A man is appearing in court today following an aggravated robbery at a Northcote liquor shop on Saturday night.
Police were called to the Pearn Crescent store just before 6pm on 24 May.
“A man allegedly entered the store and initially made demands and presented a weapon making further threats when the victim refused,” Waitematā East Area Prevention Manager, acting Inspector Tim Williams says.
“The victim managed to flee to safety and locked the offender inside the store, calling 111.”
Police arrived on scene and attempted to engage with the man inside.
“After a period of time negotiating with this man, he emerged outside and was taken into custody without incident.”
The 42-year-old man has been charged with assault with intent to rob and wilful damage, acting Inspector Williams says.
“It’s pleasing that Police can bring this matter before the court and we will also be opposing this man’s bail.”

Washington, D.C. – Yesterday, Congresswoman Carol Miller (R-WV) and Congressman Danny K. Davis (D-IL) introduced legislation to reauthorize critical reentry grant programs from the Second Chance Act of 2008 to support reentry efforts including housing, career training and job placement, and substance use disorder and mental health treatment. The Second Chance Reauthorization Act of 2025 would reauthorize critical programs to reduce recidivism, invest in communities, and promote public safety.
Over 95% of the prison population will eventually be released, with more than 600,000 individuals returning to their communities from prison each year and an even higher number entering and exiting local jails. To address this need and to improve reentry services and lower recidivism rates, the Second Chance Act was passed by Congress with bipartisan support and signed into law by President Bush in April 2008. The Act was last reauthorized by President Trump in 2018.
Senators Capito (R-WV) and Booker (D-NJ) introduced companion legislation in the U.S. Senate.
“Since the Second Chance Act passed in 2008, formerly incarcerated West Virginians reentering our communities have received the vital services and support they needed to return home successfully,” said Rep. Miller. “We have seen the benefits of the Second Chance Act in West Virginia and across the country. When we put in place strong reentry programming, we are creating safer communities where individuals feel supported and empowered to break the cycle of recidivism.”

The Second Chance Reauthorization Act of 2025 would:
Since its passage 16 years ago, Second Chance has supported states, local governments, tribal governments, and nonprofit organizations in their efforts to reduce recidivism. To date, Second Chance grants have reached more than 442,000 justice-involved individuals who participated in reentry services or parole and probation programs. From 2009 to 2024, the U.S. Department of Justice awarded over 1,300 Second Chance Act grants to states, local, and tribal governments, as well as reentry-focused community organizations. Second Chance grants have been administered to 871 agencies across 49 U.S. states, territories, and the District of Columbia.
The legislation is supported by the Council of State Governments Justice Center, Correctional Leaders Association, Major County Sheriffs of America, Conservative Political Action Conference, American Correctional Association, American Jail Association, Prison Fellowship, National District Attorneys Association, American Parole and Probation Association, National Alliance on Mental Illness, National Association of Counties, National Association of State Alcohol and Drug Abuse Directors, National Association of State Mental Health Program Directors, National League of Cities, Treatment Alternatives for Safe Communities, Unify.US, and U.S. Chamber of Commerce.

Law enforcement authorities of the Democratic People’s Republic of Korea (DPRK) have detained a senior official who was largely responsible for a recent failed warship launch, the official Korean Central News Agency (KCNA) said Monday.
Based on the results reported so far from the accident investigation group, the law-enforcement body summoned and detained Ri Hyong Son, vice director of the Munitions Industry Department of the Central Committee of the Workers’ Party of Korea, “who was greatly responsible for the occurrence of the serious accident,” according to the KCNA report.
The investigation group informed the Central Military Commission of the Workers’ Party of Korea of its progress on Sunday, said the report.
“At the scene of the destroyer launch accident, the work for completely restoring the balance of the warship is being actively conducted under the technical guidance of an expert group according to its schedule,” it said.
Authorities have launched a full investigation after the newly built 5,000-ton-class destroyer suffered a “serious accident” during its launch at the Chongjin Shipyard on Wednesday. Three people had been previously detained by law enforcement authorities over the failed launch, according to KCNA reports.

Police are calling for information in relation to an assault that occurred on Sunday morning in Alice Springs.
Around 11:40am, the Joint Emergency Services Communication Centre received a report of a female being assaulted by a male in scrubland on Grevillea Drive.
It is alleged that while the victim walked through the scrubland, she noticed that a male was following her. She confronted him and asked that he stop, at which point he allegedly began throwing rocks at her and her dog before fleeing the scene.
The victim and her dog did not sustain any physical injuries.
General duties officers have carriage of the incident and investigations are ongoing.

The NT Police Force has arrested two males, aged 27 and 15-years-old, after a pursuit involving a stolen Ford Ranger from a business in Tivendale last night.
Around 11pm, Strike Force Trident members sighted a vehicle that was suspected to be stolen in the Darwin CBD and initiated a pursuit when the vehicle failed to stop for a traffic apprehension. The vehicle travelled outbound through Parap, Winnellie and Knuckey Lagoon all the way to the East Arm Port. The vehicle was observed driving erratically and at speed throughout the pursuit with members from the Dog Operations Unit and General Duties deployed to assist.
The stolen motor vehicle allegedly rammed through the boom gates at the port entrance security office before coming to a stop at the end of the port with both occupants fleeing the scene on foot.
Strike Force Trident, Dog Operations Unit and General Duties members commenced a cordoned search and located the 27-year-old male who was also in possession of a machete a short distance away. He was apprehended without incident and has been remanded to appear in Darwin Local Court tomorrow for charges of:

Around 4pm, police received reports that a 16-year-old youth was riding his bicycle on the footpath along the Arnhem Highway when a white sedan, travelling at a slow pace, allegedly mounted the footpath and pushed him off the path, causing him to fall from his bike.

The NT Police Force is calling for witnesses in relation to a domestic violence incident in Alice Springs CBD this afternoon.
Around 2pm, the Joint Emergency Services Communication Centre received reports of a white Holden Commodore allegedly mounting the curb on Todd Street in an attempt to hit a female on the pathway. It is alleged the male driver nearly hit other pedestrians in the vicinity before it crashed. It is alleged he self-extracted from the vehicle and chased the victim before police arrival.
Police attended the scene and canvassed CCTV within the area.
Southern Domestic Violence Unit has carriage of investigations, and the alleged offender remains outstanding.
A crime scene is expected to remain in place until later this afternoon, with partial blockages to the Todd Street and Gregory Terrace intersection.

PYONGYANG, May 26 (Xinhua) — Law enforcement agencies in the Democratic People’s Republic of Korea (DPRK) have detained a senior official who is largely responsible for the recent failed launch of a warship, the official Korean Central News Agency (KCNA) reported Monday.
Based on the findings so far from the accident investigation team, law enforcement agencies have summoned and detained Lee Hyun-sung, deputy head of the Military Industry Department of the Workers’ Party of Korea (WPK) Central Committee, who is “largely responsible for the serious accident,” KCNA said in a statement.
The investigation team into the incident informed the WPK Central Military Commission of its progress on Sunday, KCNA reported.
“At the site where the accident occurred during the launch of the destroyer, work is actively underway to fully restore the balance of the warship under the technical guidance of a group of experts in accordance with its schedule,” the statement said.
Authorities have launched a full-scale investigation after the newly built 5,000-ton destroyer lost balance, capsized and lay on its side in the water while being launched at the Chongjin shipyard on Wednesday. Authorities had previously detained three people over the incident, KCNA reported. –0–

Westpac is to pay a penalty of $3.25 million for misleading customers entitled to advertised discounts as well as overcharging some of its business customers. Westpac admitted its conduct in civil proceedings brought by the Financial Markets Authority (FMA) – Te Mana Tātai Hokohoko – at the High Court in Auckland in December 2024.
Westpac’s breaches of the fair dealing provisions under the Financial Markets Conduct Act 2013 (FMCA) affected a total of 24,621 customers and resulted in $6.35m in overcharges. Westpac admitted having made misrepresentations in respect of the following historic issues:
FMA Head of Enforcement, Margot Gatland, said, “Westpac’s issues stemmed from deficiencies in its systems that meant the bank failed to deliver contractually agreed discounts to their customers. Westpac used preferential pricing to attract and retain customers, without having systems that could reliably deliver on those promises.”
Westpac has remediated impacted customers. “The FMA acknowledges Westpac’s full cooperation throughout the FMA’s investigation, and the work it undertook to remedy the issues,” said Ms Gatland.
“The $3.25 million penalty against Westpac reflects the number of customers affected,” Ms Gatland said. “The relationship between financial institutions and their customers must be one of trust. Customers should rightfully expect to be treated fairly and that agreements between the two parties will be honoured.”
In his penalty decision Justice Venning said, “I accept Westpac’s submission there is no suggestion that its conduct was deliberate or wilfully misleading, nor that there was any intention to intentionally deprive customers of benefits. While it had in place systems, the systems were insufficient.”

And “Develop Diverse Arts and Culture Industries with International Perspective” was one of the four strategic directions. I’m glad to see that Luxury Symposium 2025, by applying a unique perspective from global leaders of the industry, will generate innovative and inspirational ideas that benefit the long-term development of the luxury and relevant industries here in Hong Kong and globally.
Apart from showcasing brilliant arts talent, we have also brought world-class fashion to our shores. An iconic example was the unforgettable Louis Vuitton’s Men’s Pre-fall fashion show in Hong Kong in end November 2023, which was the first ever runway show to stage against our iconic Victoria Harbour and the spectacular skyline along the Avenue of Stars. With the Government’s full facilitation, the event reached over 560 million views worldwide, showcasing Hong Kong’s unique allure to a global audience. Another one would be Chanel’s Cruise 2024/25 Show which creatively took place in the Hong Kong Design Institute in November 2024. The event not only successfully drew a big crowd of celebrities and fashion icons to Hong Kong, but also connected cinema lovers through film-related talks and happenings at Shaw Studios, taking note of the fact that cinema has always been at the heart of the brand. The event reaffirms the brand’s commitment to the city through celebrating the heritage and spirit of the collection, all the while paying tribute to the culture of Hong Kong.
We certainly welcome more mega events, including luxurious brand events, with open arms and will be most happy to act as a strong facilitator. Of course, apart from government action, it takes joint efforts and collective wisdom from both local and international stakeholders, to cultivate an organic ecosystem for the development of arts, culture and creative industries on Hong Kong’s fertile soil.
Luxury should not just be about expensive art pieces or goods that are beyond the reach of ordinary people. Everyone needs and deserves a bit a luxury, be it peace of the mind, ample me-time, tranquil lifestyle, a super fine culinary experience, or just a bit of glitter once in a while. It is more about things in life that bring a joy so special or satisfying that it cannot be replaced by much else, so that one feels a desire to own it, to touch it and to come to it. It can mean different things to different people. And some of the things might be ultra expensive, but some are simply one of a kind, treasurable, without being overly costly.
The theme of this year’s Symposium is “Hong Kong Zoom in, Zoom out – The Asia edition”. Let us now zoom in a little bit and zoom out a little bit to see what Hong Kong has to offer.
Zooming in, Hong Kong is dedicated to advancing our infrastructure and enriching the content of our offering to drive new experiences and visitor engagement. The newly opened state-of-the-art Kai Tak Sports Park which hosted world-class events like Coldplay concerts and the Hong Kong International Rugby Sevens provide unforgettable excitement while fresh tourism initiatives announced last week like Hong Kong Industrial Brand Tourism, in-depth travel in Kowloon City and Old Town Central, rejuvenation of the Former Yau Ma Tei Police Station etc. There is no shortage of fun and nostalgia of Hong Kong’s cultural legacy.
Zooming out, we are strengthening global connections by actively initiating, supporting or participating in platforms for arts and cultural exchange, to name a few, the Asia Cultural Co-operation Forum where cultural administrators exchange views of cultural policies, and the Hong Kong Performing Arts Expo newly launched in 2024 that brought together global arts institutions and practitioners for business partnerships and promotion of the industry all in one go. The Luxury Symposium is another precious piece in this puzzle – it is a platform for Hong Kong to connect with international peers, exchange ideas, gain experience, and explore opportunities for collaboration and innovation. These initiatives are introduced not only by the Government, but also the industries and various institutions.
Ladies and gentlemen, rapid and vigorous changes have been taking place in our current world, and definitely to the luxury industry. It has come to my attention that a specific part on tackling talent challenges will be presented in our Symposium later today. Apart from talent, shifting market trends and customer preference, as well as technological advancement, all pose challenges to the luxury industry, particularly in this volatile age of geopolitical tension. Faced with evolving challenges of changing spending patterns and tourist behaviours every day, I always advocate an active approach to discover the opportunities that come with the challenges. At this year’s Luxury Symposium, we all have the privilege to learn about insightful thoughts on the future of luxury from leaders of the industry, academia and a wide range of related sectors with diversified backgrounds. When rivers of thought converge, civilisations bloom in shared moonlight, and the potential of the industry can then be fully unleashed. It is through collaboration, creativity, and shared wisdom that we can unlock one another’s potential as a vibrant, global industry.

Partnerships, crime reduction, and accountability and trust in law enforcement were some of topics in focus at a side event on “Building Police-Public Partnerships: Community-Oriented Policing and Community Engagement” organized by the OSCE Transnational Threats Department and the United Nations Office on Drugs and Crime, Crime Prevention and Criminal Justice Section in Vienna, Austria, on 23 May.
Criminal justice practitioners, policymakers and civil society representatives gathered to examine the role of community-oriented policing in enhancing public safety and strengthening trust between law enforcement and the communities they serve.
Panelists shared practical experiences and lessons learned on engaging with communities, strengthening partnerships and achieving more focused and effective policing. They also explored how community-oriented policing can, as a strategic approach to preventing and combatting crime, sustainably transform policing practices through collaboration and shared responsibility for community safety.
The discussions underscored the importance of multi-stakeholder engagement, such as with civil society, oversight bodies and the media, in putting community-oriented policing into practice. In this context, the OSCE guidebook on Good Practices in Building Police-Public Partnerships (2022) was presented as a key resource, outlining common principles and offering concrete guidance to support the use of these strategies by police, policymakers and community actors.
Looking to the future, participants recognized the role of community-oriented policing in long-term crime reduction and promoting more effective and accountable law enforcement, with knowledge exchange and dialogue being crucial to advancing these approaches across the OSCE area and beyond.
The event took place on the margins of the 34th Session of the Commission on Crime Prevention and Criminal Justice (CCPCJ), and was co-sponsored by Finland’s 2025 OSCE Chairpersonship and the United Kingdom Delegation to the OSCE.

Maritime NZ wants to remind ‘she’ll be righters’ and thrill seekers to stay off the water while a significant weather event tracks its way over parts of the country.
With Easter paired up with ANZAC Day, many people will be planning to head out onto the water.
MetService says bands of heavy rain and strong winds are forecast for many parts of northern and central New Zealand – starting today in the north, then sweeping south during Thursday and Friday.
Today, winds gusting more than 50 knots (90 km/h plus) have been recorded off the coasts of Auckland, Northland and the Coromandel.
Maritime NZ’s Principal Advisor Recreational Craft, Matt Wood says it is just not worth it to head out in these conditions.
“Some of the winds forecast for the top half of the North Island are the strongest since 2017.
“It is best to stay at home during this period.
“Going out on the water with the expected conditions puts you, and potentially rescuers at risk should you get into trouble,” Matt Wood says.
Maritime NZ’s Rescue Coordination Centre alongside NZ Police are responsible for coordinating search and rescue action when this is required.
RCCNZ’s General Manager, Justin Allan says they are staffed 24/7 and are always ready alongside their search and rescue system partners to coordinate a rescue. However, he strongly encourages anyone planning on going out to understand the weather conditions as well as the risks to avoid the need for search and rescue action in difficult marine conditions.
“Rescue missions need to be safe for those undertaking them. Do not underestimate the conditions, keep yourself safe, and consider the impact on those who may need to come to your assistance should you get into trouble,” Justin Allan says.
Over the last couple of years several rescues occurred after recreational vessels were impacted by severe weather events.
“There were some close calls and some tragic incidents as well.
“Last year 17 people lost their lives in recreational boating incidents. Most of these were avoidable and in several cases people were out on the water when conditions were unsafe. Boaties need to ensure conditions are suitable before they hit the water, and if in doubt, don’t go out,” Matt Wood says.
While the upper North Island will be impacted over the next couple of days, potentially there will be some good spots for boating in the lower North Island and upper half of the South Island, towards the end of the weekend. Clause 5 of the Framework Agreement annexed to Directive 1999/70/EC imposes effective measures on Member States to prevent the misuse of successive fixed-term contracts, but Italy has not introduced effective, dissuasive and proportionate penalties to that end.
Some 250 000 Italian teachers are precariously employed, despite the judgment of the Court of Justice of the European Union (CJEU) of 26 November 2014 that declared renewals of contracts of more than 36 months to cover schools’ permanent needs of to be unlawful.
The Commission referred Italy to the CJEU (case INFR(2014)4231), noting its misuse of fixed-term contracts and discrimination in working conditions.
Decree-Law No 131/2024 (‘the ‘Salva Infrazioni’ Decree’) does nothing more than increase compensation, without addressing the issue of recruitment or actually reducing precarious employment.

The Hong Kong Monetary Authority (HKMA) wishes to alert members of the public to a press release issued by Standard Chartered Bank (Hong Kong) Limited relating to fraudulent websites and internet banking login screens, which have been reported to the HKMA. A hyperlink to the press release is available on the HKMA website.
The HKMA wishes to remind the public that banks will not send SMS or emails with embedded hyperlinks which direct them to the banks’ websites to carry out transactions. They will not ask customers for sensitive personal information, such as login passwords or One-Time Password, by phone, email or SMS (including via embedded hyperlinks).
Anyone who has provided his or her personal information, or who has conducted any financial transactions, through or in response to the websites or login screens concerned, should contact the bank using the contact information provided in the press release, and report the matter to the Police by contacting the Crime Wing Information Centre of the Hong Kong Police Force at 2860 5012.

The Commission has taken note of the Joint Declaration[1] following the 18 March 2025 meeting of Defence Ministers of Albania, Croatia, and Kosovo[2], which is a non-binding document. The Commission refers the Honourable Member to the Albania, Kosovo and Croatia authorities for any further query related to their Joint Declaration.
In 2023, Kosovo and Serbia reached an Agreement on the path to normalisation[3], which rests on two key pillars of international relations: good neighbourly relations between parties and the principle that neither of the two can represent the other in the international sphere or act on its behalf.

According to EU law, Article 24(2) of Directive 2004/38[1], only economically active mobile EU citizens or those having permanent resident status, along with their family members, are entitled to equal treatment with nationals regarding student grants and loans.
According to Regulation (EU) No 492/2011[2] on free movement of workers, a benefit like student grant is a social advantage for EU mobile workers covered by equal treatment under that regulation[3] and should be granted to EU mobile workers under the same conditions as to own nationals.
According to the case law of the Court of Justice of the European Union (CJEU), the term ‘worker’ has a meaning in EU law and cannot be subject to national definitions or be interpreted restrictively.
It covers any person who undertakes genuine and effective work for which he is paid under the direction of someone else. It is the responsibility of the national authorities to undertake, in the light of that definition, a case-by-case evaluation to establish whether those criteria are met[4].
EU law on free movement of workers, Article 45 Treaty on the Functioning of the European Union and Regulation (EU) 492/2011 on the freedom of movement for workers within the EU are directly applicable, allowing EU mobile workers to invoke these rights before national authorities and courts if their rights are not respected.
National authorities and courts are best placed to assess each case and apply EU law taking into account specific circumstances of each individual case.

What you need to know: The City of Tustin received a new water treatment system filtering “forever chemicals,” or PFAS, from local drinking water.
TUSTIN – As the federal government announces plans to weaken regulation of “forever chemicals” in drinking water, Governor Gavin Newsom today announced the city of Tustin received a new, state-funded water treatment system removing per- and polyfluoroalkyl compounds (PFAS). The new water system was unveiled by the State Water Resources Control Board, the City of Tustin, and the Orange County Water District (OCWD).
“I’m proud to share the City of Tustin will now receive drinking water clean of ‘forever chemicals’ that have been associated with negative health impacts. As the state works to bring more water systems like the one announced today to fruition, California is leading by example in prioritizing the wellbeing of our communities.”

Commonly referred to as “forever chemicals,” PFAS comprise 12,000 human-made substances that have been used for commercial and industrial purposes and persist in the environment. PFAS can accumulate within the human body over time, and have been linked to increased cancer risk and several other health impacts in laboratory studies.
“PFAS have only been recognized as a threat to public health relatively recently,” said State Water Board Chair E. Joaquin Esquivel. “But with increasing data substantiating the need to eliminate these compounds from our drinking water, the board is moving quickly to support projects similar to this one.”
Since 2022, California has received a total of $269 million from the Bipartisan Infrastructure Law for its Drinking Water State Revolving Fund allocation to help public water systems like Tustin’s provide drinking water that is free from emerging contaminants, such as PFAS. The $29.5 million water treatment system announced today received a $10 million grant from the State Revolving Fund, a federal-state partnership that helps public water systems finance drinking water infrastructure projects. This project also received another $11.5 million in additional federal funding.
“We are grateful to the State Water Board for this grant to support a new PFAS treatment facility in Tustin,” said OCWD President Denis R. Bilodeau, P.E. “OCWD did not create the PFAS problem, but we are tackling it head on by partnering with our water retailers to build treatment systems to ensure our communities continue to receive drinking water that meets all state and federal standards.”
Tustin’s new water system is one of seven led by OCWD to address PFAS in Orange County’s drinking water. The board has provided a total of $28.5 million from the State Revolving Fund to support six other projects. Nearly all of the projects are either complete or nearing completion.
In addition to providing financial support for water systems, the board has been investigating and assessing the presence of PFAS in water systems and groundwater statewide for several years. Based on this research, it launched protective health advisories for four kinds of PFAS that established response levels and notification levels to ensure transparency and protect human health. Last year, the board expanded testing for PFAS to nearly 4,000 wells in disadvantaged communities and is leveraging this data to map PFAS contamination and inform water treatment strategies.

Union Minister for Consumer Affairs, Food and Public Distribution, Pralhad Joshi will chair a high-level stakeholders’ meeting on Wednesday to address growing concerns over “dark patterns”—deceptive design practices that manipulate consumer behavior on e-commerce platforms.
Dark patterns refer to misleading user interface designs that trick consumers into making unintended decisions. These tactics undermine consumer trust, disrupt fair market practices, and pose a serious threat to the integrity of digital commerce.
The Department of Consumer Affairs has identified 13 major types of dark patterns prevalent across e-commerce platforms. These include False Urgency, Basket Sneaking, Confirm Shaming, Forced action, Subscription trap, Interface interference, Bait and Switch, Drip Pricing, Disguised advertisement, Nagging, Trick question, Saas Billing, and Rogue Malwares.
The meeting which also aims to explore more effective solutions to tackle the issue will witness participation from major e-commerce players across various sectors, including food (BigBasket, Swiggy, Zomato), travel (MakeMyTrip, Paytm, Ola, Yatra, Uber, EaseMyTrip, Clear Trip), cosmetics, pharmacy (1mg.com, Netmeds, Medika Bazaar), retail (Reliance Retail Limited), clothing, and electronics (Amazon, Flipkart, Apple). Other significant participants include Meta, IndiaMart, IndiGo Airlines, xigo, JUSTDIAL, ONDC, Thomas Cook, and WhatsApp.
“Key industry organisations, as well as Voluntary Consumer Organisations (VCOs) and leading National Law Universities (NLUs) will also be active participants in this meeting. Their insights, research, and regulatory perspectives will provide valuable input into shaping robust and enforceable solutions,” the ministry said in a statement.
The Department of Consumer Affairs emphasises that this extensive industry participation is crucial for advancing consumer rights and ensuring a transparent and trustworthy marketplace.
Additionally, the Ministry is proactively working to curb these unfair trade practices, which erode consumer trust and distort fair market dynamics.
In November 2023, the department issued comprehensive guidelines identifying 13 prominent dark patterns, such as False Urgency, Basket Sneaking, and Subscription Traps.
Furthermore, the Department launched the Dark Patterns Buster Hackathon in 2023, leading to the development of three consumer protection apps in collaboration with IIT (BHU). The department has also been actively monitoring e-commerce platforms and conducting consumer awareness campaigns.
The Ministry underscored that consumer protection and ease of doing business are complementary goals.
This upcoming stakeholder meeting exemplifies the government’s participatory approach to governance, aiming to strengthen the regulatory ecosystem while promoting a level playing field for businesses. The focus remains on fostering a digital marketplace governed by fairness, transparency, and accountability, where consumer safety is paramount.

HKPF and DPO jointly organise 9th Inter-departmental Cyber Security Drill to enhance ability of government departments to counter cyber attacks
Addressing the opening ceremony of the drill, the Commissioner of Police, Mr Chow Yat-ming, said that “The Chief Executive’s 2024 Policy Address” announced the introduction of a “Three-tier Prevention Framework” to strengthen counter-terrorism efforts. In this connection, a counter-terrorism segment titled “Counter-Terrorism Information Security Awareness Challenge” and the “Cyber Defence (Defense UK spelling) Tournament”, were introduced for the first time this year, aiming to bolster the Government’s overall defense capabilities against cyber terrorism threats and enhance personnel’s ability to handle cybersecurity incidents.
He pointed out that while the Government promotes digitalisation to improve administrative efficiency, it also faces increasingly severe cybersecurity challenges. All government departments must be well-prepared and strengthen inter-departmental collaboration to further prevent cyber incidents and enhance response capabilities, ensuring that Hong Kong continues to play an important and unique role within the national security framework, contributing to social stability and safeguarding national interests.
Addressing the event, the Assistant Commissioner (Project Governance and Cybersecurity) of the DPO, Ms Candy Chan, said that with the continuous development of the digital economy, cybersecurity has become a critical cornerstone for driving efficient government operations and innovation in public services. She hoped that through this exercise, participants would gain hands-on experience in detecting threats, analysing intrusions, and responding attacks effectively, thereby accumulating valuable practical experience and mastering effective strategies to counter real-world cyber threats.
The drill this year included representatives from 71 bureaux and departments, as well as industry experts from six professional and academic institutions. More than 280 personnel participated, setting new records in both scale and attendance.
The counter-terrorism segment, “Counter-Terrorism Information Security Awareness Challenge” was co-ordinated with the support of the Information Security and Technology Application Working Group. It utilised a highly interactive real-time Q&A platform to raise information security awareness and improve decision-making capabilities in responding to cybersecurity threats among senior management and IT security officers across various bureaux and departments.
In addition, the “Cyber Defence Tournament” was conducted in the form of a “blue teams versus red teams” approach, where participants formed “blue teams” to collectively respond to simulated cyber attacks launched by “red teams” composed of cybersecurity industry experts and academics in a virtual network environment.
This drill also serves as a prelude to the second Hong Kong Cybersecurity Attack and Defence Drill which will be held in October this year. The second drill will be further expanded in scale, encompassing more government departments and public organisations. Through the Inter-departmental Cyber Security Drill, participating departments can strengthen their readiness and enhance their response capabilities, laying a solid foundation for the participation in the Hong Kong Cybersecurity Attack and Defence Drills.
The Government will continue to implement various measures to enhance its cybersecurity capabilities in order to ensure all departments can effectively counter cyber attacks and uphold overall cybersecurity.

Boaties are being warned to think about what can go wrong on the water after spate of horrific incidents on the water this winter.
Over the last seven weeks, seven people have died in three incidents involving recreational craft around New Zealand. On average, 18 people a year die in recreational craft incidents.
Three people died after the boat they were in capsized in-between the Māhia Peninsula and Gisborne in late June, a man died after falling overboard off Whakatāne in late July, and over the weekend (3 August) three people died just 100 metres from shore after their boat capsized on the Riverton bar.
“These incidents are nothing short of heartbreaking, and I want to offer my condolences to everyone impacted by them. This has been the worst winter I can remember in my near decade at Maritime NZ,” Principal Advisor Recreational Craft, Matt Wood says.
And it could have been a whole lot worse.
“Thanks to Coastguard Riverton volunteers two people were able to be saved after the fatal capsizing in Southland. While five were pulled from Manukau Harbour on Saturday 3 August thanks to a coordinated effort involving Police Eagle, volunteers from Coastguard Titirangi and Papakura, and Auckland Airport’s hovercraft.,” Matt Wood says.
“It has been a busy winter for Coastguard, with volunteers responding to over 270 incidents and rescuing 14 people from life-threatening situations – incidents are 7 per cent higher than at the same point last winter, “Coastguard Head of Operations Rob McCaw says.
“Tragedies on the water leave a lasting impact on our volunteers, particularly those in Hawke’s Bay, Gisborne, Whakatāne, Ōpōtiki, Riverton, and Bluff, who have demonstrated immense sacrifice, care, and professionalism in bringing closure to the whānau and friends of those lost over the past two months.”
Boating has its risks all year round, and in winter these are amplified.
“The weather is colder, days shorter, conditions are more unpredictable and the water temperatures can drop to under 10c.
“If you are thrown from your boat, or it capsizes, it is extremely challenging to survive in bitterly cold conditions, or large swells and strong winds.
Anyone planning on a trip on the water needs to consider all the potential scenarios.
“The recent incidents we have seen over the last few weeks have been all around the country, in varying conditions and involved different sized vessels.
“This shows tragedy can occur anywhere, and it doesn’t discriminate.
“When in doubt, do not go out.

If planning a trip on the water, every vessel needs to have two forms of communication such as a mobile phone in a waterproof case, VHF radio and beacon (PLB/EPIRB), properly fitted lifejackets for everyone on-board, and check and understand the marine weather forecast.

The Social Welfare Department (SWD) today reminded the public to stay vigilant against phone scams.
The alert was issued as the SWD had received enquiries from restaurants about phone calls purportedly made by its officers who claimed to want to reserve tables or order food or drinks. The callers even requested that the restaurants assist in ordering goods from other vendors and settle the payments.
The SWD emphasised that its officers would never ask members of the public to settle any payments.
The matter has been reported to Police.
The department advised citizens to remain vigilant when receiving suspicious calls, adding that anyone who has received a suspected phone scam call should immediately make a report to Police.

The sinking of the Enchanter was a tragic incident in which five people lost their lives.
The vessel capsized after being struck by a large wave on 20 March, 2022 off the Northland coast.
At the time, it had 10 people on-board and was returning from a charter fishing trip at the Three Kings.
Five people survived, after an EPIRB (emergency position indicating radio beacon) was activated, and they were winched off the boat’s debris by a responding rescue helicopter. The search and rescue effort, coordinated by Maritime NZ’s Rescue Coordination Centre was significant, and included responders from NZDF, Police, Coastguard, local vessels and Northland and Auckland rescue helicopter trusts.
In May (2024), Skipper, Lance Goodhew faced a judge-alone trial, after Maritime NZ filed one charge under the Health and Safety at Work Act.
This morning, 22 July, 2024, Judge Philip Rzepecky released his decision, which found in favour of Enchanter’s skipper Lance Goodhew.
General Manager Investigations at Maritime NZ, Pete Dwen says this has been a difficult two years for a huge number of people.
“I want to extend our deepest sympathies to the families of the five victims, and all of their loved ones. As well as the survivors, responders and everyone else impacted by this tragic incident.
“We want to assure everyone the decision to file a charge against Mr Goodhew, as the skipper, was a considered one, and our investigations and legal teams worked hard to present this case,” Mr Dwen says.
It is too soon to say whether the decision will be appealed.
“We will now take some time to review the Judge’s decision, then consider what the next steps may be,” Pete Dwen says.
Maritime NZ wants to thank those who have taken time to work with it on the proceedings taken in relation to this incident.

The staff at Maritime NZ and its Rescue Coordination Centre want to extend their thoughts and condolences to those impacted by the tragic events off Gisborne this week.
Police have confirmed three people were found deceased overnight on the Mahia Peninsula. coastline.
After a fishing party was reported overdue on Monday, a sustained search effort on the sea, in the air and along the coast was undertaken to bring the lost fishermen home.
General Manager RCCNZ, Justin Allan says this was a difficult and complex search and rescue operation.
“Weather conditions in the area were severe, and rescuers went right to their limits to get to the area we received reports the people in the water were, confirm their location and attempt to remove them from the sea.
“Responders from the region, as well as rescue aircraft sourced from across the North Island had to battle atrocious conditions; including swells of up to and at times more than six metres, 50 knot winds and low visibility, showing how determined they were to reach the men in the water.
“Unfortunately, the sea and weather conditions were too severe.
“I want to thank everyone who has been involved, determined volunteers from the local community, family members, Coastguard (Hawke’s Bay and Gisborne), Police, rescue helicopter operators, Surf Life Saving NZ, crew of vessels in the area and the New Zealand Defence Force. This was a very challenging operation, with an outcome nobody wanted. Everyone was united in their drive to get these men home,” Justin Allan says.
Again, Maritime NZ and its RCCNZ staff want to pass on their condolences to those impacted by the tragic incident.
