    India has outlined a bold roadmap for energy security and a sustainable future at the 9th OPEC International Seminar held in Vienna, Austria. Addressing global energy leaders and industry experts, Minister of Petroleum and Natural Gas, Hardeep Singh Puri, emphasized India’s commitment to achieving energy independence by 2047 and net-zero emissions by 2070.

    Speaking on the theme ‘Oil Markets: Energy Security, Growth & Prosperity’, Puri detailed India’s extensive plans to expand hydrocarbon exploration. Under the Open Acreage Licensing Policy (OALP) Round-10, the government has opened 2.5 lakh sq km for exploration, with the target to scale this up to 0.5 million sq km by 2025 and 1 million sq km by 2030. He also highlighted India’s potential breakthrough in discovering a Guyana-scale oilfield in the Andaman Sea, positioning the country for major upstream growth under the leadership of Prime Minister Narendra Modi.

    Key policy reforms are driving this momentum. India has transitioned from a Production Sharing Contract regime to a Revenue Sharing Model under the Hydrocarbon Exploration and Licensing Policy (HELP) and has amended the Oilfields (Regulation and Development) Act, 1948 to improve lease management, safety and dispute resolution.

    Notably, 99% of previously designated ‘No-Go’ areas have been opened, freeing over 1 million sq km for exploration. This expansion is underpinned by large-scale national data initiatives, including the National Seismic Program, the Andaman Offshore Project, Mission Anveshan, and the Extended Continental Shelf Survey.

    Highlighting India’s growing role in global energy markets, Puri noted that as the world’s third-largest energy consumer with daily demand of about 5.4 million barrels, India is both a structural growth engine and a stabilizing force in the oil market. “India will contribute nearly 25% of the incremental global energy demand growth in the coming years,” he said.

    To strengthen its energy security, India is diversifying its crude oil import sources from 27 to 40 countries, ramping up domestic production, advancing alternative fuels, and expanding its refining capacity to 310 MMTPA by 2028. The country also aims to boost its petrochemical sector, targeting a USD 300 billion industry by 2030.

    Despite global geopolitical tensions, Puri highlighted India’s success in ensuring affordable energy for its citizens. “India is the only major economy to reduce fuel prices even as global oil prices rose,” he pointed out.

    On the clean energy front, the Minister underlined the role of biofuels in India’s decarbonization pathway. The Global Biofuels Alliance — initiated by India — now has the support of over 29 countries and 14 international organisations. Domestically, the country is accelerating the use of ethanol, compressed biogas (CBG), biodiesel and sustainable aviation fuel (SAF). “India firmly believes the global energy transition must be just, inclusive and equitable. For 1.4 billion Indians and billions across the Global South, development must go hand in hand with dignity,” he said.

    He also shared the success of the Pradhan Mantri Ujjwala Yojana (PMUY), the world’s largest clean cooking programme. Since its launch, over 103 million LPG connections have been provided to women from economically weaker households, raising LPG coverage from 55% in 2014 to near-universal access today. Despite a 58% rise in global LPG prices, PMUY beneficiaries pay only $6–7 for a standard 14.2 kg cylinder — about 39% less than the international market price last year — supported by significant government subsidies and oil marketing companies absorbing $4.7 billion in losses.

    WASHINGTON – This afternoon, the U.S. House of Representatives passed Donalds-resolution H.Res.137 – “The Bipartisan Frederick Douglass Press Gallery Renaming Resolution” by unanimous, bipartisan, voice vote to officially name the U.S. House of Representatives Press Gallery after the legendary abolitionist, writer, and statesman.

    The resolution was introduced on February 14, 2025 to honor the 207th birthday of Frederick Douglass and designates the House Press Gallery (United States Capitol Rooms H-315, H-316, H-317, H-318, and H-319) as the “Frederick Douglass Press Gallery.”

    H.Res.137 – “The Bipartisan Frederick Douglass Press Gallery Renaming Resolution” is co-sponsored by Representatives Andre Carson (D-IN), Steven Horsford (D-NV), Wesley Hunt (R-TX), Burgess Owens (R-UT), John James (R-MI) and was advanced to the floor of the U.S. House of Representatives by the House Transportation and Infrastructure Committee on April 2, 2025.

    Mr. Speaker,

    I rise today in strong support of H.Res.137 to rename the House Press Gallery the Frederick Douglass Press Gallery— in honor of a man whose life and work embodied the very best of American ideals and shattered through glass ceilings.

    Frederick Douglass was born into slavery in 1818. After courageously escaping bondage in 1838, he built a life dedicated to truth, liberty, and justice. He became a journalist in Rochester, New York, and launched The North Star using his own money, giving voice to the voiceless in the years before the Civil War.

    He fought fiercely against slavery, championed equal rights and women’s suffrage, and became one of the most forceful orators in American history. During the Civil War, Douglass recruited Black soldiers, met with President Lincoln to advocate for equal pay and treatment, and worked to assist those escaping slavery.

    After his Rochester home was destroyed in a suspected arson attack, he moved to Anacostia here in Washington, D.C. and became editor — and later owner — of the New National Era, which chronicled Black progress throughout the nation.

    Douglass was the first Black reporter admitted to the Capitol press galleries. From 1871 to 1875, he reported on House and Senate action, keeping the African American community informed during Reconstruction after the 13th, 14th, and 15th Amendments. He spent countless hours writing and studying right here in the House Press Gallery.

    Even after his tenure in the gallery, he returned often to the Capitol.

    Congress has honored Douglass with a portrait and plaque in the gallery, and a statue in Emancipation Hall. This resolution permanently renames these famous offices off of the House Floor for all Americans today, and years to come, to honor his work for freedom in this hallowed chamber.

    I would like to thank Speaker Johnson, Chairman Graves, Representatives Andre Carson, Burgess Owens, Stephen Horsford, Wesley Hunt, and John James for their leadership on this resolution. I urge my colleagues to support H.Res.137.

    • Douglass was a member of the congressional press galleries from 1871–1875.

    • Douglass was recorded frequently in the congressional directory and spent a significant amount of time writing and studying from the House Press Gallery.
    • In 1870, Douglass was asked to become editor of the New National Era, which chronicled the progress of Blacks throughout the United States, and he later bought the paper.

    RUIDOSO, N.M. — As families mourn the loss of the three lives taken in severe flash flooding, and as many New Mexicans are being forced to evacuate their homes and businesses, U.S. Senators Martin Heinrich (D-N.M.) and Ben Ray Luján (D-N.M.) and U.S. Representatives Teresa Leger Fernández (D-N.M.), Melanie Stansbury (D-N.M.), and Gabe Vasquez (D-N.M.) are calling on President Donald Trump to approve a Major Disaster Declaration request from Governor Michelle Lujan Grisham.

    In a letter to President Trump, New Mexico’s Congressional delegation wrote, “We respectfully request that you take immediate action on the recent request for a major disaster declaration from the State of New Mexico in response to the severe weather system that produced unprecedented monsoonal rain statewide, causing severe thunderstorms and devastating flash flooding across multiple jurisdictions.

    “Yesterday and throughout the night, we watched Ruidoso leaders and staff, National Weather Service-Albuquerque staff, utility crews, first responders, medical providers, and rescue teams rally to save lives and help New Mexicans affected by the devastating flash flooding. We are immensely grateful for their heroic efforts.  

    “The scale of this disaster demands an immediate and robust response. Lives, homes, and critical infrastructure have been upended by this devastation, and New Mexico should not have to face it alone. We urge you to act without delay and approve the State of New Mexico’s request for a major disaster declaration.”

    A Major Disaster Declaration would open up access to Public Assistance and Individual Assistance funds from FEMA. Public Assistance supports the restoration and reconstruction of public infrastructure and lands. Individual Assistance supports families from losses suffered due to the flash flooding.

    The State is requesting Public Assistance, Category A through G, including Direct Federal Assistance for Lincoln County, Chaves County, Otero County, and Valencia County, as well as Individual Assistance, including Housing Assistance, Small Business Administration Disaster Assistance, Disaster Case Management, Transitional Sheltering Assistance, Serious Needs Assistance, Crisis Counseling, Disaster Legal Services, Disaster Unemployment, and Displacement Assistance for Lincoln County and Valencia County. The State is also requesting Hazard Mitigation statewide, as facilitated by New Mexico’s Natural Disaster Hazard Mitigation Plan.

    Beginning on June 23, 2025, a weather system swept across New Mexico, producing monsoonal rain patterns and causing overwhelming damage across the state. Exacerbated by the severe to exceptional drought conditions across much of the state, as well as the number of interacting burn scars in much of the impacted area, the heavy rains and thunderstorms led to devastating flash flooding. Since this weather system started, it has impacted approximately 675 homes, with hundreds more under immediate threat of ongoing flooding in burn scars, and tragically caused at least three fatalities. Additionally, 70 distinct pieces of critical infrastructure have been damaged, including roads and bridges having been blown out by the floods and debris flow and drainage systems, water control facilities, and at least eight public buildings being destroyed or receiving severe damage. Many New Mexicans have been forced to evacuate their homes and businesses, often with livestock and pets.

    It is imperative that the federal government provides full support needed for New Mexico communities to respond and recover. Anything less would leave families vulnerable and prolong the suffering of those already facing unimaginable loss.

    SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) announced today the opening of Disaster Loan Outreach Centers (DLOC) in Douglas County to assist small businesses, private nonprofit (PNP) organizations and residents affected by severe storms, flooding, landslides and mudslides occurring March 13-20.
    Beginning Monday, July 14, SBA customer service representatives will be on hand at the Disaster Loan Outreach Centers in Myrtle Creek and Drain to answer questions and assist with the disaster loan application process. No appointment is necessary, walk-ins are welcome. Those who prefer to schedule an in-person appointment in advance can do so at appointment.sba.gov.

    “When disasters strike, SBA’s Disaster Loan Outreach Centers perform an important role by assisting small businesses and their communities,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the U.S. Small Business Administration. “At these centers, our SBA specialists help business owners and residents apply for disaster loans and learn about the full range of programs available to support their recovery.”

    Businesses and nonprofits are eligible to apply for business physical disaster loans and may borrow up to $2 million to repair or replace disaster-damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.

    Homeowners and renters are eligible to apply for home and personal property loans and may borrow up to $100,000 to replace or repair personal property, such as clothing, furniture, cars, and appliances. Homeowners may apply for up to $500,000 to replace or repair their primary residence.

    Applicants may be eligible for a loan increase of up to 20% of their physical damages, as verified by the SBA, for mitigation purposes. Eligible mitigation improvements include insulating pipes, walls and attics, weather stripping doors and windows, and installing storm windows to help protect property and occupants from future disasters.

    The SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives, nurseries, and private nonprofit organizations impacted by financial losses directly related to these disasters. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for small aquaculture enterprises.
    EIDLs are available for working capital needs caused by the disaster and are available even if the business or PNP did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    Interest rates are as low as 4% for small businesses, 3.625% for nonprofits, and 2.75% for homeowners and renters with terms up to 30 years. Interest does not begin to accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA determines eligibility and sets loan amounts and terms based on each applicant’s financial condition.

    FBI Seeks to Identify Additional Potential Victims

    OKLAHOMA CITY – A federal Grand Jury has charged LEE GRANT CLARK, 78, of Stillwater, with two counts of production of child pornography, and one count each of receipt of child pornography, possession of child pornography, and aggravated sexual abuse, announced U.S. Attorney Robert J. Troester.

    On July 1, 2025, a federal Grand Jury returned a five-count Indictment against Clark, charging him with the crimes listed above. According to public record, in October 2024, FBI agents began investigating a computer user requesting child sexual abuse material (CSAM) through a file-sharing website. An investigation into the IP address of the user led authorities to Clark’s home in Stillwater. FBI agents spoke with officers with the Stillwater Police Department, who alerted the agents of a report involving Clark’s alleged sexual abuse of two minors around 2004. The Indictment further alleges that Clark produced CSAM on at least two occasions and sexually abused minors under the age of 12.

    The FBI is seeking to identify potential additional victims. Anyone with additional information to report can contact the FBI at LGC-Victims@fbi.gov.

    If found guilty, Clark faces up to life in federal prison. He also faces fines of up to $250,000 for each count.

    The public is reminded that these charges are merely allegations, and that Clark is innocent unless and until proven guilty beyond a reasonable doubt.

    This case is the result of an investigation by the FBI Oklahoma City Field Office (Stillwater Resident Agency) and the Stillwater Police Department. Assistant U.S. Attorney Jordan Ganz is prosecuting the case.

    This case is also part of Project Safe Childhood (PSC), a nationwide initiative by the Department of Justice (DOJ) to combat child sexual exploitation and abuse. Led by U.S. Attorney’s Offices and the DOJ Child Exploitation and Obscenity Section, PSC marshals federal, state, and local resources to better locate, apprehend, and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.     Millions of households to be given income boost as Bill progresses through Parliament

    Nearly 4 million households will see an annual income boost estimated to be worth £725 cash as a Bill to overhaul the welfare system completes the next stage of its passage through Parliament.

    • Bill to introduce biggest permanent boost to out-of-work support since 1980 progresses through Parliament.
    • Legislation will remove perverse disincentives to work that exist in the welfare system while protecting 200,000 of those with the most severe, lifelong conditions who are not expected to ever be able to work.
    • Alongside the Bill, disabled people and those with health conditions will have legal protections to try work without fear of reassessment.
    • Reforms to the welfare system aimed at improving living standards across the country and breaking down barriers to opportunity as part of the Government’s Plan for Change.

    Nearly 4 million households will see an annual income boost estimated to be worth £725 cash as a Bill to overhaul the welfare system completes the next stage of its passage through Parliament.

    For the first time ever, the Universal Credit standard allowance will permanently rise above inflation, amounting to £725 by 2029/30 in cash terms for a single person aged 25 or over.

    This is the highest permanent real terms increase to the main rate of out-of-work support since 1980, according to the IFS.

    Reforms set out in the Universal Credit Bill will look to rebalance the core payment and health top up in Universal Credit (UC). This will address the fundamental imbalance in the system which creates perverse incentives that drive people into dependency.

    The Bill, which will legislate to make these changes, today successfully cleared the House of Commons. It will now be introduced into the House of Lords to continue its passage through Parliament towards Royal Assent.

    Alongside these changes, we have published significant new measures, giving people receiving health and disability benefits the right to try work without fear of reassessment.

    The new Right to Try Guarantee enshrines this in law for the first time and includes disabled people and people with health conditions – such as those recovering from illness – who want to return to work now their health has improved.

    Work and Pensions Secretary Liz Kendall said:

    Our reforms are built on the principle of fairness, fixing a system that for too long has left people trapped in a cycle of dependence.

    We are giving extra support to millions of households across the country, while offering disabled people the chance to work without fear of the repercussions if things don’t work out.

    These reforms will change the lives of people across the country, so they have a real chance for a better future.

    As part of our commitment to protect the most vulnerable and severely disabled, 200,000 in the Severe Conditions Criteria group – individuals with the most severe, lifelong conditions who are unlikely to recover – will not be called for a UC reassessment.

    All existing recipients of the UC health element and new customers with 12 months or less to live or who meet the Severe Conditions Criteria will also see their standard allowance combined with their UC health element rise at least in line with inflation every year from 2026/27 to 2029/30.This means they can live with dignity and security, knowing the reforms to the welfare system mean it will always be there to support them.

    We are also putting disabled people at the heart of a ministerial review of the Personal Independence Payment (PIP) assessment led by Disability Minister Stephen Timms and co-produced with disabled people, along with the organisations that represent them, experts, MPs and other stakeholders – making sure it is fair and fit for the future.

    We will be engaging widely over the summer to design the process for the review and consider how it can best be co-produced to ensure that expertise from a range of different perspectives is drawn upon.

    These reforms are underpinned by a major investment in employment support for sick and disabled people – worth £3.8 billion over the Parliament. Funding will be brought forward for tailored employment, health and skills support to help disabled people and those with health conditions get into work as part of our Pathways to Work guarantee.

    This investment will accelerate the pace of new investments in employment support programmes, building on and learning from successes such as the Connect to Work programme, which are already rolling out to provide disabled people and people with health conditions with one-to-one support at the point when they feel ready to work.

    The reforms build on the Get Britain Working White Paper that will overhaul Jobcentres, empower Mayors and local leaders to tackle inactivity, and deliver a Youth Guarantee so every young person is either earning or learning, as part of the Government’s ambition to deliver an 80% employment rate.

    Rebalancing of UC health and standard elements to address the fundamental imbalance in the system which creates perverse incentives that drive people into dependency through:

    • Increasing the UC standard allowance above inflation for the next four years – worth an estimated £725 by 2029/30 for a single adult aged 25 or over.
    • Reducing the health top-up for new claims to £50 per week from April 2026.
    • Ensuring that all existing recipients of the UC health element – and any new claimant meeting the Severe Conditions Criteria and/or that has their claims considered under the Special Rules for End of Life (SREL) – will receive the higher UC health payment after April 2026.
    • Exemptions from reassessment for those with the most severe, lifelong conditions.

    More women and their children leaving violence now have safe, secure place to stay as 44 new shelter and transitional housing spaces have opened in Kelowna.

    “Making sure women and children escaping violence can live safely, comfortably and affordably is essential to helping them recover and move forward,” said Ravi Kahlon, B.C.’s Minister of Housing and Municipal Affairs. “Adding new shelter beds and transitional homes in Kelowna is offering hope, stability and the opportunity to live free from abuse.”

    The Province, through BC Housing, provided more than $5 million to the new Alexandra Gardner Women and Children Safe Centre (AG House) through a shovel-ready housing grant. A redevelopment of a former 20-space shelter, the newly built five-storey building features 20 shelter spaces for women and an additional 24 transitional studio homes for women and their children leaving violence.

    “Our government is committed to helping communities develop local solutions to housing need and homelessness,” said Stephen Fuhr, federal Secretary of State and MP for Kelowna. “This is why the Government of Canada has invested in AG House here in Kelowna. These new shelter beds and homes mean that women and their families will have a place to turn to where they will have the support they need to rebuild their lives, heal and gain independence. It’s another step forward in our bold, ambitious plan to build Canada strong.”

    NOW Canada will operate the new AG House, which includes two separate entrances for the women’s shelter and transition homes. The building has a full commercial kitchen, dining area and lounge, as well as laundry facilities. NOW Canada staff will be available on site to provide 24/7 support to clients.

    “NOW Canada is proud to partner with all levels of government to redevelop our shelter and add 24 transitional housing suites for women and children in Kelowna,” said Liz Talbott, executive director, NOW Canada. “This is a vital step toward addressing the shortage of shelter beds, affordable housing and essential services for vulnerable women in our community.”

    This project is part of a $19-billion housing investment by the B.C. government. Since 2017, the province has more than 93,250 homes that have been delivered or are underway, including more than 2,200 homes in Kelowna.

    In addition, through Building BC: Women’s Transition Housing Fund, the Province is working in partnership to deliver and operate 3,000 new transition, second-stage and long-term affordable housing spaces for women and children in the province. To date, more than 1,200 units are complete or underway throughout the province.

    Police have charged a 20-year-old man with murder following an incident at a house on Bellmont Avenue in Chartwell, Hamilton last night.

    Police were called to the property at 6.40pm and located a 31-year-old man deceased.

    The alleged offender, who was known to the victim, had fled the scene prior to police arrival.

    A search for the alleged offender immediately commenced, including the deployment of Eagle helicopter to Waikato District to assist.

    At around 12.20am, the alleged offender stole a car from a motorist at gunpoint. The motorist had stopped to pick up the man, who was hitchhiking on Gordonton Road. Fortunately the motorist was not injured but they were understandably shaken by the incident.

    At around 12.40am a police dog unit spotted the stolen car and pursued it north to Ngāruawāhia, where road spikes were deployed. The car came to a stop in Ngāruāwahia and the alleged offender was arrested.

    The 20-year-old man has been charged with murder, aggravated robbery and failing to stop for police.

    He is expected to appear in Hamilton District Court this morning.

  • MIL-OSI Security: Columbus man sentenced to life in prison for drug, firearm, sex trafficking crimes

    Defendant used violence & drug withdrawals to sex traffic women, caused overdose death

    COLUMBUS, Ohio – David Price, 56, of Columbus, was sentenced in U.S. District Court today to life plus a consecutive 65 years in prison for his role in a narcotics distribution ring involving bulk amounts of fentanyl, crack cocaine, cocaine, methamphetamine and other narcotics. The defendant purposefully provided a narcotics mix to cause the overdose death of an adult female because she was talking to the police about his drug trafficking. Price also sex-trafficked victims through drug withdrawals and violence.

    A federal jury found Price guilty on all counts following a trial in January and February before U.S. District Judge Edmund A. Sargus, Jr.

    As part of this case, which charged 25 total defendants, the government seized more than $1.7 million, 50 firearms and nine vehicles, including a motorcycle.

    A multi-agency law enforcement task force initially announced the case in July 2022 after a federal grand jury initially indicted 11 defendants for distributing bulk amounts of fentanyl, cocaine and crack cocaine in central Ohio within 1,000 feet of a Columbus elementary school.

    A superseding indictment returned in October 2022 charged additional co-conspirators with distributing those same drugs in addition to methamphetamine, heroin, marijuana, Xanax and Oxycodone.

    Price, who is also known as “DP,” was charged in a third superseding indictment in December 2024 with 11 drug, firearm and sex trafficking crimes.

    According to court documents and trial testimony, Price was part of a conspiracy to distribute and possess to distribute 400 grams or more of fentanyl, five kilograms or more of cocaine, 280 grams or more of “crack” cocaine and 100 grams or more of heroin, as well as marijuana, oxycodone and alprazolam. The drug trafficking organization operated from January 2008 until it was dismantled by law enforcement in 2022.

    Drug offenses took place at residences on Burgess and Harris avenues, which are within 1,000 feet of Burroughs Elementary School.

    In July 2021, Price distributed fentanyl, methamphetamine and cocaine that resulted in the overdose death of an adult female. The testimony at trial indicated he purposefully killed her because she was talking to the police about his drug business.

    The government also proved beyond a reasonable doubt at trial that Price conspired to commit sex trafficking. From 2016 until 2022, Price and other members of the conspiracy would force and/or coerce adult female drug addicts into performing commercial sex acts by providing, withholding, or threatening to withhold controlled substances and lodging. Investigation showed that various women would be allowed to stay at a drug residence associated with Price, receive a front of drugs so they were not in active withdrawal, go to Sullivant Avenue and have sex for money, pay the debt from the front drugs, and then be allowed to remain at the house.

    Price was also found guilty of three counts of sex trafficking related to his violence and coercion of three adult females. The testimony at trial indicated that he would lock the females inside his residence for days or weeks at a time and refuse to let them leave, forcing them to engage in sex acts. One victim was locked in a dog cage, shot and stabbed by Price. Another was restrained. A third was beaten and choked and left with a black eye. Price would refuse to provide them drugs unless or until they engaged in the sex acts, forcing them into withdrawal if they did not comply.

    Acting U.S. Attorney Kelly A. Norris commended the investigation coordinated by Ohio Attorney General Dave Yost’s Ohio Organized Crime Investigations Commission task force, which includes Columbus Division of Police Chief Elaine Bryant; Jared Murphey, Acting Special Agent in Charge, Homeland Security Investigations (HSI) Detroit; and Andrew Lawton, Acting Special Agent in Charge, U.S. Drug Enforcement Administration (DEA). Other agencies that have assisted the task force with the investigation include the Franklin County Sheriff’s Office, HIDTA Task Force, IRS-Criminal Investigation, FBI, Ohio Bureau of Criminal Investigations (BCI), Ohio National Guard Counter Drug Task Force, Pickerington Police Department, New Albany Police Department, and the Fairfield County Sheriff’s Office SWAT Team.

    Assistant United States Attorneys Timothy Prichard and Emily Czerniejewski are representing the United States in this case.

    This case was part of an Organized Crime Drug Enforcement Task Forces (OCDETF) operation, which is now part of Operation Take Back America. Operation Take Back America is a nationwide federal initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    Let me be clear: making meaningful reforms to the H-2A visa program and establishing a strong, legal immigration workforce for agricultural producers is not an amnesty deal. Our country needs a stable labor force to protect our food supply and ensure farmers can continue to do their jobs.”

    Whether we realize it or not, every American depends on agriculture every single day. From the milk in our morning coffee to the produce on our dinner plates, our farmers and ranchers help meet the needs of millions of Americans. 
    Idaho is home to nearly 25,000 farms and ranches, producing more than 185 commodities. As the representative of one of the most productive agricultural districts in the nation, I have been proud to fight for the interests of farmers and ranchers in Washington. However, as I’ve spoken with farmers over the years, the most common issue brought to my attention is the need for a stable and reliable agricultural workforce. 
    Agriculture throughout the nation faces a growing workforce crisis. If Congress doesn’t act to reform our agricultural immigration system, all Americans will feel the painful impact. 
    That said, Americans nationwide felt the impact of President Biden’s disastrous open-border policies. Reforming this comprehensive immigration policy to create a stable and legal workforce was impossible under the Biden administration because President Biden’s policies created an unprecedented crisis.
    President Trump entered the Oval Office and secured the southern border. His administration has taken the necessary steps to remove dangerous illegal immigrants from our communities. It has sent a clear message to these individuals that they are no longer welcome to come into the United States. Our country is once again prioritizing the safety of border patrol agents, rural communities, and American families.
    President Trump recently emphasized his commitment to protecting America’s farmers while removing violent criminals who have no place in our country. He is absolutely right. Our focus should remain on deporting dangerous criminals, not law-abiding farmers and ranchers.
    Let me be clear: making meaningful reforms to the H-2A visa program and establishing a strong, legal immigration workforce for agricultural producers is not an amnesty deal. Our country needs a stable labor force to protect our food supply and ensure farmers can continue to do their jobs. 
    That’s why I have long supported the Farm Workforce Modernization Act, a bipartisan solution that will protect our farms and the nation’s food supply.
    This legislation is a common-sense fix to one of the most urgent challenges facing our farmers and ranchers. It has a record of bipartisan support, passing the House in both the 116th and 117th Congresses.
    This bill addresses undocumented workers, reforms the H-2A program to provide more flexibility for employers, consolidates the H-2A filing process, expands the H-2A program to include dairy and other year-round agricultural employment, and reduces labor costs by freezing wages for one year and capping future growth.
    Importantly, this bill does not circumvent the requirements to search for domestic workers first and maintains that employers looking to utilize the H-2A program must demonstrate that efforts to recruit U.S. workers were unsuccessful. 
    Additionally, the bill establishes a mandatory E-Verify system for all agricultural employment once the H-2A reforms are enacted, ensuring that future workers are authorized to be in the country.
    For anyone who doubts the importance of enacting the reforms in this legislation, I encourage them to speak with the people who farm and produce the food they put on tables nationwide. Additionally, I would like to ask: how much are you willing to pay for a gallon of milk? $4? $8? $12? $15?
    Farmers and producers are looking for certainty. The Farm Workforce Modernization Act provides the certainty they are seeking. And now that we finally have an administration that takes the border crisis and immigration seriously, it’s time for Congress to do its part.
    President Trump has always stood with our farmers, and I believe he is the only President with the courage to lead on this issue. I am ready to work with my colleagues in both parties to get the Farm Workforce Modernization Act across the finish line and to the President’s desk for his signature.
    Our farmers, ranchers, and producers feed and clothe the nation. For that, they deserve our action. It’s well past time we address this crisis, and President Trump has our support.

    California joins communities around the nation in recognizing July as Disability Pride Month, an opportunity to celebrate the many ways that people living with disabilities – whether visible or invisible, mobility or cognitive, vision or hearing, learning or sensory, developmental or acquired – add to the diversity and strength of our state.
     
    Observed in July, Disability Pride Month marks the anniversary of the Americans with Disabilities Act (ADA), a major civil rights milestone signed into law on July 26, 1990. Sponsored by California Congressman Tony Coelho, the ADA prohibits discrimination against individuals with disabilities in all areas of public life, removing barriers to employment, transportation, public services, and other critical areas.
     
    California is home to more than 7 million adults with disabilities and provides one in eight kids with disability services in schools. For decades, our state has played a pivotal role in promoting the inclusion and integration of people with disabilities in all aspects of life. In partnership with the Legislature, the Newsom Administration is working to expand educational opportunities, employment options, health, and homecare access, civil rights, and community living for people of all ages with disabilities. The state also continues to prioritize accessibility of all state services and is deepening our commitment to employment opportunities for people with disabilities within state service.

    Sacramento, CaliforniaHelping to address the dangers of driving under the influence of alcohol or drugs, Governor Gavin Newsom today announced more than $35 million in funding to nearly 150 local law enforcement agencies, local governments, crime laboratories, and nonprofit organizations to address the dangers of driving under the influence of alcohol and drugs.

    The majority of the funding will support combatting impaired driving in communities, such as drug recognition evaluator training to improve the identification of drug-impaired drivers, as well as localized public outreach efforts. 

    As the legal cannabis market continues to grow, so do the state’s efforts to ensure Californians are recreating responsibly. By supporting the organizations that enforce and amplify our laws on the ground, we can keep everyone safer.

    Governor Gavin Newsom

    Administered by the California Highway Patrol (CHP), the grant funding comes from the sale of cannabis and cannabis products in California. CHP administers grants for education, prevention and enforcement programs aimed at helping communities tackle impaired driving. Additionally, funds are available for crime laboratories that conduct forensic toxicology testing. 

    “This funding represents a major step forward in our ongoing mission to save lives and prevent impaired driving,” said CHP Commissioner Sean Duryee. “With over $35 million going to nearly 150 public safety partners across the state, we’re expanding our reach like never before. These resources will help those on the frontlines keep California’s roads safer for everyone.” 

    On top of combatting impaired driving in communities through trainings and public education campaigns, grant recipients will use the funds to inform local communities about impaired driving laws while highlighting the dangers of driving under the influence of alcohol and/or drugs. 

    Multiple recipients of two-year toxicology crime laboratory grants will use the funds to eliminate backlogs in analyzing forensic science evidence and to purchase or upgrade laboratory equipment to enhance testing capabilities.

    Four recipients of two-year medical examiner’s and coroner’s office grants will use the funds to improve and advance data collection in cases involving driving under the influence of alcohol and/or drugs.

    The growing cannabis market

    California’s regulated cannabis market is the largest in the world, fostering environmental stewardship, compliance-tested products, and fair labor practices, while driving economic growth and funding vital programs in education, public health, and environmental protection. The Department of Cannabis Control recently released a market outlook report that shows prices are stable, industry value is up, and the licensed market is growing.     Taking down illicit cannabis

    Reinforcing the state’s commitment to public safety, public health and the legal and regulated cannabis market, officials in 2024 seized $534 million worth of illegal cannabis. Through Governor Newsom’s Unified Cannabis Enforcement Task Force co-led by the Department of Cannabis Control, officials worked together to take down illegal cannabis operations, including residential illegal cultivation, and unlawful retail and delivery services.

    Since its inception in 2022, the Task Force has served 500 search warrants against illicit cannabis operations, seizing and destroying over $650 million in unlicensed cannabis. Operations have resulted in the eradication of more than 800,000 plants and over 220 tons of processed cannabis, along with the seizure of 190 firearms, more than $1 million in cash, and over 50 arrests statewide.

    The cannabis task force was established in 2022 by Governor Newsom to enhance collaboration and enforcement coordination between state, local, and federal partners.     On Wednesday, Parliament adopted proposals to manage the growing influx into the EU of substandard and potentially dangerous cheap goods from non-EU web shops.

    The report adopted with 619 votes in favour, 26 against and 46 abstentions identifies ways to alleviate the pressure on customs and market surveillance authorities struggling to check and ensure the safety of the 12 million small e-commerce packages arriving in the EU every day.

    Warehousing and removal of customs tax exemptions

    So-called “warehousing might be one helpful solution to check and ensure the safety of packages, MEPs say. This would involve convincing non-EU traders to set up warehouses inside the EU to process client deliveries. Checking their bulk shipments of similar goods into these EU-based warehouses would be considerably easier than checking individual packages coming to the EU from third countries.

    MEPs also support the removal of the current customs duty exemption for goods worth less than €150 in the framework of the wider Customs Code reform, as approximately 65% of parcels entering the EU are deliberately undervalued.

    Handling fee for small e-commerce parcels

    The report cautiously supports the Commission’s proposal to impose a €2 handling fee for individual e-commerce packages from outside the EU, as announced in its communication on e-commerce. MEPs want the Commission to verify that this amount is proportionate, compliant with WTO rules, and would not be passed on to EU consumers.

    Digitalisation and better rules enforcement

    The report also suggests that digitalisation and especially the use of new AI tools and block chain technology might ease the customs overload and make checks more efficient. MEPs urge EU member states to allocate more money to customs authorities for the uptake of these new tools. They call on the EU to focus on implementing existing rules and make sure platforms fulfil their obligations.

    MEPs also want member states to restrict high-risk vendors from operating in their critical infrastructure and border security systems, such as for the procurement of security screening and cargo scanning equipment used at airports and ports.

    Next steps

    Some of the proposals adopted today will be discussed during the negotiations between Parliament and Council on a major reform of Union’s Customs Code that started yesterday on 8 July 2025.

    The FBI stands united with our Texas Hill Country communities and those who have been impacted by the devastating floods of July 4. We urge the public to be aware of and vigilantly guard against fraud schemes that commonly emerge in the wake of major disasters.

    Unfortunately, after major catastrophic events it is common for scammers to seek opportunities to take advantage of the charitable public who generously contribute to recovery efforts. Fraudsters capitalize on the goodness of regular Americans by posing as charities or humanitarian aid organizations where fraudulent donations can be solicited in person, online, or via cryptocurrency. 

    In 2024, the FBI Internet Crime Complaint Center (IC3) received more than 4,500 complaints representing approximately $96 million in losses from fraudulent charities and disaster relief campaigns.

    “Tragically, natural disasters often create ideal situations for opportunistic criminals to prey on those experiencing profound loss or those offering assistance to others,” said FBI San Antonio Special Agent in Charge Aaron Tapp. “Scammers who view this heartbreaking disaster as an illicit financial opportunity will be identified and held accountable. They should know that the FBI and our partners will use every tool at our disposal to stop them or anyone else who seeks to use this disaster for personal gain.”

    “In the wake of tragedies like the one residents and visitors to the Texas Hill Country recently experienced, the worst elements of our society often look to take advantage of those who have lost everything,” said U.S. Attorney Justin R. Simmons for the Western District of Texas. “If you or someone you know is a victim of fraud related to the recent flooding, do not hesitate to report it to the FBI. Here in the Western District, we will do everything we can to hold to account those who would take advantage of a person’s loss and heartache.”

    We remind the public that some criminals claim to be representatives of the government or well-known nonprofits (such as the American Red Cross), and they solicit donations through emails, texts, or phone calls. Officials with government disaster agencies never call or text to ask for financial information, and there is no fee to apply for assistance. To learn more about legitimate flood resources available those effected by disaster, visit the Texas Disaster Portal at disaster.texas.gov.

    Sometimes, scammers offer to help victims secure government-provided temporary housing if the resident pays a small fee to reserve a space or as a security deposit on a key. Other scams include unsolicited work crews who show up unannounced offering to do quick repair work. Contact your insurance company before hiring anyone, and make sure the company you hire is licensed and bonded. 

    Do your own research before you donate. Best practices include, but are not limited to:

    • Donate to charities you know and trust.
    • Designate the donation for a specific disaster relief effort as opposed to a general fund.
    • Practice good cyber hygiene. Never click on links or open attachments in unsolicited emails, texts, or social media posts. To protect against common scam tactics such as Smishing, Vishing, and Spear Phishing, see – ic3.gov-PSA
    • Verify the legitimacy of any solicitation by contacting the organization directly through a trusted contact number.
    • Beware of organizations with names that are similar to, but not exactly the same as, those of reputable charities.
    • Avoid charities that ask for you to pay by cash, gift card, virtual currency, or wire transfer.
    • Pay by credit card or write a check directly to the charity; do not make checks payable to individuals.
    • Know that most legitimate charity websites end in “.org” rather than “.com.”
    • Make contributions directly; do not rely on others to make a contribution on your behalf.
    • Utilize resources provided by the Federal Trade Commission to learn how you can donate safely and avoid scams.

    It has been 10 years since a political crisis erupted in Burundi. Peaceful demonstrations against a controversial third term in office by the late president, Pierre Nkurunziza, were met with brutal repression by security forces. An attempted coup, while Nkurunziza attended a meeting in Tanzania, intensified the government’s violent response, leading to scores of targeted killings, torture, enforced disappearances and sexual violence. Ten years on, the country is yet to reckon with and move on from these events.

    It is in this context that Burundians were called to the polls on 5 June for legislative and local elections. Key opposition leaders, including former warlord Agathon Rwasa, along with their political parties, were barred from participating.  The ruling party, the Conseil National pour la Défense de la Démocratie (CNDD-FDD), claimed a landslide victory, with over 96% of the vote, according to final results confirmed by the Constitutional Court.

    The impunity that followed Burundi’s 2015 crisis has emboldened authorities to continue repressing peaceful dissent and violating other human rights with little consequence. Despite periods of relative calm since the 2020 elections and the death of former President Nkurunziza, systemic abuses persist, including arbitrary arrests, enforced disappearances, extrajudicial killings, and the silencing of civil society and the media. The repressive structures established before and during the 2015 crisis remain intact, with the Imbonerakure youth league continuing to intimidate and assault perceived opponents. Recent incidents such as the sentencing of Dr. Christopher Sahabo on politically motivated charges, attacks on journalists like Willy Kwizera, and President Ndayishimiye’s inflammatory rhetoric against human rights defenders and LGBTIQ+ people, underscore how a lack of accountability for past crimes has sustained a culture of repression and fear.

    A Crisis Rooted in Political Exclusion and Impunity

    The 2015 crisis did not arise in a void. It was the result of deep-seated political tensions, a history of exclusionary governance, and a legacy of impunity for human rights abuses and violations. Many people believe that the ruling party’s decision to ignore the Arusha Accords of 2000, (an agreement that had helped restore peace after a decade-long civil war), by extending presidential term limits without national consensus was a significant breach of trust and violated the social contract established with Burundians.

    The impunity that followed Burundi’s 2015 crisis has emboldened authorities to continue repressing peaceful dissent and violating other human rights with little consequence.

    In our investigations following the events of 2015, Amnesty International uncovered mass graves that concealed evidence of horrific massacres. More than 400,000 people fled the country, with many still living in exile today. Despite efforts at political dialogue, supported by regional institutions like the East African Community, there has been little to no meaningful accountability for the abuses committed before, during and after the crisis. The failure to ensure that suspected perpetrators are brought to justice and victims are provided with access to justice and effective remedies has left wounds unhealed, and undermined trust in national and regional institutions.

    Imperative for Justice and Accountability

    The lack of independent investigations and judicial action on past and present abuses highlights a broader crisis of accountability in Burundi. Since 2015, the National Human Rights Commission has faced allegations of inaction at a time when many placed their last hopes for a semblance of justice in it. On 5 May, the National Assembly elected new commissioners to lead the national human rights body. The newly established team must fulfil their duty to investigate abuses and violations and assist the Burundian government in upholding its human rights obligations.

    Justice and accountability are not only a moral imperative, but a necessity for sustainable peace in Burundi and the African Great Lakes region. The country cannot move forward without a genuine reckoning with its past. The critical work of the Truth and Reconciliation Commission must not be used to advance the interests of the ruling party but deliver the truth and true reconciliation of the people of Burundi. This must go hand in hand with justice and accountability mechanisms, as recommended in the Arusha Accords, including the establishment of a Special Tribunal.  

    The country has all to gain by engaging in a genuine and inclusive dialogue that involves all stakeholders, including political actors, civil society, women and young people to restore trust and build a shared vision for the future.

    It is also time for the government to show a commitment to human rights and the rule of law by ensuring independent judicial investigations and cooperating with regional and international bodies, including the International Criminal Court, which opened an investigation into the Burundi situation in October 2017. It must implement the recommendations of the 2015 African Commission on Human and Peoples’ Rights’ fact-finding mission report, which emphasized the need for accountability for past and present crimes to address the issue of impunity in the country.

    Beyond justice, Burundi urgently needs a comprehensive human rights and rule of law-based solution to address the root causes of conflict and division. The country has all to gain by engaging in a genuine and inclusive dialogue that involves all stakeholders, including political actors, civil society, women and young people to restore trust and build a shared vision for the future.

    Key principles of the 2000 Arusha Accords on respect for human rights and national unity remain as relevant today as they were 25 years ago. Reviving this spirit of dialogue is critical if Burundi is to escape the cycle of crisis and repression.

    Ten years on, we honor the memory of those who suffered and continue to suffer the consequences of the 2015 crisis and previous cycles of violence. Justice delayed is a hindrance to healing, social cohesion, and the stability of the country and the region.

    Prime Minister Narendra Modi addressed Namibia’s National Assembly in Windhoek on Wednesday, opening his remarks with a greeting in Oshiwambo, “Omwa Uhala Po Nawa” — meaning “Good Afternoon”. PM Modi thanked the Speaker, the Namibian leadership and lawmakers for the invitation, describing the chamber as a “temple of democracy”.

    Speaking in the Assembly, PM Modi congratulated Namibia on electing its first woman president, Netumbo Nandi-Ndaitwah, and drew comparisons with India’s own record of inclusivity. “It is the power of India’s Constitution that a daughter from a poor tribal family is today the President of India,” the Prime Minister said, referring to President Droupadi Murmu. “When you have nothing, the Constitution gives you everything.”

    Paying tribute to Namibia’s Founding Father, the late President Sam Nujoma, PM Modi recalled his vision of a just, equal and independent Namibia. He also honoured the memory of freedom fighters such as Hosea Kutako, Hendrik Witbooi and Mandume Ya Ndemufayo, underlining India’s solidarity with Namibia during its liberation struggle.

    The PM noted that India raised the issue of South West Africa at the United Nations even before its own independence and provided crucial support to SWAPO, hosting its first foreign diplomatic office in New Delhi. He also highlighted the contribution of Lieutenant General Diwan Prem Chand, who led the UN peacekeeping force in Namibia.

    Quoting Namibian poet Mvula ya Nangolo, he described Namibia’s parliament and its democracy as living monuments to freedom.

    Reaffirming the strong bonds between the two nations, PM Modi described India and Namibia as partners shaped by similar histories of colonial rule and a shared commitment to dignity, freedom and democracy. He expressed gratitude for receiving Namibia’s highest civilian honour, describing the gesture as a symbol of enduring friendship.

    The Prime Minister stressed India’s support for Namibia’s Vision 2030 and the Harambee Prosperity Plan, noting that over 1,700 Namibians have benefited from Indian scholarships and training programmes. He underlined India’s focus on capacity-building through institutions such as the Centre of Excellence in IT and defence training programmes.

    Highlighting growing economic ties, PM Modi noted that bilateral trade has surpassed $800 million and expressed optimism for greater growth. “But just like on the cricket field, we are only warming up — we will score faster and score more,” he stressed.

    Major Metro Upgrades:

    – The share of upgraded rolling stock in the Moscow Metro has reached 77%.

    A local man was convicted and sentenced to imprisonment for 20 months at the District Court today (July 9) for illegal possession of local wild and endangered turtles. The case marks the first time that the Agriculture, Fisheries and Conservation Department (AFCD) has successfully applied to the court under the Organized and Serious Crimes Ordinance (Cap. 455) for enhanced sentencing for the charge of illegal possession of endangered species.

    A spokesman for the AFCD said that the offender was active on social media platforms and instant messenger groups, posting messages about poaching wild animals online and offering regulated species of unknown origin for sale through these groups. In July 2023, the AFCD and the Police mounted a joint operation and seized 29 endangered turtles from the offender’s residential premises in Tai Po District, including 14 big-headed turtles (Platysternon megacephalum) listed in the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) Appendix I; two yellow-margined box turtles (Cuora flavomarginata), four Southeast Asian box turtles (Cuora amboinensis), two giant Asian pond turtles (Heosemys grandis) and four wattle-necked softshell turtles (Palea steindachneri), listed in CITES Appendix II; and three Reeve’s turtles (Mauremys reevesii) listed in CITES Appendix III. All the turtles are listed as “Endangered” or “Critically Endangered” on the International Union for Conservation of Nature Red List of Threatened Species, and regulated under the Protection of Endangered Species of Animals and Plants Ordinance (Cap. 586). Scientific testing confirmed that all seized big-headed turtles were taken from the wild in Hong Kong and are protected under the Wild Animals Protection Ordinance (Cap. 170).

    The man was prosecuted on three charges for illegal possession of Appendix I and Appendix II endangered species, as well as illegal possession of live protected wild animals taken in Hong Kong. The offender was convicted today at the District Court. The AFCD applied to the court for an enhanced sentence under the Organized and Serious Crimes Ordinance. The application was accepted by the court, and the sentence was increased by 25 per cent. The defendant was sentenced to immediate imprisonment for 20 months.

Any person who contravenes the Protection of Endangered Species of Animals and Plants Ordinance is liable to a maximum fine of $10 million and imprisonment for 10 years, and the specimens will also be forfeited upon conviction.     The European Democracy Shield Committee’s mission to Moldova (26-28 May 2025) examined the current challenges of hybrid warfare and Moldova’s institutional response to foreign interference.

    With Russian interference operations estimated at over 1% of the country’s GDP, this timely mission, in the wake of the parliamentary elections in October looked into the topics of electoral corruption, disinformation, instrumentalisation of regional divisions and energy-related pressures, amongst other hybrid threats and realities.     Reflecting on her time in the country, Ambassador von Ballmoos noted that it was with a heavy heart that she bids farewell, marking the end of a fulfilling tenure in what she described as a beautiful and welcoming nation. She expressed deep appreciation for the warm hospitality she received and remarked that she would greatly miss the people, the shared cultural heritage, and the local cuisine.

    Ambassador von Ballmoos also extended her heartfelt congratulations to President Bio on his recent election as Chairman of the Authority of Heads of State and Government of the Economic Community of West African States (ECOWAS).

    “Your appointment brings hope not only to Sierra Leone but to the entire sub-region and Africa at large,” she stated. “We in Liberia are humbled and proud of your achievement, especially because of the personal and historical ties we share.”

    The State Duma deputies adopted the draft federal law “On Certain Issues of Regulating the Platform Economy in the Russian Federation” in the first reading, as well as a package of amendments to industry legislation required in connection with the new regulation. These measures are designed to ensure transparency and stability of the market, protect the interests of consumers and entrepreneurs, and create conditions for the further growth of the platform economy.

    The new regulation was developed on the instructions of the Chairman of the Government of the Russian Federation Mikhail Mishustin and under the supervision of the Deputy Chairman and Chief of Staff of the Government of the Russian Federation Dmitry Grigorenko.

    “The President has instructed to speed up the adoption of the law on the platform economy, and together with the deputies we have already begun to implement this task. Last week we submitted an initiative to the State Duma, and today the draft law was adopted in the first reading. Such efficiency proves that we and the deputies see the goal of regulation in the same way. This is the protection of the rights and interests of our citizens: buyers, sellers, owners of order pick-up points and, in general, all participants in the platform economy,” commented Deputy Prime Minister – Chief of Staff of the Government of Russia Dmitry Grigorenko.

    The main focus of the developed regulation is on intermediary digital platforms that combine information about goods and services, allow transactions and payments, noted Maxim Reshetnikov, Minister of Economic Development of Russia, in a report to the lower house of parliament. A unified conceptual apparatus is also introduced, the rights and obligations of platform operators, sellers, buyers and service providers are clearly defined.

    “Over the past four years, online sales have quadrupled, and their share in retail trade has reached 15%. About 80% of Internet users access platforms every month – 6 billion orders were placed in 2024. Business is actively moving online: today, more than a million sellers work on platforms, and 80% of them are representatives of small and medium businesses,” Maxim Reshetnikov emphasized.

    The new regulation will increase trust in the platform economy. Every day, more than half of the country’s population becomes buyers, sellers, and orders various services through platforms – from grocery delivery to taxi rides, the minister emphasized.

    A number of measures are aimed at increasing the responsibility of platforms to buyers. Now operators are required to check data on sellers through the public services portal and official registers. Product cards without safety confirmation (labeling, certification or declaration of conformity) will not be published. Additionally, requirements for the storage of goods are established, including compliance with sanitary standards.

    Agreements between operators and sellers must include clear grounds for sanctions, changes in the position of the product card in search results, the procedure for changing prices and calculating the operator’s remuneration for providing services. Platform operators, in turn, are required to notify partners of changes in essential conditions at least 45 days in advance. Fines and blocking are possible only after a reasonable notice of three days. The use of discounts at the expense of the seller is allowed only with his consent, which can be revoked at any time. Also, platforms are required to provide reconciliation statements of mutual settlements upon request within seven days and update them monthly.

    “Such detailing will make it easier for businesses to defend their rights. Moreover, it will be possible to resolve disputes with platforms not only through the courts, but also out of court. For this purpose, a special system will become mandatory on platforms, through which a compromise can be found with the operator,” Maxim Reshetnikov emphasized, adding that initiatives of State Duma deputies, as well as proposals from businesses, industry associations and experts, were taken into account when developing the bills. This made it possible to create a balanced regulatory system that will contribute to the sustainable development of the platform economy.

    Digital platforms are a fast-growing segment of the economy, and its regulation requires a serious, balanced approach, says Denis Kravchenko, First Deputy Chairman of the State Duma Committee on Economic Policy.

    “Today, the State Duma supported the bill on the platform economy in the first reading. We have been working on this bill together with the government for over a year. During its preparation, the text of the law underwent significant changes taking into account the position of market players, the expert community and deputies. Yesterday, the bill was unanimously supported by deputies of the Committee on Economic Policy. Today, during the discussion, consolidated support was also born. This is very important for us. This is a new sector of the economy, which will be defined in the near future. It is growing rapidly, so it requires serious legislative regulation. We will finalize the text for the second reading,” Denis Kravchenko commented.

    The President of the United States and convicted criminal Donald Trump is set to visit Scotland later this month, according to latest reports.

    The US President was found guilty of 34 felonies in 2023 relating to falsified business records, after he paid $130,000 in hush money to cover up an affair with an American porn star. Trump also has dozens of sexual assault allegations against him dating back to the 1970’s.

    The Scottish Greens have long called for an investigation into Donald Trump’s finances in Scotland through an Unexplained Wealth Order (UWO).

    A UWO is a power held by the Scottish Government to investigate the finances of politically active individuals who have gained wealth through suspicious means. Given Donald Trump’s Menie Estate golf course, which he is set to visit this month, was cited in one of his felony charges, it’s now clearer than ever that a UWO must be used.

    You may already know that your Libraries ACT membership allows you to borrow physical books – mot to mention, films, music and magazines.

    However, you may not be aware that it also includes a range of digital resources you can access for free from your home.

    Here’s how to make the most of your library membership.

    Get crafty

    Creativebug is an online platform with thousands of award-winning art and craft video classes.

    Learn to draw, create an accordion book, knit a pair of socks… the choices are endless. There are classes for kids and adults across topics like food and home, jewellery, art and design and paper.

    Take a one-off class on a rainy day or start a 30-day creative challenge.

    On-demand video classes mean you can take it at your own pace and create something special that matches your interest.

    Go exploring

    Check out a mangrove forest in Brazil or venture to an ancient cypress forest in central Florida – all without leaving your front door.

    Your library membership gives you online access to National Geographic magazine (plus National Geographic History, National Geographic Traveler and National Geographic Kids).

    There are more than 1,600 issues to explore. Each has breathtaking photography and high-quality journalism that’s sure to fill you with a sense of wonder.

    The Nat Geo kids section also has videos, pictures and e-books.

    Learn a language

    Libraries ACT members have free access to Mango, a language learning platform with over 70 languages available.

    There’s also LOTE4kids, where children can read books in languages other than English.

    It’s not just international languages, either. Those learning English can access programs that can help with pronunciation, reading skills, writing and grammar.

    There’s also Learn to IELTS to help people who are planning to take the International English Language Testing System.

    Enjoy story time

    If you’ve ever been to Giggle & Wiggle or Story Time at your local library, you’ll know just how popular these programs are with kids.

    Luckily, both are available to watch on demand. Giggle and Wiggle is for children 0-2 years of age and their parents. It includes singing, dancing and sharing rhymes while boosting language development.

    Story Time helps children learn pre-reading, listening and language skills.

    Story Box Library is another free digital resource.

    It’s a place for pre-school through to upper primary-aged children to watch stories read aloud by storytellers.

    Watch a movie or show

    Your membership includes access to Kanopy, a streaming service with over 45,000 films and TV series.

    There’s something for every kind of viewer, including indie films, animation, world cinema, documentaries, classic films, new releases and series from BBC.

    Kanopy Kids is the children’s version, with unlimited plays of enriching, educational and entertaining movies and shows.

    Beamafilm is another streaming platform for movie lovers.

    Libraries ACT members get eight movies or episodes per calendar month. This includes international cinema and Australasian stories.

    Other digital resources include music streaming, newspapers and news, book recommendations, family history databases, games and activities, encyclopedias and much, much more.

    Mystery Box

    Library members can receive a delivery of surprise library books and DVDs straight to their house.

    Staff will hand-pick and pack a variety of books and DVDs based on individual or families’ tastes and needs.

    Couriers will then deliver your Mystery Box to your house and then collect them four weeks later.
