    With the continuous acceleration of global digital transformation, data has become an important resource driving economic growth and innovative development, as well as a new production factor in the digital economy era. The Digital Policy Office (DPO) of the Hong Kong Special Administrative Region Government and the Shanghai Municipal Bureau of Data continue to jointly organise the Hong Kong/Shanghai Co-operation Open Data Challenge 2025 (HSODC 2025) this year to inspire more innovative applications and collaborations in open data through the competition.

    Under the theme “Co-creating a Data Industry Platform for the Two Cities,” the HSODC 2025 invites participants to harness the extensive open data resources available in the two cities. The goal is to inspire innovative projects and develop advanced applications that emphasise four key areas: Smart Mobility, Smart Living, Smart Environment, and Smart Economy, thereby jointly driving deeper integration and fostering synergy between the digital economies of the two cities.

    Besides the competition, the organisers also hosted a forum titled “Hong Kong/Shanghai Data Co-operation – Our data Stories”. The forum brought together data scientists, industry leaders, and entrepreneurs from both cities to share their expertise in transforming complex data analyses into intuitive and compelling narratives.     On April 10, an article penned by President Lai Ching-te entitled “Taiwan Has a Roadmap for Deeper US Trade Ties” was published by Bloomberg News, explaining to a global audience Taiwan’s strategy on trade with the United States, as well as how Taiwan will engage in dialogue with the aim of removing bilateral trade barriers, increasing investment between Taiwan and the US, and reducing tariffs to zero. The following is the full text of President Lai’s article: Last month, the first of Taiwan’s 66 new F-16Vs rolled off the assembly line in Greenville, South Carolina. Signed during President Donald Trump’s first term, the $8 billion deal stands as a testament to American ingenuity and leadership in advanced manufacturing. Beyond its economic impact – creating thousands of well-paying jobs across the US – it strengthens the foundations of peace and stability in the Indo-Pacific.  This deal is emblematic of the close interests shared between Taiwan and the US. Our bond is forged by an unwavering belief in freedom and liberty. For decades, our two countries have stood shoulder-to-shoulder in deterring communist expansionism. Even as Beijing intensifies its air force and naval exercises in our vicinity, we remain resolute. Taiwan will always be a bastion of democracy and peace in the region. This partnership extends well beyond the security realm. Though home to just 23 million people, Taiwan has in recent years become a significant investor in America. TSMC recently announced it will raise its total investment in the US to $165 billion – an initiative that will create 40,000 construction jobs and tens of thousands more in advanced chip manufacturing and R&D. This investment will bolster the emergence of a new high-tech cluster in Arizona. Taiwan is committed to strengthening bilateral cooperation in manufacturing and innovation. As a trade-dependent economy, our long-term success is built on trade relationships that are fair, reciprocal and mutually beneficial. Encouraging Taiwanese businesses to expand their global footprint, particularly in the US, is a vital part of this strategy. Deepening commercial ties between Taiwanese and American firms is another. These core principles will guide our response to President Trump’s reciprocal tariffs. First, we will seek to restart trade negotiations with a common objective of reducing all tariffs between Taiwan and the US. While Taiwan already maintains low tariffs, with an average nominal rate of 6%, we are willing to further cut this rate to zero on the basis of reciprocity with the US. By removing the last vestiges to free and fair trade, we seek to encourage greater trade and investment flows between our two countries. Second, Taiwan will rapidly expand procurement of American goods. Over the past five years, rising demand for semiconductors and AI-related components has increased our trade surplus. In response to these market trends, Taiwan will seek to narrow the trade imbalance through the procurement of energy, agriculture and other industrial goods from the US. These efforts will create thousands of new jobs across multiple sectors.  We’ll also pursue additional arms procurements that are vital to our self-defense and contribute to peace and stability over the Taiwan Strait. During President Trump’s first term, we secured $18 billion in arms deals, including advanced fighter jets, tanks and anti-ship missiles. Future purchases, which are not reflected in trade balances, build on our economic and security partnership while being essential to Taiwan’s “Peace Through Strength” approach. Third, new investments will be made across the US. Already, Taiwanese firms support 400,000 jobs throughout all 50 states. Beyond TSMC, we also see emerging opportunities in electronics, ICT, energy and petrochemicals. We will establish a cross-agency “US Investment Team” to support bilateral trade and investment – and we hope that efforts will be reciprocated by the Trump administration. Fourth, we are committed to removing non-tariff trade barriers. Taiwan will take concrete steps to resolve persistent issues that have long impeded trade negotiations. And finally, we will strongly address US concerns over export controls and improper transshipment of low-cost goods through Taiwan. These steps form the basis of a comprehensive roadmap for how Taiwan will navigate the shifting trade landscape, transforming challenges in the Taiwan-US economic relationship into new opportunities for growth, resilience and strategic alignment. And last November, the UK House of Commons passed a motion clearly asserting that United Nations General Assembly Resolution 2758 does not mention Taiwan. These actions attest to the UK’s belief in supporting democracy and peace, and have further solidified our countries’ friendship. I would like to convey my deepest gratitude to the UK government and parliament.  Currently, the UK is Taiwan’s fourth largest trading partner in Europe and second largest source of investment from Europe. We enjoy close economic and trade ties, and our industries complement each other well. There is also great potential for collaboration in such fields as semiconductors, AI, unmanned vehicles, and medium- and low-orbit satellites. We look forward to expanding exchanges with the UK across all domains so as to enhance democratic and economic resilience. We also hope the UK will continue to support Taiwan’s bid to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership so that together, we can work with more like-minded partners, jointly advancing the prosperous development of the Indo-Pacific region and economic security around the world. Once again, I welcome Representative Bradley-Jones to Taiwan and wish her all the best with her work. I anticipate that Taiwan-UK relations will continue to steadily advance through our joint efforts. Representative Bradley-Jones then delivered remarks, first saying in Mandarin that she is honored to meet with President Lai to discuss topics of mutual concern and jointly deepen Taiwan-UK relations, promoting mutual understanding, respect, and cooperation. She went on to say that she came to Taiwan last August to study Mandarin, and began her post as British Office Taipei representative in February this year, noting that every day she learns more about and gains a deeper understanding of Taiwan. Last year, she said, she visited Tainan and Wanli, and found Tainan’s wetlands and the scenery in Wanli very impressive. She added that she has also tried many different Taiwanese foods, and is looking forward to experiencing even more of Taiwan’s local culture and customs over the next four years. Continuing her remarks in English, Representative Bradley-Jones stated that since taking up her post, she has borne witness to the strength of the relationship between Taiwan and the UK and the potential for it to continue to grow. She said that on trade and investment, there is significant complementarity between Taiwan’s Five Trusted Industry Sectors and the UK’s Industrial Strategy, particularly in areas such as digital technologies, advanced manufacturing, and clean energy. Both governments are also together supporting Taiwan and UK businesses through our Enhanced Trade Partnership and annual trade talks, she said. Representative Bradley-Jones went on to say that on science and technology, Taiwan and the UK can and should do more together. She noted that the UK has the third largest tech sector in the world and is valued at over US$1.1 trillion, while Taiwan is the center of the semiconductor and AI hardware world.     President Lai attends AmCham Taiwan 2025 Hsieh Nien Fan
    On the evening of March 20, President Lai Ching-te attended the annual Hsieh Nien Fan (謝年飯) banquet hosted by the American Chamber of Commerce in Taiwan (AmCham Taiwan). In remarks, President Lai pointed out that the United States is now a major source of investment in Taiwan, adding that last year US investment accounted for 11.5 percent of total foreign investment in Taiwan. The president also pointed out that the US has become Taiwan’s largest investment destination, as Taiwan’s direct and indirect investment in the US accounted for more than 40 percent of its total outbound investment last year. President Lai expressed hope that AmCham will continue to offer support in quickly resolving the issue of double taxation, further enhancing the mutually beneficial Taiwan-US economic and trade partnership. He also emphasized that one essential element for our economic prosperity is maintaining security and stability, both regionally and globally. The president expressed his belief that, so long as we coordinate our efforts, we can achieve more in our respective defense industries and build non-red supply chains, advancing peace, stability, and prosperity. A transcript of President Lai’s remarks follows: I’m delighted to be here tonight. I want to wish everyone and their families a happy, healthy, and prosperous year ahead. For many years now, AmCham has acted as a bridge between Taiwan and the US. It not only advocates for Taiwan to various sectors in the US, but also offers advice for the development of Taiwan’s industries. So tonight, I would like to express my deepest gratitude to all our friends from the American business community. The 2025 Business Climate Survey, published by AmCham this January, demonstrates the confidence foreign businesses have in the Taiwan market. We are happy to see that over 80 percent of survey respondents reported stable or increased revenue last year, and around 80 percent expressed confidence in Taiwan’s economic prospects for the coming year. Moreover, 90 percent of businesses surveyed are planning to maintain or expand their investments in Taiwan. The positive developments in Taiwan made by our American friends here tonight, their outlook for the future, and their confidence in Taiwan, are further proof of Taiwan’s ideal environment for investment. The US is now a major source of investment in Taiwan. Last year, US investment accounted for 11.5 percent of total foreign investment in Taiwan. In 2023, Entegris opened a new manufacturing facility in Kaohsiung and Micron launched a new facility in Taichung. Last year, Google further solidified Taiwan as its biggest R&D hub outside of the US by opening a new office here. AMD, Nvidia, and major cloud computing companies from the US have also been choosing Taiwan to expand their presence. Over the past several years, the US has also become Taiwan’s largest investment destination. Taiwan’s direct and indirect investment in the US accounted for more than 40 percent of our total outbound investment last year. Four years ago, TSMC’s [Taiwan Semiconductor Manufacturing Company] investment in facilities in Arizona became the biggest FDI [foreign direct investment] in a greenfield project in US history. And this month, TSMC announced it would expand that investment, breaking another record and highlighting the enduring prosperity shared by Taiwan and the US. In addition to TSMC, Taiwan’s GlobalWafers has built a 12-inch silicon wafer factory in Texas, the biggest in the US. This will be followed by many other industries. These companies are confidently expanding their global presence across the Pacific and eastward into the Americas. The US is moving to reindustrialize its manufacturing industry and consolidate high-tech leadership, as it moves to become a global AI hub. In these efforts, Taiwan is an indispensable partner for the US. While the US is a leader in chip design, Taiwan’s semiconductor manufacturing plays an irreplaceable part in the supply chain. Adapting to the changing geopolitical landscape and the coming era of smart technology, Taiwan will continue to promote its Five Trusted Industry Sectors of semiconductors, AI, military, next-gen communications, and security and surveillance. This will drive the next stage in our economic development. A great time to invest in Taiwan is now. We will continue to better connect relevant government agencies and align with international standards to foster a friendlier investment environment. And I am confident that Taiwanese and American companies can leverage their respective high-tech expertise and invest in each other, boosting growth in industrial innovation and development for both our economies. At the same time, we hope to continue deepening Taiwan-US trade relations. Last year, Taiwan was the seventh largest trading partner of the US, up one spot from the previous year, and bilateral trade grew by 24.2 percent. Taiwan is going to expand procurement from the US of industrial and agricultural products, as well as natural gas. I am very happy to welcome Governor [Mike] Dunleavy of Alaska, who has specially come all the way to Taiwan. Alaska is a source of high-quality natural gas, and its relatively short distance from Taiwan facilitates transportation. So we are very interested in buying Alaskan natural gas because it can meet our needs and ensure our energy security. We hope that AmCham will continue to offer support in quickly resolving the issue of double taxation and removing tax barriers to bilateral investment and trade, further enhancing the mutually beneficial Taiwan-US economic and trade partnership. One essential element for our economic prosperity is maintaining security and stability, both regionally and globally. So we are grateful for the joint leaders’ statement issued by [US] President [Donald] Trump and Japan’s Prime Minister Ishiba Shigeru, in which they expressed their solid support for maintaining peace and stability across the Taiwan Strait. Currently, Taiwan’s defense budget stands at about 2.5 percent of GDP. At the same time, we will continue to reform national defense, further enhancing Taiwan’s self-defense capabilities. And we will advance our cooperation with the US and other democracies in upholding regional stability and prosperity. We also welcome continued Taiwan-US cooperation in the defense sector.     President Lai delivers remarks on US tariff policy response
    On April 6, President Lai Ching-te delivered recorded remarks regarding the impact of the 32 percent tariff that the United States government recently imposed on imports from Taiwan in the name of reciprocity. In his remarks, President Lai explained that the government will adopt five response strategies, including making every effort to improve reciprocal tariff rates through negotiations, adopting a support plan for affected domestic industries, adopting medium- and long-term economic development plans, forming new “Taiwan plus the US” arrangements, and launching industry listening tours. The president emphasized that as we face this latest challenge, the government and civil society will work hand in hand, and expressed hope that all parties, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy. A translation of President Lai’s remarks follows: My fellow citizens, good evening. The US government recently announced higher tariffs on countries around the world in the name of reciprocity, including imposing a 32 percent tariff on imports from Taiwan. This is bound to have a major impact on our nation. Various countries have already responded, and some have even adopted retaliatory measures. Tremendous changes in the global economy are expected. Taiwan is an export-led economy, and in facing future challenges there will inevitably be difficulties, so we must proceed carefully to turn danger into safety. During this time, I want to express gratitude to all sectors of society for providing valuable opinions, which the government regards highly, and will use as a reference to make policy decisions.  However, if we calmly and carefully analyze Taiwan’s trade with the US, we find that last year Taiwan’s exports to the US were valued at US$111.4 billion, accounting for 23.4 percent of total export value, with the other 75-plus percent of products sold worldwide to countries other than the US. Of products sold to the US, competitive ICT products and electronic components accounted for 65.4 percent. This shows that Taiwan’s economy does still have considerable resilience. As long as our response strategies are appropriate, and the public and private sectors join forces, we can reduce impacts. Please do not panic. To address the reciprocal tariffs by the US, Taiwan has no plans to adopt retaliatory tariffs. There will be no change in corporate investment commitments to the US, as long as they are consistent with national interests. But we must ensure the US clearly understands Taiwan’s contributions to US economic development. More importantly, we must actively seek to understand changes in the global economic situation, strengthen Taiwan-US industry cooperation, elevate the status of Taiwan industries in global supply chains, and with safeguarding the continued development of Taiwan’s economy as our goal, adopt the following five strategies to respond. Strategy one: Make every effort to improve reciprocal tariff rates through negotiations using the following five methods:  1. Taiwan has already formed a negotiation team led by Vice Premier Cheng Li-chiun (鄭麗君). The team includes members from the National Security Council, the Office of Trade Negotiations, and relevant Executive Yuan ministries and agencies, as well as academia and industry. Like the US-Mexico-Canada free trade agreement, negotiations on tariffs can start from Taiwan-US bilateral zero-tariff treatment. 2. To expand purchases from the US and thereby reduce the trade deficit, the Executive Yuan has already completed an inventory regarding large-scale procurement plans for agricultural, industrial, petroleum, and natural gas products, and the Ministry of National Defense has also proposed a military procurement list. All procurement plans will be actively pursued. 3. Expand investments in the US. Taiwan’s cumulative investment in the US already exceeds US$100 billion, creating approximately 400,000 jobs. In the future, in addition to increased investment in the US by Taiwan Semiconductor Manufacturing Company, other industries such as electronics, ICT, petrochemicals, and natural gas can all increase their US investments, deepening Taiwan-US industry cooperation. Taiwan’s government has helped form a “Taiwan investment in the US” team, and hopes that the US will reciprocate by forming a “US investment in Taiwan” team to bring about closer Taiwan-US trade cooperation, jointly creating a future economic golden age.  4. We must eliminate non-tariff barriers to trade. Non-tariff barriers are an indicator by which the US assesses whether a trading partner is trading fairly with the US. Therefore, we will proactively resolve longstanding non-tariff barriers so that negotiations can proceed more smoothly. 5. We must resolve two issues that have been matters of longstanding concern to the US. One regards high-tech export controls, and the other regards illegal transshipment of dumped goods, otherwise referred to as “origin washing.” Strategy two: We must adopt a plan for supporting our industries. For industries that will be affected by the tariffs, and especially traditional industries as well as micro-, small-, and medium-sized enterprises, we will provide timely and needed support and assistance. Premier Cho Jung-tai (卓榮泰) and his administrative team recently announced a package of 20 specific measures designed to address nine areas. Moving forward, the support we provide to different industries will depend on how they are affected by the tariffs, will take into account the particular features of each industry, and will help each industry innovate, upgrade, and transform. Strategy three: We must adopt medium- and long-term economic development plans. At this point in time, our government must simultaneously adopt new strategies for economic and industrial development. This is also the fundamental path to solutions for future economic challenges. The government will proactively cooperate with friends and allies, develop a diverse range of markets, and achieve closer integration of entities in the upper, middle, and lower reaches of industrial supply chains. This course of action will make Taiwan’s industrial ecosystem more complete, and will help Taiwanese industries upgrade and transform. We must also make good use of the competitive advantages we possess in such areas as semiconductor manufacturing, integrated chip design, ICT, and smart manufacturing to build Taiwan into an AI island, and promote relevant applications for food, clothing, housing, and transportation, as well as military, security and surveillance, next-generation communications, and the medical and health and wellness industries as we advance toward a smarter, more sustainable, and more prosperous new Taiwan. Strategy four: “Taiwan plus one,” i.e., new “Taiwan plus the US” arrangements: While staying firmly rooted in Taiwan, our enterprises are expanding their global presence and marketing worldwide. This has been our national economic development strategy, and the most important aspect is maintaining a solid base here in Taiwan. We absolutely must maintain a solid footing, and cannot allow the present strife to cause us to waver. Therefore, our government will incentivize investments, carry out deregulation, and continue to improve Taiwan’s investment climate by actively resolving problems involving access to water, electricity, land, human resources, and professional talent. This will enable corporations to stay in Taiwan and continue investing here. In addition, we must also help the overseas manufacturing facilities of offshore Taiwanese businesses to make necessary adjustments to support our “Taiwan plus one” policy, in that our national economic development strategy will be adjusted as follows: to stay firmly rooted in Taiwan while expanding our global presence, strengthening US ties, and marketing worldwide. We intend to make use of the new state of supply chains to strengthen cooperation between Taiwanese and US industries, and gain further access to US markets. Strategy five: Launch industry listening tours: All industrial firms, regardless of sector or size, will be affected to some degree once the US reciprocal tariffs go into effect. The administrative teams led by myself and Premier Cho will hear out industry concerns so that we can quickly resolve problems and make sure policies meet actual needs. My fellow citizens, over the past half-century and more, Taiwan has been through two energy crises, the Asian financial crisis, the global financial crisis, and pandemics. We have been able to not only withstand one test after another, but even turn crises into opportunities. The Taiwanese economy has emerged from these crises stronger and more resilient than ever. As we face this latest challenge, the government and civil society will work hand in hand, and I hope that all parties in the legislature, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy.     Today, Governor Josh Stein announced more than $41 million in Completing Access to Broadband (CAB) program projects to connect 11,816 households and businesses in 17 counties to high-speed internet.

    “Connecting North Carolinians online helps strengthen our state,” said Governor Josh Stein. “Broadband plays a crucial role in our development, and I look forward to seeing how these funds expand economic opportunities for people in every corner of North Carolina.”

    “Internet access is a necessity in today’s world. These grants will fund projects to provide that crucial access to residents in communities across the state,” said NCDIT Secretary and State Chief Information Officer Teena Piccione. “We will continue to partner with counties and internet service providers to make more awards this month as we work to expand high-speed internet to every North Carolinian.”  

    These projects will be funded by more than $29 million from the federal American Rescue Plan awarded by NCDIT and nearly $12.5 million from the selected broadband providers:

    • Anson County: Windstream North Carolina, LLC This award will provide high-speed internet access to 945 homes and businesses (35% of the county’s 2,714 eligible locations).
    • Caldwell County: Connect Holding II, LLC This award will provide high-speed internet access to 203 homes and businesses (12.91% of the county’s 1,572 eligible locations).
    • Carteret County: Connect Holding II, LLC This award will provide high-speed internet access to 164 homes and businesses (46.2% of the county’s 355 eligible locations).
    • Caswell County: Connect Holding II, LLC This award will provide high-speed internet access to 565 homes and businesses (65.16% of the county’s 867 eligible locations).
    • Davidson County: Windstream This award will provide high-speed internet access to 436 homes and businesses (38.6% of the county’s 1,127 eligible locations).
    • Edgecombe County: Connect Holding II, LLC This award will provide high-speed internet access to 1681 homes and businesses (85.55% of the county’s 1,965 eligible locations).
    • Greene County: Connect Holding II, LLC This award will provide high-speed internet access to 637 homes and businesses (94.37% of the county’s 675 eligible locations).

    This CAB program award will be added to NCDIT’s dashboard that shows details and progress on programs funded by the federal American Rescue Plan Act, as part of Governor Stein’s initiative to close the state’s digital divide. The award adds to the more than $547 million in Growing Rural Economies with Access to Technology (GREAT) grants and previous CAB projects that will connect more than 200,000 North Carolina households and businesses to high-speed internet.

  • MIL-OSI Security: San Antonio, Texas Woman Indicted for Fraudulently Selling Thousands of Counterfeit Coupons Causing Losses to Retailers Across the United States in Excess of $17 Million

    NEWARK, N.J. – A federal grand jury in the District of New Jersey returned a six-count indictment against a San Antonio, Texas woman for fraudulently creating and selling over $17 million worth of counterfeit retail coupons used at various retail stores across the United States for the purchase of household items, United States Attorney Alina Habba announced.

    Janet Bernal, 48, is charged with one count of conspiracy to commit wire fraud and five counts of wire fraud.  According to the Indictment:

    From June 2020 through August 2024, Bernal orchestrated a fraudulent scheme to produce and sell fraudulent, counterfeit coupons for use by purchasers at retail stores throughout the United States, including large pharmacies and grocery stores. In furtherance of her scheme, Bernal offered counterfeit coupons through a monthly fee-based subscription group that was available on a commonly used Internet cloud-based messaging application. Members subscribed to the group, paid the monthly fee, and then had unlimited access to numerous types of counterfeit coupons that Bernal posted for download.

    Members paid the monthly fee via mobile cash accounts that Bernal directly controlled. Over the span of the scheme, members downloaded thousands of counterfeit coupons and redeemed them at retail stores throughout New Jersey and elsewhere in the United States. In total, the loss to the retail stores and to the manufacturers whose products were covered by the counterfeit coupons was in excess of $17 million.

    The conspiracy and wire fraud counts carry a maximum potential penalty of 20 years in prison and a $250,000 fine, or twice the gain or loss from the offense, per count.

    United States Attorney Alina Habba credited postal inspectors of the United States Postal Inspection Service, under the direction of Inspector in Charge Christopher Nielsen, in Newark, with the investigation leading to the indictment.

    The government is represented by Assistant U.S. Attorney Blake Coppotelli of the U.S. Attorney’s Office Economic Crimes Unit in Newark.

    The charges and allegations contained in the indictment are merely accusations, and the defendant is considered innocent unless and until proven guilty.

  • MIL-OSI Security: Carter Lake Man Sentenced to 7 Years in Federal Prison for Child Pornography Charge

    COUNCIL BLUFFS, Iowa – A Carter Lake man was sentenced on March 12, 2025, to 84 months in in federal prison for receiving child pornography.

    According to public court documents and evidence presented at sentencing, the National Center for Missing and Exploited Children received a CyberTip that an account, later determined to be associated with Jay McCall Schnider, 52, received and uploaded files containing child sexual abuse material between April 2020 and July 2023. Law enforcement seized an electronic device during the execution of a search warrant of Schnider’s Carter Lake residence. A forensic examination of the seized electronic device showed that Schnider used the device to receive images and videos containing child sexual abuse material.

    After completing his term of imprisonment, Schnider will be required to serve a five-year term of supervised release. There is no parole in the federal system.

    United States Attorney Richard D. Westphal of the Southern District of Iowa made the announcement. This case was investigated by the Federal Bureau of Investigation.

  • MIL-OSI Security: Canadian Man Sentenced to 14 Years in Federal Prison for Transportation of a Minor to Engage in Criminal Sexual Activity

    COUNCIL BLUFFS, Iowa – A Saskatchewan, Canada man was sentenced on March 6, 2025 to 14 years in federal prison for transporting a minor with the intent to engage in criminal sexual activity.

    According to public court documents, Quentin Joel Nighttraveller, 45, drove his fourteen-year-old daughter from Canada to the United States. Nighttraveller worked as a commercial truck driver. In Rogers, Minnesota, Nighttraveller stopped to get the truck repaired. Nighttraveller sexually assaulted the victim. They continued the trip and while in Avoca, Iowa, the victim ran from the truck in the gas station and requested assistance. Nighttraveller drove away.

    After completing his term of imprisonment, Nighttraveller will be required to serve a five-year term of supervised release. There is no parole in the federal system.

  • MIL-OSI Security: Arizona Man Sentenced to 15 years after Kidnapping a 13-Year-Old to Engage in Sexual Conduct

    SALT LAKE CITY, Utah – Tadashi Kura Kojima, also known as Aaron Michael Zeman, 29, of Tucson, Arizona, was sentenced to 180 months’ imprisonment and a lifetime of supervised release, after he kidnapped a Utah teenager to engage in illegal sexual activity.

    The sentence, imposed by Judge Howard C. Nielson, Jr., comes after Kojima pleaded guilty in November 2024 to transportation of a minor with intent to engage in criminal sexual activity.  

    According to court documents and statements made at Kojima’s change of plea and sentencing hearings, Kojima admitted that between December 26, 2022 to December 28, 2022, he traveled from Arizona and kidnapped a 13-year-old from Utah. They were located in Nebraska and Kojima was arrested. The purpose of traveling was to engage in sexual activity with the victim.     The case was investigated jointly by the FBI Salt Lake City Field Office, Layton Police Department and Grand Island Police Department in Nebraska.

  • MIL-OSI Security: Man Charged with Threatening Director of National Intelligence Tulsi Gabbard and Her Family

    ATLANTA – Aliakbar Mohammad Amin has been arrested and charged pursuant to a criminal complaint with transmitting interstate threats to injure Director of National Intelligence (DNI) Tulsi Gabbard and her family. 

    “Threatening to harm public officials is a criminal act that cannot be excused as political discourse,” said Acting U.S. Attorney Richard S. Moultrie, Jr.  “Our Office, in coordination with our law enforcement partners, will vigorously prosecute individuals who commit these acts of violence.”

    “The FBI sees all threatening communications as a serious federal offense. We will employ every investigative tool and resource available to identify those responsible and ensure they are prosecuted to the fullest extent of the law,” said Paul Brown, Special Agent in Charge of FBI Atlanta. “Let this arrest serve as a clear warning: if you engage in this kind of criminal behavior, you will be caught and you will go to prison.”

    According to Acting U.S. Attorney Moultrie, the complaint, and other information presented in court: Between March 29 and April 1, 2025, Amin allegedly sent text messages that included threats against DNI Gabbard and her husband, including the following statements: 

    • “You and your family are going to die soon” and “I will personally do the job if necessary.”
    • “Death to America means death to America literally, Tulsi is living on borrowed time.
    • “The home you two own . . . is a legitimate target and will be hit at a time and place of our choosing.”
    • “Prepare to die, you, Tulsi, and everyone you hold dear. America will burn.”

    During the investigation, federal agents also discovered similar threats allegedly made by Amin in social media posts, including an image depicting a firearm pointed at a photograph of DNI Gabbard,  and a second image of a firearm pointed at a photograph of DNI Gabbard and her husband. Federal agents later recovered a firearm while executing a warrant to search Amin’s home.

    Aliakbar Mohammad Amin, 24, of Lilburn, Georgia, was charged on April 11, 2025, via a previously sealed criminal complaint alleging a violation of Title 18, United States Code, Section 875(c). He was ordered detained pending trial by a U.S. Magistrate Judge after making his initial appearance in federal court.

    This case is being investigated by the Federal Bureau of Investigation.

    This case is part of Operation Take Back America a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime.     overnor Kathy Hochul today announced the launch of the ConnectALL Deployment Program Request for Applications (RFA) for Priority, Reliable, and Alternative Technology Solutions, a critical milestone in the multi-year process to secure affordable, reliable, high-speed internet service to the final remaining unserved and underserved locations across New York State. ConnectALL will accept applications from April 15 through May 5, 2025 to fund projects deploying traditional fiber optic, cable, hybrid fiber-coaxial, and licensed fixed wireless broadband service, and federally designated alternative technologies such as unlicensed fixed wireless and low earth orbit satellite services. Applicants can view the Request for Applications and submit a proposal by May 5, 2025 at 11:59 p.m. ET.

    “Today marks a watershed moment in New York’s digital future as we launch the final application phase of our historic ConnectALL Deployment Program,” Governor Hochul said. “Broadband is no longer a luxury — it’s essential infrastructure for education, healthcare, economic opportunity, and daily life. With this program, we are ensuring that every single New Yorker, regardless of their zip code or economic circumstances, will have access to high-speed internet. Organizations that have not yet completed the prequalification process, which was conducted from June 2024 to February 2025, will have an additional opportunity to submit these materials as part of their RFA response.

    The Deployment Program is the component of the Governor’s ConnectALL Initiative that exclusively addresses locations in the state that have no option for reliable, high-speed internet service. The Program launched in December 2022 with a statewide mobilization to improve the accuracy of federal broadband maps. ConnectALL, along with federal, county, and local partners, have since secured commitments for service for thousands of homes and businesses that allowed the Deployment Program to focus on approximately one percent of locations in the state. Following an earlier RFA that focused exclusively on fiber optic and other reliable solutions, ConnectALL is currently reviewing proposals to serve more than half of those locations. The Request for Applications announced today focuses on the approximately 20,000 homes and businesses that have not yet received proposals, do not have other commitments in place, and cannot currently be connected by a standard installation from an earth-based broadband provider.

    ConnectALL will make the planned awards for the full $644 million in federal grants available for public comment upon submitting them to the U.S. Department of Commerce’s National Telecommunications and Information Administration (NTIA) for approval by the federally-mandated deadline of July 25, 2025. Pending NTIA approval, selected projects are expected to commence in 2025 with completion within four years.

    Governor Hochul’s ConnectALL Initiative

    Governor Hochul has made expanding broadband access a cornerstone of her administration’s efforts to create a more equitable New York. Through the ConnectALL initiative, New York State is investing $1 billion to transform the state’s digital infrastructure, enhance competition among providers, and ensure that every New Yorker has access to reliable, affordable high-speed internet. To date, ConnectALL has overseen the successful launch and implementation of several programs to advance broadband access, including:

    • The Digital Equity Program will invest $50 million, including a federal allocation of at least $37 million, to implement the New York State Digital Equity Plan to close the digital divide. On March 24, ConnectALL closed the Digital Equity Program Capacity Grant Request for Applications, through which ConnectALL expects to award approximately $15.5 Million of the federal allocation.
    • The Affordable Housing Connectivity Program will provide up to $100 million in grants to bring new broadband infrastructure to homes in affordable and public housing leveraging funds from the U.S. Treasury Department’s Capital Projects Fund. The first awards under this program are securing $10 a month broadband service and $30 a month Gigabit service for over 14,000 low-income households in Buffalo, New York City and Rochester. The program continues to accept applications from internet service providers and expressions of interest from housing owners and public housing authorities.
    • The Municipal Infrastructure Program will fund broadband expansion projects owned by a public utility or publicly controlled. ConnectALL is accepting applications to Phase 4 through April 25, 2025. To date, ConnectALL has awarded over $240 million through the program, funding construction of nearly 2,400 miles of broadband infrastructure that will reach 98,000 locations across New York State.     An extended meeting dedicated to the development of the Kyrgyz-Russian Slavic University was held at the Polytechnic University, with the participation of representatives of the Administration of the President of the Russian Federation and the Ministry of Education and Science of Russia.

    The event was attended by the rector of SPbPU Andrey Rudskoy, the referent of the Office of the President of the Russian Federation Vadim Smirnov, the acting rector of KRSU Sergey Volkov, representatives of the Ministry of Science and Higher Education of Russia – the acting director of the Department of State Policy in Higher Education Elena Tumakova and the head of the department of the Department of International Cooperation Alexey Poyda, as well as the heads of key departments and institutes of the Polytechnic University involved in the implementation of projects to transform KRSU.

    Before the meeting, the participants summed up the results of the internship at SPbPU for the heads of KRSU educational programs. Kyrgyz colleagues presented projects for updating curricula in five areas.

    The meeting became a platform for summing up the interim results of cooperation and discussing plans for 2025. Since January of this year, SPbPU has been acting as the coordinator of development programs for all four Slavic universities. Particular attention is paid to KRSU, where the Polytechnic University helps to modernize engineering education, scientific activities and personnel potential. Over the course of a year of joint work, curricula have been revised, network programs and programs for improving the qualifications of teachers have been launched.

    The development of Russian-national (Slavic) universities is one of the priority projects of our country in the promotion of Russian education and culture. At present, we give special priority to working with the Kyrgyz-Russian Slavic University, since we, as one of the leading technical universities in Russia, are faced with the task of assisting KRSU in building all the basic processes related to the development of engineering areas. This is education, science, human capital, – emphasized the rector of SPbPU Andrey Rudskoy.

    Vice-Rector for International Activities Dmitry Arsenyev recalled that the active development of the project with KRSU began a year ago with the international forum in Bishkek, when SPbPU first began comprehensive expert work on the KRSU development program.

    Over the many years of work at the Polytechnic University, I cannot recall a larger-scale international project involving more than 200 key employees and specialists of the university, representing all leading institutes and basic divisions, noted Dmitry Arsenyev.

    Responsible SPbPU employees in the areas presented the main results of the past year – qualitative and quantitative results in key areas (educational activities, development of scientific potential, youth policy, distance technologies in education, interlibrary cooperation) and priority areas (construction, electronics and telecommunications, energy, ICT, lean manufacturing). The participants proposed specific plans for 2025 and identified the main problem areas.

    The ideas that we discussed just a year ago have proven to be correct, and this is encouraging. I would like to express my gratitude to the Polytechnic team. You have taken on the task as a team, each working in their own area. We believe that there will be results, commented Vadim Smirnov, aide to the Presidential Administration of the Russian Federation.

    The participants discussed the progress and development prospects of KRSU with the support of SPbPU, noted significant steps in joint work: modernization of educational programs, launch of network projects and strengthening of academic mobility. Vadim Smirnov emphasized the importance of a systematic approach to motivating KRSU employees and proposed integrating their participation in programs with the Polytechnic University into the incentive system.

    Participation in joint projects should become one of the key criteria for incentive payments. This will help strengthen engagement and demonstrate the value of interaction, said Vadim Smirnov.

    Acting Director of the Department of State Policy in Higher Education Elena Tumakova drew attention to the need for a comprehensive approach to motivating the teaching staff of KRSU, supporting the proposal to specifically encourage employees who are actively involved in projects with SPbPU.

    The participants discussed the low level of digital competencies of KRSU teachers, the lack of funding for scientific research and the difficulties with adapting Russian educational standards to the conditions of Kyrgyzstan. To solve them, proposals were made to strengthen internships, develop distance formats and more actively attract young specialists.

    Polytechnicians and KRSU management noted the task of renewing personnel as one of the main problems. Working with human potential, finding talents at KRSU is one of the primary tasks for the coming year. Acting Rector of KRSU Sergey Volkov emphasized that the key issue remains the transformation of KRSU into a leading national university. Enormous resources are being concentrated for this, including plans to build a modern campus in Bishkek, which will become a center for engineering, humanitarian and medical education.

    However, the best campus is nothing without highly qualified, motivated, talented staff and teachers. In the near future, KRSU will hold a competitive selection procedure. We expect to take a fresh look at our staff, taking into account the strategic long-term development goals of the university, – said Sergey Volkov.

    Andrey Rudskoy supported the initiative to strengthen work with human capital, instructed the Vice-Rector for Educational Activities Lyudmila Pankova and the Head of the Directorate for Human Resources Maria Pakhomova to actively engage in this issue and provide expert support to KRSU in the upcoming competitive selection procedure.

    Speaking about the organization of scientific activities, Vadim Smirnov suggested focusing on several priority scientific and applied projects. For example, on comprehensive cooperation with the Alliance Altyn enterprise, which was discussed during recent visit. The second reference point could be a project to conduct interdisciplinary research based on the High-Mountain Observatory of Atmospheric Physics of KRSU. The combination of fundamental and applied tasks will allow achieving practical results and at the same time paving the way for future projects and scientific development.

    “Even small but significant successes will become the basis for future growth. Appreciate the Polytechnic University’s resources; consultations with such high-level experts are invaluable,” emphasized Vadim Smirnov. “Let’s focus on practical projects and measurable results. We need to accumulate success stories, even if they can be counted on the fingers of one hand, but they will become the basis for growth. We need to work together, not instead of. The task of becoming a leading university is difficult, but achievable. We see from the example of the Polytechnic University and other Russian universities what fantastic leaps can be made in a few years if strategic goals, a management system, and personnel work are correctly built. Responsibility, measurable goals, and a link to the strategy of the Kyrgyz Republic are what will bring KRSU forward. Fewer formalities, more specifics. If students go on internships, let them come back with projects. If we implement programs, we calculate the percentage of extra-budgetary funds. These are steps to ensure that the university begins not just to function, but to develop.”

And these are not just buildings, but an opportunity for a scientific breakthrough, – noted Sergey Volkov.

    Vadim Smirnov highlighted the most important components of joint work for the coming year: It is necessary to combine the fundamental documents into a single end-to-end concept – the strategy and development program of KRSU, the roadmap (work plan) for the coming years. It is necessary to synchronize current work plans with the long-term goals of KRSU, add specific tasks and performance indicators. All these documents should complement each other, define the main goals and ensure their implementation through the corresponding recorded resources and activities.

    Participants expressed confidence that the unification of the resources of SPbPU and KRSU, as well as the focus on practice-oriented tasks, will accelerate the development of the university.

    There is an urgent need to link the roadmap, strategy and development program, providing them with resources. Financial support for network programs, motivation of teachers through incentives rather than punishment, and work on the university brand are key elements of progress. A brand is not just a name, it is a tool that helps attract applicants and create competitive advantages, especially in the conditions of tough competition. The solutions must be non-trivial, but they will raise the level, make education high-quality, and the university significant, – Elena Tumakova supported her colleagues.

    The participants agreed to finalize the roadmap taking into account the strategic goals of KRSU and to hold regular working meetings. Andrey Rudskoy expressed confidence that joint efforts will allow bringing the Kyrgyz-Russian Slavic University to a new level, strengthening the position of Russian education in Central Asia: The effectiveness of cooperation with Kyrgyzstan should not be based on directive methods, but on demonstrating specific successes – in education, science, interaction with society and industry. Our task is to create an environment where Kyrgyz students and scientists see the prospects for the development of their country through synergy with Russian practices. KRSU can become a model platform where strategies are tested that can be scaled to other Slavic universities. Phase II, with an outlay of ₹11,500 crore, focuses on demand incentives for electric two-wheelers, three-wheelers, buses, and the development of public charging infrastructure. It also aims to promote technology platforms for EVs and create a robust domestic EV ecosystem.

    4. PM E-Drive Scheme (2024–26): Launched to accelerate EV adoption and reduce urban pollution, this scheme has a budget of ₹10,900 crore and targets large-scale procurement of electric vehicles:

    • 24.79 lakh electric two-wheelers
    • 3.2 lakh electric three-wheelers
    • Procurement of 14,028 electric buses by State Transport Undertakings (STUs)/public transport agencies
    • ₹2,000 crore earmarked for national-level charging infrastructure expansion.

     

    5. Production Linked Incentive (PLI) Scheme for Auto and ACC Batteries: With a total allocation of ₹44,038 crore (PLI scheme- INR 25,938 crore, PLI scheme for ACC Battery Storage- INR 18,100 crores), this flagship initiative aims to boost the domestic manufacturing of advanced automotive technologies, including EVs, hydrogen fuel cell vehicles, and advanced battery storage solutions. It provides financial incentives to OEMs and component manufacturers for investing in cutting-edge technologies, achieving economies of scale, and integrating into global supply chains.     THE DIRECTOR: Thank you for the kind introduction. It is a pleasure to speak to you all this evening, here in the early light of the new Golden Age of America.
    President Trump has given all of us who serve in his administration a monumental task—the renewal of our nation.
    I know, and I think you know, too, that such a renewal will require the reinvigoration of American science and industry. Over the last few decades, America has become complacent, forgetting old dreams of building a wondrous future.
    But we know the American pioneer spirit still seeks the exploration of endless frontiers. Our technologies, and what we do with them, will be the tools with which we will make the destiny of our country manifest in this century.
    Yet this American hope in the possibility of progress and the power of science and technology does not allow builders and innovators to retreat from politics. Indeed, quite the opposite, which is what brings me here today. A Golden Age is only possible if we choose it.

    There is nothing predestined about technological progress and scientific discovery. They require the efforts and energies of men and women, the collective choice for order and truth over disorder and opinion.
    The last century was called the American Century, as—despite wars and domestic conflict—the United States stood at the forefront of science and technology, building the future. With the strength of our industry and ingenuity, we created the largest middle class the world has ever seen. As President Trump said to me in his letter laying out the science and technology agenda of this administration, “The triumphs of the last century did not happen by chance.”
    Ours was the Atomic Age. Ours the victory in the Space Race. And ours the invention of the Internet, collecting and connecting the multiplicity of human knowledge.
    Today we fight to restore that inheritance. As the failure of the Biden administration’s “small yard, high fence” approach makes clear, it is not enough to seek to protect America’s technological lead. We also have a duty to promote American technological leadership.

    A gap lies between our moment and the speed of transformation America experienced midcentury. Progress has slowed. Yes, large language models astonish us, rockets still turn our eyes upward, and satellites envelop the globe. But as we look forward to America’s 250th birthday celebration next year, our progress today pales in comparison to the huge leaps of the 20th century. Consider the country of fifty years ago.
    As the nation approached its bicentennial, Americans looked forward to electricity too cheap to meter. By the end of 1972, 30 nuclear plants were operational, 55 were under construction, and more than 80 were planned or ordered. That same year, the Apollo 17 astronauts became the 11th and 12th men to walk on the moon. Five years before, the X-15 rocket plane had set a speed record for a crewed aircraft of Mach 6.7. America was flying higher, faster, and farther than ever before…
    Today, however, energy prices still burden producers and consumers alike, and the grid remains precarious. Over the past 30 years only three commercial nuclear reactors have been built and 10 have been closed. Despite spending almost twice as much on healthcare as peer nations, we have the lowest life expectancy. Apollo 17’s steps on the lunar surface have proved mankind’s last. The X-15’s record still stands, and the Concorde was decommissioned more than two decades ago. Our passenger planes are slower than they used to be. Our trains crawl compared to those in other parts of the world. Our cars do not fly
    Advances have not stopped, but something has gone wrong.

    Stagnation was a choice. We have weighed down our builders and innovators. The well-intentioned regulatory regime of the 1970s became an ever-tightening ratchet, first hampering America’s ability to become a net-energy exporter and then making it harder and harder to build. We seem to have lost focus and vision, to have lowered our sights and let systems and structures and bureaucracies muddle us along.
    But we are capable of so much more.  
    Our technologies permit us to manipulate time and space. They leave distance annihilated, cause things to grow, and improve productivity.
    As Vice President Vance said in a recent speech, the tradition of American innovation has been one of increasing the capacities of America’s workers, of extending human ability so that more people can do more, and, more meaningful work. But unrestricted immigration, and reliance on cheap labor both domestically and offshore, has been a substitute for improving productivity with technology.
    We can build in new ways that let us do more with less, or we can borrow from the future. We have chosen to borrow from the future again and again. Our choice as a civilization is technology or debt. And we have chosen debt.
    Today we choose a better way.

    Our first assignment is to secure America’s preeminence in critical and emerging technologies. This administration will ensure that our nation remains the leader in the industries of the future with a strategy of both promotion and protection—protecting our greatest assets and promoting our greatest innovators.
    To the degree it even tried to accomplish this, the Biden administration failed on its own terms, led by a spirit of fear rather than promise. The old regime sought to protect its managerial power from the disruptions of technology, while promoting social division and redistribution in the name of equity. They secured American technology poorly, and failed to strengthen our leadership at all.
    Promoting America’s technological leadership requires three things of government. First, we have to make the smart choices of creatively allocating our public research and development dollars. Second, we have to make the right choices in constructing a common-sense, pro-innovation regulatory regime. And third, we have to make the easy choice to adopt the incredible products and tools made by American builders and to enable their export abroad.
    In a moment of strategic significance, we must be more creative in our use of public research and development money, and shape a funding environment that makes clear what our national priorities are. Whether in AI, quantum, biotech, or next-generation semiconductors, in partnership with the private sector and academia, it is the duty of government to enable scientists to create new theories and empower engineers to put them into practice. Prizes, advance market commitments, and other novel funding mechanisms, like fast and flexible grants, can multiply the impact of government-funded research.
    At a time defined by the desire to build in America again, we have to throw off the burden of bad regulations that weigh down our innovators, and use federal resources to test, to deploy, and to mature emerging technologies. We know, for example, the greatest obstacle to limitless energy in this country has been a regulatory regime opposed to innovation and development. This, too, has been the chief barrier to pushing the envelope again in transportation, whether supersonic aircraft or high-speed rail and flying cars. The time has come to review the rules on the books and to ask whom they really protect and what they really cost.
    For a future stamped with the American character, the federal government must become an early adopter and avid promoter of American technology. Our innovators make incredible breakthroughs, but consumers, government included, require products that meet their needs, not just the wide-open country of frontier technology. Our industrial might, unleashed at home, and our technical achievements from AI to aerospace, successfully commercialized, can also be powerful instruments of diplomacy abroad and key components of our international alliances. American progress in critical technologies will make us the global partner of choice and the standards setter to follow if we enable and encourage American companies to distribute the American tech stack around the world.

    This approach to promoting America’s technological leadership goes hand in hand with a threefold strategy for protecting that position from foreign rivals. First, we must safeguard U.S. intellectual property and take seriously American research security. Second, we must prevent rival nations from infiltrating our infrastructure and supply chains, as well as from embedding themselves in the infrastructure of our allies. And third, we must enforce export controls and other measures that keep American frontier technologies out of competitors’ hands.
    We face many dangers as a nation, but thanks to decades of feckless American leaders, China in particular has grown into both a geopolitical rival and technological competitor. This threat requires us to protect our science and technology resources with heightened vigilance, and defend the vital work American researchers do in public and corporate contexts alike from misuse, theft, and disruption. To safeguard our intellectual capital, we must restrict foreign access to sensitive data and strengthen oversight of international collaborators.
    Our infrastructure, supply chains, and those of our allies must be secured, too. We cannot afford to remain dependent, as we are in too many essential industries, on Chinese inputs and products, nor can we allow our closest partners to become points of insecurity by relying on Chinese-controlled critical infrastructure, whether in telecom, the grid, or AI. We must establish and secure trusted supply chains, implement public-private partnerships to enhance supply-chain resilience, and create investment incentives to reshore more critical manufacturing.
    Finally, after thirty years of subsidizing Chinese growth, it is time for us to stop helping a rival catch up with us in this race. Strict and simple export controls and know your customer rules, with an unapologetic America-first attitude about enforcing them, are central to stopping China from continuing to build itself up at our expense. We want peace between our countries, and that peace depends on keeping America’s bleeding-edge technology out of our competitor’s hands.

    The Golden Age of American innovation is on our horizon, if we choose it.
    In a changing technological environment, the task ahead of us is to adapt to new realities without destroying the American way of life or dis-inheriting the American worker. We seek, in the most basic terms, to secure our economy, restore our middle class, and uphold America as the planet’s best home for innovators.
    For many years now the temptation for the kinds of people represented in this room—builders and discoverers—has been to withdraw from politics. In the face of burdensome regulation and inefficient government and the circus of election cycles, many of you have chosen retreat of various kinds.
    But there is no substitute for victory. You and your fellow Americans cannot afford to give up on the nation. In a world so shaped by politics as well as technology, we must take action in both of these domains. We need all Americans to continue to rise to the occasion, to make full use of their talents, and to build.
    All of us must labor to preserve the inheritance of the American Century to share with posterity, and to ensure that the technologies that give shape to our world help the American people secure the blessings of liberty we received from our forebearers. I bear that responsibility in my role as the President’s Science and Technology Advisor. You bear it, too, in exercising whatever powers and responsibilities you have, whether in business, education, or the laboratory—as Americans.
    It is the choices of individuals that will make the new American Golden Age possible: the choice of individuals to master the sclerosis of the state, and the choice of individuals to craft new technologies and give themselves to scientific discoveries that will bend time and space, make more with less, and drive us further into the endless frontier.

    The 2025 World Internet Conference Asia-Pacific Summit kicked off in Hong Kong on Monday, attracting nearly 1,000 participants from around the globe to explore future development and potentials across various domains in digital technology.
    The two-day summit was held under the theme of “Integration of AI and Digital Technologies Shaping the Future — Jointly Building a Community with a Shared Future in Cyberspace”.
    Speaking at the summit, Wang Yong, vice-chairman of the Chinese People’s Political Consultative Conference National Committee, said that the Chinese government consistently embraced the digital era with an open attitude, sharing opportunities and benefits brought by internet development with countries around the world, including those in the Asia-Pacific region.
    China is willing to work hand in hand with other countries to promote technological innovation, deepen exchanges and cooperation, safeguard security and stability of cyberspace, establish a sound governance order, and jointly advance the world toward a bright future of digital and intelligent integration, Wang said.
    John Lee, chief executive of China’s Hong Kong Special Administrative Region (HKSAR), said the summit demonstrated the city’s rising role as an international innovation and technology hub. It also reflected Hong Kong’s deepening integration with the country’s national development.
    Lee said that at challenging time, with geopolitics and trade relations getting tense, cooperation is important. Hong Kong champions free trade and multilateralism, and is willing to offer a range of welcoming programs for investors.
    Zhuang Rongwen, chief of the Cyberspace Administration of China and chairman of the World Internet Conference, said that the theme of the summit reflected its aim to align with the trends of the information era, focus on the development and security of artificial intelligence, deepen exchanges, foster consensus, and enhance cooperation.
    Zheng Yanxiong, deputy director of the State Council Hong Kong and Macao Affairs Office and director of the Liaison Office of the Central People’s Government in the HKSAR, said that as a pioneer in internet development, Hong Kong serves as a “super connector” and a “super value-adder” in the advancement of digital-intelligence integration. By jointly promoting the building of a community with a shared future in cyberspace, Hong Kong is set to become a new hub for innovation in internet technology, industry, and culture.

    Xi made the remarks when meeting with General Secretary of the Communist Party of Vietnam (CPV) Central Committee To Lam during his state visit to Vietnam.

    Xi pointed out that he was very pleased to pay a state visit to Vietnam and realize the first round of mutual visits with General Secretary To Lam.

    This year marks the 95th anniversary of the founding of the CPV, the 80th anniversary of the founding of Vietnam and the 50th anniversary of the liberation of the South, he said, extending warm congratulations to Vietnam on behalf of the CPC and the Chinese government.

    Leaders of the two parties and countries should communicate with each other as relatives, Xi said, noting the two sides should give full play to the role of channels including inter-party, legislative bodies and political consultative organizations, deepen the exchange of experience in governance, and improve the leadership of the two parties in promoting national modernization.

    Second, build a stronger security barrier.

    The two sides should set the “3+3” strategic dialogue on diplomacy, defense and public security between the two countries at the ministerial level to enhance strategic coordination.

    It is necessary to give full play to the role of defense and law enforcement security cooperation mechanisms, resolutely tackle online gambling, telecom fraud and other cross-border crimes, strengthen bilateral and multilateral law enforcement and judicial cooperation, especially within the framework of the Lancang-Mekong Cooperation, so as to safeguard people’s lives and property and uphold regional peace and stability.

    HANOI, April 14 — Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee and Chinese president, on Monday called for deepening the building of a China-Vietnam community with a shared future.

    Xi made the remarks when meeting with General Secretary of the Communist Party of Vietnam (CPV) Central Committee To Lam during his state visit to Vietnam.

    Xi pointed out that he was very pleased to pay a state visit to Vietnam and realize the first round of mutual visits with General Secretary To Lam.

    This year marks the 95th anniversary of the founding of the CPV, the 80th anniversary of the founding of Vietnam and the 50th anniversary of the liberation of the South, he said, extending warm congratulations to Vietnam on behalf of the CPC and the Chinese government.

    China will, as always, support Vietnam in taking a socialist path that suits its national conditions, successfully holding the 14th National Congress of the CPV in 2026, and its steadfast pursuit of realizing the two goals set for the centenary of the party and the country.

    This year marks the 75th anniversary of the establishment of diplomatic ties between China and Vietnam, as well as the China-Vietnam Year of People-to-People Exchanges, said Xi, stressing that over the past 75 years, regardless of changes in the international landscape, China and Vietnam have supported each other in the struggle for national independence and liberation, advanced side by side in the cause of socialist development, and forged ahead in their respective modernization endeavors, setting an example of solidarity and cooperation between socialist countries.

    Facing the changing and turbulent world, China and Vietnam have stayed committed to peaceful development and deepened their friendly cooperation, bringing much-needed stability and certainty to the world, Xi said.

  • MIL-OSI Security: Shiprock Man Sentenced to Federal Prison for Sexually Abusing Two Children Over Six-Year Period

    ALBUQUERQUE – A Shiprock man was sentenced to 75 months in federal prison for sexually abusing two children under 12 years old in separate incidents spanning 2014 and 2020.

    There is no parole in the federal system.

    According to court documents, Roderick Bitsilly, 61, an enrolled member of the Navajo Nation, admitted to engaging in unlawful sexual contact with Jane Doe 1, a child under 12 years old, between February and August 2014. Bitsilly also pleaded guilty to similar charges involving Jane Doe 2, also under 12, between September 2019 and September 2020.

    Upon his release, Bitsilly will be subject to 15 years of supervised release and must register as a sex offender.

    Acting U.S. Attorney Holland S. Kastrin and Raul Bujanda, Special Agent in Charge of the FBI Albuquerque Field Office, made the announcement today.

    The Gallup Resident Agency of the FBI Albuquerque Field Office investigated this case. Assistant U.S. Attorney Caitlin L. Dillon is prosecuting the case as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and CEOS, Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.
