  • MIL-OSI: DTE Energy begins operating its largest solar park, Sauk Solar

    Detroit, Oct. 25, 2024 (GLOBE NEWSWIRE) — DTE Energy (NYSE:DTE), Michigan’s largest producer of and investor in renewable energy, today announced that its largest solar park, Sauk Solar, is now operational. Located in central Michigan’s Branch County, the 150-megawatt solar park has nearly 347,000 solar panels and generates enough clean energy to power approximately 40,000 homes. 

    Sauk Solar is more than three times the size of DTE’s second largest solar park in Lapeer. It is also the first of six new solar parks to come online as DTE continues to build renewable energy projects to meet customer demand for more clean energy through its CleanVision MIGreenPower program. Sauk Solar, and the other five parks under construction, are funded by customers who are voluntarily enrolled in MIGreenPower. These new solar parks represent significant advancement toward the company’s goal of achieving net zero carbon emissions and reaching Michigan’s new renewable energy standard of 60% by 2035.

    Sauk Solar created more than 350 local jobs during construction. Since 2009, the company’s investment in renewable energy has created an estimated 20,000 jobs in Michigan. Additionally, Sauk Solar will bring Branch County millions of dollars in added tax revenue over the life of the project, funding which can be used for roads, schools, first responders and other vital community services.

    Good morning, or good afternoon to those of you joining us online from Africa and beyond. Thank you for joining us today for the release of the October IMF Regional Economic Outlook for sub-Saharan Africa.

    Before we begin and take your questions, I would like to share some thoughts on the current economic developments in the region. 

    The first point I would like to make is that economic growth in sub-Saharan Africa remains subdued, especially in per capita terms.

    We are projecting growth of 3.6 percent this year, the same as last year, with some signs of a pickup to 4.2 percent next year. This pace is not sufficient to significantly reduce poverty or to recover ground lost in recent years, let alone address the substantial developmental challenges ahead. It is also still far from the 6-7 percent growth rates the region enjoyed until about a decade ago.

    But as always, it is important to highlight the considerable differences across countries in the region. Despite lackluster average growth, nine of the world’s 20 fastest-growing economies are in sub-Saharan Africa—and those with more diversified economic structures are the ones doing better. These countries continue to experience strong growth. In contrast, in many resource intensive countries, growth is very anemic and poverty is rising sharply.

    The second point I want to make is that we are seeing some improvement in macroeconomic imbalances. Inflation continues to decline, and budget deficits have begun to narrow, reverting to pre-crisis levels. Debt-to-GDP ratios are also stabilizing albeit at a high level, which are positive signs for the region’s economic health.

    However, a third point I would like to stress is the challenging political and social backdrop against which governments are implementing much-needed reforms. The cost-of-living crisis, particularly due to higher food prices, has been more acute in our region. And this has intensified the strain on households who spend a larger share of household expenses on food. Governments are making fiscal adjustments by increasing revenue and compressing spending. But elevated interest burdens continue to strain public finances and they add to the sense that government services are not improving or even deteriorating.

    Against this backdrop, our report discusses the tough balancing act that policymakers face:

    • Pursing macroeconomic stability;
    • while meeting development needs, including strengthening social safety nets to protect the most vulnerable;
    • and designing reforms that are socially and politically acceptable.

    This latter point—making reforms acceptable—requires effective communication and consultation, improved governance to rebuild public trust, and measures that help promote inclusive growth through job creation.

    I would also like to highlight the intensified engagement of the Fund in the region. Our involvement is at one of the highest levels in recent history, with numerous ongoing programs and financial arrangements. Since 2020, the Fund has made available over $60 billion in financing for the region.

    However, declining official development assistance is challenging the effectiveness of our support. While countries like Benin, Côte d’Ivoire, Kenya, Senegal, and Cameroon have returned to markets this year, access for many other countries remains limited, and financing conditions remain costly and difficult. This forces countries to make significant adjustments with limited external financing.

    Much work remains to be done to reinvigorate reforms and tap into the region’s tremendous potential. We delve into these topics in our upcoming Regional Economic Outlook, where we discuss policy considerations for calibrating strategies amid diverse circumstances and constrained financing.

    With just two weeks to go until the opening of Manchester’s legendary Christmas Markets on Friday 8 November, the design of the city’s iconic and always much-anticipated Christmas mugs for 2024 can now be revealed.

    Designed in-house by the city council’s design studio, this year’s edition of the highly collectible mugs follows the success of last year’s much sought-after Nutcracker-themed mugs which sold out across the markets in record time.  

    Continuing the Nordic-style theme from 2023, this year’s mugs feature a brand-new family of festive characters – Father Christmas, Mother Christmas, and all the elves – that are sure to be a winner with Christmas shoppers of all ages.

    The collectible souvenir mugs that for thousands upon thousands of visitors to Manchester’s Christmas markets help spell the start of the festive season, will be available at each of the city centre Christmas market locations from 8 November while stocks last. 

    Anyone wanting to get their hands on one of the must-have mugs this year is advised to get themselves along to visit the markets sooner rather than later and not to leave their visit to the last minute.

    The advice comes off the back of the last two years which saw all of the 2022 Christmas mugs selling out completely the week before the markets closed, and every one of last year’s special edition mugs selling out even faster – despite market bosses ordering thousands more of the highly sought after mugs to meet expected demand.

    In both 2022 and 2023 the bumper sell-out saw market traders bringing out vintage mugs from previous years to keep up with the demand from Christmas shoppers.

    As always Manchester’s special edition Christmas mugs can either be bought outright by Christmas shoppers or ‘rented’ when they purchase a hot drink at one of the Christmas Market stalls.  

    Customers will be asked to pay a deposit of £3.50 for their mug when they purchase a hot drink and can then either choose to return their mug to the stall afterwards to get their deposit back, or keep the mug and take it home with them as a souvenir of their visit to the markets.

  • MIL-OSI Security: Ohio Man Arrested on Felony and Misdemeanors Charges for Actions During January 6 Capitol Breach

                WASHINGTON — An Ohio man has been arrested on felony and misdemeanor charges related to his alleged conduct during the Jan. 6, 2021, breach of the U.S. Capitol. His alleged actions and the actions of others disrupted a joint session of the U.S. Congress convened to ascertain and count the electoral votes related to the 2020 presidential election.

                Jamie Wright, 36, of Bowerston, Ohio, is charged in a criminal complaint filed in the District of Columbia with a felony offense of obstruction of law enforcement during a civil disorder and misdemeanor offenses of entering and remaining in a restricted building or grounds, disorderly and disruptive conduct in a restricted building or grounds, disorderly conduct in a capitol building or grounds.

                The FBI arrested Wright yesterday in Canton, Ohio and he will make his initial appearance in the Northern District of Ohio.

                According to court documents, it is alleged that Wright was identified on Jan. 6, 2021, in Washington, D.C., outside of the barricades on the East Front of the U.S. Capitol grounds wearing a black hooded jacket and a red hat with “Trump 2020.” There, open-source images and video footage depict Wright, at approximately 1:45 p.m., along with others, pushing on the police barricades that outlined the restricted perimeter against officers protecting the Capitol.

                Court records say that after this initial push, officers were able to reestablish the barricades; however, video footage from the Capitol shows that approximately two minutes later, Wright grabbed and pulled the same barricades from officers as they continued to try and hold the crowd back. Only a few minutes later, Wright again attempted to grab the bike rack barricades from officers. This time, video footage shows that he and other rioters successfully took the barricade and moved it back into the crowd near the flowerbeds behind them.

                A short while later, at about 2:00 p.m., it is alleged that Wright again tried to grab barricades from officers on the police line. At the same time, rioters to the left of Wright pushed the barricades against the police. This time, the rioters, including Wright, successfully breached the barricades and police line and moved toward the Capitol building. Wright then turned to the crowd behind him and ushered others forward by waving his hand right before he advanced.

                Shortly after making it into the restricted perimeter, Wright stopped his advance and moved a barricade out of the way of the other rioters. Wright then moved forward to the Capitol again, waiving people forward with him. Court documents say that Wright made it to the terrace of the Capitol building, where video footage depicts him waving rioters forward.

                This case is being prosecuted by the U.S. Attorney’s Office for the District of Columbia and the Department of Justice National Security Division’s Counterterrorism Section. Valuable assistance was provided by the U.S. Attorney’s Office for the Northern District of Ohio.

                This case is being investigated by the FBI’s Cleveland and Washington Field Offices. Valuable assistance was provided by the U.S. Capitol Police and the Metropolitan Police Department.                                                      

                In the 45 months since Jan. 6, 2021, more than 1,532 individuals have been charged in nearly all 50 states for crimes related to the breach of the U.S. Capitol, including more than 571 individuals charged with assaulting or impeding law enforcement, a felony. The investigation remains ongoing.

    Las Vegas, Nev. – U.S. Senator Catherine Cortez Masto (D-Nev.) today announced $8,548,153 in federal funding to support Clark County’s Youth Homelessness Demonstration Program (YHDP). Nevada has the highest rate of youth experiencing homelessness in the nation. These federal funds will support efforts to expand Clark County’s capacity to prevent youth from becoming unhoused, including through innovative programs that help young Nevadans find safe, stable housing and build pathways to financial self-reliance.

    “Every young Nevadan deserves a roof over their head—that’s why I worked to help secure these funds that will give Southern Nevada organizations the tools they need to provide safe housing and essential services for at-risk youth like education and employment assistance,” said Senator Cortez Masto. “I’ll continue fighting to get young people the support they need to succeed.”

    Senator Cortez Masto has delivered critical support to young Nevadans, and she’s worked to keep Nevadans in their homes – especially through her work with the Federal Home Loan Bank of San Francisco (FHLB-SF) system.   • MIL-OSI Security: Deer Lake — Prolific offender arrested by Deer Lake RCMP and charged with multiple offences

    Prolific offender, 36-year-old Archibald Billard, was arrested by Deer Lake RCMP on October 24, 2024. He attends court today, charged with a number of new offences.

    Billard was arrested yesterday, October 24, after he fled from police on foot from a house on Middle Road in Deer Lake.

    On October 23, 2024, Billard, who is known to evade the police, was operating a vehicle while prohibited on the Trans-Canada Highway near St. Judes. He was observed traveling in excess of 170 kms/hr by RCMP Traffic Services West. Billard failed to stop for police and continued driving in a dangerous manner. A second officer attempted to stop Billard in the community of St. Judes, who again failed to stop for police and was driving at high speeds and in a dangerous manner. In the interest of public safety, police did not pursue.

    Billard is currently before the court in relation to a long list of charges and is on a number of court-ordered conditions following his recent release from custody. On October 15, 2024, Billard was released by the court in Grand Falls-Windsor in relation to fifteen charges of criminal offences that occurred on October 12, 2024, in Deer Lake and Grand Falls-Windsor. The charges include impaired operation, prohibited operation, flight from police, dangerous operation, possession of a controlled substance for the purpose of trafficking, possession of a controlled substance and breaches of probation. Following his release, Billard was ordered to report in person at Bay St. George RCMP and has failed to fulfill that condition.

    He attends court today charged with seven new counts of criminal offences:

    • Dangerous operation of a motor vehicle/conveyance – two counts
    • Flight from police – two counts
    • Operation of a motor vehicle/conveyance while prohibited
    • Breach of a court release order – two counts

  • MIL-OSI Security: Aldie man sentenced to seven years and six months in prison for multi-million-dollar investment scheme

    ALEXANDRIA, Va. – An Aldie man was sentenced today to seven years and six months in prison for scheme to defraud dozens of investors in Virginia, Maryland, North Carolina, New Jersey, Missouri, and elsewhere, causing $15 million dollars in losses.

    According to court documents, Babu Ramaraj, 47, owned DAB Inspection and Consulting Services, LLC (DAB), a small home contractor with modest revenues doing patio and deck projects. Ramaraj claimed to investors and potential investors that DAB had lucrative contracts with the Federal Aviation Administration, the Virginia Department of Transportation (VDOT), and others, and was a joint venture partner on a Washington DC Water Clean Rivers Project, for tens of millions of dollars each, supposedly to perform engineering inspection work on huge infrastructure projects.

    Ramaraj claimed he needed to make large upfront bond payments to secure the work but could not obtain bank financing because of the relative youth of DAB as a company and the speed with which DAB needed to secure the funding, which was supposedly not feasible with banks.

    In support of his claims, Ramaraj supplied to victims falsified contract award letters, invoices, DAB financial records, and other documents to induce dozens of investors to loan funds to DAB. The supposed bonds were never paid.

    From January 2020 through May 2024, Ramaraj pitched individuals, including members of his Loudon County cricket league, the opportunity to loan DAB money at high interest rates, annualized at 30% or more.  Using money from later investors, Ramaraj paid initial investors the promised returns to entice them to continue investing and to recruit other friends and family to invest.

    After being confronted by two investors and signing an acknowledgment in October 2023 that he had “tampered” with numerous contracts and financial records, Ramaraj continued to make material misrepresentations concerning DAB to other investors and potential investors. Ramaraj was pitching investors up to the time he was arrested on May 30, 2024. He has been held in custody as a flight risk since his arrest.

    Instead of paying for the promised bonds, Ramaraj electronically transferred investor funds to his online brokerage accounts to engage in securities trades; wired over $1 million to accounts in India; purchased several automobiles, including several Teslas; obtained real properties; incurred millions in stock market trading losses, and made other payments to fund his lifestyle. Ramaraj took in nearly $40 million and caused losses to investors of approximately $15 million.

    In addition to the prison sentence, the Court ordered Ramaraj to pay over $15 million in restitution.

    Jessica D. Aber, U.S. Attorney for the Eastern District of Virginia; David E. Geist, Acting Special Agent in Charge of the FBI Washington Field Office’s Criminal and Cyber Division; and Jehmal T. Hudson, Chair of the Virginia State Corporation Commission, made the announcement after sentencing by Senior U.S. District Judge Claude M. Hilton.

    Assistant U.S. Attorney Russell L. Carlberg prosecuted the case. Assistant U.S. Attorney Annie Zanobini is handling asset recovery efforts in the case.

  • MIL-OSI Canada: Climate change sets and breaks heat records across Canada this summer

    Environment and Climate Change Canada’s Rapid Extreme Weather Event Attribution system uses climate models to compare today’s climate with a pre-industrial one

    Over the summer, Environment and Climate Change Canada scientists analyzed the devastating heat waves that impacted Canadians. They found that human-caused climate change made almost all of Canada’s worst heat waves hotter and more likely.

    Environment and Climate Change Canada’s Rapid Extreme Weather Event Attribution system uses climate models to compare today’s climate with a pre-industrial one. This helps Canadians understand how human emissions and activities are affecting our lives and weather today, as the changes unfold.

    From June to September 2024, Environment and Climate Change Canada climate scientists analyzed 37 of the hottest heat waves in 17 regions across Canada. They determined that of these heat waves, human-caused climate change made:

    • Five of them more likely to occur (at least one to two times more likely)
    • Twenty-eight of them much more likely to occur (at least two to 10 times more likely)
    • Four of them far more likely to occur (at least 10 times more likely)

    As the global climate continues to warm because of increasing greenhouse gas concentrations in the atmosphere, Canada is warming at roughly double the global average rate. Spring and summer are becoming hotter, and this means earlier snowmelt, dangerous heat waves, and conditions that are ripe for wildfires.

    Starting this winter, Environment and Climate Change Canada will be able to use its Rapid Extreme Weather Event Attribution system to analyze the connection between human-caused climate change and the odds of extreme cold temperature events. Work is also underway to develop the system to analyze extreme precipitation. This capability is expected to come online in 2025.

    The direct and indirect costs of extreme weather are substantial. They can range from loss of productivity to loss of life. Better understanding the causes and effects of extreme weather—such as heat waves, extreme cold, and extreme precipitation—can help us better plan for, respond to, and rebuild from weather emergencies. Recent Canadian studies show that:

    • These “once in 100 years” climate-related weather events are becoming more frequent, severe, and costly. 2020, 2021, 2022, and 2023 all rank in the top 10 years based on insurance claims, surpassed only by the 2016 Fort McMurray fires, the 2013 flooding in Calgary and Toronto, and the 1998 Quebec ice storm (source).
    • From 1983 to 2008, insurers spent on average $400 million per year on catastrophic claims in Canada. Since 2009, the yearly average has risen to almost $2 billion (source).
    • 2023 was the second warmest year on record in Canada since 1948 (when nationwide estimates began) (source).
    • From 1948 to 2023, the annual average temperature in Canada increased by 2.0 °C (source).

    The public is encouraged to regularly monitor weather forecasts, take all weather alerts seriously, and get prepared for weather-related events by developing an emergency plan and being ready to adjust their travel plans. Canadians can download the WeatherCAN app to receive weather alert notifications directly on their mobile devices. Alerts help Canadians prepare to face severe weather events, save lives, and reduce the impacts on property and livelihoods.

  • MIL-OSI USA: ERO Boston arrests Guatemalan national charged with rape, indecent assault and battery against Massachusetts minor

    SPRINGFIELD, Mass. — Enforcement and Removal Operations Boston apprehended an unlawfully present 20-year-old Guatemalan noncitizen charged in Massachusetts with rape and indecent assault and battery against a minor. Officers with ERO Boston arrested Selvin Alex Galvez-Mejia Oct. 18 in Springfield.

    “Selvin Alex Galvez-Mejia stands accused of horrifically victimizing a Massachusetts child and represents a significant threat to our neighborhoods,” said ERO Boston acting Field Office Director Patricia H. Hyde. “We owe it to the children of our New England communities to prioritize public safety by arresting and removing egregious noncitizen threats.”

    Galvez unlawfully entered the United States on an unknown date, at an unknown location and without being inspected, admitted or paroled by a U.S. immigration official.

    The Springfield District Court arraigned Galvez July 18 for two counts aggravated rape of a child and indecent assault and battery on a person 14 or older. The Springfield District Court later released Galvez after he posted bail.

    Officers with ERO Boston arrested Galvez Oct. 18 in Springfield and issued him a notice to appear before a Department of Justice immigration judge. Galvez remains in ERO custody.

    ERO conducts removals of individuals without a lawful basis to remain in the United States, including at the order of immigration judges with the Justice Department’s Executive Office for Immigration Review. The Executive Office for Immigration Review is a separate entity from the Department of Homeland Security and U.S. Immigration and Customs Enforcement. Immigration judges in these courts make decisions based on the merits of each individual case, determining if a noncitizen is subject to a final order of removal or eligible for certain forms of relief from removal.

  • MIL-OSI Security: Texas Couple Sentenced to Prison for Assaulting Law Enforcement and Other Charges During January 6 Capitol Breach

               WASHINGTON – A Texas couple was sentenced to prison after they were previously convicted of assaulting law enforcement and other charges during the Jan. 6, 2021, breach of the U.S. Capitol. Their actions and the actions of others disrupted a joint session of the U.S. Congress convened to ascertain and count the electoral votes related to the 2020 presidential election.

               Mark Middleton, 55, and Jalise Middleton, 54, both of Forestburg, Texas, were sentenced to 30 and 20 months in prison, respectively, by U.S. District Judge Randolph D. Moss. Mark Middleton was additionally sentenced to 36 months’ supervised release, and a $2,000 fine. Jalise Middleton was additionally sentenced to 30 months’ supervised release, and a $2,000 fine.

               A federal jury previously convicted the Middletons of two counts of assaulting, resisting, or impeding certain officers, as well as civil disorder and obstruction of an official proceeding.  In addition to the felonies, the Middletons were convicted of misdemeanor offenses of entering and remaining in a restricted building or grounds, disorderly and disruptive conduct in a restricted building or grounds, engaging in physical violence in a restricted building or grounds, disorderly conduct in the Capitol grounds or building, and act of physical violence in the Capitol grounds or building.

               Following the Supreme Court’s decision in Fischer v. United States, the government voluntarily moved pre-sentencing to dismiss the Middleton’s conviction on obstruction of an official proceeding.

               According to evidence presented during the trial, on Jan. 6, 2021, Metropolitan Police Department (MPD) officers responded to the West Front of the U.S. Capitol building to assist U.S. Capitol Police officers with protecting the Capitol building and grounds from a group of amassed rioters. At about 2:09 p.m., MPD officers struggled against rioters who had refused repeated orders to step back from the police line and bike rack barricades.

               According to trial evidence and police body-worn camera footage, as the officers struggled with the group of rioters, a man, later identified as Mark Middleton, called the officers “traitors” and then pushed against the barricades and the police line with his body. Officers are heard on body-worn camera footage repeatedly ordering Mark Middleton and others to “Get back!” In response, Mark Middleton is heard yelling “f— you!” as he continued to push against the police barricades. Evidence showed that Mark Middleton resisted MPD officers, grabbed onto an MPD officer’s left arm, and pulled the officer forward over the barricades and towards the crowd.

               At the same time, a woman, later identified as Jalise Middleton, is seen on body-worn camera footage repeatedly grabbing and striking the same officer over the barricade with her hand, striking him in the face, chest, and arms. Another officer stepped in to assist, and Jalise Middleton struck that officer as well. Mark Middleton then used his flagpole to strike the second officer in the head. Video footage shows that the couple continued to grapple with and strike at the officers and attempted to pull the first officer into the crowd, as rioters jabbed, slashed, and swung flag poles at officers.

               The Middletons only broke off their assault when the first officer sprayed them in the face with chemical irritants, forcing them to retreat from the barricaded line. Both defendants later posted social media messages touting their key role in helping to breach the barricades by fighting officers and that they had only stopped due to pepper spray.

               Mark and Jalise Middleton were arrested on April 21, 2021, in Forestburg, Texas.

               This case is being prosecuted by the U.S. Attorney’s Office for the District of Columbia and the Department of Justice National Security Division’s Counterterrorism Section. Valuable assistance was provided by the U.S. Attorney’s Office for the Eastern District of Texas.

               This case is being investigated by the FBI’s Dallas and Washington Field Offices with substantial assistance from the Frisco Resident Agency Additional valuable assistance was provided by the United States Capitol Police and the Metropolitan Police Department.

               In the 45 months since Jan. 6, 2021, more than 1,532 individuals have been charged in nearly all 50 states for crimes related to the breach of the U.S. Capitol, including more than 571 individuals charged with assaulting or impeding law enforcement, a felony. The investigation remains ongoing.

  • MIL-OSI United Kingdom: Major defence reforms launched, with new National Armaments Director to tackle waste and boost industry

    The biggest reform of the Ministry of Defence in over 50 years to fix what the Public Accounts Committee calls the ‘broken’ defence procurement system and to strengthen UK Defence, has been launched by the Defence Secretary.

    • Major reforms kicked off today to match increasing threats, tackle waste and strengthen UK Defence.
    • Recruitment underway for new fully fledged National Armaments Director role.
    • New powers for Chief of the Defence Staff, and Military Strategic Headquarters to be launched within weeks.

    The biggest reform of the Ministry of Defence in over 50 years to fix what the Public Accounts Committee calls the ‘broken’ defence procurement system and to strengthen UK Defence, has been launched by the Defence Secretary.

    It comes amid increasing global threats, with growing Russian aggression and conflict in the Middle East. This requires increased resilience and warfighting readiness. 

    The Defence Secretary is leading the reforms to create a stronger defence centre which is able to secure better value for money, better outcomes for our Armed Forces, and better implement the Strategic Defence Review which will be published in the first half of next year. 

    Central to this is the creation of a new role: the fully fledged National Armaments Director. Its aim is to ensure the armed forces are properly equipped to defend Britain, to build up the British defence industry and to crack down on waste. The recruitment process for the role has now begun, with a search for candidates now underway and which will continue over the coming weeks.

    The new National Armaments Director will be responsible for:

    • Delivering the capabilities required from industry to execute the Defence plans and operations demanded by the new era.
    • Shaping and delivering the Defence industrial strategy which will be launched in the coming weeks.
    • Ensuring a resilient supply chain and the required readiness of the national ‘arsenal’.
    • Leading on UK defence exports and acquisition reform.
    • Harmonising procurement and working closely with wider government, industry, academia, and international partners to deploy best practice and investment.

    The changes come as the Defence Secretary commits to ensuring “value for money across every penny of defence spend.”

    The reforms will also see the Chief of the Defence Staff overseeing a new Military Strategic Headquarters (MSHQ) where he will formally command the individual Service Chiefs for the first time. They will now be central to investment decisions between the Services, along with the Defence Secretary and Permanent Secretary. 

    This Government’s MOD reforms will ensure faster delivery and clearer accountability across Defence, to support the Government’s ‘One Defence’ drive. They will also ensure defence is ready to take forward recommendations of the Strategic Defence Review, with the new MSHQ fully functioning by the end of 2024 – ready to implement recommendations from the SDR in the first half of next year. 

    Defence Secretary John Healey MP said:

    Our government is delivering the change we promised: cracking down on waste and boosting Britain’s defence industry. We will forge “One Defence”, which is clear in its goals and consistent in its methods, to make Britain secure at home and strong abroad.

    This fully fledged NAD role is a vitally important step towards transforming defence acquisition and the industrial base in the UK. 

    This new role will have the levers needed to ensure our Armed Forces have the right kit and to deliver the defence industrial strategy we need for growth.

    We will work with industrial partners to embrace the One Defence approach so they can play their part in improvements that underpin national security and prosperity.

    The programme of reform will be informed by lessons from the department’s highly praised support to Ukraine. The National Audit Office recently highlighted the speed and scale of the MOD’s Operation Interflex training programme for Ukrainian recruits, as well as fast-tracked procurement and distribution of essential gifted equipment to the Ukrainian front line. 

    These reforms will radically simplify the MOD. Governance and processes will be streamlined, with innovation in technology and an improved approach to data underpinning everything the department does.

    WASHINGTON, D.C. – Today, Congresswoman Doris Matsui (CA-07), Ranking Member of the House Energy and Commerce Communications and Technology Subcommittee, released the following statement after the National Telecommunications and Information Administration (NTIA) awarded California over $70 million to implement its Digital Equity Plan.

    “To close the digital divide, we must not only build out broadband infrastructure but also equip all Americans with the necessary tools and skills to make full use of the internet,” said Congresswoman Matsui. “Almost two-thirds of Californians without home broadband say cost is a key reason, and nearly one in three mention limited digital skills. The Digital Equity Capacity Grant will empower California to reduce broadband adoption barriers and advance digital inclusion statewide. This injection of federal funding will jumpstart local efforts to provide older adults, schoolchildren, and underserved communities with the devices, digital skills training, and essential resources to succeed in the 21st century economy.”

    Congresswoman Matsui has led national efforts to promote digital access and equity. She co-authored the Digital Equity Foundation Act, which would establish a nonprofit foundation to channel public and private investments into closing the divide on digital equity, digital inclusion, and digital literacy.

    Background:

    This award will support initiatives to make affordable broadband, devices, and digital literacy training accessible to Californians who currently face barriers to digital equity. The funding comes from the State Digital Equity Capacity Grant Program, one of three Digital Equity Act grant programs created by the Bipartisan Infrastructure Law.

    Using $4 million from the State Digital Equity Planning Grant Program, California created a plan aimed at addressing disparities in digital access, skills and affordability across the state.

  • MIL-OSI USA: U.S. Rep. Kathy Castor Announces $40M Grant for New State-of-the-Art Terminal at TPA

    TAMPA, FL – U.S. Rep. Kathy Castor (FL-14) announced that Tampa International Airport (TPA) will receive $40,000,000 in federal grant funding through the Federal Aviation Administration’s (FAA) Airport Terminal Program. The funding will support the construction of a new terminal, Airside D, to meet international and domestic passenger demands.

    “Tampa International Airport is an economic powerhouse for the Tampa Bay region,” said Rep. Castor. “Tampa Airport serves a growing and dynamic region including an estimated 25 million passengers a year, so it’s critical that the airport can modernize and meet the growing demand. This significant federal funding will help improve airport operations and ensure a comfortable travel experience at one of the world’s most beloved airports.”

    “We’re immensely thankful for the support and partnerships of U.S. Rep. Kathy Castor and the FAA in helping to fund Tampa International Airport’s first new airside terminal in nearly 20 years,” TPA CEO Joe Lopano said. “Airside D will be critical in accommodating the tourism, population and business growth we’re experiencing in the Tampa Bay region and beyond, and we’re looking forward to breaking ground on this project later this year.”

    The grant partially funds the construction of the new 16-gate Airside D terminal, which consists of approximately nine passenger boarding bridges and an automated people mover track connecting Airside D to the main terminal.

    The Airside D project is part of the Airport’s Capital Program and is the third and final phase of TPA’s Master Plan. Phases 1 and 2 included several major projects, including the Main Terminal redevelopment, the Rental Car center, SkyConnect Automated People Mover, a roadway expansion, the Central Utility Plan, the Blue Express Curbsides, and the SkyCenter One office building.

    Castor has championed infrastructure investments in Tampa Bay neighborhoods and economic engines under the landmark Infrastructure Investment and Jobs Act, which was passed by the Democratic-led Congress and signed by President Biden. The sizable Tampa Airport grant follows a $22 million grant for Port Tampa Bay announced last week.

  • MIL-OSI Security: Former Henry County Jail Corrections Officer Charged in Federal Court with Using Excessive Force on an Inmate

    INDIANAPOLIS— Federal charges have been filed against Curtis Doughty, 27, of Muncie, with deprivation of rights under color of law.

    According to court documents, Doughty was employed as a corrections officer in the Henry County Jail, as well as a member of the Sheriff’s Emergency Response Team. On February 13, 2024, Doughty participated in a scheduled search of an inmate housing pod in the jail. During the search, inmates were moved into a holding area in the recreation yard while officers searched the cells for contraband.

    During the search, Doughty was one of two officers responsible for directing inmates to face the wall and remain seated. When inmate turned his head away from the wall, Doughty, without warning, shot his pepper ball gun at point blank range into the inmate’s spine. The pepper ball shot caused bodily injury to the inmate. Doughty then yelled to the other inmates in the holding area, “congratulations, you all inhale that now,” in reference to the pepper ball gas.

    Shortly after the incident, other members of the team reported the incident to a commander. The commander pulled Doughty from duty and sent him home.

    The FBI investigated this case, with valuable assistance provided by the Henry County Sheriff’s Office. If convicted, Doughty faces up to ten years in federal prison.

    U.S. Attorney Myers thanked Assistant U.S. Attorney Peter A. Blackett, who is prosecuting this case.

    A criminal information is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI Global: Is Donald Trump a fascist? Here’s what an expert thinks

    Gen. John Kelly, Donald Trump’s longest-serving chief of staff, went public this week with his concerns that the former president met the definition of a fascist. Speaking to the New York Times, Kelly declared that Trump “would govern like a dictator if allowed”. Days later in an interview vice-president Kamala Harris agreed with him.

    Trump replied in his usual style. On Truth Social, he called Kelly a “degenerate … who made up a story out of pure Trump Derangement Syndrome Hatred”. He also posted on X, falsely accusing Harris of “going so far as to call me Adolf Hitler, and anything else that comes to her warped mind”. In fact, Harris has not called him “Hitler”. Funnily enough, it was his own running mate, J.D. Vance, who once called him “America’s Hitler” in a private text message.

    Helpfully, Kelly also provided a surprisingly rigorous definition of fascism, a term famously flexible as both a political concept and a political insult. He described it as “a far-right authoritarian, ultranationalist political ideology and movement characterised by a dictatorial leader, centralised autocracy, militarism, forcible suppression of opposition, belief in a natural social hierarchy”.

    This is remarkably close to widely accepted historical definitions of the political tendency that arose with the foundation of Italy’s fascist movement in 1919 and spread across interwar Europe. Federico Finchelstein, professor of history at the New School for Social Research, has summed it up as “a political ideology that encompassed totalitarianism, state terrorism, imperialism, racism, and, in Germany’s case … the Holocaust”.

    Historians on fascism

    Historians have been debating whether the term applies to Trump since his first presidential campaign and his election on November 9 2016. Very early on, in a 2015 conversation with a Vice reporter, Cornell University history professor Isabel Hull stated that Trump was “not principled enough to be a fascist”. She described him as more of a “nativist-populist”.

    Finchelstein wrote an entire book to explain the difference between historical fascism and contemporary populism. While they share many features, he argued fascism is a form of dictatorship while populism functions within the boundaries of democracy.

    Yet, populism can turn into fascism when it resorts to the practices of identifying and persecuting internal enemies. Timothy Snyder, a professor of history and global affairs at Yale University, has repeatedly stated that Trump is indeed a fascist, recently telling Vanity Fair that Americans might just quietly adapt to the “banality” of tyranny.

    Finchelstein’s own perspective evolved after January 6 2021, when Trump appeared to incite his supporters to attack the United States Capitol, in order to prevent a peaceful transfer of power to Joe Biden. In response, Finchelstein wrote an op-ed in The Washington Post in which he argued that Trump had outgrown the populist camp and was now assuming the fascist mantle as a definitive threat to democracy.

    And Finchelstein was not the only one to consider January 6 an irrevocable turning point. Robert Paxton, Mellon professor emeritus of social sciences at Columbia University, also changed his mind, writing that the “[fascist] label now seems not just acceptable but necessary”.

    Others remain unconvinced. Richard Evans, an emeritus professor at Cambridge University, feels that Trump was not a fascist, arguing in the New Statesman that “6 January was not a coup” and “the attack on Congress was not a pre-planned attempt to seize the reins of government”.

    According to Evans, Trump doesn’t display the classic fascist hunger for conquest and expansionist violence, and it is politically unwise for his opponents to fixate on a past category rather than analysing his politics as a new phenomenon.

    Meanwhile, Ruth Ben-Ghiat, professor of history and Italian studies at New York University, remains more divided on the issue. She wrote in an essay that “in some ways, the label of Fascism is too reductive for Trump” because he “praises Communist dictators as much as he praises the Fascistic leaders”, but “it is beyond doubt that Trump has provided a new stage and a new context for fascist ideologies and practices”.

    Kamala Harris has called Donald Trump a fascist.

    I believe that Trump would act as fully-fledged fascist if he could. The question is: will the American people let him do so? He has, in fact, enacted fascist-lite policies to the extent that his power allowed.

    He attempted to overturn a democratic election; he nominated Supreme Court justices to effectively overturn Roe v Wade and govern women’s bodies. He also created additional procedural barriers to prevent immigrants from seeking asylum in America, some of which are reminiscent of fascist racial laws. He also threatened to deploy the military and law enforcement to target political opponents.

    However, he has so far been forced to operate within the boundaries of the democratic rule of law. If the American people vote him into power a second time, there is no guarantee that those boundaries will hold. If fascism repeats itself, it will be as tragedy again — not farce.

    Washington, D.C. – Today, Congresswoman Jennifer McClellan (VA-04) issued the following statement after a federal judge temporarily halted Governor Glenn Youngkin’s removal of approximately 1,600 voters from the Virginia voter rolls: 

    “Mere weeks from the presidential election, Governor Glenn Youngkin attempted to purge 1,600 Virginians from the voter rolls without adequate notice or due process. These actions clearly violated federal law, which prohibits the systematic purging of voter rolls within 90 days of an election.  

    “I welcome the U.S. District Judge Patricia Giles’ ruling to temporarily block Governor Youngkin’s order and prevent the disenfranchisement of thousands of Virginia voters. There is no evidence of widespread non-citizen voting in Virginia or in any state in our nation. The evidence clearly showed that Governor Youngkin’s last-minute voter purge illegally disenfranchised eligible voters, just weeks before the election. This included disenfranchising a Virginia citizen, despite the words ‘NEW CITIZEN’ stamped on their application. Governor Youngkin’s decision was clearly haphazard, political and contrary to the National Voter Registration Act.

    “In a government by, of, and for the people, your vote is your power. As the daughter, granddaughter, and great-granddaughter of individuals who lived through Jim Crow and experienced voter discrimination, voting rights are personal to me. That’s why I passed The Voting Rights Act of Virginia in 2021, which has made Virginia a national leader in protecting voting accessx. I will continue my efforts to ensure every American can make their voices heard by passing the John R. Lewis Voting Rights Advancement Act to restore the Voting Rights Act of 1965.” 

    McClellan is a staunch voting rights advocate who has spent her career fighting to protect Americans’ right to exercise their fundamental right to vote. The first bill she passed in the House of Delegates made it easier to vote absentee in Virginia. In 2021, McClellan passed the Voting Rights Act of Virginia to make Virginia the first state in the South to pass a voting rights act. Now in Congress, McClellan is a member of the Task Force on Strengthening Democracy and an original cosponsor of the John R. Lewis Voting Rights Advancement Act and the Freedom to Vote Act.

  • MIL-OSI Security: Mexican Nationals – Brother and Sister – Found Guilty of Kidnapping Victim in Mexico Then Traveling to U.S. to Collect Ransom Payment

    LOS ANGELES – A brother and sister from Rosarito, Mexico, were found guilty by a jury today for their roles in a kidnapping and ransom scheme in which the brother pretended to act as an intermediary between the victim’s family and the kidnappers while his son and sister crossed the border into the United States to collect the ransom money.

    Mario Alex Medina, 54, a.k.a. “Shyboy,” and María Alejandra Medina, 51, were found guilty of one count of conspiracy to commit hostage taking and one count of conspiracy to demand a ransom payment. Mario Medina also was found guilty of one count of making a foreign communication with intent to extort.

    “These defendants subjected their victim and his family to a terrifying ordeal in order to illegally profit,” said United States Attorney Martin Estrada. “Such callous disregard for others and cavalier use of violence cannot and will not be tolerated.  These defendants will now appropriately face justice for their crimes.”

    José Salud Medina, 31, a.k.a. “Gordo,” who is Mario Medina’s son and María Medina’s nephew, is in Mexican custody on unrelated charges. He is expected to be tried separately in this case, in which he is charged with one count of conspiracy to commit hostage taking, one count of conspiracy to demand a ransom payment, and one count of making a foreign communication with intent to extort. 

    According to evidence presented at a four-day trial, on November 5, 2022, Mario Medina directed and helped accomplices break into the house of a neighbor, identified in court documents as “R.V.,” kidnapping the victim at gunpoint, pistol whipping him and firing a gun near his head. The next day, one of the co-conspirators placed a ransom call to the victim’s family in Los Angeles County and demanded $70,000 for his release. The kidnappers, through WhatsApp, also sent a video of the victim being beaten.

    On November 10, 2022, an accomplice called R.V.’s family and threatened to kill R.V. if his family did not pay $30,000. Later that day, Mario Medina – pretending to be an intermediary between R.V.’s family and the hostage takers – told the victim’s family to meet at a McDonald’s restaurant in San Ysidro, located north of the U.S.-Mexico border, to make the ransom payment. 

    José and María Medina met the victim’s family the next day at the McDonald’s restaurant, collected the $30,000 ransom payment from the victim’s family, and took the money back to Mexico.

    The hostage takers on November 11, 2022, then left R.V. tied up and alone in a small, subterranean trench, where Mexican law enforcement rescued him later that day.   

    United States District Judge Stephen V. Wilson scheduled a February 3, 2025, sentencing hearing, at which point Mario and María Medina will face a statutory maximum sentence of life in federal prison.

    Operation Safe Cities establishes strategic enforcement priorities with an emphasis on prosecuting the most significant drivers of violent crime. Across this region, the most damaging and horrific crimes are committed by a relatively small number of particularly violent individuals. This strategic enforcement approach is expected to increase the number of arrests, prosecutions and convictions of recidivists engaged in the most dangerous conduct. It is designed to improve public safety across the region by targeting crimes involving illicit guns, prohibited persons possessing firearms, or robbery crews that cause havoc and extensive losses to retail establishments.

    The FBI investigated this matter.

    A switch dealer who shot a machinegun out the window of a moving vehicle on a public highway pleaded guilty to a federal firearm crime, announced U.S. Attorney for the Northern District of Texas.

    Juan Angel Rendon, 18, was charged via criminal complaint in September and indicted the following month. He pleaded guilty on Wednesday to illegal possession of a machinegun.

    “As we said when we launched Operation Texas Kill Switch, machinegun conversion devices are putting our communities in danger. This defendant’s conduct – shooting a switch-equipped handgun out of a moving vehicle for no apparent reason – is case in point,” said U.S. Attorney Leigha Simonton. “Weapons of war belong on the battlefield, not the streets North Texas streets. The U.S. Attorney’s Office will relentlessly pursue anyone who manufactures, sells, or possesses machinegun conversion devices.”

    “The brazenness of Mr. Rendon shown here does not surprise me. We are seeing similar videos all around the country which is why ATF is doubling down on our unwavering commitment to stopping the spread of machinegun conversion devices. We commend all our law enforcement partners across the region as we work together in this fight. Firing a machinegun wildly in public, while being filmed, may have made Mr. Rendon feel like a gangster that evening. However, he will now have plenty of time in prison to think about how isn’t a modern-day Capone” stated ATF Dallas Field Division Special Agent in Charge Jeffrey C. Boshek II.

    According to court documents, Mr. Rendon sold a 9mm Glock pistol equipped with a machinegun conversion device, colloquially known as a “switch,” to an undercover ATF agent on Aug. 27, 2024.

    During the purchase, which occurred at his mobile home, Mr. Rendon explained to the undercover agent how to install and operate the machinegun conversion device so the gun would fire full auto.

    At a detention hearing last month, agents testified that Mr. Rendon advertised Glock switches for sale on his Instagram. At the hearing, prosecutors played a video from Mr. Rendon’s Instagram account showing him firing a switch-equipped Glock out the window of a moving vehicle on a public highway, with cars visibly passing by in the distance.

    When he was arrested in September, agents recovered nine firearms, including two equipped with switches, and seven additional switches or switch parts.

    A query of the National Integrated Ballistic Information Network (NIBIN) linked firearms he possessed to two shootings in the Fort Worth area.

    Mr. Rendon now faces up to 10 years in federal prison.

    The Bureau of Alcohol, Tobacco, Firearms, & Explosives’ Dallas Field Division – Fort Worth Resident Agency conducted the investigation with assistance from the Fort Worth and Haltom City Police Departments and the Department of Public Safety. Assistant U.S. Attorney Justin Beck is prosecuting the case.

    This case is part of “Operation Texas Kill Switch,” a statewide initiative taking aim at machinegun conversion devices, also known as “switches,” which transform commercially available semi-automatic firearms into fully-automatic weapons capable of firing faster than military-grade machine guns. Spearheaded by U.S. Attorneys Leigha Simonton, Alamdar Hamdani, Damien Diggs and Jaime Esparza, Operation Texas Kill Switch relies on partnerships with state and local law enforcement as well as rewards offered by Crime Stoppers.

    Today, Governor Cooper visited Green River Cove in Polk County to assess storm damage to the Green River and surrounding areas, meet with local officials and speak with those impacted by the storm. In the afternoon, the Governor joined First Lady of the United States Jill Biden at a World Central Kitchen site in Asheville where they packed and served food and thanked volunteers. This morning, the Governor signed Senate Bill 743 into law, which allocates more than $600 million in Helene disaster relief and recovery funds.

    “Today I traveled to Green River Cove in Polk County to survey storm damage and meet with local officials and then helped with relief efforts in Asheville alongside First Lady Jill Biden,” said Governor Cooper. “Folks on the ground in western NC are working hard to help communities build back from this storm and get help to those in need. I’m thankful for our federal, state, local and volunteer partners who are pitching in as we continue our recovery efforts.”

    The Green River and other waterways in Western North Carolina sustained significant damage from Helene, affecting surrounding homes, communities and businesses. The World Central Kitchen works to provide fresh meals to communities impacted by natural disasters and other crises.

    This week, Governor Cooper recommend an initial $3.9 billion package to the General Assembly to begin rebuilding critical infrastructure, homes, businesses, schools, and farms damaged during the storm. Initial damage estimates are $53 billion, roughly three times Hurricane Florence estimates in 2018 and the largest in state history. The funding put forward by legislative Republicans this week represents just 1/6 of this recommendation and included no funds for small business grants and other key needs. The Governor urged legislators to return in November and pass a more comprehensive package.

    “Western North Carolina needs significant investments to recover fully from the worst storm our state has ever seen. Legislators have taken a small step here and should follow it with a more comprehensive package to help families, businesses and communities build back stronger,” said Governor Cooper.

    North Carolina National Guard and Military Response

    Over 1,700 Soldiers and Airmen are working in Western North Carolina. Joint Task Force- North Carolina, the task force led by the North Carolina National Guard is made up of Soldiers and Airmen from 12 different states, two different XVIII Airborne Corps units from Ft. Liberty, a unit from Ft. Campbell’s 101st Airborne Division, and numerous civilian entities are working side-by-side to get the much-needed help to people in Western North Carolina.

    The U.S. Army Corps of Engineers is helping to assess water and wastewater plants and dams. Residents can track the status of the public water supply in their area through this website.

    FEMA Assistance

    Approximately $168.4 million in FEMA Individual Assistance funds have been paid so far to Western North Carolina disaster survivors and more than 226,000 people have registered for Individual Assistance. Over 7,100 people have been helped through FEMA’s Transitional Sheltering Assistance. Nearly 5,900 registrations for Small Business Administration Loans have been filed.

    Nearly 1,700 FEMA staff are in the state to help with the Western North Carolina relief effort. In addition to search and rescue and providing commodities, they are meeting with disaster survivors in shelters and neighborhoods to provide rapid access to relief resources. They can be identified by their FEMA logo apparel and federal government identification.

    North Carolinians can apply for Individual Assistance by calling 1-800-621-3362 from 7am to 11pm daily or by visiting www.disasterassistance.gov, or by downloading the FEMA app. FEMA may be able to help with serious needs, displacement, temporary lodging, basic home repair costs, personal property loss or other disaster-caused needs.

    Help from Other States

    More than 1,750 responders from 39 state and local agencies have performed 153 missions supporting the response and recovery efforts through the Emergency Management Assistance Compact (EMAC). This includes public health nurses, emergency management teams supporting local governments, veterinarians, teams with search dogs and more.

    Beware of Misinformation

    North Carolina Emergency Management and local officials are cautioning the public about false Helene reports and misinformation being shared on social media. NCEM has launched a fact versus rumor response webpage to provide factual information in the wake of this storm. FEMA also has a rumor response webpage.

    Efforts continue to provide food, water and basic necessities to residents in affected communities, using both ground resources and air drops from the NC National Guard. Food, water and commodity points of distribution are open throughout Western North Carolina. For information on these sites in your community, visit your local emergency management and local government social media and websites or visit ncdps.gov/Helene.

    Storm Damage Cleanup

    If your home has damages and you need assistance with clean up, please call Crisis Cleanup for access to volunteer organizations that can assist you at 844-965-1386.

    Power Outages

    Across Western North Carolina, approximately 4,200 customers remain without power, down from a peak of more than 1 million. Overall power outage numbers will fluctuate up and down as power crews temporarily take circuits or substations offline to make repairs and restore additional customers.

    Road Closures

    Some roads are closed because they are too damaged and dangerous to travel. Other roads still need to be reserved for essential traffic like utility vehicles, construction equipment and supply trucks. However, some parts of the area are open and ready to welcome visitors which is critical for the revival of Western North Carolina’s economy. If you are considering a visit to the area, consult DriveNC.gov for open roads and reach out to the community and businesses you want to visit to see if they are welcoming visitors back yet.

    NCDOT currently has approximately 1,400 employees and 900 pieces of equipment working on thousands of damaged road sites.

    Fatalities

    Ninety-eight storm-related deaths have been confirmed in North Carolina by the Office of Chief Medical Examiner. This number is expected to rise over the coming days. The North Carolina Office of the Chief Medical Examiner will continue to confirm numbers twice daily. If you have an emergency or believe that someone is in danger, please call 911.

    Today, the Honourable Harjit S. Sajjan, Minister of Emergency Preparedness and Minister responsible for the Pacific Economic Development Agency of Canada (PacifiCan), announced $9.4 million in PacifiCan funding to help three Surrey-based businesses grow locally and compete globally.

    Minister Sajjan made the announcement while visiting Nanak Foods Inc., an innovative food manufacturer receiving $5 million in funding through PacifiCan’s Business Scale-up and Productivity (BSP) program. Nanak is North America’s largest and leading manufacturer of specialty dairy-based, South Asian-inspired foods. Nanak’s paneer cheese product incorporates whole milk from B.C. cows, benefiting local dairy farmers.

    PacifiCan’s investment will allow the company to increase production of paneer cheese by expanding its operations with new equipment. The funding announced today will allow Nanak to scale-up locally, create jobs and accelerate global sales of its signature product.

    Minister Sajjan also announced funding for two other Surrey-based businesses, one through PacifiCan’s BSP and the other through the Jobs and Growth Fund. Dr. Ma’s Laboratories, a natural health product manufacturer, is receiving over $3.1 million in funding to scale up operations and create new jobs. LED Smart is receiving over $1.2 million to continue to innovate in the design of its horticulture lighting system and increase production to meet global demand.

    Sandy Lake First Nation, with funding support from Indigenous Services Canada, is bringing a new era of modern health services to its community as the Sandy Lake Community Health Center opens its doors today, serving the health needs of the over 2,600 residents living on reserve in the remote, fly-in Northern Ontario community.

    October 25, 2024 — Sandy Lake First Nation, Treaty 5 Territory, Ontario — Indigenous Services Canada and Sandy Lake First Nation

    Sandy Lake First Nation, with funding support from Indigenous Services Canada, is bringing a new era of modern health services to its community as the Sandy Lake Community Health Center opens its doors today, serving the health needs of the over 2,600 residents living on reserve in the remote, fly-in Northern Ontario community. Over 1,765 square metres, the facility will ensure that more Sandy Lake residents are able to access health services in their community, reducing health outcome disparities and enabling them to get healthcare when and where they want.

    The Community Health Center provides the expanded space, services, and technology required to meet the growing needs of the community. Replacing a smaller, aging health centre and health professional accommodations, the new Centre brings the community’s health services together under one roof. It houses the community’s primary health care services, dental care, vision care, and addictions treatment services. The building is equipped with modern technology that supports its operations onsite as well as telemedicine to deliver health services remotely. The funding will also improve access to diverse healthcare services. The new build includes two detached apartment buildings—with 10 units each—to house nursing staff and health care professionals visiting the community to provide care.   

    Indigenous Services Canada provided over $50 million to support this community-led project. Through this investment, the community is now better equipped to meet the health needs of residents.

    Washington, D.C. – Today, U.S. Senators Reverend Raphael Warnock (D-GA) and Jon Ossoff (D-GA) announced $22,455,639 in federal funding for Georgia to create digital literacy programs, expand community access to computers and tablets, lower costs to get connected, and more. These funds were based in part on provisions from Senator Warnock’s Device Access for Every American Act that he successfully included in the Bipartisan Infrastructure Law. Eligible uses include funding for digital literacy programs, partnerships with providers to improve internet affordability, and support for community anchor institutions like libraries, schools, community centers, and religious institutions to help connect, train, and educate communities in all aspects of digital connectivity and digital services. The grant will be distributed by the National Telecommunications and Information Administration (NTIA) to the state. This funding also allows Georgia to begin implementation of its digital equity plans.

    “I am proud to have secured provisions in the Bipartisan Infrastructure Law to make this federal funding possible and help close the digital divide for communities across Georgia–particularly in our rural and underserved communities that for too long have been left behind,” said Senator Reverend Warnock. “It is not enough to just put fiber cables in the ground. We need to make sure our communities have the devices, resources, training, and low costs that will allow Georgians participate and thrive in our increasingly digital economy, and this multi-million dollar grant will do just that by creating digital literacy programs, expanding community access to computers and tablets, lowering costs to get connected, and more.”

    The growing need for reliable Internet connectivity and access to connected devices was exacerbated during the Covid-19 pandemic, which forced millions of Americans to shift to digital platforms for school, work, and other daily activities. But the evolving 21st century economy and technological revolution is only continuing these trends. Having a reliable broadband connection is increasingly as necessary as having running water or reliable electricity. However, many households struggle to keep up due to the lack of access to connected devices and the cost of acquiring them. Nationwide, 40% of working adults do not own a desktop or laptop computer. Additionally, 4.4 million households with students lack consistent access to a computer, making it difficult for these students to participate in class and complete schoolwork.

    Senator Warnock has been a champion for strengthening broadband access for Georgians across the state. In May 2024, Senator Warnock hosted Commerce Secretary Gina Raimondo at Georgia-based OFS Fitel to uplift more $1 billion in Bipartisan Infrastructure Law funding coming to Georgia for broadband expansion to close the digital divide in communities across the state. Senator Warnock also led an effort urging the FCC to expand the E-Rate program, which would allow schools and libraries to provide Wi-Fi hotspots to students and educators. Additionally, in 2022 Senator Reverend Warnock hosted FCC Chair Rosenworcel in Jackson County to discuss the need for better broadband service in rural communities. Senator Warnock has also worked with Senator Luján to urge the FCC to prevent digital discrimination by facilitating equal access to broadband internet through its rulemaking process. Additionally, in a recent Senate Commerce committee hearing, Senator Warnock called out Congress’ inaction on funding the Affordable Connectivity Program and how a funding lapse would be detrimental to the more than 23 million Americans who depend on it, which includes 720,000 Georgians.

    DHS continues to enforce U.S. immigration laws and deliver tough consequences for those who enter unlawfully. This includes swiftly returning those without a legal basis to remain in the United States, while encouraging the use of lawful pathways. Since June 2024, when the Securing the Border Presidential Proclamation and accompanying Interim Final Rule went into effect, encounters between ports of entry along the southwest border have decreased by 55%. In Fiscal Year 2024, DHS removed or returned over 160,000 individuals and operated more than 495 international repatriation flights to more than 145 countries—including India. 

    “Indian nationals without a legal basis to remain in the United States are subject to swift removal, and intending migrants should not fall for the lies of smugglers who proclaim otherwise,” said Senior Official Performing the Duties of the Deputy Secretary of Homeland Security Kristie A. Canegallo. “The Department of Homeland Security will continue to enforce our nation’s laws.”  

    DHS regularly engages with foreign governments throughout the hemisphere and around the world to accept repatriations of their nationals without a legal basis to remain in the United States. This is one tool among many DHS uses to reduce irregular migration, promote the use of safe, lawful, and orderly pathways, and hold transnational criminal networks accountable for smuggling and exploitation of vulnerable people. Over the last year, DHS has removed individuals to a range of countries around the world, including Colombia, Ecuador, Peru, Egypt, Mauritania, Senegal, Uzbekistan, the PRC, and India. As a result of these efforts, DHS removed or returned more individuals in FY2024 than any year since FY2010, and DHS continues to expand removal flights operations.

  • MIL-OSI USA: Empire of pain: City of London Police foil £1m illegal pharma drug gang with two people jailed and over 1,000,000 pills seized

    Three people have been sentenced today for their role in the large scale importation and distribution of unregulated pharmaceutical drugs into the UK from India where they were then repackaged and distributed internationally.

    The three defendants were found guilty during a 6 week trial and were sentenced today at Southwark Crown Court with the following:

    • Salman Ansari, 33, of Central Road, Wembley, was found guilty of 12 counts of possession with intent to supply drugs (Class A, B and C), one count of conspiracy to supply Class C and one count of money laundering. Salman Ansari received a six year sentence.
    • Waqas Saleem, 33, Sylvia Gardens, Wembley, was found guilty of 12 counts of possession with intent to supply drugs (classes A, B and C), one count of conspiracy to supply Class C and one count of money laundering. Waqas Saleem received a sentence of two and a half years.
    • Juhi Ansari, 32, of Central Road Wembley, was found guilty of one count of money laundering and received a suspended sentence but will be required to complete100 hours unpaid work and 25 days rehab.

    Over 730kg of drugs were seized during the operation. This included strong opioids such as tapentadol and tramadol, and benzodiazepines including zolpidem, zopiclone and nitrazepam. Both types of drugs are commonly misused for their sedation effect and can be fatal when combined. In total there were more than 1,000,000 tablets seized.

    In total, there were nine different drugs that were categorised as being Class C (zolpidem, zopiclone, nitrazepam, tramadol, etizolam, pregabalin, flubromazolam, bromazolam, alprazolam), one Class B (cannabis resin) and one Class A (tapentadol).

    Detective Constable Syed Shah, from the Serious Organised Crime Team, City of London Police said:

    “Today’s result is the culmination of numerous law enforcement agencies, working together from across the world, over a period of more than three years.

    “The illegal importation of drugs has a devastating impact on the public These drugs in particular are subject to an emerging trend of misuse due to their availability and affordability. Many of the drugs seized are unregulated products for the UK market, with the investigation team encountering counterfeited brands such as Xanax with flubromazolam where the pills dose and potency unknown. The withdrawal from drugs such as pregabalin can be more severe than opiate withdrawal and presents the user with a risk to life.

    “This investigation involved partnership working with colleagues from  UK Border Force, as well as crucial support overseas from US law enforcement, principally the Homeland Security Investigations (HSI), Customs and Border Patrol and the Food & Drug Administration (FDA). From everyone at City of London Police, we thank you all for your hard work.

    “To those individuals which have assisted or benefitted financially from this criminal enterprise, you all now become the focus of future investigations with law enforcement targeting you in the UK and overseas.”

    Special Agent Fernando McMillan, FDA Office of Criminal Investigations, New York Field Office said:

    “Selling and importing unapproved pharmaceutical drugs across international borders and into the United States puts the public health at risk. FDA is grateful for the partnership with the City of London and multiple law enforcement agencies to bring these criminals to justice.”

    “Maintaining vigilance and collaboration with our counterparts in the U.K. remains critical to safeguarding public health and safety, and we will continue to enhance international cooperation and enforcement strategies to combat the illegal shipment of regulated products.”

    Special Agent Michael J. Krol, Homeland Security Investigations (HSI), New England said:

    “This pharmaceutical smuggling ring was systematically disrupted and dismantled through the hard work of law enforcement on both sides of the Atlantic working together towards the same goal: a safe supply chain the public can trust. We live in a global society and crimes do not confine themselves to one country. We must work together to tackle transnational threats to ensure a safer world for all.”

    The investigation can be traced back to October 2020 where US Customs and Border seized numerous shipments sent from the UK found to contain illicit pharmaceutical drugs. A referral was then made to the City of London Police’s Serious Organised Crime Team (SOCT). By tracing the packages being sent from the UK, SOCT were able to identify Salman Ansari and Waqas Saleem being responsible for the shipment of the drugs and the location they were storing the drugs. Information sharing with US counterparts the Food and Drug Administration (FDA)  led to successful warrants being executed in June 2021 in Vermont, USA, where pharmaceutical drugs were found at a property.

    By tracing the packages being sent from UK airports to JFK, officers were able to identify drop-off locations of the drugs, as well as vehicles used by Salman Ansari and Waqas Saleem. This led City of London Police officers to a storage unit in Wembley.

    Following a focused and in-depth proactive investigation , Salman Ansari and Waqas Saleem were arrested in July 2021and both were arrested within the storage unit for conspiracy to supply controlled drugs and money laundering.

    Contained within the storage unit were a significant quantity of large cardboard boxes which contained thousands of blister packs of what purported to be pharmaceutical grade drugs. These included Tramadol, Zopiclone, Atizolam, Xanax, Nitrazepam, Zolpidem, Pregabalin as well as what was believed to be cannabis resin. A total of 175 exhibits were seized from the storage location.

    At the same time, SOCT officers attended the Ansari home address and arrested Salman’s wife Juhi Ansari for money laundering.

    Financial investigations revealed that Salman Ansari had over 11 bank accounts in his name, with a credit turnover of £1.09m, which vastly outweighed any declared or legitimate income expressed to HMRC. Between March 2018 and September 2021, over 158 transactions were made from Salman Ansari to his wife Juhi Ansari, totalling more than £265,0000 and during the same time frame Juhi Ansari sent over £147,000 to Salman Ansari. It was also established that Salman Ansari sent Waqas Saleem over £7,000 during April 2021 and July 2021.

    Additionally, various complex money laundering techniques were utilised, where funds from illicit sales were made in various cryptocurrencies such as Bitcoin and USD and transferred to individuals in India. Additionally, Salman sent funds to India approximating to $62,120 (around £46,458) and similarly, Juhi Ansari sent approximately $55,050 (around £41,194) also to India.

    All defendants put in a plea of not guilty, however during the 6 week trial extensive evidence was put to the jury which outlined the global drug network that Ansari and Saleem had orchestrated. The jury were unanimous in the their verdict of guilty on all counts for all three defendants.

    City of London Police advice to the general public

    Unregulated drugs can have a devastating impact on people’s wellbeing, as without thorough testing and regulation by registered drug distributors, they can have potentially fatal results.

    Never buy any drugs or pharmaceutical medicine on the black market or online, you could be putting yourself and others at risk of serious health complications.

  • MIL-OSI Security: U.S. Attorney Parker honors community, law enforcement efforts in third annual awards ceremony

    CINCINNATI – Kenneth L. Parker, United States Attorney for the Southern District of Ohio, presented the 2024 Law Enforcement and Community Awards, honoring individuals and groups for their work to reduce gun violence and provide comprehensive services to victims of domestic violence, human trafficking and exploitation.

    “The recipients of this year’s awards embody the spirit and dedication of what it means to come together and work hard for the greater good,” said U.S. Attorney Parker. “These fine individuals exemplify being part of a positive community every day. They deserve our recognition and gratitude.”

    The awards include:

    Kaia Grant Badge of Bravery and Sacrifice Award

    Springboro Police Officer Christopher Heath Martin

    Officer Heath Martin, a 20-year veteran of the Springboro Police Department, was first to the scene of a fire inside a home in June 2023. Officer Martin rescued a 36-year-old man, who uses a wheelchair, from a back bedroom of the home. The victim’s battery-operated wheelchair is believed to be the cause of the fire and had exploded. The officer’s body worn camera captured his life-saving actions of finding the victim and bringing him to safety.

    Law Enforcement Excellence Award

    FBI Special Agent Robert Buzzard

    Special Agent Buzzard serves as the lead agent on the FBI’s Southern Ohio Safe Streets Task Force (SOSSTF) and is known throughout the Miami Valley for his law enforcement excellence and expertise. The depth of his drug trafficking investigations often leads to the sources of supply outside of the United States. Examples of cases in which he was the lead agent include U.S. v. Walton et al – in which the United States successfully dismantled a sophisticated long-running drug trafficking organization led by two brothers – and U.S. v. Goddard et al – a case involving two Dayton men who were convicted on all counts for crimes related to the 2019 death of Dayton Detective and DEA Task Force Officer Jorge DelRio. The defendants were each sentenced to life in prison.

    Project Safe Neighborhood’s Guardian Award

    ATF Special Agent Derek Graham

    Special Agent Graham has effectively and creatively investigated a significant number of firearms-related crimes in the Southern District of Ohio. He has developed a special expertise in investigating straw purchasing cases. In recent months, Special Agent Graham has investigated and solved cases involving more than 20 defendants and approximately 100 firearms. One case involved a murder and five armed robberies across jurisdictions. The shooter and getaway driver have since been sentenced to 40 years and 23 years in prison respectively. In 2024 alone, Special Agent Graham has also either completed or assisted with 57 call detail records, 61 pen registers, 92 ping orders, 69 location mappings and 21 forensic extractions for agents and task force officers, as well as local police departments.

    The Project Safe Childhood Shield of Innocence Award

    HSI Special Agent Sara Sellers

    Since joining Homeland Security Investigations Columbus in December 2020, Special Agent Sellers has initiated more than 80 criminal investigations. Special Agent Sellers joined the Internet Crimes Against Children (ICAC) task force in July 2023 and has developed the reputation as an extremely hardworking and diligent investigator. An example of her unwavering commitment to the investigation and prosecution of child predators around the world occurred in December 2023, when Special Agent Sellers was called after hours with an investigative referral from Australia regarding a potential minor victim currently being sexually abused in Ohio. Special Agent Sellers left the restaurant at which she was dining to begin the task of locating the victim and perpetrator immediately. Within 24 hours, Special Agent Sellers had confirmed the identity of the suspect, located her and the minor victim and secured warrants to arrest the suspect and execute a search warrant to obtain additional evidence in this investigation that also spawned new leads. Special Agent Sellers continues to dedicate her efforts to protect minor victims and is helping lead an investigation abroad into an international ring of exploiters who create and distribute child sexual abuse material.

    Polaris Community Service Award

    Department of Veteran Affairs’ Mobile Evaluation Team, Columbus Division of Police Mobile Crisis Response Team & Columbus Public Health

    The partnership between the Department of Veterans Affairs (VA) Police, Veterans Evaluation Team, and the Columbus Division of Police’s Mobile Crisis Response Team exemplifies exceptional innovation, collaboration, and dedication in community service. U.S. Attorney Parker recognized VMET’s Clinical Director Dr. Heather Robinson, Investigator Jesse King, Benjamin Stark and Alexandra Woodruff, Columbus Police Lt. Michael Voorhis, Sgt. John Cheatham and Officers Francis Scalfani, Veronica Poehler, Robert Heinzman and Anthony Roberts, and Columbus Public Health Supervisor Kerith Palletti and Social Workers Kierstin Dettmers, Kevin Kincaid, Zach Simmons and Jason Cole for the collaboration that has created a vital connection between law enforcement and the Veteran community, addressing the unique challenges faced by veterans in crisis.

    By merging the specialized expertise of the VA Police Veterans Response Team with the crisis intervention skills of the Columbus Division of Police Mobile Crisis Response Team, they have established a comprehensive support system that is both empathetic and effective. Together, these teams have introduced innovative crisis intervention strategies. Through joint protocols and training sessions, they have ensured both teams are well-prepared to handle the complexities of veteran-specific mental health crises. This partnership has pioneered the integration of mental health professionals into crisis response scenarios, leading to more informed and compassionate interactions with veterans in distress.

    Serve Thy Neighbor Award (Columbus)

    Center for Family Safety & Healing and the Columbus Division of Police’s ACT-DV program

    U.S. Attorney Parker recognized Center for Family Safety & Healing’s Interim Director Nancy Cunningham, President Melissa Graves, Justice System In-Research Supervisor Amber Howell and Sheronda Paramore, as well as Columbus Police Assistant Chief Greg Bodker and Commander Joseph Curmode for their work developing bridges to effectively link justice, advocacy and health systems and to build trust between residents and law enforcement.

    Through ACT-DV, trained victim advocates respond with police officers at the scene of domestic violence crimes. This important public safety and victim services partnership increases access to support resources by offering safety planning, shelter and linkage to health/ mental health services immediately after a traumatic incident. Advocates also prepare victims for what to expect through the criminal prosecution process. Having advocates and officers work side by side supports the victims’ best interest and builds trust between community and law enforcement. This effort also helps police officers develop a deeper understanding of domestic violence and the complexity, power and danger that far too often keeps women in abusive homes.

    Serve Thy Neighbor Award (Dayton)

    Ms. Lisa Lucchesi, CareSource Health Plan

    Ms. Lucchesi serves as the National Human Trafficking Project Manager for CareSource Health Plan, and her passion is to advocate for children who are being trafficked or at high risk of trafficking. She coordinated with local law enforcement agencies and service providers to organize a highly successful CareSource Human Trafficking Awareness Summit in Dayton. Ms. Lucchesi continues to host meetings with local and national stakeholders to focus on the crime of the sexual trafficking of minors, how to identify the victims, what resources are available for them and how to help these minor victims to improve their lives.  Thanks to Ms. Lucchesi, the Dayton Police Department, Montgomery County Childrens Services and Montgomery County Juvenile Court have improved their processes in looking below the surface in identifying youth victims of sex trafficking who sadly sometimes don’t see themselves as victims.

    Serve Thy Neighbor Award (Cincinnati)

    John McConnaughey, Cincinnati Citizens Police Association

    Mr. McConnaughey’s service to his community has included serving on the Board of Directors for the FBI Citizens’ Academy Alumni Association, as an Associate Member of the Hamilton County Police Association and as the President of the Cincinnati Citizens’ Police Association (CCPA), which provides support to the Cincinnati law enforcement community. He was one of the founders of the Gang Initiative Project and the Southern Ohio Chapter of the Midwest Gang Investigators Association. Both organizations work with the Cincinnati public schools to combat gang activity. Mr. McConnaughey is a dedicated advocate for reducing crime and violence amongst youth.

    Mitch Morris, Cincinnati Works

    Mr. Morris is a dedicated community servant leader, working to end gun violence in the community. He connects at-risk youth with mentors and helps them find work through Cincinnati Works. Cincinnati Works partners with people in poverty to assist them in advancing economic self-sufficiency. Mr. Morris oversees the organization’s Phoenix Program Outreach & Mentoring. His dedication to ending poverty and gun violence is unwavering.
