  • MIL-OSI NGOs: MSF responds to Israeli bombing in Lebanon

    Following the widescale Israeli bombings of multiple areas in Lebanon on Monday 23 September, we are gradually stepping up our response to the escalating humanitarian needs. MSF teams are providing general healthcare and essential relief items to displaced people. According to the Ministry of Health, 558 people have been killed and 1,835 injured, with thousands more forced to flee their homes to seek refuge elsewhere in the country.

    Our teams are distributing non-food items, including mattresses and hygiene kits, to collective shelters across the country, and our mobile medical units provide general and mental health care to shelters for those in need. In addition, we are running mental health helplines, offering psychological support to displaced and affected people during this time of distress.

    We continue to coordinate closely with our partners and hospital networks, offering support where possible as the situation develops.

    Since yesterday, some of our staff in southern Lebanon, Beirut, and other parts of the country left their homes, with people fleeing and spending hours in congested traffic as they seek refuge in safer locations. In southern Lebanon and Baalbek-Hermel, areas that continue to experience heavy aerial strikes, MSF staff reported bombardments in close proximity to their homes. Many of our staff there were still sheltering in their homes, while Israeli warplanes continued to fly overhead and throughout the night.

  • MIL-OSI USA: Horsford Introduces Legislation to Support Airmen and Families at Creech Air Force Base

    WASHINGTON – Today, Congressman Steven Horsford (NV-04) introduced the Helping Understand Needs to Ensure Resilience at Creech Air Force Base Act of 2024, also known as the Creech HUNTER Act. This legislation aims to address the unique challenges faced by the Airmen and families stationed at Creech Air Force Base to ensure they receive the support they need while serving at this important military installation in Nevada.

    “The servicemembers at Creech Air Force Base are a crucial part of our national security, but they face challenges accessing necessary services like housing, healthcare, and childcare,” said Congressman Horsford. “The Creech HUNTER Act will ensure we are meeting the needs of these Airmen and their families by providing greater transparency and accountability. Their resilience deserves our full support.”

    Creech Air Force Base, located near Indian Springs, is home to the “Hunters” of the 432d Wing and 432d Air Expeditionary Wing, as well as the Air Force’s global Remotely Piloted Aircraft (RPA) Enterprise. Despite its importance to national defense, the Airmen at Creech and their families face significant hardships due to the base’s remote location and lack of essential on-base services.

    This legislation responds to the long-standing issues facing servicemembers at Creech, including long commutes to Nellis Air Force Base for essential services, rising living costs, and limited on-base resources. It reflects Congressman Horsford’s commitment to making sure that these Airmen and their families receive the necessary support to thrive, both in service and their daily lives.

    The bill would require the Secretary of the Air Force to provide a briefing to Congress by December 31, 2024 about:

    • The need for reinstatement of assignment incentive pay for Airmen stationed at Creech.
    • A review of whether Creech should be designated as a “remote and isolated” installation to better provide morale, welfare, and recreation services.
    • An assessment of additional support services, including housing, education, healthcare, and employment opportunities for Airmen and their families stationed at Creech.

  • MIL-OSI Canada: Helping Alberta communities lower energy costs

    Many Alberta municipalities are looking for ways to improve energy efficiency and save taxpayer money by reducing energy costs. However, upgrades and improvements are often expensive or otherwise challenging for communities to put in place.

    In response, Alberta is offering a new $3-million Municipal Electricity Generation Program to help municipalities lower the costs of powering and heating recreation centres, town halls, libraries and other community buildings. Communities can now apply for rebates to help improve their electricity systems, reduce operational costs and lower emissions.

    “Alberta municipalities are often looking for new opportunities to reduce emissions and lower energy costs for residents and businesses. This investment made through the industry-funded TIER program will help communities invest in practical upgrades that will also help save taxpayers money.”

    Starting September 24, municipalities can apply for up to $500,000 in funding for microgeneration systems that can help reduce their electricity costs. Eligible costs include the equipment, materials, labour, installation, and project or construction management costs required to complete the project.

    Applications for the program will close in March 2026 or when funding has been fully allocated, whichever comes first. Municipalities are encouraged to visit the Municipal Climate Change Action Centre’s website for more information.

    Quick facts:

    • Micro-generation is small-scale local electricity production that uses renewable and alternative energy sources like solar or combined heat and power. Combined heat and power is a system that generates electricity and captures the heat that would normally be wasted, using it to heat buildings or provide hot water. This makes energy use more efficient by getting both power and heat from a single fuel source.
    • Under the new Municipal Electricity Generation Program, funding will be provided through per- watt incentives, to a maximum of 30 per cent of pre-GST project costs.
    • As of September 2024, Municipal Climate Change Action Centre programs have enabled 1,020 clean energy projects with 409 participating organizations and created 1,327 full time jobs. These projects will save an estimated $199 million in energy costs and 915,337 tonnes of greenhouse gas emissions over their lifetime.
    • The Municipal Climate Change Action Centre was established in 2009 as a partnership between Alberta Environment and Protected Areas, Alberta Municipal Affairs, Alberta Municipalities and Rural Municipalities of Alberta.
    • Through this partnership, Alberta’s government invests in programs that provide funding, technical assistance and education to Alberta municipalities and community-related organizations to help lower energy costs and reduce greenhouse gas emissions.
    • Alberta’s government has provided more than $24 million to the Municipal Climate Change Action Centre since 2019.

  • MIL-OSI USA: Congressman Robert Garcia Co-Leads Bipartisan Initiative to Safeguard and Strengthen Transitional Housing Services

    Washington, D.C. – This week, Congressman Robert Garcia (CA-42) co-led the Transitional Housing Protection for the Homeless Act (H.R. 9644) with Reps. Lori Chavez-DeRemer (OR-05), Young Kim (CA-40), and Brittany Pettersen (CO-07). This bipartisan proposal expands the legal definition of “chronic homelessness” to make sure that more people experiencing homelessness can access the resources they need to get back on their feet. It would also help transitional housing providers offer more services, including assisting individuals with securing permanent supportive housing and providing health and wellness aid to those in need.     “We must ensure that our most vulnerable community members can get the services they need when moving into temporary housing, which is why we’re expanding the definition of ‘chronically homelessness.’ Experiencing homelessness is already extremely tough, and we need to make sure our government doesn’t let folks slip through the cracks during transition periods. I will always fight to make funding available for those struggling with homelessness,” said Congressman Robert Garcia. 

    “To help our homeless population transition into stable housing, we must ensure the floor doesn’t fall out from underneath them while they take concrete steps to get back on track. That’s why I’m proud to introduce the bipartisan Transitional Housing Protection for the Homeless Act, which builds on my previous efforts to reduce homelessness by protecting and expanding critical resources. This bill would help ensure that our most vulnerable populations receive the comprehensive support they need,” said Congresswoman Chavez-DeRemer.

    The Transitional Housing Protection for the Homeless Act would make the U.S. Department of Housing and Urban Development (HUD) expand its existing definition of chronic homelessness to include individuals who have experienced homelessness for at least one year, continuously or cumulatively within the past three years, to make sure they are eligible for essential support services. Additionally, it would classify those residing in transitional housing for fewer than 90 days as chronically homeless if they met the original criteria before entering the program, ensuring that short-term residents of transitional housing are not excluded from critical assistance.

    The bipartisan proposal is supported by the National Alliance to End Homelessness. 

    Congressman Garcia believes that housing is a human right and that we have a moral obligation to take steps toward making sure everyone has access to housing that is safe and affordable. In May 2023, he introduced the People Over Parking Act to make housing more affordable and reduce emissions by eliminating outdated parking minimum requirements for the new construction of residential, retail, industrial, or commercial spaces. Congressman Garcia is dedicated to promoting affordable, inclusive, and public transit-friendly communities that increase housing availability while curbing harmful emissions through federal Yes In My Back Yard (YIMBY) policymaking.     WASHINGTON, D.C. – Today, U.S. Representatives Tracey Mann (KS-01) and Marcy Kaptur (OH-09) alongside Senators Roger Marshall (R-KS) and Sherrod Brown (D-OH), introduced the Farmer First Fuel Incentives Act to restrict eligibility for the Clean Fuel Production Credit (45Z) to domestically produced feedstocks and to extend the credit to 2034.The ten-year credit will allow for more certainty as the U.S. ethanol industry builds infrastructure to open new markets for farmers, increase the production of ethanol across the country, and incentivize domestic feedstocks while continuing to support global renewable fuel production made from a wide array of feedstocks.

    “In no world should American tax incentives first benefit foreign producers,” said Rep. Mann. “While the use of foreign feedstocks can play an important role in producing domestically manufactured ethanol, biodiesel, renewable diesel, and sustainable aviation fuel, we must not displace harvest in America. Our legislation puts American farmers first by ensuring that American tax credits are incentivizing American-grown products.”

    “I joined my colleagues in this important bicameral and bipartisan effort because helping American farmers, producers, and growers goes beyond state and party lines,” said Congresswoman Marcy Kaptur (OH-09), senior member of the House Appropriations Subcommittee on Agriculture. ”We must ensure the Clean Fuel Production tax credit is structured in a way that benefits domestic producers, and not one that advantages foreign-produced feedstocks from China or Brazil.     “It’s very tough in farm country with high interest rates and low commodity prices, which is exactly why we can’t have a tax policy that will lower commodity prices even more,” said Senator Marshall. “While we support free trade and open markets, we do not believe foreign feedstocks should be incentivized through the hard-earned dollars of U.S. taxpayers to the detriment of American farmers. This legislation puts farmers FIRST to ensure they are the primary beneficiaries of renewable fuel tax incentives and provides businesses a decade of certainty.”

    “American tax dollars should support American farmers – not imported feedstocks,” said Senator Brown. “To continue to grow the biofuels industry and open new markets for Ohio farmers, we must stop taxpayer money from subsidizing a surge in Chinese cooking oil or any other foreign feedstock from infiltrating the American market. Our bipartisan bill ensures these investments benefit Ohio farmers and Ohio energy producers.”

    The legislation is cosponsored by Representatives James Comer (KY-01), Nikki Budzinski (IL-13), and Don Bacon (NE-02) and Senators Pete Ricketts (R-NE), Amy Klobuchar (D-MN), Deb Fischer (R-NE), and Tammy Baldwin (D-WI).

    The Farmer First Fuel Incentives Act is supported by Growth Energy, National Oilseed Processors Association, National Corn Growers Association, American Soybean Association, Ohio Corn and Wheat Growers Association, Ohio Soybean Association, Kansas Corn Growers Association, Kansas Soybean Association, Kentucky Soybean Association, Scoular, and Louis Dreyfus Company.

    “Biofuel production paves a key path for our country to be a clean energy leader, and U.S. farmers who grow the crops going into those biofuels take pride in helping reduce greenhouse gas emissions while supporting the U.S. economy and energy independence,” said ASA President Josh Gackle, a North Dakota soybean farmer. “However, for continued growth of America’s promising biofuels industry, U.S. farmers need the support of a final 45Z rule that prioritizes domestically sourced feedstock.”

    “Farmers and bioethanol producers need to know they’ll be able to rely on the 45Z tax credit for more than just the next few years,” said Growth Energy CEO Emily Skor. “This bill gives them the certainty they need to unlock significant investments in their operations and in the rural communities that depend on them. We commend Representatives Mann and Kaptur for introducing this bill and all of our House champions for making a 45Z tax credit extension a top priority as we head into the tax reform process next year.”

    Earlier this month, Representatives Mann and Kaptur led 39 of their colleagues in penning a letter to the U.S. Department of Treasury urging it to expedite the issuance of final guidance for 45Z.  Senators Marshall and Brown led a similar letter in the U.S. Senate.

  • MIL-OSI USA: Congressman Langworthy Announces $1.36 Million in Federal Funding for City of Elmira Fire Department to Hire Firefighters

    WASHINGTON, D.C. – Today, Congressman Langworthy announced that the City of Elmira Fire Department has been awarded a $1,365,672 grant through the Staffing for Adequate Fire and Emergency Response (SAFER) program. This critical funding, provided by the Federal Emergency Management Agency (FEMA), will enable the department to hire additional firefighters.

    “Elmira’s firefighters play an essential role in safeguarding our community, and this significant federal investment will allow the department to expand its team and enhance emergency response capabilities,” said Congressman Langworthy. “This SAFER grant will help ensure the Elmira Fire Department is ready and able to meet the local demand for fire and emergency services, protecting local families, homes, and businesses.”

    According to FEMA, the SAFER program was created to provide funding directly to fire departments to help increase the number of trained, “front-line” firefighters available in communities. The program aims to enhance local fire departments’ abilities to comply with staffing, response, and operational standards established by the National Fire Protection Association (NFPA).

  • MIL-OSI United Kingdom: City to stage landmark climate action concerts

    Liverpool is to host a landmark series of concerts in celebration of being named the world’s first ‘UN Accelerator City’ for climate action.

    ‘Act 1.5 presents…’ will see a weekend of live music and events, from 28th – 30th November, at Liverpool’s M&S Bank Arena, featuring Massive Attack, IDLES and Nile Rodgers.

    This unique series of shows are being staged to mark today’s announcement at UN Headquarters in New York that Liverpool is the world’s first ‘UN Accelerator City’ for climate action.

    This accolade recognises the city’s commitment to technical innovation and smart regulation to rapidly decarbonise the live music and TV/Film production sectors.

    Building on the methods first trialled in Bristol, and continuing their partnership with clean energy provider Ecotricity, ‘Act 1.5 presents…’ will test, operate & adapt a range of measures to dramatically reduce the level of carbon emissions & air pollution that would usually be produced at an event of this scale.

    These include:

    – A localised presale period for anyone living in the Liverpool City Region from 12.00 Wednesday 25th September.

    – An entire event site powered entirely by 100% renewable energy.

    – A public transport incentive initiative in partnership with Merseytravel, Avanti West Coast and Trans Pennine Express that will generate a vital reduction in audience travel emissions (where up to 80% of emissions for major live music events are generated)

    – 100% zero to landfill waste removal

    – “Plug & Play” Single Technical set Up shared by each act

    – Show to end earlier than standard at 22:00 to allow audiences to use public transport to get home

    Reckitt*, a global leader in health, hygiene and nutrition, will establish a major production plant in Wilson County to produce the over-the-counter medicine Mucinex, creating 289 jobs, Governor Roy Cooper announced today. The company will invest $145.59 million in Wilson.

    “North Carolina continues to attract the world’s most well-known life science companies that are working to keep people healthy,” said Governor Cooper. “Communities like Wilson and all across our state provide skilled biotech workers through our training systems that are important to companies like Reckitt.”

    For more than 200 years, Reckitt has been the company behind some of the world’s most recognizable and trusted consumer brands, including Airborne®, Biofreeze®, Finish®, Lysol®, Mucinex®, and more. These brands have been used by consumers for generations and are familiar staples in households around the world. Every day, around 30 million Reckitt products are purchased globally. The company’s new Wilson project will allow the company to expand its production capacity and localize Mucinex production. In addition to management and administrative functions, the Wilson facility is expected to include quality assurance and quality control, engineering, and general manufacturing roles.

    The North Carolina Department of Commerce led the state’s support for the company during its site evaluation and decision-making process.

    Although wages will vary depending on the position, the average salary for the new positions will be $80,182, which is higher than the current average wage in Wilson County of $52,619. The new positions will bring an annual payroll impact to the community of more than $23 million per year.

    Reckitt’s project in North Carolina, formally being granted to company subsidiary RB Health Manufacturing (US) LLC, will be facilitated, in part, by a Job Development Investment Grant (JDIG) approved by the state’s Economic Investment Committee earlier today. Over the course of the 12-year term of this grant, the project is estimated to grow the state’s economy by $1.9 billion. Using a formula that takes into account the new tax revenues generated by the new jobs, the JDIG agreement authorizes the potential reimbursement to the company of up to $4,606,000, spread over 12 years. State payments only occur following performance verification by the departments of Commerce and Revenue that the company has met its incremental job creation and investment targets.

    The project’s projected return on investment of public dollars is 317 per cent, meaning for every dollar of potential cost, the state receives $4.17 in state revenue. JDIG projects result in positive net tax revenue to the state treasury, even after taking into consideration the grant’s reimbursement payments to a given company.

    “Wilson is a vital center for North Carolina’s renowned biotech and life science industry, and we’re proud that Reckitt has chosen Wilson and the BioPharma Crescent for their new facility,” said N.C. Senator Buck Newton. “Our workforce and investment in the Biologics Training Facility make Wilson the perfect location for these high-tech companies and their high salary jobs.”

    These days, the question “Cold or flu?” doesn’t quite cover it when we start coughing and sneezing in the fall or winter.

    COVID-19 is still here, and we also have to deal with respiratory syncytial virus (RSV), in addition to pneumonia, bronchitis, and sinus infections, and even bird flu is starting to take hold in some parts of the world.

    The good news is, even if we can’t immediately tell these respiratory illnesses apart, the steps we can take to reduce the chances of spreading them apply broadly, namely hand-washing, staying home when sick, masking when symptomatic, and, most importantly for some of the viruses, vaccination.

    Washington, D.C. – Today, U.S. Representatives Jared Huffman (D-CA-02) and Jay Obernolte (R-CA) introduced the Community Protection and Wildfire Resilience Act to help local communities defend themselves from the growing danger of wildfires. This bill will empower communities to implement science-based methods for mitigating wildfire damage and provide funding to design and implement new Community Protection and Wildfire Resilience Plans with community members, first responders, and relevant state agencies.

    “As our country grapples with the climate crisis, catastrophic wildfires have become an existential threat to the safety of our communities. California has been on the frontlines – with five of the six largest fires in the state’s history occurring in 2020 alone. The government should treat these natural disasters the same way as any other, providing resources and empowering communities to build resiliency,” said Representative Huffman. “My legislation builds on the investments we made last Congress so we can prepare our communities for worst-case scenarios while working to address the build-up of issues that make wildfires so much more destructive than ever before.”

    “Wildfires are becoming increasingly frequent and have devastated millions of acres across the West, endangering lives, property, and critical infrastructure,” said Representative Jay Obernolte. “Our local communities are best positioned to understand their own needs and challenges, and the Community Protection and Wildfire Resilience Act empowers them to take a proactive and coordinated approach to wildfire protection.”

    Provisions from Rep. Huffman’s bill, formerly known as the Wildfire Defense Act, were included in President Joe Biden’s Bipartisan Infrastructure Law. This included the Community Wildfire Defense Grant program, which helps communities, tribes, non-profit organizations, state forestry agencies, and Alaska Native corporations plan for and mitigate wildfire risks as the nation faces an ongoing wildfire crisis. USDA’s Forest Service worked with states and tribes through an interagency workgroup to develop the Community Wildfire Defense Grant program, originally announced in June of 2022. Grant proposals underwent a competitive selection process that included review panels made up of state forestry agencies and tribal representatives.

    Today’s bill builds on this success and goes even further by designating a targeted, specific grant program for home hardening within the Federal Emergency Management Agency (FEMA) and adds home hardening as an allowable project under the USFS program.

    “The Community Protection and Wildfire Resilience Act will promote community resilience in the places most at-risk from wildfire. We are pleased to see Representative Huffman and Senator Harris take decisive action to address the challenges posed by climate change and fire management.     Specifically, the bipartisan Community Protection and Wildfire Resilience Act will invest $1 billion per year to:

    • Establish guidelines for communities to conceptualize new Community Protection and Wildfire Resilience Plans (CPWRP) that are developed in coordination with community members, first responders, and relevant state agencies. CPWRPs will focus on implementing strategies and activities relating to:
      • Improving early detection technology, public outreach and education, alerts and warnings, evacuation planning, evacuation execution, and access for first responders
      • Addressing vulnerable populations, including the elderly and those with disabilities
      • Hardening critical infrastructure and homes
      • Applying community-scale defensible space across contiguous areas
      • Building local capacity to implement and oversee the plan
      • Deploying distributed energy resources like microgrids with battery storage
      • Implementing strategic land use planning
      • Educating community members
      • Coordinating with existing wildfire plans like a Community Wildfire Protection Plan.
    • Provide grants of up to $250,000 to develop a CPWRP and grants of up to $10 million to implement a CPWRP
      • Grants will be prioritized for low-income communities that are at high risk for fire or wildfire and communities recently impacted by a major wildfire.
    • Complete a report on all federal authorities and programs to protect communities from wildfires. 
    • Study how a CPWRP could be used as certification for insurance companies assessing community resilience.
    • Continuously update wildfire hazard maps.
    • Assess impediments to emergency radio communications across departments and agencies.
    • Allow for structure hardening to be covered under existing community wildfire protection programs.

    On the morning of 3 March 2002, I put a card into the ballot box, on which I had written a determined ‘yes’.  Our TV screens had been filled with various forecasts and figures from the early hours.

    But it was only in the evening that the final result came through: after years of struggle and a fiercely contested campaign, Switzerland would join the United Nations.

    Ultimately, it was a few hundred votes from the canton of Valais – my home region – that tipped the balance.

    On that day, the Swiss people expressed their country’s desire to assume responsibility and take part in the world of international politics in a spirit of solidarity.

    More than two decades have now passed. I am addressing you today, just a few days before Switzerland assumes the presidency of the Security Council. The world may have changed, but our principles have not.

    Like many countries, we are following with concern the escalating tensions and emergence of new conflicts around the world.

    Unfortunately, we are witnessing increasing levels of grave human rights violations as well as a growing, blatant disregard for internationally recognised borders. Might risks taking precedence over right, and the threshold for resorting to military force has clearly fallen significantly.

    Only together can we counter the dynamic, captured so aptly by the great writer Ferdinand Ramuz a century ago: “Parce qu’un malheur ne vient jamais qu’un autre ne vienne ; les malheurs se marient entre eux, ils font des enfants.”

    There are major challenges ahead: wars, disasters, the damage we are inflicting on our shared environment, technological advancements and the opportunities and risks they bring.

    As the only truly global organisation, the UN has a crucial role to play in tackling these issues.

    We can make a start right here, if we choose to work together better – regardless of our governmental and economic structures or our cultural differences.

    We must not let our world fragment into blocs. We must show our willingness to negotiate principles with all major regions of the world, principles that are in our mutual interest and respected by all. And this must always be underpinned by international law.

    The search for peace is paramount, and Switzerland is committed to playing its part.

    Based on its tradition of good offices and solidarity, and because resignation and inaction should never be an option, this summer Switzerland brought together around 100 states and international organisations for the Summit on Peace in Ukraine.

    Our goal was to provide an initial impetus for a just and lasting peace in Ukraine, based on international law and the United Nations Charter. The conference at the Bürgenstock marked an important step in that direction.

    The 94 signatory states of the Bürgenstock Joint Communiqué reaffirmed their commitment to the principles of the United Nations Charter.

    We would like to renew our invitation to the international community to spare no effort in supporting concrete measures and this Joint Communiqué.

    International law is the basis for our common endeavours for global peace, security and prosperity.

    The Geneva Conventions, the 75th anniversary of which we are celebrating this year, govern the legal basis of war as well as the protection of the civilian population.

    But the latest UN figures paint the international community in a poor light. Civilians and civilian infrastructure are not only inadequately protected, but in fact come under repeated attack.

    We are witnessing violations of international humanitarian law, from Myanmar to Ukraine, from the Middle East to Sudan. My country has been strongly committed to ensuring that the Security Council adopts ceasefire resolutions, particularly for Gaza and Sudan.

    It is urgent that these resolutions are now implemented and respected. Likewise, we urgently call for an immediate return to a total cessation of hostilities on both sides of the Blue Line.

    The heavy toll paid by civilian populations in these current crises and conflicts strengthens Switzerland’s resolve to ensure that international humanitarian law remains an absolute priority. Pushing for greater compliance is at the heart of our work in the Security Council.

    Protecting the civilian population in conflicts is neither self-evident nor guaranteed. It must be afforded higher priority in conflict situations.

    Peace is and always will be the best way to protect civilian populations. To this end, Switzerland is also committed to civilian and military peacebuilding.

    Even if some peace missions have been unable to meet all of their intended objectives, they nevertheless contribute to security, stability and peace in people’s everyday lives. When deciding which missions to deploy, we must overcome our disagreements. Peace is too precious a commodity to become a pawn of self-serving interests.

    Together with our many international partners, Switzerland is continuing to contribute to peacebuilding as well as expanding its capacities where possible.

    War and peace are not the only challenges we face. There are many others that we also need to urgently address:

    Civilians not only require protection from armed conflict, but also from natural disasters, as has become increasingly clear in recent years. Climate change and loss of biodiversity are having an existential impact on ever more people.

    It is crucial that we also maintain and expand our efforts in these areas, while forging ahead with pioneering developments. Many of the international environmental agreements are either not implemented at all or only inadequately. This is resulting in large-scale environmental destruction.

    I am also concerned about the rise in disinformation, which undermines people’s ability to form their own opinions based on facts. Private and state actors spread disinformation at home and in other states to fuel polarisation, sow distrust and destabilise states.

    Switzerland has and will always be committed to freedom of expression and media freedom.

    Disinformation is toxic. We can counteract this by improving our understanding of what constitutes free speech and manipulation of the facts; by exposing illegitimate interference, by fostering open and fair debate, and, in our capacities as governments and international organisations, by providing transparent and factual information.

    Switzerland has and always will be committed to strong and effective multilateralism.

    All states must come together to find lasting solutions.

    My country is shaped by regular democratic debate at all levels of government – local, regional and federal. We urgently need to see more of such constructive and peaceful debate if we are to address the existential challenges that face us.

    Two days ago, we adopted the Pact for the Future. The pact is a strong commitment to multilateralism. One of the core elements of the pact is the 2030 Agenda for Sustainable Development – our roadmap, which we must implement together as quickly as possible.

    “The idea must be born from the vision, like the spark from a flint.” That too is a quote from Ramuz – one that has lost none of its relevance. We need courage and confidence.

    And we need a framework in which we can work together as partners to find solutions. That framework is the United Nations. Let us work together to make it stronger.

    Solutions30, a leading provider of solutions for new digital technologies, and Connected Kerb, one of the largest UK’s public charging operators, announce a strategic partnership to deploy electric vehicle charging (EVC) network in the South East of United Kingdom.

    Through this multiyear, multimillion pound framework contract, Solutions30 is responsible for installing thousands of fast charging points (up to 22kW) across the region. The contract covers the survey and design works, the electrical installation of charging points and their connection to the grid, for both AC and DC charging points. It will make it possible to meet a wide range of charging needs for all vehicle types, and give access to charging at a competitive price for electric car drivers.

    By leveraging Solutions30’s expertise, the partnership aims to accelerate new charging point building, optimize investments, and speed up connection times. This will help local authorities meet their network roll-out targets, particularly in underserved areas. The collaboration addresses a critical need for an extensive public infrastructure in the UK, where almost half of all homes do not have a car park to install private chargers.

    Offshore Energies UK, the leading trade body welcomes the announcement that GB Energy will be located in Aberdeen. The city has been Europe’s energy capital for the last fifty years and with the right energy policies in place to back firms and their workers, it can continue to spearhead the UK’s homegrown energy transition. 

    OEUK says listening to industry’s experts and building partnerships will be key to determining GB Energy’s success. The UK’s transition to cleaner energy is not only the biggest engineering project the UK has seen since the Second World War. It is also the biggest financial undertaking.

    The government’s Office for Budgetary Responsibility (OBR) says net zero will cost the UK £1.4 trillion, and that the lion’s share must come from business.  

    The new government now needs partnerships with industry to put plans into action, unlock investment and kickstart economic growth.  

    While welcoming the announcement, OEUK reinforced its continued concerns over plans by the UK government to increase and extend the Energy Profits Levy.

    Our world is in constant motion. Cities expand, landscapes evolve and the climate continues to reshape our globe. To help people visualize these changes and learn more about the world around them, we’re announcing new updates to Google Earth and Street View.

    Travel back in time with Earth — and plan projects more efficiently

    Maybe you want to travel back in time and see what your neighborhood looked like decades ago. Or you want to understand how forests have been affected by human activity and the changing climate. All of this will soon be possible thanks to our new historical imagery in Google Earth on web and mobile, which makes it easy to explore our library of satellite and aerial imagery — some of which goes as far back as 80 years.

    When exploring, you’ll see a sharp contrast in how geography has evolved in many places. Take this 2018 image of Lake Oroville, a reservoir in northern California that saw significant water reduction after multi-year droughts. Compare that with its 2023 image, which shows how a series of rains gradually filled the reservoir back to maximum capacity — providing water storage, electricity from power generation and a space for water activities, like swimming and kayaking. Historical imagery allows you to follow the lake’s evolution in striking detail.

    Historical imagery can also show dramatic changes over longer periods of time. In places like London, Berlin, Warsaw and Paris, you can even explore imagery from as far back as the 1930s. For example, below is a black-and-white photo of San Francisco in 1938, taken by Oakland Airport pilots. During this period, you can see that ports were mainly used for shipping and industry — compared to the 2022 image, where you see the piers dotted with restaurants and cruise ships docked in the harbor.     Expanding Street View imagery in nearly 80 countries

    While Google Earth has a vast repository of satellite and aerial imagery, Street View displays over 280 billion images collected from our Street View cars and trekkers. With Street View, you can virtually explore every continent right from your living room — and even places like the Great Barrier Reef and the International Space Station. Now, we’re launching one of the biggest updates to Street View yet, with new imagery in almost 80 countries — some of which will have Street View imagery for the very first time.

    You’ll be able to explore the picturesque countryside of Bosnia and its medieval villages, the sandy mountains surrounding the capital of Namibia, the alps and castles of Liechtenstein and the beautiful rivers of Paraguay. You can even virtually wander the streets of foreign cities to see shops and buildings up close.

    Sharpening imagery with new AI models

We’ve used our Cloud Score+ AI model, trained on millions of images, to recognize and remove things like clouds, cloud shadows, haze and mist. At the same time, this model keeps real-world weather patterns — like ice, snow and mountain shadows — visible on the map. President Trump delivered relative peace around the world. What happens? This Administration comes in and creates an enormous national security disaster at our southern border. Now, 10 million people – we have no idea who they are – more than 10 million have come into our country.     The government’s plan to reduce net migration has been bolstered by new measures announced today.

    New measures to cut historically high levels of net migration have been announced today, bolstering the Home Secretary’s approach to tackle the root causes behind the UK’s long-term reliance on international recruitment.

    Sectors most reliant on overseas workers will be targeted to ensure they are addressing their failure to invest in skills here in the UK.

    The government will task the Migration Advisory Committee (MAC) with monitoring and proactively highlighting key sectors where skills shortages have led to surges in overseas recruitment and provide a yearly assessment to ministers to inform policy decision making.

    Rules around visa sponsorship of migrant workers will also be strengthened so that strong action can be taken against employers who flout employment laws, restricting their ability to hire workers from abroad. This is in addition to work already underway to clamp down on existing sponsor licence holders and to stop visa abuse, such as the ramping up of investigation visits by UK Visas and Immigration (UKVI), and suspending and revoking licenses where employers abuse the immigration system and exploit migrant workers.

    This follows plans already set out by the Home Secretary to link migration policy with skills and wider labour market policy, so that international recruitment is no longer the default choice for employers filling skills shortages, as well as the government’s confirmation that changes made by the previous administration to the immigration system will remain in place.

    The new joined-up approach across government, set out by the Home Secretary in July, establishes a framework in which the newly formed Skills England, the Industrial Strategy Council, together with input from the Department for Work and Pensions, will work closely with the MAC so that migration is not used as an alternative to tackling training or skills shortages in the UK.

    The MAC’s annual assessment will help industries respond swiftly to skills gaps and take necessary steps to reduce their dependency on migrant workers and invest in training, workforce plans, and higher quality jobs for workers here at home.

    The expanded role for the MAC will be bolstered by additional capacity and includes work to assess the root causes of why certain sectors are so reliant on overseas workers. It has already been commissioned by the Home Secretary to look at IT and engineering – key sectors which have consistently relied on the international workforce, rather than sourcing the workers and skills they need here in the UK.

    UK Armed Forces Veterans to be given better access to social housing.

    • Further support to house UK Armed Forces Veterans in housing need.
    • Domestic abuse victims and care leavers under 25 to be exempt from any ‘local connection’ requirements.
    • Government has pledged the biggest boost to affordable and social housing in a generation.

    All UK Armed Forces Veterans will be exempt from rules which require a connection to a local area before accessing social housing. This is in line with the manifesto commitment to strengthen support for our Armed Forces communities and to ensure veterans have access to the housing support they need.

    Whilst not mandatory, the vast majority of councils (89%) have a local connection or residency test in place to determine who can qualify for social housing. These changes will mean that where such requirements are in place, veterans are not unfairly penalised.

    Other groups who can have difficulty demonstrating a local connection – care leavers and domestic abuse victims – will also be exempt from the rule. This delivers on the commitment in the response to the consultation on social housing allocations, published earlier this month, to support the most vulnerable to access social housing.

    The government is writing today to councils to remind them they should prioritise veterans, care leavers and domestic abuse survivors for social housing. Regulations will be brought forward in due course, with Ministers hosting roundtables with the sector to explore the detail of these changes.

    Already the government has given councils more flexibility to use their Right to Buy receipts to build and buy more social homes and allocated an additional £450 million for councils to secure homes for families at risk of homelessness.  

    Further plans will be set out at the next fiscal event to give councils and housing associations the rent stability they need to be able to borrow and invest in both new and existing homes.

    Manitoba Government Helping More Women Get Screened for Breast Cancer

    The Manitoba government is helping more people get screened for breast cancer with a plan to progressively lower the age for self-referrals to 40 from 50, beginning with a commitment to get to age 45 by the end of next year, Health, Seniors and Long-Term Care Minister Uzoma Asagwara announced today.

    “Breast cancer has touched the lives of so many people in this province,” said Asagwara. “As we lower the screening age in Manitoba, it’s critical that the system has what it needs to meet a higher demand. This will ensure that vulnerable people – especially marginalized and low-income women – are able to access the care they need. The previous government’s disregard for women’s health and cuts to health care caused limited capacity for breast cancer screening. As we rebuild this capacity, we’re taking a comprehensive and thoughtful approach so both patients and health-care staff are supported.”

    CancerCare Manitoba has been working with health system partners to hire more mammography technologists and increase screening appointments for individuals aged 50 to 74. Additional breast screening clinics will be added as targets and staffing requirements are met, noted the minister. When fully expanded, the breast screening program will nearly double its capacity to over 80,000 screening mammograms per year.

    “With this change, CancerCare Manitoba’s breast screening program will be providing more mammograms closer to home and with care to providing culturally sensitive and appropriate services,” said Sri Navaratnam, president and CEO, CancerCare Manitoba. “Our priority will be increasing access for people who are typically underserved by the health-care system and we are grateful for the province’s support and commitment to equitable care for Manitobans.”

    Tecnológico de Monterrey, one of the oldest and most renowned colleges in Mexico and abroad, has often been at the forefront of innovation and technology in its 81-year-old history (it adopted computers as early as in the 1960s). The university’s headquarters are in the northern city of Monterrey, Mexico’s industrial powerhouse, just 100 miles south of Texas.

    “We knew from the beginning that AI was a phenomenon of such magnitude that the sooner we jumped on board and designed our own journey, the better,” says Carles Abarca, the university’s vice president for digital transformation.

    Users can access the AI systems through the university’s intranet on their computer or a phone app. The experience is customized depending on whether you are a professor, a student or a collaborator, the term that the university uses for its employees. It has been designed to be potentially available to the 35,000 employees of the institution, including 11,000 professors, and to all 90,000 students across more than two dozen campuses in Mexico.

    Internal and external data

    The platform combines both internal and external data through its different features. Some tools are accessible to all employees and students, including a natural language chat that uses internal data to answer questions related to tuition, scholarships and campus shuttle schedules, among others, which students describe as a huge time saver. There is also a chat with access to external data and the ability to summarize texts and create images through prompts.

    A separate set of academic tools strictly focused on the learning process is used only by teachers, who produce all the data, and students. It is split into three interconnected components: Skill Studio, which enables professors to create teaching material, from exercises to mock tests to quizzes, and the Academic TECbot and Librarian TECbot, which work as personalized tutors for students.

    The library assistant can quickly find books and handbooks from more than 60 million sources of the university’s library and other licensed content.

    TECgpt launched a year ago and is already used by 3,000 users monthly. The academic tools have been in beta phase, but are expected to be accessible to all teachers and around 5,000 students between now and early 2025, Abarca says.

    Students who have participated in the pilot phase highlight how the platform helped them fill gaps in understanding quickly and efficiently. Professors say it helped them automate repetitive academic tasks and find more creative and innovative learning takeaways.

  • MIL-OSI Canada: Economic growth during uncertain times

    Good afternoon. I want to thank the Institute of International Finance and the Canadian Bankers Association for inviting me to take part in your 2024 Forum.

    Your focus on growth during uncertainty is timely. Uncertainty feels like the new reality: The uncertainty caused by war in Europe and in the Middle East. The uncertainties arising from geopolitical tensions and economic fragmentation. And the related uncertainties about supply chains, trading relationships and global investment risks.

    Rapid advances in new technologies, particularly artificial intelligence (AI) and its new offspring, Generative-AI, are disrupting business models and creating new uncertainties for firms and workers.

    Uncertainty surrounds the impacts of climate change and the policy frameworks to adapt to and mitigate it.

    There is political uncertainty. And fiscal uncertainty.

    As your theme implies, uncertainty and economic growth do not sit well together: uncertainty impedes growth.

    But with inspired policy, good business decisions and sound risk management, we can manage uncertainty and reduce its impact on households, businesses and growth. We have recent historical evidence.

    Sixteen years ago this month, Lehman Brothers failed, and the financial system froze because nobody knew which banks were safe. Today, the global financial system is much safer thanks to the implementation of sweeping global reforms to increase capital and liquidity buffers, and reduce leverage.

    With the rapid development of new vaccines and with exceptional fiscal and monetary policies, uncertainty about our health and the health of our economies has decreased dramatically since the depths of the COVID-19 pandemic.

    Thanks to decisive monetary policy action and the unblocking of supply chains, uncertainty about costs and inflation are much lower today than two years ago, when inflation peaked above 8% in Canada and was even higher in many other countries.

    In the past few weeks, I have given speeches on the shifting global trade landscape and the economic implications and risks of rapid advances in artificial intelligence. These are two key areas where we can reduce uncertainty through good policy and far-sighted business leadership.

    At the same time, we need to recognize that new uncertainties are a new reality, and we must be ready for the inevitable shocks in a more turbulent world. That puts a priority on risk management and investments in resilience.

    A key function of financial institutions is to help households and businesses manage the risks they face. Financial institutions also have a responsibility to manage their own risks prudently so that they do not themselves become a source of uncertainty and instability.

    As Canada’s central bank, we have a role to play in mitigating and managing risks and uncertainty. Our primary mandate is price stability—in other words, low, stable and predictable inflation. We also have mandates to foster a stable financial system and ensure safe and efficient payments.

    Let me say a few words on financial stability and payments. And then I’ll finish with some thoughts on monetary policy.

    Our financial stability focus is on risks that could lead to system-wide stress. And we publish these findings in our annual Financial Stability Report (FSR).

    In our most recent FSR, published in May, we reported that Canadian mortgage holders had experienced a modest increase in levels of financial stress. Since then, we’ve observed that arrears on mortgages have continued to rise, although they remain below pre-pandemic levels. It also appears that these households have not leaned on revolving credit products such as lines of credit and credit cards to a greater degree than before the pandemic.

    But there is a notable increase in financial stress among borrowers without a mortgage, mainly renters. During the pandemic, for most credit products, the share of these borrowers missing payments reached historical lows. However, we’re now seeing a larger share of these borrowers lagging behind on credit card and auto loan payments. Over the past year the share of borrowers without a mortgage who carry a credit card balance of at least 90% of their credit limit has continued to climb. And this share is now above typical historical levels. This is concerning.

    Our responsibilities related to payments require us to adapt to increasing digitalization. Innovation in payments continues to accelerate.

    In 2021, the Bank assumed a new mandate for the supervision of retail payment service providers. Starting November 1st of this year, more than 3,000 service providers will need to register with the Bank and follow new rules aimed at safeguarding consumers and protecting the integrity of retail payments.  

    We are also looking at the bigger picture of payment innovation, both in Canada and around the world. As part of this work, in the past few years we’ve built an extensive body of knowledge about the framework and technology behind a possible central bank digital currency (CBDC), including the benefits and risks.

    But recognizing that there is not currently a compelling case to move forward with a CBDC in Canada, the Bank is scaling down its work on a retail central bank digital currency and shifting its focus to broader payments system research and policy development. The Bank will continue to monitor global retail CBDC developments. And the Bank will be ready to ensure Canadians always have a safe and secure supply of public money.

    Now, let me circle back to monetary policy.

    In June, we began lowering our policy interest rate. We cut the policy rate at our last three decisions, for a cumulative decline of 75 basis points to 4.25%.

    Our most recent decision on September 4th reflected two main considerations.

    First, we noted that headline and core inflation had continued to ease as expected. Second, we said that as inflation gets closer to target, we want to see economic growth pick up to absorb the slack in the economy.

    Since then, we’ve been pleased to see inflation come all the way back to the 2% target. It has been a long journey. Now we want to keep inflation close to the centre of the 1%–3% inflation-control band. We need to stick the landing.

    What does this mean for interest rates? With the continued progress we’ve seen on inflation, it is reasonable to expect further cuts in our policy rate. The timing and pace will be determined by incoming data and our assessment of what those data mean for future inflation.

    As always, we try to be as clear as we can about what we are watching as we chart the course for monetary policy.

    Economic growth picked up in the first half of this year, and we want to see it strengthen further so that inflation stays close to the 2% target. Some recent indicators suggest growth may not be as strong as we expected. We will be closely watching consumer spending, as well as business hiring and investment.

    We will also be looking for continued easing in core inflation, which is still a little above 2%. Shelter cost inflation remains elevated but has started to come down, and we are looking for it to moderate further.

    Our next decision is October 23rd. And we will have a revised economic outlook at that time.

    With those introductory thoughts, let’s get the discussion started.
