    Many sites are already booked out over the peak Christmas and New Year period, but there are still opportunities for those looking to explore Northland’s natural beauty over the upcoming summer period.

    DOC campsites offer affordable holiday options in pristine settings, and staff work hard to ensure campers can enjoy the summer season with minimal disruptions, says Bronwyn Bauer Hunt, Operations Manager Te Pēwhairangi (Bay of Islands).

    “Northland’s DOC campsites have always been a favourite for summer holidaymakers, offering unique experiences from coastal views to tranquil bush settings. We encourage people to plan ahead and book early where possible, especially during peak times and be aware of the rules in place to protect these special places.”

    “Our islands have special biodiversity values and are home to threatened plant and animal species, some of which only exist in a few places. Wildfire can be devastating to these native ecosystems and we are very concerned about the threat of pest seaweed Caulerpa,” says Bronwyn.

    Important information for campers and day trippers

    • Fires: Visitors are reminded not to light fires on any of the islands due to the significant risk to local wildlife and ecosystems.
    • Biosecurity: It’s vital to follow biosecurity rules to protect these fragile environments—clean your gear and check for pests before visiting. It is illegal to fish or anchor a vessel in the defined controlled area of Te Rāwhiti Inlet to help control the spread of Caulerpa.
    • Marine Mammal Sanctuary Bay of Islands: Please respect the sanctuary rules and avoid entering designated safe zones to protect dolphins and other marine life.
    • Dogs: Dogs are not permitted at DOC campsites and areas to prevent disturbance or harm to native wildlife.

    Northland campsite availability for summer 2024/2025:

    While some campsites are booked solid through the busy holiday period, others still have availability for those seeking an adventure later in the summer.

    • Uretiti Campsite—50% availability from Christmas onwards, with more space opening up after the peak holiday period.
    • Trounson Kauri Park and Puketi campsites—plenty of availability through December and January.
    • Puriri, Waikahoa, Urupukapuka Island Campsites—fully booked until mid-January, with availability after that.
    • Otamure Campsite—booked out until the end of January, with some availability from February onwards.

    Some campsites do not need to be booked and operate on a first-come, first-served basis.

    How to camp responsibly:

    • Be prepared—check the latest information on weather, travel conditions, wildlife, walking tracks, and the gear you’ll need before heading out.
    • Respect nature—use biodegradable products, and keep your washing away from rivers, lakes, and the ocean to protect local ecosystems. Most camps have a pack in pack out policy.
    • Check campsite rules—understand where to pitch your tent and whether there are fire restrictions before lighting any outdoor fires.
    • Plan for waste—not all campsites have waste disposal, so campers should take rubbish with them when leaving.
    • Book early—secure your spot at a DOC campsite by booking in advance, especially during peak periods.

    “A lot of these islands are also pest free so checking your boat for any rodent stowaways and other unwanted pests is vital. Dogs are not permitted on islands managed by DOC as they disturb or threaten wildlife.’’

    There is a total fire ban on conservation islands in Northland. Anyone who lights an unauthorised fire could face up to two years’ imprisonment or a fine of up to $200,000, plus the costs of the damage and putting out the fire.

    Facility expects to cease operations in the fourth quarter of 2025
    Company will work with the state of California to supply fuel markets and meet ongoing consumer demand

    HOUSTON–(BUSINESS WIRE)– Phillips 66 (NYSE: PSX) announced plans to cease operations at its Los Angeles-area refinery in the fourth quarter of 2025 and will work with the state of California to supply fuel markets and meet ongoing consumer demand.
    “We understand this decision has an impact on our employees, contractors and the broader community,” said Mark Lashier, chairman and CEO of Phillips 66. “We will work to help and support them through this transition.” Approximately 600 employees and 300 contractors currently operate the Los Angeles-area refinery.
    “With the long-term sustainability of our Los Angeles Refinery uncertain and affected by market dynamics, we are working with leading land development firms to evaluate the future use of our unique and strategically located properties near the Port of Los Angeles,” said Lashier. “Phillips 66 remains committed to serving California and will continue to take the necessary steps to meet our commercial and customer demands.”
    As the California Energy Commission’s analysis has indicated, expanding supply capabilities will be critical. Phillips 66 supports these efforts and will work with California to maintain current levels and potentially increase supplies to meet consumer needs. The company will supply gasoline from sources inside and outside its refining network as well as renewable diesel and sustainable aviation fuels from its Rodeo Renewable Energy Complex in the San Francisco Bay area.

    DITZINGEN / KOBLENZ — [16 October 2024] — In a ceremony held today at its Koblenz site, Thales handed over the final radar of a total of 17 Ground Alerter 10 (GA 10) warning and alerting systems for protection against indirect fire (WASI) to the Bundeswehr. In February 2021, the company was awarded the contract by the Federal Office of Bundeswehr Equipment, Information Technology and In-Service Support (BAAINBw) to supply an initial five systems, with the option for further systems, following a competitive tendering process. The contract, which in addition to the delivery of the systems also includes training, documentation and an initial supply of spare parts, was completed today with the handover of the last system on time and on budget and to the satisfaction of all parties involved.

The GA10 contributes significantly to the protection of German soldiers during their important missions at home and abroad.     The Ground Alerter 10 is a portable counter rocket, artillery and mortar (C-RAM) system for Force Protection. It is combat proven in various missions, such as convoy protection, camp protection and has saved many lives in the recent past. Its integrated alert network warns military personnel of missile and mortar threats by generating an acoustic and visual alert at the estimated impact point area. This takes place as soon as the trajectory indicates an imminent impact in the respective safety area and the system simultaneously provides reliable data on the firing position at an early stage to facilitate necessary countermeasures. To date, various GA10s are already in use to protect UN camps in North East and Eastern Mali, as well as by the French Forces in several out-of-area camps

    Easy to set-up, operate and transport, the GA10 is well suited for deployment in dismounted operations for convoy protection. Two people can accomplish en-camp/de-camp and only one person is required for system initialization and monitoring. Being the lightest system of its class and completely portable (only 1- or 2-men loads), re-deployment of the system is possible with protected vehicles or by helicopter. Mandatory for mobile operations, the GA10 prime power consumption only amounts to 350 Watts and facilitates battery-only supply.

    At Thales Germany’s Baden-Württemberg site in Ditzingen near Stuttgart, tried-and-tested, highly mobile radars for ground and coastal surveillance are developed and manufactured that are used by armed and security forces worldwide for stationary or mobile protection of complex environments.

    The Ground Alerter 10 is a complete sense and warn system consisting of a UHF radar, an integrated alarm network with multiple wireless and wired alarm devices and an operating unit (ruggedized laptop).

    The radar system consists of the main elements:

    • Antenna (incl. GPS positioning system) with 6 m telescopic mast
    • electronic radar frequency control unit (RFC)
    • electronic signal processing unit (SPC)

    The power supply is also possible with a battery system. This consists of two 6-packs (6-fold battery arrangement) of Li-Ion batteries of the internationally used type BB2590 in a transport box that also serves as a charging station.

    With a corresponding interconnection (J-unit), the battery boxes can be alternately replaced during operation. The set of two boxes is sufficient to operate the radar for > 2×4 hours. The system is operated with a ruggedized laptop with a European keyboard via the VENUS operating software. The integrated alarm network selectively generates an audible and visual alarm only in the area of the point of impact.

    NASA’s Europa Clipper has embarked on its long voyage to Jupiter, where it will investigate Europa, a moon with an enormous subsurface ocean that may have conditions to support life. The spacecraft launched at 11:06 a.m. CDT on Oct. 14 aboard a SpaceX Falcon Heavy rocket from Launch Pad 39A at NASA’s Kennedy Space Center.

    The largest spacecraft NASA ever built for a mission headed to another planet, Europa Clipper also is the first NASA mission dedicated to studying an ocean world beyond Earth. The spacecraft will travel 1.8 billion miles on a trajectory that will leverage the power of gravity assists, first to Mars in four months and then back to Earth for another gravity assist flyby in 2026. After it begins orbiting Jupiter in April 2030, the spacecraft will fly past Europa 49 times.
    “Congratulations to our Europa Clipper team for beginning the first journey to an ocean world beyond Earth,” said NASA Administrator Bill Nelson. “NASA leads the world in exploration and discovery, and the Europa Clipper mission is no different. By exploring the unknown, Europa Clipper will help us better understand whether there is the potential for life not just within our solar system, but among the billions of moons and planets beyond our Sun.”
    Approximately five minutes after liftoff, the rocket’s second stage fired up and the payload fairing, or the rocket’s nose cone, opened to reveal Europa Clipper. About an hour after launch, the spacecraft separated from the rocket. Ground controllers received a signal soon after, and two-way communication was established at 12:13 p.m. with NASA’s Deep Space Network facility in Canberra, Australia. Mission teams celebrated as initial telemetry reports showed Europa Clipper is in good health and operating as expected.
    “We could not be more excited for the incredible and unprecedented science NASA’s Europa Clipper mission will deliver in the generations to come,” said Nicky Fox, associate administrator, Science Mission Directorate at NASA Headquarters. “Everything in NASA science is interconnected, and Europa Clipper’s scientific discoveries will build upon the legacy that our other missions exploring Jupiter – including Juno, Galileo, and Voyager – created in our search for habitable worlds beyond our home planet.”
    The main goal of the mission is to determine whether Europa has conditions that could support life. Europa is about the size of our own Moon, but its interior is different. Information from NASA’s Galileo mission in the 1990s showed strong evidence that under Europa’s ice lies an enormous, salty ocean with more water than all of Earth’s oceans combined. Scientists also have found evidence that Europa may host organic compounds and energy sources under its surface.
    If the mission determines Europa is habitable, it may mean there are more habitable worlds in our solar system and beyond than imagined.
    “We’re ecstatic to send Europa Clipper on its way to explore a potentially habitable ocean world, thanks to our colleagues and partners who’ve worked so hard to get us to this day,” said Laurie Leshin, director, NASA’s Jet Propulsion Laboratory (JPL). “Europa Clipper will undoubtedly deliver mind-blowing science. While always bittersweet to send something we’ve labored over for years off on its long journey, we know this remarkable team and spacecraft will expand our knowledge of our solar system and inspire future exploration.”
    In 2031, the spacecraft will begin conducting its science-dedicated flybys of Europa. Coming as close as 16 miles to the surface, Europa Clipper is equipped with nine science instruments and a gravity experiment, including an ice-penetrating radar, cameras, and a thermal instrument to look for areas of warmer ice and any recent eruptions of water. As the most sophisticated suite of science instruments NASA has ever sent to Jupiter, they will work in concert to learn more about the moon’s icy shell, thin atmosphere, and deep interior.
    To power those instruments in the faint sunlight that reaches Jupiter, Europa Clipper also carries the largest solar arrays NASA has ever used for an interplanetary mission. With arrays extended, the spacecraft spans 100 feet from end to end. With propellant loaded, it weighs about 13,000 pounds.
    In all, more than 4,000 people have contributed to Europa Clipper mission since it was formally approved in 2015.
    “As Europa Clipper embarks on its journey, I’ll be thinking about the countless hours of dedication, innovation, and teamwork that made this moment possible,” said Jordan Evans, project manager, JPL. “This launch isn’t just the next chapter in our exploration of the solar system; it’s a leap toward uncovering the mysteries of another ocean world, driven by our shared curiosity and continued search to answer the question, ‘are we alone?’”
    Europa Clipper’s three main science objectives are to determine the thickness of the moon’s icy shell and its interactions with the ocean below, to investigate its composition, and to characterize its geology. The mission’s detailed exploration of Europa will help scientists better understand the astrobiological potential for habitable worlds beyond our planet.
    Managed by Caltech in Pasadena, California, JPL leads the development of the Europa Clipper mission in partnership with the Johns Hopkins Applied Physics Laboratory (APL) in Laurel, Maryland, for NASA’s Science Mission Directorate. The main spacecraft body was designed by APL in collaboration with JPL and NASA’s Goddard Space Flight Center, Marshall Space Flight Center, and Langley Research Center. The Planetary Missions Program Office at Marshall executes program management of the Europa Clipper mission.

    NASA’s Chandra X-ray Observatory and other telescopes have identified a supermassive black hole that has torn apart one star and is now using that stellar wreckage to pummel another star or smaller black hole, as described in our latest press release. This research helps connect two cosmic mysteries and provides information about the environment around some of the bigger types of black holes.

Over the course of a few years, this disk expanded outward until it intersected with another object – either a star or a small black hole – that is also in orbit around the giant black hole. Each time this object crashes into the disk, it sends out a burst of X-rays detected by Chandra.     In 2019, an optical telescope in California noticed a burst of light that astronomers later categorized as a “tidal disruption event”, or TDE. These are cases where black holes tear stars apart if they get too close through their powerful tidal forces. Astronomers gave this TDE the name of AT2019qiz.
    Meanwhile, scientists were also tracking instances of another type of cosmic phenomena occasionally observed across the Universe. These were brief and regular bursts of X-rays that were near supermassive black holes. Astronomers named these events “quasi-periodic eruptions,” or QPEs.
    This latest study gives scientists evidence that TDEs and QPEs are likely connected. The researchers think that QPEs arise when an object smashes into the disk left behind after the TDE. While there may be other explanations, the authors of the study propose this is the source of at least some QPEs.
    In 2023, astronomers used both Chandra and Hubble to simultaneously study the debris left behind after the tidal disruption had ended. The Chandra data were obtained during three different observations, each separated by about 4 to 5 hours. The total exposure of about 14 hours of Chandra time revealed only a weak signal in the first and last chunk, but a very strong signal in the middle observation.
    From there, the researchers used NASA’s Neutron Star Interior Composition Explorer (NICER) to look frequently at AT2019qiz for repeated X-ray bursts. The NICER data showed that AT2019qiz erupts roughly every 48 hours. Observations from NASA’s Neil Gehrels Swift Observatory and India’s AstroSat telescope cemented the finding.
    The ultraviolet data from Hubble, obtained at the same time as the Chandra observations, allowed the scientists to determine the size of the disk around the supermassive black hole. They found that the disk had become large enough that if any object was orbiting the black hole and took about a week or less to complete an orbit, it would collide with the disk and cause eruptions.
    This result has implications for searching for more quasi-periodic eruptions associated with tidal disruptions. Finding more of these would allow astronomers to measure the prevalence and distances of objects in close orbits around supermassive black holes. Some of these may be excellent targets for the planned future gravitational wave observatories.
    The paper describing these results appears in the Oct. 9 issue of the journal Nature. The first author of the paper is Matt Nicholl of Queen’s University Belfast in Ireland.

    The study of X-ray emission from astronomical objects reveals secrets about the universe at the largest and smallest spatial scales. Celestial X-rays are produced by black holes consuming nearby stars, emitted by the million-degree gas that traces the structure between galaxies, and can be used to predict whether stars may be able to host planets hospitable to life. X-ray observations have shown that most of the visible matter in the universe exists as hot gas between galaxies and have conclusively demonstrated that the presence of “dark matter” is needed to explain galaxy cluster dynamics, that dark matter dominates the mass of galaxy clusters, and that it governs the expansion of the cosmos.

    X-ray observations also enable us to probe mysteries of the universe on the smallest scales. X-ray observations of compact objects such as white dwarfs, neutron stars, and black holes allow us to use the universe as a physics laboratory to study conditions that are orders of magnitude more extreme in terms of density, pressure, temperature, and magnetic field strength than anything that can be produced on Earth. In this astrophysical laboratory, researchers expect to reveal new physics at the subatomic scale by conducting investigations such as probing the neutron star equation of state and testing quantum electrodynamics with observations of neutron star atmospheres.
    At NASA’s Marshall Space Flight Center, a team of scientists and engineers is building, testing, and flying innovative optics that bring the universe’s X-ray mysteries into sharper focus.
    Unlike optical telescopes that create images by reflecting or refracting light at near-90-degree angles (normal incidence), focusing X-ray optics must be designed to reflect light at very small angles (grazing incidence). At normal incidence, X-rays are either absorbed by the surface of a mirror or penetrate it entirely. However, at grazing angles of incidence, X-rays reflect very efficiently due to an effect called total external reflection. In grazing incidence, X-rays reflect off the surface of a mirror like rocks skipping on the surface of a pond.
    A classic design for astronomical grazing incidence optics is the Wolter-I prescription, which consists of two reflecting surfaces, a parabola and hyperbola (see figure below). This optical prescription is revolved around the optical axis to produce a full-shell mirror (i.e., the mirror spans the full circumference) that resembles a gently tapered cone. To increase the light collecting area, multiple mirror shells with incrementally larger diameters and a common focus are fabricated and nested concentrically to comprise a mirror module assembly (MMA).
    Focusing optics are critical to studying the X-ray universe because, in contrast to other optical systems like collimators or coded masks, they produce high signal-to-noise images with low background noise. Two key metrics that characterize the performance of X-ray optics are angular resolution, which is the ability of an optical system to discriminate between closely spaced objects, and effective area, which is the light collecting area of the telescope, typically quoted in units of cm2. Angular resolution is typically measured as the half-power diameter (HPD) of a focused spot in units of arcseconds. The HPD encircles half of the incident photons in a focused spot and measures the sharpness of the final image; a smaller number is better. 

    Marshall has been building and flying lightweight, full-shell, focusing X-ray optics for over three decades, always meeting or exceeding angular resolution and effective area requirements. Marshall utilizes an electroformed nickel replication technique to make these thin full-shell X-ray optics from nickel alloy.
    X-ray optics development at Marshall began in the early 1990s with the fabrication of optics to support NASA’s Advanced X-ray Astrophysics Facility (AXAF-S) and then continued via the Constellation-X technology development programs. In 2001, Marshall launched a balloon payload that included two modules each with three mirrors, which produced the first focused hard X-ray images of an astrophysical source by imaging Cygnus X-1, GRS 1915, and the Crab Nebula. This initial effort resulted in several follow-up missions over the next 12 years and became known as the High Energy Replicated Optics (HERO) balloon program.
    In 2012, the first of four sounding rocket flights of the Focusing Optics X-ray Solar Imager (FOXSI) flew with Marshall optics onboard, producing the first focused images of the Sun at energies greater than 5 keV. In 2019 the Astronomical Roentgen Telescope X-ray Concentrator (ART-XC) instrument on the Spectr-Roentgen-Gamma Mission launched with seven Marshall-fabricated X-ray MMAs, each containing 28 mirror shells. ART-XC is currently mapping the sky in the 4-30 keV hard X-ray energy range, studying exotic objects like neutron stars in our own galaxy as well as active galactic nuclei, which are spread across the visible universe. In 2021, the Imaging X-ray Polarimetry Explorer (IXPE), flew and is now performing extraordinary science with a Marshall-led team using three, 24-shell MMAs that were fabricated and calibrated in-house.
    Most recently, in 2024, the fourth FOXSI sounding rocket campaign launched with a high-resolution Marshall MMA. The optics achieved 9.5 arcsecond HPD angular resolution during pre-flight test with an expected 7 arcsecond HPD in gravity-free flight, making this the highest angular resolution flight observation made with a nickel-replicated X-ray optic. Currently Marshall is fabricating an MMA for the Rocket Experiment Demonstration of a Soft X-ray (REDSoX) polarimeter, a sounding rocket mission that will fly a novel soft X-ray polarimeter instrument to observe active galactic nuclei. The REDSoX MMA optic will be 444 mm in diameter, which will make it the largest MMA ever produced by MSFC and the second largest replicated nickel X-ray optic in the world.
    The ultimate performance of an X-ray optic is determined by errors in the shape, position, and roughness of the optical surface. To push the performance of X-ray optics toward even higher angular resolution and achieve more ambitious science goals, Marshall is currently engaged in a fundamental research and development effort to improve all aspects of full-shell optics fabrication.

    Given that these optics are made with the electroformed nickel replication technique, the fabrication process begins with creation of a replication master, called the mandrel, which is a negative of the desired optical surface. First, the mandrel is figured and polished to specification, then a thin layer of nickel alloy is electroformed onto the mandrel surface. Next, the nickel alloy layer is removed to produce a replicated optical shell, and finally the thin shell is attached to a stiff holding structure for use.
    Each step in this process imparts some degree of error into the final replicated shell. Research and development efforts at Marshall are currently concentrating on reducing distortion induced during the electroforming metal deposition and release steps. Electroforming-induced distortion is caused by material stress built into the electroformed material as it deposits onto the mandrel. Decreasing release-induced distortion is a matter of reducing adhesion strength between the shell and mandrel, increasing strength of the shell material to prevent yielding, and reducing point defects in the release layer.
    Additionally, verifying the performance of these advanced optics requires world-class test facilities. The basic premise of testing an optic designed for X-ray astrophysics is to place a small, bright X-ray source far away from the optic. If the angular size of the source, as viewed from the optic, is smaller than the angular resolution of the optic, the source is effectively simulating X-ray starlight. Due to the absorption of X-rays by air, the entire test facility light path must be placed inside a vacuum chamber.
    At the center, a group of scientists and engineers operate the Marshall 100-meter X-ray beamline, a world-class end-to-end test facility for flight and laboratory X-ray optics, instruments, and telescopes. As per the name, it consists of a 100-meter-long vacuum tube with an 8-meter-long, 3-meter-diameter instrument chamber and a variety of X-ray sources ranging from 0.25 – 114 keV. Across the street sits the X-Ray and Cryogenic Facility (XRCF), a 527-meter-long beamline with an 18-meter-long, 6-meter-diameter instrument chamber. These facilities are available for the scientific community to use and highlight the comprehensive optics development and test capability that Marshall is known for.
    Within the X-ray astrophysics community there exist a variety of angular resolution and effective area needs for focusing optics. Given its storied history in X-ray optics, Marshall is uniquely poised to fulfill requirements for large or small, medium- or high-angular-resolution X-ray optics. To help guide technology development, the astrophysics community convenes once per decade to produce a decadal survey. The need for high-angular-resolution and high-throughput X-ray optics is strongly endorsed by the National Academies of Sciences, Engineering, and Medicine report, Pathways to Discovery in Astronomy and Astrophysics for the 2020s.In pursuit of this goal, Marshall is continuing to advance the state of the art in full-shell optics. This work will enable the extraordinary mysteries of the X-ray universe to be revealed.

    NASA’s Hubble Space Telescope and New Horizons spacecraft simultaneously set their sights on Uranus recently, allowing scientists to make a direct comparison of the planet from two very different viewpoints. The results inform future plans to study like types of planets around other stars.

    Astronomers used Uranus as a proxy for similar planets beyond our solar system, known as exoplanets, comparing high-resolution images from Hubble to the more-distant view from New Horizons. This combined perspective will help scientists learn more about what to expect while imaging planets around other stars with future telescopes.
    “While we expected Uranus to appear differently in each filter of the observations, we found that Uranus was actually dimmer than predicted in the New Horizons data taken from a different viewpoint,” said lead author Samantha Hasler of the Massachusetts Institute of Technology in Cambridge and New Horizons science team collaborator.
    Direct imaging of exoplanets is a key technique for learning about their potential habitability, and offers new clues to the origin and formation of our own solar system. Astronomers use both direct imaging and spectroscopy to collect light from the observed planet and compare its brightness at different wavelengths. However, imaging exoplanets is a notoriously difficult process because they’re so far away. Their images are mere pinpoints and so are not as detailed as the close-up views that we have of worlds orbiting our Sun. Researchers can also only directly image exoplanets at “partial phases,” when only a portion of the planet is illuminated by their star as seen from Earth.
    Uranus was an ideal target as a test for understanding future distant observations of exoplanets by other telescopes for a few reasons. First, many known exoplanets are also gas giants similar in nature. Also, at the time of the observations, New Horizons was on the far side of Uranus, 6.5 billion miles away, allowing its twilight crescent to be studied – something that cannot be done from Earth. At that distance, the New Horizons view of the planet was just several pixels in its color camera, called the Multispectral Visible Imaging Camera.
    On the other hand, Hubble, with its high resolution, and in its low-Earth orbit 1.7 billion miles away from Uranus, was able to see atmospheric features such as clouds and storms on the day side of the gaseous world.
    “Uranus appears as just a small dot on the New Horizons observations, similar to the dots seen of directly imaged exoplanets from observatories like Webb or ground-based observatories,” Hasler said. “Hubble provides context for what the atmosphere is doing when it was observed with New Horizons.”
    The gas giant planets in our solar system have dynamic and variable atmospheres with changing cloud cover. How common is this among exoplanets? By knowing the details of what the clouds on Uranus looked like from Hubble, researchers can verify what is interpreted from the New Horizons data. In the case of Uranus, both Hubble and New Horizons saw that the brightness did not vary as the planet rotated, which indicates that the cloud features were not changing with the planet’s rotation.

    However, the importance of the detection by New Horizons has to do with how the planet reflects light at a different phase than what Hubble, or other observatories on or near Earth, can see. New Horizons showed that exoplanets may be dimmer than predicted at partial and high phase angles, and that the atmosphere reflects light differently at partial phase.
    NASA has two major upcoming observatories in the works to advance studies of exoplanet atmospheres and potential habitability.
    “These landmark New Horizons studies of Uranus from a vantage point unobservable by any other means add to the mission’s treasure trove of new scientific knowledge, and have, like many other datasets obtained in the mission, yielded surprising new insights into the worlds of our solar system,” added New Horizons principal investigator Alan Stern of the Southwest Research Institute.
    NASA’s upcoming Nancy Grace Roman Space Telescope, set to launch by 2027, will use a coronagraph to block out a star’s light to directly see gas giant exoplanets. NASA’s Habitable Worlds Observatory, in an early planning phase, will be the first telescope designed specifically to search for atmospheric biosignatures on Earth-sized, rocky planets orbiting other stars.
    “Studying how known benchmarks like Uranus appear in distant imaging can help us have more robust expectations when preparing for these future missions,” concluded Hasler. “And that will be critical to our success.”
    Launched in January 2006, New Horizons made the historic flyby of Pluto and its moons in July 2015, before giving humankind its first close-up look at one of these planetary building block and Kuiper Belt object, Arrokoth, in January 2019. New Horizons is now in its second extended mission, studying distant Kuiper Belt objects, characterizing the outer heliosphere of the Sun, and making important astrophysical observations from its unmatched vantage point in distant regions of the solar system.

    Four International Space Station crew members continue waiting for their departure date as mission managers monitor weather conditions off the coast of Florida. The rest of the Expedition 72 crew stayed focused Oct. 14 on space biology and lab maintenance aboard the orbital outpost.

    NASA and SpaceX mission managers are watching unfavorable weather conditions off the Florida coast right now for the splashdown of the SpaceX Crew-8 mission with NASA astronauts Matthew Dominick, Mike Barratt, and Jeanette Epps, and Roscosmos cosmonaut Alexander Grebenkin. The homebound quartet spent Oct. 14 mostly relaxing while also continuing departure preps. Mission teams are currently targeting Dragon Endeavour’s undocking for no earlier than 2:05 a.m. CDT on Oct. 18. The Crew-8 foursome is in the seventh month of their space research mission that began on March 3.
    The other seven orbital residents will stay aboard the orbital outpost until early 2025. NASA astronaut Don Pettit is scheduled to return to Earth first in February with Roscosmos cosmonauts Alexey Ovchinin and Ivan Vagner aboard the Soyuz MS-26 crew ship. Next, station Commander Suni Williams and flight engineer Butch Wilmore are targeted to return home aboard SpaceX Dragon Freedom with SpaceX Crew-9 Commander Nick Hague, all three NASA astronauts, and Roscosmos cosmonaut Aleksandr Gorbunov.
    Williams had a light duty day Oct. 14 disassembling life support gear before working out for a cardio fitness study. Wilmore installed a new oxygen recharge tank and began transferring oxygen into tanks located in the Quest airlock. Hague collected his blood and saliva samples for incubation and cold stowage to learn how microgravity affects cellular immunity. Pettit also had a light duty day servicing biology hardware including the Cell Biology Experiment Facility, a research incubator with an artificial gravity generator, and the BioLab, which supports observations of microbes, cells, tissue cultures and more.
    The Huntsville Operations Support Center (HOSC) at NASA’s Marshall Space Flight Center provides engineering and mission operations support for the space station, the CCP, and Artemis missions, as well as science and technology demonstration missions. The Payload Operations Integration Center within HOSC operates, plans, and coordinates the science experiments onboard the space station 365 days a year, 24 hours a day.
    The first flight of Sierra Space’s Dream Chaser to the space station is now scheduled for no earlier than May 2025 to allow for completion of spacecraft testing. Dream Chaser, which will launch atop a ULA (United Launch Alliance) Vulcan rocket and later glide to a runway landing at NASA’s Kennedy Space Center, will carry cargo to the orbiting laboratory and stay on board for approximately 45 days on its first mission.

Including this loss, the company expects to report a pre-tax profit for the third quarter of 2024.

    Net retained losses from Hurricane Milton, after considering reinsurance recoveries as well as the reversal of benefits accrued under a multi-year reinsurance agreement, is expected to result in a net expense to the company in the fourth quarter of approximately $125 million.

    MORRISVILLE, Vt., Oct. 16, 2024 (GLOBE NEWSWIRE) — Union Bankshares, Inc. (NASDAQ – UNB) today announced results for the three and nine months ended September 30, 2024 and declared a regular quarterly cash dividend. Consolidated net income for the three months ended September 30, 2024 was $1.3 million, or $0.29 per share, compared to $2.5 million, or $0.56 per share, for the same period in 2023, and $5.8 million, or $1.27 per share, for the nine months ended September 30, 2024, compared to $8.2 million, or $1.82 per share for the same period in 2023. The decrease in earnings for the comparison periods was primarily due to the impact of the previously announced strategic balance sheet repositioning executed during the third quarter. The Company’s wholly-owned subsidiary, Union Bank, executed the sale of $38.8 million in book value of its lower-yielding available-for-sale debt securities for a pre-tax realized loss of $1.3 million, which was recorded in the third quarter of 2024.

    Balance Sheet

    Total assets were $1.52 billion as of September 30, 2024 compared to $1.40 billion as of September 30, 2023, an increase of $123.9 million, or 8.9%. Loan growth was the primary driver of the increase in total assets with total loans reaching $1.13 billion as of September 30, 2024 including $8.4 million in loans held for sale, compared to $1.03 billion as of September 30, 2023, with $6.5 million in loans held for sale. Asset quality remains strong with minimal past due loans and net recoveries of $5 thousand and $15 thousand for the three and nine months ended September 30, 2024, respectively.

    Loan demand has remained strong during the third quarter of 2024 with growth in the residential, commercial, and municipal portfolios, despite higher interest rates and low residential inventory. Qualifying residential loans of $76.1 million were sold during the first nine months of 2024 compared to sales of $54.2 million for the first nine months of 2023.

    Total deposits were $1.17 billion as of September 30, 2024 and include $80.0 million of purchased brokered deposits compared to deposits of $1.22 billion as of September 30, 2023 with $153.0 million of purchased deposits. Federal Home Loan Bank advances of $230.7 million were outstanding as of September 30, 2024 compared to $90.7 million outstanding as of September 30, 2023. In addition to borrowings from the Federal Home Loan Bank, $10.0 million in advances from the Federal Reserve’s Bank Term Funding Program were outstanding as of September 30, 2024.

    The Company had total equity capital of $72.3 million and a book value per share of $15.98 as of September 30, 2024 compared to $49.2 million and a book value of $10.92 per share as of September 30, 2023. Total equity capital is reduced by accumulated other comprehensive loss as it relates to the fair market value adjustment for investment securities. Accumulated other comprehensive loss as of September 30, 2024 was $26.8 million compared to $47.1 million as of September 30, 2023.

    Income Statement

    Consolidated net income was $1.3 million for the third quarter of 2024 compared to $2.5 million for the third quarter of 2023, a decrease of $1.2 million, or 47.7%. The decrease in net income was comprised of the $1.3 million net loss on the sale of available-for-sale securities mentioned above, increases in credit loss expense of $564 thousand and noninterest expenses of $483 thousand, partially offset by increases of $282 thousand in net interest income, $431 thousand in noninterest income, and a decrease in income tax expense of $419 thousand.

    Net interest income was $9.4 million for the three months ended September 30, 2024 compared to $9.1 million for the three months ended September 30, 2023, an increase of $282 thousand, or 3.1%. Interest income was $17.2 million for the three months ended September 30, 2024 compared to $14.8 million for the same period in 2023, an increase of $2.4 million, or 15.8%, due to the larger earning asset base and higher interest rates on new loan volume. Interest expense increased $2.1 million to $7.8 million for the three months ended September 30, 2024 compared to $5.7 million for the same period in 2023, due to utilization of higher cost wholesale funding, such as Federal Home Loan Bank advances and brokered deposits, and customers seeking higher returns on their deposits.

    Credit loss expense of $425 thousand was recorded for the third quarter of 2024 compared to a benefit of $139 thousand recorded for the third quarter of 2023. The increase in expense was to support loan growth during the period and was not due to a deterioration in credit quality. Management continues to assess the adequacy of the Allowance for Credit Losses quarterly.

    Noninterest income, excluding the loss on the bond sale, was $2.9 million for the three months ended September 30, 2024 compared to $2.5 million for the same period in 2023. Sales of qualifying residential loans to the secondary market for the third quarter of 2024 were $35.2 million resulting in net gains of $540 thousand, compared to sales of $24.7 million and net gains on sales of $336 thousand for the same period in 2023. Noninterest expenses increased $483 thousand, or 5.4%, to $9.4 million for the three months ended September 30, 2024 compared to $8.9 million for the same period in 2023. The increase during the comparison period was due to increases of $295 thousand in salaries and wages, $305 thousand in employee benefits, $46 thousand in occupancy expenses, $71 thousand in equipment expenses, partially offset by a decrease of $234 thousand in other expenses.

    Income tax benefit was $123 thousand for the three months ended September 30, 2024 a decrease of $419 thousand compared to income tax expense of $296 thousand for the same period in 2023. The decrease is primarily attributable to the income tax benefit resulting from the $1.3 million loss on the bond sale.

    The Board of Directors declared a cash dividend of $0.36 per share for the quarter payable November 7, 2024 to shareholders of record as of October 26, 2024.

    Already at the beginning of his speech in the Sejm, Prime Minister Donald Tusk recalled that the victory of the dinner on October 15 was in fact a success for the Polish nation.

    This applause, for which I am very grateful, is addressed to the millions of Polish women and men who, a year ago, on October 15, made a decision of historical significance

    – noted the Prime Minister. The last parliamentary elections, in which a record turnout was achieved, were an exceptional event in the history of Polish democracy.

    As someone who was lucky enough to be in the shipyard in 1980, I can confirm that something equally important, equally sacred happened on October 15 – the nation united, spoke out and removed the evil government.

    – Donald Tusk emphasized. The victory on October 15 would not have been possible without the great determination of Polish society, which in recent years has actively participated in protests and demonstrations in defense of women’s rights, the independence of courts and democracy.

    The elections on October 15th were about everything. Not only democracy was at stake. Today it is already clear that the stakes of these, as well as the upcoming presidential elections, are also Polish independence

    – Prime Minister summed up. The head of government also referred to the address delivered a moment earlier by President Andrzej Duda.

    I am grateful to President Duda for not taking the opportunity to remain silent on the anniversary of Poland’s victory, the victory of Polish women and men over those who also exercised power in his name. I am grateful that he has made everyone in Poland aware in such a clear and unambiguous way – I hope so – of how important the upcoming presidential elections will be; that we must complete this work.

    Geopolitical Challenges and Border Security

    El prime minister Donald Tusk also referred from the Sejm’s rostrum to the difficult geopolitical situation that our country is currently facing.

    We are in a situation – not only Poland, but Poland in particular – that can be said to be a situation of conflict, of direct threat of war. Today we have to make unequivocal decisions

    – declared the head of government. The Prime Minister reminded that Poland cannot afford any cooperation with pro-Putin politicians in Europe. The defense of the eastern border of our country is also a challenge for the current government.

    Our decisions are aimed at effective protection of the border, but also, as stated in the government strategy, zero deaths on the border – both on the side of migrants and, above all, on the side of Polish soldiers.

    – Donald Tusk emphasized. The Prime Minister corrected the words of President Andrzej Duda, according to whom, as a result of the introduction of the new migration strategy, Belarusian oppositionists will have a problem obtaining asylum in Poland.

    There has not been a single case of a Belarusian oppositionist trying to illegally cross the Polish-Belarusian border in groups organized by Lukashenka.

    – said the Prime Minister. He explained once again that the migration strategy for 2025-2028, “Regaining Control, Ensuring Security,” adopted by the government on Tuesday is not about suspending human rights, but about introducing a temporary and territorial suspension of the right to asylum, i.e. not accepting asylum applications from people brought to the border by the Belarusian authorities.

    Poland and Poles on the side of human rights

    Modern regimes exploit human rights to wage hybrid warfare.

    The sacred right to political asylum for a persecuted refugee has been transformed into a tool cynically used by Putin, Lukashenko and human smugglers.

    – Primer Ministro explained. Poland will defend its border by taking internal actions and holding talks with our partners in Brussels.

    Poland will be in the vanguard of those countries that will change regulations, including international ones, which are completely inadequate to this situation

    – announced the head of government. The Polish government has the courage to speak out about the need to change the approach to defending the eastern borders of the European Union.

    Poland and Poles have proven that they are on the side of democracy, on the side of human rights. No one in Europe can accuse me personally, our government, Poland, or Poles of anything. We stand in solidarity, when necessary, with Ukrainians. We stood for women’s rights, human rights.

    – the Prime Minister listed. The essence of the elections on October 15 were independence, democracy and security – these values also guide the new migration strategy. Prime Minister Donald Tusk will also discuss the need to change the approach to illegal migration on Thursday in Brussels.

    COLLEGE TOWNSHIP, Pa.– Today, U.S. Representative Glenn “GT” Thompson announced the ClearWater Conservancy in College Township as the recipient of a $2 million Appalachian Regional Commission (ARC) Partnerships for Opportunity and Workforce and Economic Revitalization (POWER) grant. This investment will construct a local conservation hub and increase environmental stewardship throughout the region.

    ARC POWER grants target areas affected by the coal-related job losses. ClearWater plans to use the grant to increase public events, educational opportunities and community programming. A historic farmhouse and barn on the property will also be renovated. An ADA (Americans with Disabilities Act) accessible trail will be established to connect the center to the Spring Creek, a world-renowned trout fishing stream.

    “I was thrilled to receive GT’s call telling me that ClearWater would receive a $2 million ARC grant for the new Community Conservation Center,” saidFord Stryker of ClearWater Conservancy. “We appreciate the Congressman’s support to secure this grant, which is a critical piece of the funding strategy because local philanthropy could not cover all the construction costs. The ClearWater Conservancy takes an active role in conserving land and protecting water resources for the preservation and creation of new outdoor recreation assets, working agritourism assets, and agribusinesses. These efforts have become increasingly important as Central Pennsylvania’s economy becomes more reliant on tourism and agriculture following the decline of Central Pennsylvania’s coal-related industries.”

    In addition to ARC funds, local sources will provide $5,968,600, bringing the total project funding to $7,968,600.

    ClearWater Conservancy is an active nonprofit, land trust association focused on environmental stewardship and education. ClearWater Conservancy has conserved 11,000 acres of land, restored 25 miles of streams, and restored 183 acres of riparian forest in Central Pennsylvania since 1980.

    ARC is an economic development agency of the federal government and 13 state governments focusing on 423 counties across the Appalachian region. ARC’s mission is to innovate, partner, and invest to build community capacity, strengthen economic growth in Appalachia, and help the region achieve socioeconomic parity with the nation.

    ARC POWER grants allocate federal resources to support communities and regions that have been affected by job losses in coal mining, coal power plant operations, and coal-related supply chain industries.

    Sacramento, California – Governor Gavin Newsom and First Partner Jennifer Siebel Newsom celebrated the passage and recent signing of several pieces of legislation to support women, children, and families, just as national Republican leaders continue to block policies to support them. The package of bills the Legislature sent to the Governor includes new laws to support victims of revenge porn, protect kids from social media addiction and limit smartphone use distractions in classrooms, address gender-based violence, and expand access to healthier foods in schools. These bills demonstrate the ongoing work of the Newsom administration and the Legislature to ensure that California is the best state to raise a family.

    Putting money in families’ pockets

    California has its own California Earned Income Tax Credit (CalEITC), which last year provided nearly 3.5 million California filers additional resources to make ends meet and provide for their families. California also added the Young Child Tax Credit and Foster Youth Tax Credit. These tax credits are inclusive of all Californians who file their taxes including immigrant families who pay their taxes with an IRS-provided Taxpayer Identification Number but are ineligible for most federal tax benefits. 

    Governor Newsom also launched the country’s largest college savings program, known as the CalKIDS program, which invests $1.9 billion into accounts for low-income school-age children in grades 1-12 and for newborn children born on or after July 1, 2022. All families of low-income public school students – 3.4 million across the state – can access college savings accounts created in their children’s names, with seed investments of between $500 and $1,500.

    The administration has also boosted paid leave benefits for lower- and middle-income employees to cover more of their regular income while they take much-needed time off to care for loved ones, including by increasing wage replacement rates for State Disability Insurance and Paid Family Leave beginning in 2025, and enabling workers to take paid sick leave or family leave in order to care for a person designated by the employee.

    Administration efforts to support healthy kids

    California standards already exceed federal rules for food safety in schools, ensuring children are consuming fewer amounts of added sugars, sodium, and more fruits, vegetables, and whole grains. Governor Newsom established first-in-the-nation state funding for universal school meals for all public school children in California and from that program, First Partner Jennifer Siebel Newsom championed efforts to develop the innovative California Farm to School initiative. California also participates in the federal SUN Bucks food program, unlike 13 Republican-led states, which ensures that children in families with low incomes have adequate nutrition while school is out for the summer.

    California’s leadership on reproductive rights

    In the over two years since the U.S. Supreme Court overturned Roe v. Wade, Governor Newsom, in partnership with the California Legislature, has built California into a national leader for reproductive freedom. Governor Newsom is a founding member of the Reproductive Freedom Alliance, a nonpartisan coalition of 23 Governors committed to protecting and expanding reproductive freedom. The Newsom administration has invested more than $240 million to protect and expand access to reproductive health care in California since the reversal of Roe. Last month, he signed SB 729 by Senator Caroline Menjivar (D-Van Nuys) to require large group health care service plan contracts and disability insurance policies to provide coverage for the diagnosis and treatment of infertility and fertility service, including in vitro fertilization (IVF). California also has one of the lowest maternal mortality rates in the country and the Surgeon General recently unveiled a new initiative – Strong Start & Beyond – to bring that number down further.

    WARWICK, RI – Governor Dan McKee, Rhode Island Department of Transportation (RIDOT) Director Peter Alviti, Jr., Warwick Mayor Frank Picozzi, North Providence Mayor Charles Lombardi and South Kingstown Town Administrator James Manni, as well as Warwick Representative Joseph Solomon Jr. (D-District 22, Warwick) and Senator Matthew LaMountain (D-District 31, Warwick, Cranston), gathered at a Jefferson Boulevard site to highlight progress and announce new funding for RhodeRestore, Governor McKee’s Municipal Road Grant Program.

    For FY25, RhodeRestore will provide $7 million in state funding to be matched at a ratio of 33 percent state funds and 67 percent local funds. The $7 million is being divided evenly among all 39 municipalities; each is eligible to receive up to $184,000. Cities and towns across the state are already submitting their applications; nearly 130 have been approved to date, with more than 100 more under review.

    “RhodeRestore has been a huge success, enabling our administration to help cities and towns fund necessary improvements to roads that otherwise might not be able to be repaired for several years,” Governor Dan McKee said. “Together with the work we’re doing at the state level, we’ll improve Rhode Island’s infrastructure rankings while providing smoother, safer roads for our residents.”

    “RIDOT is proud to help our cities and towns apply and be reimbursed for these funds,” RIDOT Director Peter Alviti said. “Most people don’t know that 80 percent of all the roads in Rhode Island are not maintained by RIDOT, but by our cities and towns. I thank the Governor for making it a priority to address the condition of our local roads.”

    In FY24, the debut year of RhodeRestore, the program provided $20 million in state funding to municipalities in Rhode Island, serving as a one-third match to city and town dollars that funded two-thirds of the cost of locally maintained road repair projects. Collectively, the program yielded $74 million of improvements, funding repairs in 823 projects to 522 lane miles of road, 129,700 linear feet of sidewalks, and two bridges. All 39 cities and towns participated in the program.

    The total value of projects in the second year of RhodeRestore is expected to reach $21 million, and could grow higher as municipalities complete their applications. RIDOT will approve the new applications on a rolling basis. Most communities have indicated they will start these new projects as soon as possible next spring.

    “The Municipal Road Grant Program has been a resounding success for every community in this state,” said Representative Joseph Solomon Jr. “I’m proud to have worked with the rest of the General Assembly to provide this funding which has been well-utilized for so many projects throughout the state. I’m gratified that this money has been put to good use, and I look forward to seeing more of these projects in the future.”

    “Ailing roads and sidewalks are a serious issue that impacts quality of life in neighborhoods across Rhode Island,” said Senator Matthew LaMountain. “The RhodeRestore Program is an outstanding example of how state and local partnership can effectively address these challenges. I am extremely grateful for the support this program is providing to help improve essential infrastructure in the City of Warwick and across our state.”

    Today’s announcement was held at the Gamm Theatre on Jefferson Boulevard, which is the widest and longest municipal road in Warwick. The city initiated a $1.6 million project that paved a total of 6.1 lane miles from I-95 to Main Avenue. Jefferson Boulevard is an import commercial corridor linking several types of businesses, including shipping companies, financial institutions, retail and wholesale businesses, and the TF Green commuter rail station. Additionally, Warwick completed 34 projects using $1.42 million in SFY2024 funding. The total value of projects in Warwick is $5.2 million.

    “The RhodeRestore program greatly stretched our paving budget which enabled us to take on some large projects in the city and for that, we are extremely grateful,” said Warwick Mayor Frank Picozzi.

    Also discussed was the repaving work in North Providence. Speaking of his city’s FY24 budget, North Providence Mayor Charles Lombardi explained, “Our annual budget allowed us to pave 48 roads, but thanks to Governor McKee’s Municipal Road Grant Program, we were able to pave an additional 11 roads.” When combining the FY24 RhodeRestore funding and the new FY25 award, North Providence will be able to repave nearly 100 city roads.”

    In Southern Rhode Island, South Kingstown is utilizing funds from both the first and second years of RhodeRestore to pave the entirety of Old North Road. This road not only serves many residential properties from Kingston village in Route 138 heading north toward Stony Fort Road and Slocum, but many students, staff, and faculty at the University of Rhode Island’s primary campus.

    “The Town of South Kingstown is very appreciative of the $744K in grants received over the past two years from the Rhode Island Municipal Road and Bridge Program,” said South Kingstown Town Manager James Manni. “This significant funding support from the Governor has allowed the Town to accelerate its road paving program by 25% impacting hundreds of properties and thousands of residents.”

    Pawtucket Mayor Donald Grebien, who was able to upgrade two bridges with the RhodeRestore funding, also provided the following statement: “We are grateful to have received $184,000, and $684,000 last fiscal year from the RhodeRestore program this year, which will be dedicated to citywide paving projects. These funds will help address some of Pawtucket’s most urgent paving needs, improving bridge and road safety and enhancing the quality of life for our residents. We remain committed to working with state and local leaders to ensure that every dollar is used effectively to benefit our communities. These projects are about more than just roads and bridges—they’re about safety, accessibility, and building a stronger future for Pawtucket.”

Today marks the first time Medi-Cal will cover traditional health care practices that are deeply rooted in cultural practices and have been shown to improve health outcomes, particularly for individuals with SUDs. 

    Sacramento, California – Governor Gavin Newsom announced today that California is expanding access to culturally-based substance use disorder (SUD) treatment services.  

    After years of working toward this milestone, today marks the first time Medi-Cal will cover traditional health care practices in use since time immemorial. These are deeply rooted in cultural practices and have been shown to improve health outcomes, particularly for individuals with SUDs.

    Native Americans continue to be disproportionately impacted by the opioid epidemic, with higher overdose death rates than other racial and ethnic groups in the United States.

    As the home of the largest population of Native Americans in the country, California is committed to helping heal the historical wounds inflicted on tribes – including the glaring health disparities we see between Native communities and other groups. Like many of the issues that plague successive generations of Native people, those inequities can be traced back to the historical atrocities the U.S. inflicted on tribes across the country. By supporting greater access to traditional medicine and healing, we are taking another step toward a healthier, brighter future.

    “Native American communities have long faced barriers to accessing traditional medicines and healing resources in this State,” said Tribal Affairs Secretary Christina Snider-Ashtari. “Support for these critical practices will again allow the rich and diverse Native populations who have lived here since time immemorial – along with those who now call California home – to access time-honored and tested methods to bolster wellness in Native families, communities, and tribal nations.”

    Traditional healers and natural helpers

    The Centers for Medicare & Medicaid Services’ (CMS) approval for California, alongside Arizona, New Mexico, and Oregon, allows two new categories of interventions to be covered by Medi-Cal, as developed by the state in partnership with tribal partners:  

    • The first, provided by traditional healers, includes music therapy (i.e., traditional music, songs, dancing, and drumming) and spiritual interventions (i.e., ceremonies, rituals, and herbal remedies). A traditional healer is any person currently recognized as a spiritual leader with at least two years of experience practicing in a setting recognized by a Native American tribe and who is contracted or employed by an Indian Health Care Provider (IHCP).
    • The second, provided through natural helpers, includes navigational support, psychological skill building, self-management, and trauma support. A natural helper is a health advisor who delivers health, recovery, and social supports in the context of tribal cultures. Natural helpers can be spiritual leaders, elected officials, or paraprofessionals who are trusted members of a Native American tribe.

    This marks a significant milestone in the state’s ongoing efforts to recognize the valuable contributions of traditional healing practices within the health care system. Traditional healing services have been trusted and tested methods of care for Native Americans for generations. They are deeply rooted in cultural practices and have been shown to improve health outcomes, particularly for individuals with SUDs.

    Studies have demonstrated that these culturally centered approaches can enhance engagement and recovery outcomes, making them an essential component of holistic care for Native communities. Additionally, the state recognizes that tribal communities understand themselves best – and that each tribe has different needs, traditions, and histories – so each participating IHCP will create its own process to identify and credential its own traditional healers and natural helpers.

    “CMS’ approval is first and foremost the fulfillment of the efforts of our tribal leader and Urban Indian Organization partners whose vision and steadfast advocacy made this a priority,” said State Medicaid Director Tyler Sadwith. “I am immensely proud that California tribal and Urban Indian communities now have access to culturally based traditional healing practices through Medi-Cal, marking a historic step toward health equity and honoring the rich traditions of our diverse Native communities.”

    “It is vital that we honor our traditional ways of healing and understand they are as important and valuable as Western medicine,” said Kiana Maillet, licensed therapist and owner of Hiichido Licensed Clinical Social Worker Professional Corporation. “Traditional healing is deeply engrained in our blood memory, our cultures, and our communities. Without it, we are missing a piece of who we are. As we continue to regain access to traditional ways – ways that our ancestors were punished for in the past – we move forward with healing from historical traumas and improving the health of our future generations.”

    Starting January 1, 2025, IHCPs can request Medi-Cal reimbursement for Traditional Healer and Natural Helper Services provided to residents of qualifying counties. In the coming months, the state will consult with tribes and tribal partners to develop guidance.

    Bigger picture

    In 2019, Governor Newsom apologized on behalf of the State of California to California Native American peoples, and announced the creation of the California Truth and Healing Council. Through collaborative and consultative work of the Council, the Governor’s Office of Tribal Affairs, and tribes across the state, a number of policies and programs have been developed so that the state can better address historical injustices and support tribes and tribal work in everything from health to climate. 

    Medi-Cal coverage for traditional healer and natural helper services strengthens the longstanding investments the state has made to expand SUD prevention, treatment, recovery, and harm reduction resources for California tribal and Urban Indian communities through the Tribal MAT Project

    strong>ATLANTA. – FEMA assistance is available to renters, including students, with uninsured losses from Hurricane Helene and Tropical Storm Debby, with an incident period of Aug. 4–20, 2024. 

    FEMA may be able to help renters as well as homeowners with serious needs, displacement costs, temporary lodging, basic home repair costs, personal property loss or other disaster-caused needs. Renters may qualify for assistance including the replacement or repair of necessary personal property, such as furniture, appliances, clothing, textbooks or school supplies; replacement or repair of tools and other job-related equipment; vehicle repair; and medical/dental bills.

    Assistance is available to people with disaster-caused damage in Appling, Atkinson, Bacon, Ben Hill, Berrien, Brantley, Brooks,  Bryan, Bulloch, Burke, Butts, Camden, Candler, Charlton, Chatham, Clinch, Coffee, Colquitt, Columbia, Cook, Dodge, Echols, Effingham, Elbert, Emanuel, Evans, Fulton, Glascock, Glynn, Hancock, Irwin, Jeff Davis, Jefferson, Jenkins, Johnson, Lanier, Laurens, Liberty, Lincoln, Long, Lowndes, McDuffie, McIntosh, Montgomery, Newton, Pierce, Rabun, Richmond, Screven, Tattnall, Telfair, Thomas, Tift, Toombs, Treutlen, Ware, Warren, Washington, Wayne and Wheeler counties.

No need to wait on the decision for a FEMA grant or for your insurance to settle; apply online and receive additional disaster assistance information at sba.gov/disaster.

    SBA representatives will also be available to provide one-on-one assistance to disaster loan applicants at Disaster Recovery Centers scheduled to open throughout Georgia.     Biden-Harris Administration Approves More Than $1.8 Billion for Hurricane Response and Recovery Efforts

    WASHINGTON — The Biden-Harris Administration has approved more than $1.8 billion in federal assistance for individuals and communities affected by Hurricanes Helene and Milton. FEMA Administrator Deanne Criswell continues to lead the federal response, working in coordination with state and local partners to ensure that survivors receive the resources they need to jumpstart their recovery. 

    Currently, FEMA has deployed more than 4,400 personnel to the affected areas, working side by side with over 8,000 federal responders to support state and local governments in their recovery efforts. FEMA personnel on the ground are actively coordinating with local officials, conducting damage assessments and helping individuals apply for disaster assistance programs.

    Federal assistance for those affected by the hurricanes includes $597 million to support survivors with housing repairs, personal property replacement and other essential recovery efforts. Additionally, over $934 million has been approved for debris removal and emergency protective measures, which are necessary to save lives, protect public health and prevent further damage to public and private property.

    Applying for assistance is a critical first step towards recovery. Disaster survivors in certain areas of Georgia, Florida (Helene), Florida (Milton), North Carolina, South Carolina, Tennessee and Virginia can begin their recovery process by applying for federal assistance through FEMA. Individuals affected by the hurricanes are encouraged to apply as soon as they are able to by visiting DisasterAssistance.gov, which is the fastest way to get an application started. Individuals can also apply using the FEMA App, calling 1-800-621-3362 or in person at a local Disaster Recovery Center. Disaster Recovery Centers in the affected communities can provide survivors with in-person help on their applications and answer questions. Center locations can be found at FEMA.gov/DRC. FEMA also has Disaster Survivor Assistance team members in the field supporting survivors and helping them with the application process.

    Federal assistance for individuals may include upfront funds to help with essential items like food, water, baby formula, breastfeeding supplies and other emergency supplies. Funds may also be available to repair storm-related damage to homes and personal property, as well as assistance to find a temporary place to stay. Homeowners and renters with damage to their home or personal property from previous disasters, whether they received FEMA funds or not, are still eligible to apply for and receive assistance for other federally declared disasters.   

    FEMA’s National Flood Insurance Program is ready to respond to insured flood losses. Those with an NFIP-backed flood insurance policy that suffered flood damage should begin filing their claim by contacting their flood insurance agent or company. 

    Recovery Update

    For those affected by Hurricane Helene, FEMA has approved over $911.1 million in assistance. This includes $581.1 million in assistance for individuals and families, along with more than $330 million for debris removal and efforts to protect public health and safety. In response to Hurricane Milton, FEMA has approved more than $620.2 million in assistance, with $16.2 million allocated for individuals and families and over $604 million for debris removal and safety measures.

    To support response and recovery efforts, FEMA delivered over 12.6 million meals and 12.9 million liters of water to states impacted by Helene. For Milton, FEMA delivered more than 2.2 million meals and 780,000 liters to Florida.

    FEMA continues to open Disaster Recovery Centers in affected communities, offering in-person assistance, information on available resources and help with FEMA assistance applications. Disaster Survivor Assistance Teams are also on the ground in all affected states, helping survivors apply for aid and connect with additional resources from state, local, federal and voluntary agencies.

    Support for North Carolina

    As ongoing response efforts continue in western North Carolina, FEMA has approved over $100 million in housing and other types of assistance for over 77,000 households.

    More than 3,000 families who cannot return home are staying in safe and clean lodging through FEMA’s Transitional Sheltering Assistance program. Shelter numbers remain steady, with 13 shelters housing just over 560 occupants

    Commodity distribution, mass feeding and hydration operations remain in areas of western North Carolina. Voluntary organizations are supporting feeding operations with bulk food and water deliveries coming via truck and aircraft.

    There are over 370 Disaster Survivor Assistance members in communities providing support. There are also six Disaster Recovery Centers now open in Asheville, Bakersville, Boone, Lenoir, Marion and Sylva where survivors can speak directly with FEMA and state personnel for assistance with their recovery.     Support for Florida 

    In response to Helene, FEMA has approved over $213 million in housing and other types of assistance for more than 71,000 households. Additionally, FEMA has approved more than $330 million in Public Assistance for debris removal and emergency work. In response to Milton, FEMA has approved over $16 million in housing and other types of assistance for over 19,000 households. Additionally, FEMA has approved more than $604 million in Public Assistance for debris removal and emergency work. 

    There are 120 Disaster Survivor Assistance members in communities to provide support. There are also 12 Disaster Recovery Centers now open supporting survivors from Debby, Helene and Milton where survivors can speak to state and federal personnel to help with their recovery. Survivors may find their closest center by visiting FEMA.gov/DRC.

    Residents in need of information or resources should call the State Assistance Information Line (SAIL) at 1-800-342-3557. English, Spanish and Creole speakers are available to answer questions.  

    Support for South Carolina 

    FEMA has approved over $132 million in housing and other types of assistance for more than 146,000 households. 

    There are 92 Disaster Survivor Assistance members in communities providing support. There are also five Disaster Recovery Centers now open in Anderson, Barnwell, Batesburg, Easley, Greenville and North Augusta where survivors can speak to state and federal personnel to help with their recovery. Survivors may find their closest center by visiting FEMA.gov/DRC.

    Residents with questions on Helene can call the state’s toll-free hotline, open 24 hours a day, at 1-866-246-0133. Residents who are dependent on medical equipment at home and who are without power due to Helene may be eligible for a medical needs shelter. Call the state’s Department of Public Health Care Line at 1-855-472-3432 for more information. 

    Support for Georgia 

    FEMA has approved over $119 million in housing and other types of assistance for more than 118,000 households

    There are 139 Disaster Survivor Assistance members in communities providing support. There are also four Disaster Recovery Centers now open in Valdosta, Douglas, Sandersville and Augusta where survivors can speak to state and federal personnel to help with their recovery. Survivors may find their closest center by visiting FEMA.gov/DRC.

    Support for Virginia  

    To date, FEMA has approved over $4.7 million in housing and other types of assistance for more than 1,500 households

    There are about 57 Disaster Survivor Assistance members in communities providing support. There are also four Disaster Recovery Centers open in Damascus, Dublin, Independence and Tazewell where survivors can speak to state and federal personnel to help with their recovery. Survivors may find their closest center by visiting FEMA.gov/DRC.

    Support for Tennessee 

    FEMA has approved more than $11.8 million in housing and other types of assistance for more than 2,400 households. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties, helping survivors apply for FEMA assistance and connecting them with additional state, local, federal and voluntary agency resources.

    There are more than 42 Disaster Survivor Assistance members in communities providing support. There is now one Disaster Recovery Center open in Erwin where survivors can speak to state and federal personnel to help with their recovery. Survivors may find their closest center by visiting FEMA.gov/DRC.

    ILLINOIS, October 15, 2024 – Illinois clean energy industries are unified in supporting HB5856 and SB3959, new legislation that will future-proof Illinois’ energy grid and economy, lower consumer costs, meet climate goals, create family-sustaining careers, and mitigate increasing risks of blackouts.
    “Clean energy is the future, and it’s my duty to work toward that future for the benefit of all Illinois residents,” said State Rep. Barbara Hernandez (D-Aurora), lead House sponsor of HB5856. “HB5856 and SB3959 will provide many benefits to Illinois for decades to come, from lowering consumer costs to ushering in thousands of jobs to preventing dangerous blackouts to bolstering our power grid to make Illinois an attractive investment for energy-intensive tech companies.”
    These bills establish the first clean energy storage procurement mandate for the state to ensure a more reliable grid and address challenges that are slowing down renewable energy resource development. HB5856 and SB3959 would save Illinois consumers $30 per month on their energy bills, prevent more than $7 billion in blackout-related expenses, and create as much as $16 billion in economic benefits.
    “Illinois has an ambitious plan to be a national leader in the climate change fight while supercharging the state’s clean energy economy,” said State Sen. Bill Cunningham (D-Chicago). “While Illinois is on the right path to meet its goals, it is at risk of not meeting its more immediate deadlines, which will arrive as early as 2030. HB5856 and SB3959 are thoughtful, strategic bills that will help unleash the clean energy economy’s full potential while strengthening our electric grid to make it more reliable, encouraging development and job growth, and creating additional protections for consumers and all ratepayers.”
    The clean energy industries collectively agree that HB5856 and SB3959 are necessary to address the urgent need for more clean energy storage in Illinois. Federal, regional, and state regulators identify Illinois as at risk for falling short of energy needs. This means the state will face challenges in maintaining a reliable grid and that consumers may experience increased and unpredictable energy rates. Legislative action is needed now because deploying large-scale energy storage resources takes time. Illinois residents are already feeling the impact of regulators’ projections, as the July 2024 PJM Interconnection energy capacity auction saw an 833% increase in energy prices, due to an anticipated energy capacity shortfall that will increase power bills by as much as $30 per month for millions of Illinois residents within the PJM Interconnection territory. HB5856 and SB3959 will directly address this risk by providing incentives to supercharge more solar and wind energy and storage developments for a more diverse, reliable power grid.
    “HB5856 and SB3959 are critical to building on the success of the landmark Climate and Equitable Jobs Act (CEJA) in Illinois,” said Andrew Linhares, Senior Manager, Central Region at Solar Energy Industries Association (SEIA). “The Illinois clean energy economy has flourished in recent years but there’s more work to be done to secure the state’s clean energy future. This thoughtfully crafted legislation will help unleash the full potential of solar and storage and help Illinois achieve 100% clean energy by 2050.”
    A recent study by Mark Pruitt, former director of the Illinois Power Agency, founder of The Power Bureau, and a professor at Northwestern University, found that HB5856’s and SB3959’s target to create at least 8,500 MW of clean energy storage would provide up to $3 billion in consumer cost savings, save up to $7.3 billion in blackout-related costs through increased grid reliability, and generate up to $16.3 billion in economic activity in Illinois by 2050. The study also found that energy storage is the most cost-effective, immediate, and attainable long-term solution. Not only would HB5856 and SB3959 create those benefits, but they would also ensure Illinois meets the clean energy mandates established by CEJA.
    “American Clean Power (ACP) was proud to help lead this collaborative effort to ramp up the procurement and deployment of storage and solar technologies in a way that delivers for the people of Illinois,” said Erika Kowall, Director of Midwestern State Affairs for ACP. “HB5856 and SB3959 will meet the state’s clean energy goals, unleashing the full potential of clean energy’s cost efficiency and economic benefits. We appreciate the leadership of Sen. Cunningham and Rep. Hernandez for swiftly taking up this legislation and hope it can be implemented quickly.”
    “Energy storage will improve the reliability of the Illinois electric grid, and this legislation can’t come at a more important moment,” said Trish Demeter, Managing Director of Advanced Energy United. “The sooner we can begin adding more energy storage, the sooner we can address energy capacity shortfalls due to the ever-growing energy demand from residents and businesses, retiring power stations, and continued investments from energy-intensive industries, while providing savings to consumers and supercharging the Illinois economy.”
    “All of these pieces work together – storage, grid reliability, ratepayer savings, climate goals, and equity,” said Lesley McCain, Executive Director of Illinois Solar Energy and Storage Association. “HB5856 and SB3959 tie together each of these pieces to move Illinois closer toward achieving its climate goals. Energy storage is essential to creating a more reliable grid. A more reliable grid is critical to protecting residents from rising prices and attracting investments from new businesses. Incentivizing growth in these areas will accelerate progress toward our climate goals, which will remove high-polluting energy generators from low-income areas. More growth will stimulate the creation of more high-quality job and career opportunities for all Illinois residents. We’ve made great progress toward the aggressive climate goals established by CEJA, but we must keep learning, adapting, and growing if we want to achieve those goals.”
    Interconnection is another important topic addressed by HB5856 and SB3959. Interconnection is the process of connecting an energy generating system, such as a new residential solar panel installation or a community solar array, to the existing power grid. Currently, the process varies significantly from project to project, which can result in large, unanticipated costs to connect a system to the energy grid. Oftentimes, the large, unanticipated cost arises after the development is completed, which can terminate a project even if the system is built and ready to be energized. HB5856 and SB3959 aim to increase transparency and predictability on the interconnection process to reduce surprise changes and costs and maintain the integrity and safety of the power grid.
    “There are many critical stages to solar energy project development, and interconnection is one of the most critical,” said Carlo Cavallaro, Midwest Regional Director of Coalition for Community Solar Access. “When the system has been built and all that is left is to connect it to the grid, this is not when a project should be stalled or failed. Unfortunately, it happens more than one might think, so HB5856 and SB3959 address this in a way that makes the process more transparent and collaborative. If we can make this process more efficient, then it’ll benefit all ratepayers because the process will be cheaper and faster; and it will help us add new clean energy resources to the grid and reach our clean energy goals faster.”

    Establishes an 8.5 GW utility-scale cumulative storage procurement target for the Illinois Power Agency. Storage is a critical component of a stable and resilient grid, as it provides on-time support for grid infrastructure during high-usage Peak Load periods.
    Creates a storage + solar/wind ecosystem that empowers increased storage development at all scales and multi-tech, from behind-the-meter to utility-scale.
    Creates incentive programs for customers to adopt technology that reduces peak loads, behind-meter storage that reduces peak loads or exports, and combined community solar + storage developments.

  • MIL-OSI USA: Governor’s Office Opens Arizona Game And Fish Commission Application

    Mesa, AZ – The Governor’s Office is now accepting applications to fill an upcoming vacancy on the Arizona Game and Fish Commission. Residents knowledgeable and passionate about Arizona wildlife and conservation in eligible counties are welcome to apply.

    The five-member Game and Fish Commission establishes policy, rules, and regulations for the management, preservation and harvest of wildlife and fishery resources, as well as watercraft and off-highway vehicle operations. The commission also serves in an advisory role to the Arizona Game and Fish Department.     The commission is structured to ensure geographical and political representation from across Arizona.   • MIL-OSI USA: Sacrifice and Success: NASA Engineer Honors Family Roots

    Born and raised in Peru, Daniel Velasquez moved to the United States when he was 10 years old. While that decision was a big transition for his family, it also created many opportunities for him. Now Velasquez is an operations engineer for NASA’s Air Mobility Pathfinders project at NASA’s Armstrong Flight Research Center in Edwards, California.
    Velasquez develops flight test plans for electric vertical take-off and landing (eVTOL) aircraft, specifically testing how they perform during various phases of flight, such as taxi, takeoff, cruise, approach, and landing. He was drawn to NASA Armstrong because of the legacy in advancing flight research and the connection to the Space Shuttle program.
    “Being part of a center with such a rich history in supporting space missions and cutting-edge aeronautics was a major motivation for me,” Velasquez said. “One of the biggest highlights of my career has been the opportunity to meet (virtually) and collaborate with an astronaut on a possible future NASA project.”

    Velasquez is incredibly proud of his Latino background because of its rich culture, strong sense of community and connection to his parents. “My parents are my biggest inspiration. They sacrificed so much to ensure my siblings and I could succeed, leaving behind the comfort of their home and family in Peru to give us better opportunities,” Velasquez said. “Their hard work and dedication motivate me every day. Everything I do is to honor their sacrifices and show them that their efforts weren’t wasted. I owe all my success to them.”
    Velasquez began his career at NASA in 2021 as an intern through the Pathways Internship Program while he was studying aerospace engineering at Rutgers University in New Brunswick, New Jersey. Through that program, he learned about eVTOL modeling software called NASA Design and Analysis of Rotorcraft to create a help guide for other NASA engineers to reference when they worked with the software.
    At the same time, he is also a staff sergeant in the U.S Army Reserves and responsible for overseeing the training and development of junior soldiers during monthly assemblies. He plans, creates, and presents classes for soldiers to stay up-to-date and refine their skills while supervising practical exercises, after action reviews, and gathering lessons learned during trainings.

    “This job is different than what I do day-to-day at NASA, but it has helped me become a more outspoken individual,” he said. “Being able to converse with a variety of people and be able to do it well is a skill that I acquired and refined while serving my country.”
    Velasquez said he never imagined working for NASA as it was something he had only seen in movies and on television, but he is so proud to be working for the agency after all the hard work and sacrifices he made that lead him to this point. “I am incredibly proud to work every day with some of the most motivated and dedicated individuals in the industry.”

    The contributions of some of Wellington’s most prominent businesspeople were celebrated last night at the 2024 Wellington Address, hosted at Pipitea Marae.
    The event recognised the mahi and relentless energy of three individuals and one business who have made outstanding contributions to our city. They are people who inspire others and help Wellington’s business community prosper and thrive.
    The Address was jointly hosted Wellington Chamber of Commerce, Te Awe Māori Business Network and the Wellington Pasifika Business Network, together known as the Power of Three.
    More than 240 people attended last night’s sold-out event, where Prime Minister Christopher Luxon and Deputy Prime Minister Winston Peters addressed honourees and guests.
    The gala dinner was headlined by the Wellington Address, an ode to the city and a vision for its future. This year’s Address was delivered by John-Daniel Trask of tech company Raygun, who highlighted the importance of innovation, contribution and the role of business in the city’s success.

  • MIL-OSI New Zealand: Finance – ASB adjusts mortgage rates

    ASB has today announced adjustments to its mortgage rates, following the bank’s reductions across fixed and floating mortgage rates last week. ASB’s latest changes include a 36-basis point reduction to its 6-month term, down to a market-leading rate of 6.39%.  

    ASB’s Executive General Manager Personal Banking Adam Boyd says “We know there’s strong appetite for shorter-term mortgages at the moment. Our drops to 6-month, one year and 18-month terms in response to movement in wholesale rates should appeal to our customers refixing, as well as those looking to buy a property.”

    ASB has also reduced some of its shorter-term term deposit rates by between 10 and 35 basis points, and increased its 4-and-5 year term deposits by 10 basis points each.

    All rate adjustments are effective immediately for new and current customers.

    America’s largest documentary film festival, DOC NYC will host the NYC premieres of two NFB co-produced feature docs:

    • A Mother Apart (Oya Media Group/NFB) by Laurie Townshend accompaniesBrooklyn-based Jamaican-American poet and LGBTQ+ activist Staceyann Chin as she re-imagines the essential art of mothering—having been abandoned by her own mother;

    VERGENNES, VT – Today, Senator Peter Welch (D-Vt.) brought together housing developers, construction industry experts, and local and State leaders in Vergennes to discuss barriers to building housing quickly and more affordably in Vermont. They also discussed ways the State and federal governments can ease the housing shortage crisis, and what has been done to speed housing development for working families.  
    “With half of Vermonters spending more than a third of their income on housing, it’s clear why housing costs are an issue that is top of mind for folks in Vergennes and across the State. This is a great place to start a family, grow a business, and be part of an extraordinary community—but too many people, from young families to seniors, have been priced out of making that dream a reality,” said Sen. Welch. “This rural housing crisis cuts our state deep—it hurts our local economy, makes it harder to attract and retain workers, and it’s threatening the success of our hospitals. Vermont is modeling the changes necessary to solve this crisis, and we need to keep working together to break through the barriers to build faster and more affordably.” 
    Attendees discussed the programs and positive steps Vermont has taken to make it easier to build housing, and how to improve current programs or institute new programs to build more manufactured and modular housing. They also discussed ways to cut through red tape in the permitting process and lower the price of building and development.

The event was hosted at the Armory Lane Senior Housing, affordable apartments and community spaces for seniors owned and operated by Addison Housing Works.       
    A recent report from Vermont’s Department of Housing and Community Development found the State is “likely to need an additional 24,000 to 36,000 additional homes by 2029.” The same report found that between 2019 and 2023, single family homes increased in price by 38% and  mobile homes with land increased in price by 37%.

    Recently, Senator Welch joined Senators Heinrich and Wyden in introducing the New Homes Tax Credit Act, which would provide tax credits to incentivize new investments and additional resources for home construction and renovations for working families. He also recently helped introduce the bicameral Homes Act, legislation that would help build and preserve as many as 1.3 million homes in small towns, big cities, and rural communities. This summer, he introduced a bill to help more working families in rural communities purchase a home through the USDA’s home loan program.

  • MIL-OSI New Zealand: More benefit exits into work as sanctions increase

    The Government’s relentless focus on welfare that works and holding job seekers accountable through sanctions saw a year-on-year increase in the number of people moving from benefits into work in the September quarter, Social Development and Employment Minister Louise Upston says.

    “Despite the economic gloom the Government inherited, 16,071 people cancelled their Jobseeker Support benefits because they found work between July and September, an increase of 2457 people, or 18 per cent, on a year ago.

    “This coincided with a 133.3 per cent increase in the number of benefit sanctions being issued. It’s clear that returning consequences for job seekers who don’t fulfil their obligations to prepare for or find work is having an impact.

    “All up, 18,516 people cancelled a main benefit because they found work in the September quarter, an increase of 12.7 per cent, and I congratulate all of them.

    “There is more to do as the lingering effects of the cost-of-living crisis continue to increase overall benefit numbers. But I’m pleased the greater focus on frontline case management, community job coaching, and more regular work seminars that our Welfare that Works reforms have delivered is helping job seekers.

    “It is encouraging to see the amount of hardship assistance handed out by MSD reduce by 10.4 per cent, saving taxpayers $55.2 million, with fewer grants for food and emergency housing the main reason.

    “The Government has worked hard to get inflation under control, return discipline to public spending, and get families out of emergency housing. Coupled with tax relief, falling interest rates and our FamilyBoost childcare payments, large numbers of New Zealanders are better off than they were a year ago.

    “More work is needed to fix the damage that years of low growth has had on our employment market, but there are green shoots of change in these latest figures.”

  • MIL-OSI USA: How a Clean Energy Simulator Is Helping Build a Better Grid

    A Sweeping Research Platform Can Now Mimic Steady, Predictable Water Power (and More)

    Say you want to study something big—like a community power grid, a massive pipe system, or roadways crisscrossing the entire United States—but none of it exists, at least not yet. How do you study these invisible labyrinths to make sure they will be safe and efficient?

    Good question, and here is the answer: You do that at the National Renewable Energy Laboratory (NREL) on a platform called the Advanced Research on Integrated Energy Systems (or ARIES, for short).

    NREL’s experts have built a research platform that can create 3D simulations of entire power grids—either existing or theoretical—that contain thousands or even millions of different energy technologies. For example, researchers can populate an existing grid with wind turbines, solar panels, batteries, nuclear facilities, electric vehicles, or even smart devices, like our cell phones, to see how they could impact our future grid.

    But until recently, one grid puzzle piece has not been well represented.

    “The part that has been missing is: How can we simulate or represent water power devices?” said Rob Hovsapian, a mechanical engineer at NREL and an ARIES research advisor who helped introduce hydropower into the platform.

    With ARIES, researchers can play out and plan for almost any future grid scenario. For example: How could huge amounts of renewable energy impact different community grids? And how could hydropower help our power system weather hurricanes, cold snaps, cyberattacks, and other disruptions?

    “It allows us to do those ‘what if’ scenarios,” Hovsapian said. “In the real world, you’re limited to what’s there.”

    Now, we can ask “what ifs” about water power technologies, like hydropower and the more nascent marine energy (sometimes called ocean energy because it often comes from powerful ocean waves, currents, and tides, but it can refer to energy from river currents as well). Though very different, both water power technologies generate predictable energy, making them a dependable partner for more variable energy sources, like wind energy and solar power. Those renewables, along with energy storage (like batteries), have been part of ARIES for a good while now. It was time to sprinkle a little water into the mix.

    “Now that we can use ARIES to simulate hydropower, we can study more scenarios in more locations and even potential future energy systems,” said Jerry Davis, the laboratory program manager for ARIES. “We want to represent as many renewable generation sources as we can.”

    But that is harder than it might sound.

    A Hydropower Simulator Helps a Remote Alaskan Village

    When fishers return to the harbor in the remote village of Cordova, Alaska, they enter a cove full of mast spikes resembling hundreds of mini-church spires. Those fishers—and there are a lot in Cordova—bring in salmon, halibut, rockfish, and trout but also something less desirable: a 400% increase in energy demand, which can strain the small village’s microgrid, a standalone power system that depends on just two hydropower plants and diesel generators (and diesel must be flown or boated in, often at great expense).

    And that is a problem.

    Cordova’s microgrid—and everything it powers, including hospitals and homes—is vulnerable to spikes in energy demand from the summer fish bonanza and Alaska’s dangerously cold winters as well as extreme weather events, like avalanches and droughts. The village needed solutions—novel ways for their microgrid to bob and weave with all these changes, so they can match energy supply to demand, especially when their economy or lives depend on it.

    But you cannot simply tinker with such a critical system, hoping your manipulations do not cause a blackout or irreparable damage. Nor can you study something that does not exist, like batteries or solar panels that have yet to be installed.

    That is where NREL and ARIES come in.

    The ARIES platform uses data from real-world wind turbines, solar panels, hydropower generators, and more to create a highly accurate virtual simulation of different grid scenarios and how they might react to changes in energy demand, weather, and higher levels of renewable energy.     The village was one of the first communities to directly benefit from ARIES’ hydropower emulation platform, which, like the rest of ARIES, relies on hardware and software to accurately simulate the town’s spiderweb of energy devices. ARIES’ software programs, which are built on real-world data, can mimic actual grids (like Cordova’s microgrid), so researchers can manipulate the Cordova system in the safety of a computer simulation. Soon, ARIES will also be able to connect actual hardware, like a hydropower generator, to these virtual simulations so the system can receive live feedback from real tech and learn from it.

    For hydropower, ARIES’ simulation capability is especially valuable. Although researchers can install experimental solar panels and wind turbines at a laboratory field site, they cannot replicate hydropower plants—they are simply too big and too specific to certain river sites or geography.

    Instead, Mayank Panwar, a senior research engineer at NREL, and Hovsapian built what they call a Real-Time Hydropower Emulation Platform, which can mimic real-world hydropower facilities in real time—one second in the hydropower simulator equates to one second in the real world. As of today, their 2.5-megawatt emulator uses data from actual hydropower plants (including those in Cordova) to inform its simulations.

    “As we add more and more technologies to ARIES and there’s more and more variability and uncertainty with the grid, such as wind and solar, hydro will play a key role in providing stability to the grid,” Hovsapian said. “But how would we quantify that? ARIES will be an ideal environment for us to do that.”

    With ARIES, Hovsapian can ask more “what if” questions, like what if this hydropower plant in Cordova is paired with a 10-megawatt battery or 3 megawatts of solar panels instead of 1? And how do these changes impact the grid’s reliability? Thanks to ARIES, Cordova has their answers—and a more resilient grid, too.

    No other system in the world can accomplish this kind of plug-and-play simulation, Hovsapian said.

    And it is not just hydropower that benefits.

    Getting Marine Energy to Communities Quickly

    Marine energy is still in the early stages of development, but these technologies can be valuable sources of clean energy for communities that have ample flowing water and little else. Like Cordova, the Alaskan village of Igiugig also relies on expensive shipments of diesel fuel. Many island communities off the coast of Maine struggle to maintain stable power when weather whips through. Communities in Hawaii, where energy costs are typically higher than in the rest of the country, also often depend on costly imported fuels.

    And yet, all three of these areas have one powerful thing in common: hefty amounts of water. With energy from river currents, waves, and tides, each community could improve its energy resilience and potentially achieve its clean energy goals, too.

    There is just one problem: Before communities opt to install one of these nascent devices, they need greater confidence that the technologies can deliver on their promise—and that is exactly what ARIES can provide.

    “A big part of our mission is de-risking energy technologies, so communities are comfortable deploying them,” Davis said.

    At NREL, researchers are studying marine energy technologies “to make sure that things don’t fail in the field,” said Kumaraguru Prabakar, a research engineer at the laboratory. “Even if a small river generator is powering a small house, it is powering the grid, so you have to make sure it’s safe.”

    And for that—and more complicated analyses—he needs ARIES.

    Right now, Prabakar is examining how marine energy technologies slot into preexisting grids. Currents tend to be consistent, but rivers are still subject to freezes and droughts. Waves and tides are predictable but do not always churn out the same amount of power throughout the day or year. With ARIES, Prabakar can assess how these variations might impact different power systems and whether other solutions, like energy stored as green hydrogen, could balance out these fluctuations.

    ARIES’ biggest gift might be time. In the last decade, researchers used to take years to validate new energy technologies, Prabakar said. But now, with ARIES, experts can significantly speed up that process (ARIES can even pair up with similar simulators at other national laboratories to pull in even more data, capabilities, and answers). Speed is especially critical to accelerate the development of marine energy technologies so they can help fight climate change sooner rather than later.

    “If somebody comes up with an idea to add water power, they should be able to deploy it in less than 12 months,” Prabakar said.

    “It’s exciting,” Hovsapian added. “There are a lot of changes coming, and ARIES can help us prepare.”

  • MIL-OSI USA: New Team to Assess NASA’s Mars Sample Return Architecture Proposals

    NASA announced Wednesday a new strategy review team will assess potential architecture adjustments for the agency’s Mars Sample Return Program, which aims to bring back scientifically selected samples from Mars, and is a key step in NASA’s quest to better understand our solar system and help answer whether we are alone in the universe.

    Earlier this year, the agency commissioned design studies from the NASA community and eight selected industry teams on how to return Martian samples to Earth in the 2030s while lowering the cost, risk, and mission complexity. The new strategy review team will assess 11 studies conducted by industry, a team across NASA centers, the agency’s Jet Propulsion Laboratory in Southern California, and the Johns Hopkins Applied Physics Laboratory. The team will recommend to NASA a primary architecture for the campaign, including associated cost and schedule estimates.

    “Mars Sample Return will require a diversity of opinions and ideas to do something we’ve never done before: launch a rocket off another planet and safely return samples to Earth from more than 33 million miles away,” said NASA Administrator Bill Nelson. “It is critical that Mars Sample Return is done in a cost-effective and efficient way, and we look forward to learning the recommendations from the strategy review team to achieve our goals for the benefit of humanity.”

    Returning samples from Mars has been a major long-term goal of international planetary exploration for more than three decades, and the Mars Sample Return Program is jointly planned with ESA (European Space Agency). NASA’s Perseverance rover is collecting compelling science samples that will help scientists understand the geological history of Mars, the evolution of its climate, and potential hazards for future human explorers. Retrieval of the samples also will help NASA’s search for signs of ancient life.

    The team’s report is anticipated by the end of 2024 and will examine options for a complete mission design, which may be a composite of multiple studied design elements. The team will not recommend specific acquisition strategies or partners. The strategy review team has been chartered under a task to the Cornell Technical Services contract. The team may request input from a NASA analysis team that consists of government employees and expert consultants. The analysis team also will provide programmatic input such as a cost and schedule assessment of the architecture recommended by the strategy review team.

  • MIL-OSI Global: Wildlife, climate and plastic: how three summits aim to repair a growing rift with nature

    By the end of 2024, nearly 200 nations will have met at three conferences to address three problems: biodiversity loss, climate change and plastic pollution.

    Colombia will host talks next week to assess global progress in protecting 30% of all land and water by 2030. Hot on its heels is COP29 in Azerbaijan. Here, countries will revisit the pledge they made last year in Dubai to “transition away” from the fossil fuels driving climate breakdown. And in December, South Korea could see the first global agreement to tackle plastic waste.

    Don’t let these separate events fool you, though.

    “Climate change, biodiversity loss and resource depletion are not isolated problems” say biologist Liette Vasseur (Brock University), political scientist Anders Hayden (Dalhousie University) and ecologist Mike Jones (Swedish University of Agricultural Sciences).

    “How hot is it going to get? This is one of the most important and difficult remaining questions about our changing climate,” say two scientists who study climate change, Seth Wynes and H. Damon Matthews at the University of Waterloo and Concordia University respectively.

    The answer depends on how sensitive the climate is to greenhouse gases like CO₂ and how much humanity ultimately emits, the pair say. When Wynes and Matthews asked 211 authors of past reports by the Intergovernmental Panel on Climate Change, their average best guess was 2.7°C by 2100.

    “We’ve already seen devastating consequences like more flooding, hotter heatwaves and larger wildfires, and we’re only at 1.3°C above pre-industrial levels — less than halfway to 2.7°C,” they say.

    There is a third variable that is harder to predict but no less important: the capacity of forests, wetlands and the ocean to continue to offset warming by absorbing the carbon and heat our furnaces and factories have released.

    This blue and green carbon pump stalled in 2023, the hottest year on record, amid heatwaves, droughts and fires. The possibility of nature’s carbon storage suddenly collapsing is not priced into the computer models that simulate and project the future climate.

    However, the ecosystems that buffer human-made warming are clearly struggling. A new report from the World Wildlife Fund (WWF) showed that the average size of monitored populations of vertebrate wildlife (animals with spinal columns – mammals, birds, fish, reptiles and amphibians) has shrunk by 73% since 1970.

    Wildlife could become so scarce that ecosystems like the Amazon rainforest degenerate, according to the report.

    “More than 90% of tropical trees and shrubs depend on animals to disperse their seeds, for example,” says biodiversity scientist Alexander Lees (Manchester Metropolitan University).

    “These ‘biodiversity services’ are crucial.”

    The result could be less biodiverse and, importantly for the climate, less carbon-rich habitats.

    Plastic in a polar bear’s gut

    Threats to wildlife are numerous. One that is growing fast and still poorly understood is plastic.

    Bottles, bags, toothbrushes: a rising tide of plastic detritus is choking and snaring wild animals. These larger items eventually degrade into microplastics, tiny fragments which now suffuse the air, soil and water.

    “In short, microplastics are widespread, accumulating in the remotest parts of our planet. There is evidence of their toxic effects at every level of biological organisation, from tiny insects at the bottom of the food chain to apex predators,” says Karen Raubenheimer, a senior lecturer in plastic pollution at the University of Wollongong.

    Plastic is generally made from fossil fuels, the main agent of climate change. Activists and experts have seized on a similar demand to address both problems: turn off the taps.

    In fact, the diagnosis of Costas Velis, an expert in ocean litter at the University of Leeds, sounds similar to what climate scientists say about unrestricted fossil fuel burning:

    “Every year without production caps makes the necessary cut to plastic production in future steeper – and our need to use other measures to address the problem greater.”

    A production cap hasn’t made it into the negotiating text for a plastic treaty (yet). And while governments pledged to transition away from coal, oil and gas last year, a new report on the world’s energy use shows fossil fuel use declining more slowly than in earlier forecasts – and much more slowly than would be necessary to halt warming at internationally agreed limits. The effort to protect a third of earth’s surface has barely begun.

    Each summit is concerned with ameliorating the effects of modern societies on nature. Some experts argue for a more radical interpretation.

    “Even if 30% of Earth was protected, how effectively would it halt biodiversity loss?” ask political ecologists Bram Büscher (Wageningen University) and Rosaleen Duffy (University of Sheffield).

  • MIL-OSI Australia: $18 million boarding schools boost for Central Australia

    First Nations students from remote communities in Central Australia will have greater access to quality education, with $18 million from the Albanese Labor Government’s Central Australia Boarding Response Fund being made available to three Alice Springs schools.

    Yirara College will be offered up to $10 million and St Philip’s College up to $1.7 million to upgrade existing facilities, while Yipirinya School will be offered up to $6.3 million for a new boarding facility, providing greater capacity to accommodate students in the region.

    Announced in March 2024, the Central Australia Boarding Response Fund was established following a review of boarding schools in Central Australia by the Commonwealth and Northern Territory Governments last year. 

    Community stakeholders including the Central Australian Aboriginal Leadership Group and the Central Australian Regional Controller were consulted and expressed the need for greater boarding capacity.

    Boarding providers then participated in an open and competitive grants process to apply for funding. 

    This investment complements the $40.4 million allocated to all schools in the Central Australia region for On-Country Learning under the landmark $250 million plan for A Better, Safer Future for Central Australia

    This is also in addition to the deal struck between the Commonwealth and Northern Territory Governments to fully fund all Northern Territory public schools.

  • MIL-OSI USA: Special Issue of Rangeland Ecology and Management features USGS science in support of the Sagebrush Conservation Design

    The sagebrush biome is one of the most intact and least modified ecosystems in the world covering more than 165 million acres, on par with the Amazon or the Serengeti. It’s also the largest contiguous open space in the Lower 48. But we are losing 1.3 million acres — an area slightly larger than Rhode Island — on average each year. 

    In 2022, a group of scientists and managers with expertise in sagebrush biome conservation came together to publish the Sagebrush Conservation Design, an effort to provide a common basis for understanding this iconic landscape through time. The SCD used new remote sensing technologies like the Rangeland Condition Monitoring Assessment and Projection dataset and the Rangelands Analysis Platform, to map the entire sagebrush biome and categorize it into Core Sagebrush Areas, Growth Opportunity Areas, and Other Rangeland Areas. It also evaluated the different threats facing the biome and showed that more than 90% of degradation across the biome stems from three main threats: invasive annual grasses, conifer encroachment, and land-use modification. These losses impact livelihoods and reduce important ecosystem services like water availability, wildlife habitat, forage for livestock, carbon storage and more.

    To continue moving sagebrush conservation forward and to best leverage the SCD’s insights and map products, a diverse group of researchers, land management professionals, federal agencies, and non-governmental organizations came together for this Special Issue of Rangeland Ecology and Management to identify research opportunities and answer other questions that complicate sagebrush conservation. 

    The USGS has been a leader in sagebrush ecosystem research, working with management agencies to bring together the breadth of science information and data across the biome to meet management needs. Below are the USGS contributions to Special Issue.

    Understanding how climate change will contribute to ongoing declines in sagebrush ecological integrity is critical for informing natural resource management, yet complicated by interactions with wildfire and biological invasions. Here, researchers assessed potential future changes in sagebrush ecological integrity under a range of scenarios using an individual plant-based simulation model, integrated with remotely sensed estimates of current sagebrush ecological integrity. The simulation model allowed researchers to estimate how climate change, wildfire, and invasive annuals interact to alter the potential abundance of key plant functional types that influence sagebrush ecological integrity: sagebrush, perennial grasses, and annual grasses. Results of this study provide a long-term perspective on the vulnerability of sagebrush ecosystems to climate change and may inform geographic prioritization of conservation and restoration investments.

    Sagebrush ecosystems support a suite of unique species such as the emblematic greater sage-grouse (Centrocercus urophasianus; hereafter sage-grouse) but are under increasing pressure from anthropogenic stressors such as annual grass invasion, conifer encroachment, altered wildfire regimes, and land use change. In this study, researchers examined the ability of an ecosystem-based framework for sagebrush conservation, the sagebrush conservation design (SCD) strategy, and the associated model of Sagebrush Ecological Integrity (SEI), to identify and rank priority habitats for sage-grouse, a sagebrush indicator species. Researchers compared sage-grouse population trends from 1996–2022 across the three categories that characterize integrity of sagebrush ecosystems (core, growth opportunity, and other rangelands) and then generated a parallel categorical model of sage-grouse population trends, based on the same landcover variables that comprise the SEI. Researchers then compared the sage-grouse condition categories to trends derived from population count data. 

    In all, they found that the SCD and SEI were effective tools for identifying and ranking priority habitats for sage-grouse. Their analysis demonstrates that proactive ecosystem-based approaches to the conservation of the sagebrush biome can help optimize the return on limited conservation resources and benefits for sagebrush obligate species, and help reduce some of the real and perceived conflicts inherent in single-species management

    High-quality Core Sagebrush Areas, as delineated by the Sagebrush Conservation Design, continue to decline despite conservation and restoration investments. The increasing recognition of the scale of threats and the pace of ecosystem degradation has led to a shift towards threats-based ecosystem management. To this end, researchers quantified the acres of conservation implementation relative to the rate of loss from specific threats to the sagebrush biome and assessed how much additional action may be needed to stop Core Sagebrush Area loss. 

    They found that current rates of conservation are markedly lower than rates of Core Sagebrush Area loss (~10% of average annual loss). Furthermore, most conservation actions, ~90% for some treatment types, occurred outside of Core Sagebrush Areas, likely reducing the efficacy of these conservation actions at retaining and restoring intact sagebrush rangelands. Additionally, they found that conservation efforts will need to increase ten times its current annual rate to halt declines. However, through better spatial targeting of conservation actions, the increase in conservation needed to stop Core Sagebrush Area loss could be substantially reduced. This analysis demonstrates the divergent futures that may await the sagebrush biome pending key decisions regarding conservation targeting, stakeholder cooperation, and the strategic addition of resources.
