    The Sangeet Natak Akademi hosted its first-ever International Festival on Indian Dance, featuring artists from around the world. Prime Minister Narendra Modi shared a special message for the festival, highlighting the significance of dance in India’s cultural heritage and its role in engaging youth with the nation’s traditions.

    The six-day festival was inaugurated by Shri Gajendra Singh Shekhawat, Minister of Culture and Tourism, at the A.P. Shinde Symposium Hall, NASC Complex, Pusa, New Delhi. The event brings together artists, scholars, and students to celebrate and explore the diversity and richness of Indian dance forms.

    In his message, Prime Minister Shri Narendra Modi expressed gratitude to the Sangeet Natak Akademi and the Ministry of Culture, stating, “This is a historic moment and a memorable occasion for all of us. The participation of artists from various nations helps in cultural exchange. Music and dance are languages that transcend borders and are universally understood.” PM Modi highlighted the significance of dance for the younger generation, calling it an integral part of India’s cultural identity. He added, “The earliest scriptures dedicated to performing arts were written by Bharat Muni in India. Carrying forward this legacy is both a source of pride and a responsibility.” He emphasized that engaging youth in such festivals helps them stay connected to their roots and strengthens their role in nation-building.

    Speaking on the occasion, Minister of Culture and Tourism, Shri Gajendra Singh Shekhawat elaborates that, “This festival celebrates the grand tradition of Indian dance, bringing together artists, scholars, and practitioners from across the globe to honor our cultural heritage. Like the ever-flowing Ganga, these traditions thrive through the dedication of generations, connecting us to a deeper unity amidst diversity. He said that I come from the deserts of Rajasthan, where art flourished even in scarcity. I have witnessed how music and dance bring joy and meaning to life, just as Mirabai’s devotional songs did. In today’s turbulent world, where geopolitical instability and moral decline are prevalent, India offers a cultural compass through its ancient wisdom, arts, and values. As global acceptance of our practices—from yoga to Ayurveda—grows, it is our responsibility to carry this legacy forward. This festival serves as a platform to exchange ideas, like the churning of the ocean that produced nectar, empowering India and the world with inspiration and direction for future generations.”

    Ms. Uma Nanduri, Joint Secretary of the Ministry of Culture, extended her heartfelt congratulations to the Sangeet Natak Akademi for organizing this incredible event and bringing together so many young participants. At the Ministry of Culture, we are working towards the welfare and equality of the cultural, artistic, and dance communities. We are committed to achieving significant progress in the years ahead under the leadership of our culture minister.”

    Dr. Sonal Mansingh addressed the media, stating, “Hard movement has been replenished again and again by dance. The idea of Nataraj attains greater significance in our times. When people are talking about scientific advancement, artificial intelligence, and more, I fear artificial intelligence might one day lead to a scenario where Sonal Mansingh dances with the help of AI. We have to step ahead while accumulating all these things with propriety, balance, and an understanding of creativity.”

    Dr. Sandhya Purecha, Chairperson, Sangeet Natak Akademi, stated, that she had the good fortune to experience a wide array of performing arts across India. It was almost instinctive that I envisioned uniting all our rich and diverse dance traditions under one roof for a nuanced exploration of Indian dance in its many dimensions. As Prime Minister stated, preserving and carrying forward such a rich legacy is a source of pride as well as a responsibility.”

    About The festival:

    The International Festival on Indian Dance, organized by the Sangeet Natak Akademi, is bringing together artists, scholars, dance critics, and performers from around the world. The festival kicked off today. It will include thirty seminars exploring various themes, including the historical and contemporary evolution of Indian dance, dance education, research methodologies, and the impact of artificial intelligence on the arts. Discussions will also cover corporate social responsibility (CSR) funding and sustainable livelihoods for performers.

    Each evening, the Kamani Auditorium will feature cultural performances showcasing the talents of renowned artists, including Dr. Sonal Mansingh and Ramli Ibrahim, as well as solo and group acts from India and abroad. Additionally, two exhibitions, opening today, will be featured: one at the Lalit Kala Akademi highlighting the history of the Sangeet Natak Akademi and another at the A.P. Shinde Symposium Hall showcasing the achievements of participating artists. The festival aims to foster discussions on sustainable careers in the arts and promote institutional support for Indian dance, creating a platform for collaboration and cultural exchange.

    About Sangeet Natak Akademi:

    About Sangeet Natak Akademi: Sangeet Natak Akademi- India’s national academy of music, dance and drama – is the first national academy of the arts set up by the Republic of India. It was created by a resolution of the (then) Ministry of Education, Government of India, dated 31 May 1952.

    The Akademi became functional the following year, with the appointment of its first Chairman, Dr P.V. Rajamannar, and the formation of its all-India council of representatives, the General Council. The first President of India, Dr Rajendra Prasad, inaugurated it on 28 January 1953 at a special function held in the Parliament House. Since its inception, the Akademi has been functioning as the apex body in the field of Performing arts in the country, preserving and promoting the vast intangible heritage of India’s diverse culture expressed in forms of music, dance and drama. In furtherance of its objectives, the Akademi coordinates and collaborates with Government and arts academies of different States and Union Territories of the Union of India, as also with major cultural institutions in the country.

    The Akademi establishes and looks after institutions and projects of national importance in the field of the performing arts. As the apex body specializing in the Performing arts, the Akademi also renders advice and assistance to the Government of India in the task of formulating and implementing policies and programmes in the field of the performing arts. Additionally, the Akademi carries a part of the responsibilities of the state for fostering cultural contacts between various regions in India, and between India and the world.

    During second week of Implementation Phase of Special Campaign 4.0, Ministry of Culture along with its Attached, Subordinate and Autonomous Organizations is enthusiastically participating in the Special Campaign 4.0 in full swing to minimize the pendency and institutionalizing Swachhata

    Ministry has freed approx. 19407 Sq. Ft. of area by disposing of scrap and generated revenue of Rs. 9,37,375. Besides 6334 physical files and 1630 e-files out of 12668 physical files & 3261 E-files, respectively have been reviewed.

    Best Initiatives: As part of best initiatives, some of the organizations under Ministry of Culture have undertaken the following initiatives: –

    1. The Victoria Memorial Hall in Kolkata has implemented the practice of using a waste composting machine to manage its organic waste efficiently. This eco-friendly initiative helps convert garden waste, such as leaves and plant trimmings, into compost. The compost is then used to fertilize the memorial’s lush gardens, promoting sustainable landscaping. The benefits include reduced waste sent to landfills, decreased carbon footprint, and the creation of nutrient-rich soil, contributing to greener surroundings while promoting environmental awareness among visitors.

    The Department of Expenditure along with its organizations namely Controller General of Accounts, Chief Adviser Cost, Central Pension Accounting Office, Arun Jaitley National Institute of Financial Management is implementing the Special Campaign 4.0 for institutionalizing swachhata and minimizing pendency. The Campaign aims to improve overall cleanliness of Government offices and enhance public experience of common public with Government Offices.

    The Campaign started with the Preparatory Phase from 16th to 30th September, 2024, wherein targets/ activities under various categories have been identified for implementation/disposal during Implementation Phase from 2nd to 31st October, 2024. With the start of implementation phase w.e.f 2nd October, 2024, the Department of Expenditure has started liquidating the pendencies/ targets identified in respect of Public Grievances, Public Grievances Appeals, MP References, State Government References, Inter Ministerial Reference, PMO References, simplification of rules/ procedures, record management, etc. During the remaining period of this phase, the focus will be on achieving maximum disposal of the identified targets.

    Apart from identifying and liquidating pendencies as well as regular cleaning activities, the Department of Expenditure  also undertook  thematic activities/practices during the Campaign.-

    The Senior Officers of the Department inspected the offices and building premises in North Block to monitor the preparations/ progress of the Campaign and emphasized on maintaining highest standards of cleanliness.

     

       

     

      

    A Medical Test Camp under Safai Mitra Surakasha Shivir was conducted on 17th September, 2024 at North Block, New Delhi for Safai Mitras. A team of lab technicians collected their blood samples for the purpose of conducting basic medicals tests such as LFT, KFT, Blood Sugar (HbA1c + BSF) and HMG. A total of 102 Safai Mitras participated in the Camp.

     

     

     

    Safai Mitra Surakasha Shivir was organized on 20th September, 2024 in North Block, New Delhi for Safai Mitras. The Shivir was inaugurated by Dr. Manoj Govil, Secretary (Expenditure) in a traditional lamp-lighting ceremony. More than 100 Safai Mitras, who underwent medical blood tests on 17th September, 2024, were examined in the Shivir by two general physicians from Rural Health Training Centre, Najafgarh and an Ophthalmologist from Sharp Sight Eye Centre, New Delhi. The medicines prescribed by the Doctors were also provided to the Safai Mitras. The Shivir concluded with a closing note of Additional Secretary (Pers.) and by felicitating the Doctors and their support staffs.

     

    Finance Secretary & Secretary (DIPAM), in presence of Secretaries of Department of Economic Affairs and Department of Expenditure, administered Swachhata Pledge to officials/staff of the Departments of Expenditure, Economic Affairs and Revenue on 25th September, 2024 to encourage cleanliness, environment protection and sustainable development.

     

    In addition to above activities, the Department of Expenditure has organized Swachhata Shramdaan drive on 3rd October, 2024 in the premises of North Block, New Delhi under the Special Campaign 4.0. The Secretaries of Department of Economic Affairs and Department of Expenditure led the cleanliness drive and other Senior Officers as well as Staff of Department of Expenditure, Department of Economic Affairs and Department of Revenue actively participated in the mega cleanliness drive to spread awareness about cleanliness and environmental friendliness.

    Sahitya Akademi, India’s premier literary institution, is participating in the 75th edition of the prestigious Frankfurt International Book Fair to be held from 16 to 20 October 2024 in Frankfurt, Germany. Frankfurter Buchmesse, the world’s largest trade fair for books, brings best publishers and authors from all over the world. In this edition, Sahitya Akademi will be displaying 100 of its titles and will be engaging the best publishers from around the globe to exchange the permissions. This effort is part of Sahitya Akademi’s commitment to promote Indian literature beyond the shores of India. Apart from professional publishing engagements, Sahitya Akademi will be organizing three literary events at the fair. On 16 October 2024, there will be a panel discussion on the “Literary Heritage of India” featuring eminent writers and scholars, Prof. Badri Narayan, Prof Dhananjay Singh and Sri Vishwas Patil. On the evening of 16th October 2024, there will be a “Meet the Author” programme with Sri Vishwas Patil. Both the events will be moderated by Dr K. Sreenivasarao, Secretary, Sahitya Akademi. Prof Badri Narayan is an eminent poet and Director and Professor at the G.B. Pant Institute of Social Science, Allahabad, Prof Dhananjay Singh is the Member Secretary of ICSSR and Sri Vishwas Patil is an eminent Marathi writer and scholar. On 17th a Meet the Author is scheduled with Prof. Badri Narayan, moderated by Secretary Sahitya Akademi. Sahitya Akademi sends Indian writers’ delegations to attend the fair whenever Akademi takes part in the book fair to enable them to have the firsthand exposure of various literatures from around the world and interact with the best minds from various countries.

    Union Minister of State (Independent Charge) for Science & Technology, Dr. Jitendra Singh has said that there is an urgent need for decisive action to combat climate change, a challenge that is no longer a distant threat but an immediate reality affecting lives, economies, and the future of the planet. He was addressing the Times Now Global Sustainability Alliance’s 6th edition of the SDG Summit 2024 in New Delhi today. The theme for the address was Game Changing India’s Science Based Targets for Climate Change.

    Recognizing India’s responsibility as one of the world’s fastest-growing economies, Dr. Singh reaffirmed the country’s commitment to balancing sustainable development with global climate change mitigation efforts. He highlighted the importance of science-based targets, which, in alignment with the goals of the Paris Agreement, aim to limit global warming to well below 2 degrees Celsius, with aspirations to restrict it to 1.5 degrees.

    He outlined India’s key climate targets, which include:

    A reduction of 33-35% in greenhouse gas emissions intensity by 2030, using 2005 levels as a baseline.

    A commitment to increasing non-fossil fuel energy capacity to 500 GW.

    An ambitious goal to achieve net-zero emissions by 2070.

    The Minister of State underscored the importance of collaboration in achieving these targets, urging stronger partnerships between government, industry, academia, and civil society. He highlighted that innovation will be central to India’s strategy, whether through advancements in renewable energy, sustainable agriculture, or green technologies. The government is committed to supporting research and development to drive these innovations under Prime Minister Narendra Modi’s leadership.

     

    Dr. Singh pointed to the robust policy framework established by the Government of India to guide climate action, with the National Action Plan on Climate Change (NAPCC) playing a pivotal role. The NAPCC, launched in 2008, comprises eight key missions that address various aspects of climate adaptation and mitigation:

    1. National Solar Mission: Aims to promote solar energy technologies and achieve 100 GW of solar power capacity by 2022.

    2. National Wind Energy Mission: Focuses on expanding wind energy capacity and encouraging innovation in wind technology.

    3. National Mission for Energy Efficiency: Seeks to enhance energy efficiency through programs such as the Perform, Achieve and Trade (PAT) scheme.

    4. National Mission on Sustainable Habitat: Aims to promote energy efficiency in buildings, urban planning, and waste management.

    5. National Water Mission: Focuses on water conservation and equitable distribution, addressing the impacts of climate change on water resources.

    6. National Mission for Sustaining the Himalayan Ecosystem: Works to protect the fragile Himalayan ecosystem through research and monitoring.

    7. National Mission on Agricultural Adaptation: Aims to build resilience in agriculture by promoting sustainable practices and crop diversification.

    8. National Mission on Green India: Seeks to increase forest cover, restore degraded ecosystems, and enhance ecosystem services.

    Moreover, He emphasized that India has developed various sector-specific strategies to strengthen its climate goals. These goals include:

    Energy Sector: Investments in renewable energy sources like solar, wind, and biomass, alongside the implementation of smart grids and energy storage.

    Transportation: Promotion of electric vehicles (EVs) and enhancement of public transportation systems.

    Agriculture: Focus on climate-resilient crops, improved irrigation, and sustainable farming practices.

    Urban Development: Encouragement of sustainable urban planning, green building practices, and waste management initiatives.

    Water Resources: Promotion of water conservation, rainwater harvesting, and enhanced river basin management.

    Disaster Management: Strengthening resilience against climate-induced disasters through improved early warning systems and community preparedness.

    Dr. Singh urged every citizen to actively participate in the fight against climate change, emphasizing that simple changes in daily life can have a significant impact. He stressed the importance of fostering a culture of sustainability and urged all stakeholders to collaborate towards a resilient and sustainable future.

    The Department of Financial Services along with its organisations (PSBs, PSFIs, PSICs, RRBs etc.), have carried out massive cleaning activities covering its own premises and public places including bus stands, beaches, temples and schools during the second week of the Special Campaign 4.0.

    More than 10000 sites have been cleaned across the country and approx. 3.50 lakh sq. ft have been freed. These freed spaces will be utilized for various purposes like lounge area for customers, parking, storage, creche for employees etc.

    Furthermore, all the Public Sector Banks and RRBs are undertaking other activities in campaign mode viz. dormant accounts activation, renewal of locker agreements, pension grievances redressal and nomination updation in accounts. More than 35 lakhs dormant accounts have been activated and more than 10 lakhs nomination has been updated.  More than 20,000 pensioners have been contacted during the first fortnight of the campaign to address their grievances and educate them with various initiatives taken by PSBs like online submission of life certificate, door step banking facilities etc.

    The organisations of DFS are utilizing the platform of Special Campaign 4.0 to spread the awareness among general public on Cyber Fraud, Nomination in accounts, Updation of KYC etc.

    The outstanding balance of ‘6.18% GS 2024 is repayable at par on November 04, 2024. No interest will accrue thereon from the said date. In the event of a holiday being declared on repayment day by any State Government under the Negotiable Instruments Act, 1881, the Loan/s will be repaid by the paying offices in that State on the previous working day.

    As per sub-regulations 24(2) and 24(3) of Government Securities Regulations, 2007 payment of maturity proceeds to the registered holder of Government Security held in the form of Subsidiary General Ledger or Constituent Subsidiary General Ledger account or Stock Certificate, shall be made by a pay order incorporating the relevant particulars of his bank account or by credit to the account of the holder in any bank having facility of receipt of funds through electronic means. For the purpose of making payment in respect of the securities, the original subscriber or the subsequent holders of such Government Securities, shall submit the relevant particulars of their bank account well in advance.

     However, in the absence of relevant particulars of bank account / mandate for receipt of funds through electronic means, to facilitate repayment of the loan on the due date, holders may tender the securities, duly discharged, at the Public Debt Offices, Treasuries/Sub-Treasuries and branches of State Bank of India (at which they are enfaced / registered for payment of interest) 20 days in advance of the due date for repayment.

    The details of the procedure for receiving the discharge value may be obtained from any of the aforesaid paying offices.

    Telecommunications Consultants India Limited (TCIL), a leading public sector undertaking, celebrated its 46th Foundation Day at a glittering function organized at SCOPE Convention Center, New Delhi on 15th October 2024, which was well attended by esteemed dignitaries from the industry, TCIL’s Ex- CMDs/Directors and employees.

     

    The celebration commenced with a traditional lamp lighting ceremony, followed by recitation of Ganesh Vandana. An audio video film encapsulating TCIL’s journey from building communication infrastructure in remote regions to becoming a pioneer in modern telecommunications across over 80 countries was rolled out.

    Shri Sanjeev Kumar, Chairman & Managing Director TCIL, delivered the keynote address, expressing his gratitude to the employees for their unwavering commitment and contributions to the company’s success. In a special presentation, Shri Kumar highlighted TCIL’s remarkable journey since its inception in 1978. He emphasized TCIL’s strategic alignment with the government’s ‘Make in India’ vision and its ambitious plans to expand its services globally. TCIL’s impressive financial performance including a cumulative dividend of Rs. 4,055.69 crore paid to the government was also acknowledged.

     

    Shri A.S Bansal, Ex- CMD TCIL addressed the gathering & shared his experience on how decision for making investment in BHL was taken and how TCIL Bhawan was constructed.

    Shri Surajit Mandol, Director (Finance), shared TCIL’s robust financial position, noting that the company achieved operating revenue of Rs 2,557.94 crore in 2023-24, surpassing the DPE target. He highlighted the impressive growth in revenue and operating margin over the past four years.

    Shri D. Porpathasekaran, Director (Technical), underscored TCIL’s diversification and its execution of projects in the fields of telecommunications

    and information technology both domestically and internationally. He mentioned the company’s ongoing projects in Saudi Arabia, Kuwait, Oman, Mauritius, Nepal, and several African countries.

     

    Shri Arun Kumar Chaubey, Director (Projects), emphasized on developing in- house expertise for solution designing in the key focus areas of technology like Data Centre, Cybersecurity, Digital Transformation and Telecom.

    Other notable highlights of the event included addresses by Shri Pramod Kumar Choudhary, Chief Vigilance Officer and Shri Rohit Vaswani, Independent Director.

    The winners of the “Annual Awards” for the FY 2023-24 instituted for recognition of contribution by the Best Business Units/Individuals were felicitated on this occasion.

    A souvenir commemorating TCIL’s contribution to India’s Digital Infrastructure dreams was released in collaboration with Elets Technomedia Pvt Ltd, media Partner for this event. The updated version of TCIL’s HR Manual was also released on this occasion. A melodious cultural performance was arranged on this day.

    Union Home Minister and Minister of Cooperation Shri Amit Shah hailed the decisions taken by the Union Cabinet today. In a series of posts on the X platform, Shri Amit Shah expressed gratitude towards Prime Minister Shri Narendra Modi for taking historic decisions.

    Shri Amit Shah said that under the leadership of Prime Minister Shri Narendra Modi, the Union Cabinet has approved the Varanasi-Pandit Deendayal Upadhyay Multi-Tracking Project at a cost of ₹2,642 crore, which includes the construction of a rail and road bridge over the Ganges River. This project will expand the railway network by 30 kilometers. Union Home Minister said, he is grateful to Prime Minister Modi Ji for continuously promoting connectivity in the country.

    Union Home Minister and Minister of Cooperation said, Prime Minister Shri Narendra Modi ji is dedicated to farmer welfare and under his leadership, the Union Cabinet today approved an increase in the MSP for Rabi crops for the 2025-26 season. The MSP for rapeseed and mustard has seen the largest increase of ₹300 per quintal, while there has been a historic increase of ₹275 per quintal for lentil (Masur). These increased MSPs will enhance farmers’ incomes, making our farmers even more prosperous.  Gratitude towards Modi Ji for addressing every concern of the farmers.

    The Vice-President, Shri JagdeepDhankhar, today remarked, “North-East is on the radar of nation’s development.” He emphasized that the North-East is significant contributor to unity, economic progress and cultural essence of the nation. Acknowledging the North-East as a very important part of our country, Shri Dhankhar lauded the Look East and Act East Policy which have resulted in exponential growth in communication, connectivity and development of airports in the region.

    Expressing concern over ignorance and ill-informed narratives, the Vice-President questioned if freefall of information that has no factual foundation be allowed on public platforms. He further asked if we could afford to be loose cannons, ignoring our basic commitment to our nation. He upheld that Bharat is on the rise and it is indivisible and stressed on the youth being informed. Shri Dhankhar further exhorted the youth by calling them the most vital contributors and significant stakeholders in India’s march to being a developed nation by 2047.

    Addressing the gathering at the foundation stone laying ceremony of Meghalaya Skill and Innovation Hub At Shillongtoday, the Vice-President highlighted that skill is neither discovered nor innovated, it is in fact the optimal exploitation of talent of a person in that specified field which gives the human resource a qualitative cutting-edge. He underscored that skilling is no longer a quality, it is our need.

    The Vice-President also highlighted the formation of a dedicated Ministry of Skill Development and Entrepreneurship and allocation of 60,000 crores towards internship of 5 lakh young individuals over a period of five years, adding that villages and semi-urban towns must be hub of skill centres.

    On his experience in Meghalaya, the Vice-President said, “If there is heaven it is in India, if there is heavenly spirit, it is in Meghalaya.” He asserted that the engine of Meghalaya’s economy could be driven by tourism alone. He further added that nature has bountifully gifted Meghalaya and urged them to exploit it fully by having very talented skilled people in the shape of human resource.

    NASA’s Europa Clipper has embarked on its long voyage to Jupiter, where it will investigate Europa, a moon with an enormous subsurface ocean that may have conditions to support life. The spacecraft launched at 11:06 a.m. CDT on Oct. 14 aboard a SpaceX Falcon Heavy rocket from Launch Pad 39A at NASA’s Kennedy Space Center.

    The largest spacecraft NASA ever built for a mission headed to another planet, Europa Clipper also is the first NASA mission dedicated to studying an ocean world beyond Earth. The spacecraft will travel 1.8 billion miles on a trajectory that will leverage the power of gravity assists, first to Mars in four months and then back to Earth for another gravity assist flyby in 2026. After it begins orbiting Jupiter in April 2030, the spacecraft will fly past Europa 49 times.
    “Congratulations to our Europa Clipper team for beginning the first journey to an ocean world beyond Earth,” said NASA Administrator Bill Nelson. “NASA leads the world in exploration and discovery, and the Europa Clipper mission is no different. By exploring the unknown, Europa Clipper will help us better understand whether there is the potential for life not just within our solar system, but among the billions of moons and planets beyond our Sun.”
    Approximately five minutes after liftoff, the rocket’s second stage fired up and the payload fairing, or the rocket’s nose cone, opened to reveal Europa Clipper. About an hour after launch, the spacecraft separated from the rocket. Ground controllers received a signal soon after, and two-way communication was established at 12:13 p.m. with NASA’s Deep Space Network facility in Canberra, Australia. Mission teams celebrated as initial telemetry reports showed Europa Clipper is in good health and operating as expected.
    “We could not be more excited for the incredible and unprecedented science NASA’s Europa Clipper mission will deliver in the generations to come,” said Nicky Fox, associate administrator, Science Mission Directorate at NASA Headquarters. “Everything in NASA science is interconnected, and Europa Clipper’s scientific discoveries will build upon the legacy that our other missions exploring Jupiter – including Juno, Galileo, and Voyager – created in our search for habitable worlds beyond our home planet.”
    The main goal of the mission is to determine whether Europa has conditions that could support life. Europa is about the size of our own Moon, but its interior is different. Information from NASA’s Galileo mission in the 1990s showed strong evidence that under Europa’s ice lies an enormous, salty ocean with more water than all of Earth’s oceans combined. Scientists also have found evidence that Europa may host organic compounds and energy sources under its surface.
    If the mission determines Europa is habitable, it may mean there are more habitable worlds in our solar system and beyond than imagined.
    “We’re ecstatic to send Europa Clipper on its way to explore a potentially habitable ocean world, thanks to our colleagues and partners who’ve worked so hard to get us to this day,” said Laurie Leshin, director, NASA’s Jet Propulsion Laboratory (JPL). “Europa Clipper will undoubtedly deliver mind-blowing science. While always bittersweet to send something we’ve labored over for years off on its long journey, we know this remarkable team and spacecraft will expand our knowledge of our solar system and inspire future exploration.”
    In 2031, the spacecraft will begin conducting its science-dedicated flybys of Europa. Coming as close as 16 miles to the surface, Europa Clipper is equipped with nine science instruments and a gravity experiment, including an ice-penetrating radar, cameras, and a thermal instrument to look for areas of warmer ice and any recent eruptions of water. As the most sophisticated suite of science instruments NASA has ever sent to Jupiter, they will work in concert to learn more about the moon’s icy shell, thin atmosphere, and deep interior.
    To power those instruments in the faint sunlight that reaches Jupiter, Europa Clipper also carries the largest solar arrays NASA has ever used for an interplanetary mission. With arrays extended, the spacecraft spans 100 feet from end to end. With propellant loaded, it weighs about 13,000 pounds.
    In all, more than 4,000 people have contributed to Europa Clipper mission since it was formally approved in 2015.
    “As Europa Clipper embarks on its journey, I’ll be thinking about the countless hours of dedication, innovation, and teamwork that made this moment possible,” said Jordan Evans, project manager, JPL. “This launch isn’t just the next chapter in our exploration of the solar system; it’s a leap toward uncovering the mysteries of another ocean world, driven by our shared curiosity and continued search to answer the question, ‘are we alone?’”
    Europa Clipper’s three main science objectives are to determine the thickness of the moon’s icy shell and its interactions with the ocean below, to investigate its composition, and to characterize its geology. The mission’s detailed exploration of Europa will help scientists better understand the astrobiological potential for habitable worlds beyond our planet.
    Managed by Caltech in Pasadena, California, JPL leads the development of the Europa Clipper mission in partnership with the Johns Hopkins Applied Physics Laboratory (APL) in Laurel, Maryland, for NASA’s Science Mission Directorate. The main spacecraft body was designed by APL in collaboration with JPL and NASA’s Goddard Space Flight Center, Marshall Space Flight Center, and Langley Research Center. The Planetary Missions Program Office at Marshall executes program management of the Europa Clipper mission.

    NASA’s Chandra X-ray Observatory and other telescopes have identified a supermassive black hole that has torn apart one star and is now using that stellar wreckage to pummel another star or smaller black hole, as described in our latest press release. This research helps connect two cosmic mysteries and provides information about the environment around some of the bigger types of black holes.

    In 2019, an optical telescope in California noticed a burst of light that astronomers later categorized as a “tidal disruption event”, or TDE. These are cases where black holes tear stars apart if they get too close through their powerful tidal forces. Astronomers gave this TDE the name of AT2019qiz.
    Meanwhile, scientists were also tracking instances of another type of cosmic phenomena occasionally observed across the Universe. These were brief and regular bursts of X-rays that were near supermassive black holes. Astronomers named these events “quasi-periodic eruptions,” or QPEs.
    This latest study gives scientists evidence that TDEs and QPEs are likely connected. The researchers think that QPEs arise when an object smashes into the disk left behind after the TDE. While there may be other explanations, the authors of the study propose this is the source of at least some QPEs.
    In 2023, astronomers used both Chandra and Hubble to simultaneously study the debris left behind after the tidal disruption had ended. The Chandra data were obtained during three different observations, each separated by about 4 to 5 hours. The total exposure of about 14 hours of Chandra time revealed only a weak signal in the first and last chunk, but a very strong signal in the middle observation.
    From there, the researchers used NASA’s Neutron Star Interior Composition Explorer (NICER) to look frequently at AT2019qiz for repeated X-ray bursts. The NICER data showed that AT2019qiz erupts roughly every 48 hours. Observations from NASA’s Neil Gehrels Swift Observatory and India’s AstroSat telescope cemented the finding.
    The ultraviolet data from Hubble, obtained at the same time as the Chandra observations, allowed the scientists to determine the size of the disk around the supermassive black hole. They found that the disk had become large enough that if any object was orbiting the black hole and took about a week or less to complete an orbit, it would collide with the disk and cause eruptions.
    This result has implications for searching for more quasi-periodic eruptions associated with tidal disruptions. Finding more of these would allow astronomers to measure the prevalence and distances of objects in close orbits around supermassive black holes. Some of these may be excellent targets for the planned future gravitational wave observatories.
    The paper describing these results appears in the Oct. 9 issue of the journal Nature. The first author of the paper is Matt Nicholl of Queen’s University Belfast in Ireland.

    The study of X-ray emission from astronomical objects reveals secrets about the universe at the largest and smallest spatial scales. Celestial X-rays are produced by black holes consuming nearby stars, emitted by the million-degree gas that traces the structure between galaxies, and can be used to predict whether stars may be able to host planets hospitable to life. X-ray observations have shown that most of the visible matter in the universe exists as hot gas between galaxies and have conclusively demonstrated that the presence of “dark matter” is needed to explain galaxy cluster dynamics, that dark matter dominates the mass of galaxy clusters, and that it governs the expansion of the cosmos.

    X-ray observations also enable us to probe mysteries of the universe on the smallest scales. X-ray observations of compact objects such as white dwarfs, neutron stars, and black holes allow us to use the universe as a physics laboratory to study conditions that are orders of magnitude more extreme in terms of density, pressure, temperature, and magnetic field strength than anything that can be produced on Earth. In this astrophysical laboratory, researchers expect to reveal new physics at the subatomic scale by conducting investigations such as probing the neutron star equation of state and testing quantum electrodynamics with observations of neutron star atmospheres.
    At NASA’s Marshall Space Flight Center, a team of scientists and engineers is building, testing, and flying innovative optics that bring the universe’s X-ray mysteries into sharper focus.
    Unlike optical telescopes that create images by reflecting or refracting light at near-90-degree angles (normal incidence), focusing X-ray optics must be designed to reflect light at very small angles (grazing incidence). At normal incidence, X-rays are either absorbed by the surface of a mirror or penetrate it entirely. However, at grazing angles of incidence, X-rays reflect very efficiently due to an effect called total external reflection. In grazing incidence, X-rays reflect off the surface of a mirror like rocks skipping on the surface of a pond.
    A classic design for astronomical grazing incidence optics is the Wolter-I prescription, which consists of two reflecting surfaces, a parabola and hyperbola (see figure below). This optical prescription is revolved around the optical axis to produce a full-shell mirror (i.e., the mirror spans the full circumference) that resembles a gently tapered cone. To increase the light collecting area, multiple mirror shells with incrementally larger diameters and a common focus are fabricated and nested concentrically to comprise a mirror module assembly (MMA).
    Focusing optics are critical to studying the X-ray universe because, in contrast to other optical systems like collimators or coded masks, they produce high signal-to-noise images with low background noise. Two key metrics that characterize the performance of X-ray optics are angular resolution, which is the ability of an optical system to discriminate between closely spaced objects, and effective area, which is the light collecting area of the telescope, typically quoted in units of cm2. Angular resolution is typically measured as the half-power diameter (HPD) of a focused spot in units of arcseconds. The HPD encircles half of the incident photons in a focused spot and measures the sharpness of the final image; a smaller number is better. 

    Marshall has been building and flying lightweight, full-shell, focusing X-ray optics for over three decades, always meeting or exceeding angular resolution and effective area requirements. Marshall utilizes an electroformed nickel replication technique to make these thin full-shell X-ray optics from nickel alloy.
    X-ray optics development at Marshall began in the early 1990s with the fabrication of optics to support NASA’s Advanced X-ray Astrophysics Facility (AXAF-S) and then continued via the Constellation-X technology development programs. In 2001, Marshall launched a balloon payload that included two modules each with three mirrors, which produced the first focused hard X-ray images of an astrophysical source by imaging Cygnus X-1, GRS 1915, and the Crab Nebula. This initial effort resulted in several follow-up missions over the next 12 years and became known as the High Energy Replicated Optics (HERO) balloon program.
    In 2012, the first of four sounding rocket flights of the Focusing Optics X-ray Solar Imager (FOXSI) flew with Marshall optics onboard, producing the first focused images of the Sun at energies greater than 5 keV. In 2019 the Astronomical Roentgen Telescope X-ray Concentrator (ART-XC) instrument on the Spectr-Roentgen-Gamma Mission launched with seven Marshall-fabricated X-ray MMAs, each containing 28 mirror shells. ART-XC is currently mapping the sky in the 4-30 keV hard X-ray energy range, studying exotic objects like neutron stars in our own galaxy as well as active galactic nuclei, which are spread across the visible universe. In 2021, the Imaging X-ray Polarimetry Explorer (IXPE), flew and is now performing extraordinary science with a Marshall-led team using three, 24-shell MMAs that were fabricated and calibrated in-house.
    Most recently, in 2024, the fourth FOXSI sounding rocket campaign launched with a high-resolution Marshall MMA. The optics achieved 9.5 arcsecond HPD angular resolution during pre-flight test with an expected 7 arcsecond HPD in gravity-free flight, making this the highest angular resolution flight observation made with a nickel-replicated X-ray optic. Currently Marshall is fabricating an MMA for the Rocket Experiment Demonstration of a Soft X-ray (REDSoX) polarimeter, a sounding rocket mission that will fly a novel soft X-ray polarimeter instrument to observe active galactic nuclei. The REDSoX MMA optic will be 444 mm in diameter, which will make it the largest MMA ever produced by MSFC and the second largest replicated nickel X-ray optic in the world.
    The ultimate performance of an X-ray optic is determined by errors in the shape, position, and roughness of the optical surface. To push the performance of X-ray optics toward even higher angular resolution and achieve more ambitious science goals, Marshall is currently engaged in a fundamental research and development effort to improve all aspects of full-shell optics fabrication.

    Given that these optics are made with the electroformed nickel replication technique, the fabrication process begins with creation of a replication master, called the mandrel, which is a negative of the desired optical surface. First, the mandrel is figured and polished to specification, then a thin layer of nickel alloy is electroformed onto the mandrel surface. Next, the nickel alloy layer is removed to produce a replicated optical shell, and finally the thin shell is attached to a stiff holding structure for use.
    Each step in this process imparts some degree of error into the final replicated shell. Research and development efforts at Marshall are currently concentrating on reducing distortion induced during the electroforming metal deposition and release steps. Electroforming-induced distortion is caused by material stress built into the electroformed material as it deposits onto the mandrel. Decreasing release-induced distortion is a matter of reducing adhesion strength between the shell and mandrel, increasing strength of the shell material to prevent yielding, and reducing point defects in the release layer.
    Additionally, verifying the performance of these advanced optics requires world-class test facilities. The basic premise of testing an optic designed for X-ray astrophysics is to place a small, bright X-ray source far away from the optic. If the angular size of the source, as viewed from the optic, is smaller than the angular resolution of the optic, the source is effectively simulating X-ray starlight. Due to the absorption of X-rays by air, the entire test facility light path must be placed inside a vacuum chamber.
    At the center, a group of scientists and engineers operate the Marshall 100-meter X-ray beamline, a world-class end-to-end test facility for flight and laboratory X-ray optics, instruments, and telescopes. As per the name, it consists of a 100-meter-long vacuum tube with an 8-meter-long, 3-meter-diameter instrument chamber and a variety of X-ray sources ranging from 0.25 – 114 keV. Across the street sits the X-Ray and Cryogenic Facility (XRCF), a 527-meter-long beamline with an 18-meter-long, 6-meter-diameter instrument chamber. These facilities are available for the scientific community to use and highlight the comprehensive optics development and test capability that Marshall is known for.
    Within the X-ray astrophysics community there exist a variety of angular resolution and effective area needs for focusing optics. Given its storied history in X-ray optics, Marshall is uniquely poised to fulfill requirements for large or small, medium- or high-angular-resolution X-ray optics. To help guide technology development, the astrophysics community convenes once per decade to produce a decadal survey. The need for high-angular-resolution and high-throughput X-ray optics is strongly endorsed by the National Academies of Sciences, Engineering, and Medicine report, Pathways to Discovery in Astronomy and Astrophysics for the 2020s.In pursuit of this goal, Marshall is continuing to advance the state of the art in full-shell optics. This work will enable the extraordinary mysteries of the X-ray universe to be revealed.

    NASA’s Hubble Space Telescope and New Horizons spacecraft simultaneously set their sights on Uranus recently, allowing scientists to make a direct comparison of the planet from two very different viewpoints. The results inform future plans to study like types of planets around other stars.

    Astronomers used Uranus as a proxy for similar planets beyond our solar system, known as exoplanets, comparing high-resolution images from Hubble to the more-distant view from New Horizons. This combined perspective will help scientists learn more about what to expect while imaging planets around other stars with future telescopes.
    “While we expected Uranus to appear differently in each filter of the observations, we found that Uranus was actually dimmer than predicted in the New Horizons data taken from a different viewpoint,” said lead author Samantha Hasler of the Massachusetts Institute of Technology in Cambridge and New Horizons science team collaborator.
    Direct imaging of exoplanets is a key technique for learning about their potential habitability, and offers new clues to the origin and formation of our own solar system. Astronomers use both direct imaging and spectroscopy to collect light from the observed planet and compare its brightness at different wavelengths. However, imaging exoplanets is a notoriously difficult process because they’re so far away. Their images are mere pinpoints and so are not as detailed as the close-up views that we have of worlds orbiting our Sun. Researchers can also only directly image exoplanets at “partial phases,” when only a portion of the planet is illuminated by their star as seen from Earth.
    Uranus was an ideal target as a test for understanding future distant observations of exoplanets by other telescopes for a few reasons. First, many known exoplanets are also gas giants similar in nature. Also, at the time of the observations, New Horizons was on the far side of Uranus, 6.5 billion miles away, allowing its twilight crescent to be studied – something that cannot be done from Earth. At that distance, the New Horizons view of the planet was just several pixels in its color camera, called the Multispectral Visible Imaging Camera.
    On the other hand, Hubble, with its high resolution, and in its low-Earth orbit 1.7 billion miles away from Uranus, was able to see atmospheric features such as clouds and storms on the day side of the gaseous world.
    “Uranus appears as just a small dot on the New Horizons observations, similar to the dots seen of directly imaged exoplanets from observatories like Webb or ground-based observatories,” Hasler said. “Hubble provides context for what the atmosphere is doing when it was observed with New Horizons.”
    The gas giant planets in our solar system have dynamic and variable atmospheres with changing cloud cover. How common is this among exoplanets? By knowing the details of what the clouds on Uranus looked like from Hubble, researchers can verify what is interpreted from the New Horizons data. In the case of Uranus, both Hubble and New Horizons saw that the brightness did not vary as the planet rotated, which indicates that the cloud features were not changing with the planet’s rotation.

    However, the importance of the detection by New Horizons has to do with how the planet reflects light at a different phase than what Hubble, or other observatories on or near Earth, can see. New Horizons showed that exoplanets may be dimmer than predicted at partial and high phase angles, and that the atmosphere reflects light differently at partial phase.
    NASA has two major upcoming observatories in the works to advance studies of exoplanet atmospheres and potential habitability.
    “These landmark New Horizons studies of Uranus from a vantage point unobservable by any other means add to the mission’s treasure trove of new scientific knowledge, and have, like many other datasets obtained in the mission, yielded surprising new insights into the worlds of our solar system,” added New Horizons principal investigator Alan Stern of the Southwest Research Institute.
    NASA’s upcoming Nancy Grace Roman Space Telescope, set to launch by 2027, will use a coronagraph to block out a star’s light to directly see gas giant exoplanets. NASA’s Habitable Worlds Observatory, in an early planning phase, will be the first telescope designed specifically to search for atmospheric biosignatures on Earth-sized, rocky planets orbiting other stars.
    “Studying how known benchmarks like Uranus appear in distant imaging can help us have more robust expectations when preparing for these future missions,” concluded Hasler. “And that will be critical to our success.”
    Launched in January 2006, New Horizons made the historic flyby of Pluto and its moons in July 2015, before giving humankind its first close-up look at one of these planetary building block and Kuiper Belt object, Arrokoth, in January 2019. New Horizons is now in its second extended mission, studying distant Kuiper Belt objects, characterizing the outer heliosphere of the Sun, and making important astrophysical observations from its unmatched vantage point in distant regions of the solar system.
    The Hubble Space Telescope has been operating for over three decades and continues to make ground-breaking discoveries that shape our fundamental understanding of the universe. Hubble is a project of international cooperation between NASA and ESA (European Space Agency). NASA’s Goddard Space Flight Center manages the telescope and mission operations. Lockheed Martin Space, based in Denver, Colorado, also supports mission operations at Goddard. The Space Telescope Science Institute in Baltimore, Maryland, which is operated by the Association of Universities for Research in Astronomy, conducts Hubble science operations for NASA.
    The Johns Hopkins Applied Physics Laboratory (APL) in Laurel, Maryland, built and operates the New Horizons spacecraft and manages the mission for NASA’s Science Mission Directorate. Southwest Research Institute, based in San Antonio and Boulder, Colorado, directs the mission via Principal Investigator Alan Stern and leads the science team, payload operations and encounter science planning.     Four International Space Station crew members continue waiting for their departure date as mission managers monitor weather conditions off the coast of Florida. The rest of the Expedition 72 crew stayed focused Oct. 14 on space biology and lab maintenance aboard the orbital outpost.

    NASA and SpaceX mission managers are watching unfavorable weather conditions off the Florida coast right now for the splashdown of the SpaceX Crew-8 mission with NASA astronauts Matthew Dominick, Mike Barratt, and Jeanette Epps, and Roscosmos cosmonaut Alexander Grebenkin. The homebound quartet spent Oct. 14 mostly relaxing while also continuing departure preps. Mission teams are currently targeting Dragon Endeavour’s undocking for no earlier than 2:05 a.m. CDT on Oct. 18. The Crew-8 foursome is in the seventh month of their space research mission that began on March 3.
    The other seven orbital residents will stay aboard the orbital outpost until early 2025. NASA astronaut Don Pettit is scheduled to return to Earth first in February with Roscosmos cosmonauts Alexey Ovchinin and Ivan Vagner aboard the Soyuz MS-26 crew ship. Next, station Commander Suni Williams and flight engineer Butch Wilmore are targeted to return home aboard SpaceX Dragon Freedom with SpaceX Crew-9 Commander Nick Hague, all three NASA astronauts, and Roscosmos cosmonaut Aleksandr Gorbunov.
    Williams had a light duty day Oct. 14 disassembling life support gear before working out for a cardio fitness study. Wilmore installed a new oxygen recharge tank and began transferring oxygen into tanks located in the Quest airlock. Hague collected his blood and saliva samples for incubation and cold stowage to learn how microgravity affects cellular immunity. Pettit also had a light duty day servicing biology hardware including the Cell Biology Experiment Facility, a research incubator with an artificial gravity generator, and the BioLab, which supports observations of microbes, cells, tissue cultures and more.
    The Huntsville Operations Support Center (HOSC) at NASA’s Marshall Space Flight Center provides engineering and mission operations support for the space station, the CCP, and Artemis missions, as well as science and technology demonstration missions. The Payload Operations Integration Center within HOSC operates, plans, and coordinates the science experiments onboard the space station 365 days a year, 24 hours a day.
    The first flight of Sierra Space’s Dream Chaser to the space station is now scheduled for no earlier than May 2025 to allow for completion of spacecraft testing. Dream Chaser, which will launch atop a ULA (United Launch Alliance) Vulcan rocket and later glide to a runway landing at NASA’s Kennedy Space Center, will carry cargo to the orbiting laboratory and stay on board for approximately 45 days on its first mission.

Today marks the first time Medi-Cal will cover traditional health care practices that are deeply rooted in cultural practices and have been shown to improve health outcomes, particularly for individuals with SUDs. 

    Sacramento, California – Governor Gavin Newsom announced today that California is expanding access to culturally-based substance use disorder (SUD) treatment services.  

    After years of working toward this milestone, today marks the first time Medi-Cal will cover traditional health care practices in use since time immemorial. These are deeply rooted in cultural practices and have been shown to improve health outcomes, particularly for individuals with SUDs.

    Native Americans continue to be disproportionately impacted by the opioid epidemic, with higher overdose death rates than other racial and ethnic groups in the United States.

    As the home of the largest population of Native Americans in the country, California is committed to helping heal the historical wounds inflicted on tribes – including the glaring health disparities we see between Native communities and other groups. Like many of the issues that plague successive generations of Native people, those inequities can be traced back to the historical atrocities the U.S. inflicted on tribes across the country. By supporting greater access to traditional medicine and healing, we are taking another step toward a healthier, brighter future.

    “Native American communities have long faced barriers to accessing traditional medicines and healing resources in this State,” said Tribal Affairs Secretary Christina Snider-Ashtari. “Support for these critical practices will again allow the rich and diverse Native populations who have lived here since time immemorial – along with those who now call California home – to access time-honored and tested methods to bolster wellness in Native families, communities, and tribal nations.”

    Traditional healers and natural helpers

    The Centers for Medicare & Medicaid Services’ (CMS) approval for California, alongside Arizona, New Mexico, and Oregon, allows two new categories of interventions to be covered by Medi-Cal, as developed by the state in partnership with tribal partners:  

    • The first, provided by traditional healers, includes music therapy (i.e., traditional music, songs, dancing, and drumming) and spiritual interventions (i.e., ceremonies, rituals, and herbal remedies). A traditional healer is any person currently recognized as a spiritual leader with at least two years of experience practicing in a setting recognized by a Native American tribe and who is contracted or employed by an Indian Health Care Provider (IHCP).
    • The second, provided through natural helpers, includes navigational support, psychological skill building, self-management, and trauma support. A natural helper is a health advisor who delivers health, recovery, and social supports in the context of tribal cultures. Natural helpers can be spiritual leaders, elected officials, or paraprofessionals who are trusted members of a Native American tribe.

    This marks a significant milestone in the state’s ongoing efforts to recognize the valuable contributions of traditional healing practices within the health care system. Traditional healing services have been trusted and tested methods of care for Native Americans for generations. They are deeply rooted in cultural practices and have been shown to improve health outcomes, particularly for individuals with SUDs.

    Studies have demonstrated that these culturally centered approaches can enhance engagement and recovery outcomes, making them an essential component of holistic care for Native communities. Additionally, the state recognizes that tribal communities understand themselves best – and that each tribe has different needs, traditions, and histories – so each participating IHCP will create its own process to identify and credential its own traditional healers and natural helpers.

    Starting January 1, 2025, IHCPs can request Medi-Cal reimbursement for Traditional Healer and Natural Helper Services provided to residents of qualifying counties. In the coming months, the state will consult with tribes and tribal partners to develop guidance.

    Bigger picture

    In 2019, Governor Newsom apologized on behalf of the State of California to California Native American peoples, and announced the creation of the California Truth and Healing Council. Through collaborative and consultative work of the Council, the Governor’s Office of Tribal Affairs, and tribes across the state, a number of policies and programs have been developed so that the state can better address historical injustices and support tribes and tribal work in everything from health to climate. 

    Medi-Cal coverage for traditional healer and natural helper services strengthens the longstanding investments the state has made to expand SUD prevention, treatment, recovery, and harm reduction resources for California tribal and Urban Indian communities through the Tribal MAT Project

    FEMA may be able to help with serious needs, displacement, temporary lodging, basic home repair costs, personal property loss or other disaster-caused needs.     Today, Governor Roy Cooper traveled to Pensacola and Bakersville where he was joined by FEMA Administrator Deanne Criswell, NCDPS Secretary Eddie Buffaloe and Commander of the State Highway Patrol Colonel Freddie Johnson to assess storm damage, witness relief operations and speak with those affected by Helene. In Pensacola, the Governor visited a supply distribution center operating at the Pensacola Volunteer Fire Department. In Bakersville, the Governor joined Mayor Charles Vines for a walking tour to see areas that sustained damage during the storm.

    “Today I was on the ground in Pensacola, Yancey County and Bakersville, Mitchell County, talking with folks affected by Helene and seeing how hard people are working to rebuild from this storm,” said Governor Cooper. “The people of Western North Carolina are strong, and we will keep working with them to surge resources and to recover and rebuild their communities.”

    The Major Disaster Declaration requested by Governor Cooper and granted by President Biden now includes the following North Carolina counties and designations which were added Tuesday night:

    • Cabarrus, Cherokee, Forsyth, Graham, Iredell, Lee, Nash, Rowan, Stanly, Surry, Union, and Yadkin counties for Individual Assistance,
    • Cabarrus, Cherokee, Forsyth, Graham, Iredell, Lee, Nash, Rowan, Stanly, Surry, Union and Yadkin counties for debris removal and emergency protective measures, including direct Federal assistance, under the Public Assistance program.
    • Swain County for permanent work (already designated for Individual Assistance and assistance for debris removal and emergency protective measures, including direct Federal assistance, under the Public Assistance program.

    The Major Disaster Declaration already includes 27 North Carolina counties (Alexander, Alleghany, Ashe, Avery, Buncombe, Burke, Caldwell, Catawba, Clay, Cleveland, Gaston, Haywood, Henderson, Jackson, Lincoln, Macon, Madison, McDowell, Mecklenburg, Mitchell, Polk, Rutherford, Swain, Transylvania, Watauga, Wilkes and Yancey) and the Eastern Band of Cherokee Indians.

    Also today, Governor Cooper issued an emergency Executive Order authorizing the North Carolina Department of Commerce, Division of Employment Security, to increase the amount of weekly unemployment payments available to North Carolinians in the aftermath of Hurricane Helene. As a result of this Order, weekly unemployment benefits will increase from a maximum of $350 a week to a maximum of $600 a week. Prior to the executive order, many low-income and part-time workers would have received less than the $350 weekly maximum. To ensure that these workers receive necessary benefits in the wake of Helene, the order will also increase benefits by $250 a week (up to the $600 cap) for all eligible workers. This order is tied to the State of Emergency for Hurricane Helene, and will remain in effect until the end of the Emergency or until it is rescinded.

    Law enforcement is working to ensure the safety of responders amid reports of threats and misinformation. FEMA officials remain in communities and are conducting operations to help people impacted by these storms recover as quickly as possible following reports of threats on the ground. Governor Cooper has directed the Department of Public Safety to work with local law enforcement to identify specific threats and rumors and coordinate with FEMA and other partners to ensure the safety and security of all involved as this recovery effort continues.

    North Carolina National Guard and Military Response

    Nearly 3,400 Soldiers and Airmen are working in Western North Carolina. Joint Task Force- North Carolina, the task force led by the North Carolina National Guard is made up of Soldiers and Airmen from 12 different states, two different XVIII Airborne Corps units from Ft. Liberty, a unit from Ft. Campbell’s 101st Airborne Division, and numerous civilian entities are working side-by-side to get the much-needed help to people in Western North Carolina.

    National Guard and military personnel are operating 12 aviation assets and approximately 1,200 specialized vehicles in Western North Carolina to facilitate these missions. The U.S. Army Corps of Engineers is helping to assess water and wastewater plants and dams. Residents can track the status of the public water supply in their area through this website.

    FEMA Assistance

    More than $102 million in FEMA Individual Assistance funds have been paid so far to Western North Carolina disaster survivors and approximately 181,000 people have registered for Individual Assistance. More than 2,000 households are now housed in hotels through FEMA’s Transitional Sheltering Assistance.

    Approximately 1,400 FEMA staff are in the state to help with the Western North Carolina relief effort. In addition to search and rescue and providing commodities, they are meeting with disaster survivors in shelters and neighborhoods to provide rapid access to relief resources. They can be identified by their FEMA logo apparel and federal government identification.

    North Carolinians can apply for Individual Assistance by calling 1-800-621-3362 from 7am to 11pm daily or by visiting www.disasterassistance.gov, or by downloading the FEMA app. FEMA may be able to help with serious needs, displacement, temporary lodging, basic home repair costs, personal property loss or other disaster-caused needs.

    Help from Other States

    More than 1,500 responders from 38 state and local agencies have performed 142 missions supporting the response and recovery efforts through the Emergency Management Assistance Compact (EMAC). This includes public health nurses, emergency management teams supporting local governments, veterinarians, teams with search dogs and more.

    Beware of Misinformation

    North Carolina Emergency Management and local officials are cautioning the public about false Helene reports and misinformation being shared on social media. NCEM has launched a fact versus rumor response webpage to provide factual information in the wake of this storm. FEMA also has a rumor response webpage.

    Efforts continue to provide food, water and basic necessities to residents in affected communities, using both ground resources and air drops from the NC National Guard. Food, water and commodity points of distribution are open throughout Western North Carolina. For information on these sites in your community, visit your local emergency management and local government social media and websites or visit ncdps.gov/Helene.

    Storm Damage Cleanup

    Power Outages

    Across Western North Carolina, approximately 11,000 customers remain without power, down from a peak of more than 1 million. Overall power outage numbers will fluctuate up and down as power crews temporarily take circuits or substations offline to make repairs and restore additional customers.

    Road Closures

    Some roads are closed because they are too damaged and dangerous to travel. Other roads still need to be reserved for essential traffic like utility vehicles, construction equipment and supply trucks. However, some parts of the area are open and ready to welcome visitors which is critical for the revival of Western North Carolina’s economy. If you are considering a visit to the area, consult DriveNC.gov for open roads and reach out to the community and businesses you want to visit to see if they are welcoming visitors back yet.

    NCDOT currently has approximately 2,000 employees and 900 pieces of equipment working on approximately 7,000 damaged road sites.

    Ninety-five storm-related deaths have been confirmed in North Carolina by the Office of Chief Medical Examiner. This number is expected to rise over the coming days.     JIM CHALMERS:

    Welcome to the most important electorate in Australia, the People’s Republic of Rankin. Welcome to the PM, Clare, Meaghan, this is our home patch. Cameron Dick and I and Shannon Fentiman, we’re really proud to represent this part of South East Queensland. We’ve got really 2 fantastic announcements to be making today.

    The first one which Clare will elaborate on is that we are announcing more money for this part of the world for more housing. More housing for Meadowbrook, more housing for South East Queensland, more housing for middle Australia, and most importantly, more housing for essential workers and social housing tenants near where the jobs and essential services are being provided. The wonderful thing about this part of South East Queensland – we’ve got a university there, a hospital and a TAFE there, a retail centre there, 2 motorways, a train station – and this is all about making sure that we build more homes for Australians where the jobs and essential services are. And so it’s a really important day to be making this announcement. This kind of funding is at risk with the worst combination of David Crisafulli and Peter Dutton and we make that clear as well today.

    More homes for our local community. Our highest priorities are housing and the cost of living and the Albanese Labor government, the Miles Labor government, we work together really closely to do whatever we can to build more homes and to ease the cost of living for more people. And a really important part of what we’re announcing today are our efforts to crack down on excessive charges when it comes to using credit cards and debit cards and tapping your phone. Too many Australians are paying too much when they tap their phone or use their credit cards. Too many Australians are paying too much when it comes to excessive fees on debit cards, in particular. We are cracking down on excessive fees for debit cards and we are funding the ACCC to do their important work in this regard as well. We are prepared to ban surcharges on debit cards subject to the important work that the RBA is doing, and also making sure that there aren’t unintended consequences for small businesses and for consumers. This is all about a better deal for consumers and small businesses. People are paying surcharges which are too high just to use their own money, and we want to see what we can do to crack down on that. We are prepared to ban the surcharges on debit cards subject to making sure that consumers and small businesses are the beneficiaries of any change. This is a really complex system. There are a number of fees at play in this system. It’s why the RBA’s work is so important, and it’s why it’s so important that this Albanese Labor government is taking action to crack down on excessive fees. While this work is being undertaken, we will provide $2.1 million to the ACCC for their education and monitoring and to make sure that businesses are doing the right thing when it comes to the charging of these fees and surcharges. We are making it really clear today. This Albanese Labor government is about easing the cost of living and building more homes. Whether it’s excessive surcharges using debit cards, whether it’s building more homes in communities, just like the Miles government, we are focused on the main game for middle Australia and that’s why we’re here today. I’ll throw you over to the Deputy Premier and Treasurer of Queensland, Cameron Dick.

    CAMERON DICK:

    Well, thanks, Jim. It is terrific to have the Prime Minister, Jim, Clare and Meaghan in Logan here today to announce more homes for Queenslanders. And this is what happens when you have a State Labor government and a Federal Labor government working together to deliver for the people of Queensland. This isn’t something you get from the Greens and it is certainly something you would never get from the LNP. It’s also great to have 2 Queensland based institutions, the Australian Retirement Fund and the Brisbane Housing Company, collaborating together to deliver on this project. We’ve already got homes through that collaboration coming out of the ground in Redcliffe, Chermside and Southport and now we will see more homes right here in Logan for hardworking Queenslanders. And so we very much welcome this announcement today and we thank the Prime Minister and his federal team for supporting Queensland.

    I just wanted to say something briefly before I hand over to the Prime Minister on David Crisafulli and the LNP’s election commitments, their costings and of course, their plan for cuts. Yesterday, David Crisafulli said he wouldn’t borrow for the operational costs of government. That would mean David would have to cut $3 billion as soon as he took office in October. It means David Crisafulli would have to cut $10 million a day, each and every day until the 30th of June next year to deliver on his promise. That means there are 17,000 Queenslanders whose jobs are now on the line under David Crisafulli and the LNP. And that is before he even finds one cent to pay for the $18 billion in election commitments that are unfunded and that he has already announced in this campaign. David Crisafulli won’t even tell Queenslanders the total of the election commitments he’s made in this campaign so far. That’s because he would have to tell Queenslanders what he would have to cut to deliver on those promises.

    I’ll hand over to the Prime Minister and thank him again for coming to Queensland and making this important announcement for the people of our state.

    ANTHONY ALBANESE:

    Well, thanks very much, Treasurer. And it’s great to be here with 2 treasurers and 2 housing ministers and I think 3 local members here in Logan. It’s fantastic to be, particularly to be in my friend, the Treasurer’s electorate of Rankin, and to show what happens when good Labor governments work together. This is about 1,100 new homes for Queenslanders – 1,100 new homes that will be built, including right here on this site, but throughout South East Queensland as well. It comes on top of, just a couple of weeks ago, the announcement we made in Cairns with about 500 new affordable and social homes being built there. This is about increasing housing supply, which is what our commitment is to do.

    It’s also about easing the cost of living and the measures that the Treasurer spoke about before in outlawing debit card surcharges, having a real crack at making sure that people, when they use their own money, there shouldn’t be surcharges on them using their money. And that’s why we are providing additional funds – $2.1 million for the ACCC – but also the Reserve Bank doing their inquiry to make sure that the details of this are got right, that small businesses looked after on the way through. This is my government’s priority, looking after the cost of living whilst also delivering on housing supply in partnership with state and territory governments. And it stands in stark contrast to our opponents. Be it David Crisafulli, who doesn’t seem to have too many policies I’ve got to say, at the Queensland election, and certainly no costed ones, and the Federal Opposition that today Michael Sukkar was out there once again just being opposed to our investment in new housing. They said they’ll get rid of the Housing Australia Future Fund. They’ve said they’re against the targets that we’ve set in partnership with state and territory governments, with those financial incentives for better planning for state and territory governments to make sure that we increase the supply. This project here as well is about our support for infrastructure in order so that homes can be built. It’s one of the missing pieces in the puzzle of housing supply that we are addressing. Making sure that energy, sewerage, water can all be connected so that new homes can be built. Something that we are providing that was never provided under the former government that didn’t for a while even bother to have a Housing Minister. I’ll turn to Clare and then we’re happy to take questions.

    CLARE O’NEIL:

    Thank you, PM and Treasurer, can I thank you for welcoming us to your beautiful electorate. We all know a bit about Jim Chalmers and one way to get the guy talking is to ask him about his community here in Rankin and you won’t hear the end of it. He is a huge advocate for this local area, he’s very proud of where he comes from, and it’s fantastic to be here. This is a really big and important announcement for South East Queensland where the Albanese government and the Miles Labor government here are announcing 1,100 new homes for Queenslanders. Five hundred will be constructed on this site here in Meadowbrook and 600 others will be scattered around some of the nearby suburbs. This is a reflection of what gets done when state and federal governments identify something that matters hugely to our constituents and that’s housing, and then works together to make a difference to that problem. We are, without question, one of the boldest and most ambitious Commonwealth governments on housing that we have seen for a generation in this country. We came from a standing start. The Prime Minister here mentioned that for most of the time the Coalition were in power, they didn’t even have a Housing Minister. Didn’t even have a Housing Minister. That’s how tapped out they were on this critical problem. Well, we have changed all that. Our country, led as it is by a Prime Minister whose access to housing in his childhood totally transformed the rest of his life. So, what are we doing? We’re building more homes. An ambitious target to build 1.2 million homes around the country over the coming 5 years. We’re helping renters through the work we’re doing with National Cabinet and lifts to the Commonwealth Rent Assistance payment. And we’re making sure that more Australians can own their own homes. We’ve helped 120,000 citizens get into home ownership in the time we’ve been in government. And we would be able to do more if other parties in the Parliament would come together and work with us. Now, we’ve got boldness and we’ve got ambition. But what do I see when I look at other parties in the Parliament? Well, I see the Greens who say some of the right things about housing. But when it comes time to make real progress for real people, instead of helping childcare workers and aged care workers get into housing, they instead try to play politics and stand in their path. And then I see the Liberals who have not a shred of credibility when it comes to housing. We heard this morning the Shadow Housing Minister, Michael Sukkar, make extraordinary admissions in a radio interview where, firstly, he said that the government is being too ambitious about housing. He says that if the Liberals are elected federally, they will scrap having a housing target altogether. Well, it’s that kind of low ambition that got us to where we are right now. And that is in a housing crisis where this is affecting the lives of millions of people in our country and the Liberals want us to lower our ambitions. The second thing he told us is that they want to make more cuts to states and territories in the funding that we’re giving them to make housing possible. Well, this is where we are right here. 1,100 new homes that’s made through that partnership that we’ve worked through with National Cabinet and we know with the Liberals we’ll get what we always get. That is cuts, cuts, cuts that hurt real people.

    ALBANESE:

    JOURNALIST:

    PM, on the banking surcharge, it’s been welcomed by some, but others are saying that a few cents here and there might not save people that much in a cost living crisis. I guess, how do you expect it to assist people if they’re only saving small amounts on these surcharges?

    ALBANESE:

    We think it’ll make a difference. And when people go and they see a price up on the board at the business where they’re making a purchase – that should be the purchase price. There shouldn’t be hidden charges and surcharges there when people are using their own money. Bear this in mind – a debit card is taking money directly from people’s accounts. It is their money and there shouldn’t be surcharges on it.

    JOURNALIST:

    Prime Minister, this is a housing announcement, do you think it’s a good look to be buying a $4.2 million home during a cost‑of‑living crisis?

    ALBANESE:

    Well, Jodie and I are getting married, as is known, and I’m pleased about that. And Jodie’s a Coastie. She’s a proud Coastie. She’s as proud of being a Coastie as Jim is here, of being a Logan lifelong resident. There are 3 generations of Haydons on the coast there. And when your relationship changes, your life changes and you make decisions. But what I’m focused on is making sure that everyone can get a roof over their head. I’m focused on increased public housing and social housing investment. That’s why we have our Housing Australia Future Fund. We’re focused on increased rentals, which is why we have our Build to Rent scheme. And we’re focused, in addition to that, in getting more housing supply, such as the 1,100 homes for Queenslanders that we’re announcing right here.

    JOURNALIST:

    PM, buying a $4 million dollar home is very different to buying a modest family home or living on a block like this. Do you think it’s a good look?

    ALBANESE:

    I have – of course, I am much better off as Prime Minister. I earn a good income. I understand that. I understand that I’ve been fortunate, but I also know what it’s like to struggle. My mum lived in the one public housing that she was born in for all of her 65 years. And I know what it’s like, which is why I want to help all Australians into a home, whether it be public homes or private rentals or home ownership.

    JOURNALIST:

    PM, it’s been reported that Australia is seeking an assurance from PNG it won’t sign new security agreements with China in return for the $600 million assistance package for its NRL bid. Can you confirm if there is a security element in this agreement and what exactly it says?

    ALBANESE:

    This is a relationship between friends and what we don’t do is have our security arrangements out there in public. What we do is to work with our friends and partners. Papua New Guinea has made it very clear that Australia is their security partner of choice.

    JOURNALIST:

    PM, do you plan to retire at that house on the New South Wales Central Coast?

    ALBANESE:

    Sorry?

    JOURNALIST:

    Are you planning to retire there?

    ALBANESE:

    I’m planning to be in my current job for a very long period of time.

    JOURNALIST:

    Are you going to rent it out in the meantime?

    ALBANESE:

    I’m planning to be in my current – I haven’t bought it yet. To be clear, it hasn’t settled yet, these arrangements, I’m very transparent. I declare everything. I’ve declared, some time ago, if you followed the story that I was selling a house in the Inner West that will make a contribution towards this.

    JOURNALIST:

    There’s been a lot of commentary around the hope from Federal Labor that some of the frustration may be taken out on October 26 and then maybe go easy at the federal election. What do you make of this and are you concerned about support for Labor in Queensland?

    ALBANESE:

    I want people to vote Labor in Queensland and to return Steven Miles as the Premier and this bloke here as the Deputy Premier, because I want a government that actually cares about Queenslanders. It’s a government that’s committed to increasing housing supply, that’s committed to dealing with cost‑of‑living pressures, including the 50 cent fares. I had the privilege of going on Gold Coast Light Rail yesterday. It’s committed to the free school lunches to make sure that people are looked after. This is a government that is getting things done and is worthy of re‑election and I’m very pleased to campaign with them.

    JOURNALIST:

    PM, Canada has expelled 6 Indian diplomats, accusing them of being part of a criminal network targeting the Sikh diaspora. Have you spoken, or do you plan to speak with Canada’s Prime Minister, Justin Trudeau about this?

    ALBANESE:

    I speak with the Prime Minister of Canada all the time.

    JOURNALIST:

    Does Australia –

    ALBANESE:

    I speak with the Prime Minister of Canada all the time. And what I do in my relationships with international leaders is I have proper discussions with them and that’s how we get things done. And that’s why – one of the reasons why my government has been so effective in international diplomacy.

    JOURNALIST:

    On the Bruce Highway, why won’t you match Peter Dutton’s commitment for an 80/20 split.

    ALBANESE:

    He hasn’t done anything. His commitment? He was part of a government that didn’t fund things, that was good at media releases. I’ll give you the big clue. You can’t drive on a media release. What you can drive on is a road. And to build a road, you need money. So, Rockhampton Ring Road, for example, was $700 million short in terms of its funding. The former government made announcements with $0 attached to it, from time to time. When we came into government last time, we put record funding into the Bruce Highway. $1.3 billion under the Howard government, $7.6 billion under us, and we have $10 billion in our plan for the Bruce Highway, including additional money that we put in in the last Budget.

    JOURNALIST:

    So, those accusations are credible that we were talking about just before?

    ALBANESE:

    I’ve answered your question.

    JOURNALIST:

    Queensland has – you took a 50 cent fare yesterday. Obviously it’s a fair bit more expensive in Sydney, Melbourne, Canberra, to take a light rail, in Canberra. Should it not be? I mean, it’s increased our patronage in Queensland and would not do the same thing elsewhere?

    ALBANESE:

    Well, it’s a matter for state and territory governments. But I say this, that the Queensland government – and Cameron or Meaghan might want to comment on this as well – it’s been a huge success. Increasing patronage gets cars off the road, saves people money and also it’s good for people’s health. It’s good for a range of reasons to increase public transport patronage and from a Commonwealth government perspective, I make this point, when it comes to infrastructure. Gold Coast Light Rail, $365 million in the 2009 budget from the government when I was the Infrastructure Minister and now stage 3 underway, will be completed next year. It was opposed by the LNP – state and federal. You had federal LNP members like Steve Ciobo collecting petitions against Gold Coast Light Rail. Cross River Rail, major project to increase the whole capacity of the network was funded $715 million from the Commonwealth with an availability payment going forward each year in partnership with what was the Queensland LNP government then, originally started under the Labor government. Tony Abbott got elected, the whole thing crashed, and then they came up with this ridiculous plan that didn’t go anywhere. Cross River Rail would be open today if Labor governments had kept being elected. That’s why we believe in this. That’s why we’re funding Sunshine Coast Rail as well.

    JOURNALIST:

    Question for Mr Dick, please.

    ALBANESE:

    Sure.

    JOURNALIST:

    Credit rating agency S&P Global has warned Queensland’s AA+ credit rating is in danger of being downgraded due to your spending. How concerning is that?

    DICK:

    Well, S&P Global and Moody’s went through the Queensland Budget books top to bottom, left to right, up and down after our Budget, and they reaffirmed our AA+ credit rating. And when you look at our competitor states, our comparative states in New South Wales and Victoria, we are streets ahead of them when it comes to budget management and fiscal management in this state. Just a week ago, I announced the unaudited financial results for Queensland. Our net debt for last financial year has been halved from $12 billion to just under $6 billion. Our surplus went up from $600 million to $1.7 billion. And let’s put that in comparison to New South Wales and Victoria. So, our net debt at the end of last financial year was $5.7 billion. In New South Wales , it was $97 billion. In Victoria it was $136 billion. So, that means New South Wales debt is 16 times higher than Queensland and Victoria’s debt is 22 times higher. And so we are in a really strong position to make commitments and deliver on them because our commitments are fully funded. And the question for David Crisafulli and David Janetzki, who did 2 train wreck interviews today, the Shadow Treasurer who’s been in an LNP witness protection program, has not been seen with the Leader on the campaign trail for 2 weeks. And that is disrespectful to train wrecks because a train needs momentum and forward movement before it can run off the rails. We haven’t seen or heard from that bloke. And when he came out today, he didn’t say to Queenslanders – he couldn’t even tell Queenslanders what the total cost of their commitments would be, nor how they would pay for them. Now, their election commitments in this campaign are twice as high as ours. The LNP election commitments in this campaign now total $18 billion, twice as high as Labor. We’ve been upfront about how we’re paying for that. The only way that David Crisafulli can deliver on his promise of not borrowing for operational costs of government, by spending more, reducing taxation, lowering debt, delivering balanced budgets, not having a fiscal deficit, having a fiscal surplus. He has promised all of those things in this campaign. The only way he can deliver that is by cutting and that is what he is going to do. And that should put a shiver down the spine of every Queenslander, because the last LNP leader who offered to the community that he would look after the money of the people of Queensland, the last LNP leader who said that he would deliver a fiscal surplus was Campbell Newman. And 14,000 Queenslanders paid for that promise with their jobs. They built nothing for 3 years. So, they cut operating expenditure and they cut infrastructure expenditure. And the hide of David Crisafulli to say to Queenslanders that he respects money. The hide of David Crisafulli. David Crisafulli doesn’t respect public or private money. This is a man who was responsible for a training company that collapsed under $3 million of debt and owed the Australian Taxation Office $750,000. That’s not a man who respects money. That’s a man who disregards every single creditor of that company, including creditors that came from this community. And so we are fighting hard for the future of Queensland. Fully costed, fully funded plans, our promises will be delivered within the budget envelope and the funding envelope we’ve set aside. You cannot say the same for David Crisafulli.

    JOURNALIST:

    He wouldn’t have said what they’d said if they didn’t have concerns, though, surely?

    DICK:

    Well, let’s see what happens when I do – if I have that privilege – when I do the Budget update in December and when I do the Budget next year. Because there are 2 aspects to budgets, one’s expenditure and one’s revenue. And so you have to look at the budget position in total before we go to the ratings agencies and before they look at us. And so we’ll continue to deliver as we’ve delivered for every budget, except my first one, we’ve beaten our debt projections in every budget that I’ve delivered as Treasurer and we’ll continue to work hard to maintain that AA+ credit rating. We are the only state of the big 3 states that didn’t have a credit rating downgrade during or subsequent to COVID. That was because of our effective and appropriate financial and budgetary management and we’re going to continue on that path and people can trust us to deliver on our promises. The only thing you can trust David Crisafulli to do if he’s elected Premier is to cut. Anything else?

    JOURNALIST:

    Mr Janetzki was on radio this morning that he would release his costings once they make their final announcement. Is that the typical convention? Are you aware of that? And do you think it’s good enough considering voters already going to the polls?

    DICK:

    Look, this is all just a smokescreen for David Crisafulli to hide his plan for cuts. Our Party, Queensland Labor, has been the most transparent of any political party in any election in history. We put our costings live 2 weeks ago. We said upfront what we would do and how we would pay for it. And I released a budget economic and tax plan 2 weeks ago. Two years ago, David Crisafulli promised to release a tax and debt plan for Queensland. It is now 11 days until the election. David Crisafulli has been the Leader of the LNP now for more than 1,200 days and he still won’t be honest with the people of Queensland. And look, it’s just obvious the reason they won’t tell Queenslanders the total of their election commitments is because they would have to reveal to Queenslanders what they need to cut to deliver those election commitments. Which is why they’re hiding their costings, hiding their funding sources, because their single biggest funding source is to cut. And that’s why they’re not being honest with you.

    JOURNALIST:

    Amy McMahon from the Greens reckons you’re a hypocrite for recommending a preference for the Katter Australia Party in North Queensland. Are you not assisting an anti‑abortion party here by putting them above the Liberal Party?

    DICK:

    I don’t take political advice from the Queensland Greens Political Party. I never have and I never will. Anything else?

    JOURNALIST:

    What have you made of voter sentiment on the ground?

    CHALMERS:

    I don’t like being called the other Treasurer, but sure, you go ahead.

    JOURNALIST:

    What have you made of voter sentiment around the area? How closely will you be watching the result, particularly around this area?

    CHALMERS:

    Oh, look, Queenslanders right around our state desperately need a re‑elected Miles Labor government. You know, I was listening to Cameron and to the PM a moment ago. You know, Cameron is running one of the strongest budgets in the Commonwealth and that’s because we have a couple of things in common. You know, we are all about responsible economic management so that we can afford to provide cost‑of‑living relief for people who really need it, whether it’s in our community right around Queensland or indeed right around Australia. So, we have that in common and we want to work with the Miles Labor government after the election in a couple of weeks’ time. Now, as Cameron rightfully pointed out a moment ago, David Crisafulli and Peter Dutton have got something in common as well. Neither of them will come clean on their secret cuts. And those cuts that Peter Dutton and David Crisafulli won’t tell us about will make Queenslanders and Australians personally financially worse off. They’ll come after wages, they’ll come after housing, they’ll come after health. They will absolutely gut the joint. And we know this because Peter Dutton did that last time with Medicare when he was the Health Minister. And we know this because David Crisafulli is essentially Campbell Newman 2.0. And that was devastating for our local community. That has been a real low point for this part of the world seeing the way that Campbell Newman slashed and hacked at the essential services that local people desperately need. You asked a moment ago about our surcharging change and what it will mean for the cost of living. Now, that’s an important step that we are taking to help ease the cost of living, but it’s not the only step. Tax cuts for every taxpayer, Energy Bill Relief for every household, cheaper medicines, Rent Assistance, cheaper early childhood education, getting wages moving again. And here we have an enthusiastic and willing partner in the Miles Labor government. Cheaper fares for these communities in the outer suburbs are absolutely transformational. I’ve lost count of the amount of times that people have come up to me and said, ‘if you run into Cameron, or if you run into Steven, can you tell him how much we value those 50 cent fares?’ So, I’ll do that in front of all of our friends now, Cam. People appreciate the Energy Bill Relief that we’re working together with Steven and Cameron and Meaghan to provide. And so we desperately need a Miles Labor government re‑elected. We love working with these guys, not because we always have an identical view about every single issue, but because we’ve got a heart for local people. And that shows when it comes to housing, when it comes to health, and when it comes to cost of living.

    JOURNALIST:

    Sorry, just on the sentiment, you pick up anything on the ground around you?

    CHALMERS:

    Yeah, well, in our communities, people are desperately relying on the cost‑of‑living help that the Miles government and the Albanese government are providing. Now, we know that people are under pressure. You know, we know that people are doing it tough, but more than acknowledge that, we’re doing something about it. In all of the ways that I ran through a moment ago. And today, in addition, when it comes to surcharging on people’s debit cards, people shouldn’t be paying huge fees to use their own money. The Prime Minister has made that clear and we’ve made that clear today. So, in these local communities, we take no votes for granted. We don’t take any outcome for granted in this election. But I know I’ve seen what it’s like to have mostly state LNP members around here. I’ve seen what it’s like to have mostly Labor state members around here. We desperately need Labor members in this part of the world to look after the interests of the people and to work with Albo and I to make sure we’re rolling out that cost‑of‑living help.

    JOURNALIST:

    So, Queensland has – the Liberal National Party in Queensland has 21 of the federal seats in Queensland. Do you think that a plebiscite on nuclear power might change that?

    CHALMERS:

    Oh, we need to do better federally in Queensland. We’ve made that clear. You know, Anthony is an honorary Queenslander. You know, he spends a lot of time here in Queensland and I think Queenslanders understand because he is a practical, pragmatic leader and we are practical and pragmatic people in Queensland. And so, we need to do better, we’ve acknowledged that. Queensland is front and centre when it comes to our efforts as a Federal Labor government, including in the upcoming federal campaign. But first, we’ve got to re‑elect these guys because 2 Labor governments working together are better for local communities like this one.

    JOURNALIST:

    Queensland Labor has announced help for GP clinics that bulk bill. Isn’t that a tacit admission that Federal Labor hasn’t done enough to stop the gap, the Medicare gap, which has led to this?

    CHALMERS:

    No, I think it’s a tacit admission that both Labor governments are investing, in our case, billions and billions of dollars in strengthening Medicare. Now, there’s an Urgent Care Clinic down the road in Browns Plains which is making a major difference, taking the pressure off Logan Hospital, which is just next door. These are the investments that Labor governments make in local communities in getting out of pocket health costs down. And we welcome the contribution that the Miles Labor government comes to the table with when it comes to providing more money for health, so that we can get out of pocket costs down, so we can get the waiting times down, so that we can take pressure off local hospitals. But most importantly, make sure that we’re providing the healthcare that local families and pensioners need.

    JOURNALIST:

    When you were in Opposition, how many days before the election did you announce your costings?

    CHALMERS:

    Well, we did, unfortunately, we had a couple of goes at it when we were in Opposition and the timing of that varied. The difference was, you know, we didn’t have a big agenda for secret cuts like David Crisafulli does, and like Peter Dutton has. You know, Peter Dutton and Angus Taylor say that there’s $315 billion of spending in the Commonwealth Budget that they don’t support. That includes pension indexation, that includes Medicare funding, that includes funding for veterans, it includes funding for housing. And David Crisafulli and Peter Dutton are joined at the hip when it comes to their secret plans for cuts. I don’t think Queenslanders are asking too much when they say to David Crisafulli, ‘come clean in time for us to make an informed decision.’ And when they do, and if they do, they will understand that the Miles Labor government is providing cost‑of‑living relief, investing in housing and health, and David Crisafulli will cut all of those things as sure as night follows day.

    JOURNALIST:

    Why upgrade the travel advice to Israel and the Occupied Palestinian Territories?

    ALBANESE:

    It’s a dangerous place at the moment. We know that that’s the case. So, what we do is we take advice from our security agencies and the government then implements that advice. We know that travelling into an area where there is conflict is a dangerous thing to do and it’s appropriate that the federal government make announcements in accordance with that advice from the security agencies. Can I just make one further point before we wrap up, which is that I was noticing – Clare probably noticed as well this morning – Michael Sukkar actually speak about the delay in implementing the Housing Australia Future Fund roll out and Help to Buy scheme that’s stuck in the Senate. Well, Labor are the builders, they’re the blockers. Between the LNP and the Greens, they blocked the Housing Australia Future Fund and now they’re still blocking the Help to Buy scheme. They could vote for it tomorrow or the next day that Parliament sits, but they don’t. So, they vote against it, block it and then complain that there’s a delay in its implementation. That says it all about how hopeless the Opposition are when it comes to policies that will actually deliver more housing supply. Thanks very much.

  • MIL-OSI New Zealand: Trade Minister to attend G20 meeting in Brazil

    Trade Minister Todd McClay will attend the Group of Twenty (G20) Trade and Investment Ministerial Meeting in Brasilia next week. 

    “As an exporting nation reliant on trade, this is a significant opportunity to boost our interests with some of the world’s largest economies and many of our most important trading partners,” Mr McClay says.

    “New Zealand was invited to attend following our success in negotiating the E-Commerce agreement at this year’s WTO Ministerial Trade negotiation in Abu Dhabi, and our inaugural attendance at the G7 Trade Ministers meeting in Reggio Calabria.”

    Minister McClay will represent New Zealand alongside G20 members to discuss sustainable development, investment, global food security, reducing Non-Tariff Barriers (NTBs) and strengthening of the Multilateral system to grow trade. 

    In addition to G20 meetings, Mr McClay will look to engage directly with counterparts including from Brazil, Canada, Chile, the European Union, Germany, India, Mexico, Netherlands, South Africa, the United Kingdom and the United States.

    While in the region, the Minister will also lead a business delegation to São Paulo to boost New Zealand’s $242 million exported to Brazil and supporting the 40 Kiwi businesses already operating in the region.

    The delegation includes 13 organisations: Aroa Biosurgery, Auckland Council, Foot Science International, Framecad, Gallagher Animal Management, Latin America Centre of Asia-Pacific Excellence (CAPE), Latin America New Zealand Business Council (LANZBC), Livestock Improvement Corporation (LIC), Loadscan, Mindhive Global, New Zealand Brazil Business Chamber (NZBBC), Seequent, and Tait Communications.

  • MIL-OSI Security: NAMRU INDO PACIFIC Grows Partnership in Malaysia

    Capt. Andrew Letizia, science director of Naval Medical Research Unit (NAMRU) INDO PACIFIC, has described the command’s collaborations with partner nations as the lifeblood of Navy Medicine’s OCONUS research and development.

    “The best part of my job is sitting down with excellent researchers from a host nation, putting our goals and concepts on paper, designing a project, and then watching the project help meet the needs of the partners as it comes to life,” Letizia explained. “Since I first started playing with Legos many years ago, I have enjoyed building things. Watching NAMRU INDO PACIFIC build new partnerships and strengthen the previous ones brings back that same joy I felt as a kid, making all of the pieces fit together correctly to make a great creation.”

    NAMRU INDO PACIFIC partners with 10 different countries within the area of responsibility (AOR). This network of collaborators continues to grow as the scope of Navy Medicine research expands to meet the ever-evolving needs of U.S. service members. Malaysia, home to many of the U.S. Navy’s partners, is the latest of these countries to see an expansion in collaboration.

    KUALA LUMPUR
    Like many Sailors, Lt. Cmdr. Dawn Weir wakes up early to make her way to the office. Unlike other Sailors, Weir’s walk to work takes her through the bustling metropolis of Kuala Lumpur, the capital of Malaysia. From her office at the U.S. Embassy, she oversees research projects in Malaysia for NAMRU INDO PACIFIC, one of Navy Medicine’s three OCONUS research commands.

    Weir, a microbiologist, is the first person to fill this brand-new billet. NAMRU INDO PACIFIC has been building partnerships within Malaysia for almost 15 years, and Weir is the first active-duty U.S. Sailor stationed in-country.

    “The best part of my job is working with our Malaysian partners,” Weir said, “to foster and strengthen existing collaborative research endeavors, as well as to expand and create new efforts to achieve both their and our research needs and objectives. I also enjoy sharing space and working with my Office of Defense Cooperation and other U.S. Embassy colleagues to support various medical lines of effort and other global health security initiatives.”

    In 2007 NAMRU INDO PACIFIC, then known as NAMRU-2, initiated a partnership with the University of Malaysia. In the years since, the partnership has grown into a much bigger relationship, spanning multiple projects and interoperability.

    “We have been working with [NAMRU INDO PACIFIC] for the past 16 years,” explained Dr. Sazaly Abu Bakar, professor and executive director of the Tropical Infectious Diseases Research & Education Centre (TIDREC) at the University of Malaysia, “and this relationship has really grown over the years. We are now at a transition point that is going to take this relationship to the next level.”

    Part of that next level involves Weir as an active-duty researcher and in-country liaison.

    “We used to have just a few projects,” added Abu Bakar. “Now we have more activities, focused on biomedical research. This shows how the relationship between the two has grown over the years.”

    NAMRU INDO PACIFIC also partners with the National Defense University of Malaysia. Brig. Gen. Mohd Arshil Moideen, dean of the university’s medical facility and defense health division, spoke highly of the partnership.

    “The collaboration includes capacity building in our research, specifically in diagnostic laboratory capabilities,” Moideen explained. “We are currently running a few major research collaborations with tropical disease, as well as entomology studies. Lt. Cmdr. Weir is here specifically for this research cooperation, and this has never happened before. This means that Malaysia is now a significant partner in term of research collaboration.”

    “A permanent NAMRU presence within Malaysia will not only enhance our ability to achieve our mission, but also demonstrates to our Malaysian partners our commitment to continue to work together to enhance health security in the region for years to come,” said Weir. “In my experience thus far, the biggest challenges have been overcoming various administrative challenges often outside of our control that impede the progress of our collaborative research goals and objectives.”

    BORNEO
    NAMRU INDO PACIFIC is also partnering on research in collaboration with The University of Malaysia Sabah, located in the Malaysian state Sabah, which lies on the island of Borneo.

    Borneo is an island east of Kuala Lumpur, and the third largest in the world. It is home to one of the most diverse ecosystems on Earth, with native flora and fauna that includes the world’s biggest flower and world’s smallest elephant. Borneo is also one of the few places where orangutans live in the wild.

    Borneo is also home to East Malaysia, comprised of 2 states and 1 federal territory, the country of Brunei and 5 provinces of Indonesia. The university has over 100 lecturers and more than 500 students, as well as a medical and nursing school.

    “We have a lot of diseases in Sabah,” explained Dr. Yosof Ibrahim, dean of UMS. “The number of research that has been done is limited, because of manpower and expertise. There are a lot more diseases that need to be discovered, identified and to be explored. Sabah has many different ethnicities. We have 32 different ethnicities. This is a challenge. Topography is a challenge. Dialect is a challenge. The way we [in Sabah] live and look at things are very different.

    “This collaboration is beneficial,” Ibrahim added, “not only to NAMRU, but to us. In a way, it opens an avenue for us to expand our research and design what our protective measures should be for rural people. 70 percent of our people are in a rural area. There is a difficulty in access to medical facilities.”

    “Malaysia is rich in culture,” said Weir, “with Malay, Chinese, Indian, and indigenous communities. This diversity fosters a vibrant social scene and a diverse and unique culinary experience! Malaysia is also home to diverse and beautiful landscapes perfect for outdoor activities like hiking, diving, and exploring national parks. I personally love the year-round warm tropical environment. Anyone who is fortunate enough to have the opportunity to visit or work in Malaysia should not pass it up.”

    NAMRU INDO PACIFIC plays an important role in the heath of those in the U.S. Indo-Pacific Command (USINDOPACOM) AOR. One of the most culturally, socially, economically and geopolitically diverse regions, the Asia-Pacific region is home to 38 nations and 60% of the world’s population. More than one-third of these nations are smaller, island nations, where many tropical diseases are prevalent.

    NAMRU INDO PACIFIC collaborates with partners in Singapore, Mongolia, Cambodia, Malaysia, Thailand, Laos, Vietnam, Australia, Papua New Guinea and the U.S. to conduct research efforts throughout the USINDOPACOM area.

    The command’s “hub and spoke” model of operations from its headquarters in Singapore, its wide array partners in the INDOPACOM AOR and the over 375,000 U.S service members stationed in the Pacific allow the NAMRU INDO PACIFIC scientific portfolio to shift, as needed, to align with host nation and sponsor priorities while maintaining focus and efforts on U.S. health security objectives.

  • MIL-OSI Africa: Somalia and Turkey are becoming firm allies – what’s behind this strategy

    Turkey has ramped up its partnership with Somalia in recent months. It is helping Somalia defend its waters, and has signed a deal to explore for oil and gas off the east African nation’s coast.

    There have also been reports of advanced discussions to have Turkey set up a missile and rocket testing site in Somalia.

    These agreements underscore Turkey’s strategic and economic aspirations in the broader Horn of Africa region.

    Over the past four years, there has been a steady increase in Turkish partnerships and agreements for the export of defence-related products to the region. This has included the use of Turkish drones in conflict zones, such as Libya and Ethiopia.

    I have studied Turkey’s historical and current involvement in Somalia to understand what’s driving Ankara’s policy in the Horn of Africa. In my view, Turkey’s involvement is driven by multiple factors. These include international status-seeking, regional balance and strategic concerns.

    The opening of a training facility in Mogadishu has increased Turkey’s strategic depth in the Horn of Africa, projecting the country towards both sub-Saharan Africa and the Indian Ocean. And the use of Turkish drones in Ethiopia’s Tigray conflict has shown Turkish defence arrangements have become a factor in local dynamics.

    Somalia’s appeal

    Turkey’s interest in Somalia dates back to 2010-2011. At the time, Somalia was grappling with the devastating effects of 20 years of civil war, failed international interventions and the emergence of the al-Qaeda-linked al-Shabaab terror group. In addition, the country was devastated by a famine that claimed more than 250,000 lives.

    Somalia presented Turkey with several opportunities to establish a footprint in a region of high geostrategic value, and to enhance its image in Africa and globally.

    First, there was a lack of interest in the country from major international players. Apart from anti-piracy initiatives in the Gulf of Aden and the US focus on the war on terror, international players watched Somalia with a certain detachment.

    Turkey saw an opportunity to benefit from taking a leading role in an international crisis scenario.

    Second, the world’s attention focused on the Arab world. The region was facing a wave of pro-democracy protests dubbed the Arab Spring. Somalia and the suffering of the Somali people were quickly forgotten by the international community.

    Turkish policymakers saw the country’s isolation as an opportunity to gain international popularity and visibility on the continent.

    Turkey took a multifaceted approach in Somalia. This encompassed humanitarian aid, diplomatic initiatives and economic investment. Turkey also supported state-building efforts and the reconstruction of Somalia’s security apparatus.

    Internal dynamics

    The financial and political resources that Turkey has invested in Somalia are driven by regional and domestic political considerations.

    Regionally, 2016 to 2021 was a period of tension between Turkey, and Saudi Arabia and the United Arab Emirates. Somalia and the competition for influence in its politics became one of the main areas of confrontation.

    Domestically, Turkey has been able to portray its involvement in a way that’s boosted the ruling party’s standing. In addition, engagement in the Horn of Africa meets the demands of various business groups. This includes construction and defence companies that are close to the ruling political elite.

    Intervention in Somalia plays an important role in the narrative of Turkish political elites associated with Turkey’s ruling party, Adalet ve Kalkınma Partisi (Justice and Development Party).

    The party is a conservative but non-confessional party with Islamist roots. A significant proportion of the party’s supporters consider voluntary charity (sadaqa) to be the duty of a good Muslim. As a result, Turkey’s foreign and domestic interests converged with the government’s policy to support crisis-stricken Muslim communities. This includes those in Somalia. Here, Turkey has framed its involvement as a political and humanitarian success story. The Turkish public views it as such.

    Turkey has been able to bolster its security and defence ties at a rapid pace. The country’s Savunma Sanayii Başkanlığı (Defence Industry Agency of Turkey) reports directly to the president. Established as a state body in 1985, the agency gained prominence in 2017 when President Recep Tayyip Erdogan had it placed under the direct authority of the presidency.

    This has made concluding defence agreements – a key factor of Ankara’s foreign policy – much faster.

    Turkey has also used the opportunity to increase its involvement in the energy sector. Ankara has long aspired to play a pivotal role as a major energy hub in the wider region. It has considered establishing exploration operations off the coast of Somalia. Like all emerging powers, Turkey has a thirst for energy. This explains its July 2024 oil and gas exploration deal with Somalia.

    Turning point

    Ankara’s February 2024 defence agreement marked a significant turning point in Turkey-Somalia cooperation.

    The agreement deepens defence ties between the two countries. Under the deal, Turkey has agreed to train and equip the Somali navy. It will also help patrol Somalia’s extensive 3,333-kilometre coastline. Turkey’s focus is on maritime activities. This is a strategic choice largely influenced by the unstable conditions in Somalia, where exerting control over territory is difficult.

    Turkey has ramped up its partnership with Somalia in recent months. It is helping Somalia defend its waters, and has signed a deal to explore for oil and gas off the east African nation’s coast.

    There have also been reports of advanced discussions to have Turkey set up a missile and rocket testing site in Somalia.

    These agreements underscore Turkey’s strategic and economic aspirations in the broader Horn of Africa region.

    Over the past four years, there has been a steady increase in Turkish partnerships and agreements for the export of defence-related products to the region. This has included the use of Turkish drones in conflict zones, such as Libya and Ethiopia.

    I have studied Turkey’s historical and current involvement in Somalia to understand what’s driving Ankara’s policy in the Horn of Africa. In my view, Turkey’s involvement is driven by multiple factors. These include international status-seeking, regional balance and strategic concerns.

    The opening of a training facility in Mogadishu has increased Turkey’s strategic depth in the Horn of Africa, projecting the country towards both sub-Saharan Africa and the Indian Ocean. And the use of Turkish drones in Ethiopia’s Tigray conflict has shown Turkish defence arrangements have become a factor in local dynamics.

    Somalia’s appeal

    Turkey’s interest in Somalia dates back to 2010-2011. At the time, Somalia was grappling with the devastating effects of 20 years of civil war, failed international interventions and the emergence of the al-Qaeda-linked al-Shabaab terror group. In addition, the country was devastated by a famine that claimed more than 250,000 lives.

    Somalia presented Turkey with several opportunities to establish a footprint in a region of high geostrategic value, and to enhance its image in Africa and globally.

    First, there was a lack of interest in the country from major international players. Apart from anti-piracy initiatives in the Gulf of Aden and the US focus on the war on terror, international players watched Somalia with a certain detachment.

    Turkey saw an opportunity to benefit from taking a leading role in an international crisis scenario.

    Second, the world’s attention focused on the Arab world. The region was facing a wave of pro-democracy protests dubbed the Arab Spring. Somalia and the suffering of the Somali people were quickly forgotten by the international community.

    Turkish policymakers saw the country’s isolation as an opportunity to gain international popularity and visibility on the continent.

    Turkey took a multifaceted approach in Somalia. This encompassed humanitarian aid, diplomatic initiatives and economic investment. Turkey also supported state-building efforts and the reconstruction of Somalia’s security apparatus.

  • MIL-OSI Security: Detectives offer £20,000 reward in relation to 2004 murder of Camille Gordon in Soho

    Detectives are offering a £20,000 reward for information that leads to the conviction of the person responsible for brutally stabbing a student to death at the club she worked at in Soho.

    Camille Gordon, 23, who was training to be a nursery assistant, was brutally murdered on the doorstep of her workplace on 1 March 2004.

    Despite extensive enquiries by the Met over the past 20 years, her killer has not yet been brought to justice.

    Today (Wednesday, 16 October), detectives appeared on the BBC’s Crimewatch Live with a re-newed appeal to catch Camille’s murderer.

    Detective Inspector Amanda Greig from the Met’s Specialist Casework Team, who is leading the investigation, said:
    “It may have been more than 20 years since Camille was brutally murdered, but her family remain just as heartbroken today. They want answers and they want the person responsible for Camille’s death brought to justice – this is something we want too and we have not given up trying to get that for them. This is why we are now offering a £20,000 reward for information that leads to the successful charge and conviction of the person responsible.

    “A lot can happen in 20 years, allegiances can change. Maybe you felt unable to talk to us at the time, for whatever reason, but you are now in a position to do so. Maybe you saw the attack or you were at the club or in the area at the time of the murder? Maybe the person responsible has since confided in you? I would urge you to share whatever information you have with us – it will be treated in the strictest confidence and could bring much needed closure to Camille’s family.”

    Camille was born in Jamaica and came to the UK in 2001 to study as a nursery assistant in Birmingham. She moved to London in August 2003 to find better career prospects and at the time of her death she was living in South Norwood.

    She started working part-time as a hostess at the Blue Bunny Club in Archer Street, Soho, to help fund her training.

    The club offered female company for a short period of time, but no sexual activity took place.

    At about 18:30hrs on 1 March 2004, Camille was working on the door of the club when a man approached her.

    He entered the club, paying an admission fee of £5, and went to a private area with Camille.

    After a short while, another member of staff presented the male customer with a bill for £375. He was unable to pay the full amount, so he paid £80 and was escorted to the exit by the other member of staff.

    The customer left the venue and walked along Archer Street towards the junction with Rupert Street. He returned to the venue shortly after, but upon seeing a different member of staff he raised both hands in a submissive manner and went off towards Rupert Street.

    At about 19:10hrs Camille returned to the door of the club when a man was seen to enter the doorway before very quickly leaving, walking at pace along Archer Street towards Great Windmill Street.

    Camille screamed and staggered down the stairs into the club where she told colleagues she had been stabbed in the chest.

    Despite the best efforts of the emergency services, she died from her injuries about an hour later.

    A post-mortem examination revealed that she had died from a single stab wound to the heart.

    Detectives are keen to speak to the unknown customer in relation to Camille’s murder

    We have today released enhanced CCTV footage and images of this unknown customer, whom officers believe to be responsible for Camille’s murder, entering Piccadilly Circus Tube station shortly after the murder. He is described as black, aged 20-25 and 5’5″-5’8″. He was wearing a dark jacket with a large ‘Cleveland Indians’ logo on the front, dark jeans, white trainers and a hat believed to be a baseball cap.

    Two days after the murder, on 3 March 2024, a man attended Kennington Police Station and asked to speak to a CID officer about a murder at the Blue Bunny Club. However, he left before CID got there and he never returned.

    Detectives are urging this man to get in touch so he can share the information he has. He is described as white, about 35 years old, about 5’8″, of skinny build with defined cheek bones and light brown hair.

    NEW DELHI, India – For more than 20 years, INTERPOL has served as a unique and powerful cooperation platform to combat online child sexual exploitation.

    Currently containing more than 4.3 million videos and images, INTERPOL’s International Child Sexual Exploitation (ICSE) database enables investigators to make connections between victims, abusers, and locations from across all regions.

    Through leads generated via ICSE, to date more than 30,000 victims have been identified around the world.

    However, in addition to significant under-reporting of online child sexual exploitation and abuse cases, many countries do not have specialized units dedicated to this crime type, with others lacking necessary legislation to support investigations.

    A Resolution endorsed by delegates at the 90th General Assembly highlights the urgent need for member countries to develop units and connect to and use the ICSE database to develop a stronger victim-centric process of identifying and safeguarding children.

    “Each and every child should be protected from sexual exploitation and abuse, and from re-victimization after images have been shared online,” said INTERPOL Secretary General Jürgen Stock.

    “Data sharing between law enforcement and across regions is essential. If information is not shared globally, victims around the world remain unidentified and their abusers avoid justice. Neither can be acceptable.

    “INTERPOL remains unwavering in its commitment to assist member countries in their efforts to address child exploitation and related crimes. These are crime areas where silos cannot be created, whether by one agency, or one region. There is too much at stake,” concluded Secretary General Stock.

    Currently 68 member countries are connected to the ICSE database. Greater participation will result in more victim identifications by linking parallel enquiries and avoiding duplication of efforts in investigating material related to already solved cases.

    At the end of September Institute for Statistical Studies and Economics of Knowledge (ISSEK) HSE held a meeting with representatives of analytical centers from Brazil, India, and Egypt. The participants considered the possibilities of cooperation, including conducting joint surveys and comparative studies, and discussed the formation of common databases and joint publications on foresight and scientific and technical policy. A decision was also made to prepare a draft multilateral agreement on the establishment of the BRICS Foresight Research Association.

    Leonid Gokhberg, First Vice-Rector of the National Research University Higher School of Economics and Director of the ISSEK, welcomed the participants and presented an overview of HSE research activities in areas of possible cooperation, focusing in particular on those conducted by the team of the Institute for Statistical Studies and Economics of Knowledge.

    ISSEK comprises 19 research centres and two international laboratories, with over 240 employees, making it the largest research unit of the Higher School of Economics. The key areas of the institute’s activities are statistical measurements and forecasting of development directions in science, technology, innovation, education, the digital economy and creative industries. ISSEK scientists analyse scientific, technical and innovation policies implemented in Russia and around the world, and study the factors of sustainable economic growth, social welfare and competitiveness.

    ISSEK is implementing a number of large-scale research projects. The Doing Science in Russia study analyzes the current state of Russian science and its development prospects. The Russian Cluster Observatory, which studies the innovative and creative development of cities and regions, publishes two ratings: the Innovative Development Rating of Russian Regions and the HSE Global Cities Innovation Index. In the third, recently published edition, the authors examine more than 1,000 agglomerations with the largest number of high technologies and creative leaders from 144 countries. Hundreds of ISSEK research projects use the results of the unique iFORA big data mining system developed by its team.

    Leonid Gokhberg outlined potential areas of cooperation between ISSEK and foreign partners in the framework of joint research, publications and courses in such areas as foresight, the use of big data, scientific and technical policy, the business climate in the field of science and technology, the digital economy, the creative economy, and innovative urban development.

    The Director of the ISSEK also proposed the creation of a BRICS Foresight Research Association, which would promote cooperation in the field of futures research.

    Fernando Rizzo, Director of the Center for Strategic Studies and Management in Science, Technology and Innovation (CGEE, Brazil), introduced the audience to the history and activities of the organization. CGEE was founded in 2001 and has 115 employees. The center supports decision-making processes on topics related to science, technology and innovation. CGEE experts evaluate and monitor public policies, identify promising technologies and competencies, conduct foresight studies, and provide strategic consulting services for decision-making. CGEE includes several research observatories: Information Services for Science, Technology and Innovation; Space Technology Observatory; Science, Technology and Innovation Observatory; Innovation Observatory for Sustainable Cities; Bioeconomy Observatory; Digital Transformation Observatory.

    In 2024, CGEE organized the 5th National Conference on Science, Technology and Innovation, a major event that attracted a total of 30,000 participants from 27 Brazilian states. The conference presented the Brazilian Plan for Artificial Intelligence (BPAI) 2024-2028.

    Dr. Mohamed Ramadan Rezk, Director of the Egyptian Science, Technology and Innovation Observatory (ESTIO, Egypt), began his presentation with the surprising idea that foresight existed as far back as Ancient Egypt, where the future, i.e. life after death, was depicted on bas-reliefs. In its modern sense, foresight research began in Egypt in 1975, when the Food and Agriculture Organization of the United Nations conducted a study on the demographic impact of potential development strategies from 1975 to 1985. ESTIO was established in February 2014 as a subordinate organization of the Academy of Scientific Research and Technology (ASRT) to develop science, technology and innovation indicators, conduct foresight studies and raise awareness of foresight in Egypt. Later, in 2021, the North African Applied Systems Analysis Center (NAASAC) was established as a collaboration between ASRT, the International Institute for Applied Systems Analysis (IIASA) in Austria and the National Planning Institute of Egypt. Its activities include developing an online educational program on applied research; organizing joint applied research on issues relevant to decision makers in Egypt, North Africa and the Arab States; and providing advisory services to governments and businesses. ASRT conducts foresight research in areas such as energy, water, the impact of COVID-19 on society, and climate change.

    Dr. Gautam Goswami, Principal Scientist, Technology Information, Forecasting and Assessment Council (TIFAC, India), shared the strengths of his organization. TIFAC is a technology think tank under the Ministry of Science and Technology, Government of India. It brings together eminent experts from government agencies, research institutes, universities and industry. TIFAC focuses on areas such as assessing the country’s technology needs and forecasting promising areas of technology development. Since 1996, TIFAC has been publishing a series of reports called “The Future of Technology” (the first and second editions set the forecast horizon for 2020 and 2035; the report “The Future of Technology – 2047” is currently being prepared). The council’s experts also prepare other short- and long-term foresight reports, as well as the Technology Market Research Report, which tracks new technologies, collects patent information, and maintains databases of technologies and experts. TIFAC also provides foresight training to industry professionals, government officials, and academics.

    Iwao Ohashi from Japan, Advisor for Japan and Asia Pacific Countries to the Association of Industrial Parks of Russia, shared his opinion on the prospects for Russia’s technological development under sanctions. He believes that Russia should develop cooperation in technology and innovation with the BRICS countries. Joint foresight studies are also very important, and Iwao Ohashi believes that the creation of the BRICS Foresight Research Association would be a very promising idea. Mr. Ohashi noted that in the near future, China will most likely become a global leader in innovation. At the same time, he emphasized that “we need to make a strategic bet on the creation of Russian innovation centers within the country and in its regions, as well as invite foreign experts to Russia.”

    Following the presentations, ISSEK scientists exchanged ideas for cooperation with foreign participants. Dirk Meissner, Head ofLaboratory of Innovation Economy and academic director of the master’s program “Governance in the field of science, technology and innovation“, mentioned cooperation with colleagues from the University of Campinas in Brazil. “Geographical distance is no longer a problem,” said Dirk Meissner, emphasizing the importance of communication and education online.

The possibilities of strengthening joint projects based on the results of big data analysis were demonstrated by showing the system developed at ISSEKiFORA, expert of the Center for Strategic Analytics and Big Data of the ISSEK Maria Antasheva.

Among the potential areas of our international cooperation, I see training and education in AI and data science, the use of generative AI for research and innovation, joint data infrastructure and the use of predictive modeling in big data analysis.”

    The meeting participants agreed to strengthen international ties and implement projects in areas of mutual interest, including within the framework of the planned multilateral agreement to create the BRICS Foresight Research Association.
