  • MIL-OSI Security: Washington Man Indicted on 11 Counts of Sex Trafficking Children, Production of Child Sexual Abuse Material, and Forced Labor

    Richland, Washington – Acting United States Attorney Richard R. Barker announced that on April 2, 2025, a federal grand jury for the Eastern District of Washington returned an indictment charging Jonathan Michael Atkinson, age 34, with 11 criminal counts including Sex Trafficking Children, Production and Attempted Production of Child Pornography, Online Enticement of a Minor, and Forced Labor. The criminal charges against Atkinson carry a maximum sentence of up to a lifetime in prison.

    Atkinson was arrested on April 8, 2025, by the Southeast Regional Internet Crimes Against Children Task Force, consisting of Homeland Security Investigations, Richland Police Department, Kennewick Police Department, and the Benton County Sheriff’s Office. Additional assistance was provided by Pasco Police Department, ATF and DEA. Atkinson will be arraigned in federal court on April 10, 2025.

    “The U.S. Attorney’s office for the Eastern District of Washington will continue to aggressively prosecute all versions of human trafficking,” stated Acting United States Attorney Richard Barker. “We will continue to work closely with our federal, state, local, and Tribal law enforcement partners to seek justice for the most vulnerable among us.”

    “Human trafficking is a heinous crime that preys on the most vulnerable members of our communities and the most effective way we can dismantle these criminal networks is through strong partnerships,” said Matthew Murphy, acting Special Agent in Charge of HSI Seattle. “HSI is proud to work alongside our federal, state, and local law enforcement partners to protect victims, bring traffickers to justice, and put an end to this exploitation.”

  • MIL-OSI USA: Holding Ticket Scalpers Accountable

    WASHINGTON — Today, Congresswoman Harshbarger (R-TN) introduced the House bipartisan companion bill for the Mitigating Automated Internet Networks (MAIN) Event Ticketing Act with co-lead Congressman Troy A. Carter (D-LA). Senators Marsha Blackburn (R-TN) and Ben Ray Luján (D-NM) have introduced the bill in the U.S. Senate.

    This legislation builds on the Better Online Ticket Sales (BOTs) Act, which was signed into law in 2016 and aims to stop ticket scalpers from using software to purchase tickets in high volumes.

    This legislation will also codify President Trump’s recent executive order to hold ticket scalpers accountable. 

    The MAIN Event Ticketing Act accomplishes the following:

    • Establishes reporting requirements for online ticket sellers to notify of successful bot attacks to the Federal Trade Commission (FTC);
    • Creates a complaint database so consumers can share their experiences with the FTC, which must then share that information with state attorneys general;
    • Enacts data security requirements for online ticket sellers and mandates information sharing between the FTC and law enforcement; and
    • Requires a report to Congress on BOTs enforcement.

  • MIL-OSI USA: Attorney General Labrador Announces Conviction of Bonneville County Man Charged with Child Enticement

    [BOISE] – Attorney General Raúl Labrador has announced that a jury found Anthony Calderon, 27, guilty of enticing a child using the internet. District Judge Alan Stephens presided over the trial which took place on March 31st and April 1, 2025.
    During the trial, the jury heard evidence that in August 2023 a 10-year-old female in Attleboro, Massachusetts had a conversation on Snapchat with an adult male going by the name “Alex Davis.” The adult male posing as Davis asked the victim to engage in and watch lewd acts via FaceTime.
    “Our Internet Crimes Against Children (ICAC) Unit has a very clear mission – to remove child predators from our communities, and to protect vulnerable children from being victimized and exploited,” said Attorney General Labrador. “I’m grateful for the diligence of the investigators and prosecutors, for the service of the jury, and for the courage of the victim and her family to come forward and speak out.”
    The victim’s mother reported the conversation to the Attleboro Police Department. Detective Katelyn Hart tracked the individual known as “Alex Davis” to Bonneville County and referred the investigation to Detective Jared Mendenhall with the Idaho Falls Police Department. Detective Mendenhall connected the account used by “Alex Davis” to Anthony Calderon via the Snapchat account, email addresses, IP addresses, and the IMEI number from a cellphone used by Calderon while at work.
    After his arrest, Calderon admitted on jail telephone calls that he had a sexual conversation with a minor but claimed he did it out of boredom rather than for arousal. He also assured a family member that he never used his real name or real pictures.
    At trial, the now 12-year-old victim shared her story with the jury. She testified that she had put her age in her screen name on Snapchat to “keep the creeps away.”  After a two-day trial, the jury found Calderon guilty of enticing a child using the internet. Calderon faces a maximum of 15 years in state prison, a $50,000 fine, or both.
    The prosecution was led by Deputy Attorney General Madison Allen, joined by Deputy Attorney General James Haws. Sentencing is scheduled for May 28, 2025.

  • MIL-OSI Security: Lexington Man Sentenced for Production of Child Pornography

    LEXINGTON, Ky. – A Lexington man, Eric Kelsey Shepherd, 30, was sentenced on Friday, by U.S. District Judge Karen Caldwell, to 50 years in prison, for production of child pornography. 

    According to his plea agreement, in January 2022, law enforcement was contacted about a 12-year-old victim who was sexually exploited by an adult male. Further investigation revealed that Shepherd, then 27 years-old, met the victim on Snapchat, where he initially claimed he was 17 years-old. Shepherd met the minor victim on numerous occasions to engage in sexual activity, some of which the victim alleged involved violence against the victim. Shepherd took images and videos of many of the sexual interactions, which were located on both the victim’s and Shepherd’s cellphones. Shepherd has a prior state conviction for sexual abuse and unlawful transaction with a minor and, as a result, will face enhanced penalties.    

    Under federal law, Shepherd must serve 85 percent of his prison sentence. Upon his release from prison, he will be under the supervision of the U.S. Probation Office for life.

    Paul McCaffrey, Acting United States Attorney for the Eastern District of Kentucky; Rana Saoud, Special Agent in Charge, Department of Homeland Security, Homeland Security Investigations (HSI); Chief Lawrence Weathers, Lexington Police Department; and Sheriff Mike Coyle, Madison County Sheriff’s Office, jointly announced the sentence.

    The investigation was conducted by HSI; Lexington Police Department; and Madison County Sheriff’s Office. Assistant U.S. Attorney Erin Roth is prosecuting the case on behalf of the United States.

    The U.S. Attorney’s Office prosecuted this case as part of Project Safe Childhood, a nationwide initiative launched in 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse.  Led by U.S. Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend, and prosecute individuals who exploit children via the Internet as well as to identify and rescue victims.   • MIL-OSI Security: Boone Man Sentenced to Five Years in Federal Prison for Attempting to Transfer Obscene Material to a Minor

    DES MOINES, Iowa – A Boone man was sentenced on March 28, 2025, to five years in federal prison for attempted transfer of obscene material to a person he believed to be a minor.

    According to public court documents, Travis Lee Morgan, 40, used a Facebook account to communicate with a person he believed to be a 13-year-old female, but was instead a law enforcement officer. Between June and August 2023, Morgan sent numerous videos and images to the female, including images of his genitals and himself engaged in a sex act, and discussed in-person sex acts Morgan desired to occur with the minor female.

    After completing his term of imprisonment, Morgan will be required to serve a three-year term of supervised release. There is no parole in the federal system.

    United States Attorney Richard D. Westphal of the Southern District of Iowa made the announcement. This case was investigated by the FBI Human Trafficking and Child Exploitation Task Force, the Altoona Police Department, and the Iowa Department of Public Safety-Division of Criminal Investigation-Internet Crimes Against Children Task Force, with assistance from the Boone Police Department and the Boone County Sheriff’s Office.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and the Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.     Business of Innovation and Technology Week in April to showcase Hong Kong’s innovation and technology strengths 
         The third InnoEX, co-organised by the ITIB and the Hong Kong Trade Development Council (HKTDC), will occur from April 13 to 16 at the Hong Kong Convention and Exhibition Centre (HKCEC). This annual event brings together I&T elites, enterprises and buyers from the Mainland and overseas to jointly promote I&T advancements and applications and explore global collaboration opportunities. Themed “Innovation • Automate • Elevate”, this year’s InnoEX will showcase cutting-edge technology solutions across five key areas: low-altitude economy, artificial intelligence, robotics, cybersecurity and smart mobility. A highlight of the event is the Smart Hong Kong Pavilion set up by the Digital Policy Office, which will showcase over 100 I&T solutions, including those developed by different government departments in relation to citizens’ daily lives, as well as award-winning I&T projects by local innovators and students, demonstrating Hong Kong’s achievements in I&T and smart city development. 
     
         The second Hong Kong World Youth Science Conference and the Xiangjiang Nobel Forum 2025 will also take place from April 13 to 16 at the HKCEC. Organised by the Hong Kong Alumni Association of Beijing Universities with the full support of the ITIB, the event will gather top-notch I&T talent and renowned scientists, including laureates of the Nobel Prize and Turing Award, in Hong Kong.   • MIL-OSI Africa: Rwanda’s image abroad: how western countries are beginning to turn their backs

    Rwanda enjoyed good relations with the western world for many years. This was due to systematic and intentional efforts to build its profile as a constructive regional actor, especially through the UN peacekeeping framework.

    It also set out to improve its national brand through sports sponsorships of some of the biggest football clubs in the world. These include Arsenal (England), PSG (France) and Bayern Munich (Germany).

    Since the end of the 1994 genocide, countries such as the UK, the US and France were willing to give Rwanda a less than critical pass when it was accused of destabilising its bigger neighbour, the Democratic Republic of Congo (DRC). They averted their gaze from its domestic heavy handedness, particularly its constraining of democratic space and human rights.

    But there has been a sharp turn in sentiment. For the first time, the western powers, as well as China, have begun to call out Rwanda on its behaviour.

    Western actors have grown exasperated with Rwanda’s impunity and have been forced to change tack. Quiet shuttle diplomacy, notably by the Biden administration and the EU, has failed to achieve Rwandan restraint. And as a humanitarian crisis grew, they saw more forceful and overt actions as necessary.

    Concerned about the rising level of violence and humanitarian catastrophe in the DRC, western powers through the UN general assembly and security council called for restraint, dialogue and de-escalation. France, Belgium, Germany, the US, Canada and the EU also condemned the escalating violence and Rwanda’s role. The growing consensus culminated in firmer and direct sanctions against individual Rwandan actors and entities and suspension of economic and trade cooperation.

    I have been a long time scholar of and commentator on African regime types, political governance and conflict, with a focus on Rwanda. It’s my view that Rwanda’s escapades in eastern DRC have had a detrimental impact on the goodwill long extended to the Kigali regime. What happens next will depend on its response.

    Rwanda’s role in the DRC

    There is little doubt about Rwanda’s involvement in conflict and instability in the eastern DRC. The reports from the security council and UN bodies have provided sufficient evidence of this.

    Since 2012, Rwanda has been accused of being the patron behind the Movement of March 23 (M23) rebel group. The M23 and its associated alliances have been fighting the DRC government, purportedly to protect the rights of Congolese Tutsis.

    For its part, Rwanda has pointed to the danger posed by remnants of security forces involved in the 1994 genocide. The forces fled into the DRC and are still hell bent on causing instability in Rwanda, Kigali claims. The other grievance is that the forces are backed by the DRC regime and have been responsible for persecuting Congolese Tutsis.

    Between 2012 and 2018, the M23 group had a limited level of military success. In 2012 it captured the eastern DRC city of Goma but was forced to relinquish it after just 10 days.

    In the latest escalation of fighting the group has made significant gains, recapturing Goma and capturing the bigger Bukavu and other areas.

    M23’s success has been attributed to the sustained and systematic support Rwanda has given the group, according to the UN report and security council resolution 2773.

    Support has included sophisticated weaponry and boots on the ground, conservatively estimated at over 4,000 soldiers. Faced with demotivated, ill-trained and poorly coordinated DRC military capabilities, the M23 success was almost inevitable.

    The turnaround

    In August 2023 and again on 20 February 2025, the US slapped sanctions on key players in Rwanda and the M23 Alliance. The EU and the UK then paused some economic support for Rwanda. This was a strategic signal from the big powers.

    Germany then froze aid, Belgium’s rebuked the country and the EU called for stronger penalties, among them a ban on Rwanda’s mineral industry. This was to force Rwanda to rein in or rethink its activities in the DRC and be a constructive rather than disruptive partner.

    Belgium has had historical relations with both Rwanda and the DRC, having been the last colonial authority. Rwanda took specific exception to Belgium’s action by cutting diplomatic relations. It also took a more belligerent posture in the UN security council.

    While this is seen as a non-compromising stance, it is against a lesser western power than the US or the UK. This could be taken as Rwanda saving face while working out an exit strategy to avoid escalating tensions with western powers or provoking far reaching coordinated action.

    It is notable that Qatar (and not a western or African power) has taken a lead in chaperoning talks between the conflict parties. This couldn’t have been without the blessing of the US, given the close relationship Qatar enjoys with the US as conflict resolution partners. Qatar is also an investor in Rwanda. This allows Rwanda to avoid being dragged to the negotiating table by critical western powers.

    Next steps

    The intensity of the conflict has slowed down somewhat, with the M23 rebel alliance having announced a ceasefire and unilateral action to “withdraw” from some of the areas they have recently captured.

    Whether this is a strategic compromise in response to the now forceful demand for Rwanda to cease its active support and intervention is unclear. It is notable that Qatar has now directly invited the rebels to the table.

    Once known as the darling of the west, most notable for clean and efficient government, a good business environment and unquestioned security and stability, Rwanda may have reached an inflection point with its flagrant DRC intervention. The change in western attitude may mark a more critical epoch in relations.

In remarks, President Lai welcomed Representative Bradley-Jones as she takes up her post in Taiwan, and thanked the United Kingdom government and parliament for demonstrating staunch support for Taiwan. The president indicated that Taiwan and the UK enjoy close economic and trade ties, and our industries complement each other well, with great potential for collaboration in such fields as semiconductors, AI, unmanned vehicles, and medium- and low-orbit satellites. He stated that he looks forward to expanding exchanges with the UK across all domains so as to enhance democratic and economic resilience, jointly advancing the prosperous development of the Indo-Pacific region and economic security around the world. A translation of President Lai’s remarks follows: It is a pleasure to meet Representative Bradley-Jones here at the Presidential Office for this exchange. I understand that she has proactively called at many government agencies since taking up her post last month. On behalf of the people of Taiwan, I extend a warm welcome. Taiwan and the UK are partners that share the values of freedom and democracy. In recent years, our bilateral relations have continued to deepen. With the efforts of Representative Bradley-Jones and our respective governments, I look forward to the expansion of dialogue and cooperation between Taiwan and the UK. I would like to convey my deepest gratitude to the UK government and parliament.  Currently, the UK is Taiwan’s fourth largest trading partner in Europe and second largest source of investment from Europe. We enjoy close economic and trade ties, and our industries complement each other well. There is also great potential for collaboration in such fields as semiconductors, AI, unmanned vehicles, and medium- and low-orbit satellites. We look forward to expanding exchanges with the UK across all domains so as to enhance democratic and economic resilience. She went on to say that she came to Taiwan last August to study Mandarin, and began her post as British Office Taipei representative in February this year, noting that every day she learns more about and gains a deeper understanding of Taiwan. Last year, she said, she visited Tainan and Wanli, and found Tainan’s wetlands and the scenery in Wanli very impressive. She added that she has also tried many different Taiwanese foods, and is looking forward to experiencing even more of Taiwan’s local culture and customs over the next four years. Continuing her remarks in English, Representative Bradley-Jones stated that since taking up her post, she has borne witness to the strength of the relationship between Taiwan and the UK and the potential for it to continue to grow. She said that on trade and investment, there is significant complementarity between Taiwan’s Five Trusted Industry Sectors and the UK’s Industrial Strategy, particularly in areas such as digital technologies, advanced manufacturing, and clean energy. Both governments are also together supporting Taiwan and UK businesses through our Enhanced Trade Partnership and annual trade talks, she said. Representative Bradley-Jones went on to say that on science and technology, Taiwan and the UK can and should do more together. She noted that the UK has the third largest tech sector in the world and is valued at over US$1.1 trillion, while Taiwan is the center of the semiconductor and AI hardware world. Given our complementary strengths, especially in areas such as semiconductors, space, and communications technology, she said, the UK has stepped up its level of activity in Taiwan, including by regularly hosting a UK Pavilion at SEMICON and funding 18 joint R&D programs through our new collaborative R&D fund, and looks forward to doing more together in the future.  In support of Taiwan’s whole-of-society resilience, the representative said, the UK is supporting valuable exchanges, co-hosting GCTF (Global Cooperation and Training Framework) workshops, sharing lessons on financial sector resilience, and reaching out to mayors and community leaders across Taiwan. From financial resilience to cyber resilience, she said, the UK’s public sector and private industries have plenty to share and learn.     President Lai meets Alaska Governor Mike Dunleavy

In remarks, President Lai said that Alaska has long been an important trading partner of Taiwan, and that we have built a solid foundation for cooperation in such fields as energy, fisheries, and tourism. The president expressed hope that Taiwan and Alaska will have more frequent engagement and exchanges so that our relations can continue to grow to create prosperous development for both sides. A translation of President Lai’s remarks follows: On behalf of the people of Taiwan, I extend my sincerest welcome to our guests. This is Governor Dunleavy’s first visit to Taiwan, and last night, we both attended the Hsieh Nien Fan (謝年飯) banquet hosted by the American Chamber of Commerce in Taiwan. I am delighted to have this opportunity to meet with Governor Dunleavy today at the Presidential Office for further dialogue. Alaska has long been an important trading partner of Taiwan.     President Lai attends AmCham Taiwan 2025 Hsieh Nien Fan
    On the evening of March 20, President Lai Ching-te attended the annual Hsieh Nien Fan (謝年飯) banquet hosted by the American Chamber of Commerce in Taiwan (AmCham Taiwan). In remarks, President Lai pointed out that the United States is now a major source of investment in Taiwan, adding that last year US investment accounted for 11.5 percent of total foreign investment in Taiwan. The president also pointed out that the US has become Taiwan’s largest investment destination, as Taiwan’s direct and indirect investment in the US accounted for more than 40 percent of its total outbound investment last year. President Lai expressed hope that AmCham will continue to offer support in quickly resolving the issue of double taxation, further enhancing the mutually beneficial Taiwan-US economic and trade partnership. He also emphasized that one essential element for our economic prosperity is maintaining security and stability, both regionally and globally. The president expressed his belief that, so long as we coordinate our efforts, we can achieve more in our respective defense industries and build non-red supply chains, advancing peace, stability, and prosperity. A transcript of President Lai’s remarks follows: I’m delighted to be here tonight. I want to wish everyone and their families a happy, healthy, and prosperous year ahead. For many years now, AmCham has acted as a bridge between Taiwan and the US. It not only advocates for Taiwan to various sectors in the US, but also offers advice for the development of Taiwan’s industries. So tonight, I would like to express my deepest gratitude to all our friends from the American business community. The 2025 Business Climate Survey, published by AmCham this January, demonstrates the confidence foreign businesses have in the Taiwan market. We are happy to see that over 80 percent of survey respondents reported stable or increased revenue last year, and around 80 percent expressed confidence in Taiwan’s economic prospects for the coming year. Moreover, 90 percent of businesses surveyed are planning to maintain or expand their investments in Taiwan. The positive developments in Taiwan made by our American friends here tonight, their outlook for the future, and their confidence in Taiwan, are further proof of Taiwan’s ideal environment for investment. The US is now a major source of investment in Taiwan. Last year, US investment accounted for 11.5 percent of total foreign investment in Taiwan. In 2023, Entegris opened a new manufacturing facility in Kaohsiung and Micron launched a new facility in Taichung. Last year, Google further solidified Taiwan as its biggest R&D hub outside of the US by opening a new office here. AMD, Nvidia, and major cloud computing companies from the US have also been choosing Taiwan to expand their presence. Over the past several years, the US has also become Taiwan’s largest investment destination. Taiwan’s direct and indirect investment in the US accounted for more than 40 percent of our total outbound investment last year. Four years ago, TSMC’s [Taiwan Semiconductor Manufacturing Company] investment in facilities in Arizona became the biggest FDI [foreign direct investment] in a greenfield project in US history. And this month, TSMC announced it would expand that investment, breaking another record and highlighting the enduring prosperity shared by Taiwan and the US. In addition to TSMC, Taiwan’s GlobalWafers has built a 12-inch silicon wafer factory in Texas, the biggest in the US. This will be followed by many other industries. These companies are confidently expanding their global presence across the Pacific and eastward into the Americas. The US is moving to reindustrialize its manufacturing industry and consolidate high-tech leadership, as it moves to become a global AI hub. In these efforts, Taiwan is an indispensable partner for the US. While the US is a leader in chip design, Taiwan’s semiconductor manufacturing plays an irreplaceable part in the supply chain. Adapting to the changing geopolitical landscape and the coming era of smart technology, Taiwan will continue to promote its Five Trusted Industry Sectors of semiconductors, AI, military, next-gen communications, and security and surveillance. This will drive the next stage in our economic development. A great time to invest in Taiwan is now. We will continue to better connect relevant government agencies and align with international standards to foster a friendlier investment environment. And I am confident that Taiwanese and American companies can leverage their respective high-tech expertise and invest in each other, boosting growth in industrial innovation and development for both our economies. At the same time, we hope to continue deepening Taiwan-US trade relations. Last year, Taiwan was the seventh largest trading partner of the US, up one spot from the previous year, and bilateral trade grew by 24.2 percent. Taiwan is going to expand procurement from the US of industrial and agricultural products, as well as natural gas. I am very happy to welcome Governor [Mike] Dunleavy of Alaska, who has specially come all the way to Taiwan. Alaska is a source of high-quality natural gas, and its relatively short distance from Taiwan facilitates transportation. So we are very interested in buying Alaskan natural gas because it can meet our needs and ensure our energy security. We hope that AmCham will continue to offer support in quickly resolving the issue of double taxation and removing tax barriers to bilateral investment and trade, further enhancing the mutually beneficial Taiwan-US economic and trade partnership. One essential element for our economic prosperity is maintaining security and stability, both regionally and globally. So we are grateful for the joint leaders’ statement issued by [US] President [Donald] Trump and Japan’s Prime Minister Ishiba Shigeru, in which they expressed their solid support for maintaining peace and stability across the Taiwan Strait. As we face growing authoritarianism, Taiwan will continue to uphold our values of freedom and democracy and will be a responsible actor in regional and global security. Currently, Taiwan’s defense budget stands at about 2.5 percent of GDP. Going forward, the government will prioritize special budget allocations to ensure that our defense budget exceeds 3 percent of GDP. At the same time, we will continue to reform national defense, further enhancing Taiwan’s self-defense capabilities. And we will advance our cooperation with the US and other democracies in upholding regional stability and prosperity. We also welcome continued Taiwan-US cooperation in the defense sector. In remarks, President Lai thanked the guests for gathering here in Taiwan and discussing ways to enhance regional cooperation, demonstrating that our democratic allies and friends are standing together as we take on the challenges of a new world and a new era. The president reiterated that Taiwan will continue to engage with the world, and we welcome the world to come closer to Taiwan. He stated that Taiwan will continue to work with international partners to deepen cooperation, exchanges, and partnership in various domains and resist the expansion of authoritarianism. Together, the president emphasized, we can pursue regional peace and security and realize a new vision for a free and open, stable and prosperous Indo-Pacific. A translation of President Lai’s remarks follows: I would like to begin by thanking Anders Fogh Rasmussen, former prime minister of Denmark and chairman of the Alliance of Democracies Foundation, for inviting then-President Tsai Ing-wen to address the Copenhagen Democracy Summit via video over five consecutive years since 2020, and for inviting myself to give remarks via video last year. Chairman Rasmussen mentioned that over the past few days, they have met with members of the government, legislature, and civil society in Taiwan. He said that he is more convinced than ever that in a very uncertain world, Taiwan continues to stand as a beacon of democracy, from which people in Europe and in the rest of the world have a lot to learn. Over the past eight years, he has been proud to step up his engagement with Taiwan, he said, as he has always subscribed to the view that freedom must advance everywhere, or else it is in decline everywhere. This is why Ukraine’s fight is also everyone’s fight, he explained. Chairman Rasmussen remarked that Taiwan is a strong feature of the Copenhagen Democracy Summit that he convenes each year. His foundation, the Alliance of Democracies, has even been sanctioned by the Chinese government due to its support of Taiwan, he said, which is something he takes as a badge of honor. He added that this year’s Copenhagen Democracy Summit in May will be no different, as they plan to focus on the new world order, urgent measures to strengthen Europe’s military, and the situation in Ukraine. But as the United States pulls back from the transatlantic alliance and Europe focuses more on its own defense, he said, Europe should not retreat from the world. He added that to ensure European security, we need more Europe in the Indo-Pacific, and that is why he has been making the argument for more political and economic cooperation with Taiwan. Chairman Rasmussen praised President Lai’s recent decision to increase Taiwan’s national defense budget to more than 3 percent of GDP, adding that it is important that each nation does what it can for its own defense.     President Lai delivers remarks on US tariff policy response
    On April 6, President Lai Ching-te delivered recorded remarks regarding the impact of the 32 percent tariff that the United States government recently imposed on imports from Taiwan in the name of reciprocity. In his remarks, President Lai explained that the government will adopt five response strategies, including making every effort to improve reciprocal tariff rates through negotiations, adopting a support plan for affected domestic industries, adopting medium- and long-term economic development plans, forming new “Taiwan plus the US” arrangements, and launching industry listening tours. The president emphasized that as we face this latest challenge, the government and civil society will work hand in hand, and expressed hope that all parties, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy. A translation of President Lai’s remarks follows: My fellow citizens, good evening. The US government recently announced higher tariffs on countries around the world in the name of reciprocity, including imposing a 32 percent tariff on imports from Taiwan. This is bound to have a major impact on our nation. Various countries have already responded, and some have even adopted retaliatory measures. Tremendous changes in the global economy are expected. Taiwan is an export-led economy, and in facing future challenges there will inevitably be difficulties, so we must proceed carefully to turn danger into safety. During this time, I want to express gratitude to all sectors of society for providing valuable opinions, which the government regards highly, and will use as a reference to make policy decisions.  However, if we calmly and carefully analyze Taiwan’s trade with the US, we find that last year Taiwan’s exports to the US were valued at US$111.4 billion, accounting for 23.4 percent of total export value, with the other 75-plus percent of products sold worldwide to countries other than the US. Of products sold to the US, competitive ICT products and electronic components accounted for 65.4 percent. This shows that Taiwan’s economy does still have considerable resilience. As long as our response strategies are appropriate, and the public and private sectors join forces, we can reduce impacts. Please do not panic. To address the reciprocal tariffs by the US, Taiwan has no plans to adopt retaliatory tariffs. There will be no change in corporate investment commitments to the US, as long as they are consistent with national interests. But we must ensure the US clearly understands Taiwan’s contributions to US economic development. More importantly, we must actively seek to understand changes in the global economic situation, strengthen Taiwan-US industry cooperation, elevate the status of Taiwan industries in global supply chains, and with safeguarding the continued development of Taiwan’s economy as our goal, adopt the following five strategies to respond. Strategy one: Make every effort to improve reciprocal tariff rates through negotiations using the following five methods:  1. Taiwan has already formed a negotiation team led by Vice Premier Cheng Li-chiun (鄭麗君). The team includes members from the National Security Council, the Office of Trade Negotiations, and relevant Executive Yuan ministries and agencies, as well as academia and industry. Like the US-Mexico-Canada free trade agreement, negotiations on tariffs can start from Taiwan-US bilateral zero-tariff treatment. 2. To expand purchases from the US and thereby reduce the trade deficit, the Executive Yuan has already completed an inventory regarding large-scale procurement plans for agricultural, industrial, petroleum, and natural gas products, and the Ministry of National Defense has also proposed a military procurement list. All procurement plans will be actively pursued. 3. Expand investments in the US. Taiwan’s cumulative investment in the US already exceeds US$100 billion, creating approximately 400,000 jobs. In the future, in addition to increased investment in the US by Taiwan Semiconductor Manufacturing Company, other industries such as electronics, ICT, petrochemicals, and natural gas can all increase their US investments, deepening Taiwan-US industry cooperation. Taiwan’s government has helped form a “Taiwan investment in the US” team, and hopes that the US will reciprocate by forming a “US investment in Taiwan” team to bring about closer Taiwan-US trade cooperation, jointly creating a future economic golden age.  4. We must eliminate non-tariff barriers to trade. Non-tariff barriers are an indicator by which the US assesses whether a trading partner is trading fairly with the US. Therefore, we will proactively resolve longstanding non-tariff barriers so that negotiations can proceed more smoothly. 5. We must resolve two issues that have been matters of longstanding concern to the US. One regards high-tech export controls, and the other regards illegal transshipment of dumped goods, otherwise referred to as “origin washing.” Strategy two: We must adopt a plan for supporting our industries. For industries that will be affected by the tariffs, and especially traditional industries as well as micro-, small-, and medium-sized enterprises, we will provide timely and needed support and assistance. Premier Cho Jung-tai (卓榮泰) and his administrative team recently announced a package of 20 specific measures designed to address nine areas. Moving forward, the support we provide to different industries will depend on how they are affected by the tariffs, will take into account the particular features of each industry, and will help each industry innovate, upgrade, and transform. Strategy three: We must adopt medium- and long-term economic development plans. At this point in time, our government must simultaneously adopt new strategies for economic and industrial development. This is also the fundamental path to solutions for future economic challenges. The government will proactively cooperate with friends and allies, develop a diverse range of markets, and achieve closer integration of entities in the upper, middle, and lower reaches of industrial supply chains. This course of action will make Taiwan’s industrial ecosystem more complete, and will help Taiwanese industries upgrade and transform. We must also make good use of the competitive advantages we possess in such areas as semiconductor manufacturing, integrated chip design, ICT, and smart manufacturing to build Taiwan into an AI island, and promote relevant applications for food, clothing, housing, and transportation, as well as military, security and surveillance, next-generation communications, and the medical and health and wellness industries as we advance toward a smarter, more sustainable, and more prosperous new Taiwan. Strategy four: “Taiwan plus one,” i.e., new “Taiwan plus the US” arrangements: While staying firmly rooted in Taiwan, our enterprises are expanding their global presence and marketing worldwide. This has been our national economic development strategy, and the most important aspect is maintaining a solid base here in Taiwan. We absolutely must maintain a solid footing, and cannot allow the present strife to cause us to waver. Therefore, our government will incentivize investments, carry out deregulation, and continue to improve Taiwan’s investment climate by actively resolving problems involving access to water, electricity, land, human resources, and professional talent. This will enable corporations to stay in Taiwan and continue investing here. In addition, we must also help the overseas manufacturing facilities of offshore Taiwanese businesses to make necessary adjustments to support our “Taiwan plus one” policy, in that our national economic development strategy will be adjusted as follows: to stay firmly rooted in Taiwan while expanding our global presence, strengthening US ties, and marketing worldwide. We intend to make use of the new state of supply chains to strengthen cooperation between Taiwanese and US industries, and gain further access to US markets. Strategy five: Launch industry listening tours: All industrial firms, regardless of sector or size, will be affected to some degree once the US reciprocal tariffs go into effect. The administrative teams led by myself and Premier Cho will hear out industry concerns so that we can quickly resolve problems and make sure policies meet actual needs. My fellow citizens, over the past half-century and more, Taiwan has been through two energy crises, the Asian financial crisis, the global financial crisis, and pandemics. We have been able to not only withstand one test after another, but even turn crises into opportunities. The Taiwanese economy has emerged from these crises stronger and more resilient than ever. As we face this latest challenge, the government and civil society will work hand in hand, and I hope that all parties in the legislature, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy.     How do fraudulent customers profit from loyalty programs?

    Cashback scams are becoming more common – banks are concerned about fraud on the part of clients, so they want measures to be taken against such persons at the federal level. Most often, cheating schemes cashback look like this:

For example, in 2022, the Ministry of Internal Affairs uncovered a criminal group that received bonuses by purchasing and returning tickets – the damage amounted to over 4.5 million rubles.

    What measures do banks offer to combat cashback abuse?

    Roskomnadzor has joined the fight against clients engaged in fraud – banks have contacted the agency, calling for measures to be taken against fraudsters. Credit organizations offer:

    allow banks to exchange personal data of clients caught in fraud; create a single database of people abusing loyalty programs; block websites that post information about cashback “earning” schemes; increase liability for Russians caught in fraud with bonus programs.

    “Cashback fraud is currently insignificant, but the existence of such schemes will allow fraudsters to scale up their activities – bank losses could increase many times over,” noted a representative of OTP Bank.

    At the same time, experts, lawyers and individual representatives of the banking industry do not see any prospects for the proposed proposal.   • MIL-OSI Global: Rwanda’s image abroad: how western countries are beginning to turn their backs

    Rwanda enjoyed good relations with the western world for many years. This was due to systematic and intentional efforts to build its profile as a constructive regional actor, especially through the UN peacekeeping framework.

    It also set out to improve its national brand through sports sponsorships of some of the biggest football clubs in the world. These include Arsenal (England), PSG (France) and Bayern Munich (Germany).

    Since the end of the 1994 genocide, countries such as the UK, the US and France were willing to give Rwanda a less than critical pass when it was accused of destabilising its bigger neighbour, the Democratic Republic of Congo (DRC). They averted their gaze from its domestic heavy handedness, particularly its constraining of democratic space and human rights.

    But there has been a sharp turn in sentiment. For the first time, the western powers, as well as China, have begun to call out Rwanda on its behaviour.

    Western actors have grown exasperated with Rwanda’s impunity and have been forced to change tack. Quiet shuttle diplomacy, notably by the Biden administration and the EU, has failed to achieve Rwandan restraint. And as a humanitarian crisis grew, they saw more forceful and overt actions as necessary.

    Concerned about the rising level of violence and humanitarian catastrophe in the DRC, western powers through the UN general assembly and security council called for restraint, dialogue and de-escalation. France, Belgium, Germany, the US, Canada and the EU also condemned the escalating violence and Rwanda’s role. The growing consensus culminated in firmer and direct sanctions against individual Rwandan actors and entities and suspension of economic and trade cooperation.

    I have been a long time scholar of and commentator on African regime types, political governance and conflict, with a focus on Rwanda. It’s my view that Rwanda’s escapades in eastern DRC have had a detrimental impact on the goodwill long extended to the Kigali regime. What happens next will depend on its response.

    Rwanda’s role in the DRC

    There is little doubt about Rwanda’s involvement in conflict and instability in the eastern DRC. The reports from the security council and UN bodies have provided sufficient evidence of this.

    Since 2012, Rwanda has been accused of being the patron behind the Movement of March 23 (M23) rebel group. The M23 and its associated alliances have been fighting the DRC government, purportedly to protect the rights of Congolese Tutsis.

    For its part, Rwanda has pointed to the danger posed by remnants of security forces involved in the 1994 genocide. The forces fled into the DRC and are still hell bent on causing instability in Rwanda, Kigali claims. The other grievance is that the forces are backed by the DRC regime and have been responsible for persecuting Congolese Tutsis.

    Between 2012 and 2018, the M23 group had a limited level of military success. In 2012 it captured the eastern DRC city of Goma but was forced to relinquish it after just 10 days.

    In the latest escalation of fighting the group has made significant gains, recapturing Goma and capturing the bigger Bukavu and other areas.

    M23’s success has been attributed to the sustained and systematic support Rwanda has given the group, according to the UN report and security council resolution 2773.

    Support has included sophisticated weaponry and boots on the ground, conservatively estimated at over 4,000 soldiers. Faced with demotivated, ill-trained and poorly coordinated DRC military capabilities, the M23 success was almost inevitable.

    The turnaround

    In August 2023 and again on 20 February 2025, the US slapped sanctions on key players in Rwanda and the M23 Alliance. The EU and the UK then paused some economic support for Rwanda. This was a strategic signal from the big powers.

    Germany then froze aid, Belgium’s rebuked the country and the EU called for stronger penalties, among them a ban on Rwanda’s mineral industry. This was to force Rwanda to rein in or rethink its activities in the DRC and be a constructive rather than disruptive partner.

    Belgium has had historical relations with both Rwanda and the DRC, having been the last colonial authority. Rwanda took specific exception to Belgium’s action by cutting diplomatic relations. It also took a more belligerent posture in the UN security council.

    While this is seen as a non-compromising stance, it is against a lesser western power than the US or the UK. This could be taken as Rwanda saving face while working out an exit strategy to avoid escalating tensions with western powers or provoking far reaching coordinated action.

    It is notable that Qatar (and not a western or African power) has taken a lead in chaperoning talks between the conflict parties. This couldn’t have been without the blessing of the US, given the close relationship Qatar enjoys with the US as conflict resolution partners. Qatar is also an investor in Rwanda. This allows Rwanda to avoid being dragged to the negotiating table by critical western powers.

    Next steps

    The intensity of the conflict has slowed down somewhat, with the M23 rebel alliance having announced a ceasefire and unilateral action to “withdraw” from some of the areas they have recently captured.

    Whether this is a strategic compromise in response to the now forceful demand for Rwanda to cease its active support and intervention is unclear. It is notable that Qatar has now directly invited the rebels to the table.

    Once known as the darling of the west, most notable for clean and efficient government, a good business environment and unquestioned security and stability, Rwanda may have reached an inflection point with its flagrant DRC intervention. The change in western attitude may mark a more critical epoch in relations.

  • MIL-OSI Security: Deming, Washington man convicted at trial of receipt and possession of images of child sexual abuse

    Defendant possessed some 90,000 files of child sexual abuse imagery on 21 different electronic devices

    Seattle – A 47-year-old resident of Deming, Whatcom County, Washington was convicted last week in U.S. District Court in Seattle of two federal felonies related to his receipt and possession of images of child sexual abuse, announced Acting U.S. Attorney Teal Luthy Miller. Robert J. Howell Jr. came to the attention of law enforcement in late 2019 when a foreign country police organization alerted Homeland Security Investigations (HSI) that an Ip address associated with Howell Jr’s residence had accessed a website devoted to images of child sexual abuse. Following a two-day jury trial, jurors deliberated about an hour before finding Howell Jr. guilty on April 1, 2025.  U.S District Judge John C. Coughenour scheduled sentencing for July 15, 2025.

    According to records filed in the case and testimony at trial, after getting the tip from a foreign law enforcement organization, HSI agents sought information on the account associated with the IP address. The IP address was linked to Howell’s home in Deming. On September 15, 2020, federal agents executed a search warrant and seized several dozen electronic devices. A forensic review determined there were more than 90,000 files depicting child sexual abuse on some 21 electronic devices. Many of the images were of the sexual abuse of very young children and included depictions involving extreme violence.

    At trial prosecutors specifically proved that between 2016 and 2019, Howell Jr. received five specific files of child sexual abuse material and knowingly possessed many more.

    In all more than 75 electronic assets including computers, phones, tablets, hard drives, storage devices, gaming devices, and CDs were seized by law enforcement and have been forfeited to the government.

    Howell Jr. faces a mandatory 5 years in prison and up to twenty years in prison when sentenced by Judge Coughenour. The actual sentence will be determined by Judge Coughenour after considering the sentencing guidelines and other statutory factors.

    The case was investigated by Homeland Security Investigations (HSI).

    The case was prosecuted by Assistant United States Attorneys Matthew Hampton and Special Assistant U.S. Attorney Jessica M. Ly.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.   • MIL-OSI Security: Former Sheriff’s Deputy Sentenced to 65 Years in Prison for Child Sex Crimes

    ST. LOUIS – U.S. District Judge Matthew T. Schelp on Monday sentenced a former Phelps County Sheriff’s deputy to 65 years in prison for soliciting and/or receiving sex acts and child sexual abuse material from multiple minors and destroying evidence to impede the FBI.

    Judge Schelp also ordered Justin Bradley Durham, of Rolla, to pay $79,160 in restitution to victims. Durham pleaded guilty in U.S. District Court in St. Louis in October to one count of production of child pornography, two counts of receiving child pornography and three counts of destroying records in a federal investigation.

    Durham admitted requesting and receiving a sexually explicit video from a 15-year-old in 2013. He later provided $200 to the victim after she engaged in sex acts with him. He also admitted engaging in sex acts multiple times with a 17-year-old victim, including in his patrol vehicle. He exchanged sexually explicit images and videos with her. Durham met the second victim in 2016 when her friend contacted the police and he responded to the call.

    The FBI interviewed Durham in 2023 after learning that his PayPal account had been used to send money to another account associated with the sale of child pornography. Durham denied purchasing child pornography and claimed that he hadn’t accessed his Dropbox account for years. He refused agents’ request to search his cell phone. Two days later, Durham bought a new phone, destroyed his old phone and deleted about 37 gigabytes of data in his Dropbox account before deactivating it. Among those files were hundreds of sexually explicit images and videos, including files containing child sexual abuse material. Durham was terminated by the Sheriff’s Department on Aug. 9, 2023, and arrested by them. In jail, he told FBI agents that he also destroyed a laptop computer, threw away his phone and conducted a “digital footprint scrub” of his online accounts, his plea agreement says.

    Durham also sent sexual letters to inmates at the Phelps County Jail, solicited sexually explicit images from other women, including a woman who was on parole, according to a sentencing memo filed by Assistant U.S. Attorney Kyle Bateman.

    “Justin Durham avoided detection by exploiting what he knew about law enforcement. He often targeted vulnerable victims, some of whom suffered from mental health issues, poverty, or sexual abuse,” said Special Agent in Charge Ashley Johnson of the FBI St. Louis Division. “We applaud the bravery of the two victims who came forward to help end Durham’s disgraceful abuse.”

    Sheriff Michael P. Kirn expressed his firm belief that accountability and transparency are essential in maintaining public trust. “The actions of individuals like Justin Durham are not representative of our dedicated law enforcement community. We will continue to ensure that justice is served and that ethical standards are upheld,” he asserted.

    “This case serves as a reminder that the law applies equally to all, and the commitment to justice remains paramount. The Sheriff’s Office will continue to advocate for integrity and accountability within the law enforcement community and beyond,” Sheriff Kirk said.

    The FBI and the Missouri State Highway Patrol investigated the case. Assistant U.S. Attorney Kyle Bateman is prosecuting the case.

    TLANTA – Five individuals have been charged in the Northern District of Georgia with firearms-related offenses during a multi-agency immigration enforcement operation in metro-Atlanta during the past week. The operations involved coordinated investigations led by U.S. Immigration and Customs Enforcement’s Homeland Security Investigations and Enforcement and Removal Operations, the Bureau of Alcohol, Tobacco, Firearms and Explosives, the Drug Enforcement Administration, and Federal Bureau of Investigation, with valuable support from several local law enforcement partners. In addition to the individuals charged federally, law enforcement seized more than a dozen firearms and hundreds of rounds of ammunition in connection with the operations.

    “Our office is proud to support our law enforcement partners in this effort and other enforcement initiatives to protect our communities and safeguard our national security,” said Acting U.S. Attorney Richard S.     According to Acting U.S. Attorney Moultrie, the charges, and other information presented in court: From March 24 to April 2, 2025, federal law enforcement agencies conducted a series of enforcement operations targeting individuals allegedly committing firearms and other violations, including those illegally present in the United States.  During the operation, law enforcement seized 13 firearms and hundreds of rounds of ammunition.  Significantly, resulting investigations revealed that many of the firearms were bound for Mexico.

    The following defendants have been charged in connection with the operations:

    • Lucio Hernandez Mora, 45, of Riverdale, GA, was charged in a Criminal Complaint with possession of a firearm by an alien unlawfully present in the United States.  On April 1, 2025, special agents with the Drug Enforcement Administration, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), and Department of Homeland Security, Enforcement and Removal Operations, executed a search warrant on a residence in Riverdale, Georgia and encountered Hernandez Mora, an illegal alien.  During a search of the residence, agents located two firearms, allegedly belonging to Hernandez Mora.
    • Cameron Vick, 22, of Atlanta, GA was indicted by a federal grand jury on nine counts of making a false statement to a firearms dealer in connection with the acquisition of firearms. Vick’s purchases included two belt-fed M249S rifles, believed to be destined for Mexico.  He was arrested on March 27, 2025.
    • Bernice Macias Montes, 31, of Atlanta, GA, was charged in a Criminal Complaint with making a false statement to a firearms dealer in connection with the acquisition of firearms.  ATF agents seized five firearms during a search of her residence on March 27, 2025.
    • Teresa Gonzales-Hoppo, 56, of Lithia Springs, GA, was charged in a Criminal Complaint with possession of a firearm by an alien unlawfully present in the United States.  On March 27, 2025, ATF agents executed a search warrant on Gonzales-Hoppo’s residence and located a firearm, allegedly belonging to Gonzales-Hoppo.    
    • Carlos Sambrano, 28, of Rex, GA, was charged in a Criminal Complaint with unlawful possession of a firearm by a convicted felon. ATF agents located seven firearms in his residence during the execution of a March 27, 2025, search warrant. 

    Hernandez Mora made his initial appearance before U.S. Magistrate Judge Linda T. Walker on April 1, 2025.  Gonzales-Hoppo made her initial appearance before U.S. Magistrate Judge John K. Larkins, III on March 28, 2025.  Vick, Macias Montes and Sambrano also made their initial appearances before Judge Larkins on March 27, 2025. 

    Members of the public are reminded that the Criminal Complaints and Indictment only contain charges.  The defendants are presumed innocent of the charges, and it will be the government’s burden to prove the defendants’ guilt beyond a reasonable doubt at trial.

    These cases are being investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives, Drug Enforcement Administration, U.S. Immigration and Customs Enforcement’s Homeland Security Investigations and Enforcement and Removal Operations, and Federal Bureau of Investigation, with valuable assistance provided by U.S. Customs and Border Protection, U.S. Secret Service, Georgia State Patrol, Sandy Springs Police Department, Doraville Police Department, Fayette County Sheriff’s Office, Clayton County Police Department, South Fulton Police Department, Douglas County Sheriff’s Office, Gwinnett County Police Department, Clarkston Police Department and East Point Police Department.

         Education is the key to nurturing talent. The Government attaches great importance to education and has all been investing heavily in education. The Government’s expenditure on education is $112.4 billion in 2025-26, accounting for about 13.7 per cent of the total government expenditure. It includes $102.9 billion of recurrent education expenditure, around 17.5 per cent of the total government recurrent expenditure, taking up a significant share of the overall government expenditure. In line with the strategy of invigorating the country through science and education, we remain committed to education, striving to promote high-quality education and develop Hong Kong into an international hub for high-calibre talents.
     
         To enhance the quality of education, we will continue to implement new measures in 2025-26 to create new impetus for high-quality development of Hong Kong’s economy. The new measures include –
     
         To support post-secondary, and vocational and professional education and training, we will launch a new round of the Research Matching Grant Scheme totalling $1.5 billion to attract more organisations to support research endeavours of institutions, increase the quota of the Hong Kong PhD Fellowship Scheme to 400 places per year, set up the Hong Kong Future Talents Scholarship Scheme for Advanced Studies to offer scholarships to up to 1 200 local students pursuing designated taught postgraduate programmes each academic year, and endeavour to develop Hong Kong into an international post-secondary education hub and to build the “Study in Hong Kong” brand.
     
         To support the development of the self-financing sector, we have introduced a bill to amend the Post Secondary Colleges Ordinance (Cap. 320) into the Legislative Council for scrutiny, with a view to further enhancing the governance and competitiveness of self-financing post-secondary institutions. At the same time, we will gradually increase the admission quota for Mainland, Macao and Taiwan students for self-financing post-secondary institutions with the approval to admit Mainland students to degree programmes to 40 per cent, and to implement the new round of the Land Grant Scheme and the Start-up Loan Scheme, so as to promote the accelerated expansion of capacity and enhancement of quality of the self-financing post-secondary education sector.
     
         For primary and secondary education, we will continue to enhance the quality of teaching, promote national education, national security education and patriotic education, adopting all-round, comprehensive, cross-key stage and interdisciplinary approaches to support schools to integrate national education into daily learning and teaching and strengthen students’ affection for and sense of belonging to the country. At the same time, funds are earmarked under the Language Fund for establishing two grants to enhance the effective use of English and Putonghua among students. Additionally, the “Pilot Scheme on Other Languages for Junior Secondary Students”, supported by the Quality Education Fund, will support junior secondary students to learn other languages, further harnessing the distinctive advantages of enjoying strong support of the Motherland and being closely connected to the world. We have also launched the “AI for Science Education” Funding Programme to promote pedagogical innovation and the use of AI (Artificial Intelligence)-assisted teaching in Junior Secondary Science.
     
         In order to foster mental health of students, teachers and parents in a more holistic manner, we have launched the 4Rs Mental Health Charter in 2024, extending the Three-Tier School‑based Emergency Mechanism and implementing enhanced measures with a view to strengthening the support of students with high risks. For special education, we will replace the Personal Care Worker Grant with the Personal Care Enhancement Grant for Boarders to provide flexibility to relevant special schools in providing personal care services for boarders.
     
         To enhance the effective use of public resources, the Education Bureau (EDB) will optimise and consolidate the use of education resources as appropriate, without affecting the quality of education and the teaching profession, and streamline procedures to improve efficiency. The key measures to be implemented in the 2025-26 financial year include –
     
         The recurrent funding of University Grants Committee (UGC)-funded universities and Vocational Training Council will be reduced by two per cent in each of the coming three academic and financial years respectively (in line with the Government’s reduction in operating expenditure). In addition, UGC-funded universities will return a total of $4 billion of its General and Development Reserve Fund balance to the Government on a one-off basis. We believe that universities will make effective use of valuable public resources to preserve the quality and standard of teaching and research, and at the same time seize the opportunity of building our nation into a leading country in education and strive to develop Hong Kong into an international post-secondary education hub.
     
         We will also adjust the general subvention for publicly-funded schools and kindergartens by about two per cent, consolidate some grants and adjust the disbursement arrangements. We will set up a task force to revamp and consolidate various grants to schools in innovative ways, such as disbursing grants to schools in the form of a block grant, so that schools may utilise the resources more flexibly based on their development needs and priorities.
     
         In support of the Government’s Productivity Enhancement Programme, we reduced our recurrent expenditure by one per cent (about $1 billion) and an additional $1.5 billion (totalling $2.5 billion) in 2024-25. Such savings were wholly achieved by the EDB internally, with no reduction in funding/subvention to schools and subvented organisations (including UGC-funded universities), nor subsidies for students/parents. In the 2025-26 financial year, we will continue to support the Productivity Enhancement Programme by further reducing our recurrent expenditure by two per cent and an additional $4 billion at the same time (totalling $6.2 billion). The EDB is determined to ride out the difficult times hand in hand with the education sector.
     
         In line with the targeted poverty alleviation strategy of the current-term government and to enhance the effective use of public resources, we will adapt to evolving circumstances and abolish the non-means-tested $2,500 student grant from the 2025/26 school year. For students from families with financial difficulties, we will provide them with a safety net and appropriate assistance through various means/asset-tested financial assistance measures, including Kindergarten and Child Care Centre Fee Remission Scheme, Grant for School-related Expenses for Kindergarten Students, School Textbook Assistance Scheme, Student Travel Subsidy Scheme, Subsidy Scheme for Internet Access Charges, School-based After-school Learning and Support Programmes and Free Lunch at Schools etc., to ensure that all students have equal opportunities to receive quality education without being affected by financial difficulties.
     
         In the coming year, we will continue to adopt an innovative approach to consolidate and optimise the use of education resources, and to enhance teaching effectiveness. Building on Hong Kong’s unique status and advantages under “one country, two systems”, we will pave way for accelerated education development from a holistic and long‑term perspective, and nurture our younger generation to become virtuous and knowledgeable lifelong learners who love the country and the city and are ready for future challenges and opportunities.

    Following are UN Secretary-General António Guterres’ remarks to the General Assembly on the thirty-first commemoration of the International Day of Reflection on the 1994 Genocide against the Tutsi in Rwanda, in New York today:

    We come together in sorrow to mourn the victims of the 1994 genocide against the Tutsi in Rwanda, to stand with their families and with survivors, to reflect on how these appalling crimes became possible and to recommit to do everything in our power to prevent this from ever happening again.

    The 1994 genocide against the Tutsi is a chilling chapter in human history.  And it occurred at terrifying speed.  In just 100 days, some 1 million children, women and men were killed — the overwhelming majority Tutsi, but also Hutu and others who opposed the genocide.

    This was not a spontaneous frenzy of horrendous violence.  It was intentional.  It was premeditated.  It was planned, including through the hate speech that inflamed division and spread lies and dehumanization.  And it was the product of a collective failure to act.

    In the years since, Rwanda has made an extraordinary journey towards reconciliation, healing and justice.

    This terrible period of Rwanda’s history reminds us that no society is immune from hate and horror.  And as we reflect on how these crimes came about, we must also reflect on resonance with our own times.  These are days of division.  The narrative of “them” versus “us” is increasingly polarizing societies in the Great Lakes region and around the world.

    Digital technologies are being weaponized to inflame hate, stoke division and spread lies.  Across the Internet we see an alarming array of racism, misogyny and genocide denial.   We see conspiracies, untruths and deep fakes spread at an alarming pace.  We must stem the tide of hate speech and stop division and discontent mutating into violence.

    The Global Digital Compact, agreed by countries last year, made important commitments to tackle falsehoods and hate.  I urge countries to implement it in full.  And above all, we all must act, to prevent human rights violations.  And to hold those who commit them to account. 

    We must invest in prevention — in sustainable development and the promotion, protection and respect for all human rights.  To help build prosperous, peaceful, equitable and just societies.  And all States must comply with their duties and obligations under international human rights law and international humanitarian law.

    I call on all countries to become parties to the Genocide Convention without delay.  And to honour the responsibility to protect their populations from genocide, war crimes, ethnic cleansing and crimes against humanity.

    Every State, and every part of society, must deliver on the promise enshrined in the Universal Declaration of Human Rights, to promote the human rights and dignity of all.

    The United Nations — founded in the aftermath of genocide — stands with all countries in these efforts.  In this, our eightieth year, we recommit to the purposes and principles on which we were founded:  the equality, dignity and worth of every member of our human family.

    And on this day of remembrance, let’s all of us commit to be vigilant, to act, and to work together to build a world of justice and dignity for all — in honour of all the victims and survivors of the genocide in Rwanda.

    (COLUMBIA, S.C.) – South Carolina Attorney General Alan Wilson announced the arrest of Thomas James Adams, 26, of Heath Springs, S.C., on five charges connected to the sexual exploitation of a minor. Internet Crimes Against Children (ICAC) Task Force investigators with the Lancaster County Sheriff’s Office made the arrest. Investigators with the Attorney General’s Office, also a member of the state’s ICAC Task Force, assisted with this investigation.

     

    Investigators received a CyberTipline report from the National Center for Missing and Exploited Children (NCMEC), which led them to Adams. Investigators state Adams distributed and possessed files of child sexual abuse material.  

     

    Adams was arrested on April 4, 2025. He is charged with two counts of sexual exploitation of a minor, second degree (§16-15-405), a felony offense punishable by up to 10 years imprisonment on each count; and three counts of sexual exploitation of a minor, third degree (§16-15-410), a felony offense punishable by up to 10 years imprisonment on each count.

     

     

    The case will be prosecuted by the Attorney General’s Office.

     

    Attorney General Wilson stressed all defendants are presumed innocent unless and until they are proven guilty in a court of law.

On this day in 1994, the .RU domain zone was launched, becoming the official starting point for the development of the Russian segment of the Internet.     “To protect citizens from cyber fraudsters, the Government, together with law enforcement agencies and the Bank of Russia, has developed a package of 30 measures. The amendments to the legislation adopted by the State Duma at the end of March and signed by President Vladimir Putin introduce identification of communication users, labeling of calls, and also prohibit employees of government agencies, banks and communication operators from interacting with citizens via messengers. These and other measures are aimed at preventing fraudulent activities,” Dmitry Grigorenko recalled.

    The use of modern identification tools will reduce the volume of fraudulent transactions and will allow for the reliable protection of personal funds and personal data of citizens.

  • MIL-OSI Security: Albuquerque Man Sentenced for Sexual Exploitation of Minor and Child Pornography Production

    ALBUQUERQUE – An Albuquerque man was sentenced to 25 years in prison for sexually exploiting a 13-year-old girl and producing child pornography.

    There is no parole in the federal system.

    According to court records, Kevin Vallo, 41, was on supervised released after serving a sentence for first degree murder when he used the social media app, Telegram, to communicate with Jane Doe, a 13-year-old girl, while falsely claiming to be 16 years old. On February 19, 2024, Vallo persuaded Jane Doe and two other minors to visit his Albuquerque apartment where he engaged in sexual acts with Jane Doe and another minor. Vallo also recorded explicit videos of him engaging in sexual acts with Jane Doe. Vallo later sent the explicit videos to Jane Doe via Telegram.

    The investigation began when one of the other minors disclosed the abuse during a medical appointment. Law enforcement identified Vallo through witness accounts and executed a search warrant on May 9, 2024, recovering multiple videos of Vallo engaging in sexual acts with Jane Doe from Vallo‘s phone. During a subsequent interview, Vallo admitted to the sexual encounters and to recording the acts.

    Upon his release, Vallo will be subject to 30 months of supervised release and must register as a sex offender.

    Acting U.S. Attorney Holland S. Kastrin and Raul Bujanda, Special Agent in Charge of the FBI Albuquerque Field Office, made the announcement today.

    The FBI Albuquerque Field Office investigated this case with assistance from the Bernalillo County Sheriff’s Office. Assistant United States Attorney Jesse Pecoraro is prosecuting the case as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and CEOS, Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.     A new report identifying the research and innovation needed to support the UK to adapt effectively to climate change has been released today.  

    Developed by the Government Office for Science and the Department for Environment, Food and Rural Affairs, the Climate Adaptation Research and Innovation Framework (CARIF) outlines the research and innovation needed around climate adaptation. 

    CARIF is designed to make it easier for government, industry, and research communities to work together to tackle the challenges we face around adapting to climate change. The new framework is the first time the UK research needs across government and across sectors have been brought together in one place.   

    Environment Minister Emma Hardy said:

    We are already seeing the impact of climate change and extreme weather on people’s lives, from transport disruption to flooding in people’s homes.  

    This is why, alongside our research into climate adaptation, we are exploring how we can set out stronger objectives to drive action to increase our preparedness for the impacts of climate change up to and beyond the next National Adaptation Programme in 2028.

    Government Chief Scientific Adviser Professor Dame Angela McLean said:

    We need new research to make the UK more resilient to climate change, and innovation to improve how effectively and affordably we ready systems for change. The UK has world-leading science capabilities which we can harness to ensure we are ready for future climate impacts.  

    We have spoken with academia, industry, UK government and the financial sector to produce this first Climate Adaptation Research and Innovation Framework. It aims to drive use of our science capabilities to address the climate adaptation challenge.

    CARIF covers 11 sectors including nature, working land and seas, food security, water supply, energy, telecommunications and ICT, transport, town and cities and community preparedness/response, buildings, health, and business and finance.

    Bamako (Agenzia Fides) – Several events continue to enliven the activities of Saint Monica Parish in Bamako, which recently celebrated a significant milestone of the 25th anniversary of its foundation.The Jubilee was inaugurated on December 29, 2024, and will end on August 31, 2025. The parish community gathered from March 21 to 23 for a pilgrimage to the Shrine of Our Lady of Mali in Kita, where every November, Malians of all faiths make a national Marian pilgrimage (see Fides, 23/11/2024).This March edition was led by the parish priest of Saint Monica, Father Marcelin Diarra, accompanied by Archbishop Robert Cissé, who, along with some of his priests, presided over the closing Mass. These two days were marked by confessions, adoration, processions to the Marian hill, the recitation of the Rosary, and lectures on various topics, including: “History and Perspectives on the 10th Anniversary of the Parish of Saint Monica,” “Religion and Citizenship,” and “In the Footsteps of Christ, let us go out into the Abyss with Saint Monica, model of holiness.”The parish of Saint Monica is the largest in the archdiocese.”It is easy to see how much things have changed since the founding of our parish,” Father Marcellin emphasized in his speech. “We now have 42 communities, 32 of which are confirmed. They cover 28 neighborhoods of Bamako and some rural areas. The parish is so large that it is urgent to divide it into four pastoral zones with a view to creating new parishes and for a pastoral care of proximity.”The parish priest highlighted the parish’s strengths, its weaknesses, such as the lack of missionary initiatives, as well as its prospects for the future. It is a very vibrant community led by committed faithful.During the solemn closing Mass of the pilgrimage, Archbishop Cissé, based on the liturgical texts, invited the faithful to conversion and to live in hope, especially in this Jubilee year. “The future depends on us.
