    Five people face charges after Police intercepted a convoy of stolen vehicles travelling through Dargaville.

    In the early hours of Sunday, a burglary occurred at a rural address near Mamaranui.

    Whangārei-Kaipara Area Commander, Inspector Maria Nordstrom says three vehicles were stolen from the address at around 1am.

    “These vehicles travelled in convoy south and into the Dargaville township, where one of our frontline staff members located them,” she says.

    “All three vehicles failed to stop for the unit near River Road, before beginning to drive at excessive speeds.”

    Police did not pursue the vehicles.

    “Police soon came across one of these vehicles which had collided with a house on River Road, and the driver was attempting to run on foot before being apprehended by police.”

    A second vehicle was located abandoned on State Highway 12 near Turiwiri.

    “The third stolen vehicle carried on travelling south, where spikes were successfully deployed near Pūhoi,” Inspector Nordstrom says.

    “Thanks to assistance from the Police Eagle helicopter and dog units, all four remaining offenders were quickly arrested.”

    All five offenders have been charged with burglary and multiple counts of unlawfully taking a motor vehicle.

    Those arrested are aged between 14 and 16.

  • MIL-OSI United Nations: Experts of the Committee on Enforced Disappearances Commend Belgium’s Commitment to Human Rights, Ask about Foreign Unaccompanied Minors and Illegal International Adoptions

    The Committee on Enforced Disappearances today reviewed a report containing additional information submitted by Belgium under article 29 (4) of the Convention. Committee Experts commended the State party’s commitment to human rights, while raising questions on foreign unaccompanied minors and illegal international adoptions.

    Matar Diop, Committee Expert and Country Rapporteur for Belgium, commended the State party’s commitment and welcomed the important delegation, which demonstrated Belgium’s commitment to human rights and cooperation with the United Nations human rights bodies.

    Barbara Lochbihler, Committee Expert and Country Rapporteur for Belgium, askedwhat measures had been implemented by the State party to gather complex and disaggregated statistics relating to unaccompanied foreign minors? What measures did the State party intend to adopt to search for and investigate unaccompanied foreign minors? Could an update on current legislation relating to unaccompanied minors be provided?

    A Committee Expert said a number of measures had been adopted to support persons who felt they had been victims of illegal international adoption who were seeking to establish their origin. What form did the support take and what was its scope? Had these assistance measures been extended across the country, not just the Flemish community? Was the State party considering establishing a commission of inquiry which would shed light on the practice of illegal international adoptions? Would Belgium introduce a comprehensive prohibition on international adoptions at the national level?

    The delegation said Belgium did not have specific statistics on unaccompanied foreign minors. The breakdown of statistics was a concern for Belgian authorities. There had been three consecutive projects conducted since 2021 aimed at improving data collection in Belgium. There had been a memo from the College of Prosecutors in searching for missing persons, which set out that any disappearance of foreign unaccompanied minors warranted the heightened interest of all services of the police. The disappearance of foreign unaccompanied minors was always considered worrying.

    The delegation said the former Minister of Justice had encouraged cooperation between the stakeholders involved in investigating illegal international adoptions. In May 2024, the Government made a statement before the House of Representatives acknowledging problematic and illegal adoptions had occurred in Belgium between 1950 and today, and that those affected by the adoptions should be considered as victims. Other recent measures had been taken to further implement the resolution of the Chamber adopted in 2022 dedicated to cases of illegal adoptions in Belgium.

    Introducing the report, Steven Limbourg, General Advisor, Director of the Criminal Law Direction, Federal Public Service Justice of Belgium, said that at the federal level, Belgium had taken advantage of the drafting of its new Penal Code in 2024 to update and include new provisions that took account of enforced disappearance. The offences carried all the consequences required by the Convention, as well as provisions relating to mitigating and aggravating circumstances.

    In concluding remarks, Olivier De Frouville, Committee Chair, thanked Belgium for the constructive dialogue and their answers. Following the dialogue, the Committee would prepare concluding observations and propose recommendations, and from there it would then be decided how to continue the interaction with the State party.

    Christophe Payot, Permanent Representative of Belgium to the United Nations Office at Geneva and head of the delegation, expressed sincere thanks to all Committee members for the constructive and enriching dialogue. It was recognised that enforced disappearance may not have the same scope in all States parties, however, Belgium believed the Convention was vital for combatting impunity. The State looked forward to the Committee’s concluding observations.

    The Committee has before it the report containing additional information submitted by Belgium under article 29 (4) of the Convention (CED/C/BEL/Al/1).

    Presentation of Report

    CHRISTOPHE PAYOT, Permanent Representative of Belgium to the United Nations Office at Geneva and head of the delegation, said due to Belgium’s unique federal structure, the implementation of the Convention fell under the jurisdiction of several governments. Belgium promoted the ratification of the Convention to States that had not yet ratified it, and during the fourth cycle of the Universal Periodic Review, it had made 50 interventions in this regard. Belgium had also actively participated in and made commitments at the First World Congress on Enforced Disappearances held last January in Geneva. Mr. Payot then introduced the delegation, illustrating the plurality of bodies responsible for the implementation of the Convention.

    STEVEN LIMBOURG, General Advisor, Director of the Criminal Law Direction, Federal Public Service Justice of Belgium, expressed appreciation to the Committee for its tireless work in the fight against enforced disappearances. At the federal level, Belgium had taken advantage of the drafting of its new Penal Code in 2024 to update and include new provisions that took account of enforced disappearance. Enforced disappearance that did not constitute a crime against humanity was now recognised as a stand-alone offence, punishable by a level six penalty, the same level as that for torture. Enforced disappearance constituting a crime against humanity also remained a free-standing offence, punishable by a sentence of level eight, the most serious level, which included life imprisonment or treatment under deprivation of liberty for 18 to 20 years. The offences carried all the consequences required by the Convention, as well as provisions relating to mitigating and aggravating circumstances.

    With regard to deprivation of liberty, the federal police had developed an electronic register, which was currently in the testing phase. Regarding the disappearances of unaccompanied foreign minors, a 2022 circular from the Prosecutor General outlined that they should be subject to increased vigilance by all the services concerned. In 2023, a working group comprised of federal and federated levels as well as representatives of civil society, published a practical guide on the disappearances of unaccompanied minors. The handbook was available to all relevant departments and was actively used by the staff and services concerned, including community youth aid organizations and the integrated police.

    Belgium had also taken measures to prevent illegal intercountry adoptions. At the federal level, the new Penal Code included the offences relating to fraudulent adoption, adding rules on punishable participation that made it possible to punish persons who participated in the offence of illegal adoption without being intermediaries. The new Criminal Code also expressly stated illegal adoption as a possible form of trafficking in human beings. In addition, all federal public services had started to implement a resolution of the Chamber adopted in 2022 dedicated to cases of illegal adoptions in Belgium.

    The Flemish Government had taken various political measures to adapt its policy and operation in the field of intercountry adoption, in particular through a reform of its legal framework. The new 2024 intercountry adoption decree provided for stricter control of adoptions in the best interests of the child, as well as guidelines and criteria on the screening of collaborations in countries of origin, making ratification of the Hague Convention on Intercountry Adoption a key criterion. Similarly, in the French Community, the decree on adoption was amended in 2020 with the aim of authorising collaboration only with countries that had ratified the Hague Convention on Intercountry Adoption.

    On the issue of the segregation suffered by the Métis during the period of Belgian colonisation in Africa, at the federal level, measures had been taken to respond to the various demands expressed in the “Métis” resolution, adopted by the Chamber in 2018. These included a procedure to remedy the absence of birth certificates, support in the identification of biological parents, and declassification of archives and access to them with a view to reuniting families separated under duress. In April 2024, a symposium for a delegation of mixed-race people from the Belgian colonisation of the Democratic Republic of the Congo was organised in Brussels, providing an opportunity to take stock of the measures taken by the Federal Government to implement the Métis resolution and to give participants the opportunity to clarify their questions and expectations towards Belgium. Mr. Limbourg expressed hope that the dialogue would indeed be most constructive.

    Questions by Committee Experts

    MATAR DIOP, Committee Expert and Country Rapporteur for Belgium, said this dialogue followed on from the dialogue held with Belgium in 2014. Mr. Diop commended the State party’s commitment and welcomed the important delegation, which demonstrated Belgium’s commitment to human rights and cooperation with the United Nations human rights bodies. The Committee took note of the new Criminal Code adopted in 2024 and commended this legislative amendment. Why were mitigating circumstances granted to a person for holding someone for less than five days? Did there need to be physical impacts of torture for it to be taken into account? Could psychological torture be taken into account?

    The law of criminal procedure, which came into force in April 2024, adopted a statute of limitations for public prosecution that varied according to the length of the sentence incurred. How would the duration of the statute of limitations be determined before the offence was the subject of a trial? The establishment of a register of persons deprived of their liberty was a major recommendation of the Committee in its 2014 concluding observations. What was the progress of this project? How were migrants registered? Had the existing system been developed? What were the existing legislative provisions regarding refoulement and pushbacks? Was training provided to staff working in the migration system in Belgium, at federal or at the federated entity level? Could information be provided on the existence and content of cooperation agreements with other States for the assistance of victims of enforced disappearance as well as the search, location and release of disappeared persons?

    The Committee noted that assistance to victims of deliberate acts of violence was subject to the condition that the acts were at least partly committed in Belgium, and that an assessment was made on a case-by-case basis. What happened when the act spanned more than one country? Could information be provided when it came to extending the jurisdiction of the Commission? Could specific data be provided on the financial support provided to victims, including the number of cases handled, reparations envisaged, and the number of beneficiaries? Could relatives of victims benefit from the support of the Commission?

    In December 2024, the Brussels Court of Appeal reversed a first instance judgment and declared as crimes against humanity the kidnappings and adoptions of five mixed-race females in the 1940s and 1950s in the Belgian Congo. These females had been abducted without their mothers’ consent and placed with an evangelical mission, later resulting in adoption. These adoptions had subsequently been considered illegal, and the females had been expected to receive compensatory amounts of around 50,000 euros. How did the State party plan to meet its obligations towards these five females? What measures did the State party plan to take to settle this case?

    BARBARA LOCHBIHLER, Committee Expert and Country Rapporteur for Belgium, thanked Belgium for following the work of the Committee actively and regularly. Could the delegation provide an update on the progress of creating an A status national human rights institution in full compliance with the Paris Principles? There had been some progress regarding the establishment of a national preventive mechanism, which could eventually allow for ratification of the Optional Protocol to the Convention. What was the estimated timeframe for this?

    The Joint Statement on Illegal Intercountry Adoption outlined four key principles to prevent illegal intercountry adoptions. What measures had been taken to prevent and investigate illegal intercountry adoptions, taking into account those principles?

    Were there any cases of victims, who suffered harm as a direct result of illegal intercountry adoption, and their right to reparation? Could the figures and cases of international illegal adoptions that had been reported by community centres be provided? According to information, initiatives taken in Belgium to study and recognise the scale and impact of illegal intercountry adoptions had led to little effect. Could the State party elaborate on these initiatives and what remained to be done to gain the knowledge for best prevention and compensation? What measures had been implemented by the State party to gather complex and disaggregated statistics relating to unaccompanied foreign minors? What measures did the State party intend to adopt to search for and investigate unaccompanied foreign minors? Could an update on current legislation relating to unaccompanied minors be provided? Did Belgium provide mutual legal assistance measures or cooperation and if so, with which countries?

    Belgium had ratified the United Nations Convention against Transnational Organised Crime (2000) and its Protocol against the smuggling of migrants by land, sea and air and to prevent, supress and punish trafficking in persons, especially women and children. What was the State’s experiences with the implementation of this Convention in Belgium and what lessons could be learned from that in the field of preventing migrants from becoming victims of enforced disappearance? How was the work of the Federal Migration Centre contributing particularly to the prevention of enforced disappearances in the context of migration?

    A Committee Expert asked how many officials had been involved in corruption cases pertaining to international adoptions? Had criminal proceedings been brought forward?

    Responses by the Delegation

    The delegation said in the new Criminal Code adopted in 2024, enforced disappearance which did not constitute a crime against humanity was considered a standalone crime, placing it in the same subdivision as enforced disappearance which did constitute a crime against humanity. This was done to ensure that they entailed the same consequences, including the inditements for attempts and ensuring hierarchical superiorities were held to account, among others. This was done to ensure enforced disappearance was addressed in a multi-dimensional way and highlight the stigma of this crime. The provisions in the new Criminal Code were prepared by legal experts who took into account all recommendations made by the United Nations Working Group on Enforced Disappearance and from civil society. The purpose was not to create a secondary category of enforced disappearance which was less severe.

    A register of persons deprived of liberty was a priority issue for Belgium. Discussions had been ongoing and there had been some delays and setbacks, but discussions were now back on track. The State was working to harmonise practices between the police, with a view to providing a register template to all police services which would meet international standards. An electronic register had been developed which was currently being tested.

    Belgium did not have specific mutual agreements with other countries in regard to enforced disappearance. There were national cooperation agreements between the Belgian communities and there were definitions of victims, as well as their families. Belgian legislation did not cover acts committed abroad, but acts which continued in Belgium could be covered. If an act of violence occurred in several States, there needed to be a case-by-case analysis.

    Emphasis was placed on migration when training people working directly with migrants, including customs officers or local police. Regarding the cases of the five mixed-race females, the Government had not yet taken any decision regarding the ruling of the court of appeal. The ruling was still being analysed.

    The Belgian authorities recognised the need to have a consistent structure dealing with human rights and the need for a status A national human rights institution. The institute established in 2019 was an important step in this direction. The Subcommittee on Accreditation requested certain amendments which had been partially implemented establishing the institute. However, Belgium wished to see a consistent structure throughout the country. Total cooperation with various national human rights institutions was vital. A significant step was taken in April 2024 with the adoption of a law designating the federal institution for the promotion of human rights as the preventive mechanism at the federal level. It was only competent for places of deprivation of liberty which fell under the federal level, meaning ratification of the Optional Protocol was not yet possible. A mechanism needed to be developed to cover all places of deprivation of liberty in Belgium.

    In recent years, the Flemish Government had taken measures to implement inter-country adoption operations. The Flemish Ministry for Family and Wellbeing set up a group to research previous best practices in intercountry adoptions. On the basis of the group’s recommendations, the Flemish Government reformed the legal framework for adoption. The most significant change included tighter control of adoption with the best interest of the child in mind. There was a long period of time for preserving records. In 2023, the Flemish Minister for Welfare called for all reports about irregularities in adoption to be flagged; there were over 200 irregularities reported, with 107 receiving an interview with the Flemish Centre for Adoption regarding questions or concerns about their case.

    Belgium did not have specific statistics on unaccompanied foreign minors. The breakdown of statistics was a concern for Belgian authorities. There had been three consecutive projects conducted since 2021 aimed at improving data collection in Belgium. There had been a memo from the College of Prosecutors in searching for missing persons, which set out that any disappearance of foreign unaccompanied minors warranted the heightened interest of all services of the police. The disappearance of foreign unaccompanied minors was always considered worrying. If there was an indication that human trafficking could be involved, criminal policy directives needed to be enforced. Detention of foreign unaccompanied minors was prohibited through the aliens act. The police had an agreement with the guardianship service when there was a disappearance of a foreign unaccompanied minor. Foreign unaccompanied minors should be a priority for receiving a State guardian. Information was given to guardians so they could manage cases of enforced disappearance.

    Questions by Committee Experts

    MATAR DIOP, Committee Expert and Country Rapporteur for Belgium, said it seemed as though the statute of limitations for enforced disappearance which was not considered a crime against humanity was 10 years. What was the statute of limitations for bringing criminal proceedings? Had the State lost an appeal before the court of cassation? Had a mechanism been established at the federal state level to allow potential victims of illegal adoptions to bring forth judicial proceedings or lodge a claim for reparations? Who had jurisdiction for what when it came to adoptions? Had the federal or federated entities imposed criminal penalties for involvement in illegal country adoptions?

    BARBARA LOCHBIHLER, Committee Expert and Country Rapporteur for Belgium, asked if there were mutual legal assistance measures of cooperation with countries regarding migrants? How were migrants in deprivation of liberty registered?

    A Committee Expert said a number of measures had been adopted to support persons who felt they had been victims of illegal international adoption who were seeking to establish their origin. What form did the support take and what was its scope? Determining origins could require more support in cooperation with countries of origin. Did the assistance provided by Belgium encompass such measures? Had these assistance measures been extended across the country, not just the Flemish community? Was the State party considering establishing a commission of inquiry which would shed light on the practice of illegal international adoptions? Would Belgium introduce a comprehensive prohibition on international adoptions at the national level?

    Another Expert asked how many court cases were underway which pertained to intercountry illegal adoptions? How many people had the State helped to recover their identity?

    Responses by the Delegation

    The delegation said the statute of limitations was not applicable in both crimes of enforced disappearance, be they crimes against humanity or non-crimes against humanity. Psychological torture was always taken into account.

    Regarding the decision pertaining to the five mixed-race females, this ruling was being analysed and there would possibly be an appeal filed with the court of cassation. The court had until early April to do so.

    Belgian mutual legal assistance conventions were general in nature and there was not one specifically relating to the disappearance of migrants. The decision to remove a person or take them back to the border was suspended if this exposed them to a risk of refoulment.

    When a person required support around an adoption, the Flemish Adoption Centre and other State entities conducted an interview with the victims and provided care and support following the interview. It ensured that follow up was given regarding personal files. The Centre aimed to collect as much as possible during the interview, finding out what steps had been taken and what needed to be done moving forward. The person involved was given the opportunity to participate in all stages. There was significant cooperation taking place at the communities and federal level. In the French community, the Central Community Authority was there to support those in their search.

    The register on deprivation of liberty did not apply specifically to the registration of migrants, but rather it listed all deprivations of liberty carried out by the police services. The law on foreigners made it possible in certain situations for police services to detain a foreigner, not necessarily a migrant, who did not have identification documents with them.

    The former Minister of Justice had encouraged cooperation between the stakeholders involved in investigating illegal international adoptions. In May 2024, the Government made a statement before the House of Representatives, acknowledging problematic and illegal adoptions had occurred in Belgium between 1950 and today, and that those affected by the adoptions should be considered as victims. Other recent measures had been taken to further implement the resolution of the Chamber adopted in 2022 dedicated to cases of illegal adoptions in Belgium.

    Belgium’s whole legal framework had been enhanced in recent years to respond to events from the past.

    If an act of enforced disappearance had been less than five days, this constituted a level four offence which was still serious, with consequences of up to 10 years in prison.

    OLIVIER DE FROUVILLE, Committee Chair, thanked Belgium for the constructive dialogue and their answers. Following a first constructive dialogue, it was up to the Committee to call for additional information, which was what had happened in this case. The Committee would then focus on certain subjects which it deemed necessary to raise again. Following the dialogue, the Committee would prepare concluding observations and propose recommendations, and from there it would then be decided how to continue the interaction with the State party.

    CHRISTOPHE PAYOT, Permanent Representative of Belgium to the United Nations Office at Geneva and head of the delegation, expressed sincere thanks to all Committee members for the constructive and enriching dialogue. Belgium attached great importance to the treaty body system which played a fundamental role in promoting and protecting human rights in the country. Belgium would benefit from a more predictable reporting cycle with the treaty bodies which would lead to greater participation by State members. It was recognised that enforced disappearance may not have the same scope in all States parties, however, Belgium believed the Convention was vital for combatting impunity. The State looked forward to the Committee’s concluding observations.

  • MIL-OSI New Zealand: Charges laid over Symonds Street crash, investigation continuing

    Police are continuing to investigate a crash on Symonds Steet in central Auckland on Monday afternoon.

    Auckland City Road Policing Manager acting Inspector Scott Jones says five pedestrians were injured in the crash, two of which were treated at the scene.

    “One man remains in a serious but stable condition in Auckland City Hospital, with two others recovering at home.”

    Acting Inspector Jones says the 20-year-old driver has been arrested and charged with three counts of careless driving causing injury.

    He has also been forbidden to drive.

    “The driver has been bailed to appear in the Auckland District Court on 28 March,” acting Inspector Jones says.

    “Our investigation is continuing into the circumstances of the crash, and we cannot rule out further charges being laid.”

  • MIL-OSI Security: Trafficking of Human beings and Migrant Smuggling in focus at the 5th EMJNet meeting

    Twenty-nine criminal justice representatives from six South Partner Countries (SPCs) and eleven European Union Member States gathered to share knowledge and exchange best practices on international judicial cooperation related to tackling Trafficking in Human beings.

    The Chair of the Eurojust Anti-Trafficking Team and the Chair of the Migrant Smuggling Subgroup presented key international and European recommendations, standards, best practices, and challenges related to these issues. Representatives from the European Judicial Network (EJN) also participated actively in the meeting. On the second day, participants from the South Partner Countries shared relevant cross-border cases and their outcomes, sparking engaging discussions among the attendees.

    Mid-March, the EMJNet Directory was made available online for its contact points on the EuroMed Justice Website. The 5th EMJNet meeting gave the participants the opportunity to give feedback on its use and report cooperation. 

    Over both days, the objectives of EMJNet were reintroduced by the EMJ project team.  EMJNet, the cross-Mediterranean network of criminal justice practitioners aims to strengthen the contacts and the operational cooperation between criminal justice authorities from SPCs and EU Member States. EMJNet acts as the operational network of the EMJ Project and is composed of contact points who are active intermediaries facilitating judicial cooperation in criminal matters.

  • MIL-OSI Security: Pennsylvania Man Pleads Guilty to Child Exploitation Crimes

    A Pennsylvania man pleaded guilty today to transporting a minor across state lines with the intent to sexually abuse the child and to accessing child sexual abuse material.

    According to court documents, George “Travis” Woodfield, 41, of Macungie, Pennsylvania, drove an eleven-year-old child across state lines for an overnight trip to New York City in November 2018 in order to engage in sexual activity with the child. During the trip, Woodfield sexually abused the child in their hotel room. Further, between September 2015 and July 2024, Woodfield accessed numerous depictions of children engaged in sexually explicit conduct, including images of prepubescent children being sexually abused.

    Woodfield pleaded guilty to one count of transporting a minor with intent to engage in criminal sexual activity and one count of accessing with intent to view child pornography, including that of a prepubescent minor. The defendant is scheduled to be sentenced by the court on July 1 and faces a mandatory minimum penalty of 10 years in prison and a maximum penalty of life in prison. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Matthew R. Galeotti, Head of the Justice Department’s Criminal Division, U.S. Attorney David Metcalf for the Eastern District of Pennsylvania, and Special Agent in Charge Wayne A. Jacobs of the FBI Philadelphia Field Office made the announcement.

    The FBI investigated the case.

    Senior Trial Attorney Jennifer Toritto Leonardo and Trial Attorney Jessica L. Urban of the Criminal Division’s Child Exploitation and Obscenity Section (CEOS) and Assistant U.S. Attorney Rebecca J. Kulik for the Eastern District of Pennsylvania are prosecuting the case.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and CEOS, Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend, and prosecute individuals who exploit children via the internet, as well as to identify and rescue victims.     S. 1077 would appropriate funds for the District of Columbia for the current fiscal year, consistent with the district’s approved budget (D.C. Law 25–218). The funds that would be spent are collected by the District of Columbia and are not recorded on the federal budget, but federal law requires the Congress to appropriate those funds before the district can spend them. On that basis, CBO estimates that enacting S. 1077 would have no effect on the federal budget.

  • MIL-OSI Security: Lexington County Man Sentenced to 15 Years in Federal Prison for Illegally Possessing a Firearm

    COLUMBIA, S.C. — Terry Leslie Washington, 46, of West Columbia, has been sentenced to 15 years in federal prison after pleading guilty to being a felon in possession of a firearm.

    Evidence obtained in the investigation revealed that a Columbia Police Officer initiated a traffic stop on a vehicle for operating without a tag light. Washington was the lone occupant. Washington informed the officer that he did not have a valid driver’s license. Washington told the officer he had a gun and marijuana with him in the car. The officer conducted an inventory of the vehicle, where he found a loaded 9mm pistol along with three plastic pouches of marijuana and a clear plastic baggie containing psilocybin mushrooms. Washington was arrested.

    Washington was prohibited from possessing a firearm based upon prior convictions for strong-armed robbery, robbery/armed with a deadly weapon, armed robbery, robbery while armed or allegedly armed with a deadly weapon and attempted armed robbery.

    United States District Sherri A. Lydon sentenced Washington to 180 months’ imprisonment, to be followed by a five-year term of court-ordered supervision. There is no parole in the federal system. 

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

    This case was investigated by the Bureau of Alcohol, Tobacco, Firearms, and Explosives and the Columbia Police Department. Assistant U.S. Attorney William K. Witherspoon is prosecuting the case.

  • MIL-OSI Security: Lee County Drug Dealers Sentenced For Their Roles In Large Drug Trafficking Conspiracy

    Fort Myers, Florida – U.S. District Judge Thomas Barber has sentenced Sam Austin Young (28, Fort Myers) and Bryant Eric Scharoun (35, Lehigh Acres) to 20 and 15 years in federal prison, respectively, for their roles in a large-scale drug trafficking conspiracy. Young pleaded guilty on July 23, 2024, and Scharoun pleaded guilty on May 14, 2024.

    According to court records, Young and Scharoun held leadership roles in a drug trafficking conspiracy during which large quantities of fentanyl, methamphetamine, and cocaine were possessed and sold in Lee County between approximately June 2022 and March 2023. The investigation revealed that Young and Scharoun used an elderly, drug addicted individual to courier drugs and money for them as part of the conspiracy. During the investigation, law enforcement seized more than 3 kilograms of methamphetamine, more than 2 kilograms of cocaine, approximately one-half kilogram of fentanyl, and 10 firearms that were possessed in furtherance of the conspiracy.  

    This case was investigated by the Drug Enforcement Administration, the Lee County Sheriff’s Office, the Fort Myers Police Department, and the Bureau of Alcohol, Tobacco, Firearms and Explosives. It was prosecuted by Assistant United States Attorney Simon R. Eth.

  • MIL-OSI Banking: Members consider China’s request for panel to examine EU battery electric vehicle duties

    DS630: European Union — Definitive Countervailing Duties on New Battery Electric Vehicles from China

    China submitted its first request for the establishment of a dispute panel with respect to the definitive countervailing duties imposed by the European Union in October 2024 on new battery electric vehicles from China. The request also concerns the underlying investigation that led to the imposition of the duties. China and the European Union held consultations in December 2024 with the aim of reaching a mutually satisfactory solution but failed to resolve the dispute, China said, prompting its request for the panel.

    China outlined the various concerns it had about the process resulting in the duties. It said this process was not carried out in a manner consistent with the WTO’s Agreement on Subsidies and Countervailing Measures and the General Agreement on Tariffs and Trade 1994.  China said that while WTO members have the legitimate right to adopt trade remedy measures, such rights must be exercised within the confines of the WTO agreements.

    The European Union said it regretted China’s decision to request a panel. The EU said it had hoped the consultations with China had provided the necessary information and clarifications China needed. China undoubtedly has the right to bring this issue to WTO dispute settlement, the EU said, but it strongly maintains that the measures in question are entirely justified and is confident they are in compliance with WTO rules. The EU said it is not ready to accept the establishment of a panel.

    The DSB took note of the statements and agreed to revert to this matter should a requesting member wish to do so.

    DS593: European Union – Certain Measures Concerning Palm Oil and Oil Palm Crop Based Biofuels

    The European Union said it intended to implement the panel ruling in DS593 by bringing the concerned measures into conformity with the WTO agreements. The EU said it was impractical for it to comply immediately and that it needed a reasonable period of time to do so.  The EU added that it was keen to discuss and agree with Indonesia the length of this period of time at the earliest available opportunity, as it has done with Malaysia in a related dispute case.

    Indonesia underlined the necessity for the EU to adjust its policies in line with the WTO agreements as well as the importance of prompt and effective implementation of the panel’s ruling. Indonesia said it is committed to working constructively with the EU to ensure a smooth and efficient implementation process. It encouraged the EU to provide a clear and detailed timeline for this process.

    DS597: United States – Origin Marking Requirement (Hong Kong, China)

    The United States once again raised the matter of the panel ruling in DS597 at the DSB meeting. The US said it was raising the matter as a result of further alarming developments and effects of the National Security Law of Hong Kong, China on free speech and human rights.  The US referred back to its previous statements regarding its position on essential security and its reasons for placing this item on the DSB agenda.

    Hong Kong, China said it was regrettable that the United States continues to abuse DSB meetings as a platform for political posturing. The US approach reflects a troubling presumption that it alone has the authority to interpret national security matters, said Hong Kong, China, adding that it remains frustrated at being deprived of the legitimate right to allow the case to be settled through a proper channel.

    China reiterated its objections to the item being placed on the DSB agenda. It said the WTO dispute settlement mechanism is a forum to resolve trade disputes rather than a place to discuss political issues.

    Appellate Body appointments

    Colombia, speaking on behalf of 130 members, introduced for the 85th time the group’s proposal to start the selection processes for filling vacancies on the Appellate Body. The extensive number of members submitting the proposal reflects a common interest in the functioning of the Appellate Body and, more generally, in the functioning of the WTO’s dispute settlement system, Colombia said.

    The United States said it does not support the proposed decision and noted its longstanding concerns with WTO dispute settlement that have persisted across US administrations. The US said the panel reports in DS593 and DS597 provided examples of its concerns regarding WTO dispute settlement overreach. The US said fundamental reform of WTO dispute settlement is needed to address these and other US concerns. Despite extensive US engagement, WTO members continue to have vastly different perspectives on the role of WTO dispute settlement in today’s world and the reforms that are needed, it added.

    More than 20 members took the floor to comment, one speaking on behalf of a group of members. Most reiterated their support for the joint proposal and for the urgent need to restore a fully functioning dispute settlement system. Several welcomed the progress made in the dispute settlement reform discussions last year and said they looked forward to starting consultations on how to take the process forward. Ten members urged others to consider joining the Multi-party interim appeal arrangement (MPIA), a contingent measure to safeguard the right to appeal in the absence of a functioning Appellate Body. 

    Colombia, on behalf of the 130 members, said it regretted that for the 85th occasion members have not been able to launch the selection processes. Ongoing conversations about reform of the dispute settlement system should not prevent the Appellate Body from continuing to operate fully, and members shall comply with their obligation under the Dispute Settlement Understanding to fill the vacancies as they arise, Colombia said for the group.

    The United States presented status reports with regard to DS184, “US — Anti-Dumping Measures on Certain Hot-Rolled Steel Products from Japan”,  DS160, “United States — Section 110(5) of US Copyright Act”, DS464, “United States — Anti-Dumping and Countervailing Measures on Large Residential Washers from Korea”, and DS471, “United States — Certain Methodologies and their Application to Anti-Dumping Proceedings Involving China.”

    The European Union presented a status report with regard to DS291, “EC — Measures Affecting the Approval and Marketing of Biotech Products.”

    Indonesia presented its status reports in DS477 and DS478, “Indonesia — Importation of Horticultural Products, Animals and Animal Products.”

    The next regular DSB meeting will take place on 25 April 2025.

  • MIL-OSI USA: Attorney General Introduces Newest Team Member for Internet Crimes Against Children Unit

    [BOISE] – Today, Attorney General Raúl Labrador introduced the newest member of his ICAC Unit – K-9 Badger, a two-year-old English Labrador (no relation).  Badger is specifically trained to detect hidden electronic storage devices (ESD), like SD cards and flash drives that may contain child sexual abuse material (CSAM).
    Suspects regularly put CSAM on easily concealable devices and go to great lengths to hide them, knowing that possession of such materials is a felony in Idaho with a potential sentence of 10 years per count.  Electronic storage devices with CSAM have been concealed to specifically avoid detection by investigators.   K-9s like Badger give ICAC investigators a powerful edge when it comes to CSAM search warrants.
    SD cards and other devices like air tags, cell phones, hidden cameras, laptops, and hard drives are all sprayed with triphenylphosphine oxide, or TPPO, during the manufacturing process to dissipate heat.  Badger is one of only 195 K-9s worldwide trained to detect TPPO, even in challenging environments, including underwater.  Badger joins K-9 Ardis with the Pocatello Police Department as the second ICAC Unit ESD K-9 in Idaho working to detect electronic storage devices.
    “The capabilities of Badger and other ESD K-9s are truly remarkable,” said Attorney General Labrador.  “In the fight against those that would exploit and endanger kids, Badger is a potent weapon.  I’m looking forward to all that Badger can bring to our ICAC Unit and our state.  Another Labrador on the team is always welcome!”
    In addition to detecting electronic storage devices.  Badger is also dual certified as a therapy dog and will assist with relatives and victims during search warrants and throughout the legal process.  Badger will also accompany his handler, ICAC Investigator Lauren Lane, during educational presentations throughout Idaho.
    Badger joins twenty investigators, forensic analysts and support staff in the Attorney General’s ICAC Unit, alongside affiliated partner agencies across the state dedicated to investigating cases of child sexual exploitation and enticement, as well as the possession, distribution, and manufacturing of CSAM.

    The Commission acknowledged that the repeat municipal election took place in Himara on 4 August 2024. Holding transparent, inclusive and credible elections in line with international standards is a key requirement for any country aspiring to join the EU. A number of complaints by representatives of political parties were dealt with by the Albanian complaint mechanisms.

    The Commission also took note that the Electoral College decided to uphold the decision of the Central Election Commission’s Sanctions and Complaints Committee which had dismissed the opposition coalition’s request to invalidate the results of the Himara by-elections and repeat the mayoral by-elections in the municipality.

    The EU will continue to encourage Albanian authorities to address all outstanding recommendations from the Organisation for Security and Cooperation in Europe — Office for Democratic Institutions and Human Rights and from the Venice Commission on the electoral process.

    The Commission attaches the highest importance to the respect of rule of law and fundamental rights all throughout the accession process.

    Through the enlargement process and EU-Albania Stabilisation and Association Agreement[1], the Commission follows closely reforms on the rule of law and the strengthening and protection of the fundamental rights in Albania , including minorities, assesses progress and provides policy recommendations in that regard notably through its annual report[2].

    Moreover, as from 2024 Albania also participates in the annual Rule of Law Report[3].

    Kosovo[1]’s recent actions against and closure of Serbia-supported structures, conducted in the midst of the election campaign for the 9 February 2024 parliamentary elections, go against its obligations towards the EU under the normalisation process. The EU Rule of Law Mission in Kosovo is monitoring the conduct of these recent actions in accordance with its mandate.

    The status of Serbia-supported structures is foreseen to be resolved through the EU-facilitated Dialogue.

    Kosovo must demonstrate and remain consistent with its obligations under the EU-facilitated Dialogue and its recent recommitment to it.

    As stated in the 2024 Council conclusions on enlargement[2], the EU will gradually lift the measures vis-à-vis Kosovo in parallel with further steps by Kosovo to de-escalate the tensions in the north. However, these actions are not conducive to this goal.

  • MIL-OSI Europe: Answer to a written question – Increased cost to European consumers due to Turkish legislation on car navigation systems – E-000069/2025(ASW)

    Türkiye has since 1996 a Customs Union with the EU, but it is not part of the European single market. The car manufacturers that have chosen to produce cars in Türkiye and export them to the EU have to introduce navigation maps that comply with the EU ‘whole vehicle type’ approval (Regulation (EU)2021/1958[1]).

    Turkish map data approval is only needed for products (imported or produced locally) that will enter and be registered in the Turkish market.

    In other words, EU map data, even if it contradicts Türkiye’s Map Law, can be imported to be used in mass production in Türkiye and then be exported again.

    Therefore, the fact that the car manufacturers in Türkiye need to use two separate navigation systems for the domestic and export markets does not seem to have a cost effect on the cars sold in the EU.

    Should the EU industry consider this issue a trade barrier they should provide all the relevant information to the Commission and there is a single entry point procedure for market access complaints at the Commission they can use for this purpose.

The subcommittee on Political Matters, Human Rights and Democracy, International and Regional issues of December 2022 and the Association Committee of May 2023 provided the institutional platforms to exchange on an array of human rights issues, which the EU would like to continue and build on. The steady improvement of the human rights situation and women’s rights and fundamental freedoms due to an active, coherent and proactive policy in that area in Egypt will have a positive impact on EU-Egypt relations.

    (5) The EU recognises Egypt’s key role for regional security and stability. Terrorism, organised crime and conflicts are common threats against our security and the social fabric of nations across both sides of the Mediterranean. Therefore, the EU and Egypt have a common interest in strengthening cooperation highlighted in the Partnership Priorities, in full compliance with international law, including human rights and international humanitarian law.

Terrorism, organised crime, such as human trafficking, irregular migration, and conflicts, are common threats against our security and the social fabric of nations across both sides of the Mediterranean. Similarly, energy is also one of the most pressing challenges facing countries on both sides of the Mediterranean. The Energy Cooperation between the Union and Egypt in the Eastern Mediterranean could not only offer a source of economic prosperity for the region but also strengthen energy security for the Union by diversifying energy supplies and encouraging regional collaboration. In that respect, the East Mediterranean Gas Forum serves as a platform of positive regional cooperation. Therefore, the EU and Egypt have a common interest in strengthening cooperation highlighted in the Partnership Priorities, in full compliance with international law, including the International Law of the Sea, human rights and international humanitarian law.

This is particularly challenging amid Egypt’s difficult fiscal situation, which is characterised by constant fiscal deficits and high and growing debt to GDP ratios.

    (12) Egypt re-engaged with the IMF in early 2024 and reached a staff-level agreement on 6 March 2024 on a revamped Extended Fund Facility programme scaled up to USD 8 billion. The new programme is expected to be adopted by IMF Executive Board decision in March 2024 and aims to address the areas of 1) credible exchange rate flexibility, 2) sustainable tightening of monetary policy, 3) fiscal consolidation to preserve debt sustainability, 4) a new framework to rein in infrastructure spending, 5) providing adequate levels of social spending to protect vulnerable groups, and 6) implementation of the State Ownership Policy and reforms to level the playing field. Together with the staff level agreement’s signature, Egypt also enacted a flexibilisation of the exchange rate, and raised the central bank’s key policy rate by a sizeable 600 basis points, in line with the IMF programme’s priorities.

    (16) Given that there is still a significant residual external financing gap in Egypt’s balance of payments over and above the resources provided by the IMF and other multilateral institutions, the Union macro-financial assistance to be provided to Egypt is, under the current exceptional circumstances, considered to be an appropriate response to Egypt’s request for support to the economic stabilisation, in conjunction with the IMF programme. The Union’s macro-financial assistance package, including the MFA of up to EUR 4 billion under this proposal, would support the economic stabilisation and the structural reform agenda of Egypt, supplementing resources made available under the IMF’s financial arrangement.

    EXPLANATORY STATEMENT

    Political dialogue between Egypt and the EU was suspended after the revolution in 2011, and remained frozen through 2015. However, following Sisi’s election as president in May 2014, a rapprochement between Europe and Egypt gradually began to take place. The stability of the country became defining characteristics of European policy towards the Egypt. In 2024 the European Union (‘EU’) and Egypt have agreed to deepen their relationship and develop a strategic and comprehensive partnership for shared prosperity, stability and security, based on joint interest and mutual trust and building on the already existing positive agenda in EU-Egypt relations. The Strategic and Comprehensive Partnership covers specific areas of cooperation outlined in the Joint Declaration, clustered across six pillars of intervention, namely: political relations; economic stability; investment and trade; migration; security and law enforcement cooperation; demography and human capital.

    The partnership is based on a financial package consisting of short- and longer-term support for the necessary macro-fiscal and socio-economic reform agenda, as well as increased amounts available to support investments in Egypt and targeted support for the implementation of the different strategic priorities.

    Given Egypt’s critical economic and financial situation and Egypt’s role as an important stabilising factor amid geopolitical tensions in an increasingly volatile region, the Commission proposed on 15 March 2024 to support Egypt with macro-financial assistance (‘MFA’) of up to EUR 5 billion in loans as part of the EUR 7.4 billion financial package, divided into a short-term MFA operation of up to EUR 1 billion to be disbursed in one instalment, and a regular MFA operation of up to EUR 4 billion to be disbursed in three instalments.

    The short-term MFA was agreed without involvement of the European Parliament for urgency reasons. The rapporteur highlights that this can only be an exception and European Parliament should not be bypassed in the future.

    The amount of the proposed two new MFA operations corresponds to 56.7% of the estimated residual financing gap for the period FY24/25-FY26/27. This is consistent with standard practices on burden-sharing for MFA operations (for a country with an Association Agreement, the upper limit would be 60% according to the Council conclusions of 8 October 2002), taking into account the assistance pledged to Egypt by other bilateral and multilateral donors.

    The rapporteur would like to point out that the EU’s cooperation with Egypt does not begin with this MFA which is just a piece of the puzzle and in fact consequence of a longstanding cooperation with Egypt on human rights and security highlighted by the Association Agreement/Euro-Mediterranean Agreement (2004), the EU’s new Agenda for the Mediterranean (2021), the Partnership Priorities (2022) and the Joint Declaration launching a new Strategic and Comprehensive partnership (2024). Moreover, Egypt is a strategic, economic, military and geopolitical partner of the EU and the EU is the leading investor in Egypt.

    Given the instability in the region, Egypt remains a stable partner that engages in constructive dialogue with its partners. The EU need allies like that in the Middle East, and we need to emphasise their importance.

    But Egypt is also hit by a series of external shocks.

    A migratory shock first and foremost, with almost 10 million migrants and 800 000 registered refugees. Egypt is also committed to providing access to education for children, access to health services, help in finding housing and help in finding employment, with the support of NGOs. These commitments, if they are to be carried out properly, come at a cost.

    A geopolitical shock with the uncertainty of developments in Israel / Palestine and Syria.

    An economic shock, because Egypt, like many other countries, is seeing the cost of debt repayment and civil service salaries rise, thus limiting investment capacity.

    This MFA is based on strict pre-conditions requiring Egypt to continue to make concrete and credible steps towards democratic mechanism, rule of law and human rights. The rapporteur believes that those pre-conditions embedded in the long-term cooperation with Egypt will lead to reforms and long-term improvements in the country.

    Moreover, it is important to underline that Egypt already made big improvements in several areas.

    Firstly, on human rights, with a major plan launched in 2021 underlining the country’s commitment to this path. Some may feel that things are not moving fast enough, but it is hard to deny that the country is on the right track.

    Then there is the question of the place of women in society, which is very often a thermometer of democracy in a country. Wearing the veil is not compulsory. Women have access to public jobs and elected office (27% of women elected to the House, 13% to the Senate). Although Egyptian society is seen as patriarchal, the position of women has changed considerably in recent years.

    This is a financial instrument designed to support our partner in the face of the challenges it faces, but also to help it pursue change. The European Parliament will be closely monitoring progress and the rapporteur is asking the Commission to keep the European Parliament duly informed at all stages of the process. After all, the MFA is a loan and the grants are subject to reimbursement.

    To conclude the rapporteur would like to highlight that the MFA is an emergency instrument that has to be granted as soon as possible. The rapporteur is convinced that the MFA will be an effective incentive for – political and financial reforms in the country that will ensure a sustainable partnership between the EU and Egypt.

    On behalf of the Greens/EFA group, I would like to express our opposition to the fact that the European Commission has treated Egypt differently from other countries that receive Macro-Financial Assistance (MFA) from the EU.

    Following an agreement between the Council and Parliament, all MFAs should, as a pre-condition, respect human rights, democracy, and the rule of law. However, the Commission chose not to adhere to this policy when EC President Ursula von der Leyen announced a package of €7.4 billion in support for Egypt in March 2024, including €5 billion in Macro-Financial Assistance in the form of loans.

    We support providing Egypt with macro-financial assistance as a means to improve the living conditions of the Egyptian people, to reduce poverty and inequalities as well as to promote human rights. Our group has previously supported providing macro-financial assistance to alleviate financial burdens for countries in difficulty, while also promoting democratic values and human rights worldwide. However, the Commission must respect the agreements made by Parliament and the Council and act in line with the principles enshrined in the EU Treaties regarding external action.

    The Committee on Budgets has carried out a budgetary assessment of the proposal under Rule 58 of the Rules of Procedure and has reached the following conclusions:

     having regard to Regulation (EU, Euratom) 2024/2509 of the European Parliament and of the Council of 23 September 2024 on the financial rules applicable to the general budget of the Union[1] (Financial Regulation),

     having regard to Council Regulation (EU, Euratom) 2020/2093 of 17 December 2020 laying down the multiannual financial framework for the years 2021 to 2027[2],

     having regard to the Interinstitutional Agreement of 16 December 2020 between the European Parliament, the Council of the European Union and the European Commission (IIA) on budgetary discipline, on cooperation in budgetary matters and on sound financial management, as well as on new own resources, including a roadmap towards the introduction of new own resources[3],

    A. whereas Egypt continues to face sizeable and unmet financing needs, with an external financing gap estimated by the International Monetary Fund (IMF) programme at around USD 17.7 billion for 2024-2027, requiring substantial international support to maintain economic stability and implement crucial reforms;

    B. whereas recently, Egypt’s macro-fiscal situation has deteriorated noticeably, with intensified external pressures and increased debt, reflecting both domestic challenges and external shocks, including the repercussions of Russia’s war against Ukraine and regional instability;

    C. whereas the destructive and ongoing conflict in Gaza and the attacks in the Red Sea have severely impacted Egypt’s key sources of foreign currency earnings, particularly tourism revenues and Suez Canal proceeds, while persistent capital outflows and lower services exports have further strained the country’s external position; whereas Egypt’s socio-economic situation, including poverty rates and the Human Development Index, are also expected to be negatively impacted[4];

    D. whereas the severe deterioration of external accounts and the strategic importance of regional stability conditionally justify this comprehensive support package, while stressing the need for the EU to work towards a lasting long-term peace solution in the Middle East, which will help alleviate the reasons behind Egypt’s financial struggles;

    E. whereas Egypt’s public debt burden had increased substantially to 95.9 % of GDP at the end of the 2022/2023 fiscal year, up from 88.5 % the previous fiscal year, reaching its highest level since 2017 and raising concerns about long-term debt sustainability;

    F. whereas Egypt’s real GDP growth declined to 2.4 % in the 2023/2024 fiscal year due to inflation and external pressures, with food price inflation remaining a strain, especially on vulnerable households;

    G. whereas all major rating agencies have downgraded Egypt’s sovereign credit ratings to below-investment grade following the outbreak of the conflict in Gaza, reflecting increased regional risks and deteriorating humanitarian and economic conditions; whereas this has further complicated the country’s access to international financial markets;

    H. whereas the proposed macro-financial assistance (MFA) of up to EUR 4 billion would help Egypt address its external financing needs while supporting the implementation of structural reforms aimed at improving the macroeconomic situation, strengthening economic governance and transparency, and enhancing conditions for sustainable and inclusive growth;

    I. whereas on 12 April 2024, the Council adopted Decision (EU) 2024/1144 providing EUR 1 billion in short-term macro-financial assistance to the Arab Republic of Egypt[5], pursuant to the urgency procedure provided under Article 213 of the Treaty on the Functioning of the European Union (TFEU), bypassing Parliament entirely; whereas the Commission adopted a decision on 20 December 2024 to release this single instalment to Egypt;

    J. whereas the IMF has confirmed Egypt’s implementation of key reforms that have contributed to preserving macroeconomic stability despite the challenging environment;

    K. whereas the short-term macro-financial assistance was subject to conditions set out in the Memorandum of Understanding (MoU) agreed on and signed by the Commission and the Egyptian authorities on 29 June 2024, including the implementation of economic reforms, concrete and credible steps towards respecting democratic principles, and an on-track IMF programme; whereas the Commission and the European External Action Service undertook a review mission to Cairo in October 2024 and subsequently evaluated the Egyptian authorities’ written compliance reporting, with an overall positive assessment of Egypt’s progress in fulfilling these conditions;

    L. whereas Parliament, as one arm of the EU’s budgetary authority, was not involved in the negotiation and drafting of the MoU, which sets out the structural reform measures associated with the proposed MFA operation, including aspects of timing and sequencing for the disbursement of the initial assistance of EUR 1 billion;

    M. whereas the MoU to be concluded with the Egyptian authorities for the remainder of the MFA is an essential part of the assistance itself; whereas Parliament’s lack of involvement in this process severely hinders its budgetary scrutiny; whereas it is necessary to find an appropriate way to involve Parliament when such memorandums with non-EU countries are negotiated by the Commission;

    N. whereas the MoU should crucially provide the Commission with a mechanism to monitor progress as regards the implementation of structural reforms, notably the specific conditions for disbursement of the assistance;

    1. Recalls that while MFA is meant to be an exceptional crisis response instrument and should not serve as a substitute for structural development aid, its increasing use to address structural economic challenges in partner countries risks diluting its emergency nature;

    2. Highlights the importance of MFA in urgently addressing the situation in Egypt, taking into account Egypt’s critical economic and financial situation and its role as an important stabilising actor in an increasingly volatile region;

    3. Regrets the fact that the first proposal of this package bypassed the co-decision rights of Parliament and undermined its democratic oversight role by using Article 213 TFEU instead of Article 212 TFEU; insists that this should not set a precedent and that Parliament’s rights and role should be respected in future proposals; emphasises that MFA is an instrument requiring proper parliamentary and budgetary scrutiny;

    4. Notes that the Commission proposal of EUR 4 billion in MFA requires EUR 360 million in provisioning under the External Action Guarantee from the Neighbourhood, Development and International Cooperation Instrument – Global Europe, which represents a significant allocation of limited resources;

    5. Recalls its previous concerns about the effectiveness of MFA in driving sustainable reforms; acknowledges, however, that linking this assistance to the broader strategic partnership framework can, when properly implemented, provide stronger leverage for implementing the agreed reform agenda; recalls that the partnership priorities cover three broad areas, namely sustainable modern economy and social development, partnering in foreign policy, and enhancing stability;

    6. Takes note of Egypt’s overall compliance with reform implementation under the previous MFA; reiterates its calls for transparent and timely reporting of assistance implementation; calls for adequate monitoring mechanisms with clear benchmarks and outcomes to be established in the MoU, and for regular reporting to the budgetary authority on developments related to the assistance, given the unprecedented size of this MFA package;

    7. Notes that while the MFA loan structure spreads repayments over a longer period, this creates extended contingent liabilities for the EU budget that require careful monitoring over multiple financial frameworks;

    8. Emphasises that the MFA constitutes a general budgetary support instrument for the benefit of Egypt and that the EU has no control over how the funds are actually spent; nevertheless encourages the Egyptian authorities and counterparties to disclose information on spending at the Commission’s request;

    9. Recalls that Article 6 of the Financial Regulation establishes the obligation for the Commission to ensure compliance with the Charter of Fundamental Rights of the EU and to respect the values enshrined in Article 2 of the Treaty on European Union when implementing the EU budget; stresses that such a budgetary principle constitutes a core legal requirement for any form of EU financial assistance; underscores, therefore, the fact that the proposal lacks sufficient safeguards and clear benchmarks to measure progress towards compliance, particularly regarding respect for human dignity, freedom, democracy, equality, the rule of law and human rights, including the rights of persons belonging to minorities and freedom of belief, in order to protect the EU’s financial interests and ensure the MFA’s implementation in accordance with the Regulation;

    10. Recalls that a pre-condition for granting MFA involves respecting effective democratic mechanisms, including a multiparty parliamentary system and the rule of law, and guaranteeing respect for human rights; highlights that, in this case, Egypt should continue to make concrete and credible steps towards respecting these criteria; emphasises the need to ensure their robust implementation;

    11. Emphasises that strict adherence to democratic principles, the rule of law and fundamental freedoms should remain non-negotiable prerequisites for accessing EU financial support; calls on the Commission to withhold disbursements in the absence of credible progress on these fronts; notes that the Commission’s decision to disburse the short-term macro-financial assistance reflects Egypt’s progress in implementing reforms and the EU’s commitment to supporting Egypt’s economic stabilisation and reform agenda under the strategic and comprehensive partnership, while noting that human rights challenges in Egypt remain significant; stresses, in this respect, the importance of Egypt’s stability and its crucial role in the region, particularly in the current geopolitical context;

    12. Regrets Parliament’s lack of involvement in and scrutiny of the MoU concluded between the Commission and the Egyptian authorities, which, among other things, includes important budgetary provisions that fall within the remit of Parliament, will determine clearly defined economic policy and financial conditions, focusing on structural reforms and sound public finances, and will include a time frame for achieving those reforms, which are linked to loan disbursement;

    13. Concludes that the proposal for a decision of the European Parliament and of the Council on providing macro-financial assistance to the Arab Republic of Egypt is compatible with the elements referred to in Rule 58(3) of the Rules of Procedure.

    on the proposal for a decision of the European Parliament and of the Council on providing macro-financial assistance to the Arab Republic of Egypt

    SHORT JUSTIFICATION

    As enshrined in the Treaties, the EU is required to uphold and promote the principles of human rights, democracy and the rule of law in its external action. While acknowledging the importance of the EU-Egypt strategic partnership and the need for MFA-support to Egypt in light of the economic impact of, among others, the current geopolitical situation, this opinion aims to integrate human rights, democracy and the rule of law as core parts of the MFA and to strengthen provisions related to parliamentary scrutiny and transparency. The Rapporteur is pleased that the Foreign Affairs Committee (AFET) confirmed that these founding principles of the EU should form the basis of EU-Egypt relations, and concrete improvement from Egypt in this regard is a precondition for the disbursement of the MFA. Moreover, the vote confirmed that the AFET Committee is convinced that Commission services and the European External Action Service have the responsibility to integrate this approach into the Memorandum of Understanding to be negotiated with Egypt, and report on progress on the specific conditions to the European Parliament and Council. Payment of each instalment should be subject to concrete improvements on human rights, democracy and the rule of law. The Rapporteur has full trust that the competences of the AFET Committee will be integrated into the report of the Committee on International Trade, and will engage with the respective Rapporteur to that end.

These commitments contribute to the advancement of the partnership and to Egypt’s sustainable development and stability. The increased and constructive engagement between the EU and Egypt in the last period has opened the path to more meaningful dialogue on human rights related issues. The subcommittee on Political Matters, Human Rights and Democracy, International and Regional issues of December 2022 and the Association Committee of May 2023 provided the institutional platforms to exchange on an array of human rights issues, which the EU would like to continue and build on. The improvement of the human rights situation in Egypt will have a positive impact on EU-Egypt relations.

    (5) The EU recognises Egypt’s key role for regional security and stability. Terrorism, organised crime and conflicts are common threats against our security and the social fabric of nations across both sides of the Mediterranean. Therefore, the EU and Egypt have a common interest in strengthening cooperation highlighted in the Partnership Priorities, in full compliance with international law, including human rights and international humanitarian law.

    (9) Egypt’s macro-fiscal situation has faced significant challenges and deteriorated substantially over recent months, as external pressures have intensified and public debt has increased further, with substantial downside risks to the economic outlook persisting. The repercussions of Russia’s war on Ukraine and of Hamas terrorist attacks against Israel have led to protracted capital outflows and lower foreign currency receipts, notably due to sharply falling income from tourism and Suez Canal proceeds. This is particularly challenging amid Egypt’s difficult fiscal situation, which is characterised by constant fiscal deficits and high and growing debt to GDP ratios.

The fulfillment of the pre-condition and the achievement of the specific objectives should be regularly monitored by the Commission services and the European External Action Service.

Under that Regulation, the advisory procedure should, as a general rule, apply in all cases other than as provided for in that Regulation. Considering the potentially important impact of assistance of more than EUR 90 million, it is appropriate that the examination procedure be used for operations above that threshold. Considering the amount of the Union’s macro-financial assistance to Egypt, the examination procedure should apply to the adoption of the Memorandum of Understanding, and to any reduction, suspension or cancellation of the assistance.

  • MIL-OSI Security: Federal Grand Jury in Bowling Green Returns 4 Indictments Charging 5 Defendants with Methamphetamine Trafficking and Firearms Offenses

    Owensboro, KY – A federal grand jury in Bowling Green returned four indictments on March 12, 2025, charging four men and one woman with multiple methamphetamine trafficking offenses and one of the men with firearm offenses.

    U.S. Attorney Michael A. Bennett of the Western District of Kentucky, Special Agent in Charge Michael E. Stansbury of the FBI Louisville Field Office, Special Agent in Charge John Nokes of the ATF Louisville Field Division, U.S. Postal Inspector in Charge Lesley Allison of the Pittsburgh Division, Commissioner Phillip Burnett, Jr. of the Kentucky State Police, and Chief Billy Bolin of the Henderson Police Department made the announcement.

    According to the first indictment, Steven Marruquin, 52, of Henderson, Kentucky, is charged with three counts of distributing 50 grams or more of a methamphetamine mixture on February 23, 2024, February 29, 2024, and March 15, 2024, and two counts of possession with intent to distribute 500 grams or more of a methamphetamine mixture on July 11, 2024, and January 20, 2025. Marruquin is also charged with one count of possessing a firearm in furtherance of a drug trafficking crime, and one count of possession of a firearm by a convicted felon. On July 11, 2024, Marruquin possessed a Taurus handgun. Marruquin was prohibited from possessing a firearm because he had been convicted of the following felony offense.

    On July 30, 2015, in United States District Court, Western District of Kentucky, Marruquin was convicted of conspiracy to distribute methamphetamine.

    Brandy Powell, 46, of Henderson, Kentucky, is also charged with Marruquin in the first indictment with one count of possession with intent to distribute 50 grams or more of a methamphetamine mixture on June 22, 2024.

    According to the second indictment, Kane Bentley, 30, of Henderson, Kentucky, is charged with two counts of distributing 50 grams or more of methamphetamine on July 31, 2024, and October 18, 2024.

    According to the third indictment, Deontay Black, 34, of Henderson, Kentucky, is charged with two counts of distributing 50 grams or more of methamphetamine on August 24, 2024, and September 10, 2024.

    According to the fourth indictment, Scott Stone, 36, of Henderson, Kentucky, is charged with one count of possession with intent to distribute 50 grams or more of a methamphetamine mixture on January 20, 2025.

    Marruquin and Black, made their initial court appearances on March 19, 2025, before a U.S. Magistrate Judge of the U.S. District Court for the Western District of Kentucky. The Court ordered Marruquin and Black detained pending trial. Stone made his initial appearance on March 17, 2025, and was ordered detained pending trial. Bentley and Powell are in state custody and will make their initial appearances before a U.S. Magistrate Judge later.

    If convicted, Marruquin faces a mandatory minimum sentence of 20 years and a maximum sentence of life in prison. Powell faces a mandatory minimum sentence of 5 years and a maximum sentence of 40 years in prison. Bentley faces a mandatory minimum sentence of 10 years and a maximum sentence of life in prison. Black faces a mandatory minimum sentence of 15 years and a maximum sentence of life in prison. Stone faces a mandatory minimum sentence of 5 years and a maximum sentence of 40 years in prison. A federal district court judge will determine any sentence after considering the sentencing guidelines and other statutory factors.

    There is no parole in the federal system.

    The cases are being investigated by the FBI Owensboro Satellite Office, the ATF Bowling Green Field Office, the Kentucky State Police, the U.S. Postal Inspection Service, and the Henderson Police Department, with assistance from the Henderson County Sheriff’s Office, the Daviess County Sheriff’s Office, and HSI Owensboro.

    Assistant U.S. Attorney Mark J. Yurchisin II, of the United States Attorney’s Bowling Green Branch Office, is prosecuting the cases.

    These cases are part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI Security: Convicted Felon Sentenced to 84 Months in Prison for Brandishing a Machine Gun as He Livestreamed Himself on Instagram

                WASHINGTON – Corey Whittico, 22, of Washington, D.C., was sentenced today in U.S. District Court to 84 months in federal prison in connection with live-streaming himself on social media brandishing a pistol equipped with a machine gun conversion device as he was a passenger in a car traveling from Maryland into the District. The livestreamed video, which Metropolitan Police officers viewed as it was broadcast, also showed more than a kilogram of marijuana that Whittico had stashed in the back seat of the car.

                The sentencing was announced by U.S. Attorney Edward R. Martin Jr., and Chief Pamela Smith of the Metropolitan Police Department.

                Whittico pleaded guilty on December 17, 2024, to unlawful possession of a firearm and ammunition by a felon. In addition to the 84-month prison term, U.S. District Court Judge John D. Bates ordered Whittico to serve three years of supervised release.

                According to court documents, on December 19, 2023, about 3:23 p.m., Metropolitan Police Department officers viewed, in real time, a live video broadcast on Instagram of a user account that officers knew belonged to Whittico. Whittico was in the front-passenger seat of a moving vehicle and had his camera pointed out the front windshield. One of the officers noted that the car appeared to be driving from Maryland into Washington D.C.

                Whittico turned the camera on himself to show that he was brandishing a black Glock handgun that had been outfitted with an aftermarket machine gun conversion device known as a “switch.” A “switch” is a device that converts a semi-automatic firearm to a fully automatic firearm. In the next minute, Wittico reached into the backseat of the vehicle and displayed black and clear plastic bags containing a green leafy substance consistent with the appearance of marijuana.

                The officers drove their marked MPD cruiser to the Clay Terrace neighborhood in Northeast Washington, an area that Whittico was known to frequent, while they continued to monitor Whittico’s livestream. In the Clay Terrace neighborhood, the officers spotted Whittico sitting in the passenger seat of a white Honda Accord. The officers conducted a traffic stop on the 5800 block of East Capitol Street, SE. As the driver of the Honda pulled over, the officers watched as the Honda’s occupants reached into the back passenger’s compartment and appeared to conceal an item under one of the seats.

                In the backseat of the car, officers found three separate packages of marijuana weighing a total of 51 ounces (over three pounds). (District law allows possession of two ounces for personal use.) Underneath the front passenger’s seat, officers recovered a Glock 27, .40 caliber semiautomatic, loaded with 17 rounds, that had been modified with a machine gun conversion device. Officers also recovered at Glock 45, 9 mm semiautomatic that was equipped with a laser and loaded with 26 rounds of ammunition.

                Whittico is a previously convicted felon and prohibited from possessing firearms and ammunition. In April 2023, he was convicted of robbery in Prince George’s County and sentenced to 10 years in prison, with eight years and six months suspended.

                This case was investigated by the Metropolitan Police Department. It is being prosecuted by Assistant U.S. Attorney Jared English and former Assistant U.S. Attorney Paul Courtney.

  • MIL-OSI Security: New Bern Gang Member Sentenced to 10 years in Prison For Possession of a Firearm as a Felon

    RALEIGH, N.C. – A New Bern  man was sentenced today to 10 years in prison for illegally possessing firearms as a convicted felon.  Nathan Sheptock, 24, pled guilty to the charge on August 22, 20224.   

    According to court documents and other information presented in court, Nathan Sheptock, a validated Crip street gang member, illegally possessed two firearms including an AK-style 12-guage shotgun with a 10-round magazine. On August 9, 2023, North Carolina Probation responded to a verbal altercation between Sheptock and a woman at Sheptock’s house on Kinston Street in New Bern. Since Sheptock was actively on probation at the time, probation officers conducted a warrantless search of the house and observed what appeared to be narcotics in plain sight.  A witness also reported that Sheptock was keeping firearms in the house. New Bern Police then obtained a search warrant for the house and found firearms hidden in the backyard. The firearms were DNA tested and lab confirmed to contain Sheptock’s DNA.

    Sheptock has a violent criminal history, including multiple convictions for Common Law Robbery from a series of robberies of pizza delivery drivers that Sheptock and an accomplice carried out in 2017.

    “When violent felons such as Mr. Sheptock possess firearms, they are committing serious federal crimes and endangering our communities,” Acting United States Attorney Daniel P. Bubar stated today.  “I commend the FBI and our state partners at the New Bern Police Department and NC Probation for their hard work in this case, which brought Sheptock to justice.”

    “The FBI will not tolerate violent gang members who break the law and then disregard the restrictions they brought upon themselves as convicted felons. Mr. Sheptock was convicted of multiple robberies in 2017, therefore prohibited from owning a weapon. The FBI and our partners at the New Bern Police Department are unwavering in our commitment to making our communities safer for everyone,” said Robert M. DeWitt, the FBI Special Agent in Charge in North Carolina. 

    This case was brought as part of the New Bern Violent Crime Action Plan (VCAP) which is a collaboration of the U.S. Attorney’s Office and the New Bern Police Department, the Craven County Sheriff’s Office, the Federal Bureau of Investigation (FBI), the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and the District Attorney for the region. A primary objective of VCAP is to investigate and prosecute individuals contributing significantly to crime in New Bern and surrounding areas.

    Daniel P. Bubar, Acting U.S. Attorney for the Eastern District of North Carolina made the announcement after sentencing by U.S. District Judge James C. Dever III.  New Bern PD, the FBI, and NC Probation investigated the case and Assistant U.S. Attorneys Philip Aubart and Julie Childress prosecuted the case.

  • MIL-OSI Security: Naples Man Sentenced To 30 Years For Coercion And Enticement Of A Minor To Engage In Sexual Activity

    Fort Myers, Florida – U.S. District Judge Thomas P. Barber has sentenced Juan Sebastian Perez (24, Naples) to 30 years in federal prison for enticement of a minor to engage in sexual activity, distribution of child sexual abuse material (CSAM), and possession of images and videos depicting the sexual abuse of children. Perez was also sentenced to a life term of supervised release and ordered to register as a sex offender. Perez entered a guilty plea on December 18, 2024.

    According to court documents, from November 2023 through June 26, 2024, Perez was involved with child exploitation, to include the enticement of a minor to engage in sexual activity and the distribution and possession of CSAM. Perez sought out and chatted with at least one minor over the internet through a social media application. 

    In June 2024, the FBI received a report concerning a 14-year-old child being persuaded by Perez to produce sexually explicit pictures to send to him. At Perez’s urging and direction, the minor sent sexually explicit pictures and videos to Perez.

    When the FBI executed a search warrant at Perez’s home, Perez agreed to speak with agents and admitted to using several social media applications. Perez told agents that he had come across CSAM online and admitted to soliciting nude images from users with whom he had communicated with. A subsequent forensic examination of Perez’s electronic devices revealed images and videos of CSAM. 

    This case was investigated by Federal Bureau of Investigation, Fort Myers Child Exploitation and Human Trafficking Task Force, with assistance from the Lake Oswego Police Department. It was prosecuted by Assistant United States Attorney Yolande G. Viacava.

    This is another case brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims.   • MIL-OSI Security: Violent Level 3 Sex Offender From Harwich Sentenced to Decade in Prison for Child Pornography Offense

    Defendant previously convicted of lewdness and indecent assault and battery on a child

    BOSTON – A Level 3 sex offender from Harwich, with prior violent convictions involving minor victims, was sentenced today in federal court in Boston for possessing child sexual abuse material (CSAM).

    Jonathan Fleischmann, 37, was sentenced by U.S. District Court Judge Allison D. Burroughs to 10 years in prison to be followed by five years of supervised release. Fleischmann was also ordered to pay restitution in the amount of $7,500. In July 2024, Fleischmann pleaded guilty to one count of possession of child pornography.

    “Despite his prior predatory behavior and the fact that he was already facing serious charges in state court – charges that involved ambushing and attempting to kidnap a young girl at gunpoint outside her home – this defendant continued to demonstrate a complete disregard for the safety and well-being of children by downloading hundreds of atrocious CSAM from the dark web. Each image and video he viewed or shared re-victimized the real, vulnerable children depicted in them. These crimes do not exist in a vacuum; they cause significant harm to the children and families affected,” said United States Attorney Leah B. Foley. “Today’s sentence reflects the seriousness with which we treat these crimes and our commitment to protecting children from individuals like Mr. Fleischmann, who refuse to learn or take steps toward remediating their vile tendencies.”

    “Over and over, Fleischman committed deeply disturbing sex crimes aimed at children. For years, he has been a threat to the community but after today’s sentence, he will be off the streets for a decade,” said Homeland Security Investigations New England Special Agent in Charge Michael J. Krol. “Child sexual abuse material immortalizes the abuse of a child and those who download, trade, and possess CSAM are perpetuating the trauma those children experienced. We are committed to protecting kids and seeking justice for those victimized through child exploitation.”

    Fleishmann is a Level 3 sex offender due to prior convictions in Barnstable District Court of Indecent Assault and Battery on a Child Under 14 in 2006, as well as Open and Gross Lewdness and Possession of Child Pornography in 2017 for masturbating to CSAM in a Honey Dew Donuts parking lot.

    Additionally, in September 2020, Fleischmann was charged in Barnstable Superior Court with home invasion, armed kidnapping and assault to rape for invading a Yarmouth home and forcibly taking a 16-year-old female at gunpoint into her house as she arrived home from school. That investigation also revealed that Fleishmann had accessed a dark web hidden service on his cellphone dedicated to the trafficking of child pornography. He was later released in April 2021 on conditions including cash bail and GPS monitoring.

    Fleischmann is prohibited from possessing digital devices due to his prior convictions.

    On March 18, 2023, law enforcement was notified that Fleischmann was observed downloading suspected CSAM media files onto a cell phone at his workplace in Brewster. Specifically, while the phone was left open and charging on a counter, Fleischmann’s co-workers saw that it displayed media files in the process of downloading, with file names that were consistent with CSAM.

    When approached by law enforcement at his residence later that day, Fleishmann initially denied owning the cell phone but eventually agreed to produce it – retrieving the device from a hidden location beneath a bathroom sink. A subsequent search of the cell phone revealed approximately 255 image files and 55 video files depicting CSAM – including files portraying child rape, sadistic or masochistic conduct and the abuse of infants or toddlers.

    Fleischmann has remained in federal custody since his May 2023 arrest in this case. In May 2024, Fleischmann was sentenced to 12 years in state prison in connection with the Yarmouth home invasion. Following today’s hearing, the defendant was released into state custody to serve the 12-year state sentence, which will run concurrently with the federal sentence imposed today.

    U.S. Attorney Foley and HSI SAC Krol made the announcement today. Valuable assistance was provided by the Cape & Islands District Attorney’s Office and the Brewster Police Department. Assistant U.S. Attorney Luke A. Goldworm of the Major Crimes Unit prosecuted the case.

  • MIL-OSI Security: Morgantown Construction Company Owner Admits to Harboring Illegals, Tax Fraud

    CLARKSBURG, WEST VIRGINIA – Hetzon Marroquin Reyes, owner and operator of A&M Homes, LLC, in Morgantown, West Virginia, has admitted to harboring illegal aliens for financial gain and tax interference.

    According to the court documents and statements made in court, Reyes, also known as “Hector,” age 40, hired and harbored illegal aliens to work for his construction company. Reyes created fraudulent driver’s licenses and immigration forms to provide to the West Virginia Division of Labor inspectors. Reyes also used social security numbers issued to persons other than the illegal employees for tax purposes. In some cases, the social security numbers used actually belonged to deceased individuals.          

    “We are committed to protecting the integrity of the United States’ immigration system and to prevent the exploitation of that system for any purpose including commercial advantage and private financial gain,” stated Acting United States Attorney Randolph J. Bernard.  “Those, like the defendant, who choose to violate the law for a perceived profit will do so at their peril and at the expense of a substantial fine and imprisonment.”

    Reyes faces up to 10 years in federal prison for the harboring charge and faces up to three years for the tax interference count. A federal district court judge would determine the sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Assistant U.S. Attorney Jarod Douglas is prosecuting the case on behalf of the government.

    The case was investigated by the Department of Homeland Security, the Internal Revenue Service-Criminal Investigations, and the Social Security Administration-Office of Inspector General.

  • MIL-OSI NGOs: MSF condemns Israeli strike on Nasser hospital in Gaza, calls for protection of health facilities

    JERUSALEM  – Médecins Sans Frontières (MSF) strongly condemns Israel’s strike on Nasser Hospital in Khan Younis, southern Gaza—the largest remaining functioning hospital in the Gaza Strip, where MSF teams work. 

    On 23 March, Israeli forces targeted the hospital’s inpatient surgical department, killing two people, according to the Ministry of Health.  MSF teams confirmed there were several people injured, one of which was admitted to our trauma unit, and that severe damage was done to the building. This attack, shows a total disregard for the protection of medical facilities, endangered patients and medical staff and the very provision of healthcare. As Israeli forces escalate their operations in Gaza once again, MSF calls for the respect and protection of healthcare facilities, patients and medical staff in Gaza, where the health system has been all but destroyed. 

    “Strikes such as these are horrific for staff and patients” says Claire Nicolet, MSF head of emergencies in Gaza. “We cannot go back to repeated attacks on health care facilities when the health system in Gaza is already hanging by a thread, and no supplies have entered in weeks.”
    While Gaza’s healthcare system has collapsed, and the medical needs of people continue to skyrocket, medical workers are yet again forced to fear for their lives while providing care. At Nasser hospital, two MSF colleagues, who were working in different hospital departments, described panic among patients at the time of the attack.
     

    ” The distance between us and the explosion was so close that we could’ve been hit too,” explains an MSF nurse who works in another ward in Nasser hospital and was close by when the strike happened. “Our colleagues, medical staff, patients and their caretakers were all terrified.” 
    During Israel’s war on Gaza, MSF has witnessed relentless attacks on health facilities, a complete disregard for patients, medical workers and International Humanitarian Law (IHL), resulting in the systematic dismantling of Gaza’s health system.  Not a single hospital in the Gaza Strip is currently fully functional, and only 21 out of the enclave’s 36 hospitals are partially functioning, according to the World Health Organization (WHO).

    As one of the last main hospitals in southern Gaza, Nasser hospital is providing care for people with severe burns and trauma injuries, newborns, and pregnant women. 
    Since returning in mid-May 2024, MSF teams have been supporting the emergency, pediatric, and maternity departments at Nasser hospital, as well as running a burn and trauma unit. In February 2024, MSF teams were forced to flee after the hospital was shelled by Israeli forces.
    Furthermore, Nasser Hospital as other health facilities in Gaza is facing several challenges of supplies, including hygiene items, medication and surgical items, while Israeli authorities continue their siege on the Strip for over 20 days. Due to the numerous influxes of patients from recent bombings, MSF stocks are decreasing faster than expected, and the blockade is making it impossible for our teams to restock vital items such as antibiotics, painkillers and anesthetics.
    In a separate incident on May 24, MSF teams in Al-Mawasi primary health care clinic were forced to close the emergency room, evacuate the facility and suspend activities for the day due to close-by shootings and shelling. Healthcare facilities, patients and medical staff must be protected.

    MSF calls once again for the immediate restoration of the ceasefire and for the resumption of the entry of essential aid and basic supplies, which people in Gaza desperately need.

    WASHINGTON, D.C.– U.S. Senators Gary Peters, Ranking Member of the Senate Homeland Security and Governmental Affairs Committee, and Jeanne Shaheen, Ranking Member of the Senate Foreign Relations Committee, pressed Secretary of State and Acting USAID Administrator Marco Rubio for information on whether the agency’s directive to shred and burn certain classified documents complied with the Federal Records Act (FRA), the federal law that requires the preservation of government records. The directive, sent out on March 11, instructed staff to clear out classified safes and personnel documents through a combination of shredding and burn bags. The Senators raised concerns about the legality of this directive, particularly as it follows recent staffing changes and grant terminations at the agency.
    “While not all federal records are required to be preserved permanently, the FRA requires that records only be disposed of in accordance with an approved records schedule,” wrote the senators. “The email does not make any distinction between categories of federal records and does not make any reference to approved agency records schedules. It is unclear whether additional orders were conveyed by other means.” 
    “In a court filing last week, attorneys from the Department of Justice asserted that these disposals did not violate the FRA because ‘they were copies of documents from other agencies or derivatively classified documents, where the originally classified document is retained by another government agency and for which there is no need for USAID to retain a copy,” the senators continued. “This explanation is insufficient.”  
    Under the law, federal agencies are required to submit potential schedules for disposition of records to the National Archives and Records Administration (NARA), which partners with the agencies to determine if and when the documents in question can be destroyed. The determination is based on whether the records possess enough historical or research value to be retained by the government, not on the existence of duplicate copies at other agencies.
    In the letter, the Senators requested that Acting Administrator Rubio provide all relevant records disposition schedules, communications regarding the March 11 directive, communications with the National Archives and Records Administration (NARA), and information on the status of USAID personnel records by March 21, 2025. The Senators also reminded USAID officials that unauthorized destruction of federal records could result in penalties including fines, imprisonment, and loss of government office under federal law. They have requested a response by March 28.

    The Commission monitors closely the implementation of the Ambient Air Quality Directives[1]. Since 2005, the estimated number of premature deaths attributable to exposure to fine particulate matter in Italy has reduced significantly[2], also thanks to the Commission’s enforcement action, but significant implementation gaps remain across Italy.

    Two rulings of the Court of Justice of the European Union established that Italy breached Directive 2008 /50/EC because of systematic exceedances of the limit values for Particulate Matter ( PM10) and Nitrogen dioxide (NO2) and because it did not adopt appropriate measures to keep the exceedance period as short as possible.

    Progress is being closely monitored by the Commission in the framework of the annual reporting on ambient air quality and through periodic meetings with the Italian authorities.

    Given that the breaches of Directive 2008/50/EC found by the Court in Case C-644/18[3] as regards PM10 persist, the Commission issued a letter of formal notice to Italy pursuant to Article 260 of the Treaty on the Functioning of the European Union on 13 March 2024.

    The Commission is currently assessing Italy’s replies to that letter as well as the actions taken by the Italian authorities to execute the Court’s judgment in Case C-573/19[4] as regards NO2.

    Additionally, it is assessing Italy’s replies to the letter of formal notice issued in 2020[5] as regards the exceedances of PM2.5.

    The Union Minister of Ports, Shipping & Waterways, Shri Sarbananda Sonowal joined Global Maritime Leaders at the Singapore Maritime Week (SMW) to discuss, deliberate and devise strategies based on the shared vision for a secure, sustainable and prosperous maritime future. The Minister highlighted the challenges and India’s vision to channel growth of the maritime sector around that. Shri Sonowal also argued for strengthening maritime connectivity and supply chains while the need for collective effort towards a green sustainable maritime future.

    On digitalisation and future ready shipping, the Union Minister reiterated how it is the core strategy of India’s maritime policy. India’s  maritime policies like ONOP, NLP (Marine), and MAITRI are streamlining port services, cutting transaction times, and enabling real-time data. India is also partnering with the UAE and Singapore to create Virtual Trade Corridors for seamless cargo movement. 

    Speaking on the occasion, the Union Minister, Sarbananda Sonowal said, “India’s maritime vision, rooted in ‘Vasudhaiva Kutumbakam’, promotes collaboration and shared prosperity. As a reliable and responsible partner, India is committed to building a green, secure, and inclusive maritime future. Alongside Singapore and global partners, we aim to drive innovation and collective action for a resilient maritime ecosystem.” 

    Shri Sonowal met Senior Minister and ex PM of Singapore, Lee Hsien Loong at the SMW. Union Minister was ushered to the bilateral meeting with Murali Pillai, Minister of State, Ministry of Law and Ministry of Transport, Singapore. The Union Minister also held individual meetings with other senior members of the government including Dr Tan See Leng, Minister for Manpower and Second Minister of Trade and Industry, Singapore; Vivian Balakrishnan, Minister for Foreign Affairs, Singapore. Sonowal said at the SMW that India is addressing supply chain vulnerabilities by developing key corridors like IMEEC, the Eastern Maritime Corridor, and the North-South Transport Corridor to secure trade routes. A USD 20 billion investment would enhance logistics, port connectivity, and trade facilitation. India targets a top-five global shipbuilding rank by 2047 through policy reforms and infrastructure upgrades. Ports aim to grow their global cargo share from 6% to 15% by 2047, supported by a Maritime Development Fund for fleet and shipyard expansion. The GIFT City is also rising as a global hub for maritime finance and ship leasing, offering a competitive gateway to global capital, highlighted Shri Sarbananda Sonowal at the SMW Adding further, he said, “The maritime sector faces both challenges and opportunities, from climate change and geopolitics to digital disruption and shifting trade patterns. Guided by PM Narendra Modi’s vision of Viksit Bharat and Atmanirbhar Bharat, India is advancing as a modern, self-reliant, and globally connected economy. The maritime sector is key to driving growth, resilience, and sustainable connectivity. India is expanding port infrastructure, integrating logistics, and boosting ease of doing business—resulting in greater port efficiency, stronger cargo flows, and growing investor confidence.” 

    In his concluding remark, Shri Sarbananda Sonowal said, “Sustainability is central to India’s maritime strategy. We are advancing green port infrastructure, promoting low-emission shipping, and supporting innovation in low-carbon vessels. Three Green Hydrogen Hub Ports— Kandla, Tuticorin, and Paradip—will drive alternative fuel adoption and green hydrogen production. India is also leading the IMO’s Green Voyage 2050 initiative, helping developing nations in their energy transitions. Our commitment, under the leadership of Prime Minister Shri Narendra Modi ji, extends to developing Green Shipping Corridors, including the proposed India-Singapore Green and Digital Corridor, focused on clean energy and smart logistics. Oceans unite us. Through partnerships, we can turn today’s maritime challenges into shared, sustainable opportunities.”  Sarbananda Sonowal also met Industry Captains including Jeremy Nixon, Global CEO, ONE and Masashi Hamada along with other corporate leaders from the Maritime Sector including APM Terminals, Gateway Terminals.

    The Competition Commission of India (CCI) investigated a total of 35 cartel cases across various sectors over the last five financial years (till 13.03.2025).

    CCI has signed Bilateral/Multilateral Memorandum of Understanding (MoU) with Egypt, Mauritius, Japan, Brazil, BRICS (Brazil, the Russian Federation, People’s Republic of China and the Republic of South Africa), Canada, European Commission, Australia and United States Department of Justice (DOJ) for cooperation in the field of competition law and policy. These MOUs include provision for enforcement cooperation between CCI and its MoU partners, subject to their respective legal framework, constraints, enforcement interests and available resources.

    In addition, India has signed 14 Free Trade Agreements (FTAs) with its trading partners. Some of these FTAs have a separate Chapter on Competition, according to which each Party shall, in accordance with its laws and regulations, take measures which it considers appropriate against anticompetitive activities, in order to facilitate trade and investment flows between the Parties and the efficient functioning of its market.

    The Commission has a Division for trend analysis and conducting research in various sectors of the economy to have a holistic view and to detect any anti-competitive activities. The Competition (Amendment) Act, 2023 introduced the concept of “lesser penalty plus” within the framework of Section 46 of the Act. Consequently, on 20.02.2024, the CCI (Lesser Penalty) Regulations, 2024 were notified, replacing the 2009 regulations and introducing a “lesser penalty plus”(LPP) mechanism to incentivize disclosures of cartels. The LPP mechanism was introduced to incentivize an existing lesser penalty applicant in respect of a cartel to give full, true, and vital disclosures about another cartel, hitherto not in the knowledge of the CCI.

    To further widen the scope of cartel investigation, Hub & Spoke mechanism has been incorporated by introducing the Proviso in Section 3(3) of the Competition Act, 2002 through the Amendment Act 2023 which provides that an enterprise or association of enterprises or a person or association of persons though not engaged in identical or similar trade shall also be presumed to be part of the agreement under this sub-section if it participates or intends to participate in the furtherance of such agreement. 

    CCI, through its enforcement and advocacy mandate, seeks to promote and sustain competition in the markets by conducting market studies and advocacy events, imparting training about competition issues besides carrying out market corrections to eliminate distortions. The CCI conducted 1446 advocacy programmes during the last five financial years (till 19.03.2025).

    Two Florida residents were sentenced today to three years and a year and a day in prison, respectively, for conspiring to defraud the United States by not paying employment taxes to the IRS.

    According to court documents and statements made in court, William Skaggs Jr. owned and operated Nastar Roofing, a roofing company that worked throughout the Ft. Myers area. Billie Adkison was the business’ main office administrator, whose duties included managing payroll. 

    Between 2013 and 2023, Nastar employees — including Skaggs, Adkinson, and others acting at their direction — withdrew over $21 million from the company’s bank accounts to pay employees predominantly in cash without withholding Social Security, Medicare, and federal income taxes from those wages. They did this to escape paying employment taxes they knew were legally required.

    At times, Nastar used a payroll provider to issue employees nominal paychecks, but Nastar did not inform the payroll company about the cash wages. As such, when the payroll company filed employment tax returns with the IRS, the forms were false because they did not report the cash wages. Similarly, when Nastar did not use a payroll provider and filed its own employment tax returns, it did not report the substantial cash wages paid to employees. Both Skaggs and Adkison signed some of these tax returns, knowing that they were false.

    In total, Skaggs and Adkison caused a tax loss to the IRS of nearly $2.5 million.

    In addition to their prison sentences, U.S. District Judge Sheri Polster Chappell for the Middle District of Florida ordered Skaggs and Adkison to serve three years of supervised release. The court will determine restitution at a later date.

    Acting Deputy Assistant Attorney General Karen E. Kelly of the Justice Department’s Tax Division and Acting U.S. Attorney Sara Sweeney for the Middle District of Florida made the announcement.

    IRS Criminal Investigation investigated the case.

    Trial Attorney Kevin Schneider of the Tax Division and Assistant U.S. Attorneys Michael Leeman and Benjamin Winter for the Middle District of Florida prosecuted the case.

    WASHINGTON – The U.S. Department of Labor today announced Catherine Eschbach will lead the Office of Federal Contract Compliance Programs. 

    “I’m honored to serve as director of the OFCCP under the Trump Administration and oversee its transition to its new scope of mission,” Eschbach said. “President Trump made clear in his executive order on eliminating DEI that EO 11246 had facilitated federal contractors adopting DEI practices out of step with the requirements of our Nation’s civil rights laws and that, with the recission of EO 11246, the President mandates federal contractors wind those practices down within 90 days. As director, I’m committed to carrying out President Trump’s executive orders, which will restore a merit-based system to provide all workers with equal opportunity.”

    Prior to her appointment, Eschbach worked for six years in Morgan, Lewis & Bockius LLP’s appellate group where her practice focused on complex constitutional, statutory, and administrative law issues. In that role, she spearheaded successful path-making litigation to return the federal government’s practices to its constitutional limits, including issues affecting OFCCP. As an active attorney in Houston’s legal community, Eschbach was appointed by the Texas Supreme Court to its advisory Grievance Oversight Committee and served as the president of the Houston Lawyers Chapter of the Federalist Society.

    Before joining the firm, Eschbach served as a judicial law clerk for now-Chief Judge Jennifer Walker Elrod of the U.S. Court of Appeals for the Fifth Circuit and Judge David Hittner of the U.S. District Court for the Southern District of Texas. She holds a J.D. from the Pepperdine School of Law and a B.S. from Vanderbilt University.
