  • MIL-OSI Security: FBI Philadelphia Highlights Cyber Safety during National Cybersecurity Awareness Month

    October is National Cybersecurity Awareness Month and FBI Philadelphia wants to remind the public of important cyber safety tips to protect themselves all year long.

    National Cybersecurity Awareness Month is hosted every October by the Department of Homeland Security and the National Cyber Security Alliance. Agencies including the FBI have joined this initiative to raise awareness about cybersecurity, and provide tips the public can take to mitigate cybercrime and protect themselves and their systems.

    “Our daily lives occur online: from staying connected with family and friends to shopping, banking, and even working remotely,” said Wayne A. Jacobs, Special Agent in Charge of FBI Philadelphia. “It it critical we all take steps to navigate the Internet safely and to protect ourselves from cyber criminals lurking behind a reused password, a misleading hyperlink, or an outdated operating system.”

    Protecting our digitally connected world is a priority for the FBI, but it is not something we can do alone. There are important steps everyone can take to protect themselves when navigating the online landscape.

    Below are some cyber safety tips anyone can implement:

    • Keep systems and software up to date and install a strong, reputable anti-virus program.
    • Be careful when connecting to a public Wi-Fi network and do not conduct any sensitive transactions, including purchases, when on a public network.
    • Create a strong and unique passphrase for each online account.
    • Set up multi-factor authentication on all accounts that allow it.
    • Examine the e-mail address in all correspondence and scrutinize website URLs before responding to a message or visiting a site
    • Don’t click on anything in unsolicited e-mails or text messages.
    • Be cautious about the information you share in online profiles and social media accounts. Sharing things like pet names, schools, and family members can give scammers the hints they need to guess your passwords or the answers to your account security questions.
    • Don’t send payments to unknown people or organizations that are seeking monetary support and urge immediate action.

    The Internet Crime Complaint Center, or IC3, is the FBI’s central hub for reporting cybercrimes. In addition to filing a complaint through IC3, you can view public service announcements and consumer alerts published by the FBI on the emerging and current cybercrime trends impacting the public.

    If you are the victim of a cyber-enabled crime or fraud, file a report with the Internet Crime Complaint Center (IC3) as soon as possible at ic3.gov.

    The cyberthreats we face in the era of AI

    AI-enhanced phishing threats and social engineering are on the rise. These threats are often highly targeted and present fewer of the tell-tale signs of their traditionally generated counterparts. In the FBI’s 2023 Internet Crime Report, the agency states that its Internet Crime Complaint Center fielded more than 800,000 cyber incident complaints. The FBI estimates the total losses associated with these incidents to be greater than USD10 billion.2

    To better understand phishing-related risk factors in the era of AI, Microsoft has collaborated with Fortra to put together the Phishing Benchmark Global Report. The report found that 10.4% of phishing simulation participants clicked the email phishing link they were sent—a 3.4% increase over the previous year.3 Even more worrying, 60% of users who clicked on the email link also ultimately submitted their password to the phishing website.3 These attacks target tens of millions of users annually, and with AI-enhanced features they are more and more likely to evade traditional security layers like firewalls and email security measures. AI can also aid cyberattackers in setting up their phishing sites in locations that internet browsers and security providers are less capable of detecting as high-risk.

    In the era of AI, we are all cyberdefenders. Despite this, 52% of employees still say their job has nothing to do with cybersecurity.3 This couldn’t be further from the truth. Employees are the first and last line of defense—and Microsoft recognized the importance of this when we created the Secure Future Initiative.          Before the National Day holidays, the Office of the Licensing Authority (OLA) of the Home Affairs Department has stepped up enforcement actions against unlicensed guesthouses and conducted an operation at Yau Tsim Mong District from September 24 to 26, inspecting premises which were suspected of operating unlicensed guesthouses, to ensure the safety of the lodgers as well as the general public.                A spokesman for the OLA said, “During the operation, the OLA carried out surprise inspections on seven premises which were suspected of operating an unlicensed guesthouse. The OLA will follow up on these cases and initiate prosecution on cases with sufficient evidence after completion of the investigation.”           The spokesman stressed, “Operating unlicensed hotels/guesthouses is a criminal offence and such an offence leads to a criminal record upon conviction. According to the Hotel and Guesthouse Accommodation Ordinance, an offender is liable to three years’ imprisonment and a maximum fine of $500,000. A fine of $20,000 for each day can also be imposed during which the offence continues. A six-month closure order may also be issued for an hotel/guesthouse involved in a repeated offence.”           Apart from conducting special operations during festive seasons, the OLA also steps up efforts to combat unlicensed guesthouses via online platforms. The OLA has strengthened its intelligence collection by forming a dedicated team to browse webpages, mobile applications, social media, discussion forums, etc, to search for information and intelligence on suspected unlicensed hotels/guesthouses. The OLA’s law enforcement officers will initiate follow-up investigations when information on unlicensed hotels/guesthouses advertised via online platforms is found. The OLA also conducts publicity work on Internet search engines outside Hong Kong to enable tourists’ access to the information provided by the OLA in the course of planning their trips to Hong Kong.           Tourists and members of the public can make use of the search functions on the OLA’s website to check whether the hotel/guesthouse concerned is licensed or not. Any suspected unlicensed hotel/guesthouse should be reported to the OLA by the hotline (Tel: 2881 7498), by email (hadlaenq@had.gov.hk), by fax (2504 5805), or through the mobile application “Hong Kong Licensed Hotels and Guesthouses”.

    Espoo, Finland: Nokia today reaffirmed its leadership and commitment to the global Internet Exchange market as it continues to work with more than 20 Internet Exchange Providers (IXPs), including six of the world’s 10 largest based on both peak traffic and number of members. As the local interconnection points for more than 5,000 member organizations, these six IXPs cumulatively transport close to 45 Tbps of traffic during peak times – a figure that’s set to grow as the Equinix Global Interconnection Index (GXI) 2024 predicts a stunning 34% five-year CAGR in interconnection bandwidth.

    The expanding digital economy, proliferation of edge compute, and anticipated move of latency-sensitive AI models to regional clouds for local consumption are contributing to the need for what the GXI calls an Interconnection Oriented Architecture® (IOA). According to the GXI 2024 report, “The economics of data, density, velocity and experience demand localized exchange to move the highest volumes of data with the lowest latency to dense clusters of participants and population centers.”

    Built to handle these current and future pressures, the characteristics of the Nokia IP, optical and security solutions align to those identified in the IOA and are central to why the Nokia portfolio has increasingly become the dominant choice of leading IXPs.

    The Nokia FP5 800GE technology, deployed by leading European IXPs including Germany’s DE-CIX and the Netherlands’ NL-ix , provides the fastest possible performance in the industry and is realizing dramatic sustainability gains. Since deploying this technology, NL-ix has shown a reduction in power consumption from 0.8 watts to 0.1 watts per gigabit in parts of its network.

Nokia partnered with NL-ix for an industry-first deployment of an anti-DDoS solution that performs mitigation directly on the router, avoiding dedicated scrubbing centers that would push up transport costs and impact latency. Nokia’s AI-enhanced Deepfield Defender actively detects DDoS attacks and then instructs Nokia’s FP5 silicon to block those packet flows without any impact on other router traffic.

    Espoo, Finland – Nokia announced it has been selected by the Brazilian Network Information Center (NIC.br), the largest IXP operator in the world, to increase the performance and reliability of Brazil’s internet infrastructure. Nokia’s cutting-edge IP routing solutions will support NIC.br’s mission of interconnecting the Brazilian Internet ecosystem and enable its expansion and reliability. The network upgrade comes as the country faces massive internet data traffic growth that is expected to reach 218.5 million users and over 50 terabits per second (Tb/s) in the next five years.

    Monday 30 September 2024 – Dhamana Guarantee Company Ltd (Dhamana) has reached a major milestone, marked at an event in Nairobi today.

    Investors in the new company put pen to paper at a signing ceremony, which will allow the company to kick-start operations.

    Dhamana aims to mobilise private sector finance to support the development of sustainable businesses. It will do so by issuing guarantees to commercially viable projects, businesses, and institutions that tackle the climate crisis and make progress towards the Sustainable Development Goals (SDGs).

    The design and creation of the company was supported by the UK-Government backed investor the Private Infrastructure Development Group (PIDG) through InfraCo Africa. With its anchor investment, PIDG kick-started Dhamana, attracting further equity investment from the African Development Bank (AfDB) and CPF Group, with support provided by Cardano Development and FSD Africa.

    Dhamana is a new limited liability company based in Kenya with a mandate to deliver for the East African region – including – Kenya, Tanzania, Uganda and Rwanda. It will provide credit guarantees on debt capital market instruments, to boost the credit rating of such instruments and crowd in investment from pension funds, insurance companies and sovereign wealth funds to support sustainable infrastructure and business development in East Africa.

    Dhamana will target businesses that add value to people’s lives, improving the day-to-day life of Kenyans and of people across the region. The increase in affordable finance for Kenyan businesses will mean projects will require less capital to get off the ground, make money, and generate growth. Dhamana will also enable investors to diversify their portfolios, acting as a catalyst to transform East Africa’s financing landscape.

    This is the second time in a week that an investor in climate solutions backed by the UK Government has achieved a milestone. Last week, MOBILIST signed a partnership with the Nairobi Securities Exchange which aims to drive the listing of new investment products in the Kenyan market and increase the amount of private sector capital available for development and climate projects in Kenya and drive growth.

    Cutting value-chain emissions could be key to reducing carbon footprints to net zero, ITU-WBA report shows.

    Geneva, 30 September 2024 – The carbon footprint of the digital technology sector is growing to keep pace with global demand for hardware, network services, data storage and emerging technologies, according to a report co-authored by the International Telecommunication Union (ITU) and the World Benchmarking Alliance (WBA).  

    Alongside commitments expressed across industry to embrace both digital growth and environmental sustainability, the report reveals an overall decline in progress towards climate goals. Greenhouse gas (GHG) emissions and energy consumption in the global tech sector have increased, while transparency and accountability remain a challenge.

    Greening Digital Companies 2024 offers insights and best practices to help tech companies worldwide accelerate their emissions reductions, achieve low-carbon operations, and improve climate reporting.

    “An effective green transition needs digital companies to drive progress and lead by example,” said ITU Secretary-General Doreen Bogdan-Martin. “This report is an important tool for understanding where to focus efforts to maximize digital technology’s immense potential to advance sustainability in the face of climate change for the digital future we want. The report’s findings formulate a clear call for action for leaders gathering at the Green Digital Action meeting at COP29’s landmark Digitalisation Day.”

    Balancing benefits and costs

    Digital technologies offer numerous socio-economic benefits and can accelerate progress on the UN’s Sustainable Development Goals (SDGs).

    Tech can enhance weather predictions and climate-change monitoring, optimize energy use, and help integrate low-emission technologies.

    But to advance sustainable development, industry must monitor and address its own environmental challenges, including carbon emissions, energy and water consumption, e-waste, and raw-material depletion.

    Greening Digital Companies 2024 evaluates the greenhouse gas emissions and energy use of 200 leading digital companies around the world.

    Of the 200 companies covered in the report, 148 reported electricity consumption totaling 518 terawatt-hours (TWh) in 2022, about 1.9 per cent of the world total. The 10 companies with the highest consumption levels – all headquartered in East Asia or the United States – consumed 51 per cent of this total, 9 per cent higher than in 2021.

    Assessing the corporate value chain

    The report’s 2024 edition provides the first comprehensive overview of corporate value-chain emissions. Often referred to as “Scope 3,” these make up most of the emission footprints of digital companies.

    Scope 3 emissions include everything from material suppliers and outsourced device production to the use of a company’s end-products by consumers. Such end-products range from cell phones and computers to search engines and AI chatbots.

    On average, these emissions are six times greater than the combined Scope 1 and Scope 2 emissions that a company produces itself or is responsible for indirectly, according to the report.

    Many companies struggle to accurately calculate and attribute their Scope 3 emissions, with common challenges including lack of data from suppliers, double counting, and inconsistent application of emission-allocation principles.

    “Digital companies need to do their part in the fight against climate change,” said Lourdes O. Montenegro, Director of Research and Digitisation at the World Benchmarking Alliance. “This report uniquely offers evidence-based insights on the sector’s state of play. We are bringing these data and insights to the attention of the international community to help ensure that the impact on people and planet is consequential to success in business.”

    Managing emissions from emerging technologies

    The rapid growth of artificial intelligence (AI) technologies will further strain energy resources and keep adding to emissions, the report makes clear.

    The report also notes the contributions that AI and other transformative technologies can make to support sustainable development.

    To help digital companies meet sustainability goals, Greening Digital Companies 2024 underscores the role of governments in implementing monitoring frameworks and accelerating the availability of green energy.

    “From the development point of view, it is increasingly important for industry players to more closely monitor their own greenhouse gas emissions and act to reduce emissions and energy use,” said Cosmas Zavazava, Director of the ITU’s Telecommunication Development Bureau.

    “GHG impacts can be devastating and include extreme and changing weather patterns and rising sea levels. If left unchecked, climate change will undo part of the development progress of the past. Governments can support the tech industry’s efforts to balance innovation with sustainability, fostering a twin transition towards digital growth and environmental responsibility.”

    Liberalizing energy markets, reducing red tape for permitting, modernizing power grids, and investing in energy storage are all ways that governments can support industry sustainability efforts. Renewable energy investment is also critical.

    Research and analysis to support green digital action

    Greening Digital Companies 2024 reflects ITU’s wider push for effective climate action across the global tech industry.

    ITU, the UN Agency for Digital Technologies, urges the industry to take responsibility for its own emissions; helps develop and promote technical standards to cut emissions in line with global climate goals; and encourages industry partners worldwide to support ITU’s Green Digital Action, aiming to strengthen the contribution of digital technologies to climate and environmental action.

    Greening Digital Companies 2024 report: a focus on Scope 3 emissions

    The Greening Digital Companies 2024 report provides the first comprehensive overview of corporate supply chain, or Scope 3, emissions, which are roughly six times Scope 1 and 2 emissions combined.

    Scope 3 emissions are indirect emissions from a company’s upstream and downstream activities, such as outsourced suppliers in information and communication technologies (ICTs) manufacturing and emissions from the use of products like computers and smartphones.

    By definition, Scope 3 emissions are outside the company’s direct control. But firms can exert important influence through their choice of suppliers, on the one hand, and the energy efficiency of their products and services, on the other.

    Scope 3 reporting, however, is beset by a lack of data from suppliers and transparency. A total of 75 of the 200 companies provide relevant data across all 15 categories, ranging from purchased goods/services, upstream transportation and distribution, waste generated in operations, to business travel, use of sold products, and downstream leased assets. But most fall short in their reporting.

    “Despite an abundance of guidance, the majority of digital companies do not calculate a full Scope 3 emissions inventory,” said the report. “This makes it impossible to assess progress in reducing emissions across their value chain.

    While 103 digital companies covered in this report have submitted an emissions reduction target to SBTi, only 73, just over one-third, have a Scope 3 target.

    By the numbers:

    ASSESSMENT: DISCLOSURE, TARGETS, PERFORMANCE

    • The Greening Digital Companies report assesses companies on their data disclosure, targets and performance.

    • Only three of 200 digital companies scored 90% or higher (Apple, Logitech, Telefonica).

    • 26 companies scored 75% or higher (see figure below), up four from the assessment in the 2023 edition of the report.

    • Only 70 companies had at least a “passing grade” of 50%, and 27 scored zero.

    • The top 26 performers are all headquartered in Europe or the US

    SCOPE 1 & 2: OPERATIONAL EMISSIONS

    ● 166 companies reported emissions totaling 293 million tCO2e in 2022, amounting to 0.8% of global emissions from energy use and 12% more than in 2021.

    ● Top 10 emitting companies – all in the US or East Asia – accounted for 55%of the total, with all but one reporting increased operational emissions in 2022.

    ● The Science Based Target initiative (SBTi) has not validated the emissions reduction target of any top ten emitters as aligned with the Paris Agreement 1.5°C target.

    ELECTRICITY & RENEWABLE ENERGY

    ● 2022 electricity consumption for the 148 companies providing data topped 500 terawatt-hours (TWh), 1.9% of the global total.

    ● The top ten – all headquartered in East Asia and the US – consumed 51% of the total, 9% more than in 2021.

    ● The top four corporate purchasers of renewable energy globally in 2022 were digital companies: Amazon, Meta, Alphabet and Microsoft (see figure below).

    ● Sixteen companies reported sourcing 100% renewable electricity (see figure below). Four of which – Alphabet, Amazon, Microsoft and Deutsche Telekom – highlight that despite purchasing renewable electricity, it is not always available where their data centres are located or the electricity grid was not always supplying them.

    ● Four top ten companies consuming electricity in 2022– Alphabet, Amazon, Microsoft and Deutsche Telekom – purchased 100% renewable energy, but it has not always been available where needed.

    ● Samsung and TSMC have committed to 100% renewable electricity, but not before 2050 and 2040 respectively.

    ● None of the three Chinese telecom operators in the top ten electricity consumers have made commitments towards 100% renewable electricity.

    TARGETS VALIDATED BY THE SCIENCE BASED TARGETS INITIATIVE (SBTi)

    ● 104 (out of 200) digital companies have submitted Scope 1 & 2 emissions reduction targets to the SBTi, of which 69 have been validated.

    ● Of the 69 validated targets: 45 companies are on track, 13 are not on track, and 11 have seen emissions rise.

    ● Validated targets account for 19% of the 200 companies’ total emissions (56 million tCO2e).

    ● 81% of the 294 million tCO2e of total operational emissions are not covered by an SBTi target.

    SCOPE 3: CORPORATE VALUE CHAIN EMISSIONS

    ● Among companies that report all relevant Scope 3 emissions, Scope 1 accounts for 4%, Scope 2 for 15% and Scope 3 for 81%. Scope 3 emissions are on average 6 times greater than Scope 1 and 2 combined (see figure below).

    ● Only 75 of 200 companies provided a complete Scope 3 inventory despite it accounting for most digital company emissions.

    AI & DATA CENTERS

    • Generating responses to Chatbot queries (“inference”) accounts for up to 90% of total machine learning cloud computing costs according to research by Amazon Web Services.

    • A ChatGPT inquiry needs almost ten times as much electricity to process as a standard web search.

    • Data centers consumed about 460 TWh of electricity in 2022, a figure which is projected to increase 35% to 100% by 2026. At the upper end of this range, this demand is roughly equivalent to the electricity consumption in Japan.

    • Large cloud providers are experiencing rapid growth in energy use and consequent emissions. Alphabet, Amazon and Microsoft operational GHG emissions are up 62% from 2020 reaching 47 million metric tons in 2023 (see figure below). Electricity use has grown even faster, up 78% over the same period and standing at just over 100 TWh in 2023, around what the entire country of the Philippines uses in a year. The trio have made huge investments to decarbonize their operations: they all procure 100% renewable electricity and they were three of the top four corporate purchasers of green energy in 2022.

    • Given the uncertainty surrounding the climate impacts of AI, it will be important for energy usage and GHG emissions to be included as key metrics when evaluating AI models.

    ADDITIONAL NUMBERS

    ● The number of global Internet users has doubled since 2010, and data traffic has expanded 25-fold

    ● E-waste increased 82% from 2010 to 2022, and on current trends will reach 82 million metric tonnes by 2030, equivalent to nearly 8 kg of e-waste per person every year according to the Global E-waste Monitor 2024.

    WASHINGTON – U.S. Senator Amy Klobuchar (D-MN), a senior member of the Senate Commerce Committee, announced that the National Telecommunications and Information Administration (NTIA) at the U.S. Department of Commerce approved Minnesota’s plan for broadband infrastructure deployment. This development advances Minnesota to the next step in their planned affordable broadband rollout across the state.
    Klobuchar’s Accessible, Affordable Internet for All Act was incorporated into the Bipartisan Infrastructure Law and was the basis for the significant federal funding to Minnesota for expanding high-speed internet access.
    “Internet access is necessary for everything from education to healthcare, not to mention for keeping in touch with friends and family. However, many households in Minnesota currently don’t have a reliable broadband connection,” said Klobuchar. “That is why I fought to secure this game changing investment that will deliver affordable and reliable high-speed internet to everyone in Minnesota. With the approval of Minnesota’s rollout plan, we are one step closer to connecting every corner of our state.” 
    Klobuchar has long led efforts to expand broadband access, support rural broadband, and bridge the digital divide.
    In June 2023, Klobuchar announced that the U.S. Department of Commerce had awarded major federal funding through the Bipartisan Infrastructure Law to bring reliable, affordable, high-speed internet access to every household in Minnesota. The Accessible, Affordable Internet for All Act, Klobuchar’s legislation with Former House Majority Whip Jim Clyburn (D-SC) to expand high-speed internet nationwide, served as the basis for the program created by the Bipartisan Infrastructure Law.

    In February 2023, Klobuchar introduced bipartisan legislation with Senator Shelley Moore Capito (R-WV) to strengthen broadband access for rural communities. The Rural Broadband Protection Act would ensure that providers applying for federal funding can reliably deliver broadband to underserved, rural communities.

  • MIL-OSI Canada: Province Enhances Maternal Mental Health Supports

    The Government of Saskatchewan is working with the University of Regina (U of R) to help new and expecting parents who are experiencing mental health difficulties, such as depression or anxiety.

    The province is providing $280,000 to the university’s Online Therapy Unit to create the Well-Being for Expecting and New Mothers Course. A Non-Birthing Parents Resource will also be developed for partners of those who have had babies.

    “It is important that new mothers feel supported in their mental health and wellbeing,” Mental Health and Addictions Minister Tim McLeod said. “At a busy time with infants, having virtual options can make care easier to access. I am proud that we can work with the U of R to bring internet-delivered therapy to moms across our province.” 

    The new mothers’ course is expected to launch by the end of March, while the partner resource is expected to be available in 2026. 

    “We are honoured to be working on this vital project, which will provide a new mental health care option for expecting and new birthing and non-birthing parents across Saskatchewan,” University of Regina’s Online Therapy Unit Psychology Professor and Director Dr. Heather Hadjistavropoulos said. “By offering internet-delivered therapy, we hope to make a real difference for families navigating mental health challenges before and after birth.” 

    Internet-delivered Cognitive Behavioural Therapy (ICBT) was developed at the U of R to help Saskatchewan residents experiencing depression, anxiety, substance use, or difficulties coping with chronic health conditions and is delivered in partnership with the Saskatchewan Health Authority (SHA). Adults complete educational modules with therapist support. Since 2015, more than 13,000 Saskatchewan residents have sought ICBT services. This fiscal year, the province is providing over $1.6 million to support this important service.

    The province is also boosting annual funding to HealthLine 811 by $3 million, some of which will support new nurse and counsellor positions for mental health, addictions and maternal mental health calls. The Ministry of Health will also work with the SHA to establish a maternal mental health coordinator position at 811. 

    Under the province’s Action Plan for Mental Health and Addictions, the Ministry of Health committed to develop a new provincial approach to maternal mental health. The goal is to better support new and expectant mothers throughout their pregnancy and after delivery for the wellbeing of mothers, their children and their families. 

    Additional work is underway to develop and coordinate maternal mental health supports. This work has also received valuable insight from the Maternal Mental Health Saskatchewan Advisory Group (MMHSAG) and various community-based organizations.

    The CRTC has committed $79.4 million to the Kativik Regional Government to build a 933-kilometre fibre optic link that will connect the communities of Kangiqsualujjuaq, Aupaluk, Tasiujaq, Quaqtaq and Kangirsuk to high-speed Internet services. This project will provide high-speed Internet to more than 40 key institutions, including schools and health care centres. This initiative will have significant social, educational and economic benefits for these communities. It will also support future projects to connect businesses and more than 700 households.

    This project will build on previous Nunavik Region Broadband Fund projects and will provide all Kativik communities with access to high-speed Internet services.

    The CRTC continues to assess applications and will announce additional funding in the coming months.

    Exactly one year ago, the Polytechnic launched the Lepota ecosystem project — the discussion club “You have the floor!” During this time, students and university staff have had six distinguished guests as interlocutors: the coach of the Zenit football club Sergey Semak, academician of the Russian Academy of Education Tatyana Chernigovskaya, legendary hockey player Vyacheslav Fetisov, neuropsychologist and psychotherapist Alena Vanchenko, chief architect of the investment and construction holding “A101” Elizaveta Grechukhina, professional developer of educational games and author of additional education programs Andrey Latyshev.

    And now a new season has begun in the discussion club. It was opened by the St. Petersburg actor, TV and radio host and blogger Andrey Zaitsev.

    Andrey is best known to the general public as a dubbing actor. He voices characters in at least 199 foreign films. Including the main characters: programmer Daniel Domscheit-Berg, played by Daniel Brühl in The Fifth Estate, Sam Hall played by Jake Gyllenhaal in The Day After Tomorrow, Richard Madden’s prince in Cinderella, etc. Fans of the Star Wars saga certainly know that Andrey Zaytsev has been speaking for Anakin Skywalker since 2002. Fans of The Avengers and Guardians of the Galaxy know Andrey as Star Lord. And if you rewatch Terminator, note that in the third part, Andrey voices John Connor.     So, one can say that in Andrey the polytechnicians saw (or rather heard) all their favorite movie characters at once, which is why the atmosphere at the meeting was so light and relaxed. In addition, Andrey has a great sense of humor, and he easily won over the audience. Although he admitted that he was very nervous, because speaking in front of an audience is always difficult. By the way, among the numerous questions to the guest was one about how to overcome constraint in public speaking.

    “The most important thing is that I can be useful to you,” Andrey said at the very beginning of the meeting, inviting us to a dialogue. “Today, many people, in parallel with their main activities, try themselves in voice-over work, try to show themselves, primarily on social networks, and this is normal. I will tell you everything that interests you in the industry of dubbing, cinema, sound, artificial intelligence, to which I have also already contributed my voice.”

    The guys were interested in whether AI could replace voice actors in the future. In response, Andrey let them listen to his own voice, made by a neural network.

    “This is already happening,” he admitted. “For example, Teo Voice signed a contract with me, we made two voices. One is my regular one, and the other is an old man’s. It’s for streamers, for computer games. Artificial intelligence will help us develop further. Today, if we have professional burnout, we go to ChatGPT and solve the problem with its help. But creative brains cannot be replaced by anything.”

    Naturally, the audience wanted to know why Andrey took up dubbing films.

    I always dreamed of working with a microphone. I graduated from school in 1996. The first place I wanted to get into was the radio. I thought you had to speak endlessly fast there, like DJs in the 90s, and I still speak very fast and often now — such is my professional deformation. I started with Radio Shanson, then worked for 16 years at Avtoradio. I understood that radio people in the 90s were mostly educated as actors.

    The meeting did not pass without discoveries. Thus, the students learned that whispering is harmful to the vocal cords, it is a lot of strain. And the best way to restore a torn voice is… regular sleep. And silence.

    It also turned out that in dubbing, in addition to the translator, there is also the profession of “stacker”.

    “The actors must get not only the intonation right, but also the closure,” Andrey Zaitsev explained. “It’s not enough to translate a film; there’s a concept called ‘lip syncing’ (full synchronization of sound and visuals in films – Ed.). Sometimes it’s not the dubbing that’s bad, it’s just the translation that’s ‘off track.’ And the perfect dubbing is in the film ‘Once Upon a Time in Hollywood.’”

    Andrey advised those students who were interested in how to get into voice acting to act on their own.

    Come to try at a studio – there is no such practice now. Now there is the Internet. I always recommend starting on your own. But if you try to voice, then choose characters of your age. And sometimes your build. When dubbing, specific actors are selected for specific characters.

    The conversation ended with a question about plans and dreams for the future.

    I don’t make plans in the dubbing industry, I’ve already done everything there. I’ve made my acting business cards and want to do something where I can be useful 300 percent, and not plug a hole in another run-of-the-mill series. It’s a little comforting to me that Louis de Funes became popular at 54, I still have some time to spare.

  • MIL-OSI Economics: Status of Digital Financial Literacy in Lakshadweep Islands: Bottlenecks and Way Forward

    Today the Reserve Bank of India placed on its website a research study titled “Status of Digital Financial Literacy in Lakshadweep Islands: Bottlenecks and Way Forward” under the Project Research Study1. The study is based on the primary data collected from all the ten inhabited islands in Lakshadweep – Agatti, Amini, Andrott, Bitra, Chetlat, Kadmat, Kalpeni, Kavaratti, Kiltan and Minicoy – to analyse the present status of digital financial literacy and digital financial inclusion. While households were the primary unit of enumeration of the survey, SHG members, bank employees, school authorities, students and business-persons in the islands were also interviewed.

    The major findings of the study are the following:

    • All individual respondents in the surveyed islands reported access to bank deposit accounts. Not just access but the usage of deposit accounts was higher with about 90 per cent of the respondents reporting an operation of their accounts for the purposes of savings.

    • Though there was no gender gap in the access to bank deposit accounts, there was a considerable difference between men and women with regard to banking habits in general, usage of deposit accounts in particular. While about 91 per cent of the men operated their accounts by themselves, the corresponding figure among women was 71 per cent.

    • Not just basic literacy but also digital literacy, assessed in terms of possession as well as competency to use mobile phones and computers, was found to be high among the survey respondents.

    • Automated Teller Machines (ATMs) were the most popularly used means of digital banking in the islands. About 90 per cent of the respondents in the islands had ATM cards, while 80 per cent reported an actual usage of these cards. Internet banking was not widely prevalent in the islands and only about 38 per cent of the respondents used mobile banking.

    • Despite a high degree of financial inclusion and digital literacy, a major barrier towards digital financial inclusion in the islands was the poor Internet connectivity; respondents reported apprehensions about digital transaction failures, which often discouraged them from using Internet and mobile banking.

    • Only about 30 per cent of the survey respondents were familiar with digital hygiene habits assessed in terms of usage of public Internet connections, which can be risky; closing of digital payment apps after transactions; and usage of secure passwords.

    In sum, despite being secluded geographically and with limited economic activity primarily surrounding fisheries and tourism, the financial sector in the Lakshadweep islands is well-entrenched primarily on account of banks. Banks have played an important role in the financial inclusion of the islands. Going forward, strengthening of Internet and mobile network connectivity can be a key to expanding digital financial inclusion in the islands.

    The upper low over the OH Valley will weaken and become an open wave
    early next week. Meanwhile, upper troughing across the east will be
    reinforced through midweek by a shortwave trough developing
    east/southeast across the Great Lakes. A surface cold front will

    Day 6/Tue. However stronger deep-layer flow will remain displaced

    New Executive Order Directs Federal Agencies to Combat Emerging Firearms Threats andImprove School-Based Active Shooter Drills
    Today, President Biden and Vice President Harris are announcing a new Executive Order directing federal agencies to improve school-based active shooter drills and combat the emerging threats of machinegun conversion devices and unserialized, 3D-printed firearms, as well as additional executive actions that advance the Biden-Harris Administration’s agenda to reduce gun violence and save lives.
    After the prior Administration oversaw the largest one-year increase in murders ever recorded, President Biden and Vice President Harris took action from the start of their Administration to reduce violent crime. The President and the Vice President helped deliver over $15 billion in funding through the American Rescue Plan for law enforcement, community violence interventions, and other public safety strategies. By the middle of 2022, the Biden-Harris Administration had already announced more executive actions to reduce gun violence than any other administration. Then, on June 25, 2022, President Biden signed into law the Bipartisan Safer Communities Act, the most significant gun violence prevention law in nearly 30 years. On September 22, 2023, to help drive further progress, President Biden established the first-ever White House Office of Gun Violence Prevention, overseen by Vice President Harris.
    Under the leadership of President Biden and Vice President Harris, in 2023 the United States experienced the single largest homicide rate drop in recent history. The reduction in homicide has accelerated this year. Data submitted to the Department of Justice shows that the homicide rate dropped another 17 percent from January through June 2024, compared to the same time period in 2023. Data from the Gun Violence Archive indicates that the number of mass shootings so far this year is 20 percent lower than it was at this time last year.
    Today, as we mark one year since the establishment of the Office, President Biden and Vice President Harris are announcing additional meaningful actions to reduce gun violence and save lives. This announcement builds on the numerous additional life-saving actions the Biden-Harris Administration has taken, as detailed in the Office’s Year One Progress Report.
    President Biden is signing an Executive Order to accelerate progress on two key priorities: combating emerging firearms threats and improving school-based active shooter drills.
    Combatting Emerging Firearms Threats: In April 2021, one of the Biden-Harris Administration’s first executive actions to reduce gun violence was to address the emerging threat of firearms without serial numbers, often referred to as “ghost guns.” To expand these efforts, ATF established an Emerging Threats Center. This Center focuses ATF’s resources on identifying developments in illicit firearm marketplaces, including the use of new technologies to make and unlawfully distribute undetectable firearms and devices that convert semi-automatic firearms into illegal machineguns.
    Now, President Biden and Vice President Harris are taking additional action on two emerging firearms threats: machinegun conversion devices and unserialized, 3D-printed firearms.
    Machinegun conversion devices enable semi-automatic firearms, including easily concealable handguns, to match or exceed the rate of fire of many military machineguns with a single engagement of the trigger—up to 20 bullets in one second. From 2017 through 2021, ATF recovered 5,454 of these devices, a 570 percent increase over the previous five-year period. Machinegun conversion devices are illegal to possess under federal law, but we continue to see these devices show up at crime scenes because they are small, cheap, and easy to install. Machinegun conversion devices are often illegally imported or illegally made on a 3D printer from computer code found online. The 3D-printing of a machinegun conversion device costs as little as 40 cents and takes fewer than 30 minutes.
    Unserialized, 3D-printed firearms can be used for illegal purposes such as gun trafficking, unlawful possession by people convicted of felonies or subject to domestic violence restraining orders, or unlawfully engaging in the business of manufacturing or selling firearms. These firearms can be 3D-printed from computer code downloaded from the Internet and produced without serial numbers that law enforcement use to trace firearms recovered in criminal investigations. Some 3D-printed firearms can be made to be undetectable by magnetometers used to secure airports, courthouses, and event spaces, even though these undetectable firearms are illegal to make, sell, or possess under federal law. As 3D-printing technology continues to develop rapidly, the safety threat posed by 3D-printed firearms may suddenly increase.
    In this Executive Order, President Biden is establishing an Emerging Firearms Threats Task Force, consisting of leadership from key federal departments and agencies. President Biden is directing the Task Force to issue a report within 90 days that includes: an assessment of the threat posed by machinegun conversion devices and unserialized, 3D-printed firearms; an assessment of federal agencies’ operational and legal capacities to detect, intercept, and seize machinegun conversion devices and unserialized, 3D-printed firearms; and an interagency plan for combatting these emerging threats. The report will include any additional authorities or funding the federal agencies need from Congress in order to complete this work.
    Improving School-Based Active Shooter Drills: The Biden-Harris Administration is committed to preventing gun violence in schools, including by keeping guns out of the hands of potential school shooters and investing more resources in school safety and violence prevention. The majority of schools are currently using drills to prepare for an active shooter situation. Despite the ubiquity of these drills, there is very limited research on how to design and deploy these drills to maximize their effectiveness and limit any collateral harms they might cause. Many parents, students, and educators have expressed concerns about the trauma caused by some approaches to these drills. Federal agencies need to help schools improve drills so they can more effectively prepare for an active shooter situation while also preventing or minimizing any trauma.
    In the Executive Order, President Biden is directing the Secretary of Education and the Secretary of Homeland Security, in coordination with the Attorney General, the Secretary of Health and Human Services, and the U.S. Surgeon General, to develop and publish, within 110 days, information for K-12 schools and institutions of higher education regarding school-based active shooter drills. The information will include a summary of: existing research on active shooter drills and resources for school districts and institutions of higher education on how to create, implement, and evaluate evidence-informed active shooter drills; how to conduct effective and age- and developmentally-appropriate drills; how best to communicate with students, families, and educators about these drills; how to prevent students and educators from experiencing trauma or psychological distress associated with these drills; and how best to serve people with disabilities and those with language-related needs, including by ensuring compliance with federal civil rights laws, when designing and implementing school-based active shooter drills.
    In addition to the Executive Order, federal departments and agencies are taking the following actions:
    Promoting Safe Gun Storage and Red Flag Laws
    Encouraging Safe Storage of Firearms: Today, the Department of Education is providing schools, school boards, and policymakers with a new tool to promote safe gun storage in their communities. Following up on its initial safe storage actions, the Department of Education is publishing an interactive website that highlights examples of state, community, and school district actions across the nation that promote safe gun storage within school communities. The website includes a map with state safe storage laws, examples of how schools are communicating with parents about safe storage, and examples of local policies on safe storage education. This new resource builds on guidance the Department published earlier this year to highlight physical safety measures schools can pursue to help keep students safe in the event of gun violence in schools.
    Clarifying Medicaid Reimbursement for Counseling on Firearm Safety: Health systems, hospitals, and healthcare workers are an essential component of a healthy gun violence prevention and intervention system. By the end of October, the Centers for Medicare and Medicaid Services (CMS) will announce that states may choose to use Medicaid to pay a health care provider for counseling parents and caregivers on firearm safety and injury prevention. This announcement will build off the coverage that Medicaid provides for “anticipatory guidance,” which is health education and counseling to help parents and caregivers understand and improve the health and development of their children. For example, Bright Futures/American Academy of Pediatrics’ guidelines include firearm safety guidance, such as safe storage guidance, as recommended anticipatory guidance for pediatricians to provide to parents.
    Implementing State Red Flag Laws: The Department of Justice is announcing over $135 million in formula awards to 48 states under the Byrne State Crisis Intervention Program (Byrne SCIP), which provides funding for the implementation of extreme risk protection order, or “red flag”, programs, state crisis intervention court proceedings, and related programs/initiatives. The implementation of state red flag laws is supported by the National Extreme Risk Protection Resource Center.
    Funding Community Violence Intervention
    Funding Community Violence Interventions: In furtherance of the Biden-Harris Administration’s strategy to invest in community violence interventions as a proven solution to prevent gun violence, the Department of Justice is announcing an additional $85 million in funding through the Community Violence Intervention and Prevention Initiative (CVIPI). This funding will help 30 agencies and organizations develop and expand their community violence intervention work, including hospital-based violence intervention, street outreach, and cognitive behavioral therapy. These strategies are essential complements to law enforcement and this investment is part of the $400 million in total funding that the Biden-Harris Administration has secured for CVIPI. CVIPI is only one part of how the Administration funds community violence interventions. This fact sheet lists the full range of federal resources available to address community violence.
    Clarifying Medicaid Reimbursement for Violence Intervention: CMS previously clarified that states may authorize health care providers to be reimbursed by Medicaid for violence intervention programs. In October, CMS expects to proactively raise this clarification with states. CMS will also explore how best to convene state governments and healthcare providers on incorporating Medicaid benefits into violence prevention programs.
    Improving the Gun Background Check System
    Facilitating Enhanced Background Checks for Individuals Under Age 21: The Bipartisan Safer Communities Act (BSCA) established enhanced background checks for individuals under age 21 trying to purchase a firearm. These enhanced checks have already stopped over 900 transactions, keeping guns out of the hands of dangerous individuals. But a number of states across the country have privacy laws that prevent state officials from fully responding to enhanced background check inquiries. The Biden-Harris Administration’s Safer States Agenda made fixing this issue a top priority for states, and Connecticut, Vermont, Nevada, Texas, and Kentucky have all recently made necessary changes. Today, the Department of Justice is issuing model legislation that additional states may use to inform their own legislation and allow a carve-out to share juvenile records solely for the purpose of enhanced background checks. In addition, the Justice Department is releasing information on whether state laws permit information-sharing with regard to juvenile records for the purposes of enhanced background checks.
    Maximizing the Enhanced Background Check with Red Flag Laws: Part of the enhanced background check requires requesting records from state and local law enforcement and mental health repositories about potential purchasers under 21.  In these and other circumstances, if a person shows clear signs of being in crisis and a danger to themselves or others, they may qualify for consideration under applicable red flag laws which would generally result in that person being ineligible to possess or receive firearms.  By October 22, the Extreme Risk Protection Order (ERPO) National Resource Center will provide training to state and local law enforcement on the ERPO process, including how it intersects with individuals under 21.
    Improving the Federal Gun Background Check System: BSCA’s enhanced background checks for gun purchasers under age 21 and the law’s narrowing of the “boyfriend loophole,” along with the expanding number of states with red flag laws, are placing new challenges on state and local agencies attempting to ascertain what records they need to send to the federal gun background check system. To address these challenges, there needs to be system-wide improvements and a new era of collaboration among various entities engaging with the federal gun background check system. By December 15, the Department of Justice’s Office of Justice Programs will have evaluated the existing grant programs that support improvements to the gun background check system and make any changes needed to support states looking to improve their records systems, which may include lengthening the duration of grants where appropriate. 
    Expanding Data on Gun Violence and Gun Trafficking
    Publishing Additional Data on Ghost Gun Trends and Firearms Trafficking: This winter, ATF will publish the fourth volume of its National Firearms Commerce and Trafficking Assessment. This volume will provide an update on ghost gun trends and trafficking investigations, as well as expanded information on machinegun conversion device recoveries.
    Expanding Collection of Gun Violence Data: There is a lack of reliable and timely data on gun deaths and gunshot injuries that show what is happening nationwide and in individual communities. This data is critical to focusing investment and enforcement efforts. Today, the FBI is announcing that it will collect additional detail in its data collection for gunshot injury wounds in the National Incident-Based Reporting System (NIBRS) by June 2025. The FBI will implement a new injury code to reflect a gunshot wound in the NIBRS victim segment. NIBRS will also enable law enforcement agencies to submit additional detail as to how firearms were used in specific crimes, and the nature of the crime at issue.
    Improving Data on Gunshot Injuries: The Centers for Disease Control and Prevention (CDC) is improving a data visualization tool to present gun death and injury data faster and at a more local level. Using data from vital statistics and emergency rooms at the local level can help inform prevention strategies and evaluate the effectiveness of programs.
    Supporting Survivors of Gun Violence
    Addressing the Trauma Resulting from Gun Violence: This fall, the federal Substance Abuse and Mental Health Services Administration (SAMHSA) will take additional action to support individuals dealing with the trauma that results from gun violence. SAMHSA will release:
    Best practices for local offices of violence prevention to use in addressing trauma resulting from gun violence;A tip sheet for individuals affected by gun violence who may be seeking more information on the behavioral health impacts of gun violence and how to seek help;A report on lessons learned from the federal ReCAST grant program to uplift the voices of communities impacted by violence as well as share strategies other communities can implement to promote healing, recovery, and resiliency; and
    A toolkit for faith-based leaders, educators, and other leaders to help communities affected by the trauma resulting from gun violence.

    Destroying Crime Guns
    Ensuring Appropriate Disposition of Firearms Seized by Law Enforcement: Firearms or firearm parts that were presumed to be destroyed by law enforcement have begun showing up in crimes. Sometimes the guns recovered by law enforcement are sent to a third-party that only partially destroys them. By October 30, the Department of Justice will refresh and clarify best practices for federal law enforcement disposition of seized firearms, including when working in partnership with state and local law enforcement. The Department of Justice will also release a plan to offer new training and education for state and local partners on safe and appropriate firearm disposition.
    Preventing Firearm Suicide
    Facilitating Voluntary Out-of-Home Storage to Prevent Firearm Suicide: Voluntary out-of-home storage of firearms is an effective tactic to saves lives by creating time and space between a person in crisis and a firearm. A number of states, including Colorado, Louisiana, Maryland, North Carolina, and Wisconsin, have developed gun storage maps to show different locations where a gun owner can voluntarily store their firearms. A federally funded program has developed model guidelines, contracts, and standard operating procedures for businesses interested in providing this option. Today, the Department of Veterans Affairs and SAMHSA are using their network of teams committed to preventing Veteran suicide—known as the Governor’s Challenge to Prevent Suicide Among Service Members, Veterans, and Families—to encourage states to convene federally licensed gun dealers around offering out-of-home storage to our Nation’s heroes and their families.
    Congress must act. While the Biden-Harris Administration’s gun violence prevention actions are saving lives, there is much more to do. President Biden and Vice President Harris continue to call on Congress to enact commonsense gun safety legislation—from a ban on assault weapons and bump stocks to universal background checks to a repeal of gun manufacturers’ immunity from liability—and to enact federal safe storage and red flag laws and fully fund community violence intervention programs and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).

    EMPOWERING ASEAN SMES

    Stepping into the Thai Pavilion at CAEXPO, visitors are greeted by the distinct aroma of durian mingling with the herbal scent of Zam-buk, a popular Thai remedy for insect bites. A booth showcasing the collaboration between TOPTHAI and China’s e-commerce leader, JD.com, drew significant interest.

    TOPTHAI store on leading e-commerce platforms is an initiative launched by the Thai Department of International Trade Promotion this year.     “It (CAEXPO) is moving forward dynamically in terms of the more areas of cooperation, in terms of engaging wider stakeholders,” said Kao Kim Hourn, secretary-general of ASEAN, in an interview on the sideline of CAEXPO and China-ASEAN Business and Investment Summit (CABIS). “Now they are involved in the Micro-, Small, and Medium-sized Enterprises (MSMEs), for example. MSMEs are really the backbone of the economy on both sides. We have to get them involved, in addition to the big cooperations. I think this is the right direction that we are taking.”

    Frequent exchanges between China and Malaysia leadership have set a positive tone for SMEs, said Ravenna Chen, the CEO of TusStar Malaysia, an innovation and entrepreneurship platform.

    Huang Aimin, chairman of the first council of the Guangxi Cross-border E-Commerce Association, said cross-border e-commerce has the potential to be a critical platform for promoting in-depth economic and trade cooperation between China and ASEAN.

    Collaborating with China has sped up modernization in Laos.     UPGRADING AGRIBUSINESS

    At a durian orchard in Thailand’s Chanthaburi province, Kosai, the 32-year-old owner and a Chinese social media influencer, was promoting durians to Chinese netizens through the live streaming e-commerce platform Tmall.

    Kosai is proud that his orchard is a smart orchard jointly built by the Commercial Association for Sustainability of Agriculture in Thailand and the Foreign Economic Cooperation Center of China’s Ministry of Agriculture and Rural Affairs.

    The Internet of Things installed by the Chinese side in Kosai’s orchard, which includes meteorological, water level, and soil moisture monitoring, could provide data support for the scientific cultivation of durian and the improvement of fruit quality.

    Modern farming is a sector with a promising future for cooperation between Malaysia and China, said Low Kian Chuan, president of the Associated Chinese Chambers of Commerce and Industry of Malaysia.

    Despite the difference in size and population between Brunei and China, CAEXPO and CABIS have offered a platform for Brunei enterprises to conduct win-win cooperation with Chinese peers, said National Chamber of Commerce and Industry Brunei Darussalam President Haji Abdul Saman bin Haji Ahmad.

    Leading Chinese renewable energy firms are working closely with ASEAN enterprises and investing in new facilities to produce innovative, locally adapted products, thus actively contributing to ASEAN’s green transition.

    In July, BYD opened an electric vehicle plant in Thailand, the automaker’s first Southeast Asian factory, a fast-growing regional EV market. The same month Eve Energy announced a plan to build a new factory in Kulim, Kedah state, Malaysia to meet the fast-growing demand for energy storage and consumer batteries in the South East Asia region.

    In August, Gotion High-tech announced that a battery assembly plant project in Malaysia is under negotiation, in addition to its assembly plants in Indonesia and Thailand. The battery manufacturer’s Vietnam factory is expected to begin production in October this year.

    Malaysia’s East Coast Rail Link under the Belt and Road Initiative is expected to drive economic development in the east coast areas and promote more balanced development among regions within the countries, said Anthony Loke Siew Fook, the minister of transport of Malaysia.

    As outlined in the National Automotive Policy 2020 and National Energy Transition Roadmap, Malaysia is developing its renewable energy battery sector and welcomes leading battery manufacturers to invest in it, said Loke.

    In a comprehensive press conference held today the Union Minister of Ports, Shipping and Waterways Shri Sarbananda Sonowal, presented an extensive overview of the significant milestones achieved by the Ministry during the first 100 days. The conference was aimed at showcasing the Ministry’s contributions toward transforming India’s maritime sector and aligning with the vision of Maritime India Vision 2030 and Maritime Amritkaal Vision 2047.

     

    The event began with a detailed address by the Secretary of the Ministry of Ports, Shipping & Waterways, Shri T.K. Ramachandran, followed by the Minister’s remarks, both of which emphasized the Government’s proactive steps in revolutionizing India’s maritime infrastructure.

    Shri Sarbananda Sonowal commenced his address by acknowledging the unwavering guidance of Prime Minister Shri Narendra Modi, whose vision of ‘Ports for Prosperity and Ports for Progress’ has become the cornerstone of India’s maritime transformation. He highlighted that PM Modi’s focus on holistic development and his mantra of ‘Transformation through Transportation’ are leading to a complete overhaul of India’s maritime landscape.

    “Recognizing the strategic importance of shipbuilding and ship repair, the Ministry is developing dedicated clusters in Maharashtra, Kerala, Andhra Pradesh, Odisha, and Gujarat. We are also allocating more than 3,900 acres in Kandla and VOC Port for the development of hydrogen manufacturing hubs, positioning India as a leader in clean energy. Additionally, we are eagerly looking forward to the upcoming ‘Sagarmanthan: The Great Ocean Conference,’ which will be held in Mumbai this November, further emphasizing focus on ocean sustainability and blue economy growth.”

    The Minister, Shri Sarbananda Sonowal, presented the Ministry’s accomplishments, focusing on flagship projects that will enhance India’s maritime capabilities and contribute to overall sector development. He underscored the foundation of Vadhvan Port, India’s first major port project of the 21st century, poised to become one of the largest all-weather deep-water ports with a capacity of 298 MMTPA.

    This mega port is expected to create 1.2 million employment opportunities and place an Indian port among the top 10 container ports globally, significantly improving international shipping connectivity and reducing transit times and costs.

    Another key project highlighted was the Tuticorin International Container Terminal on the East Coast, which will serve as a major transshipment hub, saving up to USD 200 per container and providing an estimated annual foreign exchange savings of USD 4 million.

    The Ease of Doing Business Initiatives introduced several reforms, including the establishment of the Indian Maritime Centre (IMC) to foster policy and operational synergy, the Indian International Maritime Dispute Resolution Centre (IIMDRC) to streamline maritime dispute resolutions, and the Sagar Aankalan Guidelines to benchmark port performance, enhancing global competitiveness. Additionally, the commencement of operations at Cochin Shipyard’s International Ship Repair Facility (ISRF), equipped with state-of-the-art ship lifts and workstations, positions India as a global leader in the ship repair market.

    The Ministry also successfully executed a landmark Deendayal Port Encroachment Drive, reclaiming 200 acres of encroached land for port-led industrial development. The performance of major ports has improved, with traffic increasing by 4.87% in 2024, and Visakhapatnam Port ranking among the top 20 in the World Bank’s Container Port Performance Index. As part of Greening Initiatives, the Ministry launched the Green Tug Transition Programme and allocated land for green hydrogen projects at Deendayal Port. In cruise tourism, the International Cruise Terminal at Visakhapatnam was operationalized, boosting both domestic and international maritime tourism prospects.

    The Secretary of the Ministry of Ports, Shipping, and Waterways, Shri T.K. Ramachandran, provided a comprehensive overview of the Ministry’s strategic initiatives. He highlighted key reforms aimed at strengthening maritime infrastructure, driving investment, and enhancing ease of doing business.

    During the press conference discussions from the 20th Maritime State Development Council Meeting held in September 2024, where the development of mega shipbuilding parks across various states was a focal point was mentioned. Additionally, MoPSW’s sanctioning of the Upgradation of Nagapattinam Port Infrastructure project in August 2024 was noted, which aims to launch a passenger ferry service between Nagapattinam (India) and Kankesanthurai (Sri Lanka), enhancing regional connectivity, trade, tourism, and economic opportunities.

    Shri Sarbananda Sonowal, outlined the Ministry’s upcoming priorities aimed at further enhancing India’s maritime sector. Key initiatives include the commencement of work on the International Container Transshipment Port (ICTP) at Galathea Bay, Great Nicobar Island, which will serve as a major transshipment hub. To strengthen India’s self-reliance in shipbuilding, the Shipbuilding Financial Assistance Policy will be expanded, along with the establishment of a Maritime Development Fund to boost domestic ship ownership. The Ministry is also set to enhance operational efficiency through digitalization with the EBS portal (Port Operating System), which will go live at five major ports, reducing logistics costs and streamlining operations.

    The notification of the Merchant Shipping Bill, incorporating international best practices for vessel safety, marine pollution, and maritime liabilities, was also mentioned, alongside the Coastal Shipping Bill, which seeks to foster a competitive coastal shipping environment, reduce transportation costs, promote Indian vessels, and integrate maritime transport with inland waterways.

    On the sustainability front, the Harit Nauka scheme will promote the transition to green fuels for inland vessels, and hydrogen-powered vessels will be manufactured at Cochin Shipyard. Additionally, the Cruise India Mission will be launched to position India as a premier cruising destination, with the operationalization of the Mormugao Port cruise terminal in Goa to accommodate growing domestic and international cruise tourism.

    S. 2018 would require the Department of the Interior to assess locations in national parks with inadequate access to broadband Internet or cellular service and develop a plan to install the necessary infrastructure. The bill would require the department to complete the assessment within one year of enactment and the plan within three years.

    Using information from the department, CBO estimates that implementing S. 2018 would cost $8 million over the 2024-2029 period. CBO expects that the department would need four full-time employees at an annual cost per-person of about $200,000 in 2025 and would incur roughly $7 million in costs for administrative expenses and travel related to the initial assessment. Based on the cost of similar activities, CBO expects that developing the plan would cost $1 million. Any related spending would be subject to the availability of appropriated funds.

    Legislation would protect workers and whistleblowers, create effective workplace misconduct prevention programs, investigate complaints, and hold the powerful accountable

    WASHINGTON, D.C. — Today, Rep. Hank Johnson (GA-04), ranking member of the Judiciary Subcommittee on Courts, Intellectual Property and the Internet, in concert with Judiciary Committee Ranking Member Rep. Jerrold Nadler (NY-12), and Rep. Norma Torres (CA-35), senior member of the Appropriations Committee and member of the Financial Services and General Government Subcommittee that oversees the Federal Judiciary – and Sen. Mazie Hirono (HI), a senior member of the Senate Judiciary Committee and Sen. Lisa Murkowski (AK) – reintroduced the Judiciary Accountability Act of 2024 (JAA).

    The JAA would ensure the more than 30,000 employees of the federal judiciary have strong statutory rights and protections against discrimination, sexual harassment, retaliation, and other forms of workplace misconduct.

    The foundational federal anti-discrimination statutes — such as Title VII of the Civil Rights Act of 1964 — still do not apply to the federal judiciary, making it one of the only employers in the entire country – public or private – whose employees are not protected by federal civil rights laws that prohibit discrimination and retaliation. The federal judiciary has faced sustained criticism for its approach to preventing, investigating, and redressing sexual harassment and discrimination by judges and other high-level judicial branch officials. This summer, back-to-back reports were released — one from the U.S. Government Accountability Office, the other from the Federal Judicial Center and National Academy of Public Administration— underscoring that the internal dispute resolution mechanisms implemented by the judiciary to combat these issues have instead led to a lack of accountability for judges who mistreat employees.

    “It is the height of injustice that judiciary employees who support the daily functioning of our courts lack basic workplace protections,” said Rep. Hank Johnson, Ranking Member of the Judiciary Subcommittee on Courts. “These protections are already provided to congressional and executive branch staff. Why should we continue to exempt our third branch of government? In the face of clear, repeated evidence of unaccountable judges committing egregious misconduct, Congress has the power and the duty to fix it and ensure judicial employees who use their voices and bravely sharing their experiences do not do so in vain. I’m pleased to lead re-introduction of the Judiciary Accountability Act, which is common-sense legislation that would align the federal judiciary with not just the rest of the federal government but with private sector workplaces as well.”

    “No one is above the law, but most federal judiciary employees lack essential workplace protections, preventing them from obtaining justice when they face discrimination and harassment,” said Senator Hirono. “Employees of the federal judiciary dedicate their careers to providing justice, and they deserve justice when they face misconduct in the workplace. Yet these employees are among the only ones in the United States who lack the right to sue when they face discrimination or harassment. The Judiciary Accountability Act will help to protect the 30,000 federal judiciary employees by extending basic anti-discrimination protections to cover them, giving them access to federal court to vindicate those rights, and helping to ensure more accountability in the federal courts.”

    “The Judiciary Accountability Act expands federal laws that prohibit workplace harassment and discrimination to employees of the judiciary, putting them on par with executive branch, congressional, and private sector employees who have long-had these protections,” said Senator Murkowski. “This legislation not only helps safeguard employees from mistreatment at work, but also establishes a review system to foster accountability when those rights are violated. I appreciate the opportunity to lead this bipartisan legislation with Senator Hirono to cultivate transparency and a positive working environment within the judicial branch.”

    The Judiciary Accountability Act will:

    • Give judicial branch employees the same anti-discrimination rights and remedies private sector and government employees have had for decades. Today, judicial branch employees are not protected by the federal civil rights statutes that prohibit discrimination based on race, color, religion, sex (including sexual orientation and gender identity), national origin, age, and disability. The Judiciary Accountability Act would correct that injustice.

    • Protect judicial branch employees from retaliation against them by providing them with the right to sue for relief if they are retaliated against. Unlike most other federal employees, judicial branch employees currently have no statutory protection against retaliation. At a House Judiciary Committee hearing in 2020, multiple witnesses testified that they and others were afraid to come forward about the sexual harassment they suffered or witnessed.

    • Establish a comprehensive workplace misconduct prevention program overseen by an improved and expanded Office of Judicial Integrity. The Office’s Board of Directors would include members experienced in investigating and enforcing civil rights laws against workplace discrimination, as well as experience assisting victims of discrimination, retaliation, sexual harassment, and sexual assault. The Office would administer a nationwide, confidential reporting system and a comprehensive training program addressing workplace behavior and bystander intervention, among other duties.

    • Establish an Office of Employee Advocacy to assist judicial branch employees in matters related to workplace discrimination and harassment. The Office of Employee Advocacy would advise covered judicial employees about their rights and the resources available to them, provide legal assistance where appropriate, and operate an anonymous reporting hotline for covered judicial employees.

    • Require regular assessments of workplace culture to determine the effectiveness of judicial branch policies designed to prevent and remedy harassment and discrimination.

    • Make clear that discrimination and retaliation constitute judicial misconduct and ensure that the judicial misconduct laws apply to all federal judges, regardless of whether they subsequently resign, retire, or pass away.
