Then, on or about April 9, 2023, Khan communicated with the woman for the purpose of arranging a commercial sex date with Jane Doe, a minor. Khan and the woman communicated via text messenger and utilized cell phones to arrange the date and discussed, among other items, the particulars of the commercial sex date. On the evening of April 9, 2023, the woman transported Jane Doe to Khan’s residence for the purpose of a commercial sex date. Khan and Jane Doe engaged in a sex act, after which Khan contacted the woman to arrange transportation of Jane Doe and provided Jane Doe with money for the encounter.

    Assistant U.S. Attorney Zeno Baucus is prosecuting the case. The FBI conducted the investigation.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice.     Kenya has once again been reminded of brutality within its police force. Two events in mid-June 2025 pointed to the grave challenge that Kenya must confront to reform the service.

    The first was the death in police custody of a teacher and blogger. A few days later a bystander at the scene of a protest in Nairobi was shot and severely injured by police.

    The use of excessive force to disperse and arrest peaceful demonstrators has got worse since the nationwide protests by young Kenyans in June 2024. Police have also been behind disappearances and extrajudicial killings.

    Excesses by the National Police Service have prompted action in the past. Repressive laws have been repealed and mechanisms are in place to identify, report and punish police excesses.

    Wide-ranging policing reforms mandated by the 2010 constitution have also been carried out since 2013. As part of these reforms, the Independent Police Oversight Authority was set up to investigate police wrong-doing. The conviction and dismissal rates are low, however, because of defective prosecutions, poor investigations, witnesses fearing retribution or victimisation, lack of evidence, and lengthy court trials.

    I am a political scientist with a focus on Kenya’s security sector. It is my view that the quest to change police behaviour in Kenya must go beyond the rule book, recriminations and repeated political proclamations of police reform.

    In my view real change will come about only if the state, firstly, puts funds into the recurrent and development expenditures of the police. The aim should be to ensure these institutions are able to enforce compliance and accountability. Secondly, the state needs to strengthen its partnership with local-level civil society organisations affected by policy brutality. And lastly, it must set up digital channels that people can confidently use to lodge their complaints.

    Funding gaps

    The National Police Service is underfunded. This has constrained its ability to maintain law and order. It has:

    • inadequate and poorly maintained equipment and gear

    • insufficient monthly fuel allocations for patrols and other critical functions

    • poor training and operational physical facilities.

    Added to these constraints are dehumanising working conditions and deplorable living conditions. This undermines their morale and ability to deliver quality services.

    Another blow to police morale is the entrenched culture of corruption. Corrupt practices skew recruitment, transfers, deployments, promotions and procurement.

    At the same time, the police service is expected to deal with a host of domestic and global security challenges. These include cybercrimes, cross-border security, violent extremism and terrorism.

    Money needs to be allocated to improve facilities, equipment and gear. This should also enhance its logistical and technological capabilities, and provide affordable and decent housing and medical cover for its officers.

    Providing adequate resources can also counter the culture of corruption, which is often driven by poor renumeration and working conditions.

    Budget allocations should sustain police reforms. This should include:

    Partnerships with communities

    Community policing in Kenya makes a significant contribution to local-level security. This form of policing is citizen-centred with an emphasis on addressing crime risk factors by encouraging citizen participation.

    Also known by its Kiswahili name, Nyumba Kumi, meaning “Ten Households”, the key strategy is anchoring community policing at the household level. Despite several problems associated with formulation and implementation, community policing in Kenya has improved local-level police-community relations in some areas of the country.

    The community policing strategy is aimed at addressing emerging security needs such as infiltration by terrorist groups. It serves the whole of Kenya in terms of local-level security and is viewed as one of the key areas of police reform and a shift to democratic policing.

    Community involvement can address the lack of trust between citizens and police officers due to police bias or brutality. But this is a gradual process that happens through daily interactions between communities and the police.

    Public participation channels

    Public participation is enshrined in Kenya’s constitution as one of the principles and values of good governance. By establishing a complaints and redress mechanism, public participation can become an integral component of promoting effective handling of complaints.

    The constitution has created different institutions to address public complaints. These include the Commission on Administrative Justice (Office of the Ombudsman), Kenya National Commission on Human Rights, and the Independent Police Oversight Authority. Some of these have digital public complaints systems, which provide more confidentiality and better access for people.

    Other channels of handling complaints include civil society actors and the media. Civil society organisations provide civic education and mobilise citizens to take part in monitoring and evaluation government’s performance.

    Making these channels more effective could help absorb public anger that could turn into violence.

    Conclusion

    Police brutality in Kenya has arisen through historical, social, economic and political factors. Mitigating it therefore requires a long-term, combined top-down and bottom-up approach.

    Genuine political support from the country’s political leaders is essential to instil positive attitudes about Kenya’s political and security institutions. It also requires genuine support from local-level or grassroots communities. This, in turn, entails communities trusting each other and building social cohesion.

    The Notes will be issued in denominations of GBP 100,000 at a re-offer price of 99.963 with a fixed coupon rate of 4.75% payable annually, with a first coupon payment scheduled for December 2025.

    Standard and Poor’s assigned an A+ rating and Moody’s assigned an A1 rating to the Notes. Application has been made for the Notes to be listed on the official list of the Luxembourg Stock Exchange and to be admitted to trading on the Luxembourg Stock Exchange’s Euro MTF market.     • Conversion from a floating-rate structure to a fixed interest rate of 9.0% designed to improve Hut 8’s overall cost of capital as it scales, compared to a stated interest rate ranging from 10.5% to 11.5% between the quarter ended December 31, 2023 and the quarter ended March 31, 2025; and
    • Collateral and borrower protections including an improved limited recourse structure and continued application of a no-rehypothecation covenant on pledged Bitcoin.

    Students of SPbGASU became volunteers of the St. Petersburg International Economic Forum (SPIEF) and participants of the youth program “Day of the Future”, which took place on June 21.

    More than eight thousand people took part in the events of the SPIEF youth program, 37 sessions were held. This platform was visited by representatives of about 220 universities and about 60 scientific organizations.

    Anna Kozhemyak and Irina Peretokin (both second-year students of the construction faculty) were included in the forum’s volunteer corps and worked at the event from June 18 to 21.

    “I was able to participate in the forum thanks to a competitive selection. After submitting applications, we completed online training to learn about the main working aspects of the forum. Then we took an exam in the RANEPA building with questions in Russian and English, as well as a short oral survey. As a result, I managed to get into the business contacts exchange team, the main goal of which is to help participants organize business meetings.

    The experience of working in this area is incredibly useful. Every day is different from the previous one, the schedule is tight, the tasks are responsible, but thanks to the coordinated work of our team, everything went great! SPIEF is a huge productive mechanism, and it was a great honor for me to contribute to its work,” said Anna Kozhemyak.

    As part of the forum, the guys also attended thematic events, including the session “Cyber fraud as a tool of information warfare. A new look at digital threats and public security” with the participation of experts, journalists and bloggers. The project team interviewed the discussion participants and recorded a podcast for the educational project “InfoShield”.   • MIL-Evening Report: eSafety boss wants YouTube included in the social media ban. But AI raises even more concerns for kids

    Julie Inman Grant, Australia’s eSafety Commissioner, today addressed the National Press Club to outline how her office will be driving the Social Media Minimum Age Bill when it comes into effect in December this year.

    The bill, often referred to as a social media ban, prevents under-16s having social media accounts. But Inman Grant wants Australians to consider the bill a “social media delay” rather than a ban.

    When the ban was legislated in November 2024, the federal government carved out an exemption for YouTube, citing the platform’s educational purpose.

    Inman Grant has now advised the government to remove this exemption because of the harm young people can experience on YouTube. But as she has also pointed out, there are new risks for young people that the ban won’t address – especially from generative artificial intelligence (AI).

    Banning YouTube

    According to eSafety’s new research, 37% of young people have encountered harmful content on YouTube. This was the highest percentage of any platform.

    In her speech, Inman Grant argued YouTube had “mastered persuasive design”, being adept at using algorithms and recommendations to keep young people scrolling, and that exempting YouTube from the ban simply makes no sense in her eyes.

    Her advice to Communications Minister Anika Wells, which she delivered last week, is to not exempt YouTube, effectively including that platform in the ban’s remit.

    Unsurprisingly, YouTube Australia and New Zealand has responded with vigour. In a statement published today, the Google-owned company argues that

    eSafety’s advice goes against the government’s own commitment, its own research on community sentiment, independent research, and the view of key stakeholders in this debate.

    YouTube denies it is a social media platform and claims the advice it should be included in the ban is “inconsistent and contradictory”.

    But given YouTube’s Shorts looks and feels very similar to TikTok, with shorter vertical videos in an endlessly scrolling feed, exempting YouTube while banning TikTok and Instagram’s Reels never appeared logically consistent.

    It also remains the case that any public YouTube video can be viewed without a YouTube account. The argument that including YouTube in the ban would stop educational uses, then, doesn’t carry a lot of weight.

    How will the ban work?

    Inman Grant took great care to emphasise that the responsibility for making the ban work lies with the technology giants and platforms.

    Young people who get around the ban, or parents and carers who help them, will not be penalised.

    A raft of different tools and technologies to infer the age of users have been explored by the platforms and by other age verification and assurance vendors.

    Australia’s Age Assurance Technology Trial released preliminary findings last week. But these findings really amounted to no more than a press release.

    No technical details were shared, only high-level statements that the trial revealed age-assurance technologies could work.

    These early findings did reveal that the trial “did not find a single ubiquitous solution that would suit all use cases”. This suggests there isn’t a single age-assurance tool that’s completely reliable.

    If these tools are going to be one of the main gatekeepers that do or don’t allow Australians to access online platforms, complete reliability would be desirable.

    Concerns about AI

    Quite rightly, Inman Grant opened her speech by flagging the emerging harms that will not actually be addressed by new legislation. Generative AI was at the top of the list.

    Unregulated use of AI companions and bots was of particular concern, with young people forming deep attachments to these tools, sometimes in harmful ways.

    Generative AI has also made the creation of deepfake images and videos much easier, making it far too easy for young people to be harmed, and to cause real harm to each other.

    As a recent report I coauthored from the ARC Centre of Excellence for the Digital Child highlights, there are many pressing issues in terms of how children and young people use and experience generative AI in their everyday lives.

    For example, despite the tendency of these tools to glitch and fabricate information, they are increasingly being used in place of search engines for basic information gathering, life advice and even mental health support.

    There are larger challenges around protecting young people’s privacy when using these tools, even when compared to the already privacy-averse social media platforms.

    There are many new opportunities with AI, but also many new risks.

    With generative AI being relatively new, and changing rapidly, more research is urgently needed to find the safest and most appropriate ways for AI to be part of young people’s lives.

    What happens in December?

    Social media users under 16, and their parents and carers, need to prepare for changes in young people’s online experiences this December when the ban is due to begin.

    The exact platforms included in the ban, and the exact mechanisms to gauge the age of Australia users, are still being discussed.

    The eSafety Commissioner has made her case today to include more platforms, not fewer. Yet Wells has already acknowledged that

    social media age-restrictions will not be the end-all be-all solution for harms experienced by young people online but they will make a significant impact.

    Concerns remain about the ban cutting young people off from community and support, including mental health support. There is clearly work to be done on that front.

    Nor does the ban explicitly address concerns about cyberbullying, which Inman Grant said has recently “intensified”, with messaging applications at this stage still not likely to be included in the list of banned services.

    It’s also clear some young people will find ways to circumvent the ban. For parents and carers, keeping the door open so young people can discuss their online experiences will be vital to supporting young Australians and keeping them safe.

  • MIL-Evening Report: Iran’s internet blackout left people in the dark. How does a country shut down the internet?

    In recent days, Iranians experienced a near-complete internet blackout, with local service providers – including mobile services – repeatedly going offline. Iran’s government has cited cyber security concerns for ordering the shutdown.

    Shutting off the internet within an entire country is a serious action. It severely limits people’s ability to freely communicate and to find reliable information during times of conflict.

    In countries that have privatised mobile and internet providers, control is often exercised through legislation or through government directives – such as age restrictions on adult content. By contrast, Iran has spent years developing the capacity to directly control its telecommunications infrastructure.

    So how can a country have broad control over internet access, and could this happen anywhere in the world?

    How does ‘blocking the internet’ work?

    The “internet” is a broad term. It covers many types of applications, services and, of course, the websites we’re familiar with.

    There’s a range of ways to control access to internet services, but broadly speaking, there are two “simple” methods a nation could use to block citizens’ internet access.

    Hardware

    A nation may opt to physically disconnect the incoming internet connectivity at the point of entry to the country (imagine pulling the plug on a telephone exchange).

    This allows for easy recovery of service when the government is ready, but the impact will be far-reaching. Nobody in the country, including the government itself, will be able to connect to the internet – unless the government has its own additional, covert connectivity to the rest of the world.

    Software and configuration

    This is where it gets more technical. Every internet-connected endpoint – laptop, computer, mobile phone – has an IP (internet protocol) address. They’re strings of numbers; for example, 77.237.87.95 is an address assigned to one of the internet service providers in Iran.

    IP addresses identify the device on the public internet. However, since strings of numbers are not easy to remember, humans use domain names to connect to services – theconversation.com is an example of a domain name.

    That connection between the IP address and the domain is controlled by the domain name system or DNS. It’s possible for a government to control access to key internet services by modifying the DNS – this manipulates the connection between domain names and their underlying numeric addresses.

    An additional way to control the internet involves manipulating the traffic flow. IP addresses allow devices to send and receive data across networks controlled by internet service providers. In turn, they rely on the border gateway protocol (BGP) – think of it like a series of traffic signs which direct internet traffic flow, allowing data to move around the world.

    Governments could force local internet service providers to remove their BGP routes from the internet. As a result, the devices they service wouldn’t be able to connect to the internet. In the same manner, the rest of the world would no longer be able to “see” into the country.

    How common is this?

    In dozens of countries around the world, the internet is either routinely controlled or has been shut down in response to major incidents.

    A recent example is a wide-scale internet blackout in Bangladesh in July 2024 during student-led protests against government job quotas.

    In 2023, Senegal limited internet access to handle violent protests that erupted over the sentencing of a political leader. In 2020, India imposed a lengthy internet blackout on the disputed Himalayan region of Kashmir. In 2011, the Egyptian government withdrew BGP routes to address civil unrest.

    These events clearly show that if a government anywhere in the world wants to turn off the internet, it really can. The democratic state of the country is the most significant influence on the willingness to undertake such action – not the technical capability.

    However, in today’s world, being disconnected from the internet will heavily impact people’s lives, jobs and the economy. It’s not an action to be taken lightly.

    How can people evade internet controls?

    Virtual private networks or VPNs have long been used to hide communications in countries with strict internet controls, and continue to be an effective internet access method for many people. (However, there are indications Iran has clamped down on VPN use in recent times.)

    However, VPNs won’t help when the internet is physically disconnected. Depending on configuration, if BGP routes are blocked, this may also prevent any VPN traffic from reaching the target.

    This is where independent satellite internet services open up the most reliable alternative. Satellite internet is great for remote and rural areas where traditional internet service providers have yet to establish their cabling infrastructure – or can’t do so.

    Even if traditional wired or wireless internet connections are unavailable, services such as Starlink, Viasat, Hughesnet and others can provide internet access through satellites orbiting Earth.

    To use satellite internet, users rely on antenna kits supplied by providers. In Iran, Elon Musk’s Starlink was activated during the blackout, and independent reports suggest there are thousands of Starlink receivers secretly operating in the country.

  • MIL-OSI China: Thailand steps up border controls with Cambodia to combat transnational crime

    Thai Prime Minister Paetongtarn Shinawatra announced on Monday that Thailand will tighten its border controls with neighboring Cambodia to combat transnational crime.

    Speaking after a high-level meeting at the government house, Paetongtarn said restrictions on cross-border travel for both vehicles and individuals will be enforced, including limiting operating hours at checkpoints.

    She stated that crossings in seven provinces along the Thai-Cambodian border will be limited to essential travel, such as for students, medical patients, and vital goods.

    The prime minister said Thailand will halt exports of goods, particularly fuel and electricity, that support illegal operations across the border and will consider suspending fuel shipments to Cambodia suspected of being used in unlawful activities.

    Internet services and submarine internet cables connected to Cambodia’s government and military entities will also be suspended, she said.

    Following Paetongtarn’s announcement, the Thai military unveiled strengthened measures on border crossing with Cambodia, allowing only essential and humanitarian travel.

    Thailand’s latest measures came amid mounting border tensions with Cambodia. Cambodia said on Sunday it would stop fuel and gas imports from Thailand, while advising its citizens against non-essential travel to Thailand.

  • MIL-OSI China: European executives eye huge opportunities in Chinese market

    At the venue of the 6th Qingdao Multinationals Summit, Umberto Englmann, director of operations at German e-commerce firm Internet Up GmbH, looked out over the coastline of the eastern Chinese host city and reflected on its vitality.

    “It’s dynamic, open and innovative,” he said. “You can feel China is ready to grow with international companies from Europe and other regions.”

    His observations reflect a broader view shared by many European executives attending the summit, which was held last week and drew 570 participants from 43 countries and regions. For many, China’s vast market, high-level opening up and reputation for being an innovative manufacturing powerhouse continue to make it a key driver of sustainable growth.

    Roland Lukas, chief financial officer of Internet Up GmbH, said that the company’s success was closely tied to China.

    “Our Snapbuy platform bridges Asian sellers and Western consumers, and it is easy to bring goods from China to Europe and the U.S., because the supply chains are very well organized in China,” he said. “The opportunities are huge, and China is very important for our growth.”

    Internet Up, one of the fastest-growing e-commerce firms in Europe, is seeking new manufacturing and logistics partners in China to further expand its presence, according to Lukas.

    A report released during the summit revealed that the operating revenue and profits of major foreign-invested industrial enterprises in China increased by 14.5 percent and 12.5 percent, respectively, in 2024 compared to 2019 levels.

    China’s strong innovation capabilities and robust industrial and supply chain systems have helped multinationals maintain their competitive edge globally.

    Belgium-based Bekaert Group, a global leader in steel wire transformation and coating technologies, is a long-term participant in China’s market. The company has invested more than 1.5 billion euros in China since 1993 and plans to invest further.

    “We are upgrading our product portfolio, especially in low-energy and green technologies,” said Kurt Van Rysselberge, head of Bekaert China, adding that China is becoming an innovative manufacturing powerhouse, which is a very favorable environment for multinational companies.

    China is rapidly deploying green energy and Bekaert is part of these value chains, the executive said, adding that this offers tremendous opportunities to create a virtuous cycle to create low-carbon products that will be very competitive on the world markets.

    Bekaert is ramping up innovation in areas like hydrogen generation, tire reinforcement, offshore wind components, and sustainable construction, and many of the innovations come from China.

    This year marks the 50th anniversary of the establishment of diplomatic relations between China and the European Union. The two sides have become each other’s major trading partners, with the annual bilateral trade growing from 2.4 billion U.S. dollars to 780 billion U.S. dollars over the past 50 years.

    “Over the past 50 years, China-EU cooperation has created immense value on both sides,” said Jens Eskelund, president of the European Union Chamber of Commerce in China. “Access to China’s supply chain has enhanced additional purchasing power for European consumers and integrated China into the global value chain.”

    Eskelund added that China’s investment in human capital, including the annual output of engineers, has made it a natural partner for R&D collaboration. For many European companies, China isn’t just a market, but a place to innovate and co-create, he said.

    China’s efforts to build a first-class business environment, including expanded visa-free travel, national treatment for foreign investment and shortened negative lists for greater market access, have boosted investor confidence.

    Looking ahead, European executives said the momentum of collaboration is only building. “China’s opening up is very beneficial for the world, and also for China itself. We can work together and do great business,” said Lukas.

    CONGRESSWOMAN PLASKETT CELEBRATES HOUSE PASSAGE OF BIPARTISAN LEGISLATION TO ESTABLISH TRANS-ATLANTIC SUBMARINE FIBER OPTIC CABLE 

    Washington, DC – This week, Congresswoman Plaskett’s (D-VI-AL) HR 1737, the “DiasporaLink Act”, passed through the House of Representatives by voice vote. The Bill, re-introduced in March with her Republican colleague Congressman Russ Fulcher (R-ID-1), requests an assessment of the value, cost, and feasibility of developing a Trans-Atlantic submarine fiber optic cable which will connect the East coast of the United States, via the United States Virgin Islands, with Nigeria and Ghana.  

    “I am pleased to see the passage of this legislation known as the ‘DiasporaLink Act’ through the House. This bill represents an opportunity to establish high-speed internet connection to Africa and throughout the Caribbean from American soil, which will enhance America’s national security data and communication interests in the regions. In the legislation, this TransAtlantic submarine fiber optic cable will intersect in the U.S. Virgin Islands. The DiasporaLink Act is envisioned as both a national security instrument and a digital commerce expressway to boost America’s global, political, economic, and military advantages and influences. This act will ensure the region is not forgotten as it confronts increasing regional political instability and transnational criminal activity,” stated Congresswoman Stacey E. Plaskett.

    Background: 

    Presently, there is no direct fiber optic link between the US and the continent of Africa. Africa is increasingly an area that presents dynamic economic opportunity for our country as well as national security challenges that must be addressed. The Virgin Islands is strategically positioned in the transit zones to fight transnational crime and protect U.S. national and regional security in the Caribbean as well as be a safe hub for optic between the 2 continents. The TransAtlantic submarine fiber optic cable network’s strategic location makes DiasporaLink a “Digital Safe Harbor” under the U.S. flag. This service will provide African and Caribbean submarine operators and Internet Service Providers (ISPs) a clear channel to U.S. financial and business centers. In addition, undersea cables have significant strategic importance and an estimated 400 of them carry approximately 98 percent of international internet data as well as telephone traffic around the world. Many are owned and operated by U.S. companies — helping reinforce U.S. dominance over the internet while giving a sense of security to the U.S. and its allies that may be concerned about sabotage or surveillance. Having the hub in the U.S. Virgin Islands is a significant 21st century paradigm shift; it allows our islands’ advantages, many of which have been used for the benefit of other world powers (i.e. the VI’s geostrategic location), to be utilized for the benefit of our people. DiasporaLink in the USVI will make it a hub for commerce in the global digital economy and will stimulate high tech job opportunities for Virgin Islanders and attract digital users to the territory. 

    In the 118th Congress, this legislation passed through the House Energy & Commerce Committee with unanimous support, passed the House of Representatives and was sent on to the Senate. The Office of Congresswoman Plaskett is working with the Senate to facilitate passage in that Chamber.

    In a statement issued today, the Secretary-General strongly condemned the terrorist attacks that took place on Sunday at the St. Elias Church in Damascus. He expressed his deepest condolences to the families of the victims and wishes a swift recovery to those injured.
    The Secretary-General reiterated that all perpetrators of terrorism must be held accountable. He took note that the Syrian interim authorities have condemned this attack and, after a preliminary investigation, attributed it to Islamic State of Iraq and Levant, ISIL. The Secretary-General called for a full investigation.
    The Secretary-General reaffirmed the commitment of the United Nations to supporting the Syrian people in their pursuit of peace, of dignity, and justice.
    Geir Pederson, the Special Envoy in Syria, also issued a statement on the same attack.

  • MIL-OSI Security: Shawano Man Indicted for Child Pornography Production

    Richard Frohling, Acting United States Attorney for the Eastern District of Wisconsin, announced that on June 17, 2025, a federal indictment was returned alleging that Brandon M. Boogren (age: 29) of Shawano, Wisconsin, used a minor child to produce child pornography in violation of Title 18, United States Code, Section 2251(a).

    According to court documents, in May 2019 Boogren created several videos of himself and a then two-year-old child involved in sexually explicit conduct. Boogren then is alleged to have distributed the images to an individual in Houston, Texas, via the internet.

    If convicted of the charge alleged in the indictment, Boogren faces a mandatory 15 years’ imprisonment and up to 30 years’ imprisonment. He may also be fined up to $250,000 and would be required to register as a sexual offender under state and federal law.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006, by the U.S. Department of Justice. Led by U.S. Attorneys’ Offices and the Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.     This case was investigated by the Federal Bureau of Investigation with the assistance of the Shawano County Sheriff’s Office. It will be prosecuted by Assistant United States Attorney Daniel R. Humble.

    An indictment is only a charge and is not evidence of guilt.  The defendant is presumed innocent and is entitled to a fair trial at which the government must prove his guilt beyond a reasonable doubt.

    CHARLOTTE, N.C. – Marquis Drakeford Bynum, 45, of Charlotte, was sentenced today to 144 months in prison for possession of child sexual abuse material (CSAM) involving a prepubescent minor and violating his federal supervised release, announced Russ Ferguson, U.S. Attorney for the Western District of North Carolina. U.S. District Judge Max O. Cogburn Jr. also ordered Bynum to serve a lifetime of supervised release, to register as a sex offender after he is released from prison, and to pay $33,000 in restitution.

    James C. Barnacle, Jr., Acting Special Agent in Charge of the Federal Bureau of Investigation (FBI), Charlotte Division, joins U.S. Attorney Ferguson in making the announcement.

    As reflected in court records, this case arose from Bynum’s violation of the terms of his federal supervised release imposed following his 2007 conviction for transporting and possessing CSAM. According to court records, on August 16, 2023, the U.S. Probation Office (USPO) conducted a search of Bynum’s residence pursuant to his probationary terms. During the search, probation officers recovered two cell phones and a flash drive. U.S. Probation and the FBI forensically analyzed the evidence and found thousands of images and videos depicting the sexual abuse of children as young as toddlers. New federal charges were filed against Bynum, and on April 10, 2024, he pleaded guilty to possession of child pornography involving minors under the age of 12.

    Bynum is in federal custody. He will be transferred to the custody of the Federal Bureau of Prisons upon designation of a federal facility.

    In making today’s announcement, U.S. Attorney Ferguson thanked the FBI for its work on the case and commended the USPO for their invaluable assistance investigating a sex offender.

    Assistant United States Attorney Kimlani Ford of the U.S. Attorney’s Office in Charlotte prosecuted the case.
