  • MIL-Evening Report: New modelling reveals full impact of Trump’s ‘Liberation Day’ tariffs – with US hit hardest

    We now have a clearer picture of Donald Trump’s “Liberation Day” tariffs and how they will affect other trading nations, including the United States itself.

    The US administration claims these tariffs on imports will reduce the US trade deficit and address what it views as unfair and non-reciprocal trade practices. Trump said this would

    forever be remembered as the day American industry was reborn, the day America’s destiny was reclaimed.

    The “reciprocal” tariffs are designed to impose charges on other countries equivalent to half the costs they supposedly inflict on US exporters through tariffs, currency manipulation and non-tariff barriers levied on US goods.

    Each nation received a tariff number that will apply to most goods. Notable sectors exempt include steel, aluminium and motor vehicles, which are already subject to new tariffs.

    The minimum baseline tariff for each country is 10 percent. But many countries received higher numbers, including Vietnam (46 percent), Thailand (36 percent), China (34 percent), Indonesia (32 percent), Taiwan (32 percent) and Switzerland (31 percent).

    The tariff number for China is in addition to an existing 20 percent tariff, so the total tariff applied to Chinese imports is 54 percent. Countries assigned 10 percent tariffs include Australia, New Zealand and the United Kingdom.

    Canada and Mexico are exempt from the reciprocal tariffs, for now, but goods from those nations are subject to a 25 percent tariff under a separate executive order.

    Although some countries do charge higher tariffs on US goods than the US imposes on their exports, and the “Liberation Day” tariffs are allegedly only half the full reciprocal rate, the calculations behind them are open to challenge.

    For example, non-tariff measures are notoriously difficult to estimate and “subject to much uncertainty”, according to one recent study.

    GDP impacts with retaliation
    Other countries are now likely to respond with retaliatory tariffs on US imports. Canada (the largest destination for US exports), the EU and China have all said they will respond in kind.

    To estimate the impacts of this tit-for-tat trade standoff, I use a global model of the production, trade and consumption of goods and services. Similar simulation tools — known as “computable general equilibrium models” — are widely used by governments, academics and consultancies to evaluate policy changes.

    The first model simulates a scenario in which the US imposes reciprocal and other new tariffs, and other countries respond with equivalent tariffs on US goods. Estimated changes in GDP due to US reciprocal tariffs and retaliatory tariffs by other nations are shown in the table below.



    The tariffs decrease US GDP by US$438.4 billion (1.45 percent). Divided among the nation’s 126 million households, GDP per household decreases by $3,487 per year. That is larger than the corresponding decreases in any other country. (All figures are in US dollars.)

    Proportional GDP decreases are largest in Mexico (2.24 percent) and Canada (1.65 percent) as these nations ship more than 75 percent of their exports to the US. Mexican households are worse off by $1,192 per year and Canadian households by $2,467.

    Other nations that experience relatively large decreases in GDP include Vietnam (0.99 percent) and Switzerland (0.32 percent).

    Some nations gain from the trade war. Typically, these face relatively low US tariffs (and consequently also impose relatively low tariffs on US goods). New Zealand (0.29 percent) and Brazil (0.28 percent) experience the largest increases in GDP. New Zealand households are better off by $397 per year.

    Aggregate GDP for the rest of the world (all nations except the US) decreases by $62 billion.

    At the global level, GDP decreases by $500 billion (0.43 percent). This result confirms the well-known rule that trade wars shrink the global economy.

    GDP impacts without retaliation
    In the second scenario, the modelling depicts what happens if other nations do not react to the US tariffs. The changes in the GDP of selected countries are presented in the table below.



    Countries that face relatively high US tariffs and ship a large proportion of their exports to the US experience the largest proportional decreases in GDP. These include Canada, Mexico, Vietnam, Thailand, Taiwan, Switzerland, South Korea and China.

    Countries that face relatively low new tariffs gain, with the UK experiencing the largest GDP increase.

    The tariffs decrease US GDP by $149 billion (0.49 percent) because the tariffs increase production costs and consumer prices in the US.

    Aggregate GDP for the rest of the world decreases by $155 billion, more than twice the corresponding decrease when there was retaliation. This indicates that the rest of the world can reduce losses by retaliating. At the same time, retaliation leads to a worse outcome for the US.

    Previous tariff announcements by the Trump administration dropped sand into the cogs of international trade. The reciprocal tariffs throw a spanner into the works. Ultimately, the US may face the largest damages.

    The Samaraneftekhimproekt Scientific Institute was awarded the Grand Prix of the competition and took first place in the nominations “For the development of human resources in non-production organizations” and “For support of employees – parents with many children and their children in non-production organizations”. The production asset Samaraneftegaz took third place in the nomination “For the best conditions for employees with family responsibilities in production organizations”.

    The awards to the winners and runners-up of the competition were presented by Deputy Prime Minister of the Russian Federation for Social Policy Tatyana Golikova. The competition is aimed at attracting public attention to the importance of solving social issues at the level of organizations, identifying the best social projects.

  • MIL-OSI USA: Rep. Ami Bera, California Delegation Members Demand Continuation of Critical Food Programs

    Today, U.S. Representative Ami Bera, M.D. (CA-06) joined the Democratic Members of the California Congressional Delegation in demanding the United States Department of Agriculture reverse harmful federal program cancelations and freezes impacting state food banks and farmers. 

    Despite encompassing less than 4% of the country’s farmland, California generates over 11% of the U.S. agricultural value; over a third of the country’s vegetables and over three-quarters of the country’s fruits and nuts are grown in California.  The Trump Administration’s discontinuation of the Local Food Purchase Assistance (LFPA) Cooperative Agreements for 2025, the Local Food for Schools (LFS) Cooperative Agreement Program, and the freeze of the Emergency Food Assistance Program (TEFAP) funds threatens the livelihoods of more than 600 California farmers and jeopardizes food assistance for more than six million Californians.  A network of 49 food banks, serving 58 counties in California, have already seen over 300 food loads paused or cancelled. 

    “These programs provide critical support to farmers and food producers in California while ensuring access to nutritious, locally sourced food for families, students, and communities, which we feel are in line with this Administration’s stated goals to provide more opportunities for Americans to eat healthy, support farmers, and boost domestic demand for produce,” wrote the Members.  “We remain committed to working with USDA to find solutions that sustain and expand market access for American farmers while ensuring that families and communities continue to benefit from fresh, locally produced food. We respectfully request that you revisit these decisions in light of the millions of our constituents who would be impacted.”

    We write regarding recent decisions to discontinue the Local Food Purchase Assistance (LFPA) Cooperative Agreements for 2025, the Local Food for Schools (LFS) Cooperative Agreement Program, and the freeze of the Emergency Food Assistance Program (TEFAP) funds. These programs benefit producers of all sizes, expand market opportunities, and increase resilience in our local food systems, particularly as farmers continue to navigate rising input costs and economic uncertainty. With these cancellations, more than 600 California farmers will lose a vital market, and families and children will lose an important lifeline and access to healthy, locally grown food. We request and encourage you to reverse this decision and continue to fully fund and support these important initiatives. 

    As Members of the California Delegation, we proudly represent the farmers and producers that contribute to California’s agricultural abundance and the nation’s food supply. As you know, LFPA strengthens agricultural supply chains by facilitating the purchase of regionally grown food, while LFS helps schools and childcare facilities provide fresh, local options to students. These programs provide critical support to farmers and food producers in California while ensuring access to nutritious, locally sourced food for families, students, and communities, which we feel are in line with this Administration’s stated goals to provide more opportunities for Americans to eat healthy, support farmers, and boost domestic demand for produce. 

    Additionally, both the freeze and cancellation of TEFAP funds will significantly impact our state’s food banks who partner with their network of churches, schools, and food pantries. As of the writing of this letter, we are aware that food banks across the state have had over 300 food loads paused or cancelled across the network of 49 food banks for distribution to eligible individuals and households within 58 counties. This means less food than expected for food banks who are serving more than 6 million Californians each month. 

    We remain committed to working with USDA to find solutions that sustain and expand market access for American farmers while ensuring that families and communities continue to benefit from fresh, locally produced food. We respectfully request that you revisit these decisions in light of the millions of our constituents who would be impacted.     RICHMOND, CA—On Friday, at the 25th Anniversary celebration of the Rosie the Riveter WWII Home Front National Historical Park, Representative John Garamendi (D-CA-08) unveiled legislation to honor the millions of women who supported the Home Front during World War II. Rep. Garamendi joined with Representatives Jared Huffman (D-CA), Kevin Mullin (D-CA), Brian Fitzpatrick (R-PA), Debbie Dingell (D-MI), and Mark DeSaulnier (D-CA) to introduce the legislation honors the “Rosie the Riveters,” who made tremendous sacrifices to support wartime efforts and serve as a powerful example of the importance of women in the workforce today.     Between 1940 and 1945, the percentage of women in the workforce jumped from 27% to nearly 37%. By the end of the war, nearly one out of every four married women worked outside the home. As riveters, welders, and other laborers- this diverse women workforce played an integral part in meeting the ever-growing demand for war materials in factories, shipyards, and farms, and served as support services in schools and hospitals.

    WASHINGTON, D.C. —Today, U.S. Representative John Garamendi (D-CA-08) released the following statement following the passage of the Continuing Resolution (CR).    

    “Congressional Republicans have just granted Donald Trump and Elon Musk free rein to unconstitutionally fund the government as they please and execute their agenda to dismantle critical services that millions depend on.  

    Instead of working with Democrats to find a bipartisan solution, Congressional Republicans passed a bill that fails to provide $23 billion of medical care for veterans exposed to burn pits and other toxic substances during service to our country. It also cuts life-saving healthcare programs for American families and seniors, and slashes affordable housing funds evicting more than 32,000 veterans, domestic violence survivors, seniors, and people with disabilities.  Republicans also abandoned Californians in need by not including any new disaster aid relief for the Palisade fires.  

    As Donald Trump starts a trade war that will raise the cost of food, gas, and housing, Congressional Republicans prove that they don’t care about improving your quality of life. They have made it clear that they will vote for anything if it’s what Trump wants.  

    Republicans are using their power to force through their extreme agenda. If Democrats were in control, we would pass legislation that would protect our veterans, seniors, and children – and we certainly wouldn’t allow unelected billionaires like Musk from running our government to the ground.”

  • MIL-OSI USA: Garamendi and Beatty Reintroduce Legislation to Address Affordable Housing Crisis

    WASHINGTON, DC – Today, Reps John Garamendi (D-CA-08) and Joyce Beatty (D-OH-03) reintroduced the bicameral HOME Investment Partnerships Reauthorization and Improvement Act to address America’s housing crisis. 

    Since 1992, the state of California has received over $5.7 billion from the HOME program as it built or preserved 125,167 homes benefiting 48,499 families. This bill will increase the amount of federal funds available for the HOME Investment Partnerships Program (HOME) at the U.S. Department of Housing and Urban Development (HUD). Companion legislation in the U.S. Senate is led by Senator Catherine Cortez Masto (NV). 

    “While Republicans are cutting critical housing funding and evicting families, Democrats are focused on building new homes for working Americans,” said Representative Garamendi. “The Bay Area is facing a housing crisis where minimum wage workers must work nearly 96 hours a week to afford a modest one-bedroom apartment.     The HOME program is the largest federal block grant to state and local governments to create affordable housing for low-income households. Since 1992, HOME has supported a wide variety of housing needs, from financing new construction and home repairs to funding down payment and rental assistance. It also provides additional funding to housing developments financed by the Low-Income Housing Tax Credit, helping the program serve more extremely low-income people including seniors, veterans, those experiencing homelessness, and people with disabilities. 

    The program was last reauthorized in 1994 and needs critical updates to better address today’s housing crisis. 

    This bill, the HOME act, would: 

    • Authorize $5 billion in HOME funding for fiscal year 2025 and boost the funding for the program five percent annually through 2029. This legislation would address chronic underfunding of the affordable housing investment program.
    • Improve HOME’s ability to provide down payment assistance to homebuyers and home repair assistance to homeowners.
    • Enable HOME funds to support Community Land Trusts and other shared equity homeownership programs.
    • Increase access to HOME funds for nonprofits and provide state and local governments loan guarantee options that would allow them to leverage their future HOME funds for investments today.

    Pat Ritchie appointed as interim Homes England Chair

    The Deputy Prime Minister has confirmed today that she has appointed housing and regeneration expert, Pat Ritchie CBE, as interim Chair of Homes England.

    Current Chair of Homes England, Peter Freeman, will step down from his position at the end of April after four years of leading the agency to focus his attention on his role as Chair of the Cambridge Growth Company. In helping to drive forward economic growth and the delivery of new housing and infrastructure in Greater Cambridge, Peter will continue to play a vital role in supporting the government’s ambitions.

    Pat Ritchie brings a wide range of experience to the role of interim Homes England Chair. She has been Chair of the Government Property Agency since 2020 and currently sits on the Homes England Board, where she helps oversee and implement the agency’s key priorities. She was previously Chief Executive of both Newcastle City Council and the Homes and Communities Agency.

    The interim position is expected to last up to 18 months and will provide stability and momentum to Homes England while it continues to play a vital role in delivering this government’s housing agenda and moves to a regional and place-based operating model to deliver successful placemaking and align with the government’s wider devolution agenda.

    Last year the Housing and Planning Minister, Matthew Pennycook, wrote to the Homes England Chair and set out ambitious objectives which includes supporting the New Homes Accelerator to speed up delivery on large housing sites, maximising the number of social rent homes delivered through the Affordable Homes Programme, and providing valuable expertise and advice to the New Towns Taskforce.

    As the Housing Minister set out in his Homes England Chair’s letter, alongside other priorities the agency will continue to focus on driving efficiencies and prioritising resources, as part of ongoing efforts to support the delivery of new homes and place-based regeneration.

    Highlighting Scotland’s leading role at home and abroad.

    At the Global Disability Summit in Berlin today, Equalities Minister Kaukab Stewart will highlight Scotland’s commitment that by 2030 at least half of Scotland’s international development funding will include a disability equality objective.

    This will ensure that disabled people have improved access to programmes in Scotland’s partner countries Malawi and Zambia – for instance giving disabled women and girls access to quality education.

    The Equalities Minister will also take part in events focusing on disability equality and inclusion as well as meet with relevant Ministers and interest groups.

    Ms Stewart said:

    “Scotland has a growing reputation at home and abroad for the action it’s taking to reduce the barriers disabled people face. This is the first time Scotland has been invited in its own right to the Global Disability Summit and this is an excellent opportunity for us to showcase our culture of equality, particularly our focus on giving disabled people a voice in the decisions that affect them.

    “Our work with our partner countries in Malawi and Zambia will be shared at the World Bank roundtable on inclusiveness in education. We will also highlight how Scotland is ensuring that marginalised groups, including disabled people, are at the heart of international climate action.

    “However, I’m concerned that while the international picture is improving, the UK Government is going ahead with taking away disabled people’s benefits to balance the budget and plans to further reduce aid spending. We will continue to press them to reverse these damaging cuts.”

    The Isle of Wight Crematorium is hosting an open day, inviting the community to explore its serene grounds and learn more about the services provided.

    The special event aims to highlight the comprehensive care and support offered by the crematorium, while also promoting the beautiful natural environment and the dedicated Friends groups that help maintain the cemeteries.

    Visitors will have the opportunity to take guided tours of the crematory, gaining insight into the processes and care involved in cremation services. Knowledgeable staff will be on hand to answer any questions and provide detailed explanations.

    The crematorium is set besides tranquil ancient natural woodland, offering a peaceful haven for reflection and remembrance.

    The grounds include woodland paths, a babbling brook, a wildflower meadow, and formal gardens. Visitors can enjoy the natural beauty and learn about the various flora and fauna that inhabit the area, including hedgehogs, red squirrels, and woodland birds.

    The open day will also feature details of the council run cemeteries, highlighting the history and significance of the sites. The Friends groups, who play a crucial role in maintaining and preserving these spaces, will be present to share their experiences and encourage community involvement.

    A dedicated baby garden, complete with a wooden summerhouse, provides a space for families to leave tributes and remember their loved ones. The grounds also feature a unique cherry tree sculpture, carved into a stunning squirrel and dove, serving as a natural tribute to those whose ashes are scattered in the area.

    The newly refurbished chapel will be open for visitors to see. It is equipped to handle both large and small ceremonies, with outside speakers available for larger gatherings. The chapel also includes accessible facilities such as induction loops for guests with hearing impairments.

    Janice Lord, the council’s registration and bereavement services lead, said: “We believe it’s important for the community to understand the services we provide and to see the care and dedication that goes into maintaining these beautiful grounds and to know about the work we are putting in to preserve and enhance the wildlife here.

    “This open day is a wonderful opportunity for us to connect with the community, showcase the serene environment we have created for remembrance and reflection, and highlight the comprehensive care and support we offer.

    “We hope visitors will appreciate the tranquil woodland, the beautiful gardens, and the unique memorials, as well as learn about the history and significance of our cemeteries and the efforts of the friends groups who help preserve these spaces.”

    The Isle of Wight Crematorium is administered by the Isle of Wight Council’s Bereavement Services, and the staff are dedicated to providing compassionate and professional support to all visitors.

    The event is scheduled to take place on 10 May 2025, between 10am and 1pm and all are welcome to attend.

    Families across Yorkshire can hunt for dragon eggs and mythical beasts at Lotherton this Easter as immersive new expedition swoops in.

    Launched at the weekend, Dragon Quest: The Search for the Lost Eggs has transformed the estate’s grounds into a world of legend and adventure with colourful characters and mysterious eggs.

    Part egg hunt, part treasure trail, budding young explorers are invited to use a map to search for the 12 lost nests, each holding a unique clue to collect and decipher. Along the journey, visitors will discover dragons from around the world – from the misty highlands of Wales to the sacred temples of Japan and the icy tundras of the Arctic – learning about their magical traits and fiery origin stories. 

    The historic Lotherton Hall will also be home to an Explorer’s Study exhibit, where visitors can peek into the fantastical world of dragon hunting.

    The quest is led by kooky character Professor Ailfrith Pendragon, who will recount tales of her adventures and how to train dragons at the Explorer’s Basecamp, where explorers can also toast marshmallows or participate in dragon-themed craft.

    A particularly scaly Leeds legend has also made Wildlife World his home for the quest. Partial to Yorkshire pudding, the lesser-seen Aberford Ashenback dragon will be putting on a captivating display.

    Councillor Mohammed Rafique, Leeds City Council’s executive member for climate, energy, environment and green space, said: “This is an incredible Easter experience at Lotherton, so immersive and exciting for the whole family. It takes the Easter egg hunt to a different level!”

    Dragon Quest: The Search for the Lost Eggs runs throughout the Easter holidays (5 – 21 April). It is included in Lotherton general admission (free for Lotherton members), with additional charges for Explorer’s Basecamp activities, payable on site. Advanced booking is strongly recommended.

    “These programs provide critical support to farmers and food producers in California while ensuring access to nutritious, locally sourced food for families, students, and communities, which we feel are in line with this Administration’s stated goals to provide more opportunities for Americans to eat healthy, support farmers, and boost domestic demand for produce,” wrote the Members.  “We remain committed to working with USDA to find solutions that sustain and expand market access for American farmers while ensuring that families and communities continue to benefit from fresh, locally produced food.     Washington, DC – Today, Representative Ro Khanna (CA-17) announced that he will introduce the Drain the Swamp Act, a new bill to ban White House officials from accepting gifts from lobbyists or becoming lobbyists during the Trump term. He also announced The Telehealth Coverage Act that he will soon introduce to make Medicare coverage for telehealth permanent. See Rep. Khanna’s remarks announcing the legislation below. 

    The Telehealth Coverage Act

    Mr. Speaker, the Trump administration is stripping millions of American seniors of their coverage of telehealth on March 31. That’s right, if you’re a senior on Medicare starting April 1, your doctor’s visits on video conference or zoom or phone will no longer be covered. This is going to impact over 12 million Americans, and the crazy thing is that the inspector generals have found that there’s only 0.2% of fraud in telehealth. So why are we taking telehealth away from millions of seniors who are homebound or who have difficulty leaving their homes. It is most devastating for rural Americans. That is why today I’m introducing the Telehealth Coverage Act. It will require Medicare to pay for telehealth services permanently. Let us pass this act in a bipartisan way so that millions of American seniors aren’t deprived of telehealth services because of the actions of the Trump administration. 

    The Drain the Swamp Act

    Mr. Speaker, President Trump campaigned around the country to drain the swamp, yet one of the first things he did was reverse President Biden’s executive order that banned White House officials from accepting gifts from lobbyists. So today I am introducing the Drain The Swamp Act. It’s pretty simple. It will ban any White House official from accepting gifts from lobbyists, and it will ban White House officials from becoming lobbyists during the Trump term. I believe that this bill will have support, not just from progressives, not just from independents, but from the MAGA movement. That is why I’m calling on my colleagues, Republicans and Democrats, to pass the drain the swamp act and send it to President Trump’s desk so he can fulfill his promise.

The latest DGA report shows that over 90% of Americans do not consume enough dairy to meet daily nutrition requirements.  The Dairy Nutrition Incentive Program Act would expand the Healthy Fluid Milk Incentives program (HFMI) to include all milk varieties, cheese, and yogurt. Under this plan, SNAP participants would receive a coupon for additional cheese or yogurt when they purchase these items with their groceries. This legislation is endorsed by the International Dairy Foods Association (IDFA), the National Milk Producers Federation (NMPF), and the National Grocers Association (NGA).

  • MIL-OSI New Zealand: Te Pāti Māori Urges Governor-General to Block Repeal of 7AA

    Today, the Oranga Tamariki (Repeal of Section 7AA) Amendment Bill has passed its third and final reading, but there is one more stage before it becomes law.

    The Governor-General must give their ‘Royal assent’ for any bill to become legally enforceable. This means that, even if a bill gets voted through all stages in Parliament, the Governor-General has the power to block it.

    Te Pāti Māori Co-Leaders, Rawiri Waititi and Debbie Ngarewa-Packer, have sent a letter to the Governor-General urging her to block the repeal of Section 7AA because it is a serious threat to the lives of our mokopuna.

    “Tamariki Māori account for 67% of the children in state care, and 81% of those who are abused in these institutions. The state has proven time and again that their model of ‘care’ is incompatible with the needs of our mokopuna” said Te Pāti Māori Co-Leader, Debbie Ngarewa-Packer.

    “The Abuse in Care Report confirmed that decades of disregarding Te Tiriti o Waitangi, and its obligations, contributed to extreme levels of abuse.

    “This bill would erase Te Tiriti o Waitangi from the state care system and guarantee harm against our Māori babies and their whānau.”

    “Te Tiriti o Waitangi underpins Kāwanatanga in Aotearoa. The Governor-General has a constitutional duty to withhold Royal assent when a piece of legislation blatantly breaches Te Tiriti o Waitangi and threatens the foundation of our institutions” said Te Pāti Māori Co-Leader, Rawiri Waititi

    “13 bills have been blocked by this power in the history of Parliament. Not one of these bills was as significant as the repeal of section 7AA.

    “We are urging the Governor-General to act within her powers to uphold the constitution of Aotearoa, for the sake of our mokopuna, and for every person that calls this country home.”

    “We have heard countless stories from whānau that Section 7AA has forced the system to do better by our Māori babies, saving hundreds from further trauma” Waititi said.

    “We appeal to the Governor-General not only in her position as the King’s representative, but also as a Wāhine Māori, a mother, a grandmother, and former Children’s Commissioner” Ngarewa-Packer said.

    “You have the power to save our babies from state abuse by blocking this abhorrent legislation” concluded Ngarewa-Packer.

    UK to highlight ironclad support for Alliance and push Allies to increase defence spending.

    The UK will encourage NATO Allies to step up defence spending to support Euro-Atlantic security as the Foreign Secretary arrives in Brussels for the NATO Foreign Ministers Meeting today (Thursday 3 April).

    He will say that making NATO stronger, fairer, and more lethal is key to protecting the conditions for growth at home.

    As the Alliance steps up to face long-term and interconnected threats from Russia and its enablers , the UK will tell Allies that it’s our collective duty to boost defence spending and deter our adversaries. Increases in defence spending mean more and better capabilities, keeping us safe.

    While Russia and other actors work to destabilise Euro-Atlantic societies, the UK is playing its part, with the largest sustained increase to defence spending since the Cold War, hitting 2.5% from April 2027 and rising to 3% in the next parliament.

    Increasing defence spending by £11.8bn between now and 2027/28 will protect the conditions for growth and security at home, putting money back into the pockets of hard-working British people. Between 2023-24 the defence sector supported more than 430,000 jobs across the UK.

    In the NATO-Ukraine Council, the Foreign Secretary will discuss the practical planning undertaken by the UK, France, and other Allies to prepare and deploy as a Coalition of the Willing in the event of a peace deal.

    While Putin continues to delay and obstruct on a move to a ceasefire, the UK and Allies have doubled down to support Ukraine in the face of Russia’s barbaric invasion. Ukraine has shown its strong commitment to peace, yet Russia’s on-going bombardment of Ukrainian cities and infrastructure has not ceased. 

    The Foreign Secretary will tell Allies that now is the time to maximise pressure on Putin, through every economic lever possible, to force him to the negotiating table. 

    Foreign Secretary David Lammy said:

    Keeping our country safe is the Government’s first duty, and NATO is the cornerstone of our security, both at home and abroad.

    That’s why we have announced the biggest investment to defence spending since the Cold War.

    Allies must spend more, produce more and deliver more on defence so NATO can become stronger, fairer and more lethal – boosting our collective defence ensures that NATO is ready for the threats and challenges we face.

    At the meeting David Lammy will discuss shared security threats and challenges with counterparts from NATO, as well as the EU and NATO’s Indo-Pacific partners – Australia, Japan, New Zealand and South Korea. This includes the challenges China poses to both Indo-Pacific and Euro-Atlantic security, especially its enablement of Russia’s illegal war.

    The NATO Foreign Ministers Meeting follows a week of meetings on regional security with Allies and partners across Europe.

    On Sunday the Foreign Secretary visited STRIKFORNATO, the naval command centre for the Allied Command Operations outside of Lisbon, before heading to the Weimar Plus Foreign Ministers Meeting in Madrid on Monday, where he urged partners to take a united approach to the global challenges posed by Russia’s war machine. He also visited British and other NATO troops stationed in Kosovo to maintain stability in the Western Balkans.

    On Tuesday, the UK added Russia to the UK’s Foreign Influence Registration Scheme to expose interference attempts on British soil.

  • MIL-OSI USA: Congresswoman Norma Torres Urges HUD to Reverse Cuts that Could Impact Inland Empire

    Washington, D.C. – Today, Congresswoman Norma J. Torres (CA-35) called on the U.S. Department of Housing and Urban Development (HUD) to reverse proposed staff cuts that would worsen the ongoing housing crisis in the Inland Empire.

    “The Inland Empire is in the middle of a housing emergency. Cuts to HUD will slow down affordable housing projects and put more families at risk,” said Congresswoman Torres. “In 2024, homelessness in our region rose by 1.4%, with more than 4,200 individuals and 10,000 students without stable housing. HUD’s role is essential, and I demand they reverse these cuts to ensure our communities get the support they need.”

    The Inland Empire is facing a severe affordability crisis, with only 15% of California households able to afford a median-priced home in 2024. Cities like Fontana, Ontario, and Pomona are hit hardest, with many renters paying more than 30% of their income on housing.

    Despite HUD’s essential role in supporting affordable housing and community development, the Trump Administration’s proposed budget cuts threaten these efforts. HUD has provided over $54 million for housing, community development, and homelessness assistance in San Bernardino, Los Angeles, and Riverside counties, as well as $1.6 million to combat homelessness.

    Congresswoman Torres warned that these cuts would jeopardize key projects like the National Core Vista Verde project in Ontario and the Courtplace Housing Development in Fontana, worsening the region’s crisis. She also pointed out that the cuts may be unlawful, referencing the Supreme Court’s Train v. New York ruling and the Impoundment Control Act, which prohibit withholding Congress-approved funds.

    WASHINGTON, D.C. — Today, President Trump signed an executive order that placed tariffs on every single country in the world, including our closest allies. Rep. Judy Chu (CA-28), a member of the House Ways and Means Committee that that has jurisdiction over international trade, released the following statement:

    “Days ago, President Trump told Americans that ‘he couldn’t care less’ if his tariffs on cars raised prices for Americans. Today, he is extending the same treatment to millions of products, immediately imposing the largest tax increase in history and raising costs for every single American. His actions will mean higher prices for lifesaving medications, for groceries, for gas at the pump, and for the materials needed to rebuild the homes in my own congressional district after the Eaton Fire. 

    “These tariffs aren’t liberation; they’re stupidity and the clearest sign Trump cares more about being a bully than helping Americans. 

    “Tariffs can be a tool to address unfair trade practices, protect national security, and give American workers a fair playing field. But President Trump’s tariffs, implemented with no strategy and no transparency, will move us further away from all three of these goals – all while costing the average family thousands of dollars a year. The President’s own economic advisor estimates this plan will raise prices for American families by as much as $6 trillion, with Trump and Congressional Republicans plowing ahead with their plan to give a $4.5 trillion tax giveaway to ultra-wealthy individuals and corporations that don’t need it. 

    “Americans deserve better. Republicans in Congress could join Democrats to pass legislation that would rein in presidential abuse of tariff power, restore authority over trade to the legislative branch, and protect Americans’ pocketbooks.   • MIL-OSI USA: House Passes Rep. Chu’s Legislation to Provide Tax Filing Relief to Victims of Natural Disasters

    WASHINGTON, D.C. — Today, the House of Representatives passed H.R. 517, Filing Relief for Natural Disasters Act, introduced by Reps. Judy Chu (CA-28) and David Kustoff (TN-08) by a vote of 388-0. 

    This bill would provide relief for impacted taxpayers in states that have issued state-level disaster declarations. Currently, the Internal Revenue Service (IRS) has the authority to postpone filing deadlines in the event of a presidentially-declared federal disaster, but this does not extend to state-level emergencies.

    Each year, states like California declare state-level emergencies for disasters like wildfires, floods, or earthquakes. Under current law, Californians are not eligible for federal filing relief for these disasters until they’re also declared by the President of the United States. Those declarations can take days or even weeks, which was the case in 2020 after devastating wildfires, including the Bobcat Fire in the San Gabriel Mountains, ravaged the state. That means taxpayers who just suffered a disaster might face two separate tax deadlines for state and federal returns. This legislation would ensure that victims can get the instantaneous federal filing relief they need to recover from natural disasters as soon as the Governor declares a state-level emergency. 

    “While President Biden immediately declared a federal disaster for the Los Angeles fires that devastated my district in January, that was unusually fast. That means that if disaster strikes during filing season, taxpayers run the risk of missing federal filing deadlines through no fault of their own. And, there may be serious natural disasters that affect taxpayers’ ability to file, but don’t ever get declared as a federal disaster,” said Rep. Chu.

    “Our bill solves these problems by giving Treasury and the IRS authority to postpone federal filing deadlines in response to a request by a governor that has declared a state-level disaster. And, it would double the minimum duration of these filing extensions from 60 to 120 days. 

    “I am proud that our bipartisan bill passed the House, and I continue to urge my colleagues to work with me to support the victims of January’s Los Angeles Fires, including the Eaton Fire in my district, by passing a supplemental disaster appropriations package with no strings attached.”

Rep. Carbajal’s Fire Safe Electrical Corridors Act would reduce the procedural steps needed for removing hazardous vegetation near power lines, cutting red tape to allow for a more streamlined process to combat wildfire risk.

    “As California continues to recover from catastrophic wildfires that ravaged the region earlier this year, we are reminded of the importance of responsible forest management to reduce future wildfire risk,” said Rep. Carbajal. “Our bipartisan bill will expedite the removal of hazardous trees near power lines and is a common sense solution to protect our communities.”

    More specifically, the legislation would allow the U.S. Forest Service or Bureau of Land Management to approve the removal of hazardous trees near power lines on federal land – including national forests like Los Padres National Forest – without requiring a timber sale, easing a serious threat that has in the past been a major cause of destructive wildfires.

    Currently, utility companies are required to keep trees and branches away from powerlines on federal land. But fallen or dead trees cannot be cleared currently without a timber sale, creating an administrative step that can slow clearing of hazardous fuel and potential triggers for a wildfire on federal land.

    The bill was adopted as an amendment to the bipartisan Fix Our Forests Act.

    The bill was first introduced in 2023 with California Representatives Carbajal, Jim Costa (D-CA-21), and David Valadao (R-CA-22) leading in the House and U.S. Senators Dianne Feinstein and Alex Padilla leading in the Senate. 

    The bill was approved by the House Natural Resources Committee unanimously in September 2024.

  • MIL-OSI United Nations: IOM Urgently Seeks USD 17.3 Million to Support Communities Hit Hardest by Myanmar Earthquake

    Bangkok, 3 April 2025 – The International Organization for Migration (IOM) is appealing for USD 17.3 million to respond to the devastating 7.7 magnitude earthquake that struck Myanmar on 28 March, leaving hundreds of thousands of people in critical need of humanitarian assistance.   

    “The immediate needs of those affected include shelter, food, health services, water, sanitation, and mental health and psychosocial support. Vulnerable populations, including children, women, the elderly and persons with disabilities, are at heightened risk of family separation, trafficking, abuse, and gender-based violence,” said IOM Director General Amy Pope.  

    IOM and local partners are working around the clock to collect information on the impact of the earthquake through the Displacement Tracking Matrix (DTM) to help assess the critical needs of the affected communities, in coordination with the UN Office for the Coordination of Humanitarian Affairs (OCHA).  

    The earthquake and subsequent aftershocks are the largest to hit Myanmar in over a century and have caused widespread destruction across central Myanmar, including Mandalay, Sagaing and Bago regions, along with Nay Pyi Taw and parts of Shan State. More than 3,000 people are confirmed dead so far, with thousands more injured. As rescue efforts continue and the full extent of the devastation becomes clearer, the death toll is expected to rise. About 10.4 million people live in areas hardest hit by the earthquake.  

    In coordination with local authorities and other humanitarian partners, IOM is prioritizing the delivery of emergency shelter kits, multipurpose cash assistance, essential healthcare, safe drinking water, hygiene kits, and psychosocial support for affected families. IOM also aims to support local authorities in managing displacement sites, ensuring displaced communities have access to essential services and protection.  

    While IOM is urgently appealing for support to address immediate emergency needs, the aftermath of the earthquake is expected to require extensive long-term recovery and rehabilitation efforts. This disaster further exacerbates already critical humanitarian needs, particularly for the most vulnerable populations.  

    Even before the earthquake, nearly 20 million people in Myanmar (one third of the population) needed humanitarian aid, because of conflict, hunger, curtailed access to public services, and economic upheaval. More than 3.5 million people are estimated to have been forced to flee their homes due to the ongoing conflict.

  • MIL-OSI USA: Takano Reintroduces Bipartisan Legislation to Guarantee Overtime Pay for Truckers

    WASHINGTON, D.C. — Today, Representative Mark Takano (CA-39) reintroduced the Guaranteeing Overtime for Truckers Act. This legislation would eliminate the current existing exemption in the Fair Labor Standards Act (FLSA) of 1938 that exempts truckers from receiving overtime compensation. The bipartisan legislation is co-led by Congressman Jeff Van Drew (NJ-02); Senator Alex Padilla (D-CA) and Senator Ed Markey (D-MA) are introducing the companion bill in the Senate.

    “Truckers are vital for our supply chain, manufacturing, and the American way of life,” said Congressman Mark Takano. “It is unfair that they are singled out as somehow unworthy of overtime pay. This legislation will help right that wrong and make sure they are fairly compensated for the hours they work. I am proud to partner with Congressman Van Drew and Senator Padillato build up workers and guarantee more money in their paychecks.”

    “Truck drivers keep our supply chain moving, often working long, exhausting hours to make sure goods get where they need to go,” said Congressman Van Drew. “But right now, they are not guaranteed overtime pay like most other workers. It is just not right. The Guaranteeing Overtime for Truckers Act is a simple fix—it ensures that truckers are fairly compensated for the extra hours they put in.     “The MacDill Air Medical Group and Tampa General Hospital have led the way in ‘full team’ training—bringing together military and civilian nurses, surgeons and specialists to hone their trauma care skills. Their innovative approach inspired me to introduce the bipartisan MISSION ZERO Act in 2018 to expand these vital partnerships nationwide,” said Rep.     BACKGROUND:

    Castor and Hudson led the original MISSION ZERO Act, signed into law in 2019, which established grant programs for eligible trauma systems and centers to incorporate full military trauma teams or individual military trauma providers into their hospitals. This mutually beneficial partnership has afforded civilians the chance to learn more about military best practices and gives military trauma care providers the opportunity to utilize their cutting-edge expertise without leaving the military. 

    The MISSION ZERO Reauthorization Act would continue funding for this vital initiative for an additional five years. 

    Tampa General Hospital, one of the nation’s leading trauma centers, received an $80,000 federal grant in 2022 to fund military doctors to provide trauma care at their hospital.

Rutherford (FL-05) announced the launch of this year’s Congressional Art Competition for high school students residing in Florida’s 5th Congressional District. Since its inception in 1982, more than 650,000 high school students have participated in the Artistic Discovery Competition.

Rutherford (R-FL-05), Bonnie Watson Coleman (D-NJ-12), Josh Gottheimer (D-NJ-05), and Andrew Garbarino (R-NY-02) reintroduced H.R. 2094, the Homes for Every Local Protector, Educator, and Responder (HELPER) Act, in the House. Senators Ashley Moody (R-FL) and Jon Ossoff (D-GA) also introduced companion legislation the U.S. Senate.

    This bipartisan, bicameral bill would establish a new home loan program, modeled after the successful Veterans Affairs (VA) loan program, under the Federal Housing Administration (FHA) to make homeownership more accessible for teachers and first responders by eliminating some of the requirements for first-time homebuyers, like down payments and monthly mortgage insurance premiums.

    • Eliminate a down payment requirement on a mortgage
    • Remove a monthly mortgage insurance premium (MIP) requirement
    • Require an upfront mortgage insurance premium (UFMIP) to ensure the solvency of the program
