  • MIL-OSI United Kingdom: New site for economic growth shaping up nicely!

    The steel frames for the first purpose-built commercial units within the Plymouth and South Devon Freeport are now up and work is powering ahead on the site that is destined to be home to high growth industries.

    The Council is delivering four units on a plot in Beaumont Way, Langage – one of three Freeport tax sites as part of the region’s continuing success story in the marine, defence, space, advanced manufacturing, engineering and clean energy sectors.

    Devon Contractors, who have only been on site since December, are cracking on with the task to build the units which range in size from 750 square metres to just over 2,000 sqm.

    These pictures show how far the work has come, with the roof cladding finished for three of the four units as well as creating the first internal floor within all units. External drainage work is almost complete and internal drainage progressing well.

    The units will have workshop/production space inside with fully fitted offices at ground and first floor level (with lift access) and welfare facilities, including showers.

    Each will have its own dedicated service yard, parking and EV charging pod and the units will be highly sustainable and incorporate technology to minimise carbon emissions and running costs, including solar photo-voltaic panels, increased levels of insulation, higher levels of natural daylight and ventilation and highly efficient heating systems. The units are being designed and built to BREEAM Excellent standards and Net Zero status.

    Plymouth City Council Leader Tudor Evans said: “It’s great to see so much progress on this important site and it’s great to know that we are already getting a significant amount of enquiries from interested companies. They must be the right fit for the Freeport, but the signs are really encouraging!”

    The development has been made possible thanks to a £4 million Freeport seed capital funding, match funded by Plymouth City Council. Once complete, it is expected to support around 138 full time jobs and associated long term spin off benefits, not to mention the construction and supply chain employment during the build period.

    Devon Contractors are on target to finish the scheme in time for units to be ready to move into by Autumn 2025.

    Nigel Whelan, Managing Director of Devon Contractors, said: “We’re making excellent progress on site at Langage and its a testament to the collaborative spirit across the board.

    “Our supply chain, consultants, suppliers and the client team have all come together as one, working seamlessly to drive the project forward. This level of co-operation is what allows us to maintain momentum and deliver with confidence. We’re particularly excited to be launching our work placements schools projects next month – a great opportunity to engage the next generation and share in the future of construction.”

    The Langage Tax Site is the largest of three tax sites for the Freeport and is on the edge of the existing Langage Business Park. It is strategically significant as it provides the space and opportunities to support sector growth plans and economic specialisation, underpinning the Freeport’s trade and investment objectives.

    Eligible businesses that are part of the Freeport can take advantage of a range of tax and customs benefits and incentives to support growth, innovation and investment in the South West, including business rates relief, employer National Insurance contributions rate relief, stamp duty land tax relief, capital allowances, VAT and tariff benefits and simplified import procedures.

    As this site is part of the Freeport designated tax site, eligible tenants must specialise in either marine, defence, space, advanced manufacturing, engineering or clean energy.

    Westminster City Council recognised its local heroes this week at an inspiring Community Awards ceremony held in Soho.  

    The awards were a chance to celebrate and highlight people in the community who make a real difference, recognising the wide range of contributions that our residents make. 

    One of the winners was The Mosaic Community Trust, who took home the Neighbourhood Centre of the Year award. They shared: 

    It means a lot to us to be recognised by Westminster City Council for our hard work. As much as we are grateful for winning, this award belongs to our community. Community is the pillar of what we do, and this one is for them”.  

    Mike Smith, runner up of the Active Citizen of the Year and the Building Social Cohesion Award, said:  

    I feel overwhelmed by the ceremony. It’s brought so many people together for the first time since the pandemic, and it shows that we’ve all kept on fighting for our community and Westminster – despite the difficult times that we have faced.”

    Hakha (Agenzia Fides) – Airstrikes by the Burmese army have destroyed the Catholic Church of Christ the King in the town of Falam, in the Diocese of Hakha, part of the Burmese state of Chin, in northwestern Myanmar. According to Fides sources in the Diocese of Hakha, in an area where electricity and telephone lines are down or interrupted, the roof of the church and its interior are devastated, while the walls of the building are still standing.The church was a new structure, built with painstaking effort and sacrifice in recent years to meet the needs of the approximately 1,000 faithful Catholic community in the area. It was finally consecrated in November 2023 last year, replacing the small chapel that had existed for 75 years. The community rejoiced to have found a place to pray and celebrate the sacraments in the midst of the civil war, an oasis of spirituality amidst the violence. “There is now great sadness in the community, but also a desire and determination to rebuild,” the source said.The April 8 bombing of the church was part of the clashes over the town of Falan, which has been the subject of nine months of fighting between the army, which controls the town, and the Chinland Defense Force (CDF), a local militia that emerged in Chin State in opposition to the military junta. CDF fighters surrounded the town, forced the army to flee after fierce fighting, and took control of Falan. At this point, as in so many other conflict scenarios in other Burmese regions, the army began bombing the town from the air or with artillery, and these bombings indiscriminately hit homes, public buildings, and places of worship, including the Church of Christ the King.In the same context, a 36-year-old Protestant Christian pastor and two children (8 months and 7 years old) were killed by shelling in Pwi, in the municipality of Mindat. Another man and a woman were among the victims. Nine other people were injured in the attack, and 10 buildings, including the village’s Christian church, were destroyed.Last February, the Burmese army carried out an aerial attack and damaged the Catholic Sacred Heart Church in Mindat, also in Chin State (see Fides 10/2/2025). The church was to become the cathedral of the newly founded Diocese of Mindat, established by Pope Francis on January 25 of this year.According to the Human Rights Organization of Chin State, at least 107 religious buildings, including 67 churches, were destroyed in Chin State in 2021 by army bombing during the civil war.   • MIL-OSI New Zealand: Universities – US academic takes reins on Pacific housing research – UoA

    Indigenous Hawaiian architect and academic Dr James Miller will soon cross the globe to start a new role at the University of Auckland.

    Miller left a role as associate professor at Western Washington University to start at MĀPIHI – Māori and Pacific Housing Research Centre this month.

    The 39-year-old will lead MĀPIHI’s research in Pacific housing.

    Currently working remotely from Washington, Miller plans to move with his family to New Zealand in July.

    The new role appealed partly because of the level of support the University offers Pacific scholars, which is far greater than in most US institutions.

    “MĀPIHI is a unique centre that closely aligns with the research I’ve done in the Pacific, particularly in the Marshall Islands and Hawai’i, around housing security,” he says.

    Miller grew up listening to stories about life in traditional Indigenous Hawaiian housing communities, known as kauhale. His father passed on stories about his childhood, growing up in a ‘camp’ in Hawaii, where the community lived simply in clusters of small houses. While they enjoyed collective spaces, there was no running water or plumbing.

    Miller’s father left Hawai’i for the United States, because of the high cost of living, and has not been able to afford to return to his homeland.

    “A core motivation for addressing housing in Hawaii is to secure housing for Native Hawaiians and mitigate the out migration of Hawaiians into the diaspora,” he says.

    In 2013, Miller’s doctoral research took him to the Marshall Islands, where his interest in housing for Indigenous people developed. The central focus of his research was climate change adaptation on the low-lying atoll, which is facing severe effects from sea level rise.

    Hearing stories of how Japanese and US imperialism had shaped life in the Marshall Islands ignited his interest in strengthening Indigenous design.

    In 2023, a housing crisis was declared in Hawai’i, with indigenous Hawai’ians and other Pacific people particularly hard hit.

    Property investment and tourism pressures have contributed to rising housing costs and lack of housing availability in Hawai’i, he says.

    Miller helped develop strategies and broad brushstroke designs with local nonprofit organizations to provide culturally appropriate housing for Indigenous Hawaiians and Pacific people in Hawai’i.

    “I’m looking at tradition, Indigenous ecological knowledge and contemporary technology to see how building design might meet the pressing needs of the present, that will increase in the future,” he says.

    One solution is non-profit community land trusts, which buy large tracts of land to offer affordable housing. In some cases, home buyers sign contracts ensuring they will not sell for excessive profits.

    Over recent years in Washington, Miller has worked with Coast Salish communities. One project involved helping design 24 houses and community spaces on two acres of land for people experiencing homelessness or addiction. Construction on the development started this week.

    He has also been helping the Swinomish community to develop a plan book of culturally supportive housing designs.

    At MĀPIHI, Miller plans to work with academics, NGOs, local and central government and professional groups to develop the centre’s Pacific Regional Strategy.

    Homes England completes strategic land acquisition to create the Agency’s largest housing-led development site in the North of England

    Acquisition creates opportunity for up to 4,200 new homes with supporting infrastructure and unlocks potential for major urban extension in South East Warrington

    Homes England has successfully completed the acquisition of 34 hectares of land within the residential allocation known as the South East Warrington Urban Extension (SEWUE), creating what is now the Agency’s largest development site in the North of England.

    The strategic purchase brings the Agency’s total landholding within the SEWUE to c.250 hectares, giving Homes England control of the development of the allocation in Warrington Borough Council’s Local Plan. The newly acquired land, near to Stretton, is critical to the entire development’s success, making it possible to put essential access infrastructure in place which unlocks the delivery of the whole allocation.

    This consolidation of ownership represents a significant milestone in the Agency’s placemaking mission, and the scale of the development will make a substantial contribution to meeting housing needs in Warrington and within the North West region.

    Once completed, the site will feature up to 4,200  new homes (30% of which will be affordable) alongside community facilities including schools, recreational spaces, local centres with health facilities, and green spaces for both existing and new communities to enjoy.

    BEIJING, April 11 (Xinhua) — There is no winner in a tariff war, and going against the world will only result in self-isolation, Chinese President Xi Jinping said when meeting with Spanish Prime Minister Pedro Sanchez in Beijing on Friday.

    Xi said over the past 70 years and more, China has achieved development through self-reliance and arduous struggle, never relying on others’ mercies, still less fearing any unreasonable suppression.

    He added that no matter how the external world changes, China will remain confident and focused on running its own affairs well.

    Noting that both China and the European Union (EU) are major economies in the world and firm supporters of economic globalization and free trade, Xi said the two sides have formed a close relationship of economic symbiosis with their combined economic output exceeding one-third of the world’s total.

    He called on China and the EU to fulfill their international responsibilities, work together to safeguard economic globalization and the international trading environment, and jointly resist unilateral bullying.

    This not only safeguards the legitimate rights and interests of China and the EU, but also serves to maintain fairness and justice within the international community while upholding international rules and order, Xi said.

    Sanchez said China is an important partner of the EU, and Spain has always supported the stable development of EU-China relations.

    Noting the EU is committed to open and free trade, upholds multilateralism and opposes unilateral tariff hikes, Sanchez said there is no winner in a trade war.

    Facing the complex and challenging international situation, Spain and the EU are willing to strengthen communication and coordination with China to maintain the international trade order, cope with challenges including climate change and poverty, and safeguard the common interests of the international community, he said.

    £450M surge of military support to boost Ukraine’s Armed Forces as UK and Germany chair meeting of 50 nations

    Package will support UK jobs and growth, with equipment and repair contracts connecting UK companies with Ukrainian industry

    The UK is surging rapid military support to Ukraine to put them in the strongest position to secure a lasting peace as partners meet in Brussels for the 27th Ukraine Defence Contact Group, chaired by the UK and Germany.

    The security of the UK and Europe starts in Ukraine, and a major new military support package will be delivered by British and Ukrainian suppliers to help boost Ukraine’s Armed Forces as they continue to defend against Russian attack. As chair of the meeting, the UK has secured ambitious pledges for Ukraine from donor countries.

    Today’s package, worth £450 million, includes £350 million from the UK from this year’s record £4.5 billion military support funding for Ukraine. Further funding is being provided by Norway, via the UK-led International Fund for Ukraine.

    The support package will be announced by Defence Secretary John Healey when he chairs the contact group alongside German Defence Minister Boris Pistorius later today, where 50 nations will come together to coordinate urgent military support for Ukraine.

    It will include £160 million of UK funding to provide repairs and maintenance to vehicles and equipment the UK has already provided to Ukraine – partnering UK companies with Ukrainian industry, supporting the UK economy and skilled jobs.

    Today’s support also includes a new ‘close fight’ military aid package – with funding for radar systems, anti-tank mines and hundreds of thousands of drones – worth more than £250 million, using funding from the UK and Norway. The package builds on the work of the drone capability coalition, led by the UK and Latvia.

    This will include high manoeuvrable first-person view (FPV) drones to attack targets, and drones which can drop explosives on Russian positions. These two types of drones are reported to be responsible for 60-70% of damage currently caused to Russian equipment.

    The new kit will be procured from a mixture of UK and Ukrainian suppliers, demonstrating how investment into Ukraine’s defence supports jobs and the economies of both the UK and Ukraine.

    The £160 million package for equipment repairs and maintenance will ensure vital armoured vehicles and other equipment can get back to the battlefield as quickly as possible. It will be implemented through the UK’s Taskforce HIRST, linking UK and Ukrainian companies to ensure repairs can be conducted in country to ensure that vital equipment is returned to the frontline as quickly as possible.

    The support provides opportunities for British companies to learn lessons from the battlefield and support the UK’s own industrial capabilities, an example of the UK-Ukraine 100-year partnership announced by the Prime Minister in action.

    Addressing the contact group, Defence Secretary John Healey MP will say:

    The work of the Ukraine Defence Contact Group is vital to put Ukraine in the strongest possible position and pile pressure on Putin to help force him to end this terrible war.

    We cannot jeopardise peace by forgetting the war, which is why today’s major package will surge support to Ukraine’s frontline fight.

    2025 is the critical year for Ukraine. Our job as defence ministers is to put into the hands of the Ukrainian war fighters what they need. We must step up to deter Russian aggression by continuing to bolster Ukraine’s defences.

    Yesterday, [Thursday] the Defence Secretary and his French counterpart, Minister Lecornu, chaired the first meeting of Coalition of the Willing defence ministers, bringing together 30 countries to progress planning for a reassurance force to support a lasting peace in Ukraine.

    The meeting followed a series of high-level meetings of leaders and defence chiefs in the last month to move forward with operational planning.

    This work delivers on the Prime Minister’s four-point plan to support Ukraine by ramping up delivery of weapons and equipment, boosting Ukraine’s defensive capabilities in the long term, working with allies to develop robust security assurances, and keeping up pressure on Putin.

    The UK is fully committed to working with allies to step up support to ensure Ukraine remains in the strongest possible position, which is why £4.5 billion of military support will be provided this year – more than ever before.

    As well as demonstrating leadership through the Ukraine Defence Contact Group and Coalition of the Willing, the UK is also contributing heavily to NATO’s Security Assistance and Training for Ukraine (NSATU) Command, which is coordinating further support for Ukraine in the form of training and providing more capabilities. Through the International Fund for Ukraine, the UK will manage the NSATU Trust Fund for rapid procurement – which Canada, Denmark and Iceland have already pledged funding towards, to meet Ukraine’s urgent equipment support and logistical needs.

    Zero tolerance for violence and harassment of NHS staff

    Health and Social Care Secretary Wes Streeting spoke at Unison’s annual health conference in Liverpool.

    Good morning conference.

    Let’s start on a point of agreement.

    The killing of 15 health and rescue workers in Gaza was an appalling and intolerable tragedy.

    Healthcare workers in any context, in any part of the world, should never be a target.

    The international community, or indeed any actors in any conflict, all have a responsibility to protect health and humanitarian aid workers and also to protect innocent civilians.

    And it’s clear that in Gaza, as well as in other conflict zones around the world at the moment, the international community is failing and failing badly.

    So I want to say, as a Unison member, I strongly support the sentiments expressed by our Healthcare Executive.

    But on behalf of our government, we want to see a return to an immediate ceasefire.

    We want to see aid in, people out of harm’s way, an end to this bloody conflict and a state of Palestine alongside a state of Israel, and the just and lasting peace that Israelis and Palestinians deserve.

    I also have to say, having been to the West Bank with Medical Aid for Palestinians and seen first hand the work that they do supporting the health needs of Palestinians across the occupied Palestinian territories, they do brilliant work.

    And I would fully endorse the sentiment of the motion in supporting them, and each of us putting our hands in our pockets to do that.

    But today, I’m here as the first health and social care secretary to address a Unison conference since my […] predecessor, Andy Burnham, did 15 years ago, and I am proud to do so as a Unison member.

    It’s not all plain sailing and I expect you’ll want to question, even challenge some of the government’s decisions.

    I might not like some of the questions, but the important thing is that we show up and we have that conversation.

    For all the challenges we’re confronting, and there are plenty, nothing I’ve experienced in the last 9 months as our country’s Health and Social Care Secretary has shaken my confidence and conviction that this will be a government that not only gets our NHS back on its feet, but makes sure it’s fit for the future, and shows the bold leadership required to make sure that we also build a national care service worthy of the name.

    Six months ago, back here in Liverpool, I spent 2 hours with one of the most remarkable groups of people I’ve ever had the honour of meeting in my life.

    In that room were centuries of training and experience between them of working in the health service.

    But all of that training, all of that experience couldn’t have prepared those people with what they were confronted with in Southport on Monday the 29th of July, as they rushed into that community centre to find children and adults lying on the floor bleeding, some tragically dying.

    The aftermath of an unimaginable, senseless, mindless attack.

    Those people were confronted immediately with the consequences.

    For the staff I met, the trauma still runs deep.

    But on the day itself, the whole NHS team kicked into action.

    From the paramedics who arrived first on the scene and had to make split-second decisions of who to treat first in what order, to give them the best chance of survival.

    The porters rushing children through busy hospital corridors, and the security guards trying to shield other patients and visitors from seeing the horror that the staff were confronting.

    The lab teams who are mobilising blood supplies.

    Receptionists fielding calls from panic-stricken parents.

    The surgical teams fighting to save those young girls’ lives.

    I’m filled with admiration for their care, their expertise and their values.

    As I think about what happened in the aftermath of those brutal attacks, that admiration turns to anger.

    Filipino nurses came under attack from racist thugs on their way into work wearing their NHS uniforms.

    GP surgeries closed early out of fear of rioters.

    A Nigerian care worker saw his car torched.

    These people came to our country to care for our sick and vulnerable.

    They bust a gut day in, day out to keep us well.

    If those thugs represented the worst of our country, our health and care workers represent the best.

    This government will never walk by on the other side when it comes to standing up against racist hate, intimidation or violence.

    Because no one should go to work fearing violence, least of all those all of us rely on for our healthcare.

    What happened after Southport was an extreme, but it wasn’t a one off.

    One in every 7 people employed by the NHS have suffered violence at the hands of patients, their relatives or other members of the public.

    This should shame us all.

    So today I can announce we will act to keep NHS staff safe at work.

    Incidents will have to be recorded at a national level.

    Data will be analysed so that those most at risk can be protected.

    Trust boards will be made to report on progress they’re making to keep staff safe.

    Protecting staff from violence is not an optional extra.

    We are making it mandatory.

    Zero tolerance for violence and harassment of NHS staff, campaigned for by Unison.

    We invest huge sums of money into training the NHS workforce.

    Then they’re treated like crap. Forced to leave the health service and often leave the country.

    British taxpayers are investing billions in doctors, nurses, paramedics and healthcare assistants only for them to turn up treating patients in Canada or Australia.

    We’ve got to retain the talent we have in the health service and treat our staff with the respect they deserve.

    That means more training and opportunities for nurses who want to progress in their career, and making flexible working easier too.

    It also means paying you for the job you actually do.

    There have been too many disputes because NHS staff have not been paid according to their job description, rather than their job.

    So we’re bringing in a new digital system to make sure the job evaluation scheme is applied fairly across the board.

    I owe my life to the NHS. Who cared for me when I went through kidney cancer. It’s a debt of gratitude I will never be able to repay. But I will certainly try.

    You were there for me and I’ll be there for you.

    As the chair said, the scale of the challenge in our NHS is huge.

    So our job is twofold.

    First, to get the service back on its feet and treating patients on time again.

    And second, to reform the service for the long term so that it’s fit for the future.

    And I say it’s our job deliberately, because this can’t be done with one man sat behind a desk in Whitehall.

    We will only succeed if this is a team effort, from the Prime Minister to the 1.5 million people who work in the National Health Service.

    When I visited Singapore General Hospital in opposition, they told me about a programme they run.

    It’s called get rid of stupid stuff.

    Does what it says on the tin.

    I thought the NHS could probably do with that.

    Some of you might think I could do with that.

    It’s a common sense idea.

    People working in the health service might have ideas about how to fix it.

    So over the past few months, just as we did when we were in opposition, we’ve been asking NHS staff about the stupid stuff that’s holding them back.

    More than a million people have engaged in what’s been the biggest national conversation since the NHS was founded.

    NHS staff have attended more than 3,000 meetings across the country and online, and if you’ve not made your voice heard yet, you’ve got until 5pm on Monday [14 April 2025] to go to Change.nhs.uk.

    The plan, published later this spring, will take the best ideas from across the NHS, staff and workforce and patients and set out how we’ll deliver the change the NHS needs.

    Shifting the focus of healthcare out of hospital and into the community, with more investment in primary and community care.

    Bringing our analogue health service into the digital age, arming staff with modern equipment and cutting-edge technology.

    Turning our sickness service into a preventative health service to help people live well for longer and tackle the biggest killers.

    The crisis in the NHS is not the fault of staff, but we can’t fix it without you.

    I know how hard it is to battle against a broken system, to give patients the best care you can, only to go home at the end of the day, knowing your best wasn’t good enough.

    But there is light at the end of the tunnel.

    The cavalry is coming.

    My message to everyone working in the NHS is this.

    Stay and help us to rescue and rebuild it.

    The NHS was broken, but it’s not beaten.

    And together we can turn it around.

    Change takes time, but it has already begun.

    In 9 months, this […] government has awarded NHS staff an above-inflation pay rise, ended the resident doctors strikes, invested an extra £26 billion in health and care, the biggest investment in hospices for a generation.

    We’ve agreed the GP contract for the first time since the pandemic, with £889 million more in funding, the biggest uplift in a decade.

    We’ve reversed the decade of cuts to community pharmacy.

    We’ve delivered the extra 2 million more appointments we promised at the election than we did it 7 months early.

    NHS waiting lists have been cut for 5 months in a row and counting.

    80,000 suspected cancer patients were diagnosed early, so lots done, but so much more to do.

    We know there’s a long way to go.

    There’ll be bumps along the way.

    It won’t be plain sailing and we’ll make some mistakes.

    But we are finally putting the NHS on the road to recovery.

    On social care, we’ve been accused of not doing enough.

    I totally understand the cynicism after years of inaction.

    Our first step on the road to building a national care service, and I can announce today, will go further for our care professionals.

    We are introducing the first universal career structure for adult social care, setting out four new job roles to give care workers the opportunities to progress in their career.

    With millions of pounds of new investment in their skills and training.

    Keir said his ambition for his sister, who is a care worker, is to command the same respect as her brother, the Prime Minister.

    Her work is so important to the future of our country.

    But be in no doubt about the weight on our shoulders.

    I’m certainly not.

    Not only the responsibility to millions of people who are being failed by the NHS and social care services, but also to prove to a sceptical public that the NHS can change and deliver the timely, quality care people expect in 2025.

    On the 75th anniversary of the NHS, an opinion poll showed that the health service makes the majority of the British people proud of our country, greater than the pride we feel for any other aspect of our history or culture.

    But the same poll revealed that 7 in 10 believe that the NHS founding principle of healthcare, free at the point of need, won’t survive the next 10 years.

    The failure of public services to meet the needs of the people is one of the fertilisers of populism we see across liberal democracies.

    We will always defend the NHS as a public service, free at the point of use, so that when you fall ill, you never have to worry about the bill.

    That’s why I say it’s change or die.

    The stakes are high.

    The challenge is enormous, but the prize is huge.

    A service that values all of its workforce as an asset to be nurtured, not a cost to be minimised.

    Where staff are proud to work because their patients receive the best possible care.

    An NHS there for us when we need it.

    Once again, it won’t be easy.

    It will take time.

    But if we get this right, we will be able to look back on this time and say that we were the generation that took the NHS from the worst crisis in its history, got it back on its feet and made it fit for the future, and built a national care service worthy of the name.

    A unique documentary film produced by the family of Charlie Chaplin opened the film screening segment of the second Macao International Comedy Festival, currently taking place in China’s special administrative region.

    “Chaplin: Spirit of the Tramp ,” directed by Carmen Chaplin, a granddaughter of the legendary comedian, actor, director and producer, is not a conventional biopic and features deep involvement from the Chaplins. Several members of the family either appear on camera to share their insights and memories or contribute behind the scenes as producers.

    In the film, Chaplin’s family embarks on a revealing journey into the Romani heritage that inspired the creation of Charlie Chaplin’s iconic and beloved character of the Tramp. Featuring intimate interviews and unprecedented access to the Chaplin estate, the documentary offers a profound exploration of Chaplin’s roots, woven together through film excerpts, home movies, archival footage and contributions from renowned contemporary Romani artists.

    Dolores Chaplin, another granddaughter of Charlie Chaplin, served as a producer on the film and attended the comedy festival to present it to Chinese viewers on Thursday, also participating in a post-screening discussion.

    “I think that this documentary is a great way to introduce my grandfather’s works to the younger generation who maybe don’t know his movies that well,” Dolores said. “Every time we’ve shown it to children or the younger generation or young adults or people who don’t know my grandfather, they wanted to see his movies. It’s like rediscovering his movies through the documentary, through the man, through his passion and through the family side, but also with the clips.”

    As a comedy icon, Charlie Chaplin’s films have influenced generations. His movies are able to transcend language and travel across cultures like music. “For an actor, it’s difficult to be known worldwide, but for a musician, it’s easier because music travels. Yet as an actor in silent films, he was known everywhere — from Iceland to China to Spain. It’s nice to keep that alive.”

    While opening a film segment meant to be filled with laughter, “Chaplin: Spirit of the Tramp” instead offers an emotional retrospective. Yet Dolores stressed that its messages remain vital.

    “I feel that humor is a great way to convey any kind of message — it could be political, it could be emotional and it could be anything really. If you pass it through humor, people will relate to it easier or sometimes we’ll maybe look at it and understand it better. Humor must never be one thing, it has many coats,” she added. 

    “Chaplin: Spirit of the Tramp” will also be shown at the upcoming 15th Beijing International Film Festival, set to open on April 18.

    The comedy festival’s film program, which is running from April 10-13, will feature classic comedies such as “Crazy Rich Asians,” the “Detective Chinatown” series, “Johnny Keep Walking!” and “Lost in Thailand,” alongside the premiere of Takeshi Kitano’s new film “Broken Rage.” The film event will also feature post-screening panels and masterclasses, offering both movie enthusiasts and industry professionals the opportunity to discuss comedy creation.

    The second Macao International Comedy Festival kicked off in Hengqin, a district of Zhuhai city in Guangdong province neighboring Macao, on Wednesday. Running through Sunday across the two regions, it will gather top comedians like Shen Teng and Ma Li, international filmmakers including Takeshi Kitano and Aamir Khan, and include film screenings, stage performances, industry forums, pitch sessions and a gala night at venues in both locations.

  • MIL-Evening Report: Peter Dutton’s climate policy backslide threatens Australia’s clout in the Pacific – right when we need it most

    Australia’s relationship with its regional neighbours could be in doubt under a Coalition government after two Pacific leaders challenged Opposition Leader Peter Dutton over his weak climate stance.

    This week, Palau’s president Surangel Whipps Jr suggested a 2015 gaffe by Dutton, in which he joked about rising seas lapping at the door of Pacific islanders, had not been forgotten. Speaking at a clean energy conference in Sydney, Whipps said the Pacific’s plight was “not a metaphor or a punchline. It’s our fear and reality.”

    And Tuvalu’s Climate Change Minister, Maina Talia, this month criticised Dutton for suggesting a joint Australia–Pacific bid to host global climate talks next year was “madness”. Talia said Dutton’s comments caused Pacific leaders to “question the nature of our friendship” with Australia.

    Both Labor and Coalition governments have worked hard this decade to cement Australia as a security partner of choice for Pacific nations, as China seeks to expand its influence. Australia’s next government must continue this work by signalling an unwavering commitment to strong climate action.

    What are the major parties offering on climate policy?

    Worsening climate change – with associated sea-level rise and other harms – is the greatest threat to Pacific island nations.

    Pacific leaders have long criticised Australia for its climate policy shortcomings, including its continued reliance on fossil fuels. As Palau’s president Whipps told the ABC this week:

    We are urging Australia – and whoever forms the next government – to take the next steps and stop approving new fossil fuel projects and accelerate the phase-out of coal and gas.

    The Labor government has not agreed to the phase-out. But it has sought to improve Pacific ties through more ambitious climate action.

    In 2022, it introduced a stronger emissions-reduction target – a 43% cut this decade, based on 2005 levels. The same year, Prime Minister Anthony Albanese joined Pacific leaders to declare a climate emergency.

    In 2023, Australia signed a climate migration deal with Tuvalu. It also prevents Tuvalu from pursuing a security deal with China.

    A Coalition government would review Australia’s 43% cut to emissions. It would also expand gas production, and slow the shift to renewables while building seven nuclear reactors. Dutton is also considering weakening Australia’s signature climate policy, the safeguard mechanism, which aims to reduce industry emissions.

    And last month, Dutton suggested the Coalition would ditch the Australia–Pacific bid to host the next United Nations climate summit, known as COP31.

    How will this go down in the Pacific?

    Australia has dramatically stepped up engagement with Pacific island countries in recent years. This has been guided by the foreign policy goal of integrating Pacific countries into Australia’s economy and security institutions.

    But Pacific island leaders also expect Australia – the largest member of the Pacific Islands Forum – to seriously tackle the climate crisis. Should Australia fail on this measure, securing our place in the region during a time of growing strategic competition will become increasingly difficult.

    Pacific leaders welcomed Australia’s plans to host the COP31 climate talks and agreed to work with this nation on the joint bid. If Dutton wins power and abandons the COP31 push, he could face a frosty reception when he meets with Pacific island leaders.

    Palau, in particular, could embarrass Dutton on the global stage. It will host the Pacific Islands Forum meeting next year, weeks before the COP31 talks. This year, Palau also takes over as chair of the Alliance of Small Island States, an important negotiating bloc in global climate talks.

    Countering China’s influence

    Australia’s leadership in the Pacific is considered key to our national defence and security. But China’s growing power in the Pacific has weakened Australia’s standing.

    In 2022, for example, Solomon Islands signed a security deal with China to allow naval vessels to be based there – effectively allowing a Chinese military base on Australia’s doorstep. As recently as February this year, the Cook Islands signed a series of agreements with China to enhance cooperation.

    At the same time, the Trump administration has all but abandoned the United States’ overseas aid program. This leaves Australia with even more work to counter China’s creep into the region.

    In last month’s federal budget, Labor redirected aid money to the Pacific to counteract Trump’s cuts. However, Liberal backbenchers reportedly fear Dutton would cut the foreign aid budget and warn a reduction in Pacific aid would strengthen Beijing’s hand.

    Climate policy is key to Australia-Pacific goodwill

    Australia’s past failures on climate policy have hurt our standing in the Pacific – a point conceded by senior Coalition figure Simon Birmingham.

    A Coalition government is likely to continue some diplomatic measures initiated by the Albanese government, such as security agreements with Tuvalu and Nauru, and negotiating a new defence treaty with Papua New Guinea.

    But the depth of feeling among Pacific leaders on climate action cannot be overstated. As global geopolitical tensions sharpen, Australia’s next moves on climate policy will be vital to the future of our Pacific relationship.

    The Coalition has announced it would, if elected to government, weaken a scheme aimed at cutting car emissions.

    The scheme, known as the New Vehicle Efficiency Standard (NVES), was introduced by the Albanese government and was due to take effect in July. It involved issuing penalties to automakers that breach an emissions ceiling on their total new car sales.

    The new Coalition plan, announced this week, would see such penalties abolished.

    But the penalties are crucial. Without penalties, automakers have limited incentive to supply fuel efficient, low or zero-CO₂ emitting vehicles to the Australian market.

    If this plan became government policy, it would make Australia an international outlier – and put at risk Australia’s ability to meet its obligations under the Paris climate agreement.

    An international outlier

    More than 85% of the international car market is covered by fuel efficiency standards.

    Without a robust New Vehicle Efficiency Standard scheme, complete with penalties for automakers that break the rules, Australia would join Russia in the tiny minority of developed countries without strong fuel efficiency standards for new vehicles.

    Abolishing the penalties embedded in the scheme also risks making Australia the world’s dumping ground for inefficient vehicles.

    That’s because the penalties embedded in the scheme are there to incentivise automakers to sell more efficient vehicles in Australia.

    The current scheme, as it is, is not particularly punitive. Automakers that breach their cap of emissions are given up to two years to fix their mistakes before being issued with a financial penalty.

    Weakening the scheme won’t help make it easier for Australians to buy fuel-efficient cars.

    Decarbonising Australian roads

    The 2015 Paris Agreement, to which Australia is a signatory, requires developed nations to decarbonise their transport by as much as 80% by 2050.

    Carbon emissions from Australian transport accounts for 21.1% of the nation’s emissions (to June 2023).

    It represents the third largest source of greenhouse gas emissions in Australia.

    Without measures aimed at making cars more fuel efficient, Australia’s CO₂ emissions will continue to rise. It will be harder to meet our commitments under the Paris Agreement.

    It’s regulation, not a tax

    The Coalition, which is hoping to pick up votes in outer-ring suburbs, has called the penalties embedded in the New Vehicle Efficiency Standard scheme a “car tax”.

    Liberal leader Peter Dutton said this week:

    This is a tax on families who need a reliable car and small businesses trying to grow. Instead of making life easier, Labor is making it harder and more expensive […] We want cleaner, cheaper cars on Australian roads as we head towards net zero by 2050, but forcing unfair penalties on carmakers and consumers is not the answer.

    But these penalties are not a tax; they are a form of regulation. Automakers that meet the rules wouldn’t have to pay penalties, under the current scheme.

    If the goal is to reduce people’s hip-pocket pain at the bowser, the focus should be on ensuring Australians can buy fuel-efficient vehicles.

    That means incentivising automakers to bring fuel-efficient vehicles to the Australian market. It also means avoiding any policy that encourages carmakers to see Australia as a dumping ground for gas-guzzling vehicles.

    Social media is ablaze with reports of kids going wild at screenings of A Minecraft Movie.

    Some cinemas are cracking down. There are reports of cinemas calling in police to deal with rowdy theatregoers and making special announcements before the film, warning of consequences for “anti-social behaviour” including “clapping and shouting”.

    But these kids are engaging in a kind of communal experience. Rather than being antisocial behaviour – couldn’t we label it as prosocial?

    The global fandom of Minecraft

    Minecraft was first released in 2011 and has sold over 350 million copies, making it the best-selling video game of all time.

    Minecraft is an unstructured game that provides mineable resources and leaves players to create whatever they want with them. Creations can be as basic as stacking blocks of wood to make a wall, or as complex as a working computer.

    It has become the nexus of a vast online community of people with an interest in the game.

    Players connect to one-another digitally and share certain social norms and knowledge, including a memeified vernacular. Minecraft-playing Youtubers have also become popular, and are the source of many memes.

    The community is dominated by children and young adults and the incomprehensibility of their vernacular for other generations is possibly part of its appeal.

    Within child and youth fan communities the usual hierarchies of communication are reversed. Instead of kids having to learn to speak according to adults’ rules, in this community the kids maintain a knowledge system that excludes a lot of adults.

    Enter A Minecraft Movie

    A Minecraft Movie opened last weekend to enormous box office success, bringing in US$313.2 million globally. The film follows four humans who stumble through a portal into the Overworld (Minecraft). Their only way home involves teaming up with fellow human Steve (Jack Black) to save the Overworld from the creativity-hating Piglins.

    Almost immediately, social media conversations sprang up about the behaviour of audiences. One bemused parent described the atmosphere of the cinema as “like [when] The Beatles came to America”.

    Many of the videos shared of audiences during screenings show joyful scenes of communal pleasure, similar to other responses to highly anticipated films such as Avengers: Endgame.

    But while the response to Avengers: Endgame was celebrated, the behaviour of children and teens at A Minecraft Movie has been framed by news outlets in negative terms.

    Journalist Keith Stuart suggests the different responses are a result of parents feeling excluded by A Minecraft Movie’s frequent references to memes.

    Negative news reports link audience behaviour to existing moral panics about social media challenges and are particularly focused on popcorn being thrown.

    The use of the same two or three videos of popcorn throwing to illustrate multiple news articles highlights how relatively few reports of popcorn throwing there currently are.

    Instead, most of the debate on social media has been about the etiquette of noisiness during screenings, including cheering and clapping.

    Finding community

    A Minecraft Movie speaks the memeified vernacular of its online community.

    The film incorporates references to longstanding memes, popular Minecraft YouTubers (and some cameos) and, of course, to the game itself.

    The film is speaking directly to Minecraft fans, and audiences are responding by displaying their mastery of this vernacular and strengthening their sense of belonging.

    By clapping and cheering when they recognise a meme, or saying lines of dialogue in sync with the actors, kids are identifying themselves as members of a community.

    When a whole cinema full of young people does this simultaneously, they are identifying themselves to and with one another.

    This is prosocial, strategic communication – not the antisocial pandemonium and chaos some reports would have us believe. Instead, fans are reporting the cheering and clapping happens at specific moments: they are enjoying both the film, and reacting to it.

    During the brief (but meaningful for knowledgeable audience members) tribute to beloved YouTuber Technoblade, who died of cancer in 2022, there have been reports of whole theatres falling silent as a mark of respect.

    An online community of kids and teens has suddenly become hyper visible to adults because it has intersected with the traditional media space of the cinema.

    Online games such as Minecraft are a crucial part of kids’ social lives and play.

    Perhaps adults can seize this moment as an opportunity to learn more about something that clearly matters deeply to a lot of kids.

    South Australia Police (SAPOL) members who lost their lives while serving overseas were commemorated this morning during an early Anzac Day memorial service.

    Around 110 people united at SAPOL’s Wall of Remembrance at the Fort Largs Police Academy in memory of 25 police officers killed on active service leave from SAPOL, including 11 police officers in World War I, 13 in World War II, and one in Cyprus while on peacekeeping duties with the United Nations.

    Her Excellency the Honourable Frances Adamson AC, Governor of South Australia, joined Commissioner of Police Grant Stevens APM LEM, Minister of Police Stephen Mullighan and other dignitaries and guests to honour those who paid the supreme sacrifice.

    “We remember all 25 officers and their families affected by their unwavering commitment to their state and country, with honour they served,” Commissioner Stevens said.

    “We acknowledge the sacrifice of each officer who joined other Australians fighting overseas and sadly never returned home.”

    Police Chaplain, Reverend Mark Kleemann led the memorial service, which paid tribute to former SAPOL Foot Constable Alexander Graham – one of the first SAPOL officers to enlist in World War I and first to die on active service.

    A commemorative address by Dr Barry Blundell APM LEM, of SA Police Historical Society, explored the fallen officer’s service until his passing on 24 September 1915.

    Alexander Graham was born on the Isle of Rona, on 16 June 1888, and before emigrating to Australia, is believed to have served with the British military.

    He joined SAPOL on 1 August 1914 and worked as a Foot Constable based at Adelaide Station for a short time before moving to Port Adelaide for nearly eight months until enlisting on 8 March 1915 with the Australian Imperial Forces.

    “Graham embarked with the 6th reinforcements of the 10th Battalion on 23 June, travelling to Egypt. Following training, he then travelled to the Dardanelles on 1 August, joining his Battalion on August 4,” Dr Blundell said during his address.

    “Graham’s first engagement with the enemy was two days later at the Battle of Lone Pine, where over four days some 6000 Ottomans and more than 2000 Anzacs were killed or wounded.

    “By September, the 10th Battalion was losing 10 men a day to dysentery. Graham succumbed to the disease on 18 September, when he was admitted to hospital, soon being transferred to Alexandria, where on 24 September he died of his illness.”

    Private Alexander Graham was buried in the Chatby War Cemetery in Alexandria, Egypt.

    Meanwhile, the Band of the South Australia Police and members of the Mounted Operations Unit contributed to this morning’s service, which also featured hymns, readings, wreath laying, playing of The Last Post and a minute’s silence.

    SAPOL members will also participate in and support other Anzac Day services throughout the state on Friday 25 April – the national day of remembrance.

  • MIL-OSI China: Hostilities, aid blockade take toll on Gaza civilians

    Israeli attacks in Gaza are taking a horrifying toll on civilians already suffering dwindling food supplies and looting due to the aid blockade, UN humanitarians said on Thursday.

    The UN Office for the Coordination of Humanitarian Affairs (OCHA) said that there have been daily reports of Israeli strikes killing and injuring many Palestinian civilians.

    “Just yesterday (Wednesday) in Gaza City, there were reports of dozens of people killed, including at least eight children, after an Israeli strike hit a residential building,” OCHA said. “Many are still missing under the rubble.”

    The Ministry of Health in Gaza reported that more than 1,500 people reportedly were killed, many of them women and children, since the intensification of hostilities less than a month ago.

    The office said the hostilities and continued blocking of cargo entry into Gaza for almost six weeks are hampering people’s access to life-saving aid.

    “As supplies inside the Strip near exhaustion and the situation becomes increasingly dire, there has been an increase in looting over the past few days,” OCHA said. Earlier this week, several such incidents were reported in Rafah, Deir al Balah and Al Zawaida.

    OCHA reiterated the urgency of reopening the crossings to allow critical supplies to enter.

    More than 60,000 children are reportedly suffering from malnutrition at a time when community kitchens are rapidly running out of fuel and supplies.

    The World Health Organization (WHO) said it has been able to support some medical evacuations from Gaza. On Wednesday, 18 patients and nearly 30 companions were allowed to leave for specialized treatment abroad.

    However, with some 12,500 patients in Gaza still in need of medical evacuation outside the strip, WHO called for evacuations through all available border crossings and corridors.

    Across Gaza, OCHA said its partners are warning of acute water shortages in shelters hosting displaced people. The loss of water, the lack of cleaning supplies and cohabitation with livestock are having a dire public health impact. In March, more than one-third of households in Gaza experienced lice infestations.

  • MIL-OSI: EfTEN Real Estate Fund AS’s financial results for Q1 2025 and net asset value as of 31 March 2025

    EfTEN Real Estate Fund AS earned EUR 7.678 million in consolidated rental income during the first quarter, representing a 0.5% increase compared to the same period last year. The Fund’s consolidated EBITDA amounted to EUR 6.181 million, which is 4.3% less than in the same period a year ago. In the first quarter, the Fund generated EUR 2.758 million in adjusted cash flow (EBITDA minus interest expenses, loan principal repayments, and income tax expense), which is EUR 139 thousand more than in the same period last year, mainly due to lower interest expenses.

    The weighted average interest rate on the loans of the Fund’s subsidiaries fell to 4.37% by the end of March, decreasing by 0.527 percentage points compared to the end of the previous year. On a comparable basis, the total interest expense for the first quarter of this year was EUR 1.675 million, which is EUR 486 thousand (22%) lower than a year earlier.

    In March the Fund earned EUR 2,556 thousand in consolidated rental income, which is EUR 10 thousand less than in February.  Rental income-related expenses increased exceptionally in March by EUR 111 thousand. This increase was mainly due to the one-off recognition of a provision for receivables in the amount of EUR 89 thousand related to the bankrupt company Aktsiaselts Hortes. The provision reflects the Fund’s conservative accounting principles and is not connected to the legal treatment of the claim. As of 1 April, Rikets Aianduskeskus OÜ has replaced AS Hortes as the tenant of the Laagri gardening center.

    The Fund’s consolidated EBITDA for March amounted to EUR 1,990 thousand, which is EUR 159 thousand less than in February. At the end of March, the overall vacancy rate in the Fund’s real estate portfolio was 4.4%.

    The Fund’s consolidated cash balance decreased due to additional property investments by EUR 3,350 thousand in March, reaching EUR 19,038 thousand by the end of the month. In March, a subsidiary of the Fund made a new property investment by acquiring the Hiiu care home property in Tallinn. The acquisition cost of the property, including related expenses, totaled EUR 4,016 thousand. Additionally, EUR 619 thousand was invested in the ongoing development project at Paemurru logistics center, and EUR 118 thousand was paid for construction work related to the next phase of the Valkla elderly home. Paemurru logistics center is planned to be finished and will start to generate rental income for the Fund from mid-April.

    As of 31 March 2025, the Fund’s net asset value (NAV) per share was EUR 20.7371 and EPRA NRV was EUR 21.5985. The NAV per share increased by a typical 0.6% in March.

    House-Senate ‘compromise’ contains health care cuts, lopsided tax breaks for the wealthy and trillions in new debt

    WASHINGTON — Congressman Jared Golden (ME-02) voted today against the Senate Amendment to H. Con. Res. 14 — a compromise budget resolution for Fiscal Year 2025. 

    “You can’t build a good house with rotten wood. This compromise combines the House GOP’s plan to cut health care to pay for millionaires’ tax cuts with a Senate GOP plan to explode the deficit and enshrine accounting gimmicks that set a new low for fiscal instability. I see no way that combining these two bad plans will somehow yield a good one through the reconciliation process,” Golden said. 

    “There’s a better way forward: Congress could target tax cuts to working families, paid for by allowing the expiration of tax cuts for the very wealthy. We don’t need to take away anyone’s health care or pass trillions in new deficit spending to pass a budget that puts the middle class first,” Golden said.

    The proposal on the floor today was a Senate amendment to the GOP budget resolution adopted by the House in February. As amended, the plan:

    • allows for roughly $5.3 trillion in deficit-financed tax cuts, including $3.8 trillion to extend the 2017 Tax Cuts and Jobs Act (TCJA), which disproportionately benefitted the wealthy;
    • uses an accounting gimmick known as the “current policy baseline” to artificially reduce the legislation’s price tag;
    • instructions for the House Energy and Commerce Committee to cut $880 billion in spending — a target that will be impossible to reach without hundreds of billions in Medicaid cuts, according to the nonpartisan Congressional Budget Office.
    • a $5 trillion debt limit increase; and
    • more than $7 trillion in new debt, in total, over the next decade. 

    The elements of the House-Senate compromise budget resolution are stacked against working families: Roughly half the benefit of extending the full 2017 tax package would go to households with annual income over $450,000. The Treasury Department found that the plan would give an average annual tax break of more than $32,000 for those in the top 1 percent, while working families will only get a few hundred dollars in tax cuts per year.

    Cuts to Medicaid would hurt families in the 2nd Congressional District. Medicaid provides health coverage to 236,000 people in CD2 — more than one-third of the population — according to KFF.

    The national debt is currently roughly $29 trillion. Interest on the debt costs the federal government more every year than on national defense or Medicare. It is second only to Social Security as an annual line item in the federal budget.

    Two men have been arrested and charged with the murder of Woodville Gardens man, Bill Frangos.

    It will be alleged Mr Frangos, 72, was murdered, before his body was found after a house fire at his Essex Street, Woodville Gardens home on 7 November, 2024.

    Following extensive investigation and appeals to the public for assistance, today Major Crime detectives arrested a 27-year-old Novar Gardens man and a 27-year-old Fulham Gardens man.

    They were charged with murder, arson and destroy human remains.

    The arrested men are expected to appear in the Adelaide Magistrates Court at the earliest opportunity, likely Monday 14 April.

    Israeli attacks in Gaza are taking a horrifying toll on civilians already suffering dwindling food supplies and looting due to the aid blockade, UN humanitarians said on Thursday.

    The UN Office for the Coordination of Humanitarian Affairs (OCHA) said that there have been daily reports of Israeli strikes killing and injuring many Palestinian civilians.

    “Just yesterday (Wednesday) in Gaza City, there were reports of dozens of people killed, including at least eight children, after an Israeli strike hit a residential building,” OCHA said. “Many are still missing under the rubble.”

    The Ministry of Health in Gaza reported that more than 1,500 people reportedly were killed, many of them women and children, since the intensification of hostilities less than a month ago.

    The office said the hostilities and continued blocking of cargo entry into Gaza for almost six weeks are hampering people’s access to life-saving aid.

    “As supplies inside the Strip near exhaustion and the situation becomes increasingly dire, there has been an increase in looting over the past few days,” OCHA said. Earlier this week, several such incidents were reported in Rafah, Deir al Balah and Al Zawaida.

    OCHA reiterated the urgency of reopening the crossings to allow critical supplies to enter.

    More than 60,000 children are reportedly suffering from malnutrition at a time when community kitchens are rapidly running out of fuel and supplies.

    The World Health Organization (WHO) said it has been able to support some medical evacuations from Gaza. On Wednesday, 18 patients and nearly 30 companions were allowed to leave for specialized treatment abroad.

    However, with some 12,500 patients in Gaza still in need of medical evacuation outside the strip, WHO called for evacuations through all available border crossings and corridors.

    Across Gaza, OCHA said its partners are warning of acute water shortages in shelters hosting displaced people. The loss of water, the lack of cleaning supplies and cohabitation with livestock are having a dire public health impact. In March, more than one-third of households in Gaza experienced lice infestations.

  • MIL-Evening Report: Traded like assets, expected to be loyal: the unique double standard of being an Australian footy player

    Few issues in Australian sport generate as much media noise or emotional fan reactions as player movement, especially in our major winter codes the National Rugby League (NRL) and Australian Football League (AFL).

    Contract negotiations, trade whispers and club defections dominate headlines, talkback radio, social media and fan forums — often eclipsing the on-field action itself.

    In the past month, the sport news cycle has been dominated by player movement controversies involving the NRL’s Dylan Brown and Daly Cherry-Evans and the AFL’s Oscar Allen.

    The scrutiny these athletes face is one feature of a workplace defined by expectations rarely found in other industries.

    In a world where professional athletes are simultaneously financial investments and human beings, can fans, athletes and leagues strike a truly fair balance when it comes to player movement?

    A unique legal status

    Professional sport is exempted from several commercial laws that otherwise apply to typical industries. This is due to its peculiar economics.

    Crucially, leagues such as the AFL and NRL are permitted to operate as cartels, whereby clubs act collectively in ways that petrol stations or supermarkets legally cannot.

    One outcome of sport cartels has been the implementation of various restrictive practices on the recruitment, transfer and remuneration of professional athletes.

    Drafts, trade windows and salary caps are all anti-competitive mechanisms with two general aims: fostering “competitive balance” between teams and suppressing player wages to maintain leaguewide financial viability.

    These mechanisms remain in place mostly due to co-operation between leagues and their player associations (the AFLPA and RLPA), as their underlying legal standing is in fact ambiguous.

    Whether the AFL’s draft would survive a court challenge is debatable.

    Australia’s varied player movement rules

    National Rugby League

    The NRL operates a salary cap model with free agency. This affords athletes strong freedom of movement, including the potential to switch clubs mid-season. Some consider this to be a negative, given constant media conjecture over player movements. However, it keeps the NRL perpetually in the headlines.

    In the absence of a draft, individual NRL clubs are responsible for their own junior development and talent identification. The Penrith Panthers’ historic premiership four-peat was underpinned by successfully leveraging their immense junior catchment to develop NRL superstars.

    A benefit of this model is it maximises the opportunity for local juniors to play for their local team. This pathway from local junior to hometown hero authentically contributes to embedding NRL clubs within local communities.

    Australian Football League

    The AFL operates both a draft and salary cap, and players have considerably less autonomy.

    Player movement occurs almost exclusively in the post-season. Despite this, clubs sweet talk rival players in the shadows outside this window, hoping to make signings official in the off-season.

    This practice came into view this week by the controversy surrounding West Coast captain Allen’s meeting with a rival coach.

    The AFL draft takes place after the trade period and is the primary way for athletes to enter the competition.

    The draft order is inverted, linked to clubs’ on-field performance (the team that finishes last receives the first pick).

    Clubs are largely removed from the process of developing junior athletes, which is centralised through the AFL’s national talent pathway.

    The athlete perspective

    While professional athletes are often portrayed as privileged, there are few other professions that impose such severe restraints on the rights of workers.

    The Allen controversy is a reminder the AFL operates a system where the clubs are masters and players well-remunerated servants.

    For the crime of meeting another coach in considering his future, albeit clumsily, Allen was described as “selfish”, “a sell-out,”, “utterly disgusting” and compelled into a press conference apology.

    Criticisms of athletes as selfish scarcely acknowledge that, unlike doctors or lawyers, they have uniquely short timespans to exploit their sporting careers.

    In many sports, as is the case in rugby league, athletes are disproportionately from lower socio-economic settings, where the money is life changing.

    The fan perspective

    Professional sport thrives because fans are emotionally attached to their teams. Fans rarely switch the team they support, so they often expect the same from players.

    Fan attitudes on player loyalty are therefore largely driven by emotion rather than rationality. Few fans employed in contract work would reject meeting a potential future employer because of a sole dedication to their current employer, as was the case for Allen.

    Even fewer fans would reject the ten-year, $13 million contract accepted by Dylan Brown to depart the Parramatta Eels, yet many booed him for doing so, as Melbourne fans did in 2012 after the departure of former No.1 AFL draft pick Tom Scully to Greater Western Sydney.

    In 2007, Parramatta Eels fans even threw coins at departed player Jamie Lyon. Thankfully for Brown, Australia has since become a mainly cashless society.

    Is there a fair balance?

    Player movement in Australian footy codes is a system of regulations that attempts to balance the competing demands of various stakeholders.

    In recent times, the NRL has explored the introduction of trade windows, and drafts, seemingly in response criticism over player movement and competitive imbalance.

    Such proposals have received strong
    pushback from the RLPA.

    Responding to the Allen fallout, AFLPA boss Paul Marsh conceded the AFL ecosystem remains immature to player movement:

    There shouldn’t be outrage about this stuff but there is. As much as I think we should be mature enough to deal with this, it is the industry we are in.

    The challenge for these codes therefore isn’t just regulating player movement but confronting the double standard placed upon athletes that expects loyalty in a system designed to control.

  • MIL-OSI China: China to send another batch of emergency humanitarian supplies to Myanmar

    China will send another batch of emergency humanitarian supplies to Myanmar, a Chinese foreign ministry spokesperson said on Thursday.

    Spokesperson Lin Jian shared details on China’s earthquake rescue and relief assistance to Myanmar at a daily news briefing in response to a related query.

    According to Lin, China was the first country that announced emergency assistance to Myanmar, sent rescue forces to the country, and set up settlement centers in the affected areas. “The Chinese rescue team found the first trapped survivor,” he said.

    “More than 30 rescue teams of over 600 members rushed to Myanmar for rescue work and we offered several batches of supplies, which demonstrated China’s speed, contribution and kindness,” he said. “This is warmly welcomed and appreciated by the people in Myanmar,” he added.

    “As a friendly neighbor and ‘pauk-phaw’ brother, China has decided to send another batch of emergency humanitarian supplies, which include the most needed refined oil, prefabricated houses, operating rooms, medicines, and vaccines,” he said.

    “China will also dispatch medical and epidemic prevention experts for treatment and disinfection, as well as experts to examine, assess, reinforce, and repair affected buildings and cultural relics,” Lin added.

    The spokesperson noted that China will continue to promote the China-Myanmar “pauk-phaw” friendship and, upholding the spirit of the China-Myanmar community with a shared future, help the people in Myanmar overcome difficulties and rebuild their homes.

  • MIL-OSI New Zealand: Turbo-charging tomatoes with Auckland’s food scraps

    Thanks to a technology called anaerobic digestion, Aucklanders’ food scraps now provide renewable energy to help power the tomatoes that may very well end up on Aucklanders’ plates, contributing to New Zealand’s circular economy and reducing waste disposal costs.

    Anaerobic digestion extracts the powerhouse of energy and nutrients locked inside food scraps and other organic waste, with the EcoGas facility in Reporoa leading the way in implementing this technology in New Zealand.

    The facility collects food scraps and other organic waste from a range of sources, including Auckland Council’s food scraps collection, and produces enough heat from the waste to keep a neighbouring five-hectare glasshouse at ideal temperatures to grow its tomatoes – the equivalent of heating about 2,000 homes. Soon, the glasshouse will also gain bio-carbon dioxide produced by the food scraps to enhance tomato growth, as excess energy generated from the food scraps is fed into the national gas grid.

    The residual material that remains after biogas is extracted is transformed into liquid fertiliser, replacing synthetic fertilisers in New Zealand’s agriculture, which is much better for soil health.

    Auckland Council GM Waste Solutions Justine Haves says diverting Auckland’s food scraps from landfill to be turned into clean energy and other resources helps move Auckland towards its goal of Zero Waste by 2040.

    “Sending waste to landfill is the most expensive way to dispose of a community’s waste from an environmental perspective,” Ms Haves says.

    “The more waste we have going to landfill, the more harmful emissions we have and the more landfill capacity we need, which comes at a significant cost to communities,” she says.

    “With our finite resources, it makes sense to use the best environmentally sustainable technologies available to us to recover valuable resources from food scraps, and by diverting Auckland’s food scraps away from landfills towards processing for beneficial uses, the cost of the food scraps service is reduced.

    “The food scraps sent from Auckland to Reporoa travel in aggregate trucks that were previously heading back there empty, so this is a truly circular initiative.”

    Separating food scraps from rubbish is an easy way to reduce a household’s carbon footprint and provide a renewable resource for energy and fertiliser, so if you haven’t yet made use of your food scraps bin, it’s never too late to start! Simply put your food scraps bin out each week and it will be picked up as part of Auckland Council’s kerbside collection.

    Food scraps bins go out weekly, on council collection day. The small bins are emptied into food scraps collection vehicles – a third of which are electric – and the food scraps are transported to a facility in Papakura before being transferred into trucks bound for Reporoa.

    The food scraps are loaded into vehicles which have delivered gravel and aggregate to Auckland from Taupō. Instead of returning to Taupō empty, they make the return trip south carrying food scraps. We are using an existing trip that would still happen without food scraps.

    Food scraps arrive at the Ecogas Organics Processing Facility where they begin the process of anaerobic digestion.

    Turning food scraps into clean energy and fertiliser – what is Anaerobic Digestion?

    Imagine a huge tank. You mash up all your food scraps, like banana peels, corn cobs, and bones until it looks like a thick soup and pour it into the tank. Inside it, there are tiny, invisible helpers – the bacteria. These helpers love to eat the food scraps, but they don’t need any air to do it.

    As they munch away, they make two special things: bio-gas for energy use and a liquid fertiliser that can be applied onto pasture to help grass thrive. This whole process is called anaerobic digestion because it happens without any oxygen.

    The huge tanks turn Auckland’s food scraps into renewable energy and fertiliser which is spread on neighbouring farms. The energy helps to grow tasty tomatoes and the fertiliser helps grow grass to feed cows. Both the tomatoes and milk end up in your supermarket and on your plate. This energy is also used to run the facility itself making it self-sufficient and supplying renewable gas to the local gas grid.

    ​​NSW Health is warning people to take precautions as smoke from hazard reduction burns in and around the Blue Mountains may affect air quality today and into the weekend, especially in the mountains and Western Sydney.
    NSW Health’s Director of Environmental Health Dr Stephen Conaty said smoke can have serious health effects, especially for people with existing heart and lung conditions.
    “Smoke particles in the air can irritate the eyes and airways, and for most people, this causes temporary symptoms like a cough and a sore throat​,” Dr Conaty said.
    “However, smoke particles that get into the lung can worsen pre-existing health conditions like angina, asthma, emphysema and diabetes, potentially causing serious illness.
    “In particular we’re urging people to take precautions with infants, young children, and people over 65 years of age who may be more sensitive to the effects of smoke.”
    People across Sydney should monitor the air quality levels​​ where they are and follow the recommended health advice. Air quality information and health messages are available at NSW Department of Planning, Industry and Environment – Air Quality Index (AQI) data​.
    General tips to decrease risk from smoke:

    Follow your doctor’s advice about medicines and your asthma management plan if you have one. Keep your medication close at hand. Consult your doctor if symptoms worsen. In an emergency always call 000.
    Monitor air quality: Air quality information and a health activity guide are available at Air quality concentration data​​.
    Avoid vigorous outdoor activity when it’s smoky, children especially should avoid unnecessary outdoor activities including vigorous exercise, sightseeing and outdoor play when it is smoky. 
    Spend more time indoors: Keep doors and windows closed in your home until the smoke clears. Air quality is also generally better in air-conditioned venues such as cinemas, libraries and shopping centres.
    Keep indoor air cleaner by ensuring if you have an air purifier with a high efficiency particle air (HEPA) filter or an air-conditioner that it does not draw in air from outside to keep indoor air cleaner.
    Spend time in air-conditioned buildings like public libraries and shopping centres or the home of a friend or family member where there is less smoke.
    Wear a P2 or N95 mask to protect from some of the smoke if you are unable to avoid it. To be effective the mask must fit your face well with an air-tight seal.

    Washington, D.C.–U.S. Senators Mike Crapo (R-Idaho), Lisa Blunt Rochester (D-Delaware), John Fetterman (D-Pennsylvania) and Thom Tillis (R-North Carolina) today introduced the bipartisan, bicameral Housing Supply Frameworks Act.  
    The lack of affordable housing is the top issue Idahoans bring up to Senator Crapo in meetings across the state.
    The Housing Supply Frameworks Act would provide resources to help communities rehaul their zoning and land use regulations.  By channeling national expertise, the U.S. Department of Housing and Urban Development (HUD) would provide a new framework to assist localities in breaking down barriers and increasing the supply of affordable housing across income levels.  The bill was introduced in the U.S. House of Representatives by Representative Brittany Pettersen (D-Colorado) and Representative Mike Flood (R-Nebraska).
    The federal government first laid the foundation for zoning in the 1920s with the Standard State Zoning Enabling Act, a model law for states to enable zoning regulations in their jurisdictions.  This legislation provides a similar conceptual framework that would help states and localities move toward the regulatory structure needed for the housing industry of the 21st century, without imposing a federal mandate.
    “The affordable housing crisis is squeezing too many Americans out of the dream of homeownership.  Equipping cities and states with tools to change their zoning and land use policies to accommodate increasing the available supply of housing is a good place to start in mitigating this crisis,” said Senator Crapo.  “This bill contains no federal mandate, but would empower municipalities to choose zoning reforms uniquely tailored to the needs of their local communities.”

    Washington, D.C. — Today,U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, took to the Senate floor to lay out how Trump’s chaotic trade war—which is sending the markets whipsawing back and forth every time he posts—is seriously threatening our economy, American businesses, families’ retirement savings, and so much else. Senator Murray hammered Republicans in Congress for their outright refusal to end President Trump’s trade war—which Congress has the power to do—and their willingness to hand over Congress’ Constitutionally-granted power to impose tariffs.
    Murray also made clear that, while Trump may be retreating from some of his most extreme tariffs for now, his trade war is far from over—Trump is still taxing goods from every country, across the board, at 10 percent at least, and he is escalating his trade war with China, with 145 percent tariffs—which will mean higher prices and serious pain for families and small business across the country. Murray has been vocal about the need to out-compete China but warned that waging an all-out trade war with China on a whim will mean serious economic pain for consumers and small businesses across the country. China is the world’s second largest economy and Washington state exported over $12 billion in goods to China last year—making China Washington state’s top export partner—and imported $11.2 billion in goods from China, the second-most in imports to Washington state from any country aside from Canada. The economic fallout from Trump’s trade war will be felt especially in Washington state, one of the most trade-dependent states in the entire country.
    Even with his “pause,” Trump’s new tariff rates are still the largest tax increase since 1968—and will cost American families more than $4,000 per year.
    “When it comes to new tax breaks for billionaires Republicans they are going to work around the clock, stay through the night. But when it comes to stopping Trump’s trade war for good, when it comes to stopping a tax increase aimed squarely at working families, when it comes to stopping the complete uncertainty that is chipping away at confidence in our economy—most Republicans can’t be bothered,” Senator Murray said on the Senate floor today. “Never mind, that Trump is now pushing us into a recession and sending the markets whipsawing back and forth every time he tweets.”
    “Trump may be retreating from some of his most outlandish tariffs, but make no mistake: his trade war is far from over,” Senator Murray continued. “The threat of even larger taxes—that American families simply cannot afford—is still like a time bomb, set to blow up our economy in 90 days. And if Congress does not defuse that economic bomb there is a real threat that it will blow up balance sheets for small businesses and farms, college savings accounts for our students, and your retirement savings—along with a lot more.     Earlier this week, Senator Murray brought together leaders across Washington state who highlighted how Trump’s ongoing trade war is already a devastating hit to Washington state’s economy, businesses, and our agriculture sector. Trump’s price hikes on working families are coming at the very same time that Republicans are forcing massive new tax cuts for billionaires through Congress via the reconciliation process, which only requires a simple majority to pass.
    40 percent of jobs in Washington state are tied to international commerce. Washington state is the top U.S. producer of apples, blueberries, hops, pears, spearmint oil, and sweet cherries—all of which risk losing vital export markets due to retaliatory tariffs from key trading partners including Canada. Additionally, more than 12,000 small and medium-sized companies in Washington state export goods and will be unlikely to be able to absorb the impact of retaliatory tariffs. Trump’s tariffs during his first term were extremely costly for Washington state—for example, India imposed a 20 percent retaliatory tariff on U.S. apples, causing Washington apple shipments to India to fall by 99 percent and growers to lose hundreds of millions of dollars in exports.

    “Thank you, Mr. President.
    “When it comes to new tax breaks for billionaires Republicans they are going to work around the clock, stay through the night. But when it comes to stopping Trump’s trade war for good, when it comes to stopping a tax increase aimed squarely at working families, when it comes to stopping the complete uncertainty that is chipping away at confidence in our economy—most Republicans can’t be bothered.
    “Never mind, that Trump is now pushing us into a recession and sending the markets whipsawing back and forth every time he tweets. Trump may be retreating from some of his most outlandish tariffs, but make no mistake, his trade war is far from over.
    “First of all, he is still taxing goods from every country—across the board—at 10 percent at least. That means higher prices, and serious pain, for families and small businesses across our country. Not to mention, he is only escalating his boneheaded trade war with China with 145 percent tariffs!
    “There is no question we are in fierce competition with China. I chaired a committee hearing focused on this. We need to be competing to win—but that is not what Trump is doing.
    “Do my Republican colleagues understand it is not setting America up for success to launch an all-out trade war with the second largest economy in the world, on a whim?
    “And while people might be temporarily relieved by a so-called pause on the even higher tariffs, the fact of the matter is that Trump is only delaying them.
    “The threat of even larger taxes—that American families simply cannot afford—is still like a time bomb, set to blow up our economy in 90 days. And if Congress does not defuse that economic bomb there is a real threat that it will blow up balance sheets for small businesses and farms, college savings accounts for our students, and your retirement savings—along with a lot more.
    “And—I have to emphasize—the uncertainty, the constant by-the-hour reversal of federal policy, that alone is already causing massive harm. How on earth are you supposed to build your business—if your costs skyrocket on a tweet? How are you supposed to plan for retirement—when the President is sending your 401k on a rollercoaster ride every time he is in a bad mood?
    “How are we ever going to rebuild trust, trust, with our trading partners across the world when the message the United States is sending right now is that our trade relationships are built on sand and there is no logic to the tariffs the United States will impose.
    “How are they supposed to feel good about negotiating with a country—where one man can totally burn down the economy and Congress will not lift a finger to stop him.
    “Instead of building stronger trade agreements—Trump is pushing our partners away and pushing them towards striking deals with China and our other adversaries. And mark my words, this chaotic chapter is not over—as much as Republicans want to pretend otherwise.
    “I have been hearing from small businesses who are in an absolute panic because of Trump’s tariff threats. Car dealerships are seeing sales plummet because Trump is sending prices higher, restaurants are trying to stock up on any goods they can because their ingredients are about to get more expensive, our growers are bracing for rising operating costs and retaliatory tariffs—and that is going to drive up prices at the grocery store.
    “10 percent across-the-board tariffs are still bad enough to ruin families’ finances.
    “And while Republicans are showing with their own actions that they couldn’t care more about shoveling trillions—yes, that is T—trillions—at billionaires, Trump has said, in his own words—that he, ‘couldn’t care less’ about the pain his tariffs are already causing for Americans. I’m not kidding—he actually said that about automobile tariffs.
    “This is what happens when you only have billionaires in charge. Because, of course, Trump doesn’t care if car prices go up by a couple thousand dollars.
    “Of course, Elon Musk doesn’t care if your groceries are getting more expensive, at the same time Republicans are cutting nutrition programs by the way.
    “Of course, the richest people in the world don’t care if your nest egg is crushed, if your small business shutters, if your house gets foreclosed on, or your kid can’t go to college. Billionaires are going to be fine—after all, they are still getting a tax cut!
    “But I wasn’t sent here to fight for the billionaires—actually none of us were. We are here to fight for families back home and they are already starting to get crushed by Trump’s tariffs.
    “And they are bracing for impact if Trump doubles down in 90 days.
    “Or who knows, maybe Trump changes his mind again tomorrow! It’s anyone’s guess at this point—which is by the way the problem here!
    “And another thing—if this is about American manufacturing, tell us why are plants and new investments being cancelled? Why has Trump been freezing and outright cancelling grants we passed to support chips manufacturing, or clean energy, and more—killing American jobs.
    “And let’s keep in mind, these tariffs affect building and construction too. Trump is actually making it more expensive to build factories in America. And don’t forget—President Trump is still promising more tariffs.
    “He said this week, this week, he wants to put tariffs on medicine. Well, I got to tell you, one thing I have never heard—not in a single meeting, not once in my entire career as a Senator—is someone saying ‘Gee I really wish my prescriptions were more expensive.’
    “Drug costs are out of control. Families are already skipping meals… or rationing doses. There are real stakes here—there is real damage already happening in this country because of Trump’s new taxes and his ongoing chaos. We here cannot ignore this harm, especially when the threat is still there.
    “When you are putting out a fire, you don’t say ‘oh great, it’s smaller—job done!’ You keep going until the fire is put out.
    “This fire, this fire is still raging. If we don’t act, folks back home are the ones who are going to get burned, and before too long—in 90 days—we could see even worse price increases come roaring back. Because let’s be real, Trump has no exit strategy. That much is already painfully clear.
    “It was clear when he announced tariffs that were calculated using ridiculous math, it was clear when he repeatedly doubled down on these threats against our allies, and it was clearer than ever when he backtracked on the most absurd tax hikes.

    “I cannot understand why any Republican would want to leave this business unfinished, want to leave this economic time bomb ticking, want to hand over our constitutionally granted power to impose tariffs.
    “But I can tell you, for the next two weeks, I am going to be going across my home state of Washington raising this alarm. I am going to be meeting with families, small businesses, people who are paying the cost of Trump’s new tax increase and who are going to see their world turned upside down if we do not take action to stop this from getting worse.
    “And when we are back here in two weeks—you can bet your bottom dollar I will lift those stories up as high as I can, I will call for action as loud as I can, and I am going tokeep a bright and burning spotlight on all of the chaos Trump has caused, and I will keep the pressure on all of our colleagues—I will not let Republicans off the hook for this. We can put an end to this.
