    WASHINGTON – U.S. Senators Chris Murphy (D-Conn.), a member of the U.S. Senate Health, Education, Labor, and Pensions Committee, and Richard Blumenthal (D-Conn.) on Wednesday joined the entire Senate Democratic Caucus in a letter urging President Donald Trump to rescind his March 27 executive order to end collective bargaining agreements between public employee unions and dozens of federal agencies and bureaus. The senators blasted the move as a “gross overreach” of presidential authority, asserting that the executive order is a clear attempt to gut the federal merit-based civil service and implement a system of political cronyism. They stressed that the order poses a grave threat to the ability of over one million federal workers to carry out their missions and deliver important services for the American people – and thus should be rescinded immediately.
    “We write today in outrage over your recent executive order entitled Exclusions from Federal Labor-Management Relations Programs, a gross overreach of the authority granted in the Civil Service Reform Act of 1978 (CSRA). This order is an insult to the hardworking public servants who go to work on behalf of the American people,” the senators began.
    “The executive order effectively classifies two thirds of the federal workforce as having national security missions, a blatant misuse of a limited authority intended to provide operational flexibility to address legitimate security needs,” the senators continued. “There is no evidence that the long-standing collective bargaining agreements at these agencies have jeopardized our nation’s security in any way; to the contrary, the protection collective bargaining has provided for employees allows them to conduct their work on behalf of the American people—including blowing the whistle on fraud or abuse—without political interference.”
    “This Administration clearly does not have even a basic understanding of the legally binding nature of federal collective bargaining agreements and is actively trying to bend the law to undermine protections for federal civil servants. We urge you to immediately rescind this illegal executive order so that our dedicated public servants can continue to work on behalf of the American public without fear for their job or political retribution,” they concluded.

    Dear President Trump: 
    We write today in outrage over your recent executive order entitled Exclusions from Federal Labor-Management Relations Programs, a gross overreach of the authority granted in the Civil Service Reform Act of 1978 (CSRA). 
    This order is an insult to the hardworking public servants who go to work on behalf of the American people. They care for our veterans, deliver disaster assistance, prevent wildfires, help farmers improve crop yields, manage health benefits for 9/11 first responders, research treatments and cures for diseases, keep air travel safe, process tax returns, staff our national parks and much, much more. Nearly one third of these dedicated civil servants are veterans seeking to continue their service to our country out of uniform.  
    The executive order effectively classifies two thirds of the federal workforce as having national security missions, a blatant misuse of a limited authority intended to provide operational flexibility to address legitimate security needs. The national security exemption has existed for nearly 50 years and has been used only sparingly by Republican and Democratic Administrations—including during your first term—to exclude federal offices with an unquestionable core function in intelligence, counterintelligence, or national security. There is no evidence that the long-standing collective bargaining agreements at these agencies have jeopardized our nation’s security in any way; to the contrary, the protection collective bargaining has provided for employees allows them to conduct their work on behalf of the American people—including blowing the whistle on fraud or abuse—without political interference. 
    Federal employees’ collective bargaining agreements are critical to ensuring they continue to serve the American people with the peace of mind that comes with being protected from unfair labor practices. Unlike in the private sector, federal employee unions in most cases cannot negotiate pay or benefits, which are set by Congress, and they are legally prohibited from striking. The federal collective bargaining agreements do, however, protect federal employees from illegal firings, retaliation, and discrimination. They also promote resources for whistleblowers and veterans. These federal union contracts give employees in the civil service protections from retaliation so they can serve the American people fairly and effectively without partisan political interference.  
    This executive order, which ruthlessly strips collective bargaining agreements for over one million federal workers, is the most recent attack your Administration has levied against our merit-based civil service in the effort to cut the workforce and replace them with political cronies. While the CSRA does give the president the authority to limit collective bargaining agreements due to national security concerns, the executive order’s direction to terminate mass swaths of federal employee collective bargaining agreements is clearly intended to broadly dismantle the CSRA, which is specifically designed to grant federal employees the right to collective bargaining as a means to resolve workplace issues while maintaining the smooth functioning of government operations.  
    When the Secretary of Labor testified in February in front of the Senate Health, Education, Labor and Pensions Committee, Members of Congress asked her both in-person and through questions for the record whether she and the Administration would commit to honoring all legally binding collective bargaining agreements signed by federal agencies and labor unions, and whether federal employees have the right to organize and collectively bargain without fear of retaliation. The Secretary answered, “if confirmed, I will follow the law and work with the experts at the Department to understand the collective bargaining process at the Department and the terms and conditions of the collective bargaining agreements in place.” This Administration clearly does not have even a basic understanding of the legally binding nature of federal collective bargaining agreements and is actively trying to bend the law to undermine protections for federal civil servants.  
    We urge you to immediately rescind this illegal executive order so that our dedicated public servants can continue to work on behalf of the American public without fear for their job or political retribution.

  • MIL-Evening Report: Scientists worked with Warlpiri to track down bilby poo – and uncover clues to help conserve these iconic animals

    The greater bilby (Macrotis lagotis) is one of Australia’s most iconic yet at-risk animals — and the last surviving bilby species. Once found across 70% of Australia, its range has contracted by more than 80% since European colonisation.

    Today, these nocturnal marsupials, still culturally significant to many Indigenous peoples, are restricted to remote deserts. They face an ongoing threat of extinction.

    Local elders, Indigenous rangers and scientists hold valuable knowledge about bilby populations, the threats they face, and strategies needed to sustain them into the future.

    Our new study, published today in Conservation Science and Practice, reveals how collaboration between scientists and Indigenous land managers can help yield new and vital information.

    In the field, we used two methods – one based on Warlpiri knowledge and one based on standard scientific protocols – to locate bilbies and collect scat (poo) samples in the North Tanami Indigenous Protected Area in the Northern Territory.

    By drawing on Warlpiri tracking expertise and Western scientific methods, we uncovered crucial information on bilby populations that could help conserve these rare creatures.

    Understanding bilby numbers is important – but hard

    Bilbies turn over tonnes of soil each year, helping to improve soil health, help seeds germinate and enhance water infiltration. Their deep, complex burrows also provide shelter for other species.

    They’re crucial to the health of desert ecosystems; protecting bilbies means protecting the web of life they support.

    To do this, we need to know more about:

    • how many bilbies there are
    • how they respond to land management techniques such as planned burning
    • how they respond to threats such as feral predators.

    Yet, bilbies are notoriously difficult to monitor directly via live capture. They’re nocturnal, shy and solitary. And they inhabit vast landscapes, making it very hard to estimate population numbers.

    Luckily, the tracks, diggings and scats bilbies leave behind provide ample clues. DNA from scat (if it can be found) can be used to estimate how many bilbies are present in a particular area.

    Systematic ecological surveys, often used to monitor wildlife, can be rigid and expensive, especially in remote regions.

    We need flexible methods that align with local knowledge and the practical realities of monitoring bilbies on Country.

    A new approach to monitor and manage bilbies

    We tested two methods of locating bilby scat for DNA analysis.

    The first was systematic sampling. This is a standard scientific approach where fixed lengths of land were walked multiple times to collect scat.

    This ensures sampling effort is even over the search area and comparable across sites. However, like most species, bilby distribution is patchy, and this approach can lead to researchers missing important signs.

    The second method was targeted sampling, guided by Warlpiri knowledge, to search in areas most likely to yield results.

    This allowed the search team to focus on areas where bilbies were active or predicted to be active based on knowledge of their habits and food sources.

    Altogether, we collected more than 1,000 scat samples. In the lab, we extracted DNA from these samples to identify individual bilbies. These data, combined with the location of samples, allowed us to estimate the size of the bilby population.

    We then compared estimates that would have been derived if we had only done systematic or targeted sampling, or both, to assess their strengths and limitations for monitoring bilby populations.

    What we found

    We identified 20 bilbies from the scats collected during systematic surveys and 26 – six more – from targeted surveys. At least 16 individual bilbies were detected by both methods. In total, we confirmed 32 unique bilbies in the study area.

    When it came to population estimates – which consider how many repeat captures occur and where – combining data from both types of surveys produced the most accurate estimates with the least effort.

    Targeted sampling tended to overestimate population size because it focused on areas of high activity. Systematic sampling was more precise but required greater effort.

    Combining both approaches provided the most reliable estimates while saving time.

    What this means for conservation

    Our research highlights how collaboration that includes different ways of knowing can improve conservation.

    By adapting standard on-ground survey techniques to include Warlpiri methods for tracking bilbies, we produced better data and supported local capacity for bilby monitoring.

    Elders also had opportunities to share tracking skills with younger people, helping keep cultural knowledge alive.

    Conservation programs often rely on standardised ecological monitoring protocols – in other words, doing things much the same way no matter where you’re working.

    While these protocols provide consistency, they are rigid and don’t always yield the best results. They also fail to incorporate local knowledge crucial for managing species like the bilby.

    Our approach shows how integrating diverse ways of working can deliver more inclusive and effective outcomes, without compromising data reliability.

    A path forward

    Bilbies face ongoing threats including:

    • introduced predators (particularly foxes)
    • habitat degradation and
    • inappropriate fire regimes.

    Their future depends on collaborative efforts that draw on scientific and Indigenous and local knowledges.

    This study provides an example of how such partnerships can work – not just for bilbies, but for other species and ecosystems.

    As Australia confronts biodiversity loss, this research underscores the importance of listening to those who know Country best.

    By valuing and respecting local expertise, we can build a stronger future for bilbies and the landscapes that are their home.

  • MIL-OSI New Zealand: Consumer NZ – Price hikes are coming – it’s time to review your power provider

    Too many households are paying more than they need to for power. With significant energy price increases looming, Consumer NZ calls on New Zealanders to check for cheaper options to help offset higher bills.

    With rising energy costs, New Zealanders are facing a challenging winter. Price increases are already being implemented, with major retailer Mercury notifying an average price increase for its customers of 9.7% and others expected to follow suit.  
    Powerswitch encourages consumers to take advantage of its free comparison service to ensure they are not paying more than necessary.  

    “Analysis of Powerswitch data shows users can save, on average, almost $500 a year by checking for cheaper options. Such a saving would effectively offset upcoming price increases for many households,” says Powerswitch manager Paul Fuge.  

    “We find most households coming to Powerswitch discover they are paying more than they might need to. For example, 93% of users could find savings of more than $100, 73% could be saving more than $300 and 61% of users could potentially save more than $400.  

    “Escalating energy prices could make a bad situation even worse, so it’s more important than ever to make sure you’re getting the most bang for your buck.”

    Energy costs emerged as one of the top three financial concerns for consumers in Consumer NZs latest quarterly Sentiment Tracker online survey. Such a rating is an indication of how energy affordability is increasingly impacting lives across the country.  

    Similarly, in Consumer’s last annual energy survey, 20% of households said they struggle to pay their power bills, with 11% reporting living in cold homes after reducing heating to cut costs.  

    Household concern about increasing power bills is likely contributing to an increase in the use of Powerswitch.

    The warmer summer months typically have the lowest household power bills, so summer is traditionally a quieter time of the year for Powerswitch. But not this year. In the past four months (December to March), more than 10,000 customers used Powerswitch to initiate switching to a cheaper power deal. That’s a 48% increase compared with the same period last year and the highest recorded for this four-month period since Powerswitch was set up.

    Powerswitch’s comparison tool has been helping New Zealanders save money for over 25 years now. The service’s primary purpose is to help people find the most cost-effective power company and pricing plan for their household. Awareness of Powerswitch has grown substantially during this time to 62% of those surveyed in October 2024.

    According to Consumer, cost is a significant reason to switch energy providers, with 45% of people making the change due to price hikes.  

    Changes in circumstances, such as getting a big bill (25%), and changes in household circumstances, such as moving (22%), also drive switching behaviour. Satisfaction with current providers and the perceived effort required to switch act as barriers to switching.

    “Saving $500 or more is meaningful for most households right now. That could look like a large grocery shop, Christmas presents for the kids or more savings”, says Fuge.

    A big chunk of the price rise noted by consumers is due to increases in what the electricity lines companies can charge. Lines charges typically make up around 40% of a household’s overall power bill.  

    The Commerce Commission completed a review of the revenue limits for lines companies and indicated households would see an increase of $10-$25 (excluding GST) a month to pay for higher distribution and transmission costs. Auckland lines company Vector announced an average increase of 21% to its charges.
     
    How to compare and check your plan is cost effective

    Powerswitch is a free and independent service that compares 15,000 residential power plans from 16 providers.  
     
    The website and call centre service allows people to input some simple information, including their address or details from their last bill to compare prices and click switch in just five minutes.  

    The tool is funded by the Electricity Authority, which is an independent Crown entity tasked with governing and regulating New Zealand’s electricity industry.  

    New consumer care obligations took effect on 1 April. These regulations aim to provide further protection for customers by requiring power companies to provide clearer contract terms, easier access to consumer care policies and processes to support customers in financial difficulty.

    Household income and saving increase in the December 2024 quarter 3 April 2025 – New Zealand household net disposable income rose 1.5 percent to $59.4 billion in the December 2024 quarter. The main driver of this increase was a rise in the income of self-employed business owners up 6.5 percent, according to figures released by Stats NZ today.

    Household net disposable income is the amount of money a household has after all income (such as wages, interest, and child support) and outgoings (such as taxes) have been accounted for. It represents the money available for a household to spend, save, or invest.

    These statistics describe the household sector as a whole rather than the experience of different individual households.

    “Increases in the income from self-employed business owners and partnerships meant that household income rose during the December 2024 quarter, despite a decrease in salaries and wages for the second quarter in a row,” institutional sectors spokesperson James Mitchell said.

    Household net worth little changed in December 2024 3 April 2025 – Household net worth showed little change in the December 2024 quarter, up $834 million to $2,440 billion, according to figures released by Stats NZ today.

    Net worth is the value of all assets owned by households less the value of all their liabilities.

    “In the December 2024 quarter, a rise in total household assets was largely offset by a rise in total liabilities, resulting in only a minor change in household net worth,” institutional sectors spokesperson James Mitchell said.

    In the September 2024 quarter, household net worth was also little changed (down $1.0 billion). In the June 2024 quarter, net worth fell $23.8 billion (1.0 percent).

    Total household assets rose $4.3 billion (0.2 percent) in the December 2024 quarter – a rise in financial assets was partly offset by a fall in non-financial assets.

  • MIL-OSI China: Capital flows from listed banks demonstrate China’s economic dynamism

    The recently released 2024 annual reports of China’s listed banks highlight the diverse dynamics of China’s economic development, as banks, serving as the primary channels for corporate and household financing, in their capital underscore the economy’s growth momentum.

    Key sectors in focus: tech firms attracting major capital

    Data from annual reports indicate that over the past year, listed banks have continued to expand credit issuance to support the real economy. In 2024, China’s four major state-owned banks, which include Industrial and Commercial Bank of China (ICBC), Agricultural Bank of China (ABC), Bank of China (BOC), and China Construction Bank (CCB), collectively issued more than 8 trillion yuan (about 1.11 trillion U.S. dollars) in new loans.

    ICBC and ABC each saw loan increases exceeding 2 trillion yuan.

    Strategic national initiatives and key industries remained top priorities for credit allocation, the reports showed, and banks reported notable growth in loans directed toward manufacturing, strategic emerging industries, and elderly care services.

    By the end of 2024, ICBC’s outstanding loans to strategic emerging industries had exceeded 3.1 trillion yuan, while BOC’s lending to these industries had grown by 26.31 percent year on year.

    CCB’s loans to the manufacturing sector totaled 3.04 trillion yuan, and the medium-to-long-term loans to the manufacturing industry by ABC saw a 20.2-percent year-on-year increase.

    Technology-driven enterprises also gained traction. CCB’s loans to science and technology-related industries topped 3.5 trillion yuan by the end of 2024, while ICBC’s loans to small and medium-sized enterprises (SMEs) that are specialized, refined, distinctive and innovative rose over 54 percent from the start of the year. China Everbright Bank also reported a 42.1-percent year-on-year increase in loans to tech firms.

    Behind the figures, banks have been accelerating the establishment of financial mechanisms that align with technological innovation. ICBC has set up 25 regional technology finance centers nationwide, ABC expanded its network of tech-focused branches to nearly 300, and BOC launched a dedicated science and technology innovation fund.

    However, many SMEs in the tech field still face financing challenges. At their earnings briefings, multiple banks pledged to deepen integrated equity-loan-bond-insurance financial services and tailor products to meet diverse innovation needs.

    Boosting consumption, demand: consumer loans surging

    Consumer credit has emerged as a catalyst for domestic spending. Banks actively promoted traditional sectors like automobiles and home appliances while cultivating new consumption scenarios in tourism, elderly care, and other services.

    By end-2024, Bank of Communications saw personal consumer loans jump 90.44 percent year on year, adding 156.8 billion yuan. ABC’s consumer loans grew 28.3 percent, that of CCB rose 25.21 percent, and China Merchants Bank’s consumer loan balance hit 396.16 billion yuan, up 31.38 percent year on year.

    CCB also reported over 1 trillion yuan in credit card loans.

    At the same time, banks have focused on meeting residents’ essential and improved housing needs by maintaining stable personal mortgage lending. By the end of 2024, CCB’s personal mortgage clients had surpassed 15 million, with outstanding mortgage loans totaling 6.19 trillion yuan. China CITIC Bank’s mortgage loan balance increased by 61.41 billion yuan, ranking among the highest in the industry.

    Since the fourth quarter of last year, China’s housing market has shown positive changes following the implementation of a series of policy measures, which was also reflected in the financial sector.

    According to CCB vice president Ji Zhihong, the bank’s daily average mortgage loan applications in Q4 2024 rose by 73 percent quarter-on-quarter and 35 percent year-on-year, with early repayments declining further in Q1 2025.

    With additional policies aimed at boosting consumption on the horizon, the consumer finance market is poised for new growth opportunities. Dong Qingma, deputy dean of the Institute of Chinese Financial Studies at Southwestern University of Finance and Economics, stated that financial institutions will continue to ramp up support for consumption through fiscal incentives, interest subsidies, and tax reductions, injecting more capital into the economy.

    While CMB’s annual report highlighted plans to tap into consumption scenarios encouraged by national policies, including high-end and comprehensive household spending. ICBC announced that it will actively engage with emerging economic models such as the ice and snow economy and the silver economy to further unleash consumption potential and enhance economic circulation.

    Unlocking credit growth: fueling real economy

    Multiple banks have signaled their commitment to maintaining stable credit growth, ensuring strong, sustained financial support for the real economy.

    ICBC pledged over 6 trillion yuan in financing to private enterprises over the next three years. ABC aims to exceed 7.5 trillion yuan in loans to private firms by 2025, with inclusive finance loans growing faster than average.

    A review of various banks’ strategic directions suggests that credit allocation priorities for 2025 are becoming clearer. Bank of Communications plans to issue 480 billion yuan in corporate loans, targeting major infrastructure projects, manufacturing, rural revitalization, and strategic emerging industries aligned with government policies.

    CCB plans to further expand its retail credit and focus on green finance in key sectors such as energy, industry, and transportation, while continuing to support major infrastructure projects. China Everbright Bank will allocate over 70 percent of its corporate credit growth to tech, green, and inclusive sectors.

    “The implementation of a more proactive fiscal policy and a moderately loose monetary policy this year will provide a favorable macroeconomic environment for the banking industry,” said ABC president Wang Zhiheng, adding that in 2025, the bank will seize strategic opportunities in rural development, industrial upgrades, and green transitions, among others.

    Experts believe that as banks align their strategies with macroeconomic priorities, they will continue to identify and meet effective credit demand, enhancing the precision and adaptability of financial services, thus, continuing to channel high-quality funding to sustain the real economy’s growth.

    The ACCC has commenced legal proceedings in the Federal Court against Fewstone Pty Ltd, trading as City Beach, for allegedly selling products containing button batteries which did not comply with mandatory product safety and information standards, in breach of the Australian Consumer Law.

    It is alleged that between 22 June 2022 and 24 October 2024, surf, skatewear and accessories retailer City Beach offered for sale 70 product lines containing button batteries which did not comply with Australia’s mandatory button battery standards.

    It also allegedly supplied 57,358 individual non-compliant button battery products.

    The product lines sold by City Beach include novelty products such as toys, digital notepads, keyrings, lights and light-up Jibbitz accessories for Crocs shoes.

    “We are taking this action because, we allege, City Beach exposed consumers to the risks associated with button batteries and failed to inform them of these risks,” ACCC Deputy Chair Catriona Lowe said.

    “Button batteries are incredibly dangerous for young children, and tragically in some cases have led to serious injuries or death when swallowed, inserted or ingested.”

    “Australia’s button battery standards exist to reduce the risk of death or serious injury posed by button batteries,” Ms Lowe said.

    “We are concerned that these items are likely to be in homes with young children. Many of these items were brightly coloured or had light-up features or both, meaning young children may be drawn to playing with them. We urge consumers to check the Product Safety Australia website for details of recalled products and return them to the supplier or to dispose of them safely.”

    “The ACCC is responsible for enforcing the button battery standards and works in partnership with state-based consumer agencies. This action is a result of that partnership, with concerns about City Beach’s supply of button battery products first identified through surveillance and then progressed to the ACCC for investigation,” Ms Lowe said.

    “In 2022 and 2023, City Beach received warnings from NSW Fair Trading and Queensland Office of Fair Trading in relation to the supply of potentially non-compliant button battery products.”

    “The standards have been in existence since 2020, in effect since 2022 and have been the subject of escalating compliance and enforcement work by ACL regulators, including the ACCC. There is simply no excuse for non-compliance and we will not hesitate to take strong enforcement action against businesses that do not comply with these important and potentially life-saving standards,” Ms Lowe said.

    The safety standard requires products to have secure battery compartments that are designed to be resistant to being opened by children.

    This is to prevent children from gaining access to the batteries.

    To comply with the safety standard, a representative sample of products containing button batteries must be tested.

    The information standard requires safety warnings to be provided with products, including advice to seek medical attention.

    The ACCC is seeking penalties, declarations, injunctive relief and costs.

    The ACCC has issued a series of infringement notices and accepted a court enforceable undertaking and compliance commitments for alleged breaches of the button battery standards since they became mandatory in mid-2022.

    This is the first case to be bought by the ACCC before the Federal Court for an alleged breach of the button battery standards.

    City Beach is conducting a voluntary recall. Consumers can return recalled products to City Beach for a full refund.

    Button batteries are dangerous to children if swallowed or inserted. They can become stuck in your child’s throat and result in serious lifelong injuries or death. Insertion of button batteries into body parts such as the ears or nose can lead to serious injuries.

    Children up to 5 years of age are at greatest risk because of their narrower oesophagus and tendency to place small objects into their mouths, ears and noses. Preventing access to button batteries is critical.

    If you suspect a child has swallowed or inserted a button battery:

    1. Call Triple Zero (000) immediately if your child is having any difficulty breathing.
    2. Call the Poisons Information Centre immediately on 13 11 26. You can call at any hour for expert advice. The Poisons Information Centre can direct you to an appropriate medical facility. Not every health facility can manage injuries from button batteries. Prompt action is critical.
    3. Do not wait for symptoms to develop.
    4. Do not let the child eat or drink.
    5. Do not induce vomiting.

    Background

    City Beach is a national retailer primarily offering surf and skate consumer goods including clothing, accessories and novelty items.

    In 2022-23, the ACCC partnered with State and Territory consumer protection agencies to conduct national button battery surveillance.

    The Consumer Goods (Products Containing Button Batteries) Information Standard 2020 and the Consumer Goods (Products Containing Button Batteries) Safety Standard 2020 came into effect on 22 June 2022 after an 18-month transition period.

  • MIL-Evening Report: US tariffs will upend global trade. This is how Australia can respond

    US President Donald Trump has imposed a range of tariffs on all products entering the US market, with Australian exports set to face a 10% tariff, effective April 5.

    These import taxes will be charged by US customs on each imported item. The punitive tariffs on 60 countries range as high as 34% on imports from China and 46% on Vietnam, and exceed the rates agreed between the United States and other global trade partners.

    “For decades, our country has been looted, pillaged, raped and plundered by nations near and far, both friend and foe alike,” Trump said.

    The impact on Australian industries will be both direct and indirect. The largest Australian export to the US is meat products, totalling A$4 billion in 2024, and our farmers may divert some product to other nations.

    Direct and indirect impacts

    The larger economic risk is to our regional trading partners.

    While Australia faces only 10% tariffs, our major trading partners China, Japan and South Korea all face much higher US tariffs under the new regime. So the risk of a manufacturing slowdown in those countries could dampen demand for Australia’s much larger exports – iron ore, coal and gas.

    Australian investors reacted swiftly, wiping 2.1% off the main stock market index, the S&P/ASX 200, in the first hour of trade.



    Another problem will be the disruption to global supply chains. It is not just finished products impacted. For instance, the 25% automobile tariff will be extended to auto parts on May 3. This means even if a car is entirely built in the US, it will still be more expensive because many components are imported.

    What sectors has the US complained about?

    On April 1, the US released an annual trade report that identifies what it describes as “foreign trade barriers”. There was a long list of grievances with both tariff and non-tariff barriers identified.

    The report identified Australia’s biosecurity restrictions on meat, apples and pears. The Australian biosecurity rules do not directly ban any products, although in practice raw beef products are excluded.

    Trump singled out Australian beef in his speech. “They won’t take any of our beef,” he claimed.

    In a speech riddled with inaccuracies and falsehoods, this was one of them. Australia take shelf-stable US products, but not raw products for which consumer safety can not be assured.



    The US cited two other main Australian trade barriers. US drug companies have criticised the Pharmaceutical Benefits Scheme approvals processes. The Albanese government’s plan to strengthen the News Media Bargaining Code that requires tech companies to pay for news published on their platforms was also targeted.

    How can Australia respond?

    Both Prime Minister Anthony Albanese and Opposition Leader Peter Dutton are in agreement over what we should do in response. They say Australian law and policy is not up for sale. We don’t negotiate on biosecurity, we don’t negotiate on the Pharmaceutical Benefits Scheme process, and our local news media deserves protection from Big Tech.

    1. All avenues start with negotiations

    The preferred option is for a negotiation with the US to secure an exemption.

    A dispute at the World Trade Organization (WTO) sends a strong message to our trading partners and will also mean there’s an expert adjudication on this unprecedented move.

    However, the US has sidelined the WTO in recent years and Albanese has ruled out this route.

    2. Consultation

    The second potential action is to initiate consultations under the Australia–US Free Trade Agreement. There is a formal process identified in the agreement to which Albanese referred, with a threat of “dispute resolution mechanisms”.

    Albanese has ruled out imposing “reciprocal tariffs” on US imports, noting this would only push up prices for Australian consumers.

    3. Find new markets

    Third, we can find other markets. Australian agricultural products are some of the most desirable in the world. Australian producers will have other options. Indeed, the latest data for beef exports showed exports to China jumped 43% from January, to Japan up 27%, and to South Korea up 60% from the previous month.

    What has the government said?

    Albanese announced a response package, including $50 million to help pursue new markets. He said the tariff announcement was “not the act of a friend” and had “no basis in logic”:

    It is the American people who will pay the biggest price for these unjustified tariffs. This is why our government will not be seeking to impose reciprocal tariffs.

    Albanese’s response contains only one direct trade measure. That is the plan to strengthen anti-dumping provisions on steel, aluminium and other manufacturing. This means countries looking to sell their products too cheaply in Australia will face countervailing duties. It is a measure that aligns with trade rules.

    The decision by the US to impose tariffs in this way shows complete disregard for the world trade order established after World War II.

    The rules that have existed since this time aimed to limit trade barriers (such as tariffs). They also recognised the importance of supporting developing countries to be part of the world economy.

    Some of the biggest US tariffs are to hit some of the lowest-income countries. This will impact their economies badly and disadvantage people already living in poverty.

    Household income and saving increase in the December 2024 quarter3 April 2025 – New Zealand household net disposable income rose 1.5 percent to $59.4 billion in the December 2024 quarter. The main driver of this increase was a rise in the income of self-employed business owners up 6.5 percent, according to figures released by Stats NZ today.

    Household net disposable income is the amount of money a household has after all income (such as wages, interest, and child support) and outgoings (such as taxes) have been accounted for. It represents the money available for a household to spend, save, or invest.

    These statistics describe the household sector as a whole rather than the experience of different individual households.

    “Increases in the income from self-employed business owners and partnerships meant that household income rose during the December 2024 quarter, despite a decrease in salaries and wages for the second quarter in a row,” institutional sectors spokesperson James Mitchell said.

    Household net worth little changed in December 20243 April 2025 – Household net worth showed little change in the December 2024 quarter, up $834 million to $2,440 billion, according to figures released by Stats NZ today.

    Net worth is the value of all assets owned by households less the value of all their liabilities.

    “In the December 2024 quarter, a rise in total household assets was largely offset by a rise in total liabilities, resulting in only a minor change in household net worth,” institutional sectors spokesperson James Mitchell said.

    In the September 2024 quarter, household net worth was also little changed (down $1.0 billion). In the June 2024 quarter, net worth fell $23.8 billion (1.0 percent).

    Total household assets rose $4.3 billion (0.2 percent) in the December 2024 quarter – a rise in financial assets was partly offset by a fall in non-financial assets.

    WASHINGTON—On the Senate Floor, U.S. Senator Amy Klobuchar (D-MN) called for support of her bipartisan legislation with Senators Tim Kaine (D-VA) and Mark Warner (D-VA) to undo President Trump’s across-the-board tariffs on Canadian imports. The administration is imposing a 10 percent tariff on energy from Canada and a 25 percent tariff on other goods — a move that amounts to a tax hike on American consumers and businesses. Canada is Minnesota’s top trading partner.

    “This resolution is about drawing a line in the sand and saying you cannot abuse your emergency powers to start an unjustified trade war,” said Klobuchar. “You cannot abuse your emergency powers to hurt one of the finest relationships in the world, the relationship between America and Canada, and you cannot drive up prices, eliminate jobs, and put in place a national sales tax.”

    Along with Klobuchar, Kaine, and Warner, the legislation is cosponsored by Senators Chris Van Hollen (D-MD), Angus King (I-ME), Sheldon Whitehouse (D-RI), Chris Coons (D-DE), and Rand Paul (R-KY).

    Specifically, the senators’ legislation would work by terminating the President’s February 1 declaration that President Trump used to launch his trade war with Canada, and thus eliminate the tariffs on Canadian imports as a result. The declaration invoked the International Economic Emergency Powers Act (IEEPA), an unprecedented use of that law in its nearly 50-year history to justify across-the-board tariffs on a longstanding U.S. ally.

    Senator Klobuchar: Madam President, I rise today in strong support of the bipartisan resolution led by my colleague who is here today, Senator Tim Kaine, which I co-lead with him and Senator Warner to restore stability to our trade with one of our greatest allies, greatest friends, and that is the country of Canada. 

    This resolution does one thing, and it does it clearly. It terminates the President’s declaration related to the Canadian border that he is using as an excuse to impose across-the-board tariffs, which are, in fact, taxes on Canadian imports under the International Emergency Economic Powers Act

    Passing this resolution just became even more urgent because of the President’s announcement of even more across-the-board tariffs this afternoon, including a minimum 10% tax on all imports and even higher tariffs on certain countries, including our friends and allies. 

    This is a country that has thrived on the fact, and our economy has grown because we do business with the world. And already with the President’s announcement, which he calls Liberation Day, I call it a National Sales Tax Day, because the estimates are that these tariffs will result in about $5,000 in taxes, that’s right, on the average family in America every single year. 

    What has happened? Well, the stock market is closed, but the futures are tanking. They are tanking, and that is because people get that this is not going to work for our American economy. They don’t want a national sales tax. People involved in the economy of this country, everyone from small business owners on and they’re going to be the first hit by this, because they do not actually have the wherewithal and the big conglomeration to try to deal with it. 

    Small farmers in my state that are already dealing with retaliatory tariffs, that are already dealing with the fact that Canadians who used to buy their stuff don’t want to buy it anymore, or other countries aren’t buying their stuff. And what happens then, the Canadians look for other markets, and there’s other countries, other manufacturers, other farmers, and other nations that say “we are more than happy to fill your contract, sir. We are more than happy to help you out with that aluminum, Mam.” Because of these tariffs. 

    This resolution is about drawing a line in the sand and saying you cannot abuse your emergency powers to start an unjustified trade war. You cannot abuse your emergency powers to hurt one of the finest relationships in the world, the relationship between America and Canada, and you cannot drive up prices, eliminate jobs, and put in place a national sales tax. 

    Canada is not just our neighbor with my state, it’s our number one trading partner. In fact, we do so much business with Canada that it is more than the total of our number two, number three, and number four, largest markets combined. We are the fourth biggest ag exporter, the state of Minnesota, in the country. So, we know a little bit about how this works. 

    In 2023 alone, our state exported 7 billion in goods to Canada, including ag products, machinery, and medical devices. That’s a major hit for the retaliatory tariffs that we’re going to see. 

    The damage could extend to every sector of our economy. I just mentioned tourism. So I chair the Canadian American Interparliamentary Group. I go to Canada a lot. I know our partners over there. I know the people in the Conservative Party, the Liberal Party, all of them. And the one thing that has united us to a T is this friendship, that has far transcended this President. 

    I remember it was the Canadian Embassy in one of the worst of times for our country, that had banners draped in the front of their embassy that said, “friends, neighbors, partners, allies.” Those banners aren’t hanging there right now, and they’re not going to put them up any time soon. 

    It was the Canadians that were the first to arrive after 9/11 to volunteer, to help out our country in its greatest moment of need. They fought alongside us in two World Wars. This is a long-standing friendship and an incredible trade relationship based on mutual respect and trust, and yes, two strong economies. 

    Because these new tariffs are already causing harm, as I noted, they amount to a national sales tax. 

    Since the administration began to propose and implement or pause but hang over people’s heads, wide-ranging tariff, wholesale prices have gone up on everything from meat and coffee to natural gas and lumber. 

    Homeowners Association, Home Builders Association, Retail Association, how many business groups? Are the Republicans not listening to them anymore? And add to that, the Steelworkers. Do they not care about that? They’re opposed to that, and they support this resolution that Senator Kaine, and Warner, and I have come together to introduce.

    With these tariffs across the world, we’re going to see a $20,000 increase to the price of a home and a $3,000 increase to an American-made car. This might not mean much to Elon Musk and the billionaires in Trump’s cabinet, but it means a lot to the people in my state. 

    Tariffs can be an important tool. Sure, you can have targeted tariffs. That’s not what this is. These tariffs on Canada are an abuse of the emergency powers, and if they want to negotiate this, put it in the upcoming negotiations of the USMCA, the United States, Mexico, Canada, Trade Agreement that I supported, that President Trump negotiated in his last administration. Why wouldn’t he do it there? Why, instead, is he doing his usual shock and awe, jarring the economy? This is going to be a blanket permission slip for tariff wars. 

    And I will note again, thank Senator Kaine, our bipartisan group of supporters, and the United Steelworkers, International Association of Machinists, North American Building Trades Union, AFL-CIO, Chamber of Commerce, National Taxpayers Union, and the National Retail Federation have all endorsed this resolution. Maybe we don’t care about all those businesses and all those workers, but maybe we should listen to them. 

    This resolution is about restoring common sense and responsible governance. It is about Congress reasserting its constitutional role on trade, and it’s about standing up for American workers, businesses, and consumers who are being asked to pay the price of this trade war. 

    Let’s change course, before the damage becomes even more permanent. I urge my colleagues to support this resolution.

And so he wants to, and the extreme MAGA Republicans, they want to take a chainsaw to Social Security, a chainsaw to Medicare, a chainsaw to Medicaid, a chainsaw to public schools, a chainsaw to veterans’ benefits, a chainsaw to the American way of life. But here’s the thing, we’ve got to show up, we got to stand up, we’ve got to speak up and when we do, we’re going to take a chainsaw to Project 2025. Families over billionaires.

    Let me end with this observation. Earlier this month, several of us, many in this crowd, many Members of Congress had an opportunity to visit Selma for the 60th anniversary of Bloody Sunday. I also had the chance to stop by Montgomery, which was the start of the Civil Rights Movement. And when I was there, we thought about the courage and the conviction and the character of those civil rights heroes and foot soldiers. They had trouble all around them. The odds were stacked against them. But they knew that their cause was a righteous one and they were able to prevail. And that’s exactly what we’ve got to do right now because our cause, the cause of putting families over billionaires is a righteous one in the United States of America. And so when the Civil Rights Movement started early in 1956, shortly after the Montgomery Bus Boycott had started in December of the previous year, Dr. King was gathered at a church with thousands of people shortly after he had been arrested. They tried to intimidate them and bully them and stop the movement in its tracks. And Dr. King said to a gathering of folks that they’ve got to press on and keep pressing. And Dr. King said that if you can’t fly, run. If you can run, walk. If you walk, crawl. But at all times, press on, and keep pressing.

    And here’s the thing, they want to intimidate us. They want to bully us. They want to threaten us. They’re trying to stop us. But our cause is a righteous one, and we’ve got to press on and keep pressing. Press on for our children, press on for our seniors, press on for our veterans, press on for our unions, press on for our Dreamers, press on for working families, press on for the middle class, press on for poor, press on for sick, press on for the afflicted, press on for least, press on for lost, press on for left behind, press on for voting rights, press on for civil rights, press on for economic justice, press on for social justice, press on racial justice, press on for families, press on for freedom, press on for our future, press on for democracy.     IMLS is the primary source of federal funding for museums and libraries, supporting education, digital literacy, and cultural preservation through grants and resources. Its support is crucial for sustaining community access to information and fostering innovation, especially in smaller and rural institutions. 

    In their letter, the Members wrote: “Your Executive Order would have a devastating impact on New York, which is home to an extensive network of museums and libraries, many of which serve as vital educational and cultural hubs for their communities. Many of New York’s museums and libraries have received vital funding from the IMLS, including the 9/11 Memorial & Museum in New York City. The programming supported by this funding enriches the lives of New Yorkers and visitors alike.

    As members of New York’s Congressional Delegation, we are writing to express our strong opposition to your recent Executive Order, which calls for the elimination of the Institute of Museum and Library Services (IMLS) “to the maximum extent consistent with applicable law.”1 The proposed cuts to the core functions of the IMLS pose a significant threat to the survival of our nation’s cultural and educational institutions.

    From the world-class institutions of the Hudson Valley and the Capital Region to the diverse cultural centers of Western and Upstate New York, these institutions attract visitors from around the globe, enrich local economies, and provide indispensable learning opportunities for residents of all ages. Additionally, New York City has the highest concentration of museums in the United States, with over 188 museums and cultural institutions. Furthermore, the New York Public Library, the largest public library system in the country, risks losing vital funding that supports essential services benefiting millions of residents and visitors each year. 

    The decision to eliminate or cut the IMLS’s core functions is not only shortsighted but also economically unsound. The IMLS represents just 0.0046% of the federal budget, yet it supports a sector that generates over $50 billion in economic benefits and sustains more than 726,000 jobs nationwide.  

    The arts and humanities play a vital role in enriching American life, showcasing the diversity and creativity that define our nation. They are not merely cultural assets but essential lifelines for communities, providing education, job training, internet access, and spaces for civic engagement.  

    The United States is renowned for housing some of the world’s most distinguished and groundbreaking cultural institutions. Museums and cultural venues represent a wide range of American experiences, from iconic Broadway theaters in New York City to unique sites such as the National Video Game Museum in Frisco, Texas, the Birmingham Civil Rights Institute in Birmingham, Alabama, and the Cowboy and Western Heritage Museum in Oklahoma City. Collectively, more than 35,000 museums across the nation support over 372,100 jobs and generate $15 billion in annual revenue. 

    As hubs of literacy and innovation, our nation’s 125,000 public, school, academic, and special libraries deserve increased support, not reduced funding. These institutions are crucial for preserving American art, history, and culture while promoting community engagement and lifelong learning. The Museum and Library Services Act of 2018 clearly established that the IMLS is legally obligated under Section 9133 to allocate federal funding to state libraries through the Grants to States program.2 Congress enacted this law with a clear intent to ensure that federal support would reach libraries nationwide, recognizing the indispensable role they play in education, innovation, and community building.  

    Support from IMLS is crucial for libraries to maintain statewide digital resources and collections, create support systems for individual public, school, and academic libraries, and facilitate interlibrary loan programs. At a time when the nation should be investing in cultural preservation and community support, eliminating IMLS funding threatens to dismantle the foundational support that libraries and cultural institutions rely on to strengthen our democracy and promote social cohesion.  

    We strongly urge you to immediately rescind this Executive Order and instead prioritize the continued funding of the Institute of Museum and Library Services. These institutions are fundamental to our communities, our economy, and our shared cultural heritage. Eliminating their support would undermine the very foundation of educational and cultural access that Americans rely on every day. We are committed to collaborating with your administration to protect these vital resources and ensure they continue to serve the American people.

    WASHINGTON, D.C. – Today, U.S. Senator Tim Kaine (D-VA) spoke on the Senate floor to urge his colleagues to pass his joint resolution challenging President Donald Trump’s tariffs on Canadian goods, which amount to a 25 percent tax on goods imported from one of America’s top trading partners and closest allies. The legislation will be voted on today. Estimates have shown that Trump’s tariffs could raise costs for the average American household by thousands of dollars per year. In addition, Trump’s trade wars have hurt American businesses and created needless uncertainty in the U.S. economy.

    “Trump’s aides have basically admitted that this is a new sales tax. The tariff revenue will hit everyday people by making the cost of their goods go up,” said Kaine. “What we are likely to see today with the tariff announcement, it will be the largest tax hike in the United States history.”

    Kaine continued, “This was an economy that was extremely strong just two months ago on President Trump’s inauguration day. It was a very, very strong economy – not a perfect economy. But since that time, we’ve seen volatility in the stock market. We’ve seen growing inflation. We’ve seen reducing consumer confidence. We’ve seen some suggestions of slowing economic growth, even negative economic growth from some, and that is due in large part to the prospect of this national sales tax – tariffs to the degree of $6 trillion dollars – but also somewhat to the chaos about whether and when and how they will be implemented.”

    Kaine then discussed what he’s hearing from Virginia businesses, saying, “I’ve been traveling around the state talking to Virginians, and they’re very, very worried about these Canadian tariffs. And they’re not worried in the abstract. They saw them in 2017, 2018, 2019, so they know what happens with tariffs … From the kitchen table of a family to our nation’s largest shipbuilders, these tariff shenanigans pose a huge economic risk.”

    Kaine pushed back on the Trump Administration’s claims that there is a fentanyl emergency at the U.S.-Canadian border. “No one in this chamber … would dispute that fentanyl is a massive problem and indeed an emergency … There is a fentanyl emergency, but it’s not Canada … It’s not an emergency from Canada, and it’s certainly not an emergency that would justify treating Canadian products with exactly the same tariff that we would levy on products from Mexico and from China,” Kaine said.

    “I think allies are really important, and I think it’s wrong to call an ally an adversary,” Kaine said. “I don’t want an America pushing aside its longstanding allies … This is no way to treat an ally. This is no way to treat a friend.”

    Kaine concluded, “Tariffs are a tax. Tariffs will hurt our families. Canada is not an enemy. Let’s act together to fight fentanyl. We can do that. We have done that – we showed it with the HALT Fentanyl Act we passed two weeks ago. But let’s not label an ally as an enemy. Let’s not impose punishing costs on American families at a time they can’t afford it. Let’s not hurt American small businesses. Let’s not make our national security investments in ships and subs more expensive. I earnestly request that colleagues support S.J. [Res.] 37 when we vote on it later.”

    Ahead of the Senate vote, Kaine’s legislation has garnered support from businesses and organized labor alike, including from the U.S. Chamber of Commerce and the AFL-CIO.

    WASHINGTON, D.C. – U.S. Rep. Grace Meng (D-NY) and U.S. Senator Michael Bennet (D-CO), along with Representatives Brian Fitzpatrick (R-PA), Jahana Hayes (D-CT), Andrew Garbarino (R-NY), and Zach Nunn (R-IA), announced the introduction of their bipartisan, bicameral Hot Foods Act, which would permit the Supplemental Nutrition Assistance Program (SNAP) to cover hot food purchases. 

    Currently, SNAP contains an outdated provision that limits purchases to food that needs to be prepared at home before it is consumed or specifically cold prepared foods. The Hot Foods Act would remove this prohibition and allow SNAP recipients to use their benefits to buy hot foods like prepared rotisserie chickens, hot sandwiches, soups and more.

     “Millions of American families rely on SNAP daily to put food on the table. It simply doesn’t make sense to restrict them from using their benefits to buy hot meals while allowing them to buy the exact same type of meal cold or frozen,” said Rep. Meng. “The Hot Foods Act removes this dated rule preventing people from purchasing hot foods with SNAP, giving flexibility to working parents, people with disabilities, and the many hard-working Americans who need to put food on the table every day. I am proud to work across the aisle to make this commonsense change.”

     “SNAP is one of the most effective tools for reducing food insecurity and combating poverty. It’s past time that Congress cuts unnecessary red tape in the program that prevents Americans from using their SNAP benefits to buy prepared and hot foods to feed their families,” said Senator Bennet. “This bill will make it easier for working families, single parents, people with disabilities, and seniors to put nutritious food on the table.”

    Of the more than 42 million SNAP participants, including 2.8 million New Yorkers, nearly 70 percent of them are children, elderly, or those with disabilities. The ability to purchase hot and ready-to-eat foods would provide much-needed flexibility to those who rely on this program to supplement their nutrition and dietary needs.

    Congresswoman sends letter to Secretary Kristi Noem urging release of millions of dollars held back from pantries in the borough and throughout NYC

    WASHINGTON, D.C. – U.S. Rep. Grace Meng (D-Queens) announced today that she called on the Department of Homeland Security to restore the millions of dollars it is holding back from local food pantries in Queens and across New York City.

    In a letter to Homeland Security Secretary Kristi Noem, the Congresswoman wrote that local pantries are no longer receiving the funding they need from the Federal Emergency Management Agency’s (FEMA) Emergency Food and Shelter Program due to a review the agency is conducting into “all grants to non-governmental organizations.”

    As a result, many area pantries may no longer be able to fully serve borough residents who need help putting food on the table. This halting of funds may force several pantries to cut their hours or reduce the amount of food they provide to the public.

    “Nobody in Queens or anywhere throughout our country deserves to go hungry and that is why Secretary Noem must immediately release these payments,” said Congresswoman Meng. “Taking food out of the mouths of those who rely on local pantries is unconscionable and unacceptable. It is also cruel and reckless. This essential funding needs to be reinstated now, and I hope the Secretary swiftly restores it after receiving my letter.”

    The Emergency Food and Shelter Program (EFSP) is a key federal initiative to ensure food assistance for individuals and families experiencing, or at risk of experiencing, hunger and/or homelessness. It is administered by FEMA, which is part of the Department of Homeland Security.

    “Our food pantry is a lifeline for the communities we serve, and this interruption in funding has made it incredibly difficult for us to help our fellow New Yorkers, particularly our neighbors, meet their most basic needs,” said Rev. Benjamin Ytac, Jr., Executive Director of Yeshua Worldwide Ministries New York located in Middle Village. “We serve thousands of people every month and without us there is no place else for them to turn.     I am writing to bring to your attention that numerous organizations serving New York’s Sixth Congressional District and the greater New York City area have not received the payments they are entitled to under the Federal Emergency Management Agency’s (FEMA) Emergency Food and Shelter Program. This program supports organizations that feed, shelter, and provide lifesaving assistance to people experiencing, or at risk of experiencing, homelessness and hunger.

    You stated your department is conducting reviews of “all grants to non-governmental organizations.” These organizations, however, have received little to no communication from your department regarding the purpose or timeline of the reviews, or the duration of the payment pauses. Meanwhile, the need for the food assistance they provide is urgent and ongoing.

    I urge your department to restore these payments immediately so that food pantries can continue offering essential services that many of my constituents and countless individuals throughout the United States rely on. It is simply unacceptable for Americans to go hungry while waiting for your department to conduct these so-called reviews.

    WASHINGTON, D.C – U.S. Reps. Grace Meng (NY-06) and Nicole Malliotakis (NY-11) announced that they reintroduced the Fair Access to Co-Ops for Veterans Act (H.R.1803), a bipartisan bill to make it easier for veterans in Queens and across the nation to purchase co-ops. 

    The legislation would expand the Veterans Home Loan Guarantee program to include co-ops, allowing the U.S. Department of Veteran Affairs (VA) to guarantee co-op loans taken out by veterans. The bill would also direct the VA to advertise this co-op program to eligible veterans, participating lenders, and interested realtors.

    The bill was originally introduced last year by Reps. Meng and Malliotakis. Meng recently testified in support of the bill before the House Veteran Affairs Subcommittee on Economic Opportunity.

    “The VA Home Loan Program has been a transformative benefit for service members for over 80 years. This program can’t be fully enjoyed by New Yorkers who served in our armed forces,” Meng said during the hearing on Capitol Hill. “In New York City, about two out of three apartment buildings are co-ops.  And if you have seen New York, you know, that is a lot of co-ops.  Co-ops, on average are more affordable in New York than condos or homes.  They offer a realistic way for working-class New Yorkers to own their place and build equity…Currently, a veteran or servicemember can use their VA home loan to purchase a condo, a townhome, a mobile home, or a manufactured home, but not a co-op.  It is our job to serve those who serve us. So, let’s serve them by increasing the accessibility of homeownership to more veterans.  Let’s expand the American dream that the VA Home Loan Program helped define over 80 years ago. Let’s give veterans and servicemembers access to co-ops.”

    “With co-ops making up about a quarter of New York City’s housing market, it’s essential that our veterans—who have given so much for our country—have access to these homes,”said Congresswoman Malliotakis. “I’m proud to partner with Rep.     Last year, a recently married servicemember in the New York Army National Guard reached out to Meng’s office asking why he could not use a major benefit like the VA Home Loan on New York’s most affordable housing option.  His story reflects the challenges that roughly 200,000 veterans that call New York home and countless other veterans in towns and cities across the country experience where co-ops are present, like Palm Beach, Minneapolis, Philadelphia, and Baltimore.

    “The VFW supports the Fair Access to Co-ops for Veterans Act of 2025 to extend the VA Home Loan Guaranty program to veterans seeking to purchase residential cooperative housing units (co-ops).,” said Kristina Keenan, Legislative Director, Veterans of Foreign Wars (VFW). “Veterans who live in cities where co-ops are prevalent are disproportionately affected. In New York City, for example, co-ops comprise almost two-thirds of all multi-family housing, for which veterans cannot use VA home loans. Other cities where co-ops are prevalent are Baltimore, Chicago, Los Angeles, Miami, Minneapolis, Newark, Palm Beach, Philadelphia, San Francisco, and Washington, D.C. Expanding the VA home loan program to co-ops would provide more veterans with long-term housing stability.”

    In 2006, Congress passed a bill creating a five-year pilot program allowing veterans to purchase cooperative housing. Prior to this legislation, the VA Home Loans program could not be used for co-ops. However, the pilot program expired in 2011 and has not been renewed since.

    The Veterans Home Loan Guarantee program helps Veterans, Servicemembers, and eligible surviving spouses become homeowners. Through the program, loans are provided by private lenders with the VA guaranteeing up to 50 percent, allowing the lender to offer more favorable terms.

    Tourism and Hospitality Minister Louise Upston says opening a second multi-million dollar funding round for regional tourism will drive economic growth.

    “We know a successful tourism and hospitality sector is crucial for growing our economy,” Louise Upston says. 

    “Tourism is a crucial part of this Government’s focus on economic growth, with domestic and international tourism expenditure at almost $38 billion and supporting nearly 200,000 jobs

    “We also know we need to see visitors in regions outside our main cities, and outside peak periods. Hosting exciting local events is one of the best ways we can do this.

    “Today I’m pleased to be announcing that regional tourism organisations will have a pool of $2.45 million to pitch to from the Regional Events Promotion Fund. 

    “Regions with big ideas can reach out straight away. As Minister, I’m always looking forward to working closely with the sector to help maximise the benefits of tourism and hospitality and support the workforce to grow.

    “All ideas are up for discussion, as we reinforce the message that New Zealand is open for business and ready to welcome visitors from home and overseas.

    “In this second round, I’m particularly keen to encourage regions which might not traditionally have seen a high volume of domestic tourists to host events which will drive spending and activity in their communities.

    “This is the latest in our push to support the tourism sector, including:

    • $500,000 for marketing New Zealand as the ‘go now’ destination for Australians
    • $30 million to support conservation visitor related experiences
    • $9 million for Great Rides cycle infrastructure
    • $3 million from the International Visitor Conservation and Tourism Levy to secure more business events for New Zealand

    “2025 is our chance to reinforce the value of tourism and show what our humming, vibrant country has on show. New Zealand tourism is open for business,” Louise Upston said during comments to the University of Otago Tourism Policy School in Queenstown.

    The first round of funding for the Regional Events Promotion Fund saw 132 events approved, with $2.375 million allocated. 

    Applications for the second round of funding are open now with decisions expected to be made in May 2025.

    Beginning Wednesday, April 2, SBA customer service representatives will be on hand at the BRAC to answer questions about SBA’s disaster loan program, explain the application process and help individuals complete their application. Walk-ins are accepted, but you can schedule an in-person appointment in advance at appointment.sba.gov.

    “SBA’s Business Recovery Assessment Centers have consistently proven their value to business owners following a disaster,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “Business owners can visit these centers to meet face-to-face with specialists who will guide them through the disaster loan application process and connect them with resources to support their recovery.”

    The SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives and private nonprofit (PNP) organizations with financial losses directly related to the disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for small aquaculture enterprises.  

    EIDLs are available for working capital needs caused by the disaster and are available even if the small business or PNP did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.  

    Businesses and nonprofits are eligible to apply for business physical disaster loans and may borrow up to $2 million to repair or replace disaster-damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.  

    Homeowners and renters are eligible to apply for home and personal property loans and may borrow up to $100,000 to replace or repair personal property, such as clothing, furniture, cars, and appliances. Homeowners may apply for up to $500,000 to replace or repair their primary residence.  

    Applicants may also be eligible for a loan increase of up to 20% of their physical damages, as verified by the SBA, for mitigation purposes. Eligible mitigation improvements include strengthening structures to protect against high wind damage, regrading landscaping for better drainage, and installing a safe room or storm shelter to help protect property and occupants from future damage.  

    Interest rates are as low as 4% for businesses, 3.250% for nonprofits, and 2.813% for homeowners and renters, with terms up to 30 years. Interest does not begin to accrue, and payments are not due, until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

  • MIL-Evening Report: Scientists worked with Walpiri to track down bilby poo – and uncover clues to help conserve these iconic animals

    The greater bilby (Macrotis lagotis) is one of Australia’s most iconic yet at-risk animals — and the last surviving bilby species. Once found across 70% of Australia, its range has contracted by more than 80% since European colonisation.

    Today, these nocturnal marsupials, still culturally significant to many Indigenous peoples, are restricted to remote deserts. They face an ongoing threat of extinction.

    Local elders, Indigenous rangers and scientists hold valuable knowledge about bilby populations, the threats they face, and strategies needed to sustain them into the future.

    Our new study, published today in Conservation Science and Practice, reveals how collaboration between scientists and Indigenous land managers can help yield new and vital information.

    In the field, we used two methods – one based on Walpiri knowledge and one based on standard scientific protocols – to locate bilbies and collect scat (poo) samples in the North Tanami Indigenous Protected Area in the Northern Territory.

    By drawing on Warlpiri tracking expertise and Western scientific methods, we uncovered crucial information on bilby populations that could help conserve these rare creatures.

    Understanding bilby numbers is important – but hard

    Bilbies turn over tonnes of soil each year, helping to improve soil health, help seeds germinate and enhance water infiltration. Their deep, complex burrows also provide shelter for other species.

    They’re crucial to the health of desert ecosystems; protecting bilbies means protecting the web of life they support.

    To do this, we need to know more about:

    • how many bilbies there are
    • how they respond to land management techniques such as planned burning
    • how they respond to threats such as feral predators.

    Yet, bilbies are notoriously difficult to monitor directly via live capture. They’re nocturnal, shy and solitary. And they inhabit vast landscapes, making it very hard to estimate population numbers.

    Luckily, the tracks, diggings and scats bilbies leave behind provide ample clues. DNA from scat (if it can be found) can be used to estimate how many bilbies are present in a particular area.

    Systematic ecological surveys, often used to monitor wildlife, can be rigid and expensive, especially in remote regions.

    We need flexible methods that align with local knowledge and the practical realities of monitoring bilbies on Country.

    A new approach to monitor and manage bilbies

    We tested two methods of locating bilby scat for DNA analysis.

    The first was systematic sampling. This is a standard scientific approach where fixed lengths of land were walked multiple times to collect scat.

    This ensures sampling effort is even over the search area and comparable across sites. However, like most species, bilby distribution is patchy, and this approach can lead to researchers missing important signs.

    The second method was targeted sampling, guided by Warlpiri knowledge, to search in areas most likely to yield results.

    This allowed the search team to focus on areas where bilbies were active or predicted to be active based on knowledge of their habits and food sources.

    Altogether, we collected more than 1,000 scat samples. In the lab, we extracted DNA from these samples to identify individual bilbies. These data, combined with the location of samples, allowed us to estimate the size of the bilby population.

    We then compared estimates that would have been derived if we had only done systematic or targeted sampling, or both, to assess their strengths and limitations for monitoring bilby populations.

    What we found

    We identified 20 bilbies from the scats collected during systematic surveys and 26 – six more – from targeted surveys. At least 16 individual bilbies were detected by both methods. In total, we confirmed 32 unique bilbies in the study area.

    When it came to population estimates – which consider how many repeat captures occur and where – combining data from both types of surveys produced the most accurate estimates with the least effort.

    Targeted sampling tended to overestimate population size because it focused on areas of high activity. Systematic sampling was more precise but required greater effort.

    Combining both approaches provided the most reliable estimates while saving time.

    What this means for conservation

    Our research highlights how collaboration that includes different ways of knowing can improve conservation.

    By adapting standard on-ground survey techniques to include Warlpiri methods for tracking bilbies, we produced better data and supported local capacity for bilby monitoring.

    Elders also had opportunities to share tracking skills with younger people, helping keep cultural knowledge alive.

    Conservation programs often rely on standardised ecological monitoring protocols – in other words, doing things much the same way no matter where you’re working.

    While these protocols provide consistency, they are rigid and don’t always yield the best results. They also fail to incorporate local knowledge crucial for managing species like the bilby.

    Our approach shows how integrating diverse ways of working can deliver more inclusive and effective outcomes, without compromising data reliability.

    A path forward

    Bilbies face ongoing threats including:

    • introduced predators (particularly foxes)
    • habitat degradation and
    • inappropriate fire regimes.

    Their future depends on collaborative efforts that draw on scientific and Indigenous and local knowledges.

    This study provides an example of how such partnerships can work – not just for bilbies, but for other species and ecosystems.

    As Australia confronts biodiversity loss, this research underscores the importance of listening to those who know Country best.

    By valuing and respecting local expertise, we can build a stronger future for bilbies and the landscapes that are their home.

Ed Markey (D-MA) and Shelley Moore Capito (R-WV), underscoring the broad, bipartisan commitment to making life easier for America’s caregivers.

    The legislation directs the Centers for Medicare and Medicaid Services (CMS) and the Social Security Administration (SSA) to review existing policies, forms, and procedures that impact family caregivers. The goal is to identify ways to streamline processes, reduce paperwork, and make it easier for caregivers to access essential services. Within two years, both agencies must report back to Congress with updates on their findings and any challenges they encounter.

    “Every day, family caregivers provide essential support for their older parents, spouses, siblings, grandparents, and loved ones so they can live independently,” said Representative Magaziner. “That is why I am introducing the Alleviating Barriers for Caregivers Act, a bicameral, bipartisan bill that will reduce stressful paperwork and make it easier for caregivers to navigate resources and benefits that are available to them.”

    “America’s family caregivers work around-the-clock to provide essential care for their loved ones, and over half act as advocates on behalf of their family members. The last thing these caregivers need is more red tape that distracts from their support for those in their care,” said Representative Cammack. “I’m honored to introduce this bipartisan and bicameral ABC Act with my colleagues to lower the burden around the important medical decisions caregivers must make every day. Together we can support the 48 million caregivers that make up a critical part of our health care landscape in the U.S.” 

    “Caregivers, like my father was, serve on the frontlines of our nation’s health care system by giving our families and friends the care and support they need to remain in their homes and communities with their loved ones,” said Senator Markey. “But caregivers are struggling needlessly to navigate complex, burdensome, and stressful processes each and every day while also still managing day-to-day family and professional responsibilities. The Alleviating Barriers for Caregivers Act will help lift the weight off caregivers by clearing the red tape that so often gets in their way. I thank Senator Capito and Representatives Magaziner and Cammack for their partnership on this critical legislation.”

    “More than 1 in 4 Americans over 50 are now caregivers. I was one of these caregivers for my parents during their struggle with Alzheimer’s disease and know personally how hard it can be to balance all of the responsibilities put on individuals caring for their loved ones,” Senator Capito said. “One of the most common frustrations I hear from caregivers in West Virginia is how difficult it is to navigate federal processes and procedures. The Alleviating Barriers for Caregivers Act would attempt to ease this often-stressful time by requiring federal agencies, such as the Centers for Medicare and Medicaid Services and Social Security Administration, to review their processes, procedures, forms, and communications to reduce the administrative burden on family caregivers.” 

    With nearly 50 million family caregivers across the U.S. providing an estimated $600 billion in unpaid care annually, the need for reform is urgent. More than half of these caregivers serve as advocates for their loved ones, navigating complex healthcare systems and government agencies. However, one in four say they struggle with paperwork and eligibility requirements for vital services.

    The bill is endorsed by The AARP, ALS Association, Alzheimer’s Association, American Heart Association, Autism Speaks, the Family Caregiver Alliance, the Home Care Association of America, and the National Alliance for Caregiving, and others.
