    OKLAHOMA CITY – A federal jury has convicted RONNIE ALLEN BARTON, 48, of Canadian County, of two counts of attempted coercion and enticement of a minor, one count of commission of a sex offense by a registered sex offender, and one count of attempted receipt of child pornography, announced U.S. Attorney Robert J. Troester.

    On February 20, 2025, a federal Grand Jury returned a four-count Indictment against Barton, charging him with the above crimes. On June 17, 2025, a federal jury found Barton guilty on all counts.

    Evidence presented at trial showed that in July 2024, an undercover FBI agent posted an online advertisement for the opportunity to meet with two fictitious, underage children—a nine-year-old girl and an 11-year-old girl—for sexual purposes. Through the platform, Barton expressed interest in the ad, and over the course of several months, requested that the agent send him pornographic pictures of the girls. Ultimately, Barton arranged to meet the agent and the two fictitious girls at an Oklahoma City motel for the purpose of engaging in sexual acts with the girls. Barton was arrested outside of the motel on January 24, 2025, when he showed up at the appointed time and place for the meeting.

    Public records reflect that Barton is a registered sex offender, with a previous 2018 felony conviction for lewd acts or indecent proposal in Canadian County District Court case number CF-2017-254.

    At sentencing, Barton faces no less than 20 years and up to life in federal prison, and a fine of up to $250,000.

    This case is the result of an investigation by the FBI Oklahoma City Field Office. Assistant U.S. Attorneys Elizabeth Joynes and Brandon Hale are prosecuting the case.

    This case is also part of Project Safe Childhood (PSC), a nationwide initiative by the Department of Justice (DOJ) to combat child sexual exploitation and abuse.     The HSE hosted a roundtable discussion entitled “New Challenges for Antitrust Regulation: The Chinese Perspective.” The event was organized by BRICS International Centre for Competition Law and Policy (BRICS Centre). Special guests were Chinese colleagues from the Competition Policy and Assessment Research Centre (CPAC) of the State Administration of Market Regulation of the People’s Republic of China (SAMR). Last year, the BRICS Centre and CPAC SAMR was signed strategic cooperation agreement.

    The meeting was also attended by representatives of the FAS Russia, the Eurasian Economic Commission and employees of the BRICS Centre and Faculty of LawThe discussion was moderated by Alexey Ivanov, Director of the BRICS Centre and Professor of the Faculty of Law at the National Research University Higher School of Economics.

    He recalled that last year the BRICS Centre developed a draft international fair competition platforms, which were supported antimonopoly authorities of the association. Initiative was approved Vladimir Putin at the Kazan summit last October, and this is now a priority task for the BRICS Centre in the context of multilateral cooperation on competition. Alexey Ivanov noted: “We expect that the Chinese Centre for Competition Policy and Expertise will become a key partner in the development of this platform.”

    The platform is intended to become a basis for the convergence of state policies and law enforcement practices to protect competition. The first stage of the project will be the creation of a unified system of interstate information exchange on economic concentration transactions and on the most pressing problems of socially significant markets. At the same time, the digitalization of cooperation within the BRICS is the key to the success of this “new architecture of international economic life.”

    Deputy Head of the FAS Russia Andrey Tsyganov addressed the participants with a welcoming speech. He covered the history of interaction between the agencies of the two countries, which began in 1996 with the signing of an agreement between the governments of the Russian Federation and China on cooperation in the field of antimonopoly policy and the fight against unfair competition. The current areas of partnership were detailed, including the exchange of best practices, coordination in border markets and joint work within the BRICS framework. “Our countries are the driving force behind cooperation in the BRICS format. Many important projects begin with our initiatives. This cooperation is focused on the so-called socially significant markets: food, pharmaceuticals, digital economy,” the speaker said. Further emphasizing the importance of digitalization, Andrey Tsyganov noted that Russia is carefully studying the experience of China in regulating digital markets, as well as new approaches and solutions of Chinese regulators.

    Deputy Director of CPAC Jie Fang spoke about the structure and activities of the center, as well as the work results of China’s antitrust regulator in 2024. During his speech, he also proposed three areas for further cooperation between the BRICS Center and CPAC: improving the cooperation mechanism by developing a clear direction and a clear understanding of common goals, which includes enhancing the role of CPAC in BRICS with the assistance of Russian colleagues; focusing on issues of mutual interest, which include antitrust supervision and enforcement in vital areas of the economy, developing mechanisms for monitoring the activities of Internet platforms, combating unfair competition in the digital environment, and protecting commercial secrets; developing new methods of cooperation, involving mutual provision of professional advice and assistance on compliance management for companies operating in Russia and China, as well as sharing the latest research results and enhancing the effectiveness of mutual learning.

    In his speech, the head of the HR department of the CPAC, Changqing Wang, drew attention to the key role of human resources in antitrust research, emphasizing the need for educational work and training highly qualified specialists in this field. According to him, since its establishment, the center has paid special attention to supporting young personnel and improving their professional level.

    Liwei Xie, Director of the CPAC Institute of Platform Economy, spoke about the development and regulation of the platform economy in China. She began her report with the latest data on the development of the country’s digital sector, according to which the monthly active mobile Internet users in China have reached 1.26 billion people. The volume of annual online retail sales exceeds 15 trillion yuan, which has allowed the Chinese online retail market to maintain its leading position in the world for 12 years in a row. At the same time, the platform economy has directly or indirectly provided employment for more than 200 million people.

    According to the speaker, China’s platform economy is a multi-layered and multi-faceted system, where e-commerce platforms such as Alibaba, JD.com and Pinduoduo together form a complete matrix and integrate multiple models, including B2C, C2C, B2B. In turn, short video entertainment platforms such as Douyin and Kuaishou have formed a complete industrial chain, from content creation to intellectual property incubation.

    In recent years, Chinese authorities have been aggressively cracking down on violations such as abuse of dominance, false advertising, counterfeit goods, and price scams. The regulator has conducted a number of high-profile antitrust investigations into Alibaba, Meituan, and CNKI (China National Knowledge Infrastructure). It has also tightened controls over mergers between companies in the platform economy and is clamping down on the placement of false advertising online. According to the regulator, these measures have already yielded results: major players have become more strict in complying with the rules, and the industry has entered a phase of “stable supervision.”

    The platform economy is supervised according to the principle that “whoever is responsible for the offline sector also supervises the online sector.” SAMR’s area of responsibility includes comprehensive market supervision, covering online trade in goods and services, antitrust activities, and combating unfair competition in the digital environment. The legal basis for this is the Law on Electronic Commerce, the Rules for Supervision of Online Commerce, as well as laws on combating unfair competition, on the protection of personal data, and intellectual property. In 2024, SAMR stepped up the fight against violations in live commerce, including the sale of counterfeit goods and price manipulation. Work is underway to revise laws on pricing and unfair competition, and new regulations are being prepared for streaming services and platforms.

    The Russian experience of regulating digital markets was presented by Irina Nikolaicheva, Head of the Department for Regulation of Communications and Information Technology of the FAS Russia. She reported that the agency is currently developing systemic approaches to the analysis and regulation of digital markets, studying such phenomena as network effects. The basis for this work was the amendments to the Law on Protection of Competition adopted in 2023, known as the fifth antimonopoly package. Before the amendments to the law, the service actively used soft law tools, in particular the “Principles of Good Conduct for Platforms” signed by the largest Russian marketplaces. Experience has shown that an integrated approach combining legislative measures and self-regulation is most effective. As part of the current regulation, the Government of the Russian Federation instructed the Ministry of Economic Development, together with the FAS Russia, to develop a separate bill on platform employment, designed to establish clear and non-discriminatory rules for access to the largest digital platforms, including marketplaces and taxi aggregators, to ensure a balance of interests of operators, market participants and consumers.

    Olga Korolkova, Assistant to the Member of the Board (Minister) for Competition and Antimonopoly Regulation of the Eurasian Economic Commission (EEC), shared her experience of supranational regulation. She recalled that the EAEU, which celebrated its 11th anniversary in May 2025, is an international organization of regional economic integration whose task is to ensure the free movement of goods, services, capital and labor. The EEC Competition Block, in turn, ensures this freedom in cross-border markets. As part of the strategic development directions until 2025, the Commission has prepared a draft agreement on e-commerce within the EAEU, establishing requirements for professional market participants, including requirements for platforms and advertising messages, and also touching upon issues of consumer protection, technical regulation, security and customs clearance of digital goods. In addition, the EEC Antimonopoly Block has already amended the methodology for assessing the state of competition, including criteria for analyzing digital markets, such as network effects.

    Summing up the meeting, Alexey Ivanov focused on the unique role of the antimonopoly regulator, which is called upon to act as a mediator and facilitator, taking a neutral and objective position. The regulator’s task is not to protect the interests of one of the parties, such as platform owners or their employees, but to promote the development of competition. The key goal of its activities is to ensure balanced and sustainable development of the market, when the growth and dominance of some participants to the detriment of others is not allowed.

    Speaking about the role of BRICS, Alexey Ivanov emphasized that the association is a “network of networks,” a superstructure over regional associations that performs the function of coordination between various regional structures, and, among other things, helps countries build a synchronized antimonopoly policy.

  • MIL-OSI Africa: How a volunteer group grew into a Ugandan tech leader

    Ten years ago, the ICT Association of Uganda (ICTAU) was a small, volunteer-run organization with limited capacity. It had one staff member, a working board, and little visibility among decision-makers. Uganda’s tech sector was expanding, but ICTAU lacked the structure and support needed to keep up.

    With stronger governance and support from the NTF V FastTrackTech project in Uganda, ICTAU is now shaping policy, supporting start-ups, and building a more inclusive digital economy.

    A decade ago, coordination among tech companies was weak. Many worked in isolation, unaware of the benefits of joining a larger network. Governance was also a challenge. Without a professional secretariat or strong leadership, the association could not consistently deliver value to its members.

    Gideon Nkurunungi, who joined ICTAU in 2022 and became CEO the next year, says that early on, the association had little influence. ‘We didn’t have proper systems in place. Most members weren’t active. We weren’t running events or engaging in policy discussions. There was potential, but no structure to realise it.’

    Strategic support sparks change

    That started to change when ICTAU partnered with the International Trade Centre’s Netherlands Trust Fund V (NTF V) FastTrackTech project.

    One of the first areas of support was internal governance. The board expanded to include more diverse expertise, and the organization established a permanent secretariat. This included the creation of the CEO role, which brought in professional leadership for the first time.

    NTF V FastTrackTech also helped ICTAU develop programmes focused on start-up support, export readiness, and certification. Members received training in agile and lean start-up methods, connected with international buyers, and exhibited at global events.

    Inclusion was another key focus. NTF V FastTrackTech encouraged ICTAU to increase support for women-led and youth-led businesses. This led to the formation of a Women in Tech chapter and more women joining the board.

    New spaces for dialogue and networking

    The changes quickly produced results. ICTAU launched the National ICT Summit and the CIO breakfast series, both of which created new spaces for dialogue and networking. Members could now meet face to face, showcase products, and exchange ideas. These events also increased the association’s profile with government, donors, and international partners.

    ICTAU also began engaging more actively in policy. It hosted roundtables, consulted on draft legislations, and crafted reports on sector trends and challenges. Members had new ways to make their voices heard.

    Membership growth followed. The association has grown from around 100 members at the start of the NTF V partnership to over 300 today. These include students, startups, non-governmental organizations, professionals, and larger companies.

    ‘Members are more involved now. They attend events, ask questions, and share experiences. We’ve become a proper community, not just a database,’ says Nkurunungi.

    ’Having structure and a clear direction lets us serve more people and deliver better results,’ says Nkurunungi. ‘The work we’re doing now lays the foundation for the next ten years.’

    Plans for mentorship

    Uganda is one of East Africa’s fastest-growing economies, with a rising wave of fintech, foodtech, software and data startups. Start-ups play a key role in driving economic growth, creating high-value jobs and advancing national development.

    Building on the FastTrackTech foundation, ICTAU is planning a series of new initiatives. A startup chapter is being developed to offer more targeted support to early-stage companies. A mentorship programme is also in the pipeline, linking local entrepreneurs with experienced mentors from other regions.

    The association will continue its work on policy engagement and certification, aiming to keep members aligned with global standards. Regular events and published insights will remain key features of ICTAU’s work.

    ‘We’re not treating FastTrackTech as a one-off project,’ says Nkurunungi. ‘It has shaped the way we work, and we’re keeping that approach.’

    Chinese Premier Li Qiang has signed a State Council decree unveiling rules to regulate internet platform companies’ submission of tax-related information.

    The rules go into effect on Monday.

    The rules aim to regulate the internet platform companies’ submission of tax-related information of business operators and employees on their respective platforms, enhance the efficiency of tax services and management, protect the legal rights and interests of taxpayers, create a fair and unified tax environment, and promote the standardized and healthy development of the platform economy.

    According to the rules, internet platform companies are required to submit the identity information of operators and employees, as well as income data for the previous quarter, to their respective tax authorities within one month following the end of each quarter.

    Internet platform companies should standardize the preservation of tax-related information concerning operators and employees within their platforms, according to the rules.

    Tax authorities are required to keep the acquired tax-related information confidential in accordance with the law and establish a tax information security management system.

    The rules also outline circumstances under which submission is exempted and measures to reduce submission burdens.

    In addition, the rules also stipulate corresponding legal responsibilities for different types of violations.

  • MIL-OSI: New Data Presented at ADA 2025 Highlights Burden and Risk Associations of Cardiac Arrhythmias in Patients with Type 2 Diabetes and Chronic Kidney Disease

    SAN FRANCISCO, June 23, 2025 (GLOBE NEWSWIRE) — iRhythm Technologies, Inc. (NASDAQ:IRTC) announced the results from two large-scale real-world studies presented at the American Diabetes Association’s 85th Scientific Sessions (ADA 2025). The analyses reveal that cardiac arrhythmias are common and often occur early in people with type 2 diabetes (T2D)—especially those who also have chronic kidney disease (CKD). These findings suggest a critical opportunity to enhance early detection strategies in at-risk cardiometabolic populations.

    The studies examined longitudinal claims data from over 30 million U.S. adults, providing new insights into how arrhythmias—often asymptomatic—cluster around major disease inflection points. In T2D patients, arrhythmias were frequently identified prior to or shortly after diagnoses of CKD or major adverse cardiovascular events such as stroke or heart failure.

    Cardiac arrhythmias—conditions in which the heart beats too fast, too slow, or irregularly1—are a serious public health concern. In the general U.S. population, they affect roughly 1 in 20 adults2. But in people with type 2 diabetes and chronic kidney disease—already at elevated cardiovascular risk3—new data reveal that arrhythmias occur more frequently, and often much earlier, than previously recognized.

    Left undetected, certain arrhythmias can lead to stroke, heart failure, hospitalization, or even death4-6. That’s why early detection is critical—giving clinicians a chance to act before complications arise. Yet in most diabetes care pathways, arrhythmias are not routinely screened for7, and many patients experience no symptoms at all8.

    • In a T2D cohort of 8.8 million individuals, over 1.1 million individuals were diagnosed with major arrhythmias.
    • 47% of arrhythmias occurred after diabetes diagnosis, with a median time of 496 days.
    • Among patients who experienced a MACE, 25% did so on or after arrhythmia detection, while 45% of MACE occurred beforehand—pointing to a complex but tightly linked risk timeline.

    In the Incidence and Timing of Major Arrhythmias in T2D and CKD: A Real-World Analysis (T2D + CKD population):

    • Among 3.2 million T2D patients who then received a CKD diagnosis, 670,003 (21%) developed a major arrhythmia, of which 397,359 (59%) occurred before CKD diagnosis.
    • Median time from T2D to arrhythmia was 488 days; median time from arrhythmia to MACE was 800 days.
    • Notably, 17% of patients who experienced a MACE did so within three days of their arrhythmia event.

    These findings suggest that arrhythmias are not only common in people with diabetes and kidney disease, but are often detected for the first time in close proximity to major cardiovascular events.

    Building on Prior Findings: A Broader Pattern Emerging

    These new results build upon findings presented by iRhythm at the American Heart Association’s (AHA) 2024 scientific sessions, which demonstrated that patients with diabetes and COPD who developed arrhythmias had:

    • Twice the hospitalization rate of those without arrhythmias
    • 35–50% higher emergency care costs
    • Hospital stays up to 5 days longer

    Additionally, real-world data presented at ACC.25 demonstrated that fewer than one in five patients experience a symptom coinciding with an arrhythmic episode. This reinforces the need to monitor patients based upon unique risk factors instead of symptoms.

    Across both ADA and AHA datasets, the real-world evidence shows a consistent signal: undiagnosed arrhythmias are clinically consequential and economically burdensome—and early rhythm detection could help change that trajectory.

    Incidence of Cardiac Arrhythmias in Patients with Diabetes: A Real-World Study

    Type 2 Diabetes (T2D) contributes to development of arrhythmias through autonomic dysfunction, electrical remodeling, oxidative stress, and inflammation. This real-world evidence study examined the burden of arrhythmias in T2D and their temporal relationship with major cardiovascular events (MACE). Using a national claims database (Symphony Integrated Dataverse), study investigators identified adults with T2D (2014–2024) experiencing arrhythmias, their timing relative to T2D onset, and associations with cardiometabolic comorbidities. Among 8.8 million adults with T2D (median age: 60 years; 46% male, 54% female), a total of 1.14 million individuals developed a major arrhythmia (Table 1). Of these, 43% occurred prior to T2D; 57% developed on or after T2D. The median time to arrhythmia post T2D was 496 days (range: 1–2,007 days). Hypertension was present in 20%; 38% had at least one metabolic risk factor (chronic kidney disease, dyslipidemia, liver dysfunction, or obesity); 25% experienced a MACE either at the time of or following arrhythmias (median time:1 day; range: 0–1,925 days). MACE occurred in 45% of patients preceding the diagnosis of arrhythmia (median time: 542 days; range: 1–2,373 days). The findings highlight the burden of arrhythmias in T2D and the association between arrhythmias and MACE. Further investigations are warranted to elucidate the potential strategies for early diagnosis, risk stratification and intervention.

    Incidence and Timing of Major Arrhythmias in T2D and CKD: A Real-World Analysis

    Type 2 diabetes (T2D) is a leading cause of chronic renal disease (CKD). Despite strong links between T2D, CKD, and cardiovascular disease (CV), the incidence and timing of major arrhythmias in this high-risk population remains unclear. This study examined the incidence, timing, and risk associations of major arrhythmias in T2D-CKD patients. Study investigators analyzed Symphony Integrated Dataverse (2018-2024) claims data on adults with CKD (stages 1-4) following T2D, assessing arrhythmia occurrence, timing, and metabolic/CV risk factors. Among 3.2 million T2D patients subsequent CKD diagnosis (51% females, median age 73; 49% males, median age 72), 670,003 (21%) developed major arrhythmias, mainly atrial fibrillation (AF). In 59%, arrhythmias preceded CKD (56% males, median age 73; 44% females, median age 74). Median time from T2D to arrhythmia: 488 days (1-2,362); arrhythmia to CKD: 462 days (1-2,368); arrhythmia to MACE: 800 days (2-2,348). When arrhythmias followed CKD (54% males, median age 75; 46% females, median age 76), CKD-to-arrhythmia median time: 355 days (1-2,003). MACE occurred in 17% (54% males, 46% females; median age 76) within three days of arrhythmia, CKD-to-MACE median time: 461 days (1-1,998). Findings reveal that arrhythmias are common in T2D-CKD and strongly linked to MACE, suggesting that identifying shared mechanisms between T2D, CKD, and arrhythmias requires innovative diagnostic approaches, including continuous ambulatory EKG monitoring to drive early intervention and precision therapies.

    In an interview with RIA Novosti, Minister of Industry and Trade Anton Alikhanov spoke about how pseudo-Russian brands are identified, what measures the state is introducing to ensure product safety in schools and kindergartens, and the fight against illegal goods.

    A. Veselova: Anton Andreevich, what is the situation with illegal turnover of products in Russia today?

    A. Alikhanov: I would like to start by saying that ten years ago, by decision of the president, a state commission was created to combat illegal turnover of industrial products. It became the main coordinating link in the comprehensive work in the fight against the shadow market. The activities of all industry and regulatory bodies at the federal level are linked through it.

    Various tools are used to reduce the circulation of illegal products. But the most effective has become the digital marking and traceability system of goods “Honest Sign”.

    This direction is already being implemented in all EAEU countries and in Uzbekistan. In Russia, 31 product categories are monitored from the conveyor to the consumer on a mandatory basis, with 16 being subject to an experiment. The government is also considering further expansion of the system to various products, especially in the food industry and industrial goods. The Honest Sign mobile application is used by almost 28 million consumers, they have checked more than 300 million products and identified 240 thousand violations. All complaints are sent to regulatory authorities.

    A. Veselova: What effect on the economy has been recorded in the country from the introduction of labeling?

    A. Alikhanov: According to the Federal Tax Service, over the past five years the economic effect has amounted to 1.2 trillion rubles in the form of tax and other revenues to budgets at all levels. More than half of this amount was achieved by whitening the tobacco market – 627 billion rubles. The results in other product groups are also noticeable. In dairy products – 148 billion rubles, in light industry – 143 billion rubles, in the footwear segment – 85 billion rubles, in perfumery – 35 billion rubles.

    In addition to increasing state revenues, legal businesses earned an additional 687 billion rubles by increasing their market share. And according to Rosstat data, the profitability of sales has increased for all bona fide market participants. Since the launch of mandatory labeling by 2023, tobacco products have increased by 17.9%, packaged water by 13.1%, footwear by 5.7%, and dairy products by 3.2%. I would like to note that these effects have been achieved without a noticeable impact on the final price for the consumer. According to the Research Institute of the Ministry of Finance, the share of labeling in the cost price is no more than 1%.

    A. Veselova: Since April 2024, a permit regime has been in effect for a number of goods in Russia, which checks the quality of the goods through a special QR code; if the product is of poor quality, the system will not allow the buyer to purchase it. How effective is this mechanism? How does the regime protect consumers?

    A. Alikhanov: Due to the introduction of a permit regime at store checkouts, sales of 1.2 billion low-quality or illegal goods have been blocked. Among them: beer – 299 million units, milk – 243 million, tobacco – 311 million, in the light industry – 187 million, soft drinks – 110 million. This system already applies to 16 groups of goods and will be expanded this year to non-alcoholic beer, caviar, veterinary drugs, technical rehabilitation equipment and bicycles.

    The labeling system allows for batches of unsafe products to be blocked within an hour by decision of regulatory authorities. For example, Rospotrebnadzor, based on research, did this proactively with respect to six million dietary supplements across the country with dangerous levels of lithium, melatonin, and simethicone. Similarly, due to a poisoning incident, sales of a batch of 2.5 million bottles of water were promptly stopped. Thus, we now have a mechanism for quickly stopping sales of products whose quality and safety are in doubt.

    It is important that we not only control the products themselves, but also close illegal production facilities, in particular 56 tobacco factories, using control bodies. At the same time, many enterprises left the shadow sector and began to operate according to the law. This is how more than 550 “new” water producers appeared, the number of legal importers of dietary supplements increased tenfold and those who produce them tripled.

    A. Veselova: What is happening now in the sphere of state control over industrial products?

    A. Alikhanov: State control is one of the key mechanisms for consumer protection. It ensures quality control and product safety in accordance with established requirements at all stages – during production, delivery and circulation.

    Today, the safety of certain types of products is confirmed by a certificate or declaration, while there is no further state control over such products. That is, there may be cases when an unscrupulous manufacturer provides the laboratory with a so-called “golden sample” that fully complies with the requirements. This is how he receives a certificate. And the product goes to the market under this certificate, but it does not comply with the requirements. As a result, unsafe products may end up on the shelf.

    A. Veselova: Are you developing additional mechanisms to protect consumers in order to prevent unsafe products from entering the market?

    A. Alikhanov: We have developed a set of measures with the Ministry of Economic Development. First of all, these are changes to the legislation to restore state control over certain types of industrial products – I believe that it will be effective. This is confirmed by the experiment that Rosstandart is conducting on certain types of construction products and materials. We are talking about cable products, various types of cement, construction and concrete mixtures, as well as heating convectors and radiators. Over two thousand control measures have already been carried out in a year of the experiment.

    According to the inspection results, 57% of cases revealed violations of product quality requirements. Such unsafe products are recalled from the market. For example, in St. Petersburg, about 6 thousand tons of dry construction mixtures worth a total of about 104 million rubles were withdrawn from circulation. And such cases are not isolated.

    Another significant initiative in this direction was introduced by the State Duma deputies. They proposed to legislatively enshrine the regulation of technical conditions, according to which manufacturers often release their products. We fully support this approach.

    A. Veselova: What is the difference between technical conditions and technical regulations? What effect do you expect from fixing technical conditions?

    A. Alikhanov: Technical conditions today are a non-public document in which the manufacturer himself defines the requirements for his products. Formally, they should not be lower than the requirements of technical regulations. But technical regulations establish only minimum safety requirements and do not affect quality parameters. Therefore, the requirements of technical conditions may be lower than GOSTs. A simple example: if a manufacturer puts saury in a can labeled “kilka”, this may not violate safety standards or technical conditions. But it absolutely does not meet consumer expectations and, most importantly, violates GOST requirements.

    We are confident that the removal of technical specifications from the unregulated zone will increase transparency and ensure fair competition. In addition, it will involve bona fide manufacturers in the national standardization process. Ultimately, this will have a positive effect on the quality of products released into circulation and will increase consumer confidence.

    A. Veselova: What additional measures are being taken to protect products from possible attempts at counterfeiting?

    A. Alikhanov: We conducted an experiment with the Ministry of Economic Development and the CRPT, following which the government adopted Resolution No. 837, which comes into force on September 1. It strengthens control not only over the availability, but also the content of permits for goods in the labeling system. This will allow us to confirm their relevance and compliance with the declared products. If the documents do not pass the check, the products will not be allowed on the market.

    In addition, a ban on sales at the checkout will be introduced if the permits are declared invalid after the products have been put into circulation. We are currently verifying the contents of the documents with the state registers of Rosaccreditation and Rospotrebnadzor. In the future, we will expand the array of data on the products themselves and whether the company has the right to produce them. We are discussing this decision with the member countries of the association and expect a positive decision from the Eurasian Economic Commission.

    A. Veselova: How does the ministry combat pseudo-Russian brands? How acute is this issue today?

    A. Alikhanov: We are conducting an experiment to identify such manufacturers and phantom enterprises. For example, more than 2.8 thousand shoe manufacturers are registered in the marking system, of which almost 470 are in Moscow. If the system reveals, based on risk indicators, that the activities of such companies deviate from the norm and raise suspicions, then representatives of the CRPT and Rospotrebnadzor conduct an on-site inspection. In fact, they determine whether there is real production or just a legal entity that legalizes illegal products.

    The first results showed that 92% of inspections of footwear, consumer goods and dietary supplements were fake enterprises. Their addresses were found to be vacant lots, residential buildings or abandoned buildings. These companies tried to “legalize” products that did not correspond to the declared documents. In some cases, there is reason to believe that these are imports that are registered as products of Russian origin in order to evade customs duties and control.

    Based on the results of the experiment, a mechanism was developed to limit the issuance of marking codes to such legal entities and block their products. Before the traceability system appeared, this was impossible to do. For now, we have extended this algorithm to the least regulated industries – footwear, light industry, perfumery, tires and dietary supplements. Then we will cover other product categories.

    A. Veselova: Anton Andreevich, there was information on the Internet about the incorrect operation of the marking system in case of unstable Internet operation? Do you know about this, does such a problem really exist?

    A. Alikhanov: Since March 1, 2025, an offline mode has been introduced for a number of product groups that require mandatory labeling, which allows checking the product even without the Internet. To do this, a special local module of the system is installed at the checkout, into which a database of labeled products is loaded. When attempting to make a sale, the system first accesses the online database, and if the check fails, for example, due to the lack of Internet, it loads data from the local module. Thus, the system ensures correct operation even during temporary Internet problems.

    A. Veselova: Today, more and more people use marketplaces, but it is difficult to check the quality of goods there. What measures do you plan to take in connection with counterfeit products on marketplaces?

    A. Alikhanov: In our opinion, it is necessary to strengthen control over marketplaces in order to exclude violations when selling marked goods on the Internet. The draft law “On the platform economy” provides for the obligations of trading platforms to check the registration of the seller, the product and its code in the marking system. If any of these criteria are not met, the offer should not be reflected in the buyer’s search. While such requirements have not yet been enshrined in law, CRPT has entered into agreements with the largest marketplaces: Yandex, Wildberries, SberMegaMarket, Samokat, Ozon, AliExpress and Russian Post. These online platforms have undertaken to independently check customer complaints received through the Honest Sign application and take action against violators. According to the marking system, 95% of complaints were confirmed. In relation to a third of them, marketplaces applied sanctions: fines, blocking goods or warnings. For the rest, sellers received notifications demanding that they eliminate the violations.

    A. Veselova: Today, goods from the member states of the Eurasian Economic Union cross customs under a simplified regime. There are frequent cases where goods illegally enter one of these countries and then travel to Russia. Is the Ministry working on measures to strengthen control in such cases?

    A. Alikhanov: Our country is the largest market in the EAEU and, of course, there are cases that you mentioned. Often these goods then end up, for example, in the fake production facilities that I mentioned earlier.

    To solve the problem, it is necessary, firstly, to harmonize the list of goods that are subject to mandatory labeling. That is, the nomenclature must be uniform in all EAEU countries. This is what we are discussing with our colleagues.

    Secondly, it is necessary to ensure regular verification of information from the labeling system with data from the EAEU member states on goods sent to Russia. This also concerns the verification of mirror customs statistics and the country of origin of the goods.

    A. Veselova: What effect do you expect from the experiment to control the supply of unsafe and low-quality food products to social institutions?

    A. Alikhanov: With the introduction of a permit regime at cash registers and the integration of the marking system with Mercury, counterfeit products were blocked from entering stores. But we see that dubious products have begun to appear in schools and hospitals where there are no cash registers.

    In order to set a barrier for it, at the end of last year, we decided at the state commission to start an experiment in the labeling system to control the supply of food products to the social sphere. So far, it covers several regions – Krasnodar, Perm, Stavropol and Khabarovsk Territories, Moscow and Novosibirsk Regions, St. Petersburg. We will complete it by September, having created criteria and a mechanism for stopping this practice. The experiment affects packaged water and dairy products, which are subject to labeling. In the near future, we will make such control mandatory, since we are already seeing successful results.

    A. Veselova: What are the prospects for the development of the labeling system in Russia in the future?

    A. Alikhanov: The introduction of labeling is advisable for goods that are most sensitive to illegal trafficking. Therefore, the government will systematically expand the range of products, including industrial products. We are conducting experiments on radio electronics, building materials, and radiators. We are working on traceability issues for the raw materials from which these goods are made.

    We will scale and develop the labeling system, supplement it with new functionality. That is, we will continue to narrow the opportunities for various tricks that pose a threat to human health and undermine food and economic security.

In April – May 2025 Institute for the Development of Creative Industries (IRKI) Faculty of Creative Industries HSE University conducted a study of trends in the creative industries.

    The study surveyed over 300 leading experts representing various creative industries. The experts were asked to predict key trends, radical innovations and developments that will appear in the creative industries and the creative sphere in the next three years.

    How exactly will the creative economy change under the influence of new technologies and trends? The survey results allow us to clearly define the main directions of this transformation.

    Technological trends in creative industries:

    the active implementation of artificial intelligence (AI) in all creative industries – from generating content in advertising to helping composers create music;

    Neurotechnologies and wearable devices that allow reading body metrics and creating new forms of interaction are becoming key to the development of interactive media and music; development of cognitive neuroadapted wearable predictive models;

    Metaverses, mixed and augmented reality (AR/MR) are used as tools for integrating brands into digital spaces; integrating creative projects with IoT (Internet of Things).

  • MIL-OSI Asia-Pac: Judiciary rolls out integrated Court Case Management System for civil appeal cases in High Court

         The Judiciary today (June 23) announced that starting from June 30, the integrated Court Case Management System (iCMS) will be extended to the High Court, beginning with civil appeal cases.

         To prepare for the rollout of the iCMS in the High Court, the Judiciary has been proactively reaching out to law firms handling a relatively high volume of civil appeal cases in the past year to offer dedicated technical support, with a view to facilitating their early migration to the iCMS during the initial period. The Judiciary also welcomes any law firms to approach it early for assistance in this regard.

         The iCMS is an integral part of the Judiciary’s Information Technology Strategy Plan. It aims to facilitate the handling of court-related documents and payments electronically across various court levels. Major electronic services under the iCMS include sending case-specific court documents to the courts, receiving such documents from the courts, inspecting or searching filed documents and other case-related information held by the courts, searching cause books, and making payments for court services.

         The iCMS is being progressively implemented across various court levels. It currently covers personal injury actions, tax claim proceedings, civil action proceedings and employees’ compensation cases in the District Court, summons cases in the Magistrates’ Courts, as well as bulk claims in the Small Claims Tribunal. 

         For the High Court, the iCMS will initially be rolled out to civil appeal cases in the Court of Appeal on June 30, and will then incrementally cover 10 additional case types, including commercial actions, intellectual property cases, construction and arbitration proceedings, personal injuries actions, civil actions, probate actions, miscellaneous proceedings of the Court of Appeal, Magistracy appeals, miscellaneous proceedings (criminal) and intended actions. 

         The Judiciary aims to mandate the use of the iCMS for all legally represented litigants for case types where the electronic mode has been made available, starting in 2026. 

         Some new enhancement features will be introduced in the iCMS in the High Court:

         (a) “Generate Originating Document”
         This requires all iCMS users to create standard originating documents through e-fillable forms (instead of uploading scanned image of such documents) to facilitate the capturing of structured data.
     
         (b) “Judiciary Cloud”
         This seeks to progressively provide organisation users of the iCMS (starting from 20GB of storage space per organisation) with a temporary storage area to support the submission of documents exceeding the file size limit of 50MB when performing electronic filing.
     
         (c) “Deposit Account”
         This is an additional electronic payment option that allows organisation users to make non-interest-bearing prepayments for settling subsequent payments for transactions without the hassle of paying for each individual transaction. The Deposit Account will be available for use upon payment of an initial deposit of at least $3,000, which should be maintained (through top-ups where necessary) as the minimum account balance in the Deposit Account for each organisation.

         Upon the rollout of the iCMS in the High Court, any party choosing to file or submit a document in paper format for an iCMS-enabled case type must also provide an electronic copy of the document to facilitate the creation and maintenance of a complete set of e-filing records for e-inspection. Litigants-in-persons (LiPs) can use the self-service kiosks located at the Resource Centre for Unrepresented Litigants in the High Court Building to scan and upload their documents to the iCMS. Non-LiPs, including law firms, are required to prepare the electronic copy of their documents on their own (outside the court building) and then use the kiosks solely for uploading the scanned documents to the iCMS. Parties may refer to guidance leaflets on using the self-service kiosks to upload documents. For law firms, this is the final transitional arrangement before the mandatory use of the iCMS.
          
         Case parties, particularly law firms, are strongly advised to register and start using the iCMS to avoid the hassle of paper filing and to enjoy the convenience of digital filing and payment anytime, anywhere. To encourage migration to the iCMS, a 20 per cent concession is offered to iCMS users for three years on fee items of the High Court that are primarily or directly related to electronic handling of court documents.
     
         Eligible users need to register for a user account to access the full range of services under the iCMS. Eligible users include parties of ongoing or new e-proceedings and their legal representatives (if any), the Hong Kong Bar Association, the Law Society of Hong Kong, law firms, government departments, law enforcement agencies and statutory bodies. Registration is free of charge.
     
         Unregistered members of the public may also use certain types of iCMS services, mainly related to searching for electronic documents that are open to public inspection.
          
         Regarding technical requirements, the iCMS can be accessed using personal computers or mobile devices with an Internet connection, commonly used operating systems and browsers.
     
         The iCMS operates around the clock, except during system maintenance. Any e-filing and e-payment received under the iCMS after the registry and the accounts office are normally closed to the public (i.e. after 5.30pm on a working day) will be deemed to be received at the start of the normal opening hours of the registry and the accounts office on the following working day.

    Central Asia is the heart of Eurasia, closely linked to China by a common nature and destiny, like two banks of a single river: different, but inseparable. This region is a crossroads of ancient civilizations, where different peoples and customs meet and merge. The region serves as a hub of interregional connections and a real “melting pot” of human culture.

    Looking back, we can see how China, together with the peoples of Central Asia, contributed to the establishment and prosperity of the great Silk Road, leaving behind vivid evidence of cooperation over the centuries: “Caravans stretched to the horizon, and overseas merchants flocked to the border outposts day after day.”

    In the new era, China and the Central Asian countries have become good neighbors, reliable friends, partners and brothers bound by a common destiny. Together, they are opening a new page of “friendly, safe and prosperous neighborhood” in the Eurasian space, developing and shaping the “Central Asia-China Spirit” characterized by mutual respect, mutual trust, mutual benefit, mutual assistance and promoting joint modernization through high-quality development.

    They are creating a model example of regional cooperation for the entire world.

    Since Chinese President Xi Jinping put forward the Belt and Road Initiative in 2013, China and Central Asian countries have been working together to promote the comprehensive revival of the Silk Road and build a close partnership for the future. Bilateral relations have entered a new era and reached an unprecedented level. President Xi Jinping has paid nine visits to Central Asia, visiting all five countries and eight cities, and established strong friendship with the leaders of the region. The video summit to mark the 30th anniversary of the establishment of diplomatic relations and the first China-Central Asia Summit have become important milestones in the history of bilateral ties. Based on the interests of their peoples and striving for a brighter future, China and the Central Asian countries have made a historic choice to build a closer community of shared destiny, which once again underscores their determination to develop cooperation at a higher level, with higher standards and on a qualitatively new basis.

    The recently concluded second China-Central Asia Summit marked a new start in the development of cooperation between China and the countries of the region. At this historic moment, this report offers a comprehensive overview of the key achievements, existing opportunities and challenges of the China-Central Asia partnership in the new era, as well as forecasts and analytical assessments of the prospects for further cooperation.

    The report notes that since the beginning of the new era, cooperation between China and Central Asian countries has borne rich fruit in seven major areas: trade and economic cooperation, infrastructure development, energy cooperation, new areas of partnership, enhancing development potential, mutual cultural enrichment, and joint promotion of peace and stability. China’s high-quality development, high level of its openness, as well as a new round of scientific and technological revolution and industrial transformation create unique opportunities for expanding China-Central Asian cooperation. At the same time, the partnership faces a number of challenges, including unilateral actions, rising protectionism, geopolitical risks, and threats in the field of non-traditional security.

    Looking to the future, the report stressed that cooperation between China and Central Asian countries should be based on the concept of building a community with a shared future for mankind and follow the three global initiatives. Mutual support, common development, common security and friendship passed down from generation to generation should remain the fundamental principles, aiming to strengthen the regional community with a shared future, jointly create a new chapter of regional prosperity, build a common security shield and deepen the cordial affinity between the peoples.

    Chapter 1. Results of cooperation between China and Central Asia

    Our cooperation is rooted in more than two thousand years of friendly relations, is reinforced by solidarity and mutual trust that has been established for 30 years since the establishment of diplomatic relations, and is significantly moving forward thanks to mutually beneficial cooperation in the new era. Many years of experience and practice have enabled us to develop and shape the “Central Asia-China Spirit”, characterized by mutual respect, mutual trust, mutual benefit, mutual assistance and the promotion of joint modernization through high-quality development.

    1.1 Strengthening trade and economic ties

    In recent years, trade and economic cooperation between China and the Central Asian countries has been steadily developing in both quantitative and qualitative terms. China has become the largest trading partner and the main source of investment for the countries in the region. After the first China-Central Asia Summit was held in 2023, the Chinese side took additional measures to promote trade, ensuring the stable flow of goods and expanding the supply of products from the Central Asian countries. As a result, bilateral trade is becoming increasingly diversified, the potential for economic cooperation continues to be actively realized, and the scale of trade is reaching new levels. The total volume of trade between China and the Central Asian countries reached 94.8 billion US dollars in 2024, an increase of 5.4 billion compared with the previous year, representing an increase of 7.2%. Compared with the initial period of establishing diplomatic relations, when this figure was only 460 million dollars, it has increased more than a hundredfold.

    Strategic alignment of the parties. An important feature of cooperation between China and the Central Asian countries is the strategic alignment of key plans and initiatives in the field of economic development. The parties strive for in-depth coordination and alignment of the Belt and Road initiative with the national development programs of the countries of the region: the New Economic Policy of Kazakhstan, the National Development Program of Kyrgyzstan until 2026, the National Development Strategy of Tajikistan for the period up to 2030, the Revival of the Silk Road strategy of Turkmenistan and the Development Strategy of the new Uzbekistan for 2022-2026. Such alignment strengthens practical cooperation in various fields and contributes to the formation of a new model of complementary and mutually beneficial partnership. During the second China-Central Asia Summit, China and the five Central Asian countries signed a treaty on eternal good-neighborliness, friendship and cooperation, which enshrined the principle of friendship between generations in legal form and became a new milestone in the history of relations between the six countries.

    Practical cooperation enters the “highway”. As China-Central Asia cooperation deepens, practical cooperation enters the “highway”. The two sides improve trade policies and work hard to ensure a stable, fair, transparent and sustainable investment climate, making trade, investment and business environment even more attractive. As of December 2024, China’s accumulated direct investment in Central Asian countries exceeded US$17 billion, and the total volume of completed contract work amounted to more than US$60 billion. Cooperation covers such areas as oil and gas production, interconnected infrastructure, manufacturing and the digital economy.

    In the Xinjiang-Uygursky Autonomous Region of China, bordering the countries of Central Asia, optimizing the work of border crossings with Kazakhstan, Kyrgyzstan and Tajikistan, passes are more quickly and more efficient. The first cross -border cooperation zone of Horgos, jointly created by China and Kazakhstan, has been operating in the innovative model of “inside the country – outside the customs territory (or“ within the country, but outside customs borders ”). China discovered eight “green corridors” for accelerated customs clearance of agricultural products, completely covering all car border crossings. The trade in agricultural products between the parties is rapidly developing. Export to China of high -quality agricultural goods from Central Asia, such as lemons from Tajikistan and cherries from Uzbekistan, is growing rapidly. At the same time, fresh peaches from Hebei province and Yanan apples first entered the tables of consumers in Central Asia. The Kerekhovaya and oil and fat industrial group “Aiju Grain and Oil Group), effectively using complementarity in agrarian cooperation between China and the countries of Central Asia, built and commissioned the logistics and agro-industrial park with a capacity of 1 million tons in the North Kazakhstan region.     1.2 Infrastructure development and deepening interconnectivity

    Connectivity development is a priority area of cooperation between China and Central Asian countries. The two sides make full use of the region’s geographical advantages to build “fast corridors” for the free movement of people and improve “green corridors” for the efficient movement of goods. These measures help transform Central Asian countries from “landlocked” to “land-connected,” strengthening their position as an important transportation hub on the Eurasian continent. Such infrastructure development improves people’s living conditions and stimulates the unleashing of the potential of higher-level connectivity, including the Internet of Things and other areas of digital integration between China and Central Asia.

    China and Central Asian countries have been pioneers in jointly implementing the Belt and Road Initiative, accelerating the construction of the China-Central Asia Transport Corridor and forming a multi-layered and diversified system of regional connectivity. This has resulted in the implementation of many mutually beneficial infrastructure projects. China’s construction of the Kamchik Pass Tunnel of the Angren-Pap Railway, the longest in Central Asia, has eliminated the need to bypass third countries when transporting through Uzbekistan, radically changing the mode of transportation for tens of millions of people. The China-Kyrgyzstan-Uzbekistan Highway, which crosses the Tien Shan Mountains, and the China-Tajikistan-Uzbekistan Highway, which passes through the Pamir Plateau, form a dense network of routes for freight transportation between China and Central Asian countries, significantly improving logistics and bringing tangible benefits to the people of the region.

    On December 27, 2024, the construction of the China-Kyrgyzstan-Uzbekistan railway officially began. The route of the new line starts in Kashgar, passes through the territory of Kyrgyzstan and enters Uzbekistan, with the prospect of further construction in the direction of West and South Asia. Once completed, the railway will become an important part of the southern route of the New Eurasian Continental Bridge. It will provide a convenient transport corridor connecting East and Southeast Asia with Central, West Asia, North Africa and Southern Europe. This will significantly reduce the costs of international trade for the participating countries and increase their level of integration into the world economy.

    China has signed intergovernmental air transport agreements with all five Central Asian countries, and the opening up of the aviation market continues to progress. Air traffic between Xi’an and the countries in the region has evolved from no routes at all to covering seven cities in all five countries. Currently, eight passenger flights are operating regularly, connecting China with seven cities in Central Asia. These airlines provide a strong link between the economic zones of China and Central Asia, promoting the effective integration of industrial and social supply chains.

    The China-Europe and China-Central Asia trains, which operate non-stop day and night, effectively ensure the stability and continuity of international logistics chains. On April 23, a China-Europe freight train with 55 containers of consumer goods and electronic components departed from the Khorgos border station in Xinjiang to the Polish city of Malaszewicze. This trip was a landmark one, as the number of trains passing through the Khorgos railway checkpoint exceeded 3,000, and this figure was reached 27 days earlier than last year. This was a new historical record, exceeding the figure of last year by 28.7%. According to statistics, 19 thousand China-Europe trains were sent in 2024, which is 10% more than in the previous year, and the volume of transportation amounted to 2.07 million TEU (conventional containers), which is 9% higher than the same indicator last year. 12 thousand trains were sent on the China-Central Asia route (an increase of 10%), 880 thousand TEU were transported (an increase of 12%). Currently, the China State Railway Corporation has approved 44 regular routes in the direction of Central Asia, thereby forming new international transport corridors in the Eurasian space.

    The Trans-Caspian International Transport Corridor starts in China, passes through Kazakhstan, the Caspian coast, Azerbaijan and Georgia, and then stretches to Turkey and European countries. In July 2024, Chinese President Xi Jinping and Kazakh President Kassym-Jomart Tokayev jointly attended the launch ceremony of the China-Europe direct express route via video link. For the first time, Chinese vehicles reached a Caspian port via a direct road route, which marked the official formation of a multi-level and multi-vector interconnected system combining road, rail, air and pipeline transport.

    The China-Europe train consolidation centers are developing at an accelerated pace, forming a more efficient and convenient transportation system. In February 2024, the Kazakhstan terminal in Xi’an, built in cooperation between Xi’an Free Trade Port Construction and Operation Co., Ltd. and KTZ Express JSC, began operating. In just one year, the terminal handled over 150 thousand tons of cargo, which contributes to the accelerated consolidation and distribution of Kazakhstani goods undergoing import and export operations through Xi’an. In addition, the terminal has become the embodiment of Kazakhstan’s initiative to accelerate the creation of a trade and logistics center in China. With the commissioning of the China-Kazakhstan logistics hub in Almaty on June 10 this year, the hub-to-hub transport corridor has moved to a new level.

    1.3 Accelerated development of cooperation along the entire production chain in the energy industry

    Central Asian countries are important oil and gas producers, and have a high degree of complementarity with China in such aspects as natural resource conditions and industrial structure. In recent years, China and Central Asian countries, through a mutually beneficial cooperation model, have been jointly building multi-vector, safe and efficient energy corridors, consistently expanding cooperation in such basic areas as energy and mining.

    Chinese enterprises attach great importance to the development of energy cooperation with the Central Asian countries, building long-term and strong partnerships with relevant government agencies and energy companies in the region. Back in 1997, the China National Petroleum Corporation (CNPC) successfully won a tender for the development of the Akzhuba oil field in Kazakhstan, which marked the beginning of cooperation between China and Kazakhstan in the oil and gas sector. Over the past years, Akzhubin has grown from an enterprise with an annual oil production volume of just over 2 million tons into a large oil and gas company with an annual production of over 10 million tons of oil and gas. On its basis, a full chain of the industry cycle was formed, including oil and gas exploration and production, pipeline construction and operation, oil refining and petroleum product trading, engineering and construction services, oil and gas equipment production and transportation, information technology and logistics support. The project also contributed to the creation of over 20 thousand jobs for the local population.

    In Tajikistan, Chinese energy equipment manufacturing companies built and commissioned the Thermal Power Plant No. 2 in Dushanbe, which made it possible to permanently resolve the problem of electricity shortages in the capital in winter. In Kyrgyzstan, with the support of the Chinese side, the modernization of the Bishkek Thermal Power Plant was completed, as a result of which its annual electricity generation increased from the previous 262 million kilowatt-hours to 1.74 billion, and the volume of heat supply almost doubled. In Turkmenistan, as part of the project to develop natural gas fields in the Amu Darya basin, implemented with the participation of the China National Petroleum Corporation, a production level equal to tens of millions of tons of oil equivalent per year has already been achieved, and the annual capacity of natural gas supplies exceeds 10 billion cubic meters. The implementation of a number of such large-scale projects contributes to the steady expansion of oil and gas trade between China and the countries of Central Asia, as well as to the deepening of cooperation along the entire production chain of the energy industry.

    Thanks to many years of practical cooperation between China and Central Asian countries, the network of pipeline infrastructure construction and operation is gradually improving. Lines A, B and C of the China-Central Asia gas pipeline, running through endless deserts, have been successfully put into operation and connected to the II and III stages of China’s West-East mainline. The construction of Line D is proceeding at an accelerated pace, bringing real benefits to the people of the countries along the route. In addition, the Kazakhstan-China oil pipeline has become the first international energy corridor directly connecting Kazakhstan with foreign end markets. Its implementation has made a significant contribution to the diversification of Kazakhstan’s energy exports.

    With the steady advancement of the Belt and Road Initiative, energy cooperation between China and Central Asian countries continues to deepen. It not only helps improve the region’s energy infrastructure and inject new impetus into the socio-economic development of both sides, but also makes a significant contribution to optimizing the region’s energy structure and ensuring sustainable ecological development.

    1.4 Innovative cooperation towards a green transition

    Fossil fuels currently account for about 95% of the energy supply in the five Central Asian countries. Against the backdrop of increasing climate change and the global energy transition, the region’s countries are showing growing interest in cooperation in the areas of renewable energy and green economy. However, due to limited financial resources, a shortage of specialists, and an insufficient level of technological development, the implementation of a green transition faces certain difficulties.

    During the first China-Central Asia Summit, China and the five countries in the region reached a number of agreements, including launching a joint initiative on green and low-carbon development, as well as deepening cooperation on sustainable development and combating climate change. In support of the Central Asian countries’ course towards ecological transformation, China, using its governance and production advantages in the field of new energy, is actively promoting the region’s significant potential in the field of renewable energy resources.

    In early April 2025, the Bash and Dzhankeldy wind energy projects, implemented with the investment and operational participation of China Southern Power Grid, were officially commissioned in Uzbekistan. These facilities have become the largest completed wind farms in Central Asia. Their annual output is expected to be about 3 billion kilowatt-hours of clean electricity, which will reduce carbon dioxide emissions by 1.6 million tons annually.

    More and more Chinese companies are investing in the construction of enterprises and the development of green energy in Central Asian countries, actively expanding cooperation in the field of renewable energy sources. In Uzbekistan, a 100-megawatt solar power plant was commissioned in Navoi, in Kazakhstan – a wind farm in Zhanatas, a hydroelectric power station in Turgu-Sun and a solar power plant in Almaty. The Chinese energy corporation China Huadian Group has begun construction of a gas turbine power plant in Aktau and a solar power plant in Sheli. These projects not only provide Central Asian countries with stable and sustainable green electricity, but also contribute to the modernization of local industries and create a significant number of jobs.

    China is actively developing international cooperation with Central Asian countries in combating desertification. The practical experience and scientific approaches developed in the framework of ecological recovery of the “Three Norths”, including Ningxia Hui Autonomous Region, Inner Mongolia and other regions, as well as the experience of developing the Taklamakan Desert have become a reference point for Central Asian countries that are facing similar problems of land degradation. Such cooperation not only offers real solutions in the field of sustainable development, but also opens up broad prospects for promoting the green direction within the framework of the “One Belt, One Road” initiative.

    The Aral Sea, located on the border of Uzbekistan and Kazakhstan, was previously considered the fourth largest lake in the world. But due to half a century of large-scale development of land and water resources, its area has shrunk from about 67,000 square kilometers in 1960 to about 6,000 square kilometers in 2020. This has caused serious environmental consequences: desertification, soil salinization, loss of biodiversity, and other problems. In the face of the environmental crisis, China and Central Asian countries have joined forces to implement comprehensive measures to restore the ecosystem of the Aral region. The Institute of Ecology and Geography of the Xinjiang Branch of the Chinese Academy of Sciences signed a cooperation agreement with the government of Uzbekistan and specialized organizations aimed at the ecological rehabilitation of the Aral Sea. In 2023, a pilot site was organized in the city of Nukus in western Uzbekistan, where drip irrigation technology under a film with the simultaneous supply of water and fertilizers for growing cotton was tested. Already in the first year, the yield reached a record level for this region. Currently, the institute’s specialists continue to work in the city of Muynak, located on the shallow coast. Here, salt- and drought-resistant plant species are being selected, which will become the basis for the future “greening” of the dried-up seabed and the restoration of the region’s ecosystems.

    1.5 Promoting the formation of internal development potential in the countries of Central Asia

    “China’s experience in overcoming poverty clearly shows that with persistence, step-by-step implementation of a unified plan, and persistence like a drop breaking through a rock, the problem of poverty in developing countries can be solved. Even the weakest bird can fly first – and fly high. If China can do it, other developing countries can too.” These are the words with which Chinese President Xi Jinping shared China’s experience in combating poverty with the world community at the G20 Leaders’ Summit in Rio de Janeiro in November 2024.

    Poverty is a long-standing problem of human society and a common challenge facing the entire world. China’s experience in combating poverty has attracted the attention of the international community and has become an important source of inspiration for Central Asian countries. China’s cooperation with the countries of the region has gradually shifted from the traditional one-sided “donor aid” to a model of mutual development based on technology transfer, industrial modernization, personnel training and other forms of assistance. This contributes to the joint formation of internal potential for sustainable growth and social stability.

    Implementation of targeted projects on poverty reduction with an emphasis on technology localization in accordance with the needs of Central Asian countries. China and the Central Asian countries are actively developing specialized cooperation in the field of scientific and technological support for poverty alleviation. Taking into account regional characteristics and industry constraints, the parties are accelerating the transfer of technologies to upgrade production in areas such as agricultural modernization, energy transition and infrastructure development. Within the framework of the first China-Central Asia summit, China and Uzbekistan agreed to establish a subcommittee on cooperation in the field of poverty reduction under the Intergovernmental Cooperation Committee. This is the first such subcommittee established by China in the format of interstate cooperation. Since the launch of the China-Uzbekistan cooperation mechanism on poverty reduction, the parties have achieved significant results in the areas of institutional development, personnel training and exchange of practical experience. These efforts not only contribute to the socio-economic development of Uzbekistan, but also significantly expand the content of the bilateral partnership. According to a joint study conducted by the National Statistics Committee of the Republic of Uzbekistan and the World Bank, in 2024, 719 thousand people overcame the poverty line, and the overall poverty level in the country decreased to 8.9%.

    In recent years, Northwest University of Agricultural and Forestry Science and Technology of China, based on its strong scientific areas (crop breeding, plant protection from diseases and pests, water-saving irrigation, veterinary medicine and animal husbandry, development of saline lands and food processing), has established eight overseas agricultural research and demonstration parks in Central Asian countries. One of them, a demonstration park for the technology of breeding elite varieties of fruit trees, was founded in Kyrgyzstan in 2023 in cooperation with local universities and enterprises. Taking into account the hot and dry climate of the region, which is unfavorable for growing apple trees, Chinese agricultural experts developed and selected variety-rootstock combinations. These combinations showed higher efficiency of moisture use and better survival rate compared to traditional seedlings, which made it possible to significantly increase yields and contribute to an increase in the income of local gardeners.

    Implementation of technical skills development programs as a basis for building domestic development potential. The Lu Ban Workshops, named after the legendary Chinese craftsman Lu Ban, have become a new platform for international cooperation in vocational education. In Central Asian countries, these workshops develop technical training programs based on the actual needs of local development, providing sustainable support for industrialization and poverty reduction in the region.

    Kazakhstan has become the first country in Central Asia to introduce electric vehicles on new energy sources on a large scale. However, despite the rapid growth of this sector, the country is experiencing a serious shortage of qualified specialists capable of servicing such vehicles. In December 2023, the first “Lu Ban Workshop” began operating in Kazakhstan. The first educational program was “Vehicles and Technologies”. Four training and production zones were created for practical training: on vehicle maintenance, traditional (fuel) transport systems, vehicles on new energy sources, and intelligent network transport systems. In response to the needs of the local labor market, in 2024 the workshop developed a number of new courses, including “Transmission and Intelligent Vehicle Control Technologies”, “Driver Assistance Systems (ADAS)”, and others. In addition, a new educational program “Smart Transport and Artificial Intelligence” was launched. Graduates of the Lu Ban Workshop are in high demand, and are actively invited to work by the largest automakers, as well as enterprises in the metallurgical and mining industries of Kazakhstan. In July 2024, China decided to open a second Lu Ban Workshop in the country, which will focus on training personnel for the rapidly developing artificial intelligence industry.

    At the same time, Lu Ban Workshops is implementing a “dual education” model – a combination of Chinese language training and professional skills development, which helps integrate the education system with the real needs of industry. In the context of the implementation of the “One Belt, One Road” initiative, Chinese enterprises are actively being created in Central Asian countries, which opens up broad employment opportunities for local people. The “Chinese language professional skills” model effectively improves the skills of local people through short-term courses, extra-academic and formal vocational training programs. This not only helps partially solve the problem of shortage of qualified personnel for enterprises with Chinese participation, but also promotes job creation, and thus contributes to socio-economic development and improving the standard of living in the region.

    1.6 Dialogue of civilizations as a solid spiritual basis for cooperation

    More than two thousand years ago, the civilization of central China and the cultures of Central Asia entered an era of deep integration thanks to the ancient Silk Road. This historical process laid the foundation for mutually beneficial cultural exchange and coexistence, becoming a solid foundation for modern inter-civilizational dialogue and cultural solidarity. Today, civilizational interaction between China and the Central Asian countries continues at a new level. It not only preserves and develops the cultural genes of the Silk Road era, but also serves as a powerful spiritual resource for promoting the idea of a community with a common destiny for humanity in the context of global transformation.

    A thousand-year-old friendship with the aroma of medicine remains forever. Since the emergence of the Silk Road, traditional Chinese medicine began to spread to the countries of Central Asia along with trade caravans, gradually integrating with local medical practices and contributing to their development. The Xi’an Declaration of the first China-Central Asia Summit particularly emphasized the need to “promote the establishment of traditional Chinese medicine centers, develop cooperation in the field of growing and processing medicinal herbs, and jointly pave the “Healthy Silk Road”.” In recent years, China’s cooperation with the Central Asian countries in the field of traditional medicine has been actively expanding on the basis of a number of specific joint projects. A multi-layered partnership network is being formed, covering healthcare, education and scientific research. Traditional Chinese medicine is becoming an important link, strengthening humanitarian ties and mutual understanding between the peoples of China and Central Asia.

    In March 2023, the Fourth Clinical Hospital of Xinjiang Medical University (regional hospital of traditional Chinese medicine), together with the Institute of Physical and Chemical Technology of the Xinjiang Branch of the Chinese Academy of Sciences, founded the first Center for Treatment and Training of Specialists in Traditional Chinese Medicine in Central Asia in Tashkent. As part of the project, 14 Chinese therapy methods, including acupuncture and Tuina massage, were successfully integrated into the regional healthcare system. In September of the same year, the above-mentioned hospital won a tender for the implementation of a national project to establish a China-Uzbekistan Center for Traditional Chinese Medicine. And in October, a course in Chinese medicine became a mandatory discipline in the bachelor’s degree program in traditional medicine at Tashkent State Medical University. This became the first full-fledged introduction of Chinese medicine into the higher education system of Central Asia, opening the way for the systematic training of specialized personnel locally.

    Culture as a bridge to bring hearts together.

    The Year of Tourism, the Year of Culture and the Central Asian Art Festival have been very popular with the Chinese people, and Chinese TV series such as “Minning City” and “My Altai” have resonated with Central Asian viewers. In order to implement key high-level agreements, China and Turkmenistan organized mutual Years of Culture in 2023-2024, thereby demonstrating their desire to strengthen humanitarian cooperation. Both countries have rich cultural heritage and centuries-old history. Through dance, vocal and theatrical arts, the parties presented their national identity and artistic originality, which contributed to deep cultural integration and rapprochement of peoples.

    The Nauryz holiday is an ancient tradition of the peoples of Central Asia. In March 2025, an art group from the Samarkand region of Uzbekistan presented a vibrant festive program at the Silk Road Happy World Cultural Park in the Chinese city of Xi’an. Through songs and dances, the artists conveyed the atmosphere of spring renewal, and the treat of national dishes turned the performance into a real gastronomic holiday. In April, the Consulate General of the Republic of Kazakhstan in Xi’an organized festive events in honor of Nauryz. The program included a friendly mini-football match, traditional national games, a talent contest, as well as performances of Kazakh folk music and dance. The goal of the holiday was to promote ethnocultural traditions, deepen people’s diplomacy and expand platforms for multilateral humanitarian exchange.

    Cultural and tourist exchange on the Silk Road is a movement towards each other. Tourism is becoming one of the most dynamically developing areas of cooperation between China and the Central Asian countries. The basis for this is not only favorable natural conditions and geographical proximity, but also a common historical and cultural heritage, as well as the complementary needs of the tourism markets of both sides. Deepening political trust, coordinated use of tourism resources and active market interaction make it possible to form a balanced and mutually respectful model of tourism as a form of humanitarian partnership. This gives new energy to the construction of a regional community of a common destiny and strengthens the cultural relationship between peoples.

    Central Asia is one of the fastest growing and most promising regions for inbound tourism to China. At the same time, China remains a key source of tourist flow for the countries of the region. All five Central Asian states are already fully included in the list of priority destinations for outbound tourism for Chinese citizens. In order to expand cross-border tourism, the Central Asian countries are consistently implementing measures to liberalize the visa regime. Since 2021, Uzbekistan has become the first country in the region to grant Chinese citizens the right to a visa-free stay for up to 10 days; to enter, it is enough to have a valid passport and confirmation of the travel itinerary. In November 2023, China and Kazakhstan signed an agreement on a full mutual visa-free regime, providing for the possibility of staying in the partner’s territory for up to 30 days without the need for a visa. Kyrgyzstan and Tajikistan have introduced electronic visa systems, significantly simplifying the entry procedure. On June 1, 2025, the “Agreement between the Government of the People’s Republic of China and the Government of the Republic of Uzbekistan on the mutual abolition of visas” came into force, which became another step towards strengthening humanitarian ties and facilitating mutual travel between the two countries.

    By holding tourism presentations, thematic exhibitions and other promotional activities, both sides consistently increase the recognition of tourism brands, which contributes to the growth of the attractiveness of cross-border tourism. 2024 was declared the Year of Kazakhstan Tourism in China. Thanks to the introduction of a mutual visa-free regime, there was a sharp increase in tourist flow in both directions, the number of Kazakhstani tourists visiting China increased by 31%, and the number of Chinese citizens visiting Kazakhstan increased by more than 50%. On May 29, 2025, the first cultural and tourist train “China – Central Asia” was launched, opening a new route for humanitarian interaction in the Eurasian space. This project not only strengthened the transport interconnectivity between the regions, but also gave new content to the humanitarian dimension of Chinese-Central Asian cooperation.

    1.7 Peace, security and stability as a basis for sustainable development

    At the first China-Central Asia Summit held on May 19, 2023, Chinese President Xi Jinping emphasized that the sovereignty, security, independence and territorial integrity of Central Asian countries must be reliably protected. The development path freely chosen by the peoples of the region should be respected. Central Asia’s efforts to ensure peace, good-neighborliness and stability deserve full and comprehensive support.

    In the Xi’an Declaration of the First China-Central Asia Summit, all parties unanimously noted the exceptional importance of ensuring national security, political stability and constitutional order. Any interference in the internal affairs of other states, regardless of form and pretext, including attempts to undermine the legitimate state power and organize so-called “color revolutions”, was strongly condemned. The parties also expressed firm rejection of all forms of terrorism, separatism and extremism, and confirmed their readiness to jointly combat the “three evil forces”, as well as drug trafficking, transnational organized crime, cybercrime and other types of threats. At the same time, the summit participants declared their intention to strengthen the exchange of experience on ensuring the security of key facilities and large-scale events, as well as jointly promote the safe and sustainable implementation of strategically significant projects.

    In recent years, China and the Central Asian countries have been developing comprehensive and multi-level cooperation in maintaining regional peace and stability in order to build a security community. The parties are actively increasing cooperation in the fight against terrorism, developing effective formats for multilateral interaction, and seeking new, innovative solutions in the field of security. Cooperation has been consistently expanding in key areas such as border control, countering terrorism in cyberspace, and conducting joint operations. These efforts contribute to the formation of a reliable regional security network and give a powerful impetus to ensuring long-term stability.

    In September 2024, the mechanism of the first meeting of the ministers of public security and internal affairs of China and Central Asian countries was officially launched in Lianyungang. The parties reached a number of agreements on countering transnational crime, extremism and cybercrime, and agreed to establish a permanent mechanism for exchanging information and conducting joint operations. In the same month, a meeting of the chief justices of the Supreme Courts of China and Central Asian countries was held in Urumqi, during which the parties agreed to intensify international judicial cooperation and joint efforts to combat violent extremism and terrorism. Representatives of Uzbekistan, Kazakhstan and other countries shared their experiences in the field of anti-terrorism legislation and its enforcement, which gave impetus to the formation of a new format for regional coordination in the fight against terrorism. In April 2025, at the sixth meeting of China-Central Asia foreign ministers, the participants expressed support for the establishment of the SCO Anti-Drug Center in Dushanbe. Multilateral and bilateral joint exercises and border patrols are held on a regular basis, which significantly reduces the space for the so-called “three evil forces”. This set of measures effectively promotes the protection of common interests in the field of security and makes a significant contribution to maintaining peace and stability in the region.

    The Xinjiang Uygur Autonomous Region of China borders on Central Asian countries. Since the first China-Central Asia Summit, China has consistently promoted security cooperation between Xinjiang and neighboring countries, strengthening cross-border cooperation mechanisms and jointly building a reliable border security line aimed at protecting peace and stability in the region. Given the complex geographical conditions and special challenges in border control in the border areas between China and Kazakhstan, Kyrgyzstan and Tajikistan, local authorities and relevant departments of both sides have been implementing innovative cooperation models.

    In November 2024, the first meeting of the Chinese-Kazakh mechanism of coordination of the activities of local authorities on the International Center for Border Cooperation “Horgos” was held in Sinjiang in the city of Horgos. The parties discussed the joint promotion of the high-quality development of the Center, as well as the strengthening of the interregional interaction between the Xinjiang-Uyghur Autonomous Region and the Zhetysu region of Kazakhstan. During the meeting, the participants exchanged views on a number of key areas of cooperation, including infrastructure development, organizing cross -border tourism, normalizing the border market environment, expanding interaction in the field of phytosanitary and veterinary control, as well as joint measures to combat crime. According to the results of the meeting, “Protocol of the first meeting of the mechanism for coordination of the activities of local authorities” and “Memorandum on the creation of a zone of cooperation in the field of cross -border tourism“ Horgos ”” were signed. In January 2025, the first meeting of the joint Sino-Kazakh commission on state border issues took place in Beijing. The parties officially announced the creation of the commission, approved its charter and highly appreciated the current state of bilateral relations, as well as the progress in the implementation of the “agreement between China and Kazakhstan on the regime of managing the state border”. It was noted that between the two countries, clearly certain boundaries were established, the border areas retain the atmosphere of stability, peace and good neighborliness.     In the face of a complex and tense external environment, China is relentlessly focused on its own development and firmly promotes a high level of openness to the outside world. In this process, China has always regarded the Central Asian region as an important area of its good-neighborly diplomacy, striving to expand mutually beneficial cooperation with countries in the region. This not only brings stability to the Central Asian economy, but also serves as a model of peaceful coexistence and mutually beneficial cooperation for the world.

    China is a major developing country that has made a major contribution to global economic growth for many years. China’s gross domestic product exceeded RMB 130 trillion in 2024, and its contribution to global economic growth remained at around 30%, the highest among the world’s major economies. As the world’s second-largest economy and one of the largest sources of investment, China has enormous market potential. For example, the Chinese company Huawei has established a digital hub in Kazakhstan, introducing advanced ICT infrastructure. This has laid a solid foundation for the development of new forms of business such as e-commerce and mobile payments. China’s experience in renewable energy, combating desertification, reclaiming saline and degraded lands, and water-saving irrigation is no less valuable for the countries of the region. Following the principle of “teaching how to fish, not just giving it to”, China is ready to continue to facilitate the construction of large solar and wind power plants in Central Asia, thereby contributing to the optimization of the energy structure, ecological restoration, and sustainable green development of the region.

    Against the backdrop of increasing global protectionism, China has firmly maintained its high-level opening-up policy, serving as a “stabilizing anchor” and “driving force” of the global economy. The negative list for foreign investment has been reduced from the original 190 items to 29 at the national level and 27 in pilot free trade zones. In the manufacturing sector, restrictions have been completely lifted, creating favorable conditions for multinational companies investing in China. Enterprises from Central Asian countries are actively taking advantage of these opportunities. They are opening production facilities in China or entering into trade cooperation, gaining access to the huge Chinese market and developing economies of scale. The China International Import Expo, China Export and Import Fair (Canton Fair), International Silk Road Expo and other major events provide companies from Central Asian countries with high-quality platforms to showcase their products and enter new markets. For example, through these platforms, Uzbek hand-woven carpets, nuts and dried fruits from Kyrgyzstan and other Central Asian products can be offered directly to global buyers, which will help increase the recognition of these products and expand their share in international markets. In addition, this strengthens the integration of Central Asian countries into international production and logistics chains.

    The Chinese economy maintains a solid foundation, has many competitive advantages, is highly resilient, and has significant domestic potential. The trend toward long-term sustainable growth remains unchanged. China has all the industries included in the United Nations classification, and its production system is complete, flexible, and developed. This allows it to meet a wide range of production and cooperation needs.     In the energy sector, Central Asian countries are important suppliers of resources, and China has significant advantages in the exploration and development of deposits, the production of energy equipment and the processing of energy resources. The parties have all the necessary conditions for deepening cooperation at all stages of the energy cycle: from the exploration and production of oil and gas to the construction and operation of pipelines, the processing of raw materials and the production of petrochemical products. Such a comprehensive partnership will make it possible to form a complete and efficient energy chain.

    2.2 Potential for cooperation in the field of green economy and digital technologies

    Against the backdrop of the accelerating new scientific and technological revolution, industrial transformation and deepening regional interaction mechanisms, China and the Central Asian countries are actively developing cooperation in new promising areas.

    Green cooperation as a key to sustainable development. China and the five Central Asian countries have similar approaches and share common goals in the field of green development. In recent years, stable political ties, active economic interaction and a strong partnership in the traditional energy sector have created a solid foundation for in-depth cooperation in the field of ecological transition. Central Asia is rich in water resources, which are mainly concentrated in Tajikistan, Kyrgyzstan and Kazakhstan. In Tajikistan alone, the technical hydropower potential is estimated at about 55 gigawatts, which is more than half of the total potential of all of Central Asia. Significant wind energy resources are concentrated in Kazakhstan, but their development is still at an early stage, with an installed capacity of only about 1.2 GW. This indicates enormous potential for further development of the sector. In addition, the region has extensive reserves of strategically important minerals: cobalt, lithium, silicon, tungsten and other elements necessary for the production of clean energy. These resources have significant potential and can form a solid foundation for the formation of new green value chains.

    Against the background of the growing support of the green transition from the countries of Central Asia, the increasing demand for electricity and the growth of the need for the so -called “transitional minerals”, China is ready to provide the region with the necessary investments, technologies and infrastructure solutions. For many years, China has retained leading positions in the world in the established capacities in the field of renewable energy – in hydropower, solar and wind generation. At the same time, the country is actively promoting the modernization of the economy, based on high environmental standards. The China Energy International Group Corporation in 2024 commissioned a solar power plant with a capacity of 1 GW in Uzbekistan, the project was completely connected to energy networks. In Kazakhstan, China implements projects in the field of hydraulic and wind energy with a total installed capacity of more than 1000 MW. China has not only rich practical experience in the field of renewable energy, but also advanced technologies, competitive equipment, as well as a full -functional industry chain in the field of clean generation. This enables the Chinese side to provide the Central Asian countries with comprehensive technical and engineering solutions. Both sides can expand cooperation at all stages of the energy chain: from design and supply to the construction and operation of facilities. It is also important to develop new forms of partnership, combining investment and industrial interaction.     BEIJING, June 21 (Xinhua) — China’s Internet Administration (CAC) on Friday released a draft of measures to identify online information that may affect the physical and mental health of minors.

    According to the document, which is open to public comment, such information includes content that could provoke or encourage minors to “imitate unsafe behavior, commit acts that violate public ethics, develop extreme emotions or form harmful habits.”

    In particular, this may apply to content containing sexual innuendos or flirting that easily evokes sexual associations, content related to online insults, content inciting discrimination against certain groups or regions, and more than 30 other types of information listed in the draft.

    The draft also states that providers of online products and services should not place potentially harmful content in prominent places that could attract the user’s attention, such as on the home page, in pop-up windows and in lists of trending search queries. -0-

    KANSAS CITY, KAN. – A Kansas resident was sentenced to 30 years in prison for charges related to child sexual abuse materials (CSAM).

    According to court documents, Chloe Wade Gullotto, 25, of Leavenworth pled guilty to one count of production of child pornography and one count of receipt of child pornography. 

    From September 2023 to November 2023, the National Center for Missing and Exploited Children (NCMEC) received a series of CyberTips about images and videos connected to a cloud account belonging to Gullotto. During an interview with the Federal Bureau of Investigation (FBI), the defendant admitted to using a cellphone to download CSAM and to create CSAM images.

  • MIL-OSI Security: Duluth Man Indicted for Threatening Two U.S. Senators and Their Families

    ATLANTA – Robert Davis Forney, 25, of Duluth, Georgia, was arraigned today before a United States Magistrate Judge on federal charges of communicating threats in interstate commerce.  Forney was indicted by a federal grand jury seated in the Northern District of Georgia on June 10, 2025. 

    “Threatening our elected officials and their families is an act of violence that undermines our entire democracy,” said U.S. Attorney Theodore S. Hertzberg.  “Political discourse and disagreements never justify resorting to vile attacks against our nation’s leaders.”

    “Targeting public officials with threatening messages is a serious federal crime,” said FBI Atlanta Special Agent in Charge Paul Brown. “There is no place for political violence or threats of violence in the United States. We will not hesitate to arrest and charge others who engage in similar criminal conduct.”

    According to U.S. Attorney Hertzberg, the charges, and other information presented in court: On January 9, 2025, Forney twice called the office of Texas U.S. Senator Ted Cruz and left voicemails in which he threatened sexual violence against Senator Cruz and the senator’s family.  The following day, Forney called the office of Nebraska U.S. Senator Deb Fischer and left a voicemail in which he threatened sexual violence against Senator Fischer as well.  

    Members of the public are reminded that the indictment only contains charges.  The defendant is presumed innocent of the charges, and it will be the government’s burden to prove the defendant’s guilt beyond a reasonable doubt at trial.

    ATLANTA – Monica Dominguez Torres, 36, of Mexico, pleaded guilty on June 13, 2025, to federal charges of conspiracy to possess with intent to distribute methamphetamine and conspiracy to commit money laundering. Dominguez led a transnational criminal organization that operated methamphetamine conversion laboratories in the Atlanta area and laundered millions of dollars of drug proceeds to Mexico.

    “Dominguez’s elaborate criminal operation has been dismantled, and more than $3.5 million of illicit drug proceeds have been seized as a result of our federal, state, and local law enforcement partners’ diligent work,” said U.S. Attorney Theodore S. Hertzberg. “Our office will continue to aggressively prosecute individuals like Dominguez who seek an undeserved life of luxury by trafficking deadly drugs in our community.”

    Jae W. Chung, Acting Special Agent in Charge of the DEA Atlanta Division stated, “Through hard work, this drug trafficking and money laundering network has been removed from our streets. This criminal organization had no regard for the destructive impact on our communities.”

    According to U.S. Attorney Hertzberg, the charges and other information presented in court: Monica Dominguez Torres’s organization operated methamphetamine conversion laboratories where liquid methamphetamine, obtained from sources in Mexico, was converted into hundreds of kilograms of crystal methamphetamine to be sold in the Atlanta area and elsewhere. Dominguez and her associates also used residences in the Atlanta area to collect and count millions of dollars in cash from these drug sales. The proceeds were laundered and sent to coconspirators in Mexico. 

    As part of the criminal operation, Dominguez and her associates purchased millions of dollars’ worth of real estate, vehicles, and luxury goods – all designed to conceal the illicit source of their wealth. The investigation revealed that Dominguez purchased five separate residences, including a seven-bedroom waterfront home in Jonesboro, Georgia. Three of these residences were purchased with bulk cash brought directly to the transaction. Dominguez and others also purchased nine luxury vehicles worth approximately $780,000. Dominguez also spent lavishly on high-end goods, including nearly $400,000 at Louis Vuitton and more than $425,000 at Burberry over roughly four and a half years. 

    During the investigation, agents seized nearly $3.6 million in cash from Dominguez’s residences, stash locations, and associates. When agents arrested Dominguez at her Conyers, Georgia home in February 2024, they seized more than $1.7 million in cash, five firearms, and three vehicles.

    Dominguez is scheduled to be sentenced on September 15, 2025, at 1:30 pm, before Chief United States District Judge Leigh Martin May. Regarding her drug trafficking conviction, Dominguez faces a mandatory minimum sentence of 10 years, up to life in prison, a maximum $10,000,000 fine, and a minimum of five years of supervised release. The money laundering conviction carries a sentence of up to 20 years in prison, a maximum $500,000 fine or twice the value of the laundered funds, up to three years of supervised release, and forfeiture of property involved in the offense. 

    This case is being investigated by the Drug Enforcement Administration, U.S. Immigration and Customs Enforcement’s Homeland Security Investigations, and Internal Revenue Service, Criminal Investigations, with valuable assistance from the Federal Bureau of Investigation, the United States Marshals Service, Georgia State Patrol, the Cobb County Sheriff’s Office, and the Paulding County Sheriff’s Office.

Each incident was recorded by Solomon’s body worn camera. The evidence showed that each of the detainees, one of whom was handcuffed at the time, was compliant and non-threatening when Solomon repeatedly tased him. Following each incident, Solomon prepared reports about the incidents that allegedly contained materially false information about the detainee’s conduct and lies about her use of force.
