  • MIL-OSI USA: $5.4 Million For Urban Community Forestry

    Governor Kathy Hochul today announced an additional $5.4 million in grant awards for Urban and Community Forestry Grants funded through the Federal Inflation Reduction Act (IRA). The funding expands on $7.1 million awarded on July 25, increasing expected project outcomes and reach, and bringing the total amount awarded to $12.5 million. The awards support Governor Hochul’s 2024 State of the State initiative to plant 25 million trees by 2033, recent commitments through the Clean Water, Clean Air and Green Jobs Environmental Bond Act, and other New York State investments to expand tree canopy and cultivate greener, healthier communities.

    “Investing in community green space is a significant step towards revitalizing our cities and towns, and ensuring a sustainable, resilient future for all New Yorkers,” Governor Hochul said. “These investments will help to provide cleaner air and water to every corner of our state, and move us closer to achieving our climate goals.”

    Funded projects represent a collaborative effort between local governments, not-for-profit organizations, and community groups to create more equitable and resilient urban forests in the face of increased storms and extreme heat driven by climate change. Projects are focused in disadvantaged communities and include initiatives to engage with the public in tree planting and stewardship efforts, and increase tree canopy in public open space and along roadways. The efforts align with Governor Hochul’s broader conservation and environmental agenda, including enhancing existing open spaces and land preservation goals, supporting the state’s ambitious climate goals, and advancing environmental justice statewide.

    The grants are administered through the New York State Department of Environmental Conservation’s (DEC) Urban and Community Forestry program, which works to increase public awareness of the importance of trees and helps communities create healthy forests while enriching quality of life for residents.

    Funding for this grant is made available through the state allocation from the U.S. Department of Agriculture (USDA) Forest Service through the IRA. The USDA Forest Service is allocating this funding to support projects in disadvantaged communities to increase and maintain a healthy urban canopy and equitable access to trees and the benefits they provide. The Forest Service’s Urban and Community Forestry program authorizes funding for a broad range of activities, such as urban wood utilization, urban food forests, extreme heat mitigation and workforce development.

    New York State Department of Environmental Conservation Interim Commissioner Sean Mahar said, “Urban trees are more than just a touch of nature in our cities—they help mitigate extreme heat, improve air quality, and support public health. By enhancing green spaces in areas impacted by climate change and other environmental challenges, we cool streets and homes while improving the quality of life for all New Yorkers. Trees are an integral part of our urban landscapes and leave a legacy for future generations.”

    New York State is celebrating the 16th annual Climate Week from September 22-29, 2024. The projects included in this announcement support New York’s commitment to reduce greenhouse gas emissions, make communities more resilient, drive action to tackle climate change and advance environmental justice, ensure affordability as part of the clean energy transition, and create new jobs and opportunities for future generations.

I’m proud that this $240,824 will add to the $528,600 from the landmark Inflation Reduction Act that I delivered for Kingston’s urban forestry program last year. I’m looking forward to continuing to work with officials at every level of government as we make the Hudson Valley a sustainable and vibrant home for generations to come.”

    To further progress New York’s climate goals, Governor Hochul’s 2024 State of the State address established a goal of planting 25 million trees statewide by 2033 — a $47 million effort supported by the Clean Water, Clean Air and Green Jobs Environmental Bond Act and the FY25 Enacted Budget. The goal will invigorate the state’s tree planting efforts through multi-year annual grants to municipalities to plant trees in support of resilient reforestation and urban forests, modernize DEC’s Colonel William F. Fox Memorial Saratoga Tree Nursery and engage the next generation of environmental stewards.

  • MIL-OSI USA: Attorney General James Urges Congress to Pass Legislation to Stop Gun Trafficking into Caribbean Countries

    NEW YORK – New York Attorney General Letitia James today led a coalition of 12 attorneys general calling on Congress to take action to stop gun trafficking from the United States to Caribbean countries. In their letter, the attorneys general write that gun trafficking from the United States has contributed to gun violence in Caribbean countries, where many New Yorkers and Americans have families. The coalition outlines a number of measures Congress can take to help reduce gun trafficking into the Caribbean, including ensuring inspectors at ports have enough resources to make inspections and passing the Caribbean Arms Trafficking Causes Harm (CATCH) Act. The CATCH Act would provide state and federal governments with more information about gun trafficking into the Caribbean and determine which anti-gun trafficking methods are working to reduce gun violence.

    “American-made guns are flowing into Caribbean nations and communities and fueling violence, chaos, and senseless tragedies throughout the region,” said Attorney General James. “This issue hits especially close to home, as many New Yorkers have family in Caribbean nations who are enduring dangerous conditions, partially because of easy access to dangerous weapons from our country. We have a responsibility to address this crisis, and that is why I am calling on Congress to take action to stop gun trafficking into Caribbean countries. When we tackle the gun violence crisis from every angle, we protect everyone.”

    In their letter, Attorney General James and the coalition of attorneys general write that the number of guns smuggled into the Caribbean from the United States has surged in recent years and contributes significantly to gun violence in those countries. For instance, a 2023 United Nations report indicated that the United States has been a “principal source of firearms and munitions in Haiti.” Additionally, the Jamaican Security Ministry estimates that at least 200 guns are trafficked from the United States into the country each month. The attorneys general write that addressing the outbound flow of guns from the United States is “a service to our constituents,” many of whom have ties to family and loved ones in the Caribbean.

    Attorney General James and the coalition of attorneys general are calling on Congress to pass the CATCH Act, which would give both state and federal governments much-needed information about gun trafficking into Caribbean countries and anti-trafficking measures. In addition, the attorneys general are asking Congress to take additional steps to stop gun trafficking into those countries, including by:

    • Ensuring that inspectors at American ports are given sufficient resources to inspect shipments being sent from the United States to countries in the Caribbean; 
    • Ensuring that the Bureau of Alcohol, Tobacco, Firearms and Explosives has sufficient funding to inspect federal firearms licensees that are responsible for a disproportionate number of firearms that are traced after having been used in crimes in countries in the Caribbean; and
    • Requesting briefings from the United States Postal Service, the Department of Homeland Security, and the Department of Justice about their ongoing efforts to interdict shipments of guns from the United States to countries in the Caribbean, with a focus on what additional resources and legal tools they need to accomplish this important task.

    Joining Attorney General James in sending today’s letter are the attorneys general of California, Connecticut, Illinois, Massachusetts, Michigan, Minnesota, New Jersey, Oregon, Pennsylvania, Rhode Island, Vermont, and the District of Columbia.

    “I am appreciative of Attorney General James on these latest actions to stop gun trafficking from the U.S. to Caribbean nations,” said U.S. Representative Adriano Espaillat. “I introduced legislation in Congress to reauthorize funding for the Caribbean Basin Security Initiative (CBSI), which further strengthens our actions to combat crime and illicit drug trafficking, while supporting peace and stability to the region.     Since taking office in 2019, Attorney General James has removed more than 7,400 firearms from New York streets and communities through buyback events and takedowns of illegal gun trafficking rings. In May 2024, Attorney General James took more than 200 guns off the streets in Kingston and Watervliet. Attorney General James has also been a national leader in protecting New Yorkers from gun violence. In August 2024, Attorney General James led a coalition of 22 attorneys general in support of commonsense state and federal laws that regulate the sale of guns to keep communities safe. In April 2024, Attorney General James took down gun traffickers for selling ghost guns and other firearms in Central New York. In March 2024, Attorney General James secured a $7.8 million judgment against gun retailer Indie Guns for illegally selling ghost gun components in New York. In February 2024, Attorney General James announced the takedowns of a gun trafficking network that sold ghost guns and assault-style rifles and a narcotics trafficking network in Dutchess County.

    On September 17, 2024, at approximately 12:15pm, officers in the Thompson RCMP detachment executed a Controlled Drugs and Substances Act warrant at a residence on Hickory Avenue in Thompson as a result of an extensive investigation.

    Upon forced entry into the residence, officers discovered and seized 40 grams of crack/cocaine, drug paraphernalia, a scale, multiple weapons, cell phones, and an undisclosed amount of Canadian currency.

    Three individuals inside the home were arrested and taken into custody.

    Wendy Saric, 47, and a 33-year-old male, both of Thompson, were charged with Possession for the Purpose of Trafficking.

    Robait Modi, 26, of Alberta, is charged with Possession for the Purpose of Trafficking, Possession of Property Possession of a Prohibited Weapon or Restricted Weapon.

    Modi has been remanded in custody while Saric and the male have been released on an Undertaking.

    The investigation continues.

    On Wednesday, September 18, 2024, I dissented from the Federal Open Market Committee’s (FOMC) decision to lower the target range for the federal funds rate by 1/2 percentage point to 4-3/4 to 5 percent. As the Committee’s post-meeting statement notes, I preferred to lower the target range for the federal funds rate by 1/4 percentage point to 5 to 5-1/4 percent.
    Given the progress we have seen since the middle of 2023 on both lowering inflation and cooling the labor market, I agree that at this meeting it was appropriate to recalibrate the level of the federal funds rate and begin the process of moving toward a more neutral policy stance. In my view, however, a smaller first move in this process would have been a preferable action.
    The U.S. Economy Remains StrongThe U.S. economy remains strong, with solid underlying growth in economic activity and a labor market near full employment. Although hiring appears to have softened, layoffs remain low. I see the normalization in labor market conditions as necessary to help bring wage growth down to a pace consistent with 2 percent inflation given trend productivity growth. My reading of labor market data has become more uncertain due to increased measurement challenges and the inherent difficulty in assessing the effects of recent immigration flows. I am also taking signal from continued solid growth in the spending data, especially consumer spending, reflecting a healthy labor market.
    Despite Progress, Inflation Remains a ConcernInflation remains above our 2 percent goal, as core personal consumption expenditures prices are still rising faster than 2.5 percent from 12 months earlier. Higher prices have an outsized impact on lower- and moderate-income households. Accomplishing our mission of returning to low and stable inflation at our 2 percent goal is necessary to foster a strong labor market and an economy that works for everyone in the longer term.
    Although it is important to recognize that there has been meaningful progress on lowering inflation, while core inflation remains around or above 2.5 percent, I see the risk that the Committee’s larger policy action could be interpreted as a premature declaration of victory on our price stability mandate.
    We have not yet achieved our inflation goal. I believe that moving at a measured pace toward a more neutral policy stance will ensure further progress in bringing inflation down to our 2 percent target. This approach would also avoid unnecessarily stoking demand.
    Shared Goals for the FutureDespite my dissent at our recent meeting, I respect and appreciate that my colleagues preferred to begin the reduction in the federal funds rate with a larger initial reduction in the target range for the policy rate. I remain committed to working together with my colleagues to ensure that monetary policy is appropriately positioned to achieve our goals of maximum employment and returning inflation to our 2 percent target.

  • MIL-OSI USA: Justice Department Addresses Gender-Based Pay Discrimination in Lawsuit Against Wisconsin Department of Military Affairs

    The Justice Department has reached a settlement agreement to resolve a gender-based pay discrimination lawsuit filed in January 2023 against the Wisconsin Department of Military Affairs (WDMA). The lawsuit alleged that the WDMA discriminated against former employee Michelle Hartness, in violation of Title VII of the Civil Rights Act, when it offered her a lower salary than similarly or less qualified men for a director position in the Wisconsin Division of Emergency Management. 

    Title VII is a federal statute that prohibits pay discrimination and other forms of employment discrimination on the basis of sex, race, color, national origin or religion.

    “It is time to close the gender pay gap which stands as one of the most pressing problems that we face in the labor market today. This settlement agreement demonstrates the Justice Department’s strong commitment to vindicating the rights of qualified job applicants and employees who are offered or paid less simply because they are women,” said Assistant Attorney General Kristen Clarke of the Justice Department’s Civil Rights Division. “We will continue to aggressively hold state and local government employers accountable when they unlawfully deny women the right to bring home the full paycheck they have rightly earned.”

    Under the settlement agreement, WDMA will pay Ms. Hartness a $175,000 monetary award. By signing the agreement, WDMA also confirms that it maintains antidiscrimination and other personnel policies to prevent compensation discrimination, including a pay-setting policy to establish consistency in setting salaries, and that it trains personnel on the pay-setting policy.

    Ms. Hartness filed a charge of discrimination with the Equal Employment Opportunity Commission (EEOC). The EEOC’s Milwaukee Area Office investigated the charge and found reasonable cause to believe that Ms. Hartness was discriminated against because of her sex.  After unsuccessful conciliation efforts, the EEOC referred the charge to the Justice Department.

    Senior Trial Attorneys Patricia Stasco, Chrisine Dinan and Catherine Sellers and Trial Attorney Young Choi of the Civil Rights Division’s Employment Litigation Section handled the case.

    Today, Governor Roy Cooper vetoed HB10, the Republican scheme to take taxpayer money out of public schools and redirect it to private schools. The Governor was joined by education and business leaders from both sides of the aisle to highlight the disastrous impact this would have on public schools, particularly those in rural areas.

    Governor Cooper issued the following statement on his veto of House Bill 10 Require ICE Cooperation & Budget Adjustments:

    “This bill takes public taxpayer dollars from the public schools and gives it to private school vouchers that will be used by wealthy families. Studies show that private school vouchers do not improve student performance, but we won’t know with North Carolina’s voucher scheme because it has the least accountability in the country. All public schools will be hurt by the legislature wasting its planned $4 billion of the public’s money over the next decade with rural public schools being hurt the worst. This money should be used to improve our public schools by raising teacher pay and investing in public school students. Therefore, I veto the bill.”

    During the press conference, Governor Cooper emphasized the need for investments in public education. Instead of funneling hundreds of millions more in taxpayer dollars toward vouchers for unaccountable private schools that would overwhelmingly benefit the wealthiest demographic in the state, the legislature should invest in public education so our state’s public schools, educators and students have the resources they need to thrive.

    “Private school vouchers are the biggest threat to public schools in decades because they don’t improve student performance and they drain taxpayer money from badly needed investments like better teacher pay,” said Governor Cooper. “North Carolina public schools continue to thrive and improve despite chronic underfunding by the legislature. We must stop the expansion of private school vouchers and prioritize investing in our public schools.”

    “I am an educator first and a Republican second,” said Burke County Board of Education Member Wendi Craven. “Education is the cornerstone of our nation and once it fails this country fails. Instead of continuing to divide and conquer, which shows a complete lack of leadership, legislators should support public education.”

    “This bill encourages families to send their children to private schools in other counties, draining our public schools and dividing our community,” said Chairman of the Washington County Board of Education Carlos Riddick. “Our students deserve strong, well-funded schools right here at home, not a system that incentivizes them to leave. House Bill 10 doesn’t just redirect taxpayer money—it weakens the backbone of our county by undermining public education.”

    “As an educator and parent, I want my child and every child to have the education they deserve and that requires funding,” said Pitt County Schools Teacher Elyse Cannon-McRae. “Legislators, I am holding you accountable. You have to do right and support public education.”

    “As a former elected Republican who understands the financial challenges of rural governments in North Carolina, I am extremely concerned about the revenue displacement that would take place under HB10,” said Business Leader and Former Transylvania County Commissioner Mike Hawkins. “Rural Republican representatives know that this is a threat to our school systems and to the very fabric of life for rural North Carolina.”

    Expanding private school vouchers would disproportionately impact rural North Carolina counties, where access to private education is limited and public schools serve as the backbone of communities. More than one-quarter (28) of North Carolina’s counties – all rural counties – have no or just one private school participating in the voucher program. By diverting public funds to wealthier urban areas, private school vouchers are deepening the resource gap and undermining the educational opportunities for rural students.

    Private schools that receive vouchers are not regulated and are not accountable to taxpayers despite receiving taxpayer money. Vouchers cover tuition for schools that don’t have to report how students are performing, don’t have to serve all students regardless of race, gender, socioeconomic status or religious beliefs or don’t have to hire licensed teachers.

    Public schools that serve more than 84% of students are continuously asked to do more with less. North Carolina ranks near the bottom of all states in K-12 funding, spending nearly $5,000 less per student than the national average. Our state is falling behind nationally in teacher pay, dropping in the most recent rankings to 38th.

    Based on an updated analysis by the Office of State Budget and Management, if the General Assembly fully expands the taxpayer-funded private school voucher program, private schools could siphon nearly $100 million in state funding from public schools just in the first full year of the program. In addition, the expansion of the voucher program will cost the state $277 million in new spending just in the first year.

    Governor Cooper declared 2024 as the Year of Public Schools and has been visiting public schools and early childhood education programs across the state calling for investments in K-12 education, early childhood education and teacher pay.

  • MIL-OSI USA: Justice Department Announces Civil Rights Investigation of Rankin County, Mississippi, and Rankin County Sheriff’s Department

    The Justice Department announced today that it has opened a civil pattern or practice investigation into Rankin County, Mississippi, and the Rankin County Sheriff’s Department (RCSD). Rankin is the state’s fourth most populous county, with a population of approximately 160,000. It is located about 30 minutes east of the state capital, Jackson, Mississippi. 

    The investigation will seek to determine whether RCSD engages in patterns or practices that violate the Constitution and federal law. The investigation will evaluate all types of force used by RCSD officers, including deadly force. It will also assess whether RCSD engages in unlawful stops, searches, and arrests in violation of the Fourth Amendment and whether RCSD conducts discriminatory policing in violation of the 14th Amendment, Title VI, and Safe Streets Act.

    “The public is now well aware of the heinous attack inflicted on two Black men by Rankin County deputies who called themselves the ‘Goon Squad,’” said Attorney General Merrick B. Garland.  “Those officers have since been convicted and sentenced, but we are launching this civil pattern or practice investigation to examine serious allegations that the Rankin County Sheriff’s Department systematically violates people’s constitutional rights through excessive use of force; unlawful stops, searches, and arrests; and discriminatory policing. These include allegations that Rankin County deputies have overused tasers, entered homes unlawfully, used racial slurs, and deployed dangerous, cruel tactics to assault people in their custody.  We are committed to working with local officials, deputies, and the community to conduct a comprehensive investigation.”

    “The violent, unlawful and racially charged actions of the so-called Goon Squad left lasting and damaging effects on the community,” said Assistant Attorney General Kristen Clarke of the Justice Department’s Civil Rights Division. “Since the Goon Squad’s sickening acts came to light, we have received reports of other instances where Rankin deputies overused tasers, entered homes unlawfully, bandied about shocking racial slurs, and deployed dangerous, cruel tactics to assault people in their custody. Based on an extensive review of publicly available information as well as complaints provided to us, we have grounds to open a pattern or practice investigation into the Rankin County Sheriff’s Department now. The Justice Department will conduct a comprehensive and fair investigation into allegations of racially discriminatory policing of Black communities, the use of excessive force, and violations of the Fourth Amendment.”

    “The information we have learned to date about the conduct of some members of the Rankin County Sheriff’s office calls back to some of the worst periods of Mississippi’s history,” said U.S. Attorney Todd W. Gee for the Southern District of Mississippi. “We do not have to accept the old hatreds and abuse of the past.  And we do not have to accept the false claim that safety comes at the price of illegal force and abuse of power. We will conduct an impartial and thorough review of the Rankin County Sheriff’s Office, and if we find violations, we will take necessary action to address them.”

    This civil investigation is separate and independent from the federal criminal civil rights prosecutions of RCSD deputies related to the violent assaults of two Black men, Michael Jenkins and Eddie Parker, at the hands of five white deputies.

    The investigation will include a comprehensive review of RCSD policies, training, and supervision. The investigation will also examine RCSD’s systems of accountability. The Justice Department will reach out to community groups and members of the public to learn about their experiences with RCSD. The Justice Department will also speak with RCSD deputies and leadership to hear their perspectives.

    Before this announcement, the Justice Department notified Rankin County officials, who have pledged to cooperate with the investigation.

    The investigation is being conducted pursuant to the Violent Crime Control and Law Enforcement Act of 1994, which prohibits state and local governments from engaging in a pattern or practice of conduct by law enforcement officers that deprives individuals of rights protected by the Constitution or federal law. The Act allows the Justice Department to remedy such misconduct through civil litigation.

    The Civil Rights Division’s Special Litigation Section and U.S. Attorney’s Office for the Southern District of Mississippi will jointly conduct this investigation.

  • MIL-OSI USA: Justice Department Secures Relief from Morningstar Storage to Resolve Alleged Violations of the Servicemembers Civil Relief Act

    The Justice Department announced today that Morningstar Storage, which manages and operates a network of self-storage facilities in the southeast area of the United States, has agreed to pay $130,000 to resolve allegations that it violated the Servicemembers Civil Relief Act (SCRA) by failing to obtain court orders before auctioning the contents of at least three storage units owned by active-duty servicemembers.

    According to the complaint, an Air Force Staff Sergeant stationed at MacDill Air Force Base rented a unit at a storage facility located in Tampa, Florida. On the storage agreement, the Staff Sergeant indicated that she was in active military service, provided contact information for her military unit and authorized rent payments to be made automatically. Shortly thereafter, before being deployed overseas to Jordan, she stored nearly all of her household goods at the Tampa facility, including her military awards and coins, and her children’s toys and keepsakes. While the Staff Sergeant was still deployed to Jordan, Morningstar acquired the Tampa facility, stopped her automatic payments and auctioned all the contents of her unit for $390.

    “We all know that servicemembers endure many hardships and make great sacrifices as a result of their service to the nation,” said Assistant Attorney General Kristen Clarke of the Justice Department’s Civil Rights Division. “Our servicemembers should never have to worry that their property, including their most prized keepsakes and personal treasures, will be sold out from under them while they are on duty. The Justice Department will continue standing up for servicemembers to ensure basic respect for their property, their rights and their dignity.”

    “The U.S. Attorney’s Office for the Middle District of Florida is deeply committed to protecting the civil rights of our Nation’s servicemembers,” said U.S. Attorney Roger B. Handberg for the Middle District of Florida. “The brave individuals who selflessly sacrifice to serve our country deserve the respect and peace of mind of knowing that what they leave behind during their service will be treated with the utmost care. Today’s consent decree reminds us that the companies who take on this responsibility do not always exercise the care that our servicemembers are entitled to under the SCRA, but the department remains committed to ensuring companies like Morningstar follow their obligations under the law.”  

    The SCRA provides financial and housing protections and benefits to military members while they are in military service. One of the SCRA’s protections requires anyone holding a lien on the property of a servicemember to obtain a court order prior to auctioning off, selling or otherwise disposing of that property. Under the consent order, which must still be approved by the U.S. District Court for the Middle District of Florida, Morningstar will pay the Air Force Staff Sergeant $80,000 in damages and will pay $5,000 each to two additional servicemembers. Morningstar has also agreed to pay a $40,000 civil penalty to the United States and must also implement new policies to prevent future violations of the SCRA.

    This lawsuit resulted from a referral to the Justice Department from the U.S. Air Force. The department’s enforcement of the SCRA is conducted by the Civil Rights Division’s Housing and Civil Enforcement Section in partnership with U.S. Attorneys’ Offices throughout the country. Since 2011, the department has obtained over $481 million in monetary relief for over 147,000 servicemembers through its enforcement of the SCRA.     President, I thank USG DiCarlo and High Commissioner Türk for their briefing today. This past year has seen continuous and devastating violence across the region. Civilians have suffered on a dreadful scale on both sides of the Blue Line.  

    The explosions in Lebanon this week and Israel’s strike in southern Beirut today are the latest in a deadly cycle of violence, and we are deeply concerned by civilian casualties resulting from those incidents. That children were among them is particularly distressing. Our condolences go to the families of the civilians killed.

    My Foreign Secretary made our view clear last night: we need an immediate ceasefire on both sides. We are working in lockstep with our allies to de-escalate tensions and end this destructive cycle.

    We want to see the implementation of a political plan, based on UN Security Council Resolution 1701, which allows both Israeli and Lebanese civilians to return to their homes and live in peace and security. We are ready to play our role in a diplomatic process to achieve that. 

    President, let us be clear: Hizballah launched an unprovoked attack on Israel on 8 October 2023. Since then, Israel has faced a near-daily barrage of Hizballah rockets.

    We are resolute in our support for Israel’s right to defend its citizens against such threats. However, in doing so, international humanitarian law must be fully respected, and all possible steps taken to avoid civilian casualties.

    Lebanese Hizballah’s aggression has been fuelled by Iran and its continued destabilisation of the Middle East, including through its support to partners and proxies. Iran supplies advanced weaponry in contravention of multiple Security Council Resolutions, only prolonging the suffering of the Lebanese people.

    While Hizballah and Iran continue to undermine Lebanon’s future, the UK is providing practical support to bolster its stability and security.  

    This includes funding and training to both the Lebanese Armed Forces and Internal Security Forces, as well as humanitarian assistance to vulnerable communities, including in the south of Lebanon.

    President, now is the time for calm heads and an urgent focus on an immediate ceasefire to create the space for negotiations.

    Governor Kathy Hochul today announced the launch of her signature One Network for Regional Advanced Manufacturing Partnerships program, a $200 million investment to help fund and realize a network of four new workforce development centers in strategic high impact locations in Upstate New York first announced as part of her FY25 Enacted Budget. The Centers will bring together industry, academia, social services, and community organizations to provide high quality, in demand skills training and wraparound supports necessary to empower New Yorkers with the skills they need to take on careers in high growth advanced manufacturing industries like semiconductors. Empire State Development developed and will manage the program.

    ON-RAMP will establish four new workforce development centers, including three chosen competitively, and a flagship location in Central New York, based in Syracuse. For the three competitively selected centers, ON-RAMP grant funding will cover:

    • a planning grant for development of a business plan for a regional ON-RAMP center;
    • a portion of operational expenses related to curriculum development and provision of trainee support services; and
    • a portion of capital needs for renovations, expansions, and/or construction costs related to the delivery of advanced manufacturing training.

    ON-RAMP centers are expected to be established as fully sustainable entities that will not require ongoing support from ESD within five years of a center’s implementation funding.

    Among other principles, each of the four regional training centers must:

    • develop accessible and equitable pathways for priority populations;
    • provide a curriculum and training models that reflects industry projections for advanced manufacturing job growth within the region;
    • prove flexible to adapt services to meet changing industry needs and a dynamic global market;
    • create career pathways for both entry-level and mid-skill workers for long-term sustainable employment;
    • offer wraparound support for program participants;
    • and track outcomes to help measure programmatic success.

    Governor Hochul’s Commitment to Growing New York’s Semiconductor Industry
    Governor Hochul has maintained a strong commitment to building a modern economy in New York State by growing a dynamic and innovative semiconductor industry. In 2022, the Governor signed New York’s historic Green CHIPS legislation to make New York a hub for semiconductor manufacturing, creating 21st century jobs and kick-starting economic growth while maintaining important environmental protections. As part of the FY24 Enacted Budget, Governor Hochul secured a $45 million investment to create the Governor’s Office of Semiconductor Expansion, Management, and Integration (GO-SEMI), which leads statewide efforts to develop the chipmaking sector. In December 2023, Governor Hochul announced a $10 billion public-private partnership – including $9 billion in private investment from IBM, Micron, Applied Materials, Tokyo Electron and other semiconductor leaders – to bring the future of advanced semiconductor research to New York’s Capital region by creating the nation’s first and only industry accessible, High NA EUV Lithography Center at the Albany NanoTech Complex. All of these efforts are positioning New York as an innovation leader ready to support one of three National Semiconductor Technology Center facilities that will be established under the U.S. CHIPS & Science Act.

    New York is home to a robust semiconductor industry which supports more than 150 semiconductor and supply chain companies that employ over 34,000 New Yorkers. Thanks to Governor Hochul’s efforts, the industry is continuing to grow with major investments from semiconductor businesses and supply chain companies like Micron, GlobalFoundries, AMD, Edwards Vacuum, MenloMicro and TTM Technologies to expand their presence in New York. In fact, in the last two years, chip companies have announced over $112 billion in planned capital investments in New York – more than any other state – and one in four U.S. made chips will be produced within 350 miles of Upstate New York. No other region in the country will account for a greater share of domestic production.

    Semiconductors are vital to the nation’s economic strength, serving as the brains of modern electronics, and enabling technologies critical to U.S. economic growth, national security, and global competitiveness. The industry directly employs over 300,000 people in the U.S. and supports more than 1.8 million additional domestic jobs. Semiconductors are a top five U.S. export, and the industry is the number one contributor to labor productivity, supporting improvements to the effectiveness and efficiency of virtually every economic sector – from farming to manufacturing.

    WACO- Congressman Pete Sessions (TX-17) announced that the Arctic Acclimatization & Sleep Optimization (ARKTOS) Research Center at Baylor University received federal funding under the Commerce, Justice, Science, and Related Agencies Appropriations Act, 2024. Congressman Sessions was the sponsor of this Congressional Community Project. These funds will support the development of rapid acclimatization protocols and technologies, human-machine teaming, and group dynamics in multi-stressor arctic environments. The purpose of the project is to solidify the dominance of the United States military in complex, multi-stressor environments such as arctic climates.

    Around the world today, our people and economies are increasingly impacted by the severe consequences of the climate crisis.  Coastal communities and military bases are threatened by storms and flooding. Extreme heat, now a regular phenomenon with each passing summer, costs lives, reduces productivity, and damages critical infrastructure.  Vital breadbaskets face historic droughts, and are no longer able to regularly deliver on the food security needs of their regions.  Record-breaking fires ravage forests, spill into communities, and pollute the air.
    The U.S. national security community has long understood climate change to be a “threat multiplier,” intensifying existing security threats and vulnerabilities, and decreasing resilience.  But today, the devastating impacts of the climate crisis increasingly are themselves the new direct threats from which we must protect our communities.  We are witnessing cycles of cascading climate impacts and increasing instability, at home and across the globe.
    U.S. national security requires addressing the growing impacts of the climate crisis.
    As described in our recent U.S. National Climate Assessment, growing climate vulnerabilities have profound impacts for U.S. national security, economic, and strategic interests.  As our military is increasingly called upon to respond to disasters, we risk stretching defense resources.  At the same time, our critical infrastructure—including relatively new infrastructure resulting from the increased investments in the clean-energy transition—risks being degraded more rapidly by the changing environment.  Around the world, changing temperature, precipitation, ecosystems, and ocean conditions threaten supply chains, increase prices, affect the affordability and availability of insurance, and strain public coffers, forcing all levels of government to shift funds away from other priorities.  And alongside these strains, we are witnessing vicious cycles of fragility, where communities may have limited capacity to recover from one disaster to the next.  Simply put, climate hazards are threatening the long-term stability of our governments, our economies, and our global security.
    The United States has prioritized the need to both mitigate and build resilience to these strategic threats.  This new U.S. Framework for Climate Resilience and Security prescribes three actions for turning this prioritization into implementation.
    Assess Climate-Related Threats and Opportunities: Without assessment of the impacts of climate change on our security and defense, it is difficult for our leaders to adapt to a rapidly changing environment or to plan strong responses.  The United States has state-of-the-art scientific capabilities, and thanks to this strategic edge, we are able to predict where climate impacts will exacerbate threats–and act effectively in advance.
    Partner for an Integrated Approach: Each federal department and agency has unique capabilities and comparative advantages in our response to climate hazards, but coordination is critical to efficiently and effectively meet the needs of our communities.  Similar partnerships must also extend to partners overseas at the national, regional, and local levels, civil society, the private sector, philanthropies, and international organizations, to enable the effective use of resources and information, and to incorporate and respond to the needs of those who are impacted most.
    Invest in Collective Resilience: Increasing the resilience of our own investments—including those in our supply chains, physical installations, or the provision of emergency assistance when challenges arise—advances national security objectives and yields economic results.  As our deployment of mitigation resources intensifies through the clean energy transition, we must protect them with commensurate consideration for and investment in resilience that can not only protect lives, and livelihoods, but avoid or lessen future humanitarian and economic assistance needs.

    Around the world today, our people and economies are increasingly impacted by the severe consequences of the climate crisis.  Coastal communities and military bases are threatened by storms and flooding. Extreme heat, now a regular phenomenon with each passing summer, costs lives, reduces productivity, and damages critical infrastructure.  Vital breadbaskets face historic droughts, and are no longer able to regularly deliver on the food security needs of their regions.  Record-breaking fires ravage forests, spill into communities, and pollute the air.

    The U.S. national security community has long understood climate change to be a “threat multiplier,” intensifying existing security threats and vulnerabilities, and decreasing resilience.  But today, the devastating impacts of the climate crisis increasingly are themselves the new direct threats from which we must protect our communities.  We are witnessing cycles of cascading climate impacts and increasing instability, at home and across the globe.

    U.S. national security requires addressing the growing impacts of the climate crisis.

    As described in our recent U.S. National Climate Assessment, growing climate vulnerabilities have profound impacts for U.S. national security, economic, and strategic interests.  As our military is increasingly called upon to respond to disasters, we risk stretching defense resources.  At the same time, our critical infrastructure—including relatively new infrastructure resulting from the increased investments in the clean-energy transition—risks being degraded more rapidly by the changing environment.  Around the world, changing temperature, precipitation, ecosystems, and ocean conditions threaten supply chains, increase prices, affect the affordability and availability of insurance, and strain public coffers, forcing all levels of government to shift funds away from other priorities.  And alongside these strains, we are witnessing vicious cycles of fragility, where communities may have limited capacity to recover from one disaster to the next.  Simply put, climate hazards are threatening the long-term stability of our governments, our economies, and our global security.

    The United States has prioritized the need to both mitigate and build resilience to these strategic threats.  This new U.S. Framework for Climate Resilience and Security prescribes three actions for turning this prioritization into implementation.

    1. Assess Climate-Related Threats and Opportunities: Without assessment of the impacts of climate change on our security and defense, it is difficult for our leaders to adapt to a rapidly changing environment or to plan strong responses.  The United States has state-of-the-art scientific capabilities, and thanks to this strategic edge, we are able to predict where climate impacts will exacerbate threats–and act effectively in advance.
    2. Partner for an Integrated Approach: Each federal department and agency has unique capabilities and comparative advantages in our response to climate hazards, but coordination is critical to efficiently and effectively meet the needs of our communities.  Similar partnerships must also extend to partners overseas at the national, regional, and local levels, civil society, the private sector, philanthropies, and international organizations, to enable the effective use of resources and information, and to incorporate and respond to the needs of those who are impacted most.
    3. Invest in Collective Resilience: Increasing the resilience of our own investments—including those in our supply chains, physical installations, or the provision of emergency assistance when challenges arise—advances national security objectives and yields economic results.  As our deployment of mitigation resources intensifies through the clean energy transition, we must protect them with commensurate consideration for and investment in resilience that can not only protect lives, and livelihoods, but avoid or lessen future humanitarian and economic assistance needs.

    Ultimately, these are the investments for which Americans across the country, and our partners across the world, are asking.  These are not just about the rising threats of the climate crisis, but ultimately they are critical ingredients for ensuring  economic security.  Realizing these goals will protect lives and property, prepare first responders and defense forces, and improve livelihoods globally.

    The Ministry of Statistics & Programme Implementation (MoSPI), National Sample Survey Office (NSSO), Government of India, is pleased to announce that the Brainstorming Session aimed at understanding and improving response to surveys particularly in high income groups/gated societies held today at the Le Meridien Hotel, New Delhi. The session could bring together the key stakeholders, including policymakers, urban economists, survey agencies, institutions,multilateral organisations like World Bank and ILO, officers from state statistical agencies, regulatory bodies and service agencies of the real estate sector, facility management companies, representatives from Residents Welfare Associations (RWAs) and gated Societies.

    Around 150 participants from more than 25 organisations/Housing Societies attended the session. In addition to this, representatives from more than 50 housing societies from different part of the country particularly from the metropolitan cities joined virtually through respective Regional Offices of NSSO.  The event marked a significant step in engaging distinguished experts from various domainsalong with the representatives from RWAs/Housing Societies for exploring innovative solutions to improve participation from this specific segment of population and ensure collection of more representative data.

    In the opening remarks, Dr. Saurabh Garg, Secretary, MoSPI,highlighted the need for building trust among the respondents of gated societies to enhance the cooperation and its impact on accuracy and reliability of the data. Thereafter, Sh. Anand Kumar, Chairman, RERA, Delhi & Sh. Shiv Das Meena, Chairman, RERA, Tamil Nadu in their addressemphasized the importance of the accurate data for planning and policy purposes. Further, they appealed to all the Housing Societies to cooperate with the NSSO in data collection and urged that RERA will extend all possible support to create awareness on NSSO surveys.

    The brainstorming session included presentations on recent trends in response, their effects on data quality, and discussions on leveraging technology and customized strategies to enhance survey participation among high-income groups. The event highlighted international best practices and examined the role of Resident Welfare Associations (RWAs) in facilitating data collection.

    The Experts from distinguished institutes, survey agencies from the State Government and private sector, international organizations & Builder’s Association etc, shared their insights on the possible strategies to mitigate non-response. Asession for sharing the views and open discussions by RWAs was also held.

    Based on the discussions, the following major suggestions emerged:

    • Extensive publicity of the surveys to reach out the general public regarding thepurpose and utility of the surveys through various channels including social media.
    • Explore feasibility of useof data available at the National Urban Digital Mission (NUDM),
    • Using the appropriateadministrative machinery for approaching RWAs
    • Use of alternative mode of data capture such as email/web links/CATI etc.
    • Similar kind of sessions may be planned atlocal level at different parts of the country for sensitisation.
    • Using Flexi-timing approach in data collection
    • Shortening of questionnaire to minimise respondent fatigue
    • In view of the improved economic and social status of women in high income group, special focus may be given to create awareness among them.

    Through this initiative, MoSPI aims to enhance collaboration, build trust, and improve data accuracy and comprehensiveness. The session promotes awareness of NSSO’s data privacy practices and the importance of survey participation for evidence-based policymaking. By engaging directly with high-income groups and gated communities, MoSPI seeks to boost response rates and strengthen survey reliability.

    The Department of Food and Public Distribution organized a door-to-door awareness campaign on at Firoz Gandhi Camp, New Delhi. The officers and the staff of the department visited the camp in the evening and distributed brooms, dustbins, soaps, sanitizers to the residents of the camp. The officers briefed the residents about the importance of not only keeping their houses clean but also their surroundings. The children of the residents were also sensitized about personal hygiene and keeping their environment clean.

    Meanwhile the following activities were undertaken by the PSUs and Attached offices of the Department.

    Food Corporation of India:-Swachhata ki Bhagidari:-

    Food Corporation of India, in its Headquarter in New Delhi organized a walkathon to Bengali Market which was flagged off by the CMD, Smt. Vanita Ratan Sharma. Around 120 employees of the Corporation participated in this event. Shouting slogans of Swachhata they generated awareness among the general public about cleanliness. During their walkathon they collected around 150 kgs of garbage which was disposed off in the blue and green dustbins.

     Besides this, events like Mini Marathon, human chain formation, walkathon, painting competition for school kids etc. were organized FCI, Regional Offices, Assam, Arunachal Pradesh, Ahmedabad, Himachal Pradesh, Uttar Pradesh, Raipur, Zonal Office West. Mumbai, Zonal Office (East), Kolkata, Divisional Office Kanuur and Food Supply Depot Muzhuppilangad on 19th September 2024.

    The Indian Grain Storage Management and Research Institute (IGMRI), Hapur  organized  a successful cleanliness it its Staff Colony. During the drive, organic waste was collected, which will be used in the compost pit to create nutrient-rich compost for our plants and lawns.     Central Warehousing Corporation, Hqrs. Office distributed dustbin to nearby residents  for degradable and biodegradable waste disposal in Shahpur Jatt Village, New Delhi

    Besides this  activities like cleanliness work near Railway Line by Regional Warehouse Corporation , Nishatpura, Bhopal,   distribution of Sanitation kits in slums  & awareness program on Swachhata Pakhwada in a School Maligaon by Regional Office Guwahati, cleaning of dirty space and earmarking them for horticulture activities by Regional Office, Kochi, plantation under Ek Ped Maa Ke Naam, at Central Warehouse Chhindwara, Gwalior, establishing selfie centres were also undertaken to observe SHS 2024.

    Directorate of Sugar &Vegetable Oils successfully conducted a cleanliness drive as part of the SHS 2024 campaign.

     

    Warehousing Development and Regulatory Authority conducted an essary writing competition   under SHS 2024.

     

    National Sugar Institute, Kanpur also had a cleanliness drive in its premises.

    The President of India, Smt. Droupadi Murmu graced the centenary celebration of the ICAR-National Institute of Secondary Agriculture (NISA) in Ranchi, Jharkhand today. Speaking on the occasion, the President said that besides making farming a profitable venture, there are three other major challenges before agriculture in the 21st century. It is maintaining food and nutrition security, sustainable use of resources and climate change. She stated that activities related to secondary agriculture can help meet these challenges. The secondary agriculture includes the value addition of primary agricultural products as well as other agriculture-related activities like beekeeping, poultry farming, agricultural tourism etc. She said that agricultural waste can be utilized properly through secondary agriculture activities. They can be processed to make useful and valuable things. In this way, the environment can be protected and the farmers’ income will be increased as well.

    The President said that lac is produced in India mainly by the tribal community. It is an important source of their income. She was happy to note that the National Institute of Secondary Agriculture has taken several steps for research and development as well as commercial development of Lac, Natural Resins and Gums. It includes the development of a Small small-scale lac Processing Unit and an Integrated Lac Processing Unit; the development of lac-based natural paints, varnishes and cosmetic products; development of lac-based coating to increase the shelf-life of fruits, vegetables and spices. She expressed confidence that all these steps will help in improving the living standards of tribal brothers and sisters. The President said that NISA has done good work in lac farming. But, there are still many areas in which we can go further. For example, there is a demand for high-quality lac in the pharmaceuticals and cosmetics industries. If the quality, supply chain and marketing of Indian lac are improved, our farmers will be able to supply it in the country and abroad and will get better prices.

    Union Minister for Agriculture & Farmers’ Welfare and Rural Development Shri Shivraj Singh Chouhan participated in the centenary celebrations of Indian Council of Agricultural Research (ICAR) – National Institute of Secondary Agriculture (NISA). During his address, Shri Chouhan said that today President Smt. Draupadi Murmu is present among us who has a special attachment to Jharkhand. Even when she was the Governor, she has been working a lot for the welfare of the people. The history of lac is as old as India. There is a mention of Lakhshagriha in Mahabharata, that too was made of lac. From then, lac has been cultivated. In today’s time, lac has great importance. Prime Minister Shri Narendra Modi’s goal is to double the income of farmers. To increase the income of farmers, the goal is to increase production in the fields, reduce the cost of production, give fair prices for the produce, compensate for losses and diversify farming.

    The Union Minister said that we will have to move towards other farming along with traditional farming. Prime Minister Shri Modi has also drawn attention towards agro-forestry i.e. income from trees. He said that if we think about all these aspects, then lac farming is very important. We export lac 400 crore rupees. There are many people associated with this farming who are earning more than 1 lakh rupees. Different groups have also been formed; many of them have an income of 25 to 30 lakh rupees. There are infinite possibilities in lac farming, so lac is important for increasing our income and it is also an alternative to plastic. We can use lac to save the environment from plastic.

    Welcoming the women who attended the program, Shri Chouhan said that with the power of women empowerment, our sisters can also cultivate lac very easily. Prime Minister Shri Narendra Modi’s goal is to make women Lakhpati Didi, that is, every woman’s income should be at least 1 lakh rupees annually, we have to make arrangements for this. Lakhpati Didi Yojana has been created for this. He said that the department of Lakhpati Didi Yojana is with me. Lakhpati Didis can also be created through lac. We will leave no stone unturned to increase your income more than 1 lakh rupees. The Department of Agriculture and the Indian Council of Agricultural Research are working on how to process lac, increase production and get a fair price after processing, etc. He said that with the President’s visit, lac cultivation should progress here and the problems of the lac producing farmers and the poor should be solved. The poor, tribals and backward people are engaged in this farming, so the production of lac should at least double, they should get more encouragement, their income should increase.

    Shri Chouhan said that lac production comes under the Forest Department, therefore, the farmers producing lac do not get the benefit of the schemes of the Agriculture Department. I will try to get lac recognized as an agricultural product across the country. He said that the Government of India will focus on helping in setting up cluster-based processing units of lac so that the processing work becomes easy and the farmers also get a fair price after processing. He said that together with the Ministry of Tribal Affairs, we will try to fix the minimum support price (MSP). The cost of lac should be fixed by adding at least 50 percent profit to the cost so that the farmers can get more money. He said that right now 1500 farmers are being trained here. From this year, not 1500 but 5000 farmers will be trained here so that farmers can earn more profit by getting training. He said that I assure that Ranchi will be made the country’s leading center in agricultural education and research.

    Minister of State for Agriculture & Farmers’ Welfare Shri Bhagirath Choudhary said in his address that earlier the slogan of Jai Jawan, Jai Kisan, Jai Vigyan was raised and then the dream of Prime Minister Shri Narendra Modi to make the country a developed nation by raising the slogan of Jai Anusandhan is being reflected today. The food provider of this country not only feeds 145 crore people but also works day and night in every field. When prosperity comes to the houses of the food providers, not only the houses develop but the country also develops. The farmer cultivating any crop cannot prosper until he is protected from middlemen. The country can become a developed nation only when the farmers of this country prosper. Lac cultivation is the main source of income for many tribal communities of Jharkhand, Chhattisgarh and Odisha.

    The Government of India is gearing up to host the World Audio Visual & Entertainment Summit (WAVES) early next year from 5th to 9th February to bolster India’s Media & Entertainment industry and extend its global influence.

    Speaking at a roadshow to promote WAVES at the Jawaharlal Nehru Architecture and Fine Arts University (JNAFAU) in the city today, Secretary, Ministry of Information & Broadcasting, Shri Sanjay Jaju said that WAVES would be the first-ever global summit covering the entire gamut of Media and Entertainment industry. Participating in the event, Shri Jayesh Ranjan, Special Chief Secretary, Department of IT, Electronics & Communications of Government of Telangana said that the state has a curated ecosystem to promote innovations in this sector and would be glad to take it to the national level.

    Earlier in the day Secretary I&B Shri Sanjay Jaju met the Film Associations and the industry leaders of the AVGC sector. In the meeting organised by the CBFC Regional office of Hyderabad, he promised strict implementation of punitive measures against piracy faced by the film industry. Shri Jaju also assured Government support to the gaming industry stakeholders.

    The Department of Commerce (DoC) has focused on empowering exporters, streamlining processes, and promoting economic growth through innovative solutions during the first 100 days of this Government. These achievements underscore the. Below are some of the key highlights:

    1. Empowering Exporters through Trade Connect e-Platform
    The launch of a comprehensive Trade Connect e-Platform has connected over 6 lakh IEC holders, 185 Indian Mission officials, and over 600 Export Promotion Council members with Directorate General of Foreign Trade (DGFT)/DoC offices and banks. This digital initiative enhances the ease of doing business for small and medium enterprises (SMEs) by providing them with information and guidance, fostering a more seamless and transparent export ecosystem.

    2. Enhanced Insurance Cover for MSME Exporters
    To boost exports, the government has introduced enhanced insurance cover for MSME exporters, which is expected to provide credit worth ₹20,000 crore at lower costs. This initiative will make Indian exports more competitive, benefitting around 10,000 exporters.

    3. Reducing Compliance Burden through Self-Certified Electronic Bank Realisation Certificate (eBRC) system
    The introduction of a self-certified electronic Bank Realisation Certificate system has significantly reduced compliance costs for exporters. Previously costing between ₹500-₹1,500 per eBRC, this system now saves exporters over ₹125 crore and simplifies the process for claiming benefits and refunds. This paperless system also aligns with the government’s broader goals of promoting a digital, eco-friendly economy, cutting down  both administrative and environmental expenses.

    The bulk generation and Application Programming Interface (API) integration of eBRCs significantly reduce time and effort, streamlining the process for exporters and stakeholders. This system is particularly beneficial for small exporters, especially in e-commerce, as it efficiently handles high-volume, low-cost transactions. As a result, it enables them to claim benefits and refunds more effectively, supporting their growth and participation in international trade.

    4. Connecting SME Exporters to the World through E-Commerce Export Hub (ECEH)
    The launch of the E-Commerce Export Hub (ECEH) is poised to revolutionize India’s cross-border e-commerce ecosystem, with projections indicating a potential export value of USD 100 billion by 2030. ECEHs will provide artisans, SMEs, and One District One Product (ODOP) producers easy access to global markets, reduce costs and simplify logistics.

    These hubs will boost employment opportunities in transport, warehousing, and quality assurance. Linking Tier 2 and Tier 3 cities, as well as rural areas, with the global marketplace ECEH will play a significant role in driving the digital transformation of these regions. This connection will enable smaller cities to access broader opportunities in international trade, fostering economic growth and inclusion.

    5. Reducing Transaction Costs for MSMEs on GeM Portal

    To promote greater MSME participation in the Government e-Marketplace (GeM), the number of pricing slabs has been reduced, making it easier for vendors to understand and comply with. New cap on charges ensures greater affordability for high-value transactions as Orders above ₹10 Crore will now pay a flat fee of ₹3 Lakh, a massive reduction from the transaction charges previously capped at ₹72.5 lakh.

     

    6. Bharat Mart in Dubai

    In a groundbreaking initiative, the Department of Commerce has facilitated the establishment of Bharat Mart in Dubai. This hub will provide Indian MSMEs cost-efficient access to the Gulf Cooperation Council (GCC), African, and CIS markets, thereby boosting India’s exports to these regions.

    7. Eliminating Human Interface through Jansunwai

    The government has further enhanced ease of doing business by launching Jansunwai, a platform that facilitates smooth communication eliminating intermediaries and providing direct communication between stakeholders and the Department. This fosters transparency and saves businesses time and effort, reducing the need for physical office visits.

    8. Strengthening the Organic Regulatory Ecosystem

    A revamped National Programme of Organic Production (NPOP) is set to benefit approximately 20 lakh farmers from 5,000 grower groups through enhanced export opportunities. With a focus on improving certification standards, organic exports are expected to surpass USD 1 billion by 2025-26.

    9. Pradhan Mantri Cha Shramik Protsahan Yojana (PMCSPY)

    Under this initiative, more than 10 lakh workers across 1,210 tea gardens in Assam and West Bengal will have access to better healthcare, education, and resting shed facilities. This marks a major step toward improving the quality of life for tea garden workers and their families.

    10. Rollout of ICEGATE Across All Non-IT/ITES SEZs

    [BOISE] – Attorney General Raúl Labrador has announced that Elias Daniel Medina, 27, was sentenced to 15 years in prison after pleading guilty to one count of Sexual Exploitation of a Child by Distribution of Sexually Exploitative Material, a felony punishable by up to 30 years in prison, and one count of Sexual Exploitation of a Child by Possession of Sexually Exploitative Material, a felony punishable by up to 10 years in prison. Medina was sentenced on September 18, 2024, by Bonneville County District Judge Bruce Pickett.
    “Our ICAC investigators and prosecutors work hard to keep predators off the streets and to deliver justice for these tragically young victims,” said Attorney General Labrador.  “I’m grateful for the partnerships that have been built across the state and the awareness raised in our communities, and for the judges who take these crimes seriously when determining sentences.”
    In October 2023, the Internet Crimes Against Children (ICAC) Unit received multiple CyberTips indicating that files containing child sexual abuse material (CSAM) were in accounts belonging to Medina. After obtaining search warrants, officers searched Medina’s home and devices, locating hundreds of files containing CSAM. Investigators also found Medina was distributing files containing CSAM to other internet users. The files depicted minor females ranging from approximately 3 to 13 years old. Many of these files depicted the minors engaged in sex acts with adult men.
    Judge Pickett sentenced Medina to a total of 15 years with 2 years fixed and 13 years indeterminate. Medina was ordered to pay reimbursement to Bonneville County for his representation and court costs and fees. Upon release, Medina will have to register as a sex offender pursuant to Idaho law.
    The investigation was led by Detective Jared Mendenhall with the Idaho Falls Police Department, who serves in the Attorney General’s ICAC Unit. The case was prosecuted by Deputy Attorney General Madison Allen.

  • MIL-OSI USA: Assistant Leader Neguse Introduces Package of Bipartisan Bills to Simplify Disaster Recovery

    Lafayette, CO — Today, House Assistant Minority Leader Joe Neguse, founder and Co-Chair of the Bipartisan Wildfire Caucus, is taking action to streamline access to federal assistance under the Small Business Administration for families and communities impacted by natural disasters. The Assistant Leader introduced a bipartisan legislative package, including the Natural Disaster Loan Interest Relief Act, the Small Business Disaster Damage Fairness Act, and the Disaster Loan Application Flexibility Act. These policies seek to update management of and access to disaster-related loans issued by the Small Business Administration (SBA) by waiving accrued fees, increasing unsecured loan threshold limits, and by simplifying loan application processes. 

    Since first being elected to Congress in 2018, western wildfires have impacted thousands of households in Assistant Leader Neguse’s congressional district. After speaking directly with those affected, Neguse sought to create legislation that limits confusion and helps make it easier for families to access the critical resources needed to jumpstart their path to recovery. 

    “In recent years, the Marshall, Cameron Peak, East Troublesome, and most recently the Alexander Mountain and Stone Canyon Fires have disrupted the lives of countless families across Colorado,” said House Assistant Minority Leader Joe Neguse. “And the road to recovery after disaster can be slow and at times, all-consuming. That is why I am introducing three bills that ensure those affected receive the recovery assistance they need at the speed they need. Mitigation and response and recovery go hand in hand, and today we are seeking to equip homeowners, small business owners, and individuals with the foundational tools required to rebuild their lives after disaster.”  

    The package of bills includes: 

    • The Natural Disaster Loan Interest Relief Act, co-led by Rep. Juan Ciscomani (R-AZ). This bill codifies a policy implemented by the SBA to provide zero interest on disaster loans and to give homeowners and business owners approved for these loans up to one year from the date of the loan to begin making payments.     • The Small Business Disaster Damage Fairness Act, co-led by Rep. Jay Obernolte (R-CA). This bill directs the SBA to not require collateral for loans of $50,000 or less, an increase from what is currently $14,000, allowing a greater number of individuals to access a physical disaster home or business loan.     • The Disaster Loan Application Flexibility Act, co-led by Rep. Mike Simpson (R-ID). This bill modifies application deadlines and communication requirements for disaster assistance by directing the SBA to extend loan application deadlines past the current window of two to three months post-disaster declaration, and issuing guidance for public awareness campaigns in affected areas to better educate individuals on the application process and ensuring the Members of Congress who represent these districts stay informed and receive regular updates.     Background

    Assistant Leader Neguse has been leading efforts in Congress to expand access to critical federal disaster assistance for communities impacted by natural disaster. Most recently, he introduced the bipartisan, bicameral Disaster Management Costs Modernization Act, which would allow state and local governments to use FEMA disaster management costs for multiple disasters. He also  led Western lawmakers in a letter to the U.S. Small Business Administration (SBA) requesting the agency extend the time periods during which affected individuals may apply for SBA physical damage loans following a presidential disaster declaration.   

    Following the Marshall Fire in 2021, Neguse sought to secure proper cost coverage for Coloradans. Alongside Senators Bennet and Hickenlooper, Rep. Neguse led a successful effort to get the SBA to update their formula used to calculate the Disaster Loan Program amount survivors can borrow to rebuild after the Marshall Fire. Rep. Neguse and the Colorado senators were also able to get FEMA to agree to cover the costs of removing foundations, basements and burned vehicles damaged in the Marshall Fire. This coverage is extremely rare and has only been granted for a handful of other wildfires in recent years.

    WASHINGTON – Today, House Haiti Caucus Co-Chairs Congresswomen Ayanna Pressley (MA-07), Yvette D.     Thank you to my Haiti Caucus Co-Chairs, my colleagues standing alongside us today, our dedicated advocates for justice.

    Coming together in this way in defense of the Haitian community is muscle that we’ve had to build.

    The people of Haiti have been neglected and Haitian Americans have been targeted, long victimized by the effects of colonialism and racism.

    So we are used to coming together in this way in defense of our Haitian neighbors.

    Today we come together to vigorously and firmly condemn the reprehensible hate and violence targeting our Haitian neighbors, friends, and colleagues in Springfield and across the country.

    Let me be clear: the straight up lie about the Haitian community in Springfield, perpetrated and amplified by Donald J. Trump and James David Vance is nothing short of racist propaganda.

    These flagrant lies are deeply offensive. They are disgraceful, they are dehumanizing, and they are outright dangerous.

    And even though they have been completely debunked by local and state officials, including the Republican Governor of Ohio, they continue to be amplified by those who traffic in hate and those who seek to distract from their dangerous and deeply unpopular agenda.

    In Springfield, Ohio, this rhetoric has ignited a very precarious situation.

    I’m thinking daily of the thousands of Haitian families who are living in fear, facing harassment, and fearing bomb threats.

    I’m thinking of the children lying awake at night not knowing if they’ll be safe come morning.

    I’m thinking of parents consumed with worry for the safety of their babies.

    This isn’t just about Springfield. It’s about who we are as a nation.

    And we’ve seen this playbook before. Throughout our history, immigrants have been scapegoated, dehumanized, and subjected to violence.

    We must put an end to this.

    America is a nation that has always benefited from immigrants.

    It’s what has helped shaped this country.

    Generations of people fleeing violence, persecution, and instability have made the difficult journey, found a home, found work, and raised a family against all the odds.

    We should celebrate that. And Haitian immigrants are no different.

    That’s why I’m so proud to join my colleagues today, Congresswoman Sheila Cherfilus-McCormick, Congresswoman Yvette Clarke, and Congressman Maxwell Frost, and all of our colleagues here today, in introducing a powerful resolution to condemn the hate and misinformation aimed at the Haitian community and celebrate their endless contributions to our nation.

    Congressional intent is a powerful thing, and Congress must act swiftly without delay on this resolution

    As the Congresswoman for the Massachusetts 7th, I am honored to represent the third largest Haitian diaspora community in the country, and I know firsthand how vibrant, dynamic, and thriving the Haitian community is.

    “This narrative about Haitian migrants that we are seeing today is based on racist policies that saw the US government detain Black Haitians in Florida and Guantanamo Bay while at the same time admitting white Cubans into the US.  The dehumanization of Black migrants is a constant thread in this country’s history – and today we see similar racial inequities with Ukrainians vs Black and brown migrants at the US southern border and within the country,” said Ronald Claude, BAJI’s Policy Director. “The question we must ask ourselves is why are Black migrants treated as a burden for this country while white migrants are welcomed?”

  • MIL-OSI USA: Pappas, Jacobs, Levin Reintroduce Legislation to Address Harmful Impact of “Don’t Ask, Don’t Tell”, Guarantee VA Benefits for LGBTQ+ Veterans

    On the 13th anniversary of the full repeal of “Don’t Ask, Don’t Tell” (DADT), Congressman Chris Pappas (NH-01), member of the House Veterans’ Affairs Committee and Co-Chair of the Equality Caucus, alongside Congresswoman Sara Jacobs (CA-51) and Congressman Mike Levin (CA-49) reintroduced theSecuring the Rights our Veterans Earned (SERVE) Act to guarantee and protect VA benefits for LGBTQ+ veterans discharged from the Armed Forces due to their sexual orientation or gender identity. 

    During DADT, many LGBTQ+ veterans who were discharged because of their sexual orientation or gender identity received Other Than Honorable (OTH) or Entry-Level Separation (ELS) discharges, preventing access to VA health care and benefits such as education, burial and memorial services, and home loans. Since its repeal in 2011, impacted veterans appealing for VA benefits have reported a prolonged and burdensome process, often requiring the use of a lawyer, to seek the respect and benefits they earned. Additionally, far too many veterans discharged under DADT are still unaware they can seek an upgrade or where to start the process.

    The SERVE Act would take critical steps to address this problem by:

    • Extending VA benefits eligibility to veterans who received an “Other Than Honorable” discharge or entry-level separation solely due to their sexual orientation or gender identity, including medical and disability benefits, pensions, veteran center readjustment counseling and mental health services, burial benefits, educational benefits, and housing loans.
    • Requiring VA to conduct outreach to veterans who may be eligible for VA benefits under the legislation and to conduct outreach to Veterans Service Organizations (VSOs) and military service organizations about the new eligibility criteria.
    • Requiring VA to report to Congress on the benefits provided under the legislation during the first year of enactment, including the number and demographic information of individuals who received such benefits.

    “Veterans and their families deserve our thanks and gratitude for their service and sacrifice. It’s deplorable that LGBTQ+ service members and veterans ever suffered from the discriminatory policies of ‘Don’t Ask, Don’t Tell’, and that thirteen years since its repeal, countless veterans continue to be impacted by this injustice, affecting the benefits and care many rightfully deserve for serving our country,” said Congressman Pappas. “Today I’m re-introducing the SERVE Act which would take important steps to ensure LGBTQ+ service members who were unjustly discharged receive the benefits they earned.”

    Washington, D.C. – Today, U.S. Representative Chuck Fleischmann (TN-03) voted to pass H.R. 9106, the Enhanced Presidential Security Act of 2024, which directs the United States Secret Service (USSS) to use the same uniform standards to determine the number of agents and resources in a protection detail for Presidents, Vice Presidents, and major Presidential and Vice Presidential candidates. As the current Republican nominee for President of the United States, this essential legislation would increase protection for former President Donald Trump.     Investments in critical minerals infrastructure are needed to ensure Canada seizes the unique opportunity presented by the shift to a low-carbon economy and capitalizes on its rich mineral resources. The country is well positioned to be a global leader and leading producer of a wide range of critical minerals that are essential to fueling the clean economy, and in doing so, create good jobs and economic opportunities across the critical minerals value chain – from upstream exploration and extraction to downstream processing, manufacturing and recycling.

    The Minister of Energy and Natural Resources, the Honourable Jonathan Wilkinson, together with the Honourable Josie Osborne, British Columbia Minister of Energy, Mines and Low Carbon Innovation, and the Honourable Ranj Pillai, Premier of Yukon, today announced, subject to a final due diligence review by Natural Resources Canada, funding of up to $60 million for two critical minerals infrastructure projects in British Columbia’s Golden Triangle and Yukon. The funding would come from the Critical Minerals Infrastructure Fund (CMIF).

    Galore Creek Mining Corporation (Galore Creek) plans to build a 43-kilometre access road to facilitate the development of its copper mine in Tahltan territory in northwestern British Columbia. The Galore Creek deposit contains over 12 billion pounds of copper. Once operational, the mine will significantly increase Canada’s annual supply of the metal. Construction of the access road would connect the mine project to existing road infrastructure, providing overland access to the proposed mill and processing facilities, and creating a transmission corridor for the mine to tap into BC Hydro’s low-emission electricity grid. Road improvements are essential to advancing critical mineral development in northwestern British Columbia, in partnership with First Nations. Subject to final due diligence, Natural Resources Canada has conditionally approved a CMIF investment of up to $20 million for this project.

    The Yukon government is seeking to undertake pre-feasibility activities to support a 765-kilometre high-voltage transmission line that would connect the Yukon electricity grid to the North American grid in British Columbia. It includes the development of energy infrastructure in two priority areas for critical mineral development: the Cassiar-Tanana region in Yukon and the Golden Triangle region in British Columbia. The transmission line would support critical mineral production projects such as cobalt, copper, molybdenum, nickel, platinum group metals, tungsten and zinc in Yukon and northern British Columbia. Subject to final due diligence, Natural Resources Canada has conditionally approved an investment of up to $40 million in CMIF funding for this project.

    The Critical Minerals Infrastructure Fund is a key program under Canada’s Critical Minerals Strategy that aims to address infrastructure gaps and ensure the sustainable production of critical minerals and the flow of resources to market through transportation, electrification and clean energy infrastructure projects. Further funding decisions on critical minerals infrastructure development projects under the CMIF are expected in the coming months.

    These projects, which benefit from close collaboration within the regional tables on energy and resources British Columbia and Yukon, along with the recently announced Northwest British Columbia Highway Corridor Improvement Project, are fundamental initiatives to facilitate the development of critical minerals in the Golden Triangle and Yukon. British Columbia’s Golden Triangle has significant mineral potential and contains approximately 75% of Canada’s known copper reserves. Copper is critical to a variety of industrial processes and is a fundamental component of electrical wires, electronics and renewable energy systems such as solar panels and wind turbines.

    Critical minerals are fundamental components of products used in clean energy technologies such as electric vehicles, power transmission lines and batteries. British Columbia and Yukon’s mining sectors provide many of the building blocks for the clean technologies needed to combat climate change and build a clean economy. Across the country, clean energy solutions represent enormous economic opportunities.

    Canada has developed its own critical minerals strategy with the aim of promoting the development of these resources and related value chains to contribute to the transition to a low-carbon economy and support advanced manufacturing and technologies.

    There Canadian Critical Minerals Strategy has five main objectives:

    supporting economic growth, competitiveness and job creation; promoting climate action and strong environmental stewardship; strengthening global security and partnerships with allies; advancing reconciliation with Indigenous peoples; and fostering a diverse and inclusive workforce and communities.

    Canada’s whole-of-government approach to critical minerals development is collaborative, forward-looking, iterative, adaptive and long-term. The initiatives outlined in the Strategy will be implemented and refined in collaboration with provinces, territories, Indigenous peoples, industry and other partners in Canada and internationally.

    The FIMC is a flagship program of the Strategy that supports transportation and clean energy infrastructure projects needed to increase Canada’s supply of critical minerals from responsible sources.

    The FIMC supports a variety of strategic priorities, including: decarbonizing mining industry operations, strengthening supply chains through the deployment of transportation infrastructure, and advancing economic reconciliation by supporting the participation of Indigenous peoples in critical infrastructure and mineral projects.

    The federal government also supports the development of Canada’s abundant critical mineral resources through regional tables on energy and resources of Natural Resources Canada.     Internships offer students the opportunity to gain valuable experience in their field before joining the workforce—but for interns at the National Renewable Energy Laboratory (NREL), they have the added motivation of contributing to meaningful work in energy efficiency and renewable energy. For interns in the Enabling Native Researchers and Other Minorities Through Graduate Engineering (ENRGE) program, undergraduate and graduate students at minority-serving institutions gain valuable experience in power, energy, and cybersecurity. It is funded by the U.S. Department of Energy National Nuclear Security Administration’s Minority Serving Institution Partnership Program, which aims to create and support a sustainable career pathway that prepares a diverse workforce of talented students to make immediate and significant contributions in science, technology, engineering, and mathematics (STEM) fields.

    ENRGE brings undergraduate and graduate students enrolled at minority-serving institutions with underrepresented backgrounds—such as Native, Black, Asian, Hispanic, and Latino Americans—to NREL for hands-on summer internships. The interns work on research projects that look at how human or natural threats may disrupt the U.S. electrical grid, assess the cybersecurity of distributed energy systems, or research pathways to strengthen the U.S. electrical grid.

    “Many companies and teams look forward to new pools of student interns, as they’ll bring with them fresh ideas, new perspectives, and creative approaches to the projects or processes,” said NREL’s Danish Saleem, senior engineer and ENRGE program leader.

    This past summer, Javier Moscoso, Adrian Gomez, Zain ul Abdeen, and Success Oluwole participated in NREL’s second ENRGE summer internship program. 

    “We were fortunate to have Javier, Zain, Adrian, and Success this year at NREL,” Saleem said. “Their exceptional work, dedication, and contributions toward NREL’s clean energy goals was invaluable.”

    Making the Personal Universal

    For Javier Moscoso, energy and climate issues hit home—that is, they affect him and all the people of Puerto Rico. “It’s a personal mission,” Moscoso said.

    Hurricanes Maria and Fiona wreaked havoc on Puerto Rico in 2017 and 2022. Fiona knocked out power for 80% of the island’s customers who depended on an already fragile power system. Moscoso has witnessed the damage the hurricanes—and the loss of power—cause. He spoke with a woman using an oxygen tank earlier in 2024 about issues she faced when power goes away. She died following a power outage this summer. “I’m talking because I live this,” he said.

    The ENRGE internship allows Moscoso to work on important cybersecurity projects, but it also allows him to talk with NREL people—like Laboratory Director Martin Keller, who Moscoso met with earlier this summer—about the issues Puerto Rico faces. “Not having a strong cybersecurity background before coming here, I have felt comfortable with my team, and I was always eager to learn more and get out of my comfort zone,” Moscoso said. “It gives me the opportunity to test out what I like and see new things that I maybe didn’t think I would ever like or work with. I have come to familiarize myself with cybersecurity and how crucial it is in power systems today. If I’m honest, I have come to appreciate how impactful this experience will be for my future. I think there is no better place than NREL to be exposing myself to this through many readings, workshops, and conversations with mentors. I look forward to continue learning and contributing in the best way I can.”

    Moscoso’s work at NREL involves looking at the cybersecurity of utility-scale batteries and distributed energy resources (DER) deployment for underserved communities on separate projects. He completed a literature review on the cybersecurity of DERs, and his background informed the case studies he wrote on Puerto Rico. “It’s my opportunity to give visibility to Puerto Rican communities,” he said.

    Moscoso said that there is intention to everything he does, which is why the ENRGE internship was enticing. It allowed him to bring his personal story and experience to NREL, which he will then take back to Puerto Rico. Encouraged by his time at NREL and with ENRGE, he will begin graduate school in Puerto Rico, where part of his time will be spent continuing a renewable energy project he began before coming to NREL.

    Prior to arriving at NREL, Moscoso engaged other students on the design and architecture of a solar gazebo to be constructed at the University of Puerto Rico at Mayagüez. The gazebo will provide power on campus for students in the event of an outage. Moscoso has presented on this project at NREL and to many national outlets. The project includes an educational component where talks will be given on renewable energy and energy consumption.

    What started as a napkin drawing is morphing into a reality that will benefit other Puerto Ricans, and Moscoso hopes that this first gazebo can be replicated across the island.

    “Javier serves as an excellent example of someone who took full advantage of the networking and professional development opportunities that NREL and the ENRGE internship offered,” said NREL’s Chelsea Neely, cybersecurity researcher and ENRGE program coordinator. “Almost every week, he came to me to tell me who he met at NREL and what research and development opportunities he was excited about. We are so proud of the impact he has made here at NREL and can’t wait to see him continue his mission towards clean energy transformation.”

    Exploring a New Career Pathway

    The path to NREL was not a straight line for Adrian Gomez. From the U.S. Army to education in criminal justice, his background was outside of energy. When Gomez decided that the criminal justice route was not what he wanted, he enrolled in the Ecotech Institute to learn about sustainable technologies.

    Then the school closed permanently.

    Gomez returned to criminal justice briefly before he learned about ENRGE. When he found the ENRGE internship opportunity at NREL, it felt like a fit. “It’s the right choice,” he said. “Everything led up to this. This is something I can do.”

    At NREL, Gomez brings a cybersecurity background to the Clean Energy Cybersecurity Accelerator—which aims to expedite the deployment of novel or emerging operational technology security solutions—and learned from researchers involved in the cybersecurity situational awareness tool designed for renewable energy systems. For the Clean Energy Cybersecurity Accelerator, Gomez researched cyberattack scenarios involving solar panels and what types of attacks might cause disruptions.  

    “It’s interesting to see how everything is interconnected—how everything in a system affects everything else,” Gomez said. Researching cybersecurity has made Gomez hyperaware of cybersecurity concerns. He is paying attention to what is happening in the world in that regard. “I’m vigilant about those interconnections and how my role in cybersecurity is involved in that sphere.”

    Following the ENRGE internship, Gomez will return to school to pursue a master’s degree in cybersecurity.

    “For someone new to research, Adrian embraced the uncomfortable, often nonlinear path his research took him down this summer,” Neely said. “I was impressed with his ability to take on new concepts and come away from this experience with research he felt proud of. With the encouragement of researchers at NREL, we’re thrilled to hear he’s decided to pursue an advanced degree in cybersecurity. We can’t wait to see what the future holds for him as he builds on the skills he has learned here at NREL.”

    Meeting the Challenges of Cybersecurity Through Computational Science

    Zain ul Abdeen came to NREL with a background in machine learning and artificial intelligence through a previous internship in NREL’s Computational Science Center, which comes in handy when asked to anticipate and respond to cyberattacks on power systems. Zain had worked as a computational scientist prior to arriving at NREL, and his computational skills were put to good use on cybersecurity projects.

    Zain helped to test the performance of power system algorithms during adversarial attacks and built a model to detect anomalies in the system. With both, Zain was able to apply computational knowledge to specific challenges in cybersecurity. “We considered various kinds of attacks on the grid and how the algorithm was affected and how another model performed at detecting the attack,” he said.

    A key component of Zain’s work is training models well enough that they are trustworthy when it comes to detecting and responding to attacks. That means designing robust systems that are well trained on possible scenarios and attacks.

    “ENRGE is so well structured, and the mentors are very helpful,” he said. “They’re always there to help you solve a problem in your research. They listen, provide guidelines, and guide you in the right direction.”

    “Zain’s final presentation of his projects this summer were incredibly impressive,” Neely said. “He made a big impact on his projects in such a short period of time. His successes clearly reflect the strong relationships he built with his mentors, Dr. Shuva Paul and Dr. Vivek Singh. We were very lucky to have his talents in the cybersecurity center this summer, and I can’t wait to read his next publications!”

    Seizing an Unexpected Opportunity

    When Success Oluwole went to her mentor and mechanical engineering department chair at Alabama Agriculture and Mechanical University, she asked him to keep his ears open for relevant opportunities. He called her up one day and directed Oluwole to an opportunity in the ENRGE program.

    “I noticed it was a cybersecurity position and I’m quite in the mechanical engineering field,” she said. “So, I remember saying, ‘I’m not sure if this is the right fit for me.’”

    The chair told Oluwole that she should not think like that—that she should be open to opportunities, even if the fit is not a direct match for her experience.

    She applied to the ENRGE program. “I have always wanted to work at a national lab because I have research experience and working at the lab will give me more opportunities to do research full time,” she said.

    When she interviewed for the role, it was the first time Oluwole had been interviewed by a panel, and she was nervous but optimistic, she said. When the offer came, Oluwole jumped at it. “The program gives people from minority communities the opportunity to work at a national lab. I’m Nigerian, and not many international students like me who come to this country have this opportunity. I knew working at NREL would be a great stepping stone for my career.”

    Oluwole quickly realized that there was overlap between cybersecurity and mechanical engineering. She said she had the notion that there would be a lot of coding, but the actuality of the cybersecurity projects she worked on allowed her to use skills she brought with her to NREL.

    She was able to deploy project management experience—data collection and budgeting—to help coordinate Liberty Eclipse, an annual full-scale cybersecurity preparedness exercise run by the U.S. Department of Energy. Oluwole also worked on a project involving cyber-informed engineering (CIE), which provides engineers a framework to integrate cybersecurity into the early design stages and throughout the life cycle of engineered systems. “I’ve been trying to apply the principles of CIE to the design, development, and operations of the wind turbines in the United States. I’ve been trying to apply the 12 principles of CIE to basically each level of a wind turbine,” she said.

    “Success truly blossomed during her 10 weeks here at NREL,” Neely said. “She did a fantastic job collaborating with her mentor and I could tell she was really open trying things outside of her comfort zone. The fact that she left her experience better able to understand how cybersecurity affects her work as a mechanical engineer is a huge win for all of us. I feel so privileged to witness her growth and can’t wait to see what the future has in store for such a promising young researcher.”

    Oluwole values the experiences she is gaining in the ENRGE program.

    “Every single day since I started my internship here, I have been grateful, because this has been a blessing,” she said. “This program has been transformative. I’ve met great people. I’ve been able to apply my academic knowledge. I hope the program grows so that other people from minority communities can have the opportunities to learn like I have this summer.”

    Before joining NREL, Oluwole did not have cybersecurity as a potential career path, but she is glad she has been able to gain this experience in an unexpected field.

    ENRGE began with one intern in 2023 and has grown to four interns, two of whom have decided to pursue higher education as a result of their time in the program.

    “Coming from diverse engineering and technical backgrounds, ENRGE interns learned to appreciate the importance of taking an interdisciplinary approach to the cybersecurity of energy systems,” Neely said. “Each of them has a very bright future as leaders in this important field. I hope their experience at NREL influences how they design and build critical cyber-physical systems of the future.”
