  • MIL-OSI China: China, Vietnam to consolidate trade ties

    The economic and trade ties between China and Vietnam are expected to rise to a new level, driven by the two countries’ highly complementary trade structures, Vietnam’s modernization drive and the growing influence of the Regional Comprehensive Economic Partnership, according to market watchers and exporters.

    Amid rising protectionism and unilateral challenges, China and Vietnam are pressing ahead with industrial upgrading and digital transformation, positioning themselves to tap into new growth opportunities across key sectors such as advanced manufacturing, green energy, smart logistics, e-commerce and regional supply chain integration, they said.

    United by common aspirations for sustainable growth and economic resilience, the two countries are on track to forge even deeper and more dynamic economic ties in the years to come, said Wan Zhe, a professor specializing in regional economic development at Beijing Normal University.

    Bilateral business relations have witnessed remarkable progress, especially in recent years, with Vietnam introducing key national strategies such as the National Green Growth Strategy for 2021-2030, vision towards 2050; the National Strategy on R&D and Application of Artificial Intelligence; and the National Strategy for 4th Industrial Revolution.

    Wan said that these forward-looking initiatives have significantly enhanced Vietnam’s appeal as a destination for investment and innovation, attracting a substantial influx of Chinese and foreign capital and technologies over the past several years.

    “This growing synergy has laid a strong foundation for deeper economic and technological collaboration between the two countries,” she added.

    Vietnam has become a key overseas investment destination for China. In 2024, from January to August, Chinese companies invested $1.97 billion in the Southeast Asian country, maintaining a rapid rate of growth, according to the latest data released by China’s Ministry of Commerce.

    Benefiting from a booming intermediate goods trade, the rising freight volume on the China-Vietnam Railway and substantial gains resulting from the RCEP and the Belt and Road Initiative, China-Vietnam trade surged 14.6 percent year-on-year to 1.85 trillion yuan ($254.05 billion) in 2024, statistics from China’s General Administration of Customs showed.

    This momentum continued in the first two months of this year, with the value of bilateral trade rising 8.2 percent on an annual basis to 270.96 billion yuan, customs data showed.

    China’s exports to Vietnam include machinery, telecommunication equipment, electronic components, industrial raw materials, trains, ships, trucks, household appliances and construction materials.

    In addition to agricultural and aquatic products such as seafood, fruits, coffee and rice, Vietnam’s exports to China include smartphones, computers, rubber, footwear, garments and furniture.

    In the medium to long term, China and Vietnam are more likely to deepen industrial complementarity and division of labor rather than engage in direct competition, said Gao Lingyun, a researcher at the Institute of World Economics and Politics, which is affiliated with the Chinese Academy of Social Sciences in Beijing.

    “This is because both countries are at different stages of development and have distinct strengths,” said Gao, adding China leads in high-end manufacturing and technological capabilities, while Vietnam offers advantages in assembly industries and young and high-quality workers.

    On top of this, free trade deals with various economies, such as the EU (European Union)-Vietnam Free Trade Agreement and Comprehensive and Progressive Agreement for Trans-Pacific Partnership, have opened up opportunities, he added.

    Echoing that sentiment, Lan Qingxin, a professor specializing in cross-border investment studies at the University of International Business and Economics in Beijing, said that compared with other Southeast Asian countries as well as India and Mexico, Vietnam holds a competitive edge and market potential due to its proximity to China and its friendly foreign investment policies.

    This complementary dynamic fosters a win-win partnership, reinforcing the depth and resilience of China-Vietnam economic ties, said Lan.

    Ningbo Dafa Chemical Fiber Co, a textile and chemical raw materials manufacturer in Ningbo, Zhejiang province, has been actively exploring new possibilities in the Vietnamese market.

    “Vietnam has a well-developed furniture manufacturing industry, which drives strong demand for textile yarns and synthetic fiber materials. Our products are mainly used for furniture padding and bedding production,” said Wang Ling, the company’s sales director.

    Ningbo Dafa’s exports to Vietnam grew by 10.3 percent year-on-year to 20.64 million yuan in the first two months of this year, according to Ningbo Customs.

  • MIL-OSI New Zealand: Storm-affected land use policy approved

    Auckland councillors have approved the approach for the future use of around 1,200 properties bought out following the 2023 storms.  

    The policy guiding future land use decisions was approved by the council’s Policy and Planning Committee. The 1,200 properties with high-risk homes are expected to be purchased by the end of 2025 – making this one of the largest land acquisition programmes undertaken in Auckland. 

    Mayor Wayne Brown says the policy is an important step. 

    “We have to think about the future and this policy allows the council to consider the different ways the land can be used, including, importantly, what we can do to recoup ratepayer money allocated to purchase the high-risk properties,” says Mayor Brown.  

    “I’m committed to getting value for money for what is a significant investment for council, so it makes sense we carefully consider how we utilise land safely, sensibly, and economically to reduce the cost of the storm damage and return some of that investment, to Auckland ratepayers.” 

    Committee chair, councillor Richard Hills says it’s important to remember that severely storm-affected land (Category 3) has inherent risks that must be considered for any future use.  

    “To move people out of harm’s way – that’s why these properties were assessed and purchased in the buy-out scheme. While we want to use the land effectively to provide homes and maintain strong communities, safety will always be our top priority,” says Cr Hills. 

    Under the policy, the council will retain a large number of properties for flood resilience projects, other council services or where hazards such as unstable land must be safely managed. The council will also consider opportunities to sell some properties that can be used safely for other purposes.   

    Cr Hills stressed that with hundreds of pieces of land to assess, it will take several years before final decisions are made, a factor which he knows will be frustrating for affected communities. 

    “We understand communities have a keen interest in the future of storm-affected land, but we have to carefully make the best decisions for the land and the community.” 

    Director Policy, Planning and Governance Megan Tyler says the policy is all about finding safe and sensible options for the land, within the constraints of any hazard risks.  

    “This policy will guide how we assess the potential for each property, so that safety, future resilience and value for Aucklanders are top of mind.” 

    Aucklanders told the council through consultation in September 2023 they wanted to see the impact on rates from the buy-out programme minimised, which along with other recovery costs tallies to more than $1 billion.

  • MIL-OSI New Zealand: Work set to commence on Opera Point wilding conifer control

    Wilding conifers are a pest tree species impacting on native bush and coastal environments, taking water, light and air from native plants that are home to endemic birds, lizards and bugs. The wilding conifers at Opera Point are self-seeded, and if left uncontrolled, they will eventually take over – as they have at many locations around New Zealand.

    DOC and Waikato Regional Council staff have arranged for an experienced and qualified local arborist to undertake the work at Opera Point, a small and picturesque headland near the settlement of Whangapoua. The project has been made possible through funding from Waikato Regional Council and is supported by the National Wilding Conifer Control Programme (NWCCP).

    DOC Coromandel Senior Ranger Josh Angell says Opera Point is significant to local iwi, and is also a popular recreation location for the local community and visitors.

    “We have been in an ongoing conversation with iwi and the community about enhancing the biodiversity at Opera Point and working to restore the small forest area there – and the wilding conifer project contributes to that,” Josh says.

    “Wilding pines along the foreshore above and below public access tracks at the point have caused significant damage to the reserve during and after extreme weather events.”

    As high winds and rainfall topple the conifers, the root balls expose large holes in the ground, damaging cultural significant landmarks and infrastructure. This results in track closures and high levels of financial investment to reinstate safe visitor access and ongoing archaeological assessments.

    The Opera Point conifer removal project will see two methods used – what is colloquially known as “drill and fill”, with small holes to be drilled into trees into which herbicide is then injected. The trees will be left to decay and break down over time. This method is used as it causes the minimum impact on surrounding native plants. The remaining wilding conifers – close to historic features and tracks and access areas – will be completely felled using chainsaws later this year. The two methods are among the accepted good practice for wilding conifer removal.

    The reserve will stay open during the arborists’ work, and people visiting are urged to stick to the marked tracks. Public access will be restricted in some areas during and following the operations, to ensure safety.

    The arborists’ work at Opera Point is scheduled to start on Wednesday 16 April, and is expected to take between two and three weeks, weather permitting. Once the initial work is completed, the trees’ deterioration and decay will be monitored.

    “Waikato Regional Council is responsible for biosecurity and protecting special places within the region,” Waikato Regional Council Senior Biosecurity Officer Clark McMichael says.

    “The local residents who enjoy the walking tracks and native bush at Opera Point want to see the native environment protected and restored – and this project will progress that.”

    This project is part of the National Wilding Conifer Control Programme, which is led by Biosecurity New Zealand (MPI) in partnership with the Department of Conservation, Land Information New Zealand, the New Zealand Defence Force, and delivered locally through Regional Councils, Runanga and Community Trusts.

    Kota/New Delhi, 12 April 2025: Lok Sabha Speaker Shri Om Birla has set a heartfelt example as he fulfilled his promise made years ago and participated in the wedding rituals of Late CRPF jawan Shri Hemraj Meena and Veerangana Madhubala in Sangod/Kota on Friday.

    Six years after the martyrdom of Shri Hemraj Meena who made supreme sacrifice for the nation during Pulwama attack, there was an atmosphere of celebration in his courtyard for the first time on Friday as the family and relatives gathered for the wedding of his daughter Reena. It was a moment of sheer joy for the whole family, including Veerangana Madhubala – wife of Late CRPF Jawan Shri Hemraj Meena. Since Shri Meena’s martyrdom in 2019, Lok Sabha Speaker Shri Om Birla stood tall with the martyr’s family during the tough time as a ‘Rakhi-brother’ of Veerangana Madhubala.

    Since then, the “brother” not only supported the family but also kept his promise. yesterday, when the time came for Madhubala’s daughter’s wedding, this “brother” reached his sister’s house with mayra/bhaat (मायरा/भात) and performed this unique ritual. Seeing this emotional connection between ‘sister’ Madhubala and her ‘brother’, everyone present was overwhelmed. After all, it was none other than Lok Sabha Speaker Shri Om Birla, who had arrived with मायरा at the wedding of the daughter of Pulwama martyr Hemraj Meena.

    The Pulwama attack had left an indelible mark on the family of martyr Hemraj, plunging them into immense grief. However, Lok Sabha Speaker Om Birla’s timely support helped alleviate some of their pain. He formed a strong bond with Veerangana Madhubala, promising to stand by the family through life’s joys and sorrows. Over the past six years, on Rakhi and Bhai Dooj, Veerangana Madhubala tied Rakhi to him and did tilak. Lok Sabha Speaker once again stood with the martyr’s family when the occasion of the marriage of martyr Hemraj and Veerangana Madhubala’s daughter came.

    Lok Sabha Speaker along with Sangod MLA and Rajasthan Energy Minister Shri Hiralal Nagar paid respect to Veerangana Madhubala at the event. According to the custom, the Speaker put a chunari on Veerangana Madhubala, while the sister did the tilak and aarti of Shri Birla. Shri Birla paid floral tributes at the statue of Shaheed Shri Hemraj Meena.

    Emotions ran high as Veerangana Madhubala, Shri Birla and all the family members present there remembered Pulwama martyr Shri Hemraj Meena. Shri Birla said that martyr Shri Meena’s supreme sacrifice and patriotism remains a source of inspiration for entire nation.

    In a significant diplomatic and scientific engagement, Minister-President of the German State of Bavaria, Markus Söder called on Dr. Jitendra Singh, Union Minister of State (Independent Charge) for Science & Technology, Earth Sciences, PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, and reiterated strong collaboration between the two nations.

    Welcoming the high-level German delegation, Dr. Jitendra Singh emphasized the long-standing Indo-German cooperation in Science, Technology and Innovation (STI), underlining the potential for bilateral cooperation in priority areas including Artificial Intelligence, Quantum Technologies, Biotechnology, Clean Energy, Electric Mobility, Cyber-Physical Systems, and Green Hydrogen.

    “India has embarked on mission-mode programs under the visionary leadership of Prime Minister Shri Narendra Modi. We seek economic and sustainable solutions through scientific and technological interventions, and Germany is a natural partner in this endeavor,” stated Dr. Jitendra Singh.

    Dr. Jitendra Singh applauded the Indo-German 2+2 collaboration model involving joint efforts between academia and industry from both countries, calling it a landmark step toward creating future-ready, innovation-driven ecosystems.“The 2+2 collaboration is a futuristic model. It brings together universities and industries from both countries to solve global challenges through innovation, co-development, and commercialization,” Dr. Jitendra Singh said.

    Dr. Jitendra Singh recalled the Golden Jubilee of Indo-German S&T Partnership celebrated last year, adding that the recent Indo-German S&T Governing Body Meeting in Germany further reinforced the commitment to deepen scientific engagement. He highlighted the shared cultural and intellectual legacy between the two nations, mentioning Max Mueller’s pioneering translation of the Upanishads and the Rigveda, which laid the foundation for Indo-European scholarly ties.

    Dr. Jitendra Singh spotlighted India’s remarkable progress in the biotech sector, boasting over 3000 startups and leading globally as the largest vaccine manufacturer. He noted the significance of the recently approved BIOe3 policy, which focuses on Energy, Economy, and Employment to drive the next wave of biotech innovation.

    Dr. Jitendra Singh outlined India’s emergence as a biotech powerhouse with over 3000 startups and the recent launch of the BIOe3 policy, aimed at driving Energy, Economy, and Employment through biotech innovation.

    The Science and Technology Minister states that India’s Space-Tech and Nuclear sectors, now open to private players, offer tremendous collaborative opportunities. He further stated that India ranks 3rd globally in startups and unicorns, making it a vibrant destination for tech partnerships.

    “India’s academic outreach to Germany continues to deepen, with over 50,000 Indian students enrolled in German universities—mostly in STEM disciplines—a number that has tripled in the last seven years”, says Dr. Singh

    Dr. Jitendra Singh called for a reciprocal increase in German students studying in India, particularly in the areas of Oriental Studies, Indian Culture, and Traditional Knowledge Systems.

    “Germany has emerged as a favoured academic destination for Indian youth. Now we hope to see more German students exploring India’s intellectual heritage and scientific capabilities,” he said.

    Dr. Jitendra Singh fondly recalled his recent visit to Berlin, observing the growing popularity of Indian cuisine and culture, with locals enthusiastically embracing Indian flavours in more than a dozen Indian food outlets.

    The German side was represented by Dr. Markus Söder, along with Dr. Philipp Ackermann, German Ambassador to India, and other senior delegates.   • MIL-OSI Asia-Pac: DPO’s Smart Hong Kong Pavilion showcases over 100 achievements in Hong Kong’s innovation and technology (with photos)

    The Innovation, Technology and Industry Bureau (ITIB) and the Hong Kong Trade Development Council (HKTDC) co-organised the third edition of the InnoEX at the Hong Kong Convention and Exhibition Centre (HKCEC) for four consecutive days starting today (April 13). The Digital Policy Office (DPO) set up a large-scale Smart Hong Kong Pavilion to showcase over 100 technology solutions, including those developed by different government departments in relation to citizens’ daily lives. Through interactive experiences and on-site demonstrations, the Pavilion demonstrates the solid achievements in advancing the development of innovation and technology (I&T) and smart city in Hong Kong brought about by the concerted efforts of the Hong Kong Special Administrative Region Government and various sectors.

    On the opening day of the Pavilion, a number of officials, including the Financial Secretary, Mr Paul Chan, and the Secretary for Innovation, Technology and Industry, Professor Sun Dong, visited the Pavilion. They were briefed by the Commissioner for Digital Policy, Mr Tony Wong, on how the DPO leads various government departments in leveraging I&T to enhance city management and operational efficiency, delivering enhanced public services to citizens. The DPO has all along worked in close collaboration with the local I&T industry to develop a variety of innovative solutions, with a view to continuously enhancing public services for the benefit of the public and businesses, jointly strengthening Hong Kong’s leading position as an international I&T hub.

    This year’s Smart Hong Kong Pavilion focuses on AI and data-driven applications, and showcases I&T solutions contributed by 20 government departments and the winning entries of international and domestic I&T competitions, including the Hong Kong ICT Awards, Asia Pacific Information and Communications Technology Alliance Awards, Maker in China SME Innovation and Entrepreneurship Global Contest – Hong Kong Chapter and Open Data Hackathon, from local innovators and students. Through the exhibition, the DPO hopes to recognise outstanding local innovations, encourage and inspire industry players to develop more innovative solutions as well as promote Hong Kong’s I&T development to local industries, exhibitors and experts from home and abroad.

    Following are highlights of the six areas of the Smart Hong Kong Pavilion:

    Smart Living: “iAM Smart”, the one-stop personalised digital services platform that provides citizens with access to over 1 100 government, public and private online services and government e-Forms; the Hong Kong Observatory’s AI-powered weather prediction models that provide reference in preparing weather forecasts and tropical cyclone forecast tracks; and the industry’s award-winning solution, a smart packaging system from the Hong Kong Productivity Council that significantly increases packaging output of Chinese medicine and reduces manpower requirements.

    Smart Mobility: Award of the Year in the Hong Kong ICT Awards 2024, a solution from the MTR Corporation Limited and the Hong Kong University of Science and Technology that adopts a digital twin calibrated with big data for railway planning and simulating service disruptions and congestion, thereby assisting the MTR to plan corresponding arrangements early to meet the travel needs of citizens.

    Smart Environment: The Agriculture, Fisheries and Conservation Department’s Shark Species Rapid DNA Identification technology that uses AI to rapidly identify the species of shark fins and more efficiently determine whether the imported shark fins are regulated; and the Electrical and Mechanical Services Department’s AI-powered Aqua-bot that is used in early detection and rapid response to invasive alien species to protect ecosystems in wetlands.

    Smart People: The Architectural Services Department’s Wall-Climbing Robot that can move flexibly on building facades and conduct building facade assessments efficiently and accurately; the Drainage Services Department’s Tumbler Inspection Ball Robot with Embodied Intelligence, honoured with a Gold Medal in the International Exhibition of Inventions Geneva 2024, that can monitor condition of pipelines through clear 360-degree panoramic videos and AI technology; as well as the Highways Department’s adoption of geospatial and AI technologies to automatically detect various road objects and create survey maps, enhancing efficiency of road construction projects.

    Smart Government: The Hong Kong Fire Services Department’s Virtual Fire Scene Incident Command Training System that allows firefighters to practice command and decision-making skills in an immersive experience; the Hong Kong Police Force’s The New Generation Scenario-based Interactive Multiplayer Simulation System that adopts multimedia broadcasting and simulated communication systems to train officers to respond to various simulated incidents; and the Hong Kong Immigration Department’s Mutual Use of QR Code between HKSAR and Macao SAR Clearance Service that fosters ease in cross-boundary mobility.

    Smart Economy: The Lands Department’s leverage of spatial data and Geographic Information System to enhance the safety, efficiency and planning of drone operations, supporting low-altitude economy development; and the award-winning solution, Hong Kong Housing Authority Project Information Management and Analytics Platform, that implements digital project management from planning to handover stages, thereby expediting decision-making process.

    The annual I&T mega event of Hong Kong, InnoEX, brings together I&T elites, enterprises and buyers from the Mainland and overseas to jointly promote I&T advancements and applications and explore global collaboration opportunities. Themed “Innovation • Automate • Elevate”, this year’s InnoEX will showcase cutting-edge technology solutions across five key areas: low-altitude economy, AI, robotics, cybersecurity and smart mobility.     Meanwhile, another major I&T highlight this April – the World Internet Conference Asia-Pacific Summit – a high-level conference in the global Internet field, will take place on April 14 and 15 at the HKCEC concurrently. Under the theme “Integration of AI and Digital Technologies Shaping the Future – Jointly Building a Community with a Shared Future in Cyberspace”, the Summit will focus on forward-looking discussions in large AI models, digital finance, and digital government and smart life, attracting around 1 000 participants from the Mainland and overseas, including representatives from governments and enterprises, international organisations, internet giants, experts and scholars to attend.

    The following is issued on behalf of the Hospital Authority:

    The Hospital Authority (HA) spokesperson today (April 13) announced that the HA will activate service demand surge special measures tomorrow (April 14) to cope with the service need and to alleviate pressure on Accident & Emergency Departments (A&Es) during the Easter holidays (April 18 to April 21). Eighteen general out-patient clinics (GOPCs) will provide public holiday services (see Table 1) in the period. Members of the public can make appointments through the telephone appointment system or the “Book GOPC” function in the “HA Go” mobile application.
     
    The HA spokesperson reminds the public to stay vigilant to personal and environmental hygiene during the holidays to avoid spreading disease. Members of the public who develop respiratory symptoms should wear masks and seek medical advice promptly. Non-emergency patients should avoid using A&E services and instead seek treatment at GOPCs, private doctors or 24-hour outpatient services at private hospitals to reduce pressure on public hospital A&Es. Members of the public can visit the Health Bureau’s (HHB) Primary Care Directory (www.pcdirectory.gov.hk). The HHB has also collated information of private hospitals, healthcare facilities, family doctors and Chinese medicine clinics that will be in operation during the Easter holidays across all 18 districts. In collaboration with the Development Bureau’s Spatial Data Office and the Lands Department, the information (including addresses, phone numbers and operation hours) of the relevant hospitals and clinics have been uploaded to the online portal (www.map.gov.hk/gm/s/hhbclinic/all?lg=en) for public reference.
     
    The HA will implement special refund arrangements in the A&Es again, starting from April 14, to provide stable patients with flexibility in choosing alternative medical institutions. Patients waiting for a doctor consultation at A&Es who choose to seek medical advice at other medical facilities can request a refund of their A&E fees directly from duty staff at the registration counter. “HA Go” members can also submit applications through the mobile application. This arrangement only applies to patients who have not yet been seen by a doctor and must be requested within 24 hours of registration. Eligible applicants will receive refunds via mailed cheque, credit card, or electronic wallet within approximately one month.
     
    Additionally, the Chinese Medicine Clinics cum Training and Research Centres (CMCTRs) located in the 18 districts will enhance their services before and after the Easter holidays, with four CMCTRs providing services during the Easter holidays (see Table 2). Patients can make appointments either by phone during service hours or through the “18 CM Clinics” mobile app (applicable to patients who have registered for 18 CMCTRs service). The public can also visit the HA Chinese Medicine website (cmk.ha.org.hk/services/notice/easter-holidays-2025) for the latest information on Chinese Medicine services.

    The 5th Candidate Open House was hosted by the Ministry of Corporate Affairs on 11th April 2025. The interns from PM Internship Scheme  reflected on their transformative journeys during the session.

    As part of the Fifth online ‘Candidate Open House’, the Ministry of Corporate Affairs brought together interns of the Prime Minister Internship Scheme to share their early experiences. The session served as a vital touchpoint for aspirants, current interns, and industry stakeholders navigating the scheme.with a overwhelming presence of 557 participants

    In the previous edition of the Open House on April 4, 2025, interns from ONGC shared compelling insights into their learning journeys, while Mr. Anil Bahuguna, Chief of Skill Development at ONGC, highlighted how the organisation is nurturing youth through core skills, soft skills, and overall personality development.

    Carrying the momentum forward on 11th April 2025, Mr. Priyo Roop Guha-HR Lead (Center of Excellence) from HDFC Bank shared how HDFC is actively partnering with the MCA’s PM Internship Scheme to shape aspiring students into job-ready professionals — grooming them with real-world exposure, guidance, and skill refinement. He also  shared that over 130 interns have joined across India under PMIS since December offering them frontline sales roles near home locations. Post-internship, many may be absorbed into full-time roles, making it a strong launchpad for banking careers.

    During the Open House, three interns—Niraj from Uttar Pradesh, Pralay from West Bengal, and Astha from Bihar—shared their inspiring journeys under the Prime Minister Internship Scheme, each reflecting a unique path of growth and transformation.

    Niraj, a history graduate, spoke about his transition into the world of finance and banking. With full support from HDFC Bank, he was relocated from Delhi to a branch closer to his hometown, allowing him to learn and contribute meaningfully. From mastering core banking services to understanding financial products, his journey has been one of remarkable professional evolution.

    Astha, a 22-year-old small-town girl from Naugachia, Bihar, dreamed of a job after graduating in commerce—but had no skills and wasn’t allowed to leave her town. Then a friend told her about the PM Internship Scheme—and it changed her life. Placed at a nearby HDFC branch, she is now confident, disciplined, handling banking products with ease, and proudly supporting her family. “I never imagined such an opportunity would come my way,” she says, now encouraging others to apply too.

    Pralay, who left a fixed-salary job to join the internship, described how his background in economics found its true purpose in the banking sector. He emphasized that this learning experience has been far more valuable than a routine job. Encouraged by the constant support of his team, he is confident that the internship will pave the way for a full-time career in the industry.

    Together, their stories exemplify how the PM Internship Scheme is not just about work experience—but about unlocking potential, building confidence, and shaping futures.

    Union Minister of Commerce & Industry, Shri PiyushGoyal addressed the CAPEXIL’s Vibrant Buildcon 2025 here today. He asked industry stakeholders to adopt best practices in sustainability, reduce import dependency, focus on clean and green construction, and work towards earthquake-resistant and modular infrastructure.

    Shri Goyal highlighted India’s growing strength in the construction ecosystem—from Global Capability Centres (GCCs) to domestic manufacturing under Make in India. He underlined the importance of key sectors such as housing, infrastructure, commercial real estate, railways, airports, highways, and energy. “Every element, from cement and electricals to security systems and automation, plays a part in this ecosystem,” he said.

    Shri Goyal said the rapid infrastructure development has happened under the leadership of the Prime Minister. “PM Modi conceptualised world-class convention centres like Bharat Mandapam and Yashobhoomi, both of which were built during the pandemic. These state-of-the-art venues have hosted global events such as the G20 Summit, BharatTex, Bharat Mobility and Startup Mahakumbh,” he pointed out.

    The Minister listed several major government initiatives, including 20 new smart industrial cities, improved tourism infrastructure across 50 destinations, and 100 new industrial plug-and-play hubs. “If we are to move from a $4 trillion economy today to a $30-35 trillion economy by 2047, every citizen must contribute to Viksit Bharat 2047,” he said.

    Commerce and Industry Minister noted that today India is breaking silos, fostering collaboration, and reimagining the future with a convergence of minds. “Vibrant Buildcon is only the beginning of the transformation of our construction ecosystem under one umbrella,” Shri Goyal said.

    Greeting the gathering on the occasion of Baisakhi, the Union Minister talked about the role of farmers during the COVID-19 pandemic. He stated that despite global disruptions, India ensured uninterrupted food distribution, month after month, under the leadership ofPrime Minister Shri Narendra Modi. “Even during the peak of the pandemic, India continued its mission of feeding the poor and bringing millions out of deprivation,” he noted.

    Drawing a connection between India’s food security and infrastructure growth, Shri Goyal said that Vibrant Buildcon exemplifies the country’s ability to support rapid urbanisation, housing for all, and logistics transformation. “This platform showcases our manufacturing and infrastructure strength, which is crucial to attract global investments and reduce logistics cost,” he added.

    In conclusion, Shri Goyalemphasised India’s potential to emerge as a global superpower. “We must aim for audacious goals, ensure our labour force receives fair wages, and innovate continuously. Let there be no doubt—India will lead the world in growth, innovation, and inclusive development,” he said.

    Union Home Minister and Minister of Cooperation Shri Amit Shah today addressed the 75th Foundation Day celebration of the Gujarati weekly ‘Chitralekha’ in Mumbai, the capital of Maharashtra. On this occasion, several distinguished dignitaries were present, including Maharashtra Chief Minister Shri Devendra Fadnavis, Union Minister of Commerce and Industry Shri Piyush Goyal, and State Deputy Chief Minister Shri Eknath Shinde among others.

    While addressing the event, Union Home Minister Shri Amit Shah said that the 75-year journey of ‘Chitralekha’ has been a mirror of Gujarati literature, society, lifestyle, and the issues faced by Gujarat and the nation. He said that in my life so far, I have changed three houses, the furniture in those houses, even the addresses — but ‘Chitralekha’ has continued to arrive faithfully at all three homes.

    Shri Amit Shah said that the way ‘Chitralekha’ has maintained its connection with the readers is rarely seen. This is possible only when there is purity of purpose than mere consideration of profit, dedication towards literature and the desire to solve the problems of the society. He said that ever since I learned to read, I have been reading ‘Chitralekha’. He shared sometimes while reading Harkishan Mehta’s novel, sometimes Tarak Mehta’s Ulta Chashma and sometimes while reading the cartoon published on the front page, I did not know when I started getting the urge to read the issues of the society and try to find their solution.

    Union Home Minister said that an awakened weekly impacts our society and life in many ways. In the English speaking era when it was difficult to keep Gujarati literature alive, Vajubhai founded ‘Chitralekha’. Today, there is a greater need than ever to fearlessly represent all the problems of the society and not only question the problem but also to give suggestions for its solution. He said that at the time of Anamat movement in Gujarat, the society was disintegrating, but at that time ‘Chitralekha’ had taken the torch in its hands to keep the society united. It is because of its fact-based efforts of 75 years that ‘Chitralekha’ has gained credibility.

    Shri Amit Shah said that literature cannot progress without the support of society. Literature is the need of society. Gujarati literature magazines have played a very important role in the development of the country. Gujarati Sahitya Parishad started a magazine named ‘Budhi Prakash’ in 1855. At that time, everyone started a front against customs with the inspiration of ‘Budhi Prakash’. In the year 1876, Nanalal started ‘Satya Vihar’ and spread amazing awareness in the society. Mahatma Gandhi started ‘Navjeevan’ in 1919 and worked to serve the bitterest truth to the people. In the year 1950, after India gained independence, ‘Chitralekha’ was launched, and since then, it has played a significant role in presenting both societal issues and literature with great precision and clarity to the people.

    Union Home Minister said that a successful effort was made to keep the society united through the novels published in ‘Chitralekha’. This inspired the youth studying Gujarati to study. He said, very few of you would have met Tarak Mehta in person. Even the saddest person in the world cannot stay without laughing if he goes to meet him. Spontaneous humor was a gift from God to him. He ran ‘Tarak Mehta Ka Ooltah Chashmah’ from the same chawl for years. Those who watch the serial would find it very beautiful, but those who have read Tarak Mehta would understand what these people have done to the Tarak Mehta series. He used to make entire Gujarat forget all its sorrows in four pages.

    Shri Amit Shah said that ‘Chitralekha’ gave many such special issues which can never be forgotten. Its Narmada Yojana special issue had shaken the whole of Gujarat. He said that no one would have given such an accurate and true presentation of the 26/11 terrorist attack on Mumbai as ‘Chitralekha’ did. It gave such a presentation that widespread awareness spread about the problem of terrorism.

    Union Home Minister said that ‘Chitralekha’ also published three special issues on the issue of Ram Mandir. He said that he has been a supporter of Ram Mandir since childhood, fought for it and even went to jail, but no one has presented it as beautifully as ‘Chitralekha’. He said that Nagin Das, Tarak Mehta and Gunwant Shah became popular from the platform of ‘Chitralekha’ and finally the President of India honoured them with the Padma Award. Hardly any magazine in the country has produced three writers honoured with the Padma Award.

    The celebrations of the 135th Dr. Ambedkar Jayanti will be organized on April 14, 2025, at the Prerna Sthal, Parliament House Lawns, New Delhi. The event to commemorate the birth anniversary of Babasaheb Dr. B.R. Ambedkar, the father of the Indian Constitution, will be organized by Dr. Ambedkar Foundation (DAF), on behalf of the Union Ministry of Social Justice and Empowerment.

    The celebrations will begin with a floral tribute ceremony to Babasaheb Ambedkar by esteemed dignitaries including President of India, Vice President, Prime Minister, Lok Sabha Speaker, other Ministers, Parliamentarians and other invited guests including scholars, students, and members of the public in the morning.

    After that, the event will be open to public up to 12:00 Noon. For the open event, the Dr. Ambedkar Foundation (DAF) will facilitate those who will be paying there respects to Babasaheb Ambedkar. Special bus services have been arranged by the DAF for the public to visit to Dr. Ambedkar National Memorial (DANM) to pay their respect to the great leader. Ambedkar was constituted and was headed by the then Prime Minister of India. This committee decided to set up Dr. Ambedkar Foundation (DAF). On March 24, 1992, Dr. Ambedkar Foundation (DAF), an autonomous body was established under the aegis of the Union Ministry of Social Justice and Empowerment, to disperse programmes and activities for furthering the visions and thoughts of Babasaheb Dr. Ambedkar on a pan-Indian scale.

    Dr. Ambedkar National Memorial (DANM)

    The Dr. Ambedkar National Memorial (DANM) is dedicated to preserving and showcasing the life, work, and contributions of Babasaheb Dr. B.R. Ambedkar, who was a renowned social reformer, orator, prolific writer, historian, jurist, anthropologist, and politician. The DANM museum houses a collection of personal belongings, photographs, letters, and documents related to Dr. Ambedkar’s life, including his education, social reform movements, and political career. There are also audio-visual exhibits to showcase his speeches and interviews.

    The activity featured exhibitions, interactive games and game booths. The Hong Kong Correctional Services Museum and the Community Education Experience Centre were open to the public today. A gallery with the theme of “Correctional Services and National Security” has been set up in the Hong Kong Correctional Services Museum to enable the public to gain a better understanding of the importance and significance of safeguarding national security as well as the CSD’s efforts and effectiveness in safeguarding national security. The Community Education Experience Centre, with the theme of “Home, Country and Corrections”, features a number of interactive games and multimedia items to promote to the public national security and the messages of safeguarding our country and home, leading a law-abiding and drug-free life, as well as supporting offender rehabilitation.
     
    National security themed booths and quiz games were also set up outside the Museum and the Centre to deepen public understanding of national security and enhance their sense of national identity in an interesting and interactive way.

    Police today (April 12) appealed to the public for information on a man who went missing in Kwai Chung.

         Wu Hoi-sing, aged 70, went missing after he left his caring home on Lei Muk Road this morning. Staff of the caring home then made a report to Police.

         He is about 1.65 metres tall, 72 kilograms in weight and of medium build. He has a square face with yellow complexion, and is bald with short black and white hair on both sides. He was last seen wearing a grey jacket, black trousers and black shoes.

         Anyone who knows the whereabouts of the missing man or may have seen him is urged to contact the Regional Missing Persons Unit of New Territories South on 3661 1173 or 5217 5562 or email to rmpu-nts-2@police.gov.hk, or contact any police station.

    It is my pleasure to welcome you all to Hong Kong’s Business of Innovation and Technology (BIT) Week. As Margaret eloquently highlighted, this week features a dynamic series of exhibitions, dialogues, summits and festivals – each designed to spark collaboration, inspire innovation and seek to map the future of the digital economy.

    Union Home Minister and Minister of Cooperation Shri Amit Shah today addressed a program held at Raigad Fort in Raigad, Maharashtra, on the occasion of the 345th death anniversary of Chhatrapati Shivaji Maharaj. On this occasion, many dignitaries were present, including Maharashtra Chief Minister Shri Devendra Fadnavis, Deputy Chief Ministers Shri Eknath Shinde and Shri Ajit Pawar, and Union Minister of State for Cooperation Shri Murlidhar Mohol.

    Addressing the program, Union Home Minister Shri Amit Shah said that it is a matter of great fortune to visit the historic Raigad Fort, where the golden throne of Hindavi Swaraj was established. He said that Chhatrapati Shivaji Maharaj ignited an immortal spirit across every corner of India and willingness to sacrifice one’s life for one’s religion, language, and Swaraj. Soon, the region of Maharashtra, which was surrounded by the Adilshahi, Mughal, and Nizamshahi powers, transformed into Hindavi Swaraj. In just a few years, the dream of Swaraj began to be realized from Attock to Cuttack, and across the country from Bengal to Tamil Nadu in the south.

    Union Home Minister Shri Amit Shah said that when Shivaji Maharaj was born, the people of the country were engulfed in deep darkness. The environment was such that even imagining the idea of Swaraj seemed impossible. Within just a hundred years after the fall of Devagiri, the decline of Maharashtra and the entire southern region had taken place, and gradually, speaking of one’s own religion and self-rule came to be seen as a crime.

    But in such times, a 12-year-old boy, inspired by his mother Rajmata Jijabai, took a vow to once again raise the saffron flag from the Sindhu River to Kanyakumari. Shri Shah said that he has read the biographies of many great leaders from around the world, but such unshakable willpower, indomitable courage, unimaginable strategy, and the ability to unite every section of society to build an invincible army — no one did it like Chhatrapati Shivaji Maharaj.

    Shri Amit Shah said that Chhatrapati Shivaji Maharaj neither had fortune on his side, nor a powerful legacy, nor wealth or a large army. Yet, at a very young age, through his unbreakable courage and firm resolve, he inspired the entire nation with the mantra of Swaraj. In no time, he played a pivotal role in shattering the Mughal Empire, which had ruled for over 200 years.

    When Shivaji Maharaj’s forces reached Attock, Bengal, Cuttack, and Tamil Nadu, then people across the land began to believe once again — that the nation, its religion, languages, and culture had been saved.

    Union Home Minister said that the vision of making India the best in the world in every field was first laid down by Shivaji Maharaj. He added that today, 75 years after India’s independence, we stand tall before the world with pride, and we resolve that when India completes 100 years of independence, the country will achieve the number one position globally in every domain.

    Shri Amit Shah said that Rajmata Jijabai not only gave birth to Chhatrapati Shivaji Maharaj but also inspired him to revive Swaraj, Swadharma, and Swabhasha. When Shivaji was still very young, it was Jijabai who instilled in him the idea of liberating the entire country and becoming the founder of a Hindavi Empire.

    Shri Shah stated that Rajmata Jijabai imparted values and virtues to the young Shivaji, and Shivaji turned those values into a mighty banyan tree. He further said that after Shivaji, Sambhaji Maharaj, Maharani Tarabai, Santaji, and Tanaji continued to fight against the Mughal emperor Aurangzeb until his death. As a result, the man who called himself “Alamgir” (conqueror of the world) was ultimately defeated in Maharashtra, and his tomb remains here as a testament to that.

    Shri Shah emphasized that it is our duty to ensure every child in India learns about Shivaji’s life and legacy. He said that Shivaji Maharaj should not be limited to Maharashtra — the entire country, and even the world, can draw inspiration from him.

    Union Home Minister said that Swadharma, Swaraj, and Swabhasha are deeply connected to the self-respect of human life. Shivaji Maharaj brought these three core values of self-respect before the nation and the world. He did this at a time when invaders had crushed and defeated us, and a mentality of slavery got rooted in society. But Shivaji Maharaj broke this mindset of subjugation and re-established the Hindavi Empire, reigniting a spirit of pride, resistance, and independence among the people.

    Shri Amit Shah said that the entire history of Shivaji Maharaj — from his birth to his last breath — is tied to this sacred land of Raigad. He also remembered the great freedom fighter Bal Gangadhar Tilak, who envisioned this sacred place as “Shiv Smriti”.

    Shri Shah stated that the British deliberately tried to destroy Raigad Fort, as it was a powerful symbol of Swaraj. Tilak Maharaj recognized this significance and, through his famous slogan “Swaraj is my birthright”, re-established the commitment to Shivaji Maharaj’s vision of Swaraj.

    He added that Tilak Maharaj began the movement to preserve this memorial, although the work couldn’t be completed during his lifetime. However, even during British rule, this site became a symbol — from Shiv Jayanti to Swaraj, marking the beginning of India’s freedom struggle.

    Shri Shah said that the Maharashtra government is now continuing the noble work initiated by Tilak Maharaj to honor and preserve this legacy.

    Union Home Minister said that the Central and Maharashtra governments are committed to transforming the Raigad memorial into not just a tourist destination, but a source of inspiration for the youth of the country by providing it with various modern facilities. He appealed to the Chief Minister of Maharashtra to ensure that every student from classes 7 to 12 visits this sacred site at least once, so they can connect with the legacy and ideals of Chhatrapati Shivaji Maharaj.

    Shri Amit Shah said that Chhatrapati Shivaji Maharaj established numerous principles in the field of administration. His concept of the Ashta Pradhan Mandal (Council of Eight Ministers) has been adopted today in the form of the Cabinet, and the Cabinet is essentially a broader version of the Ashta Pradhan Mandal.

    He also mentioned that Shivaji Maharaj established several principles for justice which was implemented by those in power. Through his actions, Shivaji Maharaj set an example of good governance (Sushasan).

    Union Home Minister said that Shivaji Maharaj’s final message was that the struggle for Swaraj, respect for Swadharma, and the immortality of Swabhasha should never stop. Shri Shah added that under the leadership of Prime Minister Shri Narendra Modi, this struggle is moving forward with pride today. PM Modi has worked to give India a glorious place on the global stage.

    He further stated that Shivaji Maharaj envisioned the restoration of Kashi Vishwanath Temple, the access to all Jyotirlingas, and the revival of the Ram Janmabhoomi. These tasks have been fulfilled during PM Modi’s tenure. The Kashi Vishwanath Temple, which had been destroyed by Aurangzeb, was revitalized through the Kashi Vishwanath Corridor under Prime Minister Shri Narendra Modi rule.

    Shri Shah said that the whole country is committed to completing the remaining tasks to fully realize the message of Shivaji Maharaj. Shri Amit Shah said that Chhatrapati Shivaji Maharaj represents determination, dedication, sacrifice, bravery, self-respect, and the immortal spirit of Swaraj. He mentioned that the Maharashtra government has launched a campaign to bring Chhatrapati Shivaji Maharaj’s legacy to every household.

    He further highlighted that Prime Minister Shri Narendra Modi, by making Shivaji Maharaj’s Royal Seal the symbol of our Navy, has declared to the world that our country and our Swaraj are fully secured.

    Shri Shah also noted that Prime Minister Modi and the Maharashtra government are working towards having 12 historic forts recognized as UNESCO World Heritage Sites.

    In support of National Security Education Day, the Civil Aid Service (CAS) held the National Security Education Day and Civil Aid Service Headquarters Open Day at its headquarters today (April 12) to raise public awareness of national security and showcase CAS achievements.

    The Permanent Secretary for Security, Mr Patrick Li, officiated at the kick-off ceremony of the open day. In his speech, Mr Li said that April 15 this year marks the 10th National Security Education Day. He said the Hong Kong Special Administrative Region Government not only promotes national security in a broader and deeper manner but also strengthens citizens’ awareness and sense of responsibility in upholding national security. He said that society should shoulder the responsibility of safeguarding national security, making every citizen a guardian of it.
     
         He expressed his gratitude to the CAS for its contributions to social security. He said the CAS spares no effort in disaster rescue, public order, public safety promotion and national security education, and its achievements are evident to all.
     
         The Chief Staff Officer of the CAS, Mr Leung Kwun-hong, said the CAS had organised visits by Cadet Corps to various cities on the Mainland and exchanges with local youths to understand the importance of national security and the latest developments on the Mainland. He said over 200 cadets participated in five exchange visits in Mainland China and Macao during the summer holiday last year. Mr Leung noted that during each tour, the cadets realised they share the same mission and responsibility as the Chinese people, fostering a sense of identity that will unite them.

    Over 3 000 visitors joined the open day, which featured an exciting programme of activities, adding to the lively atmosphere.

    Apart from viewing the national security exhibition and a display of award-winning entries from the Love for China Chinese essay competition, visitors also enjoyed the emergency and mountain search-and-rescue demonstration, foot drill performance, music performance, and a bicycle show by CAS members. In addition, the Deputy Commissioner (Development and Youth) of the CAS, Dr Wong Kong-tin gave talk to explain the importance of national security for Hong Kong’s prosperity and stability.

    The CAS will continue to uphold the principle of “one country, two systems” and safeguard national security while adhering to the spirit of “Serving the Community with Passion, Courage and Commitment” to build a better home for Hong Kong people.

    As part of its commitment to positive ageing the City of Greater Bendigo is offering a free sustainable weaving workshop for people aged 55 plus from 10am to 12pm on Thursday May 8, at the Samuel Gadd Centre at the Bendigo Botanic Gardens, White Hills.

    City of Greater Bendigo Community Partnerships Acting Manager Jo Connellan said the workshop will be presented by Yorta Yorta woman and celebrated artist Janet Bromley.

    “This is a hands-on workshop and participants will enjoy a morning of sustainable weaving with Janet who will guide them through the steps to create a small woven wall hanging using recycled textiles, household objects and found natural materials,” Ms Connellan said.

    “Janet will also share her First Nations cultural insights while exploring the connection between tradition and sustainability.

    “If you love crafting, care about the environment, or just want to try something new, this workshop is for you.”

    £121 million boost for quantum technology set to tackle fraud, prevent money laundering and drive growth

    The UK government is investing £121 million in quantum technology to tackle crime, fraud, and money laundering, while reinforcing its global leadership in the field and driving economic savings.

    • A new £121 million investment in quantum, a novel technology with huge potential, will bolster the UK’s world-leading research programmes.
    • Developing and rolling out quantum will bring a range of benefits to working people, including improved healthcare systems and boosted energy efficiency in the grid.
    • Areas such as crimefighting, tackling fraud and preventing money laundering will also benefit, putting more money in working people’s pockets and driving economic growth.
    • Investment will see more opportunities to create the next generation of quantum researchers through talent and skills schemes, supporting the government’s Plan for Change.

    Cutting-edge quantum technology is being put to work to deliver the government’s Plan for Change, with a new £121 million investment to help tackle challenges including crimefighting, spotting the first signs of fraud and halting money laundering which could save billions for the economy.

    To coincide with World Quantum Day (Monday 14 April), the funding is being made available over the next year to expand the use of the technology, which uses the properties of the universe’s smallest particles to build ultra-powerful computers and sensors. This will further secure the UK’s position as a world-leader in quantum as part of the government’s long-term commitment to the sector.

    Today’s investment is also giving the next generation of researchers to the opportunity to bring their ideas for health, cybersecurity and beyond to life. Their innovations, like quantum technologies for tackling fraud, could birth thousands of jobs and the businesses of tomorrow – supporting the Government’s economic mission and the Plan for Change.

    This is the latest part of the UK’s National Quantum Technologies Programme: which sets out the long-term effort to back early-stage research, and support getting quantum technologies out of the lab and onto the marketplace. It sets the UK on the pathway to deliver its ambitious National Quantum Missions – our plan to make this tech deliver for the private and public sectors. 

    Secretary of State for Science and Technology, Peter Kyle said:  

    Quantum – manipulating the universe at its smallest scale – has the potential to save millions for our economy, create thousands of jobs and improve businesses across the country – stopping fraudsters in their tracks, protecting our bank accounts and more.

    Backing our world-class quantum researchers and businesses is an important part of our Plan for Change.  

    The UK is home to the second largest community of quantum businesses in the world and this investment means they can go further paving the way for new quantum tools and products that make our lives easier, fuel growth, and help us tackle the great challenges of our era.

    Examples of use

    The technology is already being harnessed, by using quantum computing’s unique ability to analyse complex data and detect subtle patterns, to tackle fraud, one of the biggest challenges facing society, which currently costs the economy £2.6 billion each year.  

    Quantum specialists at HSBC bank have been working with government backed partners like the National Quantum Computing Centre (NQCC)to find ways quantum can be used to identify the indicators of anti-money laundering. The support for the NQCC and other cutting edge facilities across the UK, that we are announcing today, is making this research possible.

    This project is proof that, with strong support from the government, researchers can harness quantum technologies to benefit working people, nationwide – in this case, protecting their bank accounts from would-be fraudsters and sparing them the lost time and heartache this crime can cause.

    The UK quantum sector is world-leading and home to the second largest community of quantum companies globally, behind only the US.This investment is the latest drive to deliver the government’s goal to unleash economic growth across the country as part of the Plan for Change, by leveraging the potential for breakthrough technologies like quantum to deliver new products, create new businesses, and support high-skill jobs. It builds on commitments such as the AI Opportunities Action Plan, which will also benefit the UK’s quantum innovators.

    Notes to editors: 

    Full breakdown of today’s investment:

    • £46.1 million through Innovate UK to accelerate the deployment of quantum technology across a range of sectors, including computing, networking, PNT (position, navigation and timing) and sensing.  

    • £21.1 million to further the work of the National Quantum Computing Centre, including their testbed programme with Innovate UK, with support from the Quantum Software Lab to accelerate the discovery of more ways that quantum can overhaul how we work and solve problems.  

    • £10.9 million for the National Physical Laboratory’s (NPL) quantum measurement programme to encourage more businesses to make full use of the technology 

    We’re also backing the next generation of leaders in quantum research to maintain the UK’s position as a pioneering nation in quantum technologies with:  

    £24.6 million in funding from EPSRC for the five research hubs announced last year, including a £3 million investment into training and skills programmes.  

    • £15.1 million being awarded to 11 Quantum Technology Career Acceleration Fellowships, by UKRI EPSRC, to find more real-world applications for quantum, from drug discovery to disease diagnostics  

    • £4.3 million from Science and Technology Facilities Council to back early- career researchers and Quantum- enabled apprenticeships. 

    Today’s announcement includes a round up of earlier investments from ESPRC and Innovate UK, including support for the five research hubs and the Quantum Missions Pilot competition, bringing the total commitment from the UK Government over the next 12 months to £121 million.  

    This announcement comes as the government marks World Quantum Day, an international initiative promoting awareness of the vast capabilities of quantum science and technology. 53 countries are hosting events, from research programmes to conferences.

  • MIL-Evening Report: Post-election tax reform is the key to reversing Australia’s growing wealth divide

    Federal elections always offer the opportunity for a reset. Whoever wins the May 3 election should consider a much needed revamp of the tax system, which is no longer fit for purpose.

    The biggest challenge that should be addressed through tax reform is the level of inequality in Australian society.

    The five-yearly Intergenerational Reports lay bare the intergenerational squeeze. The future burden of supporting the ageing population will increasingly fall on younger Australians who generally don’t enjoy the same financial wellbeing of previous generations.

    But there is also rising inequality within generations. Not all younger Australians can rely on inherited wealth, including the bank of mum and dad. And superannuation balances at retirement vary wildly, given they are tied to work history.

    Proper systemic tax reform would play a crucial role building a fairer society.

    Reform freeze

    But to define what is meant by tax reform, we need to think about some of the big picture concerns that affect our economy.

    Arguably we have not successfully pursued a tax reform agenda since the introduction of the GST in 2000. Various governments have changed the tax rates, but that doesn’t constitute genuine reform.

    The Henry Review, commissioned by the Rudd government, set out the long-term horizon for reform – including resource taxes and road user charges for the transition to a net-zero economy. However, the Henry blueprint has not been adopted by any succeeding government.

    Politicians like to boast of “reform agendas”. Despite the political rhetoric, the tax system has not yet adapted to the 21st century.

    Wealth inequality

    The biggest gap in our tax base relates to the concessional taxation of wealth and assets, which is an area ripe for reform.

    According to the Treasury, the top six revenue losers all relate to superannuation, capital gains and negative gearing. In 2024–25, the estimated revenue foregone for these concessions are:

    • $29 billion for the concessional taxation of employer superannuation contributions

    • $27 billion for the main residence Capital Gains Tax exemption (discount component)

    • $26 billion for rental deductions (this is partly offset by rental income)

    • $24.5 billion for main residence Capital Gains Tax exemption

    • $22.73 billion for CGT discount for individuals and trusts

    • $22.2 billion for the concessional taxation of superannuation earnings

    The distributional analysis for superannuation and the Capital Gains Tax discount shows the greatest benefit goes to older taxpayers in the higher earnings brackets. So wealth inequality is perpetuated.

    Addressing these overgenerous concessions to broaden the tax base should be the starting point for any meaningful reform in this country.

    Taking another look at death duties, which were abolished from the late 1970s, should also be considered.

    Death duties were applied to assets transferred to beneficiaries on death. If they were reimposed with a starting threshold set at an appropriate level, they would limit the intergenerational transfer of wealth, which is generating much of the inequity.

    Wealth creation tools

    The Capital Gains Tax discount was introduced following the 1999 Ralph Review to direct productive capital into Australian businesses.

    The 50% discount sparked the boom in residential investment, which combined with negative gearing, has supercharged the inefficiencies in our housing market.

    Superannuation is another wealth-creation tool. Again, the design of superannuation, whereby tax was paid at 15% on the three stages of contributions – investment, earnings and withdrawal – was subverted in search of simplicity in 2007 when the Howard government exempted superannuation withdrawals from tax.

    Case study

    By comparison, the age pension is taxable, if the recipient earns other income. So too are earnings from work allowed under Centrelink rules. This not only allows estate planning advantages, but creates an unfair outcome for retirees who have not had the opportunity to accumulate substantial balances.

    Consider the cases of “Jean” and “Kim”, who are both single homeowners aged 68.

    Jean has no financial assets and receives the full pension of $1,194 per fortnight plus $512 per fortnight from part-time work. She has a taxable income of $43,816 per annum and, after tax offsets, pays $2,595 in tax including $209.70 medicare levy.

    Kim has a superannuation balance of $880,000 and draws a super pension of $44,000. Kim is not eligible for the pension, but pays no tax and no medicare levy.

    Is our tax system really delivering a fair go for all Australians?

    Tax relief is not reform

    Ahead of election day, both the government and opposition are promising tax handouts. Labor is offering top-up tax cuts starting July 1 2026. The coalition says it will temporarily halve the fuel excise.

    But meaningful reform will not be achieved by politicians trading off various interest groups to win votes.

    Nor do we need yet another review: many of the solutions to Australia’s tax problem were identified by the Henry Review 15 years ago.

    And we must avoid cherry-picking incentives that lead to perverse outcomes. For example, cutting fuel excise will slow down the transition to a net zero economy.

    Consensus needed

    Whoever forms government after the election could build a coalition of business and community sector leaders to seek consensus and pursue holistic reform. The focus must be on addressing the inequality that is emerging as a challenge to the economy and our way of life.

    As Ken Henry recently stated, successive governments have fuelled inequality by failing to do three things

    one, manage financial risks arising from the erosion of the tax base; two, maintain the integrity of the tax system; and three, have regard to intergenerational equity.

    Without significant tax reform, Australia’s wealth divide will continue to deepen with young people and future generations left to suffer the brunt.

  • MIL-Evening Report: Strongmen, Daggy Dads and State Daddies: how different styles of political masculinity play into Australian elections

    Australian politics has historically been a male domain with an overwhelmingly masculine culture. Manhood and a certain kind of masculinity are still considered integral to a leader’s political legitimacy.

    Yet leadership masculinity changes along party lines. We are now halfway through the election campaign and can already see differences in the masculine performances of Prime Minister Anthony Albanese and Opposition Leader Peter Dutton.

    State Daddy versus Strongman Tough Cop

    In a recent open-access study, I identified the emergence of two Australian political masculinities during the COVID-19 pandemic.

    First, the traditional “Daggy Dad” of former Liberal prime minister Scott Morrison, centred around the nuclear family and paternalistic protection.

    Second, the “State Daddy”, embodied by Labor leaders such as Albanese, who perform a more compassionate masculinity focused on social provision. In the 2022 election, Albanese effectively used his caring masculinity against Morrison’s faltering protective paternalism, highlighting many of Morrison’s weaknesses and especially his unpopularity with women.

    The 2025 election is shaping up to be another “gender election”, this time between the State Daddy and the Strongman Tough Cop.

    Albanese and Dutton’s adoption of certain masculine identities reveals not only how they want to be perceived but also how they envision the electorate, the nation, and its defining values.

    Dutton is a “tough-nut” conservative who portrays himself as a “strongman” protector. His leadership masculinity combines that of several other Liberal leaders, notably John Howard. But his conservatism is more reactionary, focusing less on economics and more on stoking culture wars.

    Like Tony Abbott, he is a pugilistic opposition leader who promises to keep Australians safe while reinforcing fear and uncertainty. Following Morrison’s lead, Dutton also targets outer-suburban electorates that traditionally vote Labor.

    His plan is to tap into voters’ anxiety and offer his “strongman” masculinity as its antidote. Since becoming leader, Dutton has frequently attempted to emasculate Albanese, labelling him “weak”, “woke”, and too preoccupied with “elite” issues, such as the Voice Referendum, to tackle the cost-of-living crisis.

    Dutton positions himself as the traditional masculine protector of the nation. The mobilisation of fear of a threat, real or imagined, is core to this identity. Dutton vows to protect Australians by being tough on crime, immigration and “wokeness”.

    Yet his strongman persona and conservative policies do not resonate with women, who fear he will follow Trump’s lead on gutting Diversity, Equity and Inclusion (DEI) initiatives or cuts to the public service and rights to work from home.

    The strongman protective persona is aimed at men in the outer suburbs, especially those at risk of voting Labor.

    In contrast, Albanese’s State Daddy masculinity targets women over men and seeks to inspire hope, care, and a collective response. The focus is on issues of equality, embodying a caring masculinity to rival traditional conservative masculine identities.

    Physical attractiveness is integral to the State Daddy image. For example, before the 2022 election, Albanese underwent what is colloquially termed a “glow up”.

    Seeking to appeal to the female gaze, he gave an “at home” interview for The Australian Women’s Weekly. These images are a useful tool for State Daddies for two reasons. First, to physically differentiate them from the dishevelled look preferred by conservative political leaders, such as Morrison, Boris Johnson or Donald Trump. Second, to visually signal their commitment to women voters.

    Both the Daggy Dad and Strongman Tough Cop often fall short. They claim to provide financial and physical protection to citizens, but only in exchange for subordination to their masculine authority. These limitations are often exposed when it’s necessary to protect citizens during crises such as, in Morrison’s case, bushfires, flood or plague. This protector masculinity fundamentally fails to recognise citizens’ needs and exposes the empty rhetoric at the core of protectionism.

    Who can we see at the 2025 election?

    Albanese is a far less popular leader than he was in 2022, for many reasons. However, the ALP are again campaigning on boosting the care economy, with major commitments to health care, aged care, and childcare. These are primarily women-dominated industries that Dutton, like Morrison before him, has repeatedly failed to support and engage.

    In contrast, Dutton was forced into an embarrassing back-down on a promise to end work-from-home arrangements for public servants, 57% of whom are women.

    Distracting from the Coalition’s long-standing “women problem”— which in part cost them the 2022 election — Dutton has been implying that Albanese’s “wokeness” has left men behind.

    Taking a page from the Trump playbook, Dutton has appeared on podcasts targeting mainly male audiences. On one appearance, he made a pitch to young male voters, noting: “Young males feel disenfranchised [and] ostracised”. He sympathised with the “anti-woke revolution” and argued that young men are “fed up” with “woke” practices.

    Albanese, meanwhile, has appeared on podcasts targeting mainly women audiences, including Abbie Chatfield’s “It’s A Lot” or Cheek Media’s podcast. He spoke about Labor’s policies supporting women’s health in areas including endometriosis care, contraceptives and menopause.

    It’s clear that both leaders are targeting very different parts of the voter bloc, in policy platforms and social media strategies.

  • MIL-OSI Global: U.S. tariffs are about to trigger the greatest trade diversion the world has ever seen

    United States President Donald Trump’s tariffs have shaken the global trading system. Canadians have rightly been preoccupied by the tariff’s devastating impact on U.S.-Canada relations, but the wider ripple effects could prove just as damaging.

    The tariffs have redirected billions of dollars in exports originally bound for the U.S., which are now poised to flood global markets — including Canada’s. This will trigger a historic trade diversion that will put even the most free trade-minded nations to the test.

    Around 15 per cent of global imports went to the U.S. in 2024. The country has long been the world’s biggest consumer market, in part, due to its low average tariffs of just 3.3 per cent.

    These days are now over. On April 2, the U.S. increased its average tariff rate seven-fold to a staggering 22 per cent — by far the highest among countries with a major economy.

    Even though the U.S.’s “reciprocal” tariffs have since been suspended for all countries except China and Trump has now exempted smartphones, computers and microchips, a 10 per cent baseline rate and several sectoral duties remain in place.

    Together, they form a tariff wall around the U.S. unlike anything seen in generations.

    The Great Trade Diversion

    Much of the trade disruption stems from China. In 2024, China exported US$438.9 billion worth of goods to the U.S. Millions of parcels, sent via e-commerce platforms like Shein, entered the U.S. duty-free because they fell below the US$800 “de minimis” threshold.

    On April 2, Trump eliminated this exemption for low-value Chinese exports and imposed a reciprocal tariff on all Chinese imports of 34 per cent.

    This rate was increased further after China vowed to retaliate on April 4, and is now stacked on top of a 20 per cent fentanyl-related tariff. The result is an effective tariff rate exceeding 100 per cent, making it prohibitively costly for China to export to the U.S.

    Last time U.S.-China trade tensions escalated, China rerouted many of its exports through Southeast Asia. This time, however, Southeast Asian countries were hit hard, too.

    Vietnam, a major destination of Chinese export-oriented foreign investment, exported US$137 billion in goods to the U.S. in 2024. While the 46 per cent reciprocal tariff against Vietnam has since been suspended, the U.S. is unlikely to tolerate such circumvention this time around.

    The U.S. has also imposed a 25 per cent tariff on all imported automobiles. South Korea, Japan and Germany all export cars to the U.S. market. While some of these exports may continue as tariff costs are absorbed or passed on to customers, others will divert their vehicles to alternative markets.

    All told, billions of dollars in trade are being rerouted, with a tidal wave of diverted goods now headed for markets around the world.

    A repeat of the Great Depression

    The world has been here before. In the 1930s, the U.S. enacted the Smoot-Hawley Tariff Act, which raised tariffs on thousands of imported goods in an effort to shield American industries during the Great Depression. The result was a rapid contraction of global trade.

    What ultimately tipped the world over the edge wasn’t direct retaliation against the U.S. Instead, global trade collapsed as U.S. trading partners turned on each other. Faced with a flood of diverted goods, they rushed to protect their own manufacturing by enacting trade restrictions of their own.

    Similarly, today, we face a similar risk. The greater concern is not Trump’s tariffs themselves or even the retaliation they provoke, but rather the resulting trade diversion and wave of protectionism it can trigger.

    Old fears, new pressures

    In some respects, the world may be in a more precarious position today than it was in the early 1930s.

    For close to a decade, western policymakers, including G7 members, have sounded alarm bells over “Chinese overcapacity.” China consumes too little at home and exports too much abroad, often using unfair non-market practices such as covert subsidization to undercut local prices.

    Fears of deindustrialization have already led some governments to put new trade barriers in place. Canada, for example, placed a 100 per cent tariff on Chinese-made electric vehicles to protect its own nascent industry in 2024. A flood of diverted Chinese imports will only heighten these pre-existing concerns.

    At the same time, global trade rules meant to safeguard against protectionism have become brittle. The U.S. has blocked the appointment of judges to the World Trade Organization’s highest court, which is tasked with enforcing trade rules.

    The resulting impunity has emboldened countries beyond the U.S. to openly flout WTO rules. Indonesia, for example, continues to maintain a WTO-inconsistent export ban on nickel. Canada’s electric vehicle tariff will likely be judged illegal under trade rules as well.

    Global trade system at a crossroads

    The Great Trade Diversion is set to put an already strained system to the test. There is still time for countries to reaffirm their commitment to international trade rules. Those same rules also allow countries to temporarily restrict trade when faced with a flood of imports.

    The Canadian government can proactively identify sectors at risk of disruption and call on the Canada Border Services Agency to self-initiate investigations into vulnerable sectors to swiftly clear the procedural hurdles for imposing temporary import restrictions.

    If countries stick to these rules, the global trading system can weather the storm. Just as possible, though, is a slide toward protectionism. Faced with a deluge of goods coming from China, the temptation to erect illegal trade barriers like the U.S. already has will be high.

    The global economy stands at a crossroads: one path leads to a reassertion of international co-operation and global rules; the other to a cascade of protectionist measures and a weakening of the very system that has enabled decades of economic growth and stability.

  • MIL-OSI Global: Vladimir Guerrero Jr.’s record-breaking contract with the Toronto Blue Jays is a win-win deal for both sides

    After missing out on the Shohei Ohtani and Juan Soto sweepstakes in 2023 and 2024, the Toronto Blue Jays and first baseman Vladimir Guerrero Jr. have reportedly agreed to a record-breaking 14-year US$500 million extension to his contract with the team.

    The deal will likely prove to be a win-win for both sides.

    For the Blue Jays, the win, as articulated by current Blue Jays pitcher Max Scherzer, means “you just solidified your organization, and you know who’s playing first for the next 14 years.”

    One of Guerrero Jr.’s wins (that doesn’t include a dollar sign), according to teammate Bo Bichette, is that he gets to remain at a team he wants to keep playing for.

    In terms of lessons learned, this contract offers future sport managers and negotiators from across disciplines several reminders to reflect on and incorporate into future deals.

    Dealing with time pressures

    Time pressure arises in auctions or negotiations when people feel like they are running out of time.

    It can lead to people making unwise decisions, such as the winner’s curse, where someone ends up overpaying for something because they overestimated its value. However, in negotiations, there are real time pressures and imagined time pressures, and recognizing each is important.

    For example, we can imagine an alternate universe in which the Blue Jays accepted and then acted upon Guerrero Jr.’s Feb. 18 deadline to negotiate a contract extension.

    In that universe, there’s no win-win potential. Instead, negotiations between the Blue Jays and Guerrero Jr. end and the conversation turns to possible trading partners and timelines to secure the greatest possible return.

    The Blue Jays recognized Guerrero Jr.’s Feb. 18 deadline represented an imagined rather than a real time pressure. Faced with an imagined time pressure, the Blue Jays executed a clever act of negotiation jiu-jitsu.

    Over a month after Guerrero Jr.’s Feb. 18 deadline had passed, Blue Jays President Mark Shapiro said: “I think we’re going to sign him. I think we’re going to extend him. The reason I feel that way is because we have such a clear alignment on the desired outcome.”

    Whereas other, perhaps less experienced negotiators may have been tempted to meet Guerrero Jr.’s demands with reciprocal force, for example, by issuing their own counter-ultimatum (as in: take it or leave it!), Shapiro simply ignored the demand and reinforced the team’s desire to make Guerrero Jr. a Blue Jay for life.

    Even experienced negotiators can fall into repetitive action-reaction cycles in which every demand, ask and ultimatum is met with equal or increased resistance from the other side. Of course, in every negotiation, either side will have to stand up for their interests and push back at times. But sometimes it can be more useful to simply step aside than it is to push back.

    Time value of money

    There were also financial issues that had to be resolved via negotiation. Notable, as well, is the time-value-of-money concept that entered into the sport lexicon with hitter Shohei Ohtani’s uniquely structured contract with the Los Angeles Dodgers (US$700 million over 10 years with US$680 million deferred until 2034). This may have been a major factor for Guerrero Jr. too.

    To understand how the time-value-of-money concept can impact negotiations, it may be helpful to reflect on how far $50 used to go 10 years ago and far it does today. Just as $50 in 2015 was more valuable then than it is today, the same will be true for hundreds of millions of dollars.

    Much has been made of Guerrero Jr.’s reported contact and its compensation structure that, similar to outfielder Juan Soto’s deal with the New York Mets, does not include such team/ownership-friendly deferrals.

    Ohtani may be more comfortable and uniquely positioned, by virtue of his lucrative off-the-field endorsements in North America and Japan, to defer a large chunk of his US$700 million deal with the LA Dodgers. However, the message from Soto and Guerrero Jr.’s camps seems to have been: show me the present value.

    What is interesting from a negotiation standpoint and worth reflecting on here and for the future is how showing Guerrero Jr. the present-value-of-money facilitated the deal.

    Despite challenges to securing a long-term win-win, that included an arbitration hearing in February 2024, the application of time pressure by Guerrero Jr. a year later and a reported deadlock over $50 million in the late stages of the negotiation, the Blue Jays and Guerrero Jr. can now each claim victory. It’s a classic win-win.
