  • MIL-OSI Europe: Briefing – Asia’s skyrocketing space race: A competition for peace? – 16-10-2024

    Over the past 20 years, new Asian players have emerged in the competition for space. Until the end of the 20th century, Japan – the only Asian country admitted to the International Space Station – played a leading role in the region. However, the beginning of the 21st century has seen the rise of other countries’ space capabilities, fuelling a new space race. China has made sizeable progress, outpacing Russia as the main competitor to the United States. Beijing aims to be the world’s leading space power by the mid-2040s and has integrated its space activities in the army structure. China is planning to build a permanent research station on the lunar south pole and a solar power station in space. China and Russia are increasingly teaming up in space projects. India has showed the capability to perform low-cost missions, including the successful landing on the Moon in August 2023, making it the fourth country to achieve this. South Korea has a relatively recent space history, but aims to rank among the world’s top five space powers by 2045. The United Arab Emirates (UAE) and Saudi Arabia have revealed ambitious space policies; the UAE aims to establish the first inhabitable human settlement on Mars by 2117. Meanwhile, despite the narrative of a shared vision for humanity in space, China is accumulating major counter-space capabilities, including that of seizing control of a satellite, rendering it ineffective. The Chinese army has meanwhile designated outer space as a warfighting domain. There is also concern around the claimed pacific purpose of Iran’s space programme, potentially supporting its intercontinental ballistic missile capacities. North Korea is also developing a space programme. The European Union (EU) economy, society and security are increasingly reliant on space services. The April 2021 Space Regulation established the EU space programme and the EU Agency for the Space Programme. The EU’s space strategy for security and defence was adopted in March 2023.

Re-framing this holiday is a powerful way for us to acknowledge and heal from painful history. It also inspires us to celebrate the enduring strength and resilience of Native people.

    Background:
    Last year, Heinrich led the bicameral introduction of legislation to replace the official federal holiday recognized on the second Monday of October as Indigenous Peoples’ Day. The bill would also replace any mention of Columbus Day in all federal laws or regulations with Indigenous Peoples’ Day.    
    Heinrich’s legislation is supported by the Navajo Nation, Mescalero Apache Tribe, All Pueblo Council of Governors, National Congress of American Indians, Indigenous Peoples’ Initiative, Association on American Indian Affairs, Santa Rosa Rancheria Tachi Yokut Tribe, the Pocahontas Project, Cherokee Nation, National Council of Urban Indian Health, and Barona Band of Mission Indians.

A very good afternoon to all of you.

    It is an honour to open this discussion on this very important and pertinent topic in today’s financial world – “Central Banks and Financial Stability: Assessing Risks and Building Resilience.”

    The financial sector is the backbone of the economy, enabling efficient allocation of resources, managing risks through various instruments, and ensuring smooth payments and settlements. It performs crucial functions that support investments and drives economic growth. Therefore, the financial sector becomes the cornerstone of a well-functioning economy.

    The financial sector is vulnerable to risks-especially systemic ones that, which if left unchecked, can have far-reaching consequences. As you are aware these systemic risks manifest across two dimensions: time and interconnectedness. On the one hand, financial risks can build up over time, especially in periods of economic euphoria. On the other, the growing interconnections between financial institutions, markets, and the broader economy make the system more open to shocks.

    In today’s world, challenges are more complex and unpredictable than ever. Traditional risks, like credit and liquidity risks, now have new and faster drivers. For example, bank runs that once unfolded over days, giving regulators time to respond, can now occur within hours due to the speed of internet and mobile banking. The increasing reliance on technology also introduces vulnerabilities, such as dependence on third-party service providers and heightened cybersecurity threats, all while customers expect uninterrupted services. Additionally, we face emerging risks, such as climate risk.

    In this increasingly volatile environment, building resilience is crucial to maintaining financial stability. However, resilience is a balancing act-too much emphasis on safeguarding can stifle innovation and growth, while too little can expose the system to significant vulnerabilities. Finding that right balance so that we can have a robust financial system that can weather crises without constraining economic progress is one of the key challenges that we face today.

    Indeed, central banks are much like wicketkeepers in cricket or goalkeepers in football-often unnoticed in success but always in the spotlight during failure. When everything works seamlessly, their efforts remain behind the scenes, often taken for granted. However, when a crisis occurs, they are asked as to how they could allow the ball to slip through their fingers! In addition, Central Bankers are also tasked with preventing further damage and restoring stability quickly.

    Let me offer an analogy: imagine a person teetering on the edge of a cliff, seemingly about to fall, only to be pulled back just in time by a watchful observer. When central banks intervene in such a manner to prevent a potential crisis, those they protect may claim they didn’t need saving at all. This highlights a common paradox-while regulators work tirelessly to maintain stability and avert disasters, their successes often go unnoticed, and their actions are sometimes viewed as unnecessary, intrusive or excessive by those unaware of the risks. Yet it is precisely this proactive oversight that ensures the safety and soundness of the financial system, allowing it to function smoothly even in times of uncertainty.

    Over the years, the role of central banks has significantly evolved. Initially seen as the lender of last resort, today, central banks are equipped with a broad range of tools-regulatory, supervisory, and monetary-to ensure the stability of the financial system. In some countries, central banks do not have supervisory roles, with the supervision being carried out by a separate agency, but a coordinated approach is essential. Governments, central banks, financial regulators, and the industry must all work together to ensure appropriate and timely action is taken to safeguard financial stability.

    In India, the Financial Stability and Development Council (FSDC), chaired by the Union Finance Minister, along with its sub-committee led by the Governor of the Reserve Bank, has been effectively facilitating discussions and enhanced understanding of risks across the financial sector. Biannually, Reserve Bank publishes Financial Stability Reports that deliver a thorough risk assessment of India’s financial landscape. These reports utilise macro stress tests, sensitivity analyses, network and contagion assessments, and systemic risk surveys to provide valuable insights into potential vulnerabilities that affect the financial sector. Apart from inter-regulatory coordination, RBI also actively engages with the industry through regular engagements/ interactions including conferences with the Boards of supervised entities, periodic meetings with the MDs & CEOs, Heads of Assurance functions as well as interactions with auditors.

    Having discussed the importance of domestic coordination, I would also like to emphasise the significance of global supervisory cooperation. Historically, crises have acted as catalysts for bringing supervisors together to address shared challenges. For instance, the Basel Committee on Banking Supervision was formed in the aftermath of the Herstatt Bank failure, highlighting the necessity for a coordinated response to systemic risks. However, we should not wait for crises to play out before strengthening international collaboration. Greater engagement for proactive horizon scanning of potential risks and vulnerabilities, along with discussions on strategies to mitigate and address these challenges, can enhance our collective resilience and crisis preparedness.

    Indeed, as a part of our agenda for the next decade, RBI@100, the Reserve Bank intends to engage more with the central banks of the global south. The Reserve Bank also aims to establish a global model of risk-focused supervision by fostering a strong risk discovery and compliance culture, building a “through-the-cycle” risk assessment framework. Reserve Bank is working to create a comprehensive data analytics ecosystem to support its supervisory functions.

    With these thoughts in mind, I look forward to a rich and insightful panel discussion on how central banks can continue to enhance financial stability and build a resilient global financial system. Thank you!

  • MIL-OSI Security: IMPD Sergeant Facing Federal Charges for Possession and Distribution of Child Sexual Abuse Material

    INDIANAPOLIS—A federal grand jury has returned an indictment charging Indianapolis Metropolitan Police Department Sergeant, Javed Richards, 42, with five counts of distribution of child sexual abuse material and one count of possession of child sexual abuse material. Richards had his initial appearance in federal court on October 10th.

    According to the indictment, on July 14, 2024, Richards allegedly distributed at least five videos of minors under the age of 12 engaged in sexually explicit conduct to other individuals via the Kik messenger application. Richards is further charged with possessing numerous images and videos of child sex abuse material on his iCloud account.

    IMPD announced it has suspended Sergeant Richards pending a recommendation of termination to the IMPD Civilian Police Merit Board.

    The FBI and Indiana Internet Crimes Against Children Task Force is investigating this case, with cooperation from the Indianapolis Metropolitan Police Department. If convicted, Richards faces up to 20 years in federal prison.

    U.S. Attorney Myers thanked Assistant U.S. Attorney Tiffany J. Preston, who is prosecuting this case.

    This investigation was conducted by the FBI which is part of the Indiana Internet Crimes Against Children (ICAC) Task Force, a multiagency task force led by the Indiana State Police that investigates and prosecutes persons who use the internet to sexually exploit or entice children. Each year, Indiana ICAC investigators evaluate thousands of tips, investigate hundreds of cases, and rescue dozens of children from ongoing sexual abuse. Visit https://www.internetcrimesagainstkids.com to learn more about their efforts.

    This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by U.S. Attorneys’ Offices and the Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend and prosecute individuals who exploit children via the internet, as well as to identify and rescue victims.

    An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    We have every reason therefore to be hopeful for the future.

    Another reason to be hopeful is that we played our part in kicking out the Tories out of Wales.

    They may still be the second largest party in Westminster, but they are a spent force in Wales.  

    Let us be clear:

    Plaid is the official opposition for Wales in Westminster. Not the Conservatives.

    We will do what the opposition are supposed to do – hold the Government of the day to account.

    As I speak with you today, it is UK Labour’s 100th day in office – and what have we seen so far?

    They have maintained the cruel two child benefit cap.

    Cut winter fuel payments for over half a million pensioners in Wales, just as energy prices have increased by 10%.

    Overseen the end of steelmaking in Wales despite claiming they had a plan to save it.

    Continued to give Israel a carte blanche for its actions in the Middle East in defiance of international law.

    From ‘Change’ to 100 days of continuity.

    We were promised the sunlit uplands of a UK Labour Government supposedly working in partnership with the Labour Government in Cardiff.

    The reality is much different, with Wales continuing to have a child-parent, supplicant-master, relationship with Westminster, with Labour in Wales following orders.

    Sue Gray has recently been appointed an ‘envoy for the nations and regions’ – a backwards term for an outdated way of governing.

    But she didn’t even bother to turn up to her first meeting in Edinburgh.

    Non-job. Non-starter. Labour have no understanding of Wales.

    Let me give you two examples.

     

    This month marks 5 years since the Thomas Commission report recommended the full-scale devolution of justice and policing to Wales.

    This isn’t a nice to have – this is fundamental if we want to make a fairer and healthier society.

    Due to the crisis in our prisons, prisoners are being released early, and yet some are re-offending to avoid being homeless.

    With a devolved system we could divert people away from prison ending Wales’ status as having the highest imprisonment rate in Western Europe.

    It would also be a way of ensuring that those who are released are fully supported by housing and health services – reducing the reoffending rate in the process.

    Yet UK Labour is not interested in allowing Wales to do this, despite a fully devolved justice system being the policy of the Welsh Labour Government.

    Labour in Wales also nominally want the Crown Estate devolved, yet Eluned Morgan isn’t even asking her boss Keir Starmer for these powers.

    It is left to Plaid Cymru to lead where Labour fail.

    We are campaigning to ensure that it is the people of Wales who benefit from the use of Welsh natural resources – not the Monarchy.

    The millions of pounds that could be generated from a devolved Crown Estate could be transformative for our communities.   

    Profit from the Scottish Crown Estate is directly transferred to Scottish councils to support community benefit projects.

    Last year £11.2 million was transferred to councils, with those in deprived areas such as the Highlands prioritised for funding.

    Conference. Let’s say it clearly: if Scotland can, so – can – Wales.

    UK Labour have brushed aside the idea of devolving the Crown Estate instead promising that GB Energy will solve Wales’ energy needs.

    But where is the evidence of HOW it will reduce bills?

    We can do so much better than this.

    Plaid Cymru’s plan for cheaper energy bills starts right here, in our communities. We would expand community energy projects – where the power generated locally is used locally, and it’s sold to our people at affordable prices.

    Just yesterday, Llinos Medi MP on this stage called for regional pricing – a bold idea that energy prices should reflect where it’s produced.

    Wales is an energy powerhouse, yet we’re paying the most!

    We in the north pay the highest standing charges in all of Britain.

    It’s outrageous. Plaid Cymru will scrap these unjust standing charges once and for all.

    Imagine the difference that would make in an energy-rich nation like ours.

    For our low-income families, we would also introduce a social tariff to protect them from skyrocketing prices. And we would fund it by making sure those with vast, unearned wealth finally pay their fair share.

    This is more than just lowering bills – this is about fairness, about justice, and about Wales taking charge of our future.

    No more empty promises – it’s time our communities see the REAL benefits of the energy we produce.

    Labour is tired and letting us down.

    They are continuing the failed status quo which people in Wales know isn’t working.

    Wales needs a fresh start, and Plaid Cymru are the Government in waiting ready to provide the bold change and vision our nation needs.

    In rural areas where young people are often forced to leave their communities to look for opportunities further afield.

    Plaid Cymru have already acted to address the problem of second homes but must do more to increase access to housing and jobs.

    Wales could draw on international examples where other countries are already acting such as in Western Australia where they run successful promotional campaign to draw workers to fill roles in public services, and regions of Spain which use their tax systems to incentivise people to stay in their communities.

    These are examples of creative ideas that Wales could emulate with the right powers and the right ambition.

    If we look at industrial areas, we see the managed decline of historic industries such as steel in Port Talbot.

    Whilst this is a complete economic misstep, there is an opportunity through the development of floating offshore wind in the Celtic Sea for places like Port Talbot to thrive once again if we maximise the benefit by ensuring local supply chains are used.

    If we look at our valleys, there is a strong community spirit that is untapped.  We want to change that with an economic vision centred on community wealth building.

    Plaid Cymru is offering the bold ambitious vision for the whole of Wales – we are ready to be the change that Wales needs.

    As we look to the future, there are many challenges, but I am increasingly hopeful for the future of Wales.

    WA Agriculture Industry Receives $1.5 Million to Assist New Farmers

    Programs will provide new farmers with training and assistance to successfully start new farms

    EDMONDS, WA – Today, U.S. Senator Maria Cantwell (D-WA) announced $1.5 million in grants from the U.S. Department of Agriculture (USDA) to programs that will assist new agricultural workers in Washington state. The programs aim to provide farmers with the training and assistance to successfully start new farms, and target groups traditionally underserved by USDA grants.

    The grants come from the USDA’s 2501 program, which helps underserved farmers, ranchers, and foresters who have historically had limited access to USDA programs and services, and the Beginning Farmer and Rancher Development program.

    • $750,000 to Wakulima USA to provide support to disadvantaged new and beginning farmers. This grant focuses on increasing farmland access, improving production skills and facilities, establishing and expanding market connections, and providing a support system for immigrant and refugee farmers. This program is refugee- and immigrant-led, and will assist farmers in South King County.
    • $749,997 to the International Rescue Committee to help refugees, asylees, and immigrants achieve stability and flourish after resettlement throughout the U.S. This program will assist new farmers in South King County and Salt Lake County, UT, in growing their farm businesses by teaching skills and providing marketing opportunities and access to resources.
    • $49,014 to the Washington Farmland Trust to provide personalized support to beginning farmers and ranchers seeking to acquire farmland. This program helps farmers develop relationships with landowners and teaches them the skills to evaluate prospective farmland before purchasing it. This project will provide 50 new farmers across Washington state with the support to establish their farm businesses.

    Sen. Cantwell has been a consistent champion of Washington state’s agriculture industry, which is vital to the state’s economy. Agriculture and food manufacturing generate more than $21 billion per year and employ more than 171,000 people. Small and family farms are key contributors, making up 89% and 96%, respectively, of Washington’s farms.  In March  2024, Sen. Cantwell announced that Washington’s sweet cherry growers would be eligible for up to $500,000 in emergency loans following a disaster declaration for 2023’s cherry harvest season. A month earlier, she had sent a letter to Secretary of Agriculture Tom Vilsack urging him to expedite the disaster declaration.

    In September 2023, India ended its retaliatory tariffs on American apples and pulse crops following several years of Sen. Cantwell’s advocacy. In May 2023, Sen. Cantwell sent a letter urging the Biden Administration to help U.S. potato growers finally get approval to sell fresh potatoes in Japan. In June 2023, Sen. Cantwell hosted U.S. Sen. Debbie Stabenow (D-MI), chair of the Committee on Agriculture, Nutrition, and Forestry, in Washington state for a forum with 30 local agricultural leaders in Wenatchee to discuss the Farm Bill.

    In August 2020, during the height of the COVID-19 pandemic, Sen. Cantwell sent a letter to then-Secretary of Agriculture Sonny Perdue requesting aid funds be distributed to wheat growers. In December 2018, Sen. Cantwell celebrated the passage of the Farm Bill, which included $500 million of assistance for farmers, including those who grow wheat.

    In 2019, Sen. Cantwell helped secure a provision in the $16 billion USDA relief package, ensuring sweet cherry growers could access emergency funding to offset the impacts of tariffs and other market disruptions.

    Providence, RI� The Rhode Island State Council on the Arts (RISCA) announced today that works by three Charlestown-based artists Robin Spears Jr., Narragansett Indian Tribe citizen, his cousin, River Spears, Narragansett member, and Mikala Jackson, Kutzudika’a Paiute, Paiute Shoshone member, are currently on display in the Atrium Gallery at One Capitol Hill. The exhibition, Indigenous Innovations, features traditional artwork utilizing natural materials from the eastern woodland and coastal landscape.

    The Opening Reception — and an opportunity to meet the artists � will be on Wednesday, Oct. 30, 5 p.m. – 7 p.m., in the Atrium Gallery, first floor of the state’s Administration Building, One Capitol Hill, Providence. The reception is free and open to the public.

    Robin Spears Jr. is a hunter, fisherman and gatherer. He uses these gifts of the earth to create. He grew up in a family of stone masons and has spent more than 35 years doing the art of stonework. Lieutenant Spears is an Environmental Police Officer for the Narragansett Tribe, caring for the land and its resources. He especially enjoys working with antler, cedar, turtle shells, bone, stone, wampum and other natural materials to create dance sticks, fans, pipes, rattles and other pieces of art. He is inspired by nature, his family, and his Narragansett culture.

    River Sokenun Spears, Robin’s cousin, a Narragansett Tribal citizen, is a self-taught wampum jewelry artist and flint knapper. Drawing inspiration from the natural world, he gathers resources from the land to create traditional Indigenous weapons, projectile points, and jewelry that honor his heritage. Influenced by his Uncle Craig Spears Sr. and skilled craftsman Alan Hazard, River sculpts wampum into intricate pieces that tell stories of his people and culture. His passion for preserving tradition extends to flint snapping, where the crafts arrow points from flint, chert, obsidian, glass, dacite, and quartz. Currently, he is an apprentice under Spears Jr. through RISCA’s Folk Art Fellowship Program.

    Mikala Jackson is an indigenous 28-year-old self-taught artist. A descendent of Kutzudika’a Paiute from Mono Lake, California, as well as Paiute Shoshone from Fort McDermitt, Nevada. Her most significant inspirations come from her family and culture. Being an indigenous woman during this present time has encouraged her to explore her own identity and aims to encourage others to do the same. In 2022, she was invited to participate in the side-by-side art exhibit of Warwick center for the arts and was awarded third place. Today she continues working on her craft and often attends art markets where she sells her artwork and more.

    All the artists reside in Charlestown.

  • MIL-OSI Global: Latest Canada-India diplomatic tensions are another serious obstacle to an improved relationship

    Canada-India relations have suffered a major setback after Canadian law enforcement authorities accused Indian agents of involvement in “homicides, extortion, and violent acts” on Canadian soil.

    In response, Canada expelled six Indian diplomats, including High Commissioner Sanjay Kumar Verma.

    In a tit-for-tat move, India expelled six Canadian diplomats, rejecting Canada’s allegations as “preposterous” and politically motivated, particularly given the Sikh diaspora’s political significance as a key voting bloc for Justin Trudeau’s Liberal government.

    India has consistently denied the accusations and refused to co-operate with the Canadian investigation, which ultimately compelled the federal government to make these allegations public.

    Trudeau has acknowledged the importance of maintaining strong relations with India, but condemned India’s actions targeting pro-Khalistan leaders as “unacceptable.”

    But without a shared understanding of the pro-Khalistan issue, the relationship between the two countries is likely to remain strained. Both nations continue to approach the situation from fundamentally different perspectives.

    Nijjar’s assassination fallout

    Canada-India relations have been strained since Trudeau’s bombshell statement in September 2023, when he accused India of being involved in the assassination of Hardeep Singh Nijjar, a pro-Khalistan leader based in Canada.

    The Khalistan movement is a separatist movement that aims to establish an independent Sikh state in northern India.

    The assassination led to the expulsion of a senior Indian diplomat linked to the case and a rapid deterioration of bilateral ties, with India expelling Canadian diplomats and suspending visa services. India later demanded the repatriation of 41 Canadian diplomats, citing the principle of diplomatic parity.

    India has long accused Canada of being too lenient on the Khalistan movement, which it views as a serious threat to its national security and territorial integrity.

    The Sikh diaspora in Canada, the largest in the world, includes elements that have supported the pro-Khalistan cause, fuelling India’s concerns. Canada, however, emphasizes the right to freedom of expression, including peaceful protests, as a core tenet of its democratic values.

    In a related incident, the United States revealed in November 2023 that it had thwarted an alleged Indian plot to assassinate a Sikh separatist leader in New York. This development, coupled with Trudeau’s statement in 2023 that there was “credible evidence” linking India to Nijjar’s slaying, has further substantiated concerns over India’s alleged covert actions targeting pro-Khalistan activists.

    India’s strategic calculations

    India’s strategic significance, particularly in counterbalancing China’s growing assertiveness in the Indo-Pacific region, adds complexity to its diplomatic relations.

    India views its alliance with the United States as essential for safeguarding its interests, given the power imbalance with China. The U.S., in turn, sees India as a cornerstone of its Indo-Pacific strategy, with initiatives like the Quadrilateral Security Dialogue (Quad). It includes the U.S., India, Japan and Australia and is designed to promote the region as an “arc of democracy.”

    Bipartisan support in the U.S. for deepening ties with India has led to expanding defence and economic partnerships, with a growing emphasis on technology transfer as a critical pillar of this relationship.

    During Indian Prime Minister Narendra Modi’s state visit to Washington, D.C. in June 2023, President Joe Biden’s administration finalized an agreement for the joint production of General Electric (GE) F-414 jet engines.

    At present, only four nations — the U.S., U.K., Russia and France — have the capability to manufacture jet engines, with China still lacking this advanced technology. The GE F-414 collaboration is intended to strengthen U.S.-India defence co-operation and improve their collective ability to counter China’s advancements in defence technology.

    India also plays a central role in Canada’s Indo-Pacific strategy, unveiled in 2022. In the official document outlining the strategy, Ottawa described China as a “disruptive power” and emphasized the need to strengthen ties with Indo-Pacific nations, particularly India.

    The strategy highlights “India’s growing strategic, economic, and demographic importance” as key to achieving Canada’s geo-strategic objectives. As part of this approach, Canada committed to negotiating a Comprehensive Economic Partnership Agreement with India. But due to the diplomatic tensions sparked by Canada’s allegations, these negotiations have been suspended.

    The West’s disapproval

    The Modi government may have calculated that India’s strategic value to the West would shield it from criticism over its handling of pro-Khalistani activists abroad. However, the unequivocal response from both the U.S. and Canada suggests otherwise, with the West making it clear that such actions are unacceptable, regardless of India’s strategic significance.

    India will probably continue to deny Canada’s accusations and further sever diplomatic ties in an enduring dispute that will affect all aspects of the bilateral relationship.

    From Canada’s perspective, Indian actions on Canadian soil represent a blatant violation of sovereignty. Ottawa expects co-operation and assurances from India that such transnational repression will not occur in the future. From India’s point of view, it’s a matter of national security issue as Canada appeases pro-Khalistan elements.

    While the Indian diaspora has generally been an asset for the Modi government in fostering relations with western countries, the Sikh diaspora in Canada has been a significant hurdle in improving ties.

    Without a common denominator to reconcile these differing perspectives, the relationship between the two countries is likely to remain strained, despite broader strategic factors that would otherwise encourage closer ties.

    Union Minister for Education, Shri Dharmendra Pradhan, announced the establishment of three AI Centres of Excellence (CoE) focused on Healthcare, Agriculture, and Sustainable Cities in New Delhi today. Secretary, Department of Higher Education, Shri K. Sanjay Murthy; Co-chair of the Apex Committee and Founder and CEO of Zoho Corporation, Shri Sridhar Vembu; Chairman of the National Educational Technology Forum, Prof. Anil Sahasrabudhe; MD, PeakXV Partners and Surge, Shri Rajan Anandan; CEO, Khosla Labs, Shri Srikanth Nadhamuni; Head, Cropin AI Labs, Dr. Praveen Pankajakshan; senior officials from various ministries of the Government of India, Directors of IITs, Heads of higher educational institutions (HEIs), industry leaders, and start-up founders were also present at the event. Shri Pradhan presented a sapling and a Plaque to the representatives of AIIMS and IIT Delhi, IIT Ropar, and IIT Kanpur, which will lead the CoEs, for their commitments and support. Respective Apex Committee members of the AI-CoE Healthcare, Agriculture and Sustainable Cities explained the scope and extent of the projects.

     

    While speaking at the event, Shri Dharmendra Pradhan hoped that the three AI-CoEs would emerge as temples of global public good. With the unveiling of the Centres, significant strides have been taken to strengthen Bharat’s credentials in the global AI landscape, he added. Shri Pradhan also said that with the talent and zeal that Bharat is blessed with, in the times ahead, these CoEs will be a key element of global public policy and also emerge as solution providers of the world.

    He complimented the apex committee led by Shri Sridhar Vembu for their meticulous and sincere efforts towards the implementation of these COEs in AI in the top academic institutions of the country. Expressing his gratitude to Prime Minister Shri Narendra Modi for his vision to establish India as a global hub of AI, he added that these CoEs in AI will give further impetus to the start-up ecosystem in the country, help create a new generation of job and wealth creators, and establish new paradigms of global public good.

    Shri K. Sanjay Murthy, in his address highlighted that these CoEs are not just institution-based but are designed to serve the entire country. Stressing the importance of interdisciplinary research, he mentioned that with the right kind of collaboration among like-minded resources, optimum results can be achieved. He noted that the competitive-based challenge methods developed in educational institutions have ensured progress toward resolving common problems. He also expressed his gratitude to Shri Dharmendra Pradhan for his leadership and vision in bringing the entire project to fruition.

    Dr. Sridhar Vembu, in his address, highlighted how these projects will holistically benefit the health of villages, cities, and the people of the country. He emphasized the importance of nurturing the country’s talent pool to ensure its members flourish and serve the nation in the coming 10 to 20 years. He added that the CoEs will bootstrap numerous efforts, create companies, nurture talent, and generate opportunities for our talent pool.

    The genesis, implementation and insights into development so far in the AI-CoE was presented by Smt. Saumya Gupta Joint Secretary, Department of Higher Education, Ministry of Education. A short film on the theme, Make AI in India and Make Al work for India, was also shown during the event.

    To realize the vision of “Viksit Bharat,” these three CoEs for Artificial Intelligence (AI) will be led by top educational institutions, in consortium with industry partners and startups. They will conduct interdisciplinary research, develop cutting-edge applications, and create scalable solutions in these three areas. This initiative aims to galvanize an effective AI ecosystem and nurture quality human resources in these critical fields.

    As part of the vision to “Make AI in India and Make AI work for India,” the establishment of these centres was announced under Para 60 of the Budget Announcement for 2023-24. In alignment with this, the Government has approved the creation of the three AI Centres of Excellence, with a total financial outlay of Rs. 990.00 Crore over the period of FY 2023-24 to FY 2027-28.

    To oversee the implementation of this initiative, an industry heavy Apex Committee has been constituted, co-chaired by Dr. Sridhar Vembu.

    The International Buddhist Confederation (IBC) in association with the Ministry of Culture is set to observe the International Abhidhamma Divas while celebrating the recent declaration of Pali as a classical language by the Government of India. The event will take place at Vigyan Bhavan (Main plenary Hall) on 17th October, 2024 and will be graced by the Prime Minister, Shri Narendra Modi, as the chief guest. The Prime Minister will share his insights on the significance of Abhidhamma Divas, the importance of the Pali language and the government’s ongoing efforts to preserve and promote the rich heritage of Buddha Dhamma. A special address will be delivered by the Union Minister of Culture and Tourism, Shri Gajendra Singh Shekhawat. The Union Minister for Parliamentary Affairs and Minority Affairs, Shri. Kiren Rijiju will also be present.  

    The recent recognition of Pali as a classical language, along with four other languages, enhances the significance of this year’s Abhidhamma Divas celebrations as Buddha’s teachings on Abhidhamma are originally available in Pali language.   

    Abhidhamma Divas commemorates the descent of Lord Buddha from the celestial realm of the thirty-three divine beings (Tāvatiṃsa-devaloka) to Sankassiya, known today as Sankisa Basantapur in the Farrukhabad district of Uttar Pradesh, India. The significance of this location is underscored by the presence of the Asokan Elephant Pillar, an enduring marker of this historic event. According to the Pali texts, Buddha preached the Abhidhamma first to the Gods of the Tavatimsa heaven, who were headed by his mother. After having returned to the earth again, he conveyed the message to his disciple Sariputta. This auspicious Day coincides with the end of the (first) Rainy Retreat and the Pavāraņā festival.

    The event will feature Dhamma teachings by Most Ven. Panyarakkhita, Chairman, Mahabodhi Maitri Mahamandal, Arunachal Pradesh. Two academic Sessions, during the day, will include distinguished scholars presenting insightful papers on the themes of ‘The Significance of Abhidhamma in 21st Century’ and ‘Origin of Pali language and its Role in Contemporary Times’.

    The International Abhidhamma Divas is expected to draw approximately 1000 delegates. Additionally, Ambassadors and High Commissioners from more than 10 countries will be attending the event. Renowned academicians and monks from 14 countries will participate, alongside a significant number of youth experts on Buddha Dhamma from various universities across India, emphasizing the growing engagement of younger generations in these teachings.

    Raksha Mantri Shri Rajnath Singh laid the foundation stone of a new Very Low Frequency (VLF) Station of the Indian Navy at the Damagundam Reserve Forest site, Pudur Mandal in Vikarabad, Telangana on October 15, 2024. The facility, built at a cost of Rs 3,200 crore, will be spread across 2,900 acres. It will bolster the Indian Navy’s operational readiness, ensuring effective command and control capabilities in challenging maritime environments. It will play a pivotal role in strengthening the Naval communication infrastructure, enabling reliable and secure transmission over long distances.

    Speaking on the occasion, Raksha Mantri exuded confidence that the VLF station would expand the military capabilities of the country, proving to be a boon to the Armed Forces. He asserted that the high-tech VLF station, once operational, would not just be a military establishment, but a strategic asset of national importance.

    “Effective coordination between men and machines is becoming extremely important in view of the evolving methods of warfare. This VLF station is being built with the vision of securing our maritime interests. It will ensure secure and real-time communication between our ships & submarines with the command centres of the Armed Forces. A fool-proof communication proves to be a decisive factor between victory and defeat. Without real time communication, we cannot gain an edge despite having adequate equipment or manpower,” Shri Rajnath Singh said.

     

    Further highlighting the significance of a strong communication system, Raksha Mantri termed it as pivotal for coordination in any complex operation. He emphasised that a clear and secure communication channel not only helps in timely & effective decision making, but also an important medium to convey the orders of the command to the field formations and obtain the feedback.

    Shri Rajnath Singh added that if soldiers are fully informed in a battlefield or an operational environment, their morale & unity receive a major boost, enhancing both safety and strategy. “During crisis management, a clear communication channel is the key. It becomes even more necessary when the situation is dynamic and the response time is very less. These things are historically proven. We’re learning from the past and striving for future security and prosperity,” he added.

    Raksha Mantri laid stress on the need to continuously empower the Indian Navy in view of the ever-growing global interest in the Indian Ocean Region (IOR). “Our interest is spread across the Indo-Pacific region. We have also emerged as the first responder and a preferred security partner in the IOR. Today, many countries have shifted their focus towards marine resources in the region. If India has to secure its commercial & security interests and remain a strong deep sea force, it is necessary to possess state-of-the-art platforms/equipment and a strong communication system,” he added.

    Citing a saying ‘A good Navy is not a provocation to war, but a surety of peace’. Shri Rajnath Singh termed the Indian Navy as the biggest guarantee of peace in the entire IOR, including the Bay of Bengal. “The countries with which India shares its maritime boundaries should understand that maritime security is a collective effort. Summoning external forces at your doorstep hurts this effort. Maintaining peace & order in the Bay of Bengal and IOR should be the top priority of all of us. The support of all friendly countries is necessary in this endeavour of India as even if one country is left out, the entire security wheel breaks. India believes in uniting rather than dividing. We are taking every possible step to move ahead with all the friendly neighbouring countries together,” he added.

    Allaying concerns about the impact of the project on the environment, Raksha Mantri stated that all environmental conditions are being taken care of. It is being ensured that arrangements will be made for the rehabilitation of the affected people, if needed, at the time of construction, he added. He termed sustainable development as one of the priorities of the Government, stating that it is being ensured that the new technology in this VLF station does not have a negative impact on the environment.

    Shri Rajnath Singh added that the VLF station will open new vistas of employment and economic development for the local population. “During its construction, skilled and unskilled workers of the surrounding area will get employment. Even after that, when the station starts functioning, there will be ample employment opportunities for the people. This station will not only increase employment, but also work as a growth pole, providing further impetus to the economic development in the surrounding areas,” he said.

    Raksha Mantri expressed gratitude to all the stakeholders involved with the project, especially the local community, for their support. “When it comes to the security & sovereignty of the nation, all the people rise above ideologies, religions & sects and become one,” he said.

    Shri Rajnath Singh also paid glowing tributes to the Missile Man of India, former President Dr APJ Abdul Kalam on his birth anniversary. “Dr Kalam’s contribution in India’s defence sector will be remembered for a long time. He not only provided India with new military technology, but also inspired a generation of scientists and engineers,” he said.

    In his address, Chief of the Naval Staff Admiral Dinesh K Tripathi stated that the project is set to herald a new chapter in Indian Navy’s communication capabilities by ensuring a secure, robust, responsive, and reliable command, control and communication network across the oceans. He added that the facility, once completed, would complement the existing VLF station at INS Kattabomman, in Tirunelveli.

    “This VLF station would play an important role in enabling the seamless secure worldwide communication, including most importantly, with our dived submarines, thus ensuring their stealth and enhanced effectiveness. May it stand tall, as a testament to the strength and standing of our nation today, and the unwavering commitment of our Navy to protect and promote our National Maritime Interests – Anytime, Anywhere, Anyhow,” the Chief of the Naval Staff said.

    For the rollout of 730 Private Radio channels in 234 uncovered new cities in India, the Government has issued a Notice Inviting Applications from prospective bidders for E-Auction of Third Batch of Private FM Radio Phase-III channels.

    Annual License Fee of FM channels in these cities shall be charged as 4% of Gross Revenue excluding GST. The reserve price for auction of channels in these cities is as per the TRAI recommended prices of 2022. The last date for submitting applications is 18th November, 2024.

    The Sea Phase of Exercise MALABAR 2024 commenced on 14 Oct 24 off the coast of Visakhapatnam.

    Naval warships, embarked integral helicopters and long-range maritime patrol aircraft from Australia, India, Japan and USA are now exercising in unison in the Bay of Bengal, demonstrating a high level of collaboration and operational synergy.

    As part of this phase, the participating navies will engage in a wide range of maritime warfare operations, covering the surface, sub-surface, and air warfare domains. These advanced and complex exercises are designed to enhance mutual understanding and coordination, with the aim of operating seamlessly as a Combined Task Force at sea. In sub-surface warfare exercises, Indian Naval submarines would be participating and combined drills of Special Forces from participating nations will also be featured in this phase.

    This Sea Phase will further strengthen interoperability between the participating nations and contribute towards enhancing regional security and stability in the Indo-Pacific. The sea phase will culminate on 18 Oct 24 with the closing ceremony for MALABAR 2024.

    Union Minister of Commerce & Industry, Shri Piyush Goyal said that India is all set to become a provider of telecom services and Indian companies will become providers of high security and quality technological equipment to emerging economies.

    During his address at the inauguration of World Telecommunication Standardization Assembly and 8th edition of India Mobile Congress today in New Delhi, the Minister expressed confidence that India in the future will lead international telecom supply chains and urged companies to find solutions to help take telecom to countries still behind in network connectivity. India has a role to play in making technology available in the Global South and in leading the world in fulfilling the Sustainable Development Goal (SDG) to make digital connectivity affordable across the globe. He added that  seamless broadband connectivity across the country has earned India the moniker ‘Trusted Partner of the World’.

    Commerce and Industry Minister highlighted India’s stable network connectivity across rural and urban areas as an achievement of the flagship ‘Digital India’ campaign launched by the Prime Minister Shri Narendra Modi in 2015. He hailed the Prime Minister’s foresight of using technology as an enabler for good governance, for providing business opportunities and as an enabler to expand the country’s economic activities. Shri Goyal said that India today thinks as one nation and attributed Prime Minister Shri Narendra Modi of ushering a change in the mindset of the youth and aligning the thought process of the entire country towards the nation’s development.

    Shri Goyal continued that making the digital push back in 2015 helped in continuation of essential services leading to seamless business activities across the country during Covid pandemic. When countries work with India, they are assured of high quality, affordability and cost effective solutions and are assured of uninterrupted business activities allowing companies to look up to India for their global capability centres (GCCs), he said.

    He noted that in terms of technological developments in telecom services like innovation, availability of equipment, services and data India is far ahead of developed countries. Of India celebrating World Standards Day yesterday, Shri Goyal said that the government is working towards making India a provider of quality goods and services. Everything that India does will have an imprint of quality defining the India growth story, he said.

    Alluding to the theme of the event “The Future Is Now”, the Minister said that India is contributing to not only its future but of the world and its offering of digital technologies plays an integral part in bringing the world as one family. He further stated that the entire ecosystem of digitalisation involving machine learning, artificial intelligence and data analytics has its imprint in India. India is recognised for its innovation, talent and the large market it provides. Innovation defines the India growth story and the world recognises India as a leader in democratising technology for the deprived and the whole world, he said.

    While paying his respects to Dr. A.P.J. Abdul Kalam on his birth anniversary, the Union Minister stressed that his pioneering work in cutting edge technology has been appreciated worldwide and his engagement with the youth will always remain a source of inspiration for the country.

    Shri Goyal praised the Telecom Equipment and Services Export Promotion Council (TEPC) for instilling confidence in making India self-reliant in technological achievements. He emphasised that India today is a different story as it has been able to launch 5G parallelly with the rest of the world and underlined that the country will be the leader in launching and developing 6G. He said that through the National Broadband Mission, every corner of the country will benefit from 5G technology.

    REC Power Development and Consultancy Limited (RECPDCL), a wholly owned subsidiary of REC Limited, the Maharatna CPSU under the aegis of Ministry of Power, handed over a project specific SPV (Special Purpose Vehicle). viz, Rajasthan-IV H-1 Power Transmission Limited to M/s Power Grid Corporation of India Limited (PGCIL) on 15th October 2024 at Gurugram.

    M/s Power Grid Corporation of India Limited (PGCIL) emerged as the Transmission Service Provider (TSP) through Tariff-based Competitive Bidding (TBCB) process conducted by RECPDCL, the BPC (Bid Process Coordinator), for development of the above transmission project on BOOT (Build, Own, Operate & Transfer) basis.

    The project covers establishment of 765/400 kV (2×1500 MVA), 400/220 kV (2×500 MVA) & 220/132 kV (3×200 MVA) Kurawar sub-station with 2×330 MVAR, 765 kV Bus Reactor and 1×125 MVAR, 420 kV Bus Reactor along with associated works.

    The SPV was handed over by Shri T.S.C. Bosh, CEO, RECPDCL to Shri Satyaprakash Dash, Company Secretary, Power Grid Corporation of India Limited in the presence of Senior Officials of RECPDCL, PGCIL and Central Transmission Utility of India Limited. The project is targeted for implementation in 24 months.

    All the members representing various Trade Associations were requested to promote the work being done by NTWB among the traders across the country and spread awareness about the VC interactive session launched by DPIIT.

    During the meeting, Shri Sunil J. Singhi highlighted that the representations received from the members and trade associations have been brought to the attention of the concerned Ministries/Departments for necessary action.

    Suggestions and inputs were solicited from the members to improve awareness and the reach of welfare schemes related to retail trade. Major suggestions and representations received from the board members were discussed, focusing on key action points.

    Union Minister for Finance and Corporate Affairs Smt. Nirmala Sitharaman will embark on a visit to Mexico and USA on an official visit beginning 16th October, 2024.

    During the official leg of her maiden visit to Mexico from 17th to 20th October 2024, the Union Finance Minister will lead an Indian delegation of officials from the Ministry of Finance, underscoring a positive trajectory of growing bilateral economic and trade relations between the two countries.

    Beginning her visit in Guadalajara, Union Finance Minister Smt. Sitharaman will chair the Tech Leaders Roundtable that will bring together global technology leaders, including the major Indian IT giants present in Guadalajara. Later, Smt. Sitharaman will also visit the TCS headquarters in Guadalajara — a significant contributor to the Mexican IT ecosystem and known as the ‘Silicon Valley’ of Mexico with a significant presence of major global IT and tech companies. 

    Smt. Sitharaman will also hold a bilateral meeting with her counterpart H.E. Mr. Rogelio Ramirez de la O, Minister of Finance and Public Credit of Mexico. Besides, the Union Finance Minister will also hold discussions with several members of the Mexican Parliament to strengthen parliamentary cooperation and foster economic development.

    In Mexico City, Smt. Sitharaman will deliver a keynote address at the India-Mexico Trade and Investment Summit with participation from key industry captains from both the countries. Separately, Smt. Sitharaman will also engage with leading business figures and industry representatives from Mexico. These meetings with leading business leaders and investors are aimed at highlighting India’s policy priorities, and deliberate on measures to facilitate foreign investment by showcasing India’s attractiveness as an investment destination.

    In the last leg of her maiden visit to Mexico, the Union Finance Minister will participate in a community event, being hosted by the Indian diaspora.

    During the official leg of her visit to the USA from 20th to 26th Oct. 2024, Smt. Sitharaman will participate in the Annual Meetings of the International Monetary Fund (IMF) and the World Bank, the 4th G20 Finance Ministers and Central Bank Governor (FMCBG) Meetings, besides the G20 Joint Meeting of FMCBGs, Environment Ministers, and Foreign Ministers; and G7 – Africa Ministerial Roundtable.

    In the course of her two-city visit to New York City and Washington D.C., the Union Finance Minister will participate in the Pension Funds Roundtable at New York Stock Exchange; interact with students and faculty at the Wharton School, University of Pennsylvania, and also at the Columbia University; and the Global Sovereign Debt Roundtable (GSDR) and take part in discussions organised by the Coalition for Disaster Resilient Infrastructure (CDRI) and Centre for Strategic and International Studies (CSIS) respectively.

    The Union Finance Minister will take part in bilateral meetings with several countries, including United Kingdom, Switzerland, and Germany, besides holding one-on-one meetings with heads of World Bank (WB), Asian Development Bank (ADB), European Bank for Reconstruction and Development (EBRD), and CEOs of banking and financial institutions.

    In a high-level event, the Union Finance Minister will participate in a World Bank Group discussion ‘From Idea to Implementation: New Financial Solutions to Accelerate Development’.

    The Union Finance Minister will also share her thoughts during a discussion on Bretton Woods Institutions (BWI) with other panelists, Mr. Lawrence H. Summers; Mr. Carlos Cuerpo, Minister of Economy, Trade and Business, Spain; and Ms. Rania Al-Mashat, Minister of Planning, Economic Development, and International Cooperation, Egypt. The event is organised by the Centre for Global Development (CGD).

    The Quality Control Order (QCO), 2024 on Cookware, Utensils, and Cans for Foods and Beverages is one of the many initiatives of Department for Promotion of Industry and Internal Trade (DPIIT) for quality ecosystem development, attracting investments and fostering entrepreneurial talent that places paramount importance on product quality.

    To enhance ease of doing business, several relaxations have been introduced in the said QCO, which includes exemption from the QCO for very small micro-enterprises (i.e., micro-enterprises registered under the Udyam portal) where the investment in plant and machinery does not exceed 25 lakhs, and the turnover does not exceed 2 crore.

    Further, a six-month relaxation to clear legacy stock has been provided through a specific provision and exemption for the import of cans filled with powder, semi-solid, liquid, or gas through a specific provision has been introduced.

    An exemption for 200 units of cookware, utensils, and cans for food and beverages intended for research and development (R&D) by manufacturers of such goods and articles has also been introduced through a specific provision.

    The Cookware and Utensils (Quality Control) Order, 2023 which was earlier notified on 10th August 2023 contains 5 Indian Standards (IS). The said QCO was extended with the amendment in name of the QCO i.e. “Cookware, Utensils, and Cans for Foods and Beverages (Quality Control) Order, 2024” which was notified on 15th March 2024 and effective from 1st September 2024 for Large and Medium-Scale Manufacturers and foreign manufacturers.

    DPIIT has further extended the date of implementation of the said QCO vide e-Gazette notification dated 14th October 2024 after consultation with Industry Associations/ Industry to address the issues faced in the implementation of the QCO and has introduced certain relaxations. The QCO shall now be implemented from 1st April 2025. For Small Enterprises and for Micro Enterprises the QCO shall be effective from 1st July 2025 and 1st October 2025, respectively. This extension period has been provided to enable domestic manufacturers to align with the enhanced quality standards while contributing to India’s broader economic goals of achieving self-reliance and manufacturing excellence.

    Compliance with the Standards will promote growth in the corridors of performance, durability, and dependency. India is, therefore, poised to be recognized as the manufacturing hub of premium quality goods on the back of a strong Industry-Government partnership as homegrown brands are set to capture a significant market share by fostering consumer trust.

    Second meeting of Joint Committee under India-UAE CEPA held

    Both sides note substantial growth in bilateral trade; to achieve US$100 mn non-oil trade target before 2030

    India and UAE successfully held the second Meeting of the Joint Committee (JC) under the India-UAE Comprehensive Economic Partnership Agreement (CEPA) in UAE yesterday. The Indian delegation was led by Additional Secretary, Department of Commerce, Government of India, Shri Ajay Bhadoo and Assistant Undersecretary for International Trade Affairs, Ministry of Economy of the United Arab Emirates, H.E Juma Al Kait co-chaired from the UAE side.

    Both sides noted substantial growth in bilateral trade during the first two years of implementation of CEPA and expressed optimism in attaining the target of $100 million non-oil trade well before the year 2030. The two sides also held wide-ranging discussions on all aspects of the bilateral partnership including measures to further strengthen and enhance two-way trade.

    The progress achieved in accomplishing agreed outcomes from the 1st Sub-Committee Meeting on Trade in Goods which was held in January, 2024 was also reviewed. In this regard, both sides agreed to establish a technical group of technical experts for seamless and timely exchange of trade-related data. It was decided that the group would meet at the earliest to understand each other’s statistical systems and formulate methodologies for harmonization of bilateral trade statistics. It will enable analysis of trade data in a compatible and comparable format further deepening mutual understanding.

    On the issue of implementation of Tariff Rate Quotas on earmarked products, both sides agreed to work closely to ensure that UAE exporters are able to access the benefits effectively. The Indian side conveyed to the UAE counterparts that the procedure for allocation of licenses under TRQ have been amended by factoring in the feedback received from different stakeholders.

    Indian side reiterated its request that the Indian Jewellery Exposition Center located in Dubai may be categorized as a Designated Zone so that the benefit of concessional duties may be availed by Indian jewellery manufacturers including those which are non-registered entities under UAE’s domestic regulation. UAE side conveyed its willingness to examine this request after consulting its internal stakeholders including federal tax authorities.

    On issues related to SPS/TBT measures, Indian side reiterated that the UAE side may grant recognition to the i-CAS Halal scheme which will considerably ease the certification process and promote export of animal products to the UAE. Both sides also agreed to take forward the discussion on fast tracking of registration as well as reference pricing mechanism for pharma products. Both sides agreed on early finalization of MoU on food safety between their competent authorities.

    On issues related to the trade in services matter, the two sides exchanged focal points and agreed to hold the First Sub-Committee Meeting at the earliest. Indian side highlighted the need of professional bodies from both sides to enter into Mutual Recognition Agreements that would enable professionals like chartered accountants, lawyers, nurses etc. to provide their services without the need for another certification. Both sides agreed to work on an actionable plan in this regard.

    Indian side raised the issue related to the recent surge in imports of silver products, platinum alloy and dry dates and urged UAE to verify compliance to the rules of origin norms and ensure that the rules are not circumvented. UAE agreed to examine concerns raised by the Indian counterparts.

    The two sides agreed to hold the next JC in India at a mutually convenient date. The visit of the Indian delegation led by the Additional Secretary to UAE is in keeping with the well-established mechanism of regular exchanges between India and UAE, and to further strengthen the existing close ties of friendship and cooperation between the two countries.

    To address the immediate skill gaps in Andhra Pradesh, Shri Jayant Chaudhary, Union Minister of State (Independent Charge) for the Ministry of Skill Development and Entrepreneurship, and Minister of State for the Ministry of Education, Government of India, inaugurated a new National Skill Training Institute (NSTI) extension centre at the Andhra Medical Tech Zone (AMTZ) campus in Visakhapatnam today and engaged with the candidates at the center. The initiative underscores the central government’s commitment towards creating more avenues for skill training and expanding employment opportunities for the youth of Andhra Pradesh.

     

    Sharing details, Shri Jayant Chaudhary informed that the extension centre will provide training in Computer Software Applications (CSA) under the Crafts Instructor Training Scheme (CITS), starting from the 2024-25 academic session. It will also offer short-term courses on various applications of computers, under the Advanced Vocational Training scheme, implemented by the Directorate General of Training (DGT). This is a significant step in advancing skill development and empowering the local workforce.

    The NSTI extension centre, housed at the AMTZ campus, is equipped with computer laboratory and furnished classrooms to train the students. Hostel accommodations, provided free of cost by AMTZ, are available for outstation candidates, along with mess facilities for all students on campus.

    Shri Chaudhary expressed his gratitude to the state government for its support and reaffirmed the central government’s commitment, under Prime Minister Narendra Modi’s leadership, to strengthening skill infrastructure in Andhra Pradesh. “This initiative will help provide better opportunities for a better livelihood to the locals,” he stated.

    During the event, Shri Chaudhary also paid homage to the late President Dr. APJ Abdul Kalam on his birth anniversary, which was being commemorated at the institute. He spoke about Dr. Kalam’s immense contributions to science and education, emphasizing his visionary efforts to empower youth through skill development and innovation.

    The establishment of the NSTI extension centre marks a significant step in the supporting the economic growth and boosting workforce employability.

    Dr. Jitendra Sharma, Managing Director of AMTZ, pledged full support for the seamless operation of the extension centre. Ms. Trishaljit Sethi, Director General of Training at the Ministry of Skill Development and Entrepreneurship, also graced the occasion.

    Before the bifurcation of Andhra Pradesh, three NSTIs operated in the undivided state—NSTI Vidyanagar, NSTI Ramanthapur, and NSTI for Women—however, all remained in Telangana after the split, leaving a gap in Andhra Pradesh’s skill development infrastructure. This new extension centre seeks to address that gap.

    The Government of India has announced Special Campaign 4.0 from 2nd October to 31st October, 2024 with a focus on Swachhata and reducing pendency in the Government. The Special Campaign 4.0 places a greater emphasis on field/outstation offices in addition to the Ministries, Departments, and their subordinate offices under the aegis of Department of Administrative Reforms and Public Grievances (DARPG).

    As part of the special campaign 4.0, the Ministry of Skill Development and Entrepreneurship (MSDE) is giving special attention in reducing the pendency in number of references from Members of Parliament, Public Grievances and Public Grievance Appeals.   Secretary, MSDE addressed all the senior officers and nodal officers of the Ministry on 11.10.2024, specifically emphasizing to reduce all these pending issues on a day-to-day basis. Further, Secretary, MSDE instructed to randomly consult the individual Grievant if his grievance is specifically addressed, as instructed by the Hon’ble Prime Minister.  A workshop with National Archives of India, was also organised to sensitize the officers of Ministry and attached field offices on the necessity of Record Management.

    During the ongoing Special Campaign 4.0 progress is being monitored on day-to-day basis.  As on 15th October, 2024, 40 Public Grievance cases, one reference of Hon’ble MP, 328 old files have been weeded out and in addition to 2,216 Cleanliness Target Units another 25-cleanliness campaign have been conducted.  MSDE is diligently and proactively trying to dispose all pending matters much before the target date of 31.10.2024.

    The Ministry of Culture in association with the International Buddhist Confederation (IBC) is set to observe the International Abhidhamma Divas while celebrating the recent declaration of Pali as a classical language by the Government of India. The event will take place at Vigyan Bhavan (Main plenary Hall) on 17th October, 2024 and will be graced by the Prime Minister, Shri Narendra Modi, as the chief guest.The Prime Minister will share his insights on the significance of Abhidhamma Divas, the importance of the Pali language and the government’s ongoing efforts to preserve and promote the rich heritage of Buddha Dhamma.A special address will be delivered bythe Union Minister of Culture and Tourism, Shri Gajendra Singh Shekhawat. The Union Minister for Parliamentary Affairs and Minority Affairs,Shri. Kiren Rijiju will also be present.

    The recent recognition of Pali as a classical language, along with four other languages, enhances the significance of this year’s Abhidhamma Divas celebrations as Buddha’s teachings on Abhidhamma are originally available in Pali language.

    Abhidhamma Divas commemorates the descent of Lord Buddha from the celestial realm of the thirty-three divine beings (Tāvatiṃsa-devaloka) to Sankassiya, known today as Sankisa Basantapur in the Farrukhabad district of Uttar Pradesh, India. The significance of this location is underscored by the presence of the Asokan Elephant Pillar, an enduring marker of this historic event. According to the Pali texts, Buddha preached the Abhidhamma first to the Gods of the Tavatimsa heaven, who were headed by his mother. After having returned to the earth again, he conveyed the message to his disciple Sariputta. This auspicious Day coincides with the end of the (first) Rainy Retreat and the Pavāraņā festival.

    The event will feature a special talk on the “Significance of Pali as India’s Classical Language” and Dhammasagani Matika Path (Pali Chanting) by venerable monks.

    As part of the technical session, there would be Dhamma teachings by Most Ven. Panyarakkhita, Chairman, Mahabodhi Maitri Mahamandal, Arunachal Pradesh. Two academic Sessions, during the day, will include distinguished scholars presenting insightful papers on the themes of ‘The Significance of Abhidhamma in 21st Century’ and‘Origin of Pali language and its Role in Contemporary Times’.

    The International Abhidhamma Divas is expected to draw approximately1000 delegates. Additionally, Ambassadors and High Commissioners from more than 10 countries will be attending the event. Renowned academicians and monks from 14countries will participate, alongside a significant number of young experts on Buddha Dhamma from various universities across India, emphasizing the growing engagement of younger generations in these teachings.

    The CGST Faridabad Commissionerate, in its commitment towards providing better working environment for officers and staff, developed a cafeteria and creche within the building premises by reclaiming two abandoned rooms filled with old records and used furniture. The efforts were carried out keeping in mind the focus of Special Campaign 4.0, which emphasises on weeding out old records and better utilisation of office space.

    Shri Shashank Priya, Member, GST, CBIC, and Zonal Member, inaugurated the cafeteria and creche in presence of Chief Commissioner Shri Manoj Kumar Srivastava, Shri Reyaz Ahmad, Commissioner, CGST Faridabad, and senior officers of CGST Panchkula Zone.

    The creche is named ‘Mukesh’ in the loving memory of Shi Mukesh Kumar, IRS (C&IT) 2014 officer, who lost his life during COVID-19 Pandemic. The officer worked as Deputy Commissioner with CGST Faridabad for more than two years. His parents were also present at the inauguration of the creche.

     

    Shri Priya lauded the efforts of the commissionerate towards employee welfare which will boast their morale and help in better tax administration.

    Both cafeteria and creche have been made possible with the welfare funds provided by Directorate General of Human Resource Development, CBIC. The cafeteria provides a clean and healthy dining experience to the employees and would offer food at reasonable rates. The creche would help employees to now keep the kids within their own office premises. The creche will not only help bridge the gap of physical distance between the parents and the infants, but will also strengthen their emotional bond.

    As part of Swachhta Hi Sewa, 2024, during the visit Zonal Member also visited Kendriya Vidyalaya, Faridabad to handover a water cooler, RO filter, eco-friendly dustbins, grass cutting machine etc. to the school. It is pertinent to note that during Special Campaign 3, Shri Priya had visited the school on October 2, 2023 and these items were requisitioned by the school. CGST Faridabad in its commitment towards Swachh Bharat has fulfilled the request of the school and provided the items out of Swachhta funds.

     

    Shri Priya also planted a sapling at CGST Faridabad under the Ek Ped Ma Ke Naam campaign of the Government of India.

    The Union Minister of State for Information and Broadcasting and Parliamentary Affairs, Dr. L. Murugan, has directed the Ministry to set up an iGOT Lab to facilitate online learning for all employees within the Ministry. This initiative follows a comprehensive review of the Ministry’s annual Capacity Building Calendar and the onboarding status of employees onto the iGOT portal.

    During the review meeting with Mr.Sanjay Jaju Secretary I&B and other senior officers, Dr. Murugan directed that all Ministry employees should be on boarded onto the iGOT portal by October 19. The Ministry has recommended a selection of 16 courses, including Budget Management, Gender Sensitization, Leadership, and Team Building, to enhance the professional skills of its workforce.

    To encourage participation, the Ministry has also decided to felicitate employees who complete the highest number of courses each quarter. Additionally, plans are in place to conduct a workshop to communicate the Ministry’s learning plan and departmental strategies effectively across all media units.

    The Minister also reviewed the handling of grievances and RTI applications by the Ministry and emphasized the importance of timely resolution of all cases to ensure transparency and accountability.

    CMPDI in collaboration with Tidal Wave Pvt Ltd. is showcasing ‘how 5G technology is revolutionizing the mining industry’ through different cutting-edge technology use cases at the ongoing India Mobile Congress 2024 (IMC 2024) at Pragati Maidan, New Delhi from 15-18th October, 2024. Each use case highlights the transformative power of 5G in improving safety, efficiency and operational precision in mining. Earlier in the day, Prime Minister Shri Narendra Modi Inaugurated the India Mobile Congress 2024.

    Chairman –cum- Managing Director, Coal India Limited Shri P.M. Prasad was the first visitor to CMPDI’s stall at IMC 2024. CMD, CMPDI, Shri Manoj Kumar and other senior officials from CMPDI were also present on the occasion.

    CMPDI is showcasing total 13 use cases in the IMC 2024 which are as below

    5G enables real-time communication, allows remote monitoring and control in the most challenging environment by surpassing traditional wireless technologies like Wi-Fi and Tetra. It also ensures seamless automation, reduces risk and supports future-ready operations making it indispensable for mining’s digital future.

    Coal Ministry had successfully demonstrated 5G technology use cases (5G enabled Drones, AI powered camera, Vehicle Tracking System (VTS) and Mission Critical Voice and Video communications) in Amlohri Open Cast mine (OCP) of Northern Coalfields Limited from IMC 2023, New Delhi. CMPDI conceptualized and played a pivotal role in deployment of India’s First Private 5G Network in Coal Mining at Amlohri OCP.
