    Washington, DC — Congresswoman Marcy Kaptur (OH-09), Ranking Member of the Energy and Water Development and Related Agencies Subcommittee, delivered the following remarks at the subcommittee’s fiscal year 2026 budget hearing for the Army Corps of Engineers (Civil Works) and the Bureau of Reclamation:

    Thank you, Mr. Chairman. Good morning, everyone. Thank you for joining us. You build America, and we respect that. I welcome this opportunity to examine recent actions for the budget requests for the Corps of Engineers and the Bureau of Reclamation.

    Thank you to our witnesses for devoting your lives to the nation and for joining us today. Your agencies play a critical role in developing the resources of our land while mindful of our obligations to future generations. Your vital work strengthens our economy, sustains life on Earth, and ensures public safety against the now constant onslaught of both increasing natural and human-caused disasters across our country, which is growing in population, headed to half a billion people. For example, the Corps played a vital role in clearing the waterways after the Key Bridge collapse in Baltimore. Thank you so much. And you are currently carrying out wildfire debris removal in Los Angeles County. Thank you for your exemplary service to our country. You hold us together, and all those who serve in the Corps and the Bureau.

    The proposed cuts to the US Army Corps of Engineers and the Bureau of Reclamation are not just misguided — they are dangerous. Slashing their budgets and eroding their workforce endangers people’s lives and public safety, undermines economic growth, and weakens our national — the national welfare of the country — in the face of climate change.

    Let’s start with the Corps of Engineers. Your work is not just about dams and levees. It’s about protecting lives and building America’s public infrastructure to manage flood control systems that safeguard our communities from the devastating effects of extreme weather. And we saw that this past week, with the terrible tornadoes from St. Louis and all surrounding states.

    Along the shores of Lake Erie — the largest freshwater system in the world — we know what’s at stake. Erosion, rising lake levels, the problems with algal blooms, and increasingly violent storms threaten homes, businesses, and public assets. We cannot build a safe and a habitable environment for our growing population on shrinking budgets and shrinking staff.

    In the Great Lakes region, modernization of projects like the Soo Locks are a prime example of long overdue investments that will turbocharge our economy. One hundred percent of America’s domestic iron ore passes through the Soo Locks. Think about how important that makes this strategic infrastructure.

    Steel is a $500 Billion industry, it supports 123 thousand middle-class jobs, and I’m a strong advocate for reshoring the US steel industry and growing those numbers, but we have to modernize the shipping lanes and the waterways, and our ports, for today and the future. This project will ensure our heartlands’ maritime, industrial, agricultural, and commercial products are safe and efficiently moved.

    Think about our region, it is the shortest distance by way of the Atlantic Ocean to the ports of northern Europe and beyond. Canada, the Great Lakes, and St. Lawrence Seaway hasten global trade, and President Eisenhower understood its place within our continental enterprise and global defense. So must we, as we witness the dawn of the new arctic age.

    Similarly, the Brandon Road project, aims at arresting the potential enormous economic and environmental damage that can be unleashed by the invasion of the Asian carp. They could exterminate local and regional aquatic fish and species, and that would be devastating to our Great Lakes’ $7 Billion fishery and its $16 Billion recreational boating industry. These are astounding numbers.

    The Corps of Engineers has a return on investment of over 200 to 1 in terms of economic benefits for every dollar invested. Ports, locks, and inland waterways maintained by the Corps are vital arteries for our very large nation and its commerce. In the Great Lakes region alone, these investments ensure that goods — from American steel to Ohio soybeans — can reach domestic and global markets. And cuts to this work would cause costly delays, limit our competitiveness, and harm local economies.

    Now, to the Bureau of Reclamation. Though it serves primarily the Western United States, its importance cannot be overstated. The Bureau manages water supply for over 31 million Americans in the dry, and I guess I would say, coming from my part of the country drier, Western states, irrigates 10 million acres of farmland, and generates hydropower for millions of homes.

    In this time of unprecedented drought and water stress, we must bolster — not diminish — Reclamation’s capacity to invest in sustainable water systems and innovative conservation technologies. Presidents Theodore Roosevelt and Herbert Hoover understood what development west of the Mississippi River would require. So must we.

    Let’s be clear: disinvestment in the Corps and Bureau now will lead to higher costs down the road. Deferred maintenance becomes disaster recovery. Preventable failures become national emergencies.

    I urge my colleagues on both sides of the aisle — this is not the time to retreat. It is time to lead. We must provide these agencies with the resources they need to protect our growing population, strengthen our economy, and safeguard our environment for generations to come.

    Finally, I truly condemn the extreme politicization of critical Army Corps’ construction funding decisions, as we saw in last week’s work plan. It is yet another reminder that Congress must reclaim its authority over funding decisions by passing full-year appropriations bills.

  • MIL-OSI USA: Jayapal, Sanders, Colleagues Introduce Bill to Make Public Colleges and Universities Tuition Free

    WASHINGTON, DC – As President Trump and congressional Republicans are working overtime to make college unaffordable and unattainable for millions of working-class families in order to provide tax breaks to billionaires, Rep. Pramila Jayapal (D-Wash.) and Sen. Bernie Sanders (I-Vt.), Ranking Member of the Senate Committee on Health, Education, Labor, and Pensions (HELP), today introduced legislation to make public colleges and universities tuition free for 95% of students. The College for All Act would be the most transformative investment in higher education in 60 years and would substantially improve the lives of millions of students throughout the United States.

    “Congress can and must ensure that working families never have to take out crushing loans to purse an education,” said Jayapal. “The College for All Act will free students from a lifetime of debt, invest in working people, and transform higher education across America by making a degree more accessible to poor and working families across this country. This is more important now than ever as Trump continues to attack education in this country through attempts to strip funding from universities and to dismantle the Department of Education.”

    “In a highly competitive global economy where technology is changing the very nature of work and the jobs we perform, we need the best educated workforce in the world,” said Sanders. “Our nation used to lead the world in the percentage of adults with a college degree. Today, we are in 11th place behind countries like Japan, South Korea, Canada, the United Kingdom and Switzerland. That is not a prescription for a strong American economy of the future. It is a prescription for failure. Instead of increasing the cost of college in order to give more tax breaks to billionaires, we have a better idea. We are going to make public colleges and universities tuition free so that working class students can succeed and are not burdened with a lifetime of debt.”

    Making public colleges and universities tuition free is not a radical idea. In 1944, as World War II was coming to an end, the U.S. government made free higher education available to all those who served in the armed forces. That act not only improved the financial well-being of the Greatest Generation, but it also laid the groundwork for the greatest expansion of the American middle class in U.S history. Moreover, over 50 years ago, many of our most prestigious public colleges and universities were also tuition free or virtually tuition free.

    Since this legislation was first introduced ten years ago, several colleges and universities in America have provided free tuition for working class and middle class students including every state college in New Mexico, the State University of New York, the University of Texas, the University of Wisconsin, and Arkansas State University.

    Other wealthy countries like France, Germany, Denmark, Sweden, Norway and Finland have made their public colleges and universities tuition free or virtually tuition free because they understand the value of investing in their young people.

    The College for All Act would guarantee tuition-free community college for all students and allow students from single households earning up to $150,000 a year, and married households earning up to $300,000 a year, to attend college without fear of being saddled with student loan debt.

    The College for All Act would also:

    • Double the maximum Pell Grant award for students enrolled at public and private non-profit colleges;
    • Establish a $10 billion grant program to improve student outcomes and address equity gaps at underfunded public colleges and universities;
    • Triple federal TRIO program funding;
    • Double GEAR UP funding; and
    • Double mandatory funding for Historically Black Colleges and Universities, Tribal Colleges and Universities (HBCUs), and other Minority-Serving Institutions (MSIs).

  • MIL-OSI USA: Warner & Kaine Slam GOP Tax Bill for Raising Taxes on Working Families to Fund Windfalls for the Ultra-Wealthy

    WASHINGTON – Today, U.S. Sens. Mark R. Warner and Tim Kaine (D-VA) issued the following statement blasting the GOP’s partisan tax bill that would raise taxes on the lowest-income Americans while handing six-figure windfalls to the wealthiest 0.1% of taxpayers:
    “At a time when working families are struggling with the rising cost of living, Donald Trump and Washington Republicans are asking them to pay more so the ultra-rich can get a handout. The numbers speak for themselves: under the terms of the tax plan championed by President Trump and Republicans in Congress, the bottom rung of the income ladder will see their taxes hiked by more than 50% in order to give the richest 0.1% a $188,000 tax cut. That’s not what Virginians sent us here to do, and we will fight tooth and nail to stop it. We call on Republicans to drop this sham of a bill and instead work with us to provide meaningful relief to working families by bringing down housing and child care costs, cutting taxes for working- and middle-class Americans, and lowering prescription drug prices.”
    The nonpartisan Joint Committee on Taxation (JCT) estimates that in the year 2029, when the permanent effects of the GOP tax plan are felt, those earning less than $15,000 a year would see a 53.5% increase in their federal taxes compared to current law. Meanwhile, the top 0.1% – roughly 197,000 taxpayers – would receive a collective $37.1 billion tax cut, amounting to $188,324 per person.
    New analysis from the Yale Budget Lab further underscores just how skewed the GOP bill is in favor of the wealthy. The lowest-income households would lose about $800 a year because of the GOP bill, amounting to a 4% hit to their budgets, while the richest 5% would walk away with an average annual windfall of $27,000. Overall, nearly 80% of the bill’s total benefits would go to the top 20% of earners.
    Warner and Kaine have been sounding the alarm about the effects of the GOP plan on Virginia if Republicans in Congress continue to insist on gutting vital programs in order to pay for tax breaks for the richest Americans, noting that the GOP bill would strip health insurance from more than 262,000 Virginians, raise energy costs for Virginia households, and jeopardize more than 20,000 Virginia jobs at clean energy and manufacturing facilities benefiting from Inflation Reduction Act investments.

  • MIL-OSI Asia-Pac: Foreign, health ministers call on WHO to facilitate Taiwan’s participation

    During a joint press conference on May 16, Minister of Foreign Affairs Lin Chia-lung and Minister of Health and Welfare Chiu Tai-yuan called on the World Health Organization (WHO) to facilitate Taiwan’s participation. They said that Taiwan would demonstrate self-confidence and work with the world while showcasing the professionalism of Taiwan’s medical diplomacy team.
     
    The 78th World Health Assembly (WHA) is set to open in Geneva on May 19. Minister Lin and Minister Chiu held a joint press conference at the Ministry of Foreign Affairs (MOFA) on the morning of May 16, at which they underscored Taiwan’s willingness to contribute to better global health. The two ministers said that the WHO should not brook political interference but rather should promptly invite Taiwan to participate as an observer in the WHA as well as WHO technical meetings and thus realize WHO’s goal of “One World for Health.” 
     
    Making a special appearance at the press conference was the Puzangalan Children’s Choir of Pingtung County, which performed “Ualjaiyui,” a traditional song of blessing of the Paiwan indigenous community. The song speaks of good fortune and of passing on traditions. Taiwan shares such sentiments for its WHA Action Team headed to Geneva as well as to the world at large. Minister Lin pointed out that the choir would also be traveling to Geneva to show that Taiwan was not just a land of technology but also home to cultural soft power. 
     
    Minister Lin shared that this year’s WHA slogan is “One World for Health” and that the government was calling on WHO to “Chip in with Taiwan” so that no nation or people would be left behind, allowing Taiwan to work with other nations toward a healthier world. Adding that health and disease knew no borders, he said that in addressing COVID-19 Taiwan showed great resilience and was able to assist other nations. Excluding Taiwan from the WHA and WHO therefore represented a loss for the international community.
     
    Minister Lin further commented that Taiwan’s national health insurance program has enrolled 99 percent of residents and that no matter where people lived, they had access to Taiwan’s quality medical services and social security net, an accomplishment praised worldwide. Acknowledging WHO’s Global Action Plan for Health of Indigenous Peoples, the minister said that Taiwan was ready to share its experience providing quality medical care to indigenous people. 
     
    In the AI era, Minister Lin stated, utilizing digital technology could improve access to medical care. Reflecting this, MOFA would for the first time hold a forum on smart medicine in Geneva, at which both Acer Medical and Quanta Computer would share their experience in order to promote a Taiwan model of smart medicine. Taiwan, he said, would continue to show how it could help and underscore its role as a global leader in semiconductors and related technology. 
     
    Minister Lin said that to realize President Lai Ching-te’s vision of a healthy Taiwan, MOFA had implemented the Diplomatic Allies Prosperity Project and eight flagship projects, which included the smart medicine and healthcare industries. He said thats MOFA had worked with the Ministry of Health and Welfare (MOHW) to establish a Taiwan medical diplomacy team as well as a medical consultation team that included professionals from medical firms and organizations. Through the “One Country, One Center” project, medical cooperation would be strengthened with New Southbound Policy partner countries. Such efforts would also bring Taiwan’s healthcare industry—comprising its biotech, pharmaceutical, and information technology sectors—to the world. 
     
    Minister Lin thanked the nation’s diplomatic allies for making proposals in favor of Taiwan’s participation, as well as like-minded countries for taking such concrete steps as sending letters and conducting joint demarches in support of Taiwan. Such actions underscored the strength of international support for Taiwan. However, China’s distortion of UN General Assembly Resolution 2758 and its pressure on the WHO Secretariat meant that Taiwan had yet to be invited to attend the WHA.
     
    Minister Lin stressed that Taiwan had established a government firmly rooted in popular support by conducting many democratic elections. As such, only the popularly elected government of Taiwan could represent the people of Taiwan at the United Nations, WHO, and other multilateral organizations. Many nations’ executive and legislative branches had publicly stated that UNGA Resolution 2758 did not preclude Taiwan’s participation in international organizations such as WHO. He then expressed hope that more nations would work together in support of Taiwan’s participation in WHO and oppose China’s international efforts at lawfare and cognitive warfare. 
     
    In addition, Minister Lin said that this year’s WHA slogan was “One World for Health” and that a Pandemic Agreement would be signed during the meeting. Taiwan had, he said, already shown the humanitarian spirit of “Taiwan can help” during COVID-19 and proved itself a valuable resource to WHO. However, Taiwan’s absence left a gap in the global public health and disease prevention network, said Minister Lin, who called on the WHO Secretariat to not brook political interference, to maintain professionalism and neutrality, and to facilitate Taiwan’s membership in the global public health and disease prevention network so as to create greater welfare for the world.
     
    In closing, Minister Lin said that Taiwan’s WHA Action Team would conduct publicity efforts in Geneva starting from May 16 and that MOFA and the MOHW would work together with self-confidence and engage the world. Moreover, the ministries would be proactive in making Taiwan’s voice heard and ensure that Taiwan responded to “One World for Health” and appealed to others to “Chip in with Taiwan” by making greater contributions to global public health.     Minister of Foreign Affairs Lin Chia-lung hosted a luncheon on May 20 to mark a state visit by President Surangel Whipps, Jr. of the Republic of Palau. During the luncheon, Minister Lin conveyed a warm welcome on behalf of the government of Taiwan and thanked Palau for its staunch support for Taiwan’s international participation. He said he expected Taiwan and Palau to continue their close cooperation and together promote sustainable development across a range of areas in both nations.
     
    In his remarks, Minister Lin explained that since taking office, he had launched a strategy of integrated diplomacy to serve as Taiwan’s primary focus for foreign affairs, adding that its three pillars of values-based diplomacy, alliance diplomacy, and economic and trade diplomacy were advancing the promotion of the Diplomatic Allies Prosperity Project in Palau. He also noted that, in addition to personally leading an industrial delegation to Palau in January, several business delegations had visited Palau on information-gathering missions, and that in March President Whipps had appointed Taiwanese business leader Stan Shih to serve as a senior economic advisor to Palau. Minister Lin said that these activities had laid a successful foundation for using public-private partnerships as a cooperative model through which to promote the Diplomatic Allies Prosperity Project.
     
    In his remarks, President Whipps thanked the government of Taiwan and Minister Lin for their gracious reception. Observing that he had already made several trips to Taiwan, President Whipps said that visiting once again felt just like experiencing the warmth of home. Likening the 26-year ties between Taiwan and Palau to a marriage, he said that the nations’ sincere friendship was based on such shared values as freedom and democracy, a common Austronesian culture, and mutual support and prosperity.
     
    President Whipps also reiterated his heartfelt gratitude for Taiwan’s assistance toward national development in Palau, adding that Taiwan’s status as one of the world’s leading producers of semiconductors and other technologies was a reflection of its successful education system and outstanding industrial development. Remarking that President Lai Ching-te’s visit to Palau in December 2024 had established a robust foundation for a new era of Taiwan-Palau collaboration, he said he hoped the two nations would continue to use public-private partnerships to engage in close cooperation on sustainable tourism, green energy, smart medicine and healthcare, education and training, and food security, together creating a vision of economic prosperity for both countries.
     
    Among others attendees at today’s luncheon were Cheng Shih-chung, Director-General of the Ministry of Education’s Sports Administration; Professor Wang Ying-chou, Vice President for Academic Affairs at Fu Jen Catholic University; Liao Song-yie, Chairman of COTA Commercial Bank; and Liu Qing-ling, Chairperson of Chuan Cheng Hat Co., Ltd.   • MIL-OSI Asia-Pac: Buildings Department expresses grave concern regarding ICAC’s arrest action at a construction site at Anderson Road

    ​The Buildings Department (BD) expressed grave concern today (May 21) regarding the arrests made by the Independent Commission Against Corruption (ICAC) at a construction site at Anderson Road on suspicion of offering and accepting advantages. The BD emphasised that illegal or non-compliant behaviours would not be tolerated. The BD has been actively co-operating with the ICAC’s investigation, including providing information and assisting in evidence collection and enforcement action. As the investigation is still on-going, the BD will not comment on the details of the case.

    The main contractor involved is a registered general building contractor (RGBC) under the Buildings Ordinance (BO). Apart from assisting in the ICAC’s investigation, the BD is also conducting an investigation on the quality of works at the subject site under the BO. The BD received a report in August last year alleging that the steel reinforcements of some structural elements in the superstructure works of six blocks of residential buildings being carried out at the site had not been installed in accordance with the standards under the BO. The BD took the matter very seriously and deployed its staff to the site for inspection four times in September last year. It was found that the number of steel reinforcements installed at some beams was less than that required in the approved plans. The BD thus served an order under section 23 of the BO ordering the cessation of works for the entire site in October last year. The BD subsequently deployed its staff to carry out site inspections on many occasions, conducted interviews and collected project information from the project registered structural engineer (RSE) and registered contractor (RC), including requiring open-up of concrete at various locations of the superstructure works of the six buildings to determine whether the quantity, distribution, position, and size of the steel reinforcements complied with the plans, as well as testing the strength of the concrete.

    WASHINGTON, May 21 – As President Trump and congressional Republicans are working overtime to make college unaffordable and unattainable for millions of working-class families in order to provide tax breaks to billionaires, Sen. Bernie Sanders (I-Vt.), Ranking Member of the Senate Committee on Health, Education, Labor, and Pensions (HELP), Rep. Pramila Jayapal (D-Wash.), and nine Senate colleagues, today introduced legislation to make public colleges and universities tuition free for 95% of students. The College for All Act would be the most transformative investment in higher education in 60 years and would substantially improve the lives of millions of students throughout the United States.
    Joining Sanders as cosponsors are Sens. Richard Blumenthal (D-Conn.), Alex Padilla (D-Calif.), Chris Murphy (D-Conn.), Peter Welch (D-Vt.), Elizabeth Warren (D-Mass.), Ed Markey (D-Mass.), Chris Van Hollen (D-Md.), Jeff Merkley (D-Ore.) and Cory Booker (D-N.J.).
    “In a highly competitive global economy where technology is changing the very nature of work and the jobs we perform, we need the best educated workforce in the world,” said Sanders. “Our nation used to lead the world in the percentage of adults with a college degree. Today, we are in 11th place behind countries like Japan, South Korea, Canada, the United Kingdom and Switzerland. That is not a prescription for a strong American economy of the future.     “Congress can and must ensure that working families never have to take out crushing loans to purse an education,” said Jayapal. “The College for All Act will free students from a lifetime of debt, invest in working people, and transform higher education across America by making a degree more accessible to poor and working families across this country. This is more important now than ever as Trump continues to attack education in this country through attempts to strip funding from universities and to dismantle the Department of Education.”
    Making public colleges and universities tuition free is not a radical idea. In 1944, as World War II was coming to an end, the U.S. government made free higher education available to all those who served in the armed forces. That act not only improved the financial well-being of the Greatest Generation, but it also laid the groundwork for the greatest expansion of the American middle class in U.S history. Moreover, over 50 years ago, many of our most prestigious public colleges and universities were also tuition free or virtually tuition free.
    Since this legislation was first introduced ten years ago, several colleges and universities in America have provided free tuition for working class and middle class students including every state college in New Mexico, the State University of New York, the University of Texas, the University of Wisconsin, and Arkansas State University.
    Other wealthy countries like France, Germany, Denmark, Sweden, Norway and Finland have made their public colleges and universities tuition free or virtually tuition free because they understand the value of investing in their young people.
    The College for All Act would guarantee tuition-free community college for all students and allow students from single households earning up to $150,000 a year, and married households earning up to $300,000 a year, to attend college without fear of being saddled with student loan debt.
    The College for All Act would also:
    Double the maximum Pell Grant award for students enrolled at public and private non-profit colleges;
    Establish a $10 billion grant program to improve student outcomes and address equity gaps at underfunded public colleges and universities;
    Triple federal TRIO program funding;
    Double GEAR UP funding; and
    Double mandatory funding for Historically Black Colleges and Universities, Tribal Colleges and Universities (HBCUs), and other Minority-Serving Institutions (MSIs).

    This bipartisan bill aims to evaluate and boost wildfire mitigation efforts in shrubland ecosystems and ensure land managers and first responders have the tools necessary to combat extreme brush fires. 

    “My community faced the wrath of the Airport Fire that burned nearly 24,000 acres less than a year ago. The more we fact find from past wildfires, the better we can ensure our first responders are prepared for future wildfires,” said Congresswoman Kim, who represents the canyon communities under U.S. Forest Service – Cleveland National Forest. “We must do all we can to support our first responders running into harm’s way to keep us safe, which is why I’m proud to join fellow Orange County Rep. Dave Min to lead the BRUSH Fires Act.” 

    “The recent LA wildfires illustrated the massive and unique wildfire risks that Southern California communities face,” said Rep. Min. “As climate change has accelerated, the annual Santa Ana winds are blowing more fiercely and the foliage is drier than it’s ever been, creating the conditions every year for ever more intense wildfires. I’m pleased to be leading this bipartisan effort to make Orange County safer.” 

    “We appreciate the leadership of Representatives Min and Kim in the introduction of the BRUSH Fires Act,” said Scott Morrson, California State Director of the Nature Conservancy. “Shrubland ecosystems are different than forests. Therefore, they require different strategies to mitigate the risk that wildfires pose. These strategies should be based in science. In California, shrubland ecosystems are biodiversity hotspots and home to millions of people, and to plants and animals that exist nowhere else on earth. Human-caused ignitions are now the leading cause of fires, with wind-driven embers starting fires far ahead of the fire front, damaging ecosystems while putting millions of lives at risk. To be effective, any approach to mitigating the risk of fire to people and structures must be based on sound science and will require collaboration between agencies at different levels of government.”   

    Specifically, the BRUSH Fires Act would direct the U.S. Forest Service (USFS) to: 

    • Evaluate the effectiveness of its wildfire mitigation methods in shrubland ecosystems; and, 
    • Submit and make publicly available a report to Congress that summarizes findings, identifies steps that USFS is taking to update its operational practices and protocols, and evaluates opportunities to improve coordination with non-federal entities in highest-risk areas. 

    The bill is endorsed by the Nature Conservancy, the California Fire Chiefs Association, Endangered Habitats League, California Chaparral Institute, and Irvine Ranch Conservancy.

    UK reaffirms support for Ukraine, tightens sanctions on Russia, and urges ceasefire: UK statement to the OSCE

    UK Military Advisor, Lt Col Joby Rimmer, says that despite claiming commitment to peace, Russia has escalated its military aggression by refusing to engage in peace talks, launching record-breaking drone attacks on Ukrainian civilians, and continuing to violate international law.

    Thank you, Madame Chair. When Russia initiated its war of aggression on Ukraine on 24 February 2022, there was no doubt about the illegality of this undertaking. The full-scale invasion contravened all the underpinning documents of this organisation to which we are all signatories and violates international law. The responsibility for this illegal military invasion absolutely sits with Russia. However, Russia continues to blame others for prolonging the conflict that they started and continues to accuse others of seeking to ‘gain military superiority’ in a conflict that they initiated.

    The UK’s continued and unwavering support to Ukraine is not about achieving military superiority but about defending a sovereign nation under attack. The UK, along with our allies, has consistently emphasised that military aid is in support of Ukraine’s self-defence and aimed at helping Ukraine uphold its territorial integrity in accordance with international law. Prime Minister Keir Starmer recently reiterated that the UK’s goal is peace, not escalation.

    In contrast, the Russian Federation insist that they remain committed to a negotiated solution, but their actions say otherwise. While President Zelenskyy travelled to Istanbul on 15th May to attend peace talks, supported by the USA and hosted by Türkiye, in good faith, President Putin refused to the same. On the same day President Putin dodged the possibility for constructive negotiations, his Armed Forces launched 112 drones at Ukrainian cities, killing and injuring civilians. On 17th May, the UN Human Rights Monitoring Mission confirmed that a Russian drone hit a bus evacuating civilians in Ukraine’s Sumy region, killing nine non-combatants. On 18th May, Russia launched 273 one-way attack (OWA) drones against multiple targets in Kyiv, Dnipropetrovsk and Donetsk oblasts. This is reportedly the largest wave of uncrewed aerial systems Russia has launched into Ukraine – surpassing the 267 drones launched on 23rd February 2025.

    This is not evidence of a genuine commitment to peaceful resolution. This is fundamentally military escalation and an increase in the indiscriminate targeting of civilians. As a result, the UK is further increasing sanctions on Russia as President Putin further intensifies these strikes on Ukrainian civilians. Yesterday we announced the sanctioning of 100 targets across Russian energy, and financial services sectors, the Russian military industrial complex and its third country suppliers, and malign actors involved in democratic interference and Russia’s information war on Ukraine.

    At the opening session of the FSC on 14th May, The Russian delegation spoke of the ‘need to increase the effectiveness of the FSC’. We couldn’t agree more. The UK supports the opportunity to pursue the politico-military advantages of the FSC, to encourage enhanced implementation of arms control, and of confidence- and security-building measures. But this is impossible whilst Russia continues to violate the principles of the Helsinki Final Act, and broader international law. The UK also agrees with another comment from Russia’s opening address last week that ‘the FSC is not a place for hate speech and incitement to confrontation’. And we would encourage Russia to refrain from disrespectful language in the forum, particularly towards Ukraine, and of spreading disinformation about the intentions of the UK and our allies. We look forward to a constructive trimester.

    The UK will continue to play a leading role in accelerating work on Ukraine’s future security, and we strongly urge Russia to commit to an immediate, complete and unconditional 30-day ceasefire to buy the space and conditions for further negotiations. Europe is ready if President Putin chooses the path of peace. Thank you, Madame Chair.

    Volunteers Week starts on 2 June, and as part of this, free sessions have been developed to celebrate all our volunteers and the incredible work they do.

    Volunteering can make a real difference to your own life and the lives of those around you.

    You can meet new people, do something interesting and rewarding with your time and pick up new skills or make use of existing ones.

    Jenny, who is one of our Good Neighbour Support volunteers, said: “As a new Good Neighbour Support Volunteer I was recently matched up with an elderly resident and have been visiting her for two weeks now.

    “Helping someone else makes me feel good about myself and it also helps me get out of the house. I like talking to people and having a laugh, which makes me feel happy.

    “For me the benefits of volunteering are that it keeps your mind active, doing the resident’s shopping keeps you fit, and you get to meet interesting people.

    “I feel looked after as I have safety and protection from the team and the coordinators. It’s great to meet other volunteers at our regular tea and cake socials and we support each other.”

    38 per cent of our residents who responded to our 2022 city survey do voluntary work, and 19 per cent of residents help their neighbours out on a regular basis.

    As part of the week, a celebration event will be held at The Box on Saturday 7 June as part of their Super Saturday’s programme.

    Councillor Chris Penberthy, Cabinet Member for Communities, said: “Volunteers are an important part of our city, and we appreciate the time they all give to the community.

    “Our volunteers make a positive difference to people’s lives, the community and our environment.

    “As well as the 680 volunteers that we have at the Council, I also want to say a huge thank you to all the volunteers across the city.

    “We want all of our volunteers to feel valued, that is why we are celebrating them this Volunteers Week.”

  • MIL-OSI USA: SBA Offers Disaster Assistance to Oklahoma Small Businesses, Private Nonprofits and Residents Affected by Spring Wildfires

    SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) announced the availability of low interest federal disaster loans to Oklahoma small businesses, private nonprofits and residents to offset physical and economic losses from wildfires beginning March 14. The SBA issued a disaster declaration in response to a request SBA received from Gov. Kevin Stitt on April 16.

    The declaration covers the Oklahoma counties of Canadian, Creek, Garfield, Kingfisher, Lincoln, Logan, Noble, Okfuskee, Oklahoma, Okmulgee, Osage, Pawnee, Payne, Pottawatomie, and Tulsa.

    Businesses and nonprofits are eligible to apply for business physical disaster loans and may borrow up to $2 million to repair or replace disaster-damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.

    Homeowners and renters are eligible to apply for home and personal property loans and may borrow up to $100,000 to replace or repair personal property, such as clothing, furniture, cars, and appliances. Homeowners may apply for up to $500,000 to replace or repair their primary residence.

    Applicants may be eligible for a loan increase of up to 20% of their physical damages, as verified by the SBA, for mitigation purposes. Eligible mitigation improvements include insulating pipes, walls and attics, weather stripping doors and windows, and installing storm windows to help protect property and occupants from future disasters.

    SBA’s Economic Injury Disaster Loan (EIDL) program is available to eligible small businesses, small agricultural cooperatives, nurseries and nonprofits impacted by financial losses directly related to this disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for aquaculture enterprises.

    EIDLs are for working capital needs caused by the disaster and are available even if the business did not suffer any physical damage. They may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    Interest rates are as low as 4% for small businesses, 3.62% for nonprofits and 2.75% for homeowners and renters with terms up to 30 years. Interest does not begin to accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

    “When disasters strike, SBA’s Disaster Loan Outreach Centers play a vital role in helping small businesses and their communities recover,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “At these centers, SBA specialists assist business owners and residents with disaster loan applications and provide information on the full range of recovery programs available.”

    Beginning Wednesday, May 21, SBA customer service representatives will be on hand at the Disaster Loan Outreach Centers (DLOCs) to answer questions about SBA’s disaster loan program, explain the application process and help individuals complete their applications. Walk-ins are accepted, but you can schedule an in-person appointment in advance at appointment.sba.gov.

    Somerset Prepared Community Resilience Awards – nominations open

    The Somerset Prepared partnership is now taking nominations for its annual awards which celebrate people who help their communities deal with emergencies.

    The Somerset Prepared partnership, including the Environment Agency, is searching for nominees for its next Community Resilience Awards.

    The nomination window opened on Sunday 11 May in celebration of this month’s Somerset Day.

    These awards recognise people and groups who have gone above and beyond to help their community be better able to deal with emergencies. 

    Awards will be presented in two categories: 

    • Group award – for community organisations demonstrating exceptional emergency planning or preparedness 

    • Individual award – for people who have made significant personal contributions to community resilience 

    Award winners will receive public recognition and vouchers for community activities. The awards will be presented by the Lord Lieutenant of Somerset, Mr Mohammed Saddiq at the annual Somerset Prepared Community Resilience Day, which will be held at Taunton Racecourse on Thursday, 15 October. At the free event, partners welcome local people to celebrate Somerset’s community emergency volunteers, with workshops, presentations, and equipment demonstrations. 

    The annual Somerset Prepared Community Resilience Day brings together key organisations including the Environment Agency, Somerset Rivers Authority and Somerset Council to help local communities strengthen their resilience against emergencies.     overnor Kathy Hochul today announced that $42 million will be disbursed to the Eastern Finger Lakes Coalition to begin implementation of priority projects that will help mitigate Harmful Algal Blooms in the Finger Lakes Watershed area. The Coalition will implement on- and off-farm projects that align with federal and State-approved clean water plans and other pollution prevention plans in an effort to further drive down nutrient and sediment runoff in the Eastern Finger Lakes watersheds. The investment is a part of the Governor’s 2024 State of the State commitment to develop on-the-ground actions necessary to address the controllable causes of harmful algal blooms (HABs) and significantly reduce their prevalence while supporting projects that help prevent nutrient and sediment runoff into lakes and improve climate resiliency.

    “Protecting New York’s water supply is a top priority for New York State,” Governor Hochul said. “We are moving this funding quickly to accelerate watershed protection and restoration measures that will reduce nutrient inputs to the Finger Lakes, improve water quality, and help reduce the frequency of HABs, while building resilience to support New York’s agricultural industry. Clean water is critical to sustaining the health of our communities, protecting our environment, and supporting local economies in the Finger Lakes.”

    In August 2024, New York State announced that $42 million, supported by the Clean Water, Clean Air and Green Jobs Environmental Bond Act of 2022 and other capital resources, was being directed to the Eastern Finger Lakes Coalition to further water quality protections and investments to improve water quality and reduce HABs in the Finger Lakes watershed area. HABs are caused by many factors and impact public health, recreation, and the local economy. The Coalition covers 11 Soil and Water Conservation Districts and seven of New York’s Finger Lakes – Canandaigua, Keuka, Seneca, Cayuga, Owasco, Skaneateles, and Otisco, and their watersheds.

    This dedicated funding, scheduled to the Coalition imminently, is supporting innovative agricultural and resilience projects both on and off farms. This critical investment will not only safeguard the health of the Finger Lakes but also support local farmers by providing additional resources to implement best management practices, such as erosion and sediment controls, nutrient management, and stormwater management that will contribute to cleaner water and soil health throughout the region.

    This direct support of the Coalition is a part of the Department of Agriculture and Markets (AGM) and Department of Environmental Conservation’s (DEC) partnership, alongside the State Soil and Water Conservation Committee, and the 11 Soil and Water Conservation Districts (SWCDs) in the Eastern Finger Lakes, to accelerate watershed protection and restoration measures to improve water quality and mitigate HABs.

    Projects will focus on:

    • Implementing the Agricultural Environmental Management (AEM) program projects  to help farmers reduce water pollution from agricultural activities;
    • Enhancing flood resiliency by stabilizing and protecting vulnerable streams, reducing sediment erosion, and upgrading culverts and implementing water control practices in steep road ditches to minimize sedimentation and runoff; and
    • Supporting nutrient reduction strategiesoutlined in watershed-based plans.

    Department of Environmental Conservation Acting Commissioner Amanda Lefton said, “Governor Hochul’s sustained investments to reduce the frequency of HABs is evident in the ongoing support for the Eastern Finger Lakes Coalition, as well as record infrastructure funding and sustainable farming assistance that helps continue improving the quality of waterbodies statewide. DEC looks forward to collaborating with the Coalition and our many partners on the State and local level to ensure the long-term protection of the lakes and rivers that provide countless environmental, health, and economic contributions to the region’s vibrant communities.”  

    State Agriculture Commissioner Richard A. Ball said, “We are proud of the work we are doing to drive down instances of HABs; however, we know that more must be done to address this issue in our watersheds, including in the Finger Lakes. As such, we are developing comprehensive action plans that will not only build on our current work to prevent water pollution, improve nutrient management, and reduce erosion, but will also guide our future goals for a sustainable environment and cleaner waterbodies. This funding will allow our Soil and Water Conservation Districts to work with both our farms and with local government to complete management projects that will have a critical impact on the reduction of sediments and nutrients entering the waterways and protect the water quality for the region now and for the future.”

    State Health Commissioner Dr. James McDonald said, “This latest funding demonstrates Governor Hochul’s commitment to addressing water quality improvements and Harmful Algal Blooms in the Finger Lakes Watershed area. The State Health Department will continue our work with local water suppliers and our state partners on infrastructure upgrades and technical assistance to help protect drinking water for years to come.”

    Cayuga SWCD Executive Director Doug Kierst said, “Through the continued support of NYS, Soil and Water Conservation Districts of the Eastern Finger Lakes Coalition will continue to get common sense conservation practices on the ground, where they are desperately needed. This dedicated funding will allow local SWCDs to focus on the implementation of an abundance of Best Management Practices that we have identified across the Finger Lakes Region. These important projects, when completed, will facilitate the protection of water quality through the reduction of nutrients and sediments to local waterbodies, support NYS clean water goals and maintain agricultural sustainability.”

    New York State SWCC Chair Matthew Brower said, “The NYS Soil and Water Conservation Committee is proud to be a part of the partnership working to improve the water quality of the Finger Lakes. The farming community, the local Soil and Water Conservation Districts and local governments have been working on these issues for many years and it is great that they will be able to continue this work with the funding provided by New York State. The Agricultural Environmental Program (AEM) has been an excellent program to help farmers identify needs on the farm and get the best management practices implemented to address water quality issues.”

    HABs Mitigation Efforts

    This investment builds on $1.2 million announced by the Governor in July 2024 for the Eastern Finger Lakes Coalition to build professional capacity to address HABs. It also included increased technical support for farmers to implement more cover crops, improve culverts to reduce runoff, enhance soil health, and reduce water quality impairments in the region.

    In just over the last five years, AGM has dedicated nearly $125 million— through its Agricultural Nonpoint Source Abatement and Control, Climate Resilient Farming, and Agricultural Environmental Management (AEM) programs— to on-farm projects that protect soil and water quality, conserve natural resources, fight climate change, and reduce the conditions that cause HABs, such as nutrient runoff and soil erosion, and greenhouse gas emissions.

    Through various funding streams allocated in the Budget, the Department supports the SWCDs, who work on behalf of New York’s farms to implement better nutrient and sediment control practices. The Department also supports SWCDs in their work with the State’s municipalities to increase stormwater absorption and improve water retention. These are accomplished through best management practices, such as nutrient management through manure storage, vegetative buffers along streams, conservation cover crops, water management, and more.

    Since 2020, specific to the Finger Lakes Watershed area, $66 million has been awarded over the last five years to implement best management practices on 370 farms within this region of the state. The projects awarded in the Finger Lakes alone have reduced 32,800 pounds of total phosphorus, 746,000 pounds of total nitrogen, and 43 million pounds of sediment per year. This work has also reduced New York State’s agricultural greenhouse gas emissions by nearly 43,000 metric tons of carbon dioxide equivalent every year and have also made a measurable impact towards keeping HABs out of the State’s waterways.

    Since 2017, DEC worked with stakeholders in the Canandaigua, Keuka, Seneca, Owasco, and Skaneateles lake watersheds to develop clean water plans to protect and improve water quality. In addition, DEC has completed Total Maximum Daily Load analysis in Conesus, Honeoye, and Cayuga lakes. In 2018, DEC convened four regional summits to examine the causes of HABs and develop sustainable solutions to reduce impacts. DEC worked with State and local partners to develop and implement  HABs Action Plans for 13 high- priority waterbodies, including several in the Eastern Finger Lakes.

    To date, New York State awarded more than $530 million in grants for projects statewide designed to reduce the frequency of algal blooms by targeting phosphorus and nitrogen pollution, factors that trigger HAB occurrences. DEC also created the New York Harmful Algal Bloom System (NYHABS) webpage, which features an interactive map that provides active HAB locations. Members of the public should report suspected HABs so DEC experts can review and identify for accuracy. Because it is hard to tell a HAB from a non-harmful algal bloom, it is best to avoid swimming, boating, otherwise recreating in, or drinking water with a suspected bloom. DEC encourages people to “Know it, Avoid it, Report it!” all year round, especially during the summer. The summer months are the peak time for HABs – warmer weather, calmer conditions, and more sunlight will often contribute to the blooms.

    Also, since 2014, DEC awarded more than $55.7 million to 96 projects for water quality improvement planning and implementation within the Eastern Finger Lakes watershed through the Water Quality Improvement Project program and the Non-agricultural Nonpoint Source Planning and MS4 Mapping Grant. Projects funded prepare planning reports or directly improve water quality or habitat, promote flood risk reduction, restoration, and enhanced flood and climate resiliency, or protect a drinking water source. Awards within the Eastern Finger Lakes watershed included land acquisition for source water protection, streambank and road ditch stabilization, wastewater disinfection, sanitary sewer overflow improvements, sediment and erosion control, wetland restoration, riparian buffers, salt storage, and aquatic habitat restoration.

    At least $75 million in grants is currently available through DEC’s Water Quality Improvement Project (WQIP) program to support new projects that can help reduce HABs and other actions that directly improve water quality or habitat, promote flood risk reduction, restoration, and enhanced flood and climate resiliency, or protect a drinking water source.

    Other recent funding to help protect water quality includes more than $90 million in grants and low-interest financing to the City of Auburn announced by Governor Hochul and the State Environmental Facilities Corporation. This will support planning, design, and construction of wastewater treatment improvements. To help promote buffers that prevent runoff and other water quality impairments, DEC established the 287-acre Cayuga Shores Wildlife Management Area along Cayuga Lake and awarded $1.2 million to the Finger Lakes Land Trust for land acquisitions to protect Owasco Lake water quality.

    New York’s Commitment to Water Quality

    New York State continues to increase its nation-leading investments in water infrastructure. With an additional $500 million for clean water infrastructure in the 2025-2026 enacted State Budget announced by Governor Hochul, New York will have invested a total of $6 billion in water infrastructure since 2017. In addition, the $4.2 billion Environmental Bond Act is helping State agencies, local governments, and partners access funding to protect water quality, help communities adapt to climate change, improve resiliency, and create green jobs. Bond Act funding will support new and expanded projects across the state to safeguard drinking water sources, reduce pollution, and protect communities and natural resources from climate change.

    The Governor also expanded EFC’s Community Assistance Teams to help all communities access assistance, particularly small, rural, and disadvantaged communities so they may leverage this funding and address their clean water infrastructure needs.   • MIL-OSI Security: Austin Felon Sentenced to 12 Years in Federal Prison for Firearm Possession

    AUSTIN, Texas – An Austin man was sentenced in a federal court in Austin to 144 months in federal prison for one count of felon in possession.

    According to court documents, Steven Moreno Briseno, 38, was arrested by Austin Police when he surrendered during a barricaded standoff at his family’s residence on Nov. 30, 2023. Briseno had allegedly been under the influence of methamphetamine and got into an altercation with his wife, physically assaulting her and then fleeing on foot when officers arrived in response to a 911 call.

    Briseno ran into a vacant apartment across the street then sprinted back to his residence, where he barricaded himself inside. Briseno’s aggressive behavior escalated as he refused the officers’ commands to exit the residence, made comments about arming himself, and threatened to start shooting if the officers did not back away from his residence. Officers observed Briseno fashioning a tripod through a window and mounting a long rifle on top. He was also seen smoking from a glass pipe that resembled a meth pipe while he loaded numerous rounds into rifles, handguns, and at least one shotgun. Additionally, officers watched Briseno exit the residence with a gun in his hand while wearing a camouflaged tactical vest.

    When APD SWAT arrived on the scene, Briseno was instructed to exit the residence with his hands up and empty. Subsequently, he fired at least one round from one of his firearms from inside the residence to an unspecified location outside the residence. After several minutes of speaking via loudspeaker, Briseno surrendered to APD. Inside the residence, officers located numerous firearms, loaded magazines, and boxes of ammunition in plain view, including on top of the kitchen table and staged near the front door and multiple windows in the front of the house.

    Briseno had previously been convicted of multiple felonies, including burglary on Nov. 30, 2022. He pleaded guilty to one count of felon in possession of a firearm on Jan. 15, 2025.

    Acting U.S. Attorney Margaret Leachman for the Western District of Texas made the announcement.

    The Bureau of Alcohol, Tobacco, Firearms and Explosives and the Austin Police Department investigated the case.

    Assistant U.S. Attorney Grant Sparks prosecuted the case.

  • MIL-OSI Security: Baltimore Man Pleads Guilty to Drug Trafficking Conspiracy Involving Sale of Loaded AR-Style Pistol

    The defendant sold undercover agents more than 2,000 grams of drugs.

    Baltimore, Maryland – Derrick Nutter, 40, of Baltimore, Maryland, pled guilty to conspiracy to commit drug trafficking in federal court. 

    Kelly O. Hayes, U.S. Attorney for the District of Maryland, announced the plea with Special Agent in Charge Toni M. Crosby, Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF).

    According to the guilty plea, Nutter unknowingly met with undercover agents on multiple occasions to sell methamphetamine, fentanyl, cocaine, and a loaded AR-style pistol.

    On June 12, 2024, Nutter sold an undercover agent approximately 109 grams of cocaine for $3,600, approximately seven grams of methamphetamine for $100, and a free sample of fentanyl. Then on June 20, 2024, Nutter sold the undercover agent approximately 85 grams of suspected fentanyl for $3,300, and approximately 79 grams of cocaine for $2,700.

    Additionally, on the same date, Nutter sold the undercover agent a 5.56 caliber AR-style privately made pistol with no serial number. It was equipped with an Axeon optic and loaded with 12 rounds of ammunition. The substance Nutter described as fentanyl was actually Schedule I ortho-Methylfentanyl – a fentanyl analogue.

    Nutter sold cocaine and MDMA to a second undercover on June 25, 2024, and August 22, 2024. He also explained that his “girl” was receiving a package of drugs in the mail. Investigators identified Nutter’s “girl” as co-conspirator Khristina Williams.

    On September 3, 2024, Nutter was at Williams’ residence and then he drove to a planned meeting location to sell the second undercover agent drugs. Nutter met the undercover agent and sold approximately 223 grams of methamphetamine in exchange for $4,000. He returned to his vehicle where authorities observed Williams seated in the front passenger seat.

    Then on September 10, 2024, Nutter met with two undercover agents and sold them approximately 525 grams of methamphetamine in exchange for $6,100. He also provided a free sample of fentanyl. Nutter agreed to sell the undercover agents additional fentanyl if they came to his home.

    While in route to his home, Nutter called Williams multiple times. After arriving at his residence, Nutter sold the undercover agents several hundred fentanyl pills. Eventually, Nutter and the undercover agents walked outside and met with Williams, who had arrived in her vehicle. Nutter retrieved several hundred additional fentanyl pills from Williams and handed them to the undercovers. The undercover agents paid Nutter $3,900 in exchange for the drugs, including nearly 800 fentanyl pills.

    On October 3, 2024, the two undercover agents met Nutter in a public parking lot. After Nutter sold them approximately 830 grams of methamphetamine, authorities arrested him. During the undercover operation, Nutter sold agents approximately 1,595 grams of methamphetamine, 298 grams of cocaine, 90 grams of fentanyl, 85 grams of fentanyl analogue, and the loaded AR-style pistol.

    Nutter faces a maximum sentence of 20 years in prison. Sentencing is scheduled for Wednesday, September 17, at 11 a.m.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone.  On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

    U.S. Attorney Hayes commended the ATF for their work in the investigation.  Ms. Hayes also thanked Assistant U.S. Attorney James O’Donohue who is prosecuting the case.

  • MIL-OSI Security: Silver Spring Man Pleads Guilty to “Sextortion” of More Than 100 Minors Located Throughout the United States and Abroad

    Greenbelt, Maryland – Chase William Mulligan, 28, of Silver Spring, Maryland, pled guilty to two counts of producing child sexual abuse material in federal court. The charges are in connection with a scheme in which he met young girls through social media and internet chat rooms and eventually “sextorted” them.

    Specifically, through the scheme, Mulligan coerced at least 108 girls — ranging from ages 5-17 — to send him sexually explicit photographs and videos of themselves. When the girls told him they no longer wanted to send him sexually graphic images, Mulligan threatened to post the images online or come to their house.

    Kelly O. Hayes, U.S. Attorney for the District of Maryland, announced the guilty plea with Special Agent in Charge William J. DelBagno of the Federal Bureau of Investigation (FBI) – Baltimore Field Office.

    “Mulligan used manipulation, fear, and intimidation to exploit over 100 young victims. Now we must ensure that we send a clear message to Mulligan, and others, that those who abuse the most vulnerable members of our communities will pay a steep price,” Hayes said. “We’re committed to working with our law-enforcement partners to relentlessly pursue, prosecute, and bring to justice those who engage in these deplorable acts.”

    “Chase Mulligan is a depraved and dangerous predator. He used social media to target, viciously threaten, and horribly abuse more than 100 minor victims – one as young as five years old,” DelBagno said. “His abhorrent behavior is not diminished by the fact he was thousands of miles away and never met his victims, rather, it’s the opposite. Despite his distance, he presents a serious threat to any child he can access through the internet. The FBI works diligently every day to find and arrest predators like Mulligan so they can no longer prey on innocent children.”

    As detailed in the plea agreement, between at least 2019 and December 2023, Mulligan used numerous Snapchat, Discord, Roblox, Skype, Omegle, and Instagram accounts to target young girls. He convinced minors living in the United States, Canada, Denmark, Spain, Philippines, Australia, and United Kingdom to produce and send him sexually explicit images.

    Mulligan also directed minors to expose their genital areas and engage in sexual conduct. Additionally, Mulligan coerced multiple girls to urinate on camera, insert objects into their genitalia, and participate in sexual acts with dogs.

    After some victims informed Mulligan that they no longer wished to send him sexually explicit images, he threatened to publicly post the images or come to their homes. Mulligan wanted the victims to send more images depicting increasingly graphic sexual conduct.

    As part of his plea agreement, Mulligan must register as a sex offender in places where he resides, is an employee, and is a student, under the Sex Offender Registration and Notification Act.

    Mulligan is facing a mandatory minimum of 15 years and a statutory maximum of 60 years in federal prison.  U.S. District Judge Theodore C. Chuang scheduled sentencing for Wednesday, August 27, at 2:30 p.m.

    This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse.  Led by the United States Attorney’s Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims.  For more information about Project Safe Childhood, visit www.justice.gov/psc. Click the “Resources” tab on the left side of the page to learn about Internet safety education.

  • MIL-OSI Global: Eldest daughters often carry the heaviest burdens – insights from Madagascar

    In recent years, the term “eldest daughter syndrome” has gained traction on social media, as many firstborn daughters share how they had to grow up faster. They often took on caregiving and supportive roles in their families.

    In high-income countries, research shows that these responsibilities often bring long-term benefits. Firstborn daughters – and sons – tend to have higher educational attainment and stronger cognitive skills. They also enjoy better job prospects and salaries.

    Some studies in low- and middle-income countries have found similar positive effects of being the eldest. But others have found the opposite.

    In low-income contexts, economic constraints, cultural practices – such as the involvement of extended families in child-rearing – and inheritance norms may produce very different effects.

    Our research brings new insights by examining these dynamics in Madagascar. It is one of the world’s poorest countries. Birth order there strongly shapes the transition to adulthood, especially for firstborn children.

    Progress in understanding birth order effects in low-income countries is held back by the lack of detailed, sibling-level data. Our study used a dataset that followed individuals from the ages of 10 to 22, capturing their transition from adolescence to adulthood. It collected detailed information on education, work, health, marriage, and migration. The dataset also captured key demographic and educational details for all living full siblings of each respondent.

    We found that firstborns in Madagascar transition into adulthood earlier than their younger siblings. They are more likely to leave school early. They enter the workforce sooner and marry at younger ages. For example, fourth-born children are 1.5 percentage points less likely than firstborns to have never attended school, and 1.1 percentage points more likely to complete post-secondary education.
    Or, third-borns are 23% less likely to marry at age 19 than firstborns.

    Our findings suggest that later-born children benefit from greater parental investment in education. This leads to better schooling outcomes and delayed entry into the labour market.

    Birth order and the transition to adulthood

    In Madagascar, early marriage can be a way for families to ease financial pressure. This is especially true since daughters typically join their husband’s household.

    When it comes to marriage, we find that later-born children are less likely to marry early than their firstborn siblings – especially after age 17. This trend holds for both boys and girls. The difference appears earlier for girls, which aligns with their younger average age at marriage.

    Interestingly, second-born girls are not significantly less likely to marry than their older sisters. This suggests that the eldest daughter does not always bear the full brunt of early marriage risk.
    Firstborn daughters often take on caregiving and household roles. These responsibilities may delay their marriage slightly, as families rely on them for day-to-day support.

    What explains these birth order effects?

    We did not observe significant differences in cognitive skills (like reasoning) or non-cognitive traits (like personality) between firstborns and their younger siblings. Cognitive abilities were assessed through oral and written math and French tests administered at home. These findings contrast with evidence from wealthier countries, where firstborns often outperform their siblings in both cognitive and non-cognitive domains. This may result from greater early parental investment.

    In Madagascar, child development may rely less on direct parental input and more on interactions within the extended family. This is consistent with the concept of fihavanana, a cultural principle that emphasises solidarity and mutual support within the extended family.
    Rather than benefiting mostly from parental quality time, children – especially later-borns – may develop their cognitive and non-cognitive skills through broader social networks. These include relatives and older siblings.

    We also explored whether gender preferences might help explain the differences in outcomes. For instance, if later-born children were disproportionately boys, it could suggest that parents continued having children in hopes of having a son. This could lead to more resources being allocated to that later-born boy. However, our data show an even distribution of boys and girls among later-born children. This suggests that gender-based stopping rules are unlikely to explain the patterns we observe.

    Instead, our findings point to economic constraints as the main driver for firstborns transitioning into adulthood earlier than their younger siblings.

    In poorer households, particularly in rural areas, firstborn children are often asked to help out financially. This often comes at the cost of their own education. Later-born children, by contrast, receive more investment in their schooling. This may compensate for their limited access to other resources, such as land.

    We find no birth order advantage in wealthier households or among families where parents have some education. This again highlights poverty as a key factor shaping these patterns.

    The double burden of being firstborn

    To sum up, our research shows that, in Madagascar, both male and female firstborns face an earlier transition into adulthood. They leave school and enter the labour market sooner. They marry earlier, although firstborn girls may be at slightly lower risk of early marriage than their younger sisters.

    This suggests that, in poor countries, the eldest daughter syndrome is not just about emotional and care-giving responsibilities. It may also come with fewer educational opportunities, greater economic pressure, and an earlier end to childhood. A true double burden for disadvantaged girls. Economic constraints within households largely explain this pattern.

    But the story is not only one of constraint. The absence of differences in cognitive and non-cognitive skills suggests that broader community ties, rooted in fihavanana and extended kinship networks, help cushion the impact of early responsibility. These collective structures may not erase inequality, but they offer a vital source of resilience.

    As policymakers and practitioners look for ways to promote educational equity, it’s worth remembering that some of the most overlooked trade-offs happen within households. Reducing the weight of those trade-offs – through financial support, community-based programmes, or school retention efforts – could help ensure that the future of one child doesn’t come at the expense of another.

    St-Pierre-Miquelon is a small French archipelago off the coast of Newfoundland in the northwestern Atlantic Ocean.

    The territory is just 244 square kilometres with a population of only 5,800. Nonetheless, it’s recently been in the global spotlight due to its inclusion in a wave of tariffs imposed by the United States — and because of a controversial remark from a French presidential hopeful suggesting undocumented migrants should be deported there.

    These recent events provide an opportunity to examine the complex historical and geopolitical entanglements surrounding St-Pierre-Miquelon and involving France, Canada and the United States.

    Last French territory in the region

    Visited by Indigenous Peoples for nearly 5,000 years, St-Pierre-Miquelon became known to European sailors in the late 15th century and was officially claimed for France by Jacques Cartier in 1536.

    The archipelago soon emerged as a strategic base for French fishermen engaged in cod fishing and whaling. Over the ensuing centuries, the islands were fiercely contested by France and Great Britain, changing hands multiple times before being definitively restored to French control in 1816.

    In the 20th century, the archipelago was at the heart of recurring fishing disputes between Canada and France.

    These peaked in 1988 with events that included the seizure of fishing vessels, the recall of ambassadors and violations of existing agreements. Despite historic treaty-based rights, France’s access to fishing grounds declined after Canada’s 1992 cod moratorium and an arbitration ruling that gave St-Pierre-Miquelon an exclusive economic zone of just 38 kilometres around the archipelago, except for a 16-kilometre swath extending 320 kilometres south.

    Both these events had major economic repercussions for St-Pierre-Miquelon.

    Hefty tariff

    Today, the territory’s economy is small — less than 0.001 per cent of France’s GDP — and it depends heavily on public funds and external provisions, particularly from neighbouring Canada.

    Nevertheless, the territory was initially included among the targets of the so-called Liberation Day tariffs announced U.S. President Donald Trump in April. It was singled out with a hefty 50 per cent import duty, temporarily making it one of the most heavily taxed territories in the world, matched only by the landlocked African country of Lesotho.

    Although Trump reversed course and reduced the tariff to 10 per cent a few days later, the original decision was perplexing given the archipelago’s minimal economic weight and its peripheral geopolitical position. Why was this St-Pierre-Michelon targeted so brutally by the Trump administration?

    Halibut geopolitics

    St-Pierre-Miquelon and the U.S. had a balanced trade relationship from 2010 to 2025, until a sharp discrepancy appeared in July 2024. The U.S. imported US$3.4 million worth of goods from the islands, exporting only $100,000 over the entire year.

    This resulted in a reported trade imbalance of 3,300 per cent for the year 2024, which the U.S. government appears to have interpreted as evidence of a 99 per cent tariff imposed by the territory, applying the same flawed algorithm on other countries.

    Why was there such a discrepancy in July 2024?

    According to several reports, this statistical anomaly is actually the result of a long-standing dispute between France and Canada over fishing quotas in the waters surrounding St-Pierre-Miquelon.

    Traditionally, the territory mainly exports seafood products to France and Canada, and almost none to the U.S.

    But in June 2024, a French vessel offloaded several tons of halibut — an expensive fish in high culinary demand — in Saint-Pierre.

    While the catch was made in international waters and was technically legal, it occurred amid ongoing tensions between France and Canada over halibut stocks and the sustainability of the species in the area.

    Because of these tensions, the catch was redirected to the U.S. market and sold for the aforementioned US$3.4 million, an outcome that ultimately triggered the tariffs imposed by the Trump administration.

    France and Canada reached an agreement on halibut later in 2024. But their “halibut war” was just the latest example of recurring disputes between the two countries over fishing quotas in the waters off the Grand Banks of Newfoundland, one of the world’s richest fishing grounds.

    The heavy tariffs imposed by the U.S. on St-Pierre-Miquelon, even though they were swiftly reversed, wer therefore an indirect consequence of the long-standing tensions between France and Canada.

    A new Alcatraz?

    Within days of St-Pierre-Miquelon recovering from the tariff shock, it was once again thrust into the spotlight.

    This time, Laurent Wauquiez, a moderate right-wing presidential contender in France, suggested migrants under deportation orders known as obligations de quitter le territoire français — or OQTF — should be given two options: either be detained in St-Pierre-Miquelon or return to their countries of origin.

    It’s not the first time politicians have proposed deporting prisoners to French overseas territories.

    The suggestion is aligned with France’s historical use of these territories as sites for penal colonies, most notably in Cayenne in French Guyana and New Caledonia in the South Pacific.

    Wauquiez’s remarks were widely condemned as contemptuous and colonial in tone, including by members of the government.

    In response, local authorities in St-Pierre-Miquelon tried to capitalize on the controversy by launching a humorous media campaign that reappropriated the OQTF acronym.

Based on estimates by the company’s proxy solicitor, shareholders are expected to elect two Phillips 66 nominees and two Elliott Management nominees.

    In recent years, the term “eldest daughter syndrome” has gained traction on social media, as many firstborn daughters share how they had to grow up faster. They often took on caregiving and supportive roles in their families.

    In high-income countries, research shows that these responsibilities often bring long-term benefits. Firstborn daughters – and sons – tend to have higher educational attainment and stronger cognitive skills. They also enjoy better job prospects and salaries.

    Some studies in low- and middle-income countries have found similar positive effects of being the eldest. But others have found the opposite.

    In low-income contexts, economic constraints, cultural practices – such as the involvement of extended families in child-rearing – and inheritance norms may produce very different effects.

    Our research brings new insights by examining these dynamics in Madagascar. It is one of the world’s poorest countries. Birth order there strongly shapes the transition to adulthood, especially for firstborn children.

    Progress in understanding birth order effects in low-income countries is held back by the lack of detailed, sibling-level data. Our study used a dataset that followed individuals from the ages of 10 to 22, capturing their transition from adolescence to adulthood. It collected detailed information on education, work, health, marriage, and migration. The dataset also captured key demographic and educational details for all living full siblings of each respondent.

    We found that firstborns in Madagascar transition into adulthood earlier than their younger siblings. They are more likely to leave school early. They enter the workforce sooner and marry at younger ages. For example, fourth-born children are 1.5 percentage points less likely than firstborns to have never attended school, and 1.1 percentage points more likely to complete post-secondary education. Or, third-borns are 23% less likely to marry at age 19 than firstborns.

    Our findings suggest that later-born children benefit from greater parental investment in education. This leads to better schooling outcomes and delayed entry into the labour market.

    Birth order and the transition to adulthood

    In Madagascar, early marriage can be a way for families to ease financial pressure. This is especially true since daughters typically join their husband’s household.

    When it comes to marriage, we find that later-born children are less likely to marry early than their firstborn siblings – especially after age 17. This trend holds for both boys and girls. The difference appears earlier for girls, which aligns with their younger average age at marriage.

    Interestingly, second-born girls are not significantly less likely to marry than their older sisters. This suggests that the eldest daughter does not always bear the full brunt of early marriage risk. Firstborn daughters often take on caregiving and household roles. These responsibilities may delay their marriage slightly, as families rely on them for day-to-day support.

    What explains these birth order effects?

    We did not observe significant differences in cognitive skills (like reasoning) or non-cognitive traits (like personality) between firstborns and their younger siblings. Cognitive abilities were assessed through oral and written math and French tests administered at home. These findings contrast with evidence from wealthier countries, where firstborns often outperform their siblings in both cognitive and non-cognitive domains. This may result from greater early parental investment.

    In Madagascar, child development may rely less on direct parental input and more on interactions within the extended family. This is consistent with the concept of fihavanana, a cultural principle that emphasises solidarity and mutual support within the extended family. Rather than benefiting mostly from parental quality time, children – especially later-borns – may develop their cognitive and non-cognitive skills through broader social networks. These include relatives and older siblings.

    We also explored whether gender preferences might help explain the differences in outcomes. For instance, if later-born children were disproportionately boys, it could suggest that parents continued having children in hopes of having a son. This could lead to more resources being allocated to that later-born boy. However, our data show an even distribution of boys and girls among later-born children. This suggests that gender-based stopping rules are unlikely to explain the patterns we observe.

    Instead, our findings point to economic constraints as the main driver for firstborns transitioning into adulthood earlier than their younger siblings.

    In poorer households, particularly in rural areas, firstborn children are often asked to help out financially. This often comes at the cost of their own education. Later-born children, by contrast, receive more investment in their schooling. This may compensate for their limited access to other resources, such as land.

    We find no birth order advantage in wealthier households or among families where parents have some education. This again highlights poverty as a key factor shaping these patterns.

    The double burden of being firstborn

    To sum up, our research shows that, in Madagascar, both male and female firstborns face an earlier transition into adulthood. They leave school and enter the labour market sooner. They marry earlier, although firstborn girls may be at slightly lower risk of early marriage than their younger sisters.

    This suggests that, in poor countries, the eldest daughter syndrome is not just about emotional and care-giving responsibilities. It may also come with fewer educational opportunities, greater economic pressure, and an earlier end to childhood. A true double burden for disadvantaged girls. Economic constraints within households largely explain this pattern.

    But the story is not only one of constraint. The absence of differences in cognitive and non-cognitive skills suggests that broader community ties, rooted in fihavanana and extended kinship networks, help cushion the impact of early responsibility. These collective structures may not erase inequality, but they offer a vital source of resilience.

    As policymakers and practitioners look for ways to promote educational equity, it’s worth remembering that some of the most overlooked trade-offs happen within households. Reducing the weight of those trade-offs – through financial support, community-based programmes, or school retention efforts – could help ensure that the future of one child doesn’t come at the expense of another.

Senator Padilla, U.S. Senate Democratic Leader Chuck Schumer (D-N.Y.), and U.S. Senator Sheldon Whitehouse (D-R.I.), Ranking Member of the Senate Committee on Environment and Public Works, held the floor yesterday after Majority Leader John Thune (R-S.D.) said that he would move forward this week with a cynical attempt to rescind California’s Clean Air Act waivers with a 50-vote threshold under the Congressional Review Act (CRA), bypassing the filibuster and its 60-vote requirement by overruling the Senate Parliamentarian.

    Senators Padilla, Schumer, Whitehouse, Martin Heinrich (D-N.M.), Ron Wyden (D-Ore.), Adam Schiff (D-Calif.), and Edward J. Markey (D-Mass.) all came out strongly against this reckless effort.

    In a joint statement, Padilla, Schumer, and Whitehouse condemned the attacks on California’s Clean Air Act waivers:

    “Let us be abundantly clear: if Republicans throw away the rulebook and overrule the Parliamentarian, that would be going nuclear — plain and simple. This move will harm public health and deteriorate air quality for millions of children and people across the country.  

    “Republicans are overruling a thirty-year tradition of state policies that bolstered a new sector of the economy, helped domestic automakers fend off China’s manufacturing dominance, improved the quality of the air we breathe, reduced planet-warming carbon pollution, and protected the health of American families.  Instead of negotiating changes with the states involved, the fossil fuel industry deployed its political operatives in Congress to go nuclear for them.

    “If the Trump Administration’s scheme to weaponize the CRA goes forward, the executive branch will control the Senate Floor. Senate Republicans are doing an about face on the filibuster — throwing it aside the first moment it’s convenient and the Senate Floor will not be the same.”

    Last night, Padilla, Schumer, and Whitehouse took to the Senate Floor to ask a series of parliamentary inquiries on Senate Republicans’ intention to go nuclear on the California waiver CRAs. Senate Democrats confirmed — on the congressional record — that the Republicans’ plan to move forward would be against the Parliamentarian’s guidance, and thus, the very definition of eliminating the filibuster and going nuclear.     Senator Martin Heinrich, Ranking Member of the Senate Energy and Natural Resources Committee, issued a statement emphasizing that once Republicans embrace this significant reversal of precedent and attempt to overturn California’s Clean Air Act waivers, a future Democratic Administration could try to reverse Republicans’ oil and gas priorities, including liquified natural gas (LNG) export terminals.

    “If Senate Republicans force a vote on the California Clean Air Act Waivers, they set a precedent that will allow Congress to overturn nearly any agency decision nationwide. I urge my colleagues to reject this gross overreach. If they don’t, Congressional Review Act resolutions will quickly hijack the Senate floor to retroactively invalidate agency permits, adjudications, and licensing decisions – actions that were never previously considered ‘rules.’

    “We need a reliable energy permitting and approval system if we are going to meet our growing energy needs. But under Republicans’ proposal, Congress could invalidate permits for new oil and gas wells, established rights of way for transmission lines, and approvals of new LNG export terminals. That includes the Department of Energy’s recent approval of Commonwealth LNG’s application to export liquified natural gas. If not challenged immediately, a future administration could also submit Commonwealth’s authorization as a rule retroactively and halt the project years after it has begun construction.

    “By opening this door, Republicans threaten to destroy our permitting and regulatory system, leading to higher energy costs for Americans and making it impossible for new developments to come online. Indeed, nearly every major and minor project the federal government touches could be stalled, creating significant uncertainty if not complete chaos. That is not what the American people want, and it cannot be what Senate Republicans want, either.”

    Senator Wyden, Ranking Member of the Senate Finance Committee, warned Republicans against overruling the Senate Parliamentarian and abusing the Congressional Review Act to meddle with California’s clean air policies. He said the Republican plan would backfire if they follow through.

    “Republicans should think twice before moving ahead with this unprecedented overreach. If they invoke this nuclear option now, they should expect that a future Democratic government will have to revisit decades worth of paltry corporate settlements, deferred prosecution agreements, and tax rulings that were overly favorable to multinationals and ultra-wealthy individuals. That would only be the beginning. These partisan actions cut both ways.”

    Senator Schiff delivered remarks on the Senate floor urging Senate Republicans to consider the implications their decision to throw out the Senate Parliamentarian’s ruling will have on their states if they use the CRA against California’s waivers.

    “I urge my colleagues, and the American people, not be distracted by suggestions that nothing is going on here, nothing new is going on here, no precedent is being set here. Because it is.”

    “This week’s vote is short-sighted because it’s going to have devastating impacts for our nation’s health, but it’s more than that. And it should send a chill down the spine of legislators in every state and communities across the country, regardless of their political affiliation because the Senate is now setting a new standard, and one that will haunt us in the future. And it will haunt those states whose Senators vote to go down this path. Make no mistake. Today, it is California and our ability to set our own air quality standards. 

    “But tomorrow, it can be your own state’s priorities made into a target by this vote to open the Pandora’s Box of the Congressional Review Act.”

    Senator Markey criticized Republicans’ attempt to change the Senate rules to overturn California’s waivers, both because it reverses California’s clean air progress and because it violates longstanding Senate rules.

    “At a moment when Donald Trump is actively undermining the checks and balances enshrined in our Constitution, Senate Republicans are moving ahead with a dangerous change to Senate rules while rolling back clean air regulations. 

    “It’s not enough for Republicans to promote chaos and conflict in our economy for the sake of billionaires, they now want to create chaos and conflict in Congress by intentionally trashing guardrails and decisions that protect all members. They don’t care about the rule of law, and they don’t seem to care about the rule of Congress. With this action, Senate Republicans are opening the door for future votes on the countless unlawful and unethical actions carried out by the Trump administration. There will be no putting the genie back in the bottle.”

    Senator Padilla has been outspoken in pushing back against Republican attacks on California’s Clean Air Act waivers. Yesterday, Padilla placed a hold on the four pending EPA nominees until Republicans stop their reckless attempts to overrule the Senate Parliamentarian. Earlier this month, Senators Padilla, Schiff, and Whitehouse took to the Senate floor to sound the alarm on Senate Republicans’ consideration of moving forward with their plan to revoke California’s Clean Air Act waivers. Padilla, Whitehouse, and Schumer also led Democratic Ranking Members in strongly warning Majority Leader Thune and Majority Whip John Barrasso (R-Wyo.) of the dangerous and irreparable consequences if Senate Republicans overrule the Senate Parliamentarian’s decision on California’s waivers.

    Last month, Senators Padilla, Whitehouse, and Schiff welcomed the Senate Parliamentarian’s decision that the waivers are not subject to the CRA. Padilla also joined Whitehouse and Schiff in blasting Trump and EPA Administrator Lee Zeldin’s weaponization of the EPA after the Government Accountability Office’s (GAO) similar finding. Padilla and Schiff previously slammed the Trump Administration’s intent to roll back dozens of the EPA’s regulations that protect California’s air and water.

    Government Taskforce meets on Merseyside to bolster nation’s flood resilience

    Flood response capabilities on display at Merseyside fire base

    The third meeting of the Government’s national Floods Resilience Taskforce convened in Aintree today

    Bolstering the nation’s resilience to flooding, including in Merseyside, was top of the agenda as the Government’s national Floods Resilience Taskforce convened in Aintree today (Wednesday 21 May).  

    The meeting was chaired by Floods Minister Emma Hardy and hosted by Mersey Fire and Rescue Service at their National Resilience Centre of Excellence, one of the UK’s most advanced emergency service training facilities, used to co-ordinate national responses to large scale incidents and provide firefighters with the necessary training and skills to respond to events such as severe flooding.  

    The Government inherited the nation’s flood defences in their worst condition on record. To ensure the country is protected from the devastating impacts of flooding, more than 1,000 flood defences will be built or repaired through the Plan for Change as part of a record £2.65 billion two-year investment. 

    Today’s Taskforce meeting brought together partners including Defra, Cabinet Office, the Ministry for Housing, Communities and Local Government, the Environment Agency, the Met Office, Local Resilience Forums, Mayoral Offices, emergency responders, the National Farmers Union, and environmental interest groups. 

    Floods Minister Emma Hardy said:

    The role of any government is to protect its citizens. Having inherited flood defences in disrepair, we are bringing together valued partners through our Floods Resilience Taskforce here in Aintree as we look to speed up and co-ordinate flood preparation and resilience. 

    Through our Plan for Change, we’re investing a record £2.65 billion to repair and build more than 1,000 flood defences across the country, protecting tens of thousands of homes and businesses including on Merseyside.

    The group discussed plans to modernise the UK’s system for flood warnings further, stressing the need for users to understand better how it works for effective decision-making, planning and response. The development of a common warnings framework across the UK will enhance the service and support actions to reduce risks to people, property and livelihoods.  

    The Taskforce also confirmed plans to improve the way the government identifies individuals vulnerable to flooding. This includes using the risk vulnerability tool, unveiled last month by the Cabinet Office, which will enable thousands of officials to see how vulnerable particular areas are to risks by mapping real time crisis data such as live weather warnings, alongside demographic statistics. 

    The meeting touched upon the flood recovery framework, which through local authorities in England provides government support in the aftermath of flooding in exceptional circumstances. There was also discussion of the Bellwin scheme, which is used to reimburse local authorities in England for the costs of the actions they take in the immediate aftermath of an emergency or disaster that endangers life or property. It was agreed that further work is required to improve public understanding of flood resilience. 

    Caroline Douglass, Executive Director for Flood and Coastal Risk Management at the Environment Agency, said:

    Protecting communities in England from the devastating impact of flooding is one of our top priorities as climate change brings more extreme weather. 

    By participating in the Floods Resilience Taskforce, we’re ensuring we share information and co-ordinate our approach to bolster protection for thousands of homes and businesses from the dangers of flooding, preventing billions of pounds worth of damages.

    Minister Oppong-Asare, Parliamentary Secretary at the Cabinet Office, said:

    The Flood Resilience Taskforce sits at the heart of our work to protect communities from extreme weather and flooding.  

    Today’s meeting highlighted how digital tools can strengthen our flood response to identify and support those who are most vulnerable to the impacts of flooding.  

    Through the taskforce, we’re continuing to work closely with key partners to keep people, homes, and businesses safe.

    Met Office Services Director Simon Brown said: 

    Our observations show that the UK is getting wetter, we are seeing more days with over 50mm rainfall in autumn months. A warmer, moister atmosphere increases the capacity for deluges of rain, which can result in serious flooding. A recent study looking at the storms through autumn and winter in 2023/24 found climate change increased the amount of rainfall from these storms, making them about 20% more intense. 

    A number of recent Met Office attribution studies have shown that some recent heavy rainfall events in the UK associated with flooding can be linked to human-caused climate change. Since 1998 the UK has seen six of the 10 wettest years on record. Events such as the wettest February on record in 2020, are expected to become more frequent by 2100 due to climate change.

    The Government’s record investment in flood defences includes around £2.5 million in funding for Merseyside across 2024/25 and 2025/26, including £1 million for a flood alleviation scheme to protect communities near the Pool watercourse at Churchtown in Southport.

    “Today marks the first meeting of the High-Level Panel on Social Protection in Fragile and Conflict-Affected Settings. And the beginning of our six-month mandate.

    Nearly three-quarters of the world’s extreme poor live in fragile settings, where crises are lasting longer, forcing more people from their homes, and contributing to migration.

    When floods, cyclones and droughts hit, when conflict breaks out, when economic shocks destroy livelihoods, social protection can provide a first line of defence, an effective locally led solution that enables the most vulnerable people to withstand, survive, recover from crisis and rebuild their lives at home. One that reduces the need for humanitarian response.

    But despite its proven potential, it is often overlooked in the fragile and conflict-affected settings where it is needed most.

    Over the next six months, the Panel will gather and review lessons from across sectors and regions – including through a forthcoming global public enquiry. As co-chairs, our goal is to come up with bold, practical recommendations that can drive meaningful change.”

    Westminster City Council has announced the implementation of a new Selective Licensing Scheme for privately rented homes, reaffirming its commitment to raising housing standards and creating a fairer, safer rental environment for residents across the city.

    The new scheme, set to cover 15 of the city’s 18 wards, will apply to all privately rented properties excluding Houses in Multiple Occupation (HMOs) that are already covered under existing mandatory and additional licensing schemes. This decisive move is aimed at tackling poor housing conditions and reducing anti-social behaviour by targeting rogue landlords and bringing substandard properties up to acceptable living standards.

    Westminster City Council undertook a thorough statutory consultation process before approving the scheme. The council commissioned Cadence Innova, an independent consultancy with expertise in public sector engagement, to carry out an extensive series of consultation activities. These included outreach with landlords, tenants, residents, and other key stakeholders. Cadence Innova has independently reviewed and reported on the responses and findings from the consultation.

    The decision to proceed with the scheme follows careful consideration of the consultation results and a detailed evidence base, highlighting the need for intervention in areas where housing conditions and anti-social behaviour remain problematic.

    Councillor Matt Noble, Cabinet Member for Regeneration and Renters, said:

    “The Selective Licensing Scheme is about supporting responsible landlords and ensuring that every resident in Westminster has access to safe, secure, and well-maintained housing. We’re focused on improving living conditions, not only to protect tenants but also to support landlords who do the right thing.”

    Once the decision becomes effective, the council will formally designate the selective licensing areas. Full details, including the scheme’s start date and guidance on when and how landlords can apply for licences, will be published in due course. 

    Notes to Editors:

    • The Scheme will be rolled out over two ‘designations’.
    • Designation 1 consists of eight wards experiencing high levels of poor housing conditions – Abbey Road, Church Street, Harrow Road, Knightsbridge and Belgravia, Little Venice, Maida Vale, Queen’s Park and Westbourne.
    • Designation 2 consists of seven wards experiencing both high levels of poor housing conditions and significant and persistent problems caused by anti-social behaviour  – Bayswater, Hyde Park, Lancaster Gate, Marylebone, Pimlico North, Regent’s Park and West End.
    • The Selective Licensing Scheme excludes properties already licensed under Westminster’s existing HMO schemes. Other exemptions also apply, including properties managed by Registered Providers of Social Housing.
    • The scheme is part of Westminster’s broader Private Rented Sector Strategy.
    • Licensing will enable the council to require landlords to meet basic housing standards, with enforcement powers for non-compliance.
    • Incentives will apply to landlords of well managed properties including fee discounts for accredited landlords and for the most energy efficient properties.
