    Washington, D.C. – Today, U.S. Senators Lisa Murkowski (R-AK), Jack Reed (D-RI), Susan Collins (R-ME), and ten of their Senate colleagues who are LIHEAP champions sent a letter urging the Trump Administration to reverse course on the recent reported elimination of the Low-Income Home Energy Assistance Program (LIHEAP) staff at HHS.

    The letter comes in response to the reduction of about 10,000 employees from the U.S. Department of Health and Human Services (HHS). These cuts reportedly include the entire staff running the $4.1 billion LIHEAP program, which helps millions of American households afford their heating and cooling bills.

    The thirteen Senators sent a bipartisan letter to HHS Secretary Robert Kennedy, Jr., writing:

    “We are concerned that the reported staff terminations will undermine the HHS’s ability to deliver this critical funding to low-income seniors and families.     Dear Secretary Kennedy:

    We write regarding reports that you have terminated staff responsible for administering the Low-Income Home Energy Program (LIHEAP). If true, these terminations threaten to devastate a critical program dedicated to helping Americans afford their home energy bills.

    For over 40 years, LIHEAP has been the main federal program that helps low-income households and seniors pay their energy bills, providing vital assistance during both the cold winter and hot summer months. Each year, more than six million households across the country rely on LIHEAP to afford their energy bills. It is an indispensable lifeline, helping to ensure that recipients do not have to choose between paying their energy bills and affording other necessities like food and medicine.

    We are concerned that the reported staff terminations will undermine the HHS’s ability to deliver this critical funding to low-income seniors and families. We are also concerned that the local community action agencies that help enroll qualified beneficiaries could be weakened by other actions and funding cuts being undertaken by HHS and the “Department of Government Efficiency” (DOGE). As you know, our states are expecting HHS to release nearly $400 million in FY25 funding later this month. Any delay in providing this funding will set back efforts to provide summer cooling grants, weatherize low-income homes, and plan for the next winter heating season.

    Access to affordable home energy is a matter of health and safety for many low-income households, children, and seniors. To that end, we urge you to reverse course on any staffing or funding cuts that would jeopardize the distribution of these funds to our constituents.

    Background

    The federally funded LIHEAP program is a crucial lifeline that helps over 6 million low-income households and seniors on fixed incomes afford their energy bills, including those who use natural gas, propane, electricity, and home heating oil.  Without this assistance, many Americans may not be able to afford their utility bills and could end up falling victim to extreme weather.

    Senators Murkowski, Collins, and Reed led the successful effort to provide a total of $4.1 billion for LIHEAP this fiscal year, with $4 billion through appropriations and $100 million in Bipartisan Infrastructure Law funds. In Fiscal Year 2024, Alaskans got $21.3 million from LIHEAP.

    HHS has already released 90 percent of those federal funds to state partners.  The remaining 10 percent, almost $400 million, used by states to pay for summer cooling, and emergency funding for households that need additional assistance and weatherization, cannot be released until HHS determines the state-by-state allocation. Now, it’s unclear how the remaining funds could be disbursed to the states.

    WASHINGTON Senate Agriculture Committee Member Chuck Grassley (R-Iowa), a lifelong family farmer, joined Sen. Joni Ernst (R-Iowa) and a bipartisan group of House and Senate lawmakers in a letter urging Secretary of the Interior Doug Burgum to reinstate potash and add phosphate – both critical fertilizer ingredients – to the U.S. Critical Minerals List.

    The designation will support domestic production and strengthen supply chains, important steps to protecting food security and stabilizing the market for farmers. The lawmakers state that doing so will send a powerful message that the United States is serious about safeguarding the nation’s food supply.

    “The importance of potash to the nation’s economic and national security was recognized in 2018 when DOI included potash on its list of 35 critical minerals. However, under the previous administration, the 2022 update removed potash from the list—a decision that clearly warrants reconsideration. We appreciate President Trump’s support for reversing this in his March 20, 2025, executive order,” the members wrote.

    The U.S. depends on imports for approximately 85 percent of its potash needs, primarily sourcing it from Canada. Worldwide, only 14 countries produce potash, with Belarus and Russia accounting for nearly 40 percent of total production. The members emphasized that the United States must address the growing risks to the potash supply chain, including a return to domestic potash production as quickly as possible.

    “At the very heart of this issue are the American farmers who work tirelessly to feed Americans and much of the world. Fertilizers containing potash and phosphate are essential to maintaining soil fertility, improving crop yields, and ensuring consistent food production. Without access to a stable and affordable supply of these minerals, farmers face higher costs, reduced yields, and increased uncertainty—challenges that threaten their livelihoods and the food security of millions of American families,” the members wrote.

    “Potash and phosphate are essential to growing the food that sustains our nation, and we rely heavily on imports to get them. Global disruptions put farmers in a tough spot, driving up costs and hurting farm profitability,” said Iowa Soybean Association President Brent Swart. “Adding these minerals to the Critical Minerals List helps secure a stable, domestic supply, protecting both our farms and the wallets of everyday consumers.”

    Grassley has long advocated for family farmers in Iowa and across the country. Grassley and Sen. Tammy Baldwin (D-Wis.) introduced the Fertilizer Research Act to shed light on market factors driving the cost of fertilizer by requiring the Department of Agriculture (USDA) to conduct a study on competition and trends in the fertilizer market to determine their subsequent impacts on price.

    Senator Elizabeth Warren: Now, Republicans in Congress are putting forward a proposal to deliver these tax cuts for the wealthy and well-connected, and they’re asking us to vote on it tonight. 

    This bill — and Trump and Musk’s cruel agenda — isn’t good for Massachusetts and isn’t good for our country. I’m hearing from families at home in Massachusetts who are feeling the pain right now.

    Start with medical research. Medical research powers the economy in Massachusetts and is the reason we’ve had incredible breakthroughs like vaccines and cancer drugs that save lives. So, how did Donald Trump and Elon Musk thank the doctors and researchers who are doing this work? By canceling tens of millions of dollars in federal funds that support medical research at Massachusetts hospitals, universities, and health care providers on everything from clinical trials to pandemic readiness. And they did it just weeks after Trump tried to cut the funding that keeps the lights on at our community health centers.

    So, to anyone who believes in science and believes in investing in cures for horrible diseases, now is the time to fight back. That’s why I’m filing amendments to the Republican bill to keep up federal support for Massachusetts’ medical research institutions and health care providers — including our community health centers. And it’s why I’m filing another amendment to fight back against Trump and Musk’s National Institute of Health funding cuts — because we are a country that believes that we should invest in finding a cure for Alzheimer’s, for diabetes, for cancer, and other diseases.

    And on education. Education levels the playing field. It gives every kid a fighting chance in this country. Doesn’t matter to Trump and Musk. This week, they slashed millions in funding for K-12 education in the Commonwealth. Shut down a regional office in Boston that helps administer Head Start. Canceled millions of dollars in funding that was helping to pay for kids’ school lunches. To them, that was the cherry on top of Trump’s executive order to, quote, “abolish” the entire Department of Education, throwing schools across the country into crisis.

    So, to students, parents, and teachers, now is the time to fight back. We are fighting for an America where it’s not just the kids of billionaires who get a good education but every kid in every community all across our Commonwealth. It’s why I’ve got an amendment to the Republican bill to protect education funding in Massachusetts and protect services like Head Start that lift up our kids and make sure we’re not leaving families hanging out to dry.

    And I’m fighting for our workers. Last week, Donald Trump signed an illegal executive order attacking federal unions and stripping workers of their rights. It’s the definition of union-busting — and it is an attack on the workers who make sure our food is safe to eat, who make sure it’s safe for us to fly in airplanes, who make sure that we take care of our veterans, who try to help us and protect us from viruses and disease, and so much more.

    So, to workers in Massachusetts and across America, now is the time to fight back. We need to amend this Republican tax cut bill to affirm federal workers’ right to unionize and collectively bargain because the labor movement is bigger than Donald Trump and his unelected billionaire co-president. And we believe that every worker deserves the freedom to join a union and negotiate for a fair contract.

    Donald Trump and Elon Musk are sawing through the programs that help working families breathe a little easier every day. And they’re doing it so that their billionaire buddies and giant corporations get trillions of dollars in tax giveaways, paid for on the backs of everybody else.

    So here’s the big question: are we going to hand our country over to co-presidents Donald Trump and Elon Musk and a handful of other billionaires and make everyone else pay for it? Or are we going to be a country that says, “No, we want to make these investments so that everyone in this country gets an opportunity.” Everybody’s at least got a chance to build something for themselves. That is the fight in front of us, and that’s the fight I’m fighting every single day for families in Massachusetts and all across this country.

    Legislation would commit to fully funding special education, finally fulfilling the federal government’s unmet promise 50 years after the passage of IDEA

    WASHINGTON, D.C. — U.S. Senators Alex Padilla and Adam Schiff (both D-Calif.) joined Senator Chris Van Hollen (D-Md.) and U.S. Representative Jared Huffman (D-Calif.-02) in reintroducing the IDEA Full Funding Act, legislation to ensure Congress finally fulfills its commitment to fully fund the Individuals with Disabilities Education Act (IDEA). 50 years ago, Congress passed IDEA to ensure that every child with a disability has access to educational opportunity. This law was a historic step forward, but since its passage, Congress has failed to provide the funding it promised. The legislation is cosponsored by over 30 members in the Senate and more than 60 members in the House of Representatives and is endorsed by 60 organizations.

    Under IDEA, the federal government committed to pay 40 percent of the average per pupil expenditure for special education; however, that pledge has never been met. According to the Congressional Research Service, current funding is at less than 12 percent, and the IDEA shortfall in the 2024-2025 school year nationwide was $38.66 billion. The IDEA Full Funding Act would require regular, mandatory increases in IDEA spending to finally meet our obligation to America’s children and schools.

    “All students, regardless of ability, deserve access to a quality education. Yet, President Trump’s cruel dismantling of the Department of Education is putting millions of students with disabilities at risk of losing essential IDEA funding. The IDEA Full Funding Act upholds our commitment to offer every student a chance at the American dream by working to close longstanding opportunity gaps in our education system. This investment serves our students, supports our educators, and strengthens our economic future,” said Senator Padilla.

    “A good education has the power to transform lives, and Congress needs to fully fund the educational resources that support children with disabilities and their families. Every child deserves a quality education and the chance to meet their full potential in life.   • MIL-OSI United Kingdom: New school-based nursery at Laira Green

    Laira Green Primary School’s plans to create a school-based nursery within their school have received a huge boost thanks to new Government funding.

    The school set out its plans in November last year and carried out a consultation. It has now been awarded capital funding from the Department for Education to develop its new nursery, Laira Green Preschool, which will provide teacher-led, play-based care.

    In December, the school agreed with the local authority that it would lower its age range to start from two-years-old, so the nursery will support two-, three- and four-year-olds.

    The funding will be used to reconfigure areas of the school building to offer a purpose-built environment for younger children to enjoy.

    An old conservatory on the school site will be demolished and replaced with a huge canopy to provide indoor-outdoor play spaces, whatever the weather.

    Claire Jones, Headteacher at Laira Green Primary School, said: “We are thrilled to receive this grant for our school-based nursery at Laira Green Primary School. This funding will be instrumental in enhancing our early years provision and ensuring that our youngest learners have access to the best possible start in their educational journey.

    “The grant will allow us to create a nurturing and stimulating environment that supports the development and growth of all our pupils and is a pivotal step in realising our vision for early childhood education, providing enriched learning experiences and high-quality resources that will benefit both our children and dedicated staff.

    “I’m also delighted to say that all families that have already applied for a space will receive the hours they’ve requested and be able to benefit from their full entitlement of funded hours. We do still have some spaces available and welcome any further applications.”

    Laira Green Primary School is a local authority-maintained school and the funding application was supported by Plymouth City Council.

    Councillor Sally Cresswell, Cabinet Member for Education, Skills and Apprenticeships, said: “School-based nurseries give children access to high-quality early years education and learning, giving them the best possible start in life where they’re supported to achieve and thrive. This helps to develop their school readiness, while also ensuring that parents can take full advantage of their free childcare hours which is vital for families.

    “We’re really pleased that Laira Green was successful in its funding application, which will help the school to create a fantastic environment for the new preschool.”

    As well as funded sessions enabling parents to take advantage of their free childcare hours, Laira Green Preschool will also offer an additional breakfast club, lunchtime session and afterschool club so parents can benefit from childcare between 7.30am and 6pm if required.

    Laira Green Primary School is one of three Plymouth schools to benefit from the school-based nursery funding, with Boringdon Primary School and Plympton St Mary C of E Infant School also successful in their applications.

    Ian Murray lays wreath with survivor in Manhattan as Edinburgh Royal Military Tattoo pay moving tribute at memorial to terror victims

    Secretary of State for Scotland Ian Murray was today (Friday 4 April) guided through the 9/11 Memorial in New York by survivor Lolita Jackson.

    The visit was part of the UK Government Minister’s trip to the US to mark the annual Tartan Week celebrations and to underline the importance of Scottish exports as part of Brand Scotland.

    Ms Jackson provided the Secretary of State with a personal perspective on the events of that day in 2001 and the ongoing legacy of remembrance.

    Mr Murray laid a floral wreath at the memorial in honour of those who lost their lives.

    As they stood in reflection, a piper from the Royal Edinburgh Military Tattoo played a lament.

    Secretary of State for Scotland Ian Murray said:

    The 9/11 memorial stands as a powerful reminder of those who lost their lives and as a testimony to the resilience of this great city. Being accompanied by survivor Lolita Jackson brought home the personal story of those who lived through that day.

    The ties that unite our nations will never be undone and we will always stand in solidarity with the American people by honouring those whose lives were lost.

    I survived both the 1993 bombing as well as 9/11 in 2001, and my life was saved by Rick Rescorla, the Director of Security for my firm, Morgan Stanley, who was a former British Army paratrooper.

    He guided hundreds of us to safety at the sacrifice of his own life – he learned the lessons from the bombing in 1993 and subsequently applied them to our evacuation procedures to ensure we knew what to do if the time ever came again. His sacrifice is the ultimate example of the ties that bind the US and the UK.

    First Nations Elders, families and seniors will soon have access to 236 new homes, as construction begins on three on-reserve rental housing developments.

    “I commend Khowutzun Development LLP for the unique partnerships and collaboration they have fostered with the Province, BC Housing and other partners,” said Cowichan Tribes Chief Sulsulxumaat Cindy Daniels. “These 200 new homes, at the edge of the Quw’utsun Sta’lo’ (Cowichan River), which has sustained our people physically and spiritually for millennia, will transform the lives of our people.”

    The Province, through BC Builds at BC Housing, partnered with three First Nations to fast-track the construction of 236 new on-reserve rental homes:

    • Cowichan Tribes: 200 homes at 222 Cowichan Way, Duncan;
    • Lake Babine Nation: 20 homes in the Villages of Tachet and Wit’at; and
    • Tsawout First Nation: 16 homes at 7593 Tetayut Rd., Saanichton.

    The new homes are funded in part by the BC Builds program, launched in February 2024 to deliver more homes for middle-income earners. They are prioritized for First Nations members with middle incomes, providing them more attainable housing options so they can stay and continue working and providing services in their own communities. Since the program launch, approximately 1,400 homes are underway, with nearly 2,500 more in various stages of early development.

    “It is vital that Indigenous people in the province continue to have access to housing where they feel culturally safe and supported,” said Ravi Kahlon, Minister of Housing and Municipal Affairs. “The new 236 BC Builds homes will support many First Nations members dedicated to providing the services people rely on, and also offer more opportunities for them to stay, strengthen cultural ties, and thrive in the community they call home.”

    River’s Edge, the Cowichan Tribes development, will provide one- and two-bedroom homes, many of which will include dens. The Lake Babine Nation’s multi-unit housing project will have a mix of two- and four-bedroom homes in the villages of Tachet and Wit’at. Tsawout First Nation’s development will offer a mix of one-, two- and three-bedroom homes, suitable for growing families.

    “We’re proud to be building homes again,” said Chief Abraham Pelkey of SȾÁUTW̱ (Tsawout) First Nation. “Our members will soon be living peacefully and comfortably in new homes designed to meet their needs. Thank you, BC Housing, for making this a reality for our Nation. To our administration and staff – your hard work in getting us to this day does not go unnoticed.”

    Each of the three developments will be owned and operated by the respective First Nations and is designed to reflect the housing strategy of their communities. This means that not only are the homes of suitable size, but rents are within reach for the Nation members and will remain affordable.

    These projects are part of a $19-billion housing investment by the B.C. government. In 2018, B.C. became the first and only province in Canada to invest in First Nations housing on reserves, a federal jurisdiction.

    Since 2017, the Province has nearly 92,000 homes delivered or underway, including almost 6,800 homes for Indigenous people, both on and off reserve.

    A group from Edgecombe County that stood up for the environment soon will be recognized with a North Carolina Highway Historical Marker.

    The marker commemorating the group, Citizens for Responsible Zoning, will be dedicated during a ceremony on Saturday, April 12 at 11 a.m., at the East Carolina Agriculture & Education Center (1175 Kingsboro Rd., Rocky Mount). The marker will be installed at the intersection of Kingsboro and Antioch roads.

    In 1995, Kingsboro, a predominately African American community in Edgecombe County, was considered by Iowa Beef Processors (IBP) for the construction of an industrial-sized hog slaughterhouse. While the slaughterhouse would have brought about 2,000 jobs to the area, some members of the community recognized the potential hazards of the project — increased traffic from 24-hour continuous operation, strain on the Tar River from six-million gallons of daily use by the plant and worker safety concerns.

    Led by local attorney Marvin Horton and Kingsboro resident Gleno Horne, who helped organize the Citizens for Responsible Zoning, they appealed to the community to protest IBP and the Edgecombe County Board of Commissioners. In March 1996, the Kingsboro Property Owners Association sued Edgecombe County for the re-zoning for the nuisance the IBP slaughterhouse would pose to Kingsboro residents. On April 9, 1996, the Edgecombe commissioners voted down the IBP request. This victory led to a different company developing the tract with a similar economic impact. QVC built a distribution center and solar farm on the site.

    It’s a sprint to the finish line—the registration finish line—for the 2025 Race for the Planet at the North Carolina Aquarium at Fort Fisher (NCAFF) slated for Sunday, April 27 at 8 a.m.  A favorite for competitive racers and leisure walkers, the 5K and 1-mile fun run wind along the Atlantic Ocean and through the picturesque maritime forest that is home to the Aquarium. All funds support NCAFF green initiatives through the North Carolina Aquarium Society.

    Registration is open at 2025 Race for the Planet for the greenest race in the Cape Fear. Space is limited for this popular event that features a route through historic Fort Fisher with beautiful vistas of the ocean and marshes—all reminders of the important work of the Aquarium to protect the environment.

    Racers should keep “green think” top of mind as they make their way to the Aquarium for Race for the Planet. The Aquarium makes it easy to be green at the Race by hosting a family and eco-friendly event.
     

    • Water refill stations onsite for reusable water bottles so that racers can avoid any single-use plastic water bottles.
       
    • Racers should carpool with family and friends to the Aquarium.
       
    • All visitors can support a greener environment by bringing household hazardous waste and electronics to drop off at the NCAFF Sustainability Drive.
       
    • Racers should apply or pack environmentally friendly bug repellant.

    The Aquarium will be open to the public following the Race. Online tickets are required to visit the Aquarium. Reservations are available at NCAFF Tickets. For racers who plan to visit the local beaches as well, the Aquarium team shares some important ways to protect sea turtles during nesting season which begins in May.     The initiative is part of the upcoming America 250 semiquincentennial observance in 2026. In North Carolina, the event is led by the N.C. Department of Natural and Cultural Resources’ America 250 NC initiative.

    “Two Lights for Tomorrow” will take place on the night of April 18, recognizing the 250th anniversary of the ride of Paul Revere. To commemorate this event, two lights will shine from the fourth floor of Museum of the Albemarle in our community throughout the night of April 18.

    On the night of April 18, 1775, Paul Revere and William Dawes rode out from Boston to alert their fellow patriots of the movement of the British regulars. A prearranged signal—two lanterns in the tower of Christ Church—warned that the British troops were traveling via the Charles River. Other riders joined Revere and Dawes, creating a network across the Massachusetts countryside. These midnight rides preceded the battles at Lexington and Concord, the start of the American Revolution.

    Two hundred and fifty years later, “Two Lights for Tomorrow” commemorates Revere’s famous ride and uses the imagery of two shining lights to honor the beginning of the American Revolution. Overnight on Friday, April 18, two lights will shine forth from statehouses across the nation, including North Carolina’s State Capitol in Raleigh.

    Today, amid a staggering volume of Title IX complaints, the U.S Department of Education (ED) and the U.S. Department of Justice (DOJ) announce the Title IX Special Investigations Team (SIT) to ensure timely, consistent resolutions to protect students, and especially female athletes, from the pernicious effects of gender ideology in school programs and activities.

    The Title IX SIT will streamline Title IX investigations by creating a specialized team of investigators from across ED and Department of Justice offices. The establishment of the Title IX SIT will allow personnel to apply a rapid resolution investigation process to the increasing volume of Title IX cases and also enable ED and the Justice Department to work together to conduct investigations that are fully prepared for ultimate Justice Department enforcement.

    “Protecting women and women’s sports is a key priority for this Department of Justice,” said Attorney General Pamela Bondi. “This collaborative effort with the Department of Education will enable our attorneys to take comprehensive action when women’s sports or spaces are threatened and use the full power of the law to remedy any violation of women’s civil rights.”

    “Today’s establishment of the Title IX SIT will benefit women and girls across this nation who have been subjected to discrimination and indignity in their educational activities,” said Secretary of Education Linda McMahon. “From day one, the Trump Administration has prioritized enforcing Title IX to protect female students and athletes.     Statistics Canada’s latest labour force numbers show continued growth in Saskatchewan with 19,800 jobs added year-over-year in March, leading the nation with a 3.4 per cent job growth rate. Saskatchewan also had the lowest unemployment rate among provinces at 4.9 per cent, well below the national average of 6.7 per cent. 

    “Saskatchewan continues to have one of the strongest labour markets in Canada,” Deputy Premier and Minister of Immigration and Career Training Jim Reiter said. “Our government has made Saskatchewan the first carbon tax free province in Canada which will ensure that we remain the most attractive jurisdiction in the nation for businesses looking to create jobs and opportunities for our residents.”

    Year-over-year, full-time employment increased by 5,400 an increase of 1.1 per cent. There are more women working in Saskatchewan than ever before with female employment reaching an all-time high of 287,000. Female employment is up 11,300 which is an increase of 4.1 per cent and male employment is up 8,400 an increase of 2.7 per cent. 

    Saskatchewan’s two biggest cities also saw year-over-year growth. Compared to March 2024, Saskatoon’s employment was up 4,800, an increase of 2.5 per cent, and Regina’s employment was up 3,500, an increase of 2.5 per cent.

    Major year-over-year gains were reported for construction up 8,700, an increase of 24.2 per cent. Health care and social assistance is up 8,100 an increase of 8.8 per cent and educational services is up 4,900 an increase of 8.7 per cent. 

    The province continues to see economic growth in other areas. In January 2025, Saskatchewan ranked first year-over-year amongst provinces for growth in new motor vehicle sales (17.3 per cent) and second for growth in retail sales (11.5 per cent). Year to date Saskatchewan also had the second highest growth rate amongst provinces for urban housing starts (51.5 per cent).

    This economic growth is backed by the Government of Saskatchewan’s recently released Building the Workforce for a Growing Economy: The Saskatchewan Labour Market Strategy, a roadmap to build the workforce needed to support Saskatchewan’s strong and growing economy, and Securing the Next Decade of Growth: Saskatchewan’s Investment Attraction Strategy, a plan to increase investment in the province and to furth advancing Saskatchewan’s Growth plan goal of $16 billion in private capital investment annually.

    The Government of Saskatchewan will be winding down the Grade 12 provincial examination program at the end of August 2025 as work continues to develop a provincewide student assessment program.

    Discontinuing provincial exams creates a more equitable system for Grade 12 students in Saskatchewan. Saskatchewan is currently the only province where some students are required to write provincial examinations in certain Grade 12 subjects while others are not. In the 2023-24 school year, only 25 per cent of students needed to complete a provincial exam. 

    “The discontinuation of Provincial Exams, starting in September 2025, aligns with feedback that I have received directly from school board trustees, teachers and families all across this province,” Education Minister Everett Hindley said. “We are pleased that work continues on developing a Saskatchewan Student Assessment program that will help our schools and government in improving student success.”

    Adults and home-based learners will be able to enroll in Grade 12 courses through the Saskatchewan Distance Learning Centre or applicable post-secondary institutions to earn Grade 12 credits. 

    “School boards welcome this announcement and appreciate that the government has listened to feedback on this matter,” Saskatchewan School Boards Association (SSBA) President Dr. Shawn Davidson said. “Our membership passed resolutions in 2011 and again in 2021 that called for the elimination of provincial examinations for Grade 12 students. This is an important shift toward more meaningful assessment practices that take the needs of individual students into account while maintaining curricular integrity.”

    The Ministry of Education continues to collaborate with education partners on the Saskatchewan Student Assessment program (SSA) announced in November 2024. When implemented, SSA will provide parents, students and teachers a snapshot of student performance in Grades 5 and 9 mathematics and Grades 4, 7 and 10 English language arts as well as a common understanding of what it means to be at grade level. The SSA program is being developed as part of the Provincial Education Plan.

    The goals of the SSA program are to provide a fair and objective measure of how students are doing, help guide instruction and assist schools, school systems and government in improving student achievement.

    Bennett Place State Historic Site will commemorate the 160th anniversary of its Civil War surrender with two public programs on April 25-26. These programs mark the end of the 160th-anniversary commemorations of the American Civil War in North Carolina by North Carolina State Historic Sites.

    On Friday, April 25 from 7-9:30 p.m., the site hosts “The Promise of Peace: Slavery’s End in North Carolina,” which explores how Civil War surrenders helped ensure the end of slavery. Visitors learn more about the Bennett Place surrender negotiations and the experiences of enslaved women, men, and children who experienced freedom with the close of the Civil War. The historic site will be decorated with 1,324 luminaries, each representing 250 enslaved people, to visualize the 331,059 enslaved North Carolinians during the Civil War. Musician Shana Tucker will perform background music to help visitors reflect on the Civil War as the end of slavery in our state and nation. The April 25 program is free to the public.

    On Saturday, April 26 from 10 a.m.-3 p.m., visitors are invited to attend “Uneasy Peace: Bennett Place Surrenders 160th Anniversary.” This living history program features historic interpreters dressed as Civil War soldiers and civilians. Visitors can learn more about the negotiations between U.S. General William T. Sherman and Confederate General Joseph E. Johnston at the Bennett farmhouse in April 1865. Visitors can also explore how the surrender and its aftermath impacted soldiers and civilians alike. The April 26 program costs $5 for adults and $2 for children, senior citizens, and military personnel. Tickets must be purchased on the day of the event. Cash is preferred, but cards are accepted. No refunds will be issued.

    Once the home of James and Nancy Bennett, this 189-acre farm in the North Carolina Piedmont became the location of the largest surrender of Confederate soldiers in the American Civil War. Today, the Bennetts’ reconstructed farmhouse, kitchen, and smokehouse recall the lifestyle of an ordinary Southern farmer during the Civil War.   • MIL-OSI Security: Guatemalan National Indicted For Illegal Reentry Into The United States After Being Previously Deported

    Jacksonville, Florida – United States Attorney Gregory W. Kehoe announces the return of an indictment charging Samuel Ortiz-Ordonez (24, Guatemala) with illegal reentry by a previously deported alien. If convicted, Ortiz-Ordonez faces up to two years in federal prison and subsequent deportation and removal from the United States.

    According to court documents, Ortiz-Ordonez was previously removed from the United States on June 15, 2023. Ortiz-Ordonez has never applied to the Attorney General of the United States and/or the Secretary of the Department of Homeland Security for permission to lawfully reenter the United States. On March 13, 2025, Ortiz-Ordonez was found voluntarily back in the United States in Jacksonville, where he was encountered by Immigration and Customs Enforcement (ICE) officers. After being approached by ICE officers, Ortiz-Ordonez abandoned the vehicle that he was driving and fled on foot through a local residential neighborhood. After a brief chase, he was apprehended by ICE officers.

    This case was investigated by U.S. Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO). It is being prosecuted by Assistant United States Attorney D. Rodney Brown.

    An indictment is only an allegation, and every defendant is presumed innocent until proven guilty.

    This case is part of Operation Take Back America a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    A new public park officially opened in Edinburgh today as part of the £1.3bn regeneration of Granton Waterfront to become a new environmentally friendly coastal town.

    The Gasholder 1 Park sits within the completely restored gasholder with views over the Firth of Forth.

    Council Leader Jane Meagher was joined by Minister for Employment and Investment Tom Arthur, representatives from the main contractor McLaughlin & Harvey, as well as volunteers from Granton Hub and members of Pianodrome, Scran Academy and Craigyroyston Youth Football Club to mark the opening of the park ahead of a family fun day and ribbon cutting ceremony on Saturday 5 April.

    A club member of the Craigroyston Youth Community Football Club will join the Council Leader to cut the ribbon and officially declare the park open for residents and visitors to enjoy for decades to come.

    The entrance of the park is marked with large Hollywood style lettering making it more visible for local people and others visiting to enjoy its open green space and play equipment. It has six different zones including three play areas with a wide range of play equipment. There is plenty of outdoor space to explore and an inner ring walk going round the outer edges of the frame with a range of places to sit and relax. An outdoor exhibition has also been created which showcases the history of Granton gasworks as well as the restoration process.  

    The 1.2 hectare park, set within the restored iconic gasholder frame, was created using £1.2 million from the Scottish Government’s Vacant and Derelict Land Investment Programme. This work followed refurbishment of the frame as well as removal of the historic bell using funding from the UK Government.  The restored and repainted gasholder frame is also now a beacon of light in north Edinburgh as it is lit up permanently after dark.

     A new sculpture now also takes pride of place at the centre of the park, commissioned by the Council last year following input from the local community. Svetland Kondakova Muir designed the piece to portray one of the Firth of Forth’s most special visitors – the humpback whale – the recently completed artwork was put in place last week.

    Council Leader Jane Meagher said:

    The Gasholder 1 Park opening is a huge milestone reached for the £1.3bn Granton Waterfront project. It is really inspiring to look out over this important piece of coastal land for our Capital city and see these much needed homes and other facilities literally springing up out of the ground.

     The new park is a fantastic addition for local communities and the hundreds of new tenants including families who have recently moved into the homes we have built for social and mid-market rent in the area. Many of these are on land immediately surrounding the new park and I’m delighted to say that many more homes are being planned or under construction which will be ready for hundreds of new tenants in the next few years.

     The historic gasholder gives the new park a unique look and feel and it will also be seen for miles around as the restored frame is lit up after dark.

     This exciting opening follows the restoration of the former Granton Station building and the new public square also created to provide a sense of place for the local community which opened to great fanfare in March 2023. 

    I’m delighted to cut the ribbon on Saturday to open this exciting new space for the local community as well as the thousands of other visitors I’m sure it will attract from Edinburgh and beyond in the years to come.

     Investment Minister Tom Arthur said:

    We have contributed £1.2 million towards transformation of Granton’s Gasholder from a derelict site to a vibrant and accessible space for people to enjoy. 

    This is part of wider efforts to regenerate the Granton area, including a recent project supported by the Scottish Government to transform derelict industrial units at Granton Waterfront into communal spaces. 

    To help communities thrive, we are providing £62.15 million towards regeneration in 2025-26. This will support projects which revitalise green spaces, town centres and derelict sites to benefit people across Scotland.

    UK Government Minister for Local Growth, Alex Norris, said:  

    Having visited Granton earlier in the year, it is wonderful to see the new Gasholder 1 Park will be opening this week. This green space will really bring the community together, from young families to elderly residents and visitors to the City.  

     “The refurbishment of the derelict gas holder structure has provided a real beacon of light to Edinburgh, retaining its unique history and character, while wider transformation work is underway to Granton Waterfront. This is exactly the kind of collaboration and locally led growth we want to see all across Scotland and the UK in our mission to boost growth and renewal as part of our Plan for Change.

    (Washington, D.C.) – This week, U.S. Representatives Emanuel Cleaver, II (D-MO), Dina Titus (D-NV), and 127 House Democrats urged the Trump Administration to forgo its proposal to eliminate the Institute of Museum and Library Services (IMLS), which provides the main source of federal support for museums and libraries across the country. In a letter to President Trump, the lawmakers shared their strong concerns about the impacts that would come with the elimination of IMLS, advocating for the president to reconsider his proposal to dismantle the agency before the harms are felt in communities nationwide. 

    “The IMLS is the only federal agency dedicated to supporting America’s museums and libraries,” the lawmakers wrote. “Operating in all 50 states and U.S. territories, it plays a vital role in strengthening these institutions which serve as essential educational, cultural, and economic pillars in our communities. From early literacy programs and STEM education initiatives to high-speed internet access and job training resources, funding for the IMLS enables libraries and museums to provide critical services to millions of Americans.”

    “Eliminating the IMLS would not only jeopardize these essential services but also dismiss the everyday needs of millions of Americans who rely on libraries and museums for learning, job opportunities, and community engagement,” the lawmakers continued. “We urge the Administration to reconsider this decision and recognize the far-reaching impact of IMLS funding. Maintaining and strengthening federal support for museums and libraries is not just an investment in cultural preservation, it is an investment in education, innovation, and economic growth.”

    Missouri received nearly $5 million in IMLS awards in 2024, including a $250,000 grant to the National World War I Museum and Memorial and $217,000 to Powell Gardens. Since the Trump Administration made public their attempt to eliminate funding for IMLS, the National Word War I Museum and Memorial has  announced it will have to freeze projects and put staff on leave.

    Avian Influenza Housing Measures Extended

    Avian Influenza housing measures extended in north of England

    In response to increased findings of highly pathogenic avian influenza (’bird flu’) in wild birds and new cases in poultry and kept birds, the Avian Influenza housing measures are being extended in the north of England to mitigate the risk of further outbreaks of the disease. 

    This means that from midnight (00:01) on Monday 7 April, keepers in Cumbria, County Durham, Northumberland and Tyneside must house their birds and continue to follow the strictest biosecurity as required by the Avian Influenza Prevention Zone (AIPZ). 

    This extension is in addition to those housing measures already in place across East Riding of Yorkshire, City of Kingston Upon Hull, Lincolnshire, Norfolk, Suffolk, Shropshire, York, North Yorkshire, Herefordshire, Worcestershire, Cheshire, Merseyside and Lancashire. In addition to across the whole of Northern Ireland. 

    AIPZs mandating enhanced biosecurity are also in place across all of the UK. Mandatory housing also applies in any 3km Protection Zone or 3km Captive Bird Monitoring (Controlled) Zones in force surrounding an infected premises.  

    The AIPZ measures apply to all bird keepers whether they have pet birds, commercial flocks or just a few birds in a backyard flock and are essential to protecting birds from avian influenza. 

    UK Deputy Chief Veterinary Officer, Ele Brown said: 

    Due to the increasing number of bird flu cases in the north of England, particularly in regions with high-density poultry farming, we are extending housing measures to Cumbria, Durham, Northumberland and Tyneside. 

    Bird keepers are urged to stay alert for any signs of disease, maintain strict biosecurity practices, and report any suspected cases of disease immediately to the Animal and Plant Health Agency.

    The prevention measures introduced through the AIPZ including addition of mandatory housing measures are introduced in a phased and escalating manner proportionate to the risk to an area. 

    The AIPZ will be in place until further notice and will be kept under regular review as part of the government’s work to monitor and manage the risks of avian influenza. 

    Keepers are encouraged to take action to prevent bird flu and stop it spreading. Be vigilant for signs of disease and report it to keep your birds safe 

    Check if you’re in a bird flu disease zone on the map and check details of the restrictions and gov.uk/birdflu for further advice and information.  

    You must register within one month of keeping poultry or other captive birds at any premises in England or Wales, further information is available.

    SAN JUAN, PR—Acting Special Agent in Charge Devin J. Kowalski, of the Federal Bureau of Investigation (FBI), San Juan Field Office, announced today the arrest of Kenneth DeGiorgio (DeGiorgio).

    DeGiorgio was charged under a Federal Criminal Complaint with violations of Title 18, United States Code, Sections 113(a)(4) (Assault within Maritime and Territorial Jurisdiction of the United States) for events which took place aboard a cruise ship en route to San Juan, Puerto Rico on or about March 31, 2025. Cruise ship authorities alerted the FBI of the incident.

    “Violent crimes committed aboard cruise ships fall under federal jurisdiction and we take them very seriously,” said Kowalski. “If you break the law at sea, expect to face consequences on land.”

    This case is being investigated by the FBI San Juan Field Office and is being prosecuted by the United States Attorney’s Office for the District of Puerto Rico.

    Defendant Accused of Daylight Shooting of Police Officers Executing Arrest Warrant for Animal Cruelty Offense

                WASHINGTON – Stephen Rattigan, also known as Julius James, 49, of Washington, D.C., was indicted April 2, 2025, on assault with intent to kill while armed and other charges stemming from the February 14, 2024, shooting of Metropolitan Police Department Officers, announced U.S. Attorney Edward R. Martin, Jr. and Chief Pamela Smith, of the Metropolitan Police Department (“MPD”). 

               Rattigan was indicted by a grand jury in the Superior Court of the District of Columbia of six counts of assault with intent to kill while armed, six counts of assault on a police officer while armed, three counts of assault with significant bodily injury while armed, fifteen counts of possession of a firearm during a crime of violence, one count of endangerment with a firearm, five counts of unlawful possession of a firearm, four counts of possession of a large capacity ammunition feeding device, and one count of cruelty to animals. 

               Rattigan is scheduled to be arraigned on April 4, 2025, at a hearing before the Honorable Michael Ryan.  Rattigan faces a mandatory minimum of five years of incarceration for each count of assault with intent to kill while armed, each count of assault on a police officer while armed, and each count of assault with significant bodily injury while armed. Rattigan faces a mandatory minimum of one year for each firearm in his possession.  

               According to the government’s evidence, at about 7:30 a.m., on February 14, 2024, members of MPD went to 5032 Hanna Place SE in Washington, D.C. to arrest Rattigan, then known as Julius James. MPD officers, in full uniform, repeatedly announced that they were with MPD and that they were at the residence to arrest Rattigan. After several minutes of no response, MPD officers observed Rattigan inside the house, and he began speaking to the officers. Despite attempting to have Rattigan open the door, MPD officers were forced to use tools to force open the front door. While six members of MPD were outside the front door, Rattigan fired several shots through the front door, striking three of the officers. An hours-long standoff then ensued, with Rattigan communicating with MPD negotiators for several hours. At one point during the standoff, Rattigan, upset that he wasn’t getting cigarettes quickly enough, fired three additional rounds through the front door.

                After several hours, Rattigan surrendered to MPD officers, and he was arrested. After Rattigan was arrested, MPD executed a court-authorized search warrant inside the home. Inside, Rattigan had thirty-one dogs, three handguns, two AR-style rifles, two full drum magazines, and additional large-capacity magazines. 

               This case is being investigated by the Metropolitan Police Department and is being prosecuted by Assistant United States Attorney Matthew Goldstein of the U.S. Attorney’s Office for the District of Columbia.

               An indictment is merely an allegation and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI Security: Three Orlando Residents Plead Guilty To Scheme That Facilitated Evasion Of Payroll Taxes And Workers’ Compensation Requirements In Construction Industry

    Jacksonville, Florida – United States Attorney Gregory W. Kehoe announces that Eduardo Anibal Escobar (44), Carlos Alberto Rodriguez (35), and Adelmy Tejada (57), all residents of Orlando, have pleaded guilty to conspiracy to commit wire fraud and conspiracy to commit tax fraud. Each are legal permanent residents from El Salvador. Each faces a maximum penalty of 20 years in federal prison for the wire fraud offense and up to 5 years in federal prison for the tax fraud offense. These individuals are subject to an order requiring them to forfeit at least $8,764,652 in proceeds which they obtained as a result of the wire fraud offense and two houses in Orlando that were purchased with those proceeds.

    The defendants are also subject to an order requiring them to pay restitution in the amounts of $12,992,908 to four insurance companies for unpaid workers’ compensation insurance premiums, $397,895 to two of the companies for workers’ compensation claims that the companies paid, and $36,957,616 for unpaid employment taxes on approximately $146,077,535 in payroll that was not reported to the IRS. The sentencing dates have not yet been set.

    According to court documents, over the period of approximately January 2015 through August 2024, the defendants engaged in a scheme to defraud involving misrepresentations concerning workers’ compensation insurance. The purposes of the scheme were to facilitate the employment of workers who were not legally authorized to work in the United States, to avoid paying for adequate workers’ compensation insurance, and to avoid paying required payroll taxes.

    To carry out the scheme, Escobar, Rodriguez, and Tejada obtained workers’ compensation insurance policies in the names of companies they registered with the State of Florida. The policies covered a handful of employees and a minimal payroll. They then reached agreements with hundreds of construction subcontractors to represent to construction contractors that the subcontractors were employed by the defendants’ companies. The subcontractors provided the defendants with the names of the contractors for whom they wanted to perform work, and the defendants sent the contractors documents representing that the subcontractors worked for the defendants’ companies and that they were covered by the companies’ workers’ compensation insurance. This representation allowed the subcontractors to obtain contracts with, and perform work for, the construction contractors. The contractors wrote payroll checks to the defendants’ companies for work performed by the subcontractors and the defendants distributed the payroll to the workers, after keeping 6% to 8% as a fee. Most of the workers were undocumented aliens working illegally in the United States. Over the course of the scheme, approximately $146,077,535 in payroll flowed through the companies, on which the defendants were paid fees totaling at least $8,764,652.

    Although the workers’ compensation insurers believed they were providing coverage for the limited payroll reflected in the insurance applications and reported by the defendants, the insurers unknowingly provided coverage for the approximately $146,077,535 in payroll that flowed through the defendants’ companies. If the insurers had known the amount of payroll they were in fact covering, they would have charged additional annual premiums totaling at least $12,992,908. Neither the defendants nor the contractors nor the subcontractors reported to the IRS the payroll that flowed through the defendants’ companies, and no one paid either the employees’ portion or the employers’ portion of payroll taxes due. If the total payroll of approximately $146,077,535 had been properly reported to the IRS, the total payroll taxes due would have been approximately $36,957,616.

    This case was investigated by Homeland Security Investigations, Internal Revenue Service – Criminal Investigation, and the Florida Department of Financial Services. It is part of a continuing investigation by those agencies of the use of shell companies and “ghost” employees in the construction industry. It is being prosecuted by Assistant United States Attorney Arnold B. Corsmeier. The asset forfeiture is being handled by Assistant United States Attorney Jennifer M. Harrington.

  • MIL-OSI United Kingdom: Salford City Council Hosts Roundtable on Shaping a National Strategy for Rugby League

    Thursday 3 April 2025 – Salford City Council hosted a roundtable at the Salford Community Stadium which sought to construct a coalition of voices, empowering the call for further investment, both public and private, to protect and advance Rugby League.

    The discussion was chaired by Salford City Mayor, Paul Dennett. Under his leadership, the city has developed a renewed commitment to supporting grassroots sport and empowering the North’s cultural heritage.

    The roundtable brought together key individuals from across Rugby League playing constituencies and local authorities to determine the structure and content of a national Rugby League strategy. Attendees discussed where precisely investment is needed in Rugby League, how Rugby League localities can collaborate to succeed in obtaining more investment, as well as their experiences of support for rugby both locally and nationally.

    Notable participants included Michael Wheeler MP (Worsley and Eccles), Rebecca Long-Bailey MP (Salford) and the Leaders of Warrington, Wigan and St Helens, alongside other council representatives from across the North. Delving into key themes and issues, participants noted that Rugby League is integral to the culture of the North of England and called for the inclusion of Rugby League in future Government-led reviews of the sport.

    Attendees also highlighted the cultural opportunities for both residents and tourists deriving from enabling the region’s rich rugby heritage to thrive. Crucially there are also health and educational benefits from enabling communities to access and celebrate their sporting heritage from young age.

    To conclude the roundtable, participants agreed to work together to secure investment from the sport at every level, including calling on the Department of Culture Media and Sport, the Department for Health and Social Care and the Department for Education to fully realise the benefit of the sport in their respective areas.

    Following the roundtable, Salford City Mayor Paul Dennett commented: “It was great to bring representatives from across national and regional government together to unite the North under one voice and establish a clearer path for securing further investment into Rugby League. The previous government conducted a review on the future sustainability of Rugby Union and failed to include Rugby League.

    We’re here to make sure that this great sport is given the support in needs so our communities and residents can share in the economic, cultural, social and health benefits that rugby league can offer.”

    WASHINGTON, DC – U.S. Representative Seth Magaziner (RI-02) led House Natural Resources Committee Democrats in a congressional forum on the devastating impact of cuts to the National Oceanic and Atmospheric Administration (NOAA), highlighting how mass layoffs and facility closures at the agency hurt Rhode Island’s coastal economy and national security interests.

    The forum brought together voices from the fishing industry, environmental advocacy, and public service at the nation’s capital—including Sarah Schumann, a Rhode Island commercial fisher and Director of the Fishery Friendly Climate Action Campaign—to testify on the impact of Trump Administration cuts to NOAA.

    During the forum, Democratic members of the House Natural Resources Committee heard from witnesses on how the Trump administration’s actions surrounding NOAA impact coastal communities and business owners, weaken U.S. fisheries, make communities less safe in the face of natural disasters, and threaten critical climate research.

    The panelists spoke to the critical lifeline NOAA is for communities in providing weather data and forecasts and monitoring coastal environments. 

    Members of Congress in attendance included House Natural Resources Committee Ranking Member Jared Huffman (CA-02), Rep. Julia Brownley (CA-26), Rep. Val Hoyle (OR-04), Rep. Sarah Elfreth (MD-03), and Rep. Maxine Dexter (OR-03).

    BACKGROUND

    In Rhode Island, NOAA supports a fishing and aquaculture industry that supports thousands of jobs, provides lifesaving weather forecasting, and funds research that strengthens the state’s coastal economy and conservation of ocean resources. Proposed cuts threaten jobs, local businesses, and the livelihoods of Rhode Islanders who depend on healthy oceans and sustainable fisheries. 

    Despite its critical mission, NOAA has become a primary target of the Trump administration and Elon Musk’s DOGE. Since January, NOAA has faced an unprecedented wave of political interference: censorship of climate research, purging of expert staff, the shutdown of oversight committees, and forced layoffs impacting more than 800 employees. DOGE operatives have unlawfully accessed NOAA systems, including internal communications and grants databases, raising serious questions about data integrity and whistleblower retaliation.

    These actions have already disrupted NOAA’s core functions. Weather balloon launches have been reduced, community resilience programs scaled back or shuttered, and offices around the country remain closed. Meanwhile, extremist proposals to dismantle or privatize NOAA will put essential weather alerts and environmental data behind paywalls, endangering farmers, first responders, and coastal economies. House Democrats are committed to exposing this dangerous agenda and defending the public services that keep Americans safe and our economy strong.

    This event follows a roundtable hosted by Magaziner in Providence to hear from Rhode Island fishing, aquaculture, environmental, and conservation leaders about their concerns surrounding a weakened NOAA.

    “We have no idea how NOAA will keep functioning with these budget cuts. We have no idea how much expertise and knowledge has been lost in these firings. We have no idea what else the Trump administration will do to destroy NOAA. And we have no idea who else is slated to be let go,” said Marce Gutiérrez-Graudiņš, Founder and Executive Director, Azul. “To name just a few examples, Digital Coast helped Florida use high-level surface mapping to improve their flood vulnerability assessments. It helped Southern California collaborate on innovation projects for their renewable economy. It helped Northern Mariana Islands better prepare for tsunamis. It helped improve storm surge modeling for Caribbean disaster preparedness programs. It helped inform watershed management in Florida. It helped promote ecotourism in Virginia through watershed conservation. It helped analyze urban growth and flood risk in North Carolina. It helped lower flood insurance premiums in South Carolina. The list could go on and on. NOAA’s tools have helped every one of these communities and so many more. So what will happen when there’s no longer the budget for these tools, for the scientists, and the data experts who know how to use them? The unfortunate result is that communities will suffer across the U.S.”

    “In my last job in the Navy, I was the oceanographer and navigator of the Navy. Just as importantly, I was the Navy deputy to NOAA. That’s how important the Navy sees this relationship between our Navy and NOAA, in that they assign an admiral to be a deputy to the director of NOAA,” said RADM Jon White, USN (Ret.). “Without the NOAA information, without leading the world in this, then our national security and the safety of our men and women in uniform is at risk. […] And it worries me a lot because I just know that there are men and women in uniform out there who rely on this information. There are parents and husbands and wives who rely on having the best information possible to keep their loved ones safe and to make sure that we maintain our national security and that home and away game advantage for years to come.”

    “Agency staff at every level have been demoralized and marginalized. When coupled with cuts to grants and fellowships and increased job insecurity, we are at a serious risk of alienating the next generation of scientists, policymakers, and leaders who would help the United States weather future storms,” said Elizabeth L. Lewis, Senior Associate Attorney, Eubanks & Associates. “NOAA simply cannot carry out its critical functions on limited staff, shrinking budgets, and aging equipment. Therefore, there is no doubt that if the Administration’s vision for NOAA becomes reality, American businesses will suffer, and even more tragically, lives will be lost.”

    “In the two months since [January 20], the administration has abdicated its citizen-granted authorities to Elon Musk, the wealthiest man on the planet, and this unelected, unaccountable billionaire has torn through agency after agency, destroying a public service infrastructure that took decades to build. And it’s clear that everyday Americans are not this administration’s priority,” said Sarah Schumann, Fisherman, and Owner/Principal Consultant, Shining Sea Fisheries Consulting, LLC. “All of the ambitious and visionary things that fishermen desperately need, the faster, more collaborative data collection and decision-making, the greater attention to the multitude of stressors affecting fishery habitats, the supports for young people to enter and thrive in fishing careers, will be vastly more difficult to achieve with a diminished and distressed NOAA workforce.”

    “I worked for The Weather Company, and there is no weather forecast that’s produced in this country that isn’t dependent on NOAA,” said Mary Glackin, retired NOAA official, American Meteorological Society. “In [Florida], we have 5.3 million acres of submerged lands that are managed through NOAA programs, and this is a combination of the Estuarine Research Reserves, the Coral Reef Conservation Project, the sanctuary that’s there, and coastal zone management. And why is this important to us? These areas safeguard water quality, buffer against storms and flooding, and provide critical habitat for fisheries and wildlife. They drive tourism and recreation, one of the prime economic drivers in Florida. They see over 100 million visitors annually for these world-class recreation activities, and without these programs, we are going to see increased pollution. Make no mistake about that. This could not be a worse time of year. We have the severe weather coming across. We haven’t seen our first hurricane yet, but I guarantee you it’s coming. And right now I fear that the only thing keeping us from real disaster is the heroic efforts of NOAA staff.”

  • MIL-OSI United Nations: WFP and Italy partner to expand home-grown school feeding and resilience interventions in Malawi

    LILONGWE, Malawi – The United Nations World Food Programme (WFP) welcomes a contribution of €4 million from the Government of Italy to expand the Home-Grown School Feeding programme and support climate-smart agriculture and sustainable school meals by connecting schools with local farmers in Malawi’s Chikwawa District.

    The funding will enable WFP to provide daily nutritious meals to 20,800 children in seventeen primary schools across Chikwawa and supports the national school feeding programme reaching over 800,000 children across Malawi. By sourcing ingredients locally, the initiative creates stable market opportunities for smallholder farmers – especially women – helping them increase production and income, while directly contributing to children’s well-being.

    WFP Malawi Country Director ad interim, Simon Denhere, said the support from the Government of Italy will drive lasting impact by integrating food security, education, and livelihoods.

    “This initiative goes beyond school meals; it strengthens entire communities. By linking smallholder farmers to schools and equipping them with resilience practices, we are improving children’s nutrition while helping communities recover from weather related shocks and to prepare for the future,” said Denhere.

    “This partnership is a game-changer for Malawi, linking nutritious school meals to improved attendance and academic success, while empowering local farmers and enhancing community food security,” said Maureen Maguza Tembo, Deputy Director of School Health, Nutrition and HIV/AIDS  in the Ministry of Education.

    Beyond school feeding, the initiative strengthens smallholder farmers’ resilience by improving access to weather resistant crops, promoting sustainable farming techniques, and expanding irrigation and financial services. These efforts help farming communities increase productivity and better withstand shocks.

    The Ministry of Agriculture, Ministry of Education, WFP, and Save the Children will jointly implement the project in Chikwawa District, with Save the Children and the District Council leading field interventions.

    “Investing in school feeding and agriculture lays the foundation for lasting benefits for children, farmers, and the broader economy, fostering self-reliance and stability,” said H.E. Enrico de Agostini, Ambassador of Italy to Malawi and Zambia.

    Malawi continues to experience climate shocks, including the recent El Niño-induced drought, making recovery efforts essential for families and communities.

    “Smallholder farmers are the backbone of our agricultural sector, yet they face numerous challenges, including limited access to markets, inputs, and climate-related shocks,” said Geoffrey Mamba, Principal Secretary responsible for Irrigation in the Ministry of Agriculture. “This initiative will enhance smallholder farmers’ productivity and market access, particularly for women farmers, by integrating them into the school feeding system.”

    The contribution was announced today by representatives from the Government of Italy, the Ministry of Agriculture, and the Ministry of Education.

    Since 1999, WFP has supported school feeding in Malawi, currently reaching approximately 837,500 children across 778 schools. In addition to school feeding, WFP implements resilience-building projects in four districts in southern Malawi, targeting 57,914 households with initiatives that strengthen livelihoods, enhance agricultural productivity, and help communities withstand climate-related shocks.
