  • MIL-OSI USA: In the Starlight: Jason Phillips’ Unexpected Path to Johnson Procurement

    Sometimes an unexpected turn in a carefully planned career path leads to surprising opportunities for growth and exciting new experiences. For Jason Phillips, that turn steered toward NASA’s Johnson Space Center in Houston.

    Phillips joined the U.S. Air Force in 1994 and planned to serve for at least 20 years, but in 2010—while preparing for a third deployment after 14 years of service—he found himself facing a medical separation from the military. “In a very short amount of time I had to figure out next steps for a career and lifestyle that no longer involved being an active duty servicemember,” he said.
    Thanks to a special hiring authority obtained by Peterson Air Force Base’s Office of Procurement, Phillips was able to transition to the civil service and apply his experience as an Air Force contracting officer to a new role. Phillips returned home to Houston and shifted from a Defense Department job to NASA as a contract specialist, spending his first 10 years at Johnson supporting all aspects of the Center Operations Directorate. He was then tasked with the challenge of serving as a lead contracting officer within Johnson’s procurement office for the International Space Station Program.  
    Phillips currently leads a team of highly skilled acquisition professionals who support a variety of contracts that sustain the International Space Station’s operations, maximize science conducted aboard the orbiting laboratory, and pave the way for a seamless transition to commercial low Earth orbit destinations. He oversees the team’s daily work, which includes strategic planning and acquisition of contracts valued at more than $21 billion. Specifically, the team handles NASA’s Cargo Resupply Services contracts, a cooperative agreement with the Center for the Advancement of Science in Space, and the Research, Engineering & Mission Integration Services-2 contract.

     “I am responsible for providing high-quality procurement products, services, and support to ensure that executive and technical customer needs are met and exceeded while maintaining compliance with applicable statutes, regulations, and guidelines,” he said. That work has included modifying the program’s original acquisition strategy to minimize delays, target cost savings, and emphasize critical infrastructure and services such as the Environmental Control and Life Support Systems aboard the space station.
    Phillips enjoys seeing the direct impact of his work. “This career field almost always allows me to see the fruits of my labor, whether I am procuring office supplies and equipment or managing construction projects,” he said, noting that the remodeling of Johnson’s building 20 was his first project at the center. He is also proud to have supported the career progression of fellow procurement professionals and technical staff. “It’s a nod to those who came before me and provided me with their leadership and technical knowledge of procurement.”

    Phillips said that staying humble and accountable is key to finding mission-focused solutions that benefit everyone.     Results of operations for the quarter ended March 31, 2025

    Total revenue was $11.4 million compared to $16.8 million in the first quarter of 2024. The change in revenue was primarily due to the cumulative effect of fewer originations over the last fifteen months, resulting in a reduction in the unpaid principal balance of loans held for investment, in addition to a currently elevated amount of nonperforming loans and real estate owned. On the other hand, income from our preferred membership limited liability company investments increased approximately 71.7%, compared to the three months ended March 31, 2024.

    Total operating costs and expenses for the first quarter of 2025 were $10.4 million compared to $12.5 million in the same quarter last year. The change was primarily due to reductions in interest and amortization expense of $1.4 million, compensation and employee benefits, provision for credit losses related to loans, and other expenses totaling $0.8 million.

    Net loss attributable to common shareholders for the first quarter of 2025 was $213,000, or $0.00 per share, compared to net income attributable to common shareholders of $3.6 million, or $0.08 per share for the first quarter of 2024.

    Balance Sheet

    Total assets as of March 31, 2025 were $491.4 million compared to $492.0 million as of December 31, 2024. Total liabilities as of March 31, 2025 were $312.1 million compared to $310.3 million as of December 31, 2024.

    Total indebtedness at quarter-end was $305.6 million. This includes: $227.0 million of notes payable (net of $3.2 million of deferred financing costs) and $78.6 million aggregate outstanding principal amount of the amounts due under various credit facilities and the mortgage loan on the Company’s office building.

    Total shareholders’ equity at March 31, 2025 was $179.3 million compared to $181.7 million at year-end 2024. Book value per common share at March 31, 2025 was $2.57 compared to $2.64 at year-end 2024. The $0.07 decrease in book value is primarily due to the aggregate $3.5 million in preferred and common dividends declared and paid during this first quarter 2025.

    Dividends

    The Company currently operates and qualifies as a Real Estate Investment Trust (REIT) for federal income taxes and intends to continue to qualify and operate as a REIT. Under federal income tax rules, a REIT is required to distribute a minimum of 90% of taxable income each year to its shareholders, and the Company intends to comply with this requirement for the current year.

    On March 31, 2025, the Company paid a dividend of $0.484375 per share to the holders of its Series A Preferred Stock of record on March 15, 2025.

    On March 31, 2025, the Company paid a dividend of $0.05 per share to its common shareholders of record on March 17, 2025.

  • MIL-Evening Report: Grattan on Friday: Key markers on the bumpy road to this election

    When we look back, we can see the road to election day has had a multitude of signposts, flashing red lights, twists, turns and potholes. Some came before the formal campaign; others in the final countdown days; some have been major, others symbolic.

    The importance of certain markers has been obvious in the moment; the significance of others became clear in retrospect. Here is a recap of a few of those that have shaped this campaign and its battle for votes.

    1. Anthony Albanese’s January 6 $7.2 billion announcement to upgrade the Bruce Highway

    Why start here? Because this was the prime minister jumping out of the blocks at the start of January, with multiple announcements over the summer. Albanese laid down policy groundwork in these weeks, giving voters time to absorb the initiatives.

    In contrast, Peter Dutton, although he had a “soft” launch on January 12, was running slowly, believing voters weren’t yet paying attention.

    2. Donald Trump’s inauguration

    January 21 unleashed a tsunami; its waves would wash over the coming months, and profoundly affect the election. At first, the Coalition thought – wrongly – that the election of Trump would favour it, but Labor became the beneficiary. Many Australians (including Dutton) were appalled at the way Trump and Vice President JD Vance treated Ukraine President Volodymyr Zelensky. Later, Trump’s tariffs hit Australia (although not as hard as many countries).

    Dutton argued he’d be better able than Albanese to handle the capricious president, but it became a spurious debate. Labor painted Dutton as Trump-lite and some of his decisions played into its hands, notably appointing in late January Senator Jacinta Nampijinpa Price to a Musk-like role to pursue efficiencies in government. She later made the comparison even more obvious by saying the Coalition would “make Australia great again”.

    But the central factor was this: suddenly, the world had become more uncertain and many voters would think it wasn’t the time to change.

    3. The Reserve Bank’s cut in interest rates on February 18

    The amount was modest, 25 basis points, but the psychology was the thing. The cut reinforced Treasurer Jim Chalmers’ argument that the worst was over and the outlook was positive. In the campaign’s final week, just at the right time for the government, inflation figures pointed to another expected cut in May.

    4. Cyclone Alfred’s March 7 election delay

    Albanese appeared set to call an April 12 poll, when the approaching winds blew the plan off course. The prime minister was able to put himself at the middle of the response to the cyclone, projecting himself as a national leader as distinct from a partisan one; he appeared with Queensland LNP Premier David Crisafulli, and at the Canberra National Situation Room.

    The election delay meant Labor had to bring down the March 25 budget. Many in the government had wanted to avoid a budget, because of its deficits into the distance. But the budget became a useful frame for the start of the formal campaign, with Albanese going to Government House at the end of budget week.

    5. Dutton’s budget reply

    The opposition leader’s reply contained his proposal to cut petrol excise but did not include tax cuts. The opposition had already voted against the government’s budget tax cut package, and committed to repealing it.

    The excise move was popular – Dutton would visit countless service stations over coming weeks – but the government was able to say a Coalition government would raise taxes.

    At his campaign launch subsequently, Dutton promised a $1,200 tax offset, despite earlier flagging he would not be able to announce any income tax relief during the campaign. The tax offset was an attempt to rectify what had been the mistake of thinking that the Coalition – traditionally committed to lower taxes – could go to the election on the wrong side of the tax argument.

    6. Dutton’s April 7 backtrack on working from home

    The opposition policy to get public servants back into the office all week was a disaster-in-the-making from the start. Workers in the private sector would, rightly, see it as sending a signal to non-government employers.

    Women hated the policy, and it would further alienate the female vote. Dutton had to ditch the idea and apologise. Finance spokeswoman Jane Hume didn’t help the retreat by saying it was a good policy that hadn’t found its appropriate time.

    7. News on April 15 that the Russians wanted to base planes in Papua

    The story appeared on the respected military site Janes, and Dutton rushed to pick it up, but went off half-cocked, declaring wrongly that the Indonesian president Prabowo Subianto had announced the Russian request. It was symptomatic of Dutton being under-prepared. He had to make another apology.

    8. Neo-Nazis heckle during the Welcome to Country at the Melbourne Shrine of Remembrance Anzac Day Dawn Service

    This led to Dutton launching into “culture wars” in the final days of the campaign. In criticising the disruption, he at first said, “We have a proud Indigenous heritage in this country and we should be proud to celebrate it as part of today”.

    Subsequently he said most veterans didn’t want the Welcome to Country as part of the Anzac Day ceremonies, although it was a matter for the organisers. In general, he believed Welcome to Country ceremonies were used too frequently.

    Dutton segued the controversy back to criticism of the Voice, and seized on confusing remarks by Foreign Minister Penny Wong to claim Labor was still committed to bringing in a Voice, something Albanese flatly denied.

    9. The price of eggs

    In the last of the four debates neither leader could specify the cost of a dozen eggs. Dutton was way out ($4.20); Albanese rather closer (“$7, if you can find them.”. It was a small moment but sent the message that even in a cost-of-living election, the leaders do live in bubbles.

    10. Dutton comments on Thursday

    Almost at the road’s end, the opposition leader appealed to voters to overlook a flawed campaign. “This election really is a referendum not about the election campaign but about the last three years.”

    Asked if there was anything he could have done differently, he said “we should have called out Labor’s lies earlier on”.

    It was as though he was speaking to a postmortem, while praying for a miracle.

  • MIL-OSI Security: Man charged over Mitcham stabbing

    A man has been charged with murder over a fatal stabbing in Mitcham.

    Kemuel Gambicky-Forbes, 24 (02.04.01), of Deer Park Gardens, Mitcham, was charged with murder and possession of a bladed article on Wednesday, 30 April.

    He will appear in custody at Wimbledon Magistrates’ Court on Thursday, 1 May.

    Gambicky-Forbes is charged with killing Leon Anderson, 39, at the victim’s home in Maple Close, Mitcham, on Monday, 28 April.

    At around 19:30hrs on Monday, 28 April, officers attended the address in Maple Close. Mr Anderson was treated for stab injuries and was taken to hospital, where he sadly died.

    His family are being supported by specialist officers.

    Gambicky-Forbes attended a south London police station on Tuesday, 29 April, where he was arrested.

    The contracted portion of the company’s backlog1 now stands at approximately $482 million. 

    First Quarter Results
    Total first-quarter revenue was $20.8 million, which was above our target range. This revenue level represents an increase of 57.6% compared to the prior quarter and an increase of 65.3% compared to the year-earlier quarter due to higher product volumes.

    GAAP gross loss was $3.4 million, or 16.6% of revenue, compared to gross loss of $3.8 million, or 29.1% of revenue, in the prior quarter. Non-GAAP gross loss was $3.0 million or 14.4% of revenue. The result for this quarter compares to non-GAAP gross loss of $1.7 million in the prior-year period.

    GAAP operating expenses were $7.1 million. On a non-GAAP basis, operating expenses were $6.6 million. This result compares to non-GAAP operating expenses of $8.7 million in the year-ago quarter. 

    GAAP net loss was $3.8 million or $0.58 per diluted share, compared to a loss of $12.2 million or $0.96 per diluted share in the prior quarter and a net loss of $8.8 million or $0.70 per diluted share (post-split) in the year-ago quarter. Adjusted EBITDA loss, which excludes an approximate $5.9 million net gain from the change in fair value of the warrant liability, gain from collection of a contingent earnout payment and other non-cash items, was $9.8 million, compared to Adjusted EBITDA losses of $9.8 million(2) in the prior quarter and $10.7 million in the year-ago quarter.

    Subsequent Events
    The company announced today the appointments of Darrell Jackson and Max Sultan to its Board of Directors. The appointments were effective as of April 28, 2025.

    Mr. Jackson brings more than 30 years of executive and Board leadership experience to FTC Solar. He has been the CEO of The Efficace Group, an executive coaching and consulting firm, since 2018. Prior to Efficace, he served as President and CEO of Seaway Bank and Trust Company. Earlier in his career, he spent more than 19 years at Northern Trust Company, serving in various roles, including as EVP and President of Wealth Management, and spent approximately 14 years with BMO Harris. Mr. Jackson currently serves on the Janus Henderson Funds Board of Trustees, is an independent director for Amalgamated Financial Corporation, and is on the Board of Directors of two privately held companies, Dome Construction, Inc., and William R. Gray and Company. Mr. Jackson earned a BA in Communications from St. Xavier University and holds an Executive MBA degree from the Kellogg Graduate School of Management at Northwestern University.

    Mr. Sultan is currently a partner at Applied Value Group, a strategy and operations management consulting firm, having joined the firm in August 2013. He has led consulting engagements on issues including sourcing and supply chain, product design and innovation, and commercial excellence, and has worked with several renewable energy clients. Mr. Sultan has been a member of the Board of Directors of ES Solar, a private residential and commercial installer based in Utah since June 2023. He has previously served on the Boards of Applied Value Technologies and Division 5, LLC. Mr. Sultan holds a Bachelor of Business Administration degree from the Goizueta Business School at Emory University. Mr. Sultan was nominated to the Board by AV Securities, Inc., pursuant to the terms of the Promissory Note placement which closed in December 2024.

    Outlook
    For the second quarter, we expect revenue at the midpoint of our guidance range to show continued sequential growth relative to the first quarter. We continue to expect 2025 revenue to be weighted toward the second half and continue to expect to achieve adjusted EBITDA breakeven on a quarterly basis within 2025.

    We utilize Adjusted EBITDA, Adjusted Net Loss, and Adjusted EPS as supplemental measures of our performance. We define Adjusted EBITDA as net loss plus (i) provision for (benefit from) income taxes, (ii) interest expense, net, (iii) depreciation expense, (iv) amortization of intangibles, (v) stock-based compensation, (vi) loss from changes in fair value of our warrant liability, and (vii) Chief Executive Officer (“CEO”) transition costs, non-routine legal fees, costs associated with our reverse stock split, severance and certain other costs (credits).     Project Highlights

    • The Southeast Gateway pipeline is ready for service. CFE has agreed to our contracted rate and accepted all requirements for in-service. Approval of our regulated rates from the Comisión Nacional de Energía (CNE) is expected by the end of May, at which time we anticipate the in-service of the Southeast Gateway pipeline. While 100 per cent of our capacity is contracted with the CFE and we have no requests for interruptible service, approval of the regulated rate by the CNE is normal course prior to commencing service. The 1.3 Bcf/d, 715-kilometre natural gas pipeline was constructed approximately 13 per cent under the original cost estimate in less than three years from the project’s final investment decision
    • Approved the Northwoods project, an expansion project on our ANR system designed to provide 0.4 Bcf/d of capacity to serve natural gas-fired electric generation demand in the U.S. Midwest, including data centres and overall economic growth.     • Received approval of the Unit 5 Major Component Replacement (MCR) final cost and schedule estimate from the Ontario Independent Electricity System Operator (IESO) on April 2, 2025. The $1.1 billion Unit 5 MCR is expected to commence in fourth quarter 2026 with a return to service in early 2030
    • ANR and GLGT each filed Section 4 Rate Cases with FERC requesting an increase to their respective maximum transportation rates expected to become effective November 1, 2025, subject to refund. We will pursue a collaborative process to find a mutually beneficial outcome with our customers through settlement.

    CEO Message
    Throughout the first three months of 2025, TC Energy showcased the strength of our business and our position as an industry leading natural gas and power and energy solutions company. While evolving macroeconomic conditions continue to contribute to market uncertainty, we have reaffirmed our 2025 outlook based on our highly contracted, low-risk business with 97 per cent of our comparable EBITDA underpinned by rate-regulation and/or long-term take-or-pay contracts. We delivered strong operational and financial results, achieving approximately one per cent growth in both comparable EBITDA and segmented earnings compared to first quarter 2024, despite removing a second unit from service at Bruce Power for its MCR. These results continue to demonstrate the overall resiliency of our business. We remain focused on maximizing the value of our assets through safety and operational excellence, executing our selective portfolio of growth projects and ensuring financial strength and agility as we deliver solid growth, low risk and repeatable performance for our shareholders.

    The Southeast Gateway pipeline is now ready for service, representing a significant milestone in project execution. The 1.3 Bcf/d, 715-kilometre natural gas pipeline was constructed approximately 13 per cent under the original cost estimate in less than three years from the project’s final investment decision. Our partner and customer, CFE, has agreed to our contracted rate and accepted all requirements for in-service. We are jointly working with the CNE and the Secretary of Energy to obtain the approval of the regulatory rates, required for interruptible service. While 100 per cent of our capacity is contracted with the CFE and we have no requests for interruptible service, approval of the regulated rate by the CNE is normal course and required by Mexican regulation prior to commencing service. We expect to receive CNE approval by the end of May, at which time we anticipate the in-service of the Southeast Gateway pipeline. Southeast Gateway in-service will represent an important inflection point for TC Energy, contributing significant long-term contracted cash flow to our overall growth profile. The Government of Mexico has announced plans to bring approximately 29 gigawatts of new installed capacity online by 2030, including approximately 8.5 gigawatts of capacity from new natural gas plants6. The Southeast Gateway project is a critical component of this plan, strategically positioned to support operations of 10 of 14 planned natural gas power plants that support the country’s transition to lower-emitting, more reliable sources of energy while driving economic growth and energy security.

    As natural gas and electricity are forecasted to drive the majority of growth in final energy consumption through 2035, TC Energy’s portfolio of natural gas and power assets are presented with attractive in-corridor opportunities with visibility through the end of the decade. Reflecting this opportunity, we have sanctioned the Northwoods project on our ANR system in the range of a five to seven times build multiple. Under a 20 year, take-or-pay contract, the estimated US$0.9 billion project is designed to serve natural gas-fired electric generation demand in the U.S. Midwest, including data centres and overall economic growth. The estimated in-service date of the 0.4 Bcf/d capacity project is late 2029. The Northwoods project exemplifies our strategic focus on executing high value, in-corridor, low-risk projects at attractive build multiples, underpinned by long-term take-or-pay contracts with creditworthy counterparties, allowing us to continue to deliver solid growth, low risk and repeatable performance.

    Looking forward, led by a three-fold increase in LNG exports, strong growth in power generation driven by coal-to-gas conversions and data centre demand, we expect our assets will play a pivotal role in the delivery of reliable, affordable and sustainable energy. Our origination pipeline remains one of the most robust we have seen in decades, with several projects in advanced stages of development, largely related to coal-to-gas conversions and data centre demand growth. Over the past six months, we have sanctioned approximately $4 billion of new capital projects and believe we have line of sight to an increased cadence of project announcements in the second half of 2025 and into 2026. While we anticipate the majority of incremental capital would be weighted toward the end of the decade, we have added capital expenditures in 2025 and 2026 that further enhances our comparable EBITDA growth profile in 2027 and beyond, while ensuring the safety and reliability of our systems. These investments directly support service provided to our customers and their requests for capacity additions. Consistent with our disciplined approach to capital allocation, we expect projects to align with our target of five to seven times build multiples and underpinned by long-term contracts with strong counterparties.

    As electricity demand in Ontario is anticipated to grow 75 per cent by 20507, Bruce Power continues play a critical role. On April 2, 2025, we received approval of the Unit 5 MCR final cost and schedule estimate from the Ontario IESO. The $1.1 billion Unit 5 MCR is expected to commence in fourth quarter 2026 with a return to service in early 2030. As we progress the refurbishment program at Bruce Power, the team remains focused on achieving the highest level of reliability, availability and safety performance at the site. On January 31, 2025, Unit 4 was removed from service to commence its MCR program, with a return to service expected in 2028. Unit 3 MCR and Unit 4 MCR continue to advance on plan for both cost and schedule. The average 2025 plant availability percentage, excluding the Unit 3 and Unit 4 MCR programs, is expected to be in the low-90 per cent range, and reflects planned maintenance on Unit 2 anticipated in the third quarter of 2025. The MCR program provides TC Energy with line of sight to meaningful growth capital at attractive returns through the end of the decade, backed by a long-term contract to 2064 with the Ontario IESO.

    We continue to expect approximately $8.5 billion of projects to be placed into service in 2025, which includes the Southeast Gateway pipeline project. Our focus on project execution is a cornerstone of our strategic priorities. For the remaining projects anticipated to be placed in service in 2025, we are tracking to schedule and below initial cost estimates. High-grading projects remains a priority to optimize returns to maximize value. We will continue to sanction projects with a compelling risk/return profile to fill our $6.0 billion annual net capital expenditure limit and extend the duration of our project backlog, ensuring visibility to growth opportunities through 2030. Through this, we can continue to organically grow comparable EBITDA to support our three to five per cent dividend growth target and further reduce leverage over time.

    TC Energy’s Board of Directors approved a quarterly common share dividend of $0.85 per common share for the quarter ending June 30, 2025, equivalent to $3.40 per common share on an annualized basis.

    Excellencies,ladies, and gentlemen,
    I am delighted to participate in this meeting in support of the accessions of Ethiopia and Uzbekistan to the WTO. I am also very pleased to be joined by the Chief Negotiators and representatives of Ethiopia and Uzbekistan as well as our development partners. I would in particular like to thank the Vice-President for Europe and Central Asia, Ms Antonella Bassani and the Acting Vice-President for East Africa Mr Amit Dar from the World Bank and the Deputy Director, Strategy and Policy Review Mr Ken Kang, from the IMF for their presence today.
    Ethiopia and Uzbekistan have been negotiating their accessions for several years and have made good progress towards their goal to join the WTO by 2026. There are a number of similarities between the two economies. Both are the most populous nations in their respective regions, notably with a significant young population which will be entering the job market. Both have a legacy of strong State presence which they are gradually reducing through market-based economic and legislative reforms. They are also very ably led by excellent negotiating teams which have made it possible to move accession negotiations forward rapidly and I acknowledge with thanks the presence today of their Chief Negotiators.
    Completing the long and often complex road to WTO accession requires strong political will, a technically strong and coherent negotiating team led by a competent Chief Negotiator, and support from development partners, both bilateral and multilateral. In the case of Ethiopia and Uzbekistan, I believe we have all these ingredients.
    Strong political will is key to any reform process. Ethiopia’s economic reforms have been pursued since 2018 under Prime Minister Abiy Ahmed Ali’s leadership, through the “Home-Grown Economic Reform Programme” which aims at structural transformation and private sector led growth. The bold steps taken in recent years including foreign exchange reforms, liberalization of key services, and reduced restrictions on foreign direct investment, have served Ethiopia well, resulting in strong economic growth, averaging over 6% annually since 2022. The reforms have also created an enabling environment for Ethiopia to benefit from its membership of the AfCFTA (which it ratified in 2019) once it starts to trade under its provisions. WTO Membership will further lock in these reforms and moreover provide a support structure to sustain economic reforms and growth. Ethiopia’s Government has indicated its strong commitment to finalizing accession by the Ministerial Conference and I look forward to the completion of negotiations during the course of 2025.
    In Uzbekistan continued support by President Mirziyoyev has underpinned reform in recent years. This includes key Presidential Decrees in 2024 and 2025 addressing issues of concern to WTO Members on WTO consistency such as the reduction of State dominance in the economy through the removal of exclusive rights in several sectors, the import ban on ethyl alcohol and export subsidies. Most recently a Presidential Decree in March replaced export restrictions with export duties thereby making the export regime more predictable and transparent. Continuing legislative reform has aimed at bringing domestic legislation into line with the WTO Agreements. Uzbekistan is also well on the way to completing all its remaining ten bilateral market access negotiations in 2025.
    While reform is necessary and often difficult to ensure consistency with WTO rules, acceding governments also face daunting challenges in building institutional capacity and bringing their officials up to speed in areas such as trade remedies, technical regulations and SPS measures. I am grateful to our development partners, both Members and multilateral agencies for their consistent efforts to step up and provide their expertise when and where it is needed. Your assistance has been invaluable and will remain so to help both countries meet their accession and post-accession challenges.
    Excellencies, a few weeks ago the WTO celebrated its 30th anniversary with a gathering of eminent persons to reflect on our achievements and the way forward. The keynote speaker, the former Prime Minister of Portugal and EC President, José Manuel Barroso noted that although we are passing through a great deal of turbulence, the WTO is probably even more necessary today than it was when it was established in 1995. Indeed, the fact that large economies such as Ethiopia and Uzbekistan wish to join the WTO is a testament to the continued importance of the multilateral trading system and the stability and transparency it offers. Time is of the essence if we are to meet their accession goals. I very much hope that the efforts of Ethiopia and Uzbekistan to become Members becomes reality in the very near future.

    The Director-General stressed that pursuing lasting economic reforms and accession to the WTO required strong political commitment. She highlighted Ethiopia’s economic reforms under Prime Minister Abiy Ahmed Ali’s “Home-Grown Economic Reform Programme” which aimed at structural transformation of the economy and private sector growth. She noted moreover that the reforms have also created an enabling environment for Ethiopia to benefit from its membership in the African Continental Free Trade Area (AfCFTA).
    Continued support by President Mirziyoyev of Uzbekistan had also underpinned Uzbekistan’s reform programme, DG Okonjo-Iweala said.  Key presidential decrees had aimed to reduce exclusive rights in several sectors and address other issues of concern to WTO members, while a Presidential Decree in March replaced export restrictions with export duties. This makes the export regime more predictable and transparent, the Director-General noted.
    She also took the opportunity to thank both WTO members and multilateral institutions such as the IMF and World Bank for their assistance in helping build institutional capacity and provide training to acceding governments. The fact that large economies like Ethiopia and Uzbekistan wish to join the WTO reaffirmed the continued importance of the organization and the stability and predictability provided by the multilateral trading system.     World Bank and IMF representatives lent their support to domestic reforms being undertaken by Ethiopia and Uzbekistan and looked forward to their accession to the WTO.
    Antonella Bassani, World Bank Vice President for Europe and Central Asia, noted that Uzbekistan had emerged as one of the top reformers worldwide, having completed over 200 domestic legal reforms since 2020. There was an expectation that Uzbekistan was in the final stretch of its WTO membership negotiations. Ms Bassani said WTO accession remained critical for emerging and developing economies and the World Bank was ready to support the process.
    Amit Dar, World Bank Acting Vice President for the Eastern and Southern Africa Region, highlighted the reforms undertaken by Ethiopia. He acknowledged that challenges remain, particularly in the areas of state-owned enterprises, competition, intellectual property rights, trade facilitation and subsidies. He emphasized that the World Bank remains fully committed to supporting Ethiopia through providing technical assistance and resources to help Ethiopia achieve its WTO membership goals and deepen its integration into world markets.
    Kenneth Kang, Deputy Director, Strategy, Policy and Review Department of the IMF, stressed the importance of structural reforms for generating a predictable and stable trade policy environment and the need for careful macroeconomic management and commended both countries on their progress. He noted that economic reforms during the accession process had a positive impact on economic growth. This has been demonstrated in a recent joint study by IMF and WTO staff that showed economies that made deeper commitments during their accession processes grew on average 1.5 percentage points faster than they otherwise would have done.
    Highlighting the economic and legislative reforms undertaken by their respective countries, representatives from Ethiopia and Uzbekistan reaffirmed their countries’ commitment to conclude accession negotiations by MC14, to be held in Cameroon in March 2026.
    Ethiopia’s State Minister for Finance Eyob Tekalgn said that WTO accession was important for further accelerating economic reforms. Ethiopia’s membership of the AfCFTA had also anchored its reform programme. He also pointed to the need for financial support to build capacity, notably for negotiations and implementation of reforms and to bring legislation into conformity with WTO rules. He added that Ethiopia was working actively to complete bilateral market access negotiations and hoped to conclude these shortly.
    Uzbekistan’s Chief Negotiator Azizbek Urunov noted key steps taken recently, including bringing its food and product safety rules in line with the WTO agreements. To date, nearly 120 legal acts had been harmonized with WTO agreements, he said, with various other draft laws expected to become law soon. Regarding privatization, Mr Urunov noted that Uzbekistan is on course to meet its goal of increasing the share of the private sector in the economy to 85 per cent by 2030.
    Both representatives indicated they were ready to take all the remaining necessary steps to complete their respective reform programmes and become WTO members.

    The Highland Council has built ten new affordable one and two bed flats for social rent on the site of the former Struan Hotel, Carrbridge which will bring much needed homes to an area with demand for this size of property.  

    The build awarded to Inverness based Compass Building and Construction Services has eight – one bed flats, and two- two bed flats built for rent and was supported by £1,467,884.53 from the Scottish Government’s More Homes Division. 

    Convener, of the Council Cllr Bill Lobban said: “Badenoch and Strathspey has been crying out for this type of one/two bed properties, and I would like to say how delighted I am that these new homes will soon be filled by new tenants. 

    “The Scottish Government’s More Homes Division funding has helped the Council to commit to the delivery of new affordable homes for rent or low-cost home ownership/mid-market rent.  Building new houses not only fills an important gap in the market but also boosts the construction industry and creates wider circular economic benefits over the longer term. 

    “Struan Court is an example of the importance of regenerating derelict areas and for many long years top of the Carrbridge wish list has been redevelopment of the derelict Struan Hotel whom the development is named after. Whilst this new development is a great example of cooperation between the Scottish Government and The Highland Council it would not have happened without the wholehearted support of the community and especially Carrbridge & Vicinity Community Council.” 

    Housing and Property Committee Chair, Cllr Glynis Campbell Sinclair said: “As part of the Highland Housing Challenge, The Highland Council is committed to improving the housing stock across the Highlands and this development not only provides much needed new homes, but it has also regenerated a derelict site.

    “The completion of Struan Court development marks the continued regeneration of the area and adds to the social housing stock at the nearby, Carr Road -Tulloch Homes Pinefield development.  I wish the new tenants every happiness in their new home and thank all involved in making this development come to fruition.” 

    The Highland’s Strategic Housing Investment Plan (SHIP), which set out proposals for the affordable housing investment during 2023-2028, reaffirming the commitment to deliver an average of 500 new affordable homes per annum of which approximately 70% would be for affordable rent and 30% for intermediate affordable housing (e.g. low cost home ownership or midmarket rent), in line with the overall Scottish Government Targets.

    PROCLAMATION

    National Apprenticeship Day is a nationwide celebration recognizing apprenticeships as a vital career pathway that is key to the prosperity and vitality of our state. We are proud to be a national leader in growing the number and type of apprenticeships, enabling more Californians to pursue rewarding careers while strengthening our economy.

    Apprenticeships are integral to California’s Master Plan for Career Education, a pragmatic strategy for career readiness that prioritizes hands-on learning and real-life skills in career education. Working in coordination with the California Jobs First Economic Blueprint, the Master Plan takes a bottom-up approach to workforce and economic development that is responsive to the emerging needs of the economy and specific to sectors, regions, and individuals’ skills and experience.

    The state has made historic efforts to increase access to apprenticeships across industries, proudly supporting 91,493 active registered apprentices. We are invested in initiatives to sustain and scale registered apprentice programs, through initiatives like Apprenticeship Innovation Funding, which has made $52 million available in its third round of funding to reimburse the program and training costs for growing apprenticeship programs.

    All Californians deserve the opportunity to gain the skills that build a lasting career. Through the California Opportunity Youth Apprenticeship Grant program, the state is committing an additional $16 million to expand access to pre-apprenticeship and apprenticeship opportunities for young people. This investment, together with the Equal Representation in Construction Apprenticeship Grant, is expanding pathways into the construction industry and helping ensure that California’s skilled workforce reflects California’s communities.

    Apprentices offer an impactful alternative to traditional education paths that benefit employers as well as workers by filling skill gaps in critical areas and helping businesses grow. Supporting the next generation of skilled workers is how we have built the fourth-largest economy in the world – and a workforce that is the envy of the world.

    LOS ANGELES – Leveraging the power of private sector innovation, Governor Gavin Newsom today announced the launch of a new artificial intelligence-driven software to aid Los Angeles City and County in accelerating the approval process for rebuilding permits to help communities recover more quickly from the Eaton and Palisades fires. 

    “The current pace of issuing permits locally is not meeting the magnitude of the challenge we face. To help boost local progress, California is partnering with the tech sector and community leaders to give local governments more tools to rebuild faster and more effectively.”

    The software, created by Archistar, will be provided free of charge to the local governments and to users through a partnership between the state and philanthropic partners including LA Rises and Steadfast LA with contributions from Autodesk and Amazon.

    “Bringing AI into permitting will allow us to rebuild faster and safer, reducing costs and turning a process that can take weeks and months into one that can happen in hours or days,” said Steadfast LA Chairman Rick Caruso. “Working with our coalition partner Mike Hopkins and Amazon, I’m proud Steadfast LA identified Archistar as the right company to develop and apply this game-changing technology. Now we can work with great philanthropic organizations, including LA Rises, to provide this critical tool at no cost to taxpayers. We will continue bringing forward new technology and ideas to cut through red tape and expedite this recovery.”

    While the state has no direct role in the local permit approval process, Governor Newsom has worked aggressively to cut red tape, remove obstacles, and provide every available resource to local governments so they can fast-track permits and rebuild quickly. 

    The software uses computer vision, machine learning, and automated rulesets to instantly check designs against local zoning and building codes in the assessment process for building permits. This technology will allow property owners to pre-check their building plans before submission to ensure they submit valid plans, thus avoiding frustrating delays and expediting the review process once received by city or county staff.

    Once fully implemented by local leaders, this e-check tool will improve efficiency, accuracy, transparency, and speed of the rebuilding process from the Eaton and Palisades fire while also improving the experience for disaster survivors.

    “Getting residents home quickly and safely is my top priority,” said Los Angeles Mayor Karen Bass. “Last week, I signed an Executive Directive to spearhead an AI pilot program to streamline the permitting process for Palisades residents. With the announcement of this AI solution, we’re infusing new technologies into City Hall processes to ensure nothing stands in the way of families getting home – and to keep our recovery effort on track to be the fastest in modern California history. I thank Governor Newsom and our County partners for their collaboration on this exciting effort.”

    The County of Los Angeles has also committed to using the software and passed a Board Resolution to establish a unified permitting authority for the Altadena one-stop recovery center.

    “I’m excited to see Los Angeles County embrace innovative technology like Archistar to accelerate the rebuilding process in Altadena and neighboring communities recovering from the Eaton Fire,” said Los Angeles County Board of Supervisors Chair Kathryn Barger. “This AI tool has the potential to save homeowners valuable time by helping them submit code-compliant plans from the start. Horvath. “With new AI-powered tools and LA County’s One-Stop Permitting Centers, we’re cutting red tape to help residents rebuild and return home sooner. I’m grateful to Governor Newsom, Steadfast LA, and LA Rises for their investment in our recovery.”

    The technology is already being used by more than 25 forward-looking municipalities across the United States, Canada, and Australia, including cities like Vancouver, Austin, Houston and Seattle as well as states like Colorado, British Columbia (Canada) and New South Wales (Australia). In addition to providing the software free of charge in Los Angeles, the tool is now available on a statewide contract that any local government can now access quickly to streamline their own plan review process. 

    Today’s announcement is part of a broader effort to cut red tape and harness innovation in the LA fire recovery process. 

    Cutting red tape

    Governor Newsom issued an executive order to streamline the rebuilding of homes and businesses destroyed — suspending permitting and review requirements under the California Environmental Quality Act (CEQA) and the California Coastal Act. The Governor also issued an executive order further cutting red tape by reiterating that permitting requirements under the California Coastal Act are suspended for rebuilding efforts and directing the Coastal Commission not to issue guidance or take any action that interferes with or conflicts with the Governor’s executive orders. Additionally, he signed an executive order to cut more red tape and continue streamlining rebuilding, recovery, and relief for survivors. The Governor also issued an executive order removing bureaucratic barriers, extending deadlines, and providing critical regulatory relief to help fire survivors rebuild, access essential services, and recover more quickly.

    Efficient, engaged, effective

    Since the start of his administration in 2019, Governor Newsom has made efficiency and engagement a top priority, implementing new technologies and practices that make government more efficient and responsive to the people it serves. In 2019, the Governor established the Office of Data Innovation to help advance this important work. 

    As the birthplace of tech, California is at the forefront in the study and implementation of AI in government. In 2023, Governor Newsom issued an executive order directing state agencies to utilize Generative AI technologies to improve state services and help solve important issues. Since that time, the state has integrated AI and other efficiency solutions to make state government work faster and even more effective.

    To help provide the Los Angeles community with a stronger voice in the rebuilding and recovery efforts, Governor Newsom launched Engaged California, a new platform that gives Californians a unique opportunity to share their thoughts and connect with other people on topics that are important to them. It creates new opportunities for Californians to connect with their government to inform and shape policy through honest, respectful discussions.

    The program was launched in February with the first use case focusing on the impacts of the Los Angeles wildfires.

    LA Rises is a unified recovery initiative that brings together private sector leaders to support rebuilding efforts led by the city of Los Angeles, Los Angeles County and the State of California. In January, the Governor enlisted Dodgers Chairman Mark Walter, business leader and basketball legend Earvin “Magic” Johnson, and Casey Wasserman, LA28 Chairperson and President to lead and recruit others to this private sector and philanthropic effort.

    SACRAMENTO—The California Department of Housing and Community Development (HCD) today announced nearly $118.9 million in awards from three federally funded programs to address homelessness by funding development of 487 affordable rental homes, supporting emergency shelters and homeless outreach, and providing rapid rehousing and supportive services needed to help low-income Californians attain and maintain housing stability.

    “Our nation’s housing crisis doesn’t end at city limits, and we must ensure housing and services are available to all members of our communities. We are grateful for this additional federal funding to ensure that our rural and tribal communities receive the housing support they need and deserve.”

    In 2021, the U.S. Congress appropriated $5 billion from the American Rescue Plan Act to reduce homelessness nationwide. Of that amount, $512 million was awarded directly to California communities by the U.S. Department of Housing and Urban Development (HUD). Another $155 million went to HCD to implement HOME Investments Partnerships American Rescue Plan (HOME-ARP) programs in California for those non-entitlement jurisdictions—specifically rural communities and unincorporated areas—that did not receive funding directly from HUD.

    HCD’s HOME-ARP Rental Housing (RH) program announced ten awards totaling $89 million, including two awards to Tribal Entities. The Yurok Indian Housing Authority and Big Valley Band of Pomo Indians received a combined $18.7 million to fund 31 HOME-ARP assisted units.

    “Housing affordability and homelessness affect all areas, not just our large, metro areas,” said Tomiquia Moss, Business, Consumer Services and Housing Secretary. “The State works diligently to provide and channel funding to all counties, to provide local providers the support needed to ensure programs in their communities deliver real results. This funding does just that and I pledge our continued support for local governments in their work to lessen and eliminate homelessness and create more affordable housing.”

    “By providing much-needed resources to rural and tribal communities, these awards help address our homelessness crisis and meet the critical needs of these residents,” said HCD Director Gustavo Velasquez. “Federal support ensures the state continues its stride toward providing housing stability and affordability for all.”

    The HOME-ARP RH awards announced today will fund much-needed affordable rental housing in the counties of Del Norte, El Dorado, Kings, Lake, Madera, Mendocino, Merced, Monterey, and Placer. The ten projects awarded will include a total of 487 affordable rental homes, including 184 HOME-ARP funded units for low-income households and other qualifying populations. This includes people experiencing or at risk of homelessness, those fleeing violence or human trafficking, and others at greatest risk of housing instability.

    HCD also announced six awards totaling $26.4 million from its HOME-ARP Housing Plus Support Program (HPSP) to support households who are currently experiencing homelessness, as well as those who will benefit from services designed to prevent homelessness.

    Today, Governor Joe Lombardo and the Bureau of Land Management, Nevada officially signed a Data Sharing Agreement to consolidate and improve the sharing of information about federal land that is available for disposal in Nevada.

    “I’m pleased to announce the State’s joint agreement with the Bureau of Land Management, Nevada today,” said Governor Joe Lombardo. “This agreement will improve our ability to share critical data about public lands in Nevada and help inform future housing and economic development in our communities. I’m grateful to BLM Nevada for their partnership, and I look forward to making progress on this key issue together.”

    “We look forward to working with the State of Nevada to provide accurate data as efficiently as possible to help Nevadans find public land potentially available for disposal,” said BLM Nevada Acting State Director Kim Prill.

    The Data Sharing Agreement has four key objectives, which include:
    ● To provide a vehicle for the sharing of information pertaining to public lands within the State of Nevada that are potentially available for disposal in Nevada between BLM Nevada, the Nevada Office of the Governor, and Nevada Division of Minerals.
    ● To cooperate in the sharing of information to realize maximum operating efficiency and cost savings for public benefit.
    ● To avoid duplication of effort in the collection of information.
    ● To improve the accuracy and maintenance of the potentially available disposable lands information.

    Los Angeles, California – California continues to implement Governor Gavin Newsom’s Executive Order on Generative Artificial Intelligence (GenAI), today with Governor Newsom announcing the state has entered into three new agreements to utilize GenAI to reduce highway congestion, improve roadway safety, and enhance customer service in a state call center. 

    The announcement today, made at Accenture headquarters in Los Angeles, is part of Governor Newsom’s ongoing strategy to implement technologies and practices that make state operations more efficient and responsive to the people it serves. In 2023, Governor Newsom issued an executive order directing state agencies to utilize GenAI technologies to improve state services and help solve important issues. Since that time, the state has integrated AI and other efficiency solutions to make state government work faster and even more effective.

    GenAI is here, and it’s growing in importance every day. We know that state government can be more efficient, and as the birthplace of tech it is only natural that California leads in this space. In the Golden State, we know that efficiency means more than cutting services to save a buck, but instead building and refining our state government to better serve all Californians.

    Leading in efficiency 

    California is leading in the effort to implement AI and other technologies into state government operations, quickly adopting projects through its new innovative procurement method, Request for Innovative Ideas (RFI2). RFI2 allows the state to quickly test technology through safe and secure environments, providing the state and the innovator community valuable insights while protecting state data. RFI2 was adopted by the state in 2019, after Governor Newsom sought to improve the onerous state purchasing process and help the state to more efficiently adopt these new technologies.

    Leading in engagement

    Governor Newsom has also implemented new technologies through the Office of Data and Innovation, including the groundbreaking new Engaged California project. This first-in-the-nation digital democracy platform is currently being used to help the community in the Los Angeles wildfire recovery. Today, Governor Newsom will also host a roundtable event in the LA area to meet with stakeholders integral in the Engaged California project — and to discuss projects for expansion statewide.

    Projects moving forward today include:

    GenAI to reduce highway congestion 

    The California Department of Transportation (Caltrans) released a problem statement to process and interpret complex data to improve its traffic pattern analysis, address bottlenecks, and enhance overall traffic management. To solve this issue, Azure Open AI, GenAI technology developed by Microsoft and utilized by Accenture, LLP, used a vast amount of data from authentic, well-recognized sources to analyze potential transportation scenarios and develop solutions, including reducing traffic congestion, enhancing incident response, and improving transit reliability. 

    The next phase of this project will analyze real-time and historical data from roadways to predict traffic bottlenecks, detect incidents faster, and identify locations for safety enhancements. This cutting-edge solution will empower Caltrans to improve mobility and reduce traffic delays across the state.

    GenAI for traffic safety 

    Caltrans will also be using GenAI to investigate near misses of injuries/fatalities to identify risky areas and monitor interventions designed to increase safety of vulnerable road users, including bike riders and pedestrians. Under the contract, Deloitte Consulting, LLP used Gemini GenAI technology to help identify high-collision locations and recommended targeted safety improvements across the highway system to proactively address road safety risks — especially for vulnerable road users. 

    By analyzing various datasets—including crash records, roadway conditions, and equity indicators—GenAI uncovered patterns, prioritized safety interventions, and delivered data-driven insights to help the department better protect all Californians on the road. In the next phase, the tool will expand upon the datasets to better identify and address locations in need of safety upgrades which will be evaluated by the department prior to taking any actions.

    GenAI to enhance customer service

    The California Department of Tax and Fee Administration (CDTFA) will use GenAI to swiftly search more than 16,000 pages of reference materials and assist staff in providing responses to taxpayers via telephone and live chat. 

    During a pilot project carried out over the last 10 months, Claude, a next-generation AI assistant developed by Anthropic, was utilized by Symsoft Solutions LLC to reduce the time it takes to handle an average CDTFA customer inquiry. Typically, during peak tax filing periods, an additional 280 staff from throughout the department are temporarily reassigned to provide backup to the call center. With this new technology, CDTFA will be able to continue providing excellent customer service while limiting the need for disruptions from staff reassignments. 

    “California is demonstrating that GenAI can help us improve the way we do business for Californians.  This project will serve as a proof point moving forward to see if we can scale this technology across state government call centers.” CDTFA Director Trista Gonzalez.

    GenAI, the California way

    California will continue to implement GenAI for the benefit of all Californians, presenting additional challenges and calling for new GenAI projects by AI innovators. The second round brings the state closer to possibly using GenAI for operational efficiencies in housing, workforce planning, and bill analysis. The work is ongoing, and the state anticipates wrapping up this second round by summer 2025.

    GenAI for productivity

    Also in response to the Governor’s executive order to help implement AI solutions to make state government more efficient, effective, and productive, the state is now implementing additional AI solutions for state departments. The state recently launched a first-in-the-nation State Digital Assistance AI tool through the California Department of Technology, which will be provided to eight state departments through a pilot program. The departments will utilize the tool through a pilot program to test how GenAI can help increase productivity by assisting staff to quickly develop images, and summarize and analyze state data.

    California has also rolled out Microsoft 365 Copilot chat for state departments, which is being offered at no cost to the state for the pilot period. Copilot Chat is a GenAI assistant to enhance staff productivity by streamlining information analysis, assisting with content creation, answering questions, and more. 

    Harnessing the power of AI

    AI is already changing the world, and California will play a pivotal role in defining that future. Home to Silicon Valley and the birthplace of the tech industry, California continues to dominate as the leader in AI. The state is home to 32 of 50 top AI companies worldwide.

    In addition to California’s efforts to deploy GenAI in state government, Governor Newsom co-hosted a GenAI summit in May 2024 with leaders across academia, industry, civil society, and government to discuss how the state can best use this transformative technology on behalf of Californians. 

    First of-its-kind effort with NVIDIA

    In August 2024, the state partnered with NVIDIA to launch a first-of-its-kind AI collaboration. The initiative, signed by Governor Gavin Newsom and NVIDIA founder & CEO Jensen Huang, aims to train students, educators and workers; support job creation and promote innovation; and use AI to solve challenges that can improve the lives of Californians.

    Staying ahead of threats 

    Last year, Governor Newsom also signed a series of bills to crack down on sexually explicit deepfakes and require AI watermarking, protect performers’ digital likenesses, and combat deepfake election content.

    SACRAMENTO — Today, Governor Gavin Newsom and Attorney General Rob Bonta announced that California, along with other states, is suing the Trump administration over recent DOGE efforts to dismantle AmeriCorps – the federal agency vital to supporting volunteer and service efforts in California and across the country.  

    As the federal government cuts AmeriCorps programs, the state is recruiting for the California Service Corps program — already the largest service corps in the nation, surpassing the size of the Peace Corps.

    Service sits at the very core of who we are as Americans. California is suing the Trump administration to defend thousands of hardworking service members and the communities they serve.

    These actions by President Trump and Elon Musk not only threaten our funding – they vandalize our values. We’re going to fight to stop them.

    In the complaint today, the Attorney General Bonta and a multistate coalition argue that by abruptly canceling critical grants and gutting AmeriCorps’ workforce, the Trump Administration is effectively shuttering the national volunteer agency and ending states’ abilities to support AmeriCorps programs within their borders. 

    “AmeriCorps volunteers bring out the best in America and in our communities. By abruptly canceling critical grants and gutting AmeriCorps’ workforce and volunteers, DOGE is dismantling AmeriCorps without any concern for the thousands of people who are ready and eager to serve their country — or for those whose communities are stronger because of this public service,” said Attorney General Bonta. “In California, AmeriCorps volunteers build affordable housing, clean up our environment, and address food insecurity in communities across our state. California has repeatedly taken action to hold the Trump Administration and DOGE accountable to the law — and we stand prepared to do it again to protect AmeriCorps and the vital services it provides.”

    In 2024, at least 6,150 California members served at more than 1,200 locations, including schools, food banks, homeless shelters, health clinics, youth centers, veterans’ facilities, and other nonprofit and faith-based organizations. When the devastating fires struck Los Angeles earlier this year, AmeriCorps members were on the ground, distributing supplies and supporting families. The agency’s shutdown ends these efforts.

    “DOGE isn’t just cutting jobs — they’re attacking the very people who keep California strong,” said GO-Serve Director Josh Fryday. “They’re coming after the service members who responded to the LA fires, the tutors helping our kids and the young leaders caring for our seniors. It’s outrageous, it’s illegal and we won’t back down. In California, we’re not just defending service — we’re strengthening it. California is doubling down, and we trust the courts will strike this down and uphold the values we fight for every day.” 

    California Service Corps is the largest service force in the nation, consisting of four paid service programs:   

     Combined, it is a force larger than the Peace Corps and is mobilized at a time when California is addressing post-pandemic academic recovery, rebuilding from the LA fires and planning for the future of the state’s workforce. 

    In the 2023-24 service year, AmeriCorps members in California: 

    • Provided 4,397,674 hours of service
    • Tutored/mentored 73,833 students
    • Supported 17,000 foster youth with education and employment 
    • Planted 39,288 trees

    Members helped 26,000 households impacted by the LA fires and packed 21,000 food boxes.

    Heightened competition between the EU and Russia and competitive planning by the US are paving the way for further increases in the cost of energy and basic commodities. The implementation of the EU’s green strategy is also marked by the closure, by the Greek Government and Public Power Corporation, of the Meliti and Megalopoli coal-fired power stations and the planned closure of the one in Agios Dimitrios and of the mines that supply them. Power plants harnessing a local fuel, lignite, are being replaced by plants running on imported natural gas. This is depriving the people of access to cheap electricity, while fostering unemployment in Western Macedonia and jeopardising national energy security.

    The Commission’s action plan for ‘cheaper natural gas imports’ increases dependence on LNG from the US, which is more expensive, while guaranteeing lower relative energy prices for large industrial groups.

    Can the Commission say:

    • 1.How does it view the fact that the ‘green’ energy strategy pursued by the EU and national governments is determined by the requirements and interests of business groups?
    • 2.What view does it take of the fact that ending dependence on Russian gas, abandoning cheap domestic lignite and shifting towards more expensive LNG from the US and the measures to increase the share of renewable energy sources under the conditions of the ‘liberalised market’ only result in further increases in costs for ordinary households, exploitative labour conditions for workers in the sector and a blight on the people of Western Macedonia?

    ​​The house price report for the first quarter 2025 has been published today by Statistics Jersey. 

    The Jersey House Price Index measures the combined average price of 1- and 2-bedroom flats together with 2-, 3- and 4-bedroom houses. The index includes properties transacted through the Royal Court as well as share transfer properties.​

    Context

    Most sales related to phase three of the First Step Scheme were completed this quarter. These transactions are generally included in the House Price Index unless excluded for specific reasons. The scheme contributed to the quarter’s turnover, with 13 transactions in phase three. ​

    Summary

    In the first quarter of 2025:

    • on a rolling four-quarter basis, the mix-adjusted average price of dwellings sold in Jersey during the year ending Q1 2025 was 1% lower when compared with the previous quarter (year ending Q4 2024)
      • this was 14% lower than the peak in prices seen in Q3 2022
    • on a quarterly basis:
      • the seasonally adjusted mix-adjusted average price was 1% higher than in the previous quarter and 3% lower than in the corresponding quarter of 2024 (Q1 2024)
      • 4-bedroom houses saw an increase in their mean price compared to the previous quarter, driven by a larger than usual number of sales of very high value properties (greater than £3,000,000)
      • all other property types saw a decrease in price compared with the previous quarter
    • the turnover of properties was 90% higher than in Q1 2024 and 7% higher than in the previous quarter (Q4 2024) 
      • while turnover was significantly higher than a year earlier, it was still 29% below the average seen in Q1 from 2021 to 2023
    • overall housing market activity, on a rolling four-quarter basis, saw an increase of 7% compared with the previous quarter (Q4 2024) and 85% higher than in the corresponding quarter of 2024
    • on a rolling four-quarter basis, advertised private sector rental prices were essentially unchanged during the year ending Q1 2025 compared with the year ending Q4 2024

    Over the past 10 years Manchester City Council has had big ambitions for our city. 

    From tackling inequalities in our society, and creating a vibrant city that people want to live and work in, to growing our reputation on the global stage as a leading city. 

    In the decade since the original Our Manchester plan was brought to life Manchester has been a city on the rise. More than 100,000 new people call the city home, more than 100,000 new jobs have been created, and Manchester is now one of the most important engines of growth in the UK and Europe.  

    More children did better in school and our residents became more qualified: nearly three quarters of our residents now have a college-level qualification, and far fewer have no qualification at all. 

    Through that decade, huge strides have been made to improve the lives of ordinary people, working in collaboration with a range of partners, from education and health, to business, emergency services and community and faith groups we began to shift the dial on hard long-term challenges. 

    Just a fraction of the things we have achieved together include: 

    • More schools, colleges and early years groups judged better than ever  
    • More pounds in workers’ pockets in our Real Living Wage City  
    • Investment to make people proud and safer on their streets in neighbourhoods like Ancoats, Beswick, Collyhurst, Miles Platting, New Islington and Wythenshawe   
    • We are now building more affordable homes than at any point in the last decade 
    • Skills and better education for people to get on and do well in our City of Lifelong Learning and Child Friendly City 
    • The opening of Aviva Studios and Co-op Live (the largest indoor venue in the UK) and global cultural events such as the Chanel Métiers D’Art show, all of which showcase the fantastic place Manchester is for our partners to promote and develop art, sport and culture 

    But, there is more work to be done. 10 years is no time at all when it comes to addressing the long-term issues which still hold people back and prevent everyone from sharing in the prosperity that Manchester has to offer.  

    This is why today, we are launching the next 10-year plan for Our Manchester, bigger and bolder than before, presenting the ambitious vision for 2025-2035. 

    During this coming decade the Council will lead the charge for Manchester to become an even better city, to continue to address issues such as inequality, fostering growth that benefits everyone, tackling the housing crisis so that everyone in Manchester can enjoy affordable, low-carbon housing, continuing to push towards becoming a zero-carbon city by 2038, and creating green and clean neighbourhoods that everyone can enjoy. 

    A list of 12 priorities have been set that will guide the Council’s policies over the next 10 years. Broadly they fit into three categories on what we can do to improve the lives of the people who live here, the neighbourhoods in which we live, and the ambitions we have for our city. 

    Priorities 1 to 5. Our People will be:  

    1. Happy, healthy and active from childhood
    2. Well educated, learning new skills throughout life to get the best jobs  
    3. Proud of our diversity, feeling valued and included  
    4. Participants influencing decisions
    5. Safe – in person and online  

    Priories 6 and 7 are for all Our Neighbourhoods to have:

  • MIL-OSI Europe: Finland: Helsinki to get new tramline and a depot with €400 million EIB package

    • EIB lends total of €400 million to Helsinki and its transport company to build tram connection to eastern suburbs.
    • The project also features new pathways for cyclists and pedestrians, includes the construction of a new tram and bus depot for Helsinki, and involves acquiring new trams for the city’s entire network.
    • Three major bridges to be built for new tramline.

    The European Investment Bank (EIB) is providing a €400 million financing package to help the Finnish capital Helsinki build a tramline to three suburbs, construct a new tram and bus depot, purchase new trams, and add pathways for cyclists and pedestrians. The EIB support involves loans of €150 million to the City of Helsinki and €250 million to metropolitan transport company Metropolitan Area Transport Ltd (Pääkaupunkiseudun Kaupunkiliikenne Oy) for the “Crown Bridges Light Rail” project.

    The goals are to extend Helsinki’s tram system to the eastern suburbs of Laajasalo, Korkeasaari and Kalasatama with a new line that will halve travel times to 20 minutes and to increase the city’s bike and pedestrian paths. The project is due to be completed by 2027.

    “Investing in sustainable transport is a priority for the EIB and provides a key step toward advancing climate action and enhancing connectivity in the city,” said EIB Vice-President Thomas Östros. “This project will play an important role in improving the quality of life for Helsinki’s residents.”

    Crown Bridges Light Rail reflects a commitment by Helsinki, which has a population of 685,000, to expand clean public transport. That step should in turn stimulate urban development and regeneration.
    Because Laajasalo and Korkeasaari are islands – Helsinki has around 300 of them – the project features three major bridges over which the new tramline will travel. The longest, Kruunuvuorensilta Bridge, will be 1,200 metres and have a pylon rising to 135 metres. The two other bridges – Merihaansilta and Finkensilta – will have lengths of 400 metres and 300 metres, respectively.

    All three bridges will have bike lanes that are three metres wide and pedestrian pavements with widths of between two and six metres.

    The project includes constructing Helsinki’s Ruskeasuo depot, Finland’s first combined tram and bus depot. It offers storage for about 80 trams, daily maintenance and repair facilities, and a wheel lathe track. The depot also serves regional bus traffic, with roof parking and maintenance spaces for buses.

    The EIB financing covers 40% of the project costs and will go towards building the tramline and the depot as well as buying new tram sets.

    The support aligns with EIB pledges to advance efforts in Europe to reduce greenhouse gas emissions and improve air quality.

    The European Investment Bank (ElB) is the long-term lending institution of the European Union, owned by its Member States. Built around eight core priorities, the EIB finances investments that contribute to EU policy objectives by bolstering climate action and the environment, digitalisation and technological innovation, security and defence, cohesion, agriculture and the bioeconomy, social infrastructure, the capital markets union and a stronger Europe in a more peaceful and prosperous world.  

    The EIB Group, which also includes the European Investment Fund (EIF), signed nearly €89 billion in new financing for over 900 high-impact projects in 2024, boosting Europe’s competitiveness and security.   

    In 2024, EIB Group investments in Finland rose to €2.3 billion from €992 million the year before, focusing on green projects and business innovation.

    The film “Flow”, directed by Latvian Gints Zilbalodis, was awarded the 2025 LUX Audience Award at a ceremony on Tuesday in the European Parliament in Brussels.

    Flow“, a Latvian, French and Belgian co-production, tells the story of Cat, a solitary animal whose home is devastated by a great flood. In his efforts to adapt to a new world, Cat finds refuge on a boat populated by other animals. The film deals with issues that are central in the European Parliament’s work: climate change, migration, displacement, and resilience.

    “The LUX Audience Award is more than just a prize. It is a testament to the European Parliament’s commitment to democracy, freedom of expression and the role of cinema in reflecting and shaping our societies. It brings European stories closer to people and brings people closer to the work of the European Parliament. This year’s five nominated films represent some of the most urgent and compelling issues of our time, issues that are at the core of the European Parliament’s agenda,” European Parliament Vice-President Sabine Verheyen (EPP, DE) said in a video message shown during the ceremony in the European Parliament hemicycle in Brussels.

    “We have had five compelling narratives and five very different LUX Audience Award nominees: they are an inspiration to filmmakers and the public, not only for celebrating the extraordinary variety of European cinema but also for demonstrating its ability to entertain and elevate at the same time. The cinematic art in Europe is a perfect example of how culture can make a significant contribution to society and advocate for compassion, empathy and change in an otherwise divided world,” Mike Downey, honorary president of the LUX Selection Committee and chair of the European Film Academy, said following the announcement of the winner.

    The four other films shortlisted for the award were: “Animal” by Greek director Sofia Exarchou, “Dahomey” by French director Mati Diop, “Intercepted” by Ukranian director Oksana Karpovych, and “Julie keeps quiet” by Belgian director Leonardo van Dijl.

    The winning film was chosen by combining a public vote and a vote by MEPs, each weighted at 50%.

    LUX Audience Award

    Concerning the escalating rate of Israeli demolitions of Palestinian homes in the Palestinian occupied West Bank, the UN Office for the Coordination of Humanitarian Affairs (OCHA) documented that Israeli occupation authorities demolished 1 787 Palestinian facilities between 7 October 2023 and 15 October 2024, including 800 inhabited homes.

    On 21 January 2025, the Israeli military launched ‘Operation Iron Wall’, which, according to the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), forcibly displaced 40 000 Palestinians in the northern West Bank[1]. Ireland and the EU have funded infrastructure in the occupied West Bank, such as schools, playgrounds and other community facilities, which Israel has demolished. The report details the expansion of Israeli illegal settlements, the unlawful demolition of Palestinian homes and a surge in settler violence, all taking place in ‘a climate of impunity’. International humanitarian law prohibits an occupying power from demolishing homes and other property belonging to the protected population. Israel’s practice amounts to a grave violation of international humanitarian law and is a war crime under the Rome Statute of the International Criminal Court.

    1. The Commission stresses that efficient border management must uphold fundamental rights, including human dignity and the principle of non-refoulement. In light of the tragic death of three minors at the Bulgarian border, the Commission notes that it is the responsibility of the Bulgarian authorities to investigate allegations of wrongdoings and ensure accountability. While national authorities are tasked with these investigations, the Commission is in regular contact with Bulgaria to discuss border and migration management issues, including full respect of fundamental rights[1].

    2. The 2021-27 Border Management and Visa Instrument[2], governed by the Common Provisions Regulation[3], requires Member States to meet horizontal enabling conditions (HECs), one of which relates to the mechanisms for ensuring compliance with the Charter of Fundamental Rights (the Charter). Bulgaria, as all Member States, must demonstrate HEC compliance at the programme’s adoption and implementation[4]. If the Charter HEC is no longer fulfilled at the level of relevant specific objective, the Commission will not reimburse affected expenditure.

    3. The 2023 Facilitation Directive proposal[5] explicitly sets out that the elements of the offences included therein are usually not fulfilled when it comes to the provision of humanitarian assistance or the support of basic human needs. The directive does not aim to criminalise humanitarian aid provided to third-country nationals in line with legal obligations.

    • [1] This engagement includes closely working with the Bulgarian authorities to reinforce the national independent mechanism to monitor fundamental rights compliance at the external borders.     By 2033, global meat protein consumption is projected to increase by 3 %, which is expected to result in higher greenhouse gas emissions. Artificial intelligence (AI) and the internet of things have the potential to revolutionise the livestock sector by enabling farmers to increase productivity while reducing environmental impact. AI-powered systems support real-time monitoring of animal health, behaviour and welfare, allowing for the early detection of disease and stress and enabling personalised care. Precision livestock farming uses sensors, cameras and machine learning algorithms to collect and analyse data, thereby facilitating data-driven decision-making and optimised production methods. This approach can increase productivity while reducing emissions and improving animal welfare. The integration of AI in farm management has resulted in innovative solutions that contribute to a more sustainable and efficient farming and food system. In terms of animal health, AI can predict disease outbreaks, identify potential host reservoirs and detect emerging disease threats, enabling prompt intervention and treatment. Animal welfare can also benefit from AI on farms, thanks to the early recognition of discomfort, stress or pain. However, it is essential to acknowledge the potential risks associated with AI, such as cyberattacks, accidental failures and unintentional environmental consequences. Additionally, AI decisions may prioritise efficiency, productivity and cost savings over ethical considerations, potentially leading to negative repercussions for animal welfare.

    In 2001, a study by the European Parliament’s Science and Technology Options Assessment (STOA) team, on health damage caused by electrosmog, recommended that scientists, governments, industry and the general public have access to decision-making processes and that an effective public information system be established with a view to preventing public mistrust and fear of new EMC technologies. A number of years later, on 31 May 2011, the World Health Organization reported in a press release that the International Agency for Research on Cancer (IARC) had ‘[classified] radiofrequency electromagnetic fields as possibly carcinogenic to humans (Group 2B)’.

    In recent years, the exponential growth in artificial electromagnetic sources, such as the use of electric public and private transport, the spread of 5G and Wi-Fi in every home and public area, has effectively increased and generated new ‘electromagnetic pollution’.

    In the light of the above:

    • 1.Does the Commission believe that it can harmonise EU legislation in the Member States using both its own parameters and up-to-date data, and with a focus on the cellular consequences for living beings to electromagnetic exposure?
    • 2.Is the Commission considering assessing and informing the public of the impact of electromagnetic pollution on all ecosystems?
    • 3.Lastly, does it believe that climate change and the green transition can be delivered by carrying out the requisite identification of parameters responsible for ‘biological damage’ and the severity thereof?

    The reprogramming of cohesion policy funds to support new areas, including affordable housing and defence industry investments, constitutes a major strategic shift. While it is important to respond to emerging challenges, there is a risk of undermining structural investment goals. The proposed 100 % co-financing rate may reduce financial engagement, while the decision to extend implementation deadlines solely for reprogrammed funds appears unjustified, considering recent exceptional disruptions. Many projects were already reshuffled between instruments as a result of the COVID-19 pandemic and the overlap with the Recovery and Resilience Facility.

    Given this:

    • 1.Does the Commission not fear that full co-financing and the extension of deadlines for new priority projects will lead the Member States to deprioritise long-term cohesion investments?
    • 2.What indicators will be used to assess performance in new areas, particularly housing and defence, and what role will national and regional authorities play in monitoring defence-related investments?
    • 3.Does the Commission envisage any of these new areas becoming a permanent part of cohesion policy?

    Since the adoption of the European Parliament resolution[1] on investor residence schemes[2], the Commission has taken action to address the risks related to security, money-laundering, tax evasion and corruption.

    In its 2022 Recommendation[3], the Commission called on Member States to take measures to prevent such risks and take specific actions regarding investor residence permit granted to nationals of Russia and Belarus.

    The new Anti-Money Laundering package[4] also introduces strict obligations on involved actors and requires Member States running these schemes to assess and monitor risks, and to put in place mitigating measures.

    In addition, the proposed recast of the Long-Term Residents Directive[5] includes rules to prevent third-country investors from abusively acquiring EU long-term resident status.

    With regards to the social impact of “golden visa” schemes, the Commission notes that in respect of the subsidiarity and proportionality principles, primary responsibility for housing is within the remit of Member States, and regional and local authorities. However, the Commission is already providing support to Member States through a variety of funding and programmes[6].

    In addition, the Commission appointed the first-ever Commissioner responsible for housing and established a Task Force for Housing. The Commission will put forward a European Affordable Housing Plan to help national, regional and local authorities address structural drivers of the housing crisis.

    The Commission will foster investments in affordable housing through a pan-European investment platform[7], by allowing Member States to double cohesion policy investments in this area and by reviewing state aid rules to enable housing support measures.

    Prime Minister Shri Narendra Modi inaugurated the WAVES 2025, India’s first-of-its-kind World Audio Visual and Entertainment Summit at the Jio World Centre, Mumbai today. Addressing the gathering on the occasion, he greeted everyone on the occasion of Maharashtra day and Gujarat Statehood day being celebrated today. Acknowledging the presence of all international dignitaries, ambassadors, and leaders from the creative industry, the Prime Minister highlighted the significance of the gathering, emphasizing that over 100 countries’ artists, innovators, investors, and policymakers have come together to lay the foundation for a global ecosystem of talent and creativity. “WAVES is not merely an acronym but a wave representing culture, creativity, and universal connectivity”, he remarked, further underlining that the summit showcases the expansive world of films, music, gaming, animation, and storytelling, offering a global platform for artists and creators to connect and collaborate. The Prime Minister congratulated all participants on this historic occasion and extended his warm welcome to the distinguished guests from India and abroad.

    Reflecting on India’s rich cinematic history at the WAVES Summit, Shri Modi noted that on May 3, 1913, India’s first feature film, Raja Harishchandra, was released, directed by the pioneering filmmaker Dadasaheb Phalke. He recalled that Phalke’s birth anniversary was celebrated just a day earlier. He underscored the impact of Indian cinema over the past century, stating that it has successfully taken India’s cultural essence to every corner of the world. He highlighted the popularity of Raj Kapoor in Russia, the global recognition of Satyajit Ray at Cannes, and the Oscar-winning success of RRR, emphasizing how Indian filmmakers continue to shape global narratives. He also acknowledged the cinematic poetry of Guru Dutt, the social reflections of Ritwik Ghatak, the musical genius of A.R. Rahman, and the epic storytelling of S.S. Rajamouli, stating that each of these artists has brought Indian culture to life for millions worldwide. Shri Modi also remarked that Indian cinema legends were honored through commemorative postage stamps, paying tribute to their contributions to the industry.

    Emphasising the importance of India’s creative capability and global collaboration, the Prime Minister remarked that over the years, he has engaged with professionals from gaming, music, filmmaking, and acting, discussing ideas and insights that deepened his understanding of the creative industries. He highlighted a unique initiative undertaken during Mahatma Gandhi’s 150th birth anniversary, where singers from 150 countries came together to perform ‘Vaishnav Jan To’, a hymn written by Narsinh Mehta nearly 500-600 years ago. He stated that this global artistic effort created a significant impact, bringing the world together in harmony. He further noted that several individuals present at the summit had contributed to the Gandhi One Fifty initiative by creating short video messages, advancing Gandhi’s philosophies. He remarked that the collective strength of India’s creative world, combined with international collaboration, has already demonstrated its potential, and that vision has now materialized as WAVES.

    Shri Modi praised the resounding success of the first edition of the WAVES Summit, stating that from its very first moment, the event has captured global attention and is “roaring with purpose.” He acknowledged the dedication and efforts of the summit’s Advisory Board, emphasizing their role in making WAVES a landmark event in the creative industry. He highlighted the large-scale Creators Challenge and Creatosphere initiative, which saw participation from approximately 100,000 creative professionals across 60 countries. He remarked that out of 32 challenges, 800 finalists have been selected, recognizing their talent and congratulating them on their achievement. He encouraged the finalists, stating that they now have the opportunity to make their mark on the global creative stage.

    The Prime Minister expressed enthusiasm for the creative developments showcased at the Bharat Pavilion during the WAVES Summit. He remarked that significant innovation has been achieved, and he looked forward to witnessing these creations firsthand. The Prime Minister highlighted the WAVES Bazaar initiative, noting its potential to encourage new creators and connect them with emerging markets. He praised the concept of linking buyers and sellers in the art industry, stating that such initiatives strengthen the creative economy and provide fresh opportunities for artists.

    Reflecting on the deep-rooted connection between creativity and human experience, stating that a child’s journey begins with the lullaby of a mother, their first introduction to sound and music, Shri Modi remarked that just as a mother weaves dreams for her child, creative professionals shape the dreams of an era. He underscored that the essence of WAVES lies in bringing together such visionary individuals who inspire and influence generations through their art.

    Reaffirming his belief in collective efforts, stating that the dedication of artists, creators, and industry leaders will elevate WAVES to new heights in the coming years, Shri Modi urged his industry counterparts to continue the same level of support and handholding that made the first edition of the summit a success. He remarked that many exciting waves are yet to come and announced that WAVES Awards will be launched in the future, establishing themselves as the most prestigious honors in the world of art and creativity. He emphasized the need for sustained commitment, stating that the goal is to win the hearts of people across the world and inspire generations through creativity.

    Highlighting India’s rapid economic progress, stating that the nation is on its way to becoming the world’s third-largest economy, the Prime Minister remarked that India holds the number one position in global fintech adoption, is the second-largest mobile manufacturer, and has the third-largest startup ecosystem worldwide. He emphasized that India’s journey toward becoming a developed nation has only begun and has much more to offer. “India is not only home to a billion-plus population but also a billion-plus stories”, he added. Referencing the country’s rich artistic history, he recalled that two thousand years ago, Bharata Muni’s Natya Shastra emphasized the power of art in shaping emotions and human experiences. He noted that centuries ago, Kalidasa’s Abhijnana-Shakuntalam introduced a new direction in classical drama. Prime Minister underscored the deep cultural roots of India, stating that every street has a story, every mountain carries a song, and every river hums a tune. He remarked that India’s six lakh villages each have their own folk traditions and unique storytelling styles, with communities preserving their histories through folklore. He highlighted the spiritual significance of Indian music, noting that whether it is bhajans, ghazals, classical compositions, or contemporary tunes, every melody carries a story, and every rhythm holds a soul.

    Shri Modi underscored India’s deep-rooted artistic and spiritual heritage at the WAVES Summit, highlighting the concept of Naad Brahma, the divine sound. He remarked that Indian mythology has always expressed divinity through music and dance, citing Lord Shiva’s Damru as the first cosmic sound, Goddess Saraswati’s Veena as the rhythm of wisdom, Lord Krishna’s Flute as an eternal message of love, and Lord Vishnu’s Shankha as a call for positive energy. He emphasized that the mesmerizing cultural presentation at the summit also reflected this rich heritage. Declaring that “this is the right time,” Shri Modi reiterated India’s vision of Create in India, Create for the World, asserting that the country’s storytelling tradition offers an invaluable treasure spanning thousands of years. He highlighted that India’s stories are Timeless, Thought-Provoking, and Truly Global, encompassing not just cultural themes but also science, sports, courage, and bravery.     Drawing parallels between the People’s Padma awards and the vision behind the WAVES Summit, stating that both initiatives aim to recognize and uplift talent from every corner of India, the Prime Minister remarked that while Padma Awards started a few years after independence, they truly transformed when India embraced the People’s Padma, recognizing individuals serving the nation from remote areas. This shift, he emphasized, turned the awards from a ceremony into a national celebration. Similarly, the Prime Minister stated that WAVES will serve as a global platform for India’s immense creative talent across films, music, animation, and gaming, ensuring that artists from every part of the country find recognition on an international stage.

    Underscoring India’s tradition of embracing diverse ideas and cultures, referencing a Sanskrit phrase, Shri Modi emphasized that India’s civilizational openness has welcomed communities like Parsis and Jews, who have thrived in the country and become an integral part of its cultural fabric. He acknowledged the presence of ministers and representatives from various countries, noting that every nation has its own successes and contributions. He remarked that India’s strength lies in respecting and celebrating global artistic achievements, reinforcing the country’s commitment to creative collaboration. Shri Modi also noted that India’s OTT industry has witnessed tenfold growth in recent years, stating that while screen sizes may be shrinking, the scope of content is infinite, with micro screens delivering mega messages. He observed that Indian cuisine is becoming a global favorite and expressed confidence that Indian music will soon gain similar worldwide recognition.

    Emphasizing the immense potential of India’s creative economy, stating that in the coming years, its contribution to the country’s GDP is set to increase significantly, the Prime Minister remarked, “India is emerging as a global hub for film production, digital content, gaming, fashion, and music”. He noted the promising growth opportunities in the live concert industry and the vast potential in the global animation market, which currently stands at over $430 billion and is projected to double in the next decade. The Prime Minister highlighted that this presents a significant opportunity for India’s animation and graphics industry, urging stakeholders to leverage this expansion for greater international reach.

    Calling upon India’s young creators to drive the nation’s Orange Economy forward, acknowledging that their passion and hard work are shaping a new wave of creativity, Shri Modi emphasized that whether they are musicians from Guwahati, podcasters from Kochi, game designers in Bengaluru, or filmmakers in Punjab, their contributions are fueling India’s growing creative sector. He assured that the government stands firmly behind creative professionals, supporting them through initiatives like Skill India, Startup Support, policies for the AVGC Industry, and global platforms like WAVES. He remarked that every effort is being made to build an environment where innovation and imagination are valued, fostering new dreams and empowering individuals to bring those dreams to life. Shri Modi highlighted that WAVES will serve as a major platform where Creativity meets Coding, Software blends with Storytelling, and Art merges with Augmented Reality. The Prime Minister asserted that WAVES is a platform designed specifically for this generation—one that enables young minds to reimagine and redefine the creative revolution with their energy and efficiency.

    Underscoring the importance of Creative Responsibility in a technology-driven 21st century, Shri Modi emphasised that as technology increasingly influences human lives, extra efforts are needed to preserve emotional sensitivity and cultural richness. He remarked that the creative world holds the power to foster human compassion and deepen societal consciousness. He asserted that the goal is not to create robots but to nurture individuals with heightened sensitivity, emotional depth, and intellectual richness—qualities that cannot stem from information overload or technological speed alone. Shri Modi stressed on the importance of art, music, dance, and storytelling, noting that these forms have kept human sensibilities alive for thousands of years. He urged creatives to reinforce these traditions and build a more compassionate future. He also highlighted the need to protect young generations from divisive and harmful ideologies, stating that WAVES can serve as a vital platform to uphold cultural integrity and instill positive values.     Emphasising the transformative impact of technology on the creative world, the Prime Minister highlighted the importance of global coordination to harness its full potential. He remarked that WAVES will serve as a bridge connecting Indian creators with global storytellers, animators with global visionaries, and transform gamers to global champions. He invited international investors and creators to embrace India as their content playground and explore the country’s vast creative ecosystem. Addressing global creators, the Prime Minister urged them to dream big and tell their story. He encouraged investors to invest not just in platforms, but in people, and called on Indian youth to share their one billion untold stories with the world. He concluded by extending his best wishes to all participants of the inaugural WAVES Summit.

    Background

    WAVES 2025 is a four-day summit with tagline “Connecting Creators, Connecting Countries” is poised to position India as a global hub for media, entertainment, and digital innovation by bringing together creators, startups, industry leaders, and policymakers from across the world.

    In line with Prime Minister’s vision of leveraging creativity, technology, and talent to shape a brighter future, WAVES will integrate films, OTT, gaming, comics, digital media, AI, AVGC-XR, broadcasting, and emerging tech, making it a comprehensive showcase of India’s media and entertainment prowess. WAVES aims to unlock a $50 billion market by 2029, expanding India’s footprint in the global entertainment economy.

    At WAVES 2025, India is also hosting the Global Media Dialogue (GMD) for the first time, with ministerial participation from 25 countries, marking a milestone in the country’s engagement with the global media and entertainment landscape. The Summit will also feature the WAVES Bazaar, a global e-marketplace with over 6,100 buyers, 5,200 sellers, and 2,100 projects. It aims to connect buyers and sellers locally and globally, ensuring wide-reaching networking and business opportunities.

    Prime Minister visited the Creatosphere and interacted with creators, selected from the 32 Create in India Challenges launched nearly a year ago, which garnered over one lakh registrations. He will also visit the Bharat Pavilion.

    WAVES 2025 will witness participation from over 90 countries, with more than 10,000 delegates, 1,000 creators, 300+ companies, and 350+ startups. The summit will feature 42 plenary sessions, 39 breakout sessions, and 32 masterclasses spanning diverse sectors including broadcasting, infotainment, AVGC-XR, films, and digital media.

    The Department of Food and Public Distribution (DFPD), Government of India, ensures food security for over 80 crore beneficiaries through scientific warehousing and smart storage solutions for food grains.

    DFPD is now envisaging the Depot Darpan portal and mobile application with the objective to ensure that the Food Storage depots meet the highest quality and performance standards. It enables Depot managers to evaluate infrastructure, operational and financial performance on a near real-time basis

    Depot Managers upload geo-tagged inputs of the infrastructure available in their depot, generating automated ratings and action points for timely improvements. The system ensures 100% validation by the supervisory officers and random third-party audits.

    The warehouses are assessed based on two main categories:

    • Infrastructural aspects which include safety standards, storage conditions, environmental, technology adoption and statutory parameters.
    • Operational efficiency aspects which include stock turnover, losses, space utilization, manpower expenses, and profitability.

    Each category is evaluated independently, and the warehouse receives a Star rating based on the composite scoring from both parameters.

    Depot Darpan is uniquely integrated with smart warehousing technologies, creating a seamless digital monitoring ecosystem that includes: CCTV Surveillance and IoT sensors, monitoring key parameters such as CO₂ & Phosphine levels, fire hazards, humidity, unauthorized entry and temperature in real time thereby, ensuring security and efficiency in food grain storage.

    The IoT-Enabled Monitoring includes:

    1. Ambient sensor – Temperature and relative humidity to monitor grain moisture and temperature
    2. Carbon dioxide (CO2) – To monitor and indicate potential grain infestation
    3. Phosphine gas sensor – Ensures occupational safety for workers through early warning to prevent exposure to toxic gas levels Detects fumigation leakages, increasing effectiveness of treatment
    4. Gate Shutter sensor – Detection of unauthorized door access. – Alerts for unauthorized door openings outside designated hours. Monitors door status during fumigation processes. Ensures proper ventilation by tracking door openings as required.
    5. Fire/smoke sensor- Provides early warning to prevent fire-related damage and ensure safety.

    In addition, AI based technology for bag counting, ANPR (Automatic Number plate Recognition) for vehicle identification and tracking, and Face Recognition technology (FRS) for access control and security are also deployed in warehouses on pilot basis.

    A total of around 2278 warehouses including those owned by FCI & CWC and that hired from State agencies/ private will be onboarded in this digital initiative.

    Depot Darpan mobile app allows supervisory officials to track warehouse performance anytime, anywhere, supporting better decision making. Automated reports are used in regular reviews, leading to continuous and seamless improvements in infrastructure and efficiency.

    Depot Darpan, a mirror of warehousing excellence, ensures improved warehousing and greater operational efficiency in the public distribution system and reinforces the commitment to the nation’s food security with every grain scientifically stored.

    Depot Darpan portal and mobile application shall be formally inaugurated by Union Minister of Consumer Affairs, Food & Public Distribution and New and Renewable Energy on 20th May, 2025.
