    Inter Milan advanced to the UEFA Champions League final after a dramatic 4-3 extra-time victory over Barcelona on Tuesday, securing a 7-6 aggregate win in the semifinal second leg at San Siro.

    The seven-time finalists, who last reached the title match in 2023, will seek their fourth European crown when they face either Arsenal or Paris Saint-Germain in the final at Munich’s Allianz Arena on May 31.

    Lautaro Martinez opened the scoring in the 21st minute, finishing from close range after Federico Dimarco dispossessed Frenkie de Jong near the touchline, allowing Denzel Dumfries to whip in a precise cross.

    Martinez then won a penalty just before halftime after being brought down in the box, and Hakan Calhanoglu converted from the spot to give Inter a 2-0 lead.

    Barcelona then mounted a second-half comeback. Gerard Martin’s cross found Eric Garcia, who volleyed in from inside the area in the 54th minute. Six minutes later, Dani Olmo leveled the match with a powerful header, again from a Martin delivery. Raphinha appeared to win it for the visitors in the 87th minute, tapping home a rebound to make it 3-2.

    But Inter struck back deep into stoppage time. Dumfries delivered another low cross from the right that found Francesco Acerbi, whose finish forced extra time and reignited the home crowd.

    The winner came in the 99th minute, when Marcus Thuram broke down the right and cut the ball back for Mehdi Taremi, who laid it off to Davide Frattesi. The Italian midfielder curled a shot into the far corner to complete Inter’s stunning comeback and seal a place in the final.

    The two-legged tie produced 13 goals, equaling the record for the most in a Champions League knockout round matchup. Inter previously won the competition in 1964, 1965 and 2010.

    Barcelona, a five-time European champion, was denied a return to the final for the first time since 2015.

  • MIL-OSI China: Omani FM announces ceasefire deal between Yemen’s Houthis, US

    Oman has brokered a ceasefire between Yemen’s Houthi group and the United States, Omani Foreign Minister Sayyid Badr bin Hamad bin Hamood Albusaidi said in a statement on Tuesday.

    “In the future, neither side will target the other, including American vessels, in the Red Sea and Bab al-Mandab Strait, ensuring freedom of navigation and the smooth flow of international commercial shipping,” the statement said.

    The minister also expressed his country’s gratitude to both parties for their “constructive” engagement, stating that it hopes the agreement will pave the way for further progress on regional issues and contribute to achieving justice, peace, and prosperity for all.

    Ahead of a meeting with Canadian Prime Minister Mark Carney, U.S. President Donald Trump said the halt would start immediately, after the Houthis approached the administration on Monday night, indicating “they want to stop the fighting.”

    “The Houthis have announced … that they don’t want to fight anymore. They just don’t want to fight,” said Trump. “We will honor that, and we will stop the bombings … and they have capitulated.”

    In a post on X, Mohammed Ali al-Houthi, head of the Houthi Revolutionary Committee, said the U.S. “halt of aggression against Yemen” will “be evaluated on the ground first.”

    He noted that the group’s operations “were and still are in support of Gaza to stop the Israeli aggression and allow the entry of aid” into Gaza, indicating that the ceasefire with the United States did not include a halt to the group’s attacks on Israel.

    Meanwhile, the head of Houthi supreme political council, Mahdi al-Mashat, said in a statement, reported by Houthi-run al-Masirah TV, that “there will be no retreat from supporting Gaza, no matter the cost. What happened proves that our strikes are painful and will continue.”

    “To all Zionists, from now on, take shelter or leave for your homeland immediately. Your failed government will no longer be able to protect you,” al-Mashat claimed in the televised statement.

    Tensions between the Houthis and the United States intensified after Washington resumed airstrikes on Houthi targets in Yemen on March 15. The strikes were aimed at deterring the group from attacking Israel and U.S. warships.

  • MIL-OSI China: Sudan cuts ties with UAE, citing support for paramilitary forces

    Sudan’s government said on Tuesday it would sever diplomatic relations with the United Arab Emirates (UAE) and withdraw its ambassador, declaring the UAE an “aggressor state.”

    Defense Minister Yassin Ibrahim Yassin, speaking on state television, accused Abu Dhabi of violating Sudan’s sovereignty through its “proxy,” the Rapid Support Forces (RSF) militia.

    He said the decision was prompted by what Sudan claims is UAE military backing of the RSF, including the supply of advanced weapons used in recent drone and missile strikes on Port Sudan’s port, airport, and power stations.

    Sudan’s statement said the escalation in Port Sudan “threatens regional and international security, in particular security in the Red Sea,” and invoked Article 51 of the UN Charter to reserve Sudan’s right to self-defense.

    It said Sudan “reserves the right to respond to the aggression by every means to preserve the country’s sovereignty and territorial integrity.”

    The move comes amid a two-year-old civil war between the regular army (SAF) and the RSF that began in April 2023 over the transition to civilian rule. The fighting has shattered cities and displaced millions.

    The United Nations says more than half of Sudan’s 46 million people — about 25 million — need emergency aid, and famine has been confirmed in several areas, such as Darfur. Rights groups say tens of thousands have been killed and roughly 15 million people displaced by the conflict.

    The UAE has repeatedly denied the Sudanese allegations of arming the RSF. A UAE foreign ministry official told the International Court of Justice in April that claims of UAE complicity were “utterly baseless.”

    Sudan’s defense council statement nonetheless branded the UAE’s actions a “clear act of aggression” and made clear Khartoum would respond if attacked. No immediate response was reported from the RSF.

    Internationally, the recent bombardment of Port Sudan has drawn condemnation from Egypt and Saudi Arabia and concern from the United Nations. Humanitarian organizations warn that the attacks and ongoing fighting are worsening Sudan’s crisis, with the Red Cross highlighting that intensive drone strikes and power cuts are exacerbating a catastrophe in which millions of people have fled their homes.

    WASHINGTON – Today, Congressman Ted W. Lieu (D-Los Angeles County), Congresswoman Sara Jacobs (D-CA), Congresswoman Hillary Scholten (D-MI), Congressman Maxwell Frost (D-FL), and Congressman Deborah Ross (D-NC) reintroduced the Reproductive Data Privacy and Protection Act. This legislation would prevent law enforcement from improperly surveilling women receiving reproductive health care, including preventing access to health messaging apps, period trackers, and geolocation data. Since the Supreme Court overturned Roe v. Wade, law enforcement agencies have used surveillance data to track and prosecute abortions. This legislation would protect Americans’ reproductive data privacy by limiting law enforcement access to reproductive and sexual health services data. The bill protects information related to abortion and IVF care, the use or purchase of contraceptives, pregnancy-related conditions, and more. 

    “Patients should be able to make medical decisions in consultation with their doctors without fear of law enforcement involvement,” said Rep. Lieu. “This fundamental right to privacy extends to the data used in medical settings and for treatment and care. We are reintroducing this bill because law enforcement should not have the ability to use private medical data against anyone seeking reproductive or sexual health care.   • MIL-OSI China: 8 killed, 35 injured, 2 missing after Indian missile strikes hit 6 locations in Pakistan

    At least eight civilians, including a child, were killed, 35 others injured, and two reported missing early Wednesday after India fired missiles at six locations in Pakistan, including areas in Pakistani-controlled Kashmir, said the director general of the Inter-Services Public Relations (ISPR).

    Lieutenant General Ahmed Sharif Chaudhry, director general of the ISPR, the media wing of the Pakistani military, said in a video statement that India created 24 impacts at six civilian locations.

    Chaudhry said that the Indian strikes destroyed four mosques and severely damaged several houses and a hospital.

    The director general said that the missiles targeted locations in Bahawalpur, Sialkot, Shakargarh and Sheikhupura areas in the eastern Punjab province, as well as Muzaffarabad and Kotli districts in Pakistani-controlled Kashmir.

    The ISPR chief said that Pakistan Air Force jets were airborne and ensured that no Indian aircraft violated Pakistani airspace, adding that the missiles were launched from within Indian airspace.

    “Let me say it unequivocally: Pakistan will respond to this (attack) at a time and place of its choosing. This provocation will not go unanswered,” he said.

    A state of emergency was declared in hospitals across the affected areas, while Pakistan had suspended its airspace for 48 hours and closed education institutions in Punjab.

    The director general said that the Pakistan Air Force and Army are responding effectively to the Indian assault.

    Pakistan’s Defense Minister Khawaja Asif claimed that Pakistan has shot down five Indian fighter jets and three drones in its defense in accordance with international laws and the UN charter.

    Earlier, Pakistan’s foreign office strongly condemned the missile strikes by India early Wednesday at civilian locations in Pakistan, including areas in Pakistani-controlled Kashmir, calling it an unprovoked and blatant act of aggression.

    The foreign office said that the Indian Air Force targeted civilian areas in Pakistan using standoff weapons while remaining within Indian airspace, resulting in the deaths of civilians, including women and children.

    It denounced the strikes as a “flagrant violation of the UN charter, international law, and established norms of inter-state relations,” and warned that the Indian action posed a serious threat to regional stability and commercial air traffic.

    “India’s reckless action has brought the two nuclear-armed states closer to a major conflict,” said the foreign office, emphasizing that Pakistan reserves the right to respond “at a time and place of its choosing.”

    Pakistani President Asif Zardari condemned the Indian strikes targeting civilian populations across the border and said that Pakistan would give a strong and befitting response to Indian aggression.

    “Indian provocations will be met with full force and with an unwavering commitment to protect Pakistan’s sovereignty and territorial integrity,” said the president, adding that the entire Pakistani nation stands united behind its brave armed forces, who are fully prepared and capable of defending the motherland.

    The country’s Prime Minister Shehbaz Sharif strongly condemned the strikes, saying, “Pakistan has every right to respond to this act of war imposed by India and a befitting reply is being given.”

    “The entire nation stands with our armed forces. The morale and spirit of the Pakistani people are high,” the prime minister added, vowing that the enemy would never succeed in its nefarious designs.

  • MIL-OSI China: China to cut interest rates on personal housing provident fund loans

    China’s central bank announced on Wednesday it will lower the interest rates on personal housing provident fund loans by 0.25 percentage points starting Thursday.

    The interest rates on personal housing provident fund loans with maturities of five years or less and those with maturities above five years will be adjusted to 2.1 percent and 2.6 percent, respectively, for first-home buyers, and to no lower than 2.525 percent and 3.075 percent, respectively, for second-home buyers, the People’s Bank of China (PBOC) said in a statement.

    The adjustments are expected to save homebuyers’ interest payments by more than 20 billion yuan (about 2.8 billion U.S. dollars) per year, PBOC governor Pan Gongsheng told a press conference.

My home state of Michigan has one of the highest prevalence rates of asthma in the country,” said Rep. Dingell. “I’m proud to designate May Asthma and Allergy Awareness Month to support increased education and efforts to improve the quality of life for Americans living with these conditions.”

    Expressing support for the designation of May 2025 as “National Asthma and Allergy Awareness Month”.

    Whereas 4,900,000 children in the United States currently have asthma;

    Whereas nearly 28,000,000 people in the United States, have asthma and the numbers are increasing each year;

    Whereas, in 2018, on average, children missed more than 7,900,000 days of school and adults missed 10,900,000 days of work because of asthma;

    Whereas asthma is one of the most common noncommunicable diseases among children;

    Whereas 1,500,000 individuals per year visit emergency departments because of asthma’s effects;

    Whereas asthma is a leading cause of hospitalizations and school absences due to a chronic disease among children;

    Whereas the total economic cost of asthma in the United States was $81,900,000,000 per year from 2008 to 2013;

    Whereas fewer than half of people with asthma report being given an asthma action plan, which is key to the prevention of asthma attacks;

    Whereas Black, Hispanic, and Indigenous individuals in the United States face the highest burden of asthma;

    Whereas asthma is a manageable disease that claimed the lives of over 3,500 Americans in 2021;

    Whereas 20,300,000 people in the United States have food allergies, including about 4,300,000 children;

    Whereas food allergy has increased among United States children over the past 20 years, with the greatest increase in Black children;

    Whereas children with food allergies are 2 to 4 times more likely to have asthma or other allergic diseases; and

    Whereas May would be an appropriation month to designate as “Asthma and Allergy Awareness Month”: 

    Now, therefore, be it

    Resolved, That the House of Representatives recognizes “National Asthma and Allergy Awareness Month” and calls upon the American people to observe such month with appropriate ceremonies and activities.

  • MIL-OSI China: Copa Sudamericana: Gimenez brace lifts Independiente to second in group

    Matias Gimenez scored twice as Argentina’s Independiente recovered from a goal down to trounce Uruguayan side Boston River 5-1 in the Copa Sudamericana group stage on Tuesday.

    Agustin Anello opened the scoring in Montevideo with a seventh-minute strike before goals from Gimenez and Giovanni Millan gave their side the lead at the interval.

    Diego Tarzia, Gimenez and Santiago Hidalgo were on target in the second half as Independiente claimed its second win of the tournament.

    The team from Avellaneda, south of Buenos Aires, is now second in Group A with six points, two behind leader Guarani. Boston River is fourth, two points further back.

    Earlier in the day, Gaston Togni scored with a second-half free-kick as 2020 champion Defensa y Justicia earned a 1-1 draw at Vitoria.

    Central defender Edu put the Brazilian side ahead by tapping home from point-blank range after goalkeeper Enrique Bologna fumbled what should have been a routine save from a set piece.

    The Argentine outfit equalized just before the hour when Togni curled in a superb free-kick from a tight angle.

    Defensa y Justicia remains last in Group B, behind Vitoria on goal difference. Both teams are still searching for their first victories of the tournament.

    Elsewhere, Godoy Cruz won 1-0 at Sportivo Luqueno, Guarani drew 2-2 at Nacional Potosi, and Corinthians was held to a 1-1 home draw by America de Cali.

  • MIL-OSI China: Late Cuiabano strike fires Botafogo past Carabobo

    Defender Cuiabano scored in the 91st minute as defending champion Botafogo clinched a 2-1 victory at Carabobo in the Copa Libertadores group stage on Tuesday.

    The Brazilian side took the lead when Argentine goalkeeper Lucas Bruera failed to grasp Cuiabano’s long-range effort and Vitinho was on hand to tap in the rebound.

    Leonardo Aponte put the Venezuelan outfit on level terms with a first-time effort from eight yards after the visitors failed to deal with a corner.

    But Botafogo lifted its tempo in search of a winner and Cuiabano restored his team’s lead by taking a touch to control Allan’s pass before thumping a shot that beat Bruera at his near post.

    The Rio de Janeiro side remains third in Group A and will likely need to win both of its final two group matches – against Estudiantes and Universidad de Chile at home – to advance to the round of 16.

    “I’m happy to have scored but especially to have helped us pick up three points because we know how important it was,” Cuiabano said after the match. “We have a tight-knit group and we will always fight until the end.”

    Meanwhile, Andre Silva scored twice as Sao Paulo cruised to a 2-0 away victory over 10-man Alianza Lima.

    Silva put the visitors ahead just after the half-hour with a low first-time strike following Matheus Alves’ headed flick. The hosts were reduced to 10 men in the 69th minute when Renzo Garces was shown a straight red card for a bad foul on Lucas Moura.

    The Brazilian side put the result beyond doubt as Silva struck a minute from time after combining with Luciano Neves.

    Elsewhere, Argentina’s Racing Club romped to a 4-0 away victory over Colombian side Atletico Bucaramanga.

    Adrian Martinez opened the scoring in the fourth minute when he tapped home after a scramble inside the six-yard box. Santiago Solari doubled the advantage by playing a slick one-two with Martinez before rifling a low shot past goalkeeper Aldair Quintana.

    Santiago Sosa and Martin Barrios added late goals as Racing secured its second win of the campaign.

    7 May 2025 – Risks to the financial system have increased over the past six months, Reserve Bank Governor Christian Hawkesby says in releasing the May 2025 Financial Stability Report.

    “Financial stability is critical for ensuring that New Zealanders can safely save, borrow, and manage financial risk,” Mr Hawkesby says. “While the global economic environment has become more volatile, our financial institutions are in a strong position to support the economy.”

    Geopolitical risks have escalated, particularly following the US imposition of sweeping tariffs on goods imports from many countries, including New Zealand. These developments have heightened financial market volatility and pose a material risk to global economic activity.

    Domestically, economic activity remains subdued. Previously high interest rates, rising unemployment, and a weak housing market continue to weigh on demand. However, lower borrowing costs and high agricultural export prices are supporting debt serviceability.

    Banks have strong capital and liquidity buffers in place to maintain credit flows even if conditions deteriorate further. They also remain profitable, with non-performing loans expected to decline as mortgage rates reprice lower.

    General insurers are experiencing more stable conditions. Our recent insurance stress test highlighted improved resilience in the sector, but also the challenges of extreme seismic events for New Zealand.
       
    Progress is continuing on the implementation of the Deposit Takers Act 2023. Several strands of this work will help to promote competition and efficiency in the deposit-taking sector.

    “Work on the review of key bank capital settings is well underway, with the release of the Terms of Reference today. This outlines the purpose, approach, and scope of the review, to ensure the right settings are in place to support financial stability and promote the wellbeing and prosperity of New Zealand,” Mr Hawkesby says. “We will engage leading international experts to inform and challenge our review.”

    The Depositor Compensation Scheme will come into effect on 1 July 2025. This will protect depositors’ funds in the event of a deposit taker failure and is a significant milestone for enhancing trust and competition in the financial system.

    The first complete inventory of all the fossil fuel machines in New Zealand has found there are over ten million of them in the country and that 84% could be feasibly replaced with electric machines that are available in the country today.

    Rewiring Aotearoa’s Machine Count report showed that upgrading six million of the most ‘electrifiable’ fossil fuel machines – things like cars, heaters, lawnmowers, road bikes, ovens and stoves – would save the country approximately $8 million every day, or $3.7 billion each year.

    It would also slash 7.5 million tonnes of carbon emissions each year, almost six times the total emissions from domestic aviation in 2023, or more than flying the entire population of Auckland to London and back every year.

    Another 10% of the total – around one million trucks, utes, vans, buses and smaller tractors – could be electrified if more effort was made to bring electric options to New Zealand, while just 6% of the machines – primarily those in heavy industry – require more research and development, or subsidies for them to be cost-effective.

    Rewiring Aotearoa’s previous research has shown that many New Zealand homes, farms and businesses can reduce costs and emissions by upgrading their gas appliances, petrol cars and diesel machines to more efficient electric equivalents and running them on renewable electricity from the grid and solar.

    The Machine Count, a project supported by Ara Ake and EECA (Energy Efficiency and Conservation Authority), set out to better understand the size of the challenge: how many fossil fuel machines there are in our economy, and how hard they would be to electrify.

    “We always knew there were a lot of them, but now we have a firm idea on the number and on how ‘electrifiable’ they all are,” says Rewiring Aotearoa CEO Mike Casey. “The research shows clearly that an electric transition is both technically possible and cost effective in the vast majority of cases.”

    Daniel Gnoth, Ara Ake’s General Manager of Research and Insights, says the report clearly identifies where the greatest opportunities lie to accelerate New Zealanders efforts to support the country’s electrification journey.

    “This study shows that innovation in energy isn’t just about developing new technologies-it’s about making clean, efficient machines more accessible and easier to adopt. The insights from this study will be incredibly useful for energy innovators to develop new solutions, including commercial and financial models, to accelerate the electrification of fossil fuel powered machines. If we get this right, we won’t just cut emissions-we’ll unlock new services and solutions that can be showcased and exported globally.”

    New Zealand’s fossil fuel prices are among the highest in the world, so Casey says shifting from machines that are reliant on expensive foreign molecules to electric machines that run on locally-made electrons is generally a no brainer – “for the economics, for the environment, and for energy security”.

    “Climate change is largely an energy problem. Around 75% of the world’s emissions come from energy and machines use that energy, so solving the problem in practice is about replacing those machines. We figured out how to electrify our cherry orchard near Cromwell and now we don’t use any diesel on the farm. We save tens of thousands on our energy bills each year, we’ve brought our emissions down to almost nothing, and we play a positive role in the energy system. I firmly believe New Zealand could become a demonstration project for the rest of the world and show that solving climate could save us all money.”

    Casey says there were many who said it wouldn’t be possible to run an orchard without diesel. There were many who didn’t believe we would see electric trucks, buses, diggers or loaders. And there are plenty who don’t believe we will see large electric tractors or mining equipment.

    “There are already plenty of electric buses and trucks on the road, huge electric machines are being launched all the time, and we are seeing massive technological advances and cost reductions in the fields of batteries, high-speed charging, solar panels and high temperature heat pumps, so there will definitely be options to explore in your sector.”

    EECA research shows that 36% of New Zealand household non-green appliances are over a decade old. The median age of a car in New Zealand is around 14 years, and businesses are regularly upgrading their fleets and equipment, so there are a whole lot of machines that are set to be replaced in the coming years.

Replacing outdated machines with the same inefficient models risks locking in higher running costs, poor performance, and greater exposure to fuel price volatility. By choosing modern, energy-efficient technologies we can improve affordability, boost productivity, and enhance New Zealand’s energy security.”

    This research is not suggesting that every machine needs to be upgraded right now, but every machine is going to need to be replaced at some point and it’s clear your next purchasing decision should be electric.

    “In saying that, if you are more worried about emissions than economics, it makes sense to replace your fossil fuel machines before they break down,” says Casey. “Some fossil fuel machines can even be turned electric – like our 1990 Hilux, which we recently retrofitted with a 2014 Nissan Leaf motor and battery.”

    Casey says the electric transition is already happening in homes, farms and businesses around the country and the cost savings are driving a lot of that.

    “We believe the economic argument makes this shift inevitable. It makes no sense to use machines that cost more to do the same job – and it makes even less sense when those machines pump out so much pollution. But it’s not happening as fast as it should, and it’s not happening for the people who need it most; the ones who need to reduce their bills or those who need to improve their resilience in the face of worsening weather events.”

    Casey says opening up access to low-interest loans so that everyone – no matter their income – can deal with the higher upfront costs of electric machines and making it easy to upgrade is what will take this “from possible to practical”.

    “We need a range of financial innovations – both from the Government and from the banks – to speed this up. We also need innovations around the process – making it simple and easy for busy parents, renters, and retirees, not just the energy nerds, to benefit from going electric. And it needs to be from the first moment of research all the way through to installation. We’ve counted the machines, we’ve shown it’s feasible to electrify most of them, and we’ll be explaining in more detail how to make it happen and what needs to change in our upcoming policy manifesto.”

    The machine count database is a free, publicly available resource. It is hoped the database and findings will continue to be used and improved by government institutions, academic researchers, and businesses.

    Now is a great time to brush up on digital hygiene or share advice with someone you care about – in your family, workplace or social circle.

    “When it comes to showing someone you care for them, a bunch of flowers is nice – but helping protect them from scams and digital threats might be the most powerful gift you could give,” says Sahar Lone, Consumer NZ’s communications and campaigns manager.

    “Many of us act as unofficial tech support for the mother figures in our lives. Mother’s Day is a great time to sit down together and set up some simple protections or share some tips to the family group chat. It’s a free, practical and genuinely caring gesture.”

    Consumer’s latest Sentiment Tracker results show that 56% of New Zealand households have been targeted by scams in the last year. Notably, high-value losses are growing – 34% of scam victims lost over $1,000, up from 26% last year.

    With scams becoming more sophisticated – from fake parcel tracking texts to the rise of ‘Hi Mum’ impersonation scams – it’s important to have these conversations, says Lone.

    “These chats can feel awkward, but they don’t have to be. One way that works for a lot of people is to tell a story – whether it’s yours or someone else’s – to share, not shame.”
     
    The Financial Crime Prevention Network found people aged 50 years and older are a bit more common in scam victim data, but all age groups are affected.

    “Scams affect New Zealanders of all ages and backgrounds – not just older individuals or those who aren’t tech-savvy. While women are slightly more likely to fall victim, no one is immune” says Lone.

    So, yes, helping your mum with scam protections is a gift to her – but also a way to protect your whole whānau from messy financial fallout.

    Seven tips to share this Mother’s Day.

    Set up two-factor authentication for accounts like banking, email and social media. This extra layer of protection sends a code to your phone or email to log in. Make sure the phone number you give is a mobile – not a landline.

    Use a password manager. These tools store and generate strong passwords, so you don’t have to remember them.

    “You only need to remember one password, the ‘vault’ password,” says Lone. “And if you write it down, don’t label it. Just stash it away somewhere safe.”

    Don’t reuse passwords. A password manager makes it easy to create unique passwords for every site, limiting the amount of thinking you have to do.

    Avoid clicking links in emails or texts. “Even if it looks legit, go to the website directly instead of clicking a link that someone has sent you,” says Lone.

    Check that account names and numbers match. Major banks offer confirmation of payee, a service that can help make sure your money goes to the right person. If there’s a partial match, no match, or other issue, check the details and only pay if you’re sure they’re correct. If you proceed without a full match, you risk sending the money to the wrong account and may never get it back.

    Only buy from trusted sites and check the URL. Scammers often use social media marketplaces and create fake websites. According to the State of Scams in New Zealand 2024 report by New Zealand’s online safety organisation Netsafe and the Global Anti-Scam Alliance, scammers use Gmail, Facebook and WhatsApp as their go-to platforms.

    Make a family scam plan. “My mum and I agreed I’ll never contact her about money in writing, only in person. That gives us both peace of mind,” says Lone.

    And while you’re on the topic, take the opportunity to talk with the whole whānau about how they’d respond to a scam, including the following steps.

    If something feels off, act quickly. Contact your bank, report the incident to the National Cyber Security Centre’s response team, CERT NZ, and if needed, reach out to the police, a lawyer or the Banking Ombudsman Scheme.

    Auckland, 7 May 2025 – Employees believe a hybrid work arrangement has the most positive impact on enhancing their productivity, new independent research by specialised recruiter Robert Half finds.  

    When asked to outline the impacts on productivity of different work environments, only 6% of employees stated it does not matter where or when they work, as they do not believe it would impact their productivity.

    Workers believe working at home has the greatest positive impact on their productivity levels, whether that is for some (70%) or all (63%) of their working week. Similarly, with 32%, working from the office full time was reported as having the highest negative impact on productivity of all ways of working.

    Heritage New Zealand Pouhere Taonga and the Christchurch Archaeology Project are joined by the heritage organisations, archaeology companies and museums of Ōtautahi to offer a fantastic range of archaeology themed activities at Te Whare Waiutuutu Kate Sheppard House in honour of New Zealand Archaeology Week.

    Try your hand at excavation, take part in archaeology themed activities and talk to archaeologists about their artefacts and work. Discover what it takes to be an archaeologist in this hands-on free family event.

    The festival is free and open to families and archaeology fans of all ages. Dr Katharine Watson of the Christchurch Archaeology Project says, “This is a chance to bring along any questions for archaeologists about what they do, the things they find, as well as any questions about archaeology as a career.”

    In the video, a small egg, resembling a tiny hen’s egg, emerges from the neck of the unique land snail.

    DOC has been managing a captive population of the threatened snails in chilled containers in Hokitika since 2006, when mining company Solid Energy started mining their habitat on the Mt Augustus ridgeline on the western side of the Stockton Plateau, near Westport.

    DOC Ranger Lisa Flanagan, who filmed the egg being laid, has been looking after the snails in Hokitika for over 12 years. She says working with the snails isn’t the kind of job she ever imagined herself doing, but it’s constantly providing surprises.

    “It’s remarkable that in all the time we’ve spent caring for the snails, this is the first time we’ve seen one lay an egg. We caught the action when we were weighing the snail. We turned it over to be weighed and saw the egg just starting to emerge from the snail.”

    DOC Senior Science Advisor Kath Walker says having a hard shell in which to retreat from predators and dry conditions is a great strategy for the snails but brings some problems too – how to get sperm from your mate into your shell and any resultant eggs out!

    “Powelliphanta have solved this by having an opening (a genital pore) on the right side of their body just below their head so that the snail only needs to peek out of its shell to do the business.

    “It extends its penis out of this pore and into its mate’s pore, and its mate does the same, simultaneously exchanging sperm, which they can store until they each fertilise the sperm they’ve received to create eggs.

    “As hermaphrodites, they have both male and female genitalia, so although they usually mate with another to cross fertilize their eggs, as carnivores which have to live at relatively low density, being able to occasionally self-fertilise must help with survival of the species.”

    The captive management of Powelliphanta augusta snails has saved these animals from extinction and enabled us to learn more about the lives of these incredible creatures, which are only found in New Zealand.

    Very little was known about the snails when they were taken into captivity, and we are discovering new things all the time, says Lisa.

    “I just love watching their progress each month, weighing them, how their shells develop, and all the interesting things they do.

    “Powelliphanta augusta are slow growing and long lived, not being sexually mature until they are about 8 years old and then laying only around 5 big eggs annually which can take more than a year to hatch. Some of our captive snails are between 25 and 30 years old – in this they’re polar opposites to the pest garden snail we introduced to New Zealand which is like a weed, with thousands of offspring each year and a short life.”

    DOC has established new populations of the snail in the wild and reintroduced them into new and rehabilitated habitat. Work is ongoing to ensure a sustainable population in these areas. A captive population will be managed until there is confidence of the survival of the species in the wild.

    Aotearoa has one of the highest numbers of threatened and at risk species in the world. Once these species are gone, they are gone for good.

    Building on the success of the most recent call for power, the Government of British Columbia centres new renewable power procurement in its plan for economic growth.

    Victoria, B.C., May 5, 2025—The Canadian Renewable Energy Association (CanREA) welcomes the Government of British Columbia’s Clean Power Action Plan, announced by Premier David Eby today, which includes a new call for power by the provincial utility, BC Hydro, of 5,000 gigawatts-hours per year of clean energy, including wind and solar.

    The call is expected to be issued by BC Hydro this summer, with electricity purchase agreements targeted to be awarded in early 2026.

    “The BC Hydro 2024 Call for Power resulted in economic development and job creation opportunities for communities across the province,” said Evan Wilson, CanREA’s Vice-President of Policy – Western Canada and National Affairs. “CanREA members are excited by today’s announcement of the new 2025 Call for Power.     The Clean Power Action Plan strengthens energy security, accelerates economic growth and reinforces Canada’s leadership in renewable energy. By investing in large-scale clean-power projects and fostering partnerships with Indigenous communities, B.C. is setting a precedent for sustainable development that benefits all Canadians.

    BC Hydro’s 2025 Call for Power builds on the success of the 2024 Call for Power, which saw ten new renewable energy projects go forward, each with First Nations asset ownership of 49% to 51%, with five CanREA member companies representing nine of these ten projects.

    The new Clean Power Action Plan prioritizes new investments in renewable energy, including wind, solar and hydroelectric projects, while supporting Indigenous-led initiatives and local economic development. These efforts will drive innovation, create jobs, and secure a resilient energy future for British Columbians.

    Other highlights include:

    Opening up the opportunity to explore B.C.’s power potential: The province will seek proposals for capacity and baseload electricity projects to meet peak demand and support renewable energy integration. CanREA will work to clarify the role of battery storage in this opportunity.

    Ushering in an expanded era of energy efficiency: Innovators will be invited to propose demand-side management technologies that help businesses and households save energy and reduce costs.

    Investing an additional $12 million in made-in B.C. Clean Technology: The province is also looking to invest more in the B.C. Innovative Clean Energy (ICE) fund.

    Streamlining connections to B.C.’s grid: Efforts will be made to streamline grid connections so homes and businesses can access clean electricity more quickly and affordably.

    Spotlighting Ecco the Dolphin Creator Ed Annunziata

    Q: Ecco the Dolphin has been praised for raising awareness about ocean conservation. What inspired you to use a video game to communicate such an important environmental message, and what do you hope players take away from their experience in the ocean world you created? 
     
    A: Long ago, back in the 8-bit days, I used to make educational games for the Apple II. I knew even then the potential of games to enlighten. I made a bunch of games in 6502 Assembler, or my favorite, Machine Language.

    Eventually, I got to work on ‘Voyage of the Mimi’, a TV show about a young boy (Ben Affleck at 12) and his grandfather, who studied whale migration on his boat, Mimi. It was a great show, and I got to work on the Apple II science games that went along with it.

    Once I started learning about whales (and making games about them), I became obsessed with the subject matter.

    I read everything I could get my hands on. No internet, only libraries and books that I purchased from bookstores. Like the novel, ‘The Sounding’, by Hank Searls. This story was from the point of view of a sperm whale. I was enthralled by the notion that not only were these creatures sentient but probably as smart as we are! 

    My heart was always in video games, even though I made learning games for a living at the time. I started to dream about a game where you experience life as a dolphin. I chose a dolphin because I figured it’s as close to a person as all the whales. But when I considered the actual play mechanics, I had to prototype it. 

    Q: The Pacific Islander community holds a deep spiritual and practical connection to the ocean, which is central to their culture. How do you think games like Ecco the Dolphin can help players understand the significance of ocean preservation and the cultures that rely on it?

    A: Imagine a culture connected directly to the ocean’s ecosystems over generations. Growing and evolving together, humans contribute to the ecosystem rather than taxing it. Over time, they would learn about all the ocean cycles and how to get into sync with them. Anything that fosters a connection between humans and the ocean should be enthusiastically embraced. 

    Q: As a pioneer in the gaming industry, what role do you think the gaming community plays in raising awareness about global issues like environmental sustainability, particularly when it comes to protecting ocean ecosystems? 

    A: If I may be forthright with my bias about gamers. I feel gamers possess a higher than average IQ than the average human. Not only because they are frequently fully engaged and challenged mentally with real-time systems and information technology, but they are highly socially connected as well. Like the ocean, a gaming community is an ecosystem – games like Ecco can and should be a conduit to join these realms.

    A big part of the game is understanding the ocean as a singular biological system that is made up of systems that interact with each other. This is a complex biological dance that humans can be a part of.  

    I have high expectations of gamers for all the above-stated reasons. But there is something else gamers possess that can make the difference, and that is love. A universal love of games and gaming gives us all something we all share, when games like Ecco reach the hearts of gaming communities, that love can really make things happen in the real world.  

    Q: What does the future hold for gaming’s favorite Dolphin?  

    A: Me and the entire original team are going to Remaster the original Ecco the Dolphin and Tides of Time games. Then we will make a new, third game with contemporary play and GPU sensibilities. Stay tuned to eccothedolphin.com

  • MIL-OSI United Kingdom: Extra care housing scheme is laying the foundations for independent living

    Construction work is under way on an extra care housing scheme that will open up new independent living opportunities for older people in Leeds.

    Leeds City Council’s Middlecross development in Armley will provide a total of 65 high-quality and energy efficient apartments for affordable rent by people aged over 55 with care and support needs.

    The homes – which are being built for the council by Morgan Sindall Construction – will complement wider efforts to address a serious shortage of extra care housing in the city.

    Part of Leeds’s Council Housing Growth Programme (CHGP), the scheme will also benefit the Armley community by breathing new life into a two-acre brownfield site that has lain empty for several years.

    And, to mark the start of construction, the council’s executive member for housing, Councillor Jess Lennox, paid a visit to the site to meet some of the project team and see the early progress that has been made there.

    Councillor Lennox was joined by representatives from the West Yorkshire Combined Authority, which has contributed £1.3m from its Brownfield Housing Fund towards the cost of the scheme.

    A further £1.3m has been drawn from Leeds’s commuted sums funding stream, which supports affordable housing delivery using pooled financial contributions paid by developers as part of planning agreements.

    The rest of the funding for the project – due for completion in 2027 – has come from the council’s housing service via Right to Buy receipts and borrowing.

    The scheme’s three-storey apartment building has been designed to encourage everyday social interaction as well as independent living, with a restaurant, a hair salon and an open-plan lounge and coffee bar among the communal spaces that will be available to residents.

    Sustainability and energy efficiency were also key design considerations and, as a result, the building will have high levels of ventilation and insulation while benefiting from features such as ground source heat pumps and roof-mounted solar panels.

    The site for the scheme – which sits between Armley Grove Place and Simpson Grove – was occupied by Middlecross Day Centre until its demolition in 2018.

    Councillor Jess Lennox, Leeds City Council’s executive member for housing, said:

    “It’s great news that construction work is now under way on this important scheme, which will help address the well-documented shortage of affordable extra care housing in Leeds.

    “The Middlecross development highlights the impact of our Council Housing Growth Programme and, by extension, our commitment to ensuring that everyone in Leeds can enjoy the stability and security that comes with a safe, warm and good-quality home.

    “I was really pleased to have the opportunity to visit the site in Armley with partners and see first-hand the progress being achieved by the construction team. All those involved should feel proud of the part they are playing in delivering a scheme that will make a positive difference to people’s lives and the community as a whole.”

    Tracy Brabin, Mayor of West Yorkshire, said:

    “Because of devolution, we’ve been able to invest almost £90m to help unlock over 5,000 new homes, including dozens of affordable and sustainable homes in Armley.

    “Working with Leeds City Council, we’re taking decisive action to tackle the housing crisis and deliver the warm, high-quality homes that local families need, with lower rents and energy bills.

    “Everyone is entitled to a safe and secure roof over their head, so we will work with central government to get the whole of West Yorkshire building, with new freedoms and funding to deliver thousands more homes and create a greener, more vibrant region.”

    Ben Hall, Yorkshire area director for Morgan Sindall, said:

    “We are proud to be playing our part in creating high-quality extra care housing, enabling older people to enjoy later life.

    “It was a pleasure to welcome Councillor Lennox and other stakeholders to our work at Middlecross. We’re looking forward to delivering this much-needed new scheme, which was procured via the SCAPE Construction framework. It will bring significant benefits for the Armley community, both through the completed building and our contribution to the local economy during the build programme.”

    The start of work on the Middlecross scheme follows the opening in 2023 of Gascoigne House, a much-praised extra care development in Middleton that also forms part of the CHGP.

    Other locations where CHGP schemes are currently under construction include Hough Top near Pudsey, Brooklands Avenue in Seacroft and the Ambertons area of Gipton.

    More than 350 new homes have been built via the CHGP since 2018. More than 420 homes have also been acquired as part of the programme, with these properties and the new-builds both playing a crucial role in efforts to ease local affordable housing pressures.

    Furthermore, they have – by increasing the number of appropriate properties available to tenants looking to downsize – helped free up some homes that are best suited to larger families.

  • MIL-OSI USA: House Republicans are Codifying President Trump’s America First Agenda into Law

    WASHINGTON — This morning, at the weekly House Republican Leadership press conference, Speaker Johnson addressed House Republicans’ efforts to codify President Trump’s America First agenda into law, Congressional Democrats refusal to work in any meaningful way for their constituents, and Republicans common sense priorities for budget reconciliation.

    On codifying the Trump agenda:

    We’ve been working around the clock to codify so much of what President Trump has been doing. I think there’s 143 executive orders that have been issued thus far, and we’re working around the clock to make sure that we put these into statutory law so that it can’t be reversed and erased by an upcoming administration. For some reason, the media acts like this effort is somehow a negative thing. It’s not at all. Anybody who says that just fundamentally misunderstands the relationship between Congressional Republicans and President Trump and his administration. We all ran on the same America first agenda: secure the border, cut taxes for working families, revive American energy production, strengthen our standing on the world stage and bring back common sense.

    We already have the formula for prosperity and security, and that’s the thing about President Trump: he’s not an unknown entity, as we’ve all recounted many times. He’s done it once; he’ll do it again. We plan to work together to enshrine the agenda in the law and make sure we have a roaring American economy and stability and security, prosperity, and strength again,. From day one, President Trump has used his executive authority to reverse the devastating policies of the last administration. There was a lot of that to be done, but as the previous administration made it painfully clear, executive orders can be undone and overwritten, and that’s why we have to move it through the legislative process. And we are.

    On Congressional Democrats refusal to work with Republicans:

    House and Senate Republicans are utilizing the budget reconciliation process primarily because leader Schumer in the Senate, Leader Jeffries in the House and their Democrat colleagues, refused to engage in anything, no matter how meritorious, even to improve the lives of their constituents if it means that President Trump will somehow be credited with a win. I mean, it’s really sad, but that’s the fact. They’d rather put on performative stunts and host these activist town halls, and all this other nonsense then just work with us to bring costs down and make communities safer for their constituents. Just think about how the American people feel about these issues.

    When Democrats had a trifecta in 2021, they used the budget reconciliation process, but you know what they did? They used it to “stimulate” the economy. What did that mean? Well, trillions in new spending and tax hikes and the green New Deal giveaways. We can’t do that. It’s not sustainable, so we’re going to reverse it. And guess what happened when they did that? We had runaway inflation, making the cost of living for everyday Americans unbearable. Contrast that with what we’re doing, what Republicans are working on right now, what we are delivering through the committees and soon through the whole house: lower taxes, decreased regulation, safer streets, keeping more of your money that you earn in your own pocket. We’ll take that to the people every single day, and they’ll be for us. And as the house works to finish budget reconciliation over the next few weeks, we’ll continue to shine a light on the Do- Nothing Democrats who would rather oppose President Trump’s popular agenda than work for the needs of their own constituents.

    On the commonsense provisions included in budget reconciliation:

    Consider this, secure the border, right? Securing the border is an 80/20 issue in America. Deporting illegal aliens? More than 50% of American people believe that every single illegal alien should be deported… But despite those numbers, the Democrats are taking trips to Central America to bring back violent illegal aliens back to the country. It’s madness. Strengthening Medicaid for Americans who need it by eliminating things like fraud, waste and abuse, which is a huge problem in the program, including removing illegal aliens. If you add all that together, 66% of the American people think that that’s a very important idea. We need to improve, shore up and strengthen the program so that it can be there for the people who desperately need and deserve it. And Democrats, what do they do? Lying about what we’re doing with Medicaid, so much so that we’ve gotten them to pull down their advertising because they were literally breaking the law. We sent cease and desist letters and they had to take it down.

    Cutting taxes for working families and small businesses, what American doesn’t want to pay fewer taxes to the government? There may be a few, but I haven’t found them, especially on matters like the overtime, tipped wages and Social Security. Big promises for the President, and we’re going to deliver that. But it turns out congressional Democrats apparently want Americans to pay more. They’re adamantly against all those things I just named. They’re against keeping taxes low. And when they oppose the reconciliation bill, when they oppose the solution to this, to extend the tax cuts, they are actually advocating for the largest tax increase in US history, end of sentence.

    The Children’s Safety Caucus will focus on issue areas like child passenger safety, water safety, and safe sleep issues.  An important goal for the caucus is to host meetings and forums throughout the Congressional session to highlight the need for bipartisan support for children’s safety issues. The caucus will update members of Congress and their staff on relevant legislation, best practices to better inform constituents, and host events to promote child safety. 

    U.S. Statistics on children’s safety: 

    Road

    • 14 kids 12 and under die in motor vehicle crashes each week. Another 2,300 are injured in nonfatal crashes. 
    • Properly used child car seats and booster seats reduce the risk of death by as much as 71%
    • More than half of all car seats are not properly installed.
    • Car Seat Technicians in every state are available to help parents, grandparents, and caregivers properly install their child’s car or booster seat!

    Water

    • Drowning is the leading cause of injury related death among children 1-4.
    • It’s the third leading cause of unintentional injury-related death among children 19 and under.
    • In 2018, there were 918 children under the age of 19 who drowned and over 7,000 more were seen in the emergency room.

    Safe Sleep

    • Unintentional suffocation is the leading cause of injury-related death among children under 1.
    • Nearly 3,500 infants die each year in the U.S. from sleep related infant deaths.
    • Causes of sleep-related infant deaths include suffocation, entrapment, strangulation, and Sudden Infant Death Syndrome (SIDS).

  • MIL-OSI Security: Bradenton Man Sentenced To 10 Years In Federal Prison For Receiving And Possessing Child Sexual Abuse Material

    Tampa, Florida – U.S. District Judge James S. Moody has sentenced Christopher Clark (53, Bradenton) to 10 years in federal prison for receiving and possessing child sexual abuse material. Clark entered a guilty plea on January 22, 2025.

    According to court documents, the FBI executed a search warrant at Clark’s home in September 2024. During the search, the FBI seized approximately 45 electronic devices. A review of several of those devices showed that Clark had received and possessed thousands of photos and videos of child sexual abuse material.

    This case was investigated by the Federal Bureau of Investigation, with assistance from the Manatee County Sheriff’s Office, the Bradenton Police Department, and the Sarasota Police Department. It was prosecuted by Assistant United States Attorney Ross Roberts.

    This case was brought as part of Project Safe Childhood, a nationwide initiative launched in 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse.   • MIL-OSI Security: Registered Sex Offender Sentenced to 12 Years in Federal Prison for Using Instagram to Prey on Minors

    EVANSVILLE— William Virgil Russell, II, 33, of Evansville, has been sentenced to 12 years in federal prison followed by a lifetime of supervised release after pleading guilty to possession of sexually explicit material involving minors.   

    According to court documents, on April 3, 2023, social media application, Instagram, reported that an account owned by William V. Russell had accessed at least one video suspected of containing child sexual abuse material. The video depicted an adult male attempting to rape a prepubescent minor female.

    Working with Instagram to review the account, law enforcement investigators found additional child sexual abuse material, as well as posts by Russell soliciting underage videos that stated, “Looking for freaks with young kids or siblings that need $$” and “Looking for under l2 to buy from hit me up.”

    On September 26, 2023, investigators searched Russell’s home in Evansville and recovered his cellphone. Further investigation uncovered 21 sexually explicit images involving minors, as well as numerous chat session transcripts in which Russell describes himself as a pedophile, says he prefers toddlers, and asks women to provide him with nude and sexually explicit images of their children. Russell often offered to pay for the images.

    At the time of the offenses described above, Russell was a registered sex offender based on a felony conviction for Possession of Child Sexual Abuse Material in Warrick County, Indiana. Following his release, Russell must continue to remain registered as a sex offender wherever he lives, works, or goes to school.

    “Every parent should know that social media apps like Instagram are not safe spaces for young children and are often hunting grounds for predators who seek gratification from their exploitation,” said John E. Childress, Acting United States Attorney for the Southern District of Indiana. “I commend the investigators with FBI, Evansville PD, and the efforts of our AUSA for working together to ensure more vulnerable individuals are not victimized.”

    The FBI and Evansville Police Department investigated this case. The sentence was imposed by U.S. District Judge Richard L. Young

    Acting U.S. Attorney Childress thanked Assistant U.S. Attorney Todd S. Shellenbarger, who prosecuted this case.

    This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by U.S. Attorneys’ Offices and the Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend and prosecute individuals who exploit children via the internet, as well as to identify and rescue victims.

    Presiding Officer,

    Tomorrow will mark one year since I was honoured to be elected as the First Minister of this country that I love.

    I spoke then of my ambition to create a vibrant economy in every part of our country, my determination to tackle the challenges faced by our beloved National Health Service, and my hope that we can come together as a Parliament, and as a country, to focus on solutions rather than allowing our disagreements to dominate.

    Over the past year, amidst real challenges, amidst deep uncertainty on the global stage, progress has been made. In ways big and small, a corner is being turned. This is a government that is working hard and determined to get Scotland on track for success.

    That progress has been evident in the way we do our business here in our Parliament. The fact that four parties were able to come together, to negotiate in good faith, and pass a budget that delivers record funding for our National Health Service, is testament to what is possible.

    Today’s Programme for Government is presented in that same spirit. It contains many of the fruits of our budget process – with elements within it that are there only because of the co-operation of other parties.

    But this is also a programme by an SNP government, a government that cares deeply about Scotland, a government that has total confidence in Scotland’s ability to rise to any challenge and to weather any storm.

    Presiding Officer, before I turn to those elements that are in the Programme for Government, I want to talk about some measures that are not included.

    With a year to go until the end of this parliament, there are clearly, limits on the amount of legislation we can present. This government – and I personally – remain entirely committed to tackling misogynistic abuse against women. Regrettably I do not believe there is sufficient parliamentary time to make progress through a standalone Bill which I would plan to bring forward at the start of the next Parliament. We will however take the action we can in this Parliament by adding sex as a protected characteristic to existing hate crimes legislation to protect women and girls and by taking further steps in our policy, to tackle unacceptable abuse of women and girls in our society.

    Conversion Practices that seek to change or suppress a person’s sexual orientation or gender identity are harmful and abusive. Over this coming year, we will seek to work with the United Kingdom government to deliver a legislative ban across England, Wales and Scotland. But if agreement is not possible, we will publish legislation in the first year of the next parliamentary term. Members of the LGBTQI+ community should have no doubt that we will work with them to protect and to defend their rights.

    Times are tough, presiding oofficer and times are changing, in ways that I know bring real anxiety to our citizens, real fear to many in our business community. But my promise to the people of Scotland is that amidst the uncertainty there is one thing they can be sure of: this is a government that will always seek to do what is best for Scotland. As First Minister, I will always put the needs and interests, the hopes and dreams of the people of Scotland first.

    When I became First Minister a year ago, I heard loud and clear people’s concerns about the health of Scotland’s NHS.

    They would tell me about their many positive experiences of high-quality care from the dedicated staff in the NHS, experiences of treatment and care that are, invariably, world class. But they also spoke of difficulties accessing that care. Waiting times that were unacceptable, adding to anxiety. Systems that they felt did not put patients first.

    Presiding officer, there are many issues that compete on a daily basis for the attention of a First Minister, but what could be more important than our National Health Service?

    So I am proud that the £30 million that we committed has not just delivered the 64,000 additional NHS appointments and procedures between April 2024 and the end of January 2025 that we promised, but over 40,000 more than planned. An extra 105,000 vital, additional appointments and procedures that are helping to reduce waiting lists and waiting times. We have met the children and adolescents’ mental health waiting time standards, with over 90 per cent now seen within 18 weeks of their referral.

    More cancer patients are now treated faster. Compared with a decade ago, 16 per cent more patients receive care within the 31-day standard and 11 per cent more within the 62-day standard.

    Statistics, yes, but behind each one a person who has received the sort of reliable and effective care from the National Health Service that they deserve.

    Progress, yes, but with a very clear understanding that there is more, much more to do.

    And that is why a renewed and stronger NHS is at the very heart of this Programme for Government.

    Getting our NHS on track is about reform that is fundamentally patient-centred, it is about investment, and it’s about increasing productivity and capacity.

    This approach makes it possible for us to deliver more than 150,000 extra appointments and procedures in 2025-26.  

    The additional investment secured through the Scottish budget will enable us to expand specialist regional centres; technology will mean more efficient use of operating theatres. The result, a 50 per cent increase in the number of surgical procedures we can deliver compared with last year. 

    There will be a renewed focus on cancer diagnosis and treatment, targeted investment so that health boards can clear backlogs and substantially improve waiting times.

    Presiding officer, I could spend the whole statement just talking about the steps we are taking to access the National Health Service, but before moving on, I will highlight one other area that I know is of particular concern for many people.  

    While many people’s experience of their GP is excellent, for many others there is deep frustration over the difficulty making appointments and what has been described as the 8am lottery.

    This is of central importance to me. That is why we are acting to reduce pressure and increase capacity in the system, so that it is easier for people to get the care that they need, when they need it.

    That includes in the year ahead a further expansion of Pharmacy First services – with pharmacies being the right first port of call for many ailments.  

    But it also means the delivery of an extra 100,000 appointments in GP surgeries focused on key risk factors such as high blood pressure, high cholesterol, obesity and smoking.  

    This year, primary care, including GPs, is receiving a bigger share of new NHS funding, and we are committed to not only increasing GP numbers but protecting Scotland’s advantage which means substantially more GPs per head in Scotland compared to elsewhere in the United Kingdom.

    Presiding officer, members across the chamber will know that, alongside the NHS, our constituents are also deeply exercised by the ongoing cost-of-living crisis. We have experienced a decade and more of financial insecurity, higher prices and squeezed real incomes. Life feels substantially tougher for very many of those that we serve.

    The economy means jobs, growth and investment, and I will talk about all of these elements.  

    But above all, the economy is about people’s quality of life, it is about their own household budget, their ability to pay the bills.  

    This Scottish government will always do what it can to deliver the best deal for the people of Scotland. In concrete terms that means a commitment to keep Council Tax bills – already over 30 per cent lower on average in Scotland than in England – substantially lower than elsewhere in the UK.

    Water bills – already 20 per cent lower than in England – will remain lower, as will income tax for the majority of workers in Scotland.  

    Prescriptions will continue to be free here in Scotland.

    Eye appointments, free. 

    Bus travel for young, disabled and older people in Scotland – free.  

    Scotland will continue to pay no tuition fees.   

    Parents will continue to benefit from a package of early learning and childcare worth more than £6000 for every eligible child.  

    Free school meals, which save the average family £400 per child per year, will be expanded, and more breakfast clubs introduced.  

    Together, this is my cost-of-living guarantee. A package that year on year delivers savings for the people of Scotland, a package that exists nowhere else in the United Kingdom.  

    And, Presiding Officer, it is a package of cost-of-living support that we are always looking to enhance where we can.  

    That is why we took the decision in the budget to restore a winter fuel payment for Scottish pensioners, with the poorest receiving the most. Those payments will be made this year.   

    And it is why we are committed to doing even more.

    Last year, in the face of severe budget pressures, we took the difficult decision to end the peak fares pilot on our railways.

    But now, given the work that we have done to get Scotland’s finances in a stronger position, and hearing also the calls from commuters, from climate activists and from the business community, I can confirm that, from the 1st of September this year, peak rail fares in Scotland will be scrapped for good.  

    A decision that will put more money in people’s pockets and mean less CO2 is pumped into our skies.   

    Once again, tens of thousands of Scots saving money.  

    Once again, a better deal for people because they live in Scotland.  

    Better for Scots because there is a government that always strives for what is best for Scotland.  

    Alongside the cost-of-living pressures – the consequence of a series of body blows from austerity and Brexit to the spike in inflation and energy costs that followed Russia’s 2022 invasion of Ukraine – new threats are emerging that have the potential to cause extensive damage to the Scottish economy.  

    Tariffs will impact directly on many Scottish exporters to the United States, while a US recession and a global trade war, will have effects direct and indirect on almost every sector of our economy. 

    Presiding officer, this Programme for Government has been published earlier than usual, in part because it allows a clear year of delivery on the NHS and other public services, delivery in those areas that matter in the day-to-day lives of our citizens. But it is also being published now because of the scale of the looming economic challenge that we face.   

    For the sake of Scottish jobs, for the sake of protecting people’s quality of life, we are taking new steps, accelerating action, to ensure Scotland’s economy is better placed to ride the economic storms.  

    Members will see the detailed and extensive section on the economy in the Programme for Government document, with action on planning reform, skills, housing investment, support for our rural economy including our vital food and drink sector, promotion of Scotland the brand and more. But I want to highlight three particular initiatives designed to respond directly and specifically to the challenges we now face.  

    First, working with Scottish Development International across their 34 international offices, we will deliver a new 6-point Export Plan, to enable Scottish exporters to diversify and to grow markets. This includes:  

    • more support for SME’s to participate in trade missions in both established and emerging markets; 
    • additional grant funding to help companies unlock specific, targeted international growth; and, 
    • bespoke support in key sectors – technology, life sciences, renewables and hydrogen – to maximise international opportunities.

    Second, to enable emerging Scottish companies to grow, we will create a new Proof of Concept fund, with a focus on supporting the commercialisation of research projects with significant economic potential. We will deliver an improved Ecosystem fund to further enhance Scotland’s already effective start-up environment, including action to transform the number of women who start and scale up businesses.

    We must not forget, even amidst the gathering clouds, that Scotland is an innovative nation, and that opportunities exist which can deliver real and significant benefits now and in the future. This government will prepare for the challenges but we also seek to position Scotland to make the most of the many and significant economic opportunities that still exist.   

    Third, we will deepen our commitment to a just transition and an industrial future for Scotland. As members will be aware, the Deputy First Minister is actively engaging with potential investors to ensure a green industrial future for the Grangemouth site. A key element in the success of this work is the development of carbon capture in Scotland, which is why it is now vital that the UK government provides support not only to carbon capture projects in England, but also to the Acorn project in Scotland’s northeast.

    The Scottish Government has previously committed up to £80 million to make this happen if the UK Government, in turn, made the commitments necessary for the project to progress. Given the importance of this project for the Scottish economy, given its place at the very heart of the green reindustrialisation that is my ambition, and I trust the ambition of all parties in this chamber, my government is now willing, as part of a wider package of investment in industrial transformation, to remove that cap and increase the amount of Scottish funding that is available to make Acorn a reality should the project be given the go ahead by the United Kingdom Government. 

    I know that many in this chamber share my concern that Scotland is little more than an afterthought to a UK government that is willing to invest in a supercomputer in the southeast of England, weeks after cancelling the supercomputer for Edinburgh. A UK government that moved heaven and earth to save Scunthorpe but will not do the same for Grangemouth. Perhaps with swift action from the UK Government to support Acorn, which in turn will help us deliver the future that Grangemouth deserves, the Prime Minister will do the right thing by Grangemouth.

    Presiding officer, working to deliver a stronger NHS, giving the people of Scotland the best cost-of-living support of any part of the UK, and action to protect Scotland’s economy and maximise our economic potential in the face of global challenges, this is a government with what is best for Scotland at its heart.  

    Since becoming First Minister last year, I have sought to focus government efforts on four central priorities.   

    We seek a wealthier Scotland, higher standards of living for the people of Scotland, with action to grow Scotland’s economy.

    A fairer Scotland, with Scotland’s growing wealth shared more fairly so that we can remove the scourge of child poverty in our land.  

    A greener Scotland, with action to maximize the benefits felt by the people of Scotland from our renewable energy wealth, benefits in terms of lower bills and well-paid jobs, and action to reduce emissions and protect and restore our stunning natural environment.  

    And we seek public services that meet, and indeed exceed, the expectations of the people of Scotland. Have no doubt, many already do. But where action is needed to reform and renew, this government will take it.   

    Progress for Scotland underpins each of our priorities and is at the heart of everything we will do.   

    I want a Scotland that we can be proud of, a Scotland that is the best it can possibly be. 

    That ambition is what gets me up every single morning.  

    And, at the very heart of that, is the eradication of child poverty. 

    Last year, when I presented my Programme for Government, I referred to the eradication of child poverty as the moral compass of my government.  It remains so. It will until there is no single child left in poverty in Scotland.   

    It is also, I said, the greatest investment in our country’s future that we can possibly make. 

    And in these times of cost-of-living pressures, that investment becomes ever more important, for these things disproportionately hurt our society’s poorest.   

    That is why, over the course of this Parliament, we increased the Scottish Child Payment from the original proposal that was put to us of a £5 payment to £27.15 and created a broader package of family payments which can be worth roughly £25,000 by age 16.  

    Our policies are making a difference. On average, the lowest income households with children are estimated to be £2,600 a year better off this year as result of Scottish Government policies. By 2029-30 it is expected to grow to an average of £3,700.

    The proportion of children living in relative poverty has reached its lowest level since 2014-15, and Scotland is making deeper, quicker progress here than in the rest of the UK.

    And while the Joseph Rowntree Foundation predicts child poverty will rise in other parts of the UK by 2029, policies such as our Scottish Child Payment, and our commitment to end the cruel two-child limit, “are behind Scotland bucking the trend”.

    But if we want to truly eradicate child poverty in Scotland, we must go further, and I recognise that. We are taking the steps to lift the two-child limit and remain on track to deliver this measure to lift more children out of poverty next April.

    It is also about making sure that public services are more joined up in their response, more family- and person-centred, so that vulnerable families receive the focused help they need rather than simply the help that is available.  

    And, in the coming year, we will consult on, develop, and publish a Tackling Child Poverty Delivery Plan for 2026-31 – outlining the actions we will take with our partners for low-income families across Scotland to keep us on the journey to meet our poverty reduction targets for 2030. I can assure members that this will focus on reducing household costs, boosting incomes through social security, and helping more people into fair and sustainable jobs. All of which play a central part in tackling not only the symptoms but the root causes of poverty in our society.

    There is always much more that we are doing than can be mentioned in a short parliamentary statement. 

    I would encourage members, and their constituents, to read the Programme for Government with care.  

    They will see our ongoing commitment to achieving net zero by 2045. Action to maximize the environmental and economic benefits from our vast renewable energy wealth. Steps to decarbonise heating and further decarbonise our transport network.  

    To give just one example, I am proud that we have achieved our target of installing 6,000 public charge points for electric vehicles – 2 years ahead of schedule. But more is needed, which is why, in the year ahead, we will introduce a new rural and island EV infrastructure grant, supporting our commitment to approximately 24,000 additional public electric vehicle charge points by 2030.  

    They will notice the priority we are giving to the ABCs of education, with action in partnership with local government, parents, carers, pupils and schools, to raise attainment and address problems of attendance, to tackle head on behavioural challenges in our classrooms and reform the curriculum so that young Scots are fully equipped to meet the challenges and seize the opportunities of this new age.  

    There is action to help regenerate our town centres.  

    Investment in thousands of new homes.  

    Record funding for the culture sector.  

    New protections for renters.  

    Expansion of dental provision.  

    A focus on additional support needs in our schools and much, much more.  

    Presiding officer, it is a Programme for Government, but also a programme for a better Scotland.   

    A programme for a stronger NHS, for a more resilient Scotland, for a wealthier Scotland.  

    Centred on delivery, providing hope, it is a programme that seeks what is best for Scotland, a Programme for Government that gets our nation on track for success.

    Homeowners and businesses in rural British Columbia will soon benefit from new water meters that will help small communities save water and increase resiliency during droughts, while lowering costs for people who use less water.

    “Drinking water is an incredibly precious resource,” said Brittny Anderson, Minister of State for Local Governments and Rural Communities. “Small and rural communities in B.C. face higher financial and management capacity challenges, and water metering helps communities identify leaks, conserve drinking water, and keep costs down for businesses and residents.”

    Nineteen small, rural and First Nations communities will benefit from nearly 15,000 new automated water meters that will be installed. Provincial funding will cover up to 100% of eligible costs. By helping communities have a better understanding of the amount of water that is used, this $50-million provincial investment could help save up to 1.5 billion litres of water each year. This is the equivalent of a day’s worth of drinking water for 750 million people, 37.5 million showers or washing 30 million loads of laundry.

    The meters are part of a pilot program to help small communities and local water suppliers track and manage water use and mitigate the impact of drought, while giving people confidence that they are only paying for what they use. Once installed, the meters can help reduce water use by up to 30%. That means more water stays in rivers and lakes to support fish and ecosystems, with less money spent on building new water systems.

    “People in small and rural communities deserve reliable, affordable water services,” said Randene Neill, Minister of Water, Land and Resource Stewardship. “By installing these new water meters, we’re helping communities track their water use, save money and prepare for dry seasons. This is about building stronger, more resilient communities in British Columbia.”

    Water meters help keep more water in the system by providing people with an incentive to use less and identifying where leaks happen. This means lower water bills, fewer costly upgrades to water systems, and more water available during emergencies, such as wildfires. It also reduces pressure on wastewater systems and saves energy used for treating and moving water.

    “This investment will give families and businesses peace of mind knowing they are only paying for the water that they use,” said Ravi Kahlon, Minister of Housing and Municipal Affairs. “It will also help communities and First Nations save clean drinking water and cut down on unnecessary maintenance. A win-win for people and the planet.”

    The program also includes research that will study the benefits and investigate challenges and opportunities associated with water metering in small communities. The Province will ensure that lessons learned from this program will be made available to all water suppliers in B.C. to help them make decisions to use water more efficiently.

  • MIL-OSI USA: 53 Affordable and Supportive Homes in Rochester Completed

    overnor Kathy  Hochul  today announced the completion of 53 new homes throughout Rochester’s Beechwood neighborhood as part of a $27 million scattered Site redevelopment along Federal Street that transformed obsolete Rochester Housing Authority properties into affordable, supportive homes for families and individuals struggling with homelessness. In the past five years, New York State Homes and Community Renewal has financed more than 6,800 affordable homes in Monroe County. The Federal Street redevelopment project continues this effort and complements Governor Hochul’s $25 billion five-year housing plan, which is on track to create or preserve 100,000 affordable homes statewide.

    “Creating and preserving public housing opportunities in Rochester is vitally important for families today and in the future,” Governor Hochul said. “The work completed in the Beechwood neighborhood demonstrates my dedication to New Yorkers and ensuring communities across the state have access to affordable, energy-efficient homes in safe neighborhoods.”

    The Federal Street Scattered Site initiative furthers the community revitalization goals articulated in Rochester’s 2034 Comprehensive Plan and was developed in collaboration with the Beechwood Neighborhood Association.

    Construction included the demolition of eight blighted structures located at the Rochester Housing Authority’s Federal Street property that were replaced by two multi-family buildings and a single-family home, creating a total of 18 homes. Additional construction work included the replacement or substantial rehabilitation of 35 existing homes throughout the Beechwood neighborhood. Fifty-one of the units are affordable to households earning up to 60 percent of the Area Median Income.    

    The development includes nine apartments with supportive services for individuals experiencing homelessness. Rental subsidies and services are funded through the Empire State Supportive Housing Initiative and administered by the New York State Office of Temporary and Disability Assistance. The supportive service provider is Spiritus Christi. 

    Designed to meet the Environmental Protection Agency’s ENERGY STAR® Multifamily New Construction – Energy Rating Index compliance path, with support from the New York State Energy Research and Development Authority’s (NYSERDA) New Construction – Housing Program, the development utilizes ENERGY STAR® appliances, low-flow water fixtures, high-performance building envelope measures, all-electric domestic hot water heating, highly-efficient air source heat pumps to provide heating and cooling, and LED lighting. Solar panels have also been installed on one of the buildings at the Federal Street site. Improvements to the rehabilitated homes also include, improved ventilation, enhanced insulation, and window replacements. The Federal Street site provides community spaces and a thoughtfully designed playground. Electric vehicle charging receptacle(s) will be provided on sites where feasible.

    The project was developed by the Rochester Housing Authority with consultant Edgemere Development. State financing includes State and Federal Low Income Housing Tax Credits, generating $13 million in equity and $7 million in subsidy from New York State Homes and Community Renewal (HCR). The project also received $2 million through the Office of Temporary and Disability Assistance’s (OTDA) Homeless Housing and Assistance Program. NYSERDA provided $77,000 in funding. The Community Preservation Corporation provided a SONYMA-insured $2 million permanent loan through its partnership with the New York State Common Retirement Fund. The city of Rochester and Rochester Housing Authority provided $400,000 in subsidy.

    Governor Hochul’s Housing Agenda

    Governor Hochul is committed to addressing New York’s housing crisis and making the State more affordable and more livable for all New Yorkers. As part of the FY25 Enacted Budget, the Governor secured a landmark agreement to increase New York’s housing supply through new tax incentives for Upstate communities, new incentives and relief from certain state-imposed restrictions to create more housing in New York City, a $500 million capital fund to build up to 15,000 new homes on state-owned property, an additional $600 million in funding to support a variety of housing developments statewide and new protections for renters and homeowners. In addition, as part of the FY23 Enacted Budget, the Governor announced a five-year, $25 billion Housing Plan to create or preserve 100,000 affordable homes statewide, including 10,000 with support services for vulnerable populations, plus the electrification of an additional 50,000 homes. Nearly 60,000 homes have been created or preserved to date.

    The FY25 Enacted Budget also strengthened the Pro-Housing Community Program which the Governor launched in 2023. Pro-Housing certification is now a requirement for localities to access up to $650 million in discretionary funding. Currently, nearly 300 communities have been certified, including the city of Rochester.

    The U.S. Energy Information Administration (EIA) expects recent developments in global trade policy and oil production to contribute to lower global demand for petroleum products through 2026, contributing to lower oil prices than it previously forecast.

    In its May Short-Term Energy Outlook (STEO), EIA also forecasts natural gas prices to increase from historic lows in 2024.

    Some key highlights from the May STEO include:

    • Oil supply, demand, and prices: EIA expects the Brent crude oil price to average about $66 per barrel in 2025 and about $59 per barrel in 2026, both significantly lower than the 2024 average of $81 per barrel.
    • Compared with the January STEO—the first STEO to include forecasts for 2026—EIA’s current forecast for global petroleum demand is about 500,000 barrels per day lower. EIA expects lower demand for petroleum products—such as gasoline, diesel, and jet fuel—along with increased oil production will lead to a generally oversupplied oil market, pushing oil prices down; EIA’s May forecast for 2026 oil prices is $8 per barrel lower than its January forecast.
    • As with all EIA forecasts, its forecast for crude oil prices is highly uncertain, specifically related to possible changes in U.S. and global crude oil production and petroleum demand trends. Notably, EIA concluded this forecast on May 1, which was before the latest OPEC+ meeting, on May 3.
    • U.S. ethane: China waived a 125% tariff on U.S. ethane imports it levied in early April. The tariff removal led EIA to expect strong growth in U.S. ethane production and exports. EIA expects the United States to produce nearly 3 million barrels per day of ethane this year and slightly more than 3 million barrels per day of ethane next year, up from 2.8 million barrels per day in 2024. Most of this growth in U.S. ethane production will be exported to supply growing international demand.
    • Natural gas prices: EIA expects natural gas prices to increase to about $4.20 per million British thermal units (MMBtu) on average in the third quarter of 2025. That price is about 80 cents per MMBtu higher than the April average and almost double the price from last year.
    • Electricity generation: EIA expects the U.S. power sector to generate 2% more electricity this year than it did in 2024, but generation from U.S. natural gas-fired power plants declines by 3% in the agency’s forecast, partially driven by rising natural gas prices. EIA expects rising natural gas prices to also contribute to a 6% increase in coal-fired generation.
    • U.S. solar generation continues to increase the most in electricity generation in the STEO forecast, increasing by 34% in 2025 and 18% in 2026.
    • Coal markets: With U.S. coal-fired power plants generating more electricity this year, EIA now expects U.S. coal production to total more than 500 million short tons in 2025, an upward revision from the April forecast.
    • Trade policy assumptions: The U.S. macroeconomic outlook EIA uses in the Short-Term Energy Outlook (STEO) is based on S&P Global’s macroeconomic model. S&P Global’s most recent model reflects the tariffs announced on April 2, but the model was finalized prior to the temporary 90-day tariff suspension granted to certain countries. As a result, EIA’s macroeconomic forecast assumes significantly lower tariffs on China’s products than are currently in place and significantly higher tariffs on countries subject to the 90-day temporary suspension. These differences in tariff rates likely have offsetting effects on the macroeconomic forecast.

  • MIL-OSI NGOs: People fleeing Zamzam camp arrive to overwhelmed humanitarian response in Tawila

    Three weeks on from the large-scale ground offensive by the Rapid Support Forces (RSF) on Zamzam camp, Sudan, in early April 2025, reports of intensified fighting in El-Fasher continue, and more displaced people are arriving in Tawila, North Darfur state. People have been arriving in Tawila in a vulnerable state; many are suffering from malnutrition, and others were injured during the attack on Zamzam camp. Médecins Sans Frontières’ (MSF’s) emergency and nutrition service at the hospital in Tawila has been overwhelmed.

    “They came with their machine guns. They attacked and killed people – including children. They burnt our house, with everything we had inside. They raped the women. They killed, they looted,” says Mariam*, who reached Tawila three days after the attack on Zamzam took place. “Even before the attack, people had died of thirst and of starvation because of the siege that had been imposed on Zamzam for the past year. Everything was so expensive and so unaffordable in the end.”

    Mariam* arrived with her mother, her sisters and their children- a household of 20 people. All of them now spend their days squeezed against each other under the makeshift shelter they built with a few branches and a piece of fabric.

    “Here, there is no food. A few people in Tawila shared a bit of millet flour with us, which we used to make porridge. This is how we have survived so far: begging,” she says. “We get the water from a tank, but they only let us fill one jerrycan per family, and we are 20 in ours. We only have one blanket for all of us.” 

    Since 12 April, when people first began reaching Tawila from Zamzam, the areas surrounding the town have been completely transformed, with tens of thousands of people now estimated to be living in makeshift shelters in fields that were totally uninhabited just a few weeks ago.

    “For four days now, we have been staying here as you see us, with nothing: no walls, no roof,” says Ibrahim*, who fled Zamzam on foot with 11 of his family members. He carried one of his children on his shoulders and another on his back for five days. It’s the fourth time in ten years he has been displaced in similar circumstances. He described how soldiers entered people’s homes, brought them outside and opened fire. Three of his brothers were killed like this. On his way to Tawila, he got looted and witnessed people being beaten so harshly that they could no longer move.

    “Under this tree, it is so crowded, we’re lacking water, or shelter… there is nothing to eat, everyone is hungry,” he says. “We’re getting some food from the community kitchens. Sometimes, we manage to get some rice when they distribute the meals, but if we don’t, we must wait until the next day to eat something. For water, we go to a borehole, but there are so many people, and we have to wait hours to be able to drink.” 

    A handful of organisations are present in Tawila, but the number of people in need of assistance far exceed the capacity to respond. MSF teams have set up two health posts at the main arrival sites to provide the newcomers with water and immediate nutrition and medical support. We are also referring critical patients to Tawila local hospital, where MSF has been working since October 2024.

    Tiphaine Salmon, MSF’s head nurse, was working in the Tawila hospital on 12 April, the day people began arriving with serious injuries.

    “The emergency room was overwhelmed,” she says. “Over the first few days, the number of patients in the hospital almost doubled. At one point, we had four patients in a bed because we did not have enough space.”

    “A lot of people had gunshot wounds and blast injuries – we’ve treated 779 people over the past three weeks, including 138 children. 187 of all the patients were severe cases,” says Salmon. “The youngest I saw was a seven-month-old baby with a bullet wound that went under his chin and into his shoulder. We also received patients as young as one day old suffering from dehydration. Many children arrived without their parents – and many parents were searching desperately for their children.”

    At the same time, MSF teams in the hospital witnessed an explosion of admissions in our intensive therapeutic feeding centre, which treats children under five-year-old suffering from severe acute malnutrition in addition of other comorbidities. In the week following the initial influx, admissions increased almost tenfold from an average of six or seven per week, to more than 60. They were mostly children from Zamzam, showing how desperate the nutrition situation was in the famine-stricken camp.

    To make the situation even worse, a suspected measles outbreak began in Tawila in March. In the hospital, MSF treated more than 900 suspected measles cases since early February, with more than 300 people in such a severe condition that they required hospitalisation. This led our teams to launch a large-scale vaccination campaign in the city on the first week of April, reaching 18,000 children under five. But one week after the massive influx of people from Zamzam began, our teams saw several suspected cases among children who had just arrived.

    Malnutrition and measles, in such sites with a highly dense population and poor hygiene conditions, can be an especially deadly combination for young children.

    MSF is continuing to scale-up our intervention in Tawila. On top of carrying out hundreds of medical consultations per day, we have also donated dry food to local community kitchens, enabling them to prepare and distribute more than 16,000 meals per day. We are providing 100,000 litres of clean water daily and we have additional plans to construct 300 latrines.

    People’s needs remain immense and far exceed our capacity to respond. Although other actors have also mobilised, and a first mass food distribution has taken place, the humanitarian response still needs to be urgently and rapidly scaled up. We urge UN agencies to substantially increase their presence on the ground so that they can coordinate a response of a magnitude that will meet the ever-growing needs.
