  • MIL-OSI Security: Richardson Man Sentenced to 60 Years for Child Exploitation

    An 80-year-old Richardson man who sexually abused a seven-year-old was sentenced to 60 years in federal prison, announced Acting United States Attorney for the Northern District of Texas Chad E. Meacham. 

    George Kenneth Orton, Jr., of Richardson, was convicted of two counts of sexual exploitation of a child by a jury of his peers in October 2024.  According to evidence presented at trial, agents recovered a USB drive and two laptops containing child sexual abuse material at his home.

    On May 14, 2025, Orton appeared before District Judge Brantley Starr for sentencing.  Judge Starr sentenced Orton to consecutive maximum sentences of 360 months on each count, for a total of 720 months in federal prison.  Judge Starr described Orton’s conduct against Minor Victim 1 as “unspeakable” and, in handing down the sentence, stated that he found no reason to give Orton less than the statutory maximum on each count, regardless of his age.

    “The FBI is proud to collaborate with our law enforcement partners every single day to ensure anyone involved in criminal behavior against a child is brought to justice. The significant sentence given to the defendant sends a clear message that crimes against children will not be tolerated,” said FBI Dallas Special Agent in Charge R. Joseph Rothrock. “Together, through continued vigilance and cooperation, we can prevent abuse and protect the most vulnerable among us.”

    Acting U.S. Attorney Meacham praised the work of the Federal Bureau of Investigation’s Dallas Field Office and the Richardson Police Department in conducting the investigation.  Assistant U.S. Attorneys Marissa Aulbaugh and Brandie Wade prosecuted the case.

    Beijing, May 28 /Xinhua/ — Russia’s largest dairy holding EkoNiva has opened its first branded store in China, the company’s press service announced.

    The outlet opened on Wednesday in the city of Xi’an, the capital of Shaanxi Province in northwest China, where the company’s official representative office, the EkoNiva /Xi’an/ Dairy Co. trading house, is located.

    The EkoNiva store is the first imported milk store in Xi’an. Visitors can purchase EkoNiva’s ultra-pasteurized milk and coffee drinks made from the company’s dairy products at the store. In addition, live broadcasts and video materials are planned to promote dairy products on social media and online platforms.

    EkoNiva supplies to China ultra-pasteurized milk of various fat content of the classic line and the Professional Line, as well as ultra-pasteurized cream with a fat content of 10%. In the future, it is planned to expand the range of supplies, primarily due to semi-hard and premium hard cheeses, the company said.

    The XVI All-Russian Interuniversity Personnel Forum named after A.Ya. Kibanov “Innovative Personnel Management” was held at the State University of Management.

    More than 230 students, young scientists, authoritative teachers and experts in the field of personnel management took part in the forum’s in-person events. In total, over 450 people from different regions of Russia became participants in the event this year.

    The concept of the A.Ya.   • MIL-OSI Security: U.S. Marshals NY/NJ Regional Fugitive Task Force Arrests Suspect in Violent Attack of NYPD Officer

    New York, NY – The U.S. Marshals New York/New Jersey Regional Fugitive Task Force (NY/NJ RFTF), assisted by the USMS Capital Area Regional Fugitive Task Force (CARFTF), on Tuesday apprehended a suspect wanted in the violent attack of an off-duty New York Police Department (NYPD) officer.

    Taveon Hargrove was identified in surveillance footage as one of two masked men armed with a knife attacking an off-duty police officer May 24.  They can be seen knocking the officer to the ground, striking him in the face and holding a knife to his throat before making off with the officer’s belongings, including his service weapon.  

    Investigators learned that shortly after the brutal assault and armed robbery of the off-duty NYPD officer, Hargrove fled the New York area and was possibly staying with a family friend.  Once the case was adopted by the NY/NJ RFTF, Deputy U.S. Marshals, along with Task Force Officers from the NYPD, developed information that Hargrove was in North Chesterfield, Virginia.  

    The NY/NJ RFTF immediately requested assistance from the CARFTF, and Tuesday they, along with members of the NY/NJ RFT, located and arrested Hargrove.

    “Today, members of the U.S. Marshals New York/New Jersey Regional Fugitive Taskforce, the Capital Area RFTF, and NYPD arrested the suspect wanted in connection with the brutal assault of a police officer,” said Jhovanny Gomez, U.S. Marshal for the Southern District of New York. “This arrest sends a clear message: assaults on law enforcement officers will not be tolerated and will be met with swift and decisive action.”

    U.S. Marshal for the Eastern District of New York Vincent DeMarco added, “The assault of an off-duty NYPD officer was particularly brutal.  I am proud of the work done by the U.S. Marshals Service and the NYPD to track down and arrest one of the suspects today.  Violence against those who serve and protect will never be tolerated.  Justice will be pursued to the fullest extent.”

    Background:

    The provision, which was added to House Republican’s reconciliation package through a manager’s amendment, sets aside $12 billion in grants for states’ “costs associated with actions taken after January 21, 2021, to assist the federal border security missions.”

    Most of these funds are expected to reimburse Texas, as no state did more to secure the border over the past four years. Operation Lone Star spent $11.1 billion on border security, including $5.87 billion on personnel costs associated with border security and $4.75 billion on border wall barriers.

  • MIL-OSI Global: Most South African farmers are black: why Trump got it so wrong

    When world leaders engage, the assumption is always that they engage on issues based on verified facts, which their administrative staff are supposed to prepare. Under this assumption, we thought the meeting at the White House on 21 May between South Africa’s president, Cyril Ramaphosa, and US president Donald Trump would follow this pattern.

    Disappointingly, the televised meeting was horrifying to watch as it was based on misrepresenting the reality of life in South Africa.

    Issues of agriculture, farming and land (and rural crime) were central to the discussions. What is clear to us as agricultural economists is that the skewed views expressed by Trump about these issues originate in South Africa. This includes Trump’s statement: “But Blacks are not farmers.”

    In our work as agricultural economists, we have, in many pieces and books (our latest titled The Uncomfortable Truth about South Africa’s Agriculture), tried to present South Africans with the real facts about the political economy policy reforms and structural dimensions of South African agriculture.

    Writing on these matters was necessary given that official data – agricultural census 2017, as well as the official land audit of 2017 – all provide an incomplete picture of the real state and structure of South African agriculture. The reason is that the agricultural census, which is supposed to provide a comprehensive and inclusive assessment of the size and structure of the primary agricultural sector, and the land audit, which was supposed to record the ownership of all land in South Africa, are incomplete in their coverage.

    The incomplete and inaccurate official data provides fertile ground for radical statements by the left and the right – and novices on social media. This is why South Africa has to deal with falsehoods coming from the US. These include Trump’s statement that black people are not farmers in South Africa.

    South Africa is to blame for providing inaccurate data to feed these false narratives.

    The facts presented here should allow a more nuanced interpretation of South Africa’s farm structure. Firstly, there are more black farmers in South Africa than white farmers. And not all white commercial farm operations are “large-scale”, and not all black farmers are “small-scale”, “subsistence” or “emerging”. Most farm operations can be classified as micro, or small in scale.

    This is important so that one doesn’t view South Africa’s agriculture as mainly white farmers. Indeed, we are a country of two agricultures with black farmers mainly at small scale and accounting for roughly 10% of the commercial agricultural output. Still, this doesn’t mean they are not active in the sector. They mainly still require support to expand and increase output, but they are active.

    The facts

    In the wake of the circus in the Oval Office, we were amazed by the total silence of the many farmers’ organisations in South Africa. We have not seen one coming out to reject all of Trump’s claims. The only thing we can deduce from this is that these falsehoods suit the political position of some farmer organisations. But at what cost? Will many of their members be harmed by trade sanctions or tariffs against South Africa? The US is an important market for South Africa’s agriculture, accounting for 4% of the US$13.7 billion exports in 2024.

    When Ramaphosa highlighted the fact that crime, and rural crime in particular, has an impact on all South Africans and that more black people than white people are being killed, Trump’s response was disturbing, to say the least: “But Blacks are not farmers”. This requires an immediate fact check.

    We returned to the text from our chapter in the Handbook on the South African Economy we jointly prepared in 2021. In the extract below, we discuss the real numbers of farmers in South Africa and try to provide a sensible racial classification of farmers to denounce Trump’s silly statement.

    As highlighted earlier, the two latest agricultural censuses (2007 and 2017) are incomplete as they restricted the sample frame to farm businesses registered to pay value added tax. Only firms with a turnover of one million rands (US$55,500) qualify for VAT registration.

    We were able to expand the findings from the censuses with numbers from the 2011 population census and the 2016 community survey to better understand the total number of commercial farming units in South Africa. The Community Survey 2016 is a large-scale survey that happened between Censuses 2011 and 2021. The main objective was to provide population and household statistics at municipal level to government and the private sector, to support planning and decision-making.

    Data from the 2011 population census (extracted from three agricultural questions included in the census) shows that 2,879,638 households out of South Africa’s total population, or 19.9% of all households, were active in agriculture for subsistence or commercial purposes.

    Only 2% of these active households reported an annual income derived from agriculture above R307,000 (US$17,000). This translates into 57,592 households that can be considered commercial farmers, with agriculture as the main or only source of household income. This corresponds in some way with the 40,122 farming businesses that are registered for VAT as noted in the 2017 agricultural census report.

    If we use the numbers from the agricultural census it is evident almost 90% of all VAT-registered commercial farming businesses could be classified as micro or small-scale enterprises. If the farm businesses excluded from the census are accounted for under the assumption that they are too small for VAT registration, then the fact still stands that the vast majority of all farm enterprises in South Africa are small family farms.

    There are, however, 2,610 large farms (with turnover exceeding R22.5 million (US$1.2 million per annum) which are responsible for 67% of farm income and employed more than half the agricultural labour force of 757,000 farm workers in 2017.

    Another way to get to farm numbers is to use the 2016 Community Survey. Using the shares as shown in Table 2, we estimate there are 242,221 commercial farming households in South Africa, of which only 43,891 (18%) are white commercial farmers. (This is very much in line with the VAT registered farmers but also acknowledging the fact that many white farm businesses are not necessarily registered for VAT.)

    Let’s consider only the agricultural households with agriculture as their main source of income, surveyed in the 2016 community survey. We end up with a total of 132,700 households, of whom 93,000 (70%) are black farmers. This reality is something that policy makers and farm organisations find very difficult to deal with and it seems that Trump also found this too good to be true.

    We have tried here in a long winded way to deal with farm numbers and how to get to a race classification of farmers in South Africa. In the end we trust that we have managed to show that there are more black farmers in South Africa than white farmers. Their share in total output is smaller than that of their white counterparts. The National Agricultural Marketing Council puts black farmers’ share of agricultural production as roughly 10%. But these numbers are also incomplete and largely an undercount.

    It will always be challenging to get to the real number of black farmers’ share of agricultural output as nobody would ever know whether the potato or the cabbage on the shelf came from a farm owned by a black farmer or a white person but operated by a black farmer, for example. As South Africans know, the labour on farms, in pack houses, distribution systems and retail are all black. So, the sweat and hard work of black South African workers are integral to the food supply chain in South Africa.

    Let’s get these facts straight and promote them honestly.

    Boston (May 28, 2025) – Senate Small Business and Entrepreneurship Committee Ranking Member Edward J. Markey (D-Mass.) today led his colleagues Senator Elizabeth Warren (D-Mass.) and Representatives Richard Neal (MA-01) and Jim McGovern (MA-02) in writing to Small Business Administration (SBA) Administrator Kelly Loeffler, slamming the closure of the Springfield, Massachusetts, SBA district office, which would leave Western Massachusetts and the Pioneer Valley without access to vital SBA services and support.

    The Trump administration is continuing its nonsensical war against small businesses, dismantling the infrastructure that supports them, and undermining the foundation of American entrepreneurship. The lawmakers urge Administrator Loeffler to stand up to DOGE, insist it reverse course, and work to keep the Springfield district office fully staffed, open, and operational.

    In the letter, the lawmakers write, “The SBA’s Springfield district office is not just a convenience for Western Massachusetts and Pioneer Valley small businesses, it is a lifeline. The district office helps build small business ecosystems by connecting rural, underserved, and emerging markets to federal resources that support local economies. The Springfield district office has served for years as an essential partner for Massachusetts entrepreneurs, offering small businesses critical guidance and expertise on applying for SBA loans and disaster relief programs, among other services. Closing this office will place a tremendous burden on small business owners, forcing them to take time away from their work and drive hours—in some cases a six-hour round trip—to the nearest SBA district office in Boston.”

    According to DOGE’s website, it has terminated 10 commercial leases in Massachusetts that house federal offices. Among the terminated leases, effective June 1, is 894 square feet of office space located at 1 Federal Street in Springfield, home to the SBA’s district office.

    There are no longer any employees working at the Springfield district office, with the last remaining staff member having left in recent weeks—and no plans exist to relocate the office and hire new employees.

    The lawmakers request responses by May 30, 2025, to questions including:

    • Who specifically authorized or approved the decision to terminate the lease for the SBA district office located at 1 Federal Street, Springfield, Massachusetts?
    • Did DOGE, SBA, or another federal agency or office initiate this decision? Did SBA object to or oppose the lease termination at any point? If so, please provide any documentation or summary of its position.
    • How does SBA plan to ensure that small business owners in Western Massachusetts, including rural and underserved areas, retain access to the in-person services previously provided by the Springfield office?
    • What accommodations, if any, will be made for small business owners who now face significant travel burdens to access SBA services in Boston or elsewhere? Has SBA considered the economic and logistical hardship the closure imposes on these small business owners?
    • Was there any public notice, stakeholder consultation, or opportunity for comment provided prior to the decision to close the Springfield office? If so, when and in what form did the notice or consultation occur? What feedback, if any, did local businesses, elected officials, or community leaders provide?

    On March 20, Senators Markey and Warren sent a letter to General Services Administration (GSA) Acting Administrator Stephen Ehikian, asking what factors went into GSA’s decision to cancel or not renew 17 leases in Massachusetts, including the Springfield District Office.

    UK reaffirms its support for Ukraine’s self-defence, while President Putin rejects ceasefire as war deepens Russia’s economic and global isolation: UK Statement to the OSCE

    UK Military Advisor, Lt Col Joby Rimmer, says that Russia’s invasion shatters European security and undermines peace. Despite President Putin’s claims, continued attacks show absolutely no intent to negotiate. The UK urges an immediate, lasting ceasefire to enable real dialogue and end the humanitarian crisis.

    Thank you, Madam Chair. The United Kingdom remains resolute in its commitment to supporting Ukraine in the face of Russia’s ongoing illegal invasion. Our immediate priority is to secure a ceasefire as swiftly as possible – one that endures long enough to create the conditions necessary for meaningful negotiations toward a robust and lasting peace.

    President Putin claims that he is interested in peace, all the while Russian attacks increasingly escalate the humanitarian crisis. These are not the actions of a government seeking peaceful resolution, but of one determined to prolong suffering and instability. Over the weekend, Russia launched a massive aerial assault involving 69 missiles and 298 drones, targeting over 30 cities and towns across Ukraine. At least 12 civilians, including children, were killed, and dozens more were injured. Kyiv was among the hardest hit, suffering casualties and significant damage during its Kyiv Day celebrations. A symbolic, cynical and deliberate act of aggression.

    At last week’s Forum for Security Co-operation (FSC), Russia accused NATO of ‘pumping up military budgets and militarising at the expense of ordinary taxpayers.’ As it continues to escalate the conflict, the economic toll on Russia’s own population is becoming increasingly severe: Interest rates in Russia have surged to 21%, reflecting deep financial instability; 40% of Russia’s federal government spending in 2025 has been committed to defence; for the first time in post-Soviet history, defence spending has exceeded social spending; Russia has depleted two-thirds of the liquid assets in its National Wealth Fund; and due to international sanctions, Russia has lost an estimated $450 billion USD in energy revenues. These figures reveal a government that clearly prioritises war over the welfare of its own citizens. The Kremlin’s choices are impoverishing Russia. We stand ready to ratchet up the pressure on President Putin with new sanctions if our calls for a ceasefire are not answered now.

    The UK stands by its economic and military support to Ukraine – a sovereign nation defending itself against an unprovoked attack. We would remind Russia, that alongside the billions already committed in aid and military assistance, the UK is also investing in Ukraine’s long-term recovery and reconstruction through non-military support. It is estimated that Ukraine’s recovery and reconstruction will require $524 billion USD over the next decade. It represents the cost of rebuilding homes, schools, hospitals, and infrastructure destroyed by Russian aggression. It is a moral and strategic investment in the future of a free and democratic Ukraine.

    The United Kingdom condemns Russia’s illegal invasion in the strongest possible terms. We will continue to stand with Ukraine – militarily, economically, and diplomatically -until peace is achieved, and Ukraine’s sovereignty is safeguarded. Russia’s invasion is a flagrant violation of international law, of the United Nations Charter and the principles enshrined in the 1975 Helsinki Final Act, to which Russia is a signatory. These principles include the sovereign equality of states, the inviolability of frontiers, and the prohibition of the threat or use of force. Russia’s actions have shattered the foundations of European security. Thank you, Madam Chair.

    Russia’s continued contravention of OSCE principles: UK Statement to the OSCE

    UK Counsellor, Ankur Narayan, says that in line with the OSCE Code of Conduct, the UK will continue to support Ukraine towards achieving a just and lasting peace, while continuing to urge Russia to return to full compliance – including withdrawing to within its own internationally recognised borders.

    Thank you, Madam Chair, for hosting this FSC Security Dialogue on the Code of Conduct on Politico-Military Aspects of Security. Thank you also to the distinguished speakers for their interventions.

    My statement today will focus on the purpose of the Code, which democratic control is designed to ensure implementation of. Namely, the commitment of States to abide by the Helsinki Final Act and to respond when these principles are breached in the OSCE region.

    As per paragraph 1 of the Code, the “implementation in good faith of all commitments” are of “fundamental importance for stability and security”, and “consequently constitute a matter of direct and legitimate concern to all of them”. As we know, the Code spells these commitments out. Commitments such as “respect for each other’s sovereign equality and individuality”. Such as “the right freely to choose its own security arrangements … to belong or not to belong to … treaties of alliance”.

    The Code explicitly states: “No participating State will attempt to impose military domination over any other participating State”. This includes not stationing armed forces in the territories of other States without a freely negotiated agreement … in accordance with international law.

    Madam Chair, as detailed at the weekly FSC, Russia remains in breach of multiple commitments in the OSCE’s Zone of Application. Namely in Moldova, in Georgia and in Ukraine.

    The Code is clear about what States must do in response: “In the event of armed conflict, they will seek to facilitate the effective cessation of hostilities and seek to create conditions favourable to the political solution of the conflict.” It adds that States are determined to “act in solidarity if CSCE norms and commitments are violated” and to “facilitate concerted responses”. It provides that States will: “consult promptly … with a participating State seeking assistance in realizing its individual or collective self-defence”. It also provides that States will “consider jointly the nature of the threat and actions that may be required in defence of their common values.”

    In line with Code, we support Ukraine to defend itself, in line with the UN Charter and Helsinki Final Act principles. In line with the Code, we commend Ukraine’s steadfast commitment to reaching a just and lasting peace. And in line with the Code, we keep on calling on Russia to withdraw fully and unconditionally, from the whole territory of Ukraine, to inside its internationally recognised borders. And to return to the path of peace, starting with an immediate, unconditional ceasefire.

    Following a ruling by a District Judge, a council tenant was evicted on Thursday 22 May, after drug-related activities and anti-social behaviour caused misery for her neighbours.

    The council was granted a possession order by York County Court to end the tenancy of Nikkita Richardson, aged 29, of Pottery Lane, York. 

    This follows reports from local residents to the Council and North Yorkshire Police about drug-taking and dealing and anti-social visitors. This led to concerns about this address being used to transport illegal drugs from one area to another – known as County Lines activities.

    The anti-social behaviour in the home and area, including loud noise and arguments at the house, disrupted and concerned local people who worried about its impact on their families.

    Following work with residents and North Yorkshire Police, City of York Council served a legal warning of eviction on Ms Richardson, which she breached on numerous occasions. The Council then applied to York County Court for authority to evict its tenant and regain possession of the property.

    After considering evidence, the District Judge granted the Council permission to evict which was done in conjunction with North Yorkshire Police officers.

    Ms Richardson was advised where she could get information on her housing options, should she need it.

    Councillor Michael Pavlovic, Executive member for Housing and Safer Communities, said: 

    Local residents’ co-operation in reporting and working with our Community Safety Hub has played a significant part in tackling this unacceptable activity in our communities. 

    “Please tell us your concerns and, as this outcome shows, we can work with you and take action.”

    Chief Inspector Ryan Chapman, Operational Commander for Neighbourhood Policing in York and Selby, said:

    County Lines drug dealing is a blight on our communities and causes a great deal of harm.

    “Together with key partners including City of York Council, we are more determined than ever to clamp down on the criminal activity and the associated anti-social behaviour.

    “We hope this latest eviction is welcomed by residents and shows that we will take all necessary action to make our neighbourhoods as safe and secure as possible.

    “There will be no let-up and we will continue to act on information provided by residents and businesses, either directly to the police or council or provided anonymously to Crimestoppers.”

    Sergeant Charlotte Gregory from North Yorkshire Police, said: 

    This address has been subject of joint work and investigations with North Yorkshire Police and City of York Council in the Community Safety Hub since August 2024 due to anti-social behaviour and drug-related concerns. The address has been a focus under Operation Titan, the York and Selby Command’s response to County Lines.

    “The support from the Court in granting the Council possession of the property shows we are continuing to respond jointly to reports and information we get in a robust manner, through various approaches.”

    An Ivorian entrepreneur who started up a snack food business with about $100, then transformed it into a multinational supplier of a popular potato chip, is crediting the African Development Bank’s Enable Youth program for his success.

    Thirty-year-old “Mon chips” brand founder Koffi Amani François Xavier told an audience Tuesday on the sidelines of the African Development Bank Group 2025 Annual Meetings, that his participation in the Enable Youth AgriPitch competition – which empowers young people in the agribusiness sector -helped him develop the skills he needed to scale up his business.

    Xavier was a featured speaker at the Annual Meetings side event focused on supporting African youth and innovation in Africa’s agriculture sector, held on Monday 26 May.  The“Mobilizing Africa’s Agripreneurs: Unleashing the Next Generation of Agricultural Innovators session showcased the transformational impact of the ENABLE Youth Program, which has supported more than 100,000 young people in agriculture across 18 African countries and has facilitated the estimated creation of 240,000 jobs.

    “Agriculture offers the largest scale and quickest wins for youth employment. That’s why the African Development Bank launched the ENABLE Youth Program in 2016. We knew that if we could support young people to become “agri-preneurs,” they would build businesses that not only feed Africa but employ millions of people,” Dr. Beth Dunford, African Development Bank Vice President for Agriculture, Human and Social Development said in her remarks.

    The side event drew policymakers, private sector leaders, development partners, young agripreneurs and other participants to share insights on scaling up youth-led agribusinesses across Africa.  Xavier not only participated in the AgriPitch competition that offers business development training, mentorship and exposure to potential investors – he was an AgriPitch winner of $25,000 two years ago.

    “Thanks to the Bank’s AgriPitch competition, we were able to modernize our production, reach 150 points of sale [stores] in Côte d’Ivoire, and establish a presence in four countries,” Xavier said. He told side event attendees that since the competition, he expanded his work force to 26 employees, 80 percent of his employees are women, and that his operations now process 50 tons of potato chips per year.

    Bank Enable Youth Coordinator Edson Mpyisi moderated a  panel on creating opportunities for youth-led agribusinesses through policy reform, financing mechanisms, private sector mentorship, and access to markets. Panelists included: Dr. Martin Fregene, Bank Director for Agriculture and Agro-Industry; Diana Gichaga, Managing Partner of Private Equity Support; Dr. Ismahane Elouafi, Executive Managing Director of CGIAR; Frank Nyabundege, Managing Director at Tanzania Agricultural Development Bank; and AgriPitch winner Xavier, whose company is registered as Etoduma SARL.

    Africa is home to the youngest population in the world – with more than 60 percent of the continent’s population under the age of 25. By 2030, one out of every two new entrants in the global labour force will come from Africa.

    The gathering also delved into the prospects of a proposed “Enable Youth 2.0” – a scaling up of Enable Youth’s success that will focus on innovative and inclusive financing, capacity building, market linkages and climate resilience. The Enable Youth Program aligns with Bank commitments under its Ten-Year Strategy (2024 – 2033) – to place youth at the center of Africa’s agricultural and economic transformation.

    Organizing or sponsoring initiatives such as the African Youth Agripreneur Forum, AgriPitch Competition, and Youth Entrepreneurship Investment Banks, the African Development Bank continues to mobilize investment, innovation, and partnerships to help realize Africa’s agrifood potential.

  • MIL-OSI Security: Eagle Butte Man Sentenced to Federal Prison for Abusive Sexual Contact

    PIERRE – United States Attorney Alison J. Ramsdell announced today that U.S. District Judge Eric C. Schulte has sentenced an Eagle Butte, South Dakota, man convicted of Abusive Sexual Contact. The sentencing took place on May 12, 2025.

    Bryant Heideman, age 25, was sentenced to two years in federal prison, followed by five years of supervised release, and ordered to pay a $100 special assessment to the Federal Crime Victims Fund. Heideman will be required to register as a sex offender under the Sex Offender Registration and Notification Act.

    Heideman was indicted by a federal grand jury in April 2024. He pleaded guilty on February 12, 2025.

    The conviction stems from an incident that occurred in November 2023 in Eagle Butte, South Dakota, on the Cheyenne River Indian Reservation. Heideman had sexual contact with the victim, who was 12 years old, after allowing her to stay in his home between November 13 and November 14, 2024.

    This matter was prosecuted by the U.S. Attorney’s Office because the Major Crimes Act, a federal statute, mandates that certain violent crimes alleged to have occurred in Indian Country be prosecuted in Federal court as opposed to State court.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse, launched in 2006 by the Department of Justice. Led by the U.S. Attorneys’ Offices and DOJ’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who exploit children, as well as identify and rescue victims.  For more information about Project Safe Childhood, please visit https://www.justice.gov/psc.

  • MIL-OSI USA: Press Release: FDIC-Insured Institutions Reported Return on Assets of 1.16 Percent and Net Income of $70.6 Billion in the First Quarter

    Net Income Increased From the Prior Quarter, Led by Higher Noninterest Income: For the 4,462 FDIC-insured commercial banks and savings institutions quarterly net income totaled $70.6 billion, up $3.8 billion (5.8 percent) from the prior quarter. The banking industry reported an aggregate ROA of 1.16 percent in first quarter 2025, up from 1.11 percent in fourth quarter 2024 and 1.09 percent in the year-ago quarter. The quarterly increase in net income was led by higher noninterest income (up $5.4 billion, or 7 percent). Gains in noninterest income were due to market movements and volatility as several large firms reported mark-to-market gains on certain financial instruments in the quarter. Lower losses on the sale of securities also contributed to an increase in net income.

    Community Bank Net Income Increased From Last Quarter: Quarterly net income for the 4,022 community banks insured by the FDIC totaled $6.8 billion in the first quarter, an increase of $621.0 million (10 percent) from fourth quarter 2024. The community bank pretax ROA increased 11 basis points from last quarter to 1.18 percent. Higher net interest income (up $315.7 million, or 1.4 percent) and lower losses on the sale of securities (up $313.7 million, 54.8 percent) along with lower provision expenses (down $249.7 million, or 19 percent) and noninterest expenses (down $423.2 million, or 2.3 percent) more than offset lower noninterest income (down $476.6 million, or 9.1 percent).

    Quarterly Net Interest Margin Ticked Down From the Prior Quarter: The industry reported a modest quarterly decline in net interest income (down $278.3 million, or 0.2 percent), as interest income decelerated slightly more than interest expense. The net interest margin (NIM) fell by two basis points to 3.25 percent, equal to the pre-pandemic average. [1] The community bank NIM of 3.46 percent increased two basis points quarter over quarter, increasing for the fourth consecutive quarter, but is still below the pre-pandemic average of 3.63 percent.  

    Asset Quality Metrics Remained Generally Favorable, Though Weakness in Certain Portfolios Persisted: Past-due and nonaccrual (PDNA) loans, or loans that are 30 or more days past due or in nonaccrual status, fell one basis point from the prior quarter to 1.59 percent of total loans. The industry’s PDNA ratio is still below the pre-pandemic average of 1.94 percent.  While banks reported quarterly decreases in PDNA of credit card loans (down $2.7 billion, or 9 basis points to 3.22 percent), and auto loans (down $2.6 billion, or 48 basis points to 2.84 percent), weaknesses persisted in certain portfolios. The PDNA rate for commercial real estate (CRE) portfolios is the highest it has been since the fourth quarter of 2014 at 1.49 percent. Multifamily CRE PDNAs have grown the most in the past year, up 88 basis points to 1.47 percent.

    The industry’s net charge-off ratio decreased three basis points to 0.67 percent from the prior quarter and is one basis point higher than the year-ago quarter. This ratio is 19 basis points above the pre-pandemic average. Most portfolios had net charge-off rates above their pre-pandemic averages including credit card loans, 123 basis points above the pre-pandemic average at 4.71 percent.  

    Loan Growth Remains Modest: Total loan and lease balances increased $62 billion (0.5 percent) from the previous quarter. The largest portfolio increases were reported in loans to non-depository financial institutions, in part due to continued reclassifications following the finalization of changes to how certain loan products should be reported. In addition to these reclassifications, commercial and industrial, and multifamily CRE contributed to the industry’s quarterly loan growth. The industry’s annual rate of loan growth in the first quarter was 3.0 percent, below the pre-pandemic average of 4.9 percent.

    Total loans at community banks increased 0.8 percent from the prior quarter and 4.9 percent from the prior year, led by increases in nonfarm nonresidential CRE loans and 1-4 family residential mortgage portfolios.

    Domestic Deposits Increased for the Third Consecutive Quarter: Domestic deposits increased $180.9 billion (1 percent) from fourth quarter 2024, rising for a third consecutive quarter. Savings deposits increased, with declines in small time deposits partially offsetting the increases. Brokered deposits decreased $14.9 billion (1.2 percent) from the prior quarter, declining for the fifth consecutive quarter. Estimated insured deposits increased this quarter (up $110.5 billion, or 1 percent).

    The Deposit Insurance Fund Reserve Ratio Increased Three Basis Points to 1.31 Percent: In the first quarter, the Deposit Insurance Fund balance increased $3.8 billion to $140.9 billion. The reserve ratio increased three basis points during the quarter to 1.31 percent.

    Change in Number of Insured Institutions: The total number of FDIC-insured institutions declined by 25 during the first quarter to 4,462. During the quarter, one bank opened, one bank failed and did not file a Call Report in the prior quarter, one bank was sold to an uninsured institution, and 25 institutions merged with other banks.

  • MIL-OSI United Kingdom: Urgent warning about the safe disposal of batteries and disposable BBQs after Leeds bin wagon fires

    Three concerning near-misses with bin wagons in the last week

    Leeds residents are being reminded about the dangers of binning batteries and hot ash from barbeques after three separate incidents in refuse collection vehicles in the last week.

    Waste crews were carrying out collections in Burmantofts, Armley and Middleton when smoke started emerging from the back of their wagons. In each case, thanks to the quick actions of the crews, the fire service was promptly called and advised tipping the smouldering waste on to the road to enable it to be safely extinguished.

    Evidence in each case appeared to show the fires were caused by either disposable barbeques or batteries from vapes or other discarded devices. Fortunately, on these occasions the crews were unhurt, and the bin wagons, roads and local properties were not damaged. The mess created in each location was cleared as soon as could be safely arranged, but not without the time and cost involved and some inconvenience to local residents and road users.

    As a result of these incidents, all residents are being reminded the best way to get rid of disposable barbeques is to let them completely cool down until at least the next day after use and to soak them in water before wrapping them in foil and disposing of them in a black wheelie bin.

    Loose batteries or devices like vapes that contain lithium-ion batteries can be safely recycled at the place they were purchased from, most supermarkets or any local household waste recycling centre in Leeds.

    Leeds City Council executive member for climate, energy, environment and green space, Councillor Mohammed Rafique said:

    “We’d like to thank all of the crews in these incidents for their quick-thinking and attentiveness as well as West Yorkshire Fire and Rescue Service for their guidance on how to handle these situations to avoid serious issues developing.

    “Fires in bin wagons or at recycling centres can be started from the smallest spark or heat source. This results in danger to our crews and staff, damaged vehicles and inconvenience for residents. We appeal to everyone to please dispose of your rubbish responsibly, taking extra care that disposable barbecues are fully cooled down and that hidden batteries in things like vapes are recycled in an appropriate battery bin. Taking the time to be vigilant helps to keep everyone safe.”

    A Material Focus local authorities survey in the UK estimated that over 1,200 fires were caused by crushed or damaged batteries in waste streams in 2023, an increase of 71 per cent from the year before.

  • MIL-OSI United Kingdom: A660: Next stage of improvements to begin from Monday 2 June

    Leeds City Council is to begin the latest stage of its £10.4m improvement works along the A660, improving safety for pedestrians and cyclists and helping speed up bus journeys between Headingley and the city centre.

    Starting from Monday 2 June, works will begin to deliver a segregated inbound and outbound cycle track on both sides of the road, change pedestrian crossings outside the Arndale Centre and The Original Oak to toucan crossings, along with a major upgrade of both  the junctions of Hyde Park Corner and North Lane.

    Other improvements include introducing a 20mph speed limit between Shaw Lane and St. Michael’s Road, wider pavements and continuous crossings at most junctions, upgrading bus stops and shelters, and providing better access to public transport outside the Arndale Centre.

    From Monday 16 June, the junction of St. Michael’s Road and the A660 will be permanently closed to motor vehicles, with the area being transformed into a public space following a public consultation which saw 57% of responses backing this particular proposal.

    The junction of the A660 with Regent Park Avenue will also be closed to motor vehicles from 30 July, and the existing left turn road closure from Woodhouse Street to A660 Woodhouse Lane will also be made permanent, with greenery and space for outdoor dining.

    The improvements are funded by a £10.4m grant from Active Travel England, with this phase of work being delivered by construction partners Hinko Construction.

    The works aim to improve safety for pedestrians and cyclists along a route which saw 172 casualties between 2016 and 2021, encouraging people to choose more active and sustainable methods of travel which can boost health and wellbeing and help tackle climate change. They follow previous phases which were completed earlier this year, with 63% of respondents supporting the overall proposals during public consultation.

    Deputy Leader and executive member for economy, transport and sustainable development, Councillor Jonathan Pryor, said:

    “The A660 is one of our city’s busiest routes with thousands of people walking between north Leeds and the city centre every day, along with more than 1,000 cyclists daily and a high number of cars and buses.

    “It’s important that we make these improvements so it’s safer for everyone using it, helping to meet our Vision Zero strategy goal of eliminating road deaths and serious injuries on Leeds’ roads by 2040.

    “As with any scheme of this nature there is likely to be some disruption during construction, but we will work to keep this to a minimum, so we are encouraging people to plan ahead when travelling along this route.”

    The works are expected to be completed by summer 2026, with several measures being put in place to minimise disruption wherever possible.

    The majority of works will be carried out between 9.30am and 3.30pm on weekdays. In some instances, to ensure safety lanes will be narrowed where traffic will continue to flow in both directions.

    In some instances, temporary traffic lights will be required which will take the road down to a single lane, and there will also be some temporary road closures in place. This is likely to lead to delays.

    Bus routes will not be affected but there will be some temporary bus stops in place.

  • MIL-OSI Global: Is Vladimir Putin’s indiscriminate bombing of Ukrainian civilians ‘crazy’? It’s more a sign of impatience

    United States President Donald Trump was “not happy” with his Russian counterpart, Vladimir Putin, this week.

    For three consecutive nights, from Friday to Sunday, Russia launched about 900 drones and scores of missiles at Ukraine. At least 18 people were killed, including three children.

    “We’re in the middle of talking and he’s shooting rockets into Kyiv and other cities,” Trump told reporters on Sunday, after Putin ordered the largest air assault on Ukraine’s civilians in its three-year war.

    Following up on his remarks, Trump posted on social media that Putin had “gone absolutely CRAZY!”

    Putin is not crazy. He is a tactician with a long-term goal: to make Russia a great power again and secure his place in the history books as the re-builder of Russia’s imperial might.

    Trump announced after a phone call with Putin on May 19 that Russia and Ukraine would “immediately start negotiations” towards a ceasefire.

    With his latest air campaign on Ukraine, however, Putin is threatening to destroy the goodwill he’s built up in Washington, where Trump has been consistently soft on Russia and tough on his allies.

    So, what is Putin’s strategy? Why is he launching these massive air bombardments on Ukrainian civilians now?

    Putin sees weakness in the West

    One theory is these attacks are somehow preparations for a major offensive. That makes little sense.

    Attacking military facilities, weapons depots or even frontline troops are useful preparations for an impending attack. Indiscriminate bombing of civilians, meanwhile, is a sign of either desperation or impatience.

    Britain and the US bombed German cities during the second world war because they had no alternatives until they built up enough capacity to transport land forces across the sea to invade the continent.

    The US also sent bombers to Japan in the final stages of the war because the American public became tired of seeing their sons, husbands, brothers and fathers die on Pacific islands they had never heard of. The war had dragged on forever by this point, and there seemed no end in sight.

    Is Putin desperate or impatient? Likely the latter.

    From the perspective of the Kremlin, Russia’s strategic situation is as good as it has been for years.

    The US is trying to destroy itself through trade wars and boorish diplomacy. Trump clearly dislikes Ukrainian President Volodymyr Zelensky and hopes the war will somehow end if he just demands it.

    Europe is continuing to back Ukraine. However, for the time being, it still needs US support because its entire security structure is built around NATO and US strength, both economic and military.

    What Putin sees when he surveys the international scene is weakness. In his thinking, such weakness needs to be exploited – now is the time to hurt Ukraine as much as possible, and hope it will crack. Analysts call this a “cognitive warfare effort”.

    Indiscriminate air war on civilians is the only means Putin currently has to pressure Ukraine. His army has been advancing, but painfully slowly. There is no breakthrough in sight, even once the spring muds dry and the summer fighting season starts in earnest.

    Russia has gradually advanced in Ukraine throughout 2024, but with no perceivable change in the overall situation. Putin does not command precision weapons or super spies, which he could use to take out Ukraine’s leadership.

    All he can do is rain death on women, children and the elderly from relatively cheap, unsophisticated weapons, such as drones. He now has these in large supply, thanks to ramping up military production at home.

    Bombing campaigns do not end wars

    A strategic air war on civilians seldom works, however.

    Japan’s surrender in 1945 is an exception, but it is misleading in many ways. The Americans had flattened Japan’s cities for a while already, just not using their new atomic weapons. Japan had already lost the war and the real question was if there would be a bloody US invasion or surrender.

    And as the US dropped its two nuclear bombs in August of that year, the Red Army joined the fight, racing across Manchuria to help occupy Japanese territories.

    In Germany, the British-American bombings from 1942 onwards certainly had an effect on war production, as they killed workers and destroyed factories. But they did not incapacitate the German army and certainly did not break morale.

    Instead, the bombings led to embitterment and a closing of ranks around the regime. German society fought to the last moment. It did so not just despite, but because of the air war. The German army was eventually defeated by the ground troops of the Red Army, who took Berlin in an incredibly bloody fight.

    Other historical failures are even more spectacular. The US air force dropped 864,000 tons of bombs on North Vietnam during an air campaign of more than 300,000 sorties lasting from 1965 to late 1968. The North Vietnamese lost maybe 29,000 people (dead and wounded), more than half of them civilians. The Americans and their South Vietnamese allies still lost the war.

    Putin’s air war will likely follow the historical pattern: it has further embittered the Ukrainians, who know very well that what comes from the east is not liberation.

    Another summer of fighting lies ahead. Ukraine’s friends in the democratic world need to urgently redouble their efforts to support Ukraine. The misguided hopes that Putin would somehow “make a deal” lie under the rubble his drones leave behind in Ukraine’s cities.

  • MIL-OSI Africa: Tackling human trafficking

    Gone are the days when human trafficking felt like an obscure crime that occurs under the cover of night in far off places we have never heard of. 

    Every so often we hear of suspected human trafficking cases, and it is likely that you and I could have already interacted with a trafficked person(s) without even knowing it.

    This as police rescued 44 illegal immigrants who were found locked in a house in Gauteng’s Parkmore suburb recently.

    It was also reported in March that over 30 Ethiopian nationals were able to escape from a house in Johannesburg’s Lombardy East. In that case, it is suspected that the 30 were victims of a human trafficking syndicate.

    In January, over 20 Ethiopians were rescued from a house in Johannesburg. The rescue followed a similar one in August 2024 where 82 Ethiopians were also found at a house in Johannesburg.

    Additionally, human trafficking does not only take place on home soil. In March, the Department of International Relations and Cooperation (DIRCO) confirmed that 23 South Africans who were part of a group of 7000 people from various countries, were rescued from Myanmar.

    Before leaving South African shores in 2024, the men and women were lured by an employment agency to Thailand under the pretences of lucrative jobs that were advertised on various social media platforms.
    According to DIRCO, the adverts promised the victims good salaries, free accommodation, comprehensive travel expenses, and other lucrative benefits. However, once in Thailand, they were transported to Myanmar against their will.

    They were held captive for more than four months in a cybercrime compound in Myanmar, which borders Thailand. 

    “The crime of human trafficking is a hidden one. It is a very different one in the sense that you are given promises of a better life through whatever means elsewhere. You wilfully participate in those engagements without knowing that as soon as you arrive at your destination, what you have been promised is no longer there,” said Deputy Director-General (DDG) Lucky Mohalaba.

    Mohalaba is the DDG for Court Administration at the Department of Justice and Constitutional Development (DOJ&CD).

    “The courts are currently dealing with those matters [of human trafficking] and it ranges from sexual exploitation to forced labour,” he said in an interview with SAnews.

    Legislation

    He added that there are other forms of crimes in relation to the “Trafficking in Persons Act which may include harbouring, transporting [and] assisting in whatever form that those who have been trafficked are able to be moved around within our borders.”

    This as the objects of South Africa’s Prevention and Combating of Trafficking in Persons Act 2013, among others, are to give effect to the country’s obligations concerning the trafficking of persons in terms of international agreements and to provide for the prevention of trafficking in persons and for the protection of and assistance to victims of trafficking, among others.

    According to the legislation, any person who delivers, recruits, transports, transfers, harbours, sells, exchanges, leases or receives another person within or across the borders of the Republic, by means of the threat of harm, abduction and kidnapping among others, for the purpose of any form or manner of exploitation, is guilty of the offence of trafficking in persons.

    It also states that any person who adopts a child, facilitated or secured through legal or illegal means; or concludes a forced marriage with another person, within or across the borders of the Republic, for exploitation purposes of that child or other person in any form, is guilty of an offence.

    A person convicted of an offence of trafficking (by delivering, recruiting, transporting transferring harbouring and selling among others another person by means of a threat of harm, fraud and kidnapping among others, is liable to a fine not exceeding R100 million or imprisonment, including imprisonment for life, or such imprisonment without the option of a fine or both.

    According to the National Prosecuting Agency, the passing of the trafficking legislation is a result of South Africa’s ratification of the Protocol to Prevent, Suppress and Punish Trafficking in Persons, especially women and children.

    Additionally, the United Nations Office of Drugs and Crime (UNODC) said the protocol -which was adopted by the United Nations in November 2000 – is the world’s primary legal instrument to combat human trafficking.

    Mohalaba stressed that government is tackling human trafficking.

    “What we can say to the public is that government is doing quite a lot of work in relation to this matter. But working together with civil society as well as communities, as a department we are of the view that we can do a lot to further curb instances and the incidence of trafficking in persons in South Africa,” he said from his office at the DOJ&CD.

    Increased effort 

    There is tangible evidence that the work government is doing in this area is paying off with the county having moved to a better spot on the United States of America’s (USA) annual Trafficking in Persons (TIP) Report.

    In 2024, South Africa moved from Tier 2 Watch List of the report to Tier 2. 

    Released in June last year, the report, which is available on the US Department of State website among others, notes that while South Africa does not “fully meet the minimum standards for the elimination of trafficking… [it] is making significant efforts to do so.”

    “The government demonstrated overall increasing efforts compared with the previous reporting period; therefore South Africa was upgraded to Tier 2. These efforts included increasing prosecutions of traffickers; identifying and referring more trafficking victims to protection services; and increasing the number of shelters available to assist trafficking victims,” the report stated.

    It also took note of government’s National Inter-Ministerial Committee for Trafficking in Persons (NICTIP) to strengthen anti-trafficking efforts which included the Border Management Authority, the Anti-Money Laundering Integrated Task Team and the Financial Intelligence Center.

    He said that work done includes ensuring that there is domestic legislation in place that deals with trafficking in persons and that the country has in place mechanisms to identify, assess victims or suspected victims of trafficking and ensuring that there are shelters to accommodate victims while court processes continue.

    “As a result of our responses, we moved to Tier 2 as these are some of the issues the country has addressed. Of course, our aim is to ensure that we move a level higher up which will include putting more effort into ensuring that there’s appropriate training for officials that are dealing with these matters.  We are working on this,” he explained.

    According to the TIP, the placement of countries into various tiers is not based on the size of a country’s problem “but on the extent of government efforts to meet the Trafficking Victims Protection Act’s (TVPA) minimum standards for the elimination of human trafficking.”

    These standards include the prohibition of severe forms of trafficking in person and punishing acts of such trafficking.
    Tier 2 Watch List countries are those whose governments don’t fully meet the TVPA’s minimum standards but are making moves to “bring themselves into compliance” with the standards.

    Tier 2 countries are those whose governments do not fully meet the minimum standards but are making significant efforts to bring themselves into compliance. Additionally, Tier 1 countries are those in which governments fully meet the minimum standards for the elimination of trafficking.

    The TIP also has Tier 3 countries whereby governments do not fully meet the minimum standards and are not making significant efforts to do so.

    Mohalaba added that the NICTIP which the department and the NPA are co-chairing, is “seized with coordinating a lot of efforts around the trafficking in persons across the country.”

    “It also includes NGOs [non-government organisations] who take part in the discussions so that all of us working together are able to move our country forward and prevent this scourge in trafficking of persons.”

    The report however flagged several issues including that law enforcement did not have the capacity and training to refer victims of trafficking to care and that victim services remained insufficient among others.

    The report states that over “180 countries have ratified or acceded to the United Nations (UN) Protocol to Prevent, Suppress and Punish Trafficking in Persons (the UN TIP Protocol), which defines trafficking in persons and contains obligations to prevent and combat the crime.”

    Collaboration 

    South Africa’s Parliament passed the Prevention and Combating of Trafficking in Persons, 2013 Act which came into operation in August 2015.

    “Again, we must appreciate the collaboration amongst the law enforcement agencies and particularly communities and civil society to ensure that these serious matters are addressed.

    The act requires the DOJ&CD to develop the draft National and Policy Framework (NPF) which also requires the Minister of Justice to table the approved NPF in Parliament within one year after the commencement of the Act.

    Added to that, the NFP is to be reviewed within three years after its publication in the government gazette and at least once every five years thereafter. The first NPF was approved by the Justice Crime Prevention and Security (JCPS) cluster in 2019 with the revised one having been approved by Cabinet in August 2023. It was tabled in Parliament in February 2024.

    The framework comprises four pillars – namely: prevention, protection, prosecution and partnerships.

    “Trafficking is an international crime, and States have been encouraged to put in laws that deal with this. We are using the NFP to compliment the legislation working together with civil society to make sure that we combat and deal with issues of trafficking in persons,” said the DDG.

    The NPF states that trafficking in persons is a “serious crime and a grave violation of human rights posing a serious challenge to communities and to society at large.”

    In the document, government states that it is committed to preventing trafficking, as well as to assist and protect victims and to prosecute perpetrators.

    “People go to great lengths to ensure that when people are trafficked, that it falls within the ambit of organised crime. We really want to appeal to the public that we should be vigilant when we see instances of people being trafficked in our villages, townships, in towns or any other areas we see the potential of people being trafficked,” said the DDG.

    He added that the review of the policy framework will be made in 2027.

    Government has extended its deepest condolences to the family, friends and colleagues of veteran broadcaster Darren Scott, who has passed away after a long and courageous battle with cancer. 

    Scott was diagnosed with stage 4 malignant melanoma, a battle he fought for many years.

    The Hot 102.7FM presenter was a household name whose voice and presence shaped South African radio for over four decades. 

    In a statement on Wednesday, Government Communication and Information System Acting Director- General Nomonde Mnukwa said Scott’s legacy as a broadcaster and passionate storyteller will forever be remembered.

    “His talent and versatility earned him over 30 Liberty Radio Award nominations and 14 wins, including multiple Best Breakfast Presenter accolades. 

    “His legacy as a broadcaster and passionate storyteller will forever be remembered. May his soul rest in peace,” Mnukwa said. 

    On Tuesday, Hot 102.7FM said he was a beloved voice on the airwaves who had showed grit, humour and determination in dealing with his illness.

    The station said he will be remembered for his passion for radio, wit, creativity and charitable work.

    Scott marked 40 years in radio last year and was inducted into the Radio Awards Hall of Fame, which Hot 102.7FM said was a fitting honour for a man who gave everything to the medium he loved.

    The station added that Scott was many things: a gifted communicator, a music lover, a sports encyclopaedia, a deeply spiritual soul, and a loyal friend. But above all, he was radio. 

    Over the course of four decades, he made his mark at some of the country’s most recognisable stations from Radio Bop and 5FM to Jacaranda, East Coast Radio, and eventually HOT 102.7FM, where his voice became a cornerstone of the brand. – SAnews.gov.za

    President of the Republic of Palau Surangel S. Whipps, Jr. and his delegation concluded a successful state visit to Taiwan on the morning of May 24. Following President Lai Ching-te’s December visit to Pacific allies entitled “Smart and Sustainable Development for a Prosperous Austronesian Region” and Minister of Foreign Affairs Lin Chia-lung’s January trip to Palau as special presidential envoy and head of an industrial fact-finding mission, this visit marked the further deepening of diverse and robust cooperation between Taiwan and Palau under the Diplomatic Allies Prosperity Project. It also underlined the significant accomplishments that the two countries had achieved thanks to their staunch commitment to jointly promoting sustainable development. 

    During his visit, President Whipps met with President Lai, attended a state banquet, and together with President Lai witnessed the signing of bilateral agreements on technical cooperation and diplomatic staff training and cooperation. Accompanied by Minister Lin, President Whipps also visited industries related to the Diplomatic Allies Prosperity Project in central and southern Taiwan.     Gov. Kelly Armstrong has directed all U.S. and North Dakota flags to be flown at half-staff on Thursday, May 29, and encourages North Dakotans to do the same at their homes and businesses, as a mark of respect as state Rep. Cynthia “Cindy” Schreiber-Beck of Wahpeton is laid to rest.

    Schreiber-Beck died May 18 at age 70. She had served in the state House of Representatives since 2015 and also served as executive director of the North Dakota Agricultural Aviation Association for nearly four decades and as a commissioner on the North Dakota Aeronautics Commission from 1997 to 2022.

    Armstrong directed flags to be flown at half-staff on the day of Schreiber-Beck’s burial, which will take place during a private ceremony Thursday in Wahpeton. Funeral services will be held at 4 p.m. Wednesday at the Fargo Air Museum, 1609 19th Ave. N., with visitation starting at 2 p.m.

  • MIL-OSI United Kingdom: Work on new base for Plymouth’s athletes gets underway

    A new home for Plymouth’s athletes is getting on track with work starting on the concrete foundation for their new pavilion.

    Councillor Sue Dann, Cabinet Member for Customer Services, Sport, Leisure and HR and OD, started the big dig to mark the start of work which will see foundations laid and services run into the site.

    The preparation work is being carried out as part of a massive city investment in sports and wellbeing at the former Brickfields Sports Centre and wider site.

    Now called Foulston Park, the ambitious project has been delivered through a partnership involving Plymouth Argyle, Argyle Community Trust, Plymouth City Council, Plymouth Albion RFC and Devonport Community Leisure Limited.

    City of Plymouth Athletics Club is also a key stakeholder and as part of the extensive negotiations that enabled the redevelopment to go ahead, surrendered the lease on their old club house in return for support for a new pavilion to be built.

    The old pavilions was a wooden clubhouse on land on the other side of the car park, but their new home will be track side, with the Foulston project contractors preparing the land for foundations and utilities to run into the new building.

    The new pavilion is a steel fabricated unit and will be installed over the summer. Costing in the region of £50,000, it has been funded through grants from Plymouth City Council, the Armada Athletics Network and the club.

    Chair of the club, Paul Crutchley said: “This is a very exciting time for the club and is something we have wanted to see happen for a long time. Having the pavilions and a modernised weight and gym facility closer to the track will enable athletes and coaches to train more effectively as well as providing a focal point for the athletic community and support athlete rehabilitation.”

    Getting the pavilion installed is just part of the job. Work needs to be carried out to transform the interior, with plans for a small kitchen, a separate meeting room and small storage room – work he is hoping to persuade club volunteers to help with.

    Councillor Sue Dann said: “There are around 330 club members with aspiring athletes and a host of volunteers who give up their time to support, coach and encourage people of all ages and ability on their athletic journey.

    “They do an incredible job and are truly unsung heroes! It’s good to be able to make their life a little bit easier with the new pavilion. As a city we have committed to being a great place to grow up and grow old and access to great facilities is part of this commitment.

    “We want Foulston Park is be a place where everyone can enjoy keeping fit and well – whatever their chosen activity!”

    Mark Lovell, Chief Executive Officer at Argyle Community Trust added: “We are proud to have already supported the health and wellbeing of hundreds of people across the city since opening The Hub at Foulston Park just a couple of months ago.

    “The gym is providing best in class equipment in an inclusive environment to support fitness journeys and the range of fitness classes means there’s something for everyone.

    “The athletics track is an extremely important and popular part of this as we continue to support local athletes and position Foulston Park as a destination for creating opportunities and inspiring people of all ages and abilities through sport.”

    This is another step in the wider Foulston Park development due to finish late summer 2026. The Hub opened its doors at the end of March and offers a range of health and wellbeing opportunities, including a state-of-the-art gym, physical activity programmes, mental health support, youth and veterans’ programmes and life skills training.

    Much more than just a fitness centre, it has been designed as a friendly and welcoming space for all, whether people are looking to get fitter and healthier, connect with others or simply enjoy a safe and supportive environment. Once complete the park will also see:

    • A new permanent home for Plymouth Argyle’s Academy and Plymouth Argyle Women
    • Extensive community and sport facilities which will include:
      • New grass and all-weather 3G pitches
      • Play zone exclusively for public use

    Tears are usually seen as a sign of sadness or pain, but it’s not uncommon for people to cry during life’s most joyful moments: weddings, births, reunions, sporting triumphs, or even just an unexpected act of kindness.

    These “happy tears” seem contradictory, but they offer a fascinating window into how the human brain handles intense emotion.

    Crying is a complex biological response to emotional overload – and it doesn’t discriminate between good and bad feelings. Whether triggered by grief or elation, tears are often the result of our brain attempting to process more than it can manage in the moment.

    Both positive and negative emotions activate the limbic system, the part of the brain involved in processing feelings and memory. Within this system, the amygdala – an almond-shaped cluster of neurons – acts as an emotional alarm bell, detecting arousal and signalling the body to respond.

    When highly stimulated, the amygdala activates other brain areas including the hypothalamus, which controls involuntary physical functions like heartbeat, breathing and tear production.

    Another key structure is the anterior cingulate cortex, which plays a role in emotion regulation, decision-making and empathy. It helps coordinate the brain’s response to emotional conflict, such as experiencing joy and sadness at the same time. These overlapping pathways explain why a sudden surge of happiness can still produce a reaction typically associated with distress.

    The limbic system explained.

    Scientists believe happy crying is a form of emotional homeostasis: a way of bringing us back to equilibrium after an emotional high. Crying activates the parasympathetic nervous system, which slows the heart rate and relaxes the body after the adrenaline spike of intense feeling. In other words, tears help us calm down.

    This idea of “resetting” isn’t unique to happiness. Crying in response to stress or trauma serves a similar purpose. What’s striking about happy crying is how it illustrates the body’s effort to balance opposing forces: relief after fear, gratitude after hardship, pride after struggle.

    Happy tears

    So-called “happy” tears are rarely just that. Often they emerge from a blend of emotions. For example, a parent watching their child graduate may be proud, nostalgic, and a little melancholic all at once. A long-awaited reunion might stir joy and the pain of absence. Psychologists refer to this as a dual-valence response – an emotional state that contains both positive and negative elements.

    These emotional blends engage memory systems as well, particularly the hippocampus, which processes and retrieves personal history. That’s why a joyful moment can unexpectedly bring a lump to the throat – it activates memories of previous loss, struggle or longing.

    Interestingly, humans are the only animals known to shed emotional tears. While many mammals produce reflex tears to lubricate the eye, only humans cry in response to emotion. This probably evolved as a form of non-verbal communication, especially in early social groups.

    Tears signal vulnerability, authenticity and emotional depth. Crying during joyful moments demonstrates to others that something profoundly meaningful has occurred.

    In this way, happy crying can strengthen social bonds, invite empathy and create shared moments of catharsis. Research has even shown that people are more likely to offer help to someone who is crying, regardless of whether the tears are sad or joyful.

    So why do we cry when we’re happy? Because happiness is not a simple emotion. It is often tangled with memory, relief, awe and the sheer weight of meaning. Tears are the brain’s way of processing this complexity, of marking a moment that matters, even when it’s joyful. Far from being a contradiction, happy tears remind us that emotional life is rich, messy and above all deeply human.

    Bill Summary

    H.R. 980 would expand the types of flight training available to veterans under the Veteran Readiness and Employment (VR&E) program and extend the reduction of pension payments from the Department of Veterans Affairs (VA) for veterans and survivors who reside in Medicaid nursing homes. The bill also would establish new outreach requirements for VA related to the VR&E program.

    Estimated Federal Cost

    The estimated budgetary effects of H.R. 980 are shown in Table 1. Over the 2025‑2035 period, the bill would change net direct spending by less than $500,000 and increase spending subject to appropriation by $137 million. The costs of the legislation fall within budget functions 550 (health) and 700 (veterans benefits and services).

    Flight Training.Veterans with service-connected disabilities that negatively affect their ability to work can receive vocational rehabilitation services such as educational assistance, job training, skills counseling, and independent-living services. For veterans pursuing education or training programs, VA pays their tuition, fees, and related costs as well as housing allowances. Under current law, the benefit can be used for flight training that leads to a college degree; section 3 would allow veterans to use the benefit for flight training programs that do not lead to a degree. (Non-degree flight training programs are often provided by vocational pilot schools rather than colleges or universities; they issue licenses or certifications upon successful completion.)

    Using information from VA on the number of students using the Post-9/11 GI Bill for non‑degree flight training, CBO expects that roughly 120 veterans who would not otherwise receive vocational rehabilitation would pursue such training under the bill each year, at an average annual cost of $18,300 per person. As a result, CBO estimates that enacting section 3 would increase direct spending by $24 million over the 2025-2035 period.

    Pensions. Under current law, VA reduces pension payments to veterans and survivors who reside in Medicaid nursing homes to $90 per month. That required reduction expires November 30, 2031. Section 5 would extend that reduction for six months through May 31, 2032. CBO estimates that extending that requirement would reduce VA benefits by $10 million per month. (Those benefits are paid from mandatory appropriations and are therefore considered direct spending.) As a result of that reduction in beneficiaries’ income, Medicaid would pay more of the cost of their care, increasing spending for that program by $6 million per month. Thus, enacting section 5 would reduce net direct spending by $24 million over the 2025-2035 period.

    Spending Subject to Appropriation

    Section 4 would require VA to hold monthly informational sessions with school officials to answer questions concerning the VR&E program and to offer in-person or virtual briefings for veterans regarding VR&E services. CBO estimates that VA would need two trained outreach specialists at each of its 56 regional offices to provide those activities. Using information on VA personnel expenses, CBO estimates that implementing section 4 would increase spending subject to appropriation by $137 million over the 2025‑2035 period (see Table 3).

    Pay-As-You-Go Considerations

    The Statutory Pay-As-You-Go Act of 2010 establishes budget-reporting and enforcement procedures for legislation affecting direct spending or revenues. The net changes in outlays that are subject to those pay-as-you-go procedures are shown in Table 2.

  • UPSC launches new online application portal to streamline exam registration process

    In a significant move to improve the examination process for aspirants, the Union Public Service Commission (UPSC) has launched a new Online Application Portal, effective from May 28. The portal is designed to simplify and speed up the registration and application process for various UPSC examinations, making it more user-friendly and efficient.

    The new portal, available at [https://upsconline.nic.in](https://upsconline.nic.in), has been structured into four key sections presented as separate cards on the homepage. These include Account Creation, Universal Registration, Common Application Form, and Examination.

    The first three sections contain details common to all exams and can be completed at any time, allowing candidates to register their information in advance. Only the fourth section, related specifically to each examination, needs to be filled in when an exam is officially announced. This section will include the exam notification, application form, and application status.

    This setup allows candidates to complete most of the application process ahead of time, helping them avoid last-minute delays and ensuring they are prepared as soon as a new examination is announced. The system enables the reuse of personal and academic information, making the process faster and reducing errors.

    All candidates are required to freshly register on the new portal and fill out their profiles and applications. The older One Time Registration (OTR) system will no longer be applicable. The portal offers detailed instructions on its homepage and within each section to assist candidates with application submission and document uploads.

    Applicants are strongly encouraged to use their Aadhaar Card as their primary identity document during the registration process. Using Aadhaar will allow for quick, seamless authentication and verification of identity and details, creating a permanent and unified record for use across all future UPSC examinations.

    The new portal will be used for the first time for applications to the Combined Defence Services (CDS) Exam-II, 2025, and the National Defence Academy & Naval Academy (NDA & NA) Exam-II, 2025, both of which are being notified on May 28, 2025.

    With this digital reform, UPSC aims to bring greater transparency, convenience, and efficiency to its recruitment process, supporting the broader push toward digital governance in public service administration.

  • MIL-OSI Global: Hockey night in Belfast? How Canada’s sport could be bridging longtime sectarian divides

    In its simplest form, the protracted tensions in Northern Ireland have at their foundation two separate sectarian identities deeply divided over how, and by whom, they are governed — Protestant/Unionist populations wishing to maintain British rule and Catholic/Nationalists desiring a united Ireland.

    The 1998 Good Friday Peace Agreement brought an end to armed hostilities that devastated cities and towns through years of urban guerilla conflict. Yet divisions remain sewn into the everyday lives and patterns of the Northern Irish people — 90 per cent of students attend segregated schools and there are few friendships spanning the sectarian divide.

    One setting sits identifiably apart from these entrenched divisions: the ice hockey arena. Now in their 25th season, the Belfast Giants, Ireland’s only professional hockey team, impressively draws an average of 6,480 spectators to their games. They’ve also built a large and enthusiastic fan base known as the “Teal Army.”

    As a spectator sport with limited opportunity to play the game competitively and no significant history on either side of the conflict, the hockey arena has emerged as something of a neutral ground where fans from different backgrounds come together side-by-side.

    The arena is a place where symbols of division, so common across Northern Ireland via flags, murals and graffiti, are not allowed.

    The lack of a historical association with one side of the conflict, the fact that the sport is played predominantly by men from outside Northern Ireland — mostly from North America and Scandinavia — and a name and logo rooted in the shared regional lore of mythical giant Finn McCool has allowed the team to forge its own path post-peace agreement.

    The Friendship Four

    In 2015, after years of planning, the Belfast Giants hosted the inaugural Friendship Four hockey tournament.

    Held over the American Thanksgiving weekend, the tournament has since become an annual event that sees four Division I hockey teams from American universities come to Belfast for a two-day experience that includes intercultural exchange, educational visits to local schools and a hockey tournament.

    Since the tournament began, it has hosted teams from the New England and Boston areas as a means of fostering stronger ties between the sister cities of Belfast and Boston.

    In 2024, the Friendship Four tournament notably included a school with a long association with Ireland, the University of Notre Dame. As a prominent American Catholic university with a team name — the Fighting Irish — that is directly connected to the island’s divisive history, the team’s inclusion in the Friendship Four had the potential to tarnish the neutrality of the event.

    Controversial social media post

    As a researcher who has engaged significantly with supporters of the Belfast Giants, and as an alumnus of the University of Notre Dame, this tournament drew me to Belfast.

    Before the 2024 tournament in November, the Notre Dame Hockey account posted guidelines on X for their supporters in Belfast, including an image of what to wear, and what not to wear, around the city. It noted: “Just a reminder to avoid our Irish symbolism, that may be deemed offensive to some, while out around town.”

    The post was deleted a few hours later, and an apology was issued acknowledging the tournament was meant to build bridges, not stoke division. Nonetheless, the original post drew significant attention and criticism.

    Belfast media and British news outlets picked up the story about the Notre Dame post. Many of the comments on social media about the story were situated in ethno-sectarian views or pointed fingers of blame.

    The outrage that greeted the Notre Dame X post demonstrates the tension and complexity of identity and symbols in Northern Ireland. But it thankfully wasn’t replicated in the Belfast hockey arena because the groundwork of social capital among hockey fans in the city has been built over the last 25 years.

    ‘Game on!’ and getting on with it

    On Nov. 29, 2024, the Notre Dame team took to the ice to play against Harvard without any extra fanfare.

    The afternoon game was filled with school groups carrying homemade signs and cheering for the teams whose players had visited their schools earlier in the week with overt hopes of seeing themselves on the jumbotrons. The game could have been in Saskatoon given the lack of any sectarian tensions.

    In an age of rising polarization and lack of human connection, the hockey arena in Belfast is worthy of attention.

    Hallmarks of post-conflict reconstruction include the development of a shared understanding of the truth about past events and directly engaging with contested acts and issues. Neither effort has been particularly well-executed in Northern Ireland.

    Nonetheless, as people wait for a more fulsome peace in the region, they have managed to live peacefully side by side in places like the Belfast hockey arena.

    As peace and conflict research continues its attempts to understand how those in conflict-affected communities navigate their everyday lives, the importance of non-traditional, non-partisan activities that can bridge divides should not be overlooked.
