    RABAT, May 14 (Xinhua) — Li Shulei, a member of the Political Bureau of the Communist Party of China (CPC) Central Committee and director of the Publicity Department of the CPC Central Committee, led a CPC delegation to Morocco from May 12 to 14 at the invitation of the National Rally of Independents (NRII) Party.

    During the visit, Li Shulei held separate meetings with senior Moroccan officials, including Prime Minister and PON Chairman Aziz Ahannouch, Speaker of the House of Representatives (lower house of parliament) Rachid al-Talbi Alami, Minister of Youth, Culture and Communication Mohamed Mehdi Bensaid, Minister of Equipment and Water Resources Nizar Baraka, and held talks with leaders of other major Moroccan political parties.

    Li Shulei noted that under the strategic guidance of the two heads of state, China-Morocco relations have developed rapidly and are enjoying the best period in history. He said China is willing to work with Morocco to implement the important consensus reached by the two leaders, strengthen political mutual trust, deepen strategic interaction, expand mutual learning between civilizations, and jointly advocate an equal and orderly multipolar world and an inclusive economic globalization that benefits everyone.

    The head of the Publicity Department of the CPC Central Committee called for promoting high-quality joint construction of the Belt and Road for the benefit of the two countries and their peoples, and making China-Morocco cultural and humanitarian exchanges and cooperation a model for implementing the Global Civilization Initiative.

    Li Shulei added that the CPC hopes to deepen exchanges of governance experience with friendly political parties in Morocco to promote the further development of the China-Morocco strategic partnership through inter-party channels.

    Representatives of the Moroccan side, in turn, stated that King Mohammed VI and the Moroccan government attach great importance to the development of relations with China and are ready to further advance practical cooperation in such areas as infrastructure construction, new energy sources and investment, strengthen exchanges at all levels, constantly enriching the content of the strategic partnership between the two countries.

    In addition, Moroccan political parties expressed their willingness to deepen dialogue with the CPC, strengthen the exchange of ideas and experiences in order to more effectively promote the development of bilateral ties. –0–

  • MIL-OSI Global: Decades of neglect: Migrant farm worker housing needs national regulatory standards

    In today’s political climate, temporary migrants in Canada are being scapegoated for everything from rising grocery bills to the affordable housing crisis. Yet migrant workers, particularly farm workers, face a hidden housing crisis that needs urgent attention.

    Much of Canada’s ability to produce food hinges on hiring migrant agricultural workers from countries like Mexico, Guatemala, Jamaica and elsewhere. Yet, housing for migrant agricultural workers in Canada is often overcrowded, dangerous and undignified.

    Amid government inaction, our group of 29 researchers, clinicians and advocates with the Coalition for National Housing Standards for Migrant Agricultural Workers (CoNaMi), have developed a proposal for national housing standards. This work is backed by clinical experience, hundreds of interviews and surveys and migrant agricultural workers’ own advocacy.

    Inadequate housing

    When two of us — Anelyse and Susana — interviewed 151 migrants in Ontario and British Columbia as part of our research, workers described conditions of isolation, crowding, inadequate ventilation, poor maintenance and close proximity to hazards such as agrochemicals.

    Both during and after the COVID-19 pandemic, many workers struggled to access health care, groceries and social services. In addition, their phone and internet access was often unreliable.

    Some workers reported employer-imposed restrictions on leaving the property, and bans on visitors. These living conditions pose serious risks to workers.

    Similarly to research led by the Centre for Climate Justice in British Columbia, we also encountered several workers who endured significant hardships as a result of extreme weather events.

    Consistent with recent research in Nova Scotia, we found that a lack of meaningful union representation, precarious status and low wages created coercive conditions in which workers felt forced to accept poor living conditions.

    Marginalization and exploitation

    As migrant workers typically live on the farms where they work, the lines between work and home can be blurred. This living arrangement often contributes to isolation and surveillance by employers. It may also enable harassment and abuse.

    Furthermore, migrants are geographically separated from their families for months or years at a time. Research that Adam has conducted in Atlantic Canada and Ontario, Jill in Québec and Susana in Ontario and British Columbia, outlines how poor housing conditions not only threaten workers’ health and well-being, but also contribute to their marginalization and exploitation.

    Workers often describe feeling demeaned and controlled, and they wonder why Canada, a country so willing to accept their labour, is so reluctant to accept their common humanity.

    In 2024, the United Nations Special Rapporteur on contemporary forms of slavery has described Canada’s temporary foreign worker program, accessed by migrant agricultural workers to come to Canada, as “a breeding ground for contemporary forms of slavery,” a statement echoed by international human rights watchdog Amnesty International.

    Yet the federal government has failed to meaningfully improve housing conditions or establish clear, enforceable and mandatory standards. This inaction persists despite years of reviews, consultations and recommendations.

    In fact, a study commissioned by the federal government to review the possibility of a national housing standard for migrant agricultural workers in 2018 called for greater consistency in housing quality assessments.

    Academic experts have long called for a national housing standard, as well as proactive and unannounced housing inspections. Other professional and labour organizations have identified the need for greater inter-jurisdictional co-ordination and attention to issues of safety, pandemic preparedness, privacy and dignity.

    Furthermore, safeguarding housing quality requires policy changes that provide meaningful status and adequate collective bargaining representation to migrant workers, as these conditions underlie their vulnerability in housing.

    In the 2020 Auditor General of Canada report, the need for national minimum accommodation requirements for migrant agricultural workers was identified. However, housing remains a key concern for these workers who have not yet benefited from such proposed recommendations.

    National housing standard

    A national housing standard for migrant agricultural workers is a crucial step towards protecting their rights and mitigating their vulnerability. These standards must include:

    1. Appropriate and enforced housing standards: Ensure robust and proactive enforcement of housing standard. Living quarters must be well-constructed, safe and dignified.

    2. Privacy, security, access and freedom: Guarantee workers’ rights to privacy, movement, access to health and social services and freedom from surveillance. Workers must have access to transportation and be able to enjoy rest, leisure and a social life.

    3. Dignified living conditions: Safeguard basic rights to comfort, storage and personal care by prescribing minimum standards and ratios for private bedrooms, common areas, laundry and cooking facilities. Workers should have private bedrooms and reliable internet access.

    4. Health and safety in housing: Protect workers from the spread of illness, extreme weather events and other hazards through proper air conditioning, ventilation and reduced occupancy ratios for bathrooms and kitchens.

    5. Co-ordinated government leadership: Prevent different jurisdictions passing the buck by mandating co-ordination, data-sharing and training among federal, provincial and municipal governments. For example, inspectors should be trauma-informed and armed with strategies to mitigate implicit bias and to anticipate barriers this group faces because of their precarious status. The federal government must lead with adequate funding and policy reform to address barriers that prevent workers from advocating for decent housing.

    The evidence is clear. Canadian governments must raise the bar from the floor, and create national standards for migrant agricultural workers’ housing.

    Under-Secretary-General for Humanitarian Affairs Tom Fletcher today (13 May) asked the Security Council Members “to reflect for a moment on what action we will tell future generations we each took to stop the 21st century atrocity to which we bear daily witness in Gaza.”

    Fletcher, briefing the Council on the humanitarian situation in the Palestinian enclave, said, “Israel is deliberately un unashamedly imposing inhumane conditions on civilians in the occupied Palestinian territory. For more than ten weeks. Nothing has entered Gaza. No food, medicine, water, or tents. Hundreds of thousands of Palestinians have again been forcibly displaced and confined into ever shrinking spaces, as 70 percent of Gaza’s territory is either within Israeli militarized zones or under displacement orders.”

    The humanitarian official said Israel denies humanitarians access, “placing the objective of depopulating Gaza before the lives of civilians.”

    He said, “we have lifesaving supplies ready now at the borders. We can save hundreds of thousands of survivors. We have rigorous mechanisms to ensure our aid gets to civilians, and not to Hamas. But

    He asked Council Members, “what more evidence do you need now? Will you act decisively to prevent genocide and to ensure respect for international humanitarian law? Or will you say instead that we did all we could?”

    The Food and Agriculture Organization (FAO) Director of its Liaison Office with the United Nations, Angélica Jácome, told the Council that “agrifood systems have collapsed in the Gaza Strip while food prices have soared.”

    Jácome said, “we are witnessing the systemic breakdown of conditions essential for survival. People in Gaza are not only experiencing lack of food, but they are going through a profound breakdown of health, livelihood, and social structures, leaving entire communities in a state of desperation, devastation, and death.”

    Palestinian Ambassador Riyad Mansour told the Council that “930,000 children are at critical risk of famine” in Gaza, “not because there is no food. Food is there. A few meters away. Rotting instead of reaching those who desperately need it. But because Israel has been openly and brazenly blocking humanitarian aid for over two months now.”

    Mansour said, “this is engineered starvation. It is the most inhumane form of torture and killing.”

    He noted that Israeli Prime Minister Benjamin Netanyahu had told the Foreign Affairs and Defence Committee of the Israeli Knesset on Sunday “we are destroying more and more homes. They have nowhere to return to. The only inevitable outcome will be the wish of Gazans to immigrate outside of the Gaza Strip.”

    For his part, Israeli Ambassador Danny Danon said, “we will not accept a humanitarian mechanism that props up the terror organization that butchered our people. We will not sit idly by as food, fuel and funds meant for civilians are funnelled into the Hamas terror machine. We will never allow our morality to be weaponized against us again.”

    Danon said Secretary-General António Guterres had “refused to engage” in a new humanitarian distribution plan proposed by Israel, alleging that the plan “in his view, does not meet the principles of and I quote, ‘impartiality, humanity, independence and neutrality.”

    The Israeli Ambassador said, “the irony is unbelievable, as the previous mechanism made a mockery of every one of those principles. That is not diplomacy. That is not neutrality. That is sabotage disguised as principle.”

    Danon said, “to Secretary-General Guterres I say this; the aid that ended up in Hamas hands did not bring hope. It did not bring progress. It brought death. That path leads nowhere, Mr. Guterres, you are invited to return to the table. But if you do come with open eyes, and open ears, something can be achieved.”

  • MIL-OSI Video: Reconnecting Communities in Western North Carolina, One Bridge at a Time

    After Tropical Storm Helene reshaped Western North Carolina, thousands of private bridges were washed out or severely damaged, limiting access to thousands of homes in the region.

    In response, FEMA continues to partner with state and county emergency management agencies, faith-based organizations, and local communities to restore safe access and help survivors return home.

    Through the Bridging Together initiative – spearheaded by the Mennonite Disaster Service and the Lutheran Disaster Response – these partnerships are making a difference in survivors’ lives.

    In Henderson County’s Stoney Creek Bridge community, the recent completion of a 60-foot bridge has supported 16 households and moved the neighborhood one step closer to recovery.

    Expresses condolences and solemn appreciation to the loved ones of each law enforcement officer who has made the ultimate sacrifice in the line of duty.
    Encourages the people of the United States to observe National Police Week by honoring law enforcement personnel and promoting awareness of the essential mission that law enforcement personnel undertake in service to their communities and the United States.

  • MIL-OSI NGOs: The Amazon can wait no longer

    Throughout our lives, we have witnessed the suffering and devastation wrought on the Amazon region by oil extraction. We, the young women who today call ourselves “Warriors for the Amazon“, are part of a movement that, together with the Union of People Affected by Texaco’s Oil Operations (UDAPT), the “Eliminen los Mecheros, Enciendan la Vida” (Remove the flares, Ignite life) collective and our communities and families, is fighting for the present and future of the Amazon and against oil pollution.

    We grew up alongside the gas flares, those fire monsters used for oil extraction that pollute our air and our water. Every single flame from the monsters represents more pollution, more suffering and more sickness for our people, as well as more destruction for the home we share with thousands of species. We watch every day as insects and animals are burned in the flames. Pollution is killing our loved ones: our mothers, fathers, grandparents, neighbours and friends, who are falling prone to diseases such as cancer. Many of them face long journeys to Quito or other cities to seek specialist medical care. Some do not survive this unjust reality.

    The flares are also time bombs, releasing methane and other pollutants that heat our atmosphere and contribute to climate disasters that disproportionately affect those of us already suffering from pollution.

    Despite all this, the Ecuadorian state continues to allow these flares to operate and multiply unchecked. Together with UDAPT, other collectives, our families and our communities, since 2020 we have been bringing legal action calling for the flares to be eliminated. After a long and exhausting battle, in July 2021 the courts ruled in our favour. And yet the state has ignored us for more than three years now. The number of flares has increased, from 447 in 2019 to 486 in 2023. This situation is unsustainable and constitutes a violation of our human rights.

    We are not asking for the flares to be turned off. Rather, as ordered by the court, we are demanding the removal of all the flares that affect our lives, nature and other communities. The Ecuadorian state, and all other countries in which flares are used, must undertake not only to remove them, but also to repair the damage already done. We cannot allow oil extraction to continue destroying lives.

    We call upon Ecuador’s president-elect, Daniel Noboa, to acknowledge that he has a duty not only to govern, but also to protect life, health and nature. During 50 years of oil exploitation, no president has taken meaningful action on human rights and environmental justice because these issues have not been a priority for them. In regions such as the Amazon or Esmeraldas, which were recently hit by a devastating oil spill caused by negligence on the part of Petroecuador, the Ecuadorian state continues to extract oil wealth at the expense of people’s land and rights. For those of us who live in these sacrifice zones, all that remains is pollution and death. Our fight is not only against the flares, but also to bring to an end the violation of our rights and the rights of those affected by the oil industry and climate change.

    We cannot allow the Ecuadorian government to continue to ignore the harsh reality facing communities in the country’s Amazon region or those affected by oil extraction. It must stop putting money before health or life. In the context of the climate crisis, urgent action can no longer be put off. Our struggle, which should be shared by the entire country, is a struggle for a future in which our families can live in peace, breathe clean air and drink water that is not polluted.

    This is not a message of despair, but rather one of hope for change. We know we are not alone. Every day, more and more people join our cause from both within and outside Ecuador, recognizing that our struggle is a fight for life itself. At this critical juncture, we urge presidential candidates to avoid empty rhetoric and take concrete action instead. The time has come to build a true common home for us and for those who will come after us.

  • MIL-OSI Global: Andor showcases the power of music to oppose tyranny – an homage to the French Resistance

    Warning: this article contains spoilers for Andor season two, up to episode nine.

    This week, many fans are diving into the final episodes of Andor season two on Disney+. Meanwhile, others are still reeling from last week’s powerful episode.

    Episodes seven through nine of the Star Wars spin-off show depicted the tragedy of the fictional Ghorman massacre and its political fallout. Set chronologically two years before Star Wars: Episode IV – A New Hope, the episodes present the peaks of the Galactic Empire’s oppressive rule over the planet Ghorman, which culminates in a mass slaughter of peaceful Ghor protesters in the capital city’s main plaza.

    Episode eight, Who Are You?, is a poignant portrayal of propaganda, collective resistance and military force.

    A particularly emotive scene comes when Lezine (Thierry Godard) – a member of a local rebel group called the Ghorman Front – begins to sing in the midst of the Ghor’s demonstration. Soon, all members of the peaceful protest join Lezine’s chorus in an act that signals not aggression, but community.

    The moment echoes the French Resistance’s use of music to defy Nazi rule throughout the second world war. The French Resistance was a movement of civilians and combatants who opposed the German occupation of France.

    While the episode’s parallels to Earth-side conflicts throughout historical and modern eras do not start and stop with the French Resistance, it is worth unpacking these similarities further. Doing so reveals insights into the power of art — and specifically music – in fighting tyranny.

    The political parallels between Star Wars and Andor

    The Star Wars franchise has long been analysed for its political storytelling. The original trilogy, for instance, makes connections to the French Revolution, the second world war and the Vietnam war. There are overarching themes of colonialism, fascist dictatorship and guerrilla warfare.

    Andor is no exception. Showrunner Tony Gilroy uses two 12-episode seasons to narrate the birth of a rebellion and subsequent revolution. Critics and Star Wars pundits alike have commented on the show’s parallels to historical and contemporary conflicts, with think-pieces and social-media threads comparing season two’s plot points to the America’s 2003 invasion of Iraq, the Russo-Ukrainian war and even the conflict in Gaza.

    The Ghorman massacre has become an especially explosive talking point given its significance to the overall series. At the start of season two, it becomes clear that the Galactic empire requires a mineral – kalkite – that is unique to Ghorman to supply its “energy initiative” (the Death Star).

    The empire subsequently launches a devastating propaganda campaign to turn the galaxy against the Ghor. This is done in anticipation of eventually carrying out a genocide against the planet’s people to clear the path for unimpeded mineral extraction. In turn, it is the Ghorman massacre that prompts Senator Mon Mothma (Genevieve O’Reilly) to publicly declare her opposition to the “monstrous” Emperor Palpatine (Ian McDiarmid) and lead the Rebel Alliance – as seen in the films Rogue One (2016) and Episode IV – A New Hope (1977).

    In the lead-up to the Ghorman massacre, some of the Ghor initiate an underground resistance against the empire’s forces – often haphazard and disjointed, but resilient all the same. Several storytelling devices are used to evoke the spirit of the French Resistance.

    For one, Gilroy casts French actors to play many of the Ghorman Front leaders, including Ewens Abid, Thierry Godard and Caroline Vanier. Second, the Ghor language is based on a combination of French phonetics and Italian grammar. Combined with the accents of the Ghor actors, it conjures the feeling of the French language, without directly using its vocabulary.

    The costuming of the Ghor is also suggestive of second world war France, as they don trench coats and berets.

    Music as a tool against tyranny

    In the episode, the protesters sing the Ghor national anthem: We Are The Ghor! Its lyrics yield imagery of the “valley” and “highland”, as well as call upon its nationals to “raise your eyes to homeland skies”, “call your kin to come and sing”, and “tight the weave and roll the sleeve”.

    Describing the creation of the anthem, composer Nicholas Britell remarked that his and Gilroy’s goal was to “create something that felt timeless and authentic, but which could also feel like an emotional rallying cry”.

    The French national anthem, La Marseillaise, has served a similar mandate since its adoption in 1795. It was used as a political tool of resistance throughout the second world war.

    Upon Germany’s defeat of France in 1940, the Nazi occupiers swiftly banned French citizens from singing La Marseillaise. In November 1940, however, thousands of French students and civilians marched around the Arc de Triomphe while chanting the anthem in a show of defiance. To end the display of unity, occupying forces violently dispersed the demonstration, injuring and arresting many.

    Members of the French Resistance also gained a second anthem throughout the war, titled Le Chant des Partisans, which was composed and performed by Anna Marly. Like We Are The Ghor!, the tune evokes rural landscapes, hard workers and kin, as well as issues demands to its listeners-in-arms to “sing” as one.

    There are many accounts of Le Chant being used to oppose Nazi rule. It was played, for instance, over the radio to signal an incoming message for the French Resistance. It was also reportedly hummed between members of the Maquis during sabotage operations. One account even relays the story of French fighters who whistled the song while they were forced by the Germans to dig their own graves.

    These examples from history and fantasy demonstrate the power of music to oppose tyranny. While in itself an act of nonviolence, singing in a group is a tool of community building – an indispensable component of overcoming authoritarianism. Tellingly, in an interview with DECIDER, Andor creator Gilroy explained that authoritarianism is always “about the destruction of community”.

    When you sing along with the crowd at a beloved artist’s concert or belt the anthem ahead of a heated sports match, it is the joy of community that is felt – a feeling of oneness among a swath of strangers. It is therefore in this musical moment – reminiscent of not just the French Resistance but of all movements that have deployed music in defiance – that the fictional realm of Andor’s Who Are You? tragically tells the truth.

    For fans, it aptly brings to bear the unshakeable capacity of singing to combat oppression, be it here on Earth, or in a galaxy, far, far away.

    We write in support of the Commerce Department’s investigation of TP-Link, a state-sponsored networking equipment company, and urge you to take swift action to prohibit further sales of TP-Link networking products in the United States. TP-Link’s deep ties to the Chinese Communist Party (CCP), use of predatory pricing to eliminate trusted U.S. alternatives, and role in embedding foreign surveillance and destructive capabilities into our networks render it a clear and present danger.
    Chinese state actors have exploited TP-Link small and home office (SOHO) networking devices — including Wi-Fi routers, cellular gateways, and mobile hotspots — to wage cyber-attacks in the United States. CCP agents commonly exploit SOHO routers because those systems have ideal bandwidth and computing power for sustained cyber activities but lack additional layers of security common in enterprise networks. TP-Link is also subject to China’s National Security Law, giving the CCP access to U.S. systems before American authorities know a vulnerability exists. In fact, TP-Link is the only router company that refuses to engage in industry efforts to remediate Chinese state-sponsored botnets.

  • MIL-OSI Global: Looking for mental health or wellness advice in a book? Check the author’s credentials first

    Self-help books are a mainstay of the non-fiction market. According to a 2022 study by BookNet Canada, self-help titles account for 17 per cent of non-fiction book sales.

    Some of these books can go on to sell millions of copies, but popularity doesn’t always equal credibility. Achieving bestseller status can reflect effective marketing campaigns, a large social media following or the appeal of personal storytelling rather than academic or clinical credentials.

    To better understand the current self-help landscape, my graduate student and I are reviewing New York Times bestsellers under the “Advice, How-To & Miscellaneous” category, which includes self-help books.

    Our preliminary analysis for April 2025 identified 22 relevant books, with only three written by authors with advanced training in psychology or medicine:

    This isn’t a new issue. A 2008 study examining 50 top-selling books directed at anxiety, depression and trauma found that more than half contained strategies that were not supported by evidence.

    Can self-help books help? It depends

    The effectiveness of a self-help book depends largely on the quality of its content and how it is used by readers.

    Books that draw on peer-reviewed research are more likely to offer reliable, evidence-based strategies for improving well-being.

    Peer review is a process in academic publishing where experts in a given field vet a research study’s quality before it’s published. This process helps ensure the research is of high quality and adheres to the standards of the discipline.

    Evidence-based books are ones that rely on peer-reviewed research to support their claims and suggestions for improved well-being. Having psychological science make its way to the general public via self-help books can provide a useful resource to support well-being and self-improvement.

    In contrast, books that are based on someone’s opinion or their lived experiences have not had their ideas tested or verified. Although these books can contain useful information that were helpful to the author, they can also be problematic, as the ideas have not been empirically examined.

    Risks of non-evidence-based self-help books

    Relying on untested self-help strategies can delay people from seeking appropriate support for the challenges they face. When they turn to self-help books instead of seeking professional care, it can lead to worsening symptoms and missed opportunities for effective treatment.

    This can have serious consequences, particularly for those dealing with complex mental health challenges like anxiety, depression or trauma.

    Relying on untested self-help strategies can delay individuals from seeking appropriate support for the challenges they face.

    In addition, exposure to misinformation or disinformation can make matters worse. When such content circulates widely, like through best-selling books, it can reinforce harmful stereotypes or downplay the seriousness of psychological distress.

    This can perpetuate stigma and make people feel ashamed or reluctant to seek therapy, medical treatment or other professional help.

    The last section of the book, titled “The Tools,” includes several evidence-based strategies to reduce the negative loops that can run in our minds.

The measure is supported by multiple law enforcement groups including the Federal Law Enforcement Officers Association, National Sheriffs’ Association and Fraternal Order of Police.

    During a disaster management subcommittee hearing of the U.S. Senate Committee on Homeland Security and Governmental Affairs, U.S. Senator Josh Hawley (R-Mo.) highlighted victims of recent natural disasters and the insurance companies that defrauded them.  
    “This isn’t charity that we’re talking about. [Americans] turn to their insurance companies because they pay premiums to those insurance companies. It’s a contract,” said Senator Hawley. “And unfortunately, time after time they find when disaster strikes–in their moment of utmost need–the insurance companies come back to them and they delay, and they deny, and they offer excuses, and they send out two adjusters and three adjusters and 15 adjusters and 25 adjusters, and they constantly change the estimates. And at the end of the day, they just won’t pay what is due. What is required. What is just.”
    The hearing featured homeowners whose property was severely damaged by recent storms, insurance adjuster whistleblowers who were pressured by companies to doctor reports to cut payouts, and the executive director of the American Policyholder Association, a consumer advocacy group that investigates fraud by insurance companies. 
    “When we needed Allstate the most, they failed us,” one disaster victim noted.
    “This is no longer about just a roof,” said another. “It’s about the failure of a system that leaves families vulnerable after catastrophic events.”
    Senator Hawley concurred.
    “It’s not like it’s happened to just one family,” he said. “It is a deliberate strategy to maximize profits.” 
    Senator Hawley also called out Allstate and State Farm for defrauding their policyholders and intimidating whistleblowers.
    “We’ve just heard testimony here–sworn testimony from multiple adjusters–that your company ordered them to delete or alter damage estimates to reduce payouts and to make you profits,” Senator Hawley said. “It sounds to me like you’re running a system of institutionalized fraud.”
    Senator Hawley has been drawing attention to insurance company victims since President Trump shed light on the issue during his January visit to North Carolina where he met with those impacted by Hurricane Helene.

The Senator continued to speak out against Congressional Republicans’ attempts to claw back clean energy tax credits, which would put thousands of jobs and billions in investments at risk.
    Senator Warnock held a press conference at the Georgia Ports Authority headquarters to uplift his new report that details how Georgia risks losing up to 42,000 good-paying jobs if Washington Republicans repeal the Inflation Reduction Act’s (IRA) Clean Energy Tax Credits. The report found Georgia’s clean energy economy has led the nation following the 2022 passage of these tax credits while also providing a stark warning on the risks posed to Georgia’s clean energy jobs and project investments amid the economic uncertainty being fueled by the reckless actions and threats of the Trump administration and Congressional Republicans.
    The report and Savannah press conference comes as House Republicans laid out plans on Monday to phase out clean energy tax credits, slash spending on electric vehicles and renewable energy, and claw back other climate-related funds as part of the Washington Republicans’ attempt to pass a broad tax bill that would cut federal investments in our nation’s clean energy economy, alongside other cuts across the federal government, in order to offset a tax cut for the wealthiest earners in America. 
    Senator Warnock’s leadership was critical in crafting and passing the landmark climate legislation in 2022. Since these tax credits were signed into law, clean energy jobs and investments exploded across the country, but nowhere was that growth more potent than in Georgia. In less than three years, clean energy businesses have announced 51 new projects worth over $28 billion in Georgia. Investment in clean energy manufacturing, including batteries, solar panels, and electric vehicles has increased by a factor of ten. All these gains are at risk if Washington Republicans repeal the Clean Energy Tax Credits.

    Savannah Morning News: U.S. Senator Warnock takes fight for clean energy tax credits to Savannah
    U.S. Sen. Raphael Warnock took his fight to save clean energy tax credits from the Inflation Reduction Act to Savannah on Monday, holding a press conference touting the impacts of IRA credits to Georgia’s economy.
    Warnock’s office released a report last week that claimed the state is at risk of losing as many as 42,000 jobs and nearly $28 billion in investment if IRA credits were cut. The senator’s push comes as the U.S. Congress works through its budget reconciliation process, where some tax credits may face repeal.
    During the press conference Monday, which was held at the Georgia Ports Authority headquarters, Warnock put the onus on Georgia’s federal Republicans to fight for the credits.
    “Now it’s up to Georgia’s congressional Republicans to protect these clean energy credits,” Warnock said. “Let’s choose the people over politics. Let’s choose jobs over the games that so often get played in Washington, D.C. Let’s protect these jobs and protect these investments.”
    Select House Republicans sent a letter to the House Ways and Means Committee leadership in early March advocating for “targeted and pragmatic” changes to energy-related tax code. Rep. Buddy Carter, who represents Georgia’s coast and recently announced a bid for the U.S. Senate, signed onto the letter.
    Warnock said Monday that he is fighting to retain all of the IRA’s credits, citing statistics from his office’s report that every $1 in federal investment from the IRA yields another $4.50 in private investment. “We ought to keep all of them,” Warnock said. “Who are we compromising with, ourselves?”
    Savannah Morning News: U.S. Senator Warnock’s report says manufacturing jobs at risk if IRA is repealed
    Sen. Raphael Warnock wants the entire U.S. to know that Georgia has shown that “the future is green, the future is clean.”
    Unless, that is, the U.S. republican-led Congress decides to cut clean energy tax credits created by the President Joe Biden-era Inflation Reduction Act (IRA). Congress is set to go through its budget reconciliation process in coming months and Warnock has sounded the alarm with a report issued last week stating Georgia could be at risk of losing as many as 42,000 jobs and nearly $28 billion in investment if IRA credits were cut.
    Warnock believes Georgia has shown his republican colleagues that the U.S. does not have to “decide between the economy and the environment, that you can work on both of those things.”
    Warnock feels that his office’s report clearly outlines the consequences if the tax credits were to go away, especially for Georgia, which he called “the big winner” from the IRA. 
    A statement from his office’s report reads, “Overall post-IRA business investment in Georgia clean energy manufacturing has totaled nearly $16.4 billion, which is over 10 times greater than clean energy manufacturing investment in the previous two years.”
    WTOC: Senator Warnock pushes back against proposed repeal of clean energy tax credit 
    Congressional Republicans are considering repealing Clean Energy tax credits as a part of their proposed budget package. According to a new report by Georgia Democratic Senator Raphael Warnock, nearly 42,000 jobs could be lost statewide if this happens.
    “I‘m here in my hometown of Savannah, Georgia to speak out about efforts to eliminate up to 42,000 good-paying jobs right here in Georgia. That includes 7,400 jobs right here…,” said Senator Raphael Warnock. The Senator said that without them, Georgia workers, families, and the economy would all take a hit.
    “It’s a job killer. It’s pure and simple. And, you know, I just hope we will center the people rather than the politics because the economics is clear,” said Senator Warnock. 
    Congress passed the Inflation Reduction Act in 2022. It was meant to create and expand clean energy programs statewide.
    According to the senator’s report, Georgia has been the top beneficiary of the IRA’s clean energy incentives. He’s calling out his republican colleagues in Congress, who are looking to repeal these tax credits.
    “Georgia Republicans have a choice to make. These credits have benefited their districts more than blue districts. And I think the people of Georgia are waiting to see if they are going to stand up for them,” said Senator Warnock.

    Senator Warnock has secured $664 million for Georgia’s HBCUs to date, part of $17 billion in federal investments championed by the Senator since 2021

    Augusta, Georgia – On Sunday, U.S. Senator Reverend Raphael Warnock (D-GA) delivered the commencement address for the Class of 2025 at Paine College in Augusta, Georgia. Paine College is one of ten Historically Black Colleges & Universities (HBCUs) across Georgia. The Senator commended Paine College for its rich history, academic excellence, and commitment to fostering Black leadership across industries. 
    During the college’s 143rd commencement ceremony, Senator Warnock, an alum of Atlanta’s Morehouse College and the only sitting U.S. Senator to graduate from an HBCU, urged the graduates to make their life’s project longer and larger than their lifespan and give themselves over to a mission that is larger than themselves. In a moment in which there are those in power trying to silence the voices of young people, Senator Warnock charged the graduates to not allow them to silence their voices or squash the activist spirit that fuels peaceful protest in pursuit of social change. 
    In recognition of his lifelong commitment to service, moral leadership, and the pursuit of social justice, Paine College awarded Senator Warnock the honorary degree of Doctor of Humane Letters during the ceremony, as well as a plaque of appreciation for delivering the keynote address.

    Additionally, the Senator highlighted the important role of HBCUs in helping shape the next generation of changemakers, as well as his work to successfully secure $664 million in federal funding for Georgia’s HBCUs, part of $17 billion in investments the federal government has delivered to HBCU campuses throughout the nation since the Senator came to the Senate. 
    Over the weekend, Senator Warnock also addressed the Class of 2025 at Virginia Union University, an HBCU in Richmond, Virginia.

    Paine College’s HEAL Complex welcomed hundreds of visitors, Sunday morning, mostly the families of students, as it celebrated its 143rd Commencement Convocation.
    Sen. Warnock, a close friend of McCorn’s and a fellow Morehouse alumnus, would have normally been speaking from the pulpit in Atlanta’s Ebenezer Baptist Church on Sunday. His exhortations to graduating students during his address were delivered with comparable enthusiasm.
    “As an HBCU (historically Black college/university) graduate, I know the unique history of places like Paine College. I know what you represent, I know the sacrifice that it took to get you here,” Warnock said.
    The senator referred to his own personal history in encouraging grads to persevere amid what he called “a difficult time in our nation.”
    “I wanted to recognize that it is difficult. Many of them had to work really hard, had to push against financial and other restraints just to get this far,” he said, alluding to his own work in Washington, including his membership in the Senate’s Committee on Banking, Housing and Urban Affairs. “But I hope that my own story might be an example, a model, of how you keep pushing even when you don’t have the answers, and when you’re working and doing the work very often, help comes in unexpected places, and I’m trying to do that work every single day in the United States Senate.”

    Despite the rainy day, Paine College still celebrated its graduates Sunday. Hundreds of students walked across the stage today to celebrate their academic achievements, and on Mother’s Day, nonetheless. Senator Raphael Warnock was the keynote speaker at commencement.
    “America is great because of its diversity, and here’s what I’m going to do. I’m going to fight for that kid who was me growing up in public housing down in Savannah, GA. But I’m also going to fight for the poor, white rural kid who’s growing up in communities that have been too long forgotten about and overlooked,” said Warnock. 
    He also talked about what he has done to help schools like Paine College thrive.

    Commission seeks input on aligning natural gas utility planning with Maine’s climate commitments

    Hallowell, Maine– The Maine Public Utilities Commission (MPUC) has initiated an inquiry to explore the implications of the state’s decarbonization goals for natural gas utilities and their customers, and to solicit information from interested stakeholders. The proceeding seeks to develop a consistent framework for incorporating greenhouse gas (GHG) emissions impacts into the Commissions decision-making around gas infrastructure investments and contractual commitments, evaluate the consistency of these investments with state climate goals, and assess the broader future of natural gas in Maine.

    Under Maine law, the Commission is charged with ensuring safe, reasonable, and adequate utility service; minimizing the cost of energy for consumers; ensuring that regulated rates are just and reasonable; and facilitating the states progress toward required GHG emissions reductions. Maines statutory climate commitments require the state to achieve carbon neutrality by 2045, reduce GHG emissions by 45% by 2030, and achieve an 80% reduction by 2050 from 1990 levels.

    “This inquiry builds on a number of prior orders issued by the Commission and a great deal of thoughtful, diligent work by our staff,” said Commission Chair Philip L. Bartlett II. It sets the stage for a successful and constructive proceeding to help align utility planning with Maines climate commitments.

    The Commission has issued an initial set of questions and invites interested parties to submit comments by June 10, 2025. Topics include:

    -What new information or analyses are needed to inform the Commissions ongoing decisions with respect to natural gas in Maine?

    -What frameworks exist in other states?

    -How should the Commission approach gas utility expansion given the States GHG reduction and climate goals and the Commissions statutory authority with respect to gas utilities?

    -How are or how should Maines gas utilities consider and prepare for potential reductions in the number of gas utility customers and declines in overall usage attributable to factors related to the States climate policies?

    -What potential changes are or should gas utilities consider to their business models?

    overnor Kathy Hochul today announced $86 million has been awarded through the New York State Council on the Arts’ Capital Projects Fund to support 134 projects in every region of the state. This investment in non-profit arts and cultural organizations across New York supports crucial building renovations, accessibility improvements and new spaces for creative and cultural work. Organizations outside of New York City received 75 percent of the awards, while 75 percent of the awards went to organizations with budgets under $3 million.

    “Our arts and culture sector is a powerhouse, inspiring the world with innovation and creativity,” Governor Hochul said. “By investing in our museums, our theaters and our arts centers, we enrich our communities, strengthen local economies and improve tourism all over the State.”

    NYSCA’s Capital Projects for Arts and Culture are strategic investments that empower organizations to better serve and engage their communities. They enable arts and cultural venues to become more physically accessible and sustainable, enhancing organizations’ abilities to connect with their audiences and become essential destinations for residents and visitors alike. Strong projects combine excellence in design with informed decisions that will serve and strengthen New York’s arts and cultural sector, stimulate local economies, catalyze investment in our communities, and help to ensure the vibrancy of our cultural organizations.

    NYSCA awards announced today include three grant categories: Small and Midsized Capital Improvement Grants, which range from $10,000-$2,000,000; Large Capital Improvement Grants, which range from $2 million-$10 million and focus on large-scale capital projects that prioritize community development and placemaking; and Capital Design Grants, a new opportunity that supports the development of mid-stage and advanced design documents to advance capital projects for arts and cultural nonprofits with awards of $50,000-$500,000. This year, NYSCA also increased the cap on no-match midsize grants to $99,000, greatly expanding access to these critical state dollars.

    NYSCA funding will support a variety of projects, including:

    Small Capital Improvement Grants

    Upper Jay Art Center (North Country)

    The Upper Jay Arts Center will replace its outdated and aging lighting system with a more energy efficient and flexible system, enabling the organization to improve safety and sustainability and better execute its artistic mission.

    New York State Old Tyme Fiddler’s Association, Inc. (Central New York)

    The project will replace the roof and make improvements to the door panels in the organization’s pavilion and drill a new well to provide a reliable source of potable water for the facility. The project will allow visitors and guests to enjoy an attractive, accessible, and safe venue to revel in the presentation of historical music.

    Stitch Buffalo (Western New York)

    This project will include essential site enhancements including soundproofing and improved security measures

    Mid-Sized Capital Improvement Grants

    Gateway Playhouse/Performing Arts Center of Suffolk County (Long Island)

    The Gateway Playhouse will add a 3,525 square-foot addition to its lobby, including a new grand entrance foyer with incorporated patron drop access, a large, multi-purpose gathering room with an updated bar and concession area, a box office and management office space, and a basement below the addition. A LULA elevator will improve access throughout the facility. The project also includes an expansion and renovation of Gateway’s parking facilities, and improvements to patron walkways.

    Klinkhart Hall Arts Center, Inc. (Mohawk Valley)

    This project will complete the first-floor theater, which will feature a stage extension, orchestra pit, restored original seating, new lighting and sound, floor stabilization, and mechanicals, as well as the completion of the basement classrooms.

    The Thomas Poole and Charles Scott Griesa Center Foundation – Veterans Repertory Theater (Mid-Hudson)

    The project will transform a historic bank building and former church into a professional mainstage theater specifically for performances that amplify the voices of military veterans in the American performing arts.

    Large Capital Improvement Grants

    Afro-Latin Jazz Alliance of NY (New York City)

    Inspired by the East Harlem Neighborhood Plan and the Community Visioning Report, the project will create an arts and cultural center that offers youth music education, celebrates local artists, and attracts tourists; provides workforce development opportunities to youth and community; supports small businesses and promotes the local economy; and activates Park Avenue with commercial and community facility uses that serve the neighborhood.

    Genesee-Orleans Regional Arts Council (Finger Lakes)

    The GO Barn! Arts & Cultural Center is a new construction project designed to serve as a dynamic hub for arts, culture, and community engagement in Orleans County, including: a multipurpose arts and cultural center inspired by the historic Wells Barn design; a dedicated space for fiber arts, workshops, and artisan programming; and a greenhouse, designed to grow plants for fabric dyeing and art creation.

    Goodwill Theatre, Inc. (Southern Tier)

    The project will completely renovate the basement, 1st, 2nd and 3rd floors of the 1899 Firehouse to adapt the structure into a 2-stage performance facility, increasing occupancy by 400% and drawing an additional estimated 45,000 patrons annually to the Village Johnson City’s Central Business District.

    Capital Design Grants

    Prattsville Art Project (Capital Region)

    The grant will support the completion of the design process for the transformation of the flood-damaged, unused barn on the Prattsville Art Center property into an open-air studio for the arts.

    Roberson Museum and Science Center (Southern Tier)

    The grant will support the completion of the design process for the Roberson Museum’s future renovation project, which seeks to enhance sustainability, modernize facilities, and optimize the care of exhibits and collections.

    Since the NYSCA Capital Projects Fund began in 2018, the agency has awarded 607 capital grants, totaling $300 million, across all 10 state regions through the support of the Governor and Legislature. These projects increase employment capacity and advance cultural venues as tourism destinations, strengthening New York’s hospitality, food and beverage, and retail sectors. In addition to the Capital Projects Fund, NYSCA has awarded $62 million in non-capital grants to nearly 1500 arts organizations and more than 500 individual artists for FY 2025.

    Governor Hochul continues to make record investments to grow New York’s national-leading arts and cultural sector. The FY 2026 Enacted Budget includes over $81 million for NYSCA general operating support to non-profit organizations and individual artists, and another $80 million in capital funding to allow NYSCA to offer an additional round of grants for projects of all sizes, ranging from $10,000 to $10 million.

    SACRAMENTO — Governor Gavin Newsom today released his May Revision proposal for the 2025–26 state budget, putting forward a balanced plan that strengthens California’s future — despite economic disruptions caused by federal instability. While adjusting for a projected $11.95 billion shortfall driven by a “Trump Slump” — tariffs disruption, market volatility, and a decline in international tourism that have directly resulted in a staggering $16 billion estimated hit to the state’s revenues — and health care cost pressures, the Governor’s proposal remains focused on forward-looking investments in housing, education, and infrastructure, while curtailing unsustainable spending.

    “California’s fundamental values don’t change just because the federal winds have shifted. Even as the Trump Slump slows the economy and hits our revenues, we’re delivering bold proposals to build more housing, lower costs for working families, and invest in our kids.”

    More housing, faster

    As part of his revised budget, the Governor is proposing a sweeping legislative package to slash red tape, align permitting timelines, and unlock faster, smarter housing development. The proposal streamlines Coastal Commission approvals to match the timelines of other permitting agencies, prioritizes infill and transit-oriented development to reduce toxic pollution and vehicle miles traveled, and support for incorporating pending legislation that would reform CEQA for infill housing and other development projects, along with a housing and infrastructure bond to build more homes, faster.

    Lower drug costs and reproductive freedom

    California is shining a light on the middlemen who inflate prescription drug prices, while protecting access to essential medications, including abortion pills. The Governor’s revised budget leads efforts to license and regulate Pharmacy Benefit Managers (PBMs) for the first time, increasing transparency and accountability in the pharmacy supply chain. It also expands CalRx’s authority to procure brand-name drugs and respond to politically motivated supply disruptions, helping shield access to critical medications like mifepristone.

    Securing water for all of California

    With climate extremes intensifying, the Governor is fast-tracking modernization of the State Water Project through the Delta Conveyance Project. His proposal streamlines permits and reduces litigation delays to accelerate construction, while protecting water access for 27 million Californians and preparing for a future marked by more severe droughts, floods, and climate volatility.

    Students and families

    The Governor’s revised budget continues transformational investments that make education more accessible. Universal transitional kindergarten is now fully funded for all four-year-olds. Free school meals remain available to every student, and expanded before school, after school, and summer programming will benefit children across the state. The budget also invests $545 million in literacy programs to boost reading outcomes, with a strong focus on supporting multilingual learners.

    Public safety and veterans

    The Governor’s revised budget also includes historic funding in firefighting and emergency response to match escalating wildfire risks, and a tax cut for military retirees, recognizing their service and supporting their financial security.

    Smart government, Cap-and-Invest

    The budget reflects the Governor’s push for a more effective government — including a new state agency to better coordinate housing and homelessness programs, and continued progress on California’s Cap-and-Invest program to fund major climate projects like high-speed rail and a utility credit that will put up to $60 billion back into the pockets of Californians through 2045.

    SACRAMENTO — Governor Newsom today announced, as part of his May Revise, a significant proposal to streamline one of California’s most important water management and climate adaptation projects, the Delta Conveyance Project, advancing much-needed and long-overdue improvements to the State Water Project.

    “For too long, attempts to modernize our critical water infrastructure have stalled in endless red tape, burdened with unnecessary delay. We’re done with barriers  — our state needs to complete this project as soon as possible, so that we can better store and manage water to prepare for a hotter, drier future. Let’s get this built.”

    A project Californians depend on

    No piece of infrastructure is more fundamental to California’s water supply and economic success than the State Water Project. It captures, moves, and stores water used by 27 million people and 750,000 acres of farmland. If the service area of the State Water Project were its own country, its economy would rank eighth largest in the world, generating $2.3 trillion in goods and services annually.  

    In other words, California depends upon State Water Project deliveries. Abandoning or neglecting investments in this vital water system would put extraordinary financial pressure on ratepayers, including nearly 8 million people living in disadvantaged communities, to replace this water with more expensive, less reliable options.

    Preparing California’s water infrastructure 

    Over the last few decades, the California climate has warmed, with the effects felt strongly in water resources. The state has already experienced a marked increase in the variability of precipitation, with wild swings from drought to flood. 

    Most major water systems — including the State Water Project  — were built for a more predictable bygone pattern of precipitation and are not equipped for the stronger storms, deeper droughts, and abrupt swings driven by climate change. The system simply cannot capture the type of big flows now becoming more common, and that must change.

    Without action, the ability of the State Water Project to reliably deliver water to homes, farms and businesses will decline.  

    Protecting California’s water supply 

    California is expected to lose 10% of its water supply due to hotter and drier conditions, threatening the water supply for millions of Californians — and the reliability of the State Water Project could be reduced as much as 23 percent.  Extreme weather whiplash will result in more intense swings between droughts and floods – California’s 60-year-old water infrastructure is not built for these climate impacts. 

    The Delta Conveyance Project will help offset and recover these future climate-driven water losses, and yet, it has been plagued by delays and red tape. 

    The Delta Conveyance Project would expand the state’s ability to improve water supply reliability, while also maintaining fishery and water quality protections. During atmospheric rivers last year, the Delta Conveyance Project could have captured enough water for 9.8 million people’s yearly usage.

    Removing unnecessary red tape

    Governor Newsom first announced his commitment to the project during his first State of the State, modernizing the previous administration’s plans to address seismic and reliability issues and ensure that this critical piece of infrastructure could be built quickly and without delay. The Governor has advanced efforts to move the DCP forward, including certifying a final environmental impact report in December 2023 and securing financial support from water agencies throughout the state serving a majority of Californians. And while the project has received some necessary permits, its path forward is burdened by complicated regulatory frameworks and bureaucratic delays. Today, the Governor is proposing to streamline and strengthen the project’s path forward, to protect the state’s water supply for future generations.

    The importance of protecting the reliability of the State Water Project is too great to allow the Delta Conveyance Project to be mired by unnecessary and extensive delays.  

    The Governor’s proposal would streamline the project by:

    • Simplifying permitting. The proposal would simplify permitting for the project by eliminating certain deadlines from existing State Water Project water rights permits — recognizing that the State Water Project should continue serving Californians’ water needs indefinitely. The proposal would also strengthen enforcement of the Water Board’s existing rules for permit protests.
    • Confirming funding authority. The proposal confirms that the Department of Water Resources has the authority to issue bonds for the cost of the DCP, to be repaid by participating public water agencies.
    • Preventing unnecessary litigation delays. The proposal narrows and streamlines judicial review of future challenges to the Delta Conveyance Project, building on models that have served other large public works projects. 
    • Supporting construction. The proposal streamlines the authority to acquire land, supporting ultimate construction of the Delta Conveyance Project.

    Building water infrastructure is a key part of the Governor’s build more, faster agenda delivering infrastructure upgrades and thousands of jobs across the state.

    SACRAMENTO — Governor Newsom today announced, as part of his May Revise, a significant proposal to streamline one of California’s most important water management and climate adaptation projects, the Delta Conveyance Project, advancing much-needed and long-overdue improvements to the State Water Project.

    “For too long, attempts to modernize our critical water infrastructure have stalled in endless red tape, burdened with unnecessary delay. We’re done with barriers  — our state needs to complete this project as soon as possible, so that we can better store and manage water to prepare for a hotter, drier future. Let’s get this built.”

    A project Californians depend on

    No piece of infrastructure is more fundamental to California’s water supply and economic success than the State Water Project. It captures, moves, and stores water used by 27 million people and 750,000 acres of farmland. If the service area of the State Water Project were its own country, its economy would rank eighth largest in the world, generating $2.3 trillion in goods and services annually.

    In other words, California depends upon State Water Project deliveries. Abandoning or neglecting investments in this vital water system would put extraordinary financial pressure on ratepayers, including nearly 8 million people living in disadvantaged communities, to replace this water with more expensive, less reliable options.

    Preparing California’s water infrastructure 

    Over the last few decades, the California climate has warmed, with the effects felt strongly in water resources. The state has already experienced a marked increase in the variability of precipitation, with wild swings from drought to flood.

    Most major water systems — including the State Water Project  — were built for a more predictable bygone pattern of precipitation and are not equipped for the stronger storms, deeper droughts, and abrupt swings driven by climate change. The system simply cannot capture the type of big flows now becoming more common, and that must change.

    Without action, the ability of the State Water Project to reliably deliver water to homes, farms and businesses will decline.

    Protecting California’s water supply 

    California is expected to lose 10% of its water supply due to hotter and drier conditions, threatening the water supply for millions of Californians — and the reliability of the State Water Project could be reduced as much as 23 percent.  Extreme weather whiplash will result in more intense swings between droughts and floods – California’s 60-year-old water infrastructure is not built for these climate impacts.

    The Delta Conveyance Project will help offset and recover these future climate-driven water losses, and yet, it has been plagued by delays and red tape.

    The Delta Conveyance Project would expand the state’s ability to improve water supply reliability, while also maintaining fishery and water quality protections. During atmospheric rivers last year, the Delta Conveyance Project could have captured enough water for 9.8 million people’s yearly usage.

    Removing unnecessary red tape

    Governor Newsom first announced his commitment to the project during his first State of the State, modernizing the previous administration’s plans to address seismic and reliability issues and ensure that this critical piece of infrastructure could be built quickly and without delay. The Governor has advanced efforts to move the DCP forward, including certifying a final environmental impact report in December 2023 and securing financial support from water agencies throughout the state serving a majority of Californians. And while the project has received some necessary permits, its path forward is burdened by complicated regulatory frameworks and bureaucratic delays. Today, the Governor is proposing to streamline and strengthen the project’s path forward, to protect the state’s water supply for future generations.

    The importance of protecting the reliability of the State Water Project is too great to allow the Delta Conveyance Project to be mired by unnecessary and extensive delays.

    The Governor’s proposal would streamline the project by:

    • Simplifying permitting. The proposal would simplify permitting for the project by eliminating certain deadlines from existing State Water Project water rights permits — recognizing that the State Water Project should continue serving Californians’ water needs indefinitely. The proposal would also strengthen enforcement of the Water Board’s existing rules for permit protests.
    • Confirming funding authority. The proposal confirms that the Department of Water Resources has the authority to issue bonds for the cost of the DCP, to be repaid by participating public water agencies.
    • Preventing unnecessary litigation delays. The proposal narrows and streamlines judicial review of future challenges to the Delta Conveyance Project, building on models that have served other large public works projects.
    • Supporting construction. The proposal streamlines the authority to acquire land, supporting ultimate construction of the Delta Conveyance Project.

    Building water infrastructure is a key part of the Governor’s build more, faster agenda delivering infrastructure upgrades and thousands of jobs across the state.

    WASHINGTON, D.C. – Following a report released by the Anti-Defamation League (ADL) identifying him as the most targeted Member of the House of Representatives for antisemitic abuse, Congressman Brad Sherman (CA-32) issued the following statement:

    “The findings in the ADL’s report are disturbing but not surprising. Antisemitism is on the rise, and it’s hitting closer to home than ever. When hate is left unchecked online, it doesn’t stay online—it seeps into our communities, our institutions, and even our government. So unfortunately, it’s no surprise that this uptick in online hate coincides with the rise in offline antisemitism – which has reached record-breaking levels since Hamas’s massacre of 1,200 innocent Israelis, Americans, and others on October 7th, 2023. 

    This wave of hate has continued to impact constituents in and near my district: two Jewish men were shot in an attempted murder while leaving religious services in Pico-Robertson[1]; a Jewish couple was assaulted outside of their synagogue in Beverly Hills[2]; the infamous antisemitic riot outside of the Adas Torah synagogue on Pico Boulevard, wherein an anti-Israel mob tried to prevent worshippers from entering the synagogue and assaulted a number of Jewish community members.[3] And just outside my district in Thousand Oaks, a 69 year old Jewish man, Paul Kessler, was brutally assaulted and killed by a anti-Israel protester.

    I will not be intimidated. I will not be silenced. I’ve spent my career standing up to extremism and antisemitism, and defending the right of all marginalized groups – including American Jews – to live in peace. That commitment only deepens in the face of these attacks.”

    In a report that was released on May 8, Anti-Defamation League researchers said they collected and analyzed antisemitic comments directed at 30 Jewish members of Congress with Facebook accounts. 

    The report concluded that among these 30 Jewish members of Congress, the most frequently targeted Senators were Bernie Sanders (D-VT) and Chuck Schumer (D-NY), while Congressman Brad Sherman stood as the most frequently targeted in the House of Representatives.

    In the political guidelines for the Commission mandate 2024-2029, the Commission commits to address regional and social disparities and ensure all citizens have an effective right to stay in the place they call home. This is in line with the communication on the long-term vision for the EU’s rural areas[1] and further enhanced in the Vision for agriculture and food, which commits to strengthen participatory local development tools (i.e. Leader/CLLD) and other forms of cooperation (i.e. Smart villages), to update the EU Rural Action Plan[2] in 2025 and to strengthen the Rural Pact.

    Most Member States have identified demography as one of the major challenges with potential negative effects on balanced territorial development, including in rural and remote areas. Consequently, Member States can use the European Agricultural Fund for Rural Development (EAFRD), Cohesion policy funding as well as the Common Agricultural Policy (CAP) strategic plans to help addressing demographic challenges.

    Integrated development, promoted by Cohesion policy are crucial to help regions, notably those facing demographic decline or a talent development trap. The Commission stepped-up efforts to support these regions[3], notably via the ‘Talent Booster Mechanism’ and the Harnessing Talent Platform.[4] The Commission considers important to strengthen those investments to attract people, particularly young generations, to rural and remote areas.

    To strengthen cooperation between all governance levels, in 2022 the Commission launched and continues to facilitate a Rural Pact. The Pact produced guidance on how to improve policies for rural areas[5] and encourages national and regional governments to make official commitments to the Pact.

    Greece’s climate law sets the objective of reaching climate neutrality by 2050 (see trajectory in Figure 1) and of delivering a 55 % reduction of net greenhouse gas (GHG) emissions by 2030 compared with 1990. Greece accounted for 2.3 % of the EU’s net GHG emissions in 2023, and achieved a net emissions reduction of 48.5 % from 2005 to 2023, greater than the EU average reduction of 30.5 % over the same period. Emissions from sectors under the EU emissions trading system (ETS) fell by almost two thirds. Greece’s land use, land-use change and forestry (LULUCF) sector has functioned as a moderate carbon sink throughout the 2005-2023 period. For the effort-sharing sectors, Greece has consistently overachieved its targets. Greece’s national recovery and resilience plan, amended with a REPowerEU chapter, dedicates 38.2 % of investment to the green transition. Greece submitted a draft updated national energy and climate plan (NECP) in November 2023. The European Commission assessed it and made recommendations for the final updated NECP, which was submitted in January 2025. In a 2023 survey, 44 % of Greeks, compared with an EU average of 46 %, identified climate change to be one of the four most serious problems facing the world. Most expect national government (74 %), the EU (73 %) and/or business and industry (73 %) to tackle climate change. Less than a third find it to be a personal responsibility. Lithuania accounted for 0.4 % of the EU’s net greenhouse gas (GHG) emissions in 2023 and had reduced its net emissions by 31.5 % since 2005, slightly above the EU average reduction of 30.5 % over the same period. Emissions from sectors under the EU emissions trading system (ETS) were more than halved (-57.5 %). For the effort-sharing sectors, Lithuania overachieved its target for the 2013-2020 period and expects to reach its 2030 target. Lithuania’s land use, land-use change and forestry (LULUCF) sector is an important carbon sink, absorbing around a third of the country’s GHG emissions. In June 2023, Lithuania modified its recovery and resilience plan, adding a REPowerEU chapter. Lithuania submitted a draft updated national energy and climate plan (NECP) in July 2023. The European Commission assessed it and made recommendations for the final updated NECP, which was published in October 2024. In a 2023 survey, a third of Lithuanians, compared with an EU average of 46 %, identified climate change as one of the four most serious problems facing the world. Most expect national government (57 %) and/or business and industry (56 %) to tackle climate change, 50 % see it as a task of the EU, while 37 % find it to be a personal responsibility.     In 2023, Romania accounted for around 2 % of the EU’s net greenhouse gas (GHG) emissions, and had achieved a net emissions reduction of 50.8 % compared with 2005 (Figure 1). The country’s total emissions decreased by 30.1 % between 2005 and 2023, while its net carbon removals in the land use, land-use change and forestry (LULUCF) sector increased by 50 %. Emissions from sectors covered by the effort-sharing legislation had risen by 8.4 % since 2005. In 2023, they were more than three times higher than those from sectors under the EU emissions trading system (ETS), which fell by 68.2 % over the same period. Romania has committed to the EU’s target of climate neutrality by 2050 (see the trajectory in Figure 1). However, to meet its energy needs, the country still relies mainly on fossil fuels; the deployment of various renewable energy sources for the shift towards a sustainable economy requires further efforts. Romania’s recovery and resilience plan dedicates 44 % of investments to the green transition, with a focus on industry decarbonisation, sustainable transport, and building renovation. Romania submitted its final updated national energy and climate plan (NECP) in October 2024. In a 2023 survey, 23 % of Romanians, compared with a 46 % EU average, identified climate change as one of the four most serious problems facing the world. Most expect national government (40 %), the EU (37 %), and/or business and industry (33 %) to tackle climate change; 18 % find it to be a personal responsibility. Chuck Grassley (R-Iowa), Dick Durbin (D-Illinois) and 78 bipartisan senators in introducing a resolution to designate the week of May 11 through May 17, 2025, as National Police Week. The Senate unanimously adopted the resolution.
    “One of the toughest jobs in the world is being a police officer, especially when so many officers don’t get the recognition they deserve. I can’t thank Louisiana’s law enforcement community enough for the good work they do to keep our communities strong, safe and free, and I am proud of the Senate for honoring our heroes,” said Kennedy.

    WASHINGTON – U.S. Senators Jim Risch (R-Idaho), Mike Crapo (R-Idaho), and Cynthia Lummis (R-Wyo.) led their colleagues in introducing the Forest Protection and Wildland Firefighter Safety Act of 2025 to safeguard firefighters, communities, and property across the west from the destructive impacts of wildfires.
    “Our response to devastating wildfires must not be delayed by extremist, activist litigants,” said Risch. “The Forest Protection and Wildland Firefighter Safety Act ensures timely access to fire retardant and protects Idaho’s communities, forests, and way of life.”
    “Uncontrolled wildfires wreak havoc on communities and landscapes throughout the West—burning close to one million acres in Idaho last year alone,” Crapo said. “This bill ensures the heroic men, women and agencies battling raging fires can continue deploying aerial fire retardant when people’s lives, homes, possessions and Idaho’s vast natural expanses are threatened by blazing infernos.”
    “In Wyoming and across the west, we understand all too well the devastating toll wildfires take on our communities,” said Lummis. “Without timely access to fire retardant, lives and homes are at risk. In an emergency, we cannot afford to let bureaucracy slow down our response, and this legislation ensures firefighters have the tools they need to protect lives, property, and public lands.”
    Risch, Crapo, and Lummis are joined by U.S. Senators John Barrasso (R-Wyo.), Steve Daines (R-Mont.), and Tim Sheehy (R-Mont.) as original co-sponsors.
    The Forest Protection and Wildland Firefighter Safety Act ensures that federal, state, local, and tribal firefighting agencies can continue using fire retardant to combat wildfires without being hindered by permitting delays. Specifically, it creates an exemption under the Clean Water Act, clarifying that a National Pollutant Discharge Elimination System (NPDES) permit is not required for the use of fire retardant in active firefighting operations.
    Currently, agencies like the U.S. Forest Service operate under longstanding EPA guidance dating back to 1993, which states that fire control qualifies as a “non-point source silvicultural activity,” and thus does not require an NPDES permit. Despite this, environmental groups have filed lawsuits seeking to halt the use of fire retardant until such permits are issued—a process that could take years.
    If the injunction is granted and fire retardant is not available for use in 2025, firefighters and individuals living in forested areas would be in greater danger and billions of dollars of infrastructure would be at risk.

    TRIPOLI, May 14 (Xinhua) — Libya’s Tripoli-based Government of National Accord (GNA) declared a ceasefire on Wednesday following intense overnight clashes between rival armed groups in the capital’s downtown and residential areas, prompting international calls to protect civilians and prevent further escalation.

    Fighting broke out overnight between forces loyal to Libyan Prime Minister Abdel Hamid Dbeibeh, including the 444th Brigade, and forces linked to Special Deterrence Forces chief Abdel Raouf Kara.

    According to local residents, the shooting continued until the morning, and the Libyan Red Crescent reported finding a dead person in the center of Tripoli. The extent of the human casualties has not yet been established.

    The UN Support Mission in Libya condemned the violence and attacks on civilian areas and warned that damage to non-combatants and infrastructure “may amount to crimes under international law.”

    The GNA Defense Ministry said the ceasefire had come into effect by midday. Buffer forces had been deployed to separate the conflicting parties and stabilize the situation in hot spots.

    The fighting followed deadly clashes on May 12 between forces loyal to A.H. Dbeibah and the Stability Support Apparatus following the killing of the head of the organisation, Abdel Ghani al-Kikli, better known as Ghaniwa.

    A senior official said A.G. al-Kikli was killed in a compound controlled by the 444th Brigade, which is commanded by Mahmoud Hamza, a militia leader linked to A.H. Dbeibah. A.G. al-Kikli’s death triggered a wave of clashes that left at least six people dead, according to security sources.

    More than a decade after the 2011 overthrow of longtime ruler Muammar Gaddafi, Libya remains a deeply divided country. The government in the east relies on the Libyan National Army, led by commander-in-chief Khalifa Haftar, while the UN recognizes the GNA, which controls the west. Meanwhile, rival militia groups loyal to the western government are also battling for power. –0–

    As-salamu alaykum. Good afternoon. It is a great pleasure to be with you today in Kuwait, home to one of the world’s largest oil reserves, and a country as committed to talent development as it is to economic diversification. 

    This is our second day in your resplendent capital, Kuwait City, where past, present and future – in design, culture, lifestyle and so much more – come together like no other city in the world.

    Yesterday, I was honoured to have met with His Highness Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, the Amir of Kuwait; His Highness Sheikh Sabah Al-Khaled Al-Hamad Al-Mubarak Al-Sabah, the Crown Prince of Kuwait; His Excellency Sheikh Fahad Yousuf Saud Al-Sabah, Acting Prime Minister of Kuwait, and other senior government officials. I thanked them sincerely for the time, interest and hospitality they have shown us, from the moment we arrived in Kuwait. Kuwait has generously arranged for our government delegates to stay at Bayan Palace, a majestic landmark in Kuwait City. I reaffirmed to them the commitment, and sincerity, of Hong Kong and Mainland China in strengthening relations with Kuwait.  

    Yes, I am delighted to be here. So too, are the business and professional leaders with me, a delegation counting some 30 Hong Kong business and institutional heads, together with high-profile representatives of over 20 Chinese Mainland companies from seven provinces and municipalities across the country.

    The delegation brings with them wide-ranging expertise, and invaluable experience, from both Hong Kong and Mainland China, in green development, and innovation and technology, including advanced manufacturing, artificial intelligence, new energy and materials, health and smart city evolution. They also offer Hong Kong’s wealth of experience in finance, infrastructure, transport and logistics, as well as global business operations and deal-making.

    We are here to better understand the opportunities of Kuwaiti business and investment. To explore how Hong Kong, Mainland China and Kuwait, working together, can create long-term mutual opportunities.

    We’re also here to explore closer ties with the Gulf Cooperation Council (Cooperation Council for the Arab States of the Gulf, GCC), which, as all of you know, includes Kuwait. Kuwait currently holds the presidency of the GCC, wielding significant influence in the region’s development.

    Our ties run deep and far. China, our country, and Kuwait established diplomatic ties in 1971 – making Kuwait the first GCC country to do so. Last year, trade between China and Kuwait reached well over US$16 billion. 

    Kuwait, I’m pleased to note, was the first country in the Middle East to sign a Belt and Road co-operation document with China. From of the Central Bank of Kuwait’s headquarters building and housing projects, to telecommunications and smart city developments, Chinese enterprises have participated in numerous infrastructure and business projects here.

    Hong Kong treasures its trade ties with Kuwait, too. Last year, our bilateral merchandise trade totalled US$200 million, up more than 21 per cent over the year before. 

    Hong Kong’s trade with the GCC last year reached nearly US$20 billion, up 53 per cent over the past four years. And that robust growth is underpinned by our mutual will to advance trade ties.

    Thanks to our internationally recognised professional services sector, Hong Kong is a pivotal player in the Belt and Road Initiative. In 2023, we included a Middle East Forum, for the first time, at our annual Belt and Road Summit. And we continue to feature Middle East speakers and guests at the Summit. 

    Hong Kong’s Belt and Road Summit will take place in September this year. As earlier the Chairman of the Trade Development Council (Hong Kong Trade Development Council) said, it’s our 10th anniversary Summit, and I invite you all to join us, to take part in a world of Belt and Road opportunities – in business, investment and more.

    And the Asian Financial Forum, Hong Kong’s flagship event bringing together prominent leaders in finance and business sectors, hosted its first GCC Chapter this January. 

    Yes, the ties between Hong Kong and the Middle East continue to grow and diversify. 

    They include the launching of the Middle East’s first two exchange-traded funds tracking Hong Kong stocks. Hong Kong is partnering with a Middle East sovereign wealth fund, too. Together, we are committed to jointly establishing a US$1 billion fund, investing in companies connected to Hong Kong and the Guangdong-Hong Kong-Macao Greater Bay Area.  

    The Greater Bay Area, let me add, is a cluster city development that brings together Hong Kong, Macao and nine southern cities in China. The fast-integrating regional economic powerhouse presents a collective GDP (Gross Domestic Product) that closely rivals the world’s 10th largest economy.

    Hong Kong has much to offer Kuwait. Asia’s financial hub and one of the world’s three biggest financial centres, Hong Kong is also the world’s largest offshore Renminbi business centre. Coupled with our Islamic finance experience, Hong Kong is a trusted partner in your project financing – today and long down the road. 

    Free trade is among our great competitive advantages, fuelling our success for the past two centuries. Hong Kong is a free port, and we will continue to be a free port. Like our country, we are a vocal advocate of a multilateral, rules-based global economy, in spite of mounting protectionism and geopolitical tensions.

    And that, ladies and gentlemen, is a testament to our “one country, two systems” governing principle at work. 

    Under the principle, the Hong Kong Special Administrative Region has its own legal, legislative and judicial systems. Our legal system is a common law system, similar to that in many major financial hubs around the globe. We maintain our own currency, with no capital or foreign exchange controls. Information, capital, goods and people flow freely in Hong Kong. 

    The principle of “one country, two systems” also gives Hong Kong unparalleled access to our country’s markets and wide-ranging opportunities. It allows us, as well, to pursue our longstanding ties with the world at large, the Middle East very much included. 

    As today’s luncheon title, Partnering for Success: Hong Kong as a “super connector” and “super value-adder” emphasises, we do more than connecting companies and people. We also add value to their businesses, their services and their future.

    With companies and investors from Mainland China, and all over the world, looking for a financial haven in this time of global economic uncertainty, Hong Kong is flourishing, and keen to work with you, our partners. 

         An international financial newspaper, spotlighting the Hong Kong Exchange and its record quarterly profits, recently noted that Hong Kong has, and I quote, “benefited from a spate of initial public offerings and rising interest from Mainland Chinese and global investors in Hong Kong-listed shares, especially of technological-related companies, driven by optimism over China’s progress in artificial intelligence”. 

    That speaks of Hong Kong’s “one country, two systems” advantages working for you – linking a world of investors to the secure and rapidly growing Chinese market.

    It helps, and greatly, that Hong Kong’s economy is inextricably tied to our common law system and a judiciary that exercises its powers independently, a legal regime that resembles many of the world’s leading financial hubs. They give international companies and investors – Kuwait certainly included – all the confidence and the certainty they need to do business, in Hong Kong and throughout China. Kuwait certainly included.

    Ladies and gentlemen, I’m pleased to note that during our visit, Hong Kong and Kuwait have reached consensus on 24 concrete deliverables, through MOUs and related agreements. A ceremony will take place in just a moment.  

    The agreements cover a broad range of collaboration, from trade and the economy, to investment promotion, financial services, aviation and the maritime industries, post-secondary education, the legal profession, sports and more. 

    And our customs authorities will commence negotiations on the mutual recognition of respective Authorized Economic Operator Programmes. This will create smoother, more convenient international links for our respective companies, making it much easier to do business together.  

    Our Airport Authority Hong Kong will soon sign a new MOU with Kuwait Airways, aimed at enhancing air connectivity between the two regions, fostering operational excellence, supporting sustainability, and advancing talent development in the aviation sector.  

    They will lay a solid foundation for long-term collaboration between our two economies and our two peoples. 

    That just touches on our growing co-operation. Indeed, we are now looking into opening a second Hong Kong Economic and Trade Office in the GCC region, to manage our many ongoing Middle East projects and prospects in the offering.

    One key area is boosting merchandise trade between our economies. Hong Kong, I’m pleased to say, has signed Comprehensive Double Taxation Agreements (IPPA) with five of the six GCC states. We have also entered into Investment Promotion and Protection Agreements with three of the states, with Kuwait being the first. We have also substantially concluded negotiations on an IPPA with Qatar, our previous stop on this trip, and commenced negotiations with another state. 

    Indeed, our burgeoning trade and investment co-operation, I believe, could well add momentum to the possibility of a free trade agreement between Hong Kong and the GCC. I look forward to our continuing discussions with the Council.

    Beyond business and investment connectivity, there is boundless promise, too, in co-operating in sectors such as arts and culture. 

    Yesterday, we had the pleasure of visiting the dazzling Sheikh Abdullah Al Salem Cultural Centre, one of the world’s largest museum complexes. Seeing, firsthand, Kuwait’s compelling commitment to arts, culture and science. I must add that Kuwait is this year’s Arab Culture Capital, presenting nearly 100 activities as part of the country’s cultural celebration.

    Like Kuwait, Hong Kong believes in the primacy of arts and culture. Meanwhile, Hong Kong’s West Kowloon Cultural District is rising as one of the world’s largest cultural developments. And we are committed to becoming the world’s East-meets-West centre for international cultural exchange. That very much includes Kuwait and the Middle East in general.

    My thanks to our Hong Kong Economic and Trade Office in the Middle East and the Hong Kong Trade Development Council for organising today’s welcome gathering. And to the Kuwait Direct Investment Promotion Authority and the Kuwait Chamber of Commerce and Industry for kindly supporting us on this memorable occasion.

    BEIJING, May 14 (Xinhua) — China issued 10.06 trillion yuan (1.39 trillion U.S. dollars) worth of new renminbi-denominated loans in the first four months of 2025, data from the People’s Bank of China (PBOC) showed Wednesday.

    According to the PBOC, the volume of outstanding loans stood at 265.7 trillion yuan at the end of April, up 7.2 percent year-on-year.

    In the first four months, loans to households increased by 518.4 billion yuan, while loans to businesses increased by 9.27 trillion yuan.

    As noted by the Central Bank, by the end of April this year, the volume of money supply M2, which includes cash in circulation and all deposits, increased by 8 percent year-on-year to 325.17 trillion yuan.

    At the same time, the volume of M1 money supply, covering cash in circulation, demand deposits and funds in accounts of clients of non-bank payment institutions, amounted to 109.14 trillion yuan, showing an increase of 1.5 percent year-on-year.

    The M0 money supply, which includes all cash in circulation, reached 13.14 trillion yuan by the end of last month, up 12 percent year-on-year.

    In the first four months, the volume of yuan deposits in China increased by 12.55 trillion yuan, of which 7.83 trillion yuan came from household deposits.

    According to preliminary estimates, China’s public finance reserves reached 424 trillion yuan at the end of April, up 8.7 percent year-on-year.

    Preliminary data also showed that public funding increased by 16.34 trillion yuan in the first four months, up 3.61 trillion yuan from the same period last year. –0–

    Explore Microsoft Copilot for personal use

    Many students are not only starting to use AI tools in the classroom, but also at home and for purposes outside of schoolwork. Microsoft Copilot for individuals is designed to inform, entertain, and inspire and can be accessed for free with a Microsoft personal account. Learn more about default settings and policies to protect those aged 13 and older using Microsoft Copilot. Microsoft 365 Personal or Family is also available for use of productivity apps and credits for new AI features.     We want to thank the inspiring educators, students, and institutional leaders who have shared their insights with us and agreed to share them more broadly with you. Participants emphasized the importance of professional development, guidelines, prompting practice, and creating space for transparency and sharing of successes and failures. Educators noticed Copilot Chat helped keep students engaged, immediately receive and act on feedback, improve their research and analysis process, explore counterarguments, and build AI skills that they’ve already begun using to their advantage in the hiring process and even teaching to their employers in part-time jobs. Students also appreciated time savings, providing relief from the stress of deadlines, through the ability to easily brainstorm, troubleshoot issues, ask unlimited questions, and learn at their own pace.

    Shane Tooley, Assistant Principal Curriculum at St. Peter Claver College says, “If you’re on the fence about AI, it comes down to this: Your students will surprise you. Given the chance, they’ll use AI ethically and meaningfully. The key is to guide them—not restrict them. Show them what good use looks like.”

    Students in Onslow County enjoyed interacting with Copilot Chat to learn more about historical figures, create questions geared towards their specific needs, and receive assistance while away from school. One educator reflected, “Using AI was an eye-opening experience, all I had ever heard or thought about were the negatives, but actually using it allowed me to see many of the wonderful benefits it can bring to our students’ educational experience.”

    Jorge Ledezma, Director of Educational Technology, Santa Margarita Catholic High School advises, “It’s crucial to provide AI literacy courses and resources so that students can learn how to use AI responsibly. Furthermore, emphasizing the importance of privacy and security when using AI tools is vital. This not only helps students understand the ethical implications but also ensures they are well-prepared to navigate the digital world safely.”

    In Saga Prefecture, ⁠instructors helped students use Copilot Chat to learn how to prompt AI tools, program 3D games in Python, resolve issues on their own, and take initiative to further explore their interests. They used Copilot Chat side by side with Microsoft MakeCode for easy access to troubleshooting support and the ability to ask deeper questions about the task at hand. Educators and leaders emphasized the importance of data protection when providing AI tools to their students.

    Dr. Faisal Al Busaidi, Director General of Information Technology, Ministry of Education Oman urges, “Successful adoption of Copilot Chat hinges on the preparedness of educators. I strongly encourage institutions to invest in structured training programs that empower teachers to guide students in using AI tools effectively and thoughtfully.”

    Educators at Our Lady of the Southern Cross College, Dalby noted that Copilot Chat fostered further independence and critical thinking for their students as they reflected on how to use AI effectively and responsibly in and outside of school. They also expressed the importance of providing training for students and staff, and that like any new technology in education—the experience will only be as good as the guidelines and learning sequence that accompany it.

    Lisvette Flores Quiñones, Department of Education, Puerto Rico shared “Copilot Chat’s use in education and document management has been incredibly beneficial in all teaching and learning processes, I look forward to continuing learning and exploring the potential of AI.
