  • MIL-OSI Australia: Archie Moore unveils a new moving image commission at Samstag Museum of Art

    In his first exhibition since winning the prestigious Golden Lion at the 2024 Venice Biennale, Kamilaroi/Bigambul artist, Archie Moore, presents an ambitious new moving image work at the University of South Australia’s Samstag Museum of Art as part of the Adelaide Film Festival.

    Archie Moore: AFF and Samstag Moving Image Commission 2024 will feature as part of the Wirltuti (‘spring’ in Kaurna) season of exhibitions that run from 11 October to 29 November 2024.

    Sponsored by Dr David Bunton and Helen Stacey-Bunton, Archie Moore will be a UniSA Pirku murititya Visiting Research Fellow during October 2024.

    During this time, Moore will transform the Samstag gallery with a scaled and meticulously recreated replica of his childhood home. This will be Moore’s fifth iteration of his series Dwelling, installations that explore the rooms and spaces of his childhood family home.

    An ongoing investigation of memory and effects of colonisation, the exhibition draws on visual, auditory, haptic and olfactory elements in its staging. Moore has worked closely with filmmaker Molly Reynolds (Charlie’s Country, David Gulpillil) to realise the ambitious project.

    Erica Green, Director, Samstag Museum of Art says it’s been an honour to work closely with Archie over the past two years on his forthcoming work.

    “24 years ago, Archie was awarded the Anne and Gordon Samstag International Visual Arts Scholarship, as a recent art school graduate. Since then, he’s gone on to build a remarkable career of international standing,” Green says.

    “Archie’s new moving image work is part of the 13th Adelaide Film Festival and Samstag Art and Moving Image Commission.

    “Our Wirltuti Season of exhibitions is a testament to our proud, long-standing and fruitful relationship with the Adelaide Film Festival that supports exceptional artists to create bold and visionary work.”

    Samstag will also premiere the inaugural AFF/Samstag 2024 Expand Moving Image Commission featuring a series of experimental docu-fiction moving image works by artists Susan Norrie, Matthew Thorne and Emmaline Zanelli.

    In three chapters, these artists follow the narrative threads of mining in Australia, focusing on fly-in-fly-out workers, their families, environmental impacts and the complex relationship experienced by First Nations custodians of the land on which the resource extraction takes place.

    Together they offer counter-perspectives to frequently cliched assumptions, excavating this underrepresented but critical sector of contemporary Australia.

    Samstag has a long history of commissioning and presenting screen-based works through its partnership with the Adelaide Film Festival. Previous art and moving image commissions have included Warwick Thornton (Stranded, 2011), Lynette Wallworth (Duality of Light, 2009) and Amos Gebhardt (Small acts of resistance, 2021).

    Biden-Harris Administration Provides More Than $20 Million to Hurricane Helene Survivors, Ongoing Search and Rescue Operations Continue in North Carolina

    Today, President Biden will travel to Georgia and Florida to survey damage, meet with local officials, community leaders and first responders

    WASHINGTON — As search and rescue, power restoration and communication capabilities remain top priorities throughout the Southeast, FEMA has already helped thousands of Hurricane Helene survivors jumpstart their recoveries with more than $20 million in flexible, upfront funding.  

    More than 5,000 personnel from across the federal workforce are deployed, including more than 1,500 from FEMA. To date, FEMA has shipped over 9.3 million meals, more than 11.2 million liters of water, 150 generators and more than 260,000 tarps to the region. 

    President Biden has approved a Major Disaster declaration for eight counties in Tennessee. This declaration comes in addition to areas in Georgia, Florida, North Carolina, South Carolina and Virginia. Yesterday, the President announced an increase in federal cost share for each state to help state, tribal and local governments and non-profit organizations cover the cost of recovery.

    Disaster survivors in declared areas can begin their recovery process by applying for federal assistance through FEMA. People with damage to their homes or personal property who live in the designated counties should apply for assistance, which may include upfront funds to help with essential items like food, water, baby formula and other emergency supplies. Funds may also be available to repair storm-related damage to homes and personal property, as well as assistance to find a temporary place to stay.

    There are three ways apply for FEMA assistance:

    Homeowners and renters with damage to their home or personal property from previous disasters, whether they received FEMA funds or not, are still eligible to apply for and receive assistance for Hurricane Helene.

    Voluntary organizations are also providing personnel and resources to the hardest hit areas. The American Red Cross has more than 850 trained disaster workers providing comfort and operating shelters. Additionally, they are helping find loved ones through their helpline 1-800-RED-CROSS (1-800-733-2767) or by visiting the Red Cross Hurricane Helene Reunification page, where you can enter pertinent information about the person you’re looking for. If someone is missing a child related to this disaster or any other incident, they need to call 9-1-1 and then 1-800-THE-LOST to receive assistance from the National Center for Missing and Exploited Children.

    People can receive free services like cutting fallen trees, tarping roofs and mold mitigation with the help of Crisis Cleanup by calling 844-965-1386. The hotline is open through October 11 and can connect people with volunteers from local relief organizations, community groups and the faith-based community who may be able to assist.

    Connectivity is crucial for disaster response and lifesaving operations. With areas still experiencing mass communications outages, it’s critical that local, state and federal first responders can communicate with each other to conduct lifesaving operations like search and rescue. Fortunately, FEMA has resources that can ensure communications support in even the most remote areas affected by Helene.

    One of FEMA’s tools for emergency communications is Starlink, a mobile unit that allows customers high-speed internet by connecting to satellites. FEMA has successfully deployed Starlink in previous disasters including Guam, Hawaii and Alaska. Because the unit is portable and weighs less than 15 pounds, FEMA can deliver it to the areas that need it most, bringing connectivity to over 100 users.

    Over 60 Starlink units have been sent to multiple states in support of Hurricane Helene response efforts, including 40 units to North Carolina with more on the way. FEMA is in the process of purchasing additional units for use in other areas affected by the storm.

    North Carolina

    In North Carolina, more than 500 FEMA staff are on the ground in North Carolina, with more arriving daily.  over 30 Disaster Survivor Assistance staff are on the ground in affected areas to help survivors to apply for FEMA assistance and connect them with additional state, local, federal and voluntary agency resources. 

    Over 38 state and federal Urban Search and Rescue teams are in North Carolina helping people. As of today, these have rescued or supported over 2,100 survivors. Additional federal search and rescue teams have arrived to support the mission. 

    Wednesday, President Biden visited the state to survey damage and meet with community leaders and state officials. Administrator Criswell remains in North Carolina and will be on the ground until the situation has stabilized. 

    FEMA has activated Transitional Sheltering Assistance for North Carolinians displaced by Tropical Storm Helene. Residents in declared counties who have applied for disaster assistance may be eligible to stay temporarily in a hotel or motel paid for by FEMA while they work on their long-term housing plan. People do not need to request this assistance. FEMA will notify them of their eligibility through an automated phone call, text message and/or email, depending upon the method of communication they selected at the time of application for disaster assistance.

    As of today, more than 70% of originally reported power outages have been restored. Nearly 8,000 crews continue to assist with remaining power restoration efforts.

    To date, over 40,000 people have applied for disaster assistance and FEMA has paid out more than $6.2 million in Individual Assistance directly to survivors. 

    Cellular restoration continues to improve, with less than 38% of cellular sites down as of today. Ten counties have 50% or more cell sites down. Two Federal Communications Commission surveillance teams are conducting inspection operations on equipment in targeted counties.  FEMA is boosting response coordination by providing 40 Starlink units to ensure first responders can communicate with each other. 

    The Eastern Band of Cherokee Indians has full mobile cellular service. 

    Commodity distribution, mass feeding and hydration operations are underway in areas of western North Carolina. FEMA commodity shipments are enroute to support operations. 

    Voluntary organizations are supporting mass feeding operations with bulk food and water deliveries coming via truck and aircraft. 

    The American Red Cross is engaging in targeted distribution of emergency supplies in low-income communities with high levels of minor or affected residential damage. 

    Twenty-six shelters are housing over 1,000 occupants. Mobile feeding operations continue to help survivors in heavily impacted areas, including 3 mass feeding sites in Buncombe, McDowell and Watauga counties. 

    The North Carolina National Guard has delivered 12 aircraft pallets, totaling more than 100,000lbs of food and over 38,000lbs of water to Asheville.

    Information for Residents

    • Residents can visit: ncdps.gov/helene to get information and additional assistance.  
    • Residents should not travel to western North Carolina to keep the roadways clear for search and rescue teams and utility crews.  
    • Residents can get in touch with loved ones by calling 2-1-1 or visiting unitedwaync.org to add them to search and rescue efforts.   

    Florida

    Today, President Biden will visit the state to survey damage and meet with state and local leaders.

    On Wednesday, five counties were added to the disaster declaration, bringing the total eligible for Individual Assistance to 22 counties. Survivors in Columbia, Gilchrist, Hamilton, Leon and Suwannee counties may now apply for FEMA disaster assistance. FEMA specialists are canvassing Florida communities impacted by Hurricane Helene to help survivors apply for assistance. Additionally, FEMA inspectors have begun visiting applicants’ homes to verify disaster-caused damage.

    FEMA has received over 85,000 applications for assistance and has provided more than $7.5 million to survivors.

    The U.S. Army Corps of Engineers is conducting either debris assessments or water/wastewater assessments across seven counties.

    The American Red Cross is engaging in targeted distribution of emergency supplies in low-income communities with high levels of minor or affected residential damage. More than 450 volunteers continue conducting direct emergency feeding and working with feeding partners to provide distribution in support of partner production. Sixteen shelters remain open with less than 475 occupants.

    The Salvation Army has active mobile feeding units serving meals and distributing supplies in 13 counties.

    Residents in need of information or resources should call the State Assistance Information Line (SAIL) at 1-800-342-3557. English, Spanish and Creole speakers are available to answer questions.

    Georgia

    Today, President Biden will visit to survey damage in various affected areas of Georgia. On Wednesday, Vice President Harris visited Richmond County to meet with community leaders. On Wednesday, Vice President Harris was in Augusta to survey damage and meet with local officials. 

    FEMA has received nearly 100,000 applications for assistance. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties helping survivors apply for FEMA assistance and connecting them with additional state, local, federal and voluntary agency resources.  

    The Salvation Army has 26 active mobile feeding units providing meals and support to 10 counties in the affected areas.  

    The American Red Cross is engaging in targeted distribution of emergency supplies in low-income communities with high levels of minor or affected residential damage. The organization continues to conduct direct emergency feeding and working with feeding partners to provide distribution in support of partner production. Two new shelters opened yesterday, totaling 10 shelters with over 500 occupants.

    South Carolina

    Today, FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties helping survivors apply for FEMA assistance and connecting them with additional state, local, federal and voluntary agency resources.  

    Region 10 Regional Administrator Willie Nunn is on the ground to help oversee response and recovery operations in the state.

    In South Carolina, FEMA has received over 88,000 applications and distributed more than $4.4 million to survivors.  

    The American Red Cross is engaging in targeted distribution of emergency supplies in low-income communities with high levels of minor or affected residential damage. One shelter closed yesterday. Nine shelters remain open with less than 175 occupants. 

    Team Rubicon is continuing to route clearance operations in Spartanburg County and continues planning for clearing other areas. 

    The state has established a Mass Feeding Task Force to include multiple voluntary agencies. Three Salvation Army mobile feeding units are in hard hit areas. FEMA is supporting the state’s feeding mission with Meals Ready to Eat and drinking water.  

     Information for Residents

    • Residents with questions on Hurricane Helene can call the state’s toll-free hotline, open 24 hours a day, at 1-866-246-0133. 
    • Residents who are dependent on medical equipment at home and who are without power due to Helene may be eligible for a medical needs shelter. Call the state’s Department of Public Health Care Line at 1-855-472-3432 for more information. 

    Virginia  

    Several federal agencies, including FEMA, U.S. Army Corps of Engineers, Department of Energy and the Cybersecurity and Infrastructure Security Agency, are already in Virginia and working hard with their counterparts with the Virginia Department of Emergency Management and other state agencies. Priorities include coordinating the removal of debris and restoration of critical infrastructure.

    Today, the first Disaster Survivor Assistance staff will start working on the ground in neighborhoods across the affected counties. These teams help survivors apply for FEMA assistance and connect them with additional state, local, federal and voluntary agency resources.

    Residents of Giles, Grayson, Smyth, Tazewell, Washington and Wythe counties, as well as residents of the city of Galax, are eligible to apply for assistance from FEMA to help with costs from damage and losses due to Tropical Storm Helene.

    Tennessee

    On Wednesday, President Biden approved a major disaster declaration for the state. This includes individual assistance for Carter, Cocke, Greene, Hamblen, Hawkins, Johnson, Unicoi and Washington counties.

    Individual Assistance provides money to survivors for serious needs, including food, gas and medication. It also provides money for the repair and/or replacement of personal property and repairs to a disaster-damaged home.

    Shelter and mass feeding operations have expanded with support from National Guard, delivering food to Unicoi, Washington and Carter counties via aircraft.

    Ten shelters remain open with decreasing populations, as people are able to safely return home.

    Power and cellular restoration continues to improve. Power has been restored to nearly all customers and less than 13% of cellular sites are down across the affected area.

    Information for Residents

    • Residents can call 1-800-824-3463 to report a missing person. Callers should be prepared to provide as much information as possible including names, phone numbers, vehicle identification and last known whereabouts.  
    • Counties have started establishing donation centers. For the evolving list, visit TEMA’s website.

    We, the G7 leaders, express our deep concern about the deteriorating situation in the Middle East and condemn in the strongest terms Iran’s direct military attack on Israel, which poses a serious threat to the stability of the region.

    We unequivocally reiterate our commitment to Israel’s security. Iran’s highly destabilizing actions across the Middle East, through proxy terrorist groups and armed groups, such as the Houthis, Hezbollah, and Hamas, and militias sympathetic to Iran, must cease. Yesterday, we discussed concerted measures and efforts to prevent escalation in the region.

    A dangerous cycle of attacks and retaliation risks uncontrollable escalation across the Middle East, which is in no one’s interest. We therefore urge all regional actors to act responsibly and with restraint. We encourage all parties to engage constructively to de-escalate current tensions. International humanitarian law must be respected.

    On the eve of the tragic anniversary of the October 7, 2023 attacks perpetrated by Hamas, we once again condemn in the strongest possible terms these unjustified acts of deliberate violence and stand with the families of the victims and the hostages held by Hamas.

    Furthermore, we reiterate our call for an immediate ceasefire in Gaza, the unconditional release of all hostages, a significant and sustained increase in the flow of humanitarian aid and an end to the conflict. We fully support the efforts of the United States, Qatar and Egypt to reach such a comprehensive agreement, in line with United Nations Security Council resolution 2735. The situation in Gaza is dire and tens of thousands of innocent lives have been lost. We reiterate the absolute need to protect the civilian population and to allow full, rapid, safe and unhindered humanitarian access. We will continue our efforts to create the conditions for a lasting peace that will lead to a two-State solution, where Israel and Palestine can live side by side in peace and security.

    Furthermore, we are deeply concerned about the situation in Lebanon. We recall the need for [a cessation of hostilities as soon as possible in order to create space for] a diplomatic solution along the Blue Line, in line with UN Security Council resolution 1701. This is the only way to de-escalate tensions in a sustainable manner, stabilize the border between Israel and Lebanon, fully restore Lebanon’s sovereignty, territorial integrity and stability, and allow displaced citizens to return home safely on both sides of the border. We urge all relevant actors to protect civilian populations. We are also determined to provide humanitarian assistance to Lebanese civilians to meet their urgent needs.

    Furthermore, we offer our sincere condolences to the families of the civilian victims in Israel, Gaza and Lebanon.

    We underline the importance of the United Nations in resolving armed conflicts and mitigating the humanitarian consequences in the Middle East. In this regard, we recognize the role of the United Nations Interim Force in Lebanon (UNIFIL) in restoring peace and security.     With the death of Victor Perahia, President of the Union of Auschwitz Deportees, France has lost a transmitter of memory, one of the faces of the remembrance of the Shoah for the Nation.

    Born on April 4, 1933, Victor Perahia was born into a family of street vendors. From his childhood, and then during the Occupation, the child of a father of Turkish origin and a French mother was confronted with the anti-Semitism of his classmates. On July 15, 1942, in Saint-Nazaire, Victor and his parents were arrested by the SS, then taken to Angers. From there, his father was deported to Auschwitz; Victor Perahia and his mother to Drancy. In the camp, overcrowded by the simultaneous arrival of prisoners from the Vél’ d’Hiv roundup of July 16, they survived hunger, violence and cold, and avoided deportation thanks to his mother’s cunning. The latter in fact claimed to be a prisoner of war’s wife and demonstrated this by tirelessly reciting the story of a life that was not hers. On May 20, 1944, they were deported to the Bergen-Belsen concentration and labor camp where, for a year, Victor Perahia accompanied his mother in the tragedy, with a life force that made him certain he would survive. On April 22, 1945, this time, bloodless, suffering from typhus, Victor Perahia felt his strength leave him: “Victor, if you love me, don’t die,” his mother told him. The next day, the camp was liberated by the Russian army. Orphaned by his father Robert and in mourning for his maternal grandfather, who died at Auschwitz, still ill, the young survivor spent two years in a sanatorium.

    Victor Perahia rebuilt his life after the war by resuming his studies, starting a family with his wife Rosette, leaving this “stolen childhood” to silence and oblivion for decades, according to the book he would finally publish in 2015. This book, the fruit of six years of writing, was the first milestone in a work of memory and transmission that Victor Perahia continued, by testifying for the younger generations in the schools of Paris or at the Shoah memorial. With his humanity, his uncompromising words, his lively knowledge of the Drancy camp, he transmitted his experience of deportation. In Drancy, he recounted, at the sight of the buildings, cars, buses seen through the barbed wire, he asked himself “but why am I behind barbed wire, guarded by police, while these people far away can go home”. This childish question, this universal cry of conscience, this intransigence in the face of racism and anti-Semitism still haunted him and guided his strength to awaken minds. As a lesson or testament for future generations, he considered “human cruelty” to be limitless, and the duty to fight against “all forms of intolerance and all attacks on basic human rights” to be imprescriptible.

    The President of the Republic and his wife bow before a life guided by the will to never cease believing in humanity, in the hope of justice and freedom. They address to his family, to his loved ones, to the women and men who, like him, bear the memory of the Shoah, their heartfelt condolences.

    BISMARCK, N.D. – As concerns grow over non-citizens registering to vote and voting in federal elections, reports in Virginia and Texas claim thousands of non-citizens were found on voter rolls. U.S. Senator Kevin Cramer (R-ND) joined U.S. Senator Bill Hagerty (R-TN) in a bicameral letter to Attorney General Merrick Garland, asking for stricter enforcement of federal laws prohibiting non-citizens from registering to vote or voting in federal elections.

    The letter reiterates a previous request for the U.S. Department of Justice (DOJ) to provide details on enforcement actions taken since January 2021, including statistics on prosecutions and referrals related to non-citizen voting. It also demands accountability and immediate action to protect public confidence in the electoral process.

    “Given that the 2024 Presidential Election is in less than 36 days, your Department’s inaction and refusal to provide any information regarding its efforts to promote public trust and confidence in our elections is especially alarming,” wrote the senators. “Clearly, there is a non-negligible amount of voter participation by non-citizens in federal elections, which is not only a serious threat to the integrity of our elections and the democratic process they represent, but also has the potential to reduce Americans’ trust and confidence in election results.” 

    Throughout his time in the Senate, Cramer has advocated for policies to restore the integrity of the U.S. immigration system and electoral process. He was the first original cosponsor of U.S. Senator Mike Lee’s (R-UT) Safeguard American Voter Eligibility (SAVE) Act, which requires proof of U.S. citizenship when registering to vote in federal elections. Cramer also cosponsored Hagerty’s Equal Representation Act, which prohibits the counting of non-citizens in congressional and Electoral College apportionment.

    With heavy rain continuing today across greater Dunedin, Otago and Southland, NZ Transport Agency Waka Kotahi (NZTA) urges drivers to stay home unless travel is absolutely essential and they know their route is passable and safe.

    • Rivers and streams can rise fast and catch people out.
    • Surface flooding can occur quickly making it hard to judge the road surface, with potholes forming fast.
    • A second rain peak is expected midafternoon, continuing well into the evening, says Otago Emergency Management.

    “While NZTA crews will be getting out warning signage as fast as they can or closing roads as needed for significant flooding, drivers need to slow down and avoid creating bow waves for nearby properties if they strike patches of surface water,” says NZTA Journey Manager Tresca Forrester.

    “Our crews are inspecting the network, including bridges and ensuring any urgent potholes will be managed as water recedes.”

    Please obey any signage and advice on the road: Slow down in flood waters as this causes bow waves into properties and other vehicles.

    A plantation drive under the leadership of Hon’ble Minister of State for Consumer Affairs, Food & Public Distribution, Smt. Nimuben Jayantibhai Bambhaniya was organized on 01.10.2024 at Food Corporation of India (FCI) Depot, Mayapuri, New Delhi , under the “Ek Ped Maa ke Naam” campaign.

    As a part of the Swachhata Hi Sewa (SHS)- 2024 and pre-cursor to the implementation phase of Specail Campaign 4.0, the senior officers of the Department of Food and Public Distribution inspected the various sections of the Department on 01.10.2024. They also sensitized the staff about the importance of cleanliness in every day life.

    Warehousing Development and Regulatory Authority distributed safety gears to Safai Mitras as a part of Swachhata Hi Seva 2024 Campaign on 01.10.2024.

    National Sugar Institute (NSI), Kanpur  cleaned  an  identified black spot (Cleanliness Target Unit)  as a part of their contribution to the SHS-2024.

    Indian Grain Storage Management & Research Institute (IGMRI), Hapur, cleaned the dumping yard  area in front of its Staff Colony on Meerut Road  and the site was transformed by filling it with soil. Additionally, a hedge was also planted to maintain  the cleanliness of the area and enhance the aesthetic appeal of the location.

    Details of activities by Food Corporation of India and its Regional/ Zonal Offices 01.10.2024:-

    Food Corporation of India HQ, New Delhi, carried out a mass cleanliness rally at nearby areas from Headquarter to Shankar Market to Shivaji Bridge Railway Station and back to Headquarter with local vendors participating in the program. The program was flagged off by Executive Director (P) with a motivational speech on importance of Swachhata in one’s daily life and routine.

     

    As a Swachhata Hi Seva (SHS) 2024 initiative, FCI ZO (East) conducted a Cleanliness Drive across the office premises and showed their commitment to creating of a cleaner, healthier environment and reinforcing the importance of hygiene/sanitation in our daily life.

    Regional Office, Nagaland, organized mass cleanliness campaign in which their dedicated staffs and Safai Mitras participated enthusiastically.

       The Employees of Regional Office, Ranchi, took out a Mass Cleanliness rally with banners and placards to promote the message of Swachhata in everyday life.

    In line with activities under Swachhata Hi Seva 2024, employees of Zonal Office, Guwahati participated in a walkathon.  They also removed garbage from the identified Black spot at Gandhi Manap, Guwahati.

    A Mass cleanliness drive was organized by employees of Zonal Office North, Noida to show their commitment towards Swachhata.

    Swachhata Hi Seva, 2024 was concluded with celebration of Gandhi Jayanti on 2nd of October, 2024 with great enthusias in the  Ministry of Minority Affairs. This year’s celebration was marked by a special emphasis on Swachhata awareness, aligning with Gandhiji’s vision for a clean and sustainable India.

    The event featured engaging activities aimed at promoting the importance of cleanliness in our daily lives. As a gesture of appreciation for the diligent efforts of the Ministry’s housekeeping staff, who are instrumental in maintaining hygiene and cleanliness, T-shirts were distributed to them. This initiative not only recognized their hard work but also encouraged a collective commitment to fostering a cleaner environment.

    In addition to the t-shirt distribution, a special lunch was organized for the housekeeping team as a token of appreciation for their invaluable contributions.     Ministry organizes 170 Safai Mitra Suraksha Shivirs (SMSS) during the campaign

    The Ministry of Power, along with its Central Public Sector Undertakings (CPSUs) and various associated organizations, organized activities of the Swachhata Hi Seva (SHS) campaign for 2024, themed “Swabhav Swachhata – Sanskaar Swachhata” (Cleanliness as Nature – Cleanliness as Culture).  This initiative focused on comprehensive cleanliness, raising community awareness, and promoting the benefits of maintaining a clean environment.

    Focus Areas

    The SHS 2024 campaign emphasized on three primary pillars:

    1. Swachhta Ki Bhagidari (Public Participation, Awareness, and Advocacy)
    2. Sampoorna Swachhta (Comprehensive Cleanliness, including Swachhta Lakshit Ekayi – CTUs)- some picture of CTUs (Before and After) are enclosed)
    3. Safai Mitra Suraksha Shivirs (Preventive Health Checkups and Social Security Coverage)

    Special attention was given to identifying, adopting, and maintaining Cleanliness Target Units (CTUs).

    Pre-Launch Activities

    In preparation for this campaign, the Ministry of Power and its organizations have initiated the following key activities:

    1. Nodal Officer Appointments: Nodal officers have been designated across the Ministry, CPSUs, and other organizations to streamline efforts. A dedicated WhatsApp group has been created for timely communication and action.
    2. Awareness Campaign: Banners and hoardings promoting SHS 2024 have been displayed at Shram Shakti Bhawan (SSB) and in the offices of CPSUs and other organizations. Social media platforms are also being leveraged to raise awareness about the upcoming activities.

    Progress Since the SHS 2024 Launch

    Since the official launch of SHS on September 17, 2024, the following actions were  undertaken:

    1. The Pledge: On launch day, the Ministry and its organizations collectively took a pledge to prioritize cleanliness both within and outside their offices.
    2. Tree Plantation Drive: A large-scale tree plantation initiative began on September 17, 2024, resulting in the planting of 5,011 trees to date.
    3. Community Engagement Initiatives: As of October 03rd , 2024, the following community-driven actions have been taken:
      • 1217 Swachhata Mein Jan Bhagidari (SMJB) initiatives have been launched.
      • 408 Swachhata Lakshya Ekai (SLE) units have been created.
      • 170 Safai Mitra Suraksha Shivirs (SMSS) have been organized.
      • 257 CTUs have been identified, adopted, and will be maintained over the years.
    4. Distribution of Sanitary Kits: On September 17 and 23, 2024, sanitary kits (gloves, masks, brooms, wipers, etc.) were distributed to housekeeping staff engaged in the Ministry to ensure safe and effective cleaning of office premises.
    5. Sanitary Pad Vending/Dispensing Machines and Incinerators: On September 26, 2024, sanitary pad vending machines and incinerators with a capacity of 100 pads were installed in the five female restrooms in Shram Shakti Bhawan, under the Ministry of Power, to promote a healthy and clean environment.
    6. Preventive Health Check-up: As part of the SHS 2024 campaign, a preventive health check-up camp was organized on September 26, 2024, for 25 Safai-Mitras (housekeeping staff) and staff involved in insecticide spraying.
    7. Distribution of Immunity Booster Kits: On September 26, 2024, Immunity Booster Kits, containing items like Chyawanprash, Dettol soap, masks, sanitizer, and protein supplements, etc. were provided to Safai-Mitras and drivers engaged in the general pool in the Ministry of Power.
    8. A Mega Shramdaan activity was organized for the employees of Ministry of Power officers/officials on 01st October, 2024 at nearby area of PFC office complex, Barakhamaba Road, New Delhi. Appx. 800 officers/officers were participated in this Shramdaan activity.

    Swachhata Hi Seva Concluded on October 2nd, 2024

    The Swachhata Hi Seva campaign 2024 was conclude on 2nd October 2024 (Swachh Bharat Diwas) with a Shramdaan activity conducted at Shram Shakti Bhawan, followed by felicitation of all the Sanitation/ Housekeeping staff (Safai-Mitras) and staff involved in insecticide spraying by distributing of Woolen Quilts to them for their consistent efforts in ensuring the success of this event.

    Union Home Minister and Minister of Cooperation, Shri Amit Shah today inaugurated and laid foundation of projects worth Rs. 919 crore in Gujarat including various development works of Ahmedabad Municipal Corporation (AMC).  On this occasion Chief Minister of Gujarat, Shri Bhupendra Patel and many other dignitaries were also present.    

    Beginning his address with Navratri greetings, Shri Amit Shah said that today, development projects worth ₹919 crore have been inaugurated and laid the foundation for, which include works related to health, education, libraries, parks, and small street vendors. He stated that the most significant of these is the construction of modern schools by the Municipal Nagar Prathmik Siksha Samiti. Shri Shah expressed his gratitude towards AMC, stating that due to the corporation’s efforts, all municipal primary schools in his parliamentary constituency have successfully been transformed into model schools.

    Union Home Minister and Minister of Cooperation said that if children properly benefit from the initiatives of the Primary Education Committee, there will be no doubt that India’s future is bright. He added that when we see children from poor families taking an interest in subjects like science, art, music, and many others, all the despair in life disappears, and we feel confident that India’s future is bright.

    Shri Amit Shah said that today, development projects worth approximately ₹472 crore have been inaugurated and laid the foundation for in the Gandhinagar Lok Sabha constituency. Additionally, development projects worth around ₹446 crore have been inaugurated and launched in Ahmedabad East Lok Sabha constituency of MP Shri Hasmukhbhai Patel and in Ahmedabad West Lok Sabha constituency of MP Shri Dineshbhai Makwana. He mentioned that all these development projects will enhance facilities for the residents of Ahmedabad city.

    Shri Shah further said that Gujarat Chief Minister Shri Bhupendra Patel, over the past few years, has approved projects worth ₹23,951 crore in Ahmedabad city, Kalol and Sanand taluka, some areas of Ahmedabad city, and the Gandhinagar Lok Sabha constituency. Moreover, Prime Minister Shri Narendra Modi has also inaugurated development projects worth around ₹14,000 crore. He added that in the past five years, a total of ₹37,000 crore worth of development projects have been carried out in just one Lok Sabha constituency.

    Union Home Minister and Minister of Cooperation said that numerous development initiatives have been undertaken in seven assembly constituencies of Ahmedabad. These include efforts related to child nutrition, exercise facilities, libraries to enhance knowledge for adolescents, water collection ponds, the planting of 4 million saplings in a year, the construction of roads, overbridges, street lights, hospitals, primary health centers, and primary schools.

    Shri Amit Shah said that AMC has decided to bring Ahmedabad to the forefront in the cleanliness campaign competition. He emphasized that efforts should be made to bring Ahmedabad to the top in the upcoming cleanliness survey. Shri Shah acknowledged that it might not be possible to achieve the first position this time, but we should set a goal to make a fresh start and work towards creating an Ahmedabad that reaches the top position in cleanliness among all municipal corporations in India by next year.

    Union Home Minister stated that after Mahatma Gandhi, Prime Minister Shri Narendra Modi is the only national leader who has turned the cleanliness campaign into a people’s movement. Prime Minister Modi envisioned that every home in the country should have toilet facilities. After 70 years of independence, Prime Minister Shri Narendra Modi initiated this campaign. His aim was to ensure that clean drinking water is available in every household, and that our homes, societies, streets, cities, and villages are clean, fostering a culture of cleanliness among citizens. Union Home Minister mentioned that Shri Narendra Modi is the only Prime Minister who has spoken about the construction of toilets from the ramparts of the Red Fort.

    The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the signing of ‘Letter of Intent’ thus enabling India to join the ‘Energy Efficiency Hub’.

     India will join the International Energy Efficiency Hub (Hub), a global platform dedicated to fostering collaboration and promoting energy efficiency worldwide. This move solidifies India’s commitment to sustainable development and aligns with its efforts to reduce greenhouse gas emissions.

     Established in 2020 as the successor to the International Partnership for Energy Efficiency Cooperation (IPEEC), in which India was a member, the Hub brings together governments, international organizations, and private sector entities to share knowledge, best practices, and innovative solutions. By joining the Hub, India will gain access to a vast network of experts and resources, enabling it to enhance its domestic energy efficiency initiatives. As of July, 2024, sixteen countries (Argentina, Australia, Brazil, Canada, China, Denmark, European Commission, France, Germany, Japan, Korea, Luxembourg, Russia, Saudi Arabia, United States and United Kingdom) have joined the Hub.

     As a member of the Hub, India will benefit from opportunities for collaboration with other member states, sharing its own expertise and learning from international best practices. The country will also contribute to global efforts to address climate change by promoting energy-efficient technologies and practices.

     Bureau of Energy Efficiency (BEE), the statutory agency, has been designated as the implementing agency for the Hub on behalf of India. BEE will play a crucial role in facilitating India’s participation in the Hub’s activities and ensuring that India’s contributions align with its national energy efficiency goals.

     By joining the Hub, India is taking a significant step towards more sustainable future. The country’s participation in this global platform will help to accelerate the transition to a low-carbon economy and improve energy security.

    The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the proposal of the Ministry of Housing & Urban Affairs for Chennai Metro Rail Project Phase-II comprising three corridors.  The total length of the approved lines will be 118.9 km with 128 stations.

    The project completion cost is Rs.63,246 crore and is planned to be completed by 2027.  Once Phase-II is fully operational, the Chennai city will have a total Metro Rail network of 173 Km.  The Phase II Project comprises following three corridors:

    • Corridor-(i):         from Madhavaram to SIPCOT for a length of 45.8 Km with 50 stations.
    • Corridor-(ii):        from Lighthouse to Poonamalle Bypass for a length of 26.1 Km with 30 stations, and
    • Corridor-(iii):       from Madhavaram to Sholinganallur for a length of 47 Km with 48 stations.

     

    Once Phase-II is fully operational, the Chennai city will have a total Metro Rail network of 173 Km.

    Benefits and Bolstering Growth:

    The Phase-II of Chennai Metro Rail Project represents a significant advancement in the city’s infrastructure development. Phase-II acts as a major expansion of the Metro Rail Network in the city.

    Enhanced Connectivity: Phase-II will add approximately 118.9 Km of new metro lines. The Corridors of Phase-II connects North to South and East to the West of Chennai passing through the major influence areas at Madhavaram, Perambur, Thirumayilai, Adyar, Sholinganallur, SIPCOT, Kodambakkam, Vadapalani, Porur, Villivakkam, Anna Nagar, St. Thomas Mount connecting large number of industrial, commercial, residential and institutional establishments and also provides effective Public Transport for the work force engaged in these clusters       and connectivity to various parts of the city. It will extend connectivity to rapidly growing areas like Sholinganallur, which serves as a hub for the south Chennai IT corridor. By connecting Sholinganallur via ELCOT, the metro corridor will cater to the transportation needs of the burgeoning IT workforce.

    Reduction in Traffic Congestion: Metro Rail as an efficient alternate road transport and with Phase-II as an extension to the Metro Rail network in the Chennai city is expected to alleviate traffic congestion and will be particularly impactful on heavily congested routes of the city. Reduction in road traffic can lead to smoother movement of vehicles, reduction in travel time, increasing overall road safety etc.

    Environmental Benefits: With the addition of Phase-II Metro Rail Project and increase in overall Metro Rail Network in Chennai city, can significantly reduce carbon emissions compared to traditional fossil fuel-based transport.

    Economic Growth: Reduced travel times and improved access to different parts of the city can enhance productivity by allowing individuals to reach their workplaces more efficiently. The construction and operation of Phase-II will generate numerous jobs in various sectors, from construction workers to administrative staff and maintenance personnel. Also, the enhanced connectivity can stimulate local businesses, especially in areas near new metro stations which can also attract investment and development in previously less accessible regions.

    Social Impact: The expansion of Phase-II Metro Rail network in Chennai will provide more equitable access to public transport, benefiting diverse socio-economic groups and reducing transport disparities which will contribute to a higher quality of life by reducing commute times and improving access to essential services.

    The Phase-II Chennai Metro Rail Project is set to be a transformative development for the city. It promises to deliver enhanced connectivity, reduced traffic congestion, environmental benefits, economic growth, and improved quality of life.     Union Home Minister and Minister of Cooperation Shri Amit Shah inaugurated the newly constructed Police Commissioner’s Office in Ahmedabad, Gujarat today.  On the occasion, Chief Minister of Gujarat, Shri Bhupendra Patel along with other dignitaries attended the program.

    In his address, Shri Amit Shah said that the new building of the Police Commissioner’s Office in Ahmedabad will not only enhance the facilities of the building but will also enable the Ahmedabad police to establish a new working system.

    Union Home Minister stated that the sevenstorey Police Commissioner’s Office, built with modern technology at a cost of approximately ₹140 crores and covering an area of about 18,000 square meters, includes facilities for the fitness of personnel such as a gym, parking for citizens, CCTV cameras, fire safety equipment, and centralized Air conditioning. He mentioned that this modern building will not only ensure security but also houses a police museum that will showcase the measures taken for the security of Ahmedabad from the beginning to the present.

    He said that a beautiful memorial has also been constructed here in the memory of the police personnel who were martyred to protect the citizens. Besides, a public convenience center and a control room have also been created which will cover every nook and corner of Ahmedabad and ensure the security of the entire city.

    Shri Amit Shah stated that the new Police Commissioner’s Office building also saw the inauguration of the ‘Joint Interrogation Center’ and the ‘Tera Tujhko Arpan’ portal, along with the launch of the ‘Cyber Saathi’ book. The first two initiatives aim to raise awareness among people affected by cybercrime and help them recover their lost money. He mentioned that the establishment of the ‘Joint Interrogation Center’ was made so that central agencies and Ahmedabad police can conduct inquiries in a correct and scientific manner during riots, terrorist attacks, and other situations of unrest.

    Union Home Minister explained that India’s internal security landscape has significantly changed over the past 10 years. A decade ago, there were three major hotspots in the country—Kashmir, the Northeast, and Naxal-affected areas—where bomb blasts were so common that they barely made the news. It was considered as normal. He said that under the leadership of Prime Minister Shri Narendra Modi, due to permanent and systematic measures over the past 10 years, and the dedicated work from a security and development perspective, violence in these three hotspots has reduced by 70 per cent. Shri Shah added that security agencies across the country, along with state police forces, have worked together to reduce mortality rate by 72 per cent in Kashmir, the Northeast, and Naxal-affected areas. He said that this success shows that in the coming days, ‘Naxal free India’ and ‘Terrorism free India’ are going to be a reality.

    Shri Amit Shah said that Prime Minister Shri Narendra Modi has made efforts to bring about several changes in the police culture. Prime Minister Shri Narendra Modi has put before the country the concept of pro-active, predictive and scientific approach for pro-active policing. Shri Shah also mentioned that India has made a radical overhaul of the colonial-era criminal laws by creating three new criminal laws, and their implementation has already begun across the country. In these laws, provisions have been made for the use of technology to solve crimes, prevent crimes, complete prosecution quickly and punish as many criminals as possible.Keeping the next 100 years in mind, the laws have been designedto account for future technologies, so that there will be no need to change these laws over the next century.To prevent delays in investigations, prosecutions, and other judicial processes, it has been decided to impose time limits on police, lawyers, and judges on 83 instances of the judicial process.

    Union Home Minister stated that after the implementation of the three new laws, the process of developing the necessary infrastructure has begun. Once this is in place, within the next three years, India’s criminal justice system will become the most modern in the world. He added that with the new laws in effect, the entire process of justice, from filing of an FIR up to justice from the Supreme Court, will be completed within three years, ensuring timely justice for the people.

    Shri Amit Shah stated that Prime Minister Shri Narendra Modi has elevated India’s economy from the 11th to the 5th position globally, and by 2027, we are surely on track to become the world’s third-largest economy. At such a critical time, police officers need robust legal support to ensure the security of our nation, including cybersecurity, and to prevent economic crimes. The three new criminal laws will provide strong backing to police officers in their efforts.

    Union Home Minister said that the Gujarat Police has made several technological innovations throughout its glorious history. Initiatives like ‘E-GujCop’, ‘body-worn cameras’, and the ‘Vishwas Project’ have helped Gujarat Police establish itself as one of the most modern police forces in the country, which is a matter of pride. He added that the way the Gujarat Police has launched a determined campaign against narcotics is commendable, and they are now cited as an example across the country for its investigation.

    Shri Amit Shah also mentioned that Prime Minister Shri Narendra Modi has envisioned a ‘Viksit Bharat’ by 2047. Gujarat has always been a progressive state. This is the same Gujarat that used to experience frequent curfews in the 1980s and 1990s, but now the situation has changed, and a safe environment has been established in the state.

    Today, Administrator Samantha Power traveled to Western Ukraine. She first visited a substation that provides energy to approximately 500,000 residents in the region and has been targeted in Russian air strikes. The Administrator saw new autotransformers purchased by USAID, and saw how, with USAID support, our Ukrainian partners have installed additional protective measures. The Administrator reaffirmed USAID’s commitment to supporting Ukraine in building its energy resilience and security in the face of Russia’s continued ruthless attacks on energy infrastructure.

    Next, Administrator Power traveled to Lviv where she visited the site where eight people were killed in the Russian airstrike in Lviv on September 4 and paid respects at a memorial near their home. She then went to Urban Camp, a hub and community space for internally displaced persons, established by Ukrainian NGO Street Culture and supported by USAID, where she spoke with Lviv Mayor Andriy Ivanovych Sadovy and sat down with displaced Ukrainians to hear about their experiences.

    Administrator Power then met with business leaders from Ukraine’s vibrant tech sector at the Lviv IT Cluster, which brings together over 300 technology companies from across Ukraine with USAID support. The IT Cluster leadership explained the enormous progress and potential of Ukraine’s tech sector as well as the challenges they’re facing because of Putin’s war on Ukraine. The group discussed joint work to expand private sector investment in Ukraine and Administrator Power emphasized that strengthening the resilience of economic sectors such as IT is a critical component of USAID’s assistance to Ukraine as it defends itself against Russia’s full-scale invasion and revitalizes its economy.

    The Administrator concluded her visit with a tour of the historic city with the Mayor of Lviv Andriy Ivanovych Sadovyi.

  • MIL-OSI USA: Administrator Samantha Power at a Press Gaggle in Lviv

    ADMINISTRATOR SAMANTHA POWER: I just met with a great group of Ukrainians here at the IT Cluster. This is an innovation hub supported by the Government of Ukraine and by USAID. I have learned from Ukrainian entrepreneurs, and I’ll just give you one example of the kinds of innovations that are happening. 

    Knopka is a member of the IT Cluster here that is revolutionizing medical alert systems. Traditionally, medical alert systems are not wireless. This matters for Ukraine because they would not work during power outages. Power outages have been a real issue for hospitals during the war. So, one Ukrainian entrepreneur here developed a system called “Knopka”. If anything abnormal happens with a patient’s vital signs or the patient indicates that they need care, Knopka sends an alert out to doctors’ and nurses’ phones using cellular data. As long as their phones have some charge left. These doctors and nurses know exactly where to go and who to help us, even when there is no power during the blackout. Knopka technology is 30 percent cheaper than other medical alert systems. While those other systems can often take weeks or even months to install, Knopke’s technology can be installed in just one day. 

    Supported by USAID, Knopka is growing fast. It has already been installed in 30 hospitals in Ukraine and one in Poland, and now Knopka is in talks with hospitals and clinics in Canada and the United States. Those hospitals and clinics are considering acquiring its system, too. Just in the past six months, Knopka’s workforce has expanded from 20 to 35 employees. Knopka’s Founder and CEO said, “Despite the challenges of war, we demonstrate Ukraine’s capacity for innovation and the talent behind it.” 

    So, it is this capacity for innovation that has driven Ukraine’s ability to retain business despite being more than two and a half years into Putin’s brutal invasion. In the tech sector alone, 95 percent of Ukraine’s 5,000 tech companies, including household names like Grammarly and GitLab, have retained their national and global contracts, together powering a full 12 percent of Ukraine’s exports. Since 2022, indeed Ukraine’s tech sector has grown seven percent, contributing $14 billion to Ukraine’s economy.  

    Ukraine’s business leaders in the tech sector and beyond it, are harnessing their creativity and their resilience to lead the country into the future and at USAID, we have been privileged to do what we can to support that effort. Since 2022, we have directly deployed more than $260 million to support businesses in Ukraine, from relocating and restoring the operations of companies on the front lines, to running reskilling programs to train Ukrainians in high demand trades like construction and transportation, to increasing access for businesses and for startups to affordable financing. 

    This support has itself unlocked $232 million in new investments to Ukrainian companies. This helps them expand operations, hire Ukrainians, and this investment allows them to provide much needed tax revenue to support Ukraine’s defense.

    At the same time, we are working closely with our partners in the Ukrainian government to help them shape the business environment. International businesses describe for us the policy and regulatory reforms that they need to be convinced to invest in Ukraine. So, we are working closely with our partners in the Ukrainian government to improve transparency, to reduce opportunities for self-dealing, and to make the judiciary more independent. All of these are critical steps to building confidence that contracts will be honored and investment regulations will be enforced. 

    And finally, we are thrilled to be able to support Ukraine’s ambition to become a global leader in e-governance. As all of you Ukrainians here well know, the revolutionary Diia app that we have supported for years makes it possible for Ukrainians to access all kinds of services. It allows Ukrainian entrepreneurs to register companies, apply for permits, begin procurement processes, and more. By registering on the Diia City platform, Ukrainian and international companies alike, can access benefits that incentivize them to do business in Ukraine – benefits like reduced taxation and legal and financing support. In the first quarter of this year alone, businesses registered on Diia’s City have contributed over four billion Hryvni tax revenue to the Government of Ukraine, that is the equivalent of nearly $100 million. And, these are taxes, of course, that can be used to rebuild schools, to heat homes in winter and to fuel Ukraine’s defense.

    Businesses, like the ones I met with today, are working to build a future where the ingenuity of the Ukrainian people drives progress. Driving that progress not only here in Ukraine, but in places all around the world that will continue to benefit from the products, services, and ideas developed here. 

    Thank you so much, and I look forward to your questions. 

    QUESTION (via translation): How much monetary equivalent has the U.S. government financed in technology in Ukraine and especially western Ukraine?

    ADMINISTRATOR POWER: We will have to get back to you with the precise figure, especially with the geographic breakdown that you are looking for. But, I am sure someone on the team can provide that. 

    QUESTION (via translation): If you think about long term supporting perspective, where does [the] U.S. government see Ukraine in [the] future? Is it technological? Is it [an] agrarian country? Is it a country of construction?  

    ADMINISTRATOR POWER: Thank you for that question. As someone who works at an Agency that addresses food insecurity all around the world, I know firsthand the terrible harm that Putin caused by preventing Ukrainian agricultural exports from leaving Ukraine. I saw kids in sub-Saharan Africa who were hungrier because the food prices went up so much because Ukrainian agricultural exports were blocked by Putin’s forces. So, we are in awe of Ukraine’s farmers and its innovators who have found a way, despite the war, to increase agricultural exports now basically to their pre-war levels. And, we recognize that Ukraine’s farmers, as is evidenced by Ukraine’s flag, are foundational to this country’s economy. Ukraine’s agriculture is also a huge part of Ukraine’s identity, and it is a huge part of keeping people fed around the world. 

    But, what is really exciting about what we see in the Lviv IT Cluster is the diversification of Ukraine’s economy. And, seeing the steady growth of IT services as exports in this country, gives us, I think, an indication of where the future can take Ukraine. There are apparently 307,000 tech professionals now in Ukraine, and that is a seven percent increase from last year. Ukraine is becoming famous all around the world for the Diia app. Many citizens in other countries who see the Diia app are very jealous of Ukrainians. The simplicity and the government accountability that makes life better and easier for citizens is something many countries would wish to have. The more people learn in Silicon Valley and elsewhere about the kind of innovation that is happening at a place like this, the more we will see investment and increased exports in IT services.

    We are, of course, also seeing a lot of innovation in other manufacturing sectors. Because of Russia’s brutal attacks, Ukraine has had to innovate in the defense sector. Even drones, which are being manufactured now in Ukraine, have broad civilian appeal for farmers and other sectors around the world. Ukraine is a home to many critical minerals that provides economic opportunity in the future. And, of course, as Ukraine shifts its energy economy to renewables, that will be something, I’m sure, of great interest outside this country.

    My point is not to specify, again, any particular trajectory for Ukraine. It is simply to take note of the incredible innovation and resources that will power Ukraine’s economy in the future. And, of course, it is young people that will drive even more innovation and more ideas of what can come from Ukraine beyond even what I have mentioned today. When I think of all of the innovation that has occurred in Ukraine, just since the full-scale invasion, I marvel at imagining what this country and the Ukrainian people can do in peacetime. And, now Ukraine is more famous than it was before Putin’s full-scale invasion, for the resilience, but also the creativity and innovation of its people. 

    QUESTION: Ms. Power, I’m very thankful for your generous support that USAID has been giving to both private sector, state institutions, and civil society in Ukraine for years. But, I wanted to ask – I know that from my own feelings – I see that USAID is an institution that is caring [for] both people. And, besides funding, both in trends and investments, we do need people, and we do understand that Ukraine, for boosting its innovations and its economy, needs [to] bring people back. We have six to seven million abroad, we have people dying on the front line, and we have a very low birth rate. Is it something that is in your concern, and that USAID would think about, and would think of some special projects to help, somehow, help this situation.

    ADMINISTRATOR POWER: Well, this is something, actually, I discussed yesterday with President Zelenskyy. It is absolutely critical for Ukraine’s future that its population here is thriving. It is crucial, for example, that the tech professionals who are being groomed here, see themselves as having a full future here where they don’t feel they need to move to Silicon Valley. 

    What USAID is doing is looking at many of the reasons that Ukrainians feel compelled to leave. So, one of the things I discussed with the President is the safety of schools. USAID has invested in refurbishing and rendering more secure around 10,000 bunkers in schools. In Kharkiv, we’ve actually been involved in building a school that is entirely underground because of the situation there. So, education is one example where, as we think about where to make our investments, we do so thinking about a parent who wants nothing more in the world than to keep their children safe. 

    The other core dimension of our work that is designed, of course, to keep people here or to draw people back, is work on helping the economy grow. When people cannot find work, they go to try to find work somewhere else. So, being very specific about which programs can help create jobs for Ukrainians is another example of this kind of work. 

    But, in the future, when peace comes back to Ukraine, there will be tremendous opportunities for jobs and, of course, for people to experience the safety that they once knew. And, that is when we and the European Union and, of course, the government and the people here will need to be very intentional on how we advertise all the opportunities that will exist in what will then be a stronger economy and a stronger democracy.

    This is why the reforms, tackling corruption, strengthening the judiciary, and making the regulatory environment for business more attractive, none of those reforms can wait. And, if that reform effort can continue to progress, it will make Ukraine, on the other side of war, a place that businesses flock to, even more than we are able to get them to come now.

    The very last thing I would say is the obvious, which is a huge part of ensuring or increasing the likelihood that people stay in Ukraine is that the 50-country coalition continues to support Ukraine’s defense. And, that is why the very significant defense package that President Biden just announced is an important part of the answer to your question. More air defense means that citizens can feel safer and that they are less likely to leave the country. That is why we, in the United States, understand that attracting people to stay in Ukraine is a whole-of-U.S.-government enterprise.

  • MIL-OSI USA: Department of Labor investigators find Nebraska grain cooperative exposed workers to combustible dust, multiple hazards at Hemingford elevator

    HEMINGFORD, NE ‒ Federal investigators found life-threatening hazards at a Nebraska grain cooperative, where workers faced risks of fire and explosions due to the company allowing a buildup of combustible dust and failing to maintain effective dust collection systems, leading to more than $500,000 in proposed penalties. 

    Investigators with the U.S. Department of Labor’s Occupational Safety and Health Administration responded to a complaint of unsafe working conditions at Legacy Cooperative’s Hemingford grain elevator and opened its inspection in March 2024, under the agency’s regional emphasis program for grain-handling facilities in Nebraska. 

    Specifically, OSHA found the company permitted more than one-eighth inch of grain dust to accumulate in priority housekeeping areas, such as in the bottom belt tunnel and around the elevator legs. The agency also found duct tape wrapped around the dust collection system, located in the bottom belt tunnel, in a makeshift attempt to repair the dust collection system. This reduced the system’s efficiency and increased its vulnerability to failure. If left unchecked, grain dust can ignite in seconds and cause deadly fires and explosions. 

    “Grain dust fires and explosions are a well-known industry hazard, which makes Legacy Grain Cooperative’s failure to control dust where a belt’s friction could easily cause ignition inexcusable,” said OSHA Area Director Matthew Thurlby in Omaha, Nebraska. “Employers must develop company-wide safety procedures to mitigate known grain handling dangers and ensure workers are trained to recognize hazards.”

    OSHA cited Legacy Cooperative for two willful and 22 serious safety and health violations and proposed penalties totaling $536,965 for the following safety failures:

    • Not conducting regular inspections on equipment.
    • Failing to certify completion of preventive maintenance. 
    • Not complying with permit-confirmed space requirements, including developing procedures for entry operations that included hazard evaluations, atmospheric testing, rescue procedures, monitoring and training.
    • Exposing workers to fall hazards from unguarded stairway holes and a lack of handrails.
    • Failing to close electrical openings and improper use of flexible cords.
    • Not providing forklift training as required.
    • Failing to label containers of hazardous chemicals properly.

    Through its alliance program, OSHA has partnered with the Grain Handling Safety Coalition, Grain Elevator and Processing Society and National Grain and Feed Association to address hazards, reduce risks and improve safety and health management systems to help prevent life-altering injuries and fatalities and identify the critical steps for handling grain safely. 

    Established by the merger of Farmer’s Cooperative and Panhandle Cooperative in 2024, the Legacy Cooperative is based in Scottsbluff, Nebraska. Its Hemingford elevator was operated by Farmer’s Cooperative previously. 

    The company has 15 business days from receipt of the citations and penalties to comply, request an informal conference with OSHA’s area director, or contest the findings before the independent Occupational Safety and Health Review Commission

  • MIL-OSI Security: Ohio Man Agrees to Plead Guilty to Interstate Transportation of Stolen Andy Warhol Art Print

    LOS ANGELES – An Ohio man has agreed to plead guilty to a federal criminal charge for trafficking a stolen Andy Warhol print worth at least $175,000.

    Brian Alec Light, 58, of Hudson, Ohio (formerly a resident of downtown Los Angeles), is expected to plead guilty in the coming weeks to one count of interstate transportation of stolen goods. His initial appearance in federal court is scheduled for October 28.

    According to his plea agreement, a thief stole the Warhol print – a trial proof depicting former Soviet Union leader Vladimir Lenin and was print number 44 of 46 total Warhol made – from the victim’s home in Los Angeles County in early 2021. The victim informed law enforcement of its theft soon after, as well as the original gallery in West Hollywood that sold him the artwork. Days after the theft, the thief brought the artwork to a pawnshop, which purchased it. The pawnshop’s owner contacted Light for help selling the artwork, which Light knew was stolen. Light contacted an auction house to sell the print within weeks of its theft. Light told the pawnshop owner to drop off the Warhol at the auction house in Beverly Hills so that it could be transported to Dallas for inspection and sale, which the pawnshop owner did.

    The auction house shipped the Warhol artwork to Dallas where it was to be inspected and included in an upcoming auction in the spring of 2021. An employee of the auction house in Dallas reached out to the gallery in West Hollywood for its opinion of the piece. The gallery immediately recognized the piece as the stolen piece of art. As a result, the gallery notified the auction house of its stolen nature and notified the FBI. When the FBI questioned Light about it, he lied and created a fake receipt purporting to show that he bought the print before it was stolen. 

    Upon pleading guilty, Light will face a statutory maximum sentence of 10 years in federal prison. 

    As part of his plea agreement, Light will forfeit the stolen artwork retrieved by law enforcement.

    The FBI’s Art Crime Team is investigating this matter.

  • MIL-OSI Security: Sixty-Eight Defendants Charged in Indictment of Dozens of Members and Associates of San Fernando Valley White Supremacist Gang

    LOS ANGELES – Federal and local law enforcement have arrested 42 members and associates of the SFV Peckerwoods, a San Fernando Valley-based white supremacist street gang, on a 76-count federal grand jury indictment alleging they engaged in a years-long pattern of racketeering activity that included trafficking of drugs – including fentanyl – illegal firearms possession, and COVID-19 benefits and loan fraud, the Justice Department announced today. 

    The indictment unsealed today charges a total of 68 defendants with a score of federal crimes: conspiracy to violate the Racketeer Influenced and Corrupt Organizations (RICO) Act, conspiracy to distribute controlled substances, distribution of controlled substances, bank fraud, conspiracy to commit bank fraud, aggravated identity theft, possession of a firearm in furtherance of a drug trafficking crime, unlawful possession of a firearm and ammunition by a felon, and possession of 15 or more unauthorized access devices.

    The 29 defendants arrested today are expected to be arraigned this afternoon in United States District Court in downtown Los Angeles. Prior to today’s takedown, 13 defendants were already in custody.

    During the investigation, law enforcement seized large quantities of illegal firearms, and dozens of pounds of fentanyl, methamphetamine, and heroin, according to the indictment. 

    “The Peckerwoods’ violent white-supremacist ideology and wide-ranging criminal activity pose a grave menace to our community,” said United States Attorney Martin Estrada. “By allegedly engaging in everything from drug-trafficking to firearms offenses to identity theft to COVID fraud, and through their alliance with a neo-Nazi prison gang, the Peckerwoods are a destructive force. In prosecuting the members of the Peckerwoods criminal organization, our office is carrying out its mission to protect the public from the most dangerous threats.”

    “The Justice Department has dealt a decisive blow to the San Fernando Valley (SFV) Peckerwoods, a violent white supremacist gang that we charge is responsible for trafficking deadly fentanyl and other drugs, committing robberies, and perpetrating financial fraud to fund both their criminal enterprise and that of the Aryan Brotherhood,” said Attorney General Merrick B.     “The San Fernando Valley Peckerwoods, the Aryan Brotherhood and their associates are fused by one thing: hatred,” Matthew Allen, Special Agent in Charge, DEA Los Angeles Field Division. “It appears, however, that the business of hate was not enough for them. Driven by greed, they engaged in other crimes, including drug distribution, pushing out deadly fentanyl onto our streets. Operating from corners of the San Fernando Valley, they conducted their crimes within and beyond the 8-1-8 community. Today’s large-scale indictments and arrests reflect our relentless commitment to dismantling criminal organizations that continue to harm our communities.”         

    According to the indictment that a grand jury returned on September 26, the Peckerwoods is a street gang based in communities in the San Fernando Valley whose members engage in a wide variety of criminal activity, including drug trafficking, violent crime, and fraud. As a white supremacist gang, the Peckerwoods at times takes orders from the Aryan Brotherhood, California’s dominant prison-based white supremacist gang, and maintains an alliance with the Mexican Mafia prison gang, which controls most Latino street gangs in California. The Peckerwoods use Nazi tattoos, graffiti, and iconography to indicate their violent white supremacy extremist ideology. These tattoos and iconography include swastikas, the symbol “88”, used by violent white supremacy extremists as code for “Heil Hitler,” and images of Nazi aircraft.

    Members and associates of the gang used social media to share information with each other about their criminal activities and gang rules, to identify gang members in good standing, and to target people who broke the gang’s rules. The social media use included a members-only Facebook group and private, direct messages between the gang’s members and associates. 

    From at least December 2016 to September 2024, Peckerwoods members conducted and participated in the affairs of their criminal enterprise by engaging in violence and threats of violence to preserve and expand the gang’s criminal operations, which promoted a climate of fear. Members and associates of the gang illegally maintained firearms and ammunition in furtherance of these aims.

    To generate revenue for the gang, its members trafficked narcotics, including fentanyl, heroin, and methamphetamine. Specifically, lead defendant Claire Patricia Haviland, 62, of Chatsworth, and co-defendants Brian Glenn Ekelund, 53, of Chatsworth, and Brianne Brewer, 38, of North Hollywood, maintained and oversaw drug stash houses where large quantities of fentanyl, heroin, methamphetamine, and other drugs were stored prior to distribution. Haviland and Ekelund allegedly mailed illegal drugs to customers and used applications such as Zelle and CashApp to receive money from drug buyers and send money to their drug sources.

    They also generated revenue via robberies and financial fraud and participated in identity theft schemes. For example, from at least March 2021 to July 2023, defendants Sean Craig Gluckman, 35, of Encino, Maria Anna James, 30, of Canyon Country, and others submitted false and fraudulent applications for the Paycheck Protection Program (PPP), which was designed to aid businesses harmed by the economic fallout from the COVID-19 pandemic. The defendants – posing as sole proprietors – signed fraudulent PPP loan applications on behalf of individuals incarcerated in California state prisons and collected a portion of the fraudulently obtained proceeds from co-conspirators as payment for their assistance.

    Gluckman in April 2021 submitted an application that falsely stated he was a self-employed “artist/writer” with a gross income of nearly $250,000. Later that month, he obtained a PPP loan in the amount of $20,833. In a separate scheme, Gluckman submitted fraudulent unemployment insurance (UI) applications in the names of other people to the California Employment Development Department (EDD) to fraudulently obtain jobless benefits.

    “The proliferation of gang related organized crime deteriorates the core of our society,” said Los Angeles Police Chief Dominic Choi. “Taking guns out of the hands of gang members and drugs from our streets is just one more step towards reducing this deterioration. Today is yet another example of how local, regional, and federal law enforcement, with a matched dedication, are working together to investigate, apprehend and prosecute criminals.”     

    “When criminal organizations cross jurisdictional lines, it makes conducting investigations and subsequent prosecutions much more difficult,” said Ventura County Sheriff Jim Fryhoff. “Having our federal law enforcement partners involvement in such cases greatly enhances our ability to protect not only the citizens of our county, but also those of our region of the state.”

    “The DOL-OIG will continue to allocate investigative resources to support our local, state, and federal law enforcement partners in the fight against organized crime, particularly when it involves matters within our jurisdiction,” said Quentin Heiden, Special Agent in Charge of the United States Department of Labor Office of Inspector General’s Western Region. “This investigation reinforces our commitment to protecting the integrity of the nation’s unemployment system.” 

    An indictment contains allegations that a defendant has committed a crime. Every defendant is presumed to be innocent until and unless proven guilty in court.

    If convicted, the defendants would face a statutory maximum sentence of life in federal prison.

    The FBI, the Drug Enforcement Administration, the Los Angeles Police Department, and the Ventura County Sheriff’s Office are investigating this matter.   • MIL-OSI Security: Beaumont Convenience Store Robbers Guilty of Killing Clerk with Firearm

    BEAUMONT, Texas – Two men who robbed a Beaumont convenience store and killed the clerk last December have pleaded guilty to federal firearms violations in the Eastern District of Texas, announced U.S. Attorney Damien M. Diggs.

    Larry Nathaniel Hagan, 27, of Houston, pleaded guilty to possessing and discharging a firearm in furtherance of a crime of violence resulting in death before U.S. District Judge Marcia Crone on October 2, 2024.  Keandre Marquis Robinson, 20, of Beaumont, pleaded guilty to the same offense before Judge Crone on October 1, 2024.  

    According to information presented in court, on December 29, 2023, Robinson and Hagan were wearing masks and brandishing semi-automatic pistols when they entered the Kris Food Mart located on Gulf Street in Beaumont.  Robinson quickly forced the clerk behind the counter and demanded cash while Hagan guarded the front door.  Seconds later, Robinson shot the clerk two times in the chest, killing him.  Robinson grabbed cigarettes from behind the counter and fled with Hagan.  No cash was taken.

    Later that night, the Beaumont Police Department posted images from the robbery to social media and a tip identified Robinson.  Police detained Robinson about three hours after the robbery as he was leaving his residence just a few blocks from the store.  Robinson later confessed to his role in the robbery and killing but would not identify Hagan.

    Detectives searched Robinson’s phone and discovered text messages with Hagan related to the robbery.  The texts began on December 28 at 10:15 a.m. and ended a few minutes after the robbery. During the conversation, Robinson and Hagan planned to rob the store to “[g]et some money.” In one text, Robinson told Hagan that he would “knock [the clerk’s] top” [to eliminate any] “lose [sic] ends…”.  The conversation ended on December 29 at 10:07 p.m. (approximately 4 minutes after the shooting).  In that text, Hagan told Robinson to “[s]tay in the house for some days”. 

    Robinson was indicted by a federal grand jury on February 7, 2024.  Hagan, who was at large until April 24, 2024, when he was arrested in New Orleans by the U.S. Marshals Service, was added to the indictment by the federal grand jury on May 1, 2024. 

    Robinson and Hagan each face up to life in federal prison at sentencing. The maximum statutory sentence prescribed by Congress is provided here for information purposes, as the sentencing will be determined by the court based on the advisory sentencing guidelines and other statutory factors.  A sentencing hearing will be scheduled after the completion of a presentence investigation by the U.S. Probation Office.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

    This case was investigated by the Beaumont Police Department, the FBI, and the U.S. Marshals Service, and prosecuted by Assistant U.S. Attorney John B. Ross.

  • MIL-OSI Security: Inmate Guilty of Assaulting Two Correctional Officers

    CORPUS CHRISTI, Texas – A 31-year-old felon from Donna has been convicted of assaulting two correctional officers while housed at Coastal Bend Detention Center in Robstown, announced U.S. Attorney Alamdar S. Hamdani.

    U.S. District Judge David S. Morales has found Aaron Gutierrez guilty of two counts of assaulting or impeding a federal officer following a one-day bench trial that occurred Sept. 16. 

    On Aug. 25, 2023, Gutierrez and six other inmates escaped from a recreation area through an unlocked gate. They ran down a walkway to intercept another inmate belonging to a rival gang. Two correctional officers were escorting that inmate – who was in full restraints.

    The seven escaped inmates attacked the defenseless other inmate as well as the correctional officers who were attempting to protect him. As a result, both officers suffered injuries and were transported to the hospital for treatment. One required surgery. Authorities also transported the victim inmate to the hospital for treatment.

    Within a minute of the attack, multiple correctional officers converged on the attackers and restrained them.

    Gutierrez attempted to convince the court that while he intended to join the fight, he never got the chance because he was the last one to leave the recreation yard. However, testimony revealed that every inmate participated in the attack. Judge Morales did not believe defense claims and found him guilty as charged.

    Correctional officers at Coastal Bend Detention Center work on behalf of the U.S. Marshals Service (USMS) and are protected as federal officers when in the performance of their official duties. 

    Judge Morales will impose sentencing in January 2025. At that time, Gutierrez faces up to eight years in federal prison. He will remain in custody pending that hearing.

    The other six inmates involved in the attack had previously pleaded guilty. Raul Valdez, 49, San Antonio, received 24 months, while Corpus Christi residents Benito Aguirre, 43, John Steve Espinoza, 31, Joe Isaac Espinoza, 27, and Adalberto Pena, 32, each received 18 months. Emilio Salinas, 34, Edinburg, is set for sentencing Oct. 17.

    They all also remain in custody.

    The FBI conducted the investigation with assistance from the USMS. Assistant U.S. Attorney Joel Dunn prosecuted the case.

  • MIL-OSI Security: U.S. Marshals New Orleans Task Force Concludes Fiscal Year 2024 Operations With Over 500 Arrests, 24 Missing Endangered Children Recovered Across Eastern District Of Louisiana

    New Orleans, LA – The U.S. Marshals Service (USMS) Eastern District of Louisiana New Orleans Task Force conducted multiple violent fugitive and sex offender fugitive operations during fiscal year (FY) 2024 (Oct. 1, 2023—Sept. 30, 2024) along with several USMS Missing Endangered Children operations. The task force also participated in the FBI New Orleans Field Office’s Operation Clean House. The USMS New Orleans Task Force fugitive operations included Boo Dat, New Orleans Saints and Sinners, and Baseline. The fugitives arrested by the task force included 107 persons arrested on murder related offenses, 41 suspects arrested on rape/sex assault related cases, nine individuals for kidnapping, 41 persons for robbery, 100 individuals for assault/battery, 32 for sex offender registration violations, and 20 suspects on felony narcotics offenses. In total 531 fugitives were arrested and over 150 firearms were recovered during FY 2024 as a direct result of USMS New Orleans Task Force investigations across E/LA. The USMS New Orleans Task Force also worked 95 collateral lead requests from USMS offices outside of the Eastern District of Louisiana (E/LA).  

    Missing Child Unit (MCU) operations Fresh Start, Crawfish Boil, and other MCU work done during FY 2024 resulted in the recovery of 24 missing/endangered children, with five persons arrested related to recoveries.

    Crimestoppers of Greater New Orleans (GNO) provided support for several of the arrests made during the year and helped to sponsor Operation Boo Dat with a fugitive photo spread sent out to New Orleans metro area media outlets.

    Highlights of FY 2024 cases worked across E/LA include: 

    • In Tangipahoa Parish two children, 3 and 6, were abducted allegedly abducted by Daniel Callihan. Callihan is believed to have murdered the children’s mother and kidnapped the children from her residence before fleeing the state. USMS along with FBI, state police, and Tangipahoa Parish Sheriff’s Office started a manhunt in attempts to locate/apprehend Callihan. USMS E/LA was able to identify Callihan’s whereabouts in Jackson, Mississippi, and a collateral lead request was sent by the USMS New Orleans Task Force to the USMS Gulf Coast Regional Fugitive Task Force and USMS S/MS Jackson Office. Members of the GCRFTF observed Callihan near an abandoned house on Boozier Drive in Jackson. As members of the GCRFTF approached the house, Callihan ran from the house and was taken into custody. Members of the GCRFTF located a hole on the back side of the house where both missing girls were located, one of whom was deceased.
    • A teen girl was one of several runaway juveniles associating in a suspected human trafficking ring orchestrated by local gangs in the greater New Orleans metro. During the investigation, another teen girl was also identified as a missing/endangered runaway. USMS, along with Homeland Security Investigations, the National Center for Missing and Exploited Children, the Jefferson Parish Sheriff’s Office, the Kenner Police Department and the NOPD Special Victims Division – Child Abuse Unit began working these cases together and identified two additional missing juveniles.   All four girls were believed to be involved in a sex trafficking and prostitution ring. During the course of the investigation, the four girls were recovered, one arrest was made on scene and two men were detained by Immigration and Customs Enforcement pending deportation. By the end of the investigation another arrest was made of a man charged with raping one of the juveniles and the individual responsible for setting up the juveniles’ appointments for sex was deported.
    • A teen girl was recovered after running away from her foster parent in Ouachita Parish.  She was alleged to have been a previous victim of sex trafficking and sexual assault/rape. USMS, along with HIS, located her in New Orleans and recovered her. During an interview with the teen, she disclosed that a high school teacher in New Orleans picked her up from Vicksburg, Mississippi, and transported her to New Orleans approximately one week prior to her recovery. HSI after a several months investigation obtained an E/LA federal arrest warrant for Aaron Johnson for transportation of a minor with intent to engage in prostitution and coercion or enticement of a minor to engage in prostitution. The USMS New Orleans Task Force with HSI located Johnson at a New Orleans East apartment complex and arrested him on the warrant Aug. 15.  At the time of his arrest, Johnson was working as a teacher at a local New Orleans high school.
    • Ernest Cortney Dixon III was arrested May 22 for an alleged rape that occurred in May 2024 in the French Quarter of New Orleans.  Dixon is alleged to have gone into a French Quarter business with a firearm and raped an adult female employee of that business.  At the time of the alleged rape, he was already wanted on an April 2024 NOPD warrant for domestic violence assault with a firearm stemming from an incident where he was alleged to have fired a handgun at an ex-girlfriend.  During Dixon’s arrest at a French Quarter business, the USMS New Orleans Task Force recovered a loaded stolen firearm alleged to have belonged to Dixon.
    • Wayne D. Bennett was arrested Sept. 23 by USMS Northern District of Florida and USMS Florida Caribbean Regional Fugitive Task Force in Altha, Florida.  Investigators with the USMS New Orleans Task Force and Terrebonne Parish Sheriff’s Office tracked Bennett to the Altha area before sending a request to the USMS FCRFTF, who were able to locate and arrest him.  Bennett was wanted by the TPSO for first-degree rape, third-degree rape, five counts of trafficking of children for sexual purposes and three counts of indecent behavior with a juvenile.
    • Marrio Haynes was arrested Feb. 28 on a St. Tammany Parish Sheriff’s Office warrant for second-degree murder.  On Dec. 26, 2023, Haynes allegedly murdered a Lacombe man at a gas station using an AR-15 style rifle.  Later that night officers located his vehicle and arrested his girlfriend in connection with the murder, but Haynes was able to flee on foot avoiding arrest. He went on the run and was featured in multiple Crimestoppers GNO news reports. After a two-month investigation he was arrested by the USMS New Orleans Task Force at a home in Kentwood.  His girlfriend, who was present at the residence, was rearrested for harboring a fugitive during his arrest.
    • Fugitives Davonn Davis and Carlos Taylor were arrested Sept. 26 in Baton Rouge by the USMS Middle District of Louisiana Fugitive Task Force.   Davis was wanted on a NOPD charge of second-degree murder in connection with a shooting outside of The Shamrock Bar in New Orleans.  Taylor escaped from the Orleans Juvenile Justice Center, and then is alleged to have carjacked a woman, almost running her over.  He was featured across the state of Louisiana in news outlets as a dangerous fugitive with a previous violent history.   He and Davis were located together in Baton Rouge where Taylor initially attempted to flee on foot.
    • Leon Ruffin was arrested Feb. 27 on a JPSO warrant for escape. During the escape Ruffin assaulted a JPSO deputy during a medical transport and stole her police vehicle. Ruffin was awaiting trial on a murder related charge.  He was tracked by the USMS New Orleans Task Force to a motel in New Orleans East and arrested. 

    “The U.S. Marshals Service New Orleans Task Force successfully apprehended over 500 fugitives and recovered 24 missing and endangered children in 2024,” said Enix Smith III, U.S. Marshal for the Eastern District of Louisiana. “These significant accomplishments underscore the critical importance of vigilance and collaboration between law enforcement and the community.  Together, we can create a safer environment where justice is upheld, and our neighborhoods can thrive.”

    BACKGROUND:
    From 1982 through 2008, Birmingham was a stop on the road to the Final Four 11 times, 10 for men’s basketball and once for women’s basketball. 
    After a nearly 15-year hiatus, Birmingham hosted the first and second-round games of March Madness in 2023. It was a huge success with every game being sold out and both Auburn and Alabama playing in the tournament. The city also hosted the 2022 World Games. The City of Birmingham recently completed a $125 million renovation of the Birmingham-Jefferson Civic Center.

    Washington, D.C. – As Georgians across the state continue working to recover from Hurricane Helene’s devastating landfall, today U.S. Senator Reverend Raphael Warnock (D-GA) announced a new comprehensive web resource to help Georgians navigate federal and state programs that are providing assistance to people and communities impacted by the storm. The Senator’s new Hurricane Helene Resource Page, located on the Senator’s official website, is updated regularly with new information and designed to help Georgians get the help they need—from securing immediate necessities like food, water, health care, and shelter, to the latest guidance on how to report damages to their homes, businesses, or farms, and spotting frauds and scams.
    “My office and I have been on the ground and in frequent contact with communities in every corner of the state as recovery efforts continue, and this new web resource is one more step in our unending work to deliver all of the federal assistance needed to help Georgians come out stronger on the other side of this crisis,” said Senator Warnock. “Our work is just beginning to help families and communities rebuild, and while I’m pushing to make sure Washington is doing everything it can for our state, we’ll keep updating this web resource with the latest information to help connect Georgians with the assistance and support they need following Hurricane Helene’s devastation.” 
    Senator Warnock has been active in Georgia’s Hurricane Helene response efforts. Earlier this week, Senator Warnock traveled to Augusta to deliver needed supplies and survey the damage caused by Hurricane Helene, participating in a roundtable with community leaders and members at Golden Harvest Food Bank, touring storm damage around Augusta, and handing off cases of bottled water to local volunteers and residents at Tabernacle Baptist Church. 
    Additionally, ahead of Hurricane Helene’s landfall in Georgia, Senator Warnock and his office had been in touch with state and local leaders to offer support, and in the storm’s devastating aftermath have stayed in frequent contact with elected officials, hospital leaders, and other community leaders across the state to address the needs and provide support, including delivering water, power, and other necessary supplies. Since the storm’s landfall, the Senator has worked urgently to use the tools of the federal government to provide swift and robust support to impacted Georgia families and communities, including successfully pushing President Biden to approve an emergency disaster declaration and most recently joining his Georgia congressional delegation colleagues to urge the President to “promptly” make a major disaster declaration that will unlock additional aid and support for Georgians in need; at their request the Administration has approved several Georgia counties for individual and public disaster assistance, and are actively working to approve assistance for all of Georgia’s counties impacted by the storm. Additionally, as a member of the Senate Agriculture committee, Senator Warnock has been a vocal advocate for additional disaster aid to support Georgia’s farmers, and has called for the Senate to take up and pass legislation to provide additional relief as soon as possible.

    Washington, D.C. – Oregon’s U.S. Senators Jeff Merkley and Ron Wyden have joined legislation that would revitalize Congress’s ability to check the Supreme Court’s inaccurate interpretation of federal law and restore rights by statute that the Court has taken away.
    “The Supreme Court is making life-altering decisions threatening Americans’ reproductive freedom, workers’ bargaining power, voting rights, clean air, and so much more—Congress needs a process to quickly and effectively respond to Supreme Court decisions from these rogue MAGA justices,” said Senator Merkley. “The Supreme Court Review Act is a great step to ensure that the highest court in our land serves ‘We the People’ not just the powerful.”
    “With the help of Senate Republicans, Donald Trump spent his time in office packing our nation’s highest courts with right-wing extremists willing to do the bidding of special interests and legislate from the bench,” said Senator Wyden, who recently introduced sweeping reforms to restore public trust in the Supreme Court. “America was founded on checks and balances, and it’s time to restore that balance by putting a much-needed check on a power-hungry Supreme Court.”
    The Supreme Court Review Act would help ensure that the constitutionally-delegated power to make policy remains with Congress, not the Court, by creating streamlined procedures through which Congress can exercise its existing power to amend statutes or create federal statutory rights.? Congress has already created a process for expeditiously responding to agency rules under the Congressional Review Act, and the Supreme Court Review Act would do the same for Supreme Court decisions. The legislation would:
    Codify a process for passing new laws in response to Supreme Court decisions that interpret federal statutes or roll back constitutional rights;
    Expedite procedures for the Senate to pass these laws by a simple majority;
    Limit this process to recent Court rulings and exclude non-germane changes to federal law to prevent abuse; and
    Ensure that members of the minority party in the Senate have an opportunity to propose alternative updates to the law.
    This legislation was led by U.S. Senators Sheldon Whitehouse (D-RI) and Catherine Cortez Masto (D-NV). Alongside Merkley and Wyden, the bill was cosponsored by Richard Blumenthal (D-CT), Alex Padilla (D-CA), Elizabeth Warren (D-MA), Mazie Hirono (D-HI), Peter Welch (D-VT), and Cory Booker (D-NJ).

    What you need to know: Four million Californians without a high school diploma will be able to access federal financial aid to attend college classes thanks to the Ability to Benefit program – increasing opportunity and access to higher education, training, and jobs.

    SACRAMENTO Governor Newsom announced today that California Community Colleges were successfully approved by the U.S. Department of Education to enable students without a high school diploma – or the equivalent – to access Title IV financial aid. California Community College’s successful application to participate in the Ability to Benefit (ATB) program means that the four million Californians without a high school diploma will now qualify to access federal financial aid to attend college classes – increasing opportunity and access to higher education, training, and jobs across the state.

    Students participating in the ATB process will also have support for their education goals, and access to counseling and academic support, including math and writing workshops, tutoring services, accessibility services, and more.

    It’s a duty and a privilege for our state to help students and workers access higher education and pursue fulfilling careers — even without a highschool diploma. In California, we’re working to ensure that everyone has the opportunity to succeed and reach their full potential.

    Why this matters

    In California, 19 percent of adults over 25 do not have a high school degree, as compared to 14 percent for the rest of the country. Education is statistically tied to earning potential, and today’s announcement will help ensure that more Californians are able to access higher-paying jobs by taking community college classes without massive debt. Previously, students without a high school diploma seeking to qualify for an ATB exception had to complete six credits of college classes or pass a qualifying exam to access federal financial aid. The new state process allows these students to meet a streamlined set of criteria instead, simplifying the process to get more aid to more students.

    Bigger picture

     In August 2023, Governor Gavin Newsom signed the Freedom to Succeed executive order to improve access to high-paying and fulfilling careers for students and workers. The Governor’s executive order launched the development of a new Master Plan for Career Education that will help prepare students for the workforce of tomorrow, including high-paying and fulfilling career paths that don’t require college degrees. Additionally, the executive order directed the state to take further steps to reduce barriers to state employment — including eliminating requirements for college degrees unnecessary to job duties.

    Leaders from California’s education and workforce systems and the California Department of Rehabilitation met last week to discuss the Master Plan framework and are on track to deliver the Master Plan by the end of the year.

    What you need to know: UC Berkeley economists’ study shows that raising the minimum wage increased incomes for workers, with no job cuts and food prices remaining largely stable.

    SACRAMENTO – A new study published by UC Berkeley’s Institute for Research and Labor Employment confirmed that California’s $20 minimum wage for fast-food workers has led to significant benefits for workers, without the devastating consequences that critics predicted. The study found that while wages have risen substantially, there has been no reduction in employment in the fast-food sector. Below are some key takeaways from the research:

    • Wages increased by 18% – For 90 percent of non-managerial workers, wages increased by 18 percent, representing a meaningful bump for workers who have historically been underpaid despite many being the primary breadwinners in their families.
    • No job cuts – The wage increase did not lead to job cuts, despite what critics had said would be a doomsday for the industry.
    • Profit margins were already high – The industry had been benefiting from “​​monopsonistic (higher than competitive) profit margins” which have “absorbed a substantial share of the cost increase.”
    • 15 cents – The cost of menu options rose by only 3.7 percent, which is roughly just 15 cents for a typical $4 hamburger.

    Berkeley, CA –  A new study from the Center on Wage and Employment Dynamics at UC Berkeley offers a careful analysis of the effects of California’s recent minimum wage increase for fast food workers. The policy, which took effect in April 2024 and raised the minimum wage to $20 per hour, marks a significant shift in wage regulation. The study, released as California’s Fast Food Council considers further wage increases in 2025, presents compelling evidence that the $20 hourly wage has significantly raised worker earnings without job losses or concerning price hikes.

    Sectoral Wage-Setting in California leverages novel data on wages and prices at individual restaurants, including over 11,000 reported salaries on Glassdoor. The menu price data come from over 1,500 California restaurants and a similar number in states without recent wage increases. This approach enables the authors to isolate the causal effects of the wage policy from broader market trends.

    Key Findings:

    • 18% Pay Increase: The new wage policy raised average hourly pay by 18 percent, lifting the earnings of workers in large fast food chains, 90 percent of whom previously earned below $20 per hour.
    • Stable Employment: Contrary to fears expressed by restaurant groups, the wage increase did not lead to job cuts. Employment levels remained steady across the fast food industry.
    • Modest Price Increases: Prices of popular menu items rose by 3.7 percent, translating to an increase of just 15 cents for a typical $4 hamburger.

    Consistent with recent minimum wage research, the findings challenge the outdated assumption that significant wage increases lead to job loss. “We find that a carefully implemented sectoral wage floor can raise worker pay without reducing the number of jobs or substantial consumer cost burdens,” says report co-author and Berkeley economics professor Michael Reich. 

    California’s sectoral wage policy experiment is both large-scale and groundbreaking. If deemed successful, it could pave the way for similar policies in other states and industries. Indeed, California is already preparing to roll out a second sectoral wage policy for health care workers. This study, the first to marshal systematic data and rigorous analysis, provides policymakers with a timely, evidence-based assessment of the policy’s effects on wages, employment, and prices.

    OAKLAND – Today, California First Partner Jennifer Siebel Newsom, in partnership with the Latino Community Foundation and Prospera recognized Latina Equal Pay Day – underscoring the persistent wage gap faced by Latina workers across the United States. On average, Latinas in the United States are paid about 51 cents for every dollar paid to a non-Hispanic white man, contributing to significant financial disparities over a lifetime. During today’s event, the First Partner spoke with local Latina entrepreneurs about the wage gap as well as their work to build wealth and opportunity for their families and communities.

    The wage gap affects not only income but also long-term wealth accumulation. Nearly half of Latina mothers are the primary breadwinner in their households, yet nearly 30% of Latina-led households live below the poverty line. Additionally, if the wage and wealth gaps are not closed, Latina’s entering the workforce today could lose up to $1.3 million over the course of a 40-year career.

    “Together, we are building a California where Latina women not only survive, but thrive as entrepreneurs and leaders,” said Claudia Arroyo, Executive Director at Prospera. “Through Prospera’s programs, we break the isolation they face as immigrants and provide them with access to the tools, networks and capital needed to close the wage and invisibility gap, allowing them to generate real economic impact in their communities.”

    Contributors to the gender wage gap include: women’s overrepresentation in lower-paying industries, workplace discrimination, women shouldering the majority of unpaid care responsibilities, a lack of pay transparency, and bias in promotion and leadership opportunities.

    In spite of these challenges, Latinas are a growing force in entrepreneurship, which is key to building wealth. Latina entrepreneurs currently comprise nearly half of all Latino businesses, and Latina-owned businesses have grown by 87% since 2007.

    First Partner Siebel Newsom has made closing the wage and wealth gaps a top priority through her California for ALL Women initiative.     Work to improve electricity network resilience and increase drinking water services is to be carried out for the fast-growing eastern suburbs.
    Porirua City Council, Wellington Electricity, Wellington Water and Kāinga Ora are teaming up to carry out critical infrastructure service upgrades along link roads, at the same time. These upgrades will increase resilience and supply for local residents and will benefit Porirua as a whole, but will cause traffic disruption during the work.
    The Waitangirua and Te Ara Kāpehu (Whitby) Link Roads Project breaks ground in early November, and will take about seven months to complete.
    Stage 1 – full closure
    Porirua City Council General Manager Infrastructure Mike Mendonça said the first stage of the construction work is due to start in early November and requires the full closure of Waitangirua Link Road (from Warspite Avenue to the T-junction with Te Ara Kāpehu/the Whitby Link Road). This stage is expected to take up to five months to complete.
    “During the closure, drinking water pipes will be laid, along with cabling for electricity network upgrades. Teaming up to do this infrastructure work means we only need to close the road once, rather than twice, which would have been more inconvenient to road users,” he said.
    “For the work to be completed as quickly and efficiently as possible, the decision has been made to fully close the road, so work crews have unimpeded access to the site.
    “If we were to keep the road partially open the work would take considerably longer and cost considerably more. Once the cabling and pipework is completed, the road will be fully resurfaced.”
    Stage 2 – partial lane closure
    The second stage of work will take place along Te Ara Kāpehu Link Road (between Silverbrooke and the roundabout before the Transmission Gully on-ramp) also to lay water pipes and power cabling.
    This work is scheduled to happen once the first stage is complete, and the Waitangirua Link Road is back open. The intention is that one lane will remain open with traffic management measures expected to be in place for about two months.
    Porirua Mayor Anita Baker acknowledges the work will be disruptive for regular users of the link roads, and individuals and businesses living and operating in the area.
    “We know eastern Porirua is growing quickly, so this work is important to increase resilience and future capacity of the electricity network for this part of the city and to enable improved drinking water supply for eastern Porirua and Whitby,” Mayor Baker said.
    “To keep disruption to a minimum, we are working together using a ‘dig once’ approach to get water and electricity upgrades done at the same time. Although this may seem like basic commonsense it’s not always achievable with different entities having competing priorities and timeframes,” she said.
    While the road is closed, Council will also take the opportunity to remove wilding pine trees, clear vegetation and install signage for the increased speed limit on the Waitangirua Link Road, which is being raised to 60km/h as part of the Speed Management Plan for Porirua City.
    “We encourage motorists to plan their journeys using alternative routes and allow extra time, and we’re grateful for everyone’s patience while this important work is done,” Mayor Baker said.
    What the work involves
    Improved electricity network resilience and future capacity
    Council will work with Wellington Electricity to lay new power cables. This work will increase the resilience of eastern Porirua’s electricity network, helping to ensure safe and reliable power for decades to come.
    New cables will also allow future capacity increases, anticipating housing growth as this area continues to expand.
    Improved water supply
    An additional 2.4 km of drinking water pipes will connect to the new, larger reservoir to be built at the end of Stemhead Lane.
    This will cater for future demand on Porirua’s drinking water network and improve network resilience by adding a second connection to upper Whitby and providing capacity in case of an emergency. These upgrades also reduce and ultimately remove current reliance on pump stations.
    The new reservoir is planned for construction in the first half of 2025 and will be delivered by Te Rā Nui. It will increase the amount of water available from 4.5 million litres to 13.5 million litres.
