    Gisborne the country’s top performer in ASB’s latest Regional Economic Scoreboard

     

    • Gisborne claims first place on the leaderboard for first time in more than four years
    • Biggest drops seen in Southland, down from first spot to ninth, and Marlborough, falling from fourth place to second-to-last
    • Despite signs of optimism in housing market and export growth in some regions, economic outlook to remain sluggish until 2025.

    Growth is on the horizon, according to ASB’s Regional Economic Scoreboard released today. The Scoreboard ranks regions based on year-on-year growth across a range of measures, including employment, building consents and retail sales.

     Scoreboard data for the April to June quarter paints a fairly bleak picture but ASB Senior Economist Chris Tennent-Brown expects inflation pressures to ease further by the end of the year, leading to a brighter 2025.  

    “The unemployment rate rose to a three-year high of 4.6% in Q2, and we expect this to move above 5% by the end of the year. The construction outlook remains soft and household spending is weak, as cost of living pressures bite.

    “However, we’re seeing some positive signs in the housing market with house sales increasing by 6.8%, and prices rising by 2.2% this past quarter, and we can expect it to pick up with a bit more speed in 2025.

    “Exports for Q2 were $26.26bn, up from $25.99bn a year ago, with dairy still our most attractive offering. Our 2024 growth forecasts for some of our key trading partners have been revised higher which is good news for the country. Much like the rest of the economy however, growth is expected to remain below average for 2024, with weakness in China a concern.”

    Gisborne claims top spot on scoreboard

    For the first time in more than four years, Gisborne has claimed the top spot on the scoreboard, largely due to the post-cyclone rebuild in the region. Annual construction consents rose sharply by 40.8%, driven by a 152.8% increase in non-residential building.  Annual house sales growth was the second highest in the country at 25.8%, and employment performed well, growing 3.6% year-on-year and exceeding the national average of 1.6% growth.

    “It’s fantastic to see Gisborne make a comeback on the scoreboard, and we saw the same post-cyclone rebuild having a positive impact for Hawke’s Bay in the rankings last year.  We expect this forward momentum for the region to continue in the short-term.”

    Otago and Canterbury round out the podium

    Otago remained steady in second place, while Canterbury climbed four spots to claim bronze, with both regions differentiating themselves from other parts of the country.  

    Otago generated the highest house price growth across the country, which rose 4.4% annually at double the national 2.2% average.  Otago also showed strength in the labour market, with employment increasing 5.5% annually, the strongest pace of all the regions. Meanwhile, Cantabrians’ above-average consumer confidence showed in their spending, with retail sales growing at the fastest rate in the country at 2.5% annually, compared to a decline of 0.4% nationwide.

    Marlborough and Southland see biggest declines to scoreboard positions

    Marlborough’s position in the top four in Q1 was short-lived, with declines across construction, real estate and employment informing the region’s second-to-last placing. Tennent-Brown says the region’s most famous export could be the key to growth in future quarters.

    “Marlborough enjoyed a spectacular 2024 wine season and if wine exports pick up as we head into summer, the region could see some much-needed momentum in the next 6-12 months.”

    SHAYNE NEUMANN, FEDERAL MEMBER FOR BLAIR: I’m Shayne Neumann, Federal Member for Blair. I’m here with my friend Amanda Rishworth, who’s the Minister for Social Services, and Aime Carrington, who’s the CEO of Domestic Violence Action Centre, commonly known as DVAC, west of Brisbane, a great service that provides a lot of assistance for women and children in particular. But I’m so pleased, Amanda, to have you here today with this announcement, and you have as a psychologist and I as a lawyer, who practiced in family law and child protection, have worked in this field before, in our professional lives, before in Parliament. But I know this announcement is very, very good for Ipswich and surrounds, and I know that DVAC will do a lot of good with the Federal Government funding and support that you’re providing. I’ll hand over to you, Amanda, to tell us about it.

    AMANDA RISHWORTH, MINISTER FOR SOCIAL SERVICES: It’s so wonderful to be here today. Firstly, I’d like to thank Shayne, who’s been an amazing advocate for women and children in particular, who have experienced family, domestic and sexual violence. His advocacy has made sure that the attention, not just here in Ipswich, but right across the country, is really, really focused. I’d also like to thank Aime and the whole team at the Domestic Violence Action Centre, the frontline workforce that I met today. The Commonwealth Government, under the Albanese Labor Government, has really focused on family and domestic violence since we were elected. Our National Plan to End Family Domestic and Sexual Violence in a generation is something that we put in place very soon after we were elected, and we’ve now had a number of budget rounds that have put close to $4 billion on the table when it comes to frontline services and other programs. But it was wonderful to meet with Aime and the other frontline workers to hear how they’re actually working to spend this money. Whether it is through our frontline workforce, through the National Partnerships Agreement that we have, providing help to women and children really in crisis. Or whether it is the work that they complement their casework with, with keeping women safe in their homes, ensuring that there’s the right technical solution and support for women to stay where they want to live in their community, but don’t always feel certain to do so without this extra support. But most importantly, it was wonderful to hear about the enthusiasm for the new announcement today that we’ve made about supporting young men and boys break the cycle of family and domestic violence. We know that children, particularly men and boys, who have experienced family and domestic violence or other adverse childhood experiences, are more likely to choose to use violence, and therefore we know that if we are going to break the cycle, we must work with these boys and men to make sure that the cycle is not repeated. And that is what this trial I’m announcing today is. There’s 12 different organisations that will run support across the country. And it is wonderful that the Domestic Violence Action Centre will be one of those working in this new way. I have to say that one of the really key elements of the National Plan is to acknowledge the experience of children as domestic violence victim survivors and to make sure that they get the support that they need. That’s what these programs are all about. There’ll be both rural and regional areas that will have these trials, as well as metropolitan areas. And here in Ipswich, there is a there is a wonderful program that will be delivered. I’m going to ask Aime to speak about that soon. Services will begin to roll out, and support will begin to roll out from January this year, and will be over a three year period. But I’d just like to thank Aime and her team for the really wonderful application they’ve put in to work with these boys and young men and to make sure that we are really breaking the cycle when it comes to family and domestic violence. So I’m going to ask Aime to speak about her program in particular.

    AIME CARRINGTON, CEO OF DOMESTIC VIOLENCE ACTION CENTRE: I’m Aime Carrington. I’m the CEO of the Domestic Violence Action Centre. DVAC has been operating for just under 30 years within the Ipswich region, and we’re really excited about the announcement today and to be a part of this new partnership with YFS to pilot a program called ‘Breaking the Cycle’. Breaking the Cycle will be working with young men and boys aged 12 to 18 years who have experienced domestic and sexual violence. We will be supporting them on their journey for healing and trauma and abuse that they’ve experienced, and we’ll be supporting them to build their own positive masculinities, behaviours, and ways of behaving within the family and with their own intimate partners. We’re really excited, because what this program will do is it will build a new evidence base through being evaluated to show what really works with breaking the cycle of domestic and sexual violence. I’m really proud of the team at DVAC, and really excited to see the positive gains that we’ll be able to achieve alongside our community, our community partners, young men and their families, with this work together.

    AMANDA RISHWORTH: Okay, we’ll hand over to you for some questions.

    JOURNALIST: Thank you. First question to the Minister. This kind of program for young boys is the first of its kind in Australia, is it? Why do you think it’s so important to have?

    AMANDA RISHWORTH: What we know, and what the evidence shows us is that we must make sure that if we break the cycle, we have to intervene early. And of course, particularly boys and young men, if violence has been normalised in the home, if it has been shown that that’s the only way to respond, then we’re going to see that violence cycle continue. So we must intervene early to break the cycle, but also we must ensure that children, in particular that have experienced family and domestic violence carry their own scars, their own trauma, and we need to support them to heal. We need to make sure that they are over able to overcome what is often a very traumatic experience. So our National Plan has been very focused on that we need to elevate children. Children didn’t get the type of focus in the first National Plan around gender-based violence, but in this plan, we are elevating children, because that’s where we know we can make a real difference.

    JOURNALIST: And of course, it’s not just here in Ipswich, but it is across the country, 12 sites, but likely more to come next year. Is that right?

    AMANDA RISHWORTH: There’s 12 sites that will be running over the next few years. There’s one, for example, in Rockhampton, being run by Centrecare Rockhampton. They’ll be run across rural and regional areas as well as metropolitan areas in most states and territories. And we will be gathering the evidence from these trials to look at how we put in best practice and expand this type of support across the country.

    JOURNALIST: And I have a question for Aime, sorry, how important is it to have these services funded by Government to, I guess, you know, get these kids to help they need?

    AIME CARRINGTON: Government funding is essential to the success of specialist domestic family and central violence services. And it’s really important to be doing innovative pilots like the Breaking the Cycle program, because we need to do more as a society to really make a difference and to change the trajectory. If we want to achieve ending gender-based violence in one generation, it’s services like this that are going to make a real difference alongside everything else that we’re doing. Ending gender-based violence is going to take a whole society, and so this is a really important step forward.

  • MIL-OSI New Zealand: First Responders – 2024 Port Hills Fire Investigation Report

    A fire investigation report into the Port Hills fire, which started on 14 February 2024, has located a specific origin area on private property but the cause of the fire remains undetermined.
    District Commander Dave Stackhouse says, “Investigators were unable to identify a specific ignition source. As the cause of the fire cannot be proven to an acceptable level of certainty, it is classified as undetermined. However, if further information becomes available, the investigation will be reopened.”
    Dave Stackhouse says an examination of the scene identified a specific origin area of approximately five square metres, on private property about 50 metres off the side of Worsleys Road.
    “The owner of the property where the fire originated cooperated with the investigation and advised that there had been no activity or equipment used on the day the fire started,” Dave Stackhouse says.
    “Our legal advice is that, due to privacy reasons, Fire and Emergency is unable to release the specific origin area of the fire because it is on private property,” he says.
    “We acknowledge this may be disappointing for all those who were affected by the Port Hills fire in February and were hoping for answers,” the District Commander says.
    “Our investigation into the cause of the fire included three experienced wildfire investigators working alongside the New Zealand Police and who arrived in Christchurch the day after the fire started.
    “They interviewed three witnesses who were in the vicinity of the fire when it started and were the first to report the fire to 111. They assessed photos and videos of the early stages of the fire which were sent in by the public or captured on CCTV,” he says.
    “In the lead up to the fire, Canterbury was experiencing a warm, dry summer, combined with dry vegetation across the District. These conditions assisted in the ignition and spread of the fire.”
    Dave Stackhouse says that while the cause of the fire is undetermined, significant incidents like this one are a strong reminder that everyone should take steps to protect themselves from wildfire.
    “Now is the time to prepare for the fire season. We encourage the community to develop an emergency plan, this should include a plan for pets and livestock,” he says.
    “We also recommend that property owners take action to create a defensible space around their properties, remove unwanted vegetation and leaves and use low flammability plants to assist with creating a green fire break around properties.”

    “Fire and Emergency extends its thanks to the many volunteers and staff who worked long hours to contain and extinguish the Port Hills fire.
    “We also want to acknowledge and thank partner agencies for their support throughout the response and the Port Hills residents and Christchurch community for their cooperation.
    “We would also like to thank everyone who contributed to our investigation through sending in photos and videos of the fire during the incident,” Dave Stackhouse says.
    A copy of the fire investigation report will also be available on Fire and Emergency’s website from 1pm on Tuesday 24 September 2024.
    Background
    Just after 2pm on 14 February 2024, Fire and Emergency New Zealand was alerted to a vegetation fire near Worsleys Road on the Christchurch Port Hills. The fire burnt through approximately 650 hectares and destroyed a residential structure and various infrastructure, including causing some damage to the Christchurch Adventure Park.
    The fire burnt across the Port Hills for three weeks and involved firefighters from across Canterbury, multiple aircraft and ground machinery, a large number of support and incident management personnel, and Fire and Emergency’s specialist drone team.

  • MIL-OSI New Zealand: Local News – Milestones reached to improve Porirua’s water infrastructure

    Pipe renewals along Awarua and Prosser streets and the first stage of replacement of the water trunk main at Titahi Bay have been completed as part of Porirua City Council’s ongoing work to renew the city’s drinking water network.
    Wellington Water’s GM of Network Development and Delivery, Susannah Cullen, says the community’s patience is appreciated during some disruptions as these important jobs are carried out.
    “Vital work like these pipe renewals is key to keeping the leaks backlog at a sustainable level and building a more resilient water supply,” she says.
    While leaks are a concern across the region, the number of leaks in Porirua is manageable, Ms Cullen says. A “sustainable backlog” is the level of leaks agreed to by Porirua City Council and Wellington Water, meaning water loss is being contained and projects and work can be delivered efficiently.
    Mayor Anita Baker was pleased to see the positive impact from Council’s increased investment.
    “Balancing pipe renewals with leak fixes is vital to keep water loss down in the long term,” she says.
    “But our work doesn’t stop here. As we look ahead to summer, we’ll work to keep leaks down and keep an eye on our wai across the board.”
    Mayor Baker added there are simple, sensible ways the community can help too.
    “Following water restrictions, making easy choices like doing full loads in the washing machine and dishwasher, and turning the tap off when you’re brushing your teeth – it all makes a difference.”
    Porirua City will enter level 1 water restrictions at midnight on Sunday 29 September. At this level, the public are asked to only use sprinklers every second day. Even numbered houses can use their sprinklers on even numbered days, and odd numbered houses on odd numbered days.

  • MIL-OSI New Zealand: Emergency Management – Nearly half a million people signed up for ShakeOut with one month to go

    With one month to go, nearly half a million people have already signed up for New Zealand ShakeOut 2024, our national earthquake drill and tsunami hīkoi.

    The National Emergency Management Agency (NEMA) says over 480,000 people have signed up to Drop, Cover and Hold and practice their tsunami hīkoi on Thursday 24 October at 9:30am. You can join them and sign up at www.ShakeOut.govt.nz.

    NEMA’s Director Civil Defence Emergency Management, John Price says it’s fantastic to see almost half a million people already signed up, and he encourages schools, businesses, community groups and whānau to sign up if they haven’t already.

    “All of New Zealand is at risk of earthquakes and tsunamis at any time. Shake Out gives us the chance to practice, exercise and test the correct actions to take during an earthquake and tsunami.

    “A large earthquake such as an Alpine Fault rupture will be a defining event for all of New Zealand. We need to be ready.

    “By practising Shake Out each year, knowing what to do to stay safe in an earthquake and tsunami will become second nature. Exercising regularly improves our ability to cope on the day and keep ourselves and our communities safe.”

    Natural Hazards Commission Toka Tū Ake Chief Resilience and Research Officer, Dr Jo Horrocks says they are proud to support ShakeOut again. “At NHC Toka Tū Ake, we’re working really hard to minimise the impact of future natural hazards on communities. Our beautiful land is one of the highest-risk countries in the world for a range of natural hazards, but there is a lot we can all do to prepare for them.”

    Dr Horrocks is pleased to see that almost half a million Kiwis have already signed up for ShakeOut and is hopeful more will join the challenge. “Taking a bit of time to think about how hazards could affect us at home, work or school, and then taking steps to prepare – these are things that will make a big difference in a disaster.”

    John Price says, “Before the drill, check your tsunami evacuation zone using our map and make plans for your tsunami hīkoi if you are in a coastal area. (ref. https://getready.govt.nz/en/emergency/tsunami/tsunami-evacuation-zones/ )

    “Remember that no matter where you live, visit, work or play –  if you are near the coast, or any large body of water and you’re in an earthquake that is strong enough to make it difficult to stand up, or lasts a minute or more, you should immediately head inland or for higher ground. Remember, if it’s long or strong, get gone.”

  • MIL-OSI New Zealand: Porirua City – Local councillors briefed on water reform

    This week briefings to councillors in Wellington, Porirua and Lower Hutt will outline the challenges they face as they consider a joint water services delivery plan in response to the Government’s Local Water Done Well policy. Greater Wellington Regional councillors were briefed last week.
    The briefing sessions focus on the changes to legislation, scale of the challenge, implications around funding and pricing and are to prepare councillors for significant decisions ahead.
    Nine councils in the Wellington region and Horowhenua District are working together to consider a joint water services delivery plan which must be developed by September 2025. The councils collectively represent more than 500,000 people.
    Work is being led by the region’s Advisory Oversight Group (AOG) made up of elected members and Iwi/ Māori representatives.
    Dame Kerry Prendergast, Independent Chair of the region’s Advisory Oversight Group says all councils are committed to the process and working at pace to ensure the right approach to water management is reached.
    “We are committed to an enduring solution, as a sustainable and long-term approach is required to address the challenges our water networks face – now and into the future,” Dame Kerry said.
    “Our region has a significant backlog of investment needed in three waters infrastructure,” Dame Kerry said.
    “Currently over 20 percent of the region’s water assets are worn out and needing replacement, which presents significant risk of major services failures. If we don’t fix the network, we will keep on seeing major pipe failures like at Day’s Bay and Kent Terrace or ongoing challenges like at the Seaview wastewater treatment plant.
    “Significant investment in water is going to be needed over the next 20 years. We know that this will be really challenging and we will have to work closely with contractors and suppliers to grow the workforce, explore new delivery models and find new and lower cost solutions.
    “Our preliminary analysis of the water network and the level of investment needed highlights that there are no quick fixes – this will take sustained effort,” Dame Kerry said.
    “We know what people pay for water will need to rise and we are looking at a range of options and scenarios to keep this affordable.
    “This is why it’s imperative that councils work together, despite each facing different issues. Some councils have challenges now, some have challenges to come in the future. This is a long game, and working together, at scale, gives us the best chance to work our way out of the current water infrastructure situation.”
    New funding arrangements announced by the Government on 8 August for water organisations through the Local Government Funding Agency mean that if councils set up a new delivery organisation these will have access to additional debt funding.
    There are some real positives to this change, Dame Kerry said. “The investment will enable growth and new home building; it will create a lot of jobs in the region. Over the next 20 years, about 44 percent of the network could be replaced, building significant resilience for future earthquakes. The investment will also address the region’s critical water shortage challenges through meters, increased water storage, and fixing leaks.”
    Local Water Done Well is the Government’s plan for water reform and requires councils to develop water service delivery plans by September 2025. It is being implemented in three stages, each with its own piece of legislation. The second stage is underway, with the Local Government (Water Services Preliminary Arrangements) Act passed into law on 2 September.
    The report outlining the regional option for water service delivery will be finalised and released in October, for each council to then consider and make decisions. These decisions will shape the next steps for the region.

  • MIL-OSI Russia: Russian specialists complete internship in the Turkish Republic

    On September 18, as part of an internship in the Republic of Turkey, Russian specialists visited the city of Kocaeli.

    The business program started at Kocaeli University Technopark. The Russian delegation was welcomed by Deputy Director General Omer Ozer. He introduced the activities of the Technopark aimed at promoting the spread of skilled employment, the production of technological products with high added value based on the comprehensive implementation of import substitution and innovation. Omer Ozer spoke about close cooperation with the Kocaeli and Gebze Chambers of Industry and Commerce and the GOBS Technopark, and emphasized that the Technopark is the center of digital transformation and innovation in the region. Russian businessmen presented the activities of their enterprises and discussed issues of interest to them with their Turkish colleagues.

    The next stop was one of the largest ports in Turkey – Poliport. The delegation was received by Poliport CEO Selcuk Denizhan. He noted that the port is not only Turkish, but also one of the largest and most important ports in the European Union with geographical proximity to the industrial zone, where 45% of Turkey’s GDP is generated. The port is the country’s only independent terminal for storing chemicals and one of the few terminals for storing liquids. Russian specialists were given the opportunity to get acquainted with the technologies for handling cargo of various purposes, with the Poliport warehouse sector, as well as with the specifics of managing port infrastructure.

    The business program continued with a networking conference at the Kocaeli Chamber of Industry, whose Secretary General Mehmet Barış Turabi presented the region’s activities in his report, emphasizing that Kocaeli has 14 organized industrial zones, 2 free economic zones, 5 technology parks, 2 national research centers and 2 technology transfer offices. The networking conference ended with a B2B meeting, where Russian and Turkish specialists discussed possible areas of cooperation and exchanged contacts for further interaction.

    The final part of the internship of Russian specialists in the Republic of Turkey took place on September 19-20 in the city of Istanbul.

    On September 19, a meeting was held at Istanbul Kent University with the Consul General of the Russian Federation Andrey Buravov, the head of the branch of the Trade Mission of Russia in Turkey in Istanbul Vera Borisova, the representative of the Chamber of Commerce and Industry of Russia in Turkey Vladimir Emmer, the head of the Russian export center in Turkey Timur Safin, as well as representatives of Istanbul legal, consulting, financial and transport companies. The key topic of the event was the practical experience of doing business in Turkey. The current state of foreign trade relations between Russia and Turkey, promising export directions, the peculiarities of local buyers’ perception of Russian products, as well as issues of certification, logistics and mutual settlements were discussed.

    The next meeting in the format of a networking conference was held at the Independent Association of Industrialists and Entrepreneurs of Istanbul (MUSIAD), which specializes in technology, research and development, innovation and knowledge. The meeting was also attended by members of the ASKON association. The conference ended with an exchange of opinions, establishment of business contacts and B2B meetings with Turkish entrepreneurs.

    Next, Russian specialists visited specialized enterprises: the mechanical engineering company Haffner Makina, one of the world leaders in the production of manual and automatic machines for processing PVC and aluminum profiles, and the logistics company Ata Freight, specializing in innovative solutions for managing freight transportation.

    On September 20, the Director of the Federal Resource Center, Alexey Bunkin, joined the internship. The Russian delegation met with the leadership and members of the Turkish-Russian Business Council (TRBC) of the Foreign Economic Relations Council under the Ministry of Economy of the Republic of Turkey, where a round table was held on the development of cooperation between Russia and Turkey in the current conditions. The meeting was opened by the Vice President of TRBC, Handan Eren, and Alexey Bunkin also gave a speech. A presentation of the project portfolio of Russian specialists and a discussion platform took place, where Russian and Turkish entrepreneurs considered possible areas and prospects for cooperation, and exchanged contacts for further interaction.

    The next event of the program was a visit to the Bagcilar District Administration of Istanbul, where a networking session was held with representatives of the administration and Turkish businessmen. The Bagcilar District is one of the most important trade and production centers in Turkey. The session was opened with a welcoming speech by the head of the district administration Abdullah Ozdemir and the director of the Federal Resource Center Alexey Bunkin. Russian and Turkish specialists presented their companies, shared their experiences and established business contacts.

    An equally important business meeting was held at the Istanbul Chamber of Commerce. The Russian delegation led by Alexey Bunkin was received by the Vice President of the Istanbul Chamber of Commerce Mehmet Develioglu. The meeting was held in the format of an open discussion, during which businessmen discussed issues of development and expansion of trade, creation of new markets, existing problems of development of the business world and measures to eliminate them.

    On September 21, the day of completion of the internship of Russian specialists in the Republic of Turkey, the director of the Federal Resource Center held a briefing during which the results were summed up, the achieved results were presented, and the prospects for the development of subsequent similar projects were discussed. The participants of the program were also awarded certificates of advanced training from the State University of Management in the programs “General Economic Cooperation and Trade” and “Economic Cooperation in Industry”.

    The results of the intensive practice-oriented internship of Russian specialists in the territory of the Republic of Turkey were acquaintance with successful examples of entrepreneurship, establishment of contacts both with representatives of Turkish business and with Russian representative bodies that ensure the state interests of Russia in the sphere of foreign economic activity in Turkey.

    On House Republicans’ legislation to combat violence against women by illegal aliens:

    “Before I talk about that, we have a very busy agenda on the floor this week, and Speaker [Johnson] will talk about some of that, especially the CR with SAVE Act. But today, one of the other bills we’re going to be voting on is a bill that says, if someone is here illegally and they assault a woman – we’ve seen people come here illegally and murder women. That seems like the only time where some of these woke prosecutors will actually arrest the illegal. But there’s so many other horrible things being done to women by illegals. The bill says if they assault a woman in any kind of way, it’s a deportable offense. Now, I’m curious to see how this vote is going to be. Everybody on the House floor should vote for that bill. But if any Democrat dare vote against it, they’re going to have to explain to people back home who are watching this be carried out in every community in America why they would rather stand with illegals than women in their own districts that they represent. That’s going to be today.”

    On protecting Americans workers from woke policy:

    “Tomorrow, we’re going to continue moving forward on our agenda, continue going after wokeness, continue to stand up for families who are struggling. And then Friday, we’re going to be bringing a few bills. One, CRA on tailpipes. Kamala Harris has always been for eliminating the combustion engine and mandating EVs. Her values haven’t changed. That’s what she’s been for her whole life. It’s crushed thousands of jobs in states like Michigan. So [Congressman] John James from Michigan, who has seen the devastation of these horrible policies coming out of the Biden-Harris administration, is bringing a bill to reverse that, to end that mandate on the tailpipe emission, which was designed to kill the combustion engine, fossil fuel cars, in exchange for mandating EVs. People don’t even want to buy the EV cars. The batteries are made in China, and yet they continue their drumbeat. So we’re going to stand up for American workers Friday in that vote.”

    On strengthening the Secret Service: 

    “But one of the last votes we’re going to have, this is what I really want to talk about, is a bill by [Congressman] Mike Lawler that will ensure that both nominees for president, not just Donald Trump, also Kamala Harris, get the same level of Secret Service protection as the president of the United States. As has been talked about by so many already, it’s unacceptable that now we’re at two assassination attempts on President Trump. And luck cannot be a strategy by the Secret Service to have stopped these attempts. He came within inches, as we all know, on the first assassination attempt where shots actually rang out. If not for the advanced Secret Service agent seeing that muzzle just barely coming through a chainlink fence, we may have been talking about something very different right now. Luck cannot be a strategy. Clearly, I think there’s divine intervention. I know Speaker [Johnson] has said that, too. But at the same time, the Secret Service has to do better. Keep in mind, as we talk about adding this extra protection, every year since 2017, Congress has added more money to the Secret Service’s budget than they even requested in their budget.

    “And so it’s not an issue of money. What they’re doing with the money we’ve had a lot of serious questions about before the first assassination attempt – trying to carry out a woke agenda, focusing on the wrong things, and forgetting their main mission, and that is to protect presidents and vice president of the United States. The Secret Service has to shift that focus and shift their priorities and provide this protection.”

    On dangerous Democrat rhetoric:

    “Now I’m going to be very specific because we talk about the rhetoric. When there’s an incident like this, there’s always talk that the rhetoric needs to dial down. I’m one of those who says it, too. But this isn’t generic. There is very specific rhetoric we can now point to that we know is triggering some of these people who are unhinged who take it the wrong way and want to carry out what is being sent to them by Democrats talking about this. We all know Kamala Harris, her quote, where she says, ‘Trump is a threat to our democracy and fundamental freedoms.’ She said this over and over again, not just before the first attempt. Even after the first attempt on President Trump’s life, there might have been a two or three-day pause, and then they went right back to it.

    “In fact, just days before the second assassination attempt, Kamala Harris made that quote. And then the second shooter, attempted shooter, he was regurgitating the same language as Kamala. So this is no longer a dog whistle, which it’s been on the left. It’s now being received by some unhinged people as a call to action when Democrats say this. Kamala needs to stop saying that President Trump is a threat to democracy. There are unhinged people that are taking that as a call to go and try to eliminate President Trump. She needs to stop it now. Leadership starts at the top, and then you’ve got to go down.President Biden has said that as well, along with the quotes, and you’ve heard it from others. It’s important to repeat. President Biden, ‘It’s time to put Trump in a bullseye.’ The President of the United States said that, and then now, two different people have taken that as a call to action. Where is the real scrutiny coming from the press to ask them do you now denounce what you said? Because people are taking it the wrong way and are actually trying to carry it out. It’s not just rhetoric.

    “We almost lost President Donald Trump. And it shouldn’t happen on either side. But you’re seeing this language from the other side get higher and higher. Got to say it again, Congressman Goldman, ‘It is destructive to our democracy, and he, President Trump, has to be eliminated.’ Does anybody need an interpretation of that? One unhinged person hearing that, and what does that mean to them? That they’re going to carry out as a call to action what they’re being called to do. Cannot happen. It cannot happen. Congresswoman Plaskett, ‘Trump needs to be shot.’ Has she been scrutinized on that quote? Are other Democrats being asked to call her out and stop doing that thing that is being taken the wrong way? I’ve seen it personally when people are called to action, one person is all it takes to take it the wrong way and then look at what could be. We don’t want this to happen again. But they, the Democrats that are saying this, starting with Kamala Harris, have to stop the language they’re saying. Talk about your policy differences, but stop all of this language about threats to democracy and Hitler comparisons, and he needs to be shot. Enough is enough.”

    A new study from Canada has found women who agree to carry and birth babies in surrogacy arrangements face a higher risk of complications than other pregnant women.

    These women were at two to three times the risk of health problems such as postpartum haemorrhages and pre-eclampsia. They were also more likely to give birth prematurely.

    With an increasing number of people in Australia and elsewhere having children via surrogacy arrangements, what can we make of these findings?

    First, what is surrogacy?

    Surrogacy is a situation where a woman becomes pregnant and gives birth to a baby (or babies) for another person or a couple in a planned arrangement.

    There are two types of surrogacy.

    The first is where the pregnant woman is the full biological mother, with the child conceived using her own egg (sometimes called “traditional” or “genetic” surrogacy).

    The second is where the pregnant woman is not the genetic mother and the child is conceived using the egg of a different woman (called “gestational surrogacy”).

    Gestational surrogacy involves the transfer of an embryo or embryos into the uterus of a woman who has agreed to carry and birth the child using in vitro fertilisation (IVF). Gestational surrogacy is now the most common form of surrogacy arrangement in Australia.

    The new study looked at gestational surrogacy specifically.

    What the researchers did

    The study, published in the journal Annals of Internal Medicine, was retrospective. This means it used existing data that is gathered routinely on people using health services.

    It included 863,017 women who had a single baby between April 2012 and March 2021 (multiple births were excluded).

    The researchers compared outcomes for women and babies where the pregnancy was achieved naturally, those who got pregnant using IVF, and those who were pregnant in a gestational surrogacy arrangement where the woman had no genetic link to the baby.

    Most babies were conceived naturally, 16,087 were IVF pregnancies, and 806 women were pregnant in gestational surrogacy arrangements.

    The study looked at more than 860,000 women in Canada who had a baby over a nine-year period.

    The researchers found pregnant women in gestational surrogacy arrangements had a rate of severe maternal complications of 7.8%, more than three times the rate of those who became pregnant naturally (2.3%) and almost twice the rate among those who got pregnant through IVF (4.3%).

    These risks included postpartum haemorrhage (losing excessive amounts of blood following the birth), severe pre-eclampsia (high blood pressure associated with pregnancy) and serious postpartum infection (sepsis). There was also a higher risk of the baby being born preterm (before 37 weeks) in gestational surrogacy situations.

    The researchers attempted to take into account differences between the three groups like age, weight, health problems and socioeconomic status, which can all influence the risk of complications for pregnant women and their babies. Despite this, they still saw these concerning results.

    Why might the risk be higher?

    Previous research looking at outcomes with gestational surrogacy has had mixed results. But it is thought the reason risks could be greater for the woman and baby in gestational surrogacy arrangements may be because the baby is genetically unrelated to the woman.

    Pregnancy has a strong impact on the immune system. During pregnancy, women’s immune systems are altered so they do not reject the growing baby.

    An imbalanced or overactive immune response can contribute to pregnancy complications including preterm birth and pre-eclampsia. Having a baby with different genetic material may affect a woman’s immune response during pregnancy, and increase the risk of complications in this way.

    Some limitations

    Only women having a single baby were included in the study, so we don’t know the outcomes where a multiple pregnancy was involved. However, multiple birth is common in surrogacy, and there are increased risks associated with multiple births for women and babies.

    Multiple embryo transfer increases the risk of twins and triplets and is prohibited in the context of surrogacy in Australia (and discouraged in IVF treatments more broadly). But Australians engaging in overseas surrogacy commonly request it.

    Also, the study includes a relatively small number of women pregnant in a gestational surrogacy arrangement (806), meaning there’s an increased risk for statistical error and limited ability to detect rare outcomes.

    Ethical questions

    An increasing number of Australians are having children via surrogacy arrangements. This is due to a combination of factors including a decline in adoption, women delaying motherhood, and increased social acceptability of male same-sex parenting.

    Australia only allows altruistic surrogacy, where the woman who agrees to have the baby for others is not paid.

    However, some other countries allow women to be paid to become pregnant for others (commercial surrogacy). Concern regarding the exploitation of women via commercial surrogacy is such that Queensland, New South Wales and the Australian Capital Territory have made it illegal for residents to travel overseas to engage in commercial surrogacy.

    Even so, most Australia children born as a result of surrogacy arrangements are born through overseas commercial surrogacy.

    Despite some limitations, this research indicates increased risks for women becoming pregnant in gestational surrogacy arrangements, and the babies they carry. It seems important the potentially elevated risks should be made clear to women considering carrying and birthing a baby for someone else, and to the prospective parents.

    Considering the rise in surrogacy globally it’s important more research is undertaken on the potential health and other impacts of this practice on women and babies. Health, ethical and human rights implications should inform legislative frameworks, policy and practice.

    Stephen Jones is the Assistant federal Treasurer and Minister for Financial Services. Minister, welcome to ABC Radio Darwin. These new laws, how are they going to work in terms of preventing scams? Because my understanding is you can’t force the banks to pay back anyone that’s been scammed, can you?

    STEPHEN JONES:

    Not quite true. Under the existing laws, we have a mandatory reimbursement scheme. If somebody has had money withdrawn from their account that wasn’t authorised and that’s done under the ePayments code. The problem we have is there’s so much grey area and the scams are becoming so incredibly sophisticated. They’ve been industrialised over the last decade; scam losses were doubling every year. They haven’t for the last year because of some corrective measures we’ve put in place. But it’s quite clear we just can’t leave the customers on their own –

    STEER:

    Yeah, well, that example –

    JONES:

    More needs to be done.

    STEER:

    That example I was using with Antonia there. So, the bank originally had said no because she had voluntarily handed her information over to the scammers who had provided – she’d looked up the banks themselves and they had provided her the information which she thought, as someone with English as a second language was okay enough that then she could give them the details, her banking details.

    JONES:

    In circumstances like that I mean, then it’s no answer to say banks never ask you to give over your passcodes. They never do that. In fact, they make it quite clear you shouldn’t give them over to anyone. But, you know, for all the reasons you’ve outlined, it’s quite clear that the existing arrangements and obligations aren’t strong enough. So, the laws that we’ll put in place look at the entire economy or the ecosystem in which these scams are operating in. So, they come to us via a phone or an SMS message, or they’re published on a social media platform, and the bank is the destination for the scammers at the end of the transaction. So, we’ve got to get all of those bodies lifting their protection again for their customers to keep their business and network safe, to prevent, to detect, disrupt, respond and report to scams. A failure to put in place the proper steps in this area will lead to fines of up to $50 million for the businesses who fail to do that. The reason we’re starting with banks, telcos and social media platforms is that’s where most of the damage is being done. But we’ll move beyond there once we get that locked down.

    STEER:

    Banks make, I think they made $32 billion worth of profit at the big 4 last year, but only repay between 4–7 per cent of scam victims. That doesn’t seem fair in itself. What exactly are you doing to ensure banks are helping their customers? So, you were saying, unless you do this, we will fine you $50 million for each individual scam? Am I correct that you’re –

    JONES:

    That’s correct, yeah, absolutely. And I want banks to be on the hook if they’ve done the wrong thing. But I don’t want telecommunications companies or social media platforms to be let off the hook as well. I’ve looked at some data up in Europe at the moment, about half the scam losses at the moment are coming from Meta platforms. That’s not a startup business. In Australia, it makes about $6 billion a year. So, that’s a large entity as well. It’s making more than most of our banks, actually. They need to be in the frame. Telcos need to be in the frame. Banks need to be in the frame if they’ve done the wrong thing. And stronger obligations, stronger obligations to protect customers must be in place. And like we’ve been discussing, fines if they, penalties in compensation if they don’t live up to those obligations.

    STEER:

    Six to 8 on 157, ABC Radio Darwin. Adam Steer is my name. Your guest is the federal Assistant Treasurer, Minister for Financial Services, Stephen Jones. A text coming in, Minister, why don’t we ever hear on news scammers getting caught or convicted? Is this because they’re not getting caught?

    JONES:

    Yeah, great question. When we put our policy together, we assumed that the vast majority of this stuff is operating outside of Australia, because it is, and largely in countries where traditional law enforcement can’t work because we don’t have the sorts of relations you need with the countries where they’re operating. In some we’ve got joint operations going in place, but often on the border of war torn countries or in areas where traditional law enforcement can’t get into. So, the traditional law enforcement approach of kicking down doors and dragging people before a court just won’t work. So, we’ve got to look at what will work with what we can do inside Australia.

    STEER:

    Well, let’s move to one of the other issues. I don’t know whether the 2 supermarkets, the 2 major supermarkets, are going to get painted as the villains of inflation, but the ACCC is alleging Woolies and Coles are now breaching consumer laws, rising prices by 15 per cent prior to some of their big promotional scale – sales. I mean, that’s a scam in itself. How the supermarkets going to get punished here?

    JONES:

    Well, strong action being taken by our regulator with the full support of the government. I have got to be careful because this matter is before the court. But if these matters are proved – and I have every reason to believe that the ACCC will have done due diligence before they took the matter before court – if these matters are proved, then it is an indictment on those businesses and they deserve the full force of the law. In instances where Australians are struggling and they’re ripping us off with bodgy sales and bodgy advertisements, jacking prices up before they drop them, that’s just not right.

    STEER:

    And inflationary as we wait to see whether the mortgage rates stay on hold or not for this year. I’ve got a text asking the ACCC themselves have said, good move from the federal government because they reinforced some laws which have allowed us to take this action. And as you say, it is above the courts – in front of the courts at the moment. If it’s successful and if it’s a very, very large fine which we consider it would have to be given the supermarkets are making $1000 million profit per year each. Where does that money go if they get a significant fine? What happens to that money?

    JONES:

    Yeah, good question. So, in this instance, the ACCC has sought unusual but not exceptional orders where a part of the fine would be diverted towards paying for meals and services to homelessness and low income people as a means of ensuring that some of that money goes towards the people who are hurt most by this sort of alleged pernicious behaviour.

    STEER:

    You know what? We’ll wait and see what happens. Federal Assistant Treasurer Stephen Jones, thank you so much for your time this morning. Appreciate it.

    Mr President, I stand here as a man of multiple identities.

    A Londoner.  A patriotic Brit.  A lawyer. 

    Proud of my African, Guyanese, Caribbean and Indian heritage. 

    A committed multilateralist, who believes in the importance of the United Nations.

    I agree with my great predecessor, Ernie Bevin, when he said in 1945:

    “Our eyes should be fixed upon the United Nations… All nations of the world should be united to look that way.”

    The purposes and principles of the UN remain as indispensable today as in Bevin’s time.

    Our task is to recapture that founding spirit so that when we reach the UN’s centenary, their legacy endures.

    But we cannot ignore the challenges we face. More conflicts than at any time since 1945, costing the global economy over 900 billion dollars, and creating the most refugees and displaced people on record.

    Geopolitical tensions arising. Progress against the Sustainable Development Goals stalling. Trust in multilateralism faltering.

    The Pact for the Future and this Summit offer a chance for Member States to show responsible global leadership, to engage with the rapid changes of our age, and go further in meeting the needs of everyone – especially the most vulnerable.

    As I know all too well, countries of the Global South suffered great injustices in the past. And I have heard repeatedly how frustrated partners are by the unfairness of the global system.

    We cannot ignore these frustrations. We must act.

    First, as the Secretary-General has said, we need greater collective efforts to prevent and end conflict. For Britain, that means upholding Ukraine’s sovereignty, urging an immediate ceasefire in Gaza and Lebanon, and supporting an end to the fighting in Sudan.

    It means robustly challenging Member States who violate the Charter, rejecting a world in which might makes right.

    It means a more representative Security Council.

    It means supporting the international rule of law, and applying it equally and fairly which is why Britain has proposed the outstanding Professor Dapo Akande for election as a judge at the International Court of Justice.

    Second, we need urgent action on the climate and nature crisis.

    With this new Government, Britain is renewing our ambitions at home, aiming to deliver clean power by 2030.

    And I am determined that we also reconnect abroad, building a Global Clean Power Alliance, championing creativity and reforms to unlock international climate and nature finance, particularly from the private sector, and bolstering efforts to protect at least thirty per cent of the planet’s land and ocean by 2030.

    Third, countries like Britain must modernise our approach to development.

    This Government believes partnership, not paternalism, is the way to deliver the Sustainable Development Goals.

    Making best use of technology and innovation. Putting indigenous people and local communities, including women and girls, at the centre of decision-making on development programmes.

    Driving faster reform of the global financial system to strengthen the voice of the most vulnerable and tackle unsustainable debt.

    Friends, action on conflict, climate and poverty. Delivered by a reformed multilateral system. This is the path to peace and prosperity on a liveable planet.

    All over the world, in every war zone, every refugee camp, the UN is there. A beacon of hope and humanity to which, as Bevin said, the gaze of all nations should turn.

    This Summit must direct the world’s eyes towards that beacon once again. And Britain is proud to support it.

    Yesterday, the House Natural Resources Committee approved the Endangered Species Act (ESA) Amendments Act of 2024, a bill by Rep. Dan Newhouse (WA-04) that makes reforms to the ESA to incentivize conservation, protect landowners’ rights, and implement transparency in the recovery of species.

    “The ESA is in dire need of serious changes, and I am thankful that the committee understands that. Our species and landowners have suffered far too long from misuse of the ESA and my bill puts an end to that. If we are to truly prioritize species recovery and de-listing, then we must prioritize advancing this legislation,” said. Rep. Newhouse.

    Newhouse continued, “I thank House Natural Resources Committee Chairman Bruce Westerman for taking up this important bill, and I look forward to working to get it across the finish line.”

    This legislation is the final product of the ESA Working Group co-founded by Congressional Western Caucus Chairman Dan Newhouse and Chairman Bruce Westerman in July 2023.

    Background:

    This legislation:

    • Requires that removal of a species is not subject to judicial review.

    The following is issued on behalf of the Hong Kong Housing Authority:      Rents for a total of 2 551 flats in four non-standard blocks of two new public rental housing (PRH) estates under the Hong Kong Housing Authority (HA) will be set at the best rent level for their respective districts. The best rent level of a respective district is expressed in terms of dollars per square metre of internal floor area and determined with reference to the location and comparable value of the estates concerned.      The best rent at $104.40 per square metre per month for the flats in Urban district will apply to 1 088 flats in Kin Yan House and Moon Yan House of Hiu Yan Estate.      The best rent at $74.00 per square metre per month for the flats in Sheung Shui district will apply to 1 463 flats in Fu Pak House and Kam Yuk House of Choi Shek Estate.       “Under this rent-fixing exercise, over 69 per cent of the flats are set at a rent level below $2,500 per month,” a spokesman for the HA said today (September 24), adding that PRH rents, which are inclusive of rates, management fees and maintenance costs, are heavily subsidised.      “PRH applicants who are allocated new flats but cannot afford the rents may request refurbished flats at lower rents. They may also apply for assistance under the Rent Assistance Scheme for flats in older block types where applicable,” the spokesman added.

    Espoo, Finland – Nokia today announced that it has partnered with ZCorum, a leading provider of diagnostics and managed services for broadband providers, to develop a DOCSIS Provisioning Adapter (DPA) application. The DPA solution will allow cable operators to use their existing DOCSIS-based provisioning system to provision an Optical Network Terminal (ONT) and subscriber services on an ITU-based Passive Optical Network (PON).

    Cable operators are upgrading their networks to fiber because it offers the highest performance, scalability, and reliability. This transition often involves implementing a next-generation fiber management solution. For MSOs seeking a more gradual shift from their DOCSIS-based Operations Support Systems (OSS), a software-based DPA offers a seamless pathway. Beyond simplifying the evolution to Fiber-to-the-Home (FTTH), the DPA application can also help distribute adoption costs and expedite time-to-market.

    The Nokia DPA provides an interworking function, or translation layer, bridging the DOCSIS-based management system and Nokia’s Altiplano Access Controller. Altiplano is an open and programmable platform offering a complete suite of network management functions and software-defined networking (SDN) controls for Nokia’s Lightspan PON networks.

    The Nokia DPA application is expected to be available for lab trials by the end of 2024. When broadly introduced, the Nokia DPA will be offered through the Nokia Altiplano Marketplace. The Nokia Altiplano Marketplace gives operators access to a catalog of ready-made automation tools and network analytics to get the most out of their broadband network. Additionally, Nokia’s Altiplano Access Controller platform gives operators and third-party developers, such as ZCorum, access to open APIs and a Software Development Kit (SDK) for developing value-added applications.

The multi-award-winning Empa spin-off prints tailor-made solar cells for almost any electronic device. These can be produced inexpensively – and even work indoors.

    Every person owns an average of seven electronic devices. Several billion devices are in use worldwide – and with the “Internet of Things” (IoT), their number is constantly increasing. These must be regularly recharged or their batteries regularly changed. This is why the Empa spin-off “Perovskia Solar” has specialized in tailor-made solar cells for every conceivable electronic device – and with success: it has won over ten leading companies in the “Internet of Things” (IoT) sector as customers and has just received more than two million francs from an international coalition of business angels and early-stage funds. “Energy harvesting for IoT devices is a fast-growing market with multi-billion dollar potential,” said Anand Verma, founder and Chief Executive Officer (CEO) of the Empa spin-off. “Our easy-to-integrate, designer solar cells either eliminate the need for batteries or extend their lifespan, opening up the possibility of powering any device with solar energy.”

    The multi-award-winning Empa spin-off has brought the first perovskite solar cells to market that can be used for smartwatches, keyboards, and more. The custom manufacturing of traditional silicon solar cells is complex, expensive, and inefficient in low-light conditions. “We can print new perovskite solar cells in any size at low cost. Thanks to their high efficiency, they can power almost any indoor electronic device, whether at home or in the office, in a well-lit environment,” says Anand Verma.

    “Our energy harvesting technology was developed over several years at Empa, which enabled us to launch with a market-ready product that powers next-generation devices for industrial and private applications,” adds Tobias Meyer, founder and Chief Technology Officer (CTO) of Perovskia. Perovskites certainly have excellent properties: they absorb light particularly efficiently and conduct the resulting current well. But until now, perovskite solar cells were not stable enough and did not have a long enough lifetime to be used on a large scale. That is why Anand Verma spent five years researching printing processes for perovskite solar cells at Empa before setting up his own business in 2020.

    A new factory and international support

    During his working visit, Deputy Prime Minister Marat Khusnullin inspected a number of facilities and held a meeting to discuss the activities of the program for the socio-economic development of the Zaporizhia and Kherson regions, taking into account their imminent integration into the new national project “Infrastructure for Life”.

    “It also includes the construction and repair of roads. The Zaporizhia region has picked up a very good pace in their restoration. We will allocate additional funds so that several dozen kilometers are additionally repaired by the end of the year,” the Deputy Prime Minister noted.

    In Melitopol, Marat Khusnullin drove along a renovated section of Frunze Street. It was put in order to ensure safe access to School No. 23. There is also a medical facility and a manufacturing plant along the road. Then the Deputy Prime Minister stopped by Children’s and Youth Sports School No. 1. The repairs were carried out by the “Single Customer in the Sphere of Construction”. Now young athletes can train again in comfortable and modern conditions at the Youth Sports School.

    In addition, the Deputy Prime Minister discussed the regional economic development plan with the Chairman of the Zaporizhia Region Government Irina Gekht and visited the production of spare parts and units for agricultural machinery of the Melitopol Industrial Company. He noted that the enterprise has good potential for growth. In particular, it is helped in this by the status of a participant in the free economic zone, which is managed by the Territorial Development Fund.

    In the Kherson region, Marat Khusnullin and the regional governor Volodymyr Saldo paid attention to the topics of housing construction and industrial development, as well as agriculture.

    “The housing supply in the region is quite low. The task is to expand construction so that people can improve their living conditions. The second point is the economy. We see its good growth, some activity of local enterprises, we hope to increase our own tax base,” said the Deputy Prime Minister.

    At the end of his working visit, the Deputy Prime Minister inspected the renovated main building of the Kherson Technical University, where 200 students began their studies this year.

Welcome to Hong Kong and the 5th Belt and Road Initiative Tax Administration Cooperation Forum.      I am grateful to the organisers, the Belt and Road Initiative Tax Administration Cooperation Mechanism, or BRITACOM – this year celebrating its fifth anniversary – and to our Inland Revenue Department. BRITACOM was created, in 2019, to promote tax administration co-operation among the widespread jurisdictions of the Belt and Road Initiative.      The Belt and Road Initiative, as you are well aware, was proposed by President Xi Jinping in 2013. As the Initiative ushers in its next golden decade, so has BRITACOM, a key co-operation mechanism that has facilitated people-to-people exchanges and promoted mutual understanding along the Belt and Road.      Today, BRITACOM counts 37 Council Members and more than 30 observers – including tax administrations and international organisations.      And this Forum, the annual international forum of BRITACOM, is a must-attend event. This year’s three-day gathering has attracted some 400 high-level representatives from nearly 30 jurisdictions. You are officials of tax administrations, tax specialists, academics and professionals from around the world.      This year’s theme – “Deepening Tax Administration Cooperation for High-Quality Belt and Road Development” – speaks clearly of today’s complex world and the heightened need for connectivity among us.      Hong Kong, China is honoured to host this year’s Forum and connect Belt and Road economies together in our global community of shared future. I am grateful for the State Taxation Administration’s support in our efforts.      Hong Kong plays an active role in the Belt and Road. And we are committed to the good work of BRITACOM, as a member tax administration of the mechanism.      Under the unique “one country, two systems” principle, Hong Kong connects both the global advantage and the China advantage in a single city. As a special administrative region of the People’s Republic of China, we are a separate customs territory and practise an independent taxation system. We are a founding member of the World Trade Organization and participate in international organisations and trade agreements using the name “Hong Kong, China”.      As the only common law jurisdiction within China, our legal system in the business realm resembles that of most major international financial centres. Our robust legal system is backed by such long-standing institutional strengths as the free flow of information, capital, goods and people, low and simple tax system, and highly open and internationalised market. Together, they ensure our strategic role as a “super connector” and a “super value-adder” between the Mainland and the rest of the world.      It helps, and enormously, that Hong Kong is a trusted international centre for finance and trade. In the latest World Competitiveness Yearbook, published by the International Institute for Management Development (IMD), Hong Kong placed fifth, up two positions over last year’s ranking.       According to the Yearbook, we came first in the Asia-Pacific region in “tax policy” and second worldwide. And we topped the world in “international trade” and “business legislation”.      Crucial to Hong Kong’s development is our talent. As the only city in Asia that has as many as five universities in the world’s top 100, Hong Kong boasts a strong pool of multi-talented and hard-working professionals. That’s why in the latest World Talent Ranking, published last week also by the IMD, we ranked number nine in the world, rising visibly from 16 last year. We were among the global top five in the availability of finance skills, effectiveness of management education, and remuneration of management. I am proud of the achievement of our talent, and our city.      Hong Kong is a pivotal player in such national strategies as the Guangdong-Hong Kong-Macao Greater Bay Area and the Belt and Road Initiative. Indeed, just two weeks ago, we hosted our annual Belt and Road Summit, drawing some 6 000 high-profile individuals from about 70 countries and regions. The Summit, which next year turns 10, has been recognised by the Central Government as a key global gathering for advancing economic, trade and investment co-operation along the Belt and Road.       Economic globalisation, digitalisation and evolving business models demand a co-operative approach. By deepening collaboration, we can, working together, create an equitable, efficient and sustainable system that benefits us all.       Indeed, tax administration plays a crucial role in ensuring sustainable development. Efficient tax systems provide the essential resources for the delivery of public services and infrastructure.       Hong Kong believes that transparent and fair tax policies could foster trust among investors, governments and taxpayers.      As a champion of free and multilateral trade, Hong Kong, I’m pleased to add, supports the co-ordinated efforts of the international tax community, actively engaging in initiatives designed to bring economies together.      We take pride in having signed 50 Comprehensive Avoidance of Double Taxation Agreement since 2003. And more than 60 per cent of these agreements were signed with jurisdictions participating in the Belt and Road.       These agreements play a vital role in strengthening economic ties and promoting cross-border trade and investment. They enable closer tax co-operation between governments, aligning our practices with global standards.        We are, let me add, committed to expanding our tax treaty network, particularly with economies along the Belt and Road.       And I am pleased to announce that Hong Kong and Türkiye will sign a Comprehensive Avoidance of Double Taxation Agreement later at this Forum.      This milestone is another tangible illustration of Hong Kong’s determination to expand our tax treaty network. It also highlights our commitment to boosting ties and relations with Belt and Road economies.       Alongside our long-standing institutional strengths, we are increasingly employing technology to enhance taxpayer services and improve compliance.      And we are pleased to share our digital tax administration experience with Belt and Road jurisdictions – with each one of you. Much of tomorrow morning’s Forum, let me add, will focus on promoting the digitalisation of tax administration.       I am confident you will find this Forum instructive, inspiring and rewarding, whatever your sector, profession or interest.        I’m confident, too, that you will find Hong Kong equally rewarding over these next several days. This Forum is just one of more than 200 major events we’re hosting this year for visitors from around the world.   • MIL-OSI Security: Gunmen who shot at four year old girl sentenced thanks to Met specialist teams

    Two men with affiliations to the Manor House street gang in Hackney have been jailed following an investigation by Met specialist officers.

    Jordan Shaw, 20, (25.10.2003) of Green Lanes was sentenced to twenty-one years for two counts of possession of a firearm and ammunition with intent to endanger life, conspiracy to commit murder and attempted murder.

    Joshua Fraser, 19, (21.1.2005) of King Edwards Road was sentenced to fourteen years for possession of a firearm and ammunition with intent to endanger life and conspiracy to commit murder.

    Both Shaw and Fraser took part in a ‘ride out’ into opposition gang territory in the Shrubland Road, E8, area of Hackney where they shot at a car they thought belonged to a rival gang. However, the car belonged to a family with no connection to gang members, and a 13-year old boy and four-year old girl were inside at the time of the shooting. Fortunately, nobody was injured during the incident.

    Shaw was subsequently involved in a shooting on Stoke Newington High Street, N16, in which three shots were fired towards a victim who sustained a single gunshot wound to the arm.

    The Met’s specialist firearms teams carried out round the clock investigations into Shaw and Fraser before arresting them at their home addresses on 31 May 2023 and 4 October 2023 respectively.

    The Met Police Specialist Crime units are working with borough colleagues to dismantle serious and organised crime groups that pose the greatest harm to London’s communities. Last year 386 illegal firearms were seized across the capital, equal to more than one a day. Between April 2023 and March 2024 there was a reduction in the number of firearms offences from 196 to 145.

    Andrea Ireland, Detective Chief Inspector, Specialist Crime North, said:

    “Following exhaustive investigative enquiries by Specialist Crime Trident officers we have taken two extremely dangerous men off the streets. Our Specialist Crime Proactive teams also recovered the firearm used in the gang-related activity in Hackney and which was subsequently found to have been used in eleven previous discharges in London.

    “This vital work has no doubt had a significant impact in safeguarding our local community and securing justice for victims which included very young children.”

    The sentencing took place at Snaresbrook Crown Court on Tuesday, 3 September 2024.

    The Metropolitan Police Service is building a New Met for London which aims to engage with communities, foster trust, and combat crimes including firearms offences.   • MIL-Evening Report: No RBA rate cut yet, but Governor Bullock is about to find the pressure overwhelming

    Who’d want to be Reserve Bank Governor Michele Bullock? On Tuesday she had to do the almost impossible: defend a decision not to cut interest rates at a time when they were being cut in just about every other major industrial nation.

    On Thursday the US Federal Reserve joined the Bank of England, the Bank of Canada, the Reserve Bank of New Zealand and central banks in China, Sweden and the European Union in what its officials expect to be a series of cuts, kicking off with a double-header: a cut of 0.50 percentage points instead of the usual 0.25.

    In her press conference after Tuesday’s board meeting Governor Bullock said disinflation was “further advanced” in those countries than it was in Australia.

    Australian interest rates were “restrictive” (high enough to hurt) but were working “broadly as anticipated”.

    While household spending was weaker than had been expected, it would be

    some time yet before inflation is sustainably in the target range.

    But the problem with what she said, both after the meeting and in her statement, is inflation is probably already within the target range.

    Credibility gap

    The Reserve Bank’s target is 2-3%. Inflation hasn’t been there since it surged in 2021 as much of the world came out of lockdowns.

    On Wednesday, the day after Bullock’s announcement, the Bureau of Statistics will release the monthly consumer price index for August. It’s expected to be the first to show inflation back between 2% and 3%.

    Westpac is expecting an annual rate of 2.7%, comfortably back within the target band. When the more-comprehensive quarterly measure is released next month, Westpac is expecting 2.9%.

    If inflation is 2.7%, how can it be too high?

    Bullock squares her view that inflation is not yet moving sustainably towards the target with the reality that it is probably already there by saying she expects it to “pop back up again” when the temporary effect of electricity bill rebates wears off.

    The Commonwealth government announced $3.5 billion worth of rebates in the May budget. They will be applied automatically to electricity bills for each of the next four quarters, and topped by several of the states. In Queensland, they amount to $1,300 per household.

    A staged rollout means the rebates hit bills in only Queensland and West Australia in July and will hit other states in August. The Bureau of Statistics says they took 6.4% off the average national power price in July and Westpac expects them to take off a further 15% in August.

    A permanent 10% increase in the maximum rate of Commonwealth rent assistance delivered last week will put further downward pressure on inflation.

    It’s easy to see why Bullock thinks the temporary measures should be disregarded.

    The RBA says what matters is underlying inflation

    Bullock is directing attention to the Reserve Bank’s preferred measure of underlying inflation, a measure that excludes sharp movements and gives a better idea of where typical prices are heading.

    At 3.9% for the year to the June quarter, she says that measure is still too high. But it has been falling for each of the past six quarters and is on track to fall to 3.5% in the September quarter. By my way of thinking, that shows inflation is moving “sustainably towards the target range” in the way she says she wants.

    As in the US and the UK and New Zealand and all the other countries with which we compare ourselves, inflation doesn’t need to be actually back to the target before the authorities ease off on high interest rates. If they waited that long they would overshoot and push inflation too low.

    But headline inflation matters in its own right

    In any event, a low headline inflation rate is important in its own right, however it is achieved. It’s the rate the Reserve Bank prints at the top of its website, the rate that’s published in the media and the rate that people experience.

    If inflation is actually low, however that is brought about, shoppers become less tolerant of price rises (something the Reserve Bank says is happening) and less keen to demand high wage rises (something that is also happening).

    They also become less keen to rush out and buy things before their price goes up, something that can perpetuate high inflation.

    Right now we are doing everything but rushing out to push up prices.

    A briefing note prepared by the Australian Council of Social Service ahead of Tuesday’s Reserve Bank board meeting says real household disposable income per capita has fallen by almost 8% since inflation and interest rates began climbing, far more than in the US, the UK, Germany and Canada.

    Bullock is about to get more chances to cut

    There’s a chance the tax cuts that began in July will give spending a bit of a boost but much of whatever extra spending there is will be on imports, and the steadily climbing Australian dollar is making them cheaper by the day.

    The Australian dollar hit a new high for the year of 68.5 US cents on Tuesday on the back of a widening differential between US and Australian interest rates as the US cuts rates.

    Governor Bullock gets two more opportunities to cut rates this year, at the board meeting on Melbourne Cup Tuesday November 5 shortly after news of very low inflation in the September quarter, and on December 9 shortly after news of economic growth likely to show income per person going further backwards.

    There’s a fair chance she will take one of them.

South-east of Bucharest, in Popesti-Leordeni, the logistics provider has officially launched operations at a new terminal, following a major investment of 20 million euros.

    “The second location complements our existing facility west of the capital in Bolintin-Deal, thus facilitating an even more efficient distribution of goods in the metropolitan area. In this way, we offer first-rate conditions to provide even better logistics support to Romania’s emerging economy,” affirms Wolfram Senger-Weiss, CEO of Gebrüder Weiss.

    The modern terminal has an area of around 19,000 square meters for warehouse logistics, transshipment, administration, and favorable transport connections to the Black Sea port of Constanta and neighboring Bulgaria. It is equipped with heat pumps, and the installation of a photovoltaic (PV) system is under consideration for the future, along with charging stations for electric vehicles. One of the location’s customers is an international paint manufacturer, for whom Gebrüder Weiss stores 12,000 pallets for distribution across the country.

    “The increasing traffic load in the capital requires a two-terminal solution enabling us to supply the metropolitan area from two geographic directions, thus making the distribution of goods more efficient,” Country Manager Viorel Leca explains. In the first six months of 2024, the new hub handled 78,000 shipments with a total weight of more than 35,000 tons. “In light of our current warehouse occupancy rate of 70%, we are planning to expand our client portfolio in the near future. The purchased land, with a total area of 70,000 square meters, allows us to build additional storage and cross-dock spaces, depending on future projects”, Viorel Leca added.

    The opening of the new terminal coincides with Gebrüder Weiss celebrating the thirtieth anniversary of its entry into the market in Romania. Gebrüder Weiss operates a comprehensive network of 13 locations across the country’s key economic regions.

    A kindergarten will be built in the Ostankino district of the capital under the integrated territorial development program (ITD). The urban development plan for the land plot for the new facility is already ready. This was reported by Juliana Knyazhevskaya, Chairman of the Committee for Architecture and Urban Development of Moscow (Moskomarkhitektura).

    “A kindergarten for 225 children will appear in a modern residential area with developed social and commercial infrastructure. A plot of land for construction with an area of 0.72 hectares was allocated at the address: Godovikova Street, land plot No. 31/4. The kindergarten with a maximum area of 4.5 thousand square meters will complement the social infrastructure of the area,” said Yuliana Knyazhevskaya.

    The site is part of the integrated development project for part of the former industrial zone “Caliber”, which is being implemented by KRT operators.

    “The site reorganization project is designed for five years. In total, about 113 thousand square meters of various real estate are planned to be built on sites with a total area of more than nine hectares. Thus, more than 88 thousand square meters of housing will appear here for participants in the renovation program and other city needs. Various social and public-business facilities with a total area of about 25 thousand square meters will also be built, which will be located near residential buildings,” noted the Minister of the Moscow Government, head of the capital’s Department of City Property

    About 2.3 thousand Muscovites have become owners of new apartments under the renovation program in the Mozhaisk district since the beginning of the year. This was reported by the Minister of the Moscow Government, the head of the capital’s Department of City Property Maxim Gaman.

    “The largest number of right holders who have signed contracts for new apartments since the beginning of 2024 live in the Mozhaisk district – about 2.3 thousand city residents. In total, 4.3 thousand residents of 31 old houses in the district have completed the necessary documents for new apartments in nine new buildings,” said Maxim Gaman.

    This year, the top three leaders in terms of the number of title holders of new housing also included the Severnoye Izmailovo and Metrogorodok districts. There, over 1.7 thousand and over 1.4 thousand residents, respectively, have drawn up documents for apartments.

    Under the renovation program, city residents are provided with comfortable housing in modern areas with developed infrastructure instead of outdated housing stock.

    Earlier Sergei Sobyanin told, that in September, 11 new buildings throughout the city will be handed over for occupancy under the renovation program.

    Renovation program approved in August 2017. It concerns about a million Muscovites and provides for the resettlement of 5,176 houses. In 2023 alone, 59 new buildings in the capital were handed over for settlement and the resettlement of over 47 thousand people was ensured.

    Moscow is one of the leaders among regions in terms of construction rates and volumes. Over the past five years, within the framework of the federal project “Housing” of the national project “Housing and Urban Environment” the volume of construction and commissioning of residential facilities in the capital has doubled – from three to five to seven million square meters per year.   • MIL-OSI United Kingdom: Quarterly Housing Statistics in the year to end of June 2024

    There was a 17% decrease in all sector housebuilding starts and completions between 2023 and 2024 (year ending June).

    In the 12 months ending June 2024, there were 19,293 homes built and 15,296 new builds started. All sector completions and starts were 17% lower than the previous 12 months.

    The private sector built 14,240 homes and the social sector built 5,053 homes. In terms of starts, building work on 11,795 was started by the private sector and 3,501 homes by the social sector.

    Excluding 2020 (where Covid-19 impacted housebuilding) completions were the lowest since the year to end of June 2018 and starts the lowest since the year to end of June 2013 in both the social and private sector.

    In terms of the Affordable Housing Supply Programme, in the year to the end of June 2024, there were 6,966 approvals, 6,422 starts, and 9,295 completions of affordable homes. The number of completions and starts were down by 14% (-1,556 homes) and 10% (-734 homes) respectively compared to the year to end June 2023. However, approvals increased by 15% (+906) between 2023 and 2024 (year ending June).

    These statistics are used to inform progress against Scottish Government affordable housing delivery target to deliver 110,000 affordable homes by 2032, of which at least 70% will be for social rent and 10% will be in rural and island communities. By June 2024, 22,743 affordable homes have been completed towards the target. These completions consist of 17,289 (76%) homes for social rent, 3,219 (14%) for affordable rent, and 2,235 (10%) for affordable home ownership.

    An annual update on Homelessness Statistics covering 2023-24 has been released today.

    Findings for that period show:

    • There were 40,685 homelessness applications. An increase of 1,377 (4%) compared to 2022-23, and the highest since 2011-12.
    • There were 33,619 households assessed as homeless or threatened with homelessness. An increase of 1,088 (3%) compared to 2022-23, and the highest since 2011-12.
    • There were 31,870 live applications as at 31 March 2024. This compares to 29,408 at March 2023, and is the highest in the time series.
    • There were 16,330 households in temporary accommodation at 31 March 2024. This is 9% higher than 15,039 at 31 March 2023, and the highest in the time series.
    • The number of children in temporary accommodation is also the highest in the series, increasing to 10,110 from 9,595 (5%) between March 2023 and 2024.
    • The number of households reporting rough sleeping the night before application has increased from 1,493 to 1,916 and in the three months prior from 2,425 to 2,931.
    • The average time spent in temporary accommodation for cases that closed in 2023-24 was 226 days. This is one day higher than 2022-23. This compares to 292 days on average for cases that are still open.
    • 83% of households assessed as unintentionally homeless secured settled accommodation in 2023-24, the same as 2022-23.
    • The average length of time to close a homelessness case was 278 days for cases that closed in 2023-24. This is 11 days longer compared to 2022-23.
    • 58% of main applicants were male. This is the joint highest proportion along with 2020-21.
    • 79% of main applications were of a White ethnicity. This is the lowest proportion in the time series.

  • MIL-OSI United Kingdom: Proposed City Centre West Regeneration Masterplan Unveiled

    As well as delivering up to 1,000 new homes, including affordable homes, the masterplan will showcase options for phase one of the scheme – an enhanced Market Square with green spaces.

    During the course of the masterplan, opportunities for new shops, cafes, and restaurants will also be included, with potential for outdoor seating.

    The Council and ECF have entered into a Development Agreement to bring forward proposals for City Centre West, which features prominently in the Wolverhampton Investment Prospectus and the City Centre Local Area Action Plan.

    The release of the masterplan follows an initial period of engagement in July, which helped finalise the vision. The sessions, where residents will be able to view the masterplan in detail and ask questions of the team, have also been arranged:

    • Saturday 28 September – 1pm to 4pm, The Way Youth Centre, School Street
    • Wednesday 2 October – 12 to 7pm, Urban Room, 18 Queen Square

    Councillor Chris Burden, Cabinet Member for City Development, Jobs, and Skills, at City of Wolverhampton Council, said: “The proposed masterplan is the result of significant collaboration between ECF and the Council, but also residents who have offered their perspectives on the opportunities ahead.

    “City Centre West is an opportunity to put people at the heart of the city with new homes, shops, cafes or restaurants.

    “The vision and masterplan could be truly transformational for Wolverhampton, so I encourage people to continue to engage and share their views.”
