    Senior World Food Programme (WFP) official in Sudan Shaun Hughes said, “By any metric, this is the world’s largest humanitarian crisis in terms of displacement,” adding that “four out of every five people displaced are women and children.”

    Hughes briefed reporters remotely from Nairobi today (10 Apr) on the situation in Sudan.

    He said, “12.7 million people have been forcibly displaced from their homes. Over eight million people displaced internally, and four million across borders arriving to countries that are already facing high levels of hunger and humanitarian needs.”

    In terms of hunger, the WFP official said, “this is the only place in the world where famine is currently confirmed, and only the third famine to be classified this century.”

    Hughes continued, “The scale of what is unfolding in Sudan threatens to dwarf much of what we’ve seen over previous decades. In the Zamzam camp alone, which has been under siege for several months. There are over 400,000 people.”

    The Regional Emergency Coordinator added, “Across the country, nearly 25 million people, or half the population, face extreme hunger. Nearly five million children and mothers are acutely malnourished.”

    “This is a man-made crisis, man-made because it is driven by conflict, not by drought or floods or earthquakes, and man-made because of the obstruction of access to humanitarian assistance by parties to the conflict,” the WFP official stressed.

    Hughes highlighted that WFP’s goal is to scale up to reach seven million people by mid-year, “focusing primarily on those 27 areas that are classified as in famine or risk of famine.”

    He continued, “we need to be able to quickly move humanitarian assistance to where it is needed, including through frontlines, across borders, within contested areas, and without lengthy bureaucratic processes.”

    “We need to re-establish offices and staff presence across all areas of the country, including the Darfur and Kordofan states, so that we can be close to the people we serve and monitor assistance and the situation as it unfolds. We need to be able to obtain visas for staff and custom clearances for goods and equipment,” the WFP official added.

    He stressed that humanitarian agencies alone don’t have the influence to negotiate this, “it requires the world to pay attention and coherent and tenacious engagement from the international community, particularly countries that have influence on those waging war.”

    For the next six months in Sudan, in order to reach the objective of assisting seven million people, WFP has an 80 percent funding gap amounting to $650 million and another $150 million shortfall to take care of people that are fleeing across borders into Chad, into South Sudan, into the Central African Republic and elsewhere.

    “Without funding, we’re faced with the choice to either cut the number of people receiving assistance, or to cut the amount of assistance that people receive,” Hughes said.

    He explained that the cut is already happening. “This month, we’ve reduced rations in famine areas to 70 percent of what people need, and in areas that are at risk of famine to 50 percent. The funding we need is not only for food assistance, but also for the joint services that we provide to the broader humanitarian response, including humanitarian air services and logistics services,” Hughes said.

    Asked about the funding gap, the WFP official said, “none can be attributed to the broader cuts in US foreign assistance. Fortunately, all allocations that the US government has made to Sudan remain effective, for which we are grateful.”

    “I think more broadly that the outlook globally for funding of humanitarian assistance is quite disastrous due to a number of changes in the approach by donors,” he concluded.

  • MIL-OSI USA: As LA Fire cleanup advances ahead of schedule, deadline nears for debris removal

    What you need to know: There are just four days left for homeowners and businesses to apply for debris removal assistance.

    LOS ANGELES – As nearly 500 crews of expert heavy equipment operators work around the clock to rapidly clear ash, soot, and fire debris from structures damaged by the Eaton and Palisades fires, there are now just a few days left for businesses and homeowners to register. 

    Property owners have four days left until the April 15 deadline to submit a Right of Entry (ROE) form to LA County in order to have debris removed by the U.S. Army Corps of Engineers (USACE).

    Already more than 1,700 parcels have been fully completed and placed back under county authority, and hundreds more have been cleared of wildfire contaminants and are now awaiting erosion control, tree clearance, and final inspection. 

    “We are throwing everything we have at this cleanup to get people back in their homes quickly. The fast pace of this recovery makes it even more important to sign up today.”

    Debris Removal at a glance 

    Federally funded debris removal is available to residents of single family and owner-occupied multi-family units. 

    All disaster impacted property owners should submit a ROE form by April 15, 2025 to opt-in or opt-out of the debris removal program. 

    If a property owner opts out of the USACE debris removal program, they become responsible for all permits, inspections, and other associated debris removal requirements and costs. 

    There is no out-of-pocket cost to have debris removed by USACE, however the program is unable to duplicate other forms of funding specific to debris removal. If a property owner has insurance for debris removal, residual funds not used by the property owner may be remitted to the county to offset the cost of debris removal at a later date. 

    Commercial and multi-family buildings now included

    Last week, at Governor Newsom’s request, the Federal Emergency Management Agency agreed to expand the scope of cleanup to a number of facility types that were not previously eligible for debris removal, including owner occupied condominiums, multi-family units, and certain commercial properties.

    Under Governor Newsom’s leadership, California has expedited the cleanup process by cutting red tape and eliminating bureaucratic barriers, allowing highly trained crews to enter impacted communities sooner and help survivors rebuild their lives faster.

    Debris removal from private commercial property is typically the responsibility of property owners and is usually not eligible for federal programs.

    Commercial properties – including multi-family rental properties – will be reviewed on a case-by-case basis. The criteria for these properties being included in the USACE debris removal program is based upon: 

    • An immediate threat to public health and safety due to debris.
    • Barriers to the commercial entity completing debris removal independently.
    • Insurance coverage and status of claim.
    • Economic impact of debris removal on the commercial entity and community.

    Los Angeles County wildfire survivors who still need assistance can visit a Disaster Recovery Center (DRC) to apply for disaster assistance, speak with staff from state and federal agencies, and receive updates on their FEMA application.

    LOS ANGELES – Earlier this week, the Los Angeles County Department of Economic Opportunity (DEO) and City of Los Angeles announced the latest round of grants for the LA Region Small Business and Worker Relief Funds that will provide direct cash assistance to impacted workers, small businesses, and non-profits. A total of $19.1 million have now been awarded to 1,372 businesses and 2,309 workers, including those businesses and nonprofits that had physical brick-and-mortar locations destroyed in the fires.

    “Just as California came together to fight the fires, we’ll work together to rebuild these communities that have been most impacted. This latest round of relief grants will continue to support the businesses and workers that are the driving forces behind Los Angeles’ vibrant and diverse economy.”

    Supported by a $10 million investment from the State of California, Maersk and APM Terminals, and LA Rises, led by Dodgers Chairman Mark Walter, business leader and basketball legend Earvin “Magic” Johnson, and Casey Wasserman, these relief funds have now awarded $14.52 million to small businesses and nonprofits (awards ranging between $2,000 and $25,000) and $4.62 million for workers (all receiving $2,000). This was the first investment by LA Rises, the unified recovery effort launched by the Governor in January.

    These funds are supporting businesses, nonprofits and workers who are most impacted by the disaster in the fire and emergency zones. This includes 821 brick-and-mortar and home-based businesses and nonprofits in the fire zone that were fully destroyed, representing about 50% of businesses with less than 100 employees in those zones that were destroyed. Of the total business and nonprofit awards, approximately 50% also faced home loss, 50% served the community as legacy businesses for 10+ years, 65% reported underinsurance and 65% represented diverse business ownership. Of the total worker awards, approximately 50% faced permanent loss of employment or income due to the disaster, 44% report low-income and use of public benefits, and 28% report ineligibility or lack of access to public unemployment assistance. The funds are also supporting 283 impacted creative workers.

    At this time, there are not sufficient funds to award all impacted applicants – fundraising could close an estimated $6,742,000 funding gap that could support  an additional 1,194 businesses/nonprofits and 1,169 workers. Organizations and partners interested in supporting these funds can do so directly at lacounty.gov/relief.

    Continuing to support recovery and rebuilding in LA

    In February, the Governor was in Los Angeles to launch the California Jobs First Economic Blueprint as part of his continued tour of the state’s thirteen economic regions. The Blueprint was paired with $125 million in funding to support new, ready-to-go projects and $15 million for economic development projects for California Native American tribes.

    In addition, the Governor received the Los Angeles Jobs First Collaborative’s regional plan and announced $3 million to support their recovery efforts for the region, including for the launch of public-facing campaigns to promote small business support and the addition of capacity for near-term business and economic recovery.

    LA fire debris removal program still available

    Building on California and the federal administration’s ongoing partnership for a fast-moving “LA fire fix,” the Federal Emergency Management Agency (FEMA) last month approved Governor Gavin Newsom’s request to expand the scope of the wildfire cleanup effort. That approval came less than 24 hours after the state’s initial request.

    FEMA also extended the deadline for Right of Entry form submissions to April 15 to allow the newly eligible groups time to apply.

    LITTLETON – Today, Governor Polis visited Chatfield State Park to celebrate its selection by Coloradans as the winner of Colorado’s State Park Bracket. To celebrate Colorado’s 42 state parks, Governor Polis hosted a bracket where Coloradans voted on their favorite. The finalists came down to Golden Gate Canyon State Park and Chatfield State Park, and Coloradans chose Chatfield by a narrow margin. 

    “Whether you’re riding your bike, camping, or boating across the reservoir, Chatfield State Park has it all. I am excited to be here today to announce Chatfield as Colorado’s 2025 ‘March Madness’ champion. In Colorado, we are proud to be home to so many amazing state parks, and remain committed to expanding outdoor recreation opportunities and access, and making sure our state parks remain beautiful for generations to come,” said Governor Polis 

    This past year, Chatfield State Park launched the first e-bike rental, Chat E-Bike. By scanning the QR code at the station, park visitors can rent an e-bike to explore the state park or cycle the entire reservoir, about 11 miles. The program is a joint venture between Colorado Parks and Wildlife and the Colorado Department of Transportation. 

    In 2021, Governor Polis signed legislation creating the Keep Colorado Wild Pass, which reduced Colorado’s state parks pass to just $29, breaking down barriers to the outdoors. The pass became available on January 3, 2023. Coloradans who qualify can also sign up for the Centennial State Park Pass, which costs just $14.

  • MIL-OSI Security: Millbrook — RCMP continues to seek tips on 2024 disappearance of Zachery Kellock

    The Northeast Nova RCMP Major Crime Unit (NEN MCU) continues to seek information from the public regarding the suspicious disappearance of Zachery Kellock.

    On January 14, 2024, at approximately 4 p.m., Kellock left his home in Truro in a vehicle with two other people. When he had not returned two days later, his family reported him missing to the Truro Police Service. And when officers learned that Kellock was last seen on Millbrook First Nation, the RCMP took over the investigation.

    “Zach’s disappearance was considered suspicious from day one,” says Cpl. Jennifer Tichonchuk, NEN MCU. “And we’ve been investigating his disappearance as a homicide.”

    Since Kellock’s disappearance, investigators have continued to follow up on leads, with assistance from Colchester County District RCMP, RCMP Forensic Identification Services, and the Truro Police Service.

    At the time of his disappearance, 23-year-old Kellock was described as 5-foot-10, 159 pounds, with blond hair and blue eyes. He was last seen wearing a dark grey leather jacket.

    “We know there are people out there who have information about Zach’s suspicious disappearance – information that will help us find answers for Zach’s loved ones,” says Cpl. Tichonchuk. “We’re asking them to come forward and share what they know; even the smallest detail could help our investigation.”

    The first edition of the biannual Naval Commanders’ Conference 2025 concluded today in New Delhi. The week-long apex-level conference, held from 05 to 11 Apr 25 in two phases at Karwar and New Delhi, engaged the commanders in deliberations on security challenges in the maritime domain and review of Indian Navy’s operational preparedness. The Hon’ble Raksha Mantri, Shri Rajnath Singh, presided over the inaugural session of the conference at Karwar, with the Chief of the Defence Staff, Defence Secretary, senior MoD officials and Naval Commanders in attendance. The Hon’ble Raksha Mantri, while acknowledging the Navy’s centrality in India’s Maritime Security stated that “just like the oceans have no boundaries, there is no limit to Navy’s roles and responsibilities – the Indian Navy will have to assume full responsibility for the entire IOR.”

    The first phase of the conference at Karwar also coincided with the flag-off of IOS Sagar by the Hon’ble Raksha Mantri. The landmark voyage of IOS Sagar represents India’s strong commitment to cooperation and collaboration with IOR nations, and aptly reflects the growth of Government of India’s vision of SAGAR to MAHASAGAR (Mutual And Holistic Advancement for Security Across the Regions). While at Karwar, Shri Rajnath Singh also inaugurated nine state-of-the-art marine piers, eight residential buildings and several important utilities, created as part of Project Seabird. The first phase concluded with a review of Indian Navy’s operational readiness and modernisation plans, wherein the Hon’ble Raksha Mantri acknowledged Indian Navy’s crucial role as a principle enabler of peace and security in the Indian Ocean Region.

    The second phase, chaired by Admiral Dinesh K Tripathi, Chief of the Naval Staff, commenced at Nausena Bhawan in New Delhi on 07 Apr 25. The proceedings featured comprehensive assessment of operational, materiel, logistics, human resources, training and administrative aspects. The Indian Navy’s Space Vision, Indian Naval Air Publication, Indian Navy’s Operational Data Framework, and a compendium for veterans, ‘Navy for Life and Beyond’, were the publications released on the occasion.

    The conference facilitated interaction of the Naval Commanders with the Chief of the Defence Staff, Chief of the Army Staff and Chief of Air Staff, who shared their assessment of the operating environment, outlining readiness levels to counter evolving security challenges, through strong convergence and Tri-Service synergy. Additionally, Shri Vikram Misri, Foreign Secretary, and Shri Amitabh Kant, India’s G20 Sherpa, also engaged with the Commanders. Whereas the Foreign Secretary offered insights into the shifting global order and its implications for maritime security in the IOR, Mr Amitabh Kant underscored Navy’s significance in national growth and in India’s emergence as the ‘Preferred Security Partner’ in the region.

    On the sidelines of the conference, Naval Commanders also interacted with several subject matter experts and strategic thinkers during the Sagar Manthan event on 07 Apr 25. The event centered around India’s strategic vision of MAHASAGAR and focused on Indian Navy’s key role in fueling national maritime growth.

    Overall, deliberations at the first edition of Naval Commanders’ Conference 2025 re-affirmed Indian Navy’s commitment to a safe, secure and rules-based maritime environment amidst emerging geopolitical challenges, while reinforcing its steadfast pursuit of being a Combat Ready, Credible, Cohesive and Future Ready force.

    Union Minister of Coal and Mines Shri G. Kishan Reddy was on a two-day visit to South Eastern Coalfields Limited (SECL) to review mining operations, assess CSR initiatives, and strengthen coordination with state authorities. The visit aimed to boost coal production, promote sustainable mining practices, and ensure inclusive development in the region.

     

    On the second day of his visit to Chhattisgarh, Shri G. Kishan Reddy held a high-level meeting with the Chief Minister of Chhattisgarh, Shri Vishnu Deo Sai. The deliberations focused on accelerating mining-led economic growth in the state and addressed key areas such as fast-tracking land acquisition for mine expansion, expediting environmental clearances, and the development of integrated rehabilitation and resettlement sites. The strategic importance of critical mineral development in Chhattisgarh was also a key highlight of the discussion.

    The meeting was attended by senior dignitaries including Shri Amitabh Jain, Chief Secretary, Chhattisgarh; Ms. Rupinder Brar, Additional Secretary, Ministry of Coal; Shri B.P. Pati, Joint Secretary, Ministry of Coal; Shri P.M. Prasad, Chairman, Coal India Limited; Shri Harish Duhan, CMD, SECL; and other senior officials from both central and state governments.

    Earlier in the day, Shri Reddy interacted with NEET aspirants supported under SECL’s flagship CSR initiative, ‘SECL Ke Sushrut’. The scheme offers free residential coaching to meritorious students from coal belt regions aspiring to pursue careers in medicine. The Minister lauded the students’ achievements and reaffirmed the government’s resolve to foster educational opportunities for youth in coal-bearing areas.

     

     

    At the Sri Sathya Sai Sanjeevani Hospital in Raipur, the Minister also met with young beneficiaries and families under ‘SECL Ki Dhadkan’, a CSR program providing free treatment and surgeries for congenital heart defects (CHD). Shri Reddy commended SECL for its life-saving initiatives and reiterated that coal PSUs will continue to support health and social welfare through meaningful interventions.

    In a separate review meeting with officials from the Indian Bureau of Mines (IBM) and the Geological Survey of India (GSI), the Minister assessed ongoing exploration activities and survey progress. Strategies for unlocking the mineral potential of Chhattisgarh through advanced exploration and better coordination were discussed.

    The visit of the Minister of Coal and Mines Shri G. Kishan Reddy underscores the Government’s strong commitment to harnessing the potential of mining for inclusive and sustainable development. It reflects a clear vision of aligning the coal sector’s growth with national priorities of sustainability, social equity, and regional progress. By bridging policy with grassroots impact from accelerating mineral exploration to empowering young aspirants and saving lives through healthcare the visit reaffirms the Government’s unwavering resolve to transform mining regions into hubs of prosperity, resilience, and inclusive growth

    In line with his commitment to furthering the cultural and spiritual heritage of India, Prime Minister visited Anandpur Dham of Isagarh Tehsil in the Ashoknagar district in Madhya Pradesh today. He also performed darshan and pooja at Guru Ji Maharaj Temple and toured the temple complex at Anandpur Dham. Addressing the gathering, he welcomed the large number of devotees who had traveled from Delhi, Haryana, Punjab, and across the country. He expressed his happiness upon visiting Shri Anandpur Dham, sharing his experience of offering prayers at Guruji Maharaj’s temple which filled his heart with bliss.

    Remarking on the sanctity of the land nurtured by the penance of saints, where altruism has become a tradition and the resolve for service paves the way for humanity’s welfare, Shri Modi highlighted the uniqueness of this land, quoting saints who said that sorrow fears to enter Ashok Nagar. He expressed his joy at participating in the celebrations of Baisakhi and the birth anniversary of Shri Guru Maharaj Ji, paying respects to the pratham Padshahi Shri Shri 108 Shri Swami Advait Anand Ji Maharaj and other Padshahi saints. He noted the historical significance of the day, marking the Mahasamadhi of Shri Dwitiya Padshahi Ji in 1936 and the union of Shri Tritiya Padshahi Ji with his true form in 1964. The Prime Minister offered his tributes to these revered Gurus and extended his salutations to Maa Jageshwari Devi, Maa Bijasan, and Maa Janaki Karila Mata Dham. He conveyed his greetings to everyone on the occasion of Baisakhi and Shri Guru Maharaj Ji’s birth anniversary celebrations.

    “India is a land of sages, scholars, and saints, who have always guided society during challenging times”, exclaimed the Prime Minister, highlighting that the life of Pujya Swami Advait Anand Ji Maharaj reflects this tradition. He recalled the era when acharyas like Adi Shankaracharya expounded the profound knowledge of Advaita philosophy. He noted that during the colonial period, society began to lose touch with this wisdom. However, it was during this time that sages emerged to awaken the nation’s soul through the principles of Advaita, he added, emphasising that Pujya Advait Anand Ji Maharaj carried forward this legacy by making the knowledge of Advaita accessible and simple for the common people, ensuring its reach to the masses.

    Addressing the pressing global concerns of war, conflict, and the erosion of human values amidst material progress, Shri Modi identified the root cause of these challenges as the mindset of division—of “self and other”—which distances humans from one another. “The solution to these issues lies in the philosophy of Advaita, which envisions no duality”, he emphasised, explaining that Advaita is the belief in seeing the divine in every living being and, further, perceiving the entire creation as a manifestation of the divine. He quoted Paramhans Dayal Maharaj, who beautifully simplified this principle as, ‘What you are, I am’. He remarked on the profoundness of this thought, which eliminates the divide of “mine and yours,” and noted that if universally embraced, it could resolve all conflicts.

    The Prime Minister shared his earlier discussion with the chate Padshahi Swami Shri Vichar Purna Anand Ji Maharaj, who spoke about the teachings of the pratham Padshahi Paramhans Dayal Maharaj Ji and the service initiatives of Anandpur Dham. He highlighted the five principles of meditation established at Anandpur Dham, emphasizing selfless service as one of them. He remarked on the spirit of serving the underprivileged with a selfless attitude, seeing Narayan in the act of serving humanity, which forms the foundation of Indian culture. He expressed his happiness that Anandpur Trust is advancing this culture of service with dedication. He noted that the trust operates hospitals treating thousands of patients, organizes free medical camps, runs a modern cowshed for cow welfare, and manages schools for the development of the new generation. He also praised Anandpur Dham’s significant contribution to humanity through environmental conservation, highlighting the efforts of the ashram’s followers in transforming thousands of acres of barren land into greenery, with thousands of trees planted by the ashram now serving altruistic purposes.

    “The spirit of service is at the core of every initiative undertaken by the government”, said Shri Modi highlighting that under the Pradhan Mantri Garib Kalyan Anna Yojana, every needy individual is free from the worry of food. Similarly, the Ayushman Bharat scheme has relieved the poor and elderly from concerns about healthcare, while the PM Awas Yojana is ensuring secure housing for the underprivileged. He noted that the Jal Jeevan Mission is addressing water issues in villages, and the establishment of record numbers of new AIIMS, IITs, and IIMs is helping even the poorest children realize their dreams. He reiterated the government’s commitment to environmental conservation through the ‘Ek Ped Maa Ke Naam’ campaign, under which crores of trees have been planted across the country. The Prime Minister remarked that the scale of these achievements is driven by the spirit of service. He reiterated the government’s resolve for the upliftment of the poor and marginalized, guided by the mantra of ‘Sabka Saath, Sabka Vikas’. “This spirit of service is both the policy and the commitment of the government”, he stressed.

    Underlining the fact that embracing the resolve of service not only benefits others but also enhances one’s personality and broadens perspectives, the Prime Minister noted that the spirit of service connects individuals to larger objectives of society, the nation, and humanity. He acknowledged the dedication of those engaged in service, highlighting how overcoming hardships becomes second nature through acts of selfless service. He described service as a spiritual practice, likening it to a sacred Ganga in which everyone must take a dip. He remarked on the responsibility of developing regions like Ashok Nagar and Anandpur Dham, which have contributed immensely to the nation, pointing out the rich heritage of art, culture, and natural beauty in these areas, noting their vast potential for development and heritage. PM further highlighted efforts to boost progress in Madhya Pradesh and Ashok Nagar, including elevating Chanderi handloom through Geographical Indication (GI) tag for Chanderi sarees and the establishment of a Craft Handloom Tourism Village in Pranpur to accelerate economic growth in the region. He also noted that the Madhya Pradesh government has already commenced preparations for the Ujjain Simhastha.

    Acknowledging the recent celebration of the grand festival of Ram Navami, Shri Modi highlighted the ongoing development of the “Ram Van Gaman Path,” noting that a significant portion of this path will pass through Madhya Pradesh. He remarked on Madhya Pradesh’s remarkable and unique identity, stating that these initiatives will further strengthen its distinctiveness.

    The Prime Minister affirmed the nation’s ambitious goal of becoming a developed India by 2047 and expressed confidence in achieving it. He emphasized the need to preserve India’s ancient culture during this journey, noting that while many countries lost touch with their traditions in the pursuit of development, India must maintain its heritage. “India’s culture is not just tied to its identity but strengthens its capabilities”, highlighted the Prime Minister commending the Anandpur Dham Trust for its significant contributions in this regard and expressed confidence that the trust’s service initiatives will infuse new energy into the vision of Viksit Bharat. He concluded by extending his greetings on the occasion of Baisakhi and the birth anniversary celebrations of Shri Guru Maharaj Ji.

    The Governor of Madhya Pradesh, Shri Mangubhai Patel, the Chief Minister of Madhya Pradesh, Shri Mohan Yadav, Union Minister Shri Jyotiraditya Scindia were present among others at the event.

    Background

    Anandpur Dham has been established for spiritual and philanthropic purposes. Spanning 315 hectares, it houses a modern gaushala (cowshed) with over 500 cows and runs agricultural activities under Shri Anandpur Trust campus.     A delegation of six Members of the Committee on International Trade (INTA) and the DASE Chair will travel to Indonesia from 14 to 16 April 2025 to discuss political, economic, trade and investment relations with the EU.

    The mission aims to build upon recent progress in negotiations on the Comprehensive Economic Partnership Agreement (CEPA) between the EU and Indonesia and demonstrate the Parliament’s commitment to reaching a comprehensive agreement within the expected timeframe. Additionally, it provides an opportunity to address the EU’s trade and economic relations with the Indo-Pacific region, as well as the implementation of the trade aspects of the relevant EU legislation, such as the Deforestation Regulation or the Renewable energy Directive. The delegation, led by the INTA Chair, Bernd Lange (S&D, DE), will engage with representatives of the government of Indonesia, as well as with Members of Parliament and other relevant partners and stakeholders.

  • MIL-OSI Europe: EIB Group approves new financing for European security, transport, energy, water and deep tech as well as support for Ukrainian firms

    • EIB Board approves €3.6 billion in financing for clean transport, energy and innovation, as well as upgrading water and sanitation in Africa.
    • EIB Board also backed broader support for Europe’s automotive sector, which has received more than €11bn EIB financing in the past five years.
    • EIF Board approved investment in deep tech venture capital fund and backing for war-affected small- and medium-sized companies in Ukraine.

    The Boards of Directors of the European Investment Bank (EIB) and the European Investment Fund (EIF), meeting this week, approved new financing to support economic prosperity and resilience, boost innovation and EU’s strategic autonomy in new technologies, and deepen global partnership.

    “The EIB Group is responding to Europe’s priorities in the current volatile international context, providing financing for projects to boost security, technological innovation, critical infrastructures, and the deepening our international partnerships” said EIB Group President Nadia Calviño. “We also affirmed our commitment to support Europe’s manufacturing champions in the automotive industry. The automotive sector is the second largest focus of the EIB group after energy, where the EIB Group has committed more than €11.5 billion over the past five years.”

    The EIB Board approved a total of €3.6 billion of new projects for water and energy infrastructure, housing and clean transport.

    The EIF’s Board approved transactions totalling €2.2 billion, including four operations under the EU4Business Guarantee Facility to facilitate access to finance for war-affected enterprises in Ukraine.

    Backing the automotive sector

    The EIB Board of Directors discussed ways to further step-up support for Europe’s automotive industry, with a focus on innovation and investment in future technologies. The EIB Group has provided more than €11.5 billion euros to support the sector over the past five years, with financing covering the entire supply chain and key infrastructures – from battery and components manufacturing to electric vehicle charging stations.

    Transport, energy, water and housing

    New financing approved by the EIB includes more than €1 billion for low-emission transport in northern Europe, urban mobility in Germany, climate-resilience in Poland and an upgrade of 350 kilometres of the main transport route in Malawi.

    Large-scale energy and water investment totalling €1.4 billion was also agreed, including research and development of heat pumps in Poland and Belgium, improvements to water and sanitation in Latvia and Guinea and an expansion of electricity distribution in Brazil.

    Financing to enable construction of more than 700 affordable homes in Czechia was also approved.

    Fresh EIB financing of €1.1 billion for company investments agreed today includes small-business financing programmes in Spain and Greece and venture-debt financing for 3D software, digital health and disease-resistant and drought-resistant agriculture.

    Venture capital support for deep-tech and cybersecurity

    Among the greenlighted EIF equity investments were participations in a pan-European venture capital fund seeking to scale up deep technology investments – including cybersecurity – with resources under the European Tech Champions Initiative, and a venture capital fund supporting early-stage tech companies in emerging European venture capital markets.

    The EIF Board also endorsed two new mandates, which will respectively foster the Polish venture capital market and early-stage technology transfer and deep tech investments in Spain.

  • MIL-OSI United Kingdom: We’re working hard to clean up the city

    Clean-up crews are out across the city removing piles of fly-tipping and waste that has accumulated during industrial action.

    They are clearing approx 1,500 tonnes of waste a day since our vehicles have been able to deploy on time, with around 100 refuse collection vehicles out every day.

    Each day we have dozens of additional street cleaning crew and at least a dozen ‘grab trucks’ to clear large rubbish piles.

    We are also supported by extra vehicles through mutual aid.

    Leader of the Council Cllr John Cotton said: “Our work to clear the backlog is gathering pace and we will continue collecting waste over the weekend.

    “I fully appreciate that there is still more to do, and I share the frustration of people across the city, but now that we are getting our crews out on time every day, we are starting to see a difference and I want to thank our amazing crews for their hard work over the last week.

    “I also want to thank every citizen, community group and organisation that is helping with the clear-up. People are helping in neighbourhoods right across the city and their support is helping to clear our streets.”

    Talks to resolve the dispute will continue next week and Cllr Cotton added: “I will stress again that we have made a fair and reasonable offer that means that no-one has to lose any pay at all, with alternative roles offered within the service, or indeed a promotion to work as a driver. We’re determined to reach an agreement but in the meantime, the clear-up continues.”

  • MIL-OSI Asia-Pac: Hospital Authority exchanges with patient groups on measures to enhance patient protection (with photos)

    The following is issued on behalf of the Hospital Authority:

    The Hospital Authority (HA) had an exchange with patient groups today (April 11), elaborating on the enhanced patient protection measures under the public healthcare fees and charges reform. Approximately 70 representatives from different patient groups attended the meeting in person and online. The atmosphere of the meeting was positive and both parties anticipated continuous communication, enabling better and more comprehensive patient protection.

    The exchange highlighted the enhanced medical fee waiving mechanism, the new cap on spending for public healthcare services and the expansion of the safety net. These initiatives aim to allowing the patient groups to understand more deeply that their protection will be bolstered after the full implementation of the fees and charges reform. The Director (Strategy and Planning) of the HA, Dr Ching Wai-kuen, said in the meeting, “With the public healthcare fees and charges reform plan announced earlier, the HA anticipates enhanced medical protection to poor, acute, serious, critical patients, rationalised public hospital service subsidisation and reduced wastage and misuse. Thus, the sustainability of public healthcare system will be enhanced.”

         The Chief Manager (Allied Health) of the HA, Ms Priscilla Poon, who spoke in the meeting said, “We understand that chronic patients are concerned on the fees and charges reform. Representatives from patient groups could learn more about the details of the enhanced medical fee waiving mechanism through the exchange, including relaxing the income and asset limits, extending the scope of coverage for period waivers and refining the definition of households. No patients will be denied adequate medical care due to lack of means. In addition, the new cap on annual spending of $10,000 for public healthcare services (excluding self-financed drugs and medical devices) can provide extra protection for critically ill patients.”

         The Chairman of the Hong Kong Alliance of Patients’ Organizations Limited, Mr Yuen Siu-lam, attended the meeting and said, “The meeting allowed us to clearly understand how the Government strengthened protection to patients in need under the new fees and charges arrangement. Measures including relaxing financial assessment criteria of the medical fee waiving mechanism and safety net, accelerating the introduction of more effective new medications and devices to the safety net and the introduction of the cap on annual spending of $10,000 for public healthcare services. These measures will ascertain that patients, especially those who are critically ill, will not be impoverished because of an increase in medical fees. This conveys an important message to chronic patients. We look forward to continuous communication with the HA.”

    The HA is formulating the details of the public healthcare fees and charges reform. The HA will continue to communicate with patient groups on various platform, while also to elaborate the content of the reform, including the implementation arrangements for the enhanced patient protection measures, through networks between hospitals and patients. Moreover, the HA will further deliberate the fees and charges reform implementation arrangement with patients through different publicity channels, including media, social media and other promotion materials. While the new arrangements and other enhancement measures related to the public healthcare fees and charges reform will take effect in January 2026, the current fee schedule and financial criteria for application of medical fee waiver would continue to adhere to existing standards. Details of implementation will be announced gradually by the end of this year. Patients can then proceed with relevant applications based on their individual needs. Public hospital staff will be available to assist patients to ensure smooth processing.

    The HA will also maintain active communication with other stakeholders, including Legislative Council members and patient rights groups, to understand their concerns.

    Dairy Farmers Hill lookout

    This lookout is home to the iconic eagle sculpture, Nest III, at the National Arboretum Canberra. It’s the perfect place to watch the sun rise or set, with 360-degree views of Canberra and the surrounds.

    Red Hill Lookout

    Whether you choose to hike or drive to the summit of Red Hill, you’ll be rewarded with stunning views. To the northeast you’ll see Parliament House and Lake Burley Griffin. Further up the hill toward the west, you can see the Woden Valley, Weston Creek and Mount Taylor.

    Davidson Hill

    A little further towards Woden, you’ll find Davidson Hill. This quiet spot is ideal for enjoying golden hour.

    Gossan  Hill

    This scenic spot is in Belconnen. This Bruce reserve is named for it’s ochre-coloured rocks, enhancing the golden tones of a sunrise. Bring your furry friend (on-leash and on a track or trail only) to enjoy the view too. .

    West Belconnen Pond

    You’ll find this peaceful lake on the edge of Dunlop. The sun reflects off the water, casting the bushland in golden lavender hues.

    Mulligans Flat

    Mulligans Flat Woodland Sanctuary is well known for its beautiful woodland and native wildlife. It’s also a tranquil spot to watch the sun rise or set.

    Mount Ainslie

    Mount Ainslie is one of Canberra’s most iconic lookouts. The views seem to stretch on forever, and twilight casts the entire city in a soft glow.

    Weston Park

    Canberrans of all ages flock to Weston Park for many different activities. While it’s an excellent area to get active, it’s also a peaceful spot to start or end the day with the sun.

    Lake Burley Griffin

    A stunning sunrise from Lake Burley Griffin is enough to lure many Canberrans out of bed in the morning. A walk around the lake of an evening is an especially lovely way to finish the day.

    Shepherds Lookout

    This is the northern-most viewing point of the Murrumbidgee River in the ACT. There are a number of walking tracks, all of which offer bush vistas. You might even be lucky enough to see a platypus or a Gang Gang cockatoo.

  • MIL-OSI Australia: AMC makes a difference through native plants

    Leigh, Production Nursery and Horticulture Program supervisor at the Alexander Maconochie Centre

    Alexander Maconochie Centre (AMC) detainees are helping climate-proof the region through an innovative program.

    There are seven people employed in the AMC’s Production Nursery and Horticulture Program.

    Together, they are working to restore endangered grassy woodlands in the Yass region.

    Over the past year, they have propagated around 3,000 native plants to help the Murrumbateman Landcare Group (MLG).

    Plants include eucalypts, wattles, shrubs and groundcovers. The MLG chose these varieties for their ability to withstand future climate conditions.

    These were grown as seeds from both local and non-local sources to ensure genetic diversity.

    They will also improve soil health on both private and public lands in the region.

    The program has been running for three years at the AMC, which has commercial grow houses and stock gardens on site.

    It is one of several opportunities offered to help detainees build new skills and confidence and give back to the community.

    Those involved have learned various propagation techniques and have even raised species that have struggled to grow in Murrumbateman.

    “The experience has also given detainees a real sense of achievement while nurturing their own personal growth. For some, these programs are more than a way to pass the time of their sentences – it can open up pathways for life after prison,” AMC Production Nursery and Horticulture Program supervisor Leigh said.

    The AMC’s partnership with MLG demonstrates that rehabilitation and community engagement can go hand-in-hand, with positive results.

    “This partnership is a wonderful example of how we can work together to achieve positive outcomes for both the environment and individuals involved,” MLG Committee Member Gill Hall said.

    Hall toilet block mural

    Location: Gladstone Street, Hall

    Artist: Geoff Filmer and Raphael

    Wildlife street artist Geoff Filmer collaborated with the Hall community to make this vibrant mural. The mural painted on the Hall toilet block channels a wildlife theme. Hall community members told Geoff how an echidna often runs across the road and into the park. This inspired Geoff to include two echidnas in the mural.

    The mural is a collaboration with an emerging artist who goes by the name of Raphael. To see more of Geoff’s work visit his Instagram page or Facebook page.

    Harrison School mural

    Artist: Eddie Longford

    Eddie Longford is a local Aboriginal artist who painted a mural at Harrison School. He collaborated with members of Harrison School to capture the essence of the school community.

    The Data Security Program implemented by the National Security Division (NSD) under Executive Order 14117 addresses this “unusual and extraordinary threat…to the national security and foreign policy of the United States” that has been repeatedly recognized across political parties and by all three branches of government.

    The Justice Department’s continued prioritization of the Data Security Program delivers on promises made by President Trump in his America First Investment Policy and NSPM-2 on Imposing Maximum Pressure on Iran, addresses threats identified in the 2025 Annual Threat Assessment of the U.S. Intelligence Community and President Trump’s 2017 National Security Strategy, and responds to the national emergency President Trump declared in Executive Order 13873.

    “If you’re a foreign adversary, why would you go through the trouble of complicated cyber intrusions and theft to get Americans’ data when you can just buy it on the open market or force a company under your jurisdiction to give you access?” said Deputy Attorney General Todd Blanche. “The Data Security Program makes getting that data a lot harder.”

    To address this urgent threat, the Data Security Program establishes what are effectively export controls that prevent foreign adversaries, and those subject to their control, jurisdiction, ownership, and direction, from accessing U.S. government-related data and bulk genomic, geolocation, biometric, health, financial, and other sensitive personal data. To assist the public in coming into compliance with the Data Security Program, NSD has issued a Compliance Guide, an initial list of over 100 Frequently Asked Questions (FAQs), and an Implementation and Enforcement Policy for the first 90 days. NSD will be taking additional steps over the coming weeks and months to implement the Data Security Program, including publishing an initial Covered Persons List that identifies and designates persons subject to the control and direction of foreign adversaries. The Data Security Program went into effect on April 8, 2025.

    Newly Issued Guidance and FAQs

    The Data Security Program Compliance Guide identifies and describes best practices for complying with the Data Security Program, thereby mitigating the unacceptable national security risk of enabling countries of concern to access and exploit Americans’ sensitive personal data. The document provides guidance on key definitions, prohibited and restricted transactions, and the requirements for building a robust data compliance program. The Compliance Guide also provides model contractual language and suggests best practices for complying with the Data Security Program’s audit and recordkeeping requirements. It is crucial that U.S. persons familiarize themselves and become prepared to comply with the Data Security Program’s prohibitions and restrictions once they became effective on April 8, 2025.

    The Data Security Program FAQs address high-level clarifications about Executive Order 14117 and provides valuable information about the Data Security Program, its scope, and accompanying processes for requesting licenses and advisory opinions, making disclosures of Data Security Program violations, and reporting rejected prohibited transactions. The FAQs reflect some of the comprehensive feedback and common issues the Department received and addressed through the rulemaking process, both as public comments in response to the Advance Notice of Proposed Rulemaking and Notice of Proposed Rulemaking, as well as questions delivered during dozens of engagements with individuals, businesses, trade groups, and other stakeholders that were potentially interested in or impacted by the Data Security Program. NSD will update these FAQs as necessary and appropriate to address additional questions raised by the public.

    NSD’s primary mission with respect to the implementation and enforcement of the Data Security Program is to protect U.S. national security from countries of concern that may seek to collect and weaponize Americans’ most sensitive personal data and government-related data. U.S. persons should “know their data” and the front-line role they play in mitigating these risks. As further explained in the Compliance Guide, individuals and entities subject to U.S. jurisdiction, as well as foreign individuals and entities conducting business in or with the United States or with U.S. persons, must comply with the Data Security Program.

    The Compliance Guide and FAQs are explanatory and intended to provide general guidance to regulated parties about compliance with the Data Security Program. Nothing in these documents supplements, modifies, or supersedes the requirements set forth in the Data Security Program. NSD intends to update the FAQs on an ongoing basis as NSD identifies additional questions and responses that should be made public to aid the regulated community in compliance.

    Newly Issued Enforcement Policy for the First 90 Days

    The Data Security Program went into effect on April 8, 2025. Starting April 8, 2025, entities and individuals were required to comply with the Data Security Program’s prohibitions and restrictions on engaging in covered data transactions. To provide additional time for entities and individuals to come into compliance, the Data Security Program delays certain affirmative due-diligence obligations, which do not go into effect until Oct. 6, 2025.

    NSD recognizes that individuals and companies may need to take a number of steps to determine whether the Data Security Program’s prohibitions and restrictions apply to their activities, and to implement changes to their existing policies or to implement new policies and processes to comply.

    To allow the private sector to focus its resources and efforts on promptly coming into compliance and to allow NSD to prioritize its resources on facilitating compliance, NSD will target its enforcement efforts during the first 90 days to allow U.S. persons (e.g., individuals and companies) additional time to implement the changes required by the Data Security Program, provide additional opportunities for the public to engage with NSD, and to minimize potential disruptions for businesses. As explained in NSD’s Data Security Program Implementation and Enforcement Policy Through July 8, 2025, NSD will not prioritize civil enforcement actions against any person for violations of the Data Security Program that occur from April 8 through July 8, 2025, so long as the person is engaging in good faith efforts to comply with or come into compliance with the Data Security Program during that time. These efforts include engaging in compliance activities described in that policy, such as amending or renegotiating existing contracts, conducting internal reviews of data flows, deploying the CISA security requirements, and so on.

    At the end of this 90-day period, individuals, and entities should be in full compliance with the DSP. This policy does not limit NSD’s lawful authority and discretion to pursue civil enforcement if entities and individuals did not engage in good faith efforts to comply with, or come into compliance with, the Data Security Program.

    During this 90-day period, NSD encourages the public to contact NSD at nsd.firs.datasecurity@usdoj.gov with informal inquires or information about the DSP and the guidance NSD has released. Although NSD may not be able to respond to every inquiry, NSD will use its best efforts to respond consistent with available resources, and any inquiries or information submitted may be used to develop and refine future guidance. Correspondingly, NSD discourages the submission of any formal requests for specific licenses or advisory opinions during this 90-day period. Although requests for specific licenses or advisory opinions during this 90-day period can be submitted, NSD will not review or adjudicate those submissions during the 90-day period (absent an emergency or imminent threat to public safety or national security).

    (Washington, DC) — U.S. Senator Jeanne Shaheen (D-NH) introduced the Child and Dependent Care Tax Credit Enhancement Act, legislation to help more working families cover a greater share of the high cost of child care. Shaheen was joined by Senators Tina Smith (D-MN), Raphael Warnock (D-GA), Patty Murray (D-WA) and Ron Wyden (D-OR).

    “No matter where I go in New Hampshire, families tell me about how much they struggle to access affordable child care,” said Senator Shaheen. “The Child and Dependent Care Tax Credit is a proven and effective tool for bringing quality, affordable child care within reach for more families. Expanding this credit to keep up with the rising cost of child care is the right thing to do for workers, families and our nation’s economy.”

    The Child and Dependent Care Tax Credit Enhancement Act would permanently expand the Child and Dependent Care Tax Credit (CDCTC). This bill would help ease the burden of high child care costs on working families by increasing the maximum tax credit to $4,000 per child, allowing families to receive up to $8,000 in tax credits to offset up to $16,000 in expenses. It would also make the credit refundable to ensure low-income working families can benefit. The credit would also be indexed to inflation to retain its value over time.

    Senator Shaheen has been a leader in advocating for more affordable and accessible child care, including by delivering more than $77 million to New Hampshire through the American Rescue Plan and other COVID relief laws to the Granite State. In March, Shaheen introduced the Child Care Availability and Affordability Act and the Child Care Workforce Act—bipartisan, bicameral legislation that together form a bold proposal to make child care more affordable and accessible by strengthening existing tax credits to lower child care costs and increase the supply of child care providers. The bill includes language from Shaheen’s Right Start Child Care and Education Act legislation. In August, Shaheen visited Colebrook Community Child Care Center to discuss challenges and solutions to the child care crisis in rural communities, and in October Shaheen hosted Acting Secretary of Labor Julie Su for a discussion on child care and workforce challenges in Brentwood.

    The Public Service Freedom to Negotiate Act would establish baseline federal protections to ensure all public service workers can join a union and negotiate workplace conditions—regardless of state law. Unlike private sector workers, there is currently no federal law protecting the freedom of public sector workers to join a union and collectively bargain for fair wages, benefits, and improved working conditions.

    Specifically, this bill would set a minimum nationwide standard of collective bargaining rights that states must provide, including allowing public service workers to join together and have a voice on the job to improve both working conditions and the communities in which they live and work. The legislation gives public service workers the freedom to:

    • Join together in a union selected by a majority of employees; 
    • Collectively bargain over wages, hours and terms and conditions of employment; 
    • Access dispute resolution mechanisms; 
    • Use voluntary payroll deduction for union dues; 
    • Engage in concerted activities related to collective bargaining and mutual aid; 
    • Have their union be free from requirements to hold rigged recertification elections; and 
    • File suit in court to enforce their labor rights. 

    “Passing this legislation has never been more urgent — especially now, as federal workers face unprecedented attacks on their collective bargaining rights,” said AFSCME President Lee Saunders. “We believe, as most Americans do, that every worker deserves a union — no matter who they work for.  This bill is about something fundamental: respect.     The Radio Teleswitching Service (RTS) is due to end on Monday 30 June 2025.

    If your electricity meter uses RTS, it must be replaced. If the meter isn’t replaced, your heating could end up always on, never on, or turning on and off at unsuitable times for you. Luckily, we have a guide on the next steps to take. 

    What is RTS? 

    RTS is a system that uses radio signals to control when certain electricity meters switch between peak and off-peak rates. It’s commonly used in homes with electric storage heaters, panel heaters, wet electric heating, and immersion heaters. 

    What do you need to do? 

    If you have a RTS meter, your energy supplier should contact you to arrange a smart meter upgrade before the RTS switch-off. If you haven’t heard from them, it’s important that you get in touch as soon as possible to book an appointment. 

    What happens if your meter isn’t replaced?

    WASHINGTON, DC –  Today, U.S. Representatives Jerrold Nadler (NY-12), Tim Kennedy (NY-26), and Grace Meng (NY-06) led a letter to Homeland Security Secretary Kristi Noem and Senior Official Performing the Duties of FEMA Administrator Cameron Hamilton urging the Trump Administration to reverse its decision to eliminate over $325 million in funding for New York State through the Building Resilient Infrastructure and Communities (BRIC) program.

    They were joined on the letter by Representatives Yvette Clarke (NY-09), Dan Goldman (NY-10), Ritchie Torres (NY-15), Paul Tonko (NY-20), Hakeem Jeffries (NY-08), Alexandria Ocasio-Cortez (NY-14), John Mannion (NY-22), Nydia Velázquez (NY-07), Gregory Meeks (NY-05), Adriano Espaillat (NY-13), George Latimer (NY-16), Tom Suozzi (NY-3), Pat Ryan (NY-18), and Laura Gillen (NY-04).

    The Trump Administration’s decision to eliminate BRIC threatens over $325 million in hazard and flood mitigation projects across New York State. The Members also called on the Trump Administration to immediately release $1.6 billion in Disaster Relief Funds designated for New York, which remains unjustly frozen.

    In their letter, the Members wrote: “We urge you to reverse your decision to eliminate BRIC funding, take immediate steps to reinstate previously approved grants without delay, and unfreeze the $1.6 billion in additional Disaster Relief Funds for New York that remain unjustly withheld.

    During Hurricane Ida, 14 New Yorkers lost their lives—11 drowned in basement apartments. Nearly a decade earlier, Superstorm Sandy devastated our state, claiming 48 lives in New York and causing billions in damage,” the Members continued. “Entire neighborhoods were left underwater, infrastructure was destroyed, and vulnerable communities were pushed to the brink. In December 2022, after a historic winter storm claimed 47 lives in Western New York, a report found that investments in building upgrades were critical to building resilience and preventing this kind of devastation during future storms.”

    “The projects now being cut by the Trump Administration were designed to prevent these levels of suffering from happening again. Canceling them now, especially as construction was poised to begin, sends a message that our communities’ lives, safety, and futures are disposable. They are not,” the Members concluded.

    Among the projects now at risk are:

    • $50 million for flood mitigation infrastructure in Central Harlem, home to schools, hospitals, elder care facilities, and thousands of low-income families.
    • $50 million for East Elmhurst to prevent stormwater overflow in a largely residential area hit hard during Hurricane Ida.
    • $42.4 million for coastal protection around the South Street Seaport, a vital economic and cultural hub of Lower Manhattan.
    • $47 million for the Corona Corridor Cloudburst Hub, a green infrastructure project in Queens aimed at reducing storm-related runoff and flooding.
    • $46.6 million for the Kissena Corridor Cloudburst Hub, an integrated green infrastructure project in Queens aimed at mitigating flooding.
    • $13 million to protect Hunts Point—critical to New York City’s food supply and emergency response capacity.
    • $11.5 million for storm surge barriers around the NYCHA Polo Grounds public housing and the adjacent P.S. 046 in Harlem.
    • And many others, including nearly $20 million in protection for public housing developments in Brooklyn, such as Sheepshead Bay, Nostrand, and Breukelen Houses.

    Beyond New York City, FEMA’s reversal also threatens urgently needed projects across the state. This includes $24 million for flood and ice jam mitigation along the Erie Canal in the Capital Region and $731,000 for dam decommissioning and floodplain restoration in Westchester. Communities in Buffalo, slated to benefit from much-needed infrastructure modernization, will lose out on $284,000 in critical funding for sustainable building construction support.

    overnor Kathy Hochul today announced the launch of the Connectivity Innovation – Mobile Service Request for Applications (RFA) to identify new ways of expanding reliable cell phone service in New York State. The RFA is a key component of the Mobile Service Connectivity Initiative announced by the Governor in her State of the State message, which also includes regional planning and investments in new fiber optic infrastructure to support expanded cellular coverage. ConnectALL, through this RFA, will provide up to a total of $5 million in state funding to deploy innovative, scalable solutions that can address gaps in wireless cellular coverage. The application portal opens on April 11, 2025 and must be submitted by June 17, 2025, at 11:59 p.m. ET through New York State’s Consolidated Funding Application portal.     “In today’s digital world, reliable cellular service isn’t a luxury – it’s a necessity for public safety, economic opportunity, and quality of life,” Governor Hochul said. “This $5 million investment through our ConnectALL initiative will help develop innovative solutions to ensure all New Yorkers have access to reliable wireless coverage, no matter where they live or work in our state. By empowering our local governments and other stakeholders to implement their own connectivity solutions, we’re taking a creative approach to closing the digital divide.”

    Empire State Development President, CEO and Commissioner Hope Knight said,“The digital divide takes many forms across our state, and cellular coverage gaps continue to present both economic and safety challenges for many communities. This program will empower eligible entities with the resources they need to implement creative solutions that bring reliable cellular service to areas traditionally underserved by the current connectivity marketplace.”

    ConnectALL anticipates awarding a total of $5 million through this RFA, with approximately three grant awards of $1-2 million each. Projects must provide an open environment capable of accommodating connectivity to multiple mobile network service providers and demonstrate new technologies or existing technology used in innovative ways.

    Governor Hochul’s ConnectALL Initiative

    Governor Hochul has made expanding broadband access a cornerstone of her administration’s efforts to create a more equitable New York. Through the ConnectALL initiative, New York State is investing $1 billion to transform the state’s digital infrastructure, enhance competition among providers, and ensure that every New Yorker has access to reliable, affordable high-speed internet. To date, ConnectALL has overseen the successful launch and implementation of several programs to advance broadband access, including:

    • The Digital Equity Program will invest $50 million, including a federal allocation of at least $37 million, to implement the New York State Digital Equity Plan to close the digital divide. On March 24, ConnectALL closed the Digital Equity Program Capacity Grant Request for Applications through which ConnectALL expects to award approximately $15.5 Million of the federal allocation.
    • The Affordable Housing Connectivity Program will provide up to $100 million in grants to bring new broadband infrastructure to homes in affordable and public housing leveraging funds from the U.S. Treasury Department’s Capital Projects Fund. The first awards under this program are securing $10 a month broadband service and $30 a month Gigabit service for over 14,000 low-income households in Buffalo, New York City and Rochester. The program continues to accept applications from internet service providers and expressions of interest from housing owners and public housing authorities.
    • The Municipal Infrastructure Program will fund broadband expansion projects owned by a public utility or publicly controlled. ConnectALL is accepting applications to Phase 4 through April 25, 2025.     WASHINGTON – Senator John Hoeven today voted for a Congressional Review Act resolution of disapproval to overturn a Biden-era Department of Energy (DOE) rule that would have effectively banned the most affordable tankless water heater options, forcing consumers to pay an extra $450 for alternatives. The Biden-era rule raised the energy efficiency standards for new tankless water heaters by 11 to 15 percent, resulting in the removal of roughly forty percent of the existing market for tankless water heaters.
    “We voted to overturn the Biden administration’s overly stringent standards for tankless water heaters that would have removed the most affordable options from the market,” said Hoeven. “Americans should be able to choose the water heater that works best for their budget and their home, not forced to use a more expensive alternative.”

  • MIL-OSI Security: Violent Bridgeport Gang Member Sentenced to More Than 13 Years in Federal Prison

    ERIC HAYES, also known as “Heavyweight Champ,” 28, was sentenced yesterday by U.S. District Judge Victor A. Bolden in New Haven to 165 months of imprisonment, followed by three years of supervised release, for his involvement in a violent Bridgeport street gang, including the murder and attempted murder of rival gang members.

    Today’s announcement was made by Marc H. Silverman, Acting United States Attorney for the District of Connecticut; Joseph T. Corradino, State’s Attorney for the Fairfield Judicial District; Bridgeport Police Chief Roderick Porter; Anish Shukla, Acting Special Agent in Charge of the New Haven Division of the Federal Bureau of Investigation; James Ferguson, Special Agent in Charge, ATF Boston Field Division; Stephen Belleau, Acting Special Agent in Charge of the Drug Enforcement Administration for New England, and Acting U.S. Marshal Lawrence Bobnick.

    According to court documents, statements made in court, and the evidence presented during a month-long trial, the FBI, ATF, DEA, U.S. Marshals Service and Bridgeport Police have been investigating multiple Bridgeport-based gangs whose members are involved in narcotics trafficking, murder and other acts of violence.  Hayes has been a member of the “East End gang,” which began as a local street gang based in the East End of Bridgeport, but currently has members and associates who are either incarcerated or living throughout Bridgeport and surrounding towns.  The East End gang has been aligned with other groups, including the PT Barnum Gang, the East Side gang and 150, which is a geographic gang based on the West Side of Bridgeport.  These groups were aligned against rival organizations in Bridgeport, including the “Original North End” (“O.N.E.”) and the “Greene Homes Boyz,” (“GHB/Hotz”), based in the Charles F. Greene Homes Housing Complex in Bridgeport’s North End.

    Due to the level of gun violence Bridgeport was experiencing, the investigation commenced shortly before East End members shot and killed Myreke Kenion and shot and attempted to kill D’Andre Brown, both members and associates of the GHB/Hotz gang, on January 26, 2020.  The next day, in retaliation for these shootings, GHB/Hotz and O.N.E. members attempted to kill East End gang members and associates in a brazen afternoon shooting in front of a state courthouse on Golden Hill Street in Bridgeport that resulted in four victims being shot while sitting inside a car.

    For a time, Hayes was the de facto leader of the East End gang.  Hayes and other East End members distributed heroin, crack cocaine, marijuana and Percocet pills; used and shared firearms; and committed at least six murders and other acts of violence against rival gang members and other individuals.  East End members celebrated their criminal conduct in rap videos on YouTube and on social media websites such as Facebook, and committed acts of intimidation and made threats to deter potential witnesses to their crimes and to protect gang members and associates from detection and prosecution by law enforcement authorities.

    The investigation determined that on March 5, 2019, Hayes shot and killed Jerrell Gatewood, a member of the Terrace, a rival group to the East End gang.  Also, Hayes helped coordinate the attempted murder of Marquis Isreal, also known as “Garf” or “Gbaby,” a member and associate of the O.N.E. gang.  On September 15, 2019, East End member Trevon Wright shot Isreal 12 times inside a restaurant in Bridgeport’s East End.  Isreal survived the shooting.

    Hayes has been detained since his arrest on September 25, 2019.  On that date, he possessed a loaded .45 caliber handgun.  Subsequent forensic analysis of the firearm connected it to shell casings recovered from the restaurant after the Marquis Isreal shooting.

    On December 5, 2023, a jury found Hayes, Wright, Keishawn Donald, and Travon Jones guilty of conspiring to engage in a pattern of racketeering activity.

    Approximately 47 members and associates of the East End, O.N.E. and the GHB/Hotz gangs have been convicted of federal offenses stemming from this investigation, which has and solved eight murders and approximately 20 attempted murders.

    Wright, Donald, and Jones were previously sentenced.

    This investigation has been conducted by the FBI’s Safe Streets and Violent Crimes Task Forces, ATF, DEA, U.S. Marshals Service, Bridgeport Police Department, Connecticut State Police, and the Bridgeport State’s Attorney’s Office, with the assistance of the U.S. Postal Inspection Service, Connecticut Forensic Science Laboratory, and the Waterbury Police Department.  These cases are being prosecuted by Assistant U.S. Attorneys Jocelyn C. Kaoutzanis, Stephanie T. Levick, Rahul Kale, and Karen L. Peck.

    This prosecution is a part of the Justice’s Department’s Project Safe Neighborhoods (PSN), Project Longevity and Organized Crime Drug Enforcement Task Forces (OCDETF) programs.

    PSN is the centerpiece of the Department of Justice’s violent crime reduction efforts.  PSN is an evidence-based program proven to be effective at reducing violent crime.  Through PSN, a broad spectrum of stakeholders work together to identify the most pressing violent crime problems in the community and develop comprehensive solutions to address them.  As part of this strategy, PSN focuses enforcement efforts on the most violent offenders and partners with locally based prevention and reentry programs for lasting reductions in crime.

    Project Longevity is a comprehensive initiative to reduce gun violence in Connecticut’s major cities.  Through Project Longevity, community members and law enforcement directly engage with members of groups that are prone to commit violence and deliver a community message against violence, a law enforcement message about the consequences of further violence and an offer of help for those who want it.  If a group member elects to engage in gun violence, the focused attention of federal, state and local law enforcement will be directed at that entire group.

    Sophisticated criminal organizations have been increasingly involved in theft, fraud, and other property crimes against retail stores and various components of the supply chain. These crimes have escalated in scope and impact, threatening the national economy, consumer safety, and public security. According to the National Retail Federation, retail larceny incidents increased by 93% from 2019 to 2023, and stores lost $121.6 billion to retail theft in 2023. This surge in retail crime is often orchestrated by organized groups to resell stolen goods through physical and online marketplaces, further fueling illicit profits and financing additional criminal enterprises.

    At the same time, product manufacturers and supply chains are experiencing a rise in organized cargo theft across rails, roads, and the various distribution points across the United States. CargoNet reported a 27% increase in cargo theft incidents in 2024 over 2023. These thefts range from large-scale physical theft of goods from containers and storage to sophisticated cybercriminal methods that divert shipments to illicit receivers. This causes significant financial losses and operational supply chain disruptions.

    The CORCA Act would:

    • Strengthen legal tools for law enforcement by allowing criminal forfeitures for interstate shipment, transportation of stolen goods, or sale of stolen goods convictions.
    • Expand money laundering statutes.
    • Enable prosecution of organized retail and supply chain groups using interstate or foreign commerce to facilitate crimes.
    • Mandate the creation of the Organized Retail and Supply Chain Crime Coordination Center within Homeland Security Investigations (HIS) and the Department of Homeland Security.

    Jefferson City — Today, in honor of Beaufort-Leslie Fire Protection District Firefighter Chevy Gall, Governor Mike Kehoe ordered U.S. and Missouri flags be flown at half-staff at government buildings in Franklin County, the Fire Fighters Memorial of Missouri in Kingdom City, and firehouses statewide on Saturday, April 12, 2025, from sunrise to sunset.

    “Chevy Gall dreamed of one day becoming a firefighter, and in November 2024 at the young age of 16 he joined the Beaufort-Leslie Fire Protection District,” Governor Kehoe said. “Chevy went through training and embraced the fire service with enthusiasm, seriousness, and dedication. Claudia and I pray for Chevy’s loved ones, extended fire service family, and all who knew this young man who tragically lost his life in service to others.”

    On April 4, Firefighter Gall, 16, was responding to the Beaufort-Leslie Fire Protection District’s main fire station to deploy with other firefighters in response to a water rescue call when he was fatally injured in a motor vehicle collision.

  • MIL-OSI Security: IAEA Director General Visits China to Strengthen Cooperation

    China is making remarkable progress in nuclear energy and is a strong supporter of the IAEA’s mission to ensure that nuclear technology serves peace and development, IAEA Director General Rafael Mariano Grossi said while meeting China’s Foreign Minister Wang Yi in Beijing. They also exchanged on China’s commitment to multilateralism and non-proliferation.

    During a week-long visit to China, Mr Grossi has met with several high-level officials, signed agreements and visited nuclear and energy facilities and institutions as well as the prestigious Peking University.

    Nuclear Energy and SMRs

    China operates 58 civil nuclear reactors and has almost 30 new builds in progress. This represents nearly half of all power reactors currently under construction worldwide.

    Mr Grossi began his visit at the Hainan Changjiang Nuclear Power Plant, which has some of the country’s most advanced nuclear technologies. This includes a high-pressurized water nuclear reactor and a commercial small modular reactor (SMR).

    What are Small Modular Reactors (SMRs)? | IAEA

    Later, Mr Grossi addressed nuclear power plant personnel and students from the region at a special event where a SMR user requirements document was presented. The document outlines the specific needs and expectations for SMRs, covering design, safety, licensing, and other relevant aspects.

    “China is making strong progress in SMR deployment,” said Mr Grossi. “This event marks an important step toward safe and effective implementation.”

    Meeting the new Chairman of the China Atomic Energy Authority (CAEA), Shan Zhongde, Mr Grossi added,  “China plays a leading role across the peaceful uses of nuclear science and technology — from power to medicine, food and more.”

    Artificial Intelligence

    Mr Grossi also discussed the use of artificial intelligence (AI) and innovative technologies with the President from China National Nuclear Corporation (CNNC), Shen Yanfeng, signing an arrangement with China Nuclear Power Engineering to apply AI and other innovative technology to boost performance at nuclear facilities.

    Mr Grossi spoke with Liu Zhenmin, China’s Special Envoy for Climate Change about how China is investing in nuclear to help power its growing economy and decarbonize.

    In 2020, President Xi Jinping pledged to start cutting CO2 emissions by 2030 and that China would become a carbon-neutral country by 2060.

    During a visit to China’s State Power Investment Corporation (SPIC) on Friday, Mr Grossi also exchanged with SPIC Chairman Liu Mingsheng on clean, smart and innovative energy generation. SPIC owns a number of nuclear power plants under construction and in operation.

    On the last day of his visit, Mr Grossi visited China Huaneng Group (CHNG) in Beijing, one of the largest state-owned electricity companies in China. CHNG has participated in projects such as the Shidao Bay and Hainan Changjiang Nuclear Power Plants.

    “Huaneng Group is central to China’s energy transition — showcasing the value of a diversified low-carbon energy mix including nuclear,” he said.

    Nuclear Safety and Security

    As China expands its nuclear energy programme, the country continues to strengthen its cooperation with the IAEA in nuclear safety. On Wednesday, Mr Grossi met with Dong Baotong, the Administrator of the National Nuclear Safety Administration of China and agreed on increased cooperation between the IAEA and China in this area.

    China is supporting the IAEA’s initiatives to use nuclear techniques and technologies to help boost energy security, enhance global health and grow better food.

    Mr Grossi met with the Director of China International Development Cooperation Agency (CIDCA) Luo Zhaohui to discuss these priorities.

    While at CAEA, Mr Grossi signed a new Country Programme Framework with China and an arrangement with CAEA to strengthen education and training in the safe and peaceful use of nuclear technology via a Chinese university consortium at the authority.

    He also discussed education during an exchange with China’s Education Vice Minister Xu Qingsen.

    “The IAEA works closely works closely with Chinese universities — and we’ll do more — to train the next generation of professionals,” he said. Mr Grossi expressed his gratitude to China for its support to the IAEA Marie Skłodowska-Curie Fellowship Programme, which provides scholarships and internships to women master’s students studying STEM subjects.

    During a visit to Peking University, one of the most prestigious universities in China, Mr Grossi gave a keynote presentation and had the chance to talk to students in the School of International Studies. He spoke about the IAEA’s work, from energy to security, and the role of effective multilateralism in addressing global issues.

    China, a member of the IAEA since 1984, is involved in around 100 IAEA technical cooperation projects – spanning national, regional and interregional activities.

    Coalition of the Willing: Joint UK-France statement following 10 April meeting

    A statement from Defence Secretary John Healey MP and Defence Minister Sébastien Lecornu following the meeting of the Coalition of the Willing on 10 April 2025.

    The UK Defence Secretary and the French Ministre des Armees convened counterparts from 30 countries and representatives from the EU Commission, EU Council and NATO, to reaffirm our commitment to work together to drive progress towards a just and lasting peace in Ukraine.

    Ukraine’s security is inseparable from Euro-Atlantic security. Only a lasting peace in Ukraine that safeguards its strength, security, and sovereignty will deter Russia from further aggression in the future.

    Our work today is part of detailed military planning led by the UK and French Chiefs of Defence over the last month supported by hundreds of military planners from across Europe and beyond, and directly supports the ambitions laid out by Prime Minister Starmer and President Macron at recent international Summits.

    We are leading this work together, side by side to secure the best possible outcome for Ukraine. The UK and France are building this coalition on solid foundations, having spent almost 15 years developing the common tools and culture to enable such a force through our Combined Joint Expeditionary Force.

    Planning so far has looked across the full range of military capabilities from Europe and beyond. Discussions have centred on how participating nations can contribute their own capabilities to ensure Ukraine’s future security, whether by strengthening Ukrainian capacity or direct contributions. Our objectives are to reassure, support and protect Ukraine to ensure that any peace settlement secures against the risk of future Russian aggression.

    It is important to maintain discretion when commenting on the specific details of these discussions, until the conditions of the necessary ceasefire are clear. But we are making solid progress, as a Coalition, on building a multi-national effort to support Ukraine’s transition to peace time in a position of strength.

    We are showing that through this coalition, Europe together with other international partners are willing to step up and support the US and Ukraine to achieve a just and lasting peace.

    President Putin must prove he is serious about peace and sign up to a full and unconditional ceasefire, as Ukraine has done. We are working very closely with Ukraine on developing these future plans, as well as NATO to ensure that our collective support to Ukraine strengthens the wider European-Atlantic security architecture.

    This Coalition will continue to meet regularly to drive progress and generate firm commitments in pursuit of a just and lasting peace in Ukraine.
