  • MIL-OSI Security: Westchester Registered Sex Offender Sentenced To Over 40 Years In Prison For Receiving, Distributing And Possessing Child Pornography And Transferring Obscene Material To A Minor

    Matthew Podolsky, the Acting United States Attorney for the Southern District of New York, announced today that JONATHAN DELAURA, a/k/a “Jon Dulak,” was sentenced yesterday by U.S. District Judge Kenneth M. Karas to 485 months in prison for receiving, distributing and possessing child pornography, sending obscene material to a fifteen-year-old boy, and sending that obscene material while being a person required by law to register as a sex offender. DELAURA previously pled guilty on July 1, 2024. 

    Acting U.S. Attorney Matthew Podolsky said: “DeLaura possessed large quantities of child pornography and took advantage of a fifteen-year-old child, all while he was required by law to register as a sex offender. This case underscores the urgent need for law enforcement to continue its efforts to protect children from those who prey on them.  As yesterday’s sentencing demonstrates, we will use every tool available to prosecute and punish those who sexually exploit children.” 

    According to documents filed in this case and statements made in related court proceedings:

    On or about October 7, 2009, DELAURA was convicted, upon a guilty plea, of Sexual Misconduct: Engage in Oral/Anal Sexual Conduct Without Consent, in Bronx County Court.  He was sentenced on December 16, 2009 to a term of 60 days’ imprisonment and six years’ probation, and he was required to register with the New York State Sex Offender Registry.

    In December 2010, following DELAURA’s violation of probation, he was resentenced to a term of imprisonment of one year.  He was released from prison in April 2011.

    From at least on or about May 5, 2011, through on or about May 10, 2011, DELAURA received and distributed files containing images and videos of child pornography, in Westchester County, using a file-sharing program. 

    In or about November 2011, DELAURA contacted a 15-year-old boy (the “Victim”) in an Internet chat room claiming to be a 17-year-old girl and using the screen name “sillyrabbit.”  After an exchange of messages, DELAURA sent sexually explicit photographs to the Victim. Thereafter, DELAURA met the Victim on two occasions and engaged in sexual activity with him.  On February 2, 2012, when DELAURA tried to meet the Victim for a third time to engage in sexual activity, he was arrested by officers of the Putnam County Sheriff’s Department (“PCSD”).  After DELAURA was arrested, a search warrant was executed at his residence and PCSD officers recovered an iPod, which contained approximately 162 videos containing images of child pornography and approximately 5 still photos of images containing child pornography.  The iPod also contained the sexually explicit photographs DELAURA sent to the Victim.

    On February 3, 2012, DELAURA was convicted of two counts of Criminal Sexual Act in the 3rd degree in Putnam County Court and sentenced to a term of imprisonment of 32 months to 8 years.  DELAURA completed that sentence on January 2, 2020, and has been incarcerated on the federal charges since then.

    In addition to the prison term, DELAURA, 50, was sentenced to ten years of supervised release.

    Mr. Podolsky praised the efforts of Homeland Security Investigations, the Putnam County Sheriff’s Department, the Yorktown Police Department, the Putnam County District Attorney’s Office, the Westchester County District Attorney’s Office, and the Ellington Police Department in New Jersey in connection with this investigation. 

    The prosecution is being handled by the Office’s White Plains Division. Assistant United States Attorney Marcia S. Cohen is in charge of the prosecution.

    Microsoft celebrates its 50th anniversary. This article was written using Microsoft Word on a computer running Microsoft Windows. It is likely to be published on platforms hosted by Microsoft Azure, including LinkedIn, a Microsoft subsidiary with over one billion users. In 2024, the company generated a net profit of $88 billion from sales worth $245 billion. Mary Maxwell Gates, who sat on the board of an NGO next to the IBM chairman, suggested the name of her son William, nicknamed Bill, who had just founded Microsoft, and the first contact was established in 1980.

    The problem was that Microsoft was focused on a programming language called BASIC and certainly not specialized in operating systems. Not that this was ever going to be a problem for Bill Gates, who, with considerable nerve, agreed to sign a deal with IBM to deliver an operating system he didn’t have. Gates then purchased the QDOS system from Seattle Computer Products, from which he developed MS-DOS (where MS stands for Microsoft).

    Gates, whose father was a founding partner of a major Seattle law firm, then made his next move. He offered IBM a non-exclusive contract for the use of MS-DOS, which gave him the right to sell it to other computer companies. IBM, which was not used to subcontracting, was not suspicious enough: the contract brought fortunes to Microsoft and misery to IBM when Compaq, Olivetti and Hewlett-Packard rushed to develop IBM PC clones, giving birth to a whole new industry.

    Success followed for Microsoft. It not only benefited from IBM’s serious image, which appealed to businesses, but also received royalties on every PC sold on the market. In 1986, the company was introduced on the stock market. Bill Gates, Paul Allen and two of their early employees became billionaires, while 12,000 additional Microsoft employees went on to become millionaires.

    In the mid-1980s, microcomputers were not very functional: their operating systems, including Microsoft’s MS-DOS, ran with forbidding command lines, like the infamous C:/. This all changed in 1984 with the Apple Macintosh, which was equipped with a graphic interface (icons, drop-down menus, fonts, a mouse, etc.). This revolutionary technology was developed in Xerox’s research laboratory, even though the photocopy giant failed to understand its potential. On the other hand, Steve Jobs, Apple’s CEO, was largely inspired by it: to ensure the success of the Macintosh computer, Jobs asked Microsoft to develop a customized version of its office suite, in particular its Excel spreadsheet. Microsoft embraced the graphic interface principle and launched Windows 1 in 1985, which was soon followed by the Office suite (Word, Excel and PowerPoint).

    Over the following years, Windows was further improved, culminating in Windows 95, launched in 1995, with an advertising campaign costing over $200 million, for which Bill Gates bought the rights of The Rolling Stones’ “Start Me Up”. At the time, Microsoft’s world market share in operating systems exceeded 70%. This has hardly changed since.

    In 1997, Microsoft even went so far as to save Apple from bankruptcy by investing $150 million in its capital in the form of non-voting shares, which were sold back three years later. During one of his famous keynote speeches, Steve Jobs thanked Bill Gates by saying: “Bill, thank you. The world’s a better place.” This bailout also put an end to the lawsuit Apple had filed against Microsoft, accusing it of copying its graphic interface when designing the Windows operating system.

    Third era: bureaucratization, internal conflicts and a failed diversification strategy

    In the mid-1990s, computing underwent a new transformation with the explosion of the World Wide Web. Microsoft was a specialist in stand-alone PCs, with a business model based on selling boxed software, and it was ill-prepared for the new global networks. Its first response was to develop Internet Explorer, a browser developed from the takeover of the Mosaic browser designed by the Spyglass company, a bit like MS-DOS in its day. Internet Explorer was eventually integrated into Windows, prompting a lawsuit against Microsoft for abuse of its dominant position, which could have led to the company’s break-up. New competitors, such as Google with its Chrome browser, took advantage of these developments to attract users.

    In 2000, Bill Gates handed over his position as Microsoft CEO to Steve Ballmer, one of his former Harvard classmates, whose aim was to turn the company into an electronics and services company. Over the next fifteen years, Ballmer embarked on a series of initiatives to diversify the company by including video games (Flight Simulator), CD encyclopedias (Encarta), hardware (mice, keyboards), MP3 players (Zune), online web hosting (Azure), game consoles (Xbox), phones (Windows Phone), tablets and computers (Surface).

    While some of these products were successful (notably Azure and Xbox), others were bitter failures. Encarta was quickly swamped by Wikipedia and Zune was no match for Apple’s iPod. Windows Phone remains one of the greatest strategic blunders in the company’s history. In order to secure the company’s success in mobile telephony and compete with the iPhone, Microsoft bought the cell phone division of Finland’s Nokia for $5.4 billion in September 2013. The resulting integration was a disaster: Steve Ballmer wanted Microsoft’s phones to use a version of Windows 10, making them slow and impractical. Less than two years later, Microsoft put an end to its mobile phone operations, with losses amounting to $7.6 billion. Nokia was sold for just $350 million.

    One of the outcomes of Microsoft’s multiple business initiatives has been an explosion in the number of its employees, from 61,000 in 2005 to 228,000 in 2024. Numerous internal disputes broke out between different business units, which sometimes refused to work together.

    These turf wars, coupled with pervasive bureaucratization and effortless profitability (for each Windows installation, PC manufacturers pay around $50, while the marginal cost of the license is virtually zero), have hindered Microsoft’s capacity for innovation. Its software, including Internet Explorer 6 and Windows Vista, was soon mocked by users for its imperfections, which were continually plugged by frequent updates. As some people noted, Windows is equipped with a “safe” mode, suggesting that its normal mode is “failure”.

    Fourth era: is Microsoft the new cool (thanks to the Cloud and OpenAI)?

    In 2014, Satya Nadella replaced Steve Ballmer as head of Microsoft. Coming from the online services division, Nadella’s objective was to redirect Microsoft’s strategy online, notably by developing the Azure online web hosting business. In 2024, Azure became the world’s second-largest cloud service behind Amazon Web Services, and more than 56% of Microsoft’s turnover came from its online services. Nadella changed the company’s business model: software is no longer sold but available on a subscription basis, in the shape of products such as Office 365 and Xbox Live.

    Along the way, Microsoft acquired the online game Minecraft, followed by the professional social network LinkedIn, in 2016, for $26.2 billion (its largest acquisition to date), and the online development platform GitHub in 2018 for $7.5 billion.

    Between 2023 and 2025, Microsoft invested more than $14 billion in OpenAI, the company behind ChatGPT, giving it a particularly enviable position in the artificial intelligence revolution. ChatGPT’s models also contribute to Microsoft’s in-house AI, Copilot.

    Over the past 50 years, thanks to a series of bold moves, timely acquisitions and failed strategies to diversify, Microsoft has evolved significantly in its scope, competitive advantage and business model. Once stifled by opulence and internal conflicts, the company seems to have become attractive again, most notably to young graduates. Who can predict whether Microsoft will still exist in 50 years? Bill Gates himself says the opposite, but he may be bluffing.

    Gauteng Economic Development MEC, Lebogang Maile, says the province is aiming to secure at least R300 billion in investment pledges at the Gauteng Investment Conference (GIC), to be held in Johannesburg.

    The MEC was speaking during a media briefing on the state of readiness of the province to host the conference, to be held at the Johannesburg Stock Exchange, in Sandton, on 3 April 2025.

    “Leaders across all tiers of government, including Minister of Trade, Industry and Competition, Parks Tau, Premier of Gauteng Premier Lesufi, and Johannesburg Mayor Dada Morero, will provide inputs at the conference. The keynote address will be delivered by the Deputy President, who also serves as the Leader of Government Business in South Africa, His Excellency, Paul Mashatile.  

    “Of equal significance is the large contingent of leaders across the business and government sectors on the African continent, the African diaspora and the globe. With over 50 companies represented, the conference will be a convergence point of the world’s most important companies in various sectors,” Maile said.

    The Gauteng province is of importance for South Africa’s economy and contributes at least 33% to the national Gross Domestic Product, and nearly 7% of sub-Saharan Africa’s output.

    “The [GIC] is a transformative event in affirming the place of the Gauteng province in the continental economy. We are asserting that the development of Gauteng is in the best interest of South Africa, the Southern African Development Community and the continent broadly.

    “Thus, investment in the economy of Gauteng extends beyond the confines of its provincial borders into other lands across the entire continent,” the MEC said.

    Furthermore, the conference will also serve as a platform for critical dialogue that will “enable direct engagement between policy makers, investors and industry experts”.

    “This will ensure that we come out with tangible and applicable outcomes. The sessions will focus on, amongst other things, public-private infrastructure investments, as well as key Gauteng most dynamic and high growth sectors, including…advanced manufacturing, green and renewable energy, ICT [information and communication technology] and data infrastructure, transport and logistics, smart property development and urban regeneration, as well as tourism and the creative economy,” he said.

    Maile emphasised that these sectors are critical to ensuring development on a provincial, national and continental level.

    The “Student Health Service (SHS) Annual Health Report for 2023/24 School Year” was released today, indicating an improvement in primary students’ overweight condition, but the proportion of students spending two hours or more using the Internet or electronic screen products for recreational purposes has increased.

    In the 2023-24 school year, around 257,000 primary students and 173,000 secondary students received annual health assessment services at the Department of Health’s Student Health Service Centres (SHSCs).

    The prevalence of being overweight including obesity among primary students decreased from 19.5% in the 2022-23 school year to 16.4% in 2023-24, a record low since the 2014-15 school year.

    However, the prevalence of being overweight among secondary school students remained high at 20%. In the 2023-24 school year, 94.4% of students reported insufficient physical activity, ie not being able to engage in at least 60 minutes of moderate to vigorous physical activity per day.

    About 89.9% of students, 83.5% primary and 97% secondary, reported an inadequate intake of fruits and vegetables per day, ie an average of less than four servings for primary school students and less than five servings for secondary school students.

    Highlighting the inappropriate use of electronic screen products among students, the department recommended that children aged between six and 12 should limit recreational screen time to less than two hours a day.

    According to health assessment questionnaires, 43.3% of primary students indicated that they spent two or more hours using the Internet or electronic screen products for recreational purposes on a typical school day, which is higher than in the pre-COVID years of around 30%. The products include computers, tablets, smartphones, video games and television.

    For secondary students, the proportion was higher at 80.9%. The department has set up a webpage to assist parents and teachers in handling related issues.

    The state of vision among the students remains less than ideal. The proportion of primary one students wearing glasses was 14.3%, similar to the 14.8% in the previous school year, but still much higher than the pre-COVID years of about 11%.

    The proportion of students wearing glasses was higher among students at higher grades, up to 53.8% among primary six students. Among the students with a visual acuity test done in the 2023-24 school year, 18.5% required further assessment by SHS optometrists or the private sector due to a failed preliminary visual acuity test, other eye or visual problems.

    Regarding psychosocial health, a majority of students reported that they very much enjoyed family life (94.3%) and school life (92.4%). However, some students were identified to have psychosocial problems warranting attention.

    In the 2023-24 school year, 2.2% and 1% of students reported they had planned or attempted to commit suicide in the past 12 months, slightly lower than the previous school year (2.8% planned and 1.3% attempted) and similar to the levels in the 2018-19 school year.

    The department’s professional staff promptly provided the students concerned with an immediate risk assessment, support or arranged referrals for further evaluation and management.

    In the 2023-24 school year, 1.4% of students receiving annual health assessment services at SHSCs were referred to SHS clinical psychologists or other organisations for further assessment and management.

         It has been reported that obsessive use of mobile phones by infants and young children will bring them such harms as social deprivation, sleep deprivation, attention fragmentation and addiction, which are detrimental to the development of their physical movement, fine motor, language, cognitive and social skills. Earlier on, legislation was enacted in Australia to prohibit the use of social media platforms by children and adolescents under the age of‍ 16. The Guidelines (Trial) on Early Childhood Development Services issued by the National Health Commission has also pointed out that infants and young children aged 0 to 3 should not be exposed to any form of products with display screens. In this connection, will the Government inform this Council:
     
    (1) whether the Government will draw on the experience of our country, Australia and other regions to enact legislation restricting or prohibiting the use of electronic screen products by infants and young children aged 0 to 3;
     
    (2) whether the Government will consider devising relevant guidelines on the use of computers and the Internet by primary and secondary school students and adolescents; and
     
    (3) as there are views that parents should, through such means as parent-‍child exchanges, help their infants and young children acquire the abilities to engage in interpersonal exchanges, express emotions and consider other people’s feelings, whether the Government will consider promoting to society the importance for children to stay away from electronic screen products, as well as providing parents with consultation channels in order to help them establish a correct concept of family education?

         The Government attaches great importance to the physical and mental health of children and adolescents, and provides comprehensive health promotion and medical services by deploying substantial resources in education, public health and medical systems. In particular, we are concerned about the impact of excessive use of the Internet and electronic screen products on their physical and mental development. The Department of Health (DH) set up an Advisory Group on Health Effects of Use of Internet and Electronic Screen Products (Advisory Group) as early as 2013 comprising of members from the Education Bureau (EDB), the Social Welfare Department and relevant Colleges of the Hong Kong Academy of Medicine, etc, and published the Report of Advisory Group on Health Effects of Use of Internet and Electronic Screen Products in 2014 with recommendations for children, adolescents, parents and teachers on healthy use of the Internet and electronic screen products.
     
         In consultation with the EDB, the DH and the Primary Healthcare Commission (PHC Commission), the reply to the question raised by the Hon Luk Chung-hung is as follows:
     
    (1) and (3) The Mainland and other regions in the world have provided guidelines and recommended the time for infants and young children to use electronic screen products, instead of restricting or prohibiting the use of electronic screen products by infants and young children by legislation. The Australian Government enacted legislation last year to prohibit the use of social media platforms by children and adolescents under the age of 16, but has not restricted or prohibited the use of electronic screen products. Regulating the use of electronic screen products by way of legislation requires consideration of a number of factors, including public acceptance, how to regulate, how to enforce and feasibility of enforcement. The Government does not have any relevant legislative plans at present.
     
         With reference to international guidelines, the DH updated the relevant health advice on the use of electronic screen products in 2018 and suggested that infants and young children aged below 2 should avoid exposure to electronic screen products, except for interactive video-chat under parents’ guidance; and that children aged between 2 and 5 should limit their daily screen time to within one hour, and that such screen activities should be interactive and educative, and should be carried out under the guidance of parents. These recommendations are similar to the guidelines of the Mainland, Singapore, the United States and Australia. The DH will continue to keep in view international experience and the local situation, and review the relevant recommendations in a timely manner.
     
         As a matter of fact, the period before the age of 6 is the prime time for the development of infants and young children. Parents should seize the time to carry out more parent-child communication activities to enhance healthy and all-round development of children, which is particularly important for their future development in learning, thinking and socialising. The DH provides information on childcare and parenting through the Maternal and Child Health Centres, including the abovementioned health advice on the use of electronic screen products. In addition, the DH also promotes relevant health advice on the use of electronic screen products through thematic webpages 
    (2) Regarding the use of the Internet and electronic screen products by primary and secondary school students and adolescents, taken into account overseas scientific information and the local context, the Advisory Group recommended that primary school students aged between 6 and 12 should limit the recreational screen time to less than two hours a day, while secondary school students aged 12 to 18 should learn good time management and take regular breaks if prolonged screen time for study purpose is unavoidable. They should also remember the 20-20-20 rule: take a 20-second break to view something at least 20 feet away for every 20 minutes.
     
         The DH has been providing free annual health assessment for primary and secondary school students, including growth monitoring, vision and hearing assessments, to continuously monitor various health indicators of all students in Hong Kong. Students found to have health problems will be referred for further assessment and treatment. According to the latest statistics, due to the COVID-19 epidemic, the overall time spent by primary and secondary school students on the Internet and electronic screen products for recreational purposes has increased by more than 10 percentage points as compared with that before the epidemic. The DH will hold a press conference this afternoon and release the “Student Health Service Annual Health Report for 2023/24 School Year”, summarising the key findings of the annual health assessment service provided to all primary and secondary school students in Hong Kong during the year, including the time in using the Internet and electronic screen products.
     
         As a matter of fact, home and school are both the major places where children learn and establish healthy habits. Collaboration between home and school is the key to helping children develop good use of the Internet and electronic screen products. The EDB provides the “Information Literacy for Hong Kong Students” Learning Framework for schools to strengthen the relevant information literacy learning elements in primary and secondary curricula with a view to fostering students’ ability and attitude to use information and communication technology effectively such that they are able to use the Internet and electronic devices properly and healthily.
     
         In the meantime, to cultivate healthy lifestyle among children and adolescents from an early age, the DH has launched the Whole School Health Programme (WSHP) to assist schools in systematically reviewing and formulating measures to promote physical activity, healthy eating, mental health and social well-being. It is announced in “The Chief Executive’s 2024 Policy Address” that the WSHP will be extended to cover all primary and secondary schools in Hong Kong, and that health reports will be compiled for each participating school to recommend targeted school-based health promotion measures with a view to further promoting students’ physical and mental health. Besides, the PHC Commission is actively promoting the Life Course Preventive Care Plan and formulating a personalised preventive care plan to address the health needs of citizens (including school children) across different life stages, such as making recommendations on daily screen time based on the school children’s age groups.

  • MIL-OSI Asia-Pac: DH releases “Student Health Service Annual Health Report for 2023/24 School Year”

    The Department of Health (DH) today (April 2) released the “Student Health Service (SHS) Annual Health Report for 2023/24 School Year”, which summarised the key findings of the annual health assessment service provided to primary and secondary school students in Hong Kong during the school year. Among these findings, there has been an improvement regarding the overweight condition of primary school students but the proportion of students spending two hours or more using the Internet or electronic screen products for recreational purposes has increased, which is a situation that warrants attention.

    In the 2023/24 school year, around 257 000 primary school students and 173 000 secondary school students received annual health assessment services at the DH’s Student Health Service Centres (SHSCs). Students were provided with a series of health services, including growth monitoring, physical examinations, screenings for vision, hearing and scoliosis, health assessment questionnaires on health behaviours and psychosocial well-being, individual health counselling, health education and mop-up vaccinations.

    The health assessment revealed that the weight problems and dietary patterns among Hong Kong students remain unsatisfactory. The prevalence of being overweight (including obesity) among primary school students has decreased from 19.5 per cent in the 2022/23 school year to 16.4 per cent in the 2023/24 school year, which was a record low since the 2014/15 school year. However, the prevalence of being overweight (including obesity) among secondary school students remained high at 20.0 per cent. In the 2023/24 school year, 94.4 per cent of students reported insufficient physical activity, meaning that they were not able to engage in at least 60 minutes of moderate-to-vigorous-intensity physical activity per day. About 89.9 per cent of students (83.5 per cent primary and 97.0 per cent secondary school students) reported an inadequate intake of fruits and vegetables per day (i.e. an average of less than four servings for primary school students and less than five servings for secondary school students).

         “To prevent childhood and adolescent obesity from developing into a lifelong threat to health, the DH encourages students to adopt healthy lifestyles and maintain a balanced diet. The DH will continue to offer weight management advice through the SHSCs to students in need. Dietitians of the SHS will provide dietary counselling to individual students if indicated,” the Consultant Community Medicine (Family and Student Health) of the DH, Dr Chuang Shuk-kwan, said.

    The inappropriate use of electronic screen products should not be overlooked. The DH recommends children aged between 6 and 12 years old to limit recreational screen time to less than two hours a day. The health assessment questionnaire revealed that 43.3 per cent of primary school students indicated that they spent two or more hours in using Internet or electronic screen products (including computers, tablets, smartphones, video games and television) for recreational purposes on a typical school day. The proportion was higher than in the pre-COVID years of around 30 per cent. For secondary school students, the proportion was higher at 80.9 per cent, which is a cause for concern.

    Dr Chuang noted that, apart from reminding students of the appropriate recreational screen time, the DH has set up a webpage on Healthy Use of Internet and Electronic Screen Products to assist parents and teachers in handling related issues.

    The state of vision among Hong Kong students remains less than ideal. The proportion of primary one students wearing glasses was 14.3 per cent which was similar to that of the previous school year (14.8 per cent), but still much higher than that of the pre-COVID years of about 11 per cent. The proportion of students wearing glasses was higher among students at higher grades, up to 53.8 per cent among Primary Six students. Among the primary and secondary school students with a visual acuity test done in the 2023/24 school year, 18.5 per cent required further assessment by optometrists in the SHS or private sector due to a failed preliminary visual acuity test, other eye or visual problems.

    Regarding psychosocial health, a majority of students reported they very much enjoyed family life (94.3 per cent) and school life (92.4 per cent). However some students were identified to have psychosocial problems warranting attention. In the 2023/24 school year, 2.2 per cent and 1.0 per cent of students reported that they had planned or attempted to commit suicide in the past 12 months respectively, which were slightly lower than that in the previous school year (2.8 per cent planned and 1.3 per cent attempted to commit suicide) and are similar to the levels in the 2018/2019 school year. Professional staff of the DH promptly provided the students concerned (including some with emotional or mental health problems) with an immediate risk assessment, support or arranged referrals for further evaluation and management. In the 2023/24 school year, 1.4 per cent of students receiving annual health assessment services at the SHSCs were referred to the clinical psychologists of the SHS or other organisations, for further assessment and management of their psychosocial and behavioural problems.

    The Government has set up the 18111 – Mental Health Support Hotline to provide one-stop, round-the-clock support for people with mental health needs. The Government has also implemented the Three-Tier School-based Emergency Mechanism through cross-departmental collaboration of the Education Bureau, the Health Bureau and the Social Welfare Department in all secondary schools in Hong Kong to ensure early identification and support for students at high risk, and provide timely assistance and seek professional counselling or treatment services for them.

    Furthermore, “The Chief Executive’s 2024 Policy Address” announced that the Whole School Health Programme (WSHP) will be strengthened. Besides publishing this territory-wide health report, health reports will be compiled for each participating school to recommend targeted school‑based health promotion measures for physical activities, diet and other matters, to improve students’ physical and psychological wellbeing. So far, more than 760 schools have joined the WSHP, covering over 65 per cent of all primary and secondary schools in Hong Kong. The DH will continue to encourage more schools to join through various channels and work towards realising the vision of “Making every school a health-promoting school”.

    At the same time, the Primary Healthcare Commission is actively promoting the Life Course Preventive Care Plan via the District Health Centres (DHCs), DHC Expresses and family doctors. A personalised preventive care plan will be formulated to address the health needs of citizens, including vaccinations required by children as well as prevention of infectious diseases, cancers and chronic diseases. The DHCs and DHC Expresses also provide children-targeted services, such as emotion management, weight management and healthy diet classes as well as collaborate with schools to provide outreach health education, health-risk factors assessment, low salt and sugar diet education and promotion activities. In the long run, the Government will integrate some of the DH’s primary healthcare services into the primary healthcare system, in order to enhance children’s healthcare services in Hong Kong and create a better environment for children’s medical care and healthy development.
     
    The “Student Health Service Annual Health Report for 2023/24 School Year” has been uploaded to the DH’s website as information for members of the public.

         “The DH has been safeguarding both the physical and psychological health of school children through health promotion and disease prevention services. The annual health assessment service aims to identify students with health problems at an early stage for timely advice and intervention, including referrals to appropriate organisations for further assessment or management. Enrolment is now open for the annual health assessment service of the 2024/25 school year. Students who have not yet enrolled are encouraged to enrol through their school or directly with the SHSCs,” Dr Chuang said.

    LCQ5: Functions of Radio Television Hong Kong and the Information Services Department 
         Radio Television Hong Kong and the Information Services Department are government departments under the purview of the Commerce and Economic Development Bureau and the Home and Youth Affairs Bureau respectively. There are views that the aforesaid two departments, both being official media agencies, have overlapping functions. In this connection, will the Government inform this Council:
     
    (1) of the specific functions and staff establishment of the two departments;
     
    (2) whether it will, under the financial philosophy of keeping the expenditure within the limits of revenues while exploring new sources of income and managing costs, review how the structure of the two departments can be streamlined to reduce expenditure; and
     
    (3) whether it has explored ways to further enhance the compatibility of the two departments and the feasibility of their merger; if so, of the details; if not, the reasons for that?

         Having consulted the Home and Youth Affairs Bureau and the Information Services Department (ISD), our consolidated reply to the question raised by Dr the Hon Junius Ho is as follows:
     
         As a government department and the only public service broadcaster in Hong Kong, Radio Television Hong Kong (RTHK) firmly implements the public purposes and mission under the Charter of RTHK, including promoting understanding of “one country, two systems”, proactively assisting in strengthening the dissemination of government information, engendering a sense of citizenship and national identity, and promoting sports and culture and social inclusion. RTHK currently operates five digital television channels and eight AM/FM radio channels. Unlike commercial broadcasters, programmes produced and broadcast by RTHK have to cater for the needs of the mass audience as well as the minority groups including ethnic minorities and the non-Chinese speaking group etc. In this connection, apart from disseminating government information, the radio and television programmes of RTHK also cover various aspects including news, public affairs, national education, sports, culture, lifestyle and education programmes etc.
     
         As for the ISD, it is responsible for the Government’s public relations, news dissemination, publicity and publication matters, and serves as a communication link between the Government and mass media including newspapers, television, radio, and magazines. The ISD also makes good use of the Internet, disseminating government information to the public directly by multi-media content so as to enhance the public’s understanding of and support for the Government’s work. In addition, the ISD also provides professional public relations advice to the Government and promotes government policies and services through different communication platforms and means (including RTHK), with a view to projecting an accurate image of Hong Kong within and outside the city while telling the good stories of Hong Kong.
     
         In view of the above, although RTHK and the ISD are both government departments and both carry the responsibility of disseminating government information, RTHK, as the public service broadcaster; and the ISD, being responsible for the Government’s public relations, perform different duties. There is no overlapping of their functions. As regards staff establishment, the establishment ceilings of RTHK and the ISD in 2024-25 are 762 and 451 posts respectively. Most of the civil service posts of RTHK belong to the Programme Officer grade while most of the civil service posts of the ISD belong to the Information Officer grade. The requirements for work nature, skills and experience of the two grades are different and hence merging the two departments with distinct functions may not be the most effective way to increase revenue and reduce expenditure in terms of overall operations. In addition, regardless of whether the merge would be implemented by having the Director of Information Services or the Director of Broadcasting to oversee both the ISD and RTHK, it would be difficult for the head of the merged department to manage the work of the two departments of which their missions, scopes of services and modes of operation are distinctly different. On the contrary, the merge may confuse the public with the role of RTHK as a public service broadcaster and the ISD in promoting the Government, which may be counterproductive to the Government’s overall public relations works.
     
         Notwithstanding the above, in response to the Productivity Enhancement Programme announced in the 2025-26 Budget, both RTHK and the ISD will comprehensively review their staffing and operation. In particular, RTHK will introduce appropriate measures including streamlining its structure and utilising technology for programme production etc to reduce manpower without affecting the quality of RTHK’s programmes and services. At present, RTHK has been committed to deploying artificial intelligence (AI) in developing smart broadcasting. Last year, RTHK officially launched the AI Lab, streamlining production flow with AI technology, as well as adopting various AI-generated tools to enhance productivity. This will not only improve the quality of programmes but also result in a more cost-effective use of manpower. Besides, the ISD will continue to make effective use of existing platforms of the Government while keeping in view market developments and global trends to step up the Government’s work in policy promotion and information dissemination. The ISD will also closely monitor the implementation of programmes under its purview and review their effectiveness regularly for the sake of more flexible and effective use of resources.
     
         Despite the different roles of RTHK and the ISD, we agree that the two departments can co-operate with each other and leverage their strengths, to promote government’s policies and disseminate government information more effectively. As such, both sides will continue to strengthen collaboration, for instance, the ISD is actively planning to work with RTHK on programme production under the theme of “Commemorating the 80th Anniversary of Victory in the War of Resistance” to promote patriotism through storytelling in a vivid manner. RTHK can leverage the ISD’s strength in running a wide range of platforms and make use of those platforms to enhance the reach of its programmes, taking advantage of the synergy to tell good stories of the country and Hong Kong. Meanwhile, RTHK will continue to solidify its role as the public service broadcaster, including striving to strengthen its partnership with different broadcasters in the Mainland and other regions, continuing to produce different types of programmes on various themes in order to provide diversified radio and television programme choices for the public.

  • MIL-OSI Asia-Pac: LCQ17: Efforts in promoting waste reduction and recycling

         Following is a question by Professor the Hon Priscilla Leung and a written reply by the Secretary for Environment and Ecology, Mr Tse Chin-wan, in the Legislative Council today (April 2):
     
         According to a paper submitted by the Environment and Ecology Bureau and the Environmental Protection Department to the Panel on Environmental Affairs and the Panel on Food Safety and Environmental Hygiene of this Council in December last year on the latest progress and achievements of the efforts in promoting waste reduction and recycling, the authorities were conducting a study on how to enhance the municipal solid waste (MSW) charging scheme, and would continuously monitor and assess public views and participation in waste reduction and recycling. It is expected that they will report to members again in the middle of this year on the relevant work progress and the Government’s views on implementing MSW charging. In this connection, will the Government inform this Council:
     
    (1) of the specific measures currently put in place by the Government to enhance MSW charging scheme; of the expected time for implementing MSW charging;
     
    (2) how the Government assesses the level of public participation in the process of promoting waste reduction and recycling, and of the factors affecting such participation;
     
    (3) how the Government plans to increase the number of Food Waste Recycling Spots, and of the specific timetable; and
     
    (4) as regards the implementation of the Producer Responsibility Scheme on Plastic Beverage Containers and Beverage Cartons, of the challenges the Government expects to face; how it ensures that the implementation of the scheme can balance the interests of various parties?

         Although the Government announced the suspension of the implementation of municipal solid waste (MSW) charging scheme, our determination to reduce MSW has never wavered. The reply to the question raised by Professor the Hon Priscilla Leung is as follows:
     
    (1) and (2) The Environmental Protection Department (EPD) is continuously enhancing the community recycling network and strengthening public education to promote a green waste reduction and recycling culture in our society. We will assess public participation in waste reduction and recycling based on data such as the usage of public collection facilities, the amount of recyclables collected, and the total quantity of MSW disposed of at landfills. In this regard, the latest figures show that the number of visits to GREEN@COMMUNITY (G@C) in 2024 surged to approximately 12.7 million, representing an increase of about 80 per cent compared to that of 2023, while the quantity of recyclables collected (by weight) rose by nearly 60 per cent year-on-year. We have also successfully reversed the rising trend of waste disposal. Since 2021, the daily average quantity of MSW disposed of at landfills has decreased for three consecutive years from 11 358 tonnes per day in 2021 to 10 510 tonnes per day in 2024, representing a 3.4 per cent decrease from 2023 and a 7.5 per cent decrease from 2021. 
     
         Convenient community recycling facilities and continuous public education are crucial in promoting and encouraging public participation in waste reduction and recycling. As revealed by the abovementioned figures, with the gradual enhancement of the community recycling network, public participation in waste reduction and recycling has risen continuously. To this end, the EPD has substantially increased the number of public collection points under G@C to over 800 in the first quarter of this year. Meanwhile, we are promoting the Waste Reduction and Recycling Charter (the Charter) to encourage private residential premises to set up convenient waste separation and recycling facilities, and to strengthen education and encourage residents to practise waste reduction at source and clean recycling. As of the end of February 2025, a total of 826 private residential premises have signed the Charter, accounting for approximately 40 per cent of the total number of households in private residential buildings with property management companies/owners’ corporations/residents’ organisations in Hong Kong and covering around 700 000 households.
     
         On the other hand, through the outreaching services of the Green Outreach, the EPD has strengthened the publicity and education as well as the community support for waste reduction and recycling. In 2025-26, the Green Outreach will focus on territory-wide or district-based waste reduction and recycling publicity programmes, including “We-recycle@School” and Programme on Source Separation of Waste. The Green Outreach will also make more use of mass media platforms such as social media and the Internet to carry out publicity and promotional activities, and strengthen collaborations with G@C operators, local groups, non-governmental organisations, etc. to promote a green waste reduction and recycling culture to the public. Besides, the EPD launched the GREEN$ Electronic Participation Incentive Scheme (GREEN$ ePIS) in 2020. Through providing incentives, it has successfully motivated many members of the public to participate in waste separation and recycling. The EPD has further expanded the electronic redemption options since February 2024, allowing members of the public to convert their GREEN$ points into a more diverse range of electronic rewards, including free MTR tickets, local eco-tours and supermarket items, thereby integrating waste reduction and recycling habits into their daily lives. As of the end of February 2025, the number of user accounts of GREEN$ ePIS has reached over one million.
     
         The total quantity of MSW disposed of at landfills has begun to decline steadily, and the recovery rate has risen. These results demonstrate that the public is actively participating in waste reduction and recycling, and that the community starts to build up a green waste reduction and recycling culture. Taking on the current positive momentum, we will continue to strengthen waste reduction and recycling initiatives, along with publicity and education, so as to encourage more public participation. At the same time, the Government is reviewing the MSW charging scheme. During the process, we will engage with relevant stakeholders, such as representatives from the property management, food and beverage, and cleaning sectors, to continuously and comprehensively evaluate public sentiments and the level of public participation in waste reduction and recycling. The Government will report on the work progress in promoting waste reduction and recycling and present the way forward of MSW charging scheme to the Legislative Council (LegCo) Panel on Environmental Affairs in mid-2025 as planned.
     
    (3) As at the end of 2024, the EPD installed around 1 200 food waste smart recycling bins (FWSRBs) in residential buildings across the territory, and will increase the number of FWSRBs or food waste collection facilities in residential premises to around 1 600 in 2025. The EPD will also progressively install additional FWSRBs in public rental housing estates with higher usage rates, with a view to achieving the “one FWSRB per block” target. For premises without sufficient space to install food waste recycling bins (e.g. single-block residential buildings and “three-nil” buildings), the EPD has set up approximately 200 fixed or mobile Public Food Waste Recycling Points, of which 76 are Food Waste Recycling Spots operating as night-time kerbside booths at fixed times and locations for the convenience of small business operators and nearby residents. To expand the service coverage, the EPD is preparing to increase the number of Food Waste Recycling Spots gradually to around 100 in 2025, with priority given to more densely populated districts where fixed food waste collection points have yet to be set up. By taking forward various initiatives, the overall quantity of food waste recovered is expected to increase progressively from an average of about 280 tonnes per day in 2024 to about 350 tonnes per day in 2025, representing an increase of nearly 30 per cent.
     
    (4) The Government plans to introduce an amendment bill to the LegCo in April this year to establish a common legislative framework for the producer responsibility schemes (PRSs) applicable to different products. After the passage of the bill, we will extend PRSs to more products (including plastic beverage containers, beverage cartons, electric vehicle batteries, vehicle tyres and lead-acid batteries) as and when appropriate by means of subsidiary legislation. The Government continues the ongoing discussion with the trades about the implementation details and their readiness. Only if the trades are ready shall we consult the LegCo on various PRSs (including the PRS on Plastic Beverage Containers and Beverage Cartons) and gradually implement them in light of the prevailing circumstances.
     
         We will maintain close communication with the trades and consider their views when fine-tuning the operational details of the schemes as appropriate, with a view to alleviating the compliance costs of the trades, setting appropriate recycling targets, assisting the trades in establishing recycling networks, and considering the provision of exemptions as appropriate, etc. In addition, we will provide sufficient preparatory and adaptation periods as well as strengthen publicity and education for members of the public, so as to ensure the smooth implementation of various PRSs in the future.

         The Chief Executive announced in the 2024 Policy Address that the initial visa validity period for high-income talents under the Top Talent Pass Scheme (i.e. Category A talents under the Scheme) would be extended from two years to three years (the new measure). However, quite a number of Category A talents have relayed to me that they are doubtful about the application process for extending the validity period, and consider that there is room for improvement in the process. In this connection, will the Government inform this Council:
     
    (1) of the specific process for Category A talents to apply for extension of the initial visa validity period to three years under the new measure; whether clear announcements have been made on the relevant application process to facilitate submission of applications by Category A talents;
     
    (2) whether it has plans to enhance the process mentioned in (1), e.g. whether consideration will be given to exempt current visa holders who are Category A talents from submitting applications for extension of stay, or implement the initiative of “one-click application” on the Internet to automatically extend the visa validity period to three years; if so, of the specific details; if not, the reasons for that; and
     
    (3) whether the Government has considered, in approving Category A talents’ applications for extension of stay, granting approval for both the extension of visa validity period normally granted and the extension of an additional one-year under the new measure at the same time (e.g. applicants who meet the requirements will be granted not only extension of visa period for three years under normal circumstances, but also an additional one-year visa period in the light of the new measure, adding up to a total of four years); if so, of the specific details; if not, the reasons for that?

         To alleviate the acute manpower shortage, the Government launched the new Top Talent Pass Scheme (TTPS) in end-2022, targeting high-income individuals and top-notch university bachelor’s degree graduates, to trawl for outside quality talents to enrich the local talent pool. The eligibility and assessment criteria of the TTPS are concise and clear. Eligible talents are not required to have secured offers of employment in Hong Kong before applying for visas through the TTPS to explore opportunities in Hong Kong. Yet, upon expiry of the first visas, they will have to be employed or have established/joined in business in Hong Kong so that extension of stay can be granted.
     
         An applicant under Category A of the TTPS is required to have an annual income reaching HK$2.5 million or above in the year immediately preceding the date of application. Since the launch of the TTPS, up to end-February this year, close to 99 000 applicants have been approved, of which over 25 000 are under Category A, accounting for about one-quarter of the total.
     
         Our reply, in consultation with the Immigration Department (ImmD), to the Member’s questions is as follows:
     
         The 2024 Policy Address announced the reform of various aspects of the talent admission regime, including extending the validity period of the first visas of high-income talents under the TTPS from two years to three years. For Category A applicants with approvals given from the day of announcement (i.e. October 16, 2024), the validity period of their first visas has been extended from two years to three years to facilitate their planning to move to Hong Kong with their families. 
     
         The new measure also applies to around 21 000 Category A applicants whose applications were approved before the announcement in the 2024 Policy Address. As announced by the Government through a press release and media briefing on November 1, 2024, these previously approved talents may apply to the ImmD, within three months before the expiry of their limit of stay, for unconditional extension of stay for one year. If they have secured offers of employment, or have established or joined in a business in Hong Kong upon applying for an extension, they may be granted an extension of stay for up to three years after submitting relevant proof. The pattern of their limit of stay is in line with the prevailing arrangement of granting extension of stay of up to three years under most of the talent admission schemes. We have no plan to change it.
     
         The ImmD, before granting an extension of stay, has to ensure the relevant person’s compliance with the normal immigration requirements, including holding a valid travel document for return to his/her country of residence or citizenship. Hence, Category A applicants are required to submit applications to the ImmD for extension of stay. Applicants only need to submit their applications through the platform on the ImmD’s website, providing basic information and uploading valid travel documents. The procedures are very simple and convenient.

    Internet connectivity has the potential to boost employment while also broadening access to education, healthcare and the speeding up of service delivery, says Deputy Minister of Science, Technology and Innovation Nomalungelo Gina.

    Internet connectivity also has the potential to broaden modern agricultural practices, mobility, and banking services.

    “Internet connectivity’s potential to boost productivity and employment is well documented,” the Deputy Minister said during a parliamentary session on Tuesday.

    Gina cited a study encompassing 14 countries that found a 10 percentage-point increase in 3G coverage raised the employment rate by 2.1 percentage points, as faster internet connections create better job opportunities.

    The Deputy Minister was addressing a joint session of Parliament’s Portfolio Committees on Communications and Digital Technologies and Science, Technology and Innovation with the Deputy Minister of Communications and Digital Technologies, Mondli Gungubele. 

    The Departments of Communications and Digital Technologies (DCDT) and Science, Technology and Innovation (DSTI) are collaborating in the development of a satellite communication strategy for South Africa.

    The strategy is aimed at the establishment of a domestically owned satellite system that provides affordable, reliable, and secure communication infrastructure.

    Over the past three years, the departments and their entities, Sentech and the South African National Space Agency (SANSA), have worked to develop the strategy, which is expected to significantly enhance digital inclusion, support economic growth, and bolster essential services such as e-government, telemedicine, and rural telephony.

    “Following extensive consultations and feasibility studies, the strategy has received sign-off from the Presidency on the Social Economic Impact Assessment System process. The next phase involves further government cluster consultations and public engagement before final Cabinet approval.” 

    While commending the progress, committee members stressed the urgency of implementation, the need for gender representativity, and the establishment of required capabilities to complete the project.

    The Chairperson of the Portfolio Committee on Science, Technology and Innovation, Tsakani Shiviti, said that both committees were hopeful that quarterly reports on the strategy would encourage the two departments to expedite the process for final Cabinet approval.

    Acting Deputy Director-General at the DCDT, Dr Tinyiko Ngobeni, said the strategy would be submitted to Cabinet to obtain approval to publish it for comment from the public. Additionally, a national workshop will also be convened to explore substantive issues.

    According to the DSTI, South Africa currently spends approximately R100 billion a year on foreign communication service providers. 

    “In contrast, a locally owned satellite system with a lifespan of up to 20 years would require a one-time capital investment of approximately R6 billion. This comparison shows the immense cost-saving potential of a domestic satellite system.” 

    Meanwhile, the department believes that a domestic system would also strengthen South Africa’s sovereign capabilities, as required by the national defence and security clusters. 

    The acquisition and operation of the satellite will be managed by a national satellite organisation through a strategic partnership with an international satellite fleet operator, ensuring sovereignty over critical communication infrastructure.

    “The satellite industry presents vast opportunities for skills development, job creation, industrial growth, and self-reliance in national security matters. 

    “The satellite communication strategy initiative will foster new technical expertise throughout the satellite’s lifecycle – from design and construction to launch, operation, and maintenance – creating sustainable, high-skilled jobs and stimulating the local space industry,” said the Department of Science, Technology and Innovation.

    SANSA, with its extensive expertise in satellite operations, will play a key role in driving the initiative forward.

    The Government has taken various steps for the economic development of Union Territories (UTs) through strategic interventions across various sectors including tourism, digital/telecom connectivity, road/air/sea connectivity, governance reforms, industry, employment, etc. This has led to sustainable economic growth, attracted investments and improved living standards.

    Tourism has been identified as a key sector due to its multiplier effect. The Government is actively promoting various kinds of traditional and experimental forms of tourism like eco-tourism, wildlife tourism, adventure tourism, spiritual and wellness tourism, heritage tourism, tourist circuits, astro-tourism, cruise tourism, Meetings, Incentives, Conferences and Exhibitions (MICE) tourism etc. For example, the first-ever dark sky reserve of the country has been set up in Hanle in the UT of Ladakh; the UT of Dadra and Nagar Haveli and Daman and Diu (DNH&DD) has developed world-class sea fronts and premier river fronts; eco-tourism resorts are being developed in the island UTs. All these initiatives have resulted in a boost to tourism and other allied economic activities in the UTs.

    Internet/broadband and mobile/digital connectivity in all the UTs, including the Island UTs, have been considerably enhanced. Connectivity has been revolutionised in the island UTs through the commissioning of the Chennai Andaman Nicobar Islands (CANI) Optical Fiber Cable Project at a cost of about ₹ 1,224 crore in A&NI and the Kochi Lakshadweep Islands Submarine Optical Fiber Cable Project (KLI Project), with a cost of about

    ₹1,072 crore in Lakshadweep. In the UT of A&NI, bandwidth utilization (including inter-island) has increased from 4.1 Gbps to 233 Gbps, internet speed has increased from 100 kbps to up to 300 Mbps, total mobile connections have increased to about 7.5 lakh and Fiber-to-the-Home (FTTH)

    services have increased to more than 37,365. 5G services were also launched in the UT. Similarly, with the commissioning of the KLI Project, bandwidth utilization (including inter-island) has increased to 149 Gbps, internet speed availability is up to 1 Gbps, total mobile connections have increased to about 87,000 and FTTH services have increased to 7,500. These projects have benefitted the public significantly through enhanced online access in the fields of education, tele-medicine, e-commerce, digital governance, tourism etc.

    The various initiatives of the Government have led to reduced cost of data, increased mobile and internet/broadband penetration, increase in internet teledensity, and higher internet/broadband speeds directly to home and offices across the UTs.

    The Government has also been focusing on development of air, road and sea connectivity in the UTs. Strategic infrastructure like roads, expressways, construction of new tunnels/bridges, development of ports, expansion of airports, development of helipads etc. has been created in the recent years. A new terminal building of Veer Savarkar International Airport at Sri Vijaya Puram has come up with a capacity to handle 50 lakh passengers per year; ‘Azad Hind Fauj Setu’ on Humphrey Strait has significantly improved the road connectivity in the island UT of A&NI. 

    Several infrastructure projects to boost road connectivity have also been completed/underway in other UTs, like the construction of the Z-Morh tunnel in Jammu & Kashmir and the construction of the Zojila tunnel in the UT of Ladakh.

    Several steps have been taken to bring in governance reforms in the UTs and to promote ease of doing business. To promote industry and business activities, steps have been taken to significantly reduce compliance burden. Single window clearance systems have been put in place to enable faster clearance of proposals. UTs have implemented suitable policies to promote businesses and entrepreneurship including industrial policy, land allotment policy, start-up policy, logistics policy, policies to promote handicrafts, micro, small and medium enterprises (MSMEs) through suitable incentivisation etc. Investment promotion schemes have been formulated which provide for capital and interest subsidy. The thrust sectors identified are tourism, manufacturing, production, IT and ITes, shipping, agriculture, fisheries etc.

    The Government is also focused on employment generation and skill development. The Prime Minister’s Employment Generation Programme, PM Vishwakarma, Pradhan Mantri Formalisation of Micro food processing Enterprises (PMFME) scheme, PM SVANidhi etc. are being effectively 

    implemented in the UTs with an aim to generate employment, and to provide financial and skill development support. UTs have also identified certain priority economic sectors for accelerated economic growth of UTs, based on their unique strengths and resources, such as developing a Blue Economy, transforming into regional knowledge/IT/medical hubs, promoting tourism etc.

    The Government’s policy of zero tolerance towards corruption and introduction of IT enabled initiatives have brought greater accountability, transparency and financial transformation resulting in a big push to businesses in the UTs and also promoting them as new drivers of economic prosperity (Aatmanirbhar Arthavyavastha) and Viksit Bharat.

    Initiatives under Aatmanirbhar Bharat have been taken to provide better services to consumers and improvement in operational and financial efficiency in electricity distribution in certain UTs.

    Further, a robust monitoring mechanism has been put in place to monitor the implementation of various flagship/development schemes and programmes of Government of India in the UTs.

    It is the endeavour of Government of India to make UTs role models of good governance and development. Moreover, it is envisioned to holistically 

    develop the island UTs as global hubs of tourism, raise the standard and quality of living of residents in UTs, create better infrastructure including social infrastructure, achieve saturation of health and educational indicators, enhance health infrastructure to ensure universal access to quality healthcare, promote green energy etc. This is a continuous process.

    The Government has taken various positive initiatives to promote renewable and green energy in Union Territories through various schemes i.e. National Solar Mission, PM-KUSUM, PM Surya Ghar Muft Bijli Yojana, the National Green Hydrogen Mission etc.

    Under the PM Surya Ghar Muft Bijli Yojana, the UTs are providing additional subsidy in addition to the central subsidy for installation of rooftop solar in residential and government buildings. Grid-connected Rooftop Solar Plants are being promoted and installed in the UTs. The UT of Jammu & Kashmir has installed a 100kW solar power project in Dal Lake. Further, Pilot Green Hydrogen Plant are also being set up in UT of Ladakh. In addition, initiatives for waste-to-energy have been undertaken for the promotion of clean and green energy.

    To promote green energy generation and consumption, the Government of India has notified the Electricity (Promoting Renewable Energy through Green Energy Open Access) Rules, 2022. In line with the 

    above, the UTs of Puducherry and Delhi have implemented Green Energy Open Access (GEOA). In the UT of Puducherry, Green Energy Tariff has been notified. The UTs have notified various policies, including renewable energy policy, solar policy, EV policy etc. Further, in some of the UTs, generation- based incentive is given to the consumers for generation of solar energy.

    These initiatives have resulted in reduced carbon emissions and reduced the electricity cost for the consumers.

    This was stated by the Minister of State in the Ministry of Home Affairs Shri Nityanand Rai in a written reply to a question in the Rajya Sabha.

    Nykredit extends the offer period concerning the recommended, voluntary public tender offer for Spar Nord Bank A/S until 24 April 2025

    In accordance with section 4(1) of the Danish Takeover Order1, Nykredit Realkredit A/S (“Nykredit”) announced on 10 December 2024 that Nykredit intended to submit a voluntary public tender offer (the “Offer”) to acquire all shares in Spar Nord Bank A/S (“Spar Nord Bank”), with the exception of Spar Nord Bank’s treasury shares, for a cash price of DKK 210 per share, valuing the aggregated issued share capital of Spar Nord Bank at DKK 24.7 billion.

    On 8 January 2025, Nykredit published the offer document regarding the Offer (the “Offer Document”), as approved by the Danish FSA in accordance with section 11 of the Danish Takeover Order. In the Offer Document, the offer period was set to expire on 19 February 2025 at 23:59 (CET) (the “Initial Offer Period”). The Initial Offer Period was subsequently extended to 20 March 2025, and on 19 March 2025, Nykredit published a supplement to the Offer Document, which extended the offer period to 3 April 2025 at 23:59 (CEST).

    Today, Nykredit published a supplement (the “Supplement”) to the Offer Document, which further extends the offer period for the Offer. The Supplement has been approved by the Danish FSA on 2 April 2025 in accordance with section 9(3)-(5) of the Danish Takeover Order. The Supplement should be read in conjunction with the Offer Document and the previous supplements as published on 18 February and 19 March 2025.

    With this Supplement, Nykredit further extends the offer period, such that the Offer will expire on 24 April 2025 at 23:59 (CEST). Subsequently, any reference to the “Offer Period” in the Offer Document or other documents relating to the Offer will refer to the period commencing on the day of publication of the Offer Document on 8 January 2025 and ending on 24 April 2025 at 23:59 (CEST) (the “Extended Offer Period”).

    The purpose of the extension is to provide Nykredit with time to obtain the approval from the Danish Competition and Consumer Authority required to complete the Offer. If the approval from the Danish Competition and Consumer Authority has not been granted by the expiry of the Extended Offer Period, Nykredit expects to extend the offer period further.

    The extension of the offer period entails that the expected completion of the Offer and settlement of the offer price to the Spar Nord Bank shareholders who have accepted the Offer will be extended correspondingly. Completion is subsequently expected to take place on 2 May 2025 (provided that the offer period is not extended further).

    This will result in an adjustment of the offer price in accordance with section 6.2 of the Offer Document, such that the offer price is increased by DKK 0.50 per share to DKK 210.50.

    The increase of the offer price affects all Spar Nord Bank shareholders who have already given their accept of the Offer and all Spar Nord Bank shareholders who accept the Offer following publication of the Supplement. Spar Nord Bank shareholders who have already accepted the Offer thus do not have to take further action.

    At the time of this announcement, Nykredit holds 32.79 per cent of the shares in Spar Nord Bank.

    In the supplement dated 19 March 2025 to the Offer Document, Nykredit announced that a preliminary compilation of the acceptances that Nykredit had information about showed that, including the irrevocable undertakings, acceptances corresponding to more than 46 per cent of the share capital of Spar Nord Bank had been submitted, and that Nykredit’s ownership interest in Spar Nord Bank, together with the irrevocable undertakings and the binding acceptances submitted that Nykredit had information about, totalled more than 80 per cent of the total share capital (excluding treasury shares) of Spar Nord Bank, indicating that the 67 per cent acceptance limit stated in the Offer has been reached.

    The final result of the Offer will be determined on expiry of the offer period and published in accordance with section 21(3) of the Danish Takeover Order.

    Nykredit intends to delist Spar Nord Bank from trading on Nasdaq Copenhagen and complete a compulsory acquisition of the remaining Spar Nord Bank shareholders, provided that Nykredit has obtained the necessary ownership interest, and the Offer has been completed. Spar Nord Bank shareholders who have opted not to accept the Offer, should expect that Nykredit, provided that the Offer is completed, will take steps to combine Nykredit Bank A/S and Spar Nord Bank, which will result in a further increase in Nykredit’s ownership interest in Spar Nord Bank. Not later than in continuation of the combination, Nykredit thus expects to hold a sufficient ownership interest to be able to delist Spar Nord Bank from trading on Nasdaq Copenhagen and complete a compulsory acquisition of the remaining Spar Nord Bank shareholders.

    Starting in April, Muscovites aged 14 to 35 will be able to attend free programming and design classes, which will be held in the multi-format space “Youth of Moscow”.

    To do this, you must first register. on the portal. Events can be found in the “Training” tab.

    “We aim to give young people practical tools for successful self-presentation, work in the digital environment and promotion of their ideas. The lectures will help participants learn how to effectively interact with the audience, understand the basics of internet safety and understand modern media technologies,” shared Margarita Savinkina, head of the “Youth of Moscow” project.

    Lectures are held within the framework of additional academy program, which includes three main training blocks: “Personal Brand”, “Digital Space” and “Media Environment” with different tracks in each. The Academy will operate throughout 2025. It is being implemented by the ANO “Development of Human Capital” and the “Youth of Moscow” project.

    The first lecture will be devoted to the topic of design, it will be held on April 9. The lesson will cover design and its types, work in an online service for interface development, the basics of composition, balance, and the psychology of color. Participants will learn how to develop visual acuity and find inspiration.

    On April 12, a lecture on the creation of Telegram bots will be held in the multi-format space, which will help participants master modern automation tools. Young people will learn how to think through and create bots, work with online payment systems.

    A lecture on PR and creating a personal brand will be held on April 13. The speaker will share the secrets of the kinetic and speech image of successful people, as well as the creation of expert self-presentations and the design of pages in social networks. In addition, participants will be taught to reveal and emphasize their strengths to achieve results in business and study, build an individual development strategy and increase the recognition of a personal brand.

    On April 24, a practical seminar on creating landing pages in the Tilda website builder will be held. Participants will learn how to make stylish and convenient one-page sites that are needed for effective promotion of goods or services, stylish design of a portfolio on the Internet.

  • MIL-OSI Russia: What courses and workshops will NKO Lab experts conduct in April

    The educational project “NPO Lab” invites employees of non-profit organizations (NPOs) to learn how to work with electronic reporting, collect and analyze social media data, and apply digital technologies. In April, meetings with specialists from the Ministry of Justice of the Russian Federation and experts in the field of marketing and the use of artificial intelligence were prepared for them. Students will be able to attend face-to-face classes and webinars, and then apply the knowledge they have gained in practice.

    Employees of non-profit organizations will be able to join the training: managers, accountants and PR and promotion specialists. The events are free. Pre-registration is required.

    The first lesson of the month will be devoted to the work of the new site Ministry of Justice of Russia. At the workshop, which will be held on April 3 from 14:00 to 16:15, specialists from this department will meet with the audience. Participants will receive detailed instructions on filling out reporting forms, which have been transferred to electronic format since this year. They will also analyze typical errors that may occur when preparing documents.     Two of the project’s classes will be devoted to the development of NPO Telegram channels.     Thanks for the introduction and the warm welcome. It’s been great to spend these last couple of days with you here in Gatineau on unceded, unsurrendered Algonquin Anishnaabeg territory.

    So let me start by thanking the Anishinaabe Algonquin Nation for having me as a guest, and for stewarding these lands and waters since time immemorial. And, also, by thinking the Canadian Independent Telecommunications Association for asking me to address all of you in closing this year’s event, and adding myself to a long-running historical chain.

    Until I began preparing for this speech I don’t think I realized how long that chain extends back. CITA was founded at Toronto City Hall in the year 1905. That’s 120 years ago. Canadian Confederation was 38 years old. Five years later, when Ontario would begin regulating independent telephone systems under what was then the Ontario Railway and Municipal Board in 1910, they turned to CITA to help them compile a list of those systems.

    A hundred and fifteen years later, there’s still a regulator in the room, and we’re still asking you for information.

    In all seriousness, though, CITA and its members have an incredible history. It is told in books like the History of the Independent Telephone Industry that the Ontario government put out back in 1975, and some of the company-specific histories I’ve had the good fortune to have come across my desk—like Ann Judd’s history of what is now Bruce Telecom, from 1994, or in the 2011 book put out to celebrate the centenary of Hay Communications.

    Those books tell the stories of municipalities, agricultural communities, local commissioners, and entrepreneurs who stepped up to create communications systems where none existed. They undertook difficult negotiations and made difficult decisions, showing nimbleness and resolve while remaining accountable to their communities and neighbours.

    Those histories are still being written and, I have no doubt, will continue to be written for many years to come. You fill a critical niche in Canada’s telecommunications system by bringing services to those who need it in locations that would otherwise lack it.

    And you have been making moves. You have built beyond your initial operating territories into competitive local exchange carrier (CLEC) areas, to the point that some of you are bumping against one another. You have pushed out fibre to complement and, in very many cases, replace the twisted-pair copper that was your basic operating technology for so many years. You have looked beyond wireline service to get into broadband and mobile. You have cooperated in new ways. Mergers and acquisitions have proceeded apace. New investors and new owners are in the room.

    In short, the game has changed. And you continue to change with it, operating efficiently to fill gaps while navigating regulatory environments – often without the financial backing or capex of our country’s largest companies. When services go down or need repair, your customers call you and your coworkers. Unless they run into you at the grocery store or the local coffee shop first.

    That makes groups like CITA and ITPA all the more important. Together, you provide a voice before bodies like the CRTC, and ensure Canada’s independent telecommunications providers continue to take your seat at the policy and regulatory tables.

    We at the CRTC recognize this critical role industry associations play on behalf of their members, as well as the role that members play in our collective effort to ensure all Canadians have access to high-quality and reliable telecom choices.

    CRTC’s telecommunications work broadly

    To that end, I’d like to update you on what we’ve been up to and where we’re headed at the CRTC. It hasn’t exactly been 115 years on my side: in fact, I am two years and a couple of months into my five-year term at the CRTC. But you won’t be surprised to hear we continue to be busy, too.

    Early in 2023, the government directed us to renew our approach to telecommunications policy. The policy direction asked us to consider how our decisions can promote competition, affordability, reliability, and consumer interests. The message to us was loud and clear: CRTC decisions need to deliver affordable telecommunications services to Canadians through enhanced competition while also promoting continued investment.

    I would like to tell you about some of the workstreams we have active towards achieving those objectives.

    MVNO framework

    To start, I know that a number of you in this room have been hard at work upgrading and expanding and, in some cases, building out from scratch your wireless services. And I know that there is great interest in what we call our Mobile Virtual Network Operator, or MVNO, regime.

    In May 2023, we set the final rules that allow regional facilities-based mobile providers to compete as what we call MVNOs across Canada. Incumbent mobile carriers must share their networks with competitors, where those competitors have spectrum. With this access, competitors that have spectrum can offer services — including retail and wholesale services — more quickly in the regions of the country where they have that spectrum. And, indeed, we are seeing more and more agreements in place to enable regional competitors to act as “MVNOs.”

    One aspect of our decision clarified how the requirement to hold spectrum in a region, in order to make use of a mandatory MVNO tariff in that region, interacts with geographic spectrum footprints. This includes the footprint for the Local Telephone, or TEL, spectrum licences that small incumbent local exchange carriers (SILECs) have held for many years. We clarified that what we call our MVNO regime is all about accelerating the ability to offer service where the operator has spectrum coverage but hasn’t yet built infrastructure. So the eligibility that arises from a TEL licence only applies within the TEL licence footprint – whether that footprint is wholly contained within a single Tier 4 service area, or bridges two of them.

    Now, both our May 2023 decision and the 2022 decision that preceded it were careful to ensure that MVNOs have the right to provide both retail, as well as wholesale, services. In other words, although the CRTC did not directly mandate MVNO access outside of a spectrum footprint, the marketplace will now feature a larger number of players with the ability to provide that access.

    At the same time, telcos that make use of mandatory MVNO agreements within their spectrum footprints have seven years to do so. That provides a window within which to build out networks within these regions, promoting investment.

    Support structures and access

    Another important consideration in building out wireless networks is where to put the antennas, and how to get backhaul to them.

    That brings me to another of our workstreams, which relates to pole access. As many of you know, we issued decisions in recent years streamlining the approach to accessing large incumbent local exchange carriers’ (ILEC) communication poles, and then nailing down the tariffs by which to do so.

    At the same time, we have been exploring whether these tariffs ought to give attachers the right to include wireless attachments to help deploy next generation 5G networks — in other words, whether the rules requiring communication pole owners to let third parties attach equipment to poles should be modified and, potentially, broadened. What types of facilities could be deployed on telco poles to support wireless networks? What would that mean for spare capacity, construction standards, and interference? What can we do at the Commission to streamline processes?

    These are just a few of the questions we are considering. Because this is a matter before us, I cannot even hint at any possible outcome. What I can say is we plan to release a decision on this key issue soon. Any decision we make will continue to promote both greater competition and more investment in networks.

    At the same time, we have long been active working with all stakeholders, including municipalities, telcos, and citizens, to help facilitate access to other civil works and supports needed to build out modern networks. To assist in this process, we convened parties between 2011 and 2013 to develop a model Municipal Access Agreement. Since then we have continued to adjudicate disputes around those agreements and related issues, and continue to have open files in this workstream.

    We likewise set down fair access rules for communications service provider competition in multi-dwelling units, or MDUs, more than 20 years ago in 2003, further refining them in 2021. End-users have the right to access the network of their choice. Competitors have the right to install it. Adjudication between buildings and networks that cannot agree on terms continues to be yet another active workstream for us.

    Now, what I have been talking about so far are ways to lower the expense of continued build-out of your wireless and wireline networks by addressing and targeting some of the hurdles to aid the rollout of deployment projects.

    And while those are important initiatives to speed up that process, we have also been hard at work putting into action the frameworks for access to large incumbents’ access fibre, outside of SILEC footprints.

    Let me explain.

    In 2023 we launched a proceeding to review our wholesale high-speed access regime. In November of that year, we rolled out a practical way to buy and sell wholesale high-speed access over the fibre-to-the-home networks of large ILECs in Ontario and Quebec, where competitive choice had been declining most significantly. In August 2024 we then expanded that access across all of the large ILEC territories except Northwestel’s, which rolled out this past February.

    At the same time, we are encouraging continued investments by large ILECs in their networks. For example, in that same decision, we exempted any new builds from having to sell wholesale access to competitors until 2029.

    Broadband Fund

    Of course, no matter how hard we work to foster competitive choice the last few households often remain the hardest ones to reach – as you know from working in your own communities.

    The open data we publish tell us that 21.5 percent of households in rural areas do not have access to reliable connectivity that hits our 50/10 target.

    In 2016, we decided to overhaul our program for ensuring basic telephone service to all Canadians, and move towards a competitively neutral Broadband Fund. We established the criteria for that fund in 2018, and launched three calls for applications – the first two in 2019, and then the third in late 2022.

    Over the past year we have continued to commit funding from the third call—to Inuit communities in northern Quebec, to nearly 100 kilometres of major roads in Newfoundland and Labrador, Quebec and Ontario, and to roads and rural communities in the Yukon, B.C., and Manitoba. We have directed funding to more than 270 communities, including significant investments in the Far North and other traditionally underserved areas, across more than 60 projects.

    Thirty-two of these projects are in the $1 to $10 million range. Seventeen of these projects come in at $1 million or below. Although we are encouraged to see that smaller providers have been able to successfully apply for funding, we know that we can do more to make it easier.

    That’s why, we have continued to improve how we administer the Broadband Fund itself. Late last year we announced a number of changes in three broad areas — making it faster for you to submit an application and for us to evaluate it; helping Indigenous applicants; and making our mapping make more sense.

    In terms of faster application and evaluation, we simplified some eligibility and assessment criteria, like the requirement to propose specific packages and rates, and collapsed the separate access and transport categories in order to simplify things. We have reduced the amount of information required at all stages of the funding process. We’ve consolidated separate reporting requirements.

    In terms of reducing barriers for Indigenous applicants, we have made a number of changes, including on consultation, consent, outreach, and engagement, all en route to a stand-alone process we’re running to create a distinct Indigenous stream to the Broadband Fund process, and with the help of the Indigenous Relations Team we’ve stood up within the CRTC.

    Finally, in terms of making our mapping make more sense, we’ve dropped the hexagons for a call-by-call approach, expanded how we define major transportation roads, and provided a way to identify the roads that provide key linkages between communities.

    These improvements are part of our ongoing review of the Broadband Fund. I know that many in this room are deeply concerned about subsidized overbuilds that harm the business case for fibre you have already built or are engaged in building.  I encourage you to continue to engage with the CRTC and its staff to ensure we continue to have a good understanding of your operations and your concerns. Any further changes we make will be focused on our overarching goal: to help close the remaining connectivity gaps across the country effectively and efficiently.

    Fair marketplace

    Next, I want to take a few moments to detail our work on consumer protections as part of a competitive marketplace.

    Last fall, we published our Consumer Protections Action Plan, which summarizes our measures to ensure clear contracts, minimize bill shock, and promote transparency both in terms of how consumers are able to choose their provider, and in knowing what to expect from them.

    For those of you that feel that sometimes consumers switch providers without having the full picture as to what they are signing up for, these measures matter. They include elements like the Internet Code that sets out the consumer rules of the road for broadband. And continued support for the CCTS, the complaints arbitrator that enforces the Internet Code and contract performance more broadly. And rules around cancellations taking effect in a timely manner, and that ensure that when consumers want to change providers they can ask their new provider to cancel the old service on their behalf—and that everything that needs to happen behind the scenes to make this happen proceeds properly. And then there’s the speed testing we conduct to check the quality of this customer service across the marketplace.

    Rules like these protect more than just telecommunications customers. They also improve competition, ensuring consumers can make informed choices with a clear view of the prices they will pay over the life of the contract, even after sign-up specials expire; and what they will get for those prices.

    Like the other workstreams I mentioned, there is always more to do here, too. We are currently engaged in a series of four consultations around making it easier to choose, change, and cancel a plan.

    The first one is about clear rules for notifying customers when their plans or discounts are about to end. The second looks at fees that some service providers may charge when a subscriber cancels or changes a plan. The third consultation is around tools that providers give their subscribers to manage their plans, like online portals.

    And the fourth is about whether service providers should have to provide information in a standardized way to make it easier for Canadians to compare plans. To take a well-known example — we are all used to seeing nutrition labels when we visit the grocery store. We are considering a set common look and feel for information on broadband services, so that it can be conveyed in a consistent manner from one provider to the next, just like the labels on your cereal boxes and granola bars.

    We will also continue to build on the work of other government departments to help improve reliability and in particular, the impact on Canadians when there is an outage or disruption. As some of you are aware, we have an interim outage reporting framework in place. But we have also consulted on moving towards a more sustainable outage reporting framework are planning an upcoming consultation on clear communication with subscribers.

    Please visit our website, and work with your trade associations and advisors, to stay up to date on these proceedings and on our progress with our consumer protection workstreams. As always, your input matters a great deal to what we do. When you intervene on the record of our proceedings, we’re able to take it into account and consider it in our final decision.

    Security, reliability, and resiliency

    One last thing. At the CRTC, we are part of a larger government effort to protect Canadians from spam and other electronic threats. We have all read the headlines over the last few years about botnets, which are networks of infected devices.

    In 2022, we found that Canadians need better protections from botnets, which often are designed to steal personal and financial information, along with other malicious malware, and we decided to develop a framework for allowing Internet providers to responsibly block malicious traffic. We eventually tasked an industry steering committee to help develop standards consistent with our guiding principles for when such blocking is permitted: necessity, customer privacy, accountability, transparency and accuracy.

    The working group filed its report with the CRTC. Our staff have been conducting a thorough analysis of the report and the comments filed in response to it. We will be publishing our decision this spring, so more to come on this front.

    Late last year, everyone in our sector sat up straight and paid attention when public news stories about what Microsoft dubbed “Salt Typhoon” hacking into, and intercepting traffic on, the networks of several major U.S. telcos.

    Virtually every regulated sector, from energy to rail to securities, has baseline cybersecurity requirements for sector companies. We know that this issue is top-of-mind for both government and the private sector. And I know that, in general, Canadian telcos are extensively involved in cybersecurity and in key working groups to cooperate on it.

    We at the CRTC stand ready to do whatever part we’re called on to play to help ensure that the important goal of sector-wide baselines is achieved. At the same time, so many of the standards and certifications out there are so similar to one another. What standards are you able to meet, or certifications are you able to obtain, to help demonstrate and formalize your network hygiene? There are basic, practical steps telcos of all sizes can take to ensure they are fully secured.

    Conclusion

    I think that is a good place for me to wrap up today, as we have now come full circle. Everything I have discussed today comes back to the CRTC’s overarching goals for the telecommunications sector.

    We want a telecommunications sector that works for telcos of all sizes, and provides all Canadians with high-speed, reliable and affordable services. One where real choice and robust competition leads to those lower prices, while at the same time encouraging investment in high-quality networks. Just as you steward your subscribers’ connections to the digital world, we at the CRTC are the stewards for the playing field on which you do it. And we are working hard to optimize the way that that playing field is structured.

    So I’ll close with my usual message. Take a minute to get involved. To talk to us. To reach out to your regional CRTC Commissioner, wherever you may be in the country, to have your voice heard, and perhaps to have us out to see how your network works so that we can really understand what’s going on.

    And, ultimately, to intervene in our proceedings, whether directly or through organizations like CITA or ITPA — or both — in order to continue to make sure that the rules and frameworks we develop and revise take your voices, experiences, situations, and concerns into account.

    BEIJING, April 1 — China will roll out more facilitation measures for cross-border travel, a foreign ministry spokesperson said on Tuesday, extending a warm welcome to foreign friends to visit China.

    Many foreign friends have recently visited China, including some top influencers on social media. They wrote and used camera lens to share what they saw in China. Some Internet users overseas said they saw China, which differs from what they had heard about.

    In response to a relevant query, spokesperson Guo Jiakun told a daily press briefing that recent months witnessed a packed agenda in China’s diplomacy and a continuous variety of events of people-to-people exchanges.

    The live streaming by foreign influencers presents China as it is in a panoramic view, one that has not been edited or put in any filter, Guo said, pointing out that this again spurs growing enthusiasm for China. “This shows that the cultural and people-to-people exchanges between China and other countries enjoy profound support from the people, and such bonds cannot and will not be severed.”

    Having been inspired by virtual tours to China online, more and more foreign friends have decided to get a first-hand experience of China and take an on-a-whim trip, Guo said. Take Beijing as an example, since Dec. 17, 2024, the ports in the city handled over 1.3 million in-bound and out-bound trips by foreigners, and more than 310,000 of them were made under the visa-free policy, an increase of 150 percent year on year compared with before the policy was put in place.

    “We will further expand our visa-free ‘circle of friends’ and roll out more facilitation measures for cross-border travel. We welcome more foreign friends to visit China in this beautiful spring,” he said.

    Washington, D.C – Congressman Dan Goldman (NY-10) today cross-examined former Speaker of the House and Republican presidential candidate Newt Gingrich in the Judiciary Subcommittee on Courts, Intellectual Property, Artificial Intelligence, and the Internet, where Republican members of Congress repeatedly attacked district judges’ who have ruled against Donald Trump’s lawless executive orders. 

    The exchange ended with Gingrich agreeing that the Trump administration must resolve the cases of multiple migrants who were wrongfully deported to El Salvador without due process, the opposite of what the Trump administration has argued in court.

    Rep. Goldman: Mr. Gingrich, I want to focus on some of your testimony today. You say that a judicial coup d’etat is being implemented by judges of the same political ideology. In another statement you said that Judge Boasberg has a clear bias against President Trump. Do you know who appointed Judge Boasberg? 

    Gingrich: I think his first appointment was by George Bush.  

    Rep. Goldman: Correct. And we’ve been talking about nationwide injunctions. There’s been a lot of discussion about the injunction on the president’s birthright citizenship executive order that was enjoined by Judge Coughenour. Do you know who appointed Judge Coughenour?” 

    Gingrich: No, I don’t.  

    Rep. Goldman: Ronald Reagan. So, let’s just focus on these two Republican appointed judges so we can just remove all the allegations of partisan bias. So, let’s focus first on Judge Boasberg’s case, which is the Alien Enemies Act of 1798 law that very specifically applies during war time or if the country is subject to an invasion. 

    Now, you would agree, I assume, as a former Speaker of the House, that it is Congress’s duty to declare war. 

    Gingrich: I think there’s also a provision of that act which says, which does say for invasion. And I think the average American will tell you they feel that we’ve been invaded. 

    Rep. Goldman: Okay, good. So are we now supposed to say that the average, your assessment of the average American’s view determines whether or not we are under invasion by Venezuela? So that’s what we’re supposed to do. 

    Now, is it, if not the average American, what your testimony is here today is that Donald Trump, because he was elected president, alone, should determine whether or not that law applies without any due process? Is that your testimony? 

    Gingrich: My position is that the Supreme Court should have the opportunity on a nationwide issue to render, but remember– 

    Rep. Goldman: Okay, so let me reclaim my time. So basically what you’re saying 

    then is, the problem here is that Judge Boasberg pre-certified a class. Because of course, it is the exact same legal question for every single person who was removed to El Salvador. And what really should happen is that every single one of those people should have to file their own lawsuits and each district judge should rule on it because that’s the difference, the opposite of a nationwide injunction, right? 

    Gingrich: Actually, as I said several times in the last three hours, there can be a provision by which the Supreme Court takes up that injunction. 

    Rep. Goldman: So which is it? Do you oppose nationwide injunctions as a judicial coup d’etat? Or do you think nationwide injunctions are appropriate in certain circumstances 

    but should have expedited appeal? 

    Gingrich: I believe that nationwide injunctions by an individual judge is far too much power and that they’re– 

    Rep. Goldman: But so, let’s keep on with, with Judge Boasberg’s case. So, he issued, and by the way, he did not issue an order on the underlying issue. He temporarily enjoined the president from whisking off people to another country without due process, so that the legal issue could be resolved. Now, you say expedited appeal, that opinion, that case was already appealed to the district court, the US, the Court of Appeals for the District Court, they’ve already ruled and by 2 to 1, they kept the temporary injunction in. And it was a Republican appointee. Judge Henderson, who was on, was one of the two. 

    So the I guess I’m confused as to what the problem is with a temporary nationwide injunction, so that the issue can be resolved, and if necessary, ultimately by the Supreme Court.  

    It sounds like you agree with me that that is the appropriate, process.  

    Gingrich: The difference is whether or not you believe, one, that time matters. 

    Rep. Goldman: Well, this was within a matter of weeks. It’s now up before the Supreme Court. That’s expedited. And I will say I wholly agree with you. And to my colleague, Mr. Kiley, I would happily work to expedite appeals for nationwide injunctions. I hope my Republican colleagues would work with us to expedite enforcement of congressional subpoenas. The courts take far too long. I agree with you.  

    But the notion that we do not have due process, and that someone should be removed without due process based on false pretenses, which the administration now admits under a petition for habeas corpus. I would add, Mr. Larkin, and that there’s no recourse because their mistake is now out of their control.  

    I think even you, Mr. Gingrich, would agree with me that when you mistakenly accuse someone of being a gang member and you deport them, that it is incumbent upon you to fix that mistake. Do you agree?  

    Gingrich: I agree.

  • MIL-OSI Security: Repeat sex offender sentenced for failing to register as a sex offender in Alaska

    ANCHORAGE, Alaska – An Anchorage man was sentenced today to three and a half years in prison and will serve 10 years on supervised release for failing to register as a sex offender in Alaska after moving to the state in 2021.

    According to court documents, in 1995, Norman Otto, 61, was convicted of sexually abusing a 13-year-old and sentenced by a court in Nebraska to three years in prison. He was released from custody on May 15, 1997. Just over a year after his release, Otto sexually abused another 13-year-old. He was sentenced to 15-20 years in prison and was released in August 2008.

    In 2020, Nebraska law enforcement began investigating Otto again after receiving information that Otto began abusing yet another minor victim shortly after his 2008 release. In April 2021, however, Otto disappeared from Nebraska and his whereabouts were unknown.

    Law enforcement discovered Otto was residing in Alaska and he was arrested in January 2024. During the three years he absconded, Otto never registered as a sex offender in Alaska or any other state. Otto never disclosed his prior child sexual abuse convictions to the owner of a hostel where Otto lived. Otto spent time with young teenagers, including the hostel owner’s minor child, claiming he was a math tutor.

    On May 23, 2024, Otto pleaded guilty to one count of failing to register as a sex offender. In handing down the sentence, the Court commented that, “people in communities need to be aware of the predators among us,” and that this sentence should deter other sex offenders from evading their registration requirements. Upon his release from custody, Otto must comply with court-ordered conditions of supervised release aimed at preventing his unsupervised contact with children.

    “Mr. Otto is a recidivist sex offender who preyed on innocent victims for many, many years by using deceit and grooming behavior to get close to children,” said U.S. Attorney Michael J. Heyman of the District of Alaska. “This is a significant sentence under the statute for the crime at hand, and I want to thank the investigators and prosecutors who brought this case to justice. Although child predators might think the Last Frontier is a place to vanish, they are wrong.  Law enforcement will find them, and we will prosecute.”

    “The U.S. Marshals Service will continue to enforce the requirements of the Sex Offender Registry as one of our primary tools to help ensure the safety of our community from sex offenders in Alaska. We are committed to enhancing the protection of the public from sex offenders, abductors, and sexual predators,” said U.S. Marshal Rob Heun.

    The Sex Offender Task Force, comprised of the U.S. Marshals Service, Anchorage Police Department and Department of Public Safety-Sex Offender Registry investigated the case.

    Assistant U.S. Attorney Jennifer Ivers prosecuted the case.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and CEOS, Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.     SUMMARY…Initial thunderstorm development is anticipated across
    northwest Kansas in the next 1-2 hours. The severe threat associated
    with these storms will increase as they move into central Kansas and
    south-central Nebraska. Watch issuance is probable by early evening
    for parts of the area.

    DISCUSSION…GOES visible imagery shows building, high-based cumulus
    developing along/just behind the dryline in northwest Kansas. Based
    on current temperature/dewpoint observations and recent forecast
    soundings, this convection will likely remain somewhat shallow with
    limited buoyancy (around 250 MUCAPE). However, very dry
    boundary-layer conditions may promote sporadic strong downburst
    winds with this initial convection. With time, this activity is
    expected to spread east and impinge on a theta-e axis building
    downstream across north-central KS into south-central NE. This will
    promote intensification with an attendant increase in severe wind
    and large hail potential as the deepening convection begins to be
    influenced by strong mid/upper-level flow. A supercell or two may
    emerge from this activity later this evening and could pose a
    large/very-large hail threat. The tornado threat associated with any
    established supercells is expected to remain limited until later
    this evening when richer moisture returns into the region. Watch
    issuance is probable by early evening to address these concerns.

    that do form. Strong wind gusts are possible as well.

    The tornado watch area is approximately along and 65 statute miles

    Today, Governor Josh Stein announced more than $31 million in Completing Access to Broadband (CAB) program projects, which will connect 10,810 households and businesses in 14 counties to high-speed internet. 

    “No matter where you live in the state, you should have access to high-speed internet,” said Governor Josh Stein. “Broadband is critical to providing more economic opportunity to every corner of the state, and I am proud to create a stronger and more connected North Carolina for every person and small business owner.”

    “Thanks to these projects, North Carolinians across the state will be getting high-speed internet access so they can work, access online learning opportunities, participate in telehealth, and build a stronger state economy,” said NCDIT Secretary and State Chief Information Officer Teena Piccione. “We will continue to announce CAB project awards every two weeks throughout April in order to help connect more homes and businesses.”  

    These projects will be funded by more than $22.1 million from the federal American Rescue Plan, which is awarded by NCDIT, and by nearly $9.6 million from selected broadband providers:

    • Avery: SkyBest Communications, Inc. This award will provide high-speed internet access to 805 homes or businesses (99.38% of the county’s 810 eligible locations).
    • Beaufort: Connect Holding II, LLC (Brightspeed). This award will provide high-speed internet access to 414 homes or businesses (92.83% of the county’s 446 eligible locations).
    • Buncombe: Frontier Communications of the Carolinas, LLC. This award will provide high-speed internet access to 132 homes or businesses (6.35% of the county’s 2,079 eligible locations).
    • Cumberland: Connect Holding II, LLC (Brightspeed). This award will provide high-speed internet access to 496 homes or businesses (60.71% of the county’s 817 eligible locations).
    • Dare: Connect Holding II, LLC (Brightspeed). This award will provide high-speed internet access to 20 homes or businesses (19.61% of the county’s 102 eligible locations).
    • Hyde: Connect Holding II, LLC (Brightspeed). This award will provide high-speed internet access to 1,282 homes or businesses (95.25% of the county’s 1,346 eligible locations).
    • Jones: Connect Holding II, LLC (Brightspeed). This award will provide high-speed internet access to 79 homes or businesses (49.38% of the county’s 160 eligible locations).
    • Nash: Connect Holding II, LLC (Brightspeed). This award will provide high-speed internet access to 5,693 unserved and underserved homes or businesses (86.04% of the county’s 6,646 eligible locations).
    • Pamlico: Connect Holding II, LLC (Brightspeed). This award will provide high-speed internet access to 100 homes or businesses (61.35% of the county’s 163 eligible locations).
    • Pasquotank: Connect Holding II, LLC (Brightspeed). This award will provide high-speed internet access to 87 homes or businesses (84.47% of the county’s 103 eligible locations).
    • Swain: Zito West Holding, LLC (Zito Media). This award will provide high-speed internet access to 509 homes or businesses (42.74% of the county’s 1,191 eligible locations).
    • Transylvania: Citizens Telephone Company (Comporium Communications). This award will provide high-speed internet access to 473 homes or businesses (31.94% of the county’s 1,481 eligible locations).
    • Wake: Connect Holding II, LLC (Brightspeed). This award will provide high-speed internet access to 144 homes or businesses (11.51% of the county’s 1,251 eligible locations).
    • Yancey: French Broad Electric Membership Corporation. This award will provide high-speed internet access to 576 homes or businesses (80.67% of the county’s 714 eligible locations)

    The CAB program’s procurement process creates a partnership between counties and NCDIT to identify areas that need access and solicits proposals from prequalified internet service providers. Awardees must agree to provide high-speed service that reliably meets or exceeds speeds of 100 Mbps download and 100 Mbps upload.

    As part of Governor Josh Stein’s initiative to close the digital divide, these CAB program awards will be added in April to NCDIT’s dashboards, which show details and progress on programs funded by the federal American Rescue Plan Act. The awards add to the existing $516 million in Growing Rural Economies with Access to Technology (GREAT) grants, as well as previous CAB projects that will connect close to 190,000 North Carolina households and businesses to high-speed internet.
