  • MIL-OSI Security: Pointe des Robichaud — 28-year-old man dies following single-vehicle crash

    A 28-year-old man from Judique, Nova Scotia, has died following a single-vehicle crash in Pointe des Robichaud, New Brunswick.

    On November 3, 2024, at approximately 1:00 a.m., members of the Tracadie RCMP detachment responded to a report of a single vehicle crash on Highway 11, in Pointe des Robichaud.

    The crash is believed to have occurred when the vehicle, travelling Southbound, crossed the center line and hit two power poles, and three people were ejected from the vehicle. One man died at the scene and another two men were taken to hospital to be treated for their injuries.

    Members of the Tracadie Fire Department and Ambulance New Brunswick also attended the scene. An RCMP collision reconstructionist and a member of the New Brunswick Coroner’s office is assisting with the investigation.

    An autopsy has been scheduled to determine the man’s exact cause of death.

    The investigation is ongoing.

  • MIL-OSI Security: Yarmouth — Southwest Nova RCMP Major Crime Unit investigating suspicious deaths

    The Southwest Nova RCMP Major Crime Unit is investigating two suspicious deaths that occurred in Yarmouth.

    On November 1, at approximately 2:40 p.m., Yarmouth Town RCMP responded to the sudden deaths of two adults who were known to each other. Responding officers found the remains of a 58-year-old man and a 49-year-old woman inside a home on Placid Crt.

    The deaths are being treated as suspicious.

    The ongoing investigation into the deaths is being led by the Southwest Nova RCMP Major Crime Unit with assistance from Yarmouth Town RCMP, the Yarmouth Town RCMP General Investigation Section, Yarmouth Rural RCMP, the Shelburne Street Crime Enforcement Unit, Forensic Identification Services, Digital Forensics Services, Southwest Nova Traffic Services, and the Nova Scotia Medical Examiner Service.

    The investigation is in its early stages; no further details will be released at this time.

  • MIL-OSI New Zealand: Homicide inquiry underway, Glen Eden

    A homicide investigation is underway following the death of a woman in Glen Eden last night.

    Emergency services were called to a family harm incident at a Brandon Road address at about 11.08pm.

    Detective Senior Sergeant Kim Libby, Waitemata CIB says a woman was found in a critical condition with multiple stab wounds and was transported to hospital, however she died a short time later.

    “A 33-year-old man was arrested at the scene and has been charged with her murder.

    “He will appear in Waitākere District Court today and Police are not currently seeking anyone else in relation to this matter.”

    Detective Senior Sergeant Libby says cordons remain in place and a scene examination is underway.

    “An increased Police presence will remain in the area while enquiries are carried out, however we do not believe there is any ongoing risk to the public.

    “Our thoughts are with the victim’s family and we are providing them with support at this tragic time.”

    He says Police would like to hear from anyone who may have been in the area overnight and witnessed anything of note, or has any information in relation to this incident.

  • MIL-OSI New Zealand: False plates land one in court

    The driver of a vehicle bearing false plates who allegedly attempted to attack a Police dog with a garden tool will now face court.

    Just after 3.30am, Police spotted a vehicle travelling on Motatau Road, Papatoetoe bearing a false rear plate and no front plate.

    Counties Manukau West Area Response Manager, Senior Sergeant Steve Albrey, says the vehicle was quickly confirmed as stolen and was stopped shortly after.

    “Three occupants were taken into custody quickly, however a fourth occupant has fled on foot.

    “Delta, the Police dog unit, has tracked the person to a residential property where he has allegedly attempted to attack the dog with a garden trowel, which resulted in a bite to his upper arm.”

    Senior Sergeant Albrey says the 26-year-old man was treated for his injury and will appear in Manukau District Court today charged with unlawfully taking a motor vehicle.

    “Thankfully the dog was uninjured and we are pleased to have made an arrest on this matter.

    “This was a great outcome from our staff last night who have now put a man before the Court.”

    Mental health workers fear serious harm to themselves, their clients and members of the public from the withdrawal of police support for mental health call outs, a PSA survey shows.
    The phased withdrawal of police from responding to mental health callouts begins today. This includes police staying in EDs for a maximum of 60 minutes, falling to 15 minutes.
    “Mental health workers are saying loud and clear the implementation of the change is profoundly unsafe and that the risks of serious harm to them, the people in their care and the public are very high,” said Ashok Shankar, Health Lead for Public Service Association Te Pūkenga Here Tikanga Mahi.
    “We are calling on Te Whatu Ora and the police to delay this change until we can be reassured it can be done safely. Our members are at the frontline of this change, they know the risks, so it’s extremely disappointing that their views to date have been ignored.
    “It’s high time both the Health and Mental Health Ministers step in before real harm is caused.
    “Te Whatu Ora is failing to properly plan for the transition to the new regime despite months of consultation. Our members are not getting the extra training they deserve to adjust to the change.
    “One highly experienced mental health worker, who leads a team, said he only received a raft of documents explaining changes to operating procedures 10 days out from the 4 November start date.
    ‘These changes are going to add to the burden of what we endure now’, he said. He warned Te Whatu Ora that ‘patients, the public and staff will be injured, maimed and no doubt die in response to these changes and the poor planning and resourcing that goes with it’.
    Ashok Shankar said: “Mental health crisis teams are already under extreme stress – workloads are as heavy as they have ever been, yet the Government is allowing even more pressure to pile on overstretched teams.
    “Te Whatu Ora needs to expand mental health teams and provide additional training, if required, so they can safely pick up the burden of taking over from the police.
    “But the hiring freeze and the Government’s failure to properly fund Te Whatu Ora is making a dire situation that much worse.
    “The survey shows members expect time taken to see people in distress will increase. It will mean those with less urgent needs will wait even longer as more urgent cases are prioritised. Their health outcomes are being put at risk. That’s just not acceptable when we already have a mental health crisis in this country.
    “Mental health should be a priority – all of us want the best outcome for the people and their families facing challenges, but this process of police handover feels botched from the get-go – patients and workers may pay a heavy price,” said Ashok Shankar.

    The survey was taken between 8 and 22 October 2024 and sent to 6,151 members who work in mental health. It attracted 438 responses. The margin of error is 5% at a 95% confidence interval.
    – 66% of workers say they are not confident in the ability of their workplace to manage risk. Only 12% are confident.
    – 38% disagree or strongly disagree that their workplace has a process in place to assess risk in mental health response
    – 88% say it will increase safety risk for clients
    – 91% say it will increase safety risk for workers
    – 86% say it risks increasing workloads
    – 72% say it risks increasing the time taken to see people

    I can understand the pressures that the police service are under and the reasons they want to withdraw, however there is no alternative in place so this just leaves a dangerous void in the process and I would not be surprised if there is an increase in incidents and possibly even lives being at risk.
    I do not understand how an 111 operator with just one days training in mental health could over rule the registered mental health professional decision who could be facing an client and made a risk assessment.
    Police are the only ones who can detain under the Act, and therefore, a withdrawal of their support when requested means more people will go without treatment, more people will fall off the act, the more people with become unwell, and the more mental health patients will end up in Police custody
    As a staff member I am left wondering of we will be safe and whether we will have to argue with police comms to get officers to respond to a danger to life. Having the building smashed up is scary enough but risk to staff, clients and the public is even worse.
    I think it is appropriate. My only concern is if Police take it upon themselves to determine if a person is mentally disordered or not. It could open the gate for police to deliver people to ED who are socially problematic but do not meet a criminal offense threshold. Would not want to see ED inappropriately burdened with these people. Perhaps police liaison nurses, based with Police would be a better use of a resource.
    The withdrawal of police at mental health jobs ultimately shows a failure in resource division at the national government level.
    I feel sorry for the police, but our system is in crisis. I am actually returning to work at present after being knocked out by a patient and having several months off with a nasty concussion. I don’t want this to happen again to myself or any other staff. I am lucky that I did not suffer a more serious injury.
    We are feeling very anxious about the safety of both ourselves and the patients and families involved with the withdrawal process. While we understand that we have the right to refuse and walk away, doing so may leave families at risk with individuals who are very unwell.
    It makes me reconsider my career choices. Do I really want to be in a front-line role where I have to justify my requests for assistance by Police in writing to non-health professionals with limited training in assessing mental health risk?
    The most important change that could be made is for us to have more staff, skilled staff rather than inexperienced ones that we have to spend time teaching when there already is too much to do in terms of clinical assessments.

  • MIL-OSI Australia: Staff intervene during property damage

    A man was arrested at licenced premises in Fullarton yesterday after causing damage and assaulting staff members.

    About 2pm Sunday 3 November police were called to a hotel on Glen Osmond Road after a man entered the gaming room and caused damage to a number of pokie machines. Staff intervened and were allegedly assaulted by the man, however they were able to restrain him until police arrived.

    Police attended and placed the 34-year-old NSW man under arrest. He has been charged with property damage, two counts of assault, affray and possess controlled drug.

    The man was refused bail and will appear in the Adelaide Magistrates Court Monday 4 November. He was also issued a barring order from the premises.

  • MIL-OSI New Zealand: UPDATE: State Highway 2 Kaitoke to Featherston now OPEN following serious crash

    State Highway 2 is now open to traffic in both directions following this morning’s serious crash.

    The highway was closed for around four hours while the Police Serious Crash Unit carried out an investigation, and the crash scene was cleared.

    9 am:

    State Highway 2 remains closed between Kaitoke and Featherston following a serious crash earlier this morning.

    The Police Serious Crash Unit  is at the scene conducting an investigation – the highway is closed while this is on-going.

    Drivers must avoid the area, delay their journey, or use an alternative route – the Paihiatua Track (Aokautere – Paihiatua) or Saddle Road (Woodville – Ashurst). These require up to three hours additional travel time.

    6:10 am:

    State Highway 2 is closed near Kaitoke as emergency services and contractors attend a serious crash in the area.

    The two-car collision, near the intersections of Gilbert Road and Waterworks Road, was reported around five o’clock this morning.

    State Highway 2 is currently closed between Gilbert Road and Waterworks Road, meaning there is no access between  Upper Hutt and Featherston. This closure will be extended to cover all of Remutaka Hill,  Kaitoke – Featherston.

    The highway is expected to remain closed for several hours while the crash is cleared, and a Police Serios Crash Unit investigation is completed.

    Drivers must follow the instructions of emergency services at the scene.

    Road users are asked to avoid the area, delay their journeys, or use an alternative route.

    The only alternative routes between Wellington and Wairarapa are the Paihiatua Track (Aokautere – Paihiatua) or Saddle Road (Woodville – Ashurst). These require up to three hours additional travel time.

    Meanwhile, drivers can also expect delays on State Highway 59 near Pukerua Bay where a crash has blocked the road’s southbound lane. People travelling between Paekākāriki and Porirua should use State Highway 1 as an alternative route.

    Washington, DC – Today, U.S. Representatives Young Kim (CA-40) and Wiley Nickel (NC-13) introduced the Ending Scam Credit Repair Act (ESCRA) to combat fraudulent practices in the credit repair industry. The bill targets credit repair organizations (CROs) that exploit consumers by charging high fees without delivering on promises to improve credit scores. By strengthening CROs regulations, the bill will ensure transparency and accountability in the industry.

    The bipartisan Ending Scam Credit Repair Act empowers consumers by ensuring that CROs only receive payment after delivering documented improvements to credit reports, while increasing civil penalties for violations.

    “Credit scores can be the key to unlocking the American dream. Fraudulent CROs should not get away with scamming hardworking Americans seeking to improve their scores,” said Congresswoman Young Kim. “The Ending Scam Credit Repair Act creates accountability and transparency for consumers and hikes penalties for scammers.     Police have expressed disappointment after several people were caught drink and drug driving, speeding, not wearing seat belts, using mobile phones illegally and driving without a licence in the North West over the weekend.
    Inspector Adam Spencer from Western Road Policing Services said police were upfront that officers would be out in force over the long weekend.
    “We were out and about in rural and popular tourist areas as we said we would be,” he said.
    “This included a major police operation in the Smithton and Arthur River areas, and the results were very disappointing.”
    “Between Queenstown, Smithton, Devonport and Burnie, our police issued 24 infringement notices.”
    “Police will again be out in force as the long weekend continues today, you can expect to see us again on highways, urban and rural roads.”
    “Please do the right thing and obey the road rules so everyone can get home safely.”
    Results included:

    28-year-old man intercepted in Devonport and returned a reading of 0.243, almost five times the legal limit. Disqualified from driving and will appear in court.
    40-year-old Burnie woman intercepted following reports she was driving under the influence after leaving a licensed premises. Returned a reading of 0.178. Disqualified from driving and will appear in court.
    66-year-old Montagu man caught drink driving and not wearing a seatbelt. Disqualified from driving and will appear in court.
    60-year-old Boat Harbour man returned a positive drug test and quantities of a controlled substance were located in his vehicle. He will be summoned to court.
    26-year-old Devonport man caught hooning. He was arrested and charged and the vehicle was clamped.
    33-year-old Devonport woman caught driving disqualified. Will appear in court.
    43-year-old Irish Town man detected speeding 32km/h over the posted limit on Blackwater Road, West Coast. Given five demerit points and a $606 fine.
    59-year-old Port Sorell man detected speeding 33km/h over the posted limit on Backline Road, Forest. Given five demerit points and a $606 fine.

  • MIL-OSI Australia: Better health taking flight for rural and regional Tasmanians

    As part of the Albanese and Rockliff governments’ commitment to improving the state’s regional healthcare, the new Tasmanian home of the Royal Flying Doctor Service (RFDS) is a step closer, with planning and design works underway.

    The $21.3 million redevelopment will support the RFDS to expand its operations, and was made possible by $15 million from the Albanese Government, $6 million from the Rockliff Government, and additional support from the RFDS.

    The new base at Launceston Airport will boost capacity for rotary and fixed-wing aircraft, as well as ground vehicle transfers, and will include space needed to cater for surge workers through either infectious disease outbreaks, or for fire-fighting personnel to tackle bushfires.

    This will enable the RFDS to increase outreach support such as mobile mental health services, mobile dental services, and mobile general practitioner services – and support them to deliver urgent care to people across regional Tasmania.

    Federal Minister for Regional Development and Local Government, Kristy McBain joined Federal Member for Lyons, Brian Mitchell last week to inspect the site of the new base, and to receive an update on the project.

    Up to 62 full time jobs will be supported during the construction phase, with up to 41 ongoing jobs in the healthcare sector set to be created once operational in 2027.

    When completed, the facility will also house staff and equipment for other emergency service providers, including Ambulance Tasmania, Tasmanian Police and the Fixed Wing Aeromedical Providers.

    Alexandra Police are wanting to hear from anyone who witnessed a man acting suspiciously around vehicles in the Roxburgh area on Sunday.

    A man was arrested following a burglary at a commercial premises on Teviot Street, Roxburgh just before midday.

    He was found to be in possession of a quantity of coins, and Police would like to hear from anyone who witnessed a man interfering with vehicles or acting suspiciously on Sunday morning around Teviot Street and the surrounding areas.

  • MIL-OSI Australia: $21 million for alcohol and drug services in Northern NSW, as Drug Summit begins in Lismore

    The NSW Government is committing $21 million over four years to enhance alcohol and other drug (AOD) treatment and support for people in Northern NSW, as the second day of the regional Drug Summit begins in Lismore.

    This includes $6.8 million for three new programs to be provided by not-for-profit AOD services and mental health organisation The Buttery, including:

    • $2.6 million for a new day rehabilitation program and counselling for people with dependent children;
    • $2 million over four years for community-based withdrawal management and counselling for priority population groups; and
    • $2.2 million over four years for a new post-custodial support service.

    Community Rehabilitation

    The Community Rehabilitation for Parents program will provide day rehabilitation with individual care-coordination, counselling, and psychosocial support for up to six months for people aged over 18 with a substance use disorder and dependent children.

    The program is expected to support up to 48 people each year.

    Withdrawal management and counselling

    People will be offered withdrawal management in partnership with local GPs, assertive case-management and AOD psychosocial counselling for up to six months.

    Face to face and virtual care will be available. Up to 360 people will be able to receive treatment each year across Northern NSW and the Mid-North Coast.

    Post-custodial support

    Case management and support will be offered to people in Northern NSW and the Mid North Coast up to three months prior to release from custody and up to 12 months post-release.

    Northern NSW Local Health District services

    As part of this announcement, Northern NSW Local Health District will receive funding to support the following services:

    • $1.5 million to establish Substance Use in Pregnancy and Parenting Services across multiple locations including Tweed Byron Ballina, Richmond and Grafton. A virtual care component will support mothers and parents in rural locations to enable increased engagement with AOD services.
    • $700,000 to expand alcohol and other drug hospital consultation services in Lismore, Tweed, Clarence and Byron/Ballina to better support acute services, provide extended hours of coverage, and virtual care.
    • $1.6 million for expansion and integration of AOD services for young people, including enhance partnerships with other agencies including Department of Communities and Justice, Headspace, Youth Justice and HARP. The service will be available in 3 locations and includes virtual care.

    Drug Summit in Lismore

    The 2024 Drug Summit is underway in NSW with the second regional forum taking place in Lismore today, following the first day of the Summit in Griffith last Friday.

    The Summit will also be held in Sydney on 4 and 5 December, bringing together health experts, police, people with lived and living experiences, drug user organisations, families and other stakeholders to provide a range of perspectives.

    Sydney is taking its place among the iconic marathon cities of the world, becoming just the seventh Abbott World Marathon Major alongside New York, London, Tokyo, Boston, Chicago and Berlin.

    With the support of the NSW Government over a three-year candidacy and review period, the Sydney Marathon now joins the elite club of Abbott World Marathon Majors after international organisers announced their decision at the New York Marathon overnight.

    Sydney’s new status is expected to drive a wave of international and interstate runners, along with familes, friends and event support crew to visit NSW.

    The Sydney Marathon will become an instant bucket list event for thousands of runners across the globe who have already achieved the “six star medal” for completing all six major marathons – and thousands more who have been aiming for the same goal but will now want to add Sydney to their to-do list.

    Major status positions Sydney as the major events capital of the Asia Pacific and brings global spotlight, with other marathons being watched by an average global broadcast audience of 20 million viewers.

    Currently, all six Abbott World Marathon Majors are oversubscribed. For example, more than 840,000 people have applied to run in the London Marathon next year, with only about 55,000 places on offer.

    Destination NSW estimates an extra $73 million in visitor expenditure will be added to the NSW economy over the next three years as a result of Sydney Marathon’s elevation. Over a decade, an extra $300 million will be added to the economy, with many visitors to Sydney taking the opportunity to visit regional NSW while in Australia.

    The elevation of the Sydney Marathon to major status has been made possible through a funding and strategic partnership with the NSW Government through Destination NSW. Government support was a requirement of the Abbott World Marathon Majors criteria and involves cross agency collaboration with Transport for NSW, Destination NSW, NSW Police and NSW Ambulance.

    The TCS Sydney Marathon cleared its final hurdle in September after three years of being judged against the assessment criteria of Abbott World Marathon Majors.

    There were 25,000 registered runners for the marathon that winds its way through the harbour city and finishes at the Sydney Opera House.

    Participation in the Sydney Marathon has increased by 400% since 2022, from 5,000 entries to 25,000 in 2024. It is expected that 33,300 will greet the starter’s gun in August 2025, rising to 37,800 in 2027.

    Ongoing support for the Sydney Marathon is part of the broader Minns Government plan to grow the NSW Visitor Economy to $91 billion in expenditure by 2035.

    The Prime Minister is set to announce an additional £75 million to boost border security, bringing the investment in the Border Security Command over the next two years to £150 million. 

    Marking the first time the INTERPOL General Assembly has been hosted in the UK in over 50 years, Keir Starmer will today (4 November) open the Assembly in Glasgow by setting out his personal mission to smash the people smuggling gangs by resetting the UK’s whole approach to this challenge and intensifying international collaboration to meet the global scale of the threat.

    The General Assembly is INTERPOL’s supreme governing body and comprises senior ministerial and policing leads from the organisation’s 196 member states. 

    In his speech, the Prime Minister will set out his plans to draw on his experience of bringing together agencies to tackle international terrorist and drug smuggling gangs during his time as Director of Public Prosecutions to dismantle the people smuggling gangs who drive illegal migration, profit from human misery and represent a serious threat to global security. 

    He will also set out how the £150 million will provide additional specialist investigators and state of the art surveillance equipment to ensure those behind this criminal activity are stopped and brought to justice. 

    This major funding boost for the government’s new Border Security Command will initially be directed towards a range of enforcement and intelligence activity, including:

    • Investing heavily in NCA technology and capabilities, delivering advanced data exploitation and improvements to technologies to boost collaboration with European partners to investigate and break people smuggling networks.
    • 300 staff for the new Border Security Command, who will strengthen global partnerships, deliver new legislation and lead the system through investment and strategy.
    • 100 specialist investigators and intelligence officers for the NCA, dedicated to tackling criminals who facilitate people smuggling. 
    • Creating a new specialist OIC Intelligence Source Unit which will cohere intelligence flows from key police forces. 

    • Boosting the Crown Prosecution Service’s ability to deliver charging decisions more quickly on international organised crime cases. 

    The Border Security Command, led by Martin Hewitt CBE QPM, will be provided with enhanced powers – through a new Border Security, Asylum and Immigration Bill – to tackle organised immigration crime whilst providing for strong and effective border security. 

    New measures will make it easier to detect, disrupt and deter those seeking to engage in and benefit from organised immigration crime. The Command will also coordinate the work of intelligence agencies and law enforcement, who lead joint investigations with European counterparts to ensure we can bring those responsible to justice.

    Prime Minister Sir Keir Starmer is expected to say:

    “The world needs to wake up to the severity of this challenge.  I was elected to deliver security for the British people. And strong borders are a part of that. But security doesn’t stop at our borders.  

    “There’s nothing progressive about turning a blind eye as men, women and children die in the Channel.

    “This is a vile trade that must be stamped out – wherever it thrives. So we’re taking our approach to counter-terrorism – which we know works, and applying it to the gangs, with our new Border Security Command. 

    “We’re ending the fragmentation between policing, Border Force and our intelligence agencies.”

    Home Secretary Yvette Cooper said: 

    “Criminal smuggler gangs profit from undermining our border security and putting lives at risk and they have been getting away with it for far too long.

    “Our new Border Security Command, with the investment set out today, will mean a huge step change in the way we target these criminal gangs. People smugglers and traffickers operate in networks across borders, that’s why we have launched a major boost to our cooperation with international partners including other European countries, the G7 and Europol, and why we are so pleased to be hosting the INTERPOL conference on tackling international crime in Glasgow today.”

    The Prime Minister will also announce that the UK Government has increased its in-year support for INTERPOL’s global operations through a £6 million investment which harnesses the organisation’s unique capabilities to tackle serious organised crime affecting the UK. 

    Addressing the General Assembly, the Prime Minister will say that closer cooperation with international partners is key as he details how the gangs’ operations span from the money markets in Kabul through to the Kurdish region of Iraq and right across Europe and into the UK. 

    He will stress the government’s ongoing commitment to strengthening security agreements to facilitate greater sharing of intelligence and more joint operational work, in particular through Europol. 

    The Home Office will also invest £24m in the new financial year to tackle international serious organised crime affecting the UK including drugs and firearms, fraud, trafficking and exploitation. Funds will in part be used to bolster work done by special prosecutors and operational partners in the Western Balkans.

    There were more than 5,000 drug related deaths in 2023, with most of the illegal drugs causing these coming from overseas or facilitated by transnational gangs. ISOC funding will also be used to tackle drug smuggling upstream and at the UK border, building on recent successes, such as the effective collaboration with the US and Ecuador, which has resulted in the seizure of 19 tonnes of cocaine.

    National Crime Agency Director General Graeme Biggar said:

    “Serious and organised crime causes more harm, to more people, more often than any other national security threat. And almost all of serious and organised crime now has an international nexus. Distance, borders and languages are meaningless to criminals. This is why collaborations with INTERPOL have never been as important as they are today.

    “Tackling organised crime, and especially immigration crime, remains a top priority for the NCA. We are currently leading around 70 investigations into the gangs or individuals involved in the highest echelons of this type of criminality, and we are devoting more resources to it than ever before.

    “We have built up our intelligence sharing effort with law enforcement partners across Europe and beyond, including having more NCA officers based overseas, sharing intelligence and working side by side on joint investigations. This approach is bringing operational results with arrests and prosecutions, but we are also we are seeking to disrupt the people smugglers’ business model, through targeting their social media offering, their supply routes for equipment, and their financial flows.

    “We are determined to do all we can to disrupt and dismantle these networks, wherever they operate.”

    The announcement comes just a month after Britain joined up to a new G7 anti migrant smuggling action plan which included pledges to bolster border security, combat transnational organised crime, and protect vulnerable individuals from exploitation by smugglers. 

    The plan includes new, intelligence-led joint investigative actions to target criminal smuggling routes, working with social media platforms and internet providers to remove harmful content promoting illegal migration services or advertising fake job opportunities, and strengthening capabilities to monitor and anticipate irregular migration flows at both global and regional levels.

    On Wednesday 30 October, Northern Territory Police responded to reports of a pedestrian being struck by a bicycle in Nakara.

    Around 3:15pm, a youth on a bicycle collided with a 49-year-old woman on the corner of Goodman Street and Rowling Street.

    The woman was conveyed to Royal Darwin Hospital with serious injuries and later succumbed to her injuries on Saturday 2 November 2024.

    A report will be prepared for the coroner.

    The Lives Lost on Territory Roads in 2024 now stands at 54.

  • MIL-OSI China: 5 killed in car-train collision in Poland

    A car collided with a train at an unguarded railway crossing in northeastern Poland on Sunday afternoon, killing all five passengers in the vehicle on the spot, according to Warmian-Masurian province police.

    According to the local media report, the car ran directly into the path of an oncoming train. The five victims included two adults and three children.

    Police, prosecutors, and firefighters are working at the railway crossing in Karwica Mazurska near the historic town of Pisz, investigating the tragedy. It is not yet known why the car driver did not stop at the “STOP” sign.

    Train traffic between Pisz and Spychow has been completely suspended. Traffic disruptions may last several hours due to the accident.

  • MIL-OSI United Kingdom: Carer Support Payment now Scotland-wide

    Tens of thousands of carers can now apply for support as benefit roll-out complete. 

    Tens of thousands more unpaid carers in Scotland can apply for a new benefit from today (4 November). 

    Carer Support Payment, which is a payment of £81.90 per week paid by Social Security Scotland, has been introduced in phases since November 2023. 

    It has been extended to people living in 19 more local authority areas including Glasgow, Edinburgh, Orkney and the Scottish Borders. 

    It is now available in every local authority in the country, marking the completion of the roll-out of Scotland’s 14th benefit. 

    It is for unpaid carers who provide 35 or more hours of care a week to someone who gets disability benefits.  Carer Support Payment, is the replacement in Scotland for Carer’s Allowance which is delivered by the Department for Work and Pensions (DWP). 

    Unlike Carer’s Allowance, Carer Support Payment is available to some carers in education. This includes full-time students aged 20 or over and students under 20 who are in advanced or higher education. 

    In June, eligibility was extended to carers aged 16-19 in non-advanced education. This includes those studying for National Certificates, Highers and Advanced Highers, who meet certain criteria, for example, not having any parental support. 
     
    As part of the roll out, new backdating rules were introduced meaning that some carers – mostly full-time students – living in the new areas can apply to have their payments backdated to when Carer Support Payment was introduced. 

    Cabinet Secretary for Social Justice, Shirley-Anne Somerville said: 

    “The importance of the role of unpaid carers should not be underestimated. Their work is vital to the people they look after and to society as a whole.  

    “I am delighted that Carer Support Payment is now available in every local authority in Scotland. Many students will now be able to get this financial support for the first time, thanks to changes made by the Scottish Government. 

    “I urge anyone who thinks they might be eligible to find out more.” 

    According to Carers Trust Scotland, it is estimated that there are around 35,000 unpaid carers attending college or university in Scotland. Paul Traynor, Head of External Affairs at Carers Trust Scotland, welcomes the national roll out. He said:  

    “The immense contribution of unpaid carers to society cannot be understated, providing vital caring roles to their family and friends, and helping to hold society together.    

    “Over 100,000 unpaid carers in Scotland are living in poverty and we hear all too often of the financial pressures of juggling studying and caring, where supplementing their income through employment is extremely challenging or not possible. Research highlights that student carers can be up to four times more likely to drop out of college or university and financial struggles are often one of the key reasons for this.    

    “The national roll out of Carer Support Payment will help make a significant difference to many carers’ lives and support more student carers to remain and succeed in education.” 

    Background 

    • Carer Support Payment opened for new applications in further areas on 4 November. Unpaid carers in Argyll & Bute, Clackmannanshire, Dumfries & Galloway, East Dunbartonshire, East Lothian, East Renfrewshire, Edinburgh, Falkirk, Glasgow, Highland, Inverclyde, Midlothian, Orkney Islands, Renfrewshire, Scottish Borders, Shetland Islands, Stirling, West Dunbartonshire and West Lothian can now apply. Carers can find out more, and apply at https://www.mygov.scot/carer-support-payment 
    • Changes to allow more young carers in education to access Carer Support Payment have been in force since June. Carers aged 16 to 19 in full-time ‘non advanced’ education can be eligible if they have certain exceptional circumstances – including if they have no support from parents or are responsible for a child or young person. Non-advanced education includes school and college courses such as National Certificates, Highers and Advanced Highers. 
    • Special backdating rules for the Carer Support Payment roll out mean that carers who are not eligible for Carer’s Allowance but are eligible for Carer Support Payment, and are living in areas outside of the initial pilot areas, can apply to have their payments backdated to the date Carer Support Payment first became available. The rules are designed to stop carers missing out on money they are entitled to because they live in an area included in the later phases of the rollout. 
    • To get fully backdated payments under these special rules, carers should apply within 13 weeks of the benefit becoming available in their area. The deadline for carers living in the new areas (Argyll & Bute, Clackmannanshire, Dumfries & Galloway, East Dunbartonshire, East Lothian, East Renfrewshire, Edinburgh, Falkirk, Glasgow, Highland, Inverclyde, Midlothian, Orkney Islands, Renfrewshire, Scottish Borders, Shetland Islands, Stirling, West Dunbartonshire and West Lothian) is 2 February 2025. Carers may still be able to get fully backdated support after this if they have a good reason for missing the deadline. The deadline for carers living in the areas where the benefit opened in August – Aberdeen, Aberdeenshire, Fife, Moray and North, East and South Ayrshire – is 17 November 2024. Carers may still be able to get fully backdated support after this if they have a good reason for missing the deadline. 
    • Carers in Scotland who already get Carer’s Allowance will have their benefits automatically transferred to Carer Support Payment. Social Security Scotland will write to people in advance to let them know that their award will be moving. 
    • The transfer of awards began in February this year. It is due to complete in Spring 2025.

    Burkina Faso

    Terrorism
    There is a high threat of terrorism in Burkina Faso, particularly in border areas with Mali and Niger. States of emergencies remain in place in several border regions. In 2018, terrorist groups released a statement declaring their intention to target westerners and western companies in the Sahel. There have been multiple attacks in the capital and elsewhere in the country since 2016, including:

    • On 11 June 2022, over 100 people were killed in an attack in Seytenga, Seno Province.
    • On 4 and 5 June 2021, over 160 people were killed in attack on Solhan village, in the northeast.
    • On 26 April 2021, 3 foreign nationals were killed in an ambush on the PK 60 road between Fada-N’Gourma and Pama.
    • On 1 December 2019, at least 14 people were killed in a shooting attack inside a church in Hantoukoura.
    • On 5 November 2019, 37 people were killed and a further 60 injured in an attack on a convoy carrying workers to a Canadian gold mine near Boungou.
    • On March 2, 2018, extremists attacked the French Embassy and Burkina Faso’s military headquarters in downtown Ouagadougou. Eight security force personnel, including soldiers and police officers were killed and over 80 others were injured.
    • On 13 August 2017, gunmen attacked the Aziz Istanbul restaurant in Ouagadougou, killing at least 18 people.
    • On 15 January 2016, armed gunmen attacked the Splendid Hotel and Café Cappuccino in Ouagadougou resulted in 30 deaths, a large number of whom were foreign nationals.

    Terrorist attacks could occur at anytime, anywhere in Burkina Faso and may be directed at locations with foreign interests or known to be frequented by foreigners, such as embassies, hotels, bars, restaurants, markets, airports, shopping areas, tourist sites, public transport facilities, mining operations and places of worship.

    New Zealanders throughout Burkina Faso are advised to maintain a high degree of security awareness at all times, particularly in public areas. Avoid all large gatherings, including music festivals, concerts, sporting events and any public demonstrations or protests. Keep yourself informed of potential risks to safety and security by monitoring the media and other local sources of information and follow the instructions of local authorities at all times.

    Kidnapping
    There is a heightened threat of kidnapping in Burkina Faso. Terrorist groups such as Al Qaeda in the Islamic Maghreb (AQIM) have stated their intention to kidnap foreigners and may cross the borders from Mali and Niger to carry out kidnappings.

    A number of foreigners have previously been kidnapped in Burkina Faso and the wider Sahel region. In April 2022, a Polish national was kidnapped in north-eastern Burkina Faso and in September 2022, a US national was kidnapped in Yalgo, also in north-eastern Burkina Faso. The threat is likely to continue.

    New Zealanders in Burkina Faso are strongly advised to seek professional security advice or protection before travelling to areas of particular risk.

    Political Situation/Civil Unrest
    The security situation has deteriorated significantly in recent years. The political situation continues to evolve following the military coup on 30 September 2022. 

    Demonstrations occur regularly and have taken place in major cities. They have the potential to result in violence or clashes, gunfire has been reported in Ougadougou. Expect an increased security presence country-wide and comply with any instructions issued by the local authorities, including any curfews or restrictions of movement. Continued disruptions to internet and other telecommunication services are possible.

    New Zealanders in Burkina Faso are advised to avoid all protests, demonstrations and large gatherings. 

    Banditry
    Banditry is a security concern in Burkina Faso. There continue to be reports of attacks by armed criminals on vehicles, including buses, travelling on a variety of main and secondary roads across the country. Criminals have used road blocks to stop and rob travellers and have been known to open fire on vehicles that refuse to stop. While bandits mainly steal valuables, they may physically harm victims during the course of a robbery.

    The highest number of incidents occur in the eastern region but there have been a number of attacks in other regions and the threat exists throughout Burkina Faso. Remote and border regions are especially vulnerable.

    New Zealanders in Burkina Faso are advised to travel in convoy if possible, stay on clearly marked roads and avoid travel by night outside major centres. You should seek local advice before setting out and follow a police patrol where possible.

    Crime
    Street crime is prevalent in Burkina Faso and foreigners may be specifically targeted due to their perceived wealth. Bag-snatchings, muggings and theft from hotel rooms are common, particularly in Ouagadougou. The central market and the area around the United Nations circle are often targeted by thieves. Theft is often perpetrated by one or two people on motorbikes.

    Criminals in urban areas may carry knives in order to cut straps on bags and can become violent if the victim is non-compliant. Sexual assault occurs periodically in smaller towns and within Ouagadougou.

    New Zealanders are advised to exercise particular vigilance in crowded or public areas, avoid showing signs of affluence and keep personal belongings secure at all times.

    When driving you should keep doors locked, windows up and keep any valuables out of sight. Avoid travelling alone at night, as risks increase after dark.

    Scams
    Commercial and internet fraud is a common problem in Burkino Faso. New Zealanders in Burkina Faso should be wary of any offers that seem too good to be true, as they may be a scam. For further information see our advice on Internet Fraud and International Scams and Internet dating scams.

    General Travel Advice
    As there is no New Zealand diplomatic presence in Burkina Faso, the ability of the government to provide consular assistance to New Zealand citizens is extremely limited.

    We offer advice to New Zealanders about contingency planning that travellers to Burkina Faso should consider.

    New Zealanders are advised to respect religious and social traditions in Burkina Faso to avoid offending local sensitivities.

    Modern medical services in Burkina Faso are very limited, New Zealanders travelling or living in Burkina Faso should have a comprehensive travel insurance policy in place that includes provision for medical evacuation by air.

    About 12.15pm on Monday 4 November, emergency services were called to Main South Road at Wattle Flat after reports of a crash involving a truck and multiple cars.

    Main South Road will be closed to all traffic between Main Street at Yankalilla and Forktree Road at Myponga.  Please avoid the area.

I am truly delighted to welcome you to the opening of the Hong Kong Legal Week 2024, and to the Asia-Pacific International Private Law Summit 2024.Hong Kong Legal Week 2024     The Hong Kong Legal Week is an annual flagship event of the Department of Justice. Since its inception in 2019, the Hong Kong Legal Week has served as a dynamic forum where legal professionals, scholars, judges and experts come together to discuss critical legal issues that resonate not only within Hong Kong but throughout the wider Asia-Pacific region and beyond.     The theme of this year is “Hong Kong Common Law System: World-Class Springboard to China and Beyond”. It emphasises Hong Kong’s unique role as a gateway between China, the Asia Pacific and the world. Under the “one country, two systems” principle, Hong Kong is the only common law jurisdiction within China. Our strong legal foundation, coupled with our close ties with and support from the Mainland, positions us as a critical hub for legal and economic collaboration across the region and beyond.Asia-Pacific International Private Law Summit 2024     We begin this week with today’s Asia-Pacific International Private Law Summit 2024. Building on the success of the inaugural Summit in 2022, the Department of Justice once again partners with the International Institute for the Unification of Private Law (UNIDROIT) to organise this Summit under the theme “Springboard to Opportunities: Utilising International Private Law and Technology to Facilitate Access to Credit, Investment, and Sustainable Development in the Asia-Pacific Region”.     The Asia-Pacific region is home to enormous economic potential and encompasses a diverse array of legal systems. While this diversity enriches our legal and cultural landscape, it also introduces complexities and uncertainties for businesses navigating cross-border transactions. To unlock the region’s full economic potential and ensure long-term sustainable growth, harmonisation and modernisation of private law across the region is essential.     Recognising this need, today’s summit gathers leading legal minds from across the Asia Pacific, together with experts from UNIDROIT, to explore how the unification and co-ordination of various areas of private law can support economic growth and facilitate smoother cross-border interactions throughout the region. We are committed to establishing Hong Kong as a leading centre for capacity building in international law.     As outlined in our Chief Executive’s Policy Address 2023 and 2024, the Department of Justice is setting up the Hong Kong International Legal Talents Training Academy. The Academy will regularly organise practical training courses, seminars, international exchange programmes and more to promote exchanges among talent in regions along the Belt and Road. It will also provide training for talent in the practice of foreign-related legal affairs for the country, and nurture legal talent conversant with international law, common law, civil law and the country’s legal system.     A dedicated office and an expert committee have already been set up to facilitate the establishment of the Academy. We are grateful to have Professor Tirado as a member of the expert committee, and I am pleased to see many of our committee members participating in today’s Summit.     To officially mark this new initiative, I am excited to announce that the launch ceremony for the Academy will take place on the final day of the Hong Kong Legal Week. I warmly invite all of you to join us for this significant occasion.Other events     I also warmly welcome you to participate in an array of other events this week. Tomorrow, we will have the Second Legal Forum on Interconnectivity and Development co-organised with the Office of the Commissioner of the Ministry of Foreign Affairs of the People’s Republic of China in the HKSAR. At the Legal Forum, we are very pleased to have the General Counsel of the Asian Infrastructure Investment Bank deliver a keynote address on promoting good governance and high-quality development under international law. Legal experts will also share their insights on Hong Kong’s role in China’s institutional opening up, and rule of law as a risk management mechanism to safeguard sustainable development.     On Wednesday, we will host events under the theme “Beyond Litigation: The Vibrant Landscape of Alternative Dispute Resolution of Hong Kong”. The day will explore three topical issues – the role of mediation in promoting a culture of mutual respect, harmony and inclusiveness, use of artificial intelligence in alternative dispute resolution, as well as the resolution of sports disputes. There will also be the 2024 Hong Kong Mediation Lecture in the evening, exploring the unique challenges and opportunities involved in the use of mediation in deals relating to natural resources.     Thursday’s programme will focus on strengthening the rule of law in the Greater Bay Area. We will hear from experts on the proof of Hong Kong law and foreign law in the Mainland, the arrangement on mutual legal assistance in civil and commercial matters between the Mainland and Hong Kong, as well as legal services and juridical relations to facilitate and protect trade and social interactions between the Mainland and Hong Kong. The day will also feature a mock mediation session led by mediators from Mainland China, Hong Kong, and Macao, and a discussion on the Greater Bay Area mediation platform.     On Friday, apart from the launching ceremony of the Academy in the afternoon that I have just mentioned, we will explore how the rule of law in Hong Kong, together with different components of Hong Kong’s legal and judicial system, are essential to provide the best business environment from the perspectives of our legal services profession and our enterprises, and how our legal professionals can play an important role along the Belt and Road.     Alongside this week’s discussions, we are also featuring a special exhibition on the achievements in the construction of the rule of law of the People’s Republic of China in the modern era, co-organised by the Ministry of Justice of China and the Department of Justice, in celebration of the 75th anniversary of the founding of People’s Republic of China. The exhibition highlights key milestones in China’s legal evolution, both domestically and in foreign-related areas, over the past 75 years. You are most welcome to visit the exhibition during the breaks or after the Summit. It is just in the exhibition hall adjacent to this conference room.Conclusion     Ladies and gentlemen, as we look ahead to the discussions that will follow, I hope today’s Summit will inspire all of us to explore new ideas and opportunities.     Members of Parliament will be discussing the course for resilient democracy at the 67th Commonwealth Parliamentary Conference (CPC) hosted by the Parliament of New South Wales and the Commonwealth Parliamentary Association (CPA) New South Wales Branch this week.

    Led by Hon Carmel Sepuloni (CPA Executive Committee member), Hon Willie Jackson, Dana Kirkpatrick, Dr Lawrence Xu-Nan, and Clerk of the House Dr David Wilson will be attending from 3 – 8 November.

    The Commonwealth Parliamentary Conference is an opportunity for Commonwealth Parliaments from around the world to come together to address the critical issues facing today’s Parliaments. The flagship event will bring together over 700 Parliamentarians, parliamentary staff and decision makers for this unique conference.

    The main theme for the conference is ‘Engage, Empower, Sustain: Charting the Course for Resilient Democracy’. The conference will explore a wide range of workshop topics from the use of artificial intelligence and technology; the security of MPs; ending human trafficking; combatting discrimination legislation; supporting LGBT+ and people with disabilities to participate in Parliaments; to engaging with indigenous peoples.

  • MIL-Evening Report: Australia is axing a $7bn military satellite project, leaving defence comms potentially vulnerable

    In a significant blow to Australia’s defence capabilities, the federal government is cancelling what would have been the nation’s largest-ever space project: a A$7 billion military satellite communications system.

    The decision was confirmed in a press statement today. It comes just 18 months after the Albanese government gave the green light to the ambitious program.

    Defence industry sources quoted by The Australian newspaper indicated that insufficient funding was allocated to start the program, despite its strategic importance. According to the ABC, “defence industry figures believe there are cheaper options available”.

    The project’s cancellation would mark a dramatic reversal for a program that was meant to make Australia’s military communications safer at a time when the cyber threat landscape has been steadily evolving.

    The rise and fall of JP9102

    The ambitious satellite program is known as JP9102. It was awarded to US defence contractor Lockheed Martin in April 2023 after a competitive tender process that included major players like Airbus, Northrop Grumman and Optus.

    The project aimed to launch several large military-grade satellites. It would also involve several ground stations, new satellite communications operations centres, and a central management system. Taken together, this would create a secure communications network for Australia’s military.

    Currently, the Australian Defence Force (ADF) uses a complex network of up to 89 different “capabilities” (military assets) that rely on satellite communications.

    This existing system lacks the comprehensive security and coverage that JP9102 promised to deliver. Without it, Australia’s military communications are potentially left vulnerable to cyber and electronic warfare attacks.

    In its statement, the Department of Defence claims its “current satellite communications capabilities support the immediate needs of the organisation”.

    What can military satellites deliver?

    The proposed satellite system was intended to create what experts call an “uncrackable data network” across the ADF.

    These military-grade satellites would have provided secure communications for fighter jets, naval vessels and ground forces across the vast Indo-Pacific region.

    Unlike commercial satellites, military satellites incorporate advanced encryption and anti-jamming capabilities. This makes them significantly more resistant to cyber attack and electronic warfare.

    Military satellites face sophisticated cyber threats from both state and non-state actors.

    China and Russia are widely recognised as having advanced capabilities in this domain. They have the ability to jam satellite signals, intercept communications and potentially even take control of satellite systems. North Korea has also demonstrated growing capabilities in cyber warfare, particularly in signal jamming.

    In 2014, Russian forces reportedly jammed and disrupted satellite communications during their operations in Crimea. More recently, at the start of Russia’s invasion of Ukraine in 2022, hackers disabled thousands of satellite modems that were part of the Viasat satellite network, causing disruptions to both military and civilian communications across Europe.

    In the commercial sector, Iran has been accused of jamming satellite broadcasts and GPS signals.

    This demonstrates how even nations with less advanced military capabilities can pose significant threats to satellite communications.

    JP9102 was considered a “bleeding-edge technology project”. It included plans for machine learning capabilities to increase agility and responsiveness.

    The Australian Strategic Policy Institute has previously praised the project’s potential for making room for future technological improvements:

    The JP9102 satellites may, if they are based on open-architecture design or software-based systems, take advantage of future on-orbit servicing technologies that could extend their operational life and enhance their capabilities over time.

    A budget reality

    The key takeaway here is the growing gap between Australia’s defence ambitions and its budget reality. As regional tensions continue to increase and cyber threats evolve, the decision to cancel JP9102 highlights the challenging trade-offs between needing to secure Australia’s military communications and the costs of doing so.

    It raises the question of how Australia will secure its military communications in an increasingly contested Indo-Pacific region. The cancellation of JP9102 creates a significant capability gap in Australia’s military communications strategy that will need to be addressed.

    Defence planners will likely need to explore alternative solutions. These might include partnerships with commercial satellite providers or joining the military satellite networks of allied nations, such as the United States.

    What are Public–Private Partnerships or PPPs?

    Public–private partnerships are contractual arrangements where a government partners with the private sector to build and manage public infrastructure, such as roads and highways, renewable energy plants, hospitals, and schools. PPPs may also be used by government to bring in private sector to manage existing public infrastructure more efficiently.

    What is the PPP Monitor?

    The PPP Monitor is a publication series of ADB. It profiles PPP-enabling environments in ADB’s developing member countries (DMCs) across Asia and the Pacific. The PPP Monitor features a data-driven, online version that allows users to compare the key PPP parameters and attributes across the featured DMCs.

    Who can use the PPP Monitor?

    The PPP Monitor provides the investor community with business intelligence on the enabling environment, policies, priority sectors, and deals to facilitate informed investment decisions. 
    For ADB DMCs the PPP Monitor serves as a diagnostic tool to identify gaps in their legal, regulatory, and institutional frameworks.

    ADB and other international development agencies can also benefit from the PPP Monitor as it could be useful in initiating dialogues to assess a country’s readiness to implement PPPs to develop and sustain its infrastructure.

    What are the key takeaways from the Georgia PPP Monitor?

    • Georgia has a nascent but developing ecosystem for PPPs.
    • ADB has been involved in developing the PPP program in Georgia for many years by facilitating the establishment of the PPP legal framework in the country.
    • The government realized the importance of PPPs as an alternative way of financing infrastructure investments and has been developing a PPP institutional, policy, and legal and regulatory framework.
    • In 2018, the Law of Georgia on Public–Private Partnerships, also known as the PPP Law, was adopted. This was followed by a package of bylaws related to the introduction and implementation of PPPs in Georgia.
    • The PPP Law and the secondary legislation provide the legal basis for procuring and managing PPPs in Georgia. It covers both concession and non-concession types of PPPs. It provides the definition and eligibility criteria for PPPs, the various stages for project development and management, and the relevant entities involved in PPP project identification, screening, preparation, procurement, and management, including their functions. It also establishes the process for dispute resolution and the identification and management of contingent liabilities.
    • The PPP Law and the secondary legislation also require the establishment of a formal PPP institutional structure including a PPP Agency, which has been set up under the Office of the Prime Minister of Georgia, and a related risk and fiscal management function under the Ministry of Finance. The PPP Agency became operational in 2019 and guidelines for identifying, appraising, procuring, implementing, and monitoring PPPs have been developed to support the PPP Law and the supporting secondary legislation.

    How many PPPs have been developed in Georgia?

    From 1990 to 2023, about 42 PPP projects from different sectors (e.g., airports, energy, information and communications technology, water and sewerage, and social infrastructure) successfully achieved financial closure. The total investment made in these projects is approximately $4 billion.

    According to the PPP Agency, since the adoption of the PPP Law in 2018, only a few new PPPs have been initiated and reached financial closure and these have all been in the energy sector.

    What challenges exist in the public private partnership landscape?

    Significant progress has been made in improving the PPP landscape, especially in establishing the regulatory framework and with recent PPP training programs instigated by the PPP Agency. However, there is so far only a limited pipeline of viable projects and significant challenges remain to be addressed, including low awareness of PPPs; limited capacity of government officials; lack of PPP initiatives at the local and national levels; and lack of a project development fund, among others.

    What is ADB doing to support PPPs in Georgia?

    Having supported the drafting of the PPP legislation, implementing guidelines, model concession agreements, and annual fiscal risk statements, ADB is poised to support PPP development further in Georgia. PPPs offer an avenue to improve value for money in infrastructure development and service delivery. However, the current capacity of the public sector to drive and implement PPPs is constrained. ADB has been working in partnership with the PPP Agency to address some of the challenges. ADB is helping raise awareness about PPPs through events. Earlier in October, ADB held a specialist training course on PPPs for senior government officials to help address the capacity gaps and contribute toward building a pipeline of projects. ADB is also undertaking a feasibility assessment on affordable housing to explore PPP opportunities and is also in early discussion with various government agencies to help screen and prepare potential pilot PPP projects.

  • MIL-OSI Security: Captured: FBI Ten Most Wanted Fugitive from St. Louis Metro Area

    FBI St. Louis Special Agent in Charge Ashley Johnson has announced the arrest of Donald Eugene Fields, II. He was added to the FBI’s Ten Most Wanted Fugitives list in May 2023. He is facing child sex trafficking and child rape charges in federal and state court, respectively. 

    On the morning of January 25, the Lady Lake Police Department arrested Fields, II, after a routine traffic stop. The license plate was not registered to the vehicle he was driving. It happened at 9:15 a.m. (Eastern Time) at U.S. Highway 27/441 at Rolling Acres Road. Lady Lake is northwest of Orlando, Florida. The FBI praised the work of the department, whose police chief is an FBI National Academy graduate. “Thanks to proactive policing by the Lady Lake Police Department, one of the FBI’s Ten Most Wanted fugitives has been captured,” said Special Agent in Charge Johnson.

    Fields, II will be scheduled to make his first appearance in federal court in Florida. 

    Fields, II, 60, was federally indicted in St. Louis on December 7, 2023 on one count of child sex trafficking. The indictment accuses Fields, II, of knowingly attempting to recruit, entice, provide, patronize, and solicit a minor into engaging in a commercial sex act from about January 2013 until June 2017.  
     
    Fields II is also facing charges including statutory rape, statutory sodomy, child molestation, and witness tampering in Franklin County Circuit Court in Missouri. A warrant for his arrest was issued by that court after Fields II vacated his home and failed to show up for a March 3, 2022, hearing, court records show. 
     
    Fields II is the fifth fugitive investigated by the FBI St. Louis Field Office to be named as an FBI Top Ten Most Wanted fugitive. More than 60 years ago, Thomas Edward Galloway was placed on the list in June 1964.  The FBI arrested Galloway in July 1964 at a golf course in Danville, Virginia, after a citizen recognized him from a newspaper article. 
     
    The FBI’s Ten Most Wanted Fugitives list was established in March of 1950. Fields, II, was the 531st fugitive added to the list. Of the total, 495 fugitives have now been apprehended or located—163 of them as a result of citizen cooperation.

    Police can confirm one person has died following a crash on State Highway 2, north of Takapau this morning.

    The two-vehicle crash involving a truck and a car, was reported to police around 8:10am.

    One person died at the scene.

    The road remains closed and will be for most of the day. We advise motorists to avoid the area.

    Detours are in place via State Highway 50.

  • MIL-Evening Report: News Corp lies to Australian Parliament in lobbying putsch to change media laws

    Rupert Murdoch’s News Corporation has misled the Australian Parliament and is liable to prosecution — not that government will lift a finger to enforce the law, reports Michael West Media.

    Rupert Murdoch’s News Corporation has misled the Australian Parliament. In a submission to the Senate, the company claimed, “Foxtel also pays millions of dollars in income tax, GST and payroll tax, unlike many of our large international digital competitors”.

    However, an MWM investigation into the financial affairs of Foxtel has shown Foxtel was paying zero income tax when it told the Senate it was paying “millions”. The penalty for lying to the Senate is potential imprisonment, although “contempt of Parliament” laws are never enforced.

    The investigation found that NXE, the entity that controls Foxtel, paid no income tax in any of the five years from 2019 to 2023. During this time it generated $14 billion of total income.

    The total tax payable across this period is $0. The average total income is $2.8 billion per year.

    Why did News Corporation mislead the Parliament? The plausible answers are in its Foxtel Submission to the Senate Environment and Communications Legislation Committee Inquiry into The Broadcasting Legislation Amendment.

    In May 2021 — which is also where the transgression occurred — the media executives for the American tycoon were lobbying a Parliamentary committee to change the laws in their favour.

    By this time, Netflix had leap-frogged Foxtel Pay TV subscriptions in Australia and Foxtel was complaining it had to spend too much money on producing local Australian content under the laws of the time. Also that Netflix paid almost no tax.

    Big-league tax dodger
    They were correct in this. Netflix, which is a big-league tax dodger itself, was by then making bucketloads of money in Australia but with zero local content requirements.

    Making television drama and so forth is expensive. It is far cheaper to pipe foreign content through your channels online. As Netflix does.

    The misleading of Parliament by corporations is rife, and contempt laws need to be enforced, as demonstrated routinely by the PwC inquiry last year. Corporations and their representatives routinely lie in their pursuit of corporate objectives.

    If democracy is to function better, the information provided to Parliament needs to be clarified, beyond doubt, as reliable. Former senator Rex Patrick has made the point in these pages.

    Even in this short statement to the committee of inquiry (published above), there are other misleading statements. Like many companies defending their failure to pay adequate income tax, Foxtel claims that it “paid millions” in GST and payroll tax.

    Companies don’t “pay” GST or payroll tax. They collect these taxes on behalf of governments.

    Little regard for laws
    Further to the contempt of Parliament, so little regard for the laws of Australia is shown by corporations that the local American boss of a small gas fracking company, Tamboran Resources, controlled by a US oil billionaire, didn’t even bother turning up to give evidence when asked.

    This despite being rewarded with millions in public grant money.

    Politicians need to muscle up, as Greens Senator Nick McKim did when grilling former Woolies boss Brad Banducci for prevaricating over providing evidence to the supermarket inquiry.
