    Artists from Guangdong Province, southern China, showcased the charm of China’s Lingnan culture to New Zealanders at the National Museum of New Zealand in Wellington on Wednesday evening.

    This cultural promotion event was jointly held by the China International Cultural Association, the Chinese Embassy in New Zealand, the Guangdong Provincial Department of Culture and Tourism, the China Cultural Center in Wellington, and co-organized by the Federation of the Chinese Association of New Zealand. It aims to promote exchanges and mutual learning of civilizations between China and New Zealand.

    At the beginning of the event, five inheritors of intangible cultural heritage from Guangdong presented a unique performance, including the Lingnan school of Guqin art, Chaozhou Kung Fu tea art, Canton Porcelain, and art of Dongguan agarwood incense.

    The performances also featured Chinese folk musical instrument performance, Chinese folk song and dance, attracting more than 200 people. At the final of the show, the audience cheered and applauded in ovation for the artists’ performance.

    A Wellington citizen who named herself only as Barbara told Xinhua that this has been the largest Chinese cultural event ever held in Wellington since COVID-19, and the whole show was “amazing” and “impressive”. The programs about Chinese tea especially broadened her horizon as a tea lover.

    “China is the hometown of tea and the birthplace of the tea culture in the world,” she said, “I truly immersed in the profoundness of Chinese tea culture in this event.”

    Zhang Yimin, deputy director of the Guangdong Provincial Department of Culture and Tourism, said it is exciting to be here to engage in friendly exchanges by enjoying tea and artistic performances.

    He hoped this event will help New Zealanders gain a deeper understanding of Guangdong’s culture and tourism, further promote cultural and tourism exchanges and cooperation between Guangdong and New Zealand, and inject vitality into the long-term friendly exchanges and mutual learning of civilizations between China and New Zealand.

    Guangdong Province is the heart of Lingnan culture, the starting point of the Maritime Silk Road, and a pioneer in China’s reform and opening-up. The province is working together with Hong Kong and Macao to build the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) into a world-class tourism destination, Zhang added.

  • MIL-OSI Australia: Federation opens Warulung ‘Place of Being’ to connect to Gunaikurnai country

    A new outdoor space at Federation University Australia’s Gippsland Campus will provide a safe and welcoming environment for Aboriginal and Torres Strait Islander staff, students, and community members to connect to country and celebrate culture.

    ‘Warulung’, meaning ‘Our place’ in the Gunaikurnai language, was officially launched this week as part of the Place of Being project by the Aboriginal Education Centre at Federation and the University’s Property and Infrastructure team, in partnership with an advisory committee made up of Traditional Owners and community leaders.

    It will support spiritual and cultural practices, dances, smoking ceremonies, and events throughout the year, enabling students, staff, and the wider community to learn, reflect and celebrate Aboriginal and Torres Strait Islander peoples’ connection to country. 

    The site features a semi-circle of five steel shields, signifying the five clans of the Gunaikurnai: Brataualung, Brayakaulung, Brabralung, Tatungalung and Krauatungalung.

    Warulung’s spherical fire pit was designed by Gunaikurnai artist Ronald Ewards-Pepper and complements the site’s original stone fire pit designed by Gunaikurnai elder, Uncle Wayne Thorpe.

    The shields and garden were installed by the Gunaikurnai Land and Waters Aboriginal Corporation, with design input from Gunaikurnai and Indigenous artists.

    ‘Places of Being’ have also been established at Federation campuses in the Wimmera and Ballarat, with another to be launched in 2025 in Berwick.

  • MIL-OSI New Zealand: Arts – Inaugural NZSA Shaw Writer’s Award goes to Steph Matuku!

    The New Zealand Society of Authors Te Puni Kaituhi O Aotearoa (PEN NZ Inc) congratulates Steph Matuku on winning the inaugural NZSA Shaw Writer’s Award 2024.

    Steph Matuku, who has written several books for young people, will use the award to help complete the writing of The Blue Dawn, a novel set in early 19th century New Zealand, when the whaling industry was at its peak. Māori mythology and tradition collide with capitalism and brutal progress, as a grieving fugitive hunts the giant octopus that will lead her to her ancestors’ homeland.

    The judging panel of Dr Paula Morris and Catherine Roberston said, “This is Steph Matuku’s first adult novel, and we thought the concept shows great promise. Steph is a hard-working writer and will make good use of this grant.”

    Tina Shaw said, “I’ve just read and enjoyed Steph’s YA novel Migration, and was really impressed. She is obviously a very talented and dedicated writer. I’m pleased to see that Steph is now moving towards an adult readership with a novel that sounds exciting and imaginative and draws on a strong mythical element from te ao Māori.”

    Of this year’s applicants, the judges said, “The number of applications shows how much need there is for an award like this. Authors often struggle at the mid-career point, and if they cannot find the right acknowledgment and support, may decide to give up. In creating the shortlist, we favoured applicants who were obviously committed to their writing career and really needed that boost to get over the midway hump. Our thanks to Tina for providing this opportunity for New Zealand writers, and congratulations to the first recipient.”

    The $5,000 award was established by award-winning novelist Tina Shaw to encourage the development of new novels by mid-career fiction writers.

    Tina Shaw is a novelist, short story writer and editor who has received many awards for her work, including the CNZ Berlin Writers Residency, the University of Waikato Writer-In-Residence and the Buddle Findlay Sargeson Fellowship. She won the 2018 Storylines Tessa Duder Award with Ursa which was published in 2019 by Walker Books Australia and received a Storylines Notable Book Award. As editor, her 7th edition of the Bateman NZ Writer’s Handbook was published in 2023. Her novel manuscript A House Built on Sand won the 2023 Michael Gifkins Prize and was published in 2024 by Text Publishing.

    Shaw works as a book reviewer, mentor, manuscript assessor, publisher, and is editor of the NZSA quarterly publication NZ Author.

  • MIL-Evening Report: Before Trump, there was a long history of race-baiting, fear-mongering and building walls on the US-Mexico border

    Last month, Republican presidential candidate Donald Trump delivered a one-hour address on the danger of illegal immigration to the United States. His stage was the US-Mexico border in Arizona and the set piece of his performance was the border wall.

    The message was simple: with their border policy, Democrats have “unleashed a deadly plague of migrant crime”. Trump has ratcheted up the tensions on immigration further since then, repeating wild conspiracy theories about Haitian immigrants eating pets and, more recently, claiming migrants are “attacking villages and cities all throughout the Midwest”.

    What the US needs, Trump has repeatedly stressed, is a closed border, a walled border.

    A long history of wall-building advocacy

    The US-Mexico border wall, which is currently around 700 miles in length in various stretches, has loomed large in American politics in recent decades, especially since the 2016 US presidential campaign. Yet, current stories about the wall mostly overlook its history.

    Most importantly, the media ignore the long-standing appeal of the wall as a tool of spatial and cultural division in the making of the US-Mexico border.

    In my forthcoming book, I trace the origin of the border wall to the early 1900s, when the US Immigration Service and other federal agencies called for the construction of barriers at the border.

    Congress answered their appeal by adopting an act in 1935 that authorised the secretary of state to construct and maintain fences between the US and Mexico. For decades following its adoption, US officials stood before Congress almost yearly, asking for funding for the construction of border fences.

    This trend culminated in the 1940s with two parallel projects: the Western Land Boundary Fence Project (576 miles or 926 kilometres of fencing from El Paso, Texas, to the west) and the Rio Grande Border Fence Project (415 miles or 668 kilometres of fencing along the Mexico-Texas border).

    Neither one of these projects was ever fully realised. But if they had been built, they would have surpassed the length of the current border wall.

    Immigration, disease and crime

    What is telling when looking at the history is how similar the arguments supporting such fences in the early 1900s were to those deployed today. Immigration, disease and crime have been recurring justifications for the wall, both then and now.

    Indeed, there is an uncanny likeness to Trump’s rhetoric surrounding the US-Mexico border — including during his August speech in Arizona — and the narratives justifying a border wall in the mid-20th century.

    High on the list of justifications was the need to deter “juvenile delinquents”, “thieves”, “beggars”, undocumented workers, narcotic smugglers, “wetbacks” (a derogatory term for Mexicans), and Mexican nationals seeking medical care in the US at public expense.

    These arguments appeared regularly in government reports and during congressional hearings from the 1930s to the late 1950s.

    A 1934 report by the Immigration Services on the feasibility of a short border fence between El Paso and Ciudad Juárez, for example, said it would stifle illegal immigration that took employment opportunities from American workers, while lowering wages in the borderland area.

    Reminiscent of recent analogies between the borderland and a “war zone”, the report noted that sending agents to patrol the border without proper equipment was pointless. It was akin to:

    put[ting] a body of troops in the field in an enemy’s theatre of operation without artillery, observation planes, trucks, ammunition and other weapons.

    The fence was “the correct solution to the problem.”

    At times, the fear of the undocumented merged with the fear of contagion. A foot and mouth disease outbreak in Mexico in 1946, for example, provided additional rhetorical support for the wall. As Texas Senator Tom Connally said when the Committee on Foreign Relations considered the issue:

    It has been a dream of the Department of State for many years to have this fence, not because of the hoof and mouth disease, but for immigration and customs and smuggling and all of that sort of thing.

    Persistent racial faultlines

    The 1935 act has long been forgotten. In fact, by the end of the 1950s, only a few hundred miles of fencing had actually been built.

    These earlier walling plans failed for a range of reasons, including opposition by Texan landowners and industries relying on illegal Mexican labour. Perhaps most importantly, there were serious reservations back then about the efficiency of fences in curbing immigration.

    Yet, these doubts have not weighed in to the same extent in contemporary debates about the border wall. This underscores the performative role of the wall in today’s politics.

    In fact, close to 700 hundred miles (1,126 kilometres) of fencing has been built under the Secure Fence Act of 2006. This includes large portions of the wall built under the presidency of Barack Obama and, to a lesser extent, Trump’s.

    What has filtered through, however, is the racialised narrative that paints Mexicans nationals in a disparaging way.

    This rhetoric relied on generalisations and stereotypes on themes such as criminality, licentiousness and disease. It transformed Mexico into a threat to be curtailed and became a frame of reference that has permeated politics for decades – and is now a defining issue in the upcoming presidential election.

  • MIL-OSI Australia: Stockland and Supalai’s acquisition of Lendlease MPC projects not opposed, subject to divestiture

    The ACCC will not oppose Stockland and Supalai’s proposed acquisition of 12 Lendlease (ASX: LLC) residential masterplanned community projects after accepting a court-enforceable undertaking.

    The undertaking requires Stockland to divest the Forest Reach masterplanned community project in the Illawarra region of New South Wales.

    Lendlease, Stockland, and Supalai are developers of masterplanned community (MPC) projects. Lendlease has 16 masterplanned community projects in NSW, Queensland, Victoria, and Western Australia, 12 of which Stockland and Supalai are proposing to acquire.

    “Without the divestment, the proposed acquisition would bring together the two largest masterplanned community projects in the already concentrated Illawarra market,” ACCC Commissioner Dr Philip Williams said.

    “This could have resulted in increased prices, delayed supply, or reduced quality of housing lots in the Illawarra region, to the detriment of prospective homeowners.”

    The ACCC’s investigation found that there were few alternative masterplanned community projects to constrain Stockland in the Illawarra and that prospective entrants faced challenges, including delays in the availability of essential infrastructure such as sewer and water services.

    To address the ACCC’s concerns, Stockland offered an undertaking to the ACCC to divest its Forest Reach masterplanned community project near Dapto in the Illawarra.

    “The ACCC considers that the divestiture undertaking given by Stockland addresses the competition issues that would arise from Stockland owning both Forest Reach and having an interest in Lendlease’s nearby Calderwood Valley project as a result of the proposed acquisition,” Dr Williams said.

    The ACCC is also satisfied that the proposed acquisition is unlikely to cause serious competition concerns in other areas.

    Accordingly, with the undertaking, the ACCC considers the proposed acquisition is not likely to have the effect of substantially lessening competition in any market. This includes markets for the supply of residential masterplanned community housing in North West Perth, Ipswich, and Moreton Bay, where the ACCC considers there are sufficient alternative developments available to constrain Stockland and/or the joint venture.

    Masterplanned community projects are residential property developments on greenfield land which are typically delivered in phases over multiple years.     Background

    Stockland Supalai Residential Communities Partnership Pty Ltd (SSRCP) (a wholly-owned subsidiary of a special purpose acquisition vehicle owned by Stockland Communities Partnership HoldCo Pty Ltd (Stockland) and Supalai Australia Holdings Pty Limited (Supalai)) proposes to acquire 12 masterplanned communities from Lendlease Group (Lendlease).

    The masterplanned communities are located in greenfield growth areas across Greater Sydney, South East Queensland, Greater Melbourne and Greater Perth.

    The ACCC Statement of Issues, published on 4 July 2024, raised preliminary concerns with the proposed acquisition in relation to the supply of residential masterplanned community housing in four regions – the Illawarra, North West Perth, Ipswich and Moreton Bay.

    In the Illawarra region, SSRCP proposes to acquire Lendlease’s Calderwood Valley project.

    Stockland is a wholly-owned subsidiary of Stockland Corporation Limited (Stockland Group) (ASX: SGP), an ASX-listed diversified Australian property group that owns, funds, develops and manages portfolios of investment properties.     People defending the right to abortion have revealed what it’s like to provide life-saving healthcare in the face of violence, repression and stigma, as part of Amnesty International’s second season of On the Side of Humanity podcast.

    The three-part series – slated for release on International Safe Abortion Day on 28 September and available via all good podcast apps – features stories from healthcare workers and activists who are defending the right of women, girls and anyone who can get pregnant to take control over their own bodies and to get the best available healthcare when they most need it. Each episode is approximately 30 minutes.

    “Everyone has the right to safe abortion. However, with anti-abortion narratives and legislation gaining ground around the world, people who need abortions, or who make them happen, face increasing, life-changing risks,” said Fernanda Doz Costa, Director of the Gender, Racial Justice, Migrants and Refugees Programme at Amnesty International.

    “People defending the right to abortion, including those providing essential health services such as nurses, midwives, doctors, as well as activists distributing abortion-inducing pills, are being stigmatized, intimidated, attacked and subjected to unjust prosecutions, making their work increasingly difficult and dangerous to carry out. It’s time to shine a light on their stories through Amnesty’s new podcast and show them the support they deserve.”

    Those featured in Amnesty’s new podcast are no different – having faced a tirade of abuse, simply for supporting those in need of an abortion. Some have even been imprisoned, such as Venezuelan teacher and human rights defender Vannesa Rosales, whohelped her 13-year-old student who had been raped to get access to a safe abortion.

    “They raided my house and confiscated a grooming kit for my pets with scissors in it,” said Vannesa. “It was used as evidence that I was operating a clandestine abortion clinic. Immediately after, they arrested both of us, the girl’s mother and myself. She was facing up to five years in prison and I up to 15 years.”

    Alongside Vannesa’s story, the podcast features abortion rights defenders including Verónica Cruz Sánchez, founder of Las Libres – a feminist Mexican organisation that coordinates a network of daring activists sending free abortion pills to women in the USA; midwife Sylvia Hamata from Namibia advocating for safe abortion access and battling against abortion stigma in her country; eminent Maltese gynaecologist and Professor of Medicine Isabel Stabile; gender rights activist and Amnesty’s campaign partner Stephanie Willman Bordat; world-renowned gynaecologist and former president of FIGO (The International Federation of Gynaecology and Obstetrics) Professor Sabaratnam Arulkumaran; as well as Amnesty International’s Secretary General Agnès Callamard.

    Criminalization of abortion is the biggest contributing factor to the estimated 35 million unsafe abortions happening every year. It means healthcare staff are constantly caught in the conflict between the ethical and professional duty to provide the best available care and being criminally liable if they do not follow harmful laws.

    “Research over several decades has shown that being able to control one’s reproduction and to exercise reproductive autonomy affects all spheres of life. It is central to the achievement of gender equality and social, racial, gender and economic justice. As part of our global campaign on the right to abortion, Amnesty International calls on states around the world to fulfil their obligations to protect the right to safe and legal abortion for all, and to respect and protect the right of all those who defend the right to abortion,” said Fernanda Doz Costa.

    This is a moment of maximum danger.

    We are on the brink. The precipice. At a few minutes to midnight.

    We talk of the risk of full-scale regional war but the truth is we are already witnessing conflict on multiple fronts.

    In Gaza. In the West Bank. In Lebanon. And the Red Sea.

    The strikes in recent days have taken 550 lives in Lebanon. 

    The death of civilians, women and children. 

    The UN workers killed. 

    The Hizballah rockets that have killed Israelis are just the latest in the cycle of pain, anguish and loss.

    President, 

    As we face the abyss, this Council has a duty to speak with one voice.

     And we must say that the rockets must stop now. The air strikes must stop now. Talks must start now. With an immediate ceasefire on both sides now.

    It is time to pull back from the brink.

    President,

    A full-blown war is not in the interests of the Israeli or the Lebanese people.

     And that is why within hours of last week’s strikes I called for an immediate ceasefire between Lebanese Hizballah and Israel. 

    Since then, we’ve worked closely with the US and France to formalise a wider demand for the ceasefire and a political plan to implement it.

    And at the UN in New York, the Prime Minister and I have been urging our G7 and other partners to do the same.

    Our priority must be a political solution in line with Resolution 1701. It is our duty to do all we can to exert maximum diplomatic pressure so Israeli and Lebanese civilians can return to their homes. So lives can be saved. So security can return to Northern Israel and Southern Lebanon. So that daily life can begin to return.

    Now let me be clear.

    The United Kingdom condemns Hizballah’s attacks on Israel over the last 11 months, which have driven more than 60,000 people from their homes.

    There was no justification for these attacks.

    They have brought misery to ordinary people in Lebanon and Israel.

    And they have done nothing to end the conflict in Gaza or secure Palestinian statehood.

    And Iran, nothing justifies supplying weapons to terror groups in defiance of this Council. 

    We call on Tehran to use its influence and urge Hizballah to agree a ceasefire.

    President,

    For the people of Israel and for the people of Lebanon, a brilliant, multicultural and tolerant nation taken captive by an armed militia that puts itself before the Lebanese people, we must come together to bring this conflict to an end.

    In 2006, this Council acted in the interests of peace and security. All parties need to embody that same spirit today.

    By coming together, act now to bring this conflict to an end.

    To stop the cycle of destruction. 

    To stop the loss of yet more innocent lives. 

    And to stop this conflict from exploding into full-blown war and open a path to peace. 

    That is what we need.

    Casey bill to provide long-term stability for Pennsylvania homeowners

    Washington, D.C. – Today, U.S. Senator Bob Casey (D-PA) introduced legislation to cap the cost of flood insurance, making homeownership more affordable for working families. Across Pennsylvania, as floods become more frequent and intense, homeowners are struggling to keep up with significant increases in flood insurance costs, which can be as high as thousands of dollars per year. The Fair Flood Protection Act would lower the cost of flood insurance by creating a sliding scale premium cap to ensure that families pay fair amounts based on their income.

    “Throughout the Commonwealth, including in my home county of Lackawanna, families’ budgets are being increasingly squeezed by the rising costs of flood insurance. This bill will cut fees and cap flood insurance costs to help ensure that Pennsylvanians can afford to keep their homes safe for generations to come,” said Senator Casey. “Hardworking homeowners should be able to protect their homes without worrying about how to pay the bills.”

    With many Pennsylvanians struggling to get by and raise their families, flooding poses a looming financial threat. Most home insurance does not include flood insurance, making the National Flood Insurance Program (NFIP) a key safety net to protect against the devastating impacts of flooding. After hearing concerns about rising costs of flood insurance, coupled with reports of increased heavy rain and flood risk, Casey introduced the Fair Flood Protection Act to help working families protect their homes without breaking the bank. This bill would help make and keep flood insurance affordable and strengthen the NFIP. This legislation would help expand flood insurance coverage by reauthorizing NFIP for ten years, increasing the Federal Emergency Management Agency (FEMA)’s authorization to provide funding for flood protection and mitigation projects, and creating a cap for NFIP premiums based on a sliding scale determined by income. Currently FEMA has instituted a premium model that sets rates based on an individual’s flood risk, which can lead to prohibitively high costs of flood insurance. Adjusting premium rates to account for income, rather than risk alone, would help to ensure that working class homeowners are not priced out of flood protection.

    Senator Casey has long worked to help Pennsylvania communities mitigate and recover from the devastating impacts caused by floods. Most recently, he successfully pushed President Biden to provide federal disaster relief support to Pennsylvania communities affected by the devastating flooding last month. Additionally, Casey has championed infrastructure investments to improve flood control infrastructure, including through community project funding and FEMA grant programs. Additionally, Casey voted to pass the Infrastructure Investment and Jobs Act, which poured billions of additional federal funding into programs like the Flood Mitigation Assistance grant program and the Building Resilient Infrastructure and Communities grant program.

    WASHINGTON, D.C. — Today, U.S. Senator Alex Padilla (D-Calif.) and Representatives Doug LaMalfa (R-Calif.-01) and Vince Fong (R-Calif.-20) urged President Biden to grant Governor Gavin Newsom’s request for a major disaster declaration in response to the severe impacts of the Park and Borel Fires on Butte, Tehama, and Kern counties.

The Freedom from Intimidation in Elections Act would help ensure that every voter and election worker has the right to cast their ballot and conduct their official duties free from fear and intimidation.
    The bill would update existing anti-intimidation provisions of the Voting Rights Act of 1965 to limit the presence of visible firearms at locations where voters cast their ballot or election workers perform their official duties, empowering poll workers and election officials to continue safely administering elections. U.S. Senators Chris Murphy (D-Conn.), Richard Blumenthal (D-Conn.), Laphonza Butler (D-Calif.), Mazie Hirono (D-Hawaii), Tim Kaine (D-Va.), Chris Van Hollen (D-Md.), and Sheldon Whitehouse (D-R.I.) are cosponsoring the bill in the Senate, and Representative Raul Ruiz (D-Calif.-25) is cosponsoring the bill in the House of Representatives.
    The right to vote is a central pillar of American democracy, but rising political violence against voters and poll workers threatens election security. False allegations of widespread voter fraud have further increased tensions at election centers. 38 percent of election workers have reported experiencing threats, harassment, or abuse as of May 2024.
    “In no corner of America should the fear of violence prevent voters from casting their ballot or keep elections workers from showing up to work,” said Senator Padilla. “Unfortunately, we have a long, dark history of voter suppression and intimidation in America, reignited by partisan rhetoric and false narratives about election fraud. That’s why our bicameral bill would keep visible firearms out of election centers to ensure election workers can do their jobs and all Americans feel safe exercising their right to vote.”

    Specifically, the Freedom from Intimidation in Elections Act would:
    Amend Section 11(b) of the Voting Rights Act to establish a rebuttable presumption that a person carrying a visible firearm while engaging in election-related activities is engaging in voter intimidation.
    Provide civil remedies for individuals who experience this type of intimidation, including an emergency injunction that would allow the voter or election official to carry out their duties in peace.
    Recognize an exception for law enforcement officers acting within their official duties. 
    Yesterday, California Governor Gavin Newsom signed a bill into law to create these critical protections in California.

    WASHINGTON, D.C. –– In case you missed it, earlier this week, U.S. Senate Commerce Committee Ranking Member Ted Cruz (R-Texas) and Sen. Mark Kelly’s (D-Ariz.) semiconductor plant permitting reform bill cleared the House after unanimously passing the Senate last December. The bill, S.2228 as replaced by the Kelly-Cruz full substitute amendment, is now headed to the President’s desk to be signed into law. The legislation would expedite the process to construct semiconductor manufacturing plants by removing burdensome environmental reviews and permits for microchip projects.
    The Kelly-Cruz chips permitting reform bill received widespread bipartisan support, including from Secretary of Commerce Gina Raimondo. The legislation is a critical step in decreasing dependency on China and creating more jobs and incentives for investment in Texas.

    “Congress passed a bill this week that will streamline federal reviews for some microchip manufacturing projects in America.
    “The Building Chips in America Act passed in the House on Monday and is now on its way to President Joe Biden’s desk.
    “The bill streamlines the environmental review process for semiconductor manufacturing facilities that were incentivized by the CHIPS and Science Act.
    “Several projects are in the works but supporters of the bill have said that they have been delayed because of government red tape.
    “The bipartisan bill was authored in the Senate by Sen. Ted Cruz (R-TX) and Sen. Mark Kelly (D-AZ).
    “Cruz said that the passage of the bill will benefit communities across the country where the projects are happening like his home state of Texas.

    The Texas: U.S. House Passes ‘Kelly-Cruz Amendment’ to CHIPS Act, Sent to Biden’s Desk
    “The U.S. House of Representatives approved a bill on Monday aimed at streamlining permitting laws to facilitate the domestic construction of semiconductor factories.
    “The bipartisan legislation passed by a vote of 257 to 125, with 49 members not voting, and now moves to the president’s desk for approval.
    “The bill passed the Senate last year, and was passed in the House of Representatives this week as the “Kelly-Cruz substitute amendment.”
    “Sens. Ted Cruz (R-TX) and Mark Kelly (D-AZ) submitted the amended text of their Senate bill in December 2023.
    “When a bill passes as a “substitute amendment” in Congress, the original text is entirely replaced with new content. This new version of the bill, offered as an amendment, becomes the text that is voted on and passed.
    “It aims to accelerate the construction of U.S. semiconductor facilities, as the Creating Helpful Incentives to Produce Semiconductors (CHIPS) and Science Act of 2022 has made over $50 billion available to promote domestic production and innovation.

  • MIL-OSI USA: Brown Announces New Legislation to Block American Taxpayer Money from Going to Biofuels Made with Foreign Feedstocks

    WASHINGTON, D.C. – Today, U.S. Senator Sherrod Brown (D-OH) announced the introduction of his new bipartisan legislation to block taxpayer money from being used to subsidize biofuels produced using imported foreign feedstocks such as Chinese used cooking oil and Brazilian ethanol. The bill would also extend the 45Z Clean Fuel Production Credit. Brown announced the bill on a news conference call, where he was joined by Tadd Nicholson, Executive Director of the Ohio Corn and Wheat Growers Association.
    The 45Z Clean Fuel Production Credit, which was passed as part of the Inflation Reduction Act, was intended to make America more energy independent and spur the production of biofuels made with American-produced feedstocks – building new markets for American farmers. But farmers are dealing with a surge in imports of Chinese used cooking oil being used to produce biofuels in the U.S. – and that is displacing the use of American feedstocks. In July, Brown called on Treasury Secretary Janet Yellen and the Biden Administration to restrict the eligibility of the 45Z Credit to renewable biofuels fuels made from feedstocks sourced domestically. Brown’s bill would ensure eligibility for the tax credit is restricted to biofuels that are produced with domestic feedstocks.
    Brown’s legislation would also extend the credit for 10 years, giving the American ethanol industry the time and financial incentive to build up the infrastructure needed to produce sustainable aviation fuel. That will make the U.S. less reliant on foreign fuel, open new markets for farmers, and increase ethanol production across the Midwest.
    “American tax dollars should support American farmers – not imported feedstocks. To continue to grow the biofuels industry and open new markets for Ohio farmers, we must stop taxpayer money from subsidizing a surge in Chinese cooking oil or any other foreign feedstock from infiltrating the American market. Our bipartisan bill ensures these investments benefit Ohio farmers and Ohio energy producers,” said Brown.
    “Ohio’s family grain farms are strongest when their markets are close to home. Producing low carbon fuels has made them profitable for years, and the future of renewable fuels can keep those family businesses flourishing for generations to come. Senator Brown’s bill gives that market certainty and ensures that our national investment in renewable energy will benefit American energy producers first. That’s commonsense good policy,” said Tadd Nicholson, Executive Director, Ohio Corn and Wheat Growers Association.

    This bill is co-led with Senator Roger Marshall (R-KS) and co-sponsored by Senators Senator Pete Ricketts (R-NE), Amy Klobuchar (D-MN), Deb Fischer (R-NE), Tammy Baldwin (D-WI), and Tina Smith (D-MN). Representatives Tracey Mann (R-KS-01) and Marcy Kaptur (D-OH-09) introduced companion legislation in the House of Representatives.

    BEIJING, Sept. 25 — Lunar samples collected by China’s Chang’e-6 mission from the far side of the moon will be on display at the 15th China International Aviation and Aerospace Exhibition, also known as Airshow China, the State Administration of Science, Technology and Industry for National Defense announced Wednesday.

    The Chang’e-6 return capsule will also be showcased, allowing the public to witness the advancements of China’s space industry, said Li Yang, an official with the agency.

    The airshow is scheduled for Nov. 12-17 in Zhuhai, a city in south China’s Guangdong Province, and will feature various types of aircraft and carrier rockets.

    According to Hao Changfeng, spokesperson for China Aerospace Science and Technology Corporation, the company will present nearly 200 high-tech products, including first-time exhibits such as the Chang’e-6 probe and the Long March-8A carrier rocket. “About 150 items will be debuting, with new exhibits making up 75 percent of the display,” said Hao.

    Wu Jiwei, spokesperson for the Aviation Industry Corporation of China, announced that the company will showcase more than 260 products, emphasizing advancements in new quality productive forces.

    Since its inception in 1996, Airshow China has become an important window for showcasing advanced aviation and aerospace technologies and equipment from home and abroad. It has also become an international platform for promoting business cooperation in aviation and aerospace technologies and equipment.

    This year’s theme, ‘Navigating the Future: Safety First!’, highlights the vital role of new technology and innovation in enhancing safety, security and environmental protection in the global maritime sector.

    With 99% of our international trade transported by sea, Australia is one of the countries most reliant on shipping.

    This year marks the 50th anniversary of the 1974 Safety of Life at Sea Convention. 

    The anniversary of this important set of safety standards highlights that our collective end goal is always safety.

    I am delighted to share that Australia has selected this significant day to announce its candidacy for re-election to Category B of the IMO Council for the 2026-27 biennium.

    Australia remains committed to working at the International Maritime Organization to develop and implement the highest safety standards, support a competitive and efficient global shipping industry and minimize the environmental impact of shipping on our precious marine ecosystems.

    In celebration of World Maritime Day, the IMO invites nations to illuminate prominent landmarks in blue. This evening, Australia House in London and lighthouses along our coastline will be lit in blue to mark the occasion.

  • MIL-OSI Australia: Albanese Government continues to hold supermarkets to account

    The second Albanese Government initiated CHOICE quarterly report into supermarket prices has been released today, giving consumers facts about where to get cheaper prices.

    Funded for three years by the Albanese Labor Government, the CHOICE report gives Australians accurate data on how to get the cheapest groceries.

    To compile the report CHOICE visited 104 stores across Australia including Aldi, Coles, Woolworths and IGA.

    The report has found that Aldi once again had the cheapest basket of goods, with the price of CHOICE’s basket falling from the previous quarter.

    The Albanese Government is taking a range of actions to make sure Australians are paying a fair price at the checkout and Australian suppliers are getting a fair price for their goods.

    This follows the ACCC announcing legal action against Coles and Woolworths for misleading consumers through discount pricing claims on hundreds of common supermarket products.

    This week the Albanese Government also released the Draft mandatory Food and Grocery Code for Consultation which will mean supermarkets could face significant penalties if found to be breaching the Code.

    Other actions the Government is taking includes:

    • Commissioning the ACCC to investigate competition in the supermarket sector to get better prices for shoppers
    • Making the Food and Grocery Code mandatory. We released the exposure draft for consultation this week. We will introduce legislation this year. This will see big supermarkets subject to multi‑million‑dollar penalties for serious breaches
    • Funding CHOICE reports for another three years, with the next due in December 2024, in time for Christmas
    • Progressing the most significant merger reforms in Australia in almost 50 years
    • Working with the states and territories to revitalise National Competition Policy

    Tonight, bipartisan majorities in both chambers of Congress passed a continuing resolution to keep the government open through mid-December. I want to thank both houses of Congress—especially Senators Murray and Collins and Representatives Cole and DeLauro—for this bipartisan agreement and for avoiding a costly government shutdown. The passage of this bill gives Congress more time to pass full-year funding bills by the end of this year. My Administration will work with Congress to ensure these bills deliver for America’s national defense, veterans, seniors, children, and working families, and address urgent needs for the American people, including communities recovering from disasters. And while the Internal Revenue Service (IRS) has the resources it currently needs to continue its successful efforts to ensure that the wealthy and large corporations pay the taxes they owe, my Administration will oppose any cuts or restrictions that would increase the deficit by limiting the IRS’s ability to crack down on wealthy tax cheats.

    On behalf of President Biden, I want to thank each of you for being here today. 

    The Los Angeles Declaration on Migration and Protection embodies our shared values and our commitment to work together to elevate the welfare and security of our entire hemisphere. As I listened to each of your remarks, I reflected on how much we have accomplished since your leaders joined President Biden on the podium in Los Angeles a little more than two years ago. 

    We have taken key actions to disrupt the smuggling networks that exploit vulnerable migrants through coordinated enforcement efforts.

    We have expanded lawful pathways as an alternative to the risks inherent in irregular migration.

    And collectively, we have fostered the long-term stabilization and integration of migrants.

    I will provide some details to illustrate more vividly what we have done on each of these three pillars of the Los Angeles Declaration.

    Enforcement

    Together, we are using our immigration and law enforcement tools to deter irregular migration and disrupt transnational criminal organizations that put migrants’ lives at risk for profit.

    We are encouraged by how many countries have taken concrete actions to increase enforcement, including by putting in place strong visa requirements and increasing information sharing. We know this is a challenge that can only be met if we work together.

    And we have:

    • Adopted new rules and processes to strengthen the consequences in place at our border, including refined procedures announced by President Biden on June 4.
    • Increased biometric information sharing across the region to identify bad actors before they enter any of our borders;
    • Imposed visa restrictions and financial sanctions, and prosecuted human smugglers;

    So many of these efforts have been done in close coordination with all of you. 

    Lawful Pathways

    The Biden-Harris Administration has also expanded lawful pathways to encourage migrants to apply to come to the United States from their home countries rather than making the dangerous journey to our border.

    That is why we launched the Cuban, Haitian, Nicaraguan, Venezuelan parole process – with notable results.

    We are also on track to welcome the largest number of refugees in three decades. This would not have been possible without the Safe Mobility Initiative and our partnership with Guatemala, Costa Rica, Colombia, and Ecuador.

    As part of today’s funding announcement, we are providing an additional $83 million to help resettle more refugees and refer migrants to additional pathways as well, including temporary labor opportunities in the United States and other countries.

    Stabilization and Integration

    And finally, I want to join Secretary Blinken in applauding the pioneering and generous policies that are enabling the stabilization and integration of migrants.

    This is a story that I think will be told for years to come: how Latin America rallied together in the face of the historic displacement of 8 million people from Venezuela and rose up to become a model for the world of how to respond to this kind of mass migration with pragmatism and humanity.

    We applaud so many of the countries represented here for opening your doors to displaced migrants and giving them hope for their future, enabling them to obtain formal employment, access basic social services, and put their kids in school.

    With today’s announcements, over half of the Los Angeles Declaration countries have implemented migrant regularization policies, collectively providing legal status to 4.4 million mostly Venezuelan migrants.

    The United States is proud to support these efforts. As part of today’s $686 million funding announcement by Secretary of State Blinken, the United States will assist partner countries as you implement regularization programs and successfully integrate newcomers. In addition, we will continue to provide lifesaving humanitarian assistance to help the most vulnerable Venezuelans, both inside Venezuela and throughout the region.

    Closing

    For President Biden, the Los Angeles Declaration was never just a piece of paper that each country signed; it was a call to action.

    And I am confident that with our continued commitment to the Declaration, including the establishment of an enduring Secretariat with Colombia as our first Country Chair, we will continue showing the world that regional collaboration can effectively and humanely address the migratory challenges that we face in our Hemisphere.

    Hell is breaking loose in Lebanon.

    As I told the General Assembly yesterday, we should all be alarmed by the escalation. 

    Lebanon is at the brink. 

    Of course, the Blue Line has seen tensions for years. 

    But since October, exchanges of fire have expanded in scope, depth, and intensity.

    Hizbullah and other non-state armed groups in Lebanon and the Israel Defense Forces have exchanged fire on an almost daily basis – with Hizbullah indicating that they would require a ceasefire in Gaza to cease hostilities.

    The exchanges of fire have been in repeated violation of Security Council resolution 1701. 

    The daily use of weapons by non-State armed groups is in violation of Security Council resolutions 1559 and 1701.

    Lebanese sovereignty must be respected and the Lebanese state must have full control of weapons throughout Lebanese territory.  We support all efforts to strengthen the Lebanese Armed Forces.

    Madam President,

    Since October, nearly 200,000 people within Lebanon and over 60,000 from northern Israel have fled their homes.

    Many lives have been lost.

    All this must stop.

    The communities of northern Israel and southern Lebanon must be able to return to their homes, and live in safety and security, without fear.

    Madam President,

    Since the emergency Council session on Lebanon on 20 September – in the wake of the remote detonation of pagers and hand-held radios used by Hizbullah across Lebanon – hostilities have escalated dramatically.

    The past weekend saw heavy exchanges of fire endangering civilians on both sides of the Blue Line — with Israel Defense Forces striking approximately 400 Hizbullah targets in Lebanon, while Hizbullah launched hundreds of missiles, rockets and drones into northern Israel.

    Monday was the bloodiest day in Lebanon in a generation. 

    The Israel Defense Forces said that it struck some 1,600 Hizbullah targets.

    Many civilians were killed, and many, many more were injured.

    Since then, Israel continued its deadly strikes across Lebanon, including in the southern suburbs of Beirut.

    Hizbullah targets. Lebanon’s Ministry of Public Health reported that 569 people were killed on Monday and Tuesday — including 50 children and 94 women.  Over 1,800 people were injured.

    Lebanese authorities report a total of 1,247 deaths since October.

    Two colleagues from UNHCR were among those killed in yesterday’s bombing.

    Today, further strikes killed at least another 50 people and injured more than 200.

    Meanwhile, roads are clogged as families desperately seek safety.

    Many are stranded at the Beirut airport.

    The Ministry of Interior of Lebanon has reported that over 90,000 people have fled southern and eastern Lebanon towards Beirut and the northwest, with 30,000 people in shelters.

    At least $170 million are needed to respond to growing numbers of displaced and mounting humanitarian needs.

    Madam President,

    The people of Israel have endured also repeated attacks from Hizbullah and others.

    According to Israeli officials, since last October, more than 8,300 rockets, around 1500 anti-tank missiles and hundreds of explosive unmanned aerial vehicles have targeted Israel — with 49 Israeli deaths and hundreds injured. 

    Hizbullah continues to launch drone and increasingly high calibre missile and rocket attacks on military targets and residential areas in Israel.

    Earlier today, they launched a ballistic missile targeting Mossad headquarters near Tel Aviv.  

    The ongoing rocket attacks have injured several people in Israel, with homes and other structures damaged.

    Les efforts diplomatiques se sont intensifiés afin de parvenir à un cessez-le-feu temporaire – permettant l’acheminement de l’aide humanitaire et ouvrant la voie au rétablissement d’une paix plus durable.

    Diplomatic efforts have intensified to achieve a temporary ceasefire – allowing for delivery of humanitarian relief and paving the way for the resumption of more durable peace. 

    We fully support these efforts. 

    Earlier this week, the United Nations Special Coordinator for Lebanon –
    Jeanine Hennis-Plasschaert – travelled to Israel for consultations, underscoring that military escalation is in no one’s interest.   

    The Head of Mission and Force Commander of the United Nations Interim Force in Lebanon, UNIFIL – General Aroldo Lazaro – has continued his close engagement with the parties, supporting humanitarian access wherever possible and continuing to urge immediate de-escalation.

    Despite the dangerous conditions, our peacekeepers remain in position.

    To mitigate the risk to mission personnel, most civilian personnel have temporarily relocated north of the Litani River.

    A few critical staff members remain in the mission’s area of operations, together with the Blue Helmets.

    I want to reiterate our sincere gratitude to our peacekeepers – civilian and military – who serve along the Blue Line, as well as to all the troop-contributing-countries.

    Madam President,

  • MIL-OSI New Zealand: Contract signed to build new Police boat for Auckland

    Police has announced the signing of a contract to begin the construction of a new Police boat – Deodar IV – with the build phase expected to begin in January 2025.

    The arrival of Deodar IV has come a step closer with the finished boat anticipated to be ready for sea trials in December 2026.

    Deodar III – Deodar IV’s predecessor – has been patrolling the Hauraki Gulf and coastline since 2007 and at nearly 17 years old is requiring increasing maintenance and repairs to keep the boat seaworthy.

    Deodar III was deployed for the likes of Whakaari/White Island after the 2019 eruption, supporting inter-agency operations, acting as a platform for the Police National Dive Squad and as a primary evacuation vessel in body recovery.

    Office in Charge of Auckland Maritime Unit, Senior Sergeant Garry Larsen says Deodar III has served Police well but has nearly reached its end of life, so it’s time for a new vessel.

    “Like Deodar III, the new vessel will be designed for stability, reliability and flexibility in a vast range of tasks, from attending crime scenes and apprehending offenders to search and rescue, medical emergencies, supporting public events, promoting water safety and facilitating training.”

    Deodar IV will be a like-for-like replacement – the same overall size at 18.7m long and with the same sleek marine-grade aluminium catamaran design as Deodar III.

    “The new boat will feature improvements to make it more fit for purpose, including an extended wheelhouse which provides more space and better visibility.

    “This will be especially helpful when responding to search and rescue jobs.

    “The medical bay and prisoner transport area have also been modified to suit the needs of those spaces, and we are pleased there will be carbon emission reduction features.”

    Senior Sergeant Larsen says Auckland’s Hauraki Gulf and coastline is a big beat to cover.

    “It’s vital that we get the design of the boat right and ensure that it’s fit for the diverse and demanding job it will be doing.”

    Funding for the new Deodar IV was approved in December 2022, and was confirmed in Budget 24, alongside provision to cover the continued maintenance of Lady Liz IV.

    The successful tenderer, announced last year, was Whanganui-based Q-West which built Deodar III, the Wellington Police launch Lady Liz IV, and Customs boat Hawk V. Teknicraft Design Ltd, of Beachlands, Auckland, is designing the boat.

    The report, Climate Change, Vulnerability, and Migration: Impacts on Children and Youth in Southeast Asia, paints a harrowing picture of climate-induced migration and its impact on the region’s most at-risk children.
     
    Drawing on nearly 100 first-hand accounts from child migrants, children who stayed behind, parents, and caregivers, along with insights from local leaders and experts, the report documents the severe repercussions of climate change.

Their health, education, livelihoods and economic prospects are all at stake. We must support these children and do what we can to help prevent their exposure to exploitation and abuse.”
     
    The findings of the report offer a stark portrayal of the way in which climate change is deepening poverty, deprivation, and debt that force families to leave their homes. Daily struggles include hunger due to low crop yields or crop failures, missed schooling as children face increased responsibilities, and mounting anxiety over financial instability caused by a lack of stable work.
     
    Many parents view migration as a long-term investment in their children’s future. Other economically insecure households are selling their land to pay off debts and even cover the costs of migration.
     
    Every year in Southeast Asia, countless families choose to migrate with their children, and many children also migrate on their own.
     
    According to the latest figures, there were about 1.27 million international child migrants in the region as of 2020 – about 40% in Thailand. However, given the high prevalence of irregular migration, the number of migrant children in Thailand living without domestic legal status has been estimated be between 1 – 2.5 million.
     
    Terry Ferrari, World Vision International’s Regional Leader for East Asia says the emotional impact of forced migration on children is huge.
     
    “Children told us they feel sad, isolated and miss their family and friends. Moreover, the disruption to their education, exposure to hazardous working conditions, and other factors could have long-term consequences for children’s personal development and future opportunities,” Ferrari says.
     
    Ferarri adds that many children are also left behind when their parents migrate because many migration settings that focus on employment do not allow migrants to bring their dependents.
     
    The interviews revealed profound emotional impacts on children left behind, particularly when the mother migrated. Caregivers were often overwhelmed, and some grandparents felt that they could not provide the support children needed. Many households struggled financially, and some children did not have enough to eat. In some cases, the absence of parents was associated with worse educational outcomes and school dropouts.
     
    Ferrari says if families want to take their children with them, they can be forced to migrate through irregular channels, which can be dangerous. Irregular migrants also remain vulnerable at their destination and must hide from the authorities.
     
    The report finds that for many migrant parents, whether they stayed in their country or crossed the border,  the financial benefits fell short of their expectations. Often, they could not send as much money as they wished – or send it consistently.
     
    With the UN estimating 10.6 million international migrants in Southeast Asia as of 2020, the urgency for targeted, effective action is clear. The report calls on national governments, donors, and international organisations to prioritise the needs and rights of children in the face of a rapidly changing climate. The report provides a series of detailed recommendations aimed at mitigating climate-related impacts, including enhancing community resilience through infrastructure and disaster preparedness, supporting sustainable livelihoods, protecting migrating families, caring for caregivers and children who stay behind, and empowering youth to build a brighter future.
     
    World Vision’s report also underscores the need for child-responsive and mobility-sensitive climate finance. With climate finance set to be the focus of talks at COP29 climate summit, this is a critical opportunity for the New Zealand Government to stand with children and advocate for effective climate finance that meets the scale of need in lower-income countries, ensuring children and their families need not turn to migration to meet their basic needs.

    The UK and Welsh Government have announced £1 billion of investment into Shotton Mill in North Wales.

    A major investment of over £1 billion in the redevelopment of Shotton Mill in Deeside, North Wales, will safeguard 147 jobs and create a further 220 when fully commissioned, the UK and Welsh governments have confirmed today [Thursday 26 September].

    Cabinet ministers from both the UK and Welsh government will visit the historic industrial centre of Wales to meet with members of Eren Holdings, who acquired Shotton Mill in 2021. There, they will hear more about the site’s transformation, which will turn the area into the UK’s largest paper manufacturing site.

    The announcement comes ahead of the Investment Summit next month which will make clear that the UK is “open for business” as the UK government resets relations with trading partners around the globe and creates a pro-business environment that supports innovation and high-quality jobs at home and supports our mission to deliver growth.

    The Welsh Government has provided nearly £13 million in funding alongside £136 million in support from UK Export Finance (UKEF), the UK government’s export credit agency.

    Business and Trade Secretary Jonathan Reynolds said:

    This is a massive vote of confidence in the Welsh economy and this government’s plans to make Britain the destination of choice for investments in the industries of tomorrow. This transformative investment will not only support local skilled jobs but raise living standards in the community.

    The deal being announced today is testament to what can be achieved when the Welsh and UK governments work hand in hand. 

    We’re also proud to celebrate National Manufacturing Day, where we recognise the tremendous innovations taking place right across the sector, not least here in Shotton Mill.

    Once fully operational, instead of transporting paper waste many hundreds or thousands of miles overseas to be processed it will be turned into recycled packaging here in Wales. This, alongside the nature of the technology, means a net reduction in carbon emissions equivalent to emissions from 190,000 homes a year.

    Our £13million support will help ensure this is delivered whilst safeguarding and creating local jobs and ensuring that the community is at the heart of the business’ success for many years to come.

    Eren Holding is a leading containerboard and corrugated cardboard manufacturer from Turkey and ranks among the leading producers in Europe. Their plans will see Shotton Mill become the UK’s largest paper-manufacturing campus, boosting UK paper production by recycling wastepaper which would otherwise go overseas or into landfill.

    The plant will produce nearly 100% recycled paper and will have an environmentally friendly production model as it purifies its own wastewater, recycles and reuses it in the system, helping to create good, highly paid jobs in the green industries of the future.

    UKEF supported by issuing a guarantee which allows HSBC and UBS to arrange debt financing for the project. 

    The Eren investment is expected to boost Welsh and UK exports in paper, with UKEF support offered on the understanding that Shotton Mill will export 10% of its turnover within 5 years. This is also expected to reduce UK reliance on imports of paper.

    Hamdullah Eren, Senior board member of the Eren Holding Group said:

    “Production at our new plant at Shotton Mill will be based on state-of-the-art technology, making this the most advanced paper campus in Europe. Our custom-built plant will deliver sophisticated and sustainable manufacturing solutions well into the 21st century.     Northeast Wales is a key industrial centre, with Deeside being one of the largest industrial parks in Europe. Shotton steelworks once operated on site, with industrial activity at the Mill dating back over 100 years.

    The investment represents a new lease of life for the site and will support economic stability in Deeside and the North Wales area as both governments look to deliver long-term, sustainable, growth right across the UK.

    The announcement also falls on National Manufacturing Day as the government celebrates the nation’s first-class manufacturing industry. The UK government’s upcoming modern industrial strategy will back workers and give international investors the confidence they need to invest in Britain, creating jobs and growth across the UK.

    The UK remains an attractive destination for green investment and this announcement will help create jobs, grow the economy and export high-quality, sustainable goods around the world.

    Higher than expected debt and structural fiscal deficits are compounding the fiscal challenge of an aging population, Treasury Deputy Secretary and Chief Economic Adviser Dominick Stephens said in a speech today.
    The speech reiterates the Treasury’s consistent message that New Zealand’s fiscal settings are not sustainable in the face of long-run population aging.
    “As the over-65s become a larger share of the population, the public purse will be stretched further and further,” said Dominick Stephens.
    The speech explores how falling interest rates, high population growth, and a stunning increase in labour force participation among the over 65s have all helped with fiscal sustainability.
    “New Zealand has been extremely successful at keeping seniors in the workforce, partly because older workers face no abatement of national superannuation if they choose to work,” commented Dominick Stephens.
    “There is no silver bullet solution, we are going to need to pull a number of levers to render fiscal policy sustainable for the long run.
    “Boosting productivity will lead to a more prosperous society and give the government more choices.
    “It is younger people who matter most for fiscal sustainability. We need young people who are willing and able to support their elders. Young New Zealanders are doing well in many respects, but there are challenges in education, mental health and housing.”
    The Treasury will publish its next Long Term Fiscal Statement in 2025.

    “PM10 trends decreased at 30 out of 41 local government monitoring sites, while trends for PM2.5 decreased at 12 out of 16 sites. Nitrogen dioxide (NO2) trends decreased at 99 out of 114 NZ Transport Agency Waka Kotahi monitoring sites between 2014 and 2023,” environment and agricultural statistics senior manager Stuart Jones said.

    PM10 and PM2.5 are particles that can be suspended in the air and are less than 10 micrometres and 2.5 micrometres in diameter, respectively. They are primarily formed by residential wood burning, dust from unsealed roads, and industrial and construction activities. NO2 is a gas primarily formed through burning fossil fuels.

    “PM10 can be breathed into lungs and PM2.5 is small enough to enter the blood stream. Concentrations of particles, gas, and liquid in air can be harmful to human health and contribute to health issues such as cardiovascular and respiratory health problems and increased mortality,” Jones said.

    WASHINGTON – Today,U.S. Senator Tommy Tuberville (R-AL) delivered a floor speech criticizing the Biden-Harris administration for prolonging the unwinnable war in Ukraine at the expense of American taxpayers. Sen. Tuberville also discussed why the history of NATO is inconvenient for the Biden-Harris administration’s narrative. In the speech, Sen. Tuberville highlighted that Ukraine is becoming desperate, which could have dire consequences.

    “Mr. President, 
    I rise today to talk about the un-winnable war in Ukraine, which has already cost American taxpayers billions of dollars. 
    Now, anyone who dares question the Uni-Party’s narrative on the war in Ukraine is obviously going to get criticized. That’s OK. The media has been complicit in pushing this narrative. Think about [it]: when was the last time you saw live footage on the ground in Ukraine? It’s rare because Ukraine is losing and is losing badly.
    This comes after we just gave Ukraine $60 billion dollars more of taxpayer money earlier this year to prolong this war. 
    I see President Zelensky, a Uni-Party puppet, is here begging, begging for more money on [the] campaign trail with Kamala Harris. It feels like he’s here every other month demanding more and more taxpayer money. That’s because he knows that the money spigot will cut off if Kamala Harris doesn’t win in November.
    Look, this subject is too important to go unaddressed. Over the last several months, I’ve asked multiple high-ranking members of the Biden-Harris administration to articulate what it is trying to accomplish in Ukraine. Just tell us. Tell us what it will cost and how we plan to achieve these results. Basically, I’m asking: what is our game plan? Not one official in this administration has answered my questions clearly. Not one. 
    One of the most interesting responses I received was from Secretary Austin himself, Secretary of Defense. He says, ‘We want to see Ukraine remain a sovereign, independent and democratic state that has the ability to defend itself in its territory and deter aggression.’ Ok. Secretary Austin continued, stating that it is the administration’s goal to bring Ukraine into NATO while simultaneously blaming Russia for NATO’s past expansion. 
    Now, here’s when the DC establishment really, really gets upset. I’m going to review a few undeniable facts about NATO’s history. Predictably, the Uni-Party will accuse me of spewing Russian propaganda. But these are the facts and that’s what we have to go by. We can’t shy away from them. 
    NATO was formed 75 years ago in 1949 as a defensive alliance to counter the communist Soviet Union. It was wildly successful in that it maintained peace through deterrence throughout the cold war. NATO helped us win the Cold War and dissolve [the] communist Soviet Union. When the Cold War ended in 1991, Ukraine instantly became the world’s third-largest nuclear power. Ukraine. Following a series of negotiations, Ukrainians agreed to give up their nuclear weapons in exchange for security guarantees from both Russia and NATO. Territorial integrity and political independence.
    These efforts were successful because they included assurances by many, many heads of state, including our own, that would no up-eastward expansion of NATO towards Russia would ever happen. It was over. At that time, there were 16 NATO members. Today, 33 years later, after this agreement, there are 32 NATO members. Even though in 1991 we agreed to no more eastward expansion, we broke the agreement. We, NATO and the United States. NATO has expanded eastward seven times since that agreement in 1991. The largest expansion in 2004 included two countries that share a border with Russia: Estonia and Latvia. Today, NATO includes three countries that border Russia. Six NATO members are former Warsaw Pact members. The bulk of this expansion happened before Russia annexed Crimea and invaded part of Ukraine in 2014.
    Again, these are all the facts. All play a part in the NATO story and Russia’s response to it. Here’s another fact: NATO’s expansion was on NATO’s terms, separate and apart from any Russian input or activity. Let me read that again. NATO expansion was on NATO’s terms, separate and apart from any Russian input or activity—contrary to Secretary Austin’s claims. Ask yourself: How would the U.S. react if China or Russia entered a mutual defense organization with Mexico or Canada? How would we react? What if they started basing troops or participating in military exercises just miles from our homeland?
    Having covered a brief history of NATO, let’s ask logical follow-up questions that we should always ask before involving ourselves in any armed conflict. First, how far are we willing to take this proxy war with Russia? How far are we? Did we think about that before we got into this? Are we [as] committed to winning as Russia’s President is? Vladimir Putin? Are we committed to winning? What happens if the momentum turns? What happens if it turns against Ukraine and Russia starts making real gains, as it appears is happening today. Will the U.S. send more taxpayer money? More weapons? Will NATO send troops? Will the United States send troops? What’s the plan? 
    War is a serious business. We should understand that by now. You don’t half-ass your way into one and certainly don’t half-ass your way out of one. That doesn’t seem to resonate around here.
    Since the Russian offensive began, we have sent more than one $174 billion taxpayer dollars to Ukraine, one of the most corrupt countries in the world. Recently, the Biden-Harris administration announced their intent, their intent, to send an additional $700 million taxpayer dollars to Ukraine in cash. Are you kidding me? Why on earth would we give cash to the most corrupt country on the face of the planet? 
    So, after all that, after the last two and a half years of funding billions of taxpayer dollars, getting hundreds of thousands of people killed, what do we have to show for it? The war has only gotten worse. Hundreds of thousands are dead. Ukraine is becoming more desperate, as its forces are [experiencing] widespread insubordination and even mass desertion. We don’t hear that on TV. We don’t hear that in this propaganda media. Over six million Ukrainians have fled the country, have run, have left their country.
    Ukraine is playing with fire, now seeking to conduct offensive operations deep inside Russia. Why? You can’t win. Most recently, Ukraine launched a drone attack that struck in Moscow. What are we trying to do— start World War III? Most recently, Ukraine launched a drone attack that struck several other office buildings in Moscow. Adding to the uncertainty of this situation, this administration’s current policy towards Ukraine has all the hallmarks of every Biden-Harris foreign policy decision that has preceded it: weak planning, disastrous results, zero leadership. This administration never considered the consequences of Ukraine losing. How can that ever happen?
    This is really sad. It’s sad for the United States of America. It’s sad for the taxpayers. It’s sad for our military. It’s sad for our allies and it’s sad for NATO. Some of [his] Democratic colleagues have said, ‘Joe Biden never made a correct decision in foreign policy in forty years.’ Well, he hadn’t broke that. 
    Biden-Harris administration has dumped billions of dollars also into the lap of Iran. Removed the terrorist designation from the Houthis, who by the way, we’re fighting against right now, but they’re ‘not terrorists.’ Alienated one of our most important friends, Saudi Arabia. And they’ve executed the disastrous Afghanistan withdrawal that unnecessarily cost the lives of Americans. All this weakness was a direct signal to our adversaries: ‘Now is the time to make your move.’ And that’s exactly what our adversaries China, Iran, Russia, and North Korea are doing.
    China today tested another ballistic missile into the Pacific Ocean. They’re preparing. Russia now has pounced on Ukraine. Whatever you hear in the media, it’s not true. It is a slaughter. Iran has released its proxies and terrorized the Middle East. Our ally Israel is fighting for its life against Hamas following the gruesome October 7th attack almost a year ago. The Houthis, the Houthis, are a bunch of people that live in the mountains, have been emboldened to attack ships, which has negatively impacted global trade. We can’t even beat the Houthis and we’re trying to create more wars. China has stepped up its aggression in the China Sea. We’re losing influence across the globe, especially in South America and Africa where the Chinese and the Russians are taking over. We’re leaving leaps and bounds.
    So, let’s be very clear. Despite the administration’s incompetence, I still believe Putin was wrong to invade Ukraine. I think we all do. He should have withdrawn his forces immediately after it started. Putin is responsible for his actions, and he has made no secret of the fact that he sees Ukraine as historically a part of Russia. 
    At the same time, I do not think that Ukraine’s border is more important than ours—not even close—which we have been completely […] neglecting the last three and a half years.
    We have been overrun, [at the] southern border, northern border, and from airplanes all over the world flying into our cities. It’s an embarrassment.
    We do not need the administration to enable Ukraine to use offensive weapons and strike deep into Russia. That cannot happen. We are on the cusp of a nuclear war. Nobody seems concerned: ‘It won’t happen.’ Yes, it will happen. Putin has told us it will happen if you continue this. This would only escalate this conflict to an entirely new level that none of us can ever imagine. Do you think this offensive would convince Putin to come to the table and negotiate a peace agreement? Well, I would hope we would go, but we do not seem to want to make a peace agreement. We had better and we’d better do it in the very near future. This will provoke him to [use] even more deadly weapons if we continue to attack within their borders, costing more and more lives. NATO and the U.S. would be forced to respond as a result. We’re trying to create a war. 
    We must consider these questions thoroughly before we involve ourselves in another one of these crazy conflicts that should never happen. Improvising won’t cut it. Now is the time for the U.S. to lead and negotiate a peace to the end of this bloody war. I keep hearing people say, ‘well, we’re building equipment for our military.’ Yeah, right. Or our men and women are not losing their lives. We’re getting close to it. We’re getting very close.
    Now look, I come from a military state in the state of Alabama. We build everything. We have thousands of troops. I want it to be well-funded and well-equipped if we ever have to fight a war. We need a lethal killing machine to deter other aggression. That’s what a military is about. This is not about defunding our military. I want our military laser-focused on protecting Americans and not woke DEI initiatives. And it’s not about abandoning our allies either. We need to support our allies.
    It’s about this administration funding a proxy war with no plan, zero, no plan on how to stop it, or how to win it. The Biden-Harris administration needs to negotiate a peace agreement now. Immediately, or there will be huge, disastrous consequences coming in the very near future.

    Yakima County, in collaboration with the City of Yakima, gets $10.9M federal grants for Cowiche Creek Confluence Projects to restore floodplains and protect the City of Yakima from flooding; Chelan County also receives grant for floodplain restoration on lower Chiwawa River
    WASHINGTON, D.C. – Today, U.S. Senator Maria Cantwell (D-WA) announced that Yakima County will receive $9,976,792 to implement Phase I of the Cowiche Creek Confluence Project, which will address recurring flooding of Cowiche Creek, improve fish passage and habitat, and maintain water delivery by constructing a new irrigation delivery pipeline, removing obsolete irrigation structures, and restoring adjacent floodplains and riparian areas along Cowiche Creek. Yakima County will also receive $1,002,149 for Phase II of the Cowiche Creek Confluence Project to complete the study and design on additional floodplain restoration and salmon habitat projects along Cowiche Creek and at the confluence of Cowiche Creek and Naches River.  
    The Chelan County Natural Resource Department will also receive $806,511 to work with the Yakama Nation to complete designs of a floodplain restoration project at the lower Chiwawa River in the Wenatchee Basin. The grants were awarded from Bipartisan Infrastructure Law funding for the Bureau of Reclamation’s WaterSMART Aquatic Ecosystem Restoration Program.
    “Restored floodplains can provide rich fish habitat and protect homes, community infrastructure, and farms from flooding,” said Sen. Cantwell. “These federal funds will enable Yakima County to restore the Cowiche Creek floodplains, helping to reduce flooding, clearing the way for salmon to pass, and improving water delivery to Yakima residents. This funding will also help Chelan County restore a floodplain in the lower Chiwawa River that will revive once-thriving salmon habitat in the Wenatchee Basin.”
    Cowiche Creek overflowed into Yakima in 2016 and 2017, and the once-productive floodplain no longer provides optimal spawning habitat for native populations of Steelhead trout and Coho salmon. 
    With this funding, Yakima County will make progress on two critical projects:
    Cowiche Creek Confluence Project Phase I
    Construct a new irrigation delivery pipeline to connect to existing surface water irrigation delivery systems on the Naches River to the City of Yakima;
    Remove surface irrigation diversion facilities including a dam, fish screen, and bypass facilities to allow restoration of the lower Cowiche Creek to a more natural alignment;
    Restore adjacent floodplains and riparian zones on property owned by the Flood Control Zone;
    Construct approximately 800 feet of side channel habitat fed by existing cold-water springs in the project area;
    Convert approximately 67 acres of current and former orchard into native floodplain vegetation;
    Reconfigure existing flood control levees; and
    Design a wider Powerhouse Road bridge over Cowiche Creek to further expand the floodplain of Cowiche Creek.
    Cowiche Creek Confluence Project Phase II
    Complete the 60% design to replace an undersized bridge, remove obsolete irrigation infrastructure, regrade disturbed areas to mimic natural floodplain topography, and replant with native riparian vegetation;
    Reorganize lands, easements, and covenants held by the County to facilitate development of a future park; and
    Reduce flood potential across 136-acres of floodplain, improve fish passage and riparian habitat in over two river miles of the confluence area, and create a park that will provide recreation opportunities.
    With its funding, Chelan County, in partnership with the Yakama Nation, will complete designs for a floodplain restoration project on the lower 13 miles of the Chiwawa River and the lower 0.2 miles of Big Meadow Creek. The project area is afflicted by low baseflows, homogeneous, plane-bed habitat with limited large wood, and high stream temperatures — all of which limits its utility as habitat for endangered salmon.
    Throughout her time in the Senate, Sen. Cantwell has been a staunch advocate for protecting and strengthening critical salmon populations. Sen. Cantwell secured a historic $2.85 billion investment in salmon and ecosystem restoration programs in the Bipartisan Infrastructure Law, including $400 million for a new community-based restoration program focused on removing fish passage barriers.

    In countries with compulsory voting, such as Australia and many in Latin America, the system usually ensures an overwhelming majority of voters cast their ballots election after election.

    In the United States, it’s a very different story. Two-thirds of eligible voters turned out to vote in the 2020 presidential election – the highest rate since 1900. Turnout in presidential elections before 2020 tended to hover between 50% and 65%.

    Often, it’s the voters choosing to stay home on the couch who effectively decide an election’s outcome.

    Under the United States’ unusual Electoral College presidential voting system, the candidate who wins the most votes nationally does not necessarily win the election. Twice in the past 25 years, Democrats have won the popular vote in the presidential race and still lost the election. That includes Donald Trump’s win over Hillary Clinton in 2016.

    As such, victory depends on getting more voters “off the couch” in key battleground states where the decisive Electoral College votes are up for grabs. In those states, it doesn’t matter what percentage of people show up to vote, or how much a candidate wins by, it is winner take all.

    A voter who doesn’t vote, therefore, actually makes an active choice — they remove a vote from the candidate they would have likely chosen, and so give an important advantage to the person they would not have voted for.

    The “couch” is effectively where Americans go to vote against their self-interest.

    Who is more incentivised to vote?

    As this year’s presidential election between Trump and Kamala Harris approaches, we ask a simple question: whose “couch” will decide one of the most consequential elections in living memory?

    Recent research demonstrates that partisanship is an important driver of voter choice in presidential elections.

    The fact that the US is deeply divided is not news to most, but current survey data show how evenly split along partisan lines it actually is. With about 30% of Americans identifying as a Republican and 30% identifying as a Democrat, there is virtually no difference in the total number of voters who support each major party.

    The remaining 40% of Americans identify as “independent” – that is, not loyal to either major political party. Almost seven decades of research on the American voter shows, however, that independents heavily “lean” towards one party or the other, with about half leaning Republican and the other half leaning Democrat.

    One possible insight into which group has greater incentive to vote is polling on people’s dissatisfaction with their party’s candidate.

    According to the most recent Gallup Poll data, 9% of Republicans currently have an unfavourable opinion of Trump. In contrast, only 5% of Democrats have an unfavourable opinion of Harris.

    Partisan voters who are dissatisfied with their party candidate have a massive incentive to “stay on the couch” and refrain from voting. They don’t really want to vote for “the other team”, but they can’t stand their own team anymore either.

    For example, Republican women in the suburbs, veterans and traditional Republicans have started to abandon Trump over his stances on reproductive rights and national security, and his temperament. The Trump campaign clearly knows this. At a rally in New York a few days ago, he told attendees to “get your fat ass out of the couch” to go vote for him.

    Should these disaffected Republican and Republican-leaning voters stay home on November 5, Harris may well have a decisive edge over Trump.

    When the couch wins, America loses

    In 2016, Trump defied the polls and traditional voter turn-out trends by convincing some disaffected, working-class Democrats to stay on the couch, vote for an unelectable third party candidate or, in some cases, vote for him.

    Could this happen again? Or will Democrats be able to reverse this phenomenon by getting exhausted Republicans suffering Trump fatigue to stay home, while motivating everyone from Taylor Swift fans to “never Trumpers” to veterans of foreign wars to get out to vote.

    Recent trends suggest overall turnout will be comparatively high, in line with the past three federal US elections.

    Democrats have traditionally benefited from higher voter turn-out, but it is not as clear this is still the case in 2024. Recent research shows higher turnout rates seem to have favoured the Republican Party since 2016.

    Yet both parties still have significant numbers of people who don’t vote. According to the Pew Research Center, 46% of Republicans and Republican-leaning independents didn’t vote in the past three elections (2018, 2020 and 2022), compared to the 41% of Democrats and Democratic-leaning independents.

    So again, who sits on the couch matters. Inevitably, many of those who stay home will get precisely what they don’t want. When the couch wins, America loses.
