    Washington, D.C. — Today, Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee; Congresswoman Rosa DeLauro (D-CT-03), Ranking Member of the House Appropriations Committee and Ranking Member of the Labor, Health and Human Services, Education, and Related Agencies Subcommittee; Congressman Robert C. “Bobby” Scott (D-VA-03), Ranking Member of the House Committee on Education and the Workforce; and Senator Tammy Baldwin (D-WI), Ranking Member of the Senate Appropriations Subcommittee on Labor, Health and Human Services, Education, and Related Agencies, sent a letter to Department of Education (ED) Secretary Linda McMahon calling out the Department’s illegal efforts to attempt to transfer responsibility over career and technical education (CTE) programs to the Department of Labor (DOL).

    “We write to express our deep opposition to attempts, including the Interagency Agreement (IAA) dated May 21st, to move the administration of any aspect of career and technical education (CTE) programs authorized under the Carl D. Perkins Career and Technical Education Act of 2006 or the adult education programs authorized under the Adult Education and Family Literacy Act in Title II of the Workforce Innovation and Opportunity Act from the Department of Education to the Department of Labor,” write the lawmakers, noting that: “Perkins CTE and adult education are education programs whose purpose is to expand educational opportunities to youth and adults. Any attempt to move these programs to Labor would fundamentally alter the purposes of those programs and risk turning them into short-term job training programs, no different than those that are funded under WIOA. Most importantly, it would upend decades of work that took place at the state and local level to embed CTE programs into secondary and postsecondary offerings and improve the quality of CTE and adult education.”

    The lawmakers noted that in addition to being illegal, ED’s attempt to transfer administration of grant funding for CTE programs to DOL while maintaining some policy functions at ED would actually create more inefficiency and trouble for everyone who depends on the programs: “This likely would mean states, institutions of higher education, and school districts would have to work with two federal agencies in the administration of these programs, leading to delays in agency decision-making and grant administration. This will likely lead to increased inefficiency in the administration of these important programs.”

    “We have a simple demand: to follow our nation’s education and appropriations laws as Congress wrote them. Congress authorized the Department of Education to carry out Perkins career and technical education programs and adult education programs, and Congress annually appropriates funding to the Department of Education to carry out these programs,” state the lawmakers. “Should the Trump Administration have ideas for changing which agency should administer the federal career and technical education program, then the administration needs to propose its ideas to Congress for full and fair consideration through the normal legislative process. In the meantime, we urge you to cease plans to implement this IAA immediately and implement CTE and adult education programs as specified in authorizing and annual appropriations laws.”

    We write to express our deep opposition to attempts, including the Interagency Agreement (IAA) dated May 21st, to move the administration of any aspect of career and technical education (CTE) programs authorized under the Carl D. Perkins Career and Technical Education Act of 2006[1] (Perkins) or the adult education programs authorized under the Adult Education and Family Literacy Act in Title II of the Workforce Innovation and Opportunity Act (WIOA)[2] from the Department of Education to the Department of Labor (Labor). Congress authorized the Department of Education to carry out career and technical education programs, most recently with the bipartisan reauthorization of Perkins in 2018 and adult education programs in WIOA. Congress also appropriates funding annually, on a bipartisan basis, to the Department of Education to carry out career and technical education programs and adult education programs. You have also acknowledged in congressional testimony, that only Congress is responsible for determining whether to dismantle the Department of Education and its programs. We write to remind you that it is not within your authority to move the administration of these programs to any other agency. Perkins CTE and adult education are education programs whose purpose is to expand educational opportunities to youth and adults. Any attempt to move these programs to Labor would fundamentally alter the purposes of those programs and risk turning them into short-term job training programs, no different than those that are funded under WIOA. Most importantly, it would upend decades of work that took place at the state and local level to embed CTE programs into secondary and postsecondary offerings and improve the quality of CTE and adult education. 

    Congress passed the Strengthening Career and Technical Education for the 21st Century Act in 2018 to reauthorize Perkins and clearly vested responsibility for administering the law to the Department of Education.[3] The law also vests the Secretary of Education with various responsibilities, including: allotting funds to States;[4] rulemaking under the law;[5] assisting States in establishing State-determined levels of performance required under the law;[6] carrying out numerous reporting requirements;[7] making grants to outlying areas;[8] making grants to Indian tribes, Alaska Natives, and Native Hawaiian organizations;[9] reviewing and approving State plans;[10] working with States to implement improvement activities;[11] withholding a portion of an eligible agency’s allotment if the agency is not properly implementing improvement activities;[12] waiving distribution rules for Perkins formula dollars under certain circumstances;[13] and enforcing maintenance of effort requirements;[14] among other activities. But the law does not contain any provisions that would permit you to offload your responsibilities to another agency.

    Additionally, Congress authorized the Secretary of Education to carry out adult education programs in Title II of WIOA. As part of that title, Congress directed the Secretary to undertake various responsibilities in administering the adult education programs, including awarding grants to eligible agencies;[15] determining allotments for formula disbursements;[16] awarding grants to outlying areas;[17] carrying out fiscal management provisions;[18] enforcing supplement not supplant and maintenance of effort provisions;[19] carrying out national leadership activities;[20] awarding grants to state for integrated literacy and civics education;[21] and carrying out certain reporting requirements.[22] WIOA Title II does not contain any provisions that would permit you to offload your responsibilities to another agency.

    Congress also passes annual, bipartisan appropriations that provide funding to the Department of Education to carry out the Perkins career and technical education programs and the WIOA Title II adult education programs. As part of that annual appropriations process, Congress does not provide affirmative authority to the Department of Education to transfer career and technical education funding or adult education funding to Labor. In fact, the only transfer authority provided to the Department of Education by the annual appropriations bill is the authority to transfer one percent of discretionary funds between education appropriations accounts, so long as no such appropriation is increased by more than three percent by any such transfer.[23] Such a limited transfer within the Department of Education is not what you are contemplating here.[24] Moreover, transfers of any other type, including the type contemplated by the Department’s May 21st  IAA with the Department of Labor, are prohibited by section 512 of Division D of the Further Consolidated Appropriations Act, 2024 (and maintained by the Full-Year Continuing Appropriations and Extensions Act, 2025), which states, “None of the funds made available in this Act may be transferred to any department, agency, or instrumentality of the United States Government, except pursuant to a transfer made by, or transfer authority provided in, this Act or any other appropriation Act.”[25] As with the authorizing statutes, the annual appropriations process clearly requires the Department of Education to carry out both Perkins career and technical education programs and adult education programs.

    In testimony to Congress, you have stated that you will follow the law.[26] In May, before the House Appropriations Subcommittee on Labor, Health and Human Services, Education and Related Agencies, you testified that only Congress can abolish the Department of Education and end its functions, stating about you and President Trump, “We both know and understand that the Department of Education cannot be closed unless Congress votes to do that.”[27] But, troublingly, you also said about the Department that, “It is actually a pass-through mechanism for funding that is appropriated by Congress. And whether the channels of that funding are through HHS or whether they’re funneled through the DOJ, or whether they’re funneled through Treasury or SBA or other departments, the work is going to continue to get done.”[28]

    Respectfully, federal agencies are not interchangeable entities that simply hand out money to states and localities. Instead, each agency provides its own specific expertise in the administration of federal programs, in this case education programs. The Department of Education has the expertise in working with state educational agencies, institutions of higher education, and local school districts in the administration of these programs. Schools in local communities and state educational agencies rely on the guidance and technical expertise from the educational experts at the Department of Education to carry out these programs. Congress recognizes the expertise that specific agencies provide and very deliberately decides which agency to vest authority with when passing laws. Congress was similarly clear in 2018, when it vested the Department of Education with the authority to carry out Perkins career and technical education programs and did not provide any mechanism in the law for the Department to transfer that authority to another agency.

    The May 21 IAA flies in the face of laws enacted by Congress, annual appropriations requirements, and practice in states. The IAA also seems to purport to transfer the administration of grant funding for CTE and adult education programs to the Department of Labor, while maintaining some policy functions for CTE and adult education programs at your Department. This likely would mean states, institutions of higher education, and school districts would have to work with two federal agencies in the administration of these programs, leading to delays in agency decision-making and grant administration.  This will likely lead to increased inefficiency in the administration of these important programs.

    We have a simple demand – to follow our nation’s education and appropriations laws as Congress wrote them. Congress authorized the Department of Education to carry out Perkins career and technical education programs and adult education programs and Congress annually appropriates funding to the Department of Education to carry out these programs. Relying on interagency agreements drafted behind closed doors with no notice to the lawmakers who are responsible for the authorization and appropriations for these programs  cannot be considered “working with Congress” as one of your staff recently claimed you were doing on this matter.[29] Should the Trump Administration have ideas for changing which agency should administer the federal career and technical education program, then the administration needs to propose its ideas to Congress for full and fair consideration through the normal legislative process. In the meantime, we urge you to cease plans to implement this IAA immediately and implement CTE and adult education programs as specified in authorizing and annual appropriations laws. If you continue to flout the very clear reading of the law in this case, it will affirm deep concerns we have about how you will faithfully execute all laws you are tasked with carrying out as the Secretary of Education.

    WASHINGTON – U.S. Senators Lisa Murkowski and Dan Sullivan and U.S. Congressman Nick Begich (all R-Alaska), introduced S.2098/H.R.3620, the Southcentral Foundation Land Transfer Act of 2025. Within two years of enactment, the bill would transfer ownership of the Quyana Clubhouse in downtown Anchorage from the Department of Health and Human Services (HHS) to the Southcentral Foundation (SCF). The SCF is an Alaska Native tribal health organization designated by Cook Inlet Region, Inc. and eleven federally recognized Tribes to provide healthcare services to beneficiaries of the Indian Health Service under a self-governance compact. This transfer would provide stronger support for SCF’s mission in providing healthcare and related services to Alaska Native people by allowing SCF to secure financing, replace their current facility, expand services, and create jobs.

    “For more than 40 years, Southcentral Foundation has provided vital health care services in Alaska by supporting the physical, mental, spiritual and emotional wellness of Alaska Natives and American Indians,” said Senator Murkowski. “I’m glad to lead this bill alongside Senator Sullivan and Congressman Begich to help SCF improve and grow its behavioral health care services, which is a top priority in Alaska.     As the nation counts down to the 11th International Day of Yoga (IDY) on June 21, a sweeping wave of yogic celebrations is energizing communities across India under the grand initiative titled Yoga Maha Kumbh.     In a major move aimed at enhancing voter convenience and efficiency in service delivery, the Election Commission of India (ECI) has announced a new Standard Operating Procedure (SOP) to ensure that Elector Photo Identity Cards (EPICs) are delivered within 15 days of any update in the electoral rolls. This includes both new enrolments and modifications to existing voter details.

    The initiative, introduced under the leadership of Chief Election Commissioner Shri Gyanesh Kumar and Election Commissioners Dr. Sukhbir Singh Sandhu and Dr. Vivek Joshi, is part of the Commission’s ongoing commitment to provide timely and citizen-centric services.

    Under the new system, each stage of EPIC processing—from generation by the Electoral Registration Officer (ERO) to final delivery by the Department of Posts (DoP)—will be tracked in real time. Electors will receive SMS notifications at every step, keeping them informed of their card’s status.

    The ECI has developed a dedicated IT module on its recently launched ECINet platform to support this initiative. This platform, designed to replace the older system, offers a streamlined workflow and enhanced data security.     Prime Minister Narendra Modi thanked Croatia for backing India’s fight against terrorism as both nations began a new chapter in bilateral relationship during his historic visit to the country – the first-ever by an Indian PM – on Wednesday.

    PM Modi held “productive discussions” with his Croatian counterpart Andrej Plenkovic in Zagreb as both leaders reviewed the full spectrum of India-Croatia bilateral relations and explored avenues to deepen collaboration in sectors like digital technologies, space, renewable energy, defence, maritime infrastructure, tourism and hospitality, amongst others.

    Asserting that India and Croatia are bound by shared values such as democracy, rule of law, pluralism, and equality, PM Modi thanked Croatia for its “steadfast support” to India in fighting cross-border terrorism. Both leaders also called for further deepening India-EU strategic ties.

    “We agree that terrorism is the enemy of humanity and opposed to those forces who believe in democracy. We are deeply grateful to Prime Minister Plenkovic and the Government of Croatia for their condolences on the terrorist attack in India on April 22. In such difficult times, the support of our friendly countries has been very valuable to us,” said PM Modi after the delegation-level talks.

    “We will promote cooperation in pharma, agriculture, information technology, clean technology, digital technology, renewable energy, semiconductors. Cooperation will also be increased in shipbuilding and cyber security,” remarked PM Modi.

    In a gesture signifying the centuries-old close cultural links between the two countries, Prime Minister Modi received from his Croatian counterpart a reprint of Vezdin’s Sanskrit grammar – the first printed Sanskrit grammar written in Latin in 1790 by Croatian scientist and missionary Filip Vezdin during his time spent in India.

    “To the Prime Minister of India Narendra Modi, I handed over a reprint of Vezdin’s Sanskrit grammar – the first printed Sanskrit grammar, written in Latin in 1790 by the Croatian scientist and missionary Filip Vezdin (1748-1806), based on the knowledge he gained during his stay in India from Kerala Brahmins and local manuscripts. With this pioneering work, Filip Vezdin became one of the first European scientists to seriously devote himself to Indian languages and culture. At the same time, this is a symbol of early cultural ties between Croatia and India,” said Plenkovic.

    An Indologist of Croatian nationality, Ivan Filip Vezdin came to Malabar as a missionary in 1774 and later became the Vicar-General on the Malabar Coast.

    He is credited with publishing the first printed Sanskrit grammar in 1790. A plaque to commemorate him was unveiled in Trivandrum in 1999.

    Plenkovic also handed over a book titled ‘Croatia and India, Bilateral Navigator for Diplomats and Business’ to PM Modi, written by Croatian diplomat Sinise Grgica.

    “Grgica in a unique and comprehensive way gives a comparative view of our two countries and explores all dimensions of bilateral relations. This book reflects our achievements, as well as the potential we can still realise, and we believe that it will inspire and encourage the strengthening of our future cooperation and contribute to the further deepening of the mutual friendship between Croatia and India,” said Plenkovic.

    Earlier, Prime Minister Modi received a rousing welcome by the vibrant Indian community in Zagreb as he began his landmark visit to Croatia – the first-ever by an Indian Prime Minister to the country – on Wednesday.

    Zagreb is the last stop on PM Modi’s three-nation tour, which also included visits to Cyprus en route to Canada for Tuesday’s G7 Summit in Kananaskis.

    Prime Minister Modi had emphasised that the three-nation tour is also an opportunity to thank partner countries for their steadfast support to India in India’s fight against cross-border terrorism, and to galvanise global understanding on tackling terrorism in all its forms and manifestations.

    In a special gesture, PM Modi was warmly received by Plenkovic at the Franjo Tudman Airport with a ceremonial welcome.

    Members of the Indian diaspora, waiting to catch a glimpse of PM Modi, were seen gathered in huge numbers as the PM’s motorcade drove through the city.

    Hundreds of people, including locals, also gave a grand welcome to PM Modi as he arrived at his hotel.

    Amid chants of “Modi-Modi”, “Bharat Mata Ki Jai” and “Vande Mataram”, PM Modi witnessed vibrant and energy-filled cultural performances from people present at the venue.

    PM Modi joined a group of locals chanting Vedic shlokas and also interacted with a few in the gathering while getting inside the building.

    “The bonds of culture are strong and vibrant! Here is a part of the welcome in Zagreb. Happy to see Indian culture has so much respect in Croatia,” said PM Modi.

    “Croatia’s Indian community has contributed to Croatia’s progress and also remained in touch with their roots in India. In Zagreb, I interacted with some members of the Indian community, who accorded me an unforgettable welcome. There is immense enthusiasm among the Indian community here about this visit and its impact in making the bond between our nations stronger than ever before,” he added.

    PM Modi was then warmly received by Plenkovic at the iconic St. Mark’s Square and accorded a ceremonial welcome.

    It was followed by delegation-level bilateral talks between the two leaders.

    Plenkovic said that PM Modi’s significant visit comes at a pivotal moment.

    “We welcomed the Indian Prime Minister Narendra Modi to Zagreb! This is the first visit by the Prime Minister of India – the most populous country in the world, and it comes at an important geopolitical moment. We are starting a new chapter in Croatia-India relations and creating the conditions for strengthening bilateral cooperation in a number of areas,” the Croatian Prime Minister commented.

    Analysts reckon that the first-ever visit by an Indian PM to Croatia will help in fostering stronger political and economic collaboration with Croatia. It will also provide a crucial opportunity to expand bilateral cooperation in various sectors including trade, innovation, defence, ports, shipping, science and tech, cultural exchange, and workforce mobility.

  • MIL-Evening Report: Tracing the Drax family’s millions – a story of British landed gentry, slavery and sugar plantations

    Rich British aristocratic families with a legacy of owning colonial slave plantations are often accused by campaigners that their wealth solely originates from these plantations. One frequent target of this criticism has been the Drax family of Dorset, which is headed by Richard Grosvenor Plunkett-Ernle-Erle-Drax, who was the Conservative MP for South Dorset until July 2024.

    Historian Alan Lester of the University of Sussex has noted of Drax (as he is commonly known): “Much of his fortune is inherited, coming down the family line from ownership of the Drax sugar plantations and the 30,000 enslaved people who worked them as Drax property for 180 years before emancipation in Barbados.”

    Recently, I have researched and written a book on the Drax family’s history and involvement in the slave trade in the Caribbean, Drax of Drax Hall, that gives fresh insights into the level of wealth they derived from the sugar trade and the trade in African slaves who worked their plantations – as well as the family’s other income sources.

    I searched the archives in the UK and Caribbean for evidence of their revenue streams until Britain’s 1834 abolition of slavery in the colonies. I estimate that the family today are worth more than £150 million from their land and property in Dorset and Yorkshire.

    Over a period of two centuries until 1834, eight generations of Drax ancestors owned and worked hundreds of enslaved African captives at any one time. The latest beneficiary of primogeniture – the legal concept that recognises the first-born child as heir to a familiy’s fortune – Richard Drax inherited the family’s still-operating 621-acre Drax Hall plantation in Barbados in 2021.

    Drax, 67, has said: “I am keenly aware of the slave trade in the West Indies, and the role my very distant ancestor played in it is deeply, deeply regrettable. But no one can be held responsible today for what happened many hundreds of years ago. This is a part of the nation’s history, from which we must all learn.”

    My research reveals the sources of his family’s wealth are more complex than the critics’ claims that it all derives from the slave-worked plantations.

    Like most British landed gentry, much of the Drax family income has come as extensive landlords of their British estates which, in 1883, exceeded 23,000 acres across various counties. Today, it includes nearly 16,000 acres in Dorset and 2,520 acres in the Yorkshire Dales.

    However, my research also shows the Drax family made more money from slavery than was previously thought, when taking into account the way revenues from their plantations were channelled into the family’s British estates over the two centuries of slavery.

    The Drax Hall plantation in the Barbados parish of Saint George has been described by Barbadian historian Sir Hilary Beckles, chair of the Caribbean Community reparations commission, as a “killing field” where as many as 30,000 slaves died in brutal conditions. Despite pressure from reparation campaigners in the Caribbean, Britain and elsewhere, Richard Drax has declined to make a formal public apology or gesture of recompense in the Caribbean for the years of slavery.

    As the prime minister of Barbados, Mia Mottley, explained in April 2024, despite the efforts of her government Drax has yet to agree to a settlement, pay reparations or contribute all or part of his family’s Drax Hall plantation to provide affordable housing or become a memorial to those who worked and died in colonial enslavement on the island.

    Some other British landed families whose ancestors owned slave plantations in the Caribbean, including the Trevelyans (who owned six slave plantations in Grenada) and the Gladstones (British prime minister William Gladstone’s father owned plantations in Guyana), have made formal apologies and reparations. And while some families have kept the terms of these reparations private, longtime BBC reporter Laura Trevelyan made a US$100,000 (£73,000) donation to a Caribbean development fund.

    The largest family estate

    Four thousand miles from Barbados, Richard Drax lives in Charborough House, a historic 17th-century mansion in Dorset. He oversees the 23.5-square mile estate, the largest family estate in Dorset with over 120 properties, many of which are rented out.

    Charborough was acquired by Drax’s ancestor Walter Erle by marriage in 1549. The family has gradually increased the estate over the centuries. Historically, their income comes from renting land to tenant farmers and cottages to agricultural workers. This, I identified, is where the bulk of their income has come from.

    However, profits from sugar produced by slavery also poured into the family coffers over 200 years. Richard Drax’s remote ancestor James Drax (1609-1661) was one of the first settler group to arrive in the then-uninhabited island of Barbados in 1627. In his introduction to my book, TV historian David Olusoga writes that the Drax family were key players – arguably the key players – in the origin story of British slavery:

    The Drax Hall plantation, the first estate on which a crop of sugar was commercially grown and processed by any English planter, became one of the laboratories in which early English slavery was developed and finessed.

    Built around 1650, the Jacobean plantation house is thought to be the one of the three oldest extant residential buildings in the Americas. From the 17th into the 18th century, the Draxes created and owned the largest acreage in Barbados with the Drax Hall and and Mount plantations – plus a 3,000-acre estate, also called Drax Hall, in Jamaica. The family became enormously wealthy: James Drax was said by a visitor to Drax Hall in the 1640s to “live like a prince”, putting on lavish dinners for friends and guests.

    In addition to owning slaves, James Drax shipped African captives to Barbados as a key part of the trade in slaves. Knighted by both Oliver Cromwell and Charles I, by 1660 he was a director and investor in the English East India Company which, in part, traded and exploited enslaved people.

    In her 1930 study, American historian Elizabeth Donnan presented evidence that the Draxes of the 17th century operated “off the books” – buying enslaved people from, and selling them to, “interloper” ships that circumvented the Royal African Company’s monopoly of slave trading to the colonies.

    The Drax family married into the Erle family in 1719, combining three fortunes: that of the Erles of Charborough, the Draxes of Yorkshire, Barbados and Jamaica, and the landed-gentry Ernles of Wiltshire.

    Despite being deeply involved in the South Sea Bubble scandal, the Drax family flourished. The slave registers in the National Archives show that between 1825 and 1834, the Drax Hall plantation in Barbados produced an average of 163 tonnes of sugar and 4,845 gallons of rum per year. This gave the family an average annual net profit of £3,591 – equivalent to about £600,000 now. Today, the plantation still produces 700 tonnes of sugar a year, earning the family something in the region of £250,000.

    Pressure for reparations

    In recent years, the value of Drax Hall’s land in Barbados has greatly increased as it is sought after for housing, and could now be worth as much as Bds$150,000 (£60,000) per acre. At the same time, pressure for reparations is growing. In 2023, the African Union threw its weight behind the Caribbean reparations campaign.

    David Comissiong, deputy chairman of the Barbados reparations task force, has said: “Other families are involved, though not as prominently as the Draxes. This reparations journey has begun.”

    Yet to date, the only reparations paid in the story of the Drax family’s involvement in the slave trade were to the family itself. In 1837, Jane-Frances Erle-Drax, the heiress of Charborough, received £4,293 12s 6d (worth more than £614,000 today) in reparations for freeing 189 slaves from Drax Hall plantation after the abolition of slavery in the colonies.

    In the course of researching and writing my book, I approached Richard Drax both directly and through his lawyers and put the claims made here to him. He had no comment to add.

  • MIL-OSI USA: Rep. Scholten Leads Bipartisan Effort to Make Roads Safer for Kids, Strengthen Rural Infrastructure, and Support American Industry

    WASHINGTON, D.C. — As part of the surface transportation reauthorization process, U.S. Congresswoman Hillary Scholten (D-MI-03), a member of the House Transportation and Infrastructure Committee, introduced a package of bipartisan bills designed to make communities safer, grow local economies, and strengthen American manufacturing.

    “Infrastructure is about so much more than roads and bridges–it’s about the safety of our kids, the strength of our small towns, and the future of American industry,” said Rep. Scholten. “These bipartisan bills tackle these priorities head-on by making it safer for children to commute to school, ensuring rural communities get the resources they need to grow, and keeping taxpayer dollars invested in American manufacturing.”

    Rep. Scholten and Rep. Tony Wied introduced the bipartisan RURAL Growth Act (R-WI-08), to ensure that rural towns and small communities are not left behind when federal infrastructure dollars are distributed. Too often, funding is absorbed by large cities when routed through state departments of transportation. This bill would reserve 30 percent of Rural Surface Transportation Grant funding specifically for communities with populations between 10,000 and 75,000–towns that are critical to America’s economy and culture but frequently do not receive their fair share in federal programs. This measure ensures places like those in Michigan, Wisconsin, and across the country get their fair share to improve roads, bridges, and other essential infrastructure.

    “Small towns in rural America have too often been overlooked when federal infrastructure dollars are distributed,” said Rep. Wied. “I am proud to stand with Congresswoman Scholten to ensure that we preserve federal dollars for communities with smaller populations. It should not matter if you live in a large city or a small town, everyone in the United States deserves to have access to safe and strong infrastructure.” 

    Rep. Scholten and Rep. Tom Barrett (R-MI-07)’s bipartisan Paving the Way for American Industry Act strengthens domestic manufacturing by requiring that pigments used in road markings qualify as “constructed materials” under the Build America, Buy America Act. Currently, 96 percent of the yellow pigment used on U.S. highways is imported from countries like China and India. By ensuring these materials are made in America, this bill keeps taxpayer dollars at home, supports domestic manufacturing, and protects good-paying jobs here in Michigan and across the country.

    “If we are serious about rebuilding America’s infrastructure, we need to start with rebuilding American manufacturing,” said Rep. Barrett. “This common-sense bill ensures that taxpayer dollars are reinvested in American jobs and not sent overseas. Introducing it today is a critical step toward strengthening our supply chains, supporting Michigan workers, and keeping our roads safe and clearly marked.”

    Earlier this week, Rep. Scholten introduced the bipartisan Kids on the Go Act, co-led with Rep. Rob Bresnahan (R-PA-08), to strengthen the popular Safe Routes to School program, which helps ensure that children can safely walk and bike to school. Michigan and Pennsylvania are national leaders in the Safe Routes to School program, making this bill a direct investment in the safety and well-being of children in both representatives’ districts. The bill will also make it possible for more states across the country to follow that lead.

    “The Safe Routes to School Program is a worthwhile approach to keeping our children and their communities safe,” said Rep. Bresnahan. “I’m proud to introduce the Kids on the Go Act with my colleague Rep. Scholten. This bipartisan legislation is an investment in the children of Northeastern Pennsylvania by incentivizing safe bike paths and walking routes to improve the safety of our neighborhoods.”

  • PM Modi receives special gift in Zagreb – Sanskrit grammar written by Croatian missionary in 1790

    In a gesture signifying the centuries-old close cultural links between the two countries, Prime Minister Narendra Modi on Wednesday received from his Croatian counterpart Andrej Plenkovic a reprint of Vezdin’s Sanskrit grammar – the first printed Sanskrit grammar written in Latin in 1790 by Croatian scientist and missionary Filip Vezdin during his time spent in India.

    “To the Prime Minister of India Narendra Modi, I handed over a reprint of Vezdin’s Sanskrit grammar – the first printed Sanskrit grammar, written in Latin in 1790 by the Croatian scientist and missionary Filip Vezdin (1748-1806), based on the knowledge he gained during his stay in India from Kerala Brahmins and local manuscripts. With this pioneering work, Filip Vezdin became one of the first European scientists to seriously devote himself to Indian languages ​​and culture. At the same time, this is a symbol of early cultural ties between Croatia and India,” said Plenkovic.

    An Indologist of Croatian nationality, Ivan Filip Vezdin came to Malabar as a missionary in 1774 and later became the Vicar-General on the Malabar Coast.

    He is credited with publishing the first printed Sanskrit grammar in 1790. A plaque to commemorate him was unveiled in Trivandrum in 1999.

    Plenkovic also handed over a book titled ‘Croatia and India, Bilateral Navigator for Diplomats and Business’ to PM Modi, written by Croatian diplomat Sinise Grgica.

    “Grgica in a unique and comprehensive way gives a comparative view of our two countries and explores all dimensions of bilateral relations. This book reflects our achievements, as well as the potential we can still realise, and we believe that it will inspire and encourage the strengthening of our future cooperation and contribute to the further deepening of the mutual friendship between Croatia and India,” said Plenkovic.

    Earlier, Prime Minister Modi received a rousing welcome by the vibrant Indian community in Zagreb as he began his landmark visit to Croatia – the first-ever by an Indian Prime Minister to the country – on Wednesday.

    Zagreb is the last stop on PM Modi’s three-nation tour, which also included visits to Cyprus en route to Canada for Tuesday’s G7 Summit in Kananaskis.

    In a special gesture, PM Modi was warmly received by Plenkovic at the Franjo Tudman Airport with a ceremonial welcome.

    Members of the Indian diaspora, waiting to catch a glimpse of PM Modi, were seen gathered in huge numbers as the PM’s motorcade drove through the city.

    Hundreds of people, including locals, also gave a grand welcome to PM Modi as he arrived at his hotel.

    Amid chants of “Modi-Modi”, “Bharat Mata Ki Jai” and “Vande Mataram”, PM Modi witnessed vibrant and energy-filled cultural performances from people present at the venue.

    PM Modi joined a group of locals chanting Vedic shlokas and also interacted with a few in the gathering while getting inside the building.

    “The bonds of culture are strong and vibrant! Here is a part of the welcome in Zagreb. Happy to see Indian culture has so much respect in Croatia,” said PM Modi.

    “Croatia’s Indian community has contributed to Croatia’s progress and also remained in touch with their roots in India. In Zagreb, I interacted with some members of the Indian community, who accorded me an unforgettable welcome. There is immense enthusiasm among the Indian community here about this visit and its impact in making the bond between our nations stronger than ever before,” he added.

    PM Modi was then warmly received by Plenkovic at the iconic St. Mark’s Square and accorded a ceremonial welcome.

    It was followed by delegation-level bilateral talks between the two leaders.

    Plenkovic said that PM Modi’s significant visit comes at a pivotal moment.

    “We welcomed the Indian Prime Minister Narendra Modi to Zagreb! This is the first visit by the Prime Minister of India – the most populous country in the world, and it comes at an important geopolitical moment. We are starting a new chapter in Croatia-India relations and creating the conditions for strengthening bilateral cooperation in a number of areas,” the Croatian Prime Minister commented.

    Analysts reckon that the first-ever visit by an Indian PM to Croatia will help in fostering stronger political and economic collaboration with Croatia. It will also provide a crucial opportunity to expand bilateral cooperation in various sectors including trade, innovation, defence, ports, shipping, science and tech, cultural exchange, and workforce mobility.

    What you need to know: After more than 170 events last week celebrating California’s state parks, Governor Newsom and his administration are calling out federal cuts to National Parks and public lands.

    SACRAMENTO – As the Trump administration threatens the future of federal public lands, California is celebrating its thriving state park system, the largest in the nation, and its commitment to expanding access to the outdoors. This comes after the state celebrated its fourth annual California State Parks Week with more than 170 events last week, highlighting the people, places and programs that make California’s 280 state parks truly unique.

    On Friday, the Newsom administration sent a letter to the U.S. Department of the Interior warning of public safety risks and reduced access due to major cuts proposed to staff and programs that support National Parks and other federal public lands. In contrast, California is expanding access to the outdoors, investing in communities and laying the groundwork for further expansion.

    As the saying goes, national parks are America’s best idea – and putting them on the chopping block has to be one of the worst. As the Trump administration threatens our public lands, California continues to expand access to achieve our vision of outdoors for all.

    As outlined in the letter, the Trump administration’s proposed budget cuts to federal agencies like the National Park Service, Bureau of Land Management, Bureau of Reclamation, U.S. Fish and Wildlife Service, and Bureau of Indian Affairs threaten public lands, water supply, wildlife, and tribal sovereignty. These cuts would lead to reduced staff, services, public access, and increased risks such as wildfires and jeopardized public safety. 

    “While we support efforts to improve the efficiency of federal services, current and proposed cuts raise serious concerns regarding public safety, water supplies, public access, and outdoor recreation across California,” wrote California Natural Resources Secretary Wade Crowfoot. “Additionally, these cuts impact the national economy as agriculture and outdoor recreation are critical and powerful economic engines for the country.”

    Outdoors For All

    Connecting people to nature is critical for our physical, mental, and social wellbeing. Outdoor spaces also help communities adapt to climate change, can be good for wildlife and biodiversity, and are reliably a powerful economic engine for the state. Unfortunately, outdoor access and its many benefits are not equitably distributed to all communities.

    Under the leadership of Governor Gavin Newsom and First Partner Jennifer Siebel Newsom, a historic investment of more than $1 billion has been dedicated to expanding parks and nature access, including to Californians who live in underserved communities.

    From the otherworldly beauty of Joshua Tree, to the soul-stirring splendor of Yosemite, our parks are part of our national story. Their very existence reflects the best in us: a century-long, bipartisan tradition to preserve our iconic natural wonders for the next generation — and make them accessible to all.

    In California, we’re not only standing to protect these sacred spaces, we’re working to open them up to even more children, including through our California State Park Adventure Pass, which gives fourth graders in the state and their families free access to 54 California State Parks.

    The administration’s Outdoor Access for All and California Natural Resources Agency’s Outdoors for All initiatives have created innovative access programs for children and families to explore California’s state parks, mitigated impacts from climate change, and helped the economy.

    Here are some key accomplishments:

    • Free park passes: Three new state park pass programs were created for Californians to access participating park units for free. As of June 1, over the life of these programs more than 104,000 eligible Californians have received a Golden Bear Pass, 83,000-plus fourth graders have signed up for a California State Park Adventure Pass, and more than 33,000 free passes can be checked out at libraries throughout the state.
    • New state park: After more than a decade, California added a new park to the state park system. Located near Modesto in the San Joaquin Valley, Dos Rios is a multi-benefit park providing outdoor recreation opportunities for underserved communities, providing habitat for threatened and endangered wildlife, and advancing the state’s innovative efforts to combat the climate crisis using nature-based solutions. Nearly 10,000 people have visited Dos Rios since its official opening in June 2024, and the park has steadily increased public access to the approximately 1,600-acre property.
    • Cutting green tape: One year after the opening of Dos Rios, the Newsom administration continues to remove bureaucratic hurdles by cutting the green tape to lay the groundwork for potential future expansion of the state park system.  
    • Climate bond: In November 2024, a majority of voters across California approved a $10 billion Climate Bond to ensure resources are available to strengthen the resiliency of California communities to a changing climate. Specifically, the climate bond supports the Wildfire and Forest Resilience Action Plan, Nature-Based Solutions Climate Targets, 30X30, and Outdoors for All. The administration is committed to rolling out these funds in a way that is strategic, coordinated, accessible, accountable, and prioritizes multi-benefit projects when possible.
    • Community investments: It is not just about state parks. State Parks has provided grants to local communities to establish indoor and outdoor recreation in every corner of the state, building trails, acquiring and restoring sensitive habitat, building natural and cultural interpretative facilities, and fostering outdoor natural experiences for thousands of children, youth, and families. This is just a small sampling of what community investments can accomplish.

    State Parks protects the best of the state’s natural and cultural history; more than 340 miles of coastline; the tallest, largest and among the oldest trees in the world; and deserts, lakes, rivers and beaches. There are more than 5,200 miles of trails, and 15,000 campsites, prehistoric and historic archeological sites, ghost towns, historic homes and monuments — all waiting to be explored.

  • Govt to relaunch Viksit Krishi Sankalp Abhiyan for Rabi crop: Shivraj Singh Chouhan

    In a renewed push to modernize Indian agriculture and elevate farmers’ livelihoods, Union Minister of Agriculture and Farmers’ Welfare, Shivraj Singh Chouhan on Wednesday announced the relaunch of the Viksit Krishi Sankalp Abhiyan for the upcoming Rabi crop season. Speaking at a press conference in New Delhi, the Minister highlighted the widespread success of the campaign’s first phase, which directly reached over 1.34 crore farmers across 1.42 lakh villages nationwide.

    Chouhan emphasized that the campaign is not a one-time initiative but the beginning of a sustained movement aimed at transforming agriculture through field-level engagement and scientific collaboration. “We will take forward the success of the Viksit Krishi Sankalp Abhiyan; this campaign will not stop,” he declared.

    As part of the next phase, Krishi Vigyan Kendras (KVKs) will be designated as nodal agencies in every district. These centers will operate as coordinated teams to address region-specific farming challenges. To deepen farmer-scientist interactions, KVK scientists will now spend at least three days a week in the field. The Minister also announced his personal commitment to the cause, stating that he will visit farms two days a week to directly engage with farmers and understand their issues on the ground.

    To further support region-specific strategies, the Indian Council of Agricultural Research (ICAR) will appoint a Nodal Officer for each state. These officers will oversee scientific trials, liaise with state governments, and ensure localized implementation of agricultural reforms. Additionally, the government is preparing to tighten regulations to curb the sale of substandard seeds and pesticides, with a renewed focus on quality control through amendments to the Seed Act.

    Chouhan stressed the need to root agricultural policy in ground realities rather than distant policymaking. He announced the creation of a centralized coordination mechanism to align the efforts of all stakeholders across various levels of governance. He also praised the extensive fieldwork done during the campaign, which saw the participation of over 2,170 teams comprising scientists, agricultural experts, and officials.

    The campaign witnessed strong involvement from Chief Ministers, Union and State Ministers, Members of Parliament, MLAs, and thousands of grassroots representatives. Special attention was given to underserved and remote areas. In 177 tribal districts, over 8,000 programs were conducted across 1,024 blocks, benefiting 18 lakh farmers. Similarly, in 112 aspirational districts, approximately 6,800 villages were visited, reaching 15 lakh farmers. Border areas and vibrant villages also saw significant outreach to ensure nationwide coverage.

    One of the hallmark features of the campaign was the Kisan Chaupals—community gatherings that facilitated meaningful dialogue between farmers and scientists. These sessions focused on issues such as agro-climatic crop suitability, improved seed varieties, soil health, and pest management. Chouhan remarked, “The field is the most authentic laboratory, and the farmer’s voice must guide our path.”

    Valuable policy insights emerged from these engagements. Farmers raised concerns about the need for a comprehensive climate change action plan tailored to agriculture, simplification of the organic farming certification process, development of a national fodder policy, and practical reforms to enhance the effectiveness of Farmer Producer Organizations (FPOs). Chouhan assured that these inputs will shape future agricultural policies, highlighting the government’s commitment to farmer-driven and demand-led research.

    Looking ahead, a national-level hybrid meeting will take place on June 24 at the Pusa Institute to review campaign outcomes and align strategies. This will be followed by a stakeholder consultation on soybean in Indore on June 26, with similar missions planned for crops like cotton, sugarcane, pulses, and oilseeds.

    Commending the leadership of Prime Minister Narendra Modi, the Agriculture Minister said that food grain production has increased by 40 percent over the past 11 years, a testament to consistent and strategic policy implementation. “Our mission is to ensure food security, nutritional adequacy, and profitable farming, while preserving soil health for future generations,” he said.

    Chouhan concluded the press conference by articulating the vision of “One Nation – One Agriculture – One Team.” He called for a unified, collaborative approach involving farmers, scientists, institutions, and policymakers to develop a resilient and prosperous agricultural sector.

    The UK government has announced an extension of free school meals in England to all children whose parents receive universal credit, in order to address child hunger and poverty.

    The government claims that half a million more pupils will now have access to school lunches for free. The total number of children registered for free school meals in England is currently about 2.2 million, or about 26% of the total school population. In addition, all children in infant school, aged between four and seven, are entitled to receive a hot lunch at school.

    But given the high rates of child poverty in the UK, and the value a decent meal provides, there is evidence that free school meals for all children could provide significant benefits in England.

    The provision in Scotland and Wales is more generous: free school meals for children from primary one to five in Scotland (ages four to ten) and for all children in primary school in Wales. But other countries make provision for all children, in both primary and secondary education, to receive meals at school.

    Child poverty in the UK continues to be historically high. In 2023-24, 3.4 million children – 23% of all children in the UK – were in relative income poverty. Incidence of child poverty is particularly acute in cities.

    In the UK, the COVID-19 pandemic and Brexit resulted in a rise in unemployment. This in turn led to widespread instances of extreme poverty and child hunger. The lack of active policies in the UK to address child hunger, malnourishment and increasing childhood obesity has been widely criticised by the British Medical Association.

    The UK’s experience of high levels of child poverty is in stark contrast with most other high-income countries. The UK ranked 37th out of 39 by child income poverty, ahead only of Turkey and Colombia, in 2023. In comparison, the UK’s adult poverty rate is close to the OECD average, ranking 23rd out of 39 high-income countries. This implies that child poverty can be high even if adult poverty levels are relatively low.

    Global policy choices

    Providing nutritious free school meals is a fundamental cornerstone of government policy to ensure child welfare. It’s used as a poverty alleviation measure all over the world. Almost half of the world’s school meals are free, feeding 418 million children.

    Many of these programmes are based in developing countries. The world’s largest free school meal programme runs in India: the “mid-day meal scheme” feeds 125 million children aged six to 14 and costs the equivalent of £2 billion each year. Similar successful programmes are run in Brazil and some African countries, with another having recently been launched in Indonesia.

    But schemes in Finland and Sweden also cover almost all school children.

    There is a growing body of global evidence on the wider beneficial effects of free school meals on child poverty. Free school meals in India have resulted in higher cognitive outcomes. They have increased school enrolment and school attendance, and thus educational outcomes.

    They have also been found to have an intergenerational effect. In India, fewer shorter children were born to women who had benefited from the country’s school food programme.

    Nutritionally balanced children’s school meals are also associated with lower incidence of obesity. Studies in the US and UK, for example, have shown universal provision is linked to lower obesity rates.

    Research into the Swedish scheme has found that children who have free school meals with prescribed nutritional standards not only have higher educational attainment and better health outcomes in adulthood, but also higher incomes. Children from families in the lowest income quartile in Sweden who received free school meals for nine years increased their lifetime income by 6%.

    Other tangible economic benefits include significant reductions in potential healthcare costs as a result of malnutrition and non-communicable diseases. A 2025 European Union report estimates the return from investment in school meal programmes is at least sevenfold, up to a possible €34 for every €1 spent.

    While there is rich scientific and economic evidence that universal free school meals are immensely beneficial, a child’s access to nutrition and government support to obtain nourishment is also a fundamental human right. The School Meals Coalition is an international consortium of 108 countries to achieve free school meals for all by 2030. The UK is one of the few advanced countries not signed up to it.

  • MIL-OSI Global: Tracing the Drax family’s millions – a story of British landed gentry, slavery and sugar plantations

    Rich British aristocratic families with a legacy of owning colonial slave plantations are often accused by campaigners that their wealth solely originates from these plantations. One frequent target of this criticism has been the Drax family of Dorset, which is headed by Richard Grosvenor Plunkett-Ernle-Erle-Drax, who was the Conservative MP for South Dorset until July 2024.

    Historian Alan Lester of the University of Sussex has noted of Drax (as he is commonly known): “Much of his fortune is inherited, coming down the family line from ownership of the Drax sugar plantations and the 30,000 enslaved people who worked them as Drax property for 180 years before emancipation in Barbados.”

    Recently, I have researched and written a book on the Drax family’s history and involvement in the slave trade in the Caribbean, Drax of Drax Hall, that gives fresh insights into the level of wealth they derived from the sugar trade and the trade in African slaves who worked their plantations – as well as the family’s other income sources.

    I searched the archives in the UK and Caribbean for evidence of their revenue streams until Britain’s 1834 abolition of slavery in the colonies. I estimate that the family today are worth more than £150 million from their land and property in Dorset and Yorkshire.

    Over a period of two centuries until 1834, eight generations of Drax ancestors owned and worked hundreds of enslaved African captives at any one time. The latest beneficiary of primogeniture – the legal concept that recognises the first-born child as heir to a familiy’s fortune – Richard Drax inherited the family’s still-operating 621-acre Drax Hall plantation in Barbados in 2021.

    Drax, 67, has said: “I am keenly aware of the slave trade in the West Indies, and the role my very distant ancestor played in it is deeply, deeply regrettable. But no one can be held responsible today for what happened many hundreds of years ago. This is a part of the nation’s history, from which we must all learn.”

    My research reveals the sources of his family’s wealth are more complex than the critics’ claims that it all derives from the slave-worked plantations.

    Like most British landed gentry, much of the Drax family income has come as extensive landlords of their British estates which, in 1883, exceeded 23,000 acres across various counties. Today, it includes nearly 16,000 acres in Dorset and 2,520 acres in the Yorkshire Dales.

    However, my research also shows the Drax family made more money from slavery than was previously thought, when taking into account the way revenues from their plantations were channelled into the family’s British estates over the two centuries of slavery.

    The Drax Hall plantation in the Barbados parish of Saint George has been described by Barbadian historian Sir Hilary Beckles, chair of the Caribbean Community reparations commission, as a “killing field” where as many as 30,000 slaves died in brutal conditions. Despite pressure from reparation campaigners in the Caribbean, Britain and elsewhere, Richard Drax has declined to make a formal public apology or gesture of recompense in the Caribbean for the years of slavery.

    As the prime minister of Barbados, Mia Mottley, explained in April 2024, despite the efforts of her government Drax has yet to agree to a settlement, pay reparations or contribute all or part of his family’s Drax Hall plantation to provide affordable housing or become a memorial to those who worked and died in colonial enslavement on the island.

    Some other British landed families whose ancestors owned slave plantations in the Caribbean, including the Trevelyans (who owned six slave plantations in Grenada) and the Gladstones (British prime minister William Gladstone’s father owned plantations in Guyana), have made formal apologies and reparations. And while some families have kept the terms of these reparations private, longtime BBC reporter Laura Trevelyan made a US$100,000 (£73,000) donation to a Caribbean development fund.

    The largest family estate

    Four thousand miles from Barbados, Richard Drax lives in Charborough House, a historic 17th-century mansion in Dorset. He oversees the 23.5-square mile estate, the largest family estate in Dorset with over 120 properties, many of which are rented out.

    Charborough was acquired by Drax’s ancestor Walter Erle by marriage in 1549. The family has gradually increased the estate over the centuries. Historically, their income comes from renting land to tenant farmers and cottages to agricultural workers. This, I identified, is where the bulk of their income has come from.

    However, profits from sugar produced by slavery also poured into the family coffers over 200 years. Richard Drax’s remote ancestor James Drax (1609-1661) was one of the first settler group to arrive in the then-uninhabited island of Barbados in 1627. In his introduction to my book, TV historian David Olusoga writes that the Drax family were key players – arguably the key players – in the origin story of British slavery:

    The Drax Hall plantation, the first estate on which a crop of sugar was commercially grown and processed by any English planter, became one of the laboratories in which early English slavery was developed and finessed.

    Built around 1650, the Jacobean plantation house is thought to be the one of the three oldest extant residential buildings in the Americas. From the 17th into the 18th century, the Draxes created and owned the largest acreage in Barbados with the Drax Hall and and Mount plantations – plus a 3,000-acre estate, also called Drax Hall, in Jamaica. The family became enormously wealthy: James Drax was said by a visitor to Drax Hall in the 1640s to “live like a prince”, putting on lavish dinners for friends and guests.

    In addition to owning slaves, James Drax shipped African captives to Barbados as a key part of the trade in slaves. Knighted by both Oliver Cromwell and Charles I, by 1660 he was a director and investor in the English East India Company which, in part, traded and exploited enslaved people.

    In her 1930 study, American historian Elizabeth Donnan presented evidence that the Draxes of the 17th century operated “off the books” – buying enslaved people from, and selling them to, “interloper” ships that circumvented the Royal African Company’s monopoly of slave trading to the colonies.

    The Drax family married into the Erle family in 1719, combining three fortunes: that of the Erles of Charborough, the Draxes of Yorkshire, Barbados and Jamaica, and the landed-gentry Ernles of Wiltshire.

    Despite being deeply involved in the South Sea Bubble scandal, the Drax family flourished. The slave registers in the National Archives show that between 1825 and 1834, the Drax Hall plantation in Barbados produced an average of 163 tonnes of sugar and 4,845 gallons of rum per year. This gave the family an average annual net profit of £3,591 – equivalent to about £600,000 now. Today, the plantation still produces 700 tonnes of sugar a year, earning the family something in the region of £250,000.

    Pressure for reparations

    In recent years, the value of Drax Hall’s land in Barbados has greatly increased as it is sought after for housing, and could now be worth as much as Bds$150,000 (£60,000) per acre. At the same time, pressure for reparations is growing. In 2023, the African Union threw its weight behind the Caribbean reparations campaign.

    David Comissiong, deputy chairman of the Barbados reparations task force, has said: “Other families are involved, though not as prominently as the Draxes. This reparations journey has begun.”

    Yet to date, the only reparations paid in the story of the Drax family’s involvement in the slave trade were to the family itself. In 1837, Jane-Frances Erle-Drax, the heiress of Charborough, received £4,293 12s 6d (worth more than £614,000 today) in reparations for freeing 189 slaves from Drax Hall plantation after the abolition of slavery in the colonies.

    In the course of researching and writing my book, I approached Richard Drax both directly and through his lawyers and put the claims made here to him. He had no comment to add.

    On June 12, Air India flight 171 crashed shortly after taking off from the airport in Ahmedabad in western India. On behalf of the people and government of Taiwan, the Ministry of Foreign Affairs (MOFA) promptly conveyed condolences to the India-Taipei Association and instructed the Taipei Economic and Cultural Center (TECC) in India to also express sympathies to India’s Ministry of External Affairs. 

    In addition, TECC in India and TECC in Mumbai, after contacting relevant Indian agencies, have so far determined that no Taiwanese nationals were on the accident flight. MOFA and its missions in India will continue to closely follow developments, maintain contact with Indian agencies, and provide necessary assistance in a timely manner.

  • PM Modi’s Call sparks village-level movement; “Yoga for One Earth, One Health” to guide celebrations

    In a nationwide show of unity and enthusiasm, Gram Panchayats across India are preparing to make the upcoming International Day of Yoga (IDY) 2025 a historic grassroots celebration. This momentum follows a personal appeal from Prime Minister Narendra Modi, who, in a letter addressed to Gram Pradhans, urged them to spearhead community-level participation and integrate yoga into daily life.

    “Yoga has positively transformed lives not only in India but across the world,” the Prime Minister wrote, emphasizing the transformative impact of yoga and the importance of making it a collective practice. This year’s IDY also marks a decade of its observance on the global stage, making it a significant milestone in India’s cultural and wellness journey.

    The theme for IDY 2025, “Yoga for One Earth, One Health,” reflects the interconnectedness of individual health, community well-being, and environmental balance. PM Modi described yoga as a timeless part of India’s heritage and a vital tool for achieving a balanced and harmonious life.

    Across the country, panchayats are taking up the Prime Minister’s call with fervour. Villages are organising regular yoga sessions, public demonstrations of the Common Yoga Protocol, and community outreach events in schools, anganwadis, health centres, and open public spaces. These efforts aim to make IDY 2025 a jan-andolan—a people’s movement that reaches every corner of rural India.

    Union Minister of State (Independent Charge) for Ayush and Minister of State for Health & Family Welfare, Prataprao Jadhav, praised the collective spirit of the nation. He noted that the overwhelming response from Gram Panchayats demonstrated the inspiring influence of Prime Minister Modi. “His heartfelt call has transformed IDY into a mass movement, with villages across the country embracing yoga as a vital part of rural life,” the Minister said.

    In Uttar Pradesh’s Jaunpur district, Om Prakash Yadav, Sarpanch of Pariyari village, shared that the Prime Minister’s letter had a profound impact on his community. Motivated by the message, the village initiated weekly yoga sessions at the Panchayat Bhavan and introduced yoga competitions for school children. A special ‘Yoga Yatra’ was also organised to foster awareness and unity.

    In Madhya Pradesh, Sunil Kumar W, Gram Pradhan of Bandakpur in Damoh district, expressed gratitude for the Prime Minister’s initiative, calling it a historic moment for rural India. He shared that the panchayat is preparing a large community yoga session under the Common Yoga Protocol, accompanied by an awareness campaign to ensure every household is informed and involved.

    Similarly, in Khera Kursi village of Kanpur Dehat, Uttar Pradesh, Sarpanch Pawani Mishra expressed pride and appreciation for the Prime Minister’s outreach. Inspired by the letter, the panchayat established an open-air yoga site in their hilly terrain, which now hosts daily sessions. Women’s groups have also launched campaigns promoting the theme “Health is Wealth,” while schools have conducted painting and essay competitions on Prosperity through Yoga’ to engage children.

    In his message, the Prime Minister urged Gram Pradhans to ensure inclusive participation, encouraging involvement from children, youth, women, and the elderly alike. He expressed confidence that these grassroots efforts would make yoga a household practice and turn IDY 2025 into a deeply meaningful national celebration.

    Cross-region Disaster Recovery is available for Windows 365 Frontline

    Disaster recovery is a critical consideration for any IT desktop strategy. When it comes to virtualization, most organizations consider disaster recovery a primary objective. Since its introduction, Windows 365 has provided robust business continuity and disaster recovery options. Whether for compliance requirements, natural disasters, technical failure or human error, putting greater distance between your primary and backup environments can add an extra sense of security and peace of mind to any IT desktop strategy.

    On July 1, 2024, we introduced Cross-region Disaster Recovery, an add-on feature for Windows 365 Enterprise that creates “snapshots” of Cloud PCs. These snapshots are placed in customer-defined, geographically distant locations, and they can be recovered to Cloud PCs running in the selected location during a disaster recovery event.

    Secure by default: New security settings for Windows 365 Cloud PCs

    New default security settings are available for new and newly reprovisioned Cloud PCs. These updates mean Cloud PCs are more secure by default and include:

    • Disabling select redirections, such as USB and clipboard, making it easier for organizations to protect their data
    • Enabling additional security controls, including virtualization-based security, to better protect against credential theft and kernel-level exploits

    These updates are part of Microsoft’s commitment to making our products more secure by default, one of the core principles of our Secure Future Initiative.

    Powering high-performance scenarios: GPU support now available in HP Anyware for Windows 365

    The Nigerian economy grew at a robust rate of 3.4% in 2024, the highest it has been since 2019 (except 2021 when the COVID rebound occurred).

    This should have been cheering news, worthy of firecrackers and champagne-popping. Rather it came with a catch: the country’s poverty profile worsened.

    In its annual review of the country, the World Bank applauded Nigeria for its economic reforms. These include the removal of fuel subsidies, liberalisation of the foreign exchange market and maintenance of a contractionary monetary policy. This is a policy of raising interest rates, reducing money supply and increasing borrowing costs to rein in inflation.

    But the bank also drew attention to the fact that the country’s poverty profile has become grim. About 31% of Nigerians lived in poverty prior to the COVID-19 epidemic. Since then, an additional 42 million have become poor, increasing the poverty rate to about 46% in 2024.

    Poverty is even worse in Nigeria’s rural communities: 75.5% live on US$2.15 or less per day (based on 2017 prices). The average poverty rate for sub-Saharan African countries was 36.5% in 2024 and 0.8% for East Asia and the Pacific.

    Nigeria’s poverty rate would have been higher if the multidimensional poverty index had been used. In addition to income, the index considers access to education, health, decent housing, nutrition, sanitation, electricity and water. Access to these critical services has worsened for many Nigerians, despite improvements in macroeconomic stability.

    A challenge for policy makers is how to translate impressive macroeconomic outcomes into high-paying jobs, lower poverty rates and access to health, good sanitation, education, electricity and affordable housing. The question is even more acute for people in rural areas.

    As an economist who has studied the Nigerian economy for over four decades and lived in a rural community, I believe Nigeria needs a radical shift in its economic policy approach.

    One major step should be a change in the country’s growth drivers. Oil, information and communications technology and finance are the major drivers of growth in Nigeria.

    These sectors are not employment-intensive, and they require skills that most Nigerians don’t have. Because of the lack of employment opportunities in these sectors, most Nigerians gravitate towards the informal sector, which accounts for about 90% of employment in the country.

    By continuing to urge Nigerians to be patient for economic reforms to have a positive impact on their living conditions, the Tinubu administration appears to assume that improvements in macroeconomic performance will eventually manifest in lower unemployment and poverty rates. This notion of “trickle-down economics” is misconceived and illusory.

    The government needs to intentionally create transmission mechanisms through which economic growth and macroeconomic stability can raise living standards.

    Fostering growth with development

    Concerted efforts will be needed to target poverty in general, and rural poverty in particular.

    Five key policies could get Nigeria closer to this goal:

    Building productive capacities: People who live in rural areas in Nigeria are eager to work and full of creative ideas and entrepreneurial spirit. But they lack the resources and opportunity to fully unleash their potential.

    Building their productive capacities would entail giving them access to basic education, technical and managerial skills, and other productive resources such as tools, equipment, finance and land. The government should identify the comparative advantage of different rural communities, and put in place policies that encourage those communities to use their comparative advantage and distinctive competencies.

    Opportunity to diversify incomes: In developed countries, many people hold multiple jobs. Most rural dwellers in Nigeria, however, rely on agriculture as their only source of livelihood.

    Because of limited access to inputs and modern technology, and outdated agricultural practices, their productivity is often very low. Their low income makes it difficult to save and invest in education, health and housing.

    Non-agricultural activities, especially manufacturing, need to be located in rural communities, to give rural dwellers the opportunity to diversify their income sources.

    Agriculture-led industrial strategy: This would involve the location of manufacturing plants close to the sources of agricultural raw materials.

    Nigerian manufacturers locate their factories in urban areas. The result of urban-biased development strategy in Nigeria has been the lack of employment opportunities in rural communities, and a decline in the rural population, from about 85% in 1960 to 46% in 2023.

    Moving manufacturing to rural areas would require massive investment in infrastructure such as electricity, water, roads and health services.

    Ending patriarchy and male domination: Women disproportionately bear the burden of rural poverty in Nigeria. A study in rural south-east Nigeria found that the poverty rate among women was 98%, compared to 85% for men. Men are often given preference regarding access to land, education, skills acquisition and financial inclusion.

    Women are also imbued with the responsibility of caring for children, the elderly and the sick, as well as household chores. This leaves them with little time for paid work or opportunities to acquire marketable skills.

    Ability to absorb shocks and vulnerability: Rural poverty is often exacerbated by shocks and vulnerability such as extreme weather conditions, attacks by insurgents and other criminal groups, and illness. With no safety nets, and little or no saving, most rural dwellers are unable to withstand shocks.

    The Tinubu administration plans to disburse N25,000 (about US$17) each to 60 million Nigerians. But these kinds of support are too small, non-pervasive, irregular and unpredictable.

    What India and China have to teach

    Nigeria could do well to borrow from the Indian model of an institutionalised safety net.

    India issues “ration cards” to eligible households. The cards enable poor people to purchase essential food items such as grains, milk, eggs, cooking oil and bread at subsidised prices from designated stores.

    Nigeria could finance this kind of programme with a special tax on oil companies and financial institutions, which frequently post huge after-tax profits.

    China has had an impressive record of poverty reduction. Using the US$1.90 poverty line, China’s poverty rate decreased from 88.1% in 1981 to 0.3% in 2018.

    The fall in rural poverty is even more dramatic, from 96% in 1980 to 1% in 2019.

    This reduction was accomplished in stages, starting with an increase in agricultural productivity. It then shifted focus to the development of non-agricultural sectors of the economy, including manufacturing. These sectors were able to draw surplus labour from the agricultural sector, giving them skills that led to higher wages and poverty alleviation.

    The World Bank in its report noted that addressing pressing social and humanitarian challenges remains critical to ensuring inclusive and sustainable growth in Nigeria.

    Cash transfers and social assistance programmes could provide temporary relief for the poor in rural communities. But a long-term solution is to build their productive capacities and transform rural communities in ways that provide opportunities for income diversification.

    Severe thunderstorms are expected today from parts of southern
    Missouri northeastward to the southern Great Lakes. Scattered to
    numerous damaging winds, isolated large hail, and a few tornadoes
    all appear possible. Strong to severe thunderstorms may also develop
    across parts of the southern Plains, northern Plains/Upper Midwest,
    and Mid-Atlantic.

    …Mid Mississippi/Ohio Valleys to the Southern Great Lakes…
    Embedded within large-scale upper troughing, a well-defined MCV
    evident on radar and visible satellite imagery over MO this morning
    will quickly advance northeastward today across the mid MS Valley
    into the Midwest, and eventually the southern Great Lakes this
    evening. This feature will likely aid robust thunderstorm
    development across parts of eastern IL into IN and vicinity by late
    morning/early afternoon. Sufficient low-level and deep-layer shear
    will exist across the Midwest for updraft organization, including
    supercells. However, convection may quickly become linear; so, it
    remains unclear how long a supercell hail/tornado threat will exist.
    Regardless, filtered daytime heating of a rather moist low-level
    airmass will aid the development of at least moderate instability
    downstream of any convection that develops.

    With 40-50 kt of low/mid-level southwesterly flow forecast across
    parts of the mid MS Valley into the OH Valley/Midwest and steepening
    low-level lapse rates through the day, scattered to perhaps numerous
    damaging winds appear likely with organized clusters/bows spreading
    east-northeastward across these regions through the afternoon and
    early evening. The severe wind threat should extend as far north as
    parts of southern Lower MI, along/near a surface front. Some risk
    for line-embedded tornadoes may also exist. By mid to late evening,
    these clusters should gradually weaken as they continue eastward
    into a less unstable environment across the OH Valley. But, they may
    still pose some threat for damaging winds for as long as they can
    remain surface based.

    …Southern Plains to the Mid-South…
    Ongoing convection across central OK may continue to pose an
    isolated hail/wind threat in the short term this morning, before
    eventually weakening as the nocturnal low-level jet aiding this
    activity slowly subsides. In the wake of these early-day
    thunderstorms, ample daytime heating of a seasonably moist airmass
    is anticipated along/south of a convectively reinforced cold front,
    with moderate to strong instability expected. The southern Plains
    will be on the southern periphery of upper troughing across the
    mid/upper MS Valley today, but enhanced mid-level winds should still
    be present from parts of OK eastward into AR and the Mid-South.

    Multiple bands/clusters should form this afternoon along/south of
    the front in a favorable thermodynamic environment given the
    continued presence of steep mid-level lapse rates, especially across
    OK/TX. While deep-layer shear is not forecast to be overly strong,
    it should still be sufficient for updraft organization, including
    the potential for a few supercells. Initial development this
    afternoon may pose more of a severe hail threat, before clustering
    occurs and the risk for severe/damaging winds increases with
    eastward/southward extent later in the afternoon and continuing into
    the evening.

    …Northern Plains/Upper Midwest…
    Behind upper troughing over the mid/upper MS Valley, northwesterly
    mid-level flow around 25-40 kt should be present today over portions
    of the northern Plains and Upper Midwest. Low-level moisture is
    expected to remain fairly limited, with surface dewpoints mostly in
    the 50s. Even so, steepened low/mid-level lapse rates are
    anticipated through the afternoon, along with weak to moderate
    instability. While large-scale ascent should remain weak, widely
    scattered thunderstorms may still form and spread
    east-southeastward, with some threat for isolated severe wind gusts
    and marginally severe hail this afternoon and early evening. Modest
    deep-layer shear should keep the overall severe threat fairly
    isolated/marginal.

    …Mid-Atlantic…
    Within modestly enhanced mid-level southwesterly flow, an embedded
    weak perturbation is forecast move northeastward today from the
    southern/central Appalachians across the southern Mid-Atlantic. A
    moist low-level airmass in place across this region, with surface

    expectations are for thunderstorms to develop initially over the
    higher terrain and move eastward in a modest deep-layer shear
    environment. Some thunderstorm organization should occur, with
    multicells as the main convective mode. This activity may pose some
    threat for damaging winds this afternoon and evening until it moves
    off the Atlantic Coast or weakens with the loss of daytime heating.

  • Top Maoist leaders surrender after 25 years, major blow to LWE in Chhattisgarh

    In a significant setback to the Left Wing Extremist (LWE) movement, two senior Maoist leaders, including the commander of the Mobile Political School (MOPOS), surrendered to security forces on Monday. The surrender, which took place before senior police and Indo-Tibetan Border Police (ITBP) officials, marks a crucial breakthrough in anti-Naxal operations in the region.

    Jeevan Tulavi (45), also known as Ram Tulavi, and his wife Agasha (35), alias Aarti Korram, gave up arms before Inspector General of Rajnandgaon Range Abhishek Shandilya, Superintendent of Police Y.P. Singh, and Commandant of the 27th Battalion ITBP Vivek Kumar Pandey. Officers from the 44th Battalion ITBP were also present.

    Jeevan, a resident of Parvidih village under Mohla police station in Mohla Manpur Ambagarh Chowki (MMAC) district, has been active in Maoist operations for over 25 years. Currently serving as a Divisional Committee Member (DVCM) and Education Unit Commander of the Maad Division, he carried a bounty of ₹8 lakh. He joined the LWE movement in 2008 and initially served in the People’s Liberation Guerrilla Army (PLGA) in the South Rajnandgaon-based division.

    Since 2012-13, Jeevan transitioned into an ideological role, teaching Maoist philosophy through the Mobile Political School (MOPOS) in the Maad Division. He is known to have travelled extensively across Abujhmad, spreading LWE ideology through the Mobile Academic School (MAS) and heading the education wing until his surrender.

    Agasha, his wife and a resident of Telitola village in the same district, was serving as an Area Committee Member (ACM). She played a key role in the Press Team of the Maad Division and was also the commander of the Maoist cultural wing, Chetna Natya Mandali (CNM). Active since the early 2000s, Agasha contributed as a singer, dancer, poet, orator, and composer for the LWE propaganda machinery. She was also responsible for handling digital communication, including drafting press releases and managing computers.

    The surrender is seen as part of the growing impact of sustained operations led by police and ITBP in the MMAC district and the former Rajnandgaon region. In the past three months alone, five senior Maoist cadres from the district have surrendered, weakening the organizational structure of the LWE in this strategically critical area bordering the heavily affected regions of Gadchiroli (Maharashtra) and Kanker (Chhattisgarh).

    Prime Minister Narendra Modi received a rousing welcome by the vibrant Indian community in Zagreb as he began his landmark visit to Croatia – the first-ever by an Indian Prime Minister to the country – on Wednesday.

    Zagreb is the last stop on PM Modi’s three-nation tour, which also included visits to Cyprus en route to Canada for Tuesday’s G7 Summit in Kananaskis.

    As a special gesture, the PM was warmly received by his Croatian counterpart Andrej Plenkovic at the Franjo Tudman Airport with a ceremonial welcome.

    “This is a special visit, the first ever by an Indian Prime Minister to a valued European partner. I am grateful to Prime Minister Andrej Plenkovic for the special gesture of welcoming me at the airport,” PM Modi posted on X.

    Plenkovic said that PM Modi’s significant visit comes at a pivotal moment.

    “We welcomed the Indian Prime Minister Narendra Modi to Zagreb! This is the first visit by the Prime Minister of India – the most populous country in the world, and it comes at an important geopolitical moment. We are starting a new chapter in Croatia-India relations and creating the conditions for strengthening bilateral cooperation in a number of areas,” the Croatian Prime Minister commented.

    Members of the Indian diaspora, waiting to catch a glimpse of PM Modi, were seen gathered in huge numbers as the PM’s motorcade drove through the city.

    Hundreds of people, including locals, also gave a grand welcome to PM Modi as he arrived at his hotel.

    Amid chants of “Modi-Modi”, “Bharat Mata Ki Jai” and “Vande Mataram”, PM Modi witnessed vibrant and energy-filled cultural performances from people present at the venue.

    PM Modi joined a group of locals chanting Vedic shlokas and also interacted with a few in the gathering while getting inside the building.

    Citing the centuries-old close cultural links, PM Modi had said before arriving in the country that he is looking forward to his visit and meetings with President Zoran Milanovic and Prime Minister Andrej Plenkovic.

    Prime Minister Modi had asserted that the three-nation tour is also an opportunity to thank partner countries for their steadfast support to India in India’s fight against cross-border terrorism, and to galvanise global understanding on tackling terrorism in all its forms and manifestations.

    Analysts reckon that the first-ever visit by an Indian PM to Croatia will help in fostering stronger political and economic collaboration with Croatia. It will also provide a crucial opportunity to expand bilateral cooperation in various sectors including trade, innovation, defence, ports, shipping, science and tech, cultural exchange, and workforce mobility.

    India and Croatia have close cooperation in trade, investment, defence, agriculture sectors amongst others, and also cooperate in international fora, vibrant cultural exchanges and close people-to-people ties.

    The bilateral trade between both nations stands at about USD 300 million with the Indian investments in Croatia being roughly around USD 48 million.

    Prime Minister Modi briefly interacted with Croatian PM Plenkovic at COP-26 in 2021 and the virtual India-EU Leaders Meeting the same year.

    Former President Ramnath Kovind undertook State Visit to Croatia in March 2019, during which he was conferred with Croatia’s highest civilian honor (‘the Grand Order of the King of Tomislav’).

    India has been well known in Croatia for centuries, and the earliest Croatian visitors to India were missionaries. Links have been found between the Principality of Dubrovnik and Goa, and the Church of Sao Braz was reportedly built by Croatians around 1563 in Goa.

    The Indian community in Croatia has changed over the last three years rapidly due to the demographic situation in Croatia where a lot of foreign workers are being employed for carrying out work in different sectors of the economy.

    There were approximately 17000 Indians residing in Croatia in December 2024. Many of the Indian workers are working on short to medium term contracts and therefore at least 90 per cent of the people currently residing are those who form a part of the mobile population staying in Croatia for a specific contractual period.

  • MIL-OSI Global: G20 countries could produce enough renewable energy for the whole world – what needs to happen

    The world’s most developed economies have also burnt the most oil and coal (fossil fuels) over the years, causing the most climate change damage. Preventing further climate change means a global fossil fuel phase-out must happen by 2050. Climate change mitigation scientists Sven Teske and Saori Miyake analysed the potential for renewable energy in each of the G20 countries. They concluded that the G20 is in a position to generate enough renewable energy to supply the world. For African countries to benefit, they must adopt long term renewable energy plans and policies and secure finance from G20 countries to set up renewable energy systems.

    Why is the G20 so important in efforts to limit global warming?

    The G20 group accounts for 67% of the world’s population, 85% of global gross domestic product, and 75% of global trade. The member states are the G7 (the US, Japan, Germany, the UK, France, Italy, Canada), plus Australia, China, India, Indonesia, Republic of Korea, Russia, Türkiye, Saudi Arabia, South Africa, Mexico, Brazil and Argentina.

    We wanted to find out how G20 member states could limit global warming. Our study examined the solar and wind potential for each of G20 member countries (the available land and solar and wind conditions). We then compared this with projected electricity demands for 2050. This is, to our knowledge, the first research of its kind.

    We found that the potential for renewable energy in G20 countries is very high – enough to supply the projected 2050 electricity demand for the whole world. They have 33.6 million km² of land on which solar energy projects could be set up, or 31.1 million km² of land on which wind energy projects could be set up.

    This potential varies by geography. Not all G20 countries have the same conditions for generating solar and wind energy, but collectively, the G20 countries have enough renewable energy potential to supply the world’s energy needs.

    But for the G20 countries to limit global warming, they also need to stop emitting greenhouse gases. Recent figures show that the G20 countries were responsible for generating 87% of all energy-related carbon dioxide emissions that cause global warming.

    On the other hand, African Union countries (apart from South Africa, which is a high greenhouse gas emitter), were responsible for only 1.2% of the global total historical emissions until 2020.

    The G20 countries with the highest renewable energy potential (especially Australia and Canada) are major exporters of the fossil fuels that cause global warming. Along with every other country in the world, the G20 nations will need to end their human-caused carbon emissions by 2050 to prevent further climate change.

    Where does Africa fit into the picture?

    African countries cannot set up new electricity plants based on burning fossil fuels, like coal. If they do that, the world will never end human-caused greenhouse gas emissions by 2050. The continent must generate electricity for the 600 million Africans who do not currently have it but will need to move straight past fossil fuels and into renewable energy.

    For this, Africa will need finance. The African Union hosts the G20 summit later this year. This meeting begins just after the world’s annual climate change conference (now in its 30th year and known as COP30). These two summits will give Africa the chance to lobby for renewable energy funding from wealthier nations.

    Africa already has the conditions needed to move straight into renewable energy. The continent could be generating an amount of solar and wind power that far exceeds its projected demand for electricity between now and 2050.

    We are launching an additional analysis of the solar and wind potential of the entire African continent in Bonn, Germany on 19 June 2025 at a United Nations conference. This shows that only 3% of Africa’s solar and wind potential needs to be converted to real projects to supply Africa’s future electricity demand.

    This means that Africa has great untapped potential to supply the required energy for its transition to a middle-income continent – one of the African Union’s goals in Agenda 2063, its 50 year plan.

    But to secure enough finance for the continent to build renewable energy systems, African countries need long-term energy policies. These are currently lacking.

    So what needs to be done?

    The countries who signed up to the 2015 international climate change treaty (the Paris Agreement) have committed to replacing polluting forms of energy such as coal, fuelwood and oil with renewable energy.

    South Africa, through its G20 presidency, must encourage G20 nations to reduce their greenhouse gas emissions and support renewable energy investment in Africa.

    Because financing the global energy transition is already high on the priority list of most countries, South Africa should push for change on three fronts: finance, sound regulations and manufacturing capacity for renewable technologies. These are the among the main obstacles for renewables, particularly in Africa.

    Finance: Financing the energy transition is among the highest priorities for COP30. Therefore, the COP30 meeting will be an opportunity for the African Union to negotiate finance for its renewable energy infrastructure needs.

    For this, fair and just carbon budgets are vital. A carbon budget sets out how much carbon dioxide can still be emitted in order for the global temperature not to rise more than 2°C higher than it was before the 1760 industrial revolution.

    A global carbon budget (the amount of emissions the whole world is allowed) has been calculated, but it needs to be divided up fairly so that countries that have polluted most are compelled to limit this.

    To divide the global carbon budget fairly, energy pathways need to be developed urgently that consider:

    • future developments of population and economic growth

    • current energy supply systems

    • transition times for decarbonisation

    • local renewable energy resources.

    The G20 platform should be used to lobby for fair and just carbon budgets.

    Sound regulations that support the setting up of new factories: Governments must put policies in place to support African solar and wind companies. These are needed to win the trust of investors to invest in a future multi-billion dollar industry. Long-term, transparent regulations are needed too.

    These regulations should:

    • say exactly how building permits for solar and wind power plants will be granted

    • prioritise linking renewable energy plants to national electricity grids

    • release standard technical specifications for stand-alone grids to make sure they’re all of the same quality.

    Taking steps now to speed up big renewable energy industries could mean that African countries end up with more energy than they need. This can be exported and increase financial income for countries.

  • MIL-OSI Global: Southeast Asian nations look to hedge their way out of troubled waters in the South China Sea

    The South China Sea has long been a bubbling geopolitical hot spot. Recently, a series of moves by the various nations claiming a stake in the waters has stirred up yet more trouble.

    Malaysia has of late reaffirmed its commitment to oil and gas exploration in waters claimed by China while quietly building up its military on the islands off Borneo.

    Meanwhile, Chinese coast guard vessels have deployed water cannons against Filipino fishing boats. And the accidental grounding of a Chinese boat in shallow waters around the Philippines’ Thitu Island on June 8, 2025, was enough to put Filipino forces on alert.

    Vietnam, too, has been active in the disputed waters. A Beijing-based think tank on June 7 flagged that Vietnamese engineers had been busy reclaiming land and installing military-related ports and airstrips around the Spratly Islands.

    What the three Southeast Asian nations of Vietnam, the Philippines and Malaysia have in common is that they, along with others in the region, are trying to navigate a more assertive China at a time when the U.S. policy intentions under the second Trump Administration are fluid and hard to read. And in lieu of a coordinated response from the regional body Association of Southeast Asian Nations, or ASEAN, each member nation has been busy charting its course in these choppy waters.

    US-China relations all at sea

    Why is China trying to assert control in the South China Sea? In a 2023 speech, President Xi Jinping noted that “Western countries led by the United States have implemented all round containment, encirclement and suppression of China.”

    This fear has been long held in Beijing and was reinforced by a U.S. Indo-Pacific policy announced in 2011 of rebalancing military forces away from Europe and toward Asia to confront China.

    In response, China has in recent years embarked on an ambitious policy of attempting to outmuscle U.S. naval power in the South China Sea.

    China is now the world’s leading builder of naval vessels and is estimated to have 440 battleships by 2030, compared with the United States’ 300.

    And it comes at a time when U.S. naval power is spread around the world. China’s, meanwhile, is concentrated around the South China Sea where, since 2013, Chinese vessels have pumped sand onto reefs, turning them into islands and then weaponizing them.

    Then there is the activity of China’s maritime militia of approximately 300 nominally fishing boats equipped with water cannons and reinforced hulls for ramming. This so-called gray zone fleet is increasingly active in confronting Southeast Asia nations at sea.

    The U.S. response to China’s militarization in the sea has been through so-called “freedom of navigation” exercises that often deploy carrier groups in a show of force. But these episodic displays are more performative than effective, doing little to deter China’s claims.

    The U.S. has also strengthened military alliances with Australia, India, Japan and the Philippines, and has increased coast guard cooperation with the Philippines and Japan.

    The sea is a valuable resource

    Yet the battle over control of the South China Seas is more than just geopolitical posturing between the two superpowers.

    For adjoining countries, the sea is a valuable biological resource with rich fishing grounds that provide a staple of fish protein for close to 2 billion people. There are estimates of 190 trillion cubic feet of natural gas and 11 billion barrels of oil.

    The U.N. Convention on the Law of the Sea, or UNCLOS, guarantees a nation an exclusive economic zone (EEZ) of 200 nautical miles from around its coastline.

    China is a signatory of the UNCLOS. Yet it views ownership of the South China Sea through the lens of its nine-dash line, a reference to the boundary line that Beijing has invoked since 1948. While the claim has no legal or historical basis, the delineation makes major incursions into waters around Vietnam, the Philippines and Malaysia and, to a lesser extent, Brunei and Indonesia as well.

    Despite China’s expansive claim to the South China Sea being dismissed in 2016 by the international Permanent Court of Arbitration, Beijing continues to assert its claim.

    Hedging positions

    As I explore in my recent book “Hedging and Conflict in the South China Sea,” part of the problem Southeast Asian nations face is that they have failed to forge a unified position.

    ASEAN, the regional bloc representing 10 nations in Southeast Asia, has long been governed by the principle that major decisions need unanimous agreement. China is a major trading partner to ASEAN nations, so any regional country aligning too close to the U.S. comes with the real risk of economic consequences. And two ASEAN members, Cambodia and Laos, are especially close to China, making it difficult to generate a unified ASEAN policy that confronts China’s maritime claim.

    Instead, ASEAN has promoted a regional code of conduct that effectively legitimizes China’s maritime claims, fails to mention the 2016 ruling and ignores the issue of conflicting claims.

    Further complicating a united front against China is the competing claims among ASEAN nations themselves to disputed islands in the South China Sea.

    In lieu of a coordinated response, Southeast Asian nations have instead turned to hedging — that is, maintaining good relationships with both China and the U.S. without fully committing to one or other.

    A balancing act for Vietnam, Malaysia and the Philippines

    Malaysia’s approach sees its government partition off the South China Sea dispute from its overall bilateral ties with China while continuing to promote an ASEAN code of conduct.

    Until recently, Malaysia’s oil and gas activities were well within Malaysia’s EEZ and not far enough out to fall into China’s nine-dash claim.

    But as these close-to-shore fields become exhausted, subsequent exploration will need to extend outward and into China’s nine-dash claim, putting Malaysia’s dealings with China under pressure.

    China’s nine-dash line claims a significant amount of Vietnam’s EEZ, and the contested maritime area is a source of friction between the two countries; China’s maritime militia regularly harasses Vietnamese fishermen and disrupts drilling operations in Vietnam’s EEZ .

    But Vietnam has to tread carefully. China plays a significant role in the Vietnamese economy as a major destination of exports and an important provider of foreign investment. China also has the ability to dam the Mekong River upstream of Vietnam — something that would disrupt agricultural production.

    As a result, Vietnam’s hedging involves a careful calibration to avoid angering China. However, part of Vietnam’s heavy hedging involves the promotion of the South China Sea dispute as a core issue for domestic public opinion, which limits the Vietnamese government’s ability to offer concessions to China.

    China’s nine-dash claim also includes a wide swath of the Philippines’ EEZ.

    The Philippines has zigzagged in its dealings with China. The presidencies of Gloria Macapagal Arroyo (2001–2010) and Rodrigo Duterte (2016-2022) pursued a pro-China tack that downplayed Filipino claims in the South China Sea. Presidents Benigno Aquino (2010-2016) and Ferdinand “Bongbong” Marcos Jr. (2022-present), in contrast, have given U.S. forces greater access to its maritime bases and mobilized national and international opinion in favor of its claims.

    Since coming to power, Marcos has also pursued even closer naval ties with the U.S.. But this has come at a cost: China now views the Philippines as a U.S. ally. As such, Beijing sees little to be gained by pulling back from its assertive activity in and around its waters.

    The future

    In the shadow of two major powers battling for power in the South China Sea, Southeast Asian nations are making the best of their position along a geopolitical fracture line by advancing their claims and interests while not overly antagonizing a more assertive China or losing the support of the U.S.

    This may work to tamp down tensions in the South China Sea. But it is a fluid approach not without risk, and it could yet prove to be another source of instability in a geopolitically contested and dangerous region.

  • Russia warns US not to help Israel militarily against Iran

    Russian Deputy Foreign Minister Sergei Ryabkov warned on Wednesday that direct U.S. military assistance to Israel could radically destabilise the situation in the Middle East, where an air war between Iran and Israel has raged for six days.

    In separate comments, the head of Russia’s SVR foreign intelligence service, Sergei Naryshkin, was quoted as saying that the situation between Iran and Israel was now critical.

    Ryabkov warned the U.S. against direct military assistance to Israel or even considering such “speculative options,” according to Russia’s Interfax news agency.

    “This would be a step that would radically destabilise the entire situation,” it cited him as saying.

    Earlier, a source familiar with U.S. internal discussions said President Donald Trump and his team were considering a number of options, including joining Israel in strikes against Iranian nuclear sites.

    On Tuesday, Trump openly mused on social media about killing Iran’s Supreme Leader Ayatollah Ali Khamenei, but said “We are not going to take him out (kill!), at least not for now.”

    Israel launched air strikes last Friday against Iran’s nuclear sites, scientists and top military leaders in a surprise attack that Russia condemned as unprovoked and illegal. Iran has responded with missile and drone attacks on Israeli cities.

    Russian President Vladimir Putin, who in January signed a strategic partnership treaty with Iran, has called for a cessation of hostilities between the two sides.
