  • MIL-OSI Security: Met identify man that died following stabbing at a house in Canning Town

    Detectives have launched a murder investigation following a stabbing at a house in Canning Town at the weekend.

    Raish Ahmed, 50, died following the assault and two other people were also injured.

    Police were called to a residential property in Hartington Road shortly after 16:30hrs on Saturday, 5 October to reports of a stabbing.

    Officers attended along with paramedics from the London Ambulance Service where they found Mr Ahmed with stab wounds.

    A teenage boy was also found with a slash injury, whilst another man, aged 41, was also assaulted. Both injuries were assessed as not life-threatening.

    Mr Ahmed was taken to hospital for treatment, but despite the best efforts of emergency services he sadly died in hospital on Monday, 7 October.

    A murder investigation was then launched by officers from the Met’s Specialist Crime Command.

    His next-of-kin have been informed and are being supported by specialist officers.

    Daniel Whybrow, 46 (03.10.78), of Hartington Road, E16, was charged on Sunday, 6 October with attempted murder, the charges of which will now be reviewed by the CPS following Mr Ahmed’s death.

    Whybrow was also charged with grievous bodily harm, threats to kill, racially aggravated assault and possession of an offensive weapon.

    He will next appear at Isleworth Crown Court on Monday, 4 November.

    Police are not looking for anyone else involved in this attack.

    Alexandria Forté’s professional story starts with her in a kitchen – blending, baking, and browning dishes both savory and sweet for customers to enjoy.

    In a job as a chef after finishing her undergraduate degree, she says she once thought that’s how she could be of service to others – stirring, slicing, sauteing for a community that wanted to be fed.

    “But it’s backbreaking work, very physically demanding, and I started to miss academic work,” she says. “Around this time, I also was doing some volunteer work and when I realized the person running that program had an MSW, I knew that was the direction I wanted to go.”

    Fast-forward through time at the University of Denver for her Master of Social Work and University of North Carolina at Chapel Hill for her Ph.D., Forté is one of the newest faculty members at the UConn School of Social Work.

    And she hasn’t left food behind.

    While getting her MSW, she worked with youth who were living in subsidized housing and developed a curriculum around healthy eating. Then, she pivoted to work in a hospital, where she noted that many of her clients were impacted by food insecurity.

    “That’s when I started to ask why more social workers weren’t talking about this. Why isn’t social work at the table when it comes to food insecurity? Often, public health leads this conversation or other disciplines, but I wanted to be at the table on behalf of social work,” she says.

    Forté, an assistant professor, says she’s always thinking about how she can work food into her classroom discussions.

    “As an example, I’m teaching theory, and this week we’re going to be learning about feminism and queer theory,” she explains. “Food preparation is often seen as women’s work and with feminism, there was a desire for some women to leave the kitchen and pursue work outside of the home. In other sections, we’ve discussed how disparities in access to food can be due to systemic inequities. Using food access and how different identities engage with food makes these heady theories feel more tangible.”

    When it comes to her research, Forté is focused on the impact food insecurity has on one’s mental health, specifically for young people in middle and high school, and how that impact can be measured accurately.

    Children as young as 9 understand what food insecurity is and know whether they’re affected, she says, yet there hasn’t been much research exploring their experience. Most often, the head of the household is the one surveyed, even though teenagers oftentimes bear the burden too.

    “Children experience it differently,” she says. “They’re also trying to figure out how to bring food into the home, but from a different perspective, ‘Can I bring this pizza home from a club meeting, so my family can eat tonight?’ They may not be buying groceries, but they’re trying to get food into the home.”

    Many teenagers are charged with the care of siblings, especially if adults are working multiple jobs, she notes, and even though they’re not recognized as the head of the household, at times they serve in that capacity, having to figure out what to make for dinner, maybe even going hungry themselves when food is scarce.

    “We need to capture what they’re going through because it is different from adults,” Forté says. “Knowing what adults experience is important, but this 9- to about 17-year-old age range, when they’re in school, that’s what I’m interested in. If we can understand their experiences – what does it feel like to know you don’t have food in the home – we can be better at supporting their health and well-being.”

    And that may mean having a discussion about policy, another area in which she’s interested.

    UConn’s Husky Harvest initiative, which established food pantries on all campuses, and its Rudd Center for Food Policy and Health are two reasons Forté says she sought to come to Connecticut for work.

    “Those were a huge draw for me,” she says. “They demonstrate that this university sees how important it is for people to get access to food and, in policy, that’s where we’re going to see a lot of change. I believe that access to food is a human right.”

    Forté says that when she was in practice, she spent a fair amount of time connecting people with resources, sourcing the locations of pantries, food banks, and community refrigerators. Sometimes she’d go along with clients to teach them what they could do with a can of tomatoes, bag of beans, and box of rice.

    She’d teach them to salvage the seasoning packet from a package of ramen noodles to spice up the blandness of another dish.

    “The experience of poverty is not fun, but if you can take even just a moment and create a little bit of joy in cooking, it can become time when you experience a little pleasure in life,” she says.

    The military escalation in Lebanon has had major humanitarian consequences. Sweden is therefore increasing its humanitarian support to Lebanon by a total of SEK 83.5 million. The support will be divided between the UN Refugee Agency (UNHCR), the Lebanese Red Cross, Save the Children and the UN Lebanon Humanitarian Fund.

    “More than one million people in Lebanon are in need of emergency humanitarian support. Hundreds of thousands of people have been forced to flee their homes. Sweden therefore supports organisations on the ground that provide for people’s basic needs. This involves everything from blankets and mattresses to sleep on, to emergency medical care and ambulances. At the same time, let me emphasise that under international humanitarian law, parties in a conflict are obliged to protect civilians and aid workers,” says Minister for International Development Cooperation and Foreign Trade Benjamin Dousa. 

    On 1 October, the UN launched its Flash Appeal for the humanitarian response in Lebanon. The appeal underscores that one million people are in need of shelter, food, clean water, medicine and life-saving medical care. The UN Central Emergency Response Fund (CERF) – of which Sweden is one of the largest donors – has already made a payment of USD 10 million. In addition, the European Commission has increased its humanitarian support to Lebanon by EUR 30 million as a result of the crisis. 

    The SEK 83.5 million support package that Sweden is presenting today is a response to the UN Flash Appeal. SEK 60 million is earmarked core support from the Ministry for Foreign Affairs, and SEK 23.5 million new allocations from Sida. This means that Sweden’s humanitarian support to Lebanon for 2024 has more than doubled as a direct consequence of the critical situation on the ground and now totals SEK 158.3 million. 

    UNHCR is one of Sweden’s largest core support partners and, with the help of Swedish core support, was able to take immediate action when the crisis in Lebanon escalated. SEK 53 million of Sweden’s core support to UNHCR is now being allocated to the organisation’s activities in the region. This means that people fleeing the conflict can receive emergency assistance on both sides of the border between Lebanon and Syria. In addition, SEK 7 million of Sweden’s core support to the International Federation of Red Cross and Red Crescent Societies (IFRC) will now be allocated to the Lebanese Red Cross, whose work with emergency medical care, blood banks and ambulance services saves lives every day. 

    The new allocations approved by Sida involve SEK 20 million to the Lebanon Humanitarian Fund, a country-based pooled fund administered by the UN Office for the Coordination of Humanitarian Affairs (OCHA). The fund allocates financial resources to trusted civil society organisations that are well established in Lebanese society and are able to help the people most in need in the most inaccessible parts of the country. Children are often the most affected by conflicts, which is why Sida has also allocated an additional SEK 3.5 million to Save the Children in Lebanon.

    GSC seeks to preserve Whitegates site for housing as demolition application is submitted

    Alderney’s General Services Committee (GSC) is submitting a planning application as it seeks formal permission to demolish the five derelict homes on the south side of the Whitegates site in the interest of public safety.

    The Committee wants to ensure the site is earmarked for housing following demolition of the existing building, for which capital expenditure of £125,000 has already been agreed and now requires a planning application to proceed.

    An exploratory development scheme for Whitegates has been drawn up to safeguard the development of the site for housing in the future given its designation in the current Land Use Plan. The scheme is not a formal proposal.

    The word ‘school’ in this section refers to either a school or college.

    Characteristics of a school building fund

    A school building fund has the following characteristics:

    • It is a public fund.
    • It must be operated by or be
    • It meets the key requirements of a school building fund which are

    You can use the checklist to work out if your fund has the characteristics of a school building fund.

    Definition of a school

    A school is a place where people come together to be instructed in an area of knowledge or activity. Schools are not limited to those focused on academic pursuits. They include, but are not limited to, recreational, technical, arts and agricultural schools.

    A school must be an institution and have a real, separate, institutional existence. This may be within or part of another institution.

    Factors that are not required but can help show there is a school, are:

    • a set curriculum
    • instruction or training by suitably qualified persons
    • enrolment of students
    • some form of assessment and correction
    • the creation of a qualification or status that is recognised outside of the organisation.

    Definition of a building

    The term ‘building’ has its ordinary meaning and includes one building, a group of buildings, a part of a building or additions to a building.

    A building should be a permanent structure, roofed and usually with walls and flooring that provides protection from the elements. Therefore, structures such as an outdoor swimming pool, sports oval or a tennis court are not buildings as they are not enclosed and do not provide protection against the elements.

    A permanent structure, such as a covered outdoor learning area that does not have walls is capable of being a building if it is fixed to the ground and has a roof.

    Fixtures are accepted as part of a building. They are affixed to a building and are unable to be detached without substantial damage to the item itself or that to which it is attached. Fixtures include ducted heating systems, fixed air conditioning systems and carpets permanently fixed to the floor.

    Non-fixtures such as computers, furniture, training equipment and laboratory equipment do not form part of the building.

    A building must be used as a school by a qualifying body

    For a building to be characterised as a school building, a qualifying body needs to control the use of the building in its capacity as operator of the school. A qualifying body is a government, a public authority or a non-profit society or association.

    While regard must be given to the actual use of the building, a building may be inferred not to be a school building where the school organisation cannot determine how the building is used.

    The building must be used by a qualifying body for a purpose connected with the instruction provided by the school. A building is ‘used as a school’ as a matter of everyday language where its use for school purposes is substantial. However, a simple mathematical examination of the time the building is ‘used as a school’ is not conclusive.

    The following factors must be considered in determining whether a building is ‘used as a school’:

    • the overall purpose (or purposes) for which the building has been established and maintained
    • the importance of each of the activities carried out to that purpose
    • any connection that the non-school use has towards the school use
    • the extent the school use and non-school use have contributed to that purpose.

    If there is non-school use, whether the building is a school building will depend on how much it limits, detracts from or is incompatible with the instruction provided by the school.

    The following factors are not determinative, but may indicate that a building is ‘used as a school’:

    • amount of time the building is put to school use relative to time put to non-school use
    • number of people involved in the school use relative to number of people involved in its non-school use
    • physical area of the building put to school use relative to physical area put to non-school use
    • extent to which the building has been adapted or modified to accommodate its school or non-school use.

    Where a building’s uses are incidental or ancillary to the provision of instruction in a school building, it may also be considered to be ‘used as a school’.

    Incidental or ancillary buildings include:

    • school tuck-shops
    • toilet blocks
    • school assembly halls
    • school administration office
    • residential accommodation of a boarding school
    • residential accommodation for teachers.

    Any other use of the building must be either integral to its use as a school or be so minor or occasional that it does not interfere with its use as a school.

    A multipurpose building is designed to be put to a variety of different uses. To be a school building, a multipurpose building must satisfy the same requirements to be characterised as a building ‘used as a school’.

    If it’s characterised as a school building, the school building fund can use its funds to contribute towards the cost of any common area. For example, areas put to both school and non-school use such as a hallway or toilet blocks are considered a common area. However, if the common area has been adapted or designed specifically for non-school use, the school building fund cannot provide the money to pay the cost of the adaption or design.

    Use of the school building fund

    A school building fund is solely for providing money to acquire, construct or maintain a building used, or to be used, as a school by a qualifying body. It cannot be used for any other purpose.

    To determine the purpose of the fund, objective circumstances are considered, including the constituent documents of the fund and what the money is provided for. Expenditure on capital improvements and maintenance, as well as installing and maintaining fixtures, are accepted outlays of a school building fund.

    Costs payable from a school building fund include:

    • purchase of land to the extent that it reasonably relates to the area of land occupied by the school building
    • building purchase and construction expenses
    • incidental costs relating to planning, negotiating, financing and obtaining approvals for acquisition or construction
    • fixtures including security related features such as security alarms and lighting and window and door security such as grilles
    • initial repairs
    • additions or extensions to the existing building such as an additional floor, room or permanent structure within the building and the replacement, removal or addition of walls, doors or windows
    • lease payments that relate to the building or land occupied by the building
    • conditions on construction imposed by a local governing body or public authority, to the extent they relate to the ability to construct the school building
    • repairs, painting, plumbing and general maintenance of the school building, including costs of purchasing associated equipment
    • cleaning expenses including cleaning the building’s floor coverings, fixtures and windows
    • building insurance, to the extent it relates to the building
    • security monitoring costs that directly relate to the preservation or protection of a school building
    • administration costs of establishing or promoting the fund, including bank fees, accounting and audit costs, fundraising expenses and reasonable remuneration for the fund’s administrator and staff.

    A school building fund cannot provide funds for:

    • a non-school building
    • the non-school use of a school building
    • other facilities that are not buildings.

    Costs that cannot be paid include:

    • construction of non-school building like a wing of a building designed to be used as a church
    • maintenance costs that relate to the non-school use of a building, like the costs of hiring a cleaner to clean school buildings following weddings unless the fund is fully and promptly reimbursed
    • running expenses of the school that don’t relate to buildings such as water, gas, electricity, sewerage, contents insurance, teaching staff salaries or the general upkeep of furnishings
    • costs of maintaining facilities which are not buildings including sports fields, sports equipment, playgrounds, landscaping and open-air carparks.

    A school building fund may invest or lend its money if this is a bona fide and temporary arrangement and will assist the fund to achieve its objects within a reasonable period. To be a bona fide arrangement, the investment or loan must be designed to make efficient use of the money until such time as it is required for the acquisition, construction or maintenance of the building.

    Taxation Ruling TR 2013/2 Income tax: school or college building funds provides detailed guidance for organisations seeking additional information to determine whether their fund has the characteristics of a school building fund.

    School building fund checklist

    Use our checklist to work out if your fund has the characteristics of a school building fund.

    • Your fund is a public fund.
    • Your fund’s constituent or governing documents clearly show it was established solely to provide money for acquiring, constructing or maintaining a building used, or to be used, as a school.
    • The building is used, or to be used, as a school by a government, public authority or non-profit society or association.
    • Actual payments made by the fund are only for acquiring, constructing or maintaining the building, including acceptable administration costs of the fund.
    • Your fund must be operated by or be an Australian government agency or registered with the ACNCExternal Link.

    If you have worked out that your fund is a school building fund, it also needs to meet other conditions for DGR endorsement.

  • MIL-OSI United Kingdom: Russia’s has violated the OSCE’s core principles: UK statement to the OSCE

    UK military advisor, Nicholas Aucott, says Russia’s illegal invasion of Ukraine has violated core principles contained in the Helsinki Final Act and the OSCE’s Code of Conduct, as Ukrainian civilians are subjected to a daily onslaught of drone attacks and missile strikes.

    Thank you, Mr Chair. This morning, and this afternoon, we discussed the Code of Conduct, a key document underpinning the very rationale for us convening here in this Forum. Amongst other things, signatories to the Code undertook to recognise the validity of the Helsinki Final Act which underpins our commitments to peace, sovereign equality amongst States, and respect for human rights and fundamental freedoms. Russia’s initial invasion of Ukraine in 2014 and its subsequent full-scale invasion in 2022 violated the core principles of the Code and the Act.

    And complicit in Russia’s illegal full-scale invasion, Belarus violated its commitments to the Code when it assisted Russia, supporting Russian armed forces and permitting them to use Belarusian territory for its attacks on Ukraine. By doing so, Belarus facilitated Russia’s violation of its obligation to refrain from using force against the territorial integrity of another State. Belarus continues to provide logistical and materiel support to Russia’s illegal full-scale invasion of Ukraine.

    Russia protests in this Forum when the significant majority of participating States stand up to this act of aggression. Indeed, the Code compels us to do so, ‘to act in solidarity if… norms and commitments are violated and to facilitate concerted responses to security challenges’.

    Russia’s response to this act of solidarity is to distort the facts and to sow disinformation in this Forum and beyond. Russia wants to break this solidarity because Russia is suffering as a consequence; it is suffering from its choice to unleash war.

    The impact for Ukraine and its people is tragic; for Ukrainian soldiers who attempt to halt Russia’s full-scale invasion, and for Ukrainian civilians who are killed and wounded, subjected to a daily onslaught of Russia’s drone and missile strikes. Ukrainians are fighting for their homeland, for their sovereign territory, for their freedom from external coercion, for the principles outlined in the Code to which we all committed, including Russia.

    In September, the number of average daily Russian casualties reached a new high for the war at 1,271, meaning Russia has now likely suffered over 648,000 casualties since the war began. A terrible human cost, for an unjustified and unprovoked war in breach of international law and fundamental OSCE principles.

    Mr Chair, the UK recognises the severity of the threat posed by Russia to global security, through its violation of international law and the UN Charter. This is why we have come together in solidarity; this is why we will continue to resolutely uphold the Code of Conduct and support this Forum.

    We will not allow aggressors like President Putin to succeed, to trample on the fundamental tenets of this organisation. The UK’s commitment to providing Ukraine with military, financial, diplomatic, and political support remains iron clad. Thank you.

    This follows a consultation on the future of the council-run centres and previous improvement work which came from an independent review of the centres, approved by the council’s Cabinet in April 2023.  

    The council faces a significant financial challenge and in February 2024 Cabinet agreed to a savings proposal of £1.95 million for 2024-2025 and £3.35 million in 2025-2026 against the nine day centres.

    The proposed closure of the four day centres further builds on the initial improvement work and the council’s ambition to consolidate the service and transform the offer for citizens by creating five thriving centres which are fully staffed and with maximum attendance. This will also provide the opportunity to work more closely with partners and local communities.     

    The recommendation is to close Beeches GOLDD, Harborne, Fairway and Heartlands meaning support for citizens will be provided in the five remaining centres. There are also many day opportunities outside the council-run centres which are commissioned by the council, that have capacity and the quality of service to meet the diverse needs of citizens.   

    Attendance at the centres has reduced significantly since 2019, with many people choosing direct payments to access alternative services.

    Cllr Rob Pocock, Acting Cabinet Member for Health and Social Care, said:

    “Many councils no longer run in-house day centres, so I’m pleased we have still found the money to keep five going across the city. But we do need to save on costs and the remaining centres do need to be fully utilised.

    “Citizens using our centres have also said they want to have a wider variety of activities outside the day centres and this is what we are also developing, as part of a more modern 21st century service.

    “So the package as a whole means that anyone wanting a council day centre will still be able to receive that. No staff are being made redundant. And there will actually be a wide range of additional options available,

    “I do understand that people will have an attachment to the day centre they usually attend but unfortunately our centres have a low attendance rate, with most only around half full.

    “While no current users will lose their service, and their loved ones will not lose their respite support, we do recognise that attending a different centre could be difficult for some. Citizens would be fully supported to relocate to an alternative service of their choice which would be equipped to meet their physical, behavioural, sensory and emotional needs.

    “There is plenty of capacity in the other centres, meaning more citizens attending, creating a more stimulating environment with more opportunities to socialise. The centres will be fully staffed meaning really focused support for users.

    “Re-location plans for citizens would be person-centred and staff familiar to them would be available to plan their move in a sensitive and respectful way, fully sighted on their specific needs to minimise any distress. They would also be supported to move with their friends if that was their choice. A social worker would support every citizen affected by the proposal.”

    Families of citizens would also be provided with the support they need as a part of the relocation, including assessments for carers, information and advice.

While it may involve a larger initial investment, mitigation pays off in the long run. In fact, estimates are that on average for every dollar spent on mitigation, six are saved from future losses.

    The funding, through the first intake of the Resilient Agricultural Landscape Program, is supporting the planting of grasslands and trees, reducing tillage, and creating water retention ponds. These improvements help farmers increase their resilience against extreme weather events and enhance the health of their soil and water, while boosting biodiversity on their properties.

    Funding amounts vary according to the type and scope of the project. As funding is still available through the second intake of the initiative which opened on June 3rd 2024, farmers are encouraged to apply through the Ontario Soil and Crop Improvement Association website. Eligible applicants could receive $30 per acre for reduced tillage, and up to $25,000 per acre for the establishment of new wetlands on agricultural lands.

    The Sustainable Canadian Agricultural Partnership is a 5-year (2023-2028), $3.5-billion investment by federal, provincial, and territorial governments to strengthen competitiveness, innovation, and resiliency of Canada’s agriculture, agri‐food, and agri‐based products sector. This includes $1 billion in federal programs and activities and a $2.5 billion commitment cost-shared 60% federally and 40% provincially/territorially for programs designed and delivered by the provinces and territories.

  • MIL-OSI United Kingdom: Irrefutable, independent evidence of Russia violating international law is a concern for us all: UK statement to the OSCE

    UK Counsellor, Ankur Narayan, says that the OSCE’s Code of Conduct, which turns 30 this year, commits all States to act if OSCE norms and commitments are violated; the UN and OSCE have evidence of Russia violating international law.

    Thank you Mr Chair for hosting this FSC Security Dialogue to mark 30 years of the Code of Conduct on Politico-Military Aspects of Security. Thank you to the speakers for their powerful interventions.

    At last month’s FSC Opening Session, the Russian Delegation described the Code and the Helsinki Final Act as our “lodestar”. We agree. In my statement today, I could have talked about:

    1. Belarus supporting a State using force against another State; breaching para 8.
    2. Or Russia rejecting the sovereign right other States to choose their treaties of alliance; breaching para 11.
    3. Or Russia imposing military domination over any other participating State; breaching para 13.
    4. Or Russia stationing armed forces in the territories of other States – namely Ukraine, Georgia and Moldova – without a freely negotiated agreement, in line with internation law. Thereby breaching para 14.

    Instead, Mr Chair, in the Code’s 30th year, I will focus on paragraphs 30, 31 and 34. These compel States to ensure that their armed and security forces abide by international law. I will highlight three elements: attacks against critical civilian infrastructure ahead of winter; conflict-related sexual violence; and prisoners of war. I will only cite independently-verified, internationally-respected sources.

    Firstly, according to the UN Human Rights Monitoring Mission: “Repeated large-scale attacks since March by Russian armed forces against the electricity infrastructure of Ukraine have inflicted extensive harm and hardship on the country’s civilian population, with potentially devastating consequences as winter approaches”. The UN concludes that “the complex and coordinated nature of the strikes, the number of attacks across the country, and Russia’s regular official acknowledgment are indicators that the attacks against the electricity network are of a widespread and systematic nature”. As the Russian Federation knows, international humanitarian law prohibits indiscriminate attacks, which disproportionately kill civilians, and which destroy objects indispensable to the survival of civilians.

    Secondly, in March this year the UN Independent International Commission of Inquiry on Ukraine  “found that the war crime of rape, and in some cases the war crime of sexual violence, had been committed. Those acts also amounted to torture”. These heinous crimes must end.

    Thirdly, the UN’s Independent International Commission of Inquiry on Ukraine reported “horrific treatment of Ukrainian prisoners of war in several detention facilities in the Russian Federation”. The UN also recently found that “Russian authorities have subjected Ukrainian POWs to widespread and systematic torture and ill-treatment”. This month, the UN Human Rights Monitoring Mission in Ukraine also found that 119 of 174 Ukrainian prisoners of war interviewed had suffered acts of sexual violence. Russia must abide by its Geneva Convention obligations and treat all civilian detainees and prisoners of war humanely and it must allow immediate unimpeded access to the ICRC.

    Mr Chair, the Code commits us to act in solidarity if OSCE norms and commitments are violated. As catalogued by the OSCE Moscow Mechanisms, ODIHR and UN, there is irrefutable independent evidence of Russia violating international law, including international humanitarian law. As per the Code, such breaches are a “direct and legitimate” concern for us all.  This is why we again demand that Russia withdraws fully and unconditionally from the whole territory of Ukraine, within its internationally recognised borders. We demand independent and impartial investigations into all allegations of violations of international humanitarian law and abuses of international human rights law.  The victims deserve justice. And we will keep working tirelessly with our international partners to this end.

    Background: 

    The funding for the Town of Riverhead was secured by LaLota through Community Project Funding (CPF) and is provided by the Interior and Environment Appropriations bill, which was recently signed into law.

    Funding for this project will allow for the extension of 37,000 feet of public water main and the connection of 90 homes located south and east of the former Naval Weapons Industrial Reserve Plant at Calverton, allowing for the provision of safe, clean drinking water to these residents. The private wells that serve the local communities have been affected by groundwater contamination, and the residents do not currently have access to clean drinking water.

  • MIL-OSI Security: Former CDCR Correctional Officer Pleads Guilty to Conspiracy to Distribute Cocaine in Stockton

    SACRAMENTO, Calif. — Fidel Andrade, 36, of Stockton, pleaded guilty today to conspiring to possess and distribute cocaine, U.S. Attorney Phillip A. Talbert announced.

    According to court documents, between January and October 2020, Andrade, who then worked as a correctional officer, supplied cocaine to his co-defendant Neftali Castillo Montes. Montes then sold over 9 ounces of cocaine to an FBI confidential source. On March 3, 2021, officers discovered an additional ounce of cocaine during a search warrant executed at Andrade’s house.

    Andrade is scheduled to be sentenced on Jan. 14, 2025, by U.S. District Judge Kimberly J. Mueller. Montes pleaded guilty for his role in this conspiracy on July 15, 2024, and is scheduled to be sentenced on Jan. 28, 2025. Both defendants face a maximum statutory penalty of 20 years on prison for their roles in this conspiracy. Montes is separately charged in another indictment involving a methamphetamine trafficking conspiracy. The actual sentences, however, will be determined at the discretion of the court after consideration of any applicable statutory factors and the Federal Sentencing Guidelines, which take into account a number of variables.

    This case is the product of an investigation by the California Department of Corrections and Rehabilitation, the U.S. Customs and Borders Protection, the Drug Enforcement Administration, Homeland Security Investigations, the Federal Bureau of Investigation, and the Tracy Police Department. Assistant U.S. Attorney Adrian T. Kinsella is prosecuting the case.

    The case was investigated under the Organized Crime Drug Enforcement Task Forces (OCDETF). OCDETF identifies, disrupts, and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach.   • MIL-OSI Security: Man jailed for manslaughter of Yusuf Mahamoud

    A man has been jailed for the manslaughter of 18-year-old Yusuf Mahamoud in Finchley after Met detectives used CCTV and mobile phone data to identify him as the killer.

    Tyrese Jennings, 21 (06.03.03), of Litchfield Grove, N3 was found guilty of manslaughter at the Old Bailey on Thursday, 11 July. He was sentenced at the same court on Wednesday, 9 October, to 13 years’ imprisonment.

    Detective Chief Inspector Tom Williams, Specialist Crime, said: “Our thoughts today are with Yusuf’s family. He was a young man with his life ahead of him and they continue to grieve his untimely loss.

    “I hope seeing the conviction and today the sentencing of Jennings brings them some small comfort.”

    An investigation was launched after police were called to reports of a stabbing in Regent’s Park Road, N3, at 21:40hrs on Monday, 7 August 2023.

    Officers attended along with the London Ambulance Service. Yusuf, from Enfield, was found seriously injured. Sadly he died at the scene from a stab wound to the neck.

    Detectives found that Yusuf had left his home earlier that evening and arrived in the area at around 21:00hrs in a car with a number of friends. They got out and went into a nearby restaurant.

    Jennings was one of a group of three males who confronted Yousuf when he left the restaurant. During the ensuing altercation, Yousuf was stabbed in the neck and the three males made off.

    Detectives from Specialist Crime began an investigation and using CCTV and mobile phone analysis quickly identified the three males as Jennings and two 15-year-old boys.

    Jennings was arrested on 14 August and charged with murder. He was found guilty of manslaughter on Thursday, 11 July, following an Old Bailey trial. He was found not guilty of murder.

    The two 15-year-old boys, who cannot be named for legal reasons, were also charged with murder. They were found not guilty of all offences at the same court.

    WASHINGTON, D.C. — Senator Peter Welch (D-Vt.) joined Senators Martin Heinrich (D-N.M.), Ron Wyden (D-Ore.), and Chris Van Hollen (D-Md.) in introducing the New Homes Tax Credit Act, legislation that will provide tax credits to incentivize new investments and additional resources for home construction and renovations for working families. The New Homes Tax Credit Act will address the lack of housing inventory for individuals and families whose incomes are below 120% of the area median income (AMI), particularly including in areas where middle-income families have historically been priced out. In Burlington, Montpelier, and Rutland this added housing inventory would benefit families with annual combined incomes of up to $142,680, $126,480, and $114,000, respectively. 
    “The housing shortage crisis has been brutal for communities across the country. In Vermont, we’ll need at least 30,000 more homes by 2030. We must find new and innovative ways to encourage new construction and renovations of starter homes for lower and moderate-income communities,” said Senator Welch. “Everyone deserves to have a safe and affordable place to live.”

    The New Homes Tax Credit (NHTC) would be administered under the Community Development Financial Institutions (CDFI) Fund. The CDFI Fund certifies Housing Development Entities, which can be CDFIs, government and quasi-governmental entities, or non-profits. Following certification, Housing Development Entities will use the capital raised from exchanging their NHTC with investors to provide funds for construction companies that build or renovate single-family homes.   
    The New Homes Tax Credit Act is supported by the Mortgage Bankers Association, National Association of Home Builders, National Association of Realtors, Homewise, Yes Housing, Inc., Housing New Mexico, and Strong Towns Albuquerque.

Terri Sewell (AL-07) announced that the U.S. Environmental Protection Agency (EPA) is awarding $43.9 million to the State of Alabama to support lead pipe replacement and ensure clean, safe drinking water for Alabama communities. She also announced the finalization of a new EPA rule to eliminate all lead pipes in Alabama’s drinking water systems within the next 10 years.

    The new rule and funding are part of the Biden-Harris Administration’s commitment to replacing every lead pipe in America within a decade. They were made possible by President Biden’s historic Bipartisan Infrastructure Law. Rep. Sewell was the only member of Alabama’s congressional delegation to vote in favor of the law.

    The $43.9 million announced today will flow through Alabama’s Drinking Water State Revolving Fund (DWSRF) and is available to support lead pipe replacement and inventory projects. 49% of the funding must be provided to disadvantaged communities as grant funding or principal forgiveness that does not have to be repaid. EPA also announced the availability of $35 million in competitive grant funding for reducing lead in drinking water. Communities are invited to apply directly for grant funding through this program. Additional federal funding is available to support lead pipe replacement projects and EPA has developed a website identifying available funding sources.

    In addition to requiring the replacement of lead pipes within 10 years, the new Lead and Copper Rule Improvements (LCRI) require more rigorous testing of drinking water and a lower threshold requiring communities to take action to protect people from lead exposure in water. The final rule also improves communication within communities so that families are better informed about the risk of lead in drinking water, the location of lead pipes, and plans for replacing them.

    Investments in identifying lead pipes, planning for their removal, and replacing them will create jobs in local communities while strengthening the foundation of safe drinking water that supports economic opportunity.

  • MIL-OSI Security: Mississippi Father and Son Convicted of Felony and Misdemeanor Charges for Actions During January 6 Capitol Breach

                WASHINGTON – A father and son from Mississippi were convicted of felony and misdemeanor charges related to their conduct during the Jan. 6, 2021, breach of the U.S. Capitol. Their actions and the actions of others disrupted a joint session of the U.S. Congress convened to ascertain and count the electoral votes related to the 2020 presidential election.

                Toney Sheldon Bray, 46, and Ethan Bray, 25, both of Blue Springs, Mississippi, were found guilty on Oct. 4, 2024, of a felony charge of civil disorder and a misdemeanor charge of disorderly and disruptive conduct in a restricted building or grounds following a bench trial before by U.S. District Judge Rudolph Contreras.

                Prior to trial, Toney Bray entered an open guilty plea to three misdemeanor counts of theft of government property, entering and remaining in a restricted building or grounds, and parading, demonstrating, or picketing in a Capitol building. Ethan Bray pled guilty to two misdemeanor counts of entering and remaining in a restricted building or grounds and parading, demonstrating, or picketing in a Capitol building.

                Judge Contreras will sentence the two men on Feb. 7, 2025.

                According to evidence presented during the trial, on Jan. 6, 2021, the defendants dressed in military-style gear, including tactical helmets, vests, and goggles, and were part of the initial breach of police barricades at approximately 12:53 p.m. at Peace Circle, located at Pennsylvania Avenue NW and First Street NW. Specifically, Ethan and Tony Bray pushed and climbed over the police barriers.

                As the Brays and other rioters approached the first set of barricades, “AREA CLOSED” signs were affixed to the barriers. The Brays were among the first to confront law enforcement on the staircase under scaffolding leading from the West Plaza to the Lower West Terrace. They entered the U.S. Capitol Building at approximately 2:22 p.m. through the Senate Wing Door and moved toward the Crypt, as captured on Capitol CCTV footage. At the time they entered the Capitol, the Brays were wearing gas masks.

                The Brays were captured on CCTV in the Crypt at approximately 2:24 p.m. After exiting the Crypt, the Brays moved to the Rotunda, where they were again captured in an open-source photo and Capitol CCTV at approximately 2:36 p.m. While inside, the Brays joined a group of rioters who confronted a line of police officers in a hallway that led to the Senate Chamber.  The rioters engaged in a concerted push against police, and were rebuffed when police used OC spray to push them back.  After moving between the hallway and the Rotunda for some time, the Brays ultimately exited through the Rotunda doors leading to the East Front of the Capitol at approximately 2:54 p.m.

                In total, the Brays were inside the Capitol from approximately 2:22 p.m. until 2:54 p.m., for a total of 32 minutes. After leaving the Rotunda, open-source and Capitol CCTV footage captured Toney Bray carrying a U.S. Capitol Police riot shield. The elder Bray still had the shield after exiting the Capitol building.

                The FBI arrested the two men on June 8, 2023.

                This case is being prosecuted by the U.S. Attorney’s Office for the District of Columbia and the Department of Justice National Security Division’s Counterterrorism Section. Valuable assistance was provided by the U.S. Attorney’s Office for the Northern District of Mississippi.

                The case is being investigated by the FBI’s Jackson and Washington Field Offices. Valuable assistance was provided by the U.S. Capitol Police and the Metropolitan Police Department.

                In the 45 months since Jan. 6, 2021, more than 1,532 individuals have been charged in nearly all 50 states for crimes related to the breach of the U.S. Capitol, including more than 571 individuals charged with assaulting or impeding law enforcement, a felony. The investigation remains ongoing.

  • MIL-OSI Banking: Christopher Kent: A review of the Reserve Bank of Australia’s Term Funding Facility

    Thank you for coming to the Reserve Bank’s offices today. I will talk about a review we have published on the Term Funding Facility (TFF). This is the fourth instalment of the series of reviews of unconventional policy tools the RBA used during the COVID-19 pandemic.

    In March 2020, the economic outlook was bleak and highly uncertain (Graph 1), financial markets were in turmoil, and there was limited scope to lower the cash rate further. In that environment, the RBA pursued a package of policies to support the economy. The TFF review considers how that element of the package worked, whether it achieved its aims, and lessons for the future. I will cover the key points but there is a lot of detail in the review itself.

    What was the TFF intended to do?

    The TFF aimed to:

    • lower the cost of borrowing for businesses and households, by lowering lenders’ funding costs, and to reinforce the benefits to the economy of the lower cash rate
    • encourage banks to lend to businesses – particularly small and medium-sized enterprises (SMEs) – given that business credit tends to fall in downturns.

    How did it work?

    The TFF provided low-cost three-year funding to banks, which also indirectly helped to lower the cost of borrowing from wholesale markets.

    Mr. President, dear colleagues,

    It is an honour for me to speak to you on behalf of Canada and on behalf of Canadians.

    I would like to underscore that I am joining you on the traditional territory of the Lenape people.

    This recognition is important because today in Canada we mark the National Day of Truth and Reconciliation, when we acknowledge and commemorate the Indigenous Peoples who came before us and continue to live here.

    We acknowledge the pain caused by decades of abuse, neglect and racism.

    It is also an opportunity for us to commit to doing better and to righting the wrongs of the past so we can move forward together.

    Rights and freedoms

    Ours is a country based on the rights and freedoms that are enshrined in our constitutional charter.

    A core reason Canada is a prosperous society is that beyond offering the freedom to pursue a better life for you and your family, Canada also provides freedom from the barriers that prevent you from enjoying a better life: freedom from fear, violence, intimidation and discrimination; freedoms that foster a sense of inclusivity and belonging; freedom that protects the vulnerable and builds stronger communities.

    Far too often, though, some of the loudest voices claiming to speak for freedom are the ones trying to redefine that word for their own purposes.

    They claim freedom as an excuse to do as they wish without any regard for the freedom of others.

    That is certainly not how we should define freedom.

    They hide behind the word to tell us everything is broken and to spread disinformation, and they parrot the lines fed to them by those who wish to interfere in our elections and undermine our democracy.

    They weaponize the term “freedom” to further marginalize those in the most vulnerable situations, to justify spreading hate and even to deny people their right to make choices about their own bodies, including limits on reproductive rights.

    At the end of the day, through all the noise, what they really mean to say is: freedom for some—but not freedom for all.

    Often, the people who claim to speak for freedom are the same people who want the government to decide who people can love, who they are or even what they can wear.

    We see it in our country. We see it around the world. At the international level, we see it when groups or countries declare that international law doesn’t apply to them.

    Afghanistan

    In Afghanistan, we see it taken to its extreme as the Taliban continue to impose inhumane rules against women and girls, banning them from being in public so they are invisible, robbing young girls of the fundamental right to an education.

    How is that respecting human dignity? How is that protecting the best interests of their people?

    They must be held accountable.

    Last week, Canada joined Australia, Germany and the Netherlands, with the support of 22 other countries, to take steps to hold Afghanistan accountable under the Convention on the Elimination of All Forms of Discrimination Against Women.

    The Taliban cannot make international law disappear through simple decrees.

    Canada is a country that values freedom from oppression, not the freedom to oppress others.

    There should be nothing controversial about protecting human rights, including the dignity of all men and women.

    Haiti

    With regard to Haiti, the world cannot sit idly by as people suffer.

    Unchecked gang violence and corruption in Haiti have created a catastrophe for the population, which is plunged into a state of deep insecurity in which civilians fall victim to bullets and children die of hunger.

    Canada has always maintained that the solution to this crisis must come from Haitians for the benefit of Haitians.

    To this end, the Transitional Presidential Council and the transitional government are working to restore order, but they cannot do it alone.

    The Haitian people need a multinational security support mission to work with the Haitian National Police, not only to help them restore order but also to meet the basic needs of the population.

    That’s why Canada has invested more than $100 million to support it.

    Canada is doing its part.

    We must all show the Haitian people that we are not going to abandon them.

    The United Nations Security Council must be clear on this.

    I would like to thank CARICOM and Kenya for the essential role they are playing in the response to this crisis.

    Together, we can achieve lasting peace and stability in Haiti.

    Middle East

    Mr. President, what is happening in the Middle East is an unspeakable tragedy. Thousands have been killed in Israel, Gaza and Lebanon, including many Canadians.

    This is a senseless war that goes against the dignity of human beings. The suffering —on all sides—must end.

    What the world continues to witness is a repeated cycle of violence where civilians pay the heaviest price.

    Canada is joining those urging Israel and Hezbollah to accept an immediate ceasefire. We need to create space for peace talks and save lives.

    There cannot be war in Lebanon—full stop. UN Security Council resolutions must be respected.

    Families in Southern Lebanon and families in Northern Israel must be able to safely return to their homes. We have and always will insist that civilians be protected, wherever they’re from.

    Next week, we mark 1 year since the terrorist attacks by Hamas against Israel.

    Last March, I visited Kibbutz Kfar Aza, one of the communities attacked on October 7, 2023. I met Ayalet, a mother grieving for her son, who was brutally murdered in the attack; he died protecting his fiancée. Ayalet recounted the terror of that day, the search for loved ones in burned homes.

    As she spoke about the horrors of October 7, we heard the bombs, as they landed on Gaza nearby, and felt the ground shudder. In that moment, our sense of [MM1] the duality of the tragedy befalling the Israeli and Palestinian people was profound. It is a moment I will never forget.

    The situation in Gaza is inhumane. The level of suffering is unacceptable. It must stop. Innocent Palestinians, including [MM2] women and children, cannot pay the price of defeating Hamas. This must end.

    A ceasefire is needed immediately. The hostages [MM3] must be released. This requires both sides making real efforts.

    Mr. President: for lasting peace, Canada has long advocated for a 2-state solution. We believe both Israelis and Palestinians have the right to exist.

    We all know a negotiated agreement is the best chance for Israelis and Palestinians to live side by side in peace and security.

    Unfortunately, Hamas, a terrorist organization, continues to operate in Gaza, refuses to release hostages and refuses to lay down its weapons.

    Meanwhile, the Government of Israel is against the creation of a Palestinian state. Violence against Palestinians by extremist settlers and expansion of settlements by Israel in the West Bank continue unabated. This is unacceptable.

    Canada supports the creation of a Palestinian state.

    That is why we are providing security and development support to the Palestinian people. We will officially recognize the state of Palestine at the right time: when it is most conducive to building a lasting peace and not necessarily as the last step of a negotiated process.

    More than anything, this conflict has led to unspeakable pain. Communities are hurting.

    People have the right to protest peacefully. But nobody has the freedom [MM4] to intimidate others. Polarization is a problem. Division is real.

    We have a collective responsibility to bring people together.

    Ukraine

    Mr. President, it has now been 2 and a half years since Russia launched its illegal invasion of Ukraine. The human cost continues to grow.

    No country has the freedom [MM5] to invade its neighbour. There’s no freedom [MM6] to impose your will on others. This aggression is a blatant violation of the UN Charter.

    Russia needs to get out of Ukraine now.

    The Ukrainian people have the right to be free from fear, free from aggression. They have the right to decide what their own future should be.

    Mr. President, we all know that if Russia’s aggression goes unchecked here it will continue. Many countries in the region and the hemisphere are wondering if they will be next. The world must not back down in denouncing this unjustifiable aggression.

    Canada will not back down from its support for Ukraine.

    At the end of October, Canada will host a conference co-organized with Norway and Ukraine on the human dimension of Ukraine’s 10-point peace formula. We will focus on the return of children to their families and of deported civilians and prisoners of war.

    Every one of those affected by this war is entitled to freedom from violence and from being forced from their home.

    UN reform

    Mr. President,

    The issues I have just mentioned create immense challenges. This institution has a role to play in helping us to work together toward solutions.

    Critics of the United Nations accuse it of being incapable of solving the problems currently facing the world.

    Worse still, some more conspiratorial critics even believe that the UN is the cause of many of these problems.

    Both ignore the reality and the strength of this organization.

    The United Nations is a unique forum that allows us to come together and talk to each other on an equal footing to try to iron out our differences, which are sometimes profound, through discussion and consensus-building.

    That’s why Canada supported the adoption of the Pact for the Future at the Summit of the Future last week.

    The pact is a starting point as we work together to ensure the sustainability of the organization.

    The UN is not a perfect organization, it is true, but progress is possible. As the Secretary-General has said: “ We can’t build a future for our grandchildren with a system built for our grand[MM7] parents.” Let’s build that future together.

    Mr. President,

    For almost 80 years, no woman has held the post of secretary-general.

    This is unacceptable.

    Last week with my colleague from Jamaica, I had the great honour of welcoming to Toronto 15 women foreign ministers from the 4 corners of the earth.

    Our conclusion was clear. The next head of this illustrious institution must be a woman.

    It’s high time we were able to respectfully say, at this podium and around the world, “Madam Secretary-General.”

    I would say the same for the post of president of the General Assembly.

    Mr. President, with respect, I hope that next year the delegates will address “Madam President.”

    I know that many of us share this wish.

    Mr. President,

    Let me tell you about my mother. She will be so proud that I am talking about her at the United Nations.

    You know, my mother and grandmother are among the millions of women around the world who have fought hard for equal rights.

    They did so alongside the mothers and grandmothers of many of the people in this room.

    Mum recently told me that we were now part of the “consolidation generation.” She’s right.

    Being part of our generation means that we need to consolidate the gains that have been made over time and fight against those who are trying to roll back this progress. It also means that we need to continue to fight so that women and girls everywhere have the right to make choices about their own bodies and their own lives.

    We see the difference the gap in freedoms creates. When women are robbed of the right to decide when to have children, they lose out on education and job opportunities. When women don’t have access to safe abortions their lives are put at risk. When women are denied access to safe contraception and fertility treatments, they lose the power to make choices that have the most profound impacts on their lives.

    Attacks on sexual and reproductive health rights are an attack on equality rights. They’re an affront to basic dignity.

    We must always have the right to choose for ourselves which means of contraception to use, whether to have an abortion or even to choose assisted reproduction. We women have the right to be equal in everything: in education, in employment and in every other opportunity.

    We are women and proud of it.

    We can never turn back.

    Together, we must keep moving forward for our sisters, our daughters and our granddaughters.

    Mr. President, 2 years ago, I stood here and said countries around the world were faced with a choice. And we still have that choice today. We can choose a world where rules can be broken by the powerful, bringing us back to darker times of tension and conflict. Or we can choose a world that upholds human rights, opportunities for all, peace and prosperity; a world where people work together to solve problems.

    Canada will work with partners to move us beyond this moment of crisis.

    A new future is being shaped.

    We must not fail.

    Thank You/Introduction

    Good morning, everyone!

    Admiral Houston, thank you for that kind introduction and for your leadership of our Navy nuclear team.

    It is an absolute honor to be here with all of you today in beautiful New Jersey—the birthplace of the United States Submarine Force—to commission our fleet’s newest Virginia Class submarine, USS New Jersey (SSN 796).

    Mayor Perry, thank you for supporting our service members and their families who are stationed, train, and work here at Naval Weapons Station Earle. And thank you for all you have done to make today possible.

    Governor Murphy, thank you for your presence today and for your advocacy of our maritime services in New Jersey.

    Representative Norcross, Representative Smith, and Representative Pallone, welcome and thank you for your support of our men and women in the armed forces.

    President Boykin and Vice President Runkle, thank you for your partnership building the Navy our Nation needs.

    Dr. DiMarco, on behalf of this crew and our Navy, thank you for serving as ship sponsor for the USS New Jersey.

    In this role, you will forever be the connection between this warship, her crew, and the legacies of so many servicemembers from New Jersey.

    To the crew of USS New Jersey and your families, thank you for your service and sacrifice. Our Navy families shoulder the burdens of our absence, and service in defense of our country is only possible because of the love, support, and sacrifice of our loved ones.

    I am grateful to have had the support of my wife Betty and our four sons throughout my own naval career, a career in business, and now as Secretary of the Navy.

    To the rest of our Navy team, the commissioning committee, and our partners in industry: thank you for your unwavering support—this commissioning was made possible only by your tireless efforts.

    New Jersey and Call to Service

    This modern marvel behind me is the culmination of years of hard work and collaboration amongst government, industry, and the crew.

    The Navy’s newest Virginia-Class Fast Attack Submarine, USS New Jersey, is the third commissioned ship named to honor the contributions and support provided by the state of New Jersey.

    Our Navy’s Submarine Force is formidable—a lethal combination of one of the most powerful platforms available today manned by our Nation’s best and brightest.

    SSN 796 brings tremendous firepower to our Fleet and indeed our Nation—providing our commanders a valuable asset which strengthens our national security.

    And this submarine honors not only the legacy of the ships who bore the name USS New Jersey before her—both battleships.

    The first New Jersey was part of the Great White Fleet and circumnavigated the globe. Following the end of the Great War, USS New Jersey (BB 16) brought our soldiers back home from Europe.

    The second New Jersey was known as the “Big J.”

    She was the most decorated battleship in our Navy’s history—fighting in World War II, the Korean War, and the Vietnam War.

    During her 47-year career, she took part the two largest naval battles in history, the Battles of the Philippine Sea and Leyte Gulf, and supported the invasions of Iwo Jima and Okinawa.

    She received 19 battle and campaign stars, six Navy Unit Commendations, and at least 11 Meritorious Unit Citations.

    This submarine also honors the legacy of the great people from New Jersey.

    Because people—our Sailors and Marines—are our greatest strength, and force resilience and readiness begin and end with them.

    Our Sailors, including those from New Jersey, raised their right hands to support and defend the Constitution of the United States against all enemies, foreign and domestic.

    In turn, through their willing service and sacrifice, we as Americans wake up every day in a nation which values and protects democracy—a nation which strives every day to become a more perfect Union.

    I thank the future Navy and Marine Corps Officers from Rutgers University who presented the colors for us today.

    These men and women will lead our Sailors and Marines, and some, if they are lucky, may one day even serve on this submarine.

    I am proud to stand here today as we welcome another “player to the field,” manned by an all-volunteer force of Sailors who have dedicated their careers and their lives in service to our Nation.

    And she will honor all those from New Jersey, sailing to protect our freedom from deep below the ocean’s waves.

    Closing

    To the Sailors of the USS New Jersey, you are about to embark on a great adventure as you bring this ship to life.

    On behalf of a grateful nation, thank you all for the work you have already done, for the sacrifices you have already made, and all that you will accomplish in the future.

    May God continue to watch over this ship, her crew, their families, and may they have fair winds and following seas wherever they may sail.
