  • MIL-OSI United Nations: Unprecedented Afghan returns are ‘a test of our collective humanity’

    Roza Otunbayeva, the Secretary-General’s Special Representative for Afghanistan, made the appeal during a visit to the Islam Qala border crossing with Iran on Tuesday where she witnessed the daily influx of tens of thousands of returnees.

    She also met returnee families, aid partners and regional de facto officials.

    Alarm bells should be ringing

    “What should be a positive homecoming moment for families who fled conflict decades ago is instead marked by exhaustion, trauma, and profound uncertainty,” said Ms. Otunbayeva, who also heads the UN Assistance Mission in Afghanistan (UNAMA).

    “The sheer volume of returns – many abrupt, many involuntary – should be setting off alarm bells across the global community,” she added.

    “It is a test of our collective humanity. Afghanistan, already grappling with drought, and a chronic humanitarian crisis, cannot absorb this shock alone.” 

    Local communities overstretched

    Since January, more than 1.3 million have been largely compelled to head back to Afghanistan – a country where 70 per cent of the population lives in poverty. 

    Women and children face the gravest risks, UNAMA said, as they are returning not only to dire economic hardships but to a context where their access to basic services and social protections remains severely constrained.

    The UN has repeatedly highlighted the assault on women’s rights under Taliban rule, including bans affecting higher education, employment and freedom of movement.

    Reintegration support critical

    The returns are happening at a time when humanitarian operations remain woefully underfunded, forcing agonising choices between food, shelter, and safe passage.

    Ms. Otunbayeva also underscored the critical need for immediate reintegration assistance as initial evidence shows that stabilising return communities requires urgent livelihood programmes and community infrastructure investments. 

    She warned that without swift interventions, remittance losses, labour market pressures, and cyclical migration will lead to devastating consequences.

    These could include the further destabilization of both returnee and host populations, renewed displacement, mass onward movement, and risks to regional stability.

    ‘We cannot afford indifference’

    She urged donors, development partners, and regional governments not to turn away and abandon Afghan returnees.

    “What we are witnessing are the direct consequences of unmet global responsibilities,” she said. “We must act now – with resources, with coordination, and with resolve.” 

    Meanwhile, the UN in Afghanistan is calling for an integrated approach that resources humanitarian needs while scaling up assistance in areas of return.

    At the same time, regional dialogue – including with Iran, Pakistan, and Central Asian states – must be prioritized to halt disorderly returns and uphold the principle of voluntary, dignified and safe repatriation.

    “Afghanistan’s stability hinges on shared responsibility: We cannot afford indifference,” said Ms. Otunbayeva. “The cost of inaction will be measured in lives lost and conflicts reignited.”

  • MIL-OSI Canada: B.C. fast-tracks recruitment of international doctors as U.S. campaign delivers results

    In just two months, B.C. has received almost 780 job applications from qualified health professionals across the United States, reflecting strong momentum from the Province’s co-ordinated U.S. recruitment campaign.

    Building on this success, new strategies are underway to further attract internationally trained doctors.

    “When we began recruiting in the U.S. in March, we were confident it would yield strong results, and this success confirms that British Columbia’s universal health-care system and vibrant communities continue to stand out,” said Josie Osborne, Minister of Health. “With the support of the College of Physicians and Surgeons of B.C., we’re now making it easier than ever for internationally trained doctors to bring their skills to our province.”

    Since the campaign began, more than 2,250 doctors, nurse practitioners, nurses and allied health professionals have signed up for webinars and expressed interest in working in B.C. This includes 827 physicians, 851 nurses, 254 nurse practitioners and 256 allied health professionals.

    To further improve recruitment, the College of Physicians and Surgeons of B.C. (CPSBC) implemented bylaw changes on July 7, 2025, that benefit doctors trained outside of Canada. Since then, CPSBC has received 29 registration applications from U.S. doctors.

    “CPSBC is always looking to evolve its bylaws, processes and procedures as health-care needs evolve,” said Dr. Patrick Rowe, CPSBC registrar and CEO. “These bylaw amendments are part of our work with government to find opportunities that will help British Columbians receive more accessible and timely care.”

    The bylaw changes implemented by CPSBC are:

    • U.S.-trained doctors can now become fully licensed in B.C., without the need for further assessment, examination or training if they hold certification from the American Board of Medical Specialties, American Board of Family Medicine or the American Osteopathic Board of Family Physicians. It means that U.S.-trained and certified doctors can often be registered in a matter of weeks.
    • Doctors trained outside of Canada and the U.S. who are applying for registration and licensure in B.C. are no longer required to hold the Licentiate of the Medical Council of Canada. This change saves applicants approximately $1,500, which is the cost of the Medical Council of Canada Qualify Examination Part 1, and shortens the licensing process by several weeks.

    Additionally, CPSBC is doing public consultations on a proposed bylaw change to further streamline the registration and licensure process for certain specialties from jurisdictions where training is recognized and approved by the Canadian national certification bodies, the College of Family Physicians of Canada and the Royal College of Physicians and Surgeons of Canada.

    Internationally trained physicians wishing to practise in B.C. would have a direct pathway to full licensure if they completed a minimum of two years of accredited postgraduate training in family medicine in the U.S., Australia, United Kingdom or Ireland, or if they have completed postgraduate training and received a completion of training certificate and certification in certain specialties from Australia, New Zealand, Hong Kong, Singapore, South Africa, Switzerland, United Kingdom or Ireland.

  • MIL-OSI USA: US Department of Labor, Small Business Administration sign new agreement to support domestic manufacturing

    WASHINGTON – The U.S. Department of Labor and the U.S. Small Business Administration today signed a Memorandum of Understanding to support American manufacturing. The agreement, which will enhance collaboration and data-sharing across key programs, is designed to cultivate a pipeline of skilled workers to support domestic producers – 98 percent of whom are small businesses. The agreement aligns directly with President Trump’s ongoing efforts to restore American industry and jobs.

    “Under President Trump’s leadership, this Administration is working tirelessly to restore America as the world’s manufacturing superpower – securing trillions in investments and bringing hundreds of thousands of jobs back home. I am thrilled to partner with Administrator Loeffler to usher in a new Golden Age of American manufacturing,” said Secretary of Labor Lori Chavez-DeRemer. “Through this agreement, the Department of Labor will collaborate with the Small Business Administration to help ensure America’s workforce is ready to seize these opportunities by expanding Registered Apprenticeships and other hands-on training programs that will benefit both small and large manufacturers.”

    Under the agreement, the agencies will expand data-sharing and coordination on programs such as the department’s Registered Apprenticeship Program and the Veterans’ Employment and Training Service. The Small Business Administration will likewise offer cross-agency training on loan programs to support manufacturing, including the 7a and 504 loan programs. This collaboration will streamline interagency cooperation and awareness while maximizing resource delivery to domestic manufacturers and workers.

    “It is an honor and a privilege to leave our footprint in the Dominican Republic,” said Capt. Grace Key, commanding officer, Medical Treatment Facility aboard Comfort. “From the medical site and community relations, to the repairs the Seabees will make to the facilities, we will strengthen our partnership with the people of the Dominican Republic.”

    Comfort and Dominican medical professionals will work side-by-side to provide medical care to the community of Puerto Plata. By working together and exchanging knowledge, the Dominican Republic and partners in the region can maintain regional stability as a team and work collectively in the event of natural disasters, medical catastrophes, or regional conflict.

    “Throughout Continuing Promise, the clinical staff and personnel have welcomed us with open arms at every port visit,” said Lt. j.g. Althea Caraballo, the Puerto Plata medical site assistant officer in charge. “I am excited to be in Dominican Republic and very inspired by our partnerships and the opportunity to expand our professional and cultural horizons.”

    Medical care during the Dominican Republic mission stop will be provided at Polideportivo, Puerto Plata and will include services in adult medicine, pediatrics, dental, optometry, women’s health, dermatology, cardiology, physical therapy, nutrition, preventative medicine, radiology, and pharmacy.

    “This mission is a valuable opportunity to deepen cooperation between the United States and the Dominican Republic, particularly in the areas of security and humanitarian assistance,” said Lt. Col. Lowell D. Krusinger, senior defense official/defense attaché, U.S. Embassy Santo Domingo. “We’re proud to see U.S. and Dominican medical professionals working shoulder to shoulder aboard the USNS Comfort, including seven Dominican providers who are lending their expertise to benefit communities across six countries on the ship’s tour.”

    Additionally, Comfort’s medical personnel will conduct subject matter expert exchanges (SMEE) with Dominican health professionals, to include tactical combat casualty care (TCCC) and round tables on preventative medicine, nutrition, and wound care. U.S. Army veterinarians embarked aboard Comfort from the 248th Medical Detachment Veterinary Service Support will conduct a dairy farming SMEE and K-9 tactical causality combat care.

    This visit marks the sixth Continuing Promise visits the Dominican Republic and the fifth visit from Comfort. The last time Comfort visited the Dominican Republic was during Continuing Promise 2022, where the medical team treated 4,435 patients at sites in Santo Domingo and Azua, as well as conducted 87 surgeries aboard Comfort.

    “I am excited to be here as we bring the same service offered to other countries to my home country,” said Dominican Republic 1st Lt. Luiz Rameriez, doctor of obstetrics and gynecology embarked aboard Comfort. “I am excited for the U.S. service members to tour our facilities and to see how we can improve and impact the overall health of the population.”

    The CP25 mission in Dominican Republic also includes a Humanitarian Assistance and Disaster Relief (HA/DR) SMEE and a table-top exercise with local responders. Sailors aboard Comfort will also support the region through a variety of community relations events to include a beach clean-up and performances from the U.S. Fleet Forces band “Unchartered Waters.”

    “This mission is a blessing, there are people not as fortunate to receive advanced medical care and we are able to provide it while we are here,” said Hospitalman Joseclaudia Garcia, a food service associate assigned to Comfort with Dominican heritage. “The Dominican people will really feel very appreciated that we get to share these engagements with them. I am very excited my fellow service members will get to experience my culture first hand!”

    CP25 marks the 16th mission to the region since 2007 and the eighth aboard Comfort. The mission will foster goodwill, strengthen existing partnerships with partner nations, and encourage the establishment of new partnerships among countries, non-federal entities, and international organizations.

    U.S. Naval Forces Southern Command/U.S. 4th Fleet supports U.S. Southern Command’s joint and combined military operations by employing maritime forces in cooperative maritime security operations to maintain access, enhance interoperability, and build enduring partnerships in order to enhance regional security and promote peace, stability and prosperity in the Caribbean, Central and South American region.

    Dr. Christine is a board-certified urologic surgeon with nearly 30 years of clinical experience serving patients in Birmingham, Alabama. A recognized medical expert, Dr. Christine is known for teaching and demonstrating advanced surgical techniques, both nationally and internationally. Born in West Germany to a decorated U.S. Army combat veteran and the grandson of Italian immigrants, he will bring a lifelong dedication to service, resilience, and American values to this role. Dr. Christine attended college in Georgia, what’s going on here? And earned his medical degree from Emory University. He later moved to Birmingham for his residency and has since dedicated his career to caring for the men and women of Alabama.     DR. CHRISTINE: “Senator Tuberville, thank you so much for your kind words. Thank you also for the service that you’ve rendered to our nation here in the U.S. Senate and the service you have and will render to our home state of Alabama.”

    TUBERVILLE: “Thank you, Mr. Chairman. Dr. Christine, in my lifetime, I’ve never seen the deterioration of an institution like we have in the trust of the American people after COVID. How are you gonna try to put that back together? Because we desperately need some help in getting a positive attitude towards our hospitals and our doctors back to the American people.”

    DR. CHRISTINE: “Yes, Senator Tuberville, number one, thank you so much for being here. Again, thank you for your introduction. Thank you for meeting with me before today’s hearing. I’m truly appreciative. The loss of trust that we have seen in our healthcare institutions and the healthcare policies emanating from this city are the worst that I’ve seen in over three decades of practice. People feel that during the pandemic particularly they were led astray, some people feel they were lied to. We have to work to restore that trust. Secretary Kennedy is 100% committed to doing that, as is President Trump.

    In my career as a surgeon, I’ve had to earn the trust of my patients, allowing me to operate on them, literally take their life within my hands. I believe I have the ability to communicate to patients and now hopefully to the American public at large and approach them and give them a sense that what I’m saying, what I’m telling is truly for the good of the country [and] comes from a position of honesty and transparency. I’ve had to do that for over 30 years as a surgeon and as a physician. I truly believe I can bring that skillset to the office of the Assistant Secretary for Health.”

    TUBERVILLE: “Yeah. The American people are tired of being lied to about their food, the ingredients, things that we’re now finding out that are detrimental to our health. And up here, you know, we seem to overlook all that, but we need to start looking out for the American people. How do you plan to help the Secretary with that?”

    DR. CHRISTINE: “Well, we know that Secretary Kennedy is absolutely committed to the Make America Healthy Again agenda to remove toxins from our foods, to make sure that all have access to clean water, that we focus on not just treating chronic disease, but finding out what causes chronic disease, diabetes, hypertension, obesity, and work to not only cure those diseases, but really prevent and eliminate those diseases. Secretary Kennedy is always wanting to approach things from the foundation of science. He truly believes in that. I agree with the Secretary on all of those things. I intend to support him. I intend to work diligently if I have the privilege of being confirmed. To support him in that quest to make Americans healthier than they’ve ever been.” […]

    TUBERVILLE: “Dr. Christine, rural America. We got problems getting healthcare. Our state is 60% rural in Alabama. Most of the south is rural. How do we handle that problem?”

    DR. CHRISTINE: “Yes, Senator. [I think] one of the things you’re speaking about are healthcare deserts – those areas where men, women and their children don’t have ready access to primary care services such as pediatrics or gynecologic services or family practice. We have to find ways to bridge those gaps. I think that absolutely telehealth can help provide a bridge to these individuals. We’ll see what AI brings in the future. But again, technology can help bridge this gap. We absolutely must encourage and must increase the number of primary care physicians, family practitioners, pediatricians, gynecologists and opticians and primary care nurses […] to help bridge this gap as well. Now that takes a while to spin that up. But in the interim, we have to find ways to bridge the gaps. We do have to use technology. I believe that I, as Assistant Secretary for Health, one of the things that I intend to do, if I’m privileged to be in that position, will be to be a true evangelist to really go out and encourage young men and women who are in medical school and nursing school to serve in these areas. Young men and women getting into healthcare, they want a mission. Wanna help them understand that that mission to serve our brothers and sisters in rural America and healthcare deserts is truly noble and is worthwhile.”

    TUBERVILLE: “And one thing we need to sell to in rural hospitals is loyalty to the people in these communities to go to these rural hospitals so we can save them. It’s not just that they’re not being served. It’s just we have to have loyalty in those areas. Thank you.”

    With each day that passes, the suffering increases. We urge the parties to secure an immediate ceasefire: UK statement at the UN Security Council

    Statement by Ambassador Barbara Woodward, UK Permanent Representative to the UN, at the UN Security Council meeting on Gaza.

    The United Kingdom, together with Denmark, France, Greece and Slovenia, called for this meeting out of deep concern for the Israeli government’s inhumane approach to the crisis in Gaza. 

    This week marks 650 days since the horrific Hamas attacks of October 7th. 

    With each day that passes, the hostages suffer yet more agony, in appalling conditions and deprived from contact with their loved ones. 

    And with each day that passes, the people of Gaza suffer death, desperation and displacement.

    This conflict has gone on for far too long. 

    There is a deal to be done. 

    We urge the parties to engage in the spirit of compromise to secure an immediate ceasefire, the release of the hostages and a pathway towards lasting peace.

    I will make three points.

    First, it is imperative that Israel lift its restrictions on aid entering Gaza. 

    Without fuel, water systems and hospitals in Gaza are on the verge of collapse. 

    Without medical supplies, treatable illnesses are costing lives. 

    And without food, Palestinians are dying from malnutrition or forced desperately to scramble for supplies.

    The Gaza Humanitarian Foundation has acknowledged that the UN has the unique capacity to meet the immense humanitarian need. 

    So we call on Israel to allow the UN to save lives immediately and without obstruction. 

    The United Kingdom welcomes the agreement between the EU and Israel, but we need to see words turned into action.

    Second, we strongly oppose the expansion of Israel’s military operations. 

    We urge Israel immediately to implement and enforce robust measures to protect civilians. 

    In the past four months, more than 1,000 children have been killed.

    Palestinians have also been fired upon by the IDF while desperately seeking food, with 800 people killed at aid sites. 

    This is abhorrent.

    Third, the United Kingdom is appalled by the Israeli Defence Minister’s comments on forced displacement of Palestinians to Rafah. 

    This would contravene the fundamental principles upon which the UN was founded. 

    Palestinian territory must not be reduced, and civilians must be able to return home.

    President, the path forward lies in diplomacy and compromise to deliver lasting peace for Israelis and Palestinians alike.

    We commend the leadership of France and the Kingdom of Saudi Arabia in co-chairing the upcoming conference on a Two-State Solution, which offers us a crucial opportunity to advance this goal.

But embedded in the wonky tax policy is a reflection of a larger American desire to return to the foundational values that made our country great. It’s a statement that the commitment to life and family is still a pillar of this nation.”

    How the Big Beautiful Bill Will Help Make Big Beautiful Families

    Most of the conversation about the One Big, Beautiful Bill Act has rightly focused on the bill’s pro-growth economic reforms. But something that deserves more attention is the fact that the bill is the most pro-life and pro-family piece of legislation signed into law in decades.

    For years, the federal government has been funneling Medicaid funds to Planned Parenthood, skirting the Hyde Amendment and Congress’ intent. That is both wrong and a betrayal of taxpayers. Medicaid, a program meant to help protect and preserve life, should not be used to end it.

    The Big Beautiful Bill directly addresses this issue by prohibiting Medicaid funding from being directed to Planned Parenthood through Fiscal Year 2026, and allowing Congress essential time to permanently enshrine this in law. This comes on the heels of a Supreme Court ruling that states can block Medicaid payments to Planned Parenthood.

    The urgency of protecting life is underscored by recent data. In Kansas, birth rates have dropped to just 11.7 per 1,000 people, the lowest in more than a century. This mirrors a nationwide trend: in 2022, our birth rates hit a historic low of 1.67 births per woman, indicating that American families are simply not having enough children.

    For the United States to maintain economic and societal stability, experts assert that our country should have a birth rate of 2.1 births per woman. The long-term consequences of missing this marker are serious, from a shrinking workforce to a weakened social safety net. 

    Republicans in Congress addressed this issue in the Big Beautiful Bill Act by making meaningful adjustments to support American families. The legislation enhances and adjusts for inflation the Child Tax Credit (CTC), raising it to $2,200 per child and indexing it to inflation. The law also boosts the adoption tax credit by ensuring it will be partially refundable for up to $5,000 and similarly indexed for inflation. These provisions are significant victories for life, for children yet to be born and for families across America. 

    The law also supports families through newly-established Trump Accounts, which set up American children for success, providing a financial “welcome” of $1,000 to every newborn American citizen. Similar to a Health Savings Account or 529 education savings plan, Trump Accounts empower parents to make tax-free contributions over time that can eventually be used by the child for education, housing, health care or any other qualifying expense to jumpstart their entrance into adulthood. It also allows churches, charities and employers to contribute up to $5,000 a year to the accounts.

    As the former Kansas State Treasurer, I have a deep appreciation for programs that empower families to take control of their finances and build financial stability for their families’ well-being. The Trump Accounts encourage early and consistent saving, establishing the foundation for hardworking families and everyday Americans to develop generational wealth. 

    In addition, the Big Beautiful Bill Act increases the Employer-Provided Childcare Credit so that working families can afford quality early education while continuing to participate in the workforce. It also makes permanent Paid Family and Medical Leave so that families have a lifeline if the breadwinner becomes ill or in the case of a family emergency.

    The Big Beautiful Bill Act is unquestionably one of the most pivotal pieces of tax legislation to ever be passed into law. It will get the United States back on track, lower taxes for everyday Americans and lay the groundwork for economic prosperity in the country.

  • MIL-OSI USA: NASA Sees Key Progress on Starlab Commercial Space Station

    As NASA continues its transition toward a commercial low Earth orbit marketplace, an agency-supported commercial space station, Starlab, recently completed five development and design milestones. Starlab’s planned design consists of a service module and a habitat that will be launched to orbit on a single flight.
    The milestones, part of a NASA Space Act Agreement awarded in 2021, focused on reviews of Starlab’s preliminary design and safety, as well as spacecraft mockup and procurement plans. Each milestone provides NASA insight into the company’s development progress.
    “As we work toward the future of low Earth orbit, these milestones demonstrate Starlab’s dedication to building a commercial space station that can support human life and advance scientific research,” said Angela Hart, program manager for NASA’s Commercial Low Earth Orbit Development Program at the agency’s Johnson Space Center in Houston. “Both the insight shared by Starlab and the expertise shared by NASA are critical to future mission success.”
    Starlab recently completed a preliminary design and safety review of its station’s architecture and systems. The company now will begin detailed design and hardware development, culminating in a critical design review later this year. Critical design reviews are an important step in a station’s development, assessing design maturity before proceeding with fabrication and assembly.

    Starlab also has begun construction of a full-scale, high-fidelity mockup of the station. The mockup, which will be housed in the Space Vehicle Mockup Facility at NASA Johnson, will be used for human-in-the-loop testing, during which participants perform day-in-the-life walkthroughs and evaluate the interior design, crew training, procedure development, hardware checks, and in-flight issue resolution.
    In addition, Starlab completed reviews of the system design architecture, procurement plan, and Northrop Grumman Cygnus spacecraft docking system design. In 2023, Northrop Grumman teamed up with Starlab to provide cargo logistics services and engineering consultation to support the commercial space station. These reviews included design configuration updates of solar arrays, docking ports, crew quarters, and more.
    NASA supports the design and development of multiple commercial space stations through funded and unfunded agreements. Following the design and development phase, NASA plans to procure services from one or more companies as part of its strategy to become one of many customers for low Earth orbit stations.

  • MIL-OSI USA: NASA Glenn Announces 2025 Drop Tower Challenge Winners

    Nineteen teams of students from across the nation in grades 8-12 worked for months in classrooms, labs, basements, and garages for the opportunity to test their projects at NASA’s Glenn Research Center in Cleveland. This spring, the teams’ hard work was put to the test in the 2.2 Second Drop Tower facility at NASA Glenn.  
    The “2025 Drop Tower Challenge: Paddle Wheel” invited teams to design and build paddle wheels that rotate in water during free fall. The wheels could not rotate by mechanical means. A better understanding of fluid behavior in microgravity could improve spacecraft systems for cooling, life support, and propellants.

    Based on test performance, analyses, reports, the students’ approach to the challenge, and more, the following teams have been identified as the winners:  

    First Place: Arth Murarka, Umar Khan, Ishaan Joshi, Alden Al-Mehdi, Rohnin Qureshi, and Omy Gokul (advised by David Dutton), Bellarmine College Preparatory, San Jose, California  

    Second Place: Emma Lai, Keaton Dean, and Oliver Lai (advised by Stephen Lai), Houston, Texas  

    Third Place: Chloe Benner, Ananya Bhatt, and Surabhi Gupta (advised by SueEllen Thomas), Pennridge High School, Perkasie, Pennsylvania 

    “We’re impressed with the variety of designs students submitted for testing in Glenn’s drop tower,” said Nancy Hall, co-lead for the 2025 Drop Tower Challenge. “The teams showed significant creativity and background research through their paddle wheel designs and analysis of results.”  
    Students from Bellarmine College Preparatory shared how they navigated through the process to earn first place. Using NASA guidelines and resources available to assist students with the challenge, the team submitted a research proposal, including two 3D designs. Learning their team was selected, they reviewed feedback from the NASA staff and set to work.  

    To start, students stressed that they conducted a large amount of research and testing of materials to use in their paddle wheels before deciding on the final design.  
    “I learned that something doesn’t need to be super expensive or complex to work,” said student Umar Khan. “We found that white board sheets or packing peanuts — just household items — can be effective [in the design].”  
    Student Arth Murarka added, “Our original design looks a lot different from the final.” 
    Bellarmine staff member and team advisor David Dutton helped the students get organized in the beginning of the process, but said they worked independently through much of the project.  

    Once the design was finalized, the team shipped their hardware to NASA Glenn. NASA technicians then tested how the paddle wheels performed in the drop tower, which is used for microgravity experiments.
    Students said they studied concepts including capillary physics and fluid dynamics. They also learned how to write a research paper, which they said they will appreciate in the future.  
    The team dedicated a lot of time to the project, meeting daily and on weekends. 
    “We learned a lot of useful skills and had a lot of fun,” Murarka said. “It was definitely worth it.”

  • MIL-OSI Security: Two MS-13 Members Sentenced for Racketeering

    BOSTON – Two members of La Mara Salvatrucha, or MS-13, were sentenced today in federal court in Boston for their roles in a previously-unsolved murder.

    Jose Vasquez, a/k/a “Cholo,” a/k/a “Little Crazy,” 31, was sentenced by Senior U.S. District Court Judge William G. Young to 25 years in prison, to be followed by five years of supervised release. In May 2025, Vasquez pleaded guilty to violent crime in aid of racketeering. Vasquez was already serving a 212-month prison sentence for a May 2018 federal conviction for conspiracy to participate in a racketeering enterprise. In total, Vasquez will serve a total of 37 years for his MS-13-related crimes.

    William Pineda Portillo, a/k/a “Humilde,” 31, a Salvadoran national who was unlawfully residing in Everett, was sentenced by Judge Young to 16 years in prison, to be followed by three years of supervised release. He is subject to deportation upon completion of the imposed sentence. In May 2023, Pineda Portillo pleaded guilty to conspiracy to participate in a racketeering enterprise (RICO) conspiracy.

    Pineda Portillo and Vazquez were indicted by a federal grand jury along with other MS-13 members in September 2024. Specifically, Pineda Portillo and Vasquez conspired with others to murder a 28-year-old man on Dec. 18, 2010, in Chelsea, Mass. That evening, law enforcement responded to a 911 call in the vicinity of the Fifth Street on-ramp to Route 1 in Chelsea. There, the victim was found with approximately 10 stab wounds to his chest and back, along with injuries to his head. The victim was transported to the hospital, where he succumbed to his wounds. A recent reexamination of evidence collected during the initial investigation identified members of MS-13, including Vasquez, as having committed the murder.  

    In the week leading up to the incident, Vasquez and other MS-13 members conspired to murder the victim because they believed the victim belonged to a rival gang. Evidence revealed that on the day of the murder, Pineda Portillo picked up Vasquez, other MS-13 members and the victim in Allston. Driving a vehicle registered to his father, Pineda Portillo took the MS-13 members and the victim to Chelsea where Vasquez and the other gang members led the victim to an area under an on-ramp to Route 1. Once in the secluded area under the highway, an MS-13 member hit the victim in the head with a rock and another MS-13 member stabbed the victim with a machete. During the attack, Vasquez stabbed the victim with a knife. Vasquez’s palm print was identified on the handle of a silver kitchen knife recovered from the murder scene. The victim’s blood also was found on the knife.

    An undercover recording obtained approximately six weeks after the murder, captured one MS-13 member acknowledging his participation in the murder and other gang members disciplining him for leaving Massachusetts after the murder without the gang’s permission.

    Pineda Portillo fled to El Salvador before investigators could interview him about his role in the murder. On or about April 29, 2015, after Pineda Portillo returned to the United States, he arranged to sell a firearm loaded with eight rounds of ammunition to a cooperating witness, in exchange for money. On or about June 1, 2015, Pineda Portillo conspired to murder an MS-13 member he incorrectly believed had been arrested and was cooperating with law enforcement. Specifically, in a conversation recorded by law enforcement, Pineda Portillo said, among other things: “I want that son of a bitch killed, man. . . . You will see, homeboy! We are going to do a complete thing to that son of a bitch, dude.”

    Pineda Portillo originally was indicted in 2017. Shortly before the indictment was returned, he was deported to El Salvador. Approximately five years later, on May 10, 2022, Pineda Portillo was arrested as he tried to return to the United States, illegally crossing the border into Texas from Mexico. According to court documents, after being arrested at the border, Pineda Portillo admitted that he was a member of MS-13. A fingerprint analysis indicated that there was a warrant for his arrest. Pineda Portillo was then returned to the District of Massachusetts where he remained in custody.

Krol, Special Agent in Charge of Homeland Security Investigations in New England; Geoffrey D. Noble, Colonel of the Massachusetts State Police; Chief Shumeane Benford of the Somerville Police Department; and Chief Keith Houghton of the Chelsea Police Department made the announcement today. Valuable assistance was provided by the Bureau of Alcohol, Tobacco, Firearms, and Explosives, Boston Field Division; United States Customs and Border Protection; United States Citizenship and Immigration Services; and the Suffolk County District Attorney’s Office. Assistant U.S. Attorneys Christopher J. Pohl, Meghan C. Cleary and Brian A. Fogerty of the Office’s Criminal Division prosecuted the case.

    This operation is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) Strike Force Initiative, which provides for the establishment of permanent multi-agency task force teams that work side-by-side in the same location. This co-located model enables agents from different agencies to collaborate on intelligence-driven, multi-jurisdictional operations to disrupt and dismantle the most significant drug traffickers, money launderers, gangs, and transnational criminal organizations. OCDETF identifies, disrupts and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach.     Last weekend, Croatian singer Marko Perković – whose stage name is ‘Thompson’ – held a concert in Zagreb before an audience of some 500 000 people. The artist is known for his ultra-nationalist rhetoric and his frequent references to the Ustasha regime, a Croatian fascist movement active during the Second World War and responsible for grave crimes against humanity.

    During the event, numerous highly concerning incidents were documented. These included the repeated use of the salute ‘Za dom spremni’ (‘For the homeland – ready!’) the official motto of the Ustasha regime, which is now banned under Croatian law because of its link to the extermination of hundreds of thousands of Serbs, Jews, Roma and political opponents in the Jasenovac concentration camp[1].

    Such demonstrations cannot be deemed to constitute artistic or cultural expression, but rather pose a genuine threat to the democratic cohesion and founding principles of the Union.

    Can the Commission therefore say:

    • 1.Whether it intends to propose, as part of the EU strategy to combat extremism and racism, more binding measures to limit the spread of symbols and slogans associated with totalitarian regimes?
    • 2.Whether it plans it plan to step up monitoring and coordinated-response measures, including through its relevant agencies, to combat the spread of neo-fascist ideologies in Member States?

  • MIL-OSI Europe: Answer to a written question – Ensuring comprehensive value chain emissions reporting through the prompt adoption of CountEmissions EU – P-002356/2025(ASW)

    1. Since December 2024, after both co-legislators had adopted and the European Parliament confirmed their positions on the file, the Commission has urged the trilogues to start. Denmark recently confirmed that it will take up the CountEmissionsEU file under its Presidency. A swift start of the trilogue negotiations is underway and the date for the opening trilogue meeting is already agreed.

    2. The Commission is ready to support and facilitate the discussions between the co- legislators to achieve a timely adoption of the CountEmissions EU regulation. If the adoption were to be significantly delayed, the objectives of the Commission proposal to harmonise the calculation of greenhouse gas (GHG) emissions of transport services to enable customers to choose more sustainable transport options while encouraging the uptake of GHG accounting by businesses, and thereby to contribute to the overall EU’s climate objectives, would be further pushed back. Lack of a unified EU framework would also mean continued use of divergent methods across operators, reducing comparability and interoperability and creating extra burdens to industry. Green transport solutions might not be rewarded properly in the market due to possible greenwashing and consumer mistrust in published information.

  • MIL-OSI Europe: Answer to a written question – Effect of the emissions trading system on the attractiveness of the outermost regions for air and sea transport – the case of Guadeloupe – E-001915/2025(ASW)

    The Commission is aware of the permanent constraints faced by the outermost regions, notably their heavy dependence on air and sea transport. This is why these regions benefit from specific conditions under the EU Emissions Trading System (ETS[1]).

    Nearly 100%[2] of all the emissions from flights to/from Guadeloupe are connected to France and therefore not priced under the ETS before 2031[3].

    Despite these flights not being subject to carbon pricing, the ETS provides a higher level of support when sustainable aviation fuels[4] are uplifted at airports in outermost regions, when 100% of the cost difference with traditional kerosene is covered.

    Similarly, until end of 2030, the ETS imposes no surrendering obligation for maritime transport emissions from voyages between a port in an outermost region and a port in the same Member State.

    The FuelEU Maritime Regulation[5] also covers only half of the voyages to/from outermost regions, and Member States can fully exempt voyages between two outermost regions until 2029.

    The Commission is carefully monitoring the implementation of the ETS and FuelEU in relation to maritime, taking due account of outermost regions.

    The first Commission report[6] does not find any evidence of major changes in the market being directly attributable to the introduction of the ETS — including for outermost regions. The Commission will continue its monitoring activities and propose, if necessary, measures to ensure the effective implementation of the ETS.

    In terms of support mechanisms, Member States are required to use all revenues generated by the ETS to tackle climate change, including in outermost regions. Several other EU instruments include favourable conditions for these regions to address their transport needs[7].

  • MIL-OSI Europe: Answer to a written question – EU climate target for 2040 – E-002269/2025(ASW)

    The Commission has adopted the proposal to amend the European Climate Law to include the net 90% 2040 climate target on 2 July 2025, following substantial engagement with Member States, European Parliament Groups, stakeholders, civil society and citizens, launched with the Commission’s recommendation on the target in February 2024.

    The proposal provides for a limited number of flexibilities and supports the creation of the right enabling environment to implement the target.

    The flexibilities include a possible limited contribution towards the 2040 target of high-quality international credits starting from 2036, the use of domestic permanent removals in the EU Emissions Trading System (EU ETS), and enhanced flexibility across sectors to help achieve targets in a cost-effective way.

    It provides for the Commission to ensure that these flexibilities are appropriately reflected in designing the post-2030 legislation needed to achieve the 2040 target, and the future architecture should be based on robust impact assessments.

    In February 2024, the Commission presented a recommended target for 2040, based on a detailed impact assessment[1]. The proposal is based on that impact assessment, which provided a detailed analysis of different levels of net greenhouse gas emissions in 2040 and the associated sectoral pathways bridging 2030 to climate neutrality by 2050.

    Following the setting of the target for 2040, and in line with the foreseen reviews and based on impact assessments, the Commission will prepare a policy architecture beyond 2030.

  • MIL-OSI USA: Carbajal, Cisneros Reintroduce Bill Allowing DACA Recipients to Join the Military

    U.S. Representatives Salud Carbajal (D-CA-24) and Gil Cisneros (D-CA-31) reintroduced the Fight for the American Dream Act, legislation that allows participants of the Deferred Action for Childhood Arrival (DACA) program to serve in the United States military and provides them a pathway toward U.S. citizenship after their service.

    “I’m a proud immigrant and a proud U.S. Marine. Serving in our armed forces was an honor, but DACA recipients don’t have that option,” said Rep. Carbajal. “That’s why I’m proud to partner with my colleague, Congressman Cisneros, on this commonsense bill to provide a clear, stable pathway toward citizenship for DACA recipients who want to serve the country they already call home.”

    “I championed this legislation as the Under Secretary of Defense and I will continue to be a champion for it as a member of Congress,” said Rep. Cisneros. “Our military is made up of people from all backgrounds, united by the desire to protect and serve our nation. DACA recipients, who call this country home, want to contribute and make our country better.  One of the best ways they can do that is by joining the United States Armed Forces.”

    Currently, DACA recipients are barred from joining the U.S. military. The Fight for the American Dream Act would reverse that restriction. Under this Act, Dreamers who are honorably discharged after their service would be given a pathway to grant them U.S. citizenship.

    A new bus service covering the Crown/Kingsmills area of Inverness as well as Wester Inshes is set to be launched on Monday 4 August.

    The new 100 bus service will be delivered by The Highland Council’s In-house bus team.

    Chair of the Council’s Economy and Infrastructure Committee said: “Following recent route changes by Stagecoach, our in-house team have stepped in to create this new service so residents and visitors can still enjoy regular and reliable public transport in and around Inverness.”

    The 100 service will operate Monday to Friday, providing an off-peak connection between the city centre, Crown. Kingsmills, Raigmore Hospital, Inshes Retail Park, the Stevenson Road area, the UHI Campus and Inverness Retail & Business Park, with three journeys each way per day.

    Cllr Gowans added: “I’d like to thank our team for their work to set up this service so quickly in response to the needs of communities. Having the ability to be flexible and to react to customer demands is one of main benefits of investing in council bus services.”

    The timetable for the 100 service will be made available on the Council’s website.

  • MIL-OSI Economics: Home Price Growth Moderates in Second Quarter

    WASHINGTON, DC – Single-family home prices increased 4.1 percent from Q2 2024 to Q2 2025, down from the previous quarter’s year-over-year growth pace of 5.0 percent, according to the latest reading of the Fannie Mae (FNMA/OTCQB) Home Price Index (FNM-HPI) . The FNM-HPI is a national, repeat-transaction home price index measuring the average, quarterly price change for all single-family properties in the United States, excluding condos. This continues the general moderation in home price growth observed since the start of 2024. On a quarterly basis, home prices rose 0.3 percent and 2.0 percent in Q2 2025 on a seasonally adjusted and non-seasonally adjusted basis, respectively.

    The FNM-HPI is produced by aggregating county-level data to create both seasonally adjusted and non-seasonally adjusted national indices that are representative of the whole country and designed to serve as indicators of general single-family home price trends. The FNM-HPI is publicly available at the national level as a quarterly series with a start date of Q1 1975 and extending to the most recent quarter, Q2 2025. Fannie Mae publishes the FNM-HPI approximately mid-month during the first month of each new quarter.

    Special interests seemingly seeking favors from Donald Trump have funneled hundreds of millions of dollars into Trump’s presidential library 

    Recent Paramount settlement, $400M Qatari jet gift raise questions about potential influence-peddling

    Washington, D.C. — Today, U.S. Senators Elizabeth Warren (D-Mass.) and Richard Blumenthal (D-Conn.), Ranking Member of the Permanent Subcommittee on Investigations, along with Representatives Jared Moskowitz (D-Fla.), Jamie Raskin (D-Md.), and Melanie Stansbury (D-N.M.) unveiled the Presidential Library Anti-Corruption Act to close loopholes that allow presidential libraries to be used as tools for corruption and bribery.

    Giant corporations, at least one foreign government, and other entities have promised donations collectively worth hundreds of millions of dollars to President Donald Trump’s future library while he has the power to impact those same entities’ futures, from mega-merger approvals, to the preservation of the U.S. military base in Qatar, to Big Tech regulation, and more. The contributions, many in the form of settlements to Trump-filed lawsuits, raise serious ethics concerns about potential bribery and influence-peddling.

    “Companies like Paramount and Meta and foreign governments like Qatar may be paying off Donald Trump in plain sight — and right now, there are no rules to stop them,” said Senator Warren. “I’m leading the fight to rein in this avenue for corruption. Government should work for the American people, not just whichever giant company or foreign government can dump the most money into the president’s future library.”

    “President Trump’s acceptance of an extravagant plane from the Qatari government for eventual use in his Presidential Library is corruption plain and simple. Without any restrictions on donations to Presidential Libraries, other foreign governments can potentially extract policy favors from the White House in exchange for gifts and benefits. Our bill closes these loopholes for good so that Presidential Libraries cannot be used as backdoor tools for influence and corruption,” said Senator Blumenthal.

    “Presidential libraries are an incredible resource for American families to learn about our history and the people who shaped it—but it’s also important we know who’s funding that history. Right now, these libraries are a black box, allowing for anonymous donors and even foreign governments to give unlimited amounts of money,” said Representative Moskowitz. “This bill reforms the process so presidents of all parties are subject to commonsense ethics rules. I led this effort last Congress and am doing it again now because the American people deserve the transparency created under this bill, and all presidents should be subject to it.” 

    “I’m proud to co-lead this legislation, which would impose commonsense safeguards on fundraising for presidential libraries,” said Representative Raskin. “Our bill would ensure that presidential libraries are tools for teaching and preserving presidential history, and not just another corrupt self-enrichment scheme for the president. Our bill would ban the use of library donations for personal expenses, ensure quarterly disclosures of contributions made while the president is still in office, and prevent presidential library donations from being used as a backdoor tool by powerful corporations, lobbyists and foreign governments to influence the president and foreign and domestic policy.”

    Unlike presidential campaigns or inaugural committees, Presidential Libraries are subject to almost no restrictions on donations. Presidents can raise funds for their libraries, even while still in office, and accept donations from anyone — including foreign nationals, lobbyists, people seeking presidential pardons, and corporations with matters before federal agencies. These donations can be unlimited and donor names do not have to be disclosed. 

    Just weeks ago, Paramount settled President Trump’s seemingly meritless lawsuit for $16 million — with the money funneling straight into Trump’s future library. Paramount is currently vying for the Trump administration’s approval of its proposed mega-merger with Skydance. In May 2025, President Trump announced that he would accept a free luxury jet — worth about $400 million — from the government of Qatar, and that the jet would be donated to his Presidential Library after he leaves office. 

    Senator Warren this week published a new analysis revealing that companies seeking favorable outcomes from the Trump administration have pledged to funnel at least $63 million into Trump’s future presidential library. Other gifts and in-kind donations — including the luxury Qatari jet, expensive candlelight dinners at Mar-a-Lago, leftover inauguration donations, revenue from sales of Trump-themed merchandise, and more — bring the total value of gifts flowing into Trump’s library to roughly half a billion dollars. 

    The Presidential Library Anti-Corruption Act would:

    • Ban fundraising while the President is in office, with a carveout for nonprofits: Require that Presidential Libraries wait until the President leaves office before fundraising or accepting donations, except from 501(c)(3) organizations (mirroring the standard adopted by the Obama Foundation).
    • Establish a contribution cap: For 501(c)(3) organizations that can donate while a president is still in office, limit donations to $10,000 total.
    • Impose a cooling-off period for donations from foreign nationals, lobbyists, contractors, individuals seeking pardons: For an additional 2 years after the President leaves office, prohibit donations from foreign nationals or foreign governments, registered lobbyists, federal contractors, and individuals seeking presidential pardons.
    • Ban conversion of donations to personal use: Bar the use of Library donations for personal expenses or unrelated financial obligations.
    • Mandate quarterly disclosures: During the President’s time in office and for 5 years after, require all donations of $200 or more to be disclosed to the National Archives each calendar quarter. Publish donor information (including name, employer, and date and amount of the donation) online in a searchable, downloadable format.
    • Prohibit straw donations: Make it illegal to donate in someone else’s name, or to knowingly allow your name to be used for a straw donation.

    [LAUGHABLE CLAIMS OF “FISCAL RESPONSIBILITY”]

    “Two weeks ago, Republicans were jamming through the most expensive bill in the history of the country. And now, they say they are worried about the debt.

    “Two weeks ago, Republicans said four trillion bucks in tax cuts for the richest people in the world was nothing—literally. And now, they are saying a truly tiny fraction of that for rural radio is just too much.

    “So, I have to ask: Is this a joke? Are they really that bad at math?

    “First, Republicans were saying trillions in tax cuts were free. Get real.

    “And now, they are pretending to be fiscal hawks by shutting down local news, and letting epidemics go unchecked around the world.

    “Well, here’s another math lesson for my colleagues, Republicans could cut every dollar ever spent on the Corporation for Public Broadcasting since it was created—down to the last dime—and it still would not cover the cost of the bill Republicans just jammed through.

    “Republicans could actually cut every dollar we have spent on foreign aid since World War II—and that would still fall short compared to the cost of the Republican tax cuts.

    “Republicans could even cut the amount in this first rescissions bill—every single day for a year—and it still would not equal their tax cuts to help their rich donors.

    “So, make no mistake, if Republicans choose to do Trump’s bidding, if they push through this package to rip away funding for emergency alerts and global health programs, it is not because they take the debt seriously.

    “And that will be just as true for the next package, because let’s be clear, if Republicans go along with this package, despite the fact they clearly have issues with it, and despite the fact Russ Vought has refused to answer the most basic questions—even from the Republican Chair of the Appropriations Committee—about which programs he is going to cut.

    “If all of that is not enough to give Republicans just some pause, and they let Russ Vought steamroll them through this package, don’t be surprised when he sends more cuts down the pike.

    “It could be medical research, and after school programs, maybe heating assistance, workplace safety, road maintenance. Everything is going to be on the chopping block. And all of our time here in the Senate is going to be spent on those requests.

    [SPENDING PRIORITIES]

    “And here’s the kicker—no matter how many rescissions Russ Vought sends, no matter how many rescissions Republicans roll over and let pass, they will never offset the trillions in tax cuts they just passed without blinking an eye.

    “Because you could rescind the entire FY25 spending bill—twice over—and it still would not cover the four trillion in tax cuts Republicans just showered on the richest people in this country.

    “So, however this vote goes, expect to hear more from me on this every time Republicans try to pretend we don’t have money for child care, or medical research, or other programs that our families rely on.

    “Now, M. President. I’ve said a lot about how patently absurd it is for Republicans to pretend they are passing these cuts because they care about the debt. But I do not want to lose sight of the larger issues. It’s not just that Republicans’ play acting about the debt is absurd, the bigger problem here is that these cuts would be devastating for our communities and for American interests around the globe.

    [SHUTTING DOWN LOCAL STATIONS]

    “When it comes to local news, these cuts could force local stations that people know and trust—know and trust—off the air. This isn’t just about a program or two taking a haircut. Trump wants to slash every penny of federal funding that supports over 1,500 local TV and radio stations.

    “Those stations, and those funds, reach 98% of all Americans. And they are especially crucial for serving our rural areas and Tribal communities. Dozens of these stations rely on these investments for half of their funding, some rely on it for as much as 99 percent!

    “If these cuts go through, these stations go dark. Weather forecasters communities have turned to for years, news anchors that are trusted voices, local reporters who track down answers their communities need and hold their officials to account, will be sent packing. And those stations will go silent.

    “Do we want our farmers to have good local coverage of weather, and market conditions? Do we want our tribal communities to know what is going on at the state capitol? Do we want families to have updates about the local school board, or community events?

    “Because this package of cuts throws all of that in jeopardy.

    “To say nothing of emergency alerts. These stations can be a lifeline when disaster strikes. They are a trusted source of information, and sometimes the only source people have access to.

    “When the devastating wildfires hit southern California earlier this year, public radio broadcasts let millions of people know how to stay safe. When Hurricane Helene battered North Carolina, a local public radio station was the only source of information for many people.

    “And, in fact, many stations use their towers to actually deliver emergency alerts to people’s cell phones when cell towers go down. This funding supports stations who play an integral role in many states’ emergency planning.

    “Do you think our communities should have less warning in an emergency? Do you want to leave folks back home with less information when they are in harm’s way?

    Well, I guess you vote for this bill if that’s how you feel. Want you to know, I’m a hard no.

    [SIDE DEAL TO ROB PETER TO PAY PAUL]

    “And let’s not pretend a secret deal from Trump and Vought, to reallocate $10 million dollars, is somehow a serious fix to this. It is a tiny drop in the bucket compared to the massive cuts being pushed through here. In fact, it’s less than 1% of the overall funding that this package would rip away for public broadcasting and those alerts.

    [KIDS PROGRAMMING]

    “And don’t forget, these cuts are going to impact some of our kids’ and parents’ favorite educational shows. Sesame Street, Mister Rogers’ Neighborhood, Daniel Tiger, PBS Kids has a long track record of creating shows that are beloved.  

    “Not just because they keep kids entertained, but because they are thoughtfully crafted to help them learn and grow, to stoke their curiosity, to teach them caring and empathy. Any parent will tell you that is a worthwhile investment.

    “And any parent will also warn you, if you take away shows like this that gets kids engaged and gets them thinking, take that away, then there is an avalanche of brain-rot television that’s waiting to fill that void. Content that is crafted, not to get kids thinking, but to keep them watching at all costs.

    “We have to save Sesame Street. We have to tell Trump and Vought, Big Bird is not on the chopping block in this country. And we have to send this rescissions package to Oscar’s place—AKA the trash can.

    [AMERICAN INTERESTS ABROAD]

    “And M. President, I want to talk as well about the devastating cuts this package proposes to foreign assistance. I thought America’s leadership was important to Republicans?

    “But apparently, they want to penny pinch when it comes to keeping our commitments across the world, apparently, they want to save money by letting families starve, and kids die of preventable diseases. Because that is what this package will do.

    “And this isn’t some thought exercise—we have already seen how the first round of reckless DOGE cuts are working out.

    “There’s already a growing death toll and a huge leadership void that our competitors are racing to fill, people who needed health care—but Elon Musk shut down the only clinic for miles, kids contracting diseases like HIV and Malaria—because Trump totally upended our global health response, and let’s not forget, they’re going to destroy contraceptives we’ve already purchased rather than distribute them.

    “And people are starving to death while food supplies from American companies are sitting rotting in ports. That’s another part of why America’s farmers are coming out in opposition to this bill by the way.

    “This week, 500 tons of high energy biscuits expired. Food that we already paid for. Food that was meant to save lives. And because Trump and Elon Musk blasted USAID to smithereens and couldn’t be bothered to fix the mess that they caused, this food is now going to be incinerated—even as people we promised to help watch their kids starve.

    “That is outrageous, and it is infuriating.

    “Is that what Republicans think of as world leadership? Is it leadership to Republicans when Trump fires thousands of State Department workers who keep our nation safe, and make our voice heard in the world?

    “Is it leadership to Republicans when we pull investments out of international organizations, and create a void that our adversaries like China will be all too happy to fill?

    “We already know the DOGE cuts were devastating. We know that! What I don’t know is why on earth Republicans are getting ready today to double down and codify them by passing this bill. And no—‘because Trump said so’—is not a good answer.

    “Especially when it’s clear Russ Vought is the one steering this particular ship. I’m not even sure Trump knows what a rescission is! But I’m sure Republicans know better than to think these cuts will make our nation strong.

    “I know that because we passed these investments in a bipartisan way. And because I have heard them speak out about how much they hate these cuts. You can go back and watch our hearing on this, many of our colleagues across the aisle during that hearing voiced deep concern with these cuts, that they now intend to pass today.  

    “Because we all know these investments benefit American businesses who help feed the world.

    “They help stop outbreak, they stop diseases abroad before they spread and threaten us here at home. They help promote stability and avoid chaos and conflict that can put our interests—and our servicemembers—in harm’s way.

    “They help us advance America’s interests and keep our country safe and prosperous.

    “That’s the smart thing to do. It’s the smart thing to do. And of course, it is also the right thing to do.

    “So, it’s worth saying, cutting these investments is just down right wrong.

    “We should not be voting to let children starve or die from preventable diseases. We should not be voting to go back on our word to the world.

    Saving a couple pennies is not worth losing our credibility or causing millions of needless deaths across the globe.

    “It is not even close.

    “And M. President. I want to impress upon one final point. And that’s this, it did not have to be this way, and it still does not have to be this way.

    “In fact, if Republicans come to their senses, and vote this thing down, we still can go a different route. We can do what we have always done and consider bipartisan rescissions as part of our annual appropriations process. That offer has always been on the table. And it still is.
    “I’ve heard Republicans say they don’t like this package, in fact they are trying to dial it back the tiniest bit. I’ve also heard that they don’t want to spend the next several months processing these requests out here on the floor, instead of focusing on our annual funding bills—or any number of other pressing priorities.

    “So: don’t vote for it!

    “Work with us to write bills that make targeted rescissions on a bipartisan basis. You don’t work for Donald Trump. You don’t work for Russ Vought. You actually work for your constituents. You can put them first. And you can vote this package down.

    “That has some real benefits compared to going down the path of this unprecedented—unprecedented— partisan rescissions.

    “I am serious—I want my Republican colleagues to think about that. And I mean really think about it.

    “For one thing, if we do things the normal, bipartisan way, you get to assert your say as a Senator about what is getting targeted, it’s not just ‘this is what Russ Vought says—take it or leave it.’ You can actually be a part of the discussion and speak out for what is important to you.

    “For another thing: If we go the bipartisan route, you don’t have to get jammed by this deadline. 

    “Instead of rushing through cuts this week without fully getting to consider and debate them, instead of being told ‘No, you can’t change this, we don’t have time.’ We can all sit down, make thoughtful decisions, and maybe even worthwhile changes as we go.

    “And here’s an important point, if we do rescissions together through our appropriations bills, instead of just letting Trump and Russ Vought jam through whatever they want, my colleagues would actually know what in the world they are voting for.

    [NO INFORMATION ON WHAT WILL BE CUT]

    “Because let’s get one thing straight, Republicans don’t actually know what programs are going to get cut if they pass this package.

    “We don’t know! It’s one of the great outrages of this package. Russ Vought is just outright refusing to tell us what programs he is going to cut if this package passes.

    “At our hearing with him, he refused to go into detail. He stonewalled us. We asked and we asked. The Chair, the Republican Chair, even asked him about this.

    “But OMB would not tell us! The question is: What will you cut? The answer has been: Pass it, we’ll see.

    “That is why the Republicans decided to protect just a handful of programs without actually reducing the funding associated with them, because they do not know the impact.

    “So, they preserve funding for Jordan, Egypt, and a few university partnerships. What about our allies in the Indo-Pacific? What about the implementers of these programs in our states?

    “None of us should accept not having those answers. And I’m sure my colleagues were told their priorities won’t be impacted, but Director Vought cannot keep that promise given the scale of these cuts. The math simply does not add up!

    “Even if you believe we should make cuts, you should be joining us to demand we actually know what is being cut. And, if we do this the right way, the bipartisan way, we would know. Because we would be writing the bill.

    “Now, doesn’t that sound a lot better, than just passing this pandora’s box, and finding out later what got cut?

    “Finally, I have said this before, several times, but I want to warn my colleagues once again, if you keep going down this path you are going to further undermine our bipartisan process. 

    “We have never, never before seen bipartisan investments, slashed through a partisan rescissions package. Do not start now. Not when we are working, at this very moment, in a bipartisan way to pass our spending bills.

    “As I said earlier, bipartisanship doesn’t end with any one line being crossed, it erodes, it breaks down bit by bit, until one day there is nothing left.

    Sure, a few members may be willing to stick it out and work as hard as they can to get a result.

    “But this Senate doesn’t work off a few members—it works off consensus building. And the more bridges you burn, the fewer paths you leave to get things done.

    “So, M. President, why go down this partisan path? Why vote to spend the next many weeks considering more of these packages? And why do it for a set of cuts that are so damaging? A set of cuts, many of you have serious concerns with?

    “We are at the table right now, the Appropriations Committee, writing bipartisan spending bills. And we can and absolutely discuss bipartisan rescissions.

    “Why don’t you join us and make that work easier, instead of making that work harder by passing this bill and setting a very painful new precedent.

    “I urge my colleagues to join me in voting NO.”

    overnor Kathy Hochul today announced that New York State led the nation in the use of State and Federal Historic Rehabilitation Tax Credits to improve landmark buildings across the state in 2024. Recent data from the National Park Service reports that 154 individual building rehabilitation projects in the state were completed, are currently under construction, or in the planning phase in 2024, totaling $2.8 billion of economic activity. The number of New York State rehabilitation projects was more than double and the total economic activity was more than three times that of the next leading states (Ohio and Texas respectively). Vg.

    “The State’s landmark buildings continue to find new life through the support of Federal and State incentives for historic properties,” Governor Hochul said. “New York State’s rehabilitation tax credit programs are attracting strong private investment to these properties, spurring much-needed quality, affordable housing and bringing new life to our communities.”

    A significant growth in the Federal and State rehabilitation programs has been the adaptive reuse of historic properties that create new affordable housing units, or in many cases, rehabilitate existing units. Since 2022, there have been 106 affordable housing projects that have used the historic tax credit programs, creating 1,757 new units and revitalizing 2,412 existing units. All told, New York since federal fiscal year 2019 has made strong use of the program, with 491 property owners completing projects and a total of $5.06 billion investment in the state — ahead of other states by wide margins.

    New York State Office of Parks, Recreation and Historic Preservation Commissioner Randy Simons said, “The historic rehabilitation tax credit has a strong record of helping to revitalize notable buildings, foster job growth, create more housing, and renew a sense of pride among New Yorkers for our state’s heritage.     In further support of the State’s affordable housing creation and preservation goals, the Governor’s Enacted Budget expands the use of historic tax credits for affordable housing efforts. Use of the New York State rehabilitation tax credit was previously restricted to properties in census tracts at or below the state family median income; however, the restriction has been lifted if the rehabilitation is for the purpose of creating affordable housing. Additionally, technical amendments to the law have been made to increase the opportunity for investors to participate in the program.

    Owners of income-producing real properties listed on or eligible for the National Register of Historic Places may be eligible for a 20 percent federal income tax credit and a 20 to 30 percent state credit for the substantial rehabilitation of historic properties. The final credit amount is based on the cost of the rehabilitation. Property owners must be approved for the federal credit in order to be eligible for the state’s credit. The state’s credit is capped at $5 million per building rehabilitation, which is generally restricted to eligible census tracts for commercial uses but now is available statewide for the purposes of creating affordable housing.

  • MIL-OSI Analysis: The government wants local authorities to embrace AI – here’s one way it could work in practice

    Few issues ignite communities more fiercely than what to do with land. The prospect of releasing small portions of green belt land for housing developments, a windfarm proposal or plans for a new road can transform mild-mannered citizens into passionate advocates overnight.

    This visceral connection between people and place perfectly illustrates the famous observation that “all politics is local”. In England, the principle that every citizen should be given the opportunity to “have their say” on planning matters is enshrined in law. Before any planning document is adopted, local authorities must give the public the chance to provide feedback.

    The logic for this is based on a common-sense morality: before binding decisions are made about how an area might change, the local people who have to live with those decisions should be given the opportunity to endorse or reject that plan.

    In practice this is a hugely cumbersome process. Local authorities have to make sense of thousands of comments. This prompted my colleagues and I at the University of Liverpool to begin thinking about how AI could be used to make this process more efficient.

    Once a local authority publishes the relevant local planning document, every citizen, company, public, private or third sector organisation has the right to submit a written response. These may address the entire document or focus on a specific issue.

    In all cases, the local authority is obliged to collate, comprehend and concisely summarise all public submissions. They will then decide whether the document requires amendments or if further evidence is needed to justify the proposals.

    This creates an overwhelming burden for planning departments up and down the country. In high-development areas, submissions often number in the tens of thousands. And individual submissions range from a few sentences to over 100 pages.

    Planners must read, absorb and synthesise all this information into a final report which will be used to make a decision. This report must fairly represent the aggregate views across all submissions.

    Beyond the sheer volume of responses, human cognitive limitations and biases further complicate the process. Some submissions may be given greater emphasis than others. Recently read submissions are likely to have a greater influence on the reader than those reviewed earlier.

    A digital solution

    These challenges prompted us to explore alternatives. We partnered with Greater Cambridge Shared Planning – the planning authority for Cambridge City and South Cambridgeshire District Councils – to develop an AI-powered solution. Our tool, Plan AI, would read and summarise public submissions to the planning process.

    In 2025, my colleagues and I conducted a real-world experiment. Three live public consultation exercises were processed in parallel – once by planners and once by Plan AI.

    It took a planning officer just over 60 hours in total to download and process 320 submissions. Eighteen hours of this time was used to summarise each submission – a task that took Plan AI only 16 minutes. In that time, the AI tool was also able to create comprehensive reports identifying key themes, referenced sources and geographic analysis of the submissions.

    A subsequent qualitative assessment found there to be no discernible difference in the quality of the summaries produced by the human planning officer and those by Plan AI. In fact, the general overview document produced by Plan AI is a significant addition to what would normally be produced. It included a geographic analysis of the origins of submissions – crucial information for planners to understand which communities and demographic groups were participating in the consultation.

    The future of planning

    The UK government has set out a vision for local authorities to embrace AI for reducing administrative burden and improving the efficiency of government. For example, it recently rolled out an AI tool, developed with Google DeepMind, to digitise planning records.

    The implications of experiments like these are far reaching. Planners can focus on their core expertise – assessing applications and supporting government priorities for housing, new towns and infrastructure renewal – rather than spending countless hours processing public comments.

    AI can process vast amounts of text more consistently and comprehensively than humans. It can also identify connections between submissions that might otherwise be missed.

    With the administrative burden drastically reduced, local authorities could potentially consult citizens more frequently across a wider range of planning issues, making planning even more democratic. Planners freed from paperwork could also dedicate more time to meaningful public engagement.

    Of course, one danger with AI is that it could be used on the other side of the consultation, to generate a large volume of submissions in an attempt to over-amplify a particular point of view. However, AI tools could be used to defend against this.

    PlanAI or similar programmes can generate an immediate summary of a comment submission, an ideal opportunity to insert a verification check that the submitter is indeed human. Putting the human back in the loop in this way reduces the potential for AI to be used to skew consultations.

    By building the right tools and systems, we can create planning processes that are both more efficient and more responsive to citizen input – a win for democracy and effective governance alike.

    Today, the Honourable Darren Fisher, Member of Parliament for Dartmouth—Cole Harbour, on behalf of the Honourable Gary Anandasangaree, Minister of Public Safety, along with senior officials from the Canada Border Services Agency (CBSA), the Halifax Port Authority and the Africville community, celebrated the opening of the new Marine Container Examination Facility (MCEF) in Halifax, Nova Scotia.  

    This new examination facility, constructed by the Halifax Port Authority with funding from Transport Canada’s National Trade Corridors Fund and funding from the CBSA, represents an investment into Canada’s future, and a commitment to the safety and security of Canadians. In addition to allowing for improved flow of supply chains and secure trade, it enables Canadian businesses to compete and grow in international markets, improves efficiency and safety for CBSA employees and operations, and contributes to continued growth for port operations in Halifax.

    Halifax’s new Marine Container Examination Facility is home to the CBSA’s Container Examination Team and Waterfront Cargo Inspection Unit, and is located on the shores of the Bedford Basin, adjacent to the PSA Halifax Fairview Cove Terminal near the former Africville community. The 2,700 square-metre Envision-Verified Certified building replaces the former MCEF warehouse located in the Burnside Industrial Park, which required shipping containers to be transported across the MacKay Bridge for examination.

    The work taking place at the new MCEF is critical to protecting Canadian communities and trade partner communities from the impacts of transnational organized crime, while facilitating the smooth flow of Canada’s critical supply chains via the Port of Halifax, one of Canada’s most vital marine gateways.

    High-risk shipping containers are referred for examination at the MCEF by the CBSA’s National Targeting Centre, as well as the CBSA’s Waterfront Cargo Inspection Unit in Halifax. CBSA officers based at the facility then conduct comprehensive examinations of the containers and cargo to look for drugs, weapons, stolen vehicles and other dangerous contraband being imported to or exported from Canada. Officers also ensure compliance with Canada’s food, plant, and animal regulations.

    Large quantities of illicit drugs and stolen vehicles are regularly intercepted by CBSA officers at the Marine Container Examination Facility. From March 1, 2024 to July 1, 2025, CBSA officers at the Marine Container Examination Facility intercepted 189 stolen vehicles, 1957kg of cannabis leaving Canada, and $208M worth of narcotics.

    The facility’s name, Africville Seasides, honours the history, vibrancy and resiliency of the people of Africville. Africville community members selected the building’s name in honour of their hockey team, the Africville Seasides, which played in the first and only all-Black men’s ice hockey league in Canada and won two championships in the early 1900s.

    Rural and Remote Health Minister Lori Carr is continuing her Saskatchewan summer tour through the eastern part of the province. Minister Carr will meet with local leadership and health care staff while visiting health facilities in Nokomis, Wynyard and Foam Lake.

    “It has been a wonderful opportunity to travel throughout the province over the past months and meet with dedicated health professionals in each community,” Minister Carr said. “Our government remains committed to ensuring high quality healthcare for residents close to home, and safe, modern facilities to attract the best healthcare professionals to this province.”

    As part of its capital funding plan, Government provided $760,000 in 2024-25 for roof repairs at Foam Lake Jubilee Home which will take place in 2025-26 and has budgeted an additional $150,000 this year to replace the facility’s air conditioning system. 

    Additionally, over the past three years, the Nokomis Health Centre received upgrades including a new kitchen HVAC exhaust system, new shingles and a nurse call system for a total cost of $281,000.

    WASHINGTON, D.C. — Today, Ranking Member of the House Armed Services Committee’s Tactical Air and Land Forces Subcommittee and Member of the Seapower and Projection Forces Subcommittee, Congressman Donald Norcross (D-NJ), advanced the Fiscal Year 2026 National Defense Authorization Act (NDAA) out of committee and secured priorities that invest in South Jersey and increase national defense innovation. This is the 65th year that the NDAA, the largest authorization bill in Congress with a budget of $882.6 billion, passed out of committee, continuing the tradition of bipartisan cooperation on this bill.   

    “The National Defense Authorization Act (NDAA) that was passed out of committee is a commitment to our nation’s security and a steadfast investment in the courageous men and women in our armed forces. It ensures that we have what every commander wants for their troops: that they are manned, trained, and equipped with the best to carry out our nation’s mission and return home safely. It provides a $3.8% pay raise to all servicemembers and it cuts down on red tape to make certain that our men and women in uniform have the resources they need to keep our country safe,” said Congressman Donald Norcross. “This bipartisan legislation strengthens our industrial base, reinforces Buy American principles, supports our allies, and includes the Streamlining Procurement for Effective Execution and Delivery (SPEED) Act to streamline procurement and decision-making.     The FY26 NDAA improves military readiness and strengthens American industry by cutting red tape, fixing outdated systems, and supporting defense innovation. The FY26 NDAA also includes a 3.8% pay raise for all servicemembers and a 60 percent increase in the Family Separation Allowance which increases the monthly allowance to military families separated due to mission requirements.  

    Rep. Norcross authored an amendment that was adopted in a bipartisan vote to protect Department of Defense employees by restoring their collective bargaining rights after President Trump illegally issued an executive order that stripped these rights away.  

    Fiscal Year 2026 NDAA Priorities Secured by Rep. Norcross: 

    • Over $618 million for CH-47 helicopters, which will be manufactured by South Jersey workers. 
    • Over $2.5 billion for the KC-46 refueler aircraft, which flies out of Joint Base McGuire-Dix Lakehurst.  
    • $5 million to Rowan University for research, development, and engineering to enable rapid entry and sustainment in the Arctic and other cold regions being conducted. 
    • Protected Buy American principles, American jobs, and manufacturing by making sure defense programs continue using U.S.-made parts and materials, keeping our industrial base strong 
    • Required a detailed Pentagon briefing on how it will spend reconciliation funds to strengthen and modernize the munitions industrial base, holding the Pentagon accountable for how it will use the funds. 
    • Required a DoD study on the state of the skilled trade workforce essential to Navy shipbuilding to strengthen the training and workforce pipeline and increase our shipbuilding capacity. 
    • Protected the E-7 Wedgetail program from cancellation, ensuring $800 million in continued investment in this critical airborne warning and control capability. 
    • $9.9 million investment to enhance Army command and control for unmanned systems and their defense which will be developed by South Jersey workers.  
    • $10 million for research and development of man-portable doppler radars for Army Network Command, Control, Communication, and Intelligence (C3I) Technology. 
    • $50 million to support U.S.-Israel anti-tunneling cooperation.

    A major milestone has been reached in the mission to provide affordable, high quality and sustainable homes across York and North Yorkshire with the launch of a new Affordable Homes Standard.

    Spearheaded by the York and North Yorkshire Housing Partnership, the Standard represents a shared commitment to ensuring that all affordable homes across the region meet a consistent, high-quality benchmark and reflect the needs of local communities, now and for generations to come.

    At its core, the Standard provides a clear framework for what good affordable housing should look like. It sets out agreed specifications covering space standards, energy efficiency, design quality, types of housing, and how homes can be adapted to people’s needs over time.

    The Standard is designed to support housing needs at all stages of life and will make affordable homes indistinguishable from those sold on the open market.

    Environmental sustainability is a central part of this. The Standard sets out how new homes should be built with high levels of insulation, low carbon heating such as heat pumps, and features to protect and enhance the natural environment, ensuring space for nature to thrive alongside people.

    Most significantly, the 23 members which make up the York and North Yorkshire Housing Partnership have all committed to only building or acquiring homes that meet the new Standard.

    The Standard has received the full support of York and North Yorkshire Mayor David Skaith, reflecting his vision for creating healthy, thriving communities across the region. It is also supported by City of York Council and North Yorkshire Council which are partnership members.

    David Skaith, Mayor of York and North Yorkshire, said:

    We need to deliver the right homes in the right places, ensuring our next generation can stay and thrive in York and North Yorkshire. That ambition takes a big step forward with the launch of the Affordable Homes Standard.

    DAMASCUS, July 16 (Xinhua) — Israel launched intense air strikes on the presidential palace area in the Syrian capital Damascus on Wednesday, partially destroying the Syrian army’s headquarters, local media and eyewitnesses reported.

    As noted, the strikes were directed against the interim authorities of Syria due to clashes between the government army and the Druze community in the province of As-Suwayda in the south of the country.

    Israel carried out at least five airstrikes on Wednesday afternoon, mostly targeting the Syrian army’s General Command, destroying part of the building, according to local media and the Britain-based Syrian Observatory for Human Rights.

    Local television footage showed smoke rising from the headquarters in Umayyad Square in central Damascus.

    Another strike hit the area of the Syrian presidential palace, Qasr al-Shaab, sending plumes of white smoke rising over the mountain on which the palace is located.

    There have been no reports of casualties or official comments yet.

    Following the previous strike on the headquarters early Wednesday morning, Syrian state television channel Al-Ikhbariya reported that two civilians were wounded as a result of “Israeli aggression.”

    LAGRANGE, Ga., July 16, 2025 (GLOBE NEWSWIRE) — Agricultural Scientific, LLC announces that construction is now underway on the Agriculture Technology Campus (ATC), an innovative agricultural project in South Carolina set to transform food production in the Eastern U.S.

    Located at the 1,000-acre Agriculture Technology Campus, the high-tech hub will feature a hydroponic greenhouse and processing facility in Early Branch, SC. It will produce locally grown, organic tomatoes with 90% greater water efficiency than traditional farming, reducing dependence on imports from Mexico, California, and Canada.

    Initially announced in September 2020 during the COVID pandemic, the highly anticipated project that garnered international interest, has been galvanized through a strategic partnership between Phoenix Lender Services, a subsidiary of Community Bankshares, Inc. and Optus Bank of South Carolina.

    Backed by a complex capital stack of USDA Business & Industry and Food Supply Chain loans, the project will enable 400+ acres of hydroponic greenhouses to produce year-round vegetables, cutting water use and eliminating pesticides. Upon completion, this innovative project will bring $350 million in private capital investment and over 1000 direct jobs to rural Hampton County and the surrounding region.

    Currently, 90% of vegetables consumed in the Eastern U.S. are transported from other countries and regions, leading to supply chain vulnerabilities and excessive carbon emissions. This project will drastically shorten food miles, ensuring fresher produce while slashing CO₂ emissions by approximately 600 metric tons per 100 truckloads.
