    Washington (June 30, 2025) – Senator Edward J. Markey (D-Mass.), Ranking Member of the Health, Education, Labor, and Pensions (HELP) Subcommittee on Primary Health and Retirement Security, today forced a vote on a motion to cut any provision of Trump’s so-called “Big Beautiful Bill” that would make it more likely that rural hospitals close or cut services altogether. Republicans overwhelmingly voted down the amendment from passing. The motion failed by a vote of 49-51.

    Earlier this month, Senator Markey released a list of more than 300 rural hospitals across the United States at disproportionate risk of closure, conversion, or service reductions due to proposed health care cuts in the bill. Republicans are proposing over $1.6 trillion in draconian spending cuts to Medicaid, Medicare, the Affordable Care Act, and SNAP to pay for tax cuts for people with incomes over $500,0000. These cuts include $930 billion to Medicaid, $500 billion to Medicare, and $300 billion to the Affordable Care Act. 

    Below is an excerpt from Senator Markey’s remarks on the Senate floor.

    “A few weeks ago, I released a list of more than 300 rural hospitals across the country at risk of closing or stopping services because of ANY major cuts to Medicaid or Medicare. Today, that’s what Republicans are guaranteeing with the $1 trillion cut to our health care system they would create with this bill.

    “My Republican colleagues know these risks are real, which is why they’ve tried to create a so-called Medicaid Cuts Replacement Fund that is just a fraction of what they’re taking from Americans’ health care to give to billionaires. This Fund is like giving aspirin to a cancer patient. It is pathetically insufficient.

    “No billionaire tax break or Donald Trump pat on the back is worth the risk to people’s lives and livelihoods. Stop these cuts.”

    Previously, Senator Markey, along with Democratic Leader Chuck Schumer (D-N.Y), Senator Ron Wyden (D-Ore.), Ranking Member of the Finance Committee, and Senator Jeff Merkley (D-Ore.), Ranking Member of the Budget Committee, released detailed data from the Cecil G. Sheps Center for Health Services Research at the University of North Carolina at Chapel Hill concluding that Republican health care cuts in the House Republican-passed bill could place over 300 rural hospitals across the U.S. at disproportionate risk of closure, conversion, or service reductions. This includes 33 hospitals in Louisiana, 35 hospitals in Kentucky, and 21 hospitals in Oklahoma.

    In the face of these Republican cuts, a majority of adults living in rural areas are concerned that health care cuts will “negatively impact hospitals, nursing homes, and other health care providers in [their] community.” Rural hospitals are struggling; in 2023, there were 50 fewer rural hospitals than in 2017, and a lack of health care access in rural America is contributing to worse health outcomes. Faced with additional cuts to their revenue, many rural hospitals may be forced to stop providing certain services, including obstetric, mental health, and emergency room care, convert to clinics or standalone emergency centers, or close altogether. Rural hospitals are often the largest employers in rural communities, and when a rural hospital closes or scales back their services, communities are not only forced to grapple with losing access to health care, but also with job loss and the resulting financial insecurity.

    WASHINGTON—U.S. Senator Chris Murphy (D-Conn.) on Sunday joined NBC’s Meet the Press with Kristen Welker to discuss Senate Republicans’ efforts to ram through a bill that kicks millions of Americans off their health care in the dead of night, the Trump administration’s lawless immigration policies and the Supreme Court’s enabling of his abuse of power, and the lessons Democrats can learn from Zohran Mamdani’s win the New York mayoral primary.

    Murphy highlighted how deeply unpopular the Republican reconciliation bill is: “By almost a two-to-one margin, the American people hate this piece of legislation because it’s going to represent the biggest transfer of wealth and money from the poor and middle class to the rich in the history of the country. It’s not about efficiencies in Medicaid. CBO – which is the Congressional Budget Office, non-partisan – says it’s going to kick between 10 and 15 million people off their health care, and for what? To be able to afford a new $270,000 tax cut for the richest families in the country. New tax cuts for corporations. New tax cuts for billionaires. This bill stinks. It’s a moral abomination. Everybody that learns about it hates it, and so there’s a chance that it won’t pass. That’s in part why we’re forcing them to read it, because every single day that people learn about it, they are flooding their members’ offices with calls to tell them to stop this bill. Nobody is asking for 16 million people to lose their health care just so the corporations and the very rich can get a new tax cut. That’s super unpopular, and we’re going to work this thing until the final vote.”

    Murphy slammed the Trump administration for its blatant disregard for immigration laws: “They are acting in a lawless manner every single day. They are not focusing on dangerous people. They are literally going to Home Depots. They are busting into people’s private homes. They are targeting Latinos all over the country, whether they are undocumented or not. This isn’t about trying to keep the country safer. This is about trying to make this country scared of folks who speak a different language or come from a different place…This is becoming a lawless administration. We are on a road to seeing our democracy atrophy to the point that it will be unrecognizable, and the border is just one example of many ways in which this administration doesn’t care about the law anymore.”

    On the Supreme Court’s decision in Trump v. CASA, Murphy said: “Both the Constitution and the law is clear: if you’re born in the United States of America, you’re a US citizen. But now, because there’s no longer going to be a federal policy, it’s going to be different in every state. A child born in Connecticut will be a citizen, but that same child, if they were born in Oklahoma, might not be. That’s chaos. By taking away the power of courts to restrain the President when he is clearly acting in an unlawful manner, as he is when he says that children born in the United States are no longer citizens, you are assisting him in trying to undermine the rule of law and undermine our democracy. So that case is really dangerous because it sets up a patchwork of citizenship laws, but it’s really dangerous because it will incentivize the president to act in a lawless manner. Because now only the Supreme Court, who can only take a handful of cases a year, can ever stop him from violating the laws of the Constitution.”

    Murphy urged the Democratic Party to learn from Zohran Mamdani’s win in the New York mayoral primary: “He was laser-like focused on the issue of costs. He was laser-like focused on the issue of transferring power from people who have way too much of it, like the big real estate companies that jack up everybody’s rent in New York, and putting that power in the hands of regular citizens. He was authentic, right? I mean, yeah, he’s got some views that are a little bit out of the conventional mainstream. But you know what? The traditional political pundits have no idea what’s actually mainstream in this country. And when you’re talking about costs, when you’re talking about de-rigging the economy every single day, when you’re presenting big, bold ideas on how to do that, you’re going to do pretty well in elections. And so Democrats should learn from his victory.”

    The event brought together over 400 participants – students from different regions of Russia, experts, entrepreneurs, industry representatives, universities and government bodies. The hosts were Olga Serebryannikova, Director of the Project Office for the Development of Youth Entrepreneurship in Higher Education Institutions, and Andrey Goryachev, a finalist of the 2024 Startup as a Diploma competition. The young entrepreneurs and guests of the event were addressed with welcoming speeches by the Minister of Science and Higher Education of the Russian Federation Valery Falkov, First Deputy Chairperson of the Committee on Science and Higher Education of the State Duma of the Russian Federation Ksenia Goryacheva, Deputy Minister of Science and Higher Education of the Russian Federation Olga Petrova and Deputy Director of the Department of State Youth Policy and Educational Activities of the Ministry of Education and Science of Russia Alexander Vedekhin.

    The final became an important part of the large-scale joint work of university teams, mentors and partners in the development of youth entrepreneurship. Students and employees of the State University of Management, including his scientific supervisor, Associate Professor of the Department of Innovation Management Victoria Degtyareva, came to support Danila at the final stage of the competition. Also on the day of the final, an exhibition of the TOP-50 projects of the Startup as a Diploma competition of 2025 was held at the site of the National Center “Russia”, where one could get acquainted with another innovative development of the State University of Management – the project of the Business Incubator resident Mikhail Zorin HolterTECH (a wireless Holter designed to monitor the work of the heart), which was also highly appreciated by the experts of the competition this year.

    We asked Danila Yakovlev for details about his project.

    What is unique about your product and what advantages does it provide? — The technology itself is not unique, but for some reason large businesses do not use it. Construction companies tried to make materials cheaper with this technology, but we transferred the product to another industry where people are willing to pay for beauty and comfort. In addition, we were able to significantly reduce the time and labor costs of the processing process, which allows us to save on electricity and human resources. Plus, given the integration into an existing business, our raw material cost is negative, that is, the waste generator pays us to take this glass from them. It should also be added that the production line can fit on 100 square meters, and only two operators can control it. In terms of numbers, this is a very promising project.

    What investments will be required to fully launch the project? – We have outlined several stages of investment. At the first stage, we will need 3.5 million rubles to purchase equipment to complete the first line, launch and adjust the process.

    What difficulties do you face in the process of project implementation and how do you overcome them? — The main problem today is that I have 24 hours in a day, like everyone else. I understand that all entrepreneurs are busy people. Every hour is not that expensive, but it is very valuable. Sometimes there is simply not enough time to sleep or spend time with family. In addition, unemployment in Russia is now extremely low, everyone works somewhere, but for some reason no one wants to here. Fortunately, there are young ambitious students who are eager to work not for money, but for the sake of prospects. And in general, you can’t say “problems”. There are tasks that need to be solved. And there are dreams. I invite everyone to achieve them together. We now need a warehouse manager, even a young one with no experience, we need simple warehouse employees, sales managers. We need everyone. If you want, we will accept everyone. We have a lot of ideas, we have an agreement with the State University of Management and students can do paid internships with us. I think together we can build a cool future.

  • MIL-OSI Security: Midway Man Sentenced for Engaging in Sexual Relationship with Inmate

    TALLAHASSEE, FLORIDA – Kerontrez Lamar Kenon, 23, of Midway, Florida, was sentenced to one year in prison after previously pleading guilty to engaging in a sexual relationship with a ward. The sentence was announced by John P. Heekin, United States Attorney for the Northern District of Florida.

    According to court records, Kenon was employed as a correctional officer at Federal Correctional Institution (FCI) Tallahassee during June and July 2023, when he engaged in sexual intercourse with a female inmate who was under his custodial authority. Kenon also brought the inmate cigarettes and food, against regulations, and helped the inmate set up a CashApp so that other inmates could pay her for cigarettes. At the time that the inmate reported the incident, Kenon was no longer employed by FCI Tallahassee. Kenon’s prison sentence will be followed by five years’ supervised release.

    U.S. Attorney Heekin said: “A correctional officer’s abuse of his position is intolerable.  My office will work with our federal partners to vigorously investigate and prosecute any officer who violates their oath through the abuse of inmates entrusted to their care and custody.”

    “No inmate should ever experience sexual abuse or mistreatment of any kind by those responsible for their safety and custody. The Office of the Inspector General is committed to holding violators accountable and seeking justice for these victims of exploitation,” said Eric Fehlman, Special Agent in Charge of the Department of Justice Office of the Inspector General Southeast Region.

    “The FBI will stop at nothing to seek justice for victims of crime, including inmates who suffer abuse while housed in corrections facilities,” Jason Carley, Special Agent in Charge of the FBI Jacksonville Division. “This case is even more egregious, having been committed by someone who was in a position of authority. Our investigators will continue to work tirelessly in coordination with our law enforcement partners to identify those who violate their oath to protect and serve.”

    The conviction and sentence were the result of a joint investigation by the Department of Justice Office of Inspector General and the Federal Bureau of Investigation. The case was prosecuted by Assistant United States Attorney Meredith L. Steer.

    New Jersey

    Northeastern New Jersey: Cities include Newark, Hackensack, and Paterson, all of which are members of the greater New York metropolitan area. Newark, one of the oldest cities in the United States, is renowned for its contribution to the industrial development of the country and as a modern transportation hub. Hackensack is known for its historical importance during the American Revolution where George Washington established a headquarters.     Central Jersey: This AOI focuses on cities in the eastern portion of Central Jersey, including Elizabeth, New Brunswick, and Edison. Edison (originally called Raritan Township) was named after famed American inventor Thomas Edison who established his research laboratory in the area and created several important innovations, including the incandescent light bulb and the phonograph.

    New York

    Brooklyn: Located on the western end of Long Island, Brooklyn is the most populous of the five boroughs of New York City. It lies just south of the borough of Queens and is connected to the borough of Manhattan by one tunnel and three bridges that span the East River. Brooklyn offers some of the most stunning views in all of New York City, notably of the Brooklyn Bridge, the East River, and lower Manhattan.

    Manhattan: Manhattan is one of the most renowned urban centers in the world. Providence, along with the cities of Cranston and Warwick to its south, are located along the mouth of the Providence River at the northern extremity of Narragansett Bay, which opens to the Atlantic Ocean.

    When former President Joe Biden revealed in May that he had been diagnosed with an advanced and aggressive form of prostate cancer, the news rattled UConn’s Reza Amin ’18 Ph.D., ’19 MS.

    Amin is the CEO and Founder of Bastion Health, the first and largest virtual urology group in the country. Bastion, a UConn startup, addresses men’s health care through at-home diagnostics, specialist-led care, and elimination of impediments to medical attention.

    Detecting prostate cancer in its most treatable stage is more than a professional interest for Amin. He lost his grandfather to the disease and wants to spare others from that heartbreak.

    “Prostate cancer is a cruel disease because it can often be asymptomatic and, without testing, men don’t know they have it,’’ he says. “The good news is that if prostate cancer is diagnosed early, the survival rate is close to 100 percent. Diagnosed later, it falls to about 40 percent.

    “Our work at Bastion is about changing that equation—by offering early, accessible, and private care for our male patients,’’ he says. Bastion also addresses prostate, hormonal, and reproductive issues, as well as cancer prevention.

    “Improving men’s access to care is at the heart of what we do. We’re building a future where men don’t delay care because of stigma, access issues, or inconvenience,’’ he says. “When care is confidential, virtual, and designed around them, men are more willing to use it.’’

    Men’s Health a Growing Concern

    Bastion Health is based at the UConn Technology Incubation Program (TIP) in Farmington, which unites research, facilities, and business support for high-impact startups.

    The company, created in 2020, contracts with large employers who offer the medical service to their employees. Some 120,000 men—in all 50 states— have access to Bastion’s services. The company is growing quickly and is set to expand, adding multiple Fortune 500 employers to its ranks next year.

    The statistics about men’s health are concerning. About one in eight men will be diagnosed with prostate cancer in their lifetime. In the last seven years or so, there has been a spike in men being diagnosed with late-stage disease.

    Bastion offers at-home testing, supported by a team of more than 60 board-certified urologists, who deliver comprehensive virtual care and guide patients every step of the way, offering fast referrals when in-person support is needed.

    New patients begin with an app-based intake, followed by a nurse practitioner visit and at-home diagnostic kits delivered to their door. The tests cover blood, urine, semen, and stool. Samples are processed by certified labs, and results are reviewed by board-certified urologists to initiate treatment.

    “The clinical accuracy matches traditional in-office care, but with greater convenience, faster follow-through, and a better patient experience,’’ Amin says.  The normalization of telehealth following the COVID-19 pandemic has only accelerated Bastion’s growth, making virtual specialty care not just viable—but preferred, he added.

    The traditional health care system hasn’t evolved with men’s needs, and as a result, many men bypass it, Amin says. Long waits in a doctor’s office, missed time at work, embarrassing test requirements, and difficulty scheduling follow-up appointments result in men avoiding life-enhancing or life-saving care.

    “Men deserve care that’s private, seamless, and designed for them, especially when it comes to issues ‘under the belt,’” Amin says. “We’re a team of technologists, physicians, nurses, and health professionals building the future of men’s health. With AI-powered telehealth, nationwide urologist access, and integrated at-home testing, we’re redefining specialty care—delivered from home, anywhere in the country. We are always keeping the patient in mind in whatever we do.”

    The medical service not only improves outcomes and prevents late-stage diagnoses, but also reduces health care spending for employers and payers.

    “Not only are we saving lives, but we are also saving companies a great deal of money. Every cancer patient who is diagnosed early saves employers and payers $300,000. That’s just huge,” Amin says. “In many cases that savings alone covers the cost of the program for the entire employee population.’’

    From Avid Researcher to Business Entrepreneur

    Amin’s business idea began 10 years ago when he was completing a Ph.D. in mechanical engineering, with a focus on medical diagnostic system design, at UConn. He published his first paper on at-home testing and how it can help with cancer detection.

    “It started as an idea on paper, but it pieced things together,’’ he says. As the idea took root, Amin realized he wanted to create something more impactful than a testing company. He wanted to transform access to care.

    “We dove into everything—regulations, diagnostics, emerging tech,” he says. “Today, we’re an AI-powered virtual care platform integrating at-home testing and automated clinical workflows. With help from AI, we streamline medical documentation, enhance clinical decision-making, and engage patients more effectively, improving the experience for both patients and providers. It’s about reducing friction, increasing satisfaction, and delivering high-quality care at scale.”

    The year after completing his Ph.D., Amin added a master’s degree in global entrepreneurship from UConn to his resume. He is also the co-founder of Encapsulate, a precision personalized cancer therapy program.

    Urologists Often Difficult to Find

    Because urology practices are most frequently located in cities, some 62% of United States counties don’t have a single urologist, Amin says. That makes it difficult for many men, even those who are health-conscious, to get an appointment and schedule follow-ups if a problem is detected.

    At Bastion, the team tries to make accessing care as seamless as possible. A dedicated care coordinator alerts men to appointments, testing, and medication refills. If follow-up care is needed, the patient is quickly referred to a health care system that can address even complex treatment.

As an entrepreneur, Amin says, he ran into many people who discouraged his efforts. The support from UConn offset the challenges.

    “Our company is a UConn spinoff. We’re Huskies through and through. We’ve had great support, lab and office space, and we utilize talent from UConn,” Amin says.

    Amin has also competed in prestigious entrepreneurship competitions, including Connect Next, Mayo Clinic Incubator, Mass Challenge, and Plug & Play.

    Bastion has been recognized in Forbes twice and as a Top 100 Healthcare Tech Company by Healthcare Tech Report Nation. He was also chosen as a “40 Under Forty” award recipient by the Hartford Business Journal.

    “In growing this business, I realized that talent is key. I wanted to spend enough time to find the right people.   • MIL-OSI USA: First-Ever Master Plan for Aging Final Report Released

    overnor Kathy Hochul today released the Final Report for New York’s first-ever Master Plan for Aging (MPA). The MPA Final Report contains more than 100 proposals directed towards all levels of government, the social sector and private enterprise, all with the aim of helping individuals age with dignity, independence and the support they need and deserve to thrive.

    “Every New Yorker should be able to age with dignity and independence,” Governor Hochul said. “The Master Plan for Aging builds on our ongoing efforts to empower older adults and advance New York’s status as an age-friendly state. I thank the hundreds of stakeholders, state agency staff and partners who worked to develop these proposals and look forward to reviewing the report.”

    The report’s release was accompanied by a newly unveiled MPA website featuring the complete report and a sortable library of its 100-plus proposals, available in multiple languages at https://planforaging.ny.gov/.

    The MPA advances goals outlined in the Governor’s 2022 State of the State Address and Fiscal Year (FY) 2023 Executive Budget. It was formally established by Executive Order No. 23, signed in November 2022.

    The Master Plan for Aging, led by the New York State Department of Health, the New York State Office for the Aging, and the New York State Department of State is the product of a collaborative effort with dozens of stakeholders inside and outside of government.

    New York has the fourth-largest population of older adults in the U.S., with 3.2 million individuals – about 16 percent of the population – over age 65. The state’s population of those over the age of 60 is projected to grow to 5.3 million by 2030, with those over 80 years of age exceeding 1.2 million – growing faster than any other age group in some areas of the state. By 2030, older adults will make up 25 to 30 percent of the population in most New York counties.

    New York State Department of Health Commissioner Dr. James McDonald said, “The Master Plan for Aging was created by New Yorkers, for New Yorkers, so we can age successfully and independently—on our terms—right here in New York.”

    New York State Office for the Aging Director Greg Olsen said, “The final Master Plan for Aging is a true triumph of collective problem-solving. Under the vision of Governor Hochul, the MPA has brought together hundreds of the brightest and most accomplished minds from diverse fields and sectors – all contributing their talent to create this historic roadmap for an age-friendly New York. The Master Plan for Aging outlines over 100 proposals, each holding the promise to make a real difference in the lives of individuals as they age. Just as importantly, this document assesses the potential challenges, opportunities and pathways for action on each proposal, making it both visionary and practical. I applaud Governor Hochul, our state agency partners, the stakeholders and the public for their contributions to this historic outcome for older adults in New York State.”

    New York Secretary of State Walter T. Mosley said, “Governor Hochul’s ongoing commitment to the lives of older New Yorkers is on full display with this comprehensive Master Plan for Aging, which will guide aging policy in the state well into the future. The way we plan and develop our communities has a tremendous impact on the health, safety and quality of life of older New Yorkers. The Department of State was proud to have played a pivotal role in the development of the Master Plan for Aging, with our partners at Department of Health and State Office for the Aging. We stand ready to support the next phase of plan implementation through our planning and development programs, like the Downtown Revitalization Initiative, NY Forward and Smart Growth, which create livable communities for people of all ages and abilities.”

    Hundreds of stakeholders participated in a process of MPA workgroups to develop the MPA Final Report proposals. Organized into eight subcommittees and over 34 workgroups, the stakeholders coalesced around nine overarching pillars, which were:

    • Affordability of Basic Necessities
    • Informal Caregiver and Workforce Support and Modernization of Community-Based Aging Network Service
    • Modernization and Financial Sustainability of Healthcare, Residential Facilities and Community-Based Aging Network Service Providers
    • Prevention, Wellness Promotion and Access
    • Housing Access and Community Development
    • Access to Services in and Engagement with Historically Underserved Communities
    • Social Engagement of Older Adults
    • Combatting Elder Abuse, Ageism, Ableism and Stigma
    • Technology Access and Development

    The MPA builds upon New York’s status as a nation-leader in aging policy, as evidenced by New York’s designation as the first Age-Friendly State in the nation by AARP. This designation recognizes the State’s commitment to addressing “the environmental, economic and social factors that affect the health and well-being of older adults.”

    The 100-plus proposals presented in the MPA Final Report explore multiple approaches that address the built environment and infrastructure, transportation and transit, financing of care and services, recruitment and retention of the long term care workforce, licensing and training, pilot initiatives that can bring together providers and community services, innovations in care and service delivery, public-private partnerships, and many more.

    The MPA process is already having an impact. The FY 2026 Enacted State Budget includes $45 million in additional funds to expand community-based aging services offered through Area Agencies on Aging — a critical priority identified by the MPA. This funding will help to reduce waiting lists for services such as home-delivered meals, assistance from personal care aides for activities of daily living, transportation assistance, home adaptations, case management to assist with person-centered resources, and other community-based supports. Going forward, the MPA provides a range of strategies for state agencies, the Legislature, stakeholders and partners to consider as New York pursues policies, programs and collaborations that will benefit older adults and their families.

    The MPA Final Report builds on the MPA Preliminary Report issued in August of 2023 and Interim Report issued in October of 2024.

    The MPA Council, which is made up of New York State executive agencies, will continue to engage stakeholders from groups and communities across the State and coordinate efforts across state agencies to ensure that policy and programs supporting New York’s aging population are moving forward.

    New York State Department of Health First Deputy Commissioner and Chief Medical Officer Dr. Eugene Heslin said, “The Master Plan for Aging Process brought together public and private sector stakeholders to discuss the factors that impact aging in our communities. I look forward to digging into the granular details–but more importantly, I welcome the opportunity to turn this plan into a comprehensive package of legislative solutions backed by permanent and recurring funding.”

    Assembly Member Rebecca A.   • MIL-OSI Canada: Saskatchewan Joins Alberta in Challenging Federal Impact Assessment Act

    Saskatchewan is intervening in support of Alberta’s legal action to challenge the federal Impact Assessment Act before the Alberta Court of Appeal.

    On October 13, 2023, the Supreme Court of Canada ruled in a 5-2 decision that the Impact Assessment Act was a clear example of federal government overreach into provincial jurisdiction. In response to the decision, former Prime Minister Justin Trudeau passed amendments to the Impact Assessment Act in June 2024.

    The Constitution Act, 1867 provides the provinces with exclusive jurisdiction over the development of natural resources. Amendments to the Impact Assessment Act made in 2024 do not go far enough to protect Saskatchewan from federal government overreach into provincial jurisdiction.

    “Saskatchewan supports Prime Minister Carney’s goal of Canada becoming an energy superpower, and we will continue to work with the federal government in adopting our Strong Saskatchewan, Strong Canada plan,” Justice Minister and Attorney General Tim McLeod, K.C. said. “However, the current Impact Assessment Act is a major roadblock in achieving that goal. We remain committed to standing up for resource development across Canada, particularly in resource-rich western provinces like Saskatchewan and Alberta.”

    Recently, our government released the “Strong Saskatchewan, Strong Canada Plan”which outlines 10 key policy changes the federal government can make to start a new, more positive relationship with Saskatchewan. Under the plan, Saskatchewan called for the fundamental reform of the Impact Assessment Act, outlining the need for streamlined processes to avoid duplication and infringement into provincial jurisdiction.

    “Canadians clearly want the federal government to leverage our natural resources to create jobs and strengthen our provincial and national economies,” McLeod said. “Prime Minister Carney has an incredible opportunity to unite Canadians and build the strongest economy in the G7 by amending the Impact Assessment Act to respect provincial jurisdiction.”

    The Alberta Court of Appeal has not yet set a date for the hearing of this challenge.

    The 1.8m female has been rehomed at a crocodile farm.

    A 1.8m juvenile female estuarine crocodile has been removed from the wild at Biboohra north of Mareeba on the Atherton Tablelands.

    The crocodile was reported to the Department of the Environment, Tourism, Science and Innovation (DETSI) on 11 June 2025.

    Wildlife rangers from the Queensland Parks and Wildlife Service assessed water bodies in the Biboohra area and located the animal in an irrigation channel.

    On 24 June 2025, rangers set a baited trap and the crocodile was captured on 27 June 2025. It has been since been placed in a crocodile farm.

    DETSI would like to thank the Mareeba Shire Council and people in the Mareeba area for their ongoing interest and assistance in crocodile matters, particularly those people who have submitted crocodile sighting reports.

    Sighting reports provide important information about crocodiles, including their location, and wildlife rangers investigate each sighting report.

    The Biboohra area is considered atypical habitat for estuarine crocodiles. All estuarine crocodiles confirmed to be present in that area are targeted for removal from the wild.

    DETSI is aware of community concerns regarding the potential for estuarine crocodiles in the Barron River.

    DETSI has conducted comprehensive surveys of the Barron River over the past ten years and has not observed any estuarine crocodiles, though the river is known to be inhabited by freshwater crocodiles.

    All crocodile sightings should be reported in a timely manner to DETSI via the QWildlife app, making an online crocodile sighting report, or by calling 1300 130 372. Wildlife rangers investigate every crocodile sighting report received.

  • MIL-OSI Security: PENSACOLA MAN SENTENCED FOR POSSESSING ILLEGAL NARCOTICS AND A FIREARM IN A HOME WITH YOUNG CHILDREN PRESENT

    PENSACOLA, FLORIDA – Christopher Michael Stanton, Jr., 29, of Pensacola, Florida, was sentenced to 97 months in federal prison after previously pleading guilty to possession of controlled substances with intent to distribute, possession of a firearm in furtherance of a drug trafficking crime, and possession of a firearm and ammunition by a convicted felon. The sentence was announced by John P. Heekin, United States Attorney for the Northern District of Florida.

    According to court records, on August 7, 2024, law enforcement executed a search warrant at Stanton’s residence on West Baars Street in Pensacola. In addition to Stanton and a female being present in the residence at the time of the search warrant, there were also three young children, all under the age of 10, present in the residence. Law enforcement located marijuana, cocaine, a loaded firearm, ammunition, loaded handgun magazines, and drug paraphernalia including a scale and cups with cocaine residue. Stanton was already a convicted felon.

    U.S. Attorney Heekin said: “The fact that the defendant had dangerous narcotics strewn about his home in the presence of young children is inexcusable.  My office is committed to the safety of our community, which includes keeping illegal narcotics off the streets and firearms out of the hands of convicted felons.”

    The case involved a joint investigation by the Escambia County Sheriff’s Office, the Bureau of Alcohol, Tobacco, Firearms, and Explosives, and the Gulf Coast High Intensity Drug Trafficking Areas Task Force (HIDTA).  The case was prosecuted by Assistant United States Attorney Jessica S. Etherton.

    WASHINGTON – Ahead of an upcoming vote-a-rama, where Senate Democrats will expose the truth about Republicans’ harmful scheme to cut health care and food assistance to provide billionaires with tax breaks, U.S. Senate Democratic Whip Dick Durbin (D-IL) filed two motions to commit the bill back to the Senate Finance Committee and make revisions to protect against cuts to rural hospitals and medical research. Under the Senate Republican bill, $930 billion will be cut from Medicaid—in addition to more than $300 billion from the Affordable Care Act—resulting in rural and children’s hospital closures, shuttering of nursing homes, and 16 million Americans losing their health coverage.

    “Today, Senate Republicans will attempt to pass a reconciliation bill that will rip away health care from 16 million Americans to give tax breaks to billionaires,” said Durbin. “Under this bill, our rural hospitals will close, forcing people to drive hours to the next nearest hospital for critical care. If you are a patient with ALS, Alzheimer’s, or cancer, the hope you have for a cure will be ripped away because of Republicans’ ‘Big Beautiful Bill.’”

    “I hope Senate Republicans will take up my call to change the bill, but unfortunately their loyalty is to Donald Trump and his billionaire buddies—not Americans seeking critical health care,”Durbin concluded.

    Durbin’s motions to recommit to Committee include:

    • Eliminate provisions that cut Medicaid payments rural hospitals in Maine, Alaska, Missouri, Kansas, North Carolina, Louisiana, or West Virginia need to stay open; and would ensure big corporations and the ultra-wealthy pay a fair share in taxes.
    • Eliminate provisions that would reduce funding that supports biomedical research into cancer, amyotrophic lateral sclerosis (ALS), Alzheimer’s disease, congenital heart defects, and other critical conditions.

  • MIL-OSI United Kingdom: Getting to the heart of communities

    Residents are being asked about what they see at their community safety priorities.

    The ask is part of this week’s Anti-Social Behaviour (ASB) Awareness Week 2025 and as the City Council prepares to launch three new community safety hubs.

    These hubs will help promote partnership working to tackle ASB and bring together the council, Northumbria Police, community groups and others all under one roof.

    Hubs are being prepared for:

    • Hendon in Sunderland East
    • Pennywell in Sunderland West
    • Concord and Sulgrave in Washington.

    Similar and successful partnership hub projects in Southwick, Hetton and the city centre are already underway.

    Leader of Sunderland City Council, Councillor Michael Mordey said: “This is all about continuing to listen to residents – we know that ASB and crime are concerns for residents, and we want to hear of their experiences in their communities. The views we receive help shape the bigger picture in the fight against ASB and crime, and to making residents feel safer when they are at home, at work, or during their leisure time.

    “We have already seen successes in Southwick, Hetton and Easington Lane and in the city centre as projects and hubs have improved community safety and reduced ASB. Now, we’re preparing these next steps for the Hendon, Pennywell and Washington hubs.”

    ASB includes verbal abuse and harassment, or threatening behaviour; and other public nuisances such as rowdy behaviour, public drunkenness, noisy neighbours, and environmental crimes such as littering and fly-tipping, graffiti and vandalism.

    Over the last year, incidences of ASB have dropped by around a third in the city centre and Southwick areas, and by a fifth in the Hetton and Easington Lane hub area. Dozens of community protection notices, warnings and acceptable behaviour agreements have also been issued across the three areas

    Cllr Mordey added: “Residents have seen real benefits from these projects as the issues that matter to them most are tackled. So we would like to hear more from the three newly identified areas on what and where the ASB concerns are.”

    Each hub in the newly identified areas will have its own community safety officers, community safety specialists and community engagement lead as well as dedicated police and other partner support. Hubs will be open and running in coming months.

    Chief Superintendent Mark Hall, of Northumbria Police, said: “Information from residents is absolutely crucial in building up intelligence about crime fighting and how ASB is dealt with. Similar hubs and projects have been working well elsewhere and expanding this multi-agency partnership with three more hubs and information from the public is going to help us all tackle issues that are important for residents.

    “No one should have to deal with criminality happening on their doorstep – this is why it’s crucial that we work with members of the public to understand the issues that we need to focus our efforts on.

    “Our neighbourhood officers spend their days in the heart of the community, building intelligence around crime patterns and ASB hot-spot areas.

    “Thank you to those of you that continue to work with us and provide us with information, we really do value your views and opinions.”

  • MIL-OSI Russia: On June 28, monorail service in Moscow came to an end, and reconstruction began to transform it into Russia’s first year-round elevated park.

    The idea to create a green park on the former monorail route received support from over 71% of city residents in a vote on the «Active Citizen» portal. The park is scheduled to open in 2027. This new urban space will connect five districts, home to 300,000 people.

    Travel along this corridor will continue thanks to Moscow’s extensive transport network. Today, the monorail has convenient and fast alternatives, including new metro and Moscow Central Circle (MCC) stations, as well as trams and electric buses—many of which partially duplicate its route.

    The monorail was built over 20 years ago but never fully realized its potential as a transport link. Scheduled inspections revealed the need for major repairs.

    Now, the monorail can be given a second life by updating its infrastructure and creating a beautiful new park space for Moscow residents.

    The modern, unique park will offer free, round-the-clock entry. It is expected to attract up to 20,000 visitors a day—ten times more than the monorail ever served.

    For the first time in Russia, a 4-kilometer-long running track will stretch the entire length of the park, six meters above ground, enabling active recreation in any weather, along with peaceful walking areas. Everyone will be able to run their own «mono-race» here. The park will also offer stunning views of the VDNKh area and the Ostankino Tower.

    Jefferson City — Today, Governor Mike Kehoe announced twelve appointments to various boards and commissions.

    Casey Burton, Ph.D., of St. James, was appointed to the State Board of Health and Senior Services.

    Mr. Burton is the executive director of research and governmental affairs at Phelps Health in Rolla, Missouri. He also serves as an adjunct assistant professor of chemistry at the Missouri University of Science and Technology (Missouri S&T) where he develops and leads sponsored research involving noninvasive disease detection and characterization. Burton also serves on the boards of the Ozark Biomedical Initiative, Missouri Ozarks Community Action, Inc., Phelps County Community Resource Center, and more. Burton earned his doctorate in analytical chemistry and bachelor’s in chemistry from Missouri S&T.

    James Carter Jr., of St. Charles, was appointed to the Missouri Commission for the Deaf and Hard of Hearing.

    Mr. Carter currently serves as an Advanced American Sign Language (ASL) Interpreter and is certified and licensed by the Board of Evaluation of Interpreters in both Illinois and Missouri. In addition to his professional responsibilities, Carter is a member of the World Association of Sign Language Interpreters (WASL), World Federation of the Deaf (WFD), and Deaf in Government (DIG). He holds a Bachelor of Arts in Biblical Studies from Lincoln Christian University.

    Earl Crawford, of Excelsior Springs, was reappointed to the Governor’s Council on Disability.

    Mr. Crawford currently serves as executive director at Missouri Inclusive Housing Development Corporation. He has previous experience as a special education teacher, superintendent of a rehabilitation center, and an education consultant, among other positions. In addition to his professional experience, Crawford has served on the Marshall Parks and Recreation Board, Marshall School Board, Marshall Chamber of Commerce, Missouri Valley College Board of Trustees, and Midland Empire Resources of Independent Living (MERIL), as well as vice president of the Marshall Chamber of Commerce. He holds a Master of Special Education from the University of Central Missouri.

    Betty Davidson, Ph.D., of St. Louis, was reappointed to the Governor’s Council on Disability.

    Ms. Davidson is a retired educational professional and expert in disability studies and inclusive practices. She previously served as the director of visually or orthopedically impaired students at the Special School District of St. Louis County. She also  serves as the chair of the Association for Education and Rehabilitation of the Blind and Visually Impaired (AER), the president of Inclusivity Media, the vice president of the St. Clare Hospital Auxiliary for SSM Health, and more. Dr. Davidson earned a doctorate in higher education from Saint Louis University, a master’s in special education from the University of Missouri–St. Louis, and her bachelor’s degree from Harris-Stowe State College. 

    Aaron Durso, of Taneyville, was appointed to the Governor’s Council on Disability.

    Mr. Durso currently serves as Bull Creek Village Clerk. He has previous experience as burough manager and the municipal authority manager in Birdsboro, Pennsylvania, and Senior Pastor at LOVE Christian Fellowship. A disabled veteran of the United States Air Force, Durso was honorably discharged in 1993. He holds a Doctor of Ministry from Newburg Theological Seminary, Master of Ministry at Chesapeake Theological Seminary, and Bachelor of Religious Education at the University of Valley Forge.

    Ronald Hack, of Sunset Hills, was reappointed to the Governor’s Council on Disability.

    Mr. Hack is a retired lawyer, formerly serving as a partner at Evans & Dixon, LLC and Gallop Johnson & Neuman, L.C. He has been an active community volunteer for more than 30 years, currently serving on the boards of the Sunset Hills Conservation Foundation and the Southwest Area Chamber of Commerce. Hack earned his Juris Doctor from the University of Missouri School of Law and his Bachelor of Arts from Westminster College.

    Katie Jones, of St. Peters, was reappointed to the Governor’s Council on Disability.

    Ms. Jones is the chief program officer for Boone Center Inc. (BCI). She previously worked as supervisor for Cardinal Ritter Senior Services and a case manager for the Child Abuse and Neglect Unit for the Division of Family Services. In addition to her professional career, Jones is also a member of the Missouri Association of County Developmental Disabilities Services, Missouri Association of Sheltered Workshop Managers, and the Legislative Committee of St. Charles Coalition. Jones earned her Bachelor of Science in Social Work and Sociology from Lindenwood University.

    Jennifer Meyer, of O’Fallon, was appointed to the Governor’s Council on Disability.

    Ms. Meyer currently serves as principal at J. Meyer Strategies. She has previous experience as director of field operations for Congressman Blaine Luetkemeyer and district field director for Senator Roy Blunt. In addition to her professional experience, Ms. Meyer serves as an executive board member for both the Freedom 13 and the North County Police Business Association. She holds a bachelor’s degree in political science from the University of Missouri – St. Louis.

    Susan Orton, of St. Louis, was reappointed to the Governor’s Council on Disability.

    Ms. Orton currently serves as a realtor and sales associate with Coldwell Banker Realty – Gundaker. In addition to her professional responsibilities, she is a member of the St. Louis Realtors Association, Member Inclusion Advisory Committee, and Brain Injury Association of Missouri.     Paul Ogier, of Chesterfield, was appointed to the Health and Educational Facilities Authority of the State of Missouri.

    Mr. Ogier is a retired certified public accountant (CPA), providing limited consulting services to not-for-profits in the senior housing industry. He also serves as the chief financial officer for the Carmelite Sisters of the Divine Heart of Jesus in a part-time capacity.     Regarding question 1.

    The source of data for reflecting information about the address of residence (registration) of the depositor1 are entries in the passport of a citizen of the Russian Federation or, for persons under the age of fourteen, in the certificate of registration at the place of residence2.

    If the identity document (hereinafter referred to as the I.D.) of an individual depositor does not contain certain address-forming elements (for example, the name of the region, city) of the depositor’s place of residence (registration), this information may be supplemented by the bank based on information from the registration authority that registered such depositor at the place of residence (stay), or based on additional information provided by the depositor when concluding the agreement or during the depositor’s next visit to the bank.

    In the event of a discrepancy between the data on the depositor’s residential address (registration), filled in on the basis of the DUL, and the information reflected in the GAR FIAS3, the bank may, when sending the register of obligations to the Bank of Russia, provide additional explanations (comments) on the sources of relevant information it used.

    At the same time, we note that in order to unify approaches to recording the address of an individual used to fill out the register of obligations and to identify the client4, it is planned to make editorial clarifications to Bank of Russia Instruction No. 4990-U, providing for the possibility of reflecting information about the address of the place of residence of an individual depositor when filling out lines of the register of obligations related to the address of residence (registration) and the address for postal notifications5.

    Regarding question 2.

    In accordance with Part 1 of Article 5 of Federal Law No. 218-FZ6, sources of credit history formation submit to the credit history bureau all available information specified in Article 4 of Federal Law No. 218-FZ, in the manner established by Bank of Russia Regulation No. 758-P.

    The specified procedure establishes unified requirements for the formation of credit information indicators, including technical ones, which allows for the automation of information interaction between financial market participants and the bureau, reduces the costs of interaction participants, minimizes the risks of incorrect formation of credit information and, as a result, increases its accuracy and quality, in connection with which, in particular, information about the registration address (residence) of the subject of the credit history is formed in the form of a unique address number of the addressing object in the State Register of Financial Accounting Information (according to the indicator “Address number in the State Register”, the code of the settlement, street code, house (property) code, building code and apartment number code are indicated)7.

    The unification of requirements for the formation of credit information indicators is also of particular importance to ensure the ability of financial market participants – users of credit histories – to automate the process of processing credit information for its use for analytical purposes.

    At the same time, we note that, along with the formation of the credit information indicator “Address Number in the State Register” (the unique address number of the addressing object in the State Register of Financial Accounting Systems), Bank of Russia Regulation No. 758-P provides for the formation by the source of other credit information indicators containing information about the subject’s address, which can be formed both on the basis of information from the subject’s DUL and on the basis of information about the address contained in the State Register of Financial Accounting Systems (in addition to the unique address number of the addressing object in the State Register of Financial Accounting Systems).

    In this regard, the addition of credit information indicators, provided for by Bank of Russia Regulation No. 758-P, with indicators that provide for filling in address information from the DUL has already been implemented in Bank of Russia Regulation No. 758-P.

    Regarding question 3.

    In accordance with paragraph two of subparagraph 1 of paragraph 1 of Article 7 of Federal Law No. 115-FZ8, when identifying individuals, credit institutions are obliged to establish data, including the address of residence (registration) or place of stay.

    According to paragraph fourteen of Article 3 of Federal Law No. 115-FZ, confirmation of the accuracy of information obtained during the identification process is carried out using original documents and (or) duly certified copies and (or) state and other information systems.

    Taking into account the provisions of Part One of Article 2 of Federal Law No. 115-FZ, the norm of the second paragraph of subparagraph 1 of paragraph 1 of Article 7 of Federal Law No. 115-FZ is of a universal nature and applies to all subjects subject to identification – individuals, both citizens of the Russian Federation and foreign citizens, and stateless persons.

    The above-mentioned provision in terms of establishing the address of an individual provides for the possibility, in order for credit institutions to comply with the requirement of Federal Law No. 115-FZ on the identification of individuals, to establish information either on the address of their place of residence (registration) or place of stay. In this case, the concepts of “registration of a citizen of the Russian Federation at the place of stay”, “registration of a citizen of the Russian Federation at the place of residence”, “place of stay”, “place of residence” are defined by Article 2 of the Law of the Russian Federation of 25.06.1993 No. 5242-1 “On the Right of Citizens of the Russian Federation to Freedom of Movement, Choice of Place of Stay and Residence within the Russian Federation” and can be used by credit institutions to comply with the requirements of paragraph two of subparagraph 1 of paragraph 1 of Article 7 of Federal Law No. 115-FZ.

    The provision of the second paragraph of subparagraph 1 of paragraph 1 of Article 7 of Federal Law No. 115-FZ in terms of establishing by credit institutions, when identifying an individual client, information about the address of his/her place of residence (registration) or place of stay, does not in itself contain a requirement for the registration of such a client in the territory of the Russian Federation (a specific subject of the Russian Federation) or outside it, and does not define the sources of information on the basis of which this information should be established. In this regard, credit institutions, in order to implement the specified requirement, independently determine the relevant sources of information in the internal control rules.

    Bank of Russia Instruction No. 5861-U defines the procedure for sending by credit institutions the information provided for by Federal Law No. 115-FZ to the authorized body, and not the identification requirements. When sending the relevant information to the authorized body, containing information, including the address of an individual, such information is reflected in accordance with the data from the client’s questionnaire (dossier), obtained during his identification (updating identification information).

    PHILADELPHIA (June 30, 2025) – Congressman Dwight Evans (D-PA-3) today announced that he will not seek re-election to the U.S. House of Representatives in 2026, concluding a distinguished career in public service spanning over four decades.

    “Serving the people of Philadelphia has been the honor of my life,” said Evans. “And I remain in good health and fully capable of continuing to serve. After some discussions this weekend and thoughtful reflection, I have decided that the time is right to announce that I will not be seeking re-election in 2026. I will serve out the full term that ends Jan. 3, 2027. I am deeply proud of what I have been able to accomplish over my 45 years in elected office — from revitalizing neighborhoods block by block to fighting for justice, economic opportunity, investments in infrastructure and education. I cannot express the gratitude that I have for the trust that voters put in me as their voice in both state and federal office. It has been a privilege of a lifetime to serve as their advocate in government.”

    Evans emphasized that he will continue to serve his constituents fully until the end of his term, that his offices will remain open, and that he will support a smooth transition for his successor.

    A Legacy of Service to Philadelphia

    Born in North Philadelphia and raised in the Germantown and West Oak Lane neighborhoods, Dwight Evans began his career as a teacher in the city’s public schools and as a community organizer with the Urban League. In 1980, at just 26 years old, he was elected to the Pennsylvania House of Representatives, where he served for 36 years. He made history as the first African-American chairman of the House Appropriations Committee, serving in that powerful role for two decades.

    Among his signature accomplishments in Harrisburg was spearheading the Pennsylvania Fresh Food Financing Initiative, which brought healthy grocery stores and thousands of jobs to underserved communities and became a national model for bringing healthy food to food deserts in both urban and rural areas. He was also instrumental in the creation of Pennsylvania’s Children’s Health Insurance Program, which became the model for nationwide CHIP.

    In 2016, Evans was elected to represent Pennsylvania’s 2nd Congressional District (later redistricted as the 3rd), succeeding longtime Congressman Chaka Fattah. In Congress, he serves on the influential Ways and Means Committee, which oversees Social Security, Medicare, taxes and trade, and has served on the Small Business Committee and Agriculture Committee, advocating for equitable economic development, criminal justice reform, funding for school repairs, affordable housing, and access to health care and healthy food.

    In 2025, Evans has fought to defend gains made during the Biden-Harris administration and against the pending Trump “Reverse Robin Hood” bill that would give the richest another tax cut and cut Medicaid and SNAP food aid. He fought the bill during a nearly 18-hour markup in the Ways and Means Committee, and voted against it in the full House – a vote two Republicans slept through, including one 31 years younger than Evans. He will vote against it again if the Senate returns it to the House.

    Evans has been a vocal supporter of key legislation including the American Rescue Plan, Infrastructure Investment and Jobs Act, Inflation Reduction Act, and Bipartisan Safer Communities Act. He also introduced bills to address gun violence, finance repairs to schools, invest in historically Black colleges and universities, and promote economic empowerment in urban communities.

    Throughout his time in public office, Evans remained rooted in his neighborhood — living just blocks from where he grew up — and never wavered in his commitment to building a better Philadelphia for all.

    Evans represents the 3rd Congressional District, which includes Northwest and West Philadelphia and parts of North, South, Southwest and Center City Philadelphia. He recently announced that his office returned to or saved $4.5 million for constituents in 2024 in cases involving federal agencies such as the IRS, Social Security Administration and Department of Veterans Affairs. The 2024 figure brings Evans’ office’s total to more than $45.5 million returned to or saved for constituents during his first eight full years in Congress.

    Evans serves on the influential House Ways and Means Committee, including its Subcommittee on Health. The committee oversees Social Security, Medicare, taxes, and trade.   • MIL-OSI USA: Dingell, Fitzpatrick, Klobuchar Introduce Bipartisan, Bicameral Legislation to Close the Boyfriend Loophole

    U.S. Representatives Debbie Dingell (D-MI) and Brian Fitzpatrick (R-PA), along with Senator Amy Klobuchar (D-MN), introduced bipartisan, bicameral legislation aimed at closing the ‘boyfriend loophole,’ which allows stalkers and abusers to access guns because they weren’t married to their victim. The Strengthening Protections for Domestic Violence and Stalking Survivors Act prevents convicted stalkers, and all former dating partners convicted of a domestic violence offense, from buying or owning firearms, regardless of when the relationship occurred. 

    “Federal law includes a ‘boyfriend loophole’ that allows abusive dating partners subject to protection orders and convicted stalkers to access firearms. This loophole is a serious danger that has cost lives and will continue to do so until we address it,” said Dingell. “I know this fear all too well. Growing up, I lived in a house with a man – my father – who should not have had access to a gun. No child, spouse, or partner should have to experience the trauma my family did. This legislation will close this loophole once and for all by ensuring abusive dating partners subject to protection orders and convicted stalkers cannot get their hands on a firearm. Perpetrators of violence – including dating partners – should not be able to access a firearm, and I will not stop fighting until we can deliver on this promise.”

    “If someone has been convicted of stalking or abusing their partner, they should never be allowed to buy a gun. That’s common sense. But unfortunately, loopholes in federal law still put survivors at risk,” said Fitzpatrick. “This bill closes those gaps, ensuring all violent offenders are held to the same standard—spouse, boyfriend, or otherwise. I’ve long made combatting domestic violence and stalking a priority and will continue advancing policies to guarantee every survivor is protected.”

    “The Bipartisan Safer Communities Act included provisions from my bill to close the boyfriend loophole, but there is still more we need to do to address gun violence and keep firearms out of the hands of abusive dating partners and convicted stalkers,” said Klobuchar. “As a former prosecutor, I have seen firsthand the serious emotional and physical toll stalking takes on victims, especially when guns are involved. By preventing convicted stalkers from purchasing guns, our common sense legislation will protect victims and help save lives.”

    The Strengthening Protections for Domestic Violence and Stalking Survivors Act would:

    • Prevent those convicted of certain stalking offenses from purchasing firearms;
    • Clarify that abusive dating partners subject to certain court orders are treated the same as an abusive spouse;
    • Update the definition of “dating relationship” for purposes of federal firearm prohibitions to include “individuals who have or have had a continuing serious relationship of a romantic or intimate nature,” regardless of when the relationship occurred. The law currently requires that the dating relationship is “recent,” which could exclude abusers convicted of domestic violence against partners from a prior relationship.

    This bill is endorsed by the National Domestic Violence Hotline, National Network to End Domestic Violence, Moms Demand Action, GIFFORDS, Jewish Women International, and Legal Momentum. 

    “Victims and survivors of domestic violence in any intimate or dating relationship, regardless of marital status, are vulnerable to the threat of firearms. Every day, the National Domestic Violence Hotline (The Hotline) hears from those whose abusive experiences include the use of firearms to threaten, coerce, and control them. And tragically, thousands of victims have lost their lives by firearms,” said Marium Durrani, Vice President of Policy at The Hotline. “We applaud the incredible bipartisan dedication of these Members of Congress to finally close these dangerous loopholes to better protect victims and survivors from gun violence and we urge Congress to act— lives are on the line.”

    “Survivors of dating violence and stalking deserve the full protection of the law, regardless of their relationship status.     Omaha, Neb. – Today, Rep. Don Bacon (NE-02), Chairman of the House Armed Services Committee’s (HASC) Cyber, Information Technologies and Innovation Subcommittee (CITI), announced he will not seek reelection in 2026 and will retire at the end of the 119th Congress. 

    “After consultation with my family and much prayer, I have decided not to seek reelection in 2026 and will fulfill my term in the 119th Congress through January 2, 2027. After three decades in the Air Force and now going on one decade in Congress, I look forward to coming home in the evenings and being with my wife and seeing more of our adult children and eight grandchildren, who all live near my home. I’ve been married for 41 years, and I’d like to dedicate more time to my family, my church, and the Omaha community. I also want to continue advocating for a strong national security strategy and a strong alliance system with countries that share our love of democracy, free markets and the rule of law. 

    “During the remainder of the 119th Congress, we will be focused on finishing the job. Providing top-notch constituent services in the district, for which we were recognized in 2021 with the Congressional Management Foundation’s Democracy Awards for Constituent Services in 2021, will be a priority as it always has been.

    This strategic acquisition which is a product of the exclusive negotiations announced on 30 April will contribute to Equasens’ goal to significantly strengthen its position in the hospital and medico-social software market, by creating a complete technology ecosystem to support the digital transformation of public and private establishments.

    Scope and impact of the acquisition
    The acquired business assets cover more than 300 customers in the public healthcare sector and generate annual sales of around €5m. They include:

    • ResUrgences (Novaprove): a cloud-based software platform specialising in the management of hospital emergency services, equipping 8 university hospitals (CHU) and a total of 75 customers. This functionally reliable and robust technological solution optimises the management of emergency department patient flows and care delivery processes.
    • DIS range: digital solutions for public healthcare establishments. 215 sites are equipped with the DIS range, including 125 healthcare establishments (hospitals) and 90 medico-social establishments (mainly nursing homes). This range integrates the management of EPR (Electronic Patient Records), billing, accounting, business and financial management and HR management, including payroll management solutions. The suite also includes inventory and purchasing management, providing solutions for in-house pharmacies.

    These two activities have been integrated into the AXIGATE LINK Division, and will strengthen the HOSPILINK solution for Hospitals, Regional Hospital Groups (GHT) and specialised after-care and rehabilitation facilities and psychiatric facilities in France.

    Washington D.C.—U.S. Senators Ron Wyden and Jeff Merkley, along with U.S. Representatives Val Hoyle and Janelle Bynum, today announced $9.7 million combined in federal grants for infrastructure improvements to taxiways, fencing, aircraft storage and more at airports throughout Oregon.
    “Rural airports are a vital lifeline to communities that depend on them for economic growth and emergency services,” Wyden said. “I applaud these federal investments that will help strengthen infrastructure in these communities, and I will continue to fight for more resources to support rural airports across Oregon.”
    “Oregon’s regional airports serve as vital hubs for our communities and economies – supporting local businesses, connecting travelers to world-class recreational opportunities, and providing essential lifelines during natural disasters,” Merkley said. “This federal funding will allow several Oregon regional airports to make critical infrastructure improvements that will benefit our communities and economy.     Ashland Municipal/Sumner Parker Field, Ashland – $159,000
    Condon State Pauling Field, Condon – $76,000
    “We are grateful for the leadership and advocacy of U.S. Senators Ron Wyden and Jeff Merkley, as well as U.S. Representatives Val Hoyle and Janelle Bynum, in securing this crucial funding,” said Redmond Airport Director Zachary Bass. “This federal investment underscores the strategic importance of Redmond Airport to the future of our region. The $8.38 million will support a transformative terminal expansion, adding over 80,000 square feet, increasing capacity, and enhancing accessibility. Beyond improving the travel experience, this project will drive local economic growth, create hundreds of construction and airport industry jobs, and strengthen Central Oregon’s connection to national markets.”
    “The City of Condon appreciates the FFA grant to make much needed improvements to Condon’s Linus Pauling Field,” said Condon Mayor Dustan Hall. “This state airport is an integral part of the agricultural and tourism industry in Gilliam County.” 
    Wyden, Merkley, Hoyle and Bynum have long supported rural airports across Oregon. In May, the Oregon delegation announced $22 million for airport infrastructure investments across the state. In September 2024, Wyden and Merkley announced $10 million in federal grants for airports in Medford and Prineville. In July 2024, Merkley, Wyden and Hoyle announced $17 million from the federal Airport Improvement Program for airports across Oregon.

  • MIL-OSI Canada: Canada’s new government delivers middle-class tax cut

    In the election, Canadians called for change to bring down costs and put more money in their pockets. Canada’s new government promised to deliver this change, starting with a middle-class tax cut on Canada Day.

    Today, the Prime Minister, Mark Carney, announced that as of tomorrow, July 1, the government’s middle-class tax cut will be in effect. This tax cut will save a two-income family up to $840 a year and generate tax savings for 22 million Canadians. By reducing income taxes, Canadians can keep more of their paycheques to spend where it matters most.

    The government is focused on bringing down costs, keeping communities safe, diversifying trade, and building one Canadian economy – the strongest in the G7.

    • Income is reported and tax is calculated on an annual basis. To reflect a one-percentage-point cut in the lowest tax rate coming into effect halfway through the year, the full-year tax rate for 2025 will be 14.5 per cent and the full-year rate for 2026 and future tax years will be 14 per cent.
    • The Canada Revenue Agency has updated its source deduction tables for the July to December 2025 period so that pay administrators are able to reduce tax withholdings as of July 1. This means that, effective July 1, individuals with employment income and other income subject to source deductions can have tax withheld at 14 per cent. Otherwise, individuals will realize this tax relief when they file their 2025 tax returns in spring 2026.
    • The bulk of tax relief will go to those with incomes in the two lowest tax brackets (i.e., those with taxable income under $114,750 in 2025), including nearly half to those in the first bracket ($57,375 and below in 2025).
    • The rate applying to most non-refundable tax credits will continue to be the same as the lowest personal income tax rate.

    EDB holds first “Digital Education Week 2025” kick-off ceremony with EdCity to enlighten future talents with innovative education  
    The officiating guests of the launching ceremony include Dr Choi, the First-level Inspector of the Department of Educational, Scientific and Technological Affairs of the Liaison Office of the Central People’s Government in the Hong Kong Special Administrative Region, Mr Liu Maozhou, the Permanent Secretary for Education, Ms Michelle Li, the Under Secretary for Education, Dr Sze Chun-fai, Deputy Secretary for Education, Dr Gloria Chan, Mr Armstrong Lee Hon-cheung, the Chairperson of the Standing Committee on Language Education and Research (SCOLAR), Dr Anissa Chan Wong Lai-kuen, the Founder and Honorary President and the chairwoman of the Steering Committee of the Smart City Consortium, the Hon Elizabeth Quat and the Chairman of the QEF Steering Committee, Mr Dieter Yih Lai-tak, witnessing an important milestone of digital education development in Hong Kong together.

    To dovetail with the national development of digital education and to nurture talents for the innovation and technology (I&T) sector, the Chief Executive announced the formation of the Steering Committee on Strategic Development of Digital Education in the 2024 Policy Address. The Committee has identified four key focuses and strategic directions, namely to enhance students’ digital literacy and skills, to strengthen professional training in digital education for teachers, to optimise digital education ancillary infrastructure, as well as to strengthen ties between local, Mainland and international innovation and technology institutions, tertiary institutions, and relevant sectors to enhance synergy and promote high-quality development of digital education. The EDB has rolled out a series of activities, including organising multiple engagement sessions with stakeholders to gauge views on the development of digital education in the schools in Hong Kong. The Committee members also conducted school visits to understand of the latest progress of the implementation of digital education in schools. 
     
    Speaking at the kick-off ceremony of the Digital Education Week, Dr Choi said, “the first Digital Education Week features a wide range of enriching programmes, including the annual flagship event for the education sector, Learning & Teaching Expo 2025, as well as the International Summit on the Use of AI in Learning and Teaching Languages and Other Subjects and Post-Summit Workshop Series. These functions enable teachers to stay abreast of the latest developments in I&T and digital education, fostering professional exchanges and enhancing the effectiveness of learning and teaching. As a close partner of the EDB, the EdCity is stepping up its full efforts to promote digital education and continues to leverage on its advantages to promote the application and education of AI and computational thinking, and enhancing students’ digital literacy and skills.” Dr Choi looked forward to working in collaboration with the community to promote the deep integration of I&T and nurture more I&T talent, thereby contributing to the building of a leading country in education and a strong nation in science and technology.
     
    The Learning & Teaching Expo 2025 will bring together global educational technology resources, set up nearly 600 booths, and host more than 270 keynote speeches, seminars and public demonstration classes to fully showcase the latest teaching solutions and technology trends. While the International Summit on AIinLT will gather education experts from home and abroad to discuss the practical application of AI in various disciplines through 100 paper presentations, teaching demonstrations and 11 in-depth workshops, helping teachers and students enhance their AI literacy.
     
    Mr Lee said, “The Digital Education Week is not just an event, it is an important milestone in shaping the future of education in Hong Kong. As a wholly owned government organisation, the EdCity has been committed to promoting information technology education in Hong Kong, providing an interactive learning platform for teachers, students and parents, and contributing diversified resources and support to enhance teaching effectiveness, promote holistic development and lifelong learning. This year’s expo has newly added a Mainland China Zone, an International Pavilion and an I&T Exchange Circle. The EdCity hopes to further expand the AI education ecosystem to Mainland China and overseas, presenting the most novel and effective innovative education solutions and products from around the world to the Hong Kong education sector, and enhancing the quality of learning and teaching.”
     
    At the event, the EDB announced that the first batch of three deliverables in the e-Learning Ancillary Facilities Programme, which was funded by a provision of $500 million from the QEF, are officially rolled out today. The deliverables of the projects will also be exhibited at the Learning & Teaching Expo 2025 for teachers and students to experience. The programme provides 22 innovative e-learning solutions for primary and secondary, kindergarten and special education students in Hong Kong, 18 of which incorporate AI technology. Three of the project leaders briefed the guests on the functions and vision of the projects.
     
    Dr Anissa Chan said, “Schools and teachers have a key role to play in guiding students to use and control new technologies in an orderly and appropriate manner, rather than being controlled by them. Therefore, while embracing innovative technologies, the education sector should also be equipped with the skills to utilise AI. The inaugural International Summit on the Use of AI in Learning and Teaching Languages and Other Subjects & Post-Summit Workshop Series, co-organised by the EDB, SCOLAR, EdCity, and the Department of English and Communication of the Hong Kong Polytechnic University, aims to provide a valuable platform for teachers, researchers and others in the education sector to learn from each other and to share their own insights on the use of AI in the education sector”.
     
    In addition, witnessed by Dr Choi and Mr Lee, the Executive Director of EdCity, Dr Tenny Lam, signed cooperation agreements with the Association of I.T. Leaders in Education (AiTLE), Hong Kong Qianfan Technology and the Hong Kong Association for Computer Education (HKACE) respectively to further promote the development of digital education in Hong Kong. The EDB praised the HKACE and the AiTLE for their contributions to the development of digital education over the years, and also thanked Hong Kong Qianfan Technology and the EdCity for their collaboration to launch innovative projects to support digital education, with a view to introducing innovative technologies to the academic sector and helping the digital transformation of education.

    Security and trade at heart of Foreign Secretary visit to Ankara

    UK visit to Turkey to bolster defence and security ties

    • David Lammy will visit Ankara to underscore close trade and security links between UK and Turkey during first bilateral visit to the country.  
    • Foreign Secretary to meet with Turkish Foreign Minister Fidan to discuss the situation in the Middle East and Russia’s illegal war in Ukraine.  
    • Visit comes as negotiations begin over new free trade agreement to supercharge UK-Turkey trade and deliver growth through the Plan for Change.

    The UK’s deep security and trade links with Turkey are set to be further strengthened as the Foreign Secretary, David Lammy, visits Ankara today [Monday 30 June].  

    In his first bilateral visit to the country, the Foreign Secretary will seek to advance UK-Turkish efforts on shared priorities, including joint work on regional security and the deepening of UK-Turkey trade and defence ties. 

    While in Ankara, the Foreign Secretary will meet Turkish Foreign Minister Hakan Fidan to discuss stability in the Middle East and efforts to secure a just, lasting peace in Ukraine following Russia’s illegal invasion. As close NATO allies, the UK and Turkey are working together to push for diplomatic solutions and an end to ongoing violence which threatens regional and global security.   

    As set out in the recent National Security Strategy, security and defence collaboration with Turkey is imperative to UK security interests. This includes joint work on the prospective export of Eurofighter Typhoons to Turkey, and the government is clear that welcoming Turkey as a Typhoon operator will build on the bonds of friendship developed over many decades between key NATO Allies.  

    Our cooperation with Turkey also delivers our security objectives of tackling global challenges such as terrorism, serious organised crime and irregular migration.

    The strengthening of the UK-Turkey trading relationship will also be a key priority for the Foreign Secretary, with his visit coming as the UK and Turkey begin negotiations over a new Free Trade Agreement (FTA) designed to unlock more opportunities for British and Turkish businesses.   

    UK-Turkey trade was worth almost £28 billion in 2024 and directly supports tens of thousands of UK jobs – furthering strengthening this relationship is a priority for the Foreign Secretary and will help to stimulate UK economic growth, a key part of the Prime Minister’s Plan for Change.  

    Foreign Secretary, David Lammy, said:  

    In an increasingly volatile world, the UK and Turkey remain the closest of friends and partners as we work together to find peaceful solutions to conflict in the Middle East and Russia’s illegal invasion of Ukraine.  

    Ours is a relationship which delivers directly for Turkish and British citizens at home – trade between our nations is responsible for thousands of jobs, while our security and defence links help keep our people safe.  

    During his visit, the Foreign Secretary will see a range of Turkish produced armoured vehicles built using UK-made safety equipment and engines at the Nurol Makina factory.   

    Later, at Ankara Airport, he will meet with Country President Simon Ward from aerospace company, Airbus, to mark a recent deal between Airbus and Turkish cargo airline MNG Airlines for commercial aircraft containing British-made Rolls Royce engines, worth hundreds of millions to the UK and Turkish economies.
