  • MIL-OSI Africa: SASSA CEO pledges support to families affected by floods in OR Tambo District

    The South African Social Security Agency (SASSA) Chief Executive Officer, Themba Matlou, has pledged maximum support to the families affected by the devastating floods that have wreaked havoc and claimed 57 lives in the OR Tambo District, Eastern Cape. 

    In a statement on Thursday, the agency said it has acted swiftly, through its Social Relief of Distress programme, to assist families whose homes were severely affected during the floods. 

    “To this end, SASSA is active at three established sites, where about 229 people are served with three nutritious meals a day, reinforcing the agency’s commitment to immediate food security. In addition, 229 vanity packs and five baby packs have been procured and distributed to meet essential personal and infant care needs,” SASSA said. 

    In anticipation of the transition phase, SASSA has developed a Disengagement Plan aimed at equipping beneficiaries with basic resources to support reintegration and restore stability. This package will include:

    • Two-ply blankets.
    • One mattress per individual.
    • Cash vouchers to address short-term financial needs.
    • School uniforms for affected learners, promoting educational continuity.

    Recognising the profound impact of loss on families, SASSA will provide two vouchers in support of the grieving families with immediate needs.

    Matlou said SASSA has a mandate, derived from the Social Assistance Act, to offer assistance to the affected families. 

    “Social Relief of Distress is temporary provision of assistance intended for persons in such a dire material need that they are unable to meet their families’ most basic needs. We also wish to offer our utmost condolences to the families of the deceased and wish a speedy recovery to those who are injured. 

    “We are working very closely with all the relevant stakeholders in the social cluster of the province to ensure that maximum support is given to the distressed families.   • MIL-OSI Africa: Government, judiciary reaffirm commitment to justice

    Cabinet has welcomed government’s recent engagement with leading members of the judiciary, including Chief Justice Mandisa Maya.

    Last Friday’s engagement was led by President Cyril Ramaphosa and held at the President’s official residence in Pretoria.

    “[The Constitutional Court] is an important instrument in the protection of our Constitutional democracy.

    “It is in this spirit that Cabinet welcomed the engagement between government and the judiciary led by Chief Justice Mandisa Maya and heads of courts – hosted by President Cyril Ramaphosa.

    “The engagement focused on discussing the implementation of outstanding administrative measures to give effect to the Constitutional provisions of ensuring the judiciary, like Parliament, operates as an independent arm of the state,” Minister in the Presidency, Khumbudzo Ntshavheni, said at a media briefing on Thursday.

    Currently, the budget of the Constitutional Court is administered by the Department of Justice and Constitutional Development whereas Parliament administers its own budget.

    “Both the Executive and the Judiciary reaffirmed the shared commitment to building a stronger, more effective justice system, firmly anchored in the values of our Constitution,” she said at the post Cabinet briefing held in Cape Town.

    Repatriating heroes

    Turning to the launch of the second phase of the South African government’s exile repatriation and reburial project, Ntshavheni highlighted the importance of bringing back the remains of loved ones who died in exile. 

    Government has already announced that 58 indigenous Khoi and San ancestral remains will be reburied in the Northern Cape.

    “While tracing, exhuming and returning back home the remains of liberation fighters who died in exile remains a focus, the initiative to bring home and rebury the remains of the Khoi and San from outside the country is important in the accurate recording of the ancestry of this country.

    “The process of the reburial of the 58 ancestral remains of the Khoi and San that originated from the Northern Cape is at an advanced stage and consultations with the affected communities are underway.

    “This initiative builds on the success of the repatriation of 49 former freedom fighters in 2024 and it is a testament to government’s commitment to addressing historical injustices and fostering a sense of unity and healing within the nation,” she said.

    A joint delegation is expected to embark on a technical mission to Southern African counterparts, Angola, Lesotho, Zambia and Zimbabwe to “conduct further research, cemetery record inspections and grave mapping.” – SAnews.gov.za

    BEIJING, June 12 (Xinhua) — The 110,000th China-Europe train passed through the Erenhot port on China’s border with Mongolia on Thursday morning, state broadcaster CCTV reported.

    The train departed from Qingdao City in East China’s Shandong Province on Tuesday and arrived in Ereenhot in Inner Mongolia Autonomous Region at 10:10 p.m. on Wednesday, passing through Jinan, Beijing, Ulan Qab and other cities.

    At the Erenhot checkpoint, the train had its orange-red HXN3B diesel locomotive replaced, which is specially designed for transportation on the section between the Erenhot checkpoint and Zamyn-Uud.

    The train, loaded with 55 containers of household appliances worth nearly 20 million yuan (about $2.78 million), including LCD monitors and refrigerators, will arrive in Moscow in 15 days.

    Ereenhot is the largest land border crossing between China and Mongolia. To date, a total of 18,000 China-Europe trains have passed through it.

    Currently, regular railway service via Ereenhot connects more than 60 Chinese cities and 70 cities and stations in more than 10 countries around the world.

    According to Zhang Jianwei, deputy head of the customs office at the port, China mainly supplies high-value-added products to the international market through Ereenhot, including automobiles and auto parts, equipment and electronics. -0-

  • MIL-OSI USA: Loving Day – Pic of The Week

    Growing up in Virginia, it can be easy to take for granted how much history is steeped within the nearly 240 years of the Commonwealth’s existence. While the state is well-known for being the birthplace of four of the first five presidents of the United States and housing many of their residences, it is also (in)famous for sparking the monumental Supreme Court case of Loving v. Virginia.

    Back in 1958, Richard and Mildred Loving were arrested in their Caroline County house, shortly after they were married in Washington, D.C. They were arrested for violating Virginia’s laws against interracial marriage, which made it a felony for interracial couples to leave Virginia, marry, and resume residence in the state. The Lovings pleaded guilty in 1959 at the Caroline County courthouse. They were sentenced to one year in prison, but the original sentence was suspended on the condition that they would leave the state for the next 25 years, unable to return together during that period, which resulted in the Lovings moving to Washington, D.C.

    In 1963, they filed a motion asking for their convictions to be vacated and their sentences set aside. Ultimately, Judge Bazile (who sentenced their original case) refused, and the Lovings’ attorneys, Bernard Cohen and Philip Hirschkop, took the case to the Virginia Supreme Court, which followed suit in upholding the original ruling. After another appeal was denied, in April 1967, the case went to the United States Supreme Court.

    On June 12, 1967, the Supreme Court unanimously ruled in favor of the Lovings. The decision in Loving v. Virginia struck down state laws banning interracial marriage in the United States, stating that so-called “anti-miscegenation” statutes were unconstitutional under the 14th Amendment. The ruling overturned the 1958 convictions of Richard and Mildred Loving and the anti-miscegenation laws in 16 states, including Virginia. The result of Loving v. Virginia proved successful in helping the Civil Rights movement and would be referenced regarding the legalization of same-sex marriage in 2015.

The meetings included a one hour presentation on transferable tax credits and the benefits of Section 45Z production tax credits to the Chief of Staff and biofuels policy staff of the Congressional Joint Committee on Taxation.

    The 45Z production tax credit (PTC) was established in 2022 and went into effect in January 2025. If enacted, the federal tax and spending bill version passed by the House would modify the Section 45Z PTC to extend the credit availability by four years from 2027 to 2031, require the use of domestic feedstocks, and eliminate the indirect land use penalty for ethanol and other biofuels.

    The value of the Section 45Z production tax credits earned by Aemetis is directly correlated with the quantity of biofuels and biogas produced. From 12 dairies currently operating, Aemetis Biogas is rapidly scaling up the construction of dairy digesters to produce renewable natural gas (RNG) using feedstock from 50 dairies that have already entered agreements with Aemetis Biogas. This summer, 16 dairies are scheduled to be operating in the Aemetis Biogas Central Digester Project near Modesto, California, with 36 miles of biogas pipeline and a central biogas-to-RNG production facility already in operation delivering RNG into the PG&E utility gas pipeline.

    CHICAGO, June 12, 2025 (GLOBE NEWSWIRE) — An analysis from TransUnion (NYSE: TRU) sheds new light on the impact of audience composition on marketing performance, showing that making the best targeting decisions can have a compounding effect on return on ad spend (ROAS}—an upside of up to 9x.

    The analysis, based on real-world campaigns from 25 TransUnion measurement clients across five verticals, revealed a widening performance gap as audiences became more targeted: An audience built with two optimal consumer traits had a 3.6X ROAS upside, while an audience with three optimal traits had a 7.2X ROAS upside.

    Conversely, the analysis also highlights the risk of making sub-optimal targeting decisions, i.e., the more campaigns were targeted to the wrong audience segments, the worse they performed. At the farthest end of that spectrum, mistargeted campaigns saw –90% ROAS, placing fresh emphasis on the importance of audience building to the bottom line.

    Rather than defaulting to broad assumptions — like “go after high income” or “target by age group” — marketers have an opportunity to uncover more precise combinations, often where they least expect them.     India’s Consumer Price Index (CPI) inflation rate dropped to 2.82% in May 2025, marking the lowest year-on-year rate since February 2019, according to the Ministry of Statistics & Programme Implementation. This provisional figure, measured against May 2024, reflects a 34-basis-point decline from April 2025’s 3.16%, signaling robust economic stability.

    Food inflation, a key driver, fell sharply to 0.99% in May 2025, the lowest since October 2021, down 79 basis points from April’s 1.78%. Rural areas recorded a food inflation rate of 0.95%, while urban areas saw 0.96%. The decline is attributed to lower prices for pulses, vegetables, fruits, cereals, household goods, sugar, confectionery, and eggs, supported by a favorable base effect.

    Headline inflation in rural areas decreased to 2.59% in May 2025 from 2.92% in April, while urban areas saw a reduction from 3.36% to 3.07%. Rural food inflation dropped from 1.85% to 0.95%, and urban food inflation fell from 1.64% to 0.96%. Other sectors showed varied trends: housing inflation, measured only in urban areas, rose slightly to 3.16% from 3.06%, while education and health inflation stood at 4.12% and 4.34%, respectively. Transport and communication inflation increased to 3.85% from 3.67%, and fuel and light inflation eased to 2.78% from 2.92%.

    The National Statistical Office collected price data from 1114 urban markets and 1181 villages across all states and Union Territories, achieving a 100% response rate for villages and 98.6% for urban markets. States with the highest inflation rates include Kerala (6.46%), Punjab (5.21%), and Jammu & Kashmir (4.55%), though most states reported moderated rates.

    Tracked on a 2012 base year since January 2013, the combined CPI for May 2025 reached 193.0, up marginally by 0.21% from April’s 192.6. The Consumer Food Price Index (CFPI) remained nearly stable at 194.5, with a minimal monthly change of -0.05%, reflecting effective economic management and affordability for millions of Indians.

    KABUL, June 12 (Xinhua) — Afghan authorities have placed more than 6,700 antiquities at the National Museum of Afghanistan over the past year to further enrich the museum’s collections, state-run Radio Television of Afghanistan (RTA) reported on Wednesday.

    “A total of 6,752 exhibits dating back to the Bronze Age to Islamic civilizations were collected from different places and placed in the national museum over the past year,” RTA quoted the museum’s deputy director Yahya Mohibzadeh as saying.

    UK applauds Ukraine’s heroic resistance and demands Russia end its illegal war: UK Statement to the OSCE

    UK Military Advisor, Lt Col Joby Rimmer, reiterates the UK’s call for Russia to cease its unlawful aggression against Ukraine and reaffirms Ukraine’s right to self-defence under international law.

    Thank you, Madame Chair. The United Kingdom again calls on the Russian Federation to immediately cease its illegal and unprovoked aggression against Ukraine. Prime Minister Keir Starmer has been extremely clear: Ukraine is not defeated. On the contrary, it has emerged as a formidable fighting force, demonstrating extraordinary resilience and determination in defending its sovereignty. And let us be clear, Ukraine has an absolute right to defend itself against aggression, and the United Kingdom stands firmly in support of that right.

    We remain focused on achieving a just and lasting peace. In Istanbul, Ukraine demonstrated its commitment to peace by offering reasonable and practical proposals aimed at securing an unconditional ceasefire. Regrettably, Russia failed to reciprocate. Instead, it presented maximalist, non-negotiable demands that do not respect Ukraine’s sovereignty. This behaviour underscores that President Putin is not serious about peace and remains committed to prolonging his illegal war.

    Since Ukraine’s offer of a full, unconditional ceasefire on 11 March 2025, Russia has continued its brutal campaign, launching daily airstrikes that have killed over 500 civilians and injured more than 2,700. We fully anticipate that the Russian Federation will deliver more disinformation in this forum today about alleged ‘acts of terrorism’ from Ukraine. But the distinction between Ukraine striking military targets and Russia hitting civilian targets is a critical one, both morally and under international law.

    There is a clear difference. Ukraine’s drone and missile strikes have been targeting military infrastructure within Russian territory or illegally occupied regions. These include airbases, logistics hubs, ammunition depots, command and control centres and radar and missile systems. These strikes are intended to degrade Russia’s ability to wage war, especially its long-range bombing capabilities. Under international humanitarian law, Ukraine is within its rights to target military assets of an aggressor state, especially in self-defence.

    In contrast, Russia has repeatedly launched drone and missile attacks on civilian areas across Ukraine. These have included Residential buildings, Hospitals and Schools, Energy Infrastructure and Emergency Services. In Kharkiv, over 50 explosions were recorded, damaging residential buildings and killing civilians. In Kyiv, three firefighters were killed while responding to earlier strikes. Lviv, Lutsk, and Chernihiv also suffered civilian casualties and infrastructure damage. The Office of the United Nations High Commissioner for Human Rights verified a total of 45,000 civilian casualties as of 30th April 2025 and specified that the real numbers could be higher.

    Russian strikes on civilians or civilian infrastructure are either an attempt to terrorise the civilian population and break morale (rather than achieve legitimate military objectives), or a failure to adequately distinguish military targets and act proportionately for military necessity. These are not the actions of a nation seeking peace, despite what President Putin says. These are the acts of blatant retaliation from the Kremlin, following Ukraine’s most successful and comprehensive strike against Russian Strategic bomber air bases.

    Russia’s continued occupation in Ukraine and escalating aggression are not only unlawful, but they are also unsustainable. President Putin’s full-scale invasion of Ukraine, has now dragged on for over 1,200 days, resulting in catastrophic losses – including an estimated one million Russian casualties. President Putin continues to sacrifice Russian lives and futures and must choose another path – one of peace, responsibility and respect for international law. We have seen what the brave men and women of Ukraine’s Armed Forces are capable of, and the UK will continue to provide them with the tools they need to defend their sovereignty and protect their people. We call on Russia to accept the unconditional ceasefire, return to the negotiating table in good faith, and end this illegal war. Thank you, Madame Chair.

    Training soldiers who participate in the atrocities in Gaza is a betrayal of every principle of human rights and international law.

    The Scottish Greens have condemned the UK Government after it was revealed through a parliamentary question that Israeli Defence Forces personnel are currently being trained on UK military bases.

    The shocking revelation comes as Israel continues its relentless assault on Gaza. More than 55,000 Palestinians have already been murdered, the majority of whom are women, children and the elderly. 

    The further destruction of homes, hospitals, schools, and critical infrastructure has led to the situation in Palestine to be described as “worse than hell on earth” by the head of the International Committee of the Red Cross. Human rights organisations, UN officials and legal scholars around the world have described Israel’s actions as war crimes and acts of genocide.

    The UK Government has already faced widespread criticism for continuing to supply arms to Israel despite overwhelming evidence that they are being used in clear violation of international law. The news that UK forces are also providing military training takes that complicity to a far more serious level of active participation.

    Scottish Greens Co-Leader Patrick Harvie MSP said:

    “The UK  is actively training members of the Israeli military while they carry out a brutal assault on Gaza. This is nothing short of disgraceful. This goes beyond complicity – it is direct, active participation in the genocide of the Palestinian people. Every bomb dropped, every home destroyed, every child killed is a crime that the UK Government is now tied to.

    “The Scottish Greens have been clear from the start, what we are witnessing in Gaza is a genocide. Tens of thousands of people, most of them women, children and the elderly, have been killed and entire communities have been wiped out. Hospitals, schools, and refugee camps have been targeted. This is not self-defence – it is the destruction of a people through murder and forced displacement.”

    “It is appalling that instead of taking action to end the violence, this Labour UK Government are training the Israeli war machine that is committing these crimes. Training soldiers who are part of these atrocities is a betrayal of every principle of human rights and international law. It must stop now. 

    “We repeat our calls for an immediate ceasefire, an end to UK participation in genocide, and full accountability for war crimes.     Address of the Holy Father
    I want to ask for a big round of applause for all of you who are here, and for all the priests and deacons of Rome!
    Dear Priests and Deacons who provide your service in the diocese of Rome, dear seminarians, I greet you all with affection and friendship!
    I thank His Eminence the Cardinal Vicar, for the words of greeting and for his presentation, telling something of your presence in this city.
    I wished to meet you to get to know you personally, and to begin walking with you. I thank you for your life given in the service of the Kingdom, for your daily labours, for your great generosity in the exercise of your ministry, for everything you live in silence and that is at times accompanied by suffering or misunderstanding. You carry out different services, but you are all precious in the eyes of God and in the fulfilment of his plan.
    The diocese of Rome presides in charity and in communion, and can fulfil this mission thanks to each one of you, in the bond of grace with the Bishop and in the fruitful co-responsibility of all God’s people. Ours is a truly particular diocese, because many priests come from various parts of the world, especially in order to study; and this implies that pastoral care too – I am thinking above all of the parishes – is marked by this universality and the mutual acceptance it entails.
    Starting precisely from this universal outlook that Rome offers, I would like to share cordially with you a few reflections.
    The first note, that is particularly close to my heart, is that of unity and communion. In the so-called “priestly” prayer, as we know, Jesus asked the Father that his people may be one (cf. Jn 20-23). The Lord knows well that only by being joined to him and united among ourselves can we bear fruilt and give credible witness to the world. Presbyteral communion here in Rome is favoured by the fact that, by ancient tradition, it is it is customary to live together, in rectories as well as in colleges or other residences. The presbyter is called to be the man of communion, because he is the first to live it, and continually nurtures it. We know that this communion today is hindered by a cultural climate that favours isolation or self-absorption. None of us is exempt from these pitfalls that threaten the solidity of our spiritual life and the strength of our ministry.
    But we must be vigilant because, in addition to the cultural context, communion and fraternity among us also encounter some obstacles that are, so to speak, “internal”, which relate to the ecclesial life of the diocese, interpersonal relationships, and also what resides in the heart, especially that feeling of weariness that arises because we have experienced particular hardships, because we do not feel we are understood and heard, or for other reasons. I would like to help you, to walk with you, so that each person may regain serenity in his own ministry; but it is precisely for this reason that I ask you for zeal in priestly fraternity, which has its roots in a solid spiritual life, in the encounter with the Lord and in listening to his Word. Nourished by this lymph, we are able to have relationships of friendship, outdoing one another in respect (cf. Rm 12:10); we feel the need for others in order to grow and to foster the same ecclesial drive.
    Communion should also be translated into commitment in this diocese: with diverse charisms, with different paths of formation and even with different services, but the effort to sustain it must be one. I ask all of you to pay attention to the pastoral journey of this Chruch which is local but, because of who leads it, is also universal. Walking together is always a guarantee of fidelity to the Gospel; together and in harmony, striving to enrich the Church with one’s own charism but having at heart the single body of which Christ is the Head.
    The second note I want to give you is that of exemplarity. On the occasion of the priestly ordinations on 31 May last, in the homily I recalled the importance of the transparency of life, on the basis of the words of Saint Paul who said to the elders of Ephesus: “You yourselves know how I lived among you” (Acts 20:18). I ask you, with the heart of a father and of a pastor, let us all undertake to be credible and exemplary priests! We are aware of the limits of our nature and the Lord knows us in depth; but we have received an extraordinary grace; we have been entrusted with a precious treasure of which we are the ministers, the servants. And fidelity is required of the servant. None of us is exempt from the suggestions of the world, and the city, with its thousands of offerings, could even draw us away from the desire for a holy life, inducing a levelling down in which the profound values of being a priest are lost. Let yourselves be drawn once again by the call of the Master, to feel and live the love of the first hour, that which drove you to make important choices and courageous sacrifices. If together we try to be exemplary in a humble life, then we will be able to express the renewing force of the Gospel for every man and for every woman.
    A final note I wish to give you you is that of looking at the challenges of our time from a prophetic perspective. We are concerned and saddened by everything that happens every day in the world: we are hurt by the violence that generates death, we are challenged by inequalities, poverty, many forms of social marginalization, the widespread suffering that assumes the features of an unease that no longer spares anyone. And these are not distant realities, far from us, but rather they affect even our city of Rome, marked by multiple forms of poverty and grave emergencies such as the issue of housing. A city in which, as Pope Francis remarked, the “great beauty” and charm of art must also be matched by “simple decorum and the normal functioning of places and situations in ordinary, everyday life. Because a city that is more liveable for its citizens is also more welcoming to everyone” (Homily for Vespers with Te Deum, 31 December 2023).
    The Lord wanted us in this time filled with challenges that, at times, seem to exceed our strength. We are called to embrace these challenges, to interpret them evangelically, to experience them as opportunities to bear witness. Let us not flee from them! Pastoral commitment, like that of study, become for us a school to learn how to build the Kingdom of God in today’s complex and challenging history. In recent times we have had the example of holy priests who have been able to combine a passion for history with the proclamation of the Gospel, such as Don Primo Mazzolari and Don Lorenzo Milani, prophets of peace and justice. And here in Rome we have had Don Luigi Di Liegro who, faced with so much poverty, devoted his life to seeking ways of justice and human advancement. Let us draw on the strength of these examples to continue sowing seeds of holiness in our city.
    Dear friends, I assure you of my closeness, my affection and my readiness to walk with you. Let us entrust our priestly life to the Lord, and let us ask him to be able to grow in unity, exemplarity and in prophetic commitment to serve our time. May we be accompanied by the heartfelt appeal of Saint Augustine, who said: “Love this Church, be ye in this holy Church, be ye this Church; love the Good Shepherd, the Spouse so fair, who deceiveth no one, who desireth no one to perish. Pray too for the scattered sheep; that they too may come, that they too may acknowledge Him, that they too may love Him; that there may be One Flock and One Shepherd” (Sermon 138, 10). Thank you.

    Headline: Thales ranked No.1 most attractive employer among engineering students in France in 2025

    Thales has secured the top spot in the 2025 ranking of the most attractive employers for engineering students in France, in a survey conducted by the Universum research institute. The survey covered 23,376 students, including 11,556 from engineering schools. Thales also ranked 4th among IT students.

    Students notably praised the Group’s capacity for innovation and the wide range of career development opportunities it offers.

  • MIL-Evening Report: Grattan on Friday: the galahs are chattering about ‘productivity’, but can Labor really get it moving?

    Former prime minister Paul Keating famously used to say the resident galah in any pet shop was talking about micro-economic policy. These days, if you encounter a pet shop with a galah, she’ll be chattering about productivity.

    Productivity is currently the hot topic for a conversation on economic reform. Australia, like many other countries, has a serious problem with it. Our productivity hasn’t significantly increased for more than a decade (apart from a temporary spike during the pandemic).

    Now Treasurer Jim Chalmers has named productivity as his priority for Labor’s second term; assistant minister Andrew Leigh, part of the government’s economic team, has had it inserted into his title; the Productivity Commission has put out 15 potential reform areas for discussion, and Prime Minister Anthony Albanese has announced a roundtable to canvass the way ahead.

    The roundtable appears to be a prime ministerial initiative. Announcing it at the National Press Club on Tuesday, Albanese made a point of saying he had asked Chalmers to convene it. Perhaps it’s a case of the prime minister emulating his forerunner Bob Hawke, with his penchant for summits, while Chalmers seeks to be a contemporary Keating, as he searches for reforms to promote.

    It would be a major achievement if people were able to remember the second-term Albanese government for paving the way for a significant lift in Australia’s productivity. It would probably also be an economic and political miracle.

    Let’s never knock a summit, but let’s not be taken in by the suggestion that the planned August meeting, involving employers, unions and the government, will mark some breakthrough moment. Business representatives are approaching it with a degree of cynicism; they saw the 2022 jobs and skills summit as preparing the ground for the new government to meet union demands.

    This summit is expected to have fewer participants than the 2022 meeting, and may be briefer. Albanese described it as “a more streamlined dialogue than the jobs and skills summit, dealing with a more targeted set of issues”. Chalmers will announce more details next week. We can expect the government will package a collection of initiatives at least for further work, and perhaps a few for early action.

    While many stakeholders give lip service to improving productivity, there are huge obstacles to actually doing so.

    There’s perennial talk about tax reform – from business and economists, rather than the government. But serious change produces winners and losers, and having “losers” has become a political no-no, especially when there is not enough money to compensate them.

    The housing crisis could be eased, with more homes built faster, if there were less onerous regulations, notably at state and local level. Governments are working around the edges of this, but attempting to seriously slash regulation immediately runs into opposition from those who, variously, argue that will harm city-scapes, the environment, safety or the like.

    Red tape hampers big projects, but interest groups concerned about fauna, flora or the climate defend extensive hurdles and appeals processes as important for other priorities.

    We’d be more productive if people with skills (whether immigrants or those moving between states) faced fewer complexities in getting their credentials recognised. But critics would point to the risk of underqualified people getting through.

    Regulations are both barriers and protections. Whether you see particular regulations as negative or positive will depend where you are coming from. Less regulation can enhance productivity – but in certain cases the trade-off can be less protection and/or more risk. We have, for good or ill, become a more risk-averse community.

    Employers say various industrial relations laws and regulations restrict changes that could boost productivity. A Labor government interlocked with the union movement is going to listen to its industrial base on that one. Asked on Tuesday whether his message to business groups going to the summit was, “don’t waste your breath if you’re going to raise IR” Albanese said, “People are entitled to raise whatever they want to raise. But I’m a Labor prime minister.”

    Artificial Intelligence presents great opportunities to advance productivity. But it will cost some jobs and produce dislocation. Industry Minister Tim Ayres said recently, “I will be looking in particular at how we can strengthen worker voice and agency as technology is diffused into every workplace in the Australian economy. I look forward to working with our trade union movement on all of this.” Employers’ ears pricked at the union reference.

    While the government is signalling it wants to do something meaningful on productivity, the prime minister is also highly cautious when it comes to getting ahead of what he considers to be the government’s electoral mandate. Nor is he one to gamble political capital.

    He is not like, for example, John Howard, who before the 1996 election said he would “never ever” have a GST, then brought forward an ambitious GST package that he took to the 1998 election. That package had plenty of compensation for losers but Howard, who had a big parliamentary majority, was nearly booted out of office.

    Reform is more difficult than it was in the Hawke–Keating era – though it wasn’t as easy then as is often portrayed now. The voters are less trusting of government, and less willing to accept the downsides of change.

    The voices of those wanting to say “no” to various proposed changes are greatly amplified, in a highly professionalised political milieu and ubiquitous media opportunities. In the era of the “permanent campaign”, opinion polling has become so constant that politicians are always measuring their support in the moment, making a government hyper-nervous.

    Progress on productivity is also harder these days because the easier things have been done, and because changes in our economy – especially the growth of the care economy – mean in some sectors efficiencies are not so readily available, or measurable.

    We don’t actually need more inquiries, or a roundtable, to come up with ideas for what could or should be done on productivity. There have been multiple reports and thousands of recommendations. What is required is for the government to devise a bold program, have the will and the skill to implement it, and the ability to sell it to the public. But that runs into the problem of not having sought permission from the voters – which forces the government back to incrementalism.

    Whatever the problems, it is not too fanciful to see Chalmers hanging his hat on the productivity peg in his longer-term bid to be the next Labor prime minister. We’ll see how he goes.

  • MIL-OSI United Kingdom: Scotland’s unpaid carers over £4,400 better off

    Carers urged to check for financial support during Carers Week.

    This Carers Week (9 – 15 June), unpaid carers across Scotland are being encouraged to find out if they are eligible for social security support – through Carer Support Payment, Carer’s Allowance Supplement and Young Carer Grant.   

    Carer’s Allowance Supplement – a payment only available north of the border – was the first benefit delivered by Social Security Scotland in 2018 to provide extra financial support for carers, recognising their important contribution.   

    Since the payment’s introduction, unpaid carers in Scotland will be up to £4,475 better off by the end of 2025. 

    On a visit to Midlothian Carers Centre to meet with parent carers of adults with additional support needs, Minister for Equalities, Kaukab Stewart, said: 

    “Social security in Scotland isn’t about renaming benefits previously delivered by the UK Government. We are about delivering social security with dignity, fairness and respect, continually listening to what carers and support organisations have to say to help shape the changes we’re making.  
      
    “We introduced Carer’s Allowance Supplement and Young Carer Grant, which are only available in Scotland, and widened eligibility for Carer Support Payment to enable more carers in education to access it. We’re also committed to introducing new extra support for carers who care for more than one person. Changes to help improve the lives of carers in Scotland. 

    “Social security is something anyone may need at any point in their life. It’s a public service and I encourage all unpaid carers to find out if they are entitled to financial support and apply.”  

    Carla Bennett, Carer Services Manager at VOCAL Midlothian added: 

    “Unpaid carers often face financial hardship, with many forced to give up paid work or reduce their hours to support those they care for. Caring for someone comes with additional costs too, such as transport, heating, equipment and food. These expenses, combined with reduced income, mean carers are more likely to experience poverty.  

    “Demand for VOCAL’s income maximisation service has doubled in the past year, showing that carers are feeling the strain. Accessing financial and social security support can ease this burden and make a significant difference to the lives of carers and those they care for. We would encourage carers to find out what they might be eligible for.” 

    Background 

    • £4,475 is based on a carer who will have received every Carer’s Allowance Supplement payment since it was introduced in June 2018 to December 2025. This includes the two extra Coronavirus Carer’s Allowance Supplement payments made in June 2020 and December 2021. 
       
    • Over 172,000 carers have benefited from Carer’s Allowance Supplement since its introduction in 2018, totalling over £333.7 million in payments to December 2024 Social Security Scotland – Summary statistics for Carer’s Allowance Supplement to October eligibility date 2024

    Aberdeen City Council’s Archives, Gallery & Museums service (AAGM) is celebrating Green Tourism awards success for four of its venues. 
     
    The Art Gallery has achieved the highest award, Gold recognition, with the Maritime Museum, Provost Skene’s House and the Treasure Hub celebrating Silver status.  
     
    Green Tourism is the world’s largest sustainable certification programme of its kind, promoting greener ways for businesses and organisations to operate, by offering advice on sustainability best practice, from ethical buying to reducing energy use. 
     
    The AAGM staff team was congratulated by the judges for displaying an excellent understanding of sustainability and awareness of opportunities and challenges associated with running a responsible business. The AAGM submissions were themed around People, Places and Planet, with initiatives including: 

    Key projects: 
    Establishing a wildflower meadow at the Treasure Hub in Northfield 
    Over 97% of the UK’s wildflower meadows have been lost since the 1930s. Staff volunteers worked with Habitat People to rewild a patch of land at the Treasure Hub to bring back at-risk plant species including crane’s-bill, yellow toadflax or pignut. As the meadow matures it will increase the biodiversity of the area, including pollinators and grasshoppers.  
     
    Re-homing bee hives 
    Bees prop-up the ecosystem and are an integral part of it. The team is working with a local beekeeper to provide a safe and secure home for hives.  
     
    Repurposing art crates – from crate to plate 
    The AAGM collection is in demand, but bespoke packing materials are an unfortunate by-product of lending artworks to other art galleries and museums. Re-fitting a crate requires specialist equipment and knowledge, making them difficult and expensive to re-use. AAGM worked with Fresh Community Wellness SCIO (Freshcom) to re-purpose crates as flower and vegetable planters for a community garden in Seaton. ACC gardeners re-purposed a number crates for Cfine, who worked with asylum seekers  to plant a range of vegetables including kale, beetroot, carrots, radishes and parsnips. The crates were painted in the Ukranian colours of blue and yellow.  
    David McDonald of the Green Tourism Awards, said, “It gives the judges the utmost pleasure to confirm these awards. We were extremely impressed with the level of detail and work put into all four submissions. The whole staff team should be justifiably proud of their achievement and we look forward to continuing to work together.” 
     
    David Jackson, VisitScotland Regional Director, said, “We must all play a role in preserving Scotland’s natural and cultural heritage. I’m thrilled to hear about AAGM’s Green Tourism Award successes. Sustainable tourism development is at the heart of what we do, working with partners to drive change and embed responsible practices across the industry. Our VisitScotland business support hub contains a plethora of essential advice, including a guide to Net Zero and information on how businesses can create a sustainability and climate action plan.     Following the recent presidential election in Romania, the runner-up, nationalist candidate George Simion, publicly made accusations of foreign interference. He spoke of external influence, in particular from France, which affected the conduct and fairness of the ballot.

    These statements have been backed up in remarks made by Valérie Hayer, Chair of Parliament’s Renew Europe Group, who admitted to having organised meetings in France for the Romanian diaspora to encourage them to vote[1].

    Furthermore, according to Pavel Durov, founder of the platform Telegram, there has been pressure coming from Paris to censor certain conservative Romanian voices. If these accusations prove to be true, it would pose a serious problem with regard to the principles of non-interference and democratic equality between candidates in a Member State or EU candidate country.

    In view of the above:

    • 1.Has the Commission been informed of such actions by French politicians or institutions?
    • 2.Do such initiatives align with the principles of neutrality and non-interference promoted by the EU?
    • 3.Will it request official explanations from the French authorities or open an independent investigation to assess the impact of these incidences on the electoral process in Romania?

    The European Union (EU) is among the leading major economies in terms of tackling greenhouse gas (GHG) emissions. In 2020, EU GHG emissions were down by 31% from 1990 levels, exceeding the EU’s target of reducing emissions by 20% by 2020. Led by international treaties, such as the Kyoto Protocol, the EU adopted many climate policies, such as the EU Emissions Trading System. In 2019, the Commission presented the European Green Deal.     As part of the wider Indo-Pacific, South Asia has vital geostrategic importance for the EU, facing significant challenges. The Indo-Pacific is rapidly evolving and becoming the most important geostrategic region, being home to more than 50% of the global population. The EU strategy for cooperation in the Indo-Pacific was adopted in September 2021 to increase the EU’s presence in the region, build partnerships and reinforce the rules-based international order. The EU is adapting its current instruments as part of its strategic autonomy amid growing geostrategic challenges. The EU’s Strategic Compass for Security and Defence, formally approved by the Council in March 2022, promotes an open and rules-based regional security architecture, including secure sea lines of communication, capacity-building and enhanced naval presence in the Indo-Pacific. The EU is forging closer ties with countries in South Asia, as a strong economic player and a major development and aid donor. The EU is working to foster institution-building, democracy, good governance and human rights, while it also has security concerns, such as the Kashmir conflict, Afghanistan, maritime security and terrorism. Parliament has supported the EU’s cooperation and assistance in South Asia, with targeted support for the most vulnerable population groups.

  • 11 years of Digital India: Technology turned into tool to empower the lives of poor

    Besides the ‘Sabka Saath, Sabka Vikas’ pledge, the goal and vision of achieving ‘Digital India’ is beginning to realise as this forms the core of governance of the incumbent dispensation.

    The digital revolution, which began 11 years ago, is entrenched in almost every policy-making and public welfare scheme delivery with elaborate plans on how to bring benefits to the poor, downtrodden and marginalised sections.

    Prime Minister Narendra Modi took to the social media platform X on Thursday and wrote about “leveraging the power of technology in bringing innumerable benefits for people”.

    “Service delivery and transparency have been greatly boosted. Technology has become a means of empowering the lives of the poorest of the poor,” he further said.

    Here is a look at how the Digital India mission unlocked opportunities for millions:

    The Digital India initiative, launched by PM Modi in his first term, has gone on to reshape the way the country has grown and developed in the past decade. The governance has become transparent and accessible for every citizen, while it has also unlocked massive opportunities for the common citizen.

    Direct Benefit Transfer (DBT) marks one of the biggest hallmarks of the Modi government as it ensured seamless and leakage-free delivery of public welfare funds and schemes to crores of poor households. Today, the villages have access to internet services, while the digital payment system is also reaching the rural belts.

    DBT transfers

    Today, there are more than 322 schemes across 56 ministries covered under the DBT. More than Rs 44 lakh crore has been transferred directly into the accounts of beneficiaries, while Rs 3.48 lakh crore has been saved by cutting out leakages and preventing middlemen.

    In the past ten years, there has been a 90-fold increase in DBT transfers, marking a new era of public welfare delivery, laced with speed and transparency.

    Aadhaar: The World’s largest digital ID system

    Aadhaar – a unique identity of every citizen is powering the country’s digital identity revolution.

    Today, every citizen of the 140-crore population has a unique 12-digit Aadhaar number. Aadhaar authentication transactions have crossed 150 billion mark.

    DigiLocker making India paperless

    DigiLocker, an application that facilitates document storage online, has given strong impetus to paperless governance. As per official estimates, there are more than 52 crore registered Digilocker users in the country, with over 852 crore documents issued.

    Jeevan Pramaan

    Under the Jeevan Pramaan yojana, technology was harnessed to bring dignity to human lives. Jeevan Praman Patra has simplified life for pensioners by providing hassle-free digital life certificates.

    Today, more than 10 crore pensioners are registered, which means they no longer need to visit banks for giving “life certificates” in person.

    More than 143 lakh ‘Digital Life Certificates’ have been submitted since November 2024.

    UMANG: One platform for all services

    UMANG App has been instrumental in converging all government services on one platform. It has become a single digital gateway for accessing more than 2,000 services across various government departments. As per records, there are over 8.21 crore registered users, with over 597 crore transactions.

    Pradhan Mantri Gramin Digital Saksharta Abhiyaan is another scheme with far-reaching implications. It has gone a long way in bridging the digital divide in rural India.

    The Defence Infrastructure Organisation (DIO) has enabled a major multi-national training exercise alongside NATO allies on Braunton Burrows Training Area, demonstrating its crucial role in supporting military capability.  

    Exercise Catamaran ran between 30 May and 7 June, bringing together military personnel from France, the UK, Brazil, Germany, Italy, the Netherlands, Portugal, Spain and the US. Royal Marines from 40 and 47 Commando led British involvement in the exercise.  

    It is the largest amphibious exercise of this scale to have been conducted on the training area since it was used by US troops in 1943 to rehearse for the D-Day landings on Utah and Omaha beaches.  

    Ex Catamaran formed part of the wider French-led POLARIS 25 exercise, a month-long training exercise which sees more than 3,000 military personnel from allied nations working on warfighting skills together. The amphibious exercise involved more than 20 surface ships and 40 aircraft in the Atlantic and the Channel and included landing exercises taking place on the beach at Braunton Burrows. 

    Braunton Burrows Training Area is home to one of the largest sand dune systems in the UK and offers a unique place to train.  

    DIO’s Overseas and Training team played an important part in planning and facilitating the exercise. The Foreign Forces team acted as the liaison between the French exercise planners and the Ministry of Defence. They provided expert advice on how the training area could be best utilised to meet training objectives, ensuring that all partners were informed and engaged. 

    Alongside that, Braunton Burrows’ Deputy Training Safety Officer led safety briefings for military personnel, flexibly supported training requirements and ensured a safe place to train was maintained, carefully managing the balance between military training and public access on the area. This technical guidance proved crucial in developing realistic training scenarios that couldn’t be replicated elsewhere in the UK.

    As custodians of the Defence Training Estate, DIO proudly provides a safe and high-quality environment for our Armed Forces and allies to train. While we enable and support important military training year-round, the scale and complexity of Exercise Catamaran has really showcased the versatility and diversity of what we can facilitate.  

    My team has been working closely with the French military for some time to meticulously plan this phase of the exercise on Braunton Burrows Training Area. It has been great to see this collaboration brought to fruition this week with UK military personnel training alongside our allies as they prepare for potential deployments.

    Major Martyn Heenan, Royal Marines, said:  

    Braunton Burrows and the amphibious training it allows is so important as it is one of the most complex operations you can carry out and there’s very few places you can do it. It allows the allied nations involved in this exercise to get onto the same space in a challenging area and work together, which is very difficult to do anywhere else in the world.  

    It’s been a long planning process but DIO have been there all the way through, be it the Foreign Forces team, the Training Safety Officers or the regional commanders, they have really helped with the planning and delivering everything to make this a success.

    Braunton Burrows has to remain accessible to the public at all times, and the site’s Deputy Training Safety Officer conducts careful planning and continuous monitoring alongside colleagues from our industry partner, Landmarc, to ensure military activities can go ahead safely without endangering personnel or members of the public.
