguard continued access to vital services for military families and Veterans in the area. 
    • Improve the “Warm Hand-off Process” for Servicemembers by changing the current “opt-in” option on the DD-2648 form for sending servicemembers’ information to state veterans’ agencies to an “opt-out” option, aiming to streamline information flow to state services and improve the “warm hand-off” process for servicemembers when they separate or retire from the military service. The Senator helped secure this provision alongside U.S. Senators Angus King (I-ME) and Kevin Cramer (R-ND). 
    • Support the construction of a Child Development Center at Rock Island Arsenal by authorizing $50 million in Major Construction funds for a new addition to the Child Development Center at Rock Island Arsenal and to consolidate the existing facilities into a single building and make upgrades to meet DoD guidelines and safety requirements. This project will provide a necessary service to the Arsenal and surrounding community.
    • Support the design of a new Aircraft Maintenance Hangar at Scott Air Force Base by authorizing $6 million in Planning and Design funds for the construction of a new aircraft maintenance hangar to support the training and operational mission of the 126th Aerial Refueling Wing at Scott Air Force Base. The current hangar was constructed in 1956, remains in disrepair and no longer meets Department of Defense standards or mission requirements, making a new hangar critical to the Wing’s mission.
    • Support the design renovation to General Jones Readiness Center by authorizing $5 million in Planning and Design funds for major alternations to the General Richard L. Jones National Guard Readiness Center in Chicago. This facility was built in 1931 and remains one of the largest readiness centers in the country. Renovating it to meet mission requirements is a top priority for the Illinois National Guard.
    • Improving the Tactical Vehicle Fleet by authorizing an additional $168 million to speed up replacement of Marine Corps HMMWVs with modernized vehicles to improve readiness for global missions.

    In addition to these provisions, Duckworth also successfully worked to protect Universities across the country from having their DoD funding for critical technological research cut unnecessarily.

    RUIDOSO, N.M.– U.S. Senators Martin Heinrich (D-N.M.) and Ben Ray Luján (D-N.M.) met with New Mexicans affected by severe flash flooding in Ruidoso, received an update on the disaster and future recovery efforts, and delivered supplies to flood victims.

    “What we saw today was devastation – to businesses, properties, and families whose lives changed overnight. But we also saw enormous community strength. It will take time, resources, and work to rebuild, and this community is ready. Talking with the local leaders and impacted residents, it’s clear that we can all support their work, and we must,” said Heinrich. “I am grateful to all those, on the ground and from afar, who are working to support Ruidoso in this critical time. My thoughts are with the families who lost loved ones in this tragedy. And I will keep urging President Trump to approve a full Major Disaster Declaration to unlock all the federal support needed to rebuild.”

    “Seeing the devastation from the flooding in Ruidoso firsthand is heartbreaking and tragic,” said Luján. “My prayers are with the families who lost loved ones, and with those who were injured or forced from their homes. I’m deeply grateful to the first responders whose quick action saved lives, and to the local leaders whose tireless work is guiding the community through this crisis. With more rain projected this weekend, I encourage residents to stay vigilant. The road to recovery is just getting underway, but the approval of an emergency declaration is a critical first step. I’ll keep working with our Congressional Delegation to push for a Major Disaster Declaration and to deliver the federal support that Ruidoso families need to rebuild.”

    Earlier this week, Heinrich, Luján, and the rest of the N.M. Congressional Delegation welcomed the President’s granting of an emergency declaration for Chaves, Lincoln, Otero, and Valencia Counties, while renewing their call for President Trump to grant a Major Disaster Declaration in the wake of severe flooding that took the lives of three people and damaged homes, businesses, and critical infrastructure.

    The emergency declaration opens up access to specific FEMA funds for immediate disaster response, including support for search and rescue and incident management efforts. An emergency declaration does not preclude a subsequent Major Disaster Declaration. Therefore, the N.M. Delegation will continue to push President Trump to approve a Major Disaster Declaration request from Governor Michelle Lujan Grisham.

    Through a Major Disaster Declaration request, the State of New Mexico has requested Public Assistance, Category A through G, including Direct Federal Assistance for Lincoln County, Chaves County, Otero County, and Valencia County, as well as Individual Assistance, including Housing Assistance, Small Business Administration Disaster Assistance, Disaster Case Management, Transitional Sheltering Assistance, Serious Needs Assistance, Crisis Counseling, Disaster Legal Services, Disaster Unemployment, and Displacement Assistance for Lincoln County and Valencia County. The State also requested Hazard Mitigation statewide, as facilitated by New Mexico’s Natural Disaster Hazard Mitigation Plan.

  • Trump intensifies trade war with 30% tariffs on EU and Mexico

    President Donald Trump on Saturday threatened to impose a 30% tariff on imports from Mexico and the European Union starting on August 1, after weeks of negotiations with the key U.S. allies and top trading partners failed to reach a comprehensive trade deal.

    In an escalation of the trade war that has angered U.S. allies and rattled investors, Trump announced the latest tariffs in separate letters to European Commission President Ursula von der Leyen and Mexico’s President Claudia Sheinbaum posted on Truth Social on Saturday.

    Both the EU and Mexico responded by calling the tariffs unfair and disruptive while pledging to continue to negotiate with the U.S. for a broader trade deal before the August deadline.

    The European Union and Mexico are among the largest U.S. trading partners.

    Trump has sent similar letters to 23 other U.S. trading partners this week, including Canada, Japan and Brazil, setting blanket tariff rates ranging from 20% up to 50%, as well as a 50% tariff on copper.

    Trump said the 30% tariff rate was “separate from all sectoral tariffs”, which means 50% levies on steel and aluminum imports and a 25% tariff on auto imports would remain at those levels.

    The August 1 deadline gives countries targeted by Trump’s letters time to negotiate a trade deal that could lower the threatened tariff levels.

    The spate of letters shows Trump has returned to the aggressive trade posture that he took in early April when he announced a slew of reciprocal tariffs against trading partners that sent markets tumbling before the White House delayed implementation.

    But with the stock market hitting record highs in recent weeks and a bullish economy, Trump is showing no signs of slowing down his trade war.

    Trump promised to use the 90-day pause in April to strike dozens of new trade deals with trading partners, but has only secured framework agreements with Britain, China and Vietnam.

    The EU had hoped to reach a comprehensive trade agreement with the U.S. for the 27-country bloc.

    Trump’s letter to the EU included a demand that Europe drop its own tariffs, an apparent condition of any future deal.

    “The European Union will allow complete, open Market Access to the United States, with no Tariff being charged to us, in an attempt to reduce the large Trade Deficit,” Trump wrote.

    EU President von der Leyen said the 30% tariffs “would disrupt essential transatlantic supply chains, to the detriment of businesses, consumers and patients on both sides of the Atlantic.”

    She also said while the EU will continue to work towards a trade agreement, they “will take all necessary steps to safeguard EU interests, including the adoption of proportionate countermeasures if required.”

    Mexico’s economy ministry said Saturday that it was informed the U.S. would send a letter during a bilateral meeting Friday with U.S. officials.

    “We mentioned at the roundtable that it was unfair treatment and that we did not agree,” the ministry’s statement said.

    MEXICO’S TARIFF RATE LOWER THAN CANADA’S

    Mexico’s proposed tariff level is lower than Canada’s 35% rate, with both letters citing fentanyl flows even though government data shows the amount of the drug seized at the Mexican border was significantly higher than the Canadian border.

    “Mexico has been helping me secure the border, BUT, what Mexico has done, is not enough. Mexico still has not stopped the Cartels who are trying to turn all of North America into a Narco-Trafficking Playground,” Trump wrote.

    Mexico sends more than 80% of its total exported goods to the U.S. and free trade with its northern neighbor drove Mexico to overtake China as the U.S.’s top trading partner in 2023.

    The EU had initially hoped to strike a comprehensive trade agreement but more recently had scaled back its ambitions and shifted toward securing a broader framework deal similar to the one Britain brokered that leaves key details to be negotiated.

    The 27-country bloc is under conflicting pressures as powerhouse Germany urged a quick deal to safeguard its industry, while other EU members, such as France, have said EU negotiators should not cave into a one-sided deal on U.S. terms.

    Trump’s cascade of tariff orders since returning to the White House has begun generating tens of billions of dollars a month in new revenue for the U.S. government. U.S. customs duties revenue shot past $100 billion in the federal fiscal year through to June, according to U.S. Treasury data on Friday.

    The tariffs have also strained security relationships with some of America’s closest partners.

    Japanese Prime Minister Shigeru Ishiba said last week that Japan needed to wean itself from U.S. dependence in key areas. The fight over tariffs has also prompted Canada and some European allies to reexamine their security dependence on the United States, with some looking to purchase non-U.S. weapons systems.

  • MIL-OSI USA: Grassley Pushes CMS to Crack Down on Obamacare Fraud

    BUTLER COUNTY, IOWA – U.S. Sen. Chuck Grassley (R-Iowa), a senior member and former chairman of the Senate Finance Committee, is renewing calls for accountability after receiving information that builds on independent reports of widespread Obamacare fraud. In 2024, taxpayers reportedly footed the bill for approximately $20 billion in improper Obamacare subsidies.  This number could exceed $27 billion in 2025. Based on information provided to Grassley’s office, insurance agents are also using targeted internet advertisements to fraudulently enroll consumers with false income verification extension requests. 
    Last year, Grassley pushed for answers from top leaders in the Biden administration regarding their efforts to eliminate waste, fraud and abuse in the ACA marketplace. The Biden administration failed to respond to Grassley’s request. 
    “The Biden administration’s failure to adequately oversee these subsidies has had expensive consequences … The Wall Street Journal reported that in 2024 five million consumers may have inappropriately received health insurance coverage through subsidized Affordable Care Act (ACA) federal marketplace plans based on falsified income information, which may have cost the taxpayer an estimated $20 billion,” Grassley wrote. 
    Background:
    In 2021, the Biden administration increased premium tax credits (PTCs) for higher-income earners and reduced cost sharing through 2025. As a result, individuals whose income is within 100 and 150 percent of the federal poverty level (FPL) are eligible for fully subsidized health insurance plans. This policy change has compromised program integrity, particularly in states that have not expanded Medicaid. 
    According to CMS and other reporting, fraudulent enrollments occurred because insurance agents and brokers exploited vulnerabilities in the ACA’s design. 
    In his letter, Grassley cites the Trump Department of Justice’s (DOJ) February 19th indictment of Cory Lloyd and Steven Strong for engaging in a $161 million ACA enrollment fraud scheme.  
    Grassley applauds the Trump administration’s program integrity measures through the marketplace integrity and affordability rule. The One Big Beautiful Bill also established some additional premium tax credit program integrity measures.

    On June 20, 2024, The Wall Street Journal reported that in 2024 five million consumers may have inappropriately received health insurance coverage through subsidized Affordable Care Act (ACA) federal marketplace plans based on falsified income information, which may have cost the taxpayer an estimated $20 billion.[1]  According to CMS, as well as other reporting, these fraudulent enrollments occurred because insurance agents and brokers exploited vulnerabilities in the program’s design.[2]  On July 8, 2024, I wrote to CMS with concerns regarding fraudulent enrollments and requested information on how the Biden administration’s Department of Health and Human Services (HHS) and CMS had taken steps to combat fraud, waste, and abuse related to these enrollments and associated subsidies.[3]  Unfortunately, the previous administration failed to provide a response. 
    The Biden administration’s failure to adequately oversee these subsidies has had expensive consequences.  For instance, on February 19, 2025, the Trump Department of Justice (DOJ) indicted Cory Lloyd and Steven Strong for engaging in a $161 million ACA enrollment fraud scheme.[4]  According to the DOJ, “Lloyd and Strong targeted vulnerable, low-income individuals experiencing homelessness, unemployment, and mental health and substance abuse disorders, and, through ‘street marketers’ working on their behalf, sometimes offered bribes to induce those individuals to enroll in subsidized ACA plans.”[5]  Further, the two individuals used “misleading sales scripts and other deceptive sales techniques to convince consumers to state that they would attempt to earn the minimum income necessary to qualify for a subsidized ACA plan, even when the consumer initially projected having no income.”[6]
    Based on information provided to my office, I’ve been made aware of a similar type of fraud scheme used within the ACA marketplace.[7]  This scheme involved targeted internet advertisements for free health insurance.  These advertisements were used to entice consumers to fill out a webform with personal information which was then used by insurance agents to sign consumers up for healthcare in targeted zip codes.  Those zip codes were in states that use the federally-facilitated marketplace (FFM), rather than state-based exchanges, and where preferred insurance companies had $0 premium plans.[8]  Using information from the webforms, agents used HealthSherpa, one of the ten federally-approved private sector ACA federal marketplace enrollment websites, to sign consumers up.  During open enrollment periods, agents entered hundreds of applications per day and if the consumer noted on the webform that their income wasn’t between 100-150% of the federal poverty level (FPL), agents would fraudulently swap it out for a number to obtain maximum ACA federal marketplace plan premium subsidies and special enrollment period (SEP) eligibility.  To keep fraudulent enrollments on the books for as long as possible, agents allegedly submitted false income verification extension requests and prepopulated income explanation forms rather than submitting actual proof of income.
    So that Congress may conduct independent oversight of the ACA federal marketplace program, please provide the following information no later than July 21, 2025:
    Explain in detail the steps CMS has taken to detect, combat and deter the fraud scheme described above.
    What is CMS’s estimate of:
    the number of fraudulent enrollments in subsidized ACA federal marketplace plans occurring from 2019-2025; 
    the number of months fraudulently enrolled customers spent in subsidized ACA federal marketplace plans; and 
    the cost of these fraudulent enrollments.  Provide this information at the insurance agent, insurance agency, and health insurance company level.
    What efforts has CMS taken in coordination with the Internal Revenue Service (IRS) to recoup excess advanced premium tax credit payments?  How much money has been recovered annually from 2019 to 2025?
    What steps does CMS take after it terminates an agent’s ACA federal marketplace registration?  Who does CMS communicate termination information to and does CMS provide those entities with any guidance in relation to managing the termination?  Provide all records.
    Do insurance agencies face any consequences from CMS when their affiliated agents are terminated for improper activities or when they have disproportionately high rates of potentially fraudulent ACA federal marketplace plan enrollments?  If yes, describe the consequences and any associated investigative processes.
    How many agents did CMS terminate for improper enrollment behaviors from 2019 to 2025?  How many of those terminations has CMS rescinded?  List the data by year and state.

    Q: How did you leverage your leadership for alternative energy?
    A: More than three decades ago, I helped launch Iowa’s rise to dominance in alternative energy with the first-ever federal wind energy tax credit. Wind energy supports more than 9,000 jobs in Iowa and generates more than 60% of our state’s electricity, making it the largest source of electricity in Iowa. During negotiations on the One Big Beautiful Bill, I fought tooth and nail to secure a 12-month runway that allows planned wind and solar projects to begin construction after the law’s enactment. This victory prevented a devastating blow to alternative energy that would have stunted investment, innovation and production when there’s growing demand for clean, affordable electricity. My efforts will help accelerate near-term growth in these projects to get them from the drawing board to installation and production while also providing the industry a sensible pathway to self-sustainability. It puts wind and solar on a level playing field with other technologies with respect to imported materials and components. Specifically, I led efforts to strike a punitive new tax on wind and solar projects that would have sunk domestic production and investment, as well as job creation here at home.
    Q: What new measures will boost Iowa’s renewable fuels industry?
    A: Iowa’s farm economy drives the state economy, employing nearly one in five Iowans in agriculture or ag-related industries. Family farmers across the state take pride in growing crops that feed and fuel the world. As a lifelong family farmer and tireless champion for the livelihoods and way of life for farm families, I brought the concerns of Iowa farmers to the policymaking tables during negotiations on the One Big Beautiful Bill. That includes expanding domestic markets for feedstock. The renewable fuels industry adds value to homegrown corn and soybean crops. I successfully fought to eliminate tax subsidies for renewable fuels produced from imported feedstocks, such as used cooking oil from China or tallow and sugar cane from Brazil. In 2023, the U.S. imported three billion pounds of used cooking oil that exploited tax incentives and clean fuel policies. The U.S. taxpayer should not foot the bill for subsidies that benefit foreign farmers at the expense of corn and soybean farmers from Iowa. Ensuring our nation’s renewable fuel policies benefit American farmers was my top priority as I fought to improve and extend the Clean Fuels Production Tax Credit through 2029.  I also successfully secured transition relief for small biodiesel producers who shut down operations during the previous administration due to a lack of workable guidance implementing this credit. Taken together, this is a victory for Iowa farmers and Iowa renewable fuel producers.
    Q: What’s in the new law for Iowa farmers?
    A: Iowa farmers waited two years for Congress to update the five-year Farm Bill. High input costs for seed, fertilizer, fuel, machinery and rent were cutting into the bottom line, making it difficult for farming operations to make ends meet, let alone turn a profit. The farm safety net needed to reflect the double-digit increase to farm production costs. With President Trump’s signature on July 4, the new law increases reference prices and boosts the effective reference price escalator for the 2025 through 2031 crop years. That raises the benchmark for farm payments, such as the Price Loss Coverage (PLC) and Agriculture Risk Coverage (ARC) programs, to help ensure the farm safety net reflects higher input costs. The law also improves crop insurance for beginning farmers for the first decade of their operations, increasing the coverage level and affordability of certain crop insurance policies. Iowa’s agrarian heritage is not only the backbone of our state’s economy, it’s a way of life. Iowans should not be punished for wanting to keep a family farm in the family. For nearly two centuries, Iowa families have handed the reins of their farming operation to their kids and grandkids. An unfair, punitive death tax would force sons and daughters to sell the family land to pay the federal estate tax liability. I’ve long championed efforts to repeal the death tax and was glad to support provisions in the new law that permanently boost the death tax exemption, raising it to $15 million for individuals and $30 million for couples. In addition, the new law provides critical investments in conservation, ag research, trade promotion and animal health to help fight disease outbreaks, such as New World screwworm (NWS), Highly Pathogenic Avian Influenza (HPAI) and African swine fever (ASF), to support livestock producers and protect the food supply.

  • Favourable agricultural output, easing inflation to support rural consumption in FY26: Report

    Recent reductions in income tax burdens, benign inflation, lower interest rates and a favourable outlook for agricultural production are expected to support rural incomes and bolster overall consumption in India, according to a new report.

    Given that private final consumption expenditure constitutes nearly 60 per cent of India’s GDP, it has a strong bearing on India’s overall growth outlook.

    A sustained recovery in consumption is also vital for a meaningful pick-up in private sector capital expenditure.

    “We expect private consumption growth of 6.2 per cent in FY26 compared to an average of 6.7 per cent in the last three years. In the long run, it will be critical to monitor factors impacting household income to ensure healthy growth in private consumption,” said the report by CareEdge Ratings.

    While overall consumption growth has remained broadly healthy over the past few years, recent indicators suggest emerging pressures in urban demand, even as rural demand continues to hold firm.

    Rural consumption is expected to be supported by favourable agricultural output and easing inflation in FY26, the report mentioned.

    Recent policy support in the form of RBI rate cuts, reduced tax burdens, and easing inflationary pressures is expected to offer some relief and support to urban consumption in the near term.

    Moreover, rural consumption could get a further fillip from the likelihood of a good monsoon this year, the report mentioned.

    At a time when the income growth has been weak, the household leverage has seen an uptick. As of FY24, household debt stands at 41 per cent of GDP and 55 per cent of net household disposable income. Even though, Indian households are less leveraged than certain emerging economies such as Thailand (87 per cent of GDP), Malaysia (67 per cent) and China (62 per cent).

    The report said that it is essential to closely monitor the unsecured segment of household liabilities, which has increased in the post-pandemic years. This is particularly important in the context of moderating income growth and rising delinquencies in the segment.

    The Ministry of Agriculture branch in the Southern Red Sea Region has provided training on the preparation of solid and liquid organic fertilizers to exemplary farmers in the port city of Assab.

    The training was attended by exemplary farmers from the sub-zones of Assab and South Dankalia, as well as members of the agriculture office branch.

    The training covered the preparation of composted fertilizer from household waste and leaves, fertilizer from fish remains, and the proper use of organic pesticides.

    Mr. Mohammed Abdurahman, Head of the Agriculture Office in the region, said that the objective of the training was to enhance farmers’ understanding and encourage the application of organic fertilizers and pesticides in their daily agricultural activities.

    The participants noted that the training would significantly contribute to improving their agricultural productivity and called for similar future programs.

    Thirty-four youth from across the south of Libya joined Deputy Special Representative for the Secretary General Stephanie Koury in an online youth consultation Wednesday to discuss their opinions on the Advisory Committee’s recommendations. 

    The event is part of broader consultations to gather feedback from the public on the next steps of the political process. UNSMIL has also launched an online poll inviting Libyans to share options on the Advisory Committee’s recommendations and contribute to shaping the way forward in the political process. 

    Participants stressed the need for representation for the south in any mechanism or institution, highlighting that they suffer through economic instability and insecurity across borders and do not benefit from oil money. 

    The youth all agreed that the deteriorating economic situation was closely linked to the security situation and one could not be solved without addressing the other. They highlighted that they wanted stability and security and their voices to be heard in representative forums. 

    “We suffer from weak infrastructure with power cuts during 50-degree heat,” said one participant from Ghat. “We are deprived of basic services. We need to focus on these things, not a constitution.” 

    The economic situation is so bad, another participant from Ghat said, that it’s impacting the security situation. “This is why people are making their livelihoods from selling weapons,” they said. “We need to have a clear economic plan,” said a participant from Sebha. “We need to end the sources of corruption.” 

    A participant from Ubari called for transitional periods to end. “Through the years and different governments, our divisions have only increased,” said a participant from Sebha, adding that the best way forward was to have a referendum.  

    When discussing elections, the youth expressed distrust in the national authorities’ ability to oversee elections and in the democratic process overall. One spoke of how votes had been bought; people he knew sold their voter cards in the previous elections. 

    DSRSG Koury briefed participants on the four options put forward by the Advisory Committee in May. As outlined in the  Executive Summary of the Advisory Committee’s report,  the options include:   

    1. Conducting presidential and legislative elections simultaneously;   

    2. Conducting parliamentary elections first, followed by the adoption of a permanent constitution;   

    3. Adopting a permanent constitution before elections; or   

    4. Establishing a political dialogue forum, based on the Libyan Political Agreement to finalize electoral laws, executive authority and permanent constitution.  

    Many of the participants who joined favoured option four saying that this was the only option that ended the current cycle of entities that they felt did not represent them or the people of Libya. 

    UNSMIL stressed that youth voices were crucial to the political process and that it intended to continue with its YouEngage outreach efforts.

    The India Meteorological Department (IMD) has forecast intermittent rainfall across large parts of the country till July 17, with heavy to very heavy showers expected in several regions, including the National Capital Region (NCR).

    In Delhi and surrounding areas, continuous rainfall has led to waterlogging and traffic disruptions, affecting daily life in parts of Delhi, Noida, Ghaziabad, and Gurugram. Several roads, underpasses, and residential colonies remain inundated, leading to long traffic jams and vehicle breakdowns.

    While no formal weather alert has been issued for Delhi-NCR so far, the IMD has warned of persistent rain and thunderstorms throughout the week. The region is likely to experience fluctuating weather conditions, with spells of sunshine contributing to high humidity and discomfort. Temperatures are expected to range between 23°C and 36°C, with humidity levels staying between 60 and 95 percent.

    Nationwide, the IMD has predicted heavy to very heavy rainfall in Central and Northwest India, especially over East Rajasthan, Uttarakhand, Himachal Pradesh, Jammu & Kashmir, and both eastern and western parts of Uttar Pradesh through July 17.

    Eastern and central Indian states such as Madhya Pradesh, Chhattisgarh, Jharkhand, Bihar, Odisha, and West Bengal are also likely to receive isolated heavy showers during this period. In western India, isolated heavy rainfall is expected on July 13 in parts of Konkan and Goa, Gujarat, Central Maharashtra, and the Saurashtra region.

    The weather department also expects light to moderate rainfall, accompanied by thunderstorms and lightning, to continue in Northeast India over the next seven days.

    In the South, states like Coastal Karnataka, Kerala, South Interior Karnataka, and Tamil Nadu are likely to experience isolated heavy showers over the coming days.

    Due to rough sea conditions, fishermen have been advised to avoid venturing into the Arabian Sea and the Bay of Bengal until July 16.

    “The fact is some routes have suffered significant damage from flooding, slips, and treefalls and won’t reopen to the public today.”

    “Our advice is, don’t queue at state highway closure points and avoid the inland route between Nelson and Murchison. If you’re travelling between the top of the South and Canterbury, use State Highway 1 and the east coast instead,” Mr Owen says.

    Nelson/Tasman

    SH6 Rocks Road

    State Highway 6 Rocks Road is not expected to reopen this weekend, and Mr Owen says it may remain closed into early next week. This will affect traffic, and delays and congestion can be expected while the closure remains in place.

    “There are multiple slip zones and a serious risk of debris falling onto the road. Until these risks are mitigated, Rocks Road will remain closed to traffic, cyclists, and pedestrians. Please, for your own safety, stay out of the closure zone.”

    “We will have a soft closure at the intersection of Russell Street, so local businesses can continue operating. Rest assured, contractors will do their best to reopen the route, but it is going to take some time,” Mr Owen says.

    SH6 Belgrove to Murchison

    Mr Owen says this route is expected to remain closed today as well.

    “Our priority here is to punch a route through for first responders and restore a connection to cut-off communities like Tapawera. After that, we will work as hard as we can to get it open to the public.”

    “There have been slips, tree falls, and flood damage along this section of the highway, and they will take time to clear,” Mr Owen says.

    SH60 Tākaka Hill

    Mr Owen says contractors are working hard to restore this route and reopen a connection to Tākaka and Golden Bay.

    “A lifeline route for first responders and emergency services is the priority, and the highway is not expected to open to the public today.”

    “There are a number of slips on the route, and these need to be inspected and assessed before the road can be safely reopened to the public,” Mr Owen says.

    Marlborough

    There is better news in Marlborough with all of the region’s highways open.

    “Contractors managed to reopen State Highway 63 from Renwick to Korere-Tophouse Road to residents and essential travel at around 12:30 pm. The diversion at Andersons Bridge, put in place after flood damage two weeks ago, has held up to the heavy rain well.”

    “Elsewhere it’s been a case of surface flooding and minor slips. Drivers can expect to see warnings in place and, with more rain forecast, they must drive to the conditions,” Mr. Owen says.

    Next steps

    While the worst of the weather has passed, Mr Owen says its effect on State Highways will be ongoing.

    “We are in response mode at the moment. Our focus is on reconnecting the network and restoring connections to cut-off communities.”

    “However, once this passes, we will shift into recovery mode. This is where we plan and design what needs to be done to fix highways and infrastructure that have been badly damaged. This will take some time to finalise, and we don’t have the details yet. When we do, we will ensure affected communities are updated,” Mr Owen says.

    It is not on the agenda of the White House to abolish the Federal Emergency Management Agency (FEMA) outright, The Washington Post on Friday cited an official source, as U.S. President Donald Trump travels to Texas to view the impact of last week’s deadly floods.

    For months, Trump and his homeland security secretary have said that FEMA, the agency initially created to coordinate the response to disasters that occur in the United States and that overwhelm the resources of local and state authorities, could be eliminated.

    The newspaper quoted a White House official as saying that no official action is being taken to wind down FEMA, and that changes in the agency will probably amount to a “rebranding” that will emphasize state leaders’ roles in disaster response.

    Trump will make the ultimate decision, but at this point FEMA is not set to be abolished, it added.

    On Friday, Trump is scheduled to meet with first responders and family members of the victims in Texas, receive a briefing from local elected officials and take part in a roundtable discussion.

    Authorities have confirmed at least 120 deaths across six counties in Texas, including 60 adults and 36 children in Kerr County, since the floods erupted about a week ago.

    In 2018, Vivas conducted a ten-day field visit to the Xinjiang Production and Construction Corps (XPCC). The experience led to the publication of his book “Uygurs, To Put an End to Fake News,” which gained significant traction in the West. The book sparked widespread discussions in Western media and among the public, igniting what some called a “Xinjiang truth wave.”

    During his visit, Vivas explored local neighborhoods and engaged in extensive conversations with people from various ethnic backgrounds. “I saw young people dressed in either fashionable clothes or traditional garments. Some were shopping, others were enjoying coffee in cafés. I chatted casually with locals, and some kids even ran over to take selfies with me. What I witnessed was a peaceful and pleasant daily life — completely different from what is portrayed in Western media,” Vivas recalled.

    He was especially impressed by the XPCC’s efforts to improve local livelihoods. “I met a Uygur woman entrepreneur who used to farm at home. With government support, she started her own textile business. Through her hard work, her enterprise gradually grew, her family income rose significantly, and her child was able to study abroad. She also created jobs for other villagers. These real-life encounters helped me truly appreciate the XPCC’s role in helping people from all ethnic backgrounds increase their incomes,” he said.

    Vivas also visited newly built housing for villagers. “The homes, built with support from the corps, were located near residents’ original homes and included modern amenities like running water, natural gas, broadband internet, and contemporary appliances. I saw how happy the villagers were to move into their new homes. The XPCC invested substantial resources to improve living conditions and significantly enhanced the well-being of people of all ethnic groups.”

    “Xinjiang was once relatively underdeveloped, but the Chinese government implemented targeted support policies — such as encouraging Uygur people to start businesses and helping Uygur students access higher education. The region’s long-standing social stability is closely tied to these effective policies. Western lies about Xinjiang cannot hold up against facts. I hope more Westerners will come see this beautiful place for themselves,” Vivas concluded.

    Hosted by China International Communications Group and organized by the Orchid Awards Secretariat, the second Orchid Awards ceremony gathered more than 300 participants, including representatives from central government departments, international organizations, foreign embassies, think tanks, and media outlets.

    Host China will deploy its teenage phenom Zhang Ziyu with a focus on both the future and the defense of its title at the upcoming FIBA Women’s Asia Cup, which begins Sunday in Shenzhen.

    For China, the defending champion, the first major tournament of the 2028 Los Angeles Olympic cycle is about more than just winning on home soil. The primary goal is to manage a generational transition, giving young players critical experience after a disappointing performance at the 2024 Paris Olympics.

    Two years ago, China ended a 12-year title drought and broke Japan’s grip on the FIBA Women’s Asia Cup with a tense 73-71 victory to secure the gold medal. However, the setback in Paris prompted a coaching change, with veteran Gong Luming returning in February, marking his return to the position he last held 20 years ago.

    Gong has assembled a balanced roster, combining seasoned veterans like guards Yang Liwei and Wang Siyu with promising young talents, notably the 18-year-old Zhang. Standing at 2.26 meters (7-foot-5), Zhang is set to make her senior debut in this tournament, after a breakout performance last year at the same venue when she dominated the U18 Asia Cup, averaging 35 points and 12.8 rebounds to earn MVP honors.

    “There are growing pains with a generational transition,” Gong said, acknowledging the challenge ahead. “The experience and playing style of the veterans differ from the newcomers. In a team sport, building chemistry takes time and a lot of work,” he added.

    On the court, Zhang will form a towering frontcourt duo with the more agile Han Xu, providing China with diverse offensive options in the paint. Her main challenge will be adjusting to the increased physicality and stamina demands of senior-level competition.

    While depth and experience will be tested, China’s championship pedigree remains undeniable.

    China is favored to advance from a group that includes New Zealand, South Korea, and Indonesia. South Korea, tied with China for the most Asia Cup titles at 12, is expected to be China’s toughest group-stage opponent.

    The path to a second straight championship will likely involve overcoming perennial rivals Japan and world No. 2 Australia, who are on the opposite side of the bracket.

    Australia handed China its only loss in recent warm-up matches, a 76-63 defeat in a game where Zhang was rested. The Australians have medaled in every Asia Cup since joining the FIBA Asia zone in 2017.

    The Opals have undergone a roster refresh, with only Chloe Bibby returning from 2023, and the loss of Maddy Rocci to injury is a setback. Still, their blend of youth and experience makes them a formidable contender capable of challenging China for gold.

    Gong said the two exhibition games against Australia were the most valuable preparation for his squad.

  • MIL-OSI NGOs: Delhi Parks 10°C Cooler, But 8 out of 10 parks Lack Water, Gates Shut in Heat

    Delhi, 12 July, 2025: A recent audit of 50 parks across Delhi has revealed stark contrasts in surface temperatures – with shaded green areas being up to 20°C cooler in some parks than nearby unshaded concrete spaces, while an average 10°C temperature difference was recorded. In one instance, the concrete zones peaked at 53.3°C, while tree-covered spots within the same park remained at 35°C, underscoring the critical cooling power of urban forests.

    Yet despite this natural relief, the audit led by Greenpeace India in collaboration with COHAS and Youth For Climate Justice, South Asia highlights a troubling picture: 8 out of 10 parks lack drinking water facilities for the public, and none of the parks had official provisions for nests or birdhouses to protect urban birdlife from soaring temperatures.

    The audit was conducted to assess how well Delhi’s green spaces, which serve as vital buffers against extreme heat, are currently equipped to meet the needs of residents, animals, and birds during peak summer months. It surveyed basic amenities such as access to water, cooling infrastructure, biodiversity support, and equitable access across Delhi’s zones.

    While Delhi is said to have green cover across 25% of its geographical area, the reality is that most parks are concentrated in just five districts, leaving large swathes of the city, particularly low-income, congested areas with minimal access to green relief. This inequity, combined with concretisation of urban forests, further enhances heat vulnerability in the capital.

    “At a time of record-breaking heat waves, Delhi cannot afford to lose its lung spaces. Urban forests and parks are not ornamental — they are life-saving infrastructure and help our cities fight climate change. This audit clearly shows that green cover lowers temperatures dramatically, yet our policies prioritize concrete over canopies. The forest cover in Delhi has and is still under threat of being converted into big infrastructural projects. Forest areas like Dwarka forest, Aravalis act as carbon sinks for Delhi and destroying these will further aggravate the impacts of climate change. There is a need to save some of the forests. If we are serious about climate resilience, we need urgent, actionable changes,” said Aakiz Farooq, Climate & Energy Campaigner at Greenpeace India.

    “We conducted this audit in the middle of the heat as we wanted to understand what people are really going through. In many low-income neighbourhoods, the heat lingers late into night, yet most parks are locked. It made us realise that parks aren’t luxuries, they’re life-saving infrastructure. We also noticed how tree roots were choked with concrete, green patches were disappearing under paving, and drinking water was missing. We recorded a significant temperature difference between green, shaded spaces. Parks should be open 24×7, with water facilities and shade as these are basic, life-saving necessities,” said Priyanka, member of the audit team from COHAS

    Key Findings of the Audit:

    • Temperature Variance: Up to 20°C difference between shaded green areas and adjacent concrete zones in some parks while an average of 10°C difference was recorded. 
    • Average Surface Temperatures: 39.2°C in unshaded concrete spaces vs. 28.9°C under tree cover.
    • Lack of Drinking Water: 78% of parks lacked public drinking water points.
    • Neglected Wildlife Needs: While 73% of parks had water bowls for animals and birds, almost all were set up by local residents or caretakers, not authorities.
    • Poor Water Body Management: Only 28% of parks had water bodies, many of which were dirty or drying up.
    • No Birdhouses: None of the parks had installed nests or birdhouses.
    • Access Restrictions: 74% of parks were closed at some time of the day, with 64% shut during night hours — limiting respite for residents in heat-stressed neighborhoods.

    This audit report, part of Delhi Rising campaign underscores an urgent truth: our cities cannot survive rising heat without inclusive, well-maintained green spaces. Public parks and urban forests must be protected — not converted into malls, parking lots, or gated “clean zones.” They must be accessible, equitable, and ecologically alive.

    WASHINGTON – Today, Congressman Raja Krishnamoorthi (IL-08) announced he would co-lead the Stop Trump’s Abuse of Power Act with Representatives Haley Stevens (MI-11) and Salud Carbajal (CA-24) to amend the Insurrection Act and limit the President’s ability to deploy active-duty military forces against peaceful protests without the request of a state’s elected leadership. The bill comes in direct response to former President Donald Trump’s recent deployment of U.S. Marines to Los Angeles in the absence of such a request, raising grave concerns about presidential overreach and the misuse of the armed forces for domestic suppression. In recent weeks, Trump and his administration have called to ramp up ICE deportation efforts in Chicago, going so far as to suggest that the city is “next” for a militarized crackdown. 

    “No American President should be able to unilaterally deploy active-duty troops against citizens who are exercising their right to peaceful protest. After watching President Trump send United States Marines into Los Angeles, it’s clear we need to strengthen the guardrails of our democracy to hold this administration accountable. I’m proud to join Representatives Stevens and Carbajal in introducing this legislation to reaffirm the foundational principle that the U.S. military serves to defend our freedoms, not suppress them.”

    The legislation would prohibit the President from unilaterally ordering active-duty military personnel into any U.S. state or territory to respond to peaceful protests or demonstrations unless explicitly requested by that state or territory’s governor or chief executive. The Stop Trump’s Abuse of Power Act reinforces constitutional checks on executive authority and protects the right to peaceful assembly by ensuring that domestic military deployments are not used to intimidate or silence political dissent.

    Today, I introduce the National Capital Planning Commission District of Columbia Home Rule Act.  This bill would remove the authority of the National Capital Planning Commission (NCPC), a federal agency, to review or approve the development of District of Columbia-owned real property.  This bill would also remove the requirement that the D.C. Mayor get NCPC’s approval before selling D.C.-owned real property and allow D.C. agencies to transfer jurisdiction over D.C.-owned real property among themselves without NCPC’s approval.  

    Under federal law, NCPC has approval authority for the development of D.C.-owned buildings located in the “central area,” including the location, height, bulk, number of stories and size of such buildings.  D.C. is required to consult with NCPC on the development of D.C.-owned buildings outside the central area, but NCPC has only advisory authority in those areas.  The central area is defined by the concurrent action of NCPC and the D.C. Council and currently consists of the Downtown and Shaw Urban Renewal Areas.  

    NCPC’s authority over D.C.-owned real property violates D.C. home rule and is unnecessary, as demonstrated by the virtual absence of its use to disapprove sales or development.  The federal government should not be able to slow, block or add to the cost of the development of D.C.-owned real property.

Zoning Commission, or the National Capital Planning Commission, federal authorities should play no role in D.C.’s local decisions about how to use its own land,” Norton said. “Not only is this interference a violation of home rule, it delays and increases costs for public and private development in the District.”

    Under presidential executive orders (EOs) and federal law, the CFA has review authority for D.C.-owned parks and buildings, as well as for certain private land in D.C.  Under EOs, the CFA has review authority for the design of D.C.-owned parks and buildings.  Under the Shipstead-Luce Act, the CFA has review authority for the design of private buildings in D.C. “adjacent to public buildings and grounds of major importance,” such as Rock Creek Park and the Potomac riverfront.  Under the Old Georgetown Act, the CFA has review authority for the design of private buildings in the part of Georgetown referred to as “Old Georgetown” in the act.  

    The federal government, including the CFA, whose members are appointed by the President, should not have any authority over D.C. land-use policies and decisions unrelated to the federal presence.  Not only is the federal government’s authority over D.C. buildings and private property a violation of home rule, it also delays and increases the cost of public and private development in D.C. 

    This bill is an important step to increase home rule for D.C.  I urge my colleagues to support it.

    The resolution designates July 10 as National Journeyman Lineworkers Day to honor Henry Miller, the founder and first president of the IBEW. Miller began his career at age 14 as a water boy on a government telegraph project in Texas. Years later, while working as a lineman, Miller became acutely aware of the dangerous conditions and subpar wages his fellow workers faced. He traveled across the country to organize linemen and was elected as the first president of the National Brotherhood of Electrical Workers in 1891. Sadly, Miller suffered a fatal fall on July 10, 1896, while working to solve a power outage in Washington, D.C. Today, the IBEW represents one of the largest and most diverse unions in the country.

    Congresswoman Sánchez, a former member of the IBEW Local 441 and labor lawyer, first introduced this resolution in 2014.

    “Today’s vote left no doubt about President Trump’s legacy. He is now responsible for the largest cut to health care in U.S. history that will kick 17 million Americans off their health care. He is responsible for taking food off the tables of children and Veterans, and for rigging our tax code so severely that the poorest families will see their tax bills go up while the top 0.1% get a $300,000 tax handout in one year alone. He will always be the President who, despite claiming to be “the best” for American women, defunded Planned Parenthood -a backdoor version of a nationwide abortion ban. He will be remembered as the President who sold off our country’s future by passing tax cuts for the rich that are so enormous they will explode our national debt by $4 trillion and severely inhibit our country’s ability to respond to a crisis, like a recession sparked by the President’s senseless trade war.     PASADENA, CA – Six months after the devastating Los Angeles fires, including the Eaton Fire, which claimed 18 lives, scorched over 14,000 acres, destroyed more than 9,500 structures including homes, businesses, churches, and nonprofit centers, and displaced 20,000 residents—Rep. Judy Chu released the following statement: 

    “Six months ago, our community was forever changed by the Los Angeles wildfires. Today, we remember the lives lost, the homes destroyed, and the bravery of those who stood in the face of unimaginable devastation, said Rep. Judy Chu.” “While we’ve made tremendous progress in delivering critical aid and coordinating relief on the ground, our work is far from over. We still face urgent challenges like securing affordable, long-term housing for those displaced. That’s why I’m working tirelessly in Congress to pass a supplemental assistance package that will fulfill Governor Newsom’s request for $40 billion in additional disaster aid to ensure that every survivor has the resources they need to recover and rebuild.     From the moment the fires began, Rep. Judy Chu has worked to secure every possible resource for Altadena and Pasadena. 

    On January 7, 2025, the Eaton Fire ignited. Rep. Chu immediately returned from Washington, D.C., to ensure residents receive urgent assistance and support the first responders working around the clock.

    On January 8, Governor Gavin Newsom, with support from Rep. Chu and the California Congressional Delegation, formally requested a federal emergency declaration. President Biden swiftly approved the request, unlocking 100% reimbursement of firefighting costs and deploying federal agencies like FEMA and the SBA to provide immediate support.

    By January 10, after joining FEMA’s Administrator for a site tour and briefing, Rep. Chu released a comprehensive resource guide to help survivors access aid.

    On January 17, Rep. Chu hosted a telephone town hall with representatives from local, state, and federal agencies to address community concerns around recovery and rebuilding.

    On January 22Rep. Chu demanded an independent investigation into deadly evacuation order delays issued in western Altadena during the start of the Eaton Fire.

    On January 25, during President Trump’s visit to California, Rep. Chu personally urged him not to forget the people of Altadena and Pasadena and to deliver additional disaster aid without conditions.

    Throughout January and February, Rep. Chu led several Congressional delegations, including Minority Leader Hakeem Jeffries and Republican colleagues, to witness the devastation and build bipartisan support for relief efforts.

    On February 4, ahead of his meeting with President Trump, Governor Newsom met with Rep. Chu, Rep. Sherman, and Rep. Whitesides to align disaster relief efforts on behalf of Los Angeles fire survivors.

    On February 20, Rep. Chu hosted a community town hall at Metropolitan Baptist Church in Altadena with FEMA, the EPA, and the U.S. Army Corps of Engineers to answer questions and address concerns regarding the federal debris removal program.

    On March 4, Rep. Chu welcomed Eaton Fire survivor and lifelong educator Dianne Lewis to attend President Trump’s Joint Address to Congress as her guest.

    On March 6, Rep. Chu and a bipartisan coalition of Members introduced H.R. 1914, the HIRE CREDIT Act to help victims of federally-declared disasters return to the workforce.

    On April 3, the House unanimously passed Rep. Chu’s and Rep. David Kustoff’s legislation – H.R. 517, the Filing Relief for Natural Disasters Act! This bill allows the IRS to immediately extend federal tax filing deadlines for victims of natural disasters, even those that are not federally-declared disasters. 

    On April 17, Rep. Chu introduced H.R. 2928, the Mortgage Relief for Disaster Survivors Act, to provide mortgage forbearance for homeowners impacted by the Eaton Fire and other natural disasters.

    On May 20, alongside Rep. Brad Sherman, Rep. Chu hosted a roundtable with California Members of Congress and Los Angeles County officials to assess ongoing recovery efforts from the Palisades and Eaton Fires.

    On May 27, Rep. Chu convened a wildfire recovery housing roundtable in Altadena focused on addressing the urgent need for stable, long-term housing. Nonprofits, advocates, and government leaders came together to find solutions for displaced families.

    On June 3, Rep. Chu led a letter with California Delegation Members to FEMA urging them to provide comprehensive soil testing and a remediation plan for fire-affected properties in Los Angeles County.

    On June 16, Rep. Chu led California lawmakers in a letter calling on FEMA to expand housing assistance for fire survivors. 

    As of July 2025, FEMA has delivered $141 million in federal disaster assistance to eligible LA County residents affected by the wildfires, including $45 million in housing assistance. 

    Today, Rep. Chu continues to fight for critical disaster aid by urging President Trump and House Republicans to fulfill Governor Newsom’s request and pass much-needed relief legislation.
